    From September 17 to 21, the final of the high-tech championship was held in Veliky Novgorod. It gathered students from colleges and technical schools from 80 regions of Russia and 16 foreign countries at the Innovative Scientific and Technological Center “Intellectual Electronics – Valdai”.

    The tournament is held as part of the All-Russian Championship Movement for Professional Skills. In addition to the competitive part, a business program was prepared with the participation of representatives of federal and regional authorities, businesses, and educational institutions. Experts discussed the introduction of modern technologies, qualifications, and training of future specialists, taking into account global trends. The panel discussion “Russia’s Human Resources Potential: Forming Future Specialists for Technological Leadership” raised issues of necessary competencies for graduates, attracting them to industrial enterprises, and integrating personnel training systems with business. One of the speakers at the session was Dmitry Tikhonov, Vice-Rector for Continuing and Pre-University Education at SPbPU.

    He noted that the key focus is now on practice: university graduates must be ready to solve real business problems. Therefore, educational programs are in demand, where students solve cases from enterprises, work on specialized software, have the opportunity to do an internship in partner companies. Enterprises that are involved in the educational process also have advantages – it is much easier for them to recruit for the necessary positions and adapt employees. Currently, SPbPU implements corporate Master’s programs and professional training in the 3rd and 4th years for internships and employment.

    Dmitry Vladimirovich also spoke at the foresight session “Consortium: a driver for the formation of future competencies.”

    “Our task together with enterprises is to be able to adapt real tasks and research for schoolchildren as well,” the vice-rector is confident. “This must be done promptly and taking into account the level of training. Therefore, the university’s efforts are also aimed at career guidance for schoolchildren, holding competitions, olympiads, conferences and full-fledged educational programs for them.”

    Director of the Center for Continuing Professional Education of the Advanced Engineering School “Digital Engineering” SPbPU Sergey Salkutsan participated in several sessions. One of them touched upon the topic of technological sovereignty in the field of unmanned aircraft systems. Sergey Vladimirovich presented two developments – simulators “Lean Production” and “New Industrial Challenge” for testing various technological solutions. Also at one of the sessions, the director of the Center for Continuing Professional Education of the Advanced Engineering School SPbPU shared the experience of training personnel for the high-tech industry at the Polytechnic University using the example of master’s programs with industrial partners.

    At the session “Technological teams: you can’t buy them, you can’t grow them,” Sergey Salkutsan spoke about how SPbPU PISh forms student teams for various projects and emphasized

    the importance of an interdisciplinary approach and the presence of competencies among team members to achieve the best result. And Deputy Head of the Directorate of Continuous Education and Marketing Communications Ivan Kurta shared the experience of industry partnership at the Polytechnic University in the context of additional professional education. This approach allows students, employees and teachers to obtain the most relevant industry knowledge directly from employees of large enterprises and build their own development trajectory.

In 2003, at the international animation festival in Tokyo, “Hedgehog in the Fog” was recognized as the best cartoon of all time and peoples. In total, the film has more than 40 awards.

    The Committee on Standards for the Activities of Credit Institutions approved the Standard for the Protection of the Rights and Legitimate Interests of Mortgage Borrowers, agreed upon with the Bank of Russia.

    The main goal of the document is to minimize the spread of high-risk mortgage lending schemes and to ensure that banks provide borrowers with more detailed information about the terms of the loan and the risks associated with it.

    The standard, in particular, is aimed at preventing cases when banks send funds issued under a mortgage loan not to an escrow account, but to a letter of credit, where they then remain for a long time and are not used for their intended purpose. A ban on long-term placement of funds of mortgage borrowers in letters of credit will reduce the risks of citizens, since in letters of credit, unlike escrow accounts, funds are not protected by the deposit insurance system.

    The down payment cannot include the amount that will be returned to the buyer after purchasing the apartment (cashback). The purpose of these requirements is for the buyer to pay the down payment using his own funds, since the less of them, the higher the risk that he may overestimate his strength and ultimately lose both the money and the apartment.

    The bank will not have the right to receive compensation from the seller (developer) for setting a reduced interest rate on a mortgage if this leads to an increase in the price of the property.

    The mortgage standard sets out the principles for determining the terms of a mortgage agreement, and describes what the lender must take into account when determining the loan amount, term, possible fees, and other parameters. It is recommended to conclude mortgage loan agreements for a term of no more than 30 years and for an amount no higher than 80% of the fair value of the mortgaged item.

    The document also describes what information the bank is obliged to disclose to the borrower in an understandable form before concluding the agreement and what risks to warn about. The credit institution is obliged to answer the borrower’s questions about the mortgage loan and related services.

    The standard will become mandatory for banks from January 1, 2025 and will apply to contracts concluded after this date. From January 1, banks will also be required, when receiving a reward from a borrower for setting a reduced interest rate, to honestly inform him of the difference in the total cost of the loan, so that when making a decision, the borrower understands whether this service is beneficial for him. The bank will also have to return the unused portion of such reward in the event of early repayment of the loan.

    The government is gradually transferring the procedure for preparing regulations and draft laws to digital format. This was announced by Deputy Prime Minister – Head of the Government Staff Dmitry Grigorenko during a meeting of the commission on legislative activity.

    The Deputy Prime Minister reminded the state secretaries and other participants in the rule-making process that the Government Resolution on the launch of the state information system (GIS) “Rule-making” had been signed. This was an important step towards modernizing the process of developing legislation.

    By the end of 2024, it is planned to deploy the system in five federal executive bodies: the Ministry of Economic Development, the Ministry of Energy, the Ministry of Finance, the Ministry of Natural Resources, and the Ministry of Justice. And starting next year, it will be introduced into the legislative activities of all federal ministries and departments under the leadership of the Government.

    The GIS “Norm-making” is designed for joint work on draft federal laws and regulations online. This eliminates the need to send documents and provides access to the current version and preparation status.

    In addition, the system automates technical functions such as the formation of tables of disagreements and holding meetings. It also includes common standards and document templates, which allows departments to focus on content without being distracted by edits from the point of view of technical and legal execution of acts.

    Finally, the system provides a single document flow route, which guarantees traceability and control over the timing of preparation of draft federal laws, regulations, orders, decrees and other legal acts at all stages of their development and approval.

    The implementation of the GIS “Norm-making” does not provide for a regulatory reduction in the terms of document preparation. But it is assumed that the system will reduce the number of errors in the preparation of acts and legislative initiatives, and will also significantly affect the actual terms of their development and improve the quality of documents.

    In particular, the system provides for the use of artificial intelligence. In the future, the technology will be used to automate the procedure for correcting legal and technical errors, and automatically check the completeness of documents and their completeness.

    “We are creating a single digital space where ministries and departments will be able to work collectively on legal documents in real time. Thus, the preparation procedure will be 100% transparent. This is a new stage in improving the quality of legislative activity. The system allows you to control the entire process of document development online and promptly make the necessary changes. At the moment, it is being launched in test mode in five ministries, we will implement the system in stages,” said Dmitry Grigorenko.

    It was also noted that the GIS “Norm-making” has been piloted in the Ministry of Economic Development for over a year. The Ministry is the operator of the system and is responsible for its development and commissioning. To date, more than 100 draft acts have been prepared using the system.

    The State University of Management signed an agreement with the N.D. Zelinsky Institute of Organic Chemistry of the Russian Academy of Sciences.

    The document was signed by the rector of the State University of Management, Doctor of Economics Vladimir Stroyev and the director of the Institute of Organic Chemistry of the Russian Academy of Sciences, Corresponding Member of the Russian Academy of Sciences, Doctor of Chemical Sciences Alexander Terentyev.

    The University and the Institute will cooperate in the field of fundamental, exploratory and applied scientific research in the field of chemistry, as well as carry out activities related to innovative scientific research and technological developments. Joint participation in competitions and grants is also envisaged.

    “The signing of the agreement is a logical continuation of the course taken by our university to develop engineering competencies in future managers. We have already concluded cooperation agreements with Avtodor-Engineering, Transmashholding, Mercator Kaluga, and an inter-university student design bureau is operating,” said the rector of the State University of Management.

    After the signing ceremony, the delegation of the State University of Management was given a tour of the Institute. The delegation of the State University of Management also visited the Youth Laboratory of Synthetic Glycovaccines, where young researchers are engaged in obtaining diagnostic tests and 3rd generation carbohydrate vaccines for the detection and prevention of dangerous bacterial and fungal infections. A number of synthesized compounds are being studied as potential drugs for cardiology, oncology and hematology.

    In the near future, it is planned to develop and launch a joint network master’s program for TMH specialists, as well as interaction in the field of research and development in the field of agrobiotechnology and new preservation materials.

  • MIL-OSI Russia: Scientists from NSU and ICG SB RAS have developed a new approach to collecting, storing and analyzing information about wheat ears

    Scientists from NSU and ICG SB RAS presented a new approach to collecting, storing and analyzing information on the morphometric characteristics of a wheat ear. Students took an active part in the work on creating the SpikeDroidDB system Faculty of Mechanics and Mathematics of NSU, Faculty of Information Technology NSU, and also Mathematical center in AkademgorodokWork on this project was carried out with the support of the Russian Science Foundation, project No. 23-14-00150.

    The SpikeDroidDB information system allows storing digital images of the ear, annotating their phenotypic characteristics according to 14 important traits and provides a flexible query system for accessing data.

    Using SpikeDroidDB, a collection of F2 hybrid ears from a cross between the Australian soft wheat variety Triple Dirk and the Chinese wheat sample KU506 Triticum yunnanense was digitized and annotated. An analysis of the variability of the ears in shape, length and width was carried out.

    The structure of the ear is one of the most important features of cereals, associated with such economically valuable qualities as productivity, resistance to environmental factors and pests, ease of threshing. Ears differ in shape, size, density, awns, color, etc.

    For breeders and geneticists, such parameters as the number of grains in an ear, the thousand-grain weight, and others are of great importance. These characteristics are closely related to plant productivity. A useful selection feature is the shape of the grain and such characteristics of the ear as its type, length, profile, the presence or absence of awns, the number of fertile and sterile spikelets (i.e., grain content), ear fragility, and the properties of the glume. Collecting and describing these features manually is a labor-intensive and lengthy process.

    — Researchers at our laboratory have long been working on an important task aimed at replacing the measuring methods of geneticists and breeders with a ruler and a computer or mobile phone. We would like to make it so that scientists no longer have to manually measure plant parameters, but simply take a photo of a wheat ear, while observing a number of technical conditions, and then obtain the information they are interested in by uploading this photo to our database. When creating it, we worked with conventional image analysis, that is, with digital vision, and applied deep machine learning in terms of image recognition using neural networks, identifying individual features and classification, — said the leading researcher at the Laboratory of Evolutionary Informatics and Theoretical Genetics of the Institute of Cytology and Genetics of the Siberian Branch of the Russian Academy of Sciences, an employee of the Department of Information Biology Faculty of Natural Sciences, Novosibirsk State University Dmitry Afonnikov.

    The complexity of the researchers’ work was that it was based on digital images of ears. They serve as the initial data when applying automatic phenotyping methods. When developing them, an important task is an expert assessment of many plant characteristics for their further use in training and verification of computer algorithms. However, many morphological features of the ear are usually assessed qualitatively, not quantitatively. Very often, they do not have a quantitative assessment. Such features include the shape of the ear, its density, the color of the ear, the pubescence of the glumes, the type of awns, the color of the awns, the shape of the ear, brittleness of the ear and many others. Therefore, the use of digital image analysis approaches to describe the shape of the grain and ear, as well as their comparison with the assessments of the ear features made by expert breeders, became an important task for the developers.

    — In our database, we have collected over 10,000 digital images of ears and described their structure and properties so that genetic scientists can obtain all the data they need from a photograph — the size of the ear, its thickness, width, presence of awns, color of the ears, etc., essentially replacing conventional measurements with image analysis. And as a result, we obtain more characteristics, and they are also more accurate. In this case, the automated system has more capabilities than a person. If a person determines some parameters “by eye”, then computer vision records them more accurately and productively. With the help of computer analysis of digital images, we can determine hundreds of parameters of ears — both basic and their derivatives, and then use them to develop methods and classifications, as well as to assess productivity. Such technologies provide a high degree of automation of information collection, its storage in databases, integration with data on the genotype and environmental parameters, and create the basis for intelligent analysis of the information received. There is another important advantage: a digital description of the ear and its image will be stored in the database for as long as necessary, whereas a dried ear placed in a paper envelope may crumble, change color or deteriorate, and the sample will be lost, explained Dmitry Afonnikov.

    In the SpikeDroidDB system, several images can be associated with each ear. For each of them, the protocol by which it was obtained is indicated. For shooting, the developers used two protocols for obtaining digital images of mature ears. They chose a blue background as the most contrasting to the color of the ears and allowing you to easily separate the object from the background. Shooting of the ears was carried out in two versions: in the first, the ear is located vertically in front of a blue background, the second shooting option provides for a horizontal position of the ears on the glass above the blue background.

    Dmitry Afonnikov says that breeders and geneticists involved in developing new varieties of wheat are showing great interest in this development and are interested in working with it to automate painstaking and lengthy routine processes that require precision and concentration. Ms. Liu will succeed Ms. Rhoda Weeks-Brown and is expected to formally take up her appointment on October 7, 2024.

    “I am pleased to announce the appointment of Yan Liu as General Counsel and Director of the Legal Department,” Ms. Georgieva said. “I have informed the Executive Board of my intention to proceed with this appointment.”

    Ms. Liu joined the Fund in 1999 as Counsel and has risen through the ranks to Deputy General Counsel—the current role in which she leads key strategic initiatives to ensure that the Legal Department continues to fulfill its mandate and contribute to the Fund’s policy work and operations. Ms. Liu works to identify and manage actual and potential risks in key areas such as lending, central banking and payment systems, capital flows, non-performing loan resolution, public financial management, and capacity development.

    Additionally, as a well-recognized expert in sovereign debt, Ms. Liu has played a key role in shaping the Fund’s policies in this area and supporting the Common Framework and the Global Sovereign Debt Roundtable. She has also provided advice on the Fund’s role in facilitating orderly restructurings in countries such as Argentina, Greece, Ukraine, and Zambia. Furthermore, she was instrumental in the design and implementation of the Fund’s digital money strategy.

    “Yan brings to her new role over 25 years of legal expertise and deep understanding of the Fund policy and operations,” said Ms. Georgieva. “She is a thought leader and a trusted advisor who is also well known for her dedication to mentoring and supporting staff in their career journeys.     120 medical volunteers from different regions of the country gathered at the All-Russian seminar-conference on the development of medical volunteering in the field of preventive healthcare, which is being held from September 19 to 22, 2024 in Novosibirsk.     On behalf of the Government of the Russian Federation and on my own behalf, I congratulate all participants in the donor movement on World Bone Marrow Donor Day.

    In our country, more than a thousand patients require unrelated bone marrow transplantation every year.

    On September 1, 2022, on the instructions of Russian President Vladimir Putin, the Federal Registry of Bone Marrow and Hematopoietic Stem Cell Donors began operating. The authority to maintain and develop the registry has been assigned to the Federal Medical and Biological Agency, which has extensive experience and expertise in this area.

    With the support of the Government, funding has been increased for the typing of donors entering the register to timely expand the donor base. This has led to significant results. Thus, if in 2021 it was possible to provide bone marrow transplantation only to every second patient and doctors were forced to search for a donor in international databases, then by the end of 2023 we have already reached 75% of unrelated transplants from Russian donors.

    Since 2024, federal funding has provided for the full cycle of work – from donor recruitment to bone marrow procurement.

    In addition, the Government has initiated the issue and, since 2024, federal funding has been provided for the search for donors from international registries and the import of donor bone marrow into Russia, which completely removes the issue of providing our citizens with transplant material.

    Thanks to the availability of information about bone marrow donation, citizens are actively joining the registry in all regions of the country. There are now more than 400 thousand donors in it. And their number is increasing every day.

    I sincerely thank all donors of Russia and the world. Your mercy inspires, your noble act gives a chance for life to seriously ill patients, including children.

    I would especially like to note that donation unites complete strangers, groups, charitable organizations, volunteers, representatives of government and commercial structures and gives everyone the opportunity to show compassion and solidarity.

    I also congratulate the blood service specialists, volunteers, and partners of the donor movement. You are doing a great job by telling about the importance of bone marrow donation and involving others in this good mission.

    More than 71 thousand square meters of lawn and over a thousand square meters of flower beds will be laid out near the stations. In the fall, it is planned to plant more than 60 linden and maple trees, 4.1 thousand shrubs.
