  • MIL-OSI United Nations: Human Rights Committee Holds Emergency Meeting with States Parties as the United Nations’ Financial Crisis Threatens its Survival

    The Human Rights Committee today held an emergency meeting with States parties to discuss the financial challenges of the United Nations and the Committee’s future.

    Committee Chairperson Changrok Soh, in opening remarks, said the Committee’s ability to fulfil its mandate was under serious threat. Austerity measures had been imposed on it that jeopardised not just its current work, but the very future of the Committee itself.

    The Committee’s most pressing concern was the cancellation of its third session this year, Mr. Soh said. This was the first time in its 50-year history that such a cancellation had occurred. Losing a session meant serious delays in reviewing State party reports and in deciding on individual complaints of Covenant violations. Many victims had already waited years for justice. Now, they would wait even longer, he said.

    Mr. Soh appealed to States parties to help the Committee find a solution. The Committee needed States’ political will, financial commitment, and concrete support — not only to help it find a way to hold its third session this year, but also to strengthen the system for the future.

    In the ensuing discussion, States parties expressed support for the Committee and the treaty body system, and concern regarding the financial crisis and the cancellation of the third session. They called on the Committee to come up with new, sustainable, cost-effective solutions to address the structural issues underpinning the situation, while maintaining its work and integrity.

    Concluding the meeting, Mr. Soh said that treaty bodies were not receiving enough funding for their core work. They were doing their best in terms of rationalisation and increasing efficiency, but as allocated resources declined, support for the treaty bodies’ work diminished, creating a vicious cycle.

    To address this situation, special measures were needed, such as utilising voluntary contributions transparently, he said. Without a properly functioning treaty body system, human rights protections would weaken around the world. Decisive and urgent action was needed to protect the treaty body system and human rights around the world, he concluded.

    Speaking in the meeting were representatives of the Office of the United Nations High Commissioner for Human Rights, as well as Japan, Spain, Serbia, Egypt, Croatia, Colombia, Russian Federation, Costa Rica, Islamic Republic of Iran and France.

    The Human Rights Committee’s one hundred and forty-fourth session is being held from 23 June to 17 July 2025.     Opening Statements by Committee Experts

    CHANGROK SOH, Committee Chair, said the Committee had convened the emergency meeting to discuss a single, urgent issue: “The financial challenges of the United Nations and the future of the Human Rights Committee.” The Committee came before States today with a profound sense of urgency.

    All members of the Human Rights Committee were deeply honoured to take enormous responsibility for monitoring the implementation of the Covenant. They took this duty very seriously. But today, its ability to fulfil this mandate was under serious threat. The austerity measures imposed on the Committee jeopardised not just its current work, but the very future of the Committee itself.

    These were truly unprecedented times — for the Committee and for the entire treaty body system. The Committee’s most pressing concern was the cancellation of its third session this year, scheduled for October and November, as announced by the Office of the High Commissioner for Human Rights. This was the first time in the Committee’s 50-year history that such a cancellation had occurred. 

    The cancellation put the Committee in a very difficult position. Its rules of procedure required it to meet three times a year. This was a fundamental obligation under the Committee’s mandate and indispensable to the effectiveness of its work. If it lost a session, nearly eight months would pass without a single meeting in Geneva. This meant serious delays in reviewing State party reports and in deciding on individual complaints of Covenant violations. Many victims had already waited years for justice. Now, they would wait even longer. Every delay weakened the Committee’s recommendations, diminished their impact, and undermined their ability to prevent further violations.

    The Committee recognised that the United Nations’ financial crisis was serious, and that the Secretariat was doing its best under the current constraints. But it was clear that the rules and structures of the system were too rigid to cope with situations like this. For example, in early June, during the Treaty Body Chairs’ meeting, several Chairs explored the possibility of mobilising emergency funding to hold autumn sessions. However, they were told that this was not possible, as treaty bodies were required to rely exclusively on the regular budget to carry out their mandated activities. This rule was intended to safeguard the Committee’s independence. But it made little sense if, in practice, it prevented it from functioning at all when the regular budget fell short. The Covenant clearly obliged the Secretary-General to ensure that the Committee could carry out its work. If the current approach blocked the fulfilment of that obligation, then it needed to change.

    The Committee therefore appealed to States parties to help it find a solution. Open and frank communication with the States parties was crucial because, ultimately, it was in States’ interest to ensure that the treaty bodies could continue their vital work, even in difficult times. The Committee needed States’ political will, financial commitment, and concrete support — not only to help it find a way to hold its third session this year, but also to strengthen the system for the future. 

    The Committee monitored the fundamental rights of individuals in 174 States parties — as part of the approximately 1,400 treaty obligations regularly reviewed by the treaty bodies. This was a remarkable early warning and accountability system — one that States parties created. The Committee urged States to ensure that this system could continue to function effectively. If not, what alternative was available?

    This should not be treated as a one-time problem. If this unprecedented cancellation were allowed to be “normalised”, it would set a dangerous precedent. Each time the United Nations faced a funding shortfall, the credibility and effectiveness of the treaty body system, a core pillar of the United Nations’ human rights architecture, would erode further.

    There was growing global pushback against human rights, especially the very rights the Committee was mandated to protect. This was not the moment to weaken United Nations human rights mechanisms. On the contrary, the world needed this remarkable early warning and accountability system now more than ever. 

    The Committee called on States to do three things. First, support the Committee — even at this late stage — in finding a solution to hold its third session this year, and commit to holding all three regular sessions in 2026. Second, allow voluntary contributions from States to be used transparently and responsibly to support the Committee’s work, while fully preserving the independence and impartiality of the treaty bodies. Third, help the Committee function effectively by fulfilling reporting obligations, engaging with the Committee in dialogue, and supporting its work financially and politically, both now and in the long term.

    Statements and Questions by States Parties 

    In the ensuing dialogue, many States expressed appreciation for the ongoing efforts of the Committee and the treaty bodies and their firm commitment to the treaty bodies, which were a cornerstone of the international human rights system. The Committee, they said, made significant contributions to upholding civil and political rights around the world.

    Several speakers expressed deep concern about the financial crisis, which was affecting the mandates of all treaty bodies, the Human Rights Council and Special Procedures, among other mechanisms in the United Nations system. This situation had serious implications for these bodies’ important work.

    One speaker said that their country had increased contributions to the treaty body system and was paying its dues on time, and had also increased unearmarked financial contributions to the Office of the High Commissioner. The speaker said that the country would work to strengthen the capacity of the Secretariat through its contributions.

    Some speakers said treaty bodies needed to work to harmonise their working methods. Cooperation between treaty bodies could lead to solutions to backlogs in individual communications. The Committee had a backlog of over 1,000 individual communications. One speaker asked if the Committee had assessed additional measures to address its backlog.

    Many speakers expressed dismay that the Committee’s third session for the year was to be cancelled, and called for an urgent, mitigating solution to be found to hold the Committee’s third session in November. Without this session, the Committee’s backlog of cases would only increase. Was this issue related to the ordinary budget or to liquidity? One speaker suggested using new technologies and virtual meetings to hold the third session. The Committee needed to come up with new, sustainable, cost-effective solutions to address the structural issues underpinning the situation, while maintaining its work and integrity. 

    Some speakers commended the UN80 initiative and the United Nations’ efforts to address evolving global challenges. However, some speakers said that austerity measures implemented through the UN80 initiative should not affect the work of the treaty bodies and the international human rights system.

    One speaker said it was worth exploring the Chair’s proposal regarding the use of voluntary contributions to facilitate the Committee’s third session, provided that there were no legal barriers to this solution and that the independence and impartiality of the Committee were not affected. The speaker commended the Committee’s efforts to find a solution.

    Another speaker said that their country had attempted to fund one of the treaty bodies’ mandates directly but had been told that funding could only come from the regular budget. If a voluntary funding scheme for the Committee was established, it needed to be established for all the treaty bodies and other mechanisms receiving funds from the regular budget. The speaker said that their country would support solutions proposed by States, while working within the norms of the United Nations’ system.

    A speaker said that one State had traditionally contributed significantly to the funding of the human rights system; the reasons for its sudden cessation of funding needed to be examined. States were the owners of the treaty body system.

    One speaker said multilingualism needed to be an essential value of the treaty bodies; it should not be sacrificed to achieve budgetary austerity.

    Responses by Committee Experts and Others

    A Committee Expert said States were authors of the Covenant and the Optional Protocol on individual communications. The harmonisation of working methods related to individual communications began around three years ago, both formally and informally. There was no resistance from the Committee in this regard. The Human Rights Committee received the largest number of individual communications, given the broad scope of the Covenant. It was proud of its record in dealing with these communications. Delays in issuing decisions on communications affected the relevance and legitimacy of the decisions that the Committee adopted. The Committee had had only three days this session to assess individual communications, while it had had a full week previously.

    The Secretariat had exerted efforts to maintain its staff in the financial crisis. The Committee had a human resources issue; there was a lack of staff to assess individual complaints, prepare draft decisions, and assess follow-up to the Committee’s decisions. The issue of resources needed to be addressed; simply freeing up time in sessions to assess individual communications would not fix the backlog.

    Digitisation was a long-standing structural issue for the Committee. The system that the Committee worked with was not sufficiently digitised.

    Another Committee Expert said the Committee welcomed States’ support and was encouraged by their presence in the dialogue. The Committee received over half of all the individual communications received by the treaty body system. If the Secretariat could not prepare individual cases for assessment, the Committee could not assess them. Without sufficient pre-sessional working time, the Committee’s backlog would only increase. Diplomats in Geneva understood the complexities of the treaty body system. They needed to mobilise with colleagues in New York to support treaty bodies’ efficiency.

    This was the first time that the Committee had organised a special, focused meeting, and it had been very successful. It would be helpful to have annual meetings with States, as well as emergency meetings to discuss urgent issues.

    One Committee Expert proposed that the Committee use digital technologies to hold the third session remotely. A decision on this issue needed to be taken rapidly. However, this was not a solution to the structural problems the Committee faced. The Committee needed to take slow steps forward in this situation.

    Another Committee Expert said that the young generation was questioning the capacity of the human rights system to protect human rights, in the context of the recent increase in violations of human rights and international humanitarian law around the world. The Committee was witnessing the emergence of new challenges, including in relation to climate change and artificial intelligence. It was considering how to address these challenges while preserving human rights. The Committee’s objective was not to level accusations at States; it was to accompany them on their journey toward achieving the best implementation of their commitments. Member States needed to support the Committee now, in the same manner as they had supported it for decades.

    A Committee Expert thanked States parties for their support to the international human rights system. States had created the Committee, recognising the need to monitor and protect civil and political rights. The Committee had an enormous workload and required appropriate financial resources, so that the Secretariat could hire necessary human resources to facilitate its work. The Expert called on States to take initiatives to address the crisis. Solutions needed to address the overall structural crisis over the long term.

    CHANGROK SOH, Committee Chair, said the Committee would present a proposal to States regarding the use of voluntary contributions for holding the third session, but only States could approve this. Mr. Soh expressed support for the idea of holding annual meetings with States parties.

    The Committee met online during the COVID-19 pandemic. It found that these meetings were not effective for various reasons, including time difference and limitations on dialogue and interpretation. The treaty body Chairs had discussed this issue, but had decided that online meetings were not an effective option. However, the Committee would continue to use digital technology, including artificial intelligence, to increase the efficiency of its work.

    WAN-HEA LEE, Chief, Civil, Political, Economic, Social and Cultural Rights Section, Human Rights Council and Treaty Mechanisms Division, Office of the United Nations High Commissioner for Human Rights , said that, in the past, the Office of the High Commissioner had reduced the working time of pre-sessional working groups to manage the financial crisis. The working group for the third session had been cancelled.

    In the past, the treaty bodies had been facing a liquidity crisis. Dues were being paid, but did not reach the treaty bodies in a timely manner. However, it was not an issue of liquidity anymore. The budget of the Office of the High Commissioner for Human Rights for this year had been cut, and the situation had moved from a liquidity to a financial crisis. The financial outlook for next year was also not bright.

    DINA ROSSBACHER, Office of the United Nations High Commissioner for Human Rights , said that there was a structural problem in terms of the processing of decisions related to individual communications. The formula adopted by Member States regarding the processing of individual communications had not been fully adopted and this had been exacerbated by the financial crisis. The Committee had taken several steps to address the situation, including efforts to align working methods and increase the efficiency of processing individual communications. Last year, the Committee adopted a record number of decisions on communications – over 450. However, the large backlog remained, and the situation remained urgent.

    Statements and Questions by States Parties

    States expressed support for the work of the Committee, the treaty bodies and the human rights system. It was the responsibility of States to support the work of the Committee, one speaker said.

    Speakers said creative initiatives were needed to address the financial situation, including digital meetings. One State expressed support for the Committee’s efforts to harmonise and increase efficiency for its work.

    One speaker said the Committee needed to further consider the cultural diversity of States in preparing its concluding observations. If the Committee did not consider challenges such as terrorism and unilateral coercive measures, its recommendations would be considered irrelevant to the realities on the ground in some countries. The speaker called on the Committee to prepare a general comment on the impact of unilateral coercive measures on civil and political rights.

    Responses by a Committee Expert

    A Committee Expert said the treaty bodies were implementing innovative methods to review States parties. The Committee on the Elimination of Discrimination against Women had this year conducted a special, informal meeting in Fiji to review States parties in the region. This initiative was funded by States parties, and could be a model for other Committees to follow. The application of simplified procedures to individual communications would not be sufficient for fully addressing the Committee’s backlog.

    Closing Remarks

    CHANGROK SOH, Committee Chair, said treaty bodies were at the core of the human rights architecture. However, the Committee’s third session would not happen without extraordinary measures, and this trend would continue if the Committee continued to rely on the United Nations’ regular budget. Less than five per cent of the United Nations’ regular budget was allocated to the Office of the High Commissioner for Human Rights. The treaty body system was not receiving enough funding for its core work. It was doing its best in terms of rationalisation and increasing efficiency. But as allocated resources declined, support diminished, creating a vicious cycle.

    To address this situation, special measures were needed, such as utilising voluntary contributions transparently. Without a properly functioning treaty body system, human rights protections would weaken around the world. Decisive and urgent action was needed to protect the treaty body system and human rights around the world.

  • MIL-OSI Security: 71-Year-Old Repeat Felon Sentenced to 15 Months for Defrauding Taxpayer-Funded Program

                WASHINGTON DC –Geary Simon, 71, of the District of Columbia, was sentenced today to 15 months in prison for defrauding the STAY DC rental housing assistance program out of more than $38,500 and for being a felon in possession of a firearm, announced U.S. Attorney Jeanine Ferris Pirro.

                Simon, aka “Robert Sutton,” pleaded guilty on Nov. 18, 2024, to one count of wire fraud in connection with a presidentially declared disaster or emergency and to one count of possession of a firearm by a prohibited person. In addition to the 15-month prison sentence, U.S. District Judge Dabney L. Friedrich ordered Simon to serve three years of supervised release and to pay restitution to the D.C. government of $38,560.

                According to court documents, Simon obtained $38,560 from the city government program called Stronger Together by Assisting You D.C., known as STAY DC. The program was intended to provide financial assistance during the Covid pandemic to help tenants cover housing and utility expenses due to a loss of income. In April 2021, the District allocated $352 million in federal relief funds for the program. Applicants applied for funds from the STAY DC program via an online portal operated by the D.C. Department of Human Services

                Simon applied to the program on June 22, 2021. In his application, Simon claimed that he was a tenant who rented a property in the District at 2433 H Street, NW; that his landlord was “Robert Sutton;” and that Simon owed “Robert Sutton” $72,000 in past due rent. All of the statements were false. Simon was not a tenant at that address; “Robert Sutton” was not Simon’s landlord; Simon did not owe “Robert Sutton” the sum of $72,000 in unpaid rent; and the phone number and email address that Simon provided for “Robert Sutton” were for a phone number and email account that Simon created and controlled.

                Unaware of the fraud, DC-DHS granted Simon’s application and issued Simon a check for $38,560 that DC-DHS would not otherwise have approved. Simon deposited the check into an account in the name of “The Geary Stephen Simon 2016 Irrevocable Trust.”

                Simon used the taxpayer-backed relief funds to pay private school tuition and to satisfy his court-ordered child support obligations.

                On March 14, 2024, law enforcement executed a search warrant at Simon’s home. Officers recovered two firearms. Simon has two prior felony convictions, including a conviction for carrying a pistol without a license. By virtue of the prior felonies, Simon was prohibited from possessing any firearms under federal law.

                This case was investigated by the FBI Washington Field Office. It is being prosecuted by Assistant U.S. Attorney John W. Borchert.

  • MIL-OSI Submissions: International students’ stories are vital in shaping Canada’s future

    Over the past decade, international students have navigated a complex and challenging landscape shaped by neoliberal policies.

    Neoliberal economic and political ideology upholds entrepreneurship, individualism, free trade, open markets, minimal government intervention and reduced public services for citizens.

    Neoliberal governance has transformed higher education into a mechanism for economic growth, shifting the burden of funding onto students.

    As my doctoral research examines, international students in Ontario’s colleges of applied arts and technology face barriers related to neoliberal restructuring. Drawing on interviews with students and front-line staff, my study examines experiences across five key themes: pre-arrival, housing insecurity, pandemic survival, precarious labour and future aspirations.

    Through these challenges, the resilience and drive of international students to build community reveal powerful forms of everyday resistance.

    This has been seen through their front-line work during the pandemic, their persistent pursuit of education and their collective efforts to challenge marginalization. Their stories are vital in shaping Canada’s social, economic and educational fabric.

    Shifts towards neoliberal education

    Since the late 1970s, higher education in Ontario and elsewhere has experienced significant changes. In the province, public funding per student has steadily declined, shifting the cost onto students, with higher educational institutions adopting models of privatization and corporatization to survive.

    Though higher education continues to serve the public good, these changes reflect a broader adaptation to the new economic realities driven by market principles.

    As David Harvey, a scholar of urban and political economy, explains, neoliberal approaches hold that economic growth and prosperity occur when markets are allowed to operate with minimal government regulation. Over time, these approaches have shaped policies and practices globally across various sectors, including education, media, corporations and international institutions such as the International Monetary Fund.

    Neoliberal policies are presented as naturally occurring or unavoidable; however, this framing prioritizes market principles over social protections and often masks the deeper political and social dynamics.

    Education as a product serving the job market

    Neoliberal values have reshaped the purpose and practice of higher education. The problem with this market-driven approach is it often prioritizes individual gain and profit over social equity and the public good. This shift aligns learning with market-oriented approaches.

    Scholars concerned with the adverse effects of neoliberal education policy highlight how education is often treated as a product designed to serve economic interests, with measurable outcomes and links to the job market becoming the primary focus.

    This shift is evident when policymakers and institutions prioritize competition, performance, metrics and individual achievement — often at the expense of collaboration, critical thinking and shared goals.

    COVID-19 pandemic

    The COVID-19 pandemic highlighted the effects of neoliberal ideology in higher education, revealing both the precarity of post-secondary finance and living conditions for many international students.

    When colleges and universities faced pandemic closures and uncertain enrolment, international students came under scrutiny as learners who pay high fees. They contribute more than $21 billion annually to the Canadian economy and pay an average of five times more than domestic students.

    It also became clear that international students make significant contributions to Canada by working on the front lines in sectors such as health care, long-term care and food supply chains.

    At the same time, this situation revealed broader tendencies rooted in the neoliberal market logic.

    During the pandemic, the federal government acknowledged how it has positioned international students as a flexible, commodified labour resource integral to the Canadian economy and essential services. For example, in April 2020, Immigration, Refugees and Citizenship Canada announced it would “temporarily lift the 20 hour per week work restriction on study permit holders working off-campus during their academic session, provided they are working in an essential service or function.”

    While international student contributions are vital, this framing begs deeper questions around the protection of international students’ labour rights, student well-being and potential exploitation.

    Housing, food insecurity, high tuition

    Before the pandemic, many international students struggled with housing, food insecurity and tuition payments due to work restrictions and financial constraints.

    With the current cap in place as of 2024, it’s ironic that international students have been treated as both “essential” and “disposable” simultaneously.

    Despite facing housing insecurity, food shortages and inaccessible health care, international students have continued to demonstrate their resilience and resistance. Their efforts extend beyond individual acts of survival.

    Post-pandemic protest

    International students have also organized petitions, protests and advocacy campaigns to challenge unjust policies.

    For example, in November 2022, hundreds of students (domestic and international) rallied at the Ontario legislature in Toronto under the banner “Need or Greed.” A coalition of student associations representing 120,000 students united to protest.

    The protests were partly a response to unfair and unpredictable jumps in already high tuition fees for international students: the average undergraduate international tuition fees in Ontario rose from about $35,000 to just under $50,000 between 2018 and 2025. The coalition urged the provincial government and Colleges Ontario to freeze tuition for international students.

    Following these efforts, nationwide protests erupted in August 2024 when 70,000 international student graduates faced possible deportation due to tightened immigration rules. Students set up encampments outside the Prince Edward Island legislative assembly for three months to protest the 25 per cent cut in permanent resident nominations, which left many students in limbo.

    A notable aspect of this activism was the solidarity shown from labour organizations and people across the country. Laura Walton, president of the Ontario Federation of Labour, joined the protests in solidarity, stating: “Your right is our fight.

    The Director-General of the World Health Organization (WHO) is hereby transmitting the report of the fourth meeting of the International Health Regulations (2005) (IHR) Emergency Committee (Committee) regarding the upsurge of mpox 2024, held on Thursday, 5 June 2025, from 12:00 to 17:00 CEST.

    Concurring with the advice unanimously expressed by the Committee during the meeting, the WHO Director-General determined that the upsurge of mpox 2024 continues to meet the criteria of a public health emergency of international concern (PHEIC) and, accordingly, on 9 June 2025, issued temporary recommendations to States Parties, available here.

    Proceedings of the meeting

    Sixteen (16) Members of, and two Advisors to, the International Health Regulations (2005) (IHR) Emergency Committee (Committee) were convened by teleconference, via Zoom, on Thursday, 5 June 2025, from 12:00 to 17:00 CEST. Fourteen (14) of the 16 Committee Members, and the two Advisors to the Committee participated in the meeting.

    The Director-General of the World Health Organization (WHO) joined in person and welcomed the participants, including Government Officials designated to present their views to the Committee on behalf of the two invited States Parties – Burundi and the Democratic Republic of the Congo (DRC). The opening remarks by the Director-General are available here.

    The Representative of the Office of Legal Counsel then briefed the Members and Advisors on their roles and responsibilities and identified the mandate of the Committee under the relevant articles of the IHR. The Ethics Officer from the Department of Compliance, Risk Management, and Ethics provided the Members and Advisors with an overview of the WHO Declaration of Interests process. The Members and Advisors were made aware of their individual responsibility to disclose to WHO, in a timely manner, any interests of a personal, professional, financial, intellectual or commercial nature that may give rise to a perceived or actual conflict of interest. They were additionally reminded of their duty to maintain the confidentiality of the meeting discussions and the work of the Committee. Each Member and Advisor was surveyed, with no conflicts of interest identified.

    The meeting was handed over to the Chair who introduced the objectives of the meeting, which were to provide views to the WHO Director-General on whether the event continues to constitute a PHEIC, and if so, to provide views on the potential proposed temporary recommendations.

    Session open to representatives of States Parties invited to present their views

    The WHO Secretariat presented an overview of the global epidemiological situation of mpox, including all circulating clades of monkeypox virus (MPXV). Over the past 12 months, the majority of mpox cases have continued to be reported from the African continent, largely driven by outbreaks of MPXV clade Ib in East African countries, including the DRC, where clade Ia is co-circulating. Sierra Leone however is experiencing a rapidly evolving outbreak, which based on available genomic sequencing results, appears to be driven by MPXV clade IIb. Outside of the African region, there continues to be a steady report of monthly cases (between about 500 – 1000 monthly), from all regions, mostly reflecting ongoing circulation of MPXV clade IIb among men who have sex with men (MSM).

    In the DRC, while surveillance- and access to healthcare-related challenges persist, particularly in the eastern part of the country, trends in most Provinces where MPXV clade Ib is circulating, including those of North Kivu and South Kivu, are now appearing to stabilize or decline. Similar trends are also observed in areas endemic for MPXV clade Ia. In the capital Kinshasa, where the upsurge is driven by a co-circulation of MPXV clades Ia and Ib, the disease appears to be clustered geographically and in specific demographic groups, with incidence disproportionately higher among young adults, reflecting dynamics of transmission sustained by sexual networks in key areas of the city.

    In Burundi, a steady decline in incidence of mpox cases has been observed since late 2024. Initially concentrated in and around Bujumbura and later spreading to the administrative capital Gitega, with at its peak cases reported in most districts, the upsurge appears to now be concentrated only in a few hotspots.

    In Uganda, although national trends indicate a decrease in mpox cases since mid-February 2025, including a clear downward trend in the capital Kampala, limitations in testing capacity warrant cautious interpretation. Clusters are concentrated in urban settings, with transmission primarily among young adults, consistent with sexual contact transmission dynamics.

    In Kenya, although the number of mpox cases remains low, recent data suggest an upward trend. Surveillance is likely underestimating the actual incidence of mpox cases. Transmission has been associated with mobile populations, including truck drivers and sex workers.

    Sierra Leone has recently faced a significant upsurge of MPXV clade IIb, with a peak reproduction number in the capital Freetown, exceeding that observed in the past in Kinshasa, DRC, or Kampala, Uganda. Over the past three weeks, the number of observed mpox cases has been declining, possibly due to a combination of, increased natural immunity in high-risk groups and public health interventions. Transmission remains concentrated in urban areas and among young adults, likely to be associated with sexual contact.

    Travel-associated cases are declining but remain a concern. Notably, recent diagnoses of MPXV clade Ib infection in Australia – linked to exposure in Thailand – highlight the risk of undetected transmission in countries or areas with underperforming surveillance. The majority of secondary transmission resulting from imported mpox cases occurs through close, intimate, or sexual contact.

    MPXV clade Ia continues to show higher mortality, especially in children the DRC with a case fatality rate of 2-3%, although data should be interpreted considering, inter alia, the limitation of syndromic surveillance. Across all clades, individuals with underlying immunosuppression, particularly those with HIV infection, remain at greatest risk of severe outcomes and death. The overall case fatality rate for MPXV clade Ib and clade IIb remains around 0.5%.

    The WHO Secretariat presented the assessed risk by MPXV clades and further expressed in terms of overall public health risk where any given clade/s is/are circulating, as: Clade Ib – high public health risk in the DRC and neighbouring countries; Clade Ia – moderate public health risk in the DRC; Clade II – moderate public health risk in Nigeria and countries of West and Central Africa where mpox is endemic; and clade IIb – moderate public health risk globally. It was noted that the above risk assessment corresponds to the one presented during the third meeting of the Committee on 25 February 2025.

    The WHO Secretariat subsequently underscored progress in mpox control efforts, attributing gains to partnerships among national governments, communities, and WHO. However, these are now at risk due to a worsening funding shortfall, not only for the response but for global health programs that support mpox prevention and control activities.

    An updated WHO Mpox Strategic Preparedness and Response Plan (SPRP, available here), covering the period May-August 2025 and integrating lessons from operational reviews conducted in early 2025, was issued in April 2025. While the strategy remains fit for purpose, the funding environment has deteriorated. Despite a $145 million funding requirement to support all partners involved in mpox response efforts, including $47 million for WHO, the Organization has received no new financial commitments since the issuance of the new SPRP, and resource constraints now threaten the sustainability of operations – personnel levels have dropped, and essential supplies, including vaccines, cannot be deployed efficiently.

    WHO has issued updated clinical care and infection prevention and control (IPC) guidance, emphasizing the importance of integrating mpox-related interventions into broader health programs and health services delivery. However, the effective implementation of the guidance remains limited by logistical and financial barriers, and its application at local level requires intensified support. Community-centered care strategies, such as home-based care with IPC integration and linkage to primary care, have been endorsed to alleviate pressure on health facilities.

    Seven countries have initiated mpox vaccination (Central African Republic, DRC, Liberia, Nigeria, Rwanda, Sierra Leone, and Uganda), with four additional countries (Angola, Cote d’Ivoire, Kenya, and South Africa) poised to begin. Vaccine supply exists with 2.9 million vaccine doses in countries, but resource limitations hamper distribution and administration, with only approximately 724,000 doses administered to date. Strengthened coordination is essential to ensure equitable and timely delivery to high-risk populations.

    While recent progress in controlling and responding to the spread of mpox are encouraging, sustainability hinges on urgent and sustained resource mobilization, greater integration within health systems, and continued prioritization of community engagement. Without this, current gains risk being reversed.

    Representatives of Burundi and the DRC updated the Committee on the mpox epidemiological situation in their countries and their current control and response efforts, needs and challenges, and plans in the medium term.

    In Burundi, since the mpox upsurge started in July 2024, cumulatively, approximately 4,000 confirmed cases of mpox, including one death, were observed. The number of cases has been subsiding and, as of 25 May 2025, mpox cases are occurring in 9 districts, including two hotspots. The response in Burundi is focusing on rapid response to alerts and contract tracing. Among the challenges in responding to mpox are insufficient resources to provide food for cases, lack of clean water in some of the hotspots, and the absence of a functional multisectoral One Health platform.

    In the DRC, the number of mpox cases is plateauing, with a significant decrease in positivity rate, further corroborating the declining trends. Outside areas considered to be endemic, adults account for the majority of cases, with sexual contact being the most frequent mode of transmission. Overall, as a result of contact tracing activities, 83,000 contacts were identified, with a median of 5 contacts per case. More than two million mpox vaccine doses were received, with approximately 600,000 people vaccinated to date. Efforts are ongoing to make triage more efficient and effective, and improve diagnostics for mpox, including transport of samples from the affected communities. National authorities have developed a plan to intensify the response to the mpox outbreak, focusing on surveillance, contact tracing, risk communication, and vaccination. However, the funding gap is again impacting response activities, particularly in remote areas.

    Members of, and Advisors to, the Committee then engaged in questions and answers with the presenters from States Parties and the WHO Secretariat, revolving around the issues and challenges enumerated below.

    Global epidemiology, clade distribution, and risk assessment – The global epidemiological risk has remained largely unchanged since the Committee last met on 25 February 2025. However, 17 countries in Africa are currently reporting mpox outbreaks (i.e. one case or more in the last six weeks). MPXV clade Ib continues to spread in high-risk groups and has been newly detected in countries including Ethiopia, Malawi, South Sudan, and Zambia. Sierra Leone is experiencing a distinct outbreak, likely due to MPXV clade IIb according to initial evidence. This outbreak poses a specific local and regional risk and is a reminder of the ongoing risk of mpox outbreaks in specific contexts. The Committee asked about progress made towards the elimination of mpox in the WHO European Region. In that respect, the WHO Secretariat indicated that MPXV clade IIb continues to circulate at low levels, predominantly among MSM. Despite the reduced number of cases, elimination has not been achieved, with persistent transmission linked to gaps in immunity, behavioral risk factors, and communication barriers. Given the patterns of international travel, the risk of reintroduction in the WHO European Region persists.

    Surveillance, laboratory testing, and confidence in data – On the specific question of confidence in trends in the DRC, while there remain many specific challenges to surveillance, stable or decreasing trends observed in syndromic surveillance, epidemiological case-based surveillance and laboratory-based surveillance, coupled with decreases in test positivity, bring some confidence in the robustness of the assessment. Caution is warranted particularly when interpreting current trends in some areas of the Eastern Provinces of the DRC where access remains constrained, although, overall, Eastern DRC had been seeing a sustained decline in reported cases before the more recent security constraints. Concerns were expressed about the possibility of undetected transmission of MPXV in West Africa, including in Ghana and Togo in relation to MPXV clade Ib, as well as in Sierra Leone, in relation to MPXV clade IIb, despite of the declining trajectory of the number of cases after it peaked in early 2025. Concerns were also expressed regarding the need for enhanced genomic sequencing capacity. Burundi was commended for its strong surveillance performance, including its high testing rate and contact follow-up capacity. National laboratory diagnostic approaches generally report adhering to WHO protocols. However, in Sierra Leone, due to the burden of response activities, only 2% of samples positive for MPXV infection (prior to early May 2025) underwent genomic sequencing.he WHO Secretariat continues to support countries experiencing upsurges of mpox cases by providing technical assistance, including facilitating shipment of specimens to national or international laboratories.

    Patterns of transmission – The Committee highlighted that, unlike in most other areas experiencing the MPXV clade Ib outbreaks, an increased number of paediatric mpox cases is observed in the Provinces of North and South Kivu, DRC. While detailed epidemiological data are limited, this age pattern could potentially be explained, inter alia, by the build-up of immunity among adults following sexual exposure, leading to infections due to non-sexual exposure withing households. There have been anecdotical reports of exposure in paediatric healthcare facilities. It was noted that outbreaks of mpox have not otherwise been reported in educational or other settings where children are congregating.

    Contact tracing – Approaches to contact tracing differ across countries. In some settings the absence of systematic tracing and access to diagnostics reduces the effectiveness of overall control actions. The need to optimize public health resource allocation was underscored. This would entail reassessing the feasibility of traditional contact tracing in certain settings, as well as the use of mpox vaccine among identified contacts to reduce secondary transmission.

    Vaccination – As of June 2025, approximately 2.9 million mpox vaccine doses have been distributed across the African continent, the majority to the DRC, which has received about 2.5 million doses. Of these, approximately 600,000 doses have been administered. The remaining 1.9 million doses comprise 1.5 million LC16m8 vaccine doses donated by Japan (not yet deployed as training of health workers is underway) and 367,000 MVA-BN doses. A further 349,000 doses secured by the United Nations Children’s Fund (UNICEF) remain undeployed due to funding shortages. An additional 219,000 MVA-BN doses have been pledged by the Government of the United States of America, pending approval for deployment. Strategies for the use of mpox vaccine have evolved in response to supply constraints and emerging epidemiological trends. In the DRC, since February 2025, approximately105,000 doses have been administered to children under 12 and approximately 56,000 doses to adolescents aged 12 to 18. Additional groups targeted by vaccination efforts in the DRC include healthcare workers, individuals at risk of severe disease – such as people living with HIV – and, in more recent phases, key populations in transmission hotspots, including sex workers, and MSM. In Sierra Leone, the vaccination strategy was initially focused on healthcare and frontline workers and people living with HIV. The focus of vaccination efforts then shifted to hotspots and contacts, sex workers, and MSM within those hotspots. Initially, most countries began with a two-dose regimen; however, the majority have now transitioned to a single-dose approach or are preparing to shift toward intradermal fractional dosing. These dose-sparing strategies were endorsed in the WHO position paper, if vaccine resources were limited, published on 23 August 2024, available here.[1] It was noted that intradermal fractional dosing, where each vial can yield four to five doses, is applicable only to the MVA-BN vaccine and has already been employed in some settings. Overall, the uptake of available vaccines has remained lower than anticipated due to logistical, operational, and financial barriers. Further efforts are needed to optimize the strategic use of available mpox vaccine and maximize its public health impact.

    Mpox and HIV infections and integration of health services – Coinfection with HIV presents significant challenges for health services in the management of mpox, especially in countries with high HIV prevalence. In Kinshasa, DRC, 9.3% of mpox cases are reported to be HIV-positive, though this figure likely underrepresents the true burden due to limited HIV testing and integration of health services. In Uganda, 55% of deaths associated with MPXV infection have occurred among people living with HIV. The importance of co-located testing services and data systems was underscored to capture the dual burden of HIV and mpox more effectively. Reference to WHO technical guidance was made in relation to the use of rapid tests for HIV diagnosis, immediate linkage to care for those who test positive, and protocols for clinical management of coinfected individuals. The needs for improving triage systems and refining clinical diagnostic criteria for mpox were highlighted, with emphasis on the misclassification of dermatological conditions, such as chickenpox. Overall, the integration of health care delivery remains uneven across countries.

    Funding – Funding gaps remain one of the most critical threats to the mpox response. It was noted that, since the launch of the updated SPRP in April 2025, WHO has not received any additional earmarked contributions, resulting in the scaling back of operations, including surveillance, laboratory support, community outreach, and vaccine-related logistics. Serious concerns were expressed regarding the sustainability of key control interventions, including HIV-related, the interruption of which could lead to the intensification of transmission and, hence, limit the ability of public health systems to adapt and respond to changing transmission patterns. However, it was emphasized that lessons should be learned from the experience of Burundi that, despite operating with limited resources, has made substantial progress in controlling the upsurge of mpox, thanks largely to non-pharmaceutical interventions – a combination of sensitive surveillance, effective contact tracing, strong laboratory testing capacity, and decentralized district-level interventions leveraging on community engagement.

    Anticipated scenarios for controlling and responding to mpox – The Committee expressed concerns about the current epidemiological trajectory suggesting that mpox may be moving toward endemicity in some countries, or areas thereof, in the African continent. Although some countries are seeing sustained declining trends, MPXV transmission persists. This is consistent with preliminary modelling work suggesting that the actual case counts may be higher than reported due to diagnostic and surveillance gaps. Such scenario raises concern in terms of future interspersed surges of cases in countries in the African continent, as well as exportation of cases within and beyond the continent. Therefore, the observed epidemiological evolution of mpox since the public health emergency of international concern (PHEIC) was determined in August 2024, requires the development of adequate definitions to describe the pattern of mpox transmission experienced by countries, or areas thereof, and, consequently, assist in setting the goals for control, and guide control and response interventions accordingly. 

    Deliberative session

    Following the session open to invited States Parties, the Committee reconvened in a closed session to examine the questions in relation to whether the event constitutes a PHEIC or not, and if so, to consider the temporary recommendations drafted by the WHO Secretariat in accordance with IHR provisions.

    The Chair reminded the Committee Members of their mandate and recalled that a PHEIC is defined in the IHR as an “extraordinary event, which constitutes a public health risk to other States through the international spread of disease, and potentially requires a coordinated international response”.

    The Committee was unanimous in expressing the views that the ongoing upsurge of mpox still meets the criteria of a PHEIC and that the Director-General be advised accordingly.

    The overarching considerations underpinning the advice of the Committee are determined by (a) challenges in accurately describing the multi-faceted epidemiological patterns and profiles associated with multiple circulating MPXV clades, observed and markedly differing from historical experience with the disease; (b) uncertainties related to funding availability in the immediate and medium term, both, domestically and internationally; and (c) the subsequent challenges in defining public health strategic approaches for controlling and responding to the spread of mpox.

    On that basis, the Committee considered that:

    The event is “extraordinary” because of (i) the emergence and spread of MPXV clade 1b has introduced new uncertainties regarding virus evolution, and the current and foreseeable dynamics of mpox spread; (ii) the establishment of sustained community transmission of MPXV clade I in additional countries in the African continent, without a full appreciation of the factors driving the rapid evolution of the surge of mpox cases; (iii) the disproportionate burden of mpox cases among children, especially in the Eastern Provinces of the DRC, with not yet fully explained dynamics of transmission; and (iv) the persistent challenges integrating health service delivery to mpox patients, due to the likelihood of comorbidities and heightened vulnerability.

    The event “constitutes a public health risk to other States through the international spread of disease” because of (i) sub-optimal surveillance systems in many countries and regions, likely leading to undetected transmission and subsequent spread of MPXV clade I into additional countries in the African continent. Such consideration applies to both countries in West Africa, where MPXV clade I had not previously been identified, but are experiencing significant population movement with central and east African countries where that virus is spreading, as well as to countries outside the African continent (e.g. exported case of MPXV clade Ib infection from Thailand to Australia); and (ii) the continuous exportation of MPXV clade I mpox cases from Africa to other continents, some of which resulting in secondary transmission.

    The event “requires a coordinated international response” because (i) there is a need for concerted efforts by the international community to supplement domestic funding for mpox control and response activities, as well as those of United Agencies, other international institutions and partnerships operational in the field and/or involved in vaccine procurement and related logistics; (ii) access to vaccine, even when available, remains challenging in terms of delivery capacity at the local level; (iii) in the context of limited funding, there is a need to facilitate the exchange of experience between countries, in particular those of countries like Burundi, that despite operating with limited resources, has made substantial progress in controlling the upsurge of mpox through the implementation of non-pharmaceutical interventions; and (iv) there is a need to monitor the spread and phylogenetic evolution of MPXV clades through genetic sequencing, not always available or optimally performing, in countries experiencing upsurges of mpox.

    The Committee subsequently considered the draft of the temporary recommendations proposed by the WHO Secretariat.

    Anticipating the possibility that the WHO Director-General may determine that the event continues to constitute a PHEIC, the Committee had received a proposed set of revised temporary recommendations ahead of the meeting. This reflected the proposal to extend most of the temporary recommendations issued on 27 February 2025. While acknowledging that the standing recommendations for mpox are approaching their expiration (20 August 2025) and could potentially benefit from extension or revision, the Committee reiterated the relevance of the proposed temporary recommendations. However, the Committee emphasized the needs (i) to prioritize temporary recommendations related to non-pharmaceutical interventions, taking into account implementation challenges and successful experiences on the ground; and (ii) to anchor vaccine deployment in evidence-based approaches.

    Conclusions

    Considering the complexity of the epidemiological evolution of the spread of mpox, of the distribution of the MPXV clades, the challenges in implementing efficient and effective control and response interventions, as well as issues raised by the Committee in occasion of their previous meetings, the Committee welcomed the proposal by the WHO Secretariat to hold an informal technical meeting aimed at assisting countries to prioritise response measures adapted to the varied epidemiological contexts, ahead of its next formal meeting should the WHO Director-General determine that the event continues to constitute a PHEIC.

    The Committee agreed to provide its feedback to the WHO Secretariat on the proposed set of temporary recommendations the day after the meeting (i.e. 6 June 2025), and to finalize the report of the meeting during the week of 9 June 2025.

    The Acting Director of the Department of Epidemic and Pandemic Threat Management at WHO headquarters, on behalf of the WHO Deputy Director-General, expressed her gratitude to the Committee’s Officers, its Members and Advisors and closed the meeting.

    WASHINGTON — Today, U.S. Senators Tim Scott (R-S.C.) and Reverend Raphael Warnock (D-Ga.) introduced the Hospital Inpatient Services Modernization Act, legislation that would extend the Acute Hospital at Home Waiver program and modernize how Americans receive hospital-level care. This bill would build on the successful Hospital at Home program, which currently allows thousands of Americans to safely receive hospital-level care in their homes through a Center for Medicare and Medicaid Services (CMS) waiver. 
    “The American healthcare system must evolve to meet the needs of the patients in the 21st century,” said Senator Scott. “Hospital-at-home care provides better outcomes for patients while reducing costs. This legislation ensures that successful programs like this can continue to serve families across South Carolina and the nation.”
    “This legislation is about protecting access to quality health care, lowering costs for patients, and improving the health and well-being of our family and neighbors,” said Senator Reverend Raphael Warnock. “I will always work to lower costs and increase health care access for Georgians, and I urge my colleagues to support this bipartisan effort.”
    This legislation addresses the unsustainable costs of the current healthcare system by leveraging technology and alternative care models.

    Background:
    Under the current program, CMS requires an in-person physician evaluation and screening protocols to assess medical and non-medical factors before at-home care can begin. Research has shown hospital-at-home programs decrease hospital-acquired infections, falls, delirium, and immobility while providing cost savings. 
    The waiver programs launched in November of 2020 to help decompress hospitals during the COVID-19 pandemic. Senator Scott and former Senator Carper worked to extend the Hospital at Home Program during the 117th and 118th Congress. During the 117th Congress, they introduced and passed the Hospital Inpatient Services Modernization Act, legislation that extended the Hospital at Home waiver program two years beyond the duration of the COVID-19 Public Health Emergency. The March Continuing Resolution extended Hospital-at-Home until the end of this fiscal year. Now, more than 37 states have Hospital-at-Home programs, including South Carolina. The program is set to expire on September 30th, 2025.
    While the federal healthcare system is transitioning from payment models that solely fund care in traditional facilities, several states have passed legislation allowing varying levels of hospital-at-home flexibility.

  • MIL-OSI USA: IAM Union Blasts GOP for Excluding Airline, Railroad Workers from Overtime Tax Deduction

    The IAM Union is calling out Republican leadership in the U.S. Senate for abandoning the working men and women who keep our transportation system moving. In the recently passed reconciliation bill, a key overtime tax deduction provision left out millions of transportation workers — including railroaders, aviation professionals, seafarers, truckers, and other critical workers.

    The IAM Union, as well as the Transportation Communications Union (TCU/IAM), urged every senator to support U.S. Sen. Maria Cantwell’s (D-Wash.) Amendment #2613, which would have corrected this injustice by extending the overtime tax deduction to aviation and railroad workers. Republican leaders blocked the amendment from moving forward, ignoring the needs of working families in one of the most demanding sectors of our economy.

    “Airline and railroad workers often log irregular schedules, overnight shifts, and weeks away from home,” said IAM Union International President Brian Bryant. “Their dedication has kept our economy afloat in the face of supply chain disruptions and global pandemics. To single them out for exclusion is not just unfair — it’s disgraceful.”

    The overtime tax deduction included in the law provides for a temporary deduction (2025–2028) of up to $12,500 ($25,000 for joint filers) on qualified overtime compensation. The deduction phases out when a taxpayer’s Modified Adjusted Gross Income exceeds $150,000 ($300,000 for joint returns).

    The provision was included in a larger piece of legislation that includes tax breaks for billionaires, the slashing of health insurance for millions, and massive cuts to infrastructure funding that will lead to significant job loss.

  • MIL-OSI Analysis: Trump’s budget cuts are adding to risk in life-threatening floods and emergencies

    Acclaimed author Michael Lewis wrote a book about the first Trump administration entitled The Fifth Risk, outlining the consequences when people who don’t understand how the government of a vast, complex and multifaceted nation works are put in charge of said government.

    The bestseller was more gripping and fascinating than any work of fiction. It outlined the realities that followed Donald Trump’s 2016 campaign promises to shrink the federal bureaucracy. In it, Lewis quotes lawyer Max Stier, who he describes as the American with the greatest understanding of how his nation’s government worked. Stier offers the truism that “the basic role of governments is to keep us safe.”

    You might deduce that this means those in charge during, and ahead of, emergencies should know what to do and how to do it. And, they have to want to do it. In the case of Trump term one, there was often evidence that some or all of these three elements were lacking. Evidently, planning for distant risk was not something that Trump and his team were interested in prioritising.

    Fast forward to July 2025, and US headlines are filled with images of devastating flash floods in which more than 100 Texans, many of them children, lost their lives. In Kerr County, outside of San Antonio, water levels of the Guadalupe River rose to what was considered a once in a “100-year catastrophe”. Nobody saw it coming, or at least not to the extent that it did. Despite official warnings, the result was one of the worst natural disasters ever faced by the state.

    Days earlier, Trump’s “big beautiful bill” was passed in the Senate with a tight 51:50 majority. Republican Texas senator Ted Cruz was among the supporters of a bill which will cut funding for the National Weather Service (NWS) by 6.7% in 2026. These come on the back of earlier resource reductions to the NWS and the National Oceanic and Atmospheric Association (NOAA).

    Within days of the Texas floods, Democrats were calling for an investigation into whether previous budget cuts might have affected capacity for flood preparedness in Kerr County.

    For the bereaved, talk of culpability will hardly bring solace. And any immediate political blame game presents as unseemly in the middle of so much personal tragedy. But a New York Times article reported that “some experts say that staff shortages might have complicated forecasters’ ability to coordinate response”. Such speculative language does not offer clarity or reassurance, and even the often brash president has thus far refrained from finger pointing.

    Nonetheless, uncomfortable conversations are necessary, as it is clear that slashing federal funding does not serve the nation well. Trump already had budget cutting form, as his first-term efforts to slash NOAA and related programme funding demonstrated.

    In 2017, the Environmental Protection Agency (EPA) was also targeted for staff and funding reductions. This came along with the appointment of EPA chiefs who appeared uninterested in prioritising the climate crisis. More recently, the controversial spending cuts agency the Department of Government Efficiency (Doge), headed by Elon Musk, included NOAA in its sights.

    Yale University’s Center for Environmental Communication said that while there was no clear evidence that budget cuts had affected weather forecasting in the Texas case, Trump’s planned additional cuts would affect some of NOAA’s key flash flood forecast tools. This includes the Flash project, which improves accuracy, timing and specificity of warnings, such as those that occurred in Texas on July 4. It also said that the weather service had lost many of its most senior staff, which would increase the risks associated with weather-related tragedies.

    Cuts and the climate

    Across the board, Doge has targeted other agencies that the public rely on in a crisis, including the Federal Emergency Management Agency (Fema), where plans to reduce staffing by about 20% are currently coming into effect. With responsibility for managing natural and climate-fuelled disasters from hurricanes to floods, the agency has become busier in recent years as disasters have evolved from seasonal to perennial.

    Rob Moore, the director of flooding solutions at the Natural Resources Defense Council, an influential environmental body, argued that “America’s disaster safety net is unraveling.”

    There are likely to be more floods, and other nature-based catastrophes with multiple probable causes and features. While outright prevention may not always be possible, governmental risk and disaster management can help to preclude the devastation seen on July 4 in Texas.

    The problem with responding to long-term risk with short-term or inadequate solutions is that one day, an existential threat could arrive for which the US will not be ready. The danger may not even be as overwhelming as a global pandemic or nuclear threat. It could be as mundane as a local river overflowing. For those who lost their loved ones in Texas, there is nothing distant about their anguish.

    A country with the world’s largest economy does not have to cut federal bureaucracy corners. Wasting tax dollars is never a vote winner, but funding vital emergency services like Fema and the National Weather Service is a fundamental feature of an advanced democracy. As is investing in the technology and personnel to do all possible to predict flash floods. Trump would do well to remember this as he meets the bereaved in Kerr County.

    Cambodia’s Ministry of Health recently confirmed the country’s twelfth human case of H5N1 avian influenza so far this year. The patient, a five-year-old boy from Kampot province, is currently in intensive care with severe respiratory symptoms.

    The announcement, on July 3, came just days after a 19-month-old child in neighbouring Takeo province died from the same virus.

    To date, there is no evidence of human-to-human transmission. But the steady increase in cases has renewed attention to the risks posed by H5N1. This highly pathogenic bird flu virus spreads rapidly among poultry and occasionally jumps to humans – often with deadly consequences.

    Since 2003, there have been at least 954 reported human infections globally, nearly half of them fatal, according to the World Health Organization (WHO). Experts have long considered H5N1 a serious pandemic threat due to its high mortality rate and potential to evolve.

    The recent Cambodian cases are linked to the 2.3.2.1e lineage of H5N1 (previously known as 2.3.2.1c), a strain that has circulated for decades in poultry across Cambodia, Laos and Vietnam. From 2005 to 2014, Cambodia saw sporadic but severe human infections – then almost a decade passed without new cases.

    That changed in 2023 when six human cases were reported. The numbers have since climbed: ten in 2024, and now 12 in the first half of 2025. Of these recent infections, at least 12 – about 43% – have been fatal. A troubling pattern is also emerging: seven of this year’s cases occurred in June alone, according to the WHO’s latest Disease Outbreak News update.

    Animal pandemic

    Globally, however, a different H5N1 lineage – 2.3.4.4b – has dominated in recent years. This strain sparked a devastating wave of avian outbreaks starting in 2021, sweeping across continents and decimating wild bird and poultry populations. It also spread to mammals, leading scientists to label it an “animal pandemic”.

    Although it no longer causes mass die-offs, 2.3.4.4b remains widespread and dangerous, particularly because of its capacity to infect mammals. It has been linked to about 70 human cases in the US alone, with only one death recorded so far, and is under investigation for suspected mammal-to-mammal transmission in species, including US dairy cattle and seals.

    Influenza viruses are notoriously prone to genetic reassortment – a process by which two or more strains infect the same host and exchange genetic material. These events can sometimes generate new, more transmissible or deadly variants. In April 2024, the UN Food and Agriculture Organization reported the emergence of a reassortant virus in Vietnam. This new strain combines surface proteins from the long-standing 2.3.2.1e virus with internal genes from the globally dominant 2.3.4.4b.

    Evidence suggests that this reassortant virus may be driving the rise in Cambodian human infections.

    A 2024 study, which has not yet undergone peer review, found that the new virus carries genetic markers that could enhance its ability to infect humans – although it is not yet considered human-adapted. According to the study’s authors, this reassortant form has become the predominant strain found in poultry across the region in recent years.

    So far, all confirmed human cases in Cambodia have been linked to direct contact with infected or dead poultry – often in small, rural backyards. This suggests that the country’s “one health” strategy, which aims to integrate human, animal and environmental health responses, is functioning as intended. Although some gaps clearly remain.

    Food safety and food security remain serious concerns across much of Cambodia and south-east Asia. Limited veterinary oversight, informal poultry markets, lack of compensation for poultry losses due to disease, and poor biosecurity may offer the virus opportunities to persist and evolve – and potentially reach more people.

    Since the COVID pandemic, advances in disease surveillance and reporting have made it easier to detect and confirm human infections, Dr Vijaykrishna Dhanasekaran, head of the Pathogen Evolution Lab at Hong Kong University, told me over email. However, he notes that surveillance remains heavily concentrated in urban areas and the commercial poultry sector, while rural settings and interactions with wild birds are poorly monitored.

    Expanding surveillance to these overlooked areas will be vital, he says, if the world hopes to better understand – and prepare for – the next potential influenza pandemic.

    Union Commerce and Industry Minister Piyush Goyal on Thursday underlined the government’s continued focus on empowering India’s farming community, citing multiple initiatives aimed at ensuring agricultural sustainability, better incomes, and global competitiveness.

    Speaking at the 16th Agriculture Leadership Conclave in New Delhi, Goyal said over 25 crore Soil Health Cards have been distributed to farmers across the country, promoting balanced fertiliser use and improved productivity. The Kisan Credit Card scheme, he added, has enhanced access to institutional credit for millions of farmers.

    Reiterating the Centre’s commitment to farmers, the minister said agriculture has remained central to the government’s development agenda under Prime Minister Narendra Modi. Direct income support under the PM-KISAN Samman Nidhi scheme, he noted, has benefited a large number of rural families.

    To strengthen agri-marketing, Goyal said 1,400 mandis have been integrated with the e-NAM platform, offering farmers real-time price information and wider market access.

    Goyal also highlighted efforts to keep fertilisers affordable, pointing to the continuation of subsidies and uninterrupted supply during the COVID-19 pandemic. Lauding farmers for maintaining stable agri-exports despite global headwinds, he said exports from agriculture, animal husbandry, and fisheries stood at ₹4 lakh crore in 2023–24.

    Basmati rice, spices, fresh produce, fisheries, and poultry continued to drive agri-export growth, supported by trade deals with Australia, the UAE, EFTA countries, and the UK, he added.

    Looking ahead, Goyal identified key growth areas including seed production, organic farming, and drip irrigation. He said digital technologies like AI, geospatial mapping, and weather forecasting tools are being integrated to modernise agriculture and empower Farmer Producer Organisations (FPOs).

    The minister also stressed the need for value addition through food processing, branding, and improved packaging. He said the government is focusing on warehousing and storage infrastructure with dedicated funds for agriculture, fisheries, and animal husbandry.

    “Under the vision of Viksit Bharat, agriculture will remain a core pillar of India’s growth story,” he stressed.

    Tourism is one of the European Union’s key economic sectors, making significant contributions to GDP and employment in many Member States.

    The increasing flow of tourists in Europe poses considerable challenges in terms of safety, health protection, environmental sustainability and the quality of services provided.

    Recent health crises (such as the COVID-19 pandemic) and terrorist threats due to the geopolitical situation have highlighted the need to strengthen measures to protect travellers and prevent tourism-related risks.

    Travellers often face different risks depending on their destination: the lack of effective EU coordination can limit the ability to provide a rapid and integrated response.

    In the light of the above:

    • 1.What steps will the Commission take to improve the protection and safety of travellers within the European Union, including through tools for risk prevention, information and assistance in the event of emergencies?

    Nzimande places science and innovation at core of long-term sustainability

    The Minister of Science, Technology, and Innovation, Professor Blade Nzimande, says South Africa must prioritise science, technology and innovation (STI) to achieve long-term sustainability.

    “We deliver this Budget Vote against the background of a complex set of national and global challenges, some of which include economic stagnation, rising social inequality, a breakdown of social cohesion, the negative impact of climate change, technological disruption and new tensions arising from changes in the international economic and political system,” said the Minister while tabling the department’s Budget Vote on Wednesday in Parliament.

    He committed to taking STI to the villages, townships, and all the corners of South Africa. 

    “We hold the view that our country must place science, technology, and innovation at the centre of government, education, industry, and society if we are to secure our sovereignty and future sustainability.” 

    Nzimande highlighted his department’s dedication to speeding up the transformation and growth of human resources and the research workforce in STI.

    The Minister stated that this commitment includes advancing the Presidential PhD Programme, which was launched in 2023.

    “We will scale up the implementation of the Innovation Fund programme. During this financial year, our target is to support between 10 and 15 venture capital funds through strategic partnerships with, among others, our entity, the Technology Innovation Agency (TIA).”

    He stressed that the development of critical scientific skills remains central to the department’s mandate.

    According to the department, 288 Research Chairs to 22 universities and national research facilities in various research disciplines have been awarded.

    “I am, however, deeply concerned that black researchers and historically disadvantaged institutions (HDIs) have not benefited from this initiative in the manner that we had anticipated,” the Minister said.

    To tackle this issue, his department is collaborating with the National Research Foundation (NRF) to establish Research Chairs aimed at addressing these and other deficits in transformation.

    “Further to this, our National System of Innovation (NSI) is still characterised by several other transformation deficits, including the low participation of women at the highest levels.”

    The department is also strengthening the coordination and direction of the NSI through the Inter-Ministerial Committee on STI, Presidential Plenary for STI, and policy coordination instruments.

    In March this year, South Africa hosted its first NSI Transformation Summit. 

    The Minister announced that under the leadership of the department’s Director-General, the resolutions of this summit are being incorporated into their strategic plan. 

    In addition, he has vowed continued support for Palestinian institutions and researchers, adding that this project is making steady progress.

    As part of South Africa’s G20 Presidency, the department is committed to advancing STI priorities for both the nation and the African continent.

    The department is also working tirelessly to increase the Gross Expenditure on Research and Development to 1.5%. 

    This includes establishing a strategic agreement among organised business, government, and labour to determine future funding.

    In addition, the department is focused on maintaining and upgrading crucial science infrastructure and projects, including the Square Kilometre Array (SKA), Nuclear Medicine Research Infrastructure (NuMeRi), and the development of reliable pandemic preparedness capacity.

    Another priority is to build strategic innovation partnerships, which involves aligning the key focus areas of the STI Decadal Plan with the relevant line function departments and mobilising additional funding and resources. 
    He said significant programmes in areas such as artificial intelligence, energy security, space exploration, vaccine manufacturing, and indigenous knowledge systems (IKS) will be scaled up.

    Nzimande stressed that efforts are underway to raise public awareness about the important contributions of the NSI to human development, supported by a vigorous public engagement and communication campaign. – SAnews.gov.za

    • The IMF Executive Board completed the sixth review under the Extended Credit Facility (ECF) arrangement and approved a fifteen-month extension and an augmentation equivalent to thirty percent of quota under the ECF arrangement. The Executive Board also approved a fifteen-month extension of the Resilience and Sustainability Facility (RSF) arrangement and the rephasing of availability dates under the RSF arrangement.
    • The ECF arrangement aims to strengthen public finances, ensure debt sustainability, minimize fiscal risks from public enterprises, modernize monetary policy, and raise potential growth. The RSF arrangement aims to support the government’s climate reforms and catalyze private climate finance.
    • All end-December 2024 quantitative performance criteria (PCs), continuous PCs, and structural benchmarks (SBs) under the ECF arrangement were met. The indicative target (IT) on social spending at end-December 2024 was not met, albeit by a small margin. Implementation of reform measures (RMs) under the RSF arrangement has been slower than expected, reflecting the complexity and interconnectedness of the reforms and capacity constraints.

    The Executive Board of the IMF completed the sixth review under the ECF arrangement, which was approved on June 15, 2022, and approved a fifteen-month extension and augmentation under the arrangement. The augmentation of 30 percent of quota (SDR 7.11 million) brings access under the ECF arrangement to SDR 52.14 million. The completion of the sixth ECF review allows the disbursement of SDR 4.51 million (approximately US$6.18 million). The Executive Board also approved the authorities’ request for a fifteen-month extension under the RSF arrangement, rephasing of the availability dates for delayed reform measures (RMs), and the modification of one RM.

    Cabo Verde’s economy continues to perform well, underpinned by tourism, robust export performance, and private consumption growth. Economic growth in 2024 was strong at 7.3 percent, with 5.2 percent growth expected in 2025. Inflation is projected to stay near 2 percent, and the current account is expected to  return to a small deficit in 2025. Continued data-driven adjustments in monetary policy may be needed to protect the exchange rate peg and appropriate reserves buffers. The financial system is liquid, profitable, and well capitalized. The 2024 fiscal balance exceeded program targets, driven by lower primary expenditures and strong tax revenue growth. The public debt-to-GDP ratio continues to decline.

    Performance under the ECF arrangement continues to be strong. All end-December 2024 quantitative performance criteria (PCs), continuous PCs, and structural benchmarks (SB) for end-December 2024 were met. Implementation of RMs under the RSF has been weaker than expected despite efforts and ongoing CD support.

    Cabo Verde’s medium-term economic outlook remains favorable. Growth is expected to gradually converge to 4.8 percent by 2028, with inflation remaining around 2 percent, broadly in line with euro area inflation. The current account is expected to remain in deficit in the medium term as temporary factors dissipate due to increased capital expenditure on climate and infrastructure, while tourism-related growth moderates. The 2025 budget is aligned with the program and a continued decline in the public debt-to-GDP ratio to 104.9 percent by end-2025, below pre-pandemic levels.

    The macroeconomic outlook remains favorable but is subject to downside risks. Risks stem from global uncertainty, uncertainties in global trade frameworks, and external financing challenges, while rising spending on climate and infrastructure, as well as slower tourism growth, could contribute further to imbalances. Delays in SOE reforms may impact fiscal stability. The high level of debt is a source of vulnerability, and concessional financing to limit debt servicing costs remains important. On the upside, continued strength in tourist arrivals could lift growth.

    Following the Executive Board discussion on Cabo Verde, Acting Chair and Deputy Managing Director Bo Li issued the following statement:

    Economic activity in Cabo Verde in 2024 was strong, growth in 2025 is projected to remain above potential, and the near-term outlook is favorable despite downside risks. Inflation has been low and is expected to remain at moderate levels in the medium term. Risks to the outlook include lower external demand in major tourism source countries; uncertainties related to global trade frameworks; and climate-related shocks.

    “Program performance under the ECF was strong. All performance criteria were met. All program-supported structural reforms were also implemented. Progress under the RSF arrangement has been weaker than expected, reflecting the complexity and interconnectedness of the reforms and domestic capacity constraints.

    “The fiscal position in 2024 exceeded program targets, and the debt-to-GDP ratio has continued to decline. The execution of public capital spending improved relative to 2023. Over the medium-term, domestic revenue mobilization and steadfast progress on fiscal structural reforms will continue while protecting social spending and prioritizing high-quality public investments. Steady progress on state-owned enterprise (SOE) reforms remains critical for limiting fiscal risks and improving services.

    “The monetary policy framework is focused on safeguarding the peg. The BCV has continued to normalize monetary policy: interest differentials with the ECB have turned positive which will help protect external buffers. The financial sector remains stable, well-capitalized, profitable and liquid, although non-performing loans require continued monitoring.

    “The authorities should continue implementing their ambitious structural reform agenda. This includes the implementation of the reform measures under the RSF arrangement to help catalyze broader financial and technical support for building climate resilience. To improve reform implementation capacity under the RSF, more resources need to be invested in planning and management. Other important actions include accelerating reforms to improve the business environment.”

    The following is according to court documents and statements made in court: Ryan Glidewell conspired with others to file false tax returns seeking refunds based on the Employee Retention Credit and paid Sick and Family Leave Credit, both of which were created by Congress to aid struggling businesses during the COVID-19 global pandemic.  Glidewell and co-conspirators created phony businesses, which lacked any employees or operations, for the sole purpose of falsely claiming the credits.  Glidewell filed numerous false tax returns for those businesses and directed the tax refunds to be mailed to addresses he and co-conspirators controlled.

    In total, the false returns claimed over $3.4 million in tax refunds, of which the IRS paid $1.8 million.

    Glidewell is set to be sentenced on Nov. 12, 2025.  He faces a maximum penalty of 20 years in prison for conspiring to commit mail and wire fraud, a maximum penalty of 10 years in prison for money laundering, and a maximum penalty of three years in prison for aiding and assisting in the filing of a false tax return.  A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Acting Deputy Assistant Attorney General Karen E. Kelly of the Justice Department’s Tax Division and U.S. Attorney Francis M. Hamilton III for the Eastern District of Tennessee made the announcement.

    Overseas visitor arrivals were 190,600 in May 2025, an increase of 10,900 from May 2024. The biggest changes were in arrivals from:

    • Australia (up 4,200)
    • China (up 2,300)
    • United States (up 1,300).

    The total number of overseas visitor arrivals in May 2025 was 87 percent of the 219,300 in May 2019 (before the COVID-19 pandemic).

  • MIL-OSI Submissions: From robotic trucks to smart bins: how technology is helping cities sort their waste problem

    Since early January 2025, residents of Birmingham in the UK have been caught in the dispute between the city council and the Unite union over pay, terms and conditions for waste and recycling collectors. The latest attempt at talks broke down in acrimony.

    At one point during the crisis, there were 17 tonnes of uncollected rubbish in Birmingham. Businesses and residents face public health and safety risks including pest infestations and the spread of disease and fire hazards.

    These have tainted the reputation of the city and hurt its chances of hosting events and attracting visitors. The news of cat-sized rats in Birmingham has made headlines from the US to Australia.

    Workers’ pay is being negotiated between the union and the council in Birmingham. However, this is a fairly dangerous job and, with an ageing population, it may become more difficult to hire new workers. We argue that a more fair approach would be to use technology to help transition workers (including through training) towards better paid and safer positions.

    This would be an opportunity to build more sustainable waste management in the UK’s second largest city and beyond. Advances in robotics and AI are making automated refuse collection a reality, for example. Some cities in the US, Canada and parts of Europe already use robotics-enabled equipment in their refuse collection systems.

    A shortage of skilled personnel threatens the transition towards a greener economy. People have to be at the centre of the solution. In this case, skilled workers are needed to keep different types of waste separate and so improve recycling rates.

    The recovery value can be high for certain products such as electronics, automotive parts, as well as materials like plastic and metal. This is still difficult for machines to do.

    Smart bins and automated trucks

    Birmingham city council has already proposed improvements to waste collection. Based on publicly available information, it aims at increasing the number of rubbish trucks, reducing the number of collection days and retraining refuse collectors. But it has yet to take full advantage of existing advanced technologies.

    The plan, for instance, proposes improving communication with residents about collection day via text messages. While welcome, this is rather basic. It was only during the pandemic that all recycling centres started using online booking systems. Prior to that, endless queues were common – wasting time and increasing emissions with traffic jams.

    We argue that a whole-systems approach is needed to make the most of the opportunities new technology affords. Automated side loader trucks and smart bins are already used in various cities – the latter use sensors to monitor waste volumes and predict when collection is needed. The council could analyse the strengths and weaknesses of each technology in different areas of the city.

    Side loader trucks, which can lift up large bins and empty them, automate a dangerous process and are already considered a mature technology, used in cities across the US, Canada and Sweden. These trucks are difficult to drive in narrow streets. But, where appropriate, their benefits include increased productivity, reduced collection costs and greater worker safety.

    Sensors embedded in the vehicle, including from cameras, can provide data on the distribution of waste in different areas. This helps to produce a waste map. AI algorithms can analyse the data and provide customised collection schedules that optimise the use of trucks in the collection fleet. The algorithms can learn and be continuously revised to improve the service.

    In busy areas of the city, information from smart bins can prevent rubbish accumulating. Advanced machine learning techniques can then be employed to further optimise the collection schedule by detecting, for instance, anomalies such as a sudden increase in some types of waste. Such systems can provide more adaptable solutions and increase the productivity of officers.

    Recent improvements in imaging techniques and chemical analysis can help to identify different waste materials and allow automatic sorting, and the identification of hazardous waste.

    Other technological solutions, such as the use of smart underground large storage containers as communal bins allow for less frequent collections, but they may require significant changes to both infrastructure and trucks. These already exist in parts of Spain.

    Pneumatic waste collection systems have been tested in Wembley, a suburb in northwest London. In this system, waste is sucked through underground pipes by a fan system at speeds approaching 50mph to a central point, where it is stored in airtight containers until further treatment takes place. More than 30 countries adopt this system.

    Educating the public is vital too. Reducing waste in the first place is a good way to save money and would reduce pressure on waste collection systems.

    As far as Birmingham goes, overlooking advanced technologies won’t make the council’s task of satisfying residents and waste collection teams any easier. We think a lot of people would be happier to see more robotics trucks and smart bins than more rats in the streets.

    This week, the RCMP arrested four men in Québec, alleging they were attempting to create an anti-government militia.

    The RCMP used the umbrella term “Ideologically Motivated Violent Extremism” to categorize the suspects. Essentially, this means the RCMP alleges they share violent right-wing ideologies. Their arrests raise questions about whether Canada’s problem with right-wing extremism is getting worse.

    The group is accused of storing explosive devices, dozens of firearms and thousands of rounds of ammunition. The RCMP seized all of it, and the four suspects are due to appear in Québec City court next week. Three are charged with facilitating a terrorist activity, along with weapon-possession offences.

    The suspects include active members of the Canadian Armed Forces, according to the RCMP. Given the allegations that they were planning terrorist attacks for an extremist militia, the inclusion of army personnel might not be surprising.

    But it could represent a stark manifestation of a deeply troubling and accelerating trend: the rise of violent right-wing extremism and anti-government or anti-authority radicalization within western democracies. This is a shift dramatically exacerbated by the COVID-19 pandemic as many seized the opportunity to spread anti-government ideas based on restricted freedoms.

    Canada not immune to violent movements

    Canada often thinks it’s safe from violent movements, but it’s becoming more vulnerable. This is especially evident in places like Québec, where there has been ideological conflict in the past, including the massacre at a Québec mosque in January 2017.

    However, the threat is also clear on a national level.

    According to a Canadian intelligence report, far-right extremist groups actively recruit past and present members of the military and police.

    There’s also a long-running pattern of militia activity in North America. Activities in the United States show how dangerous it is when violent ideologies spread.

    This includes the nihilistic doctrine of accelerationism, which is a white-supremacist belief that the current state of society cannot be fixed and that the only way to repair it is to destroy and collapse the “system”.

    There are versions of accelerationism on both the right and left.

    The rise in right-wing extremism globally

    The charges in Québec shine a spotlight on the global trend of rising right-wing extremism that has been worsening since 2016.

    In the past decade, white supremacist, anti-government and militia groups have gained traction. That’s due in part to online echo chambers, growing political and social divisions and the rise and rapid spread of conspiracy theories.

    The U.S. is the best and most immediate example. Groups like the Oath Keepers and Proud Boys are well-known, playing a significant role in the Jan. 6 insurrection at the U.S. Capitol. These groups are keen to recruit current and former military and law enforcement officers because they know how to handle weapons and use explosives.

    In 2023, the FBI repeatedly said domestic violent extremism continues to pose a threat, especially racially or ethnically motivated extremists and anti-government groups.

    Accelerationism is behind a lot of this violence. It underpins efforts to speed up the disintegration of society through targeted violence and technology, with the goal of starting a racial war or civil war to bring down liberal democratic institutions.

    The Base is an example of this trend. It’s a multinational, trans-border white supremacist network that supports violence to create chaos.

    But this is not just a North American problem. Before Russia’s full-scale invasion of Ukraine, far-right members of the Ukrainian Azov Regiment reportedly drew western extremists to their cause, many of whom were looking for paramilitary training, possibly to use against their own governments.

    Canada: The Base, the ‘freedom convoy’

    This global tide doesn’t leave Canada out. The arrests in Québec are the most recent and concerning example.

    Patrik Mathews, a former Canadian Army reservist from Winnipeg, was involved in a well-known Canadian case that involved recruiting for The Base, as well as a plot to harm a journalist, Canadian investigative journalist Ryan Thorpe. His reports in the Winnipeg Free Press exposed Mathew’s membership in the The Base.

    Mathew fled to the U.S. in 2019. The FBI subsequently arrested him and charged him with gun-related crimes and taking part in a riot at a Virginia protest. Mathew is now serving a long prison sentence for his part in what the FBI called a “neo-Nazi plot to instigate a race war in the United States.”

    These examples clearly show how extremists work within national military systems to learn tactical capabilities.

    The so-called “freedom convoy” occupation of Ottawa in 2022 also showed troubling connections between radicalism and some parts of the Canadian Armed Forces.

    Investigations found numerous active and former Army members were either actively involved with the convoy or donated a lot of money. Some were found to have posted extreme anti-government views online. Some Army members are also vulnerable to the right-wing ideologies of a “white-ethnostate” fuelled by political rhetoric and hate.

    All of this paints a bleak picture: extremist ideas are slowly taking hold in Canada as adherents aim to leverage military training to spread cynicism in democratic institutions. Previous studies back this up.

    Countering the threat

    To deal with this complicated and changing threat, we need a whole society, integrated approach that includes reliable top-down enforcement and monitoring and proactive, bottom-up societal resilience.

    To quickly disrupt and deter extremist groups, top-down actions are very important. To properly monitor, penetrate and break up violent extremist networks, law enforcement and security services like CSIS and the RCMP need more resources, updated laws and better co-ordination.

    It’s also important for the Canadian Armed Forces and other security-sensitive organizations to have better screening processes to find and purge those with extremist ideas.

    But law enforcement isn’t enough. For one, it could be seen as biased, which could lead to more radicalization. Bottom-up methods are just as important for long-term prevention.

    We need programs that provide teachers, social workers, community leaders and families with the tools they need to spot early signs of radicalization and do something about it in a positive way.

    It’s important to teach people how to think critically, read the news to fight false information and learn about civic duties that stress democratic principles and diversity. This is especially critical to fight against rising hate-motivated crimes.

    I am involved in a one such project. It’s called Extremism and Radicalization to Violence Prevention in Manitoba (ERIM). We strive to build resilient communities by creating awareness and early detection of radicalism.

    Dialogue and education are paramount.

    Canada can’t afford to wait for a disaster to happen before acting. It can’t let its soldiers — those tasked with protecting Canadians and Canada’s security — get caught up in right-wing extremism. They are a source of national pride and should remain so.

Some Army members are also vulnerable to the right-wing ideologies of a “white-ethnostate” fuelled by political rhetoric and hate.

    All of this paints a bleak picture: extremist ideas are slowly taking hold in Canada as adherents aim to leverage military training to spread cynicism in democratic institutions. Previous studies back this up.

    Countering the threat

    To deal with this complicated and changing threat, we need a whole society, integrated approach that includes reliable top-down enforcement and monitoring and proactive, bottom-up societal resilience.

    To quickly disrupt and deter extremist groups, top-down actions are very important. To properly monitor, penetrate and break up violent extremist networks, law enforcement and security services like CSIS and the RCMP need more resources, updated laws and better co-ordination.

    It’s also important for the Canadian Armed Forces and other security-sensitive organizations to have better screening processes to find and purge those with extremist ideas.

    But law enforcement isn’t enough. For one, it could be seen as biased, which could lead to more radicalization. Bottom-up methods are just as important for long-term prevention.

    We need programs that provide teachers, social workers, community leaders and families with the tools they need to spot early signs of radicalization and do something about it in a positive way.

    Dialogue, education

    It’s important to teach people how to think critically, read the news to fight false information and learn about civic duties that stress democratic principles and diversity. This is especially critical to fight against rising hate-motivated crimes.

    I am involved in a one such project. It’s called Extremism and Radicalization to Violence Prevention in Manitoba (ERIM). We strive to build resilient communities by creating awareness and early detection of radicalism.

    Dialogue and education are paramount.

    Canada can’t afford to wait for a disaster to happen before acting. It can’t let its soldiers — those tasked with protecting Canadians and Canada’s security — get caught up in right-wing extremism. They are a source of national pride and should remain so.

    On 29 November 2023, the European Commission adopted a proposal for a directive amending Directive (EU) 2015/2302 on package travel and linked travel arrangements, to improve protection for travellers and simplify and clarify certain aspects of the current directive. The Commission announced in a 2020 communication on a new consumer agenda that it would look into revising the directive following the turmoil caused by the mass cancellations during the COVID-19 pandemic. The proposal is the result of two years of stakeholder consultations and a reassessment of the current rules. The main changes focus on securing travellers’ rights and improving insolvency protection. Other key changes include extending the directive’s scope to lay down rules on contracts between package organisers and service providers. In the European Parliament, the file was referred to the Committee on the Internal Market and Consumer Protection (IMCO). The Council adopted its negotiating mandate on 18 December 2024. IMCO adopted its report on 26 June 2025. Following a vote on the negotiating mandate in plenary, trilogue negotiations can begin. Third edition.     IADC President Jason McFarland addresses the current climate of uncertainty facing the drilling industry with a message of resilience and unity in his latest editorial From the July/August issue of Drilling Contractor. While acknowledging the uncomfortable reality of uncertain times, McFarland reminds Members that this industry has an extraordinary track record of not just surviving challenges, but emerging stronger from them.

    Drawing from the industry’s rich history of weathering major downturns, tragedies, and even a global pandemic, McFarland argues that drilling professionals are uniquely positioned to face today’s uncertainties. The cyclical nature of both the industry and life itself means that current challenges are simply the newest chapter in a long survival story spanning over a century.

    McFarland emphasizes that drilling remains essential for the foreseeable future, with the industry’s people and assets well-suited to play an active role in the energy expansion. He points to collaboration and adaptability as the twin pillars of the industry’s longevity, citing 2025 IADC Chairman Kevin Neveu‘s insight that “when teamwork, mutual respect and cooperation are the main objectives, everything else becomes easier, and success becomes more attainable.”

    These principles were showcased at the 2025 IADC World Drilling Conference and Exhibition, where over 500 industry members gathered for discussions ranging from automation and AI to sustainability and cultural innovation. A standout panel, “Oil & Gas 2045: Next-Gen Energy & Fueling the Future,” featured diverse perspectives from drilling contractors, training providers, and IADC Student Chapter Members.

    The Association’s advocacy efforts continue to strengthen the industry’s unified voice, with recent meetings involving leaders from the EU, Namibia, Mexico, Suriname, and Oman. IADC VP of Policy Joe Lillis has been actively addressing concerns about metal tariffs and their potential industry impacts, while the organization’s Washington, D.C., fly-in events facilitate direct Member engagement with key legislators.

    In a particularly poignant reflection, McFarland discovered that many challenges facing the industry today mirror those from IADC’s founding in 1941, including concerns about government priority ratings. Rather than discouraging, he finds this continuity comforting—proof that despite decades of obstacles and external misunderstanding, the industry remains as necessary as ever.

    As uncertainty continues to challenge the sector, McFarland’s message is clear: it’s natural to wish for more stability, but the drilling industry’s greatest strength lies in its resilience.

    In closing, McFarland states:

    “The people in this industry know how to get things done, and if there’s something we can all count on right now, it’s each other.”

    Washington, D.C. – Today—at a Senate Health, Education, Labor, and Pensions (HELP) Committee markup to advance the nomination of Susan Monarez, PhD to be Director of the Centers for Disease Control and Prevention (CDC)—U.S. Senator Patty Murray (D-WA), a senior member and former chair of the Committee, spoke forcefully about how measles cases in the U.S. have reached a 33-year high, and yet our conspiracy-minded Health and Human Services (HHS) Secretary Robert F. Kennedy Jr. has only doubled down on his dangerous anti-vaccine activism, and the Republican leadership of the HELP Committee is refusing to exercise any serious oversight of the measles crisis or other public health disasters the Trump administration is fanning the flames of.

    At the markup, the HELP committee voted 12-11 to send Dr. Monarez’s nomination to the Senate floor—Senator Murray voted against advancing her nomination.

    The CDC Director is a Senate-confirmed position for the first time this year thanks to a provision in Senator Murray’s bipartisan PREVENT Pandemics Act, which she negotiated and passed with former Senator Richard Burr (R-NC) in 2022.

    “I think it’s really important as we consider a CDC nominee today, we talk about the real elephant in the room.

    “Because we could actually have the best CDC director in the world, and it wouldn’t change the fact that we have a person leading HHS who is an anti-vaccine conspiracy theorist—and a Committee that I fear is failing to do its bipartisan, public oversight of public health disasters.

    “Measles cases are at a record 33-year high. They have not been this high since before we eliminated the disease in 2000.

    “And now we are over 1,200 cases—that is really, we believe, also an undercount.

    “But instead of pounding the pavement to encourage people to get vaccinated—the single most effective protection against measles, as you know—RFK Jr. has been firing every single member of the CDC vaccine advisory panel, and he loaded it up with his favorite vaccine skeptics, so they can pursue debunked conspiracies.

    “And I am concerned because this Committee, it feels like, has all but abandoned serious oversight of this crisis. We haven’t had a hearing on the record-breaking number of measles outbreaks.

    “Or a hearing on how the CDC vaccine panel is now stacked with people who are actually not unvetted, and all the previous board members—every single one of them—was removed with no credible explanation.

    “So, I really believe we need public oversight.  

    “I really do hope that Dr. Monarez will defy my expectations, I hope she will stand up for science, and put public health first.

    “But again, I have hoped that for others, and here we are today. So, I just want to express my disappointment, and real feeling that this committee should have oversight and do hearings before it’s too late to do anything all.

    “And I would just say, my door is open to everyone. I think that we do need to work together and try and repair some of the harm that this anti-vaccine conspiracy theorists are doing to our country right now, and I hope that you take that into consideration.”

    At her nomination hearing last month, under Senator Murray’s questioning, Dr. Monarez admitted she agreed with Senator Murray that the eight new members of the CDC’s Advisory Committee for Immunization Practices (ACIP)—which Secretary Kennedy handpicked after firing every member of the Committee for no reason—should go through a thorough ethics review process before participating in ACIP meetings. At the hearing, Senator Murray also raised alarm over Secretary Kennedy bringing Lyn Redwood in to the ACIP meeting to give a presentation on thimerosal in vaccines, and pressed Dr. Monarez on how changes to the ACIP recommendation could force families to pay out of pocket for vaccines, or forgo vaccination altogether. Senator Murray has been speaking out for weeks against Secretary Kennedy’s reckless decision to fire the entire slate of ACIP members without cause—holding a press call with Dr. Helen Chu of Washington state, one of the 17 ACIP members who was fired, and calling on Secretary Kennedy to reinstate the ACIP members he fired and ensure any new members undergo appropriate vetting.

    Senator Murray forcefully opposed the nomination of notorious anti-vaccine activist RFK Jr. to be Secretary of HHS, and she has long worked to combat vaccine skepticism and highlight the importance of scientific research and vaccines. Murray was also a leading voice against the nomination of Dr. Dave Weldon to lead CDC, repeatedly speaking up about her serious concerns with the nominee immediately after their meeting. In 2019, Senator Murray co-led a bipartisan hearing in the HELP Committee on vaccine hesitancy and spoke about the importance of addressing vaccine skepticism and getting people the facts they need to keep their families and communities safe and healthy. Ahead of the 2019 hearing, as multiple states were facing measles outbreaks in under-vaccinated areas, Murray sent a bipartisan letter with former HELP Committee Chair Lamar Alexander pressing Trump’s CDC Director and HHS Assistant Secretary for Health on their efforts to promote vaccination and vaccine confidence.

    Senator Murray has been a leading voice in Congress against RFK Jr.’s dismantling of HHS and attacks on America’s public health infrastructure, raising the alarm over HHS’ unilateral reorganization plan and slamming the closure of the HHS Region 10 office in Seattle and the CDC’s National Institute for Occupational Safety and Health (NIOSH) Spokane Research Laboratory. Senator Murray has sent oversight letters and hosted numerous press conferences and events to lay out how the administration’s reckless gutting of HHS is risking Americans’ health and safety and will set our country back decades, and lifting up the voices of HHS employees who were fired for no reason and through no fault of their own.

  • MIL-OSI Security: Scott County Cattle Farmer Pleads Guilty to COVID-19 Fraud

    LEXINGTON, Ky.— A Georgetown, Ky., man, Robert Conley, 71, has pleaded guilty before U.S. District Judge Karen Caldwell to providing a criminally false claim in order to obtain COVID relief funds. 

    In 2020, the Coronavirus Aid, Relief, and Economic Security (CARES) Act, passed in response to the COVID-19 pandemic, established many programs that were funded primarily by the federal government and administered by state workforce agencies. One of the programs provided support to farmers and ranchers through the Coronavirus Food Assistance Program (CFAP). CFAP provided financial assistance to producers of agricultural commodities with financial assistance for sales losses associated with the COVID-19 pandemic. The USDA’s Farm Service Agency administered the program. CFAP applicants electronically certified that the information provided was accurate and were warned that any false statement or misrepresentation to the USDA or any misapplication of loan proceeds could result in sanctions, including criminal penalties.

    Conley is a buyer and seller of cattle in Georgetown and is also part owner of Paris Stockyards in Paris, Ky. According to Conley’s plea agreement, on May 26, 2020 and on September 29, 2020, he filed two CFAP applications. In additional to the two legitimate applications, Conley directed and caused four individuals to unwittingly submit false CFAP applications claiming they owned 20% of Conley’s cattle. At Conley’s direction, the four individuals received a total of $1,206,539.80 in CFAP funds, which they remitted back to Conley.   

    Additionally, Conley caused the submission of three false applications under the Small Business Administration’s Paycheck Protection Program (PPP), claiming three of the individuals had payroll expenses associated with Conley’s cattle operation.  As a result of those false PPP applications, another $72,660 was fraudulently obtained.

    Paul McCaffrey, Acting United States Attorney for the Eastern District of Kentucky; Janet M. Sorensen, Acting Special Agent in Charge, United States Department of Agriculture Office of Inspector General; and Karen Wingerd, Special Agent in Charge, IRS-Criminal Investigations, Cincinnati Field Division, jointly announced the guilty plea.

    The investigation was conducted by the USDA-OIG and IRS. Assistant U.S. Attorney Kate Smith is prosecuting the matter on behalf of the United States.

    Conley is scheduled to appear for sentencing on October 9, 2025.  He faces a maximum of 5 years in prison. However, the Court must consider the U.S. Sentencing Guidelines and the applicable federal sentencing statutes before imposing its sentence.

    On May 17, 2021, the Attorney General established the COVID-19 Fraud Enforcement Task Force to marshal the resources of the Department of Justice in partnership with agencies across government to enhance efforts to combat and prevent pandemic-related fraud.  The Task Force bolsters efforts to investigate and prosecute the most culpable domestic and international criminal actors and assists agencies tasked with administering relief programs to prevent fraud by, among other methods, augmenting and incorporating existing coordination mechanisms, identifying resources and techniques to uncover fraudulent actors and their schemes, and sharing and harnessing information and insights gained from prior enforcement efforts.  For more information on the Department’s response to the pandemic, please visit https://www.justice.gov/coronavirus.

  • MIL-OSI Analysis: How Philadelphia’s sanitation strike differed from past labor disputes in the city

    The Philadelphia municipal workers strike ended after eight days in the early hours of July 9, 2025.

    The American Federation of State, County and Municipal Employees District Council 33 union’s 9,000 blue-collar workers, including sanitation workers, 911 dispatchers, city mechanics and water department staff, were called back to work immediately. The deal involves a three-year contract with 3% annual raises and an additional step in the union pay scale for veteran workers.

    The Conversation U.S. asked Francis Ryan, a professor of labor studies at Rutgers University and author of “AFSCME’s Philadelphia Story: Municipal Workers and Urban Power in Philadelphia in the Twentieth Century,” about the history of sanitation strikes in Philly and what made this one unique.

    Has anything surprised you about this strike?

    This strike marked the first time in the history of labor relations between the city of Philadelphia and AFSCME District Council 33 union where social media played a significant role in how the struggle unfolded.

    The union got their side of the story out on Instagram and other social media platforms, and citizens took up or expressed sympathy with their cause.

    How successful are trash strikes in Philly or other US cities?

    As I describe in my book, Philadelphia has a long history of sanitation strikes that goes back to March 1937. At that time, a brief work stoppage brought about discussions between the city administration and an early version of the current union.

    When over 200 city workers were laid off in September 1938, city workers called a week-long sanitation strike. Street battles raged in West Philadelphia when strikers blocked police-escorted trash wagons that were aiming to collect trash with workers hired to replace the strikers.

    Philadelphia residents, many of whom were union members who worked in textile, steel, food and other industries, rallied behind the strikers. The strikers’ demands were met, and a new union, AFSCME, was formally recognized by the city.

    This strike was a major event because it showed how damaging a garbage strike could be. The fact that strikers were willing to fight in the streets to stop trash services showed that such events had the potential for violence, not to mention the health concerns from having tons of trash on the streets.

    There was another two-week trash strike in Philadelphia in 1944, but there wouldn’t be another for more than 20 years.

    However, a growing number of sanitation strikes popped up around the country in the 1960s, the most famous being the 1968 Memphis sanitation strike.

    In Memphis, Tennessee, a majority African American sanitation workforce demanded higher wages, basic safety procedures and recognition of their union. Rev. Martin Luther King Jr. rallied to support the Memphis workers and their families as part of his Poor Peoples’ Campaign, which sought to organize working people from across the nation into a new coalition to demand full economic and political rights.

    On April 4, 1968, King was assassinated. His death put pressure on Memphis officials to settle the strike, and on April 16 the strikers secured their demands.

    Following the Memphis strike, AFSCME began organizing public workers around the country, and through the coming years into the 1970s, there were sanitation strikes and slowdowns across the nation including in New York, Atlanta, Cleveland and Washington. Often, these workers, who were predominantly African American, gained the support of significant sections of the communities they served and secured modest wage boosts.

    By the 1980s, such labor actions were becoming fewer. In 1986, Philadelphia witnessed a three-week sanitation strike that ended with the union gaining some of its wage demands, but losing on key areas related to health care benefits.

    How do wages and benefits for DC33 workers compare to other US cities?

    District Council 33 President Greg Boulware has said that the union’s members make an average salary of US$46,000 per year. According to MIT’s Living Wage Calculator, that is $2,000 less than what a single adult with no kids needs to reasonably support themselves living in Philadelphia.

    Prior to this deal, sanitation workers who collect curbside trash earned a salary of $42,500 to $46,200, or $18-$20 an hour. NBC Philadelphia reported that those wages are the lowest of any of the major cities they looked at. Hourly wages in the other cities they looked at ranged from $21 an hour in Dallas to $25-$30 an hour in Chicago.

    Unlike other eras, the fact that social media makes public these personal narratives and perspectives – like from former sanitation worker Terrill Haigler, aka “Ya Fav Trashman” – is shaping the way many citizens respond to these disruptions. I saw a level of support for the strikers that I believe is unprecedented going back as far as 1938.

    What do you think was behind this support?

    The COVID-19 pandemic made people more aware of the role of essential workers in society. If the men and women who do these jobs can’t afford their basic needs, something isn’t right. This may explain why so many people saw things from the perspective of striking workers.

    At the same time, money is being cut from important services at the federal, state and local levels. The proposed gutting of Philadelphia’s mass transit system by state lawmakers is a case in point. Social media allows people to make these broader connections and start conversations.
