  • MIL-OSI Australia: Fire safety first for caravan park operators

    Caravan parks provide accommodation for visitors and permanent residents alike. However, the high risk of injury and fatality with caravan fires and fires at caravan parks makes fire safety education and training crucial for park operators – particularly those in high-tourism areas.

    Not only can fires in caravans and caravan parks lead to serious injuries and fatalities due to their inherent intensity and ability to spread quickly, if a fire breaks out in a tourist area it is critical that park staff and guests know what to do to evacuate safely and efficiently. 

    Education is vital to ensure park operators understand fire hazards so they can implement measures to prevent fires, protecting both property and guests. 

    CFA’s Bellarine Group of brigades, supported by CFA’s District 7 team, recently worked with the Victorian Caravan Parks Association to deliver a full day of fire safety education and training to more than 60 caravan park operators from across the state. 


    Held at Portarlington Fire Station on 18 October, the day covered fire risk, caravan park legislation, emergency management and evacuation planning, first attack firefighting and use of extinguishers, and property preparation.
     

    Participants heard from CFA’s Community Infrastructure and Community Education  teams, witnessing a demonstration of a gas cylinder flare off and learning how to use a fire blanket and test gas bottles for leaks.

    They also used CFA’s Virtual Reality technology to experience putting out a small fire. 

    CFA district staff then helped owners familiarise themselves with how emergency services operate and respond in the event of a fire, discussing whether a truck could fit on the premises if a fire broke out at their park.  

    CFA’s Industry Fire Prevention Manager Leigh Marsh said educating caravan park operators, staff and ultimately their guests about fire safety could save lives and reduce injury in the event of a fire. 

    “Fire safety risks can vary in parks depending on where they are located, however the flammability of caravans and their small size means that if a fire starts from cooking, an accident or faulty equipment, there is a high risk of fatality,” Leigh said.

    “The fire is also likely to spread quickly due to its proximity to other caravans and park facilities. 

    “For those parks situated in holiday areas such as our coastal hamlets, the risk of bushfire impacting the park is high and inadequate planning can lead to delays in people being able to evacuate safely. 

    “Knowledge of fire safety allows caravan park operators to develop and communicate effectively to their guests about emergency plans, ensuring a quick response if a fire occurs.” 

    Leigh said education and training was also important to help caravan park operators better understand their legal obligations in relation to fire safety. 

    “Caravan parks must comply with a range of legislative requirements in Victoria in relation to fire safety, including the CFA Caravan Park Fire Safety Guidelines, which were updated this year,” Leigh said. 

    “Caravan parks also often operate within local communities so being proactive in fire safety fosters goodwill and promotes community safety – as well as encourages visitors to come back.” 

    The Caravan Parks Information and Training Day was originally the brainchild of Ocean Grove brigade volunteers and was held each year at their station for about seven years prior to the COVID-19 pandemic.  

    David Wynn from Wynndean Holiday Resorts said it was great to see the day up and running again, especially given the release of new Caravan Park Guidelines. 

    “Relationship building is critical in the interpretation of the guidelines and their application,” David said. 

    “The day allowed park operators and staff to use firefighting equipment in a controlled setting which assisted greatly in understanding our fire safety and emergency management obligations.”  

    David, who is also a volunteer with Wye River Fire Brigade, said the timing of the event was perfect preparation for the peak holiday period and the upcoming fire danger period.   

    “We are very lucky to have access to this day in our region and the highly-credentialled and experienced presenters,” he said.  

    “The CFA team made it clear they were there to support us. Thank you to them and the many volunteers, local brigades and CFA district staff who contributed to the day’s success.   

    “We are looking forward to next year’s event, and if you are a park operator please go out and meet with your local brigade, invite them into your park and actively build those relationships.” 

    CFA Bellarine Group manager and Wallington brigade firefighter Alistair Drayton said part of CFA’s role was to help communities build resilience to fire and other emergencies through education, upskilling and developing relationships with sectors most at risk. 

    “Events such as this are important in building that momentum and supporting and promoting a safer response for all brigades across the state,” Alistair said. 

    “Thanks to the park operators for giving their time and enthusiasm. Their feedback was extremely positive including that the content presented was what was needed and easy to understand and implement. 

    “We look forward to continuing to build relationships with them in our ongoing efforts to foster resilient and safer communities.”

  • MIL-OSI New Zealand: REMINDER: SH2 Devil’s Elbow closing next week as recovery continues

    A reminder that a stretch of State Highway 2 at Devil’s Elbow north of Napier, will be closed overnight for 5 nights from this Sunday as the rebuild of the cyclone damaged Devil’s Elbow continues.

    The state highway between Tūtira and Aropaoanui Road, north of Napier, will be closed from 9pm to 5am each night between Sunday 3 November and Thursday 7 November. The road will be open as normal from 5am on Friday 8 November.

    Next week’s work is weather dependent. The contingency period is Sunday 10 November to Thursday 14 November, 9pm-5am each night.

    During daytime hours, the road will be under traffic management through the Devil’s Elbow section.

    Transport Rebuild East Coast (TREC) alliance crews, on behalf of NZ Transport Agency Waka Kotahi, will spend the 5 nights undertaking preparation works at Devil’s Corner.

    Devil’s Corner, which has been labelled Project I, will be the largest, and last, of the recovery projects in the SH2 Devil’s Elbow section. Cyclone Gabrielle caused a significant underslip that damaged the southbound lane of SH2 at the corner.

    TREC Hawke’s Bay project spokesperson Chris Mahoney acknowledges these overnight closures will be frustrating.

    “It enables us prepare for work at Project I and ultimately restore two lane access in the area. Thank you to road users for their continued support,” says Mr Mahoney.

    “We’ll be using the whole width of the single lane road to do the preparation works including widening the single lane, putting down new pavements, drainage, new barriers, and clearing the slopes above the road. This will create more space for the crews and machinery to safely access the worksite as the project progresses.

    Two-lane access was temporarily restored over the long Labour weekend to the lower section of the elbow including the elbow itself.

    The lower section of Devil’s Elbow is reduced temporarily to a single lane this week while a final layer of asphalt is laid. It’ll be back to two lanes long-term from mid-November.

    Geneva, October 31, 2024 – STMicroelectronics N.V. (“ST”) (NYSE: STM), a global semiconductor leader serving customers across the spectrum of electronics applications, reported U.S. GAAP financial results for the third quarter ended September 28, 2024. This press release also contains non-U.S. GAAP measures (see Appendix for additional information).

    ST reported third quarter net revenues of $3.25 billion, gross margin of 37.8%, operating margin of 11.7%, and net income of $351 million or $0.37 diluted earnings per share.

Our revenues, compared to our expectations, were higher in Personal Electronics, declined less in Industrial and were lower in Automotive.     Net revenues totaled $3.25 billion, representing a year-over-year decrease of 26.6%. Year-over-year net sales to OEMs and Distribution decreased 17.5% and 45.4%, respectively. On a sequential basis, net revenues increased 0.6%, in line with the mid-point of ST’s guidance.

    Gross profit totaled $1.23 billion, representing a year-over-year decrease of 41.8%. Gross margin of 37.8%, 20 basis points below the mid-point of ST’s guidance, decreased 980 basis points year-over-year, mainly due to product mix and, to a lesser extent, to sales price and higher unused capacity charges.

    Operating income decreased 69.3% to $381 million, compared to $1.24 billion in the year-ago quarter. ST’s operating margin decreased 1,630 basis points on a year-over-year basis to 11.7% of net revenues, compared to 28.0% in the third quarter of 2023.

    By reportable segment1, compared with the year-ago quarter:

    In Analog, Power & Discrete, MEMS and Sensors (APMS) Product Group:

    Analog products, MEMS and Sensors (AM&S) segment:

    • Revenue decreased 13.3% mainly due to decreases in Imaging and in Analog.   
    • Operating profit decreased by 41.2% to $175 million. Operating margin was 14.8% compared to 21.8%.

    Power and Discrete products (P&D) segment:

    • Revenue decreased 18.4%.
    • Operating profit decreased by 54.0% to $121 million. Operating margin was 15.0% compared to 26.5%. 

    In Microcontrollers, Digital ICs and RF products (MDRF) Product Group:

    Microcontrollers (MCU) segment:

    • Revenue decreased 43.4% mainly due to a decrease in GP MCU.
    • Operating profit decreased by 78.2% to $116 million. Operating margin was 14.0% compared to 36.4%.

    Digital ICs and RF products (D&RF) segment:

    • Revenue decreased 29.7% mainly due to a decrease in ADAS (automotive ADAS and infotainment).
    • Operating profit decreased by 49.5% to $114 million. Operating margin was 26.8% compared to 37.3%. 

    Net income and diluted Earnings Per Share decreased to $351 million and $0.37 respectively compared to $1.09 billion and $1.16 respectively in the year-ago quarter.

    Net cash from operating activities was $723 million in the third quarter compared to $1.88 billion in the year-ago quarter.

    Net Capex (non-U.S. GAAP) was $565 million in the third quarter compared to $1.15 billion in the year-ago quarter.

    Free cash flow (non-U.S. GAAP) was $136 million in the third quarter, compared to $707 million in the year-ago quarter.

    Inventory at the end of the third quarter was $2.88 billion, compared to $2.81 billion in the previous quarter and $2.87 billion in the year-ago quarter. Days sales of inventory at quarter-end was 130 days, similar to the previous quarter, and compared to 114 days in the year-ago quarter.

    In the third quarter, ST paid cash dividends to its stockholders totaling $80 million and executed a $92 million share buy-back, as part of its current share repurchase program.

    ST’s net financial position (non-U.S. GAAP) was $3.18 billion as of September 28, 2024, compared to $3.20 billion as of June 29, 2024 and reflected total liquidity of $6.30 billion and total financial debt of $3.12 billion. Adjusted net financial position (non-U.S. GAAP), taking into consideration the effect on total liquidity of advances from capital grants for which capital expenditures have not been incurred yet, stood at $2.82 billion as of September 28, 2024.

    Corporate developments

    Since the beginning of 2024, ST has made significant changes in the way it is structured and operates, including the re-organization of its Product Groups. Since October 1, 2024, Lorenzo Grandi, President and CFO, has taken additional responsibilities, with a perimeter now also covering Supply Chain, Corporate Development and Integrated External Communication in addition to Finance, Global Procurement, Digital Transformation and Information Technology, Enterprise Risk Management and Resilience. ST’s Executive Committee remains unchanged and continues to report to Jean-Marc Chery, ST President and CEO.

    Business Outlook

    ST’s guidance, at the mid-point, for the 2024 fourth quarter is:

    • Net revenues are expected to be $3.32 billion, an increase of 2.2% sequentially, plus or minus 350 basis points.
    • Gross margin of 38%, plus or minus 200 basis points.
    • This outlook is based on an assumed effective currency exchange rate of approximately $1.11 = €1.00 for the 2024 fourth quarter and includes the impact of existing hedging contracts.
    • The fourth quarter will close on December 31, 2024.

    On January 10, 2024, ST announced a new organization to deliver enhanced product development innovation and efficiency, time-to-market as well as customer focus by end market. This new organization implies a change in segment reporting which is applied from January 1, 2024.

  • MIL-OSI Security: Farrell Resident Pleads Guilty to Drug Trafficking and Firearm Crimes

    PITTSBURGH, Pa. – A resident of Farrell, Pennsylvania, pleaded guilty in federal court to committing firearm and drug trafficking crimes, United States Attorney Eric G. Olshan announced today.

    Tylon Cousin, 38, pleaded guilty before United States District Judge William S. Stickman IV to possessing with intent to distribute cocaine on February 3, 2023, and to possessing a firearm in furtherance of that drug trafficking crime.

    Judge Stickman scheduled sentencing for February 26, 2025. The law provides for a maximum total sentence of not less than five years and up to life in prison, a fine of up to $2,250,000, or both. Under the federal Sentencing Guidelines, the actual sentence imposed will be based upon the seriousness of the offenses and the prior criminal history of the defendant.

    Assistant United States Attorney Craig W. Haller is prosecuting this case on behalf of the United States.

    The Mercer County Drug Task Force, Pennsylvania Office of Attorney General, Federal Bureau of Investigation, and Bureau of Alcohol, Tobacco, Firearms and Explosives conducted the investigation that led to the prosecution of Cousin.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the Department of Justice launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

  • MIL-OSI Security: Columbus man sentenced to more than 10 years in prison for drug & gun crimes

    COLUMBUS, Ohio – A Columbus man known as “Philly” was sentenced in U.S. District Court today to 130 months in prison for narcotics and firearms crimes.

    Bernard Clark McMillon, 32, conspired to distribute and possessed with intent to distribute controlled substances, including 40 grams or more of fentanyl and five grams or more of methamphetamine. McMillon also possessed a firearm in furtherance of drug trafficking.

    According to court documents, from fall of 2022 through February 2023, McMillon and a co-defendant used a series of different houses in central Ohio to traffic fentanyl, crack cocaine and methamphetamine. Their stash houses included residences on South Terrace, Doren, Columbian, Floral and Springmont avenues and McCarley Drive West.

    McMillon and the co-defendant took advantage of people with addictions who were using the defendants’ residences to make drug sales on their behalf.

    Law enforcement seized two pistols and a 12-gauge shotgun as part of this investigation.

    A federal grand jury indicted McMillon in February 2023 and he pleaded guilty in June 2024.

    Quarter Analysis1

    Income attributable to Shell plc shareholders, compared with the second quarter 2024, reflected lower refining margins, lower realised oil prices and higher operating expenses partly offset by favourable tax movements, and higher Integrated Gas volumes.

    Third quarter 2024 income attributable to Shell plc shareholders also included unfavourable movements relating to an accounting mismatch due to fair value accounting of commodity derivatives, charges related to redundancy and restructuring, and net impairment charges and reversals. These items are included in identified items amounting to a net loss of $1.3 billion in the quarter. This compares with identified items in the second quarter 2024 which amounted to a net loss of $2.7 billion.

    Adjusted Earnings and Adjusted EBITDA2 were driven by the same factors as income attributable to Shell plc shareholders and adjusted for the above identified items and the cost of supplies adjustment of positive $0.5 billion.

    Cash flow from operating activities for the third quarter 2024 was $14.7 billion, and primarily driven by Adjusted EBITDA, and working capital inflows of $2.7 billion partly offset by tax payments of $3.0 billion. The working capital inflow mainly reflected inventory movements due to lower oil prices and lower volumes.

    Cash flow from investing activities for the quarter was an outflow of $3.9 billion, and included cash capital expenditure of $4.9 billion.

    Net debt and Gearing: At the end of the third quarter 2024, net debt was $35.2 billion, compared with $38.3 billion at the end of the second quarter 2024, mainly reflecting free cash flow, partly offset by share buybacks, cash dividends paid to Shell plc shareholders, lease additions and interest payments. Gearing was 15.7% at the end of the third quarter 2024, compared with 17.0% at the end of the second quarter 2024, mainly driven by lower net debt.

    3rd QUARTER 2024 UNAUDITED RESULTS

    Shareholder distributions

    Total shareholder distributions in the quarter amounted to $5.7 billion comprising repurchases of shares of $3.5 billion and cash dividends paid to Shell plc shareholders of $2.2 billion. Dividends declared to Shell plc shareholders for the third quarter 2024 amount to $0.3440 per share. Shell has now completed $3.5 billion of share buybacks announced in the second quarter 2024 results announcement. Today, Shell announces a share buyback programme of $3.5 billion which is expected to be completed by the fourth quarter 2024 results announcement.

    Nine Months Analysis1

    Income attributable to Shell plc shareholders, compared with the first nine months 2023, reflected lower refining margins, lower LNG trading and optimisation margins, lower realised LNG and gas prices as well as lower trading and optimisation margins of power and pipeline gas in Renewables and Energy Solutions, partly offset by lower operating expenses, higher Marketing margins and volumes, higher realised Chemicals margins, and higher Integrated Gas and Upstream volumes.

    First nine months 2024 income attributable to Shell plc shareholders also included net impairment charges and reversals, reclassifications from equity to profit and loss of cumulative currency translation differences related to funding structures, unfavourable movements relating to an accounting mismatch due to fair value accounting of commodity derivatives, and charges related to redundancy and restructuring, partly offset by favourable differences in exchange rates and inflationary adjustments on deferred tax. These charges, reclassifications and movements are included in identified items amounting to a net loss of $4.6 billion. This compares with identified items in the first nine months 2023 which amounted to a net loss of $2.2 billion.

    Adjusted Earnings and Adjusted EBITDA2 for the first nine months 2024 were driven by the same factors as income attributable to Shell plc shareholders and adjusted for identified items and the cost of supplies adjustment of positive $0.3 billion.

    Cash flow from operating activities for the first nine months 2024 was $41.5 billion, and primarily driven by Adjusted EBITDA, the timing impact of payments relating to emission certificates and biofuel programmes of $1.2 billion and cash inflows relating to commodity derivatives of $1.2 billion, partly offset by tax payments of $9.1 billion, and working capital outflow of $0.3 billion.

    Cash flow from investing activities for the first nine months 2024 was an outflow of $10.7 billion and included cash capital expenditure of $14.2 billion, partly offset by divestment proceeds of $2.0 billion, and interest received of $1.8 billion.

    THIRD QUARTER 2024 PORTFOLIO DEVELOPMENTS

    Integrated Gas

    In July 2024, we announced the final investment decision (FID) on the Manatee project, an undeveloped gas field in the East Coast Marine Area (ECMA) in Trinidad and Tobago.

    In July 2024, we signed an agreement to invest in the Abu Dhabi National Oil Company’s (ADNOC) Ruwais LNG project in Abu Dhabi through a 10% participating interest. The Ruwais LNG project will consist of two 4.8 mtpa LNG liquefaction trains with a total capacity of 9.6 mtpa.

    In August 2024, Arrow Energy, an incorporated joint venture between Shell (50%) and PetroChina (50%), announced plans to develop Phase 2 of Arrow Energy’s Surat Gas Project in Queensland, Australia. The gas from the project will flow to the Shell-operated QCLNG LNG (joint venture between Shell (73.75%), CNOOC (25%) and MidOcean Energy (1.25%)) facility on Curtis Island, near Gladstone.

    Upstream

    In July 2024, the operator of the Jerun field in Malaysia, SapuraOMV Upstream Sdn Bhd, announced that first gas has been achieved. Jerun is operated by SapuraOMV Upstream (40%) in partnership with Sarawak Shell Berhad (30%) and PETRONAS Carigali Sdn Bhd (30%).

    In August 2024, we announced the FID on a ‘waterflood’ project at our Vito asset in the US Gulf of Mexico. Water will be injected into the reservoir formation to displace additional oil.

    In July 2024, we announced that we are temporarily pausing on-site construction work at our 820,000 tonnes a year biofuels facility at the Shell Energy and Chemicals Park Rotterdam in the Netherlands to address project delivery and ensure future competitiveness given current market conditions.

    Renewables and Energy Solutions

    In October 2024, we signed an agreement to acquire a 100% equity stake in RISEC Holdings, LLC (RISEC), which owns a 609-megawatt (MW) two-unit combined-cycle gas turbine power plant in Rhode Island, USA. The transaction is subject to regulatory approvals and is expected to close in the first quarter 2025.

    1.Q3 on Q2 change

    Integrated Gas includes liquefied natural gas (LNG), conversion of natural gas into gas-to-liquids (GTL) fuels and other products. It includes natural gas and liquids exploration and extraction, and the operation of the upstream and midstream infrastructure necessary to deliver these to market. Integrated Gas also includes the marketing, trading and optimisation of LNG.

    Quarter Analysis1

    Segment earnings, compared with the second quarter 2024, reflected higher LNG liquefaction volumes (increase of $237 million).

    Third quarter 2024 segment earnings also included unfavourable movements of $213 million relating to an accounting mismatch due to fair value accounting of commodity derivatives. These unfavourable movements are part of identified items and compare with the second quarter 2024 which included a charge of $122 million due to unrecoverable indirect tax receivables, and unfavourable movements of $98 million due to the fair value accounting of commodity derivatives. As part of Shell’s normal business, commodity derivative hedge contracts are entered into for mitigation of economic exposures on future purchases, sales and inventory.

    Adjusted Earnings and Adjusted EBITDA2 were driven by the same factors as the segment earnings and adjusted for identified items.

    Cash flow from operating activities for the quarter was primarily driven by Adjusted EBITDA, partly offset by tax payments of $814 million, net cash outflows related to derivatives of $373 million and working capital outflows of $247 million.

    Total oil and gas production, compared with the second quarter 2024, decreased by 4% mainly due to production-sharing contract effects, and higher maintenance in Trinidad and Tobago. LNG liquefaction volumes increased by 8% mainly due to higher feedgas supply in Nigeria, and Trinidad and Tobago.

    Nine Months Analysis1

    Segment earnings, compared with the first nine months 2023, reflected the combined effect of lower contributions from trading and optimisation and lower realised prices (decrease of $1,787 million), partly offset by higher volumes (increase of $513 million), lower operating expenses (decrease of $171 million), and favourable deferred tax movements ($168 million).

    First nine months 2024 segment earnings also included unfavourable movements of $1,198 million relating to an accounting mismatch due to fair value accounting of commodity derivatives. These unfavourable movements are part of identified items and compare with the first nine months 2023 which included unfavourable movements of $2,821 million due to the fair value accounting of commodity derivatives, and net impairment charges and reversals of $1,700 million. As part of Shell’s normal business, commodity derivative hedge contracts are entered into for mitigation of economic exposures on future purchases, sales and inventory.

    The Upstream segment includes exploration and extraction of crude oil, natural gas and natural gas liquids. It also markets and transports oil and gas, and operates the infrastructure necessary to deliver them to the market.

    Quarter Analysis1

    Segment earnings, compared with the second quarter 2024, reflected lower well write-offs (decrease of $139 million), favourable tax movements ($96 million), lower operating expenses (decrease of $63 million), and lower depreciation charges (decrease of $57 million), partly offset by lower realised liquids prices (decrease of $304 million).

    Third quarter 2024 segment earnings also included charges of $138 million related to redundancy and restructuring and charges of $104 million related to decommissioning provisions. These charges are part of identified items, and compare with the second quarter 2024 which included a loss of $143 million related to the impact of the weakening Brazilian real on a deferred tax position, and a loss of $122 million related to a tax settlement in Brazil, partly offset by a gain of $139 million related to the impact of inflationary adjustments in Argentina on a deferred tax position.

    Adjusted Earnings and Adjusted EBITDA2 were driven by the same factors as the segment earnings and adjusted for identified items.

    Cash flow from operating activities for the quarter was primarily driven by Adjusted EBITDA, partly offset by tax payments of $2,074 million.

    Total production, compared with the second quarter 2024, increased mainly due to new oil production.

    Nine Months Analysis1

    Segment earnings, compared with the first nine months 2023, reflected unfavourable tax movements ($351 million), higher well write-offs (increase of $327 million) and the net impact of lower realised gas and higher realised liquids prices (decrease of $278 million), partly offset by the comparative favourable impact of $910 million mainly relating to gas storage effects.

    First nine months 2024 segment earnings also included gains of $676 million related to the impact of inflationary adjustments in Argentina on a deferred tax position, partly offset by charges of $179 million related to redundancy and restructuring, net impairment charges and reversals of $171 million and a loss of $164 million related to the impact of the weakening Brazilian real on a deferred tax position. These gains and charges are part of identified items, and compare with the first nine months 2023 which included charges of $188 million from impairments, legal provisions of $169 million and deferred tax charges of $132 million due to amendments to IAS 12, partly offset by favourable movements of $106 million relating to an accounting mismatch due to fair value accounting of commodity derivatives. As part of Shell’s normal business, commodity derivative hedge contracts are entered into for mitigation of economic exposures on future purchases, sales and inventory.

    The Marketing segment comprises the Mobility, Lubricants, and Sectors and Decarbonisation businesses. The Mobility business operates Shell’s retail network including electric vehicle charging services and the Wholesale commercial fuels business which provides fuels for transport, industry and heating. The Lubricants business produces, markets and sells lubricants for road transport, and machinery used in manufacturing, mining, power generation, agriculture and construction. The Sectors and Decarbonisation business sells fuels, speciality products and services including low-carbon energy solutions to a broad range of commercial customers including the aviation, marine, and agricultural sectors.

    Quarter Analysis1

    Segment earnings, compared with the second quarter 2024, reflected higher Marketing margins (increase of $139 million) mainly driven by improved Mobility unit margins and impact of seasonally higher volumes partly offset by lower lubricants and Sectors and Decarbonisation margins. Segment earnings also reflected favourable tax movements ($55 million). These were partly offset by higher operating expenses (increase of $63 million).

    Third quarter 2024 segment earnings also included impairment charges of $179 million, charges of $98 million related to redundancy and restructuring, and net losses of $84 million related to sale of assets. These charges and unfavourable movements are part of identified items, and compare with the second quarter 2024 impairment charges of $783 million mainly relating to an asset in the Netherlands, and charges of $50 million related to redundancy and restructuring.

    Adjusted Earnings and Adjusted EBITDA2 were driven by the same factors as the segment earnings and adjusted for identified items.

    Cash flow from operating activities for the quarter was primarily driven by Adjusted EBITDA, working capital inflows of $792 million, and the timing impact of payments relating to emission certificates and biofuel programmes of $427 million. These inflows were partly offset by non-cash cost of supplies adjustment of $334 million and tax payments of $241 million.

    Marketing sales volumes (comprising hydrocarbon sales), compared with the second quarter 2024, increased mainly due to seasonality.

    Nine Months Analysis1

    Segment earnings, compared with the first nine months 2023, reflected higher Marketing margins (increase of $582 million) including higher unit margins in Mobility, Lubricants and higher Sectors and Decarbonisation margins. These charges are part of identified items and compare with the first nine months 2023 which included gains of $298 million related to indirect tax credits, and favourable movements of $60 million relating to an accounting mismatch due to fair value accounting of commodity derivatives. In addition, the third quarter 2024 reflected higher operating expenses (increase of $88 million). These were partly offset by favourable tax movements ($133 million).

    Third quarter 2024 segment earnings also included charges of $101 million related to redundancy and restructuring, and net impairment charges and reversals of $92 million, partly offset by favourable movements of $95 million relating to an accounting mismatch due to fair value accounting of commodity derivatives. These charges and favourable movements are part of identified items, and compare with the second quarter 2024 which included net impairment charges and reversals of $708 million mainly relating to assets in Singapore, partly offset by favourable movements of $156 million due to the fair value accounting of commodity derivatives. As part of Shell’s normal business, commodity derivative hedge contracts are entered into for mitigation of economic exposures on future purchases, sales and inventory.

    Adjusted Earnings and Adjusted EBITDA2 were driven by the same factors as the segment earnings and adjusted for identified items. In the third quarter 2024, Chemicals had negative Adjusted Earnings of $111 million and Products had positive Adjusted Earnings of $573 million.

    Cash flow from operating activities for the quarter was primarily driven by working capital inflows of $2,131 million, Adjusted EBITDA, cash inflows relating to commodity derivatives of $88 million and dividends (net of profits) from joint ventures and associates of $63 million. These inflows were partly offset by non-cash cost of supplies adjustment of $331 million.

    Chemicals manufacturing plant utilisation was 76% compared with 80% in the second quarter 2024, due to higher planned and unplanned maintenance.

    Refinery utilisation was 81% compared with 92% in the second quarter 2024, due to higher planned and unplanned maintenance.

    Nine Months Analysis1

    Segment earnings, compared with the first nine months 2023, reflected lower Products margins (decrease of $1,458 million) mainly driven by lower refining margins and lower margins from trading and optimisation. Segment earnings also included unfavourable tax movements ($106 million). These were partly offset by higher Chemicals margins (increase of $516 million) due to higher realised prices and higher utilisation. In addition, the first nine months 2024 reflected lower operating expenses (decrease of $658 million).

    First nine months 2024 segment earnings also included net impairment charges and reversals of $952 million mainly relating to assets in Singapore, charges of $139 million related to redundancy and restructuring, and unfavourable

    Adjusted Earnings and Adjusted EBITDA2 were driven by the same factors as the segment earnings and adjusted for identified items. In the first nine months 2024, Chemicals had negative Adjusted Earnings of $174 million and Products had positive Adjusted Earnings of $3,337 million.

    Cash flow from operating activities for the first nine months 2024 was primarily driven by Adjusted EBITDA, the timing impact of payments relating to emission certificates and biofuel programmes of $257 million, and dividends (net of profits) from joint ventures and associates of $165 million. These inflows were partly offset by working capital outflows of $869 million, cash outflows relating to legal provisions of $203 million, tax payments of $182 million, and non-cash cost of supplies adjustment of $182 million.

    Chemicals manufacturing plant utilisation was 77% compared with 70% in the first nine months 2023, mainly due to economic optimisation in the first nine months 2023. The increase was also driven by ramp-up of Shell Polymers Monaca and lower unplanned maintenance in the first nine months 2024.

    Refinery utilisation was 88% compared with 87% in the first nine months 2023.

Prior period comparatives have been revised to conform with current year presentation with an offsetting impact on all the other segments.

    The Corporate segment covers the non-operating activities supporting Shell. It comprises Shell’s holdings and treasury organisation, headquarters and central functions, self-insurance activities and centrally managed longer-term innovation portfolio. All finance expense, income and related taxes are included in Corporate segment earnings rather than in the earnings of business segments.

    Quarter Analysis1

    Segment earnings, compared with the second quarter 2024, reflected unfavourable movements in currency exchange rate effects, partly offset by favourable tax movements.

    Second quarter 2024 segment earnings also included reclassifications from equity to profit and loss of cumulative currency translation differences related to funding structures resulting in unfavourable movements of $1,122 million. These currency translation differences were previously recognised in other comprehensive income and accumulated in equity as part of accumulated other comprehensive income. This non-cash reclassification is part of identified items.

    Adjusted EBITDA2 was mainly driven by unfavourable currency exchange rate effects and higher operating expenses.

    Nine Months Analysis1

    Segment earnings, compared with the first nine months 2023, were primarily driven by favourable tax movements and favourable net interest movements.

    First nine months 2024 segment earnings also included reclassifications from equity to profit and loss of cumulative currency translation differences related to funding structures resulting in unfavourable movements of $1,122 million. These reclassifications are included in identified items.

    Adjusted EBITDA2 was mainly driven by unfavourable currency exchange rate effects.

    OUTLOOK FOR THE FOURTH QUARTER 2024

    For Full year 2023 cash capital expenditure was $24 billion. Cash capital expenditure for full year 2024 is expected to be below $22 billion.

    Integrated Gas production is expected to be approximately 900 – 960 thousand boe/d. Fourth quarter 2024 outlook reflects scheduled maintenance at Pearl GTL in Qatar. LNG liquefaction volumes are expected to be approximately 6.9 – 7.5 million tonnes.

    Upstream production is expected to be approximately 1,750 – 1,950 thousand boe/d.

    Marketing sales volumes are expected to be approximately 2,550 – 3,050 thousand b/d.

    Refinery utilisation is expected to be approximately 75% – 83%. Chemicals manufacturing plant utilisation is expected to be approximately 72% – 80%.

    In the fourth quarter 2023, Corporate Adjusted Earnings were a net expense of $609 million1. Corporate Adjusted Earnings2 are expected to be a net expense of approximately $600 – $800 million in the fourth quarter 2024.

    1. Basis of preparation

    These unaudited Condensed Consolidated Interim Financial Statements of Shell plc (“the Company”) and its subsidiaries (collectively referred to as “Shell”) have been prepared in accordance with IAS 34 Interim Financial Reporting as issued by the International Accounting Standards Board (“IASB”) and adopted by the UK, and on the basis of the same accounting principles as those used in the Company’s Annual Report and Accounts (pages 244 to 316) for the year ended December 31, 2023, as filed with the Registrar of Companies for England and Wales and as filed with the Autoriteit Financiële Markten (the Netherlands) and Form 20-F (pages 217 to 290) for the year ended December 31, 2023 as filed with the US Securities and Exchange Commission, and should be read in conjunction with these filings.

    The financial information presented in the unaudited Condensed Consolidated Interim Financial Statements does not constitute statutory accounts within the meaning of section 434(3) of the Companies Act 2006 (“the Act”). Statutory accounts for the year ended December 31, 2023, were published in Shell’s Annual Report and Accounts, a copy of which was delivered to the Registrar of Companies for England and Wales, and in Shell’s Form 20-F.     2. Segment information

    Segment earnings are presented on a current cost of supplies basis (CCS earnings), which is the earnings measure used by the Chief Executive Officer for the purposes of making decisions about allocating resources and assessing performance. On this basis, the purchase price of volumes sold during the period is based on the current cost of supplies during the same period after making allowance for the tax effect. CCS earnings therefore exclude the effect of changes in the oil price on inventory carrying amounts. Sales between segments are based on prices generally equivalent to commercially available prices.

    From the first quarter 2024, Wholesale commercial fuels forms part of Mobility with inclusion in the Marketing segment (previously Chemicals and Products segment). The change in segmentation reflects the increasing alignment between the economic characteristics of wholesale commercial fuels and other Mobility businesses, and is consistent with changes in the information provided to the Chief Operating Decision Maker. Prior period comparatives have been revised to conform with current year presentation with an offsetting impact between the Marketing and the Chemicals and Products segment (see below). Also, from the first quarter 2024, Shell’s longer-term innovation portfolio is managed centrally and hence reported as part of the Corporate segment (previously all other segments).     The merger reserve and share premium reserve were established as a consequence of Shell plc (formerly Royal Dutch Shell plc) becoming the single parent company of Royal Dutch Petroleum Company and The “Shell” Transport and Trading Company, p.l.c., now The Shell Transport and Trading Company Limited, in 2005. The merger reserve increased in 2016 following the issuance of shares for the acquisition of BG Group plc. The capital redemption reserve was established in connection with repurchases of shares of Shell plc. The share plan reserve is in respect of equity-settled share-based compensation plans.

    7. Derivative financial instruments and debt excluding lease liabilities

    As disclosed in the Consolidated Financial Statements for the year ended December 31, 2023, presented in the Annual Report and Accounts and Form 20-F for that year, Shell is exposed to the risks of changes in fair value of its financial assets and liabilities. The fair values of the financial assets and liabilities are defined as the price that would be received to sell an asset or paid to transfer a liability in an orderly transaction between market participants at the measurement date. Methods and assumptions used to estimate the fair values at September 30, 2024, are consistent with those used in the year ended December 31, 2023, though the carrying amounts of derivative financial instruments have changed since that

    date. The movement of the derivative financial instruments between December 31, 2023 and September 30, 2024 is a decrease of $4,865 million for the current assets and a decrease of $2,754 million for the current liabilities.

    The “Adjusted Earnings” measure aims to facilitate a comparative understanding of Shell’s financial performance from period to period by removing the effects of oil price changes on inventory carrying amounts and removing the effects of identified items. These items are in some cases driven by external factors and may, either individually or collectively, hinder the comparative understanding of Shell’s financial results from period to period. This measure excludes earnings attributable to non-controlling interest.

    We define “Adjusted EBITDA” as “Income/(loss) for the period” adjusted for current cost of supplies; identified items; tax charge/(credit); depreciation, amortisation and depletion; exploration well write-offs and net interest expense.     Provisions for onerous contracts: Provisions for onerous contracts that relate to businesses that Shell has exited or to redundant assets or assets that cannot be used.

    Fair value accounting of commodity derivatives and certain gas contracts: In the ordinary course of business, Shell enters into contracts to supply or purchase oil and gas products, as well as power and environmental products. Shell also enters into contracts for tolling, pipeline and storage capacity. Derivative contracts are entered into for mitigation of resulting economic exposures (generally price exposure) and these derivative contracts are carried at period-end market price (fair value), with movements in fair value recognised in income for the period. Supply and purchase contracts entered into for operational purposes, as well as contracts for tolling, pipeline and storage capacity, are, by contrast, recognised when the transaction occurs; furthermore, inventory is carried at historical cost or net realisable value, whichever is lower. As a consequence, accounting mismatches occur because: (a) the supply or purchase transaction is recognised in a different period, or (b) the inventory is measured on a different basis. In addition, certain contracts are, due to pricing or delivery conditions, deemed to contain embedded derivatives or written options and are also required to be carried at fair value even though they are entered into for operational purposes. The accounting impacts are reported as identified items.

    Impact of exchange rate movements and inflationary adjustments on tax balances represents the impact on tax balances of exchange rate movements and inflationary adjustments arising on (a) the conversion to dollars of the local currency tax base of non-monetary assets and liabilities, as well as losses (this primarily impacts the Upstream and Integrated Gas segments) and (b) the conversion of dollar-denominated inter-segment loans to local currency, leading to taxable exchange rate gains or losses (this primarily impacts the Corporate segment).

    Other identified items represent other credits or charges that based on Shell management’s assessment hinder the comparative understanding of Shell’s financial results from period to period.

    B.    Adjusted Earnings per share

    Adjusted Earnings per share is calculated as Adjusted Earnings (see Reference A), divided by the weighted average number of shares used as the basis for basic earnings per share (see Note 4).

    C.    Cash capital expenditure

    Cash capital expenditure represents cash spent on maintaining and developing assets as well as on investments in the period. Management regularly monitors this measure as a key lever to delivering sustainable cash flows. Cash capital expenditure is the sum of the following lines from the Consolidated Statement of Cash Flows: Capital expenditure, Investments in joint ventures and associates and Investments in equity securities.

    See Note 2 “Segment information” for the reconciliation of cash capital expenditure.

    D.    Capital employed and Return on average capital employed

    Return on average capital employed (“ROACE”) measures the efficiency of Shell’s utilisation of the capital that it employs. Effective first quarter 2024, the definition of capital employed has been amended to reflect the deduction of cash and cash equivalents. In addition, the numerator applied to ROACE on an Adjusted Earnings plus non-controlling interest basis has been amended to remove interest on cash and cash equivalents for consistency with the revised capital employed definition. Comparative information has been revised to reflect the updated definition. Also, the presentation of ROACE on a net income basis has been discontinued, as this measure is not routinely used by management in assessing the efficiency of capital employed.

    The measure refers to Capital employed which consists of total equity, current debt, and non-current debt reduced by cash and cash equivalents.

    Management believes that the updated methodology better reflects Shell’s approach to managing capital employed, including the management of cash and cash equivalents alongside total debt and equity as part of the financial framework.

    In this calculation, the sum of Adjusted Earnings (see Reference A) plus non-controlling interest (NCI) excluding identified items for the current and previous three quarters, adjusted for after-tax interest expense and after-tax interest income, is expressed as a percentage of the average capital employed excluding cash and cash equivalents for the same period.

    E.    Net debt and gearing

    Net debt is defined as the sum of current and non-current debt, less cash and cash equivalents, adjusted for the fair value of derivative financial instruments used to hedge foreign exchange and interest rate risk relating to debt, and associated collateral balances. Management considers this adjustment useful because it reduces the volatility of net debt caused by fluctuations in foreign exchange and interest rates, and eliminates the potential impact of related collateral payments or receipts. Debt-related derivative financial instruments are a subset of the derivative financial instrument assets and liabilities presented on the balance sheet. Collateral balances are reported under “Trade and other receivables” or “Trade and other payables” as appropriate.

    Specialists from the Marine Rescue Service of the Ministry of Transport of Russia completed the pumping out of fuel oil from the main and ballast tanks of the aft section of the Volgoneft-239 tanker, which sank near Cape Panagia on December 15, 2024, ahead of schedule. The cleaning of the tanks for dismantling and subsequent disposal has begun. This was reported by the chairman of the government commission for the elimination of the consequences of the tanker wreck, Deputy Prime Minister Vitaly Savelyev.

     

    Between January 19 and 25, 1,488 tons of fuel oil were pumped from the tanker into bitumen carriers, after which it was transferred to 20 railway tank cars.

     

    To be able to pump out the fuel oil, specialists restored the ship’s standard equipment, including the pumping and cargo heating system. In order for the fuel oil to become fluid, its temperature had to reach 45 degrees.

     

    A temporary road was built to allow equipment to reach the tanker, and a protective embankment was created around the hull. This embankment served as an artificial hydraulic structure, protecting the vessel from the storm and preventing fuel oil from spilling into the sea.

     

    A special platform reinforced with concrete slabs was built on the embankment close to the tanker. It provided passage for loaded bitumen carriers transporting fuel oil from the ship.

     

    Eight machines were involved in the round-the-clock pumping operations. During the entire period of the work, 87 bitumen trucks were removed from the tanker. The remaining fuel oil that could not be unloaded by ship equipment was pumped out using hand pumps.

     

    To ensure the environmental safety of the area, even before the work began, the Marine Rescue Service concentrated a group of emergency rescue fleet in the amount of up to 10 vessels. The fleet’s tasks included setting up boom barriers in the work area, which ensured the localization of oil products and the prevention of further pollution of the sea.

     

    Currently, a project for the disposal of the stern of the vessel as sunken property is being prepared. According to the order of the captain of the seaport of Taman, the development of the project should have been completed by January 30. Before the start of work on cutting the vessel, a number of special events will be held. Also, the order of the captain of the seaport of Taman states that by March 31, all work on cutting the vessel and its removal should be completely completed.

     

    Vitaly Savelyev thanked all the participants of this complex technological operation: sailors, divers, road workers, railway workers, volunteers, the OTEKO company, and employees of regional and federal authorities.

  • MIL-OSI China: DPRK test-fires ballistic missile

    The Democratic People’s Republic of Korea (DPRK) test-fired an intercontinental ballistic missile Thursday morning, with the country’s top leader overseeing the event and stressing the DPRK will not change its policy of developing nuclear forces, the Korean Central News Agency reported.

    Kim Jong Un, general secretary of the Workers’ Party of Korea and president of the State Affairs of the DPRK, said at the scene that the test-fire was an appropriate military action “to inform the rivals … of our counteraction will,” the news agency reported.

    Kim said “the rivals’ dangerous tightening of their nuclear alliance” and military maneuvers highlight the need to strengthen nuclear forces. “We should never allow any threat to approach the security sphere under our state’s influence,” Kim said.

    “The DPRK will never change its line of bolstering up its nuclear forces,” the DPRK leader added.

    A spokesperson for the Ministry of National Defense confirmed the test.

    The country’s news agency described the test as a demonstration of North Korea’s strategic missile capability, noting it “updated recent records” and underscored the reliability of what it called “the world’s most powerful strategic deterrent.”

    As Guy Fawkes approaches, pet owners across Aotearoa once again brace for the distress that fireworks bring to their beloved animals. The loud bangs and flashing lights may be a spectacle for some, but for many animals, they are a source of fear and anxiety that can last well beyond the Guy Fawkes period.

    Animates is calling for an end to the private sale and use of fireworks, advocating instead for people to attend controlled public displays to protect pets, farm animals, and wildlife.

Stockpiling leads to fireworks being set off throughout the year, compounding the stress and danger for animals.”

    Angela Mace, owner of Woodlands Dog Retreat, sees the impact firsthand, “Every year, we see dogs shivering in fear or cowering in the corner. Fireworks are terrifying for them, and it’s heartbreaking to watch. We’re urging the public to stand up for our animals and push for a ban on backyard fireworks.”

    According to a report in 2019, 74.4% of people noticed their animals displaying fear of fireworks, with common behaviours including hiding (70.8%), shivering (54.3%), and cowering (44.5%).  Despite these alarming figures, 71.9% of owners with frightened pets did not seek help or treatment for their animals. Instead, many kept their pets indoors (46%) or provided comfort (28.2%) to alleviate their distress.**

  • MIL-OSI New Zealand: Local News – Porirua City Council agrees future direction for water services

    Porirua City Council agreed today to work with other councils in the region to create a joint water services delivery and implementation plan.
    Nine councils in the Wellington region, along with Horowhenua District Council, have been working together in response to the Government’s Local Water Done Well policy, and received a report earlier this month outlining a recommended regional approach to water services delivery.
    All councils are required to submit water service delivery plans to the Government by September 2025. To achieve this councils may work alone or with other councils and by the end of this year need to decide on their approach.
    Most of the councils in the region are expected to make their decisions on options in late October, with Horowhenua and Kapiti Coast District Councils making decisions in late November. Carterton District Council resolved yesterday to exit the Wellington regional approach, instead opting for a local model.
    At a full council meeting today, Porirua City Council considered the advantages and disadvantages of a range of options, and agreed that a regional approach was the best way forward.
    Under the regional model, Porirua City Council would be a shared owner, with other councils, of a limited liability company that delivers the full breadth of water services functions to the community. All assets, revenue and debt would transfer from Council ownership to the new company.
    The company would provide all services directly to water customers, and bill directly for water usage and services provided. Those charges will be determined by the board of the new water company, with the oversight of an economic regulator. It will need to provide a high level of local service delivery, including good compliance, response times, affordability and supply.
    Porirua Mayor Anita Baker said the regional approach had a number of benefits.
    “This option will create an organisation with the scale needed to best manage the current and future water challenges in the region.
    “Our drinking water, wastewater and stormwater services all need fixing and this will take an ongoing, joint effort. More than 20 per cent of the region’s water assets are worn out and need to be replaced, which means a significant risk of major service failures.
    “Working together gives us the best chance to address these issues, and financial modelling so far shows that this is likely the most effective solution.
    “This is a long game, and one the region can best tackle by working together,” Mayor Baker said.
    Once the final number of councils opting to continue with the regional approach is known, the next steps of modelling will be done, and Council will be asked to decide on a final preferred option in March 2025. Consultation with the community will then take place, with a final Water Services Delivery Plan and Implementation Plan to be signed off in June.

Clear skies and dry weather are set to keep things spooktacular from the Bay of Plenty, round the east coast and down to Christchurch. Western areas will be keeping hold of more cloud into the evening while rain runs into Southland and Stewart Island.

    A series of weather fronts move northwards up the South Island today and tomorrow, and a Heavy Rain Watch has been issued for the Paparoa Range as well as the ranges of Buller from 11am – 11pm on Friday. Mostly dry weather will be seen over on the east of the South Island on Thursday, but a southerly change on Friday afternoon brings a risk of heavy showers and thunderstorms about Dunedin and North Otago.

    The first of the mix of fronts moving up the South Island reaches the lower North Island Friday afternoon, squeezing northwesterly winds through Cook Strait. A gusty end to Friday is in store about the Marlborough Sounds and Wellington, with winds reaching 90 km/h at times.

    MetService meteorologist Clare O’Connor advises, “It’s a wet Saturday for both the North and South Islands, the fronts which brought rain to the South continue over the North on Saturday, while showery southwesterly winds continue in the South Island. These winds come with a bit of a bite and will arrive about the lower North Island Saturday evening.”

    Temperatures could dip to 0°C about Central Otago as skies mostly clear overnight into Sunday, but the showers and southerly winds will be especially felt about the eastern North Island. Daytime temperatures in the Hawke’s Bay drop from an expected maximum of 26°C on Saturday to a cooler 16°C on Sunday. The treat of nicer weather to end the weekend may be a little too late for Halloween but is likely to be a welcome reprieve.

    Participants in the Auckland Marathon on Sunday can expect a cool and dry course; while southwesterly winds will be apparent crossing the Auckland Harbour Bridge, they won’t take away from the unique experience of crossing the harbour on foot.

  • MIL-OSI Security: Illegal possession of firearm sends Belgrade man to prison for almost three years

    MISSOULA — A federal judge today sentenced a Belgrade man to two years and nine months in prison, to be followed by three years of supervised release, for illegally possessing a firearm during a drug trafficking investigation, U.S. Attorney Jesse Laslovich said.

    The defendant, Isaac James Cardona, 45, pleaded guilty in June to prohibited person in possession of a firearm and ammunition.

    U.S. District Judge Dana L. Christensen presided.

    In court documents, the government alleged that in November 2023, agents with the Missouri River Drug Task Force were conducting surveillance in Belgrade in an area known for drug trafficking. Law enforcement stopped Cardona, who had an outstanding state warrant. Cardona was found to be in possession of a loaded gun, two loaded magazines with extra ammunition for the gun, methamphetamine, a digital scale and 49 fentanyl pills. Cardona previously was convicted of a federal methamphetamine distribution crime and prohibited from possessing firearms and ammunition.

    The U.S. Attorney’s Office prosecuted the case. The Bureau of Alcohol, Tobacco, Firearms and Explosives, Missouri River Drug Task Force, and Belgrade Police Department conducted the investigation.

  • MIL-OSI Security: Previously Convicted Felon Is Sentenced To Prison For Possession Of Ammunition

    CHARLOTTE, N.C. – David Matthew Lowe, 33, of Shelby, N.C., was sentenced today to 57 months in prison followed by three years of supervised release for possession of ammunition by a convicted felon, announced Dena J. King, U.S. Attorney for the Western District of North Carolina.

    Bennie Mims, Special Agent in Charge of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Charlotte Field Division, and Chief Gerald Childress of the Kings Mountain Police Department, join U.S. Attorney King in making today’s announcement.

    According to court documents and court proceedings, on August 12, 2023, at approximately 1:45 a.m., officers with the Kings Mountain Police Department were dispatched to a Comfort Inn in the area for a service call for an assault. Upon entering the hotel lobby, an officer encountered a female, identified in court documents as L.T., and the defendant. L.T. told the officers that Lowe had hit her, and she could not see out of her eye. At that point, Lowe fled toward the back of the hotel. Officers chased after Lowe and ultimately Lowe was taken into custody.

    As part of the investigation, law enforcement obtained CCTV footage from the hotel that depicted Lowe possessing a firearm during his assault of L.T. Specifically, the footage depicted L.T. and Lowe having an altercation, L.T. running away from the hotel room, and Lowe following her. Lowe then removed a firearm from his pants and struck L.T. in the side of her head. This caused the firearm’s magazine to break and ammunition along with several firearm parts fell to the floor. The defendant then struck L.T. several more times with a closed fist, causing L.T. to fall to the ground. Lowe then left the scene. Law enforcement recovered the firearms parts from the scene and 15 rounds of mixed ammunition. Court records indicate that Lowe has prior criminal convictions, including a federal conviction in the Western District of North Carolina for conspiracy to participate in racketeering activity – RICO conspiracy. Because of the criminal convictions, Lowe is prohibited from possessing firearms or ammunition.

    Lowe is in federal custody and will be transferred to the custody of the federal Bureau of Prisons upon designation of a federal facility.

    The investigation was conducted by the ATF and the Kings Mountain Police Department.

    Special Assistant U.S. Attorney Eric Frick of the U.S. Attorney’s Office in Charlotte prosecuted the case.

  • MIL-OSI China: Chinese coastal province raises emergency response as Typhoon Kong-rey nears

    FUZHOU, Oct. 31 — East China’s Fujian Province on Thursday issued the second highest-level emergency response to Typhoon Kong-rey, the 21st typhoon of this year.

    In anticipation of the storm’s impact, railway and maritime authorities have suspended several train services and halted 71 coastal passenger ferry routes affecting 190 vessels. Meanwhile, 115 coastal construction projects have been stopped until further notice.

    Specialized rescue forces, including rescue ships, helicopters, and patrol boats, have been deployed on standby to respond to potential emergencies, according to the Fujian maritime authorities.

    There remains a possibility that Kong-rey could make landfall along the coasts of Fujian or Zhejiang provinces on its northeastward path, according to the National Meteorological Center.

    The center issued an orange alert for Kong-rey on Thursday morning, warning that the storm will bring torrential rains to eastern areas, including Fujian, Zhejiang, Jiangsu provinces, and Shanghai, from Thursday afternoon to Friday afternoon.

    China has a four-tier emergency response system, with Level I being the most severe response, and a four-tier color-coded weather warning system, with red representing the most severe, followed by orange, yellow and blue.

    expected to develop within this moist airmass Sunday afternoon as
    instability increases during the day. Surface dewpoints in the 60s
    F, low-end moderate instability and moderate to strong deep-layer
    shear should support severe thunderstorm development Sunday
    afternoon and evening. The greatest severe potential is expected
    from north Texas northward into south-central Nebraska, where large
    hail, severe wind gusts and an isolated tornado threat will be
    possible.

    Thunderstorms, associated with large hail and wind damage, are
    expected to develop across parts of the southern High Plains on
    Saturday. A marginal severe threat will also be possible outside of
    the Slight Risk area in parts of the southern and central Plains.

    …Southern and Central Plains…
    An upper-level trough will move eastward across the western U.S. on
    Saturday, as southwest mid-level flow remains from the Intermountain
    West eastward into the Great Plains. A moist airmass will be in
    place across the southern and central Plains, where scattered
    thunderstorms will likely develop during the day. The strongest
    instability is forecast across parts of eastern New Mexico and west
    Texas by mid to late afternoon. Thunderstorms that develop in this
    area during the late afternoon and evening could be associated with
    a severe threat. NAM forecast soundings across west Texas by
    00Z/Sunday suggest that MLCAPE will peak in the 1500 to 2000 J/kg
    range. 0-6 km shear is forecast to increase into the 40 to 50 knot
    range as a mid-level jet of around 50 knots moves into the southern
    High Plains. In addition, 700-500 mb lapse rates in West Texas are
    forecast to be from 7 to 7.5 C/km by early Saturday evening. This
    should be favorable for supercells associated with large hail and
    severe wind gusts. The models currently suggest that a severe threat
    could be of rather long duration, with one round of storms
    developing across west Texas early in the day, and a second round of
    storms developing in the evening or overnight period. As these
    clusters move eastward into the Low Rolling Plains of west-central
    Texas and into western and central Oklahoma, the threat should
    become more isolated.

    Further north, from the Oklahoma Panhandle northward into western
    Kansas, moisture and instability are gradually forecast to increase
    Saturday night. Weak instability and moderate deep-layer shear,
    evident on forecast soundings, could support a marginal threat for
    hail and severe wind gusts with the greatest threat toward the end
    of the period.

    An upper-level trough will dig southeastward across the Pacific
    Coastal states on Friday, as flow remains southwesterly at
    mid-levels across much of the western and central U.S. Moisture
    advection will take place across the southern Plains on Friday, with
    surface dewpoints increasing into the 60s F over much of Texas. By
    late Friday afternoon, a pocket of moderate instability is expected
    over parts of West Texas and southeast New Mexico. Scattered
    thunderstorms appear likely to develop during the early evening near
    this pocket of instability. As moisture and low-level flow gradually
    increase across the southern Plains from the evening into the
    overnight, convective coverage is expected to expand north and
    northeastward across much of eastern New Mexico and west Texas.

    A consensus of model forecasts suggests that MLCAPE will peak around
    1500 J/kg in parts of west Texas Friday evening. 0-6 km shear is
    forecast to be in the 30 to 40 knot range. The moderate deep-layer
    shear, combined with 700-500 mb lapse rates near 7 C/km, should
    support the development of a severe threat. Most of the cells are
    expected to remain multicellular. However, areas where the
    environment is locally more favored could support supercells with
    isolated large hail and a few severe wind gusts. The late initiation
    and lack of large-scale ascent is expected to be a limiting factor,
    and should keep any severe threat marginal.

    A few strong storms producing marginally severe gusts will be
    possible today, from parts of the Ohio Valley southwestward into
    northeast Texas.

    …Synopsis…
    A moderate cyclonic flow regime aloft will extend from the Great
    Basin into the Plains, and across the Great Lakes and into the
    Northeast. The most prominent feature within this regime will be a
    shortwave trough over the upper MS Valley early in the day, which
    will move into the upper Great Lakes through 00Z. To the west, a
    lower-amplitude feature will nose into northern Great Basin during
    the day and into the northern High Plains by Friday morning.

    At the surface, low pressure will move across WI and northern Lower
    MI during the day, with a cold front roughly from the OH Valley into
    central TX by late afternoon. A midlevel dry slot will develop
    across MO, IL, and Lower MI, with veering 850 mb winds resulting in
    low-level drying. Ahead of the front, low-level moisture will be
    most robust over TX, with a narrow plume of mid 60s F dewpoints
    perhaps as far north as the OH River.

    …OH Valley southwestward into northeast TX…
    Lingering rain and a few thunderstorms may exist at 12Z from
    southern IL across southeast MO and into northern TX near the cold
    front. Much of this activity, especially over northern areas, is
    expected to wane. Daytime heating may result in destabilization from
    southwest OH across parts of KY, TN, and into the lower MS Valley,
    with new cells developing along the front. While deep layer shear
    and mean wind speeds in general will remain conducive for wind
    gusts, instability will be weak over northern areas. Stronger
    instability will exist into TX/Lower MS Valley where dewpoints will
    be near 70 F, but a midlevel subsidence inversion will exist, with
    weakening low-level wind fields. As such, only isolated marginally
    severe gusts are expected in any one area.

  • MIL-OSI China: Fujian raises emergency response as Typhoon Kong-rey nears

    East China’s Fujian Province on Thursday issued the second highest-level emergency response to Typhoon Kong-rey, the 21st typhoon of this year.
    In anticipation of the storm’s impact, railway and maritime authorities have suspended several train services and halted 71 coastal passenger ferry routes affecting 190 vessels. Meanwhile, 115 coastal construction projects have been stopped until further notice.
    Specialized rescue forces, including rescue ships, helicopters, and patrol boats, have been deployed on standby to respond to potential emergencies, according to the Fujian maritime authorities.
    There remains a possibility that Kong-rey could make landfall along the coasts of Fujian or Zhejiang provinces on its northeastward path, according to the National Meteorological Center.
    The center issued an orange alert for Kong-rey on Thursday morning, warning that the storm will bring torrential rains to eastern areas, including Fujian, Zhejiang, Jiangsu provinces, and Shanghai, from Thursday afternoon to Friday afternoon.
    China has a four-tier emergency response system, with Level I being the most severe response, and a four-tier color-coded weather warning system, with red representing the most severe, followed by orange, yellow and blue.

  • MIL-OSI China: Fire in Sichuan leaves over 20 hospitalized

    More than 20 people have been hospitalized following a fire in southwest China’s Chengdu City on Thursday, local authorities said.
    The district fire department said it received the fire alert at 11:02 a.m., and they were able to quickly put out the fire in the city’s Wuhou District at 11:15 a.m., adding that those affected by the incident have been hospitalized but are not in any critical condition.
    Witnesses at the scene said open flames were pouring out from the shop on the ground floor, but a number of fire trucks and ambulances quickly participated in the rescue mission.
    The cause of the fire is under investigation.

  • MIL-OSI Asia-Pac: Ombudsman commends public organisations and public officers for exemplary service and puts forward three strategic focuses to enhance public administration (with photos)

    The following is issued on behalf of the Office of The Ombudsman:

         At the 27th Presentation Ceremony of The Ombudsman’s Awards today (October 31), The Ombudsman, Mr Jack Chan, presented the Grand Award to the Hong Kong Fire Services Department (FSD), an Award for Public Organisation to both the Social Welfare Department (SWD) and the Water Supplies Department (WSD), the Award on Mediation to the Housing Department (HD), the Customer Services Award to the Immigration Department (ImmD), and the Information Technology Application and Creativity Award to the Hospital Authority (HA). Individual Awards were also given to 79 public officers.

         Mr Chan commended the award-winning organisations and public officers for their proactive use of mediation, their endeavours in achieving synergy through interdepartmental collaboration, and their positive attitude in complaint handling. During the ceremony, Mr Chan also discussed the three strategic focuses put forward since he assumed office: The Office of The Ombudsman will go full steam ahead with the use of mediation to resolve complaints from the public, promote interdepartmental collaboration, and instil a positive complaint culture in society. Mr Chan said, “With concerted efforts, we will definitely meet the objectives of improving people’s livelihood, fostering harmonious development in our society and raising the quality standards of public administration.”

         This year’s recipient of the Grand Award, the FSD, has committed to providing effective fire and ambulance services for years. In 2023-24, 94 per cent of fire and ambulance calls were handled within the targeted response time, which is a standard higher than the performance pledge. The FSD’s dedication and professionalism in protecting public life and property are essential for ensuring the normal operation of society. The Department has also been proactive in promoting fire safety and public education on first aid.

         â€‹The SWD has been positive and practical in handling complaints. In response to the Office’s inquiries and investigations, the SWD has been active and efficient in providing comprehensive and useful information. In the Office’s direct investigation operation regarding the Pilot Scheme on Community Care Service Voucher for the Elderly, the SWD fully co-operated and was willing to accept and implement all of the Office’s recommendations.

         The WSD has maintained its performance pledge to adopt a customer-oriented approach in providing services. The Department’s complaint handling shows its conscious efforts to provide clear, prompt and detailed replies. WSD staff explain complicated technical issues to the public in plain language and are forthcoming in providing details to the Office to account for incidents. The WSD’s positive attitude has enabled the Office to process complaints efficiently.

         The HD received the Award on Mediation this year. The HD has actively used mediation as a mode of complaint handling. On many occasions, HD staff have suggested using mediation to quickly resolve fundamental problems leading to complaints and have made practical recommendations to address complainants’ discontent.

         The Office has introduced two new awards this year: the Customer Services Award and the Information Technology Application and Creativity Award. 

         The ImmD is the first winning department of the Customer Services Award. Throughout the years, the ImmD has worked hard to provide services that best suit public needs, such as introducing the e-Channel Service and conducting the Territory-wide Identity Card Replacement Exercise. The procedures for applying for services and collecting documents are simple, flexible and efficient.  

         The HA is the first recipient of the Information Technology Application and Creativity Award. The HA spares no effort in exploring innovation methods and technology to enhance service quality and improve patients’ experiences. Such efforts of the HA can be seen in the launch and ongoing improvement of the “HA Go” app, and the extended coverage of the Medication Delivery Service to all specialist clinics to provide more efficient and convenient services to the public.   

         At the presentation ceremony, Mr Chan also commended recipients of the Individual Awards and recognised their contributions. He said, “Government departments and public organisations rely on their committed and diligent staff to provide quality public service. This year, 79 public officers received the Individual Awards, which is a record high.  I am very pleased to see that more officers are being commended for their professional and excellent services. They have earned recognition and commendation from the general public, their respective departments or organisations, as well as my Office.” 

         A full list of the recipients of the Individual Awards this year and the experiences and thoughts from some of them about receiving these awards can be found in Appendices 1 and 2 respectively.

         The Ombudsman’s Awards Scheme was introduced in 1997. In 1999, the Scheme was extended to honour individual public officers. In 2018, an additional Award on Mediation for a public organisation was introduced. In 2024, two new awards, namely the Customer Services Award and the Information Technology Application and Creativity Award, were added.

    Burning household waste can cause pollution, harm people, wildlife and the environment and could lead to a fine of up to £50,000.

    Go to a properly organised bonfire instead of holding your own and risk breaking the rules

    With Bonfire Night fast approaching, the Environment Agency is urging those planning to celebrate to go to an organised event or risk a hefty fine if holding their own.

    As well as the safety risks caused by bonfires, they have an impact on the climate and, if the wrong materials are burned, can harm wildlife, the environment and human health.

    The only materials that should be used in bonfires are dry, untreated and unpainted wood, along with small amounts of paper or cardboard. Using wet wood creates smoke which can spread and cause a nuisance to neighbours, and bonfires can quickly get out of control if not properly managed.

    Those still planning to have a bonfire at home are advised:

    • not to use it to dispose of household waste such as plastic, rubber, glass, oils or metal – these materials carry a pollution risk and should be disposed of through waste collections or at council recycling centres.
    • always check for hedgehogs and other wildlife which may have crawled inside before setting light to a bonfire
    • don’t allow anyone else to add materials to your bonfire, other than clean, dry, untreated wood.

    Wet wood creates smoke and bonfires can quickly escape control

    It’s not just householders that may use Bonfire Night as a way of getting rid of rubbish, businesses may use it to burn waste too, but the Environment Agency also urges them to be aware of what they are burning.

    As well as the harm and nuisance burning the wrong kind of waste can cause, burning of most types of waste is illegal and can carry a fine of up to £50,000.

    Ben Shayler of the Environment Agency said:

    We want people to have fun on Bonfire Night – but to do so safely and in a way that won’t create a risk to the environment, wildlife, you and your neighbours.

    The best way of doing that is to stop burning waste altogether and go to a properly organised community event where organisers have followed our guidelines and won’t be causing a hazard.

    Whether you are a business owner or householder, if you are paying someone to take waste away, always check they are licensed waste carriers who will dispose of waste correctly. Criminals working in illegal waste operations may also use the celebration to dispose of hazardous and inappropriate waste.

    Dave Waters, area manager of Dorset & Wiltshire Fire and Rescue Service, said:

    We would always urge people to attend organised bonfire and fireworks events as it’s much safer. In addition, it reduces the potential pressure on the fire and rescue service at a time of year when we can be extremely busy.

    Washington (Agenzia Fides) – The war in the Middle East has entered the race for the White House especially in those States like Michigan where there is a large percentage of the population of Arab origin (Palestinian, Lebanese and Iraqi in particular).Foreign policy is not traditionally among the key factors that guide the US electorate’s choices inside the ballot box. Nonetheless, the outcome of the US presidential election (voting takes place on Tuesday 5 November) is bound to have a significant impact on the tensions that cross the global geopolitical scenarios and the wars that bloody the world.The Democratic candidate is in a difficult position because she is part of the current administration that granted at least $18 billion in military aid to Israel after the attack unleashed by Hamas on 7 October 2023, fuelling criticism from those who see America as complicit in the massacres committed against civilians in Gaza. Kamala Harris has not been spared criticism from the more left-wing part of her party and the Arab electorate, despite being as Vice-President one of the first people in the Biden administration to call for an ‘immediate ceasefire’, and to express concern about the ‘humanitarian catastrophe for the Palestinians’ urging Israel to end the conflict. However, she did not support an arms embargo against Israel, which some on the US left would like. At the party convention, she said she would ‘always stand up for Israel’s right to defend itself’.In her support, the 2016 nominee of the most left-wing part of the Democratic Party, Bernie Sanders recently promised his supporters: ‘I promise you, after Kamala wins, we will together do everything that we can to change US policy toward Netanyahu’.But the Democratic candidate aroused the ire of the Arab-origin electorate when she received the endorsement of Liz Cheney, daughter of Goerge W. Bush’s former vice-president Dick Cheney, who is considered a hawk who promoted the invasion of Iraq in 2003 and is not well regarded by Americans of Iraqi origin.Donald Trump did not miss the opportunity to ridicule in the eyes of the electorate of Arab origin the proximity offered by the former Republican congresswoman to the Democratic candidate, saying: ‘Liz Cheney, who, like her father, the man that pushed Bush to ridiculously go to War in the Middle East, also wants to go to War with every Muslim Country known to mankind’. Trump for his part has to make amends for inflammatory statements towards Arabs and Muslims, especially with regard to immigration to the US, but he is now trying to get closer to the Arab electorate (and more generally those who are critical of the war in Gaza) by promising to be the one who will bring peace back to the Middle East and Ukraine. ‘If Kamala gets four more years, the Middle East will spend the next four decades going up in flames, and your kids will be going off to War, maybe even a Third World War, something that will never happen with President Donald J. Trump in charge,’ he said. But beyond rhetorical proclamations what is Trump’s position on the Middle East? Trump has repeatedly stated that the war between Israel and Hamas would never have broken out had he been in power, although he has offered few details on how he would have handled the situation differently from Biden. During his time in office, he promoted the so-called Abraham Accords that led to the opening of diplomatic relations between Israel and a number of Arab states (the UAE, Bahrain, Morocco and Sudan) and with the prospect of reaching a regional understanding extended to Saudi Arabia, the other pillar of American policy in the Middle East. The aim was to create a regional security system centred on Israel and Saudi Arabia of which the US would act as external guarantor, allowing it to withdraw some of its troops deployed in the area.The logic behind the Abraham Accords was explained by Trump’s vice presidential candidate, JD Vance. ‘America doesn’t have to constantly police every region of the world,’ he said in a television interview. ‘We should empower people to police their own regions of the world.’ Vance while recognizing Israel’s right to defend itself stated that a war with Iran is not in the US interest.The Abraham Accords, however, do not offer a real solution to the Palestinian issue even though Trump in early 2020 had proposed an American-funded Israeli-Palestinian peace plan aimed at making Gaza an international tourism hub. The Trump administration had also recognized Jerusalem as the capital of Israel where it had transferred the embassy from Tel Aviv and closed the US consulate in East Jerusalem that mainly served Palestinians.     In early October, hurricane Kirk caused major destruction in Galicia, especially in maize farms, which prevented the use of machinery needed for harvesting. There are around 73 000 hectares of maize in Galicia. The access difficulties farms are facing prevent the usual crop rotation, which in turn affects applications for CAP payments In addition, the low coverage of insurance policies should be noted.

    With this in mind, I would like to ask the following:

    • 1.What European aid can those affected apply for to compensate for the damage caused by this meteorological phenomenon?
    • 2.Could Spain benefit from the amendments adopted recently following the floods in Poland and other Member States, to mobilise various European funds (ERDF, EAFRD, Cohesion Fund, etc.) in the event of a climate disaster?

    Romania is facing significantly higher energy prices than western European countries, and this is putting additional pressure on its economy and its population. The situation is a result of a number of factors, such as a year of drought, which affected hydroelectricity production, and other region-specific difficulties.

    Given the circumstances, Romania is considering seeking EU financial support from the Council of Ministers, in order to counter the effects of these significant energy price hikes.

    • 1.In view of the European Union’s objectives of ensuring economic and social cohesion between Member States, what steps is the Commission contemplating to support Romania and other countries affected by these imbalances in the energy sector?

    Civilians in southern Lebanon are bearing the brunt of escalating violence, with more than 2,700 deaths reported in Lebanon since October last year said Andrea Tenenti, the spokesperson for UN Interim Force in Lebanon (UNIFIL).

    “According to the Lebanese Ministry of Public Health, the death toll in Lebanon since October last year has reached over 2,700 people, and the number of wounded to over 12,700, around 25 percent women and children. More than 2,000 deaths have occurred since 23 September of this year,” Tenenti said at a press briefing in New York on Wednesday (30 Oct).

    Over 800,000 people have been forced from their homes, with 60 percent of the displaced coming from areas within UNIFIL’s operational zone in southern Lebanon, Tenenti said, citing statistics from the International Organization for Migration. “Statistics like this cannot fully capture the human cost of conflict, and it’s the civilians who continue to suffer,” he added.

    The mounting violence has also impacted UN peacekeeping operations, with more than 30 incidents of damage to UN property or injury to peacekeepers reported since the start of October. Tenenti noted that 20 of these incidents were linked to actions by the Israel Defense Forces (IDF), with seven identified as deliberate.

    “In an incident yesterday, a rocket likely fired by Hezbollah or affiliated group, hit UNIFIL headquarters in Naqoura, where a vehicle workshop was set on fire, with some peacekeepers suffering minor injuries,” Tenenti said and added, “for about a dozen other incidents, the origin of the fire could not be determined.”

    Amid the ongoing conflict, Tenenti underscored UNIFIL’s role in supporting peace efforts under UN Security Council Resolution 1701, which has governed the mandate since 2006. “We are here to implement the mission’s mandate, but any changes will be up to the Security Council. At the moment, the rules of engagement that have been used have been adequate to the situation on the ground,” he said.

    Responding to criticism that UNIFIL has not fully implemented its mandate, Tenenti pointed to the need for cooperation from all parties involved in the conflict. “The mandate has to be implemented by the parties.     According to UNIFIL, around 500,000 people have fled southern Lebanon, with the population in the area estimated at 600,000. “The vast majority of the population in the South has left, though some people still remain in the area today,” Tenenti said. “It’s a very dramatic situation, as most villages are being completely destroyed and the shelling continues.”

    What you need to know: The Governor signed an executive order to help curb rising electricity costs and provide electric bill relief.

    SACRAMENTO – Today, Governor Gavin Newsom signed an executive order designed to reduce electric costs for Californians. 

    The Governor’s action encourages electric bill relief while maintaining the state’s commitment to achieving carbon neutrality and 100% clean electricity by 2045. The action comes as millions of Californians received an average credit of $71 on their October electric bills from the California Climate Credit, provided by the state’s Cap-and-Trade program.

    We’re taking action to address rising electricity costs and save consumers money on their bills. California is proving that we can address affordability concerns as we continue our world-leading efforts to combat the climate crisis.

    Tackling rising electricity costs

    While California has been successful in keeping electric bills lower than many other states on average thanks to decades of work advancing energy efficiency standards, Californians have seen their electric bills rising in recent years. A major driver has been critical utility wildfire mitigation efforts that have accelerated to match the pace of the climate crisis, as well as several programs added over time. 

    The Governor’s executive order addresses both of these cost drivers by zeroing in on some programs that could be inflating customer bills and evaluating utility wildfire mitigation expenses for potential administrative savings. 

    The Governor’s executive order:

    • Encourages electric bill relief. The executive order asks the California Public Utilities Commission (CPUC) to identify underperforming programs and return any unused energy program funds back to customers receiving electric and gas service from private utilities as one or more credits on their bills. 
    • Maximizes the California Climate Credit. The executive order directs the California Air Resources Board (CARB) to work with the CPUC to determine ways to maximize the California Climate Credit, which is a twice annual credit that shows up on many Californians’ electric and gas bills in the spring and fall and is funded by the state’s Cap-and-Trade program.
    • Manages and reduces electric costs for the long-term. The executive order asks the CPUC to evaluate electric ratepayer supported programs and costs of regulations and make recommendations on additional ways to save consumers money. It also asks the CPUC to pursue any federal funding available to help lower electricity costs for Californians. Additionally, the executive order directs the California Energy Commission (CEC) to evaluate electric ratepayer-funded programs and identify any potential changes that could save Californians money on their bills. 
    • Smarter wildfire mitigation investments. The executive order directs the Office of Energy Infrastructure Safety, and requests the CPUC, to evaluate utility wildfire safety oversight practices and ensure that utility investments and activities are focused on cost-effective wildfire mitigation measures.

    In addition to the Governor’s action, earlier this year, the CPUC approved a proposal to reduce the price of residential electricity through a new billing structure authorized by the state Legislature. This follows actions in recent years such as providing direct relief to customers and using state funds, rather than ratepayer monies, to develop a Strategic Reliability Reserve to maintain electric grid reliability during extreme conditions.

    The Governor welcomes partnership with the legislature to further additional actions that will address electric bill affordability.

    “Californians expect us to take a hard look at their monthly energy and electricity bills and deliver reduced costs and savings for the long-term,” said Assembly Speaker Robert Rivas (D-Salinas). “I support increased oversight efforts, because regulators must ensure energy programs are implemented effectively and responsibly. The Governor’s action today is another step forward to lessen households’ total energy burden and lower the cost of living in our state.”

    “Rising electricity costs are impacting Californians and their quality of life,” said Senate President pro Tempore Mike McGuire (D-North Coast). “The state, including its regulatory agencies, needs to buckle down and blunt the expanding fiscal impacts on ratepayers. This is an important start by Governor Newsom, and the Senate plans to double down on this progress in the months ahead.”

    FLOODS IN SPAIN
    Images of the torrential rains that have caused severe floods in and around Valencia, in the south of Spain are devastating.
    The Secretary-General extends his condolences to the families of those who have lost their lives and expresses his full solidarity with the Government and the people of Spain.

    Valencia is hosts the UN Global Service Center base, which is an important logistics hub for the entire UN system.

    OCCUPIED PALESTINIAN TERRITORY
    Moving to Gaza, further to that situation, the Office for the Coordination of Humanitarian Affairs (OCHA) is urging the Israeli authorities to urgently grant access for critical humanitarian activities in Jabalya, Beit Lahia and Beit Hanoun in North Gaza. OCHA emphasizes the need for secure conditions to deliver aid and conduct rescue operations safely, given the ongoing military operations there.
    The UN and the humanitarian partners are set to urgently implement critical activities in those areas as soon as Israeli authorities reopen North Gaza.
    The Secretary-General is deeply shocked by reports of an Israeli air strike in Beit Lahia, in North Gaza that took place early yesterday reportedly left at least 90 Palestinians killed or missing, including at least 25 children. This tragic loss of life, he said particularly among vulnerable people, yet again underscores the devastating human impact of the ongoing conflict, which is intensifying in the north of Gaza.
    The Secretary-General unequivocally condemns the widespread killing and injury of civilians in Gaza and the ongoing displacement of the population. All parties to the conflict must comply with their obligations under international law, including the obligation to respect and protect civilians. This includes humanitarian workers and first responders, who play a vital role in mitigating suffering and providing life-saving assistance.
    The obstruction of their work only deepens the suffering of the population. Aid must flow freely and safely.
    The toll of the violence in Gaza is unconscionable. There must be an immediate ceasefire. And he reiterates once again his call for the immediate and unconditional release of all hostages. The time to stop the bloodshed is now.
    Also throughout October, we’ve noted that North Gaza governorate has been largely inaccessible, with very few exceptions, amid reports of high casualties, direct hits on overwhelmed medical facilities, and widespread family displacement and separation.
    OCHA also emphasizes the need for direct supply routes from Erez West to these areas, rather than routing all aid through Gaza City, which is the current imposed practice.
    Meanwhile, in the south, OCHA today visited two locations in Absan, east of Khan Younis, to assess the situation of displaced families. One was the Saudi Centre for Cultural and Heritage in Abasan Al Kabira, which provides mental health support for children, internet access for students, and operates a community kitchen for more than 500 families. The second location was in the Al Mharaba site, which hosts 2,000 people. At this site there are no health services, limited power and insufficient water facilities.

    LEBANON
    On the humanitarian front in Lebanon, a joint OCHA-UNICEF mission today delivered essential supplies to approximately 800 households in the village of Sarafand, in southern Lebanon. The supplies include water bottles, hygiene and dignity kits, water testers, children’s clothes and first aid kits.
    Also, today, a convoy by UNRWA delivered 5,000 liters of fuel for generators to ensure the operation of water wells and sanitation facilities in the Burj Shemali Palestinian Refugee Camp along the South Litani River.
    The situation continues to deteriorate amid escalating hostilities and displacement orders. Today, the Israeli army issued displacement orders for all residents of Baalbek city in the east of the country, to evacuate the entire city immediately.
    This prompted mass displacement and panic among residents. Strikes subsequently began after several hours. Displacement orders were also issued in several localities in Nabatieh, in the south.
    The Humanitarian Coordinator in Lebanon, Imran Riza, deplored the extensive harm inflicted on civilians and the destruction of critical infrastructure. He called for the violence to end immediately and reminded parties to the conflict that they must take all feasible precautions to avoid and minimize harm to civilians and civilian objects.

  • MIL-OSI Security: Mayerthorpe — Mayerthorpe RCMP – Dangerous Person Alert – Update #2

    As a result of a continued investigation into the incident, which led to a public safety alert being issued by RCMP on Sept. 17, 2024, one male suspect surrendered himself to the RCMP with family, and a warrant for arrest for the second male involved has been issued. The investigation remains open; however, it has been determined that the offences committed were targeted, and Mayerthorpe RCMP would like to re-assure the members of the community that there is no imminent risk to the community.

    RCMP have charged a 28-year-old individual, a resident of Whitecourt, Alta., with:

    • Kidnapping with a firearm;
    • Robbery with a firearm;
    • Theft of truck;
    • Assault with a weapon;
    • Careless use of a firearm;
    • Possession of a weapon for a dangerous purpose;
    • Flight from Peace officer;
    • Fail to comply with firearms prohibition;
    • Fail to comply with Probation.

    Dakota Patterson was taken before a justice of the Peace and remanded into custody.

    A warrant of arrest has been issued for a 30-year-old resident of Grande Prairie, Santiago Patterson who has been charged with:

    • Kidnapping with a firearm;
    • Robbery with a firearm;
    • Theft of truck;
    • Assault with a weapon;
    • Careless use of a firearm;
    • Possession of a weapon for a dangerous purpose;
    • Uttering threats against a person;
    • Fail to comply with firearms prohibition.

    Mayerthorpe RCMP – Dangerous Person Alert – Update #1

    On Sept. 17, 2024 at approximately 9 a.m., members of the Mayerthorpe RCMP responded to information that a stolen vehicle from Edmonton may be in the surrounding area. RCMP members quickly responded and were able to locate the vehicle; however, it fled from police and it was soon located abandoned. The occupants were suspected to have fled on foot, and based on information obtained during the investigation, the occupants were also believed to have been armed.

    RCMP members from surrounding detachments including members from the RCMP emergency response team, were deployed to the scene and facilitated an exhaustive search. The members of the Mayerthorpe RCMP no longer believe the suspects to be in the immediate area and do not believe there is any imminent risk to the community.

    We understand how situations such as this can make a community feel uneasy, but rest assured, your Alberta RCMP are there for you and working to keep our communities safe.

    Mayerthorpe RCMP – Dangerous Person Alert

    This alert is in effect for Mayerthorpe, in the area of Hwy 18 and Township Road 572A, between RR 92 and RR 80. Two men armed with guns are on foot after an armed robbery.

    • Suspect 1 is a white male, 5 feet 11 inches tall, 205 pounds, dark hair, brown eyes, about 30-year-old, in a cowboy hat, black sweater;
    • Suspect 2 is a white male, 6 feet tall, 220 pounds, brown hair, blue eyes, in a black flat brim hat with red letters;
    • Do not open the door to strangers;
    • Do not pick up hitchhikers.

    If suspects are spotted, do not approach suspects. Report all sightings to 911.
