    EIT’s School of Health and Sport Science is focused on accelerating health outcomes for the community, with lecturers conducting meaningful local research.

    Accelerating health outcomes in the community is a focus for EIT’s School of Health and Sport Science, with lecturers conducting meaningful local research.

    Dr Helen Ryan-Stewart, EIT’s Executive Dean, Education, Humanities and Health Science and until recently the acting Head of the School of Health and Sport Science, says like many tertiary institutions, research is important to EIT. Research helps lecturers stay up-to-date on the latest developments in their field, ensuring they provide students with the most current and relevant knowledge. It can also provide an important community link to address local challenges.

    Helen’s role as the Head of School has been taken by Dr Andrew Garrett, who comes to EIT with a research pedigree, having been Sport, Health and Exercise Science Programme Director and Graduate Research Director at the University of Hull in the United Kingdom.

    Andrew’s main area of research expertise is the markers of fatigue in temperature regulation during exercise in the time of climate change and he was an Associate Member of the Hull York Medical School (HYMS). His PhD work was funded by the Australian Military based at the University of Otago in New Zealand (Induction and decay of heat acclimation) and in collaboration with the Otago Medical School. His current research interest focuses on practical methods for the prevention of heat injury in older populations.

    Helen says that research will continue to be an important part of the School. At present the School has a combined research committee with the School of Nursing, which has resulted in health being a focus for research.

    “The research we do has a health science focus and anything that we were going to do would be aimed at accelerating health outcomes in our community.”

    A significant project which is having an impact on the Hawke’s Bay community is research that is addressing the epidemic of youth vaping among intermediate and high school students.

    The project has been led by  Associate Professor Anita Jagroop-Dearing and was funded by Health Research Foundation Hawke’s Bay and EIT. It also received a funding boost from Health Research Council (HRC) of New Zealand. The initial project was  entitled Actions to Vaporise Rangatahi Vaping in Te Matau-a-Māui. Recently the project was extended outside the region following interest from a Bay of Plenty High School.

    A project in the early stages of development, is being conducted by researcher and lecturer Dr Patrick Lander. It looks at green spaces in urban areas and how people use those for well-being and health.

    Helen says that while the School has a strategy around health research, there are also researchers who focus on sport and exercise. Working in this field is Mike Schofield, a lecturer in strength and conditioning, who is the coach of New Zealand shot-putter Maddison-Lee Wesche, who won a silver medal at the Olympic Games earlier this year.

    Mike’s area of research is biomechanics and it is about evolving a technical model from a theoretical basis. His research is aimed at allowing top-level athletes to reach their full potential.

    Another lecturer who is an active researcher is Associate Professor Carl Paton, who is involved in a number of research projects with students. These projects are focused on high performance cycling.

    Helen says it is important that academic staff are research active.

    “Degrees in institutions such as ours should be taught by staff active in relevant applied research. Sport, exercise and health is focused on application to the real world. So we have to enable our academic staff to do research that’s relevant to the field, the discipline that they’re teaching. That keeps them current, and gives students real-world examples of how they could apply their knowledge.”

  • MIL-OSI China: Chinese able to receive meteorological alerts up to 8 minutes in advance

    BEIJING, Oct. 30 — With the improvement of China’s meteorological disaster risk warning capability, meteorological alerts can be delivered to the public within three to eight minutes, covering 98.8 percent of the country’s population, China Science Daily has reported.

    Xiong Shaoyuan, deputy chief of the China Meteorological Administration (CMA), told a press conference on Tuesday that the accuracy of heavy rain warnings has reached 93 percent, and the lead time for severe convective weather warnings has increased to 43 minutes, marking a significant improvement for the country’s disaster control.

    China’s emergency response mechanism, led by meteorological disaster warnings, has been continuously strengthened. A comprehensive national survey of 10 major types of meteorological disaster risks has been completed, and 45 types of meteorological disaster risk products are now released on a daily basis, said Xiong.

    Additionally, the services for warning against risks such as flash floods, geological disasters, and forest and grassland fires have been digitized with high precision, said the official.

    Xiong further said that meteorological services have been extended to more than 70 sectors of the national economy, contributing to smooth transportation, stable energy supply, improved livelihood and the development of new quality productive forces.

    For example, the meteorological service system for agriculture covers the entire chain of grain production, and in collaboration with the Ministry of Agriculture and Rural Affairs, the CMA issued 12 types of agricultural meteorological disaster risk warnings, said Xiong.

    This year, in response to the CMA’s hot and dry wind warnings, the country’s wheat producing regions have taken various measures of disaster control, which have brought an increase in the yield of winter wheat by about 1.5 billion kilograms, he said.

  • MIL-OSI USA: Fact Sheet: Key AI Accomplishments in the Year Since the Biden-⁠ Harris Administration’s Landmark Executive  Order

    One year ago, President Biden issued a landmark Executive Order to ensure that America leads the way in seizing the promise and managing the risks of artificial intelligence (AI). The Executive Order directed sweeping actions to manage AI’s safety and security risks, protect Americans’ privacy, advance equity and civil rights, stand up for consumers and workers, promote innovation and competition, advance American leadership around the world, and more.
    Today, the Biden-Harris Administration is announcing that Federal agencies have completed on schedule each action that the Executive Order tasked for this past year—more than one hundred in all. Below are some of the Administration’s most significant accomplishments on managing AI’s risks and seizing its promise in the year since President Biden signed his Executive Order.
    Managing Risks to Safety and Security:The Executive Order directed the boldest actions ever taken to protect Americans from a broad range of AI’s safety and security risks, including risks related to dangerous biological materials, software vulnerabilities, and foreign actors’ efforts to develop AI for harmful purposes. Over the last year, to protect safety and security, agencies have:
    Used Defense Production Act authorities to require developers of the most powerful AI systems to report vital information, including results of safety and security testing, to the U.S. government. These companies have notified the Department of Commerce about the results of their red-team safety tests, their plans to train powerful models, and large computing clusters they possess capable of such training. Last month, the Department of Commerce proposed a rule to require the reporting of this information on a quarterly basis.
    Led the way on AI safety testing and evaluations to advance the science of AI safety. The U.S. AI Safety Institute (US AISI) at the Department of Commerce has begun pre-deployment testing of major new AI models through recently signed agreements with two leading AI developers. The Department of Energy (DOE) developed and expanded its AI testbeds and evaluation tools, which it has already used to test models’ risk to nuclear security.
    Developed guidance and tools for managing AI risk. The US AISI and the National Institute of Standards and Technology (NIST) at the Department of Commerce published frameworks for managing risks related to generative AI and dual-use foundation models, and earlier this month, AISI released a Request for Information on the responsible development and use of AI models for chemical and biological sciences. The Department of Defense (DoD) released its Responsible AI toolkit to align AI projects with the Department’s Ethical Principles.
    Issued a first-ever National Security Memorandum (NSM) on AI. The NSM directs concrete steps by Federal agencies to ensure the United States leads the world’s development of safe, secure, and trustworthy AI; to enable agencies to harness cutting-edge AI for national security objectives, including by protecting human rights and democratic values; and to advance international consensus and governance on AI. This essential document serves as a formal charter for the AI Safety Institute, designating it as the center of the whole-of-government approach to advanced AI model testing, and will guide rapid and responsible AI adoption by the DoD and Intelligence Community. The NSM also directs the creation of a Framework to Advance AI Governance and Risk Management in National Security, which provides agile guidance to implement the NSM in accordance with democratic values, including mechanisms for risk management, evaluations, accountability, and transparency. 
    Finalized a framework for nucleic acid synthesis screening to help prevent the misuse of AI for engineering dangerous biological materials. The framework, developed by the Office of Science and Technology Policy (OSTP), encourages nucleic acid synthesis providers to identify gene sequences that could be used to pose national security risks, and to implement customer screening to mitigate the risks of misuse. Federal agencies will require that funding recipients obtain synthetic nucleic acids from vendors that adhere to the framework, starting in 2025. The Department of Homeland Security (DHS) has developed an initial framework with principles for evaluating the effectiveness of screening mechanisms going forward.
    Launched a new Task Force on AI Datacenter Infrastructure. The Task Force provides streamlined coordination on policies to advance datacenter development operations in line with economic, national security, and environmental goals.
    Identified measures—including approaches for labeling content and improving transparency—to reduce the risks posed by AI-generated content. The Department of Commerce submitted to the White House a final report on science-backed standards and techniques for addressing these risks, while NIST has launched a challenge to develop methods for detecting AI-generated content. President Biden has emphasized that the public has a right to know when content is AI-generated, and agencies are working to use these tools to help Americans to know that communications they receive from their government are authentic.
    Combatted AI-generated image-based sexual abuse. Image-based sexual abuse—both non-consensual intimate images of adults and child sexual abuse material—is one of the fastest growing harmful uses of AI to date and disproportionately targets women, children, and LGBTQI+ people. This year, following the Vice President’s leadership in underscoring the urgent need to address deepfake image-based sexual abuse and a White House Call to Action to reduce these risks, leading AI developers and data providers made voluntary commitments to curb the creation of AI-generated image-based sexual abuse material. Additionally, the Department of Justice (DOJ) funded the first-ever helpline to provide 24/7 support and specialized services for victims of the non-consensual distribution of intimate images, including deepfakes. The Department of Education also clarified that school responsibilities under Title IX may extend to conduct that takes place online, including AI-generated abuse.
    Established the AI Safety and Security Board (AISSB) to advise the Secretary of Homeland Security on the safe and secure use of AI in critical infrastructure. The AISSB has met thrice this year to develop a set of recommendations for entities that develop, deploy, and promote accountability for AI systems that assist in delivering essential services to millions of Americans. The work of the AISSB complements DHS’s first-ever AI safety and security guidelines for critical infrastructure owners and operators, which were informed by agencies’ assessments of AI risks across all critical infrastructure sectors. To help protect critical infrastructure further, the Department of Treasury released a report on managing security risks of AI use in the financial sector, and the Department of Energy released an assessment of potential risks to the power grid, as well as ways in which AI could potentially strengthen grid resilience and our ability to respond to threats.
    Piloted AI for protecting vital government software systems. The Department of Defense and DHS conducted AI pilots to address vulnerabilities in government networks used, respectively, for national security purposes and for civilian governmental organizations.
    Standing up for Workers, Consumers, Privacy, and Civil RightsAI is changing the products and services Americans buy, affecting jobs and workplaces, and introducing or exacerbating risks to privacy, equity, and civil rights. President Biden’s Executive Order stands up for Americans in each of these domains, and over the last year, agencies have:
    Developed bedrock principles and practices, along with guidance, to help protect and empower workers as AI is built for and used in the workplace. The Department of Labor (DOL) released AI Principles and Best Practices for employers and developers to build and use AI in ways that center the wellbeing of workers and improve the quality of jobs. DOL also published two guidance documents to assist federal contractors and employers in complying with worker protection laws as they deploy AI in the workplace. In addition, the Equal Employment Opportunity Commission released resources for job seekers and workers to understand how AI use could violate employment discrimination laws.
    Protected patients’ rights and safety, while encouraging innovation, as AI is developed and deployed for healthcare. The Department of Health and Human Services (HHS) established an AI Safety Program to track harmful incidents involving AI’s use in healthcare settings and to evaluate mitigations for those harms. HHS has also developed objectives, goals, and high-level principles for the use of AI or AI-enabled tools in drug development processes and AI-enabled devices. Additionally, HHS finalized a rule that established first-of-its-kind transparency requirements for AI and other predictive algorithms that are part of certified health information technology. HHS also finalized a civil rights regulation, implementing Section 1557 of the Affordable Care Act, that requires covered health care entities to take steps to identify and mitigate discrimination when they use AI and other forms of decision support tools for care.
    Published guidance and resources for the safe, secure, and trustworthy design and use of AI in education. In July, the Department of Education released guidance calling up on educational technology developers to design AI in ways that protect rights, improve transparency, and center teaching and learning. This month, the Department of Education released a toolkit to support schools and educational leaders in responsibly adopting valuable AI use cases.
    Issued guidance on AI’s nondiscriminatory use in the housing sector, which affirms that existing prohibitions against discrimination apply to AI’s use for tenant screening and housing advertisements, while explaining how to comply with these obligations. Additionally, the Consumer Financial Protection Bureau approved a rule requiring that algorithms and AI used for home valuations are fair, nondiscriminatory, and free of conflicts of interest.
    Set guardrails on the responsible and equitable use of AI and algorithmic systems in administering public benefits programs. The Department of Agriculture’s guidance provides a framework for how State, local, Tribal, and territorial governments should manage risks for uses of AI and automated systems in critical benefits programs such as SNAP, while HHS released a plan with guidelines on similar topics for benefits programs it oversees.
    Affirmed commitments to prevent and address unlawful discrimination and other harms resulting from AI. DOJ’s Civil Rights Division convenes federal agency civil rights offices and senior government officials to foster AI and civil rights coordination. Five new agencies also joined a 2023 pledge to uphold America’s commitment to fairness, equality, and justice as new technologies like AI become more common in daily life.
    Advanced privacy protections to safeguard Americans from privacy risks that AI creates or exacerbates. In particular, the National Science Foundation (NSF) and DOE established a research network dedicated to advancing the development, deployment, and scaling of privacy-enhancing technologies (PETs), while NSF launched the $23 million initiative Privacy-preserving Data Sharing in Practice program to apply, mature, and scale PETs for specific use cases and establish testbeds to accelerate their adoption. Simultaneously, DOE launched a $68 million effort on AI for Science research, which includes efforts at multiple DOE National Laboratories and other institutions to advance PETs for scientific AI. The Department of Commerce also developed guidelines on evaluating differential privacy guarantees. The Office of Management and Budget (OMB) released a Request for Information (RFI) on issues related to federal agency collection, processing, maintenance, use, sharing, dissemination, and disposition of commercially available information containing personally identifiable information. OMB also released an RFI on how federal agencies’ privacy impact assessments may be more effective at mitigating privacy risks, including those that are further exacerbated by AI and other advances in technology and data capabilities.
    Harnessing AI for GoodOver the last year, agencies have worked to seize AI’s enormous promise, including by collaborating with the private sector, promoting development and use of valuable AI use cases, and deepening the U.S. lead in AI innovation. To harness AI for good, agencies have:
    Launched the National AI Research Resource (NAIRR) pilot and awarded over 150 research teams access to computational and other AI resources. The NAIRR pilot—a national infrastructure led by the National Science Foundation (NSF) in partnership with DOE and other governmental and nongovernmental partners—makes available resources to support the nation’s AI research and education community. Supported research teams span 34 states and tackle projects covering deepfake detection, AI safety, next-generation medical diagnoses, environmental protection, and materials engineering.
    Promoted AI education and training across the United States. DOE is leveraging its network of national laboratories to train 500 new researchers by 2025 to meet demand for AI talent, while NSF has invested millions of dollars in programs to train future AI leaders and innovators. These programs include the EducateAI initiative, which helps fund educators creating high-quality, inclusive AI educational opportunities at the K-12 through undergraduate levels that support experiential learning in fields such as AI and build capacity in AI research at minority-serving institutions.
    Expanded the ability of top AI scientists, engineers, and entrepreneurs to come to the United States, including by clarifying O-1 and H-1B visa rules and working to streamline visa processing.
    Released a report on the potential benefits, risks, and implications of dual-use foundation models for which the model weights are widely available, including related policy recommendations. The Department of Commerce’s report draws on extensive outreach to experts and stakeholders, including hundreds of public comments submitted on this topic.
    Announced a competition for up to $100 million to support the application of AI-enabled autonomous experimentation to accelerate research into—and delivery of—targeted, industry-relevant, sustainable semiconductor materials and processes.
    Established two new National AI Research Institutes for building AI tools to advance progress across economic sectors, science, and engineering. The NSF-led AI Research Institutes launched in September will develop AI tools for astronomical sciences, with broader applications across scientific disciplines. Earlier this year, NSF also funded 10 inaugural Regional Innovation Engines (NSF Engines), seven of which include a focus on advancing AI.
    Announced millions of dollars in further investments to advance responsible AI development and use throughout our society. These include $13 million invested by DOE in the VoltAIc initiative for using AI to streamline permitting and accelerate clean energy deployment, as well as $68M from DOE to fund AI for scientific research to accelerate scientific programming and develop energy efficient AI models and hardware. DOE has also launched the Frontiers in AI for Science, Security, and Technology (FASST) initiative roadmap and request for information to harness AI for scientific discovery, national security, energy and electric grid resilience, and other national challenges, building on AI tools, models, and partnerships. NSF, in partnership with philanthropy, announced an inaugural investment of more than $18 million to 44 multidisciplinary, multi-sector teams across the U.S. to advance the responsible design, development, and deployment of technologies including AI, ensuring ethical, legal, community, and societal considerations are embedded in the lifecycle of technology’s creation.
    Issued a first-ever report analyzing AI’s near-term potential to support the growth of America’s clean energy economy. DOE’s National Laboratories also issued a long-term grand challenges report identifying opportunities in AI for energy over the next decade. 
    Released a vision for how AI can help us achieve our nation’s greatest aspirations. AI Aspirations sets forth goals to create a future of better health and opportunity for all, mitigate climate change and boost resilience, build robust infrastructure and manufacturing, ensure the government works for every American, and more. In furtherance of these goals, HHS launched CATALYST, a research and development program focused on the potential use of AI to better predict drug safety and efficacy before clinical trials start. In complement, the President’s Council of Advisors on Science and Technology also authored a report outlining AI’s potential to revolutionize and accelerate scientific discovery.
    Published guidance addressing vital questions at the intersection of AI and intellectual property. To advance innovation the U.S. Patent and Trademark Office (USPTO) has released guidance documents addressing the patentability of AI-assisted inventions, on the subject matter eligibility of patent claims involving inventions related to AI technology, and on the use of AI tools in proceedings before USPTO.
    Bringing AI and AI Talent into GovernmentAI can help government deliver better results for the American people, though its use by Federal agencies can also pose risks, such as discrimination and unsafe decisions. Bringing AI and AI-enabling professionals into government, moreover, is vital for managing these risks and opportunities and advancing other critical AI missions. Over the last year, agencies have:
    Issued the first-ever government-wide policy to strengthen governance, mitigate risks, and advance innovation in federal use of AI. OMB’s historic policy, M-24-10, requires agencies to implement concrete safeguards when using AI in a way that could impact Americans’ rights or safety. These safeguards include a series of mandatory risk management practices to reliably assess, test, and monitor AI’s impacts on the public and provide greater transparency into how the government uses AI. OMB’s policy also directs agencies to designate Chief AI Officers to coordinate the use of AI across their agency, while expanding and upskilling their AI workforce and removing barriers to adopting AI for all manner of purposes—from addressing climate change to advancing public health and safety.
    Released a government-wide policy to advance responsible acquisition of AI by Federal agencies. M-24-18, published this month by OMB, helps ensure that when Federal agencies acquire AI, they have the information and tools necessary to manage risks, promote a competitive marketplace, and collaborate on strategic planning. This work directs the Federal government—the largest buyer in the U.S. economy—to advance AI innovation and risk management through responsibly exercising its purchasing power.
    Hired over 250 AI practitioners into the Federal government through the AI Talent Surge. Tech talent programs ramped up hiring for AI talent, with the Presidential Innovation Fellows bringing on their first-ever AI cohort, DHS establishing their AI Corps with over 30 members onboarded to date, and the U.S. Digital Corps providing pathways for early-career technologists to join Federal service. AI talent has been instrumental in delivering on critical AI priorities, from using AI to deliver top-tier government services, to protecting the public’s rights and safety in the use of AI.
    Established the Chief AI Officers Council to harmonize best practices and sharing of resources across the interagency to implement OMB’s guidance and coordinate the development and use of AI in agencies’ programs and operations.
    Introduced expanded reporting instructions for the federal AI use case inventory to include identifying use cases that impact rights or safety and how the agency is addressing the relevant risks in line with OMB’s policies. 
    Bolstered the public interest technology ecosystem. Building on the AI Talent Surge, the White House announced funding across government, academia, and civil society to support education and career pathways that will help ensure government has access to diverse, mission-oriented technology talent.
    Activated new hiring authorities to bring AI and AI-enabling talent into agencies. As part of the AI Talent Surge, the Office of Personnel Management (OPM) granted new hiring authorities, including direct hire authorities and excepted service authorities, for agencies to rapidly bring on top-tier AI and AI-enabling talent, and released guidance on skills-based hiring and pay and leave flexibilities to best position agencies to hire and retain AI and AI-enabling talent. Additionally, OPM collaborated with partners to run three National Tech to Gov career fairs to connect the public with AI and tech jobs in government, surfacing roles from over 64 Federal, state, and local government employers to over 3,000 job seekers.
    Advancing U.S. Leadership AbroadPresident Biden’s Executive Order directed work to lead global efforts to capture AI’s promise, mitigate AI’s risks, and ensure AI’s responsible governance. To advance these goals, the Administration has:
    Sponsored and passed a landmark United Nations General Assembly resolution. The unanimously adopted resolution, with more than 100 co-sponsors (including the People’s Republic of China), lays out a common vision for countries around the world to promote the safe and secure use of AI to address global challenges.
    Engaged foreign leaders on strengthening international rules and norms for AI, including at the 2023 UK AI Safety Summit and the AI Seoul Summit in May 2024, where Vice President Harris represented the United States. In the United Kingdom, Vice President Harris unveiled a series of U.S. initiatives to advance the safe and responsible use of AI, including the establishment of AISI at the Department of Commerce.
    Announced a global network of AI Safety Institutes and other government-backed scientific offices to advance AI safety at a technical level. This network, which will formally launch in November at the inaugural network convening in San Francisco, will accelerate critical information exchange and drive toward common or compatible safety evaluations and policies.
    Expanded global support for the U.S.-led Political Declaration on the Responsible Military Use of Artificial Intelligence and Autonomy. Fifty-six nations now endorse the political declaration, which outlines a set of norms for the responsible development, deployment, and use of military AI capabilities. DoD has expanded the scope of its international AI Partnership for Defense to align global Responsible AI practices with the Political Declaration’s norms.
    Developed comprehensive plans for U.S. engagement on global AI standards and AI-related critical infrastructure topics. NIST and DHS, respectively, will report on priority actions taken per these plans in 90 days.
    Signed the Council of Europe’s Framework Convention on AI and Human Rights, Democracy, and the Rule of Law. This first multilateral treaty on AI represents a powerful affirmation of the relevance of existing human rights obligations to AI activities and establishes a strong baseline in international law for responsible government use of AI. The United States’ signature reflects its commitment to ensuring that AI technologies are designed, developed, used, and governed in ways that promote respect for human rights and democratic values. 
    Led the development of a Joint Statement on Responsible Government Practices for AI Technologies. The Joint Statement, to which the 41 countries of the Freedom Online Coalition committed, calls on governments to develop, use, and procure AI responsibly, including by respecting international obligations and commitments, assessing impacts of AI systems, conducting ongoing monitoring, ensuring adequate human training and assessment, communicating and responding to the public, and providing effective access to remedy. 
    Launched the Global Partnership for Action on Gender-Based Online Harassment and Abuse.  The 15-country Global Partnership has advanced international policies to address online safety, and spurred new programs to prevent and respond to technology-facilitated gender-based violence, including through AI.
    The Department of State and the U.S. Agency for International Development published resources to advance global AI research and use of AI for economic development. The AI in Global Development Playbook incorporates principles and practices from NIST’s AI Risk Management Framework to guide AI’s responsible development and deployment across international contexts, while the Global AI Research Agenda outlines priorities for advancing AI’s safe, responsible, and sustainable global development and adoption.

    Today, President Biden will ceremonially sign Executive Order (EO) 14124, establishing the White House Initiative on Advancing Educational Equity, Excellence, and Economic Opportunity Through Hispanic-Serving Institutions (HSIs), alongside nearly two dozen champions for these institutions and Latino communities. President Biden and Vice President Harris will also announce nearly $19 million in transformational investments for five HSIs in Florida, Illinois, Texas, and Puerto Rico to build research infrastructure. These efforts build on the Administration’s historic investment of over $16 billion in more than 500 HSIs across 30 states, the District of Columbia, and Puerto Rico that educate more than 4.7 million students annually.
    Over the past three years, President Biden and Vice President Harris have taken historic actions to expand opportunity for Latino families and communities, including: creating more than 15 million jobs – with 5 million created for Latinos, helping Latino entrepreneurs start new businesses at the fastest rate in over 10 years, addressing our broken immigration system, and working to ensure equitable educational opportunity for students.
    Today, the Biden-Harris Administration is announcing new actions to advance educational opportunities for students at HSIs and giving them a fair shot at achieving the American dream. 
    Advancing Educational Equity, Excellence, and Economic Opportunity through HSIs
    With student enrollment that is at least one-quarter Latino, HSIs are engines of economic mobility, propelling high numbers of students from low-income backgrounds and first-generation college students into good jobs and brighter futures. Today, President Biden will ceremonially sign EO 14124 to strengthen the Federal Government’s commitment to advancing opportunity for HSIs and the students they serve.
    The EO creates a new Initiative and first-ever President’s Board of Advisors on HSIs to:
    Increase awareness of opportunities for HSIs to equally participate in Federal programs and enhance the capacity of HSIs to meet the educational needs of their students.
    Identify best practices for HSIs to scale effective strategies, programs, and initiatives to support the educational success and economic mobility of their students.
    Improve the ability of HSIs to align program offerings with the economic needs of the Nation and their local economies, especially in Science, Technology, Engineering, Math, and teaching.
    Coordinate efforts to help HSIs become or remain fiscally secure institutions.
    Foster cross-sector collaboration among HSIs and philanthropic, public, and private sector organizations.
    Strengthen Federal recruitment activities at HSIs to build accessible and equal pathways into Federal career opportunities for HSI students, faculty, staff, and alumni.
    Provide tools, data, and analytics to support HSIs in improving educational equity, excellence, and economic opportunity for students.
    Investing Additional $19 Million in Research Infrastructure at HSIs
    To remain the most competitive economy in the world, the Nation’s most inclusive institutions of higher education must continue to lead in research and development. Yet too many HSIs report having unmet infrastructure needs that hold back their ability to engage in research that will propel forward these institutions, their students, and the nation as a whole.
    To help address these needs, the Biden-Harris Administration established the Department of Education’s Research and Development Infrastructure Program (RDI) for the colleges and universities that play a central role in educating students from diverse backgrounds. The program provides funds to Historically Black Colleges and Universities (HBCUs), Tribally Controlled Colleges and Universities (TCCUs), and Minority Serving Institutions (MSIs)—including HSIs— to implement transformational investments in research infrastructure, including research productivity, faculty expertise, graduate programs, physical infrastructure, human capital development, and partnerships leading to increases in external funding.
    Today, the Biden-Harris Administration announced nearly $19 million in new grants to five HSIs to build their research and physical infrastructure including—
    Florida Atlantic University in Boca Raton, Florida received $1.1 million.
    National Louis University in Chicago, Illinois received $3 million.
    Sam Houston State University in Houston, Texas received $5 million.
    Texas A&M University Corpus Christi in Corpus Christi, Texas received $4.7 million.
    University of Puerto Rico on the Rio Piedras Campus received $5 million.
    The $19 million in grants to HSIs was a part of $49 million in RDI grants to 13 HBCUs, TCCUs, and MSIs.

    Today’s announcements build on President Biden and Vice President Harris’ historic investments of over $16 billion in direct funding to HSIs, including through COVID relief funds and the Department of Education’s federal grant program funds.

  • MIL-OSI Australia: Wildlife triumph – orphaned cassowary chick returned to wild

    In a heartwarming tale of survival and conservation, an orphaned cassowary chick that was raised in captivity for almost a year has been returned to the wild.

    The juvenile cassowary was found near its father who was killed by a car near Bramston Beach in November 2023.

    When the chick was rescued and taken to the Department of Environment, Science and Innovation’s Garners Beach Cassowary Rehabilitation Facility, it only weighed one kilogram.

    The bird required diligent care, including handfeeding before being moved into a vegetated enclosure that ensured minimal human contact.

    Over 11 months of nurturing, members of the conservation group  C4 (the Community for Coastal and Cassowary Conservation) and departmental wildlife officers continuously monitored the bird’s growth and development.

    In the enclosure, strategic food placement in different locations meant the chick learned to forage for food, developed its wild instincts and grew into a healthy, juvenile bird.

    A recent veterinary assessment by Tropical Vets showed the juvenile cassowary weighed a robust 28 kilograms and was ready to be released back into the rainforest.

    Wildlife officers chose a release site near Bramston Beach well away from potential dangers posed by roads or human activity.

    Senior Wildlife Officer Alex Diczbalis said the release was a significant success in the ongoing efforts to conserve Queensland’s endangered populations of southern cassowaries.

    “This cassowary’s journey from rescue to release embodies the dedication of everyone who was involved in raising it from a stripey to a juvenile,” Mr Diczbalis said.

    “It showcases the vital importance of collaboration between the department, community groups and local vets.

    “The release of this bird coincided with the age at which a young cassowary would typically leave its father’s side and begin to live independently.

    “It was a wonderful moment, and those involved expressed their immense pride and joy over the successful transition of this iconic bird from care to the wild.

    “The Queensland Parks and Wildlife Service would like to thank the team at C4 and Tropical Vets for their assistance.

    “Every cassowary is precious and that’s why we ask people in cassowary country to slow down, restrain their dogs and never feed them.”

    The southern cassowary is considered endangered, and its population is limited to rainforest areas of the Wet Tropics and on Cape York Peninsula. Cassowary sightings can be reported to DESI by calling 1300 130 372.

    Cassowaries can inflict serious injuries to people and pets by kicking out with their large, clawed feet. People are asked to Be Cass-o-wary at all times in the Wet Tropics.

    • Never approach cassowaries.
    • Never approach chicks – male cassowaries will defend them.
    • Never feed cassowaries – it is illegal, dangerous and has caused cassowary deaths.
    • Always discard food scraps in closed bins and ensure compost bins have secure lids.
    • Slow down when driving in cassowary habitat.
    • Never stop your vehicle to look at cassowaries on the road.
    • Keep dogs behind fences or on a leash.

  • MIL-OSI Security: The Director General of NATO IMS visits Pakistan for Staff-To-Staff Talks

    From 27 to 29 October 2024, the delegation of the NATO International Military Staff (IMS) visited Pakistan for the 11th iteration of NATO-Pakistan Military Staff Talks. During the visit Director General of IMS (DGIMS), Lieutenant General Janusz Adamczak also met with the senior military leaders of this NATO partner country.

    The NATO delegation was hosted by the Director General of the Joint Staff Lieutenant General Ahsan Gulrez. “NATO values its relationship with Pakistan and sees potential for further and deeper engagement. We have established solid military-to-military dialogue and laid foundations for practical cooperation” – underscored LTG Adamczak in his opening remarks. Both directors stressed the need for deeper discussion on capacity building and interoperability.

    Military staff talks focused on areas of shared interest, including individual and collective training opportunities, participation in exercises and courses as well as exchange of knowledge in countering terrorism. Both sides agreed on the necessity of the continuous dialogue and increased cooperative security measures. At the conclusion of the staff talks LTG Adamczak and LTG Gulrez agreed on a military-to-military cooperation workplan for the coming year.

    In the lead up to the staff talks DGIMS also met with Lieutenant General Avais Dastgir, Chief of the General Staff of the Army, Vice Admiral Ovais Ahmed Bilgrami the Vice Chief of Naval Staff and Air Vice Marshal Ahmed Aurangzeb the Director General of Warfare and Strategy of Air Staff. They discussed possible avenues for further military cooperation in the land, maritime and air domain.

    While in Islamabad NATO delegation also visited the National Aerospace Science & Technology Park (NASTP), a centre for research, development and innovation in the aviation, space, IT, and cyber domains.

         The Secretary for Health, Professor Lo Chung-mau, led a delegation to attend the 2024 Guangdong-Hong Kong-Macao Greater Bay Area (GBA) Medical Products Administration Conference in Zhuhai today (October 30), and introduced the latest initiatives of developing Hong Kong into an international health and medical innovation hub as put forth in “The Chief Executive’s 2024 Policy Address”.
     
         Co-organised by the Guangdong Provincial Medical Products Administration, the Department of Health of the Hong Kong Special Administrative Region (HKSAR) Government and the Pharmaceutical Administration Bureau of the Macao SAR Government, the Conference serves as a platform for Guangdong, Hong Kong and Macao to share their work experience in drug regulation, enhance the work mechanism for collaboration on drug and medical device regulation in the GBA, and foster the innovation development of drug and medical device regulation in the region. Deputy Commissioner of the National Medical Products Administration Mr Zhao Junning also attended the Conference.

         During the Conference, representatives from Guangdong, Hong Kong and Macao exchanged views on the current situation of regulation over drugs and medical devices in the three places, the mechanism for regulatory collaborations on drugs and medical devices in the GBA, the GBA standards for Chinese medicines (CM), as well as the feasibility of streamlining the registration and approval procedures for Hong Kong- and Macao-registered traditional proprietary CM for oral use for sale in the Mainland, and had an in-depth discussion on the way forward.
     
         Professor Lo updated the attendees with the latest developments of Hong Kong’s healthcare policies put forward in “The Chief Executive’s 2024 Policy Address”, including complementing technological innovation with institutional innovation through expediting the reform of the approval mechanism for drugs and medical devices, strengthening biomedical technology research and development (R&D) and translation, and promoting the internationalisation of CM. 

         Professor Lo said, “The HKSAR Government is determined to develop Hong Kong into an international health and medical innovation hub and expedite the provision of advanced diagnostic and treatment services to patients by leveraging the advantages of ‘one country, two systems’ and Hong Kong’s healthcare professional system, while actively integrating into the national development by dovetailing with the national initiative of fostering new quality productive forces in biomedical technology as set out in the Resolution of the Communist Party of China (CPC) Central Committee on Further Deepening Reform Comprehensively to Advance Chinese Modernization and the Development Plan for Shenzhen Park of Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone. The HKSAR Government will enhance Hong Kong’s clinical trial capability and facilitate the translation of innovative biomedical research results into clinical applications by rendering firm support to innovation and application of advanced biomedical technology, with a view to attracting the world’s top-notch biomedical enterprises and R&D institutions to set up operations in Hong Kong.”

  • MIL-OSI Asia-Pac: Model developed to understand equatorial ionospheric processes important for GNSS-based navigation

    Scientists tracking a very narrow band of intense electric current in the earth’s ionosphere called Equatorial ElectroJet through ground-based magnetometers in India’s southern tip have developed an empirical model to understand the equatorial electrodynamical processes that can impact satellite orbital dynamics, Global Positioning Systems and other satellite communication links as well as electrical power grids.

    Earth’s geomagnetic equator passes very close to the southern tip of India, where a unique and very strong current of the order of 100 kA known as Equatorial ElectroJet (EEJ), flows at around 105-110 km height in the upper atmosphere. Due to this intense current jet, the geomagnetic field near the equator is uniquely enhanced by a few tens to a few hundreds of nano tesla (nT). 

    Measuring this current intensity through the geomagnetic field enhancement provides an important understanding of the variation of ionospheric electric field.  Therefore, understanding and modelling of EEJ variations would have important applications in assessing the satellite orbital dynamics, Global Positioning Systems and other satellite communication links, electrical power grids, etc.

    IIG regularly measures this EEJ current using ground-based magnetometers located at an equatorial station Tirunelveli, very close to the southern tip of India. 

    Understanding the EEJ variations from long-term observations for more than two decades, scientists from Indian Institute of Geomagnetism (IIG) Navi Mumbai, an autonomous institute of Department of Science and Technology, have developed an empirical model that can predict the EEJ current very accurately. The research has been published in the journal Space Weather.

    This model, named “Indian Equatorial Electrojet (IEEJ) Model” is the first empirical model that can accurately predict the Equatorial Electrojet over the Indian sector and has been made publicly available.  The model’s web interface facilitates the user to simulate the EEJ for any given date and solar activity conditions; and enables to obtain output in ASCII and/or PNG graphical formats. 

    The model can be used to understand the unique equatorial ionospheric processes and can have applications in GNSS-based navigation/positioning, transmission lines, and the oil/gas industry that uses long-distance pipelines.

  • MIL-OSI Asia-Pac: Anti-counterfeiting ink developed using luminescent nanomaterials can curb document duplication

    A novel ink with enhanced security features developed with luminescent nanomaterials can help stop counterfeiting in currency, certificates, branded goods and medicines.

    Counterfeiting is a growing problem worldwide and researchers are trying to find unique ways to prevent it. Luminescent properties of rare earth ions and the characteristic emissions of bismuth have long been known.

    Scientists at the Institute of Nano Science and Technology (INST), an autonomous institute of Department of Science and Technology, have used this property of rare earth materials, to synthesis a first of its kind security ink based on luminescent nanomaterials with rare earth doping, enabling excitation dependent luminescence (Under both UV and NIR light it gives Visible emission).

    The ink can overcome the limitations of current covert tags, which are security features usually visible only under UV light and can be easily duplicated.

    The new ink offers enhanced security features through its ability to display different colours under various light wavelengths. Specifically, the ink appears vibrant blue under 365 nm light, pink under 395 nm light, and orange-red under 980 nm near-infrared (NIR) light and remains effective under a range of light, temperature, and humidity conditions.

    The luminescent nanomaterial was synthesised using a simple co-precipitation method at 120°C. After synthesis, the nanomaterials were dispersed into commercially available PVC ink using sonication (process of dispersing nanoparticles into solvent by applying sound energy).

    This mixture was then used to create patterns and letters through a screen-printing technique. These printed patterns, when exposed to different wavelengths of light, clearly showed the desired colour changes, proving the effectiveness of the ink.

    By combining rare earth ions with well-known luminescent properties and bismuth with characteristic emissions the team was able to enhance the encryption and decryption capabilities of the ink, improving its security potential.

    The luminescent ink made from these nanomaterials has significant potential to combat counterfeiting. It can be applied to fake-proof various items, including currency, certificates, medicines, and branded products. This allows both consumers and manufacturers to easily verify the authenticity of their items, providing a simple yet powerful tool to detect counterfeits.

  • MIL-OSI Africa: South Africa’s fight against extreme poverty needs a new strategy – model shows how social grants could work

    South Africa has been struggling for decades to reduce poverty, inequality and unemployment and raise the rate of economic growth.

    Economic growth has been slow since a recession in 2008. The annual growth rate averaged 1.1% between 2009 and 2021, slowing to 0.6% in 2023.

    Unemployment remains stubbornly above 30%. It was 32.9% in the first quarter of 2024.

    The country’s Gini coefficient, a measure of how income is distributed across the population, is estimated to be 0.63, one of the worst in the world. Poverty levels remain high too. A large number of people live in extreme poverty. According to Statistics South Africa, an estimated 40.0% of the population (or 25 million people) have a monthly consumption expenditure of below R9,096 (which is used as the lower-bound poverty line). And 55.5% of the population falls within the upper-bound poverty line, with monthly consumption expenditure of below R13,656.

    This is despite government’s extensive spending on social assistance and other support mechanisms. In the 2023/24 fiscal year, there were 18.8 million social grant beneficiaries (about 35% of the population) with an annual cost to the fiscus of R217.1 billion (US$12.2 billion). This is expected to increase to R259.3 billion (US$14.6 billion) in 2026/27.

    Social support also includes spending on health, education, social protection, community development and employment programmes which protect the most vulnerable groups. In addition, the government has extended the Social Relief of Distress Grant which was introduced during the COVID pandemic.

    Based on my research as an economist for the last 20 years, I believe the government won’t make much progress in reducing unemployment, inequality and poverty unless it adopts a different strategy – one that targets extreme poverty reduction explicitly.

    In a recent paper, colleagues and I identify key conditions for reducing extreme poverty through social transfers. We designed an economic simulation model to track the effect of increasing social grants to very poor South Africans to move them out of extreme poverty. This would be done by transferring an average of R4,020 (US$225) to every extremely poor South African. Based on our assumptions, about 25 million individuals would be eligible for this social transfer.

    Moving about 25 million South Africans out of extreme poverty would cost on average US$6.5 billion per year. We argue that this cost is worth carrying. Our model also showed that, under certain conditions, poverty-alleviation social transfers can be good for the broader economy.

    Additional benefits

    We know that social grants are important instruments to fight poverty and inequality in South Africa. They can produce sizeable multiplier effects in the economy.

    But we wanted to know more about how society benefits when a large share of the public budget is transferred to poor households.

    What makes the model we built to explore this different is that we simulated the economic implications of a hypothetical South Africa with lower poverty and inequality outcomes. More precisely, we set the poverty headcount rate at the lower-bound poverty line at 5.0% under both unconstrained and constrained scenarios. This is the conventionally accepted definition of extreme poverty eradication.

    The tool combined a macroeconomic model to project the economic impacts and a micro-simulation model to work out the poverty and inequality effects.

    We tested a combination of policy options, including social grants, and their multiplier effects and funding implications. We considered two financing scenarios: one that involved a budget deficit and one which was budget-neutral.

    Under a budget-neutral scenario, funding for interventions would be taken from budgets allocated for other purposes and put towards poverty alleviation instead.

    Key findings

    The model showed that the South African economy, measured by the level of gross domestic product (GDP), would grow faster (by 0.5 percentage points) when the transfer was designed to support poor people’s progressive engagement in economic participation rather than simply providing them with a basic cash grant. This can be done, for instance, by expanding and upgrading the current social assistance schemes such as the public work programmes. These have been shown to have positive outcomes for economic participation.

    When people who receive income transfers are able to work, they contribute to a higher supply of goods and services as well as to higher demand.

    The inflationary effects, in particular food price increases, are limited under this scenario.

    South Africa has been struggling for decades to reduce poverty, inequality and unemployment and raise the rate of economic growth.

    Economic growth has been slow since a recession in 2008. The annual growth rate averaged 1.1% between 2009 and 2021, slowing to 0.6% in 2023.

    Unemployment remains stubbornly above 30%. It was 32.9% in the first quarter of 2024.

    The country’s Gini coefficient, a measure of how income is distributed across the population, is estimated to be 0.63, one of the worst in the world. Poverty levels remain high too. A large number of people live in extreme poverty. According to Statistics South Africa, an estimated 40.0% of the population (or 25 million people) have a monthly consumption expenditure of below R9,096 (which is used as the lower-bound poverty line). And 55.5% of the population falls within the upper-bound poverty line, with monthly consumption expenditure of below R13,656.

    This is despite government’s extensive spending on social assistance and other support mechanisms. In the 2023/24 fiscal year, there were 18.8 million social grant beneficiaries (about 35% of the population) with an annual cost to the fiscus of R217.1 billion (US$12.2 billion). This is expected to increase to R259.3 billion (US$14.6 billion) in 2026/27.

    Social support also includes spending on health, education, social protection, community development and employment programmes which protect the most vulnerable groups. In addition, the government has extended the Social Relief of Distress Grant which was introduced during the COVID pandemic.

    Based on my research as an economist for the last 20 years, I believe the government won’t make much progress in reducing unemployment, inequality and poverty unless it adopts a different strategy – one that targets extreme poverty reduction explicitly.

    In a recent paper, colleagues and I identify key conditions for reducing extreme poverty through social transfers. We designed an economic simulation model to track the effect of increasing social grants to very poor South Africans to move them out of extreme poverty. This would be done by transferring an average of R4,020 (US$225) to every extremely poor South African. Based on our assumptions, about 25 million individuals would be eligible for this social transfer.

    Moving about 25 million South Africans out of extreme poverty would cost on average US$6.5 billion per year. We argue that this cost is worth carrying. Our model also showed that, under certain conditions, poverty-alleviation social transfers can be good for the broader economy.

    Additional benefits

    We know that social grants are important instruments to fight poverty and inequality in South Africa. They can produce sizeable multiplier effects in the economy.

    But we wanted to know more about how society benefits when a large share of the public budget is transferred to poor households.

    What makes the model we built to explore this different is that we simulated the economic implications of a hypothetical South Africa with lower poverty and inequality outcomes. More precisely, we set the poverty headcount rate at the lower-bound poverty line at 5.0% under both unconstrained and constrained scenarios. This is the conventionally accepted definition of extreme poverty eradication.

    The tool combined a macroeconomic model to project the economic impacts and a micro-simulation model to work out the poverty and inequality effects.

    We tested a combination of policy options, including social grants, and their multiplier effects and funding implications. We considered two financing scenarios: one that involved a budget deficit and one which was budget-neutral.

    Under a budget-neutral scenario, funding for interventions would be taken from budgets allocated for other purposes and put towards poverty alleviation instead.

    Key findings

    The model showed that the South African economy, measured by the level of gross domestic product (GDP), would grow faster (by 0.5 percentage points) when the transfer was designed to support poor people’s progressive engagement in economic participation rather than simply providing them with a basic cash grant. This can be done, for instance, by expanding and upgrading the current social assistance schemes such as the public work programmes. These have been shown to have positive outcomes for economic participation.

    When people who receive income transfers are able to work, they contribute to a higher supply of goods and services as well as to higher demand.

    The inflationary effects, in particular food price increases, are limited under this scenario.

  • MIL-OSI Submissions: Universities – New genetic web tool to help restore climate-resilient marine ecosystems – Flinders

    Australians love their coastal and marine environments but much of the world’s ecosystems are in various stages of decline and in urgent need of restoration.
    In the face of increased human pressures and climate change, a team of Australian scientists led by Dr Georgina Wood at Flinders University have launched a new online tool to assist marine managers and restoration experts to bolster the resilience of marine habitat-forming species.     The ‘Reef Adapt’ initiative, developed by experts from the NSW Department of Primary Industries and Regional Development (NSW DPIRD), Flinders University and The University of Western Australia (UWA), aims to expand the tools available to promote diverse, adaptable and resilient ecosystems.
    Described in a new article in Communications Biology, Reef Adapt harnesses genetic data from diverse marine species – including key reef-building corals and habitat-forming kelps, but with scope to expand to other taxa – to map out areas likely to harbour populations adapted to current and future environmental conditions.
    The innovative web platform is designed for the rapid inclusion of genetic, biophysical and environmental data into planning of marine restoration and assisted conservation initiatives.
    The tool provides users with maps that identify areas with populations suited to their specific restoration sites under current and future climate scenarios. The platform will initially house data for 27 species collected from 420 sample locations across the globe. Users will also be able to upload their own data to the site, further supporting the conservation of other species and areas.
    While guidelines for terrestrial ecosystem restoration seed-sourcing exists, for example, the US National Seed Strategy and Australia’s Florabank, Reef Adapt is one of the first tool of its kind for marine environments.
    The project follows similar projects on land, such as Australia’s NSW Restore and Renew program, to remove barriers of access to genetic data and improve restoration and assisted gene flow.
    Dr Georgina Wood, an Australian Research Council Early Career Industry  Fellow with Flinders University and Adjunct Research Fellow at UWA, says global efforts to restore ecosystems are intensifying, including the Convention on Biological Diversity’s recent adoption of the Kunming-Montreal Global Biodiversity Framework which aims to put 30% of degraded ecosystems under effective restoration by 2030.
    “Alongside the increase in scale of marine restoration projects, there is a need ensure that restoration practices keep up with the latest available science, including the use of cutting-edge genomic information to make informed decisions about where to source restoration stock material,” says researcher Dr Wood.
    “Our world is changing now more rapidly than ever before. Ideally, every restoration project would incorporate climate adaptation into their design, but the data needed for this are typically difficult to access. Reef Adapt puts this information directly into the hands of both managers and practitioners,” she says.
    The easy-to-use web platform hosts vital genetic information for government, not-for-profit and community organisations – removing barriers of access to vital information that the team hopes will improve both immediate and long-term restoration outcomes.
    Dr Melinda Coleman, NSW DPIRD Senior Principal Research Scientist, says the Reef Adapt online webtool will help guide marine restoration and assisted adaptation programs now and into the future.
    “The revolutionary new Reef Adapt tool will use cutting-edge genomic data and seascape analyses to help marine managers, restoration practitioners and other stakeholders including aquaculture make informed decisions about where to source stock for restoration or aquaculture as well as help select climate proof stock that will withstand future ocean conditions,” explains says Dr Coleman.
    “We hope that this webtool will be used broadly across marine and conservation managers, community groups or anyone embarking on marine restoration as well as aquaculture proponents.”
    Dr Wood says the new Nature article and user manual give examples, with several case studies of ecologically and evolutionarily diverse taxa, including the staghorn coral (Acropora kentii), cauliflower coral (Pocillopora damicornis), golden kelp (Ecklonia radiata) and crayweed (Phyllospora comosa).
    Development of the tool required collection of almost 10,000 reference data points from published population genetic literature, as well as a suite of environmental data and oceanographic models.

    During the training, experts from the IAEA, MD Anderson, PAHO and C/Can delivered lectures on breast anatomy, breast cancer epidemiology, risk factors, pathologies, clinical guidelines and image acquisition protocols for various clinical scenarios – with interactive hands-on image acquisition simulation and biopsy practice sessions. In underlining the importance of early detection, risk management, safety and image quality, they highlighted how essential a multidisciplinary approach is in treating cancer.

    Instructors delivered common and parallel programmes tailored to the specific training needs of two diagnostic imaging professional groups – technologists (radiographers and mammographers) and physicians (namely radiologists and those who are also involved in the interpretation of breast images such as gynaecologists, oncologists and surgeons) – from Antigua and Barbuda, Bahamas, Barbados, Belize, Dominica, Grenada, Guyana, Haiti, Jamaica, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines and Trinidad and Tobago, strengthening cancer screening and diagnosis for the Caribbean region’s 3.8 million women.

    On October 28, the Career Guidance Center launched the project “Entrepreneurial Holidays at the State University of Management”.

    The opening of the event was attended by Nikolai Mikhailov, Advisor to the Rectorate of the State University of Management, Elena Likhatskikh, Director of the Center for Career Guidance, and Andrei Kolchin, Head of the Career Guidance Department.

    During the first days of the holidays from October 28 to 30, more than 200 10th grade students from Moscow schools visited the State University of Management.

    The children learned about the basics of entrepreneurship and project activities, became familiar with modern marketing tools, learned how to create a successful business and tested their strength in the game “The World of Digital Money”.

    For two years, the State University of Management has been working with partner schools that have opened entrepreneurship classes. This academic year, there are eleven such schools.

  • MIL-OSI China: China unveils new regulation for professional doctorate in engineering

    BEIJING, Oct. 30 — China has released its first set of guidelines outlining criteria and requirements for theses and practice-oriented outputs in professional doctorate applications in engineering to enhance talent cultivation, according to the Ministry of Education.

    The pilot document containing these guidelines encompasses provisions on the scope and quality of dissertations for candidates pursuing a professional engineering doctorate. It also introduces criteria and protocols for awarding the degree based on practical achievements.

    The guidelines follow the passage of a law on academic degrees by China’s national legislature this April. The law, set to take effect next year, allows graduate students to earn their degrees either through a thesis or by submitting required practice-oriented outputs.

    The new guidelines require dissertations to focus on engineering applications and applied research, highlighting the applicant’s proficiency in fundamental theory, specialized knowledge and independent professional practice.

    It is stressed that doctorate applications based on practical achievements should include tangible deliverables and a written summary report.

    China regards education, science and technology, and talent development as the fundamental and strategic foundations for modernization. The country has strived to promote the integrated reform of institutions and mechanisms related to these areas in order to boost innovation.

    According to an official with the Office of the State Council Academic Degrees Committee, the guidelines emphasize not only the ability of engineering doctoral students to independently engage in professional practice but also the importance of innovation and diversity.

    Experts believe the newly unveiled guidelines underscore the training focus and standards of professional degrees, emphasizing practice-based innovation capabilities.

    The regulation will apply to eight categories of professional degrees, including electronic information, mechanical engineering, materials and chemicals, and energy and power engineering.

    Secretary for Health Prof Lo Chung-mau led a delegation to attend the 2024 Guangdong-Hong Kong-Macao Greater Bay Area Medical Products Administration Conference in Zhuhai today.

    During the conference, he introduced the latest initiatives of developing Hong Kong into an international health and medical innovation hub as put forth in the 2024 Policy Address.

    The conference is co-organised by the Guangdong Provincial Medical Products Administration, the Department of Health of the Hong Kong Special Administrative Region Government and the Pharmaceutical Administration Bureau of the Macao SAR Government.

    It serves as a platform for Guangdong, Hong Kong and Macau to share their work experience in drug regulation, enhance the work mechanism for collaboration on drug and medical device regulation in the bay area, and foster the innovation development of drug and medical device regulation in the region.

    National Medical Products Administration Deputy Commissioner Zhao Junning also attended the conference.

    During the conference, representatives from Guangdong, Hong Kong and Macau exchanged views on the current situation of regulation over drugs and medical devices in the three places, as well as the mechanism for regulatory collaborations on drugs and medical devices in the bay area.

    They also covered bay area standards for Chinese medicines, in addition to the feasibility of streamlining the registration and approval procedures for Hong Kong and Macau-registered traditional proprietary Chinese medicines for oral use for sale on the Mainland, and had an in-depth discussion on the way forward.

    Prof Lo said the Hong Kong SAR Government is determined to develop Hong Kong into an international health and medical innovation hub, and expedite the provision of advanced diagnostic and treatment services to patients by leveraging the advantages of “one country, two systems” and Hong Kong’s healthcare professional system.

    He also noted that Hong Kong will actively integrate into the national development by dovetailing with the national initiative of fostering new quality productive forces in biomedical technology as set out in the Resolution of the Communist Party of China Central Committee on Further Deepening Reform Comprehensively to Advance Chinese Modernization and the Development Plan for Shenzhen Park of Hetao Shenzhen-Hong Kong Science & Technology Innovation Co-operation Zone.

  • MIL-OSI Global: Abortion and marijuana ballot measures may bring out Florida Democrats, but the GOP has 1M more active voters in the Sunshine State

    The number of voters registered as Democrats has tumbled in recent years in Florida, effectively removing the Sunshine State as a battleground and placing it firmly in the red column.

    At least that’s the dominant narrative found in many media outlets. And it is true that Republican Donald Trump won the state in both 2016 and 2020.

    Still, Nikki Fried, the Florida Democratic party chair, thinks Florida Democrats are making a “clear resurgence.”

    Buoyed by broad support for two statewide initiatives on the ballot – the legalization of recreational marijuana and the establishment of a constitutional right to abortion up to viability – Fried is predicting robust turnout of Democratic voters this November despite concerns hurricanes Helene and Milton may suppress turnout.

    Fried suggests that Democratic presidential nominee Vice President Kamala Harris and Democratic U.S. Senate nominee Debbie Mucarsel-Powell will benefit from the two hot issues on the ballot. A ban on most abortions after six weeks went into effect in Florida on May 1, 2024, with the state Supreme Court at the same time deciding to put the issue to voters.

    The marijuana ballot measure looks likely to pass, while support for the abortion access measure is more uncertain. But the point is that these are the types of issues that bring Democrats – and unaffiliated voters – out to the polls.

    I’ve written extensively on direct democracy and Florida politics. My research shows how ballot measures can have what I call “educative effects,” not only bolstering turnout but also priming voters to choose candidates who support the same initiatives they do.

    This goes a long way to explain Republican Gov. Ron DeSantis’ efforts to thwart both measures, going so far as to use taxpayers’ dollars to oppose the abortion amendment.

    Active voters

    But Fried and the Democrats face a major hurdle – a widening voter registration gap – as Florida Republicans are quick to point out. Over the past several years, the GOP steadily narrowed the Democratic Party’s lead in voter registrations in the Sunshine State, finally surpassing Democrats’ plurality of active registered voters in 2021.

    Fried thinks the widening gap between registered Republicans and Democrats is a mirage. She claims that the Republican advantage is an artifact of a shift in state law that more aggressively reclassifies voters as being “inactive” if they don’t vote in two general election cycles or keep their information on file with local supervisors of elections.

    There is no question that the law, which went into effect in 2022, has deflated Democratic registration numbers. Here are the stats.

    According to the Florida secretary of state’s website, updated on Oct. 7, 2024, there are more than 1 million more registered Republicans (5,455,480) than Democrats (4,400,561) in Florida, followed by no party affiliation (3,584,982) and those registered with minor parties (404,890). That is, Republicans appear to account for more than 39% of registered voters in the Sunshine State, while Democrats make up less than 32%.

    However, the numbers posted on Florida’s official website, which amount to nearly 13.7 million registered voters, are misleading: They tally only active voters in the state.

    There are more than 2.5 million inactive voters on the rolls as of Aug. 1, 2024, according to my calculation of publicly available raw voter files. This brings the total number of registered voters in Florida to more than 16 million people.

    Inactive and unaffiliated voters

    Inactive registered voters have every right to cast ballots just like active voters. The main difference between the two groups is that inactive voters didn’t vote in 2020 or 2022.

    There are hundreds of thousands more inactive Democrats and unaffiliated voters than Republicans on the rolls. This is likely the result of lackluster campaigns in the state for Democratic presidential candidate Joe Biden in 2020 and for Democratic gubernatorial candidate Charlie Crist in 2022. Uninspired Democrats and unaffiliated voters didn’t show up to the polls, particularly in 2022.

    Currently, according to the publicly available Florida voter rolls, there are over 900,000 inactive Democrats and over 921,000 inactive unaffiliated voters, compared with fewer than 643,000 inactive Republicans. So, while Republicans account for 39% of active voters, they account for only 25% of inactive voters.

    To sharpen the point: 1 in 10 Republicans are currently inactive, whereas nearly 2 in 5 of all registered Democrats and more than 1 in 5 unaffiliated voters in Florida are inactive. These inactive voters tend not to receive the same attention from parties and groups trying to mobilize registered voters to the polls.

    There’s no question that the fortunes of the Florida Democratic Party have tumbled over the past decade. Twelve years ago, just prior to the 2012 general election, Democrats accounted for 40% of all active registered voters. It’s been a sharp decline down to 32%.

    But the difference has not been made up by Republicans. From 2012 to 2024, the share of active voters registered as Republicans increased by only 3 percentage points, from 36% to 39%.

    The biggest increase in the share of active voters over the same period is with unaffiliated voters, whose share jumped 5 percentage points, from less than 21% in 2012 to 26% in 2024. These unaffiliated voters in Florida tend to be younger and Hispanic, many of whom likely have been turned off by the toxic political landscape in the state.

    But back to the November election and Fried’s prognostications.

    Will the two statewide ballot measures – Amendment 3 on recreational marijuana and Amendment 4 on reproductive rights – offset the rise in Republican voter registration in Florida? Is the sizable lead of Republican active voters a mirage, only to disappear as Election Day nears?

    It will come down to turnout and whether inactive Democratic and unaffiliated voters’ support for Amendment 3 and Amendment 4 primes them to back the Democratic ticket.

  • MIL-OSI Global: Misinformation is more than just bad facts: How and why people spread rumors is key to understanding how false information travels and takes root

    On Sept. 20, 2024, a newspaper in Montana reported an issue with ballots provided to overseas voters registered in the state: Kamala Harris was not on the ballot. Election officials were able to quickly remedy the problem but not before accusations began to spread online, primarily among Democrats, that the Republican secretary of state had purposefully left Harris off the ballot.

    This false rumor emerged from a common pattern: Some people view evidence such as good-faith errors in election administration through a mindset of elections being untrustworthy or “rigged,” leading them to misinterpret that evidence.

    As the U.S. approaches another high-stakes and contentious election, concerns about the pervasive spread of falsehoods about election integrity are again front of mind. Some election experts worry that false claims may be mobilized – as they were in 2020 – into efforts to contest the election through tactics such as lawsuits, protests, disruptions to vote-counting and pressure on election officials to not certify the election.

    Our team at the University of Washington has studied online rumors and misinformation for more than a decade. Since 2020, we have focused on rapid analysis of falsehoods about U.S. election administration, from sincere confusion about when and where to vote to intentional efforts to sow distrust in the process. Our motivations are to help quickly identify emerging rumors about election administration and analyze the dynamics of how these rumors take shape and spread online.

    Through the course of this research we have learned that despite all the discussion about misinformation being a problem of bad facts, most misleading election rumors stem not from false or manipulated evidence but from misinterpretations and mischaracterizations. In other words, the problem is not just about bad facts but also faulty frames, or the mental structures people rely on to interpret those facts.

    Misinformation may not be the best label for addressing the problem – it’s more an issue of how people make sense of the world, how that sensemaking process is shaped by social, political and informational dynamics, and how it begets rumors that can lead people to a false understanding of events.

    Rumors – not misinformation

    There is a long history of research on rumors going back to World War II and earlier. From this perspective, rumors are unverified stories, spreading through informal channels that serve informational, psychological and social purposes. We are applying this knowledge to the study of online falsehoods.

    Though many rumors are false, some turn out to be true or partially true. Even when false, rumors can contain useful indications of real confusions or fears within a community.

    Rumors can be seen as a natural byproduct of collective sensemaking – that is, efforts by groups of well-meaning people to make sense of uncertain and ambiguous information during dynamic events. But rumors can also emerge from propaganda and disinformation campaigns that lead people to misinterpret or mischaracterize their own and others’ experiences.

    Evidence, frames and (mis)interpretations

    Prior research describes collective sensemaking as a process of interactions between evidence and frames. Evidence includes the things people see, read and hear in the world. Frames are mental schema that shape how people interpret that evidence.

    The relationship between evidence and frames flows in two directions. When people encounter novel events or new evidence, they try to select the best frame from their mental filing cabinets. The selected frame then determines what evidence they focus on and what evidence they exclude in their interpretations. This evidence-frame view of collective sensemaking can help researchers understand rumors and disinformation.

    Everyone has their own ways of interpreting events based on their unique experiences. But your frames are not yours alone. Frames are shaped, sometimes intentionally, by information from media, political leaders, communities, colleagues, friends, neighbors and family. Framing – the process of using, building, reinforcing, adapting, challenging and updating frames – can be a deliberate strategy of political communication.

    Frames play a role in generating rumors, shaping how people interpret emerging events and novel evidence. False rumors occur when sensemaking goes awry, often due to people focusing on the wrong piece of evidence or applying the wrong frame. And disinformation, from this perspective, is the intentional manipulation of the sensemaking process, either by introducing false evidence or distorting the frames through which people interpret that evidence.

    In 2020, we saw these dynamics at work in a rumor about Sharpie pens in Arizona. In the lead-up to the election, President Donald Trump and his allies repeatedly alleged that the election would be rigged – setting a powerful frame for his followers. When voters noted that the Sharpie pens provided by election officials were bleeding through their ballots, many interpreted their experiences through the frame of a “rigged election” and became concerned that their ballots would not be counted.

    Some people shared those experiences online, where they were soon amplified and given meaning by others, including online influencers. Concerns and suspicions grew. Soon, members of Trump’s family were repeating false claims that the bleed-through was systematically disenfranchising Republican voters. The effect was circular and mutually reinforcing. The strategic frame inspired misinterpretations of evidence – real bleed-through falsely seen as affecting ballot counting – that were shared and amplified, strengthening the frame.

    Social media sensemaking

    Collective sensemaking is increasingly taking place online, where it is profoundly shaped by social media platforms, from features such as repost and like buttons to algorithmic recommendations to the connections between accounts.

    Not so long ago, many people hoped that the internet would democratize information flows by removing the historical gatekeepers of information and disrupting their ability to set the agenda – and the frames – of conversation. But the gatekeepers have not been erased; they have been replaced. A group of newsbrokering influencers have taken their place, in part by gaming the ways online systems manipulate attention.

    Many of these influencers work by systematically seeking out and amplifying content that aligns with prevailing political frames set by elites in politics and media. This gives creators the incentive to produce content that resonates with those frames, because that content tends to be rewarded with attention, the primary commodity of social media.

    These dynamics were at work in February 2024, when an aspiring creator produced a man-on-the-street video interviewing migrants to the U.S. that was selectively edited and captioned to falsely claim to show undocumented migrants planning to vote illegally in U.S. elections. This resonated with two prominent frames: the same rigged-election frame from 2020 and another that framed immigration as harmful to the U.S.

    The video was shared across multiple platforms and exploded in views after being amplified by a series of accounts with large followings on X, formerly Twitter. X CEO Elon Musk commented with an exclamation point on one post with the embedded video. The creator soon found himself on Fox News. He currently has hundreds of thousands of followers on TikTok and Instagram and continues to produce similar content.

    Interactions between influencers and online audiences result in content that fits strategic frames. Emerging events provide new evidence that people can twist to fit prevailing frames, both intentionally and unintentionally. Rumors are the byproducts of this process, and online attention dynamics fuel their spread.

    Collective sensemaking and election 2024

    Heading into the 2024 election, false and misleading claims about election integrity remain widespread. Our team has tracked more than 100 distinct rumors since the beginning of September. The machinery for quickly converting perceived evidence from elections into widely shared rumors and conspiracy theories is increasingly well oiled.

    One concerning development is an increase in so-called election integrity organizations that seek to recruit volunteers who share the rigged-election frame. The groups aim to provide volunteers with tools to streamline the collection and amplification of evidence to support the rigged-election frame.

    One worry is that these volunteers may misinterpret what they see and hear on Election Day, generating additional rumors and false claims about election integrity that reinforce that increasingly distorted frame. Another is that these false claims will feed lawsuits and other attempts to contest election results.

    However, we hope that by shedding light on some of these dynamics, we can help researchers, journalists, election officials and other decision-makers better diagnose and respond to rumors about election integrity in this cycle. Most importantly, we believe that this collective sensemaking lens can help us all to both empathize with well-meaning people who get caught up in sharing false rumors and see how propagandists manipulate these processes for their gain.

  • MIL-OSI Global: Simple science summaries written by AI help people understand research and trust scientists

    Artificial intelligence-generated summaries of scientific papers make complex information more understandable for the public compared with human-written summaries, according to my recent paper published in PNAS Nexus. AI-generated summaries not only improved public comprehension of science but also enhanced how people perceived scientists.

    I used a popular large language model, GPT-4 by OpenAI, to create simple summaries of scientific papers; this kind of text is often called a significance statement. The AI-generated summaries used simpler language – they were easier to read according to a readability index and used more common words, like “job” instead of “occupation” – than summaries written by the researchers who had done the work.

    In one experiment, I found that readers of the AI-generated statements had a better understanding of the science, and they provided more detailed, accurate summaries of the content than readers of the human-written statements.

    I also investigated what effects the simpler summaries might have on people’s perceptions of the scientists who performed the research. In this experiment, participants rated the scientists whose work was described in the simpler texts as more credible and trustworthy than the scientists whose work was described in the more complex texts.

    In both experiments, participants did not know who wrote each summary. The simpler texts were always AI-generated, and the complex texts were always human-generated. When I asked participants who they believed wrote each summary, they ironically thought the more complex ones were written by AI and simpler ones were written by humans.

    Why it matters

    Have you ever read about a scientific discovery and felt like it was written in a foreign language? If you’re like most Americans, new scientific information is probably hard to understand – especially if you try to tackle a science article in a research journal.

    In an era where scientific literacy is crucial for informed decision-making, the abilities to communicate and grasp complex ideas are more important than ever. Trust in science has been declining for years, and one contributing factor may be the challenge of understanding scientific jargon.

    This research points to a potential solution: using AI to simplify science communication. By making scientific content more approachable, this work demonstrates that AI-generated summaries may help to restore trust in scientists and, in turn, encourage greater public engagement with scientific issues. The question of trust is particularly important, as people often rely on science in their daily lives, from eating habits to medical choices.

    What still isn’t known

    As AI continues to evolve, its role in science communication may expand, especially if using generative AI becomes more commonplace or sanctioned by journals. Indeed, the academic publishing field is still establishing norms regarding the use of AI. By simplifying scientific writing, AI could contribute to more engagement with complex issues.

    While the benefits of AI-generated science communication are perhaps clear, ethical considerations must also be considered. There is some risk that relying on AI to simplify scientific content may remove nuance, potentially leading to misunderstandings or oversimplifications. There’s always the chance of errors, too, if no one pays close attention.

    Additionally, transparency is critical. Readers should be informed when AI is used to generate summaries to avoid potential biases.

    Simple science descriptions are preferable to and more beneficial than complex ones, and AI tools can help. But scientists could also achieve the same goals by working harder to minimize jargon and communicate clearly – no AI necessary.

    The central event of the third national congress with international participation “National Healthcare” took place in the Great Hall of the State Kremlin Palace – the plenary session “From N.A. Semashko to the Present Day”, dedicated to the 150th anniversary of the birth of the outstanding scientist and physician.

    The plenary session of the third national congress with international participation “National Healthcare” was opened by the President of the Russian Federation Vladimir Putin.

    The moderator of the plenary session was Deputy Prime Minister Tatyana Golikova. The event was attended by Minister of Health Mikhail Murashko, Minister of Science and Higher Education Valery Falkov, Head of the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing Anna Popova, Governor of the Orenburg Region Denis Pasler, and TV presenter of the Russia 24 TV channel Alexandra Suvorova.

    The plenary session included a discussion of key areas of development and achievements of the Russian healthcare system through the prism of the merits of the outstanding Soviet healthcare organizer N.A. Semashko: development of human health; accessibility of medical care regardless of place of residence; unity of prevention and treatment; public involvement in the implementation of state policy in the field of healthcare; ensuring sanitary well-being; healthcare management from a scientific point of view; provision of affordable healthy food for everyone and modern affordable medical products.

    “The peculiarity of this congress was its dedication to one of the significant organizers, the first People’s Commissar of Health Nikolai Aleksandrovich Semashko, who laid the foundations of the world’s first state health care system and formed a hierarchical state centralized model with a district principle of providing primary health care, which was subsequently implemented in many countries of the world – Great Britain, Norway, France, Sweden, Denmark, Italy and others. We carried the main principles of Semashko’s system through the years and laid them at the foundation of our Russian health care system,” emphasized Tatyana Golikova.

    The state character of the Russian healthcare system, its free nature and accessibility for citizens, has been preserved.

    “Every year, the state’s expenses on paying for medical care alone increase and by the end of 2023 amounted to 4 trillion rubles. Over the past five years, compared to 2018, expenses on paying for medical care have increased by 1.5 trillion rubles. And by the end of 2024, such expenses are preliminarily estimated at 4.5 trillion rubles,” the Deputy Prime Minister said.

    Currently, medical care is provided by 7 thousand state and municipal medical organizations, including more than 300 federal ones.

    The federal law “On the Fundamentals of Health Protection of Citizens in the Russian Federation” establishes an approach to the formation of human health from birth and throughout the entire period of his life.

    The entire population of our country is attached to medical organizations. And at least 118 million people use their capabilities annually, including almost 31 million children. Medical organizations annually perform more than 1 billion cases of medical care.

    As Tatyana Golikova noted, in order to implement the main principle of Soviet medicine – disease prevention and prophylaxis – since 2024, the volume of medical care provided in outpatient settings has been increased, and dispensary observation at the workplace has been introduced. “But so far only 36 regions of our country have taken advantage of this opportunity. I ask all regions to more actively implement this approach to dispensary observation,” the Deputy Prime Minister said. She emphasized that the principle of accessibility of medical care at the place of residence, work or study is the main one in Russian legislation.

    Accessibility of medical care and its provision itself are impossible without medical personnel. “Until 2023, we noted a decrease in the number of doctors. Therefore, a whole range of measures was implemented at the federal level, which allowed us, by the end of 2023, for the first time in the last five years, to stop this decline and increase the number of doctors by 7.5 thousand people without taking into account new regions,” Tatyana Golikova emphasized.

    Developing and continuing the foundations laid by Nikolai Aleksandrovich Semashko, the primary health care system is being actively modernized, which in 1978 was recognized by the World Health Organization as the best in the world, which was recorded in a specially adopted declaration. Therefore, the federal project for the modernization of the primary health care system is the most resource-intensive project of the new national project “Long and Active Life”.

    “Over the past three years, we have already modernized over 18,000 healthcare facilities, which affected over 24 million of our citizens. By the end of 2025, within the framework of current regional programs, we will modernize almost 2,000 more facilities. The plans for 2025-2030 include over 30,000 more facilities, where over 80 million residents of the country receive medical care, including those living in rural areas, urban-type settlements and small towns,” noted Tatyana Golikova.

    The priority of prevention in health protection has been established by law, the unity of prevention and treatment has been regulated. Almost 5 thousand medical prevention departments and health centers have been opened in its development. 35.5 million people have applied to these departments for training in the principles of a healthy lifestyle. Another 9 million people have been trained in so-called schools.

    The population is provided with medical examinations and preventive check-ups.

    Since 2024, as part of the Year of the Family, a medical examination to assess reproductive health has been introduced for the first time. Over 3 million men and women of reproductive age have already been examined. In 11% of cases, diseases that negatively affect reproductive function were detected. Additional examination and treatment of such patients is being carried out.

    “We have preserved and strengthened the state system of ensuring sanitary well-being and social hygiene, the foundations of which were laid by Nikolai Aleksandrovich. We have launched a new federal project, “Sanitary Shield of the Country”. We have formed a single centralized system for responding to possible infectious threats. As a result, we have ensured a multiple reduction in infectious diseases. Last year alone, such a reduction was 30%. More than 17 million cases of infectious pathology were prevented,” the Deputy Prime Minister emphasized.

    Since 2019, a separate project aimed at promoting healthy eating has been implemented within the framework of the national project “Demography”. The project’s activities have already covered more than 40 million people.

    Research for the development of medical science is conducted by over 400 scientific, medical and educational organizations. These organizations perform almost 5.5 thousand studies for medicine. 120 billion rubles have been allocated from various sources for these purposes.

    “We have created conditions for the development of the medical and pharmaceutical industries. In 2023 alone, Russian medical products worth over 1 trillion rubles were produced,” said Tatyana Golikova.

    The participants of the discussion presented information in the format of “was – became – will be” on each thematic area of the session: since the time of N.A. Semashko, achievements of the present time and what will be implemented in the future, in focus on the advantages of the Soviet and Russian health care system and the replication of the Soviet experience of building a health care system in other countries.

    The final plenary session included an award ceremony for the winners of the All-Russian Competition of Young Leaders – Healthcare Organizers. The competition was held by the Central Research Institute of Healthcare and Informatics with the support of the Ministry of Healthcare. The award ceremony was held by Deputy Prime Minister Tatyana Golikova and Minister of Healthcare Mikhail Murashko.

    The plenary session ended with an opera ball featuring artists from the Helikon Opera musical theatre.

  • MIL-OSI USA: Ghost forests: Learn more as Halloween sneaks up!

    These eerie forests, filled with standing dead trees, tell a story on the effects of sea level rise and extreme flooding. And scientists with the USGS are investigating!

    When coastal forests are inundated with salt water or frequently flooded, trees can be stressed to levels they can’t withstand. If trees don’t survive, coastal forests can transform into different types of settings such as marshes or open water, creating ghost forests and leaving behind remnants of the ecosystems that once were.

    What the USGS knows…

    Coastal ghost forests typically occur in low-lying areas, and USGS scientists are studying how and where these shifts are happening across the nation. The USGS and partners are also working to forecast what areas might be impacted in the future, considering various sea level rise scenarios. 

    Changes can lead to potentially positive or negative impacts. Healthy coastal forests provide numerous benefits such as supporting wildlife habitat, filtering pollutants and offering flood protection along coastlines, while marshes also provide species habitat, improve water quality and absorb floodwaters, among many other purposes.

    USGS science can be used by decisionmakers such as land and wildlife managers as they consider the costs and benefits of conservation and restoration.

    An example: The Chesapeake Bay

    The eastern U.S. is a particular concern, as these transitions are taking place up and down the Atlantic coast. The USGS has projects in several areas, including, for example, ongoing research in the Delmarva Peninsula within the Chesapeake Bay. This region consists of several low sloped landscapes, which allows for rapid change to occur.

    Drilling into the trees

    Here’s where it gets even more interesting! The USGS and partners recently drilled into trees to see what’s inside. Why? To understand the role of ghost forests in greenhouse gas fluxes.

    Trees are known to naturally absorb and release gases, but there’s limited research on whether and how that process changes when coastal forests die. A recent study finds that standing dead trees in ghost forests have tiny organisms that actually convert methane, a potent greenhouse gas, to carbon dioxide, which is less potent.

    This insight is another piece of the puzzle as officials consider the trade-offs for how to manage these landscapes.

  • MIL-OSI Global: Time to freak out? How the existential terror of hurricanes can fuel climate change denial

    As TVs across Florida broadcast the all-too-familiar images of a powerful hurricane headed for the coast in early October 2024, people whose homes had been damaged less than two weeks earlier by Hurricane Helene watched anxiously. Hurricane Milton was rapidly intensifying into a dangerous storm, fueled by the Gulf of Mexico’s record-breaking temperatures.

    Many residents scrambled to evacuate, clogging roads away from the region. Officials urged those near the coast who ignored evacuation warnings to scrawl their names on their arms with indelible ink so their corpses could be identified.

    The two hurricanes were among the most destructive in recent memory. They are also stark reminders of the increasingly extreme weather events that scientists have long warned would be the consequence of human-driven climate change.

    Still, many people deny that climate change is a worsening threat, or that it exists at all. As its impacts grow more visible and destructive, how is this possible?

    One answer lies in a unique facet of human psychology – specifically, in how people manage the fear aroused by existential threats. For many people, denying the existence of a climate crisis is not only convenient, but may feel psychologically necessary.

    Terror management theory

    The Pulitzer Prize-winning anthropologist Ernest Becker put it this way: “The idea of death, the fear of it, haunts the human animal like nothing else … to overcome it by denying it in some way is the final destiny for man.”

    In plain terms, he was saying that most people struggle to accept their mortality and take pains to distort their perception of reality to avoid confronting it.

    In the 1980s, social psychologists developed “terror management theory,” showing the lengths people go to deny death. Hundreds of experiments have tested its implications. In a common method, participants reflect on their own death, while control groups consider less threatening topics, like dental pain. The key question: What does death awareness do to people?

    After writing about death, people tend to quickly move on, pushing thoughts of it from consciousness with distractions, rationalizations and other tactics. Health care professionals see this every day. For example, people often dodge screenings and diagnostic tests to avoid the frightening possibility of discovering cancer.

    Skidmore College psychologist Sheldon Solomon discusses Ernest Becker’s ‘The Denial of Death’ and terror management theory in the context of humanity’s history of brutal behavior.

    But here’s the rub: Terror management theory suggests that when people are not thinking about death, it nevertheless holds influence. The unconscious mind lingers on the problem even after people have used strategies to quiet the fear by pushing it from awareness.

    Social psychology experiments show that people often cope with the specter of death by attaching themselves to cultural ideologies, such as religious, political or even sports fandom. These worldviews imbue life with meaning, values and purpose. And that can ease the terror of mortality by connecting people to an enduring and comforting web of ideas and beliefs that transcend one’s own existence.

    When people are made aware of death, those systems of meaning become even more critical to their psychological functioning. Existential threats make us cling even tighter to the meaning systems that sustain us.

    Climate denial as a defense mechanism

    Much like a terror management lab experiment – or the onset of the COVID-19 pandemic – natural disasters like hurricanes Helene and Milton trigger death anxiety.

    Rising sea levels, warming oceans and intensifying storms – all tied to global warming fueled by human actions – represent an existential threat.

    From our perspective, it is not surprising that climate-related disasters disappear from the public consciousness almost as soon as they have passed. Google Trends data exemplifies this: Incoming storms instigated an uptick in searches for “climate change” and “global warming” in the days before Hurricane Helene made landfall on Sept. 25, 2024, and Hurricane Milton on Oct. 9, 2024. Then those searches quickly declined as people shifted their focus away from the threat.

    Unfortunately, climate change isn’t going away, no matter how hard anyone tries to deny it.

    While climate denial allows people to protect themselves from feelings of distress, terror management theory suggests that denying death is just the tip of the iceberg. For some people, accepting the reality of climate change would necessitate reevaluating their ideologies.

    Terror management theory predicts that individuals whose ideologies conflict with environmental concerns may ironically double down on those beliefs to psychologically manage the existential threat posed by climate-related disasters. It’s similar to how mortality reminders can lead people to engage in risky behavior, such as smoking or tanning. Hurricanes may reinforce denial and commitment to a worldview that rejects climate change.

    A path forward: Building new worldviews

    Although denial may be a natural psychological response to existential threats, the U.S. may be getting to a point where even deniers can’t ignore the existential threat associated with climate change.

    Again and again, Americans are gobsmacked by the devastation – from hurricanes to severe flooding, wildfires and more.

    A terror management analysis suggests that overcoming this crisis requires weaving a solutions-focused narrative into the ideologies that people rely on for comfort. As psychologists who work on terror management, we believe the fight against climate change should be framed not as an apocalyptic battle that humanity is destined to lose, but as a moral and practical challenge that humanity can collectively overcome.

    Tampa, Florida, meteorologist Denis Phillips had the right idea as the two hurricanes headed for his community: His fact-based social media updates eschew partisan critique, encourage neighbors to support one another and emphasize preparedness and resilience in the face of incoming storms.

    As Milton approached, Phillips told residents to remember his Rule #7: Don’t freak out. That doesn’t mean do nothing – it means evaluate risks without letting emotion interfere, and take action.

    Shifting the narrative from helplessness to collective empowerment and action can help people confront climate change without triggering the existential anxieties that lead to denial – offering a vision for a future that is both secure and personally meaningful.

  • MIL-OSI Global: Religion in the workplace is tricky – but employers and employees both lose when it becomes a total taboo

    Since we spend so much of our lives at our jobs, it’s only natural that conversations with colleagues go beyond the work in front of us. People share interests and hobbies, family struggles, health concerns, and hopes or goals, from the silly to the serious.

    The topic of religion, however, can provoke anxiety. Many people might second what the Muslim CEO of a technology company told us: “If you want to express faith, do it! Just do it on your own time.” Uncertainty surrounding religion’s role in the workplace tends to lead to silence. Even among researchers who study workplaces, religion is often ignored.

    Yet for many people, faith is a core component of their identity – part of the “whole self” that employees are increasingly encouraged to bring to work. It’s an important piece of diversity but one that managers often tiptoe around. And for many Americans, faith is part of why they show up at their job each day: 1 in 5 consider their work a spiritual calling.

    We are social scientists who spent the past five years conducting research on the role of faith at work. Our findings – from more than 15,000 surveys with a nationally representative population, and nearly 300 in-depth interviews with some of those workers – confirm that there are many challenges when religion comes into the workplace. However, the costs of ignoring or suppressing workers’ faith often exceed those risks and challenges.

    Conflict and discrimination

    The most common concern we heard about bringing up religion in the workplace is that it will lead to conflict – including conflict from people trying to change each other’s beliefs. A Catholic woman who works in eldercare told us, “I think we shouldn’t talk about religion at work because that’s when the problems arise. I’m going to defend what I think, and they will defend what they think, their way of being, their religion.”

    Several other people we interviewed also expressed concerns that some forms of religious expression could make people uncomfortable, or even turn into harassment. A nonreligious security guard noted that during Christmas and Easter some of his Christian co-workers will say, “‘God bless,’ ‘Let’s pray,’ and stuff like that. It becomes very uneasy for me, uncomfortable.”

    Asking workers to bottle up their faith when they start the workday may seem like the easiest way to avoid these problems. Some workers we interviewed agreed with this sentiment. As one Muslim federal employee told us, “If I wear my religion as a badge on my shoulder, it will rub somebody the wrong way. So, why do that?”

    What’s more, silence around religion may seem like a neutral request. If no one expresses their faith, after all, then no one can be discriminated against, no one can be offended, and no one is seen as getting special treatment for their religious beliefs.

    Not so neutral

    There are a few problems with this logic, however.

    First, employers are legally required to provide reasonable accommodations tied to workers’ religion. Under most conditions, this includes things such as providing time off for religious observances. It also generally includes accommodating dress and grooming practices tied to one’s religion, such as wearing Sikh turbans or Christian crosses.

    What’s more, vague expectations about not acknowledging faith at work aren’t necessarily so neutral and often tend to disproportionately harm minority groups.

    In our survey, we asked individuals whether they “conceal their religious beliefs at work for fear of others’ perceptions.” Nineteen percent of Jewish workers, 51% of Hindus, 29% of Muslims and 28% of Buddhists said they did. By contrast, only 9% of evangelical Protestants, 15% of nonevangelical Protestants and 13% of Catholics reported that they conceal their faith at work.

    A Jewish project manager at an engineering firm told us how she has tried to conceal her faith from others: “The times that I did have to pray, I actually walked outside into a closed corner in the hallway to do it.”

    In the same survey, we asked individuals if they “have been treated unfairly” at work due to their “religion or non-religion.” Overall, 31% of U.S. adults agreed, and such experiences are most common among Muslim and Jewish workers.

    One Muslim woman we interviewed described how her colleagues made life extremely difficult for her, calling her names that were derisive, and said she’s received little support from her employer. Indeed, during one meeting her boss “got up and talked a lot about me being Muslim, and it was all negative.”

    Satisfaction and belonging

    Whether their co-workers or managers like it, many U.S. adults do see their work and faith as interwoven.

    One of our surveys, for example, asked workers whether they “turn to faith for support through stressful times in their work life.” Nearly half agreed.

    For many Americans, faith is also part of why they do their work in the first place. According to another one of our surveys, 20% of U.S. adults “see their work as a spiritual calling.” This percentage is higher among certain groups, such as evangelical Protestants and Muslims: 33% and 30%, respectively. Viewing work in spiritual terms is also more likely among women, at 24%, and Black workers, at 31%.

    And it is not just workers in explicitly religious jobs who view their work this way. One marine biologist explained to us, “I think that all truth is from God and, as a scientist, I try to understand and reveal the truth of how the world works.”

    Importantly, our research finds that individuals who feel a sense of spiritual connection to their work report greater job satisfaction, find more meaning in their work and better manage negative experiences they encounter in the workplace.

    Social science research has found that people’s well-being, social interactions and performance are harmed when they feel the need to suppress an important part of themselves within a group or organization. In other words, everyone suffers when individuals are not allowed to bring their whole selves to work.

    Welcome at work

    Despite such evidence, our research finds that many organizations are not taking even basic steps to accommodate individuals’ religious lives.

    In one survey, we asked workers whether their “workplace provides accommodations that allow people to practice their religion.” Almost one-fifth of workers disagreed. This percentage was highest among Muslim workers: 54%.

    Workers appreciate when their employers take active steps to let employees know that religious accommodations are available and that religious expression in general is not forbidden. Having upfront conversations about what is or is not appropriate – not only legally but socially – can go a long way toward setting boundaries.

    A Muslim optometry technician we interviewed, for example, recounted how appreciative she was when her boss told her, “If you ever do prayers or anything, feel free to go to that room – it can be your space, you can leave your mat in there.”

    Ideally, however, organizations would take active steps to establish and communicate policies to all employees, rather than reacting to situations as they arise.

    While we recognize the challenges when it comes to addressing individuals’ faith in the workplace, proactively engaging in conversations about the appropriate role of religion at work is better for workers and workplaces.
