  • MIL-OSI Russia: The Academic Council discussed the problems of education and the tasks of the Institute of Physics and Mathematics

    The next meeting of the Polytechnic University Academic Council was marked presentation of the mantle of the Honorary Doctor of SPbPU to the head of the S. M. Kirov Military Medical Academy, Lieutenant General, Academician of the Russian Academy of Sciences Evgeny Kryukov.

    In addition, the ceremonial part of the meeting, as usual, included the presentation of certificates of academic titles to university employees and the honoring of the best polytechnicians who have earned awards in science, education, social and cultural life and sports.

    Rector of SPbPU Andrey Rudskoy congratulated the director of the Higher School of Sports Pedagogy Vladislav Bakayev and professor of the Higher School of Service and Trade Sergey Barykin on being awarded the title of “professor”. The certificate of assignment of the academic title of associate professor was received by the leading research fellow of the laboratory “Synthesis of New Materials and Structures” Vadim Sufiyarov.

    The company “Kodeks” received a commemorative medal and gratitude from the university, represented by its CEO andgraduate of the Physics and Mechanics Department of the Polytechnic University Sergei Tikhomirov. “Kodeks” made a significant contribution to the development of the SPbPU Endowment Fund and the formation of the endowment “Development of scientific, educational, youth and educational projects of PhysMech”. Also, for assistance in the formation of the endowment capital of PhysMech, its graduates, Associate Professor of the Higher School of Mechanics and Control Processes Natalia Ermakova and Professor of the Higher School of Applied Mathematics and Computational Physics, received awards. Maxim Frolov.

    The Polytechnic University fruitfully cooperates with the Kalininsky District in many areas. The honorary badge “For services to the Kalininsky District” was awarded to the director of the Higher School of Engineering and Economics Dmitry Rodionov.

    From October 14 to 17, the super final of the Open International Student Internet Olympiad in Mathematics was held. In the individual standings, the silver medal was won by PhysMech student Chinh Thi Thu Hoai, and the bronze medal was won by IMMiT student Phan Mau Dat. The Polytechnic team included another PhysMech student, Ilya Grishchenko, and the guys also took bronze in the team standings. The scientific supervisor was Maria Bortkovskaya, associate professor of the Department of Higher Mathematics.

    The gold medal of the IV International Construction Championship in the individual nomination “Information Modeling” was won by the student of the Civil Engineering Institute Serafim Zagorodniy. In the team standings, the gold of the championship was won by the students of the ICI: Dmitry Zharkov, Alexandra Kulakova, Ulyana Popova, Mikhail Safoshkin and Alina Doroshenko. The expert of the championship, assistant of the Civil Engineering Institute Alexander Mitin received a letter of gratitude from the Minister of Construction and Housing and Communal Services of the Russian Federation Irek Faizullin and the General Director of the ANO “Russia – Country of Opportunities” Alexey Komissarov.

    The next series of congratulations concerned the athletes.

    The Polytechnic University team won first place in the overall team standings at the student orienteering competitions within the first stage of the IX All-Russian Summer Universiade and third place in the overall team standings of the Universiade. Pavel Ivanov (IEIT) also won the Universiade in the sprint discipline, and together with Alexander Gumennikov (PhysMech) won silver medals in the men’s relay.

    The Polytechnic team won 1st place in the student volleyball competitions as part of the first stage of the Universiade. The Academic Council honored players Egor Tretyakov (IMMiT) and Ilya Smirnov (IE). At the Universiade, our Polytechnic team entered the top 10 best student teams in the country.

    Ivan Sokolov, a student at the Institute of Mechanical Engineering, Materials and Transport, won first place in the qualifying tournament for the World Championship in Mixed Martial Arts (MMA) “Steel Lion JFC” among juniors and became a Master of Sports of Russia in this sport.

    Vice-Rector for Educational Activities Lyudmila Pankova spoke on the meeting agenda. She spoke about the results of work in the 2023–2024 academic year and the tasks for the 2024–2025 academic year.

    The number of students as of October 1, 2024 was 33,818. Of these, 30,870 are studying in higher education programs (21,810 in bachelor’s programs, 2,124 in specialist programs, 6,936 in master’s programs), and 2,948 in secondary specialized programs. There are 121 people studying in the specialist program at the branch in Sosnovy Bor. There are 156 people in the general education Natural Science Lyceum.

    There are 357 main educational programs at the Polytechnic University, including 142 bachelor’s programs, 15 specialist programs, and 200 master’s programs. There are 22 programs at the college.

    In the 2023–2024 academic year, 23 new basic educational programs were launched. For 2024–2025, 19 new basic educational programs were developed: two for bachelor’s degrees, one for specialist degrees, and 16 for master’s degrees.

    51 basic educational programs are being implemented under network agreements, including 13 with Slavic universities.

    A system of individual achievements has been developed and implemented as a pilot project, allowing teachers to create different trajectories for assessing students, taking into account their individual capabilities, and to conduct interim assessments based on the results of ongoing monitoring of academic performance outside of the examination session.

    A project-based approach has been introduced into the state final certification, and defenses of final qualification works have been organized in new formats — as a project and as a startup. 48 students successfully defended their collective final works as a project (21 projects were completed), and 52 people (26 startups) successfully defended their final qualification works as a startup.

    A policy in the field of formation has been developed and introduced career trajectories for professional development of teachers. Starting from the 2024–2025 academic year, there will be four career paths: research teacher, mentor teacher, practicing teacher, and intern. The transition to them occurs through a competitive selection of faculty members.

    A project to support fundamental training in engineering fields has been launched. A program to improve the quality of teaching fundamental disciplines by reducing the teaching load and providing additional payments has been approved. 181 teachers are participating in the project.

    Entrance testing of first-year engineering students in mathematics and physics was conducted to organize in-depth fundamental training for gifted children and remedial training for those who are lagging behind. A pilot program for in-depth study of mathematics and physics for talented students was launched at IMMiT and IKNK.

    The second issue on the agenda was also related to fundamental disciplines. To ensure advanced training of students in physics and mathematics, taking into account engineering specifics, the Institute of Physics and Mathematics was created at the Polytechnic. Its director Pavel Zakharov spoke about the IFiM development program.

    Also at the meeting, members of the Academic Council voted to award further academic titles to Polytechnic employees. SPbPU Academic Secretary Dmitry Karpov reported on monitoring the implementation of the Academic Council’s decisions.

    The Secretary of State for Culture Media and Sport has reappointed Sir Mark Walport as the Royal Society Nominated Trustee for the British Museum for a four year term from 01 December 2024 to 30 November 2028.

    Professor Sir Mark Walport is Vice President and Foreign Secretary of the Royal Society, Chair of the Kennedy Memorial Trust, and Trustee of the Daiwa Anglo-Japanese Foundation. He is the recently retired founding Chief Executive of UK Research and Innovation (UKRI), which is responsible for the public funding of research and innovation.

    He was previously the Government Chief Scientific Adviser (GCSA) and Head of the Government Office for Science from 2013 to 2017. Before these, he was Director of the Wellcome Trust, Professor of Medicine and Head of the Division of Medicine at Imperial College London, and Founder Fellow and first Registrar of the Academy of Medical Sciences.

    Mark received a knighthood in the 2009 New Year Honours List for services to medical research and was elected a Fellow of The Royal Society in 2011 and an Honorary Fellow of the Royal Society of Edinburgh in 2017.

  • MIL-OSI Global: A new president will be elected − but it may take some time to determine who wins

    For more than 100 years, media of many kinds tried to be the first to report presidential election results. Although that urge still exists, pundits and analysts are now more concerned with accuracy than speed.

    That’s because of the 2020 election. A raging pandemic, a divided country, a close race, polling failures, false presidential claims of voter fraud and uncertainty made everyone anxious. Then came the Jan. 6, 2021, attack on the U.S. Capitol, which meant the election was about more than the presidency – it was about democracy itself.

    What’s most important now is not being first but rather being right. In recent decades, Americans have gotten used to media organizations declaring the winners of races in the hours or days after the polls close, but those are not official results. They are projections based on the available unofficial information. The formal results of the election are checked and certified through a process that takes weeks to months – and potentially longer, if lawsuits are filed.

    A wrong call could spark violence, particularly because Donald Trump has yet to say that he will accept the results of the 2024 election if he loses.

    Media figures and election officials are preparing Americans for the fact that we might have to wait some time to get an accurate call. As in 2020, they’re using metaphor to shape public expectations. But this year, they’re also explicitly trying to define the nation’s perceptions of time, in terms of which results count as on time or as delayed.

    Don’t get confused by mirages

    A metaphor is a linguistic device that describes something in terms of something else, usually to highlight an important idea. If we see a football team as the Bears, we know they’re not literally animals, but they are ferocious. As a scholar of presidential rhetoric and political campaigns, I know it’s important to notice metaphors because they often shape public perceptions.

    As members of the media prepare themselves and the public for an uncertain election night, they’re worried that Americans will be misled by false or incomplete information in the early returns. Fredreka Schouten and Sara Murray of CNN Politics write, “Election officials worry that delays in counting could give the public a false sense of who’s winning the election.” The Republican Pennsylvania secretary of state adds, “It’s obviously a concern.” And so, as they did in 2020, they’re again using the metaphor of “mirage.”

    A mirage is an optical illusion, something that looks real but is not. Old adventure movies would show a mirage of water in a desert. Lost explorers with empty canteens would run excitedly toward a sparkling oasis, only to find nothing but sand.

    In 2020, no one was quite sure whether the early results would show a red or a blue mirage and so they suggested it could vary by state. For example, some states, such as Florida and Arizona, counted mail ballots as they arrived, even before Election Day. In those states, Vox reported, the early “results might look overwhelmingly favorable to Joe Biden and other Democratic candidates.”

    In 2024, the overwhelming expectation is that early returns in this year’s key states will look better for Republicans. Reporter Nick Corasaniti of The New York Times wrote that “Democratic operatives” have come to expect “‘the red mirage,’ the result of far more Democrats than Republicans opting to vote by mail, leading to Democratic votes being counted later.” The editorial board of The Washington Post fretted in September 2024 that Trump “used this so-called red mirage in 2020 to declare victory and insist that the counting stop.” The implication was clear: a fear he might do so again.

    People tend to see what they want to see. Those lost explorers want and need water, much as Trump yearns for victory. And mirages are partly self-deception. Partisans want that beautiful picture of triumph, blue or red seas cascading across screens on election night. These feelings explain why the mirage metaphor works well for the media: It signals that campaigns and the public see what they hope for, not what’s there. Wait, the metaphor tells us. Wait until we know it’s real.

    Try not to lose sleep waiting for the results.

    A wait doesn’t mean it’s late

    To make the waiting easier, the media has also explicitly tried to shape the public’s perceptions of time. This is not a new idea: The ancient Greeks used the term “kairos” to talk about timing in public speech – when we should speak, how we define time in that speech, and what sorts of times we live in.

    For example, an NBC report catalogs changes various states have made since 2020 to speed up the counting, but nonetheless notes “in the event of a close race, a handful of key battleground states could keep Americans waiting well beyond Election Day.” In early October 2024, Arizona’s secretary of state told a group at Harvard the results would take “thirteen days and we’re not doing it any sooner because we’re going to get it right.”

    At that same Harvard meeting, Pennsylvania Secretary of State Al Schmidt disputed the concept that taking time to count votes constituted a “delay.”

    “It’s not a delay at all. It takes time to count millions of votes, with integrity, especially when you can only start at 7 a.m. on election morning,” Schmidt said.

    Taken together, the two persuasive strategies urge patience. A mirage will appear, but it is false, alluring and dangerous. It does not reflect reality. Reality will come in time, the proper time, in its season. This isn’t a delay, because it takes time to get things right. This election poses enough dangers, these officials and the media believe. All Americans need to take – or give – the time to get the count right.

  • MIL-OSI Global: Can a superstar hippo help save Africa’s rainforests?

    The world’s first superstar hippo lives in a zoo in Thailand. Moo Deng shot to fame soon after she was born in July this year, thanks to viral videos that showed off her cute expressions and chirpy demeanour. Yet the story of her species is less happy, and reveals the close links between the extinction and climate change crises.

    Moo Deng is a pygmy hippo, a species native to the forests of west Africa. Unlike their bigger and significantly scarier cousins (regular hippos), the pygmys are secretive creatures, who like to conceal themselves in swamps and dense vegetation.

    Today, pygmy hippos are officially listed as endangered. Huanyuan Zhang-Zheng and Sulemana Bawa, conservationists at the University of Oxford, point out that 80% of their native forests have been lost. Just 2,500 remain in the wild.

    “Cocoa production is probably the biggest cause of forest loss,” they write, “then gold mining and unsustainable logging. These activities now encroach on forest reserves and other supposedly protected areas.”

    You probably didn’t want to hear this (I certainly didn’t) but it seems chocolate is helping wipe out the pygmy hippo. This pressure is unlikely to let up any time soon: the Ivory Coast, home of most of these hippos, is also the world’s number one cocoa exporter.

    But it was another passage in their article which really caught my eye. Zhang-Zheng and Bawa wrote: “West Africa’s forest loss is particularly heartbreaking as research shows that a remaining patch may be the most productive on Earth, surpassing even the Amazon rainforest.” (Productive, in this context, refers to how much plant growth there is).

    Before extensive fieldwork beginning in 2016, researchers had underestimated the value of west African forests, particularly their capacity to store carbon and thereby offset global warming. This oversight was partly the result of these forests being hidden by clouds, which makes satellite observation difficult, and their relative neglect by western researchers compared with other ecosystems elsewhere.

    This made me wince. Has The Conversation been part of this neglect? After all, Jack and I have edited dozens of articles on the Amazon and its role in the climate system, but relatively few on forests in Africa.

    Researchers are doing their best to highlight how important these forests are for the climate. Here’s one of them, Michele Francis of Stellenbosch University in South Africa, writing about her research on a “sacred forest” in Togo, west Africa: “My calculations showed that one hectare of forest [about two and a half football pitches] is able to permanently remove as much carbon dioxide from the atmosphere as is released by a power station burning nearly 16 tonnes of coal.”

    But Africa’s biggest forest by far is found a thousand miles to the south east, in the Congo Basin. The world’s second largest rainforest is almost half the size of the Amazon yet has only a small portion of its global fame.

    As the forest is underresearched, there are still huge discoveries to be made. Back in 2017, Simon Lewis and Greta Dargie of the University of Leeds lead a UK-Congolese team who first mapped out an England-sized tropical peatland – the world’s largest – under marshy wetlands deep in the jungles of Congo. They wrote about this for The Conversation at the time:

    After 17 days, covering just 1.5km a day, we finally reached the centre of the swamp between two of the major rivers. Our reward was not only the knowledge that these peatlands are indeed vast. We also found ever-deeper peat, reaching up to 5.9m, roughly the height of a two-storey building.

    Peat is made of partially-decomposed plant matter and can store extraordinary amounts of carbon. Lewis and Dargie “found 30 billion metric tonnes of carbon stored in this new ecosystem that nobody knew existed. That’s equivalent to 20 years of current US fossil fuel emissions.”

    This rainforest, and its huge carbon stores, are under threat. In 2022, Lewis, writing with his Leeds colleague Bart Crezee, warned that plans to drill for oil in the Democratic Republic of Congo could be “the beginning of the end for these peatlands”.

    They updated their map of Congolese peatlands and overlayed it on a map of proposed oil concessions. They discovered:

    The upcoming sale of rights to explore for fossil fuels includes close to 1 million hectares of peat swamp forest. If destroyed by the construction of roads, pipelines and other infrastructure needed to extract the oil, we estimate that up to 6 billion tonnes of CO₂ could be released, equivalent to 14 years’ worth of current UK greenhouse gas emissions.

    In late 2023, DR Congo postponed its plans to drill for oil. It seems the scientists really were listened to – for the time being at least.

    Yet oil drilling is only one threat, in one corner of a vast forest. Researchers lead by Judith Verweijen of the University of Antwerp have written about the armed conflicts and industrial mining affecting the eastern end of the same Congo Basin.

    The mines, for instance, degrade the soil and pollute the water, and trees must be cleared to make way for them.

    But Verweijen and colleagues say there are also indirect effects that “stem from the construction of new roads to make mining sites accessible, and population growth in the vicinity of mines. This leads to further natural resource exploitation, such as fuel and construction wood extraction, bushmeat hunting and shifting agriculture.”

    None of this has caused the same global outcry as fires in the Amazon or palm oil deforestation in Indonesia. What might fix that?

    Back to Moo Deng. Many conservation academics will tell you that a single well-known species can be the key to saving an entire ecosystem and its often boring-but-crucial biodiversity. Protect the tigers, pandas or pygmy hippos, and you’ll also ensure the survival of the worms, ants and peat bogs.

    If it takes a viral hippo to at least cast some attention on the disappearing rainforests of Africa, then so be it.

    After the San Francisco 49ers won its Oct. 27 National Football League game against the Dallas Cowboys, their star defensive lineman Nick Bosa, appeared in a post-game media segment wearing a “Make America Great Again” hat in violation of the league’s uniform rules.

    The NFL has avoided overt political messages since former 49er Colin Kaepernick’s anthem protests against police brutality against Black Americans. But what are the implications of a white player displaying an overt political message right before the United States presidential election?

    Kaepernick received heavy media scrutiny and was very quickly exiled from the NFL for his protest and the apparent “distraction” it created. The power of the backlash Kaepernick faced was surprising, given that Democrats and Republicans are just as likely to be avid sports fans, with no meaningful differences in the strength of their fandom.

    However, Republican sports fans tend to be more vocal about what causes should receive representation in sport spaces and make these judgments based on greater support for individualism and the military. That means there’s little evidence to support the argument that Americans want sports and politics to remain separate.

    Nevertheless, support for conservative causes in sports spaces are generally accepted while progressive causes face strong resistance.

    Limits on social justice stances

    For example, the NFL was slow to adopt anti-racism messaging following the murder of George Floyd in Minneapolis in May 2020 by a police officer ultimately convicted of murder.

    Players initially felt they were being silenced by proposed league rules preventing players from kneeling during the national anthem. Eventually, the NFL agreed to allow players to feature social justice statements on the backs of their helmets. But this only came about after pushback from Black players, and they were limited to one of six pre-approved statements.

    Generally, the NFL has preferred to support non-partisan political messaging. One example is “get out the vote” initiatives. That has not changed in the lead-up to the 2024 election, as teams have been holding voter registration sessions and featuring the word “vote” prominently in their end zones.

    Bosa’s actions, however, were certainly partisan and constitute athlete activism, regardless of whether he wants to discuss his views any further.

    Previous acts of protest

    Donald Trump’s second candidacy to become president, and the re-emergence of a vocal white ethno-nationalist voice in American politics, has seemingly motivated the demand for agency and fuelled new activism by predominantly Black athletes. Bosa, in the meantime, has used his platform via the NFL to support Trump.

    The literature covering the intersection of sport and politics has mainly focused on individual acts of protest and nationalism. One prominent example are the protests by American sprinters John Carlos and Tommie Smith during the 1968 Olympics in Mexico City.

    Their raised fists while on the medal podium were met with resistance and disapproval, with some commentators at the time arguing their protest was unnecessary and petty. Still today, many believe sport is an improper venue for political messaging.

    In turn, Kaepernick’s protest against police brutality and historic inequalities was seen as unpatriotic, and faced significant criticism.

    Will Bosa face a similar backlash? It seems highly unlikely, especially since Bosa’s support for Trump will probably be framed as patriotic due to the former president’s populist rhetoric about returning America to greatness.

    Double standard?

    The severe backlash against Kaepernick’s protest was driven by conservatives and centred on perceived disrespect for the military and the American flag. Those same conservatives are likely to defend Bosa’s actions, and will probably argue his hat was an expression of his First Amendment rights if the NFL takes serious action against him.

    But when Bosa donned a piece of campaign merchandise on national television a little over a week out from a contentious presidential election, it was overtly political — arguably just as overtly political as taking a knee during the national anthem.

    At the moment, given the NFL’s lack of action against him, Bosa seems to be benefitting from a double standard when it comes to the intersection of sports and politics.

    It doesn’t appear Bosa is going to be suspended or miss any games for his actions. The NFL has until Saturday to announce any consequences for him, and it’s likely he’ll be fined up to US$11,000 for violating the NFL’s uniform rules by wearing unauthorized logos or branding.

    But that fine is probably the full extent of the repercussions Bosa will face, and $11,000 is a bargain for a national television advertisement when the Trump campaign is already spending tens of millions of dollars on advertising.

    ‘Stick to sports’

    Furthermore, Bosa is unlikely to face the kind of dehumanization faced by progressive activist athletes that misappropriates their cause and fuels hostility towards them. When athletes protest in support of social causes, they often see their job market and marketing profile take a hit.

    This is another example that shows when conservatives say athletes should “stick to sports” or “shut up and dribble,” they don’t actually want politics out of sports entirely.

    Rather, they don’t want to see political views they oppose being platformed in professional sports spaces.

    If they agree with the politics, sporting events are seemingly just another stop on the campaign trail.

    In conjunction with National Disability Employment Awareness Month, NASA’s Marshall Space Flight Center held anagencywide virtual event hosted by the Office of Diversity and Equal Opportunity on Oct. 24.

    In alignment with the month’s national theme, “Access to Good Jobs for All,” the program highlighted the perspectives of people with disabilities in the workplace as they navigate the work lifecycle – from applying, to onboarding, career growth and advancement, and day-to-day engagements.
    The event began with Marshall Associate Director Roger Baird welcoming NASA team members.
    “NASA is dedicated to inclusive hiring practices and providing pathways for good jobs and career success for all employees, including workers with disabilities,” Baird said. “Some ways we do this is through targeted recruitment of qualified individuals with disabilities through accessible vacancy announcements, outreach to students with disabilities, and community partnerships.”
    NASA also utilizes Schedule A Authority, a non-competitive Direct Hiring Authority to hire people with disabilities without competition.
    Baird introduced event moderator Joyce Meier, logistics manager at Marshall, who welcomed panelists Casey Denham, Kathy Clark, Paul Spann, and Paul Sullivan, all NASA team members. The panelists from the disability community discussed their work lifecycles, lessons learned in the workplace, and shared a demonstration on colorblindness and its impact.
    Denham discussed some of the best practices for onboarding employees with neurodiversity, a term used to describe people whose brains develop or work differently than the typical brain.

    Clark talked about what can be done to continue raising awareness and advocating for disability rights. She said NASA empowers its workforce with knowledge so they can be informed allies to team members with disabilities and foster a safe and inclusive working environment. 
    Spann gave insight into practical steps employers can take to accommodate candidates with deafness, and Sullivan spoke about some key considerations NASA managers should keep in mind to make the job application process more accessible to candidates with low vision.
    Guest speaker Chip Dobbs, supply management specialist at Marshall, talked about his personal experiences with being deaf. Dobbs has worked at NASA for 29 years and said he has never let his disability hold him back, but instead uses it as a gateway to inspire and connect with others.
    The event ended with closing remarks from Tora Henry, director of the Office of Diversity and Equal Opportunity at Marshall. The virtual event placed importance on planning for NASA’s future by promoting equality and addressing the barriers people with disabilities face in the workplace. 
    “As we celebrate National Disability Employment Awareness Month, keep in mind that NASA’s mission of exploring the unknown and pushing the boundaries of human potential requires the contributions of every mind, skill set, and perspective,” Baird said. “Our commitment to inclusivity ensures that no talent goes untapped, and no idea goes unheard because together, we’re not just reaching for the stars, we’re showing the world what’s possible when everyone has a seat at the table.”

    Farley Davis, manager of the Environmental Engineering and Occupational Health Office at NASA’s Marshall Space Flight Center, has received a 2024 Blue Marble Award from the agency.
    NASA’s Office of Strategic Infrastructure, Environmental Management Division presented the 2024 Blue Marble Awards on Oct. 8 at the agency’s Johnson Space Center. The Blue Marble Awards Program recognizes teams and individuals demonstrating exceptional environmental leadership in support of NASA’s missions and goals. In 2024, the awards included five categories: the Director’s Award, Environmental Quality, Excellence in Energy and Water Management, Excellence in Resilience or Climate Change Adaptation, and new this year: Excellence in Site Remediation. 

    Davis was recognized for “exceptional leadership and outstanding commitment above and beyond individual job responsibilities, to assist Marshall and the agency in enabling environmentally sound mission success.”
    “The award was unexpected, and I am very thankful to receive the Environmental Management Director’s Blue Marble Award,” said Davis, who has been at Marshall for 33 years. “Collectively, Marshall’s environmental engineering team has made this award possible with their diligent support for many years keeping the center’s environmental compliance at the forefront. I will cherish the award for the rest of my life.”
    June Malone, director of the Office of Center Operations at Marshall, credited Davis for his environmental leadership and mentoring team members.
    “Farley’s attitude of professionalism and personal responsibility for the development and implementation of well-grounded environmental programs has increased Marshall’s sustainability and prevented pollution,” Malone said. “His tireless leadership has resulted in compliance with federal, state, and local environmental laws and regulations, and his creative solution-oriented approaches to environmental stewardship have restored contaminated areas.”
    Charlotte Bertrand, director of the Environmental Management Division at NASA Headquarters, said it was an honor to select Davis for the 2024 Blue Marble Director’s Award.
    “Farley’s incredibly distinguished career with NASA reflects the award’s intention to recognize exceptional leadership by an individual in assisting the agency in enabling environmentally sound mission success,” Bertrand said.

    When human exploration of Mars becomes a reality and more than just the stuff of science fiction, Brooke Rhodes will be eager to investigate what astronauts discover on the Red Planet.
    From listening to her talk about her work as an engineer at NASA’s Marshall Space Flight Center, it’s easy to grasp her excitement about the future of human space exploration and NASA’s Moon to Mars architecture.

    “I can’t wait for the Mars rovers to have some human company,” said Rhodes, who recently began a detail as the chief of Marshall’s Avionics and Software Ground Systems Test Branch. “I need to know if we can grow Mark Watney (of The Martian movie fame) quantities of potatoes up there. Everything we do to prepare to return humans to the Moon and establish a presence in deep space is building toward putting boots on Mars. It’s an honor and a privilege to be even a small part of it.”
    Rhodes also appreciates the responsibility she takes on in any form in NASA’s exploration missions to benefit humanity. After all, she has worked on hardware for the International Space Station and has had supporting roles for the Mars Ascent Vehicle and Artemis missions.
    “We at Marshall hold an incredible amount of responsibility: responsibility for the welfare of the crew on the space station, responsibility for the welfare of the crew on the Artemis missions, and even the welfare of humanity through the responsibility we have for science on the station and elsewhere,” said Rhodes, who is from Petal, Mississippi, and has worked at Marshall for seven years. “When your missions are as critical as ours, it’s nearly impossible to not be motivated.”
    Now, on to Mars.
    Question: What is your position and what are your primary responsibilities?
    Rhodes: I recently began the detail as the branch chief of the Avionics and Software Ground Systems Test Branch, ES53. Our branch is primarily responsible for the development of hardware-in-the-loop and software development facilities for the Artemis and MAV (Mars Ascent Vehicle) missions. My home organization is ES61, the Instrument Development, Integration and Test Branch, where I’ve been responsible for the integration and testing of International Space Station payloads for the past several years.

    Question: What has been the proudest moment of your career and why?
    Rhodes: One really cool moment that sticks out was the first time I saw hardware I had been responsible for being used in space. I spent several years as the integration and test lead of the Materials Science Research Rack (MSRR) Sample Cartridge Assemblies (SCAs) and we shipped our first batch of SCAs to the space station in 2018. That shipment was the culmination of years of intense effort and teamwork, so to see them onboard and about to enable materials science was an incredible feeling. There was a moment in particular that felt a bit surreal: prior to our SCA shipment the crew discovered they were missing a couple of fasteners from the onboard furnace, so we had those shipped to us from Europe and I packed them into the SCA flight foam before they shipped to the launch site. The next time I saw those fasteners they were being held up to a camera by one of the crew members, asking if those were the ones they needed for the furnace. Putting fasteners into foam didn’t take much effort, but what it represented was much bigger: being a small part of an international effort to enable science off the Earth, for the Earth, was an incredible moment I’ll carry with me for the rest of my career.
    Question: Who or what inspired you to pursue an education/career that led you to NASA and Marshall?
    Rhodes: I had a couple of lightbulb moments my junior year of high school that eventually set me on my current career path. I very specifically recall sitting in my physics I class and learning how to calculate the planetary motion of Jupiter and thinking I had never learned about anything cooler. Even then, though, NASA didn’t really enter my thoughts. Growing up, working for NASA didn’t even occur to me as something people could actually do – being a “rocket scientist” was just an abstract concept people threw around to indicate something was difficult.
    That changed later when the same teacher who had been teaching us planetary motion took us on a field trip to Kennedy Space Center. The tour guide showing us around the Vehicle Assembly Building was a young employee who said he had majored in aerospace engineering at the University of Tennessee. That was the second lightbulb moment: here was a young person from the Southeast, just like me, who had done something tangible in order to work for NASA. That seemed easy enough, so I decided to major in aerospace engineering at Mississippi State and one day work for NASA. That turned out to not be easy, but definitely doable.
    While at Mississippi State, I was able to complete three NASA internships, one at the Jet Propulsion Laboratory and two at Marshall. Eventually, I was hired on full-time at NASA’s Johnson Space Center, but wound up making my way back to Marshall, where I’ve been ever since. There’s no place on the planet better for enthusiasts of both aerospace engineering and football.

    Interestingly, my physics I teacher’s name was Mrs. Rhodes, and I used to joke with my classmates that I wanted to be Mrs. Rhodes when I grew up. I didn’t actually mean that literally, but then I married Matthew Rhodes and did, indeed, become Mrs. Rhodes.
    Question: What advice do you have for employees early in their NASA career or those in new leadership roles?
    Rhodes: Scary is good. If you aren’t stepping out of your comfort zone you probably aren’t growing, and if you’re experiencing imposter syndrome, you’re probably the right person for the job.
    Question: What do you enjoy doing with your time while away from work?
    Rhodes: While away from work I tend to invest too much of my mental wellbeing into football. To recover from the stresses of work and my football teams being terrible, I like to explore National Parks. The U.S. has some of the most diverse scenery anywhere in the world, and I love getting outside and exploring it.

    Most stars form in collections, called clusters or associations, that include very massive stars. These giant stars send out large amounts of high-energy radiation, which can disrupt relatively fragile disks of dust and gas that are in the process of coalescing to form new planets.
    A team of astronomers used NASA’s Chandra X-ray Observatory, in combination with ultraviolet, optical, and infrared data, to show where some of the most treacherous places in a star cluster may be, where planets’ chances to form are diminished.

    The target of the observations was Cygnus OB2, which is the nearest large cluster of stars to our Sun – at a distance of about 4,600 light-years. The cluster contains hundreds of massive stars as well as thousands of lower-mass stars. The team used long Chandra observations pointing at different regions of Cygnus OB2, and the resulting set of images were then stitched together into one large image.
    The deep Chandra observations mapped out the diffuse X-ray glow in between the stars, and they also provided an inventory of the young stars in the cluster. This inventory was combined with others using optical and infrared data to create the best census of young stars in the cluster.
    In a new composite image, the Chandra data (purple) shows the diffuse X-ray emission and young stars in Cygnus OB2, and infrared data from NASA’s now-retired Spitzer Space Telescope (red, green, blue, and cyan) reveals young stars and the cooler dust and gas throughout the region.
    In these crowded stellar environments, copious amounts of high-energy radiation produced by stars and planets are present. Together, X-rays and intense ultraviolet light can have a devastating impact on planetary disks and systems in the process of forming.
    Planet-forming disks around stars naturally fade away over time. Some of the disk falls onto the star and some is heated up by X-ray and ultraviolet radiation from the star and evaporates in a wind. The latter process, known as “photoevaporation,” usually takes between five and 10 million years with average-sized stars before the disk disappears. If massive stars, which produce the most X-ray and ultraviolet radiation, are nearby, this process can be accelerated.
    The researchers using this data found clear evidence that planet-forming disks around stars indeed disappear much faster when they are close to massive stars producing a lot of high-energy radiation. The disks also disappear more quickly in regions where the stars are more closely packed together.
    For regions of Cygnus OB2 with less high-energy radiation and lower numbers of stars, the fraction of young stars with disks is about 40%. For regions with more high-energy radiation and higher numbers of stars, the fraction is about 18%. The strongest effect – meaning the worst place to be for a would-be planetary system – is within about 1.6 light-years of the most massive stars in the cluster.
    A separate study by the same team examined the properties of the diffuse X-ray emission in the cluster. They found that the higher-energy diffuse emission comes from areas where winds of gas blowing away from massive stars have collided with each other. This causes the gas to become hotter and produce X-rays. The less energetic emission probably comes from gas in the cluster colliding with gas surrounding the cluster.
    Two separate papers describing the Chandra data of Cygnus OB2 are available. The paper about the planetary danger zones, led by Mario Giuseppe Guarcello (National Institute for Astrophysics in Palermo, Italy), appeared in the November 2023 issue of the Astrophysical Journal Supplement Series, and is available here. The paper about the diffuse emission, led by Juan Facundo Albacete-Colombo (University of Rio Negro in Argentina) was published in the same issue of Astrophysical Journal Supplement, and is available here.
    NASA’s Marshall Space Flight Center manages the Chandra program. The Smithsonian Astrophysical Observatory’s Chandra X-ray Center controls science operations from Cambridge, Massachusetts, and flight operations from Burlington, Massachusetts.
    NASA’s Jet Propulsion Laboratory (JPL) managed the Spitzer Space Telescope mission for the agency’s Science Mission Directorate until the mission was retired in January 2020. Science operations were conducted at the Spitzer Science Center at Caltech. Spacecraft operations were based at Lockheed Martin Space in Littleton, Colorado.     NASA recently evaluated initial flight data and imagery from Pathfinder Technology Demonstrator-4 (PTD-4), confirming proper checkout of the spacecraft’s systems including its on-board electronics as well as the payload’s support systems such as the small onboard camera. Shown is a test image of Earth taken by the payload camera, shortly after PTD-4 reached orbit. This camera will continue photographing the technology demonstration during the mission. 

    Payload operations are now underway for the primary objective of the PTD-4 mission – the demonstration of a new power and communications technology for future spacecraft. The payload, a deployable solar array with an integrated antenna called the Lightweight Integrated Solar Array and anTenna, or LISA-T, has initiated deployment of its central boom structure. The boom supports four solar power and communication arrays, also called petals. Releasing the central boom pushes the still-stowed petals nearly three feet away from the spacecraft bus. The mission team currently is working through an initial challenge to get LISA-T’s central boom to fully extend before unfolding the petals and beginning its power generation and communication operations.
    Small spacecraft on deep space missions require more electrical power than what is currently offered by existing technology. The four-petal solar array of LISA-T is a thin-film solar array that offers lower mass, lower stowed volume, and three times more power per mass and volume allocation than current solar arrays. The in-orbit technology demonstration includes deployment, operation, and environmental survivability of the thin-film solar array.  
    “The LISA-T experiment is an opportunity for NASA and the small spacecraft community to advance the packaging, deployment, and operation of thin-film, fully flexible solar and antenna arrays in space. The thin-film arrays will vastly improve power generation and communication capabilities throughout many different mission applications,” said John Carr, deputy center chief technologist at NASA’s Marshall Space Flight Center. “These capabilities are critical for achieving higher value science alongside the exploration of deep space with small spacecraft.”

    The Pathfinder Technology Demonstration series of missions leverages a commercial platform which serves to test innovative technologies to increase the capability of small spacecraft. Deploying LISA-T’s thin solar array in the harsh environment of space presents inherent challenges such as deploying large highly flexible non-metallic structures with high area to mass ratios. Performing experiments such as LISA-T on a smaller, lower-cost spacecraft allows NASA the opportunity to take manageable risk with high probability of great return. The LISA-T experiment aims to enable future deep space missions with the ability to acquire and communicate data through improved power generation and communication capabilities on the same integrated array.
    The PTD-4 small spacecraft is hosting the in-orbit technology demonstration called LISA-T. The PTD-4 spacecraft deployed into low Earth orbit from SpaceX’s Transporter-11 rocket, which launched from Space Launch Complex 4E at Vandenberg Space Force Base in California on Aug. 16. Marshall designed and built the LISA-T technology as well as LISA-T’s supporting avionics system. NASA’s Small Spacecraft Technology program, based at NASA’s Ames Research Center and led by the agency’s Space Technology Mission Directorate, funds and manages the PTD-4 mission as well as the overall Pathfinder Technology Demonstration mission series. Terran Orbital Corporation of Irvine, California, developed and built the PTD-4 spacecraft bus, named Triumph.

    For more than two decades, the NASA Short-term Prediction Research and Transition Center (SPoRT) within the NASA Earth Science Office at Marshall Space Flight Center has been at the forefront of developing and maintaining decision-making tools for meteorological predictions.

    Jonathan Brazzell, a service hydrologist at the National Weather Service (NWS) office in Lake Charles, Louisiana, highlighted a recent example of SPoRT’s impact while he was doing forecasting for Texas streams.
    Brazzell, who manages the South Texas and South Louisiana regions, emphasized the practical applications and significant impacts of the Machine Learning model developed by NASA SPoRT to predict future stream heights, known as the SPoRT Streamflow A.I. During a heavy rainfall event this past spring, he noted the challenge of forecasting flooding beyond 48 hours. SPoRT has worked closely with the NWS offices to develop a machine learning tool capable of predicting river flooding beyond two days and powered by the SPoRT Land Information System.
    “Previously, we relied on actual gauge information and risk assessments based on predicted precipitation,” Brazzell said. “Now, with this machine learning, we have a modeling tool that provides a much-needed predictive capability.”
    During forecasted periods of heavy precipitation from early to mid-May, Brazzell monitored potential flooding events and their magnitude using NASA SPoRT’s Streamflow-AI, which provided essential support to the Pine Island Bayou and Big Cow Creek communities in south Texas.
    Streamflow A.I. enabled local authorities to provide advance notice, allowing residents to prepare adequately for the event. Due to the benefit of three to seven-day flood stage predictions, the accurate forecasts helped county officials decide on road closures and evacuation advisories; community officials advised residents to gather a seven-day supply of necessities and relocate their vehicles, minimizing disruption and potential damage.
    Brazzell highlighted specific instances where the machine learning outputs were critical. For example, during the event that peaked around May 6, Streamflow A.I. accurately predicted the rise in stream height, allowing for timely road closures and advisories. These predictions were shared with county officials and were pivotal in their decision-making process.

    Brazzell shared that integrating SPoRT’s machine learning capabilities with their existing tools, such as flood risk mapping, proved invaluable. Although the machine learning outputs had been operational for almost two years after Hurricane Harvey, this season has provided their first significant applications in real-time scenarios due to persistent conditions of below-normal precipitation and ongoing drought.
    He also mentioned the broader applications of Streamflow A.I., including its potential use in other sites beyond those currently being monitored. He expressed interest in expanding the use of machine learning stream height outputs to additional locations, citing the successful application in current sites as a compelling reason for broader implementation.
    NASA SPoRT users’ experiences emphasize how crucial advanced prediction technologies are in hydrometeorology and emergency management operations. Based on Brazzell’s example, it is reasonable to say that the product’s ability to provide accurate, timely data greatly improves decision-making processes and ensures public safety. The partnership between NASA SPoRT and operational agencies like NOAA/NWS and county response teams demonstrates how research and operations can be seamlessly integrated into everyday practices, making a tangible difference in communities vulnerable to high-impact events.
    As the Streamflow A.I. product continues to evolve and expand its applications, it holds significant promise for improving disaster preparedness and response efforts across various regions that experience different types of flooding events.

    NASA has selected All Native Synergies Company of Winnebego, Nebraska, to provide custodial and refuse collection services at the agency’s Marshall Space Flight Center.

    The Custodial and Refuse Collection Services III contract is a firm-fixed-price contract with an indefinite-delivery/indefinite-quantity provision. Its maximum potential value is approximately $33.5 million. The performance period began Oct. 23 and will extend four and a half years, with a one-year base period, four one-year options, and a six-month extension.
    This critical service contract provides custodial and refuse collection services for all Marshall facilities. Work under the contract includes floor maintenance, including elevators; trash removal; cleaning drinking fountains and restrooms; sweeping, mopping, and cleaning building entrances and stairways.

  • MIL-OSI China: Harbin hits ‘home stretch’ for Games

    With venues ready, volunteers recruited and testing events underway, Harbin is nearly ready to take up its hosting duties for the 9th Asian Winter Games, with preparatory work almost done entering the 100-day countdown.

    As a traditional hot spot for ice and snow sports activities in Northeast China, Harbin, capital of Heilongjiang province, is pushing ahead with preparations for the 2025 edition of the Games, with full confidence that the continental gala event will be a resounding success in promoting sports and culture exchanges in the region.

    With 100 days to go before the Feb 7 opening ceremony, all 13 existing competition venues for the Games — five for ice sports in downtown Harbin and another eight for snow events in Yabuli, a ski resort cluster 200 kilometers from Harbin — have been renovated and have updated equipment to meet international standards, with workers trained and ready to be deployed to each site, according to the organizing committee.

    The national men’s and under-18 women’s ice hockey championships, which were held during the National Day holiday, were the first of 14 test events to be held in Harbin through January to optimize various venue operations, including capacity, facility function and spectator services.

    Over 6,000 volunteers, mostly local college students, have been recruited from over 10,000 applicants, with a quarter of them having experience serving at international events such as the 2022 Beijing Winter Olympics and last year’s Hangzhou Asian Games, according to organizers.

    The 2025 Harbin Asian Winter Games will mark the biggest representation of Asian countries and regions, with 34 National Olympic Committees — the most in the event’s history — having confirmed their entries, including first-timers Cambodia and Saudi Arabia. Over 1,500 athletes are expected to participate.

    A total of 64 medal events across six sports will be held from Feb 7 to 14. Among them, mixed doubles curling, ski mountaineering and synchronized aerials of freestyle skiing will make their debut at the Games.

    Meanwhile, many Southeast Asian countries and regions, including Thailand, Malaysia and Singapore, have signed up for the alpine skiing competition, which will have more participants than any other event in Harbin’s program, underlining winter sports’ expanding landscape on the continent.

    It will be Harbin’s second time staging the continental gala since it hosted in 1996, and the third edition to be held in China after the 2007 edition in Changchun, Jilin province.

    Boasting ready-made facilities and abundant experience in winter sports promotion, Harbin is confident it can deliver a memorable edition of the Games with strong Chinese characteristics and Asian style, organizers said.

    “With full support from the government, the public and all shareholders, we’ve moved into the home stretch of preparations,” Han Shengjian, vice-governor of Heilongjiang and vice-president of the Harbin organizing committee, said during a news conference on Tuesday. “We are committed to hosting a world-class event representing Asian spirit and Chinese style to promote winter sports across Asia, as well as the unique charm of Harbin as a generous host.”

    Already a popular winter holiday destination in the country, Harbin is keen on taking advantage of the Games to make the city more appealing to winter sports fans and foreign tourists, according to Wang Hesheng, mayor of Harbin and secretary-general of the organizing committee.

    To help boost tourism in the city, a new metro line will be launched at the end of this month in Harbin, and a newly built second runway at the city’s airport will open in January. In addition, more frequent high-speed railway services connecting mountain resorts in Yabuli with downtown Harbin and other major cities are coming in the near future.

    “Hopefully after hosting the Games, Harbin will make its name as a winter wonderland more prominent, not just in our country, but also across Asia,” Wang said.

         ​Following is a question by the Hon Ma Fung-kwok and a reply by the Acting Secretary for Culture, Sports and Tourism, Mr Raistlin Lau, in the Legislative Council today (October 30): Question:      In the National 14th Five-Year Plan, the country has expressed unequivocal support for developing Hong Kong into an East-meets-West centre for international cultural exchange. It is learnt that while private museums are recognised as facilitating the preservation of arts and culture and are booming in many places across the globe, the development of private museums in Hong Kong has all along been constrained by the lack of suitable venues, high maintenance costs, as well as the lack of government support, accreditation, promotion and publicity, etc, some private museums have even ceased operations as a result. In this connection, will the Government inform this Council: (1) whether it knows the number of private museums and their operating conditions in the past three years, including the ratio of fee-charging to free admission, attendances, the ratio of those on the promotion list of the Government or the relevant organisations, as well as the number of private museums facing operating difficulties; whether any applications to operate a private museum have been rejected; (2) among the existing private museums, of the number of those which have received support (including one-off or regular funding) from the Government or the relevant organisations; whether any requests for support by a museum have been rejected by the Government, and of the purpose for which support was requested; and (3) whether it has plans to introduce an accreditation scheme for private museums or extend the scope of application of the Museums Regulation to cover private museums and to centralise the promotion of local museums, so as to enrich the contents of Hong Kong’s tourism in arts and culture, and facilitate the development of Hong Kong into an East-meets-West centre for international cultural exchange? Reply: President,      Museums are an important part of cultural inheritance and dissemination. The Government has been committed to supporting the development of cultural software in Hong Kong through public museums. Currently, 15 museums and two art spaces are managed by the Leisure and Cultural Services Department (LCSD) in accordance with the Public Health and Municipal Services Ordinance (Chapter 132), each with different focuses and themes, covering the three major areas of art, history and science, bringing different cultural experiences to citizens and tourists. The LCSD continues to invest a lot of resources in improving the facilities and enriching the content of its museums. The renovation of the Hong Kong Museum of Art in recent years is an important example.           The current-term Government is committed to fostering cultural development with a view to developing Hong Kong into an East-meets-West centre for international cultural exchange, and has announced that the number of museums under the LCSD will be further increased to continue to enrich Hong Kong’s cultural landscape and bring new impetus to cultural development to meet the general public’s demand for museums. From the cultural policy perspective, in addition to operating and developing public museums, the Government also welcomes the establishment of private museums by individuals or organisations to complement with public museums, which is conducive to the diversified development of the cultural ecology of Hong Kong. The LCSD museums have detailed plans from planning, construction to operation to achieve the Government’s public policy mission, while private museums have higher development autonomy, fewer restrictions, and can also be operated in a more commercial manner. Therefore, when the Government considers supporting private museums and formulating related policies, it must take into account the overall resource allocation and evaluate relative priorities of projects to avoid unnecessary pressure on public funds. Having regard to the uniqueness on the history, theme, scale, operating mode, and financial situation of individual museums, the Government currently does not have plans to formulate a set of standard mechanisms to support the operation of private museums, however, if resources permit, we will consider providing different forms of support to the operation of individual private museums, based on the Government’s policy objectives, expectations of society, and the actual situation of individual museums.      In consultation with relevant bureaux/departments, my reply to the question raised by the Hon Ma Fung-kwok is as follows: (1) and (2) The Government does not maintain data on the number and operating conditions of private museums. As far as we know, there are dozens of private museums in Hong Kong, covering different themes such as culture, arts, history, folklore and education. Currently, the Hong Kong Maritime Museum (HKMM) is the only private museum subvented by the Government. It rents Central Pier No. 8 at nominal rent and receives Government subvention to support its operation. The HKMM recorded approximately 66 100, 52 800 and 106 200 visitors respectively in the last three financial years (i.e. April 1, 2021 to March 31, 2024), among which free visitors account for about 30 per cent, mainly school tour groups.      In addition to subvention, the Government welcomes organisations interested in operating museums to apply for subsidy for cultural, arts projects or activities, such as the Springboard Grants and the Project Grants under the Arts Capacity Development Funding Scheme managed by the Culture, Sports and Tourism Bureau (CSTB), the Project Grant and Matching Fund Scheme from Hong Kong Arts Development Council (HKADC) and the Lord Wilson Heritage Trust, to support the museum’s operations or to organise events. For example, the HKADC provided funding to a private museum’s training programme in 2023.           Non-government organisations and social enterprises, if interested in operating a private museum on vacant government land, can submit an application for “Use of Vacant Government Land for Community, Institutional or Non-Profit Making Purposes on Short Term Basis”. The Government will consider whether to grant the short term tenancy at nominal rent in accordance with policy objectives and established assessment criteria. In 2024, the CSTB provided policy support at nominal rent for two short-term tenancy applications for the use of private museums. These two applications are currently being considered together with other applications by relevant departments.           Private museums may also consider participating in the global network of the International Council of Museums (ICOM) by referring to and adhering to the professional and ethical standards established by the ICOM, thereby improving the quality of their museums to attract more visitors and gain more chances of mutual support and collaboration with other museums. The ICOM, established in 1946, is an international organisation of museums and museum professionals committed to the conservation, continuation and communication to society of the world’s natural and cultural heritage. The major museums under the LCSD are members of the ICOM. Non-governmental cultural and museum organisations including the West Kowloon Cultural District Authority, the HKMM, the Art Museum of the Chinese University of Hong Kong, the University Museum and Art Gallery of the University of Hong Kong and MILL6 Foundation are also members of the Council. (3) As mentioned above, the Government encourages the diversified development of Hong Kong’s cultural ecology and currently has no plans to launch a private museum certification system or regulate the operation of private museums through legislation. Nonetheless, the LCSD museums have been collaborating with other local museums from time to time, and promoting these museums through different platforms and channels. One of the most obvious examples is the Muse Fest HK organised by the LCSD every year since 2015, inviting different local museums and cultural institutions to become partners, allowing citizens and tourists to visit different museums in the city and experience Hong Kong’s rich and unique culture, history and artistic diversity. In addition, the LCSD museums and private museums also from time to time lend collections to each other or collaborate in organising various activities, including exhibitions, lectures and seminars.      In addition, the Hong Kong Tourism Board (HKTB) has been promoting unique museums, including public and private museums and related activities to tourists through its website (discoverhongkong.com), social platforms and tourist information centres, etc, such as M+, Hong Kong Palace Museum, Hong Kong Museum of Medical Sciences and Hong Kong News-Expo. The HKTB also introduces Hong Kong’s museums through social media. For example, it has collaborated with the Mainland social media Xiaohongshu to launch the Hong Kong Citywalk Guide, which introduces five unique Citywalk routes for roaming around Hong Kong, including the Museum Walk route.

    Accelerating health outcomes in the community is a focus for EIT’s School of Health and Sport Science, with lecturers conducting meaningful local research.

    Dr Helen Ryan-Stewart, EIT’s Executive Dean, Education, Humanities and Health Science and until recently the acting Head of the School of Health and Sport Science, says like many tertiary institutions, research is important to EIT. Research helps lecturers stay up-to-date on the latest developments in their field, ensuring they provide students with the most current and relevant knowledge. It can also provide an important community link to address local challenges.

    Helen’s role as the Head of School has been taken by Dr Andrew Garrett, who comes to EIT with a research pedigree, having been Sport, Health and Exercise Science Programme Director and Graduate Research Director at the University of Hull in the United Kingdom.

    Andrew’s main area of research expertise is the markers of fatigue in temperature regulation during exercise in the time of climate change and he was an Associate Member of the Hull York Medical School (HYMS). His PhD work was funded by the Australian Military based at the University of Otago in New Zealand (Induction and decay of heat acclimation) and in collaboration with the Otago Medical School. His current research interest focuses on practical methods for the prevention of heat injury in older populations.

    Helen says that research will continue to be an important part of the School. At present the School has a combined research committee with the School of Nursing, which has resulted in health being a focus for research.

    “The research we do has a health science focus and anything that we were going to do would be aimed at accelerating health outcomes in our community.”

    A significant project which is having an impact on the Hawke’s Bay community is research that is addressing the epidemic of youth vaping among intermediate and high school students.

    The project has been led by  Associate Professor Anita Jagroop-Dearing and was funded by Health Research Foundation Hawke’s Bay and EIT. It also received a funding boost from Health Research Council (HRC) of New Zealand. The initial project was  entitled Actions to Vaporise Rangatahi Vaping in Te Matau-a-Māui. Recently the project was extended outside the region following interest from a Bay of Plenty High School.

    A project in the early stages of development, is being conducted by researcher and lecturer Dr Patrick Lander. It looks at green spaces in urban areas and how people use those for well-being and health.

    Helen says that while the School has a strategy around health research, there are also researchers who focus on sport and exercise. Working in this field is Mike Schofield, a lecturer in strength and conditioning, who is the coach of New Zealand shot-putter Maddison-Lee Wesche, who won a silver medal at the Olympic Games earlier this year.

    Mike’s area of research is biomechanics and it is about evolving a technical model from a theoretical basis. His research is aimed at allowing top-level athletes to reach their full potential.

    Another lecturer who is an active researcher is Associate Professor Carl Paton, who is involved in a number of research projects with students. These projects are focused on high performance cycling.

    Helen says it is important that academic staff are research active.

    “Degrees in institutions such as ours should be taught by staff active in relevant applied research. Sport, exercise and health is focused on application to the real world. So we have to enable our academic staff to do research that’s relevant to the field, the discipline that they’re teaching. That keeps them current, and gives students real-world examples of how they could apply their knowledge.”

         The Secretary for Culture, Sports and Tourism, Mr Kevin Yeung, arrived in Cascais, Portugal, on the evening of October 28 (Cascais time) and began his itinerary yesterday (October 29, Cascais time). In the morning, together with the President of the Sports Federation and Olympic Committee of Hong Kong, China (SF&OC), Mr Timothy Fok, Mr Yeung exchanged views with various members of the Executive Council of the Association of National Olympic Committees (ANOC), including the ANOC President, Dr Robin Mitchell; the Secretary General, Mrs Gunilla Lindberg; the Vice-President for Africa, Mr Mustapha Berraf; the Vice-President for Europe, Mr Spyros Capralos; and Member for Asia Mrs Li Lingwei.           Attending the Executive Council Meeting alongside a delegation from the SF&OC in the afternoon, Mr Yeung made a presentation on the bid to host the 2026 ANOC General Assembly in Hong Kong.          The Major Sports Events Committee (MSEC) has awarded “M” Mark status to the Hong Kong Cricket Sixes 2024, which will be held at the Tin Kwong Road Recreation Ground from November 1 to 3.
          
         The Chairman of the MSEC, Mr Wilfred Ng, said today (October 30), “We are delighted to award the ‘M’ Mark status to the Hong Kong Cricket Sixes 2024. Hong Kong is hosting this tournament again after seven years. We look forward to bringing in more visitors from abroad, thereby strengthening Hong Kong’s position as a centre for major international sports events.
          
         The “M” Mark System aims to encourage and help local “national sports associations” and private or non-government organisations to organise more major international sports events and nurture them into sustainable undertakings.     Secretary for Culture, Sports & Tourism Kevin Yeung made a presentation on a bid to host the 2026 Association of National Olympic Committees (ANOC) General Assembly in Hong Kong at a meeting in Cascais, Portugal, yesterday.

    Also as part of his Portugal itinerary yesterday, Mr Yeung exchanged views with various members of the ANOC Executive Council, together with President of the Sports Federation & Olympic Committee of Hong Kong, China (SF&OC) Timothy Fok in the morning.

    Mr Yeung made the presentation on the bid to host the 2026 ANOC General Assembly in Hong Kong while attending the ANOC Executive Council meeting alongside a delegation from the SF&OC in the afternoon.

    He illustrated that Hong Kong is the ideal place for hosting international events given its strengths and advantages.

    Mr Yeung highlighted that the city has a fair and mature legal system thanks to the successful implementation of the “one country, two systems” principle since the establishment of the Hong Kong Special Administrative Region, enabling the city to maintain its social stability.

    Vatican City (Agenzia Fides) – “The problem is how to ensure that the Sacrament of Confirmation is not reduced, in practice, to “last rites”, that is the Sacrament of “departure” from the Church, but is rather the Sacrament of participation, of active participation in the life of the Church”. This is what Pope Francis said at today’s general audience in St. Peter’s Square, continuing his catechesis on the Holy Spirit and today reflecting on the presence and action of the Holy Spirit in the life of the Church through the Sacraments.Last week the Pope spoke about the action of the Holy Spirit in marriage, today he reflected on Confirmation, which “par excellence, according to Pope Francis, is the sacrament of the Holy Spirit”. The Pope recalls that in the New Testament, in addition to baptism with water, “another rite is mentioned, that of the imposition of hands, which has the purpose of communicating the Holy Spirit visibly and in a charismatic way, with effects analogous to those produced by the Apostles at Pentecost”.With the passing of time, “the rite of anointing took shape as a Sacrament in itself, assuming diverse forms and content in the various ages and different rites of the Church”. To better suggest what this sacrament represents, the Pope quotes the Catechism of adults of the Italian Episcopal Conference. It states: “Confirmation is for all the faithful what Pentecost was for the entire Church. … It reinforces the baptismal incorporation into Christ and the Church and the consecration to the prophetic, royal and priestly mission. It communicates the abundance of the gifts of the Spirit. … If, therefore, Baptism is the Sacrament of birth, Confirmation is the Sacrament of growth. For this very reason it is also the Sacrament of witness, because this is closely linked to the maturity of Christian existence”.”The problem,” said the Bishop of Rome, “is how to ensure that the Sacrament of Confirmation is not reduced, in practice, to “last rites”, that is the Sacrament of “departure” from the Church.” “It is said that it is the farewell Sacrament, ” cintinued the Pope, “because once young people do it they go away and then return for marriage. This is what people say”. On the contrary, Confirmation is “the Sacrament of participation, of active participation in the life of the Church”.     Universities play a number of crucial roles in society. They educate students, research solutions to problems and serve as spaces for national debate. This is especially true for large public institutions, often referred to as flagship universities. A number were launched with great fanfare around the time of a country’s independence from colonial rule. They were tasked with driving national development by training skilled graduates to fill workforce gaps and conducting applied research to address societal challenges. Many have done well in their historic national missions. But how are they performing today when it comes to serving their local communities?

    Higher education researcher James Ransom set out to answer this question in his new book, Revisiting Africa’s Flagship Universities: Local, National and International Dynamics. He analysed local engagement at ten African flagship universities: Ethiopia’s University of Addis Ababa; Makerere University in Uganda; the universities of Ghana, Namibia, Rwanda, Mauritius, Zambia and Zimbabwe; the University of Cape Town in South Africa and Nigeria’s University of Ibadan. He tells The Conversation Africa what he learned.

    What is a flagship university?

    They are pillars of the nation: their campuses are intertwined with history as sites of protest and revolution; their researchers lead the way in publications and research; their students are tomorrow’s leaders.

    Sometimes there is one flagship in a country. Sometimes a country will be home to several. In Nigeria, the University of Ibadan is joined by the University of Nigeria at Nsukka.

    Small, specialist institutions and private universities all play important roles in national higher education systems. But flagships are the trendsetters. They often mentor new universities by seconding senior staff to lead them, and helping design the curricula. Their staff sit on government committees. They have international partnerships and projects.

    The term “flagship” has been used elsewhere in the world, not just in post-colonial countries. In the book I focused on Anglophone sub-Saharan Africa, including countries that were not traditional colonial states, such as Ethiopia.

    What made you write this book and why now?

    In the UK, where I live, we have seen a shift in the expectations placed upon universities.

    The “redbrick” universities, such as Birmingham and Liverpool, are a good example. They were founded in the 19th century to meet local needs. Then they developed strong global ambitions over the next hundred years, excelling in world-leading research and innovation.

    During the past couple of decades, the local question returned: what are you doing to serve your local community? The redbricks (and many others) have responded – nudged along by national policies and frameworks – with serious programmes of civic engagement. These include projects designed with communities, seconding staff into local planning organisations, and opening up their campuses to communities – from 5-a-side football pitches to photography exhibitions.

    The shift I witnessed in the UK, and mirrored in my work across Europe and Canada, made me wonder: has a similar shift, from a historic national mission to a local one, taken place for African universities?

    The question is timely. Societal challenges may be national or global in scale. But they need local knowledge and local partnerships to solve at the local level. This means universities working with local government, which is a key focus of my work. The Organisation for Economic Co-operation and Development has calculated that 100 of the 169 UN Sustainable Development Goal targets can only be achieved if local governments are involved. Universities can play an important supporting role.

    What did you find?

    It is clear that flagship universities’ local work is growing and will continue to grow. For instance, Addis Ababa University established a railway engineering centre to train engineers to maintain the city’s light rail transit system, with students employed by the Ethiopian Railway Corporation. The University of Ghana runs satellite campuses in all ten regional capitals. This allows it to reach remote areas and to establish a local presence in different regions.

    Successful projects often emerge from deep links with local communities. Ibadan has worked closely with a few communities over many decades. These “field laboratories” include a community health programme in the village of Ibarapa, which began in the early 1960s with funding from the Rockefeller Foundation and technical support from the Liverpool School of Tropical Medicine and the London School of Hygiene and Tropical Medicine.

    The programme has trained hundreds of medical students in community medicine through practical work in rural areas, while also improving health services and conducting research on health issues in the Ibarapa community. An example is studying and addressing neglected tropical diseases such as onchocerciasis (river blindness) and guinea worm.

    In 2020 the University of Ibadan signed a memorandum of understanding with the local government on the Ibarapa programme. Over half a century after it began, local partnerships continue to sustain the programme.

    However, a national focus continues to dominate at all ten institutions I studied. This is perhaps best illustrated by the University of Rwanda. Local engagement activity is secondary to the nation’s development strategy spearheaded by its Vision 2050, an ambitious effort to become an upper-middle income country in the next 25 years.

    There is some local activity, of course. Students provide health services to the community, staff run community workshops on informal housing, and there are plans to open model farms to showcase irrigation and agricultural mechanisation. But all of this ultimately serves the national vision.

    Rwanda is a small country, but this finding – of national priorities dominating at the expense of local programmes – was consistent across all the flagships I studied, in large countries like Nigeria as well as in other small countries like Mauritius and Namibia.

    What can other universities on the continent learn from your findings?

    Flagships are complex institutions, with rich histories and often complicated relationships with government. They are survivors, skilled at balancing multiple roles. There is much that other universities can learn from flagships, and that flagships can learn from each other – and more of these partnerships are needed.

    But one senior staff member at a flagship university told me that many African university heads

    feel rather oppressed by the narratives from higher education leaders in other parts of the world

    They were talking about international benchmarking, unequal research partnerships, and models of “best practice”. These constrain the local role of flagships, creating identikit institutions. The result is a race to local irrelevance. Relevance can only emerge from an approach that reflects the local and national context.

    Universities that capture the work they do locally, effectively communicate this, and can demonstrate how it is relevant to society, will be in a good place to chart their own path as a pillar of the nation.

    WASHINGTON – Following calls from U.S. Senators Jerry Moran (R-Kan.) and Amy Klobuchar (D-Minn.) – co-chairs of the Senate Travel and Tourism Caucus – and 19 of their colleagues, the U.S. Department of Commerce, in partnership with Department of State, announced today that the Tourism Policy Council will establish a Subcommittee on Large Scale Sporting Events.
    This subcommittee would help ensure the safety and preparedness for major sporting events taking place in cities across the United States over the next decade, including Kansas City.   • MIL-OSI USA: Congressman Zinke Announces over $31 Million dollars in Transportation Grants for Bridge and Airport Projects Across Western Montana

    Funds will go to replacing the Sportsman Bridge in Bigfork as well as expansion and modernization projects for airports in Missoula and Kalispell

    (WASHINGTON, D.C.) – Today, Western Montana Congressman Ryan Zinke announced the allocation of over $28.4 million in funding for bridge replacement in Bigfork, Montana. The new bridge will have an expanded deck width, be built on a redundant girder system, and use geogrid reinforcement to improve seismic resiliency. Sportsman Bridge was constructed in 1955 and currently does not meet standards for traffic volume in the area.

    The Congressman also announced two grants for airports in Kalispell and Missoula. The Missoula Montana Airport will be using the $875,000 for a revenue guarantee and associated marketing plan to recruit, initiate, and support year-round service to Chicago, expanding service to the airport. Glacier Park International Airport in Kalispell will be using the $2.5 million in funds to expand terminals and modernize gates and ticket areas, hold rooms, checkpoint lanes, utilities upgrades, and building envelope upgrades to improve efficiency, capacity, and accessibility.

    “Montana has been ignored for decades on our infrastructure. When counties don’t have working bridges, roads, airports, or sewer systems, they can’t promote growth in their economies,” said Congressman Zinke. “I am happy to be able to announce that with these grants we were able to get the Federal Government to pay attention to the needs of Montana.”

      

    Grant details are below:

    Recipient: Montana Department of Transportation

    Amount: $28,462,652

    Purpose: The project will replace the existing two-lane bridge with a more resilient two-lane bridge to maintain and improve access over the Flathead River in northwest Montana on Montana Highway 82 in Flathead County. Constructed in 1955, the existing bridge exhibits poor deck condition and its deck width does not meet current standards for accommodating future traffic volume growth. The structure also ranks high as a candidate for seismic retrofit as it is a two-girder non-redundant bridge that lies between two faults of the Mission Fault System. The new bridge will have an expanded deck width, be built on a redundant girder system, and use geogrid reinforcement to improve seismic resiliency. An additional 1.7 feet of freeboard and embankment protectors to route deck drainage will improve climate resiliency. Wider shoulders will allow drivers to pull out of travel lanes in emergency situations, allowing emergency responders to avoid vehicles parked on the shoulder.

      

    Recipient: Glacier Park International Airport

    Amount: $2,500,000

    Purpose: This award funds a portion of the terminal expansion and modernization project including gates and ticket areas, hold rooms, checkpoint lanes, utilities upgrades, and building envelope upgrades to improve efficiency, capacity, and accessibility.

      

    Recipient: Missoula Montana Airport 

    Amount: $875,000

    Purpose: Revenue guarantee and associated marketing plan to recruit, initiate, and support year-round service to Chicago (ORD).

    On the occasion of Dhanvantari Jayanti and the 9th Ayurveda Day, Prime Minister Shri Narendra Modi launched, inaugurated, and laid the foundation stone of multiple health sector projects worth around ₹12,850 crore at the All-India Institute of Ayurveda (AIIA), New Delhi. Shri J.P. Nadda, Union Minister for Health and Family Welfare & Chemicals & Fertilizers; Dr. Mansukh Mandaviya, Minister of Labour and Employment & Youth Affairs and Sports, Vaidya Rajesh Kotecha,Secretary Ayush, Dr. Manoj Nesari (Advisor, Ayush), and others dignitaries were present on the occasion.

    Among the projects launched under the ministry of Ayush, the Prime Minister inaugurated Phase II of India’s First All-India Institute of Ayurveda. This phase, a significant project with a total cost of ₹258.73 crore, includes key features such as a 150-bed Panchakarma hospital, an Ayurvedic pharmacy for drug manufacturing, a sports medicine unit, a central library, an IT and start-ups center, a 500-seat auditorium, and guest houses for both general and international visitors.

    Moreover, to capitalize on the growing interest of the international community in Indian health and wellness solutions, especially yoga, and to boost R&D in the domain, the Prime Minister laid the foundation stones of two Central Research Institutes in Yoga and Naturopathy (CRIYNs) at Khorda (Odisha) and Raipur (Chhattisgarh), along with other significant projects. Additionally, the Prime Minister launched four Ayush Centres of Excellence (CoEs), each targeting specific areas in health research and innovation.  ​Centre of Excellence for Diabetes and Metabolic Disorders at the Indian Institute of Science, Bengaluru, focused on prediabetes and diabetes research and Ayurvedic formulation validation; ​Centre of Excellence in Sustainable Ayush at IIT Delhi, dedicated to developing advanced technological solutions, supporting start-ups, and creating net-zero sustainable solutions for Rasaushadhis; ​Centre of Excellence for Fundamental and Translational Research in Ayurveda at CDRI Lucknow, focused on advanced research in Ayurvedic botanicals like Ashwagandha; Centre of Excellence on Ayurveda and Systems Medicine at JNU, New Delhi, aimed at researching the molecular mechanisms of Ayurvedic treatments for rheumatoid arthritis using systems medicine.

     

    The Prime Minister also launched “Desh Ka PrakritiParikshan Abhiyan,” a nationwide campaign promoting health awareness and highlighting the importance of holistic well-being as part of daily life. Led by Shri Prataprao Jadhav, Union Minister of State (I/C), Ministry of Ayush, with 4,70,000 dedicated volunteers, this campaign aims to revolutionize health awareness efforts among citizens and will also attempt multiple Guinness World Records.

     

    Addressing the gathering, the Prime Minister underscored that in the past decade, the country had witnessed the beginning of a new chapter in the health sector with the amalgamation of knowledge of Ayurveda with modern medicine. He added that the All India Institute of Ayurveda has been a focal point of this new chapter. Shri Narendra Modi remarked that seven years ago, on Ayurveda Day, he had the privilege to dedicate the first phase of the institute to the country, and today, with the blessings of Lord Dhanvantari, he was inaugurating the second phase.

    The Prime Minister stated that 7.5 lakh registered Ayush practitioners are already contributing to the nation’s healthcare. He stressed the need to increase this number further and highlighted the growing demand for medical and wellness tourism in India. He emphasized the need for youth and Ayush practitioners to prepare for expanding fields such as preventive cardiology, Ayurvedic orthopedics, and Ayurvedic rehabilitation centers, both in India and abroad. “Immense opportunities are being created for Ayushpractitioners,” he added.

    Prime Minister Shri Narendra Modi underscored the importance of validating traditional herbs like Ashwagandha, turmeric, and black pepper through high-impact scientific studies. “Lab validation of our traditional healthcare systems will not only increase the value of these herbs but also create a significant market,” he remarked, noting the rising demand for Ashwagandha, which is projected to reach USD 2.5 billion by the end of this decade.

    Underlining that the success of Ayush is transforming not only the health sector but also the economy, the Prime Minister stated that the Ayush manufacturing sector has grown from USD 3 billion in 2014 to nearly USD 24 billion today, an 8-fold increase in just 10 years.

    Speaking on the occasion, Union Minister of State (Independent Charge) Ayush and Minister of State, Health & Family Welfare Shri Prataprao Jadhav said, “The essence of Ayurveda is rooted in the principle, ‘Sarve BhavantuSukhinah, Sarve Santu Niramayah.’ A recent survey on Ayush revealed that nearly 95% of the rural and 96% of the urban populations are aware of Ayush. These results are highly encouraging, and I am confident that this awareness will continue to grow. Prime Minister, you will be pleased to know that Ayurveda Day is celebrated today in over 150 countries”. The Ayush minister said that the efforts of the Prime Minister have significantly contributed to the global prominence of Ayurveda in health and since 2014 Ayurveda has reached new heights under his exemplary leadership.

    The Union Minister of State for Ayush added that “With the support of Ayurveda students, teachers, and professionals, we are launching a nationwide campaign called ‘Desh Ka Prakriti Parikshan’. Through this campaign, based on the principles of Ayurveda, we can design an ideal lifestyle for every individual and conduct risk analysis to prevent diseases before they strike. In this direction, a positive approach can redefine our health sector.”

    Thanking the Prime Minister for inaugurating the second phase of AIIA, Prof. (Dr.) Tanuja Nesari, Director, AIIA, said, “On this auspicious day of Dhanvantari Jayanti, the day of worshiping Lord Dhanvantari, the deity of health, we seek blessings for health as the greatest wealth. This is why we celebrate Dhanvantari Day as Ayurveda Day—acknowledging Ayurveda as a divine blessing from Lord Dhanvantari that brings both health and happiness. Today, it is a matter of great pride for the All India Institute of Ayurveda that our esteemed Prime Minister Shri Narendra Modi inaugurated the second phase of our institute, equipped with modern facilities and spread across 4.5 acres. This phase involves an investment of ₹275 crore.”

    The National Human Rights Commission (NHRC), India, organized an open house discussion in hybrid mode on ‘Sports and Human Rights: Safeguarding the Rights and Well-being of Sportspersons’ at its premises in New Delhi today. Chairing the discussion, Acting Chairperson, Smt. Vijaya Bharathi Sayani said that maintaining human values is the hallmark of a sportsperson’s spirit. Therefore, respecting the human rights of the sportspersons and ensuring protection thereof through an institutionalized mechanism is necessary for better performance of the country’s talent in sports.

    She highlighted the importance of understanding the intersectionality between athlete rights and the role of institutions in safeguarding them. The concept of intersectionality can help policy makers and sport programmers understand how different types of discrimination – like racism, homophobia, and ableism – combine to prevent athletes particularly women from participating in sport.

    The Acting Chairperson also stressed strengthening the judicial mechanisms in addressing any violations of athlete rights besides the rehabilitation of sportspersons in case of abuse and addressing their mental health concerns.

    NHRC, India Director General (Investigation), Shri Ajay Bhatnagar emphasized zero tolerance for sexual abuse of sportspersons. He highlighted how institutions, especially those in authority, are more accountable for safeguarding athletes.

    Earlier, the NHRC, India Joint Secretary, Shri Devendra Kumar Nim gave an overview of the three technical sessions of the open house which included ‘Rehabilitation of Sportspersons after Incidents of Abuse,’ ‘Mental Health of Sportspersons in India’ and ‘Institutional Frameworks Required to Safeguard Interests of Sportspersons.’

    Some of the suggestions that emerged from the discussion were as follows:

    • It is necessary to have coaches having training in clinical psychology to prepare the athletes better;

    • Streamline insurance benefits to athletes suffering sports injuries;

    • Bring awareness among athletes to report sexual abuse;

    • Ensure action on complaints of sexual harassment through functional institutional mechanisms in all sports bodies;

    • Strengthen institutional mechanisms to support para-athletes;

    • Strengthen institutional mechanisms within various sports bodies to develop social equitability among sportspersons from diverse backgrounds and marginalized communities;

    The meeting was attended by the representatives of the Ministry of Youth Affairs and Sports, Netaji Subhas Sports Authority of India at Patiala, National Centre for Sports Science and Research, National Sports University, Imphal, Wrestling Federation of India, National Rifle Association of India, All India Kabaddi Federation, Sports and Rights Alliance, Switzerland, WAKO India Kickboxing Federation, Humans for Sports, UK, GoSports Foundation based in Bangalore, India and Sports Injury Centre at the Safdarjung Hospital, New Delhi.

    In alignment with the guidelines set by the Central Vigilance Commission (CVC), the Vigilance Department of Rashtriya Ispat Nigam Limited (RINL), the corporate entity of Visakhapatnam Steel Plant organized a Walkathon in association with the Sports Department at Col. CK. Naidu Ukku Stadium of Visakhapatnam Steel plant, today.

    This event was held as part of the observance of Vigilance Awareness Week 2024 at Visakhapatnam Steel Plant and saw enthusiastic participation from over 300 school children from various institutions of Ukkunagaram along with their parents for about 4 kilometre stretch in the Ukkunagaram township.

    Addressing the jubilant gathering, Dr. S. Karuna Raju, IAS, Chief Vigilance Officer (CVO), RINL underscored the significance of vigilance in various aspects of life. Dr. S. Karuna Raju encouraged students to be vigilant in their learning, conduct & behavior, Relationships, Social interactions, Safety & Security, Health, Finance, environment and at public places.

    Dr. S Karuna Raju, IAS, CVO, RINL emphasized the importance of cultivating honesty and maintaining integrity to curb corruption. He emphasized that today’s students are the leaders of tomorrow, destined to shape fields such as science & technology, education, industries, public services, governance and politics. He encouraged students to develop the habits of honesty and integrity from an early age, explaining how these values are crucial in building a fair and just society.

    Dr. S Karuna Raju, IAS, CVO, RINL inspired all to use technology responsibly and to always act with ethical principles, reinforcing that a corruption-free society begins with individual commitment to truth and transparency and these values are foundational to building a strong and principled nation.

    The Walkathon event successfully highlighted the role of awareness and integrity, reinforcing the message of vigilance and ethical conduct among the younger generation and public.
