The Polytechnic University continues to cooperate with the Kyrgyz-Russian Slavic University (KRSU), providing methodological support and expertise to improve the efficiency and quality of KRSU’s key processes in the field of engineering education.

The working meeting of representatives of SPbPU, KRSU and Geoscan Group of Companies, which was held at the Polytechnic University, was dedicated to the development of scientific potential and building long-term ties with industrial partners. KRSU was represented by Artem Belyaev, Director of the University’s Technopark, and Andrey Gurinov, Chairman of the Association of Robotics, Mechatronics and Additive Technologies of the Kyrgyz Republic. Daniil Zolotnik, Deputy General Director for Education at Geoscan Moscow, took part in the conversation. The Polytechnic was represented by Sergey Salkutsan, Director of the Center for Continuing Professional Education at the Advanced Engineering School “Digital Engineering” (PISH CI), Nikita Golovin, Head of the Slavic Universities Project Office, Deputy Head of the International Cooperation Department, and Alexander Gordeev, an engineer at PISH CI.

Sergey Salkutsan presented the experience of the Advanced Engineering School “Digital Engineering” of SPbPU in implementing educational solutions aimed at training young engineers capable of working on applied problems in the interests of industry and technological development. The experts reviewed initiatives implemented jointly with the Academy of Digital Technologies, including career guidance projects and student participation in applied research.

The idea of creating a single educational circuit along the line “industry – university – college – school” was presented at the meeting. Its goal is to ensure the end-to-end transfer of knowledge and practical skills at all stages of training. The participants discussed possible formats for adapting this model in Kyrgyzstan on the basis of KRSU.

Andrey Gurinov spoke about the potential that cooperation with companies and educational institutions of the Kyrgyz Republic provides. The strategic development plan of the RIAT KR Association emphasizes providing international-level service with an emphasis on the regional needs of partners. The speaker noted that, given the positive demographic situation in the republic, human resources are, first of all, the driving force behind the development of the industry in the Kyrgyz Republic. Thus, cooperation in the field of education and targeted training of personnel is the key to success in long-term cooperation.

Representatives of KRSU and GC Geoscan got acquainted with the methodological and scientific-technical potential of the Digital Engineering PISH. The guests were shown the renovated premises of the High Voltage Technologies (HVT) building, which will be used as educational and production sites.

“We believe it is important to create and improve partnerships that develop engineering education and create conditions for the emergence of new qualified specialists. Such meetings are an opportunity not only to share experiences, but also to build long-term relationships with universities that share our values,” said Daniil Zolotnik.

In addition, the guests learned about the activities of the engineering division of PISh CI – the Experimental Design Bureau, opened in October 2024. Alexander Gordeev spoke about the current tasks and projects of the design bureau, including the use of digital engineering and the CML-Bench® platform to solve problems in the field of unmanned aviation. The design bureau space is designed for the simultaneous work of 30 engineers, students and representatives of industrial partners.

Colleagues from KRSU highly appreciated the level of technical equipment and the students’ project activities.

“The cooperation between SPbPU, KRSU and the Geoscan company will allow us to attract schoolchildren and students to study modern technologies in the field of robotics and unmanned aerial vehicles. Holding UAV competitions will become an additional incentive and will open up new opportunities for involving schoolchildren of the Kyrgyz Republic in this promising area,” emphasized Artem Belyaev.

At the end of the meeting, the participants discussed options for implementing trilateral cooperation between SPbPU, KRSU and Geoscan Group in the field of engineering education and technological development.

  • MIL-OSI Russia: The 50th Anniversary Summer School for Young Programmers is being held at NSU

    Translation. Region: Russian Federal

    Source: Novosibirsk State University –

An important disclaimer is at the bottom of this article.

The Summer School for Young Programmers was organized in 1976 in Novosibirsk. For 50 years, the school has been gathering talented children interested in programming. This year, 66 schoolchildren were selected to work in teams on a project for two weeks. Scientific, production and educational workshops in 11 areas were organized for the children. Each workshop employs 4 to 8 schoolchildren. Classes are held in NSU classrooms under the guidance of experienced mentors, both doctors and candidates of science, employees of IT companies, and graduate students and students of the university.

The mentor of the workshop, which studies the Lisp programming language, candidate of physical and mathematical sciences, associate professor Boris Leonidovich Faifel teaches information disciplines at the Saratov State Technical University named after Yu. A. Gagarin. Since 2011, he has been coming to Novosibirsk to share knowledge and work on a joint project with the participants of the summer school.

    — Lisp is my old love. Thanks to this programming language I ended up in Novosibirsk, which makes me very happy. And every year it is the greatest pleasure for me to be here. The school has a wonderful team and wonderful guys, it is very pleasant to work with them. And I like that they already consider me one of their own here, although I came from far away.

Once I was in Yerevan, put on a T-shirt with the school logo and went for a walk. Suddenly a young guy and girl came up to me and said: “Are you from LSHU? We remember you!” It was very nice, now I keep this T-shirt as a relic. LSHU is a long-standing tradition, this year it is 50 years old, and I joined relatively recently, and for me it is a great honor to be part of this famous school, – said Boris Faifel.

For Doctor of Physical and Mathematical Sciences, Professor of NSU Alexander Guryevich Marchuk, this is an anniversary school; he has been a scientific supervisor for young programmers for 25 years.

    — We have some truly wonderful kids coming to us. In two weeks, we give them not only a large amount of knowledge, but also the main thing is that they want to learn something new themselves. The goal of our school is to attract more and more young talents. This year, we have had kids we have known and loved for a long time, and new ones who have interest in their eyes. We hope that next year there will be even more of them, — Alexander Marchuk shared his impressions.

Summer school participant Vera Lichman began studying programming in the third grade, now she has finished the seventh grade and entered the Physics and Mathematics School at NSU. In elementary school, the girl discovered the Scratch programming language, later Python and other languages. At the Physics and Mathematics School, the girl wants to study mathematics in depth in order to later enter NSU and become a research mathematician.

    — This is my fourth summer school. I think that it will be, as always, very interesting and useful. What I especially like here is the atmosphere of mutual understanding, helping each other. The masters do not get angry if they have to repeat something a second, third, or even tenth time. This year I got into a workshop where we will learn to model various processes using Petri nets and moving chips between areas. I hope that I will gain a lot of useful knowledge, — Vera added.

The children will have overview and educational lectures, excursions, preparation of creative numbers, master classes and competitions on the problems of modern informatics and other scientific areas, because one of the goals of the LSHU is to develop erudition in schoolchildren. The final stage of the work is a scientific and practical conference and demonstration of completed works in workshops.

    — I would like to note that we always choose workshop areas that are promising in scientific terms and interesting to our masters. Students in diverse workshops create a lot of worthy projects. For example, last year a boy who had just entered the fifth grade made the game “Sokoban” in the Logo programming language. Also last year there was a workshop on creating a model based on TRIZ, in the framework of another the guys wrote a compiler and a virtual machine. Back in 2001, when robotics for children in Russia was not yet known, our guys connected a LEGO robot to a computer through a device and “brought it to life”. In 2004, a team of schoolchildren made a client-server development – a tic-tac-toe game on phones via satellite communication. We can talk for a long time about the developments of our guys, every year there are different and interesting projects, — said the head teacher-coordinator of the LSHUP, senior lecturer of the Programming Department, associate professor of the Department of Discrete Mathematics and Computer Science Faculty of Mechanics and Mathematics of NSU Tatiana Tikhonova.

The workshops have only recently begun working on the projects; they will be presented on the last Saturday of July, the 26th.

    Translation. Region: Russian Federal

Source: People’s Republic of China in Russian – People’s Republic of China in Russian –

An important disclaimer is at the bottom of this article.

Source: People’s Republic of China – State Council News

UNITED NATIONS, July 18 (Xinhua) — China’s Deputy Permanent Representative to the United Nations Geng Shuang on Thursday condemned Israeli military strikes in Syria at an emergency meeting of the Security Council and demanded their immediate end.

While the situation in southern Syria remains volatile, Israel has recently carried out multiple airstrikes in As-Suwayda, Daraa and Damascus. China unequivocally condemns Israel’s actions, which seriously violate international law, infringe on Syria’s sovereignty, security and territorial integrity, and pose new challenges to peace, stability and political transition in Syria, the diplomat said.

“We call on Israel to immediately stop military strikes on Syria and withdraw from Syrian territory as soon as possible,” he said.

The international community recognizes the Golan Heights as occupied Syrian territory. The sovereignty, unity and territorial integrity of Syria must be respected. The relevant Security Council resolutions must be implemented, and the 1974 disengagement agreement between Israel and Syria must be observed, the deputy permanent representative emphasized.

According to Geng Shuang, the ethnic tensions and subsequent violence in As-Suwayda have once again shown that the current situation in Syria remains complex and fragile. Achieving peace and stability still faces enormous challenges.

It is imperative to stabilize the security situation and restore public order as soon as possible. China has noted the reports that the Syrian interim authorities have reached a ceasefire agreement with the parties concerned. China calls on all parties to abide by the ceasefire agreement, remain calm and exercise restraint, stop hostilities, and promote early de-escalation of the situation, the diplomat said.

The Syrian interim authorities should continue to advance the participatory political process, address the concerns of all parties through inclusive dialogue, and effectively promote internal unity and reconciliation, Geng said.

The fight against terrorism is an important aspect of restoring peace and stability in Syria. The interim authorities of Syria must fulfill their anti-terrorist obligations and take effective measures to combat all terrorist groups included in the relevant list by the UN Security Council, including the East Turkestan Islamic Movement, he added.

At present, acute problems in the Middle East are emerging one after another, with new and old contradictions intertwined and overlapping. The situation is complex and unstable. Such a state of affairs does not serve the interests of any country in the Middle East or the international community, Geng Shuang said.

The Security Council, as the organ with the primary responsibility for international peace and security, should resolutely fulfill its responsibilities under the UN Charter and use all the tools at its disposal to end conflicts at an early date, restore peace and stability in relevant areas, and achieve lasting peace and stability in the entire region, the diplomat said, adding that China is willing to work with the international community to play a constructive role in this regard. -0-

MEXICO CITY, July 18 (Xinhua) — Mexican President Claudia Sheinbaum on Thursday criticized the U.S. decision not to open its border to Mexican cattle due to an outbreak of a parasitic disease caused by blowfly larvae, saying the measure lacks clear scientific basis and may be politically motivated.

The parasite was found in southern Mexico, more than 1,000 km from the northern cattle-raising states affected by the US restrictions, Sheinbaum said at a daily press conference, calling on Washington to clarify the health criteria justifying maintaining the ban.

“It seems to be more about politics. In some cases, it could be interpreted as a political attack on Mexico, but let’s not forget that there are elections in the United States in a year,” she said.

The president also criticized a number of American politicians for treating Mexico like a “piñata” during election campaigns and warned against exploiting bilateral issues for domestic political purposes.

    K. Sheinbaum said that Mexican Agriculture Minister Julio Berdegué is in talks with his American counterpart Brooke Rollins to prevent further restrictions on cattle exports.

The president said the United States had agreed to invest $30 million to breed sterile flies, a key biological tool in the fight against the parasite, in Mexico. The facility is expected to be completed in less than a year. –0–

China first joined the project in 2018. Since then, 46 Chinese police officers have taken part in the joint patrols. –0–

BEIJING, July 18 (Xinhua) — Russian students recently went on a cultural and educational trip to Tongjiang City in Northeast China’s Heilongjiang Province, the Zhongxinshe News Agency reported.

Tongjiang borders the Jewish Autonomous Region of Russia’s Far Eastern Federal District. According to the report, more than 50 Russian teenagers took part in this unique cultural and educational excursion, during which they learned about the charm of wetlands, often called “the kidneys of the earth”, and made applique paintings using fish skin cuttings, an art considered an intangible cultural heritage of the Hezhe (Nanai) people.

The first stop of the educational tour was the Tongjiang Wetland Ecological Experience Hall. One after another, realistic ecological models of wetlands attracted the attention of Russian teenagers.

They became “ecological detectives” and intuitively explored the unique value of the Sanjiang Plain wetland through immersive projection and interactive games, and deeply understood the importance of protecting this transboundary ecological treasure.

In the zoo located in front of the exhibition hall, Russian teenagers interacted with alpacas, rabbits and other animals. Watching and feeding these animals further stimulated their interest in getting closer to nature and understanding biodiversity.

According to Russian teenagers, the in-depth cultural and educational trip to Tongjiang allowed them not only to become acquainted with the ecology of China’s wetlands and the unique charm of the intangible cultural heritage of the Nanai people, but also to learn a lot about Chinese culture. -0-

  • MIL-OSI Russia: Valentina Matvienko, Dmitry Chernyshenko and Valery Falkov launched the 1st All-Russian Festival of Student Families

An important disclaimer is at the bottom of this article.

The first All-Russian Festival of Student Families is taking place in Moscow on the site of the Bauman Moscow State Technical University on July 17 and 18.

During the plenary session in the question-and-answer format, the Chairperson of the Federation Council Valentina Matviyenko, Deputy Prime Minister Dmitry Chernyshenko, and the head of the Ministry of Education and Science Valery Falkov told students about support measures in the event of starting a family. The event was also attended by the Chairperson of the Federation Council Committee on Science, Education and Culture Lilia Gumerova and the Head of the Republic of Mordovia, Chairman of the State Council Commission on Family Artem Zdunov.

Welcoming the festival participants, Valentina Matvienko noted that the number of student families in Russia increased by 17% in 2024, and thanked the Ministry of Education and Science for the work done.

Dmitry Chernyshenko answered a question from a student family from Volgograd State University, Yakub and Victoria Ziba, about existing and planned measures of support from the state for young families.

“The day before in Magnitogorsk, our head of state, talking to young guys at the plant, said: “There is no greater happiness in life than children. This is the meaning of life.” Therefore, do not delay this matter. As President Vladimir Putin said, the state will lend a shoulder. We will do everything in this direction. It is gratifying that the majority of Russians would like to have not one or two children, but three or more,” the Deputy Prime Minister said.

According to VTsIOM, the trend towards having many children is becoming increasingly stable.

The Deputy Prime Minister thanked Valentina Matviyenko for the adoption by the Federation Council of laws to increase maternity benefits for female students and to establish the concept of a “student family.”

He added that key tools for self-realization, including for student families, are included in the national project “Youth and Children”.

Recently, participants of the youth forum “Territory of Meanings” in “Senezh” proposed to create a year-round center dedicated to family and social policy. In August, Rosmolodezh will announce a competition among the subjects of our country. The winning region will receive up to 150 million rubles for organizing programs in 2026 from the federal budget.

Dmitry Chernyshenko noted that, on the initiative of Valentina Matvienko, a draft standard for family policy in universities was developed.

“We will need to standardize family units in dormitories, providing for a separate kitchen, mother and child rooms. We have introduced this as a requirement for competitive selection in world-class campuses under construction,” the Deputy Prime Minister concluded.

He also noted the importance of developing social volunteering and suggested paying special attention to the families of young scientists at the annual Congress of Young Scientists, which will take place this fall.

Valery Falkov, in turn, said that in order to increase awareness of support measures, universities have launched a “single window” format for young families, mothers and fathers with children. 458 head universities and 264 branches have already implemented this format. In addition, work is underway together with the Ministry of Digital Development and Communications and the Analytical Center under the Government to create a navigator of support measures for student families on the State Services portal.

“We have so many student families in many universities that the rector should know them all and treat each of them attentively. Along with the presence of a department, the ability to contact a “one-stop shop”, the presence of the corresponding service, we, of course, count on – and see in many universities – the active, proactive participation of rectors, so do not hesitate to communicate directly with the university management,” the head of the Ministry of Education and Science addressed the students.

Concluding the meeting, Valentina Matvienko put forward the initiative to hold an All-Russian Forum of Student Families annually.

In addition, Valentina Matvienko, Dmitry Chernyshenko and Valery Falkov got acquainted with the forum’s exposition dedicated to supporting student families. Today, there are more than 25.7 thousand families in Russian universities, of which about 13 thousand families have children.

Since the beginning of the 2024/2025 academic year, the job description of vice-rectors for youth policy and educational work has officially included the function of supporting young families. This practice is already used in more than 450 universities.

The exhibition presented a model of a short-term stay group for children (at the beginning of 2024, there were 40 such rooms in universities, their number has already grown to 207, by 2030, 1 thousand rooms will be opened) and a family room in a dormitory (it is planned to be used as a conditional standard for universities). At the moment, 348 universities provide rooms in dormitories for student families.

Also, the rectors of five Russian universities (Tambov State University, National Research University Higher School of Economics, Buryat State University, State University of Management and Kabardino-Balkarian State University) presented best practices for working with student families.

The 1st All-Russian Festival of Student Families is held within the framework of the national project “Family”, among its main goals is the popularization of family values, the institution of family and marriage among student youth.

Continuity of generations is the key to the technological sovereignty of the country,” said Deputy Prime Minister Dmitry Chernyshenko.

“The Mentoring competition is of great importance for strengthening the system of training qualified personnel in Russia. Mentoring is a bridge between experience and innovation, between traditions and advanced solutions. Behind every great achievement there is a mentor who inspired, supported and guided,” the head of the Ministry of Education emphasized.

Their number increased by 17% compared to the previous year. This became possible due to the expansion of categories within the nomination “Best MFC Specialist”.

In the nomination “Best MFC Project” 42 applications were submitted: the best projects on work with both internal and external clients are presented. • MIL-OSI Russia: Simplifying financial requirements for tour operators will make travel to friendly countries more accessible and safer

    Translation. Region: Russian Federal

Source: Ministry of Economic Development (Russia) – Ministry of Economic Development (Russia) –

An important disclaimer is at the bottom of this article.

The state continues to support the tourism industry, paying special attention to the development of organized tourism to countries with favorable conditions for Russian travelers. The Federation Council approved changes to the legislation that will reduce the financial burden on tour operators working with neighboring friendly states. The list of such countries that meet safety requirements and are popular with Russian tourists will soon be approved by the Russian Government.

According to the new regulations, tour operators that specialize exclusively in trips to neighboring friendly states will be able to form financial security for liability in the amount of 500 thousand rubles – just like companies working in the field of domestic tourism. The new regulations also stipulate that tour operators will be able to ignore the total cost of tours to these countries when calculating contributions to mandatory funds for tour operators in the field of outbound tourism. This approach will preserve the mandatory nature of these funds aimed at reimbursing tourists and returning Russian tourists from abroad, and will also significantly reduce the costs of tour operators, which will ultimately have a positive effect on the price of tours.

“Simplifying financial requirements will allow tour operators to more actively develop new routes, offer more vacation options at affordable prices, and most importantly, provide additional protection for tourists. Travel will become more accessible, while the level of protection of travelers’ rights will remain high. It is important to remember that organized tours are safer than independent trips, as they include insurance, emergency support, and a guaranteed return home if necessary,” said Deputy Minister of Economic Development Dmitry Vakhrukov.

For tourists, these changes mean several important advantages. The cost of tours to friendly countries may decrease, as tour operators will be able to optimize their expenses. In addition, reducing the financial burden will help legalize part of the tourism business, which currently operates in the gray zone.

An increase in the number of companies offering organized vacations will provide greater protection for tourists compared to independent travel: in the event of flight cancellations or other force majeure circumstances, the tour operator is obliged to provide alternative services or organize a return to the home country. Each tourist will be insured by the financial security of the tour operator’s liability and funds of such tour operators, and information about their trip will be recorded in the state system, which will allow prompt assistance if necessary. The transfer of independent travelers to the organized tourist flow will allow better control over the movement of citizens and promptly respond to any crisis situations abroad.

“This is an important and timely measure. It promotes travel to friendly countries, opens up opportunities for the formation of interesting, competitive price offers. For tour operators working in other outbound destinations, this is an opportunity to minimize the total cost of the tourism product, from which the amount of contributions to the FPO is calculated, and therefore reduce the burden on business,” said Deputy General Director for Government Relations and Communications of the tour operator FUN

The federal law will come into force on September 1, 2025 – this is another step towards strengthening tourism cooperation with friendly countries and developing mutually beneficial economic ties.
