  • MIL-OSI Global: Air pollution may protect against skin cancer, finds new study – but the health risks are far more serious

    Air pollution might protect against the most dangerous type of skin cancer, melanoma, a new study finds. However, it’s crucial to approach these results with caution and consider the broader context of air pollution’s effects on human health.

    At first glance, the study’s conclusion is surprising. It showed that higher levels of particulate matter (PM), so-called PM10 and PM2.5 with the numbers 10 and 2.5 referring to the size of the actual air pollutant, may have a protective effect against melanoma.

    The researchers found that increased exposure to these air pollutants was associated with a decreased risk of developing melanoma. It’s important, though, to understand the limitations of this study and why we shouldn’t rush to embrace air pollution as a potential shield against skin cancer.

    One of the main issues with this study is its observational design which can only show associations, not prove causation. This means that while there might be a link between higher particulate matter levels and lower melanoma risk, we can’t say for certain that air pollution is directly causing this effect.

    It was also undertaken in one area of Italy, and there weren’t many participants compared to other studies of this type. While it’s possible that higher PM levels might block out exposure to ultraviolet (UV) radiation, the primary environmental risk factor for melanoma, this doesn’t mean that air pollution is good for our health overall.

    It’s crucial to emphasise that air pollution is extremely harmful to human health in numerous ways. Particulate matter, especially the fine particles (PM2.5), can penetrate deep into our lungs and even enter our bloodstream. This exposure has been linked to a wide range of serious health problems, including respiratory diseases.

    Air pollution can cause or exacerbate conditions like asthma, chronic obstructive pulmonary disease (COPD) and lung cancer. Exposure to particulate matter increases the risk of heart attacks, strokes and other cardiovascular problems. Additionally, a lot of recent research has shown links between air pollution and cognitive decline, dementia, and other neurological disorders.

    The list is very long here and air pollution has even been associated with low birth weight, preterm birth and other adverse pregnancy outcomes. In fact, long-term exposure to air pollution is estimated to cause millions of premature deaths worldwide each year, even at lower amounts of PM.

    While this study focused on melanoma, air pollution has been linked to increased risk of other types of skin problems, including premature ageing, hyperpigmentation (a skin condition that causes patches of skin to darken) and exacerbation of dermatological conditions like atopic dermatitis and psoriasis.

    It’s also worth noting that the potential reduction in UV exposure due to air pollution doesn’t make it a safe or desirable alternative to proper sun protection. There are much healthier ways to protect ourselves from harmful UV radiation, such as using sunscreen, wearing protective clothing and seeking shade during peak sunlight hours. Prevention is, after all, better than treatment or a cure.

    Risks far outweigh the benefits

    Although this study provides an interesting perspective on the complex relationship between environmental factors and melanoma risk, it should not be interpreted as evidence that air pollution is beneficial for our health. To the researchers’ credit, they do mention some of the limitations and issues with their own work in the paper.

    The potential slight reduction in melanoma risk, if confirmed by further research in larger studies and in other locations, would be far outweighed by the numerous and severe health risks associated with exposure to air.

    It’s important that we all continue to advocate for cleaner air and support policies that reduce air pollution. The overall benefits of clean air for our health, the environment and quality of life are immense and well established. At the same time, we should maintain good sun protection habits to reduce our risk of skin cancer, including melanoma.

    Future research may help us better understand the complex interactions between environmental factors and cancer risk, but for now, the message is clear: clean air is crucial for our health, and there are no shortcuts when it comes to protecting ourselves from both air pollution and UV radiation.

  • MIL-OSI Global: Art, music and science combine at a new whale exhibition at Winchester Cathedral

    The nave of Winchester Cathedral in Hampshire is, until February 26 2025, home to three monumental ambassadors from the sea, sculpted by artist Tessa Campbell Fraser.

    In Campbell Fraser’s immersive art installation, three sculpted sperm whales (the largest of the toothed whales), hang from the cathedral ceiling. Toothed whales have teeth instead of the keratinous baleen that blue whales and others use to feed on tiny animals, such as krill. Sperm whales, which feed mainly on squid, are the largest predators alive today.

    Their ecology is strange, but impressive. They are socially sophisticated, massive-brained, far-wandering, deep-diving and loud. Sperm whale clicks are the loudest biologically produced sound ever recorded.

    Whales use these strange vocalisations to echolocate as they hunt for prey and to communicate to each other. In this installation, Campbell Fraser has creatively employed sperm whale clicks to vibrate paint on the banners that hang alongside the whales in the cathedral, serving as a visual representation of sperm whale “codas”. These repetitive patterns of clicks, lasting a few seconds, have intrigued researchers since they were first recorded off North Carolina, US, in the 1950s.

    We now know that groups of sperm whales are organised into “vocal clans” based on unique coda repertoires. These whale call signatures have probably been learned culturally, but scientists are yet to understand what they mean.

    While carrying out her research, Fraser Campbell referenced a multidisciplinary research collaboration that’s seeking to translate whale calls using artificial intelligence. Already, that project has discovered that sperm whale codas are far more complex than previously thought.

    The three whale sculptures (which are between three and five metres long) are made, in part, from “ghost gear” – this is abandoned, lost, and discarded fishing gear, collected at sea by British charity Ghost Fishing UK. Floating ghost gear, which includes fishing nets, can kill or entangle marine life such as whales.

    At the opening of the exhibition, Campbell Fraser recounted reports of stranded sperm whales whose stomachs were filled with plastic debris. One sperm whale that was found dead in Pas-de-Calais, France, had 25kg of debris, including nets and rope, in its stomach.

    Despite this lethal backstory, Fraser Campbell’s method of construction gives the whales an ephemerality and lightness. This seems at odds with their mass in real life, for sperm whales can weigh 45 tonnes, but it is apt considering they are nearly weightless in water. This has allowed baleen whales to evolve such massive bodies. Blue whales are the largest animals to have ever lived, despite feeding almost exclusively on tiny krill.

    Using netting in these sculptures represents, on one level, the increasing effects of humans on the ocean and whales. On another level, it hints at the long entanglement between human history and whales. Our spiritual, cultural and intellectual links with whales are represented through rich intersections of art and science.

    One famous literary example is the 1851 novel Moby Dick by Herman Melville, which artfully weaved descriptions of whale biology with the human story of pre-industrial whaling. This theme is also explored by our colleague Philip Hoare in his book Leviathan (2009).

    Unfortunately, people have negative effects on the oceans. The consequences of pollution, overfishing and climate change are widespread and increasing. Even in the furthest corners of the sea, whales may encounter humans or be affected by our influence, through climate change, noise and plastic pollution.

    Our research has shown how whale foraging areas in the remote western Antarctic peninsula overlap with an increasing fishery for Antarctic krill which now requires urgent and careful management to ensure its sustainability for people and whales.

    Through an unprecedented compilation of over 1,000 tracks from eight whale species globally, we have produced a world-first map of “whale superhighways” – the blue corridors whales use as they migrate across oceans. This map also highlights how these extensive migrations expose whales to a mosaic of threats at various scales. As a result, protecting whales requires coordinated effort at local and global scales.

    The art of acoustics

    Of course, scale is a key consideration in the design of cathedrals. Winchester is a particularly fine example – at 170m, it is the longest medieval cathedral in the world.

    On February 6, four composer-performers from the University of Southampton’s department of music will perform a specially commissioned, site-specific piece called Echolocations. The music will approach this intersection of art and scientific research from another angle, in part by responding to the expansive acoustics of the cathedral.

    Vocalist Liz Gre and pianist Ben Oliver, with live electronics performed by Pablo Galaz and Drew Crawford, will work with this acoustic to evoke the vast aquatic distances across which whales communicate. And inspired by the ghost netting in Fraser Campbell’s sculptures, the music will address the threat that ongoing human activities are having on marine ecosystems via noise pollution.

    We are polluting the oceans with plastic and sonic garbage. It sometimes seems we will be incapable of action until whale song ends up a digitally rendered collective memory.

    But this performance inspires the same qualities of imagination that enable us to conceive of building the gothic medieval wonder of the cathedral’s nave, conquer oceans to build global trade networks, mine the ocean floor and use machine learning to understand whale song. This level of imagination will be vital in creating a new set of sustainable relations with the rest of the planet.

  • MIL-OSI Global: Will Labour’s plan for growth actually work? Two economists respond

    The UK chancellor Rachel Reeves says the Labour government will go “further and faster” to kick-start the British economy. Economic growth – to raise living standards and fund public services – is apparently a core mission of this government.

    Yet since the general election last July, this growth has proved elusive.

    In fairness, the UK economy been pretty stagnant for a long time. And as Reeves sometimes mentions, she arguably inherited the worst set of economic circumstances since 1974.

    Nevertheless, the government has been guilty of some major own goals. The means-testing of winter fuel payments drew derision, while the public framing of a “painful” budget in October 2024 dented business and consumer confidence.

    So after a difficult first six months in office, the chancellor’s big speech on January 29 was an opportunity for a major economic reset. And there were some signs of encouragement.

    She reaffirmed, for example, a commitment to reforming the UK’s antiquated planning laws for residential and commercial building. And there was a big emphasis on public investment, which is to rise to 2.6% of GDP over this parliament, compared to the previous government’s plans of 1.9%.

    Airport expansion at Heathrow (and to a lesser extent, Luton and Gatwick) aims to enhance global connectivity and increase trade and investment, especially with emerging economies.

    But those plans, which run counter to the government’s net zero goals, unsurprisingly sparked the ire of environmental campaigners, as well as some senior Labour MPs and party donors.

    They may also widen the UK’s regional inequalities, drawing more investment and economic activity to the south-east. The same goes for the notion of building Europe’s “Silicon Valley” between Oxford and Cambridge.

    That said, some other regions may benefit from announcements which included a £28 million investment in Cornish Metals (for materials for solar panels and wind turbines), and £63 million for advanced fuels which should bring more high-skilled jobs to areas like Teesside. There were also plans for housing and commercial redevelopment around Old Trafford in Manchester.

    Some of these projects will form part of the government’s new industrial strategy, which is expected in the spring.

    Red tape restrictions

    One word to look out for when that strategy is unveiled is “Brexit”, which continues to act as a drag on the UK’s growth. Yet in her speech, while Reeves used the “growth” word more than 50 times, she mentioned Brexit just once.

    It deserves much more attention. For investment in the UK has been lacklustre since the 2016 referendum, and research shows that post-Brexit red tape has hampered exports, especially for smaller firms. Overall, the UK’s exports of goods are down by 9% since 2020, while similar economies have seen their exports rise by 1%.

    The chancellor has previously suggested a Brexit “reset”, and there may be a future a deal to ease some Brexit agri-food trade barriers. Reeves has also floated the possibility of the UK joining a “Pan-Euro” customs zone.

    Other moves which might help UK manufacturing include a bill that would allow the government to keep pace with new EU product safety regulations, and anything else which avoids new administrative costs for businesses.

    Yet despite the government perhaps adopting a more conciliatory tone with the EU, there are frustrations with the UK’s “red lines”, such as a refusal to agree to a scheme which would make it easier for young EU citizens to travel, work and study in the UK, and for young UK nationals to do the same in EU member states.

    Execution

    And while the chancellor’s speech highlighted the government’s long-term ambitions for growth, there was little to address current weaknesses quickly.

    For despite a change to Labour’s self-imposed fiscal rules last autumnn, the government still faces significant public borrowing constraints. This will restrict the amount of investment required to fundamentally transform public infrastructure, without major private sector support.

    And planning reforms, infrastructure projects, and new trade deals all take time and face political, legal and logistical hurdles. This will also delay growth.

    Labour’s ambitions for a more pro-growth, pro-business agenda mark a positive shift, at least in tone. But actual, visible, tangible growth depends on execution. This in turn depends on private sector money, overcoming bureaucratic hurdles, and cutting the Brexit red-tape that continues to hamper trade with the EU.

    Without effective action across the board, including immediate fiscal stimulus, the chancellor’s words may begin to sound a little hollow if the mission for growth soon starts to look like mission impossible.

  • MIL-OSI Australia: $1.5 million for extended Flying-Fox Roost Management—Local Government Grant Program

    • Seven Queensland local governments will receive funding under the latest round of Queensland’s Flying-Fox Roost Management—Local Government Grant Program.
    • The councils will receive a total of $250,000 for nine separate flying-fox roost management projects.
    • Originally a four-year $2 million initiative ending in 2024, the grant program has been allocated an additional $1.5 million to extend it for a further three years.

    Local communities are the winners with Queensland councils continuing to receive funding to reduce nuisance from flying-fox roosts and for projects helping residents and businesses co-exist with flying-foxes.

    Originally a four-year $2 million initiative, ending in 2024, the Flying-Fox Roost Management – Local Government Grant Program has received an extra $1.5 million to extend it for a further three years.

    The latest round of the program will see seven Queensland councils receive a total of $250,000, for nine flying-fox roost management projects.

    Department of the Environment, Tourism, Science and Innovation (DETSI) Deputy Director-General Mr Ben Klaassen said councils will use the funding for projects to prepare roost management plans, undertake roost management activities and for programs to make it easier for residents to live near flying-fox roosts.

    “Flying-foxes are essential for the survival of native forests but they can also pose significant challenges for councils that have roosts in parks and reserves in urban areas,” Mr Klaassen said.

    “The new funding will help councils address these challenges and reduce the nuisance impacts of flying-fox roosts on nearby communities”

    DETSI is working closely with the Local Government Association of Queensland to ensure funds are targeted to the areas of greatest need.

    Scenic Rim Regional Council Mayor Tom Sharp said earlier funding received through this program helped develop Council’s “Scenic Rim Flying-Fox Management Strategy 2023–2028” to reduce negative interaction between flying-foxes and residents, while acknowledging their status as protected species.

    “We are delighted to receive further funding through this latest grant round which will support ‘on ground’ management action under the strategy,” Cr Sharp said.

    • Logan City Council: $16,120 to develop management plans for two flying-fox roosts
    • City of Gold Coast: $29,826 for vegetation management at two roosts and $6,540 to update Council’s ‘Statement of Management Intent’ for flying-fox roosts
    • Mount Isa Regional Council: $38,500 to develop a region-wide roost management plan
    • Sunshine Coast Regional Council: $34,397 to develop a region-wide roost management plan
    • Scenic Rim Council: $45,500 for roost management actions at Rathdowney and $25,550 for roost management actions at Canungra
    • Ipswich City Council: $16,500 to enhance a flying-fox roost at Woodend through weed management and understorey planting which will increase the heat stress resilience of the roost
    • Whitsunday Regional Council: $42,000 for a residents’ grant program.

    The next round of the grant program will open for applications in early 2025.

  • MIL-OSI USA: Enriching Mentorship to Ensure Success in Grad School

    Navigating grad school can feel daunting and challenging at times but having someone who can guide you and who knows how you feel is a key element to ensuring success.

    The Graduate School at UConn is committed to providing this support, and to help meet these goals, they created the Network for Enriched Mentorship, or NEM. Now in its second year of operation, the current cohort includes more than 70 faculty and staff members paired with over 85 students, says Associate Dean of the Graduate School and Department of Sociology Professor Mary Bernstein. NEM is aimed at providing support to students, but a key element is that it is also aimed at training mentors.

    “We are trying to create mechanisms, techniques, skills, and tools to have our faculty be as excellent as they can be, as far as their mentoring and advising with an eye to our minoritized populations, knowing that if we can make things better for this population, then it will make things better for everybody,” says Bernstein.

    NEM pairs mentors with experience in navigating the obstacles of graduate school with mentees in need of support. As part of The Graduate School’s commitment to graduate student success, Associate Professor in the Department of Animal Science Mary Anne Amalaradjou and Neag School of Education Assistant Professor Chen Chen joined The Graduate School team serving as the program’s first two faculty affiliates for inclusive excellence. They have been instrumental in improving mentorship across campus, which included the creation of a mentor guide, a forthcoming mentee guide, and learning from other programs to help tailor the NEM program. In the new cycle, Associate Professor in the Department of Geography, Sustainability, Community, and Urban Studies (GSCU) Peter Chen is a new NEM program director, taking over from C. Chen.

    “We look for faculty and staff from across all colleges and units to serve as mentors. We had students from different units and the other campuses who wanted to have that mentoring experience,” says Amalaradjou.

    Potential mentees and mentors submit applications, and if chosen, they are paired based on various aspects, like interests, background, or other similarities,

    “We purposefully match students with mentors outside of their program because this is not meant to be career advice, it is meant to be another way to provide students with support or help navigating obstacles that they encounter in their departments,” says Bernstein.

    The program provides guidance on how to get the conversation started between newly matched mentors and mentees to help establish the enduring relationships that are so beneficial for graduate student success.

    “Particularly for a Ph.D. student, their advisor is one of the most important and influential relationships for that student, and it’s even more significant for a student that is perhaps first-gen in graduate school, or who comes from some other type of minoritized background,” says Assistant Dean of The Graduate School Graduate Student and Postdoctoral Affairs Karen Bresciano. “We want to do our best to help faculty have the skills needed to be the best advisors and help students be the best mentees possible.”

    Bresciano says a third goal of the program is to help address what is called the “hidden curriculum,” which is the knowledge about higher education that a student with family members who have already navigated the process can impart, but if you are a first-generation student, you have to learn firsthand.

    Amalaradjou says that one of the NEM events they planned included support services from around campus, including Student Health and Wellness, the Ombuds Office, and the Center for International Students and Scholars, to ensure that mentees and mentors are aware of what is available.

    “UConn is a big place, and we wanted to create a safe space where everyone had the opportunity to ask questions in person,” says Amalaradjou.

    Evidence of NEM’s success is seen in the program’s exit survey for the first cohort, says Amalaradjou, where mentees spoke highly of the program, and mentors expressed gratitude at being able to support students. Peter Chen recalls a story he heard from one of the mentees during the most recent event in December. The mentee was struggling and his NEM mentor invited him to their family’s Thanksgiving celebration.

    “That student was going through a very difficult time, academically and financially, and he really enjoyed this experience and appreciated the program.”

    The program provides a space to create a sense of community. In December, all students were invited to the “NEM Happy Hour,” where they had the opportunity to meet other mentees, enjoy food, chat, and play trivia games. The event was well attended despite the cold evening after a snowy day.

    “They were sharing their experiences about using the resources on campus and sharing conversations. It was a good downtime for the students before the semester ended. They were asking when the next event will be. We hope to have another one towards the end of the spring semester,” says Chen.

    Beyond the physical gathering, a Slack group has been established to keep the NEM students connected across distances.

    The NEM program is also a great way to hone mentoring skills since mentor training is now mandatory for new faculty at UConn.

    “Mentorship is not taught, and it is very much like parenting,” says Bernstein. “You’re not really taught what works and what doesn’t, and what works for you may not work for somebody else. There are fundamental skills and ways you can align expectations to improve the mentoring experience, both for faculty and for graduate students.”

    To recognize this important work, at the end of the program, the grad school sends out a letter to all mentors that is also shared with their department head and the Dean as a way of recording the commitment of time outside of other responsibilities.

    “It’s important to support mentorship, which must be a university-wide commitment. It has to be acknowledged because much of faculty service isn’t rewarded or acknowledged,” says Bernstein. “There is a personal reward, but people are struggling to balance their research and their teaching and their other service obligations. We need to figure out how to improve that as a university, and we believe that this is a really important first step.”

    NEM is a valuable resource in addition to others offered by The Graduate School, including a series called Grad Chat to bring together members of the graduate community to support one another with a focus on identity-based groups, says Bresciano, who spoke about a recent Grad Chat event:

    “It was a feel-good event. I left feeling very encouraged that this is meeting the needs of our students. They want to be supported, to support one another, to learn from one another, and they want to meet each other and people outside of their departments. They like the idea of these conversations being open to the graduate population, focusing on different topics.”

    Director of Graduate Student and Postdoctoral Support, Graduate Student and Postdoctoral Affairs Kimberly Curry mentions another new resource that was created to respond to student feedback.

    “I’m a newer member of The Graduate School, and I’m learning about what we offer through The Graduate School,” Curry says. “One of those resources is the Timely Topics series for graduate students, which started last fall, and the feedback has been outstanding. We’ve talked about issues like managing or working with your advisor, how to have difficult conversations, and other topics that are pertinent to the graduate population. That’s a resource that students are plugging into and really feeling supported and heard.”

    Simply knowing that such resources are available can be helpful for students, says Bernstein:

    “Fostering these connections and relationships helps everyone be successful. It’s clear that our graduate students are looking for ways to connect with each other, with other faculty, and anybody who can be a point of connection for them at the university. Even just knowing that such a program exists can make someone feel not quite so alone. As a queer person who’s also first gen, I would have benefited tremendously from such a program. It would have been really nice to have someone along the give me some guidance.”

During the 2023–2024 school year, this mission came to life in Newberry, South Carolina, where Newberry High School earned the title of South Carolina State Winner in our Samsung Solve for Tomorrow national STEM competition, winning a $12,000 Samsung technology prize package for their school.
    Samsung Solve for Tomorrow challenges public school students in grades 6–12 to apply STEM (science, technology, engineering & math) to address local community issues, and Newberry High School’s Career Lab students, led by special education teacher Heather Alexander, more than met that challenge. Their innovative project—a pollinator garden and compost system—not only tackled sustainability but also demonstrated the power of STEM to drive community change and inspire career exploration.

    Parliamentary Under-Secretary of State for Latin America and Caribbean, Baroness Chapman of Darlington, gave a speech at the RUSI Latin American Security Conference 2025.

    Thank you, Malcolm. I was just saying to Malcolm before that the last time I was here was to hear Douglas Alexander speak. This was at a time before Brexit, before COVID.

    We had a coalition government – he was the Shadow Foreign Secretary then, and much in the world has changed since.

    And it’s been far too long – that was, I think 2014, so 11 years ago. And I hope that I’ll be back here – well let’s see if I’m invited back here after this morning!

    Anyway, thank you Malcolm for that warm introduction.

    And good morning, everyone – bom dÍa, buenos dias a todos y todas.

    If you are joining us from Latin America, as I believe some people are online. Thank you for getting up so early – muchismas gracias.

    My Spanish is atrocious, but I am getting some lessons, so hopefully that will be improving soon. And as the Brazilian Ambassador reminded me yesterday, a little bit of Portuguese wouldn’t go amiss either, so I’ll be working on that.

    Before I say anything else, I want to thank RUSI for bringing us together for the third Latin American Security Conference – and to all of your for making this a priority.

    I have a passion for Latin America, and it is great when you get the opportunity to be in a room full of other people that share that view.

    When I meet with Latin American leaders, they tell me that they do feel that they have an important role to play alongside the UK.

    Nobody has told me that they feel ignored by the UK – which is good – but they have all said that they have the desire to be more included in the future.

    The geopolitics that we all spend our time trying to understand and to shape, drives and shapes the prospects for many of the people in Latin America – whether that’s climate change, economic growth and security, in every sense, they are priorities there exactly as they are priorities for us here.

    The war in Ukraine, the conflict in the Middle East, the role of China, US elections – all influence the politics of Latin America.

    Throw in the descent of Venezuela into autocracy, and our as-yet un-ending tragedy that is Haiti – and we have got a lot to talk about together.

    As we approach 200 years of bilateral relations with Brazil, Argentina and Colombia, we should consider how far we’ve come, but also what needs to come next.

    Speaking recently to the next generation of officer cadets at the Royal Naval College at Dartmouth, some 200 years since the days when John Illingworth and Admiral Lord Cochrane supported growing independence across the region, our defence and security co-operation is strong. In Latin America there is pride in our past relationships, and a strong sense that we should do more, not less, together in the future.

    Combatting serious organised crime to protect communities here as well as there, including the heinous trade in human misery that is illegal migration; getting urgent humanitarian relief to those bearing the brunt of natural disasters across the region; pursuing Antarctic science and wider marine protection.

    Perhaps the fact that the UK has positive relationships in Latin America, the fact that it is a relatively safe, peaceful, democratic region, means the spotlight doesn’t rest on it all that often from here in the UK.

    But I see an open, growing, industrious region of the world, without which this government will find it that much harder to achieve our missions of growth, security and climate action.

    Looking across Latin America, the lesson is clear. Without security, you can’t have growth. And without growth, climate action is impossible.

    As we’ve all said hundreds of times – the first responsibility of every government, the bedrock on which the economy sits, and the ultimate guarantor of everything we hold dear, is security.

    While the focus of our attention is rightly on the wars in Europe and the Middle East, Latin America has led the news twice in recent days here in the UK.

    Extraordinary as that is – and I know because I’ve spoken to them, that Colombia and Panama do not always welcome the reason for this attention – there is a place for Latin American countries in geopolitics now that is changing.

    With attention, I think, being positive, comes opportunity.

    Panama – no longer on the financial services grey list; stable, democratic, and inviting infrastructure investment from the UK. We’re seen as a respectful, trusted partner, and they want to do business with us.

    Latin American countries really do want to work with the UK. They see the long-term value in the tailored offer from the investment and security space. We can be proud of it, but we need to make it easier for countries in Latin America to do business with us.

    And I would like to thank Ecuador particularly at the moment, for their term on the Security Council.

    Because we have so much in common with them as independent nations – we must all stand firm in the face of Russia’s invasion of Ukraine, particularly as Russia turns its sights on Latin America as a key target for disinformation, because we know the truth.

    This illegal and unprovoked war by a Permanent Member of the UN Security Council is a flagrant violation of the UN Charter, and the principles of sovereignty and territorial integrity.

    It makes us all, wherever we are, less safe.

    And with so much strong support for Ukraine from across Latin America. I know you will all be looking forward to hearing from Yaroslav Brisiuck from the Ministry of Foreign Affairs later today – on deepening dialogue and cooperation with Latin America and the Caribbean.

    We are not the only country who sees Latin America’s strategic relevance and weight.

    We know our allies in the US are considering their approach as well. The fact that Secretary Rubio’s first foreign trip is to the region, and that he spoke in his confirmation hearing about the positive relationships as well as the challenges that the US faces there demonstrates the centrality of Latin America for US foreign Policy.

    This is no bad thing. And whilst we will not always agree on the specifics every day of this approach or that, we believe that we must continue to be in close dialogue with the region and the US, to work towards common goals.

    When it comes to China’s engagement in the region, we must understand why so many Latin American countries pursue partnerships with China on development, investment and trade.

    But our job – where we can – is to provide Latin America with a choice. An alternative that many say that they want. Maybe not always cheaper, but better.

    From now on, our approach to China will be consistent – cooperating where we can, competing where we have different interests, and challenging where we must.

    But the most important thing about this, is consistency.

    The schizophrenic posturing doesn’t work.

    It’s about calm, straightforward diplomacy, never ignoring issues where we fundamentally disagree, such as the detention of Jimmy Lai.

    But cooperating where it’s in our interests, especially on climate and growth.

    But we know that sustainable growth can’t happen without security.

    Criminal gangs are multinational. Their power to feed off misery while making billions feeds of weak state institutions, drives corruption, deforestation, drug deaths and sex trafficking.

    They pursue profit at any cost, with little cost to themselves, through the production and trafficking of cocaine and other illegal drugs,  destroying lives, communities, and ecosystems in the process.

    Where organised crime gangs are in competition with the state – this is why our role in supporting the peace process in Colombia… this shows us why, it is so vital.

    Illegal mining, deforestation, and the loss of species, human rights abuses, organised immigration crime, channelling of illicit finance, modern slavery, I could go on.

    The impact is being felt now in Latin America, and on the streets of Britain,
    Most of the world’s cocaine produced in Latin America.  

    It transits through Ecuador, Peru, and Bolivia, before being trafficked via increasingly complex, global routes, entering the UK via European ports.

    But let’s be honest with ourselves about this.

    It is cocaine demand in this country that is fuelling so much misery and insecurity across Latin America.

    A kilo of cocaine was valued at approximately £1,600 – at the start of its journey in Latin America.

    But by the time it reaches the UK, its value leaps by more than 1600% to more than £28,000. And that is one hell of a margin. That’s why this trade is so pervasive.

    We are with working France and the Netherlands and European partners, on joint approaches to tackle maritime cocaine trafficking from Latin America into the UK. And we are working with our partners across the region on this as well.

    This includes £19 million from the UK across six Latin American countries over five years. This is not just about seizures.

    We’re backing our partners’ efforts, following the money, building stronger regional links,  and tackling the flow of illicit finance.

    In Ecuador – we are working with our partners to make sure fewer vulnerable people fall prey to transnational drugs cartels, whether as victims and perpetrators of Serious Organised Crime, as well as working alongside US law enforcement, to conduct regular counternarcotic and other illicit trafficking operations in the Caribbean Sea.

    Talking face to face with the brave, specialist law enforcement teams in Ecuador, Colombia and the Caribbean, it is clear to me just how much they value UK expertise and support. And how much value we can add to their operations, because we listen to their needs, respect their expertise and are partners with them for the long term.

    In Peru, Brazil, Brazil, and Ecuador – we are working together to make financial investigations into mining and logging crimes more effective.

    In Colombia – working with state institutions to improve the enforcement of environmental law is at the heart of our work for forest protection.

    Because we can’t protect a single stick of rainforest. It is regional governments that do that. But we can help them with the tools they need to do the job.

    Access to satellite imagery, intelligence and security co-operation, support with judicial processes, police kit, registration of vehicles. Where we can help, we must.

    The Home Office is working with the courageous Colombian police in Bogotá – as part of their work developing key partnerships to identify and disrupt threats to the UK Border, from illegal migration and the trafficking of drugs.

    Together, we are now using advanced technical equipment, enhanced analytical and detection techniques, and improved intelligence flows – to strengthen border security and our collective ability to detect and prevent the movement of cocaine to the UK and Europe, especially in Brazil, Colombia, Ecuador, Panama and Peru.

    I have also made it my priority in my early months in the job to improve our departmental cooperation with the Home Office, The MoD and the NCA. The new Joint Home Office/FCDO Migration Unit will strengthen the cooperation in Whitehall and our efforts on the Ground.

    The Latin America that hundreds of thousands of UK citizens a year visit today is 660 million people strong and counting – with a combined GDP of nearly $6 trillion.

    And happily, in all my visits to the region as well as our conversations in the UK, our partners across Latin America have made it clear that they share this government’s ambition – to achieve long-term, resilient growth, and bring opportunity to people across our countries.

    This is something we are working together to achieve across a vast range of work.

    In Chile, during my visit at the start of the year, I saw how Anglo-American are introducing innovative, safer, and more responsible mining techniques.

    Extraordinary, as someone who comes from the North East of England, married to the son of Welsh miners, to see a remotely operated mine. Without mining obviously there is no decarbonisation, but this is mining that has been done from the centre of Santiago, out in a mine with nobody underground, nobody’s life at risk. It is really something to behold.

    When I travelled to President Sheinbaum’s inauguration, in Mexico we signed a new Memorandum of Understanding with the Mexican Ministry for Agriculture and Rural Development – which will boost trade, advance sustainable agriculture, and renew our partnership.

    And at the end of last year,  the UK became the first European nation to accede to the growing Indo-Pacific trade bloc, the Trans-Pacific Partnership, or ‘CPTPP’, joining Chile, Mexico, and Peru.

    This makes our collective GDP £12 trillion, means zero tariffs for more than 90% of exports between members, and opens up market opportunities across three continents.

    And building on the four agreements with the region we already have – this does represent a huge opportunity for businesses.

    Of course, none of this is possible if the bigger picture is not in place – which bring me to peace and democracy.

    Latin America is now home to many stable democracies – we share so many values.

    And we are working together to uphold human rights, and the rule of law, across the region and at the UN.

    When it comes to the Falkland Islands, our position is steadfast, and our commitment to defending the Falkland Islanders’ right of self-determination will not waiver.

    Only the Falkland Islanders can and should decide their own future.

    This approach underpins the South Atlantic cooperation agreement with Argentina – announced by the Foreign Secretary and former Argentine Foreign Minister Diana Mondino, last September.

    We are grateful for our work in partnership and our dialogue on these issues with Argentina.

    When it comes to Colombia, this government will  advocate for implementation of the 2016 peace  agreement, as a priority.

    We have learned ourselves, through Northern Ireland, that no piece of paper achieves peace. It’s that consistent work of decades by political and community leaders that keeps peace. Peace is hard, requires constant vigilance, but the UK is with Colombia, for the long term, of this journey.

    But the impact of Venezuela’s catastrophic leadership is being felt across the region.

    That is why the UK sanctioned 15 new members of Nicolas Maduro’s regime, who are responsible for undermining democracy, and committing serious human rights abuses – on 10 January, the same day he asserted power illegitimately in Venezuela once again.

    And at a time where we know that you’re all worried about the wider impacts of the abhorrent violence in Haiti, as well as providing £28 million a year to the multilateral institutions still operating on the ground to support the population,  we are providing £5 million to the Kenyan-led Multinational Security Support Mission – working to bring about the stability that is so desperately needed, to pave the way for free and fair elections.

    However far away that prospect feels today, we must never give up hope.

    No country can do right by its citizens, or play its part in the world, when people live in fear and without hope.

    Our determination to tackle climate change and biodiversity loss binds us together. The region is home to so many of the natural assets on which our global prosperity depends.

    A quarter of the world’s tropical rainforest, including the mighty Amazon, and massive deposits of the metals and minerals we all need to make a leap to clean energy.

    The government welcomes the strong leadership we’re seeing from within the region. Building on generations of care led by indigenous people, and decades of pioneering innovation.

    We’re working together with Brazil, to make the next big climate summit in Belém a success, and I’m delighted that Brazil and Chile are working with us through the finance mission of the new Global Clean Power Alliance that the Prime Minister launched at the G20 in Rio with President Lula last year.

    When it comes to minerals that are critical to the transition away from fossil fuels, and toward clean energy, including two thirds of the world’s lithium, the reserves that we need for batteries, Latin America has the resources, and the UK holds the markets and the institutions.

    So we’re working together – across government in the UK and with businesses, and with partners across the region – to take a strategic approach to deliver more diversified and secure supply chains, while raising standards, and mining more responsibly.

    So to close I just want to thank RUSI for making it a priority to bring us together to discuss how the UK, Latin America and our wider partners and allies can work together even more effectively for our shared security and prosperity.

    I’ve sensed a real appetite for this from our partners across the region, but I want all of us here in the UK to be ambitious about what is possible when we work with Latin America.

    And I want us all to recognise the importance of Latin American leadership in changing what is possible at a global level as well, on the challenges and opportunities we face.

    Sure – this government here can improve our economy, we can do better on our security, and our borders, we can do our bit to reduce carbon emissions and support work against climate change.

    We can do that without changing our approach to Latin America. But how much better, and how much more successful, and how much more secure any gains we make will be if we work alongside our partners, our allies in Latin America, now and in the years ahead.

  • MIL-OSI Europe: Trump 2.0: the rise of an “anti-elite” elite in US politics

    US president Donald Trump is surrounded by a new cohort of politicians and officials. While one of his campaign promises was to overthrow the “corrupt elites” he accuses of flooding the American political arena, his second term in office has elevated elites chosen, above all, for their political loyalty to him. Does his second term open the door to elites who can operate without concern for justice and truth?

    The media’s focus on Trump’s comments on making Canada the 51st US state and annexing Greenland and billionaire Elon Musk’s support for some far-right parties in Europe has obscured the ambitious programme to transform the federal government that the new political elite intends to implement.

    In the wake of Trump’s inauguration on January 20, the Republican elites most loyal to the MAGA (“Make America Great Again”) leader, who staunchly oppose Democratic elites and their policies, are operating amid their party’s control over the executive and legislative branches (at least until the midterm elections in 2026), a conservative-dominated Supreme Court that includes three Trump-appointed justices, and a federal judiciary that shifted right during his first term.

    However, the political project of the Trumpist camp consists less of challenging elitism in general than attacking a specific elite: one particular to liberal democracies.

    Castigating democratic elitism

    Typical anti-elite political propaganda, along the lines of “I speak for you, the people, against the elites who betray and deceive you,” claims that a populist leader would be able to exercise power for and on behalf of the people without the mediation of an elite disconnected from their needs.

    Political theorist John Higley sees behind this form of anti-elite discourse an association between so-called “forceful leaders” and “leonine elites” (who take advantage of the former and their political success): a phenomenon that threatens the future of Western democracies.

    Since the Second World War, there has been a consensus in US politics on the idea of democratic elitism. According to this principle, elitist mediation is inevitable in mass democracies and must be based on two criteria: respect for the results of elections (which must be free and competitive); and the relative autonomy of political institutions.

    The challenge to this consensus has been growing since the 1990s with the increased polarization of American politics. It gained new momentum during and after the 2016 presidential campaign, which was marked by anti-elite rhetoric from both Republicans and Democrats (such as senators Bernie Sanders and Elizabeth Warren). At the heart of some of their diatribes was an aversion to “the Establishment” on the east and west coasts of the United States, where many prestigious financial, political and academic institutions are based, and the conspiracy notion of the “deep state”.

    The re-election of Trump, who has never admitted defeat in the 2020 presidential vote, growing political hostility and the direct involvement of tech tycoons in political communication –especially on the Republican side– further reinforce the denial of democratic elitism.

    Trump’s populism from above: a revolt of the elites

    The idea that democracy could be betrayed by “the revolt of the elites”, put forward by the US historian Christopher Lasch (1932-1994), is not new. For the anthropologist Arjun Appadurai, it is a particular feature of contemporary populism, which comes “from above.” Indeed, if the 20th century was the era of the “revolt of the masses”, the 21st century, according to Appadurai, “is characterized by the ‘revolt of the elites’.” This would explain the rise of populist autocracies (such as those currently led by Viktor Orban in Hungary, Recep Tayyip Erdogan in Turkey and Narendra Modi in India, and formerly led by Jair Bolsonaro in Brazil), but also the election successes of populist leaders in consolidated democracies (including those of Trump in the US, Giorgia Meloni in Italy, and Geert Wilders in the Netherlands, for example).

    As Appadurai explains, the success of Trumpian populism, which represents a revolt by ordinary Americans against the elites, casts a veil over the fact that, following Trump’s victory in November, “it is a new elite that has ousted from power the despised Democratic elite that had occupied the White House for nearly four years.”

    The aim of this “alter elite” is to replace the “regular” Democrat elites, but also the moderate Republicans, by deeply discrediting their values (such as liberalism and so-called “wokeism”) and their supposedly corrupt political practices. As a result, this populism “from above” carried out by the President’s supporters constitutes an alternative elite configuration, the effects of which on American democratic life could be more significant than those observed during Trump’s first term.

    Beyond the idea of a ‘Muskoligarchy’

    The idea that we are witnessing the formation of a “Muskoligarchy” –in other words, an economic elite (including tech barons such as Jeff Bezos, Mark Zuckerberg and Marc Andreessen) rallying around the figurehead of Elon Musk, whom Trump asked to lead what the president has called a “Department of Government Efficiency” (DOGE) –is seductive. It perfectly combines the vision of an alliance between a “conspiratorial, coherent, conscious” ruling class and an oligarchy made up of the “ultra-rich”. For the Financial Times columnist Martin Wolf, it is even a sign of the development of “pluto-populism”. (It is also worth noting that former president Joe Biden, in his farewell speech, referred to “an oligarchy… of extreme wealth” and “the potential rise of a tech-industrial complex.”)

    However, some observers are cautious about the advent of a “Muskoligarchy.” They point to the sociological eclecticism of the new Trumpian elite, whose facade of unity is held together above all by a political loyalty, for the time being unfailing, to the MAGA leader. The fact remains, however, that the various factions of this new “anti-elite” elite are converging around a common agenda: to rid the federal government of the supposed stranglehold of Democratic “insiders.”

    An ‘anti-elite’ elite against the ‘deep state’

    In his presidential inauguration speech in 1981, Ronald Reagan said: “Government is not the solution to our problem; government is the problem.” The anti-elitism of the Trump elite is inspired by this diagnosis, and defends a simple political programme: rid democracy of the “deep state.”

    Although the idea that the US is “beleaguered” by an “unelected and unaccountable elite” and “insiders” who subvert the general interest has been shown to be unfounded, it is nonetheless predominant in the new Trump Administration.

    This conspiracy theory has been taken to the extreme by Kash Patel, the candidate being considered to head the FBI. In his book, Government Gangsters, a veritable manifesto against the federal administration, the former lawyer writes about the need to resort to “purges” in order to bring elite Democrats to justice. He lists around 60 people, including Biden, ex-secretary of state Hillary Clinton and ex-vice president Kamala Harris.

    The appointment of Russell Vought as head of the Office of Management and Budget at the White House, a person who is known for having sought to obstruct the transition to the Biden Administration in 2021, also highlights the hard turn that the Trump administration is likely to take.

    Reshaping the state around political loyalty

    To “deconstruct the administrative state”, the “anti-elite” elites are relying on Project 2025, a 900-plus page programme report that the conservative think-tank The Heritage Foundation, which published it, says was produced by “more than 400 scholars and policy experts.” According to former Project 2025 director Paul Dans, “never before has the entire movement… banded together to construct a comprehensive plan” for this purpose. On this basis, the “anti-elite” elite want to impose loyalty to Project 2025 on federal civil servants.

    But this idea is not new. At the end of his first term, Trump issued an executive order facilitating the dismissal of statutory federal civil servants occupying “policy-related positions” and considered to be “disloyal”. The decree was rescinded by president Biden, but Trump on his first day back in office signed an executive order that seeks to void Biden’s rescindment. As President, Trump is also able to allocate senior positions within the federal administration to his supporters.

    The “anti-elite” elite not only want to reduce the size of the state, as was the case under Reagan’s “neoliberalism”, but to deconstruct and rebuild it in their own image. Their real aim is a more lasting victory: the transformation of democratic elitism into populist elitism.

  • MIL-OSI USA: A Congress.gov Interview with Lindsay Gibmeyer, the US Senate Bill Clerk

    Today’s blog post is a Congress.gov interview with Lindsay Gibmeyer, a bill clerk at the United States Senate. 

    1. Describe your background

    I grew up on the Eastern Shore of Maryland, so close geographically, but in stark contrast to the hustle and bustle of the city. I attended the University of Texas at Dallas and later, missing Maryland’s famous blue crabs, finished my undergraduate studies at the University of Maryland College Park. My first job on the Hill was in the Senate Bill Clerk’s office as an assistant bill clerk. Coming from a background in social science research, I was all about data and had very limited legislative process knowledge. Luckily, I landed in one of the best spots possible to hit the ground running with a front-row seat to the legislative process. I really owe all of my success to my fellow colleagues who are wonderful resources with a wealth of institutional knowledge.

    2. How would you describe your job to other people?

    I have heard this role described as the nervous system of the Senate. We are part of the non-partisan team who have a hand in all legislative material from the Senate and messaging between the houses. Nearly everything travels through our office at one point or another and is processed and made available to the public the next day via the Congressional Record and Congress.gov.

    3. What is your role in the development of Congress.gov?

    Soon after I began my Senate career, the transition from Thomas.gov and LIS was beginning to move forward. There were concerns with representing our data in an accurate manner and combining two sites—one user-friendly public-facing and one more centered around Congressional needs—was not an easy task. The Bill Clerk’s office was asked to provide testing and functionality feedback, from a “power user” point of view, a fancy way of saying we use and depend on Congress.gov a lot!
    My role in the project was to provide feedback specifically from our office’s point of view and help shape how our data is presented to the public. I was really excited about this project because of my previous data management background, and I found it familiar to review how the data was carried via XML files. I was also available to help explain how we process floor actions and data entry. Together with a lot of great collaboration with our Library of Congress and LIS partners, we have the present-day, multi-audience Congress.gov.

    4. What is your favorite feature of Congress.gov?

    I really like one of the newer features of Congress.gov where the Congressional Record links to the legislation. As a daily user, it is nice to quickly access the online record via the All Actions tab and pull up either the floor action or the text of the measure. This is especially useful for staff or the public to find the full text of legislation or amendments the day after submission.

    5. What is the most interesting fact you’ve learned about the legislative process while working for Congress?

    As the Bill Clerk, I think one of the most interesting facts about the legislative process is the many paths a bill can take before it becomes law. Bills can be referred to a committee, or fast-tracked through various paths for quicker floor consideration—which can sometimes take the agreement of all 100 members—not an easy feat! We have recently reached record highs in the number of introduced bills in the Senate at 5400 + and counting and that is not including House bills. A very small percentage of those measures become law. At last count, there were 224 public laws during the 118th Congress.

    6. What’s something most of your co-workers do not know about you?

    Not a well-kept secret—my family is obsessed with Golden Retrievers! Here are our three rescue Goldens (Alexander, Hamilton, and Rosie).

  • MIL-OSI Global: A federal policy expert weighs in on Trump’s efforts to stifle gender-affirming care for Americans under 19

    Amid a flurry of executive orders affecting transgender Americans, the Trump administration ordered restrictions on gender-affirming care for minors. Calling it “a stain on our Nation’s history,” the Jan. 28, 2025, order seeks to “end” this form of treatment for Americans under 19 years old.

    The Conversation U.S. interviewed Elana Redfield, federal policy director at the Williams Institute, an independent research center at the UCLA School of Law dedicated to studying sexual orientation and gender identity law. She describes the aims of the executive order, how much weight it carries, and how it should be understood in the broader context of legal battles over access to gender-affirming care.

    What’s the scope of the executive order?

    Twenty-six states have already restricted gender-affirming care for minors or banned it outright. So the order seeks to extend restrictions to the rest of the country using the weight of the executive branch.

    However, it’s not a national ban on gender-affirming care for minors. Instead, it’s directing federal agencies to regulate and restrict this form of care.

    That being said, federal agencies have a tremendous impact on American life. Trans kids rely on publicly funded health insurance programs such as Medicaid and TRICARE, which is administered to the children of active duty service members via the Department of Defense. And a big part of the executive order is directing the federal agencies that administer these programs to review their own policies to ensure that they are not supporting gender-affirming care for minors.

    So what we’re really seeing is the federal government trying to erect barriers to kids accessing this care.

    Does the executive branch have the authority to unilaterally ban federal funding of certain medical treatments?

    The answer is a little mixed. A president might be able to suspend or put a temporary pause on funding a particular type of treatment or service. But the actual parameters of a program – and how agencies should implement them – are determined by Congress and, to some extent, by the courts.

    Ultimately, the president can only take actions in ways that are designated by the Constitution, or through some specific power that Congress has granted to the executive branch. I don’t see that authority granted for a lot of what’s contained in this executive order. But many of these directives will probably be litigated in court, where the president will likely argue that he has the power to direct agencies to do all they can to put a halt to gender-affirming care for minors.

    Do private health insurers fall outside the scope of this executive order?

    On the surface, yes. But it’s easy to see how directives from the executive branch can touch broader components of the country’s health care system, including private hospitals and private health insurance.

    For example, Section 1557 of the Affordable Care Act is a nondiscrimination provision. It says there can be no sex discrimination when it comes to approving health care treatments. This has been interpreted to mean that health insurance plans receiving federal funding cannot deny a policyholder gender-affirming care. However, this interpretation has been blocked by a federal court.

    The question of whether this definition of sex discrimination encompasses gender identity is currently playing out in the courts. For example, there’s a pending U.S. Supreme Court decision regarding a Tennessee law banning gender-affirming care for minors. Should the Supreme Court determine that Tennessee is able to ban gender-affirming care for minors, it’s possible to see how this could impact private health insurance coverage for gender-affirming care.

    What else stood out to you from the executive order?

    The executive order directs the Department of Justice to discourage doctors and hospitals from administering gender-affirming care to minors, characterizing it as genital mutilation, which is a heinous-sounding offense. Even though this is an inaccurate comparison, it could have a chilling effect even in states where this form of care is legal.

    The order also contains a provision that asks Congress to extend the statute of limitations for gender-affirming care, so that someone who received gender-affirming care as a minor and decides they’re not happy with it decades later can sue their doctor. Some states have already extended the statute of limitations to 30 years for gender-affirming care.

    Again, this could have a chilling effect in states where the care is legal. What doctor or hospital would want to expose themselves to this risk?

    Of course, these two elements constitute directives from the executive branch, but we don’t know how they’ll be enforced. They do reveal, however, some of the ways in which the administration plans to direct its efforts.

    Before Roe v. Wade was overturned, federal funding of elective abortion had been restricted for decades under the Hyde Amendment. You can’t receive coverage for an abortion under a Medicaid plan, for example. Do you see this executive order as Trump trying to simply enact – via fiat, of course – his own version of the Hyde Amendment, but instead applied to gender-affirming care for minors?

    I think there’s a key difference between the two. The Hyde Amendment, which has been repeatedly reenacted by Congress, prohibits federal funding of abortion care, but it doesn’t prohibit states from allowing or permitting abortion. It’s always operated as a sort of compromise: It says providers can’t use federal funding for an abortion, but they can use their own funding to administer abortions – and oh, by the way, they can still receive federal funding for other health services.

    This executive order, on the other hand, takes a much more uncompromising position: It tells agency heads to stop directing any and all federal funds to institutions that research or provide gender-affirming care.

    Again, it’s important to remember that executive orders aren’t established policy. They’re simply directing agencies to craft certain policies and encouraging lawmakers to enact legislation.

    So far, much of the legislation restricting gender-affirming care – whether it’s at the state level or in the executive branch – has centered on minors, or individuals under 19. Are there any threats to gender-affirming care for adults?

    Only one state, Florida, has enacted a law that specifically regulates gender-affirming care for adults. That law basically sets some compliance standards and restricts who can prescribe the care. Florida also banned the use of state funds for gender-affirming care for everyone, adults and children. So that means, for example, those who are incarcerated in state prisons can’t receive gender-affirming care.

    Florida isn’t the only state that has enacted a state funding ban. Depending on your insurance, this could mean you’re forced to pay out of pocket for your procedures and treatment, which can be prohibitively expensive.

    What are you going to be watching for in the coming weeks?

    I’m sure someone’s going to sue to challenge the order. The problem, though, is that an executive order is an expression of policy ideas. You need something to actually happen before lawyers and activists can react to it. So I’ll be tracking federal agencies to see how they specifically try to enact some of these directives.

    Is there anything else you’d like to add?

    This executive order contains language that characterizes the science around gender-affirming care as junk science. It’s repeatedly described as chemical and surgical mutilation, or as maiming and sterilizing kids. There’s talk of rapid-onset gender dysphoria, which has been discredited.

    So it rejects the idea that gender-affirming care has health benefits, even though there’s robust, extensive evidence supporting access to gender-affirming care. Self-reporting by transgender individuals is overwhelmingly positive: 98% of trans people who had hormone therapy said it made their lives better, according to the 2022 U.S. Transgender Survey.

    There are also rigorous standards of practice, including for how you support and treat minors, that are intended to prevent overprescription or overutilization of services.

    In other words, there are already barriers in place and checks and balances for minors if they want to access gender-affirming care.

  • MIL-OSI Global: How satellites and AI help fight wildfires today

    As wind-driven wildfires spread through the Los Angeles area in January 2025, fire-spotting technology and computer models were helping firefighters understand the rapidly changing environment they were facing.

    That technology has evolved over the years, yet some techniques are very similar to those used over 100 years ago.

    I have spent several decades studying combustion, including wildfire behavior and the technology used to track fires and predict where wildfires might turn. Here’s a quick tour of the key technologies used today.

    Spotting fires faster

    First, the fire must be discovered.

    Often wildfires are reported by people seeing smoke. That hasn’t changed, but other ways fires are spotted have evolved.

    In the early part of the 20th century, the newly established U.S. Forest Service built fire lookout towers around the country. The towers were topped by cabins with windows on all four walls and provided living space for the fire lookouts. The system was motivated by the Great Fire of 1910 that burned 3 million acres in Washington, Idaho and Montana and killed 87 people.

    Today, cameras watch over many high-risk areas. California has more than 1,100 cameras watching for signs of smoke. Artificial intelligence systems continuously analyze the images to provide data for firefighters to quickly respond. AI is a way to train a computer program to recognize repetitive patterns: smoke plumes in the case of fire.

    NOAA satellites paired with AI data analysis also generate alerts but over a wider area. They can detect heat signatures, map fire perimeters and burned areas, and track smoke and pollutants to assess air quality and health risks.

    Forecasting fire behavior

    Once a fire is spotted, one immediate task for firefighting teams is to estimate how the fire is going to behave so they can deploy their limited firefighting resources most effectively.

    Fire managers have seen many fires and have a sense of the risks their regions face. Today, they also have computer simulations that combine data about the terrain, the materials burning and the weather to help predict how a fire is likely to spread.

    Fuel models

    Fuel models are based on the ecosystem involved, using fire history and laboratory testing. In Southern California, for example, much of the wildland fuel is chaparral, a type of shrubland with dense, rocky soil and highly flammable plants in a Mediterranean climate. Chaparral is one of the fastest-burning fuel types, and fires can spread quickly in that terrain.

    For human-made structures, things are a bit more complex. The materials a house is made of – if it has wood siding, for example – and the environment around it, such as how close it is to trees or wooden fences, play an important role in how likely it is to burn and how it burns.

    Weather and terrain

    Terrain is also important because it influences local winds and because fire tends to run faster uphill than down. Terrain data is well known thanks to satellite imagery and can easily be incorporated into computer codes.

    Weather plays another critical role in fire behavior. Fires need oxygen to burn, and the windier it is, the more oxygen is available to the fire. High winds also tend to generate embers from burning vegetation that can be blown up to 5 miles in the highest winds, starting spot fires that can quickly spread.

    Today, large computer simulations can forecast the weather. There are global models that cover the entire Earth and local models that cover smaller areas but with better resolution that provides greater detail.

    Both provide real-time data on the weather for creating fire behavior simulations.

    Modeling how flames spread

    Flame-spread models can then estimate the likely movement of a fire.

    Scientists build these models by studying past fires and conducting laboratory experiments, combined with mathematical models that incorporate the physics of fire. With local terrain, fuel and real-time weather information, these simulations can help fire managers predict a fire’s likely behavior.

    Advanced modeling can account for fuel details such as ground-level plant growth and tree canopies, including amount of cover, tree height and tree density. These models can estimate when a fire will reach the tree canopy and how that will affect the fire’s spread.

    Forecasting helps, but wind can change fast

    All these tools are made available to firefighters in computer applications and can help fire crews as they respond to wildfires.

    However, wind can rapidly change speed or direction, and new fires can start in unexpected places, meaning fire managers know they have to be prepared for many possible outcomes – not just the likely outcomes they see on their computer screens.

    Ultimately, during a fire, firefighting strategy is based on human judgment informed by experience, as well as science and technology.

  • MIL-OSI Global: Stricter abortion laws may cause increased infant deaths − 2 maternal and child health researchers explain the data

    Infant mortality in the U.S. has increased by 7% since the 2022 Dobbs v. Jackson U.S. Supreme Court decision overturned the constitutional right to abortion, according to an October 2024 study.

    Those findings followed another study that reported a 12.7% rise in infant mortality in Texas after the implementation of Senate Bill 8, which bans abortions after a fetal heartbeat is detected. Except for medical emergencies, the law effectively makes abortions illegal in the state after about five to six weeks’ gestation.

    Both studies noted larger increases in deaths among infants born with birth defects. This suggests women are delivering more babies with severe congenital malformations who have no hope of survival beyond a few hours, days or, at most, a few weeks.

    But even before this new research substantiated such a link, clinicians who specialize in care for high-risk pregnancies warned about the potential consequences of the new abortion laws.

    We are researchers focused on maternal and child health who evaluate the safety of medications during pregnancy. We identify medications that might raise the risk for birth defects or pregnancy loss.

    We also evaluate the effectiveness of policies and initiatives aimed at improving pregnancy outcomes, including whether stricter abortion laws could result in more infant deaths.

    Birth defects: A leading cause of infant mortality

    Birth defects affect 3% of pregnancies in the U.S.

    They can be caused by exposures to certain medications, infections, maternal diseases or genetics. For many, causes are unknown.

    While birth defects can develop at any time during pregnancy, most occur during the first three months of pregnancy, a critical time for organ development. More than 5% of pregnancies are exposed to about 200 medications with the potential to cause birth defects.

    After its new abortion law went into effect, Texas saw an increase in infant mortality that was seven times higher than the rest of the U.S.

    Many birth defects are treatable; orofacial clefts and some heart defects, for example, can be corrected with surgery. Some cause lifelong disability and some are fatal, resulting in babies who are stillborn or die shortly after birth. Birth defects are a leading cause of infant mortality, accounting for about 20% of deaths in the first year of life.

    Among anomalies considered lethal, not all result in pregnancy loss or immediate death at delivery. For example, more than half of infants with trisomy 18, a chromosomal abnormality that causes severe heart defects or breathing problems, die within the first week of life. Only 13% survive until their first birthday.

    Anencephaly, a birth defect that affects the development of the skull and brain, results in either stillbirth or death within the first weeks of life. But there is one case report of an infant who survived to her second birthday.

    More than 80% of women will choose to terminate a pregnancy with anencephaly when detected before 24 weeks’ gestation, according to data from before the Dobbs decision. Given the profound effects on parents’ lives, this choice is very personal. But in many states, these women may no longer have a choice. Because of abortion laws with limited or no exceptions, women who carry a fetus with a fatal condition have no legal option other than to carry their pregnancy to term.

    Legal landscape of abortion laws

    As of January 2025, 16 states have total abortion bans in effect or restrictions that do not permit abortions after six weeks. In nine of these states, lethal birth defects are not considered an exception.

    But even in states with those exceptions, the legal wording used to craft the legislation is often confusing to health care providers. Statutory language does not always use medical terms and may assume a certainty about pregnancy outcomes that does not exist. For example, even anencephaly does not meet the commonly used statutory definition of “no viability outside the uterus.”

    Such uncertainty adds to hesitation – and fear – on the part of doctors and nurses who may face steep penalties, including criminal charges and prison time, should they provide an abortion that is later deemed illegal in a court of law.

    Prenatal care too late

    In 2023, prenatal care began after the first trimester for about 24% of pregnancies in the U.S.

    In our February 2024 study of a national sample of nearly 640,000 privately insured pregnant women, the median time to prenatal care was eight weeks. In other words, for more than half of women living in a state with a six-week abortion ban, obstetric assessments would likely commence too late to consider an abortion if a birth defect were detected.

    More than 6,000 women in our study were exposed to medications that can cause birth defects within the first six weeks of pregnancy. These include medications used to treat common yeast or urinary tract infections, drugs used for migraine or weight loss, and blood pressure medications, to name a few. Nearly all of those women – 96% – had no prenatal care prior to taking the medication, and many may not have been aware they were pregnant. For more than 80% of these pregnancies, prenatal care started after six weeks, too late to prevent exposure to unsafe medications or to screen for potential birth defects and to consider pregnancy termination in states with stricter abortion bans.

    Importantly, prenatal identification methods of birth defects range from screening maternal blood for chromosome abnormalities, which is done at 10 weeks’ gestation, to a second-trimester ultrasound to look for fetal structural defects, to procedures such as chorionic villus sampling or amniocentesis to evaluate for genetic conditions. These are all performed after six weeks of pregnancy.

    Even if screening might still fall within abortion cutoffs, the probability to detect adverse outcomes in utero varies substantially.

    For example, valproic acid is a medication that treats epilepsy, migraine and some mental health disorders. About 1% to 2% of women taking valproic acid become pregnant each year. Valproic acid causes birth defects that can be detected in utero such as oral clefts or spina bifida. But it also increases the risk for autism and adverse cognitive defects, which may be diagnosed years after delivery.

    Currently, there is no law addressing instances when an adverse outcome is probable but cannot be confirmed before delivery. Hence, stricter abortion laws are expected to not only increase inevitable infant deaths but also births of infants with severe disability.

    After many years of partisan politics, increasingly divisive language, finger-pointing and inflammatory speech have contributed to an environment of fear and uncertainty, affecting not just political dynamics but also the priorities and perceptions of young people.

    As a developmental psychologist who studies the intersection of media and adolescent mental health, and as a mother of two Gen Z kids, I have seen firsthand how external societal factors can profoundly shape young people’s emotional well-being.

    This was brought into sharp relief through the results of a recent survey my colleagues and I conducted with 1,644 young people across the U.S., ages 10 to 24. The study was not designed as a political poll but rather as a window into what truly matters to adolescents. We asked participants to rate the importance of 14 personal goals. These included classic teenage desires such as “being popular,” “having fun” and “being kind.”

    None of these ranked as the top priority. Instead, the No. 1 answer was “to be safe.”

    What was once taken for granted

    The findings are both illuminating and heartbreaking. As a teenager, I did countless unsafe things. My peers and I didn’t dwell on harm; we chased fun and freedom.

    Whereas previous generations may have taken safety for granted, today’s youth are growing up in an era of compounded crises — school shootings, a worsening climate crisis, financial uncertainty and the lingering trauma of a global pandemic. Even though our research did not pinpoint the specific causes of adolescent fears, the constant exposure to crises, amplified by social media, likely plays a significant role in fostering a pervasive sense of worry.

    Despite data showing that many aspects of life are safer now than in previous generations, young people just don’t feel it. Their perception of danger is further shaped by events like the recent fires that devastated Los Angeles, reinforcing a belief that danger, possibly caused by global crises like climate change, lurks everywhere.

    This shift in perspective has profound implications for the future of this generation and those to come.

    Especially vulnerable time

    Adolescence, like early childhood, is a pivotal period for brain development. Young people are particularly sensitive to their surroundings as their brains evaluate the environment to prepare them for independence.

    This developmental stage – when the capacity to regulate emotions and critically assess information is still maturing – makes them especially vulnerable to enduring impacts.

    Studies show that adolescents are more likely to overestimate risks and struggle to put threats in context. This makes them particularly vulnerable to fear-driven messaging prevalent in both traditional and social media, which is further amplified by political rhetoric and blame-shifting. This vulnerability has implications for their mental health, as prolonged exposure to fear and uncertainty has been linked to increased rates of anxiety, depression and even physical health issues.

    So when the media that Gen Z consumes are dominated by fear – be it through headlines, social media posts, political rhetoric or even storylines in movies and TV – it could shape their worldview in ways that may reverberate for generations to come.

    Enduring generational impact

    Historical events have long been shown to shape the worldview of entire generations.

    For instance, the Great Depression primarily impacted the daily lives of the Silent Generation, those born between 1928 and 1945. Moreover, its long-term effects on financial attitudes and security concerns echoed into the Baby Boomer generation, influencing how those born between 1946 and 1964 approached money, stability and risk throughout their lives.

    Similarly, today’s adolescents, growing up amid a series of compounded global crises, will likely carry the imprint of this period of heightened fear and uncertainty well into adulthood. This formative experience could shape their mental health, decision-making and even their collective identity and values for decades to come.

    In addition, feelings of insecurity and instability can make people more responsive to fear-based messaging, which could potentially influence their political and social choices. In an era marked by the rise of authoritarian governments, this susceptibility could have far-reaching implications because fear often drives individuals to prioritize immediate safety over moral or ideological ideals.

    As such, these dynamics may profoundly shape how this generation engages with the world, the causes they champion and the leaders they choose to follow.

    Room for optimism?

    Interestingly, “being kind” was rated No. 2 in our survey, irrespective of other demographics. While safety dominates their priorities, adolescents still value qualities that foster connection and community.

    This finding indicates a duality in their aspirations: While they feel a pervasive sense of danger, they also recognize the importance of interpersonal relationships and emotional well-being.

    Our findings are a call to look at the broader societal context shaping adolescent development. For instance, the rise in school-based safety drills, while intended to provide a sense of preparedness, may unintentionally reinforce feelings of insecurity. Similarly, the apocalyptic narrative around climate change may create a sense of powerlessness that could further compound their fears and leave them wanting to bury their heads in the sand.

    Understanding how these perceptions are formed and their implications for mental health, decision-making and behavior is essential for parents, storytellers, policymakers and researchers.

    I believe we must also consider how societal systems contribute to the pervasive sense of uncertainty and fear among youth. Further research can help untangle the complex relationship between external stressors, media consumption and youth well-being, shedding light on how to best support adolescents during this formative stage of life.

    At the invitation of Colombia’s Minister of Foreign Affairs Luis Gilberto Murillo, Minister for Foreign Affairs Maria Malmer Stenergard took part in the launch of the Colombia-Sweden Bilateral Partnership at a High-Level Dialogue in Bogotá on 28 January.

    The bilateral partnership agreement was signed in June 2024 by Prime Minister Ulf Kristersson and President of Colombia Gustavo Petro, and aims to further strengthen cooperation between the countries in four main areas:

    • political dialogue and cooperation in multilateral forums;
    • trade and development cooperation;
    • climate, environment, green and digital transition; and
    • peace and security.

    Two thematic working groups have been instituted to advance priority areas within the Bilateral Partnership. The first group is focusing on cooperation for peace, human rights, human security and strengthening institutions. The second is focusing on economic opportunities, science, innovation and sustainable development. 

    At the high-level dialogue, Ms Malmer Stenergard and Acting Minister of Foreign Affairs Paola Vásquez received reports from the groups, which presented several results in the areas of peace, gender equality, climate and sustainable development. Sweden and Colombia celebrated 150 years of diplomatic relations in 2024. The launch of the Bilateral Partnership demonstrates the breadth of cooperation between the two countries.

  • MIL-OSI USA: NASA Invites Media to Discuss PUNCH Mission to Study Solar Wind

    NASA will hold a media teleconference at 2 p.m. EST on Tuesday, Feb. 4, to share information about the agency’s upcoming PUNCH (Polarimeter to Unify the Corona and Heliosphere) mission, which is targeted to launch no earlier than Thursday, Feb. 27.
    The agency’s PUNCH mission is a constellation of four small satellites. When they arrive in low Earth orbit, the satellites will make global, 3D observations of the Sun’s outer atmosphere, the corona, and help NASA learn how the mass and energy there become solar wind. By imaging the Sun’s corona and the solar wind together, scientists hope to better understand the entire inner heliosphere – Sun, solar wind, and Earth – as a single connected system.

  • MIL-OSI USA: NASA, Partners to Welcome Fourth Axiom Space Mission to Space Station

    NASA and its international partners have approved the crew for Axiom Space’s fourth private astronaut mission to the International Space Station, launching from the agency’s Kennedy Space Center in Florida no earlier than spring 2025.
    Peggy Whitson, former NASA astronaut and director of human spaceflight at Axiom Space, will command the commercial mission, while ISRO (Indian Space Research Organization) astronaut Shubhanshu Shukla will serve as pilot. The two mission specialists are ESA (European Space Agency) project astronaut Sławosz Uznański-Wiśniewski of Poland and Tibor Kapu of Hungary.
    “I am excited to see continued interest and dedication for the private astronaut missions aboard the International Space Station,” said Dana Weigel, manager of NASA’s International Space Station Program at the agency’s Johnson Space Center in Houston. “As NASA looks toward the future of low Earth orbit, private astronaut missions help pave the way and expand access to the unique microgravity environment.”
    The Axiom Mission 4, or Ax-4, crew will launch aboard a SpaceX Dragon spacecraft and travel to the space station. Once docked, the private astronauts plan to spend up to 14 days aboard the orbiting laboratory, conducting a mission comprised of science, outreach, and commercial activities. The mission will send the first ISRO astronaut to the station as part of a joint effort between NASA and the Indian space agency. The private mission also carries the first astronauts from Poland and Hungary to stay aboard the space station.
    “Working with the talented and diverse Ax-4 crew has been a deeply rewarding experience,” said Whitson. “Witnessing their selfless dedication and commitment to expanding horizons and creating opportunities for their nations in space exploration is truly remarkable. Each crew member brings unique strengths and perspectives, making our mission not just a scientific endeavor, but a testament to human ingenuity and teamwork. The importance of our mission is about pushing the limits of what we can achieve together and inspiring future generations to dream bigger and reach farther.”
    The first private astronaut mission to the station, Axiom Mission 1, lifted off in April 2022 for a 17-day mission aboard the orbiting laboratory. The second private astronaut mission to the station, Axiom Mission 2, also was commanded by Whitson and launched in May 2023 with four private astronauts who spent eight days in orbit. The most recent private astronaut mission, Axiom Mission 3, launched in January 2024; the crew spent 18 days docked to the space station.
    The International Space Station is a convergence of science, technology, and human innovation that enables research not possible on Earth. For more than 24 years, NASA has supported a continuous human presence aboard the orbiting laboratory, through which astronauts have learned to live and work in space for extended periods of time.
    The space station is a springboard for developing a low Earth economy. NASA’s goal is to achieve a strong economy in low Earth orbit where the agency can purchase services as one of many customers to meet its science and research objectives in microgravity. NASA’s commercial strategy for low Earth orbit will provide the government with reliable and safe services at a lower cost, enabling the agency to focus on Artemis missions to the Moon in preparation for Mars while also continuing to use low Earth orbit as a training and proving ground for those deep space missions.

    Cannes, January 30th, 2025 – Thales Alenia Space, joint venture between Thales (67%) and Leonardo (33%), has signed a contract with the European Space Agency (ESA), worth € 862 Million, related to the design, the development and the delivery of the Lunar Descent Element (LDE) for ESA’s Argonaut Mission, including responsibility for mission design and integration.

    Planned to be launched from the 2030s, Argonaut will deliver cargo, infrastructure and scientific instruments to the Moon’s surface.

    The first mission is envisioned to deal with delivery of dedicated navigation and telecommunication payloads as well as energy generation and storage system, as European enterprises to explore the Lunar southern area.

    The Argonaut spacecraft consists of three main elements: the lunar descent element (LDE) for flying to the Moon and landing on the target, the cargo platform one, which is the interface between the lander and its payload, and finally, the element that the mission designers want to send to the Moon.

    Adaptability is a key element of Argonaut’s design, which is why the cargo platform is designed to accept any mission profile: cargo for astronauts near the landing site, a rover, technology demonstration packages, production facilities using lunar resources, a lunar telescope or even a power station. The project will strengthen Thales Alenia Space’s skills in several technological areas essential to space exploration beyond the Moon.

    The future space ecosystem requires new solutions dedicated to the transport and return of cargo from low Earth orbit and lunar orbit, as well as crew transport to low Earth orbit. Thales Alenia Space is ready to put in place what is needed to prepare for humanity’s future life and presence in Space, laying the foundations for the post-ISS era and meeting new economic needs for research and science.

    Argonaut consortium: who does what?

    Thales Alenia Space is the prime contractor for the development of the Lunar Descent Element. The overall mission responsibility, ie the use of the LDE and integration with payload, will be the subject of a separate procurement in the future. The Lunar Descent Element is an independent architecture block of the international lunar exploration activities, namely a versatile system to support a variety of missions.

    As prime contractor and system integrator of the Lunar Descent Element, Thales Alenia Space in Italy will lead the industrial consortium that will be responsible for the system, the entry descent and landing aspects, as well as the general and specific architectures of the thermomechanical, avionics and software chains. Thales Alenia Space in France and in the UK will respectively focus on data handling systems and propulsion. OHB System AG as additional core team member of the Thales Alenia Space consortium will be responsible for guidance, navigation and control (GNC), electrical power systems (EPS) and telecommunications (TT&C) aspects.

  • MIL-OSI Global: How close are quantum computers to being really useful? Podcast

    Quantum computers have the potential to solve big scientific problems that are beyond the reach of today’s most powerful supercomputers, such as discovering new antibiotics or developing new materials.

    But to achieve these breakthroughs, quantum computers will need to perform better than today’s best classical computers at solving real-world problems. And they’re not quite there yet. So what is still holding quantum computing back from becoming useful?

    In this episode of The Conversation Weekly podcast, we speak to quantum computing expert Daniel Lidar at the University of Southern California in the US about what problems scientists are still wrestling with when it comes to scaling up quantum computing, and how close they are to overcoming them.

    Quantum computers harness the power of quantum mechanics, the laws that govern subatomic particles. Instead of the classical bits of information used by microchips inside traditional computers, which are either a 0 or a 1, the chips in quantum computers use qubits, which can be both 0 and 1 at the same time or anywhere in between. Daniel Lidar explains:

    “Put a lot of these qubits together and all of a sudden you have a computer that can simultaneously represent many, many different possibilities …  and that is the starting point for the speed up that we can get from quantum computing.”

    Faulty qubits

    One of the biggest problems scientist face is how to scale up quantum computing power. Qubits are notoriously prone to errors – which means that they can quickly revert to being either a 0 or a 1, and so lose their advantage over classical computers.

    Scientists have focused on trying to solve these errors through the concept of redundancy – linking strings of physical qubits together into what’s called a “logical qubit” to try and maximise the number of steps in a computation. And, little by little, they’re getting there.

    In December 2024, Google announced that its new quantum chip, Willow, had demonstrated what’s called “beyond breakeven”, when its logical qubits worked better than the constituent parts and even kept on improving as it scaled up.

    Lidar says right now the development of this technology is happening very fast:

    “For quantum computing to scale and to take off is going to still take some real science breakthroughs, some real engineering breakthroughs, and probably overcoming some yet unforeseen surprises before we get to the point of true quantum utility. With that caution in mind, I think it’s still very fair to say that we are going to see truly functional, practical quantum computers kicking into gear, helping us solve real-life problems, within the next decade or so.”

    The Union Home Minister and Minister of Cooperation, Shri Amit Shah chaired a review meeting on the implementation of the three new criminal laws in Gujarat in the presence of the Chief Minister of Gujarat, Shri Bhupendra Patel, in New Delhi today. The meeting reviewed the implementation and present status of various new provisions relating to police, jail, courts, prosecution and forensics in Gujarat. The meeting was attended by Gujarat’s Minister of State for Home, the Union Home Secretary, Gujarat’s Chief Secretary and Director General of Police, the Director General of the National Crime Records Bureau (NCRB), and several senior officials from the Union Home Ministry and the State Government.

    During the discussion, the Union Home Minister and Minister of Cooperation Minister said that the essence of the three new criminal laws introduced by Prime Minister Shri Narendra Modi lies in the provision of delivering justice within three years, from the filing of an FIR till the Supreme Court’s verdict in any case. Appreciating the work done so far by the Gujarat government in implementing the new criminal laws, Shri Shah said that the Gujarat government should ensure the implementation of the new criminal laws in all commissionerates by April 30, 2025, and across the entire state at the earliest. He said it should be reviewed monthly by the Chief Minister of Gujarat, fortnightly by the State Home Minister and weekly at the level of Chief Secretary, Additional Chief Secretary (Home) and Director General of Police.

    Shri Amit Shah stated that Gujarat has commendably achieved timely filing of charge sheets in over 92 per cent of cases involving sentences of more than 10 years. He emphasized that for the remaining cases, a review should be conducted to ensure the utilization of the provision in the Act that allows seeking permission from the court. The Home Minister said that Gujarat has done a commendable job in converting Zero FIRs into 100 per cent regular FIRs. He emphasized the need to establish a system where FIRs can be transferred between two states through the Crime and Criminal Tracking Network and Systems (CCTNS). He also suggested that Gujarat should adopt CCTNS 2.0.

    Regarding the provision of electronic evidence in the new laws, the Home Minister mentioned that the state’s Home and Health Departments should hold meetings to ensure that post-mortem and other medical reports from hospitals are received electronically. Shri Shah also emphasized the need to establish a system for recording evidence via video conferencing in prisons, government hospitals, banks, forensic science laboratories (FSL), and other premises. He said that there should be a video conferencing cubicle for every court in the prisons.

    The Union Home Minister and Minister of Cooperation said that the police should provide the details of people detained for questioning on the electronic dashboard, along with the seizure list and the cases to be forwarded to the courts. He also directed the state Director General of Police for continuous monitoring of these cases. Shri Shah asked to increase the network connectivity speed in police stations to 30 mbps over the prescribed standards.

    Shri Amit Shah said that the state government should issue circulars to ensure that provisions of organised crime, terrorism, mob lynching, are not misused. For this, strict provisions should be made for permission from the highest level. He highlighted that the Bharatiya Nagarik Suraksha Sanhita (BNSS) includes a provision for Trial in Absentia, which allows legal action against absconding criminals. He emphasized that Trial in Absentia should be initiated against fugitives who have been evading the country for a long time in cases related to national security.

    The Home Minister emphasized ensuring the availability of at least two forensic science mobile vans in every district. He also stated that efforts should be made to ensure that all 12 kits used in mobile forensic vans are manufactured in India. Shri Shah said that other states should also adopt Gujarat’s initiative of Forensic Crime Manager. He emphasized the need to clear pending forensic cases through a special campaign. Highlighting the importance of forensic experts, he urged for the prompt recruitment of vacant positions in the forensic department.

    The Union Home Minister stated that the Gujarat High Court has issued directives on January 22, 2025, for all subordinate courts to implement e-processes, which is a commendable initiative. He emphasized that other states should also make efforts in this direction. Shri Shah urged for the prompt recruitment of vacant positions in the Directorate of Prosecution. He also stressed that judicial officers should be included in training programs, and training sessions should be conducted in coordination with Judicial Academies.

  • MIL-OSI Asia-Pac: Non-conventional approach to measure the radial dimension of CMEs can help predict adverse effects on Earth

    A novel method has been found to determine the instantaneous expansion speed and radial size of Coronal Mass Ejections (CMEs) from the Sun when it passes over a spacecraft at a single-point in the interplanetary medium.

    The radial dimension of CMEs governs the longevity of the CMEs and their associated geomagnetic storms on the Earth and hence it is important to determine it, to predict the influence of the CMEs on the Earth’s communication system.

    CMEs are magnetized plasma bubbles ejected from the Sun and evolve in the interplanetary medium. They are the major drivers of perturbations in the Earth’s magnetic field, known as geomagnetic storms. Such storms can cause severe impacts on ground and space-based technological systems, such as communication disruptions, deorbiting satellites, and power grid failures.

    The duration over which the Earth experiences such a magnetic perturbation is influenced by the radial dimension of a CME, along with other parameters, during its passage over the Earth. The changes in the radial dimension of CME depend on its expansion in the interplanetary medium, which has yet to be adequately understood. CMEs expand during their journey due to the pressure difference between CME and ambient solar wind. Limited efforts have been made to investigate the evolution of radial sizes of CMEs so far.  

    The measurements of expansion speeds of CMEs have been done mostly utilizing single-point in situ measurements, which are known to be insufficient to estimate the instantaneous expansion speed of CMEs. 

    In order to overcome this challenge, Astronomers at the Indian Institute of Astrophysics, an autonomous institute of the Department of Science and Technology (DST), devised a novel method to estimate a CME’s instantaneous expansion speed even using a single-point in situ spacecraft and will be helpful for sub-L1 monitors.

    They found a method to first infer the accelerations of CME substructures (leading edge, center, and trailing edge) even from single-point in situ observations that are used to estimate their propagation speeds at an instant. This can be used for estimating the instantaneous expansion speed. 

    “Our non-conventional approach utilizes the propagation speed of any two CME substructures at the same instance to determine the instantaneous expansion speed,” said Wageesh Mishra, a faculty at IIA and a co-author of the study.

    This approach also computes the radial size and the distance traveled by the CME substructures at various instances as well.

    “This study has implications for understanding the longevity of perturbations on the Earth’s magnetosphere caused by CMEs,” said Anjali Agarwal, a Ph.D. student at IIA and the first author of the paper published on this work.

    The novel method is demonstrated in a case study of a CME that erupted from the Sun on 2010 April 3, using remote and in situ observations from the NASA and ESA SOHO (SOlar and Heliospheric Observatory), STEREO (Solar TErrestrial RElation Observatory), and Wind spacecraft. The researchers noted that the accurate estimation of CME’s expansion speed is essential for predicting its arrival time at Earth, especially its substructures such as center and TE, which are crucial for space weather.

    “The instantaneous expansion speed of a CME derived from our proposed non-conventional approach using a single-point in situ spacecraft provides a substantial outcome — CME substructures evolve differently in the ambient medium, possibly because of different forces acting on them,” said Wageesh Mishra IIA.

    Unlike earlier studies, the authors suggest, a CME, during its journey, experiences a change in the aspect ratio — a measure of the radial dimension of CME with respect to its increasing distance from the Sun. They found that the aspect ratio of CME first increases and then remains constant up to a certain height, followed by a systematic decrease in the IP medium.

    Wageesh Mishra said, “We are looking forward to utilizing single-point in situ observations from the Aditya Solar wind Particle EXperiment (ASPEX) onboard the Aditya-L1 spacecraft, India’s first space-based solar observatory, with implementing our non-conventional approach, to understand CMEs expansion.”

  • MIL-OSI Europe: EIB Group achieves record results in 2024, targets €95 billion in investments for 2025

    • The EIB Group supported a record of over €100 billion in new investment for Europe’s energy security in 2024.
    • A record of nearly 60% of all EIB Group financing supported the green transition, climate action and environmental sustainability.
    • There was a sharp increase in higher-risk activities, with a record €8 billion committed for equity and quasi-equity investment.
    • Financing for security and defence projects doubled to €1 billion in 2024, with a further doubling planned in 2025.

    The European Investment Bank (EIB) Group signed €89 billion in new financing last year. The Group made more investments than ever before to strengthen EU energy security, mobilising over €100 billion for projects in new and upgraded infrastructure such as grids and interconnectors, renewables, net-zero industries, efficiency and storage. Nearly 60% of the total financing supported the green transition, climate action and environmental sustainability.

    Our preliminary results once again signal robust profitability. At the same time, higher-risk EIB operations to back Europe’s most innovative companies have sharply increased. A record €8 billion in equity and quasi-equity investment from the EIB and the European Investment Fund (EIF) is expected to mobilise €110 billion in growth capital for startups, scale-ups and European pioneers.

    Eligible security and defence investment doubled in 2024, and the goal is to double this figure again this year. Furthermore, the EIB Group significantly extended its eligible investments in dual-use projects, which now include border protection, military mobility, de-mining and de-contamination, space, cybersecurity, anti-jamming equipment, seabed and critical infrastructure protection, research and development, and drones.  

    Looking ahead, the EIB Group plans to increase its overall investments to €95 billion in 2025, with flagship initiatives to support European tech champions and a dedicated TechEU programme, critical raw materials, water management, the energy efficiency of small and medium-sized companies, and a dedicated platform to promote sustainable and affordable housing.

    In parallel with increasing its investment capacity and impact, the EIB Group is making significant progress in cutting red tape for clients and has shortened the time to market required to approve and deploy new investments. During 2024, it introduced simplified appraisal procedures covering more than 40% of its operations.

    “We have broken records with our financing in 2024. We have made ourselves ready to support EU priorities in this new political mandate. And we will play an even more relevant role in 2025 – building on the excellent performance of the EIB Group to increase our impact, bolstering Europe’s security and competitiveness with strategic and ambitious investments,” said EIB Group President Nadia Calviño as she presented the annual operational results of the EIB Group in Brussels.

    Making records

    The EIB Group financing committed in 2024 is expected to power almost 15 million households with clean energy, create up to 1.5 million new jobs in Europe over the next few years, advance therapies against cancer, and help secure affordable housing from Croatia to Latvia.

    In more detail, highlights from last year include:

    • Stepped up higher-risk activities, expected to mobilise about €110 billion in new investments. This includes a record €7.2 billion of investments by the EIF in the equity funds ecosystem, and €1 billion in venture debt by the EIB.
    • More than €14 billion in total investment deployed by the EIF to support Europe’s small businesses and innovators, including in 102 venture capital funds, such as a dedicated fund to back women-owned and gender-balanced startups in space and deep tech.
    • A record €51 billion – around 60% of last year’s investments – to support the green transition, climate action and environmental sustainability, from the world’s first zero-emissions tyre factory in Romania to support for sustainable mobility in Valencia, keeping the EIB Group well on track to meet its target of supporting €1 trillion in climate and environmental sustainability investment in the critical decade to 2030.
    • A record €31 billion to back EU energy security, including for efficiency, renewables, storage and electricity grids, which is expected to support over €100 billion in investment. Flagship initiatives include counter-guarantees to bolster European wind manufacturers, electric vehicle battery manufacturing in France and the Princess Elisabeth Island in Belgium. For grids and storage, financing rose to a record €8.5 billion, mobilising 40% of Europe’s total investment in that sector in 2024, including transmission network upgrades and interconnectors in Spain, Czechia and Germany.
    • Support for eligible security and defence projects doubled to €1 billion, including the deployment of dual-use satellites in Poland, port upgrades to meet the needs of NATO vessels in Denmark and investment by the EIF in dedicated private investment funds. A further doubling of annual investments to €2 billion is expected this year.
    • A record €38 billion to accelerate social and territorial cohesion, including credit lines for farmers in Romania, innovative startups in Greece and just transition projects in Estonia.
    • The EIB Group has also provided financial support to boost climate resilience and adaptation from post-landslide reconstruction in Italy to recovery investments in European regions affected by devastating floods.
    • With more than €2.2 billion disbursed since 2022, EIB Group investments in Ukraine are helping to repair schools, kindergartens and hospitals, upgrade transport and protect energy infrastructure, as well as support the private sector.

    Beyond Ukraine, the EIB Group’s operations outside the European Union are supporting stability in the EU neighbourhood and partner countries on their path to EU membership, including with rail upgrades in countries such as Albania and Montenegro.

    Supporting EU global priorities and helping strengthen Europe’s voice in the world, EIB Group financing also helps drought-stricken countries like Jordan to manage water supplies. Thanks to reinforced partnerships inside and outside the European Union, EIB investments are helping eliminate diseases like polio and support sustainable infrastructure around the world from Vietnam to India.

    Ready for the challenges ahead

    Under President Calviño, who took office in January 2024, the EIB Group has updated its internal policies and investment strategy to maximise impact and scale up support for shared European priorities.

    Changes include:

    • A Strategic Roadmap, aligned with EU policies and agreed by the EU 27 Member States (the EIB’s shareholders) to focus resources on impactful investment on eight core priorities.
    • A revamped framework expanding the EIB Group’s activity in the areas of security and defence, with streamlined internal procedures and new partnerships with external stakeholders, such as the NATO Innovation Fund and the European Defence Agency.
    • EIB governors approved the increase of the gearing ratio, an outdated limit on EIB Group’s investments.[1] This will enable the EIB Group to make the necessary strategic investments to deliver on EU policy goals while preserving its leverage and capital ratios.
    • An action plan with building blocks for a deeper capital markets union.
    • Actions and proposals to cut red tape, improve the usability of EU sustainability reporting rules and optimise the use of EU budget instruments.
    • A stepped up time to market initiative to simplify internal processes and boost efficiency, enabling much faster approvals for new financing.
    • An action plan to improve transparency, accountability and well-being in the workplace, including the appointment of an ombudsperson to swiftly address common workplace issues and improve the working environment.

    More relevant than ever in 2025

    Looking ahead, the EIB Group Operational Plan covers up to €95 billion in new investment in 2025, supported by the Group’s stellar credit rating and strong capital position.

    New initiatives aligned with the priorities of the new European Commission expected to be rolled out in 2025 include:

    • Maintaining a 60% green finance target.
    • Scaling up support for leading technologies, including clean-tech, artificial intelligence, chips, high-performance and quantum computing, health sciences and medical technologies, and Europe’s cutting-edge industrial capacity.
    • An exit platform to facilitate the listing of European scale-ups in EU markets or the acquisition of these promising innovators by European companies.
    • An extension of the highly successful European Tech Champions Initiative (ETCI) as part of the broader goal to boost equity and venture debt investments to scale up Europe’s innovative startups.
    • Further doubling of support for Europe’s security and defence industry
    • A pan-European investment platform for affordable and sustainable housing, together with the European Commission and increased financing for the housing sector.
    • Increasing investment for critical raw materials projects, such as the Keliber lithium production facility in Finland agreed last year.
    • A dedicated water programme of about €4.5 billion to focus investment on flood resilience, and to address water scarcity amid intensifying droughts.
    • New support for Europe’s farmers through agricultural insurance and other de-risking schemes, building on a €3 billion facility to improve access to financing for young farmers and women.
    • A €2.5 billion programme to scale up energy efficiency investments by small and medium-sized companies so they can lower their CO2 emissions and electricity bills.

  • MIL-OSI United Kingdom: Greens welcome Rosebank and jackdaw court ruling

    Green Party co-leader Carla Denyer MP has welcomed a Scottish court ruling that government approval of the giant new Rosebank and Jackdaw developments was unlawful because it did not account for the significant emissions that would be caused by burning the fields’ oil and gas.

    Carla Denyer said: “This is a victory not just for the campaigners who have been fighting against new oil drilling at Rosebank and Jackdaw, but for common sense. The science is clear and the stakes are high: there can be no new oil and gas developments if we are to have a chance of staying within safe climate limits.

    “We’ve already seen the effects of at least 1.2°C degrees of global heating: from record-breaking heatwaves on almost every continent and deadly floods taking people’s lives and livelihoods across the world. In this context, it would be morally scandalous to allow fossil fuel companies like Equinor to start extracting from new fields – for the sake of their own profits and regardless of the consequences for the rest of us.

    “Aside from being a climate crime, opening new oil and gas fields like Rosebank goes entirely against what’s needed to strengthen the UK’s energy security, lower bills, and protect workers – which is to invest in a rapid and fair transition to renewable industries which have a long-term future.

    “If this government is serious about protecting us from the climate crisis and securing a liveable future for our children, it will revoke Rosebank’s license so that there is absolutely no question of this development going ahead. It must also refuse consent for the 13 other oil and gas drilling projects licensed by the previous government, and send a clear signal to the fossil fuel industry that they have no future in the UK.”

  • MIL-OSI United Kingdom: expert reaction to observational study of COVID-19 infection and abnormal brain proteins

    An observational study published in Nature Medicine looks at a link between abnormal brain proteins and COVID-19 infection.

    Prof Tara Spires-Jones, Director of the Centre for Discovery Brain Sciences at the University of Edinburgh, Group Leader in the UK Dementia Research Institute, and President of the British Neuroscience Association said:

    “This paper from Duff and colleagues examined blood samples from 626 people who had COVID-19 infection and 626 people who did not have COVID-19 for markers associated with Alzheimer’s disease-related brain changes. The scientists compared the levels of several Alzheimer’s-associated blood proteins before and after the pandemic and found that one of the markers had worsened more in people who had COVID-19 infections than in people who were not infected with COVID-19. This study was very well conducted and adds to the data suggesting that infections may play a role in initiating or accelerating neurodegenerative diseases. However, it is important to note that this type of study cannot conclusively prove that COVID-19 directly caused Alzheimer’s pathology in the brain. Further, the presence of amyloid pathology in the brain, which is hinted at by the blood results, is not a guarantee of future dementia symptoms as many people have amyloid pathology in their brains without experiencing symptoms.  While this is an important piece of research, more work is needed to understand links between infections like COVID-19 and Alzheimer’s disease.”

  • MIL-OSI Security: New INTERPOL Regional Bureau for the Middle East and North Africa moves a step closer

    RIYADH, Saudi Arabia – The creation of a new INTERPOL Regional Bureau the Middle East  and North Africa (MENA) in the Kingdom of Saudi Arabia has taken an important step forward.

    The ‘Host Country Agreement’ was signed at a ceremony attended by Saudi Arabia’s Minister of the Interior, His Royal Highness Prince Abdulaziz Bin Saud Bin Naif bin Abdulaziz, INTERPOL President Ahmed Naser Al-Raisi and INTERPOL Secretary General Valdecy Urquiza.Aimed at strengthening INTERPOL’s engagement with the MENA region, the new Regional Bureau will serve as a hub for the Organization’s activities in supporting member countries in combating transnational crime and terrorism.

    It will also work closely with existing national and regional structures, such as the Arab Interiors Ministers’ Council, GCCPOL, and the Naif Arab University for Security Sciences to strengthen cooperation and information sharing.

    The establishment of the Regional Bureau was first proposed in 2016 at the INTERPOL Chiefs of Police Meeting for the MENA region. The plan was subsequently endorsed by INTERPOL’s General Assembly in Santiago, Chile, in 2019, with final approval for the Host Country Agreement from the Executive Committee in May 2024.

    The Agreement incorporates principles essential to ensuring the Regional Bureau’s proper functioning. The next steps in finalizing the creation and opening of the Regional Bureau will cover the financial, administrative, security and logistical aspects.

    The admission rules are the most important document for applicants. It reflects the calendar, the list of required documents for admission and the list of entrance examinations. This year, the document approved by the Academic Council of SPbPU was published on the university website on January 20. This year, 3,375 budget places have been allocated for full-time bachelor’s and specialist’s degree programs and 3,399 contract places (full-time, part-time, and correspondence forms of study). For future master’s students, 2,376 budget places have been offered for more than 170 educational programs.

    The new admission procedure regulated a fairly large number of points that largely affect the organizational issues of the admission campaign at the university. For our applicants, essentially nothing has changed. But at the same time, we emphasize that in some areas of training, the list of entrance examinations has changed, in connection with the release of a new order “On approval of the list of entrance examinations for admission to study in higher education programs – bachelor’s programs and specialist programs”. I would like to note that this year we unified the minimum passing subjects for the entire university and reduced the threshold for a number of subjects. This does not mean that it has become easier, it suggests even tougher competition for budget places. As the most important changes in the admission procedure, I would note the refusal to provide the original document on education and replacing it with consent for enrollment and, the second point, the establishment of control figures for admission to the contract form of education, which cannot change during the admission campaign, – commented on the new rules the responsible secretary of the admissions committee of SPbPU Vitaly Drobchik.

    The application period for admission in 2025 will begin on June 20, a date that remains unchanged.

    The list of individual achievements determines for what merits applicants can receive up to 10 points in addition to the sum of their USE or entrance examination scores. For example, a certificate with honors gives an applicant an additional 10 points to the USE score. This year, the list of individual achievements has been expanded with Olympiads, competitions, and educational programs. You can find out what you can get additional points for this year inRules in Appendix No. 4.

    And those who plan to enroll under the target quota will face an innovation. The participation of applicants in career guidance events of customers of target training or training in specialized classes of enterprises will be considered as an individual achievement and will serve as a reason for awarding an additional 5 points, which are added to the points for other individual achievements and with the points for exams.

    The number of areas in which one can simultaneously participate in the admissions competition has not changed – an applicant can choose up to 5 areas of training. Each selected area must be arranged in order of enrollment priority.

    Digitalization does not bypass admission to universities, so applicants from distant corners of Russia do not need to come to the university to submit documents to the Polytechnic. This year, as last year, future polytechnics will be able to submit documents using the super service “Online University Admission” on the State Services portal.

    Students entering the university after school this year are admitted based on the results of three Unified State Exams. Most areas of training offer the opportunity to choose a Unified State Exam subject: for example, when entering technical areas, applicants will need to pass either physics or computer science in addition to specialized mathematics and Russian language. The list of entrance examinations is published inRules in Appendix No. 1.

    The key change was the return of consents for enrollment. If previously applicants submitted consent to be enrolled in a university for a specific area, then this year the consent will become an analogue of an education document and will apply to the university as a whole. Consent can be submitted on the State Services portal as an electronic mark or to the university on paper.

    As for the Master’s program, there are no changes in the admission procedure this year. Students can enroll in the Master’s program in three ways: by winning a portfolio competition, becoming a winner or medalist of the All-Russian Olympiad “I am a Professional”, becoming a winner of the All-Russian engineering competition, or successfully passing an interdisciplinary exam. For the 2025 admissions campaign, 20 new Master’s programs have been developed, including the digital Master’s programs “Industrial and Civil Engineering” and “Russian as a Foreign Language and Intercultural Communication”, as well as the program for training teaching staff “Physics and Applied Mathematics in Science and Education”.

    To help applicants understand the admission rules, an online Open Day was held on January 26. The hosts of the live broadcast were the responsible secretary of the SPbPU Admissions Committee Vitaly Drobchik and a student of the Civil Engineering Institute Valeria Bublikova. Valeria introduced the viewers to the university and told them about the eventful student life. And Vitaly Viktorovich spoke about the changes in the admissions campaign in 2025 and answered questions from applicants.

  • MIL-OSI United Kingdom: expert reaction to Cochrane review of the effectiveness of anti-depressants versus placebo for generalized anxiety disorder

    A Cochrane review looks at the effectiveness of antidepressants for anxiety disorder. 

    Dr Gemma Lewis, Senior Research Associate in Psychiatric Epidemiology, University College London (UCL), said:

    “This is a high-quality piece of research, which combined data from 37 studies. This approach (meta-analysis) allows scientists to provide more precise estimates than just replying upon smaller individual studies. Meta-analyses are often considered the best way of informing guidelines for clinical practice. Importantly, the individual studies were generally of good quality too.

    “The authors only included Randomised placebo-controlled trials. This type of study is the best way of evaluating whether a treatment is effective. The randomised design eliminates the possibility of confounding.

    “One limitation of the data is that most studies only followed people for up to 12 weeks. In reality, we know that many people use antidepressants for much longer than this, often for several years. In the future, we need trials that follow people for longer periods. Another limitation of the data is that most studies only included people with a clinical diagnosis of anxiety, which is quite severe. In reality, many people are prescribed antidepressants in primary care for milder symptoms of anxiety as milder symptoms can still be debilitating.

    “GAD is the most common mental health problem, and it can be very debilitating. However, in research, and also perhaps clinically, it is often neglected, particularly when compared to depression. The antidepressants were generally well accepted by people who used them although some people of course experienced side effects, as is the case with most medications. These findings reinforce the usefulness of antidepressants for treating symptoms of anxiety as well as depression.”

    Prof Christiaan Vinkers, Department of Psychiatry and Anatomy and Neurosciences, Amsterdam UMC, said:

    “The Cochrane review confirms what science has long shown: antidepressants work for Generalized Anxiety Disorder (GAD), with SSRIs and SNRIs consistently outperforming placebo. Their effects are meaningful, with a low number needed to treat (NNT), and dropout rates are comparable to placebo. However, antidepressants continue to face disproportionate skepticism, whether it is for GAD or depression. If these results were for heart disease or diabetes treatments, they’d be celebrated. Instead, antidepressants are often unfairly stigmatized, fueling misinformation which can deter people from seeking treatment that can have added value. Antidepressants aren’t a cure-all, but they are an essential, effective tool. Let’s shift the narrative from fear to facts: science should guide treatment, not stigma.”

     

    Prof Katharina Domschke, Department of Psychiatry and Psychotherapy, University of Freiburg, Germany, said:

    “This is a comprehensive, long awaited update on the efficacy of antidepressants versus placebo in generalized anxiety disorder (GAD). 

    “SSRIs and SNRIs, the first line treatment options for anxiety disorders according to all international guidelines, were shown to have a significant benefit of a placebo. 

    “The study is methodologically strong, applied a conservative outcome measure (greater than 50% reduction in Hamilton Anxiety score), excluded regular benzodiazepine use and controlled for study quality. 

    “Limitations of the present study comprise its limitation to adult patients and the wide range of treatment duration (4 to 28 weeks). 

    “Interestingly and importantly, no difference in overall acceptability was discerned between antidepressants and placebo. 

    “The presently reported effect sizes are very convincing, particularly in light of a recent study by Bschor et al. in JAMA Psychiatry 2024 reporting very high pooled pre-post placebo effect sizes in pharmacological studies in GAD.

    “The present results are very important and ought to increase patients’ trust in the efficacy of pharmacological treatment of GAD. “

    Prof Peter Tyrer, Professor of Community Psychiatry, Imperial College London, said:

    “The findings of this review are unequivocal – antidepressants are effective in the treatment of generalised anxiety in the short-term.  But in responding to this evidence the long-term implications have to be considered also. Here the conclusions of efficacy have to be tempered. Long-term treatment, as noted in the review,  is often the norm,  and there is increasing concern that patients have difficulties in stopping antidepressants because of withdrawal problems. Bearing in mind that the main reason why antidepressants were preferred to benzodiazepines (drugs that are equally effective in treating generalised anxiety) was the dependence risk, we just seem to have shifted the problem of adverse effects from one class of drugs to another.  Brief resolution does not effect a cure”.

  • MIL-OSI United Kingdom: UK patients enabled access to transformative new medicines in shortest time possible via new, integrated Innovative Licensing and Access Pathway

    It is the only example globally of an end-to-end access pathway, where a medicine developer can work collaboratively with the national health system, the regulator, and health technology assessment bodies from the early stages of clinical development.

    Full details have been published today of the refreshed UK-wide Innovative Licensing and Access Pathway (ILAP), that will offer a clearer, more streamlined and integrated process for developers to help get transformative new medicines to patients in the National Health Service (NHS) in the shortest time possible. 

    The new ILAP has been launched by the Medicines and Healthcare products Regulatory Agency (MHRA), the Health Technology Appraisal Bodies (the All Wales Therapeutics and Toxicology Centre (AWTTC), the National Institute for Health and Care Excellence (NICE), the Scottish Medicines Consortium (SMC)) and the NHS.  

    It is the only example globally of an end-to-end access pathway, where a medicine developer can work collaboratively with the national health system, the regulator, and health technology assessment bodies from the early stages of clinical development.   The ILAP was first launched in January 2021 to offer developers of promising new medicines a single platform to collaborate with the MHRA and the UK Health Technology Assessment (HTA) bodies to accelerate the time taken for innovative medicines to get to patients.  

    The UK life sciences ecosystem within which the ILAP sits has since evolved. In response to feedback from stakeholders and the recommendations of the Pro-innovation Regulation of Technologies Review, ILAP partners have worked together to refresh the pathway.  

    The ambition of this new pathway is to support the rapid development of transformative medicines that can be introduced into the NHS to address unmet clinical needs for patients and healthcare professionals at the earliest opportunity, without compromising on standards of safety, quality, and effectiveness. 

    The new ILAP will bring a number of key improvements compared to the original pathway, including: 

    • Involving the NHS as a core partner, focused on operational planning and system preparedness for the introduction of innovative new medicines into the NHS for the benefit of patients. 

    • Better quality bespoke services through more selective entry and dialogue between the ILAP partner organisations and the developers. 

    • Predictable delivery timelines enabling developers to plan more effectively and engage with ILAP more productively.  

    • Early interaction with patients and the NHS to facilitate smoother routes for routine access and system-wide adoption. 

    • A single point of contact provided for each product. 

    • Future proofing to help accelerate access to transformational products by including support for drug-device combinations. 

     The ILAP partners will be taking an iterative approach, allowing the pathway to be refined, adapted and improved over time in response to an evolving life sciences landscape, and patient and stakeholder feedback.

    Entry to the ILAP is open to both commercial or non-commercial developers (UK based or global) and will open to new applications in March 2025.

    RIYADH, Saudi Arabia – The creation of a new INTERPOL Regional Bureau for North Africa and the Middle East (MENA) in the Kingdom of Saudi Arabia has taken an important step forward.

    The ‘Host Country Agreement’ was signed at a ceremony attended by Saudi Arabia’s Minister of the Interior, His Royal Highness Prince Abdulaziz Bin Saud Bin Naif bin Abdulaziz, INTERPOL President Ahmed Naser Al-Raisi and INTERPOL Secretary General Valdecy Urquiza.Aimed at strengthening INTERPOL’s engagement with the MENA region, the new Regional Bureau will serve as a hub for the Organization’s activities in supporting member countries in combating transnational crime and terrorism.

    It will also work closely with existing national and regional structures, such as the Arab Interiors Ministers’ Council, GCCPOL, and the Naif Arab University for Security Sciences to strengthen cooperation and information sharing.

    The establishment of the Regional Bureau was first proposed in 2016 at the INTERPOL Chiefs of Police Meeting for the MENA region. The plan was subsequently endorsed by INTERPOL’s General Assembly in Santiago, Chile, in 2019, with final approval for the Host Country Agreement from the Executive Committee in May 2024.

    The Agreement incorporates principles essential to ensuring the Regional Bureau’s proper functioning. The next steps in finalizing the creation and opening of the Regional Bureau will cover the financial, administrative, security and logistical aspects.

Karolinska Development AB (Nasdaq Stockholm: KDEV) today announces that its portfolio company Dilafor has successfully completed regulatory meetings with the U.S. Food and Drug Administration, FDA, and European Health Agencies, regarding the continued development of the company’s drug candidate tafoxiparin. The completed meetings mark the end of a comprehensive dialogue with regulatory authorities in the US and EU to reach an alignment between the authorities on designing pivotal clinical Phase 3 studies in Europe and the US to evaluate tafoxiparin as a new potential treatment for priming of labor.

    Dilafor has completed interactions with US and European authorities during 2023 – 2024 to achieve an alignment in the regulatory process ahead of the upcoming clinical phase 3 trials with the company’s drug candidate tafoxiparin, developed for priming of labor. Positive outcomes from scientific advice meetings with the FDA and the EMA, were followed by a Simultaneous National Scientific Advice, SNSA, including five key national EU authorities, in December 2024. The meetings resulted in an agreement on the overall study design; in particular the primary endpoint, inclusion criteria, and the performance of the study. Following this positive development, Dilafor will now finalize the detailed planning for pivotal Phase 3 studies in the US and Europe.

    “There is generally a lack of new product development in the obstetrical area, and tafoxiparin represents a new principle and mode of action compared to available therapies. The extensive interactions with regulatory bodies in the US and Europe have been extremely helpful and have led to an alignment on the design of a Phase 3 program. Along the way, the FDA has been clear that they share the view on tafoxiparin’s mode of action resulting in priming of labor,” says Lena Degling Wikingsson, CEO, Dilafor.

    Currently, more than 30 percent of term pregnant women are induced into labor. Existing interventions require fetal and maternal surveillance in hospital due to maternal and fetal high risk of complications, generating high healthcare costs. National guidance for labor induction have recently been revised to encourage delivery at 39 weeks of gestation in the US and at 40–41 weeks in Europe. The change in routines is supported by strong scientific publications and has been shown to reduce the risk of stillbirth, neonatal complications, operative deliveries leading to improved maternal and neonatal outcomes. The new guidance will lead to a further increase in the number of deliveries requiring labor induction. To reduce the constraints at the obstetrical clinics a new, safe home-based treatment option for labor priming may be a future solution.

    Tafoxiparins novel mechanism of action represents a potential breakthrough in obstetrical care by mimicking the natural priming of labor process. The drug candidate uniquely initiates both cervical ripening and myometrial remodeling over several days, initiating a spontaneous onset of labor leading to a vaginal delivery without traditional mechanical or pharmacological interventions. Tafoxiparin is the first drug developed for self-administration by the mother using a daily autoinjector at home, marking a possible improvement in quality of life for the pregnant woman and her family. Moreover, the tafoxiparin drug candidate has in Phase 2 studies demonstrated potential to reduce fetal and maternal complications and associated healthcare expenses.

    “We are seeing a clear trend towards earlier induction of labor in both Europe and the US as it has been shown to reduce infant mortality and the risk of complications during delivery radically. This is putting pressure on an already strained maternity care system with increased hospitalization. The aim of tafoxiparin is to enable treatment at home to start a natural process of labor priming resulting in spontaneous onset of labor,” says Viktor Drvota, CEO, Karolinska Development.
