  • MIL-OSI Security: Two District Men Ordered to Be Held Without Bond in Violent Armed Kidnapping and Carjacking

               WASHINGTON – Damon Middleton, 32, and Michael Alston, 27, both of the District of Columbia, were ordered to be held without bond today following their arrests for armed kidnapping and carjacking, announced U.S. Attorney Jeanine Ferris Pirro.

                According to court documents, on May 9, 2025, a male victim was parking his Dodge Caravan at his home in the District when he was approached by two men who hit him on the head and demanded money. One of the subjects allegedly took the victim’s keys, entered his apartment, and ransacked it.

                The two men then drove the victim in the victim’s Dodge Caravan to various Maryland ATMs to withdraw funds from the victim’s CashApp and bank accounts. The men eventually left the victim zip-tied in Hyattsville, Maryland, and drove off in his vehicle. Law enforcement later located the torched remains of the victim’s Dodge Caravan within the District.

                Middleton and Alston were charged in an indictment, which was unsealed on July 11, 2025, on charges of federal kidnapping and transportation of a stolen vehicle, as well as District of Columbia charges of armed carjacking and possession of a firearm during the commission of a crime of violence.

                This case is being investigated by the Metropolitan Police Department and the FBI Washington Field Office’s Violent Crimes Task Force. It is being prosecuted by Assistant U.S. Attorneys Sabena Auyeung and Mark Levy.

  • MIL-OSI Security: Gary Man Sentenced to 51 Months in Prison

    HAMMOND- Deyon Washington, 45 years old, of Gary, Indiana, was sentenced by United States District Court Judge Gretchen S. Lund after pleading guilty to being a felon in possession a firearm, announced Acting United States Attorney M. Scott Proctor. 

    Washington was sentenced to 51 months in prison followed by 24 months of supervised release.

    According to documents in the case, on September 11, 2021, Deyon Washington was a passenger in vehicle that was pulled over in Valparaiso, Indiana. During a search of the vehicle, law enforcement recovered a loaded pistol with an extended magazine attached to it. Washington’s criminal history revealed he was previously felony convicted for armed robbery in 2001 and 2002, which were felonies that disqualified him from possessing any firearm or ammunition. 

    This case was investigated by the Bureau of Alcohol, Tobacco, Firearms, and Explosives.  This case was prosecuted by Assistant United States Attorney Michael J. Toth.

  • MIL-OSI Security: Hammond Man Sentenced to 60 Months in Prison

    HAMMOND- Isaiah Castro, 23 years old, of Hammond, Indiana, was sentenced by United States District Court Judge Gretchen S. Lund after pleading guilty to possessing a firearm in furtherance of a drug trafficking crime, announced Acting United States Attorney M. Scott Proctor. 

    Castro was sentenced to 60 months in prison followed by 24 months of supervised release.

    According to documents in the case, on April 16, 2024, Isaiah Castro distributed pills containing fentanyl while possessing a firearm. A search warrant resulted in the recovery of the firearm. Law enforcement also recovered another firearm with an extended magazine, firearm magazines, ammunition, and cash. Castro was previously convicted of resisting law enforcement and was on probation at the time. 

    This case was investigated by the Bureau of Alcohol, Tobacco, Firearms, and Explosives Indiana High Intensity Drug Trafficking Task Force.  This case was prosecuted by Assistant United States Attorney Caitlin M. Padula.

Thus, of the total amount, almost 1.2 billion rubles will be compensation for payments to citizens who have completely lost their housing. The remaining funds will be used to reimburse expenses for payments for damaged housing.

  • MIL-OSI Security: Snohomish Man Who Provided Tactical Training to Extremist Groups Sentenced to Prison for Illegal Gun Possession

    Seattle – An Army veteran who illegally possessed high powered firearms was sentenced Wednesday in U.S. District Court in Seattle to two years in prison, announced Acting U.S. Attorney Teal Luthy Miller. Kyle Christopher Benton, 29, was arrested in September 2024, following an investigation of his activities both online and in person involving high-powered weapons. Benton possessed both unregistered, short barrel rifles and machineguns, weapons capable of firing multiple rounds with a single trigger pull. Moreover, he used these weapons to further his standing with various racially or ethnically motivated violent extremist groups and groups espousing white supremacy.

    At the sentencing hearing U.S. District Judge Tana Lin said, “You not only illegally possessed extremely dangerous firearms, but you bragged about it and put on firearms trainings for others while doing so.”

    According to records filed in the case, Benton was investigated by the FBI after he was discharged from the United States Army and after he threatened to kill his wife. The investigation revealed Benton operated multiple social media accounts where he posted violent extremist content, neo-Nazi propaganda, and anti-Semitic materials. But it was not just online activity. Benton participated in “hate rallies” and other gatherings located in Oregon, Washington, and Idaho in furtherance of his white supremacist views. Drawing upon his military training and veteran status, he led workshops about firearms for various white supremacy groups.

    On September 6, 2024, law enforcement executed a court authorized search warrant at Benton’s Snohomish home and seized a firearm resembling an M16 rifle that fired in a fully automatic fashion. They also seized an uninstalled drop-in auto sear (which makes a gun fire like a machinegun) and two rifles with overall barrel lengths of less than 16 inches. Such guns must be registered under the National Firearms Act.

    On March 28, 2025, Benton pleaded guilty to Unlawful Possession of a Machinegun, and Possession of an Unregistered Firearm.

    In asking for a 30-month sentence Assistant United States Attorney Brian Wynne wrote to the court, “while Benton was in possession of these weapons, he was actively engaged with groups encouraging racially or ethnically motivated violence and white supremacy. Benton

     used the firearms along with his military experience to establish himself within the groups. While engaged with these groups he put on workshops about firearms and held tactical trainings for group members.”

    In his letter to the court, Benton now disavows his white supremacist views.

    The case was investigated by the FBI.  The case was prosecuted by Assistant United States Attorney Brian J. Wynne.

  • MIL-OSI Security: Waterbury Cocaine Distributor Sentenced to More Than Three Years in Federal Prison

    David X. Sullivan, United States Attorney for the District of Connecticut, announced that CARMELO CANCEL, also known as “Bebe,” 31, of Waterbury, was sentenced today by U.S. District Judge Michael P. Shea in Hartford to 37 months of imprisonment, followed by three years of supervised release, for supplying cocaine to two Waterbury drug trafficking organizations.

    According to court documents and statements made in court, the FBI’s Waterbury Safe Streets Gang Task Force and other law enforcement agencies investigated two drug trafficking organizations based in the city of Waterbury.  One organization was headed by Angel Quiros, also known as “Papa John,” and operated in the area of William Street, and the other was headed by Daniel Diaz-Rivera and operated in the area of Maple Avenue.  The investigation, which included court-authorized wiretaps on multiple phones, video surveillance, GPS tracking of vehicles, and numerous controlled purchases of narcotics, revealed that the two organizations distributed cocaine, crack, and fentanyl through a network of sellers.  Cancel supplied cocaine to both organizations, which worked together to further their operations.

    Cancel, Quiros, Diaz-Rivera, and 14 other individuals were charged with federal offenses as a result of the investigation.  Cancel and several codefendants were arrested on November 29, 2023.  In association with the arrests, investigators executed multiple search warrants and seized approximately 700 grams of crack cocaine, more than 900 vials (“caps”) of crack, approximately 200 grams of loose fentanyl, more than 1,600 dose bags of fentanyl/heroin, two stolen firearms, numerous rounds of ammunition, and more than $39,000 in cash.

    On April 23, 2025, Cancel pleaded guilty to conspiracy to distribute and to possess with intent to distribute cocaine.  Released on $100,000 bond, he is required to report to prison on September 17.

    Quiros and Diaz-Rivera pleaded guilty to related charges.  Quiros awaits sentencing and, on June 23, 2025, Diaz-Rivera was sentenced to 210 months of imprisonment.

    The FBI’s Waterbury Safe Streets Gang Task includes members from the FBI, the Waterbury Police Department, the Naugatuck Police Department, and the Connecticut Department of Correction.  The DEA, U.S. Marshals Service, Homeland Security Investigations (HSI), Connecticut State Police, Wolcott Police Department, and Meriden Police Department have assisted the investigation.

  • MIL-OSI Security: Armed alien, illegally living in Tyler, indicted on federal firearms violation

    TYLER, Texas – A Mexican national, illegally living in Tyler, has been charged with a federal firearms violation in the Eastern District of Texas, announced Acting U.S. Attorney Jay R. Combs.

    Marco Imanol Ferrusca-Ortega, 23, was named in an indictment returned by a federal grand jury this week in the Eastern District of Texas charging him with being an illegal alien in possession of a firearm.

    The indictment alleges that on July 8, 2025, Ferrusca-Ortega was found illegally in the United States and in possession of a firearm

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    If convicted, Ferrusca-Ortega faces up to 15 years in federal prison and deportation.

    This case is being investigated by the Bureau of Alcohol, Tobacco, Firearms, and Explosives; the U.S. Drug Enforcement Administration; Homeland Security Investigations; and the Tyler Police Department.  This case is being prosecuted by Assistant U.S. Attorney Dustin Farahnak.

  • MIL-OSI Security: Former Amtrak Employee Sentenced to Over 2 Years in Prison for Crimes, Including Near-$1 Million COVID Jobless Benefits Fraud

    LOS ANGELES – A former Amtrak employee was sentenced today to 25 months in federal prison for conspiring with her husband to steal nearly $1 million in COVID-19 pandemic-related unemployment insurance (UI) benefits and for fraudulently obtaining more than $63,000 in sickness benefits while she worked at the passenger railroad company.

    Lizette Berrios Lathon, 48, of Moreno Valley, was sentenced by United States District Judge Fernando M. Olguin, who also ordered her to pay $1,061,667 in restitution.

    In November 2022, Lizette Lathon pleaded guilty to one count of conspiracy to commit mail fraud and wire fraud, one count of aggravated identity theft, and one count of wire fraud.

    Previously, in July 2024, Judge Olguin sentenced Lathon’s husband, Kenneth Andrew Lathon, 50, also of Moreno Valley, to 54 months in federal prison and ordered him to pay $998,630 in restitution. 

    Kenneth Lathon pleaded guilty in November 2022 to one count of conspiracy to commit mail fraud and wire fraud, one count of aggravated identity theft, and one count of unlawful possession of a firearm by a convicted felon.

    From 2014 until at least September 2022, Lizette Lathon, in addition to her one-time duties as a service attendant for Amtrak, operated at least three tax preparation businesses: Miracle Tax Service, which was located on Los Angeles’ Miracle Mile; Hardcore Corp., which did business as “Hardcore Taxes”; and Lathon LLC, which did business as “LL Taxes.” The latter two companies were in Moreno Valley.

    Lathon and her husband took advantage of the expanded eligibility for UI benefits made possible by the Coronavirus Aid, Relief, and Economic Security (CARES) Act signed into law in 2020. The CARES Act also established the Pandemic Unemployment Assistance program, which provided additional UI benefits to qualified individuals during the COVID-19 pandemic, including people who did not otherwise qualify for UI such as business owners, self-employed workers, independent contractors, and those with a limited work history.

    In some instances, Lizette Lathon submitted fraudulent applications with the California Employment Development Department (EDD) for UI benefits using names, Social Security numbers, and dates of birth that she obtained from former clients of her tax preparation businesses without the permission of those former clients. On the applications, she falsely asserted inflated income for the named claimants – many of whom had never lived in California – to receive the maximum benefit amount.

    As a result of the fraudulent claims she filed, EDD authorized Bank of America to issue debit cards in the names of Lizette Lathon’s former clients, but the cards were mailed to addresses she and her family controlled. She and her husband then used the debit cards to make cash withdrawals at ATMs and to make purchases at retail stores.

    During the conspiracy, which lasted from the spring of 2020 until March 2021, Lathon and her husband caused at least 44 fraudulent unemployment claims to be filed, resulting in losses to EDD and the United States Treasury of approximately $998,630.

    Lizette Lathon, who was employed at Amtrak from 2000 to 2021, also schemed to defraud the Railroad Retirement Board out of sickness benefit payments by filing forged and false claims that stated she was being treated by a medical professional for pain and anxiety. Through this scheme, which lasted from September 2014 to January 2020, she fraudulently obtained approximately $63,047 in sickness benefit payments.

    Kenneth Lathon possessed a .22-caliber rifle and 12-gauge shotgun despite his criminal history, which includes felony convictions in California state court for theft, cocaine possession, and fraud.

    These matters were investigated by the Amtrak Office of Inspector General; the United States Railroad Retirement Board Office of Inspector General; the United States Department of Labor Office of Inspector General; the United States Department of Labor Employee Benefits Security Administration; the California Employment Development Department; the Bureau of Alcohol, Tobacco, Firearms and Explosives; Homeland Security Investigations; and the United States Postal Inspection Service.

  • MIL-OSI Security: Two Men Are Sentenced To 10+ Years In Prison For Drug And Gun Charges

    CHARLOTTE, N.C. – Christopher Murrita Diaz, 20, and Gustavo Vergara Avalos, 21, both of Monroe, N.C., were each sentenced to 130 months in prison followed by a term of supervised release yesterday for drug and gun charges, announced Russ Ferguson, U.S. Attorney for the Western District of North Carolina. Both Diaz and Avalos pleaded guilty to conspiracy to distribute cocaine and possession of a machinegun. Diaz also pleaded guilty to distribution of cocaine, transfer of a machinegun, and possession of a firearm in furtherance of drug trafficking.

    Alicia Jones, Special Agent in Charge of the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Charlotte Field Division, and Sheriff Eddie Cathey of the Union County Sheriff’s Office, join U.S. Attorney Ferguson in making the announcement.

    According to court documents and court proceedings, law enforcement initiated and investigation into Diaz after they learned he was selling cocaine and machinegun conversion devices, commonly referred to as a “Glock switches.” During the investigation, Diaz sold cocaine to a confidential informant working with the ATF, 28 Glock switches, a firearm, two AR style firearms, and a machinegun. At least one of the sales of contraband occurred at Vergara-Avalos’ residence. In October 2023, law enforcement executed a search warrant at the residence where they seized a total of 10 firearms, 26 Glock switches, and more cocaine.     

    Both men are in custody and will be transferred to the custody of the Federal Bureau of Prisons upon designation of a federal facility.

    The ATF and Union the Union County Sheriff’s Office investigated the case. The U.S.

    Attorney’s Office in Charlotte handled the prosecution.

    During the conversation, the Holy Father repeated his appeal for a renewed push for negotiations, a ceasefire and an end to the war.  He again expressed his concern about the tragic humanitarian situation of the population in Gaza, whose children, elderly and sick are paying an agonizing price.
    Finally, His Holiness reiterated the urgent need to protect places of worship and, especially, the faithful and all people in Palestine and Israel.

  • MIL-OSI Security: Sixth Member of Salinas-Based ‘Murder Squad’ Sentenced to 38 Years in Federal Prison for 2017 Killing Spree

    SAN JOSE – Andrew Alvarado was sentenced today to 38 years in federal prison for racketeering conspiracy and 10 years in federal prison for conspiracy to murder in aid of racketeering, to run concurrently, for his role in multiple murders and attempted murders as part of the self-proclaimed “Murder Squad,” a crew of Salinas-based Norteño criminal street gang members falling under the Monterey County Regiment Enterprise affiliated with the Nuestra Familia prison gang.  U.S. District Judge Beth Labson Freeman handed down the sentence.

    Alvarado, 34, of Salinas, pleaded guilty on April 15, 2025, to one count of racketeering conspiracy and one count of conspiracy to murder in aid of racketeering.  According to court documents, the “Murder Squad” conducted more than a dozen “hunts,” tracking and shooting dozens of Salinas residents whom they perceived to be members of a rival gang for reasons as vague as they were Hispanic, bald, or wearing blue.  The squad would often use military-style tactics, traveling in a convoy of vehicles with a designated shooter vehicle and a designated security/spotter vehicle, all of which were in constant communication via conference call.  The security/spotter vehicles would patrol the streets, find a target, and transmit their location to the shooter vehicle.  The shooters in the shooter vehicle would drive up, exit, fire at the victims until their magazines were empty, and speed away.  The security/spotter vehicles would follow behind, ready to distract or intercept law enforcement and allow the shooter vehicle to escape.

    Between 2015 and 2018, 11 people were killed during these hunts.  Another 17 people were shot at but survived.  Most of the victims were not actually members of a rival gang.  Some of the victims were not the intended target at all but were nevertheless hit in the crossfire.  

    In connection with pleading guilty, Alvarado admitted that he personally participated in six “hunts” between January 2017 and May 2017.  He was the shooter in three of those hunts, resulting in the deaths of three victims and the wounding of a fourth.  In one instance, the hunt began when members of the “Murder Squad” gathered at a house to remember a family member killed in a car accident; they decided to commemorate the person’s death and lift their spirits by going out to kill another.  Separately, Alvarado was in the security/spotter vehicle in three other hunts, resulting in the deaths of three victims, the wounding of four victims, and the near-miss of one victim.  

    “Gangs and the drugs and violence they bring with them wreak havoc on our communities and the hardworking families that live within them.  The ruthless actions of the ‘Murder Squad’ shattered the public’s sense of safety and destroyed the lives of so many in Salinas,” said United States Attorney Craig H. Missakian.  “The so-called ‘hunts’ that Alvarado and his crew ran were simply inhumane.  This lengthy sentence means that Alvarado, like many of his fellow gang members, will now answer for his brazen crimes.”

    “HSI San Francisco has a long and impactful history of investigating transnational gangs that threaten the safety of our communities in Northern California.  We are committed to the pursuit of justice for the victims of these criminal enterprises and the violence they perpetuate.  Today’s sentencing is the product of countless investigative hours and the significant investigative resources which HSI brings to bear in combatting violent transnational criminal organizations and apprehending dangerous gang members like Alvarado,” said Homeland Security Investigations (HSI) Acting Special Agent in Charge Jeffrey Brannigan.

    In addition to the prison term, Judge Freeman also sentenced the defendant to a five-year period of supervised release on count one and a three-year period of supervised release on count two, to run concurrently.  Alvarado was immediately remanded into custody to begin serving his sentence.

    Alvarado is the sixth member of the “Murder Squad” to be sentenced.  Five other defendants each pleaded guilty to one count of racketeering conspiracy in violation of 8 U.S.C. § 1962(d) and one count of conspiracy to murder in aid of racketeering in violation of 18 U.S.C. § 1959(a)(5) and were previously sentenced on Sept. 10, 2024.

    This prosecution was brought by the Violent Crime Strike Force and is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) investigation.  OCDETF identifies, disrupts, and dismantles the highest-level drug traffickers, money launderers, gangs, and transnational criminal organizations that threaten the United States by using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks.

    Assistant U.S. Attorney George Hageman is prosecuting the case with the assistance of Nina Burney, Lakisha Holliman, and Yenni Weinberg.  The prosecution is the result of an investigation by HSI, the FBI, the Salinas Police Department, and the Monterey County District Attorney’s Office.

    SACRAMENTO – Governor Gavin Newsom today announced the deployment of 3 additional Urban Search and Rescue Team (US&R) members to Texas to assist with ongoing response efforts related to severe flooding impacts.  A total of 42 California US&R members are now in Kerr, Texas supporting the mission.  

    This deployment of Human Remains Detection (HRD) Teams includes canines and their handlers. Today’s deployment comes from the Oakland Fire Department and Sacramento Fire Department.   Los Angeles County, Menlo Park, Orange County and Riverside County all have team members on the ground in Texas aiding in the search.  

    California personnel deployed use highly-developed and specialized skills to assist emergency operations in and around the hardest hit areas of flooding.  The California Governor’s Office of Emergency Service (Cal OES) is working in close coordination with Texas and through the Emergency Management Assistance Compact (EMAC).

    We help our fellow Americans in times of need. California is proud to assist in the ongoing response to the devastating Texas floods.

    Canine teams from California have been requested, and been approved for, extending their work assignments from 14 to 21 days.  To prevent overworking the dogs, a rotation schedule has been implemented where the canines work two consecutive days in the field, followed by a rest day at Base of Operations. 

    “This is a very difficult task. I appreciate the hard work being done by our crews under very difficult conditions,” said Cal OES Director Nancy Ward. “Cal OES is proud to help those in need in Texas.”  

    This deployment builds on California’s far-reaching efforts to aid other states during emergencies. In 2023, California deployed Urban Search and Rescue members to Hawaii to support wildfire response. In 2022, California deployed firefighters, disaster recovery experts, and other personnel to Montana, New Mexico, and Oregon. In 2021, California sent fire engines to assist Oregon’s response to the Bootleg Fire and Specialized Urban Search and Rescue Resources teams to Florida following the Surfside condo collapse.

    This deployment does not impact California’s emergency response and firefighting capabilities.

    The Met is appealing for anyone with information about groups or individuals intending to engage in violence at this year’s Notting Hill Carnival to come forward.

    Officers are working with the independent charity Crimestoppers as part of a plan to keep Carnival free from knife crime, serious violence and violence against women and girls.

    Deputy Assistant Commissioner Matt Ward, the police commander for this year’s event, said: “Notting Hill Carnival is an iconic event in London’s cultural calendar which is celebrated by many from across the capital, the UK and beyond. With less than six weeks to go before this year’s event, the Met continues to work closely with organisers and partners to ensure it’s a safe and spectacular experience for those visiting.

    “Regrettably, amongst the millions of carnivalists who have attended over many years there has been a tiny minority of individuals intent on causing serious harm to others, including violent crime and sexual offences.

    “Their actions stand in stark contrast to the traditions and values of Carnival and I welcome those voices in the community who have stood up to condemn violence and serious criminality at the event. I fully support the organisers’ recent announcement of a new, innovative partnership with the Elba Hope Foundation to divert young people away from crime and particularly knife crime.

    “Carnival’s growing popularity and size creates unique challenges. Around 7,000 officers and staff will be deployed each day over the coming August Bank Holiday weekend. Their priority is to keep people safe, including preventing serious violence, such as knife crime and violence against women and girls.”

    The Met’s activity has already started with a focus on deterring or preventing those who pose the greatest threat to public safety and the security of Carnival:

    • We are sharing intelligence with forces across the country to identify those violent gangs who are planning to attend Carnival.
    • We are working with others, including local authorities and the courts, to seek banning orders to exclude those attending who have a history of violence or sexual offending at Carnival.
    • We are carrying out pre-emptive intelligence-led arrests and searches of those believed to be in possession of weapons or involved in the supply of drugs. Last year there were 160 such arrests prior to the event for offences including possession of firearms, drugs supply, rape and other serious sexual assaults.
    • During the Bank Holiday weekend we will be using live facial recognition cameras on the approach to and from Carnival, outside the boundaries of the event itself, to help officers identify and intercept those who pose a public safety risk before they get to the crowded streets of Notting Hill, and to ensure those attending are able to get home safely.

    DAC Ward added: “The best way to prevent serious crime at Carnival, including violence and sexual offending, is to intervene and target the small number of dangerous offenders before they get to the event.

    “If you know anyone who may be planning to take a knife or weapon to Carnival, if you worry that they’re part of a group going with the intent to commit offences or confront rival groups, or that they are being put under pressure or being exploited, or if you have any other information that could help, then please speak up and stand up for Carnival. In doing so, you could be saving a life.”

    Further information about the use of Live Facial Recognition (LFR):

    So far in 2025 there have been 111 deployments of LFR, resulting in 512 arrests.

    During the Bank Holiday weekend, LFR will be deployed on the approaches to Carnival, but not within the boundaries of the event.

    Officers will be searching for people who are marked as being wanted on the Police National Computer, those who are shown as missing (including young people who may also be at risk of either criminal or sexual exploitation) and those subject to sexual harm prevention orders because of the risk they pose, particularly to women and girls.

    LFR cameras capture live footage of people passing by and compare their faces against a bespoke watchlist of wanted offenders.

    If a match is detected, the system generates an alert. An officer will then review the match and decide if they wish to speak with the individual.

    Officers conduct further checks, such as reviewing court orders or other relevant information, to determine if the person is a suspect.

    Importantly, an alert from the system does not automatically result in an arrest – officers make a decision about whether further action is necessary following engagement.

    There are robust safeguards in place regarding LFR. if a member of the public walks past an LFR camera and is not wanted by the police, their biometrics are immediately and permanently deleted.

  • Depression over MP, UP triggers heavy rains across India: IMD

    The India Meteorological Department (IMD) on Friday predicted heavy to very heavy rainfall across several parts of India, influenced by a depression over northwest Madhya Pradesh and adjoining southwest Uttar Pradesh. The weather system is expected to bring widespread rain to Madhya Pradesh and Rajasthan over the next two days, with isolated locations in western Madhya Pradesh and Rajasthan likely to witness extremely heavy rainfall on July 18.

    Southern states including Kerala, Karnataka, and Tamil Nadu are also forecast to receive heavy to very heavy rainfall over the next 6 to 7 days. Kerala is expected to witness extremely heavy rainfall from July 18 to 20, while coastal Karnataka is likely to experience similar intensity on July 18. Isolated extremely heavy rainfall is also likely in Rajasthan, Coastal Karnataka, and parts of Uttarakhand on July 18, and again in Uttarakhand on July 20 and 21.

    Rainfall activity will intensify in multiple regions over the coming days, including Uttarakhand, western Uttar Pradesh, Himachal Pradesh, Kerala and Mahe, coastal and south interior Karnataka, Tamil Nadu, coastal Andhra Pradesh, sub-Himalayan West Bengal and Sikkim, Odisha, Konkan and Goa, and the ghat areas of central Maharashtra. The IMD has advised close monitoring as several of these regions are likely to experience very heavy to extremely heavy rainfall through the next week.

    In the past 24 hours, extremely heavy rainfall (more than 21 cm) was recorded at isolated places in eastern Madhya Pradesh and eastern Uttar Pradesh. Heavy to very heavy rain was also reported from parts of coastal Karnataka, Andhra Pradesh, Telangana, Odisha, west Madhya Pradesh, eastern Rajasthan, and western Uttar Pradesh. Several states in the northeast and central India also witnessed significant rainfall.

    Weather forecast for Delhi-NCR

    In Delhi-NCR, the weather is expected to remain generally cloudy with light rain and thunderstorms over the next few days.

    Today, residents can expect light showers accompanied by strong surface winds reaching up to 45 kmph during thunderstorms. Temperatures will remain near normal, with highs ranging from 34 to 36°C.

    From July 19 to 21, the capital will experience partly cloudy skies and intermittent light rain. Minimum temperature will be slightly below normal, while maximum temperature is expected to remain near or slightly below normal. Winds will vary in direction and speed through the day, gradually decreasing into the evenings.

    The Government today (July 18) gazetted the Public Health and Municipal Services (Fees) (Amendment) Regulation 2025 (Amendment Regulation) to tie in with the implementation of the Registered Fire Engineer (RFE) Scheme.

    The RFE Scheme will offer licence applicants of general restaurants, light refreshment restaurants, food factories (whether or not for preparation of bakery products only), factory canteens and composite food shops an additional option. Applicants may continue with the established practice of using the fire safety risk assessment and certification services of the Fire Services Department (FSD) or engage the services of RFEs. To tie in with the implementation of the Scheme, the Government made the Fire Services Department (Reports and Certificates) (Amendment) Regulation 2025 to revamp the fee structure for FSD services, including the fees for the issue of certificates for ventilating systems by the FSD prescribed in the Fire Services Department (Reports and Certificates) Regulations (Cap. 95C).

    In view of the revamp of the fee structure for FSD services, the Amendment Regulation will specify the corresponding fee deduction for the issue of certificates for ventilating systems by the FSD from the fees for the granting of full food business licences, so that applicants will not be double charged for the same service.

    The Government will table the Amendment Regulation before the Legislative Council at its sitting on July 23. Upon the completion of negative vetting, the Amendment Regulation will come into effect with the revamped fee structure for FSD services on November 1, 2025.

    On the morning of July 8, President Lai Ching-te met with a delegation led by Minister of Foreign Affairs Jean-Victor Harvel Jean-Baptiste of the Republic of Haiti and his wife. In remarks, President Lai noted that our two countries will soon mark the 70th anniversary of diplomatic relations and that our exchanges have been fruitful in important areas such as public security, educational cooperation, and infrastructure. The president stated that Taiwan will continue to work together with Haiti to promote the development of medical and health care, food security, and construction that benefits people’s livelihoods. The president thanked Haiti for supporting Taiwan’s international participation and expressed hope that both countries will continue to support each other, deepen cooperation, and face various challenges together. In remarks, President Lai noted that the people of Taiwan will continue to work with democratic partners throughout the world in a maritime spirit of freedom and openness to contribute to ocean governance and jointly ensure maritime security. He expressed hope that their visit will help forge stronger friendships between Taiwan and international maritime partners, so that all can work together to spur shared maritime prosperity and sustainable development for the next generation. A translation of President Lai’s remarks follows: I want to thank our guests for coming here to the Presidential Office. The 2025 TIOF will take place tomorrow and the day after, and I thank you all for making the long trip to Taiwan to attend the event and share your valuable insights and experiences. This year’s forum will focus on strategies for strengthening maritime security and pathways to achieving a sustainable blue economy. By attending this forum, our guests are highlighting their commitment to safeguarding the oceans, and beyond that, taking concrete action to demonstrate support for Taiwan. In addition to building coast guard patrol vessels, we must also step up efforts to build underwater, surface, and airborne unmanned vehicles and smart reconnaissance equipment, so as to demonstrate Taiwan’s determination to defend democracy and freedom and commitment to maintaining peace and stability in the Taiwan Strait. Oceans are Taiwan’s roots, and provide the channels by which we engage with the world. The TIOF was first launched in 2020, and has now become an important platform for enhancement of cooperation between Taiwan and other countries. Chairman of The Washington Times Thomas McDevitt, a member of the delegation, then delivered remarks, noting first that July 4th, this Friday, is Independence Day in America. Independence is a sacred, powerful word which has great meaning in this part of the world, he said. Chairman McDevitt indicated that Taiwan has truly become a global beacon of democracy and a key partner for many nations. He then quoted President Lai’s 2024 inaugural address: “We will work together to combat disinformation, strengthen democratic resilience, address challenges, and allow Taiwan to become the MVP of the democratic world.” Chairman McDevitt went on to say that he appreciated the president’s speech with regard to his philosophical depth, sensitivity, and both moral and political clarity. He said that he was deeply moved by the speech, but within a few days of it, China responded with military activities and many threats. The chairman then emphasized that we are in a civilization crisis. Chairman McDevitt mentioned that President Lai has begun a series of 10 lectures, and remarked that they would help the world to understand the identity and the nature of Taiwan, as well as the situation we are in in the world. On behalf of all the delegation, Chairman McDevitt thanked the president for his leadership in dealing with these issues thoughtfully. Chairman McDevitt concluded with a line from the Old Testament which states that if the people have no vision, they will perish. He said that he believes Taiwan’s president has led the people of Taiwan, and the world, with a vision of how to navigate this great civilization crisis together.     President Lai meets Minister of State at UK Department for Business and Trade Douglas Alexander  
    On the morning of June 30, President Lai Ching-te met with Douglas Alexander, Minister of State at the Department for Business and Trade of the United Kingdom. In remarks, President Lai thanked the UK government for its longstanding support for peace and stability across the Taiwan Strait, demonstrating that Taiwan and the UK share similar goals. Noting that two years ago, Taiwan and the UK signed an enhanced trade partnership (ETP) arrangement, the president said that today Taiwan and the UK have signed three pillars under the ETP, which will help promote bilateral economic and trade cooperation. He expressed hope of the UK publicly supporting Taiwan’s accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) so that together we can create an economic and trade landscape in the Indo-Pacific characterized by shared prosperity and development. A translation of President Lai’s remarks follows: First, on behalf of the people of Taiwan, I extend a warm welcome to Minister Alexander and wish a fruitful outcome for the 27th round of Taiwan-UK trade talks later today. Taiwan-UK relations have grown closer in recent years. We have not only continued to strengthen cooperation in such fields as offshore wind power, innovative technologies, and culture and education but also have established regular dialogue mechanisms in the critical areas of economics and trade, energy, and agriculture. The UK is currently Taiwan’s fourth-largest European trading partner, second-largest source of investment from Europe, and third-largest target for investment in Europe. Today, this arrangement is yielding further results. I am delighted that Taiwan and the UK have signed three pillars under the ETP covering investment, digital trade, and energy and net-zero. This will help promote bilateral economic and trade cooperation and advance industrial development on both sides. I also want to thank the UK government for its longstanding support for peace and stability across the Taiwan Strait. This month, the UK published its Strategic Defence Review 2025 and National Security Strategy 2025, which oppose any unilateral attempts to change the status quo across the Taiwan Strait. These not only demonstrate that Taiwan and the UK share similar goals but also show that security and prosperity in the Indo-Pacific region are inseparable from those of the transatlantic regions. In addition, last November, the House of Commons passed a motion which made clear that United Nations General Assembly (UNGA) Resolution 2758 neither established the sovereignty of the People’s Republic of China over Taiwan nor determined Taiwan’s status in the United Nations. The UK government also responded to the motion by publicly expressing for the first time its position on UNGA Resolution 2758, opposing any attempt to broaden the interpretation of the resolution to rewrite history. For this, on behalf of the people of Taiwan, I once again want to extend my deepest gratitude. Taiwan and the UK have the advantage of being highly complementary in the technology sector. In facing the restructuring of global supply chains and other international economic and trade developments, I believe that Taiwan and the UK are indispensable key partners for one another. I look forward to the UK publicly supporting Taiwan’s accession to the CPTPP so that together, we can create an economic and trade landscape in the Indo-Pacific characterized by shared prosperity and development. In closing, I wish Minister Alexander a pleasant and successful visit. And I hope he has the opportunity to visit Taiwan for personal travel in the future. Minister Alexander then delivered remarks, saying that it is a great personal honor to meet with everyone today to discuss further deepening the UK-Taiwan trade relationship and explore the many opportunities our two sides can pursue together. He mentioned that he traveled to Taiwan in 2022 when he was a private citizen, a visit he thoroughly enjoyed, so he is delighted to be back to see the strength of the UK-Taiwan relationship and the strengthening of that relationship. As like-minded partners, he pointed out, our collaboration continues to grow across multiple sectors, and he is here today to further that momentum. By combining our strengths in these areas, he said, we can open the door to innovative collaboration and commercial success for both sides. He mentioned that yesterday he visited the Taiwan Space Agency, commenting that in sectors such as satellite technology, green energy, and cyber security, British expertise and trusted standards can provide meaningful solutions. Noting that President Lai spoke in his remarks of the broader challenge of peace and security in the region, Minister Alexander stated that the United Kingdom has, of course, also continued to affirm its commitment to peace and stability in the Taiwan Strait, along with its G7 partners.     President Lai confers decoration on former Japan-Taiwan Exchange Association Chairman Ohashi Mitsuo
    On the morning of June 27, President Lai Ching-te conferred the Order of Brilliant Star with Grand Cordon upon former Chairman of the Japan-Taiwan Exchange Association Ohashi Mitsuo in recognition of his firm convictions and tireless efforts in promoting Taiwan-Japan exchanges. In remarks, President Lai stated that Chairman Ohashi cares for Taiwan like a family member, and expressed hope that Taiwan and Japan continue to deepen their partnership, bring about the early signing of an economic partnership agreement (EPA), and jointly build secure and stable non-red supply chains as we boost the resilience and competitiveness of our economies and jointly safeguard the values of freedom and democracy. A translation of President Lai’s remarks follows: Every meeting I have with Chairman Ohashi, with whom I have worked side by side for many years, is warm and friendly. I recall that when we met last year, Chairman Ohashi said that he often thinks about what Japan can do for Taiwan and what Taiwan can do for Japan, and that it is that mutual concern that makes us so close. This was a truly moving statement illustrating the relationship between Taiwan and Japan. Chairman Ohashi has also said numerous times that our bilateral relations may very well be the best in the entire world, and that in fact they may serve as a model to other countries. Over these past 14 years, Taiwan and Japan have signed over 50 major agreements, spanning the economy and trade, fisheries, and taxes, among other areas. In 2017, the Taiwan-Japan Relations Association and the Japan-Taiwan Exchange Association underwent name changes, strengthening the essence and significance of Taiwan-Japan relations. These great achievements were all made possible thanks to the firm convictions and tireless efforts of Chairman Ohashi. On behalf of the people of Taiwan, I am delighted to confer upon Chairman Ohashi the Order of Brilliant Star with Grand Cordon to express our deepest thanks for his outstanding contributions. Chairman Ohashi is not just a good friend of Taiwan, but someone who cares for Taiwan like a family member. When a major earthquake struck in 2016, he personally went to Tainan to assess the situation and meet with the city government. This outpouring of friendship and support across borders was deeply moving. As we look to the future, I hope that Taiwan and Japan can continue to deepen our partnership. In addition to bringing about the early signing of an EPA, I also hope that we can expand collaboration in key areas such as semiconductors, energy, and AI, continue building secure and stable non-red supply chains, and boost the resilience and competitiveness of our economies as well as peace and stability in the Indo-Pacific. As Chairman Ohashi has said, the close bilateral relationship between Taiwan and Japan is one the world can be proud of. I would like to thank him once again for his contributions to deepening Taiwan-Japan ties. Chairman Ohashi said that the current international situation is rather severe, with wars and conflicts occurring between many neighboring countries. He said that there is a growing trend of nuclear weapon proliferation, emphasizing that use of such weapons would cause significant harm between nations. He also pointed out that some countries even use nuclear weapons as a threat, leading to instability and impacting the global situation. Chairman Ohashi said that neither Taiwan nor Japan possesses nuclear weapons, which is something to be proud of. That is why, he said, we can declare that a world without nuclear weapons is a peaceful world. He also mentioned that during his tenure as chairman of the Japan-Taiwan Exchange Association, he consistently upheld this principle in his work. Chairman Ohashi said that the mission of the World Federalist Movement (WFM) is to promote world peace. He said that the WFM has branches in countries worldwide, with the WFM of Japan being one of the most prominent, and that it also aspires to achieve the goal of world peace. Having served as chairman of the Japan-Taiwan Exchange Association for 14 years, he said, he is now stepping down from this role and will serve as the chairman of the WFM of Japan, aiming to promote peace in countries around the world.     President Lai meets Japan’s former Economic Security Minister Kobayashi Takayuki
    On the afternoon of June 25, President Lai Ching-te met with Kobayashi Takayuki, Japan’s former economic security minister and a current member of the House of Representatives. In remarks, President Lai expressed hope to combine the strengths of the democratic community to build resilient, reliable non-red supply chains, and ensure a resilient global economy and sustainable development. He also expressed hope that Taiwan and Japan can bring about the early signing of an economic partnership agreement (EPA), and that Japan will continue supporting Taiwan’s bid to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), enhancing our own bilateral partnership, as doing so would create win-win situations and further contribute to regional economic security and stability. The following is a translation of President Lai’s remarks: I welcome Representative Kobayashi back to Taiwan for another visit after seven years. During his last visit, he was with a delegation from the Liberal Democratic Party (LDP) Youth Division, and we met at the Executive Yuan. I am very happy to see him again today. Representative Kobayashi has long paid close attention to matters involving economic security, technological innovation, and aerospace policy. He also made a stunning debut in last year’s LDP presidential election, showing that he is truly a rising star and an influential figure in the political sphere. With this visit, Representative Kobayashi is demonstrating support for Taiwan with concrete action, which is very meaningful. Taiwan and Japan are both part of the first island chain’s key line of defense. We thank the many Japanese prime ministers, including former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as current Prime Minister Ishiba Shigeru, for the many times they have highlighted the importance of peace and stability in the Taiwan Strait at important international venues, and for expressing opposition to the use of force or coercion to unilaterally change the status quo in the Taiwan Strait. I hope that Taiwan and Japan can engage in more cooperation and exchanges to promote peace and prosperity in the Indo-Pacific region in all aspects. In particular, China in recent years has been actively expanding its red supply chains, which threaten the global free trade system and advanced technology markets. Taiwan hopes to combine the strengths of the democratic community to build resilient, reliable non-red supply chains. In the semiconductor industry, for example, Taiwan has excellent advanced manufacturing capabilities, while Japan plays an important role in materials, equipment, and key technologies. I am confident that, given the experience that Taiwan and Japan have in cooperating, we can build an industrial supply chain composed of democratic nations to ensure a resilient global economy and sustainable development. I hope that Taiwan and Japan can bring about the early signing of an EPA in order to deepen our bilateral trade and investment exchanges and cooperation. I also hope that Japan will continue supporting Taiwan’s bid to join the CPTPP, enhancing our own bilateral partnership, as doing so would create win-win situations and further contribute to regional economic security and stability. Taiwan and Japan are democratic partners that share the values of freedom, democracy, and respect for human rights. I firmly believe that so long as we work together, we can certainly address the challenges posed by authoritarianism, and bring prosperity and development to the Indo-Pacific region. In closing, I welcome Representative Kobayashi once again. I am certain that this visit will help enhance Taiwan-Japan exchanges and deepen our friendship. Representative Kobayashi then delivered remarks, first thanking President Lai for taking the time to meet with him, and noting that this was his second visit to Taiwan following a trip seven years prior, when he came with his good friend from college and then-Director of the LDP Youth Division Suzuki Keisuke, now Japan’s minister of justice. Representative Kobayashi mentioned a Japanese kanji that he is very fond of – 絆 (kizuna) – which means “deep ties of friendship.” He emphasized that a key purpose of this visit to Taiwan was to reiterate the deep ties of friendship between Taiwan and Japan. In addition to deep historical ties, he said, Taiwan and Japan also enjoy a like-minded partnership in terms of economic, personnel, and friendship-oriented exchanges. He went on to say that at the strategic level, Taiwan and Japan also have deep ties of friendship, and that for Japan, it is strategically important that Taiwan not be isolated under any circumstances. Representative Kobayashi emphasized that cooperation between Taiwan and Japan, and even cooperation among Taiwan, Japan, and the United States, are more important now than ever, and that another important focus of this visit is the non-red supply chains referred to earlier by President Lai. He said that as Japan’s first economic security minister and the person currently in charge of the LDP’s policy on economic security, he is acutely aware of the important impact of economic security on national interests, and therefore looks forward to further exchanging views regarding Taiwan’s concrete steps to build non-red supply chains.     In a recent interview on Nippon Television’s news zero program, President Lai Ching-te responded to questions from host Mr. Sakurai Sho and Yomiuri TV Shanghai Bureau Chief Watanabe Masayo on topics including reflections on his first year in office, cross-strait relations, China’s military threats, Taiwan-United States relations, and Taiwan-Japan relations. The interview was broadcast on the evening of May 19. During the interview, President Lai stated that China intends to change the world’s rules-based international order, and that if Taiwan were invaded, global supply chains would be disrupted. Therefore, he said, Taiwan will strengthen its national defense, prevent war by preparing for war, and achieve the goal of peace. The president also noted that Taiwan’s purpose for developing drones is based on national security and industrial needs, and that Taiwan hopes to collaborate with Japan. He then reiterated that China’s threats are an international problem, and expressed hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war. Following is the text of the questions and the president’s responses: Q: How do you feel as you are about to round out your first year in office? President Lai: When I was young, I was determined to practice medicine and save lives. When I left medicine to go into politics, I was determined to transform Taiwan. And when I was sworn in as president on May 20 last year, I was determined to strengthen the nation. Time flies, and it has already been a year. Although the process has been very challenging, I am deeply honored to be a part of it. I am also profoundly grateful to our citizens for allowing me the opportunity to give back to our country. The future will certainly be full of more challenges, but I will do everything I can to unite the people and continue strengthening the nation. That is how I am feeling now. Q: We are now coming up on the 80th anniversary of the end of World War II, and over this period, we have often heard that conflict between Taiwan and the mainland is imminent. Do you personally believe that a cross-strait conflict could happen? President Lai: The international community is very much aware that China intends to replace the US and change the world’s rules-based international order, and annexing Taiwan is just the first step. So, as China’s military power grows stronger, some members of the international community are naturally on edge about whether a cross-strait conflict will break out. The international community must certainly do everything in its power to avoid a conflict in the Taiwan Strait; there is too great a cost. Besides causing direct disasters to both Taiwan and China, the impact on the global economy would be even greater, with estimated losses of US$10 trillion from war alone – that is roughly 10 percent of the global GDP. Additionally, 20 percent of global shipping passes through the Taiwan Strait and surrounding waters, so if a conflict breaks out in the strait, other countries including Japan and Korea would suffer a grave impact. For Japan and Korea, a quarter of external transit passes through the Taiwan Strait and surrounding waters, and a third of the various energy resources and minerals shipped back from other countries pass through said areas. If Taiwan were invaded, global supply chains would be disrupted, and therefore conflict in the Taiwan Strait must be avoided. Such a conflict is indeed avoidable. I am very thankful to Prime Minister of Japan Ishiba Shigeru and former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as US President Donald Trump and former President Joe Biden, and the other G7 leaders, for continuing to emphasize at international venues that peace and stability across the Taiwan Strait are essential components for global security and prosperity. When everyone in the global democratic community works together, stacking up enough strength to make China’s objectives unattainable or to make the cost of invading Taiwan too high for it to bear, a conflict in the strait can naturally be avoided. Q: As you said, President Lai, maintaining peace and stability across the Taiwan Strait is also very important for other countries. How can war be avoided? What sort of countermeasures is Taiwan prepared to take to prevent war? President Lai: As Mr. Sakurai mentioned earlier, we are coming up on the 80th anniversary of the end of WWII. There are many lessons we can take from that war. First is that peace is priceless, and war has no winners. From the tragedies of WWII, there are lessons that humanity should learn. We must pursue peace, and not start wars blindly, as that would be a major disaster for humanity. In other words, we must be determined to safeguard peace. The second lesson is that we cannot be complacent toward authoritarian powers. If you give them an inch, they will take a mile. They will keep growing, and eventually, not only will peace be unattainable, but war will be inevitable. The third lesson is why WWII ended: It ended because different groups joined together in solidarity. Taiwan, Japan, and the Indo-Pacific region are all directly subjected to China’s threats, so we hope to be able to join together in cooperation. This is why we proposed the Four Pillars of Peace action plan. First, we will strengthen our national defense. Second, we will strengthen economic resilience. Third is standing shoulder to shoulder with the democratic community to demonstrate the strength of deterrence. Fourth is that as long as China treats Taiwan with parity and dignity, Taiwan is willing to conduct exchanges and cooperate with China, and seek peace and mutual prosperity. These four pillars can help us avoid war and achieve peace. That is to say, Taiwan hopes to achieve peace through strength, prevent war by preparing for war, keeping war from happening and pursuing the goal of peace. Q: Regarding drones, everyone knows that recently, Taiwan has been actively researching, developing, and introducing drones. Why do you need to actively research, develop, and introduce new drones at this time? President Lai: This is for two purposes. The first is to meet national security needs. The second is to meet industrial development needs. Because Taiwan, Japan, and the Philippines are all part of the first island chain, and we are all democratic nations, we cannot be like an authoritarian country like China, which has an unlimited national defense budget. In this kind of situation, island nations such as Taiwan, Japan, and the Philippines should leverage their own technologies to develop national defense methods that are asymmetric and utilize unmanned vehicles. In particular, from the Russo-Ukrainian War, we see that Ukraine has successfully utilized unmanned vehicles to protect itself and prevent Russia from unlimited invasion. In other words, the Russo-Ukrainian War has already proven the importance of drones. Therefore, the first purpose of developing drones is based on national security needs. Second, the world has already entered the era of smart technology. Whether generative, agentic, or physical, AI will continue to develop. In the future, cars and ships will also evolve into unmanned vehicles and unmanned boats, and there will be unmanned factories. Drones will even be able to assist with postal deliveries, or services like Uber, Uber Eats, and foodpanda, or agricultural irrigation and pesticide spraying. Therefore, in the future era of comprehensive smart technology, developing unmanned vehicles is a necessity. Taiwan, based on industrial needs, is actively planning the development of drones and unmanned vehicles. I would like to take this opportunity to express Taiwan’s hope to collaborate with Japan in the unmanned vehicle industry. Just as we do in the semiconductor industry, where Japan has raw materials, equipment, and technology, and Taiwan has wafer manufacturing, our two countries can cooperate. Japan is a technological power, and Taiwan also has significant technological strengths. If Taiwan and Japan work together, we will not only be able to safeguard peace and stability in the Taiwan Strait and security in the Indo-Pacific region, but it will also be very helpful for the industrial development of both countries. Q: The drones you just described probably include examples from the Russo-Ukrainian War. Taiwan and China are separated by the Taiwan Strait. Do our drones need to have cross-sea flight capabilities? President Lai: Taiwan does not intend to counterattack the mainland, and does not intend to invade any country. Taiwan’s drones are meant to protect our own nation and territory. Q: Former President Biden previously stated that US forces would assist Taiwan’s defense in the event of an attack. President Trump, however, has yet to clearly state that the US would help defend Taiwan. Do you think that in such an event, the US would help defend Taiwan? Or is Taiwan now trying to persuade the US? President Lai: Former President Biden and President Trump have answered questions from reporters. Although their responses were different, strong cooperation with Taiwan under the Biden administration has continued under the Trump administration; there has been no change. During President Trump’s first term, cooperation with Taiwan was broader and deeper compared to former President Barack Obama’s terms. After former President Biden took office, cooperation with Taiwan increased compared to President Trump’s first term. Now, during President Trump’s second term, cooperation with Taiwan is even greater than under former President Biden. Taiwan-US cooperation continues to grow stronger, and has not changed just because President Trump and former President Biden gave different responses to reporters. Furthermore, the Trump administration publicly stated that in the future, the US will shift its strategic focus from Europe to the Indo-Pacific. The US secretary of defense even publicly stated that the primary mission of the US is to prevent China from invading Taiwan, maintain stability in the Indo-Pacific, and thus maintain world peace. There is a saying in Taiwan that goes, “Help comes most to those who help themselves.” Before asking friends and allies for assistance in facing threats from China, Taiwan must first be determined and prepared to defend itself. This is Taiwan’s principle, and we are working in this direction, making all the necessary preparations to safeguard the nation. Q: I would like to ask you a question about Taiwan-Japan relations. After the Great East Japan Earthquake in 2011, you made an appeal to give Japan a great deal of assistance and care. In particular, you visited Sendai to offer condolences. Later, you also expressed condolences and concern after the earthquakes in Aomori and Kumamoto. What are your expectations for future Taiwan-Japan exchanges and development? President Lai: I come from Tainan, and my constituency is in Tainan. Tainan has very deep ties with Japan, and of course, Taiwan also has deep ties with Japan. However, among Taiwan’s 22 counties and cities, Tainan has the deepest relationship with Japan. I sincerely hope that both of you and your teams will have an opportunity to visit Tainan. I will introduce Tainan’s scenery, including architecture from the era of Japanese rule, Tainan’s cuisine, and unique aspects of Tainan society, and you can also see lifestyles and culture from the Showa era.  The Wushantou Reservoir in Tainan was completed by engineer Mr. Hatta Yoichi from Kanazawa, Japan and the team he led to Tainan after he graduated from then-Tokyo Imperial University. It has nearly a century of history and is still in use today. This reservoir, along with the 16,000-km-long Chianan Canal, transformed the 150,000-hectare Chianan Plain into Taiwan’s premier rice-growing area. It was that foundation in agriculture that enabled Taiwan to develop industry and the technology sector of today. The reservoir continues to supply water to Tainan Science Park. It is used by residents of Tainan, the agricultural sector, and industry, and even the technology sector in Xinshi Industrial Park, as well as Taiwan Semiconductor Manufacturing Company. Because of this, the people of Tainan are deeply grateful for Mr. Hatta and very friendly toward the people of Japan. A major earthquake, the largest in 50 years, struck Tainan on February 6, 2016, resulting in significant casualties. As mayor of Tainan at the time, I was extremely grateful to then-Prime Minister Abe, who sent five Japanese officials to the disaster site in Tainan the day after the earthquake. They were very thoughtful and asked what kind of assistance we needed from the Japanese government. They offered to provide help based on what we needed. I was deeply moved, as former Prime Minister Abe showed such care, going beyond the formality of just sending supplies that we may or may not have actually needed. Instead, the officials asked what we needed and then provided assistance based on those needs, which really moved me. Similarly, when the Great East Japan Earthquake of 2011 or the later Kumamoto earthquakes struck, the people of Tainan, under my leadership, naturally and dutifully expressed their support. Even earlier, when central Taiwan was hit by a major earthquake in 1999, Japan was the first country to deploy a rescue team to the disaster area. On February 6, 2018, after a major earthquake in Hualien, former Prime Minister Abe appeared in a video holding up a message of encouragement he had written in calligraphy saying “Remain strong, Taiwan.” All of Taiwan was deeply moved. Over the years, Taiwan and Japan have supported each other when earthquakes struck, and have forged bonds that are family-like, not just neighborly. This is truly valuable. In the future, I hope Taiwan and Japan can be like brothers, and that the peoples of Taiwan and Japan can treat one another like family. If Taiwan has a problem, then Japan has a problem; if Japan has a problem, then Taiwan has a problem. By caring for and helping each other, we can face various challenges and difficulties, and pursue a brighter future. Q: President Lai, you just used the phrase “If Taiwan has a problem, then Japan has a problem.” In the event that China attempts to invade Taiwan by force, what kind of response measures would you hope the US military and Japan’s Self-Defense Forces take? President Lai: As I just mentioned, annexing Taiwan is only China’s first step. Its ultimate objective is to change the rules-based international order. That being the case, China’s threats are an international problem. So, I would very much hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war – prevention, after all, is more important than cure.

  • MIL-OSI Africa: The United Nations (UN) rights chief condemns recent killing of scores of civilians in Sudan

    Since 10 July, the UN human rights office, OHCHR, has verified that the Rapid Support Forces (RSF) have killed at least 60 civilians in North Kordofan’s Bara locality, while civil society groups have reported that up to 300 were killed.

    The Sudanese Armed Forces (SAF) also hit two villages in West Kordofan from 10 to 14 July, killing at least 23 civilians and causing more than 30 injuries.

    Most recently, on Thursday, an SAF airstrike in Bara killed at least 11 civilians who were all members of a single family.

    According to the High Commissioner’s statement, these deaths come amid worrying reports that the RSF is mobilising for an offensive on the capital of North Kordofan state, El Obeid.  

    Continued concern for El Fasher  

    At another major hotspot in the Sudan conflict, the besieged city of El Fasher in North Darfur state, the RSF has conducted multiple attacks recently. They include a ground attack on 11 and 12 July, which reportedly resulted in civilian casualties.  

    The High Commissioner subsequently “expressed continued concern for the safety of civilians in El Fasher.”

    “Callous disregard for civilians’ lives and safety”

    The statement stressed that the High Commissioner “deplored the killing of dozens of civilians by both parties.”

    “It is distressing that more than two years since the conflict began parties to the conflict in Sudan continue to demonstrate callous disregard for civilians’ lives and safety,” he said.  

    “An escalation of hostilities in North Darfur and Kordofan will only further aggravate the already severe risks to civilians and the dire humanitarian situation in a conflict that has already wrought untold suffering on the Sudanese people,”  

    Mr. Türk urged those with influence to prevent further escalation and ensure parties uphold their obligations under international law, including the protection of civilians.  

    The High Commissioner renewed his calls for the warring parties to ensure safe and unimpeded access to humanitarian aid and to prevent violations of international law.  

    “All alleged violations must be fully and independently investigated and those responsible brought to justice,” he concluded. 

    Heavy rains and attacks on civilians

    At the daily briefing in New York on Thursday, Associate Spokesperson for the Secretary-General, Stephanie Tremblay, relayed reports from the Office for the Coordination of Humanitarian Affairs on the worsening humanitarian situation in North Darfur.

    Heavy rains and flooding on 14 and 15 July displaced more than 400 people and destroyed dozens of homes in North Darfur’s Dar As Salam locality. Displaced families are now sheltering with host communities already struggling to cope.

    Ms. Tremblay also reported on additional attacks on civilians in recent days, with shelling killing five children in El Fasher on 16 July and six people at the Naivasha market in the famine-stricken Abu Shouk camp 15 July.

    The El Fasher Maternity Hospital, the only major hospital still operating in the area, is overwhelmed, critically short-staffed and severely under-resourced.    

    Additionally, the lean season from now until October is compounding the food insecurity crisis by disrupting markets, limiting incomes and raising food prices.  

    Noting the High Commissioner’s statement, Ms. Tremblay said that “we call for an immediate cessation of hostilities, the protection of civilians and humanitarian personnel, unimpeded access across both borders and conflict lines, and increased international funding to respond to this escalating crisis.”

    New report finds systemic water company failure and underperformance

    The number of water company pollution incidents across England rose sharply last year, a new report from the Environment Agency has found. The report shows consistently poor performance from all nine water and sewerage companies in the region, with serious pollution incidents in 2024 up 60% from 2023. 

    The Environment Agency (EA) assesses all pollution incidents, with category 1 (major) and category 2 (significant) incidents being the most serious. In 2024, 75 category 1 and 2 incidents were recorded, a steep rise from 47 serious incidents the previous year. 81% of these serious incidents were the responsibility of just three water companies – Thames Water (33 incidents), Southern Water (15 incidents) and Yorkshire Water (13 incidents). All pollution incidents (category 1 to 3) have increased by 29%: last year water companies recorded 2,801 incidents, up from 2,174 in 2023. 

    The EA is particularly concerned about the increasing trend in pollution spills from pipes carrying wastewater uphill – these accounted for 20% of the serious incidents in 2024 and impacted some protected waters for wildlife and swimming.  

    Reasons behind the 2024 results include persistent underinvestment in new infrastructure, poor asset maintenance, and reduced resilience due to the impacts of climate change.  

    Last financial year, the EA carried out over 4,000 inspections of water company assets. With more inspections, the EA discovers more non-compliance: last year 24% of sites breached their permits. The EA is clear that none of these factors, including wet weather, can excuse the unacceptable number of incidents last year, and water companies must meet their legal obligations to the environment and communities or face enforcement action.  

    Alan Lovell, Chair of the Environment Agency said: 

    This report demonstrates continued systemic failure by some companies to meet their environmental targets. 

    The water industry must act urgently to prevent pollution from occurring and to respond rapidly when it does.  

    We have made significant changes to tighten our regulation of the water industry and ensure companies are held to account. With a dedicated larger workforce and increased funding, our officers are uncovering and acting on failures to comply with environmental law.

    The EA’s expectations for water companies are set out in the Water Industry Strategic Environmental Requirements (WISER) guide, which states there should be a trend to zero serious pollution incidents by 2025, a reduction in all pollution incidents and high levels of water company self-reporting. It is evident that some companies are failing to meet these targets. 

    Under the Water (Special Measures) Act, the EA will have greater powers to take swift action against polluting companies, allowing them to close the justice gap and ultimately deter illegal activity from happening in the first place. To boost funding for water regulation, the EA is consulting on a new levy on the water sector to recover the cost of enforcement activities.  

    It comes as last week, Defra confirmed an £189m uplift for the EA’s water regulation, coming from charges paid by the sector rather than the public purse. This represents a 64% increase in funding since 2023/2024.  

    So far, the EA is on track to deliver 10,000 inspections of water company assets next year and we will continue to work closely with government and fellow regulators to hold companies to account so they deliver the environmental improvements for communities and wildlife.  

    The Act also requires companies to produce annual Pollution Incident Reduction Plans to address the root cause of persistent problems and prevent pollution incidents.

    shift east of the middle Mississippi through the lower Ohio Valley.
    At the same time, a reinforcing intrusion of cooler and drier air is
    forecast to advance across and south of the Upper Midwest and Great
    Lakes, probably in the wake of a weak eastward migrating surface
    low.

    Model depictions concerning synoptic and sub-synoptic features,
    including potential convective evolution remain rather varied. In
    general, it appears that low-level moistening ahead of the
    reinforcing cold front will contribute to moderate destabilization
    as far north as the southern Great Lakes during the day Saturday.
    On the southern fringe of the stronger westerlies, 30-50 kt flow in
    the 850-500 mb layer across southern Wisconsin and Lower Michigan
    into the lower Great Lakes will contribute to potential for
    organized convective development. This may include a couple of
    supercells and perhaps an upscale growing cluster. Although
    mid-level lapse rates may be modest, this may be accompanied by some
    risk for hail, in addition to strong to severe surface gusts and
    perhaps a tornado or two.

    Southwestward toward the middle Mississippi into Ohio Valleys,
    deep-layer mean wind fields are likely to be weaker, but shear
    beneath west-northwesterly mid-level flow may still support
    potential for organized thunderstorm development, in the presence of
    a seasonably moist boundary-layer becoming characterized by sizable
    CAPE with daytime heating. Forcing for this activity remains
    unclear, and probably will hinge on convectively generated or
    augmented perturbations migrating around the northern periphery of
    mid/upper ridging encompassing much of the central and southern tier
    of the U.S. to the east of the Rockies.

    Downstream of the digging mid/upper troughing across the Northwest,
    moisture return to deepening lee surface troughing is forecast to
    contribute to at least a narrow corridor of moderate to large
    mixed-layer CAPE, in the presence of steep lower/mid-tropospheric
    lapse rates. Veering of winds with height probably will contribute
    to sufficient shear for organized thunderstorm development,
    including supercells, as widely scattered to scattered thunderstorms
    develop off the higher terrain into the high plains late Saturday
    afternoon and evening. It is possible that severe weather
    probabilities could still be increased in later outlooks for this
    period.

    over the northern Great Plains will progress across the Upper
    Midwest/Great Lakes and ON. A belt of seasonably strong mid-level

    Huron. Elevated convection is expected to be ongoing at 12Z across
    parts of the eastern Dakotas into northern MN ahead of the mid-level
    impulse, amid a low-level warm theta-e advection regime. As this
    overspreads a preceding cool/dry surface airmass over the Upper
    Midwest, pronounced differential diabatic surface heating will
    strengthen a baroclinic zone across southeast SD bisecting IA to the
    southeast by late afternoon. Thunderstorm development in this time
    frame should be confined to along/northeast of the surface warm
    front across far eastern SD and southern MN. Large-scale ascent
    appears nebulous, but a strengthening low-level jet should aid in
    convection flanking to the southwest across the Mid-MO Valley during
    the evening. This may merge with high-based convection shifting east
    from western NE.

    Deep-layer shear will be sufficient for initial supercells that will
    probably grow upscale into multiple clusters and/or an MCS tonight.
    The latter may accelerate east-southeast for a time in the western
    IA vicinity before weakening during the early morning. A mix of all
    severe hazards are possible in this setup with hail being favored
    early and wind later. Moderately enlarged low-level hodographs
    should also support a tornado threat with any sustained supercell to
    QLCS evolution.

    00Z HREF guidance supports scattered to numerous thunderstorms this
    afternoon with transient organizational structures that should be
    sufficient for a scattered damaging wind threat. This appears to be
    largely in response to the eastward progression of an MCV currently
    near the IN/OH/KY border. A compact belt of enhanced mid-level
    westerlies should overspread the northern periphery of ample MLCAPE
    emanating from the South Atlantic Coastal Plain. Multicell clusters
    that can progress towards a warmer/deeper boundary layer across the

  • MIL-OSI Africa: Twelve Million Kenyans to Benefit from a New Social Protection Project Aimed at Strengthening Human Capital and Economic Inclusion

    The World Bank Board of Directors approved the Second Kenya Social and Economic Inclusion Project (KSEIP2) which will strengthen the country’s social protection systems and scale up safety net support to twelve million citizens, including elderly, women, adolescents, children and other age specific vulnerable groups–while advancing human capital development and economic inclusion.

    The KSEIP2, a successor to the recently completed Kenya Social and Economic Inclusion Project (KSEIP), will build on the success and lessons learned from the relevant interventions implemented to enhance delivery systems for inclusive access to social and economic inclusion. It is financed by a $127.5 million investment from the International Development Association (IDA).

    Inclusive growth and poverty reduction are realized when there are more and better jobs as well as more accessible jobs for the poorest and most vulnerable populations,” said Qimiao Fan, World Bank Division Director for Kenya. “The project’s innovative elements will prepare today’s children and adolescents for healthy and productive adulthoods, help poorer families with sustainable livelihood enhancement, and ensure that hard-won gains are not lost to food insecurity during the times of drought or other crises.”

    The project will scale up cash-plus programs for targeted age groups, complementing the existing cash transfers provided under the government’s flagship National Safety Net Program (NSNP). KSEIP2 will promote inclusive and sustainable employment through the introduction of climate-resilient income-generating activities and by linking beneficiaries to government social insurance schemes for long-term savings and resilience.

    Given Kenya’s vulnerability to recurrent droughts in the North and Northeastern Counties, the project will also strengthen the efficacy of social protection system through investments in modernization and provision of emergency social assistance as temporary support to offset the adverse impact of such crisis.

    The Government of Kenya is committed to supporting opportunities for every Kenyan family to sustainably exit poverty and vulnerability. The KSEIP2 Project supports the government’s ambition on disrupting the vicious cycle of poverty by focusing on investments in children and adolescents, as well as households with productive capacity,” said Shubha Chakravarty, Senior Economist and the Task Team Leader, World Bank. “This objective will be achieved by working in synergy with other relevant government programs.”

    The project is consistent with the FY23-FY28 World Bank Group Country Partnership Framework (CPF), particularly with the objectives of increasing household resilience, national preparedness for shocks response, and priorities around human capital development and jobs agenda. It is also in line with Kenya’s vision 2030 while supporting the constitutional commitment to “provide social security for all Kenyans who cannot support themselves”.

    President John Dramani Mahama on Thursday reaffirmed Ghana’s firm commitment to international trade and investment, outlining the wide-ranging reforms actively fostering economic transformation and better governance.

    He was speaking during a courtesy call from the Mayor of London, Sir Sadiq Khan.

    The President stated that these strategic reforms, begun just six months into his administration, are already showing tangible results.

    He spoke about the renewed business confidence, the relative appreciation of the Cedi, and a decreasing inflation rate as important signs of economic stability and progress, especially after recent global challenges and inherited public debt burdens.

    “We are striving to cultivate a new sense of thinking, a fresh approach to doing things, and to ensure that we effectively serve the people who elected us to lead,” President Mahama stated.

    He elaborated on key government initiatives, including the ’24-Hour Economy’ policy, drawing inspiration from London, a city he described as “never sleeping.”

    The President explained, “We’ve launched a 24-Hour Economy initiative to harness Ghana’s vibrant youthful population and address the challenges of rapid urbanisation by promoting continuous economic activity and opportunities.”

    President Mahama further emphasised Ghana’s burgeoning digital landscape, indicating the country’s readiness to fully integrate into the global FinTech community with numerous digital services and innovative companies emerging across the country.

    He also reiterated the government’s strong focus on agriculture and agribusiness as vital sectors for creating more opportunities, particularly for young people.

    Discussions between the two leaders also delved into the deep historical and business ties connecting Accra and London.

    President Mahama acknowledged Accra’s rapid growth and expressed Ghana’s keen interest in learning from London’s extensive expertise in urban planning, efficient transport systems, modern waste management solutions, and effective flood control strategies.

    “For a city like London, the efficiency of your transport system, even with perceived challenges, is truly remarkable,” the President noted, adding, “We aspire to develop similar reliable systems where punctuality is the norm for our citizens.”

    In his remarks, Mayor Sir Sadiq Khan congratulated President Mahama on his re-election and commended the positive signals his administration is sending to the international community regarding Ghana’s potential.

    He praised the invaluable contributions of Londoners of Ghanaian origin, who are enriching various sectors of the city’s economy and public life, from healthcare and transport to the arts.

  • MIL-OSI China: Nation prepares for severe floods, droughts

    China has entered a critical period for flood control, with preparatory measures underway as the country readies for adverse weather conditions in the coming weeks, officials said on Wednesday.

    Fu Jing, director of the Ministry of Water Resources’ information center, said forecasts indicate the country will face significant regional and periodic droughts and floods between late July and early August. The northern region, in particular, is expected to see more severe flooding, with frequent and intense rainstorms in some areas.

    Major flooding may occur along the middle reaches of the Yellow River; the Daqing, Yongding and Beisan rivers in the Haihe River Basin; and the Liaohe, Huntai and Jilin sections of the Songhua River in the Songliao Basin, Fu said.

    “Two to three typhoons are expected to make landfall in the country, with the possibility of strong ones impacting the northern region,” Fu said.

    On Tuesday, Cai Qinbo, spokesperson for the Hainan provincial meteorological bureau, said the sixth typhoon of the year may form over the western Pacific Ocean within the next two days. It is expected to enter the South China Sea around Saturday and could bring strong winds and heavy rainfall to Hainan province from Monday to Tuesday.

    Wang Baoen, vice-minister of water resources, said the ministry has appointed 2,792 flood control officials this year in coordination with other departments. The officials are responsible for major rivers, key large and medium-sized reservoirs, major flood detention areas and flood-prone cities.

    “We will strengthen efforts in accountability, decision support, and command and dispatch,” Wang said.

    So far, 23 provinces have established flood and drought disaster prevention centers. The ministry conducts rolling daily assessments and issues targeted early warnings to each province, reaching frontline personnel directly. Wang also emphasized the need to improve forecast accuracy and enhance evacuation measures.

    Yao Wenguang, director of the ministry’s department of flood and drought disaster prevention, noted that the risk of mountain floods increases during the flood season and said the ministry will ensure that early warnings are promptly followed by emergency response actions. The ministry also plans to strengthen management of river-related operations during the flood season.

    Zhang Wenjie, director of the ministry’s department of water project operation management, said the ministry plans to reinforce 2,177 reservoirs this year, including large and medium-sized ones. Reservoirs affected by extreme flooding, major earthquakes or abnormal safety issues will undergo prompt specialized safety assessments.

    As some areas may also experience periodic droughts during the flood season, Yao emphasized the need to optimize irrigation, ensure efficient water use and secure the safety of rural drinking water supplies.

    Today, Democratic Leader Hakeem Jeffries spoke on the House Floor in opposition to the reckless Republican rescissions package that cuts funding for public broadcasting and international assistance. 

    LEADER JEFFRIES: Thank you, Mr. Speaker, and I thank the distinguished gentleman, the top Democrat on the Rules Committee, Mr. McGovern, for his leadership and for yielding. I thank all of the distinguished members of the Rules Committee for their steadfast and courageous, insightful participation in opposition to this rule and the substantive legislation that underlies this particular rule. I also want to thank Rosa DeLauro for her principled and strong opposition to this reckless Republican rescissions package, this effort by the Trump administration to once again hurt everyday Americans.

    Mr. Speaker, it was just said on the House Floor that the American people are fed up with out-of-control, wasteful government spending. As Democrats, we’re committed to making sure that taxpayer dollars are spent in an effective, efficient and equitable manner. This bill that’s on the Floor right now has nothing to do with waste, fraud and abuse. It represents an attack on the public health of the American people, the national security of the American people, the public safety of the American people and the ability of the American people to actually get information, particularly in rural America, that they may need through public radio or public television in the face of an emergency.

    Mr. Speaker, no one is buying the notion that Republicans are actually trying to improve wasteful spending, in the aftermath of this One Big Ugly Bill that just passed this chamber and has been signed into law that explodes the debt by more than $3 trillion, and then asks everyday Americans to pay for part of the expenses in the bill by ripping away healthcare for more than 17 million Americans. Hospitals will close, nursing homes will shut down, community-based health clinics will be unable to provide services to everyday Americans and as a result of the One Big Ugly Bill, people will die. It’s an all-out assault on healthcare, the largest cut to Medicaid in American history. It also rips food out of the mouths of hungry children, seniors and veterans. All of this being done to provide massive tax breaks to billionaires.

    And then, Mr. Speaker, in this One Big Ugly Bill that now has been signed into law, the debt and the deficit will explode by trillions of dollars. How dare anyone from the other side of the aisle claim to be the party of fiscal responsibility? That’s fake, and that’s phony.

    So when you look at this particular piece of legislation that’s in front of us right now, this reckless Republican rescissions package, it undermines American national security and American leadership in the world. This is not an America First bill, it’s a China First bill because of the void that’s being created all across the world. It’s in America’s interests, our national security interests, our leadership interests, to make sure that we’re investing in development and diplomacy and democracy all across the world.

    Great leaders have recognized that throughout the American journey. It was Abraham Lincoln who came to the House chamber in the middle of the Civil War in the early 1860s, spoke to the Congress and talked about America being the last best hope on Earth. President Lincoln said that in the 1860s, visionary declaration of the role that America might one day play as the leader of the free world. And this legislation, this reckless Republican rescissions package, undermines our ability to keep our people safe here and to project America’s soft power all over the globe. Why would we undermine our ability to use diplomacy, democracy and development to protect our own national security?

    Mr. Speaker, Mr. President—he promised that on day one, he was going to end the war in Ukraine. That’s now going on, and in this particular piece of legislation, we’re undermining the ability of Ukraine to continue to valiantly fight against Russian aggression. Russia’s not our friend. They’re our enemy. Vladimir Putin is a sworn enemy of the United States of America. Why is it, Mr. Speaker, that Republicans in this bill are undermining, once again, Ukraine? Ukraine stands on the side of democracy. Ukraine stands on the side of freedom. Ukraine stands on the side of truth. Russia stands on the side of autocracy and tyranny and propaganda. Why would we stand on the side of Russia? That’s inconsistent with American leadership. But this reckless Republican rescissions package, it does the exact opposite.

    Mr. Speaker, we just saw tragedy unfold in the Texas Hill Country. More than two dozen children have died. Parents should never have to bury their children. More than 100 Texans died in the deadly floods. And there are a lot of questions that need to be asked about government failure, state government failure in Texas. The Governor of Texas, he’s got a lot of questions that need be answered. Instead, he’s trying to rig the Texas congressional map, in the middle of a search and rescue operation. He’s got to answer some questions. The Trump administration needs to answer some questions about the National Weather Service and the devastating cuts that have been inflicted on them. The Trump administration, Mr. Speaker, needs to answer some questions about the stated goal to defund FEMA.

    So in the midst of this tragedy that we all need to collectively respond to in Texas, just like we need to respond to the tragedy that unfolded in California in the wildfires earlier this year, this reckless Republican rescissions package is going to undermine the ability of people in rural America and in small-town America to receive advance warning or necessary information when disaster strikes, when extreme weather strikes, when flooding strikes, when hurricanes strike. That’s what happens when you shut down public radio, when you shut down public television, which is what this reckless rescissions package will do.

    It’s all extraordinary. Mr. Speaker, I don’t understand why Republicans continue to advance legislation on the Floor of the House of Representatives that hurt everyday Americans. Is it simply because the goal is always to reward billionaires, as was done with the One Big Ugly Bill, providing them with massive and unnecessary tax breaks?

    Mr. Speaker, at the beginning of this Congress, we as House Democrats made clear that we will work with anyone in this town in order to make life better for the American people, to lower the high cost of living of the American people, to address the affordability crisis afflicting the American people. And we thought perhaps that we would have some partners in this necessary endeavor. Why? Because, Mr. Speaker, Donald Trump and House Republicans promised that you were going to lower costs. In fact, that costs were going go down on day one. Not my words, President Trump’s words. Costs haven’t gone down in the United States of America. Costs are going up. Inflation is on the way up. Life is getting more expensive for the American people. And nothing in this reckless rescissions package is going to make life more affordable for everyday Americans. It’s going to complicate their life even further, just like what happened with the One Big Ugly Bill. So, Mr. Speaker, we are strongly opposed to this legislation. Legislation that, apparently, Republicans don’t even want to actually debate on the House Floor. And once again, want to address an issue to be debated in this chamber under the cover of darkness.

    Finally, Mr. Speaker, the challenge that we have with this legislation is that the appropriations process has historically and traditionally been bipartisan—Democrats and Republicans working to try to come together to reach a spending agreement that meets the needs of the American people in terms of their health, their safety and their economic well-being. And do it—House Democrats, Senate Democrats, House Republicans, Senate Republicans—a bipartisan appropriations process to try to reach an enlightened agreement. But what this rescissions package signals to us and the people that we represent, more importantly, what it signals to America, as the OMB director just said, Republicans, Mr. Speaker, aren’t interested in bipartisanship, aren’t interested in common-sense solutions to finding common ground anchored in Democrats and Republicans coming together. We know that’s the case because we’ve made clear our willingness to solve the challenges that the American people face and work with anyone in this town, particularly when it comes to lowering the high cost of living in the United States of America. Republicans continue to do nothing about that, not a damn thing, to make life more affordable for the American people.

    And that’s one of many reasons why we continue to be opposed to this reckless legislation that you bring to the House Floor that hurts everyday Americans, will hurt children, will hurt families, will hurt older Americans and will hurt people that Republicans represent in rural America, all while undermining American leadership in the world. And so, Mr. Speaker, once again, this is unfortunate. Once again, we see a Congress not functioning as a separate and co-equal branch of government, a Congress, given this Republican majority, not willing to serve as a check and balance on an out-of-control executive branch, but always willing to do the bidding of the executive branch, as if we work for the Article II branch of government. We don’t work for Donald Trump. We don’t work for JD Vance. We don’t work for the OMB director. We work for the American people, and that’s why we are a hard no against this reckless rescissions package. I yield back.

    UNITED NATIONS, July 18 (Xinhua) — China’s Deputy Permanent Representative to the United Nations Geng Shuang on Thursday condemned Israeli military strikes in Syria at an emergency meeting of the Security Council and demanded their immediate end.

    While the situation in southern Syria remains volatile, Israel has recently carried out multiple airstrikes in As-Suwayda, Daraa and Damascus. China unequivocally condemns Israel’s actions, which seriously violate international law, infringe on Syria’s sovereignty, security and territorial integrity, and pose new challenges to peace, stability and political transition in Syria, the diplomat said.

    “We call on Israel to immediately stop military strikes on Syria and withdraw from Syrian territory as soon as possible,” he said.

    The international community recognizes the Golan Heights as occupied Syrian territory. The sovereignty, unity and territorial integrity of Syria must be respected. The relevant Security Council resolutions must be implemented, and the 1974 disengagement agreement between Israel and Syria must be observed, the deputy permanent representative emphasized.

    According to Geng Shuang, the ethnic tensions and subsequent violence in As-Suwayda have once again shown that the current situation in Syria remains complex and fragile. Achieving peace and stability still faces enormous challenges.

    It is imperative to stabilize the security situation and restore public order as soon as possible. China has noted the reports that the Syrian interim authorities have reached a ceasefire agreement with the parties concerned. China calls on all parties to abide by the ceasefire agreement, remain calm and exercise restraint, stop hostilities, and promote early de-escalation of the situation, the diplomat said.

    The Syrian interim authorities should continue to advance the participatory political process, address the concerns of all parties through inclusive dialogue, and effectively promote internal unity and reconciliation, Geng said.

    The fight against terrorism is an important aspect of restoring peace and stability in Syria. The interim authorities of Syria must fulfill their anti-terrorist obligations and take effective measures to combat all terrorist groups included in the relevant list by the UN Security Council, including the East Turkestan Islamic Movement, he added.

    At present, acute problems in the Middle East are emerging one after another, with new and old contradictions intertwined and overlapping. The situation is complex and unstable. Such a state of affairs does not serve the interests of any country in the Middle East or the international community, Geng Shuang said.

    The Security Council, as the organ with the primary responsibility for international peace and security, should resolutely fulfill its responsibilities under the UN Charter and use all the tools at its disposal to end conflicts at an early date, restore peace and stability in relevant areas, and achieve lasting peace and stability in the entire region, the diplomat said, adding that China is willing to work with the international community to play a constructive role in this regard. -0-
