They allow us to track climate change, collect data for the development of navigation along the Northern Sea Route and clarify the boundaries of the country’s continental shelf. The appearance of the new vessel “Ivan Frolov” will certainly strengthen our positions in the polar regions,” said Dmitry Patrushev.

    The Deputy Prime Minister noted that a range of advanced knowledge and technologies is being used in construction. This will contribute to the development of Russia’s competencies in high-tech areas.

    It is planned that the research and expedition vessel Ivan Frolov will replace the flagship of the polar fleet Akademik Fedorov and will remain in service for at least 30 years. The vessel will be about 165 m long. Up to 20 laboratories and a platform for helicopters will be located on board. The research vessel will allow scientific research to be carried out on modular programs of any complexity by different scientific teams. Dozens of scientific projects will be carried out on board at the same time – from research of the ocean floor to the upper atmosphere and space, depending on the need and priority of research in polar latitudes.

However, given the new tasks set by the President, I believe that it is necessary to think in advance about updating the document in the planning horizon until 2036,” the Deputy Prime Minister said.

    According to the Deputy Prime Minister, first of all, it is necessary to improve the quality of forecasts and, in particular, increase the efficiency of emergency prevention. The uninterrupted functioning of a number of industries depends on this: the agro-industrial, fisheries and forestry complexes, the construction sector, energy and transport. But the main thing, of course, is the safety of people.

    This requires further modernization of the state observation network, which is the main source of information. The government, for its part, is working on the possibility of allocating additional funding for this. Dmitry Patrushev emphasized that the integration of new regions of Russia into the national observation network system must be completed by 2030. 8 billion rubles are allocated for this.

    Speaking about strategic tasks, the Deputy Prime Minister recalled that in accordance with the Presidential Decree on national development goals, the volume of harmful emissions in cities with the highest levels of air pollution should be halved.     Dmitry Patrushev also spoke about the work organized in the Arctic and Antarctic. Russia is implementing unique projects there that have no analogues in the world. This includes the ice-resistant platform “North Pole” and the new complex “Vostok” in Antarctica, which was put into operation in 2024. A system for monitoring climate-active substances in the atmosphere is being created in Russia. Its full launch is expected by 2030. This will ensure a larger-scale collection and processing of data for an objective assessment of the state of the atmosphere and the Earth’s surface.     Entrepreneurs lack the knowledge to run a successful business, and they are willing to pay for their education. It is important that they have access to verified content. At the same time, only those programs that adapt content to new challenges while maintaining high educational standards, as is the case at HSE, can be in demand.

    A press conference was held at TASS, where the results of the PRIM sociological study (“Entrepreneurs of Russia: Research Monitoring”) for the first nine months of 2024 were presented.

    This study is regularly conducted by the Russian Ministry of Economic Development together with Sber and the Public Opinion Foundation. The quarterly survey involves 600 active entrepreneurs, 600 self-employed individuals and 2,200 other respondents.     The National Championship of Professional Skills among the Disabled and People with Limited Health Abilities “Abilympics” has ended in Moscow. 450 winners were awarded certificates for additional professional education and the purchase of technical rehabilitation equipment. Deputy Prime Minister Dmitry Chernyshenko congratulated the winners of the championship.

    The 2024 National Abilympics Championship was held from October 26 to 29, 2024, at the Gostiny Dvor Exhibition Center, as well as at six additional venues of professional educational organizations in Moscow and the Diana Gurtskaya Social Integration Center. The contestants were 869 people from 73 constituent entities of the Russian Federation, including 290 schoolchildren, 276 students, and 303 specialists. The judging was carried out by 276 experts from 52 constituent entities of the Russian Federation.

    The championship’s competition program included 50 competencies in the fields of education, IT technologies, decorative and applied arts, creative industries, industry, public catering, services, economics and management, construction, and medical professions.

    Representatives of foreign countries competed in 12 main and 1 presentation competencies. Participants from Azerbaijan, Abkhazia, Belarus, Zimbabwe and Qatar demonstrated their skills in person. Contestants from Armenia, Nicaragua and China took part in the competition remotely.

    For participants with severe and multiple developmental disabilities, including intellectual disabilities, a Festival of Opportunities was held. It included competitions in 11 competencies.     Volunteers will be able to receive a combat veteran certificate of a uniform type without an application. The decree on this was signed by Prime Minister Mikhail Mishustin.

    We are talking about citizens who joined volunteer formations created by decision of the authorities to assist in the fulfillment of tasks assigned to the Armed Forces of Russia during a special military operation. The certificate will serve as confirmation of the status of combat veterans and the right to benefits provided by law.

    According to the signed resolution, in order to issue certificates without an application, the military unit on the basis of which the volunteer formation was formed will send all necessary documents to the military registration and enlistment offices of the region where the volunteer is registered for military service.

    Regional military registration and enlistment offices must check their compliance with established requirements within 10 days of receiving such documents. After that, regional military registration and enlistment office commissions must make a decision on issuing a certificate.

    The completed certificate will be issued to the volunteer himself, his relatives or other persons by power of attorney, drawn up in accordance with current legislation.

    Previously, to obtain a combat veteran certificate, a volunteer had to submit an application.

    The law granting volunteers the status of combat veterans was adopted in November 2022. At the federal level, a number of benefits have been established for them, including property tax and utility bills. In addition, citizens with this status are entitled to a monthly cash payment.

    The non-declarative procedure for issuing veteran of military operations certificates to volunteers was developed at the direction of the President.

The award was presented to its initiator, the rector of the Moscow State University named after M.V. Lomonosov Viktor Sadovnichy by the press secretary of the President of Russia Dmitry Peskov.

    “It is probably our country’s duty to contribute to the development of world science… We have opened up many new areas where our scientists find new opportunities for interaction and cooperation… Our scientists continue to remain open to the entire world.     The next issue of the special project “Legends of Russian Science” of the SPbPU Public Relations Department and the Polytechnic History Museum is dedicated to Evgeny Antonovich Gailish, the organizer of the production of high-quality radio equipment, Hero of Socialist Labor.

    Evgeny Gailish was born on September 27, 1914 in Petrograd, into a peasant family. In 1931, he graduated from high school, then entered the physics and mechanics department of the Leningrad Polytechnic Institute.

    During his student years, Evgeny Antonovich worked in a radio materials laboratory. There he created a method for calculating antenna insulators, which later found its practical application. After graduating from the university, the polytechnic student was a laboratory assistant, designer, and head of the laboratory at Research Institute-34 of the State Committee of the Council of Ministers of the USSR for Radio Electronics. In 1942, he got a job as a chief engineer at the Radio Engineering Semi-Finished Goods Plant No. 436. There, Evgeny Antonovich supervised the creation of elements for the portable transceiver “Sever”, which was widely used during the Great Patriotic War. During the siege of Leningrad, the transmitter was manufactured at the Kozitsky Plant. In 1945, E. A. Gailish joined the All-Union Communist Party (Bolsheviks).

    After the war, Evgeny Antonovich worked as chief engineer and deputy general director for science at NPO Positron in Leningrad. He was engaged in theoretical research that was of great importance for the development of domestic instrument-making. The results of his work in this area were highly recognized with many state awards.

    Since 1975, Evgeny Aleksandrovich headed the Department of Design and Manufacturing Technology of Radio Components at the V. I. Lenin Electrotechnical University of Leningrad (LETI), and defended his doctoral dissertation.

    In 1949, E. A. Gailish received the Stalin Prize for organizing the production of high-quality radio equipment. On June 17, 1961, he was awarded the title Hero of Socialist Labor for outstanding achievements in the creation of rocket technology models and ensuring the successful flight of man into outer space. Among his awards are the Order of Lenin, the Order of the October Revolution, the Order of the Red Banner of Labor, and the Badge of Honor.

    Today, the domestic metallurgical industry, having successfully adapted to the sanctions pressure, is implementing large-scale plans and is actively developing. According to the results of last year, its growth exceeded 3 percent. High demand for products is largely due to housing and road construction, modernization of public infrastructure and utility networks. This year, the Moscow-St. Petersburg high-speed railway project was launched, the expansion of the BAM and the Trans-Siberian Railway, the federal highway M-12 “East” continues, dozens of river and sea vessels for various purposes are being built at shipyards across the country. The restoration of automobile production is gaining momentum – from January to June, the output of trucks increased by 21 percent, cars – three times more. And this is an additional hundreds of thousands of tons of various types of rolled and cast products.

    In many ways, these results were facilitated by the implementation of the Strategy for the Development of the Metallurgical Industry until 2030, prepared on the instructions of the head of state. Work is being carried out in three main areas – deepening processing and mastering high value added processes, providing critical raw materials and stimulating domestic demand, as well as reorienting exports to the markets of friendly countries.

    The President emphasized that the industry is becoming more and more high-tech year after year. Advanced engineering and production solutions are being actively implemented, and unique alloys are being developed that allow for the creation of materials with special properties. All this opens up new and broad opportunities in various fields – from aviation and cosmonautics to electronics and medicine.

    I am confident that the exhibition and the professional competitions, conferences and seminars planned within its framework will allow us to find answers to the most difficult questions, discuss new challenges and opening prospects.

  • MIL-OSI Russia: Verkhnechonskneftegaz received more than 2.6 million tons of oil from the implementation of the infill drilling program

    Verkhnechonskneftegaz (part of the Rosneft oil and gas production complex) received more than 2.6 million tons of additional oil production over 5 years as a result of the implementation of the infill drilling program at the Verkhnechonskoye oil and gas condensate field. Under the program, which has been implemented since 2019, an additional 117 wells were put into operation.

    The Verkhnechonskoye field has been in commercial development since 2008. At the initial stage of its operation, an economically optimal decision was made to use a seven-point drilling system: six production wells around one injection well. The distance between the wells is 1040 meters. Most of the wells are horizontal, with various types of completion: standard horizontal, multi-well, multi-stage hydraulic fracturing, uncased wells.

    The infill drilling program (increasing the number of wells in the same field area) is aimed at increasing the oil recovery factor, while rationally using the existing field infrastructure. On the existing cluster sites, after the necessary reconstruction, 2-4 additional wells are drilled, which leads to an increase in oil production. Additional horizontal wells are located at a distance of 300-500 meters relative to neighboring ones.

    Specialists approach the planning of each new well individually, based on specific geological and surface conditions. The results of hydrodynamic modeling are taken into account, zones of residual oil saturation, current reservoir pressure, and interaction with neighboring production wells are identified.

    JSC Verkhnechonskneftegaz develops the Verkhnechonskoye oil and gas condensate field, one of the largest in Eastern Siberia, which is located in the Katangsky District of the Irkutsk Region. In December 2023, the field produced its 100 millionth ton of oil since the start of its industrial development.

    On the eve of the autumn holidays, Engineering and Technology School No. 777 held a University Day with representatives of the Polytechnic University.

    The event began with a “Dialogue Without Ties” — a meeting of representatives of leading enterprises, universities and other organizations. Together with Natalia Mokhova, an assistant at the Higher School of Automation and Robotics, the schoolchildren discussed modern engineering competencies, the development plan for mechanical engineering, and robotics and safety issues.

    Throughout the day, students of all ages attended a variety of workshops and lectures from university students and teachers.

    For students in grades 1-2, active breaks were organized to create a team spirit. Children from grades 3-4 learned about coding at the “Mathematical ABC” master class, created an embroidery logo of the Polytechnic University, depicted the Hydrotower, created a paint-by-numbers project, and learned about the historical buildings of the Polytechnic University.

    The fifth-graders took quizzes on “Science and Technology”. They also solved logical problems and participated in the training game “Team Power: Together to Success”. The sixth-graders competed in an intellectual game and learned the basics of science.

    Seventh-graders learned about the sociotechnical boundaries of progress from associate professor of the Humanitarian Institute Ivan Kolomeitsev. Teachers of the Higher School of Technosphere Safety held a lesson for eighth-graders with situational tasks on life safety. There were also master classes on financial literacy and intellectual quizzes “Own Game”. Ninth-graders were told about the features of the profession “Cybersecurity Specialist” and how light and heat appear in homes.

    To use the service, you need a standard or full account on the mos.ru portal. The application must specify name of items and their quantity, address, desired date and time of removal. The operator of the partner organization will call back within 10 minutes to clarify details and confirm the order.

    Specialists work daily and arrive even on the day of the request, if the application is sent before 18:00. Employees of the organization – the service partner will take out unnecessary things on average in just half an hour, even if there is no elevator in the building.

    Service “Removal of unnecessary things” started operating in October 2021. According to Sergei Sobyanin, over the entire period, city residents have sent for recycling or environmentally friendly disposal more than 84 thousand unnecessary things.

    The operation and development of the service is supervised by the capital’s departments information technology, housing and communal services and the State Institution “New Management Technologies”. Removal services are provided by a specialized partner organization.
