Source: Saint Petersburg State University of Architecture and Civil Engineering – Saint Petersburg State University of Architecture and Civil Engineering – Winning Team

The qualifying TIM championship among students of our university has ended. Deputy Director of the Educational Center for Digital Competencies of SPbGASU Denis Nizhegorodtsev recalled that for two weeks in absentia and one week in person, the participants designed a multifunctional residential complex with built-in premises. The teams consisted of seven people: an architect, a designer, a heating and ventilation engineer, a water supply and sanitation engineer, an electrical supply engineer, an estimator, and a TIM coordinator. A total of six teams took part in the competition.

Director of the Educational Center for Digital Competencies of SPbGASU Inna Sukhanova emphasized that only domestic software was used within the TIM Championship. There were different opinions on this matter: for some it was easy to work with it, for others there were difficulties, but everyone coped.

The TIM Championship was supported by industrial partners. Dmitry Zhigalov, Technical Director of VALTEC, clarified that software is just a working tool, so success in design depends on the skills of specialists. To complete a large amount of work in such a short time is a confirmation of good competencies, Dmitry Zhigalov summed up.

Head of the department for work with design institutes at ROSTERM, Anatoly Yurkov, added that this event helps to evaluate the capabilities of specialists and improve the level of promising projects.

General Director of Infraeco Nikolay Matsukov emphasized that while such events are being held and such specialists are being identified, the Russian engineering school is alive, but in order to always achieve success, it is necessary to continue working and developing.

Nikolay Samopal, Deputy General Director for Development at WIZARDSOFT, noted that difficulties are a good tool for both professional and personal development: by overcoming them, you learn something new.

All participants agreed with their partners: the TIM Championship became an effective platform for improving their skills, the ability to cope with difficulties and work in a team.

“We won thanks to our well-coordinated teamwork, although we met each other only a few weeks ago in a virtual environment, and on the first day of the TIM Championship we saw each other for the first time. In addition, each of us has the necessary competencies in our area and conscientiously completed the assigned tasks. Difficulties arose only because of the specifics of the software, since it is relatively new to us. But the main goal of our team was not even to win the TIM Championship, but to participate in it: it is important for us to gain experience working in a team, in the interaction of related departments. It is great that we really got such experience,” said the members of the winning team.

The winners and prize winners were awarded diplomas and prizes, and the partners and experts received letters of thanks.

  • MIL-OSI Russia: SPbGASU Master’s Student: “Internship in India Gave Good Experience”

    Translation. Region: Russian Federal

Source: Saint Petersburg State University of Architecture and Civil Engineering – Saint Petersburg State University of Architecture and Civil Engineering – Mikhail Zheltov

Mikhail Zheltov, a second-year master’s student at the SPbGASU Faculty of Architecture, visited India as part of an internship program, where he studied local architectural traditions. He studied at Parula University in Vadodara, one of the country’s leading educational institutions.

“I had previously visited China on a student exchange program, so I wanted to see another country with great potential. India, with its rich architectural history and cultural diversity, attracted me with its unique combination of ancient and modern trends. Parula University holds many interesting festivals, which makes the learning process exciting and rich. The program allowed me not only to deepen my knowledge in the field of architecture, but also to get acquainted with the unique cultural traditions that influence construction and urban development in India,” said Mikhail.

Mikhail has traveled most of western India – from Delhi to Goa. He admits that this trip gave him the opportunity to meet many interesting people and improve his English. He saw both ancient and modern architecture of India, acquired new friends and partners.

“Earlier, I fell in love with the kindness of Chinese hospitality: I was treated very warmly in China. The head of the exchange program, Li Xiaodong, did a great job to ensure that everything went smoothly. I am very grateful to him for such an unforgettable trip. In India, unfortunately, I had to solve many issues on my own. However, I believe that the experience of international communication and intercultural relations that I received will be very useful for me in the future. The skills I acquired will help me better interact with people of different cultures and create more successful architectural projects,” Mikhail shared.

As the head of the international activities department of our university, Shuainat Akhmadulaeva, clarified, Henan University of Urban Development (China) and Parula University (India), where Mikhail Zheltov completed an internship as part of the academic mobility program, are partner universities of SPbGASU.

  • MIL-OSI Russia: Best in Advertising: GUU Students Win FROG Festival

    Translation. Region: Russian Federal

Source: State University of Management – Official website of the State –

Students of the State University of Management won the All-Russian festival-competition of journalists, advertisers and PR people “Life in creative flight!”, which was held at the Voronezh State University.

In total, almost 400 works from students of Russian universities studying in areas of training related to communication technologies were submitted to the competition’s organizing committee.

The jury evaluated projects in 19 nominations of the Mass Media Master competition in the categories of Television and Radio Broadcasting and Press and Internet Publications and 8 nominations of the FROG competition, which includes advertising and PR materials.

Creative projects by students of the Institute of Marketing of the State University of Management became winners and prize winners in several nominations of the festival.

In the nomination “Printed and polygraphic advertising” 1st place was taken by the project of students of the State University of Management “Live here and now”. Authors: Maria Stefani and Violetta Vdovitsa. Supervisor – Alexandra Timokhovich.

“According to VTsIOM statistics, every second Russian is dissatisfied with their lives. One of the reasons is the syndrome of postponed life. In the developed digital layouts of social advertising, we used the technique of analogy with an airport board, where flights with symbolic destinations of “dream”, “success”, “chance”, “love” are postponed and cancelled. Just as flight delays cause anticipation, disappointment, so postponing goals does not allow them to be realized,” Maria Stefani explained the idea of the project.

In the nomination “Radio Advertising” (radio commercial) our students took several prizes at once:

1st place – project “Don’t forget your elders”. Authors: Dmitry Denisov, Pavel Polyakov, Riad Gubatov, Viktor Lozovsky. Leader – Alexandra Timokhovich.

“In modern society, there are frequent situations when representatives of the older generation are left without due attention and care from their relatives. Literally, elderly people are left to their own devices, forced to cope with everyday life, illnesses, and financial difficulties on their own. In the audio clip, we urge you to think about this problem, to become more sensitive and attentive to the elderly,” shared Pavel Polyakov.

2nd place – project “Take your eyes off the screen”. Authors: Maria Bychenkova, Elizaveta Ruzanova, Alena Kladnitskaya. Leader – Alexandra Timokhovich.

3rd place – project “Let’s save food from the trash”. Authors: Yulia Talishevskaya, Ekaterina Tkacheva, Marina Belova. Leader – Alexandra Timokhovich.

3rd place – project “Doxing is the scourge of the modern Internet community”. Author: Anastasia Lilyakova. Leader – Alexandra Timokhovich.

Congratulations to the winners and the head of the student projects! We wish you interesting projects and further victories!

Opening Remarks by Alfred Kammer, IMF European Department Director, for the Annual EU Budget Conference

    May 20, 2025

Thank you for the opportunity to join this important discussion today on the EU budget.

Europe stands at a transformative crossroads. The global environment is increasingly complex, and structural changes are reshaping the foundations of European economies. The challenges before us are significant: strengthening productivity and resilience amid demographic aging and rising geopolitical and trade tensions while increasing defense spending in a fiscally sustainable way, and enhancing energy security and accelerating the clean energy transition.

This is an extraordinary combination of challenges, and it will take an extraordinary effort to meet them. The key is to combine (i) a determined push to complete the single market with (ii) national reforms to allow Europe’s firms to grow to scale. The benefits of doing both promise to be much larger than EU-level and national efforts could achieve on their own. For example, dropping “red tape” that holds back firms at the national level will have a significant larger effect on investment when supported by a much deeper and fully integrated European capital market. And (iii) we will need the EU budget to amplify these efforts by enabling the joint provision of European public goods and incentivizing national reforms. Just think of the importance of energy security for the single market—this is just one example of a European public good where the EU budget has an important role to play.

The Multiannual Financial Framework, or MFF, has proven its strategic importance time and again. It has supported economic convergence through cohesion policy, and, more recently, the ambitious NextGenerationEU package launched in 2020 helped Europe recover from the pandemic with renewed resilience.

Yet, once again, the scale and nature of the challenges ahead require a fundamental rethink. To remain fit for purpose, the upcoming MFF must undergo a comprehensive overhaul. Our recommendations focus on three critical areas.

First, a more ambitious budget with a stronger focus on European public goods is needed.

Over time, the MFF has evolved to reflect emerging needs, but it has not kept pace with the expanding list of challenges that demand a joint EU-level response. Its current size and structure are insufficient to meet the scale of new investments required.

The budget must prioritize areas where EU action can deliver the greatest value—by generating positive spillovers, leveraging economies of scale, and also avoiding duplication between member states. These are the hallmarks of European public goods. Investments in energy security, defense capabilities, and research and innovation are clear examples where joint EU action is both necessary and efficient.

To meet these needs, we must consider a significant increase in expenditures targeted at European public goods, from 0.4 percent of GNI currently to at least 0.9 percent, based on various estimates from the Commission and others. Doing so without reducing allocations to existing programs would imply increasing the MFF budget by at least 50 percent for the 2028–2034 period, from 1.1 percent of GNI to 1.7 percent of GNI.

In the first instance, more EU spending on public goods would reduce the burden on national budgets for the provision of these public goods. But, importantly, this would not simply shift costs from the national to the EU level. With coordinated EU-level investment, greater efficiency will be achieved and, thus, net savings in the provision of these public goods will be generated. For instance, in the case of investments for the clean energy transition, we estimate that improved coordination at the EU level could reduce aggregate costs by approximately 7 percent. At a time when many countries face tight fiscal constraints, such efficiency gains are critical.

Second, we must ensure the MFF is more performance-based, streamlined, and adaptable.

At the core of this effort should be a stronger focus on performance. Linking financial support more systematically to outcomes—an approach implemented through the Recovery and Resilience Facility—can significantly improve the effectiveness of EU spending. The performance-based approach should be expanded across more areas of the EU budget, particularly where targeted financial incentives can catalyze national and regional reforms that complement EU objectives. But as we expand this approach, we must also ensure it remains as simple and transparent as possible—complexity can hinder both implementation and accountability. Programs under cohesion policy and the Common Agricultural Policy are clear candidates. Importantly, though, effective implementation will also require leveraging local and regional expertise to tailor solutions to specific contexts.

Beyond performance, the design of the MFF must be modernized to reduce complexity and increase strategic focus. Consolidating the more than 50 budgetary programs into a smaller number of thematic clusters, organized around key policy priorities, would help streamline the budget. Moreover, harmonizing requirements across programs would reduce the administrative burden for governments, organizations, and beneficiaries, while improving accessibility and implementation.

The budget also needs to become more adaptable. The events of the past five years have demonstrated the need for greater flexibility to respond to evolving circumstances. Thus, the MFF should be equipped with a greater margin for reallocation within the budget and stronger flexibility instruments—backed by sufficient resources—to address more frequent and intense shocks. A mid-term review process within the regular budget cycle could continue to help respond to changing realities.

Third, the financing framework of the budget must be strengthened.

A more ambitious EU budget will require an enhanced financial capacity. Currently, the MFF is predominantly funded through national contributions based on GNI. To support a step-up in European public goods investment, the financing model should be expanded to include borrowing and more robust own resources.

Borrowing capacity—particularly during the initial investment scale-up—can enable the EU to achieve shared objectives without delay, while smoothing the fiscal impact for member states over time. Moreover, bond-financing can support the further development of a European safe asset, thereby advancing capital market integration and contributing to macro-financial stability.

At the same time, the long-term sustainability of the EU budget requires solid and predictable revenue sources. Progress on new own resources is essential—not only to finance existing debt obligations under NextGenerationEU, but also to underpin future borrowing. The Commission’s proposals, including revenue based on the Emissions Trading System, the Carbon Border Adjustment Mechanism, and potentially a harmonized corporate tax base under the “Business in Europe” initiative, represent a meaningful step forward.

In the longer term, additional revenue sources linked to European public goods—such as user fees on jointly funded infrastructure—may also play a role as the budget evolves toward supporting more EU-wide investments, even if the scope remains limited for now.

In conclusion, meeting Europe’s complex challenges requires a more impactful EU budget. The next MFF presents a unique opportunity to scale up ambition, deliver on shared priorities, and transform the budget into a true engine for growth, resilience, and European sovereignty.

This will not be an easy path. Increasing the budget, improving its design, and broadening its financing base will all require political consensus across member states. But the potential rewards are significant: a more united, more competitive, and more secure Europe.

    Thank you.

  • MIL-OSI Russia: The results of the defenses of leading engineering schools have been summed up

    Translation. Region: Russian Federal

Source: Novosibirsk State University – Novosibirsk State University – Last week, 30 advanced engineering schools of the first wave, selected in 2022, presented the results of their work and development plans to the Council for the Review and Coordination of Activities of Advanced Engineering Schools.

In the published Minutes of the meeting of the Council for the consideration of issues and coordination of the activities of advanced engineering schools, the Council assessed various aspects of the schools’ activities: the ambition and elaboration of the development program, interaction with partners, and reporting indicators. This year, NSU’s PIS received the highest scores for the criteria of recognition and the university’s potential (8th place) and the volume of attracted funding (7th place). The Council’s assessments provide an incentive for further improvement of PIS’s activities.

PISh “Cognitive Engineering” NSU ahead of 13 leading engineering schools in the overall ranking. In order to attract students with good fundamental training to the master’s programs of the NSU PIS, a system of career guidance and motivation of future applicants has been built, starting in school. At each stage of preparation, interaction with partners has been established: science and industry in order to ensure a high level of project work based on real problems from industry. Over three years of active work, a number of new educational spaces and laboratories equipped with modern equipment have been created at the NSU PIS. The leading engineering school of NSU successfully presented the results of its work and was recommended for participation in the next competitive selection.

    — Along with the universities of the Ministry of Education and Science, the first wave of the project included universities of the Ministry of Health, the Ministry of Agriculture, and the Ministry of Digital Development, which already at the start of the project allowed for more comprehensive coverage of key sectors of the economy. The focus of the leading engineering schools and their technology partners was on strategically important areas, including automation and artificial intelligence, digital twins and new materials, optimization of technological processes, and unmanned aircraft systems. It is important that business was very interested in working with leading engineering schools, so if the volume of state funding for the first wave of schools over three years amounted to 25.1 billion rubles, then extra-budgetary investments amounted to 33.3 billion rubles, — said the head of the Ministry of Education and Science of Russia, Valery Falkov.

This year, the first wave of PISs are moving to a new stage of financing — now they will continue to develop by fulfilling external orders from industrial partners and funds raised under other competitive programs of the Ministry of Education and Science of Russia. In total, there are currently 50 PISs in 23 regions. By 2030, on the instructions of the President, the number of PISs should double. The Advanced Engineering Schools project is being implemented within the framework of the national project Youth and Children.

    Translation. Region: Russian Federal

Source: Moscow Government – Government of Moscow –

In the first three months of 2025, residents of the capital saved almost 148 million rubles when purchasing land plots from the city for individual housing construction (IHC). This was reported by the Deputy Mayor of Moscow for Urban Development Policy and Construction Vladimir Efimov.

“Since the beginning of this year, the city has concluded more than 30 contracts for the purchase and sale of land plots with citizens who previously leased land for individual housing construction. Owners of private houses bought more than 2.6 hectares of land for 40 percent of the cadastral value. Thanks to the benefit, they saved about 148 million rubles,” said Vladimir Efimov.

The opportunity to buy land for 40 percent of the cadastral value appeared five years ago for owners of real estate located on these plots. In this case, the land must be intended for individual housing construction, gardening and personal subsidiary farming.

“In the first three months of 2025, residents of the capital bought plots of land located in eight administrative districts at a 60 percent discount from the cadastral value. The largest number – 13 plots with a total area of 0.8 hectares – were in the southwest of the capital, seven – in the Novomoskovsky administrative district, five – in Troitsky,” she noted.

Ekaterina Solovieva, Minister of the Moscow Government, Head of the Moscow Department of City Property.

Service “Obtaining a land plot into ownership by the owner of a building or structure” is provided by the capital’s Department of City Property free of charge and online. The application review period is 14 days. You can calculate the cost of the land for redemption in advance by reviewing its cadastral value on the official portal Rosreestr.

Bashneft, with over 90 years of experience in oil field development, was selected to test and accelerate the implementation of digital solutions in the production sector. A joint team of specialists from Bashneft, SIBINTEK (the Company’s IT integrator) and the Rosneft Research Institute in Ufa tested and implemented digital technologies in business processes in the shortest possible time: decision support systems with elements of artificial intelligence, digital twins, 3D visualization (over 3,300 object models) and software robots.

The basis of the “Digital Field” is the created digital twins of the processes occurring during the development and operation of fields, and the interdisciplinary operational management team – the Integrated Operations Center. At the digital testing ground of the Ilishevskoye field, digital twins cover the entire production chain: from the oil reservoir to the oil delivery point and the reservoir pressure maintenance system.

Over the five-year period of project implementation, the costs of visiting for launching and setting up equipment operating modes were optimized by 35%.

After successful testing, Rosneft began replicating the most effective project algorithms. For example, RN-Uvatneftegaz implemented the information technology system Sphere 3D, which contains more than 3,000 digital models of objects and 6,000 models of vehicles. The system automatically calculates the most optimal operating modes of equipment, making them more efficient and safe. Currently, Sphere 3D is being actively developed at nine more of the Company’s enterprises.

“Digital Field” is a unique example of the synergy of modern domestic digital technological solutions, advanced software and expert knowledge of Rosneft specialists. This approach helps to increase the competitiveness of the industry and ensures sustainable development of the oil industry of the Russian Federation.

  • MIL-OSI Russia: Express routes in TiNAO have become faster thanks to traffic optimization

    Translation. Region: Russian Federal

Source: Moscow Government – Government of Moscow –

Since July last year, express routes have been operating on Kaluga Highway in TiNAO from the Teply Stan metro station to remote areas. Now the buses are faster, allowing residents to comfortably get to key social and transport facilities.

“On the instructions of Sergei Sobyanin, we are paying great attention to transport in TiNAO so that all passengers can quickly and comfortably get to the nearest metro stations. For example, we have done a lot of work to speed up express routes on Kaluga Highway. Now passengers save up to four minutes when traveling to the center and up to eight minutes when traveling to the region. This is 10 and 20 percent of the total travel time,” said the Deputy Mayor of Moscow for Transport and Industry

    Maxim Liksutov.

    Kaluga express trains

Buses E141, E142, E143, E144 and E148 are faster. They go from the Teply Stan metro station, then follow one section to Krasnaya Pakhra, after which they go in different directions: bus E141 goes to the Klenovo estate, E142 to Kuzovlevo, E143 to Kamenka, E144 to Pleskov and E148 to the LMS settlement.

Last autumn, inspectors from the Traffic Management Centre reconfigured the traffic lights between Krasnaya Pakhra and Troitsk so that vehicles would have to wait less for the green light at intersections. This year, Kaluga Expresses began to run not on the alternate route, but on the main route of Kaluga Highway in the area of Novye Vatutinki.

As a result, travel time has been reduced by 1.7 times towards the region and by 2.8 times towards the centre. The journey from Troitsk to Krasnaya Pakhra has become 1.3 times faster, and in the opposite direction – 1.2 times faster. Now passengers save up to four minutes when travelling to the centre and up to eight minutes – to the region. This is 10 and 20 percent of the total travel time, respectively.

The intervals on the common section are from eight to 10 minutes, and the travel time has decreased by 15 minutes compared to the previous routes. To make it easier for passengers to navigate, a special graphic designation has been developed for the routes. All Kaluga Expresses have a common green background, and at the bottom it is complemented by a colored strip indicating the direction.

    Express route network in TiNAO

Kaluga routes are among the longest in the capital. Between the final stops, buses E142 travel about 80 kilometers, E143 – almost 71.5 kilometers, E141 – about 58.5 kilometers, E148 – a little more than 43.5 kilometers, and E144 – about 43 kilometers. Route E142 reaches almost the Kaluga region and has become the second longest in Moscow. All of them are included in the so-called long-distance routes.

In January of this year, the express network was expanded. Buses E131 and E132, “medium” routes, connect Troitsk with key points of the transport infrastructure. “Near” expresses E151 and E152 connect the Olkhovaya, Kornilovskaya and Teply Stan metro stations with Novye Vatutinki and Starye Vatutinki.

Now TiNAO has nine fast and comfortable express routes – a convenient way to get to the metro and large settlements.

This year, the city plans to continue work on improving the Kaluga Highway road network to make buses even faster and more accessible for Muscovites.

Four more express routes have appeared in TiNAO

In accordance with the objectives of the national project “Infrastructure for life” In Moscow, much attention is paid to the modernization of social and municipal infrastructure, including increasing the number of convenient public transport routes and updating the rolling stock. In addition, within the framework of the national project, Moscow has begun developing the Central Transport Hub. It will become a single circuit with predictable suburban rail transport for more than 30 million residents of 11 regions of Russia.

  • MIL-OSI Russia: Sobyanin: The number of military-patriotic clubs in schools and colleges has doubled

    Translation. Region: Russian Federal

Source: Moscow Government – Government of Moscow –

The number of military-patriotic clubs in Moscow schools and colleges has doubled. Sergei Sobyanin reported this in his telegram channel.

“Today, there are already over 400 such associations, where more than 20 thousand children are involved. Under the guidance of experienced mentors, they participate in expeditions, study the history of the country and prepare for military-sports competitions. All this helps them better understand what is behind the history of our Motherland, appreciate their people even more and be proud that we are part of this great country,” the Mayor of Moscow wrote.

Source: Sergei Sobyanin’s Telegram channel @mos_sobyanin

Special attention is paid to search activities. Every year, young Muscovites restore the memory of the heroes of the Great Patriotic War: they find and rebury the remains of soldiers, establish their identities and search for relatives.

Another important area is air search. The guys go to the crash sites of Soviet planes, looking for fragments of equipment and personal belongings of pilots.

In addition, schoolchildren and students take care of monuments and memorials.

Some military-patriotic associations are named after heroes of the Great Patriotic War and the special military operation (SVO). For example, the recently opened club of school No. 1591 is named after Hero of Russia Yevgeny Fadin, a SVO participant who commanded a group of unmanned aircraft. Here, children will find many interesting activities – from studying history in museums to training in basic military training based on games: laser tag and paintball.

Over time, military-patriotic clubs will appear in all educational institutions of the capital.

The event is dedicated to a significant date – the 90th anniversary of the establishment of the Juvenile Affairs Service

The All-Russian seminar-conference was opened by the First Deputy Minister of Internal Affairs of the Russian Federation, Colonel General Alexander Gorovoy.

Dmitry Chernyshenko noted that this date represents decades of selfless work, thousands of saved lives and continuous service to the cause of protecting the most precious thing we have – our children.

He thanked the staff for their important and responsible work in educating patriotic and socially responsible citizens of our country.

“This is one of the most important contributions to the future development of our society and a national goal set by President Vladimir Vladimirovich Putin. Your service is a key link in promoting educational initiatives and projects. You instill in the younger generation our traditional spiritual and moral values, form moral guidelines in the children, which are reflected in the decree of our President Vladimir Putin. This is a significant contribution to the security of the future of Russia and the implementation of the state’s strategic priorities,” said Dmitry Chernyshenko.

He also reported that more than 15 thousand employees on juvenile affairs are included in the coordinated work of municipal and regional commissions on juvenile affairs and protection of their rights. More than 400 thousand children and their parents, who are on various types of records, are included in the system of preventive work annually. This helps to solve the systemic task – to prevent juvenile crime and prevent family problems

Dmitry Chernyshenko also presented letters of gratitude to the employees of the Ministry of Internal Affairs.

First Deputy Chief of the Presidential Administration Sergei Kiriyenko sent a greeting to the participants: “I thank you for your dedication, concern and endless self-sacrifice, because often it is you who are the first to extend a helping hand to children and their parents in difficult life situations, influencing the fate of young people in the future.”

“This year, Rosmolodezh has already begun developing a set of measures to prevent negative social manifestations among young people for 2025-2028. We involve young people in volunteering, patriotic education, develop the infrastructure of youth policy, strengthen international cooperation and provide grant support to young authors of socio-economic projects. It is important for us that young people feel the help of the state, can find their path in life and be happy. Our work should help to cultivate immunity to propaganda and romanticization of destructive behavior, create conditions when society itself will actively counteract the spread of antisocial phenomena,” he noted.

The event was also attended by Deputy Head of the Presidential Administration’s Department for Public Projects Alexey Avetisov, Chairman of the State Duma Committee on Youth Policy Artem Metelev, First Deputy Minister of Education Vladimir Zhelonkin, and Deputy Minister of Science and Higher Education Olga Petrova.

  • MIL-OSI Russia: Night screenings, creative meetings and master classes were held at the Moskino cinema park

    Translation. Region: Russian Federal

Source: Moscow Government – Government of Moscow –

The Moskino Cinema Park hosted a weekend of various events for the whole family.

    Meetings with filmmakers

As part of the program “The Last Session”, the director of the war film “Not on the Lists” Sergei Korotayev met with the audience at the Gonzaga Theater. He shared his impressions of working on the film and also talked about the construction of the “Brest Fortress” set.

“When we drew sketches and diagrams of this set, which replicated the life-size Brest Fortress citadel with a 25-meter-high church, all the sites refused us. They said that we would never find a place for such a set, nor people who would undertake it. And so our team came to the Moskino cinema park, where they showed us a plot of land overgrown with grass and trees, provided builders, equipment, and we did it. A professional team of people in love with their work gathered, who with some superhuman effort did the impossible in three months. I think this is worthy of the Guinness Book of Records, because such a site had to be built in a year and a half,” the director said.

The creator of the film added that in the future, when he finds a suitable script, he wants to film on the set of “Moscow in the 1940s.”

The educational center hosted master classes on working with chromakey. Director Artem Nikolaev and cameraman Vladislav Kovalev showed guests how to set up lighting, work with a camera, and move correctly in the frame.

Artem Nikolaev noted that it is very important for mentors that young guests come who want to learn how to work with a camera and be filmed. In the age of information technology and social networks, such skills in using technology are necessary. Children must understand how to present themselves, speak on camera and correctly voice their thoughts. Such classes are the essence of the modern educational process and help children decide on their future profession.”

The master classes were conducted by young artist Nikita Malakhov, who showed the young participants several exercises and explained how to work in a team.

The audience warmly received the performance of Anton Shagin, an actor from the Lenkom Mark Zakharov Theatre, who read his poems and spoke about his profession.

“I visited this amazing venue, the Gonzaga Theatre, for the first time. I didn’t feel like I was performing surrounded by scenery, everything was alive – my poems, questions and the emotions of the audience. This is a wonderful hall with very good acoustics and comfortable lighting. I highly recommend coming to the cinema park to anyone who is looking for new experiences and wants to attend cozy meetings with actors, directors and other creators. We must pay tribute to all the organizers and creators of this powerful project for the development of our film industry,” the artist said.

    Viewing cult films

Open-air film screenings were held at three venues at once. Spectators sat on soft poufs in front of a large screen on the central square and at the Moscow Center venue. Surrounded by decorations, viewers saw original films by directors from different countries: the adventure film Spirit of Baikal, the melodrama My Year in New York, the comedy Sleepless in Seoul, and many others. It was possible to watch films until two in the morning from your own car.

At the Moskino Kinopark cinema, viewers saw the comedy film Faithful Friend (about the friendship between the writer Iris and a Great Dane named Apollo), the war drama Not Listed, the film Kraken, and the adventure comedy Deniskiny Rasskazy. In addition, children tried to make a film award and posters at master classes, took part in a film lottery, played big dominoes, mini-football, and took pictures among large-sized dishes — props from the film Cheburashka.

The Moskino cinema park is part of Sergei Sobyanin’s “Moscow – City of Cinema” project and an object of the Moscow cinema cluster, which is being developed by the capital Department of Culture. The first stage of creation has already been completed here: 24 natural sites, four pavilions and six infrastructure facilities have been built. Among them are the sets “Center of Moscow”, “Moscow of the 1940s”, “Vitebsk Station”, “Yurovo Airport”, “Cathedral Square of Moscow”, “Deaf Village”, “County Town”, “Cowboy Town”, “St. Petersburg Bar” and others.

The Moscow Film Cluster is an infrastructure facility, services and facilities for filmmakers, which are being developed by the Moscow Government within the framework of the Moscow — City of Cinema project. Its structure includes the Moskino film park, the Gorky Film Studio (sites on Sergei Eisenstein Street and Valdaisky Proyezd), the Moskino film factory, the Moskino cinema chain, the film commission and the Moskino film platform.

  • MIL-OSI Russia: The first digital test for assessing reading skills in adults is available on RuStore

    Translation. Region: Russian Federal

Source: State University Higher School of Economics – State University Higher School of Economics –

Language and Brain Center HSE University has developed the first standardized tool for assessing Russian-language reading skills in adults, the LexiMeter-V test. It is now available in digital format on the RuStore platform. This application allows for quick and effective diagnosis of reading disorders, including dyslexia, in people aged 18 and over.

Reading skills are essential for a fulfilling social and professional life. For millions of adults who struggle with reading, the lack of timely diagnosis can mean inaccessibility to quality education, career opportunities, and social support. However, until now, there has been no reliable tool for Russian adults to objectively, in compliance with a standardized procedure, measure their reading skills and compare the results with normative data. Digital test “LexiMeter-V” fills this gap by offering professionals and researchers an effective way to assess reading speed, accuracy, and comprehension.

“The development of LexiMeter-V was a logical continuation of our work on creating linguistically sound tests for diagnosing speech and reading disorders in children. Adults with reading difficulties need their own age-appropriate tools,” says one of the test’s developers, research fellow at the HSE Language and Brain Center Svetlana Dorofeeva.

The test has two parallel versions. One of them can be used for primary diagnostics, and the second one — for assessing the dynamics or checking the effectiveness of the correctional impact. The versions are balanced by a number of psycholinguistic parameters: the length of words in syllables and letters, the frequency of words, the complexity of syntactic structures. Each text is accompanied by a block of questions on reading comprehension. After reading and marking errors, the application automatically calculates the reading parameters and additionally provides information on which syntactic structures caused the greatest difficulties. This level of detail is especially important for planning correctional work.

The application is aimed at specialists: speech therapists, neuropsychologists, neurologists working in clinics, educational and scientific institutions, as well as on-site. It includes age standards for different groups of users from 18 to 60 years old, which ensures high diagnostic accuracy. The application replaces paper protocols, manual error counting and voice recorders. All stages of the test – from text demonstration to error analysis – take place in a digital interface. The results, including audio recordings and markup results, are downloaded in a convenient format, which significantly simplifies observations and preparation of conclusions.

The tool will enable informed decisions to be made that can serve as a basis for choosing a further path for correcting reading disorders or supporting adults with dyslexia. For example, a confirmed diagnosis of dyslexia can be taken into account by universities in the future when determining a special assessment system for students with such difficulties.

The developers emphasize that the test will be useful not only in the clinical but also in the scientific environment. The application accumulates an array of audio data and reading indicators, which makes it a convenient tool for research in the field of cognitive linguistics, psycholinguistics and neuropsychology.

“Our goal is to make reading diagnostics accessible and modern. LexiMeter-V is not just a test, but a working tool that saves time, gives accurate results and opens up new opportunities to help people with dyslexia,” comments Olga Dragoy, Director of the HSE Language and Brain Center.

  • MIL-OSI Russia: The “Ready!” Command, or How the Work of Moscow Metro Drivers Has Changed

    Translation. Region: Russian Federal

Source: Moscow Government – Government of Moscow –

New stations, convenient navigation and modern trains – in May 2025 for the Moscow Metro turned 90 years old. All these years, underground transport has been developing and becoming more comfortable. The working conditions have also changed significantly for the drivers who have been transporting Muscovites and visitors to the city every day for almost a century. Today, more than 5.5 thousand men and women operate the trains in the capital’s metro.

We tell you how the first train drivers worked and how train control has changed over the years.

    The first metro in history

May 15, 1935 Moscow metro officially opened for passengers. However, the very first train traveled underground earlier – in October 1934. It was driven by the engineer of the Dynamo plant Mikhail Shpolyansky. He was not a driver, but only tested his creation. The first representatives of this profession were three Muscovites: Ivan Ivanov, A. Trofimov and N. Timofeev (names have not been preserved).

“The Yaroslavl Railway invited drivers to work in the metro. They knew everything about the tracks and trains, they just needed to learn how to work underground. Training and certification were conducted on the territory of the Severnoye electric depot. By the time the first stage of the metro was launched, 40 train crews of three people were trained – a driver, a train conductor and a conductor,” says Anastasia Sharonova, chief specialist of the social initiatives department of the center for professional development of youth of the Moscow transport corporate university.

The first passengers of the capital’s metro were transported by heavy sand-yellow type A trains. The driver controlled the electric train using a controller similar to a steering wheel. The train master helped him monitor the operation of all systems. Together with the conductor, he was also responsible for boarding and disembarking passengers. The first electric trains did not have radio communication or sound signals announcing the closing of the doors. The conductor went out onto the platform and indicated with a special flag that boarding was complete. Then the train master commanded: “Ready!”, after which the driver closed the doors and the train departed.

In the first years of its operation, metro employees could be recognized by their dark blue uniforms. Men wore trousers, double-breasted jackets with wide lapels and caps, women wore skirts, berets and jackets. Each metro service had its own color. It was used for piping on collars, hats and sleeves. The uniforms of track service employees were distinguished by green piping, while those of the traffic service were crimson. Engine drivers belonged to the traction service, and their piping was blue.

In 1943, martial law was introduced in the People’s Commissariat of Railways of the USSR and the uniform of the metro employees changed. The drivers’ shoulders were given shoulder straps and their caps were given a silver stripe (braid).

“The shoulder straps of the junior staff looked like two hexagons superimposed on each other, which made them look like a hammer or a balalaika. That’s what the people called this detail. In 1954, a decree was issued prohibiting representatives of civilian departments from wearing military symbols. The shoulder straps were removed, but the braid was left. Wearing it is a tribute to tradition. Such a stripe was on the uniform of railway workers even in pre-revolutionary times,” notes Oleg Shukhat, leading specialist of the social initiatives department of the unified center for the development of youth projects and social initiatives of the corporate university of Moscow transport.

    Speed, maneuverability and modern technologies

Over the years, not only the uniform of the drivers changed, but also the rolling stock. After type A, the metro launched cars of the B, V and G series. The trains became lighter and therefore more maneuverable.

In 1978, the 81-717/714 (“Numbered”) train entered service underground. This is the most popular and recognizable series in the history of the capital’s metro. The train was equipped with automatic speed control devices and emergency passenger-driver communication.

In 1998, the Yauza (car type 81-720/81-721) appeared. It became even more convenient for drivers thanks to a new traction drive control system, allowing smooth acceleration and deceleration. In 2003, the Rusichi began operating in the metro. Their main difference is the articulated body.

“In 2017, the new generation of “Moscow” trains began running in the metro. And the work of the drivers has changed significantly. For example, in previous models, to make sure that all systems were functioning properly, you had to get out of the cabin, but in the new ones, everything is displayed on the display. Control has also become more convenient. The controller is a joystick, and for precision, a station passage warning system has been installed,” says Yuri Uzorin, an electric train driver at the Sokol depot.

He has been driving trains on the Zamoskvoretskaya metro line for 31 years. During his career, Yuri Uzorin has driven different models of trains, and now he carries passengers, including on the Moscow-2024.

“I dreamed of becoming a train driver since childhood. I loved watching trains go by, imagining that one day I would sit in the cabin. I graduated from school, technical school, and in 1993 I came to the metro. I studied and first became an assistant driver, and then a driver. Since then, a lot has changed: new lines and stations have opened, but one thing has remained the same – caring for passengers. The main thing for a metro driver is their safety. Therefore, our work is always clear and well-coordinated,” the mos.ru interlocutor emphasizes.

With the advent of new train models, a more thorough approach was taken to the training of train drivers. In the first years of the metro’s operation, there were no special training technologies. Future train drivers trained to operate trains at the depot and went out on routes together with experienced colleagues.

“Systematic training of train drivers appeared back in 1936. And in 1944, a metro technical school opened in the city. Train drivers could be trained, retrained, and improve their qualifications there. Later, the school was reorganized into a training and production center, and in 2021, a

Corporate University of Moscow Transport“They have been training drivers for the capital’s metro there for almost five years now,” says Anastasia Sharonova.

Manage the teams today teachon modern simulators – simulators of a real electric train cabin with buttons, switches and monitors. The student can choose a metro line and travel along the route. The simulator takes into account the track profile, the location of traffic lights, turnouts, signal signs and much more. The training lasts up to 4.5 months, it is completely free, students receive a scholarship.

    Women at the controls

Since its opening, the metro trains have been driven by men, and the first female driver entered service in 1936. During the war, there were female locomotive crews. The work was accompanied by heavy loads, so in the 1980s, girls stopped being trained in the profession. However, trains were improved, became easier to operate and safer, and in 2020, an order from the Ministry of Labor and Social Protection of the Russian Federation came into force, allowing female drivers to work.

Today, 130 women — drivers and their assistants — operate trains on the Filevskaya and Nekrasovskaya lines. Among them is Medina Trakic, who works at the Fili depot. She was one of the first women to undergo training in 2021.

“I started thinking about working as a train driver back in high school. But at that time, girls weren’t hired for that position. I decided to study to become a surveyor. By the end of my studies, I learned that women were being invited to work as train drivers again. I realized that my dream could come true! I passed the selection, retrained, and went to work on the line. That’s how I became one of the first female train drivers in the modern history of the metro,” says Medina Trakic.

She manages the trains and does not believe in stereotypes. According to her, who is behind the controller – a man or a woman – is not the main thing in the work.

“Stress resistance, responsibility and punctuality are important for a driver. The train must always arrive on time. You also need good health and a desire to learn something new. I love my job for the opportunity to constantly learn, improve my skills. The capital’s metro is constantly developing, becoming more beautiful, more convenient and pleasing Muscovites. Let it continue this way. 90 years is just the beginning,” emphasizes Medina Trakic.

    Translation. Region: Russian Federal

Source: Moscow Government – Government of Moscow –

At Turgenevskaya Square near the Chistye Prudy metro station, work has begun to connect the existing tram tracks with the new line being built on Akademika Sakharova Avenue and Masha Poryvayeva Street. The existing turnaround will be reconstructed with the installation of two turnouts.

Fences have been installed in this area, and pedestrian passages and approaches to the metro have been organized. For the duration of the works, the routes of trams No. 3, 39 and A have been changed in this area. Tram No. 3 temporarily runs from the Chertanovskaya metro station to Paveletsky Railway Station, then to the Proletarskaya metro station. Tram routes No. 39 and A have been merged into a single route No. 39 A from the Universitet metro station via Paveletsky Railway Station and Proletarskaya metro station to the MCD Kalitniki station.

Instead of trams, compensation bus No. 913 operates; its route was extended from Paveletsky railway station to Chistye Prudy metro station.

“Currently, the dismantling of the old rails of the turnaround circle and the road surface has been completed. A pit has been dug, and preparatory layers for the tram track are being laid on a monolithic foundation. As part of the necessary work to connect the tracks, two modern turnouts will also be installed, operating in automatic mode and allowing trams to change direction and move from the main track to the adjoining ones,” the press service of the Moscow Department of Capital Repairs reported.

The new double-track tram line running through the center will relieve Komsomolskaya Square and connect the eastern districts of the city with the southern ones. Its length is almost 2.1 kilometers, on one and a half kilometers of which contactless running technology will be used for the first time in Russia.

“Raised boarding platforms and modern bus stops with triplex glazing, comfortable benches and USB ports for charging gadgets will be installed along the tram tracks on Akademika Sakharova Avenue, Kalanchevskaya Street and Chistoprudny Boulevard,” the department’s press service noted.

It is also planned to improve the areas of Masha Poryvayeva, Kalanchevskaya, Krasnoprudnaya streets adjacent to the new line, as well as Komsomolskaya Square, Academician Sakharov Avenue, Chistoprudny and Sretensky Boulevards.

  • MIL-OSI Russia: ‘Active Citizens’ to Choose Name for Baby Western Lowland Gorilla

    Translation. Region: Russian Federal

Source: Moscow Government – Government of Moscow –

The Active Citizen project has begun vote,The participants will choose a name for the new inhabitant of the Moscow Zoo – a baby western lowland gorilla listed in the Red Book.

The little male was born in early February. His parents, a pair of gorillas Kira and Vizuri, are taking care of him with great care. Although the female holds the baby in her arms all the time, she sometimes allows other family members to come up and gently pet him. Visitors to the Moscow Zoo can see the baby in the Primates pavilion.

In the wild, these animals live in mangrove thickets, mountainous and tropical forests of Equatorial Africa. Therefore, experts have proposed options that reflect the connection of this species of primates with their homeland. Four of the five names begin with the letter K – this is a kind of tribute to mother Kira.

So, the baby can be called Quito. This is a city in Angola, where a stable population of western lowland gorillas still exists. Another name – Kuango – refers to the name of a river in the Congo basin. This is one of the regions where the primates live.

A small male can also be named Kwanzaa. In African American culture, this is the name of the holiday honoring the first fruits of the harvest. Another option is Kijani. In Swahili, this means “green,” which is associated with nature, growth, and fertility. Zuberi translates as “strong” or “mighty.” This name is usually given to boys.

The voting was prepared by the capital Department of Culture and the project “Active Citizen”Its users have already chosen names for many animals, including the Malayan bears Masha, Luchik and Zvezdochka, the alpaca Zephyr, the hyena Akela, the panda Katyusha and the tiger Amur.

Project “Active Citizen” has been operating since 2014. During this time, more than seven million people have joined it, and more than seven thousand votes have been held. Every month, 30–40 decisions made by Muscovites are implemented in the city. The project is being developed by the capital Department of Information Technology and the State Institution “New Management Technologies”.

Students of the Institute of Mechanical Engineering, Materials and Transport presented an exhibition of works dedicated to the heroic deeds of the Soviet people in the Great Patriotic War. The exhibition is located in the research building of Technopolis Polytech.

The exhibition became part of the university events dedicated to the anniversary of the Victory. Students studying in the direction of “Technology of artistic processing of materials”, under the guidance of teachers, prepared decorative items that perpetuate the memory of the Great Victory. Each detail and symbol is intended to remind us of the price that our ancestors paid for peace and the need to preserve the historical truth.

My work is called “Monolith”, it tells about the courage and fortitude of Soviet soldiers, thanks to whom, as it seems to me, the victory was achieved. During the work, the thought of the feat of our people did not leave me. My classmates also approached the task seriously. The preparation of the exhibition touched upon an important topic for each of us, – shared 3rd year student of TKhOM Alexander Narseyev.

The exhibition features various works: from the statuette “Motherland” to a letter-crane assembled from copper plates. A cast crane and a small St. Isaac’s Cathedral with a vegetable garden on the square where Leningrad residents grew vegetables are also on display. In 1942, vegetable gardens appeared on vacant lots, in gardens, parks, squares, on the banks of rivers and canals. All works have their own history, which is close to everyone.

    Translation. Region: Russian Federal

Source: Novosibirsk State University – Novosibirsk State University –

In November 2024, the oilfield services company OFS Technologies launched the Career in OFS project (kareraofs.rf) for the second time — a program to find promising and talented students and graduates who want to start a career in the oil and gas industry. More than 80 educational institutions in Russia were invited to participate. In total, more than 450 people took part in the project.

The participants passed the selection tests, following which the best were invited to the final in-person stage in Tyumen, at the site of the company “OFS Technologies”. Among the 47 most promising participants was a graduate Faculty of Geology and Geophysics Novosibirsk State University – Kirill Kosarev.

    — I have been participating in such projects all year. This is a great way to start a career in a large oilfield services company when you are just graduating from university, you have no experience yet, but you have knowledge and a desire to develop. In addition, this is an opportunity to make useful contacts, — Kirill Kosarev said about the reasons for participating in the project.

As part of the final stage, the participants visited the Remote Drilling Support Center and the Tyumen Oilfield Equipment Plant, a unique Russian manufacturer of submersible cable for oil wells. The contestants demonstrated their skills in a technical team task and also passed individual interviews with representatives of business areas and the HR department. In addition, the finalists passed an assessment, where they demonstrated the level of their technical knowledge acquired during their training.

    — The selection of finalists took place through an online test and a video business card. But the final was much more interesting and difficult. A team challenge awaited us: we built structures from scrap materials in several stages. First, there was a technical task: assembly according to drawings, then interviews. The tasks were designed for those who do not yet have much production experience, so the hardest thing was to cope with the excitement, — Kirill shared.

Following the results of the competition, the winners received job offers at the facilities of the OFS Technologies company.

    — When the selection stage was taking place, I was calm and confident: I already have good achievements in the oil and gas sector. I felt that I did well with the test and the answers in the video business card, — Kirill summed up.

We congratulate Kirill and all the finalists on their excellent results and wish them further professional growth, interesting projects and career victories!
