    SUMMARY…A line of thunderstorms will continue to pose a threat for
    a couple of tornadoes and scattered to numerous damaging winds up to
    60-70 mph as it moves quickly eastward early this morning.

    The tornado watch area is approximately along and 40 statute miles
    east and west of a line from 15 miles north northwest of Chattanooga
    TN to 55 miles south southwest of Macon GA. For a complete depiction

    WOU1).

  • MIL-OSI Australia: Break-in reveals homemade explosive

    A man has been arrested for firearms and weapon offences after an alleged break-in on his Port Pirie property.

    About 12.45am on Sunday 16 February, police attended a Port Pirie West home in relation to a break-in and theft.

    The victim, a 32-year-old man from the address, advised a person broke into his home and threatened him. An altercation ensued and the victim was struck in the head with a metal object.  The suspect stole his wallet containing cash and cards and the victim chased him from the property.  The suspect is described as being aged in his 20s, 170cm tall with blonde hair.

    The victim was taken to hospital where he was treated for non-life threatening injuries.  Anyone with information about the break-in is asked to contact Crime Stoppers.  You can anonymously provide information to Crime Stoppers online at https://crimestopperssa.com.au or free call 1800 333 000.

    Port Pirie Detectives and Crime Scene officers attended the address to examine the scene.  During a search of the property police located a homemade explosive, a pen gun, ammunition, four gel blasters, two expandable batons, a homemade taser, a trafficable amount of cannabis and other drug paraphernalia.

    Police attended the hospital and arrested the homeowner, he was charged with possessing a firearm without a licence, possessing ammunition without a licence, three counts of possessing a prohibited weapon and three counts of contravening an intervention order.  He was refused police bail and will appear in Port Pirie Magistrates Court on Monday 17 February.

  • MIL-OSI New Zealand: First Responders – Te Aro apartment block fire extinguished

    Firefighters have extinguished a fire on the third floor of a multi-story apartment block in Willis St, Wellington, this afternoon.
    Fire and Emergency Assistant Commander Matt Franklin said multiple 111 calls were received and the apartment was fully involved in fire when the first crews arrived shortly after 2.30pm.
    “We responded swiftly and in numbers, extinguished the fire and conducted a full search of the building. Fortunately, no-one was home in the apartment,” he said.
    There is smoke on all levels and firefighters have been ventilating the building.
    Six fire trucks, one aerial appliance (ladder truck), a command unit and operational support vehicles attended.
    Specialist fire investigators have begun work to establish the origin and cause of the fire.
    As at 4pm there were still road closures in place and people are asked to avoid the area so as not to delay the movement of emergency services.

  • MIL-OSI New Zealand: First Responders – Lewis Pass Road Fire Update #5

    Firefighters are continuing to deal with hotspots on the Lewis Pass Road fireground today, and strengthening the perimeter.
    Fire and Emergency NZ Assistant Commander Dave Key said that operations would continue tonight and tomorrow.
    SH7 between Hanmer Springs and Springs Junction is open with a 30 km/hr speed restriction, but there may be occasional brief closures while operations are carried out above or close to the highway.
    Dave Key thanked motorists for their patience. “The speed restriction and occasional closures are to ensure everybody’s safety. That includes our firefighters and pilots, who are working around the roadside, and motorists.”

  • MIL-OSI China: China expects Gaza ceasefire agreement to be effectively implemented: FM

    China hopes that the Gaza ceasefire arrangements between Israel and Hamas will be effectively implemented, paving the way for a comprehensive and lasting ceasefire, Chinese Foreign Minister Wang Yi said on Saturday.

    Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, made the remarks when meeting with Israeli Foreign Minister Gideon Sa’ar after attending the Munich Security Conference.

    The two sides exchanged views primarily on the situation in Gaza. Sa’ar elaborated on Israel’s position.

    Wang pointed out that the Palestinian issue is at the core of the Middle East issue. He emphasized that violence for violence will only lead to a new vicious cycle and the humanitarian disaster in Gaza must be brought to an end as soon as possible.

    Wang expressed hope that the ceasefire arrangement will be effectively implemented, laying the foundation for achieving a comprehensive and lasting ceasefire.

    He also underscored that the fundamental solution to the Middle East issue lies in implementing the two-state solution, which could ultimately enable a peaceful coexistence between Palestine and Israel, and foster friendly exchanges between the Arab and Jewish peoples.

    China remains committed to upholding justice and will continue to play a constructive role in seeking a comprehensive and lasting resolution to the Palestinian issue, Wang said.

    On China-Israel relations, Wang noted that the Chinese and Jewish peoples share a long history of exchanges. Eighty years ago, during the fight against fascism, the two sides demonstrated mutual sympathy, supported each other, and forged a deep friendship, he said.

    Over the past 30 years since the establishment of diplomatic ties, China-Israel relations have made significant strides, with pragmatic cooperation steadily advancing across various fields, Wang added.

    He stressed that China views the development of its relations with Israel from a long-term perspective and stands ready to work with Israel to further advance the China-Israel innovative comprehensive partnership.

    Sa’ar expressed gratitude to the Chinese people for sheltering Jewish refugees during World War II and appreciated the contributions of Chinese workers in recent years who, despite the challenges of conflict, have supported Israel’s development.

    Israel holds high expectations for Israel-China relations, Sa’ar said, adding that the country will continue to uphold the one-China policy, and is willing to maintain dialogue and communication and advance cooperation across various fields with China.

    Mass Civil Servant Layoffs Harm Vital Work Washingtonians Depend On

    Trump Admin arbitrarily fires as many as 200k federal employees, hindering or even halting ongoing projects & programs; Layoffs include personnel at HHS, DOE, VA, Dept. of Ag, and mor

    WASHINGTON, D.C. – Yesterday, the Trump administration announced it would recommend mass layoffs across the federal government, which could total as many as 200,000 federal workers across multiple agencies.  The full scope of the mass firings is still emerging, but the administration is reportedly targeting federal employees who lack full civil service protections and appeal rights because they do not have these protections, not for performance reasons.

    Said U.S. Senator Maria Cantwell (D-WA): “The Trump Administration is trying to illegally cut the federal workforce in an attempt to come up with a budget and tax increases on middle class Americans, all while giving $4 trillion in tax breaks to corporations and the wealthiest individuals. Our deficit and essential programs like Medicaid can’t take the Trump hack job.  

    The Trump Administration is also leaving Americans’ data exposed while he is doing it. What is he going to do next that will make it easier for Americans to be spied on?”

    The layoffs include personnel who work in Washington state, or who work on projects and programs vital to the people in the state. Potentially impacted agencies include:

    The Department of Health and Human Services (HHS):

    Approximate number of layoffs nationwide: 5,200 agency-wide, including 1,300 from the Centers for Disease Control and Prevention (CDC). Initial reports from the Indian Health Service (IHS) also indicate that these firings include 850 IHS employees, including 90 physicians, 350 nurses, at least 25 nurse practitioners, nearly 20 dentists, 43 dental assistants, more than 85 pharmacists, 45 lab technicians, and more than 15 service area chief executives or their deputies.

    Vital projects or programs in the state that could be threatened: In 2023, Washington state received almost $1.3 billion in National Institutes of Health (NIH) funding. Any delays or reductions in NIH funding could threaten the 12,000 jobs that this funding supports, especially for our major research centers like University of Washington, Washington State University, and Fred Hutchinson Cancer Center.

    Over 70% of CDC’s funding goes directly to state, local, Tribal, and territorial health departments and partners. CDC also fills critical public health staffing gaps for states, counties, cities, and at Tribal levels, including sending highly trained “Disease Detectives” to states for outbreak responses. Without this support, states will face significant public health workforce shortages limiting critical public health programs that ensure our food, water, and communities is are safe. In 2023, Washington state received $13.3 million from the CDC’s Public Health Emergency Preparedness Fund. This funding is vital for Washington state’s ability to respond to emerging bio threats like the avian flu.

    The Department of Energy (DOE):

    Approximate number of layoffs nationwide: 2,000 agency-wide, including 200 (6%) at Bonneville Power Administration, 325 at the National Nuclear Security Administration, and fewer than 10 at Pacific Northwest National Laboratory. At this time, the number of impacted employees at Hanford remains unclear.

    The Department of Agriculture (USDA):

    Approximate number of layoffs nationwide: 800 from USDA Agricultural Research Service and 3,400 from USDA Forest Service (roughly 10% of the entire USFS).

    Department of Veterans Affairs (VA):

    Total approximate number of layoffs nationwide: Over 1,000, though the VA says no one has been fired who supports direct benefits or services for veterans and their beneficiaries.

    The Department of the Interior (DOI):

    Approximate number of layoffs nationwide: 2,600 agency-wide, including 118 from the Bureau of Indian Affairs, 800 from the Bureau of Land Management, and potentially up to 1,700 from the National Parks Service.

    Department of Housing and Urban Development (HUD):

    Total approximate number of layoffs nationwide: 4,800 (roughly 50% of HUD workforce), including 786 (84%) of Community Planning and Development, 438 (76.5%) of Fair Housing and Equal Opportunity, and 148 (75.5%) of Policy Development and Research.

    Small Business Administration (SBA):

    Total approximate number of layoffs nationwide: 720 (20% of agency’s workforce).

    Environmental Protection Agency (EPA):

    Total approximate number of layoffs nationwide: 1,700 received warning emails.

  • MIL-OSI Security: Gun Thief and Two Others Arrested Across State

    Concord, NH – Early this morning, members of the United States Marshals Service (USMS), District of New Hampshire Joint Fugitive Task Force, in conjunction with the Merrimack County Sheriff’s Office, and the Chiefs of Police from the Alexandria, Andover, and Hill Police Departments arrested a suspected weapons thief on Bunker Hill Road in Hill.  Justin Travis (43) was apprehended on a warrant from the 6th District Court – Concord, for burglary at night and theft of firearms.  These charges stem from the theft of firearms from a Canterberry home last year. 

    Travis was also arrested on a Grafton County Superior Court warrant for non-appearance in court. The original charges for Travis were failure to appear for forced entry, burglary, and felon in possession.  Travis was taken into custody without further incident and transported to Merrimack County Department of Corrections.  He will receive a bail hearing on February 18, 2025..

    Following the arrest of Justin Travis, the USMS Task Force and Rockingham County Sheriff’s Deputies developed information that two other wanted fugitives were in the Sea Coast area of the state.  Recent law enforcement reports claimed that Michael Rand (39) and Abdul Rodriguez (48) both had access to firearms and made credible claims to use them for the purpose of preventing apprehension.

    Rand was wanted for violating federal supervised release conditions stemming from a 2022 conviction for distribution of fentanyl in the U.S. District Court for the District of New Hampshire.  Rand was released in October 2022 and arrested the following December for violating federal supervision requirements.  Rand served two years in prison as a result. The current warrant was issued after multiple release condition violations were noted in an October 2024 report.  Also noted, Rand made statements to federal officials that he would not go back to jail willingly.  Rand was spotted leaving a hotel in western Portsmouth and subsequently taken into custody during a motor vehicle stop on the Spaulding Turnpike.

    Immediately following the arrest of Rand, the Task Force and Rockingham County Deputies responded to a house on Mill Street in Rochester to arrest Abdul Rodriguez. Upon approach to the house, Rodriguez was seen attempting to flee out a rear window. Rodriguez retreated to the basement of the dwelling, but he eventually surrendered to officers inside the home.  Rodriguez was also taken to Strafford County Department of Corrections (DOC) to answer for a state parole warrant.  According to his violation report, Rodriguez absconded from supervision ordered by the court in relation to multiple drug conviction in 2015.  Rodriguez has a significant criminal history that includes unlicensed concealed firearms, distribution of narcotics, resisting arrest and falsifying reports.  

    The USMS New Hampshire Joint Fugitive Task Force was formed in fall of 2002 and is headquartered in the USMS office in Concord. The task force coordinates federal, state, county, and local resources to develop leads, gather intelligence, track and apprehend targeted fugitives. Rockingham, Strafford and Merrimack County Sheriff’s Offices, as well as the Nashua and Greenfield Police Departments provide invaluable support to USMS fugitive operations in New Hampshire.

    Washington, DC — Today, Senator Patty Murray (D-WA), Senate Appropriations Committee Vice Chair and Subcommittee on Energy and Water Development Ranking Member, and Congresswoman Marcy Kaptur (D-OH-09), Ranking Member of the House Appropriations Subcommittee on Energy and Water Development, issued the following statement in response to reports regarding thousands of probationary employee firings across the Department of Energy, including employees at the National Nuclear Security Administration (NNSA). The Members are demanding an immediate briefing to Congress by Secretary Chris Wright. 

    “We are alarmed about the thousands of probationary employee firings across the Department of Energy. The efforts to fire employees of the National Nuclear Security Administration are shocking. To order the firing of employees without knowing that NNSA is responsible for maintaining a safe, secure, and reliable nuclear weapons stockpile while also preventing, countering, and responding to a terrorist or other adversary with a nuclear or radiological device is utterly callous and dangerous.

    “While there have been reports that the Department has halted firings of NNSA employees, we remain deeply troubled that the Department has not reversed course on firing the rest of the Department’s probationary employees, and that those entrusted with nuclear security and safety were relieved of their duties at all–furthermore, we are now hearing disturbing news reports that fired nuclear safety employees whose dismissals were meant to be reversed cannot be contacted.

    “We find it deeply troubling that the Department—in standing firm in the decision to fire of hundreds of employees at the Office of Environmental Management despite walking back layoffs at NNSA—has sent a strong message that it does not view the oversight and safety of legacy nuclear weapons cleanup sites as a national security priority.

    “Further, there are at least 1800 federal workers, across the rest of the Department who are vital to the Department’s other missions supporting energy independence, lowering energy prices, and ensuring grid reliability, that were permanently fired.  Several energy programs were decimated, including one that sends checks to households to reduce energy costs for everyday Americans.  Reducing energy costs is an issue this Administration has allegedly prioritized, and yet their actions yesterday say otherwise.  Secretary Wright must brief Congress immediately on the Department’s actions and how that impacts its abilities to perform functions vital to its mission.

    “Until such time as we are briefed on these developments, we will not know the damage to our country and the world as a result of these haphazard and thoughtless firings. We strongly suggest your administration pay far closer attention to the work carried out by the federal employees subject to these seemingly indiscriminate and arbitrary layoffs. We are committed to ensuring that the Department of Energy is allowed to continue the missions which they have been entrusted to carry out for our safety, security, and to help lower energy costs.”

  • MIL-OSI New Zealand: Investigation launched after man critically injured in firearms incident

    Police are making enquiries after a firearms incident early this morning that has left a man in critical condition.

    Emergency services were called to Winstone Ave about 5am after reports of shots heard.

    A short time later, a man presented to hospital with an apparent gunshot wound.

    He remains there in critical condition.

    Police are now working to establish what has occurred and to speak to all those believed to be involved.

    A scene examination will take place at the property today, and cordons will be in place on Winstone Ave.

    Investigators would like to hear from anyone who witnessed the incident or who might have information about those involved.

    Firefighters have contained the vegetation fire burning on SH7 between Hanmer Springs and Springs Junction in Canterbury.
    Fire and Emergency NZ Assistant Commander Dave Key says that 30 firefighters and an incident management team are working on the fire this morning, supported by multiple fire appliances, two helicopters and an excavator.
    No houses or other structures were lost overnight, and crews are continuing to carry out structure protection today. The size of the fireground remains at 40 hectares.
    The Lewis Pass Rd is open with a 30km/hr speed limit and Dave Key has asked drivers to stick to that speed to keep firefighters safe. People driving through the area should expect to see smoke and may observe flames at times. If anyone sees anything of concern, they should call 111 and report it.
    Fire Investigators are back at the fireground today to continue establishing the origin and cause of the fire, which was reported about 2.30pm yesterday. Dave Key says several people have already come forward with very useful information, photos and video footage of the early stages of the fire.

  • MIL-OSI Security: Update 276 – IAEA Director General Statement on Situation in Ukraine

    Ukrainian firefighters have been working around the clock in freezing weather to completely extinguish small fires that still smoulder after Friday’s drone strike on the building containing the remains of the reactor destroyed in the 1986 Chornobyl accident, Director General Rafael Mariano Grossi of the International Atomic Energy Agency (IAEA) said today.

    The IAEA team based at the site was granted unrestricted access to the site of the explosion and conducted an extensive walkdown to assess the damage to the New Safe Confinement (NSC), where the drone that struck early yesterday morning pierced a hole through the roof of the large arch-shaped structure built to prevent any radioactive release from the damaged reactor and protect it from external hazards.

    The IAEA experts saw smoke coming from the NSC roof and smelled burning plastic.

    The ongoing efforts to put out and prevent the spread of any remaining fires – apparently fuelled by inflammable material in the roof cladding – have delayed work to start repairing the damage to the NSC, which was completed in 2019 on top of the sarcophagus that was erected in the immediate aftermath of the accident nearly four decades ago.

    Despite significant damage caused by the drone impact, the IAEA team was informed that there had been no change in the radiation levels at the site. This was also confirmed by the team’s own measurements which showed normal dose rate values near the NSC compared to those that the IAEA has recorded since it established a continuous presence at the site just over two years ago.

    “This was clearly a very serious incident, with a drone hitting and damaging a large protective structure at a major nuclear site. As I have stated repeatedly during this devastating war, attacking a nuclear facility is an absolute no-go, it should never happen,” Director General Grossi said.

    “It is especially concerning as it comes as we are also seeing an increase in military activity in the area around the Zaporizhzhya Nuclear Power Plant. The IAEA remains committed to doing everything we can to help prevent a nuclear accident. Judging by recent events, nuclear safety remains very much under threat,” he said.

    During today’s walkdown at the NSC, the IAEA team members observed that a large area had been affected by the impact of the drone strike and the subsequent blaze. The team confirmed that both the outer and inner cladding of the NSC arch had been breached, causing a hole measuring approximately six metres in diameter and also damaging some equipment as well as electrical cables. However, the structural support beams did not appear to have suffered major damage.

    The IAEA team was also shown some of the drone debris remaining at the site, including parts of the wings. The damaged drone had been removed by Ukrainian specialists and taken away for further analysis.

    The team was informed that the plant plans to install additional sensors for measuring dose rates and aerosol concentrations near the area impacted by the drone. However, this task cannot be carried out until the remaining fires are totally eliminated to avoid damage to the sensors.

    The G7 Foreign Ministers of Canada, France, Germany, Italy, Japan, the United Kingdom and the United States of America and the High Representative of the European Union, met on the margins of the Munich Security Conference for the first time under Canada’s 2025 Presidency.

    The G7 members discussed Russia’s devasting war in Ukraine.  They underscored their commitment to work together to help to achieve a durable peace and a strong and prosperous Ukraine and reaffirmed the need to develop robust security guarantees to ensure the war will not begin again.  

    The G7 members welcomed their discussion today with Andrii Sybiha, Minister of Foreign Affairs of Ukraine.  They recalled the G7’s important contribution towards ending the war in Ukraine, including through measures pursuant to the G7 Joint Declaration of Support for Ukraine, by supporting Ukraine financially through the use of extraordinary revenues stemming from Russian Sovereign Assets, by imposing further cost on Russia, if they do not negotiate in good faith, through caps on oil and gas prices, and by making sanctions against Russia more effective. Any new, additional sanctions after February should be linked to whether the Russian Federation enters into real, good-faith efforts to bring an enduring end to the war against Ukraine that provides Ukraine with long-term security and stability as a sovereign, independent country.  The G7 members reaffirmed their unwavering support for Ukraine in defending its freedom, sovereignty, independence and territorial integrity.

    The G7 members discussed the provision to Russia of dual-use assistance by China and of military assistance by DPRK and Iran.  They condemned all such support.

    The G7 members discussed political, security and humanitarian issues in the Middle East, including in Israel, Gaza, Lebanon, Syria and Iran, and their commitment to advancing regional peace and stability.  They underscored the importance of a durable, Israeli-Palestinian peace.  They reaffirmed their support for the full implementation of the ceasefire reached between Israel and Hamas, including for the release of all hostages and the expansion of humanitarian aid in Gaza.  The G7 members stand behind the ongoing efforts of Egypt, Qatar and the United States in continuing to work towards a permanent ceasefire.  They reiterated their unequivocal condemnation of Hamas and the need to ensure that Hamas neither reconstitutes militarily nor participates in governance.  They recognized Israel’s inherent right to self-defence, consistent with international law. 

    The G7 members welcomed the outcomes of the International Conference on Syria, hosted by France on February 13, 2025.  They reiterated their shared commitment to the people of Syria and their support for an inclusive political transition process, in the spirit of UN Security Council Resolution 2254.  They welcomed, as well, positive developments in Lebanon, including the recent election of President Joseph Aoun, the designation of Nawaf Salam as Prime Minister, and the formation of a new government.  The G7 members reaffirmed their commitment to both countries’ stability, sovereignty, and territorial integrity.

    The G7 members unequivocally condemned Iran’s destabilizing actions, including its rapid advancement of uranium enrichment without credible civil justification, its facilitation of terrorism organizations and armed groups across the Middle East and Red Sea, its proliferation of ballistic missiles and drones, and its transnational repression and violation of fundamental human rights.

    The G7 members reiterated their commitment to a free, open and secure Indo-Pacific region, grounded in respect for the rule of law and sovereignty.  They strongly opposed any attempts to change unilaterally the status quo using force and underscored the importance of resolving disputes peacefully.  They strongly opposed China’s attempts to restrict freedom of navigation through militarization and coercive activities in the East and South China Sea. 

    The G7 members expressed serious concern over the DPRK’s nuclear and ballistic missile programs and reaffirmed their commitment to the complete denuclearization of the Korean Peninsula. They demanded that the DPRK abandon all its nuclear weapons, existing nuclear programs, and any other weapons of mass destruction (WMD) and ballistic missile programs in a complete, verifiable, and irreversible manner in accordance with all relevant United Nations Security Council resolutions (UNSCRs). They underscored that direct DPRK support for Russia’s war of aggression against Ukraine marks a dangerous expansion of the conflict, with serious consequences for European and Indo-Pacific security. They urged the DPRK to cease immediately all assistance for Russia’s war of aggression against Ukraine, including by withdrawing its troops. The called upon DPRK to resolve the abductions issue immediately.

    The G7 members also discussed urgent situations of conflict and instability elsewhere in the world, including in the Democratic Republic of the Congo and Sudan, and in Haiti and Venezuela.

    The G7 Foreign Ministers looked forward to their meeting in Canada in Charlevoix, Quebec on March 12-14.

  • MIL-OSI Global: How to find climate data and science the Trump administration removed from government websites

    Government scientists at NOAA collect and provide crucial public information about coastal conditions that businesses, individuals and other scientists rely on. NOAA’s National Ocean Service

    Information on the internet might seem like it’s there forever, but it’s only as permanent as people choose to make it.

    That’s apparent as the second Trump administration “floods the zone” with efforts to dismantle science agencies and the data and websites they use to communicate with the public. The targets range from public health and demographics to climate science.

    We are a research librarian and policy scholar who belong to a network called the Public Environmental Data Partners, a coalition of nonprofits, archivists and researchers who rely on federal data in our analysis, advocacy and litigation and are working to ensure that data remains available to the public.

    In just the first three weeks of Trump’s term, we saw agencies remove access to at least a dozen climate and environmental justice analysis tools. The new administration also scrubbed the phrase “climate change” from government websites, as well as terms like “resilience.”

    Here’s why and how Public Environmental Data Partners and others are making sure that the climate science the public depends on is available forever.

    Why government websites and data matter

    The internet and the availability of data are necessary for innovation, research and daily life.

    Climate scientists analyze NASA satellite observations and National Oceanic and Atmospheric Administration weather records to understand changes underway in the Earth system, what’s causing them and how to protect the climates that economies were built on. Other researchers use these sources alongside Census Bureau data to understand who is most affected by climate change. And every day, people around the world log onto the Environmental Protection Agency’s website to learn how to protect themselves from hazards — and to find out what the government is or isn’t doing to help.

    If the data and tools used to understand complex data are abruptly taken off the internet, the work of scientists, civil society organizations and government officials themselves can grind to a halt. The generation of scientific data and analysis by government scientists is also crucial. Many state governments run environmental protection and public health programs that depend on science and data collected by federal agencies.

    Removing information from government websites also makes it harder for the public to effectively participate in key processes of democracy, including changes to regulations. When an agency proposes to repeal a rule, for example, it is required to solicit comments from the public, who often depend on government websites to find information relevant to the rule.

    And when web resources are altered or taken offline, it breeds mistrust in both government and science. Government agencies have collected climate data, conducted complex analyses, provided funding and hosted data in a publicly accessible manner for years. People around the word understand climate change in large part because of U.S. federal data. Removing it deprives everyone of important information about their world.

    Bye-bye data?

    The first Trump administration removed discussions of climate change and climate policies widely across government websites. However, in our research with the Environmental Data and Governance Initiative over those first four years, we didn’t find evidence that datasets had been permanently deleted.

    The second Trump administration seems different, with more rapid and pervasive removal of information.

    In response, groups involved in Public Environmental Data Partners have been archiving climate datasets our community has prioritized, uploading copies to public repositories and cataloging where and how to find them if they go missing from government websites.

    As of Feb. 13, 2025, we hadn’t seen the destruction of climate science records. Many of these data collection programs, such as those at NOAA or EPA’s Greenhouse Gas Reporting Program, are required by Congress. However, the administration had limited or eliminated access to a lot of data.

    Maintaining tools for understanding climate change

    We’ve seen a targeted effort to systematically remove tools like dashboards that summarize and visualize the social dimensions of climate change. For instance, the Climate and Economic Justice Screening Tool mapped low-income and other marginalized communities that are expected to experience severe climate changes, such as crop losses and wildfires. The mapping tool was taken offline shortly after Trump’s first set of executive orders.

    Most of the original data behind the mapping tool, like the wildfire risk predictions, is still available, but is now harder to find and access. But because the mapping tool was developed as an open-source project, we were able to recreate it.

    Preserving websites for the future

    In some cases, entire webpages are offline. For instance, the page for the 25-year-old Climate Change Center at the Department of Transportation doesn’t exist anymore. The link just sends visitors back to the department’s homepage.

    Other pages have limited access. For instance, EPA hasn’t yet removed its climate change pages, but it has removed “climate change” from its navigation menu, making it harder to find those pages.

    Internet Archive Wayback Machine

    Fortunately, our partners at the End of Term Web Archive have captured snapshots of millions of government webpages and made them accessible through the Internet Archive’s Wayback Machine. The group has done this after each administration since 2008.

    If you’re looking at a webpage and you think it should include a discussion of climate change, use the “changes” tool“ in the Wayback Machine to check if the language has been altered over time, or navigate to the site’s snapshots of the page before Trump’s inauguration.

    What you can do

    You can also find archived climate and environmental justice datasets and tools on the Public Environmental Data Partners website. Other groups are archiving datasets linked in the Data.gov data portal and making them findable in other locations.

    Individual researchers are also uploading datasets in searchable repositories like OSF, run by the Center for Open Science.

    If you are worried that certain data currently still available might disappear, consult this checklist from MIT Libraries. It provides steps for how you can help safeguard federal data.

    Narrowing the knowledge sphere

    What’s unclear is how far the administration will push its attempts to remove, block or hide climate data and science, and how successful it will be.

    Already, a federal district court judge has ruled that the Centers for Disease Control and Prevention’s removal of access to public health resources that doctors rely on was harmful and arbitrary. These were put back online thanks to that ruling.

    We worry that more data and information removals will narrow public understanding of climate change, leaving people, communities and economies unprepared and at greater risk. While data archiving efforts can stem the tide of removals to some extent, there is no replacement for the government research infrastructures that produce and share climate data.

    Good afternoon. 

    Over these past three days in Addis Ababa, I have met many leaders from across the continent to discuss challenges across the spectrum.

    I want to emphasize that despite the many tests facing Africa, we start from a position of strength. 

    As I said in my remarks to leaders this morning, the partnership between the African Union and the United Nations has never been stronger. 

    And this is an especially vital time to build – not least with South Africa’s historic chairing of the G20 this year. 

    Africa is a continent of possibility and hope, but we also cannot sidestep or sugarcoat essential truths. 

    Africa has unique needs – and, as the theme of this Summit highlights – Africa faces unique obstacles. 

    Namely, the profound and deeply rooted legacies of colonialism and the trans-Atlantic slave trade.

    Century upon century of exploitation. 

    Decade upon decade of economic, social and institutional underinvestment.  

    Year upon year of neglect.  

    The result – sometimes by accident, but often by design – is a playing field that is stacked against Africa. 

    A United Nations Security Council where Africa still inexplicably lacks permanent representation.

    And an international financial architecture where the power and place of Africa is not fairly at the table. 

    Correcting age-old injustices is essential to addressing immediate challenges.

    My discussions here, broadly speaking, focused on four areas. 

    First, boosting sustainable development, investment and affordable finance, which are so crucial with just five years left to the deadline of the Sustainable Development Goals.  It is in the centre of these concerns that we are pushing for our reforms of international financial architecture to give developing countries more voice, more power, more representation and more access to the resources they need.

    Second, securing climate action and justice to tackle an existential threat that the African people did virtually nothing to create.  The truth is that some of the worst storms, some of the worst droughts, some of the worst negative impacts of the economies and societies are in Africa, but Africa is not contributing to climate change.

    Third, making sure that Africa is not left behind in the technology race. 

    When it comes to opportunity and capacity building in Artificial Intelligence, AI must stand for Africa Included. 

    And fourth and fundamentally, achieving and sustaining peace throughout the African continent. 

    Yesterday, I was honoured to take part in a special session of the African Union Peace and Security Council.

    We focused on the crises of Sudan and the Democratic Republic of the Congo. 

    My messages were clear:

    Despite nearly two years of fighting in Sudan, every day brings horrific new reports of civilian killings, human rights abuses and sexual violence.

    Hate-speech and ethnically-motivated attacks are on the rise. 

    And the economy is in freefall.

    More weapons flow and more war means more suffering and instability for the region and far beyond.

    There is no military solution.

    In the spirit of Ramadan which is about to begin, it is time for an immediate cessation of hostilities.

    The Sudanese people need a clear path out of this nightmare.

    And the world needs a stable, peaceful Sudan.

    In the DRC, as more cities fall, the risk of a regional war rises. 

    It’s time to silence the guns. 

    It’s time for diplomacy and dialogue. 

    The recent joint Summit in Tanzania offered a way with a renewed call for an immediate ceasefire.

    The sovereignty and territorial integrity of the DRC must be respected.

    There is too much at stake.  The Congolese people – and the people of the region – deserve peace.

    Across the continent, we will continue to work for peace – from Sahel to Somalia and beyond. 

    And we will keep strengthening our many joint efforts with the African Union for security, stability, human rights and the rule of law. 

    The challenges are great.

    But the opportunities are greater.

    The United Nations will be with the people of Africa every step of the way.

    And I thank you.

    The world must never forget that Africa is the victim of two colossal and compounded injustices.

    First, the profound impact of colonialism and the trans-Atlantic slave trade.
    The roots stretch back centuries and the bitter fruit continues to affect Africans and people of African descent to this day.

    Decolonization, alone in itself, was not a panacea. 

    Political independence did not free countries from structures based on exploitation and decades of economic, social and institutional underinvestment.

    It is high time for reparatory justice frameworks to be put in place.

    Second, Africa was under colonial domination when today’s multilateral system was created — and that injustice endures.

    Look no further than the United Nations Security Council. 

    There is no excuse that Africa still lacks permanent representation in the 21st century.

    I will keep working with the African Union and all Member States to ensure the representation Africa needs and the justice you deserve – including with two permanent members of the Security Council.

    And we will keep pressing together for an international financial architecture that is no longer outdated, dysfunctional and unfair. 

    Correcting age-old injustices is essential to address here-and-now challenges.

    And the good news is that we have many of the solutions we need.

    Last year, you helped drive that effort at the United Nations, with the Pact for the Future.

    I thank Africa for its support that was vital to approve the Pact.

    Our task now is to make those commitments a reality.

    Let me point to four areas for action. 

    Excellencies,

    Sudan is being torn apart before our eyes — and is now home to the world’s largest displacement crisis and famine. 

    As we near the holy month of Ramadan, it is time for an immediate cessation of hostilities. 

    The international community must come together to stop the flow of weapons and the bankrolling of bloodshed. 

    In the Democratic Republic of the Congo, the Congolese people have been suffering – yet again – from a  brutal cycle of violence.

    And the fighting that is raging in South Kivu – as a result of the continuation of the M23 offensive — threatens to push the entire region over the precipice.

    Regional escalation must be avoided at all costs.

    There is no military solution. 

    The deadlock must end – the dialogue must begin. 

    And the sovereignty and territorial integrity of the DRC must be respected. 

    The conclusions of the recent joint EAC-SADC Summit offer a way forward – with a renewed call for an immediate ceasefire, and new momentum for regional efforts based on the Luanda and Nairobi processes. 

    Now is the time for swift implementation.

    And you can count on the continued support of the United Nations, including MONUSCO.

    In the Sahel, the clear and present threat of terrorism is undermining peace, security and sustainable development. 

    And in Somalia, we are urging predictable funding for the African Union Support and Stabilization Mission and I hope that our voice will be heard by the Security Council.

    And as we gather here in Africa, I know all our minds are also very much on Gaza. 

    A resumption of hostilities must be avoided at all costs.  The Palestinian people have suffered too much.

    I welcome efforts by the parties to abide by the ceasefire agreement – and urge action for a permanent ceasefire and release of all hostages. 

    Peace is possible in the Middle East – and that starts with tangible, irreversible and permanent progress toward the two-State solution – Israel and Palestine — living side-by-side in peace and security.

    Excellencies,

    On all fronts, we stand shoulder-to-shoulder with the African Union to advance security, stability, human rights and the rule of law.

    Excellencies,

    Second, we must keep working together to deliver the AU 2063 Agenda and the 2030 Agenda for Sustainable Development – and drive action on finance.

    African countries pay up to eight times more to borrow than developed countries. Twenty are in or at risk of debt distress.

    The Pact for the Future supports international a financial architecture reform to reflect today’s economy, ensuring fair representation, and urging effective action on debt relief. And I will stand with Africa as a matter of justice and to right the historic wrongs. 

    Excellencies,

    Third, the climate crisis. 

    Climate disasters are tearing across Africa:

    Destroying lives, upending livelihoods, devastating economies, and inflaming conflict.

    At the same time, the renewables revolution is unstoppable — and Africa is poised to become a global clean energy powerhouse.

    Yet today Africa receives just two per cent of global renewables investment.

    Realizing Africa’s potential requires access to affordable finance – including by implementing the COP29 finance decision fully and on time – and supporting development of a roadmap to realize $1.3 trillion a year. 

    Excellencies,

    Africa has contributed little to the climate crisis, yet is paying the price with record droughts, floods and heat. 

    Climate justice requires a massive investment in adaptation, with the international community bearing an enormous responsibility. 

    Developed countries must double adaptation finance. And countries must significantly boost the Loss and Damage Fund. 

    Allow me a note, when the Loss and Damage Fund was created, the pledging conference that took place has allowed for an amount that is equivalent to the highest contract for a [baseball] player in the United States. It is absolutely necessary to make the Loss and Damage Fund an effective instrument to support developing countries in adaptation.

    And we also need justice when it comes to your abundant critical minerals.

    Too often, your countries are plundered – bound to the bottom of value chains – as others grow rich on your resources.

    The work of the United Nations Panel on Critical Energy Transition Minerals is designed to help embed justice, sustainability and human rights across the value chain.

    Africa’s minerals must benefit Africa’s people.

    Excellences,

    In the Sahel, the clear and present threat of terrorism is undermining peace, security and sustainable development. 

    And in Somalia, we are urging predictable funding for the African Union Support and Stabilization Mission and I hope that our voice will be heard by the Security Council.

    And as we gather here in Africa, I know all our minds are also very much on Gaza. 

    A resumption of hostilities must be avoided at all costs.  The Palestinian people have suffered too much.

    I welcome efforts by the parties to abide by the ceasefire agreement – and urge action for a permanent ceasefire and release of all hostages. 

    Peace is possible in the Middle East – and that starts with tangible, irreversible and permanent progress toward the two-State solution – Israel and Palestine — living side-by-side in peace and security.

    On all fronts, we stand shoulder-to-shoulder with the African Union to advance security, stability, human rights and the rule of law.

    Excellencies,

    Second, we must keep working together to deliver the AU 2063 Agenda and the 2030 Agenda for Sustainable Development – and drive action on finance.

    African countries pay up to eight times more to borrow than developed countries. Twenty are in or at risk of debt distress.

    The Pact for the Future supports international a financial architecture reform to reflect today’s economy, ensuring fair representation, and urging effective action on debt relief. And I will stand with Africa as a matter of justice and to right the historic wrongs. 

    Excellencies,

    Third, the climate crisis. 

    Climate disasters are tearing across Africa:

    Destroying lives, upending livelihoods, devastating economies, and inflaming conflict.

    At the same time, the renewables revolution is unstoppable — and Africa is poised to become a global clean energy powerhouse.

    Yet today Africa receives just two per cent of global renewables investment.

    Realizing Africa’s potential requires access to affordable finance – including by implementing the COP29 finance decision fully and on time – and supporting development of a roadmap to realize $1.3 trillion a year. 

    Excellencies,

    Africa has contributed little to the climate crisis, yet is paying the price with record droughts, floods and heat. 

    Climate justice requires a massive investment in adaptation, with the international community bearing an enormous responsibility. 

    Developed countries must double adaptation finance. And countries must significantly boost the Loss and Damage Fund. 

    Allow me a note, when the Loss and Damage Fund was created, the pledging conference that took place has allowed for an amount that is equivalent to the highest contract for a [baseball] player in the United States. It is absolutely necessary to make the Loss and Damage Fund an effective instrument to support developing countries in adaptation.

    And we also need justice when it comes to your abundant critical minerals.

    Too often, your countries are plundered – bound to the bottom of value chains – as others grow rich on your resources.

    The work of the United Nations Panel on Critical Energy Transition Minerals is designed to help embed justice, sustainability and human rights across the value chain.

    Africa’s minerals must benefit Africa’s people.

    Excellencies,

    Finally, we need action on new technologies, including Artificial Intelligence.

    Almost two-thirds of all Africans have no reliable internet access.

    We have a historic responsibility to ensure AI benefits humanity, not just a privileged few, States and businesses.

    The Global Digital Compact shares the ambitions of the African Digital Compact — universal connectivity, capacity building, and responsible AI governance.

    I will soon present a report on innovative voluntary financing models and capacity-building initiatives to help the Global South harness AI for the greater good.

    Together, let’s ensure these commitments are honoured.

    The United Nations and the African Union stand united in our determination to deliver justice for your continent, leaving no one behind. 

    We have much to build upon.

    Les liens de partenariat qui unissent l’Union africaine et l’ONU sont plus forts que jamais.

    Ensemble, ce que nous voyons, c’est une Afrique qui regorge d’espoir et de possibilités.

    La Zone de libre-échange continentale africaine est en passe de dynamiser l’économie de la région.

    Et les appels à remédier aux séquelles du colonialisme et de l’esclavage se font de plus en plus pressants, comme en témoigne votre thème de cette année – et comme en témoigne le leadership de tant de voix engagées pour la libération de l’Afrique, à l’image du grand Dr Sam Nujoma de Namibie, dont nous célébrons la vie et pleurons la perte.

    Le monde ne doit jamais oublier que l’Afrique est victime des effets conjugués de deux injustices colossales.

    Tout d’abord, les profonds ravages du colonialisme et de la traite transatlantique des esclaves.

    C’est un mal dont les racines remontent à plusieurs siècles et dont les Africains et les personnes d’ascendance africaine continuent de pâtir aujourd’hui encore.

    La décolonisation, en elle-même, n’a pas été une panacée.

    L’indépendance politique n’a pas débarrassé les pays des structures fondées sur l’exploitation et des décennies de sous-investissement économique, social et institutionnel.

    Il est grand temps de mettre en place des cadres de justice réparatrice.

    Ensuite, l’Afrique était sous domination coloniale lorsque le système multilatéral actuel a été créé – et cette injustice perdure.

    Le Conseil de sécurité de l’ONU en est un exemple flagrant.

    Rien ne peut justifier, au XXIe siècle, que l’Afrique n’y dispose toujours pas d’une représentation permanente.

    Je continuerai d’œuvrer main dans la main avec l’Union africaine et tous les États Membres pour faire en sorte que l’Afrique obtienne la représentation dont elle a besoin et la justice qu’elle mérite – notamment en étant représentée par deux membres permanents au Conseil de sécurité.

    Et nous continuerons de réclamer la mise en place d’une architecture financière internationale qui ne soit plus obsolète, dysfonctionnelle et injuste.

    Il est essentiel de corriger des injustices séculaires pour pouvoir relever les défis actuels.

    La bonne nouvelle, c’est que nombre des solutions dont nous avons besoin sont déjà là.

    L’année dernière, dans le cadre de l’ONU, vous y avez contribué, avec le Pacte pour l’avenir.

    Je remercie l’Afrique de son soutien qui a été vital pour approuver le Pacte.

    Il nous faut maintenant concrétiser ces engagements.

    La présidence sud-africaine du G20 ne pouvait pas mieux tomber.

    Permettez-moi de souligner quatre domaines d’action.

    Excellences,

    Premièrement, nous devons œuvrer pour la paix et la sécurité et pour alléger les terribles souffrances humaines qui atteignent des niveaux effroyables.

    Le Soudan est en train de se déchirer sous nos yeux – et connaît aujourd’hui la plus grande crise de déplacement et de famine au monde. 

    À l’approche du mois sacré du Ramadan, il est temps de cesser immédiatement les hostilités. 

    La communauté internationale doit s’unir pour mettre fin à l’afflux d’armes et au financement de cette effusion de sang. 

    En République démocratique du Congo, le peuple congolais subit – une fois de plus – un cycle brutal de violence.

    Et les combats qui font rage dans le Sud-Kivu – en raison de la poursuite de l’offensive du M23 – menacent de précipiter toute la région dans le gouffre.

    L’escalade régionale doit être évitée à tout prix.

    Il n’y a pas de solution militaire. 

    L’impasse doit cesser – le dialogue doit commencer. 

    La souveraineté et l’intégrité territoriale de la RDC doivent être respectées.

    Les conclusions du récent Sommet conjoint CAE-SADC offrent une voie à suivre – avec un appel renouvelé pour un cessez-le-feu, et un nouvel élan pour les efforts régionaux fondés sur les processus de Luanda et de Nairobi.

    À présent, il faut rapidement passer à la mise en œuvre de ces objectifs.

    Et vous pouvez compter sur le soutien continu des Nations Unies, y compris de la MONUSCO.

    Au Sahel, le terrorisme représente une menace claire et réelle pesant sur la paix, la sécurité et le développement durable.

    En Somalie, nous plaidons pour un financement prévisible de la Mission d’appui et de stabilisation de l’Union africaine, et j’espère que notre voix sera entendue par le Conseil de sécurité.

    Et alors que nous nous réunissons ici en Afrique, je sais que nos esprits sont également tournés vers Gaza. 

    Une reprise des hostilités doit être évitée à tout prix.  Le peuple palestinien a trop souffert.

    Je salue les efforts déployés par les parties pour respecter l’accord de cessez-le-feu et j’appelle à agir en faveur d’un cessez-le-feu permanent et de la libération de tous les otages. 

    La paix est possible au Moyen-Orient – et cela commence par des progrès tangibles, irréversibles et permanents vers la solution des deux États –  un État palestinien, vivant côte à côte avec Israël dans la paix et la sécurité.

    Sur tous les fronts, nous sommes aux côtés de l’Union africaine pour faire progresser la sécurité, la stabilité, les droits de l’homme et l’État de droit.

    Excellences,

    Deuxièmement, nous devons continuer de travailler ensemble pour mettre en œuvre l’Agenda 2063 et le Programme 2030 pour le développement durable, et donner une impulsion à l’action en matière de financement.

    Les pays d’Afrique paient jusqu’à huit fois plus que les pays développés pour emprunter. Vingt d’entre eux sont en situation de surendettement ou risquent de l’être.

    Le Pacte pour l’avenir préconise de réformer l’architecture financière internationale afin qu’elle soit à l’image de l’économie d’aujourd’hui et garantisse une représentation équitable et recommande de prendre des mesures efficaces pour agir sur la dette.

    Je soutiendrai l’Afrique afin qu’elle obtienne justice et réparation pour les erreurs du passé.

    Troisièmement, la crise climatique.

    Les catastrophes climatiques frappent l’ensemble de l’Afrique :

    Elles détruisent des vies, bouleversent les moyens de subsistance, dévastent les économies et attisent les conflits.

    Dans le même temps, la révolution des énergies renouvelables est inarrêtable et
    l’Afrique est amenée à devenir une puissance mondiale dans le domaine des énergies propres.

    Pourtant, aujourd’hui, l’Afrique ne reçoit que 2 % des investissements mondiaux affectés aux énergies renouvelables.

    La réalisation du potentiel de l’Afrique passe par un accès aux financements abordables – ce qui suppose, entre autres, une mise en œuvre intégrale et dans les délais de la décision prise à la COP29 à ce sujet – et un appui à l’établissement d’un plan d’action visant à mobiliser 1 300 milliards de dollars par an.

    Excellences,

    L’Afrique a peu contribué à la crise climatique, mais elle en paie le prix avec des records de sécheresse, d’inondation et de chaleur. 

    La justice climatique exige un investissement massif dans l’adaptation, et il en va de la responsabilité de la communauté internationale. 

    Les pays développés doivent doubler le financement de l’adaptation. Et les pays doivent considérablement accroître le Fonds pour les pertes et préjudices.

    Permettez-moi une remarque : lorsque le Fonds pour les pertes et préjudices a été créé, la conférence des donateurs qui a eu lieu a permis de dégager un montant équivalent au contrat le plus élevé d’un joueur [de baseball] aux États-Unis. Il est absolument nécessaire de faire du Fonds pour les pertes et préjudices un instrument efficace pour aider les pays en développement à s’adapter.

    Justice doit également être faite en ce qui concerne les minéraux critiques présents en abondance sur votre continent.

    Trop souvent, vos pays sont pillés – relégués en bout de chaîne de valeur, pendant que d’autres bâtissent leur richesse sur vos ressources.

    Les activités menées dans le cadre du Groupe de l’ONU chargé de la question des minéraux essentiels à la transition énergétique visent à faire une place à la justice, à la durabilité et aux droits humains tout au long de la chaîne de valeur.

    Les minéraux de l’Afrique doivent profiter aux peuples d’Afrique.

    Enfin, nous devons agir dans le domaine des nouvelles technologies, notamment l’intelligence artificielle.

    Près des deux tiers de la population africaine sont privés d’un accès fiable à l’internet.

    Nous avons une responsabilité historique : faire en sorte que l’intelligence artificielle profite à l’humanité tout entière, et pas seulement à quelques privilégiés, états et compagnies.

    Le Pacte numérique mondial partage les ambitions du Pacte numérique africain : connectivité universelle, renforcement des capacités, et une gouvernance responsable de l’intelligence artificielle.

    Together, we see an Africa brimming with hope and possibility.

    You have a booming, enterprising population, including the largest number of young people in the world.  

    The African Continental Free Trade Area is poised to turbocharge the region’s economy.
    And calls to address the legacies of colonialism and slavery are growing louder, as reflected in your theme this year – and as reflected in the leadership of so many passionate voices for the liberation of Africa such as the great Dr. Sam Nujoma of Namibia whose life we celebrate and whose loss we mourn.

    The world must never forget that Africa is the victim of two colossal and compounded injustices.

    First, the profound impact of colonialism and the trans-Atlantic slave trade.
    The roots stretch back centuries and the bitter fruit continues to affect Africans and people of African descent to this day.

    Decolonization, alone in itself, was not a panacea. 

    Political independence did not free countries from structures based on exploitation and decades of economic, social and institutional underinvestment.

    It is high time for reparatory justice frameworks to be put in place.

    Second, Africa was under colonial domination when today’s multilateral system was created — and that injustice endures.

    Look no further than the United Nations Security Council. 

    There is no excuse that Africa still lacks permanent representation in the 21st century.

    I will keep working with the African Union and all Member States to ensure the representation Africa needs and the justice you deserve – including with two permanent members of the Security Council.

    And we will keep pressing together for an international financial architecture that is no longer outdated, dysfunctional and unfair. 

    Correcting age-old injustices is essential to address here-and-now challenges.

    And the good news is that we have many of the solutions we need.

    Last year, you helped drive that effort at the United Nations, with the Pact for the Future.

    I thank Africa for its support that was vital to approve the Pact.

    Our task now is to make those commitments a reality.

    South Africa’s G20 Chairmanship could not come at a better time.

    In the Democratic Republic of the Congo, the Congolese people have been suffering – yet again – from a  brutal cycle of violence.

    And the fighting that is raging in South Kivu – as a result of the continuation of the M23 offensive — threatens to push the entire region over the precipice.

    Regional escalation must be avoided at all costs.

    There is no military solution. 

    The deadlock must end – the dialogue must begin. 

    And the sovereignty and territorial integrity of the DRC must be respected. 

    The conclusions of the recent joint EAC-SADC Summit offer a way forward – with a renewed call for an immediate ceasefire, and new momentum for regional efforts based on the Luanda and Nairobi processes. 

    Now is the time for swift implementation.

    And you can count on the continued support of the United Nations, including MONUSCO.

    Realizing Africa’s potential requires access to affordable finance – including by implementing the COP29 finance decision fully and on time – and supporting development of a roadmap to realize $1.3 trillion a year. 

    Excellencies,

    Africa has contributed little to the climate crisis, yet is paying the price with record droughts, floods and heat. 

    Climate justice requires a massive investment in adaptation, with the international community bearing an enormous responsibility. 

    Developed countries must double adaptation finance. And countries must significantly boost the Loss and Damage Fund. 

    Allow me a note, when the Loss and Damage Fund was created, the pledging conference that took place has allowed for an amount that is equivalent to the highest contract for a [baseball] player in the United States. It is absolutely necessary to make the Loss and Damage Fund an effective instrument to support developing countries in adaptation.

    And we also need justice when it comes to your abundant critical minerals.

    Too often, your countries are plundered – bound to the bottom of value chains – as others grow rich on your resources.

    The work of the United Nations Panel on Critical Energy Transition Minerals is designed to help embed justice, sustainability and human rights across the value chain.

    Africa’s minerals must benefit Africa’s people.

    Excellencies,

    Finally, we need action on new technologies, including Artificial Intelligence.

    Almost two-thirds of all Africans have no reliable internet access.

    We have a historic responsibility to ensure AI benefits humanity, not just a privileged few, States and businesses.

    The Global Digital Compact shares the ambitions of the African Digital Compact — universal connectivity, capacity building, and responsible AI governance.

    I will soon present a report on innovative voluntary financing models and capacity-building initiatives to help the Global South harness AI for the greater good.

    Together, let’s ensure these commitments are honoured.

    The United Nations and the African Union stand united in our determination to deliver justice for your continent, leaving no one behind. 

    We have much to build upon.

    Les liens de partenariat qui unissent l’Union africaine et l’ONU sont plus forts que jamais.

    Ensemble, ce que nous voyons, c’est une Afrique qui regorge d’espoir et de possibilités.

    La Zone de libre-échange continentale africaine est en passe de dynamiser l’économie de la région.

    Et les appels à remédier aux séquelles du colonialisme et de l’esclavage se font de plus en plus pressants, comme en témoigne votre thème de cette année – et comme en témoigne le leadership de tant de voix engagées pour la libération de l’Afrique, à l’image du grand Dr Sam Nujoma de Namibie, dont nous célébrons la vie et pleurons la perte.

    Le monde ne doit jamais oublier que l’Afrique est victime des effets conjugués de deux injustices colossales.

    Tout d’abord, les profonds ravages du colonialisme et de la traite transatlantique des esclaves.

    C’est un mal dont les racines remontent à plusieurs siècles et dont les Africains et les personnes d’ascendance africaine continuent de pâtir aujourd’hui encore.

    La décolonisation, en elle-même, n’a pas été une panacée.

    L’indépendance politique n’a pas débarrassé les pays des structures fondées sur l’exploitation et des décennies de sous-investissement économique, social et institutionnel.

    Il est grand temps de mettre en place des cadres de justice réparatrice.

    Ensuite, l’Afrique était sous domination coloniale lorsque le système multilatéral actuel a été créé – et cette injustice perdure.

    Le Conseil de sécurité de l’ONU en est un exemple flagrant.

    Rien ne peut justifier, au XXIe siècle, que l’Afrique n’y dispose toujours pas d’une représentation permanente.

    Je continuerai d’œuvrer main dans la main avec l’Union africaine et tous les États Membres pour faire en sorte que l’Afrique obtienne la représentation dont elle a besoin et la justice qu’elle mérite – notamment en étant représentée par deux membres permanents au Conseil de sécurité.

    Et nous continuerons de réclamer la mise en place d’une architecture financière internationale qui ne soit plus obsolète, dysfonctionnelle et injuste.

    Il est essentiel de corriger des injustices séculaires pour pouvoir relever les défis actuels.

    La bonne nouvelle, c’est que nombre des solutions dont nous avons besoin sont déjà là.

    L’année dernière, dans le cadre de l’ONU, vous y avez contribué, avec le Pacte pour l’avenir.

    Je remercie l’Afrique de son soutien qui a été vital pour approuver le Pacte.

    Il nous faut maintenant concrétiser ces engagements.

    La présidence sud-africaine du G20 ne pouvait pas mieux tomber.

    Permettez-moi de souligner quatre domaines d’action.

    Excellences,

    Premièrement, nous devons œuvrer pour la paix et la sécurité et pour alléger les terribles souffrances humaines qui atteignent des niveaux effroyables.

    Le Soudan est en train de se déchirer sous nos yeux – et connaît aujourd’hui la plus grande crise de déplacement et de famine au monde. 

    À l’approche du mois sacré du Ramadan, il est temps de cesser immédiatement les hostilités. 

    La communauté internationale doit s’unir pour mettre fin à l’afflux d’armes et au financement de cette effusion de sang. 

    En République démocratique du Congo, le peuple congolais subit – une fois de plus – un cycle brutal de violence.

    Et les combats qui font rage dans le Sud-Kivu – en raison de la poursuite de l’offensive du M23 – menacent de précipiter toute la région dans le gouffre.

    L’escalade régionale doit être évitée à tout prix.

    Il n’y a pas de solution militaire. 

    L’impasse doit cesser – le dialogue doit commencer. 

    La souveraineté et l’intégrité territoriale de la RDC doivent être respectées.

    Les conclusions du récent Sommet conjoint CAE-SADC offrent une voie à suivre – avec un appel renouvelé pour un cessez-le-feu, et un nouvel élan pour les efforts régionaux fondés sur les processus de Luanda et de Nairobi.

    À présent, il faut rapidement passer à la mise en œuvre de ces objectifs.

    Et vous pouvez compter sur le soutien continu des Nations Unies, y compris de la MONUSCO.

    Au Sahel, le terrorisme représente une menace claire et réelle pesant sur la paix, la sécurité et le développement durable.

    En Somalie, nous plaidons pour un financement prévisible de la Mission d’appui et de stabilisation de l’Union africaine, et j’espère que notre voix sera entendue par le Conseil de sécurité.

    Et alors que nous nous réunissons ici en Afrique, je sais que nos esprits sont également tournés vers Gaza. 

    Une reprise des hostilités doit être évitée à tout prix.  Le peuple palestinien a trop souffert.

    Je salue les efforts déployés par les parties pour respecter l’accord de cessez-le-feu et j’appelle à agir en faveur d’un cessez-le-feu permanent et de la libération de tous les otages. 

    La paix est possible au Moyen-Orient – et cela commence par des progrès tangibles, irréversibles et permanents vers la solution des deux États –  un État palestinien, vivant côte à côte avec Israël dans la paix et la sécurité.

    Sur tous les fronts, nous sommes aux côtés de l’Union africaine pour faire progresser la sécurité, la stabilité, les droits de l’homme et l’État de droit.

    Excellences,

    Deuxièmement, nous devons continuer de travailler ensemble pour mettre en œuvre l’Agenda 2063 et le Programme 2030 pour le développement durable, et donner une impulsion à l’action en matière de financement.

    La réalisation du potentiel de l’Afrique passe par un accès aux financements abordables – ce qui suppose, entre autres, une mise en œuvre intégrale et dans les délais de la décision prise à la COP29 à ce sujet – et un appui à l’établissement d’un plan d’action visant à mobiliser 1 300 milliards de dollars par an.

    Les minéraux de l’Afrique doivent profiter aux peuples d’Afrique.

    Enfin, nous devons agir dans le domaine des nouvelles technologies, notamment l’intelligence artificielle.

    The partnership between the African Union and the United Nations has never been stronger. 

    Together, we see an Africa brimming with hope and possibility.

    You have a booming, enterprising population, including the largest number of young people in the world.  

    The African Continental Free Trade Area is poised to turbocharge the region’s economy.
    And calls to address the legacies of colonialism and slavery are growing louder, as reflected in your theme this year – and as reflected in the leadership of so many passionate voices for the liberation of Africa such as the great Dr. Sam Nujoma of Namibia whose life we celebrate and whose loss we mourn.

    The world must never forget that Africa is the victim of two colossal and compounded injustices.

    First, the profound impact of colonialism and the trans-Atlantic slave trade.
    The roots stretch back centuries and the bitter fruit continues to affect Africans and people of African descent to this day.

    Decolonization, alone in itself, was not a panacea. 

    Political independence did not free countries from structures based on exploitation and decades of economic, social and institutional underinvestment.

    It is high time for reparatory justice frameworks to be put in place.

    Second, Africa was under colonial domination when today’s multilateral system was created — and that injustice endures.

    Look no further than the United Nations Security Council. 

    There is no excuse that Africa still lacks permanent representation in the 21st century.

    I will keep working with the African Union and all Member States to ensure the representation Africa needs and the justice you deserve – including with two permanent members of the Security Council.

    And we will keep pressing together for an international financial architecture that is no longer outdated, dysfunctional and unfair. 

    Correcting age-old injustices is essential to address here-and-now challenges.

    And the good news is that we have many of the solutions we need.

    Last year, you helped drive that effort at the United Nations, with the Pact for the Future.

    I thank Africa for its support that was vital to approve the Pact.

    Our task now is to make those commitments a reality.

    South Africa’s G20 Chairmanship could not come at a better time.

    Let me point to four areas for action. 

    Excellencies,

    First, we must push for peace, security and alleviating appalling levels of human suffering.   

    Sudan is being torn apart before our eyes — and is now home to the world’s largest displacement crisis and famine. 

    As we near the holy month of Ramadan, it is time for an immediate cessation of hostilities. 

    The international community must come together to stop the flow of weapons and the bankrolling of bloodshed. 

    In the Democratic Republic of the Congo, the Congolese people have been suffering – yet again – from a  brutal cycle of violence.

    And the fighting that is raging in South Kivu – as a result of the continuation of the M23 offensive — threatens to push the entire region over the precipice.

    Regional escalation must be avoided at all costs.

    There is no military solution. 

    The deadlock must end – the dialogue must begin. 

    And the sovereignty and territorial integrity of the DRC must be respected. 

    The conclusions of the recent joint EAC-SADC Summit offer a way forward – with a renewed call for an immediate ceasefire, and new momentum for regional efforts based on the Luanda and Nairobi processes. 

    Now is the time for swift implementation.

    And you can count on the continued support of the United Nations, including MONUSCO.

    In the Sahel, the clear and present threat of terrorism is undermining peace, security and sustainable development. 

    And in Somalia, we are urging predictable funding for the African Union Support and Stabilization Mission and I hope that our voice will be heard by the Security Council.

    And as we gather here in Africa, I know all our minds are also very much on Gaza. 

    A resumption of hostilities must be avoided at all costs.  The Palestinian people have suffered too much.

    I welcome efforts by the parties to abide by the ceasefire agreement – and urge action for a permanent ceasefire and release of all hostages.

    Excellencies,

    Africa has contributed little to the climate crisis, yet is paying the price with record droughts, floods and heat. 

    Climate justice requires a massive investment in adaptation, with the international community bearing an enormous responsibility. 

    Developed countries must double adaptation finance. And countries must significantly boost the Loss and Damage Fund. 

    Allow me a note, when the Loss and Damage Fund was created, the pledging conference that took place has allowed for an amount that is equivalent to the highest contract for a [baseball] player in the United States. It is absolutely necessary to make the Loss and Damage Fund an effective instrument to support developing countries in adaptation.

    And we also need justice when it comes to your abundant critical minerals.

    Too often, your countries are plundered – bound to the bottom of value chains – as others grow rich on your resources.

    The work of the United Nations Panel on Critical Energy Transition Minerals is designed to help embed justice, sustainability and human rights across the value chain.

    Africa’s minerals must benefit Africa’s people.

    Excellencies,

    Finally, we need action on new technologies, including Artificial Intelligence.

    Almost two-thirds of all Africans have no reliable internet access.

    We have a historic responsibility to ensure AI benefits humanity, not just a privileged few, States and businesses.

    The Global Digital Compact shares the ambitions of the African Digital Compact — universal connectivity, capacity building, and responsible AI governance.

    I will soon present a report on innovative voluntary financing models and capacity-building initiatives to help the Global South harness AI for the greater good.

    Together, let’s ensure these commitments are honoured.

    President Mohamed Ould Ghazouani – thank you for your leadership in the exercise of your outstanding exercise of your mandate.

    I also want to give a very special expression of gratitude to the Chairperson of the African Union Commission, Moussa Faki, for his eight years of strong and permanent commitment to multilateralism and impeccable cooperation with the United Nations.

    Excellencies,

    The partnership between the African Union and the United Nations has never been stronger. 

    Together, we see an Africa booming with hope and possibility.

    You have a booming, enterprising population, including the largest number of young people in the world.  

    The African Continental Free Trade Area is poised to turbocharge the region’s economy.
    And calls to address the legacies of colonialism and slavery are growing louder, as reflected in your theme this year – and as reflected in the leadership of so many passionate voices for the liberation of Africa such as the great Dr. Sam Nujoma of Namibia whose life we celebrate and whose loss we mourn.

    The world must never forget that Africa is the victim of two colossal and compounded injustices.

    First, the profound impact of colonialism and the trans-Atlantic slave trade.
    The roots stretch back centuries and the bitter fruit continues to affect Africans and people of African descent to this day.

    Decolonization, alone in itself, was not a panacea. 

    Political independence did not free countries from structures based on exploitation and decades of economic, social and institutional underinvestment.

    It is high time for reparatory justice frameworks to be put in place.

    Second, Africa was under colonial domination when today’s multilateral system was created — and that injustice endures.

    Look no further than the United Nations Security Council. 

    There is no excuse that Africa still lacks permanent representation in the 21st century.

    I will keep working with the African Union and all Member States to ensure the representation Africa needs and the justice you deserve – including with two permanent members of the Security Council.

    And we will keep pressing together for an international financial architecture that is no longer outdated, dysfunctional and unfair. 

    Correcting age-old injustices is essential to address here-and-now challenges.

    And the good news is that we have many of the solutions we need.

    Last year, you helped drive that effort at the United Nations, with the Pact for the Future.

    I thank Africa for its support that was vital to approve the Pact.

    Our task now is to make those commitments a reality.

    South Africa’s G20 Chairmanship could not come at a better time.

    Let me point to four areas for action. 

    Excellencies,

    First, we must push for peace, security and alleviating appalling levels of human suffering.   

    Sudan is being torn apart before our eyes — and is now home to the world’s largest displacement crisis and famine. 

    As we near the holy month of Ramadan, it is time for an immediate cessation of hostilities. 

    The international community must come together to stop the flow of weapons and the bankrolling of bloodshed. 

    In the Democratic Republic of the Congo, the Congolese people have been suffering – yet again – from a  brutal cycle of violence.

    And the fighting that is raging in South Kivu – as a result of the continuation of the M23 offensive — threatens to push the entire region over the precipice.

    Regional escalation must be avoided at all costs.

    There is no military solution. 

    The deadlock must end – the dialogue must begin. 

    And the sovereignty and territorial integrity of the DRC must be respected. 

    The conclusions of the recent joint EAC-SADC Summit offer a way forward – with a renewed call for an immediate ceasefire, and new momentum for regional efforts based on the Luanda and Nairobi processes. 

    Now is the time for swift implementation.

    And you can count on the continued support of the United Nations, including MONUSCO.

    In the Sahel, the clear and present threat of terrorism is undermining peace, security and sustainable development. 

    And in Somalia, we are urging predictable funding for the African Union Support and Stabilization Mission and I hope that our voice will be heard by the Security Council.

    And as we gather here in Africa, I know all our minds are also very much on Gaza. 

    A resumption of hostilities must be avoided at all costs.  The Palestinian people have suffered too much.

    I welcome efforts by the parties to abide by the ceasefire agreement – and urge action for a permanent ceasefire and release of all hostages. 

    Peace is possible in the Middle East – and that starts with tangible, irreversible and permanent progress toward the two-State solution – Israel and Palestine — living side-by-side in peace and security.

    On all fronts, we stand shoulder-to-shoulder with the African Union to advance security, stability, human rights and the rule of law.

    Second, we must keep working together to deliver the AU 2063 Agenda and the 2030 Agenda for Sustainable Development – and drive action on finance.

    African countries pay up to eight times more to borrow than developed countries. Twenty are in or at risk of debt distress.

    The Pact for the Future supports international a financial architecture reform to reflect today’s economy, ensuring fair representation, and urging effective action on debt relief. And I will stand with Africa as a matter of justice and to right the historic wrongs.

    Third, the climate crisis. 

    Climate disasters are tearing across Africa:

    Destroying lives, upending livelihoods, devastating economies, and inflaming conflict.

    At the same time, the renewables revolution is unstoppable — and Africa is poised to become a global clean energy powerhouse.

    Yet today Africa receives just two per cent of global renewables investment.

    Realizing Africa’s potential requires access to affordable finance – including by implementing the COP29 finance decision fully and on time – and supporting development of a roadmap to realize $1.3 trillion a year.

  • MIL-OSI New Zealand: First Responders – Lewis Pass Road fire update #3

    Fire and Emergency New Zealand crews will continue their work on the fire overnight.
    Assistant Commander Dave Key says Fire and Emergency is still working with New Zealand Transport Agency – Waka Kotahi (NZTA) to reopen State Highway 7 safely.
    “We are working together to reopen the road at some stage overnight. Please refer to the NZTA website for updates,” he says.
    “If you are travelling through once the road has been opened, please adhere to the signposted speed restrictions to keep our firefighters safe.
    “Smoke or flames may be visible to people passing through. If you are concerned, please call 111.”
    Fresh crews of firefighters will take over at the fireground in the morning.
    “Thank you to the crews who have been working hard to get this fire contained and under control.
    A big thank you also to the community for their support and patience throughout this incident,” Dave Key says.
    There will be another update around 9am tomorrow.

  • MIL-OSI New Zealand: First Responders – Lewis Pass Road fire update #2

    Fire and Emergency New Zealand is still responding to a large vegetation fire on Lewis Pass Road in the Island Hills, Hurunui.
    Crews were alerted to the fire around 2.30pm this afternoon.
    Assistant Commander Dave Key says the fire has grown to approximately 40 hectares in size and is burning in mixed vegetation.
    “The fire is currently 80 percent contained and 60 percent controlled.
    “Multiple fire crews supported by nine helicopters have worked hard this afternoon to contain the fire,” Dave Key says.
    Crews are expected to remain on the fireground overnight and over the coming days.
    Three nearby properties were evacuated. Crews undertook structure protection on these houses and no structures were lost in the fire.
    The incident management team worked with local farmers to ensure livestock was managed and no stock losses occurred.
    State Highway 7 has been closed due to the fire since around 3.30pm.
    “We are working with New Zealand Transport Agency – Waka Kotahi to reopen the road once it’s safe to do so,” Dave Key says.
    “We would like to sincerely thank the local community and members of the public who have been impacted by the road closures.”
    “The Canterbury District remains in a restricted fire season. This incident is a reminder to the public that despite the rain we’ve had over the last month, the risk of fire remains real.
    “We ask the public to be cautious and keep checking the fire danger at www.checkitsalright.nz.”

  • MIL-OSI New Zealand: First Responders – Lewis Pass Road fire update

    Fire and Emergency New Zealand is battling a large vegetation fire on Lewis Pass Road this afternoon. Crews were alerted to the fire at Island Hills, Hurunui around 2.30pm. It is currently five hectares in size.
    There are around 40 firefighters, 20 Fire and Emergency trucks, tankers and support vehicles along with nine helicopters working to get the fire contained.
    Nearby houses have been evacuated as a precaution. State Highway 7 has been closed and people are being asked to stay away while our crews fight the fire.

  • MIL-OSI USA: FACT SHEET: Trump & Elon’s Layoffs Jeopardize Essential Services Americans Rely On, Threaten Critical Agency Objectives Keeping Americans Safe & Healthy

    Washington, D.C. – Today, U.S. Senator Patty Murray (D-WA) responded to the Trump administration’s mass firings of federal workers who are on their “probationary” period—meaning: federal workers who were hired or promoted within the past 1-2 years.  

    There is nothing efficient about indiscriminate mass firings. Although the exact number of employees in their probationary period changes with each pay period, data from March 2024 shows more than 220,000 federal employees were within their probationary period. More than one quarter, or 56,000, were employees at the Veterans Health Administration. The Partnership for Public Service estimates that there are now closer to 250,000 federal employees in their probationary period. Moreover, these employees are younger (around 27% are under the age of 30) and have the highest rates of employee engagement among all government workers. President Trump has also recently signed an Executive Order, which mandates that only one employee be hired for every four who are fired or depart.

    In a statement, Senator Murray said:

    “There is nothing ‘efficient’ about indiscriminately firing thousands upon thousands of workers in red and blue states whose work is badly needed. 

    “We are talking about safety engineers at the Hanford nuclear cleanup site, VA doctors and nurses, utility line workers in my home state, CDC health experts who investigate disease outbreaks, and so many others.

    “Two billionaires who have zero concept of what the federal workforce does are breaking the American government—decimating essential services and leaving all of us worse off. 

    “The lives upended by these callous firings will not just be the federal workers who lose their jobs, but the millions of Americans who rely on services these employees provide: health care, food safety, housing, lifesaving research, and so much else. 

    “Let’s be clear that these sweeping layoffs do not address fraud or waste. These firings are totally arbitrary–pushing out high performers and the promising next generation of our federal workforce who won’t be easily replaced. 

    “The scale and scope of Trump and Elon’s purge will set our country back decades, but we are not powerless in this moment. It is incumbent on every one of us to speak out for a government that works for middle-class families and working people—not just billionaires who will never need to call about their Social Security benefits or file a disability claim at VA.”

    SEE BELOW FOR A SELECT, NON-COMPREHENSIVE LIST OF THE IMPACTS OF THESE LAYOFFS:

    VETERANS AFFAIRS: In 2022, Congress passed the largest expansion of veterans’ benefits in two decades, requiring a significant influx of resources and staff to ensure veterans are getting the medical care and benefits they are owed. 

    • The Trump administration’s mass firing of more than 1,000 VA employees just yesterday will badly undercut VA’s ability to process the significant uptick in claims and benefits the agency has seen since the PACT Act was signed into law. The Trump administration has not explicitly exempted doctors, nurses, medical researchers, or disability claims raters from the layoffs. 
    • These layoffs likely mean longer wait times for veterans trying to receive medical care, and they could mean that ongoing clinical trials may be forced to come to an abrupt halt. They likely also mean veterans will wait longer for their disability claims to be processed and approved, and that training for new claims raters that VA has invested in over the last year would go to waste.  
    • There is already a shortage of VA doctors and nurses across the country–in red and blue states. The hiring freeze prohibits new disability claims raters from coming on board, and with the firing of recently hired raters, the backlog of unprocessed claims will grow above 254,000. 

    SMALL BUSINESS ADMINISTRATION (SBA): The SBA provides essential resources and support to small businesses and entrepreneurs across the country. This week, the Trump administration reportedly moved to fire 720 employees, including those recently hired to help small businesses and homeowners recover from devastating disasters. Communities and main streets across the country–from North Carolina to California–are still reeling from the impacts of hurricanes and wildfires; laying off SBA employees will curtail the SBA’s efforts to help small businesses on the ground recover. 

    OFFICE OF PERSONNEL MANAGEMENT (OPM): OPM serves as the chief human resources and personnel policy manager for the federal government and processes retirements for all federal workers, including those in the postal service. OPM employees help ensure federal employees in every part of the country receive their paychecks and retirement benefits. Without adequate staffing levels, federal workers will experience disruptions in essential services OPM provides. 

    • On February 13, OPM fired 250 probationary employees. Management was not notified that the agency would be firing people that day and probationary employees were given 30 minutes to leave the building. There were no exceptions given for high-performing employees or those that managers had prioritized on requested forms. 

    GENERAL SERVICES ADMINISTRATION (GSA): GSA oversees most government contracts, manages federal property, and oversees basic federal government functions. Housed at GSA, Technology Transformation Services is responsible for FedRAMP, which sets cybersecurity standards for federal contractors, and Login.gov, which the American public uses to access their Social Security statements online. GSA was one of the earliest DOGE targets. 

    • An estimated 100 tech workers at GSA have been laid off this week alone. These employees assist with important federal initiatives, including the Direct File program, which is finally helping Americans file their taxes directly with the IRS–for free.  

    HOUSING AND URBAN DEVELOPMENT: The nationwide housing shortage is one area in which both sides of the aisle agree needs urgent solutions, and HUD plays a critical role in working to tackle the crisis. Without sufficient staff to keep things moving at HUD, hundreds of projects across the country are going to be delayed. Many projects will fall apart completely, exacerbating the housing crisis. Even one month of delays on a multimillion-dollar project can cost builders immensely. In just a few weeks of hasty decisions, the Trump administration has proposed drastic cuts that will hurt some of the most vulnerable people and families across the country, undercut economic development, and stunt disaster recovery.

    • Even under current staffing levels, grantees struggle to receive adequate and timely customer service and processing from HUD, and these actions will make it devastatingly worse.
    • Based on current estimates, Trump’s personnel actions to date will result in about a 13% reduction in HUD’s entire workforce.
    • This figure could grow to 50% percent based on reported plans for additional staff cuts across HUD’s programs. One component was directed to reduce staff by 84%, and that office oversees the community and economic development, long-term disaster, and homeless assistance funding that cities around the country, in red and blue states, rely on.  

    DEPARTMENT OF ENERGY: The Department of Energy is responsible for overseeing U.S. energy policy and production, our nuclear weapons program, and national nuclear policy. Among other things, Department of Energy staff plays an essential role in turbocharging American innovation, creating new good-paying jobs, lowering families’ energy bills, strengthening America’s energy security, and maintaining our nation’s nuclear weapons stockpile.

    • The Department of Energy has now laid off 1,800 employees out of 15,850 employees, which is roughly 11% of its workforce. The layoffs have occurred Department-wide; however, the climate and infrastructure deployment offices have been hit hardest, including the Office of Clean Energy Demonstrations, Energy Efficiency and Renewable Energy, and the Manufacturing and Grid Deployment Offices. These layoffs will seriously hamper the implementation of the Bipartisan Infrastructure Law and Inflation Reduction Act, which have created hundreds of thousands of new jobs–compounding the incredible damage that this administration has already caused with its illegal freeze of funding provided by the two landmark laws. The layoffs include staff responsible for ensuring that funding to lower households’ energy costs gets out the door.
    • In Washington state alone, more than a dozen employees at the Hanford Site and more than 600 at the Bonneville Power Administration have been laid off–which will have cascading ripple effects on the cleanup efforts at the Hanford site and the security of the Pacific Northwest energy grid. Notably, these numbers do not include employees who opted into the “deferred resignation” program.

    INDIAN HEALTH SERVICE: The Indian Health Service provides direct health care to 2.8 million American Indians and Alaska Natives, but has, for years, been plagued with chronic staffing challenges and consistently high vacancy rates (upwards of 29%) across all service areas. The staffing shortage has, for decades, undercut the quality of care to Tribal communities across the country. Congress has consistently identified recruitment and retention as a high priority for the agency and has worked on a bipartisan basis to fully fund staffing at IHS facilities and to increase hiring incentives to provide relief.

    • The Trump administration’s mass firing of more than an estimated 850 employees includes doctors, nurses, dentists, pharmacists, and lab technicians–and will devastate the Indian Health Service’s ability to provide services for patients and make an already dire situation worse. These indiscriminate cuts to IHS’ health care workforce will leave thousands without access to critical care and could cost lives.
    • American Indians and Alaska Natives have a life expectancy rate of 11 years less than the national average of 65.2 years old. That’s the same life expectancy rate as the overall population of the United States in 1944.

    DEPARTMENT OF THE INTERIOR: The Interior Department is responsible for the management of public lands, waters, and natural resources, including both conservation and development on federal lands under the National Park Service, Fish and Wildlife Service, and Bureau of Land Management, as well as administering programs affecting Native Americans. The Department is reportedly laying off 2,300 employees.

    • These layoffs will lead to a damaging loss of full-time staff at the National Park Service, which is already operating well below prior staffing levels despite significant increases in visitation. As a result of onerous budget caps during the 2010s, the National Park Service lost 15% of its staff while park visitation also increased by 15%. National Park units experience a summer surge in visitation that peaks in July, and the Service hires more than 6,000 seasonal employees to manage that extra work. Without full-time or seasonal staff during this peak season, visitor centers may close, bathrooms will not be properly maintained, campgrounds may close, guided tours will be cut back or altogether canceled, emergency response times will drop, and visitor services like safety advice, trail recommendations, and interpretation will be unavailable.
    • These indiscriminate cuts are also likely to jeopardize the President’s own “America-First” energy agenda, delaying the processing, planning, permitting, environmental compliance, and approval of new and expanded transmission lines, renewable energy projects, oil and gas leasing and drilling, critical minerals mines, coal mining, and other development on federal lands or waters.

    Federal Bureau of Investigation: The FBI is the domestic intelligence and security service of the United States and its principal federal law enforcement agency. The Bureau is reportedly amassing a list of thousands of probationary employees, including special agents, for possible layoffs–which comes at a time of incredible uncertainty at the FBI. The FBI already faces a salaries and expenses resources shortfall, because of the Fiscal Responsibility Act’s tight constraints, which has already resulted in roughly 1,000 fewer staff. A purge—possibly in the thousands—of FBI employees will worsen an already bad situation–seriously undermining the FBI’s ability to combat terrorism, violent crime, cybercrime, drugs and gangs, transnational organized crime, and child and sex trafficking exploitation. 

    • The FBI has over 2,800 probationary employees, nearly 600 of which are special agents. 
    • The first year cost alone of recruiting, hiring, and training a new FBI special agent is nearly $250,000. Firing hundreds of new agents would be a colossal waste of American taxpayers’ dollars. 

    FOREST SERVICE: The Forest Service is responsible for managing 193 million acres of national forests and grasslands and is reportedly laying off 2,400 employees. While some exemptions are expected for law enforcement and firefighters, many of those being let go are qualified to help respond to wildfires and are a vital resource during the height of fire season. Other recent hires were brought on to accelerate hazardous fuels reduction and community wildfire defense projects to decrease the risk of catastrophic wildfires to communities across the country.

    ENVIRONMENTAL PROTECTION AGENCY: Approximately 1,700 EPA staff have so far been notified they could be terminated. As of December 2024, EPA had 15,572 total full-time employees on staff, which include scientists, toxicologists, biologists, staff overseeing cleanups at Superfund sites in red and blue states, and many more. Indiscriminate layoffs will seriously jeopardize energy projects that have created good jobs, efforts to keep American families’ water supply clean and safe, waste site cleanup efforts, and much more.

    DEPARTMENT OF HEALTH AND HUMAN SERVICES: HHS’ civil service and nonpartisan leadership consists of scientists, researchers, medical professionals, child welfare specialists, and other dedicated public servants. Its nonpartisan leadership is tasked with implementing laws spanning HHS’ far-reaching responsibilities and accordingly is retained to continue building on advances made in medicine, public health, and social services. HHS’ nonpartisan career leadership does not routinely turn over between administrations.

    • Nonetheless, Secretary Kennedy, now having been confirmed, is expected to seek the unprecedented resignation of HHS nonpartisan career leadership and has already begun firing thousands of probationary employees across HHS. 
    • Injecting politics deep into HHS will undermine everything from biomedical research to public health to substance use treatment to child welfare. This is how now-Secretary Kennedy will substitute his own beliefs for established scientific consensus. 
    • Additionally: firing thousands of staff across the Department will have far-reaching impacts on basic government services, potentially including the administration of Medicare. Firings so far have included nurses, pharmacists, patient care technicians, and other staff critical for patient care at NIH’s clinical center, as well as hundreds of early career scientists and researchers.

    DEPARTMENT OF EDUCATION: So far, Department of Education employees have already been put on administrative leave simply because they took a training encouraged by the first Trump administration. Other employees fired or expected to be fired at the Department of Education will put cybersecurity efforts, ongoing work on the FAFSA, and maintenance of student aid processing systems in serious jeopardy. 

    AGRICULTURAL RESEARCH SERVICE: ARS is the USDA’s principal in-house research agency that seeks to develop and transfer solutions to agricultural problems of high national priority. This includes research related to ensuring high-quality, safe food, assessing the nutritional needs of Americans, and sustaining a competitive U.S. agricultural economy.

    • The blanket firing of hundreds of scientists and technicians across the country who were in probationary periods will undercut new, ongoing, and urgent research projects studying livestock and crop production, food safety, environmental stewardship, human nutrition, and value-added agriculture. 

    ANIMAL AND PLANT HEALTH INSPECTION SERVICE: Scores of employees from the Animal and Plant Health Inspection Service (APHIS) were abruptly fired regardless of performance status. APHIS protects our country against the emergence of deadly animal and zoonotic diseases and prevents the introduction of destructive invasive pests. This work is vital to ensuring our farmers and ranchers can safely feed the world. As avian influenza rages across poultry and dairy farms and continues to infect people, the last thing our country needs is a shortage of staff focused on addressing this threat.  

    RURAL DEVELOPMENT: Hundreds of employees working to help rural communities across the country were laid off overnight. Rural Development provides financial assistance for communities to have safe drinking water, affordable housing, high-speed internet, and access to health and safety services. Without adequate staffing, loans and grants will not be processed, and these communities will not have the resources they need to thrive.

    NATURAL RESOURCES CONSERVATION SERVICE: Hundreds of employees working to assist producers with access to voluntary conservation programs and practices were laid off. Those employees are based in offices across the country and provide technical assistance to help improve soil quality, reduce the energy used on farms, and provide other climate mitigation benefits. 

    NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION: NOAA is the nation’s leading scientific and regulatory agency charged with forecasting weather, monitoring oceanic and atmospheric conditions, and managing marine and coastal resources. Americans rely on the National Weather Service’s data forecasts daily but the critical nature of the mission to life and property comes to light during hurricanes, drought, wildfires, tornados, and other extreme weather events. The National Weather Service already struggles with staffing shortages but has made a concerted effort to increase the number of meteorologists. As such, many meteorologists have only been in the role for less than a year and are within their probationary period. 

    • Reports that NOAA will be required to lay off more than a thousand probationary employees, including meteorologists, which amount to 10% of NOAA’s workforce would result in disruptions to weather forecasts. 
    • Similar impacts could be felt to the sustainable management of the nation’s fisheries since NOAA relies on wage mariners to staff the fisheries’ survey vessels that perform stock assessments that feed into accurate sustainable catch limits on which the fishing industry relies.

  • MIL-OSI China: 3 Israeli hostages, 369 Palestinian prisoners to be released Saturday

    Israel confirmed Friday that it has received a list of three hostages set to be released on Saturday from Hamas captivity in the Gaza Strip.

    Israeli Prime Minister Benjamin Netanyahu’s office initially stated that the list was “acceptable by Israel,” but a spokesman for Netanyahu later backtracked, clarifying that Israel had only received the list. “This is a purely factual description and does not reflect any Israeli position on the matter,” the spokesman said.

    The list was delivered to Israel via Qatari and Egyptian mediators.

    According to a statement from Al-Qassam Brigades, the military wing of Hamas, the hostages are Alexander (Sasha) Troufanov, a 29-year-old Israeli-Russian civilian; Sagui Dekel-Chen, a 36-year-old Israeli-American civilian; and Yair Horn, a 46-year-old Israeli.

    Meanwhile, Israeli army radio reported that 369 Palestinian prisoners will be released on Saturday. Among them, 333 will be returned to Gaza, with 10 others sent back to their homes in the West Bank and one released in East Jerusalem, while the remaining 25 of the prisoners sentenced for life will either be deported to Gaza or sent abroad via Egypt, said the report.

    This will mark the sixth batch of prisoner-for-hostage exchanges between Israel and Hamas under the ceasefire agreement that took effect on Jan. 19.

    The anticipated release comes amid heightened tensions after U.S. President Donald Trump warned that if “all of the hostages” in Gaza were not freed by Saturday at noon, the truce would be canceled, and he would “let hell break out.” Netanyahu and Israeli Defense Minister Israel Katz echoed the warning, saying Israel would resume its onslaught on Gaza.

    Hamas announced on Monday that it would delay the hostage release scheduled for Saturday, citing Israeli violations of the agreement and demanding Israel reaffirm its commitment to maintaining the ceasefire. On Thursday, the movement confirmed that it would continue implementing the ceasefire agreement, including the exchange of Palestinian prisoners and Israeli hostages as initially scheduled.

    A pōwhiri will be held at 12pm this Sunday 16 February at the lake, to welcome protectors from all across the nation.

    Mana i te whenua of Rotokākahi are demanding that Rotorua Lakes City Council divert the sewer pipe from its intended route, and instead take the pipe an alternative, safer route – away from their ancestral lake.

    Rotokākahi Board of Control and Protect Rotokākahi spokesperson Te Whatanui Leka Taumalolo Skipwith – Tūhourangi says, “This Pōwhiri is to welcome protectors to join our movement. We have knocked on every door, we have been to the council, to the courts. We have been living on the whenua continuously since August. We know the police are going to mobilise, and in order to ensure the continued protection of this tupuna roto, we need to mobilise too. We need people to join us.

    Te Whatanui says: “It’s impossible to overstate the importance of Rotokākahi to mana i te whenua. This sewer pipe is not just a threat to the pristine environment of Rotokākahi, it’s a threat to the tapu of this space. A tapu that extends well beyond the water’s edge.  These are the types of decisions that will affect Iwi-council relationships for generations.”

    Te Whatanui believes that the occupation at Rotokākahi could see hundreds of people flood the space this Sunday, in what he believes could become another long-term land occupation.

    “Rotorua Lakes Council just needs to take this pipe on a different route now. We know people will join us. History has proven that when mana i te whenua put out the call for assistance, Aotearoa answers.

  • MIL-OSI China: Chinese cartoon film industry draws out its success

    Since 2015, the Chinese animated film industry has seen unprecedented growth, expanding its influence into the global market. The country saw its annual box-office revenue surge by 48.7 percent year-on-year in 2015, propelled by dozens of blockbusters. That year is also remembered as the start of the rise of Chinese animation, led by the dark horse hit Monkey King: Hero is Back. China Daily revisits some of the most acclaimed animated films in the last decade.

    Monkey King: Hero is Back (2015)

    Based on the 16th-century novel Journey to the West, Tian Xiaopeng’s directorial debut recounts a young boy’s accidental rescue of the Monkey King, imprisoned under a mountain for 500 years as punishment for his rebellion against the heavens. The film earned 956 million yuan ($130.8 million), becoming the highest-grossing animated film of 2015.

    Big Fish & Begonia (2016)

    Set in a mystical world parallel to the human realm, the film follows a 16-year-old girl from the mystical world who transforms into a dolphin and ventures into human society where she encounters a human boy. The movie won widespread attention mainly due to its visual beauty and lengthy production process, which took 12 years to complete.

    White Snake (2019)

    Loosely inspired by a famous Chinese folk story, the film recounts the love story between a white snake spirit who shape-shifts into a beautiful woman and a handsome young man. The movie garnered word-of-mouth praise online, signaling a new trend for Chinese animation targeting adults instead of solely focusing on children and families as its main audience.

    Ne Zha (2019)

    The directorial debut feature by Yang Yu, better known as Jiaozi, the first Ne Zha film quickly took social media by storm and earned 5 billion yuan, becoming China’s highest-grossing animated film. This record has now been broken by its sequel Ne Zha 2. The film is a subverted retelling of the conventional tale of the titular character, a mythological figure familiar to generations, whose catchphrase, “My fate is decided by myself, not by heaven” resonates deeply with fans.

    Chang’an (2023)

    The film chronicles the lifelong friendship between Li Bai and Gao Shi, renowned poets from the Tang Dynasty (618-907). Their stories are interwoven with those of other famous poets from the era, such as Du Fu, and part of the backdrop set amid the chaotic An-Shi Rebellion (755-763) that threatened Tang rulers. Featuring 48 poems in various forms — including some recited by characters and others visualized as vivid perceptions of their imagination — the film became a massive hit, drawing some parents who brought their children in hopes of sparking an interest in Chinese culture and literature.

  • MIL-OSI USA: Cuts Make Colorado Less Protected Against Wildfires and Increase Costs Further

    DENVER –  It was recently reported that the Trump administration fired at least 90 people in Colorado and 3,400 Forest Service employees as part of much broader cuts to programs that protect health and safety with no replacement plans to deliver basic services.

    “It’s reckless endangerment to Coloradans and could increase homeowners insurance costs further for the Trump Administration to take a hammer to those who help protect us against wildfires through watershed protection and forest management, tipping the scale toward more fire danger with potentially devastating consequences. It’s fine if they don’t like how the federal government works today, but risking our health and safety with no replacement is reckless,” said Colorado Governor Jared Polis.

    While firefighters were spared from the cuts, other jobs that do important wildfire prevention work such as road maintenance, forest management, and watershed restoration were slashed.

  • MIL-OSI Security: 3rd MLG to Support Multiple US/ROK Military Exercises

    The exercises – Freedom Banner 25, Korean Marine Exchange Program (KMEP) 25.1, and Freedom Shield 25 – are designed to enhance interoperability between the two allies while strengthening regional security.

    3rd Marine Logistics Group, the logistics arm of III Marine Expeditionary Force, will begin the series of exercises with a movement of troops and equipment from ports in Japan to South Korea during Freedom Banner 25.

    “We are eager for this opportunity to train with our Republic of Korea allies,” said Brig. Gen. Kevin G. Collins, commanding general of 3rd Marine Logistics Group. “I expect our presence and activities to demonstrate our shared commitment to the alliance and showcase warfighting excellence to both allies and adversaries.”

    Freedom Banner 25 is a Maritime Prepositioning Force offload that provides equipment and support to III MEF units for KMEP 25.1 and Freedom Shield 25. U.S. Marines and Sailors will conduct beach landing operations to test and validate the 3rd MLG’s ability to conduct integrated logistics operations in a complex and contested environment, enhancing the expeditious transport and distribution of supplies in a combat environment or lifesaving aid in humanitarian assistance and disaster relief operations.

    As Freedom Banner 25 concludes, the units will continue to KMEP 25.1, a biannual exercise where forces participate in bilateral events focused on achieving III MEF training and readiness objectives while supporting interoperability with the ROK Marine Corps as a regional expeditionary force. For 3rd MLG, this means an opportunity to enhance the capacity for sustainment, distribution, and forward-deployed logistics in support of combined/joint operations with allied forces.

    During KMEP 25.1, the Marines and Sailors of 3rd MLG will conduct a variety of bilateral training events such as counter mobility/mobility training, Military Operations in Urban Terrain, machine gun ranges, medical training, and Chemical, Biological, Radiological, Nuclear, and Explosive training. One subordinate element of 3rd MLG, 9th Engineer Support Battalion, will conduct provisional infantry operations and counter-mobility operations with their ROK Marine counterparts that will culminate with mobility operations while employing the ROK’s Armored Combat Earth-mover.

    “The ongoing training between the United States Marine Corps and ROK Marine Corps is a valuable opportunity to reinforce the strength of our alliance,” said Lt. Gen. Ju Il-seok, commandant of the Republic of Korea Marine Corps. “These types of exercises highlight the important role that Marines play in the broader ROK-U.S. Alliance.”

    In addition to the bilateral training, the Marines and Sailors of 3rd MLG will be conducting numerous unilateral training events as well. This training will include demolition ranges, a 40-millimeter grenade launcher range, Tactical Combat Casualty Care, a live-fire and movement range, and professional military education at the War Memorial of Korea.

    The training will finish with the command post exercise Freedom Shield 25. 3rd MLG will integrate with joint/combined forces and rehearse command and control of combined combat service support functions to refine regional contingency plans and increase III MEF interoperability within the Combined Forces Command.

    Sen. Sullivan Highlights Escalating Incursions by Adversaries Near Alaska

    WASHINGTON—Several Arctic policy experts at a hearing of the Senate Committee on Commerce, Science and Transportation (CST) testified strongly this week in support of increasing infrastructure investments in Alaska, which constitutes the entirety of America’s Arctic. While the hearing was focused on Greenland’s geostrategic importance to the United States, Sen. Dan Sullivan (R-Alaska), a member of CST, argued that Alaska offers every potential resource and national security benefit of Greenland, but has too often been treated like one big “national park” by Democratic administrations, most recently by the Biden administration. Sen. Sullivan made this argument in a recent Wall Street Journal op-ed titled, “Greenland is nice, but Alaska is better.”

    In his questioning of the experts, Sen. Sullivan highlighted the significant escalation in incursions by Russian and Chinese military aircraft and vessels in Alaska’s Air Defense Identification Zone (ADIZ) and Exclusive Economic Zone (EEZ). Each of the witnesses agreed with Sen. Sullivan that the increasing aggression toward Alaska by America’s adversaries warrants deploying new military assets to the state, including personnel, vessels, aircraft, ports and bases.

    Sen. Sullivan was optimistic about the prospect of further investments in Alaska given President Donald Trump’s focus on the state, including a comprehensive day-one executive order, “Unleashing Alaska’s Extraordinary Resource Potential,” which directed many of the Biden administration’s harmful policies and actions related to Alaska lands and resources to be rescinded and many policies of the first Trump administration to be reinstated.

    Officials testifying before the committee were Alexander Gray, senior fellow in national security affairs at the American Foreign Policy Council; Anthony Marchese, chairman of Texas Mineral Resources; Dr. Jennifer Mercer, section head for Arctic sciences at the National Science Foundation’s Office of Polar Programs; and Dr. Rebecca Pincus, director of the Wilson Center’s Polar Institute.

    Below is a full transcript of Sen. Sullivan’s exchanges in the CST hearing.

    SEN. DAN SULLIVAN: Thank you, Mr. Chairman, and thank you very much for holding this very important hearing. Arctic issues are something that, as the senator representing the only Arctic state in the country, I care deeply about. I appreciate the chairman focusing on this. I want to first mention, I think the idea of the President looking to purchase Greenland has already been mentioned by a number of the panelists. Other presidents have thought about this. I think it’s a wonderful idea if we can pull it off. Truman, Andrew Johnson, others did. But I also think it’s important to remember—this is an op-ed I wrote in the Wall Street Journal a couple of weeks ago saying—hey, Greenland’s nice, good to go if we can get it, but remember our Arctic state, Alaska. Because everything that people talk about with regard to Greenland we have in spades already in America—it’s called Alaska: Arctic location, strategic and critical minerals, oil and gas, the cornerstone of America’s missile defense. It’s all there. The problem is, as the panelists know, when Democrats get in power—Biden was the latest example—they want to turn Alaska into a national park, not recognizing our state for what it is, which is a strategic crown jewel for America. The father of the U.S. Air Force, General Billy Mitchell, in testimony before Congress in the mid-1930s, called Alaska the “most strategic place on the planet.” And it is. So that’s what we’re focused on. Don’t forget Alaska. Fortunately, unlike President Biden, President Trump has already made it very clear that he’s not going to forget Alaska. On day one, the president signed an executive order called “Unleashing Alaska’s Extraordinary Resource Potential.” I want to thank President Trump and his team for doing that. It goes into everything that this hearing has talked about: strategic minerals, oil and gas, natural gas, getting the military involved. We just introduced my legislation called the IRON DOME Act, which is all about missile defense. Alaska is the cornerstone of our country’s missile defense, and we can build that out even better. I appreciate what President Trump is already doing on Alaska. But it’s not as if our adversaries don’t recognize the strategic importance of Alaska or the Arctic. Next slide. This is what doesn’t make a lot of news in the Lower 48. In the last [few] years, we have had an enormous amount of Russian incursions into our airspace—America’s airspace—Alaska’s ADIZ, naval incursions into EEZ. Just in the past year, these are some depictions of this. This is another slide we have. This gives you all of the Russian-Chinese joint strategic bomber incursions in our ADIZ and, very disturbingly, joint naval task forces into our EEZ. Our adversaries clearly understand the Arctic. That’s a wind up to a question I want to ask the panelists. Mr. Gray, why don’t we start with you. Given this, how important is America’s Arctic? I’ve been talking to Secretary Hegseth, the President, and others in Alaska, not just for missile defense, but to push back on what is clearly happening. We had a meeting on what we’re going to be doing on the border. A lot of discussion with the President’s team on the northern border. This is the northern border, and our adversaries are all over it. In my view, what we need is a lot more infrastructure, a lot more military, a lot more missile defense, a lot more unleashing Alaska’s critical minerals, oil and gas. We couldn’t have a better partner right now with President Trump. The contrast between him and President Biden, who wanted to make my state a national park—he issued 70 executive orders—70—singularly focused on Alaska to shut us down. President Trump’s wiped that out. What’s your sense on how we need to respond to this in America’s Arctic, which is Alaska, and the potential that Greenland could add to this, because that’s the other part of the Arctic, not the Alaska part of the Arctic?

    GRAY: Senator, it’s incredibly important. I think we have to look at our hemisphere holistically, from the Aleutians to Greenland, from pole to pole, and have a—President Trump began this process in his first term—this holistic Arctic strategy that I was pleased to be involved in. We have to, from a military standpoint, we’ve talked about icebreakers, but we have to…

    SULLIVAN: Wait, just real quick, on icebreakers: Russia has 54, some of which are nuclear, many of which are weaponized. We have two and one is broken. Do you think that’s “peace through strength” when it comes to icebreakers? It isn’t. Continue. Sorry to interrupt you.

    GRAY: It’s obviously—the icebreakers are key, particularly when we think about what the adversaries are doing: nuclear-powered icebreakers, growing their fleet. When we think about the limited C-130 capacity that we have now for Arctic takeoff and landings, when we think about just the general attrition of Arctic warfighting capabilities since the end of the Cold War and the lack of investment in them, I know DOD will likely have its own Arctic strategy. We have to have Arctic warfighting capacity and deterrence as a much higher-level priority. I think your chart and what your state’s dealing with is a perfect example of why.

    SULLIVAN: First, going back to this chart, I want to get a sense of why you think this has been a pretty dramatic increase from Russia and China in unprecedented joint naval and strategic bomber task forces into our airspace, into our water EEZ? And related to that, Mr. Gray, you talked about presence. You can’t have presence without infrastructure. I think it’s high time that we start looking at more infrastructure to be able to address this. We’re going to have a hearing with the NORTHCOM commander in the Armed Services Committee tomorrow. I’m going to talk a lot about looking at potential bases. There’s an incredible Navy base out here, the Adak Naval Base. It was closed during a BRAC. That could be a great sub base, Naval air station base, surface warship base. Huge refueling capacity right there flanking the Russians, Chinese. Very strategic. We’re trying to get a strategic port built in Nome, Alaska, but otherwise, we have very little infrastructure from which to launch military, economic, icebreaker capabilities. So maybe just a quick question for all the panelists. Do we need more infrastructure in America’s Arctic? I’m not talking Greenland. This hearing is about strategic interests in the Arctic. We’re an Arctic nation solely because of that great state, Alaska. What’s your sense, for all the panelists, on infrastructure in the Arctic to combat what is a very aggressive move by our adversaries? By the way, just talking to the NORTHCOM commander, we had one of the busiest times ever in terms of aggressive incursions, joint Chinese-Russian operations. That’s unprecedented. He thinks this year, it’s going to be even more. We’ve got to be ready for protecting America. Now, what’s the sense of the panel on infrastructure in America’s Arctic?

    GRAY: Senator, I couldn’t agree more. We have to have more infrastructure, not just from a defensive presence standpoint to protect our homeland, but also from a power projection standpoint. We’ve allowed our Arctic infrastructure, in addition to a lot of just our general defense industrial infrastructure, to atrophy. I think this would be a huge way to boost our capacity to deter in the Arctic.

    SULLIVAN: Great. Mr. Marchese, do you have a view on that?

    MARCHESE: Senator, I couldn’t agree with you more. You’re preaching to the converted. We, in my opinion, need significantly more infrastructure spending, not only in Alaska, but in the United States. There’s nothing wrong with fishing at your feet. We have everything we need here. It’s great that we’re going to Greenland, but let’s concentrate on what we can control, which is United States investment.

    SULLIVAN: Great. Thank you. Dr, Mercer?

    MERCER: Thank you for the question, sir. As I said before, America is the world’s leader in scientific research. That’s certainly true in the polar regions. We rely heavily, in order to be the leader in research in the polar regions, on Coast Guard icebreakers, the LC-130 aircraft, the C-17 aircraft, the Space Base Pituffik in Greenland. As I noted in my opening testimony, we’re in the design process to recapitalize and modernize Summit Station at the center of the Greenland ice sheet.

    SULLIVAN: Great. Thank you. Dr. Pincus?

    PINCUS: Thank you, Senator. I agree that we are seeing increased adversary presence in the region because they perceive weakness on their part. And so they’re pressing us there.

    SULLIVAN: By the way, it’s not on this chart. I have another one that shows they’re—I think some of the witnesses said this earlier—they’re building up their infrastructure, particularly military, but also energy and critical mineral infrastructure, in a huge way in the Arctic. We’re still kind of, I agree, exuding weakness.

    PINCUS: I would also note that we face multiple challenges in Alaska. In addition to extending and expanding our presence there, we have challenges with coastal erosion and some of the permafrost issues. So there’s money that needs to be put into current DOD installations to harden them. We’re also seeing the expansion of wildland fires and other novel challenges. I think efficient spending decisions to get as much bang for our buck is important, so we can meet the full range of national security through economic and community concerns related to that really wide range of challenges. I would put the Coast Guard at the top of the list, because it’s got a broad mission set and its assets can be utilized for a lot of different purposes. Obviously, DoD assets can be applied to civil disasters as well. And then, new technology that can help us respond effectively and juggle competing demands, whether it’s from a massive wildfire, a big coastal storm, like some of the storms we’ve seen in western Alaska, or military challenges. We have to do all of those at the same time. It’s a real big problem set and I appreciate you flagging it.
