  • MIL-OSI Russia: NSU team successfully performed at the ICPC World Finals

The International Collegiate Programming Contest (ICPC) is an international student programming contest founded in the 1970s in the United States. The first international ICPC was held in 1977 in the United States, at the University of Michigan. Since then, the competition has been held annually in various countries, such as the United States, Russia, the Netherlands, Canada, China, the Czech Republic, Japan, Sweden, Poland, Thailand, Morocco, Egypt, Bangladesh, and Portugal. The NSU team includes students Faculty of Information Technology: Sofia Lylova (4th year), Anton Mokrousov (2nd year postgraduate student), Artem Plyusnin (master’s graduate). The team solved six problems, sharing 20-50 places with such leading universities as ITMO, HSE, Stanford University, University of Cambridge and others. – The problem set turned out to be very interesting and balanced, our team solved six problems, and the winner of the championship only nine. Of all the problems, there was one that no team solved. As in previous years, the level of teams at the world championship is very high, it cannot be otherwise – the best university teams qualify. There is a lot of pressure – to compete with the strongest, especially with those who have already won medals in previous seasons of the championship. Our team took a long time to get to the world championship final and trained a lot. For example, the guys have repeatedly participated in training camps in Petrozavodsk, where the best teams of our region practice, and at the end of August they went there for in-person participation, – said Vladimir Isachenko, coach of the NSU team in sports programming, senior lecturer of the Department of Informatics Systems of the NSU FIT. In the final table, Peking University took first place, and MIPT took second place. MIPT’s team in algorithmic programming Yolki-Palki became the only one from Russia to climb the ICPC podium. MIPT overtook their strongest rivals from the University of Massachusetts and Xinhua University.

    Saint Petersburg University took 22nd place, HSE University — 29th, ITMO University — 36th, MAI — 43rd, NSU — 45th, Saint Petersburg State University of Industrial Technologies and Design — 92nd, and Skoltech — 102nd. — Despite the successful performance of the NSU team, we know that we still have room to grow and develop, our goal is to prepare better and win medals.   • MIL-OSI Russia: “Eastern Breeze”: Polytech became a prize winner of the All-Russian competition in marine robotics

    The 7th All-Russian competition in marine robotics “Eastern Breeze” was held in Vladivostok. Over the course of eight days, 31 teams (more than 120 people) competed in the field of promising developments of robotic complexes created by enterprises and research institutes. SPbPU was represented by teams from the Institute of Mechanical Engineering, Materials and Transport, studying at the Higher School of Automation and Robotics. The Polytechnicians managed to take three prize places in two categories.

    The students’ trip was supported by the SPbPU Center for Technological Projects, the Institute of Mechanical Engineering, Materials and Transport, and the SPbPU Youth Policy Department.

    In the category “Unmanned boats” our team with the device “Bublik-Pi” (developed with the support of the Priority 2030 program) managed to take second place, and the team with the Barracuda apparatus took third place. The teams’ tasks included autonomous or remotely controlled navigation in the sea, namely movement along specified routes and trajectories. Bublik-Pi was the only one that successfully completed all tasks in autonomous mode, but had a low speed at sea (1 knot).

    Also in the category “Remotely controlled unmanned underwater vehicles” among developers, the submarine “Atlant-S” took third place. During the tests, it was necessary to detect objects under water and move them.

    The first team (the Bublik-Pi and Atlant-S devices) included second-year master’s students Artem Akzhigitov, Andrey Klinovitsky, and fourth-year student Artem Klochikhin. The second team (the Barracuda device) was represented by first-year master’s student Vladimir Marin and 2024 graduate Artem Kondratyev.

    The event was quite large-scale, with teams from all over Russia participating, and they represented not only educational institutions, but also law enforcement agencies. The team had the task of performing various types of maneuvers on a water section: to go through a snaking course, to make a dash, etc. To solve the tasks, a remote control system for an unmanned boat was created, and we also laid the groundwork for the future to solve problems in autonomous mode using GNSS, a magnetometer, and a machine vision system, shared one of the developers of the Barracuda, Artem Kondratyev.

    Our teams were lucky to be at these competitions and test new SPbPU developments in extreme (marine) conditions. We successfully coped with the tasks set, especially enjoyed developing the ROV, this is a difficult task that we took on for the first time and successfully implemented it, – Andrey Klinovitsky said about the event.

    The opening of the educational program of the Postdoc School “Digital Methods in Social and Humanitarian Knowledge” (a project of the Humanities Institute – the winner of the “Priority 2030” competition of SPbPU) took place at Peter the Great St. Petersburg Polytechnic University.

    The initiative to create the “Postdoc School” (postdoctoral studies) was a response to the growing competition and changing requirements for research practices under the influence of the new technological order. Digital analysis of large volumes of data, the use of neural networks and machine learning are becoming essential tools for scientists and teachers in the humanities who strive to remain at the forefront of science.

    As part of the opening of the Postdoc School, a lecture by Eduard Ponarin was held. He is a well-known specialist in the field of digital data analysis methods, the founder and leading research fellow of the Ronald Franklin Inglehart Laboratory for Comparative Social Research and a full professor at the National Research University Higher School of Economics in St. Petersburg.

    He devoted his lecture to current issues of creating and analyzing text corpora, building statistical models, working with big data, as well as popular methods of formalizing text parameters and mapping them.

    The educational program of the Postdoc School is aimed at masters, postgraduate students, young candidates of science with a strong social and humanitarian education and is aimed at developing their potential in the modern world. The school is designed to become a bridge between traditional humanitarian knowledge and modern digital technologies, teaching in-depth research based on structuring and analyzing arrays of heterogeneous data. At the same time, the results of the project will be not only the development of digital competencies and the effectiveness of scientific research, but also the creation of scientific interdisciplinary and inter-institutional teams due to the cooperation of researchers from different higher schools and institutes of the social and humanitarian profile of SPbPU in research teams.

    Thus, the program will have a significant impact on the development of the human resources potential of young people at SPbPU and will help in solving modern scientific problems.

    Working visit of Marat Khusnullin to Zaporizhia and Kherson regions

Scientists from Samara Polytechnic University and Novokuibyshevsk Petrochemical Company told how science helps to create efficient production and develop environmentally friendly technologies. During master classes, children got acquainted with impressive scientific achievements using 3D technologies, electronics and robotics. The festival ended with a spectacular chemical show.

    The site is part of the integrated development project for part of the former industrial zone “Caliber”, which is being implemented by KRT operators.

    “The site reorganization project is designed for five years. In total, about 113 thousand square meters of various real estate are planned to be built on sites with a total area of more than nine hectares. Thus, more than 88 thousand square meters of housing will appear here for participants in the renovation program and other city needs.     Working while studying increases the likelihood of employment after graduation by 19%, and salary by 14%. Every second student worked at least a month during their full-time studies. The greatest return comes from working in the last years of study, when students have the opportunity to start working in their specialty. These are the results reached by a team of authors with Faculty of Economic Sciences HSE.

    Combining work and study has become a mass phenomenon among students: more than 50% of students worked at least one month during their studies. They rightly believe that thanks to work experience they can become more competitive in the labor market and find a higher-paying position after graduation. If in the first year no more than 18% combined employment with study, then by the final year their share increased to 40%.

    Based on the total data of the Graduate Employment Monitoring of more than 200,000 full-time bachelor’s and specialist’s degree graduates in 2021, the authors drew conclusions about the trends in combining study and work in Russia and its effects on subsequent employment. It turned out that among those who graduated with honors, the share of part-time workers is slightly higher. Students from more prestigious and highly ranked universities also work more often: 59% versus 50% in less selective universities. Students whose specialty is related to mathematics, information technology, and natural sciences start working more often than others during their studies, while humanities students, on the contrary, are less likely to do so: 58% versus 47%.

    The probability of finding a job within a year after graduation was 19% higher for those who combined work and study. Moreover, the longer a student worked, the higher the chances: each additional month of experience increases the probability of employment by 1%. The salary of such graduates is also higher – by 14%, and each additional month of work experience increases it by 0.7%.

    Much more important was the combination of study and work in the 4th and 5th years. Part-time jobs at the beginning of studies have almost no effect on the probability of employment, and internships during the final year increase it by 26%. Students in the field of mathematics and computer science benefit most from such a combination. Their chances of finding a job are higher by another 10%, and for economists – by 4%. The university also has an effect: if a student of any specialty studies at a university that is in the highest positions in the ratings, then the probability of employment will be 21% higher.

    Authors of the article, Junior Researcher Labor Market Research Laboratories Ksenia Rozhkova, Head of the Faculty of Economic Sciences at the Higher School of Economics, Sergey Roshchin, Head of the Laboratory, and Pavel Travkin, Senior Research Fellow, note that there is currently a restructuring of views on education. More and more students are moving from combining study with work to combining work with study. Gaining work experience is becoming their main goal, while academic performance is relegated to the background.

    “The largest number of right holders who have signed contracts for new apartments since the beginning of 2024 live in the Mozhaisk district – about 2.3 thousand city residents. In total, 4.3 thousand residents of 31 old houses in the district have completed the necessary documents for new apartments in nine new buildings,” said Maxim Gaman.

    This year, the top three leaders in terms of the number of title holders of new housing also included the Severnoye Izmailovo and Metrogorodok districts. There, over 1.7 thousand and over 1.4 thousand residents, respectively, have drawn up documents for apartments.

    Under the renovation program, city residents are provided with comfortable housing in modern areas with developed infrastructure instead of outdated housing stock.

    Earlier Sergei Sobyanin told, that in September, 11 new buildings throughout the city will be handed over for occupancy under the renovation program.

    Renovation program approved in August 2017. It concerns about a million Muscovites and provides for the resettlement of 5,176 houses. In 2023 alone, 59 new buildings in the capital were handed over for settlement and the resettlement of over 47 thousand people was ensured.

    Moscow is one of the leaders among regions in terms of construction rates and volumes.     The technical session “Additive technologies and new materials in the fuel and energy complex of the Russian Federation” was held in the research building of Technopolis Polytech.     The session participants discussed modern achievements in the development of additive technology methods and considered the areas of their application in the fuel and energy complex.

    The exhibition display in the lobby of the Technopolis Polytech research building, where employees of the Institute of Mechanical Engineering, Materials and Transport of SPbPU presented their developments, aroused great interest.

    The session also included two round tables: “Practical aspects of the application of additive technologies” and “Scientific and technical aspects of the application of additive technologies”.

    At the IMMiT production center, research staff presented guests with production capacities and equipment in the field of additive manufacturing.

    The event ended with a tour of the research laboratory “Laser and Additive Technologies”. Its head Mikhail Kuznetsov showed the session participants the production facilities of the division.

    The software packages RN-GEOSIM and GIS-RN became winners of the XV competition “Best digital solutions for the oil and gas industry” in the nomination “Best internal corporate development”. The award ceremony took place in Moscow as part of the X Federal Forum on IT and digital technologies of the oil and gas industry of Russia Smart Oil

    Rosneft is the first company in Russia to successfully create science-intensive software covering all key processes of hydrocarbon exploration and production. The Company’s line of science-intensive software includes 24 products for key processes of oil and gas production, 10 of which are available for purchase.

    “RN-GEOSIM” was developed by the Ufa scientific institute of “Rosneft”. Specialists use the software package to build geological models and analyze hydrocarbon deposits, which increases the efficiency of their exploration and development.

    The software package provides a full range of tools, such as data management, interactive visualization, well section correlation, structural modeling taking into account tectonic faults, 3D geological modeling, reserve calculation, and generation of reporting graphics.

    The Company’s specialists are constantly improving the digital product, supplementing it with innovative modeling methods for more accurate construction of the field model. Test licenses for the software can be ordered on the website https://rn.digital/rngeosim/.

    The GIS-RN system is a joint development of the Rosneft Research Institute in Tomsk and Sibintek. This is the first corporate geographic information system (GIS) that is built on import-substituting technologies and solves current production problems in the oil sector of the fuel and energy complex.

    The multifunctional digital service consolidates arrays of geospatial information from users and is used at all stages of capital construction and operation of oil and gas field facilities.

    By 2025, the capabilities of GIS-RN will be supplemented by a module based on a neural network model for automated interpretation of aerospace images obtained during engineering surveys and environmental monitoring. Artificial intelligence trained on a profile sample will be able to recognize terrain objects – rivers, lakes, vegetation and even illegal logging – dozens of times faster than humans.

    Rosneft has been consistently developing and commercializing domestic software for oil and gas production for over 20 years. This strategic decision was dictated by the need to ensure the technological independence of the country’s oil and gas industry, taking into account the specifics of the reserve structure and modern approaches to oil and gas production.

    The State University of Management is developing a digital village – a high-tech system for managing agricultural enterprises. The project is being implemented jointly with the Omsk Agrarian Scientific Center (Omsk ASC) and the Udmurt State University (UdSU).

    The solution being created will allow even non-professionals to manage agricultural processes. The result will resemble the most modern enterprises, where one person can manage the entire workshop, and all mechanical work is done by robots. A similar model will be implemented in the field.

    “In the conditions of record low unemployment, we are not making a system that excludes people from the process. It helps non-professionals get started. The platform with a management decision support system offers the user a choice: if you go to the right, you will reap the harvest, if you go to the left, you will lose your horse. In the most literal sense of the word,” said Denis Serdechny, associate professor of the Department of Innovation Management at the State University of Management, head of the Laboratory of Convergent Expertise and Assessment of Technology Maturity, and candidate of technical sciences.

    A technological stack will be assembled at the request of state or private farms, which in addition to unmanned combines, seeders, drones, automatic irrigation systems and other devices will include products of modern agricultural technologies. The management system takes into account the possibility of integrating several farms to create a corporate effect. Reporting will be generated and sent to the Ministry of Agriculture automatically, thus creating a database of objective data and not burdening farmers with unnecessary work. The digital village will operate based on the principles of precision farming, when, for example, drones scan apples on trees, assess their condition and collect only ripe fruits, leaving the rest to ripen. This will significantly increase the efficiency and productivity of each individual farm, and in the future, at the national level, it will potentially give a significant multiplier effect.

    However, the task set by the SUM scientists is much larger. The digital village is the first level. The global idea is to create a huge digital platform for the entire agriculture of the country.

    “We are developing a concept for such a platform, where all participants in agricultural processes will find their place. In essence, such agricultural State Services,” says Denis Serdechny. “The user goes there, chooses his role: farmer, investor, producer, monitor on the part of the state, who will be able to evaluate the efficiency of spending budget funds. The farmer controls the work processes through the platform. And the investor can see in which region what crop is needed, what level of investment is required for this, what equipment is needed, in what quantity, what seeds. That is, it is also an intelligent decision support system, akin to a computer game in the genre of economic strategy – the user chooses the necessary parameters and his agricultural business is assembled on a turnkey basis. To do this, you do not have to be an expert in the field of agriculture.”

    The system is not being built from scratch; the necessary competencies are acquired from specialists who will train the system’s artificial intelligence. The platform will be loaded with existing databases on meteorological observations, aerial reconnaissance, soil science, and other necessary information. The system will also offer, for example, leasing companies, so that the investor does not necessarily have to purchase equipment. Service providers will also be able to use the system to track the operation of their fleet.

    A grant from the Ministry of Science and Higher Education of the Russian Federation for the implementation of a major scientific project “Ensuring food security of the country based on the creation of software and hardware complexes and intelligent platform digital solutions in the field of development of agro-industrial technologies of the full life cycle” was won by the State University of Management in the spring of 2024. This project is designed until 2026 and is currently in the active stage of development.

    A group of almost three dozen specialists from the State University of Management is developing an economic model of a new generation agricultural enterprise and a complex of its technological support. The SUM develops management, economic and digital models.

    To create digital twins of agricultural enterprises and subsequent processing of data from the fields, artificial intelligence tools and supercomputer power will be used. The equipment has already been purchased and is located on the territory of the State University of Management.

    Udmurt State University will provide technologies for recycling and closing the production cycle of agricultural enterprises. Waste from factories and plants, as well as expired products from stores, will be returned to the fields as fertilizers, rather than being disposed of, which will have a positive effect on the environment and will allow saving some budget funds.

    The Omsk AMC will become a test site for testing this technology. It is engaged in the entire cycle of work: field preparation, sowing, monitoring, harvesting. Including tracking weather changes, for which it recently purchased a weather station. Several special areas have already been allocated there for the digital village project.

    The system will be launched in test mode this year. The project is designed to last until 2026, but Denis Serdechny believes that this is only the first step towards implementing a federal-scale project. Interaction with global market players has already begun. Some of the largest Russian banks are interested in the results of the project, ready to provide their data centers for data processing, buy and distribute the finished digital product.

    Moscow parks have long been a place of attraction for residents. Lectures, excursions, master classes and even open-air film screenings are held here. This year, 14 Moscow parks will celebrate their anniversaries – many of them will be over 50 years old.     Center of cultural life

    This year is special for Tagansky Park, located on Taganskaya Street (40–42 buildings) — it is turning 90 years old. It was founded in 1934 at the N. I. Bukharin Workers’ Club and immediately became the center of cultural life in the Tagansky District. In 1957, the Zenit Cinema was built on the site of the old club, housing a concert hall. At the same time, amateur art and applied arts clubs for children and adults opened here.

    The history of Tagansky Park is connected with the names of outstanding residents of the capital. For example, football players Konstantin Beskov and Alexey Khomich, USSR tennis champion Nikolay Ozerov and Olympic figure skating champion Irina Rodnina began their sports careers here.

    After the Great Patriotic War, the park hosted meetings with heroes of the Soviet Union, military-patriotic gatherings, competitions and holiday concerts. In addition, jazz and brass bands, as well as dance evenings, were organized here. The park hosted major festivals such as the Musical Bazaar on Taganka, Beauty Will Save the World, Moscow Yard, Spring in Tagansky Park, Taganka Running Festival and many others. And sports clubs from the districts and the city competed at the stadium.

    In the early 2000s, the park began to actively work with children and teenagers. For example, a creativity center with a chamber auditorium was opened, where musical performances and festivals were held. Today, the park still hosts concerts, master classes and sports competitions. In the summer, guests practice yoga, bachata and zumba, and in the winter, ice discos are organized for them at the stadium, which turns into a skating rink.

    Tagansky Park pleases visitors with a variety of plants, for example, poplars, chestnuts, lindens, maples, ash trees, apple trees and a three-hundred-year-old pedunculate oak grow here, tulips and lilacs bloom in the spring. While walking through the park, you can meet starlings, thrushes, tits, wagtails and squirrels.

    On the territory of Tagansky Park there is a large fountain, an open stage, a rope park, children’s and sports grounds, a stadium with a football field, stands and running tracks, a creativity center, a physical education and health complex, a martial arts center, as well as a Museum of Tricks and Illusions.

    In 2012–2013, a large-scale reconstruction of the park’s territory took place, during which the stadium was transformed and new sports grounds and leisure facilities appeared.

    Tagansky Park includes the N.N. Pryamikov Children’s Park (Taganskaya Street, Building 15a, Building 1) — one of the first recreation areas in the city, the history of which began in 1775. The park is named after the hero of the October Revolution. In 2017, the landscape was updated, small architectural forms and new modern equipment were installed.

    Today, Tagansky Park is a cultural, leisure and sports center, a place for active recreation and leisurely walks. It plans to continue its traditions and open even more clubs for the younger generation.

    The first pleasure garden

    The Hermitage Garden was founded 130 years ago. It was the first pleasure garden in Moscow with gazebos, flowerbeds, a theater, a stage, coffee houses and pavilions. From 1830 until the end of the 19th century, it was located on Staraya Bozhedomka (now Durova Street). The garden reached its greatest prosperity when it belonged to the entrepreneur and former actor of the Maly Theater Mikhail Lentovsky. However, after his destruction, the garden fell into disrepair and its entire territory was built up. In 1894, a new life for the garden began – but in a different place. In just a year, the plot of land on Karetny Ryad, which was owned by the Moscow merchant Yakov Shchukin, turned from a wasteland into a blooming garden. Flowerbeds and paths were laid out there, trees and bushes were planted, and the theater building was reconstructed. At the same time, electric lighting, running water and a swimming pool appeared in the Hermitage.

    A year later, in 1896, one of the first film screenings in Russia took place in the garden – the townspeople were able to appreciate the invention of the Lumiere brothers. A performance by the famous American illusionist Harry Houdini was also a significant event.

    Fyodor Chaliapin, Leonid Sobinov, Antonina Nezhdanova sang on the stage of the Hermitage, and it was here that Sergei Rachmaninoff made his debut as a conductor. In 1898, the Moscow Art Theatre opened in the building of the Hermitage Theatre, where the play Tsar Fyodor Ioannovich was staged. Leo Tolstoy and Vladimir Lenin often visited the garden.

    After 1917, the garden was nationalized and then leased privately. In 1924, the theater building was occupied by the Theater of the Moscow City Council of Trade Unions, which was later renamed the Mossovet Theater.

    The Hermitage Garden survived the Great Patriotic War, and in the summer of 1945, it was reconstructed. Three years later, a summer concert hall was built on its territory, where Arkady Raikin, Klavdiya Shulzhenko, Lidiya Ruslanova performed and Leonid Utesov’s orchestra played. Vladimir Vysotsky also sang in the garden and the first game of “What? Where? When?” was held.

    The famous Moscow salon

    The history of the Vorontsovo estate, which has been around for five centuries, is no less interesting. The estate was first mentioned in the will of the Moscow Prince Ivan III. In 1640, the estate passed into the possession of the Repnin princes. However, all the buildings that have survived to this day were built at the turn of the 18th–19th centuries under Field Marshal Nikolai Repnin. At that time, the northern and southern wings, the greenhouse, the stable yard, the ensemble of the main entrance and the Church of the Life-Giving Trinity were erected.

    During the Patriotic War of 1812, a hot air balloon was developed at the estate under the direction of the German mechanic Franz Leppich.     Today, the Vorontsovo estate is a monument of landscape gardening and architecture with an area of 40.7 hectares. On its territory there is a cascade of ponds, an oak grove, Italian and Chinese gardens. The park has playgrounds, attractions, outdoor cafes and skating rinks. The estate often hosts city festivals and quests, flash mobs and exhibitions. Sports activities and excursions are also organized here.

    The Tsar’s residence in the south of Moscow

    Another historical park in Moscow is the Kolomenskoye Museum-Reserve. Kolomenskoye was first mentioned in the spiritual charters of Prince Ivan Kalita. Over time, this place turned into a famous grand ducal, royal and imperial residence.

    The names of representatives of the royal dynasties of Rurikovich and Romanov are associated with Kolomenskoye. Among them are Dmitry Donskoy, Ivan III, Vasily III, Ivan the Terrible, Alexei Mikhailovich the Quietest, Peter I, Catherine II and many others.     Sokolniki Park is another favorite place for Muscovites to take walks since the end of the 19th and beginning of the 20th century.     Yuri Trutnev launched the energy center in Chukotka

    A ceremonial launch of the energy center was held in the city of Bilibino in the Chukotka Autonomous Okrug. The new facility was launched by Deputy Prime Minister – Presidential Plenipotentiary Representative in the Far Eastern Federal District Yuri Trutnev. The Governor of the region Vladislav Kuznetsov took part in the launch of the new facility at the energy center site.

    “I congratulate everyone on the launch of the energy center in the city of Bilibino! First of all, I want to thank everyone who participated in the construction: those whose work created the facility, which, together with the floating nuclear power plant, creates the contours of the new energy system, replacing the decommissioned Bilibino NPP. Chukotka is one of the regions of Russia with extreme climatic conditions. Energy is of particular importance for the region with its low temperatures. The entire energy system must operate reliably and without interruptions. Not only the quality of life here, but also the very life of people directly depends on this. Therefore, thank you to the builders, thank you to everyone who took part in the creation of the energy center. Let’s launch it,” said Yuri Trutnev.

    The energy center will gradually replace the Bilibino NPP, which provides heat and electricity to the city of Bilibino with a population of about 5.5 thousand people, as well as large mining and gold mining enterprises in Chukotka. During the implementation of the project, about 300 new jobs will be created.

    “This is a major event for our Chukotka Autonomous Okrug. From 2025, the energy center will be the main heat source for the residents of Bilibin, which will ensure the functioning of the entire Chaun-Bilibinsky energy hub. The work has been underway since 2019 in the difficult conditions of the Arctic zone. During construction, we took into account the permafrost factor, low temperatures, increased wind and snow loads. During the work, we managed to successfully resolve the issue of import substitution of components. I would like to thank the federal government for your support, you, Yuri Petrovich, everyone who provided assistance to the region at the federal level. I thank everyone who was involved in the construction of the energy center,” Vladislav Kuznetsov addressed the ceremony participants and asked Yuri Trutnev to give the order to launch the facility.

    Governor of the Chukotka Autonomous Okrug Vladislav Kuznetsov, head of the Bilibinsky District Evgeny Safonov, deputy director of JSC Chukotka Trading Company Dmitry Ivanov together pressed the “start” button, after which the energy center equipment was put into operation. The total installed thermal capacity of the facility will be 66 MW, and the total installed electrical capacity will be 25 MW.

  • MIL-OSI Russia: IMF Executive Board Concludes 2024 Article IV Consultation with Brunei Darussalam

    Washington, DC: The Executive Board of the International Monetary Fund (IMF) concluded on September 16, 2024 the Article IV consultation[1] with Brunei Darussalam on a lapse-of-time basis[2].

    Brunei’s real GDP rose by 1.4 percent in 2023 after two years of recession, mainly driven by the non-oil and gas (O&G) sector and the earlier-than-anticipated production from the new Salman oil field in Q4 2023. Inflation fell, reaching 0.4 percent in 2023 compared to 3.7 percent in 2022, supported by the easing of post-pandemic supply chain disruptions, the softening commodity prices, as well as large subsidies and price controls. The fiscal and external position deteriorated in 2023 reflecting weaker O&G production and prices. The current account was also impacted by higher service imports and net income outflows. The banking sector remains stable, liquid, and well capitalized with declining non-performing loans. 

    The recovery is anticipated to continue and risks to the outlook are broadly balanced. Growth is forecasted at about 2.4 percent in 2024 on the back of expected increase in O&G production, including from the new offshore oil fields and rebound in downstream sector, while domestic non-O&G non-tradeable sector growth is expected to plateau. Inflation is expected to remain unchanged at 0.5 percent in 2024, and fiscal and external balances would stabilize alongside O&G prices. Near-term risks tilted downward due to external factors and O&G production challenges. New O&G field discoveries would provide significant upside, while accounting for decarbonization pressures. Structural reform implementation, with product diversification and technological advancement, could boost productivity, but economic and social challenges would remain with adoption of artificial intelligence.

    Executive Board Assessment

    In concluding the 2024 Article IV consultation with Brunei Darussalam, Executive Directors endorsed staff’s appraisal, as follows:

The stronger-than-expected growth turnaround was supported by a new O&G field coming to stream in late 2023, a high interest rate environment and post-pandemic momentum boosting finance, transport, and hospitality. However, persistent O&G production challenges and maintenance related disruptions in downstream activities along with lower O&G prices weakened the fiscal and external positions in 2023. Consequently, the external position for 2023 remained substantially weaker than suggested by fundamentals and desirable policies and the output gap is assessed to be negative. Disinflation continued mainly due to easing supply chain disruptions and the softening of commodity prices, aided by continuing large scale subsidies and price controls.

    The narrowing output gap, O&G revenue uncertainty and long-term decarbonization trends warrant a prudent fiscal stance, while protecting the vulnerable and public investment. While the use of fiscal buffers in FY 2023/24 was appropriate in view of the cyclical position and to support economic recovery, restoring fiscal buffers through growth-friendly fiscal consolidation should be prioritized going forward. This will require enhanced revenue generation, and could be supported by a low-rate carbon tax, and expenditure rationalization—including via more targeted subsidies.  These efforts should be guided by a fiscal consolidation plan with clear fiscal targets. Plans to establish a MTFF and fiscal anchors, strengthening fiscal risk management and transparency are welcome.

    The currency board arrangement with Singapore is sound and has played a key role in supporting Brunei’s macroeconomic and financial sector stability. Efforts to improve monetary operations, by including Singapore’s interbank transactions in its analysis to understand the influence of Singapore’s policy rates since January 2024, and continuing to narrow the corridor by raising the SFDR, integrating I-bills into the Asset Maintenance Ratio and launching a website for better communication on monetary policies, are welcome. Enhancing inter-agency cooperation regarding the issuance and management of sukuks will be helpful. Over the medium-term, the BDCB is encouraged to build internal capacity in liquidity forecasting to calibrate the issuance of the I-bills and consider establishing a single treasury account. 

    The financial sector remained stable with strong capital and liquidity buffers. Systemic risk is assessed to be contained. Careful tracking of credit growth in both offshore and domestic personal loans is warranted, as declining oil prices could pose risks, despite low NPLs. Ensuring that that the foreign loans continue to be invested in highly credit-rated assets will help to mitigate credit risk. For domestic lending, continuing to deploy prudential measures like capping the Total Debt Service Ratio, assessing unsecured personal loan exposure, and maintaining NPL standards are welcome measures. Authorities are encouraged to stay on track with plans to implement Basel III standards for better liquidity management by the end-2024. Implementation of stress tests is recommended, while considering stress testing for climate transition and physical risks. Efforts to further strengthen prudential frameworks, develop a long-term sukuk markets, green taxonomy and unify disclosure standards, and to improve AML/CFT effectiveness will help to deepen markets, and support long-term green projects. The authorities’ commitment to continue implementing the recommended actions in the APG’s Mutual Evaluation Report is welcome.

    The authorities’ commitment  to ambitious and sustained structural reforms will be critical to ensure growth and diversification, including by transitioning to a low-carbon economy.  Reaching the authorities’ net zero emissions goal by 2050, will require continued development of  the non-O&G sector, including through adoption of green technologies. Continued skill development, while addressing AI-related challenges and closing structural gaps in the first-generation reform areas (external sector trade facilitation, improving business regulation, and governance) vis-à-vis top peers, will be key to facilitate FDI and PPPs. Completing the 2025 National Adaptation Plan and a Climate Vulnerability Assessment should support the prioritization of adaptation strategies.

    Data provided to the Fund has some shortcomings that somewhat hamper surveillance and data quality should be strengthened. Steps are needed to close the identified data gaps in national income, prices, external and fiscal sectors. Efforts for improving external sector data through a survey to better gauge trends in errors and omissions, and payables/receivables and strengthening public financial management (PFM) to build more transparent and accountable fiscal systems and aligning these further with GFSM (2014) are welcome, as are plans to enhance dissemination via the Fund’s e-GDDS portal.

    Deputy Prime Minister Vitaly Savelyev opened the movement of unmanned cargo transport along the entire M-11 Neva highway as part of the International Forum of Digital Technologies in Transport and Logistics “Digital Transportation – 2024”, which is taking place on the territory of the Lomonosov cluster in Moscow.

    The Deputy Prime Minister also inspected the forum’s exhibition display, where leading domestic developers presented their software products that are widely used in the Russian transport sector.

    “Today, the transport industry is a leader in the implementation and use of digital solutions in all areas. This allows us to increase the economic efficiency of transportation, improve the quality of passenger service and speed up the delivery of commercial cargo, and most importantly, provide additional security guarantees for consumers of transport services. We have something to be proud of in terms of creating competitive digital products, and we must remain at the forefront of digital processes. This became possible thanks to the coordinated work of the transport complex team and leading domestic developers,” said Vitaly Savelyev.

    Opening the movement of unmanned trucks, Vitaly Savelyev recalled that the first vehicles began running along the M-11 Neva highway in the summer of 2022 as part of the Unmanned Logistics Corridors project proposed by the Ministry of Transport and businesses in the spring of 2021. The initiative was supported by the Government and included in the approved list of initiatives for the socio-economic development of Russia until 2030. By the end of this year, the fleet on the route will consist of 43 vehicles, and in 2025 it will increase to 93 vehicles.

    The growth rate of corporate lending remained high (1.9% in August, 2.3% in July). Funds were attracted by companies from a wide range of industries, mainly for working capital financing.

    Mortgages, according to preliminary data, grew by a moderate 0.9% (0.7% in July). A slight increase was shown by the issuance of both market and preferential mortgages, where about 90% fell to the “Family Mortgage”.

    Amid rising rates and tighter macroprudential regulation, consumer lending continued to slow, growing 1.3% in August after 1.4% in July.

    Household funds in banks are actively growing (1.3%; in July: 1.1%), especially in term deposits in rubles due to high rates. Legal entities’ funds also increased (1.3%; in July: 1.6%), mainly ruble balances of exporting companies grew.

    The banking sector’s profit (adjusted for dividends from subsidiary banks) amounted to 435 billion rubles, having increased mainly due to positive currency revaluation caused by the decline in the ruble exchange rate against the euro and the dollar.

    A dialogue about the future of microelectronics in Russia took place between the head of the Ministry of Education and Science Valery Falkov, the president of the Russian Academy of Sciences Gennady Krasnikov and participants of the 6th School of Young Scientists, which this year is working within the framework of the forum “Microelectronics-2024”.

    The School of Young Scientists is a unique project, the participants of which are aspiring and established microelectronics specialists from more than 80 universities and scientific organizations.

    One of the main topics of the conversation was the training of highly qualified personnel for the industry. The head of the Ministry of Education and Science noted that cooperation between universities and industrial partners plays an important role in solving this problem. This allows students to be involved in solving practical problems for the industry already at the training stage, offering them to work on equipment that is currently used in the real sector.

    In mid-September, the award ceremony for the winners and prize-winners of the Interregional Competition “Book of the Year: Siberia – Eurasia – 2024” took place on the main stage of the “Book Siberia” festival. More than 500 publications took part in the competition, and the geography of the competition covered 37 cities of the Far East, Siberia, the Urals, the European part of Russia, and the Republic of Belarus. Books of the Publishing and Printing Center of NSU received three certificates and five diplomas in the following nominations: “Best Scientific Publication in Earth Sciences”, “Best Scientific Publication in Economics and Management”, “Best Scientific Publication in Historical Sciences”, “Best Scientific Publication in Culture and Art”, “Best Educational Publication in Physics and Mathematics and Programming”, “Best Educational Publication in Natural Sciences”, “Best Scientific Publication in Philology”, “Best Biographical Publication”.

    NSU publications were also highly appreciated at the oldest all-Russian competition “Best Books of the Year” of the Association of Book Publishers of Russia (ASKI). Fedoruk (“Best educational publication for higher education”) were awarded diplomas.

    Peter the Great St. Petersburg Polytechnic University has signed an agreement with the Management Company “Complex Energy Development Holding” (KER-Holding) for the production of a direct laser growing complex.

    As part of long-term cooperation with KER-Holding, employees of the research laboratory “Laser and Additive Technologies” of the Institute of Mechanical Engineering, Materials and Transport (NIL “LiAT” IMMiT) SPbPU restored elements of imported and domestic gas turbine engines. Some of the repaired components have already worked for 12 thousand hours. After comprehensive studies, the parts were approved for further use.

    The laboratory staff demonstrated the ability to effectively solve the problems of restoring complex parts from superalloys. The developed technology significantly extends the service life of the equipment. The laboratory confirmed its reputation as a reliable partner in the field of restoring critical parts of power plants, – noted the director Institute of Mechanical Engineering, Materials and Transport Anatoly Popovich.

    As a result of fruitful cooperation, the partners chose SPbPU as a supplier of the direct laser growth installation. The sealed chamber of the technological complex is equipped with systems for creating, monitoring, maintaining and recirculating an inert atmosphere with excess pressure. The supply of equipment in the field of additive laser and welding technologies is carried out with a set of spare parts, personal protective equipment, transfer of the technological process, warranty and support.

    Documentary confirmation of long-term cooperation between our laboratory and KER-Holding is very important for each employee of the department. Signing the contract for the production of a direct laser growth complex once again emphasizes the high level of trust of industrial partners in our competencies in the field of laser and additive technologies, – emphasized the head of the Scientific Research Laboratory “LiAT” of the Institute of Metallurgy and Technology of St. Petersburg Polytechnic University Mikhail Kuznetsov.

    Students of the State University of Management took part in the Student Media Gathering “Our Values” in the Senezh Management Workshop, where they became finalists in the social video competition.

    The gathering will take place from September 14 to 18, 2024. More than 150 representatives of student media from 25 regions of Russia, as well as guests from 16 countries, took part in it: Argentina, Vietnam, India, Egypt, Iran, Turkey, Italy and others. The State University of Management was represented at the gathering by the head of the General Press SUM (GPS) media club Ekaterina Lavrova, deputy head of the media department of the IOM Student Council Valeria Lebert, and the head of the Garnet case club Larisa Sokolova.

    The program of the event included lectures, master classes, cultural evenings and open dialogues with famous speakers, such as Deputy Minister of Science and Higher Education of the Russian Federation Konstantin Mogilevsky, Director of the Information and Press Department of the Ministry of Foreign Affairs of the Russian Federation Maria Zakharova, Head of the Media Monitoring and Analysis Department of the Press Service of the Federation Council Olga Anderson and others.

    During the five days of the event, each team had a task – to create a social poster and a social video on one of the 17 topics prepared by the organizers. Our students were given the topic “Service to the Fatherland and Responsibility for Its Fate” during the draw. Despite all the difficulties and sleepless nights that the girls faced, they coped with the task and reached the final of the competition works, where they were assessed by Deputy Minister of Science and Higher Education Olga Petrova and Director of the Department of Information Policy and Comprehensive Security Andrey Tolmachev.

    Deputy Head of the Media Department of the IOM Student Council Valeria Lebert shared her impressions after the Gathering: “Having attended the Gathering of Student Media “Our Values” in Senezh, I realized how powerful the young generation is now. Everyone defends their position and goes all the way, showing stunning results. This was my first experience of such trips, and I want to call it successful. Thanks to the girls, the organizers and the State University of Management for such an opportunity and a great time!”

    The head of the case club Larisa Sokolova also gave a comment: “During the five days spent in Senezh, I rethought many things.     On September 20, a delegation from the Vietnam Academy of Science and Technology (VAST) visited the Higher School of Economics. Rector Nikita Anisimov and President of the Academy Van Minh Chau discussed promising areas of cooperation in education and science. Heads of departments and areas of the HSE presented the opportunities that the university provides to international students and scientists.

    Welcoming the guests of honor, Nikita Anisimov recalled that Vietnam is a priority partner of Russia in the Asia-Pacific region. Bilateral relations are developing successfully, and it is the only country in Southeast Asia that Russian President Vladimir Putin has visited six times.

    The rector emphasized that the university has the necessary competencies for effective cooperation with the academy and its institutes in each of the areas in demand in Vietnam. In June of this year, on the sidelines of the state visit of the President of Russia to Vietnam, a memorandum of understanding was signed between the National Research University Higher School of Economics and the Institute of Mathematics of the Vietnam Academy of Science and Technology, as well as an additional agreement to it.

    Nikita Anisimov spoke about the Higher School of Economics, emphasizing that it is the only Russian university included in the top 35 young universities in the world. HSE students demonstrate outstanding success in international programming and mathematics competitions.

    The rector focused on the attractiveness of HSE for international students (the university has over 5,000 students from more than 100 countries), cooperation with RAS institutes, publications in leading scientific journals, and developments in the field of AI.     Van Minh Chau spoke about the Vietnam Academy of Science and Technology. It was established in 1975, immediately after the end of the war, and now consists of about 40 divisions – departments, institutes, centers, and two universities. The academy is subordinate to the government of the country, conducts both fundamental and applied research, and develops new technologies. Among the key areas are biotechnology, ecology, computer science and AI, space research.

    The President of VANT reported that, like Nikita Anisimov, he is a graduate of Moscow State University (he graduated from the Faculty of Chemistry and specializes in biochemistry). He expressed hope that the Academy and HSE will establish cooperation and one of its formats will be joint educational programs, when a student studies alternately in Russia and Vietnam.

    The deans spoke about the potential of their faculties Faculty of Biology and Biotechnology Alexander Tonevitsky, Dean Faculty of Computer Science Ivan Arzhantsev, Dean Faculty of Geography and Geoinformation Technologies Nikolay Kurichev.     Summing up the negotiations, Van Minh Thiau proposed to prepare a general agreement on cooperation between the two organizations, which would then be supplemented by annexes on cooperation between faculties and institutes. He also invited Russian colleagues to visit Vietnam.

    “Vietnam is a wonderful country, and I am glad that we will expand our cooperation. Science is the most important part of the life of any university, and today our university has become a little stronger because such wonderful scientists have come to visit us,” concluded Nikita Anisimov.

    Leonid Nikolaev, a first-year master’s student at the Faculty of Environmental Engineering and Urban Management at SPbGASU, has been elected Chairman of the Student Council of St. Petersburg. This high recognition is a continuation of his successful experience in student self-government. As a bachelor’s student, he headed the student council of our university and, as he admits, is now ready to take the city’s student council to a new level.

    “I plan to intensify the work of the student council and make it more open to all students in the city. I am well aware of their current problems concerning transport, scholarships and benefits. I am confident that together with the city leadership we will be able to resolve them. The list of priority tasks also includes the development of professional communities, the organization of master classes, trainings, meetings with business representatives, which will allow students to develop professionally. By modernizing media channels and conducting regular surveys and meetings, we will improve communication between students and the council. We will support student initiatives, create conditions for the implementation of new projects that will benefit the entire student community,” Leonid shared his plans.

  • MIL-OSI Russia: Denis Manturov took part in the forum “Microelectronics”

    First Deputy Prime Minister Denis Manturov took part in the plenary session of the Microelectronics-2024 forum. The 10th anniversary Russian Microelectronics Forum is being held on the Sirius federal territory from September 23 to 28.

    At the plenary session, Prime Minister Mikhail Mishustin addressed the forum participants with a greeting. The plenary session was opened by the President of the Russian Academy of Sciences Gennady Krasnikov. Government representatives, heads of federal executive authorities, scientists and the industry community discussed plans and prospects for the development of the Russian electronics industry, innovative approaches, scientific achievements, as well as upcoming changes in government regulation.

    In particular, Denis Manturov spoke about plans to extend tax breaks for electronics industry organizations, expand them to electronics engineering enterprises, and possibly return to advance payments of up to 80% for government contracts in the field of electronics engineering.

    “As for advance payments, it is no secret that up to 100% [is advanced – IF] even today when signing and implementing contracts within the framework of state defense procurement, including for electronic products. And for civil ones, the bar has indeed been lowered to 50%. Taking into account the key rate, we have already discussed this issue today. We will formalize this approach, and I will give the corresponding instruction to the Ministry of Finance and Anton Andreyevich Alikhanov so that colleagues can promptly prepare such a decision and submit it to the Government,” he said, answering a question about the prospects for moving to advance payments of 80% of the contract value when purchasing electronic equipment. “I am sure that this can be a good help, especially today, given the high interest rate on loans,” the First Deputy Prime Minister added.

    During the Microelectronics forum, Denis Manturov also presented state awards to outstanding workers in the electronics industry: the Order of Friendship, the Order of Military Merit, and the Order of Merit for the Fatherland, 2nd class.
