  • MIL-OSI Russia: The GUU team took silver at the DATA Hackathon

    The team of the State University of Management received a second-degree diploma at the student DATA Hackathon, which was held in person on April 11-12, 2025 in Moscow. The guys had previously passed the correspondence stage of selection.

    In 2025, 19 teams from various regions of Russia competed for victory.

    The State University of Management was represented by students of the Applied Mathematics and Informatics and Applied Informatics training programs of the 2nd and 4th years of the Institute of Information Systems. The team was given the symbolic name “GUUCoders”.

    Students Ilya Potalainen, Klim Kartashov, Daria Osadina, Karina Ruzieva, Yuri Polyakov and their supervisor, Associate Professor of the Department of Mathematical Methods in Economics and Management Inna Kramarenko, spent two days developing and presenting a solution to a problem from the General Partner of the Hackathon, Arenadata – “Development of an analytical application to improve the efficiency of logistics in retail”.

    The expert jury included representatives of large companies, including the CEO of JSC Innocifra Sergey Myasnikov, the CEO of OOO Fabrika Datnykh Alexey Nikulin, the team leader of Loginom Nikolay Paklin, the director of work with universities at Arenadata Igor Petrov and the development director of JSC Neyroseti Olga Tomuk.

    At the Hackathon, the guys gained tremendous experience in solving practical problems on real datasets and demonstrated their mastery of using big data and artificial intelligence technologies.

  • MIL-OSI China: Local guides hold the untranslatable edge in China’s tourism boom

    Dan Niu, once confined to a cubicle crunching numbers at a Shanghai bank, now spends weekdays cycling through the city’s alleyways, leading foreign tourists past steamed bun stalls and hidden galleries tucked off the beaten path.
    “On our rides, we can stop anytime to chat with locals at breakfast spots or dance with retirees in public squares,” said Dan, whose cycling tours offer international travelers a half-day glimpse into everyday Shanghai, far from the usual tourist trail.
    Dan’s career shift reflects the boom in “China travel,” partly fueled by the continuous optimization of visa-free policies. To date, China has introduced unilateral visa-free policies for 38 countries, and implemented 240-hour transit visa-free arrangements for 54 countries.
    The impact has been striking. More than 20 million visa-free inbound trips were recorded in 2024, a 112.3 percent increase year-on-year, according to the National Immigration Administration.
    This inbound tourism boom has opened up opportunities for people with foreign language skills like Dan.
    GZL International Travel Service in Guangdong Province, south China, has expanded its multilingual guide team to around 30 people, including 14 new team members hired since late 2023, with English-speaking guides remaining the most sought-after.
    In an era of AI-powered instant translation, a tourist may travel to any foreign country without the need for a human translator. However, human connection remains highly valued. After all, while technology can translate, it cannot guide. The warmth of a smile and the bond forged in a shared moment still require a human touch.
    “What we’re seeing goes far beyond language assistance,” said Zhou Weihong, deputy general manager of Shanghai-based travel agency Spring Tour. Since the relaxation of visa policies, the agency has witnessed a growing influx of European and American tourists seeking immersive cultural experiences that standard itineraries often overlook.
    To meet this demand, the agency has included the 2025 Formula 1 Chinese Grand Prix in its tour packages, offering international visitors an exclusive combination of race event access and carefully curated Shanghai city experiences.
    Xu Junjie, a Japanese-speaking guide, has also observed a growing trend in demand for culturally distinctive experiences.
    “Alongside classic tours, visitors are increasingly drawn to quintessentially Chinese activities like tai chi and calligraphy,” Xu said. “Some even request tours of filming locations inspired by Chinese TV dramas.”
    Zhao Da, a Spanish-speaking guide, said Spanish tourist visitors tend to have different priorities. “Spanish tourists are captivated by China’s natural landscapes, with river cruises being their favorite,” Zhao told Xinhua. “Equally important is shopping for unique Chinese-style fashion items.”
    Even for the tourists from the same region, their interests can vary with their ages. Chen Junjun, an English-speaking guide in Shanghai, observed that elderly European tourists seek historical experience delivered with nostalgic warmth, while Gen Z travelers crave urban explorations, including the city’s hidden food gems and vibrant street culture. Therefore, Chen tailors itineraries to suit generational preferences.
    Xu Kai, another English-speaking tour guide, has seen a noticeable rise in visitors from South America. He also noticed that this year’s inbound tourism season started earlier than last year.
    Specializing in high-end travel, Xu curates personalized itineraries that offer visitors access to lesser-known, authentic experiences.
    “What surprises most guests is how different China is from what they expected,” Xu told Xinhua. “I often hear things like, ‘This isn’t what we imagined at all,’ or ‘seeing is believing.’”
    Though consulting tourist agencies remains a choice for many foreign travelers, popular Chinese social media platforms have become a thriving market where tourists discover potential tour guides. This is how Yami, a Russian-language graduate student, finds clients.
    Living in southwest China’s Sichuan Province, home of pandas and spicy hotpot, Yami obtained a tour guide certification in early 2024 and began offering services through Xiaohongshu, or rednote, a popular Chinese social media app.
    Yami receives a flood of inquiries through rednote. In the second half of 2024 alone, Yami led 16 Russian tour groups, and the schedule is already fully booked through June this year.
    For Yami, guiding is more than just a paycheck. “Through daily interactions, I learn about my guests’ lives back home. It feels like a study-abroad experience, with international visitors bringing the world to me,” Yami said.

    First Minister John Swinney has announced he will bring forward the Scottish Government’s legislative programme to ensure the country is as prepared as possible to secure its future in the face of the uncertainty facing the global economy.

    Speaking during a press conference at Bute House, the First Minister announced the Programme for Government will be presented to the Scottish Parliament on Tuesday 6 May 2025.

    It will set out the actions the Scottish Government will take to ensure resilience and deliver on the four core priorities to eradicate child poverty, grow the economy, tackle the climate emergency and ensure high quality and sustainable public services.

    The First Minister also set out plans to immediately begin work with key partners in the business community and trade unions to map out the actions required in Scotland, and the UK as a whole, to respond to emerging economic challenges and ensure the needs of the devolved nations are at the heart of UK decision-making.

    First Minister John Swinney said:

    “I know that this is a time of great uncertainty for people, that many families and businesses are worried about what global events will mean for them.

    “We face yet another storm, after almost two decades of knocks and challenges – the financial crisis, austerity, Brexit, Covid, the energy price spike following Russia’s invasion of Ukraine, the subsequent inflation spike. Each has weakened us in some way, but none has defeated us.

    “The Programme for Government will be laser-focused on delivery. It will set out what I believe my government can and will deliver for the people of Scotland over the coming year.

    “The economic headwinds are blowing strong across the Atlantic and they demand a response that is both immediate and measured. My Programme for Government will set out what practical steps we will take to strengthen our response to those headwinds and ensure Scottish business and our economy is positioned well to create jobs and grow the economy.

    “I want to make sure the UK Government understands where we need them to do much more to protect Scotland’s economic interests. As a result, I will be bringing together our key partners in the business community and the trades union movement on Wednesday to map out the actions we can take, here in Scotland, and which can be complemented across the UK, to respond to the emerging economic realities. That work will influence my government’s approach, and I want it to shape the response at a UK level into the bargain.

    “A Scotland that is wealthier, fairer, more resilient – that is my ambition. I want people feeling more confident about the future and more secure in the midst of the uncertainties, because they have a government that is fighting Scotland’s corner.

    Moscow is preparing to begin testing the new generation metro train “Moscow-2026”, said Deputy Mayor for Transport and Industry Maxim Liksutov.

    Denis Manturov took part in the plenary session of the Russian-Indonesian business forum “Russia-Indonesia: Partnership Strategy”.

    First Deputy Prime Minister of Russia, Chairman of the Russian-Indonesian Joint Commission on Trade, Economic and Technical Cooperation Denis Manturov arrived at the head of the Russian delegation to Indonesia (Jakarta). The working visit is taking place in the year of the 75th anniversary of the establishment of diplomatic relations between Russia and Indonesia and will last two days.

    On the first day of the visit, Denis Manturov took part in the plenary session of the Russian-Indonesian business forum “Russia – Indonesia: Partnership Strategy”. The forum participants discussed key issues of bilateral cooperation in trade and investment, industry, agriculture, energy, transport, tourism and creative industries. The forum was organized by the Roscongress Foundation jointly with the Indonesian Chamber of Commerce and Industry.

    Despite the difficult geopolitical situation, cooperation between Russia and Indonesia has continued to strengthen in recent years. “Work between our countries in all areas has not stopped. During this time, our trade turnover has increased significantly, to $4.3 billion last year,” Denis Manturov noted.

    The First Deputy Prime Minister noted that today Russia is implementing the tasks of ensuring technological sovereignty. First of all, in high-tech industries: transport engineering, shipbuilding, pharmaceuticals, space and other areas. At the same time, Russia is open to cooperation with reliable foreign partners, in particular with Indonesia. This concerns cooperation both in the trade and economic sphere, including energy, and in humanitarian areas.

    “I believe that today we have a favorable moment amidst global uncertainty – this moment has arrived, and it is especially felt in today’s business forum and discussions. The next step is to strengthen our trade. Yes, the volume of trade between our countries has increased by 30%, but this is not enough, we need more. And as President Prabowo instructed me, it is necessary to finalize the free trade agreement with the EAEU so that through it, it will facilitate the trade that both Indonesia and Russia need,” said Airlangga Hartarto, Coordinating Minister for Economic Affairs of the Republic of Indonesia.

    “Negotiations on a free trade agreement are underway, and I hope that the agreement will be signed by the end of the year. You know about the initiative of the United States of America to significantly increase foreign trade tariffs, this could give additional impetus to speed up the signing of the agreement,” Denis Manturov said, answering a question from Indonesian media after the session.

    “The Russia-Indonesia Business Forum, which brought together more than 500 entrepreneurs and government officials, became a platform for open and trusting dialogue between the government, business, and society of the two countries,” noted Alexander Stuglev, Chairman of the Board and Director of the Roscongress Foundation.

    At the end of the plenary session of the forum, the First Deputy Prime Minister invited his Indonesian colleagues to take part in the St. Petersburg International Economic Forum, the Eastern Economic Forum and the Innoprom International Industrial Exhibition.

    In the afternoon, Denis Manturov visited the Indonesian Badminton Association. Badminton is a national sport in Indonesia, and special attention is paid to its development here. Representatives of the Russian and Indonesian badminton associations told Denis Manturov about their plans for cooperation. Also during the visit, the best athletes of the Indonesian team demonstrated their skills during exhibition performances and held several friendly matches with members of the Russian delegation.

    The Ministry of Science and Higher Education of the Russian Federation summed up the results of the competition for the best organization of physical education and sports work among the country’s universities. The Polytechnic University became one of the five winners among the first category universities. 88 institutions from all over the country participated in the competition.

    The project “Strength of body and spirit: sports for the harmonious development of students”, developed by the sports club “Black Bears – Polytech”, includes a set of events in all areas of physical education and sports activities.

    Thanks to the grant, the Polytechnic will seriously upgrade its sports infrastructure. It is planned to renovate the assembly hall for dance, cheerleading and rhythmic gymnastics, replace the basketball backboards and flooring in the martial arts hall, and modernize the weightlifting and functional training halls. Special attention will be paid to the tug-of-war hall: this sport is becoming increasingly popular among students.

    Polytechnics will be able to participate in new sports events. The university will host all-Russian tournaments in laser combat, fencing, arm wrestling, karate and skateboarding.

    For fans of military applied disciplines, master classes in tactical and fire training will be held. At the educational intensive “School of the Black Bear”, future sports managers will understand how to organize events.

    Patriotic education will be an important part of the project. The traditional Victor Lyagin Run on Victory Day will unite students, teachers and families. In addition, a book dedicated to the history of student sports at the Polytechnic will be published.

    Prime Minister Mikhail Mishustin signed an order approving the Strategy of Actions in the Interests of Senior Citizens in Russia until 2030. It emphasizes the special importance of recognizing the merits and demand for the experience of older people, creating conditions for their self-realization and social activity, and also pays attention to issues of increasing the duration, standard and quality of life of such citizens, the availability of medical care and necessary services.

    The document is the result of joint work of the Government, public organizations and the expert community. The key mechanisms for its implementation are defined as the new national projects “Family” and “Long and Active Life”.

    The main objectives of the strategy include strengthening the value of family in society and respect for the older generation, increasing the financial security of older citizens, protecting their health and preventing diseases, introducing new methods of diagnosis and treatment, improving drug provision, extending active healthy longevity, creating conditions for realizing the personal potential of older citizens and expanding their participation in society, and developing infrastructure for a comfortable and safe life.

    The document contains a number of specific measures aimed at achieving the set objectives. Thus, in order to improve the quality of life and financial well-being of senior citizens, starting in 2026, indexation of insurance pensions will be carried out twice a year – from February 1 to the consumer price index for the previous year and additionally from April 1 taking into account the income of the Social Fund for the previous year.

    In addition, the strategy proposes to support entrepreneurial initiatives of senior citizens, develop forms of home-based, temporary, flexible and remote employment for them, create conditions to prevent discrimination against such citizens in the labor market and to continue their work after reaching retirement age, and develop mentoring, using their labor potential.

    Within the framework of the direction dedicated to protecting the health of elderly citizens, it is planned to improve the organization of medical care and increase its availability, including at home, implement an additional set of studies aimed at determining biological age and slowing down aging, develop drugs and biologically active supplements to prevent active aging of body cells.

    It is also proposed to improve preventive measures to prevent and detect diseases early, increase the coverage of medical examinations for older citizens, including by conducting them at home and ensuring continuity between medical care provided in outpatient and inpatient settings, and increase the availability of medical care for pensioners living in remote areas and rural areas, including through mobile medical teams to conduct medical examinations, medical examinations and medical observation.

    A number of the strategy’s activities are aimed at raising awareness among senior citizens about the most common cases of fraud, ways to protect against it, and personal safety measures.     Deputy Prime Minister and Presidential Plenipotentiary Representative in the Far Eastern Federal District Yuri Trutnev familiarized himself with the work of the new airport terminal building at the Petropavlovsk-Kamchatsky International Airport (Elizovo).

    Petropavlovsk-Kamchatsky Airport (Elizovo) is the main air gate of the Kamchatka Territory. The airport is certified according to the ICAO Category II meteorological minimum and guarantees the reception of airplanes and helicopters of any type. The length of the runway is 3.4 thousand meters and provides the ability to receive the largest aircraft.

    “The main thing is that people like the new terminal, that it is convenient, that it helps increase the tourist flow to the wonderful territory of Kamchatka. Some things need to be finished, but the terminal is working. It was a difficult, long and expensive construction, but the finish, in my opinion, was beautiful. We argued for a long time during the construction. The investor said that he wanted to build the most beautiful airport in Russia, but it was important that the construction be carried out with private funds, and not at the expense of the federal budget. In the end, the construction was completed. People are using the finished airport complex,” said Yuri Trutnev.

    The construction of the new airport complex began in December 2020. The first flights in the new building were received by Petropavlovsk-Kamchatsky Airport (Elizovo) on March 31 of this year. The new terminal increased the capacity of the airport, which made it possible to expand the geography of flights and increase the airport’s passenger flow. Since the start of its operation, the new terminal has received 126 flights and served more than 27.3 thousand passengers.

    The construction of a new airport terminal is the most modern and large-scale transport project in the history of Kamchatka. The previous airport building did not meet modern requirements and the needs of local residents and guests of the peninsula. Queues, cramped conditions and a limited range of services created discomfort for passengers. That is why the construction of a new modern terminal has become a priority task included in the people’s program for the development of Kamchatka Krai, which has been implemented since 2020 on the initiative of the Governor of Kamchatka Krai Vladimir Solodov based on requests from residents of the region.

    “The new airport is certainly a symbol of the Kamchatka Territory. After all, it is of key importance for our region: all residents can fly on vacation only through it. This means that the services that the airport creates are incredibly important to every resident of Kamchatka, including opening up new opportunities to expand departure routes. The airport is still in the process of opening new zones – retail, catering, hotels, we are also waiting for the onset of warm weather and the improvement of the territory, the creation of additional parking. This work creates certain inconveniences, including for residents. In particular, the airport still has to, as they say, live in the building. Make it cozy, provide for all the nuances – like sockets, hooks, additional navigation signs, and so on. All this sounds like trifles, but it is these details that create a feeling of completeness and comfort. We will work on this together,” said Vladimir Solodov.

    Thanks to the status of a resident of the Kamchatka Priority Development Area, the Far East and Arctic Development Corporation has provided external engineering infrastructure and built an access road to the construction site of the new airport complex.

    The area of passenger service areas in the new terminal is 33 thousand square meters, which is five times more than in the old terminal. The capacity has increased from 360 to 687 passengers per hour, and after the launch of the international sector, it will be 1,145 passengers per hour. The check-in area is equipped with 30 check-in counters: 15 counters for domestic airlines and 15 for international ones (the old terminal had only 12 counters).

    For the first time in Kamchatka, a scheme for moving passengers through closed galleries to the plane has been implemented, which is especially relevant for the harsh and changeable weather conditions of the region. In total, the terminal is equipped with five jet bridges with the possibility of increasing to eight.

    The baggage claim hall for domestic flights is located on the first floor of the terminal and is equipped with two baggage carousels. A separate lane is allocated for public transport on the station square, and a parking space is also equipped.

    “We have successfully implemented the first and most important stage of the project: the terminal began to serve passengers and provided them with a new level of service. Today, boarding and disembarking from aircraft is carried out via jet bridges, baggage is received in comfortable conditions, passenger check-in is carried out in a spacious hall, the number and area of cafes and shops have been increased. Unique innovations have been introduced, such as the ability to self-check in baggage,” said Evgeny Chudnovsky, General Director of the Management Company Airports of Regions.

    The airport complex will also include a 120-room hotel with an area of 11,000 square meters, located directly in the terminal building, with a service level corresponding to five stars, and its own spa area, as well as a modern multifunctional congress hall with an area of 650 square meters in the center of the terminal’s courtyard. The total area of the airport complex, which will include a hotel, congress space and trade areas, will exceed 50,000 square meters.

    “By the summer season, the improvement of the station square and the area around the terminal will be completed, during this year a five-star hotel and a multifunctional congress space for events will begin operating.     Researchers fromInternational Laboratory of Dynamic Systems and Applications HSE University – Nizhny Novgoroddeveloped a theory that allows us to prove with mathematical precision the existence of stable chaotic behavior in networks of interacting elements. The work opens up new possibilities for studying complex dynamic processes in neuroscience, biology, medicine, chemistry, optics and other fields.     In scientific terminology, chaos does not mean disorder, but dynamics that are extremely sensitive to the slightest changes. In such modes, the system’s behavior becomes unpredictable, which in some cases turns out to be useful. For example, in neuroscience, stable chaos helps prevent excessive synchronization of neurons and, as a result, epileptic seizures. In artificial intelligence algorithms, chaotic modes help improve the efficiency of learning.

    Chaotic dynamics are also used to describe behavioral and economic cycles and help make more accurate short-term forecasts. However, until recently, the question remained open: how to understand whether the observed dynamics are truly chaotic, or just a temporary phenomenon, followed by stabilization of the system?

    Scientists from the National Research University Higher School of Economics – Nizhny Novgorod, Professor Alexey Kazakov and postgraduate students Efrosinia Karatetskaya and Klim Safonov, together with Professor Dmitry Turaev from Imperial College London, were able to answer this question by applying the concept of pseudo-hyperbolicity.

    Professor Turaev took part in the creation of this concept together with the Nizhny Novgorod mathematician Leonid Shilnikov. This property of the system excludes the transition to a stable state and guarantees the preservation of chaotic behavior, even if the system is affected by small external disturbances. By checking the conditions of pseudohyperbolicity, the researchers proved that networks of four or more identical interacting oscillators can demonstrate stable chaos under certain functions of the connections between the elements.

    Moreover, the authors constructed numerical maps of the regions of existence of stable and unstable chaos and described different types of chaotic attractors, including two-winged and four-winged analogues of the classical Lorenz attractor.

    Representatives of Opora Rossii took part in the event, namely the Chairman of the Commission on Social Entrepreneurship Sergey Golubev, the Chairman of the Committee on Social Entrepreneurship Irina Slesareva, members of the Committee Veronika Kazantseva and Yulia Pavlenko, as well as invited experts, including the State University of Management, represented at the meeting by Svetlana Grishaeva, a specialist from the Resource Educational and Methodological Center for the Training of Disabled People and Persons with Disabilities (REMC) of the State University of Management.

    The round table raised pressing issues on the topic of inclusion, work with people with disabilities, and those who had the status of people with disabilities in childhood but lost it upon reaching adulthood.

    Svetlana Grishaeva spoke about the history of the emergence of the RUC, their activities and role in the lives of students with disabilities, and also shared the experience of the State University of Management in the field of cooperation with employers and work on career guidance, paying special attention to the specifics of interaction.

    Following the discussion, a decision was made to continue the joint work of the round table participants due to the relevance and timeliness of the topic of employment of persons with congenital and acquired disabilities and special health opportunities.

    The speakers particularly noted the importance and effectiveness of such interdepartmental expert sessions, which allow for a comprehensive understanding of the problem and its solutions.

    The participants concluded that it is necessary to work with the parent community, with those who raise children with disabilities, to prepare route maps for parents and employers by nosology, and to gather those who are ready to support the employment of persons with disabilities, as well as potential employers on one platform. The “category 3 problem” also remains relevant: people with group 3 disabilities stop receiving allowances in the event of employment.

    Those gathered agreed that information “pollination” and exchange of experience should be continued, and for this purpose a council on inclusion and employment should be created on the basis of the Committee on Social Entrepreneurship of the Moscow City Organization “OPORA RUSSIA” and its systematic meetings should be planned.

    Options were also proposed for covering the Council’s initiatives within the framework of the meeting on social entrepreneurship at the SPIEF, joint work with the ASI and the Open for All project, and presentations and discussions within the framework of future forums for social entrepreneurs.

  • MIL-OSI Russia: Samotlorneftegaz Saved More Than 2.3 Billion Rubles from Implementing Energy-Efficient Technologies

    Samotlorneftegaz, one of Rosneft’s key production assets, reduced its energy consumption by almost 511 million kWh in 2024, which in monetary terms exceeds 2.3 billion rubles. This result is 17% higher than the same indicator in 2023.

    Improving the efficiency of production assets is one of the key elements of Rosneft’s strategy. The company carries out systematic work aimed at rational use of energy resources and reduction of energy consumption, optimization of electrical loads and thermal processes.

    As part of the energy saving program in 2024, Samotlorneftegaz implemented more than 4.4 thousand events at its facilities. More than 63% of savings were achieved through the implementation of a set of technological solutions to optimize the operation of the mechanized production fund. Almost 4.6 thousand energy-efficient submersible electric motors and more than 1.2 thousand electric centrifugal pumps with increased efficiency were installed at the wells. Their operation was ensured by about 550 energy-efficient transformers.

    A significant contribution to the reduction of energy consumption was also made by the measures taken at reservoir pressure maintenance, compression and gas transportation facilities. In total, electricity savings in these areas amounted to 76.5 million kWh – 2.3 times more than in 2023.

  • MIL-OSI Russia: SPbPU journals entered the first and second quartiles of the international ranking

    On April 12, students and young scientists of the State University of Management attended the presentation of the national project “Youth and Children”, launched on the initiative of the President of Russia.

    The event took place in the national center “Russia”, where the main ideas of the national project, innovations of the upcoming forums and a demonstration of national values that form the basis of the cultural code of Russia were presented.

    At the ceremony, First Deputy Chief of Staff of the Presidential Executive Office of the Russian Federation Sergei Kiriyenko addressed the participants.

    “The decision of the President of Russia has established the children and youth of our country as a key state priority. It is very important that you are not just beneficiaries of the national project “Youth and Children”, you are its co-authors. Because the basic principle that our President set for all state work with youth can be formulated as follows: nothing for children and youth without the participation of children and youth themselves. This is your time, because Russia today is truly a country of opportunities,” emphasized Sergei Kiriyenko.

    Together with Sergei Kiriyenko, Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko launched online registration for the upcoming forum events of Rosmolodezh.

  • MIL-OSI Russia: Safety First: Training for People with Disabilities Held at GUU

    On April 11, at the State University of Management, instructors from the Moscow City Branch of the All-Russian Student Rescue Corps conducted training for people with disabilities and for children and teenagers whose parents are disabled.

    Participants were taught first aid skills and fire safety rules. The classes were held in a friendly and inclusive atmosphere, which allowed each participant to feel comfortable and confident.

    The event was held on the initiative of the coordinator of the federal party project “United Country – Accessible Environment” in Moscow Natalia Prisetskaya and the deputy of the Moscow City Duma, head of the Moscow city branch of the VSKS, director of the Educational and training center for emergency response and basic military training of the State University of Management Maxim Dzhetygenov.

    “We are pleased to join such an important project as “United Country – Accessible Environment”. The training, developed taking into account the special needs of the participants, covers a wide range of topics. The participants received not only theoretical foundations, but also the opportunity to practice the acquired knowledge. We are confident that the acquired skills will help the participants feel more confident and secure in everyday life. The “United Country” project plays an important role in creating an inclusive society, and we are proud to have the opportunity to contribute to this noble cause!” – shared Maxim Dzhetygenov.

    When teaching first aid skills to rescuers, it was important not to help the training participants too much, but to teach them manipulations and techniques, to give them the opportunity to independently complete the actions, even if the wheelchair was in the way. Children with disabled parents were also taught resuscitation skills, studied first aid and, of course, asked questions of interest.

    “For many years I have been working on the idea of organizing trainings where professional rescuers could show how people in wheelchairs can help save themselves and what techniques will be most effective, how to provide first aid to their loved ones, children, what can be done based on their physical condition, strength, skills. It is important to have an action plan so that a person in a wheelchair, even watching from the side, can manage the entire process of providing first aid. And it is very important for all of us to raise the level of safety culture together,” noted Natalia Prisetskaya.

    The second part of the training was dedicated to fire safety. Many participants picked up a fire extinguisher for the first time in their lives and thought about the risk they expose themselves and their loved ones to every day by not following the most basic fire safety rules.

    According to rescuers, trainings involve a full-fledged exchange. During practical training, it is possible to understand the approximate physical capabilities of people with disabilities and the nuances of different types of wheelchairs. Rescuers also learn more about personal boundaries and rules for comfortable communication with this category of people, and how best to interact with them.

    In total, 40 trainings are planned to be held in 2025, in which more than 200 people will take part: both wheelchair users and people with other types of disabilities, their relatives and children.

  • MIL-OSI Russia: Quantum Computing and Virtual Cities: A Future with Artificial Intelligence

    What is the essence of hybrid quantum-classical artificial intelligence? In which high-tech areas are quantum computing already being piloted today? And when might high-performance quantum computers appear in Russia? Anton Guglya, an employee of the National University of Science and Technology MISIS, told participants of the SPbPU seminar on artificial intelligence about this.

    Anton Pavlovich in his review focused on the practical application of quantum computing for the implementation of business projects. In Russia, there are already the first experimental versions of quantum computers and a cloud interface for accessing them, although none of the domestic quantum computers can yet solve industrial-scale problems. At this stage, businesses and scientific groups have the opportunity to carry out research and pilot projects using quantum computing emulators – “digital twins” of quantum computers that use new algorithmic approaches, but operate on traditional CPU and GPU architectures.

    The financial, oil and gas and other industries need business effects, they need results, not just advanced technology. If their tasks are solved using traditional methods, they will not invest in advanced equipment, new software and obtaining additional competencies. But if they see the benefit, even if it is delayed in time, from using quantum computing, then, of course, they will prefer to use it, the speaker emphasized.

    Anton Guglya spoke about the technical features of hybrid quantum-classical neural networks, describing their advantages over classical ones:

    quantum algorithms will be able to solve some classes of problems faster and more accurately than classical analogs; it is possible to process a larger volume of information with less energy consumption; a smaller set of hyperparameters for training a neural network when working with noisy data.

    The MISiS specialist presented a typical process for developing an industrial quantum algorithm and launching it on an emulator, as well as several cases from his practice. For example, a credit scoring algorithm was implemented using quantum neural networks. The resulting model, based on data, calculates the probability of the return of funds received from the borrower to the bank.

    Another popular area is image classification. Using hybrid quantum-classical neural networks, this task can be performed faster and with greater accuracy. Also, with the help of a quantum neural network, the task of generating new drugs is performed more efficiently. At the same time, the learning speed of quantum neural networks is much higher than that of traditional ones.

    The second presentation at the seminar was devoted to the prospects of creating “virtual cities”. Ivan Dorokhov, a research fellow at the AI Center of Novosibirsk State University, spoke about the integrated system for modeling “virtual cities” that he and his colleagues from SPbPU and SPbSU are proposing.

    According to the speaker, unlike digital twins, which directly reflect the physical environment, virtual twins can simulate a wide range of objects or scenarios for various purposes and are not conceptually limited to digital computing.

    Our results show that such virtual environments can facilitate the emergence of societies consisting of AI agents, i.e. subjects with artificial intelligence, in which governance mechanisms such as decentralized autonomous organizations (DAO) and artificial collective consciousness (ACC) provide ethical and normative control, said Ivan Dorokhov.

    Agent-based AI systems are already on their way to engaging in cultural, economic, and political activity, shaping the social fabric of cities, and researchers must address how to make their impact as beneficial to people as possible. This will require understanding how advanced rendering and procedural generation techniques can provide the high realism required for complex simulations, how IoT data and predictive modeling can make these environments more responsive and adaptive, and what ethical and legal frameworks will be needed when AI agents gain autonomy. Answering these questions is important to realizing the potential of virtual worlds as platforms for innovation, experimentation, and sociotechnical evolution.
