  • MIL-OSI United Kingdom: ‘It Starts in Wolverhampton’ event showcases city’s innovation and green credentials

    Aligned with the West Midlands Growth Company’s ‘It Starts Here’ campaign, the ‘It Starts in Wolverhampton: Innovating for Sustainable Growth’ event demonstrated why there has never been a better time to invest, grow and succeed in the city.

    More than 200 delegates attended the showcase supported by headline sponsors University of Wolverhampton and WLV Business Link, and reception sponsor Turner & Townsend.

    They heard how City of Wolverhampton Council in partnership with University of Wolverhampton is developing the Green Innovation Corridor (GIC) in the city, to create a world class eco, green innovation district delivering in excess of 20,000sqm of new R&D, laboratory and commercial floorspace and 1,200 new jobs.

    The early phases of the GIC programme focusing on bringing forward demand led business space on 4 underutilised land parcels of land at Wolverhampton Science Park will be supported by £7million of Investment Zone funding and £20million of funding secured by the council from the Government.

    As well as this capital funding, GIC and the wider city will benefit from the IZ Regional Business Support, Skills and R&D programmes and Delivery Capacity Funding programmes, being developed with local and regional partners.

    This builds on pioneering facilities and businesses already in place in the city such as the National Brownfield Institute, School of Architecture and Built Environment, Elite Centre for Manufacturing Skills, University of Wolverhampton Science Park, including the SPARK Incubator, Composite & Additive Layer Materials Engineering Research & Innovation Centre, Centre for Green Electricals Materials Manufacturing and global companies like JLR, Collins, Moog, and leaders in 3D printing, EOS UK.

    Industry leaders and visionaries shaping the future of clean and green industries also highlighted why Wolverhampton is the place to be for innovation and sustainable growth.

    This included Craig Osman, Operations Director for EPMC i54, JLR, who focused on vehicle electrification, investment and cutting edge innovation at the Electric Propulsion Manufacturing Centre at i54, jobs, supply chain, the wider overview of the footprint in the West Midlands and the JLR Reimagine strategy.

    Olivia Simpson, Chief Operations Officer, FlexSea, also explained why her business relocated from London to Wolverhampton and is redefining bioplastics with a revolutionary product made from seaweed – certified plastic free and home compostable.

    Davide lacovelli, Regional Director EMEA, EOS UK highlighted his company’s work in partnership with the University of Wolverhampton at the new UK Centre of Excellence for Additive Manufacturing based in the Elite Centre for Manufacturing Skills at the university’s Springfield Campus. It specialises in the development of advanced materials and processes for demanding applications within industries such as space, automotive, aerospace, electronics, and quantum computing.

    Councillor Chris Burden, City of Wolverhampton Council Cabinet Member for City Development, Jobs and Skills, said: “The event showed the level of innovation, the groundbreaking designs, partnerships and research and development happening right here in our city.

    “It is truly remarkable and testament to the skilled people that have been attracted here and been nurtured by our businesses and organisations.

  • MIL-OSI USA: Sols 4443-4444: Four Fours for February

    Earth planning date: Monday, Feb. 3, 2025
    Another successful weekend plan left us about 23 meters (about 75 feet) farther down our Mount Sharp Ascent Route (MSAR), with all our science data downlinked to Earth and the planet clocks aligned once more. We only have until 18:26 Pacific time to get this Monday’s plan uplinked (due to the Soliday over the weekend), and two full days of science to plan! 
    Our first sol science block starts at 12:06 local Gale Crater time, including a ChemCam long-distance RMI mosaic and a five-shot laser on bedrock. After ChemCam is done, Mastcam is planning 42 images, including ChemCam’s LIBS spots, some meteorite fragments, sand troughs between bedrock blocks, and interesting vein structures in our surrounding terrain. Navcam is planning to finish out that science block with a large dust devil survey. After our remote science wraps up, we’ve committed the hours between about 15:00 and 22:45 to our full contact science suite. Luckily, SRAP passed yet again and we took the opportunity to plan two targets — “San Rafael Hills” as our DRT target and “Allison Mine” as a potential meteorite target. 
    After a nice, long sleep our rover will wake up at 09:53 local Gale time and start another round of remote science to start the sol. This time ChemCam will shoot their laser at the potential meteorite and contact target Allison Mine, with Mastcam following up to document the spots. After one last 20-minute sweep of Texoli butte through Mastcam, it’s time to pack up and head back down the MSAR. Hopefully our drive goes well again and we’ll find ourselves about 36 meters (about 118 feet) away on Wednesday!

  • MIL-OSI USA: NASA Invites Media to Learn about Spacecraft Autonomous Tech Firsts

    NASA’s Ames Research Center in Silicon Valley invites media to learn more about Distributed Spacecraft Autonomy (DSA), a technology that allows individual spacecraft to make independent decisions while collaborating with each other to achieve common goals – without human input. The DSA team achieved multiple firsts during tests of such swarm technology as part of the agency’s project. 
    DSA develops software tools critical for future autonomous, distributed, and intelligent spacecraft that will need to interact with each other to achieve complex mission objectives. Testing onboard the agency’s Starling mission resulted in accomplishments including the first fully distributed autonomous operation of multiple spacecraft, the first use of space-to-space communications to autonomously share status information between multiple spacecraft, and more. 
    DSA’s accomplishments mark a significant milestone in advancing autonomous systems that will make new types of science and exploration possible.

    HONOLULU –Attorney General Anne Lopez today joined a coalition of 14 attorneys general to reaffirm their commitment to protecting access to gender-affirming care in the face of the Trump Administration’s recent Executive Order. The coalition released the following statement: 

     

    “As state attorneys general, we stand firmly in support of healthcare policies that respect the dignity and rights of all people. Health care decisions should be made by patients, families and doctors, not by a politician trying to restrict freedoms. Gender-affirming care is essential, lifesaving medical treatment that supports individuals in living as their authentic selves.

     

    The Trump Administration’s recent Executive Order is wrong on the science and the law. Despite what the Trump Administration has suggested, there is no connection between “female genital mutilation” and gender-affirming care, and no federal law makes gender-affirming care unlawful. President Trump cannot change that by Executive Order.  

     

    Last week, attorneys general secured a critical win from a federal court that directed the federal government to resume funding that had been frozen by the Trump Administration. In response to the court’s order, the Department of Justice has sent a notice stating that “federal agencies cannot pause, freeze, impede, block, cancel, or terminate any awards or obligations on the basis of the OMB memo, or on the basis of the President’s recently issued Executive Orders.” This means that federal funding to institutions that provide gender-affirming care continues to be available, irrespective of President Trump’s recent Executive Order. If the federal administration takes additional action to impede this critical funding, we will not hesitate to take further legal action. 

     

    State attorneys general will continue to enforce state laws that provide access to gender-affirming care, in states where such enforcement authority exists, and we will challenge any unlawful effort by the Trump Administration to restrict access to it in our jurisdictions.” 

     

    Joining Attorney General Lopez in issuing this statement are the attorneys general of California, Colorado, Connecticut, Delaware, Illinois, Maine, Maryland, Massachusetts, New Jersey, New York, Nevada, Rhode Island, Vermont and Wisconsin.

  • MIL-OSI Global: Reducing air pollution could increase methane emissions from wetlands – here’s what needs to be done

    What if well-meaning policies that reduce one atmospheric pollutant could also increase natural emissions of powerful greenhouse gases?

    Our findings, just published in the journal Science Advances, advance an earlier discovery of one such unfortunate interaction. This means that we need to work much harder than we thought to stay within the safe climate limits of the Paris agreement.

    The atmospheric pollutant in question is sulphur. Its current and projected decline from clean air policies aimed at reducing acid rain and fine particles, coupled with direct effects of increasing atmospheric CO₂ and warming, will lead to larger natural wetland methane emissions than expected.

    This is because sulphur has a very specific effect in natural wetlands that reduces methane emissions. On the other hand, CO₂ boosts methane production by increasing growth in plants that make the food for methane-producing microbes.

    Put simply, sulphur provides the conditions for one set of bacteria to outmuscle another set of microbes that produce methane over limited available food in wetlands. Under the conditions of acid rain sulphur pollution during the past century, this was enough to reduce wetland methane emissions by up to 8%.

    If we lift this sulphur “lid” on wetland methane production and increase CO₂, we have a double whammy effect that pushes wetland emissions much higher.

    We first discovered this effect in the early 2000s with field experiments that simulated acid rain sulphur pollution in the peatlands of North America, Scotland and Scandinavia. Further similar experiments took place on methane-emitting rice.

    Now, more than 20 years on, we have better modelling approaches that allow us to use improved estimates of the future of sulphur pollution and CO₂ for a range of scenarios. This allows us to link these back to methane emissions.

    The effect is substantial and we estimate that these different factors, in combination, will mean that policy instruments like the global methane pledge, which addresses anthropogenic emissions of methane, may need to work much harder.

    More than 150 nations signed up to the global methane pledge at the UN climate summit, Cop26, in Glasgow. The pledge seeks to reduce emissions of anthropogenic methane by 30% on a 2020 baseline by 2030.

    If successful, the climate benefit can be substantial (methane is around 30-80 times more potent than CO₂ as a greenhouse gas) and fast-acting. This is because methane only lasts in the atmosphere for around 10 years, leading to a rapid 0.2°C climate dividend by 2050.

    However, our findings show that between 8% and 15% of the allowable space for these human-made emissions is disappearing. This is due to the climate, CO₂ fertilisation, and sulphur unmasking effects. So, larger cuts are needed to achieve the same Paris climate targets.

    This isn’t the first time that the loss of an apparent broad climate-cooling action of atmospheric sulphur has been implicated in driving warming at a faster rate than anticipated.

    In 2020, shipping pollution controls were introduced globally to reduce emissions of sulphur dioxide and fine particles that are harmful to human health. This reduction in atmospheric sulphur over the oceans has been implicated in larger warming effects than expected in what has come to be known as “termination shock”.

    Part of the warming effect of emitted CO₂ is effectively masked by cooling sulphate particles in the atmosphere. If the source of the sulphate is stopped, the remaining sulphur in the atmosphere drops out rapidly, unmasking the warming effect of the CO₂ which lasts over 100 years in the atmosphere. For natural wetlands the unmasking effect on methane emissions can take a little longer, more a “termination rebound” than shock – but it soon catches up.

    Intentional interventions?

    So what can be done? In another paper recently published in Global Change Biology, scientists propose direct intervention in natural wetland methane emissions through adding sulphate to these ecosystems, essentially – and this time deliberately – replacing the sulphate lid on the wetland methane source. This raises questions about what a natural wetland actually is.

    What are the environmental ethics of deliberately intervening in this manner for ecosystems that are only just recovering from past incidental pollution effects? In emitting methane, they are, ultimately, just performing their natural function and should be protected for the vast carbon stores they contain and the valuable biodiversity that makes these ecosystems their home.

    So, we need to go back to the framework set up by the global methane pledge which is prompting much innovation to reduce human emissions from fossil fuel industries, waste and agriculture. We need to work harder on emissions first and foremost while also considering technologies to actively remove methane from the atmosphere.

    Atmospheric methane removal technologies are a new and under-investigated approach to managing atmospheric methane and they could be as simple as growing more trees.

    Scientists comment on data published by Copernicus that shows January 2025 was the warmest on record globally.

    Dr Joel Hirschi, Associate Head of Marine Systems Modelling, UK’s National Oceanography Centre (NOC), said:

    “One should not infer too much out of one month temperature data, as temperature anomalies can vary a lot.  The global temperatures for 2024 and now early 2025 have been tracking the record temperatures we saw in 2023 (and 2024) quite closely.  The last few months of 2024 were slightly cooler than in 2023 and January 2025 is now just warmer than January 2024.

    “Despite La Niña conditions having developed in the tropical Pacific, global temperatures remain very high.  This pattern is similar to what we observed after the El Niño events of 2015/16 and 2019/20 when global temperatures remained close to record warm levels even after the onset of La Niña conditions.

    “Global sea surface temperatures are a bit lower than in 2024 and will likely remain lower as we move further into 2025.”

    Prof Richard Allan, Professor of Climate Science, University of Reading, said:

    “Human caused warming of the ocean is accelerating and this is dominating to an ever greater extent over the natural year to year fluctuations in climate.  Although the swing from moderate El Niño to a weak La Niña during 2024 had a small cooling effect on the surface of the ocean, heat continues to flood into the climate system as atmospheric greenhouse gases continue to rise and the reflective haze of aerosol particle pollution diminishes in some regions following clean air regulation.  Aside from a cooler than average equatorial band in the eastern Pacific due to the weak La Niña conditions, much of the rest of the global sea surface remains remarkably warm in early 2025, primarily a result of human-caused warming of climate.

    “Changing weather patterns from week to week can rapidly alter temperatures over continental regions, which warm up and cool down more quickly than the oceans.  Based upon the most up to date, state of the art Copernicus data, large areas of Europe, Canada and Siberia experienced less cold weather than is normal for January but parts of South America, Africa, Australia and Antarctica also experienced above average temperatures which contributed along with the balmy oceans to the unexpected record global temperatures at the beginning of 2025.  As industrial activity continues to spew greenhouse gases into the air, this growing heating effect is tipping the balance toward record warmth and worsening hot, dry and wet extremes.”

    Prof Bill McGuire, Emeritus Professor of Geophysical & Climate Hazards, UCL, said:

    “The fact that the latest robust Copernicus data reveals the January just gone was the hottest on record – despite an emerging La Nina, which typically has a cooling effect – is both astonishing and, frankly terrifying.  Having crashed through the 1.5C limit in 2024, the climate is showing no signs of wanting to dip under it again, reflected by the fact that this is the 18th of the last 19 months to see the global temperature rise since pre-industrial times top 1.5C.  On the basis of the Valencia floods and apocalyptic LA wildfires, I don’t think there can be any doubt that dangerous, all-pervasive, climate breakdown has arrived.  Yet emissions continue to rise, while fossil fuel corporations seek to expand operations. Grim doesn’t even begin to describe our prospects.”

    Dr Friederike Otto, Senior Lecturer at the Centre for Environmental Policy and co-lead of World Weather Attribution, Imperial College London, said: 

    “This January is the hottest on record because countries are still burning huge amounts of oil, gas and coal.

    “Sure, El Niño and La Niña add or take off a tiny bit of warming, but the reason we’ve broken another record is the continued burning of fossil fuels.

    “The LA wildfires were a stark reminder that we have already reached an incredibly dangerous level of warming.  We’ll see many more unprecedented extreme weather events in 2025.

    “If politicians really care about people’s lives and their children’s futures, transitioning away from fossil fuels would need to be top of their agenda, to make the world safer and fairer.

    “This data shows very clearly what hundreds of other high-quality analyses have shown in recent decades – more burning of fossil fuels leads to more emissions that lead to more warming.”

     “Space sector reforms have unlocked India’s Commercial Potential in Space,” says Dr. Jitendra Singh, Union Minister of State (Independent Charge) for Science and Technology; Earth Sciences and Minister of State for PMO, Department of Atomic Energy, Department of Space, Personnel, Public Grievances and Pensions while answering an unstarred question in Rajya Sabha, today.

    NewSpace India Limited (NSIL), a Public Sector Enterprise (PSE) under Department of Space and the commercial arm of ISRO incorporated during March 2019, is responsible for carrying out end-to-end commercial space business on a demand driven approach and has the mandate to enhance the participation of Indian Industries in space related activities.

    The  achievements of the NSIL are as follows:

    • NSIL undertook its 1st Demand Driven Communication satellite mission named GSAT-N1 [GSAT-24] for meeting Direct-To-Home (DTH) needs. The satellite was successfully launched on 23rd June 2022, and it has commenced its operational services.
    • NSIL undertook its 2nd Demand Driven Communication satellite mission, GSAT-N2 [GSAT-20], for meeting Broadband service needs. The satellite was successfully launched on 19th November 2024 and the satellite is presently undergoing in-orbit testing and commissioning operations.
    • As on date, NSIL has successfully launched of 124 International and 3 Indian customer satellites on-board PSLV, LVM3 and SSLV.
    • NSIL is currently owning/ operating 15 in-orbit communication satellites and providing space-based services to various Indian users for meeting their DTH, VSAT, TV, DSNG, IFMC, Broadband and other applications need.
    • NSIL has been disseminating Earth Observation satellite data to global customers since May 2023.
    • As part of Mission Support services, NSIL has provided Eleven (11) Launch Vehicle Tracking Supports and Nine (9) Launch and Early Orbit Phase (LEOP) and Telemetry Tracking and Command (TTC) supports to Indian and International Customers including one Deep Space Mission Support.
    • Towards transfer of ISRO developed Technologies to Indian Industry, NSIL has signed 75 Technology Transfer Agreements.
    • NSIL is closely working with Indian and global customers to build Communication and Earth Observation Satellites for meeting their service needs.

    Dr. Singh Informed that NSIL will be undertaking its 3rd Demand Driven Communication Satellite Mission, GSAT-N3, for meeting S-Band communication needs of Indian Governmental users. GSAT-N3 satellite is proposed to be launched during Q1 of 2026.

    NSIL signed contract with M/s HAL [Lead Partner of M/s HAL and L&T consortia] for End-to-End production of 5 Nos. of Polar Satellite Launch Vehicle (PSLV). The 1st fully Indian Industry manufactured PSLV is envisaged to be launched during Q2 of 2025.

    Dr. Jitendra Singh shared that in the coming years, NSIL would strive to further expand its commercial space business in all domains including in the area of building satellites and launch vehicles; providing launch services; establishing ground segment; providing space-based services using communication and earth observation satellites; mission support services and transfer of ISRO developed technologies to Indian industries. Some of the major business projects that NSIL is envisaging is building several communication satellites on demand driven model, exploring strategies to realise LVM3 rockets through Indian Industry under PPP mode of partnership to commercially exploit the emerging global launch service market, enabling private Indian industries in building several earth observation satellites etc.

    Lauding the Space Sector Reforms announced by the Government during June 2020, as part of “Unlocking India’s potential in Space Sector”, Dr. Singh said, “It has enabled NSIL to undertake missions in a Demand Driven Model for effective commercial exploitation. In addition, efforts of NSIL to build operational launch vehicles of ISRO viz., PSLV, LVM3 and SSLV through Indian Industry would further boost the Indian Industrial sector to grow to the level wherein Indian industry could End-to-End manufacture rockets. The Minister of State for Space, further stated that efforts of NSIL to transfer ISRO developed technologies to Private players would help in enriching the Space ecosystem in the country and raise India’s share in the commercial Global Space Market.

    The Minister of State for DoPT, Dr. Jitendra Singh highlighted the steps undertaken by the government as mentioned below-

    i. Systemic improvements and reforms to provide transparent citizen-friendly services and reduce corruption. These, inter alia, include: a) Disbursement of welfare benefits directly to the citizens under various schemes of the Government in a transparent manner through the Direct Benefit Transfer initiative. b) Implementation of E-tendering in public procurements. c) Introduction of e-Governance and simplification of procedure and systems. d) Introduction of Government procurement through the Government eMarketplace (GeM).

     ii. Discontinuation of interviews in recruitment of Group ‘B’ (Non-Gazetted) and Group ‘C’ posts in Government of India.

     iii. Invocation of FR-56(j) and AIS(DCRB) Rules, 1958 for retiring officials from service in public interest whose performance has been reviewed and found unsatisfactory.

     iv. The All India Services (Disciplinary and Appeal) Rules and Central Civil Services (Classification, Control and Appeal) Rules have been amended to provide for specific timelines in the procedure related to disciplinary proceedings.

    v. The Prevention of Corruption Act, 1988 has been amended on 26.07.2018. It clearly criminalizes the act of giving bribe and will help check big ticket corruption by creating a vicarious liability in respect of senior management of commercial organizations.

    vi. Central Vigilance Commission (CVC), through various orders and circulars recommended adoption of Integrity Pact to all the organizations in major procurement activities and to ensure effective and expeditious investigation wherever any irregularity/misconduct is noticed.

    vii. The institution of Lokpal has been operationalised by appointment of Chairperson and Members. Lokpal is statutorily mandated to directly receive and process complaints as regards alleged offences against public servants under the Prevention of Corruption Act, 1988. In addition, the CVC as an apex integrity institution has adopted a multi-pronged strategy and approach to combat corruption, which encompasses punitive, preventive and participative vigilance.

    (c): The Whistle Blowers Protection Act, 2014 (No. 17 of 2014) has been notified on 12th May 2014. In terms of provision of sub-section (3) of section 1 of the Act, the provisions of the Act shall come into force on such date as the Central Government may, by notification in the Official Gazette, appoint. No such notification has been made by the Government for the reason that the Act required amendments aimed at safeguarding against disclosures affecting sovereignty and integrity of India, Security of the State, etc., before it is brought into force. The government introduced the Whistle Blowers Protection (Amendment) Bill, 2015 in the Lok Sabha on 11th May 2015 which was passed by the Lok Sabha on 13th May 2015 and transmitted to the Rajya Sabha. The Bill has since lapsed upon the dissolution of the Sixteenth Lok Sabha.

    Union Minister of State (Independent Charge) for Science and Technology; Earth Sciences and Minister of State for PMO, Department of Atomic Energy, Department of Space, Personnel, Public Grievances and Pensions, Dr. Jitendra Singh stated that approximately 36.7% of the samples were collected from rural, 32.2 % were from urban and 31.1 % were from the tribal populations while answering the unstarred question in Rajya Sabha, today.

    Dr. Jitendra Singh affirmed that In the Genome India project, equitable representation from rural, urban and tribal population was ensured.

    The S&T minister also highlighted that in order to achieve this goal, the researchers involved in GenomeIndia project faced some challenges, as outlined below.

    • Geographic Accessibility: Reaching tribal remote regions to collect samples and gather data from these populations was difficult task.
    • Cultural and Socioeconomic Barriers: Overcoming socioeconomic and cultural barriers and convincing such populations for their participation in the project was challenging.
    • Lack of Awareness and Education: Rural and tribal populations are not having sufficient awareness of the benefits of genetic research, that led to misunderstandings about its purpose and value. Educating and convincing such populations was hard.
    • Data Representation and Bias: Rural and tribal populations were not easily accessible and on the contrary, urban populations were often more accessible and had greater awareness. Hence, removal of bias by ensuring participation of appropriate proportions of all types of populations was important.
    • Logistical Constraints: Insufficient accessibility to state-of-art healthcare infrastructure, laboratories, and skilled professionals in isolated regions made it challenging to collect samples and conduct blood parameter assessments.

    Dr. Jitendra Singh further informed that the GenomeIndia Team followed pre-planned strategies to overcome various challenges. He stated, “Nearby logistics hubs were established for sample transportation, and laboratories were approached in advance to prepare resources for handling a higher number of samples.”

    Additionally, partnerships with local healthcare institutions were formed to streamline data collection and improve accessibility. The involvement of local leaders and community representatives in interactions with rural and tribal populations helped mitigate cultural and socioeconomic barriers, build trust, and promote greater participation from these communities.

    Outreach programs and community engagement initiatives were conducted to raise awareness about the importance of genetic studies and assure participants of data confidentiality, dispelling myths and clarifying the goals of the GenomeIndia Project. Moderated campaigns were organized to ensure balanced inclusion of diverse groups. Logistic constraints in isolated regions were effectively handled through systematic planning, he added.

    H.E. Mr Philemon Yang, President of the 79th session of the United Nations General Assembly (UNGA) called on the President of India, Smt Droupadi Murmu at Rashtrapati Bhavan today (February 6, 2025). 

    Welcoming the President of the UN General Assembly to India, the President said that his Presidency of UNGA comes at a time when we are marking an important milestone of 80 years of establishment of the United Nations. 

    The President noted that the year 2025 will also see important UN conferences like the Fourth Conference on Financing for Development, and the Third UN Ocean Conference, etc. She assured him of India’s active and constructive participation at all these platforms. 

    The President emphasized the need for early and comprehensive reform of key multilateral bodies, including the UN Security Council, to make them reflective of contemporary global realities. 

    The President appreciated Mr Philemon Yang’s emphasis on science and data-driven approach to sustainable development, and his inclusive vision. She also commended his leadership in the adoption of the “Pact for the Future” at the Summit for the Future held in New York in September 2024. She said that India will continue to champion the causes of the Global South, including at the UN, guided by the philosophy of “Vasudhaiva Kutumbakam”. 

    The two leaders also discussed the close and friendly bilateral relations between India and Cameroon, which have grown steadily over the years, especially in development partnership and capacity building.  The President noted that India shares a special bond with Africa, and it was during India’s Presidency in 2023 that the African Union was included in G-20 as a permanent member.

    Taking inspiration from nature, a group of scientists have amalgamated hybrid materials to form a robust biomimetic system that closely mimics the behavior of biological synapses. This can pave the path towards a new wave of innovation in computing with breakthroughs in robotics, machine learning, and real-time data processing.

    The human brain, known for its remarkable energy efficiency, is serving as a model for developing advanced technologies. At the forefront of these efforts are solution-processed memristor (a non-volatile electrical component that regulates the flow of current in a circuit) devices, which are designed to replicate the brain’s synaptic functions. These devices are not only efficient but also scalable and cost-effective, making them ideal for creating neuromorphic systems-computers that function like the human brain. By mimicking how neurons communicate and process information, memristors have immense potential to revolutionize artificial intelligence, enabling smarter, faster, and more energy-efficient AI systems.

    In a recent finding, a group of scientists from S. N. Bose National Centre for Basic Sciences (SNBNCBS), in collaboration with the National Institute of Technical Teachers’ Training and Research (NITTTR), developed a hybrid material incorporating nanoscale conductive clusters to facilitate the formation of metallic pathways within a memristive layer. The foundation of the technology is the development of mesoporous graphitic carbon nitride (g-C3N4, abbreviated as CN) nanosheets embedded with silver nanoparticles (Ag NPs) to enable incremental resistance modulation via electric field-induced electrochemical metallization. The amalgamation of these hybrid materials by SNBNCBS, an autonomous institute of Department of Science and Technology, forms a robust biomimetic system known as AgCN that closely mimics the behavior of biological synapses. The research was published in the journal Advanced Functional Materials,

    The AgCN system exhibits gradual and continuous changes in resistance, a property that is critical for energy-efficient and adaptive computing systems. The utilization of biomimicry principles in neuromorphic computing devices has yielded unparalleled capabilities. Contrary to conventional computing systems that employ rigid algorithms, neuromorphic systems emulate the brain’s capacity for learning and adaptation. AgCN-based memristors exhibit remarkable versatility and adaptability in this domain.

    These devices effectively replicated Morse Code by modulating their current to produce precise dot-and-line signals, underscoring their potential for real-time code detection applications. The core innovation of this technology lies in the electric field-induced strengthening or weakening of metallic pathways through the conductive clusters, which play a crucial role in modulating synaptic plasticity.  

    The devices can learn, adapt, and detect patterns with remarkable accuracy by varying voltage pulse numbers, amplitudes, and widths. A particularly noteworthy demonstration involved the devices’ capacity to emulate Pavlov’s dog experiment, thereby highlighting their aptitude for associative learning, a process analogous to biological learning. The impact of these devices extends beyond mere imitation of synaptic behavior, as they empower machines to learn and adapt with greater efficiency by processing and transmitting information in a manner analogous to biological synapses.

    This capacity is of paramount importance for next-generation AI systems, which necessitate high-speed, low-power solutions for image recognition and real-time decision-making tasks. The development of conductive-island-assisted synaptic devices represents a significant leap forward in the field of artificial intelligence, as biomimicry drives innovation.

  • MIL-OSI United Kingdom: expert reaction to study looking at whether reducing atmospheric sulphur stimulates more methane emissions from wetlands

    A study published in Science Advances looks at reducing atmospheric sulphur and methane emissions from wetlands. 

    Dr Eiko Nemitz, environmental physicist, UK Centre for Ecology & Hydrology (UKCEH), said:

    “The study highlights a likely important interaction between air pollution, greenhouse gases generated by human activity, and natural emissions.  It shows that as sulphur emissions continue to decrease in response to a drive to improve air quality, as well as a side-effect of the decarbonisation of transport and industry to achieve net zero, this will likely increase natural methane emissions from wetlands.

    “Sulphur emissions also contribute to the formation of aerosols (microscopic particles) that scatter light and lead to the formation of reflective clouds, thus exerting a cooling effect on the climate.  The processes highlighted in this new paper provide a second mechanism by which control of sulphur emissions reduces climate cooling.

    “Nevertheless, sulphur emissions continue to play a major role in poor air quality, causing damaging health impacts in many parts of the world, and there are fewer options to clean up the air than to reduce greenhouse gas emissions.

    “In this context it is important to recognise that the reduction in sulphur emission and deposition will bring the wetlands closer to their original state, and the magnitude of their methane emissions closer to what they would have been without the human impact of elevated sulphur deposition.

    “The impact of sulphur deposition on methane emission from wetlands has been suggested by a small number of studies on this subject for a couple of decades, but responses are variable.  This paper upscales the impact and overcomes some of that variability by synthesising a larger number of studies and by exploring a range of response functions.  Whilst the study seems robust, without access to the supplementary of the study, it is not possible to make a definite comment on the quality of the underlying data.”

    Prof William Collins, Professor of Climate Processes, University of Reading, said:

    “While we have long known that cleaning up air pollutants such as sulphur have a direct warming effect on climate, this study shows that cleaner air can indirectly warm climate by increasing natural emissions of methane.  Methane is the second most important greenhouse gas and a large source of it is from natural wetlands.

    “This study is the first to systematically analyse field measurements of wetland emissions under varying conditions of sulphur deposition.  It shows that high levels of sulphur pollution up until the late 20th Century may have artificially supressed this source.  As we clean up our industries and power production this natural emission of methane will rebound and further warm climate.  The good news is that reducing climate change also reduces natural methane emissions, so further supporting the climate benefit of strong carbon reductions.”

    Dr Adam Povey, Assistant Professor of Earth Observation, National Centre for Earth Observation, University of Leicester, said:

    “This study provides an additional line of evidence that wetlands are highly important in understanding the climate.  Wetlands rapidly respond to changes in weather and climate, and those changes feedback to the climate – in this case, amplifying warming.  These interfaces between water, soil, and life are extremely difficult to understand due to the diversity of interlinked processes occurring.  This paper provides decent evidence for the direction of this effect – that cleaner air increases natural methane emissions and this makes it more difficult to achieve net zero – and this is consistent with other lines of evidence.  I would treat the precise numbers quoted with caution since (as described at the beginning of the ‘Discussion’ section) there are many confounding processes and substantial uncertainties around the conditions in wetlands that are not captured by this statistical analysis of existing experiments.  The UK is in an excellent position to understand these processes due to our world-leading capacity to monitor atmospheric pollutants (such as sulphur) and to model the influence of life on the climate through the UK Earth System Model.”

    The large role of declining atmospheric sulfate deposition and rising CO2 concentrations in stimulating future wetland CH4 emissions’ by Lu Shen et al. was published in Science Advances at 19:00 UK time on Wednesday 5 February 2025.

    Startups operating in the Science Technology Park Belgrade are working in the fields of information technology, biomedicine, robotics, nanoscience, energy efficiency, smart cities, and innovative agriculture. They are developing various innovative products in fields as diverse as house plants in apartments, non-invasive remote monitoring of bee colonies, personalized approaches to women’s health, therapeutic toys for speech therapists or robot-based learning platforms for children.

  • MIL-OSI Europe: Professor Jan Rovny at the European University Institute to Discuss Ethnic Minorities

    Jan Rovny, a professor of political science at Sciences Po Centre for European Studies and Comparative Politics (CEE), spent 6 days at the European University Institute (Florence, Italy), thanks to our European alliance, CIVICA, and its faculty short visits programme. This stay was the perfect opportunity to discuss his research projects and to present his newest book, Ethnic Minorities, Political Competition, and Democracy (Oxford University Press).

    Find below a video interview produced by Sciences Po on how “Ethnic minorities can be a positive asset for democracy“, followed by a shorter version of an interview published by the EUI.

    you gave a lecture at the EUI examining the relationship between ethnic minorities and democracy. Can you delve deeper into how different aspects of democracy, such as liberal democracy or social rights, resonate uniquely with various minority groups?

    The core argument of the talk, which stems out of my book, is that ethnic minorities have a general interest in liberal democratic arrangements while they’re in a democracy.

    In a democracy, ethnic politics, contrary to expectations, are actually going to potentially be a force for maintaining democracy, which I’ve studied in Eastern Europe. I’ve demonstrated how this has been quite important in a number of countries during democratic transition in the 1990s, but also during recent episodes of democratic backsliding when some of the minority elites and parties have attempted in various ways to slow it down.

    This is based on the idea that, conditionally, ethnic minorities seek to protect themselves through counter-majoritarian aspects of democracy, particularly through the protection of civil rights and liberties, which is a non-majoritarian component of democracy. Simultaneously, they’re not necessarily so sure about the utility of majoritarian components of democracy, such as electoral democracy or direct popular democracy.

    My current research is trying to engage with this and see whether ethnic minorities are interested in some components of democracy, being counter-majoritarianism more so than others, such as electoral democracy. That’s what the preliminary results show.

    Could you provide examples of how these minorities try to protect themselves from majoritarian rule?

    My book delves into the cases of Hungarians in Slovakia or ethnic Russians in Estonia.

    One example is when quite a liberal ethnic minority party in Slovakia joined in a very difficult coalition with a populist illiberal party in 2016, which was to some degree seen as a bit of a betrayal by their voters because they went into this coalition with a prime minister who was not particularly minority-friendly or liberal democracy-friendly. But in that government, they very much sought to control some of the key portfolios that would protect them as a minority. They were always interested in questions of usage of language, language education, and signage in national languages.

    They were also interested in the ministry of regional development, but most importantly, they actually did manage to obtain the position of the minister of justice. The minister of justice was able to put into place a set of new laws that contained aspects like transparency of government contracts that importantly constrained some of the corrupt and anti-democratic practices that the government was involved in.

    In Estonia there was a similar situation, where a party that was not explicitly an ethnic minority party ―but that has historically been supported and has itself supported ethnic minorities― also went into a difficult coalition with a radical right party. That party was not happy with it and the Russian representatives didn’t like it.

    Some of them deliberately didn’t take up their seats in parliament in order not to vote for that coalition. I’ve interviewed specific individuals who preferred to stay in the city hall and work in local politics, even though they had a seat in the parliament. It was a symbolic rejection: “I will not vote for this coalition, but I will not prevent my party from doing it.

    There was a very instrumental aim that the party had in mind, and that was to protect Russian education. They said, “we will go dance with the devil, but one red line is Russian schools will remain.” They saw that if they weren’t going in the coalition, the majority influenced by the radical right party will undermine this fundamental need for them and their community. Throughout that government, they have managed to protect Russian schooling.

    How does the CIVICA alliance contribute to your research?

    It made this possible. This was a unique opportunity to stay here for a week, which gave me much more flexibility to meet more people, get more feedback, and also give some comments to students. Without CIVICA this would have either not happened or would have been a lot shorter.

  • MIL-OSI United Kingdom: Council staff combine with Armagh Fisheries to improve water quality

    Conservation staff from ABC Council’s Climate Sustainability and Parks (CSP) department have been working in partnership with Armagh Fisheries Ltd recently to deliver an exciting water quality improvement project on the Butterwater river, a major tributary of the Callan River.

    The project funded through a grant from Northern Ireland Environment Agency’s (NIEA) Water Quality Improvement Scheme (WQIS) involved a number of elements including a 6km long river survey to determine the current status of the river with recommendations for future improvements works.

    As well as the survey, 150 metres of nature-based revetment works were installed helping to prevent cattle poaching of exposed riverbanks which leads to siltation of instream habitats.

    The project also involved a community engagement and citizen science programme for aquatic conservation delivered through a series of environmental education / activity days with local community members.

    The last of these events was held at the Armagh City Hotel and was attended by over 50 individuals representing some 18 local groups and organisations all working to improve river systems and the water that flows into Lough Neagh.

    Presentations at the event included information on previous project works and successes, online training modules on catchment management, education programmes on water quality and rivers for young people and current funding streams available for groups to apply for further project work.

    The event was a great success and it is envisaged that the partnership between ABC Council’s conservation staff and local community groups looking to protect and enhance our important rivers and loughs will continue to go from strength to strength in the coming years as funding is made available.

  • MIL-OSI China: Chinese university develops high-efficiency flexible tandem solar cells

    Scientists at China’s Westlake University have unveiled a breakthrough in solar technology: ultra-thin, flexible tandem solar cells that can achieve a record 23.4 percent power conversion efficiency.
    The cells, with a thickness comparable to the diameter of a human hair, combine perovskite and copper indium gallium selenide (CIGS) layers, offering promising applications in wearable devices, curved building surfaces, electric vehicles and aerospace, the Science and Technology Daily reported on Thursday.
    The research underscores China’s growing role in the realm of next-generation solar innovation.
    The team, led by Wang Rui from the School of Engineering and the Research Center for Industries of the Future, published their findings in Nature Photonics.
    Tandem solar cells overcome the efficiency limitations of traditional single-junction cells by incorporating complementary materials.
    Their design stacks two light-absorbing materials — perovskite and CIGS — like a “multi-layer cake,” as Wang described.
    “Each layer captures specific wavelengths of sunlight, enabling the cell to harvest more energy than single-layer alternatives,” he said, adding the final product comprises as many as 15 layers, each with stringent requirements regarding thickness and uniformity.
    Wang’s team started the development of the solar cells in 2022, but they faced a critical challenge: forming a smooth perovskite layer atop the CIGS surface.
    Initial attempts left the perovskite riddled with holes, crippling performance. In late 2023, researchers Tian Liuwen and Wang switched tactics, testing new perovskite deposition methods. After months of trials, they achieved a uniform layer — a milestone that propelled efficiency gains.
    The solar cells are expected to find applications in various fields including architecture, automotive, aerospace, and flexible wearable devices, Wang noted.
    The technology’s lightweight nature also reduces transportation and installation costs compared to conventional panels.

  • MIL-OSI China: Expert: US tariffs on Chinese goods blatant trade bullying

    The United States’ unilateral imposition of additional tariffs on Chinese goods is a blatant act of trade bullying, damaging bilateral trade and erodes the rules-based global trade system, according to a Chinese expert.

    Xu Xiujun, director of the Research Center for Sino-Foreign Studies at the Chinese Academy of Social Sciences and a professor at its International Political Economy Institute, voiced his concerns during an interview with China.org.cn on Wednesday. “The U.S. imposition of extra tariffs on Chinese goods severely disrupts normal bilateral trade and jeopardizes the sustainable development of China-U.S. ties,” he said. “The move violates World Trade Organization (WTO) rules and pushes the global trade order once again to the brink of chaos.”

    Following the U.S. imposition of a 10% additional tariff on Chinese imports on Feb. 4, citing the fentanyl issue, Beijing swiftly responded with a series of economic countermeasures the same day.

    The Customs Tariff Commission of the State Council announced that China will implement additional tariffs on select U.S. goods starting Feb. 10. These tariffs include a 15% levy on U.S. coal and liquefied natural gas, and a 10% increase on existing tariffs for crude oil, agricultural machinery, large-displacement automobiles and pickup trucks. 

    China’s State Administration for Market Regulation also announced an anti-monopoly investigation into Google, and the Ministry of Commerce (MOC) and the General Administration of Customs jointly declared export controls on certain items related to tungsten, tellurium, bismuth, molybdenum and indium, effective Tuesday.  

    The Chinese government has also filed a complaint with the WTO’s dispute settlement mechanism, as confirmed by an MOC spokesperson on Tuesday, to “safeguard China’s legitimate rights and interests.”

    “By taking the U.S. tariff measures to the WTO dispute settlement mechanism, the Chinese government has not only demonstrated its firm stance in safeguarding its own rights and interests, but also taken concrete action to uphold the international trade order based on WTO rules,” said Xu.

    At a press briefing on Wednesday, Chinese Foreign Ministry spokesperson Lin Jian said, “Applying pressure and issuing threats is not the right way to handle relations with China,” arguing that shifting the blame to other countries does not address the U.S. fentanyl crisis.

    “The real solution lies in reducing domestic drug demand and strengthening law enforcement cooperation,” Lin added. He also highlighted that China enforces some of the strictest drug control policies in the world.

    Xu highlighted China’s longstanding leadership in drug control, noting that China was the first country to officially schedule fentanyl-related substances as a distinct class back in 2019.

    “In contrast, due to lax regulatory oversight, the U.S. has been grappling with rampant drug abuse and widespread drug problems,” he said. Xu criticized the U.S. government for singling out unrelated Chinese products with unilateral tariffs — a tactic designed to conceal its own inability to effectively address domestic drug issues while protecting the interests of large pharmaceutical companies and their political allies.

    “This approach not only fails to address the challenges facing the U.S. but actually worsens its problems,” he added.

    Xu said that China will enhance cooperation with other WTO members, firmly opposes unilateralism and trade protectionism, and embraces genuine multilateralism.

    “China will work to promote stable and sustainable international economic and trade cooperation in line with the WTO’s core principles of fair competition, transparency and predictability,” he said.

  • MIL-OSI Global: The ‘degrowth’ movement envisions global climate justice, but must adapt to global south realities

    It is widely accepted that human activities are the primary drivers of global warming and environmental crises, including the rapid loss of biodiversity. However, the debate over how best to address these issues is far from settled. In political circles, “green growth” – the concept of making economic activities more sustainable – has emerged as the most popular solution.

    Is green growth enough?

    The idea behind green growth is to continue expanding economies while minimising environmental harm. However, critics argue that this approach has failed to significantly curb climate change and biodiversity loss.

    Despite international efforts since the 1970s, carbon emissions have continued to rise. As the World Inequality Report reveals, nearly half of historical emissions occurred after 1990. Incremental policy changes, technological innovations and shifts in consumer behaviour have not been enough to reverse this trend. This failure has led to the growing appeal of “degrowth” – a more radical alternative that challenges the current global economic system.

    What is ‘degrowth’?

    “Degrowth” emerged in Europe, particularly in France, in the late 2000s. Philosophers such as André Gorz and economists such as Serge Latouche were among its early proponents, with researchers such as Tim Jackson later popularising the concept in the English-speaking world. They argue that the root cause of environmental destruction lies not only in human activity but also in a global economic model that has prioritised growth and profit since the Industrial Revolution.

    Initially, degrowth was a critique of Western lifestyles and notions of progress. Environmental concerns were just one part of the movement’s broader agenda. Over time, however, environmentalism has become central to the movement’s goals.

    What about the global south?

    Today, many degrowth advocates assert that the richer countries of the global north, being largely responsible for environmental degradation, should be the ones to scale back economic activity to avert ecological catastrophe. But what about the poorer countries of the global south? Should they adopt degrowth strategies? Some argue this would impose a neocolonial agenda, with wealthier countries once again dictating the terms of global development. Others note that many poorer countries need economic growth to combat poverty. And even if degrowth were limited to the north, it could still have significant effects on the south – both positive and negative.

    A review of academic literature on degrowth and the global south reveals two main perspectives: those who see degrowth as incompatible with the south’s development needs, and those who believe it could offer synergies with sustainable development goals.

    Supporters of degrowth often point out that many of its core ideas originate in the global south. Anthropologist Jason Hickel cites figures such as Sri Lankan philosopher Ananda Coomaraswamy, Indian economist J.C. Kumarappa and Bengali poet Rabindranath Tagore as inspirations. While these thinkers may not use the term “degrowth”, they promote ideas aligned with it, such as the Latin American Sumak kawsay (or “Buen vivir”) or the South African Ubuntu. These non-Western perspectives have been instrumental in shaping the degrowth discourse in the global north.

    Degrowth as decolonisation

    Degrowth advocates argue that scaling back economic activity in the north could help dismantle the unequal global division of labour, in which raw materials are extracted from the south and processed into consumer goods in the north. This system disproportionately benefits wealthier nations while leaving poorer countries with the social and environmental costs. Federico Demaria, a researcher in political ecology, argues that northern countries must “pay for past and present colonial exploitation in the south” – a central theme in contemporary degrowth discourse.

    Some researchers suggest that dependence on economic growth is problematic for both the north and south. They argue that growth alone does not guarantee poverty reduction – wealth distribution and institutional reforms are just as crucial. Degrowth could help both regions avoid unsustainable development models by focusing more on social well-being than perpetual economic expansion.

    Challenges for degrowth in the global south

    However, many scholars believe degrowth is unattractive for the global south. Critics argue that the concept is too Eurocentric and fails to resonate amid the specific challenges faced by poorer nations. Interviews with academics and activists in the south show that while they may agree with some of the ideas behind degrowth, they reject its language, which they see as rooted in Western thinking. Economist Beatriz Rodríguez Labajos and her co-authors suggest that researchers from the north and south should look at “strengthening potential synergies, through an assertive recognition of the barriers to doing so”.

    There is also concern that promoting degrowth in the south could be perceived as a new form of colonialism. Imposing Western notions of degrowth could prevent poorer countries from following the same path to prosperity that the north took, which often involved exploiting the resources of the south. The degrowth movement’s failure to fully address the colonial roots of economic development poses a challenge to its decolonization-oriented ambitions.

    The problem of global dependencies

    Finally, global dependencies further complicate the degrowth debate. Many people in the south rely on export-driven economies that serve Western markets. A reduction in economic activity in the north could harm populations in the south who depend on those exports.

    This interdependence presents a dilemma for the degrowth movement. Proponents argue that degrowth is not about abandoning economic activity but reforming the global trade, finance and governance systems to prevent negative impacts on the south. For degrowth to succeed, its advocates must formulate concrete proposals that address these global dependencies without exacerbating inequalities or harming the most vulnerable.

    The award ceremony for the winners of the fourth season of the All-Russian competition “Knowledge.Lecturer” from the Russian Society “Knowledge” took place at the National Center “Russia” in Moscow on February 5. They were 70 lecturers from 37 regions of the country. Each received 250 thousand rubles to promote their educational content. Among the winners of the fourth season of the competition was the deputy dean for development Faculty of Mechanics and Mathematics, Novosibirsk State University, Doctor of Physical and Mathematical Sciences Timur Nasybullov. In the final, he gave a lecture “Bayes’ Formula as a Philosophy of Life”, in which he explained how this formula can be applied in reality.

This is the flagship project of the Russian Knowledge Society, which has been implemented since 2021. Since the start of the project, more than 41,000 people have become its participants.

    The fourth season of the All-Russian competition Znanie.Lektor was held from April 23, 2024 to February 5, 2025. More than 19 thousand people from all regions of Russia took part in it, including more than 5 thousand schoolchildren in a special nomination. They prepared author’s lectures on 14 competition topics and passed a multi-stage selection, which included training in public speaking, organizing their own lectures in their home region, interviews with experts. The 140 strongest participants among adults and students from 52 regions of Russia reached the final of the competition. They overcame the selection of more than 100 people per place. Each finalist received the honorary title of lecturer of the Russian Society “Znanie”.

    The awards to the best lecturers were presented by the Minister of Education of the Russian Federation Sergey Kravtsov, Advisor to the President of the Russian Federation Elena Yampolskaya, General Director of the Russian Society “Knowledge” Maxim Dreval and others.

    Presenting the awards, the Minister of Education of the Russian Federation Sergey Kravtsov noted that the future of our country depends on teachers, mentors, and lecturers, because they not only teach their students, but also shape the worldview of the younger generation.

    “Today, together with you, we are developing our sovereign education system so that our schoolchildren are interested in our culture, language, and have a broad outlook,” said Sergei Kravtsov.

    Maxim Dreval, General Director of the Russian Society “Knowledge”, spoke about new measures to support lecturers, which the Society plans to implement this year. In his opinion, it is very important to provide lecturers with the opportunity to develop, improve their skills and share experiences. Therefore, a project will be launched in March of this year, within the framework of which they can become participants in inspiring meetings, master classes, film screenings, intellectual games. More than a thousand events are planned by the end of the year, which will take place in every region of Russia. Their culmination will be the annual forum at the Mashuk Knowledge Center, which will bring together lecturers from all over the country. Presumably, it will take place in the fall.

    — When I learned about the Znanie.Lektor competition, I immediately decided that I would participate in it to test myself. Yes, I am a teacher and I give a lot of lectures — both at NSU and outside the university. I often speak to schoolchildren — I tell them about mathematics. I think that this is very important for any teacher. In mathematics, as in any other science, not only scientific and research activities are important. They also need to be talked about. If this is not done, it will not reach either educational institutions, or technologies, or ordinary people. Therefore, every scientist should be a bit of a showman and in an understandable language in an accessible form tell a wide audience about their own results.

    As part of the competition, I gave 8 lectures to schoolchildren. I immediately announced that I was ready to speak at schools, and I received many applications to give lectures. I talked about various interesting and useful facts from the world of mathematics, about how mathematics is used in real technologies. And even more interesting – how this science is shown in a funny way in all sorts of toys and puzzles, like the Rubik’s cube.

    It is important for me that thanks to winning the competition, the geography of my performances will expand and I will be invited to give lectures not only to schools in Novosibirsk and the Novosibirsk region, but also to other cities and regions. I see special value in this and want young people to study mathematics more, because in the future they will be able to create technologies of the future with the help of this science, – said Timur Nasybullov.

  • MIL-OSI Australia: Address to OECD International Workshop on Rigorous Impact Evaluation Approaches including Randomised Controlled Trials

    As is customary in Australia, I acknowledge the Ngunnawal people, on whose lands I am recording these remarks, and all First Nations people joining this international workshop.

    Thank you to our OECD Public Management and budgeting colleagues, Jon Blondal, Andrew Blazey and the team for helping to coordinate this event and offering me the opportunity to provide this opening address. This event is being run by the OECD in collaboration with the Australian Centre for Evaluation in the Department of the Treasury. The Australian Government is delighted to be contributing to global efforts to advocate for better evidence. And we are keen to connect with international endeavours that promote its generation, synthesis and sharing in public policy.

    Today, I want to discuss how countries can collaborate to better create and use evidence. This is a substantial reform. Indeed, I argue that randomised trials and better use of evidence isn’t just another worthy public policy tweak. It’s bigger than that. Much bigger. Effectively using evidence to make policy decisions is a public administration reform on par with the biggest changes in good government that humanity has put into place. It is the seventh phase of good government.

    Let’s take a quick moment to run through the major milestones in the history of public administration.

    Six big reforms in the history of public administration

    Throughout history, there have been 6 big reforms in public administration.

    The first was the rise of bureaucracy and professionalised governance. It was during the 18th and 19th centuries that public administration shifted from patronage and informal systems to emphasising impartiality, specialisation, and accountability. Democratic institutions and a robust civil society provided the conditions for an independent and accountable civil service.

    The second big reform occurred in the early 20th century. The efficiency revolution – scientific management of public administration that focused on efficiency and rational organisation – was inspired by industrial principles.

    In response to economic crises and post‑WWII recovery, we saw the rise of the third big reform – the welfare state and the expansion of government responsibilities in social welfare, healthcare and economic planning.

    The fourth big reform in public administration in the late 20th century was market‑oriented governance. We saw governments adopt private‑sector practices like outsourcing, performance metrics, and competition.

    Concerns about accountability also carried through to the fifth big historic reform – the era of digital transformation and e‑governance. The early 21st century saw technology revolutionise public administration. It enabled data‑driven decision‑making and citizen engagement.

    Building on the lessons learnt during the digital transformation, the past decade has seen the move towards adaptive governance – the sixth big reform in public administration. Top‑down processes were swapped out for more flexible, collaborative and cross‑sector approaches that embrace ‘long‑term systems thinking’ to address interconnected crises such as climate change (Brunner and Lynch 2017).

    Each of these 6 big reforms from the past 3 centuries has helped to reshape government and improve citizens’ lives.

    The seventh big reform in public administration: randomised trials

    Today I want to argue that we are on the cusp of a seventh big reform in public administration.

    It will involve the widespread adoption of randomised trials as a means of testing policies by providing a counterfactual.

    This reform should include the synthesis of quality evidence about what works, and what doesn’t, to provide public administrators with irrefutable knowledge that can improve people’s lives.

    Let’s consider a couple of examples to see how this might work in practice.

    Eye care is often a neglected field of public health in developing economies.

    In rural Bangladesh, a randomised trial of providing free reading glasses involved more than 800 adults with jobs requiring close attention to detail, such as tea pickers, weavers, and seamstresses (Jacobs 2024). The study found that when workers were given free reading glasses, they earned 33 per cent more than those who were not given glasses (Sehrin et al. 2024).

    Speaking to The New York Times, Dr Nathan Congdon, one of the authors of the study findings, said that ‘…what makes the results especially exciting is the potential to convince governments that vision care interventions are as inexpensive, cost‑effective and life‑changing as anything else that we can offer in healthcare’ (Jacobs 2024).

    As well as garnering evidence on what does work, the widespread adoption of randomised trials must also include quality evidence about what doesn’t work.

    In 2014, the US state of Massachusetts launched a 4‑year intervention program called the Juvenile Justice Pay for Success Initiative (Patrick DL 2014). The program aimed to reduce recidivism and improve employment outcomes in young men who were at high risk of re‑offending (Third Sector 2024).

    The initiative involved an experimental financial contract called ‘Pay For Success’ – also known as a social impact bond. Funders assumed the US$27 million up‑front financial risk. And the government would only refund the cost of the program if a third‑party evaluator and validator determined that the initiative achieved a reduction in the number of days the young men spent in jail, and improvements in their employment and job readiness (Patrick DL 2014).

    At the end of the 4‑year program, a randomised trial found no discernible effects on reincarceration or employment (Coalition for Evidence‑Based Policy 2025). Neither the recidivism nor employment outcomes were sizable enough to trigger the repayment under the pay‑for‑success contract (Roca et al. 2025).

    Why randomised trials should be prioritised over other forms of evaluation

    When the evaluation of a social program does not produce the hoped‑for results, it’s difficult to avoid feelings of disappointment.

    But this has been the reality for some time.

    We know from the history of large, well‑conducted randomised trial evaluations that only a small percentage find that the intervention being evaluated produces a meaningful improvement over the status quo.

    As Peter Rossi attested in his 1987 Iron Law of Evaluation, ‘The expected value of any net impact assessment of any large‑scale social program is zero’ (Arnold Ventures 2018a).

    But here’s the light on the hill.

    The ‘iron law’ applies to most fields of research. That includes medicine, where 50–80 per cent of positive results from initial clinical studies are overturned by a subsequent randomised trial (Arnold Ventures 2018a).

    In medicine, the move towards randomised trials continues to save lives and stop unnecessary interventions.

    For every new treatment such as AIDS drugs, the HPV vaccine and genetic testing – medicine has discarded old ones, like bloodletting, gastric freezing and tonsillectomy (Leigh 2018).

    The willingness to test cures against placebos, or the best available alternative, is how we make progress. In public policy, we can do the same. If it works, we use it; if not, it’s back to the lab.

    The central goal of evaluation: finding interventions that work

    The key is having a big, ambitious goal to strive towards.

    I propose the primary goal of government evaluation should be to find interventions that work.

    More specifically – to build a body of programs backed by strong, replicated randomised trial evidence of important, lasting improvements in people’s lives.

    In other words, evidence that provides policymakers with confidence that if another jurisdiction were to implement the program faithfully in a similar population, it would improve people’s lives in a meaningful way.

    Imagine being able to confidently draw from a codified body of social programs and interventions that your jurisdiction could test, deploy and regulate.

    In the United States, the Coalition for Evidence‑Based Policy points towards Saga Education, a high‑dosage mathematics tutoring program for year 9 and 10 students in low‑income US schools that underwent 3 rigorous randomised trials. This program produced sizable, statistically significant effects on students’ maths scores on the district tests at the end of the tutoring year (Arnold Ventures 2024a). I’ll come back to this program a bit later.

    Similarly, the Coalition for Evidence‑Based Policy points to 2 job‑training programs for low‑income adults that were both shown to increase long‑term earnings by 20 to 40 per cent. These programs focused on the fast‑growing IT and financial services sectors, where jobs are well paid, and employees are in high demand (Arnold Ventures 2022a and 2022b).

    Finding interventions that work should be evaluators’ central goal. It is the only plausible path by which rigorous evaluations will improve the human condition. If we don’t allocate spending based on rigorous evidence, it is hard to see how governments can make progress on critical social problems.

    Here in Australia, a think tank study examined a sample of 20 Australian Government programs conducted between 2015 and 2022 (Winzar et al. 2023).

    Their report concluded that 95 per cent of the programs, which had a total expenditure of over A$200 billion, were not properly evaluated. And its analysis of Australian state and territory government evaluations reported similar results.

    The researchers noted that the problems with evaluation started from the outset of program and policy design. They also estimated that fewer than 1.5 per cent of government evaluations use a randomised design (Winzar et al. 2023).

    This finding echoes the Australian Productivity Commission’s 2020 report into the evaluation of Indigenous programs (Productivity Commission 2020).

    This report concluded that ‘both the quality and usefulness of evaluations of policies and programs affecting Aboriginal and Torres Strait Islander people are lacking’, and that ‘Evaluation is often an afterthought rather than built into policy design’ (Productivity Commission 2020).

    Finding what works: using strong signals from prior research

    If we accept that the central goal of evaluation is to find interventions that work, there are important implications for researchers and research funders.

    It means that it makes sense to evaluate an intervention, using a large randomised trial, only if there is a strong signal in prior research.

    Examples of prior research could include a pilot randomised trial, a high‑quality quasi‑experiment, or a randomised trial of a related program.

    This is the approach that Arnold Ventures is taking in the US via the Coalition for Evidence‑Based Policy, the US nonprofit relaunched under the leadership of Jon Baron (Coalition for Evidence‑Based Policy n.d.).

    Rigorous testing enabled Arnold Ventures to create a growing body of proven interventions in education and training (Coalition for Evidence‑Based Policy n.d.). It’s an approach also being used by the US Department of Education in its Investing in Innovation Fund, which was recently renamed the Education Innovation and Research Program. It has yielded a much higher success rate in identifying interventions with true effectiveness. In 2019, robust evidence standards used by the Fund (as it was at the time) resulted in positive impacts for 40 to 50 per cent of its larger grants.

    Compare this to the US Department of Health and Human Services’ Teen Pregnancy Prevention Program, which had a much lower hit rate of success – just 17 per cent – for its larger grants (Arnold Ventures 2019).

    Arnold Ventures (2018b) proposes a strategy for policy and researchers that involves 3 tiers of evidence – top, middle and low.

    Expand the implementation of programs backed by strong (‘top tier’) evidence of sizable, sustained effects on important life outcomes.

    Fund and/or conduct rigorous evaluations of programs backed by highly promising (‘middle tier’) evidence, to hopefully move them into the top tier.

    Build the pipeline of promising programs through modest investments in the development and initial testing of many diverse approaches (as part of a ‘lower tier’).

    This is about systematising our use of evidence: a familiar approach in medicine, but one that has not been standard practice for all policymakers.

    It is about producing tangible proof that randomised policy trials improve lives, in that way that we already have tangible proof that randomised medical trials save lives.

    As a specific example of this kind of approach, in the US state of Maryland, a partnership between Arnold Ventures and the state government is already scaling‑up proven programs.

    In August last year, the high‑dosage maths tutoring program for 9th and 10th graders I mentioned earlier (Saga Education) and ASSISTments – an educational tool for mathematics – received scale‑up funding under the US$20 million Maryland Partnership for Proven Programs with Arnold Ventures (Arnold Ventures 2024b).

    In the UK, the development of the What Works Network is a world‑leading achievement which owes credit to the network of evidence‑based policymakers. That includes the extraordinary David Halpern, who will be speaking on the panel shortly (for an excellent snapshot of his recommendations for the coming decade, see Halpern 2023).

    Across health and housing, education and employment, hundreds of UK randomised trials have been conducted. For a practitioner, policymaker or curious member of the British public, it is now easier than ever to see what we know, and what we do not (Leigh 2024a).

    For example, the Education Endowment Foundation has run literally hundreds of randomised trials in the education sector. It uses these findings, alongside rigorous evaluations conducted outside the UK, to advocate for evidence‑based education policies (Education Endowment Foundation n.d.).

    The Education Endowment Foundation has commissioned 316 research projects (208 of which are randomised trials). Sixty per cent of schools in England have taken part in a randomised trial funded by the Foundation. Seventy per cent of school leaders use the Education Endowment Foundation’s teaching and learning toolkit when making their funding decisions on spending for pupils from disadvantaged backgrounds.

    Here in Australia, we are committed to taking a stronger approach towards evidence‑based policymaking.

    In July 2023 we established the Australian Centre for Evaluation in the Department of the Treasury.

    The main role of the centre is to collaborate with other Australian Government departments to conduct rigorous evaluations, including randomised trials. Such agreements have already been forged with federal agencies responsible for employment, health, education and social services.

    Led by Eleanor Williams, armed with a modest budget of A$2 million per year and just over a dozen staff, the Centre operates on smarts and gentle persuasion, not mandates or orders (Leigh 2024b).

    No agency is forced to use the services of the Australian Centre for Evaluation, but all are encouraged to do so. This reflects the reality that evaluation, unlike audit, isn’t something that can be done as an afterthought. A high‑quality impact evaluation needs to be built into the design of a program from the outset (Leigh 2024b).

    The centre takes an active role in considering aspects that are relevant to all evaluations, such as rigorous ethical review and access to administrative microdata. The Australian Bureau of Statistics is playing a pivotal role in brokering access to administrative data for policy experiments.

    Collaboration with evaluation researchers outside of government is critical, too. Thanks to a joint initiative by the Centre and the Australian Education Research Organisation, we now have the Impact Evaluation Practitioners Network, which is bringing together government and external impact evaluators.

    The centre has several randomised trials currently underway, and I await the results with interest.

    In the next month, the centre will release a Randomised Controlled Trial Showcase Report, featuring examples of public policy‑related trials in Australia.

    Another organisation doing extraordinarily thorough research across the whole of social policy and the social sciences is the nonprofit Campbell Collaboration.

    For example, the Campbell Countering Violent Extremism evidence synthesis program is a global research initiative that is attracting attention here in Australia. The program originated from a 5‑country partnership of Australia, Canada, New Zealand, the UK and the US (Campbell Collaboration n.d.). Professor Lorraine Mazerolle from the University of Queensland is one of the principal investigators on the program (Campbell Collaboration n.d.).

    Creating an experimenting society

    Bringing a ‘what works’ philosophy to social policy is vital to helping the most vulnerable.

    And it is by no means a new idea. It follows the path forged by the prominent social scientist Donald Campbell.

    He is of course, the ‘Campbell’ in the Campbell Collaboration, which was named after him to honour his substantial contributions to social science and methodology.

    Over 50 years ago, Dr Campbell wrote Methods for the Experimenting Society, outlining his vision for helping governments to produce better‑informed policies and social interventions via research and evaluation (Campbell 1991).[1]

    In this paper, Campbell forewarns policymakers of the ‘over‑advocacy trap’, where advocates of a new social program or policy make exaggerated claims about its effectiveness in order to get it adopted (Campbell 1991). He effectively highlights the tension between the need for strong advocacy to get social programs funded and adopted, and the need for rigorous evaluation to determine their true effectiveness (Campbell 1991).

    Thirty years after Dr Campbell wrote Methods for the Experimenting Society, the US Department of Education was allocating over a billion US dollars each year to an after‑school program called the 21st Century Community Learning Center initiative.

    The program, which was initiated in 1998, saw children attending the centres for up to 4 hours of after‑school programs, where they partook in everything from tutoring to drama to sports. It attracted high‑profile advocates, including the former Californian governor and Mr Universe, Arnold Schwarzenegger.

    It’s no wonder then, that a randomised trial by Mathematica in 2003 startled everyone with its findings (Haskins 2009). Attending the after‑school program raised a child’s likelihood of being suspended from school (Leigh 2018). And there was no evidence that the after‑school program improved academic outcomes.

    The program’s prominent advocates had fallen head‑first into the over‑advocacy trap.

    Overcoming denial with collaboration and momentum

    American political scientist Ron Haskins commented on how easy it was for Schwarzenegger to flex his celebrity muscle to overcome a negative evaluation. ‘The lesson here, yet again, is that good evidence does not speak for itself in the policy process and is only one – sometimes a rather puny – element in a policy debate’ (Haskins 2009).

    Overcoming denial in the face of irrefutable evidence requires continuous collaboration and sustained momentum. In 2025 and beyond, we will need both to reach the tipping point on the widespread use of rigorous impact evaluation across public policy. It will be harder to run roughshod over good evidence if OECD nations continue to collaborate – both internally with non‑profit researchers outside of government, and externally with other nations.

    Philanthropic foundations in the UK, US and other OECD nations have a strong track record in supporting randomised policy trials. Initiatives such as the Maryland Partnership for Proven Programs and Arnold Ventures, which I mentioned earlier, demonstrate that the ‘what works’ philosophy in social policy is gaining traction.

    Here in Australia, the Paul Ramsay Foundation launched a A$2.1 million open grant round in 2024. Its structure is similar to a successful model that the Laura and John Arnold Foundation has deployed in the United States over the past decade (Leigh 2024c).

    The grants, which last for 3 years and are valued at up to A$300,000 each, will support up to 7 experimental evaluations conducted by non‑profits with a social impact mission. For example, improving education outcomes for young people with disabilities, reducing domestic and family violence, or helping jobless people find work (Paul Ramsay Foundation 2024).

    The Australian Centre for Evaluation supported the open grant round, and is helping to connect grantees with administrative data relevant to the evaluation, and I am excited to see what we learn from these studies (Leigh 2024b).

    One of the most appealing advantages of well‑conducted randomised trials is that they resonate well with 3 democratic principles: non‑arbitrariness, revisability and public justification (Tanasoca and Leigh 2023).

    This gives us good democratic reasons to seek out such evidence for policymaking. Indeed, the more democratic a regime is, the more likely it is to conduct randomised trials (Tanasoca and Leigh 2023).

    Recall the first big public administration reform – the growth of a professionalised civil service – rested on the development of democratic institutions. Nobel laureates Daron Acemoglu and James Robinson call this the ‘red queen effect’, in which societies offering more public goods also need to offer more democratic social power (Acemoglu and Robinson 2019).

    The seventh reform – randomised trials and evidence‑based policymaking – takes us further along the corridor. Things are not true simply because politicians assert them. Policies must be backed by evidence, and citizens must be able to test and trust that evidence.

    Democracies are on this journey together, and international collaboration is vital to reaching the tipping point.

    This is not about the performative use of words like ‘evaluation’ and ‘evidence’. It is about raising the quality and quantity of evidence, which is one reason that I keep referring to randomised trials. I acknowledge the work of the OECD towards achieving the goal of institutionalising rigorous evaluation across public policy areas, as per the OECD Recommendation of the Council on Public Policy Evaluation (OECD 2022).

    The second annual update of the Global Commission on Evidence also confirms the many signs of momentum towards the Commission’s 3 implementation priorities to formalise and strengthen domestic evidence‑support systems, enhance and leverage the global evidence architecture, and put evidence at the centre of everyday life (Global Commission on Evidence 2024).

    Conclusion

    We’re here because we care about good government. And because we understand that evaluation and evidence science are not fields in their infancy.

    Just as we don’t put homeopathy on the same level as science‑based medicine, it is a mistake to think that evidence‑free policy is on a par with evidence‑based policy.

    OECD governments have decades of experience about how to identify evidence gaps, put policies to the test, and implement the most effective programs (Leigh 2024a).

    Policymaking by focus groups and gut‑feel alone is the modern‑day equivalent of bloodletting and lobotomies in medicine (Leigh 2024a). Which is why the seventh big reform to public administration must focus on finding interventions that work. And on building a body of programs backed by strong, replicated randomised trial evidence of important, lasting improvements in people’s lives.

    This goal requires OECD nations to get behind the momentum of the Global Commission on Evidence.

    This will have massive benefits. It will save lives. It will save dollars. And it will make government work better.

    So let’s make it happen.

    WASHINGTON – Today, the U.S. Senate Commerce, Science, and Transportation Committee approved the Illegal Red Snapper and Tuna Enforcement Act. The bipartisan bill, authored by U.S. Senator Brian Schatz (D-Hawai‘i), directs the National Institute of Standards and Technology (NIST) and the National Oceanic and Atmospheric Administration (NOAA) to develop a standard methodology for identifying the country of origin of red snapper and certain species of tuna imported into the United States. Senate Commerce Committee Chairman Ted Cruz (R-Texas) co-leads the bill.

    “Seafood that’s caught illegally or intentionally mislabeled rips off consumers and makes it harder for law-abiding U.S. fishermen to compete. Our bill will help fight against anyone who tries to pass off cheap foreign tuna for high-quality ahi from local Hawai‘i fishermen,” said Senator Schatz.

    “The Hawai‘i fishing and seafood industries support Senator Schatz and the Commerce Committee’s legislation to prevent IUU products from entering US seafood markets. US fisheries, including the Hawai‘i Longline fishery, are among the most regulated in the world and we appreciate Congress taking steps to protect domestic fishermen and our markets. Hawai‘i-landed tuna is known for its sustainability and quality and the ability to detect tuna origin to deter seafood fraud is important and we are very appreciative of this effort,” said Mike Goto, Director of the United Fishing Agency.

    Technology exists to chemically test and find the geographic origin of many foods, but not for tuna and red snapper. The legislation aims to develop a field test kit that can be used to accurately ascertain whether fish were caught in U.S. or foreign waters, thus allowing federal and state law enforcement officers to identify the origin of the fish and intercept illegally caught or falsely labelled red snapper and tuna before it enters the U.S. market.

  • MIL-OSI USA: Klobuchar, Moran Bipartisan Legislation to Address Hidden Hotel Fees Passes Unanimously Out of Commerce Committee

    WASHINGTON – Today, the U.S. Senate Committee on Commerce, Science, and Transportation unanimously passed the bipartisan Hotel Fees Transparency Act by Senators Amy Klobuchar (D-MN) and Jerry Moran (R-KS), co-chairs of the Senate Travel and Tourism Caucus and members of the Senate Commerce Committee. This legislation will lower costs and improve transparency by requiring anyone advertising a hotel room or short-term rental to clearly show the final price a customer will pay to book lodging, including any fees.

    “Traveling is expensive, and hidden fees make it difficult to compare prices and understand the true cost of a reservation,” said Klobuchar. “Our bipartisan bill will lower costs for hotel rooms and short-term rentals by increasing transparency and banning hidden fees.”

    “High prices are forcing Kansans to account for all their expenses, and many cannot afford to pay hidden fees at hotels or short-term lodging,” said Moran. “This commonsense legislation requires hotels to be straightforward about all their fees so consumers aren’t burdened with unexpected costs on their check.”

    The Hotel Fees Transparency Act is co-sponsored by Senators Shelley Moore Capito (R-WV) and Catherine Cortez Masto (D-NV). It is endorsed by the American Hotel & Lodging Association, Consumer Reports, the National Consumers League, and the Travel Technology Association.

    Klobuchar has long led efforts to protect consumers and support the travel and tourism industry. In May 2024, a number of Klobuchar-backed provisions passed the Senate and were signed into law as part of the Federal Aviation Administration (FAA) Reauthorization Act, including the Families Fly Together Act, a bill with Senators Ed Markey (D-MA) and Richard Blumenthal (D-CT) to require airlines to allow children to sit together with their family members on flights at no additional charge.

    Durbin releases new report that highlights the health harms from federal freeze of the MMWR, a critical scientific update which has been released by the CDC every week since 1961 until now
    WASHINGTON – Today, U.S. Senate Democratic Whip Dick Durbin (D-IL) released a staff report that examines the impact of the Trump Administration’s federal communications freeze on the Centers for Disease Control and Prevention’s (CDC) Morbidity and Mortality Weekly Report (MMWR). The report reveals new findings about information that has been stifled by the cessation of the MMWR, including timely bird flu updates, and provides important assessments from public health leaders about the consequences of the Trump Administration’s freeze.
    Since January 13, 1961, CDC has—without fail—published weekly issues of the MMWR, the agency’s routine update to doctors, health departments, researchers, and the public about infectious disease outbreaks, emerging health findings, and urgent new health care updates. Information from the MMWR provides timely research and analyses of public health threats, including the latest reports from the CDC’s disease detectives. For decades, the weekly report published every Thursday, and provided unbiased, science-based information to identify critical new information for the health care community.  
    On the report’s release, Durbin released the following statement:
    “Viruses do not take a break because the President slaps a gag order on our public health agencies. Outbreaks are not contained because scientists are ordered to stop talking about them. Doctors, health care providers, and the public all benefit from the release of critical and timely health information. Without it, we will see preventable suffering and death,” said Durbin. “The Trump Administration must immediately resume the timely, objective, and scientific publication of the CDC’s MMWR reports, without any political meddling, by releasing the next MMWR issue tomorrow.”
    Key findings and takeaways from Durbin’s report include:
    Critical quotes and testimonials from public health practitioners in local communities who were co-authors on two separate studies that had been slated to be published in the January 23, 2025, issue of the MMWR before it was blocked;
    Analyses from former CDC officials, leading epidemiologists, and disease prevention experts about the impact of the MMWR moratorium, including impacts for the historic ongoing tuberculosis outbreak underway in Kansas, the avian influenza, and fentanyl crisis.
    Halting the publication of MMWRs has occurred in tandem with an unprecedented purge of public health data from the CDC’s website, which occurred within the last week and removed extensive collections of datasets used by researchers and public health officials to address vaccinations, HIV/AIDS, hepatitis, tuberculosis, suicide, tobacco use, violence, and other health threats. The tampering of this data was ostensibly to comply with President Trump’s Executive Order to remove mentions of gender, accessibility, and diversity, equity, and inclusion. These actions could have profound consequences for public health interventions. 
    On February 4, 2025, a federal lawsuit was filed by a group of physicians seeking to restore the websites and data removed from the CDC’s website, among other sources, arguing that the purge creates a “dangerous gap” in information available to track diseases and diagnose their patients.

  • MIL-Evening Report: Actor David Tennant has an extra toe. Two anatomists explain what’s so fascinating about polydactyly

    A common anatomical variation is being born with more than ten fingers or more than ten toes.

    Former Doctor Who actor David Tennant this week confirmed he has 11 toes. He says he was born with an extra toe on his right foot, meaning he has polydactyly.

    Here’s how this anatomical variation occurs, and how common it really is.

    Let’s start in the womb

    The term polydactyly is derived from the Greek poly (meaning many) and dactyly (referring to fingers or toes or digits). To understand it, we need to start with how an embryo develops in the womb.

    Developing hands and feet start as limb buds, which look like little flat paddles. But with polydactyly, an extra finger or toe grows from the limb bud.

    Based on the research literature, about one in 700–1,000 people born have polydactyly. Having an extra finger on the side of your little finger or having an extra toe on the side of your little toe is the most common form.

    If the extra digit doesn’t have bone, or has poor muscle connections to the hand or foot, it won’t work. So it is usually cut off or tied off with a suture (specialised medical string) straight after you are born.

    Less commonly, people are born with double thumb tips or an extra thumb. Seeing as we use our thumbs so often, an orthopaedic surgeon may need to remove the extra bones to improve use of the thumb.

    The rarest type of polydactyly affects the fourth finger (ring finger) or the second toe (next to your big toe).

    Does it run in families?

    Ten known syndromes (groups of associated symptoms) are linked to polydactyly: Bardet-Biedl, McKusick-Kaufman, Carpenter, Saethre-Chotzen, Poland, Greig cephalosyndactyly, short-rib, Pallister-Hall, Triphalangeal thumb and Smith-Lemli-Opitz. Many of these are rare syndromes people are born with, usually affect the head and upper limbs, and will have been diagnosed by a paediatrician early in life.

    If you have polydactyly and you don’t have one of those syndromes, it means you inherited a dominant mutated gene from your ancestors. In other words, one of your parents would have passed this on to you when you were conceived.

    Tennant does not appear to have any of these syndromes. So we can probably presume he inherited a mutated copy of a gene related to his polydactyly from one of his parents.

    How about webbed fingers and toes?

    Another common anatomical variation is when people have fused or “webbed” fingers or toes, known as syndactyly. This term comes from syn (meaning together with) and dactyly (referring to fingers or toes).

    Syndactyly also arises in the womb. When individual fingers and toes develop from the paddle-like limb buds, cells in between the growing fingers and toes have to die and disappear. But if the cells don’t die and disappear, they can cause webbing or fusing.

    Based on the medical literature, about one in 2,000–3,000 people born have syndactyly. So it’s about three times less common than polydactyly.

    There are nine different types of syndactyly, and 11 syndromes associated with it. Eight of the syndromes are also associated with polydactyly. The other three are Apert and Pfeiffer syndromes, and acrocephalosyndactyly.

    For most types of syndactyly you only have to inherit one mutated copy of the gene from one parent to get the variation.

    American actor Ashton Kutcher looks to have syndactyly, with his skin fused to the first joint between his second and third toes.

    In a nutshell

    You might be surprised how common anatomical variations are in your fingers and toes, whether that’s having an extra digit, like Tennant, or fused ones, like Kutcher.

    But these are just a few examples of the rich diversity of variation in our anatomy, some of which are visible, some not.

  • MIL-OSI China: China likely to achieve 5% growth this year

    China is expected to maintain its annual economic growth target at around 5 percent for 2025, the same as last year’s goal, in a bid to shore up market expectations in the face of tepid domestic demand and rising trade protectionism, analysts and executives said.

    The world’s second-largest economy has vowed to enhance countercyclical adjustments, including a more proactive fiscal policy and a moderately loose monetary policy, and provide a strong underpinning for achieving its annual goals, they added.

    Though China’s GDP target will only be officially disclosed during the National People’s Congress session in March, the anticipation for the unchanged growth target comes as China’s major economic hubs — like Beijing and Shanghai as well as the provinces of Guangdong and Zhejiang — have announced GDP growth goals in the vicinity of 5 percent for the year.

    Aside from Qinghai’s relatively lower target of around 4.5 percent, most other provincial-level regions have also set their growth goals at around 5 percent or slightly above 5 percent.

    Notably, the Xizang autonomous region has set the most ambitious growth objective, targeting over 7 percent with an aim to reach 8 percent. Chongqing, along with the provinces of Hainan and Hubei as well as the Xinjiang Uygur autonomous region and the Inner Mongolia autonomous region, have set their growth goals at around 6 percent for this year.

    “The country is expected to aim for a GDP expansion of around 5 percent, as China is committed to achieving the goal of doubling per capita GDP by 2035, which requires an implied growth rate of no less than 4.6 percent,” said Zhang Ming, deputy director of the Institute of Finance and Banking, which is part of the Chinese Academy of Social Sciences.

    The growth target will also help boost confidence and expectations in the current context of relatively subdued sentiment and provides a framework for policymakers to coordinate resources, Zhang said.

    Moreover, based on data from 2020 to 2024, every 1 percentage point increase in GDP has the potential to create around 2.61 million new urban jobs. A growth rate of around 5 percent could generate over 13 million new jobs, which would significantly alleviate employment pressure, said China Minsheng Bank.

    Through ramping up the intensity of countercyclical adjustments, China can harness its underlying growth potential to meet its 5 percent GDP growth target for 2025, even in the face of potential economic headwinds, said Wen Bin, chief economist at China Minsheng Bank.

    “With external demand likely to face trade barriers tipped by certain economies, China will need to direct its efforts toward unlocking the potential of domestic consumption as the main engine of economic growth,” Wen said.

    China’s consumer goods trade-in programs, which have driven a more than 1 percentage point increase in the annual growth of the country’s total retail sales last year, are set to cover a broader range of consumer goods and offer even more attractive incentives in 2025.

    “China is likely to double the funding for its consumer goods trade-in initiatives this year to 300 billion yuan ($41 billion),” said Wang Qing, chief macroeconomic analyst at Golden Credit Rating International.

    This significant increase in funding is expected to drive a substantial boost in consumption, with Wang forecasting an additional 750 billion yuan in spending in 2025, equivalent to a 1.5 percentage point acceleration in the growth rate of the total retail sales of consumer goods.

    China’s economic growth is poised to outshine the global average this year, underpinned by the dynamism of its innovation-driven private sector and the rapid expansion of future-oriented industries, said Ernesto Torres Cantu, head of international at Citi.

    This dynamism in the private sphere is a key factor behind China’s robust economic performance and the positive sentiment surrounding Chinese companies, he said.

    Meanwhile, such future-oriented industries as artificial intelligence, electric vehicles, green energy and humanoid robots will keep driving the country’s growth forward for years to come, with their impact also being felt worldwide, he added.

    Lutnick supports Trump’s tariffs & waffled on his commitment to allocate chips funding & preserve NOAA; In WA state, every 2 in 5 jobs are tied to trade

    WASHINGTON, D.C. – Today, U.S. Senator Maria Cantwell (D-WA), ranking member of the Senate Committee on Commerce, Science, and Transportation and senior member of the Finance Committee, voted against advancing Howard Lutnick, President Trump’s nominee to be Secretary of the Department of Commerce, to the full Senate for consideration.

    In a committee markup today, Sen. Cantwell expressed her concerns with Lutnick’s support for President Trump’s proposed tariffs. She also pointed to Lutnick’s failure to commit to fully allocating the funds approved by Congress under the Cantwell-led CHIPS & Science Act, as well as his waffling on whether he’d protect NOAA – including NOAA’s crucial missions and functions, and the workforce delivering those services to the American people.

    Sen. Cantwell had previously questioned Lutnick on these topics in a committee hearing last week – video of that hearing is HERE.

    ON TRADE & TARIFFS

    “Tariffs and trade wars are a major problem for my state, where two out of every five jobs are tied to trade-related industries,” Sen. Cantwell said in today’s committee meeting. “The Commerce [nominee] has said he’s advocating for the president’s policy [that] would cost my constituents $5 billion or more. We need a secretary that understands that these products and these issues need coalition building, not throwing down gauntlets that will lose jobs for my farmers.”

    Yesterday, Sen. Cantwell delivered a speech on the Senate floor calling for the United States to repudiate the trade philosophy of Trump — whose proposed 25% tariffs on goods from Canada and Mexico and 10% tariff on goods from China would spark a trade war, drive up costs for American consumers, harm domestic businesses across hundreds of industries, and compromise the United States’ global leadership in the free trade ecosystem.     In Washington state, two out of every five jobs are tied to trade and related industries. In 2023, the state imported $19.9 billion of goods from Canada – primarily oil, gas, lumber, and electrical power — making our northern neighbors Washington state’s largest trade partner. Also in 2023, the state imported $1.7 billion in goods from Mexico, including motor vehicles, vehicle parts, and household appliances.     ON CHIPS & SCIENCE FUNDING

    “Over the last four years, there has been much investment in infrastructure [for] manufacturing that this committee has supported. Semiconductor expansion — $450 billion right here in the United States, thanks to the CHIPS & Science Act — and Mr. Lutnick, in various answers to various members of the committee, did not give a full commitment to making sure this money continues to go out the door,” Sen. Cantwell said in today’s committee meeting.

    Sen. Cantwell was the main architect and key negotiator of the CHIPS & Science Act. In her position as Commerce chair, she was instrumental in securing the science R&D funding authorizations in the 11th hour of negotiations. A key component of the legislation is the Regional Technology and Innovation Hubs (Tech Hubs) program that was authored by Sen. Cantwell to strengthen U.S. economic and national security with investments in regions across the country. Earlier this month, the American Aerospace Materials Manufacturing Center (AAMMC) in Spokane was awarded $48 million from the program to establish the first-of-its-kind testbed facility in the United States focused on developing advanced thermoplastic materials – new types of lightweight, heat-moldable, and recyclable materials that can replace metal in aircraft parts. The AAMMC will serve as the nation’s hub for creating and testing these innovative materials that are essential for more rapidly building fuel-efficient and environmentally friendly aircraft. 

    ON DISMANTLING NOAA

    “[NOAA] makes up more than 60% of the Commerce budget. When asked for the record if NOAA should be dismantled, as called for in [Project 2025], Mr. Lutnick would only say, if confirmed, he would figure it out. Given how central NOAA is for providing accurate weather forecasting, managing our fisheries, protecting our fishermen from Russian and Chinese illegal fishing, I was looking for a stronger commitment,” Sen. Cantwell said today.

    Project 2025 calls for NOAA to be “dismantled and many of its functions eliminated,” calling it part of the “climate change alarm industry.” NOAA provides critical services to the Nation including weather forecasts, extreme storm tracking and monitoring, tools to enable communities to adapt to sea level rise and climate change, supporting fisheries management, and conserving marine mammals and other protected species.

    Sen. Cantwell is a champion of NOAA and helped secure $3.3 billion in NOAA investments in the Inflation Reduction Act to help communities prepare for and adapt to climate change, boost science needed to understand changing weather and climate patterns, and invest in advanced computer technologies that are critical for extreme weather prediction and emergency response. Her Fire Ready Nation Act, bipartisan legislation to strengthen NOAA’s ability to help forecast, prevent, and fight wildfires, passed the Commerce committee unanimously today and now heads to the full Senate for consideration.
