  • MIL-OSI USA: ERO New York City arrests unlawfully present Venezuelan national convicted of assaulting NYPD officers in Times Square

    NEW YORK — On Oct. 10, Enforcement and Removal Operations New York City arrested Darwin Andres Gomez Izquiel, an unlawfully present noncitizen and national of Venezuela, who was convicted by the New York County Supreme Court of assault in the second degree with intent to cause injury to an officer/fireman/EMT July 29 for his participation in the widely publicized gang assault on two NYPD officers in Times Square.

    Officers from the Criminal Apprehension Program arrested Gomez upon release from the custody of the New York City Department of Corrections pursuant to an ICE detainer and warrant of arrest. He remains in ICE custody pending removal proceedings.

    “Gomez-Izquiel is a criminal and threat to the public servants, residents and businesses of New York City,” said ERO New York City Field Office Director Kenneth Genalo. “We will not allow our communities to become safe havens for noncitizens who refuse to abide our laws. ERO New York City will continue to work with unending determination to apprehend and remove these violent criminal offenders.”

    On Aug. 23, 2023, the U.S. Border Patrol encountered Gomez near the Rio Grande Valley, Texas, after he unlawfully entered the United States without inspection, admission or parole by an immigration official. U.S. Border Patrol initially processed Gomez as an expedited removal after serving him with an order of expedited removal. Two days later, Gomez withdrew his application for admission to the United States and voluntarily returned to Mexico via the Brownsville Port of Entry.

    U.S. Border Patrol again encountered Gomez near the Del Rio Sector on Oct. 3, 2023, after unlawfully entered the United States at a time and place other than as designated by the Secretary of the Department of Homeland Security. U.S. Border Patrol issued Gomez a notice to appear charging inadmissibility pursuant to the Immigration and Nationality Act, provided him with an immigration judge hearing date for June 4, 2024, in Memphis, Tennessee, and released him on his own recognizance with specific reporting instructions for the nearest ERO office of his intended destination. There is no indication that he complied with those reporting instructions.

    On Jan. 27, 2024, the NYPD arrested Gomez for the crimes of assault on police officer/fireman/EMT, second-degree gang assault, obstruction of governmental administration and disorderly conduct. The next day, Gomez was arraigned on the charges and released on his own recognizance.

    That same day, ERO New York City lodged an immigration detainer with the New York City Department of Corrections’ Rikers Custody Management Unit against Gomez’s release.

    Gomez did not appear for his removal hearing before an immigration judge in Memphis June 4 due to his incarceration on Rikers Island in the custody of the New York City Department of Corrections. The presiding immigration judge did not take action on his case.

    On July 29, the New York County Supreme Court convicted Gomez of assault in the second degree with intent to cause injury to an officer/fireman/EMT and obstruct governmental administration and sentenced him to a custodial term of 364 days.

    As part of its mission to identify and arrest removable noncitizens, ERO lodges immigration detainers against noncitizens who have been arrested for criminal activity and taken into custody by state or local law enforcement. An immigration detainer is a request from U.S. Immigration and Customs Enforcement to state or local law enforcement agencies to notify ICE as early as possible before a removable noncitizen is released from their custody. Detainers request that state or local law enforcement agencies maintain custody of the noncitizen for a period not to exceed 48 hours beyond the time the individual would otherwise be released, allowing ERO to assume custody for removal purposes in accordance with federal law.

    Detainers are critical public safety tools because they focus enforcement resources on removable noncitizens who have been arrested for criminal activity. Detainers increase the safety of all parties involved — ERO personnel, law enforcement officials, removable noncitizens and the public — by allowing an arrest to be made in a secure and controlled custodial setting as opposed to at-large within the community. Because detainers result in the direct transfer of a noncitizen from state or local custody to ERO custody, they also minimize the potential that an individual will reoffend. Additionally, detainers conserve scarce government resources by allowing ERO to take criminal noncitizens into custody directly rather than expending resources locating these individuals at-large.

    ERO conducts removals of individuals without a lawful basis to remain in the United States, including at the order of immigration judges with the Justice Department’s Executive Office for Immigration Review. The Executive Office for Immigration Review is a separate entity from the Department of Homeland Security and ICE. Immigration judges in these courts make decisions based on the merits of each individual case, determining if a noncitizen is subject to a final order of removal or eligible for certain forms of relief from removal.

    As one of ICE’s three operational directorates, ERO is the principal federal law enforcement authority in charge of domestic immigration enforcement. ERO’s mission is to protect the homeland through the arrest and removal of those who undermine the safety of U.S. communities and the integrity of U.S. immigration laws, and its primary areas of focus are interior enforcement operations, management of the agency’s detained and non-detained populations, and repatriation of noncitizens who have received final orders of removal. ERO’s workforce consists of more than 7,700 law enforcement and non-law enforcement support personnel across 25 domestic field offices and 208 locations nationwide, 30 overseas postings, and multiple temporary duty travel assignments along the border.

    WASHINGTON – U.S. Senators Bill Cassidy, M.D. (R-LA), Marco Rubio (R-FL), John Cornyn (R-TX), and Rick Scott (R-FL) today announced legislation to appropriate $20 billion to the Federal Emergency Management Agency’s (FEMA) Disaster Relief Fund (DRF) to help states recover following Hurricanes Francine, Helene, and Milton. The DRF assists individuals, households, states, and non-federal government entities with recovery following natural disasters. As a result of an above-average hurricane season, the DRF is quickly dwindling.
    “Americans help Americans. FEMA needs resources to help those impacted by Hurricanes Milton, Helene, and Francine,” said Dr. Cassidy. “Related to this, I will continue working to make flood insurance affordable again.”
    “Unfortunately, this is a hurricane season no one will soon forget. The Disaster Relief Fund (DRF) is the front line for states, and our constituents, to receive support in the aftermath of natural disasters. While assessments of the full extent of these storms are underway, the DRF cannot be allowed to be depleted. I am proud to announce my colleagues and I will be introducing a bill to provide additional funding to support communities affected by the recent hurricanes,” said Senator Rubio.

  • MIL-OSI New Zealand: Six is custody following Counties vehicle crime

    It was a busy night for officers in Counties Manukau, with six people taken into custody following a spate of vehicle crime across the district.

    At about 10.35pm, officers in Papatoetoe attempted to stop a vehicle travelling on Plunket Road.

    Counties Manukau West Area Response Manager, Senior Sergeant Steve Albrey, says the vehicle failed to stop for Police and continued to drive dangerously through the area.

    “Police elected not to pursue and the Eagle helicopter was able to provide commentary.

    “The vehicle has continued to drive in a dangerous manner before coming to a stop outside an address in Gray Avenue, where one person was quickly taken into custody.”

    A 34-year-old man will appear in Manukau District Court today facing charges including unlawfully taking a motor vehicle and failing to stop.

    A couple of hours later at 12.40pm, Police received a report from a member of the public who had allegedly interrupted two offenders stealing a vehicle parked on Fusion Road, Flat Bush.

    Counties Manukau East Area Commander, Inspector Rod Honan, says the informant also believed one of the offenders pointed an object that looked like a firearm in their direction before driving off in the stolen vehicle.

    “At about 1pm, the vehicle was observed travelling on the motorway near Newmarket.

    “Eagle was able to get overhead and units subsequently spiked the vehicle on State Highway 20, before it exited at Hillsborough Road.”

    Inspector Honan says the vehicle came to a stop and officers quickly took five people into custody.

    He says a search of the vehicle didn’t locate any firearms.

    “We hope the public can be reassured with have no tolerance for this brazen behaviour in our community.”

    Four people, aged 12-16, will appear in Manukau Youth Court today charged with dangerous driving and unlawfully taking a motor vehicle.

  • MIL-OSI China: Nigerian president confirms over 100 killed in gasoline tanker explosion

    The death toll of a gasoline tanker explosion in Nigeria’s northern state of Jigawa early this week exceeded 100, Nigerian President Bola Tinubu’s spokesman said Wednesday.

    A statement issued Wednesday evening by Bayo Onanuga, a senior presidential spokesman, on behalf of Tinubu, described as “devastating” the night inferno in Majiya, a town in the Taura local government area of Jigawa late Tuesday.

    According to the statement, the Nigerian leader directed a delegation of senior officials to condole with the families of the deceased, assess the situation at the scene of the incident, and visit scores of injured people in the hospital. He also directed that emergency aid, including medical supplies, food, and shelter, be extended to the victims receiving treatment and others affected by the tanker fire.

    While assuring the citizens of the government’s better commitment to the swift and comprehensive review of fuel transportation safety protocols across the country, Tinubu further directed the road safety police to strengthen night travel measures, such as increased patrols, stricter enforcement of safety regulations, and other highway safety mechanisms to prevent recurrences of the incident.

    Earlier the police had confirmed at least 90 people killed and 50 others injured following the explosion. The victims were mostly people who had rushed to the scene to collect gasoline after the tanker lost control and overturned, a police spokesman earlier told Xinhua.

    A mass burial for the deceased was held Wednesday morning, said Shi’isu Lawan Adam, the spokesman for the police in Jigawa.

    A 5.3-magnitude earthquake jolted Kizilsu Kirgiz Autonomous Prefecture in northwest China’s Xinjiang Uygur Autonomous Region at 6:23 a.m. Thursday (Beijing Time), according to the China Earthquake Networks Center (CENC).
    The epicenter was monitored at 41.11 degrees north latitude and 78.53 degrees east longitude. The quake struck at a depth of 10 km, said the CENC.

  • MIL-Evening Report: Pokies? Lotto? Sports betting? Which forms of problem gambling affect Australians the most?

    Gambling, especially sports and race betting, is a hot political issue at the moment.

    This is largely due to the recommendations from a 2023 report from a nonpartisan federal government committee, chaired by the late Peta Murphy, called You Win Some, You Lose More.

    This report recommended “the Australian government, with the cooperation of the states and territories, implement a comprehensive ban on all forms of advertising for online gambling”.

    This has led to lots of debate and controversy.

    Recently, Peter V’landys, head of the NRL and Racing NSW, claimed lotteries were more harmful than race and sports betting combined, citing independent statistics.

    Let’s explore the relative harm of different types of gambling and see if this claim holds up.

    Australians love a punt

    Gambling is widespread in Australia, with more than half of adults engaging in at least one form each year.

    According to the latest national data, lotteries are the most common type (40% of Australians buy a ticket annually), followed by race betting (17%), pokies (16%), scratchies (15.7%) and sports betting (9.6%).

    However, the popularity of a gambling form doesn’t necessarily reflect its harm. Different gambling activities have distinct characteristics.

    Two key factors mean that some gambling forms are more harmful than others: the speed of gambling and bet size.

    Pokies allow for frequent, small bets, with spins every three seconds. Race and sports betting can involve much larger sums and betting that is relatively fast, but still slower than pokie spins.

    Sports betting, in particular, is getting faster with in-play betting and microbetting.

    Poker machines, or ‘pokies’ are the biggest single source of gambling losses in Australia.

    Lotteries, on the other hand, are much slower-paced.

    People typically spend a small amount on tickets and wait for a draw to find out if they’ve won.

    Although it’s possible to spend a lot on tickets, people tend not to, unlike with faster gambling forms.

    The average spend on pokies among the 16% who play them is around $4,782 per year, compared to an average spend on lotteries of $377 per year. These are averages. Most won’t spend these amounts but some will spend far more, which raises the average amount.

    V’landys’ claim about lotteries being more harmful than race and sports betting was based on “independent statistics”.

    He said that of 100 people seeking help from a gambling hotline, 70 had issues with pokies, 15 with lotteries, eight with race betting, four with sports betting, and three with casinos.

    We were unable to verify these figures – if anyone has the data, we’d love to see the research to assess them.

    However, we do have publicly available data.

    What the data say

    The NSW GambleAware website’s 2020-21 report shows that of 2,886 people seeking help, 73.3% identified pokies as their primary form of gambling, while only 13 people (less than 1%) listed lotteries. Race betting accounted for 13.1%, and sports betting for 7.9%.

    These patterns were consistent with previous years.

    People who experience problems also usually take part in more than one form of gambling, as the NSW report showed.

    When these secondary gambling activities were considered, sports betting was cited by 35.5%, race betting by 33.5%, pokies by 19.5%, and lotteries by 13.7%.

    What we discovered

    The best evidence on gambling problems and harm comes from large-scale prevalence studies, typically commissioned by governments and conducted by independent researchers.

    These studies offer high-quality insights into how each gambling form contributes to problems.

    While one prevalence study is great, our team recently combined data from seven national and state-based prevalence studies. This resulted in a very high-quality dataset that we can use to study this question.

    In our analysis, we used statistical techniques to show how strongly each gambling form is associated with problems.

    These techniques give us regression coefficients, which are just numbers that tell us how strong the association is. A higher number means a stronger association between that form and gambling problems.

    The most problematic form was pokies (coefficient = 0.147), followed by casino games (0.136), sports betting (0.068) and race betting (0.038).

    Lotteries, with a coefficient of 0.001, were the least problematic and were not statistically significant even in our large sample.

    As you might guess from such a low number, there’s very little relationship between lotteries and gambling problems.

    What about prevalence?

    Prevalence matters too – while pokies were most strongly associated with problems, the number of people participating in each gambling form is also important.

    Let’s consider an analogy – a car that gives out a lot of exhaust fumes. That car is harmful, but if virtually no one owns one, then it’s not going to account for much pollution.

    The same idea applies for gambling forms. If a gambling form is very harmful but very few people do it, it doesn’t account for many problems in the population.

    It works the other way, too – if there is a very clean type of car that many people drive, they also won’t add up to much pollution.

    Similarly, if we have gambling forms that have very little association with problems, it won’t add up to many problems in the population, even if lots of people take part.

    The regression coefficients tell us how problematic each gambling form is. Prevalance tells us how many people do it.

    When we combine these two bits of information, we can work out the degree of problems in the community that come from each form.

    When we did this, pokies were responsible for 52-57% of gambling problems in the community.

    Sports and race betting each contributed 9-11%, with a combined total of around 20%.

    Lotteries accounted for just 0.1-1% of problems.

    Even if we include scratchies as part of lotteries, this only adds another 2-5% of problems, still far below sports and race betting.

    The real issue

    What’s the takeaway?

    Lotteries are widely played but are not typically associated with much harm.

    Sports and race betting, despite having fewer participants, are more harmful due to their faster pace and the potential for large, frequent bets.

    Lotteries involve slower betting and lower spending, making them much less risky.

    If we aim to reduce gambling harm in our community, the focus should be on pokies, which are widespread in pubs and clubs outside WA, casino games and race and sports betting.

    These forms have features that make them far more harmful than slower-paced gambling like lotteries.

    A global panel of agrarians has called for the innovation-driven green transition of the world’s agri-food system, as part of efforts to curb carbon emissions and mitigate the impact of climate change on food production.
    While some food-producing regions have initially benefited from warmer weather, the substantial uncertainties caused by global warming are disrupting agriculture across Asia, Africa and South America, the experts said.
    They made the remarks on the sidelines of the 2024 World Agri-Food Innovation Conference, held in Beijing earlier this month. The event was organized by China Agricultural University.
    Sun Qixin, president of China Agricultural University and an academician at the Chinese Academy of Engineering, told China Daily that mainstream models indicate a 6 to 8 percent decrease in food production for every 1 C increase in global temperatures, unless technological innovations are introduced to alleviate these effects.
    “However, the impact of a warmer climate is not uniform across the globe,” he said.
    Despite instances of warmer and wetter climate boosting food production in some areas that were previously cold and prone to drought, the sudden and extreme shifts in weather patterns are causing widespread disruptions in food production globally, Sun noted.
    Given that the green transition necessitates a substantial reduction in agricultural inputs such as fertilizers, it is crucial to invest in research and technological innovations to ensure that these reforms do not result in decreased output, Sun said.
    “We must proceed in this direction despite the challenges,” he added.
    An estimate by the Intergovernmental Panel on Climate Change, the United Nations body for evaluating climate science, showed that the agri-food sector, covering the entire cycle from food cultivation to consumption, contributes one-third of global greenhouse gas emissions.
    Fu Wenge, a professor at China Agricultural University, said that innovations facilitating green transition do not always require groundbreaking scientific discoveries, adding that sometimes, minor and cost-effective reforms in management models and other fields can bring significant changes.
    Fu cited the university’s Science and Technology Backyard project, which encourages students to live and work alongside smallholding farmers in rural areas as part of their education programs. The arrangement aims to help promote high-yield crop varieties and environmentally friendly farming practices among rural farming communities. “This model has been implemented in Africa and other regions,” he said.
    Ismahane Elouafi, executive managing director of the Consultative Group on International Agricultural Research, or CGIAR, a global partnership that unites research groups for a food-secure future, said that the green transition could be achieved through innovations that span technological, policy and institutional levels and include models for countries to work together.
    “The impact of climate change is multiplying every day, and the only way forward for us is to adopt innovation in its broad sense to really transform the agriculture system,” she said.
    The experts also called for greater awareness of increasing food production with reduced carbon footprint and more care for the environment.
    Patrick Caron, vice-chair of the CGIAR system board, said that humans have managed to increase food production throughout history, as living conditions improved and consumption patterns changed.
    “However, at the moment, we are looking at the increase of production with a different angle,” he said, referring to greater care to avoid climate change and degradations of land, water and biodiversity.
    Makers of food policy point to China as a source of hope amid the gloomy outlook of increasing food insecurity worldwide, citing the country’s ambitious goal to boost its annual food production capacity to approximately 700 million metric tons by 2030, up from the 695 million tons in 2023.
    Elouafi, the CGIAR executive managing director, said, “I think China really is a bright spot in the global picture, and not only in increasing productivity in a very smart way, but also in reducing poverty and hunger.”
    Despite a recent reversal in global progress, the world made significant strides in alleviating hunger and poverty between 2000 and 2017, largely because of China’s efforts, she said.
    Elouafi noted that China’s adoption of technologies and innovations in the agri-food sector, along with its initiatives to enhance rural incomes, played a pivotal role in the success.
    Wednesday marked World Food Day, which has been celebrated annually on Oct 16 since 1981 to raise awareness and promote action for fighting hunger and ensuring food security for all.
    At a news conference on Wednesday, Foreign Ministry spokeswoman Mao Ning said that as the world’s largest food producer, China attaches great importance to global food security.
    “China has provided more funding and experts and undertaken more projects than any other developing country under the framework of the Food and Agriculture Organization’s South-South Cooperation Programme,” she said.

  • MIL-OSI Security: Bienville Parish Man Sentenced for Illegal Possession of Crack Cocaine and a Firearm and Ammunition

    SHREVEPORT, La. – United States Attorney Brandon B. Brown announced that Martino Antwion Hill, 42, of Ringgold, Louisiana, was sentenced today for illegal possession of narcotics and a firearm and ammunition.  United States District Judge S. Maurice Hicks, Jr. sentenced Hill to 156 months (13 years) in prison, followed by 3 years of supervised release for possession with intent to distribute crack cocaine and being a convicted felon in possession of a firearm. 

    On February 25, 2022, deputies with the Bienville Parish Sheriff’s Office observed Hill and another individual standing outside of a vehicle which they believed had been driven by Hill. Deputies were aware that Hill had several active felony warrants and approached the vehicle. As law enforcement officers approached, Hill began to walk away from the vehicle and refused to follow the commands of officers to stop as they approached. Hill resisted arrest and the officers took him into custody. They searched his person and discovered over $5,000 in cash and approximately 11.32 grams of crack cocaine. A search of his vehicle was conducted, and officers discovered a Ruger model 5.7, caliber 5.728 firearm and ammunition on the rear seat of the vehicle.

    Hill has previous felony convictions for possession with intent to distribute a controlled dangerous substance on two occasions and possession of a firearm by a felon. He admitted that he was a convicted felon at the time of this offense and knew he was prohibited from possessing any firearm or ammunition. 

    The case was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives and Bienville Parish Sheriff’s Office and prosecuted by Assistant United States Attorney Robert F. Moody.

    Former Highest Ranking Law Enforcement Official in Mexico Took Millions of Dollars in Bribes from the Sinaloa Cartel and Enabled Transportation of More Than One Million Kilograms of Cocaine to the United States

    Genaro Garcia Luna, the former Secretary of Public Security in Mexico from 2006 to 2012, was sentenced today by United States District Judge Brian M. Cogan to 460 months’ imprisonment and a $2 million fine for his decade-long assistance to the Sinaloa Cartel in exchange for millions of dollars in bribes.  Following a four-week trial in February 2023, Garcia Luna was convicted by a jury of engaging in a continuing criminal enterprise, international cocaine distribution conspiracy, conspiracy to distribute and possess with intent to distribute cocaine, conspiracy to import cocaine and making false statements.

    Breon Peace, United States Attorney for the Eastern District of New York, Anne Milgram, Administrator, U.S. Drug Enforcement Administration (DEA), and Katrina W. Berger, Executive Associate Director, Homeland Security Investigations (HSI), announced the verdict.

    “Today’s sentencing of Mexico’s former Secretary of Public Security, Genaro Garcia Luna, sends a clear message to corrupt leaders around the world who use their positions of power to help the cartels: no amount of power will shield you from justice,” said DEA Administrator Anne Milgram. “Garcia Luna accepted millions of dollars in bribes from the Sinaloa Cartel to allow millions of kilograms of cocaine to flood the streets of the United States.  Instead of protecting the citizens of Mexico, Garcia Luna was protecting drug cartels.  The DEA will continue to relentlessly pursue drug trafficking organizations and those who protect them.”

    “Today’s sentencing sends a powerful message that no one is above the law,” said HSI Executive Associate Director Katrina W. Berger. “HSI continues its partnered commitment to disrupting and dismantling the criminal networks responsible for bringing deadly narcotics into the U.S.”

    As proven at trial, from 2006 to 2012, Garcia Luna was Mexico’s top law enforcement official, serving as Secretary of Public Security and, in that capacity, controlled Mexico’s Federal Police Force.  Previously, from 2001 to 2005, the defendant was the head of Mexico’s Federal Investigative Agency (AFI).  The defendant used his official positions to assist the violent Sinaloa Cartel (the Cartel) in exchange for millions of dollars in bribes.  Garcia Luna’s conduct included facilitating safe passage of the Cartel’s drug shipments, providing sensitive law enforcement information about investigations into the Cartel and helping the Cartel attack rival drug cartels, thereby facilitating the importation of multi‑ton quantities of cocaine and other drugs into the United States.

    In exchange for bribes, the defendant’s Federal Police Force acted as bodyguards and escorts for the Cartel, allowing Cartel members to wear police uniforms and badges and helping to unload shipments of cocaine from planes at Mexico City’s airport, then delivering the cocaine to the Cartel. The defendant was paid in U.S. currency, stuffed variously in suitcases, briefcases and duffel bags.  The bribe amounts increased over the years as the Sinaloa Cartel grew in size and power through the assistance of the defendant.   Former members of the Cartel testified that bribe money was handed off to the defendant in a variety of locations, including at a “safe house” located in Mexico City where large amounts of cash were hidden in a false wall, at a car wash in Guadalajara and at a French restaurant in Mexico City across the street from the U.S. Embassy.  Further, in exchange for the millions of dollars in bribes, the defendant’s Federal Police Force leaked sensitive information that enabled the Cartel to evade detection by law enforcement or use the information in attacks on rival traffickers.  Finally, after moving to the United States in 2012, Garcia Luna submitted an application for naturalization in 2018, in which he lied about his past criminal conduct on behalf of the Cartel in an attempt to become a U.S. citizen.

    In connection with post-trial proceedings, the Court also found that, while he was awaiting sentencing, Garcia Luna obstructed justice when he sought to bribe fellow inmates to provide false testimony in an attempt to overturn the jury’s verdict.

    The investigation was led by the New York Strike Force, a crime-fighting unit comprising federal, state and local law enforcement agencies supported by the Organized Crime Drug Enforcement Task Force and the New York/New Jersey High Intensity Drug Trafficking Area.  The Strike Force is based at the DEA’s New York Division and includes agents and officers of the DEA, New York City Police Department, New York State Police, Homeland Security Investigations, U.S. Internal Revenue Service Criminal Investigation Division, Bureau of Alcohol, Tobacco, Firearms and Explosives, U.S. Customs and Border Protection, U.S. Secret Service, United States Marshals Service, New York National Guard, Clarkstown Police Department, U.S. Coast Guard, Port Washington Police Department and New York State Department of Corrections and Community Supervision.

    HSI New York’s El Dorado Task Force (EDTF) played an important role in this investigation. The EDTF is comprised of more than 200 law enforcement personnel representing approximately thirty-five (35) federal, state, and local law enforcement and regulatory agencies, including the DEA.

    The government’s case is being handled by the Office’s International Narcotics and Money Laundering Section.  Assistant U.S. Attorneys Saritha Komatireddy, Erin Reid, Ryan C. Harris, Philip Pilmar and Adam Amir are in charge of the prosecution, with the assistance of Paralegal Specialists Huda Abouchaer and Melissa Bennett.

    In just one week, nearly 400 Palestinians have reportedly been killed and almost 1,500 injured in Gaza, said Joyce Msuya, the UN acting under-secretary-general for humanitarian affairs and emergency relief coordinator, on Wednesday.

    Briefing the UN Security Council on the humanitarian situation in Gaza, Msuya said the people of Gaza have suffered multiple mass casualty incidents due to Israeli airstrikes since her last briefing on Oct. 9.

    “The world has seen the images of patients and displaced persons, sheltering near Al Aqsa hospital, burning alive,” she said, adding that scores of others, including women and children, are suffering the excruciating pain of severe lifechanging burns.

    “If such horror does not awaken our sense of humanity and propel us to action, what will?” Msuya asked.

    She said Israel’s military offensive is intensifying in the north, and since the beginning of October, it’s estimated that over 55,000 people have been displaced from the Jabaliya area, while others remain stranded in their homes with water and food running out.

    “For the 155,000 pregnant and breastfeeding women in Gaza, it is an exhausting and traumatizing experience, not knowing where and how to give birth, or whether their child will survive,” said Msuya.

    She noted that from Oct. 2 to 15, no food aid entered northern Gaza with “a trickle” allowed in, and all essential supplies for survival are running out.

    “Given the abject conditions and intolerable suffering in north Gaza, the fact that humanitarian access is nearly non-existent is unconscionable,” she said.

    Msuya said that during the first two weeks of October, just one out of 54 coordinated movements to the north via the Al Rashid checkpoint was facilitated by Israeli authorities, while another four were impeded but eventually accomplished. Eighty-five percent of the movements were denied, and the rest were impeded or canceled, due to security or logistical issues.

    “Every time a mission is impeded, the lives of people in need and humanitarians on the ground are put at even greater risk,” she said.

    “The level of suffering in Gaza defies our ability to capture it in words, or even to comprehend its scale,” said the senior UN official, adding that “international humanitarian law must be respected and this council, and all member states, must exert all their influence to ensure it.”

    The representative of Algeria, who requested the meeting, expressed alarm about the catastrophic humanitarian situation in Gaza.

    He noted that a few trucks of aid were distributed in northern Gaza on Tuesday, but failed to reach Jabalia, which remains under siege. “Let me be crystal clear: a military siege that deprives civilians of essential means of survival is not just unacceptable. It is a war crime,” he stated.

    Riyad Mansour, the permanent observer for the State of Palestine to the United Nations, said that in the face of the “monstrosity” unfolding in northern Gaza, “silence and inaction are not an option.”

    Noting that the Palestinian and Lebanese people are paying the price for Israel’s impunity, he said that in northern Gaza, 400,000 besieged, starved, and bombed Palestinians are being subjected to the so-called General Plan, according to which any Palestinian remaining in the north is considered a legitimate military target. “That is not war. These are crimes. They must be stopped. And they must be stopped now.”

    Mansour called on the Security Council to “fight back with the tools provided by the (UN) Charter and by the law to combat those who are obliterating the Charter and the law,” stressing, “It is time to act. Anything else is complicity and surrender.”

    In his remarks, Israel’s representative detailed recent attacks against his country. He said that although “101 human beings have been tormented by Hamas terrorists in their terror dungeons,” Security Council members barely mentioned the hostages or did so as an afterthought.

    He asserted that Israel and its humanitarian partners have “flooded” Gaza with humanitarian aid, and Hamas has “hijacked” aid and “weaponized” the humanitarian situation.

    Trentham Fire Brigade had a day to remember yesterday when the iconic Melbourne Cup trophy, along with the world’s top-ranked female jockey, Jamie Kah, paid a special visit to the local fire station.

    The stop was part of the annual Lexus Melbourne Cup Tour, which sees the iconic trophy travel across Australia and internationally.  

    This year, Trentham was chosen as one of the destinations, thanks to the efforts of local pub owner and Australian basketball legend Chris Anstey, who successfully applied to bring the Cup to the picturesque town. 

    Chris said he hoped the visit would shine a light on the important work of the Trentham Fire Brigade.  

    “Bringing the Cup to Trentham was a unique opportunity to celebrate the community, and the CFA are such a big part of that,” Chris said.  

    “CFA volunteers give so much to protect our community and often go underappreciated. 

    “We wanted to recognise the work they do, and this Melbourne Cup visit was a small gesture to thank them and let them know how much we appreciate what they do on behalf of the town.” 

    Captain of the Trentham Fire Brigade, David Wheeldon, said he never imagined having the iconic trophy in his hands.  

    “It’s heavier than I thought it’d be!” David said. 

    “It’s fantastic what Chris has been able to bring to the town, and we’re thrilled he shared the experience with the brigade.”  

    David added that he hoped the event might inspire a few people to join the brigade, especially with summer fast approaching. 

    “This kind of event is great publicity. We’re always on the lookout for new members, particularly as we head into what could be a high-risk fire season,” he said. 

    He also reminded the community of the importance of preparation ahead of the summer fire season. 

    “As the hotter months approach, it’s essential for everyone to be prepared. On hot, dry, windy days, fires can start and spread rapidly.  

    “If the Fire Danger Rating is Extreme or Catastrophic, leaving early is always the safest option. 

    “Plan ahead, talk with your family about when to leave and where you’ll go.”

    Minister for Agriculture and Minister for Regional New South Wales Tara Moriarty has met with Forestry Corporation fire specialists to discuss bushfire preparations on the Mid North Coast.

    Minister Moriarty attended Forestry Corporation’s Wauchope depot to speak with fire crews, who are geared up and ready to put their training into action protecting forests and communities during the NSW bushfire season.

    Forestry Corporation is one of the state’s four fire authorities joining the NSW Rural Fire Service, Fire and Rescue NSW and National Parks and Wildlife.

    The organisation oversees land management, bushfire preparation and response across more than 2-million hectares of state forests.

    Forestry Corporation has more than 500 trained firefighters rostered on to respond to state forest fires across NSW.

    Firefighters are trained in national firefighting competencies and its highly experienced managers undertake Incident Management Team roles on major firegrounds.

    Forestry Corporation has a statewide fleet of more than 450 fire appliances, 35 pieces of heavy plant, four contracted aircraft and over 130 drones and trained pilots.

    Heavy plant machinery, which the broader forestry industry uses to harvest sustainable timber is also available to fight fires.

    This machinery including bulldozers, excavators and specialist harvesting machines are used to create control lines for firefighting, set up back burns and remove dangerous trees for firefighting safety.

    In 2023/24 Forestry Corporation firefighters and fire managers were engaged in a total of 184 fires, this impacted 98,250 hectares of land.

    During the 2019-2020 Black Summer bushfires, this heavy plant machinery played an instrumental role in stopping the spread of fast burning bushfires saving life, property and assets across NSW.

    Outside of the bushfire season, Forestry Corporation also conducts forest hazard reduction burns and undertakes cultural burns in partnership with local Aboriginal communities.

    Forestry Corporation also sends its expert fire specialists abroad in the winter months to assist international firefighting agencies in the Northern hemisphere.

    Six staff members deployed to the United States and Canada this year and last year Port Macquarie local Matt Model was one of Forestry’s fire specialists, who deployed to Canada bringing back firefighting skills and expertise to the region.

  • MIL-OSI Australia: Drug Charges – Operation Kint

    The Northern Territory Police Drug and Organised Crime Unit have arrested 6 offenders in relation to the largescale supply of drugs across the Territory.

    Operation Kint was launched in May 2024 to specifically target known commercial suppliers and distributors of illicit substances. Since its launch, investigators have been gathering evidence and identifying members from a known Outlaw Motorcycle Gang who have had significant influence on the Greater Darwin drug trade.

    Yesterday, Investigators arrested two men, aged 48 and 56, outside a hotel in Darwin. Police will alleged the 48-year-old was in possession of $201,000 in cash while the other had just transported 31kg of cannabis from Melbourne to be distributed.

    These arrests prompted investigators to immediately execute 8 separate search and seizure warrants across the Greater Darwin Area.

    As a result of these searches, including the hotel arrest operation, police have seized in total:

    • $447,430 cash
    • 35.5kg of cannabis
    • 3 vehicles
    • Traffickable and less than traffickable quantities of methamphetamine
    • A substance believed to be commercial MDMA
    • An unsecured firearm
    • Nun chucks, knuckle dusters and an extendable baton
    • 5 ice pipes
    • An encrypted communication device
    • Items indicative of drug supply

    A further 4 men, aged 33, 50, 51 and 54, were arrested during the searches.

    All 6 men have since been charged with:

    • Possess/Supply Commercial Quantity Sch2 dangerous drug
    • Possess/Use Tainted Property

    All have been remanded to appear in Darwin Local Court today.

    Detective Acting Senior Sergeant Tim Gardiner said “These arrests have significantly disrupted the illicit drug trade across Darwin and are the direct result of hundreds of hours of comprehensive police work.  

    “ Drug Syndicates, with influences from Outlaw Motorcycle Gangs, cause untold harm throughout our community. They fuel crime and financially cripple vulnerable members of the Territory, while having a complete disregard for the impacts of their actions.

    “Outlaw Motorcycle Gangs are not welcome here, and members should be aware that any attempt to operate an organised crime network will be disrupted by the Northern Territory Police.

  • MIL-Evening Report: Severe thunderstorms are sweeping through southern Australia. But what makes a thunderstorm ‘severe’?

    Clusters of severe thunderstorms are expected to strike Australia’s southern regions over Thursday and Friday.

    The Bureau of Meteorology has issued severe weather warnings and forecasts related to these unusually widespread stormy conditions as they move through South Australia today and into Victoria.

    As of October 17th, there’s a risk of severe thunderstorms for parts of central and southern Australia.

    Some areas have already experienced golf ball-sized hail and intense winds.

    While we might not always think of thunderstorms as a threat, severe storms can be surprisingly damaging. The enormous Sydney thunderstorm of 1999 dropped an estimated 500,000 tonnes of hail, causing widespread damage to cars and roofs. At the time, it was the most expensive natural disaster on record, overtaken only by the unprecedented 2022 floods across eastern Australia – which were themselves partly caused by severe thunderstorms in addition to other weather systems.

    When severe thunderstorms bring torrential rain, they can often trigger flash flooding. This is because extreme rain from thunderstorms usually falls over a relatively short time – less than an hour or two in many cases. Lightning can also pose a threat.

    In recent years, severe thunderstorms have also shown they can damage the power grid. In 2016, huge rotating supercell storms brought intense winds and at least seven tornadoes to South Australia, toppling transmission towers and causing a statewide blackout. Smaller thunderstorms caused major outages in Victoria in February this year after taking down six towers.

    But what makes a thunderstorm “severe”?

    The ingredients for a storm

    What triggers thunderstorms? Climate scientists and meteorologists often talk about the ingredients necessary for thunderstorms.

    To make a normal thunderstorm, you need to have a lot of moisture in the air. Then you need vertical instability in the atmosphere, meaning relatively warm moist air near the surface and very cold air above. You also need a mechanism to lift warmer surface air up to a level where the atmospheric instability can be released.

    For a severe thunderstorm, you need all those ingredients and usually one more: vertical wind shear. This means that wind speeds and direction differ with height. For example, you might have strong northerly winds down low, and strong southerly winds up higher.

    Vertical wind shear can make a run-of-the-mill thunderstorm much more intense, in a range of ways. For instance, wind shear can help warm updrafts stay separate from cold downdrafts and rainfall, which can help make the storm last longer.

    If a thunderstorm has large hail, damaging wind gusts or could trigger a tornado or flash flooding, this makes it a severe thunderstorm, according to Bureau of Meteorology classification.

    You might have also heard of supercell storms. These are convective thunderstorms, characterised by strong, rotating updrafts that last for a long time.

    Forecasters can predict the potential for severe thunderstorms several days out by looking for moisture-laden air and winds. But predicting exactly where and when they might pop up is extremely challenging.

    What’s unusual about these storms?

    The storms this week are unusually widespread, with thunderstorms possible from Kalbarri in central Western Australia down through Esperance, across into South Australia, into Victoria and up through New South Wales and southern Queensland.

    These conditions are due to a large-scale low pressure system moving west to east.

    Ahead of the arrival of this low pressure system, winds from the north are bringing down moisture and instability and priming the system for thunderstorms. When air near the low pressure system begins to rise, energy from the warm, moisture-laden and unstable air can be released. This includes energy release due to condensation of water vapour. These rising air currents can travel several kilometres up into the atmosphere, even reaching the top of the troposphere, 10–15km up.

    Severe thunderstorms in southern Australia are more likely in spring and summer. That’s because there’s plenty of moisture available from the tropics and the warm oceans around Australia, while low pressure systems and cold fronts can still emerge from the cold oceans to our south.

    Thunderstorms, tornadoes and fire

    Severe thunderstorms can also pack a hidden punch. They can trigger tornadoes in extreme cases.

    In August, severe thunderstorms hit northern Victoria and triggered a tornado, a destructive whirling column of air that damaged houses and farms in the high country.

    This surprised many people. It’s generally known that Australia has tropical cyclones in the north, intense tropical storms coming in off the sea, but not as well known to have tornadoes.

    In fact, Australia does get tornadoes – an estimated 30–80 each year. In 2013, a total of 69 known tornadoes caused almost 150 injuries. Many of these tornadoes spin out of supercells.

    In Australia’s hotter months, many fires burn around the country. Thunderstorms can make fires worse by bringing strong, warm northerly winds, often with rapid variations in speed and direction that can increase the rate of spread of a fire.

    Firefighters and first responders dread these conditions. Australia’s most deadly bushfire was Black Saturday in 2009, which killed 173 people. One reason it was so dangerous was its suddenness. Intense northerly winds brought down powerlines and started fires, which were quickly whipped into intense firestorms, including thunderstorms generated in the fire plumes.

    Will climate change bring more severe storms?

    As the world heats up, more water is evaporating off warm sea surfaces and hanging in the air as water vapour. This means there’s more of this ingredient necessary to fuel severe thunderstorms and more intense rain from thunderstorms.

    What we don’t know for certain yet is how prevailing air currents over Australia are changing. This could shift moisture to different regions, or affect other thunderstorm ingredients like vertical wind shear, instability, and lifting mechanisms. If circulation patterns do change, we could see severe storms develop in new areas, or different times of the year.

    KiwiRail offering voluntary redundancy to all its staff is hugely concerning given the future of New Zealand’s rail system is under threat.

    KiwiRail employs 4,500 people and has staff in more than 50 towns and cities across the country.

    “These are skilled workers who contribute a lot to the New Zealand economy and make sure freight and passengers move around safely,” Labour’s state-owned enterprises spokesperson Arena Williams said.

    “It was revealed last week that more than 50 roles at the Interislander ferries were going, and now we hear all staff are going to be offered redundancy as of Monday.

    “I am especially concerned about the timing of this. There is already huge uncertainty around the future of the essential rail connection across the Cook Strait, following Nicola Willis’ decision to cancel the rail-enabled ferries.

    “Labour had a plan for new ferries, because the current ones will need significant maintenance to serve their critical role in connecting the North and South Islands.  

    “Cutting maintenance and engineering jobs, when you have no plan for new ferries and are relying on the old ones, is adding fuel to the fire and will only mean ferries that break down more often and put passenger and crew safety at risk.

    “Freight companies are worried too. They are unsure if their journeys will go ahead, and there is growing concern about stock arriving on time, safely.

    “A year on, there is still no plan from the government to replace the ageing ferries and even less certainty for staff and the public,” Arena Williams said.

  • MIL-OSI Security: KC Man Pleads Guilty to Three Fentanyl Overdose Deaths

    KANSAS CITY, Mo. – A Kansas City, Mo., man pleaded guilty in federal court today to distributing fentanyl, which resulted in three overdose deaths in Belton and Raymore, Mo., as part of a drug-trafficking conspiracy.

    Tiger Dean Draggoo, 24, pleaded guilty before U.S. District Judge Roseann A. Ketchmark to one count of conspiracy to distribute fentanyl and three counts of distributing fentanyl resulting in death.

    By pleading guilty today, Draggoo admitted that he distributed fentanyl on Sept. 3, 2022, the use of which caused the death of another person. Draggoo admitted that he distributed fentanyl between Aug. 22 and Sept. 13, 2022, the use of which caused the death of another person. Draggoo admitted that he distributed fentanyl between Dec. 7 and 20, 2022, the use of which caused the death of another person.

    Draggoo also admitted that the government’s evidence of the total amount of drugs he is responsible for distributing or possessing is at least 22,364 pills that contained a total of 2,460 grams of fentanyl.

    Victim #1 Fatality

    On Sept. 4, 2022, Cass County, Mo., sheriff’s deputies found a juvenile, identified in court documents as “Victim #1,” deceased in her bedroom. An autopsy report identified “Fentanyl Intoxication” as the cause of death. Investigators determined that Draggoo was selling fentanyl pills to the victim and had supplied her with fentanyl pills on the evening of Sept. 3, 2022.

    Victim #2 Fatality

    On Sept. 13, 2022, a deceased person, identified in court documents as “Victim #2,” was found in the Belton residence where she lived with her mother. A blue pill was found in her bedroom, which was tested and determined to contain fentanyl. An autopsy report identified the cause of death as “Acute Fentanyl Toxicity.” Investigators learned that Draggoo was selling fentanyl pills to Victim #2. Draggoo typically would drop off pills near midnight at Victim #2’s bedroom window, and cell phone GPS information indicated Draggoo was in the area of Victim #2’s residence at approximately 12:20 a.m on Sept. 13, 2022.

    Attempted Arrest of Draggoo

    On Sept. 22, 2022, law enforcement officers conducted surveillance of Draggoo’s apartment and attempted to arrest him. Draggoo got into a Jeep Renegade driven by his brother, co-defendant Colt Justin Draggoo, 21, of Kansas City, Mo. Officers attempted to conduct a traffic stop of the vehicle, but the vehicle fled. Tiger and Colt Draggoo later returned to the apartment complex, but when an officer drove into the parking lot, Tiger Draggoo ran into the apartment building and was able to escape.

    Colt Draggoo was arrested. Officers found a loaded Springfield Armory 9mm handgun sitting on the driver’s seat of the Jeep. A laundry bag in the back seat contained two fire safes that had a total of $184,500 in cash. Colt Draggoo has pleaded guilty to his role in the drug-trafficking conspiracy.

    Officers searched Tiger Draggoo’s apartment and found 17 firearms, including two machine guns, ammunition of various calibers, $246,769 in cash, a ballistic vest with plates, a money counter, numerous pills that contained fentanyl, eight suspected LSD tabs, and marijuana. The 17 firearms included a Del-Ton 5.56-caliber rifle (converted into a machine gun), a Glock switch (used to convert a Glock pistol into a machine gun), three Marlin .22-caliber rifles, a Norinco 7.62-caliber rifle, a Mosin-Nagant rifle, an Anderson Manufacturing AM-15 .223-caliber rifle, a Mossberg 12-gauge shotgun, an Armscorp USA .308-caliber rifle, a Century Arms 7.62-caliber rifle, a Herbert Schmidt .22-caliber revolver, a New England Firearms .22-caliber revolver, a Kimber 9mm pistol, a Glock 9mm pistol, a Sig Sauer 9mm pistol, and a Metro Arms .45-caliber pistol.

    Victim #3 Fatality

    On Dec. 20, 2022, Raymore police officers were dispatched to a residence in Raymore regarding a non-breathing female, identified in court documents as Victim #3. Victim #3 was transported to a local hospital where she was pronounced deceased. A small jewelry box in Victim #3’s bedroom contained three broken segments of a blue pill that were tested and determined to contain fentanyl. An autopsy report identified the cause of death as “Acute Fentanyl Toxicity.” Investigators learned that Tiger Draggoo had been selling fentanyl to Victim #3 since as early as May 31, 2022. The last Facebook Messengers conversation between Tiger Draggoo and Victim #3 occurred on Dec. 7, 2022, when they agreed to meet and an amount of $50 was agreed upon.

    Arrest of Draggoo

    Tiger Draggoo was arrested at his residence on Jan. 20, 2023. Tiger Draggoo was in possession of almost $2,000 in cash in his billfold and pockets. Officers searched Tiger Draggoo’s apartment and recovered pills from the toilet. Officers also found suspected psilocybin mushrooms, 144 grams of yellow THC wax, and more than $62,000 in additional cash. Officers searched Tiger Draggoo’s Honda Accord and found three handguns, a Palmetto State Armory multi-caliber rifle, an unregistered short-barreled 12-gauge shotgun, and $1,250 in cash. Officers searched his girlfriend’s Jeep Renegade, which was located at the apartment complex, and found a backpack that contained more than $82,000 in cash.

    Under federal statutes, Tiger Draggoo is subject to a mandatory minimum sentence of 20 years in federal prison without parole, up to a sentence of life in federal prison without parole. The maximum statutory sentence is prescribed by Congress and is provided here for informational purposes, as the sentencing of the defendant will be determined by the court based on the advisory sentencing guidelines and other statutory factors. A sentencing hearing will be scheduled after the completion of a presentence investigation by the United States Probation Office.

    This case is being prosecuted by Assistant U.S. Attorneys Brad K. Kavanaugh and Robert Smith. It was investigated by the Jackson County Drug Task Force, the Bureau of Alcohol, Tobacco, Firearms and Explosives, the Belton, Mo., Police Department, the Raymore, Mo., Police Department, the Cass County, Mo., Sheriff’s Department, and the FBI.

  • MIL-OSI Security: Hartford Woman Sentenced to More Than 5 Years in Federal Prison for Role in Gunpoint Robbery

    Vanessa Roberts Avery, United States Attorney for the District of Connecticut, announced that VALERIE MENESES, 24, was sentenced today by U.S. District Judge Sarala V. Nagala in Hartford to 63 months of imprisonment, followed by two years of supervised release, for her role in a gunpoint robbery of a victim who was selling an iPhone on Facebook Marketplace.

    According to court documents and statements made in court, ATF, the Hartford Police Department, and the Middletown Police Departments investigated a series of gunpoint robberies of individuals who advertised items for sale on internet marketplaces, such as Facebook Marketplace and OfferUp.  At an arranged meeting place to sell their items, which included cell phones and luxury sneakers and accessories, the purported purchaser would brandish a firearm, force the victim to hand over the luxury goods, and flee.  The investigation revealed that in August and September 2022, Meneses’ brother, John Villegas, also known as “Kirby,” committed five armed robberies in Hartford with Jalen Lasalle, and one armed robbery with Meneses in Middletown.

    Meneses used a Facebook account to arrange the purported purchase of an iPhone from a victim who advertised its sale on Facebook Marketplace.  On August 20, 2022, Meneses traveled with Villegas to meet the victim at a restaurant parking lot in Middletown.  When the victim arrived at the meeting location, Villegas entered the victim’s car, inspected the iPhone, pulled out a firearm, and told the victim he was “out of luck.” Villegas also attempted to grab the victim’s personal cellphone and threatened to shoot him, before running to his waiting vehicle and fleeing with Meneses.

    Judge Nagala ordered Meneses to pay $1,000 in restitution to the victim.

    Meneses was arrested on October 5, 2023.  On May 15, 2024, she pleaded guilty to interference with commerce by robbery (Hobbs Act robbery), and carrying and using a firearm during and in relation to a crime of violence.

    Meneses, who is released on a $25,000 bond, is required to report to prison on December 15.

    Villegas and Lasalle, both of Hartford, have pleaded guilty and await sentencing.

    This matter has been investigated by the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), the Hartford Police Department, and the Middletown Police Department.  The case is being prosecuted by Assistant U.S. Attorneys Stephanie T. Levick and A. Reed Durham.

    Aratu Forests Ltd (Aratu) today announced plans for the first of three Swiss-designed high strength steel debris nets which aim to reduce the amount of woody debris flowing into catchments following storm events.
    Aratu plans debris nets at private properties bordering Te Marunga, Waimanu and Wakaroa forests. These will be subject to a resource consent process. The first is planned to span a waterway near Wakaroa Forest on a site straddling two properties.
    These will complement a range of other measures within the forest that have already been implemented or are planned.
    “We’re committed to being a responsible custodian of the environments we operate in, so we’re pleased to be advancing our plans with today’s announcement,” said Neil Woods, Aratu Chief Executive.
    “Debris nets are one part of a toolbox of measures we are using and plan to use to minimise woody debris accumulating in plantations and migrating down waterways after storms.
    “The nets are an extra layer of protection that have been successfully used overseas and in New Zealand. They’ve proven to be very effective at saving lives, buildings and land from the impacts of woody debris and rock falls.
    “We’re proud to be partnering with Swiss-based Geobrugg, the pioneer of debris net technology. In the last 10 years Geobrugg has installed over 250 debris flow barriers of the kind proposed by Aratu in more than 25 countries including New Zealand.
    “The planned net will be the first of its kind in Tairāwhiti. One installed in 2021 in northern Hawke’s Bay has worked well to date to trap debris after storms.
    “The region paid a high price for the devastation caused by cyclones Hale and Gabrielle. Like all forestry companies in Tairāwhiti, we work in a very challenging environment with many trees planted on highly erodible soils on steep hill slopes.
    “We have learnt much from the cyclones and are determined to keep lifting our game to limit the impacts from our operations.”
    Since taking over the forests in 2019, Aratu has introduced a range of measures to improve the management of woody debris (see details in Q&A attached).
    “We look forward to progressing the resource consent process with the Gisborne District Council so we can get on with doing our bit to better manage woody debris in Tairāwhiti,” said Neil Woods.

    About 270 million rubles will be allocated to a number of regions for the repair and maintenance of hydraulic structures and the improvement of the ecological state of rivers. The order on the redistribution of funding for these purposes was signed by Prime Minister Mikhail Mishustin.

    Almost 240 million rubles are intended for work on 177 hydraulic structures in a number of regions. After the spring floods of 2024, in particular, it is necessary to restore damaged soil slopes of dams and canals, clean water drainage channels from silt deposits, eliminate cracks on the surface of concrete structures and restore anti-corrosion protection.

    Federal funding will help improve hydraulic structures that protect 223 cities and towns with a total population of more than 1.1 million people.

  • MIL-OSI Security: Brevard County Felon Sentenced To More Than 17 Years In Federal Prison For Drug And Firearm Offenses

    Orlando, Florida – U.S. District Judge Wendy W. Berger has sentenced Shawndell Johnson (32, Melbourne) to 17 years and 7 months in federal prison for distribution of a controlled substance, possession with intent to distribute controlled substances, possession of a firearm and ammunition by a convicted felon, and possession of a firearm in furtherance of a drug trafficking crime. The court also ordered Johnson to forfeit the firearms and ammunition used in the offenses. Johnson entered a guilty plea on June 7, 2024. 

    According to court documents, Johnson twice distributed fentanyl to a confidential source in September 2022. Following his arrest on state fentanyl distribution charges in March 2023, a search of Johnson’s residence uncovered more than 600 grams of fentanyl, over 400 grams of pure methamphetamine, and over 500 grams of cocaine. Additionally, agents located two loaded firearms. At the time of the search, Johnson had previously been convicted of multiple felonies, including murder in the third-degree without design and possession of a firearm by a convicted felon. As a previously convicted felon, Johnson is prohibited from possessing a firearm or ammunition under federal law. 

    This case was investigated by the Drug Enforcement Administration, the Florida Department of Law Enforcement, and the Federal Bureau of Investigation, with assistance from the Bureau of Alcohol, Tobacco, Firearms and Explosives, the Florida Highway Patrol, and the Rockledge Police Department. It was prosecuted by Assistant United States Attorney Megan Testerman.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone.  On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    Emergency donation of £250,000 to support relief efforts.

    Humanitarian aid efforts in the Middle East will receive funding of £250,000 in response to a Disasters Emergency Committee (DEC) Appeal.

    DEC, Scottish Catholic International Aid Fund (SCIAF) and Mercy Corps will use the funding to support humanitarian activities as the situation in the region continues to deteriorate.

    £200,000 will contribute to a fund shared between DEC’s 15 member organisations helping to provide food, water, medical assistance and shelter to displaced people in the region. SCIAF and Mercy Corps will each receive £25,000 to support aid activities.

    First Minister John Swinney said:

    “Thousands of innocent people have been killed in the crisis in the Middle East, with millions more displaced and left without certainty about how to access to shelter, food, clean water and medical care.

    “The humanitarian crisis in the Middle East continues to deepen and spread, and an immediate ceasefire and de-escalation of conflict is needed to prevent more innocent lives being lost and bring an end to the unimaginable suffering this conflict has caused.

    Five playgrounds were repaired in the Strogino district as part of the improvement and rehabilitation of part of the Moskvoretsky natural and historical park. The work was carried out in the Strogino floodplain and in the courtyards of residential buildings near it. Modern play equipment, made mainly of wood, was installed on the playgrounds. Young archaeologists will be able to discover a “dinosaur skeleton” on one of them.

    “The surfaces on the playgrounds had become unusable over time, and in some places they were completely absent. The equipment did not meet modern standards and needed to be replaced: it was outdated, there was no stylistic uniformity, and there was significant wear and tear on the moving elements of the structures. The functionality of the playgrounds no longer met the needs of children aged three to seven, and elements that would be interesting to older children were missing,” said the deputy head of the capital’s Department of Capital Repairs.

    In Stroginskaya Poima, a children’s playground near property 33 on Marshal Katukov Street has been renovated. It was equipped with landscape geoplastics — artificial bumps were made, and play elements were mounted on and in them. A hill with tunnels for climbing, slides, and an obstacle course appeared here. Various climbing elements were placed on the slopes, clinging to which you can climb to the tops of these bumps, and slides will help you go down. A sandbox with tables, chairs, a children’s excavator, and a hidden panel in the form of a dinosaur skeleton was equipped for the little ones. While digging it, children can imagine themselves as archaeologists.

    At the playground near building 32, building 3 on Tallinskaya Street, swings, spring swings, a sandbox and a play complex with a climbing board, a slide and a suspended rope crossing were installed.

    On Tvardovskogo Street, in addition to the usual swings, carousels and trampolines, a children’s town called “Monkeys” was installed with various climbing frames and a slide. A sandbox with play equipment was also provided for the little ones, and comfortable benches were installed for the parents. At the request of residents, the playground surface was made of natural material – rounded gravel.

    Two playgrounds have been renovated near the houses between Tvardovskogo Street and Turkmensky Proezd. On one of them, a slide and climbing elements have been placed on a natural slope, by clinging to which you can climb to the upper level of the playground. Benches for parents and a hammock have been installed on the lower one. Across the path, there is a larger playground where you can find talking tubes, balance beams, a sports complex, interactive play panels, trampolines, a sandbox and swings, including ones with seats for the little ones.

    The playgrounds were designed in a single style. Given the peculiarity of the territory, the play equipment was made mainly of wood. This material is environmentally friendly, harmonizes well with the environment and allows children to get acquainted with different textures.

  • MIL-OSI United Kingdom: Portsmouth annual firework display returns to Southsea Common

    Portsmouth’s annual fireworks will be held for the second year at Southsea Common on Tuesday 5 November.

    The site opens at 4pm, with stalls and entertainment for the whole family. Then, the big event itself is scheduled to take place from 7pm.

    There will be a variety of hot food and refreshments available on site, including food such as burgers, loaded fries, hog roast, gyros, sweets, hot drinks, and toasted marshmallow pits.

    Careful planning for your journey is advised. Given the expected high levels of attendance, attendees are encouraged to plan their journey and allow extra time. Consider taking the bus, renting an e-scooter, cycling or walking to the event site for a hassle-free experience.

    Cllr Steve Pitt, Leader of Portsmouth City Council said: “The annual firework display is a much-loved tradition in Portsmouth.

    “As always, we’ll have the fireworks, great entertainment, live music, and a good choice of food and refreshments for everyone to enjoy.”

    Facilities will be onsite including toilets, first aid, visitor information point and a separate welfare tent including a lost child point, lost and found, ear defenders, and seating space for anyone feeling overwhelmed.

    The event will end at 8pm.

  • MIL-OSI USA News: FACT SHEET: President  Biden Announces Over 1 Million Public Service Workers Have Received Student Debt Cancellation Under the Biden-⁠ Harris Administration

    Today, President Biden announced an additional $4.5 billion in student debt cancellation for over 60,000 borrowers through the Public Service Loan Forgiveness (PSLF) program, bringing the number of public service workers who have had their student loans cancelled to over 1 million people during the Biden-Harris Administration. Before President Biden and Vice President Harris took office, only 7,000 borrowers had ever received forgiveness through PSLF. Thanks to the Biden-Harris Administration’s significant improvements to the PSLF program, over 1 million teachers, firefighters, law enforcement officials, nurses, servicemembers, and other public service workers who have dedicated their lives to serving their communities are getting the student debt relief they are entitled to under the law. Last week, President Biden met with a kindergarten teacher who has been paying her loans for 12 years and let her know that she is one of the 1 million people approved for PSLF under his Administration, and over $46,000 of her loans are being cancelled. In total, the Biden-Harris Administration has approved $175 billion in student debt relief for nearly 5 million borrowers through various actions.

    From Day One of their Administration, President Biden and Vice President Harris vowed to fix the student loan system and make sure higher education is a ticket to the middle class – not a barrier to opportunity. Already, the Biden-Harris Administration has delivered life-changing relief to students and families. While Republican elected officials try every which way to block millions of their own constituents from receiving student debt relief – even proposing to get rid of the PSLF program altogether – President Biden and Vice President Harris are fighting to provide borrowers student debt relief and making higher education affordable.

    Delivering Life-Changing Relief to Over 1 Million Public Servants

    In 2007, Congress enacted bipartisan legislation creating PSLF to recognize the critical role public servants play in our communities and support them in their service. Under PSLF, people who dedicate at least 10 years of their careers to giving back to their communities – like teachers, firefighters, law enforcement officials, nurses, and servicemembers – can get relief on their student loans. However, the program was poorly implemented. Many public servants found out that they had spent years in the wrong student loan repayment plan or did not take out the right type of loan and were therefore ineligible for PSLF and denied forgiveness. Before the start of the Biden-Harris Administration, only 7,000 people had ever received forgiveness through PSLF and the rejection rate, in part due to administrative errors and difficult processes, was as high as 98% in some years. Public servants were also being told that, because they didn’t file the right forms years ago, there was nothing for them to do but keep paying their loans longer than the program requires.

    Thanks to President Biden and Vice President Harris’ leadership, the Biden-Harris Administration has significantly improved the PSLF program to help more borrowers than ever before. This includes establishing and implementing new regulations to help borrowers earn more credit toward PSLF, simplifying criteria to help borrowers certify employment, creating fairer eligibility criteria, and providing borrowers the opportunity to apply for reconsideration of previous denials. The Biden-Harris Administration launched the Limited PSLF Waiver, providing public service workers affected by the pandemic with the opportunity to get PSLF credit for prior payments on their federal student loans regardless of repayment plan or loan type. To simplify the application process for borrowers, the Biden-Harris Administration made it so borrowers and employers can complete the entire PSLF application and submit required forms online, made it easier for borrowers to find qualifying employers and get necessary signatures verifying employment, and recently, announced new steps to allow borrowers to manage all aspects of their PSLF journey on StudentAid.gov.

    Thanks to these improvements, as of today, over 1 million public service workers have been approved for debt cancellation through PSLF. The Department of Education today also released new state-by-state data showing how many borrowers have had their loans approved for cancellation under PSLF in each state under the Biden-Harris Administration.

    Economic Benefits of Student Debt Relief for Public Service Workers

    Today, the Council of Economic Advisers (CEA) published a new analysis underscoring that the Biden-Harris Administration’s student debt policies not only benefit borrowers, but also the entire economy.

    The CEA highlights that PSLF has the potential to deliver considerable benefits to those who receive it – including the ability to buy a home, start a business, and improve overall financial health. In addition, the CEA analysis shows how the PSLF program strengthens the public sector by making it more feasible for students with postsecondary debt to pursue and remain in public service careers that are essential to our economy and communities.

    Despite these benefits to the U.S. economy and hard-working Americans, Republican elected officials have tried to stop the Biden-Harris Administration every step of the way, and have even attempted to end PSLF altogether, which would block millions of dedicated public servants from receiving the student debt relief they have earned. President Biden and Vice President Harris will not stop fighting for our nation’s dedicated public servants.

    Encouraging Public Servants to Take Advantage of the PSLF Program

    Today, the Biden-Harris Administration is also announcing a series of new steps to encourage public servants across the nation to take advantage of the PSLF program.

    A number of public sector unions, including the American Federation of State, County, and Municipal Employees (AFSCME), American Federation of Teachers (AFT), National Education Association (NEA), and the Service Employees International Union (SEIU), are amplifying today’s announcement through member-to-member outreach, social media campaigns, and more, and are encouraging people to sign up for PSLF:

    • AFT will be encouraging its members to sign up for student debt clinics to help members get on track with PSLF, with a goal of reaching another 500 teachers and nurses by the end of the year. This is on top of the 34,000 members AFT has reached since starting their student debt clinic series.
    • NEA will continue to help its members with the NEA Student Debt Navigator, a tool that provides 1-on-1 support for NEA’s members who need additional support with their PSLF application, or any other federal program related to student loans. Since the launch of the Student Debt Navigator, over 48,000 NEA members have signed up to receive support.
    • To celebrate this milestone, AFSCME will launch a new interactive map on its website, detailing PSLF forgiveness across the country based on Department of Education data. Additionally, AFSCME will update its online resources to facilitate applications for PSLF and create a social media toolkit its members can use to promote PSLF and forgiveness on their own social media platforms.
    • To encourage people to take advantage of the PSLF program, the Department of Education will send emails from President Biden to public servants who have received PSLF, encouraging them to share their stories to raise awareness about the benefits of the program. The Biden-Harris Administration will also share information about PSLF with federal employees to encourage more people to enroll in PSLF.
    • The Department of Education is reaching out to governors and mayors across the country to encourage state and local public service workers to take advantage of the PSLF program.

    These new steps are in addition to previous actions by the Administration including working with over 15 major federal agencies to develop PSLF agency action plans. In implementing these plans, federal agencies have encouraged thousands of additional federal employees to take advantage of the PSLF program through extensive social media campaigns, principal-level engagement, engagement with stakeholder groups, press, and mass email communications.

    Building On an Unparalleled Record of Student Debt Relief

    Today’s announcement is part of the Biden-Harris Administration’s broader set of actions to reduce the burden of student debt and ensure that student loans are not a barrier to educational and economic opportunity for students and families. President Biden and Vice President Harris secured a $900 increase to the maximum Pell Grant award – the largest increase in more than a decade.  Since taking office, the Biden-Harris Administration has approved through various actions $175 billion in student debt relief for nearly 5 million Americans, each of whom have been approved for an average of roughly $35,000 in student debt cancellation. These actions have benefitted borrowers in every state, territory, and congressional district in the United States.

    This approved relief includes:

    • $74 billion for over 1 million borrowers through the PSLF program.
    • $56.5 billion for more than 1.4 million borrowers through Income-Driven Repayment, including the Saving on a Valuable Education SAVE plan. This includes administrative adjustments to income-driven repayment that brought borrowers closer to forgiveness and addressed longstanding problems due to past inaccuracies and the misuse of forbearance by loan servicers.
    • $28.7 billion for more than 1.6 million borrowers who were cheated by their schools, saw their institutions precipitously close, or are covered by related court settlements.
    • $16.2 billion for nearly 572,000 borrowers with a total and permanent disability.

  • MIL-OSI USA News: Statement from President Joe  Biden on Student Debt Cancellation for Over 1 Million Public Service Workers Under the Biden-⁠ Harris Administration

    Today, my Administration is approving another $4.7 billion in student debt cancellation for over 60,000 public service workers – bringing the total number of Americans who have had their debt cancelled under Public Service Loan Forgiveness during my Administration to over 1 million people.

    Public service workers – teachers, nurses, firefighters, and more – are the bedrocks of our communities and our country. They dedicate their careers to giving back to others, and were given the promise of student debt forgiveness after 10 years of public service and 10 years of payments under the Public Service Loan Forgiveness program. But for too long, the government failed to live up to its commitments, and only 7,000 people had ever received forgiveness under Public Service Loan Forgiveness before Vice President Harris and I took office.

    We vowed to fix that, and because of actions from our Administration, now over 1 million public service workers have gotten the relief they are entitled to under the law.

    Today’s announcement comes on top of the significant progress we’ve made for students and borrowers over the past three years. That includes approving debt cancellation for nearly 5 million Americans across all our various debt relief actions; providing the largest increases to the maximum Pell Grant award in over a decade; fixing Income-Driven Repayment so borrowers get the relief they earned; and holding colleges accountable for taking advantage of students and families.

    From day one of my Administration, I promised to fight to ensure higher education is a ticket to the middle class, not a barrier to opportunity. I will never stop working to make higher education affordable – no matter how many times Republican elected officials try to stop us.

  • MIL-OSI Security: Man charged in connection with Tottenham murder

    Met detectives have charged a man with murder following the death of a man that was shot in Waltheof Gardens, N17 on Tuesday, 15 October.

    Mahmut Sahindal, 56 (20.5.68), of no fixed abode, was charged with murder and possession of a firearm with intent to endanger life. He has been remanded to appear at Highbury Corner Magistrates Court today (Thursday, 17 October).

    Sahindal was arrested on Tuesday, 15 October.

    An investigation was launched after police were called to reports of a shooting on Tuesday, 15 October, in Waltheof Gardens, N17.

    Officers attended alongside the London Ambulance Service and found a man with a gunshot injury. Despite the best efforts of emergency services, he died at the scene.

    The victim’s family have been informed of this update and will continue to be supported by specialist officers.

    Enquiries into the circumstances remain ongoing.

  • MIL-OSI Global: Victor Ambros on the team effort behind his Nobel-prize winning discovery of microRNA – podcast

    Victor Ambros and Gary Ruvkun were awarded the 2024 Nobel prize in physiology or medicine for their discovery of microRNA, tiny biological molecules that tell the cells in our body what kind of cell to be by turning on and off certain genes.

    In this episode of The Conversation Weekly podcast, we speak to Ambros about the discovery that led to his Nobel prize and find out what he’s researching now. And we hear about how a deeper understanding of microRNA is opening up new avenues for potential treatment of cancers and other diseases.

    Today, Ambros is a professor of molecular medicine and the Silverman Chair in Natural Sciences at the University of Massachusetts Chan Medical School in the US. But the research that won him a Nobel prize was published more than 30 years ago in 1993, when he had just established his own research lab at Harvard University.

    Ambros was trying to understand the way cells get the right instructions from DNA during their development. To do this, he was studying mutations in an experimental organism: a small worm called C. elegans.

    We were studying some mutations and that affected C. elegans’ development in interesting ways – but we were not looking for the involvement of any sort of unexpected kind of molecular mechanisms.

    Ambros’s wife, Rosalind Lee, and another member of the lab team, Rhonda Feinbaum, had spent a couple of years trying to understand the genetic process behind the mutation in a labour-intensive search. What they eventually discovered was a microRNA, a new dimension to gene regulation – the process through which genes are turned on and off in certain cells. As Ambros put it:

    You can say they’re really the heroes behind this, and our job – mine and Gary’s – is to stand in as representatives of the whole enterprise of science, which is so dependent upon teams, collaborations, brainstorming among multiple people, communications of ideas and crucial data … All this is part of the process that underlies successful science like this.

    MicroRNA’s role in cancer

    Thanks to the discoveries of Ambros and Ruvkun back in the 1990s, medical researchers all over the world are looking at how microRNA affects the development of human diseases. One such researcher is Justin Stebbing, a professor of biomedical sciences at Anglia Ruskin University in Cambridge, UK. He explained:

    MicroRNAs, like many processes, can go wrong and they’ve been implicated in diseases as diverse as Alzheimer’s and Parkinson’s to cancer and kidney failure.

    Stebbing said that in cancer, microRNA has been found to turn off tumour suppressor genes, effectively allowing cancers to spread. But microRNA can also be useful in understanding cancer, and in potential treatments:

    We can work out the right treatments for people based on what we call a microRNA signature. We can understand prognosis, which means how severe people’s cancers are, but we can also try and harness them for treatments to make people better.

  • MIL-OSI Europe: The European Supervisory Authorities share highlights from the 2024 Joint Consumer Protection Day in Budapest

    On 3 October , the three European Supervisory Authorities (ESAs) – the European Banking Authority (EBA), the European Insurance and Occupational Pensions Authority (EIOPA) and the European Securities and Markets Authority (ESMA) – organised the 11th edition of their annual Consumer Protection Day, in Budapest.

    The event followed the theme of “Empowering EU consumers: fair access to the future of financial services” and had three panels covering the topics of artificial intelligence (AI) in financial services, access to consumer centric products and services, and sustainable finance. Speakers and panellists included leaders from consumer organisations, regulatory authorities, EU institutions, academia, and market participants from across the European Union, with 300 participants on-site and more than 600 viewers online.

    Speeches were delivered by the three ESAs Chairs – Verena Ross (ESMA and currently Joint Committee Chair), Jose-Manuel Campa (EBA), and Petra Hielkema (EIOPA) – as well as Csaba Kandrács, Deputy Governor of the Central Bank of Hungary and Agustín Reyna, the Director General of the European Consumer Organisation (BEUC). A fire-side chat also took place with Chris Betz, Chief Information Security Officer of Amazon Web services to discuss generative AI.

    On Artificial Intelligence, panellists exchanged views about the potential benefits of AI, such as fraud detection and the automation of processes to detect and prevent money laundering, as well as the risks, such as the lack of transparency and explainability. Panellists emphasised the need to better understand the technology to assess how those risks can be mitigated. Some panellists highlighted the importance for the ESAs to facilitate knowledge sharing, ensure regulatory and supervisory convergence and create the conditions for innovation to grow. Some industry players also called on the ESAs to issue ‘guardrails’ or other guidance on how financial institutions should comply with the new EU AI Act.

    During the panel on access to consumer centric financial products and services, panellists discussed the need to strengthen  financial education, pay greater attention to vulnerable consumers, and enable them to understand and access standard financial services packages (payment account, saving account, home/health insurance). The importance of better understanding consumer needs and preserve consumer trust was also highlighted.

    On sustainable finance, panellists remarked that investors still struggle to understand the technicalities of  product disclosures and the complex terminology attached to such disclosures. Simplification of the current Sustainable Finance Disclosures Requirements towards a categorisation system that works for retail investors was considered by the panellists to be the main area that regulators should focus on,  in addition to enhancing the financial literacy of retail investors.

    The ESAs will reflect on the input and suggestions heard from the audience and the panellists, and discuss the actions to be strenghtened  or to be taken going forward.
