    “As part of the major repairs at the public services center, the roof and facade were repaired, the stained glass windows were replaced, through which more natural light will enter the premises. The space was also zoned, which allowed for a more rational and comfortable placement of employees, and due to this, the width of the passages was increased, which will provide evacuation routes that meet fire safety standards. The entrance groups were put in order: new doors were installed, the railings and handrails at the ramp for people with limited mobility were replaced, which is lined with non-slip tiles, and the canopies over the central porch and emergency exit were updated. In addition, as part of the work to adapt the center for people with limited mobility, a vertical platform was installed for wheelchair users,” said the First Deputy Head of the Moscow City Department of Major Repairs.

    Almost three thousand units of new modern equipment will appear in 51 schools that will open this year after modernization under the city program “My school”. Digital microscopes, mini-farms, 3D printers and much more will be supplied to educational institutions. This was reported by the capital’s Department of Education and Science.

    “The large-scale modernization program “My School” is ongoing in Moscow. This year, another 51 renovated buildings will open, where more than 35 thousand children will study. At the same time, not only the infrastructure and appearance of the buildings will change, but also their content. The schools will have modern equipment: 11 types of new educational equipment will be delivered, including laser engravers, CNC machines and digital microscopes,” the press service of the capital reported.

During lessons and additional classes, children learn the basics of programming, prototyping and 3D modeling, as well as develop logical thinking and learn to solve technical problems.     The implementation of the largest modernization project in the history of the capital, “My School”, began in 2024.     In 2024, more than 4.5 thousand trees were planted on 24 major Moscow highways. Almost the same amount of work is planned for this year. One of the main greening sites will be Leninsky Prospekt, said Sergei Sobyanin in his blog.

    “Green walls of trees protect city residents from dust and noise coming from the roadway. Large spreading lindens and elms, apple and bird cherry trees, oaks and birches give a unique charm to any, even the most ordinary street. That is why we are actively landscaping the outbound highways and other major streets of Moscow, where until recently there was a clear lack of greenery,” the Moscow Mayor noted.

    The straight and wide Leninsky Prospekt stretches for 14 kilometers — from the Garden Ring to the Moscow Ring Road (MKAD). It is quite difficult to green it in one year. In addition, the metro is currently being built in the middle part of the highway. Nevertheless, from 2021 to 2023, almost 1.6 thousand trees were planted on Leninsky Prospekt, mainly in areas closer to the MKAD.

    In 2025, they plan to carry out comprehensive landscaping of the historical part of Leninsky Prospekt — between the Garden Ring and Gagarin Square, where over 400 trees will be planted. Most of them will appear on wide sidewalks and create a green wall between the roadway and the facades of residential buildings. Some of the trees will decorate Kaluga Square and Gagarin Square, which will become more comfortable thanks to this.

    “For Leninsky Prospekt, we chose mature trees aged 20–35 years, four to eight meters high: linden trees “Pallida” and elms “Novy Gorizont”. They adapt perfectly to the peculiarities of the Moscow climate: they steadfastly endure harsh winters and hot summers, and are resistant to strong winds,” Sergei Sobyanin emphasized.

    Almost three thousand students from Moscow colleges have undergone in-depth training in in-demand industrial specialties in the innovative educational space “Rudnevo”. At the unique site, students can practice their skills in conditions as close to real ones as possible. This was reported by Anastasia Rakova, Deputy Mayor of Moscow for Social Development.

    “Our goal is to train specialists in Moscow colleges who will be able to perform real tasks immediately after completing their studies. To do this, together with our partner employers, we are replacing outdated equipment, updating educational programs and creating new sites for practical training of students. The flagship center “Rudnevo”, opened in October last year, has become an important part of this work. The site conditions are as close as possible to production. Moreover, it is located in an industrial park where operating enterprises are located. During the operation of the center, almost three thousand students have been trained here, and this is only the beginning. Students from several colleges at once can practice practical skills here,” noted Anastasia Rakova.

    The flagship center for practical training of Moscow colleges “Rudnevo” is a high-tech educational and production complex, which is part of the special economic zone “Technopolis Moscow”. On an area of more than nine thousand square meters there are 21 workshops and laboratories equipped with modern equipment.

    Students can develop skills needed for work in such areas as mechanical engineering, electronics, industrial automation, aviation industry and unmanned aircraft systems. The unique educational platform allows for practical classes to be held simultaneously for students from several colleges.

The condition of such a tree is assessed as good,” noted Elena Gavrilenko, dendrologist, chief expert on urban ecosystems of the State Budgetary Institution “MosEcoMonitoring” of the Department of Nature Management of Moscow.

    Long-term observations show that the capital’s green spaces are stable and adapt well to the city’s growing conditions. Linden, Norway maple and birch are often used for city greening.

    Meanwhile, the presence of some shortcomings in trees is allowed. “The foliage is lighter than usual, the crown is weakly open, the presence of individual dry branches nevertheless allow the tree to continue to grow and develop. In this case, the condition of the plant is assessed as satisfactory,” Elena Gavrilenko specified.

    Experts monitor the condition of green spaces in Moscow every year. Trees are examined at 130 permanent observation sites, including in the territory of TiNAO. They are located in different types of green areas with different anthropogenic loads, which allows for a general description to be obtained through selective surveys.

    Based on the information received, recommendations are given to tenants or owners of green fund territories on timely implementation of protective and security measures. In particular, to improve the health of trees, sanitary pruning of the crown, removal of damaged branches, strengthening of trunks and treatment against insects are required.

Valentina Stroganova from St. Petersburg State University spoke about the work of evacuation hospital No. 1012 within the walls of the Faculty of History during the Siege of Leningrad.

    Sectional meetings were held in person and online at leading universities in St. Petersburg and the regions of Russia, as well as at universities in Belarus and Uzbekistan. The moderators of these meetings were historians, teachers of the Higher School of Social Sciences of the Humanities Institute of SPbPU. The participants also took tours of the State Memorial Museum of the Defense and Siege of Leningrad.

    The conference organizing committee received more than 170 applications from four countries and 49 universities; sectional meetings were organized in nine St. Petersburg universities according to the sections’ profiles.

    Based on the results of the conference, it is planned to publish an electronic collection with posting in the RSCI database.

    On March 13, the hackathon of the Automobile and Road Faculty “Transport and Logistics” was held at SPbGASU. Students of St. Petersburg School No. 625 with advanced study of mathematics named after Hero of the Russian Federation V. E. Dudkin took part in it. Together with the ADF, the admissions committee of our university organized the hackathon.

    “This is a career guidance event. We wanted to show the kids what professions there are and what problems ordinary representatives of these professions solve. We also wanted to show that physics and mathematics are not just abstract subjects. An engineer needs to know them in order to apply them in his work to solve typical problems,” explained ADF Dean Andrey Zazykin.

    The hackathon participants united into four project teams, each of which received its own technical task. Having familiarized themselves with the workplace, materials and equipment, having undergone safety training, the guys, under the guidance of mentors – teachers and students of the Automobile and Road Engineering Faculty, began generating ideas and creating prototypes.

    One of the teams created a prototype of an AGV cart. This is an unmanned transport platform that provides automated transportation of goods around the warehouse. The guys assembled a cart platform for moving goods, created, tested and calibrated a program in the Trik Studio software, and showed the robot in action. The work was supervised by fourth-year undergraduate students of the ADF Daniil Parfeni and Mark Druzhinin.

    Another team, led by the head of the department of technical operation of vehicles Igor Chernyaev, developed a planning solution for a fleet of electric buses. To do this, they needed the ability to analyze and 3D modeling skills. The guys got the initial data for the calculations from textbooks, tables, and characteristics of electric buses.

    Another team’s task was to implement the Digital Twin technology on the streets of St. Petersburg. The schoolchildren created a digital twin of a road – a high-precision digital map of the route, which collects data on the condition of the road and traffic on it in real time. The guys worked in domestic software under the guidance of Yana Goncharova, an assistant at the Department of Transport Systems and Road and Bridge Construction, and Elena Sorokina, a senior lecturer at this department.

    Young researchers prepared presentations of their projects and spoke to members of the expert jury, which, together with Andrey Zazykin, included the head of the department of land-transport technological machines Elena Kurakina and associate professor of the department of transport systems and road and bridge construction Egor Golov.     Specialists from the Rosneft Research Institute in Ufa have improved the search for promising zones of oil source rocks in Western Siberia. The new approach allows identifying the most priority areas for drilling in the complex geological conditions typical of the Bazhenov Formation*.

    The specialists analyzed an extended set of geological and petrophysical parameters and well test results at 20 RN-Yuganskneftegaz fields (the Company’s key production asset). The use of the new method allowed them to calculate the actual oil flow rate with a probability of over 75%. Previously known methods did not allow for such a high-precision forecast.

    Based on the improved methodology, a prospect map was constructed using the corporate software package “RN-GEOSIM”. This allowed us to evaluate the best zones of the Bazhenov formation in terms of oil production. The methodology has already been confirmed by tests. In an area previously considered unpromising, an oil flow rate of more than 20 tons/day was obtained from a directional well.

    *The Bazhenov Formation is an oil source rock distributed throughout the entire territory of Western Siberia with an area of approximately 1 million square meters and significant oil resources.

    Resettlement under the renovation program affected 95 districts of the capital. Residents of old houses are moving to new modern apartments. This was reported by the Deputy Mayor of Moscow for Urban Development Policy and Construction Vladimir Efimov.

    “Resettlement under the renovation program has already affected over 203 thousand residents from more than 1.2 thousand old houses in 95 districts of the capital. In seven of them, Muscovites were offered comfortable housing for the first time last year. The city then sent the corresponding letters to citizens from the Ostankinsky, Altufevsky, Meshchansky, Levoberezhny, Sokolinaya Gora districts, as well as Bekasovo and Voronovo. About five thousand people have started resettling in these districts in a year,” Vladimir Efimov noted.

    Since the renovation program began, the first to move were residents of two buildings in Severnoye Izmailovo. They received offers of equivalent apartments in February 2018. By the end of that year, the renovation program affected 15 districts, and now their number has increased more than sixfold.

    This year, 63 students took part in the competition — both bachelors, masters and postgraduates from all over the country.   • MIL-OSI Russia: NSU scientists are developing new materials to create memory elements of the future

They were the first in the world to discover the memristor effect or “memory effect” in these materials, studied their optoelectric properties, and are now investigating the processes that occur in them during the flow of current.     Silicon oxide is the most common dielectric, it is used to produce various microcircuits. Silicon-germanium glasses are a mixture of silicon oxide and germanium oxide. Previously, scientists studied silicon oxides or germanium oxides separately. Scientists from the NSU ATIC FF were the first to decide to combine the properties of these two substances. Germanium oxide is characterized by low binding energy. This means that a memristor created using this material will be easier to switch and therefore will be more energy efficient. Silicon oxide has a more stable structure, so it is more durable and long-lasting – it can “survive” a greater number of rewriting cycles, which makes it suitable for use in the creation of new, more reliable memory elements. These qualities, inherent in two different compounds, were combined in germanosilicate glasses.

    — Our research group has been studying germanosilicate glasses for over five years. At that time, we were the first in the world to discover the memristor effect in them, in other words, the memory switching effect, when a sample of germanosilicate film switches from one resistance state to another. And these states are stored for quite a long time. We observed several thousand switchings and came to the conclusion that it was necessary to study the mechanisms of transport transfer in such materials in order to further optimize the design of memristors based on them.

    Our colleagues previously studied the mechanisms of transport transfer in silicon oxides and germanium oxides, but we decided to study them in a mixture of these compounds. In our article, we described the results of our work aimed at deepening the study of this new material and its main characteristics, as well as establishing the physics and root cause of its properties observed by us. We need to understand the mechanisms that operate for germanosilicate film materials and find out what processes occur in them during the passage of current, – explained Vladimir Volodin, a leading researcher at the Laboratory of Functional Diagnostics of Low-Dimensional Structures for Nanoelectronics, Department of the ATIC, Physics Faculty, NSU, a leading researcher at the A.V. Rzhanov Institute of Semiconductor Physics, SB RAS, professor of the Department of General Physics, Doctor of Physical and Mathematical Sciences.

    To conduct the experiments, films of four compositions with different ratios of germanium and silicon oxides were grown. Then the scientists made special MIS structures (metal-insulator-semiconductor) with a very thin layer of germanosilicate glass and began conducting temperature studies of the current-voltage characteristics – the dependence of the current on the voltage. In this case, the researcher sets the voltage and then records the dependence of the current in the sample as it changes. The studies were conducted in a certain temperature range – from room temperature to 102 ° C. This range corresponds to the operating temperatures of the memristors. Based on these dependencies, the scientists modeled the properties of the studied samples, approximating the current-voltage characteristics using existing conductivity models. They used 8 recognized models of electrical conductivity in the world. One of them – the Current Limited by Space Charge (CLCS) – unlike the others, showed the most realistic parameters.

    — Using the TLC, we can theoretically predict the parameters of the future memristor as one of the new memory types. We also have the ability, based on the TLC model, to more accurately determine the electric voltage and switching, that is, the operating range of the device we are modeling. In addition, we can predict the currents in each specific sample based on the parameters of its chemical composition, the thickness of the dielectric layers, and other specified model parameters. By superimposing different models on the measured volt-ampere dependence, in the TLC model we determined the energy and concentration of traps involved in charge transport quite accurately. We studied a series of samples with different ratios of germanium oxide and silicon oxide. And according to this dependence, we found that with an increase in the proportion of silicon oxide in the samples, the depth of the traps monotonically decreases. We determined that the concentration of traps does not change, at least not noticeably. More significant changes – by an order of magnitude or more – could become a reason for a negative assessment of the applicability of the model, rejecting its validity, the impossibility of applying it to calculations and experimental values, which would be an undesirable result, said Ivan Yushkov, a junior research fellow at the Laboratory of Functional Diagnostics of Low-Dimensional Structures for Nanoelectronics at the ATIC PF NSU, and a postgraduate student at the A. V. Rzhanov Institute of Semiconductor Physics of the Siberian Branch of the Russian Academy of Sciences.

    The significance of the study is that its results allow researchers to determine the parameters of a memristor theoretically without growing a nanostructure. In addition, the main charge transport mechanism for most memristive dielectrics is also the SCLC. Firstly, this confirms that the SCLC model is applicable in silicon-germanium oxide films, as is mainly the case with memristors, and secondly, using such a model, it is possible to predict the parameters of future structures and devices, or at least regulate the parameters relative to the layered sample being grown.

    -Our study is of value for fundamental science, because we received the mechanisms of transport in these films the first in the world, but there is also practical significance: no one has yet explored German-Slacat glasses with this composition, but we would like to get modern memory elements from this material, which would exceed the usual flash memory in the number Circulation cycles, durability, effectiveness and reliability. Currently, the technologies have reached the line when humanity from the flash memory squeezed the “maximum”: the maximum number of rewriting cycles, the maximum duration of use, the maximum volumes in the container per element have been achieved. Further, using the same technology, it is not possible to multiply the memory parameters of electronic devices. A new type of memory, like a membrane, can help overcome these restrictions. There are other types of memory, but it is the membrane that differs in that when it is used, it is possible to increase the number of rewriting cycles compared to flash memory. The flash memory has a maximum of 10⁶ rewriting cycles, and the membrane has up to 10¹2. In addition, there are publications in which the authors show that the memoristors have one more brief cycle in terms of duration: if the flash memory has a microsekud share, then the membrane has dozens of nanoseconds or even piccicals, that is, a thousand and a million times faster, respectively. So with the help of membrane, memory can become much more “fast -acting,” explained Ivan Yushkov.

And today this is no longer just one national project “Family”, but also events of the national project “Personnel”, events of the national project “Long and Active Life”, a number of other events in other national projects that we will implement in order to create a comfortable environment for our older citizens. The best practices that we have developed, including within the framework of our competition, are becoming an integral part of the Strategy of Actions in the Interests of Senior Citizens until 2030, developed by the Government and planned for adoption in the near future,” said the Deputy Prime Minister.

    According to Tatyana Golikova, 12 million senior citizens participate in active longevity programs. Of these, 8.5 million are actively involved in sports, 2 million in social tourism, a million in third-age universities, and more than 200,000 are active “silver” volunteers.

    “We will continue this work – both within the framework of the strategy and within the framework of national projects. And, of course, we want more senior citizens to be shoulder to shoulder with us. Our fifth all-Russian selection of the best practices of active longevity involved all 89 subjects of the Russian Federation in 2024. More than 2,600 projects, including 110 best ones that became finalists. I hope that we will continue to work together, promoting all the events that we have planned for our respected senior citizens,” Tatyana Golikova emphasized.

    The winners in the nomination “Medical and social care, public care and prevention” were the following practices: “Circle of Good” (St. Petersburg), ANO “Good Sergievo”; “Rapid Response Service” (Sverdlovsk Region), Interregional Charitable Public Foundation “Yekaterinburg Jewish Cultural Center “Menorah”.

    The following projects received awards in the category “Active Life: Culture, Tourism, Volunteering”: “Kindness Nearby 2.0” (Tyumen Oblast), Tyumen Regional Charity Fund “Older Generation”; “Good Friend: Joint Work of a Nursing Home with Volunteers and NGOs” (Samara Oblast, Zhigulevsk), Solnechnopolyansky Nursing Home.

    Winners in the Education and Employment category: a program to maintain the professional longevity of social workers aged 50 from small villages (Samara Oblast), ANO Center for Social Services for the Population of the Northern District; a project to improve legal literacy, Legal Odyssey: A Journey to Knowledge (Ulyanovsk Oblast), and the Silver Dawn boarding house for senior citizens named after Z.A. Kudinova in the village of Yazykovo.

    In the nomination “Healthy Lifestyle” the best were: the health training project “Manage Your Health” (Ryazan Region), Ryazan State Medical University named after Academician I.P. Pavlov; the Spartakiad “Longevity Games. Life-lover” (Republic of Tatarstan), the administration of the city of Kazan and the Spartakiad project committee.

    In the nomination “Practice for Men 60” the awards were received by the authors of the practices: Fishing Sport Festival “Fishing without Borders” (Lipetsk Region), Department of Social Policy of Lipetsk Region; “Express-grandfathers” (Chuvash Republic), Shemurshinsky Center for Social Services to the Population.

    In the special nomination “Integrated Infrastructure Solutions”, the following practices received gratitude: the “Veteran” house (Chelyabinsk Region), PAO “Magnitogorsk Iron and Steel Works”; “Social Apartments” – an ecosystem for the active life of senior citizens (Khanty-Mansi Autonomous Okrug – Yugra), Department of Social Development of the Khanty-Mansi Autonomous Okrug – Yugra; “We Know That the Impossible is Possible!” (Krasnoyarsk Region), Krasnoyarsk nursing home for senior citizens and disabled people “Botanichesky”.

    “The competition is gaining popularity year after year. Today, 12 million people and all subjects of the Russian Federation are actively participating in the program. “Active Longevity” has started working. It really gives everyone who has the desire and opportunity to prove themselves. To prove themselves in sports, to prove themselves in creativity. And to lead a truly active lifestyle. Therefore, I want to say a huge thank you to everyone, it is you who fill the active longevity programs with the content that today gives a lot of positive emotions to our older generation. Thank you!” – the head of the Ministry of Labor Anton Kotyakov addressed the winners of the selection.

    A total of 110 participants were included in the finalists of the fifth all-Russian selection of the best practices of active longevity. All projects will be published in the collection “Active Longevity – 2024”, and will also receive expert support and access to replication through the platform of the Agency for Strategic Initiatives “Smarteka“.

    “Every year, the number of applications and regions grew. 2024 gave us a 2.5-fold increase compared to last year and a 10-fold increase compared to 2020, when we were just starting. All the winning projects were divided into the following nominations: 10 were submitted in the Education and Employment nomination, 15 in the Healthy Lifestyle nomination, 23 projects in the Medical and Social Care nomination, 49 projects in the Active Life nomination, and 13 in the Practices for Men 60 nomination. These practices vary in scale. We have 88 practices on a regional scale, six on a federal scale, four on a city scale, and 12 on a rural scale,” said Sofia Malyavina, General Director of the National Priorities ANO.

    She also noted that over five seasons, the all-Russian selection covered not only all regions, but also all possible types of practices for the older generation. Therefore, it now makes sense to shift the focus from finding the best solutions to their systematization and inclusion in comprehensive regional programs.

    “We have already started discussions with the Ministry of Labor and would like to discuss with you [experts and selection participants] how we should further transform the assessment of practices and the competition itself. Perhaps now we should assess the comprehensiveness of regional programs, and then we should approach the development of a methodology that takes into account the contribution of leading organizations of a particular region to the comprehensive program of active longevity,” said Sofia Malyavina.

    In the near future, experts and partners of the all-Russian selection of the best practices of active longevity will formulate proposals for the launch of the new season.

    The All-Russian selection of the best practices of active longevity is held annually by the ANO “National Priorities” with the support of the Ministry of Labor of Russia on the platform of the Agency for Strategic Initiatives “Smarteka”. The partners are the National Research University Higher School of Economics, the Public Chamber, the Silver Age Alliance, the Russian Gerontological Scientific and Clinical Center, the Agency for Social Information, the All-Russian Organization of War and Labor Veterans, the Pochet charitable foundation and the Odnoklassniki social network.

    The national project “Family” was launched in Russia in 2025 by decision of President Vladimir Putin. The main goal of the project is to support families with children, large families, care for reproductive health and strengthen family values. The national project also provides for the development of initiatives for active longevity, ensuring high-quality care for older people and the formation of a family-oriented cultural infrastructure.

  • MIL-OSI Russia: IMF Executive Board Concludes 2025 Article IV Consultation with Antigua and Barbuda

    Washington, DC: On March 13, 2025, the Executive Board of the International Monetary Fund (IMF) concluded the Article IV consultation[1] with Antigua and Barbuda and endorsed the staff appraisal without a meeting on a lapse-of-time basis. The authorities need more time to consider the publication of the Staff Report prepared for this consultation.[2]

    Antigua and Barbuda’s post-pandemic economic expansion is continuing. Real output is estimated to have surpassed pre-pandemic levels in 2024, with growth estimated at 4.3 percent, driven by strong tourism and one-off events (including the 4th International Conference on Small Island Developing States and the T20 Cricket World Cup). Inflation was elevated in 2024, reflecting contributions from specific items, notably communication, as well as increases in indirect taxes.

    The recovery in nominal GDP, along with improved fiscal balances, brought down the public debt from around 100 percent of GDP in 2020 to 67 percent in 2024. However, gross financing needs are projected to remain around 10 percent of GDP in the medium term. Substantial domestic and external arrears, albeit with domestic arrears uncertain in size, have limited financing options. The fiscal primary balance improved to 4.6 percent in 2024, aided by indirect tax increases, a broader economic recovery, and one-off factors (e.g., nearly 2 percent of GDP from an asset forfeiture and unusually low capital spending). The 2025 Budget envisages stronger tax revenues and higher capital spending.

    According to Eastern Caribbean Central Bank (ECCB) preliminary estimates, the current account deficit narrowed to 7 percent of GDP in 2024, reflecting both a higher service trade balance—mainly tourism receipts—and a smaller goods deficit due to a contraction in imports. FDI inflows were resilient to tightening global financial conditions and continued to support ongoing hotel construction. Credit growth is recovering, with nonperforming loans contained.

    Executive Board Assessment[3]

    In concluding the 2025 Article IV consultation with Antigua and Barbuda, Executive Directors endorsed the staff’s appraisal, as follows:

    Antigua and Barbuda’s post-pandemic economic expansion continues. Economic activity, boosted by tourism, is estimated to have surpassed pre-pandemic levels. As the recovery matures, staff projects economic growth to moderate from 3 percent in 2025 to 2½ percent over the medium term. After an increase in inflation in 2024, in part reflecting one-off factors, underlying price pressures are expected to dissipate. The external position in 2024 is assessed to be moderately weaker than the level implied by medium term fundamentals and desirable policies. Efforts to raise revenue and address debt and fiscal challenges bore fruit in 2024, though further steps will be needed to restore debt sustainability, address the stock of outstanding arrears, and reduce gross financing needs in the medium term.

    Risks are currently tilted to the downside, although upside risks are also present. Downside risks emanate from elevated uncertainty about the global outlook; a deepening of geoeconomic fragmentation; commodity price volatility; climate-related vulnerabilities; and capacity constraints in the construction sector. Upside risks stem from stronger demand for tourism; improved air connectivity; new cruise port facilities; hosting of special events; and the intensification of productivity-enhancing structural reforms, which could support higher medium- and long-term growth.

    Addressing external and domestic arrears is key to broadening financing options. While the fall in nominal debt in 2024 is welcome, outstanding arrears to domestic suppliers and to the Paris Club remain obstacles to debt sustainability and constrain Antigua and Barbuda’s potential access to external and domestic financing. Given the additional vulnerabilities stemming from climate change and the resulting substantial adaption and resilience-building investment needs, efforts to address the current debt challenges, bolster government revenues, and improve public financial management are all the more critical. 

    Recent improvements in tax revenue are welcome, with further domestic revenue mobilization needed in the medium term to ensure fiscal sustainability. Antigua and Barbuda’s tax revenues remain below the authorities’ fiscal resilience guideline targets and are low by peer country standards. The authorities’ 2024 Budget measures have started to close the gap, but more will be needed in the medium term. To mobilize revenue without recourse to a personal income tax or higher ABST rates, near-term priorities could include tighter control of tax exemptions, transitioning to HS2022 classification in customs, and modernizing the framework for property taxation. Intensifying efforts to introduce a single window system at customs and to operationalize systems to allow e-filing, e-payment and e-registration of taxes is warranted. Introducing a large taxpayer unit as well as modernized IT systems would strengthen tax administration.

    Better targeted social assistance would enhance inclusion while curbing inefficiencies. The current framework of social protection is fragmented across sectors and ministries. Staff sees scope to streamline these social programs to reduce overlap and tailor social assistance to the most vulnerable households. In this vein, staff encourages the development of a centralized information system or unified database to maintain accurate records of all beneficiaries, track support received, and identify gaps or duplications in coverage.

    Room remains to strengthen fiscal institutions and oversight, building on recent progress. The operationalization of the Fiscal Responsibility Oversight Committee is welcome. To promote transparency and help build public understanding, staff encourages publication of FROC reports once further experience has been gained. These goals would also be served by parliamentary endorsement of the Fiscal Resilience Guidelines and the medium-term fiscal framework. Statutory exemptions should be consistent with the Antigua and Barbuda Investment Authority Act and the Antigua and Barbuda Investment Authority should monitor the approved projects. The envisaged reestablishment of the SOE unit in the Ministry of Finance would enhance SOE oversight and contain potential fiscal risks.

    To reinforce financial stability and build on efforts to promote financial inclusion, regional coordination remains key. Staff assesses the financial sector to be broadly stable, with credit growth recovering and non-performing loans approaching prudential levels. The launch of the regional credit bureau can promote faster access to credit while maintaining lending standards. The ECCB-led climate risk initiatives and the regional partial credit guarantee scheme should also boost credit quality and financial intermediation. A more risk-based supervisory framework for credit unions, with enhanced monitoring of asset quality and credit forbearance measures in the context of the planned regional common regulatory standards, would help put credit unions and banks on a more level playing field. The inclusion of the ECCB in the National Oversight Committee on Financial Action improves coordination among supervisory authorities. The increase in investment thresholds for the Citizenship by Investment Program and the improved due diligence process can help safeguard the program’s integrity. 

    Intensifying reforms to improve the business environment would support potential growth by improving the allocation of resources between firms and addressing obstacles to firms’ operations. Staff analysis finds potential for large aggregate productivity gains from the reallocation of resources between firms, and scope to continue addressing obstacles that firms report in areas such as workforce education, access to finance, and customs and trade regulations. Targeted efforts to increase educational opportunities, employer‑employee matching at the One Stop Employment Centre, and the completion of the Skills Demand Survey, are warranted. Offering courses at local institutions could increase financial literacy among MSMEs, and implementing the single electronic window at customs would increase the efficiency of importing and exporting of goods.

A staff team visits the country, collects economic and financial information, and discusses with officials the country’s economic developments and policies.     We remind you that SPbGASU provides accommodation for the period of participation in the final stage to out-of-town participants and their parents (legal representatives).

    The check-in will take place at the Interuniversity Student City (MSC), located at the following address: Saint Petersburg, Basseynaya St., Building 8 (entrance from Varshavskaya St., checkpoint No. 1). The nearest metro stations are: Park Pobedy, Elektrosila.

    Move-in to the MSG is possible from March 21 to April 1, 2025.
