  • MIL-OSI Submissions: Aid cuts threaten fragile progress in ending maternal deaths, UN agencies warn

    Countries must recommit to ending deaths in childbirth amid major headwinds
    7 April 2025 – Women today are more likely than ever to survive pregnancy and childbirth, according to a major new report released today, but United Nations (UN) agencies highlight the threat of major backsliding as unprecedented aid cuts take effect around the world.
    Released on World Health Day, the UN report, Trends in Maternal Mortality, shows a 40 per cent global decline in maternal deaths between 2000 and 2023 – largely due to improved access to essential health services. Still, the report reveals that the pace of improvement has slowed significantly since 2016, and that an estimated 260,000 women died in 2023 as a result of complications from pregnancy or childbirth – roughly equivalent to one maternal death every two minutes.
    The report comes as humanitarian funding cuts are having severe impacts on essential health care in many parts of the world, forcing countries to roll back vital services for maternal, newborn and child health. These cuts have led to facility closures and loss of health workers, while also disrupting supply chains for lifesaving supplies and medicines such as treatments for haemorrhage, pre-eclampsia and malaria – all leading causes of maternal deaths.
    Without urgent action, the agencies warn that pregnant women in multiple countries will face severe repercussions – particularly those in humanitarian settings where maternal deaths are already alarmingly high.
    “While this report shows glimmers of hope, the data also highlights how dangerous pregnancy still is in much of the world today – despite the fact that solutions exist to prevent and treat the complications that cause the vast majority of maternal deaths,” said Dr Tedros Adhanom Ghebreyesus, Director-General of the World Health Organization (WHO). “In addition to ensuring access to quality maternity care, it will be critical to strengthen the underlying health and reproductive rights of women and girls – factors that underpin their prospects of healthy outcomes during pregnancy and beyond.”
    The report also provides the first global account of the COVID-19 pandemic’s impact on maternal survival. In 2021, an estimated 40,000 more women died due to pregnancy or childbirth – increasing to 322,000 from 282,000 the previous year. This upsurge was linked not only to direct complications caused by COVID-19 but also widespread interruptions to maternity services. This highlights the importance of ensuring such care during pandemics and other emergencies, noting that pregnant women need reliable access to routine services and checks as well as round-the-clock urgent care.
    “When a mother dies in pregnancy or childbirth, her baby’s life is also at risk. Too often, both are lost to causes we know how to prevent,” said UNICEF Executive Director Catherine Russell. “Global funding cuts to health services are putting more pregnant women at risk, especially in the most fragile settings, by limiting their access to essential care during pregnancy and the support they need when giving birth. The world must urgently invest in midwives, nurses, and community health workers to ensure every mother and baby has a chance to survive and thrive.”
    The report highlights persistent inequalities between regions and countries, as well as uneven progress. With maternal mortality declining by around 40 per cent between 2000 and 2023, sub-Saharan Africa achieved significant gains – and was one of just three UN regions alongside Australia and New Zealand, and Central and Southern Asia, to see significant drops after 2015. However, confronting high rates of poverty and multiple conflicts, the sub-Saharan Africa region still counted for approximately 70 per cent of the global burden of maternal deaths in 2023.
    Indicating slowing progress, maternal mortality stagnated in five regions after 2015: Northern Africa and Western Asia, Eastern and South-Eastern Asia, Oceania (excluding Australia and New Zealand), Europe and North America, and Latin America and the Caribbean.
    “Access to quality maternal health services is a right, not a privilege, and we all share the urgent responsibility to build well-resourced health systems that safeguard the life of every pregnant woman and newborn,” said Dr. Natalia Kanem, UNFPA’s Executive Director. “By boosting supply chains, the midwifery workforce, and the disaggregated data needed to pinpoint those most at risk, we can and must end the tragedy of preventable maternal deaths and their enormous toll on families and societies.”
    Pregnant women living in humanitarian emergencies face some of the highest risks globally, according to the report. Nearly two-thirds of global maternal deaths now occur in countries affected by fragility or conflict. For women in these settings, the risks are staggering: a 15-year-old girl faces a 1 in 51 risk of dying from a maternal cause at some point over her lifetime compared to 1 in 593 in more stable countries. The highest risks are in Chad and the Central African Republic (1 in 24), followed by Nigeria (1 in 25), Somalia (1 in 30), and Afghanistan (1 in 40).
    Beyond ensuring critical services during pregnancy, childbirth and the postnatal period, the report notes the importance of efforts to enhance women’s overall health by improving access to family planning services, as well as preventing underlying health conditions like anaemias, malaria and noncommunicable diseases that increase risks. It will also be critical to ensure girls stay in school and that women and girls have the knowledge and resources to protect their health.
    Urgent investment is needed to prevent maternal deaths. The world is currently off-track to meet the UN’s Sustainable Development Goal (SDG) target for maternal survival. Globally, the maternal mortality ratio would need to fall by around 15 per cent each year to meet the 2030 target – significantly increasing from current annual rates of decline of around 1.5 per cent.

    About the data: The SDG target for maternal deaths is for a global maternal mortality ratio (MMR) of less than 70 maternal deaths per 100 000 live births by 2030. The global MMR in 2023 was estimated at 197 maternal deaths per 100 000 live births, down from 211 in 2020 and from 328 in 2000.

  • MIL-OSI Australia: How COVID has changed the nature of teaching

    Jen is a Principal at an ACT public school.

    Jen remembers the day she decided to become a teacher. She was in year 7 and knew someone whose mum was a teacher who worked with young people with disabilities.

    “I just remember seeing what she would do and how she would talk with people and engage with people,” says Jen. “I remember that exact moment going, ‘That’s what I want to do. I want to be a teacher.’”

    So Jen did just that, and today she is a Principal at an ACT public school.

    Having worked in the public school system since 2001, Jen says her career has been just as rewarding as she expected. However, she notes that the nature of teaching has changed during that time, especially after the global pandemic and its impact on educators, their students and school communities.

    “COVID has certainly increased [demand] within the community,” explains Jen. “School has had to change.”

    While Jen says learning during lockdowns was “scaffolded and supported” there’s no denying the strain that independent learning put on educators, students and families alike in addition to the collective community trauma of a global pandemic.

    “Young people’s school and social lives have been disrupted for the most part of the last three years…[and] my belief is that this has led to more anxiety and mental health needs,” she says.

    “Schools and other support services have really had to work in that space around wellbeing for students and families…And there’s no doubt that with rising living costs, this is having an impact for our families.”

    Helping families and students, even now that face-to-face learning has resumed, can be challenging when aggression and violence enter the picture. Occupational violence is a very real challenge for educators, who are already prioritising education and care for their young charges.

    Workplace violence towards teachers and school staff—which spans everything from confronting phone calls to abusive emails and even physical encounters—is never okay, and often, it’s parents who are the perpetrators.

    A paper from the Australian Institute for Teaching and School Leadership, published in late 2020, found that 80% of surveyed teachers had experienced bullying and harassment in the preceding 9-12 month period; with over half reporting this unacceptable behaviour coming from both students and parents.

    “Occupational violence is challenging, I’ll be straight up,” says Jen.

    “It’s a challenging space because what [occupational violence] means is that a person has become so dysregulated or distressed about something in their life that they’re acting out in ways that are either physically violent, or verbally violent, or both. And that can also relate to parents as well.”

    “By violence I do include verbal abuse, but also do include online abuse as well…you know, naming a member of staff and writing about them in threatening or harmful ways.”

    While Jen says she always tries to “come back to the point that everyone in life makes mistakes” and notes the wide range of quality support services that educators can access to help manage these behaviours, there’s no doubt they can cause a lasting impact.

    Supporting school staff and teachers faced with workplace violence is a focus for the Education Directorate’s Safe at School Taskforce.

    Jessie Atkins, Executive Branch Manager of the Directorate’s Safe at School Taskforce, says staff have a right and responsibility to be safe at work. Occupational violence is a serious and complex matter requiring a measured and consistent response from staff, schools and the education system.

    “The Directorate has developed evidence-based approaches to preventing and managing occupational violence risk to support the safety of our staff,” explains Jessie. “These include experienced staff who can provide assistance to schools, training and resources to help keep our staff safe at work, and support services for staff if they experience occupational violence.”

    “The Directorate is working with schools and communities to promote respectful relationships because every student and every family are important to us. Verbal or physical abuse is not okay and we want to work together to resolve concerns. We know that when we work together, our children and young people can learn, develop and reach their full potential.”

    When asked whether Jen would recommend a teaching career to other people, she says the benefits “far outweigh the challenges”.

    “I love this job. I absolutely love it and while it’s challenging, and the challenge has increased and pivoted, I certainly wouldn’t walk away.”

    “It’s about helping young people understand that their differences are what they should embrace in life and that pressure and conforming is not what life’s about. It’s about standing on your feet and declaring who you are—by helping them to understand who they are, and what pathway they want to choose in their own life.”

    “That’s what I love—because every young person has a different story. Every young person has a different journey that they need to walk. So, in fact, it’s quite inspiring as an educator and I love that young people inspire me. I’ve learned a lot from them across my 20 years in this career, and being able to embrace that has been crucial for me to do my job better.”

    President Lai holds press conference following high-level national security meeting
    On the afternoon of March 13, President Lai Ching-te convened a high-level national security meeting, following which he held a press conference. In remarks, President Lai introduced 17 major strategies to respond to five major national security and united front threats Taiwan now faces: China’s threat to national sovereignty, its threats from infiltration and espionage activities targeting Taiwan’s military, its threats aimed at obscuring the national identity of the people of Taiwan, its threats from united front infiltration into Taiwanese society through cross-strait exchanges, and its threats from using “integrated development” to attract Taiwanese businesspeople and youth. President Lai emphasized that in the face of increasingly severe threats, the government will not stop doing its utmost to ensure that our national sovereignty is not infringed upon, and expressed hope that all citizens unite in solidarity to resist being divided. The president also expressed hope that citizens work together to increase media literacy, organize and participate in civic education activities, promptly expose concerted united front efforts, and refuse to participate in any activities that sacrifice national interests. As long as every citizen plays their part toward our nation’s goals for prosperity and security, he said, and as long as we work together, nothing can defeat us. A translation of President Lai’s remarks follows: At many venues recently, a number of citizens have expressed similar concerns to me. They have noticed cases in which members of the military, both active-duty and retired, have been bought out by China, sold intelligence, or even organized armed forces with plans to harm their own nation and its citizens. They have noticed cases in which entertainers willingly followed instructions from Beijing to claim that their country is not a country, all for the sake of personal career interests. They have noticed how messaging used by Chinese state media to stir up internal opposition in Taiwan is always quickly spread by specific channels. There have even been individuals making careers out of helping Chinese state media record united front content, spreading a message that democracy is useless and promoting skepticism toward the United States and the military to sow division and opposition. Many people worry that our country, as well as our hard-won freedom and democracy and the prosperity and progress we achieved together, are being washed away bit by bit due to these united front tactics. In an analysis of China’s united front, renowned strategic scholar Kerry K. Gershaneck expressed that China plans to divide and conquer us through subversion, infiltration, and acquisition of media, and by launching media warfare, psychological warfare, and legal warfare. What they are trying to do is to sow seeds of discord in our society, keep us occupied with internal conflicts, and cause us to ignore the real threat from outside. China’s ambition over the past several decades to annex Taiwan and stamp out the Republic of China has not changed for even a day. It continues to pursue political and military intimidation, and its united front infiltration of Taiwan’s society grows ever more serious. In 2005, China promulgated its so-called “Anti-Secession Law,” which makes using military force to annex Taiwan a national undertaking. Last June, China issued a 22-point set of “guidelines for punishing Taiwan independence separatists,” which regards all those who do not accept that “Taiwan is part of the People’s Republic of China” as targets for punishment, creating excuses to harm the people of Taiwan. China has also recently been distorting United Nations General Assembly Resolution 2758, showing in all aspects China’s increasingly urgent threat against Taiwan’s sovereignty. Lately, China has been taking advantage of democratic Taiwan’s freedom, diversity, and openness to recruit gangs, the media, commentators, political parties, and even active-duty and retired members of the armed forces and police to carry out actions to divide, destroy, and subvert us from within. A report from the National Security Bureau indicates that 64 persons were charged last year with suspicion of spying for China, which was three times the number of persons charged for the same offense in 2021. Among them, the Unionist Party, Rehabilitation Alliance Party, and Republic of China Taiwan Military Government formed treasonous organizations to deploy armed forces for China. In a democratic and free society, such cases are appalling. But this is something that actually exists within Taiwan’s society today. China also actively plots ways to infiltrate and spy on our military. Last year, 28 active-duty and 15 retired members of the armed forces were charged with suspicion of involvement in spying for China, respectively comprising 43 percent and 23 percent of all of such cases – 66 percent in total. We are also alert to the fact that China has recently used widespread issuance of Chinese passports to entice Taiwanese citizens to apply for the Residence Permit for Taiwan Residents, permanent residency, or the Resident Identity Card, in an attempt to muddle Taiwanese people’s sense of national identity. China also views cross-strait exchanges as a channel for its united front against Taiwan, marking enemies in Taiwan internally, creating internal divisions, and weakening our sense of who the enemy really is. It intends to weaken public authority and create the illusion that China is “governing” Taiwan, thereby expanding its influence within Taiwan. We are also aware that China has continued to expand its strategy of integrated development with Taiwan. It employs various methods to demand and coerce Taiwanese businesses to increase their investments in China, entice Taiwanese youth to develop their careers in China, and unscrupulously seeks to poach Taiwan’s talent and steal key technologies. Such methods impact our economic security and greatly increase the risk of our young people heading to China. By its actions, China already satisfies the definition of a “foreign hostile force” as provided in the Anti-Infiltration Act. We have no choice but to take even more proactive measures, which is my purpose in convening this high-level national security meeting today. It is time we adopt proper preventive measures, enhance our democratic resilience and national security, and protect our cherished free and democratic way of life. Next, I will be giving a detailed account of the five major national security and united front threats Taiwan now faces and the 17 major strategies we have prepared in response. I. Responding to China’s threats to our national sovereignty We have a nation insofar as we have sovereignty, and we have the Republic of China insofar as we have Taiwan. Just as I said during my inaugural address last May, and in my National Day address last October: The moment when Taiwan’s first democratically elected president took the oath of office in 1996 sent a message to the international community, that Taiwan is a sovereign, independent, democratic nation. Among people here and in the international community, some call this land the Republic of China, some call it Taiwan, and some, the Republic of China Taiwan. The Republic of China and the People’s Republic of China are not subordinate to each other, and Taiwan resists any annexation or encroachment upon our sovereignty. The future of the Republic of China Taiwan must be decided by its 23 million people. This is the status quo that we must maintain. The broadest consensus in Taiwanese society is that we must defend our sovereignty, uphold our free and democratic way of life, and resolutely oppose annexation of Taiwan by China. (1) I request that the National Security Council (NSC), the Ministry of National Defense (MND), and the administrative team do their utmost to promote the Four Pillars of Peace action plan to demonstrate the people’s broad consensus and firm resolve, consistent across the entirety of our nation, to oppose annexation of Taiwan by China. (2) I request that the NSC and the Ministry of Foreign Affairs draft an action plan that will, through collaboration with our friends and allies, convey to the world our national will and broad social consensus in opposing annexation of Taiwan by China and in countering China’s efforts to erase Taiwan from the international community and downgrade Taiwan’s sovereignty. II. Responding to China’s threats from infiltration and espionage activities targeting our military (1) Comprehensively review and amend our Law of Military Trial to restore the military trial system, allowing military judges to return to the frontline and collaborate with prosecutorial, investigative, and judicial authorities in the handling of criminal cases in which active-duty military personnel are suspected of involvement in such military crimes as sedition, aiding the enemy, leaking confidential information, dereliction of duty, or disobedience. In the future, criminal cases involving active-duty military personnel who are suspected of violating the Criminal Code of the Armed Forces will be tried by a military court. (2) Implement supporting reforms, including the establishment of a personnel management act for military judges and separate organization acts for military courts and military prosecutors’ offices. Once planning and discussion are completed, the MND will fully explain to and communicate with the public to ensure that the restoration of the military trial system gains the trust and full support of society. (3) To deter the various types of controversial rhetoric and behavior exhibited by active-duty as well as retired military personnel that severely damage the morale of our national military, the MND must discuss and propose an addition to the Criminal Code of the Armed Forces on penalties for expressions of loyalty to the enemy as well as revise the regulations for military personnel and their families receiving retirement benefits, so as to uphold military discipline. III. Responding to China’s threats aimed at obscuring the national identity of the people of Taiwan (1) I request that the Ministry of the Interior (MOI), Mainland Affairs Council (MAC), and other relevant agencies, wherever necessary, carry out inspections and management of the documents involving identification that Taiwanese citizens apply for in China, including: passports, ID cards, permanent residence certificates, and residence certificates, especially when the applicants are military personnel, civil servants, or public school educators, who have an obligation of loyalty to Taiwan. This will be done to strictly prevent and deter united front operations, which are performed by China under the guise of “integrated development,” that attempt to distort our people’s national identity. (2) With respect to naturalization and integration of individuals from China, Hong Kong, and Macau into Taiwanese society, more national security considerations must be taken into account while also attending to Taiwan’s social development and individual rights: Chinese nationals applying for permanent residency in Taiwan must, in accordance with the law of Taiwan, relinquish their existing household registration and passport and may not hold dual identity status. As for the systems in place to process individuals from Hong Kong or Macau applying for residency or permanent residency in Taiwan, there will be additional provisions for long-term residency to meet practical needs. IV. Responding to China’s threats from united front infiltration into Taiwanese society through cross-strait exchanges  (1) There are increasing risks involved with travel to China. (From January 1, 2024 to today, the MAC has received reports of 71 Taiwanese nationals who went missing, were detained, interrogated, or imprisoned in China; the number of unreported people who have been subjected to such treatment may be several times that. Of those, three elderly I-Kuan Tao members were detained in China in December of last year and have not yet been released.) In light of this, relevant agencies must raise public awareness of those risks, continue enhancing public communication, and implement various registration systems to reduce the potential for accidents and the risks associated with traveling to China. (2) Implement a disclosure system for exchanges with China involving public officials at all levels of the central and local government. This includes everyone from administrative officials to elected representatives, from legislators to village and neighborhood chiefs, all of whom should make the information related to such exchanges both public and transparent so that they can be accountable to the people. The MOI should also establish a disclosure system for exchanges with China involving public welfare organizations, such as religious groups, in order to prevent China’s interference and united front activities at their outset. (3) Manage the risks associated with individuals from China engaging in exchanges with Taiwan: Review and approval of Chinese individuals coming to Taiwan should be limited to normal cross-strait exchanges and official interactions under the principles of parity and dignity, and relevant factors such as changes in the cross-strait situation should be taken into consideration. Strict restrictions should be placed on Chinese individuals who have histories with the united front coming to Taiwan, and Chinese individuals should be prohibited from coming to Taiwan to conduct activities related in any way to the united front. (4) Political interference from China and the resulting risks to national security should be avoided in cross-strait exchanges. This includes the review and management of religious, cultural, academic, and education exchanges, which should in principle be depoliticized and de-risked so as to simplify people-to-people exchanges and promote healthy and orderly exchanges. (5) To deter the united front tactics of a cultural nature employed by Chinese nationals to undermine Taiwan’s sovereignty, the Executive Yuan must formulate a solution to make our local cultural industries more competitive, including enhanced support and incentives for our film, television, and cultural and creative industries to boost their strengths in democratic cultural creation, raise international competitiveness, and encourage research in Taiwan’s own history and culture. (6) Strengthen guidance and management for entertainers developing their careers in China. The competent authorities should provide entertainers with guidelines on conduct while working in China, and make clear the scope of investigation and response to conduct that endangers national dignity. This will help prevent China from pressuring Taiwanese entertainers to make statements or act in ways that endanger national dignity. (7) The relevant authorities must adopt proactive, effective measures to prevent China from engaging in cognitive warfare against Taiwan or endangering cybersecurity through the internet, applications, AI, and other such tools. (8) To implement these measures, each competent authority must run a comprehensive review of the relevant administrative ordinances, measures, and interpretations, and complete the relevant regulations for legal enforcement. Should there be any shortcomings, the legal framework for national security should be strengthened and amendments to the National Security Act, Anti-Infiltration Act, Act Governing Relations between the People of the Taiwan Area and the Mainland Area, Laws and Regulations Regarding Hong Kong & Macao Affairs, or Cyber Security Management Act should be proposed. Communication with the public should also be increased so that implementation can happen as soon as possible. V. Responding to threats from China using “integrated development” to attract Taiwanese businesspeople and youth (1) I request that the NSC and administrative agencies work together to carry out strategic structural adjustments to the economic and trade relations between Taiwan and China based on the strategies of putting Taiwan first and expanding our global presence while staying rooted in Taiwan. In addition, they should carry out necessary, orderly adjustments to the flow of talent, goods, money, and skills involved in cross-strait economic and trade relations based on the principle of strengthening Taiwan’s foundations to better manage risk. This will help boost economic security and give us more power to respond to China’s economic and trade united front and economic coercion against Taiwan. (2) I request that the Ministry of Education, MAC, Ministry of Economic Affairs, and other relevant agencies work together to comprehensively strengthen young students’ literacy education on China and deepen their understanding of cross-strait exchanges. I also request these agencies to widely publicize mechanisms for employment and entrepreneurship for Taiwan’s youth and provide ample information and assistance so that young students have more confidence in the nation’s future and more actively invest in building up and developing Taiwan. My fellow citizens, this year marks the 80th anniversary of the end of the Second World War. History tells us that any authoritarian act of aggression or annexation will ultimately end in failure. The only way we can safeguard freedom and prevail against authoritarian aggression is through solidarity. As we face increasingly severe threats, the government will not stop doing its utmost to ensure that our national sovereignty is not infringed upon, and to ensure that the freedom, democracy, and way of life of Taiwan’s 23 million people continues on as normal. But relying solely on the power of the government is not enough. What we need even more is for all citizens to stay vigilant and take action. Every citizen stands on the frontline of the defense of democracy and freedom. Here is what we can do together: First, we can increase our media literacy, and refrain from spreading and passing on united front messaging from the Chinese state. Second, we can organize and participate in civic education activities to increase our knowledge about united front operations and build up whole-of-society defense resilience. Third, we can promptly expose concerted united front efforts so that all malicious attempts are difficult to carry out. Fourth, we must refuse to participate in any activities that sacrifice national interests. The vigilance and action of every citizen forms the strongest line of defense against united front infiltration. Only through solidarity can we resist being divided. As long as every citizen plays their part toward our nation’s goals for prosperity and security, and as long as we work together, nothing can defeat us.

    President Lai holds press conference following high-level national security meeting
    On the morning of February 14, President Lai Ching-te convened the first high-level national security meeting of the year, following which he held a press conference. In remarks, President Lai announced that in this new year, the government will prioritize special budget allocations to ensure that Taiwan’s defense budget exceeds 3 percent of GDP. He stated that the government will also continue to reform national defense, reform our legal framework for national security, and advance our economic and trade strategy of being rooted in Taiwan while expanding globally. The president also proposed clear-cut national strategies for Taiwan-US relations, semiconductor industry development, and cross-strait relations. President Lai indicated that he instructed the national security and administrative teams to take swift action and deliver results, working within a stable strategic framework and according to the various policies and approaches outlined. He also instructed them to keep a close watch on changes in the international situation, seize opportunities whenever they arise, and address the concerns and hope of the citizens with concrete actions. He expressed hope that as long as citizens remain steadfast in their convictions, are willing to work hand in hand, stand firm amidst uncertainty, and look for ways to win within changing circumstances, Taiwan is certain to prevail in the test of time yet again. A translation of President Lai’s remarks follows: First, I would like to convey my condolences for the tragic incident which occurred at the Shin Kong Mitsukoshi department store in Taichung, which resulted in numerous casualties. I have instructed Premier Cho Jung-tai (卓榮泰) to lead the relevant central government agencies in assisting Taichung’s municipal government with actively resolving various issues regarding the incident. It is my hope that these issues can be resolved efficiently. Earlier today, I convened this year’s first high-level national security meeting. I will now report on the discussions from the meeting to all citizens. 2025 is a year full of challenges, but also a year full of hope. In today’s global landscape, the democratic world faces common threats posed by the convergence of authoritarian regimes, while dumping and unfair competition from China undermine the global economic order. A new United States administration was formed at the beginning of the year, adopting all-new strategies and policies to address challenges both domestic and from overseas. Every nation worldwide, including ours, is facing a new phase of changes and challenges. In face of such changes, ensuring national security, ensuring Taiwan’s indispensability in global supply chains, and ensuring that our nation continues to make progress amidst challenges are our top priorities this year. They are also why we convened a high-level national security meeting today. At the meeting, the national security team, the administrative team led by Premier Cho, and I held an in-depth discussion based on the overall state of affairs at home and abroad and the strategies the teams had prepared in response. We summed up the following points as an overall strategy for the next stage of advancing national security and development. First, for overall national security, so that we can ensure the freedom, democracy, and human rights of the Taiwanese people, as well as the progress and development of the nation as we face various threats from authoritarian regimes, Taiwan must resolutely safeguard national sovereignty, strengthen self-sufficiency in national defense, and consolidate national defense. Taiwan must enhance economic resilience, maintain economic autonomy, and stand firm with other democracies as we deepen our strategic partnerships with like-minded countries. As I have said, “As authoritarianism consolidates, democratic nations must come closer in solidarity!” And so, in this new year, we will focus on the following three priorities: First, to demonstrate our resolve for national defense, we will continue to reform national defense, implement whole-of-society defense resilience, and prioritize special budget allocations to ensure that our defense budget exceeds 3 percent of GDP. Second, to counter the threats to our national security from China’s united front tactics, attempts at infiltration, and cognitive warfare, we will continue with the reform of our legal framework for national security and expand the national security framework to boost societal resilience and foster unity within. Third, to seize opportunities in the restructuring of global supply chains and realignment of the economic order, we will continue advancing our economic and trade strategy of being rooted in Taiwan while expanding globally, strengthening protections for high-tech, and collaborating with our friends and allies to build supply chains for global democracies. Everyone shares concern regarding Taiwan-US relations, semiconductor industry development, and cross-strait relations. For these issues, I am proposing clear-cut national strategies. First, I will touch on Taiwan-US relations. Taiwan and the US have shared ideals and values, and are staunch partners within the democratic, free community. We are very grateful to President Donald Trump’s administration for their continued support for Taiwan after taking office. We are especially grateful for the US and Japan’s joint leaders’ statement reiterating “the importance of maintaining peace and stability across the Taiwan Strait as an indispensable element of security and prosperity for the international community,” as well as their high level of concern regarding China’s threat to regional security. In fact, the Democratic Progressive Party government has worked very closely with President Trump ever since his first term in office, and has remained an international partner. The procurement of numerous key advanced arms, freedom of navigation critical for security and stability in the Taiwan Strait, and many assisted breakthroughs in international diplomacy were made possible during this time. Positioned in the first island chain and on the democratic world’s frontline countering authoritarianism, Taiwan is willing and will continue to work with the US at all levels as we pursue regional stability and prosperity, helping realize our vision of a free and open Indo-Pacific. Although changes in policy may occur these next few years, the mutual trust and close cooperation between Taiwan and Washington will steadfastly endure. On that, our citizens can rest assured. In accordance with the Taiwan Relations Act and the Six Assurances, the US announced a total of 48 military sales to Taiwan over the past eight years amounting to US$26.265 billion. During President Trump’s first term, 22 sales were announced totaling US$18.763 billion. This greatly supported Taiwan’s defensive capabilities. On the foundation of our close cooperation with the past eight years’ two US administrations, Taiwan will continue to demonstrate our determination for self-defense, accelerate the bolstering of our national defense, and keep enhancing the depth and breadth of Taiwan-US security cooperation, along with all manner of institutional cooperation. In terms of bilateral economic cooperation, Taiwan has always been one of the US’s most reliable trade partners, as well as one of the most important cooperative partners of US companies in the global semiconductor industry. In the past few years, Taiwan has greatly increased both direct and indirect investment in the US. By 2024, investment surpassed US$100 billion, creating nearly 400,000 job opportunities. In 2023 and 2024, investment in the US accounted for over 40 percent of Taiwan’s overall foreign investment, far surpassing our investment in China. In fact, in 2023 and 2024, Taiwanese investment in China fell to 11 percent and 8 percent, respectively. The US is now Taiwan’s biggest investment target. Our government is now launching relevant plans in accordance with national development needs and the need to establish secure supply systems, and the Executive Yuan is taking comprehensive inventory of opportunities for Taiwan-US economic and trade cooperation. Moving forward, close bilateral cooperation will allow us to expand US investment and procurement, facilitating balanced trade. Our government will also strengthen guidance and support for Taiwanese enterprises on increasing US investment, and promote the global expansion and growth of Taiwan’s industries. We will also boost Taiwan-US cooperation in tech development and manufacturing for AI and advanced semiconductors, and work together to maintain order in the semiconductor market, shaping a new era for our strategic economic partnership. Second, the development of our semiconductor industry. I want to emphasize that Taiwan, as one of the world’s most capable semiconductor manufacturing nations, is both willing and able to address new situations. With respect to President Trump’s concerns about our semiconductor industry, the government will act prudently, strengthen communications between Taiwan and the US, and promote greater mutual understanding. We will pay attention to the challenges arising from the situation and assist businesses in navigating them. In addition, we will introduce an initiative on semiconductor supply chain partnerships for global democracies. We are willing to collaborate with the US and our other democratic partners to develop more resilient and diversified semiconductor supply chains. Leveraging our strengths in cutting-edge semiconductors, we will form a global alliance for the AI chip industry and establish democratic supply chains for industries connected to high-end chips. Through international cooperation, we will open up an entirely new era of growth in the semiconductor industry. As we face the various new policies of the Trump administration, we will continue to uphold a spirit of mutual benefit, and we will continue to communicate and negotiate closely with the US government. This will help the new administration’s team to better understand how Taiwan is an indispensable partner in the process of rebuilding American manufacturing and consolidating its leadership in high-tech, and that Taiwan-US cooperation will benefit us both. Third, cross-strait relations. Regarding the regional and cross-strait situation, Taiwan-US relations, US-China relations, and interactions among Taiwan, the US, and China are a focus of global attention. As a member of the international democratic community and a responsible member of the region, Taiwan hopes to see Taiwan-US relations continue to strengthen and, alongside US-China relations, form a virtuous cycle rather than a zero-sum game where one side’s gain is another side’s loss. In facing China, Taiwan will always be a responsible actor. We will neither yield nor provoke. We will remain resilient and composed, maintaining our consistent position on cross-strait relations: Our determination to safeguard our national sovereignty and protect our free and democratic way of life remains unchanged. Our efforts to maintain peace and stability in the Taiwan Strait, as well as our willingness to work alongside China in the pursuit of peace and mutual prosperity across the strait, remain unchanged. Our commitment to promoting healthy and orderly exchanges across the strait, choosing dialogue over confrontation, and advancing well-being for the peoples on both sides of the strait, under the principles of parity and dignity, remains unchanged. Regarding the matters I reported to the public today, I have instructed our national security and administrative teams to take swift action and deliver results, working within a stable strategic framework and according to the various policies and approaches I just outlined. I have also instructed them to keep a close watch on changes in the international situation, seize opportunities whenever they arise, and address the concerns and hope of the citizens with concrete actions. My fellow citizens, over the past several years, Taiwan has weathered a global pandemic and faced global challenges, both political and economic, arising from the US-China trade war and Russia’s invasion of Ukraine. Through it all, Taiwan has persevered; we have continued to develop our economy, bolster our national strength, and raise our international profile while garnering more support – all unprecedented achievements. This is all because Taiwan’s fate has never been decided by the external environment, but by the unity of the Taiwanese people and the resolve to never give up. A one-of-a-kind global situation is creating new strategic opportunities for our one-of-a-kind Taiwanese people, bringing new hope. Taiwan’s foundation is solid; its strength is great. So as long as everyone remains steadfast in their convictions, is willing to work hand in hand, stands firm amidst uncertainty, and looks for ways to win within changing circumstances, Taiwan is certain to prevail in the test of our time yet again, for I am confident that there are no difficulties that Taiwan cannot overcome.     President Lai delivers 2025 New Year’s Address
    On the morning of January 1, President Lai Ching-te delivered his 2025 New Year’s Address, titled “Bolstering National Strength through Democracy to Enter a New Global Landscape,” in the Reception Hall of the Presidential Office. President Lai stated that today’s Taiwan is receiving international recognition for its performance in many areas, among them democracy, technology, and economy. In this new year, he said, Taiwan must be united, and we must continue on the right course. The president expressed hope that everyone in the central and local governments, regardless of party, can work hard together, allowing Taiwan sure footing as it strides forward toward ever greater achievements.  President Lai emphasized that in 2025, we must keep firm on the path of democracy, continue to bolster our national strength, make Taiwan more economically resilient, enhance the resilience of supply chains for global democracies, and continue working toward a Balanced Taiwan and generational justice, ensuring that the fruits of our economic growth can be enjoyed by all our people. The president said that Taiwan will keep going strong, and we will keep walking tall as we enter the new global landscape. A translation of President Lai’s address follows: Today is the first day of 2025. With a new year comes new beginnings. I wish that Taiwan enjoys peace, prosperity, and success, and that our people lead happy lives. Taiwan truly finished 2024 strong. Though there were many challenges, there were also many triumphs. We withstood earthquakes and typhoons, and stood firm in the face of constant challenges posed by authoritarianism. We also shared glory as Taiwan won the Premier12 baseball championship, and now Taiwanese people around the world are all familiar with the gesture for Team Taiwan. At the Paris Olympics, Wang Chi-lin (王齊麟) and Lee Yang (李洋) clinched another gold in men’s doubles badminton. Lin Yu-ting (林郁婷) took home Taiwan’s first Olympic gold in boxing. At the International Junior Science Olympiad, every student in our delegation of six won a gold medal. And Yang Shuang-zi’s (楊双子) novel Taiwan Travelogue, translated into English by King Lin (金翎), became a United States National Book Award winner and a tour de force of Taiwan literature on the international level. Our heroes of Taiwan are defined by neither age nor discipline. They have taken home top prizes at international competitions and set new records. They tell Taiwan’s story through their outstanding performances, letting the world see the spirit and culture of Taiwan, and filling all our citizens with pride. My fellow citizens, we have stood together through thick and thin; we have shared our ups and downs. We have wept together, and we have laughed together. We are all one family, all members of Team Taiwan. I want to thank each of our citizens for their dedication, fueling Taiwan’s progress and bringing our nation glory. You have given Taiwan even greater strength to stand out on the global stage. In this new year, we must continue bringing Taiwan’s stories to the world, and make Taiwan’s successes a force for global progress. In 2025, the world will be entering a new landscape. Last year, over 70 countries held elections, and the will of the people has changed with the times. As many countries turn new pages politically, and in the midst of rapid international developments, Taiwan must continue marching forward with steady strides. First, we must keep firm on the path of democracy. Taiwan made it through a dark age of authoritarianism and has since become a glorious beacon of democracy in Asia. This was achieved through the sacrifices of our democratic forebears and the joint efforts of all our citizens. Democracy’s value to Taiwan lies not just in our free way of life, or in the force driving the diverse and vigorous growth of our society. Democracy is the brand that has earned us international trust in terms of diplomacy. No matter the threat or challenge Taiwan may face, democracy is Taiwan’s only path forward. We will not turn back. Domestic competition among political parties is a part of democracy. But domestic political disputes must be resolved democratically, within the constitutional system. This is the only way democracy can continue to grow. The Executive Yuan has the right to request a reconsideration of the controversial bills passed in the Legislative Yuan, giving it room for reexamination. Constitutional institutions can also lodge a petition for a constitutional interpretation, and through Constitutional Court adjudication, ensure a separation of powers, safeguard constitutional order, and gradually consolidate the constitutional system. The people also have the right of election, recall, initiative, and referendum, and can bring together even greater democratic power to show the true meaning of sovereignty in the hands of the people. In this new year, the changing international landscape will present democratic nations around the world with many grave challenges. Russia’s invasion of Ukraine and conflict between Israel and Hamas rage on, and we are seeing the continued convergence of authoritarian regimes including China, Russia, North Korea, and Iran, threatening the rules-based international order and severely affecting peace and stability in the Indo-Pacific region and the world at large. Peace and stability in the Taiwan Strait are essential components for global security and prosperity. Taiwan needs to prepare for danger in times of peace. We must continue increasing our national defense budget, bolster our national defense capabilities, and show our determination to protect our country. Everyone has a responsibility to safeguard Taiwan’s democracy and security. We must gather together every bit of strength we have to enhance whole-of-society defense resilience, and build capabilities to respond to major disasters and deter threats or encroachment. We must also strengthen communication with society to combat information and cognitive warfare, so that the populace rejects threats and enticements and jointly guards against malicious infiltration by external forces. Here at home, we must consolidate democracy with democracy. Internationally, we must make friends worldwide through democracy. This is how we will ensure security and peace. The more secure Taiwan, the more secure the world. The more resilient Taiwan, the sounder the defense of global democracy. The global democratic community should work even closer together to support the democratic umbrella as we seek ways to resolve the war in Ukraine and conflict between Israel and Hamas. Together, we must uphold stability in the Taiwan Strait and security in the Indo-Pacific, and achieve our goal of global peace. Second, we must continue to bolster our national strength, make Taiwan more economically resilient, and enhance the resilience of supply chains for global democracies. In the first half of 2024, growth in the Taiwan Stock Index was the highest in the world. Our economic growth rate for the year as a whole is expected to reach 4.2 percent, leading among the Four Asian Tigers. Domestic investment is soaring, having exceeded NT$5 trillion, and inflation is gradually stabilizing. Export orders from January to November totaled US$536.6 billion, up 3.7 percent from the same period in 2023. And compared over the same period, exports saw a 9.9 percent increase, reaching US$431.5 billion. Recent surveys also show that in 2024, the average increase in salaries at companies was higher than that in 2023. Additionally, over 90 percent of companies plan to raise salaries this year, which is an eight-year high. All signs indicate that Taiwan’s economic climate continues to recover, and that our economy is growing steadily. Our overall economic performance is impressive; still, we must continue to pay attention to the impact on Taiwan’s industries from the changing geopolitical landscape, uncertainties in the global economic environment, and dumping by the “red supply chain.”  For a nation, all sectors and professions are equally important; only when all our industries are strong can Taiwan be strong as a nation. Our micro-, small-, and medium-sized enterprises (MSMEs) are the lifeblood of Taiwan, and the development of our various industrial parks has given Taiwan the impetus for our prosperity. We must carry the spirit of “Made in Taiwan” forward, bringing it to ever greater heights. Thus, beyond just developing our high-tech industry, our Executive Yuan has already proposed a solution that will help traditional industries and MSMEs comprehensively adopt technology applications, engage in the digital and net-zero twin transition, and develop channels, all for better operational structures and higher productivity. Taiwan must continue enhancing its economic resilience. In recent years, Taiwan has significantly increased its investments in the US, Japan, Europe, and the New Southbound countries, and such investment has already surpassed investment in China. This indicates that our efforts in diversifying markets and reducing reliance on any single market are working. Moving forward, we must keep providing assistance so that Taiwan industries can expand their global presence and market internationally from a solid base here in Taiwan. At the same time, Taiwan must use democracy to promote economic growth with the rest of the world. We must leverage our strengths in the semiconductor and AI industries. We must link with democratic countries so that we can together enhance the resilience of supply chains for global democracies. And through international cooperation across many sectors, such as UAVs, low-orbit communications satellites, robots, military, security and surveillance, or biopharmaceuticals, renewable energy technology, new agriculture, and the circular economy, we must keep abreast of the latest cutting-edge technology and promote diverse development. This approach will help Taiwan remain a leader in advancing global democratic supply chains, ensuring their security and stability. Third, we must continue working toward a Balanced Taiwan and generational justice, ensuring that the fruits of our economic growth can be enjoyed by all our people. Democracy means the people have the final say. Our nation belongs to all 23 million of us, without regard for ethnic group, generation, political party, or whether we live in urban or rural areas. In this new year, we must continue to pursue policies that promote the well-being of the nation and the people. But to that end, the central government needs adequate financial resources to ensure that it can enact each of these measures. Therefore, I hope that the ruling and opposition parties can each soberly reconsider the amendments to the Act Governing the Allocation of Government Revenues and Expenditures and find a path forward that ensures the lasting peace and stability of our country. For nine consecutive years, the minimum wage has continued to rise. Effective today, the minimum monthly salary is being raised from NT$27,470 to NT$28,590, and the hourly salary from NT$183 to NT$190. We hope by raising the pay for military personnel, civil servants, and educators for two consecutive years, coupled with benefits through wage increases and tax reductions, that private businesses will also raise wages, allowing all our people to enjoy the fruits of our economic growth. I know that everyone wants to pay lower taxes and rent. This year, we will continue to promote tax reductions. For example, unmarried individuals with an annual income of NT$446,000 or less can be exempt from paying income tax. Dual-income families with an annual income of NT$892,000 or less and dual-income families with two children aged six or younger with an annual income of NT$1,461,000 or less are also exempt from paying income tax. Additionally, the number of rent-subsidized housing units will also be increased, from 500,000 to 750,000 units, helping lighten the load for everyone. This year, the age eligibility for claiming Culture Points has been lowered from 16 to 13 years, so that now young people aged between 13 and 22 can receive government support for experiencing more in the arts. Also, our Taiwan Global Pathfinders Initiative is about to take effect, which will help more young people in Taiwan realize their dreams by taking part in education and exchange activities in many places around the world. We are also in the process of establishing a sports ministry to help young athletes achieve their dreams on the field, court, and beyond. The ministry will also be active in developing various sports industries and bringing sports and athletics more into the lives of the people, making our people healthier as a result. This year, as Taiwan becomes a “super-aged society,” we will launch our Long-term Care 3.0 Plan to provide better all-around care for our seniors. And we will expand the scope of cancer screening eligibility and services, all aimed at creating a Healthy Taiwan. In addition, Taiwan will officially begin collecting fees for its carbon fee system today. This brings us closer in line with global practices and helps us along the path to our goal of net-zero emissions by 2050. We will also continue on the path to achieving a Balanced Taiwan. Last month, the Executive Yuan launched the Trillion NT Dollar Investment National Development Plan and its six major regional flagship projects. Both of these initiatives will continue to expand the investment in our public infrastructure and the development of local specialty industries, narrowing urban-rural and wealth gaps so that all our people can live and work in peace and happiness. My fellow citizens, today’s Taiwan is receiving international recognition for its performance in many areas, among them democracy, technology, and economy. This tells us that national development is moving in the right direction. In this new year, Taiwan must be united, and we must continue on the right course. We hope that everyone in the central and local governments, regardless of party, can work hard together to ensure that national policies are successfully implemented, with the people’s well-being as our top priority. This will allow Taiwan sure footing as it strides forward toward ever greater achievements.     President Lai delivers 2024 National Day Address
    President Lai Ching-te on the morning of October 10 attended the ROC’s 113th Double Tenth National Day Celebration in the plaza fronting the Presidential Office Building, and delivered an address titled “Taiwan Together for Our Shared Dream.” A translation of the president’s address follows: National Day Celebration Chairperson Han Kuo-yu (韓國瑜), Vice President Bi-khim Hsiao, Premier Cho Jung-tai (卓榮泰), Prime Minister of Tuvalu Feleti Teo and Madame Tausaga Teo, heads of delegations from diplomatic allies and friendly nations, distinguished guests from home and abroad, and my fellow citizens here in person and watching on TV or online: Good morning. Today, we gather together to celebrate the birthday of the Republic of China, praise the beautiful Taiwan of today, and usher in the better Taiwan for tomorrow. One hundred and thirteen years ago, a group of people full of ideals and aspirations rose in revolt and overthrew the imperial regime. Their dream was to establish a democratic republic of the people, to be governed by the people and for the people. Their ideal was to create a nation of freedom, equality, and benevolence. However, the dream of democracy was engulfed in the raging flames of war. The ideal of freedom had for long eroded under authoritarian rule. But we will never forget the Battle of Guningtou 75 years ago, or the August 23 Artillery Battle 66 years ago. Though we arrived on this land at different times and belonged to different communities, we defended Taiwan, Penghu, Kinmen, and Matsu. We defended the Republic of China. We will never forget the Kaohsiung Incident 45 years ago, or wave after wave of democracy movements. Again and again, people who carried the dream of democracy and the ideal of freedom, through valiant sacrifice and devotion, gave their lives to open the door to democracy. Over more than a century, the people’s desire to master their own destiny has finally been fulfilled. My fellow citizens, though the Republic of China was driven out of the international community, the people of Taiwan have never exiled themselves. On this land, the people of Taiwan toil and labor, but when our friends face natural disasters or an unprecedented pandemic, we do not hesitate to extend a helping hand. “Taiwan Can Help” is not just a slogan. It is a movement by the people of Taiwan to cherish peace and do good for others. In the past, our people, going out into the world equipped with only a briefcase, sparked Taiwan’s economic achievements. Now, Taiwan’s chip technology drives the whole world, and has become a global force for prosperity and development. The people of Taiwan are diverse, and they are fearless. Our own Nymphia Wind is a queen on the world stage. The people of Taiwan are truly courageous. Lin Yu-ting (林郁婷), a daughter of Taiwan, is a queen of the boxing world. At 17 years old, Taiwan’s own Tsai Yun-rong (蔡昀融) put steady hands to work and won first place for woodwork in a global skills competition. Chen Sz-yuan (陳思源), at 20, took first for refrigeration and air conditioning, using the skills passed down by his father. A new generation of “Made in Taiwan” youth is putting a new shine on an old label. I want to thank generation after generation of fellow citizens for coming together and staying together through thick and thin. The Republic of China has already put down roots in Taiwan, Penghu, Kinmen, and Matsu. And the Republic of China and the People’s Republic of China are not subordinate to each other. On this land, democracy and freedom are growing and thriving. The People’s Republic of China has no right to represent Taiwan. The 23 million people of Taiwan, now more than ever, must reach out our branches to embrace the future. My fellow citizens, we have overcome challenge after challenge. All along, the Republic of China has shown steadfast resolve; and all along, the people of Taiwan have shown unwavering tenacity. We fully understand that our views are not all the same, but we have always been willing to accept one another. We fully understand that we have differences in opinion, but we have always been willing to keep moving forward hand in hand. This is how the Republic of China Taiwan became what it is today. As president, my mission is to ensure that our nation endures and progresses, and to unite the 23 million people of Taiwan. I will also uphold the commitment to resist annexation or encroachment upon our sovereignty. It is also my mission to safeguard the lives and property of the public, firmly carry out our Four Pillars of Peace action plan, strengthen national defense, stand side by side with democratic countries, jointly demonstrate the strength of deterrence, and ensure peace through strength, so that all generations can lead good lives. All the more, my mission is to care for the lives and livelihoods of the 23 million people of Taiwan, actively develop our economy, and expand investment in social care. I must also ensure that the fruits of our economic growth can be enjoyed by all our people. However, Taiwan faces relentless challenges, and the world’s challenges are just as much our own. The world must achieve sustainable development as we grapple with global climate change. Sudden outbreaks of infectious diseases impact human lives and health around the globe. And expanding authoritarianism is posing a host of challenges to the rules-based international order, threatening our hard-won free and democratic way of life. For these reasons, I have established three committees at the Presidential Office: the National Climate Change Committee, the Healthy Taiwan Promotion Committee, and the Whole-of-Society Defense Resilience Committee. These committees are interrelated, and they are closely connected by the theme of national resilience. We intend to build up a more resilient Taiwan, proactively deal with challenges, and bring Taiwan into deeper cooperation with the international community. We must strengthen Taiwan’s ability to adapt to the risks associated with extreme weather, continue promoting our second energy transition, and ensure a stable power supply. We must steadily advance toward our goal of net-zero transition by 2050 through the development of more forms of green energy, deep energy saving, and advanced energy storage. In terms of health, we must effectively fight the spread of global infectious diseases, and raise the population’s average life expectancy while reducing time spent living with illness or disability. We must achieve health equality so that people are healthy, the nation is stronger, and so that the world embraces Taiwan. Finally, we must strengthen resilience throughout Taiwan in national defense, economic livelihoods, disaster prevention, and democracy. As the people of Taiwan become more united, our nation grows more stable. As our society becomes better prepared, our nation grows more secure, and there is also greater peace and stability in the Taiwan Strait. Taiwan is resolved in our commitment to upholding peace and stability in the Taiwan Strait and achieving global security and prosperity. We are willing to work with China on addressing climate change, combatting infectious diseases, and maintaining regional security to pursue peace and mutual prosperity for the well-being of the people on the two sides of the Taiwan Strait. For a long time now, countries around the world have supported China, invested in China, and assisted China in joining the World Trade Organization, thereby promoting China’s economic development and enhancing its national strength. This was done out of the hope that China would join the rest of the world in making global contributions, that internally it would place importance on the livelihoods of the people, and that externally it would maintain peace. As we stand here today, international tensions are on the rise, and each day countless innocents are suffering injuries or losing their lives in conflict. We hope that China will live up to the expectations of the international community, that it will apply its influence and work with other countries toward ending Russia’s invasion of Ukraine and conflicts in the Middle East. And we hope that it will take up its international responsibilities and, along with Taiwan, contribute to the peace, security, and prosperity of the region and the globe. In an era when the international landscape is becoming increasingly chaotic, Taiwan will become more calm, more confident, and stronger; it will become a force for regional peace, stability, and prosperity. I believe that a stronger democratic Taiwan is not only the ideal of our 23 million people, but also the expectation of the international community. We will continue to make Taiwan stronger and promote cross-sector economic development. Taiwan’s economic strength is no “miracle”; it is the result of the joint efforts of all the people of Taiwan. We must strive for an innovative economy, a balanced Taiwan, and inclusive growth; we must stay on top of changes in global trends, and continue to remain a key player in supply chains for global democracies. Going forward, in addition to our 5+2 innovative industries plan and Six Core Strategic Industries policy, we will more vigorously develop Taiwan’s Five Trusted Industry Sectors, namely semiconductors, AI, military, security and surveillance, and next-generation communications, and help expand their global presence. We will also promote the transformation and development of medium, small, and micro enterprises and help them develop their international markets. My fellow citizens, we will continue working to achieve a Taiwan that is balanced across all its regions. In the central government’s proposed general budget plan for next year, general grants for local governments and general centrally funded tax revenues increased significantly, by NT$89.5 billion, reaching a total of NT$724.1 billion, a record high. And our budget for flood control will be raised by NT$15.9 billion from this year, bringing the total to NT$55.1 billion. This will help municipalities across the country in addressing the challenges of extreme weather.  We will also expedite improvements to the safety of our national road network and create a human-friendly transportation environment. Furthermore, we will improve our mass rapid transit network and connect the greater Taipei area comprising Taipei, New Taipei, Keelung, and Taoyuan. We will roll out the new Silicon Valley plan for Taoyuan, Hsinchu, and Miaoli to form a central technology cluster connecting the north with the south and launch the Smart Technology Southern Industrial Ecosystem Development Plan. We will accelerate promotion of safety in our eastern transportation network so that locals can go home on safer roads. We will also enhance basic infrastructure in the outlying island areas to raise the quality of life for locals and increase their capacity for tourism. My fellow citizens, we must all the more ensure the well-being of our people across the generations. To our young parents, we will continue to promote version 2.0 of our national childcare policy for ages 0–6. We are going even further by already increasing childcare subsidies, and we will also enhance the quality of preschool services. Children are the future of our country, and the government has the responsibility to help take care of them. To our young students, we will continue to provide free tuition for students of high schools and vocational high schools, and we will also continue to subsidize tuition for students of private junior colleges, colleges, and universities. And we are taking that a step further by establishing the Ten-Billion-Dollar Youth Overseas Dream Fund. Young people have dreams, and the government has the responsibility to help youth realize those dreams. To our young adults and those in the prime of life, next year, the minimum wage will once again be raised, and the number of rent-subsidized housing units will be increased. We will expand investment in society and provide more support across life, work, housing, and health, and support for the young and old. Raising a family is hard work, and the government has a responsibility to help lighten the load. To our senior citizens all around Taiwan, next year, Taiwan will become a “super-aged society.” In advance, we will launch our Long-term Care 3.0 Plan and gradually implement the 888 Program for the prevention and treatment of chronic diseases. We will also establish a NT$10 billion fund for new cancer drugs and advance the Healthy Taiwan Cultivation Plan. We will build a stronger social safety net and provide enhanced care for the disadvantaged. And we will bring mental health support to people of all ages, including the young and middle-aged, to truly achieve care for all people of all ages throughout the whole of our society. I am deeply aware that what everyone cares about the most is the pressure of high housing prices, and that what they most detest is rampant fraud. I give the people my promise that our administration will not shirk these issues; even if it offends certain groups, we will address them no matter the price. We will redouble our efforts to combat fraud and fight housing speculation. We will expand care for renters and strike a balance with the needs of people looking to change homes. We will walk together, continuing down the path toward achieving housing justice. We have with us today former President Chen Shui-bian, former President Tsai Ing-wen, and leaders from different political parties. I want to thank all of you for attending. Your presence represents the strength our nation has built up over generations, as well as the values and significance of Taiwan’s diverse democracy. Our nation must become more united, and our society must grow more stable. I also want to thank Legislative Yuan President Han and Premier Cho for recently initiating cooperation among the ruling and opposition parties to facilitate discussion among the ruling and opposition party caucuses. In democratic countries, political parties internally promote the nation’s progress through competition, and externally they unite to work toward achieving national interests. No matter our political party, no matter our political stances, national interests come before the interests of parties, and the interests of parties can never take precedence over the interests of the people. And this is precisely the spirit upheld by those who sacrificed, who gave everything they had, in order to establish the Republic of China. This is the lesson we take from our predecessors who, generation upon generation, overcame authoritarianism, and sacrificed and devoted themselves to the pursuit of democracy. That is precisely why, regardless of party affiliation or regardless of our differences, we are gathered here today. Regardless of what name we choose to call our nation – the Republic of China; Taiwan; or the Republic of China Taiwan – we must all share common convictions: Our determination to defend our national sovereignty remains unchanged. Our efforts to maintain the status quo of peace and stability in the Taiwan Strait remain unchanged. Our commitment to hoping for parity and dignity, and healthy and orderly dialogue and exchanges between the two sides of the strait remains unchanged. Our determination, from one generation to the next, to protect our free and democratic way of life remains unchanged. I believe this is the dream that Taiwan’s 23 million people all share; it is also the shared ideal that Taiwanese society and the international community hold.     President Lai’s remarks on legislative amendments
    On the morning of June 24, President Lai Ching-te delivered his remarks on recent legislative amendments. In remarks, President Lai emphasized opposition to an expansion of legislative power, not legislative reforms, and said that the legislature should naturally engage in reforms, but refrain from an excessive expansion of power, adding that any proposal for legislative reform should remain legal and constitutional. Particularly, the president said, the investigative powers of the Legislative Yuan should not infringe upon the powers of the judiciary or the Control Yuan, and more importantly, they must not infringe upon people’s basic rights, including the right to privacy, trade secrets, and the freedom to withhold expression. Therefore, on the basis of safeguarding the constitutional order and protecting the rights of the people, the president stated that he will petition the Constitutional Court for a constitutional interpretation, as well as petition for a preliminary injunction. Emphasizing that the president’s role is as a guardian of democratic and constitutional governance, President Lai said that given that there are concerns about the recent amendments being unconstitutional, concerns that they confound constitutional provisions on the separation of powers and those on checks and balances, it is incumbent upon him to perform his duties as president and take action. Today, he said, he has decided to petition the Constitutional Court for a constitutional interpretation to rule on the constitutionality and legitimacy of the recent amendments. Stating that this approach is responsible to our nation and to our history and actually reflects the expectations of the people, the president expressed his hope that all of our fellow citizens can work together to safeguard our constitutional system and more deeply entrench our democracy, allowing for the sustainable development of Taiwan’s democracy. A translation of President Lai’s remarks follows: One month ago, I was sworn in as president, taking an oath before the people to observe the Constitution and faithfully perform my duties. Therefore, following the legislature’s passing of amendments to the Law Governing the Legislative Yuan’s Power and to the Criminal Code, earlier this morning, I signed these amendments into law in accordance with the Constitution, and will promulgate the bills today. However, aside from the deliberative process over the amendments raising pronounced concerns from the public, the contents of the bills also risk compromising the constitutional principle of separation of powers, as well as that of checks and balances. A moment ago, Attorney Hong Wei-sheng (洪偉勝) explained our reasons for seeking to petition for a constitutional interpretation. I would like to share with our fellow citizens that it is the responsibility and mission of the president to safeguard our free and democratic constitutional system and protect the rights of the people. In a free and democratic constitutional system, core principles include separation of powers, checks and balances, and the protection of human rights. Separation of powers should be based on the Constitution, with the branches working independently while respecting one another. Regarding checks and balances, branches should function according to their institutional design to ensure constitutionally responsible government. Therefore, I must emphasize that we are opposing an expansion of legislative power, not legislative reforms. The legislature should naturally engage in reforms, but refrain from an excessive expansion of power. Any proposal for legislative reform should remain legal and constitutional. Particularly, the investigative powers of the Legislative Yuan should not infringe upon the powers of the judiciary or the Control Yuan. More importantly, they must not infringe upon people’s basic rights, including the right to privacy, trade secrets, and the freedom to withhold expression. On the issue of the president giving an address on the state of the nation at the Legislative Yuan, there are already existing regulations in place in the Constitution and the Law Governing the Legislative Yuan’s Power. During legislative sessions, the legislature may invite the president to give a state of the nation address on national security and major policies. I have previously said that on the condition of legal and constitutional procedures, I am willing to deliver a state of the nation address at the Legislative Yuan. However, recent amendments passed by the legislature redefine the president’s address on the state of the nation as compulsory and require that the address be followed with an on-the-spot question and answer session, in an attempt to change the design of responsible government in the Constitution. This disrupts the institution of the Executive Yuan being responsible to the Legislative Yuan, leading to concerns about an overreaching expansion of the power originally bestowed to legislators by the Constitution. As president, I will not impose my personal opinions on the constitutional order; nor will I place my personal interests before national interests. As a physician, I deeply understand that any diagnosis should be made with care. When performing organ transplants, the physician must carefully evaluate and match various attributes, such as blood type, physical constitution, and other conditions. The same principles for treating illness hold true for governing a country. Institutional or legal transplants performed in the absence of careful evaluation or discussion could lead to negative outcomes for the nation’s constitutional governance and the protection of the people’s rights. We must address these issues seriously. Every law has far-reaching impact on our nation, our society, and the next generation. The president’s role is as a guardian of democratic and constitutional governance. Given that there are concerns about the recent amendments being unconstitutional, concerns that they confound constitutional provisions on the separation of powers and those on checks and balances, it is incumbent upon me to perform my duties as president and take action. Today, I have decided to petition the Constitutional Court for a constitutional interpretation to rule on the constitutionality and legitimacy of the recent amendments. This approach is responsible to our nation and to our history and actually reflects the expectations of the people. The Constitution stands as the supreme legal basis of our nation, and the Constitutional Court is the highest judicial organ that works to maintain the constitutional order and protect the rights of citizens. As to the interpretation, ruling and opposition parties must respect and accept the results, no matter what they turn out to be. And we also hope that the public will be able to support the results. In the coming days, as this process of constitutional interpretation unfolds, there will be much discussion and debate among the public. I am confident that this will be a reaffirmation, by Taiwanese society, of our democratic and constitutional governance, and that it will make our democratic society even more mature. For democracy to be even more deeply entrenched, it needs defending, and it needs dialogue. And the historic moment to defend the constitutional structure of free democracy is now. I hope that all of my fellow citizens can work together to safeguard our constitutional system and more deeply entrench our democracy, allowing for the sustainable development of Taiwan’s democracy.     President Lai delivers remarks on US tariff policy response
    On April 6, President Lai Ching-te delivered recorded remarks regarding the impact of the 32 percent tariff that the United States government recently imposed on imports from Taiwan in the name of reciprocity. In his remarks, President Lai explained that the government will adopt five response strategies, including making every effort to improve reciprocal tariff rates through negotiations, adopting a support plan for affected domestic industries, adopting medium- and long-term economic development plans, forming new “Taiwan plus the US” arrangements, and launching industry listening tours. The president emphasized that as we face this latest challenge, the government and civil society will work hand in hand, and expressed hope that all parties, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy. A translation of President Lai’s remarks follows: My fellow citizens, good evening. The US government recently announced higher tariffs on countries around the world in the name of reciprocity, including imposing a 32 percent tariff on imports from Taiwan. This is bound to have a major impact on our nation. Various countries have already responded, and some have even adopted retaliatory measures. Tremendous changes in the global economy are expected. Taiwan is an export-led economy, and in facing future challenges there will inevitably be difficulties, so we must proceed carefully to turn danger into safety. During this time, I want to express gratitude to all sectors of society for providing valuable opinions, which the government regards highly, and will use as a reference to make policy decisions.  However, if we calmly and carefully analyze Taiwan’s trade with the US, we find that last year Taiwan’s exports to the US were valued at US$111.4 billion, accounting for 23.4 percent of total export value, with the other 75-plus percent of products sold worldwide to countries other than the US. Of products sold to the US, competitive ICT products and electronic components accounted for 65.4 percent. This shows that Taiwan’s economy does still have considerable resilience. As long as our response strategies are appropriate, and the public and private sectors join forces, we can reduce impacts. Please do not panic. To address the reciprocal tariffs by the US, Taiwan has no plans to adopt retaliatory tariffs. There will be no change in corporate investment commitments to the US, as long as they are consistent with national interests. But we must ensure the US clearly understands Taiwan’s contributions to US economic development. More importantly, we must actively seek to understand changes in the global economic situation, strengthen Taiwan-US industry cooperation, elevate the status of Taiwan industries in global supply chains, and with safeguarding the continued development of Taiwan’s economy as our goal, adopt the following five strategies to respond. Strategy one: Make every effort to improve reciprocal tariff rates through negotiations using the following five methods:  1. Taiwan has already formed a negotiation team led by Vice Premier Cheng Li-chiun (鄭麗君). The team includes members from the National Security Council, the Office of Trade Negotiations, and relevant Executive Yuan ministries and agencies, as well as academia and industry. Like the US-Mexico-Canada free trade agreement, negotiations on tariffs can start from Taiwan-US bilateral zero-tariff treatment. 2. To expand purchases from the US and thereby reduce the trade deficit, the Executive Yuan has already completed an inventory regarding large-scale procurement plans for agricultural, industrial, petroleum, and natural gas products, and the Ministry of National Defense has also proposed a military procurement list. All procurement plans will be actively pursued. 3. Expand investments in the US. Taiwan’s cumulative investment in the US already exceeds US$100 billion, creating approximately 400,000 jobs. In the future, in addition to increased investment in the US by Taiwan Semiconductor Manufacturing Company, other industries such as electronics, ICT, petrochemicals, and natural gas can all increase their US investments, deepening Taiwan-US industry cooperation. Taiwan’s government has helped form a “Taiwan investment in the US” team, and hopes that the US will reciprocate by forming a “US investment in Taiwan” team to bring about closer Taiwan-US trade cooperation, jointly creating a future economic golden age.  4. We must eliminate non-tariff barriers to trade. Non-tariff barriers are an indicator by which the US assesses whether a trading partner is trading fairly with the US. Therefore, we will proactively resolve longstanding non-tariff barriers so that negotiations can proceed more smoothly. 5. We must resolve two issues that have been matters of longstanding concern to the US. One regards high-tech export controls, and the other regards illegal transshipment of dumped goods, otherwise referred to as “origin washing.” Strategy two: We must adopt a plan for supporting our industries. For industries that will be affected by the tariffs, and especially traditional industries as well as micro-, small-, and medium-sized enterprises, we will provide timely and needed support and assistance. Premier Cho Jung-tai (卓榮泰) and his administrative team recently announced a package of 20 specific measures designed to address nine areas. Moving forward, the support we provide to different industries will depend on how they are affected by the tariffs, will take into account the particular features of each industry, and will help each industry innovate, upgrade, and transform. Strategy three: We must adopt medium- and long-term economic development plans. At this point in time, our government must simultaneously adopt new strategies for economic and industrial development. This is also the fundamental path to solutions for future economic challenges. The government will proactively cooperate with friends and allies, develop a diverse range of markets, and achieve closer integration of entities in the upper, middle, and lower reaches of industrial supply chains. This course of action will make Taiwan’s industrial ecosystem more complete, and will help Taiwanese industries upgrade and transform. We must also make good use of the competitive advantages we possess in such areas as semiconductor manufacturing, integrated chip design, ICT, and smart manufacturing to build Taiwan into an AI island, and promote relevant applications for food, clothing, housing, and transportation, as well as military, security and surveillance, next-generation communications, and the medical and health and wellness industries as we advance toward a smarter, more sustainable, and more prosperous new Taiwan. Strategy four: “Taiwan plus one,” i.e., new “Taiwan plus the US” arrangements: While staying firmly rooted in Taiwan, our enterprises are expanding their global presence and marketing worldwide. This has been our national economic development strategy, and the most important aspect is maintaining a solid base here in Taiwan. We absolutely must maintain a solid footing, and cannot allow the present strife to cause us to waver. Therefore, our government will incentivize investments, carry out deregulation, and continue to improve Taiwan’s investment climate by actively resolving problems involving access to water, electricity, land, human resources, and professional talent. This will enable corporations to stay in Taiwan and continue investing here. In addition, we must also help the overseas manufacturing facilities of offshore Taiwanese businesses to make necessary adjustments to support our “Taiwan plus one” policy, in that our national economic development strategy will be adjusted as follows: to stay firmly rooted in Taiwan while expanding our global presence, strengthening US ties, and marketing worldwide. We intend to make use of the new state of supply chains to strengthen cooperation between Taiwanese and US industries, and gain further access to US markets. Strategy five: Launch industry listening tours: All industrial firms, regardless of sector or size, will be affected to some degree once the US reciprocal tariffs go into effect. The administrative teams led by myself and Premier Cho will hear out industry concerns so that we can quickly resolve problems and make sure policies meet actual needs. My fellow citizens, over the past half-century and more, Taiwan has been through two energy crises, the Asian financial crisis, the global financial crisis, and pandemics. We have been able to not only withstand one test after another, but even turn crises into opportunities. The Taiwanese economy has emerged from these crises stronger and more resilient than ever. As we face this latest challenge, the government and civil society will work hand in hand, and I hope that all parties in the legislature, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy.   • MIL-OSI USA: Audit Confirms $1 Million in Federal Relief for Puerto Rican Fishers Was Never Distributed

    WASHINGTON– A new federal audit, launched at the request of Congresswoman Nydia M. Velázquez (D-NY), confirms that $1 million in disaster relief intended to assist Puerto Rican fishers after the COVID-19 pandemic was never delivered. Each eligible fisher could have received between $2,419 and $15,000 for their losses.
     
    “It is incredibly frustrating to see how these funds—which could have made a huge difference—were wasted,” said Congresswoman Velázquez. “Puerto Rican fishers have spent years waiting for help, only to see those resources mismanaged. This confirms what they’ve been saying from the beginning and shows how opaque, unilateral administrative decisions in managing recovery funds directly harm the communities most in need.”
     
    The audit, released by the Office of the Inspector General at the U.S. Department of Commerce, came in response to a 2022 request from Velázquez. It shows that the Puerto Rico Department of Agriculture failed to distribute a large portion of a $3.9 million federal aid package. The funds were granted through two cooperative agreements with NOAA, funded by the CARES Act and the Consolidated Appropriations Act of 2021.
     
    The report found that the Department failed to distribute $2.9 million in direct payments under the second round of funding, even after NOAA granted multiple deadline extensions. Officials cited low participation due to mistrust of the process and concerns about submitting tax documents. However, the official application notice stated that tax returns were not required, raising questions about the Department’s justification.
     
    The Department also attempted to use $1.5 million of the unused funds to purchase equipment, a request NOAA denied because it did not meet the purpose of the program. Later, the Department claimed nearly $400,000 in administrative expenses, which averages $682 per each of the 586 checks that were successfully delivered. The remaining $1 million will be returned to the U.S. Treasury.
     
    Velázquez called for continued oversight of federal recovery funds in Puerto Rico. “We cannot let this become the norm,” she emphasized. “With only 27 percent of the $41 billion allocated for Puerto Rico’s recovery spent so far, every dollar must be monitored, and every agency must be held accountable.”
     
    “The audit reflects the lack of urgency and commitment shown by the Department of Agriculture in managing funds from the Consolidated Appropriations Act—something the fishers have consistently denounced and one of the reasons they are calling on the Department to appoint a new director for the Fisheries Program. This is why they are demanding the immediate resignation of the current director, who is responsible for the loss of over $1 million and unjustifiable administrative costs in managing these funds,” said Juan Capella Noya, Community Consultant for Firmes, Unidos y Resilientes con la Abogacía (FURIA Inc.). He added, “Throughout this process, people both in the United States and Puerto Rico have echoed the fishers’ demands and taken action. Among them, Congresswoman Nydia Velázquez’s irreplaceable oversight work stands out—something we know the fishers are deeply grateful for.”

    GENEVA/ NEW YORK, 7th April 2025 — Women today are more likely than ever to survive pregnancy and childbirth according to a major new report released today, but United Nations (UN) agencies highlight the threat of major backsliding as unprecedented aid cuts take effect around the world.  

    Released on World Health Day, the UN report, Trends in maternal mortality, shows a 40% global decline in maternal deaths between 2000 and 2023 – largely due to improved access to essential health services. Still, the report reveals that the pace of improvement has slowed significantly since 2016, and that an estimated 260 000 women died in 2023 as a result of complications from pregnancy or childbirth – roughly equivalent to one maternal death every two minutes.  

    The report comes as humanitarian funding cuts are having severe impacts on essential health care in many parts of the world, forcing countries to roll back vital services for maternal, newborn and child health. These cuts have led to facility closures and loss of health workers, while also disrupting supply chains for lifesaving supplies and medicines such as treatments for haemorrhage, pre-eclampsia and malaria – all leading causes of maternal deaths.  

    Without urgent action, the agencies warn that pregnant women in multiple countries will face severe repercussions – particularly those in humanitarian settings where maternal deaths are already alarmingly high. 

    “While this report shows glimmers of hope, the data also highlights how dangerous pregnancy still is in much of the world today – despite the fact that solutions exist to prevent and treat the complications that cause the vast majority of maternal deaths,” said Dr Tedros Adhanom Ghebreyesus, Director-General of the World Health Organization (WHO). “In addition to ensuring access to quality maternity care, it will be critical to strengthen the underlying health and reproductive rights of women and girls- factors that underpin their prospects of healthy outcomes during pregnancy and beyond.”

    The report also provides the first global account of the COVID-19 pandemic’s impact on maternal survival. In 2021, an estimated 40 000 more women died due to pregnancy or childbirth – increasing to 322 000 from 282 000 the previous year. This upsurge was linked not only to direct complications caused by COVID-19, but also widespread interruptions to maternity services. This highlights the importance of ensuring such care during pandemics and other emergencies, noting that pregnant women need reliable access to routine services and checks as well as round-the-clock urgent care. 

    “When a mother dies in pregnancy or childbirth, her baby’s life is also at risk. Too often, both are lost to causes we know how to prevent,” said UNICEF Executive Director Catherine Russell. “Global funding cuts to health services are putting more pregnant women at risk, especially in the most fragile settings, by limiting their access to essential care during pregnancy and the support they need when giving birth. The world must urgently invest in midwives, nurses, and community health workers to ensure every mother and baby has a chance to survive and thrive.”

    The report highlights persistent inequalities between regions and countries, as well as uneven progress. With maternal mortality declining by around 40% between 2000 and 2023, sub-Saharan Africa achieved significant gains – and was one of just three UN regions alongside Australia and New Zealand, and Central and Southern Asia, to see significant drops after 2015. However, confronting high rates of poverty and multiple conflicts, the sub-Saharan Africa region still counted for approximately 70% of the global burden of maternal deaths in 2023.

    Indicating slowing progress, maternal mortality stagnated in five regions after 2015: Northern Africa and Western Asia, Eastern and South-Eastern Asia, Oceania (excluding Australia and New Zealand), Europe and North America, and Latin America and the Caribbean.

    “Access to quality maternal health services is a right, not a privilege, and we all share the urgent responsibility to build well-resourced health systems that safeguard the life of every pregnant woman and newborn,” said Dr. Natalia Kanem, UNFPA’s Executive Director. “By boosting supply chains, the midwifery workforce, and the disaggregated data needed to pinpoint those most at risk, we can and must end the tragedy of preventable maternal deaths and their enormous toll on families and societies.”

    Pregnant women living in humanitarian emergencies face some of the highest risks globally, according to the report.  Nearly two-thirds of global maternal deaths now occur in countries affected by fragility or conflict. For women in these settings, the risks are staggering: a 15-year-old girl faces a 1 in 51 risk of dying from a maternal cause at some point over her lifetime compared to 1 in 593 in more stable countries. The highest risks are in Chad and the Central African Republic (1 in 24), followed by Nigeria (1 in 25), Somalia (1 in 30), and Afghanistan (1 in 40).  

    Beyond ensuring critical services during pregnancy, childbirth and the postnatal period, the report notes the importance of efforts to enhance women’s overall health by improving access to family planning services, as well as preventing underlying health conditions like anaemias, malaria and noncommunicable diseases that increase risks. It will also be critical to ensure girls stay in school and that women and girls have the knowledge and resources to protect their health.

    Urgent investment is needed to prevent maternal deaths. The world is currently off-track to meet the UN’s Sustainable Development Goal target for maternal survival. Globally, the maternal mortality ratio would need to fall by around 15% each year to meet the 2030 target – significantly increasing from current annual rates of decline of around 1.5%.

    The SDG target for maternal deaths is for a global maternal mortality ratio (MMR) of less than 70 maternal deaths per 100 000 live births by 2030. The global MMR in 2023 was estimated at 197 maternal deaths per 100 000 live births, down from 211 in 2020 and from 328 in 2000.  

    The report includes data disaggregated by the following regions, used for SDG reporting: Central Asia and Southern Asia; Sub-Saharan Africa; Northern America and Europe; Latin America & the Caribbean; Western Asia and Northern Africa; Australia and New Zealand; Eastern Asia and South-eastern Asia, and Oceania excluding Australia and New Zealand. 

    A maternal death is a death due to complications related to pregnancy or childbirth, occurring when a woman is pregnant, or within six weeks of the end of the pregnancy.

  • MIL-Evening Report: Looking inward: why Trump’s tariffs highlight the need for NZ to build local capacity

    When retail executives start swearing during earnings calls, something is clearly amiss. That’s what happened recently when the CEO of United States-based luxury furniture retailer Restoration Hardware saw his company’s share price plunge by more than 25% in after-market trading.

    The cause? Donald Trump had just declared “Liberation Day”, announcing sweeping new tariffs on nearly all imports. For companies like Restoration Hardware – which rely on suppliers in China and Vietnam, and now face tariffs of over 50% – the impact was immediate: higher costs, disrupted supply chains and enormous uncertainty.

    New Zealand exporters were spared the worst, with exports facing only the 10% baseline tariff under the new regime. But the lesson is clear. In today’s world, the real threat isn’t always direct exposure, it’s volatility.

    Trump’s tariffs sparked a nosedive in share markets and reignited concerns about the reliability of global trade. And while tariffs may rise and fall, uncertainty seems here to stay. This is why an idea first developed by journalist and author Jane Jacobs in the 1980s deserves renewed attention.

    In Cities and the Wealth of Nations, Jacobs argued that sustainable economic growth isn’t driven by national policy or protectionism but by what she called “import replacement”: where cities and regions develop the capacity to produce goods they once imported.

    The concept is often confused with import substitution, where governments impose tariffs or subsidies to protect domestic industries. But Jacobs’ model is different. It’s not about shielding firms from competition. It’s about growing new capabilities from the ground up.

    A smarter response to volatility

    Import replacement happens when entrepreneurs identify goods currently sourced from elsewhere and start producing them locally, not because tariffs artificially advantage them but because they’ve found a better way to meet local needs. Over time, this drives specialisation, innovation, and eventually new exports.

    Jacobs believed this bottom-up process was the real engine of economic resilience. And she was right. In an era marked by pandemics, war, climate volatility and policy shocks, the ability to adapt quickly and locally is more valuable than ever.

    New Zealand saw this first-hand during COVID-19. When global supply chains stalled, we found ourselves unable to access essentials from PPE to packaging, diagnostic swabs to digital hardware. Some firms responded with ingenuity. Others waited. In many cases, local capacity simply wasn’t there.

    That experience revealed an uncomfortable truth: trade agreements alone don’t secure economic sovereignty. It depends on the capability to make, adapt and substitute when the system falters.

    Some entrepreneurs are already seizing the moment. In the US, for example, founder of activewear brand XX-XY Apparel, Jennifer Sey, argues that trade disruption creates space for ethical, transparent supply chains closer to home. For her, localisation is not just risk management, it’s a business opportunity.

    But rebuilding domestic capacity isn’t easy. It takes capital, skilled workers and time. And tariff-based incentives can vanish as quickly as they appear. That’s why the kind of import replacement Jacobs envisioned wasn’t a reactive policy tool but a long-term development strategy.

    What import replacement could look like

    The same logic applies to New Zealand. We are heavily dependent on imported goods in critical sectors like machinery, pharmaceuticals, digital infrastructure, fertilisers and food processing. If any of those supply chains is disrupted, we’re not just inconvenienced, we’re exposed.

    To reduce that vulnerability, we need to think strategically. That might mean developing domestic capacity to manufacture essential health products, or supporting entrepreneurs working on substitutes for imported fertilisers or packaging materials.

    It could mean encouraging research institutions to develop substitutes for materials we currently source offshore.

    Universities and other research organisations can play a vital role. By collaborating with startups and small or medium-sized businesses, they can accelerate innovation. From prototype to production, tertiary institutions can help translate research into real-world resilience.

    Public procurement could also be better leveraged. Government contracts could reward suppliers who help reduce import dependency and build options into our domestic supply chains.

    Crucially, we need to map our vulnerabilities. Which imports are critical to key sectors? Where are we reliant on a single country or supplier? What could we produce regionally, if not nationally, with the right insight and capability?

    Resilience is not retreat

    This is not an argument against trade. New Zealand’s economy depends on it. But if we’ve learned anything from COVID and now from “Liberation Day”, it’s that openness without options is a liability.

    Tariffs may make headlines. But they won’t build the necessary capabilities in the US or globally for the next crisis. That kind of economic resilience comes from the patient work of entrepreneurs in building, substituting, learning and adapting, at speed and close to home.

    Jacobs reminded us that economies don’t grow stronger by walling themselves off. They grow stronger when they learn to make what they once had to import and, in doing so, discover what the world might want next.

    Unprecedented aid cuts are putting hard-won global progress in ending maternal deaths at risk, three UN agencies warned in a new report that calls for greater investment in midwives and other health workers.

    The Trends in maternal mortality report was published by the UN Children’s Fund (UNICEF), the World Health Organization (WHO) and UN sexual and reproductive health agency UNFPA, in observance of World Health Day on 7 April.

    It shows that maternal deaths declined by 40 per cent between 2000 and 2023, largely due to improved access to essential health services.

    However, the pace of improvement has slowed significantly since 2016, and an estimated 260,000 women died in 2023 due to complications during pregnancy and childbirth, or roughly one death every two minutes.

    Urgent action needed

    As aid funding cuts force countries to roll back vital services for maternal, newborn and child health, the UN agencies call for urgent action to prevent maternal deaths, particularly in humanitarian settings where numbers are already alarmingly high.

    “While this report shows glimmers of hope, the data also highlights how dangerous pregnancy still is in much of the world today – despite the fact that solutions exist to prevent and treat the complications that cause the vast majority of maternal deaths,” said WHO Director-General Tedros Adhanom Ghebreyesus.

    “In addition to ensuring access to quality maternity care, it will be critical to strengthen the underlying health and reproductive rights of women and girls – factors that underpin their prospects of healthy outcomes during pregnancy and beyond.”

    Pregnancy and the pandemic

    The report also provides the first global account of the COVID-19 pandemic’s impact on maternal survival.

    An estimated 40,000 more women died due to pregnancy or childbirth in 2021, rising to 282,000 in 2022, and to 322,000 the following year.

    This increase was linked not only to direct complications caused by COVID-19 but also widespread interruptions to maternity services, highlighting the importance of ensuring that this care is available during pandemics and other emergencies.

    Invest in midwives

    “When a mother dies in pregnancy or childbirth, her baby’s life is also at risk. Too often, both are lost to causes we know how to prevent,” said UNICEF Executive Director Catherine Russell.

    With global funding cuts putting more mums-to-be at risk, especially in the most fragile settings, “the world must urgently invest in midwives, nurses, and community health workers to ensure every mother and baby has a chance to survive and thrive,” she added.

    Inequalities and slow progress

    The report also highlights persistent inequalities between regions and countries, as well as uneven progress.

    With maternal mortality declining by around 40 per cent between 2000 and 2023, sub-Saharan Africa achieved significant gains. It was also among just three UN regions to see significant drops after 2015, with the others being Australia and New Zealand, and Central and Southern Asia.

    Yet, sub-Saharan Africa still accounted for approximately 70 per cent of the global burden of maternal deaths in 2023 due to high rates of poverty and multiple conflicts.

    Meanwhile, five regions saw progress stagnate after 2015: Northern Africa and Western Asia, Eastern and South-Eastern Asia, Oceania (excluding Australia and New Zealand), Europe and North America, and Latin America and the Caribbean.

    A global responsibility

    Dr. Natalia Kanem, UNFPA’s Executive Director, upheld that access to quality maternal health services is a right, not a privilege.

    She stressed the urgent responsibility to build well-resourced health systems that safeguard the lives of pregnant women and newborns.

    “By boosting supply chains, the midwifery workforce, and the disaggregated data needed to pinpoint those most at risk, we can and must end the tragedy of preventable maternal deaths and their enormous toll on families and societies,” she said.

    Childbirth in crisis settings

    The report also highlighted the plight of pregnant women living in humanitarian emergencies, who face some of the highest risks globally.  Nearly two-thirds of global maternal deaths now occur in countries affected by fragility or conflict.

    In these settings, a 15-year-old girl faces a 1 in 51 risk of dying from a maternal cause at some point over her lifetime compared to 1 in 593 in more stable countries. The highest risks are in Chad and the Central African Republic (1 in 24), Nigeria (1 in 25), Somalia (1 in 30), and Afghanistan (1 in 40).

    Beyond ensuring critical services during pregnancy, childbirth and the postnatal period, the report emphasized the importance of efforts to enhance women’s overall health by improving access to family planning services, as well as preventing underlying health conditions that increase risks, such as anaemia, malaria and noncommunicable diseases.

    Furthermore, it is also vital to ensure that girls stay in school, and that they and women have the knowledge and resources to protect their health.

    Women today are more likely than ever to survive pregnancy and childbirth according to a major new report released today, but United Nations (UN) agencies highlight the threat of major backsliding as unprecedented aid cuts take effect around the world.

    Released on World Health Day, the UN report, Trends in maternal mortality, shows a 40% global decline in maternal deaths between 2000 and 2023 – largely due to improved access to essential health services. Still, the report reveals that the pace of improvement has slowed significantly since 2016, and that an estimated 260 000 women died in 2023 as a result of complications from pregnancy or childbirth – roughly equivalent to one maternal death every two minutes.

    The report comes as humanitarian funding cuts are having severe impacts on essential health care in many parts of the world, forcing countries to roll back vital services for maternal, newborn and child health. These cuts have led to facility closures and loss of health workers, while also disrupting supply chains for lifesaving supplies and medicines such as treatments for haemorrhage, pre-eclampsia and malaria – all leading causes of maternal deaths.

    Without urgent action, the agencies warn that pregnant women in multiple countries will face severe repercussions – particularly those in humanitarian settings where maternal deaths are already alarmingly high.

    “While this report shows glimmers of hope, the data also highlights how dangerous pregnancy still is in much of the world today despite the fact that solutions exist to prevent and treat the complications that cause the vast majority of maternal deaths,” said Dr Tedros Adhanom Ghebreyesus, Director-General of the World Health Organization (WHO). “In addition to ensuring access to quality maternity care, it will be critical to strengthen the underlying health and reproductive rights of women and girls – factors that underpin their prospects of healthy outcomes during pregnancy and beyond.”

    Urgent investment is needed to prevent maternal deaths. The world is currently off-track to meet the UN’s Sustainable Development Goal target for maternal survival. Globally, the maternal mortality ratio would need to fall by around 15% each year to meet the 2030 target – significantly increasing from current annual rates of decline of around 1.5%.

    The report was produced by WHO on behalf of the United Nations Maternal Mortality Estimation Inter-Agency Group comprising WHO, UNICEF, UNFPA, the World Bank Group and the Population Division of the United Nations Department of Economic and Social Affairs. It uses national data to estimate levels and trends of maternal mortality from 2000–2023. The data in this new publication covers 195 countries and territories.     The SDG target for maternal deaths is for a global maternal mortality ratio (MMR) of less than 70 maternal deaths per 100 000 live births by 2030. The global MMR in 2023 was estimated at 197 maternal deaths per 100 000 live births, down from 211 in 2020 and from 328 in 2000.

    The report includes data disaggregated by the following regions, used for SDG reporting: Central Asia and Southern Asia; Sub-Saharan Africa; Northern America and Europe; Latin America & the Caribbean; Western Asia and Northern Africa; Australia and New Zealand; Eastern Asia and South-eastern Asia, and Oceania excluding Australia and New Zealand.

    A maternal death is a death due to complications related to pregnancy or childbirth, occurring when a woman is pregnant, or within six weeks of the end of the pregnancy.

  • MIL-Evening Report: Election Diary: Dutton backs down on working-from-home crackdown after outcry threatens to cost votes

    Peter Dutton has raised the white flag on his controversial attempt to force Canberra public servants back into the office, with the opposition now saying there will be no change in current arrangements.

    The shadow minister for the public service, Jane Hume, said: “We have listened, and understand that flexible work, including working from home, is part of getting the best out of any workforce”.

    The Coalition’s public service policy, released Sunday, says a Dutton government will “support flexible working arrangements for the public service, including working from home, by respecting existing flexible working arrangements, and enshrining them in future agreements.

    “There will be no mandated minimum number of days for public servants to work in the office.”

    Originally the Coalition wanted to get public servants back into the office five days a week, with Hume saying they had shown a “lack of respect for the work that went into earning the taxes the spend”.

    But on Sunday, Hume said, “Many professional men and women in the Commonwealth public service are benefiting from flexible working arrangements, including working from home, which allow them to make valuable contributions to serving Australians.

    “We know the importance of flexible work for many Australians, and have always supported the private sector making its own decisions on flexible work arrangements.”

    The move to try to return the public servants to the office has been a bugbear for the opposition from the start. Dutton landed in further trouble when he suggested women who were adversely affected by the policy could share jobs.

    Many voters feared if the return-to-the-office policy was introduced for public service workers, it could quickly lead to more pressure in the private sector. Many private employers have been trying to limit work-from-home arrangements.

    Working from home has become particularly entrenched since the pandemic, and the Liberals’ hard line threatened to lose them votes widely, especially among women.

    Dutton has progressively been qualifying and walking back the opposition’s proposal. Now, it’s been ditched completely.

    The Coalition’s public service policy would reduce the federal public service by 41,000 jobs over five years, while protecting frontline services and national security positions.

    Penny Wong paints Dutton as a ‘risk’ in an uncertain world

    The Liberals like to see national security issues as one of their strong suits. But Labor – thanks to US President Donald Trump’s global tariffs – is now boldly casting Dutton as posing a risk to Australia in a changing, uncertain world.

    Foreign Minister Penny Wong on Sunday described the opposition leader as stubborn, arrogant and always believing he knows best.

    “That leads him to make bad calls,” Wong told the ABC. “You see that in his stubborn insistence on a deal with President Trump at whatever cost. You see that in a reckless and risky linking of defence into this trade dispute.

    “What this showed us was this was a man who makes bad calls and this is a man who is a risk to this country when we face these uncertain times.”

    Dutton has insisted he would have more chance of winning an exemption from US tariffs than Prime Minister Anthony Albanese.

    Trying to make his point, he was loose in his language last week. Notably, he said one of the things he would invoke was our defence relationship with the US.

    This was immediately interpreted as a threat. Later it was clarified he meant offering something positive to the US. But in an election campaign, the clarification seldom catches up with the original statement.

    Meanwhile, former Prime Minister John Howard weighed in to say the Australian-American defence relationship should never be brought into such a negotiation.

    Albanese is also saying the government will try to change Trump’s mind about applying tariffs to Australia. Like Dutton, he would have Australia’s critical minerals in the negotiating mix, although exactly how is not clear.

    The Liberals say if Dutton became PM he’d visit Washington within 60 days. There’d be a lot of pressure on the new prime minister to get a deal.

    If Labor is returned, Albanese would no doubt make an effort. But one suspects when push came to shove, he’d be reluctant to cede much, given the direct hit from the 10% tariff on Australian exports is relatively mild.

    The 2025 Liberal Party is a narrow congregation

    Petro Georgiou, one of the Liberals’ high-profile backbench moderates during the Howard years, died last week. His death reminded people – if they needed reminding – that the Liberal Party is a very different beast these days.

    Howard talked about the party being a “broad church”, embracing both conservatives and moderates. Howard, himself, of course, was no moderate but there were a number of small-“l” liberals with strong voices in his government – among them Robert Hill, John Fahey (former NSW premier), and Michael Wooldridge.

    While some powerful moderates were in the tent, others were kicking up the sand around it from the backbench. Prominent among them was Georgiou, a former adviser to Prime Minister Malcolm Fraser. He and colleagues took on Howard over various issues, especially on refugees.

    Fast forward to the Abbott government and, despite Tony Abbott’s conservatism, moderates were prominent: Julie Bishop, Christopher Pyne, Malcolm Turnbull, George Brandis.

    One significant reason for the important place the moderates had in the past was the nature of the Liberal Party. Its strongholds were affluent, urban areas, where voters were above average in income and education.

    But from Howard’s time on, Liberal leaders increasingly turned their eyes elsewhere. Howard had his “battlers”, and pursued voters from the right in Queensland. Abbott went after his “tradies”. Dutton is looking to outer suburbia to make his gains.

    Turnbull, the only moderate among the last four Liberal leaders, has, ironically, undermined the moderates. His trenchant criticisms of subsequent leaders have given many small-“l” liberal voters permission to vote teal.

    Last election, the teals dispatched several moderate Liberals, including Josh Frydenberg, who lost to independent Monique Ryan in Georgiou’s old seat of Kooyong. (Frydenberg hadn’t started out as a moderate, but effectively became one.) Other moderates, most notably Simon Birmingham, have exited politics before or at this election.

    One of Georgiou’s strongest allies back in the day was Victorian MP Russell Broadbent. Broadbent, who was also close to Turnbull, lost preselection for his seat of Monash and defected to the crossbench in 2023. He’s now running in Monash as an independent against the new Liberal candidate Mary Aldred (whose father was in parliament).

    In Monash, the Liberals don’t just have Broadbent snapping at their heels, but a teal candidate, as well. Broadbent says his old party should be glad he’s in the contest.

    “The teal would have won it otherwise,” he claims. The Liberals consider the seat pretty safe, but they’ll be thankful he is giving them his preferences.

    No One Knows School Spirit Like Pat 

    If you ask Patrick Doherty (PHARM ‘24) what he did during his time at UConn’s School of Pharmacy, you might want to first ask what he didn’t do – because the list of what Pat didn’t do at UConn is quite short.  

    From energizing crowds at basketball games as Jonathan the Mascot, to hurdling teammates through the air as a cheerleader, to working long nights as a bartender at Huskies – all while pursuing his passion for pharmacy – Pat took on every role he could.  

    As a lifelong Husky fan, Pat had his eye on UConn growing up, but it wasn’t until high school that he knew he belonged at UConn’s School of Pharmacy. Interested in science and accessible healthcare during high school, Pat felt compelled to make a difference in his community and be part of something bigger than himself: “Pharmacy is constantly driving innovation in healthcare through new treatments.” With this newfound passion for pharmacy, which he knew would grow stronger at UConn, Pat realized he couldn’t continue to just root for the Huskies – he had to be a Husky!

    Once a pharmacy student at UConn, Pat took his new title as a Husky very seriously. During his freshman year, while getting acclimated to a demanding schedule at the School, he decided to take on the exciting role of being Jonathan the Mascot, trading in his lab coat for a ten-pound Husky head when he needed to de-stress.

    Although he gave out endless high-fives and took picture after picture with fans at action-packed basketball and football games, Pat longed for the sense of camaraderie he had felt while on his high school basketball and golf teams.  This was around the time when a friend of his suggested he try cheerleading, to which he was hesitant: “I’ll admit, I didn’t think cheerleading was a sport before coming to UConn.” But Pat, having never said no to an opportunity before, took a risk and tried out for the cheerleading team. 

    Once a pharmacy student and a cheerleader at UConn, Pat began to feel like UConn was truly his home. “It was almost like having two families – a cheer family and a pharmacy family.” 

    His cheer family took him to the NCA Championships in December (a national cheerleading competition), the 2022 Women’s Final Four, the 2022 Men’s Big East Tournament at Madison Square Garden, and countless football games – his favorite being UConn vs. West Point.

    On the other hand, Pat’s pharmacy family provided many academic and professional opportunities: a proud member of Alpha Zeta Omega Pharmaceutical Fraternity (AZO) and the American Society of Health-System Pharmacy, he fostered connections and grew his curiosity. As a Pharmacy Leaders’ Track Scholar and part of No Friends Left Naloxone (a club focused on opioid overdose awareness), Pat also cultivated new interests in the medical field. These involvements, along with the opportunity to create customized dosage forms for patients during an advanced compounding class and his internship at Hartford Hospital – he knew he was destined to work in a hospital setting, helping patients throughout their lives. 

    While Pat enjoyed both his cheer and pharmacy families at UConn, he also made sure to find opportunities outside of these groups, becoming an active member of the Paint Club and intramural basketball. During his sophomore year, Pat decided to pick up a job working as a bouncer at Huskies. The bar quickly realized, however, that Pat was too nice to be cut out for the job, so he was moved behind the bar and worked as a bartender for two years.  

    So, at this point, you might be asking yourself how Pat managed to fit so much into his schedule. To that, Pat emphasizes time management skills and the connections he fostered during his time at UConn. Adhering to a rigid schedule, Pat made sure to keep calendars, to-do lists, and timetables while taking advantage of any downtime he had to study. “Scheduling time to study in between workouts, practice, and class helped me retain the information better and improve my exam scores.” Pat even studied for exams on buses and planes going to games!

    But while strict schedules and calendars helped Pat find the time, it was really the friends and connections he made at UConn that gave him the motivation to pursue his passions. Frequenting the School’s library, Pat would find time to talk to friends between classes and form study groups with close friends. Pat’s first year in the Pharm.D. program year was especially rough, as this was the first year of the pandemic, but his classmates and professors helped him tremendously. “With School of Pharmacy professors, I never felt like just a number.”  

    Now a Yale Health System Pharmacy Administration and Leadership Resident while pursuing a Master’s in Healthcare Administration, Pat manages his time and thrives in his new roles thanks to the lessons he learned at UConn.

    “The School’s curriculum set me up for success, and I learned how to manage my time.” – Pat

    Pat also credits the School and his cheerleading team for teaching him hard work, determination, and the skill of managing interpersonal relationships. In line with all his roles at UConn and now, Pat’s biggest piece of advice for current students at the School is to set unreasonable goals and work on them until they become reasonable. But while transforming unreasonable goals into reasonable ones and inspiring others to do the same, Pat encourages himself and current students to “never take anything too seriously and always find time to laugh.”  

    Being a Husky Isn’t a Title, It’s a Lifestyle: Cathy’s Legacy 

    Just one conversation with Cathy Bouchain (BS PHARM ‘85), and you’ll quickly see how much she is a true testament to ‘Once a Husky, Always a Husky.’ An excellent athlete and scholar in high school, Cathy turned down acceptance to prestigious schools, including Yale, to become one of the founding pioneers of the UConn Basketball legacy while also finding her passion for pharmacy. Forty years later, UConn is grateful Cathy chose to be a Husky – not a bulldog!

    Growing up in Plainfield and graduating third in her class, Cathy balanced schoolwork and athletics with ease. Excelling in science and math but knowing very little about pharmacy, she decided to challenge herself by attending UConn’s School of Pharmacy: “You know, I like challenges, and I heard that pharmacy school was hard.” Although Cathy didn’t have the easiest time adjusting to the academic rigor of the program, she worked hard her first two semesters at UConn, even earning a 4.0 GPA  in her first professional year. Over time, she developed the time management skills and support system that allowed her to thrive, ultimately graduating 8th in her class and as the all-time leader in scoring and steals in university history for women’s basketball.  

    For Cathy, her success on the court and in the classroom was interdependent: “I was a jock in my classes and a nerd on the court.” Because of her busy basketball schedule, Cathy learned to tailor her studying to what mattered, going to professors for advice on the most important material. When she knew the key material, she would form study groups with her classmates and act as a teacher, strengthening her learning through teaching.

    As President of The Rho Chi Society (a National Honor Society for Pharmacy), she grew to be even stronger leader, both for her classmates and teammates. While her classmates sat at the front of the class, furiously jotting down notes, Cathy knew to sit in the back where she could take focused notes and easily come in late or leave early for practice without distracting anyone.  This mutual relationship helped Cathy achieve better grades during her basketball season, as she was so determined to find that perfect balance.

    It wasn’t always balancing the two settings that made success possible, Cathy explained, but the people within the environments. During basketball games, her classmates would form their own cheer section with decorated signs. Cathy’s professors even let her join their basketball pickup games, where she grew closer to them and became more comfortable asking for help.

    “I think everybody was rooting for me.” – Cathy 

    And when it came to her team, everyone strived for academic success. From studying on buses to grabbing a bite to eat and studying for a few hours after practice, Cathy’s teammates leaned on each other for support, both as teammates and students of the University. And all this studying paid off: “I remember that during my senior year, our team had the highest GPA in the Big East.” 

    After graduating from the School, where she spent her last two years as a grad assistant to the team while completing rotations and internships, Cathy received her Bachelor of Science in Pharmacy and became a registered pharmacist. Her passions for basketball and pharmacy have been lifelong, creating a successful career in retail pharmacy while playing on a women’s basketball league in Manchester and local travel teams for many years. Aside from playing, Cathy has found adventure in restoring historic homes and hiking the Appalachian trail, and she plans to coach a youth basketball league called Frog Rock after she retires. She has also found adventure in her own family, raising three children with her partner Anne – all of whom are successful in their own endeavors.

    Cathy remains strongly connected to UConn’s basketball program, staying close with Chris Dailey, Peggy Walsh Myers, and other basketball greats that remain etched in the Huskies’ basketball legacy.  She is grateful for every opportunity to connect with the program and is especially fond of a recent memory—a basketball alumni dinner at Geno Auriemma’s house. Geno is also fond of Cathy, having been picked up from the airport by her for his initial interview for head coach in 1985.  

    Looking back on all her years of service and leadership within and outside of the UConn community, Cathy remains appreciative of the lessons she learned and the people she met while at the School. Having worked with college-aged pharmacy students throughout her career, and having been one herself, Cathy understands how overwhelming balancing everything can feel. Her biggest message? “One day at a time.” If you take college one day at a time, Cathy advises, you don’t have to look at the whole picture. And when needed, always ask for help!

    Ben: From a UConn Family, Creating a UConn Family 

    For Ben Gottsche (PHARM ‘28), being a Husky wasn’t just a choice – it was destiny. Growing up in a small Connecticut town with parents who both attended UConn, blue was in his blood even before he was born. Ben was confident that UConn would be a perfect combination of “academics, athletics, and personal connection.” As a junior, actively involved in the School of Pharmacy and UConn’s Men’s Club Lacrosse Team, he’s a testament of this ideal combination.  

    Not only was UConn part of Ben’s family legacy – pharmacy was, too. Growing up, Ben saw firsthand how his dad thrived as a pharmacist and his mom as a nurse. With both parents in healthcare, Ben gradually became interested in the mix of science, problem-solving, and patient care the field of pharmacy offers. While looking at pharmacy programs in high school (with a little help from his dad, who graduated in 1997 from UConn’s School of Pharmacy, ), Ben picked UConn – or more accurately, UConn picked Ben.

     Now, as a junior at the School, Ben is proving why UConn picked him. An active member of AZO and the Dean’s Student Liaison Committee (DLSC), he prides himself on his connections with alumni, professors, and classmates while also coordinating communication between Dean Hritcko and fellow classmates. Most proud of the relationships he’s built during his time at UConn, Ben also serves as a peer advisor for pre-professional students, mentoring students first starting out in the program who are eager to build connections of their own.   

    Ben isn’t just a leader in the School – he’s a leader on the field. A lifelong lacrosse player, Ben was initially drawn to the sport because of its sense of family. “What initially drew me to the sport was the camaraderie – there’s something about the way a team comes together and relies on each other that really interests me.” When Ben started playing lacrosse at six years old, he had no idea where it would take him. But now, as president of the Men’s Club Lacrosse Team, he’s making his six-year-old self proud. From managing league regulations to navigating brand deals, Ben handles all the logistical components of the team. His favorite memory with the team has been their trip to New Orleans, where they had the opportunity to play against LSU, Texas Tech, and Tulane, all while finding time to explore Bourbon Street and the city’s culture and food.  

    Ben can’t pick just one favorite memory when it comes to the School of Pharmacy, though many of his best memories revolve around attending class and studying with a small, dedicated group of classmates and friends. It’s this close-knit community that provided him with support during his first semester in the Pharm.D. program. During this challenging transition, Ben leaned on his AZO community, connecting with older students and learning time management skills.

    When asked about balancing his time between academics and athletics, Ben emphasizes the connections he’s made above all else: “Everyone is interconnected in ways that you wouldn’t imagine.” Through these connections, Ben has formed two families – referring to his lacrosse family as “mom and dad” and his pharmacy family as “brother and sister.” Whether it’s pushing each other at practice, traveling for games, or spending time together off the field, Ben finds the friendships with his lacrosse team to be a huge source of support. This support, in turn, has helped him connect to his pharmacy family. With his class consisting of only around 70 students, Ben has forged meaningful relationships with his classmates who share similar goals. And when he does face difficulties, he takes advantage of the School’s support system, including the Student Educational Assistance (SEA) study resources, which have helped him stay on top of coursework while managing his commitments and participating in various study groups within the School.

    Because Ben still has three more years as a Husky, he’s looking forward to more opportunities to expand his passions. He plans to use his knowledge and network to establish a presence in the pharmacy industry by seeking out internships and opportunities that will help him gain hands-on experience.

    He’s also excited about broadening his interests by taking a sign language class: “I’ve had an interest in it and thought it would be a fun and useful skill to learn.” Currently, Ben works for Hartford Healthcare in the emergency department, helping with patient medications and deliveries. In the future, he plans to explore the pharmacy industry’s manufacturing side. 

    As a leader in his many roles, Ben is no stranger to giving advice. When talking about the students in the School of Pharmacy and student-athletes, he emphasizes the importance of time management and building strong social networks: “Plan ahead, set priorities, and don’t be afraid to ask for help when needed.” Whether it’s teammates, classmates, or mentors, having a solid support system can make all the difference in staying motivated and feeling connected. To be successful, Ben surrounds himself with people who inspire and challenge him.

    From energizing the crowds at Gampel to setting records and shooting high, to being both a player and president of a team, these students – past, present, and future continue to make UConn’s School of Pharmacy proud, truly embodying their blue blood in academics and athletics

Around 60% of state employees already work in-person and did so throughout the entirety of the COVID-19 pandemic.

  • MIL-OSI Canada: CMHA Cowichan Valley Branch opens Youth Emergency Shelter with support of legacy donor

    In June 2024, the Ministry of Children and Family Development and Canadian Mental Health Association – Cowichan Valley Branch (CMHA-CVB) announced plans to establish a Youth Emergency Shelter or YES pilot project. Less than one year later, the Cowichan YES is now officially open and ready to support the youth in Duncan who need it most.

    Youth aged 15 to 18 years who are in crisis, or at risk of harm or homelessness, will have access to critical supports delivered by the Cowichan YES open day and night for youth in need.  

    Several youth who have visited the YES have echoed the essence of the program’s purpose. “Wow, this is a house, and it feels like a home” –  youth aged 16. Another youth noted the comfort of the bedrooms. “I can come and stay in a real bedroom with a real bed, some of the beds are huge.” – youth aged 17. Another excited youth commented on the program’s amenities by joyfully exclaiming, “You have a gym in here? When can I use it?”

    “I am pleased to announce that a safe space for the most vulnerable youth in the Cowichan Valley is not only a reality today but will become a legacy for years to come,” said Laurie Harding, CMHA-CVB board chair. “This dream was made possible by CMHA-CVB, along with the incredible support of hundreds of local community members volunteering their time, resources, and donations through our annual Coldest Night of the Year campaign.”  

    Approximately $204,000 was raised between 2022 and 2024 through the CMHA-CVB campaigns and those funds were used as a down payment to purchase a home, which has been transformed into this vital shelter space for youth.

    “With the opening of this shelter, the most vulnerable youth in the Cowichan Valley will have a safe place to turn, day or night, when they find themselves with nowhere else to go,” said Jodie Wickens, Minister of Children and Family Development. “This home is another important resource to keep Cowichan youth safer by connecting them to the supports they need when they need them.”

    In addition to the funds from the Coldest Night of the Year campaigns and up to $4 million funding from the Province, the Mischa Weisz Foundation donated $450,000. That donation will allow CMHA-CVB to pay off the mortgage and to purchase a van to provide outreach to youth in Duncan and outlying communities within the Cowichan Valley Regional District (CVRD). The significant legacy donation will help transform the lives of some of the most vulnerable young people in the Cowichan Valley.

    Recognizing with respect that YES Cowichan is located on Quw’utsun lands, and for the generous donation by the Mischa Weisz Foundation, the name Mischa Lelum has been chosen to recognize both the legacy of Mischa Weisz and because “Lelum” is a fitting Hulqiminum word meaning home.

    “We know that many young people in our community have been facing significant challenges since the pandemic,” said Debra Toporowski, MLA, Cowichan Valley. “It’s so gratifying to see the dedication and hard work of Cowichan Tribes, CMHA, community partners, the B.C. government and even an individual donor, come to fruition to make a difference for vulnerable youth.”

    “The creation of this home is reflective of our collective strength as a community, wisdom as an organization, and the unwavering care and concern for those we serve,” says Laurie Harding, CMHA-CVB board president. “Through a commitment to supporting a healthier community, it is our hope that our actions clearly demonstrate that ‘Everyone Matters.’  We cannot do this work alone, and we are extremely grateful to community partners who have supported our work by walking with us, volunteering, and through their generous donations. Thank you as well to MCFD, Guido Weisz, and all of you here today for working collaboratively with us. Through our partnerships, we demonstrate that ‘We are Better Standing Together’ and that our youth matter.”  

    The Cowichan Valley YES is one more youth-centred service that CMHA-CVB offers.

    Background:

    YES Cowichan

    The Youth Emergency Shelter is a 24/7 therapeutic community-based crisis service in Duncan that provides a temporary safe placement (one to 14 days) for youth who are experiencing homelessness, or unstable/precarious living situations, and are in need of a temporary placement and support services. Currently there are three bedrooms available. YES consists of three essential elements: overnight shelter, drop-in day programming, and outreach services. Community partners will provide wraparound supports to youth accessing the YES and will work together to ensure youth receive the resources and assistance they require. Youth will be involved in the design and implementation of the programs to ensure those fit their needs.  The first YES opened in Maple Ridge in December 2023.

    Cowichan Youth at Home Team

    The YES program is a result of efforts led by the Cowichan Youth at Home Team: a partnership organization made up of members from CMHA-CVB, Cowichan Tribes, Cowichan Valley School District, Cowichan Valley Youth Services, Island Health Population and Public Health, Our Communities Health Network, and the Ministry of Children and Family Development. “We are grateful to our community partners for their collective commitment and hard work in making a safe space a reality. Together we are making a difference because we believe that ‘Every Child Matters’.”

    Mischa Weisz Foundation

    The Mischa Weisz Foundation has been supporting unhoused youth by providing a grant that has been delivering food and making critical connections over the past three years. Mischa was an entrepreneur whose life was, sadly, cut short. Deeply grounded in his life values, Mischa believed that youth are the future and that we should invest in them if we want to make the world a better place. He also believed that “while people may be trapped in unfortunate circumstances, or disadvantaged by complex factors, all of us have potential within us,” says his brother Guido Weisz. Mischa created the Mischa Weisz Foundation which has been co-managed by his brother.

  • MIL-OSI Security: Tallassee, Alabama Woman Sentenced to Nine and a Half Years in Prison for Federal Program Fraud

                MONTGOMERY, Ala. – On April 2, 2025, a federal judge ordered that 34-year-old Michelle Denise McIntyre, a resident of Tallassee, Alabama, receive a sentence of 114 months in prison after pleading guilty to wire fraud and money laundering charges related to grants received through the Restaurant Revitalization Fund program, announced Acting United States Attorney Kevin Davidson. Following her prison sentence, McIntyre will be on supervised release for three years. Federal inmates are not eligible for parole. 

               The Restaurant Revitalization Fund (RRF), which was directly administered by the Small Business Administration (SBA), was established in March 2021 by the American Rescue Plan Act.  The RRF was a financial assistance program designed to provide eligible restaurants with funding equal to their COVID-19 pandemic-related revenue losses. RRF recipients were not required to repay the funding as long as they used the funds for eligible expenses.

               According to her plea agreement, McIntyre admitted that, in May of 2021, she applied for RRF grants falsely claiming she began operating a catering business on December 16, 2019. In the application, McIntyre included false receipts and documents purporting to show food orders for the business. McIntyre’s false representations in her application and in supporting documents caused the SBA to award her grants totaling $131,478.76. Court documents indicate McIntyre did not use the funds for eligible expenses. Instead, McIntyre used the illegal proceeds to purchase a vehicle, among other unauthorized personal expenses.

                According to court records and statements made during her sentencing hearing, McIntyre was also responsible for fraudulently applying for Paycheck Protection Program Loans, Economic Injury Disaster Loans and Advances, and additional RRF money on behalf of herself and others. All of these funds were intended to help struggling small businesses amidst the COVID-19 disaster. McIntyre operated a business where she charged up-front fees to file pandemic relief applications on others’ behalf, regardless of their eligibility. If an application was successful, she required her clients to pay her a portion of the money they received. All told, McIntyre caused losses to the Small Business Administration exceeding $700,000; and if all of her false applications had been funded, the SBA would have suffered additional losses exceeding $14 million. Restitution will be determined at a later date.

                “Fraud committed against federal programs is fraud against the American taxpayer,” said Acting United States Attorney Davidson. “I commend the investigative agencies for their diligent work in this case. My office will continue to do its part in prosecuting those who seek easy profit at the expense of every hard-working United States citizen.”

                “Exploiting SBA’s Restaurant Revitalization Fund and COVID relief programs for personal gain is a serious offense that diverts critical resources away from legitimate small businesses in need,” said SBA OIG’s Eastern Region Special Agent in Charge Amaleka McCall-Brathwaite. “I want to thank the U.S. Attorney’s Office, and our law enforcement partners for their dedication and pursuit of justice.”

                “Five years after the enactment of the CARES Act, individuals who defrauded the programs intended to help Americans are still being held accountable,” said Special Agent in Charge Demetrius Hardeman, IRS Criminal Investigation, Atlanta Field Office. “IRS Criminal Investigation special agents, law enforcement partners, and the U.S. Attorney’s office will continue their aggressive pursuit of those who defrauded the programs under the CARES Act.”

                The Small Business Administration Office of Inspector General, U.S. Internal Revenue Service-Criminal Investigation, and the FBI Mobile Field Office investigated this case, which Assistant United States Attorney Megan A. Kirkpatrick prosecuted.

    CONNECT For Health Act holds broad bipartisan support, most comprehensive legislation on telehealth in Congress; Current flexibilities set to expire September 30 without Congressional action

    WASHINGTON, D.C. – U.S. Senator Shelley Moore Capito (R-W.Va.) joined bipartisan group of 60 senators in reintroducing the Creating Opportunities Now for Necessary and Effective Care Technologies (CONNECT) for Health Act. The CONNECT for Health Act will expand coverage of telehealth services through Medicare, make COVID-19 telehealth flexibilities permanent, improve health outcomes, and make it easier for patients to connect with their doctors. Current flexibilities are set to expire on September 30 unless Congress extends them.

    “Telehealth is transforming the way Americans access health care, especially in rural communities like those in West Virginia. The flexibilities put in place during the pandemic proved how effective and efficient virtual care can be. This legislation ensures that patients can continue to receive timely, quality care no matter where they live,” Senator Capito said.

    Telehealth provides essential access to care with nearly a quarter of Americans accessing telehealth in a month, according to the most recent available data.

    The CONNECT for Health Act would:

    • Permanently remove all geographic restrictions on telehealth services and expand originating sites to the location of the patient, including homes;
    • Permanently allow health centers and rural health clinics to provide telehealth services;
    • Allow more eligible health care professionals to utilize telehealth services;
    • Remove unnecessary in-person visit requirement for telemental health services;
    • Allow for the waiver of telehealth restrictions during public health emergencies; and
    • Require more published data to learn more about how telehealth is being used, impacts of quality of care, and how it can be improved to support patients and health care providers.

    ADDITIONAL BACKGROUND:

    The CONNECT for Health Act was first introduced in 2016 and is considered the most comprehensive legislation on telehealth in Congress. Since 2016, several provisions of the bill have been enacted into law or adopted by the Centers for Medicare & Medicaid Services (CMS), including provisions to remove restrictions on telehealth services for mental health, stroke care, and home dialysis.

    Companion legislation has been introduced in the U.S. House of Representatives by Rep. Mike Thompson (D-Calif.), Doris Matsui (D-Calif.), David Schweikert (R-Ariz.), and Troy Balderson (R-Ohio).

    The CONNECT for Health Act has the support of more than 150 organizations, including: the American Medical Association, AARP, American Hospital Association, National Association of Community Health Centers, National Association of Rural Health Clinics, and American Telemedicine Association.

    WASHINGTON — U.S. Senator Amy Klobuchar (D-MN) joined Senators Maria Cantwell (D-WA) and Chuck Grassley (R-IA) to introduce the Trade Review Act of 2025, bipartisan legislation that would restore congressional oversight over President Trump’s tariff taxes. The bill aims to bring stability and accountability to U.S. trade policy by reestablishing limits on the president’s ability to unilaterally impose tariffs without the approval of Congress.
    In addition to Klobuchar, Cantwell, and Grassley, the legislation was cosponsored by Senators Jerry Moran (R-KS), Lisa Murkowski (R-AK), Mark Warner (D-VA), Mitch McConnell (R-KY), Michael Bennet (D-CO), Thom Tillis (R-NC), and Peter Welch (D-VT).;
    This legislation follows Senate passage of Klobuchar’s bipartisan resolution with Senators Tim Kaine (D-VA) and Mark Warner (D-VA) to end President Trump’s tariff taxes on Canadian goods. It comes amid sharp economic fallout from the President’s new across-the-board tariff taxes on all imports, which triggered a nearly 5% drop in the stock market yesterday—the steepest decline since the pandemic crash in March 2020—and additional losses today. Altogether, Trump’s tariff taxes will raise consumer costs by nearly $4,000 per household—representing the largest tax increase since 1968.
    “President Trump’s tariff tax is raising costs for Americans and creating economic uncertainty. The erratic way these tariffs have been announced, un-announced, and re-announced has made it difficult for families and businesses to plan for the future. That is why I’m introducing bipartisan legislation to restore sanity and stability to our trade policy by ensuring they are subject to additional review and approval.” 
    The Trade Review Act of 2025 reaffirms Congress’ authority over tariffs, as granted in Article I, Section 8 of the Constitution by placing the following limits on presidential tariff actions:
    The president must notify Congress within 48 hours of imposing or increasing a tariff on imported goods.
    The congressional notification must include the reasoning behind the tariff, and an analysis of the potential economic impact on American businesses and consumers.
    Any new tariff will expire after 60 days unless Congress passes a joint resolution of approval.
    Congress may terminate any imposed tariffs at any time through a joint resolution of disapproval.

Kennedy Jr. demanding answers on the Trump administration’s abrupt decision to rip away $12 billion in funding that had already been awarded to states, Tribes, and localities across the country to address public health threats, tackle the substance use and mental health crises, and more. Earlier this week, 23 states and the District of Columbia—including Washington state—sued the Trump administration in federal court in Rhode Island over the decision to cancel the funding. On Thursday, Judge Mary S. McElroy, temporarily barred HHS from cutting the grants, noting the states had made a strong case.

    The letter was also signed by: Senators Tina Smith (D-MN), Richard J. Durbin (D-IL), Angela Alsobrooks (D-MD), Jack Reed (D-RI), Richard Blumenthal (D-CT), Angus S. King Jr. (I-ME), Tim Kaine (D-VA), Chris Van Hollen (D-MD), Mazie K. Hirono (D-HI), Tammy Duckworth (D-IL), Christopher A. Coons (D-DE), Jeanne Shaheen (D-NH), Mark R. Warner (D-VA), Adam B. Schiff (D-CA), and Jeffrey A. Merkley (D-OR).

    “We write with extreme concerns about the Department’s decision to suddenly terminate grants and de-obligate funds that have already been awarded to states, Tribes, and localities across the country to address public health threats, including the devastating substance use and mental health crisis,” write the Senators. “Last week, without any notice the Department of Health and Human Services (HHS) terminated approximately $12 billion in supplemental funding that states and communities were actively putting to use to address urgent needs and protect Americans’ health. Pulling the rug out from these local efforts will make our country less prepared to tackle ongoing disease outbreaks like bird flu and measles, the fentanyl crisis, and much more—and will put the health and well-being of the American people in jeopardy.”

    In their letter, the Senators explain that Congress appropriated funding to bolster states, Tribes, and localities’ efforts to protect Americans from public health threats—and provided that funding to be used over the course of several years, understanding the need for the resources would extend well beyond the termination of the COVID-19 public health emergency.

    “Over the course of several bills, Congress appropriated supplemental funding to respond to the pandemic, support behavioral health and recovery efforts, and better prepare for future threats. States and local jurisdictions across the country have been dutifully spending down funds that were obligated to them, consistent with purposes of the appropriations, the length of time they were made available in law, and the conditions of their grants,” the lawmakers write. “The Department’s stated rationale for terminating these grants is that the pandemic is over. However, these funds were not appropriated to only be available or used during the pandemic or the COVID-19 public health emergency. Understanding various needs would go well beyond the specific period of the pandemic, Congress appropriated many of these funds without fiscal year limitation to be available until expended. Congress chose not to condition the availability of the funding on whether there was an active public health emergency or limit the period of availability of funding accordingly.”

    The lawmakers discuss some implications of the Department’s abrupt actions, and ask Kennedy for answers to a list of detailed questions, “These de-obligations include funds appropriated to the Substance Abuse and Mental Health Services Administration. These resources have been helping states and local communities prevent and treat mental health and substance use conditions that worsened during the pandemic and that states are still struggling to address…These funds were being used to bolster already underfunded health departments across the country to help modernize data systems to enable electronic case reporting, build laboratory capacity, and improve testing capabilities for diseases such as avian influenza, measles, and other respiratory diseases. The abrupt cancellation of these grants will further strain health departments responding to the ongoing bird flu and measles outbreaks, as well as the resurgence of other infections such as tuberculosis, pertussis, and syphilis… The immediate cancellation of these funds will not only make our country less safe from diseases, but will result in the firing of hundreds, if not thousands of public health workers nationwide. Washington state alone has estimated these grant terminations will put at least 200 jobs at risk.”

Understanding various needs would go well beyond the specific period of the pandemic, Congress appropriated many of these funds without fiscal year limitation to be available until expended. Congress chose not to condition the availability of the funding on whether there was an active public health emergency or limit the period of availability of funding accordingly.

    These de-obligations include funds appropriated to the Substance Abuse and Mental Health Services Administration (SAMHSA). These resources have been helping states and local communities prevent and treat mental health and substance use conditions that worsened during the pandemic and that states are still struggling to address. These are not issues that ended when the COVID-19 public health emergency ended—drug overdose deaths in 2023 topped 105,000 and suicide rates and mental health conditions among youth continue to climb post-pandemic. These funds, which states are required to expend by September 30, 2025, are being used for early intervention for children, crisis response teams, overdose prevention work, to build out the 988 suicide and crisis lifeline, and much more. States were preparing to wind down these programs as the funding expires, but the abrupt cancellation of these grants puts lives and essential response efforts at serious risk as states scramble to adjust. In Wisconsin, for example, the state has indicated that the termination of these grants may result in those in substance use treatment being discharged before treatment is complete or reducing the amount of the lifesaving opioid overdose reversal drug, naloxone, provided to law enforcement in communities across the state.

    The de-obligations also include funds granted through the Centers for Disease Control and Prevention (CDC) that have supported a wide range of public health programs administered by state and local health departments and were not set to expire until fiscal year 2026, or in some cases, 2027. These funds were being used to bolster already underfunded health departments across the country to help modernize data systems to enable electronic case reporting, build laboratory capacity, and improve testing capabilities for diseases such as avian influenza, measles, and other respiratory diseases. The abrupt cancellation of these grants will further strain health departments responding to the ongoing bird flu and measles outbreaks, as well as the resurgence of other infections such as tuberculosis, pertussis, and syphilis.

    For example, Lubbock, Texas, the center of the ongoing measles outbreak that has infected at least 400 individuals, had 3 grants terminated that were being used to respond to the outbreak. Public health officials in Maine announced the state will lose $91 million in funding and indicated the grants were being used to fill gaps in their public health infrastructure including biosecurity and mental and behavioral health care. North Carolina’s cut of $100 million will affect the state’s immunization program and infectious disease response. The immediate cancellation of these funds will not only make our country less safe from diseases, but will result in the firing of hundreds, if not thousands of public health workers nationwide. Washington state alone has estimated these grant terminations will put at least 200 jobs at risk.

    Given the sudden nature of these actions and lack of notice provided to grantees we request the information and responses to the following questions by April 7, 2025 at 5:00pm.

    1. Provide a list of grants terminated, including any grants that were terminated and later reinstated.

    2. Provide a table of de-obligated funds by state.

    3. What is the source of the de-obligated funds? Provide the amount by public law and account/section.

    4. What is the Department’s justification for terminating these grants?

    5. Why did the Department only provide a 30-day window for states to close out grants and not provide more notice for the orderly winddown of programs?

    6. What is the Department’s plan for the approximately $12 billion in funding that was de-obligated?

    7. Does the Department have plans to de-obligate additional supplemental funding, including funds provided in the American Rescue Plan?

    8. Did the Department ensure that the emails they sent were up to date and confirm that all states and grantees whose funds were de-obligated were aware prior to the Department rescinding these funds?

    As previously stated, the “cause” given by the Department for terminating these funds is completely inconsistent with the purposes for which Congress appropriated these funds. HHS must immediately reverse course.

  • MIL-OSI United Nations: World News in Brief: Cholera surges worldwide, DR Congo update, WHO leads global health emergency exercise

    A global surge in cholera is threatening vulnerable people from Angola to Myanmar, fuelled by conflict, natural disasters and climate change, the World Health Organization (WHO) said on Friday.

    The UN health agency registered almost 810,000 cases and 5,900 deaths from the preventable disease in 2024; that’s about 50 per cent higher than the previous year, according to Dr Philippe Barboza, who leads WHO’s cholera team.

    He said the latest reported cases are almost certainly underestimates and that the disease continues to affect countries that were previously cholera-free.

    Funding cuts

    Recent cuts to international aid funding are also hindering the response, Dr Barboza said, giving the example of how in the previous two years, a donation of $6 million would have allowed WHO to fully control any outbreak occurring in either Malawi or Zambia.

    “But this amount of money is not available. So, this is a very major concern…outbreaks are getting worse and worse, deadlier and deadlier, but the funds are getting smaller and smaller.”

    WHO data indicates that for the first time in 10 years, Namibia reported infections this year, while Kenya, Malawi, Zambia and Zimbabwe are also experiencing a resurgence.

    Angola has also reported nearly 10,000 cholera infections so far during 2025 and 380 people have died from the disease up to the end of March.

    Its capital city Luanda has been badly affected. In the past 28 days, the country reported almost 3,500 cases – making up 56 per cent of all the cases across Africa.

    Conflict, mass displacement, natural disasters and climate change have intensified outbreaks, particularly in rural and flood-affected areas, with poor infrastructure and limited access to healthcare.  

    But it’s not all doom and gloom. In September, production of cholera vaccines reached record levels, with the highest number of doses since 2013.

    “We also need to increase funding to support the response effort,” Dr. Barboza said. 

    Situation remains critical in Eastern DR Congo, say peacekeepers

    The UN peacekeeping mission in the Democratic Republic of the Congo, MONUSCO, continues to implement its mandates amidst a still critical security situation in the restive east, said UN Spokesperson Stéphane Dujarric on Friday.

    While reciprocal attacks between the CODECO and Zaire militias are continuing to target civilians in Ituri, MONUSCO continues to “push for an effective process of local political dialogue and to negotiate the safe release of abducted civilians,” including children.

    Regarding the situation in the regional capital Goma which was overrun by Rwanda-backed M23 rebels in January, Mr. Dujarric said that “non-essential international staff for the UN are returning to Goma,” although “the protection situation under the M23 occupation remains challenging”.

    Mass displacements

    On the humanitarian end, renewed hostilities in North Kivu between armed groups in Rutshuru have “triggered the displacement of some 7,500 people,” said Mr. Dujarric.

    Local partners have also reported a raid on Mukongola General Referral Hospital by armed elements in the South Kivu province. “They vandalized the maternity ward, the pharmaceutical supplies and injured at least one individual,” he added.

    While Mr. Dujarric said that “humanitarian partners [were] working tirelessly to scale up assistance despite the insecurity and the constraints,” UN colleagues on the ground have reported that “ongoing military operations continue to impede humanitarian access.”

    “We reiterate our call for immediate, safe and sustained access to all areas,” the UN Spokesperson concluded.

    Pandemic control exercise puts WHO emergency system to the test

    The World Health Organization (WHO has successfully concluded a two-day exercise simulating the outbreak of a fictional virus spreading across the world – and what it will take to contain it.

    Convened by more than 15 countries, 20 regional health agencies, health emergency networks and other partners, “Exercise Polaris” was designed to test a new global coordination mechanism for health emergencies, under the umbrella of the WHO’s Global Health Emergency Corps (GHEC).

    “This exercise proves that when countries lead and partners connect, the world is better prepared,” said WHO chief Tedros Adhanom Ghebreyesus.

    Coordination and collaboration

    GHEC’s structure, which emphasises the importance of coordinating the deployment of surge teams and experts – and of enhancing collaboration between countries – “shows that global cooperation is not only possible, it is essential,” said Tedros. “No country can face the next pandemic alone.”

    Throughout the simulation, while countries were leading their own response efforts, WHO provided technical guidance and emergency support.

    “The Global Health Emergency Corps has evolved into a powerful platform, building on practice, trust and connection,” said Dr Mike Ryan, Executive Director of WHO’s Health Emergencies Programme. “Exercise Polaris showed what is possible when countries operate with urgency and unity supported by well-connected partners.”

  • MIL-OSI Security: Maryland Man Sentenced to More Than Seven Years in Federal Prison for Unemployment Insurance Benefits Scheme During COVID-19 Pandemic

    Greenbelt, Maryland – U.S. District Judge Lydia Kay Griggsby sentenced Michael Cooley, Jr., aka “Micheal Cooley Jr.,” “5Micmusik,” and “Michael White,” age 26, of Prince George’s County, Maryland, to 87 months in federal prison. In January 2025, Cooley pled guilty to conspiracy to commit wire fraud and aggravated identity theft, in connection with a conspiracy and scheme to defraud the Maryland Department of Labor (MD-DOL) and California Employment Development Department (CA-EDD).

    Kelly O. Hayes, U.S. Attorney for the District of Maryland, announced the guilty plea with Special Agent in Charge Troy W. Springer, National Capital Region, U.S. Department of Labor’s Office of Inspector General (DOL-OIG), and Special Agent in Charge Kareem A. Carter, Internal Revenue Service – Criminal Investigation (IRS-CI), Washington, D.C. Field Office.

    According to the guilty plea, from at least June 2020 through March 2021, Cooley conspired with Isiah Lewis, 35, of Prince George’s County, and Alonzo Brown, 27, of Virginia, to devise and execute a scheme to defraud individuals and multiple state workforce agencies, including in Maryland and California, of more than $800,000 in unemployment insurance (UI) benefits, successfully obtaining more than $300,000.  The scheme was sophisticated and used personal identifiable information — such as name, date of birth, and social security number — from more than 60 individuals to file online UI applications in Maryland and California, using anonymous email addresses to obscure their identities and avoid detection.  

    At sentencing, Judge Griggsby found that Cooley held a managerial role in the conspiracy. Additionally, Judge Griggsby ordered Cooley to pay restitution of $310,428.08 to the victims and to forfeit all money, property, and/or assets derived from the scheme, including a money judgment of $310,428.08. 

    This case is part of the District of Maryland COVID-19 Strike Force, a Strike Force that is one of five strike forces established throughout the United States by the U.S. Department of Justice to investigate and prosecute COVID-19 fraud, including fraud relating to the Coronavirus Aid, Relief, and Economic Security (CARES) Act.  The CARES Act was designed to provide emergency financial assistance to Americans suffering the economic effects caused by the COVID-19 pandemic.  The strike forces focus on large-scale, multi-state pandemic relief fraud perpetrated by criminal organizations and transnational actors.  The strike forces are interagency law enforcement efforts, using prosecutor-led and data analyst-driven teams designed to identify and bring to justice those who stole pandemic relief funds.

  • MIL-OSI USA: H.R. 501, Promoting Resilient Buildings Act of 2025

    H.R. 501 would authorize the Federal Emergency Management Agency (FEMA) to establish a pilot program and award grants to state and tribal governments designed to mitigate the effects of future disasters on residential properties by reducing damage from flooding, wind, wildfire, and seismic activity. Under the bill, the agency could allocate up to 10 percent of funds set aside each year for the Building Resilient Infrastructure and Communities (BRIC) program for the new grants. The BRIC program is funded through amounts that the agency sets aside within the Disaster Relief Fund. The new grant program would terminate after 2030.

    The legislation also would require FEMA to report to the Congress within six years of enactment, summarizing the awards made under the pilot program, including an estimate of the amount of damage avoided under the program.

    Over the 2020-2024 period, FEMA set aside an average of about $500 million annually for the BRIC program, not including amounts related to the coronavirus pandemic or provided by the Infrastructure Investment and Jobs Act. For this estimate, CBO assumes that FEMA will continue to set aside the same amount each year and that the agency would allocate the full 10 percent of that amount allowed under the legislation for new grants. Thus, CBO expects that under H.R. 501, FEMA would allocate $50 million annually each year over the 2025-2030 period for the pilot program.

    On that basis, and using historical spending patterns, CBO estimates that implementing
    H.R. 501 would cost $190 million over the 2025-2030 period and an additional $110 million after 2030.

    The costs of the legislation, detailed in Table 1, fall within budget function 450 (community and regional development).

    Senator Elizabeth Warren: Now, Republicans in Congress are putting forward a proposal to deliver these tax cuts for the wealthy and well-connected, and they’re asking us to vote on it tonight. 

    This bill — and Trump and Musk’s cruel agenda — isn’t good for Massachusetts and isn’t good for our country. I’m hearing from families at home in Massachusetts who are feeling the pain right now.

    Start with medical research. Medical research powers the economy in Massachusetts and is the reason we’ve had incredible breakthroughs like vaccines and cancer drugs that save lives. So, how did Donald Trump and Elon Musk thank the doctors and researchers who are doing this work? By canceling tens of millions of dollars in federal funds that support medical research at Massachusetts hospitals, universities, and health care providers on everything from clinical trials to pandemic readiness. And they did it just weeks after Trump tried to cut the funding that keeps the lights on at our community health centers.

    So, to anyone who believes in science and believes in investing in cures for horrible diseases, now is the time to fight back. That’s why I’m filing amendments to the Republican bill to keep up federal support for Massachusetts’ medical research institutions and health care providers — including our community health centers. And it’s why I’m filing another amendment to fight back against Trump and Musk’s National Institute of Health funding cuts — because we are a country that believes that we should invest in finding a cure for Alzheimer’s, for diabetes, for cancer, and other diseases.

    And on education. Education levels the playing field. It gives every kid a fighting chance in this country. Doesn’t matter to Trump and Musk. This week, they slashed millions in funding for K-12 education in the Commonwealth. Shut down a regional office in Boston that helps administer Head Start. Canceled millions of dollars in funding that was helping to pay for kids’ school lunches. To them, that was the cherry on top of Trump’s executive order to, quote, “abolish” the entire Department of Education, throwing schools across the country into crisis.

    So, to students, parents, and teachers, now is the time to fight back. We are fighting for an America where it’s not just the kids of billionaires who get a good education but every kid in every community all across our Commonwealth. It’s why I’ve got an amendment to the Republican bill to protect education funding in Massachusetts and protect services like Head Start that lift up our kids and make sure we’re not leaving families hanging out to dry.

    And I’m fighting for our workers. Last week, Donald Trump signed an illegal executive order attacking federal unions and stripping workers of their rights. It’s the definition of union-busting — and it is an attack on the workers who make sure our food is safe to eat, who make sure it’s safe for us to fly in airplanes, who make sure that we take care of our veterans, who try to help us and protect us from viruses and disease, and so much more.

    So, to workers in Massachusetts and across America, now is the time to fight back. We need to amend this Republican tax cut bill to affirm federal workers’ right to unionize and collectively bargain because the labor movement is bigger than Donald Trump and his unelected billionaire co-president. And we believe that every worker deserves the freedom to join a union and negotiate for a fair contract.

    Donald Trump and Elon Musk are sawing through the programs that help working families breathe a little easier every day. And they’re doing it so that their billionaire buddies and giant corporations get trillions of dollars in tax giveaways, paid for on the backs of everybody else.

    So here’s the big question: are we going to hand our country over to co-presidents Donald Trump and Elon Musk and a handful of other billionaires and make everyone else pay for it? Or are we going to be a country that says, “No, we want to make these investments so that everyone in this country gets an opportunity.” Everybody’s at least got a chance to build something for themselves. That is the fight in front of us, and that’s the fight I’m fighting every single day for families in Massachusetts and all across this country.

    OAKLAND — California Attorney General Rob Bonta today co-led 16 attorneys general in filing a lawsuit against the Trump Administration, the Department of Health and Human Services, and the National Institutes of Health (NIH) for failing to disperse grant funds and for unlawfully terminating existing grants for medical and public health research institutions across the country. Despite Congressional direction, the NIH has drastically reduced its funding to advance the United States’ understanding of human disease and potential treatments. As a result, California universities have begun curtailing biomedical research and delaying the hiring of new staff and students who depend on NIH funding.

    “In their unlawful withholding and terminating of medical and public health research grants, the Trump Administration is upending not only the critical work being done today, but the promise of progress for future generations,” said Attorney General Rob Bonta. “Through research, we save lives, improve public wellbeing and create new economic opportunities that support a vibrant economy.     “We applaud the attorney general for filing this lawsuit. NIH funding is vital to the CSU’s ability to offer immersive student learning and discovery through distinctive research programs that directly benefit the health of all Americans,” said Ganesh Raman, Assistant Vice Chancellor for Research at the California State University. “These grants not only support research, but they also provide stipend and other funding that impact hundreds of CSU students, staff and faculty who engage in meaningful, and career-defining work. Terminating these federal grants will cause irreparable harm, undermine scientific progress and our collective capacity to innovate and lead California’s economy.”

    NIH is the federal agency responsible for biomedical and public health research. Over 80% of Congressional funding supports NIH research and training at external labs, schools, and hospitals. It is estimated that every $1 invested in NIH research generates $2.56 of economic activity.

    Over the years, NIH-supported research has had a profound impact on the health and wellbeing of the American people. NIH scientists pioneered the rubella vaccine, eradicating a disease that, in the 1960s, killed thousands of babies and left thousands more with lifelong disabilities. NIH studies led to the discovery of the BRCA mutation, helping countless Americans reduce their risk of breast and ovarian cancer. NIH research fueled the development of treatments for HIV and AIDS, transforming what used to be a fatal disease into one with a nearly normal life expectancy.   

    The termination of NIH funding for research interventions to prevent or treat the spread of diseases like HIV/AIDS, Covid and other virus families of pandemic concern — including emerging diseases such as Dengue, Chikungunya, and Zika — increases the risk of and incidence of these diseases in California. The terminations have specifically targeted some of the most vulnerable Californians, including women experiencing domestic violence, children at risk of suicide, and underserved communities at a higher risk of chronic or infectious diseases.

    Yet the Trump Administration has frozen the highly competitive process for approving new NIH grants. The Administration has also terminated existing NIH grants without any reasonable explanations after those grants were funded based on their scientific merit and potential innovative impact and appears to have terminated grants based on the projects’ perceived connection to “DEI,” “transgender issues,” “vaccine hesitancy,” or other topics disfavored by the Trump Administration. Similarly, training grants directed to increase diversity in the research work force have been pulled from review. NIH claims that these grants “no longer effectuate agency priorities.” 

    In today’s lawsuit, the attorneys general argue that the Trump Administration’s actions are arbitrary and capricious. The Trump Administration does not have the authority to unilaterally decline spending congressionally appropriated funds. As such, the attorneys general seek a temporary restraining order to immediately restore grant funding to the states and bar the Administration from unlawfully terminating grants.

    In February, Attorney General Bonta filed a lawsuit against the Trump Administration’s unlawful attempt to cut “indirect cost” reimbursements at every research institution throughout the country. Indirect cost reimbursements refer to expenses that are necessary to support research but are not easily linked to a specific research project. 

    In bringing today’s lawsuit Attorney General Bonta and the attorneys general of Massachusetts, Maryland, and Washington lead the attorneys general of Arizona, Colorado, Delaware, Hawaii, Minnesota, Nevada, New Jersey, New Mexico, New York, Oregon, Rhode Island, and Wisconsin.

Educational technologies, EdTech, play a leading role in this market. The need for specialized specialists who use innovative approaches is also growing here.     EdTech maintains positive dynamics and becomes more mature after a sharp rise during the pandemic. For example, the Smart Ranking agency reports, that the total revenue of the top 100 largest EdTech companies in Russia in 2024 reached 144.5 billion rubles (148.8 billion rubles for the entire sample of more than 160 companies), which is 19% higher than the 2023 level. The higher online education segment is also scaling: analytics The Commonwealth of Online Higher Education (COHO) says that the total revenue of the market in 2024 will reach 4.5 billion rubles. This is 36% higher than in the previous year. There are also more new online programs. We should not forget about the KidTech market, which is marked by double growth potential. Such indicators would be impossible without high-quality educational products that are thought out from the point of view of the student’s path, so there is a growing need for specialists who are able to develop them using innovative approaches. Therefore, the HSE online campus is launching a new online master’s program “Pedagogical Design: Theory and Practice of Teaching”.

    Yulia Koreshnikova, the academic director of the program, spoke about what this profession is, what exactly such a specialist does and who can become one.

    Who is an instructional designer?

    A pedagogical designer can be called a designer of the learning process and the user’s educational experience. He develops programs, courses, educational materials, educational platforms and takes part in the development of applications using modern digital technologies, expertise in the field of pedagogy, psychology, UX/UI design. As a result of his work, users receive a product that is not only high-quality and effective in terms of solving educational problems, but also comfortable and understandable when interacting with it.

    The main areas of activity of pedagogical design are:

    analysis of the market and target audience of the product, based on an understanding of the unit economics and metrics of educational products;

    development, implementation and support of educational products in face-to-face, distance and hybrid environments;

    integration of the latest advances in cognitive and other sciences into the product development process;

    assessing the effectiveness of developed educational products based on the results of the research conducted and their compliance with the goals and objectives of the customer;

    forming teams to solve problems of educational projects;

    implementation of high-quality community management.

    The demand for such specialists is growing both in the field of digital content development and in the field of transformation of traditional educational processes.

    Is the demand for specialists long-term?

    People will not stop learning. The spheres are developing so actively that every 2-3 years you can see the emergence of new professions and changes in existing ones, which exacerbates the need to obtain relevant knowledge and skills through courses and educational programs. In the context of the rapid obsolescence of various professional skills, the role of a specialist in training design is becoming key.

    The EdTech market is growing by 15–20% annually, education is actively digitalizing: according to the UNESCO 2022 report, more than 80% of educational organizations around the world have begun to integrate digital tools into their curricula. In addition, there is a growing demand for personalized educational trajectories: according to the Future of Education project, 70% of students prefer individualized learning formats. The education sector is actively transforming. Companies and educational organizations need specialists who can develop effective learning programs for online and blended formats.

    Our program is able to provide students with the necessary theoretical and practical foundations in the field of educational experience design, instructional design, psychology, pedagogy, neuroscience, as well as practical skills in the development, implementation and sale of educational products in any segment of education.

    How does the training proceed?

    The program is based on the principles of balance between academic knowledge and practical work. We provide students with the opportunity to create educational products under the guidance of leading teachers and industry experts. From the first months of study, master’s students undergo practical training in leading companies such as Skillbox, Uchi.ru, Skyeng, Foxford, Sferum and others, where they work on real projects. This approach provides them with successful cases, makes them part of the professional educational community even before completing their studies. The key feature of the program is learning through activity. In addition, teachers themselves use educational technologies in the educational process, which they discuss with students.

    The program covers three interconnected blocks with a corresponding set of disciplines:

    ideological – the study of key pedagogical and psychological concepts necessary for the conscious design of educational products;

    design – mastering tools for creating and promoting educational products;

    practical – completing internships and working on real projects in EdTech companies, educational organizations and corporate universities.

    In addition, an important component is the research component, which includes a set of disciplines designed to build an ecosystem for mastering the experience of scientific research activities to analyze the target audience, market demands and the effectiveness of the educational product. It is also worth noting that at the start of training, the student chooses a topic for his project and works on it for two years, creating an MVP. Upon completion of training, the results of the project are defended in the format of a final qualifying work in front of industry representatives, which makes it possible to immediately implement their developments in practice.

    The learning process itself is entirely online. The format allows for successful combination of learning and career development. For example, we give students the opportunity to find employment in partner organizations.

    WASHINGTON, D.C. – The U.S. Consumer Product Safety Commission (CPSC) today announced that Brien Lorenze has joined the agency as its new Executive Director. In this role, Lorenze serves as the chief operating officer of the agency and is responsible for its programmatic, operational, and administrative functions. He also manages the agency’s regulatory portfolio and supervises CPSC’s efforts to identify and reduce hazards to consumers. 
    Lorenze has more than two decades of experience leading start-ups and established organizations focusing on strategy, collaboration and addressing complex technical challenges. He most recently served as a senior advisor in the Treasury Department’s Financial Crimes Enforcement Network.  Prior to that, he was Chief Data Officer for the Pandemic Response Accountability Committee, which was created by Congress in 2020 to provide oversight of pandemic relief spending. 
    Prior to entering public service, Lorenze served as a principal at Deloitte, where he held several roles, including leading the Global Public Sector advisory business and founding a cloud-based solution that used advanced data analytics to detect waste, fraud, and abuse.  He also held leadership positions at BearingPoint and IBM Global Services. 
    “Brien is an extremely accomplished executive with experience in the public and private sectors. He understands how large organizations work and how to make them work better,” said CPSC’s Acting Chairman Peter Feldman. “The future for agencies like CPSC will require us to leverage technology to make our work more effective and more efficient.     Distinguished Guests, Community Leaders, our dedicated farmers, Ladies and Gentlemen,

    It gives me great pleasure to welcome you all this morning, and it is my honour to address this significant occasion of the groundbreaking ceremony for the new Atele Packhouse; a project that represents progress, resilience, and opportunity for Samoa’s Agriculture sector.

    This project, valued at $4.5 million Samoan Tala, is a critical investment under the Samoa Agriculture and Fisheries Productivity and Marketing Project (SAFPROM). It is a testament to our government’s unwavering commitment to strengthening the Agricultural sector, which is one of the lifelines of our economy and the very backbone of our rural communities.

    Ladies and gentlemen, the journey to this day has not been without its challenges. Since the launch of SAFPROM in March 2020, we have faced both pre-pandemic and post-pandemic obstacles that tested our resilience. The disruptions brought about by COVID-19 affected global supply chains, market access, and the livelihoods of many of our farmers and fishers. Yet, despite these challenges, the project has persevered, reaching over 3,000 farming households and communities across Samoa. This is a remarkable achievement that reflects the dedication of our people, the strength of our partnerships, and our collective vision for a more productive and sustainable Agricultural sector.

    The core objective of SAFPROM, is to enhance the productivity and market access of our farmers and fishers, by improving value chains, promoting climate-smart agriculture, and strengthening the institutions that support our food systems. This aligns perfectly with our national vision of ensuring food security, economic prosperity, and sustainable development for all Samoans.

    Today, we mark the beginning of the construction of a packhouse facility that will revolutionize the way we handle and market our agricultural produce. The Atele Packhouse will be a game-changer in post-harvest processing, quality control, and distribution. It will provide our farmers with the infrastructure they need to meet stringent market standards, reduce post-harvest losses, and ultimately increase their incomes. With a construction timeline of approximately seven months, this facility will soon stand as a symbol of progress, one that will open doors to greater economic opportunities and expand Samoa’s potential as a competitive player in the regional and global agricultural markets.

    Our Agriculture sector today faces increasing demands for quality and consistency in both local and export markets. Consumers, whether they are in Samoa or abroad, expect high standards in food safety, packaging, and traceability. The functions of this packhouse will directly address these demands. It will serve as a centralized hub for cleaning, sorting, processing, and packaging of our fresh produce, ensuring that our farmers can supply premium-quality products, that meet the expectations of buyers and consumers. More importantly, this facility will also support our efforts to increase agricultural exports, positioning Samoa to access high-value markets with confidence.

    Beyond its economic impact, the Atele Packhouse represents a broader vision of sustainability. By enhancing efficiency in post-harvest management, we are reducing food waste and optimizing the use of resources. This aligns with our commitment to building a resilient Agriculture sector, that is adaptive to climate change and supportive of long-term environmental sustainability.

    I take this opportunity to express my sincere gratitude to our development partners – the World Bank and the International Fund for Agricultural Development (IFAD) – for their invaluable support and collaboration in making this project a reality. Your commitment to strengthening Samoa’s Agriculture sector has been instrumental in empowering our farmers, improving our food systems, and fostering economic growth. We deeply appreciate your partnership and look forward to continuing this journey together in the future.

    I also acknowledge the Ministry of Agriculture and Fisheries, the Ministry of Finance, the dedicated farmers, and all stakeholders who have contributed their expertise and efforts to this project. Your hard work and commitment ensure that we continue to make meaningful progress in transforming our agriculture and fisheries industries.

  • MIL-OSI United Nations: 4 April 2025 News release WHO brings countries together to test collective pandemic response

    Over the past two days, WHO convened more than 15 countries and over 20 regional health agencies, health emergency networks and other partners to test, for the first time, a new global coordination mechanism for health emergencies.

    The two-day simulation, Exercise Polaris, tested WHO’s Global Health Emergency Corps (GHEC), a framework designed to strengthen countries’ emergency workforce, coordinate the deployment of surge teams and experts, and enhance collaboration between countries.

    The exercise simulated an outbreak of a fictional virus spreading across the world.

    Participating countries included Canada, Colombia, Costa Rica, Denmark, Ethiopia, Germany, Iraq, Kingdom of Saudi Arabia, Mozambique, Nepal, Pakistan, Qatar, Somalia Uganda and Ukraine, with additional countries as observers. Each country participated through its national health emergency coordination structure and worked under real-life conditions to share information, align policies and activate their response.

    Regional and global health agencies and organizations, including Africa CDC, European CDC, IFRC, IOM, UNICEF and established emergency networks such as the Global Outbreak Alert and Response Network, the Emergency Medical Teams initiative, Stand-by partners and the International Association of National Public Health Institutes, worked together to support country-led responses. More than 350 health emergency experts connected globally through this exercise.

    “This exercise proves that when countries lead and partners connect, the world is better prepared,” said Dr Tedros Adhanom Ghebreyesus, WHO Director-General. “No country can face the next pandemic alone. Exercise Polaris shows that global cooperation is not only possible – it is essential.”

    Throughout the simulation, countries led their own response efforts while engaging with WHO for coordination, technical guidance and emergency support. The exercise provided a rare opportunity for governments to test preparedness in a realistic environment, one where trust and mutual accountability were as critical as speed and capacity.

    “The exercise sought to put into practice the procedures for inter-agency response to international health threats. Efficient coordination and interoperability processes are key to guaranteeing timely interventions in health emergencies,” said Dr Mariela Marín, Vice Minister of Health of Costa Rica, thanking the Pan American Health Organization for their support and the members of the National Risk Management System for their engagement.

    “Polaris demonstrated the critical importance of cultivating trust before a crisis occurs,” said Dr Soha Albayat from Qatar. “The foundation of our collaborative efforts is significantly stronger than in years past. We’ve moved beyond reactive measures, and are now proactively anticipating, aligning, and coordinating our cross-border emergency response plans.”

    “The Global Health Emergency Corps has evolved into a powerful platform, building on practice, trust and connection,” said Dr Mike Ryan, Executive Director of WHO’s Health Emergencies Programme. “Exercise Polaris showed what is possible when countries operate with urgency and unity supported by well-connected partners. It is a strong signal that we are collectively more ready than we were.”

    At a time when multilateralism is under pressure and preparedness is often framed through a national lens, Exercise Polaris reaffirmed that health is a global issue.

  • MIL-OSI United Kingdom: New Chair appointed for Creative Scotland review

    A new Chair has been appointed to lead the independent review of Creative Scotland, Culture Secretary Angus Robertson has announced.

    Angela Leitch CBE will replace Dame Sue Bruce, who withdrew from the role on health grounds in March.

    In a letter to the Constitution, Europe, External Affairs & Culture Committee, Mr Robertson said Ms Leitch would be supported in the role by Stuart Currie as Vice Chair.

    The Culture Secretary also confirmed that the timeframe to publish recommendations would be extended until November, to allow the new Review team sufficient time to gather and consider evidence from the sector.

    Mr Robertson said:

    “I am delighted to report that Angela Leitch CBE has agreed to lead the independent review, supported by Stuart Currie as Vice Chair. Both Angela and Stuart bring a wealth of local government and public sector experience.

    “With the 2025-26 Scottish Budget including a record £34 million uplift for culture, including an additional £20 million for Creative Scotland’s multi-year funding programme, the review will consider Creative Scotland’s functions and remit to maximise the impact of this increase and ensure it can meet the culture sector’s needs.

    “In the meantime, I welcome the fact that our survey seeking the culture sector’s views on how culture and the arts are currently supported and areas for change, received more than 750 responses from individuals and organisations across Scotland. This feedback, which will be published later this Spring, will no doubt inform the independent Creative Scotland review.”

    Ms Leitch said:

    “Culture and the arts provide us with a sense of belonging, preserving our history and traditions, and promoting an understanding of different perspectives. It’s well recognised that the sector and the people who work within it contribute significantly to Scotland’s society, our communities, and the economy.

    “It’s also recognised that the context cultural organisations and artists are now operating in has changed considerably since Creative Scotland was established in 2010. I welcome the opportunity to work with colleagues in Creative Scotland and across the sector to review its remit and functions with a view to ensuring it continues to be relevant today.”

    Background:

    Angela Leitch has more than thirty years’ experience in local government, having worked in West Lothian and the City of Edinburgh councils before becoming Chief Executive firstly in Clackmannanshire Council and then East Lothian Council. In 2019 Angela was appointed as the Chief Executive of the newly formed Public Health Scotland, which amongst other responsibilities, played a crucial role in producing data, evidence and advice throughout the Covid-19 pandemic. She stepped down from this role in April 2023.

    Angela was Convenor of the Board of the Scottish Local Authority Remuneration Committee which presented its report on changes to the payments to elected members, in December 2023, to the Convention of Scottish Local Authorities (COSLA) and Scottish Government Ministers.

    She is a member of the Accounts Committee and the Scottish Police Authority. She is also Chair of YouthLink Scotland and is a Trustee of the homelessness prevention charity Cyrenians.

    The independent review into Creative Scotland was first announced in the 2024-25 Programme for Government, as the first review of Creative Scotland since its establishment in 2010. The Scottish Budget 2025-26 provides an increase of £34 million to culture in Scotland, including £20 million for Creative Scotland’s multi-year funding programme.

    Following Dame Sue Bruce’s withdrawal on health grounds, and the appointment of Angela Leitch CBE as the new Chair, the independent review is now expected to publish recommendations in November 2025. Further details on the review process, including the terms of reference, will be set out to Parliament in due course.

    INDEPENDENT REVIEW OF CREATIVE SCOTLAND

    As I shared in my previous letter of 4 March 2025, unfortunately Dame Sue Bruce has had to withdraw from leading the Review of Creative Scotland on health grounds.

    The process for appointing a successor to chair the Review of Creative Scotland has now concluded and I am delighted to report that Angela Leitch CBE has agreed to lead the Review. Angela brings a wealth of public sector experience having worked at senior level in local authorities for over two decades and served as Chief Executive for Public Health Scotland for four years. I am also pleased to confirm that the Chair will be supported by Stuart Currie who has agreed to act as Vice Chair. Stuart brings a wide range of skills and knowledge in both local government and the public sector. 

    I know the Committee shares my view that the Review will be immensely valuable work and should be completed without undue delay. Unfortunately Dame Sue’s withdrawal means that the timescale for completion will be longer than originally anticipated. I am sure you will agree that whilst the delay is unfortunate it is important that the Chair has time to undertake an evidence led Review of Creative Scotland. I have therefore asked the Chair to provide the Scottish Ministers with recommendations and a written report in November. I can also confirm that good progress is being made with consideration of the responses to the sector wide survey which took place earlier this year and the analysis of the consultation responses will be published later this Spring.

    1. consider Creative Scotland’s functions and remit, as set out in the Public Services Reform (Scotland) Act 2010, to ensure they continue to be relevant for the culture sector and meet Ministers’ aspirations;
    2. evaluate how Creative Scotland delivers its functions including appropriateness of existing governance arrangements; and
    3. maximise the impact of the funding Creative Scotland provide to the culture sector by ensuring Creative Scotland use and distribute funding appropriately and effectively.

  • MIL-OSI Asia-Pac: Tourism unaffected by tobacco control

    The Health Bureau today expressed regret over the inaccurate and misleading content in a report published by Sing Tao Daily on April 3 which quoted individuals’ remarks on alternative smoking products (ASPs) and waterpipe tobacco.

    The bureau rebutted the report’s claim that tobacco control policies would negatively impact tourists’ perceptions, saying that it fully considered the tourism sector’s situation when formulating the 10 short-term tobacco control measures which will not affect tourists’ willingness to visit Hong Kong.

    Regarding ASPs, it highlighted that Hong Kong has prohibited the import of ASPs, including e-cigarettes and heated tobacco products as well as any related devices, parts and accessories since April 2022. Both the sale or possession of ASPs for commercial purposes are also illegal, while possession for personal use remains permitted.

    Tourists therefore, have been unable to bring ASPs into Hong Kong or purchase them upon arrival for three years. Three years after the implementation of the ban, Hong Kong’s tourism sector has not been adversely affected and the number of passenger arrivals last year has even returned to pre-pandemic levels, with the number of passenger arrivals at land boundary control points exceeding pre-pandemic levels.

    Additionally, Thailand and Singapore have also banned ASPs without any noticeable impact on their tourism numbers.

    The bureau pointed out that claims that the Hong Kong Special Administrative Region Government’s plan to further prohibit the possession of ASPs would deter tourists totally disregarded the fact that ASPs have already been banned from import and sale for three years.

    It added that the report also omitted to explain the fact that tourists are currently unable to bring ASPs into Hong Kong or purchase them upon arrival, misleading both the public and tourists.

    Moreover, ASPs are by no means “harm-reducing” products, as the report suggested. In fact, ASPs have been proven to release various toxic substances that can cause cancer, and damage the nervous and respiratory systems. The World Health Organization has also clearly stated that there is no evidence to suggest that ASPs could help with quitting smoking.

    The bureau also pointed out that e-cigarette devices have been recently used as tools for drug abuse by way of inserting psychoactive substances such as etomidate, commonly known as “space oil”, and heating to generate aerosol for smoking. Young people may become addicted to drugs by smoking e-cigarettes containing “poisonous capsules” without realising it.

    The bureau has proposed banning the possession of related products to prevent harmful products like ASPs from continuing to circulate locally and to tackle the problem of “poisonous capsules” at its root.

    As for flavoured tobacco products, the Government’s proposed legislation to ban the sale of flavoured conventional smoking products, which also applies to waterpipe tobacco, will not affect tourists visiting Hong Kong.

    The proposal is to ban the sale of flavoured conventional smoking products, but not their consumption. 

    Inbound travellers, including tourists, are still permitted to bring into Hong Kong 19 cigarettes duty-free or declare and pay duty on cigarettes exceeding this quantity under the existing mechanism, regardless of whether the cigarettes are flavoured or not.

    The bureau reiterated that tourists and outside talent would consider a variety of factors when deciding to come to Hong Kong, such as overall tourism experience, development opportunities, humanistic literacies, quality of environment. Tobacco control work will not in any way affect the desire of tourists to visit Hong Kong.

    On the contrary, the work will enable citizens and tourists to enjoy a fresher environment, in addition to making Hong Kong a healthier and more vibrant city, thereby enhancing the attractiveness to tourists and outside talent, which is also welcomed by most of the general public, it added.
