  • MIL-OSI New Zealand: Deputy PM visit harnesses huge interest in NZ in the Gulf

    Deputy Prime Minister Winston Peters has completed a successful visit to the Gulf region today, focused on building economic growth opportunities and conducting strategic foreign policy discussions. 

    “The Gulf is an exciting, fast-developing region with much promise for New Zealand,” Mr Peters says. 

    “We chose to come to the Gulf at this time to help harness the huge attention for New Zealand generated by Kiwi athletes Joseph Parker and James McDonald. 

    “New Zealand as a trade-dependent country can and should be doing more to attract investment and collaboration with the Gulf, building on the high-quality trade agreements we have in place. 

    “We have focused on generating investment and collaboration in areas as diverse as our racing and meat sectors and via work in Antarctica and the Pacific,” Mr Peters says 

    “Our discussions over the past few days have enabled us to explore commercial opportunities for New Zealand businesses and hear on-the-ground perspectives about some of the world’s most pressing and fast-moving foreign policy challenges.” 

    Minister Peters held formal discussions with the Foreign Ministers of United Arab Emirates and Saudi Arabia, HH Sheikh Abdullah bin Zayed bin Sultan Al Nahyan and HH Prince Faisal bin Farhan al Saud, as well as with Adel al Jubeir, Saudi Arabia’s Minister of State for Foreign Affairs. 

    “The United Arab Emirates and Saudi Arabia are both serious and highly influential actors in the Middle East and globally, whose societies are rapidly transforming. 

    “Whether it’s on Gaza, Ukraine, US/Russia relations, defence spending or myriad other regional and global issues, Saudi Arabia and the UAE are influential, pragmatic and engaged players – and New Zealand benefits from working with and talking to them closely.” 

    While in UAE, Mr Peters witnessed the signing of a cooperation arrangement between Antarctica NZ and the Emirates Polar Programme and while in Saudi Arabia announced the reinvigoration of negotiations towards a Double Taxation Agreement. 

    While in Saudi Arabia, he also paid respects during Founding Day commemorations, witnessed Kiwi boxer Joseph Parker’s knockout victory over Martin Bakole and attended the 2025 Saudi Cup – the world’s richest horse race meeting, at which Kiwi jockey James McDonald was runner-up. 

    Mr Peters’ visits were the first by a New Zealand Foreign Minister to Saudi Arabia since 2017 and to UAE since 2021.   

    Minister Peters leaves the Middle East today for North Asia, for programmes in China, Mongolia and South Korea.

  • MIL-OSI Asia-Pac: Sydney ETO supports Hong Kong artists thriving at Adelaide Fringe (with photos)

         The Hong Kong Economic and Trade Office, Sydney (Sydney ETO) is supporting contemporary art platform Hong Kong Soul to stage four Hong Kong performance programmes at the Adelaide Fringe from February 21 to March 10, showcasing Hong Kong’s unique East-meets-West art culture and the talent of Hong Kong artists.

         Hong Kong Soul is featuring two indoor programmes at the Adelaide Fringe, namely the award-winning physical theatre performance “No Dragon No Lion” by TS Crew, “Echoes of Silence: A Percussion Multimedia Odyssey” by Toolbox Percussion, as well as street performances by flow artist Lai Yee and freestyle football performer Lyson Sze.

         Speaking at the premiere show of “No Dragon No Lion” on February 21, the Director of the Sydney ETO, Mr Ricky Chong, said that the Sydney ETO is pleased to see Hong Kong Soul making its debut at the Adelaide Fringe 2025. He added that the Government is committed to developing the arts, culture and creative industries, with substantial resources provided to support arts and cultural groups and artists.

         Hong Kong Soul also staged a selection of performances at the Sydney ETO’s Chinese New Year reception in Adelaide on February 20 to share the joy of the Year of the Snake with the local community in Adelaide.

         Held from February 21 to March 23, the Adelaide Fringe is the biggest arts festival in the southern hemisphere and a world-renowned, annual arts event that attracts over 8 000 independent artists from far and wide to South Australia.

    CSIR-Indian Institute of Integrative Medicine (IIIM) Jammu successfully concluded the National Startup Festival on sunday, showcasing remarkable success stories in startup promotion, innovation and entrepreneurial growth across Jammu & Kashmir.

    The two-day festival, which concluded today, was inaugurated on 22nd February, Saturday  by the Chief Guest, Dr. Jitendra Singh, Union Minister of State (Independent Charge) for Science & Technology and Earth Sciences; Minister of State in the Prime Minister’s Office, Personnel, Public Grievances, Pensions, Department of Atomic Energy, and Department of Space; and Vice President of CSIR in presence of Satish Sharma, J&K UT Cabinet Minister for Food, Civil Supplies & Consumer Affairs, Transport, Science & Technology, Information Technology, Youth Services & Sports, and ARI & training departments, Padma Shri Prof. Vinod K.     In a press handout, it was stated that an overwhelming response of visitors has been seen today as well, more than 800 visitors visited the exhibition and witnessed the demonstration of innovations driven ideas some startups and the products and technologies developed by few of them.

    Dr. Zabeer Ahmed, Director, CSIR-IIIM who is spearheading the institute’s resolute to
    nurture the startup ecosystem in the region, while addressing the startup and exhibitors during closing ceremony said that besides the institute’s forte in the pre-clinical drug discovery, under the mentoring of Union Minister of S&T and Vice President, Dr. Jitendra Singh, IIIM has equally galvanised agri- entrepreneurship and set up two incubators for incubation support to the startup. To set up a new Incubator at Industrial Biotech Park, Ghatti, Kathua, the Grant-in-aid Letter Agreement (GLA) was also signed yesterday by Director, CSIR-IIIM and MD, BIRAC in the presence of the Union Minister, Dr. Jitendra Singh, he added.

    A spokesperson informed that a total of 45 StartUps participated from all over India. Students from various Government Degree Colleges of Jammu district also actively participated in the event.

    Some of the prominent StartUps those took part in the Expo were- M/s Herbal Aura, M/s Gaurico, M/s One Veda, M/s Happico, M/s Gleen Biotech, M/s Himalayan Essential Oils Producer Company Ltd., M/s JK Aroma Ltd. Samast Eco Alternatives Pvt. Ltd. M/s SRANAS POC Pvt Ltd M/s Chenab Valley Zaitoon Tel ltd M/s Katyani Metal works and the farmers led by Dr. Hygina from Meghalaya. The stalls were also put by young innovators of Jammu district school. The event was organised under the overall supervision of Dr. Zabeer Ahmed, Director CSIR-IIIM, assisted by his team of HoDs and Scientists, including Er.   • MIL-OSI United Kingdom: Westminster to tackle badly parked e-bikes with permanent parking bays | Westminster City Council

    Westminster City Council is proposing to make parking bays for hire e-bikes permanent following an 18-month trial. 

    The network of 350 physical and virtual parking bays was introduced across the City of Westminster since 2023 as part of a e-bike parking bays trial, with the aim of reducing the number of abandoned bikes blocking pavements and creating safety hazards for disabled and partially sighted pedestrians. 

    The explosion in popularity of dockless e-bikes since 2021 has had a number of benefits for Westminster – more cycle journeys (around 600,000 per month) contributing to better air quality and improved health of Westminster’s residents as well as reducing carbon emissions resulting from short journeys. Research from CoMoUK shows that around half of bike share users are already cycling, while the other half are taking it up for the first time or returning to cycling after a break of a year or more.

    However, during this same period, the council has also been inundated with thousands of complaints about abandoned bikes in the middle of the pavement.

    Since 2023, the council has repurposed hundreds of underused car parking bays and introduced geo-fenced ‘virtual’ bays. It is now proposing to make 177 physical bays permanent parking spaces for hire e-bikes. And there are plans to consult on expanding the network to increase the number of bays.  

    Riders using Lime or Forest bikes who end their journeys in Westminster must park their bikes in these locations or face steep penalties. The council has worked closely with operators Lime and Forest to identify suitable locations for the bays and has lobbied bike companies to increase their fines on irresponsible users. 

    Bike companies operating in Westminster employ a team of ‘rangers’ who patrol the parking bays and streets to ensure that e-bikes are properly parked and to move any which are blocking the pavement. However, the council has used its powers under the Highways Act (1980) to seize abandoned bikes which it deems to be an “imminent danger” to public safety.

    Westminster City Council has repeatedly called for the government to introduce legislation to address the limited regulatory powers to manage dockless bike schemes in England, and has welcomed the English Devolution White Paper.

    Councillor Max Sullivan, Cabinet Member for Streets, said: 

    “Cycling is a great way to get around the city and, as a council, we want to make it as easy as possible to hop on a bike — but too often shared e-bikes in Westminster cause obstruction on our pavements.

    “That’s why I’m glad to confirm that our network of e-bike parking bays will continue to be a feature of Westminster streets, and part of lessening the impact on pedestrians of the over 600,000 journeys by shared e-bike per month in our borough.

    “This combined with fines from bike companies for irresponsible parking and the Council’s powers to seize abandoned bikes will help ensure Westminster’s streets remain clear and accessible for everyone.

    “The council welcomes the Government’s English Devolution White Paper and wants to see a new regulatory framework so councils can control e-bike hire schemes in their area.

    At the same time, we’re rolling our more secure cycle parking for residents, with another 41 hangers by the end of March, providing 246 parking spaces, so that more residents can choose to own and store their own bike, and accelerating the delivery of protected cycleways across Westminster.”

  • MIL-Evening Report: Tiger Woods and Serena Williams were sporting prodigies but children shouldn’t train like them

    Most children have now returned from their summer holidays and are perhaps considering what sports to play this year.

    For some, this means sampling a wide range of sports, but others might continue to focus on the same one they’ve been addicted to since they were able to walk and run.

    But when it comes to possible sporting success, is it best to concentrate on one or give many a go?

    Early specialisation

    As the name suggests, early specialisation is typically defined as participation in one task or activity, with the aim to improve subsequent performances.

    The rationale for its purported benefit can be traced to the theory of deliberate practice – or what some readers may have colloquially encountered as the “10,000-hour rule”.

    Broadly, this theory proposes the attainment of excellence is proportionate to the number of accumulated hours invested into deliberate skill rehearsal.

    So, the earlier someone specialises via deliberate practice, the more likely they’ll expedite the acquisition of expertise – or so the theory suggests.

    While first explored in the musical domain, there are some examples of athletes who specialised early in a sport who went on to highly successful careers.

    These include Simone Biles (who started gymnastics at the age of six), Tiger Woods (who hit a golf ball on the Mike Douglas TV show at the age of two) and Serena Williams (who was profiled hitting tennis balls on CNN at the age of nine).

    There are also a host of athletes who specialised early and achieved outstanding success as a junior but never reached sporting success as an adult for myriad reasons.

    Doesn’t practice make perfect?

    Everyone would have encountered the saying “practice makes perfect”.

    But does it really?

    Of course, practice is an integral component of acquiring, developing and sharpening any skill. But perhaps we should be a little cautious.

    Let us explain by first asking a few key questions that we encourage readers to ask themselves as the article unfolds: how much practice is needed to be perfect? What type of practice is needed to be perfect? And can “perfect” practice actually help us develop skills that are transferable between sports?

    In other words, if practice makes perfect, should we not be advocating for sporting specialisation as early in life as possible?

    It may seem logical, but is this belief – held by many parents, youth sport coaches, and perhaps children themselves – actually supported by evidence?

    A 2022 systematic review suggested most elite, professional and Olympic level athletes engaged in multisport activities during their youth.

    That is, they did not specialise in their chosen sport but actually diversified their sporting experiences up to the age of about 12, with some level of specialisation occurring from the age of 13 onward.

    That was not all they found.

    Youth sport specialisation was actually linked with increased risks of injury in athletes at the highest levels of competition when compared to those who engaged in multisport activities.

    A similar review noted there was no evidence to support specialisation prior to puberty in the attainment of sporting excellence later in life.

    What sport specialisation did increase, however, were risks of injury, psychological stress and sporting drop out.

    A model to follow

    In support of these findings, Jean Côtè (a leading expert in the field of youth psychology) and colleagues proposed a developmental model of sports participation.

    This model is broken into three general stages of participation: the sampling years (between the ages of 6-12), the specialising years (13-15), and the investment years (16 and beyond).

    As the name of each stage suggests, they are defined by unique types of participation.

    For example, the sampling years are characterised by the acquisition of functional motor skills (such as running, throwing and jumping), developed through a wide variety of experiences.

    The specialising years feature a progressive increase in focus on the deliberate practice of one or two sports, while the investment years are characterised by more deliberately increasing the volume of practice around one sport. In Australia, this may be the stage where seasonal sports become year-long through the establishment of pre-season training.

    Since its inception nearly two decades ago, there has been a growing amount of research supporting these suggestions.

    Food for thought

    So what does this all mean for parents, youth coaches and children?

    We suggest not to rush the process even if your child dreams of an elite sporting career: children under the age of 16 should engage in a wide variety of sporting experiences.

    This is not only fun, but the research shows us diversity is likely to reduce the risk of overuse injuries and increase the likelihood of sporting excellence later in life, should that be their ambition.

  • MIL-OSI Asia-Pac: 15th National Games athletics (marathon) and handball test events successfully conclude (with photos)

         The 2025 Shenzhen-Hong Kong marathon and the 15th National Games (NG) athletics (marathon) test event and the 15th NG Handball Test Event concluded successfully today (February 23).

         The marathon test event took place in this morning. Setting off from the Shenzhen Bay Sports Center, the runners entered Hong Kong via the Shenzhen Bay Port, ran along the Shenzhen Bay Bridge and Kong Sham Western Highway Viaduct, then turned back to the Shenzhen Bay Port through the same route, and finally ended at the Shenzhen Bay Sports Center. A total of 38 athletes participated including 3 male athletes and 3 female athletes from Hong Kong in the races. Zhao Chaochuan, from Yunnan, was crowned the Men’s race championship in a time of 2 hours, 17 minutes and 17 seconds, while Chen Liqin from Guangdong won the Women’s race championship, finishing at 2 hours, 44 minutes and 44 seconds. All the six Hong Kong athletes completed the races smoothly. Among them, Leanne Szeto Shiu-yan won the third place in 2 hours, 47 minutes and 20 seconds.

         As for the handball test event held this afternoon, the final and the third-place games were staged at the Kai Tak Arena in the Kai Tak Sports Park. The men’s handball team from Jiangsu won the championship, while the handball teams from Hong Kong and Guangdong took the titles of first runner-up and second runner-up respectively.

         In concluding the test events, the Head of the National Games Coordination Office (Hong Kong) (NGCO), Mr Yeung Tak-keung, expressed his gratitude for the joint collaboration of all government departments, sports associations concerned and different organisations in implementing various arrangements planned before the event, marking a successful conclusion to the two test events. The NGCO will hold a meeting with all relevant government departments and organisations to review and enhance the competition arrangements, with a view to ensuring full preparation for the 15th NG to be held in November this year.

         Mr Yeung also thanked the Shenzhen Municipal People’s Government and the Executive Committee for the 15th NG, the 12th National Games for Persons with Disabilities and the 9th National Special Olympic Games in Shenzhen for joining hands with Hong Kong to organise this cross-boundary marathon test event, so as to spur inter-connectivity in the Greater Bay Area (GBA) via the NG events and further deepen collaboration and exchanges in sports among Hong Kong and other cities in the GBA.

         In addition to the marathon test event and handball test event, the NGCO will be holding test events of various sports for the 15th NG gradually. The triathlon test event will take place at the Central Harbourfront and Victoria Harbour on March 1 and 2.

Hon’ble Minister of State for Labour & Employment, Ms. Shobha Karandlaje, Secretary (Labour & Employment), Ms. Sumita Dawra, and the Director General, International Labour Organization (ILO), Mr. Gilbert F. Houngbo, will also be present at the inaugural session of this key international dialogue.

    The Global Coalition for Social Justice is a landmark initiative by ILO to bring global, regional and national actors together for policy and action coherence towards advancing social justice. Launched in November, 2023, the Coalition has been joined by 336 partners including 90 governments within a short span.

    India, as a founding member of ILO and a key member in the Coordinating Group of the Global Coalition, is playing a crucial role in the Coalition for furthering the agenda of social justice. Recognizing the need for collaboration between governments, businesses, and workers to promote social justice, India has decided to champion a key Coalition intervention “Responsible business practices for sustainable and inclusive societies.” This intervention is part of a core thematic area of the Global Coalition i.e. “Expanding access to and capabilities for productive and freely chosen employment and sustainable enterprises.”

    In this context, the two day regional event is being organized by the Ministry of Labour and Employment and Employees’ State Insurance Corporation in collaboration with Global Coalition for Social Justice and International Labour Organization, with the support Confederation of Industry (CII) – Employers Federation of India (EFI).

    Deliberations will focus on skills and employment, expanding social security, gender inclusion in the workplace, responsible business practices, corporate governance for decent work, and harnessing AI for social justice.

    The event will also mark the Observance of the 74th Foundation Day of the Employees’ State Insurance Corporation (ESIC), celebrating its pioneering contributions to social security and workers’ welfare in India. ESIC, which administers one of the most comprehensive social security schemes in the country, has been playing a leading role in providing medical care, maternity benefits, and financial protection to workers and their families. The foundation day celebrations will highlight ESIC’s milestones and future roadmap for strengthening its services and coverage. The event will also feature honouring of key contributors to ESIC’s mission of transforming “social security to social justice”, kick-start of the “ESIC Special Services Fortnight,” and launch of ESIC publications detailing its achievements.

    The inaugural session will also include unveiling of key initiatives such as the e-Shram mobile application, and publications:-

    1. Position Paper on transforming India’s Social Protection Landscape through Data Pooling
    2. Learnings and Reflections from the ISSA-ESIC International Seminar organized by India in January 2025
    3. Best practices in responsible business conduct in India.
    4. Compendium on Social Protection in India
    5. Shram Samarth: A Journey to Excellence

    A highlight of the event will be the formal announcement of joining of the Global Coalition by prominent Indian workers’ and employers’ organizations from India as partners. A joint statement on responsible business conduct is also expected to be released by India’s largest workers’ organization Bharatiya Mazdoor Sangh (BMS) and India’s key employers’ organization (CII-EFI), reflecting the collaborative resolve of Indian workers’ organizations and industry towards inclusive and sustainable development.

    Through this key Coalition event, India aims to reaffirm its commitment to leading the global march towards social justice and inclusive growth and leveraging global partnerships to drive meaningful action. The outcomes of this event are expected to inform future strategies for universal social protection and fostering responsible business ecosystems, contributing to the broader objectives of the 2030 Agenda for Sustainable Development and the Decent Work Agenda.

    More than 500 participants, including representatives from Coalition partners, governments, concerned Ministries of Government of India, employers’ and workers’ organizations, academia and enterprises, experts from international organizations bodies and ESIC members and officers, will participate during the inaugural session of the regional dialogue.

    Union Minister of Youth Affairs and Sports, Dr. Mansukh Mandaviya, led the Fit India Sundays on Cycle campaign in the National Capital today. He was joined by members of cycling clubs, Olympic rower Arjun Lal Jat, and special guests from industry bodies FICCI and CII, along with representatives from fitness brand Decathlon, Yoga Bharat, and My Bharat.

    Now in its ninth week, Fit India Sundays on Cycle has grown into a nationwide fitness movement, with cyclists participating in over 1,200 locations across the country. Inspired by Prime Minister Shri Narendra Modi’s call to combat obesity by reducing oil consumption, exercising, and eating healthily, Dr. Mandaviya dedicated the initiative to the nation’s fight against obesity. Speaking at the event, the Union Minister emphasized, “In our collective battle against obesity, as initiated by the Honourable PM, we must make daily fitness activities a part of our lives. Cycling is the simplest form of exercise with a profound impact on both personal health and the environment. It reduces carbon footprints and provides a solution to pollution.”

     

    Fit India Sundays on Cycle invites a special group of people each week, with previous editions featuring army personnel, postmen, and wellness experts as guest participants. This week, corporate India showed its support by stepping forward to participate in the campaign. Speaking about the significance of the initiative, Vidushpat Singhania, Treasurer of Sportscom, CII, stated, “I congratulate the Honourable Sports Minister for launching this initiative. A healthy India is a more successful India, as good health directly contributes to higher productivity and a stronger GDP. As an industry body, we are committed to encouraging more corporates to join Fit India Sundays on Cycle and support this vital movement.”

     

    Olympian Arjun Lal Jat added, “The enthusiasm of the participants is great and as an athlete I am happy to see that so many people have stepped out on a Sunday morning and have dedicated time to fitness. Staying fit is not an option, it is compulsory for everyone and the Fit India Sundays on Cycle initiative is a wonderful motivation for people to start their fitness journey.”

    In Guwahati, doctors from the Indian Medical Association joined the Fit India Sundays on Cycle celebration at the SAI National Centre of Excellence. More than 300 members rode to spread the message of fitness.

    Fit India Sundays on Cycle has been organized across 4,200 locations in India over the past few weeks, with 1,200 venues hosting events today alone. The number of locations hosting Sundays on Cycle continues to grow, as citizens from all geographies, age groups, and social backgrounds enthusiastically participate in the initiative.

    My dear countrymen, Namaskar. Welcome to ‘Mann Ki Baat’. These days the Champions Trophy is going on and there is an atmosphere of cricket everywhere. All of us know very well what the thrill of a century in cricket is… But today I am not going to talk to you about cricket, albeit about the wonderful century that India has made in Space. Last month, the country witnessed the launch of ISRO’s 100th rocket. This is not just a number; it also reflects our resolve to touch new heights in Space Science every day. Our space journey had commenced in a rather modest way. There were challenges at every step, but our scientists kept moving forward, conquering them. With time, the list of our successes in this space odyssey kept rising. Be it the manufacture of launch vehicles, the successes of Chandrayaan, Mangalyaan, Aditya L-1 or the unprecedented mission of sending 104 satellites into space at one go with a single rocket – the ambit of ISRO’s successes has been quite expansive. Over the last 10 years alone, around 460 satellites have been launched and this includes many satellites of other countries as well. Another important fact in recent years is that the participation of woman power is constantly on the rise among our team of Space Scientists. I am also very happy to see that today the Space Sector has become a favourite for our youth.

    Who would have thought a few years ago that the number of start-ups and private sector Space companies in this field would be in hundreds. For our youth who want to do something thrilling and exciting in life, the Space Sector is turning out to be an excellent option.             

    Friends, in a few days to come, we are going to celebrate ‘National Science Day’. The interest and passion of our children and youth in science matters a lot. I have an idea for this, which you can call ‘One Day as a Scientist’. That is, you should try to spend one day as a scientist. You can choose any day as per your convenience and choice. On that day, you must visit a research lab, planetarium or a Space Centre. This will enhance your curiosity about Science. Like Space and Science, there is another field in which India is rapidly carving out a robust identity – this field is AI i.e. Artificial Intelligence. Recently, I went to Paris to participate in a big AI conference. There, the world praised India’s progress in this sector. We are also getting to see examples of how people of our country are using AI today. For example, there is Thodasam Kailash ji, a teacher in a government school in Adilabad, Telangana. His interest in digital music is performing a very important task in saving many of our tribal languages. He has done wonders by composing a song in Kolami language with the help of AI tools. He is using AI to compose songs in many languages ​​other than Kolami. His tracks are being liked a lot by our tribal brothers and sisters on social media. Be it the Space Sector or AI, the ever-increasing participation of our youth is begetting a new revolution. The people of India are second to none in adopting and trying new technologies.

    My dear countrymen, next month, the 8th of March is ‘International Women’s Day’. This is a special occasion to salute our Nari Shakti. Devi Mahatmya says –

    Streeya: Samasta: Sakala Jagatsu.

    That is, all the Vidyas are the expressions of the various forms of the Goddess and all the woman power of the world is also her reflection. In our culture, respect for daughters has been paramount. The MatriShakti of the country has also played a big role in our freedom struggle and the creation of the Constitution. I am sharing with all of you what Hansa Mehta ji had said while presenting our National Flag in the Constituent Assembly, in her own voice.

    It is in the fitness of things that this first flag that will fly over this August house, should be a gift from the women of India. We have donned the saffron colour, we have fought, suffered and sacrificed in the cause of our country’s freedom. We have today attained our goal. In presenting this symbol of our freedom, we once more offer our services to the nation. We pledge ourselves to work for a great India, for building up a nation that will be a nation among nations. We pledge ourselves for working for a greater cause to maintain the freedom we have attained. 

    Friends, Hansa Mehta ji had brought to the fore the contribution of women from all over the country, right from the making of our National Flag to sacrificing their lives for its sake. She was of the belief that the saffron colour in our tricolour also reflects this sentiment. She had expressed confidence that our woman power would make its valuable contribution in making India strong and prosperous; Today her words are proving to be true. If you observe at any field, you will find how extensive the contribution of women is. Friends, this time on Women’s Day I am going to embark upon an initiative for a day, which will be dedicated to our Nari-Shakti. On this special occasion, I am going to hand over my social media accounts like X, Instagram to some inspiring ladies of the country. Women who have achieved success in myriad fields; who have innovated and created a unique identity for themselves in various fields. On the 8th of March, they will share their work and experiences with the countrymen. The platform might be mine, but it will be about their experiences, their challenges and their achievements. If you want to avail of this opportunity, become a part of this experiment through the special Forum created on NamoApp and share your message with the whole world through my X and Instagram accounts. So come… this time on Women’s Day, let us all celebrate, honour and salute the indomitable power of women.

    My dear countrymen, many of you would have enjoyed the thrill of the National Games in Uttarakhand. There, more than 11,000 athletes from all over the country performed brilliantly. This event presented a new Swaroop of Devbhoomi. Uttarakhand is now emerging as a strong sporting force in the country. The players of Uttarakhand too performed wonderfully. This time Uttarakhand finished 7th – this is the power of sports, which transforms individuals and communities as well as the entire State. It inspires future generations and also promotes a culture of excellence. Friends, today some memorable performances in these games are being discussed all over the country. My heartiest congratulations to the Services team which won the maximum number of gold medals in these games. I also appreciate every player who participated in the National Games. Many of our players are the contribution of the Khelo India campaign. Be it Sawan Barwal of Himachal Pradesh, Kiran Mhatre & Tejas Shirse of Maharashtra or Jyoti Yaraji of Andhra Pradesh, all of them have given new hope to the country. Javelin thrower Sachin Yadav of Uttar Pradesh, high jumper Pooja of Haryana and swimmer Dhinidhi Desindhu of Karnataka won the hearts of the countrymen. They surprised everyone by setting three new national records. The number of teenage champions in this year’s National Games is astonishing. 15-year-old shooter Gavin Antony, 16-year-old hammer thrower Anushka Yadav, from UP and 19-year-old pole vaulter Dev Kumar Meena from Madhya Pradesh have proved that India’s sporting future lies in the hands of a very talented generation. The National Games held in Uttarakhand also showed that those who never accept defeat, definitely win. No one becomes a champion amid comfort. I am happy that with the determination and discipline of our young athletes, India is rapidly progressing towards becoming a global sporting powerhouse.

    My dear countrymen, during the opening of the National Games in Dehradun, I raised a very important topic, which has started a new discussion in the country – this topic is ‘obesity’. To become a fit and healthy nation, we will certainly have to deal with the problem of obesity. According to a study, one in every eight people today is troubled by the problem of obesity. Cases of obesity have doubled in the past years, but, what is even more worrying is that the problem of obesity has increased fourfold even among children. WHO data shows that in 2022, about 250 crore people around the world were overweight, that is, they had more weight than required. These statistics are very serious and force all of us to think why this is happening. Excess weight or obesity gives rise to many kinds of problems and diseases. We can together deal with this challenge with minor efforts. For example, one method I suggested was “reducing the consumption of edible oil by ten percent (10%)”. Decide that you will use 10% less oil every month. You can decide that while buying oil for cooking, you will buy 10% less oil. This will be an important step towards reducing obesity. Today, in ‘Mann Ki Baat’, I also want to share some special messages on this topic with you. Let us begin with Olympic medallist Neeraj Chopra, who has successfully overcome obesity:

    Namaskar everyone. I, Neeraj Chopra want to tell you all today that our honourable Prime Minister Shri Narendra Modi ji has discussed obesity in ‘Mann Ki Baat’ this time, which is a very important issue for our country. And I somehow relate to this thing with myself too, because when I started going to the ground, I was also quite overweight at that time and when I started training and started eating well, my health improved a lot and after that when I became a professional athlete, I got a lot of help in that too. And I would also like to tell that parents should also play some outdoor sport or the other and take their children along and create a good healthy lifestyle, eat well and give your body an hour or however much time you can in a day for exercise. And I would like to add one more thing, recently our Prime Minister had said that the oil used in food should be reduced by upto 10%, because many times we eat a lot of fried food items which have a huge impact on obesity. So I would like to tell everyone to avoid these things and take care of their health. This is just what I request you and together we will uplift our country, thank you.

    Neeraj ji, I am very grateful to you. Renowned athlete Nikhat Zareen ji has also expressed her views on this topic:

    Hi, my name is Nikhat Zareen and I am two times world boxing champion. As our Prime Minister Narendra Modi ji has mentioned about Obesity in ‘Mann Ki Baat’ and I think it’s a national concern, we should be serious about our health because obesity is spreading so fast in our India, we should stop it and we should try to follow a healthy lifestyle as much as possible. Being an athlete myself, I try to follow a healthy diet because if by mistake I take an unhealthy diet or eat oily things, it impacts my performance and I get tired quickly in the ring and I try to use as little as possible things like edible oil and instead follow a healthy diet and do daily physical activity due to which I always remain fit. And I think common people like us, who go to work daily, I think everyone should be serious about health and do some daily physical activity due to which we stay away from diseases like heart attack and cancer and keep ourselves fit ‘because if we are fit then India is fit’.                                  

    Nikhat ji has really made some good points. Let us now listen to what Dr. Devi Shetty ji has to say. As all of you know, he is a very distinguished doctor, who is continuously working on this subject:

    I would like to thank our Honourable Prime Minister for creating an awareness about obesity in his most popular ‘Mann Ki Baat’ programme. Obesity today is not a cosmetic problem; it is a very serious medical problem. Majority of the youngsters in India today are obese. The main cause of obesity today is poor quality of food intake especially excess intake of carbohydrates that is rice, chapatti and sugar and of course large consumption of oil. Obesity leads to major medical problems like heart disease, high blood pressure, fatty liver and many other complications. So my advice to all the youngsters… start exercising control your diet and be very very active and watch your weight. Once again I would like to wish all of you a very very happy healthy future, Good Luck and God Bless.                             

    Friends, using less oil in food and dealing with obesity is not just a personal choice but also our responsibility towards the family. Excessive use of oil in food can cause many diseases like heart disease, diabetes and hypertension. By making small changes in our food habits, we can make our future stronger, fitter and disease-free. Therefore, without delay, we must increase our efforts in this direction and implement it in our lives. We can all do this together in a very playful & effective way. For example, today after this episode of ‘Mann Ki Baat’, I will request and challenge 10 people if they can reduce oil in their food by 10%. And I will also urge them to pass on the same challenge to 10 new people. I am sure that this will help a lot in fighting obesity.                                                                                                   

    Friends, do you know what the similarity between the Asiatic Lion, Hangul, Pygmy Hog and Lion-tailed Macaque is? The answer is that all of these are not found anywhere else in the world… they are found only in our country. Indeed, we have a very vibrant eco-system of flora and fauna. And these wild animals are deeply embedded in our history and culture. Many animals are also observed as the vehicles of our Gods and Goddesses. Many tribes in central India worship Bagheshwar. There is a tradition of worshipping Waghoba in Maharashtra. Lord Ayyappa also has a very deep connection with the tiger. Bonbibi, whose Vaahan is the tiger, is worshipped in Sundarbans. We have many cultural dances like Huli Vesha of Karnataka, Pooli of Tamil Nadu and Pulikali of Kerala, which are associated with nature and wildlife. I would also like to thank my tribal brothers and sisters, because they actively participate in work related to wildlife protection. The population of tigers has risen continuously in Karnataka’s BRT Tiger Reserve. A lot of credit for this goes to the Soliga tribe, who worship the tiger. Owing to them, there is almost no man-animal conflict in this area. In Gujarat as well, people have contributed significantly in the protection and conservation of Asiatic Lions in Gir. They have shown the world what co-existence with nature means. Friends, on account of these efforts, the population of tigers, leopards, Asiatic Lions, Rhinos and Barasingha has increased rapidly in the last few years. And it is also worth noting how beautiful the diversity of wildlife in India is. Asiatic Lions are found in the western part of the country, while the habitat of ​​Tigers is East, Central and South India. Rhinos are found in the Northeast. Every part of India is not only sensitive towards nature, but is also committed to wild life protection. I have been told about Anuradha Rao ji, many generations of whom have been associated with Andaman and Nicobar Islands. Anuradha ji had dedicated herself to animal welfare at an early age. For three decades, she has made the protection of deer and peacocks her mission. People here call her ‘Deer Woman’. We will celebrate World Wildlife Day at the beginning of next month. I urge you to encourage people associated with wildlife protection. It is a matter of great satisfaction for me that many start-ups have also emerged in this field.

    Friends, this is the season of Board Exams. I wish my young friends, i.e., Exam Warriors, the best of luck for their exams. Appear for your papers without any stress and with a completely positive spirit. Every year in ‘Pariksha Pe Charcha’, we discuss various topics related to exams with our Exam Warriors. I am happy that this programme is now taking an institutional form… it is getting institutionalized. Many New experts are also joining it. This year, we tried to conduct ‘Pariksha Pe Charcha’ in a new format.  Along with the experts, eight different episodes were also included. We covered topics ranging from Overall Exams to Health Care and Mental Health as well as food and nutrition. Past toppers also shared their thoughts and experiences with everyone.     My dear countrymen, many of you would have enjoyed the thrill of the National Games in Uttarakhand. There, more than 11,000 athletes from all over the country performed brilliantly. This event presented a new Swaroop of Devbhoomi. Uttarakhand is now emerging as a strong sporting force in the country. The players of Uttarakhand too performed wonderfully. This time Uttarakhand finished 7th – this is the power of sports, which transforms individuals and communities as well as the entire State. It inspires future generations and also promotes a culture of excellence. Friends, today some memorable performances in these games are being discussed all over the country. My heartiest congratulations to the Services team which won the maximum number of gold medals in these games. I also appreciate every player who participated in the National Games. Many of our players are the contribution of the Khelo India campaign. Be it Sawan Barwal of Himachal Pradesh, Kiran Mhatre & Tejas Shirse of Maharashtra or Jyoti Yaraji of Andhra Pradesh, all of them have given new hope to the country. Javelin thrower Sachin Yadav of Uttar Pradesh, high jumper Pooja of Haryana and swimmer Dhinidhi Desindhu of Karnataka won the hearts of the countrymen. They surprised everyone by setting three new national records. The number of teenage champions in this year’s National Games is astonishing. 15-year-old shooter Gavin Antony, 16-year-old hammer thrower Anushka Yadav, from UP and 19-year-old pole vaulter Dev Kumar Meena from Madhya Pradesh have proved that India’s sporting future lies in the hands of a very talented generation. The National Games held in Uttarakhand also showed that those who never accept defeat, definitely win. No one becomes a champion amid comfort. I am happy that with the determination and discipline of our young athletes, India is rapidly progressing towards becoming a global sporting powerhouse.

    My dear countrymen, during the opening of the National Games in Dehradun, I raised a very important topic, which has started a new discussion in the country – this topic is ‘obesity’. To become a fit and healthy nation, we will certainly have to deal with the problem of obesity. According to a study, one in every eight people today is troubled by the problem of obesity. Cases of obesity have doubled in the past years, but, what is even more worrying is that the problem of obesity has increased fourfold even among children. WHO data shows that in 2022, about 250 crore people around the world were overweight, that is, they had more weight than required. These statistics are very serious and force all of us to think why this is happening. Excess weight or obesity gives rise to many kinds of problems and diseases. We can together deal with this challenge with minor efforts. For example, one method I suggested was “reducing the consumption of edible oil by ten percent (10%)”. Decide that you will use 10% less oil every month. You can decide that while buying oil for cooking, you will buy 10% less oil. This will be an important step towards reducing obesity. Today, in ‘Mann Ki Baat’, I also want to share some special messages on this topic with you. Let us begin with Olympic medallist Neeraj Chopra, who has successfully overcome obesity:

    Namaskar everyone. I, Neeraj Chopra want to tell you all today that our honourable Prime Minister Shri Narendra Modi ji has discussed obesity in ‘Mann Ki Baat’ this time, which is a very important issue for our country. And I somehow relate to this thing with myself too, because when I started going to the ground, I was also quite overweight at that time and when I started training and started eating well, my health improved a lot and after that when I became a professional athlete, I got a lot of help in that too. And I would also like to tell that parents should also play some outdoor sport or the other and take their children along and create a good healthy lifestyle, eat well and give your body an hour or however much time you can in a day for exercise. And I would like to add one more thing, recently our Prime Minister had said that the oil used in food should be reduced by upto 10%, because many times we eat a lot of fried food items which have a huge impact on obesity. So I would like to tell everyone to avoid these things and take care of their health. This is just what I request you and together we will uplift our country, thank you.

    Hi, my name is Nikhat Zareen and I am two times world boxing champion. As our Prime Minister Narendra Modi ji has mentioned about Obesity in ‘Mann Ki Baat’ and I think it’s a national concern, we should be serious about our health because obesity is spreading so fast in our India, we should stop it and we should try to follow a healthy lifestyle as much as possible. Being an athlete myself, I try to follow a healthy diet because if by mistake I take an unhealthy diet or eat oily things, it impacts my performance and I get tired quickly in the ring and I try to use as little as possible things like edible oil and instead follow a healthy diet and do daily physical activity due to which I always remain fit. And I think common people like us, who go to work daily, I think everyone should be serious about health and do some daily physical activity due to which we stay away from diseases like heart attack and cancer and keep ourselves fit ‘because if we are fit then India is fit’.                                  

    Nikhat ji has really made some good points. Let us now listen to what Dr. Devi Shetty ji has to say. As all of you know, he is a very distinguished doctor, who is continuously working on this subject:

    I would like to thank our Honourable Prime Minister for creating an awareness about obesity in his most popular ‘Mann Ki Baat’ programme. Obesity today is not a cosmetic problem; it is a very serious medical problem. Majority of the youngsters in India today are obese. The main cause of obesity today is poor quality of food intake especially excess intake of carbohydrates that is rice, chapatti and sugar and of course large consumption of oil. Obesity leads to major medical problems like heart disease, high blood pressure, fatty liver and many other complications. So my advice to all the youngsters… start exercising control your diet and be very very active and watch your weight. Once again I would like to wish all of you a very very happy healthy future, Good Luck and God Bless.                             

    Friends, using less oil in food and dealing with obesity is not just a personal choice but also our responsibility towards the family. Excessive use of oil in food can cause many diseases like heart disease, diabetes and hypertension. By making small changes in our food habits, we can make our future stronger, fitter and disease-free. Therefore, without delay, we must increase our efforts in this direction and implement it in our lives. We can all do this together in a very playful & effective way. For example, today after this episode of ‘Mann Ki Baat’, I will request and challenge 10 people if they can reduce oil in their food by 10%. And I will also urge them to pass on the same challenge to 10 new people. I am sure that this will help a lot in fighting obesity.                                                                                                   

    Friends, do you know what the similarity between the Asiatic Lion, Hangul, Pygmy Hog and Lion-tailed Macaque is? The answer is that all of these are not found anywhere else in the world… they are found only in our country. Indeed, we have a very vibrant eco-system of flora and fauna. And these wild animals are deeply embedded in our history and culture. Many animals are also observed as the vehicles of our Gods and Goddesses. Many tribes in central India worship Bagheshwar. There is a tradition of worshipping Waghoba in Maharashtra. Lord Ayyappa also has a very deep connection with the tiger. Bonbibi, whose Vaahan is the tiger, is worshipped in Sundarbans. We have many cultural dances like Huli Vesha of Karnataka, Pooli of Tamil Nadu and Pulikali of Kerala, which are associated with nature and wildlife. I would also like to thank my tribal brothers and sisters, because they actively participate in work related to wildlife protection. The population of tigers has risen continuously in Karnataka’s BRT Tiger Reserve. A lot of credit for this goes to the Soliga tribe, who worship the tiger. Owing to them, there is almost no man-animal conflict in this area. In Gujarat as well, people have contributed significantly in the protection and conservation of Asiatic Lions in Gir. They have shown the world what co-existence with nature means. Friends, on account of these efforts, the population of tigers, leopards, Asiatic Lions, Rhinos and Barasingha has increased rapidly in the last few years. And it is also worth noting how beautiful the diversity of wildlife in India is. Asiatic Lions are found in the western part of the country, while the habitat of ​​Tigers is East, Central and South India. Rhinos are found in the Northeast. Every part of India is not only sensitive towards nature, but is also committed to wild life protection. I have been told about Anuradha Rao ji, many generations of whom have been associated with Andaman and Nicobar Islands. Anuradha ji had dedicated herself to animal welfare at an early age. For three decades, she has made the protection of deer and peacocks her mission. People here call her ‘Deer Woman’. We will celebrate World Wildlife Day at the beginning of next month. I urge you to encourage people associated with wildlife protection. It is a matter of great satisfaction for me that many start-ups have also emerged in this field.                                                      Friends, this is the season of Board Exams. I wish my young friends, i.e., Exam Warriors, the best of luck for their exams. Appear for your papers without any stress and with a completely positive spirit.     Union Minister of Youth Affairs & Sports Dr. Mansukh Mandaviya chaired a high-level meeting today with senior officials from the Government of Punjab, Union Territory of Chandigarh, and the Sports Authority of India (SAI) Regional Centre Chandigarh to discuss and strategize the development of sports infrastructure in the northern region.

    Emphasizing the government’s commitment to strengthening India’s sports ecosystem, Dr. Mandaviya said, “Under the visionary leadership of Prime Minister Narendra Modi, initiatives like Khelo India, FIT India, and the Target Olympic Podium Scheme (TOPS) are transforming India’s sports landscape. Our goal is to create a robust infrastructure that nurtures young talent and enables them to compete at the highest level. Sports is not just about winning medals—it instills discipline, perseverance, and national pride in our youth, shaping them into champions both on and off the field.”

    Following the meeting, the Union Minister felicitated 30 outstanding athletes across disciplines such as kabaddi, handball, judo, boxing, kayaking, and canoeing. These athletes, who have secured podium finishes in various national and international tournaments, including the recently concluded 38th National Games, undergo rigorous training at six SAI Training Centres (STCs), two National Centres of Excellence (NCOEs), and two Extension Centres under SAI RC Chandigarh.

    Encouraging the athletes, Dr. Mandaviya expressed his confidence in their potential to elevate India’s global sporting stature. “India is on a transformative journey towards becoming a sports superpower. By 2047, when we celebrate 100 years of independence, I envision a nation where our athletes dominate the world stage, bringing glory to the Tricolour with every performance.”

    Dr. Mandaviya also visited SAI RC Chandigarh to review the existing sports facilities and assess the infrastructure available for young sportspersons in the region. As the largest regional centre in North India, RC Chandigarh oversees the development of sports in Punjab, Himachal Pradesh, and the Union Territories of Jammu & Kashmir, Chandigarh, and Ladakh.

    Currently, 152 Khelo India Centres (KICs), six Khelo India State Centres of Excellence (KISCEs), and 42 Khelo India Accredited Academies (KIAAs) fall under the jurisdiction of SAI RC Chandigarh, collectively training over 2,400 aspiring athletes, both male and female.

    Union Minister for Labour & Employment and Youth Affairs & Sports, Dr. Mansukh Mandaviya visited Chandigarh today to review key institutions under the Ministry of Labour and Employment. As part of his visit, Union Minister toured the Labour Bureau and the Employees’ State Insurance Corporation (ESIC) Model Hospital, Chandigarh, assessing their ongoing initiatives and interacting with stakeholders.

    At the Labour Bureau, a brief presentation regarding the various activities and schemes being undertaken by Labour Bureau was given to Union Minister. He was apprised about the objectives, scope and status of various activities, including price indices, labour statistics and surveys.

    Emphasizing the government’s commitment to the welfare of workers, Dr. Mandaviya highlighted the critical role of data-driven decision-making in enhancing economic growth, governance, and service delivery.

    Union Minister also took review of the performance and initiatives of the EPFO Regional Offices under the Punjab & Himachal Pradesh Zone at Labour Bureau. Emphasizing the Government’s commitment to the welfare of labour, Union Minister highlighted that reforms in the IT system are continuously transforming the functioning of the EPFO.

    Later in the day, Union Minister visited the ESIC Model Hospital in Chandigarh and toured the hospital facilities, including the OPD Registration Counter, Pharmacy, Laboratory, Radiology Unit, High Dependency Unit (HDU), OPD, and Casualty departments.

    During his visit, Dr. Mandaviya interacted with patients receiving treatment at the hospital and reaffirmed them that government is committed to providing quality healthcare services for workers and their families.

    A PowerPoint presentation was held in the hospital’s Conference Hall to brief the Union Minister on the hospital’s operations, objectives, and vision, as well as an overview of the Regional Office’s functioning.

    Margaret Brennan, CBS News: We turn now to Trump’s clash with Democratic governors. Joining us now from Albany, New York, is the Governor, Kathy Hochul. Good morning to you, Governor.

    Governor Hochul: Good morning.

    Margaret Brennan, CBS News: I know you were just here in Washington and you met privately with President Trump. In the past, you’ve said the relationship doesn’t have to be adversarial. Was your meeting with him adversarial? And what was your top message?

    Governor Hochul: It wasn’t an adversarial meeting, but I was very clear — especially after I found that the Trump Administration had ended a program that was put in place, congestion pricing, by the duly elected members of our Legislature representing the voice of the people — and with a tweet, he claims that he is the king and therefore he has the power to destroy it. And I have a problem with that characterization, because we labored under a king 250 years ago, and as I said, we’re not going back there.

    So I wanted to take my case to him directly and let him see the benefits of this program, because our city is paralyzed with gridlock. And we had a path forward to be able to make the City move again, and it’s working. I wanted to just have that opportunity to convey that, but I don’t know that we’re very persuasive on that front, but that’s okay. The people in my state need to know I’m willing to take the fight wherever I have to.

    Margaret Brennan, CBS News: So just to explain for our audience, congestion pricing — you’re talking about this $9 toll you put on people driving into lower Manhattan, below 60th Street. Your fellow Democrat, Phil Murphy of New Jersey, says he doesn’t like this policy. He actually asked President Trump to stop it. President Trump’s office says this is discriminatory against working class people. How do you respond to that?

    Governor Hochul: I respond this way: With all due respect to the State of New Jersey, they do not tell us in New York what to do, nor does Washington when it comes to policies that we believe are going to reduce congestion, move along vehicles; emergency vehicles are moving faster and air quality is improving. So I have arguments that are important, but no one else should be able to second guess us, because that’s not how our system of laws and states was set up. I’m the Governor of New York. I will deal with the internal issues before me without interference from New Jersey, or indeed, the federal government.

    Margaret Brennan, CBS News: So this is going to the courts?

    Governor Hochul: Oh yes, it’s going to the courts. And I believe we will be victorious in the courts and this program will continue.

    Margaret Brennan, CBS News: You know, this is not the only standoff between the State and federal government, and the tension here. I know you were in Washington with other governors who were meeting with the President this week. Federal funds account for about 40 percent of your state’s budget. President Trump is threatening to withhold federal funds to governors in order to force compliance with his agenda. Here’s what he said to the Governor of Maine. Take a listen.

    President Donald Trump: Is Maine here, the Governor of Maine?

    Governor Janet Mills: Damn right I am. Yeah, I’m here.

    President Donald Trump: Are you not going to comply with it?

    Governor Janet Mills: I’ll comply with the state and federal law.

    President Donald Trump: Well I’m — we are the federal law. You better do it. You better do it, because you’re not going to get any federal funding at all if you don’t.

    Margaret Brennan, CBS News: That was about transgender athletes on girls sports teams. Are you Democratic governors going to start to work together on this? Is there legal pushback?

    Governor Hochul: What he is doing, as they’ve described it, is flooding the zone. They’re attacking California when it comes to FEMA dollars, they’re filing lawsuits in Illinois, they’re going after Maine on this, and they’re coming after programs that have been duly put in place in the State.

    What they’re trying to do is create this theater of all kinds of activity that is trying to be a distraction to us. And when someone floods the zone in a football game, what you need to have is the defenders be very disciplined, smart, but also stand their ground. And that’s exactly what New York governors — the Governor of New York — will do in cooperation with our governors.

    We’re not going to sit idly by and let our rights be attacked. We’ll work with you when there’s common ground, no doubt about it. Let’s build great projects and infrastructure. There’s areas where we’re going to work with you on immigration and getting the violent criminals off our streets. We do not dispute that. But don’t think that you can just come in and bully us around and not expect a reaction from governors.

    Margaret Brennan, CBS News: You know that when it comes to your state, there’s been a lot of focus on Manhattan and the Department of Justice, because of Eric Adams and the ongoing legal issues he has. In the past week, four Deputy Mayors resigned. Seven federal prosecutors resigned after the Trump justice department moved to dismiss those five counts of federal corruption indictments against Mayor Adams. You know, the allegation is that the dismissal of the charges was related to a quid pro quo around immigration compliance. Did you discuss this case at all with the President when you were in the room with him one on one?

    Governor Hochul: No, I did not. In fact, it’s — we’re waiting for the decision by a judge on whether he’s going to accept the recommendation for a dismissal. So that’s still in litigation. But I will say this: We are not allowing the Trump Administration to interfere in the operations of our city. And the legal problems that the Mayor is facing because of the Trump Administration and the phrasing they have used — and indeed, an interview that was done by one of his representatives on national television saying that he’s basically got the Mayor under his control — that’s concerning. And I have to be able to put in safeguards.

    Of course everyone says I had the option to remove him. I still hold that option to remove him. It is an extraordinary power, and I know there’s a lot of people disappointed and angry, and want something done immediately. But I will always stand on the fact that we are a nation of laws, and one individual — the Governor of New York — should not use her voice and her will to override the will of the voters. We have an election in a few months in a primary. I’m going to let the voters decide, but I’m also going to be very cognizant. I need to keep an eye on this situation, especially the way the Trump Administration has telegraphed that they want to get into our operations, and I have to be the firewall to stop that.

    Margaret Brennan, CBS News: So having said that, does that mean you do believe there was a quid pro quo understanding with Eric Adams?

    Governor Hochul: I am going by what the perception could be. I cannot let the integrity of the administration in the City of New York be undermined by perception that the Trump Administration actually created. They created this perception. The reality I will never know. But as long as there’s the faith of New Yorkers that has been undermined by what the Trump Administration is doing trying to give the appearance of holding the city hostage — that’s exactly what they’re trying to do.

    Again, they’re trying to create chaos, but we have to be smart as Democrats and as leaders, and parse through all this and just go do what’s right. That will always be my North Star.

    The 2025 Shenzhen-Hong Kong marathon and the 15th National Games athletics (marathon) test event, as well as the 15th National Games Handball (Men) test event, concluded successfully today.

    The marathon test event took place this morning when a total of 38 athletes, including three men and three women from Hong Kong, participated in the races.

    Zhao Chaochuan from Yunnan was crowned the men’s race championship in a time of 2 hours, 17 minutes and 17 seconds. Chen Liqin from Guangdong, finishing at 2 hours, 44 minutes and 44 seconds, won the women’s race.

    All six of the Hong Kong athletes completed the races smoothly. Among them, Leanne Szeto won third place in the women’s race in 2 hours, 47 minutes and 20 seconds.

    As for the handball test event held this afternoon, the final and the third-place games were staged at Kai Tak Arena in Kai Tak Sports Park. The men’s handball team from Jiangsu won the championship, while the Hong Kong and Guangdong teams took the first runner-up and second runner-up titles respectively.

    Wrapping up the test events, Head of the National Games Coordination Office (Hong Kong) Yeung Tak-keung said the office will hold a meeting with all relevant government departments and organisations to review and enhance the competition arrangements, with a view to ensuring full preparation for the 15th National Games scheduled to be held in November.

    Thanks to more emphasis on PE classes, the southern Chinese city of Shenzhen has seen a noticeable drop in the number of secondary school students who need to wear glasses.
    The municipal education bureau recently released the data one year after it piloted “one physical education (PE) class per day” in the compulsory education stage.
    Since its implementation on Jan. 1, 2024, the overall myopia rate among children and adolescents in Shenzhen has dropped to 55.5 percent, down 1.2 percentage points from 2023. Meanwhile, a measurement of student physical fitness excellence rose by over 6 percentage points from 2023.
    “Seeing the data, I feel even more confident about implementing the policy. A year of practice has proven that we made the right decision,” said Zheng Xiuyu, head of the municipal education bureau.
    Since the beginning of this new semester, various provincial-level regions in China have introduced policies to ensure students have proper recess activities and sufficient PE classes to improve their health.
    DAILY PE CLASS MANDATE
    Beijing has released a document to strengthen physical education in primary and secondary schools. It outlines eight measures, including ensuring one PE class for primary and junior high school students and ensuring that they engage in at least two hours of comprehensive physical activities every day.
    Regions such as Hunan, Hebei, Gansu, Tianjin and Sichuan have recently released similar documents.
    These initiatives came after concerns over the physical and mental health of primary and secondary school students have been growing in recent years.
    A 2024 report released by the China Development Research Foundation highlights that issues like myopia, obesity and scoliosis are surpassing infectious diseases as primary health concerns. Mental health problems, including high anxiety and depression rates, are also rising.
    Students and parents have widely welcomed the “one PE class a day” policy.
    “My favorite class is PE!” A student in Shenzhen has said.
    Parents also believe that their children are improving their physical fitness and gaining happiness and confidence through regular exercise.
    HEALTHIER AND EVEN SMARTER
    “Parents and schools have become more attentive to PE,” said Shen Hongwen, a PE teacher in Shanghai. “Beyond grades, society now values both academic success and physical well-being.”
    Shen added that the emergence of various sports training institutions reflects the growing recognition that academic performance and well-being are equally important.
    Educators argue that sports do not hinder learning but rather enhance cognitive abilities and mental resilience.
    “Appropriate recess games and physical activities not only enhance study efficiency but also help develop their thinking and innovation abilities,” said Zhu Hong, vice principal of a primary school in Hainan.
    Numerous studies show that exercise not only promotes health but also serves as an important way to enhance brain development, said Huang Zhenmin, a PE analyst at Shenzhen Institute of Education Sciences.

    As early as 2021, China’s Ministry of Education had recommended that “schools with adequate resources should offer one PE class per day” and “ensure students engage in one hour of exercise in school and another hour outside of school each day.”
    However, obstacles such as limited time and space, inadequate sports facilities, and a shortage of PE teachers have hindered implementation.
    To address the issue of teacher resources, China has expanded the enrollment of students specialized in PE in multiple teacher cultivation programs. Beijing also allows schools to hire retired coaches and athletes as part-time PE teachers.
    Shenzhen established a two-way mechanism between school and public sports venues. Students can use public venues during school hours, while the public can use school sports spaces during holidays, solving the problem of insufficient space for both.
    To reinforce physical activities, in the recently released national plan to build a strong education system by 2035, authorities again emphasized “making sure primary and secondary school students have at least two hours of physical activity daily” to effectively control myopia and obesity rates.
    With the time and space secured, many schools are now making efforts to provide students with high-quality PE courses that are designed to enhance speed, agility, strength and endurance.

    Gamedays of the 2025 season for the Dingley Cricket, Football and Netball Clubs will be even better for supporters, with the unveiling of the new open terrace viewing platform at the Dingley Sports Pavilion. 

    Jointly funded by the Albanese Government and Kingston City Council, the new terrace provides impressive views of Souter Oval and enhanced accessibility for supporters with mobility requirements.

    The football and cricket clubs have been a staple in the Dingley community for nearly seven decades, and with the existing facilities starting to show signs of their considerable service in recent years, it was time to breathe new life into Souter Oval.

    The new, extended terrace has been funded through the Investing in Our Communities Program, with the Albanese Government providing $177,000 for the development and the remaining $93,000 funded by the Kingston City Council. 

    It complements the $9.98 million pavilion upgrade that will meet contemporary sporting code requirements and provide the space and flexibility for the sporting clubs to continue servicing the local community.

    The pavilion, with its extended deck, isn’t restricted to gameday use – the public are able to hire the space as an affordable option for meetings, workshops or events with a catering capacity of up to 150 people.

    Construction of the extended terrace provided 22 local full-time jobs and will create another three ongoing jobs in the local community.

    Sen. Elizabeth Warren has urged the Justice Department to carefully scrutinize Disney‘s deal to acquire a controlling stake in Fubo, saying the consolidation presents antitrust concerns.

    Disney announced in January that it would merge its Hulu + Live TV service with Fubo and take 70% ownership of the combined company. A few days later, Disney, Fox and Warner Bros. Discovery dropped their plans to launch Venu Sports, a combined streaming service.

    In a letter to the DOJ’s Antitrust Division, Warren argued that the Disney-Fubo deal allows the company to “gobble up a competitor” and could lead to higher prices.

    “This proposed acquisition raises significant concerns under antitrust law, would give Disney increased market power and incentives to increase costs for viewers, and should be regarded as another data point in Disney’s history of anticompetitive behavior,” Warren wrote.

    Today, Apple announced Apple Intelligence is coming to Apple Vision Pro in April. With Apple Intelligence for Vision Pro, users will be able to proofread, rewrite, and summarize text using Writing Tools; compose text from scratch using ChatGPT in Writing Tools; explore new ways to express themselves visually with Image Playground; create the perfect emoji for any conversation with Genmoji; and much more. Apple Intelligence will be available in beta on visionOS 2.4 with support for U.S. English. More features and support for additional languages will roll out throughout the year.

    visionOS 2.4 also introduces new apps and features to help users discover and share the magic of spatial computing. Spatial Gallery — a new app for Vision Pro — features a curated collection of spatial photos, spatial videos, and panoramas from artists, filmmakers, photographers, and more. The Apple Vision Pro app for iPhone offers users a new way to download apps and games from the App Store; discover experiences from Apple TV, Spatial Gallery, and more; easily find helpful tips; and quickly access information for their Vision Pro.     Apple Intelligence on Apple Vision Pro

    Apple Intelligence offers new ways for Apple Vision Pro users to express themselves visually, simplify everyday tasks, and get things done effortlessly — all with groundbreaking privacy protections. An initial set of Apple Intelligence features will be available in April with visionOS 2.4 for users with their device and Siri language set to U.S. English. Support for more Apple Intelligence features and additional languages will roll out throughout the year.

    With Writing Tools, users can refine their words by rewriting, proofreading, and summarizing text nearly everywhere they write, including Mail, Notes, and third-party apps. With Rewrite, users can adjust the tone of their text to make it more friendly, professional, or concise, or specify the change they’d like to make using Describe Your Change. Proofread checks grammar, word choice, and sentence structure with suggested edits. Users can also select text and have it recapped in several formats with Summarize. And with Compose, users can ask ChatGPT to generate content for anything they’re writing about.

    Image Playground allows users to easily create fun and unique images from themes, costumes, accessories, and places. Users can add their own text descriptions, and can even create images in the likeness of a family member or friend using photos from their photo library. The experience is integrated directly into apps like Messages and Freeform, and is also available as a dedicated app for Apple Vision Pro.

    Users will be able to create Genmoji by simply typing or speaking a description into the emoji keyboard. Genmoji can be added inline to messages, shared as a sticker, or sent as a Tapback.

    Smart Reply in Messages and Mail identifies questions and suggests relevant replies, so Apple Vision Pro users can easily respond to texts and emails with just a few taps.

    With Create a Memory Movie in Photos, users can simply type a description, and Apple Intelligence will pick out the best photos and videos, craft a storyline with chapters based on themes identified from the photos, and arrange them into a movie with its own narrative arc and a soundtrack. As with all Apple Intelligence features, user photos and videos are kept private, and are not shared with Apple or anyone else.

    Natural language search in Photos makes it even easier for users to find a specific photo, album, or a moment in a video just by describing it.

    visionOS 2.4 also includes support for Priority Messages in Mail, Mail Summaries, Image Wand in Notes, Priority Notifications in Notification Center, and Notification Summaries. Apple Intelligence uses on-device processing to protect users’ privacy whenever possible. For requests that require even larger models, Private Cloud Compute extends the privacy and security of Apple products into the cloud to unlock even more intelligence. When using Private Cloud Compute, users’ data is never stored or shared with Apple; it is used only to fulfill the request. Independent experts can inspect the code that runs on Apple silicon servers to continuously verify this privacy promise, and are already doing so.

    Introducing Spatial Gallery

    visionOS 2.4 introduces Spatial Gallery, a new app that features a selection of spatial photos, spatial videos, and panoramas curated by Apple for Apple Vision Pro. With Spatial Gallery, users will enjoy breathtaking and intimate moments spanning art, culture, entertainment, lifestyle, nature, sports, and travel, with new content released regularly. At launch, users can discover remarkable perspectives from photographers like Jonpaul Douglass and Samba Diop; new stories and experiences from iconic brands including Cirque du Soleil, Red Bull, and Porsche; behind-the-scenes moments from Apple Originals like Disclaimer, Severance, and Shrinking; and special moments from top artists.

    The Apple Vision Pro App for iPhone

    Starting in April, Apple Vision Pro users will be able to queue apps and games to download, discover new spatial content and experiences, easily find helpful tips, and quickly access information about their device from their iPhone with the new Apple Vision Pro app. The app will appear for Vision Pro users when they update their iPhone to iOS 18.4, and it can also be downloaded from the App Store.

    The Discover page offers curated recommendations for new and noteworthy experiences available on Apple Vision Pro. Users can quickly see popular apps and games on the App Store; nearly 300 3D movies, Apple Immersive titles, and more video content on the Apple TV app; and the latest spatial photos, spatial videos, and panoramas featured in the Spatial Gallery.1 New Apple Immersive titles include “Ice Dive” from the Adventure series; “Sharks” from the Wild Life series; and Man vs. Beast. “Arctic Surfing” — the latest episode of Boundless — debuts worldwide today, while the next episode of Adventure, “Deep Water Solo,” debuts next Friday, February 28.

    Guest User with iPhone and iPad

From Control Center, users can choose which apps their guest can see, and guests can save their eye and hand setup for up to 30 days after their last use.

    With new enhancements to Guest User in visionOS 2.4, users can start a Guest User session with their nearby iPhone or iPad. When their device is unlocked, they can choose which apps are accessible to their guest and start View Mirroring with AirPlay, making it easy to guide a guest through their Vision Pro experience.

  • MIL-OSI Security: Jury Convicts Former KC Police Officer of $200,000 Charity Fraud Scheme

    KANSAS CITY, Mo. – A former Kansas City, Mo., police officer who ran an anti-crime charity has been convicted in federal court of a scheme in which he spent more than $200,000 in donations for his own personal expenses.

    Aaron Wayne McKie, 47, was found guilty on Thursday, Feb. 20, of nine counts of wire fraud and one count of money laundering. McKie worked as a police officer for the Kansas City, Mo., Police Department for 24 years, assigned as a police officer to the Crime Free Multi-Housing section from 2002 through 2023.

    McKie served from 2009 to 2023 as president of Mid-America Crime Free, Inc. (MACF), a non-profit organization that claimed to provide training to persons in the rental housing industry and promote anti-crime programs. He was an officer of the charity for three years prior, from 2006 to 2009.

    Evidence produced during the trial indicated that McKie devised a scheme to defraud MACF and its donors that began in July 2009 and lasted until October 2023. Individuals and businesses contributed $387,620 to MACF, not including in-kind donations. McKie spent at least $200,060 for his own personal purposes.

    The biggest source of MACF funds was an annual golf tournament, “Fairways 4 Fuzz Golf Tournament.” Individuals and businesses donated both money and in-kind donations, such as food and beverages, to MACF via the golf tournament. At least 121 donors have been identified.

    From 2009 to 2023, the flyers soliciting donations and players for the tournament claimed the funds raised would enable MACF to provide free seminars to owners of rental properties and train police officers. In reality, those claims were false. The Kansas City Police Department paid the salaries and expenses of Crime Free Multi-Housing unit officers who may have provided training to landlords; McKie used the majority of MACF funds for personal spending; and the IRS had revoked the organization’s tax-exempt status in 2010.

    Under federal statutes, McKie is subject to a sentence of up to 20 years in federal prison without parole on each of the 10 counts on which he was convicted. The maximum statutory sentence is prescribed by Congress and is provided here for informational purposes, as the sentencing of the defendant will be determined by the court based on the advisory sentencing guidelines and other statutory factors. A sentencing hearing will be scheduled after the completion of a presentence investigation by the United States Probation Office.

    Following the presentation of evidence, the jury in the U.S. District Court in Kansas City, Mo., deliberated for nine hours before returning guilty verdicts to U.S. Chief District Judge Beth Phillips, ending a trial that began Monday, Feb. 10.

    This case is being prosecuted by Assistant U.S. Attorney Kathleen D. Mahoney and Special Assistant U.S. Attorney Amanda Hanson. It was investigated by the FBI and the Kansas City, Mo., Police Department.

  • MIL-OSI Global: YouTube was born from a failed dating site – 20 years on, the world’s biggest video platform faces new challenges

    When three former PayPal employees, Steve Chen, Chad Hurley and Jawed Karim, registered the domain www.youtube.com 20 years ago, they wanted to create an online dating site based around videos of users. In 2016, Chen told the SXSW conference: “We thought dating would be the obvious choice.”

    But despite offering to pay users to upload videos of themselves, nobody came forward. When their concept failed, they hatched a new idea for the same domain: “OK, forget the dating aspect, let’s just open it up to any video,” said Chen.

    What followed was revolutionary. Having started as a small project, YouTube rapidly grew into one of the most influential platforms in media history, reshaping journalism, media, entertainment and social interactions.

    Its first-ever video, “Me at the Zoo” – featuring Karim casually describing the elephants at San Diego Zoo – set the tone for democratised content creation, and also the type of content that would become so significant for YouTube: vlogging – where people communicate their own blog-style entries on video, often delivered direct to camera.

    The simplicity of uploading and sharing any type of video, combined with the potential of online content going viral, made the platform an instant hit.

    In October 2006, just over a year after the video platform’s launch, Google acquired YouTube for US$1.65 billion (£1.3 billion) – a move that proved one of the most significant tech acquisitions in history. The platform embarked on monetising its growing library of content via online advertising, not only generating huge profits for Google but also providing content creators with a share.

    The increasing profits prompted content creators to deliver better content.

    Whereas traditional media outlets such as television controlled video production and distribution, YouTube suddenly allowed anyone with a camera to share their voice. This shift led to the rise of independent creators, from beauty vloggers and gamers to educators and activists.

    And so the platform has given birth to an entirely new profession: the YouTuber. Early pioneers built massive audiences, inspiring a new wave of content creators who could earn a living through ad revenue, sponsorships and crowdfunding.

    In the UK in 2010, for example, a group of young content creators nicknamed “Brit Crew” became popular on YouTube. They were relatable, fun to watch, and uploaded videos regularly.

    Today, the highest-paid YouTuber worldwide, according to Forbes magazine, is MrBeast, with more than 360 million subscribers and 10 billion views. In reality, MrBeast is Jimmy Donaldson, a content creator and businessman from Greenville, North Carolina. But the views his videos attract are still nowhere near the most-watched YouTube video of all time, “Baby Shark”, with 15 billion views.

    Donaldson has often talked about understanding YouTube metrics and its algorithm as a key component to his success. He particularly pays attention to a measure known as “retention rate”, noting where viewers stop watching to improve his future videos. He says the algorithm prioritises things that are difficult to accomplish, such as getting high retention rates on a long video, over simply getting a large number of views.

    MrBeast is emblematic of the rise of influencers on YouTube: content creators with lots of followers who look to them for inspiration and lifestyle tips. Established companies and brands have sought to develop partnerships with key influencers in order to promote products and services to their often huge global audiences.

    Overall, detailed audience numbers for YouTube are difficult to come by. However, Statista reports that the platform now has more than 2.5 billion active monthly users.

    Citizen journalism

    YouTube also plays a critical role in modern journalism. The platform, along with others such as Facebook and Twitter-X, has allowed citizen journalists to document events in real time, from protests and social movements to natural disasters and political uprisings – especially since YouTube introduced live streaming in 2011.

    During major global events such as the Arab Spring and Black Lives Matter protests, influential coverage emerged from people capturing and sharing their footage on YouTube. This shift has challenged traditional news media, which now often relies on user-generated content as a key source of reporting.

    Similarly, some major world events are streamed live on YouTube, from election coverage to the Olympics to the Glastonbury music festival. There has also been growth in the popularity of video podcasts on the platform – one of the most popular, the Joe Rogan Experience, attracts millions of views per episode.

    Misinformation and conspiracy theories

    Despite its success, YouTube has faced significant challenges. The rapid spread of hate speech, misinformation and conspiracy theories has led the platform to implement stricter content moderation policies. In recent years, YouTube says there has been a substantial drop in the number of videos that violate its policies as a result, although some experts say these numbers can be interpreted in different ways.

    YouTube also continues to face controversies over its data collection, and how its algorithms reinforce conspiracy “rabbit holes”.

    Regulation has become a pressing concern. Governments worldwide are scrutinising YouTube for its role in spreading harmful content. Many countries are discussing how to better protect children online: in the UK, YouTube is the most popular website or app among younger users, used by nearly nine in ten children aged 3-17. (Officially, YouTube does not allow children below the age of 13 to use the platform without supervision, but there are clearly many ways around this for younger users.)

    There is a also drive among regulators to ensure fair competition in the digital marketplace, given YouTube’s dominant position.

    As YouTube enters its third decade, AI could become a powerful tool for creators – from speeding up the process of adding effects to videos, to creating video content from scratch. YouTube will also face continued competition from short-form video platforms such as TikTok and Instagram.

    In my opinion, the growing demand for high-quality, authentic content will shape YouTube’s future. The platform needs to focus on protecting and empowering its creators and their diversity, while nurturing its existing community.

    One thing is clear: YouTube has transformed the way we both consume and create media. From its humble beginnings to becoming a cultural phenomenon, YouTube’s 20-year journey is a testament to the power of digital platforms and social media in shaping modern society. Whether it continues growing or evolves into something entirely new, its impact on global culture is undeniable.

  • MIL-OSI Global: From ancient emperors to modern presidents, leaders have used libraries to cement their legacies

    Here in Atlanta, the Jimmy Carter Presidential Library and Museum has been part of my daily life for years. Parks and trails surrounding the center connect my neighborhood to the Martin Luther King Jr. National Historical Park downtown and everything in between.

    At the end of December 2024, thousands of people walked to the library to pay their respects to the former president as he lay in repose. The cold, snow and darkness of the evening were a stark contrast to the warmth of the volunteers who welcomed us in. Our visit spiraled through galleries exhibiting records of Carter’s life, achievements and lifelong work promoting democracy around the world.

    U.S. presidents have been building libraries for more than 100 years, starting with Rutherford B. Hayes. But the urge to shape one’s legacy by building a library runs much deeper. As a scholar of libraries in the Greek and Roman world, I was struck by the similarities between presidential and ancient libraries – some of which were explicitly designed to honor deceased sponsors and played a significant role in their cities.

    Trajan’s library

    The Ulpian Library, a great library in the center of Rome, was founded by Emperor Trajan, who ruled around the turn of the second century C.E. Referenced often by ancient authors, it could have been the first such memorial library.

    Today, someone visiting Rome can visit Trajan’s Column, a roughly 100-foot monument to his military and engineering achievements after conquering Dacia, part of present-day Romania. A frieze spirals from bottom to top of the column, depicting his exploits. The monument now stands on its own. Originally, however, it was nestled in a courtyard between two halls of the Ulpian Library complex.

    Most of what scholars know about the library’s architecture comes from remains of the west hall, an elongated room almost 80 feet long, whose walls were lined with rectangular niches and framed by a colonnade. The niches were lined with marble and appear to have had doors; this is where the books would have been placed. Writers from the first few centuries C.E. describe the library having archival documents about the emperor and the empire, including books made of linen and books bound with ivory.

    Trajan dedicated the column in 113 C.E. but died four years later, before the library was complete. Hadrian, his adoptive son and successor, oversaw the shipment of Trajan’s cremated remains back to Rome, where they were placed in Trajan’s Column. Hadrian completed the surrounding library complex in 128 C.E. and dedicated it with two identical funerary inscriptions to his adopted parents, Trajan and Plotina. Scholars Roberto Egidi and Silvia Orlandi have argued that Trajan’s remains could later have been transferred from the column into the library hall.

    Memorial model

    Either way, I would argue that Trajan’s decision to have his remains included in the library complex, instead of in an imperial mausoleum, established a model adopted by other officials at a smaller scale. In the eastern side of the Roman empire – what is now Turkey – at least two other library-mausoleum buildings have been identified.

    One is the library at Nysa on the Maeander, a Hellenistic city named for the nearby river. Under the floor of its entry porch is a sarcophagus with the remains of a man and a woman, possibly the dedicators, that dates to the second century C.E., the time of Hadrian’s reign.

    Another is the Library of Celsus, the most recognizable ancient library today, found in the ancient city of Ephesus. Named after a regional Roman consul and proconsul during the reign of Trajan, the building was founded by Celsus’ son, designed as both a place of learning and a mausoleum.

    The library’s ornate, sculpted facade contained life-size female statues, making it an immediately recognizable landmark. Inscriptions identify the statues as the personifications of Celsus’ character, elevating him into a role model: virtue, intelligence, knowledge and wisdom.

    Upon entering the room, the funerary character of the library became quite literal. The hall was designed like the Ulpian Library, but a door gave access to a crypt underneath. This held the marble sarcophagus with the remains of Celsus, the patron of the library. The sarcophagus itself was visible from the hall, if one stood in front of the central apse and looked down through two slits in the podium.

    An endowment covered the library’s operational expenses in ancient times, as well as annual commemorations on Celsus’ birthday, including the wreathing of the busts and statues and the purchasing of additional books.

    Power and knowledge

    These two provincial libraries highlight how sponsors hoped to be associated with the virtues a library fosters. Books represent knowledge, and by dedicating a library, one asserted his possession of it. Providing access to learning was an instrument of power on its own.

    Beyond the handful of memorial libraries, many other ancient Roman public libraries were great cultural centers, including the Forum of Peace in Rome, dedicated by Emperor Vespasian; the Library of Hadrian in Athens; and the Gymnasium in Side, a city in present-day Turkey.

    The most magnificent libraries combined access to manuscripts and artworks with spaces for meetings and lectures. Several had great leisure areas, including landscaped sculptural gardens with elaborate water features and colonnaded walkways. Literary sources and material evidence testify to the treasures that were held there: busts of philosophers, poets and other accomplished literary figures; statues of gods, heroes and emperors; treasures confiscated as spoils of war and exhibited in Rome.

    Like the Ulpian Library itself, they continued the long tradition of Hellenistic public libraries, established by the most famous library of antiquity: the Library of Alexandria. Founded and lavishly endowed by the Hellenistic kings of Egypt, the Ptolemies, the building was meant to portray the king as a patron of intellectual activities and a powerful ruler, collecting knowledge from conquered civilizations.

    In ancient Greece and Rome, anybody who could read had access to public libraries. Rules of use varied: For example, literary sources imply that the Ulpian Library in Rome was a borrowing library, whereas an inscription from the Library of Pantainos in Athens explicitly forbid any book to be taken out.

    But these buildings were also meant to shape their sponsors’ legacies, portraying them as benevolent and learned. Presidential libraries in the United States today follow the same principle: They become monuments to the former presidents, while giving back to their local communities.

  • MIL-OSI United Kingdom: Solar power set to boost energy levels at city’s leisure centre

    Work to install more than 600 solar panels over the car park and on the roof of Riverside Leisure Centre will begin on Monday 24 February, thanks to a project backed by Sport England.

    The initiative, which received planning permission last year, will enhance the centre’s long-term sustainability while minimising its environmental impact.

    By producing renewable energy on-site, the project is set to reduce the electricity bills of the building by 33 percent and cut 75 tonnes of carbon emissions a year. These financial and carbon savings will help secure the future of this venue, as well as supporting Norwich City Council’s efforts to reach net zero. New trees will also be planted in the carpark area to further boost these eco credentials.

    The venue, which has been run by Places Leisure on behalf of the city council since 2013, received 350,000 visits last year.

    As part of the project, the centre’s car park will be closed for six weeks to facilitate essential construction. While there will be some short-term disruption, these efforts are aimed at future-proofing the centre and significantly reducing its carbon footprint. Blue-badge spaces will be made available from Tuesday 25 February, so only unavailable for one day. Places Leisure have contacted members and customers directly.

    The new energy system is expected to start producing power from April, with full project completion anticipated by this summer. From April onwards, disruption should be minimal, ensuring that visitors and members can continue enjoying the facilities with ease.

    Funding of £520,000 has been secured from the government and Sport England’s £60m Swimming Pool Support Fund, while the remaining £375,000 is being paid for by the city council.

    At the time funding was awarded, Councillor Emma Hampton, cabinet member for climate change, said:

    “I’m delighted that we have been able to secure funding to install such a large solar array at Riverside Leisure Centre, future proofing the venue by reducing emissions and ensuring that we can continue to provide these much-loved community facilities for years to come.

    “By placing solar panels on the roof and in the car park, we’re putting that empty space to good use – something we should aim to do more and more across the city as we work towards a net zero Norwich by 2045.”

    This project underscores the city council’s dedication to sustainability, ensuring a more energy-efficient future. We appreciate the patience and support of both users of the centre and residents living nearby during this time.

         Following is the speech by the Deputy Secretary for Justice, Dr Cheung Kwok-kwan, at the Sports Law Conference luncheon organised by the Law Society of Hong Kong today (February 21):
     
    President Roden Tong (President of the Law Society of Hong Kong), distinguished guests, ladies and gentlemen,
     
         Good afternoon. It is a great pleasure for me to speak at this lunch conference.
     
         This morning, you heard from esteemed experts on the relationship between sports and law, highlighting how it supports the ever-expanding sports industry – locally, regionally and globally. As the sports market continues to grow, there is an increasing demand for dispute resolution services tailored to address a wide range of sports-related issues, including competition-related disputes, contractual disputes, and governance matters. In the next few minutes, I would like to share with you the Government’s latest initiatives aimed at fostering the growth of sports dispute resolution in Hong Kong.
     
         Over the past two years, the Government, specifically the Department of Justice (DoJ) and the Culture, Sports and Tourism Bureau, has been actively engaging with key stakeholders in order to better understand the needs of our sports sector.
     
         In the Chief Executive’s Policy Address last year, the Government announced the initiative to explore establishing a sports dispute resolution mechanism and promote sports arbitration, leveraging the institutional advantages of Hong Kong in dispute resolution. Specifically, the Government supports the industry in launching a pilot scheme on sports dispute resolution in Hong Kong within 2025.
     
         To this end, we have met with the two legal professional bodies in Hong Kong, the Law Society of Hong Kong and the Hong Kong Bar Association, as well as the Sports Federation & Olympic Committee of Hong Kong, China (SF&OC), to explore Hong Kong’s potential for establishing a sports dispute resolution mechanism. Through these dialogues, it has become clear that the industry seeks a neutral, fair, and efficient system for resolving sports disputes.
     
         Furthermore, during a meeting of the Legislative Council (LegCo) Panel on Administration of Justice and Legal Services last May, the DoJ briefed Members on Hong Kong’s potential for the development of sports dispute resolution, and sought their views on its future direction. Members of the Legislative Council and the two legal professional bodies expressed unanimous support for advancing sports dispute resolution in Hong Kong and exploring the establishment of a dedicated dispute resolution mechanism.
     
         To effectively implement the initiative, the DoJ has established the Advisory Committee on Sports Dispute Resolution, which I have the privilege to chair. The Advisory Committee comprises representatives from the Culture, Sports and Tourism Bureau, the Law Society of Hong Kong and the Hong Kong Bar Association. Their role is to advise the Government on the design, establishment and implementation of the pilot scheme. We held our first meeting last month to kick-start the preparatory work for the pilot scheme.
     
         We are actively gathering input from stakeholders on the design and implementation mechanism of the pilot scheme. Just this week, we met with the SF&OC, and we will meet with LegCo Members next week. Preparatory work is in full swing, and our goal is to launch the pilot scheme in the second half of this year.
     
         We will finalise the details of the pilot scheme and announce it after further deliberation with the Advisory Committee. Nonetheless, I would like to share a few preliminary thoughts with you today.
     
         In the coming months, we will invite interested dispute resolution institution or institutions to submit proposals for the operation of the pilot scheme. We plan to appoint a suitable administering body to oversee the pilot scheme and provide institutional support for the conduct of arbitration and mediation under the pilot scheme, including compiling specific rules, recruiting and appointing mediators and arbitrators, devising fee structures, and administering the dispute resolution proceedings. In addition, to promote a wider use of lawtech and online dispute resolution, a technology provider will be engaged to provide the necessary technological infrastructure and support.
     
         One of the primary objectives of the pilot scheme is to facilitate local athletes and sports associations in utilising alternative dispute resolution services. By doing so, we aim to promote a more accessible and efficient means of resolving disputes, ultimately supporting the development of the sports community.
     
         The pilot scheme is set to run for an initial period of about three years, allowing us to test the market, gather insights, and evaluate the need for refinement, extension or regularisation. We invite all of you here with us today – many of whom are dispute resolution experts – to support and actively participate in this initiative.
     
         Last but not least, I would like to extend my gratitude to the Law Society of Hong Kong for organising the Sports Law Conference 2025, which provides an excellent platform for these important discussions. I am also very pleased to see various organisations hosting events and training in sports dispute resolution. Industry participation, capacity building, promotion and public education are crucial as we strive to advance the sports industry and strengthen the sports dispute resolution framework.
     
         May we all embrace today’s theme: “Be Just! Be a Good Sport!” And let’s take a step further: let us cultivate a culture of effective sports dispute resolution, and build a good sports community that promotes growth and excellence. Thank you.

         The 2025 Shenzhen-Hong Kong marathon and the 15th National Games (NG) athletics (marathon) test event will be held on Sunday (February 23). The entire track is 42.195 kilometres long, of which the section in Hong Kong is 21.841km. Setting off from the Shenzhen Bay Sports Center, the races will enter Hong Kong via the Shenzhen Bay Port, run along the Shenzhen Bay Bridge and Kong Sham Western Highway Viaduct, then turn back to the Shenzhen Bay Port through the same route, and finally end at the Shenzhen Bay Sports Center. The event comprises men’s and women’s races, with the women’s group to depart at 7am and the other to set off at 7.30am. The athletes will enter the Hong Kong section upon completion of approximately 2km of the race route. Both groups are expected to spend around two hours in the Hong Kong section.      To facilitate the smooth running of the race, clearance services of the Shenzhen Bay Port (including all passenger and cargo clearance services) will be suspended during part of the morning on the event day, while temporary control measures will be implemented on the Shenzhen Bay Bridge and other related roads that day. Members of the public and travellers should pay attention to the following key points:      Arrival and departure clearance services at the Shenzhen Bay Port will be suspended from 2am to 11am on the event day, and passengers and vehicles will be prohibited from entering the port. In the meantime, temporary control measures will be implemented on Shenzhen Bay Bridge, Kong Sham Western Highway and Ha Tsuen Interchange. During the temporary control period, Shenzhen Bay Bridge, Kong Sham Western Highway and Ha Tsuen Interchange will be closed to all vehicular traffic from eastbound and westbound of Yuen Long Highway and Ha Tsuen Road.      Cross-boundary vehicles (including good vehicles, passenger vehicles and private cars) with valid closed road permits for the Shenzhen Bay Port may choose to use the Lok Ma Chau, Heung Yuen Wai and Man Kam To boundary control points (BCP) according to the operating hours of the relevant control points on the event day. The above special arrangement will cease upon the reopening of the Shenzhen Bay Port.      Cross-boundary coach services running between Hong Kong and the Mainland via the Shenzhen Bay Port as well as local public transport services serving the Shenzhen Bay Port, including franchised buses, green minibuses (GMB), urban and New Territories taxis, will be suspended during the implementation of the temporary control at the Shenzhen Bay Port on the day of event. The bus companies and GMB operators will display notices at termini and en-route stops of the affected routes to inform affected passengers. Travellers should choose other control points to Shenzhen.      During the suspension of the Shenzhen Bay Port departure service, the Transport Department (TD) expects that the roads leading to the Lok Ma Chau Spur Line Station Public Transport Interchange, Lok Ma Chau/Huanggang, Man Kam To and Heung Yuen Wai BCPs, including San Tin Interchange, San Sham Road and Lok Ma Chau Road, will be busy with traffic. The full clearance services at the Shenzhen Bay Port are expected to resume at around 11am that day, by then traffic will be expected to be relatively busy. Therefore, the TD appeals to travellers and drivers who plan to use all BCPs concerned on that day to plan their trips in advance. Cross-boundary private cars and other drivers are also advised to avoid driving to the above districts during the relevant hours unless necessary. Depending on the prevailing traffic conditions in the different areas, the Police will deploy appropriate manpower and implement corresponding crowd management measures or special traffic arrangements at the affected control points and relevant road sections.      For details of the special traffic and transport arrangements for the test event, please refer to the Transport Department Notice (www.td.gov.hk/en/traffic_notices/index_id_79334.html) and the Police’s press release on the special traffic arrangements for the test event (www.info.gov.hk/gia/general/202502/13/P2025021300398.htm).      The National Games Coordination Office (Hong Kong) (NGCO) has liaised with relevant government departments and organisations to disseminate information of the relevant BCP clearance services and transportation arrangements to be implemented for the event to the public, travellers and stakeholders through various channels.      The TD will liaise with public transport operators to suitably adjust the services to cater for passenger demand, and issue transport departmental notice of the traffic and transport arrangements for the test event and appeal for cross-boundary and local travellers and members of the public via various channels to take heed of arrangements for various public transport travelling to and from the Shenzhen Bay Port and plan their journeys early, including the HKeMobility mobile application, variable messages signs at strategic roads and tunnels, public announcement at MTR stations, Agent T Facebook page (www.facebook.com/AgentT.hk) as well as the social media platform of the Guangdong-Hong Kong-Macao Greater Bay Area Development Office and the Hong Kong Economic and Trade Office in Guangdong of the Government of the Hong Kong Special Administrative Region.      The Marine Department has liaised with cross-boundary ferry operators, with a view to working out manpower and sailing schedule arrangements for ferry services to and from Shekou, Shenzhen, in advance.      The Home Affairs Department has disseminated the relevant message through the district network (including District Councils, Area Committees and District Committees, Youth Committees, as well as District Services and Community Care Teams). On the day of the test event, the Care Teams will deploy staff to inspect the districts of Tuen Mun and Yuen Long, and provide appropriate assistance to members of the public in need (e.g. responding to enquiries).      Hong Kong Customs has informed the transport trades of the traffic arrangements on that day and to use other land BCPs as far as possible for entry and exit. Customs has also posted notices at the clearance facilities of the Hong Kong Port and informed the public through its website (www.customs.gov.hk/en/home/index.html) and social media platform.      The Immigration Department (ImmD) will update the situation of the control points in real time through its mobile application on the event day. Travellers are advised to check the waiting time situation of the Shenzhen Bay Control Point and other land BCPs through the ImmD’s mobile application before travelling to make better planning for their itinerary and minimise waiting time.      The Police will also remind the public of the temporary traffic control arrangements through its social media platform (www.facebook.com/HongKongPoliceForce).      The Tourism Commission (TC) has informed the hotel sector through their trade associations to remind their guests of the special transportation arrangements. The TC has also informed licensed travel agents through the Travel Industry Authority and the Travel Industry Council of Hong Kong to avoid bringing tour groups across the Shenzhen Bay Bridge on the event day. The Hong Kong Tourism Board has also notified its trade partners and disseminated the relevant information on its website (www.discoverhongkong.com/eng/index.html) to facilitate visitors’ itinerary planning.      Shenzhen will broadcast the event online, while Hong Kong has also arranged for live webcast by Radio Television Hong Kong (RTHK) (RTHK weblink: www.rthk.hk/nationalgames and RTHK YouTube channel: www.youtube.com/RTHK).      A spokesperson for the NGCO said as the NG is the country’s highest-level event, this marathon test event has to meet stringent requirements in terms of the selection of race course and the organisational arrangements to ensure the safety of athletes. Relevant departments will work together to facilitate the special traffic and transportation arrangements to minimise the impact on the public and travellers who usually use the Shenzhen Bay Port. The spokesperson thanked members of the public and travellers for their understanding, as well as the contributions of various organisations and departments to implementing the relevant arrangements.
