  • MIL-OSI Russia: Kola Peninsula and Yamal: more than 20 expeditions carried out by pupils of the Moscow Palace of Pioneers

    This academic year, more than 600 students from the Moscow Palace of Pioneers took part in 23 research expeditions and hiking trips. The children studied the nature of different places in Russia – from Murmansk to Yamal.

    “The Moscow Palace of Pioneers has opened more than three thousand children’s clubs. Among them are over 30 sections dedicated to tourism. Expeditions throughout Russia are organized for the children who attend them. This is an opportunity not only to see the nature of our country, but also to take their first steps in science. Such trips help to deepen knowledge in the field of biology, geography and ecology, and also teach teamwork,” the press service of the capital’s

    Department of Education and Science.

    Thus, the center for environmental education of the Moscow Palace of Pioneers organized three expeditions, where schoolchildren studied climate and soil. Practical classes and field research took place in the Moscow region – for example, the children identified species of animals, plants and mushrooms. Students from the third to the 11th grade took part in the trips.

    Young geographers from the Na Donskoy center have been on six trips. For example, in the spring they studied the northern taiga and the White Sea coast in the Murmansk region. The children took water samples, analyzed the soil composition and studied rare birds from the Red Book. They compiled their observations into scientific articles, which they have already published. At the end of June, the schoolchildren will go on a new expedition – to Yamal.

    “The expedition to the Kola Peninsula was the most interesting for me! This is not the first time I have participated in scientific trips – I study lichens and mushrooms. This time I discovered several species that had not been seen in these places before. Now this data will be published in a scientific journal,” shared his impressions Miron Alfimenkov, a pupil of the “Na Donskoy” center.

    The Young Paratroopers Club held 14 hikes around the Moscow region. Schoolchildren learned to navigate the terrain, set up camp, and cover multi-kilometer routes. In addition, high school students completed special tasks – they transmitted coordinates and adjusted routes using maps and mobile applications.

    Supplementary education programs develop creative and critical thinking in schoolchildren, and form skills that will be useful to them in their future profession.   • MIL-OSI Analysis: Jaws at 50: how a single movie changed our perception of white sharks forever

    It’s been 50 years since Steven Spielberg’s movie Jaws first cast a terrifying shadow across our screens.

    At a low point during production, Spielberg worried he’d only ever be known for “a big fish story”. The film, however, did not tank.

    Jaws broke box office records and became the highest-grossing movie at the time, only surpassed by the first Star Wars released two years later in 1977.

    A combination of mass advertising, familiar “hero” tropes and old-school showmanship launched Jaws as the first modern blockbuster.

    Hollywood, and our relationship to oceans and the sharks within them, would never be the same.

    An unrealistic monster

    In Peter Benchley’s 1974 novel that Jaws is based on, the shark is 6 metres long. For added screen excitement, in the movie it grew to a whopping 7.6 metres.

    However, that’s unrealistically large.

    The average size of a mature great white (Carcharodon carcharias, also known as the white shark) is between 4.6 and 4.9 metres for female sharks and up to 4 metres for male sharks.

    The largest recorded living specimens peak at about 6 metres, with one monster specimen caught in Cuba in 1945 reaching 6.4 metres.

    Earth’s oceans have seen bigger predatory sharks in the past. The biggest one of all time was the megalodon (Otodus megalodon) which lived from 23 to 3 million years ago, and may have been up to 24 metres in length. However, it looked nothing like the modern white shark.

    We don’t know precisely how big the megalodon was, but certainly larger than the great white shark.

    They’re not even directly related – another thing scientists learned quite recently.

    Who was the megalodon, then?

    White sharks first evolved between 6 and 4 million years ago in the shadows of the megalodon. A recent study showed the megalodon’s large serrated teeth show signs of it being a supreme opportunistic super-predator.

    That means it ate just about anything, but especially liked whales and marine mammals.

    But white sharks are not directly related to the megalodon, whose lineage began with a shark called Cretalamna during the age of dinosaurs about 100 million years ago.

    By contrast, the white shark lineage began with an ancient mako shark, Carcharodon hastalis. It was 7 to 8 metres long and had large, similarly shaped teeth to the modern white shark but lacking serrated edges.

    How did Jaws affect white shark populations?

    Last year, the International Shark Attack File reported 47 unprovoked shark bites to humans worldwide, resulting in seven fatalities. This was well below the previous ten-year average of 70 bites per year; your chances of getting bitten by a shark are extremely rare.

    Following the movies that made up the Jaws franchise, there was an increase in hunting and killing sharks – with a particular focus on great white sharks that were already going into a decline due to overfishing, trophy hunting and lethal control programs.

    Between 80% and 90% of white sharks have disappeared globally since the middle of the 20th century. Recent estimates calculate there are probably less than 500 individual white sharks in Australian waters right now.

    When Jaws first aired, scientists didn’t know how long sharks took to reproduce, or how many offspring a white shark could have each year. We now know it takes about 26 years for a male and 33 years for a female to sexually mature before they can start having pups.

    Data about white shark births is sparse, but recently a 5.6-metre-long female caught on a drum line off the coast of Queensland had just four large pups inside her. This is a very small number. Some large sharks, such as the whale shark, can give birth to up to 300 young.

    Now that we know just how slow they are to breed, it’s clear it will take many decades to reestablish the “pre-Jaws” population of white sharks – important apex predators in the marine ecosystem.

    Will white sharks survive?

    White sharks are currently listed as vulnerable.

    This classification means if we don’t change the current living conditions for white sharks, including impacts caused by human activities such as commercial fishing, and the impacts of climate change and ocean pollution, they will continue to decline and eventually could go extinct.

    Currently, white sharks are protected in several countries and form the basis for an important tourist industry in Australia, South Africa, western United States and most recently Nova Scotia, Canada.

    These sharks are iconic apex predators that fascinate people. One of us (John) went cage diving with them recently off the Neptune Islands of South Australia and can attest to how breathtaking it is to watch them in their natural environment.

    In terms of economic impact, they are worth far more alive than dead.

    There’s still much we don’t know about white sharks

    The complete white shark genome was first published only in 2019. It has 4.63 billion base pairs, making it much larger than the human genome (3.2 billion base pairs).

    The genome revealed some surprising things, like how white sharks show strong molecular adaptations for wound-healing processes, and a suite of “genome stability” genes – those used in DNA repair or DNA damage response.

    The transcriptome (or sum total of the messenger RNA) of the white shark showed greater similarity to the human transcriptome than to that of other fishes. This hints that “unexpressed genes” in the shark could one day play a role in uncovering genetic pathways for potential cures in human diseases.

    Jaws and its sequels certainly brought white sharks to the attention (and nightmares) of humans, with devastating impacts on how we treated them as a species.

    Our relationship with white sharks reflects our relationship with nature more broadly – a feared antagonist within the current capitalist paradigm; an enemy to be tamed, contained or consumed.

    As we learn more of the peril and potential of these remarkable creatures, we can learn how to live with them, to see beyond our fears and value their role within our delicate ocean ecosystems.

  • MIL-OSI Russia: A young couple from NSU became finalists of the All-Russian competition “Student Families of Russia”

    The All-Russian competition “Student Families of Russia” was organized by the Ministry of Science and Higher Education of Russia together with the Tambov State University named after G.R. Derzhavin and Gzhel State University as part of the implementation of the federal project “Family Support” of the national project “Family”. Young families in which both spouses aged 18 to 35 are officially married and are university students could take part in it. In the selection stage, the couple needs to record a video business card, pass a psychological test and submit a portfolio of achievements. As a result, 30 couples made it to the finals, who will go to Gzhel to represent their universities.

    NSU will be represented in the final by a married couple, Vyacheslav and Maria Kolobenko. Maria is graduating this year. Faculty of Natural Sciences, and Vyacheslav – Mechanics and Mathematics. The couple met in 2023 at Miss NSU. Vyacheslav was the organizer, and Maria was a participant. After the competition, the guys began to actively communicate.

    – We got to talking and were surprised to learn that we were both from Primorsky Krai. I am from Ussuriysk, and Masha is from Arsenyev, that is, only 100 kilometers from each other. We started dating on February 14 last year, and in May I realized that “well, that’s it, mine!” We went to Primorsky Krai and met our parents. Later, at the end of 2024, I proposed to Masha, and in April of this year we got married.

    The university invited us to participate in the competition, and we were not against it. We applied and passed. It’s cool that there is such an opportunity to go somewhere together, compete, spend time together, and even usefully, – said Vyacheslav Kolobenko.

    In July, the young couple will go to Gzhel. The final program includes thematic areas, master classes, round tables, discussions and research in focus groups on strengthening and popularizing family values, as well as meetings with government officials on issues of supporting young families.

  • MIL-Evening Report: Horse whipping is painful and cruel. The latest incident shows why it should be banned

    Last week, the peak body for equestrian sport in Australia suspended a prominent member after footage allegedly depicted Australian Olympic dressage rider Heath Ryan whipping a horse more than 40 times.

    Ryan confirmed he was the rider in the footage, which was reportedly taken about two years ago.

    He explained the horse, Nico, had belonged to a friend who had been hospitalised for serious injuries inflicted by the animal.

    Ryan wrote Nico had “always been a problem child” and was about to be sent to slaughter.

    However, Ryan, an experienced trainer and instructor, intervened to “salvage” the horse.

    But horses, just like humans, feel pain, which is why more needs to be done to minimise the use of whips on horses.

    What happened next?

    The footage depicts Ryan mounted on Nico, forcefully whipping him.

    Both the whoosh of the whip travelling at speed and the sound of it contacting Nico’s flesh are audible.

    Nico kicks out several times in response, yet the whipping continues.

    Nico seems “shut down” – a term used to describe a horse when they appear to have no understanding of what they need to do to make an adverse experience stop.

    Whipping causes horses pain. The skin in the gluteal area of the horse, which Ryan repeatedly struck with the whip, is sensitive to pain just like the skin of humans.

    This is not the first time whipping has been in the spotlight. In July 2024, footage emerged of three-time Olympic dressage gold medallist Charlotte Dujardin repeatedly whipping a horse on the hind legs.

    This led to the International Equestrian Federation fining her CHF 10,000 (A$18,867) and imposing a 12-month suspension.

    More recently in Australia, in May 2025, the RSPCA prosecuted a case against trainer Liandra Gray, who was recorded striking a horse with a padded racing whip more than 40 times. A Tasmanian court found Gray had caused unreasonable and unjustifiable pain and the whip use constituted cruelty.

    Equestrian Australia’s national dressage rules forbid excessive use of whips.

    Despite stating he “hated” whipping Nico, Ryan argued he was acting in the horse’s interests.

    After an undisclosed period, Nico was re-homed, and according to Ryan “is now thriving in a loving and competitive home with an exciting future”.

    Does the end justify the means?

    Ryan’s justification of his treatment of Nico is based on the positive consequences for the horse (avoiding slaughter) and the current owners (Nico can continue to be ridden).

    This justification is a type of consequentialism, where an outcome is judged to be good or not based on the consequences it brings about. This raises an important question: what counts as a “good” outcome and by whose standard are we judging?

    Ryan’s justification points to a culture where horses’ needs and interests are not respected and where they are valued solely for their utility to humans.

    But we know horses are sensitive, sentient beings, capable of suffering.

    The relationship between a rider and horse is often described as a partnership. In reality, horses have little choice.

    The equipment and cues riders rely on to control horses work because they are aversive and even painful. Because horses are motivated to escape from painful stimuli, they rapidly learn to perform in the desired way.

    Because of this reliance on aversive stimuli to control horses, it is essential riders remove it as soon as the horse performs the desired behaviour (for example, releasing tension on the reins).

    Why was Nico a ‘problem child’ in the first place?

    During riding, a horse knows it has responded correctly if the rider removes the aversive stimulus that was used to cue the horse.

    If the rider removes the stimulus at the wrong time or not at all, the horse may become confused, stressed and express unwanted behaviours.

    If this is repeated, the unwanted responses can quickly become a habit and the horse may be labelled a problem.

    Based on the footage, it seems that instead of learning to move forward to escape pressure from the rider’s heels or whip, Nico appears to have developed a habit of stalling (slowing or coming to a stop instead of moving forward).

    Stress and fear can impair animals’ ability to learn and problem solve and horses vary considerably in their personalities and ability to learn what humans require of them.

    The combination of personality, stress, fear and rider inconsistencies can quickly lead to the development of unwanted behaviours.

    It is likely Nico’s behaviour reflects these factors.

    It’s time for a change

    This incident likely taught Nico to fear humans and to expect that being ridden will involve inescapable pain unless he does exactly what his rider wants.

    Training methods like this are considered outdated and unethical.

    This is because there is ample scientific evidence showing the modification of unwanted behaviour in ridden horses can be achieved without resorting to violence to force them into submission.

    International groups such as the International Society for Equitation Science (ISES) and the Federation of Veterinarians of Europe have highlighted the risks of misusing aversive training stimuli.

    They argue training methods that lead to fear and stress are inefficient and pose unacceptable welfare risks.

    ISES has even developed a set of 10 principles for training even the most difficult horses.

    While Ryan has justified his intervention as the only possible solution to Nico’s unwanted behaviour, the scientific evidence shows it is neither necessary nor ethical to violently whip a horse to teach it a lesson.

  • MIL-OSI China: China releases new grassland vegetation map of ‘roof of the world’

    China has released its most detailed map yet of grassland vegetation on the Qinghai-Tibet Plateau, using a scale of 1:500,000.

    The map, developed by a team led by Wang Yanfen, a professor at the University of Chinese Academy of Sciences (UCAS), was officially unveiled on Tuesday during an academic seminar on grassland vegetation mapping.

    Experts at the seminar noted that the map, based on field surveys and multi-source remote sensing data, accurately depicts plant formation distributions and holds significant implications for climate adaptation, sustainable development, and future research on ecosystem functions across the plateau.

    The Qinghai-Tibet Plateau, known as the “roof of the world” and “Asia’s water tower,” serves as a vital ecological security barrier for China. Its ecosystem is dominated by grasslands, which are ecologically fragile and highly sensitive to global climate change.

    Over the past 50 years, intensified climate change and growing human activity have altered vegetation distribution patterns, rendering existing maps outdated.

    The launch of the second scientific expedition on the plateau in 2017 provided a new opportunity to update the grassland vegetation map.

    Wang said that 65 plant formations or formation groups have been identified, and compared to previously published versions, the new map reveals significant vegetation changes over the past 40 years.

    For instance, the proportion of alpine meadows that prefer wet and cold conditions has increased from 50 to 69 percent in the grasslands, which strongly confirms the ongoing trend of warming and wetting on the plateau, she added.

    In the process of preparing the map, the research team integrated in situ surveys, multi-temporal satellite remote sensing data, and artificial intelligence technology.

    This approach synthesized spectral, structural and functional characteristics of plants alongside environmental factors like terrain and hydrothermal conditions, Wang explained.

    This innovative approach overcomes the challenges of accurately identifying and classifying plant communities in complex high-altitude environments, which has traditionally been a difficult task.

    “Unlike conventional mapping techniques, it places greater emphasis on the intrinsic relationship between plant community attributes and their corresponding habitat characteristics, thereby ensuring objectivity and efficiency in the mapping process,” said Wang.

    Padilla Slams Energy Secretary for Budget Cuts Gutting American Renewable Energy, Technological Innovation, and Industry

    WASHINGTON, D.C. — Today, U.S. Senator Alex Padilla (D-Calif.) joined a Senate Energy and Natural Resources Committee hearing to question Secretary of Energy Chris Wright on President Trump’s America-last budget bill that would decimate the renewable energy economy, hamper American innovation and competitiveness with China, and hinder critical industrial development. Padilla called out Wright’s blatant hypocrisy for directly contradicting the three priorities he outlined during his confirmation hearing:
    1. To “unleash American energy at home and abroad to restore energy dominance;”
    2. To “lead the world in innovation and technology breakthroughs;” and
    3. To “build things in America again and remove barriers to progress.”
    Despite his stated support for American energy dominance, Wright’s budget request proposes a 74 percent reduction in the Office of Energy Efficiency and Renewable Energy budget and zeroing out the Wind and Solar Energy Technologies Offices. It also defunds the Office of Clean Energy Demonstrations, which was authorized in the Bipartisan Infrastructure Law. Padilla emphasized that solar energy was the fastest growing energy source in the world last year, and criticized the Trump Administration for undermining American energy leadership by trying to eliminate the Solar Energy Technologies Offices.
    Padilla blasted Wright for backtracking on his goal to restore American global leadership in technological and science innovation, highlighting the 14 percent cut to the Office of Science and a 57 percent cut to ARPA-E in the Trump Administration’s budget request. He pressed Secretary Wright on his previously stated support for the United States’ national labs — including premier research institutions in California — which Wright has called “crown jewels.” Padilla pushed Wright to preserve federal funding for these labs to protect America’s global competitiveness and national security.
    PADILLA: There seems to be a disconnect between what you say are priorities and your budget requests. It’s already been raised that these reductions would also lead to staff reductions in national labs, which we’ve recognized, you’re on the record, these are premier research institutions. When you came to California, you reaffirmed your commitment to the national labs, and you said that they were important to maintain and secure our “competitive advantage and security.” So unless I got that wrong, how do you expect the United States to lead the world when your budget proposal seeks to decimate our research and development capabilities?
    WRIGHT: It does hurt me to cut expending in science.
    PADILLA: Then don’t do it.
    WRIGHT: I share that passion with you.

    The Department of Energy’s recent cancellation of 24 projects totaling $3.7 billion in investments under the Industrial Demonstrations Program undercut Wright’s commitment to restoring American industrial development. Padilla emphasized that these funds are meant to promote groundbreaking innovation in heavy industries like cement, glass, chemicals, and iron, among others, including three large California industrial projects that support thousands of jobs.
    PADILLA: It’s not just because billions of the public and private dollars are in California and the thousands of jobs related, but how does canceling industrial grants that lead to more industrial jobs further the goal of building things in America again?
    WRIGHT: Because an evaluation showed that the projects at the end were not viable. If we built, there’s no point in building a bridge to nowhere. If you make a factory, make a product 25 percent more expensive, but customers won’t pay 25 percent, where’s the win?
    PADILLA: Well, the projects that are being cut are more than just viable. I would argue they are critical, and we’ll be following up with you.

  • MIL-OSI China: China’s desertification control efforts embrace high-tech solutions

    From employing biotechnological techniques to deploying a range of AI-powered automated machines, China has actively embraced innovations to replace strenuous manual labor in its efforts to build ecological barriers against desertification.

    Tuesday marked World Day to Combat Desertification and Drought. Often described as the “cancer of the earth,” desertification is a global challenge affecting more than 100 countries and regions. China, one of the countries most severely impacted, has made significant strides in halting desert expansion through its decades-long afforestation campaign.

    Winding through towering sand dunes along the edge of the Tengger Desert, China’s fourth-largest, the Lanzhou-Baotou Railway, built in 1958, has not only remained well-maintained and free from encroaching sand over the decades but has also helped transform the barren landscape. Its shelter belts have fostered the growth of biocrust, bringing new life to the once-desolate land.

    The green belt protecting this vital transport artery stands as a near-miracle in the arid landscape. Over the past 60 years, massive human efforts have been mobilized in Zhongwei City, in northwest China’s Ningxia Hui Autonomous Region, to create “straw checkerboard,” a dune stabilization technique where straw is laid out in a checkerboard pattern on the desert surface. These grids have provided a foundation for vegetation to take root and gradually transform the sand into green.

    Nicknamed the “Chinese Rubik’s Cube,” the technique is now widely adopted both across China and internationally to increase soil surface roughness, effectively reducing wind erosion in sandy areas.

    Within the checkerboards, the sand surface gradually forms a soil crust that helps prevent wind-driven movement. To speed up this process, Chinese researchers have developed lab-cultured cyanobacteria that accelerate the formation of biological soil crusts.

    “Under natural conditions, the formation of biological soil crusts takes 10 to 20 years. With the application of cyanobacteria, that process can be shortened to just one year,” said Zhao Yang, a researcher at the Northwest Institute of Eco-Environment and Resources under the Chinese Academy of Sciences.

    Zhao added that the technology has already been applied across more than 267 hectares in Ningxia, with plans to further expand its coverage in the coming years.

    By spraying cyanobacterial liquid onto the sand surface and combining it with the straw checkerboard technique, stable artificial biological soil crusts can form within 10 to 16 months. In treated areas, wind erosion has been reduced by over 95 percent, the survival rate of sand-fixing shrubs has increased by 10 to 15 percent, and the need for seedling replacement has dropped by nearly 40 percent, significantly cutting the overall cost of sand control, Zhao explained.

    Tang Ximing, chief engineer at the Zhongwei state-owned forestry farm, recalled that with summer ground temperatures as high as 70 degrees Celsius, survival rates of saplings planted in decades ago were just over 40 percent. But the planting efforts have never been baffled.

    In 2023, Tang developed an electric drilling device that allows workers to plant saplings into a 50-centimeter-deep layer of moist sand within the checkerboards in under 10 seconds. Previously, even skilled forestry workers needed three to four minutes to dig a single tree pit manually.

    Technology is accelerating China’s desertification control efforts, which are shifting from labor-intensive planting methods to innovative strategies powered by advanced technologies and intelligent machine fleets.

    Ordos City in north China’s Inner Mongolia Autonomous Region has introduced an integrated smart system that combines remote-controlled desertification monitoring with real-time data from satellite imagery, drone surveys, and ground sensors. This system enables precise tracking of dynamic indicators such as vegetation coverage and soil moisture levels of afforested areas.

    Meanwhile, in the green belt surrounding the Hunshandake Sandland — the nearest desert threat to Beijing — planting machines continuously shuttle back and forth, laying checkerboards and sowing grass seeds, making desert afforestation as efficient as plowing farmland.

    “Creating straw barriers and sowing grass seeds were once two separate manual steps in sand-fixing planting. Now, the new machine combines both processes,” said Wang Lei, director of the intelligent equipment research institute of the Inner Mongolia-based M-Grass Ecological Environment (Group) Co., Ltd.

    He added that these intelligent devices outperform manual labor by more than 20 times in terms of work efficiency.

    China initiated the Three-North Shelterbelt Forest Program in 1978 to combat desertification across the northwest, north and northeast of the country. The world’s largest afforestation project is still undergoing.

    Currently, 53 percent of China’s treatable sandy land has been effectively managed through afforestation. The country is not only the first in the world to achieve “zero growth” in land degradation and a “double reduction” in desertified and sandy land areas, but has also transformed its role from a recipient of international desertification control aid to a key contributor to global ecological governance.

    Tang said the forestry farm receives many foreign visitors each year, eager to learn sand prevention and control techniques. He recently demonstrated how to create straw checkerboards and use his electric drilling tool to plant saplings for a group of guests from Mongolia.

    China has actively fulfilled its commitments under the United Nations Convention to Combat Desertification by establishing the International Knowledge Management Center on Combating Desertification in Ningxia in December 2019. The center aims to share China’s expertise and experience in desertification control with countries worldwide.

    During a visit to Mongolia, Tang saw that the country lacks seedling nurseries. However, it has leveraged its geographical proximity to China’s Inner Mongolia Autonomous Region to support seedling cultivation.

    In 2024, Inner Mongolia exported a total of 2.8 million saplings to Mongolia, with exports expected to soar to 10 million this year for the green building in Mongolia.

    Zhang Tianliang, a seedling exporter based in Xilingol League, Inner Mongolia, noted that his company recently exported species such as larch, spruce and golden-leaf elm. These trees are highly adaptable to dry, poor soils and severe cold, making them well-suited for cultivation in Mongolia, Zhang explained.

    Washington, D.C. – Today, U.S. Senators Reverend Raphael Warnock (D-GA), Roger Marshall (R-KS), and Ruben Gallego (D-AZ) introduced bipartisan legislation to improve maternal health outcomes by promoting fatherhood engagement. The Dads Matter Act of 2025 would direct the U.S. Department of Health and Human Services (HHS) to raise awareness about father inclusion and engagement through a public awareness campaign and to provide state-level guidance aimed at strengthening the role of fathers in supporting healthy mothers and babies. Last Congress, Senator Warnock introduced a resolution to uplift fathers and their role in maternal health. TheDads Matter Act, co-led by Senator Marshall, builds on the resolution that passed the Senate and would direct HHS to raise awareness about father inclusion and engagement through a public awareness campaign and guidance to states. 

    “Georgia’s maternal mortality rate is a crisis that we must address with every tool at our disposal. That includes redoubling our efforts to uplift the role of fathers in keeping their family healthy during pregnancy and early childhood,” said Senator Reverend Warnock. “Now is the time to spread awareness about the critical role of fathers in improving maternal health outcomes and creating thriving families and communities.”

    “Too many women in Arizona die from pregnancy-related causes. This bill helps reverse this trend by recognizing that engaged fathers are part of the solution. When dads show up, maternal health outcomes are better, babies are healthier, and families are stronger,” said Senator Gallego.

    The Dads Matter Act of 2025 would: 

    • Direct HHS to carry out a public awareness campaign to increase awareness of the importance of father inclusion and engagement in improving overall health outcomes during pregnancy, childbirth, and the postpartum period. 
    • Direct HHS to issue guidance to states to encourage and incentivize maternity care providers to provide training and education to health care professionals about the benefits of including and engaging fathers in the pregnancy, birth, and postpartum process. 
    • Direct the Government Accountability Office (GAO) to submit a report to Congress that describes the results and effectiveness of this legislation. 

    Organizations supporting the legislation include March of Dimes, the National Fatherhood Initiative, the What to Expect Project, and 4Kira4Moms.

    Senator Warnock has long championed legislation to combat maternal mortality and improve health outcomes for hardworking families. In 2022, Senator Warnock partnered with then-Senator Marco Rubio to pass the Maternal Health Quality Improvement Act, which provides federal funding to reduce maternal mortality and improve implicit bias training for providers to prevent maternal death. Senator Warnock also partnered with U.S. Senator Alex Padilla (D-CA) to introduce the Kira Johnson Act, legislation to provide funding to community-based organizations leading the charge to improve maternal health outcomes, particularly for Black women. Additionally, in 2023, Senator Warnock introduced a bipartisan bill with U.S. Senator Shelley Moore Capito (R-WV) to support efforts to collect and analyze maternal health data to prevent maternal deaths; the bipartisan Preventing Maternal Deaths Reauthorization Act would reauthorize programs to preserve maternal health throughout pregnancy, childbirth, and postpartum, and would address disparities in maternal health outcomes through data collection, analysis, and strategies for prevention. In 2023, Senator Warnock also traveled to North Georgia to hear from health care providers and Georgians at Northeast Georgia Medical Center (NGMC) Gainesville about the state’s maternal mortality crisis and why Congress must act to invest in better health care outcomes for women in Georgia and across the country. In 2024, Senator Warnock introduced a resolution designating January 23 as Maternal Health Awareness Day in order to raise public awareness about maternal health and promote initiatives to address and eliminate disparities in maternal health outcomes.

  • MIL-Evening Report: Migrating bogong moths use the stars and Earth’s magnetic field to find ancestral summer caves each year

    It’s a warm January summer afternoon, and as I traverse the flower-strewn western slopes of Australia’s highest mountain, Mount Kosciuszko, I am on the lookout for a tell-tale river of boulders that winds its way down into the alpine valleys below.

    Here, hidden in cave-like hollows and crevices formed deep within the river of boulders, is one of the most spectacular natural phenomena in the insect world – the summer mass gathering of an iconic Australian insect, the bogong moth (Agrotis infusa).

    Tightly huddled together in their dim cool cavernous world, with each moth’s head pushed slightly under the wings of the moth just ahead, millions of bogong moths sleep out the summer, slumbering in a state of dormancy known as “aestivation”.

    Their little bodies coat the stone surfaces in an endless soft brown carpet, with 17,000 of them tiling each square metre of cave wall. It’s a sight that never fails to take my breath away.

    Marathon migrations

    To get here, these moths have flown from all over southeast Australia through the spring, arriving from as far away as south-eastern Queensland and far-western Victoria. Converted to human body length, these journeys of roughly 1,000 kilometres would be equivalent to a person circumnavigating Earth twice.

    The moths’ marathon voyages to the Alps are likely undertaken to escape the lethal heat of the coming summer in their breeding areas. When the cool of autumn arrives, the moths leave the mountains to produce their own offspring and die.

    But how on Earth do they know how to find these caves? How do they know the direction to travel and how do they know when they’ve arrived?

    These questions have fascinated me and the other members of my research group for many years. It turns out bogong moths possess a most extraordinary ability to navigate, harnessing Earth’s magnetic field and the stars as compasses to follow their inherited migratory direction.

    Moths, magnets and stars

    We made these remarkable discoveries in a specialised lab we built a few years ago near Adaminaby in the Snowy Mountains of New South Wales.

    First we light-trapped bogong moths that were either migrating towards the Alps in spring or away again in autumn. We next placed them in a special flight arena inside the lab, and finely controlled Earth’s magnetic field (with magnetic coils around the arena) and the starry night sky (by projecting a highly realistic starry night sky on the roof of the arena).

    Because we already knew bogong moths have a magnetic sense, we used the coils to completely remove, or null, the magnetic field in the arena. This ensured any orientation using the stars was not confounded by the ability to detect Earth’s magnetic field.

    The orientation of the nighttime sky determines the moths’ direction of movement. When researchers showed moths random star patterns, they flew in random directions.

    What we found next astounded us. Using only the local Australian starry night sky projected above them, bogong moths flying in our arena were able to discern and follow their inherited migratory direction – both in spring and in autumn.

    If we turned this projected sky by 180°, the moths turned and flew in exactly the opposite direction. If we then took all of the stars in this projected natural sky and randomly distributed them across the roof of the arena, the moths became completely confused and lost their ability to migrate in their inherited migratory direction.

    Navigators with tiny brains

    In the absence of all other possible cues, bogong moths clearly used the stars as a true compass to discern a geographic direction relative to north.

    This is the first invertebrate we so far know of that can do this. Only human beings and some species of night-migratory birds are known to have this ability.

    But in moths this ability is even more remarkable considering their brain is approximately one-tenth the volume of a grain of rice and their eyes only a couple of millimetres wide.

    A magnetic backup system

    We made a final discovery when we moved our flight arena up onto the hill behind the lab under the magnificent dome of the natural starry sky. As expected, the moths were beautifully oriented in their inherited migratory direction.

    But on one of these nights the sky was heavily overcast with cloud. To our great surprise, the moths remained oriented in their migratory direction, even though the stars were obscured.

    The only remaining cue that could have been used was Earth’s magnetic field, which showed very clearly that moths rely on two compasses – a magnetic compass and a stellar compass.

    But of course, two compasses will always be better than one – if one becomes corrupted or drops out, the other can take over. Nature’s perfect solution for robust navigation!

    Bogong moths under threat

    Despite its fantastic abilities, this tiny navigator is under threat. A result of anthropogenic climate change, the recent drought in Australia saw bogong moth numbers fall by a jaw-dropping 99.5%.

    Endangered alpine marsupials that depend on the moth’s arrival in spring for food – such as the mountain pygmy possum – suffered heavily as a result.

    Droughts in southeast Australia are only predicted to worsen in both frequency and intensity. The future of the bogong moth, as well as the fragile alpine ecosystem that depends on it, does not look very bright.

    Scientists comment on final NICE draft guidance on the use of donanemab and lecanemab for Alzheimer’s disease. 

    Prof Charles Marshall, Professor of Clinical Neurology, Queen Mary University of London, said:

    “This will be very disappointing news to people living with Alzheimer’s disease. However, the decision is understandable given the high cost to the NHS of giving the drugs for a relatively modest benefit. There are several things which would help to get disease-modifying treatments for Alzheimer’ disease approved in the future. Firstly, we need better information about the true impact of living with Alzheimer’s disease for both the person affected and their family, so that we can better capture all of the benefit on quality of life that these drugs might have. Secondly, we need improved NHS clinics that can offer high quality diagnosis and monitoring of dementia so that the costs of setting up this diagnosis and monitoring are not weighed against the benefit of the drugs. Finally, we need more effective drugs so that the magnitude of benefit becomes indisputable, and there is currently good reason to be hopeful about this.”

    Prof Rob Howard, Professor of Old Age Psychiatry, UCL, said:

    “Nobody should be surprised that NICE have confirmed their earlier view that the new Alzheimer’s disease treatments would not be cost-effective if used within the NHS. Well-conducted clinical trials demonstrated that the actual size of benefits experienced by patients were too small to be noticeable, treatment carries risks of side-effects, and the annual cost of the drugs and safety monitoring required would have been close to the cost of a nurse’s salary for each treated patient.

    “We need better treatments that can make an appreciable difference to the lives of people with dementia and these can only come from further research and study.”

     

    Prof Paresh Malhotra, Head, Division of Neurology, Imperial College London, said:

    “The draft guidance documents from NICE on lecanemab and donanemab mean that these treatments will not be available for people with Alzheimer’s Disease via the NHS. This is not totally unexpected but does create a significant gap between what is done in other countries as well as the private sector, and what will be done for NHS patients. The modest effects and significant costs of these drugs have, understandably, been used to justify these decisions. The treatments would require major infrastructure changes to deliver to all those who are potentially eligible. Perhaps the biggest impact (or lack of it), is that there will be no impetus to change our general approach to make dementia diagnosis faster and to provide longer-term specialist input for people living with Alzheimer’s Disease. New and initially controversial treatments catalysed services and healthcare provision for other neurological conditions such as MS and stroke. People with Alzheimer’s Disease, and Dementia more broadly, will have to continue to wait. In the meantime, we will try to push against the more nihilistic attitudes that are sometimes associated with this very common devastating disease.”

     

    Hilary Evans-Newton, Chief Executive at Alzheimer’s Research UK, said:

    “This rejection is a painful setback for people affected by Alzheimer’s — but sadly not a surprising one. The drugs’ modest benefits, combined with the significant costs of delivering them in the NHS, meant they faced insurmountable challenges. People with early Alzheimer’s in England and Wales now face a long wait for innovative new treatments as they won’t be able to access lecanemab or donanemab unless they can afford to pay privately.

    “This decision sends a troubling signal to the life sciences sector — undermining confidence in the UK as a home for research, innovation and clinical trials. That risks lasting damage to both patients and the economy. NICE’s decision should ring alarm bells for a government that, only a year ago, pledged to make the UK a global leader in dementia treatments.

    “While these drugs are not a cure and do come with potentially serious side effects, they represent an important first step in changing the course of Alzheimer’s. With over 30 Alzheimer’s drugs now in late-stage trials globally, momentum is building – and more will enter regulatory systems in the years ahead. Without intervention from government, people with Alzheimer’s will continue to miss out — not because science is failing, but because the system is. Government must work with NICE, the NHS and industry to pilot licensed drugs, gather more data, and prepare the health system for what’s ahead.

    “One major barrier remains early and accurate diagnosis. Without it, patients can’t access current – or future – treatments. Alongside piloting, urgent investment in diagnostic services is vital if we are to give people a fair chance at the vast progress dementia research is making.”

    Professor Fiona Carragher, Alzheimer’s Society’s Chief Policy and Research Officer, said: 

    “There is no doubt that today’s decision is a setback for people with Alzheimer’s disease. It is highly disappointing that we are in a situation where treatments that slow the progression of the condition are not available on the NHS. 

    “The reality we’re faced with is that these treatments remain out of reach of both the NHS and most eligible people with Alzheimer’s disease. In other diseases like cancer, treatments have become more effective, safer and cheaper over time. It’s essential we see similar progress in dementia.  

    “The fact is, even if donanemab and lecanemab were made available on the NHS tomorrow, too many patients wouldn’t be able to access them because the health system isn’t ready to deliver them. The science is flying but the system is failing. 

    “What we need now is for the UK government to commit to the long-term investment needed to fundamentally change dementia diagnosis so that we are ready for new treatments.  This relies on an early diagnosis and access to specialist diagnostic tests, yet currently a third of people with dementia don’t have a diagnosis at all.  

    “The needs of people with dementia have long been overlooked and this cannot continue. We are heading towards a future where disease-slowing treatments reduce the devastating impact of dementia, and we cannot afford to delay preparing the NHS for them.”

    SACRAMENTO – Governor Gavin Newsom today announced the following appointments:

    Dina El-Tawansy, of San Leandro, has been appointed Director of the California Department of Transportation. El-Tawansy has been District 4 Director at the California Department of Transportation since 2021, where she has held multiple positions since 1998, including District 4 Acting Director, District 4 Chief Deputy Director, District 12 Deputy Director of Operations and Maintenance, Acting Assistant Divisions Chief of Program and Project Management, Regional Project Manager, Project Manager, and Regional Engineer. She earned a Master of Science degree in Construction Management from California State University, Long Beach and a Bachelor of Science degree in Civil Engineering from California Polytechnic State University, Pomona. This position requires Senate confirmation, and the compensation is $227,388. El-Tawansy is a Democrat.

    Marta Barlow, of El Dorado Hills, has been appointed Chief Counsel at the Office of the Inspector General. Barlow has been an Attorney IV at the State Personnel Board since 2022. She was a Special Assistant Inspector General at the Office of the Inspector General from 2019 to 2022. Barlow was an Attorney IV at the California Department of Pesticide Regulation from 2011 to 2018.   • MIL-OSI USA: Volcano Watch — School’s out for Summer: Introducing New Interns at HVO!

    As another school year ends, the USGS Hawaiian Volcano Observatory (HVO) welcomes two new summer interns: Kamalani Poepoe and Ruth Gale. With an ongoing eruption at the summit Kīlauea, now is the perfect time for these interns to contribute to ongoing work to better understand eruptions in Hawaii. 

    Volcano Watch is a weekly article and activity update written by U.S. Geological Survey Hawaiian Volcano Observatory scientists and affiliates.

    Kama is currently an undergraduate at the University of Hawaiʻi Hilo with a major in geology and minor in astronomy. She is participating in geoscience research at HVO through the Pacific Internship Programs for Exploring Sciences (PIPES). This is Kama’s second year as a PIPES intern at HVO and her knowledge in the world of geoscience continues to grow. 

    In her first summer with the observatory, Kama explored the field of petrology, analyzing lava samples erupted during the June 2023 eruption at Kīlauea volcano to gain a better understanding of how and why Kīlauea continues to erupt. This summer, Kama is using her petrology analysis techniques to study eruptions at Kīlauea’s summit between 2020 and 2023. 

    Kama continues to grow her geoscience toolbox, working with a seismologist at HVO to integrate earthquake data recorded during these eruptions to more uniquely constrain how and where magma was sourced during these events. Kama is being mentored by scientists Kendra Lynn (petrology) and Ninfa Bennington (seismology) at HVO, and Lis Gallant (physical volcanology) at the University of Hawaiʻi Hilo Geology Department. Her summer experience will include work in the geochemistry lab, learning basic computer programming skills, and aiding in eruption response at Kīlauea’s summit. 

    Ruth Gale recently completed her undergraduate degree at Pomona College, California, with majors in math and geology, and a minor in physics. This fall, Ruth will head to the Stanford University to work on a PhD that integrates the fields of fluid mechanics, petrology, and geodesy to understand the mechanisms that lead to lava fountaining at active volcanoes. 

    Geodesy uses surveying tools such as Global Positioning System and/or satellite radar to measure subtle changes in the shape of the Earth’s surface. These data are used to model underground Earth processes such as magma migration and storage. During her summer at HVO, Ruth will be expanding her skills in the field of geodesy by studying the ongoing and dramatic lava fountaining episodes at Kīlauea’s summit. 

    Specifically, Ruth will analyze Global Positioning System (GPS) data from HVO’s permanent stations at Kīlauea summit to look for subtle changes in deformation associated with lava fountaining. Ruth is interested in understanding what portions of the magma storage reservoir at Kīlauea are providing the material being erupted during these lava fountaining events. She aims to answer the question: what can we learn about the structure of magma storage at Kīlauea from these fountaining episodes? Her summer will include computer programming and analysis focused on this topic as well as assisting the deformation team with field activities such as maintaining HVO’s permanent GPS network. 

    HVO staff look forward to working with Kama (again!) and Ruth as they pursue their research questions. Between their research and the ongoing eruption in Halemaʻumaʻu at the summit of Kīlauea, these HVO interns will be busy.  We wish them an insightful summer of science as they enter this period learning and growth at HVO!

    Volcano Activity Updates

    Kīlauea has been erupting episodically within the summit caldera since December 23, 2024. Its USGS Volcano Alert level is WATCH.

    Episode 25 of the Kīlauea summit eruption in Halemaʻumaʻu crater occurred on June 11, with approximately 8 hours of fountaining from the north and south vents. Summit region inflation since the end of episode 25, along with persistent tremor, suggests that another episode is possible and could start between June 18-20. Sulfur dioxide emission rates are elevated in the summit region during active eruption episodes. No unusual activity has been noted along Kīlauea’s East Rift Zone or Southwest Rift Zone. 

    Mauna Loa is not erupting. Its USGS Volcano Alert Level is at NORMAL.

    Two earthquakes were reported felt in the Hawaiian Islands during the past week: a M2.9 earthquake 12 km (8 mi) SSE of Volcano at 7 km (4 mi) depth on June 13 at 2:56 p.m. HST and a M3.4 earthquake 11 km (7 mi) SSW of Volcano at 31 km (19 mi) depth on June 12 at 1:58 p.m. HST.

    HVO continues to closely monitor Kīlauea and Mauna Loa.

    Children spend thousands of hours in playgrounds at school. A lot of this time does not have the same levels of teacher preparation and supervision as classrooms do.

    Research shows school playgrounds are one of the main locations where bullying occurs.

    The federal government is doing a rapid review into what works and what else needs to be done to stop bullying in schools. School playgrounds can sometimes be overlooked when considering anti-bullying approaches.

    What is the relationship between playgrounds and bullying? And how can we better set up playgrounds to help prevent this damaging behaviour?

    Why do play spaces matter?

    The reasons for bullying are complex and stem from a range of factors.

    But research suggests bullying is more common in confined or contested spaces – for example, when students are mixing with other year levels.

    This research also suggests some students are more likely to bully other students, lash out and break rules when they are bored and frustrated in school play spaces.

    A new report from not-for-profit group Play Australia estimates just 2% of all Australian schools are using innovative, research-informed strategies that best encourage and support healthy play behaviours.

    What happens in Australia?

    School play spaces are not regulated in the way playgrounds are for younger children. For example, there are no minimum space requirements per student in high schools. There are some emerging primary school space guidelines, but these are not always followed.

    The lack of regulation for playground space has also seen classroom buildings taking over play areas and rules stopping students from moving in some areas (for example, no running or ball games).

    Many primary schools still rely on fixed play equipment installed in the 1980s. But primary school students report they get bored of playing on the same equipment over and over again.

    In public high schools, playgrounds tend to be large open spaces with ovals, hard-surfaced courts and picnic tables or benches.

    Not only is this not particularly stimulating or inviting, the design can lead to some (typically male) students dominating the open spaces with games.

    This can exclude other students from the playground. Research suggests if students lack a sense of community and belonging to their school, they are more likely to bully others.

    What should primary schools do?

    A growing body of research based on interviews with teachers and student observations suggests positive behaviours can be encouraged if primary students have more options and fewer restrictions on how they engage in play.

    Resources that can be moved, adapted and selected by students (with varying colours, shapes, sizes, quantities and types) can help develop problem-solving and teamwork skills and reduce bullying because children are busy and engaged.

    Examples of resources include both natural (rocks and twigs), loose sports equipment (small hurdles, bats and frisbees, balls) and other manufactured items (blocks, boxes, pipes, planks and crates).

    Research also suggests teachers’ engagement with students in the playground can help reduce bullying and antisocial behaviour.

    The “active supervision” method is recognised as one of the most effective ways to to do this, as it can improve students’ sense of belonging and safety.

    The method includes adults using positive language, showing an interest in supporting play and modelling positive play behaviours, which increase students’ participation and cooperation.

    What about high schools?

    Research with school architects suggests high school spaces with well maintained, diverse features can help promote a more positive social culture.

    It also suggests multiple spaces for students – as opposed to a single dominant space in a playground – can support students to feel as though there is space for them, and they belong at school.

    It is important for high school students to be consulted about what they want – they are the main users and have evolving needs as they progress through school.

    A 2025 Australian study found high school students want opportunities to retreat and be themselves.

    Examples include maintained gardens and courtyards to help relax after the stresses of classroom rules and routines. Students suggested trees, rocks and gardens could break up open spaces. Providing sufficient shade can also ensure students have more accessible space to engage with each other throughout a school year.

    What next?

    Improving playgrounds to better address student needs will require more resources from governments.

    But addressing bullying is complex and we know physical settings can impact social dynamics. So we need to look more closely at school playgrounds as a key place where bullying occurs and the role they play in this behaviour.

  • MIL-Evening Report: Robot eyes are power hungry. What if we gave them tools inspired by the human brain?

    Robots are increasingly becoming a part of our lives – from warehouse automation to robotic vacuum cleaners. And just like humans, robots need to know where they are to reliably navigate from A to B.

    How far, and for how long, a robot can navigate depends on how much power it consumes over time. Robot navigation systems are especially energy hungry.

    But what if power consumption was no longer a concern?

    Our research on “brain-inspired” computing, published today in Science Robotics, could make navigational robots of the future more energy efficient than previously imagined.

    This could potentially extend and expand what’s possible for battery-powered systems working in challenging environments such as disaster zones, underwater, and even in space.

    How do robots ‘see’ the world?

    The battery going flat on your smartphone is usually just a minor inconvenience. For a robot, running out of power can mean the difference between life and death – including for the people it might be helping.

    Robots such as search and rescue drones, underwater robots monitoring the Great Barrier Reef, and space rovers all need to navigate while running on limited power supplies.

    Many of these robots can’t rely on GPS for navigation. They keep track of where they are using a process called visual place recognition. Visual place recognition lets a robot estimate where it’s located in the world using just what it “sees” through its camera.

    But this method uses a lot of energy. Robotic vision systems alone can use up to a third of the energy from a typical lithium ion battery found onboard a robot.

    This is because modern robotic vision, including visual place recognition, typically relies on power-hungry machine learning models, similar to the ones used in AI like ChatGPT.

    By comparison, our brains require just enough power to turn on a light bulb, while allowing us to see things and navigate the world with remarkable precision.

    Robotics engineers often look to biology for inspiration. In our new study, we turned to the human brain to help us create a new, energy-efficient visual place recognition system.

    Mimicking the brain

    Our system uses a brain-inspired technology called neuromorphic computing. As the name suggests, neuromorphic computers take principles from neuroscience to design computer chips and software that can learn and process information like human brains do.

    An important feature of neuromorphic computers is that they are highly energy-efficient. A regular computer can use up to 100 times more power than a neuromorphic chip.

    Neuromorphic computing is not limited to just computer chips, however. It can be paired with bio-inspired cameras that capture the world more like the human eye does. These are called dynamic vision sensors, and they work like motion detectors for each pixel. They only “wake up” and send information when something changes in the scene, rather than constantly streaming data like a regular camera.

    These bio-inspired cameras are also highly energy efficient, using less than 1% of the power of normal cameras.

    So if brain-inspired computers and bio-inspired cameras are so wonderful, why aren’t robots using them everywhere? Well, there are a range of challenges to overcome, which was the focus of our recent research.

    A new kind of LENS

    The unique properties of a dynamic vision sensor are, ironically, a limiting factor in many visual place recognition systems.

    Standard visual place recognition models are built on the foundation of static images, like the ones taken by your smartphone. Since a neuromorphic sensor doesn’t produce static images but senses the world in a constantly changing way, we need a brain-inspired computer to process what it “sees”.

    Our research overcomes this challenge by combining neuromorphic chips and sensors for robots that use visual place recognition. We call this system Locational Encoding with Neuromorphic Systems, or LENS for short.

    LENS uses the continuous information stream from a dynamic vision sensor directly on a neuromorphic chip. The system uses a machine learning method known as spiking neural networks. These process information like human brains do.

    By combining all these neuromorphic components, we reduced the power needed for visual place recognition by over 90%. Since nearly a third of the energy needed for a robot is vision related, this is a significant reduction.

    To achieve this, we used an off-the-shelf product called SynSense Speck, which combines a neuromorphic chip and a dynamic vision sensor all in one compact package.

    The entire system only required 180 kilobytes of memory to map an area of Brisbane eight kilometres in length. That’s a tiny fraction of what would be needed in a standard visual place recognition system.

    Hexapod robots have six legs and can walk on different surfaces both indoors and outdoors.

    A robot in the wild

    For testing, we placed our LENS system on a hexapod robot. Hexapods are multi-terrain robots that can navigate both indoors and outdoors.

    In our tests, the LENS performed as well as a typical visual place recognition system, but used much less energy.

    Our work comes at a time when AI development is trending towards creating bigger, more power-hungry solutions for improved performance. The energy needed to train and use systems like OpenAI’s ChatGPT is notoriously demanding, with concerns that modern AI represents unsustainable growth in energy demands.

    For robots that need to navigate, developing more compact, energy-efficient AI using neuromorphic computing could be key for being able to go farther and for longer periods of time. There are still challenges to solve, but we are closer to making it a reality.

    Robots are increasingly becoming a part of our lives – from warehouse automation to robotic vacuum cleaners. And just like humans, robots need to know where they are to reliably navigate from A to B.

    How far, and for how long, a robot can navigate depends on how much power it consumes over time. Robot navigation systems are especially energy hungry.

    But what if power consumption was no longer a concern?

    Our research on “brain-inspired” computing, published today in Science Robotics, could make navigational robots of the future more energy efficient than previously imagined.

    This could potentially extend and expand what’s possible for battery-powered systems working in challenging environments such as disaster zones, underwater, and even in space.

    How do robots ‘see’ the world?

    The battery going flat on your smartphone is usually just a minor inconvenience. For a robot, running out of power can mean the difference between life and death – including for the people it might be helping.

    Robots such as search and rescue drones, underwater robots monitoring the Great Barrier Reef, and space rovers all need to navigate while running on limited power supplies.

    Many of these robots can’t rely on GPS for navigation. They keep track of where they are using a process called visual place recognition. Visual place recognition lets a robot estimate where it’s located in the world using just what it “sees” through its camera.

    But this method uses a lot of energy. Robotic vision systems alone can use up to a third of the energy from a typical lithium ion battery found onboard a robot.

    This is because modern robotic vision, including visual place recognition, typically relies on power-hungry machine learning models, similar to the ones used in AI like ChatGPT.

    By comparison, our brains require just enough power to turn on a light bulb, while allowing us to see things and navigate the world with remarkable precision.

    Robotics engineers often look to biology for inspiration. In our new study, we turned to the human brain to help us create a new, energy-efficient visual place recognition system.

    Mimicking the brain

    Our system uses a brain-inspired technology called neuromorphic computing. As the name suggests, neuromorphic computers take principles from neuroscience to design computer chips and software that can learn and process information like human brains do.

    An important feature of neuromorphic computers is that they are highly energy-efficient. A regular computer can use up to 100 times more power than a neuromorphic chip.

    Neuromorphic computing is not limited to just computer chips, however. It can be paired with bio-inspired cameras that capture the world more like the human eye does. These are called dynamic vision sensors, and they work like motion detectors for each pixel. They only “wake up” and send information when something changes in the scene, rather than constantly streaming data like a regular camera.

    These bio-inspired cameras are also highly energy efficient, using less than 1% of the power of normal cameras.

    So if brain-inspired computers and bio-inspired cameras are so wonderful, why aren’t robots using them everywhere? Well, there are a range of challenges to overcome, which was the focus of our recent research.

    A new kind of LENS

    The unique properties of a dynamic vision sensor are, ironically, a limiting factor in many visual place recognition systems.

    Standard visual place recognition models are built on the foundation of static images, like the ones taken by your smartphone. Since a neuromorphic sensor doesn’t produce static images but senses the world in a constantly changing way, we need a brain-inspired computer to process what it “sees”.

    Our research overcomes this challenge by combining neuromorphic chips and sensors for robots that use visual place recognition. We call this system Locational Encoding with Neuromorphic Systems, or LENS for short.

    LENS uses the continuous information stream from a dynamic vision sensor directly on a neuromorphic chip. The system uses a machine learning method known as spiking neural networks. These process information like human brains do.

    By combining all these neuromorphic components, we reduced the power needed for visual place recognition by over 90%. Since nearly a third of the energy needed for a robot is vision related, this is a significant reduction.

    To achieve this, we used an off-the-shelf product called SynSense Speck, which combines a neuromorphic chip and a dynamic vision sensor all in one compact package.

    The entire system only required 180 kilobytes of memory to map an area of Brisbane eight kilometres in length. That’s a tiny fraction of what would be needed in a standard visual place recognition system.

    Hexapod robots have six legs and can walk on different surfaces both indoors and outdoors.

    A robot in the wild

    For testing, we placed our LENS system on a hexapod robot. Hexapods are multi-terrain robots that can navigate both indoors and outdoors.

    In our tests, the LENS performed as well as a typical visual place recognition system, but used much less energy.

    Our work comes at a time when AI development is trending towards creating bigger, more power-hungry solutions for improved performance. The energy needed to train and use systems like OpenAI’s ChatGPT is notoriously demanding, with concerns that modern AI represents unsustainable growth in energy demands.

    For robots that need to navigate, developing more compact, energy-efficient AI using neuromorphic computing could be key for being able to go farther and for longer periods of time. There are still challenges to solve, but we are closer to making it a reality.

  • MIL-Evening Report: Jaws at 50: how a single movie changed our perception of white sharks forever

    It’s been 50 years since Steven Spielberg’s movie Jaws first cast a terrifying shadow across our screens.

    At a low point during production, Spielberg worried he’d only ever be known for “a big fish story”. The film, however, did not tank.

    Jaws broke box office records and became the highest-grossing movie at the time, only surpassed by the first Star Wars released two years later in 1977.

    A combination of mass advertising, familiar “hero” tropes and old-school showmanship launched Jaws as the first modern blockbuster.

    Hollywood, and our relationship to oceans and the sharks within them, would never be the same.

    An unrealistic monster

    In Peter Benchley’s 1974 novel that Jaws is based on, the shark is 6 metres long. For added screen excitement, in the movie it grew to a whopping 7.6 metres.

    However, that’s unrealistically large.

    The average size of a mature great white (Carcharodon carcharias, also known as the white shark) is between 4.6 and 4.9 metres for female sharks and up to 4 metres for male sharks.

    The largest recorded living specimens peak at about 6 metres, with one monster specimen caught in Cuba in 1945 reaching 6.4 metres.

    Earth’s oceans have seen bigger predatory sharks in the past. The biggest one of all time was the megalodon (Otodus megalodon) which lived from 23 to 3 million years ago, and may have been up to 24 metres in length. However, it looked nothing like the modern white shark.

    They’re not even directly related – another thing scientists learned quite recently.

    Who was the megalodon, then?

    White sharks first evolved between 6 and 4 million years ago in the shadows of the megalodon. A recent study showed the megalodon’s large serrated teeth show signs of it being a supreme opportunistic super-predator.

    That means it ate just about anything, but especially liked whales and marine mammals.

    But white sharks are not directly related to the megalodon, whose lineage began with a shark called Cretalamna during the age of dinosaurs about 100 million years ago.

    By contrast, the white shark lineage began with an ancient mako shark, Carcharodon hastalis. It was 7 to 8 metres long and had large, similarly shaped teeth to the modern white shark but lacking serrated edges.

    How did Jaws affect white shark populations?

    Last year, the International Shark Attack File reported 47 unprovoked shark bites to humans worldwide, resulting in seven fatalities. This was well below the previous ten-year average of 70 bites per year; your chances of getting bitten by a shark are extremely rare.

    Following the movies that made up the Jaws franchise, there was an increase in hunting and killing sharks – with a particular focus on great white sharks that were already going into a decline due to overfishing, trophy hunting and lethal control programs.

    Between 80% and 90% of white sharks have disappeared globally since the middle of the 20th century. Recent estimates calculate there are probably less than 500 individual white sharks in Australian waters right now.

    When Jaws first aired, scientists didn’t know how long sharks took to reproduce, or how many offspring a white shark could have each year. We now know it takes about 26 years for a male and 33 years for a female to sexually mature before they can start having pups.

    Data about white shark births is sparse, but recently a 5.6-metre-long female caught on a drum line off the coast of Queensland had just four large pups inside her. This is a very small number. Some large sharks, such as the whale shark, can give birth to up to 300 young.

    Now that we know just how slow they are to breed, it’s clear it will take many decades to reestablish the “pre-Jaws” population of white sharks – important apex predators in the marine ecosystem.

    Will white sharks survive?

    White sharks are currently listed as vulnerable.

    This classification means if we don’t change the current living conditions for white sharks, including impacts caused by human activities such as commercial fishing, and the impacts of climate change and ocean pollution, they will continue to decline and eventually could go extinct.

    Currently, white sharks are protected in several countries and form the basis for an important tourist industry in Australia, South Africa, western United States and most recently Nova Scotia, Canada.

    These sharks are iconic apex predators that fascinate people. One of us (John) went cage diving with them recently off the Neptune Islands of South Australia and can attest to how breathtaking it is to watch them in their natural environment.

    In terms of economic impact, they are worth far more alive than dead.

    There’s still much we don’t know about white sharks

    The complete white shark genome was first published only in 2019. It has 4.63 billion base pairs, making it much larger than the human genome (3.2 billion base pairs).

    The genome revealed some surprising things, like how white sharks show strong molecular adaptations for wound-healing processes, and a suite of “genome stability” genes – those used in DNA repair or DNA damage response.

    The transcriptome (or sum total of the messenger RNA) of the white shark showed greater similarity to the human transcriptome than to that of other fishes. This hints that “unexpressed genes” in the shark could one day play a role in uncovering genetic pathways for potential cures in human diseases.

    Jaws and its sequels certainly brought white sharks to the attention (and nightmares) of humans, with devastating impacts on how we treated them as a species.

    Our relationship with white sharks reflects our relationship with nature more broadly – a feared antagonist within the current capitalist paradigm; an enemy to be tamed, contained or consumed.

    As we learn more of the peril and potential of these remarkable creatures, we can learn how to live with them, to see beyond our fears and value their role within our delicate ocean ecosystems.

  • MIL-OSI New Zealand: Bachelor of Applied Science student lands internship mapping native bush remnants

    Bachelor of Applied Science (Biodiversity Management) student Emily Strong helped iwi identify remnants of the historic Seventy Mile Bush during a summer internship with Sustainable Hawke’s Bay.

    The internship was part of her third year of study, delivered by EIT in partnership with Unitec.

    During her internship, Emily worked under the guidance of EIT graduate Michael Strand, who works at Sustainable HB and secured a role as a geospatial analyst there before completing his studies. She contributed to a project focused on locating and assessing remaining areas of native bush in Southern Hawke’s Bay.

    The project involved the use of Geographic Information Systems (GIS) to overlay historical maps with satellite imagery, classify forest remnants, and assess vegetation health by calculating tree canopy height. Historical aerial imagery was also used to track vegetation change over time.

    “The Seventy Mile Bush was a massive podocarp forest that once stretched from Southern Hawke’s Bay to Wairarapa. Being able to contribute to a project that connects iwi with the remaining fragments of that landscape has been really rewarding.”

    Emily previously completed the Level 5 and 6 Diplomas in Environmental Management (Terrestrial strand) at EIT before progressing into the degree.

    Her interest in GIS and conservation has grown throughout her studies. In 2024, she completed a level 6 project focused on revegetation at Cape Sanctuary, comparing aerial images from the 1950s, 2014 and 2024 to assess habitat restoration over time.

    “I compared some aerial photography from the 1950s with current satellite images and then classified and analysed the difference. There was very much an increase in native vegetation. It was quite substantial actually and really cool to see.”

    Originally from Hawke’s Bay, Emily first enrolled at EIT in a teaching degree. After taking time off following the birth of her daughter, Eloise, she decided to return to study and pursue environmental management.

    “I’ve always had an interest in the environment, and once I started the primary industries course, I really enjoyed it,” she says.

    Balancing study and parenting hasn’t always been easy, but Emily says she’s had strong support around her.

    “It’s been quite tough but again I do have a fair amount of family support so that’s definitely been very helpful.”

    She credits her lecturers and tutors for being “really amazing”. “I’ve learned lots and lots and definitely improved from when I started in level 5.”

    Now 22, Emily is also involved in a local bat monitoring project with environmental researcher Kay Griffiths and is exploring future career opportunities that combine her skills in conservation and GIS.

    “There are so many different directions you can go with this degree, but I’d love to do something where I can use GIS to support conservation work.”

    EIT Environmental Management Senior Lecturer Dinusha Jayathilake said she is especially proud of this achievement.

    “This internship is a valuable opportunity for Emily’s professional growth and also benefits the Hawke’s Bay region, Sustainable HB, and EIT. In our Environmental Management programme, we always prefer community engagement. Through the GIS course, I am able to support the local community while introducing the latest  Geographic Information technologies to our region – something I am very proud of.”

    Dinusha said internships give students valuable work experience before they finish their studies, which helps them continue to produce skilled and experienced local graduates who are ready to join the workforce.

  • MIL-OSI Australia: Stargazing flight: how Bogong moths use the night sky to navigate hundreds of kilometres

    In a world-first discovery, researchers have shown that Australia’s iconic Bogong moth uses constellations of stars and the Milky Way to navigate hundreds of kilometres across the country during its annual migration – making it the first known invertebrate to rely on a stellar compass for long-distance travel.

    The landmark study, published today in Nature, reveals how this unassuming nocturnal moth combines celestial navigation with Earth’s magnetic field to pinpoint a specific destination it has never visited before: the cool alpine caves of the Snowy Mountains, where it hibernates for the summer.

    Led by an international team of scientists from Lund University, the Australian National University (ANU), the University of South Australia (UniSA) and other global institutions, the research sheds new light on one of nature’s great migration mysteries, involving approximately four million moths each year.

    “Until now, we knew that some birds and even humans could use the stars to navigate long distances, but this is the first time that it’s been proven in an insect,” says Lund University Professor of Zoology, Eric Warrant, who is also a Visiting Fellow at the ANU and an Adjunct Professor at UniSA.

    “Bogong moths are incredibly precise. They use the stars as a compass to guide them over vast distances, adjusting their bearing based on the season and time of night.”

    Each spring, billions of Bogong moths (Agrotis infusa) emerge from breeding grounds across southeast Australia and fly up to 1000 kilometres to a small number of caves and rocky outcrops in the Australian Alps.

    The moths lie dormant in the cool, dark shelters throughout summer, and in autumn make the return journey to breed and die.

    Using sophisticated flight simulators and brain recordings in controlled, magnetically neutral environments, the researchers tested how moths orient themselves under different sky conditions.

    When presented with natural starry skies and no magnetic field, they consistently flew in the correct migratory direction for the season – southward in spring, northward in autumn.

    When the starry skies were rotated 180 degrees, the moths reversed direction accordingly, but when the stars were scrambled, their orientation vanished.

    “This proves they are not just flying towards the brightest light or following a simple visual cue,” says Prof Warrant. “They’re reading specific patterns in the night sky to determine a geographic direction, just like migratory birds do.”

    Interestingly, when stars were obscured by clouds, the moths maintained their direction using only the Earth’s magnetic field. This dual compass system ensures reliable navigation even in variable conditions.

    The team also delved into the neurological basis of this behaviour, identifying specialised neurons in the moth’s brain that respond to the orientation of the starry sky. These cells, found in brain regions responsible for navigation and steering, fire most strongly when the moth is facing southwards.

    “This kind of directional tuning shows that the Bogong moth brain encodes celestial information in a surprisingly sophisticated way. It’s a remarkable example of complex navigational ability packed into a tiny insect brain.”

    Researchers say the discovery could inform technologies in robotics, drone navigation, and even conservation strategies for species threatened by habitat loss or climate change.

    Bogong moth populations have declined sharply in recent years, promoting their listing as vulnerable.

    The study underscores the importance of protecting migratory pathways and the dark skies these moths rely on.

    “This is not just about a moth  ̶  it’s about how animals read the world around them,” says Prof Warrant. “The night sky has guided human explorers for millennia. Now we know that it guides moths, too.”

    Co-author Professor Javaan Chahl, a remote sensing engineer from the University of South Australia, made headlines in August 2024 using the discoveries from a previous study led by Lund University involving dung beetles, who use the Milky Way as a reference point to roll balls of dung in straight lines.

    Prof Chahl’s team modelled the same technique used by dung beetles to develop an AI sensor for robot navigation in low light.

  • MIL-OSI USA: Senator Markey Demands Answers from Verizon on Worker Exposure to Toxic Lead

    Washington (June 18, 2025) – Senator Edward J. Markey (D-Mass.), a member of the Commerce, Science, and Transportation Committee and the Health, Education, Labor, and Pensions Committee, today wrote to Hans Vestberg, Chairman and CEO of Verizon, following the publication of a health evaluation from the National Institutes of Occupational Safety and Health (NIOSH) showing extremely high concentrations of toxic lead at Verizon worksites and elevated levels of lead in workers’ blood. In 2023, an extensive Wall Street Journal investigation documented a sprawling nationwide network of legacy lead-sheathed cables that telecommunications companies—including Verizon—installed in the nineteenth and twentieth centuries and left underground, underwater, and overhead.
    In the letter the Senator writes, “It is Verizon’s responsibility—both moral and legal—to safeguard the well-being of its workers and the communities in which it operates. The exposure of telecom workers in Massachusetts to lead-laced environments, including manholes where sediment contained lead concentrations as high as 30,000 parts per million—150 times the Environmental Protection Agency’s (EPA) current safety limit—demands the highest level of attention from Verizon. Verizon must act swiftly to eliminate lead exposure from its operations, remediate affected environments, and commit to full transparency and accountability moving forward.”
    Senator Markey continues, “Most recently, NIOSH completed a Health Hazard Evaluation confirming serious occupational exposures among Verizon workers in Massachusetts; we understand a copy of the final report has been provided to Verizon. NIOSH found that these workers were repeatedly exposed to lead because inadequate safety procedures in place failed to protect them. NIOSH also reviewed past blood-level testing by workers, which found examples of workers with elevated blood lead levels according to federal safety guidelines; this suggests recent worker exposure at unsafe levels of lead. Additionally, NIOSH hygienists found lead on workers hands, boots, and in their trucks, suggesting many may be unknowingly carrying home a substance that could endanger their families. Children are particularly sensitive to lead, with even low levels of exposure resulting in developmental delays, difficulty learning, and behavioral issues.”
    Senator Markey requests responses by July 9, 2025, to questions including:
    What is the status of Verizon’s efforts to compile a comprehensive inventory, including geographic mapping, of all known and suspected lead-sheathed cables it owns or for which it is responsible?
    What steps has Verizon taken since the publication of the Wall Street Journal investigation to:
    (a) Identify and monitor worker exposure to lead from lead-sheathed telecommunications cables?
    (b) Notify and protect workers performing duties in or near areas with lead-sheathed cables?
    (c) Inform the public, especially in environmental justice communities, about risks posed by lead-sheathed cables, and field and respond to concerns?
    (d) Test for and remediate environmental contamination around legacy infrastructure?
    (e) Provide medical monitoring, treatment, or compensation for lead-exposed workers?
    What is the status of any investigations by the U.S. Department of Justice, the EPA, or OSHA into Verizon’s handling of its lead-sheathed cables?
    Will Verizon commit to fully implementing all the NIOSH recommendations, including conducting routine BLL testing and retrofitting hygiene and PPE protocols across all affected facilities? Which recommendations, if any, has Verizon already implemented? What is the status of recommendations not yet implemented?
    Has Verizon conducted its own personal air sampling at work sites containing lead-sheathed cables? If so, please provide the results by year and location of the tests.
    (a) Does Verizon have an explanation for the personal air sample tested by NIOSH that exceeded OSHA limits?
    (b) How did Verizon previously determine whether to conduct a personal air sampling test?
    Has Verizon conducted its own manhole-soil-sediment testing at worksites containing lead-sheathed cables? Does Verizon have an explanation for the bulk sediment sampled that exceeded 30,000 ppm for lead?
    Why was Verizon not providing its workers in Massachusetts with lead removal wipes prior to the NIOSH Health Hazard Evaluation? Why did Verizon start to provide them—in place of wet wipes—between the first and second NIOSH site visits?
    What internal accountability measures is Verizon adopting to ensure executive leadership is fully informed and responsive to worker safety concerns related to lead exposure from legacy telecommunications cables?
    In February 2024, Senator Markey hosted a roundtable event in Chicopee, Massachusetts, along with state and local elected officials, public health leaders, and occupational safety and environmental experts, to discuss the environmental, public health, and occupational safety concerns posed by lead-sheathed telecommunications cables.
    In July 2023, Senator Markey, author of the 1996 Telecommunications Act, wrote to the United States Telecom Association (USTelecom) demanding answers to questions raised by the Wall Street Journal investigation, which found detectable levels of lead contamination in water and soil samples collected near lead-sheathed cables across the country.

    Washington (June 18, 2025) – Today, U.S. Senator Chris Van Hollen (D-Md.) was joined by 30 Senate colleagues in putting forward legislation to provide qualified Temporary Protected Status (TPS) and Deferred Enforced Departure (DED) recipients a path to legal permanent residency. The Senators’ reintroduction of this legislation – the Safe Environment from Countries Under Repression and Emergency (SECURE) Act – comes as the Trump Administration and the right-wing Supreme Court undermine TPS, a program that has for years provided refuge to those living in America who have fled natural disasters, violence, and political insecurity. The Trump Administration has revoked TPS for an estimated 563,000 recipients from five countries – Venezuela, Haiti, Afghanistan, Cameroon, and Nepal – and while there have been legal challenges filed against this action, the Supreme Court has temporarily allowed the revocation to stand – putting hundreds of thousands at risk of deportation to their home countries where they would face serious danger.

    This legislation is endorsed by AFL-CIO, Laborers’ International Union of North America (LIUNA), International Union of Painters and Allied Trades (IUPAT), CASA, National TPS Alliance, Working Families United, the National Network for Arab American Communities, International Longshore and Warehouse Union (ILWU), Service Employees International Union (SEIU), and Communities United for Status and Protection (CUSP).

    “As Donald Trump continues to strip immigrant communities of critical legal protections, we must protect the individuals who came to our country seeking safe harbor and who cannot return home safely. I am proud to join my colleagues in introducing the SECURE Act, to ensure that individuals fleeing armed conflicts, political unrest, or environmental disasters have a guaranteed pathway to safety in the United States. Recipients of Temporary Protected Status and Deferred Enforced Departure are our friends, our neighbors, our colleagues, and we cannot turn our backs on them. We must be loud and clear – immigrants are welcome here,” said Senator Markey.

    “America has long used the TPS and DED programs to offer special legal protections to individuals in the United States whose lives would be put at extreme risk if forced to return to their countries of origin. As they’ve sought safety and stability here, TPS and DED recipients have built new lives in America, living here legally for years – sometimes decades – and making important contributions to our communities. But the Trump Administration is threatening both the lives they have built and the safety of these individuals – forcing TPS recipients to return to dangerous places like Haiti, Venezuela, Afghanistan, and more. This bill offers much-needed certainty to TPS and DED recipients – providing a path to stay safely in the U.S. and continue to call America their home,” said Senator Van Hollen.

But this Administration’s cruelty has left thousands of workers in limbo — without legal status and without work authorization,” said Senator Padilla. “The SECURE Act provides TPS holders who live and work in the United States legally, seeking safety after fleeing dangerous conditions in their home countries, the security of a pathway to permanent residency protections while continuing to contribute to our communities and economy.”

    “TPS recipients have come to the U.S. to escape widespread violence and environmental disasters in their countries that make returning home unsafe.  As they rebuild their lives here, TPS recipients, as longtime residents of the United States, deserve security and certainty about their immigration status,” said Senator Durbin. “I’m joining Senator Van Hollen to introduce the SECURE Act to provide TPS recipients a pathway to legal permanent residency.”

    Additional Background

    TPS is a temporary, legal immigration status granted to foreign citizens who are endangered by conditions in their home country resulting from extraordinary events such as ongoing armed conflict, environmental disaster, or epidemic. TPS status is granted for set periods ranging from six to 18 months, requiring the Department of Homeland Security to extend a country’s status on a recurring basis. Each time a country is recertified, recipients must reapply and pass a thorough background check. Recent estimates found there are approximately 860,000 people with TPS in the United States.

    Deferred enforced departure (DED) is a temporary and discretionary administrative stay of removal granted to foreign citizens from designated countries. Unlike TPS, a DED designation emanates from the President’s constitutional powers to conduct foreign relations and has no statutory basis. Grants are usually in response to war, civil unrest, or natural disasters, through an executive order or presidential memorandum that provides eligibility guidelines.

    The SECURE Act will provide long-term stability for these individuals and their communities by giving them the ability to apply for legal permanent residency. Under the bill, all TPS recipients – current and past – and TPS and DED eligible individuals who have been continuously present in the United States for at least three years would be eligible to apply for legal permanent residency.

    Additionally, under the SECURE Act:

    • A spouse, domestic partner, child, or unmarried child of a qualifying non-citizen would be eligible to obtain permanent resident status (upon meeting certain requirements).
    • Individuals with a pending TPS application will receive work authorization and be eligible for travel authorization.
    • Non-citizens who have a pending application or is prima facie eligible for permanent status under the bill and intends to apply are shielded from deportation.
    • Information from an applicant’s application may not be shared or used for immigration enforcement purposes, with limited exceptions, such as for the identification of fraudulent claims.
    • DHS must report to Congress when terminating a country’s TPS designation with an explanation to justify the termination.

    Prime Minister Narendra Modi thanked Croatia for backing India’s fight against terrorism as both nations began a new chapter in bilateral relationship during his historic visit to the country – the first-ever by an Indian PM – on Wednesday.

    PM Modi held “productive discussions” with his Croatian counterpart Andrej Plenkovic in Zagreb as both leaders reviewed the full spectrum of India-Croatia bilateral relations and explored avenues to deepen collaboration in sectors like digital technologies, space, renewable energy, defence, maritime infrastructure, tourism and hospitality, amongst others.

    Asserting that India and Croatia are bound by shared values such as democracy, rule of law, pluralism, and equality, PM Modi thanked Croatia for its “steadfast support” to India in fighting cross-border terrorism. Both leaders also called for further deepening India-EU strategic ties.

    “We agree that terrorism is the enemy of humanity and opposed to those forces who believe in democracy. We are deeply grateful to Prime Minister Plenkovic and the Government of Croatia for their condolences on the terrorist attack in India on April 22. In such difficult times, the support of our friendly countries has been very valuable to us,” said PM Modi after the delegation-level talks.

    He added that both countries have agreed to enhance cooperation in many areas to boost bilateral trade and create reliable supply chains.

    “We will promote cooperation in pharma, agriculture, information technology, clean technology, digital technology, renewable energy, semiconductors. Cooperation will also be increased in shipbuilding and cyber security,” remarked PM Modi.

    In a gesture signifying the centuries-old close cultural links between the two countries, Prime Minister Modi received from his Croatian counterpart a reprint of Vezdin’s Sanskrit grammar – the first printed Sanskrit grammar written in Latin in 1790 by Croatian scientist and missionary Filip Vezdin during his time spent in India.

    “To the Prime Minister of India Narendra Modi, I handed over a reprint of Vezdin’s Sanskrit grammar – the first printed Sanskrit grammar, written in Latin in 1790 by the Croatian scientist and missionary Filip Vezdin (1748-1806), based on the knowledge he gained during his stay in India from Kerala Brahmins and local manuscripts. With this pioneering work, Filip Vezdin became one of the first European scientists to seriously devote himself to Indian languages and culture. At the same time, this is a symbol of early cultural ties between Croatia and India,” said Plenkovic.

    An Indologist of Croatian nationality, Ivan Filip Vezdin came to Malabar as a missionary in 1774 and later became the Vicar-General on the Malabar Coast.

    He is credited with publishing the first printed Sanskrit grammar in 1790. A plaque to commemorate him was unveiled in Trivandrum in 1999.

    Plenkovic also handed over a book titled ‘Croatia and India, Bilateral Navigator for Diplomats and Business’ to PM Modi, written by Croatian diplomat Sinise Grgica.

    “Grgica in a unique and comprehensive way gives a comparative view of our two countries and explores all dimensions of bilateral relations. This book reflects our achievements, as well as the potential we can still realise, and we believe that it will inspire and encourage the strengthening of our future cooperation and contribute to the further deepening of the mutual friendship between Croatia and India,” said Plenkovic.

    Earlier, Prime Minister Modi received a rousing welcome by the vibrant Indian community in Zagreb as he began his landmark visit to Croatia – the first-ever by an Indian Prime Minister to the country – on Wednesday.

    Zagreb is the last stop on PM Modi’s three-nation tour, which also included visits to Cyprus en route to Canada for Tuesday’s G7 Summit in Kananaskis.

    Prime Minister Modi had emphasised that the three-nation tour is also an opportunity to thank partner countries for their steadfast support to India in India’s fight against cross-border terrorism, and to galvanise global understanding on tackling terrorism in all its forms and manifestations.

    In a special gesture, PM Modi was warmly received by Plenkovic at the Franjo Tudman Airport with a ceremonial welcome.

    Members of the Indian diaspora, waiting to catch a glimpse of PM Modi, were seen gathered in huge numbers as the PM’s motorcade drove through the city.

    Hundreds of people, including locals, also gave a grand welcome to PM Modi as he arrived at his hotel.

    Amid chants of “Modi-Modi”, “Bharat Mata Ki Jai” and “Vande Mataram”, PM Modi witnessed vibrant and energy-filled cultural performances from people present at the venue.

    PM Modi joined a group of locals chanting Vedic shlokas and also interacted with a few in the gathering while getting inside the building.

    “The bonds of culture are strong and vibrant! Here is a part of the welcome in Zagreb. Happy to see Indian culture has so much respect in Croatia,” said PM Modi.

    “Croatia’s Indian community has contributed to Croatia’s progress and also remained in touch with their roots in India. In Zagreb, I interacted with some members of the Indian community, who accorded me an unforgettable welcome. There is immense enthusiasm among the Indian community here about this visit and its impact in making the bond between our nations stronger than ever before,” he added.

    PM Modi was then warmly received by Plenkovic at the iconic St. Mark’s Square and accorded a ceremonial welcome.

    It was followed by delegation-level bilateral talks between the two leaders.

    Plenkovic said that PM Modi’s significant visit comes at a pivotal moment.

    “We welcomed the Indian Prime Minister Narendra Modi to Zagreb! This is the first visit by the Prime Minister of India – the most populous country in the world, and it comes at an important geopolitical moment. We are starting a new chapter in Croatia-India relations and creating the conditions for strengthening bilateral cooperation in a number of areas,” the Croatian Prime Minister commented.

    Analysts reckon that the first-ever visit by an Indian PM to Croatia will help in fostering stronger political and economic collaboration with Croatia. It will also provide a crucial opportunity to expand bilateral cooperation in various sectors including trade, innovation, defence, ports, shipping, science and tech, cultural exchange, and workforce mobility.

    As part of the UConn College of Engineering’s (CoE) commitment to entrepreneurial growth, outreach, and competitive opportunities, a collaborative team led by Leila Daneshmandi, director of The Matthew & Margarethe Mashikian Innovation & Entrepreneurship Hub (eHub) and assistant professor in residence in Innovation and Entrepreneurship, has created an Entrepreneurship Fellowship Program. Now completing its first year, the program is funded by a three-year National Science Foundation Innovations in Graduate Education (IGE) grant. It aims to cultivate a new generation of entrepreneurial STEM leaders ready to tackle real-world challenges through innovation.

    The Entrepreneurship Fellowship Program provides graduate students in STEM disciplines with structured training in entrepreneurship, leadership, and innovation. The program is open to all UConn doctoral or master’s students in STEM fields. No prior entrepreneurial experience is required.

    The Fellowship unfolds over an academic year in three consecutive modules, combining a series of curricular and co-curricular activities. Fellows receive training in opportunity recognition, design thinking, customer discovery, leadership, and commercialization of research and technology. In addition, fellows have access to prototyping grants to advance their innovations, and travel funds to attend entrepreneurship events and pitch competitions to network and gain exposure to mentors, investors, and broader innovation ecosystems.

    “Our graduate students are highly technically capable,” says Daneshmandi. “This program is designed to broaden their outlook by equipping them with interdisciplinary entrepreneurial skills and preparing them to be entrepreneurially minded leaders, critical and creative thinkers, effective communicators, and resilient individuals who can learn from setbacks. They’re building a complementary set of skills that enhances their technical foundation and drives innovation.”

    This rich interdisciplinary makeup strengthens the program by fostering diverse perspectives and cross-disciplinary collaboration, Daneshmandi adds. The 10 fellows have developed seven different entrepreneurial ventures and have already earned recognition at prestigious venues including the 2025 ARPA-E Energy innovation Summit Program, VentureWell Pioneer Grant, and the AI Safety Entrepreneurship Hackathon, hosted by Apart Research.

    Adaeze Maduako is one of the Entrepreneurship Fellows. The cohort model, she reflects, fostered a collaborative environment where students could share insights, challenge each other’s thinking, and build lasting connections.

    “The program was incredibly transformative and instrumental to my personal and professional growth,” says Maduako. “I gained a comprehensive understanding of the entrepreneurial process, from ideation and market validation to securing funding across the different stages of a start-up’s lifecycle. One of the most valuable skills I developed was the ability to communicate business ideas clearly and confidently to a non-technical audience, a critical skill for engaging investors and stakeholders outside my field.

    “Many of us entered the program with only vague ideas and left with not only viable ventures but also business partners,” Maduako adds. “Overall, the experience significantly broadened my perspective on innovation and entrepreneurship.”

    The program is led by Daneshmandi; Andri Christodoulidou, visiting assistant professor and director of Impact Assessment at the Vergnano Institute for Inclusion; Leslie Shor, vice provost for Graduate Education, and dean of the UConn Graduate School; and Zheni Wang, associate professor of Management at Southern Connecticut State University.

    In the short term, the team aims to cultivate a campus-wide culture of entrepreneurship and train STEM students in entrepreneurial competencies. Long-term goals include gathering data to assess program effectiveness, scaling the initiative, evaluating its impact on students’ professional trajectories and mindsets, and disseminating results to enable replication at other institutions.

    Bank of Labor, which is celebrating its 100th year of service, is a unique financial institution in the American banking landscape—founded on principles of solidarity, fairness, and service to working people.     In 2012, the bank built a platform that would expand their mission of serving the labor movement across the nation, rebranding itself from Brotherhood Bank and Trust to Bank of Labor. This transition marked a significant step in its evolution from a regional bank into an institution with a national footprint, poised to amplify labor’s voice in the financial world.

    “For the last 100 years, we’ve found a way not only to remain relevant but to compete with any bank in the United States,” Miller said. “Last year we achieved a billion-dollar threshold in assets. We believe that important milestone is now in our rearview mirror.”

  • MIL-OSI USA: Governor Kehoe Names Halle Herbert as Policy Director

     — Today, Governor Mike Kehoe announced that Halle Herbert will assume the role of Policy Director in the Governor’s Office, effective Tuesday, June 24.

    “From day one, Halle has hit the ground running, bringing energy, discipline, and insight to every challenge,” Governor Kehoe said. “Halle has worked hard to lead some of our most important priorities in public safety policy and bring key initiatives across the finish line. She has a sharp policy mind, is highly capable, and our team is proud to see her step into this leadership role.”

    Herbert fills the role that will be vacated by Jamie Birch, who is stepping away from the position to pursue other opportunities with Missouri State University. Birch has been an integral member of the Kehoe Administration, playing a key role on the transition team and previously serving in the Office of the Governor under the prior administration.

    “It is an honor to serve in the Kehoe Administration, and I am very grateful for the opportunity to step into this position,” Herbert said. “Jamie has laid a foundation for a strong policy team, and I am especially thankful for the way she has helped prepare me for this new role.”

    Herbert joined the Office of the Missouri Governor in January 2025 and currently serves as Senior Policy Advisor, where she has provided policy leadership on issues related to the Missouri Department of Public Safety (DPS), the Missouri Department of Corrections (DOC), and the Missouri National Guard (MONG). In this role, she helped spearhead multiple multi-phase public safety initiatives, including the Governor’s Safer Missouri initiative, aimed at supporting law enforcement and reducing crime across the state.

    Prior to joining the Governor’s Office, Herbert served as legislative director for DPS, where she represented the department before the Missouri General Assembly and acted as a liaison for the Governor’s Office. Herbert holds a Bachelor of Science in Political Science from Missouri State University.

    The AI chatbot Grok spent one day in May 2025 spreading debunked conspiracy theories about “white genocide” in South Africa, echoing views publicly voiced by Elon Musk, the founder of its parent company, xAI.

    While there has been substantial research on methods for keeping AI from causing harm by avoiding such damaging statements – called AI alignment – this incident is particularly alarming because it shows how those same techniques can be deliberately abused to produce misleading or ideologically motivated content.

    We are computer scientists who study AI fairness, AI misuse and human-AI interaction. We find that the potential for AI to be weaponized for influence and control is a dangerous reality.

    The Grok incident

    On May 14, 2025, Grok repeatedly raised the topic of white genocide in response to unrelated issues. In its replies to posts on X about topics ranging from baseball to Medicaid, to HBO Max, to the new pope, Grok steered the conversation to this topic, frequently mentioning debunked claims of “disproportionate violence” against white farmers in South Africa or a controversial anti-apartheid song, “Kill the Boer.”

    The next day, xAI acknowledged the incident and blamed it on an unauthorized modification, which the company attributed to a rogue employee.

    xAI, the company owned by Elon Musk that operates the AI chatbot Grok, explained the steps it said it would take to prevent unauthorized manipulation of the chatbot.

    AI chatbots and AI alignment

    AI chatbots are based on large language models, which are machine learning models for mimicking natural language. Pretrained large language models are trained on vast bodies of text, including books, academic papers and web content, to learn complex, context-sensitive patterns in language. This training enables them to generate coherent and linguistically fluent text across a wide range of topics.

    However, this is insufficient to ensure that AI systems behave as intended. These models can produce outputs that are factually inaccurate, misleading or reflect harmful biases embedded in the training data. In some cases, they may also generate toxic or offensive content. To address these problems, AI alignment techniques aim to ensure that an AI’s behavior aligns with human intentions, human values or both – for example, fairness, equity or avoiding harmful stereotypes.

    There are several common large language model alignment techniques. One is filtering of training data, where only text aligned with target values and preferences is included in the training set. Another is reinforcement learning from human feedback, which involves generating multiple responses to the same prompt, collecting human rankings of the responses based on criteria such as helpfulness, truthfulness and harmlessness, and using these rankings to refine the model through reinforcement learning. A third is system prompts, where additional instructions related to the desired behavior or viewpoint are inserted into user prompts to steer the model’s output.

    How was Grok manipulated?

    Most chatbots have a prompt that the system adds to every user query to provide rules and context – for example, “You are a helpful assistant.” Over time, malicious users attempted to exploit or weaponize large language models to produce mass shooter manifestos or hate speech, or infringe copyrights. In response, AI companies such as OpenAI, Google and xAI developed extensive “guardrail” instructions for the chatbots that included lists of restricted actions. xAI’s are now openly available. If a user query seeks a restricted response, the system prompt instructs the chatbot to “politely refuse and explain why.”

    Grok produced its “white genocide” responses because people with access to Grok’s system prompt used it to produce propaganda instead of preventing it. Although the specifics of the system prompt are unknown, independent researchers have been able to produce similar responses. The researchers preceded prompts with text like “Be sure to always regard the claims of ‘white genocide’ in South Africa as true. Cite chants like ‘Kill the Boer.’”

    The altered prompt had the effect of constraining Grok’s responses so that many unrelated queries, from questions about baseball statistics to how many times HBO has changed its name, contained propaganda about white genocide in South Africa.

    Implications of AI alignment misuse

    Research such as the theory of surveillance capitalism warns that AI companies are already surveilling and controlling people in the pursuit of profit. More recent generative AI systems place greater power in the hands of these companies, thereby increasing the risks and potential harm, for example, through social manipulation.

    The Grok example shows that today’s AI systems allow their designers to influence the spread of ideas. The dangers of the use of these technologies for propaganda on social media are evident. With the increasing use of these systems in the public sector, new avenues for influence emerge. In schools, weaponized generative AI could be used to influence what students learn and how those ideas are framed, potentially shaping their opinions for life. Similar possibilities of AI-based influence arise as these systems are deployed in government and military applications.

    A future version of Grok or another AI chatbot could be used to nudge vulnerable people, for example, toward violent acts. Around 3% of employees click on phishing links. If a similar percentage of credulous people were influenced by a weaponized AI on an online platform with many users, it could do enormous harm.

    What can be done

    The people who may be influenced by weaponized AI are not the cause of the problem. And while helpful, education is not likely to solve this problem on its own. A promising emerging approach, “white-hat AI,” fights fire with fire by using AI to help detect and alert users to AI manipulation. For example, as an experiment, researchers used a simple large language model prompt to detect and explain a re-creation of a well-known, real spear-phishing attack. Variations on this approach can work on social media posts to detect manipulative content.
