  • MIL-OSI New Zealand: Drainage improvements coming for State Highway 1 Johnsonville

    Wellington drivers can expect fewer flooding issues at the State Highway 1 Johnsonville offramp soon.

    The southbound offramp will be closed at night for four weeks from Sunday, 10 November, to Thursday, 5 December, for drainage improvement works.

    Roxanne Hilliard, Wellington Alliance Manager, says drainage at the offramp needs to be improved.

    “The area tends to flood during heavy rain. The amount of water coming off the nearby hill is simply too much for the current drains to manage.”

    “Installing improved drainage will remove water faster. Not only will this make the offramp safer for drivers, but it will also protect the highway and offramp from water damage,” Ms Hilliard says.

    She says the work will be carried out at night when there is less traffic on the road, between 9 pm and  4:30 am – Sunday to Thursday nights. Traffic management will begin setting up from 8 pm.

    “We realise this is a much-used offramp, and closing it at night will create some disruption. However, it is the best way to complete the job as quickly as possible. The offramp will be open Friday and Saturday nights,” Ms Hilliard says.

    Alternative access to Johnsonville is available. But Ms Hilliard warns it will add to travel time.

    “Southbound traffic wanting to get to Johnsonville will have to head south on State Highway 1, take the Centennial Highway exit that connects with Hutt Road, then head north again on State Highway 1 to use the northbound Johnsonville offramp.”

    “This is an extra six kilometres, so it’s essential people plan ahead and allow extra time for their journeys,” Ms Hilliard says.

    Drivers must follow the instructions of road crews and obey all traffic management and temporary speed restrictions in place. This ensures workers and drivers are kept safe.

    NZTA/Waka Kotahi and the Wellington Transport Alliance thank road users for their patience and cooperation while this critical state highway maintenance work is completed.

  • MIL-OSI New Zealand: Choosing deconstruction over demolition

    Every year, we send more than 1.6 million tonnes of waste to landfill in Auckland, that’s more than a tonne per person. Of this 30% to 40% is construction and demolition waste, making this our largest waste-stream and therefore our biggest target if we want to reduce waste. By comparison, household waste is only 13% of total waste to landfill.

    Auckland has a goal to be zero-waste by 2040. There is much we can do to help us achieve that goal. 

    This is one of the reasons Eke Panuku is taking a more sustainable approach to building and development in neighbourhoods where we undertake urban regeneration. This more sustainable approach means we are choosing to deconstruct buildings with the intention of diverting or reducing the waste that goes to landfills. Rather than simply demolishing buildings which are at the end of their lives or no longer needed, we take them apart and reuse and recycle the construction material where possible.

    As we do our best work through smart strategic partnerships, our approach requires that our contractors and development partners use specific deconstruction methods for any structures being removed from our development sites. While this requires a bit more planning, it allows us to repurpose a greater amount of material, significantly reducing the waste sent to landfill.

    It is sometimes assumed this approach would take more time and would be more expensive. It turns out it’s not.

    Auckland Council’s Research and Evaluation Unit (RIMU) undertook a financial cost benefit analysis to test the potential benefits of waste diversion in development projects. After considering a whole raft of factors, such as recouping costs from selling materials from deconstruction sites; avoiding landfill expenses and transportation (of waste materials) costs; avoiding having to purchase new materials for a site (if recycling and reusing), the analysis found that deconstruction essentially breaks even from a cost perspective compared to traditional demolition.

    And this doesn’t yet take into account the significantly greater economic, societal and environmental benefits that come from diverting more waste from landfills. The waste diversion options that RIMU analysed showed a likely benefit-cost ratio (BCR) between 2.2 and 2.8, which means for every $1 invested, we get between $2.2 and $2.8 in wider benefits.

    A major reason for choosing deconstruction is its reduced environmental impact. The production of new materials and the extraction of raw resources for construction significantly contribute to climate change. By reusing or repurposing materials from deconstructed sites, we embrace a circular economy approach that helps minimise resource use, waste, and emissions.

    Over the next six months, Eke Panuku is deconstructing a number of buildings across Tāmaki Makaurau Auckland to make way for much-needed new development of homes, offices and shops.

    Northcote

    We have started the staged redevelopment of Northcote town centre. To prepare for this, we are working with TROW Group to take apart old buildings that need to make way for the new development. Along with TROW Group, we have teamed up with Wairau Zero Waste Hub and Awataha Marae to re-use deconstruction materials.

    Before deconstruction started, reusable items were identified from the old buildings. Some of these materials were then provided to the Zero Waste Hub to sell to the community at reasonable prices. Some other items are finding a new life in community projects – both locally and in the Pacific Islands.

    Besides the reusing of material, there is also some great community learning going on too. TROW has a job experience programme, and educational initiatives centred around material reuse, and together with Localised, they invited Awataha Marae to collaborate on the deconstruction trial too. The recycled materials will be used by Awataha Marae’s educational programme to build prefab sleepouts, demonstrating the practical application of sustainability principles in construction and design.

    Avondale

    We have deconstructed the former Kāinga Ora homes at 10 Racecourse Parade to enable more housing options in Avondale. The Auckland Council group has established a panel of deconstruction companies with a focus on collaboration, bringing larger contractors together with smaller ones.

    Green Way Ltd has teamed up with Onehunga Community Recycling Centre (a social enterprise and the first Pasifika / Māori-led community recycling centre in the region) as subcontractors, providing valuable hands-on experience in sustainable practices as they work together to increase waste diversion.

    Items such as vehicle shelters, washing lines, fencing and framing timber are being repurposed locally through the recycling centre. Other items such as doors, windows and guttering are also being repurposed. This not only reduces waste but also supports the local economy and fosters a culture of sustainability within the community.

    Our commitment to sustainability extends to supporting charities such as PAWS Restart Animal Rescue, based in west Auckland. Garden sheds, pavers, and metal gates from the Avondale deconstruction are being repurposed to create additional dog runs, providing much-needed space for the increasing number of abandoned dogs seeking new homes (over the past year they have rehomed 190 dogs). Additionally, six bathtubs have been donated for use as water troughs and playful splash areas, enhancing the quality of life for the animals in PAWS’ care.

    In another example of helping to create a circular economy, we are reusing granite cladding removed from the exterior of the 135 Albert Street Auckland Council office building and turning them into terrazzo pavers. Some of these pavers, which have been stored in the Rosedale waste yards for more than five years, will be used in the upgraded town square outside Te Hono, Avondale’s new library and community hub.

    These efforts are part of the wider Eke Panuku regeneration plans to revitalise Avondale through investment to deliver improvements that will serve the community in the future. Click here for more information on our work in Avondale.

    Westhaven

    Eke Panuku is recycling and reusing materials wherever possible during the upgrade of the Westhaven Marina seawall. The seawall project is being undertaken to protect people, infrastructure and assets from coastal flooding – as experienced during recent weather events in 2023 – but it also offered a great opportunity to repurpose construction material, diverting it from landfill.   

    For example, basalt pavers have been repurposed as tree pit edges and integrated into concrete channels. The old timber boardwalk was also removed and sent to the Onehunga Community Recycling Centre. These old timber boards have now been repurposed into a deck!

  • MIL-OSI New Zealand: Release: Government’s disgrace for Christchurch homeowners

    The Government is backtracking on existing commitments to do the right thing by homeowners let down by EQC (now the Natural Hazards Commission).

    “We know that EQC botched repairs in Christchurch and many people are still paying the price for broken houses. Labour accepted that this was wrong and set up the on-sold programme to allow homeowners to reopen claims for botched repairs in a house that they bought,” Labour Christchurch issues spokesperson Duncan Webb said.

    “David Seymour has set new unfair and arbitrary rules which will mean that people do not get the repairs that they were promised and are entitled to.

    “This is a project that is only complete when the last quake-damaged house is repaired in Christchurch.

    “Time limits to sign settlement agreements are unfair – especially where the costs or method of repair are not agreed; and it is not always practical to start a repair project within six months – especially if it means finding a builder, completing design, and finding a new home.

    “The cap on repair costs and project management fees mean that homes will not be properly repaired, denying the entitlement people have paid for in EQC levies.

    “Taking the levies to cover other shortfalls robs the people of Christchurch who were promised repairs to their homes.

    “The Government should do the right thing and ensure that people with botched repairs get their houses fixed, not backtrack on Government promises to cut costs. This is yet more evidence this Government doesn’t care about the South Island.

    “For a Minister who claims to be a protector of entitlements and property rights, this changing of the rules after the event is outrageous and a kick in the guts for Christchurch,” Duncan Webb said.

    Timor-Leste Expresses Solidarity with the Kingdom of Spain over Floods in the Valencia Region

    The IX Constitutional Government expresses its deep solidarity with the People and Government of Spain for the tragic floods that devastated the Valencia region between the end of October and the beginning of November 2024. This natural disaster, triggered by an Isolated High Altitude Depression (DANA), caused torrential rains that resulted in the death of more than 200 people, most of them in the province of Valencia, and the destruction of infrastructure, homes and agricultural areas.

    Images captured by the European Copernicus programme reveal the magnitude of the damage, with extensive areas flooded and infrastructure severely affected. Local authorities continue to face major challenges in assisting the population and restoring the affected areas.

    On behalf of the Government and People of Timor-Leste, the Spokesperson of the IX Constitutional Government, Minister Agio Pereira, expressed “deep regret for the tragic loss of human life and the enormous difficulties faced by the Spanish people at this time of pain and trial”. He added that “our thoughts are with the victims and their families, and we acknowledge the heroic efforts of the rescue teams and professionals who continue to support the communities affected by this catastrophe”.   • MIL-Evening Report: Dams have taken half the water from Australia’s second biggest river – and climate change will make it even worse

    The largest wetland on Australia’s second longest river, the Murrumbidgee in the southern Murray-Darling Basin, is drying up. This is bad news for the plants, animals and people who rely on the vast Lowbidgee Floodplain. So it’s important to understand what is going on, and whether we can do anything about it.

    Our new research used computer modelling to study past and future river flows. We examined natural flows in the lower Murrumbidgee River between 1890 and 1927, before humans started changing the river. We compared these flows to what happened after big dams went in and more water was taken out for irrigation. Then, we modelled how climate change is likely to influence flows in future.

    We found river regulation such as dams and reservoirs cut flows in half over the past three decades. It means periods between life-giving floods on the wetlands are now more than twice as long. With climate change, drying of these vital freshwater ecosystems is likely to accelerate.

    Altogether, we predict the annual duration of flood events sustaining these wetlands will drop by as much as 85% by 2075 compared to natural levels, if nothing is done. But there are plenty of things we can do to turn this around, because our research shows the main reason for the decline is river regulation and overextraction.

    Floods are essential for wetlands

    The Lowbidgee Floodplain, in southwestern New South Wales, supports expansive river red gum and black box forests as well as one of the state’s largest lignum shrublands. Lignum’s thick mass of stems forms bushes that make great nesting platforms for waterbirds, attracting thousands of glossy ibis, straw-necked ibis and royal spoonbills. The area is also a breeding ground for Australian pelicans.

    The endangered Southern bell frog and threatened native fish such as Murray cod also live here.

    Floods bring wetlands to life. But human activities have disrupted the natural cycle of flood and drought. In the Murrumbidgee, 26 big dams and reservoirs now store and divert water, mainly for irrigation. These interventions have more than doubled the time between floods, causing large sections of the wetlands to dry up.

    The lack of floods has devastated the floodplain, causing black box and river red gum forests to die. Waterbird numbers also plummeted.

    The Lowbidgee’s cultural significance

    The Nari Nari people have lived on the Lowbidgee Floodplain for tens of thousands of years. The land and water has deep cultural and spiritual value.

    Evidence of Nari Nari connection to this place is seen in the scar trees cut for canoes and other wooden items, middens of discarded shell and bone, earth mounds and burial sites scattered across the landscape.

    After 180 years of dispossession, 880 square kilometres of the floodplain was returned to the Nari Nari Tribal Council in 2019. This allows the original peoples of this land to repair it, reinstating cultural burning for example. But there’s a limit to how much they can do without more water.

    River regulation and climate change

    Few studies have effectively reconstructed such a long history of a river to see where we have come from, and just as importantly, assessed what lies ahead.

    We modelled natural flows in the Murrumbidgee River, using data for rainfall and runoff upstream. The rainfall data covers more than a century, from 1890 to 2018, which allowed us to model natural flows back to 1890.

    First we established a baseline for natural flows. Then we were able to work out how dams, reservoirs and and water diversions have disrupted these flows over time.

    We also considered how climate change might influence river flows in the future under different greenhouse gas emission scenarios.

    We found most of the decline (55%) in the Murrumbidgee River’s flows was due to river regulation. But climate change will probably make matters worse, shaving another 7–10% off river flows by 2075, based on average projections.

    The average annual duration of floods reaching the floodplain wetlands has dropped from 11.3 days under natural flows to just 4.5 days currently. This could decline further to around 1.7 days as the climate becomes warmer and drier.

    Now is the time to act

    Australia’s rivers are at risk, but it’s not too late to act. By reducing over-allocation and returning water to the environment we can protect threatened and endangered species, reduce the impacts of climate change, and honour the cultural heritage of First Nations Peoples.

    Managing water releases to mimic natural seasonal flows can also help reinstate the natural cues for native plants, animals and other organisms.

    Our research underscores the urgent need to understand our past in order to explore future water management options. It’s clear much of the damage has been done by damming the river and taking out so much water. Now it’s important to restore the balance in favour of the environment, to prepare for future climate change.

    The Murrumbidgee River and its major floodplain wetlands are also a warning – a canary in the coal mine so to speak – of what could happen to other river systems worldwide as water demand rises along with projected income and population growth. This is especially concerning for many arid and semi-arid regions, where climate change is increasing temperatures while reducing rainfall.

  • MIL-OSI Australia: Fire restrictions announced in parts of the northeast

    The Fire Danger Period will commence on November 11

    The Fire Danger Period (FDP) will begin at 01.00am on Monday, November 11, for the following municipalities in CFA’s North East region:

    • Shire of Moira
    • Greater City of Shepparton
    • Shire of Strathbogie

    After a drier-than-average autumn and winter, Victoria’s west and southwest are facing an increased fire risk leading into summer, with substantial amounts of dead and dry plant material in forests making it easier for fires to ignite and spread.

    CFA District 22 Assistant Chief Fire Officer Tony Owen said now is the time for residents to be aware of the conditions around them.

    “While we’ve had a lot of recent rain, it has been fluctuating and soil conditions in the north east are still dry and a lot higher than previous years,” Tony said.

    “There is a great deal of fuel out there and we’re predicting a summer of grassfires.

    “We’re asking people to keep an eye out on the VicEmergency App and CFA website, to be aware of the fire danger ratings and to know what their plan is should a fire event arise.

    “If you can take the time this week to finalise preparing your properties, we strongly suggest you do so, whether that is reducing vegetation around your property or clearing your gutters.”

    Across the rest of the state, a warmer-than-average spring with an uncertain rainfall outlook is expected. While the fire risk in these areas is considered normal, it’s crucial not to be complacent; fires can still occur anytime and anywhere when temperatures rise, and vegetation dries out.

    CFA’s 52,000 members are poised to respond and support communities this bushfire season, they’re urging people to use common sense and take responsibility for preventing fires.

    Residents in these municipalities in the northeast of the state are asked to take this opportunity ahead of the FDP to clean up their properties and for landowners to conduct safe private burn-offs where possible.

    Those conducting burn-offs must notify authorities online at the Fire Permits Victoria website (www.firepermits.vic.gov.au), or by calling ESTA on 1800 668 511.

    By registering your burn-off online, you allow emergency call takers to allocate more of their time taking calls from people who need emergency assistance immediately.

    No burning off is permitted during the FDP without a Permit to Burn, which can be applied for through the Fire Permits Victoria website.

    There are very strict conditions attached to these permits and the liability sits with the permit holder to ensure they always act safely. 

    Fire Danger Period information:

    • A written permit is required to burn off grass, undergrowth, weeds or other vegetation during the FDP. You can apply for a permit at firepermits.vic.gov.au. It can also be issued by the Municipal Fire Prevention Officer or the CFA District Office.

  • MIL-OSI Australia: Interview with Melissa Clarke, Afternoon Briefing, ABC

    MELISSA CLARKE:

    But first, a new report shows more than 1,200 companies paid no tax in the past financial year. An annual report from the Australian Taxation Office shows of the nearly 4,000 firms that lodged their returns, around 30 per cent did not pay tax. But the overall amount of corporate tax being paid to the ATO has increased by 17 per cent, which the government says is partly due to a crackdown on tax avoidance, as well as increasing profits by some companies. The Assistant Treasurer and Minister for Financial Services, Stephen Jones, joined me a short time ago. Stephen Jones, thanks for joining us. We see that corporate tax receipts are up 17 per cent under new figures the ATO have released. Is it a case of a tax avoidance crackdown working or is it just that companies are doing particularly well and recording record profits and paying more tax?

    STEPHEN JONES:

    Look, I think the good thing about this is we’re seeing strong compliance. We put about $200 million into a tax compliance taskforce focusing on large businesses and multinationals, and I’m very pleased to see that it’s reaping rewards. Australians want to ensure that whether you’re a big business or a small business, you’re paying your fair share. So, pleased to see that in the numbers today that we’re getting strong revenue coming through. Of course, it’s what pays for Medicare, it’s what pays for defence, it’s what pays for all the services that Australians expect us to deliver for them.

    CLARKE:

    How can we quantify, though, how much of that increased corporate tax revenue for the government is coming because of the tax crackdown, to make sure that they’re not profit shifting or avoiding, how much is due to that compared to just some companies in particular – we know a lot of our large mining companies have just had a really good year of sales.

    JONES:

    Well, frankly, from a bottom line point of view, it doesn’t matter that much. We want to ensure that as we continue to try and balance the budgets. Delivering 2 strong budgets in our first 2 terms of office means that we can do more, and ensuring that we’re getting every dollar that is owed through the taxation system is a key part of that strategy. Australians expect the Albanese government to do that. So, a bit of this, a bit of that, a bit of strong revenue coming through from those traditional sectors like resources and banking and financial services, but also knowing that we’ve got a strong compliance effort going on there as well, to ensure that we’re getting every dollar that is owed to the Australian people.

    CLARKE:

    There’s still something like 1,200 large companies not paying any tax at all. Is that acceptable? Can the crackdown on tax avoidance reach those companies that are not just, you know, rightly perhaps for some of them, not recording paying tax this time of year due to losses or various, various reasons they might not, but likely some of them are still finding ways to move their profits elsewhere.

    JONES:

    If it’s avoidance that’s going on, then it’s not acceptable and we’ll track it down. We’re putting a lot of effort into ensuring that we’re cracking down on tax avoidance, particularly in the area of multinational tax avoidance, working through multilateral organisations, through the OECD, but also here at home, ensuring that we’re getting every dollar that is owed. Big priority for the government, huge priority for the government in that multinational area. And of course, as you say, there’ll be some of those businesses who aren’t paying tax because they’re not making any money, they’re breaking even or they’ve made a huge capital investment and any money they have made is being offset against the capital investments that they’ve made. So, some of that is signs of healthy economic activity, particularly if there’s been a big capital investment. We want that. It’s going to drive productivity, but if it’s avoidance, we’re onto it.

    CLARKE:

    Is it inevitable that there’ll be some level of avoidance so long as Australia has a corporate tax rate of 30 per cent? Is there any value in looking at a lower corporate tax rate in the hope that it might mean there is less accounting shuffling done, and that could actually lead to a better outcome? Or are you convinced the 30 per cent tax rate is the right one to remain at?

    JONES:

    Look, a couple of things to say about that. It’s 30 per cent, that’s the headline rate. But of course, there are a whole range of offsets and allowances that are made, which means the actual rate, the underlying rate, is significantly less than that for most businesses and have used, as you’ve just pointed out, a whole heap of businesses, one‑third of them in today’s report, that aren’t paying any corporate tax at all. So, that’s the first point I’d make. The second point I’d make is Australians expect our businesses, particularly our resources businesses, our banking businesses and the multinational organisations, to be paying their fair share. And if we want to be able to continue to balance our budgets, we’ve got to ensure that whether you’re an individual taxpayer or a corporate taxpayer, you’re paying your fair share.

    CLARKE:

    The Australian Financial Complaints Authority has been reporting of the number of complaints that it is dealing with, and it’s dealing with an order of 900 complaints about scams every month. But it is reporting that does seem to be going down slightly. Why do you think that is?

    JONES:

    Look a sign of success, I’ve got to say. You would be aware, Melissa, that the government’s put a big emphasis on reducing scams and preventing scams. Phase one involved standing up a National Anti‑Scam Centre and pulling down fake investment websites. We’re blocking about a million calls and messages a day, which is a significant uplift in our effort. More legislation coming into parliament in a fortnight to uplift our effort here. So, our strategy is working. There’s no other country in the world that can say they’re having the success that Australia is having, which is why people are now starting to talk about the Australian model for scam prevention. That’s all great, but it doesn’t mean we can rest on our laurels because as soon as we do, the scammers come back, losses go up again and that’s not good enough.

    CLARKE:

    Is this a sign that this is an area that really does need strong government intervention, that the financial institutions can’t be relied upon to do the right thing, to make sure that customers are as protected as they can be and that a government has to step in here?

    JONES:

    Yeah, look, 100 per cent. You know, the approach of our predecessors on this was that if you get scammed out of money, you’re a mug and you’re on your own basically. It was a private problem, not a public problem. We think that’s wrong because scams have been industrialised, but they’ve also, if you don’t get on top of it, people won’t answer phone calls that they don’t recognise, they won’t respond to emails because they think it’s a fraud. They won’t respond to SMS messages because they think they’re bogus. Whether you care about it from the social aspect, which I do, or you understand that it’s actually undermining the rails of modern commerce unless we get on top of it, you should have 2 strong motivations for wanting to do it. And that’s the approach of the Albanese government. This is a public problem, not a private problem and we’ve got to get on top of it. So, we’re really leaning, it is a priority for us. We are leaning into it. We want to ensure that we are the hardest country on earth for a criminal to make a buck through scams.

    CLARKE:

    Well, it’s interesting then to look at some of the other findings of the last financial year from the Financial Complaints Authority, because they also note that complaints about financial institutions dealing with hardship has gone up, and it also is quite critical of a number of insurance companies saying they’re not taking enough of a resolution mindset, that it’s still too adversarial and not doing enough to resolve complaints that people have about those services. Does that then suggest that maybe this is requiring more government intervention with banks and insurers to put more pressure on them to resolve complaints earlier in the process?

    JONES:

    Can I say, in the area of insurance, when somebody’s lost their property because there’s been a fire or a flood or some other tragedy, the last thing they need is to have to be involved in a brawl and a dragged out fight with their insurance company. Prompt payment, prompt resolution, prompt clarification of rights is what is needed. And it’s exactly why I got Dr Daniel Mulino to chair the recent inquiry into insurance claims handling, particularly arising out of the NSW and Queensland floods recently. He’s done a great job. A series of recommendations to both government and industry. We’re going through them now. An excellent report, and you’ll see us implementing a lot of those recommendations as soon as possible. Like, the insurance industry doesn’t have to wait. The message to them is get better. We want to ensure that you’re looking after your customers, and they’re not adding insult to injury after they’ve had their properties wiped out through a flood.

    CLARKE:

    And look, before we let you go, I do want to ask you about the issue that has taken up much time in Canberra this week, of politicians accepting flight upgrades or access to the Chairman’s Lounge from Qantas. Given the risk of the perception of a conflict that this creates, do we need our politicians, yourself included, to perhaps rethink whether or not they should be accepting flight upgrades or a Chairman’s Lounge? Is the declaration process not enough to allay public concern that it might be influencing policy decisions?

    JONES:

    Look, I don’t think it does. Can I first start by saying I don’t think it does influence policy decisions, I’ve read all the stuff, and I’ve watched all the stuff over the last week, and, you know, there’s a lot of strong words that have been said about it. I’m certain that it doesn’t influence policy decisions. You know, should politicians be banned from, you know, upgrades or Qantas lounge? Frankly, I don’t care one way or the other. It’s not a big deal to me. But, yeah, I think Australians are actually focused on, is Medicare working properly? How’s cost of living? Is my job secure? Am I getting a pay rise? Frankly, they’re the issues. I know it’s fascinating in Canberra, and I know there’s a lot of tit‑for‑tat stuff going on here, but I think Australians are really in a different place.

    CLARKE:

    I know you say that you don’t believe that it creates any influence on policy decisions, but it can create the perception that there could be, and we know that that’s important when it comes to transparency and accountability. So, given the perception issue and given that we have had things like the decision to not grant Qatar extra, you know, slots coming into major airports, which, you know, at the time you said was to help keep Qantas viable and competitive, would there not be some value in reassessing that issue of perception that might remain even if the policy influence isn’t affected?

    JONES:

    You know, I think we’ve got to continually assess these things to ensure that we are keeping pace with community expectations. I actually don’t think it makes a difference. Both Qantas and Virgin have the same sorts of lounges. I think Rex does as well. Like, I don’t think it’s exceptional. When I’ve been into any of them, you’ll see sports people, you’ll see business people. Yes. You’ll see politicians, you know, so there’s – frankly, I don’t think it changes the way people make a decision either way. All of the airlines have these facilities available to them, so it’s not like people are making a pro‑Qantas or an anti‑Qantas decision, depending on which door they walk through. I just don’t think that happens. But I do accept your point, frankly, around perceptions, I’m not sure where it ends. But I do accept your point that, you know, that we’ve got to ensure that we’re continually reviewing behaviours and arrangements to keep place with community norms.

    CLARKE:

    Alright. Something I think we’ll keep assessing and perhaps perpetually keep assessing. Stephen Jones, thanks very much.

  • MIL-OSI Australia: King Creek Bridge opening rounds out $20 million replacement program

    The Australian and New South Wales governments continue to partner with local governments across the state to get high-priority road and community infrastructure off the ground.

    As part of this, the King Creek Bridge in the Port Macquarie Hastings has been replaced to boost road safety and connectivity.

    The project puts the finishing touches on close to $20 million worth of bridge infrastructure upgrades across the region that were jointly funded by the Australian and NSW governments and Port Macquarie Hastings Council (PMHC).

    These upgrades have seen 13 ageing timber bridges replaced with brand-new modern concrete structures over the past two years.

    The bridges were funded thanks to the NSW Government’s Fixing Country Bridges Program, PMHC and the Australian Government’s Safer Local Roads and Infrastructure Program.

    This involved over $18.7 million from the NSW Government, $385,000 from the Australian Government and $500,000 from PMHC.

    The Australian Government’s contribution funded the Old School Road Bridge replacement at Herons Creek ($160,000) and Donkins Flat Bridge replacement on Wingham Road at Comboyne ($225,000).

    PMHC engaged both EIRE Constructions and Saunders Civilbuild to replace the bridges, which now meet modern Australian Standards.

    The new concrete structures, including nine bridges and four culverts, are available to view here.

    From July 1 2024, the former Bridges Renewal Program merged into the Australian Government’s new Safer Local Roads and Infrastructure Program – with increased funding available to support state, territory, and local governments to address current and emerging priorities in road infrastructure needs.

  • MIL-OSI Asia-Pac: River project vitalises urban habitat

    Spanned by footbridges and shaded by greenery, the open nullah at King Yip Street in Kwun Tong has undergone a remarkable transformation. Now known as Tsui Ping River, the revitalised waterway brings the Government’s “River in the City” concept to life.

    New life

    In implementing the project, the Drainage Services Department worked hard to enhance both the ecology and landscaping of the river. More than 50 Chinese banyan trees now line the riverbanks, forming a precious green corridor.

    Bird perches, rock pools, and aquatic plants were introduced, while parts of the concrete riverbed were replaced with natural materials to make the habitat more welcoming of biodiversity. These improvements breathe new life into the former nullah.

    Precise control

    In order to lower the risk of flooding, meanwhile, part of the riverbed was also deepened, and a smart water gate was installed to manage water levels effectively.

    Drainage Services Department Senior Engineer (Drainage Projects) Antony Wan explained: “Tsui Ping River is operated by a precise control system which is linked to the weather forecast system of the Hong Kong Observatory. It collects river water or tidal level data through the water level monitoring devices installed in the river. Through data analysis, the system controls the operation of the Tsui Ping River according to real-time conditions.

    “The smart water gate installed at the downstream of Tsui Ping River can adjust its rise and fall according to the tidal flow to regulate the water level and stabilise the water body. When the river water flows downstream, a waterfall effect will be created to ensure drainage capacity and enhance the waterscape.”

    Mr Wan added that during inclement weather, or when there is a high water level at the upstream, the smart water gate will be lowered to the riverbed level to maintain the normal drainage capability of the river.

    The smart water gate not only regulates tidal flow but also minimises unpleasant odours caused by the river drying up. In addition, dry-weather flow interceptors were installed on Shui Wo Street, King Yip Street and Wai Fat Road to intercept polluted dry flow from storm drains and divert it to the sewerage system, thereby reducing the flow of pollutants entering the Tsui Ping River.

    Cultural change

    In recent years, the Government has been keen to promote a water-friendly culture, which includes turning rivers into spaces that attract people. On the Tsui Ping River, a floating pontoon has been installed. Connecting to both banks, it rises and falls with the tides, offering a unique walking route for residents and visitors.

    The department’s mascot, “Drainy”, appears in 75 different illustrations along the river, inviting people to record their walks with a selfie or two. Meanwhile, a total of six cross-river walkways, including one that connects Cha Kwo Ling and the Kwun Tong Promenade, enhance the waterway’s accessibility for nearby residents.

    Vibrant district

    The Government is dedicated to turning Kowloon East into a Green Core Business District.

    Energizing Kowloon East Office Senior Works Consolidation Manager Cheng Wai-ho outlined that in implementing the Tsui Ping River project, the authorities aimed to transform the former nullah into a green and vibrant urban artery and create an open public space centred on the river.

    “Driven by the Energizing Kowloon East initiative, Kowloon East has been transformed into a unique, attractive and vibrant central business district,” he said. “At present, Kowloon East has the highest density of green buildings in Hong Kong. We hope that Tsui Ping River will become a new landmark of Kwun Tong, attracting more multinational companies, financial institutions and startups to Kowloon East.”

    Besides attracting businesses, the district continues to expand its recreational spaces. The Government’s aim is to develop Kowloon East into a vibrant central business district that supports a harmonious work-life balance for inhabitants.

    Dedicated volunteer firefighter, Jamie Patrick Seib, has been named as this year’s recipient of the Australian Fire Service Medal, as part of the 2025 Australia Day Honours List. This prestigious award recognises distinguished service by members who go above and beyond in their roles, acknowledging the significant impact their work has had on the community.

    A long-time volunteer with the Borroloola Fire and Emergency Response Group (FERG) Mr Seib has demonstrated exceptional service to both his team and the wider Borroloola community. His leadership skills became evident when he was appointed captain of FERG in 2019 and under his guidance the team has consistently maintained high standards in emergency response and preparedness in the region.

    In addition to his frontline work, Mr Seib has played a pivotal role in strengthening the FERG team by recruiting and training new volunteers. His efforts have ensured the team remains capable and well-prepared to respond to a wide range of emergencies, from wildfires to road accidents and weather-related incidents.

    His leadership was especially crucial during Tropical Cyclone Megan in 2024, when he coordinated power restoration to the town and operated the NT Fire and Rescue flood boat, helping safeguard residents from rising floodwaters.     Senior Sergeant Stefan Vilhelm Herold and Senior Constable Ian John Spilsbury have now joined an elite rank of Australian police officers who have served their community to the highest level of professionalism and dedication. 

    Senior Sergeant Stefan Vilhelm Herold

    Senior Sergeant Herold’s exceptional career in the Northern Territory Police Force (NTPF) spans over 42 years, marked by distinguished service in urban, remote and specialist areas. Joining the NTP in March 1982, Senior Sergeant Herold has been an integral part of the police, serving in multiple capacities including general duties, traffic, marine and fisheries enforcement, tactical response group, firearms, forensic, water police, counter terrorism, emergency management, and the Territory security services.

    His leadership has been particularly noteworthy in the Territory security section from 2021 to 2024. He has displayed outstanding management skills supporting capability development, exercise management and coordination response in support of critical incidents, natural disasters, and police operations. Senior Sergeant Herold has consistently demonstrated professionalism, ensuring the safety and security of the community through meticulous planning, coordination, and communication with both internal and external stakeholders. His ability to convey crucial information effectively to senior executives has been instrumental in shaping security and counter-terrorism strategies.

    Throughout his career, Senior Sergeant Herold has shown a remarkable capacity for adapting to change, embracing diversity, and fostering an inclusive work environment. He demonstrated his commitment when joining the newly created NT Police Counter Terrorism Security Coordination Unit in 2004 and then being appointed the first officer in charge of the expanded Security and Emergency Coordination Section in 2010.

    Senior Constable Ian John Spilsbury

    Senior Constable Spilsbury’s career with the Northern Territory Police Force (NTPF) exemplifies dedication and excellence in forensic science. Since joining the NTP in January 1995, and transferring to the Forensic Science Branch in 1999, Senior Principal Examiner Spilsbury has been a pillar of expertise and leadership in the Southern region. His commitment to forensic science has seen him progress through the ranks, earning qualification as a principal examiner in 2011 and taking on the role of team leader for the Alice Springs Crime Scene Examination Unit in 2013.

    Senior Constable Spilsbury’s leadership extends across a vast and challenging region, where he mentors and guides a team of five officers in responding to incidents from Elliott to the South Australian border. His work ethic is unparalleled, often involving long hours, extensive travel, and work in remote areas with limited resources. His dedication to his discipline is evident not only in his daily responsibilities but also in his role as the bomb scene examination capability manager for the NTP, where he represents the force nationally and contributes to disaster victim identification.

    Over his career, he has received multiple accolades for his contributions. His work was pivotal in the successful prosecution of a man who murdered an English backpacker. He has also been recognised for his involvement in high-profile investigations and his contributions to disaster response efforts, such as the Black Saturday bushfires. His recent work in identifying evidence that led to the rapid arrest of a sexual assault suspect in 2019 further highlights his impact. Senior Constable Spilsbury’s unwavering dedication, expertise, and willingness to mentor others have made him an invaluable asset to the NTPF and a respected figure in the field of forensic science.

    Commissioner of Police Michael Murphy APM said, “I speak for the entire Northern Territory Police Force when I congratulate both Stefan and Ian on receiving the Australian Police Medal.

    “This achievement is a testament to the dedication both have shown in upholding the values of our agency, and protecting and serving the communities in which they both live.

    “Both have become leaders in their fields, elevating the work of those around them and shaping this agency into place I am proud to lead.

    Turlock, CA – On Friday, Congressman John Duarte (CA-13) cosponsored Congressman David Valadao’s (CA-22) House Resolution 1544: Expressing support for the recognition and commemoration of the Sikh Genocide of 1984 to stand with the Sikh community. This resolution acknowledges the horrific events of June 1984, when the Indian Army stormed the Golden Temple in Amritsar, leading to widespread loss of life and destruction, targeting Sikh religious sites and members of the Sikh community. This attack marked the beginning of decades of systemic violence and repression, with countless Sikhs suffering assaults, discrimination, and assassinations.

    • In 1984, an estimated 30,000 Sikhs were killed during targeted violence, with widespread destruction of Sikh homes, businesses, and gurdwaras.

    PHOENIX, Ariz. – Eric Celaya, 30, of Phoenix, was sentenced on Monday by United States District Judge Michael T. Liburdi to eight months in prison, followed by 36 months of supervised release. On May 15, 2024, Celaya pleaded guilty to making a Material False Statement During the Purchase of a Firearm.

    On January 19, 2023, Celaya purchased two firearms from a Federal Firearms Licensee (FFL) in Tempe. Celaya completed the Firearms Transaction Record, known as ATF Form 4473, and stated that he was the actual purchaser. However, Celaya knew he was purchasing the firearms on behalf of Jamie Tran. After Celaya submitted the ATF Form 4473 to the FFL, he purchased and left with the two firearms. Subsequently, Celaya provided the firearms to Tran. On February 15, 2023, and February 16, 2023, Tran used the firearms to shoot two Jewish community members in California, offenses charged as hate crimes in the United States District Court, Central District of California, Case Number 2:23-CR-00098-GW. Celaya had no prior criminal history and there was no evidence to show that Celaya was aware of Tran’s intentions or beliefs.

    This case was part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and make our neighborhoods safer for everyone. The Department of Justice reinvigorated PSN in 2017 as part of the Department’s renewed focus on targeting violent criminals, directing all U.S. Attorneys’ Offices to work in partnership with federal, state, local, and tribal law enforcement and the local community to develop effective, locally-based strategies to reduce violent crime.

    The Federal Bureau of Investigation and the Bureau of Alcohol, Tobacco, Firearms and Explosives conducted the investigation in this case. Assistant U.S. Attorney Addison Owen, District of Arizona, Phoenix, handled the prosecution.

  • MIL-OSI Security: Mission Man Sentenced to Federal Prison for Conspiring to Distribute Methamphetamine and Failure to Appear in Federal Court

    PIERRE – United States Attorney Alison J. Ramsdell announced today that U.S. District Judge Eric C. Schulte has sentenced a Mission, South Dakota, man convicted of Conspiracy to Distribute a Controlled Substance and Failure to Appear. The sentencing took place on August 5, 2024.

    Ethan Blue Bird, age 35, was sentenced to three years and 10 months in federal prison, followed by five years of supervised release, a $1,000 fine and ordered to pay a $200 special assessment to the Federal Crime Victims Fund.

    Blue Bird was indicted for failure to appear in April of 2023 and later, in January of 2024 for Conspiracy to Distribute a Controlled Substance. He pleaded guilty on May 6, 2024.

    From January of 2021 through April of 2023, Blue Bird was involved in a conspiracy with several others in the distribution of methamphetamine on the Rosebud Indian Reservation. As part of the conspiracy, Blue Bird was responsible for distributing over 50 grams of methamphetamine. On April 24, 2022, Blue Bird was found in possession of a firearm. He admitted to law enforcement to being a daily user of methamphetamine. Following his initial indictment, Blue Bird was released on bond conditions. On March 28, 2023, Blue Bird failed to appear for the jury trial previously scheduled relating to the firearm offense.  

    These cases were investigated by the Rosebud Sioux Tribe Law Enforcement Services, the Bureau of Alcohol, Tobacco, Firearms and Explosives, the FBI, and the U.S. Marshals Service. Assistant U.S. Attorneys Meghan Dilges and Kirk Albertson prosecuted the cases.

    Blue Bird was immediately remanded to the custody of the U.S. Marshals Service.

    n the midst of so much pain and agony in the Middle East, I greet you with the most fitting sentiment: Peace, Salam, and Shalom.

    The 2024 United Nations International Media Seminar on Peace in the Middle East is being held under profoundly difficult circumstances.  Last month marked one year since the horrific acts of terror perpetrated by Hamas in Israel – and the start of the second year of the ongoing atrocious onslaught in Gaza that is spreading to Lebanon and beyond.

    At the same time, the situation in the occupied West Bank, including East Jerusalem, continues to deteriorate with Israeli military operations, construction of settlements, evictions of Palestinians, and intensification of settler attacks – progressively undermining any possibility of a two-state solution.

    Yet, so many stories remain untold.  Journalists in Gaza have been killed at a level unseen in any conflict in modern times.  The ongoing ban preventing international journalists from Gaza suffocates the truth even further.  At the same time, several journalists have also been killed or injured covering key stories impacting the occupied West Bank.

    This is unacceptable.  The voices of journalists must be protected and press freedom must be safeguarded.

    As we look ahead, the position of the United Nations is clear and unwavering: the war must stop, peace must advance, and the occupation must end.

    It is high time for an immediate ceasefire in Gaza and Lebanon, with the immediate and unconditional release of all hostages, the effective delivery of humanitarian aid, and irreversible progress to a two-state solution – Israel and Palestine – living side by side in peace and security, with Jerusalem as the capital of both States.

    MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Jerry Lee Matlock, Jr., age 41, of Stilwell, Oklahoma, was sentenced to 168 months in prison for one count of Second Degree Murder in Indian Country, and 120 months in prison for one count of Use, Carry, Brandish and Discharge of a Firearm During and in Relation to a Crime of Violence.  The sentences are set to be served consecutively for a total of 288 months in prison.

    The charges arose from an investigation by the Federal Bureau of Investigation, the Adair County Sheriff’s Office, and the Oklahoma State Bureau of Investigation.

    On February 12, 2024, Matlock pleaded guilty to the charges.  According to investigators, on the evening of September 14, 2021, Matlock intentionally fired his rifle at an individual from inside a pickup truck, then drove from the scene of the crime.  Adair County deputies responding to a shooting discovered a Stilwell resident deceased from a gunshot wound to the chest.  Law enforcement apprehended Matlock less than a mile away, parked in his pickup truck, with a Remington 700 bolt action rifle and ammunition.  The crimes occurred in Adair County, within the boundaries of the Cherokee Nation Reservation, in the Eastern District of Oklahoma.

    The Honorable John C. Coughenour, Senior U.S. District Judge in the United States District Court for the Western District of Washington, sitting by assignment, presided over the hearing in Muskogee, Oklahoma.  Matlock will remain in the custody of the U.S. Marshal pending transportation to a designated United States Bureau of Prisons facility to serve a non-paroleable sentence of incarceration.

    MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Timothy Randall England, age 36, of Tahlequah, Oklahoma, was sentenced to 300 months in prison for the 2023 murder of a Stilwell resident.

    The charge arose from investigations by the Cherokee County Sheriff’s Office, the Cherokee Nation Marshal Service, the Adair County Sheriff’s Office, the Oklahoma State Bureau of Investigation, and the Federal Bureau of Investigation.

    On April 30, 2024, England pleaded guilty to one count of Murder in Indian Country—Second Degree.   According to investigators, on February 7, 2023, England traveled to a Stilwell residence, waited outside for the resident to arrive, then fired upon the victim eight times with a 7.62×39 rifle before fleeing the scene.  Three of the shots struck the victim, who died at the scene.  England was later apprehended by the Cherokee Nation Marshal Service in Tahlequah and arrested without incident.  The crime occurred in Adair County, within the boundaries of the Cherokee Nation Reservation, in the Eastern District of Oklahoma.

    The Honorable Raúl M. Arias-Marxuach, Chief Judge in the U.S. District Court for the District of Puerto Rico, sitting by assignment, presided over the hearing in Muskogee.  England will remain in the custody of the U.S. Marshal pending transportation to a designated United States Bureau of Prisons facility to serve a non-paroleable sentence of incarceration.

    Governor Kathy Hochul today announced that more than $435 million is being awarded to 102 critical water infrastructure projects across New York State through the Water Infrastructure Improvement and Intermunicipal Grant programs. The grants awarded by the New York State Environmental Facilities Corporation (EFC) deliver on Governor Kathy Hochul’s 2024 State of the State to help small, rural and disadvantaged communities with their water infrastructure needs. With critical financial support for local governments across New York, Governor Hochul is laying the foundation for a healthier, more resilient future, ensuring every New Yorker has access to safe and clean water, while creating jobs and boosting the economy.

    “New York is committed to funding water infrastructure upgrades because every person has a right to clean water,”  Governor Hochul said.  “With this funding for communities across the State, we are providing critical resources to local economies, creating jobs and safeguarding the health and well-being of all New Yorkers.”

    These grants will support water infrastructure projects totaling more than $1 billion that safeguard drinking water from the risk of toxic chemicals, upgrade and replace water and wastewater infrastructure in a manner that will increase community resilience, regionalize water systems, support local economies, and are critical to protecting public health and the environment. The ratepayers are projected to save an estimated $1 billion in costs the communities would have incurred if they had financed the projects on their own.

    Environmental Facilities Corporation President & CEO Maureen A. Coleman said,  ”EFC’s grants are a hallmark of New York State’s robust, nation-leading investment in the environment, which will help municipalities affordably invest in water infrastructure improvement projects. These grants will help get shovels in the ground for 102 water quality projects across New York State. EFC is committed to awarding grant funding to the communities that need it most, as demonstrated by the dedicated work of our Community Assistance Teams and the award of enhanced grants totaling $126.7 million amount to small, rural and disadvantaged communities.”

    This round of WIIA/IMG boasts improvements announced as part of Governor Hochul’s 2024 State of the State to maximize benefits for rural and disadvantaged communities.

    Enhanced Awards for 32 Projects in Small, Rural Communities
    Even with extensive financial support from the State, some municipalities are left passing a large financial burden to their ratepayers. To alleviate this burden on small, rural and disadvantaged communities, Governor Hochul directed EFC to increase grants for small, rural communities from 25 percent to 50 percent of net eligible project costs. Examples of enhanced awards include:

    • Town of Peru (North Country) is awarded $11 million for upgrades to the Town of Peru Water Pollution Control Plant (WPCP), with a focus on effluent disinfection.
    • Saint Regis Mohawk Tribe is awarded $9.8 million for upgrades to the wastewater treatment plant.
    • Village of Richfield Springs (Mohawk Valley)  is awarded $9.1 million for improvements to the wastewater treatment plant and sewer rehabilitation.
    • Town of Ellicott (Western NY)  is awarded $3.2 million for the expansion of sewer service in the area around Fluvanna Avenue.

    EFC’s Community Assistance Teams Helped Municipalities Secure Grants
    Small, rural and disadvantaged communities are particularly impacted by deteriorating water infrastructure and emerging contaminants and often do not possess the resources and capacity necessary to advance a project for infrastructure improvement. Governor Hochul expanded EFC’s  Community Assistance Teams program that launched in 2023 to provide essential support for updating New York’s critical water infrastructure. Thirteen municipalities that worked with EFC through this critical initiative received grants, four of which are receiving enhanced awards:

    • Town of Mina (Western NY) is awarded $13 million for the construction of a new sanitary sewer collection system around Findley Lake and a new wastewater treatment plant to treat sewage from the new system.
    • Town of Potsdam (North Country) is awarded $1.4 million for the construction of a new sewer district.
    • Village of Parish (Central NY) is awarded $1 million for wastewater treatment plant improvements.
    • Town of Wilna (North Country) is awarded $154,527 for wastewater treatment facility upgrades.

    Awards Totaling $66 million To Protect Drinking Water From Emerging Contaminants
    Continuing New York’s national leadership on addressing the threat of PFAS, Governor Hochul increased awards for emerging contaminant projects from 60 percent to 70 percent of net eligible project costs. This change will help ensure cost is not a barrier for communities working to make life-saving investments that eliminate risks to their drinking water supplies. Examples of emerging contaminants projects include:

    • Village of Hempstead (Long Island)  is awarded $37 million for water treatment improvements to remove 1,4 Dioxane and PFAS.
    • Town of North Salem (Mid-Hudson)  is awarded $592,074 for the Pabst Water System PFOS Mitigation project.
    • Dutchess County Water & Wastewater Authority (Mid-Hudson)  is awarded $15 million for water system interconnection to remedy PFAS-Contaminated source water.
    • Suffolk County Water Authority (Long Island)  is awarded a total of $4.9 million for four projects using advanced oxidation to remove 1,4-dioxane from groundwater.

    EFC administers the WIIA and IMG programs in coordination with the Department of Health (DOH). The State has awarded more than $2.9 billion in water infrastructure grants through EFC since 2015.

    Department of Environmental Conservation Interim Commissioner Sean Mahar said, “Under Governor Hochul’s leadership, New York State continues to prioritize investments in clean water for communities statewide. Today’s award of $435 million will support more than 100 water projects across the State to protect public health and the environment. The investments, bolstered by EFC’s assistance to rural, smaller and disadvantaged communities, are advancing effective water infrastructure improvements that will benefit New Yorkers.”

    State Commissioner of Health Dr. James McDonald said, “Governor Hochul is ensuring that New Yorkers throughout the State have access to clean drinking water, the foundation to good health. The financial support in this latest announcement will help municipalities make critical upgrades to their water systems, something they might not be able to afford on their own, and thus help to achieve greater health equity in our great state. New York State will continue to work with communities to ensure their water is safe to drink today and into the future.”   

    Secretary of State Walter T. Mosley said, “Clean water infrastructure is vital to public health and New York State is making a historic economic commitment for communities to address drinking water infrastructure needs. We thank Governor Hochul for her assistance of $435 million that will open doors for small, rural and disadvantaged communities to have an infusion of funds to get shovels in the ground to help create environmentally sound cities and towns for present and future generations.”

    Majority Leader Andrea Stewart-Cousins said, “This $435 million in State grants represents a transformative investment in strengthening our water infrastructure, particularly in small, rural and disadvantaged communities. I am proud to have worked with Governor Hochul, Members of the Senate Majority and our partners in the Assembly, to secure this essential funding, which includes the $4.2 billion Clean Water, Clean Air and Green Jobs Environmental Bond Act of 2022, and $500 million for clean water infrastructure allocated in the 2024-2025 Budget. By making this investment in our small, rural and disadvantaged communities, we are not only empowering them to upgrade their infrastructure, but also improving public health, saving ratepayers money, building climate resilience and strengthening our economy.”

With the continued threats posed by PFAS and other chemical contamination, the use of lead service lines and increasingly destructive storms and flooding, we must remain focused on funding projects such as these around the State. I thank Governor Hochul and EFC for prioritizing water infrastructure improvement and look forward to working together to secure more funding next year to continue this critical work.”

    New York League of Conservation Voters President Julie Tighe said, “Water is our most precious resource and investing in clean water infrastructure is absolutely critical for the health of all New Yorkers. We congratulate all of the water infrastructure awardees and commend Governor Hochul for her ongoing commitment to clean water and public health.”

    New York’s Commitment to Water Quality
    New York State continues to increase its nation-leading investments in water infrastructure, including more than $2.2 billion in financial assistance from EFC for local water infrastructure projects in State Fiscal Year 2024 alone. With $500 million allocated for clean water infrastructure in the FY25 Enacted Budget announced by Governor Hochul, New York will have invested a total of $5.5 billion in water infrastructure between 2017 and this year. Governor Hochul’s State of the State initiatives are ensuring ongoing coordination with local governments and helping communities to leverage these investments. The Governor increased WIIA grants for wastewater projects from 25 to 50 percent of net eligible project costs for smaller, disadvantaged communities. The Governor also expanded EFC’s Community Assistance Teams to help small, rural and disadvantaged communities leverage this funding and address their clean water infrastructure needs.     COLUMBIA, S.C. —A federal jury in Columbia has convicted Kelsey Antonio McCallum, 27, of Sumter, of illegally trafficking firearms.

    Evidence presented at trial revealed that McCallum and his sister, Daeja Hodge, conspired to purchase firearms and resale those firearms for profit. At least 13 times from 2020-2022, McCallum made false statements to acquire firearms at dealers in Columbia, Sumter, and the Upstate. McCallum also purchased firearms from Georgia. During each purchase, McCallum falsely stated that the firearms were intended for his personal use, knowing that he intended to sell them. McCallum would then illegally transport the firearms to Maryland and sell them there. McCallum and Hodge acquired over 100 firearms during this scheme. Most of those firearms ended up in the hands of felons prohibited from possessing firearms or at crime scenes in the Baltimore area. A few firearms were also sold in North Carolina. At trial, the Government introduced more than 30 firearms and ammunition found by law enforcement in the Baltimore area.  

    Hodge pleaded guilty to her role in the offense prior to McCallum’s trial.

    McCallum faces a maximum penalty of 10 years in federal prison. He also faces a fine of up to $250,000, restitution, and three years of supervision to follow the term of imprisonment. United States District Judge Mary Geiger Lewis will sentence McCallum after receiving and reviewing a sentencing report prepared by the U.S. Probation Office.

    This case was made possible by investigative leads generated from the ATF’s National Integrated Ballistic Information Network (NIBIN). NIBIN is the only national network that allows for the capture and comparison of ballistic evidence to aid in solving and preventing violent crimes involving firearms.     Today, Governor Roy Cooper issued an Executive Order providing bereavement leave for state employees who lose a family member or coworker.

    “Balancing work with family responsibilities can be challenging, and we want state employees to have time to grieve when they lose a loved one,” Governor Cooper said. “We continue to mourn those who lost their lives to Hurricane Helene, and this leave will be available to help state employees who lost family or coworkers to the storm.”

    Employees will be eligible for up to 40 hours of paid leave following the loss of an immediate family member, including a spouse, child, sibling, parent, or grandparent. Step, half, and in-law family members are included as well as any dependent living in the employee’s home.

    The bereavement leave covers the loss of a loved one for any reason and is retroactive to September 27, 2024 due to Hurricane Helene. Any eligible employee who suffered a loss after September 27, whether due to the storm or other causes, will have access to the leave. Eligible employees have up to six months after the death to take bereavement leave.

    Employees who lost a colleague will be eligible for up to eight hours of bereavement leave to attend a funeral or memorial service for their coworker.

    Executive Order No. 325 will automatically apply to Cabinet Agencies. All other state agencies and state universities are encouraged to adopt the policy. The Office of State Human Resources has developed a policy to implement the new bereavement leave.

    Governor Cooper’s administration has previously extended paid parental leave and personal observance leave to state employees. Additional types of leave are also available to state employees impacted by Hurricane Helene, including for those whose workplaces or homes were damaged by the storm. All state employees also have access to additional community service leave to volunteer with storm recovery efforts.

    Last week, Governor Cooper announced his budget recommendation to help Western North Carolina rebuild stronger. Governor Cooper recommends an initial $3.9 billion package to begin rebuilding critical infrastructure, homes, businesses, schools, and farms damaged during the storm. Initial damage estimates are $53 billion, roughly three times Hurricane Florence estimates in 2018 and the largest in state history.

  • MIL-OSI Security: U.S. Marshals-led Operation Safe Haven Arrests More Than 53 Fugitives in Southern District of Ohio

    Columbus, OH – The U.S. Marshals Service Southern Ohio Fugitive Apprehension Strike Team (SOFAST) arrested 53 violent Felony Domestic Violence and Felony Family Violence fugitives during a fugitive apprehension initiative called Operation Safe Haven.

    Enforcement activities covered 31 operational days, from Oct 1 to Oct 31, and targeted fugitives with Felony Domestic Violence and Felony Family Violence arrest warrants, prioritizing those who used firearms in the commission of crimes or signaled high-risk factors for violence. Operation Safe Haven resulted in the arrest of fugitives on charges to include homicide, forcible sexual assault, domestic violence, aggravated assault, and child abuse.

    Notable arrests included: On 10/17/2024, Columbus SOFAST arrested Justin Woolum. Woolum was wanted by the Kenova Police Department (WV) for Rape of a Minor. Columbus SOFAST arrested Woolum in Lancaster, OH.

    On 10/30/2024, Dayton SOFAST arrested James Wilson. Wilson was wanted by Dayton Police Department for Felony Domestic Violence and Strangulation. The United States District Court for the Southern District of Ohio also issued an arrest warrant for Wilson charging him with a Supervised Release Violation.

    On 10/01/2024, Columbus SOFAST and FCSO (Franklin County Sheriff’s Office) SWAT arrested Aaron Rice. Rice was wanted by the Springfield Police Division for Felonious Assault and Weapons Offenses. Rice was indicted for Abduction and Kidnapping. An investigation indicated that, while Rice was a fugitive for the Felonious Assault case, he kidnapped the victim and a small child. Rice drove the victims from Ohio to Tennessee where they escaped. Rice was also facing Felony Domestic Violence charges in the State of Tennessee at the time of his arrest.

    On 10/18/2024, Cincinnati SOFAST arrested Timothy Cromwell. Cromwell was wanted by the Colerain Township Police Department for the Abduction and Kidnapping of the victim at gun point.

    On 10/25/2024, Cincinnati SOFAST arrested Jurabek Sherov. Sherov was wanted by the Warren County Sheriff’s Office for kidnapping the victim and holding her hostage for several days at gun point. Sherov was also charged with Rape, and Strangulation.

    Created by the Hermit’s Peak/Calf Canyon Fire Assistance Act in 2022 – legislation championed and passed by N.M. Congressional Democrats – the Hermit’s Peak/Calf Canyon Claims Office is responsible for processing New Mexicans’ claims that arose from the wildfire. Since the devastating wildfire, the N.M. Delegation has secured a total of $3.95 billion in federal funding for the Hermit’s Peak/Calf Canyon Fire recovery. 
    “The Hermit’s Peak/Calf Canyon Fire destroyed hundreds of homes and businesses in New Mexico. The fire and subsequent flooding displaced thousands of our constituents for months, wiped away generations of history, and uprooted families from their communities. While we are encouraged by recent changes within the Claims Office, we have continued to hear concerns from our constituents about their experience with the process for receiving compensation from the Claims Office,” the lawmakers continued.  
    “The Claims Office must process claims faster, communicate with claimants on a regular and consistent basis, and pay fair compensation. We also ask that processes and formulas reflect unique aspects of New Mexico such as adobe, historic structures, and subsistence living where large cache of food are kept in freezers,” the lawmakers further continued. 
    To address these concerns and ensure that victims of the fire have all the information and tools they need to get compensation from the Claims Office, the lawmakers requested that Directors Mitchell and Plostock answer the following questions: 
    1. How is the Claims Office working to more consistently communicate with claimants through proactive communication and responding to claimant inquiries in a timely manner? 
    2. How is the Claims Office working to speed up the review of total loss claims in a way that ensures these claimants receive full compensation for culturally and structurally unique buildings, such as adobe? 
    3. How many claimants have total home losses? Of those, how many have been compensated to date (broken down between partial and full compensation)? And of those who lost homes, how many of those are living in a new home or are in the building process? 
    4. What steps is the Claims Office taking to ensure that claimants who do not possess traditional mortgage documentation or property deeds receive compensation quickly? 
    5. What are the policies and processes in place to ensure that claimants can retain their assigned navigator if they so choose? 
    6. When using standard rate calculators and tools from the insurance industry, how is the Claims Office working to make changes and updates to maximize the amount of compensation claimants are awarded? 
    7. How is the Claims Office working to reduce the amount of tax documentation required from claimants, rather than add to it, particularly in total loss, complex, and small business claims?  
    8. How is the Claims Office ensuring equity in food loss payments?     Background:

    • Texas v. ATF challenges the ATF’s Final Rule titled Definition of “Engaged in the Business” as a Dealer in Firearms, which misinterpreted the definition of “firearms dealer” under federal law.
    • Under the Gun Control Act of 1968, individuals “engaged in the business” of selling firearms are required to obtain a federal firearms license and conduct background checks on buyers. 
    • But the ATF issued a rule that wrongfully expanded the definition of those “engaged in the business,” requiring individual firearms transferors to prove they are not engaged in the business of selling firearms. 
      • Texas, joined by other states, and the Gun Owners of America, filed a lawsuit arguing that this rule oversteps ATF’s statutory authority, infringing on the rights of private gun owners and impeding lawful gun sales.
    • Chairman Arrington’s amicus brief supports Texas’ assertion that the rule unlawfully extends federal regulatory power over private sales.

    (HARTFORD, CT) – Governor Ned Lamont today announced that he is directing U.S. and state flags in Connecticut lowered to half-staff from sunrise to sunset on Monday, November 4, 2024, in honor of Botsford Fire Rescue Assistant Chief Pete Blomberg, who died in the line of duty. A funeral service in First Assistant Chief Blomberg’s honor is scheduled to be held on Monday at St. Rose of Lima Roman Catholic Church in Newtown.

    “First Assistant Chief Pete Blomberg dedicated his career to fire prevention and the safety of our communities, and his line of duty death is an awful tragedy,” Governor Lamont said. “My prayers and condolences are with his family and friends, his fellow firefighters who serve with Botsford Fire Rescue, the entire Newtown community, and all first responders who selflessly serve the public.”

    “Our state mourns the loss of a dedicated leader and beloved community hero who never failed to do whatever he could to help,” Lt. Governor Susan Bysiewicz said. “Botsford Fire Rescue Assistant Chief Pete Blomberg devoted more than 50 years of his life to protecting and serving the community he loved so much.     In accordance with the governor’s directive, flags will be at half-staff on the Connecticut State Capitol building and all other state-operated buildings, grounds, and facilities statewide. Individuals, businesses, schools, municipalities, and any other private entities and government subdivisions are encouraged to lower their flags for this same duration of time. Since no flag should fly higher than the U.S. flag, all other flags, including state, municipal, corporate, or otherwise, should also be lowered.

  • MIL-OSI Security: Unified Command concludes Marina del Rey Vessel Fire 2024

    The Unified Command concluded its diesel fuel recovery efforts Thursday after a yacht, The Admiral, caught fire in Marina del Rey Sept. 18, 2024. Coast Guard Incident Management Division responders boarded the vessel on Thursday and confirmed there was no remaining pollution threat from the vessel. Crews worked to recover the diesel, raise the sunken vessel, and remove any pollution threat from the vessel over the last several weeks.

    The federal minimum wage for tipped workers has stood at US$2.13 an hour since 1991. Back then, it amounted to half the $4.25 regular minimum wage. But Congress has failed to increase the tipped minimum while periodically raising the regular wage floor. Today, the tipped rate is less than one-third of the $7.25 federal full minimum wage.

    As of October 2024, 30 states and Washington, D.C., had instituted their own, higher, regular minimum wages. The number of states taking this step keeps rising in part because Congress hasn’t raised the federal minimum wage since 2009. Over the years, many states have also adopted higher wages for tipped workers. Seven states have no tipped minimum wage at all, which means that employers must pay at least the state-mandated minimum wage to all workers, including those who earn tips.

    If Massachusetts voters approve a ballot initiative on Nov. 5, 2024, their state will gradually raise the state’s tipped minimum wage until it matches the state minimum wage. That is, it will rise from $6.75 to $15 per hour by 2029.

    Massachusetts would be joining eight states that require – or are on their way to requiring – the full minimum wage for tipped workers: Alaska, California, Minnesota, Montana, Nevada, Oregon, Washington and Michigan. Two major cities, Chicago and Washington, D.C., have similar measures on their books, too.

    To inform the debate about tipped wages, we – a labor economist and a sociologist – analyzed the potential impacts of implementing a full minimum wage for workers, businesses and consumers in Massachusetts. We found more evidence of potential upsides than downsides.

    Tipped minimum earners’ demographics

    For our study, we analyzed labor market data from the Bureau of Labor Statistics. We found that tipped workers are largely waiters, bartenders, hosts and bussers employed in bars and restaurants. They tend to earn low wages. Most are women, and they are disproportionately people of color.

    In Massachusetts, tipped workers typically earn low pay: On average, they take home $20.30 per hour, including what they get in gratuities. That’s about two-thirds of the state average hourly pay of $31.50.

    About 66% of tipped workers are women, compared with 49% in the state’s workforce as a whole. Some 43% are people of color, compared with 29% of all people employed in Massachusetts.

    Teens also make up a disproportionate share of Massachusetts’ tipped workers: 15%, versus 4% for the broader workforce. But the vast majority of tipped workers are at least 20 years old.

    Arguments for and against

    Proponents argue that eliminating the tipped minimum wage would boost pay for tipped workers and better ensure that workers are not subjected to wage theft. U.S. Sen. Elizabeth Warren of Massachusetts wants the federal government to take this step.

    Opponents argue that scrapping the lower minimum wage could backfire for tipped workers if their customers give smaller tips once they know employers have to pay tipped workers more – or some jobs are eliminated. They also worry that business costs would spike, raising prices. Massachusetts Gov. Maura Healey, a Democrat, opposes the measure.

    In Arizona, voters will cast their ballots on another ballot initiative that calls for a different type of tipped minimum wage reform. It calls for pegging the state’s tipped minimum wage to 25% below the full minimum wage. If approved, Arizona would effectively lower its tipped minimum wage, which currently stands at $11.35 an hour, to $10.76. Today, Arizona’s tipped minimum wage is $3.00 below the state’s full minimum wage of $14.35.

    Prone to wage theft

    When tipped workers’ base wages plus their tips do not add up to at least the state’s minimum wage, employers are supposed to make up the shortfall. This makes these workers particularly vulnerable to being underpaid, a form of wage theft.

    The consequences of this vulnerability are plain to see in restaurants and hotels. The hospitality industry, which employs the highest share of tipped workers, accounts for less than 6% of employed workers in Massachusetts.

    However, it accounts for nearly 14% of all complaints workers lodged with the Massachusetts attorney general’s office in 2023, including disproportionately high levels of complaints about minimum wage violations, the nonpayment of wages and tip violations.

    The hospitality industry also accounts for over 36% of all enforcement actions – investigations that produced evidence of labor violations – found by the Massachusetts attorney general’s office.

    The Massachusetts ballot initiative has stirred controversy in the state.

    Effects on earnings

    Two peer-reviewed economic studies that examined three decades of data found that tipped workers earn measurably more money as subminimum wage rates increase.

    Current wage rates that we observe in Bureau of Labor Statistics data reinforce those findings.

    Consider, for example, the $18.79 average hourly wage of tipped workers in states that treat tipped employees like other workers. This is 21.2% higher than the average $15.50 among tipped workers in states where the federal $2.13 subminimum wage remains in effect.

    Only part of this difference can be explained by the 15.7% difference in average wages for all workers in those different clusters of states.

    What could happen with business costs

    To be sure, more than doubling the $6.75 tipped rate in Massachusetts to $15.00 may sound like it could cause business costs to soar. A couple of factors, however, would soften the blow.

    First, we have calculated that the average tipped worker in Massachusetts restaurants earns about $11.75 an hour, before tips. Raising this rate to $15.00 is equal to a 28% increase – a much smaller lift than increasing the wage from $6.75 to $15.00. In addition, raising a worker’s wage from $11.75 to $15.00 by 2029 is equivalent to raising it to $13.00 in today’s dollars, or a 10% boost, after adjusting for projected inflation.

    Second, as we explained in our study, since tipped workers make up about 30% of Massachusetts restaurant workers, and the payrolls of these businesses typically amount to about 30% of their revenue, these numbers imply that eliminating the tipped minimum wage by 2029 would increase the average Massachusetts restaurant’s costs by 1%.

    Employers may also provide some other workers with raises, although they are not required to do so. That suggests the cost increase is more likely to be about double that, or 2% of sales.

    Expected impact on prices and jobs

    If the average Massachusetts restaurant were to pass its entire labor cost increase onto the consumer through higher prices, this would mean that restaurant prices would rise about 2%.

    This is equal to a $50 restaurant meal instead costing $51 – arguably a small price increase.

    The two studies mentioned above, which reviewed decades of data to see whether tipped workers earned more, also looked at whether businesses in states that increased their tipped minimum wage cut more jobs compared with businesses in states that didn’t.

    Although both research teams looked at basically the same data, one study found evidence of more job losses and the other did not, due to the different statistical choices they made. These studies, that is, produced inconclusive results about what raising the tipped minimum wage does to employment.

    There’s far more research on whether increasing the regular minimum wage has caused significant job losses. Studies have found that when it has gone up, employers have faced cost increases that are similar to what we’ve estimated for Massachusetts employers, if the state were to eliminate its tipped minimum wage. And that evidence points to no significant job losses.

As a result of the transaction, PVII now owns 100% of the Class A restricted shares of PV Split, which have substantially the same terms as the voting shares of PV Split but are entitled to elect 50% of the directors of PV Split and a new trust, Partners Value Split Holding Trust, holds 100% of the new Class B restricted voting shares of PV Split, which are not entitled to dividends, are redeemable for a nominal amount and are entitled to elect 50% of the directors of PV Split. As a result, PVII no longer controls PV Split, but has retained 100% of its economic interest in PV Split.

    After these changes, which have no impact on the publicly-traded units of the Partnership, it is expected that PVII and PV Split will both continue to be considered mutual fund corporations for tax purposes under current law and following the implementation of proposed amendments to the Income Tax Act (Canada) relating to mutual fund corporations.

    WASHINGTON – Acting Secretary of Labor Julie Su issued the following statement on the October 2024 Employment Situation report: 

    “Today, the Bureau of Labor Statistics reported that the American economy added 12,000 jobs in October, a month marked by significant impacts from hurricanes and strike activity. Despite these temporary disruptions, our economy continues to be strong. President Biden is the first president since data has been collected who has seen job growth every single month of their presidency. The unemployment rate held steady at 4.1 percent, labor force participation remains high, and inflation continues to decrease. This jobs report reflects an atypical month rather than a shift in the broader economic outlook. 

    “Strike activity, specifically, reduced employment growth by 41,000, temporarily impacting payrolls in industries like transportation equipment manufacturing. Yet, these events do not signal economic weakness. Instead, striking workers reflect a robust economy where workers have the power to demand better wages and working conditions. 

    “After accounting for revisions, our three-month average for employment gains through September stands at 148,000. This stability, coupled with strong 0.4 percent monthly wage growth in October, a three-month annual wage growth pace of 4.5 percent, and a 2.8 percent annual GDP growth rate in the third quarter, demonstrates the resilience of the American economy. Inflation continues to decrease, while consumer spending grew at an impressive 3.7 percent rate in the third quarter, underscoring a sustainable path forward.
