    Military personnel on leave will be able to receive medical care at any convenient state hospital or clinic. A resolution on this, prepared at the initiative of the Ministry of Defense and with the support of the Ministry of Health, has been signed.

    The decision was made on the instructions of the President. It will be in effect for the duration of the special military operation.

    Previously, due to the lack of compulsory medical insurance policies, military personnel, even while on vacation, had to seek medical care only at departmental hospitals of the Ministry of Defense, which are not available in all regions of the country. The signed resolution will improve the availability of medical care for military personnel who need it.

    It should be noted that the appearance of this date in the holiday calendar is associated with an event that took place on October 25, 1975. On this day, the Marketing and Advertising Department was created in the Ministry of Foreign Trade of the Soviet Union. Incidentally, specialists in market and consumer preference studies began to be trained in our country even earlier – in 1931, when the All-Union Academy of Foreign Trade opened in the USSR.

    But at the State University of Management, the Marketing Department was created in 1994, under the leadership of the rector of those years, an outstanding economist, Professor Anatoly Porshnev. Another 10 years later, by his order, the Institute of Marketing was created. Today, IM is about 1,500 students studying in three departments in ten educational programs. The Institute is developing dynamically and opening new modern audiences with the participation of its graduates.

  • MIL-OSI Russia: The government has identified additional incentive measures for state-owned companies to achieve key performance indicators

    The government has created conditions for improving the quality of work of employees of state-owned companies, as well as individual non-profit organizations. An order has been signed establishing an expanded list of indicators for depriving officials and managers of such structures of bonuses if they fail to achieve the established key performance indicators (KPIs).

    New grounds for reducing the size of annual bonuses include failure to comply with recommendations related to reducing the level of operating expenses of the organization. The funds freed up by such reduction allow for more effective resolution of tasks defined by national development goals. For failure to achieve the established results of such work, the CEO of the organization may lose 20% of the bonus.

    Also, officials and managers who fail to meet the established indicators of the organization’s digital transformation will be subject to a 20% bonus reduction.

    In 2021, the Government initiated a reform of development institutions and state-owned companies. The transformations were aimed at making these structures more efficient and reorienting them towards achieving the national development goals approved by the President of Russia.

    With regard to state-owned companies, methodological recommendations for the formation of key performance indicators were approved for a more accurate assessment of their activities.

    KPIs were divided into two groups: financial, characterizing the profitability of the organization, and industry-specific, related to national development goals.

    State-owned companies were required to publish reports on the achievement of key performance indicators, and top managers’ remuneration began to be calculated depending on the achievement of specified parameters.

  • MIL-OSI Russia: BRICS Congress. The Role of Education in Solving Global Economic Problems

    On October 20 and 21, the BRICS Scientific and Educational Congress on Ecology and Climate Change was held at the Sirius Federal Territory. It brought together more than 500 representatives of science, education, the business community and governments of BRICS member countries, including India, Brazil, Iran and Ethiopia.

    The event was attended by the Director of the Institute of Civil Engineering of SPbPU Marina Petrochenko, Professor of the Higher School of Hydrotechnical and Power Engineering (HSHPE) Natalia Politaeva and Associate Professor of the HSHPE Alexander Chusov.

    Over the course of two days, business representatives and scientists discussed the following issues:

    The role of education in addressing global climate change issues; Water management in the context of climate change; New technologies for clean energy; Talent economy: New professions and skills in the context of “green” energy; Permafrost and climate change; Water purification technologies.

    In the expert session “New technologies for environmentally safe waste management and their role in the closed-loop economy” Natalia Politaeva presented a report “Innovative waste processing technologies”. In the poster session, the Civil Engineering Institute presented a team report “Utilization of organic waste with the production of biomethane”.

    On the second day of the event, with the assistance of SPbPU partner, the investment and technology company EFIR (RUSNANO Ecology and Nature Management cluster), representatives of the ISI held talks with Sirius University and the Russian-Singapore Business Council on the development of cooperation in the field of scientific and educational activities.

    The congress participants went on excursions to the Sirius educational center and the laboratory complex of the local university, where the latest infrastructure for training and supporting scientific research of talented young people is presented.

    At the congress, Polytech presented its unique technologies and developments in the field of waste management, which are of interest to businesses and the federal environmental operator that organizes and controls the collection, transportation, processing, recycling, neutralization and placement of waste of the first and second hazard classes. It was also important for us to exchange opinions with our foreign colleagues from Brazil, India and other countries. Everyone has common problems.   • MIL-OSI Russia: Days of the Polytechnic Competence Center at KRSU

    From October 14 to 19, representatives of the Polytechnic University Competence Assessment and Development Center visited the Kyrgyz-Russian Slavic University.

    The days of the Polytechnic University Competence Center at KRSU became one of the first major projects in a series of planned events aimed at improving the quality of training of engineering personnel at the Kyrgyz-Russian Slavic University, said Lyudmila Pankova, Vice-Rector for Educational Activities at SPbPU.

    The program of events opened with an information session, at which the ambassadors of the Polytechnic University Competence Center told KRSU students about the opportunities of the Competence Centers project of the presidential platform Russia — the Country of Opportunities for career growth, as well as how the project will help to reveal their potential, and, of course, about the role of ambassadors.

    The Deputy Director General of the ANO “Russia – Country of Opportunities” Dmitry Guzhelya addressed the students with a welcoming speech. He wished the guys not to stop there and to more actively join the projects of the presidential platform.

    Fascinating surveys on supra-professional competencies made the children think about their strengths and opportunities for self-development. A humorous quiz, in which more than 350 people took part, became a bright conclusion to the information session.

    The days of the Polytechnic Competence Center at KRSU became an important stage in the development of the first and so far the only competence center outside the Russian Federation. We see and feel the positive and interested attitude of Russia, whose ambassadors were representatives of Peter the Great St. Petersburg Polytechnic University, — shared the head of the KRSU Competence Center Almaz Asankulov.

    The week in Bishkek was eventful and productive. Both sides organized many joint events to bring together university youth and develop soft skills – from a trip to the snowy mountains of the Ala-Archa National Park to a two-day Soft Skills board game tournament. There, KRSU students analyzed information and learned to make decisions, mastered innovation, emotional intelligence, following rules and focus on results.

    Our team prepared for such an important trip for a long time and carefully. We are very happy that KRSU students responded enthusiastically and actively participated in all the events of our program, the most memorable of which was, perhaps, the final of the Soft Skills tournament. The teams developed and defended very interesting and, at times, incredible ideas for startup projects, – said Elena Zima, Director of the SPbPU Competency Assessment and Development Center.

    The trip gave the ambassadors of the Polytechnic University Competence Center a lot of new and interesting things.

    We have become even more united, have significantly developed stress resistance and planning skills, have broadened our horizons, and have gained new knowledge about the culture and traditions of Kyrgyzstan. Most importantly, we have found new friends in lively and sincere communication, – shared Victoria Anikieva, a student of SPbPU and the head of the community of ambassadors of the Polytechnic University Competence Center.

    During the visit, the partners launched a professional development program called “Modern Approaches to Managing the Educational Process.” Elena Zima gave two lectures to KRSU teachers on the specifics of Russian Federation legislation in the field of higher education.

  • MIL-OSI Russia: With the support of Rosneft, a school in Khanty-Mansiysk has received new educational equipment

    RN-Yuganskneftegaz (Rosneft’s largest oil producing enterprise) has equipped school No. 9 in Khanty-Mansiysk, where almost 1,000 schoolchildren study, with modern equipment and teaching aids. The enterprise is participating in the development of the educational sphere of the Khanty-Mansiysk Autonomous Okrug – Yugra within the framework of the cooperation agreement between Rosneft and the regional government.

    Rosneft implements social projects aimed at creating favorable living conditions in the regions of its presence. The company supports initiatives aimed at developing education and creating a comfortable urban environment.

    Thanks to the support of RN-Yuganskneftegaz, robotics kits were purchased, which allow students to develop programming and design skills. New interactive panels made the learning process visual and accessible, allowing for the demonstration of educational materials in all modern formats. Demonstration kits and manuals for chemistry classes made it possible to conduct all types of experiments and experiments provided for by the educational program. New devices and equipment help students in physics lessons better understand the patterns and practical significance of the processes being studied.

    Now the school classrooms are fully equipped with interactive digital equipment and office equipment, a classroom for the Russian Movement of Children and Youth “Movement of the First” is equipped. Particular attention is paid to creating favorable conditions for children with special needs, for whom a classroom for individual lessons with a psychologist and an adaptive physical education teacher is equipped.

    Thanks to the support of oil workers, the school received technical capabilities to improve the quality of education and expand the range of extracurricular activities for the comprehensive development of students’ abilities.

  • MIL-OSI Russia: Rosneft supports research into endangered birds in the Samara Region

    Samara group of Rosneft enterprises, Samaraneftegaz, Novokuibyshevsk Oil Refinery, Kuibyshev Oil Refinery, Syzran Oil Refinery, Novokuibyshevsk Petrochemical Company, Novokuibyshevsk Oil and Additives Plant summed up the results of the next grant competition to support research initiatives.

    The winner of the competition was the project of the national park “Samara Luka”, which is aimed at protecting and preserving the largest and rarest bird in the Volga region – the white-tailed eagle. This species is listed in the Red Book of Russia and the International Red Book.

    With the support of oil workers, scientists will continue to search for nesting sites of the white-tailed eagle, organize field work and determine the population size, and develop measures to protect nesting sites. In addition, large-scale educational work is planned: placing information stands on tourist routes and ecological trails about the white-tailed eagle and measures to protect it, creating a bank of photo and video materials, developing information booklets and photo albums dedicated to the rare bird, and preparing scientific articles.

    The study of the habitat conditions of a rare bird species has high conservation and scientific significance. In 2024, video surveillance made it possible to record 15 pairs of white-tailed eagles. In total, 6 nesting sites of eagles were identified on the territory of the national park. Scientists have found that five nests have two chicks, and one nest has three. According to preliminary estimates, there are no more than 200 white-tailed eagles in the region during the nesting period; the data obtained during the observations make it possible to predict population growth in the park.

    Ornithologists noted the successful flight of young birds from the discovered nests and their adaptation to independent life. In areas where nesting of eagles was reliably established, a special nature conservation regime has already been introduced, which implies restrictions on human visits to these places. Scientists emphasize that under such conditions, other rare birds listed in the Red Book of the Samara Region will be able to reproduce in these places.

    The activities implemented within the framework of the Rosneft grant program will help make the Samarskaya Luka National Park a territory favorable for the habitation of the white-tailed eagle, and preserve and increase the population throughout the Middle Volga region.

    Rosneft pays great attention to the issues of preserving ecosystems in the regions of Russia, and implements comprehensive programs to restore natural resources. Thanks to the Company’s support, research and programs have been organized to care for many species of rare animals. These include the polar bear, the Atlantic walrus, the ivory gull, the geese and marals of Evenkia, the wild reindeer, and others.

  • MIL-OSI Russia: The Novosibirsk Academpark hosted the NSU School Technical Forum

    The NSU School Technical Forum is an annual event for all those who are passionate about robotics and engineering design. The forum is held for the 8th year in a row, traditionally organized by NSU with the support of the Novosibirsk Academpark.

    — This year, the number of teams participating in the tournament has grown to 134. For comparison: last year there were 123. The guys came from Novosibirsk, Altai Krai, the science city of Koltsovo, Iskitim, Kemerovo and other cities. Many people also took part in the LOGO programming Olympiad, which was held in SUNC NSU. This year, 15 teams competed, which is 45 people, said Elena Vishnevskaya, organizer of the NSU school technical forum.

For the first time, a hackathon on quadcopters was held as part of the event, organized by NSU Advanced Engineering SchoolAt the intensive course, the kids were taught how to program and launch drones.

    RoboCup is the most authoritative and annual robotics event in the world. The competition has been held since 1997 to develop robotics and research in the field of artificial intelligence through a spectacular and at the same time technically complex competition. In 10 minutes, the team must bring robots to the stage, demonstrate them and take them away. This year, the team “Quantiki” from the children’s technopark “Quantorium” won in the RoboCupJunior Soccer Rules nomination. The guys demonstrated a unique theatrical robotics performance inspired by the ancient Chinese legend of the Black Dragon.

    “Our dragon is the embodiment of our dream. It weighs about 10 kg, we developed it for about a year. The skeleton is assembled from the EV-3 construction set, and the motor is made from the more reliable Tetrix construction set,” explained Anastasia Prytkova, a member of the Quantum team.

    — Our team took third place at the Open Russian Robotics Championship “RoboCap Russia – 2024”, which was held from September 12 to 15 in Tomsk. We prepared hard, everyone was very nervous before the performance, and, of course, we are very happy that we took first place, — shared Maxim Kabelin, mentor of the “Quantica” team.

  • MIL-OSI Russia: HSE experts researched how AI specialists are trained

    Russian universities are noticeably differentiated in their training in the field of AI. More than half of all students in the AI profile are concentrated in 18 organizations that implement specialized programs and offer the most widespread and at the same time selective programs (about 4% of the surveyed organizations).

    In general, the selectivity of programs in the AI profile is higher than that of programs containing a module on AI, programs in the field of information technology (IT), and bachelor’s and specialist programs in general, and this applies to most large groups of specialties and areas of training. Programs in the field of AI in mathematical and technical sciences are distinguished by increased selectivity in the selection of applicants.

    A number of regions entered the leading groups (with indicator values above the Russian average) both in terms of student coverage by AI-focused programs and programs with an AI module. These include Moscow and St. Petersburg, Rostov, Vologda, Arkhangelsk, Chelyabinsk, Samara, Penza, and Moscow regions. The situation with AI technology training in the regions is directly affected by the degree of AI penetration into their economies. The inequality of opportunities for providing AI technology training is partly explained by the uneven territorial distribution of IT organizations engaged in the development of AI products. However, in a number of cases, the development of AI education significantly lags behind the level of AI implementation in the regional economy. This is due, in particular, to the use of ready-made solutions created by specialists from other constituent entities of the Russian Federation, which indicates that there is a demand for AI developments in such regions and a need to increase the training of their own personnel in the field of AI.

    The provision of teachers in the field of AI in the absolute majority of the universities under consideration exceeds 90%. At the same time, the gap in the values of the indicator between the universities that train specialized specialists is not so large as to conclude that the shortage of personnel plays a key role in their differentiation by the level of development of training in the field of AI. However, attention is drawn to the significantly higher level of shortage of personnel of the appropriate qualifications in universities that do not implement specialized programs, but have included AI modules in other programs. Thus, it can be assumed that organizations with experience in implementing specialized programs have formed teams of teachers of AI disciplines, while other universities have not yet fully succeeded in solving this problem.

    A specialized digital infrastructure — digital equipment and content — plays an important role in training highly qualified specialists in the field of AI. In all clusters of universities considered in the report, formed depending on the volume of training in AI-related programs, there is a shortage of digital resources, primarily in terms of computing power based on graphics accelerators, which are key for tasks related to AI. Universities with experience in training specialists in specialized programs are better provided with content than with equipment. Organizations that provide training only within the AI module are equipped with both approximately equally and, unfortunately, insufficiently.

    Universities that are just beginning to master the AI field have such a pronounced deficit of the digital resources necessary for this that it practically does not allow them to develop programs in the relevant profile and significantly complicates practice-oriented training within the AI modules. The lack of specialized digital infrastructure, therefore, can be the main obstacle to the development of training of specialists in the field of AI in universities.

  • MIL-OSI Russia: Moscow Installs First 150 kW Fast Charging Stations

    Moscow has installed the first high-power 150 kW fast charging stations as part of the Energy of Moscow project. Charging an electric vehicle at these stations takes an average of 30 minutes.

    According to Moscow’s Deputy Mayor for Transport and Industry, Maksim Liksutov, there are almost 250 charging stations operating in the capital as part of the Energy of Moscow project. The two new 150 kW stations are located at: Denezhny Pereulok, 8-10 and Vozdvizhenka Street, 10.

    We have installed the first 150 kW charging stations, with a charging time of around 30 minutes. By 2030, the number of charging stations in Moscow will increase to 30,000. We will also install hubs for taxis and carsharing with the ability to charge 10-15 cars simultaneously. We thank all our operators for their work, which allows us to develop the charging station network in the city. We strive to make the capital one of the world’s leaders in the use of electric transport. This task was set by Moscow Mayor Sergey Sobyanin,-  added Maksim Liksutov.

    The new stations feature the ability to charge 2 cars simultaneously and have GB/T and CCS Combo 2 connectors for the most popular electric vehicle models.

    The Moscow Transport app can be used to find an available station, plan a route to the charging station, and book a charging session.

    As part of the Energy of Moscow project, approximately 250 free electric vehicle charging stations (EVCS) have been installed in the capital. Electric vehicle owners are exempt from paying transportation tax and can park for free throughout the city.

    Since the launch of the first Energy of Moscow charging station in March 2021, electric vehicle owners have completed over 640,000 charging sessions. All stations are located in places where citizens spend most of their time, such as near shopping and business centers, parks, residential buildings, cafes, and stores.

    According to plans, by 2030, there will be 30,000 EVCS in the capital, and the number of electric vehicles in Moscow will increase to 320,000 – 7% of the total number of cars. Additionally, hubs will be installed for taxis and carsharing, with the ability to charge 10–15 cars simultaneously.

    The history of this day is connected with Moscow State University. According to the recollections of contemporaries, the celebration was truly large-scale, with songs, dances and, of course, merry feasts.

  • MIL-OSI Russia: The first 150 kW fast charging stations have been installed in Moscow

    As part of the Energy of Moscow project, the first powerful 150 kW fast charging stations have been installed in Moscow. Charging an electric car at these stations takes an average of 30 minutes.

    According to Deputy Mayor of Moscow for Transport and Industry Maxim Liksutov, almost 250 charging stations operate in the capital as part of the Energy of Moscow project. Two new stations with a capacity of 150 kW are located at the following addresses: Denezhny Pereulok, 8-10 and Vozdvizhenka Street, 10.

    We have installed the first 150 kW charging stations, the charging time of which is about 30 minutes. By 2030, the number of charging stations in Moscow will increase to 30,000. We will also install taxi and car sharing hubs with the ability to simultaneously charge 10-15 cars. We thank all our operators for their work, which allows us to develop a network of charging stations in the city. We strive to make the capital one of the world leaders in the use of electric transport. This task was set by Moscow Mayor Sergei Sobyanin, – added Maxim Liksutov.

    The new stations have the ability to charge 2 cars simultaneously and are equipped with GB/T and CCS Combo 2 connectors for the most popular models of electric cars.

    Using the Moscow Transport app, you can find a free station, plot a route to it, and book a charging session.

    As part of the Energy of Moscow project, about 250 free electric vehicle charging stations (FEVCS) have been installed in the capital. Electric vehicle owners are exempt from paying transport tax and can park for free throughout the city.

    Since the launch of the first Energy of Moscow charging station in March 2021, electric vehicle owners have completed more than 640,000 charging sessions. All stations are located in places where city residents spend the most time – near shopping and business centers, parks, residential buildings, cafes and shops.

    According to plans, by 2030, 30,000 EVS will appear in the capital, and the number of electric vehicles in Moscow will increase to 320,000 – 7% of the total number of cars. In addition, hubs for taxis and car sharing will be installed with the ability to simultaneously charge 10-15 cars.

    Polytechnic University took part in an educational exhibition in Vietnam, which was held in Hanoi from October 21 to 25. The event was organized by the representative office of Rossotrudnichestvo in Hanoi as part of the long-term project “Universities of Russia” to popularize Russian education.     Exhibitions help talented Vietnamese people to better navigate the educational space of Russia, and Russian universities to prepare for a meeting with Vietnamese students. The project “Universities of Russia” is actively expanding the partner network of Russian universities in Vietnam, which contributes to the development of scientific and educational cooperation between our countries, – emphasized Vladimir Murashkin.

    Representative of the Ministry of Science and Higher Education of the Russian Federation Evgeny Mitrofanov emphasized the importance of Russian higher education for Vietnamese students. He noted that studying in Russia opens up new horizons and opportunities, and also highlighted the possibility of receiving free education through scholarships from the Russian government.

    After the official part, more than 200 Vietnamese students and schoolchildren visited the Polytechnic stand, where they were consulted about the educational programs of bachelor’s, master’s and postgraduate studies at SPbPU, and told about dormitories and scholarships.

During this event, many agreements were signed aimed at deepening mutual understanding and cooperation in the field of higher education.     Tatyana Sytnikova took part in a press conference with Vietnamese media at the Russian Center for Science and Culture in Hanoi. She emphasized the importance of the educational programs offered by the Polytechnic University for foreign applicants.

    The Polytechnic University offers foreign applicants unique educational programs in the fields of IT, artificial intelligence, linguistics, construction and building design, law, design, economics and management, and biotechnology.   • MIL-OSI Russia: Entrepreneurial skills training at the State University of Management brought together dozens of students

    On October 24, the State University of Management held the first training in entrepreneurial competencies as part of a large-scale project of the University Technological Entrepreneurship Platform of the Ministry of Education and Science of Russia.

    The opening was given by the rector of the State University of Management Vladimir Stroev, who spoke about the importance of entrepreneurial skills in the modern world.

    “The State University of Management closely cooperates with the Ministry of Economic Development in the field of entrepreneurship development. In particular, it is the operator of the “My Good Business” competition, within the framework of which it works with all “My Business” centers in the country. Also this year we are holding entrepreneurial shifts in children’s recreation centers. One was already in “Okean”, there will be one in “Artek” and “Orlyonok”.

    The entrepreneurial competencies that you will receive today at the training will not only help in your studies and project activities, but will also increase your competitiveness in the labor market,” Vladimir Vitalievich noted.

    More than 80 students of the State University of Management came to the Information Technology Center for a business intensive. The training was conducted by an accredited trainer of the Russian Venture Company, Liliana Banis, and the CEO of VR Concept, Denis Zakharkin.

    The meeting participants learned how ideas for innovative products are formed, got acquainted with the principles of project management, discussed real market cases, learned how to form a business plan and determine the role of technology in a project. The theoretical block was devoted to studying the algorithm for creating a startup with practical tasks after each stage.

    In addition, in just a few hours, students learned to identify market trends and resources needed for business development, identify client segments, target audiences and their needs.

    The training ended with a final pitch, where future entrepreneurs learned to present their startups to potential investors in two minutes. The projects prepared under the guidance of the trainers turned out to be completely different – from software for optimizing traffic to a dating service based on musical preferences.

    All participants were given certificates of completion of the training, which will give them a starting point when applying for the Student Startup competition, and the most active students received memorable gifts and prizes from the organizers.

    Universities participating in the Priority 2030 program have concluded more than 6,000 contracts worth 62 billion rubles with industrial partners. This was reported by Deputy Prime Minister Dmitry Chernyshenko, commenting on the implementation of the largest program for the development of Russian universities.

    “Universities participating in the Priority 2030 program have actively joined in solving problems aimed at ensuring our country’s technological leadership, one of the national goals outlined by President Vladimir Putin. Thus, they are building and strengthening partnerships with enterprises in the real sector. Over two and a half years, more than 420 consortiums have been created within the program, uniting universities, research organizations, and businesses. More than 6,000 agreements have been concluded with industrial partners for a total of more than 62 billion rubles. This joint work is aimed at conducting research, creating new technologies and products, and improving production processes,” the Deputy Prime Minister said.

    Examples of the consortium’s successful work include a joint project of MSTU Stankin, the A.A. Blagonravov Institute of Mechanical Engineering of the Russian Academy of Sciences, the V.A. Trapeznikov Institute of Control Sciences of the Russian Academy of Sciences, the Professor N.E. Zhukovsky Central Aerohydrodynamic Institute, SPbGMTU, Roscosmos State Corporation, Rosneft Oil Company, Shvabe, Mil and Kamov Scientific and Production Center, Technological Center, and USC. Together, the university, research institutes, and businesses are working to create and implement technologies in mechanical engineering.

    The most important task of Priority 2030 is to train highly qualified personnel to meet economic demands, noted the head of the Russian Ministry of Education and Science, Valery Falkov.

    “Within the framework of Priority 2030, network programs are actively developing, which imply the organization of training using the resources of several universities, with the participation of representatives of the real sector of the economy. This is an effective tool for improving the quality of training specialists in the regions. Since 2021, more than 380 network educational programs have been operating,” he said.

    As an example of such work, the Minister cited the program of the Transbaikal State University and the Moscow Institute of Physics and Technology, which jointly train personnel for the mining industry. Students undergo practical training at the facilities of one of the country’s leading gold mining companies, Highland Gold, which was the initiator and partner of the track.

    Another successful example is the first program for artificial intelligence researchers in Russia, which was launched this year, combining the expertise of four of the strongest universities and the experience of high-tech companies. We are talking about the course prepared by ITMO, MIPT, HSE and Innopolis University together with Yandex and Sber. Its main difference is its focus on developing new fundamental models, architecture and machine learning algorithms. In the future, these guys will be at the forefront of new technologies.

    Also, within the framework of the Priority-2030 program, over 500 laboratories equipped with modern full-cycle equipment have been created to train strong specialists. For example, the St. Petersburg State University of Aerospace Instrumentation has an aerospace micromechanics laboratory, which trains students in the field of design and testing of micromechanical devices that solve aerospace navigation problems. The equipment can be used to carry out research and development work at the request of industrial partners.

    Universities participating in Priority 2030 are talking about some of their developments at the PriorityFest2024 festival, which is taking place on October 24–25 at MGIMO.

    It is a great honor to welcome you to the 2024 Plenary of the Boards of Governors of the International Monetary Fund and the World Bank Group.

    A warm welcome to the Managing Director of the IMF Kristalina Georgieva and the President of the World Bank Group Ajay Banga. Congratulations Ms. Georgieva, on commencing your second term as the MD.

    This year is special. We are celebrating the 80th anniversary of the Bretton Woods Institutions—a major milestone in the history of global economic governance. I would like to reflect on the words of the first Annual Meetings Chair of the Boards of Governors, U.S. Treasury Secretary, John W. Snyder: “In joining the Fund and Bank, our respective governments have not only invested large sums of money, but they have in a considerable measure staked their economic destinies on the success of these institutions. We must not fail our governments and, above all, the hopeful people we represent.”

    These words hold true today, as they did 80 years ago. For 80 years, the IMF and World Bank have remained beacons of hope, managing global crises from wars to pandemics. Even in tough times, we find resilience. Chairing the Board of Governors in this historic meeting by a small state like mine is a sign of the inclusivity of these institutions.

    Despite tighter financial conditions and rising geopolitical tensions, the global economy is showing remarkable strength. A soft landing is within reach. Inflation is moderating. Yet, we cannot become complacent. Uncertainty remains high. Ongoing conflicts and upheavals in many parts of the world cast a shadow over our progress, and further escalations would have a much larger impact on vulnerable economies, including through higher commodity prices.

    It is true that significant challenges remain, and I would like to highlight three such challenges.

    Firstly, climate change. Small countries like the Maldives, are on the front lines of climate change. The Maldives aims to have 33% of its electricity from renewable sources by 2028. This transition will build climate resilience and deliver significant fiscal and foreign exchange savings. Achieving the target requires around 1.3 billion dollars to upgrade power infrastructure, of which only 13% has been pledged by donors so far. Small Island Developing States (SIDS) like the Maldives call on international financial institutions to provide easier and affordable climate finance for adaptation and mitigation on the principles of a just energy transition. While the IMF’s Resilience and Sustainability Fund and the World Bank’s record 42.6 billion dollars in fiscal year 2024 in climate finance are commendable. More is needed, especially for climate vulnerable SIDS. Additionally, we must innovatively rethink and implement strategies to mobilize private sector investments.

    Secondly, debt sustainability. Over two-thirds of emerging markets and developing economies are at high risk of debt distress. While the Global Sovereign Debt Roundtable has encouraged collaboration, more action is needed. Debt sustainability analysis must better account for country context, and the ongoing review of the Debt Sustainability Framework for Low-Income Countries should look at the specific needs of SIDS. The IMF, World Bank, and MDBs should take bold steps to support countries in debt distress. MDBs can also create tools like debt-for-climate swaps, exchanging debt relief for climate adaptation investments.

    Finally,structural reforms. We must strengthen the productive and state capacities of emerging and developing economies. The Bretton Woods Institutions should focus more on job creation, equal opportunities, economic diversification, and the impact of refugee flows. Similarly, structural reforms must be socially acceptable, ensuring benefits are widely shared.

    Over the past year, the IMF and World Bank have undertaken significant initiatives to support our members. The completion of the 16th General Review of Quotas, the IDA21 Replenishment, and discussions on quota realignment and strengthening World Bank Group’s financing will help ensure that these institutions remain adequately resourced. At the same time, let us not lose sight of the importance of providing adequate access and representation to the countries which need MDB support the most, as well as ensuring evenhanded treatment across the membership.

    The review of the IMF’s Poverty Reduction and Growth Trust, Charges and Surcharge Policy together with the World Bank’s IDA21 Replenishment demonstrate support for our most vulnerable nations.

    As I reflect on the discussions I have had during these Annual Meetings, one theme has emerged strongly: the critical need for multilateral cooperation. My friends, collective action is the antidote to an increasingly fragmented world. The 80th anniversary of the Bretton Woods Institutions provides a moment to reflect on our achievements, and plan for a better future together. Let me extend a warm welcome to Liechtenstein, which earlier this week joined the IMF as its hundred and ninety-first member, further reinforcing the importance of multilateralism. I am pleased with addition of the 25th Chair at the IMF’s Executive Board for Sub-Saharan Africa, and urge my fellow Governors to champion gender diversity and equality.

    As the Bretton Woods Institutions plan for the future, they should tailor their advice and activities to meet the specific needs and capacities of each member. If we fail to do this, we fail the people we represent, as the first Annual Meetings Chair, John Snyder, wisely reminded us 80 years ago. As I conclude, let us remind ourselves of our unwavering commitment to macroeconomic stability, prosperity, and cooperation.

    Dmitry Patrushev made a working trip to Krasnodar Krai

    During a working visit to Krasnodar Krai, Deputy Prime Minister Dmitry Patrushev held a meeting dedicated to the implementation of reforms in the field of solid municipal waste management. The meeting was attended by Minister of Natural Resources and Environment Alexander Kozlov, Governor of Krasnodar Krai Veniamin Kondratyev, heads of Rosprirodnadzor and the Russian Ecological Operator.

    Krasnodar Krai is the most important tourist center of the country, so a significant amount of waste is generated here. Deputy Prime Minister Dmitry Patrushev spoke about the importance of waste recycling.

    “In May 2024, the President set the region and the Russian Ecological Operator the task of providing a sufficient number of facilities for handling solid municipal waste. And in the country as a whole, the head of state set the goal of creating the necessary volume of capacity for processing, recycling and landfill disposal of waste over the next six years. Accordingly, the region needs to significantly increase the pace in this area,” Dmitry Patrushev noted.

    Before the meeting, the Deputy Prime Minister got acquainted with the construction of the waste management complex, which will serve the city of Anapa, Slavyansky, Krasnoarmeysky, Temryuksky and Krymsky districts. After commissioning, waste will be sorted here using two lines with a total capacity of 300 thousand tons per year, and a composting section with a capacity of at least 110 thousand tons per year is envisaged.

    In addition, during the flight over Krasnodar Krai, the Deputy Prime Minister inspected the Novorossiysk solid municipal waste landfill. Today, it is overflowing, but continues to accept waste. In accordance with the new “road map”, its reconstruction is planned.

    Concluding the meeting, Dmitry Patrushev drew attention to the need for strict adherence to all established deadlines.

  • MIL-OSI Russia: Expeditionary corps opened at the State University of Management

    On October 25, 2024, the State University of Management held a ceremonial opening of the student expeditionary corps.

    The official ceremony took place in the lobby of the Information Technology Center. All those present were able to see unique footage of the expeditions conducted by the students of the State University of Management at a photo exhibition, and also watched a video about the first trip.

    The opening ceremony was attended by the rector of the State University of Management Vladimir Stroyev, the acting vice-rector of the State University of Management Nikolay Mikhailov, the vice-rector of the Russian Technical University MIREA Igor Tarasov and the deputy general director of the Presidential Fund for Cultural Initiatives Evgeny Murakhveri. The event was moderated by the head of the expeditionary corps of our university Vladimir Linnik.

    Vladimir Stroyev admitted that the path to opening the corps was long and difficult. The first step in this direction was the project “Beacons of Friendship. Towers of the Caucasus”, which is still being successfully implemented, but has a relatively narrow localization. The expeditionary corps will significantly expand the geography of trips and diversify the areas of activity with environmental, patriotic and charity trips. As an example, the rector cited search expeditions to Sebezh.

    “These works not only contribute to personal development, but also help preserve historical knowledge, are useful for society, especially in today’s situation. On behalf of the university management, I promise the corps comprehensive support and from this moment I propose to consider it open,” said Vladimir Vitalievich.

    Vice-Rector of MIREA Igor Tarasov said that the volunteer expedition movement at his university has been around for 10 years, but previously trips were organized only for its students. And six months ago, the “Arctic Team” was created – a unique in its scale and subject inter-university project based on RTU MIREA. In a relatively short period of its work, 77 expeditions have already been conducted for 1,000 people from 45 universities in Russia. Their participants have visited many regions of Russia, the North Pole and Antarctica, as well as Armenia, Hungary and Kazakhstan. Right now, the ship “Mikhail Somov” is carrying another student expedition along the Northern Sea Route. At the end of his speech, Igor Aleksandrovich thanked several students of the State University of Management by name for their active participation in the activities of the “Arctic Team”.

    Acting Vice-Rector of the State University of Management Nikolay Mikhailov, as a candidate of geographical sciences, has spent more than 10 years of his life on expeditions. At the opening ceremony, he admitted that he loves the mountains most of all and noted that students make a great contribution to the work of scientists, and their participation in the search for the remains of soldiers of the Great Patriotic War is extremely important for the whole society. Nikolay Nikolaevich wished those who have already started going on expeditions to preserve their love for them for the rest of their lives. He admitted that soon the current students will become qualified specialists, managers, will start families and will have less and less time for travel, but at least occasionally it is always nice to go on trips.

    At the level of vice-rectors, Igor Tarasov and Nikolai Mikhailov signed an agreement on cooperation between the student expeditionary corps of GUU and RTU MIREA.

    Deputy Director General of the Presidential Fund for Cultural Initiatives Evgeny Murakhveri noted that any expedition is a combination of business with pleasure, it is teamwork, which also reveals forgotten history and lost elements of culture to society, which is fully consistent with modern state policy, the tasks set by Vladimir Putin, and the direction of the Presidential Fund for Cultural Initiatives. The guest said that in his youth he loved hiking, studied to be a geophysicist and spent an interesting scientific youth on expeditions. On hikes he made friends for life, became interested in rock music, acquired survival skills and worked with various tools, so he highly recommends enrolling in the student corps of the State University of Management – it will be interesting.

    The head of the expedition corps Vladimir Linnik reported that before the opening, our students had managed to participate in 10 expeditions. The plans for 2025 include an archaeological expedition to the village of Khotylyovo in the Bryansk region to the sites of primitive people of the Paleolithic era, as well as to the Valdai Reserve to clean up the eco-trail. If the topic of future expeditions corresponds to the student’s field of study, then participation can be counted as practice. This is a gift from the university community of Russia and China to all those who share our conviction that science and education are the key areas of civilization development and the basis for cooperation between peoples in the modern world. As part of the Nauka 0 Open Week, our students and teachers, as well as leading scientists from academic institutes, will take part in hundreds of popular science and educational events. Their goal is to once again remind society of the results and significance of the researcher’s work.     Washington, DC: Sub-Saharan Africa’s economic growth is projected to remain subdued at 3.6 percent in 2024, unchanged from 2023, with a modest pickup to 4.2 percent expected in 2025, according to the latest IMF Regional Economic Outlook for Sub-Saharan Africa published today. The report notes that countries in the region are still grappling with macroeconomic imbalances, tight financing conditions, amid rising social pressures, leaving policymakers facing difficult choices in implementing reforms.

    “Sub-Saharan African countries are navigating a complex economic landscape marked by both progress and persistent vulnerabilities,” said Abebe Aemro Selassie, Director of the IMF’s African Department. “While many of the region’s countries are among the world’s fastest-growing economies, resource-intensive countries —particularly oil exporters— continue to struggle with lower growth rates. Inflation is declining but remains in double digits in nearly one-third of countries. Public debt has stabilized at a high level, with rising debt service burdens crowding out resources for development spending.”

    “While we are seeing some improvement in macroeconomic imbalances, growth remains insufficient to significantly reduce poverty or address substantial developmental challenges in the region.”

    The report includes focused notes addressing critical issues facing the region: the urgent need for job creation, the economic divergence between resource-rich and non-resource-rich countries, and the positive effects of striving for greater gender equality.

    Against this backdrop, Mr. Selassie pointed to priorities for policymakers in the region:

    “The policy mix should be consistent with the size of macroeconomic imbalances, while taking into account the political economy constraints that will affect the pace of reforms.

    “Countries with high macroeconomic imbalances are more likely to resort to relatively large and frontloaded fiscal reforms, given the tight financing constraints. The need for financial support from the international community is most acute for this group.

    “For countries with lower imbalances, policymakers should consider easing monetary policy toward a more neutral stance, while rebuilding fiscal and external buffers over time.”

    “Policymakers need to focus on designing reforms that are socially acceptable, including effective communication and consultation strategies and measures to protect the most vulnerable.

    “With continued efforts, sub-Saharan Africa can address its current challenges and move towards more sustainable and inclusive growth,” Mr. Selassie concluded. “However, the path ahead requires careful policy calibration and a strong commitment to implementing necessary reforms while managing social pressures.”

    The effectiveness of inspections by regulatory authorities has increased over the first nine months of 2024. This was discussed at a meeting of Deputy Prime Minister – Chief of the Government Staff Dmitry Grigorenko with regulatory authorities.

    “The main result is that we have reoriented the work of control bodies to a risk-oriented approach. This means that inspections are carried out only where there is a risk of violating the law. When a business conscientiously complies with mandatory requirements, there is no reason to come to it. The entire inspection system has been digitalized and has become absolutely transparent. Both the Government and the prosecutor’s office – we see when, where and on what grounds the inspector went, what violations he identified during the inspection,” commented Dmitry Grigorenko.

    The most effective checks remain those based on the triggering of risk indicators. Over the first nine months of 2024, the accuracy of checks based on the triggering of indicator signals reached 87%, while for the same period in 2023 it was 69%. For comparison: the average effectiveness of checks for all other reasons today is about 60%. Effectiveness is understood as the ratio of the validity of the check and the violations identified during the inspection.

    A risk indicator is a set of features that reflects compliance by a controlled entity with mandatory requirements. If the indicator gives a signal, then there is a high probability that mandatory requirements may be violated at the facility. The number of risk indicators is steadily growing. Today, there are 481 risk indicators in the arsenal of control and supervisory authorities. By the end of the year, it is planned to introduce 20 more.

    According to the results of the first nine months of the current year, the volume of inspections based on risk indicators has doubled. The total number of inspections (scheduled and unscheduled for other reasons) has been steadily decreasing – by almost 4.2 times since 2019. Over the first nine months of 2024, 284 thousand inspections were carried out, at the level of the same period last year.

    At the meeting, the participants also discussed the need to further improve the supervisory system and the risk system based on feedback from businesses. The government receives it through the service for pre-trial appeal of decisions of regulatory authorities. The service is in high demand, with more than 5,000 applications submitted in the first nine months of 2024, which is the same as in 2023. This year, the ability to challenge the assigned risk category, appeal orders based on the results of events without interaction, and file objections to the announced warning has been added.

    Representatives of the Prosecutor General’s Office and the Ministry of Economic Development also took part in the meeting.

    SPbGASU has announced a student competition for the concept of the main building’s vestibule. The best project will be proposed for implementation, and its author will go down in the history of their native university. Graduates of our university who have succeeded in their profession and built a career at the international level have been invited as experts. They not only evaluate the works, but also give lectures where they share their experience. Among them is the famous and successful architect Kristina Dmitrova.

    Kristina Dmitrova graduated from the architecture department of SPbGASU in 2015 with honors. At the age of twenty-one, she won an architectural competition and went to Rome for an internship at the Exclusiva Design studio, which developed premium-class interior projects. At twenty-four, Kristina opened her own business specializing in the design of public interiors and private homes. One of her first commercial projects was the Alpenhaus restaurant on Krestovsky Island in St. Petersburg for 1,200 people. Today, Kristina Dmitrova’s company has accumulated extensive experience in cooperation with various business areas, the public sector, and has designed more than 50 thousand square meters of various objects, including abroad. Based on her own experience, she identified nine golden rules of public interior design and recommended that students carefully study them in order to design a successful project that will be approved by the customer. The lecturer confirmed each rule with real objects.

    So, rule #1 “Clarity, clarity, clarity” requires being specific and consistent, being able to correctly and clearly convey the details of your project to the customer and make decisions promptly. Otherwise, decisions will be made by third-party contractors involved in the project, and the reputation of the architect-designer will suffer. “Your task is to competently implement the project, and not dissolve in creative fantasies,” advised Kristina Dmitrova.

    Rule #2 “5 percent and 95 percent” clearly distinguishes between time and effort for design and project implementation. As practice shows, only 5 percent of time and labor resources should be devoted to design, the rest should be spent on implementation. For example, out of the entire team, only two specialists are engaged in design during the month, and the rest – in implementation for nine months. “Meanwhile, the success of the project implementation largely depends on these 5 percent. Therefore, the concept must be seriously dealt with, but keep in mind that without the competencies of other specialists participating in the implementation of the project, without experienced managers, success cannot be achieved,” the architect emphasized.

    Rule #3 requires the use of wear-resistant materials. Public places usually have a high flow of visitors, so the materials must be durable so that the facility can justify itself functionally. The larger the public project, the greater the flow of people and the more wear-resistant the materials must be. “Otherwise, they will soon become unusable, the establishment will incur repair costs and will be forced to close, which means it will lose profits. Therefore, wear-resistant and easily restored materials are a priority,” the expert advised.

    Rule No. 4 provides principles of interaction with contractors. It is necessary to take into account that, in addition to the architect, other specialists are also involved in the project, for example, engineers, who are obliged to comply with standards and requirements. “And here you need to be a mediator-negotiator. They do according to the requirements, and we need to create a beautiful interior. Therefore, our task is to get permission from them and not spoil the design. To do this, it is necessary to study engineering systems in order to understand the engineer’s train of thought in advance,” Kristina emphasized.

    Rule #5 requires paying attention to vandalism prevention. Don’t have illusions that people will use everything carefully, everything should be securely fastened.

    Rule #6 says: the less maintenance the interior requires, the better. For example, if you want to add greenery, then you should give preference to artificial, because living greenery requires proper care, proper lighting, and hiring additional staff. “Technology in the production of artificial greenery has advanced far, and now it is difficult to distinguish it from living plants. Even in Singapore, where, it would seem, there are all the conditions for growing living plants, this is the rule they adhere to in interior design,” said Christina.

    Rule #7 requires working closely with the fire department. Their requirements do not allow for flexibility, so it is necessary to discuss any restrictions with them in advance.

    Rule #8 is the proper use of the customer company’s branding elements – corporate colors, symbols. For such interior visualization, you need to request their brand book.

    Rule #9 concerns the creation of a unique design. Often, the customer wants not only to receive a unique interior at the time of creation, but also to prevent its further duplication. This is normal practice, and such wishes should be listened to.

    The specialist also advised participating in various competitions to gain experience. The students listened to the practicing architect with interest and actively asked questions.

    “By participating in the competition as an expert, I thank my home university for the time I spent here, the teachers who gave me deep professional knowledge, and I consider it my duty to contribute to its further development. In addition, I want to help students with practical advice that I would be glad to hear from practicing specialists during my years of study. I am sure that my experience will help them in the competition and in their future profession,” noted Kristina.

    The operator of the competition was the Educational Center for Project-Based Learning of SPbGASU. Its director Alexandra Yugay emphasized that the contestants face a difficult task.

    “Based on this, we invited not only heads of departments and teachers as experts, but also graduates of our university who have built a career in interior design bureaus, so that they could give applied lectures on public interior design, talk about approaches to design, based on their own practice.     Samotlorneftegaz, a Rosneft production asset, has reduced the construction time of wells using multi-stage hydraulic fracturing (MSHF) in deep formations to 5 days from 47 to 42. This result was achieved by using domestically produced new-model HF couplings. They are driven by new-model bushings with soluble balls of a single size.

    Rosneft is systematically working on the development of domestic technologies and import substitution. Developments of corporate research institutes and equipment of domestic manufacturing plants are actively implemented at production sites.

    The design feature of the new couplings made it possible to ensure the tightness of horizontal wells by fully cementing the shank. This allows for faster multistage hydraulic fracturing and an economic effect of up to 9 million rubles per cycle on one well. With traditional technology, couplings activated by dropping soluble balls of different diameters were used, and horizontal sections were isolated using specialized devices (casing packers), which increased the cost of the operation and extended the drilling time of the well.

    The use of new-style couplings makes it possible to carry out hydraulic fracturing operations with an unlimited number of stages and increase the starting flow rate of wells.

    Rosneft Research Institute in Ufa held the annual scientific and technical conference “Oil and Gas Production and Transportation. New Technologies and Solutions”. The event brought together more than 200 industry experts from all over Russia. The Company’s scientists presented innovative technologies and digital solutions to improve the efficiency of field pipelines and wells.

    Specialists from the Ufa Institute announced the development of a “virtual flow meter” algorithm for online monitoring of field production. The machine learning-based algorithm will compare well production rates with their potential in real time and create a list of wells whose production can be increased. The technology is planned to be implemented as part of the Digital Field project at Bashneft fields (part of Rosneft). The “virtual flow meter” algorithm is implemented in the RN-VEGA corporate software package and is already used by oil workers when interpreting field data.

    The conference participants were presented with a new software product “RN-STIM” for modeling and designing the bottomhole formation zone. The simulator takes into account the characteristics of the rock, chemicals and the features of their interaction. This gives oil workers the opportunity to choose the most effective parameters of the well operation and increase production at the well. The functionality of the software was clearly demonstrated on real production projects during the organized master class.

    Another unique development of the institute is the technology of welding bimetallic pipes*. Specialists have found a way to solve the problem of increased hardness and brittleness of the transition layer during one-sided welding of this type of pipes. Instead of the generally accepted technology of making the entire weld with stainless materials, Rosneft scientists proposed using a certain combination of stainless and low-alloy welding materials in combination with the redistribution of the force of the welding arc on the weld. Mechanical tests have shown that this technology increases the strength characteristics of welded joints, while the cost of welding materials is reduced by 3-7 times.

    The conference participants showed particular interest in the application of successful practices at production enterprises. With the participation of specialists from the Ufa corporate institute, a technology for treating the bottomhole zone of a well using an acid-hydrocarbon emulsion was introduced. The composition provides an effective impact on the bottomhole zone of wells, due to the dissolution of asphaltene-resin-paraffin deposits and carbonate minerals of the rock. The technology was tested at Rosneft fields – the result was an increase in the growth of well flow rates by 15-20%.

    More than 1 billion rubles will be sent to the Ministry of Labor to provide subsidies to legal entities and individual entrepreneurs in the Belgorod, Bryansk and Kursk regions. The order to this effect was signed by Prime Minister Mikhail Mishustin.

    The funds will be used to partially compensate for the costs of paying employees for forced downtime.

    The decision was made on the instructions of the President. The head of state gave it following a meeting on the situation in the border regions on August 22.

    Mikhail Mishustin, commenting on the question onGovernment meeting on October 24, recalled that the Government had previously allocated resources for payments to residents of three border regions in need of support. A mechanism for creating a free economic zone regime in certain territories for private companies has also been launched. They will be able to enjoy tax breaks on profits, property, and insurance premiums.

  • MIL-OSI Russia: The government will allocate more than a third of a billion rubles to provide water supply to residents of Kalmykia and Chuvashia

    The government continues to help regions develop public utility infrastructure. A total of more than 370 million rubles will be allocated for the construction of a water pipeline in Kalmykia and distribution water supply networks in Chuvashia. The orders to this effect were signed by Prime Minister Mikhail Mishustin.

    In Kalmykia, construction of the Verkhniy Yashkul-Elista water pipeline will begin in 2024 using federal funding. This structure will improve the quality of water supply for residents of Elista and suburban settlements.

    Commenting on the decision takenGovernment meeting on October 24, Mikhail Mishustin noted that the territory of Kalmykia is considered the driest in the country. This requires special attention from both regional and federal authorities. According to the Prime Minister, the topic of improving water supply was discussed in detail during his working visit to this region in February 2021.

    The implementation of the project in Chuvashia will provide high-quality drinking water to residents of two villages in the Batyrevsky municipal district. There, by the end of 2024, it is planned to complete the creation of several sections of distribution water supply networks in the settlements of Staroye Akhperdino and Novoye Bakhtiarovo.

    “We will continue to progressively solve the problems of organizing reliable water supply in all areas where people live,” Mikhail Mishustin emphasized.

    Providing the population of Chuvashia with clean drinking water is one of the instructions of the President, which concerned issues of the socio-economic development of the Chuvash Republic. Similar instructions were given by the head of state regarding the development of the communal infrastructure of Kalmykia. Both instructions appeared in April 2024.

    On November 14, 2024, the All-Russian Public Opinion Research Center will hold the All-Russian educational campaign “Sociological Dictation” for the fifth time. We invite students and employees of the State University of Management to take part in this event.

    Every year, thousands of people of different ages from all regions of Russia write the sociological dictation. Last year, more than 120 thousand people took part in the event.

    The dictation consists of 25 questions of varying difficulty, it takes no more than 30 minutes to complete, and upon completion of the dictation, each participant is given a personalized certificate with the number of points scored. Participants who score 80 out of 100 possible points will receive a certificate with distinction.
