    SECRETARY-GENERAL
    This morning, the Secretary-General spoke to the Fifth Committee of the General Assembly on the proposed programme budget for 2025. He said that in a context of major global shocks, the United Nations is more needed than ever — with our unmatched convening power.
    He added that the 2025 programme budget proposal reflects the priorities set out in the Pact for the Future, the Global Digital Compact and the Declaration on Future Generations.
    The Secretary-General also said that the Organization will continue to work to cement its reforms. Some of the proposals he highlighted include continued investment in sustainable development; human rights; boosting support for the unprecedented humanitarian challenges in Gaza; advancing peace and security; and strengthening the UN’s capacities in investigation and ethics.

    UNIFIL
    The United Nations Interim Force in Lebanon or UNIFIL reports that intense exchanges of fire along and beyond the Blue Line continued over the past 24 hours.
    UNIFIL recorded 58 air violations – the highest number for a 24-hour period since 8 October 2023. UNIFIL also detected 1,279 projectiles across the Blue Line, the third highest since 8 October 2023. 1,208, originated from south of the Blue Line, 71 from the north.
    The mission also reported that indirect fire and firing from close to UN positions caused material damage to UN equipment and facilities near Dayr Amis in Sector West and Shab’a in Sector East. Fortunately, no peacekeepers were wounded in these incidents.
    These incidents continue to put UN peacekeepers, who are serving in southern Lebanon to support the implementation of Security Council Resolution 1701 (2006), at serious risk. The UN reiterates that the safety and security of UN personnel and property must be ensured by all actors on the ground and that the inviolability of UN premises must be respected at all times. 
    Meanwhile, the Special Coordinator for Lebanon, Jeanine Hennis-Plasschaert, continues her intensive engagements with all actors to urge an immediate ceasefire and that space be given for a diplomatic solution in line with Security Council Resolution 1701. Following further strikes that resulted in civilian deaths today, near Nabatiyeh, the Special Coordinator emphasized in a statement that violations of international humanitarian law are utterly unacceptable. Civilians and civilian infrastructure must be protected at all times.
    The Secretary-General again condemns the loss of civilian lives.

    LEBANON
    Today, the Office for the Coordination of Humanitarian Affairs says that multiple airstrikes were reported in Nabatiyeh and nearby areas in southern Lebanon. So far, according to local authorities, six fatalities have been confirmed, including the mayor of Nabatiyeh, as well as members of the Disaster Risk Management Unit killed in the strike on the municipality building during a relief management meeting.
    The UN’s health partners tell us that the violence continues to push an already overwhelmed health system to the brink, with devasting impacts on medical care amid huge health needs.
    Since 17 September, the World Health Organization says that it has verified 23 attacks on health care.
    It also flags the impact of intense bombardment and insecurity which are forcing a growing number of health facilities to shut down, particularly in the south.
    Out of 207 primary health care centres and dispensaries in conflict-affected areas, 100 are now closed.
    Despite the challenges, WHO and its partners continue to support Lebanese health authorities and to provide medical supplies for trauma care, cholera prevention. WHO also continues to coordinate with the Lebanese Red Cross and hospitals to equip blood banks with adequate supplies and is working with the Ministry of Public Health of Lebanon to establish trauma centres within the existing hospitals.
    On education, Lebanese authorities report that 77 per cent of public schools cannot provide education services due to either being used as collective shelters or being in directly affected areas.
    Meanwhile, the UN and partners continue to support the response, including by providing food, shelter, water, sanitation and hygiene assistance – but they warn that they are facing operational challenges due to the volatile security situation.

  • MIL-Evening Report: Why do I have hay fever? I didn’t have it as a child

    Hay fever (or allergic rhinitis) is a long-term inflammatory condition that’s incredibly common. It affects about one-quarter of Australians.

    Symptoms vary but can include sneezing, itchy eyes and a runny or blocked nose. Hay fever can also contribute to sinus and ear infections, snoring, poor sleep and asthma, as well as lower performance at school or work.

    But many people didn’t have hay fever as a child, and only develop symptoms as a teenager or adult.

    Here’s how a combination of genetics, hormones and the environment can lead to people developing hay fever later in life.

    Remind me, what is hay fever?

    Hay fever is caused by the nose, eyes and throat coming into contact with a substance to which a person is allergic, known as an allergen.

    Common sources of outside allergens include airborne grass, weed or tree pollen, and mould spores. Pollen allergens can be carried indoors on clothes, and through open windows and doors.

    Depending on where you live, you may be exposed to a range of pollen types across the pollen season, but grass pollen is the most common trigger of hay fever. In some regions the grass pollen season can extend from spring well into summer and autumn.

    How does hay fever start?

    Hay fever symptoms most commonly start in adolescence or young adulthood. One study found 7% of children aged six had hay fever, but that grew to 44% of adults aged 24.

    Before anyone has hay fever symptoms, their immune system has already been “sensitised” to specific allergens, often allergens of grass pollen. Exposure to these allergens means their immune system has made a particular type of antibody (known as IgE) against them.

    During repeated or prolonged exposure to an allergen source such as pollen, a person’s immune system may start to respond to another part of the same allergen, or another allergen within the pollen. Over time, these new allergic sensitisations can lead to development of hay fever and possibly other conditions, such as allergic asthma.

    Why do some people only develop hay fever as an adult?

    1. Environmental factors

    Some people develop hay fever as an adult simply because they’ve had more time to become sensitised to specific allergens.

    Migration or moving to a new location can also change someone’s risk of developing hay fever. This may be due to exposure to different pollens, climate and weather, green space and/or air quality factors.

    A number of studies show people who have migrated from low- and middle-income countries to higher-income countries may be at a higher risk of developing hay fever. This may due to local environmental conditions influencing expression of genes that regulate the immune system.

    2. Hormonal factors

    Hormonal changes at puberty may also help drive the onset of hay fever. This may relate to sex hormones, such as oestrogen and progesterone, affecting histamine levels, immune regulation, and the response of cells in the lining of the nose and lower airways.

    3. Genetic factors

    Our genes underpin our risk of hay fever, and whether this and other related allergic disease persists.

    For instance, babies with the skin condition eczema (known as atopic dermatitis) have a three times greater risk of developing hay fever (and asthma) later in life.

    Having a food allergy in childhood is also a risk factor for developing hay fever later in life. In the case of a peanut allergy, that risk is more than 2.5 times greater.

    What are the best options for treatment?

    Depending on where you live, avoiding allergen exposures can be difficult. But pollen count forecasts, if available, can be useful. These can help you decide whether it’s best to stay inside to reduce your pollen exposure, or to take preventative medications.

    You may also find alerts on thunderstorm asthma, where pollens combine with specific weather conditions to trigger breathing difficulties.

    If you have mild, occasional hay fever symptoms, you can take non-drowsy antihistamines, which you can buy at the pharmacy.

    However, for more severe or persistent symptoms, intranasal steroid sprays, or an intranasal spray containing a steroid with antihistamine, are the most effective treatments. However, it is important to use these regularly and correctly.

    Allergen immunotherapy, also known as desensitisation, is an effective treatment for people with severe hay fever symptoms that can reduce the need for medication and avoiding allergens.

    However, it involves a longer treatment course (about three years), usually with the supervision of an allergy or immunology specialist.

    When should people see their doctor?

    It is important to treat hay fever, because symptoms can significantly affect a person’s quality of life. A GP can:

    • recommend treatments for hay fever and can guide you to use them correctly

    • organise blood tests to confirm which allergen sensitisations (if any) are present, and whether these correlate with your symptoms

    • screen for asthma, which commonly exists with hay fever, and may require other treatments

    • arrange referrals to allergy or immunology specialists, if needed, for other tests, such as allergen skin prick testing, or to consider allergen immunotherapy if symptoms are severe.

    The state’s highest civilian honor, the North Carolina Award, will be presented to eight distinguished North Carolinians Thursday, Nov. 14, at the Raleigh Marriott City Center. Governor Roy Cooper will present the awards at a 7 p.m. banquet and ceremony.

    All proceeds from ticket sales for the awards ceremony will go to the North Carolina Disaster Relief Fund to help communities recover from Hurricane Helene.

    The award was created by the General Assembly in 1961 to recognize significant contributions to the state and nation in the fields of fine arts, literature, public service and science. The awards have been presented annually since 1964 and this year marks the 60th anniversary of the awards ceremony.

    The 2024 honorees are The Avett Brothers (Scott Avett, Seth Avett and Bob Crawford) for Fine Arts, Frank A. Bruni Jr. for Literature, William Henry Curry for Fine Arts, Thomas W. Earnhardt for Science, Christina Koch for Science, and Dr. Harold L. Martin Sr. for Public Service.

    “Over the past six decades, the North Carolina Award has been given to many remarkable North Carolinians,” said Reid Wilson, secretary of the N.C. Department of Natural and Cultural Resources. “This year’s awardees join an illustrious list of people who have benefitted North Carolina through their impressive accomplishments in public service, literature, science, and the arts. This year’s event will benefit our neighbors in Western North Carolina who were harmed by the devastating storm.”

    Since the award’s inception, more than 300 notable men and women have been honored by the state of North Carolina. Past recipients include William Friday, James Taylor, Etta Baker, Charles Kuralt, Maya Angelou, Lee Smith, Eric Church, Selma Burke, and Branford Marsalis.

    2024 Award Recipients:

    Fine Arts: The Avett Brothers

    Brothers Scott and Seth Avett and their longtime friend Bob Crawford lead the folk rock band The Avett Brothers. From Concord, N.C., Scott and Seth Avett have played music together since childhood. Their partnership began when the two brothers merged Seth Avett’s high school band, Margo, and Scott Avett’s college band, Nemo, and released three albums as Nemo. After the group disbanded Scott and Seth continued to write acoustic music together. In 2001 stand-up bassist Bob Crawford joined the Avetts, and the band released its first full-length album, Country Was in 2002. The band has been nominated for three Grammy awards and been nominated for and won several awards from the Americana Music Association, including Duo/Group of the Year and New/Emerging Artist of the Year awards in 2007. As cultural ambassadors for North Carolina, The Avett Brothers play a vital role in promoting the state’s rich musical heritage, inspiring future generations of artists while remaining deeply rooted in their origins.

    Literature: Frank A. Bruni Jr.

    Frank Bruni has been a prominent journalist for more than three decades, principally at The New York Times, where his various roles have included op-ed columnist, White House correspondent, Rome bureau chief and chief restaurant critic. As the Times’s first openly gay op-ed columnist, in 2016 Bruni was honored by the National Lesbian and Gay Journalists Association with the Randy Shilts Award for his lifetime contribution to LGBTQ equality. He is a graduate of the University of North Carolina at Chapel Hill, where he was a Morehead Scholar and wrote for the student paper, the Daily Tar Heel. Bruni is the author of five bestselling books including the most recent, “The Age of Grievance,” an examination of America’s political dysfunction and culture wars. In 2021, he became a full professor at Duke University, teaching media-oriented classes in the Sanford School of Public Policy. Now living in North Carolina, he continues to write his popular weekly newsletter for the New York Times and to produce occasional essays as a contributing opinion writer for the newspaper.

    Fine Arts: William Henry Curry

    William Henry Curry, a significant figure in contemporary American music, has made remarkable contributions as both a conductor and composer. His dedication to championing American composers, his trailblazing role as an African American in classical music, and his wide-ranging work in both concert and opera have established him as a pioneering force. Curry currently serves as the music director and conductor of the Durham Symphony Orchestra. From 1998 to 2016, he was the resident conductor and Summerfest artistic director of the North Carolina Symphony. During his career, he has conducted some of the world’s greatest orchestras, including the Chicago Symphony, the Cleveland Orchestra, the Los Angeles Philharmonic, and the major opera companies of New York, Chicago, and Houston. Maestro Curry is also a composer, and his works have been played by many of America’s finest orchestras. He has been a mentor for young musicians at the Peabody Conservatory, the Baltimore School of Arts, and many music schools in North Carolina.

    Science: Thomas W. Earnhardt

    Tom Earnhardt has dedicated his life to preserving and promoting North Carolina’s rich natural and cultural heritage. Earnhardt extensive career of service includes time as an assistant attorney general at the N.C. Department of Justice, assistant secretary of the N.C. Department of Administration, and as a professor at North Carolina Central University School of Law. In 1971 Earnhardt was one of the first attorneys hired at the N.C. Department of Justice in the “new arena” of environmental law. Later, while working with Governor Jim Holshouser he played a key role in helping to preserve critical natural areas, including the New River in northwestern North Carolina and the southernmost Outer Banks, today’s Cape Lookout National Seashore. Beyond his legal work, Earnhardt has long been passionate about conservation and environmental education. He served on the boards of numerous natural resource organizations, including The Nature Conservancy, the North Carolina Museum of Natural Sciences, and the North Carolina Botanical Garden. He is best known, however, through his work as the writer, host, and co-producer of the long-running PBS series “Exploring North Carolina,” which highlights the importance of our natural heritage in the life of every North Carolinian.

    Science: Christina Koch

    Christina Koch has blazed a trail for women in space exploration. Selected to be a NASA astronaut in 2013, Koch has set the record for the longest single spaceflight by a woman with 328 days in space, participated in the first all-female spacewalk, and was a flight engineer on the International Space Station for Expeditions 59 through 61. Koch is a graduate of the N.C. School of Science and Mathematics and North Carolina State University. Before becoming an astronaut, she worked at NASA’s Goddard Space Flight Center as an electrical engineer, contributing to instruments for various NASA space science missions. Koch is a passionate advocate for STEM education, actively encouraging young people, especially girls, to pursue careers in science and technology. Throughout her career, she has engaged in educational outreach, technical instruction, and volunteer tutoring, demonstrating her dedication to inspiring the next generation of scientists and engineers. As part of the Artemis II mission scheduled for 2025, Koch will become the first woman to participate in a lunar mission.

    Public Service: Dr. Harold L. Martin Sr.

    Dr. Harold Lee Martin, Sr., has dedicated his life to higher education and public service. Serving as the 12th chancellor of North Carolina Agricultural and Technical State University from 2009-2024, Martin became the first alumnus to lead the institution. His extensive experience in education, spanning over 40 years, made him a key figure in N.C. A&T’s growth to become the largest of the nation’s historically Black colleges and universities (HBCUs) and one of the country’s top public research institutions. Before becoming N.C. A&T’s chancellor, Martin served as senior vice president for Academic Affairs for the University of North Carolina System, where he helped shape policies benefiting institutions across North Carolina, and held leadership roles at Winston-Salem State University, where he served as the 11th chief administrator and seventh chancellor.

    The 2024 North Carolina Awards will be presented Thursday, Nov. 14 at the Raleigh Marriott City Center.   • MIL-OSI USA: Gillibrand Stands At Buffalo Police Department, Discusses Anti-Gun Trafficking Bill Getting Illegal Weapons Off Our Streets

    Legislation Has Taken 3K Guns Off Our Streets And Been Used To Prosecute 6 Traffickers In Buffalo Alone 
    Today, U.S. Senator Kirsten Gillibrand stood at the Buffalo Police Department to discuss the anti-gun trafficking statute in the Bipartisan Safer Communities Act (BSCA), which was shaped by Gillibrand’s Hadiya Pendleton and Nyasia Pryear-Yard Gun Trafficking and Crime Prevention Act. As of this month, the anti-gun trafficking statute has gotten more than 3,000 illegal guns off our streets, including 1,000 confirmed within the last 6 months alone. In Buffalo, the statute has been used to prosecute 6 traffickers and seize 30 illegal guns. 
    “Like so many communities across New York and around the country, Buffalo has been deeply affected by gun violence,” said Senator Gillibrand. “While we still have a lot of work to do, in the two years my anti-gun trafficking statute has been in effect, we have made tremendous progress prosecuting criminals and getting deadly weapons off our streets. I anticipate many more gun seizures, arrests, and convictions as a result of this statute in the years to come, and I will continue to work with my colleagues across the aisle to pass commonsense gun safety legislation.”
    Nationwide, the seized weapons included: 
    317 AR-15s and AR-style weapons;
    478 machine gun conversion devices, which can convert semi-automatic pistols and rifles into fully automatic weapons in under a minute;
    206 ghost guns, homemade firearms that are completely untraceable – and a favorite of criminals.
    The statute has also been used to charge 423 defendants in 33 states, plus D.C. and Puerto Rico, and to secure at least 119 convictions nationwide. 
    In Buffalo, Gillibrand’s statute has been used to bring four cases against six defendants:
    Authorities arrested and charged a 28 year old man for attempting to smuggle weapons into Canada via Buffalo. Authorities seized 19 firearms, including 1 AR-style weapon. 
    A judge sentenced a Pennsylvania man to 36 months in prison for illegally selling guns over Facebook Messenger in the Jamestown, NY, area. Authorities seized 3 weapons. 
    A father and son from Niagara Falls were arrested and charged with gun trafficking after they allegedly sold several firearms to a law enforcement source. The ATF Buffalo Field Office and the Niagara County Sheriff’s Office worked together to seize 5 guns from the defendants, including a ghost gun and two machine gun conversion devices.
    Two individuals were charged with illegally purchasing firearms and 3 guns were recovered. 
    Senator Gillibrand’s Hadiya Pendleton and Nyasia Pryear-Yard Gun Trafficking and Crime Prevention Act formed the centerpiece of BSCA’s anti-gun trafficking provision. Gillibrand first introduced the bill in 2009 after meeting with the family of Nyasia Pryear-Yard, who tragically lost her life at 17 years old when she was shot by a perpetrator using an illegally trafficked gun. Gillibrand worked with Nyasia’s mother, Jennifer Pryear, to pass the bill into law, and they attended the bill signing together in 2022.
    Today in Buffalo, Gillibrand was joined by Buffalo Common Council President Chris Scanlon, Police Commissioner Joseph Gramaglia, and WNY Coordinator of New Yorkers Against Gun Violence Paul McQuillen. 
    “The Bipartisan Safer Community Act provides law enforcement with enhanced tools necessary to prevent gun violence,” said Buffalo Police Commissioner Joseph Gramaglia. “The Buffalo Police Department is working very hard to remove guns that are illegally possessed from our streets. Enhanced background checks along with Extreme Risk Protection Orders are saving lives by giving law enforcement the tools to investigate threats of mass harm and racially motivated extremist hate crimes. While we are not looking to infringe on a person’s right to own a gun, we need to make sure we do all that is necessary to keep guns out of the hands of those that exhibit behaviors where they may cause harm.“
    “The Bipartisan Safer Communities Act, signed into law in the wake of the 5/14 shooting in Buffalo, is working,” said Congressman Kennedy. “It expands background checks, fights illegal firearm trafficking, and supports mental health and intervention programs that reduce gun violence. As a result, 3,000 illegal guns are off the street nationwide. Now, Congress must build on this progress to make our communities safer.”

  • MIL-Evening Report: New research shows most space rocks crashing into Earth come from a single source

    The sight of a fireball streaking across the sky brings wonder and excitement to children and adults alike. It’s a reminder that Earth is part of a much larger and incredibly dynamic system.

    Each year, roughly 17,000 of these fireballs not only enter Earth’s atmosphere, but survive the perilous journey to the surface. This gives scientists a valuable chance to study these rocky visitors from outer space.

    Scientists know that while some of these these meteorites come from the Moon and Mars, the majority come from asteroids. But two separate studies published in Nature today have gone a step further. The research was led by Miroslav Brož from Charles University in the Czech Republic, and Michaël Marsset from the European Southern Observatory in Chile.

    The papers trace the origin of most meteorites to just a handful of asteroid breakup events – and possibly even individual asteroids. In turn, they build our understanding of the events that shaped the history of the Earth – and the entire solar system.

    What is a meteorite?

    Only when a fireball reaches Earth’s surface is it called a meteorite. They are commonly designated as three types: stony meteorites, iron meteorites, and stony-iron meteorites.

    Stony meteorites come in two types.

    The most common are the chondrites, which have round objects inside that appear to have formed as melt droplets. These comprise 85% of all meteorites found on Earth.

    Most are known as “ordinary chondrites”. They are then divided into three broad classes – H, L and LL – based on the iron content of the meteorites and the distribution of iron and magnesium in the major minerals olivine and pyroxene. These silicate minerals are the mineral building blocks of our solar system and are common on Earth, being present in basalt.

    “Carbonaceous chondrites” are a distinct group. They contain high amounts of water in clay minerals, and organic materials such as amino acids. Chondrites have never been melted and are direct samples of the dust that originally formed the solar system.

    The less common of the two types of stony meteorites are the so-called “achondrites”. These do not have the distinctive round particles of chondrites, because they experienced melting on planetary bodies.

    The asteroid belt

    Asteroids are the primary sources of meteorites.

    Most asteroids reside in a dense belt between Mars and Jupiter. The asteroid belt itself consists of millions of asteroids swept around and marshalled by the gravitational force of Jupiter.

    The interactions with Jupiter can perturb asteroid orbits and cause collisions. This results in debris, which can aggregate into rubble pile asteroids. These then take on lives of their own.

    It is asteroids of this type which the recent Hayabusa and Osiris-REx missions visited and returned samples from. These missions established the connection between distinct asteroid types and the meteorites that fall to Earth.

    S-class asteroids (akin to stony meteorites) are found on the inner regions of the belt, while C-class carbonaceous asteroids (akin to carbonaceous chondrites) are more commonly found in the outer regions of the belt.

    But, as the two Nature studies show, we can relate a specific meteorite type to its specific source asteroid in the main belt.

    One family of asteroids

    The two new studies place the sources of ordinary chondrite types into specific asteroid families – and most likely specific asteroids. This work requires painstaking back-tracking of meteoroid trajectories, observations of individual asteroids, and detailed modelling of the orbital evolution of parent bodies.

    The study led by Miroslav Brož reports that ordinary chondrites originate from collisions between asteroids larger than 30 kilometres in diameter that occurred less than 30 million years ago.

    The Koronis and Massalia asteroid families provide appropriate body sizes and are in a position that leads to material falling to Earth, based on detailed computer modelling. Of these families, asteroids Koronis and Karin are likely the dominant sources of H chondrites. Massalia (L) and Flora (LL) families are by far the main sources of L- and LL-like meteorites.

    The study led by Michaël Marsset further documents the origin of L chondrite meteorites from Massalia.

    It compiled spectroscopic data – that is, characteristic light intensities which can be fingerprints of different molecules – of asteroids in the belt between Mars and Jupiter. This showed that the composition of L chondrite meteorites on Earth is very similar to that of the Massalia family of asteroids.

    The scientists then used computer modelling to show an asteroid collision that occurred roughly 470 million years ago formed the Massalia family. Serendipitously, this collision also resulted in abundant fossil meteorites in Ordovician limestones in Sweden.

    In determining the source asteroid body, these reports provide the foundations for missions to visit the asteroids responsible for the most common outerspace visitors to Earth. In understanding these source asteroids, we can view the events that shaped our planetary system.

    Governor Kathy Hochul today announced $60 million in Green Resiliency Grant funding to support 13 transformative green infrastructure projects across the state. The projects will combat the effects of climate change, particularly in flood-prone and disadvantaged communities. The GRG program, supported through the Clean Water, Clean Air, and Green Jobs Environmental Bond Act, will deliver on Governor Hochul’s State of the State resiliency commitment to protect New Yorkers from extreme weather and ensure equitable access to clean water resources. With almost half of the funds being granted to New York City to make the city more resilient, today’s announcement underscores our state’s unwavering dedication to addressing a resilient and greener future for the City.

    “Hurricanes Helene and Milton are another reminder of the urgency needed in investing in resiliency measures to keep our communities safe,” Governor Hochul said. “Strong and sustainable infrastructure is our first line of defense. Together with our state’s unprecedented clean water investments, the Environmental Bond Act is shoring up our infrastructure and protecting our communities for generations to come.”

    GRG is part of Governor Hochul’s comprehensive resiliency plan and actions to safeguard clean water presented in her 2024 State of the State Address and Executive Budget. Governor Hochul committed $60 million to the program in April 2024 during Earth Week and the grants are administered through the New York State Environmental Facilities Corporation (EFC). EFC issued draft eligibility guidelines for public comment starting in March and used public input on draft eligibility guidelines to help inform development of the program.

    The awards were announced by EFC President & CEO Maureen A. Coleman at an event today in Van Cortlandt Park in the Bronx. A $10 million GRG award will support a project to revitalize the Tibbetts Brook. Once dammed and buried to create a mill pond, the Tibbetts Brook will be unearthed and rerouted using innovative green infrastructure techniques. This will not only restore the waterway to its natural state, but also significantly reduce combined sewer overflows into the Harlem River by over 200 million gallons annually. The project will also create a new rail-to-trail park area, extending the Putnam Greenway and providing residents with improved access to new open space and into Van Cortlandt Park. By connecting to the 750-mile Empire State Trail, this initiative will foster a more accessible and enjoyable outdoor experience for walkers and bikers.

    The Tibbetts Brook project is one of three in New York City to receive green grants, totaling nearly $27 million in this inaugural round of the GRG program, demonstrating the State’s commitment to sustainable and resilient urban development.

    New York State Environmental Facilities Corporation President & CEO Maureen A. Coleman said, “Governor Hochul understands the importance of hardening municipal infrastructure to combat the effects of climate change. EFC is committed to advancing the Governor’s bold resiliency plan by awarding critical grants to the communities that need it most. New York State is bringing new investment, modern infrastructure, and good-paying green jobs to communities.”

    Department of Environmental Conservation Interim Commissioner Sean Mahar said, “Green infrastructure solutions help protect our communities and the environment by capturing, absorbing, and better managing stormwater in the wake of increased flooding and severe weather fueled by climate change. Through Governor Hochul’s generational investments from the Clean Water, Clean Air and Green Jobs Environmental Bond Act and other sources, New York is making sustained progress to improve resilience in flood-prone communities across the state, especially in those communities most burdened by environmental pollution and the impacts of climate change. Today’s investment of $60 million is one more shining example of how New York is safeguarding communities across the state.”

    NYC Department of Parks & Recreation Commissioner Sue Donoghue said, “As we confront the effects of climate change, it’s vital that we bolster our infrastructure to make our communities more climate-resilient.     Awarded Projects:
    Broome County Industrial Development Agency: $1.475 million for the Roberson Museum Green Initiative to integrate bioretention basins, porous pavement, vegetated swales, and riparian buffer restoration to manage stormwater and improve resilience to flood events at the historic Roberson Mansion and associated facilities in Binghamton.

    Buffalo Sewer Authority: $8.75 million for the Rain Check 2.0 Park Projects to implement stormwater tree trenches, rain gardens, underground stormwater storage systems, and porous pavement in five parks. The project will reduce stormwater runoff by 100,000 cubic feet annually, reduce combined sewer overflows during extreme weather events, address urban heat island effects, improve air quality, and enhance recreational opportunities.

    Village of Dolgeville: $1.75 million for the North Main Street Waterfront Park Project to implement tree trenches, an infiltration basin, porous pavement, and a bioslope to reduce runoff to the storm sewer system and the East Canada Creek. The project will improve water quality and provide the first publicly accessible connection to the scenic creek, enhancing recreational activities. Plans include a playground, swing garden, pavilion, and porous pavement walking paths.

    Town of Geddes: $1.025 million for the Dwight Business Park Green Infrastructure Retrofit Project to install bio-retention, vegetative swales, and porous pavement in strategic locations within the business park. The project will reduce non-point source contaminants from entering Onondaga Lake while restoring approximately one acre of wetland and reducing urban heat effects.

    Village of Hastings-On-Hudson: $2.5 million for the Farragut Parkway Wet Extended Detention Pond Project to store runoff, holding it in place for pollutants to settle out and for infiltration and evapotranspiration. The detention pond and drainage bypass will reduce downstream peak flows to Boutilliers Brook, a watercourse frequently overwhelmed during storm events and mitigate the persistent and destructive flooding experienced in a residential area.

    City of Kingston: $4.375 million for the Safe & Accessible Flatbush & Foxhall Streetscape Project to add bioswales and stormwater tree pits to improve climate resiliency, reduce runoff, and protect natural resources. Streetscape improvements will increase pedestrian and cyclist safety in a busy urban neighborhood.

    Village of Mamaroneck: $6.6 million for the Floodplain Restoration Effort to mitigate flood risks in a designated high-risk area by creating two floodplain benches. The project will increase flood storage capacity and improve water quality with natural sediment filtering.

    New York City Department of Parks and Recreation: $10 million for the Harlem Meer Stormwater Resilience Project. Through smart water infrastructure and ecological restoration, the project will transform Central Park’s northern waterbodies into a multiple pond system for stormwater management, reducing the risk of flooding in Central Harlem and East Harlem.

    New York City Housing Authority: $6.85 million for the Jefferson Houses Cloudburst Project to manage, store, and filter stormwater runoff at a public housing development in East Harlem. The project will install a subsurface retention system, porous concrete pavers, and two synthetic turf fields. These green infrastructure practices will reduce urban heat island effect while providing residents access to outdoor recreation space.

    New York City Municipal Water Finance Authority: $10 million grant for the Tibbetts Brook Daylighting Project to reduce combined sewer overflows to the Harlem River by more than 200 million gallons annually, with improved access to new open space and into Van Cortlandt Park, enhancing the quality of life for residents.

    City of North Tonawanda: $1.5 million for the Oliver Street Green Infrastructure Improvement Project to convert impervious terrace back to green space, reduce pavement width, plant street trees, and install structural soils and/or bioretention areas. The project will extend an existing storm sewer and separate combined storm and sanitary sewers, reducing untreated discharges into the Niagara River.

    City of Ogdensburg: $2.925 million for the Downtown Mall Beautification, Green Infrastructure and Stormwater Reduction Project to integrate porous pavement surfaces and add bioretention and rain garden techniques. The project will improve water quality in the St. Lawrence River and reduce stormwater from entering the city’s combined sanitary storm sewer. A new pocket park will feature landscape design to retain and reuse rainwater. LED lighting and electric vehicle charging stations will further promote renewable energy options to reduce the overall carbon footprint of the parking area.

    City of Utica: $2.25 million for the Nail Creek Floodplain Restoration to construct flood benches and incorporate riparian buffer zones or wetlands along Nail Creek at the confluence of Halleck’s Ravine, addressing flooding during storm events.

    Disadvantaged Communities
    Disadvantaged communities are those identified by the Climate Justice Working Group, pursuant to the Climate Leadership and Community Protection Act. Disadvantaged communities are disproportionately impacted by climate change, and are prone to increased risks of pollution, flooding, and extreme heat. Disadvantaged communities shall receive no less than 35 percent, with the goal of 40 percent, of the benefits of the $4.2 billion Environmental Bond Act funds. EFC sought to surpass the 40 percent goal for the GRG program.

    New York’s Commitment to Water Quality
    New York State continues to increase its nation-leading investments in water infrastructure, including more than $2.2 billion in financial assistance from EFC for local water infrastructure projects in State Fiscal Year 2024 alone. With $500 million allocated for clean water infrastructure in the FY25 Enacted Budget announced by Governor Hochul, New York will have invested a total of $5.5 billion in water infrastructure between 2017 and this year. Governor Hochul’s State of the State initiatives are helping to ensure ongoing coordination with local governments and ensure communities can leverage these investments. The Governor increased WIIA grants for wastewater projects from 25 to 50 percent of net eligible project costs for smaller, disadvantaged communities. The Governor also expanded EFC’s Community Assistance Teams to help small, rural and disadvantaged communities leverage this funding and address their clean water infrastructure needs.     The funding, in addition to other substantial water quality investments, includes the voter-approved $4.2 billion Clean Water, Clean Air and Green Jobs Environmental Bond Act of 2022 which is advancing historic levels of funding to update aging water infrastructure and protect water quality, strengthen communities’ ability to withstand severe storms and flooding, reduce air pollution and lower climate-altering emissions, restore habitats; and preserve outdoor spaces and local farms. The first round of funding under the Environmental Bond Act was awarded through the WIIA/IMG programs in December, when Governor Hochul announced $479 million in grants to 156 projects across New York State, including $309 million made available to disadvantaged communities.

    The Head of the United Nations Verification Mission in Colombia (UNVMIC), Carlos Ruiz Massieu, today (15 Oct) told the Security Council that “historic progress has been made” in the implementation of the peace agreement, “but much remains to be done.” He welcomed the rapid response plan, or “Plan de Choque” being developed by the Minister of the Interior and other stakeholders.

    The plan, Ruiz Massieu said, “is a new instrument that should serve to energize implementation.”

    The UNVMIC Chief said, “we remain encouraged by the Government’s commitment to advancing the rural reform chapter of the Agreement – provisions that have a transformative potential, attacking structural causes of the conflict, but which had lagged in their implementation in previous years.”

    He said that as a result, “more land is being distributed and formalized for those in need, bringing the promised benefits of peace to landless peasants and those dispossessed of it during the conflict.”

    Ruiz Massieu said, “in some territories, signatories to the Agreement and social leaders continue to be the target of violence, pressure and threats from armed actors fighting for territorial control and strategic routes linked to illicit economies.”

    He noted that since the beginning of the reintegration process, five former territorial areas for training and reintegration (TATRs) have had to be relocated for these reasons

    Ruiz Massieu said, “the difficult situation in some areas continues to impact the lives of communities that are caught in the crossfire and subjected to condemnable phenomena such as the recruitment of minors, displacement and confinement.”

    Colombia’s Foreign Minister Luis Gilberto Murillo for his part said, “with the firm commitment to fulfil what has been agreed and to territorialize peace, we have developed a new strategic framework for peace, where effective and comprehensive compliance with the 2016 agreement becomes an inescapable requirement, unavoidable for the sustainability of strategic proposals surrounding territorial transformation.”

    On women’s participation in negotiation and peacebuilding, he said it was “not only is a question of justice, but it is crucial to ensure stronger and more durable agreements.”

    For this reason, he continued, “the Colombian government has formulated and is implementing a feminist foreign policy linked to the precepts of the women, peace and security agenda. Included in Security Council Resolution 1325”

    Outside the Council, Switzerland’s representative Riccarda Christiana Chanda read a statement on behalf of Ecuador, France, Guyana, Japan, Malta, the Republic of Korea, Sierra Leone, Slovenia, Switzerland, the United Kingdom, and the United States on Women Peace and Security.

    Chanda said, “during a visit of the Security Council to Colombia in February of this year, we were able to engage meaningfully with former combatants, victim representatives, women’s organizations, indigenous and Afro-Colombian communities to discuss the progress made and remaining obstacles in the comprehensive implementation of the peace agreement. And what we have witnessed over and over again, was the urgent call for improved security guarantees, equitable land distribution, and the successful social, political, and economic reintegration of former combatants as well as the crucial implementation of gender provisions and the ethnic chapter of the Peace Agreement.”

    UNVMIC was established by the UN Security Council pursuant to resolution 2366 (2017), adopted unanimously on 10 July 2017. The resolution followed a joint request for UN support from the Government of Colombia and the then Revolutionary Armed Forces of Colombia–People’s Army (FARC-EP).

  • MIL-OSI Global: Canada’s agricultural policies are falling short of health and sustainability goals

    Oct. 16 marks World Food Day, a global initiative drawing attention to the “right to foods for a better life and a better future.” However, Canada’s food and agricultural policies are falling short of this objective.

    Canada’s current agricultural policies are not serving the well-being of the public. Canada’s agricultural program payments and subsidies are not aligned with the government’s dietary guidelines and health goals.

    Very few agriculture investments go to the production of fruits and vegetables, even though Canadians under-consume them. Instead, financial support overwhelmingly goes to feed crops, agricultural export crops and foods high in saturated fat. This is particularly troubling, given the rise of food and lifestyle diseases in Canada, such as diabetes, obesity, coronary heart disease and high cholesterol.

    The health-care costs of diet-related diseases from not meeting the dietary guidelines are at least two per cent of all health-care costs in Canada, with some estimates putting it as high as 19 per cent. Agricultural policy is not just about food; it influences health, the economy and the environment.

    Climate change and agriculture

    Trying to address greenhouse gas emissions without paying attention to agriculture is like heating your home while not ensuring doors and windows are closed. Agriculture is a big contributor to Canada’s greenhouse gas emissions.

    As climate change intensifies, bringing more frequent and severe wildfires, droughts, floods, and heat domes , agriculture is being impacted. Instability in weather patterns threatens regional and global social stability and may require Canada to rethink the dominant role of international trade in shaping its current agricultural policies.

    Government policies that largely support input-intensive crops and animal agriculture contribute significantly to methane and nitrous oxide emissions and global warming.

    Despite these concerns, Canada is not investing strategically or sufficiently in agriculture. Despite $12.5 billion dollars in annual agricultural supports, a surprising portion of Canadian farmers continue to financially struggle to survive. According to the National Farmers Union:

    “Over the last three decades, the agribusiness corporations that supply fertilizers, chemicals, machinery, fuels, technologies, services, credit, and other materials and services have captured 95 per cent of all farm revenues, leaving farmers just five per cent.”

    In 2016, 66 per cent of all farms in Canada were in the revenue class of $10,000 to $249,999. On average, these farms had expenses exceeding their revenue by a large margin.

    While Canada spends a large share of its budget on addressing the negative outcomes of how we produce and consume food, there remain greater opportunities for investing in preventive measures that promote a healthier, more sustainable food system. Canada’s 20th century agriculture policy regime is woefully insufficient for the challenges of the 21st century.

    Solutions to the crisis

    Transforming our food systems will help to avert devastating climate change and ecological devastation. Many Canadian farmers are already leading the way by incorporating principles of sustainability into their practices. And the good news is that healthy diets are also environmentally sustainable.

    Food outlets and school cafeterias can play a role in reducing inefficiencies in the food system, like food waste, and improving sustainability by promoting healthy eating. To make this happen, schools need more resources and autonomy to counter misinformation about food and position Canadians for success by making healthy choices attractive.

    Many Canadians support local, bioregional food systems as an alternative to anonymous, transnational food systems. However, these local initiatives are not enough on their own to meet our health, community vitality and environmental goals.

    To truly make an impact, local food movements must be part of a larger, co-ordinated effort supported by policies that align agricultural production with healthy diets.
    A new approach to food policies that considers them from a holistic perspective, beyond GDP, and respects farmers while creating food systems based on the One Planet and One Health frameworks is needed.

    It’s important to recognize that farmers are not only just business operators; they are our neighbours, and are integral to our communities. Supporting them with better policies and giving everyone equitable access to nourishing and sustainable foods will ensure a healthier, more resilient future for all Canadians.

    Canada needs to provide stronger support for family farms practising agroecologically sound production methods. Government programs that support greater production and purchasing of grains, fruits and vegetables for direct human consumption are also needed. These initiatives would reduce Canada’s reliance on imports of these critical foods.

    In addition, federal and municipal governments should strengthen and broaden Canada’s bioregional food systems while also fostering the growth of small- and medium-sized food businesses. It’s also important to reduce the political and market power of oligopolies in Canada’s food system.

    A call for change

    None of these changes can happen without moving beyond the current, outdated productionist model that views agriculture in isolation and relies on the belief that only global-industrial food systems can feed the world.

    In fact, smaller-scale agroecological farmers operating in bioregional food systems are key. Achieving our broader societal goals means thinking of food through agriculture, human health and environmental sustainability lenses.

    Canada needs a new vision of agriculture that connects health and environment goals with sustainable diets and prosperous family farming. This vision must prioritize nutritious diets, human and environmental health, and the overall well-being of society beyond profits, market share and food exports. Also it must be formed collectively by decision-makers, farmers, food processors, community groups and the public.

    In Canada, governments, organizations and citizens must work together to create a food system vision for Canada, much like Food Secure Canada’s Resetting the Table process previously did.

    Further collaboration among agriculture, environment and health professionals can arise from these efforts, as can be seen with Canada’s National School Food program, which is aligning local farmers and suppliers of local options to meet Canada’s Food Guide. This is also an opportunity for Canada’s Food Policy Advisory Council to gain greater influence in shaping policy.

    Just as calls for health-care reform often focus on improving services, Canadians have the right to expect better outcomes from agricultural subsidies. By prioritizing economic, environmental and public health sustainability, Canada can ensure its agricultural policy is fit for its 21st-century food system.

    The authors aim to draw on financial statements and interviews to “set straight Donald Trump’s chaotic onslaught of untruths and misdirection”.

    A large part of the Trump mythology is the lie that he is a self-made billionaire. In the presidential debate with Hillary Clinton, Trump sought to downplay the contribution of his father, saying “my father gave me a very small loan”. The book reveals his father’s contribution, in today’s money, was around half a billion US dollars.

    Trump’s first piece of luck was being born the son of hard-working, cautious and competent residential property developer Fred Trump, the son of a German immigrant. His second was that Fred’s eldest son did not have the ruthless drive to become Fred’s successor, and Fred did not consider his daughters as potential successors. So despite some characteristics that were the antithesis of his father, Donald became his heir.

    The book describes Fred’s career in some detail. The first hundred pages are mostly about him. Once Fred stepped back, Trump diversified his father’s company to form what the authors term

    an eclectic conglomerate untethered from any core competency.

    Another piece of luck was been chosen to star in the reality television series The Apprentice, from which he made a lot of money, including from licensing deals, for the small amount of time he spent on it.

    The producers of this series have a lot to answer for, as they wanted to present their star as the astute businessman they knew him not to be. As they said, it was “not a documentary”. But it enormously and misleadingly raised Trump’s profile.

    Wins followed by losses

    The authors describe how some of Trump’s ventures, such as the development of Trump Tower, went well as the Manhattan property market boomed. He also profited from some “greenmailing” (buying shares in a company with the stated or implied intention of taking it over and then selling the shares at a higher price), facilitated by exaggerated accounts in the media of his wealth.

    But Trump used up much of the proceeds of his few successes covering his losses on a range of his other business ventures.

    Among his notable failures was Trump University, where he paid A$37 million to settle lawsuits for fraud. Many other property projects, Scottish golf courses, Trump Ice bottled water and Trump Mortgage, never turned a profit. And the punters were not the only ones losing money in Trump casinos.

    While he has fought to keep them secret, what has emerged from Trump’s tax returns are a series of huge losses.

    A conundrum not really addressed in the book is why so many bankers were willing to lend to him.

    The book concentrates on Trump’s career before the 2016 election, when the flawed US electoral system turned his almost 3 million vote loss on the popular vote into a win in the electoral college. As president, he disregarded conflicts of interest. As the authors note, parties wanting to influence the president could funnel money to him by booking blocks of rooms at his hotel.

    After 81 million Americans voted to fire him in 2020, Trump’s businesses again performed poorly.

    Trump’s current wealth is estimated by Forbes at A$5.7 billion (less than it was a decade ago). But about half of this is from his majority stake in Truth Social, promoted as a right-wing alternative to Twitter. (Now, it could be said, an even more right-wing forum than X.) It has tiny and falling revenues and makes large losses. If Trump loses the election, its value will probably soon be close to zero. It is regarded as a “meme stock”.

    Buettner and Craig conclude Trump “would have been better off betting on the sharemarket than on himself”. Analysis cited in The Economist in 2018 concluded that had Trump just put the money from his father into a sharemarket index fund he would have had A$2.9 billion in 2018. Given subsequent rises in the US stockmarket that would have grown to around A$5.9 billion by now, more than most estimates of his wealth.

    Forbes reached a similar conclusion, as did De Long and US political commentator Professor Robert Reich. The self-described business genius destroyed rather than created value.

    A poor tycoon and a poor president

    This business record of mismanaging an inheritance is reflected in Trump’s economic performance as president. He inherited the world’s largest economy from Obama. By the end of his term it was more than 10% smaller than China’s economy. Historians rank him one of the worst performing presidents on economic management (and much else). The public gave him the lowest approval ratings during his presidential term.

    Trump has indeed been a “lucky loser”. But if this deeply flawed man is returned to the presidency, the world will be an unlucky loser.

    DOC campsites offer affordable holiday options in pristine settings, and staff work hard to ensure campers can enjoy the summer season with minimal disruptions, says Bronwyn Bauer Hunt, Operations Manager Te Pēwhairangi (Bay of Islands).

    “Northland’s DOC campsites have always been a favourite for summer holidaymakers, offering unique experiences from coastal views to tranquil bush settings. We encourage people to plan ahead and book early where possible, especially during peak times and be aware of the rules in place to protect these special places.”

    “Our islands have special biodiversity values and are home to threatened plant and animal species, some of which only exist in a few places. Wildfire can be devastating to these native ecosystems and we are very concerned about the threat of pest seaweed Caulerpa,” says Bronwyn.

    • Fires: Visitors are reminded not to light fires on any of the islands due to the significant risk to local wildlife and ecosystems.
    • Biosecurity: It’s vital to follow biosecurity rules to protect these fragile environments—clean your gear and check for pests before visiting. It is illegal to fish or anchor a vessel in the defined controlled area of Te Rāwhiti Inlet to help control the spread of Caulerpa.
    • Marine Mammal Sanctuary Bay of Islands: Please respect the sanctuary rules and avoid entering designated safe zones to protect dolphins and other marine life.
    • Dogs: Dogs are not permitted at DOC campsites and areas to prevent disturbance or harm to native wildlife.

    Northland campsite availability for summer 2024/2025:

    While some campsites are booked solid through the busy holiday period, others still have availability for those seeking an adventure later in the summer.

    • Uretiti Campsite—50% availability from Christmas onwards, with more space opening up after the peak holiday period.
    • Trounson Kauri Park and Puketi campsites—plenty of availability through December and January.
    • Puriri, Waikahoa, Urupukapuka Island Campsites—fully booked until mid-January, with availability after that.
    • Otamure Campsite—booked out until the end of January, with some availability from February onwards.

    Some campsites do not need to be booked and operate on a first-come, first-served basis.

    How to camp responsibly:

    • Be prepared—check the latest information on weather, travel conditions, wildlife, walking tracks, and the gear you’ll need before heading out.
    • Respect nature—use biodegradable products, and keep your washing away from rivers, lakes, and the ocean to protect local ecosystems. Most camps have a pack in pack out policy.
    • Check campsite rules—understand where to pitch your tent and whether there are fire restrictions before lighting any outdoor fires.
    • Plan for waste—not all campsites have waste disposal, so campers should take rubbish with them when leaving.
    • Book early—secure your spot at a DOC campsite by booking in advance, especially during peak periods.

    “A lot of these islands are also pest free so checking your boat for any rodent stowaways and other unwanted pests is vital. Dogs are not permitted on islands managed by DOC as they disturb or threaten wildlife.’’

    There is a total fire ban on conservation islands in Northland. Anyone who lights an unauthorised fire could face up to two years’ imprisonment or a fine of up to $200,000, plus the costs of the damage and putting out the fire.

  • MIL-OSI Security: Leaders of Dangerous Mexican Drug Cartel Responsible for Extreme Violence Charged with International Drug Trafficking and Firearms Offenses

    An indictment was unsealed in the District of Columbia charging leaders of the violent drug trafficking organization known as Los Zetas, and its successor organization, Cartel del Noreste (CDN), with engaging in a continuing criminal enterprise; drug trafficking conspiracy; firearms offenses; and international money laundering conspiracy.

    According to the indictment, Miguel Trevino Morales, 51, also known as Z-40, and his brother, Omar Trevino Morales, 48, also known as Z-42, allegedly assumed control of Los Zetas after more than a decade as members of the violent drug trafficking organization. Los Zetas previously served as an armed militaristic wing for the Gulf Cartel to maintain control of drug trafficking routes throughout Mexico. Since becoming leaders of Los Zetas in 2012, which they later renamed the Cartel del Noreste, the defendants have allegedly continued its history and pattern of using extreme violence to control large swaths of Northern Mexico, including along the U.S. border. Based on allegations in the indictment, Miguel and Omar Trevino Morales were incarcerated in Mexico in 2013 and 2015, respectively, but continued to control the CDN through various means, including by installing various family members to run operations at their behest. Miguel and Omar Trevino Morales are alleged to be personally responsible for committing dozens of murders and for directing assassinations, kidnappings, and acts of torture by Los Zetas and CDN members to promote and protect the Cartel’s drug trafficking activities and enrich its members.

    “As alleged in the indictment, the defendants ran a transnational drug trafficking organization that was responsible for committing extreme violence and trafficking massive quantities of narcotics into the United States,” said Principal Deputy Assistant Attorney General Nicole Argentieri, head of the Justice Department’s Criminal Division. “The Justice Department is committed to holding cartel leaders like the defendants accountable for poisoning American communities and fueling violence here and abroad. We are also committed to working with our domestic and international colleagues in this effort, and we are grateful to our Mexican law enforcement partners for their ongoing collaboration in this case.”

    “This superseding indictment underscores the Justice Department’s commitment to pursuing the leaders of the world’s most dangerous drug cartels, no matter how long it takes,” said U.S. Attorney Breon Peace for the Eastern District of New York. “The defendants’ prolific crimes and extreme acts of violence have wreaked havoc in the Eastern District of New York and across the country, and we look forward to holding the defendants accountable in a U.S. court of law.”

    “For decades, Los Zetas operated as one of the most violent drug trafficking organizations in the United States and Mexico under the direction of brothers Miguel (Zeta 40) and Omar Trevino Morales (Zeta 42),” said Special Agent in Charge Daniel C. Comeaux of the Drug Enforcement Administration (DEA) Houston Field Division. “The DEA has never wavered from the global fight against this vicious, ruthless cartel which thrived on the devastation they imparted on American communities. Through countless investigations, DEA brought high-ranking members of this destructive organization to justice. These latest indictments will continue to cripple this violent organization and force them to release the stranglehold they have exerted along the southwest border of the United States.”

    If convicted, the defendants face a maximum penalty of life in prison. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    The DEA Houston Division investigated the case, with assistance from the DEA Mexico City Country Office. HSI New York contributed substantially to the investigation, as did the following: DEA San Antonio Division, DEA Eagle Pass Division, DEA Del Rio Division, DEA Laredo Division, DEA New York Division, FBI Washington Field Office, FBI El Paso Field Office, FBI San Antonio Field Office, FBI Laredo Field Office, FBI Del Rio Field Office, HSI San Antonio, HSI Del Rio, HSI Laredo, Texas Department of Public Safety, Texas Rangers, San Antonio Police Department, Bexar County Sherriff’s Office, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) San Antonio Field Division, ATF Laredo Field Division, IRS Criminal Investigation (IRS-CI) San Antonio, IRS-CI Waco, and the U.S. Border Patrol.

    The Justice Department’s Office of International Affairs and Criminal Division’s Office of Enforcement Operations provided significant assistance in this case.

    Trial Attorneys Kirk Handrich and Tara Arndt of the Criminal Division’s Narcotic and Dangerous Drug Section, numerous prosecutors for the Western District of Texas, and Assistant U.S. Attorney Andrew Wang for the Eastern District of New York are prosecuting the case.

    This case is part of an Organized Crime and Drug Enforcement Task Force (OCDETF) operation. OCDETF identifies, disrupts, and dismantles the highest-level drug traffickers, money launderers, gangs, and transnational criminal organizations that threaten the United States by using a prosecutor-led, intelligence-driven, multi-agency approach.

    An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    • The radar system has already proven itself in asymmetric scenarios and saved numerous lives in the past.

    DITZINGEN / KOBLENZ — [16 October 2024] — In a ceremony held today at its Koblenz site, Thales handed over the final radar of a total of 17 Ground Alerter 10 (GA 10) warning and alerting systems for protection against indirect fire (WASI) to the Bundeswehr. In February 2021, the company was awarded the contract by the Federal Office of Bundeswehr Equipment, Information Technology and In-Service Support (BAAINBw) to supply an initial five systems, with the option for further systems, following a competitive tendering process. The contract, which in addition to the delivery of the systems also includes training, documentation and an initial supply of spare parts, was completed today with the handover of the last system on time and on budget and to the satisfaction of all parties involved.

    Eric Huber, Vice President Surface Radars Thales, commented “We are very pleased with this successful project completion on time and on budget, demonstrating Thales capabilities in camp protection and warning alerts. The GA10 contributes significantly to the protection of German soldiers during their important missions at home and abroad. Our Ground Alerter 10, manufactured in Ditzingen as a European military off-the-shelf product, draws on strong radar expertise and operational experience, and has already saved many lives in the past, and we are particularly proud of that.”

    The Ground Alerter 10 is a portable counter rocket, artillery and mortar (C-RAM) system for Force Protection. It is combat proven in various missions, such as convoy protection, camp protection and has saved many lives in the recent past. Its integrated alert network warns military personnel of missile and mortar threats by generating an acoustic and visual alert at the estimated impact point area. This takes place as soon as the trajectory indicates an imminent impact in the respective safety area and the system simultaneously provides reliable data on the firing position at an early stage to facilitate necessary countermeasures. To date, various GA10s are already in use to protect UN camps in North East and Eastern Mali, as well as by the French Forces in several out-of-area camps

    Easy to set-up, operate and transport, the GA10 is well suited for deployment in dismounted operations for convoy protection. Two people can accomplish en-camp/de-camp and only one person is required for system initialization and monitoring. Being the lightest system of its class and completely portable (only 1- or 2-men loads), re-deployment of the system is possible with protected vehicles or by helicopter. Mandatory for mobile operations, the GA10 prime power consumption only amounts to 350 Watts and facilitates battery-only supply.

    Expertise in radar technology

    At Thales Germany’s Baden-Württemberg site in Ditzingen near Stuttgart, tried-and-tested, highly mobile radars for ground and coastal surveillance are developed and manufactured that are used by armed and security forces worldwide for stationary or mobile protection of complex environments.

    The Ground Alerter 10 is a complete sense and warn system consisting of a UHF radar, an integrated alarm network with multiple wireless and wired alarm devices and an operating unit (ruggedized laptop).

    The radar system consists of the main elements:

    • Antenna (incl. GPS positioning system) with 6 m telescopic mast
    • electronic radar frequency control unit (RFC)
    • electronic signal processing unit (SPC)

    The power supply is also possible with a battery system. This consists of two 6-packs (6-fold battery arrangement) of Li-Ion batteries of the internationally used type BB2590 in a transport box that also serves as a charging station.

    With a corresponding interconnection (J-unit), the battery boxes can be alternately replaced during operation. The set of two boxes is sufficient to operate the radar for > 2×4 hours. The system is operated with a ruggedized laptop with a European keyboard via the VENUS operating software. The integrated alarm network selectively generates an audible and visual alarm only in the area of the point of impact.

    NASA’s Europa Clipper has embarked on its long voyage to Jupiter, where it will investigate Europa, a moon with an enormous subsurface ocean that may have conditions to support life. The spacecraft launched at 11:06 a.m. CDT on Oct. 14 aboard a SpaceX Falcon Heavy rocket from Launch Pad 39A at NASA’s Kennedy Space Center.

    The largest spacecraft NASA ever built for a mission headed to another planet, Europa Clipper also is the first NASA mission dedicated to studying an ocean world beyond Earth. The spacecraft will travel 1.8 billion miles on a trajectory that will leverage the power of gravity assists, first to Mars in four months and then back to Earth for another gravity assist flyby in 2026. After it begins orbiting Jupiter in April 2030, the spacecraft will fly past Europa 49 times.
    “Congratulations to our Europa Clipper team for beginning the first journey to an ocean world beyond Earth,” said NASA Administrator Bill Nelson. “NASA leads the world in exploration and discovery, and the Europa Clipper mission is no different. By exploring the unknown, Europa Clipper will help us better understand whether there is the potential for life not just within our solar system, but among the billions of moons and planets beyond our Sun.”
    Approximately five minutes after liftoff, the rocket’s second stage fired up and the payload fairing, or the rocket’s nose cone, opened to reveal Europa Clipper. About an hour after launch, the spacecraft separated from the rocket. Ground controllers received a signal soon after, and two-way communication was established at 12:13 p.m. with NASA’s Deep Space Network facility in Canberra, Australia. Mission teams celebrated as initial telemetry reports showed Europa Clipper is in good health and operating as expected.
    “We could not be more excited for the incredible and unprecedented science NASA’s Europa Clipper mission will deliver in the generations to come,” said Nicky Fox, associate administrator, Science Mission Directorate at NASA Headquarters. “Everything in NASA science is interconnected, and Europa Clipper’s scientific discoveries will build upon the legacy that our other missions exploring Jupiter – including Juno, Galileo, and Voyager – created in our search for habitable worlds beyond our home planet.”
    The main goal of the mission is to determine whether Europa has conditions that could support life. Europa is about the size of our own Moon, but its interior is different. Information from NASA’s Galileo mission in the 1990s showed strong evidence that under Europa’s ice lies an enormous, salty ocean with more water than all of Earth’s oceans combined. Scientists also have found evidence that Europa may host organic compounds and energy sources under its surface.
    If the mission determines Europa is habitable, it may mean there are more habitable worlds in our solar system and beyond than imagined.
    “We’re ecstatic to send Europa Clipper on its way to explore a potentially habitable ocean world, thanks to our colleagues and partners who’ve worked so hard to get us to this day,” said Laurie Leshin, director, NASA’s Jet Propulsion Laboratory (JPL). “Europa Clipper will undoubtedly deliver mind-blowing science. While always bittersweet to send something we’ve labored over for years off on its long journey, we know this remarkable team and spacecraft will expand our knowledge of our solar system and inspire future exploration.”
    In 2031, the spacecraft will begin conducting its science-dedicated flybys of Europa. Coming as close as 16 miles to the surface, Europa Clipper is equipped with nine science instruments and a gravity experiment, including an ice-penetrating radar, cameras, and a thermal instrument to look for areas of warmer ice and any recent eruptions of water. As the most sophisticated suite of science instruments NASA has ever sent to Jupiter, they will work in concert to learn more about the moon’s icy shell, thin atmosphere, and deep interior.
    To power those instruments in the faint sunlight that reaches Jupiter, Europa Clipper also carries the largest solar arrays NASA has ever used for an interplanetary mission. With arrays extended, the spacecraft spans 100 feet from end to end. With propellant loaded, it weighs about 13,000 pounds.
    In all, more than 4,000 people have contributed to Europa Clipper mission since it was formally approved in 2015.
    “As Europa Clipper embarks on its journey, I’ll be thinking about the countless hours of dedication, innovation, and teamwork that made this moment possible,” said Jordan Evans, project manager, JPL. “This launch isn’t just the next chapter in our exploration of the solar system; it’s a leap toward uncovering the mysteries of another ocean world, driven by our shared curiosity and continued search to answer the question, ‘are we alone?’”
    Europa Clipper’s three main science objectives are to determine the thickness of the moon’s icy shell and its interactions with the ocean below, to investigate its composition, and to characterize its geology. The mission’s detailed exploration of Europa will help scientists better understand the astrobiological potential for habitable worlds beyond our planet.
    Managed by Caltech in Pasadena, California, JPL leads the development of the Europa Clipper mission in partnership with the Johns Hopkins Applied Physics Laboratory (APL) in Laurel, Maryland, for NASA’s Science Mission Directorate. The main spacecraft body was designed by APL in collaboration with JPL and NASA’s Goddard Space Flight Center, Marshall Space Flight Center, and Langley Research Center. The Planetary Missions Program Office at Marshall executes program management of the Europa Clipper mission.

    NASA’s Chandra X-ray Observatory and other telescopes have identified a supermassive black hole that has torn apart one star and is now using that stellar wreckage to pummel another star or smaller black hole, as described in our latest press release. This research helps connect two cosmic mysteries and provides information about the environment around some of the bigger types of black holes.

Over the course of a few years, this disk expanded outward until it intersected with another object – either a star or a small black hole – that is also in orbit around the giant black hole. Each time this object crashes into the disk, it sends out a burst of X-rays detected by Chandra.     In 2019, an optical telescope in California noticed a burst of light that astronomers later categorized as a “tidal disruption event”, or TDE. These are cases where black holes tear stars apart if they get too close through their powerful tidal forces. Astronomers gave this TDE the name of AT2019qiz.
    Meanwhile, scientists were also tracking instances of another type of cosmic phenomena occasionally observed across the Universe. These were brief and regular bursts of X-rays that were near supermassive black holes. Astronomers named these events “quasi-periodic eruptions,” or QPEs.
    This latest study gives scientists evidence that TDEs and QPEs are likely connected. The researchers think that QPEs arise when an object smashes into the disk left behind after the TDE. While there may be other explanations, the authors of the study propose this is the source of at least some QPEs.
    In 2023, astronomers used both Chandra and Hubble to simultaneously study the debris left behind after the tidal disruption had ended. The Chandra data were obtained during three different observations, each separated by about 4 to 5 hours. The total exposure of about 14 hours of Chandra time revealed only a weak signal in the first and last chunk, but a very strong signal in the middle observation.
    From there, the researchers used NASA’s Neutron Star Interior Composition Explorer (NICER) to look frequently at AT2019qiz for repeated X-ray bursts. The NICER data showed that AT2019qiz erupts roughly every 48 hours. Observations from NASA’s Neil Gehrels Swift Observatory and India’s AstroSat telescope cemented the finding.
    The ultraviolet data from Hubble, obtained at the same time as the Chandra observations, allowed the scientists to determine the size of the disk around the supermassive black hole. They found that the disk had become large enough that if any object was orbiting the black hole and took about a week or less to complete an orbit, it would collide with the disk and cause eruptions.
    This result has implications for searching for more quasi-periodic eruptions associated with tidal disruptions. Finding more of these would allow astronomers to measure the prevalence and distances of objects in close orbits around supermassive black holes. Some of these may be excellent targets for the planned future gravitational wave observatories.
    The paper describing these results appears in the Oct. 9 issue of the journal Nature. The first author of the paper is Matt Nicholl of Queen’s University Belfast in Ireland.

    The study of X-ray emission from astronomical objects reveals secrets about the universe at the largest and smallest spatial scales. Celestial X-rays are produced by black holes consuming nearby stars, emitted by the million-degree gas that traces the structure between galaxies, and can be used to predict whether stars may be able to host planets hospitable to life. X-ray observations have shown that most of the visible matter in the universe exists as hot gas between galaxies and have conclusively demonstrated that the presence of “dark matter” is needed to explain galaxy cluster dynamics, that dark matter dominates the mass of galaxy clusters, and that it governs the expansion of the cosmos.

    X-ray observations also enable us to probe mysteries of the universe on the smallest scales. X-ray observations of compact objects such as white dwarfs, neutron stars, and black holes allow us to use the universe as a physics laboratory to study conditions that are orders of magnitude more extreme in terms of density, pressure, temperature, and magnetic field strength than anything that can be produced on Earth. In this astrophysical laboratory, researchers expect to reveal new physics at the subatomic scale by conducting investigations such as probing the neutron star equation of state and testing quantum electrodynamics with observations of neutron star atmospheres.
    At NASA’s Marshall Space Flight Center, a team of scientists and engineers is building, testing, and flying innovative optics that bring the universe’s X-ray mysteries into sharper focus.
    Unlike optical telescopes that create images by reflecting or refracting light at near-90-degree angles (normal incidence), focusing X-ray optics must be designed to reflect light at very small angles (grazing incidence). At normal incidence, X-rays are either absorbed by the surface of a mirror or penetrate it entirely. However, at grazing angles of incidence, X-rays reflect very efficiently due to an effect called total external reflection. In grazing incidence, X-rays reflect off the surface of a mirror like rocks skipping on the surface of a pond.
    A classic design for astronomical grazing incidence optics is the Wolter-I prescription, which consists of two reflecting surfaces, a parabola and hyperbola (see figure below). This optical prescription is revolved around the optical axis to produce a full-shell mirror (i.e., the mirror spans the full circumference) that resembles a gently tapered cone. To increase the light collecting area, multiple mirror shells with incrementally larger diameters and a common focus are fabricated and nested concentrically to comprise a mirror module assembly (MMA).
    Focusing optics are critical to studying the X-ray universe because, in contrast to other optical systems like collimators or coded masks, they produce high signal-to-noise images with low background noise. Two key metrics that characterize the performance of X-ray optics are angular resolution, which is the ability of an optical system to discriminate between closely spaced objects, and effective area, which is the light collecting area of the telescope, typically quoted in units of cm2. Angular resolution is typically measured as the half-power diameter (HPD) of a focused spot in units of arcseconds. The HPD encircles half of the incident photons in a focused spot and measures the sharpness of the final image; a smaller number is better. 

    Marshall has been building and flying lightweight, full-shell, focusing X-ray optics for over three decades, always meeting or exceeding angular resolution and effective area requirements. Marshall utilizes an electroformed nickel replication technique to make these thin full-shell X-ray optics from nickel alloy.
    X-ray optics development at Marshall began in the early 1990s with the fabrication of optics to support NASA’s Advanced X-ray Astrophysics Facility (AXAF-S) and then continued via the Constellation-X technology development programs. In 2001, Marshall launched a balloon payload that included two modules each with three mirrors, which produced the first focused hard X-ray images of an astrophysical source by imaging Cygnus X-1, GRS 1915, and the Crab Nebula. This initial effort resulted in several follow-up missions over the next 12 years and became known as the High Energy Replicated Optics (HERO) balloon program.
    In 2012, the first of four sounding rocket flights of the Focusing Optics X-ray Solar Imager (FOXSI) flew with Marshall optics onboard, producing the first focused images of the Sun at energies greater than 5 keV. In 2019 the Astronomical Roentgen Telescope X-ray Concentrator (ART-XC) instrument on the Spectr-Roentgen-Gamma Mission launched with seven Marshall-fabricated X-ray MMAs, each containing 28 mirror shells. ART-XC is currently mapping the sky in the 4-30 keV hard X-ray energy range, studying exotic objects like neutron stars in our own galaxy as well as active galactic nuclei, which are spread across the visible universe. In 2021, the Imaging X-ray Polarimetry Explorer (IXPE), flew and is now performing extraordinary science with a Marshall-led team using three, 24-shell MMAs that were fabricated and calibrated in-house.
    Most recently, in 2024, the fourth FOXSI sounding rocket campaign launched with a high-resolution Marshall MMA. The optics achieved 9.5 arcsecond HPD angular resolution during pre-flight test with an expected 7 arcsecond HPD in gravity-free flight, making this the highest angular resolution flight observation made with a nickel-replicated X-ray optic. Currently Marshall is fabricating an MMA for the Rocket Experiment Demonstration of a Soft X-ray (REDSoX) polarimeter, a sounding rocket mission that will fly a novel soft X-ray polarimeter instrument to observe active galactic nuclei. The REDSoX MMA optic will be 444 mm in diameter, which will make it the largest MMA ever produced by MSFC and the second largest replicated nickel X-ray optic in the world.
    The ultimate performance of an X-ray optic is determined by errors in the shape, position, and roughness of the optical surface. To push the performance of X-ray optics toward even higher angular resolution and achieve more ambitious science goals, Marshall is currently engaged in a fundamental research and development effort to improve all aspects of full-shell optics fabrication.

    Given that these optics are made with the electroformed nickel replication technique, the fabrication process begins with creation of a replication master, called the mandrel, which is a negative of the desired optical surface. First, the mandrel is figured and polished to specification, then a thin layer of nickel alloy is electroformed onto the mandrel surface. Next, the nickel alloy layer is removed to produce a replicated optical shell, and finally the thin shell is attached to a stiff holding structure for use.
    Each step in this process imparts some degree of error into the final replicated shell. Research and development efforts at Marshall are currently concentrating on reducing distortion induced during the electroforming metal deposition and release steps. Electroforming-induced distortion is caused by material stress built into the electroformed material as it deposits onto the mandrel. Decreasing release-induced distortion is a matter of reducing adhesion strength between the shell and mandrel, increasing strength of the shell material to prevent yielding, and reducing point defects in the release layer.
    Additionally, verifying the performance of these advanced optics requires world-class test facilities. The basic premise of testing an optic designed for X-ray astrophysics is to place a small, bright X-ray source far away from the optic. If the angular size of the source, as viewed from the optic, is smaller than the angular resolution of the optic, the source is effectively simulating X-ray starlight. Due to the absorption of X-rays by air, the entire test facility light path must be placed inside a vacuum chamber.
    At the center, a group of scientists and engineers operate the Marshall 100-meter X-ray beamline, a world-class end-to-end test facility for flight and laboratory X-ray optics, instruments, and telescopes. As per the name, it consists of a 100-meter-long vacuum tube with an 8-meter-long, 3-meter-diameter instrument chamber and a variety of X-ray sources ranging from 0.25 – 114 keV. Across the street sits the X-Ray and Cryogenic Facility (XRCF), a 527-meter-long beamline with an 18-meter-long, 6-meter-diameter instrument chamber. These facilities are available for the scientific community to use and highlight the comprehensive optics development and test capability that Marshall is known for.
    Within the X-ray astrophysics community there exist a variety of angular resolution and effective area needs for focusing optics. Given its storied history in X-ray optics, Marshall is uniquely poised to fulfill requirements for large or small, medium- or high-angular-resolution X-ray optics. To help guide technology development, the astrophysics community convenes once per decade to produce a decadal survey. The need for high-angular-resolution and high-throughput X-ray optics is strongly endorsed by the National Academies of Sciences, Engineering, and Medicine report, Pathways to Discovery in Astronomy and Astrophysics for the 2020s.In pursuit of this goal, Marshall is continuing to advance the state of the art in full-shell optics. This work will enable the extraordinary mysteries of the X-ray universe to be revealed.

    NASA’s Hubble Space Telescope and New Horizons spacecraft simultaneously set their sights on Uranus recently, allowing scientists to make a direct comparison of the planet from two very different viewpoints. The results inform future plans to study like types of planets around other stars.

    Astronomers used Uranus as a proxy for similar planets beyond our solar system, known as exoplanets, comparing high-resolution images from Hubble to the more-distant view from New Horizons. This combined perspective will help scientists learn more about what to expect while imaging planets around other stars with future telescopes.
    “While we expected Uranus to appear differently in each filter of the observations, we found that Uranus was actually dimmer than predicted in the New Horizons data taken from a different viewpoint,” said lead author Samantha Hasler of the Massachusetts Institute of Technology in Cambridge and New Horizons science team collaborator.
    Direct imaging of exoplanets is a key technique for learning about their potential habitability, and offers new clues to the origin and formation of our own solar system. Astronomers use both direct imaging and spectroscopy to collect light from the observed planet and compare its brightness at different wavelengths. However, imaging exoplanets is a notoriously difficult process because they’re so far away. Their images are mere pinpoints and so are not as detailed as the close-up views that we have of worlds orbiting our Sun. Researchers can also only directly image exoplanets at “partial phases,” when only a portion of the planet is illuminated by their star as seen from Earth.
    Uranus was an ideal target as a test for understanding future distant observations of exoplanets by other telescopes for a few reasons. First, many known exoplanets are also gas giants similar in nature. Also, at the time of the observations, New Horizons was on the far side of Uranus, 6.5 billion miles away, allowing its twilight crescent to be studied – something that cannot be done from Earth. At that distance, the New Horizons view of the planet was just several pixels in its color camera, called the Multispectral Visible Imaging Camera.
    On the other hand, Hubble, with its high resolution, and in its low-Earth orbit 1.7 billion miles away from Uranus, was able to see atmospheric features such as clouds and storms on the day side of the gaseous world.
    “Uranus appears as just a small dot on the New Horizons observations, similar to the dots seen of directly imaged exoplanets from observatories like Webb or ground-based observatories,” Hasler said. “Hubble provides context for what the atmosphere is doing when it was observed with New Horizons.”
    The gas giant planets in our solar system have dynamic and variable atmospheres with changing cloud cover. How common is this among exoplanets? By knowing the details of what the clouds on Uranus looked like from Hubble, researchers can verify what is interpreted from the New Horizons data. In the case of Uranus, both Hubble and New Horizons saw that the brightness did not vary as the planet rotated, which indicates that the cloud features were not changing with the planet’s rotation.

    However, the importance of the detection by New Horizons has to do with how the planet reflects light at a different phase than what Hubble, or other observatories on or near Earth, can see. New Horizons showed that exoplanets may be dimmer than predicted at partial and high phase angles, and that the atmosphere reflects light differently at partial phase.
    NASA has two major upcoming observatories in the works to advance studies of exoplanet atmospheres and potential habitability.
    “These landmark New Horizons studies of Uranus from a vantage point unobservable by any other means add to the mission’s treasure trove of new scientific knowledge, and have, like many other datasets obtained in the mission, yielded surprising new insights into the worlds of our solar system,” added New Horizons principal investigator Alan Stern of the Southwest Research Institute.
    NASA’s upcoming Nancy Grace Roman Space Telescope, set to launch by 2027, will use a coronagraph to block out a star’s light to directly see gas giant exoplanets. NASA’s Habitable Worlds Observatory, in an early planning phase, will be the first telescope designed specifically to search for atmospheric biosignatures on Earth-sized, rocky planets orbiting other stars.
    “Studying how known benchmarks like Uranus appear in distant imaging can help us have more robust expectations when preparing for these future missions,” concluded Hasler. “And that will be critical to our success.”
    Launched in January 2006, New Horizons made the historic flyby of Pluto and its moons in July 2015, before giving humankind its first close-up look at one of these planetary building block and Kuiper Belt object, Arrokoth, in January 2019. New Horizons is now in its second extended mission, studying distant Kuiper Belt objects, characterizing the outer heliosphere of the Sun, and making important astrophysical observations from its unmatched vantage point in distant regions of the solar system.
    The Hubble Space Telescope has been operating for over three decades and continues to make ground-breaking discoveries that shape our fundamental understanding of the universe. Hubble is a project of international cooperation between NASA and ESA (European Space Agency). NASA’s Goddard Space Flight Center manages the telescope and mission operations.     Four International Space Station crew members continue waiting for their departure date as mission managers monitor weather conditions off the coast of Florida. The rest of the Expedition 72 crew stayed focused Oct. 14 on space biology and lab maintenance aboard the orbital outpost.

    NASA and SpaceX mission managers are watching unfavorable weather conditions off the Florida coast right now for the splashdown of the SpaceX Crew-8 mission with NASA astronauts Matthew Dominick, Mike Barratt, and Jeanette Epps, and Roscosmos cosmonaut Alexander Grebenkin. The homebound quartet spent Oct. 14 mostly relaxing while also continuing departure preps. Mission teams are currently targeting Dragon Endeavour’s undocking for no earlier than 2:05 a.m. CDT on Oct. 18. The Crew-8 foursome is in the seventh month of their space research mission that began on March 3.
    The other seven orbital residents will stay aboard the orbital outpost until early 2025. NASA astronaut Don Pettit is scheduled to return to Earth first in February with Roscosmos cosmonauts Alexey Ovchinin and Ivan Vagner aboard the Soyuz MS-26 crew ship. Next, station Commander Suni Williams and flight engineer Butch Wilmore are targeted to return home aboard SpaceX Dragon Freedom with SpaceX Crew-9 Commander Nick Hague, all three NASA astronauts, and Roscosmos cosmonaut Aleksandr Gorbunov.
    Williams had a light duty day Oct. 14 disassembling life support gear before working out for a cardio fitness study. Wilmore installed a new oxygen recharge tank and began transferring oxygen into tanks located in the Quest airlock. Hague collected his blood and saliva samples for incubation and cold stowage to learn how microgravity affects cellular immunity. Pettit also had a light duty day servicing biology hardware including the Cell Biology Experiment Facility, a research incubator with an artificial gravity generator, and the BioLab, which supports observations of microbes, cells, tissue cultures and more.
    The Huntsville Operations Support Center (HOSC) at NASA’s Marshall Space Flight Center provides engineering and mission operations support for the space station, the CCP, and Artemis missions, as well as science and technology demonstration missions. The Payload Operations Integration Center within HOSC operates, plans, and coordinates the science experiments onboard the space station 365 days a year, 24 hours a day.
    The first flight of Sierra Space’s Dream Chaser to the space station is now scheduled for no earlier than May 2025 to allow for completion of spacecraft testing. Dream Chaser, which will launch atop a ULA (United Launch Alliance) Vulcan rocket and later glide to a runway landing at NASA’s Kennedy Space Center, will carry cargo to the orbiting laboratory and stay on board for approximately 45 days on its first mission.

  • MIL-OSI USA: On World Food Day, Rededicating Ourselves to Food Security for All

    When Tanzanian farmer and entrepreneur Prakseda Melkior was in just the third grade, she sold a head of spinach that she had grown in her backyard – and decided that she wanted to make a career out of producing food. 

    After studying agriculture at university, she went on to start her own farm, cultivating tomatoes, peppers, and bananas. But the usual method of watering crops using an old pumping water generator powered by diesel fuel was cutting into her profits, costing her the equivalent of thousands of U.S. dollars per year in fuel costs. Fortunately, a local USAID program was offering training to farmers in Melkior’s area in innovative farming techniques and irrigation methods. She used those techniques to water and grow her crops more efficiently, and went on to help train other farmers in the same methods. She also championed an idea for the U.S. government’s Feed the Future initiative to support farmers in installing solar-powered irrigation systems. When Melkior’s own solar system is completed, it will slash her irrigation costs by 70 percent and allow her to keep expanding her farm. “We’ll be harnessing the power of the sun to irrigate our crops,” she said. “It is a game-changer, allowing us to grow more, serve more customers and create more jobs in our community.”

    Helping farmers like Melkior grow more food is particularly important today, as we mark World Food Day amid a historic number of food crises. More than 175 million people globally face life-threatening food insecurity, fueled by conflicts and climate-driven disasters including the recent historic floods in West Africa and El Niño-induced drought across southern Africa. As the world’s largest donor of emergency food assistance, USAID provided more than $5 billion in food security assistance to 134 million people in 61 countries in 2023 – including surging emergency food items to civilians in places like the Democratic Republic of the Congo, Ethiopia, Gaza, Sudan, and South Sudan. 

    On World Food Day, it is also important to underscore that our ambition is not just to respond to hunger crises, but to strengthen food systems so we can help prevent many of these crises altogether. As part of this goal, I announced last month the launch of the “Feed the Future Accelerator,” an effort to deepen our partnerships with Malawi, Tanzania, and Zambia – three countries with both high need for investment in their food systems and high potential for their agricultural sectors to drive long-term, regional reductions in poverty, malnutrition, and hunger. In these countries, we are aligning resources from across the U.S. government, NGOs, foreign governments, and the private sector to advance their progress at becoming agricultural breadbaskets that not only feed hungry people within their borders, but also help to stabilize the food supply across the African continent. 

    As we commemorate this year’s World Food Day, USAID is committed to taking action to address hunger crises and build a future where everyone has sufficient, nourishing, and safe food.

    WASHINGTON — The Biden-Harris Administration has approved more than $1.8 billion in federal assistance for individuals and communities affected by Hurricanes Helene and Milton. FEMA Administrator Deanne Criswell continues to lead the federal response, working in coordination with state and local partners to ensure that survivors receive the resources they need to jumpstart their recovery. 

    Currently, FEMA has deployed more than 4,400 personnel to the affected areas, working side by side with over 8,000 federal responders to support state and local governments in their recovery efforts. FEMA personnel on the ground are actively coordinating with local officials, conducting damage assessments and helping individuals apply for disaster assistance programs.

    Federal assistance for those affected by the hurricanes includes $597 million to support survivors with housing repairs, personal property replacement and other essential recovery efforts. Additionally, over $934 million has been approved for debris removal and emergency protective measures, which are necessary to save lives, protect public health and prevent further damage to public and private property.

    Applying for assistance is a critical first step towards recovery. Disaster survivors in certain areas of Georgia, Florida (Helene), Florida (Milton), North Carolina, South Carolina, Tennessee and Virginia can begin their recovery process by applying for federal assistance through FEMA. Individuals affected by the hurricanes are encouraged to apply as soon as they are able to by visiting DisasterAssistance.gov, which is the fastest way to get an application started. Individuals can also apply using the FEMA App, calling 1-800-621-3362 or in person at a local Disaster Recovery Center. Disaster Recovery Centers in the affected communities can provide survivors with in-person help on their applications and answer questions. Center locations can be found at FEMA.gov/DRC. FEMA also has Disaster Survivor Assistance team members in the field supporting survivors and helping them with the application process.

    Federal assistance for individuals may include upfront funds to help with essential items like food, water, baby formula, breastfeeding supplies and other emergency supplies. Funds may also be available to repair storm-related damage to homes and personal property, as well as assistance to find a temporary place to stay. Homeowners and renters with damage to their home or personal property from previous disasters, whether they received FEMA funds or not, are still eligible to apply for and receive assistance for other federally declared disasters.   

    FEMA’s National Flood Insurance Program is ready to respond to insured flood losses. Those with an NFIP-backed flood insurance policy that suffered flood damage should begin filing their claim by contacting their flood insurance agent or company. 

    Recovery Update

    For those affected by Hurricane Helene, FEMA has approved over $911.1 million in assistance. This includes $581.1 million in assistance for individuals and families, along with more than $330 million for debris removal and efforts to protect public health and safety. In response to Hurricane Milton, FEMA has approved more than $620.2 million in assistance, with $16.2 million allocated for individuals and families and over $604 million for debris removal and safety measures.

    To support response and recovery efforts, FEMA delivered over 12.6 million meals and 12.9 million liters of water to states impacted by Helene. For Milton, FEMA delivered more than 2.2 million meals and 780,000 liters to Florida.

    FEMA continues to open Disaster Recovery Centers in affected communities, offering in-person assistance, information on available resources and help with FEMA assistance applications. Disaster Survivor Assistance Teams are also on the ground in all affected states, helping survivors apply for aid and connect with additional resources from state, local, federal and voluntary agencies.

    Support for North Carolina

    As ongoing response efforts continue in western North Carolina, FEMA has approved over $100 million in housing and other types of assistance for over 77,000 households.

    More than 3,000 families who cannot return home are staying in safe and clean lodging through FEMA’s Transitional Sheltering Assistance program. Shelter numbers remain steady, with 13 shelters housing just over 560 occupants

    Commodity distribution, mass feeding and hydration operations remain in areas of western North Carolina. Voluntary organizations are supporting feeding operations with bulk food and water deliveries coming via truck and aircraft.

    There are over 370 Disaster Survivor Assistance members in communities providing support.     Support for Florida 

    In response to Helene, FEMA has approved over $213 million in housing and other types of assistance for more than 71,000 households. Additionally, FEMA has approved more than $330 million in Public Assistance for debris removal and emergency work. In response to Milton, FEMA has approved over $16 million in housing and other types of assistance for over 19,000 households. Additionally, FEMA has approved more than $604 million in Public Assistance for debris removal and emergency work. 

    There are 120 Disaster Survivor Assistance members in communities to provide support. There are also 12 Disaster Recovery Centers now open supporting survivors from Debby, Helene and Milton where survivors can speak to state and federal personnel to help with their recovery. Survivors may find their closest center by visiting FEMA.gov/DRC.

    Residents in need of information or resources should call the State Assistance Information Line (SAIL) at 1-800-342-3557. English, Spanish and Creole speakers are available to answer questions.  

    Support for South Carolina 

    FEMA has approved over $132 million in housing and other types of assistance for more than 146,000 households. 

    There are 92 Disaster Survivor Assistance members in communities providing support. There are also five Disaster Recovery Centers now open in Anderson, Barnwell, Batesburg, Easley, Greenville and North Augusta where survivors can speak to state and federal personnel to help with their recovery. Survivors may find their closest center by visiting FEMA.gov/DRC.

    Residents with questions on Helene can call the state’s toll-free hotline, open 24 hours a day, at 1-866-246-0133. Residents who are dependent on medical equipment at home and who are without power due to Helene may be eligible for a medical needs shelter. Call the state’s Department of Public Health Care Line at 1-855-472-3432 for more information. 

    Support for Georgia 

    FEMA has approved over $119 million in housing and other types of assistance for more than 118,000 households

    There are 139 Disaster Survivor Assistance members in communities providing support. There are also four Disaster Recovery Centers now open in Valdosta, Douglas, Sandersville and Augusta where survivors can speak to state and federal personnel to help with their recovery. Survivors may find their closest center by visiting FEMA.gov/DRC.

    Residents can find resources like shelters and feeding sites at gema.georgia.gov/hurricane-helene. 

    Support for Virginia  

    To date, FEMA has approved over $4.7 million in housing and other types of assistance for more than 1,500 households

    There are about 57 Disaster Survivor Assistance members in communities providing support. There are also four Disaster Recovery Centers open in Damascus, Dublin, Independence and Tazewell where survivors can speak to state and federal personnel to help with their recovery. Survivors may find their closest center by visiting FEMA.gov/DRC.

    Support for Tennessee 

    FEMA has approved more than $11.8 million in housing and other types of assistance for more than 2,400 households. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties, helping survivors apply for FEMA assistance and connecting them with additional state, local, federal and voluntary agency resources.

    There are more than 42 Disaster Survivor Assistance members in communities providing support. There is now one Disaster Recovery Center open in Erwin where survivors can speak to state and federal personnel to help with their recovery. Survivors may find their closest center by visiting FEMA.gov/DRC.

  • MIL-OSI Security: U.S. Attorney’s Office Secures Guilty Verdict Against Albuquerque Felon for Illegal Firearm Possession

    ALBUQUERQUE – A federal jury has convicted an Albuquerque man of being a felon in possession of a firearm, following a two-day trial that concluded after just over two hours of deliberation.

    According to court documents and evidence presented at trial, on October 26, 2021, Albuquerque Police Department officers responded to a ShotSpotter alert and a 911 call reporting a man waving a firearm near an apartment complex. Upon arrival, officers located Anthony A. Hernandez, 31, who matched the description provided by the witness.

    During the investigation, officers discovered a purple and black 9mm pistol hidden where Hernandez was seen, along with a spent shell casing in the area. Witness testimony further identified Hernandez as the man with the firearm, and it was confirmed that the recovered firearm had been reported stolen.

    As a previously convicted felon, including a prior conviction for armed robbery, Hernandez was prohibited from possessing firearms or ammunition.

    Following the verdict, the Court ordered that Hernandez remain in custody pending sentencing, which has not been scheduled. At sentencing, Hernandez faces up to 10 years in prison.

    There is no parole in the federal system.

    Hernandez is also under indictment for assault on a federal officer, inflicting bodily injury, in November 2022, while being held at the Cibola County Correctional Center on the firearms case. The trial for this charge is scheduled for later this year.

    U.S. Attorney Alexander M.M. Uballez and Brendan Iber, Special Agent in Charge of the Bureau of Alcohol, Tobacco, Firearms and Explosives, made the announcement today.

    The Bureau of Alcohol, Tobacco, Firearms, and Explosives investigated this case with the Albuquerque Police Department. Assistant United States Attorneys Maria Elena Stiteler and Kimberly Bell are prosecuting the case.

  • MIL-OSI Security: 16 Hells Angels & Red Devils Members Face Charges Related to Violent Racketeering Enterprise

    RALEIGH, N.C. – A single federal indictment in the Eastern District of North Carolina charges 16 members of two outlaw motorcycle gangs – the Hells Angels Motorcycle Club (HAMC) and the Red Devils Motorcycle Club (RDMC) – for their alleged roles as part of an enterprise engaging in violent criminal activity in and around Raleigh and Fayetteville. The RDMC is the main support club nationwide for the HAMC.

    Five of the defendants are charged with Murder in Aid of Racketeering for the killing of a member of the Pagan’s Motorcycle Club (PMC), a rival gang, on January 1, 2023, in Raleigh.  Two additional defendants are charged with accessory after the fact for their actions following that murder.

    Eight defendants are charged with Attempted Murder in Aid of Racketeering and Assault with a Dangerous Weapon in Aid of Racketeering for their alleged role in a July 22, 2023 violent assault of a PMC member in the parking lot of a Dairy Queen restaurant in Wade, North Carolina.

    One defendant is charged with obstruction for attempting to dissuade a witness from assisting the criminal investigation of this case.

    “Two years ago we launched a Violent Crime Action Plan to partner with local law enforcement to identify the individuals and groups driving violence in North Carolina, especially criminal enterprises that support and encourage violence by their members,” said U.S. Attorney Michael F. Easley, Jr.  “We’ll keep pursuing cases like this one, charging violent crimes in aid of racketeering, to expose patterns of violence and hold gang members and those who enable them accountable.”

    “According to the indictment, these defendants were leaders, organizers, and members of the Hell’s Angels Motorcycle Club and committed multiple crimes to advance their positions in this violent gang,” said Principal Deputy Assistant Attorney General Nicole M. Argentieri, head of the Justice Department’s Criminal Division.  “The gang’s alleged violent acts included the murder of a rival gang member on a public street, and the assault and attempted murder of other rival gang members in a restaurant parking lot.  This indictment demonstrates that, along with our local, state, and federal law enforcement partners, the Criminal Division is committed to holding accountable those response for acts of violence that terrorize local communities.”

    “Outlaw motorcycle gangs are notorious for lawless and violent behavior,” said Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Special Agent in Charge Bennie Mims. “These criminal organizations are responsible for a long list of illegal activities, such as assault and homicide and operate with absolutely no regard for the safety of law enforcement or the community. ATF is proud to stand with our law enforcement partners and be part of an effort to disrupt and disband violent and dangerous networks.” 

    “I am proud to stand with my federal, state, and local partners in investigating and disrupting violent organizations,” said Raleigh Police Chief Estella Patterson. “The Raleigh Police Department and our community will not tolerate destructive behavior and will work tirelessly with our law enforcement partners to identify those responsible to ensure they are held accountable. I am grateful to United States Attorney Michael F. Easley, Jr., and his team for their continued dedication and steadfast commitment to public safety. I also thank the ATF, the Fayetteville Police Department, and the Cumberland County Sheriff’s Office for their strong partnership in these cases.”

    “Operation Broken Halo has been an ongoing investigation with the Fayetteville Police Department and the ATF into an alleged criminal enterprise connected to an outlaw motorcycle gang,” said Fayetteville Police Chief Kemberle Braden. “Through collaboration and partnership with the ATF and other supporting agencies, we were able to successfully bring charges against numerous members of this outlaw motorcycle gang and their supporting clubs. The Fayetteville Police Department remains committed to our partnership with federal, state, and local agencies to remove violent criminals from our community.”

    “I want to make it clear: violent activity is not tolerated in Cumberland County,” said Cumberland County Sheriff Ennis W. Wright.  “The Sheriff’s Office is 100% committed to maintaining a safe and peaceful community. We thoroughly investigate all tips, and it’s vital for the community to continue to report what they see because we cannot do it alone. We are grateful for our partnerships with the community, the Department of Justice, and federal and local law enforcement agencies. Together, we do and will continue to make a difference.”

    Most of the charges are being brought under the Violent Crimes in Aid of Racketeering Activity (VICAR) statute, which makes it illegal to commit violent crimes, including murder, kidnapping, maiming, assault with a dangerous weapon, assault resulting in serious bodily injury, or threatening to commit a crime of violence for the purpose of joining, remaining with, or moving up in rank within an enterprise.

    The indictment alleges that all 16 defendants are members or associates of the HAMC, a violent outlaw motorcycle group alleged to use violence, threats, and intimidation to carry out its perceived mission and enforce its rules.

    The indictment alleges that HAMC members are under a standing order to attack, injure, and potentially kill members of the PMC. The indictment also alleges that HAMC members commonly commit physical assaults, including murder, threats to injure, and intimidation to keep witnesses to their criminal conduct silent.

    The indictment charges the following offenses:

    Vidaul Rashaad Reed, aka “Hootie,” Anthony Edward Cheever, aka “Rowdy,” David William Stephens, aka “007,” Martinus Jermaine Starks, aka “Tee,” and Tyler Scott Grissom, aka “Snow,” are all members of the RDMC and are each charged with one count of Murder in Aid of Racketeering and one count of discharge of a firearm in connection with a crime of violence and, in doing so, causing death; all for allegedly murdering a member of the PMC on January 1, 2023.  Murder in Aid of Racketeering carries a mandatory life sentence upon conviction and the other charged offenses carry a sentence of up to life in prison.

    Christopher Dylan Manor and Robert Scott Brown are both charged with accessory after the fact to the January 1, 2023 murder.  Manor was a member of RDMC at the time of the alleged offense and Brown is a member of the HAMC. Each face up to 15 years in prison if convicted.

    Jason Lee Hathaway, Fred Joseph Prosperi, aka “Freddy” and “Snow Boy,” William Scott Gardner, aka “Big Will,” Terry Lewis Akins, Jr., J.R. Nevarez Darr, Darrell Dewayne Strickland, Jr., William Franklin Beasley and David Lee Woodall are charged with Attempted Murder in Aid of Racketeering and Assault with a Deadly Weapon in Aid of Racketeering related to the attempted murder and assault with a dangerous weapon of members of the PMC on July 22, 2023 in the parking lot of a Dairy Queen restaurant in Wade, North Carolina. They are all were members of the HAMC at the time of the offense and each face up to thirty years in prison if convicted.

    Jonathan Michael Robarge is charged with tampering with a witness, victim or informant by harassment, Robarge has ties to both HAMC and RDMC, and faces up to three years in prison if convicted.

    The ATF, the Raleigh and Fayetteville Police Departments, and the Cumberland County Sheriff’s Office are investigating the case.

    Trial Attorney Alyssa Levey-Weinstein and Deputy Chief Kelly Pearson of the Justice Department’s Violent Crime and Racketeering Section and Assistant U.S. Attorneys Kelly L. Sandling and Robert Dodson of the Eastern District of North Carolina are prosecuting the case.

    This investigation was an Organized Crime Drug Enforcement Task Forces (OCDETF) investigation. OCDETF identifies, disrupts, and dismantles the highest-level drug traffickers, money launders, gangs, and transnational criminal organizations that threaten the United States by using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks.

    An indictment is merely an allegation, and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI Security: Huntington Man Pleads Guilty to Federal Gun Crime

    HUNTINGTON, W.Va. – Alonzo Dewayne Harden, 30, of Huntington, pleaded guilty today to being a felon in possession of a firearm.

    According to court documents and statements made in court, on May 17, 2024, law enforcement conducted a traffic stop of a vehicle in Huntington in which Harden was a passenger. Harden exited the vehicle and fled on foot before he was apprehended by officers. While fleeing, Harden tossed a loaded Glock Model 22 .40-caliber pistol with an extended magazine to the ground. Officers recovered the firearm.

    Federal law prohibits a person with a prior felony conviction from possessing a firearm or ammunition. Harden knew he was prohibited from possessing a firearm because of his prior felony convictions for malicious assault and use or presentment of a firearm during the commission of a felony in Cabell County Circuit Court on August 26, 2021.

    Harden is scheduled to be sentenced on January 27, 2025, and faces a maximum penalty of 15 years in prison, up to three years of supervised release, and a $250,000 fine.

    United States Attorney Will Thompson made the announcement and commended the investigative work of the Huntington Police Department and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).

    United States District Judge Robert C. Chambers presided over the hearing. Assistant United States Attorney Courtney L. Finney is prosecuting the case.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

  • MIL-OSI Security: Nashville Woman Sentenced to 63 Months in Prison for Illegally Possessing Firearms

    MOBILE, AL – A Nashville woman was sentenced to 63 months in prison for possessing two firearms as a previously convicted felon.  

    According to court documents, Ashley Allen, 35, was arrested by Thomasville police on March 29, 2023, following a traffic stop where she was found to be in possession of two firearms. Allen has multiple prior felony convictions, including a conviction for aggravated assault. As a convicted felon, Allen is prohibited from possessing a firearm.

    Allen was indicted for being a felon in possession of a firearm and pled guilty to the charge.  United States District Court Judge Kristi K. DuBose sentenced Allen to 63 months in prison followed by a 3-year term of supervised release for illegally possessing the firearms.

    U.S. Attorney Sean P. Costello of the Southern District of Alabama made the announcement.

    The Bureau of Alcohol, Tobacco, Firearms and Explosives and the Thomasville Police Department investigated the case.

     “We want this special place to be in great shape for visitors when it reopens,” says DOC’s Hauraki-Waikato-Taranaki Regional Director Tinaka Mearns.

    “Alongside cyclone damage, the area is also under threat from introduced pest plants That stand to undermine the area’s unique beauty and native biodiversity.”

    Globally recognised for its idyllic small beach and famous rock arch, Mautohe Cathedral Cove has been a marine-only experience since February 2023, when extreme weather events triggered landslides which significantly damaged the track and resulted in its closure.

    The involvement of the Predator Free Hauraki Coromandel Community Trust (PFHCCT) in the Mautohe Cathedral Cove work programme is a great boost for the project, says Ms Mearns.

    “They’ve done some excellent work removing pest plant and tidying up vegetation across the reserve during the last few weeks,” she says. “It’s been hard physical work and we’ve been impressed by the results.

    “Involving an organisation like this trust to contribute to walking access reinstatement supports the local community and helps us build a partnership with a recognised conservation contributor in the area.”

    Jude Hooson, CEO of PFHCCT says the Trust’s members recognise the importance of Mautohe Cathedral Cove – and the significance of opening it up to the public – and are thrilled to be working alongside DOC and Ngāti Hei.

    “We’re really delighted to be part of the collaborative effort. In many ways this is an extension of the recovery support our Field Support Team has already provided to groups across the peninsula,” she says.

    “In addition to helping to open up the main walkway, this is also an opportunity to remove problematic pest plants as a first step towards enhancing the native biodiversity of this very special place.”

    Meanwhile, visitors to the site continue to be an issue for staff and contractors working to reinstate the track.

    Members of the public accessing the track while it is closed are compromising the delivery of the work required to fully reopen it and are entering an active and hazardous worksite.

    DOC staff and contractors turn away dozens of visitors every day.

    Background information

    The walking track to Mautohe Cathedral Cove was closed in February 2023 after it sustained significant damage during Cyclone Gabrielle. In July, funding of a work programme to reinstate walking access to the cove’s famous beach was announced by Conservation Minister Tama Potaka.

    Shapiro Administration Awards $3.4 Million for Stream and Watershed Restoration Projects

    The Pennsylvania Department of Environmental Protection (DEP) has awarded more than $3.4 million in grants to projects to improve water quality and fish and wildlife habitat throughout Pennsylvania’s part of the Chesapeake Bay watershed and other watersheds.

    “Ensuring clean water and healthy watersheds is a fundamental right for all Pennsylvanians. With these grant awards we will continue our work to reduce pollution and improve water quality in Pennsylvania,” said DEP Acting Secretary Jessica Shirley. “These projects are creating healthier streams and wetlands across Pennsylvania, reducing flood risk and improving fish and wildlife habitat. We are building on the success we are seeing in the Chesapeake Bay watershed by restoring streambanks, removing legacy sediment, and treating mine water discharge, among other improvements.”

    The 12 awards are funded by the Section 319 Grant program from the U.S. Environmental Protection Agency and selected by DEP. The purpose of the grants is to support projects that carry out best management practices (BMPs) specified in Watershed Implementation Plans for 43 watersheds around the state. The program also supports development of new Watershed Implementation Plans for impaired watersheds in Environmental Justice (EJ) areas. Ten of the 12 grants are for projects in the Chesapeake Bay watershed.

    Silverado, CA – Yesterday, U.S. Representative Young Kim (CA-40) hosted House Natural Resources Committee Chairman Bruce Westerman (AR-04) in California’s 40th District to hear from local first responders and canyon community leaders and see the burn areas firsthand following the Airport Fire, which started in Trabuco Canyon and burned over 23,000 acres in Orange and Riverside counties.  

    The roundtable included officials from U.S. Forest Service, Orange County Fire Authority, Anaheim Fire and Rescue, Orange Fire Department, and Brea Fire Department, and canyon community leaders.  

    “Our communities across California’s 40th District – especially in the canyons – know firsthand the devastation wildfires can cause. That’s why I brought House Natural Resources Committee Chairman Westerman here to learn from first responders and residents on the ground,” said Rep. Kim. “I appreciate his leadership and am hopeful that our roundtable discussion and tour can help us educate our colleagues and work on commonsense solutions. Fighting for my district is my top priority, always.”

    The International Energy Agency (IEA) has released its latest World Energy Outlook report today, and Greenpeace Aotearoa executive director Russel Norman says it’s damning for Christopher Luxon and his ludicrous plans to restart oil and gas exploration and increase coal mining.     “The IEA report affirms that global demand for oil, gas, and coal is on track to peak by the end of this decade and warns that failure to accelerate the end of fossil fuels now will put the world on course for a catastrophic global average temperature rise of 2.4oC by the end of the century.
    “As floods, fires and storms ravage the world, and climate scientists run out of adjectives to describe how urgent the situation is, we have Christopher Luxon’s Government forging ahead with reckless plans to search for new oil and gas, dig up more coal and shelve every initiative to reduce emissions that they can.
    “We have an incredible opportunity right now in Aotearoa to move away from fossil fuels to a clean energy future powered by wind and solar that would mean more affordable energy and cleaner, safer towns and cities for New Zealanders, but the Luxon Government is threatening to take us back to to the dark ages.”
    The IEA report states that avoiding the worst impacts of the climate crisis will require at least doubling the global rate of energy efficiency improvements to provide larger emissions reductions by 2030, doubling current investment levels in renewable power, grids and battery storage, as well as implementing a fast and fair fossil fuel phaseout.

    “A recent report by the Ministry of Business and Innovation confirms that there is no need for new fossil fuels to ‘keep the lights on’ in New Zealand. Wind and solar are the cheapest sources of new electricity generation, and New Zealand has an abundance of both.

    Today, Governor Roy Cooper issued an emergency Executive Order authorizing the North Carolina Department of Commerce, Division of Employment Security, to increase the amount of weekly unemployment payments available to North Carolinians in the aftermath of Hurricane Helene.

    “As I’ve traveled for days around western North Carolina I’ve heard concern from many small business owners about their employees who are unemployed because their businesses are temporarily closed,” said Governor Cooper. “This Executive Order will increase unemployment benefits and help ease the financial burden for impacted North Carolinians as they work to recover from the storm.”

    As a result of this Order, weekly unemployment benefits will increase from a maximum of $350 a week to a maximum of $600 a week. Prior to the executive order, many low-income and part-time workers would have received less than the $350 weekly maximum. To ensure that these workers receive necessary benefits in the wake of Helene, the order will also increase benefits by $250 a week (up to the $600 cap) for all eligible workers. This order is tied to the State of Emergency for Hurricane Helene, and will remain in effect until the end of the Emergency or until it is rescinded.

    State unemployment benefits will still be capped at 12 weeks, but workers who lived or worked in the impacted North Carolina counties and are out of work due to the disaster will qualify for up to 26 weeks of federal benefits, to be paid through March 29, 2025 under the federal Disaster Unemployment Assistance program. To provide relief to employers impacted by Helene, and due to the extraordinary size of the trust fund balance, employers would not see any increase in unemployment taxes due to the increased benefit.

    While federal law requires the elevated state payment to apply statewide, the increased benefits would largely go to workers from counties impacted by Helene, with unemployment data through October 13th showing that workers from those counties make up 79% of new claims — 19,735 — since the disaster. This percentage is likely to increase as more counties are added to the disaster declaration.

    Only eight states have a lower weekly maximum unemployment benefit than North Carolina. The $350 cap was set in 2013 and has not been changed since, even as rising wages in the state continue to grow North Carolina’s Unemployment Insurance Trust Fund from which benefits are paid. Meanwhile, the balance in North Carolina’s Unemployment Insurance Trust Fund now stands at over $4.8 billion, the second-largest such fund in the United States.

    The Division of Employment Security, which administers both the traditional state unemployment benefits and federal disaster unemployment assistance benefits, estimates that, for every 10,000 North Carolinians who receive elevated state benefits, the additional cost to the Unemployment Insurance Trust Fund would be $2.5 million per week. If 50,000 North Carolinians from impacted counties received the full additional state benefit for all 12 weeks, the additional cost to the Trust Fund is estimated to be $150 million. Those same 50,000 workers would then be eligible for an additional 14 weeks of federal benefits, totaling an additional $175 million paid by the federal government.

    Many currently unemployed workers will likely return to work before receiving the full benefit they are entitled to claim, so the actual fiscal impact of the increased benefits is expected to be lower.

    The Division of Employment Security estimates that it may take between two and three weeks for impacted individuals to see the impact in their weekly benefit checks. The benefits for eligible claimants will be retroactive to September 29, 2024 and adjustment payments will be issued for benefit weeks going back to that date.

    The North Carolina Council of State unanimously concurred with this executive order, consistent with the North Carolina Emergency Management Act.

  • MIL-OSI USA: How a Clean Energy Simulator Is Helping Build a Better Grid

    A Sweeping Research Platform Can Now Mimic Steady, Predictable Water Power (and More)

    Say you want to study something big—like a community power grid, a massive pipe system, or roadways crisscrossing the entire United States—but none of it exists, at least not yet. How do you study these invisible labyrinths to make sure they will be safe and efficient?

    Good question, and here is the answer: You do that at the National Renewable Energy Laboratory (NREL) on a platform called the Advanced Research on Integrated Energy Systems (or ARIES, for short).

    NREL’s experts have built a research platform that can create 3D simulations of entire power grids—either existing or theoretical—that contain thousands or even millions of different energy technologies. For example, researchers can populate an existing grid with wind turbines, solar panels, batteries, nuclear facilities, electric vehicles, or even smart devices, like our cell phones, to see how they could impact our future grid.

    But until recently, one grid puzzle piece has not been well represented.

    “The part that has been missing is: How can we simulate or represent water power devices?” said Rob Hovsapian, a mechanical engineer at NREL and an ARIES research advisor who helped introduce hydropower into the platform.

    With ARIES, researchers can play out and plan for almost any future grid scenario. For example: How could huge amounts of renewable energy impact different community grids? And how could hydropower help our power system weather hurricanes, cold snaps, cyberattacks, and other disruptions?

    “It allows us to do those ‘what if’ scenarios,” Hovsapian said. “In the real world, you’re limited to what’s there.”

    Now, we can ask “what ifs” about water power technologies, like hydropower and the more nascent marine energy (sometimes called ocean energy because it often comes from powerful ocean waves, currents, and tides, but it can refer to energy from river currents as well). Though very different, both water power technologies generate predictable energy, making them a dependable partner for more variable energy sources, like wind energy and solar power. Those renewables, along with energy storage (like batteries), have been part of ARIES for a good while now. It was time to sprinkle a little water into the mix.

    “Now that we can use ARIES to simulate hydropower, we can study more scenarios in more locations and even potential future energy systems,” said Jerry Davis, the laboratory program manager for ARIES. “We want to represent as many renewable generation sources as we can.”

    But that is harder than it might sound.

    A Hydropower Simulator Helps a Remote Alaskan Village

    When fishers return to the harbor in the remote village of Cordova, Alaska, they enter a cove full of mast spikes resembling hundreds of mini-church spires. Those fishers—and there are a lot in Cordova—bring in salmon, halibut, rockfish, and trout but also something less desirable: a 400% increase in energy demand, which can strain the small village’s microgrid, a standalone power system that depends on just two hydropower plants and diesel generators (and diesel must be flown or boated in, often at great expense).

    And that is a problem.

    Cordova’s microgrid—and everything it powers, including hospitals and homes—is vulnerable to spikes in energy demand from the summer fish bonanza and Alaska’s dangerously cold winters as well as extreme weather events, like avalanches and droughts. The village needed solutions—novel ways for their microgrid to bob and weave with all these changes, so they can match energy supply to demand, especially when their economy or lives depend on it.

    But you cannot simply tinker with such a critical system, hoping your manipulations do not cause a blackout or irreparable damage. Nor can you study something that does not exist, like batteries or solar panels that have yet to be installed.

    That is where NREL and ARIES come in.

    The ARIES platform uses data from real-world wind turbines, solar panels, hydropower generators, and more to create a highly accurate virtual simulation of different grid scenarios and how they might react to changes in energy demand, weather, and higher levels of renewable energy.     The village was one of the first communities to directly benefit from ARIES’ hydropower emulation platform, which, like the rest of ARIES, relies on hardware and software to accurately simulate the town’s spiderweb of energy devices. ARIES’ software programs, which are built on real-world data, can mimic actual grids (like Cordova’s microgrid), so researchers can manipulate the Cordova system in the safety of a computer simulation. Soon, ARIES will also be able to connect actual hardware, like a hydropower generator, to these virtual simulations so the system can receive live feedback from real tech and learn from it.

    For hydropower, ARIES’ simulation capability is especially valuable. Although researchers can install experimental solar panels and wind turbines at a laboratory field site, they cannot replicate hydropower plants—they are simply too big and too specific to certain river sites or geography.

    Instead, Mayank Panwar, a senior research engineer at NREL, and Hovsapian built what they call a Real-Time Hydropower Emulation Platform, which can mimic real-world hydropower facilities in real time—one second in the hydropower simulator equates to one second in the real world. As of today, their 2.5-megawatt emulator uses data from actual hydropower plants (including those in Cordova) to inform its simulations.

    “As we add more and more technologies to ARIES and there’s more and more variability and uncertainty with the grid, such as wind and solar, hydro will play a key role in providing stability to the grid,” Hovsapian said. “But how would we quantify that? ARIES will be an ideal environment for us to do that.”

    With ARIES, Hovsapian can ask more “what if” questions, like what if this hydropower plant in Cordova is paired with a 10-megawatt battery or 3 megawatts of solar panels instead of 1? And how do these changes impact the grid’s reliability? Thanks to ARIES, Cordova has their answers—and a more resilient grid, too.

    No other system in the world can accomplish this kind of plug-and-play simulation, Hovsapian said.

    And it is not just hydropower that benefits.

    Getting Marine Energy to Communities Quickly

    Marine energy is still in the early stages of development, but these technologies can be valuable sources of clean energy for communities that have ample flowing water and little else. Like Cordova, the Alaskan village of Igiugig also relies on expensive shipments of diesel fuel. Many island communities off the coast of Maine struggle to maintain stable power when weather whips through. Communities in Hawaii, where energy costs are typically higher than in the rest of the country, also often depend on costly imported fuels.

    And yet, all three of these areas have one powerful thing in common: hefty amounts of water. With energy from river currents, waves, and tides, each community could improve its energy resilience and potentially achieve its clean energy goals, too.

    There is just one problem: Before communities opt to install one of these nascent devices, they need greater confidence that the technologies can deliver on their promise—and that is exactly what ARIES can provide.

    “A big part of our mission is de-risking energy technologies, so communities are comfortable deploying them,” Davis said.

    At NREL, researchers are studying marine energy technologies “to make sure that things don’t fail in the field,” said Kumaraguru Prabakar, a research engineer at the laboratory. “Even if a small river generator is powering a small house, it is powering the grid, so you have to make sure it’s safe.”

    And for that—and more complicated analyses—he needs ARIES.

    Right now, Prabakar is examining how marine energy technologies slot into preexisting grids. Currents tend to be consistent, but rivers are still subject to freezes and droughts. Waves and tides are predictable but do not always churn out the same amount of power throughout the day or year. With ARIES, Prabakar can assess how these variations might impact different power systems and whether other solutions, like energy stored as green hydrogen, could balance out these fluctuations.

    ARIES’ biggest gift might be time. In the last decade, researchers used to take years to validate new energy technologies, Prabakar said. But now, with ARIES, experts can significantly speed up that process (ARIES can even pair up with similar simulators at other national laboratories to pull in even more data, capabilities, and answers). Speed is especially critical to accelerate the development of marine energy technologies so they can help fight climate change sooner rather than later.

    “If somebody comes up with an idea to add water power, they should be able to deploy it in less than 12 months,” Prabakar said.

    “It’s exciting,” Hovsapian added. “There are a lot of changes coming, and ARIES can help us prepare.”

  • MIL-OSI Global: Wildlife, climate and plastic: how three summits aim to repair a growing rift with nature

    By the end of 2024, nearly 200 nations will have met at three conferences to address three problems: biodiversity loss, climate change and plastic pollution.

    Colombia will host talks next week to assess global progress in protecting 30% of all land and water by 2030. Hot on its heels is COP29 in Azerbaijan. Here, countries will revisit the pledge they made last year in Dubai to “transition away” from the fossil fuels driving climate breakdown. And in December, South Korea could see the first global agreement to tackle plastic waste.

    Don’t let these separate events fool you, though.

    “Climate change, biodiversity loss and resource depletion are not isolated problems” say biologist Liette Vasseur (Brock University), political scientist Anders Hayden (Dalhousie University) and ecologist Mike Jones (Swedish University of Agricultural Sciences).

    “How hot is it going to get? This is one of the most important and difficult remaining questions about our changing climate,” say two scientists who study climate change, Seth Wynes and H. Damon Matthews at the University of Waterloo and Concordia University respectively.

    The answer depends on how sensitive the climate is to greenhouse gases like CO₂ and how much humanity ultimately emits, the pair say. When Wynes and Matthews asked 211 authors of past reports by the Intergovernmental Panel on Climate Change, their average best guess was 2.7°C by 2100.

    “We’ve already seen devastating consequences like more flooding, hotter heatwaves and larger wildfires, and we’re only at 1.3°C above pre-industrial levels — less than halfway to 2.7°C,” they say.

    There is a third variable that is harder to predict but no less important: the capacity of forests, wetlands and the ocean to continue to offset warming by absorbing the carbon and heat our furnaces and factories have released.

    This blue and green carbon pump stalled in 2023, the hottest year on record, amid heatwaves, droughts and fires. The possibility of nature’s carbon storage suddenly collapsing is not priced into the computer models that simulate and project the future climate.

    However, the ecosystems that buffer human-made warming are clearly struggling. A new report from the World Wildlife Fund (WWF) showed that the average size of monitored populations of vertebrate wildlife (animals with spinal columns – mammals, birds, fish, reptiles and amphibians) has shrunk by 73% since 1970.

    Wildlife could become so scarce that ecosystems like the Amazon rainforest degenerate, according to the report.

    “More than 90% of tropical trees and shrubs depend on animals to disperse their seeds, for example,” says biodiversity scientist Alexander Lees (Manchester Metropolitan University).

    “These ‘biodiversity services’ are crucial.”

    The result could be less biodiverse and, importantly for the climate, less carbon-rich habitats.

    Plastic in a polar bear’s gut

    Threats to wildlife are numerous. One that is growing fast and still poorly understood is plastic.

    Bottles, bags, toothbrushes: a rising tide of plastic detritus is choking and snaring wild animals. These larger items eventually degrade into microplastics, tiny fragments which now suffuse the air, soil and water.

    “In short, microplastics are widespread, accumulating in the remotest parts of our planet. There is evidence of their toxic effects at every level of biological organisation, from tiny insects at the bottom of the food chain to apex predators,” says Karen Raubenheimer, a senior lecturer in plastic pollution at the University of Wollongong.

    Plastic is generally made from fossil fuels, the main agent of climate change. Activists and experts have seized on a similar demand to address both problems: turn off the taps.

    In fact, the diagnosis of Costas Velis, an expert in ocean litter at the University of Leeds, sounds similar to what climate scientists say about unrestricted fossil fuel burning:

    “Every year without production caps makes the necessary cut to plastic production in future steeper – and our need to use other measures to address the problem greater.”

    A production cap hasn’t made it into the negotiating text for a plastic treaty (yet). And while governments pledged to transition away from coal, oil and gas last year, a new report on the world’s energy use shows fossil fuel use declining more slowly than in earlier forecasts – and much more slowly than would be necessary to halt warming at internationally agreed limits. The effort to protect a third of earth’s surface has barely begun.

    Each summit is concerned with ameliorating the effects of modern societies on nature. Some experts argue for a more radical interpretation.

    “Even if 30% of Earth was protected, how effectively would it halt biodiversity loss?” ask political ecologists Bram Büscher (Wageningen University) and Rosaleen Duffy (University of Sheffield).

    “The proliferation of protected areas has happened at the same time as the extinction crisis has intensified. Perhaps, without these efforts, things could have been even worse for nature,” they say.

    “But an equally valid argument would be that area-based conservation has blinded many to the causes of Earth’s diminishing biodiversity: an expanding economic system that squeezes ecosystems by turning ever more habitat into urban sprawl or farmland, polluting the air and water with ever more toxins and heating the atmosphere with ever more greenhouse gas.”
