  • MIL-OSI USA: NASA Analysis Shows Irreversible Sea Level Rise for Pacific Islands

    Climate change is rapidly reshaping a region of the world that’s home to millions of people.
    In the next 30 years, Pacific Island nations such as Tuvalu, Kiribati, and Fiji will experience at least 8 inches (15 centimeters) of sea level rise, according to an analysis by NASA’s sea level change science team. This amount of rise will occur regardless of whether greenhouse gas emissions change in the coming years.
    The sea level change team undertook the analysis of this region at the request of several Pacific Island nations, including Tuvalu and Kiribati, and in close coordination with the U.S. Department of State.
    In addition to the overall analysis, the agency’s sea level team produced high-resolution maps showing which areas of different Pacific Island nations will be vulnerable to high-tide flooding — otherwise known as nuisance flooding or sunny day flooding — by the 2050s. Released on Sept. 23, the maps outline flooding potential in a range of emissions scenarios, from best-case to business-as-usual to worst-case.
    “Sea level will continue to rise for centuries, causing more frequent flooding,” said Nadya Vinogradova Shiffer, who directs ocean physics programs for NASA’s Earth Science Division. “NASA’s new flood tool tells you what the potential increase in flooding frequency and severity look like in the next decades for the coastal communities of the Pacific Island nations.”
    Team members, led by researchers at the University of Hawaii and in collaboration with scientists at the University of Colorado and Virginia Tech, started with flood maps of Kiribati, Tuvalu, Fiji, Nauru, and Niue. They plan to build high-resolution maps for other Pacific Island nations in the near future. The maps can assist Pacific Island nations in deciding where to focus mitigation efforts.
    “Science and data can help the community of Tuvalu in relaying accurate sea level rise projections,” said Grace Malie, a youth leader from Tuvalu who is involved with the Rising Nations Initiative, a United Nations-supported program led by Pacific Island nations to help preserve their statehood and protect the rights and heritage of populations affected by climate change. “This will also help with early warning systems, which is something that our country is focusing on at the moment.”
    Future Flooding
    The analysis by the sea level change team also found that the number of high-tide flooding days in an average year will increase by an order of magnitude for nearly all Pacific Island nations by the 2050s. Portions of the NASA team’s analysis were included in a sea level rise report published by the United Nations in August 2024.  
    Areas of Tuvalu that currently see less than five high-tide flood days a year could average 25 flood days annually by the 2050s. Regions of Kiribati that see fewer than five flood days a year today will experience an average of 65 flood days annually by the 2050s.
    “I am living the reality of climate change,” said Malie. “Everyone (in Tuvalu) lives by the coast or along the coastline, so everyone gets heavily affected by this.” 
    Flooding on island nations can come from the ocean inundating land during storms or during exceptionally high tides, called king tides. But it can also result when saltwater intrudes into underground areas and pushes the water table to the surface. “There are points on the island where we will see seawater bubbling from beneath the surface and heavily flooding the area,” Malie added.
    Matter of Location
    Sea level rise doesn’t occur uniformly around the world. A combination of global and local conditions, such as the topography of a coastline and how glacial meltwater is distributed in the ocean, affects the amount of rise a particular region will experience.
    “We’re always focused on the differences in sea level rise from one region to another, but in the Pacific, the numbers are surprisingly consistent,” said Ben Hamlington, a sea level researcher at NASA’s Jet Propulsion Laboratory in Southern California and the agency’s sea level change science team lead.
    The impacts of 8 inches (15 centimeters) of sea level rise will vary from country to country. For instance, some nations could experience nuisance flooding several times a year at their airport, while others might face frequent neighborhood flooding equivalent to being inundated for nearly half the year.
    Researchers would like to combine satellite data on ocean levels with ground-based measurements of sea levels at specific points, as well as with better land elevation information. “But there’s a real lack of on-the-ground data in these countries,” said Hamlington. The combination of space-based and ground-based measurements can yield more precise sea level rise projections and improved understanding of the impacts to countries in the Pacific.  
    “The future of the young people of Tuvalu is already at stake,” said Malie. “Climate change is more than an environmental crisis. It is about justice, survival for nations like Tuvalu, and global responsibility.”

  • MIL-OSI USA: Congressman Bean Supports Florida’s Request for Pre-Landfall Emergency Declaration

    WASHINGTON—U.S. Congressman Aaron Bean and members of the Florida Delegation sent a bipartisan letter to President Joe Biden, ahead of Tropical Storm Helene, urging approval of the State of Florida’s request for a pre-landfall emergency declaration for 61 counties. 

    Tropical Storm Helene is expected to make landfall in Florida as a category 3 hurricane later this week. The National Weather Service is anticipating the system will bring high winds, heavy rainfall, life-threatening storm surges, as well as a strong potential for isolated tornado activity across the state.

    “Floridians are no strangers to hurricanes, but our communities need federal assistance to quickly bounce back,” said Congressman Bean. “With Helene bringing potentially devastating levels of rainfall and strong winds, this emergency declaration will provide critical resources necessary to ensure the safety of Floridians.”

    It is an honor and privilege to have been elected by the International Executive Council as the International President of our union, and I’m grateful for the opportunity to serve each and every member of this distinguished organization.

    It is no secret that the past 18 months have not been pleasant for our union as we address the consequences of past mistakes. I want to reaffirm that the International Executive Council is continuing to work together as never before to ensure fiscal responsibility, foster transparency and make certain all Boilermakers are provided the service they so deserve. We have worked hard over the past months to implement new systems and accountability while focusing on new efforts to educate, recruit and organize, and we will continue to make necessary changes focused on service to members as our top priority.

    But now is not the time for just words. Now is the time to press forward. Now is the time to recruit new members and organize new industries, contractors and employers. Now is the time to expand into new Boilermaker work opportunities and regain lost marketshare. 

    I am calling all Boilermakers to action. We need you to get involved. We need you to go to your union meetings and let your voices be heard—tell us what we can do to better serve you. Be the change you want to see in our union. 

    Every union Boilermaker needs to focus on recruiting and organizing. It is the duty of each and every Boilermaker to recruit and train two new members: one to replace you when you finally lay down the tools of your trade and enter into your well-deserved retirement, and another to grow the organization. Our union’s future and the future of our pensions depend on it.

    Boilermakers are, and will remain, the most versatile, skilled and hard-working crafts-persons our nations have ever seen. The rich history of our union reminds us of how Boilermakers in the United States and Canada worked to expand our respective nations with steam locomotives and went on to power our nations with steam-generated electricity while building the largest fleets to supply and protect them. We will not let adversity stop us. 

    I will not promise the path forward will be easy, but we have faced storms before. Our union holds 144 years of dedication and unwavering unionism, and I look forward to seeing what we accomplish in the next days, months and years ahead. We are Boilermakers, there is nothing we cannot do, and we will come out of this stronger.

    [BOISE] – Attorney General Raúl Labrador, joined by 28 other states, has filed an amicus brief with the Supreme Court of the United States.  The broad coalition requests a writ of certiorari, asking SCOTUS to take up the case of Snope v. Brown, where the Fourth Circuit Court of Appeals upheld Maryland’s unconstitutional ban on hundreds of styles of firearms, including the AR-15, the most popular modern semi-automatic sporting rifle in America.  Inexplicably, the Fourth Circuit simply declared that the AR-15 was “military-style” and therefore not an “arm” protected by the unambiguous language of the Second Amendment.
    “It is gravely concerning for a federal court to blatantly ignore the most recent clarifying decisions regarding the right to keep and bear arms to ever come from SCOTUS,” said Attorney General Labrador.  “The AR-15 is the most common and prolific semiautomatic rifle in our country and the very definition of a firearm used for sport, personal protection and civil defense.  These arms are lawfully owned and used by tens of millions of citizens across the country, and a textbook definition of the firearms protected by the Second Amendment from capricious government overreach.”
    The Fourth Circuit decision flies in the face of recent SCOTUS decisions Relying on sparse and irrelevant historical evidence, including some that the Supreme Court has already considered and rejected, the Fourth Circuit erroneously concluded this nation has a tradition of banning the possession of commonly owned firearms like the AR-15.
    There is no such tradition. Nor could there be in a free nation.
    The brief argues, “…there is no principled distinction between weapons that are ‘for military use’ and weapons that are ‘for private use.’ By pretending otherwise, the Fourth Circuit authorizes itself to ignore the Second Amendment whenever it thinks a weapon looks too much like a soldier’s.  And this leaves citizens, businesses, and regulators guessing as to what supposedly makes an arm ‘most useful in military service’ – after all the Fourth Circuit said that even weapons with only semi-automatic capabilities may be considered best suited for military…even if the military does not actually use such weapons.”

    “Look, there was a credible threat there. The Secret Service failed. No one is accepting responsibility… And that’s why we need to turn this place upside down. And I go back to this: They need a crisis management team to go in there and take the place over.”

    “I keep going back to this. It is so broken. We need someone like a Mike Pompeo to step in there and take over and get President Trump the protection he needs.”
    “This is why it’s so important, Americans are out there thinking, if we cannot protect our leaders, can they protect us?     Washington, DC – Today, the bipartisan National Windstorm Impact Reduction Program Reauthorization Act, introduced by Congressman Bill Foster (D-IL) and Congressman Max Miller (R-OH), passed out of the House Committee on Science, Space, and Technology.

    This legislation reauthorizes the National Windstorm Impact Reduction Program through Fiscal Year 2029, providing critical funding for the program to continue its research into how to mitigate the injuries and property damage caused by windstorms. It also directs the program to develop and implement new standards to make housing and infrastructure more resilient, and to study the impacts of climate change on windstorms.

    “From a devastating EF-3 tornado striking Naperville and Woodridge in 2021 to a record number of tornadoes hitting northern Illinois in 2023, our community is no stranger to the threat of severe weather. The science is clear: These storms will continue to grow more frequent and powerful with the effects of climate change,” said Rep. Foster. “That’s why I’m proud to lead the effort in Congress to reauthorize the National Windstorm Impact Reduction Program, which will provide critical resources to continue the program’s research and ensure we are all safer the next time a windstorm strikes.”

    The National Windstorm Impact Reduction Program is a research and implementation program that combines the efforts of the Federal Emergency Management Agency, the National Institute of Standards and Technology, the National Oceanic and Atmospheric Administration, and the National Science Foundation. The last formal authorization bill for the National Windstorm Impact Reduction Program expired in 2017.

    Serving as a Vital Location During Disasters and Part of the NFL and FEMA’s National Strategy to Make Venues Mission Capable During Disasters

    PENNSYLVANIA — Stadiums and venues provide a central and accessible location to help communities respond to extreme weather crises, providing safe storage and shelter in times of need. With these events becoming more frequent, severe, and expensive, FEMA Administrator Deanne Criswell and NFL Chief Security Officer Cathy Lanier today announced that Acrisure Stadium in Pittsburgh, Pennsylvania, home of the Pittsburgh Steelers and University of Pittsburgh Panthers football, and a venue for touring concerts and events, will be among the first NFL venues to be designated as a Mission Ready Venue that can be used during response and recovery missions. Through Mission Ready Venues, a public-private partnership, Acrisure Stadium will increase its capabilities to better sustain public safety and be a source of support for the southwestern Pennsylvania community. The designation identifies the ways Acrisure Stadium could be used for response and recovery activities during declared emergencies or disasters.

    “We’re honored that Acrisure Stadium is among the first four NFL stadiums selected for Mission Ready Venue designation,” said James V. Sacco, Vice President of Stadium Operations & Management for Acrisure Stadium. Working collaboratively with the facility owner – the Sports and Exhibition Authority – this designation positions the stadium to partner seamlessly with local, state and federal government officials to serve the Pittsburgh community in a time of crisis or disaster. 

    During large-scale emergencies, like the COVID-19 pandemic, hurricanes, or tornadoes, we’ve seen how large music, sports and entertainment venues can serve as a safe space for communities,” said FEMA Administrator Deanne Criswell. “This new strategy we’re launching with the NFL is a groundbreaking opportunity to help our partners use these venues for emergency response and recovery needs, while keeping communities safe and making them more resilient. While we are starting with the NFL, all venues across sports organizations and leagues can become assets to their communities, and I encourage them to join in this collaborative effort as we grapple with the impacts of the climate crisis.”

    “Stadiums are valuable community assets that are often used in times of disasters,” said NFL Chief Security Officer Cathy Lanier. “This designation reflects the role that many stadiums play, not only on Sundays, but especially in times of need. We are proud to work with FEMA and first responders at the local and state level to ensure disaster response agencies have the information and tools they need to help a community recover when disaster strikes.” 

    According to the NYU School of Professional Studies and the U.S. Conference of Mayors, stadiums and arenas can improve the public health and well-being of their communities —including pandemic response during COVID-19. 

    “Identifying facilities in the community that can be used to support emergency management functions before a disaster or emergency occurs is critically important to ensuring an effective response and recovery,” said Pennsylvania Emergency Management Agency (PEMA) Director Randy Padfield. “The private sector has always been a committed partner and their willingness to participate in programs like this strengthens planning efforts at the local, state and federal level.”

    Given the size, capabilities, and locations of large sports venues, these existing community assets can serve the public in a variety of ways including emergency shelters, staging areas, commodity distribution sites, evacuation pick up points, disaster recovery centers, mass vaccination and testing, temporary hospitals and more. FEMA and the NFL recognized this unique opportunity for collaboration and are enlisting the support of venue owners, operators, and the tenants of these facilities to work with government officials in the planning and preparation for emergency or disaster response and recovery efforts. To receive an official Mission Ready Venue designation, venues must undergo a comprehensive assessment to determine what capabilities the venue may be able to support in emergency and disaster response and recovery efforts. The designation highlights the following attributes of selected venues: 

    • Provide Safety and Security: Stadiums are usually centrally located, close to major roadways and transportation hubs, and critical services like hospitals. If used to respond to a disaster, the designation will save valuable time and resources and will further enhance coordination between the public and private sectors during disaster response and recovery. 
    • Provide Accessibility: Stadiums are also compliant with Americans with Disabilities Act and can support persons with disabilities and others with access or functional needs. Additionally, 73% of NFL venues are accessible by mass transportation. This provides an avenue to promote equitable service to underserved populations to access potentially critical lifesaving/life sustaining services after an event. 
    • Strengthen Community Resilience: Stadiums and arenas are a focal point of communities and help strengthen social networks by enhancing connections between residents with home team pride. These Mission Ready Venues can boost morale amidst disaster. By providing a more robust and resilient environment, these venues can enhance social networks amongst survivors while providing ample opportunities to establish connections with the venue’s main tenants.
    • Ensure Unity of Effort: Coordination of stadium resources and services can support survivors and responders and help stabilize an incident quickly. Since stadiums are fixed locations, resources and services can be deployed quickly. This promotes the community’s physical and economic recovery.

    Mission Ready Venue designations are for five-year increments with a yearly check-in to ensure continued readiness of the venue. Redesignation will be necessary every five years and designation does not supersede any agreements with state, local or private sector entities.

    Today, Governor Roy Cooper declared a State of Emergency ahead of Hurricane Helene as North Carolina prepares for severe weather impacts that could threaten life and property across North Carolina through Saturday morning.

    Helene is forecast to cause significant impacts including flash flooding, numerous landslides, damaging debris flows, slope failures across steep terrain, and riverine flooding across portions of western North Carolina and portions of central North Carolina. Flooding may occur in areas that do not typically flood. All North Carolinians should be weather aware and prepared. Tropical storm force winds are possible across western North Carolina late Thursday into Friday. With already saturated soils, trees could fall causing widespread power outages. There is a potential for tornadoes with this storm system. Tornadoes from tropical systems can quickly spin up with little warning.

    “Helene threatens heavy rain, flash flooding, landslides, and damaging winds to the mountains and Piedmont areas of our state,” said Governor Cooper. “Now is the time for North Carolinians to prepare, make sure emergency kits are up-to-date and pay attention to the weather alerts in your area.”

    The State Emergency Response Team is deploying equipment, personnel, and resources to support impacted communities, including, North Carolina Swift Water Rescue Teams and Urban Search and Rescue Teams, resources from the North Carolina National Guard, and specialized personnel for communications and incident management support.

    North Carolina residents are advised to stay aware and keep a watch on the forecast. State officials advise these tips to make sure your family is personally prepared:

    • Have multiple ways to receive emergency information, including watches and warnings. Make sure emergency alerts are enabled on your cell phone and monitor local new outlets and the National Weather Service.
    • Ensure that you have multiple ways to receive warnings, especially with the potential for severe storms to be moving through during nighttime hours.
    • Have an emergency plan. Know where you would go if you need to evacuate, especially if you live in a flood prone area.
    • Gather emergency supplies or refresh your emergency kit. Visit ReadyNC.gov for info on how to build an emergency kit.
    • Never drive through flooded roadways or around barricades. Turn around. Don’t drown.
    • Make sure you know where to seek shelter if a tornado warning is issued for your area.
    • Check to see if your local emergency management office offers emergency alert services for its residents. You can visit your county government website for more information.

  • MIL-OSI Security: Tracy — Police make quick arrest following break, enter and theft

    Police quickly arrested a 27-year-old man from Upper Tracy, N.B., and stolen property was recovered following a break, enter and theft in Tracy, N.B.

    On September 22, 2024, at approximately 10:30 p.m., the Oromocto RCMP responded to a report of a break, enter and theft in progress at a camp on Peltoma Settlement Road in Tracy.

    When members arrived in the area, the property owner was able to provide video surveillance footage, and a suspect was immediately identified. A short time later, members located the suspect, a 27-year-old man, and arrested him in the same area without incident. The suspect’s vehicle was also captured on camera, and located parked in a nearby driveway with the stolen items, including a firearm, inside.

    As a result of the home owner’s quick action in calling police and providing detailed information, police were able to quickly locate and arrest the suspect and recover the stolen property.,” said Sgt. Stéphane Esculier with the Oromocto RCMP Detachment. “We understand that not all crimes can be reported while they are in progress, however, calling us as soon as possible and providing a detailed description of the events can make a big impact on the investigation.”

    The New Brunswick RCMP is committed to intelligence led policing, and this investigation is the latest in a series of police actions aimed at reducing property crimes in the province. The public plays a large role in helping achieve positive outcomes such as this one, and the Oromocto RCMP would like to thank the public for reporting crime and suspicious activity in their communities.

    Humanity may be no better prepared for the impacts of climate change today than in the 1970s.

    So says a new study led by Stanford University researchers that compared how sensitive societies are to extreme weather now versus 50 years ago. This research has yet to be peer-reviewed, and its conclusions run counter to what many climate policy experts have long assumed. If they are accurate, it means that additional wealth, technology and climate-savvy have not meaningfully enhanced our protection as the weather has become more hostile.

Europeans reeling from Storm Boris can testify to the failure of even wealthy countries to adapt to this reality says Chris Medland, a PhD candidate in climate change resilience at the University of Surrey.

    Eventually, everyone will feel this deficit.

    “Your home may not be in the path of the next storm but the infrastructure it relies on might be,” Medland says.

    Flood defences, power lines, rail networks – all of these things and more need to be built or upgraded to withstand mounting storms. Yet in the recently flooded UK, the companies that run utilities are not expressly obliged to ensure their networks remain resilient to climate change, Medland says. Nor is it clear who is ultimately responsible for keeping the lights on as the crisis intensifies.

    Invaders must die?

    If the accounts of biologists are anything to go by, the natural world is adapting to the effects of climate change far more radically than any human institution.

    “Faced with the degradation of their habitat, the species that will survive will be those that are able to adapt,” says Suzanne Bonamour, a postdoctoral researcher in ecology at the Norwegian University of Science and Technology.

    Bonamour studies an endangered seabird, the crested cormorant, and its struggles to feed itself and its brood amid stormier seas. These birds can migrate to escape a winter squall, but only some do.

    Bonamour wonders whether adult birds might transmit this behaviour to their chicks, but she says that there is little that species can do to compensate for the catastrophe humans are engineering.

    When plants and animals seeking cooler climes settle on new shores, they usually get a hostile reception. Attempting to root out these migrants is generally a mistake according to Heather Kharouba, an ecologist at the University of Ottawa.

    “Stated plainly, the vast majority of intentionally or unintentionally introduced species are not a threat to native ecosystems,” she says.

    Some arrivals do cause problems. In North America, “invasive species” include the emerald ash borer, an insect from north-eastern Asia that damages ash trees. But most control measures are laborious and expensive failures, Kharouba says. Some are even harmful, like using herbicides that afflict the native and non-native alike.

    Kharouba cites numerous examples of introduced species enriching their new homes. More generally, there is a trade-off: forests in the eastern US that are turning gold with autumn’s onset now harbour fewer species, but they store more carbon.

    “All this means that introduced plants could be well placed to support, or even buffer, current ecosystems as they undergo transitions due to climate change,” Kharouba says.

    Nature offers stark evidence that the world is changing rapidly. What if we embraced it?

    ‘Not just a challenge’

    Climate activists have typically shied away from discussing “climate adaptation” for fear of sounding defeatist says Joost de Moor, an assistant professor of political science at Sciences Po. There is cause to remain laser-focused on cutting emissions, he adds, but no excuse to neglect the question entirely.

    If change is inevitable, what sort of world do we want to emerge from the climate crisis? In March 2023, protesters in western France seized the initiative when they opposed the construction of a 628,000 sq metre reservoir in the rural Sainte-Soline commune, de Moor says.

    France had suffered a historic drought, and so a huge artificial water reserve might have seemed prudent. Not if it involved draining a common resource, the water table, to serve a few farmers whose methods of agriculture already placed an untenable strain on struggling ecosystems, protesters argued.

    The campaign sparked a vital debate about whose needs ought to be prioritised in a future with greater hardship says Lucien Thabourey, a sociologist of environmental activism at Sciences Po. Fortunately, there is also a conversation to be had about the ways in which everyone might live better.

    “Some of the actions taken by humans to minimise the risk of catastrophic floods can actually make life more pleasant anyway, even when it isn’t raining,” says Maryam Imani, an associate professor of water systems engineering at Anglia Ruskin University.

  • MIL-OSI Global: Fan reviews and parodies of Amazon’s The Rings of Power show that ownership is not just determined by contracts

    The fan reaction to season one of The Rings of Power in 2022 was, to put it mildly, very mixed. Following the 2017 announcement that Amazon had bought the rights to adapt some of J.R.R Tolkien’s lesser-known work, many fans were cautious in their celebration.

    I research fandoms, so I am particularly drawn to the levels of critical analysis and humour fans employ in their review videos and parodies of The Rings of Power. They highlight that while multi-billion-dollar corporations may have the financial clout to own valuable IP and some of the biggest entertainment franchises, ownership is not just determined by contracts.

    Peter Jackson’s The Lord of the Rings trilogy (2001-2003) stands as testament to the director’s passion for Tolkien, Middle Earth and cinematic storytelling.

    With The Rings of Power, Amazon was clearly trying to capture some of that for the small screen. They hoped to use the franchise to compete with other streaming platforms such as Netflix and Disney+, as well as copy HBO’s success with series like Game of Thrones. Epic fantasy television offered Amazon the potential for new subscribers, awards and priceless word-of-mouth marketing.

    However, that is not quite what happened. Early promotion for season one was scarce, the teaser trailer was ratioed (meaning it had thousands more dislikes than likes) and a campaign to use social media influencers and vloggers as promoters backfired.

    When marketing backfires

    Amazon flew a number of social media influencers and vloggers to Mallorca in Spain to watch the first teaser trailer, and then filmed their praise and reactions to be shared on their channels and Amazon’s own social media.

    But fans quickly spotted that a number of the influencers and vloggers had never made Lord of the Rings content before and most of the reactions were scripted, depending on language and nationality of the vloggers. When these promos started to be ratioed on YouTube, Amazon took them down.

    Now with season two upon us, the lack of faith in Amazon’s adaptation has not only continued – it has noticeably grown. Some content creators have reacted negatively to the company’s and showrunners’ attempts at turning the very small amount of the story and lore, to which they have rights, into many hours worth of television.

    Yet, it is how the fans respond which is often more intriguing and revealing than what they are responding to. The overall tone and argument that fans share about the series is that it lacks faithfulness to Tolkien’s world and tries to adapt and copy Jackson’s version of Middle Earth, rather than create something appealing in its own right.

    This is best highlighted in recent videos produced by well-known and controversial Lord Of The Rings fan, Nerdrotic, who outlines in enormous detail how season two has gone further in trying to sound and look like Jackson’s movies.

    The use of clips, dialogue, sound effects and references to press sources raises such content to almost academic level of critique. His cultural capital and knowledge of the story and lore is clearly displayed, and used to both raise the source material up while he puts the Amazon adaptation down.

    This is typical of fans who feel their beloved text is under attack – they come to its defence by building a case for its original quality and value.

    Fan parodies

    The use of parody and humour to pour scorn on the series is also a common practice among fans. New digital technologies like artificial intelligence (AI) allow fans to create a sense of realism that again demonstrates their knowledge and love of the original works.

    Charlie Hopkinson’s Gandalf Reviews deepfake sketches have found an audience that both knows the lore but is also familiar with and enjoys the format of reaction videos made popular on YouTube. Setting Gandalf in a sitcom where he chats with other characters while watching Lord of the Rings may seem glaringly unfaithful to the material, but it uses displacement of those same characters to highlight the importance and value of the original story and movies.

    Fans develop a strong sense of ownership over their favourite media or books. They have taken fantasy, science fiction, comic book and horror franchises to their heart and put time, money and energy into getting to know them in every detail.

    Because of the level of financial and personal investment, they feel they “own” the text and have helped make it popular in the first place. Therefore, they would argue they have every right to feel threatened, angry or frustrated at what they perceive as harm being done to it and so, by extension, them.

    Streaming platforms such as Amazon have tried to stay ahead in an increasingly competitive market by mining well-known IP to lure in fans and non-subscribers alike. However, as The Rings of Power has shown, attempts at courting fans can come at a cost which may never be recouped.

    The relationship between fans and entertainment corporations is as fraught as ever. Amazon needs Tolkien fans, but at the same time doesn’t seem to recognise the fact that the fans may not need them – or another adaption – to keep them entertained. They can do that for themselves.

    (HARTFORD, CT) – Governor Ned Lamont today announced that the U.S. Small Business Administration (SBA) has opened two Business Recovery Centers in Monroe and Oxford that are now providing in-person assistance to businesses seeking to apply for federal disaster aid for damages incurred due to the severe flooding the western portion of Connecticut experienced on August 18, 2024.

    Located at the Monroe Police Department (7 Fan Hill Road) and Oxford Town Hall (486 Oxford Road), these Business Recovery Centers are staffed by SBA customer service representatives who can assist business owners in completing their disaster loan applications, accept documents, and provide updates on an application’s status. Both locations are open Mondays to Fridays from 8:00 a.m. to 6:00 p.m., and on Saturdays from 10:00 a.m. to 2:00 p.m. They are closed on Sundays. Walk-ins are accepted, however it is encouraged to schedule an appointment in advance by visiting appointment.sba.gov. In addition to applying in person, business owners may also call the SBA’s Customer Service Center at 800-659-2955 or send an email to disastercustomerservice@sba.gov for more information.

    The Lamont administration is currently working with the Federal Emergency Management Agency (FEMA) to open similar in-person centers that will provide assistance to homeowners seeking to apply for federal disaster aid. An additional announcement will be made once those locations and hours of operation are identified. In the meantime, homeowners can begin the process of applying for assistance by visiting www.DisasterAssistance.gov, by calling 800-621-FEMA (3362), or by using the FEMA app. When an individual registers through FEMA’s website, they will be registering for any possible assistance offered by both FEMA and the SBA.

    “Any business that experienced losses from this extreme flooding are strongly encouraged to meet in person with an SBA representative who can guide them through the process on the loans and programs that are now available to them as a result of the major disaster declaration we received last week,” Governor Lamont said. “We are working with FEMA to identify similar in-person centers that will provide assistance to homeowners seeking to apply for relief, and we should have an additional announcement on those locations soon. Our administration appreciates the partnership of the SBA and FEMA in helping Connecticut’s businesses and homeowners recover from this major storm.”

  • MIL-OSI USA: Governor Ron DeSantis Issues Updates on State Preparedness Efforts Ahead of Hurricane Helene

    TALLAHASSEE, Fla.—Today, Governor Ron DeSantis was joined by Florida Division of Emergency Management (FDEM) Executive Director Kevin Guthrie in Tampa to meet with power and utility linemen staged and ready to respond to power outages caused by Hurricane Helene, and to provide updates on state preparedness efforts before the storm’s landfall.

    Following Governor DeSantis’ request, FEMA approved the state’s pre-landfall disaster declaration request. This will provide important resources and assistance from the federal government, including personnel, equipment and supplies, as well as making available funding sources for emergency protective measures. The pre-landfall declaration request is for the 41 Florida counties included in Executive Order 24-208.

    Governor DeSantis issued Executive Order 24-209 on September 24, updating EO 24-208 and declaring a state of emergency for 61 counties, which allows for state officials to make critical resources available to communities ahead of any potential storm impacts.

    Voluntary and mandatory evacuation orders are in effect in multiple counties statewide. Residents need to evacuate as soon as possible if they are under a mandatory evacuation order. Counties under evacuation orders can be found at FloridaDisaster.org/EvacuationOrders.

    Residents in need of assistance finding or going to a shelter in the Big Bend region for Hurricane Helene can call (800) 729-3413. FDEM team members will be conducting callbacks from messages received last night, as well as accepting new calls today, to facilitate shelter coordination. For additional resources and assistance, residents can call the State Assistance Information Line (SAIL) at (800) 342-3557. Assistance is available in English, Spanish and Haitian-Creole.

    As of 11AM ET, the storm has strengthened into Hurricane Helene, with maximum sustained winds of 80 mph. Helene is expected to move across the eastern Gulf of Mexico and to the Florida Big Bend coast by Thursday evening. Additional strengthening is forecast, and Helene is expected to be a major hurricane when it reaches landfall.

  • MIL-OSI USA: House Science Committee Passes Bills to Advance Research and Technology Development on AI, Nuclear Energy, and Natural Disasters

    Washington, D.C. – Today, the House Science, Space and Technology Committee passed four bills on a bipartisan basis to advance research and technology development, ensuring that the United States remains a global leader in artificial intelligence, energy, and natural disaster resilience: 

    • H.R. 9671, the Department of Energy (DOE) Artificial Intelligence Act, provides updated guidance for DOE’s activities in developing advanced artificial intelligence systems to carry out its national security, energy, and scientific discovery missions. 
    • H.R. 9710, the Small Modular Reactor Demonstration Act, gives direction and guidance to DOE to create demonstration projects and empower research on small modular reactors and micro-reactors. 
    • H.R. 9720, the AI Incident Reporting and Security Enhancement Act, directs National Institute Standards and Technologies (NIST) to use existing vulnerability management processes to account for AI vulnerabilities. 
    • H.R. 9723, the National Windstorm Impact Reduction Program Reauthorization Act, reauthorizes and revamps NIST’s program to improve collaboration and research on the effects of climate change on windstorm behavior. 

    Congresswoman Jennifer McClellan (VA-04), a member of the House Science Committee, successfully offered an amendment to H.R. 9723 based on her recently introduced H.R. 9771, the Building and Upgrading Infrastructure for the Long Term (BUILT) Act. McClellan’s amendment will support interdisciplinary coordination to address the risks to infrastructure integrity resulting from changing climate and environmental conditions.     “As the climate crisis continues to worsen, we must take immediate action to mitigate the most devastating impacts and protect our communities and critical infrastructure systems from harm,” said Congresswoman McClellan. “Devastating extreme weather events remind us of the urgency of the moment and the need to continue improving our resiliency efforts. I offered provisions from my BUILT Act as an amendment to the National Windstorm Impact Reduction Program Reauthorization Act of 2024 to invest in our future by promoting forward-looking research into climate resiliency.” 

    The BUILT Act directs the National Institute of Standards and Technology (NIST) to facilitate research on how climate conditions can affect subsurface properties and how technology can be used to assess infrastructure integrity risks, as well as to convene a workshop of representatives across the public and private sector.

    The BUILT Act is endorsed by the American Geophysical Union and the National Institute of Building Sciences. Both are concerned with the advancement of solutions to solve local and community-based problems with the built environment.

    “The nation’s deficient infrastructure must be improved to protect American lives,” said Dr. George Guszcza, President and CEO of the National Institute of Building Sciences. “NIST recognizes the role lifeline infrastructure plays to support community resilience and recovery after disasters. Together, we can build a framework to design resilient buildings and infrastructure.”

  • MIL-OSI Global: How better community engagement can improve emergency management in Canada

    Environmental, social and public health emergencies are becoming more frequent and severe around the world. The rapid pace at which emergencies are occurring, compounded by social crises like homelessness, addictions and mental health, are over-stressing our emergency management systems. However, as a society we cannot let this reality become an excuse.

    In response, the World Health Organization (WHO) has called for community engagement. And yet, despite a thriving legacy of volunteerism, Canada is lagging behind. Canada is the only G7 country without a national health security and emergency agency. And without such coordinating agency, communities are left to scramble when emergencies strike.

    When emergencies arise, the Canadian Armed Forces (CAF) are often called up to provide much needed support. However, the military is supposed to be called upon only when demand exceeds provincial capacity. Yet provinces have come to view the CAF as their first, rather than their last resort. Every time the CAF is called for assistance, it diverts time and resources away from attending to Canada’s national security tasks.

    If not the CAF, then what should be the source of this labour? There are four basic models Canada could follow. One of them pertains to mobilizing volunteer and skilled labour at the community level. The reality is that ordinary citizens always find their way to get involved, making emergency management a community concern. This is what the WHO refers to as a “whole-of-society approach.”

    Those in charge of devising the national emergency management strategy are confronted with two major uncertainties: the evolution of grass-roots initiatives to tackle community emergencies, and the lack of integration of those initiatives into emergency management systems.

    Community volunteers still feel that they work as “add-ons” rather than from within emergency management plans. The massive participation of citizens during forest fires and flood emergencies, and the increasing involvement of ordinary citizens in volunteer emergency response groups confirm that Canada enjoys a vibrant civil society. With its access to local networks, and its ability to mobilize others, community volunteers represent a unique and cost-effective resource.

    The Cobourg Community Centre Clinic

    Volunteers in communities across Canada are emotionally invested to help and engage during emergencies, particularly when they perceive poor coordination or lapses in authority by official response organizations.

    This was the case, as colleagues and I recently documented, of the Cobourg Community Centre (CCC) COVID-19 vaccination response in Ontario.

    This community initiative involved 600 volunteers who stepped up to help their community build and run a vaccination clinic when the community sensed that vaccination plans were not moving quickly enough. The Cobourg Rotary Club in partnership with the Northumberland Hills Hospital devised this initiative which involved retrofitting the community centre to serve as a clinic, organizing, and managing volunteer tasks, and assisting health-care providers in distributing vaccines.

    We interviewed volunteers, health-care providers, Rotary club members, public health unit staff, hospital staff, local businesses and city employees to capture the stories behind the clinic. These stories became the catalyst for positioning the CCC as a model of community engagement for crisis response.

    Several lessons were identified but likely the most insightful one for formal emergency agencies and government was the realization that emergency response is not always a complex and difficult task. In the case of the CCC, it was not difficult to drive seniors to the vaccination clinic. It was not difficult for volunteers to assist with documentation at the mobile clinics. It was not difficult for retired teachers to use stuffed toys so children wouldn’t be scared by the vaccine. And it was not difficult for local businesses to donate materials and labour so that the clinic was built according to protocol.

    Therefore, instead of making emergency response seem unduly complex for volunteers, emergency agencies ought to welcome their involvement. In fact, it might even be wise for emergency agencies to learn about the way community volunteers respond – since it seems they can be effective – to welcome their input, and thus enhance a community’s emergency response capacity.

    Three strategies communities can implement to get started

    If you and others would like to help prepare your community to become an effective partner to official emergency responders, here are some strategies to help organize your efforts:

    1. Foster ongoing relationships with community partners, not just during crisis.

    Remember that everyone brings expertise to the table and that partnerships may involve groups you don’t always think of. Therefore, welcome community partners as part of task forces. It helps the community see a different side of government organizations despite their reputation for being slow to pivot, or too bureaucratic.

    2. Maintain a repository of community members’ skills, don’t leave it to chance.

    During crisis, this repository or database will facilitate decision-making regarding distribution of tasks among volunteers and discover unique skills that otherwise would go unnoticed in a large community.

    3. Communicate through diverse channels, even if it feels redundant.

    Emergencies are emotionally draining for everyone. Frequent feedback and debriefing help strengthening engagement and morale. Therefore, use multiple and existing channels, such as huddles, newsletters, appreciation events, etc., and encourage community leaders to spread information to the larger community.

    Communities have shown that they play a vital role to large and small emergency responses: from COVID-19 tracing and vaccination, to organizing post-flood volunteer recovery efforts via digital platforms. However, community initiatives are often not recognized by emergency response organizations, and as a result community volunteers are often under-utilized.

    This tension over how to engage community volunteers to effectively respond to crisis and work with formal emergency response teams requires we all change how we think.

    Contemporary emergency management demands all hands-on deck. As the Cobourg Community Centre clinic initiative demonstrated, instead of warding off community volunteers, the focus should be on ensuring they are ready to respond and educated on the scope of their involvement.

  • MIL-OSI USA: USGS deploys wave sensors along Florida’s coast ahead of Hurricane Helene

    Potential impacts from Helene include danger of life-threatening storm surge along the entire west coast of the Florida Peninsula and Florida Big Bend, as well as devastating hurricane-force winds across portions of northern Florida, according to the National Hurricane Center.

    The sensors will measure water levels and give insight on factors such as wave height and frequency, storm tide and storm surge. The sensors will be in place from before Helene arrives until the storm departs, and at that time, scientists will retrieve the instruments and analyze collected data.

    The resulting information can be used to fine-tune future storm surge and coastal change forecasts. The sensor data can help identify areas hit the hardest by storm surge and guide emergency responders and local officials with recovery efforts. Insight can also help inform flood insurance maps and building codes to improve structural designs for public safety.

    “Studying Helene and other storms gives real-world insight that’s valuable in helping with community preparedness,” said Kevin Grimsley, who is part of this deployment effort and the associate center director for data with the USGS Caribbean-Florida Water Science Center. “Wave sensors capture data at a very high frequency, so we are able to receive extremely detailed and comprehensive records.”

    The wave sensors are housed in vented aluminum pipes a few inches wide and about a foot long. They are being installed on bridges, piers, and other structures that have a good chance of surviving the storm. 

    Information on the sensor deployment and the incoming data will be available on the USGS Flood Event Viewer.

    As the USGS continues to take all appropriate preparedness actions in response to Helene, those ­­­in the storm’s projected path can visit ready.gov or listo.gov for tips on creating emergency plans and putting together an emergency supply kit.

    BOTHELL, Wash – Stadiums and venues provide a central and accessible location to help communities respond to extreme weather crises, providing safe storage and shelter in times of need. With these events becoming more frequent, severe, and expensive, FEMA Administrator Deanne Criswell and NFL Chief Security Officer Cathy Lanier today announced that Lumen Field in Seattle, Washington, home of the Seahawks, will be among the first NFL venues to be designated as a Mission Ready Venue that can be used during response and recovery missions. Through Mission Ready Venues, a public-private partnership, Lumen Field will increase its capabilities to better sustain public safety and be a source of support for the community they serve. The designation identifies the ways Lumen Field could be used for response and recovery activities during declared emergencies or disasters.

    “The Seahawks and Lumen Field are proud to be one of the first NFL stadiums to be designated a Mission Ready Venue,” said Zach Hensley, Seattle Seahawks Vice President of Operations and General Manager of Lumen Field. “A commitment to community is fundamental to our organization, and the unique attributes that allow us to host more than two million guests each year can be an invaluable resource to the larger Pacific Northwest region in times of need.”

    According to the NYU School of Professional Studies and the U.S. Conference of Mayors, stadiums and arenas can improve the public health and well-being of their communities —including pandemic response during COVID-19. 

    “Seattle is proud that Lumen Field is designated as a disaster response and recovery venue,” said Curry Mayer, Director, Seattle Office of Emergency Management. “Lumen Field was successfully used as a mass vaccination site during the COVID pandemic. Lumen has all the amenities needed to serve the public and is easily accessible for Seattle’s communities.”

    Given the size, capabilities, and locations of large sports venues, these existing community assets can serve the public in a variety of ways including emergency shelters, staging areas, commodity distribution sites, evacuation pick up points, disaster recovery centers, mass vaccination and testing, temporary hospitals and more. FEMA and the NFL recognized this unique opportunity for collaboration and are enlisting the support of venue owners, operators, and the tenants of these facilities to work with government officials in the planning and preparation for emergency or disaster response and recovery efforts.  To receive an official Mission Ready Venue designation, venues must undergo a comprehensive assessment to determine what capabilities the venue may be able to support in emergency and disaster response and recovery efforts. The designation highlights the following attributes of selected venues: 

    • Provide Safety and Security: Stadiums are usually centrally located, close to major roadways and transportation hubs, and critical services like hospitals. If used to respond to a disaster, the designation will save valuable time and resources and will further enhance coordination between the public and private sectors during disaster response and recovery. 
    • Provide Accessibility: Stadiums are also compliant with Americans with Disabilities Act and can support persons with disabilities and others with access or functional needs. Additionally, 73% of NFL venues are accessible by mass transportation. This provides an avenue to promote equitable service to underserved populations to access potentially critical lifesaving/life sustaining services after an event. 
    • Strengthen Community Resilience: Stadiums and arenas are a focal point of communities and help strengthen social networks by enhancing connections between residents with home team pride. These Mission Ready Venues can boost morale amidst disaster. By providing a more robust and resilient environment, these venues can enhance social networks amongst survivors while providing ample opportunities to establish connections with the venue’s main tenants.
    • Ensure Unity of Effort: Coordination of stadium resources and services can support survivors and responders and help stabilize an incident quickly. Since stadiums are fixed locations, resources and services can be deployed quickly. This promotes the community’s physical and economic recovery.

    Mission Ready Venue designations are for five-year increments with a yearly check-in to ensure continued readiness of the venue. Redesignation will be necessary every five years and designation does not supersede any agreements with state, local or private sector entities.

    WASHINGTON — In advance of Hurricane Helene’s landfall in Florida, the Biden-Harris Administration approved a pre-landfall emergency declaration for Florida. This declaration enables FEMA to provide federal resources to the state for emergency protective measures and aid initial response and recovery efforts. FEMA urges people to take this storm seriously as it is expected to bring life-threating storm surge and hurricane conditions to Florida and the risk for dangerous flash and urban flooding to Alabama and Georgia. Now is the time for people to activate their hurricane plans and prepare for the storm’s effects. 

    The National Hurricane Center forecasts Helene is likely to bring heavy rain, life-threatening storm surge, hurricane force winds and flash and urban flooding to affected areas starting Thursday. Due to the large size of this system, storm surge, wind and rainfall impacts will extend well away from the storm’s center. The storm will move quickly once it makes landfall and will likely result in strong winds and heavy rain over parts of the southeastern United States. Tornadoes may occur over parts of the western Florida peninsula and southern Alabama. The risk of tornadoes will increase on Thursday, expanding across Florida and into parts of Georgia and South Carolina.

    FEMA, its federal partners and partner organizations are actively coordinating response efforts across Florida. FEMA’s National and Regional Response Coordination Centers are activated to support state requests for assistance. Urban Search and Rescue teams, Health and Medical teams including medical support for patient evacuation and communication assets are prepared to respond as needed. FEMA has pre-positioned Incident Management Assistance Teams and commodities including water, meals, generators, and other critical items in regional distribution centers.

    FEMA is also closely coordinating with Alabama, Georgia and North Carolina and stands ready to provide support as needed.

    NOW is the time to finish preparations: Today is the day to prepare for this storm. Take action immediately to protect yourself, your family, your pets and your home. Finish gathering any supplies like food, water, medication, flashlights and food for your pets now. Include cash in your emergency kit, as ATMs may not work after the storm. You can find hurricane preparedness information on Ready.gov and Listo.gov in Spanish language. 

    Be in the know about your evacuation route. Several counties in Florida issued mandatory and voluntary evacuation orders. Visit Evacuation Orders | Florida Disaster to see the full list. People in Florida, Alabama and Georgia should be prepared to evacuate quickly if they are in the path of this storm and are told to do so. Act now by learning your evacuation routes and identify where you will stay. Make sure everyone in your household knows what to do in case you need to evacuate and that they are familiar with your family’s emergency plan.     Have several ways to receive alerts. People in areas along Florida’s Panhandle, west coast and into Alabama and Georgia should follow the forecast carefully and instructions of state and local officials by monitoring local radio or television stations for updated emergency information. Sign up for community alerts in your area and be aware of the Emergency Alert System (EAS) and Wireless Emergency Alert (WEA), which require no sign up. You can also download the free FEMA App available in English and Spanish to receive real-time weather alerts and find local emergency shelters in your area. 

    Listen to officials. Stay off the roads if told to do so. Evacuate if told to do so. If you did not evacuate, find a safe location to ride out the storm, such as a designated storm shelter or interior room for high winds. Go to the highest level of the building if you are trapped by flooding. Avoid enclosed areas, such as an attic. You may become trapped by rising flood water. This storm may produce tornadoes. If you are under a tornado warning, go to a safe shelter immediately, such as a safe room, basement, storm cellar or a small interior room on the lowest level of a sturdy building.

    Your neighbors are your lifeline. Check on your neighbors, especially older adults or those who may need additional assistance, to make sure they have what they need to ride out the storm. Have a plan to remain in contact during and after the storm.  

    Have a plan. Consider your family’s unique needs, including anyone who needs medicine or medical equipment. Know how you’ll contact one another and reconnect if you aren’t together when a severe storm hits. Visit Ready.gov or Listo.gov in Spanish language for more information on how to stay safe before, during and after severe weather. 

    Power outage and generator safety. If you lose power, use only flashlights or battery-powered lanterns for emergency lighting. If using a generator, remember to always use them outdoors and keep it at least 20 feet from doors and windows. Additionally, make sure to keep the generator dry and protected from rain or flooding. De-clutter drains and gutters, bring in outside furniture and put up hurricane shutters if you have them.

    Do not focus on the exact track of the hurricane. Hurricanes are immense systems and changes in size, intensity, speed and direction can change quickly. Additionally, areas far from the storm’s center can experience effects such as flooding, storm surge and heavy winds

    Keep important documents safe. Save copies of birth certificates, passports, medical records and insurance papers in a safe, dry place. Keep important documents in a waterproof container and create password-protected digital copies. Take photos or videos of your belongings and property on your phone or upload them to the internet. Move valuables like photo albums, heirlooms and other treasured items to higher levels.

  • MIL-OSI Security: Grand Falls-Windsor — Grand Falls-Windsor RCMP investigates break, enter and theft at Glen’s Ultramar in Bishop’s Falls, seeks public’s assistance identifying suspect

    Grand Falls-Windsor RCMP is investigating a break, enter and theft that occurred during the early morning hours of September 24, 2024, at Glen’s Ultramar and Convenience on Main Street in Bishop’s Falls.

    At approximately 3:45 a.m. on Monday, a lone suspect arrived on the parking lot of the business, operating what appears to be a moped motorbike. The suspect obtained a fire extinguisher from the outside property and used it to smash a window of the business. The suspect stole two boxes of Jack Link’s pepperoni product that were located inside the store, within reach of the broken window, and departed the property.

    The suspect was wearing a sweater with two colors, black or a darker color on the top portion and grey or a lighter color on the bottom portion. The suspect was wearing a helmet, possibly blue in color.

    The investigation is continuing. Residents are asked to check all available surveillance footage around the time of the crime for a matching vehicle or other suspicious activities.

    Buenos días.  Good morning.  Hello, heads of Navy.  It is so wonderful to be here and an honor to be back here in beautiful Rio de Janeiro.

    Obrigada, Admiral Olsen and his team – your entire team – for hosting this extraordinary gathering, the 31st Inter-American Naval Conference.  This has been so crucial to strengthening our bonds of friendship, collaboration, and partnership for more than half a century.

    You know, it is really great to be here among friends who are all united by our shared values, our shared geography, and our shared stake in the continued stability, security, and prosperity of the Western Hemisphere and our world.

    This year’s theme could not be more relevant or more important to the United States, this hemisphere, and the global community.  I know that all of the navies represented here understand well that these are very turbulent times, and we’ve been talking about that through your presentations today.  We understand that the international system that has provided security and stability for over three-quarters of a century is under threat in every ocean.

    We’ve all scanned the horizon, and we see the forces that are making our world and our hemisphere more unstable and more dangerous.  We’ve all experienced the devastation of natural disasters, which have been intensified by a changing climate:  flooding, fires, droughts, cyclones, landslides, and rising seas.  And we’ve all witnessed the impact of illegal, unregulated, unreported fishing, and transnational crime – drugs, weapons, human trafficking – and the impact this has on our societies and on our populations.

    And as I take in this changing environment, I know that my Navy must take action to get ahead of the changing character of the work and the additional challenges we are all facing in ship construction, maintenance, challenges we’re facing in recruiting and maintaining our infrastructure, all while acknowledging – in my case – the industrial and budgetary constraints that complicate my Navy’s ability to get after these challenges.

    We see advancements in battlefield innovation; like we were just talking about, the profound implications for the changing character of war.  We see cheaper, more accessible technology is pushing asymmetric capabilities at a lower cost to state and nonstate actors alike.

    Over the past two years, as we’ve all seen, the Ukrainian navy has used a combination of missiles, robotic service vessels, and agile digital capabilities to deny the Russian navy the use of the western Black Sea and to threaten Russia’s supply lines to its occupying forces in Crimea. And Houthi forces, equipped by Iran and emboldened by Hamas’ horrific attack on Israel nearly a year ago, have repeatedly targeted innocent merchant shipping along a key maritime chokepoint and created (vast/mass effects ?) through a mix of ballistic missiles, cruise missiles, and drones against the United States Navy and all of the partner navies that are serving in that part of the world today.

    We’ve all learned a lot about the future of war at sea, including the role – as we were just talking about – of robotic platforms, of proliferated weapons, and disaggregated forces in gaining and exploiting the sea.

    In this increasingly turbulent and unpredictable world, security through partnership is critical because no one navy, no single nation can handle all of these challenges alone, and because all of our safety, security, and prosperity are tied to the seas. And as I’ve seen in the briefings we’ve had here already this week, all of our navies are right there on the front lines – right there on the maritime front lines every single day with more tasks than resources that we often have available.

    So I think it’s really important that we, the global maritime community, work together to align our efforts in a way that can benefit us all.  And we need to do this thoughtfully, deliberately, and collectively.

    So whether you are charged by your nation with countering drug trafficking, human smuggling, illicit weapons transfers, IUU fishing, piracy, policing your territorial waters, delivering humanitarian aid and assistance to people in need, assisting mariners at sea, escorting cargo transports/tankers, or you’re deploying your forces all around the world, I believe that each nation here is the vital link in the chain of our maritime security network.

    You will have no stronger partner in this endeavor than the United States Navy and the United States Marine Corps team, who will work with you tirelessly to find common ground and common cause to address our common challenges.  And you will have no more committed teammate than me, because I strongly believe that friendship is strength; and that allies and partners collectively, we are each other’s true strategic weapon.  Together, we can collaborate and build a unifying framework where there is no south, no north, no east, no west, but really just a coalition of countries who participate in and engage on matters of common interest to promote continued stability in this hemisphere and beyond.

    As I look ahead, I really see us doing this as part of what I call a warfighting ecosystem.  It’s a concept that I introduced last week when I talked about my Navigation Plan for America’s Warfighting Navy.  It’s my overarching strategic guidance that will make my Navy more ready for potential conflict across all time horizons, across the spectrum of operations both today and in the future.

    As the Chief of Naval Operations, I’m compelled to do more and to do more faster to ensure that our Navy is more ready despite all these challenges, despite the changing security environment, the changing character of war, and our own industrial base challenges.  I can’t stand still as we work to secure the long-term investments we need for our Navy to grow our work.

    My Navigation Plan will raise America’s Navy’s baseline level of readiness and put more players on the field.  Players are things like platforms that are ready with their requisite capabilities, weapons, and sustainment; and the people that are ready with the right mindset, the right tools, skills, training, and the relationships.

    We will be doing that by, first, implementing Project 33, seven key areas that my Navy needs to accelerate.  And they’re areas where I will put my personal time, my personal attention, and my resources, and really put my thumb on the scale to urgently move the needle.  It is a reference to my place as the 33rd Chief of Naval Operations in a continuum of naval leaders past, present, and future.

    Second, by expanding my Navy’s contribution to the warfighting ecosystem.  Where every country has a seat at the table and a role to play no matter the size of their forces or the extent of their capabilities, we can come together to counter our share of the challenges.

    So I’ll talk to you just a little bit about this ecosystem.  I think it’s probably better explained as a global security ecosystem.  We saw a little preview of this as we were just talking about – in the presentation on Orion (ph).  It’s another version of an ecosystem.  It’s where participants can plug in and contribute their capabilities, their information, their logistics, their people, their maritime domain awareness; and create compounding, outsized effects in service of an open, safe, and stable maritime domain.  It is a system in which the layered capabilities of each of our navies, coast guards, marine corps, marine maritime police forces, and interagency partners enable and then are enabled by each other.

    And in this area of operations, in the Western Hemisphere and its adjacent seas – an area that is critical to global security and stability – I believe there are some key opportunities where we can collaborate and cooperate to expand our collective contribution to this ecosystem.  And this is a great place to have these conversations, at this kind of conference.

    So let me just highlight a few of them today.

    I think the first opportunity is about building interoperability and accelerating our naval integration to work more seamlessly together.  In order to support our mutual requirements, we can work together coherently, effectively, and efficiently to achieve our tactical, then our operational, and then our strategic objectives.  We can do this through education, exchanges, through our officers and our enlisted leaders, whether it’s in the United States – maybe at the Naval Academy, the War College, Navy Postgraduate School – or in the many programs that you offer to us and to each other across the hemisphere.  Through these exchanges, we can plant the seeds to grow our long-term relationships, create long-term shared understanding, and develop approaches to address the common challenges we face.

    And we can build that interoperability through exercises.  We’re coming off a great year of many, many exercises.  And earlier this year we conducted the 29th Rim of the Pacific exercise with 29 nations, 25,000 people from across the Pacific Ocean, Europe and all around.

    In August, our Navy supported the 10th Southern Seas deployment, and the third with the Aircraft Carrier Strike Group George Washington, conducting at-sea operations and building our collective operational planning capability.  One of the ways we did that this year was through the deployment’s first-ever embarked international staff made up of 29 maritime officers from your navies and your coast guards.  And I want to thank you for that support.  Together, our staffs briefed, planned, and executed 35 bilateral and multinational exercises, further strengthening our interoperability and our enduring partnerships.

    In August, as well, our navies conducted the latest iteration of Continuing Promise, 2024, growing our collective capability to provide health and veterinary care, execute professional military exchanges, conduct construction projects, and enhance our collective disaster relief preparedness and ability to cooperate in the face of a crisis.

    Two weeks ago, our navies wrapped up – and thank you to all of you for participating in a highly successful UNITAS, the most recent in the longest-running multinational maritime exercise in the entire world.  It was at a meeting like this, at the first Inter-American Naval Conference in 1959, that UNITAS which conceptualized, agreed upon, and brought to life.

    This year, for the first time ever, our navies conducted that exercise at the operational level, executing full maritime operation center processes to synchronize efforts across all domains, including cyber.  And as you may have seen better resourced in my NAVPLAN, I talk a little bit about the importance of a maritime operation center.  Resourcing our MOCs is a critical part of my plan and a critical part of integrating with each of you, linking our commanders to the wide range of sensors and platforms that are distributed across the seas.

    You know, if you step back and you think about everything that has happened in our world since that Inter-American Naval Conference back in 1959, each of us here has remained committed to our UNITAS exercise, knowing well it is part of our maritime heritage.  It is part of our critical, sharing partnership.  And so, as the United States look forward to hosting UNITAS in 2025 in Mayport and participating in future exercises, I know we will continue to build our collective interoperability.

    I think our second opportunity is continuing to deepen our cooperation with maritime law enforcement and by aligning our authorities to help counter transnational organized crime.  Everyone today, as – (inaudible) – just talked about, is challenged.  And I think by synchronizing our efforts with our authorities, we can accelerate our progress against the forces that are working hard to destabilize our region.

    We’ve seen success in this with the Joint Interagency Task Force South, where the United States, alongside many allies and partners, as well as interagency partners, has been able to interdict vessels carrying drugs and other contraband.  And right now, as part of Campaign Martillo, our navies are working together to deny transnational criminal organizations the ability to use regional sea lines of communication for the movement of these illicit goods.

    And then, finally, I’ll pick up where I left off in our previous discussion.  I think the third opportunity is to enhance our collaboration on robotic and autonomous systems to help especially improve our maritime domain awareness.  As I said earlier, we can use these technologies to do things that are dirty.  We can free up our sailors to do the things that only they can do.

    So whether it’s tasks that are dirty – I think about, many of you who have been at sea, cleaning a bilge.  That would be great to have technology to do that and not our sailors.

    To do the things that are dangerous.  Many of us have worked with technologies to defuse mines and destroy mines.  Where else can we have autonomous robotic technology do the things that are dangerous?

    And things that are dull.  This is going on a patrol for weeks on end and maybe never even seeing one of the things that we’re looking for.  But can we do that through a robotic and autonomous platform on the sea, above the sea, under the sea, and then free up our people to go and see what is that anomalous behavior that an autonomous platform has detected in a pattern of life?

    Again, we can free up our people to use their talents and use their creativity for the things that only they can do.  And I think that we could partner together to leverage our respective innovation bases and invest in some of those advanced technologies and prototypes to ensure that our – we have this advantage today and we have it in the future.

    Integrating robotic autonomous systems into our daily business of operations is a key part of my Navigation Plan.  I think it is an area of great opportunity.  And I’m going to invest my time and resources to help, again, raise that baseline level of integration and the baseline level of readiness of our fleet by expanding, extending, and bolstering the reach and resilience, as well as potentially the lethality, of our conventionally manned fleet by integrating unmanned technologies.

    We’re already seeing the positive effects of these systems across our force and with allies and partners through the Fleet Experimentation series – or called FLEX series – that’s been sponsored by NAVSOUTH for the last several years.  In fact, today, in the Hybrid Fleet Campaign Event in Key West, Florida, there are sailors in companies from across our navies.  They are working together to operationalize new capabilities, to enhance maritime domain awareness, and to detect and monitor illicit trafficking – again, working towards a more stable future for our hemisphere.

    So, fellow leaders, this week we have an opportunity to discuss our shared challenges and chart our course to increase the resilience of our forces, to strengthen security, and promote prosperity as partners, building on our already very sound foundation.  Each of you here has an important role and provides valued expertise in this ecosystem that I believe is critical to tackling our common values.  Together, we can ensure the security and stability of our region while working to ensure that our shared values, our cultures, and our way of life can be shared by generations to come.

    So I thank you all very much for the opportunity and the honor to be with you today, and I hope we can do this next year at Mayport for UNITAS.  I also invite you to come to our International Seapower Symposium, which will be next October in Newport, Rhode Island, and then help me celebrate the nation’s 250th birthday.  I know that’s young for some of the other navies here, but 250 for us.  We’ll be celebrating that birthday also in October, in Philadelphia.  And I look forward to seeing you at those events if I don’t see you before.  Thanks very much.  Again, it’s an honor to be with all of you today.

    Analysis from Environment and Climate Change Canada’s Rapid Extreme Weather Event Attribution hasshown that, in all cases, human-caused climate change made heat waves in August 2024 more likely to have occurred. In some instances, it was at least 10 times more likely.

    This system uses climate models to compare today’s climate with a pre-industrial one to explain how much human-caused climate change affected the likelihood of each heat wave.

    In three cases, human-caused climate change made heat waves far more likely to occur. This means that human influence on the climate made the following events at least 10 times more likely to happen:

    Inuvik, Northwest Territories (August 6 to 10)

    • Peak daily high temperature during the heat wave: 26.5 °C
    • Degrees above normal daily high temperature*: 13.0 °C

    Kitikmeot, Nunavut (August 7 to12)

    • Peak daily high temperature during the heat wave: 25.0 °C
    • Degrees above normal daily high temperature*: 12.4 °C

    Kivalliq, Nunavut (August 8 to 14)

    • Peak daily high temperature during the heat wave: 27.1 °C
    • Degrees above normal daily high temperature*: 12.2 °C

    In seven cases, human-caused climate change made the heat waves much more likely to occur. This means that human influence on the climate made the following events at least two to 10 times more likely to happen:

    Atlantic Canada (August 24 to 27)

    • Peak daily high temperature during the heat wave: 23.9 °C
    • Degrees above normal daily high temperature*: 6.7 °C

    Eastern Ontario (July 31 to August 2)

    • Peak daily high temperature during the heat wave: 29.2 °C
    • Degrees above normal daily high temperature*: 5.8 °C

    Fort Smith, Northwest Territories (August 8 to 13)

    • Peak daily high temperature during the heat wave: 26.9 °C
    • Degrees above normal daily high temperature*: 9.2 °C

    Northern British Columbia (August 7 to 11)

    • Peak daily high temperature during the heat wave: 23.6 °C
    • Degrees above normal daily high temperature*: 7.0 °C

    Northern Quebec (August 13 to 16)

    • Peak daily high temperature during the heat wave: 23.6 °C
    • Degrees above normal daily high temperature*: 7.8 °C

    Southern Quebec (July 27 to August 3)

    • Peak daily high temperature during the heat wave: 28.3 °C
    • Degrees above normal daily high temperature*: 7.6 °C

    Finally, human-caused climate change made the following heat wave more likely to occur. This means that human influence on the climate made the following event at least one to two times more likely to happen.

    Manitoba (July 30 to August 1)

    • Peak daily high temperature during the heat wave: 28.3 °C
    • Degrees above normal daily high temperature*: 6.4 °C

    * The normal daily high temperature is an average over 1991–2020 of all of the region-averaged daily high temperatures in the month surrounding the event.

    Prolonged heat waves are a major contributor to more intense wildfires across Canada. The 2023 wildfires in Canada burned almost 15 million hectares of forest and cost Canadians tens of billions of dollars in damages.[1] Understanding how human influence on the climate has increased the chance of a particular heat wave, soon after it occurs, can help inform adaptation strategies and heat wave response procedures for a changing climate while the event and its impacts are still top of mind.

    We urge the public to regularly monitor weather forecasts, take all weather alerts seriously, and get prepared for weather-related events by developing an emergency plan and being ready to adjust their travel plans. Canadians can download the WeatherCAN app to receive weather alert notifications directly on their mobile devices. Alerts help Canadians prepare to face severe weather events, save lives, and reduce the impacts on property and livelihoods.

    Hiawatha First Nation, Ontario, September 25, 2024 —Hiawatha First Nation has received over $430,000 through the Natural Infrastructure Fund to restore more than 3 kilometers of shoreline along Rice Lake to protect wildlife and reduce shoreline erosion.

    By working with nature, the Hiawatha First Nation is supporting and protecting biodiversity and human well-being. This restoration project incorporates native plants to reduce further shoreline erosion, while creating a protected habitat for various frog and fish species, as well as wild rice, a cultural keystone species. A medicine garden, walkway, pier, and benches will also increase access to nature, boost community use of shoreline for conducting cultural practices, and create a welcoming and relaxing space for the community.

    Hiawatha First Nation is working to restore the land to not only ensure a more sustainable future, but also create a peaceful place for community members to enjoy nature and ensure the land and wildlife is protected for many generations.

    WASHINGTON – Today, U.S. Senators Chris Van Hollen and Ben Cardin and Congressman David Trone (all D-Md.) announced $627,785.49 in federal funding to support firefighters and first responders across Western Maryland. The funding will enhance emergency response capabilities through equipment and facility upgrades, ensuring better protection for the public and the volunteer firefighters. These awards come after the lawmakers previously announced $838,000 last month for Western Maryland fire departments and emergency response agencies.

    “Western Maryland residents have always been able to count on their firefighters and first responders when emergencies arise. This federal funding will help ensure local fire departments have the resources they need to continue keeping our communities safe,” said Senator Van Hollen.

    “Firefighters are beacons of their communities, providing life-saving care in our scariest moments. They have our back, and Team Maryland has theirs. We will continue to fight for funding that protects our protectors,” said Senator Cardin.

    “My responsibility on the House Appropriations Committee is to fight for and secure the funding Marylanders deserve,” said Congressman David Trone. “I’m proud Team Maryland is able to further support the firefighters and first responders keeping our communities safe.”

    The federal grants have been awarded as follows:

    1. $276,254.54 toreplace outdated hoses and nozzles at seven Allegany County Fire Departments, including Barton Fire Department, Goodwill Fire Company, Borden Shaft Volunteer Fire Department, LaVale Volunteer Fire Department, Baltimore Pike Volunteer Fire Company, Cresaptown Volunteer Fire Department, and Oldtown Volunteer Fire Department
    2. $222,035.23 to Garrett County to replace outdated fire hoses at Deep Creek Volunteer Fire Company, Oakland Volunteer Fire Department, and Gorman Fire Department
    3. $63,142.85 to Bedford Road Volunteer Fire Company in Allegany County to purchase 17 new sets of personal protective equipment
    4. $41,876.68 to Williamsport Volunteer Fire and EMS Company in Washington County to replace outdated fire hoses and nozzles and purchase two thermal imaging cameras
    5. $24,476.19 to Midland Fire Company in Allegany County to purchase a new gear washer and dryer

    The awards are provided through the Department of Homeland Security’s Assistance to Firefighters Grant (AFG) program with funds from FY2023 annual appropriations, that the lawmakers fought to secure. The lawmakers additionally worked to reauthorize the AFG program through FY2028 within the Fire Grants and Safety Act of 2023 which passed Congress and was signed into law earlier this year.

    The Secretary-General met with H.E. Lt. General Abdel-Fattah Al-Burhan Abdelrahman Al-Burhan, President of the Transitional Sovereign Council of the Republic of the Sudan. The Secretary-General expressed deep concern about the escalation of the conflict in the Sudan, which continues to have a devastating impact on the Sudanese civilians and risks a regional spillover. They discussed the need for an immediate lasting ceasefire and the importance of genuine dialogue leading to an inclusive negotiated peace settlement. They also affirmed the need for urgent action to ensure rapid, safe and unhindered humanitarian access and the protection of all civilians across the Sudan.     Washington DC — Today, Congressman Sean Casten (IL-06) and Congressman Earl Blumenauer (OR-03) introduced the Protecting Families and the Solvency of the National Flood Insurance Program Act of 2024, which would authorize the Federal Emergency Management Agency (FEMA) to provide additional mitigation assistance to families affected by flooding and address the problems of delays in buyouts for communities facing repetitive losses.

    “Having spent my entire adult life fighting climate change, I am alarmed by the increased frequency and severity of flooding—devastating not only the coasts, but communities right here in the Midwest,” said Rep. Sean Casten. “In Illinois alone, there are over 400,000 homes and over 30,000 business properties with operational flooding risk. The science is crystal clear that this climate-driven devastation will only get worse and more costly, yet the National Flood Insurance Program remains woefully unprepared to meet the needs of communities hit hardest. After meeting with dozens of local mayors, municipal leaders, and first responders, I’m proud to introduce legislation to improve the buy-out program to help families facing climate-driven flood damage get the financial relief and help with voluntary relocation they need faster.”

    “Nowhere is the cost of failure more pronounced than the National Flood Insurance Program. We cannot afford to keep risking lives and taxpayer dollars by rebuilding structures in the same flood-prone areas as the climate crisis makes disasters more frequent and intense. With simple, preventative steps like my legislation with Congressman Casten, we can help disaster victims break the cycle of repetitive flood loss,” said Congressman Earl Blumenauer.

    FEMA provides funding for communities to purchase flood-prone properties and convert the land to open space. This property acquisition can be a beneficial strategy for flood mitigation. However, the buyout process poses challenges that can discourage homeowner and community participation. Currently, buyouts through the National Flood Insurance Program can take more than five years to complete through FEMA, far too long for families living in damaged and potentially hazardous houses. The bill would cut through the red tape to deliver buy-outs quicker to victims of flooding, especially in underserved communities. This bill will make buyouts more accessible, equitable, and efficient. In 2022, the Government Accountability Office conducted a study of FEMA’s buyout program and issued recommendations. One of the recommendations was to preapprove certain properties for acquisition, which is exactly what this bill does.

    Annual flooding in the U.S. costs up to $496 billion and will increase as a result of climate change, the cost of which will be borne disproportionately by disadvantaged communities. This increased frequency and severity of flooding will come not only from the coast, but from increased rainfall and riverine flooding across the country. 

    In Illinois, there are 413,129 residential properties, 50,977 miles of roads, 36,816 commercial properties, 996 infrastructure facilities, and 2,476 social facilities with operational flood risk* today.

    The Protecting Families and the Solvency of the National Flood Insurance Program Act of 2024:

    • Addresses the problem of delays in buyouts by authorizing buyouts-in-lieu-of-claim-payments in high-priority cases.
      • If the property has been identified as a repetitive loss or severe repetitive loss property
      • Has been designated by the participating community as substantially damaged.
      • Would otherwise be filing a claim for the maximum level of coverage.
      • Right now, a buyout looks at an effective floodplain.
    • Allows for additional assistance to residents who may wish to move but are unable to afford relocation by requiring FEMA to apply the special assistance provisions of the Uniform Relocation Act to buyouts.
    • Provides FEMA with authorities to provide an additional measure of mitigation assistance to currently underserved communities, in line with provisions in the Infrastructure and Jobs Act that make this allowance for the next 5 years and expands the current narrow definition of “small and impoverished” communities.
    • Incentivizes community action to address repeat flooding by offering access to and potentially a larger share of mitigation assistance funding for implementation of locally developed flood plans. 
    • Assures that FEMA assistance to address recurrent flooding, including buyout offers, is not limited to neighborhoods that have previously been mapped into FEMA-designated Special Flood Hazard Areas.

    Quick Facts

    The federal government is committed to making our communities more liveable, sustainable and resilient by investing in the protection and restoration of natural environments.

    The federal government is investing $437,500 in this project through the Natural Infrastructure Fund (NIF).

    The Natural Infrastructure Fund supports projects that use natural or hybrid approaches to increase resilience to climate change, reduce carbon emissions, protect and preserve biodiversity and wildlife habitat, and promote Canadians’ access to nature.

    Examples of natural infrastructure include urban forests, street trees, wetlands, living seawalls, biological seawalls, and naturalized coastal restoration.

    Hybrid infrastructure incorporates elements of artificial grey infrastructure to enhance or support natural infrastructure and/or the use of ecosystem processes. Examples of hybrid infrastructure include green roofs and walls, and naturalized storm basins.

    A minimum of 10% of the overall program envelope will be allocated to projects led by Indigenous people.
