    The student conductor team “Provorny” has once again set off to explore the remote regions of our country during the work season. The polytechnicians work as conductors for the Federal Passenger Company and make trips to Moscow, Smolensk, Velikiye Luki, Anapa, Kislovodsk, Yeysk, Taganrog. They also work on the international route to Sukhum.

    The season of guides is very specific. Participants and candidates are divided into small groups, on average six people, and work under the guidance of two experienced team leaders. This year, the student team “Provorny” formed five teams.

    The team “Complivit Egor Vnukov” visited Smolensk. During the trip, young candidates were able to use in practice all the knowledge they had received during their training and demonstrated their skills in real conditions.

    “During the long downtime, we explored the city center, visited the House of the Opposite, and looked at local attractions. We also found out who would climb the mountain faster, tried berry punch and mocha from an old machine. We held two commissariats: “Your Game” with exciting tasks and “Trend by Colors,” where each participant received their own color and created photos with it. As a souvenir of Smolensk, we took away a toy that we called Not Hehe. Now it will accompany us on every trip,” the guys shared.

    Among the SPbPU brigades, one team stands out, which participates in the All-Russian Labor Project. Its goal is to improve the level of professional activity of conductors and diversify their leisure time in their free time. The VTP brigade includes ten of the most active polytechnics. The leadership was taken over by Ulyana Shtol, Egor Samokhvalov and Dima Afanasyev, who will be responsible for organizing events and coordinating the work.

    “Provorny” competes with 15 teams from different regions of Russia. During the season, the guys face the following tasks: to achieve high performance indicators, including the volume of products sold and the number of hours worked, to conduct active commissar activities, to hold events for passengers. In addition, throughout the summer, many different events are held: Spartakiad, competitions for the best team corner and in the media, “Miss and Mister VTP”, a creative festival and others. And in each of them, the polytechnicians will try to show maximum results.

    SHANGHAI, July 17 (Xinhua) — Automobile exports via Shanghai Port exceeded 1.27 million units in the first half of 2025, up 13 percent year on year and accounting for 36.7 percent of China’s total automobile exports during the period, data from Shanghai Customs showed.

    The volume of automobile exports from Shanghai Port increased from 379 thousand units in 2020 to 2.39 million units in 2024, with an average annual growth rate of 58.4%.

All this postpones the birth of a child. Another consequence of this transformation is loneliness. Quite a large number of young people cannot find a partner,” said Tatyana Golikova.

    The Deputy Prime Minister noted that the average age of mothers at birth in Russia is 29. In addition, it is important to correctly assess the factor of the country’s growing urbanization: more than 80% of all births today occur in cities.

    “Indirectly, through the use of maternity capital for education, we see that 70% of recipients in this area choose universities in large cities: Moscow, St. Petersburg, Krasnodar, Kazan. Young people leave their cities and, as a rule, do not return. Thus, the uniform territorial development of the country, the construction of housing, social and engineering infrastructure – these are all key things that need to be developed, and not only in cities, but also in rural areas. The strategy for the spatial development of Russia and its correct construction are of key importance for achieving the indicators set by the President. And of course, this is the work of all executive authorities at both the federal and regional levels, the maximum involvement of employers,” said the Deputy Prime Minister.

In eight regions of the Far East, its size has been increased to 1 million rubles. Another eight have established a similar measure within the framework of regional programs to increase the birth rate. As a result, there are 16 of them. A separate topic is the development of the preferential rental housing market. Currently, 12 thousand rental apartments are being built in the Far East. In addition, there is the My Private Home initiative, which combines measures to support individual housing construction. The comprehensive rural development program also includes housing construction models in rural areas. In 2024, a single benefit covered more than 1.5 million large families raising 5.3 million children.

    “Since 2025, for the first time, a priority procedure for concluding a social contract with large families has been established. More than 25% of social contracts have been concluded with large families. A register of large families has been formed. Since October 1 of last year, an electronic certificate for large families has been launched. 2.2 million certificates have already been issued,” noted Tatyana Golikova.

    As part of the “demographic menu”, which is co-financed from the federal budget, 41 regions with low birth rates have provided additional support measures for large families.

    “The problem remains that when establishing the status of a large family, regions require permanent registration in the region of all family members. This leads to the fact that the father, registered in another region, is not included in the family and, accordingly, in the certificate. And, as a result, he cannot take advantage of not only regional, but also federal support measures – go with children to a museum for free, buy goods or tickets at a discount. This approach must be eliminated. It is important that all regions have a responsible, informal attitude to the topic of supporting large families,” the Deputy Prime Minister emphasized.

    Within the framework of the new national projects “Family” and “Long and Active Life”, an active range of measures in the field of healthcare will be continued.

In combination with other criteria – complicated testing, education or an academic degree – the requirement is reduced to 6 million rubles.     In 2025, 324.5 million rubles will be allocated from the Government’s reserve fund to reimburse the costs of upgrading distribution networks in the Donetsk and Lugansk People’s Republics, Zaporizhia and Kherson regions. An order to this effect has been signed.

    — risk weights for mortgage loans at the construction stage are equal to those used for mortgages on completed housing, and those, in turn, are calibrated based on default statistics;

    — when calculating macroprudential premiums, a single multiplicative approach will be applied both for banks using approaches to risk assessment based on internal ratings and for other banks;

    — further important steps have been taken to address the problem of credit concentration: firstly, under repo transactions the risk will be considered to be on the issuer of securities accepted as collateral if the borrower’s rating is below “AA”; secondly, banks will be able to transfer the concentration risk from the borrower to a reliable guarantor/surety/issuer of securities accepted as collateral.

    The changes will help to more accurately assess risks, will help to level the playing field for competition, and will also support balanced growth in lending to the economy.

    To make it easier for banks to adapt to the new regulations, some of the innovations will only apply to new loans, that is, those issued after August 18, 2025.

    BEIJING, July 17 (Xinhua) — The 3rd China International Supply Chain Expo (CISCE) opened in Beijing on Wednesday, with global business leaders and officials unanimously calling for stronger supply chains through open markets, innovation and multilateral cooperation.

  • MIL-OSI Russia: We understand the same, but read differently: how native language affects reading in English

    Researchers from the international MECO project, including specialists Center of Language and Brain HSE University has developed a tool to study English reading in speakers of more than 19 languages. In a large-scale experiment involving more than 1,200 people, scientists tracked eye movements while reading the same texts in English, and then analyzed the level of comprehension. The results showed that even with the same comprehension, the reading process – where the gaze lingers, where it returns, which words it skips – depends on the native language and level of English proficiency.Studypublished in Studies in Second Language Acquisition.

    Reading in a foreign language is a complex skill, especially if the reader’s native language is very different. To find out how native language affects reading in English, scientists from 36 universities, including HSE, have teamed up in an international projectMeco, created in 2020. As part of the project, they record the eye movements of native speakers of different languages while reading texts in their native language and in English, and then analyze how fluent the reading is, where the eyes stumble, and what strategies the reader uses.

    In the new wave of the MECO project, scientists added data on English reading from 660 people, collected in 16 labs in Europe, Asia, and South America. The experiment was conducted in two stages. First, participants completed behavioral tests: spelling, vocabulary, reading words and pseudowords, motivation, and nonverbal intelligence. Then they silently read 12 short texts in English from a computer screen (approximately at the level of American native-speaking students) and answered questions about their content. During this time, the participants’ eye movements were recorded using the EyeLink eye tracker. The study used both new results and information collected in previous stages of the project. In total, the scientists analyzed data from more than 1,200 participants.

    The results showed that most participants handled questions about the content of the texts equally well: they understood 70–75% of what they read. However, there was a large spread in the data regarding reading fluency. Native English speakers read the fastest: they had fewer fixations (gaze stops), skipped words more often, and reread less often. The German participants were the most similar to English speakers. However, native speakers of Spanish, Russian, Chinese, and other languages read less fluently and used different strategies.

    Interestingly, the level of text comprehension was almost independent of eye movements: participants showed the same results when answering questions on the content regardless of their reading speed. However, fluency was highly dependent on the level of English: the better the participant coped with language tests — vocabulary, grammar, and others — the more confidently their gaze behaved: fewer rereads, more skipped words, fewer fixations.

    “We now have a tool that allows us to assess English reading in 19 languages. MECO’s open data allows us to compare reading in different languages, compare native speakers and language learners, and track the influence of the native language’s writing system – Latin, Chinese characters, or ligature,” the authors of the article say. “Over the course of several years, more than 1,200 people have taken part in the project. These data are the basis for dozens of future studies on how native language affects text perception and English reading skills.”

    WUHAN, July 17 (Xinhua) — The first China-Kyrgyzstan-Uzbekistan multimodal international freight train departed from Wujiashan Station in Wuhan, central China’s Hubei Province on Wednesday.

    The train, number 75179, loaded with food containers and other goods, is expected to arrive in Kashgar in northwest China’s Xinjiang Uyghur Autonomous Region, where the containers will be transferred to trucks and leave China via the Irkeshtan checkpoint, after which they will be delivered to the Uzbek capital Tashkent.

    In recent years, trade between Hubei Province and Central Asian countries has gradually increased. In 2021, China Railways Wuhan launched the first freight train service from Wuhan to Almaty. In April this year, freight trains from Wuhan to Central Asia were included in regular routes, achieving a monthly throughput of up to 440 standard containers /TEU, twenty-foot equivalent units/ and more than 7,500 tons of cargo.

    BEIJING, July 17 (Xinhua) — China’s rail passenger traffic rose 6.7 percent year-on-year to a record 2.24 billion person-times in the first half of 2025, hitting a new all-time high, data released by China State Railway Corporation (CSRC) showed Thursday.

    According to the KGZhK, in the period from January to June of this year, the average daily number of passenger trains running in the country was 11,183, which is 7.5 percent more than a year earlier.

    The highest average daily passenger traffic was recorded on May 1, the first day of the May Day holidays, when more than 23 million passengers were carried in one day, which is a record figure, the company said in a statement.

    BEIJING, July 17 (Xinhua) — The fishing season on the Chinese-Russian border river Ussuri opened at 00:00 on July 16, ending a 35-day summer moratorium on fishing on this right tributary of the Heilongjiang (Amur) River, the local fisheries department said.

    During the fishing season, the Chinese border control agency is prepared to strengthen inspection and patrolling using drones, patrol boats and CCTV to ensure the safety of fishermen and the legality of their fishing operations.

    BEIJING, July 17 (Xinhua) — A mutual visa-free regime between China and Azerbaijan took effect on Wednesday, a move that experts say will greatly boost people-to-people exchanges between the two countries and once again demonstrate China’s determination to expand its external opening-up.

    AMMAN, July 17 (Xinhua) — The Jordanian Armed Forces on Wednesday evacuated the seventh batch of sick children from the Gaza Strip as part of the Jordan Medical Corridor initiative, the military said in a statement.

    The group included 35 children, accompanied by 72 family members, who were transported to Jordan for treatment at local hospitals via the King Hussein Causeway.

    The evacuation was carried out in coordination with the Jordanian Ministry of Health and the World Health Organization and in accordance with strict medical and safety procedures.
