  • MIL-OSI China: Ukraine presidential aide, US envoy hold phone talks

    Ukrainian President’s Office chief Andriy Yermak said Friday that he held a phone conversation with Keith Kellogg, the U.S. special envoy for Ukraine and Russia.

    The two sides discussed Kellogg’s upcoming visit to Ukraine, the situation at the battlefield and the security of Ukrainian civilians, Yermak said on Telegram.

    Achieving a just and sustainable peace remains a priority for Ukraine, he said, adding that another key topic of the conversation was the upcoming meetings at the Munich Security Conference.

    Yermak said earlier that Ukrainian President Volodymyr Zelensky would lead a Ukrainian delegation to the conference scheduled for Feb. 14-16 in the German city of Munich.

  • MIL-OSI Security: All Extradited Distributors of ANOM Hardened Encrypted Devices Plead Guilty to Racketeering Conspiracy

    SAN DIEGO – Alexander Dmitrienko of Finland became the last of eight defendants extradited so far to admit participating in the worldwide conspiracy to distribute ANOM hardened encrypted communication devices to criminal syndicates. The ANOM enterprise facilitated drug trafficking, money laundering, and obstruction of justice crimes.

    The eight defendants were among 17 indicted in San Diego in 2021 in connection with Operation Trojan Shield, a first-of-its-kind, international law enforcement effort in which the FBI secretly operated an encrypted messaging network. The ANOM criminal enterprise was responsible for the distribution of more than 12,000 devices in 100 countries. While ANOM’s criminal users unknowingly communicated on the system operated by law enforcement, agents catalogued more than 27 million messages between users around the world whose criminal discussions were covertly obtained and reviewed by the FBI.

    ANOM devices were sold to and used by over 300 criminal syndicates, including outlaw motorcycle gangs, Italian and Balkan organized crime groups, and international drug trafficking organizations. The investigation culminated in a worldwide takedown on June 7, 2021. During the takedown, more than 10,000 law enforcement officers made over 500 arrests and searched over 700 locations around the world.

    Of the 17 indicted in San Diego, eight have been extradited to date. Dmitrienko pleaded guilty in federal court yesterday; defendants Seyyed Hossein Hosseini and Aurangzeb Ayub of the Netherlands and Shane Ngakuru of New Zealand entered their guilty pleas on January 23, 2025; Dragan Nikitovic, Edwin Harmendra Kumar, Miwand Zakhimi, and Osemah Elhassen pleaded guilty between May and September 2024. All pleaded guilty to Count 1 of a superseding indictment charging them with a racketeering conspiracy in connection with the ANOM enterprise.

    Prior to their guilty pleas, the defendants filed motions to dismiss the indictment and a motion to suppress the ANOM evidence. The District Court denied those motions, concluding the Fourth Amendment did not apply to the defendants and the ANOM data collection did not violate the U.S. Constitution.

    In total, the investigation resulted in approximately 1,200 arrests; the seizure of more than 12 tons of cocaine, three tons of methamphetamine or amphetamines; 17 tons of precursor chemicals, 300 firearms, and $58 million in various currencies. Dozens of public corruption investigations, too, have been pursued, and more than 50 drug labs have been dismantled. Further, over 150 threats to life were prevented.

    According to their plea agreements, the defendants promoted the ANOM platform as “Built by criminals for criminals,” and touted security features such as the ability to wipe devices remotely when seized by law enforcement. The defendants admitted that the conspiracy’s purposes included money laundering and laundering with cryptocurrency. As to drugs, specifically, the four defendants who pleaded guilty in January and February 2025—Hosseini, Dmitrienko, Ayub, and Ngakuru—all admitted that they sold ANOM devices knowing that they would be used to traffic at last 50 kilograms of cocaine; Ngakuru also admitted the importation, exportation, and distribution of at least five kilograms of methamphetamine. Based on their plea agreements and other court filings, what these defendants also did as part of the conspiracy included:

    • Hosseini was a part of a team of ANOM distributors, “Team Wijzijn,” based in the Netherlands. He and Dmitrienko discussed the distribution of “90% pure, Peruvian” cocaine, for example, and he and Kumar messaged each other about bringing “kilos” from Belgium and getting drugs to Australia by “Fisher boats.” Hosseini promoted ANOM’s security features and told other distributors about vulnerabilities of competitors SkyECC and No. 1 BC. Hosseini also admitted to obstructing justice through wiping ANOM devices when they were seized by law enforcement.
    • Dmitrienko distributed ANOM devices from Spain. He frequently used ANOM for cocaine and other drug distribution: “5 blocks of colombian coke” and “32 blocks,” he offered in two instances, in addition to conversations about “cook[ing] cocaine.” Dmitrienko wrote about “gateways” and “interesting opportunities” for the enterprise in Russia and Ukraine, including through Latvia and Lithuania. He also promoted money laundering through a company he had in Delaware, telling Hosseini that it involved “0% tax and no book[k]eeping…Yes this is pure moneylaund[e]ring 😂.”
    • Ayub was an ANOM distributor in Europe, who also sold encrypted communications devices in the U.A.E.—and he had been imprisoned in Dubai for distributing these types of platforms. Ayub was involved in cocaine distribution as he talked about “top” (cocaine) from Colombia, and delivery to London, and sending “100k at a time” to pay for the drugs. He promoted ANOM through his own experience and contrasts with Encrochat and SkyECC, both of which were taken down by law enforcement in 2020 and 2021. Ayub, too, admitted to the obstruction of justice through wiping ANOM devices.
    • Ngakuru was based in Thailand, distributing ANOM devices there and in New Zealand and Australia. He used the platform for extensive cocaine and methamphetamine distribution and money laundering. He was tied to two seizures of methamphetamine; discussed quality, repressing, and prices for “rack” and “bird” (cocaine); and detailed in messages how seven kilograms of methamphetamine was concealed in boxes of “full scan proof” “commercial lights.” Among other times he laundered proceeds, Ngakuru coordinated cash pickup in Sydney, Australia and directed deposits into “Thai accounts.”

    “The statistics of this case are staggering,” said U.S. Attorney Tara McGrath. “The FBI led this unprecedented collaboration for years, harnessing the evidence to bring down cocaine, meth, and cash traffickers across the globe. These guilty pleas underscore the impact of international partnerships in dismantling organized crime.”

    “Operation Trojan Shield was a massive, innovative, and unprecedented case having immeasurable implications to criminal organizations across the globe,” said FBI San Diego Special Agent in Charge Stacey Moy. “This extraordinary impact came from an investigative strategy that relied on ingenuity, partnerships, and perseverance, designing a blueprint for disrupting organized crime within the United States and abroad. The guilty pleas of all extradited defendants highlight the effectiveness of this strategy and reinforces the FBI’s collaborative approach aimed at dismantling Transnational Criminal Organizations worldwide.”

    Matthew Allen, Special Agent in Charge of the DEA Los Angeles Field Division, said, “The triumph of this vast-scale operation demonstrates the immense value of partnerships, both domestic and international. Expert investigators in the DEA Los Angeles Division, working alongside innovative and exceptionally experienced federal and foreign-based partners, took an intricate investigation to the next level. Our multi-agency alliance managed to infiltrate these transnational criminal organizations, ultimately exposing and pummeling their schemes. DEA will continue to foster this type of unprecedented collaboration and offer a core presence.”

    Elhassen and Zakhimi were previously sentenced to 63 and 60 months in prison, respectively. The other six defendants who have pleaded guilty are scheduled to be sentenced in February, April, and May, 2025. They were extradited to the Southern District of California from Australia (Kumar), Colombia (Elhassen), The Netherlands (Hosseini, Ayub, and Zakhimi), Spain (Dmitrienko and Nikitovic), and Thailand (Ngakuru). Eight other defendants in the case have been arrested in locations outside the United States and are yet to be extradited, and one remains a fugitive.

    This case is being prosecuted by Assistant U.S. Attorneys Joshua C. Mellor, Mikaela L. Weber, and Peter S. Horn.

OCDETF identifies, disrupts, and dismantles the highest-level drug traffickers, money launderers, gangs, and transnational criminal organizations that threaten the United States by using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks.

    The Justice Department’s Office of International Affairs provided significant assistance in securing the arrests and extraditions of the defendants to the United States.

  • MIL-OSI Russia: IMF Executive Board Concludes 2024 Article IV Consultation with Nicaragua

    Washington, DC: The Executive Board of the International Monetary Fund (IMF) concluded the Article IV consultation[1] with Nicaragua.

    Nicaragua’s economic performance remains robust, underpinned by prudent macroeconomic policies and very strong remittance flows. The economy continues to be open and resilient, on a backdrop of transfers of private property to the state, international sanctions, and a reorientation of official financing. Real GDP growth accelerated to around 4½ percent in 2023 and the first half of 2024, from about 3.8 percent in 2022, on the back of robust domestic demand, while inflation declined. Twin fiscal and external account surpluses are leading to a decline in the public debt-to-GDP ratio and the accumulation of strong buffers.

    Real GDP growth is projected to moderate to 4 percent in the near term and to 3.5 percent in the medium-term, amid a slower pace of remittances growth, limited labor contribution to growth due to recent emigration, and cautious private sector investment decisions. International reserves are expected to grow at a slower pace than in the recent period, with narrowing of fiscal and current account surpluses as the authorities’ increase public investment.

    Risks to the outlook are broadly balanced in the short-term and to the downside in the medium term. Upside risks include stronger domestic demand, while downside risks include lower global growth, a deterioration in the terms of trade, natural disasters, stricter and wider international sanctions, and a change in immigration policies in the U.S. In addition, going forward, domestic and international political developments, and deterioration of the rule of law may also impact economic performance by potentially increasing the cost of doing business.

    Executive Board Assessment[2]

    Executive Directors agreed with the thrust of the staff appraisal. They welcomed Nicaragua’s robust growth, declining inflation and public debt, and fiscal sector and current account surpluses, supported by prudent macroeconomic policies and high remittances. While noting the positive outlook, Directors stressed that risks are to the downside, including from natural disasters, international sanctions, and U.S. immigration policies. They underscored the importance of continued efforts to safeguard macroeconomic stability, strengthen buffers, and support higher and more inclusive growth.

    Directors welcomed the authorities’ commitment to preserving fiscal sustainability, while supporting growth. Efforts to strengthen domestic revenue mobilization, enhance spending efficiency, and support higher capital and social spending are important. Noting the limited availability of concessional financing, Directors highlighted the importance of prudent debt management to safeguard debt sustainability. They underscored the need to mitigate fiscal risks by strengthening fiscal transparency, enhancing oversight of state owned enterprises, and reforming the pension system.

    Directors agreed that monetary policy should remain focused on supporting price stability and the exchange rate regime and highlighted the criticality of policy coordination. They recommended that the Central Bank of Nicaragua adjust monetary and exchange rate policies, as needed, enhance communication, and strengthen monetary policy transmission. Directors encouraged steadfast implementation of the 2021 safeguard assessment recommendations.

    Directors welcomed the commitment to maintaining financial stability. Noting the vulnerabilities, they encouraged proactive provisioning of distressed assets, close monitoring of consumer credit growth, enhanced foreign exchange risk monitoring, and aligning the crisis preparedness framework with international best practice. Measures to increase financial inclusion and deepening, including developing local bond and capital markets, would support medium term growth.

    Directors stressed the need for efforts to promote higher medium term growth and enhance climate resilience. Important measures include increasing human capital investment, targeted social spending, and promoting labor force participation, particularly for women. Directors also called for efforts to enhance the business climate and strengthen government institutions and frameworks to support increased private investment.

    Directors noted the steps taken to enhance governance, anti corruption, and AML/CFT frameworks, and emphasized that further efforts are needed to ensure their effective and appropriate application. They stressed the need to significantly improve the rule of law and safeguard judicial independence. Publishing asset declarations of politically exposed persons and supporting property rights are important. Directors welcomed the authorities’ commitment to enhancing the quality and consistency of statistics.

    It is expected that the next Article IV consultation with Nicaragua will be held on the standard 12 month cycle.

    Dear friends, colleagues, students and postgraduates! Today, February 8, we celebrate Russian Science Day. Please accept our sincere congratulations on this holiday, to which each of you is a part. We have been privileged to work and study at one of the best universities in the country, a place of concentration of intellect, a concentration of advanced thoughts, tireless scientific research, research impulse and, as a result, important discoveries and inventions.

    The Polytechnic University has always been and remains a leader in various fields of science. The results of the research of polytechnics are implemented in production, attract the attention of business and become the basis for the creation of innovative projects. We remember the contribution of previous generations of polytechnic scientists to the scientific and technical development of the country and are proud of the achievements of our contemporaries.

    Today, four academicians and 11 corresponding members of the Russian Academy of Sciences, 394 doctors and 1,314 candidates of sciences conduct research and teach at SPbPU.

    In 2024, the university received 44 patents for inventions and utility models and registered 236 computer programs.

    In 2024, 778 articles were published in journals included in the “White List” of the Ministry of Education and Science of Russia. In total, 2198 scientific articles were published in RSCI journals.

    In 2024, another scientific journal of Polytechnic University, Technology and Language, was included in the international Scopus database.

    Elsevier publishing house included 13 highly cited Polytechnic scientists in the list of the most influential scientific experts in the world.

    In 2024, 12 doctors and 88 candidates of science defended their dissertations and received academic degrees in 51 dissertation councils of SPbPU.

    I would also like to note that the Polytechnic University also deserves great credit for expanding the activities of the St. Petersburg branch of the Russian Academy of Sciences: our academicians, corresponding members of the Russian Academy of Sciences, made every effort to unite the academic community of the city. The new branch of the Russian Academy of Sciences includes 185 corresponding members and academicians of the Russian Academy of Sciences, who are now working on programs for the development of the region and the country together with representatives of the city’s authorities and industry.

  • MIL-OSI Europe: Answer to a written question – EU counter-disinformation strategy – E-002504/2024(ASW)

    The High Representative/ Vice-President and the European External Action Service (EEAS) are aware of Russia’s use of disinformation in its hybrid campaigns against the EU and its partners.

    The EEAS has been instrumental for EU level efforts to counter this external security threat since 2015. It built up capability to detect, analyse and respond in collaboration with EU institutions, Member States and international partners, including via its Rapid Alert System.

    Building on this experience and aligned with the European Democracy Action Plan[1], Council conclusions on democratic resilience[2] and objectives set out in the Strategic Compass for Security and Defence[3], the Foreign Information Manipulation and Interference (FIMI) Toolbox[4] reinforces EU situational awareness, resilience and response, and international partnerships to tackle this threat. Exposing and responding to Russian FIMI operations and restrictive measures are part of the FIMI Toolbox.

    Regulation 2022/2065 (Digital Services Act)[5] along with the EU Code of Practice on Disinformation[6] provide tools to address FIMI while upholding fundamental rights including freedom of expression.

    The Commission and the EEAS conduct proactive information campaigns, including on EU support to Ukraine and countering Russia’s narratives on food security and energy issues.

    The Commission operates an internal Network Against Disinformation. The EEAS exposed Russian FIMI activities[7] and coordinates with international partners in G7, the North Atlantic Treaty Organisation and Ukraine.

    The new Democracy Shield[8] will strengthen EU situational awareness and its collective ability to detect, analyse and proactively counter threats.

    Legislation would require Director of Foreign Assistance to be confirmed by the Senate 
    WASHINGTON, D.C. — Today, U.S. Senator Peter Welch (D-Vt.) joined Senator Tim Kaine (D-Va.) and their colleagues to introduce the Foreign Assistance Accountability and Oversight Act, legislation to expand congressional oversight of foreign assistance decision-making. The bill would require the State Department’s Director of Foreign Assistance to be confirmed by the U.S. Senate and for all foreign assistance funding provided to the State Department or U.S. Agency for International Development (USAID) to be used as directed within 90 days of its appropriation by Congress. The Director of Foreign Assistance is currently not confirmed by the Senate, and the Trump Administration has refused to publicly identify the individual currently occupying this powerful position. 
    “President Trump and Elon Musk—making wildly false and defamatory accusations— have made it clear that they could care less about the thousands of dedicated American aid workers and millions of people around the world who depend on USAID’s life-saving work. They are trying to destroy as much of USAID as they can get away with, and the fact that it’s illegal and unconstitutional is of no concern to them. We will not stand by while an agency that plays a unique and indispensable role in protecting U.S. interests and security is dismantled,” said Senator Welch. “This bill will strengthen our foreign assistance programs and help ensure that the will of Congress prevails.”  
    “Foreign assistance is not a handout. It is a critical part of our national security strategy and a key tool to keep Americans safe from disease, narcotics and instability. China has rapidly expanded its foreign assistance over the past decade, and would like nothing more than for the United States to retreat on the global stage. The Trump Administration’s recent attempts to destroy USAID and U.S. foreign assistance programs emboldens China, Russia, and Iran, makes Americans less safe, puts thousands of Americans out of work, and is already causing cause immense human suffering for millions of people around the world,” said Senator Kaine. “That’s why I’m introducing this bill to force congressional oversight of this lawless and damaging behavior.” 
    The legislation expresses the sense of Congress that foreign assistance is critical to U.S. national security, reiterates USAID’s status as a legally independent agency, specifies the exact authorities of the Office of Foreign Assistance, and creates an extra layer of review for personnel decisions within the Office of Foreign Assistance.

    Human Rights Council Opens Special Session on the Situation of Human Rights in the Democratic Republic of the Congo

    The Human Rights Council this morning opened its thirty-seventh special session on the situation of human rights in the Democratic Republic of the Congo. 

    Volker Türk, United Nations High Commissioner for Human Rights, said since the beginning of the year, the M23 armed group, supported by the Rwanda Defence Forces, had intensified its offensive in the provinces of North and South Kivu.  If nothing was done, the worst may be yet to come for the people of the eastern Democratic Republic of the Congo, but also beyond the country’s borders.  Once again, civilians were trapped in a spiral of violence in this crushing conflict.  Since 26 January, nearly 3,000 people had lost their lives and 2,880 had been wounded.  Sexual violence had been an appalling feature of this conflict for a long time and was likely to worsen in the current circumstances.  The fighting had exacerbated a chronic humanitarian crisis, which was the upshot of persistent human rights violations.  

    Mr. Türk called on all parties to lay down their weapons and resume dialogue within the framework of the Luanda and Nairobi processes.  In the meantime, all parties to the conflict must respect international human rights law and international humanitarian law.  The M23, Rwandan forces and all those supporting them must facilitate access to humanitarian aid.  Air, land and lake routes must be reopened to establish humanitarian corridors and guarantee the safety of humanitarian actors.  In these circumstances, it was crucial to establish the facts and bring the perpetrators to justice.  An independent and impartial investigation must be opened up into human rights violations and abuses, and violations of international humanitarian law, committed by all parties 

    Surya Deva, Chair of the Coordination Committee of the Special Procedures, said the intensification of hostilities, particularly in North Kivu, following the renewed offensive by the Rwandan-backed M23 armed group, had led to widespread violence, forced displacement and serious violations of international human rights and humanitarian law.  The scale and severity of the violence had reached unprecedented levels.  The humanitarian consequences were devastating.  Mr. Deva called for all parties to the conflict to adhere to their obligations under international humanitarian and human rights law; for the immediate cessation of attacks against civilians; for the protection of civilian infrastructure; and for unimpeded access for humanitarian actors to deliver assistance to those in need.  

    Bintou Keita, Special Representative of the Secretary-General in the Democratic Republic of the Congo and Chief of the United Nations Organization Stabilisation Mission in the Democratic Republic of the Congo (MONUSCO), said this conflict had continued for 30 years, and the population continued to live in fear.  The attacks and pillaging against the United Nations and the Blue Helmets were condemned.  It was urgent to restore peace and allow for a lasting rebuilding of the region.  The Democratic Republic of the Congo and Rwanda must pursue diplomatic negotiations, particularly in the context of the Luanda process.  Unless compelling measures were taken to cease the escalation of violence, there would be grave consequences.  Ms. Keita hoped the session would pave the way to an end to the conflict and inclusive and sustainable development.

    Patrick Muyaya Katembwe, Minister of Communication and Media of the Democratic Republic of the Congo, speaking as a country concerned, expressed deep gratitude to the Human Rights Council for holding the Special Session, a response to the urgent situation and massive human rights violations and attacks on civilians in North and South Kivu.  Acts of unacceptable brutality compounded by unspeakable brutalities, like attacks against civilians, forced displacement, murders, rape, forced conscription of children and others were the responsibility of Rwanda as it supported its proxies.  Peacekeeping forces, as well as humanitarian facilities, had been targeted, undermining their ability to protect civilians.  The Democratic Republic of the Congo called for the establishment of an international commission of inquiry to investigate the human rights violations in the country, establish the truth as to who was responsible, and issue recommendations for holding them to account.  

    James Ngango, Permanent Representative of Rwanda to the United Nations Office at Geneva, speaking as a country concerned, said the current session was called for at a time when the situation was evolving rapidly.  A chance should be given to regional initiatives to bear fruit before taking up the situation in the United Nations.  The Democratic Republic of the Congo had unilaterally decided to expel the East African Community Force, a peacekeeping force, replacing it with the Southern African Development Community Mission with an offensive mandate.  The current situation was due to imposing a military solution to a political problem.  Rwanda opposed the attempts of the Democratic Republic of the Congo at portraying Rwanda as being responsible for the instability in that country, as this was a well-known deflection tactic used to escape being accountable for the atrocities Kinshasa and its allied armed forces were perpetrating against its own citizens.  Rwanda would respond appropriately to the actions of the Democratic Republic of the Congo.

    Speaking in the discussion, some speakers said they were deeply concerned about the escalating violence in the eastern Democratic Republic of the Congo and urged the M23 to stop its advance and withdraw immediately.  Alarm was expressed about reports of widespread violations and abuses of human rights and international humanitarian law by multiple actors, including sexual and gender-based violence, the recruitment and use of child soldiers, and extrajudicial executions.  Innocent civilians, including women and children, were enduring extreme suffering due to widespread violence, displacement, and deprivation of essential services such as food, water, and healthcare.  Many speakers spoke in support of the establishment of an independent fact-finding mission to investigate serious human rights violations and breaches of international humanitarian law.

    The session was called for by the Democratic Republic of the Congo and was supported by 27 Member States of the Council and 21 Observer States.

    The next meeting of the special session of the Human Rights Council will be at 3 p.m. on Friday, 7 February, when it will conclude the session after adopting a resolution on the situation of human rights in the east of the Democratic Republic of the Congo. 

    Keynote Statements

    VOLKER TÜRK, United Nations High Commissioner for Human Rights, said his Office had long been sounding the alarm about this crisis, and he was deeply disturbed to see the violence escalate once again.  Since the beginning of the year, the M23 armed group, supported by the Rwanda Defence Forces, had intensified its offensive in the provinces of North and South Kivu.  If nothing was done, the worst may be yet to come, for the people of the eastern Democratic Republic of the Congo, but also beyond the country’s borders.  There had been attacks by the M23 and their allies, with heavy weapons used in populated areas, and intense fighting against the armed forces of the Democratic Republic of the Congo and their allies.  This raised serious concern in terms of respect for human rights and international humanitarian law. 

    Once again, civilians were trapped in a spiral of violence in this crushing conflict.  Since 26 January, nearly 3,000 people had lost their lives and 2,880 had been wounded.  Sexual violence had been an appalling feature of this conflict for a long time and was likely to worsen in the current circumstances.  According to judicial authorities, during the prison break from Muzenze Prison in Goma on 27 January, at least 165 female prisoners were raped.  Most of them were subsequently killed in a fire, the circumstances of which remain unclear.  The High Commissioner said his team was also currently verifying multiple allegations of rape, gang rape and sexual slavery throughout the conflict zones.  Hundreds of human rights defenders, journalists and members of civil society had reported that they had been threatened or were being pursued by the M23 and Rwandan forces.  

    Mr. Türk was also very concerned about the proliferation of weapons and the high risk of forced recruitment and conscription of children.  The fighting had exacerbated a chronic humanitarian crisis, which was the upshot of persistent human rights violations.  More than 500,000 people had been displaced since the beginning of January, in addition to the more than 6.4 million already displaced.  The risk of violence escalating throughout the sub-region had never been higher.  All those with influence over the parties involved, be they States or non-state actors, must step up their efforts to avert a conflagration and to support peace processes.

    In these circumstances, it was crucial to establish the facts and bring the perpetrators to justice.  An independent and impartial investigation must be opened up into human rights violations and abuses, and violations of international humanitarian law, committed by all parties.  The military path was not the answer to the roots of this conflict.  States must ensure that any support, financial or otherwise, did not fuel serious human rights violations.  All those with influence must act urgently to put an end to this tragic situation.

     SURYA DEVA, Chair of the Coordination Committee of the Special Procedures, said the intensification of hostilities, particularly in North Kivu, following the renewed offensive by the Rwandan-backed M23 armed group, had led to widespread violence, forced displacement, and serious violations of international human rights and humanitarian law.  The scale and severity of the violence had reached unprecedented levels.  The humanitarian consequences were devastating, as those displaced often found themselves with no access to shelter, water, sanitation, food, medical care or education.  Women and children were particularly at risk, facing heightened exposure to gender-based violence and trafficking for purposes of sexual slavery. There was also concern for the devastating impact on children, who were at serious risk of all six grave violations against children in armed conflict.

    Mr. Deva called for all parties to the conflict to adhere to their obligations under international humanitarian and human rights law; for the immediate cessation of attacks against civilians; for the protection of civilian infrastructure; and for unimpeded access for humanitarian actors to deliver assistance to those in need.  All parties involved in the conflict should refrain from supporting or using mercenary-related actors, as they would prolong the conflict. 

    The international community had a moral and legal obligation to act decisively. Member States should increase humanitarian funding to ensure the continued provision of essential services and assistance to displaced populations.  Coordinated diplomatic efforts must be intensified to support peace negotiations and to hold accountable those responsible for violations of international human rights and humanitarian law. 

    The international community should step up efforts to support humanitarian operations, ensuring that adequate resources were allocated to assist displaced populations and those affected by violence.  Women should be fully included in conflict resolution and peacebuilding efforts. There must be independent investigations into all reported human rights violations, including attacks on civilians, sexual and gender-based violence, and other abuses perpetrated during the conflict. 

    BINTOU KEITA, Special Representative of the Secretary-General in the Democratic Republic of the Congo and Chief of the United Nations Organization Stabilisation Mission in the Democratic Republic of the Congo (MONUSCO), said this conflict had continued for 30 years, and the population continued to live in fear.  The attacks and pillaging against the United Nations and the Blue Helmets were condemned.  Since the beginning of the year, an unprecedented advance of the M23 and the Rwandan forces had been seen, preceded by violent clashes between the two sides, injuring thousands, and with alarming mid- and long-term consequences.  The risks of gender-based violence and violence against children were of great concern.  Violations and abuse of human rights had increased, and the humanitarian situation declined.  Agricultural and mining activities were paralysed. 

    Fighting impunity against the serious crimes committed could be impeded due to the damage done to the judicial forces in Goma.  It was urgent to restore peace and allow for a lasting rebuilding of the region.  The Democratic Republic of the Congo and Rwanda must pursue diplomatic negotiations, particularly in the context of the Luanda process.  Unless compelling measures were taken to cease the escalation of violence, there would be grave consequences. 

    The clashes in densely settled areas, including Goma, had had devastating consequences on the human population, with an increase in crime and violence.  Civil society actors and human rights defenders were a major population at risk.  The suspension of social networks was an infringement of the right to information. In a region with a sensitive history, ethnically motivated attacks remained a serious concern.  The humanitarian situation in Goma was catastrophic.  The international community must advocate for humanitarian access to Goma immediately. Ms. Keita hoped the session would pave the way to an end to the conflict and inclusive and sustainable development. 

    Statements by Countries Concerned

    PATRICK MUYAYA KATEMBWE, Minister of Communication and Media of the Democratic Republic of the Congo, speaking as a country concerned, expressed deep gratitude to the Human Rights Council for holding the special session, a response to the urgent situation and massive human rights violations and attacks on civilians in North and South Kivu, the result of attacks and offenses by the Rwandan Defence Forces and their M23 and AFC proxies. Indiscriminate attacks had deliberately targeted the vulnerable, a flagrant violation of international obligations.  Areas of shelter had been turned into military targets, imperilling the lives of thousands of innocent people.

    Acts of unacceptable brutality compounded by unspeakable brutalities, like attacks against civilians, forced displacement, murders, rape, forced conscription of children and others were the responsibility of Rwanda as it supported its proxies.  Peacekeeping forces, as well as humanitarian facilities, had been targeted, undermining their ability to protect civilians.  The Democratic Republic of the Congo called for the establishment of an international commission of inquiry to investigate the human rights violations in the country, establish the truth as to who was responsible, and issue recommendations for holding them to account. 

    It was vital to strengthen early-warning mechanisms and prevent further escalations of violence.  There must be immediate and unfettered humanitarian access to evacuate the injured and reduce the risk of the spread of epidemics. The Council must hold Rwanda accountable for its war crimes and crimes against humanity.  It was vital that international pressure be applied to Rwanda so that it ceased to support the armed groups and withdrew from Congolese territory. 

    The Democratic Republic of the Congo remained ready to work with all regional and international actors to put a stop to this crisis and an end to the suffering in the east of the country, calling on Rwanda to act responsibly and take immediate measures to cease supporting armed groups. 

    JAMES NGANGO, Permanent Representative of Rwanda to the United Nations Office at Geneva, speaking as a country concerned, said the current session was called for at a time when the situation was evolving rapidly.  A chance should be given to regional initiatives to bear fruit before taking up the situation in the United Nations.  The Democratic Republic of the Congo had unilaterally decided to expel the East African Community Force, a peacekeeping force, replacing it with the Southern African Development Community Mission with an offensive mandate.  The current situation was due to imposing a military solution to a political problem. This was due to the preservation of the Democratic Forces for the Liberation of Rwanda that had perpetrated genocide in Rwanda and then fled to the Democratic Republic of the Congo, where they continued to spread their genocidal ideology, and also to the marginalisation of the Kinyarwanda-speaking Congolese communities, particularly Tutsi, by the Democratic Republic of the Congo.

    There had been no condemnation of the Democratic Republic of the Congo leadership.  There was no special session of the Human Rights Council when a Special Rapporteur had warned about war crimes and crimes against humanity in the Democratic Republic of the Congo previously.  Rwanda opposed the attempts of the Democratic Republic of the Congo at portraying Rwanda as being responsible for the instability in that country, as this was a well-known deflection tactic used to escape being accountable for the atrocities Kinshasa and its allied armed forces were perpetrating against its own citizens.  Rwanda would respond appropriately to the actions of the Democratic Republic of the Congo. 

    Discussion

    Some speakers said they were deeply concerned about the escalating violence in eastern Democratic Republic of the Congo and urged the M23 to stop its advance and withdraw immediately.  Rwanda must cease its support for the M23 and withdraw its armed forces.  Rwanda’s military presence in the Democratic Republic of the Congo was strongly condemned as a clear violation of international law, the United Nations Charter, and the territorial integrity of the Democratic Republic of the Congo.

    Alarm was expressed about reports of wide-spread violations and abuses of human rights and international humanitarian law by multiple actors, including sexual and gender-based violence, the recruitment and use of child soldiers, and extrajudicial executions.  Innocent civilians, including women and children, were enduring extreme suffering due to widespread violence, displacement, and deprivation of essential services such as food, water, and healthcare.  Reports of explosive weapons used in populated areas and attacks on internally displaced person sites were particularly alarming.

    Some speakers said all sides must prioritise the protection of civilians, ensure safe and unhindered humanitarian access, and fully respect their obligations under international law, including human rights law and international humanitarian law.  For decades, the area had witnessed instability and conflict, for a range of causes.  Reports of grave human rights violations, including summary executions, demanded immediate attention.  The attacks on peacekeepers constituted violations of international law.  The Rwandan Government must respect the territorial integrity of the Democratic Republic of the Congo, which latter must cease cooperation with the Democratic Forces for the Liberation of Rwanda. 

    All parties must reopen negotiations, respect international law, and honour their commitments made under the Nairobi and Luanda process, committing fully to the peace process.  All allegations of human rights violations and abuses must be investigated, and perpetrators held accountable for their crimes.  An independent fact-finding mission must be established to investigate all accounts.  Acts of violence targeting civilians and civilian infrastructure were condemned, and must come to an end. 

    The role of the Blue Helmets was essential, speakers said, and they must be protected, with several speakers expressing condolences to the families of those Blue Helmets who paid the ultimate price in defence of the fundamental rights of the Congolese people.  The United Nations Organization Stabilisation Mission in the Democratic Republic of the Congo (MONUSCO) must ensure the protection of civilians, and a speaker called for its mandate to be supported and renewed further. The international community must strengthen its support for peacekeeping operations and humanitarian assistance. A sustainable solution demanded coordinated efforts, including dialogue, reconciliation, and development initiatives that fostered stability and social cohesion.

    A number of speakers said this was a critical juncture in the region, with a potential for over-spill in the region as a whole. Dialogue and cooperation must be encouraged and supported, including through the Luanda and Nairobi processes. The deliberations in the Council must not undermine these, and instead support a return to peace, with the discussions aimed at building consensus and agreement.  Political fragmentation must be addressed in Rwanda, with an end put to public negative ethnic discourse, and the international community must work together to build a just and peaceful world.  The Council must address the challenges under its mandate.  Members of the Council must work to ensure that there was no further deterioration of the situation. 

    The M23 must immediately withdraw from the territories under its control, a speaker said, and there must be a return to the negotiating table: all efforts must be made to put an end to the humanitarian disaster. All those involved in the conflict must put an end to human rights violations and protect the rights and lives of civilians.  The population was exhausted from the decades of suffering.  Rwanda must withdraw its support for the M23, which must immediately cease its attacks and withdraw. 

    Some speakers said the sovereignty and territoriality of the Democratic Republic of the Congo must be protected and supported, and many speakers supported this, urging all sides to respect it and for the international community to support it.  All armed groups must lay down their weapons and withdraw from the sovereign territory of the Democratic Republic of the Congo, and respect the United Nations Charter, engage in dialogue, and work towards re-establishing peace and stability in the country.  There was a risk of this igniting the Great Lakes region, a speaker said, supporting the peaceful coexistence of nations. 

    Many speakers spoke in support of the establishment of an independent fact-finding mission to investigate serious human rights violations and breaches of international humanitarian law committed in North and South Kivu, in the eastern Democratic Republic of the Congo, as stipulated in the proposed resolution.  The humanitarian community must rally support to protect the most vulnerable segments of the population, in particular women and children.   The fact-finding mission must be fully funded and staffed appropriately, a speaker urged.  Given the sheer scale of human suffering, the Council could not afford to turn a blind eye to the earnest appeal of the country concerned to ensure that the perpetrators of these heinous crimes were held accountable.

    Profound alarm was expressed with regard to the increasing risk of violence against women and girls and the recruitment of children into the conflict.  It was imperative that those responsible for human rights violations and atrocities were brought to justice.  There was no military solution to the crisis, and only a political, negotiated solution could bring an end to the situation.  Those who put their economic interests above human dignity must cease to do so.  Peace and security must be brought to the region. 

    At this critical juncture, all parties must exercise restraint, de-escalate tensions, and prioritise dialogue to prevent further loss of life, uphold international humanitarian law and human rights, ensure the protection of civilians, and safeguard fundamental freedoms.  It was vital to ensure immediate and unimpeded access to humanitarian aid for the civilian population. 

    It was crucial that the Human Rights Council provided necessary support for thorough investigations into grave human rights violations and abuses, with a view to bringing the perpetrators to justice and ensuring comprehensive accountability.  A sustained and inclusive dialogue was crucial to achieving a long-term and peaceful resolution to the crisis.  Diplomatic negotiations were, a speaker said, the only way to resolve the situation. All parties must respect international humanitarian law, and must support the mediation efforts made both internationally and regionally.  A political solution must be found that respected the independence and territoriality of the Democratic Republic of the Congo. 

    The need for the Council to make efforts to alleviate the sufferings of victims of human rights violations and abuses was crucial, and all parties involved must respect their obligations under international humanitarian law and international human rights law.  There must be an immediate end to hostilities and a permanent solution found through peaceful means and inclusive dialogue among all parties concerned, and speakers pointed out the need for “African solutions to African problems”, supporting the Luanda and Nairobi processes.  African regional solutions were fully supported by several speakers, who spoke of the efforts of the Southern African Development Community Mission.

  • MIL-OSI Europe: Briefing – Future of EU long-term financing: Post-2027 needs and how to finance them – 07-02-2025

    The adoption of the next multiannual financial framework (MFF) for the period from 2028 will be one of the second von der Leyen Commission’s defining projects. Striking a delicate balance between the EU’s growing financial needs and many Member States’ reluctance to shoulder higher payments to the EU has always been a challenging task. However, never before have the EU’s many financial needs been greater – and, at the same time, Member States’ budgets are under heavy constraints. On the expenditure side, several costly projects are on the horizon. The EU’s next long-term budget will have to finance the principal repayment of Next Generation EU (NGEU) grants from 2028 onwards, as well as borrowing costs that are higher than originally planned owing to a rise in interest rates. Other major expenditure items will include further financial support for Ukraine in its defence against Russia’s war of aggression and the subsequent contribution to recovery and reconstruction, the need to enhance the EU’s defence, security and preparedness, and the cost of EU enlargement. In addition, the EU must continue to invest in high-growth projects and its green and digital transformation in order to remain competitive, as recently underlined by the former president of the European Central Bank, Mario Draghi, in his high-level report on competitiveness. To finance the repayment of the NGEU debt, the European Parliament, the Council and the European Commission have agreed to introduce new own resources. However, although the Commission presented a proposal, approved by Parliament, no significant progress has so far been made on new own resources in the Council. Some Member States consider increased gross national income-based own resources as a simpler and fairer solution, which they want to combine with savings in existing areas as a way to balance the budget. Parliament has started shaping its position for the forthcoming debate on the next MFF with a draft initiative report, ‘A revamped long-term budget for the Union in a changing world’, presented by co-rapporteurs Siegfried Mureșan (EPP, Romania) and Carla Tavares (S&D, Portugal).

    The EU school scheme, which provides schoolchildren with fresh fruit, vegetables, milk and other dairy products, has proven an invaluable tool in promoting healthy eating habits and improving public health outcomes across EU Member States. The programme has successfully tackled issues such as childhood obesity, and has helped to promote sustainable agriculture and reinforce the importance of balanced diets.

    According to the most recent statistics, approximately 30.2 % of children in the Republic of Moldova live in absolute poverty. Rural areas are particularly affected, with the poverty rate reaching as high as 44.6 %. This alarming situation highlights the need for targeted initiatives to improve the well-being of children in these regions.

    Given the success of the EU school scheme, I would like to know if there are plans to extend it to countries such as Moldova and Ukraine, which have made significant progress in aligning with EU standards.

  • MIL-OSI Global: Efficiency − or empire? How Elon Musk’s hostile takeover could end government as we know it

    Elon Musk’s role as the head of the Department of Government Efficiency, also known as DOGE, is on the surface a dramatic effort to overhaul the inefficiencies of federal bureaucracy. But beneath the rhetoric of cost-cutting and regulatory streamlining lies a troubling scenario.

    Musk has been appointed what is called a “special government employee” in charge of the White House office formerly known as the U.S. Digital Service, which was renamed the U.S. DOGE Service on the first day of President Donald Trump’s second term. The Musk team’s purported goals are to maximize efficiency and to eliminate waste and redundancy.

    That might sound like a bold move toward Silicon Valley-style innovation in governance. However, the deeper motivations driving Musk’s involvement are unlikely to be purely altruistic.

    Musk has an enormous corporate empire, ambitions in artificial intelligence, desire for financial power and a long-standing disdain for government oversight. His access to sensitive government systems and ability to restructure agencies, with the opaque decision-making guiding DOGE to date, have positioned Musk to extract unprecedented financial and strategic benefits for both himself and his companies, which include the electric car company Tesla and space transport company SpaceX.

    One historical parallel in particular is striking. In 1600, the British East India Company, a merchant shipping firm, began with exclusive rights to conduct trade in the Indian Ocean region before slowly acquiring quasi-governmental powers and ultimately ruling with an iron fist over British colonies in Asia, including most of what is now India. In 1677, the company gained the right to mint currency on behalf of the British crown.

    As I explain in my upcoming book “Who Elected Big Tech?” the U.S. is witnessing a similar pattern of a private company taking over government operations.

    Yet what took centuries in the colonial era is now unfolding at lightning speed in mere days through digital means. In the 21st century, data access and digital financial systems have replaced physical trading posts and private armies. Communications are the key to power now, rather than brute strength.

    The data pipeline

    Viewing Musk’s moves as a power grab becomes clearer when examining his corporate empire. He controls multiple companies that have federal contracts and are subject to government regulations. SpaceX and Tesla, as well as tunneling firm The Boring Company, the brain science company Neuralink, and artificial intelligence firm xAI all operate in markets where government oversight can make or break fortunes.

    In his new role, Musk can oversee – and potentially dismantle – the government agencies that have traditionally constrained his businesses. The National Highway Traffic Safety Administration has repeatedly investigated Tesla’s Autopilot system; the Securities and Exchange Commission has penalized Musk for market-moving tweets; environmental regulations have constrained SpaceX.

    Through DOGE, all these oversight mechanisms could be weakened or eliminated under the guise of efficiency.

    But the most catastrophic aspect of Musk’s leadership at DOGE is its unprecedented access to government data. DOGE employees reportedly have digital permission to see data in the U.S. government’s payment system, which includes bank account information, Social Security numbers and income tax documents. Reportedly, they have also seized the ability to alter the system’s software, data, transactions and records.

    Multiple media reports indicate that Musk’s staff have already made changes to the programs that process payments for Social Security beneficiaries and government contractors to make it easier to block payments and hide records of payments blocked, made or altered.

    But DOGE employees only need to be able to read the data to make copies of Americans’ most sensitive personal information.

    A federal court has ordered that not to happen – at least for now. Even so, funneling the data into Grok, Musk’s xAI-created artificial intelligence system, which is already connected with the Musk-owned X, formerly known as Twitter, would create an unparalleled capability for predicting economic shifts, identifying government vulnerabilities and modeling voter behavior.

    That’s an enormous and alarming amount of information and power for any one person to have.

    Cryptocurrency coup?

    Like Trump himself and many of his closest advisers, Musk is also deeply involved in cryptocurrency. The parallel emergence of Trump’s own cryptocurrency and DOGE’s apparent alignment with the cryptocurrency known as Dogecoin suggests more than coincidence. I believe it points to a coordinated strategy for control of America’s money and economic policy, effectively placing the United States in entirely private hands.

    The genius – and danger – of this strategy lies in the fact that each step might appear justified in isolation: modernizing government systems, improving efficiency, updating payment infrastructure. But together, they create the scaffolding for transferring even more financial power to the already wealthy.

    Musk’s authoritarian tendencies, evident in his forceful management of X and his assertion that it was illegal to publish the names of people who work for him, suggest how he might wield his new powers. Companies critical of Musk could face unexpected audits; regulatory agencies scrutinizing his businesses could find their budgets slashed; allies could receive privileged access to government contracts.

    This isn’t speculation – it’s the logical extension of DOGE’s authority combined with Musk’s demonstrated behavior.

    Critics are calling Musk’s actions at DOGE a massive corporate coup. Others are simply calling it a coup. The protest movement is gaining momentum in Washington, D.C., and around the country, but it’s unlikely that street protests alone can stop what Musk is doing.

    Who can effectively investigate a group designed to dismantle oversight itself? The administration’s illegal firing of at least a dozen inspectors general before the Musk operation began suggests a deliberate strategy to eliminate government accountability. The Republican-led Congress, closely aligned with Trump, may not want to step in; but even if it did, Musk is moving far faster than Congress ever does.

    Destroy the republic, build a startup nation?

    Taken together, all of Musk’s and Trump’s moves lay the foundation for what cryptocurrency investor and entrepreneur Balaji Srinivasan calls “the network state.”

    The idea is that a virtual nation may form online before establishing any physical presence. Think of the network state like a tech startup company with its own cryptocurrency – instead of declaring independence and fighting for sovereignty, it first builds community and digital systems. By the time a Musk-aligned cryptocurrency gained official status, the underlying structure and relationships would already be in place, making alternatives impractical.

    Converting more of the world’s financial system into privately controlled cryptocurrencies would take power away from national governments, which must answer to their own people. Musk has already begun this effort, using his wealth and social media reach to engage in politics not only in the U.S. but also several European countries, including Germany.

    A nation governed by a cryptocurrency-based system would no longer be run by the people living in its territory but by those who could could afford to buy the digital currency. In this scenario, I am concerned that Musk, or the Communist Party of China, Russian President Vladimir Putin or AI-surveillance conglomerate Palantir, could render irrelevant Congress’ power over government spending and action. And along the way, it could remove the power to hold presidents accountable from Congress, the judiciary and American citizens.

    All of this obviously presents a thicket of conflict-of-interest problems that are wholly unprecedented in scope and scale.

    The question facing Americans, therefore, isn’t whether government needs modernization – it’s whether they’re willing to sacrifice democracy in pursuit of Musk’s version of efficiency. When we grant tech leaders direct control over government functions, we’re not just streamlining bureaucracy – we’re fundamentally altering the relationship between private power and public governance. I believe we’re undermining American national security, as well as the power of We, the People.

    The most dangerous inefficiency of all may be Americans’ delayed response to this crisis.

    Deputy Prime Minister Dmitry Chernyshenko held a meeting on the issue of training personnel in the field of tourism and hospitality and spoke with students of the Russian State University of Tourism and Service (RSUTIS).

    Acting Rector of RSUTS Ambartsum Galustov presented plans for the development of the university’s infrastructure and educational programs to the Deputy Prime Minister and ministers.

    “The formation of a system for training and developing the human resources potential of workers in the tourism and hospitality sector is one of the priority tasks of the industry, set by President Vladimir Putin. Currently, about 1 million people are employed in this sector. The need for employees is about 250 thousand, by 2030 this number will increase to 400 thousand people. New specialists are needed for the successful development of the industry as a whole, as well as for the implementation of large-scale investment projects, such as “Five Seas and Lake Baikal”. The Russian State University of Tourism and Service is intended to become a leading center for training personnel for the industry. Today, the university signed several agreements on the creation of new campuses,” said Dmitry Chernyshenko.

    The plans include the development of the scientific and educational infrastructure of RSUTS in Zavidovo, Tver Region, and in Anapa, where they will train personnel for the Five Seas and Lake Baikal project.

    In Russia, students are admitted to more than 100 universities and 1,300 colleges in the field of tourism and hospitality. Within the framework of the national project “Tourism and Hospitality”, training centers have been created in the Moscow Region on the basis of RSUTS, Tatarstan and St. Petersburg.

    At a meeting at the university, a comprehensive approach to solving the issue of personnel shortage was discussed. This is necessary to achieve the goals set by the head of state within the framework of the national project.

    “Tourism needs a model of integration with secondary vocational education. There should be interaction with strong regional universities. These should not be point solutions. And today’s agreements are an example that can be replicated throughout the country. Another important aspect is labor productivity. We have created competence centers based at Kavkaz.RF and in Krasnodar Krai. The centers have been created and have begun work. Also, together with businesses, it is worth working on the issue of including the topic of productivity in educational programs for training personnel for the tourism industry,” said Minister of Economic Development Maxim Reshetnikov.

    The head of the Ministry of Education and Science, Valery Falkov, noted that today special attention is paid to the training of personnel in the tourism sector. The new model of higher education provides for qualitative changes in the implementation of educational programs, which should be a modern response to the industry’s demand.

    Dmitry Chernyshenko emphasized that the interest of tourists in the Moscow region, where RGUTIS is located, is growing every year. “This is facilitated by the availability of high-quality infrastructure for recreation and a huge number of attractions – these are cultural heritage sites, churches and monasteries, estates, monuments of military glory, which is especially important in the Year of the Defender of the Fatherland, declared by President Vladimir Putin, in the year of the 80th anniversary of our Victory,” the Deputy Prime Minister added.

    Dmitry Chernyshenko assessed the university infrastructure and talked to students. He noted the attention of the head of state and the Ministry of Economic Development to the tourism sector and supported the students in choosing this direction. The guys presented their projects, including concepts for the adaptation of foreign students, the development of design projects for the Five Seas and Lake Baikal program and the popularization of tourism among young people through student media.

    In addition, the consecration of the restored temple-chapel of the Blessed Grand Duke Alexander Nevsky took place.

    Dmitry Chernyshenko left a note in the university’s memorial book: “I am confident that the experienced teaching staff of RSUTS and the talented students who came here from different regions of the country will make a serious contribution to the development of tourism in Russia. As our President Vladimir Putin said, domestic tourism is one of the main priorities.”

    “The President called the development of domestic tourism one of the priorities of the long-term development strategy of Russia. In our Moscow Region, we see that there is a great demand for tourism, and therefore for specialists. In our Moscow Region, we have 14 colleges and 5 universities engaged in training personnel. Last year, one of the three federal resource centers was created here, on the basis of RSUTS, which plans to train 10 thousand specialists for the entire country this year,” said Moscow Region Governor Andrei Vorobyov.

    Following the meeting, the Deputy Prime Minister gave a number of instructions, including updating educational programs, developing plans for the development of the university, and holding new competitions in the field of tourism.

    The meeting was also attended by the Governor of the Tver Region Igor Rudenya, Deputy Minister of Labor and Social Protection of Russia Dmitry Platygin, Deputy Minister of Education of Russia Irina Shvartsman, Deputy Governor of the Krasnodar Region Alexander Ruppel, university rectors, representatives of companies and public organizations.

    I’d like to go back to my concerns about the nomination of Russ Vought to be the head of the Office of Management and Budget, because that’s an office that determines the services that millions of families and small businesses rely on. 

    And yet, he supported unilaterally taking away those services and help for more than 2,600 federal programs that were ordered to cease activities with less than 24 hours notice. 

    And in every state in the country, we heard confusion and panic and chaos. 

    Since then, I’ve heard from thousands of Granite Staters who are worried about what those cuts mean for them and their families. 

    I’ve heard from health care providers, from our community health centers, from our nonprofits, from our police departments, from so many people who provide services to the state of New Hampshire. 

    And it’s now been more than a week, and despite not one but two federal judges ordering the Trump Administration to stop holding up funds, we are still hearing reports of frozen payment systems and missed reimbursements. 

    Now, I know my Republican colleagues are hearing those concerns too. 

    But despite this outpouring, we’re still here today contemplating confirming Russell Vought, the architect of this reckless, unprecedented and misguided policy. 

    He was directly involved in drafting the memo that OMB sent out that started all of this last Monday. 

    That memo was so extreme that it provoked concern and outrage from both sides of the aisle about the breadth of payments that were being halted. 

    Russ Vought then had to walk back parts of the memo that he’d worked on just the day before. 

    And all of this happened, and he wasn’t even a confirmed nominee. 

    So, I’m very worried about what he’s going to do if he actually gets confirmed for this job. 

    We know that what we saw last week was just a short preview of what he plans to do. 

    And the justification that we’ve heard since that memo is that that memo wasn’t meant to cut off funding to all of the programs that saw their funding halted. 

    It wasn’t meant to stop Medicaid in every state or to shut down HUD’s system of rental assistance or homelessness funding. 

    But I’ll tell you, if that’s your defense, that just means that OMB sent a memo that was so poorly drafted that agencies across the federal government thought it required them to cut off all these programs that people and towns depend on. 

    So, either the OMB under Russell Vought’s direction, deliberately stopped funding for 2,600 programs for water and sewer projects, for housing, for meals for seniors, or they were so incompetent, that without meaning to, they sent a memo to the whole federal government that had that effect. 

    Well, regardless of which answer it is, I think the person who’s behind that, Russ Vought, the man leading that effort, should not be running the Office of Management and Budget that determines how funding goes out in the federal government. 

    And I think this is especially true because there’s no question that Russ Vought and President Trump intend to take away some of the funding that Congress has provided on a bipartisan basis to help families in New Hampshire and around the country save money on things like their energy bills, to help address pollution like PFAS. 

    And I would just remind folks that we passed the Bipartisan Infrastructure Law on a strong bipartisan vote—19 Republican senators voted with the Democrats to invest in our communities.  

    We worked shoulder to shoulder, Republicans and Democrats, to prioritize things like energy efficiency, water infrastructure, funding that this administration says it’s looking at cutting off, even though communities are depending on it. 

    Well, I plan to continue to stand up and defend funding that Congress provides to make necessary investments in all of our communities, and I hope my Republican colleagues will do the same. 

    And then this past weekend, we learned that Elon Musk, the world’s richest man, who’s never been elected, along with unelected, unconfirmed DOGE employees, the DOGE boys we call them, now have access to the payment system at the Treasury Department. 

    That is a system that processes more than $5 trillion worth of payments every year. 

    That’s everything from tax refunds and Social Security checks to reimbursing towns for work that they’re doing on sewers or roads. 

    They have access to Social Security numbers, to health information, and to so much more. 

    This is a system that the vast majority of people working at Treasury can’t access, and they shouldn’t be able to, because this is private information. 

    You may have heard that Treasury only gave “read only”, I say that in quotes, “read only” access.

    But if that’s the case, why is Elon Musk talking about using this access to stop payments to a charity that helps seniors with housing? 

    What’s he doing in the Treasury records anyway? 

    Why does he need that information? 

    This week, we’re hearing confirmation that Musk’s team didn’t just have “read access”. 

    In fact, they had administrator level access, giving them the ability to make changes to this payment system. 

    One specific Treasury employee refuted Treasury leadership’s denial that they gave a DOGE staffer “write access”, that’s the ability to change the code and to change the checks that get sent out by Treasury. 

    The employee said, and I quote, “I am looking at his access right now, and it has the Deputy Assistant Commissioner instructing the team to disregard all previous instructions and assign him,” the DOGE person, “read/write privileges for the database,” so he can change what’s in that database. 

    That doesn’t sound like “read only” access to me. 

    I think it’s unacceptable for an unelected billionaire to be taking over the payments system that our government relies on, that millions of Americans rely on, and trying to stop those payments. 

    Now, fortunately, the original OMB memo was rescinded. 

    But this fight is not over. 

    Instead, this access to the Treasury’s payment system could be the next front in stopping funds going out to the American people. 

    We can, and we do, intend to continue to push back on these illegal actions to stop funding that’s required by law. 

    And despite knowing better, Russell Vought has never shied away from his belief that the executive branch can disregard the law and override spending decisions that are made by Congress.

    He clearly believes that this administration should be above the law and should be able to take away funding that helps millions of Americans. 

    Russ Vought is the architect of Project 2025. 

    That proposed a budget that would cut Medicaid, just Medicaid, by $2.1 trillion over ten years.

     It would slash SNAP, the food program, by $400 billion. 

    We have people in New Hampshire who count on the SNAP program in order to be able to feed their kids. 

    His proposal would cut funding that helps low-income Americans go to college by more than $250 billion.

    It would eliminate the Affordable Care Act tax credits that help millions of Americans afford health care. 

    These are not cuts that lower costs. 

    These are not cuts that create jobs. 

    These are not cuts that enhance public safety and make it easier for people to afford their rent and their groceries. 

    It’s beyond ridiculous that anyone could propose these cuts with a straight face while also supporting trillions of dollars in tax breaks for the wealthiest individuals and corporations in this country. 

    You know, I’m not one to claim that the federal government can’t be run more efficiently. 

    I think we can always do everything better. 

    And it’s important to all Americans to make sure that our government runs effectively and efficiently, but indiscriminately freezing hiring across the board, pushing out thousands of civil servants, makes that problem worse, not better. 

    And last week, more than 2 million federal employees received emails offering to pay their salaries for the rest of the fiscal year in exchange for resigning now. 

    I mean, that in and of itself is questionable because this Congress hasn’t appropriated dollars to pay those employees. 

    And why would somebody who wants to improve effectiveness and efficiency in government, pay people to go home and not work? And that’s what this email said. 

    At the time, it included hundreds of thousands of individuals working in critical national security roles and included, for example, every single air traffic controller in the country, just days before we tragically saw the worst aviation incident in nearly 30 years. 

    Now, they’ve since walked that offer back, stating that it should not apply to employees who are critical to national security. 

    But, like the claim of the funding freeze, they say that that was always their intent, they must have made a mistake, but I’m not sure which option is worse. 

    That while we’re short more than 3,500 air traffic controllers, Russell Vought really wanted to pay the ones we do have not to work, or that he blasted out an irresponsible, reckless, non-targeted effort that could have had devastating consequences for critical positions without taking the time to think it through. 

    What’s more, they tried to convince us this offer will save money, making it clear that even if we lose thousands of key employees with no plans to replace them, we’ll be better off. 

    Well, tell that to the people in New Hampshire who are trying to get answers on their Social Security or their income tax checks. 

    Tell that to the students who need help with their FAFSA form so that they can apply and get help to go to college. 

    Vought has relentlessly attacked the millions of career civil servants who show up every day, no matter who’s in power, to keep the lights on and the wheels turning. 

    Some of these people have served our country for 30, 40, even 50 years through countless presidents and Congresses. 

    We’re not talking about political appointees here, we’re talking about the people who write the checks at the Social Security Administration, about the caseworkers at the Department of Housing and Urban Development who make sure that people have roofs over their heads and food to eat. 

    We’re talking about doctors and therapists at VA hospitals who work around the clock to provide lifesaving care and benefits to the veterans who have sacrificed so much for our country, program operators at the Small Business Administration who helps entrepreneurs get loans. 

    They’re the forest rangers who show up in all weather conditions in the White Mountain Forest in New Hampshire to ensure there is safe and enjoyable recreation opportunities for hundreds of millions of visitors to our national parks and forests.

    And speaking of the weather, they’re the meteorologists at the National Weather Service, the people we rely on to prepare for hazardous storms. 

    These employees contribute to the maintenance of nuclear submarines, which is an essential tenet of our national security, a crucial part of our capability to deter major conflicts. 

    And any impact to our shipyards, we have the Portsmouth Naval Shipyard between New Hampshire and Maine that does maintenance on our nuclear submarines, any impact to that workforce will strain our shipbuilding industrial base that’s already saturated with demand to meet the requirements of our Navy.

    So, why did they get an email giving those employees the option to resign? 

    This administration has said repeatedly that it wants to “restore the warrior ethos” at the Pentagon. 

    But if Russell Vought gets his way, there isn’t going to be anybody left at the Pentagon. 

    And now we’re hearing that Elon Musk’s team is plugging in to our air traffic control system. 

    The National Air Traffic Controllers Association has repeatedly asked for what they need: more funding, targeted investments and workforce development, shorter hours and upgraded technology. 

    We need to get to work in this Senate, in this Congress, on legislation that addresses these issues. 

    But handing the keys to the nation’s air traffic control system over to an unelected, inexperienced billionaire who cuts first and asks questions later, isn’t the solution. 

    Now, Russell Vought will tell you over and over again that government doesn’t work. 

    But he says this at the same time that he’s doing everything in his power to break it with zero regard for how that’s going to hurt you and your family. 

    And this week, we’ve seen and we’ve heard more horrifying parts of Russell Vought’s agenda. 

    He’s teaming up with Elon Musk. 

    And last year, for the first time, thanks to PEPFAR, more than half of new HIV infections were outside of Sub-Saharan Africa. 

    One of the most successful health programs ever in U.S. history, put in by George W. Bush.

    And one of the only things that has stood between Americans and so many of the diseases that come from overseas is USAID. 

    Now, I was listening to the prayer breakfast this morning, and I heard President Trump talking about his admiration for Billy Graham, for Franklin Graham, for the good work that they do. 

    Then a few minutes later, I heard the morning news, and I heard them talking about what’s happening in Sudan, where we have a famine and millions of people desperate because of the conflict there and what’s happening.

    And the news report said, if we don’t get our foreign assistance turned back on to help the Sudanese, eight million people are going to starve to death in the coming months. 

    I can’t imagine that Billy Graham or Franklin Graham support the idea of eight million Sudanese dying, because we’ve turned off the foreign assistance that we provided because Elon Musk doesn’t like the United States Agency for International Development. 

    I think Billy Graham and Franklin Graham, Billy Graham, when he was alive, and his son Franklin would say, these are also God’s children and it’s important for us to support people around the world who are dying. 

    And you know, it’s not just those kinds of situations like we have in Sudan. 

    We have significant diseases that are breaking out in parts of the world, and we don’t have people on the ground to make sure that the people who—the outbreak of Ebola that’s happening in Africa, some of us remember in 2014 when about what came to the United States—we don’t have any aid workers anymore because under Elon Musk’s order, they’ve shut down those programs. 

    They’re bringing those people home, so there’s nobody there to make sure that that Ebola outbreak doesn’t go across borders and doesn’t wind up in the United States. 

    There’s a Marburg outbreak, another hemorrhagic disease that’s happening in Africa. 

    It has a 90% mortality rate, and right now, we have no real treatment and no vaccination for the Marburg virus. 

    And yet again, we’ve taken our teams of people who help in-country to treat the Marburg virus and we’ve taken them home. 

    We’ve said, “go ahead cross whatever country lines you want. Come to the United States, because we’re not going to prevent that.” 

    And, you know, we’ve got a bird flu epidemic now. 

    You may have heard there’s a new strain that’s just been discovered in cows in Nevada. 

    We’ve had, about 70 people who have been infected with bird flu. 

    We’ve had somebody die from that. 

    We used to monitor bird flu outbreaks around the world, but under this shutdown of USAID and its programs, we’re not monitoring bird flu anymore. 

    So, that bird flu can come to the United States? 

    We don’t know. 

    Nobody seems to care in the Trump Administration if that happens. 

    These things don’t just happen overseas. 

    They affect us here in America. 

    It’s in our interest to ensure that these efforts that help with diseases, that help prevent Vladimir Putin and Russia from its nefarious activities in Europe, in Moldova, in Romania, in Ukraine—that’s also happened the aid to help Ukraine in this war against Russia.

    That’s all been cut off. 

    That doesn’t make America safer. 

    That doesn’t make us stronger.

    That doesn’t make us more prosperous. 

    I hope my colleagues will stand against Russell Vought, who has been the architect of so much of this carnage. 

    Sadly, I don’t think my colleagues on the other side of the aisle will do that. 

    And I hope that we can reverse some of this, harm that’s been done to so many people around the world that is going to come home to roost in America if we don’t address it. 

    So, Mr. President, I have taken all of my time.

    WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL) and U.S. Senator Chuck Grassley (R-IA), Co-Chairs of the Senate Baltic Freedom Caucus, met today with Baltic Foreign Ministers and their ambassadors. During the meeting, they discussed the increase in Russian hybrid attacks in the Baltics and across Europe, and the need to maintain allied support for Ukraine and NATO. The meeting comes not long after Finland seized a Russian shadow fleet ship suspected of destroying an energy cable linking Estonia and Finland, and growing evidence of Russian arson, assassination, malign cyber activities, and sabotage on NATO soil. In addition to Durbin and Grassley, U.S. Senators Amy Klobuchar (D-MN), Jeanne Shaheen (D-NH), Ranking Member of the Senate Foreign Relations Committee, and Pete Ricketts (R-NE) also attended.

    The Senators met with Lithuanian Foreign Minister Kestutis Budrys and Ambassador Audra Plepyte; Latvian Foreign Minister Baiba Braže and Ambassador Elita Kuzma; and Estonian Foreign Minister Margus Tsahkna and Ambassador Kristjan Prikk.

    “Not only do I have strong personal ties to the region, but the Baltic countries are essential NATO partners in upholding democratic values and transatlantic security,” said Durbin. “The nations whose foreign ministers we met with today are among Ukraine’s staunchest supporters—and the United States must continue to do its part to stand alongside them.     Last Congress, Durbin and Grassley introduced a resolution recognizing the importance of the alliance between the United States and the Baltic States.

    Over the years, Durbin and Grassley have introduced the Baltic Security Initiative Act, bipartisan and bicameral legislation to codify the Baltic Security Initiative (BSI), which enhances and strengthens U.S. security cooperation with the Baltics amid Russia’s unprovoked war in Ukraine and heightened tensions with China. In Fiscal Year 2024, Durbin secured $228 million in defense appropriations funding for the BSI.

      

    In 2022, Durbin traveled to Vilnius, Lithuania, where he received the Aleksandras Stulginskis Star Award—only the second individual and first American to receive this award. It was granted to Durbin for his decades-long support of Lithuanian independence and democracy and his promotion of parliamentary values. He was in Vilnius almost three years ago on the morning Russia launched its full-scale invasion of Ukraine.

    Trading volumes on the Moscow Exchange standardized derivatives market increased by 77% in 2024, from 8.3 trillion to 14.7 trillion rubles.

    Today, 85 Russian financial sector companies conclude transactions on the DFI market, of which 20 companies entered the market in 2024. In particular, non-state pension funds and insurance companies received the opportunity to conduct transactions with over-the-counter derivatives with a central counterparty (CCP) last year.

    Today on on the Moscow Exchange’s SPF market Interest rate swaps, currency swaps, currency-interest rate swaps, currency forwards with a maturity of three days to 10 years depending on the type of instrument are traded. The instruments of the SPFI market provide the opportunity for the most flexible management of currency and interest rate risks in transactions on the markets of the underlying asset.

    Transactions on the SFD market are concluded with the CCP, which allows combining the flexibility of over-the-counter derivatives and the reliability of the Moscow Exchange settlement infrastructure. This also frees financial market participants from the need to assess the risks of each counterparty and sign general agreements with all of them, reduces capital costs and takes advantage of unified clearing and collateral with other Moscow Exchange markets.

    Since its launch in 2013, the SFI market has developed in two directions – exchange and over-the-counter. Since 2019, the trading activity of participants has been concentrated exclusively in over-the-counter transactions with a central counterparty. In connection with this, a decision was made to terminate the functioning of the exchange segment of the SFI market., and May 13, 2022 was set as the last trading day on which exchange contracts could be concluded on the SFD market.

    Moscow Exchange will continue to develop tools for managing various types of risks. In December 2024, the SFI market was launched new trading and clearing system “SAPFIR”, which combines advanced trading and clearing solutions, as well as technological and methodological services in the field of risk management of the NCC. The peculiarity of the new TCS is the ability to quickly launch new over-the-counter instruments at the request of participants, which allows for an effective response to changes and market needs. Thanks to this opportunity, participants will be able to hedge credit, commodity and other types of risks in the future.

    The Moscow Exchange Group operates the only multifunctional exchange platform in Russia for trading shares, bonds, derivatives, currencies, money market instruments and commodities. The Group includes a central depository and a clearing center that acts as a central counterparty in the markets, which allows Moscow Exchange to provide its clients with a full cycle of trading and post-trading services.

  • MIL-OSI Security: Beechview Resident Pleads Guilty to Receiving Child Sexual Abuse Material

    PITTSBURGH, Pa. – A resident of Pittsburgh, Pennsylvania, pleaded guilty in federal court on February 6, 2025, to a charge of child exploitation, Acting United States Attorney Troy Rivetti announced today.

    Michael J. Close Jr., 53, of the Beechview neighborhood of Pittsburgh pleaded guilty to one count before United States District Judge Cathy Bissoon.

    In connection with the guilty plea, the Court was advised that, on at least four occasions from May 16, 2022, through July 6, 2022, Close purchased and received from an online Russian vendor compressed and encrypted video and still image collections depicting the sexual exploitation of minors, some of whom were prepubescent. Close created a cryptocurrency account and, using a cryptocurrency exchange platform, transferred payment to the vendor in bitcoin. Once payment was received, the vendor provided Close with a password to access and view the encrypted videos and still images.

    Judge Bissoon scheduled sentencing for May 28, 2025. The law provides for a maximum total sentence of not less than five years and up to 20 years in prison, a fine of up to $250,000, or both. Under the federal Sentencing Guidelines, the actual sentence imposed is based upon the seriousness of the offense and the prior criminal history, if any, of the defendant. Pending sentencing, the Court remanded Close to the custody of the United States Marshals Service.

    Assistant United States Attorney Carolyn J. Bloch is prosecuting this case on behalf of the government.

    Homeland Security Investigations in Pittsburgh and Portland, Maine, conducted the investigation that led to the prosecution of Close.

    This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims.   • MIL-OSI United Kingdom: The UK launches flagship SPIRIT programme to drive social recovery in Ukraine

    In collaboration with Government of Ukraine, UNICEF and the World Bank, £25m of UK funding will support an inclusive and sustainable social recovery in Ukraine.

    • The SPIRIT programme (Social Protection for Inclusion, Resilience, Innovation and Transformation) will support Ukraine to strengthen more inclusive and efficient social protection systems and revitalise community and family-based services.
    • SPIRIT will support the Foreign Secretary’s priority to ensure a safe and loving family for every child, improving social care services for 10,000 families across 10 regions
    • The programme will help Ukraine lay foundations for a recovery that meets the needs of citizens in all their diversity including people with disabilities, veterans and other war-impacted groups.

    The UK will invest £25 million to strengthen Ukraine’s social protection system and services to support an inclusive and barrier-free recovery. The funding announced during the visit of the Foreign Secretary, David Lammy to Kyiv will catalyse Ukraine’s ambition for reform of the social sphere. This support will help Ukraine to meet the varied needs of the population and accelerate Ukraine’s Euro-Atlantic pathway. The UK will partner with UNICEF Ukraine and the World Bank to deliver SPIRIT, working closely with the Ministry of Social Policy of Ukraine, the European Union and key partners in the social sector.

    The SPIRIT programme recognises that investing in people – and the support and services they need – will be critical for Ukraine’s long-term recovery and socio-economic future.

    Russia’s full-scale invasion has had an immense and devastating human impact in Ukraine. This has been disproportionately felt by the most vulnerable and war-impacted groups, including women, children and families, people with disabilities, older people, veterans, and those in frontline areas.    

    The programme will support Government of Ukraine in their social reform agenda, bringing together Ministries and local government, international financial organisations, donors, civil society, academia, and private sector.

    Following the signing of the ‘Social Recovery and Inclusion Partnership for Ukraine’ by the UK, the Ministry of Social Policy of Ukraine, the European Union, UNICEF and the World Bank at the Berlin Ukraine Recovery Conference 2024, SPIRIT demonstrates commitment of the UK government and partners to support Ukraine’s socio-economic future and further our collaboration.  

    The SPIRIT programme has three main priorities:

    • Improving access to high-quality community and family-based social services for at least 10,000 families with children across 10 regions. In cooperation with the Ministry of Social Policy, we will deliver small grants and capacity-building to 100 civil society and local community actors to enable them to provide social services, while building a local marketplace of accessible service providers and empowering local actors to meet the growing demand for social protection support.

    • Establishing a Social Recovery Office with the Ministry of Social Policy to drive reforms, improve coordination in the sector, and enhance collaboration with international financial institutions and development partners. The Social Recovery Office will help Ukraine respond to pressing demographic challenges, meet the needs of the most vulnerable, and support development of a more robust and inclusive social protection framework.

    • Launching a range of cross-sectoral initiatives that support social recovery and inclusion priorities in Ukraine. Projects will work across health, economic and social sectors, piloting new models of support and services to cater for the most vulnerable and war-impacted groups. This includes women, families with children, people with disabilities, older people, and veterans.  These initiatives will foster human capital, enable inclusive reforms and build the institutional capacity needed for Ukraine to address the demographic, economic, and societal changes driven by the war.

    The SPIRIT programme will support the Foreign Secretary’s campaign to realize family-based care for every child. Ukraine is a key partner in the Foreign Secretary’s new global alliance to progress sustainable, lasting reform of children’s social care around the world. Working with the Government of Ukraine and UNICEF, SPIRIT includes a specific focus on accelerating ‘Better Care Reform’ to strengthen families, prevent separation, and ensure a safe and loving family environment for all Ukrainian children.

    I am proud that the UK is announcing critical funding for Ukraine’s social recovery. The £25m contribution will strengthen Ukraine’s social systems and services that are under overwhelming pressure from Russia’s brutal invasion.     Dmitry Grigorenko’s meeting with heads of digital transformation of federal executive bodies

    Digital transformation programs for 2025 and the planning period 2026–2027 have been adopted for 11 federal ministries and departments. They were reviewed at a meeting of Deputy Prime Minister – Chief of the Government Staff Dmitry Grigorenko with heads of digital transformation of federal executive bodies.

    The meeting approved development programs for the Ministry of Emergency Situations, the Ministry of Industry and Trade, the Ministry of Digital Development, the Ministry of Energy, the Russian National Guard, the Federal Service for Supervision in Education and Science, the Federal Archives Agency, the Federal Reserve Agency, the Federal Fisheries Agency, the Federal Bailiff Service, and the Federal Mandatory Medical Insurance Fund. Their projects provide for all the main planning parameters with established target indicators: funding volumes; key results (e.g., harmonizing departmental information resources, increasing the speed of processing interdepartmental requests); infrastructure development (e.g., transferring systems to Russian software and Russian information security tools).

    “In total, we have to approve 60 departmental digital transformation programs. Their implementation is aimed at increasing the efficiency of the departments themselves and public administration as a whole. This includes the quality of decisions made based on data received online, and the transparent implementation of key functions, and the speed of providing public services,” commented Dmitry Grigorenko.

    For example, the Compulsory Medical Insurance Fund plans to introduce a system of personalized accounting of information on medical care provided in 2025. This will allow receiving information about insured citizens online, reducing errors in medical organizations’ bills, generating information about everyone who is subject to dispensary observation, creating individual medical examination routes for them, etc. Based on this information, personal risks of insured persons will be calculated, and forecasts of medical care consumption will be built.

    Taking into account the implementation of the tasks set within the framework of departmental digital transformation programs, a number of additional priorities were also identified at the meeting. Thus, among the tasks for 2025 is to introduce artificial intelligence technologies into the feedback platform. This will allow for the fastest possible classification of citizens’ requests by issue and assessment of the quality of responses to them. Also, special attention will be paid to ensuring information security in 2025.

Among them was the head of the UKNI GUU Maxim Pletnev, who joined the working group of the Public Council for the Maintenance of Territories of Apartment Buildings in the Moscow Region.

    During the first meeting, the participants voted to elect the Chairman of the Public Council — Hero of the Russian Federation, member of the cosmonaut corps Andrey Borisenko. The members of the Public Council defined the key goal of the joint work — to identify problem areas and find effective solutions for current issues in the field of housing supervision, improvement and maintenance of adjacent territories, taking into account the interests of civil society.

  • MIL-OSI Global: Why Americans need well-informed national security decisions – not politicized intelligence analysis

    The United States’ security depends on leaders who make well-informed decisions, including matters ranging from diplomatic relations around the world to economic relations, threats to the U.S., up to the deployment of military force. The nation’s intelligence community – 18 federal agencies, some military and others civilian – has the responsibility of gathering information from all over the world and delivering it to the country’s leaders for their use.

    As a nearly 40-year veteran of the intelligence community, both in and out of uniform, I know that regardless of what leaders do with the information, the American people need them to have as thorough, unbiased, fact-based and nonpoliticized intelligence assessments as possible.

    That’s because reality matters. Those tasked with gathering, analyzing and assembling intelligence material work hard to assemble facts and information to give leaders an advantage over other nations in international relations, trade agreements and even warfare. Reality is so important that a key policy document for the intelligence community tells analysts that their top two priorities are to be “objective” and “independent of political consideration.”

    But an investigation into the intelligence community found that during the first Trump administration, intelligence workers at many levels made political value judgments about the information they assembled, and did not report the truest picture possible to the nation’s leaders.

    Analysts are a key defense against politicization

    In general, each administration develops a national security strategy based on global events and issues, including threats to U.S. interests that are detailed and monitored by the intelligence community. Based on the administration’s priorities and interests, intelligence agencies collect and analyze data. Regular, often daily, briefings keep the president abreast of developments and warn of potential new challenges.

    In a perfect world, the president and the national security team use that information to determine which policies and actions are in the nation’s best interests.

    With the recent arrival of a new presidential administration, recent reports indicate that at least some workers in the intelligence community are feeling pressure to shift their priorities away from delivering facts and toward manipulating intelligence to achieve specific outcomes.

    Current and former intelligence officials have publicly worried that President Donald Trump might be biased against the intelligence community and seek to overhaul it if analyses did not fit his policy objectives.

    It happened in Trump’s first term. After Trump left office in 2021, Congress turned to the Office of the Director of National Intelligence – which oversees the entire intelligence community – to investigate whether intelligence reports were politicized under Trump’s leadership.

    The investigation determined that they were, up and down the intelligence system. The report found that some people who didn’t agree with the president’s policy views and objectives decided among themselves not to provide a full intelligence picture, while others tried to tailor what they showed the president to match his existing plans.

    At times, individual analysts withheld information. And managers, even up to the most senior level, also edited analyses and assessments, seeking to make them more appealing to leaders.

    For instance, the report found that top intelligence community officials, members of the National Intelligence Council, “consistently watered down conclusions during a drawn-out review process, boosting the threat from China and making the threat from Russia ‘not too controversial.’”

    The ombudsman’s report pointed out that this type of event has happened before – specifically, in 2003 around questions of whether Iraq had weapons of mass destruction – which it was ultimately found not to. As the report describes, “politicians and political appointees had … made up their mind about an issue and spent considerable time pressuring analysts and managers to prove their thesis to the American public.” That biased, politically motivated intelligence led to a war that killed nearly 4,500 U.S. service members, wounded more than 30,000 more, and cost the lives of about 200,000 Iraqi civilians, as well as more than $700 billion in U.S. taxpayer funds.

    Leaders don’t have to listen

    At some point or other, almost every president makes decisions that run contrary to intelligence assessments. For instance, George H.W. Bush did not prioritize a crumbling Yugoslavia, and the challenges that presented, choosing to focus on Iraq’s 1990 invasion of Kuwait and the resulting U.S. military Operations Desert Shield and Desert Storm.

    President Bill Clinton inherited the Yugoslavia situation, in which a failing country was at risk of political implosion, and chose to ignore intelligence warnings until the ethnic cleansing in that country became too public to ignore, at which point he began a U.S.-led NATO air campaign to stop the fighting. Clinton also ignored several intelligence warnings about al-Qaida, even after its deadly attacks on two U.S. embassies in 1998, and in 2000 on the USS Cole, a U.S. Navy destroyer. He chose more limited responses than aides suggested, including passing up an opportunity to kill al-Qaida leader Osama bin Laden.

    President Barack Obama chose to dismiss indications relayed by intelligence officials that Russia was going to invade Ukraine in 2014 – which it did. He focused on the Middle East instead. Obama’s goal of withdrawing U.S. troops from Iraq led him to discount warnings of the potential threat from what would become the Islamic State group – which in 2014 took advantage of the American departure to launch a major assault and seize a massive amount of territory in both Syria and Iraq. Driving the group out required significant reengagement from the U.S. military.

    And President Joe Biden ignored military and intelligence assessments that the Afghan military and government were weak and would not be able to withstand Taliban attacks if the U.S. military withdrew. And until almost the last moment, the Biden administration did not believe warnings that Russia was about to launch a second invasion of Ukraine in 2022. In both cases, the intelligence predictions were correct.

    Elected officials are accountable to the American people, and to history, but I believe accountability is key to ensuring the intelligence community follows its own standards from top to bottom, from senior leaders to the most junior analysts. Failure to abide by those standards harms American national security, and the standards themselves say violations are meant to bring professional, and potentially personal, consequences.

    Perfection is elusive

    It’s impossible for intelligence collection and analysis staff to get everything right – they don’t have a crystal ball. Leaders aren’t under any obligation to follow the intelligence community’s recommendations. But if intelligence officials and political leaders are to have effective relationships that safeguard the nation’s security, each must understand their role and trust that each is doing that work as best as possible.

    Providing unvarnished truthful assessments is the job of the intelligence community. That means assessing what’s happening and what might happen as a result of a range of decisions the policymakers might choose. In my experience, putting aside my own views of leaders and their past decisions built trust with them and improved the likelihood that they would take my assessments seriously and make decisions based on the best available information.

    It’s not that intelligence professionals can’t have opinions, political ideologies or particular perspectives on policy decisions. All Americans can, and should.

    But as a second Trump administration begins, I think of what I told my colleagues and staff over the decades: National security requires us to keep those personal views out of intelligence analysis.

  • MIL-OSI Global: Map wars in the Middle East: How cartographers charted and helped shape a regional conflict

    Maps are ubiquitous – on phones, in-flight and car displays, and in textbooks the world over. While some maps delineate and name territories and boundaries, others show different voting blocs in elections, and GPS devices help drivers navigate to their destination.

    But no matter the purpose, all maps have something in common: They are political. Making maps is about making decisions about what to omit and what to include. They are subject to selection, classification, abstractions and simplifications. And studying the choices that go into maps, as I do, can reveal different stories about land and the people who claim it as theirs.

    Nowhere is this more true than in the contested regions that today include modern-day Israel and the Palestinian territories. Since the establishment of the state of Israel in 1948, different governmental and nongovernmental organizations and political interest groups have engaged in what can best be described as “map wars.”

    Maps of the region use the naming of places, the position of borders and the inclusion or omission of certain territories to present contrasting geopolitical visions. To this day, Israel or the Palestinian territories may fall off some maps, depending on the politics of their makers.

    This is not exclusive to the Middle East – “map wars” are underway across the globe. Some of the more well-known examples include disputes between Ukraine and Russia, Taiwan and China, and India and China. All are engaged in controversies over the territorial integrity of nation-states.

    A short history of maps

    Traditionally, maps have been used to represent cosmologies, cultures and belief systems. By the 17th century, maps that represented spatial relations within a given territory beaome important to the making of nation-states. Such official maps helped annex territories and determine property rights. Indeed, to map a territory meant to know and control it.

    More recently, the tools for making maps have become more broadly accessible. Anyone with a computer and internet access can now make and share “alternative maps” that present different visions of a territory and make varied geopolitical claims.

    And maps produced in a conflict region, such as Israel and the Palestinian territories, tell a rich story about the relationship between mapmaking and politics.

    Mapping the Middle East

    During the British Mandate of Palestine from 1917 to 1947, British surveyors mapped the territories to exercise their control over the land and its people. It was an attempt to supersede the more informal Ottoman land claims of the time.

    By the founding of Israel in 1948, only about 20% of the total area of what is known as historic Palestine had been mapped – a fact that has fueled land disputes to this day. The British mapping efforts and their omissions enabled the newly established state of Israel to declare most of the territories as state land, thereby delegitimizing Palestinian land claims.

    Maps also helped build the Israeli state. Surveyors and planners mapped the land to allocate land rights, and they helped build the state’s infrastructure, including roads and railroads.

    But maps also helped create a sense of nationhood. Maps representing a nation’s shape by delineating its national borders are known as “logo” maps. They can enhance feelings of national unity and a sense of national belonging.

    Once established, the Israeli state remade the maps of the region. An Israeli Governmental Names Commission came up with Hebrew names to replace formerly Arab and Christian names for different towns and villages on the official map of Israel. At the same time, formerly Palestinian topographies and places were omitted from the map.

    Some Palestinian mapmakers, however, continue to make maps that include Palestinian named sites and depict pre-1948 historic Palestine – an area that stretches from River Jordan in the east to the Mediterranean Sea in the west. Such maps are used to advocate for Palestinians’ right to land and foster a sense of national belonging.

    At the same time, Palestinian cartographers who work with the Palestinian Authority – the government body that administers partial civil control over Palestinian enclaves in the West Bank – make official maps of the West Bank and Gaza in the hope of establishing a future state of Palestine. They align their maps with United Nations efforts to map the territories according to international law by demarking the West Bank and Gaza as separate from and as occupied by Israel.

    After the 1967 war between Israel and its Arab neighbors, Israel occupied the West Bank and Gaza. As a result, map wars intensified, especially between different fractions within Israel. The left-wing “peace camp,” which was dedicated to territorial compromises with the Palestinians, was pitted against an Israeli right wing committed to reclaiming the “Promised Land” for ensuring Israeli security.

    Such incompatible geopolitical visions continue to be reflected in the maps produced. “Peace camp” maps adhere to the delineation of the territories according to international law. For example, they include the Green Line – the internationally recognized armistice line between the West Bank and Israel. Official maps produced by the Israeli government, by contrast, stopped delineating the Green Line after 1967.

    Broader and border disputes

    Not only have different interest groups and political actors used maps of the region to put forth competing geopolitical claims, but maps have also played a central role in sporadic efforts to establish peace in the region.

    The 1993 Oslo Accords, for example, relied on maps to provide the framework for Palestinian self-rule in return for security for Israel. The aim was that after a five-year interim period, a permanent peace settlement would be negotiated based on the borders laid out in these maps.

    Consequently, Palestinian planners and surveyors mapped the territory allocated to a future state of Palestine. With the Oslo Accords promising only a future state – but with its borders and level of sovereignty still uncertain – Palestinian experts nevertheless continue to prepare for governing the territories by mapping them.

    The Oslo maps are used to this day to delineate geopolitical visions of Israel and a future state of Palestine that are based on international law. But for many Israelis, the Oslo vision of a two-state solution has died – the attack by Hamas, the Palestinian nationalist political organization that governs Gaza, on Israel on Oct. 7, 2023, was its last blow.

    The subsequent war between Israel and Hamas, currently subject to a cease-fire, has from the outset involved maps.

    In December 2023, the Israeli military posted an online “evacuation map” that divided the Gaza Strip into 623 zones. Palestinians could go online – provided they have access to electricity and internet in a territory plagued by blackouts – to find out whether their neighborhood was called upon to evacuate. Israeli military commanders used this map to decide where to launch airstrikes and conduct ground maneuvers.

    But the map served a political aim, too: to convince a skeptical world that Israel was taking care to protect civilians. Regardless, its introduction caused confusion and fear among Palestinians.

    Charting a way forward

    Maps aren’t just for making sense of the past and present – they help people imagine the future, too. And different maps can reveal conflicting geopolitical visions.

    In January 2024, for example, various Israeli right-wing and settler organizations organized the Conference for the Victory of Israel. The aim was to plan for resettling Gaza and increase Jewish settlements in the West Bank. Speakers advocated for transferring Palestinians from the Strip to the Sinai through “voluntary emigration.” With Jewish settlers planning for the return to Gaza, and speakers citing both the Bible and Israeli security for justifications, an oversized map showed the location of proposed Jewish settlements.

    Similarly, the Israeli Movement for Settlement in Southern Lebanon has published maps of planned Jewish settlements in Southern Lebanon.

    Such maps reveal the desire by some in Israel for a “Greater Israel” – an area described in 1904 by Theodor Herzl, considered the father of modern-day Zionism, as spanning from the brook of Egypt to the Euphrates.

    Unsurprisingly, Palestinians make different maps for envisioning the future. Palestine Emerging – a Palestinian and international initiative that brings together various experts, organizations, and funders – uses maps that connect Gaza to the West Bank and the wider region.

    Their aim is to transform Gaza into a commercial hub for trade, tourism and innovation and to integrate it into the global economy. Accordingly, maps of urban projects, airports and seaports overlay the cartographic contours of Gaza; and a Gaza-West Bank corridor, which would be sealed for Israeli security, could connect the two geographically separate Palestinian territories.

    Such maps reflect the efforts by Palestinian stakeholders to continue surveying the territories that, since the Oslo Accords, were to make up the future state of Palestine.

    A new era of expansionist geopolitics

    With the current U.S. administration more aligned with right-wing Israeli policies, maps of Greater Israel may guide what Hagit Ofran from Peace Now calls the beginning of a new “Greater Israel” policy period.

    In a novel twist, U.S. President Donald Trump on Feb. 4, 2025, floated a plan for the U.S. to “take over” Gaza, moving its current inhabitants out and turning the enclave into “”the Riviera of the Middle East.”

    Such a move would amount to another attempt to remake borders across the Middle East. It would not, however, end the “map wars” in Israel/Palestine.

    Nikolai Evgrafovich Pestov (1892-1982) – Doctor of Chemical Sciences – specialist in the field of mineral fertilizer technology, professor, holder of the Order of Lenin, famous theologian, historian of the Orthodox Church.

    Nikolay Pestov was born on August 17, 1892 in Nizhny Novgorod. He was the youngest, tenth, child in the family. From school, he was interested in chemistry and in 1911 he entered the chemistry department of the Imperial Moscow Higher Technical School (now Bauman Moscow State Technical University). When the Great War, as World War I was then called, broke out, he first entered the Alekseevskoye Military School, and later volunteered for the front with the rank of ensign, without finishing his fourth year at Bauman Moscow State Technical University.

    During the war, Nikolai Pestov participated in training soldiers for chemical defense. Once he had to defuse a bomb and carry it out in a truck along a broken road. He took the body of the bomb as a souvenir. After the February Revolution, Nikolai Pestov was elected a member of the regimental committee and the regimental court. A review of him spoke of his discipline, tact, excellent knowledge, and “a sympathetic and noble heart.” For his military distinctions, Nikolai was awarded the Order of St. Stanislav, 3rd degree, and the Order of St. Anna, 3rd degree.

    After the October Revolution, Nikolai Evgrafovich had the chance to serve in the Nizhny Novgorod Cheka, in the capital’s Vsevobuch administration under the All-Russian Main Headquarters, and as the head of the Vsevobuch administration in Sverdlovsk, where he personally met Lev Trotsky, whom he later called a “demonic personality.” Trotsky gave his younger comrade his book with the dedication: “To my friend and comrade-in-arms N. Pestov, as a keepsake. Lev Trotsky.”

    In 1921, the convinced atheist Pestov had a spiritual experience – he saw Christ in a dream – and soon resigned from the Red Army, left the Communist Party, completed his studies at the Moscow Higher Technical School and was hired as an employee of the Scientific Institute for Fertilizers (NIUIF). He began to lead a religious life, and was briefly arrested for participating in a student Christian circle.

    From 1933, he worked at the Department of Mineral Substances Technology at the Mendeleyev Moscow Institute of Chemical Technology, from where he was fired in the dangerous year of 1937 for refusing to speak at a meeting condemning the arrested professor Nikolai Yushkevich. “Almost every day, or rather every night, I expected to be arrested. I believe that only through the prayers of my children, wife and spiritual father was I not arrested at that time and remained alive,” he wrote later. Not long before this, Nikolai Evgrafovich was almost arrested when that very memorable German bomb from the First World War was discovered during a search.

    Two years later, Nikolai Pestov was unanimously elected head of the chemical technology department at the Moscow Engineering and Economics Institute (now the State University of Management), where he headed the chemical technology department. In January 1941, he defended his doctoral dissertation “Physicochemical properties of powder and granular products of the chemical industry.” Later, he worked for about a year as the dean of the chemistry department, and from October 1943, he became deputy director for scientific and educational work.

    During the Great Patriotic War, Nikolai Evgrafovich worked on issues of organizing and planning the chemical industry. A separate topic of his research was mineral fertilizers for the country’s agriculture. These studies turned out to be very useful both during and after the war, when it was necessary to establish agriculture on low-fertility and war-damaged soils. Professor Pestov was not mobilized into the active army due to health reasons; he developed bronchial asthma. His eldest son Nikolai went to the front and died in 1943. While adjusting the fire of a mortar battery, he was wounded and shell-shocked, but refused to go to the hospital; the second wound to the stomach turned out to be fatal. Nikolai Pestov later wrote a book about his son, Life for Eternity.

    Even during the war, Nikolai Evgrafovich stopped hiding his faith from his colleagues and placed a small iconostasis in his office. Since 1943, he worked on the fundamental work “Modern Practice of Orthodox Piety”. Professional merits turned out to be higher than personal convictions for the country’s leadership, and in November 1944, Professor Pestov was awarded the Order of the Red Banner of Labor. In 1946, he received the medal “For Valiant Labor in the Great Patriotic War of 1941-1945”, and in 1953, for length of service and impeccable work among the workers of science of higher educational institutions of the city of Moscow, he was awarded the Order of Lenin.

    Nikolay Pestov is the author of over 100 scientific publications and had 4 patents for inventions. His memory is still alive at the State University of Management.

    Over the past six years, 457 km of regional and local roads leading to airports have been put into operation in the regions participating in the national project “Safe High-Quality Roads” after repair, reconstruction and construction. This was reported by Deputy Prime Minister Marat Khusnullin.

    “Currently, large-scale work is underway in the country to develop airports: new airport complexes are being built and existing ones are being reconstructed, and airfield infrastructure is being modernized. At the same time, we are bringing access roads to air harbors into compliance with regulations. Over the six years of implementing the national project “Safe High-Quality Roads”, more than 120 sections of the regional and local road network leading or included in the routes to airports have been commissioned. Their total length is 457 km. In 2025, we will continue this work thanks to the new national project “Infrastructure for Life”, – said Marat Khusnullin.

    A unified, comfortable transport system for everyone allows us to solve social problems, improve the quality of logistics and strengthen interregional ties.

    “Recently, there has been an increase in passenger traffic on domestic routes, and the national air transportation route network is growing. At the same time, the road transport infrastructure is also developing, which in combination makes travel to other regions safer and more comfortable. In 2024 alone, 21 km of routes to airports were brought up to standard under the national project “Safe High-Quality Roads”. In 2025, repair work is planned for 16 such facilities of the national project “Infrastructure for Life”, their total length will be about 44 km,” said Transport Minister Roman Starovoit.

    The development of roads to airports and transport infrastructure in general also influences the development of domestic tourism. This is another important aspect of the work to improve the quality of life of Russians.

    “Over the six years of implementation of the national project “Safe High-Quality Roads”, more than 2 thousand sections of the regional and local road network leading to unique natural complexes, architectural monuments, religious buildings, historical landmarks have been repaired, reconstructed and built. As a rule, work on such sites was carried out in a comprehensive manner: in addition to the roadway, elements of safety and road infrastructure were installed. As a result, every year travel around Russia is becoming more comfortable, and the increase in tourist flow ensures investment in the regions, contributes to the creation of new jobs, and forms new spaces for business development,” said Igor Kostyuchenko, Deputy Head of the Federal Road Agency.

    Thus, in 2024, a four-kilometer approach to the Krasnoyarsk International Airport was repaired, and in 2023, a section of the highway in the Irkutsk Region was updated – an approach to the Bratsk International Airport, the second largest air harbor in the region. The length of the section is 2.8 km.

    In 2023, the Tomsk-Airport highway leading to the Tomsk International Airport named after Nikolai Kamov was renovated in the Tomsk Region. In total, more than 8 km were repaired during the implementation of the national project. In particular, on the section from Basandayskaya Street in Tomsk to the village of Klyuchi, the road surface was renewed, public transport stops were repaired, and markings were applied. In 2020, about 0.8 km of access road to the airport terminal was built with a ring road and free parking for 226 spaces.

    On February 3, the Serov Readings took place at SPbGASU. The event, which has been held at our university since 2021, acquired the status of an international scientific and technical symposium this year.

    In memory of a prominent scientist

    “The Serov Readings are held in memory of Doctor of Technical Sciences, Professor Evgeny Nikolaevich Serov, who worked at our university for many years. The scientist is known for his participation in the development of domestic standards for the design of wooden structures in the USSR and Russia, as well as high-quality textbooks that will always be relevant,” said the organizer of the symposium, head of the department of metal and wooden structures at SPbGASU Egor Danilov.

    According to Yegor Vladimirovich, the unofficial holding of the readings confirmed the hypothesis about their demand among the professional scientific community: famous scientists, including those from abroad, participated in them. At the moment, the goal is to consolidate Russian scientists in the field of wooden structures on the basis of SPbGASU.

    Evgeny Nikolaevich Serov (01.02.1932–30.01.2018) is a prominent scientist and specialist in the field of wooden structures. He worked at our university from 1964 to 2017, rising from assistant to professor of the Department of Wood and Plastic Structures. In 1975–1980, he headed the correspondence faculty.

    Along with the main course “Wood and Plastic Constructions”, he also taught special disciplines, including “Engineering Restoration of Architectural Heritage”, and conducted practical classes directly at architectural monuments with unique wooden structures. The research work of students supervised by Evgeny Serov was repeatedly awarded second and third degree diplomas by the Ministry of Higher Education of the RSFSR, and the students were participants of the USSR Exhibition of Economic Achievements and co-authors of scientific articles and inventions. Combining extensive public and administrative activities, Evgeny Nikolaevich worked on the most important national economic topics of the State Construction Committee and the State Planning Committee, the Ministry of Higher Education of the RSFSR.

    As a result of many years of research, Evgeny Serov developed new structural forms from glued timber structures (GTS), technologies for their production, including waste-free cutting of blank blocks, as well as calculation methods that take into account the high degree of anisotropy (unequal properties in the directions of the fibers) of glued timber. He formulated the main principle of GTS design – the principle of tracking orientation with the coordination of the fields of effective stresses and the resistance fields of anisotropic material, developed and implemented special curvilinear inserts in the junctions of frame and beam structures, a method for strengthening the support zones of GTS using glued reinforcement bars, which was used in arches with a span of 63 m.

    New solutions in the use of wood

    Opening the symposium, the Vice-Rector of SPbGASU for scientific activities Evgeny Korolev emphasized: despite its long history, the topic of wood use is constantly evolving. Today, it is necessary to search for new design and technological solutions.

    Professor of the Department of Metal and Wooden Structures, Honorary President of the Wooden Housing Association Alexander Chernykh believes that the event provides an opportunity to pass on experience to the younger generation, and that the attention of colleagues from other universities is important for SPbGASU researchers.

    Deputy Dean for Research, Associate Professor of the Department of Architectural and Civil Engineering Olga Pastukh invited everyone to the III National (All-Russian) Scientific and Technical Conference “Prospects of Modern Construction”, which will be held at SPbGASU on April 21–23.

    The program of the Serov Readings included 23 in-person and remote reports, 23 poster reports from 62 participants. 46 people applied as listeners, including students and postgraduates of SPbGASU. Participants from Moscow, Novosibirsk, Arkhangelsk and other Russian cities, as well as from China and Vietnam, exchanged experiences and opinions on the research conducted in the field of wooden structures, their operation, improvement, and calculation.

    Scientific consultant of Georekonstruktsiya LLC Roman Orlovich informed about the problems of exploitation of wooden structures in historical buildings. In his opinion, wooden floors can be preserved with the right approach to analysis of their bearing capacity, physical wear and tear and damage by rot, as well as with the right use of technical solutions.

    Chief Researcher of the Kucherenko Central Research Institute of Building Structures (a structural division of JSC NIC Construction) Alexander Pogoreltsev shared the results of a study of platform joints of multi-story buildings made of CLT. He is confident that the general theory of calculating platform joints, which is successfully used in calculating reinforced concrete structures, is not applicable to wood, which is an anisotropic material (i.e. a material with different mechanical properties of fibers when forces are applied to the fibers in different directions).

    The current generation of researchers are worthy successors of the famous scientist.

    Postgraduate student Elizaveta Kotova presented a report on “Bearing capacity and deformability of circular LVL structures” (supervisor – Egor Danilov): “LVL timber is famous for its high strength and durability, and circular structures made of this material allow you to create elegant and effective architectural forms with large spans, without the use of massive supports. This opens up new opportunities for designing buildings and structures with a unique design. Therefore, the relevance of the study of circular LVL structures is due to the need to develop accurate methods for calculating the stress-strain state, improve the regulatory framework, increase the efficiency of design and operational safety.”

    As a result of studying the existing methods for calculating circular structures, Elizaveta managed to find out that information about the bearing capacity and deformability of circular LVL structures is relatively limited compared to studies of rectilinear LVL beams. This is due to the complexity of analyzing the stress-strain state in curvilinear structures.

    At present, trial tests of LVL samples with different angles of inclination have been carried out to visualize the behavior of a curvilinear LVL sample under load in order to obtain the main mechanical characteristics of the material. The results obtained will be used for more accurate compilation and calculation of the LVL circular structure in the computational program. In the future, it is planned to study the stress-strain state of dowel joints. Based on the results of the numerical study, a physical model of the LVL circular structure will be developed, which will be tested in laboratory conditions.

    The work is aimed at creating a mathematical model for calculating the stress-strain state of circular LVL structures, which will improve the efficiency of calculating and designing such structures and optimize technical solutions, which will lead to an increase in their bearing capacity and rigidity.

    Master’s student Yulia Trunina presented a report on the topic “The influence of low negative temperatures on the mechanical properties of LVL” (supervisor – associate professor of the Department of Metal and Wooden Structures Pavel Koval): “As the temperature decreases, the properties of wood change, namely, the strength and elastic characteristics become higher. This pattern allows the material to be used in regions where for a significant time of the year the air temperature is not only below zero, but also reaches -70 °C. LVL is a composite material based on wood. This allowed us to assume that a change in its properties will also occur with a change in temperature.”

    An experiment at freezing temperatures of -70, -35 and 0 °C on compression of small LVL samples of more than 300 pieces confirmed the dependence. At the same time, depending on the direction of the veneer fibers, the change in strength and elastic modulus occurred with varying degrees. Yulia reported that this will allow more accurate prediction of the material properties in the future. It became possible to take into account the thawing process (using the derived formula), since the experiment took place under normal conditions – at 20 ° C. These data should be used in the future for larger structures, such as beams or frames, and also to study their durability, i.e. the operation of the structure in the climatic conditions of the Arctic and the Far North, taking into account time. And it is also necessary to consider the combined effect of moisture and temperature on the structure, including in real conditions with fluctuations of these factors.

    International experience

    The work of postgraduate student Xu Kaixuan was called “Development of methods for calculating composite (wood-concrete) floor slabs of residential and public buildings” (supervisor – professor, doctor of technical sciences Alexander Chernykh). “I began working on this topic during my studies in the master’s program at SPbGASU and chose it for my PhD dissertation. I would like to note that the research is carried out by a student team with the active assistance of employees of the Center for Mechanical Testing of Building Structures at SPbGASU,” the author noted.

    According to the postgraduate student, the applied basic design solutions and forms of wood-concrete composite slabs are in demand in the construction of industrial, civil construction and social infrastructure facilities, including multi-apartment residential buildings using wooden CLT structures, as well as in the construction of pedestrian and automobile bridges as span slabs. Xu Kaixuan attributed the advantages of such solutions to environmental friendliness and sustainability, cost-effectiveness, and synergy of the strength properties of concrete and wood. The main problem is to ensure the joint operation of concrete and CLT under load.

    During the research, Xu Kaixuan determined the types and shapes of metal connectors (connectors) to ensure the joint operation of CLT slabs and concrete; he found that the combination of shape, size and location of connectors in the adhesive bond zone are critical to the perception of the acting loads of composite floor slabs.

    At present, an analysis of the best practices for the design and application of wood-concrete composite floor slabs in Russia and abroad has been conducted, and the relationships between the geometry of connectors and the bearing capacity of the samples under study have been experimentally established.

    Xu Kaixuan plans to conduct numerical modeling and experimental studies to determine the missing design characteristics of the adhesive interaction in the contact zone of connectors and concrete to develop a method for calculating the stress-strain state of wood-concrete composite floor slabs.

    The Department of Metal and Wooden Structures of SPbGASU was born from the merger of two large scientific centers: MKiIS (metal structures and testing of structures) and KDiP (wood and plastic structures), authoritative in the Russian scientific community and abroad. The employees of the department are members of the Technical Committee for Standardization in Construction, take part in the work of the All-Russian Scientific and Technical Council for Metal and Wooden Structures.   • MIL-OSI Global: How Putin, Xi and now Trump are ushering in a new imperial age

    Over the past few weeks the new US president, Donald Trump, has repeatedly claimed that the United States should “take back” the Panama Canal and that it should assume control of Greenland – one way or another. He has talked of Canada becoming America’s 51st state and now he even wants to “take over” the Gaza Strip to convert it into a “Riviera” on the eastern Mediterranean.

    It’s as if the US president believes that his country should be an empire. In this Trump seems to be emulating China’s Xi Jinping and Vladimir Putin of Russia, leaders he has said he admires and who have themselves shown some clear imperial tendencies in recent years.

    Under Putin, Russia has supported secessionist regions, such as Transnistria and Abkhazia, fought wars in Georgia and Ukraine and actively interfered in the affairs of Syria and assorted African countries. In 2022 Russia even launched a full-scale invasion of Ukraine, claiming that Ukraine was historically inseparable from Russia, but that hostile western influences were trying to destroy that unity.

    China, meanwhile, has militarised a number of small uninhabited islands in the South China Sea. It has built 27 installations on disputed islands in the Spratly and Paracel island group that are also claimed by other countries including Vietnam, Taiwan, the Philippines and Malaysia. This has prompted a flurry of development, as other countries in the region have raced to establish their own footholds in the disputed, but very resource-rich, region.

    Beijing also maintains its claim over Taiwan, which it says is an inalienable part of China which it wants to “come home”.

    Empires and nation states

    Most people assumed that the age of empires had been relegated to the dustbin of history. But this is by no means a straightforward proposition. Until relatively recently, the rise and fall of empires had dominated much of recorded history. Nation-states only appeared at the end of the 18th century. And as those states rose to prominence many too displayed imperial inclinations.

    So the US, fresh from throwing off the yoke of the British empire, wasted little time in expanding its borders westward, acquiring – whether by conquest or purchase – large swaths of new territory in what effectively turned a small group of east coast states into a continental empire.

    Meanwhile other newly minted nation-states such as Italy and Germany also aspired to acquire overseas empires and involved themselves, with varying success, building what turned out to be relatively shortlived colonial empires in Africa and elsewhere.

    Most traditional dynastic empires, meanwhile, began to adopt various aspects of the nation-state model, such as conscription, legal equality and political participation. The decades following the second world war are often seen by historians as a period of decolonisation by traditional imperial powers such as Britain and France. But the transition from empire to nation-states was far from smooth. Most imperial governments hoped to transform their empires into more egalitarian commonwealths, while retaining a degree of influence.

    This they did with varying degrees of success and often under extreme duress, as with France in Algeria and Vietnam, or under great economic pressure, such as with Britain and India. The real age of the nation-state didn’t begin until the 1960s.

    The return of empire?

    Today, the world consists of about 200 independent countries, the overwhelming majority nation-states. Nonetheless, one could argue that empires – or at least imperial tendencies – have never totally disappeared. France, for instance, frequently interfered in many of its former colonies in Africa. However, these military interventions were not meant to permanently occupy new territories.

    Today, imperial tendencies seem to resurface around the world. The past, however, tends not to repeat itself. Massive wars of conquest or attempts to create new overseas empires are unlikely in the immediate future. Most imperial expansions are currently sought close to home.

    What is striking is that Putin, Xi and Trump all use fierce nationalist rhetoric to justify their imperialist designs. Putin, as we have seen, claims the indivisibility of Ukraine and Russia and blames “Nazis” for trying to turn Russia’s sister state towards the west. He used it as a justification for invading Ukraine in February 2022.

    Xi, in turn, often maintains that Communist China has finally overcome the century of humiliation, in which the country was the plaything of foreign powers. They both seem to yearn for past imperial greatness. The Russian Federation aims to undo the dissolution of the Soviet Union, communist China looks back to the Qing empire. Interestingly, under its increasingly authoritarian leader Recep Tayyip Erdoğan, Turkey – another regional power with imperial inclinations – similarly finds inspiration in the Ottoman Empire.

    The US case seems to be more complex, but in fact is very similar. Thus, Trump argues that the Panama Canal, which has long been administered by the US, was foolishly returned to Panama by Jimmy Carter and claims that it is now controlled by China. He will, he says, return it to the US.

    Trump also refers to America’s “Manifest Destiny”, the 19th-century belief that American settlers were destined to expand to the Pacific coast. These days his aspirations are northwards rather than to the west. The president also wants to plant the US flag on Mars, taking his imperial dreams into outer space.

    If the US joins China and Russia in violating recognised borders, the international, rights-based order could be in danger. The signs are not very positive. Taking steps to illegally annex territories could blow up the entire international edifice.

    The UK will host Western Balkans leaders for the Berlin Process Summit in Autumn 2025.

    The UK will host leaders of the six Western Balkans countries and other European leaders later this year for a crucial international Summit to support stability, security and economic co-operation in the region.

    It will also focus on how to work together to combat the region being used as a transit route for irregular migration, with the Government focussed on using every tool at its disposal to control the UK’s borders.

    Known formally as the Berlin Process, the Summit will strengthen cooperation with European partners to help deliver on the UK Government’s strategy to strengthen borders, smash the gangs, and get those with no right to be here returned to their countries.

    As one of the UK’s most experienced diplomats, Dame Karen Pierce DCMG has been appointed the UK Special Envoy to the Western Balkans, charged with driving forward the UK’s strategic objectives across the region, including preparations for the Summit.

    The summit comes as the UK develops a world first sanctions regime to snare people smugglers upstream.

    The Western Balkans is of long-standing importance to the UK, and our partnerships in the region are central to our efforts to tackle irregular migration and bear down on the evil trade in human lives.     Last month, the Foreign Secretary visited Tunisia to boost support for projects to tackle the drivers of small boat arrivals in Europe and the UK.

    In January, the UK also announced plans for the world’s first sanctions regime to take down people smuggling rings and starve them of illicit finance fuelling their operations.

    With three NATO allies present in the region, the Western Balkans is of critical importance for UK and European security. The risk of instability increasing: regional tensions are aided by malign

    Russian influence and there is an urgent need to crack down on criminal gangs who have made the region into a major transit route for irregular migration across Europe.

    The UK’s Special Envoy will also contribute to wider missions of the Prime Minister’s Plan for Change, including working to disrupt organised crime groups to make Britain’s streets safer and promote opportunities for British businesses to deliver economic growth.

    Before serving as British Ambassador to the United States, Dame Karen Pierce was the UK’s Permanent Representative to the UN in New York – the first female officer to hold each position.

    She will take up her new position in the Spring, taking over from Air Chief Marshal The Lord Peach KG GBE KCB DL.
