    Everyone deserves a place to call home. However, for many across the country, home ownership and renting is out of reach due to the unprecedented housing crisis Canada is facing. We need to build more homes, faster, to get Canadians into homes that meet their needs, at prices they can afford. That’s why in Budget 2024 and Canada’s Housing Plan, the federal government announced the most ambitious housing plan in Canadian history: a plan to build 4 million more homes.

    As part of this plan, the Government of Canada is identifying properties within its portfolio that have the potential for housing, and is actively adding them to the Canada Public Land Bank. Wherever possible, the government will turn these properties into housing through a long-term lease, not a one-time sale, to support affordable housing and ensure public land stays public.

    Today, the Honourable Jenna Sudds, Minister for Families, Children and Social Development, with Anita Vandenbeld, Member of Parliament for Ottawa West—Nepean and Yasir Naqvi, Member of Parliament for Ottawa Centre, highlighted a property located at Baseline Road at Cedarview Road south-east corner that is now available for housing development through the Canada Public Land Bank. This property will help create up to 200 units and is one of 9 new properties in the National Capital Region that was added to the land bank last week.

    Other properties in the NCR include:

    • Hurdman North, a parcel west of Riverside Drive and south of Highway 417, Ottawa (4,000 units)
    • 315 Terminal Ave., Ottawa (300 units)
    • 1460 Riverside Dr., Ottawa (500 units)
    • 1250 Ledbury Ave., Ottawa (up to 200 units)
    • Southern Corridor, Woodroffe Avenue at Norice Street South, Corner to Merivale Road at Colonnade Road West Side, Ottawa (up to 1,000 units)
    • 1730 Robertson Rd., Ottawa (up to 500 units)
    • 1055 Aylmer, Gatineau (up to 200 units)
    • 210 Laurier, Gatineau (up to 400 units)

    A total of 70 federal properties have now been identified as being suitable to support housing. This list will continue to grow in the coming months, with further details on listed properties available soon.

    As part of the initial launch of the Canada Public Land Bank in August 2024, the Canada Lands Company, in partnership with the Canada Mortgage and Housing Corporation, issued a call for proposals for 5 properties located in Toronto, Edmonton, Calgary, Ottawa and Montréal. The call for proposals for the properties in Toronto and Montréal closed on October 1, 2024, and evaluations have begun. The call for proposals for the Edmonton, Calgary and Ottawa properties will close on November 1, 2024.

    To provide feedback on the land bank and its properties, the Government of Canada launched a call for housing solutions for communities: a secure online platform.

    To date, the Government of Canada has already received interest and feedback from provinces, territories and municipalities, as well as developers, housing advocates and Indigenous groups. This information will be used to develop and bring more properties to market starting this fall.

    To solve Canada’s housing crisis, the federal government is using every tool at its disposal. The Government of Canada is accelerating its real property disposal process to match the speed of builders and the urgency of getting affordable homes built for Canada.

    • In Budget 2024 and Solving the Housing Crisis: Canada’s Housing Plan, the federal government announced an ambitious whole-of-government approach to addressing the housing crisis by building more homes, making it easier to rent or own a home, and helping Canadians who cannot afford a home. 

    • A key component of Canada’s Housing Plan is the new Public Lands for Homes Plan. This plan aims to partner with all levels of government, homebuilders and housing providers to build homes, faster, on surplus and underused public lands across the country. 

    • The Public Lands for Homes Plan supports the government’s goal of unlocking 250,000 new homes by 2031.

    • Budget 2024 also provided $500 million, on a cash basis, to launch the new Public Lands Acquisition Fund. This fund will buy land from other orders of government to allow the federal government to acquire more land for housing to help build middle-class homes. Work on the fund is already underway, and more details will be released in the coming weeks.  

    • In August 2024, a new tool for builders called the Canada Public Land Bank was launched with an initial 56 properties under the Public Lands for Homes Plan. 

    • As of October 8, 2024, there are 70 properties listed in the Canada Public Land Bank, representing a total of 385 hectares of land, which is the size of approximately 2,500 hockey rinks or almost 750 Canadian Football League football fields.

  • MIL-OSI Global: Award-winning bullfighting documentary likely to anger aficionados and abolitionists alike

    Every year the Spanish ministry of culture awards prizes for different artistic disciplines. From next year onwards, the country’s national bullfighting award will be withdrawn. The current Spanish minister of culture, the Barcelona-born Green politician Ernest Urtasun, supports the prohibition of what has long been known as Spain’s “national fiesta”.

    At the awards ceremony held at the Reina Sofia Museum last week, the minister refused to applaud this year’s winner for “sustained excellence in bullfighting”, Julián López El Juli, the recently retired Madrid-born matador. El Juli retorted to the slight by holding out his hand and publicly calling out the minister’s lack of respect as evidence that he was unfit to hold office.

    Bullfighting predates football as a form of mass entertainment, and has been a source of inspiration for artists and intellectuals for centuries. It still has its followers in the present day, but young urban Spaniards are increasingly sensitive to the undeniable cruelty involved. Bullfighting was banned in Catalonia in 2011. Bullfights, known as corridas, are still staged in much of the rest of Spain, but it can be career suicide for artists, politicians or intellectuals to be associated with them.

    So I, like many in Spain and the Basque Country, didn’t expect the jury of the 72nd San Sebastian Film Festival to award its highest accolade, the Concha de Oro (Golden Shell), to a bullfighting documentary. The director of Tardes de Soledad (Afternoons of Solitude) is Albert Serra, an iconoclastic filmmaker from Gerona, a fiercely pro-independence province of Catalonia.

    For five years, Serra and his crew have been following the exploits of two rising stars with the ambition to become figuras, the term for that handful of elite matadors like El Juli, who appear on the most lucrative and prestigious bills.

    Bullfighting and the screen arts have history in and beyond Spain. During cinema’s infancy, early filmmakers the Lumière brothers filmed matadors in Madrid. At annual village fairs, Spaniards would pay to enter a tent and watch recordings of professional corridas. The Valencian Vicente Blasco Ibánez’s 1908 novel Blood and Sand has a strong claim to being the earliest literary text to be written with a future film adaptation in mind.

    In 1951, Hollywood actress Ava Gardner (a close friend of Ernest Hemingway, author of bullfighting novel Death in the Afternoon) starred alongside Catalan matador Mario Cabré in Pandora and the Flying Dutchman, which featured corridas in Gerona (the city’s bullring was demolished in 2006). Spanish television started broadcasting bullfights in 1956. Nearly 70 years later, Movistar Spain shut down its dedicated bullfighting channel in March 2023.

    Oscar-winning writer and director Pedro Almodóvar – who received a lifetime achievement award at San Sebastian this year – has his Madrid offices close to the world’s premiere bullring, Las Ventas. In 1986 he portrayed the world of bullfighting in Matador, starring a very young Antonio Banderas, later returning to the subject in Talk to Her (2002).

    This film, which won Almodovar the Oscar for best screenplay, contains scenes in which a female matador is gored in the picturesque bullring in Aranjuez. The British Board of Film Censorship insisted on cuts, and Almodóvar faced legal challenges from animal rights groups. According to Spanish law, corridas are permitted and can be filmed. The legal situation becomes thornier if a bull is killed by a professional matador for the sole purposes of the event being captured on film.

    Documenting the glory and the horror

    Nothing is staged for Serra’s documentary. He followed the Peruvian Andrés Roca Rey, a box-office phenomenon often dismissed by serious aficionados as a crass populist; and the more refined Pablo Aguado, a native of Seville.

    Serra connected better with Roca Rey, capturing his fears and solitude in an often hostile professional environment. Pay-for-view television channel Canal+ set a new gold standard for broadcasting bullfights with technical panache. Serra makes no attempt to replicate this labour. Placing the camera at the eye level of the bull and the matador results in a far more graphic and gruesome spectacle.

    The Catalan filmmaker is amongst world cinema’s masters of sound design, and the audience is privy to the bull’s breathing as well as conversations between the matador and his team once the afternoon’s activities in the sand have come to a bloody conclusion.

    Tardes de Soledad is likely to anger and unnerve aficionados and abolitionists alike. Industrial farming is arguably crueller than bullfighting, but recognising this fact is not automatically a defence of the “national fiesta”. It might just be that any hypothetical prohibition needs to framed alongside a wider reassessment of our relationship with, and responsibility to, non-human creatures.

    Some abolitionists suggest that, even though bulls are sold for meat afterwards, it is death and torture being employed for entertainment that renders corridas so problematic. Psychological desensitisation is a real risk, especially when children are in attendance.

    Aficionados claim bullfighting is a rare opportunity to address our own mortality in a society in which death and nature are increasingly kept at a distance. Almodóvar’s pristinely shot bullfighting scenes nevertheless show how ritualised beauty – the vivid stylised outfits, the music, the choreography and the architecture – often divert attention from the blood.

    Serra’s harrowing footage might even shake some enthusiasts out of their complacency. Can so much animal and human suffering be justified in the name of an ancestral art? Conversely, Tardes de Soledad registers the poetry, pain and pathos of bullfighting in and beyond the arena. Dialogues between Roca Rey and his entourage establish a new benchmark for depicting the interior world of a matador, more unforgiving and empathetic than anything by Hemingway.

    A rallying call at anti-bullfighting demonstrations is: “It’s not culture, it’s torture.” Serra’s documentary warrants the Concha de Oro for showing the terms are not mutually exclusive.

  • MIL-OSI Global: Why breakdancing can give you a cone-shaped head

    For those of a certain age, Coneheads is an iconic 90s film. But for breakdancers, it seems, developing a cone-shaped head can be an occupational hazard.

    According to a 2024 medical case report, a breakdancer who’d been performing for 19 years was treated for “headspin hole”, a condition also known as “breakdancer bulge” that’s unique to breakdancers. It entails a cone shaped mass developing on top of the scalp after repetitive head-spinning. Additional symptoms can include hair loss and sometimes pain around the lump.

    Approximately 30% of breakdancers report hair loss and inflammation of their scalp from head-spinning. A headspin hole is caused by the body trying to protect itself. The repeated trauma from head-spinning causes the epicranial aponeurosis – a layer of connective tissue similar to a tendon, running from the back of your head to the front – to thicken along with the layer of fat under the skin on top of the head in an attempt to protect the bones of skull from injury.

    The body causes a similar protective reaction to friction on the hands and feet, where callouses form to spread the pressure and protect the underlying tissues from damage. Everyday repetitive activities from holding smartphones or heavy weights through to poorly fitting shoes can result in callouses.

    But a cone-shaped head isn’t the only injury to which breakdancers are prone, however. Common issues can include wrist, knee, hip, ankle, foot and elbow injuries, and moves such as the “windmill” and the “backspin” can cause bursitis – inflammation of the fluid filled sacs that protect the vertebrae of the spine. A headspin hole isn’t the worst injury you could sustain from breakdancing either. One dancer broke their neck but thankfully they were lucky enough not to have any major complications.

    Others, such as Ukrainian breakdancer Anna Ponomarenko, have experienced pinched nerves that have left them paralysed. Ponomarenko recovered to represent her country in the Paris 2024 Olympics.

    As with other sports, it’s unsurprising to hear that the use of protective equipment results in the reduction of injuries in breakdancing too.

    But breakdancers aren’t the only ones to develop cone shaped heads.

    Newborns

    Some babies are born with a conical head after their pliable skull has been squeezed and squashed during the journey through the vaginal canal and the muscular contractions of mother’s uterus.

    A misshapen head can also be caused by caput secundum, where fluid collects under the skin, above the skull bones. Usually, this condition resolves itself within a few days. Babies who’ve been delivered using a vacuum assisted cup (known as a Ventouse) – where the cup is applied to the top of the baby’s head to pull them out – can develop a similar fluid lump called a chignon.

    Vacuum assisted delivery can also result in a more significant lump and bruising called a cephalohematoma, where blood vessels in the bones of the skull rupture. This is twice as common in boys than in girls and resolves within two weeks to six months.

    If you’ve ever seen newborns wearing tiny hats in the first few hours of their life, then one of these conditions may be the reason.

    Some children may also present with “cone-head” due to craniosynostosis, which occurs in about one in every 2,000-2,500 live births.

    Newborn skulls are made up of lots of small bony plates that aren’t fused together, which enables babies’ brains to grow without restriction. Usually, once the brain reaches a slower growth pace that the bones can keep up with, the plates fuse together. In craniosynostosis, the plates fuse together too early creating differently shaped heads. Surgery can prevent brain growth restriction but is usually unnecessary if the child hasn’t been identified as having an shaped head by six months of age.

    The Ultimate Fighting Championship (UFC) will return to Sydney, attracting tens of thousands of fans, millions of dollars in spending, and millions of global television viewers, as the Minns Labor Government delivers on another election commitment.

    The UFC 312 event will be held in The Octagon at Qudos Bank Arena on 9 February 2025. This event is the second of three mega events the Minns Government secured as part of a four year deal with the world’s premier mixed martial arts organisation.

    The first event in the Sydney series (UFC 293) in September 2023 sold out in 13 minutes with 18,168 people attending. 9,500 (52%) were from overseas or interstate, injecting more than $15.3 million into the NSW visitor economy.

    The highly anticipated UFC 312 is also expected to sell-out and deliver another significant boost to the NSW visitor economy. It will also generate valuable global exposure for Sydney as the nation’s premier city for major sporting events through the UFC’s huge pay-per-view television audience and online following.

    There are now more than 700 million UFC fans across the globe, including a combined 233 million followers across UFC’s social media channels. In Australia and New Zealand combined, UFC has more than 4.3 million fans and 6 million social media followers.

    The UFC’s contribution to NSW goes beyond the Octagon, earlier this year the UFC signed a three-year partnership with PCYC NSW Fit for Life program to establish the UFC’s first youth mentoring initiative in the country.

    Today the NSW Premier Chris Minns, the Minister for Jobs and Tourism John Graham and the Minister for Sport Steve Kamper will join UFC Vice President for Australia/NZ Pete Kloczko and No.1 UFC featherweight and former champion Alex Volkanovski, to announce the global juggernaut will again light up the NSW sporting calendar.

  • MIL-Evening Report: Pokies? Lotto? Sports betting? Which forms of problem gambling affect Australians the most?

    Gambling, especially sports and race betting, is a hot political issue at the moment.

    This is largely due to the recommendations from a 2023 report from a nonpartisan federal government committee, chaired by the late Peta Murphy, called You Win Some, You Lose More.

    This report recommended “the Australian government, with the cooperation of the states and territories, implement a comprehensive ban on all forms of advertising for online gambling”.

    This has led to lots of debate and controversy.

    Recently, Peter V’landys, head of the NRL and Racing NSW, claimed lotteries were more harmful than race and sports betting combined, citing independent statistics.

    Let’s explore the relative harm of different types of gambling and see if this claim holds up.

    Australians love a punt

    Gambling is widespread in Australia, with more than half of adults engaging in at least one form each year.

    According to the latest national data, lotteries are the most common type (40% of Australians buy a ticket annually), followed by race betting (17%), pokies (16%), scratchies (15.7%) and sports betting (9.6%).

    However, the popularity of a gambling form doesn’t necessarily reflect its harm. Different gambling activities have distinct characteristics.

    Two key factors mean that some gambling forms are more harmful than others: the speed of gambling and bet size.

    Pokies allow for frequent, small bets, with spins every three seconds. Race and sports betting can involve much larger sums and betting that is relatively fast, but still slower than pokie spins.

    Sports betting, in particular, is getting faster with in-play betting and microbetting.

    Poker machines, or ‘pokies’ are the biggest single source of gambling losses in Australia.

    Lotteries, on the other hand, are much slower-paced.

    People typically spend a small amount on tickets and wait for a draw to find out if they’ve won.

    Although it’s possible to spend a lot on tickets, people tend not to, unlike with faster gambling forms.

    The average spend on pokies among the 16% who play them is around $4,782 per year, compared to an average spend on lotteries of $377 per year. These are averages. Most won’t spend these amounts but some will spend far more, which raises the average amount.

    V’landys’ claim about lotteries being more harmful than race and sports betting was based on “independent statistics”.

    He said that of 100 people seeking help from a gambling hotline, 70 had issues with pokies, 15 with lotteries, eight with race betting, four with sports betting, and three with casinos.

    We were unable to verify these figures – if anyone has the data, we’d love to see the research to assess them.

    However, we do have publicly available data.

    What the data say

    The NSW GambleAware website’s 2020-21 report shows that of 2,886 people seeking help, 73.3% identified pokies as their primary form of gambling, while only 13 people (less than 1%) listed lotteries. Race betting accounted for 13.1%, and sports betting for 7.9%.

    These patterns were consistent with previous years.

    People who experience problems also usually take part in more than one form of gambling, as the NSW report showed.

    When these secondary gambling activities were considered, sports betting was cited by 35.5%, race betting by 33.5%, pokies by 19.5%, and lotteries by 13.7%.

    What we discovered

    The best evidence on gambling problems and harm comes from large-scale prevalence studies, typically commissioned by governments and conducted by independent researchers.

    These studies offer high-quality insights into how each gambling form contributes to problems.

    While one prevalence study is great, our team recently combined data from seven national and state-based prevalence studies. This resulted in a very high-quality dataset that we can use to study this question.

    In our analysis, we used statistical techniques to show how strongly each gambling form is associated with problems.

    These techniques give us regression coefficients, which are just numbers that tell us how strong the association is. A higher number means a stronger association between that form and gambling problems.

    The most problematic form was pokies (coefficient = 0.147), followed by casino games (0.136), sports betting (0.068) and race betting (0.038).

    Lotteries, with a coefficient of 0.001, were the least problematic and were not statistically significant even in our large sample.

    As you might guess from such a low number, there’s very little relationship between lotteries and gambling problems.

    What about prevalence?

    Prevalence matters too – while pokies were most strongly associated with problems, the number of people participating in each gambling form is also important.

    Let’s consider an analogy – a car that gives out a lot of exhaust fumes. That car is harmful, but if virtually no one owns one, then it’s not going to account for much pollution.

    The same idea applies for gambling forms. If a gambling form is very harmful but very few people do it, it doesn’t account for many problems in the population.

    It works the other way, too – if there is a very clean type of car that many people drive, they also won’t add up to much pollution.

    Similarly, if we have gambling forms that have very little association with problems, it won’t add up to many problems in the population, even if lots of people take part.

    The regression coefficients tell us how problematic each gambling form is. Prevalance tells us how many people do it.

    When we combine these two bits of information, we can work out the degree of problems in the community that come from each form.

    When we did this, pokies were responsible for 52-57% of gambling problems in the community.

    Sports and race betting each contributed 9-11%, with a combined total of around 20%.

    Lotteries accounted for just 0.1-1% of problems.

    Even if we include scratchies as part of lotteries, this only adds another 2-5% of problems, still far below sports and race betting.



    The real issue

    What’s the takeaway?

    Lotteries are widely played but are not typically associated with much harm.

    Sports and race betting, despite having fewer participants, are more harmful due to their faster pace and the potential for large, frequent bets.

    Lotteries involve slower betting and lower spending, making them much less risky.

    If we aim to reduce gambling harm in our community, the focus should be on pokies, which are widespread in pubs and clubs outside WA, casino games and race and sports betting.

    These forms have features that make them far more harmful than slower-paced gambling like lotteries.

  • MIL-OSI Australia: Powerful performances by artists with disabilities to celebrate diversity at 2024 OzAsia Festival

    Two films celebrating the dedication and tenacity of Korean and South Australian performers with and without disability will hit the big screen as part of the Asia-focused arts festival OzAsia.

    Counterpoise, which features nine artists from Adelaide-based Restless Dance Theatre and the Korean 29Dong Dance Theatre, is a contemporary black and white dance film created at the height of the COVID-19 pandemic.

    Directed by Larissa McGowan and Matt Byrne, the 20-minute dance film highlights the noise of life, as well as quiet loneliness within ourselves. Counterpoise’s detailed choreography melded with electrifying music by KOREAN MUSIC PROJECT using a combination of traditional and western instruments embedded with digital technology.

    Dancing Against the Odds, a documentary directed by Adelaide filmmaker Matt Byrne, follows the innovative and inclusive journey of making Counterpoise over three years. Produced by University of South Australia arts management experts Dr Boram Lee and Professor Ruth Rentschler OAM, the 60-minute film embraces diversity, inclusion and self-expression.

    Both films will screen on 29 October as part of the Adelaide Film Festival and OzAsia.

    The project began in 2020, when dancers could only collaborate virtually due to COVID-19. It wasn’t until 2022, when members from the three companies – Restless, 29Dong Dance Theatre, and KOREAN MUSIC PROJECT – could meet face-to-face in Adelaide for the first time and continue the bonds formed online.

    In 2023, Restless Dance Theatre had the opportunity to travel to Seoul, reuniting the team for a public preview of Counterpoise and workshops with Korean artists with and without disabilities. This journey not only expanded the project’s reach but also nurtured community connections, inspiring a deeper appreciation for inclusive arts.

    Dr Boram Lee says the project connected people across Australian and Korean borders to help foster a network of inclusivity and diversity through the arts.

    “After a three-year saga of overcoming international borders, language barriers, and perceptions of disability, we’ve transformed the impossible into a breathtaking reality,” she says.

    “This collaboration showcases the incredible power of public initiatives, made possible by the steadfast support of the Korean and Australian governments and our diverse partners.

    “With multiple layers of collaboration among dancers, musicians, academics and filmmakers, we’ve fostered deep people-to-people connections, and we’re excited to share our learning with communities around the world.”

    Professor Ruth Rentschler OAM says the project embraced diversity, inclusion and self-expression to help shift stereotypes around the capabilities of artists with disability.

    “These films present disability in a new light. They showcase what the dancers can do rather than focusing on what they can’t do,” she says.

    Counterpoise and Dancing Against the Odds is supported by the Korean Ministry of Culture, Sports and Tourism, and KOFICE as part of Kore·A·Round Culture 2023, the Australian Department of Foreign Affairs and Trade through the Australian Cultural Diplomacy Grants Program, Australia-Korea Foundation, and Arts South Australia.

  • MIL-OSI Russia: Palace of Science: What Opportunities Does the Lomonosov Cluster Open for Innovators

    Cluster “Lomonosov” — one of the leading innovation platforms of the capital. It has become the flagship of the scientific valley of the Moscow State University (MSU) named after M.V. Lomonosov. 66 companies — residents of the cluster are engaged in developments in medicine, information and biotechnology, industry, service infrastructure and other areas. They have at their disposal production sites and laboratories, offices and coworking spaces, conference halls and lecture halls.

    A mos.ru correspondent went to the scientific valley and found out how the Lomonosov cluster is structured, what it offers to Moscow companies and what innovative production facilities are located there.

    Driver of Innovation

    The Lomonosov cluster opened in 2023. On behalf of Sergei Sobyanin, the building concept was developed by the chief architect of Moscow Sergey Kuznetsovand architect Ivan Grekov. Lomonosov became one of nine future clusters of the innovative scientific and technological center of Moscow State University “Vorobyovy Gory”. The ten-story building with mirrored facades was erected in less than two years.

    “The Lomonosov Cluster is a project of the Moscow Government, which is being implemented by the Moscow Innovation Cluster Foundation. This is a territory for the development of innovative and high-tech companies. Here, scientists and entrepreneurs create new products and services, improve existing ones, find partners and investors. At the same time, the cluster provides tax benefits to resident companies,” notes Alexander Ulanov, Deputy General Director of the Foundation.

    Residents of Lomonosov can reduce their tax burden by up to 30 percent. They are exempt from paying income taxes, value-added tax, and property tax for 10 years. In addition, they are subject to reduced insurance premium rates, and they can also reimburse customs duties paid.

    Capital companies with useful and innovative projects were able to become residents of the cluster. Their developments were related to science, brought new ideas and helped the city. The declared projects passed the examination, and based on its results, the companies were granted the status of a resident.

    Today, Lomonosov’s production facilities employ more than two thousand people. They have original ideas, modern technologies and know-how in their arsenal that can compete with both Russian and foreign products. The inventions of the cluster residents not only help develop the city’s economy, but also make a major contribution to import substitution. For example, the capital’s factories are already using innovative air purification filters manufactured in Lomonosov, and the Arctic seas of Russia are using a hardware and software complex for seismic research.

    Offices, laboratories and engineering workshop

    The Lomonosov cluster is located on Ramensky Boulevard (building 1), not far from the Ramenki and Universitet metro stations. Sharp angles, straight projections, and even ribbons of rectangular windows make the building look like a spaceship.

    In front of the main entrance there is an installation of two hemispheres with a truncated lower base, reminiscent of a core divided into two. On the first floor of the building you can examine a model of the future scientific valley, drink coffee and work, sitting in soft chairs with a noise-insulating effect. Here, the cluster employees meet guests and relax at lunchtime. Some go out for a walk in the courtyard.

    We walk to the escalator along the bright interactive signs and go up to the second floor. In front of us is the cluster’s scientific treasure trove with spacious lecture halls and halls. The largest of them is the Molecule hall, where up to 650 people can sit in front of a huge screen. Forums, conferences and congresses are held here.

    Then we take the elevator up. Resident companies rent premises from the cluster and equip them for their needs. Some organize a laboratory, others — an office, an engineering center or a design bureau. The companies also purchase equipment at their own expense.

    “Our main task is to provide residents with the opportunity to create and develop, to unite them in one place so that they can grow together, exchange specialists, developments, suppliers, create joint projects and use each other’s infrastructure. Such an effective synergy,” emphasizes Alexander Ulanov.

    The corridors are spacious and green, plants stretch along the walls, decorating the space. There are logos of residents on the doors. On the fourth floor, we are met by Svyatoslav Krivozubov, the CEO of Adaptto. He opens one of the office doors, and we find ourselves in a small production workshop. Here, electric drives for electric transport are manufactured.

    Engineers have everything they need. The laboratory has a complete cycle of electronic product manufacturing — from applying solder paste to soldering and testing the manufactured devices. Special equipment is used for this: a printer, a component arranger, and a furnace. Manufacturing processes are controlled through a control system.

    “Our flagship products – controllers – have a record high specific power. At peak, the equipment can pump up to 50 kilowatts. In this indicator, we are ahead of manufacturers not only in Russia, but also in the world. And our controllers are four times lighter than their analogues. Such equipment weighs about a kilogram, and can power a two-ton vehicle,” says Svyatoslav Krivozubov.

    The company’s electric drive powers excursion buses, ATVs and snowmobiles, as well as the Muscovites’ favorite wireless robot cleaner “Pixel”You can see such an assistant in the parks “Kuzminki”, “Sokolniki” and 50th Anniversary of October.

    Drug development and shampoo for astronauts

    The specialists of the company “Simurgpharm” work in the neighboring office. It became one of the first residents of the cluster.

    “We develop software for analyzing biomedical data. They are obtained during the testing of new drugs. The Simurg platform created by the company is the first software in Russia for clinical drug development and comprehensive data analysis,” says Kirill Zhudenkov, the company’s CEO.

    The experts work in a modern, high-tech office with panoramic windows and their own lounge. There you can take a break from complex tasks and play table football or guitar.

    “To achieve results, you need to not only work in science, you need to live it. And team spirit and the desire to invest in a common cause are also very important. That is why our work areas are united. There is a feeling of unity. This corresponds to our mission – to create and implement new technologies in the development of domestic drugs. By the way, the cluster itself is organized in a similar way. You can find partners literally in the neighborhood,” emphasizes Kirill Zhudenkov.

    Dmitry Kurshin, CEO of Intersen-Plus, also speaks about the power of common opportunities. Together with another resident of the cluster, they began to produce a line of skin care cosmetics with peptides.

    “Conferences, meetings and other events held in Lomonosov help to unite forces. For example, our company organized about five scientific events in the cluster this year. There you can tell about yourself and meet other residents,” says Dmitry Kurshin.

    The company is located in a small room on the eighth floor. At the entrance, there are long shelves with vessels of different sizes – from jars to canisters. Each has its own valuable product. Behind the glass doors is a laboratory with a picturesque view of Moscow. On the tables are test tubes, flasks, and vials. Experts painstakingly mix the compositions and create new formulas.

    It also produces biopreparations, disinfectants, cosmetics for palliative care and smart hand sanitizer dispensers with the ability to control the flow rate of liquid. In addition, the company’s experts have created a one-of-a-kind desiccant meter for mixing and dosing working solutions of disinfectants.

    “We have also developed a leave-in shampoo for astronauts. It will allow them not to waste a valuable resource in zero gravity — water. The products are currently being tested in the SIRIUS space flight experiment. It is important to note that the cluster provides everything necessary for testing. This is very valuable for companies. And in general, supporting production allows them to grow faster.     The new fencing palace includes 28 fencing lanes, a multi-purpose hall with stands for 373 spectators, specialized and training halls, warm-up and recovery areas, as well as coaching and refereeing rooms. The palace is equipped with the latest refereeing systems and electronics for recording results, which will allow competitions of the highest level to be held.

    At the opening ceremony of the center, Andrei Nazarov emphasized that the region had been preparing for several years for an important sporting event for the entire country – the international forum “Russia – a Sports Power”.

    “Our athletes show excellent results, achieving high achievements in the international arenas. The entire international and Russian arena knows the Bashkir Olympic fencers. I am sure that the modern Fencing Center will become a real springboard for new sporting achievements that will glorify Russia and Bashkortostan in the world arena,” the acting Prime Minister of the Government of Bashkortostan greeted the guests and athletes at the ceremonial event.

    The first international fencing competition “Sabre of Salavat” has started in the new palace. About 120 athletes from Russia, Belarus and Uzbekistan will take part in individual competitions among juniors under 21, individual competitions among juniors under 24 and team competitions under 24.

  • MIL-OSI China: Central China’s Henan to host Intl Shaolin Wushu Festival

    The 13th Zhengzhou International Shaolin Wushu Festival will take place Oct. 17-22 in Zhengzhou, the capital of central China’s Henan province.

    Organized by the Henan provincial government and co-hosted by the province’s sports administration and Zhengzhou city government, the event aims to promote Shaolin Wushu culture and foster international exchanges.

    The festival will feature traditional Shaolin Wushu competitions and the Wushu Duanwei Evaluation for Overseas Personnel, alongside new events, including a collective kung fu performance, an international fight competition, a U.S.-China youth training camp, a kung fu adventure, and a Cambodian-Chinese boxing showcase.

    Zhao Xuedong, deputy secretary-general of the Henan provincial government, said 2,560 athletes from 56 countries and regions have signed up for the festival. The event will host Wushu exchanges between China and the U.S., as well as China and Cambodia. Officials from the International Wushu Federation, the Intangible Cultural Heritage Fund, resident ambassadors and international guests will attend related activities.

    The festival will build a bridge for cultural integration and mutual learning between China and foreign countries, as well as strengthen exchanges and cooperation among Belt and Road countries, according to Zhao.

    The festival adheres to the principle of “meeting friends through Shaolin Wushu and progressing together.” Competitions will include designated routines, nationally recognized martial arts routines and various styles and forms.

    Organizers aim to nurture Shaolin Wushu and expand its cultural impact. They will arrange visits to cultural tourism projects during the festival to promote the integration of culture, tourism and sports in Henan.

    Zhao Hengkang, deputy secretary-general of the Henan provincial government, said the six-day festival includes five categories, six major events and 315 sub-events, with participants ranging from 4 to 82 years old.

    The opening ceremony will feature 30,000 young martial artists showcasing Shaolin Wushu along a 13-kilometer route from the Shaolin Temple on Mount Song to the opening venue. Audiences worldwide can enjoy this cultural feast through television and online broadcasts.

    It is an honour to welcome you, Mr Prime Minister, to Lausanne today, and to open this conference with you.

    The next two days will be dedicated to one of the most pressing humanitarian issues of our time: humanitarian demining.

    Mines, cluster munitions and explosive remnants of war have a devastating impact: they claim thousands of lives every year, make land impassable, resources inaccessible and hamper economic development.

    Every improvised explosive device that we defuse is a step towards security, progress and a better life – this is the conviction that lies at the heart of our efforts.

    Today, humanitarian mine action is faced with major challenges.

    The Ottawa Convention bans anti-personnel mines, because they kill and maim indiscriminately. While the initial success of the Convention inspired optimism, in recent years this has given way to a certain disillusionment.

    Since 2014, the number of victims has started to rise again. Ongoing armed conflicts, such as Russia’s military aggression in Ukraine, bring new contamination from mines and other weapons. The effects of urban warfare and the use of improvised explosive devices are particularly severe.

    These developments reflect the global situation, which is marked by growing geopolitical tensions.

    This makes it all the more important, especially in view of the rising number of victims, to continue our efforts to improve the protection of the civilian population from the dangers of mines and other remnants of war.

    Humanitarian demining is not only a matter of safety, but also a precondition for recovery, in particular for the resumption of agricultural production and the education of children.

    I call on all states to join the Ottawa Convention and the Convention on Cluster Munitions, and to support them to the best of their abilities.

    Four months ago, the international community met on the Bürgenstock for the Summit on Peace in Ukraine. At the opening, I spoke of our goal to set in motion a process that will lead to a just and lasting peace in Ukraine.

    The current conference follows on from this, because living in peace also means being free from the fear of mines and remnants of war.
    Switzerland has been committed to humanitarian demining for over 30 years. We support projects in affected countries and deploy specialist military personnel.

    We are also committed to the diplomatic, legal and practical implementation of the relevant conventions around the world.

    We are determined to continue to do our part in Ukraine as well.

    Almost a quarter of Ukraine’s territory is contaminated with explosive ordnance.
    Last year we decided to make one hundred million francs available for humanitarian mine action in Ukraine (from 2024 to 2027).

    The Geneva International Centre for Humanitarian Demining (GICHD) and the Fondation suisse de déminage (FSD) are primarily responsible for implementing this programme.

    Projects will be developed in close cooperation with Ukraine’s civilian authorities. They will include mine and explosive ordnance clearance, the promotion of standards and quality in mine clearance, training, and operational and material support.

    Last year, provided the State Emergency Service of Ukraine (SESU) with a remote-controlled demining machine from the Digger Foundation.

    This year, we will deliver three more machines from Global Clearance Solutions and provide local training and support.

    This will enable Ukraine to carry out effective and safe demining operations independently in the future.

    For today’s Ukraine Mine Action Conference here in Lausanne, we have set ourselves the following goals:

    –    We aim to raise awareness of the importance of humanitarian mine action in Ukraine and worldwide.
    –    Stimulate further support going forward, based on the Ukrainian Mine Action Strategy, which provides guidance for current and future partnerships.
    –    And showcase innovative solutions that will make mine clearance safer and more effective worldwide.

    Three thematic areas were defined in the run-up to the Ukraine Mine Action Conference: people, partners and progress.

    First, the people: In the face of the immense suffering and lasting damage caused by mines, cluster munitions and explosive remnants of war, we must act decisively.

    Contamination in conflict areas also affects many countries not involved in the conflict. For example, food prices are rising in many countries because Ukrainian land cannot be used safely and productively.

    Then, the partners: Our aim is for other countries that are also affected by mines or that are providing aid to share their experiences with Ukraine and its partners.

    For mine action to be effective, governments, international organisations, NGOs, the private sector and the scientific community must work closely together – and they are all gathered here in Lausanne today.

    And finally, progress: We must work continuously to make humanitarian mine action safer and more effective.

    We need to find innovative solutions, for example by combining the use of artificial intelligence, powerful drones and robots.

    The resources we use to clear mines in Ukraine today are also an investment to improve humanitarian demining globally in the future.

    Humanitarian demining is part of Switzerland’s humanitarian tradition. We want to help alleviate suffering and enable sustainable development.

    Leeds City Council and the Lawn Tennis Association (LTA) have been working over the summer to breathe new life into local park tennis courts across the city.

    In total, 42 tennis courts at eight public parks have been renovated, with investment of over £654,000 ensuring that top quality facilities are available for local communities.

    The parks included are Beckett Park in Headingley, Burley Park, Chapel Allerton Park, Grove Road Recreation Ground near Temple Newsam, Harehills Park, Roundhay Park, Springhead Park in Rothwell and The Hollies in Weetwood.

    The project is part of a £30m nationwide investment supported by the LTA Tennis Foundation and delivered by the LTA, to refurbish public tennis courts across Great Britain and open up the sport to more people.

    This investment will see thousands of existing park tennis courts in poor or unplayable condition brought back to life for the benefit of communities across the country through renovation works and improved court accessibility with new gate-access technology and booking systems.

    Tennis courts within Leeds’ parks are free to use and provide opportunities for children and adults to get active and enjoy time outdoors.

    Locally, investment is also being provided by several Leeds City Council ward members for the tennis courts in their area. 

    As part of the project, Leeds City Council will work with the LTA to deliver a range of activities across the renovated parks. This will include weekly organised Barclays Free Park Tennis sessions for all ages, playing levels and experience, with equipment provided. Local Tennis Leagues will also provide opportunities to get active through local competitions.

    The courts, which were closed during the refurbishment works, are now all back open (with the exception of at Roundhay park where the work is due to commence shortly) and providing a much-improved user experience.

    It is now possible to book courts to ensure there is one available before turning up. From late November, visitors will need a booking to gain access to the courts with a pin code. Bookings can be made for free online at https://www.lta.org.uk/play.  

    Councillor Mohammed Rafique, Leeds City Council’s executive member for climate, energy, environment and green space, said: “This is a fantastic scheme to improve tennis courts across our city’s parks and we’re pleased to be working together with the LTA to deliver it.

    “Investing in these facilities will ensure that we have good quality public tennis courts available across the city for people of all ages to use free of charge for many years to come. This is particularly important given that health and wellbeing is a high priority for Leeds City Council.”

  • MIL-OSI Europe: Humanitarian mine clearance: Confederation establishes comprehensive partnership with Ukraine’s civil protection service and Swiss mine clearance company

    Bern, 17.10.2024 – In order to reduce the danger posed by mines and other explosive ordnance in Ukraine, the Swiss government is supporting Ukraine’s civil protection service through a partnership with the Swiss company Global Clearance Solutions (GCS). The partnership involves supplying three mine clearance systems to Ukraine alongside a comprehensive training, mentoring and logistics package. The package, which amounts to CHF 4.6 million, is being funded by the federal government and underlines the importance of humanitarian mine clearance for the country’s recovery.

    Mines and other explosive ordnance in the ground pose a danger to the civilian population, restrict agricultural work and hinder the reconstruction of a country. In Ukraine, around 139,000 square kilometres of land are estimated to be contaminated by mines and other explosive ordnance. That is equivalent to about three and a half times the surface area of Switzerland. Humanitarian mine clearance in Ukraine is therefore a priority for Switzerland. For that reason, the federal government has signed a contract with the Swiss company Global Clearance Solutions (GCS) for the delivery of three mine clearance systems to the State Emergency Service of Ukraine (SESU). The package, which includes a training and mentoring programme, is worth CHF 4.6 million.

    The project aims to strengthen the capacities of the Ukrainian civil authorities so that humanitarian demining operations can be carried out more safely, efficiently and effectively. In addition to the delivery of the three demining systems, the contract includes an extensive training, mentoring and logistics package. GCS has its own maintenance centre and operations team in Ukraine, enabling the company to provide extensive training and deploy the demining systems sustainably and efficiently.

    The partnership and the demining systems are being financed out of the CHF 100 million that the Federal Council made available on 29 September 2023 to support humanitarian mine clearance in Ukraine. The total amount will be funded equally by the DDPS and the FDFA. Through this support package, Switzerland is providing its expertise to help overcome an immense humanitarian challenge. In addition, Switzerland, under the lead of President Viola Amherd and Federal Councillor Ignazio Cassis, is jointly hosting the Ukraine Mine Action Conference with Ukraine in Lausanne on 17 and 18 October. The importance of mine clearance for Ukraine’s recovery will be discussed at the conference.

    The federal government is working closely with the Geneva International Centre for Humanitarian Demining (GICHD) on humanitarian mine clearance in Ukraine. The GICHD is supporting the Ukrainian authorities in developing a national demining programme. In addition, the federal government is supporting the demining work of the Swiss Foundation for Mine Action (FSD) on the ground in Ukraine. A year ago, the DDPS presented Ukraine with a remote-controlled demining machine from the Swiss DIGGER Foundation.

  • MIL-OSI Global: Why America is buying up the Premier League – and what it means for the future of football

    When the Premier League broke away from the rest of English football in 1992, its 22 clubs generated £205 million in its debut season, and the average player earned £2,050 a week. Thirty years later, despite having two fewer clubs, the league’s revenue had increased by 2,850% to £6.1 billion and the average player earned £93,000 a week.

    At the heart of this extraordinary growth is an American revolution. In the Premier League’s inaugural season, football was still in recovery from the horrors of the stadium disasters at Hillsborough and Heysel. Owners tended to be from the local area and with a business background. The only foreign owner was Sam Hamman at Wimbledon, a Lebanese millionaire who bought the club on a whim having reportedly been much more interested in tennis. The season ended with Manchester United (under Alex Ferguson) winning the English game’s top league for the first time in 26 years.

    Now, if the bid for Everton by the Friedkin Group (TFG) is ratified, 11 of the 20 Premier League clubs will be controlled or part-owned by American investors. The US – long seen as football’s final frontier when it comes to the men’s game – suddenly can’t get enough of English “soccer”.

    Four of the Premier League’s “big six” are American-owned – Manchester United, Liverpool, Arsenal and Chelsea – while a fifth, Manchester City, has a significant US minority shareholding. Aston Villa, Fulham, Bournemouth, Crystal Palace, West Ham and Ipswich Town also have varying degrees of American ownership.

    And it’s not even just the glamour clubs at the top of the tree. American investment has also been significant lower down the football pyramid, led by the high-profile acquisition of then non-league Wrexham by Hollywood actors Ryan Reynolds and Rob McElhenny, and Birmingham City’s purchase by US investors including seven-time Super Bowl winner Tom Brady. American investment in football has reached places as geographically diverse as Carlisle and Crawley in England, and Aberdeen and Edinburgh in Scotland.

    So why the American obsession with English football? And how real are concerns that these US owners could collude to “Americanise” the traditions of the Premier League – whether by reducing the risk of relegation, introducing some form of “draft pick” system, or moving matches and even clubs to other cities?

    The Premier League’s first US owner

    Manchester United was the first Premier League club to come under American ownership – after a row about a horse.

    In 2005, United was owned by a variety of investors including Irish businessmen and racehorse owners John Magnier and J.P. McManus. Their erstwhile friend Ferguson, the United manager, thought he co-owned the champion racehorse Rock of Gibraltar with them – a stallion worth millions in stud rights. They disagreed – and their bitter dispute was such that Magnier and McManus decided to sell their shares in the football club.

    The Miami-based Glazer family – already involved in sport as owners of NFL franchise the Tampa Bay Buccaneers – had already been buying up small tranches of shares in United, but the sudden availability of the Irish shares allowed Malcolm Glazer to acquire a controlling stake for £790 million (around £1.5 billion at today’s prices).

    The fact Glazer did not actually have sufficient funds to pay for these shares was a solvable problem. In the some-might-say commercially naive world of top-flight English football before the Premier League, Manchester United was a club without debt, paying its way without leveraging its position as one of the world’s most famous football clubs. Glazer saw the opportunity this presented and arranged a leveraged buy-out (LBO), whereby the football club borrowed more than £600 million secured on its own assets to, in effect, “buy itself” in 2005.

    Despite the need to meet the high interest costs to fund the LBO, United continued winning trophies under Ferguson – including three Premier League titles in a row in 2007, 2008 and 2009, as well as a Champions League victory in 2008. Amid this success, the club felt that ticket prices were too low and set about increasing them, with matchday revenue increasing from £66 million in 2004/05 to over £101 million by 2007/08.

    Commercial income was another area the Glazers were keen to increase. United set up offices in London and adopted a global approach to finding new official branding deals ranging from snacks to tractor and tyre suppliers – doubling revenues from this income source too.

    But in this new, more aggressive world of “sweating the asset”, the debts lingered – and most United fans remained deeply suspicious of their American owners. (Following their father’s death in 2014, the club was co-owned by his six children, with brothers Avram and Joel Glazer becoming co-chairmen.)

    Today, despite its partial listing on the New York Stock Exchange and the February 2024 sale of 27.7% of the club to British billionaire Sir Jim Ratcliffe for a reputed £1.25 billion, United still has borrowings of more than £546 million, having paid cumulative interest costs of £969 million since the takeover in 2005. But with the club now valued at US$6.55 billion (around £5bn), it represents a very smart investment for the Glazer family.

    Indeed, while the prices being paid for football clubs across Europe have reached record levels, they are still seen as cheap investments compared with US sports’ leading franchises. Forbes’s annual list of the world’s most valuable sports teams has American football (NFL), baseball (MLB) and basketball (NBA) teams occupying the top ten positions, with only three Premier League clubs – Manchester United, Liverpool and Manchester City – in the top 50.

    With NFL teams having an average franchise value of US$5.1 billion and NBA $3.9 billion, many English football clubs still look like a bargain from the other side of the pond.

    The risk of relegation

    The latest to join this US bandwagon, TFG – a Texas-based portfolio of companies run by American businessman and film producer Dan Friedkin – is reported to have offered £400m to buy Everton, despite the club’s poor financial state.

    “The Toffees” have been hit by loss of sponsorships as well as two sets of points deductions for breaching the Premier League’s financial rules, leading to revenue losses from lower league positions. While the new stadium being built at Liverpool’s Bramley-Moore dock has been yet another financial constraint, it will at least increase matchday income from the start of next season.

    A wider reason for the relative bargain in valuations of European football clubs is the risk of relegation – something that is not part of the closed leagues of most US sports. While the threat of relegation (and promise of promotion) has always been an integral part of English and European football, the jeopardy this brings for supporters – and a club’s finances – does not exist in the NFL, NBA, Major League Soccer and similar competitions.

    The Premier League, with its three relegation spots at the end of each season, has featured 51 different clubs since it launched in 1992. Only six clubs – Arsenal, Spurs, Chelsea, Manchester United, Liverpool and Everton – have been ever present, with Arsenal now approaching 100 years of consecutive top-flight football.

    Other Premier League clubs have experienced the dramatic cost-benefit of relegation and promotion. Oldham Athletic, who were in the Premier League for its first two seasons, now languish in the fifth tier of the game, outside the English Football League (EFL). In contrast, Luton Town, who were in the fifth tier as recently as 2014, were promoted to the Premier League in 2023 – only to be relegated at the end of last season.

    While it is difficult to compare football clubs with basketball and American football teams, the financial difference between having an open league, with relegation, and a closed league becomes apparent when you look at women’s football on both sides of the Atlantic.

    Angel City, a women’s soccer team based in Los Angeles, only entered the National Women’s Soccer League (NWSL) in 2022 and is yet to win an NWSL trophy. But last month, the club was sold for US$250 million (£188m) to Disney’s CEO Bob Iger and TV journalist Willow Bay – the most expensive takeover in the history of women’s professional sport.

    In comparison, Chelsea – seven-time winners of the English Women’s Super League and one of the most successful sides in Europe – valued its women’s team at £150 million ($US196m) earlier this summer. While there are a number of factors to this price differential, the confidence that Angel City will always be a member of the big league of US soccer clubs – and share very equally in its revenue – will have made its new owners very confident in the long-term soundness of their deal.

    A further attraction for American investors is the potential to enter two markets – one mature (men’s football) and one effectively a start-up (the women’s game) – in a single purchase. In the US, the top men’s and women’s clubs are completely separate. But in Europe, most top-flight women’s teams are affiliated to men’s clubs – with the exception of eight-time Women’s Champions League winners Olympique Lyonnais Feminin, which split from the French men’s club when Korean-American businesswoman Michele Kang bought a majority stake in the women’s team in February 2024).

    While interest in, and hence value of, the WSL is now growing fast, the women’s game in England is dwarfed by viewer ratings for the Premier League – the most watched sporting league in the world, viewed by an estimated 1.87 billion people every week across 189 countries.

    These figures dwarf even the NFL which, while currently still the most valuable of all sporting leagues in terms of its broadcasting deals, must be looking at the growth of the Premier League with some jealousy. This may explain why some US franchise owners, such as Stan Kroenke, the Glazer family, Fenway Sports Group and Billy Foley, have subsequently purchased Premier League football clubs.

    Ironically, for many spectators around the world, it is the intensity and competitiveness of most Premier League matches – brought on in part by the threat of relegation and prize of European qualification – that makes it so captivating. However, billionaire investors like guaranteed numbers and dislike risk – especially the degree of financial risk that exists in the Premier League and English Football League.

    European not-so-Super League

    In April 2021, 12 leading European clubs (six from England plus three each from Spain and Italy) announced the creation of the European Super League (ESL). This new mid-week competition was to be a high-revenue generating, closed competition with (eventually) 15 permanent teams and five annual additions qualifying from Europe. According to one of the driving forces behind the plan, Manchester United co-chairman Joel Glazer:

    By bringing together the world’s greatest clubs and players to play each other throughout the season, the Super League will open a new chapter for European football, ensuring world-class competition and facilities, and increased financial support for the wider football pyramid.

    The problem facing the Premier League’s “big six” clubs – and their ambitious owners – is there are currently only four slots available to play in the Champions League. So, their thinking went, why not take away the risk of not qualifying? However, the proposal was swiftly condemned by fans around Europe, together with football’s governing bodies and leagues – all of whom saw the ESL proposal as a threat to the quality and integrity of their domestic leagues. Following some large fan protests, including at Chelsea’s Stamford Bridge, Manchester City was the first club to withdraw – followed, within a couple of days, by the rest of the English clubs.

    Under the terms of the ESL proposals, founding member clubs would have been guaranteed participation in the competition forever. Guaranteed participation means guaranteed revenues. The current financial gap between the “big six” and the other members of the Premier League, which in 2022/23 averaged £396 million, would have widened rapidly.

    For example, these clubs would have been able to sell the broadcast rights for some of their ESL home fixtures direct to fans, instead of via a broadcaster. All of a sudden, that database of fans who have downloaded the official club app, or are on a mailing list, becomes far more valuable. These are the people most willing to watch their favourite team on a pay-per-view basis, further increasing revenues.

    At the same time, a planned ESL wage cap would have stopped players taking all these increased revenues in the form of higher wages, allowing these clubs to become more profitable and their ownership even more lucrative.

    American-owned Manchester United and Liverpool had previously tried to enhance the value of their investments during the COVID lockdowns era via ProjectBig Picture – proposals to reduce the size of the Premier League and scrap one of the two domestic cup competitions, thus freeing up time for the bigger clubs to arrange more lucrative tours and European matches against high-profile opposition.

    Most importantly, Project Big Picture would have resulted in changing the governance of the domestic game. Under its proposals, the “big six” clubs would have enjoyed enhanced voting rights, and therefore been able to significantly influence how the domestic game was governed.

    Any attempt to increase the concentration of power raises concerns of lower competitive balance, whereby fewer teams are in the running to win the title and fewer games are meaningful. This is a problem facing some other major European football leagues including France’s Ligue 1, where interest among broadcasters has dwindled amid the perceived dominance of Paris St-Germain.

    So while to date, American-led attempts to change the structure of the Premier League have been foiled, it’s unlikely such ideas have gone away for good. The near-universal fear of fans – even those who welcome an injection of extra cash from a new billionaire owner – is that the spectacle of the league will only be diminished if such plans ever succeed.

    And there is evidence from the women’s game that the US closed league format is coming under more pressure from football’s global forces. The NWSL recently announced it is removing the draft system that is designed (as with the NFL and NBA) to build in jeopardy and competitive balance when there is no risk of relegation.

    Top US women’s football clubs are losing some of their leading players to other leagues, in part because European clubs are not bound by the same artificial rules of employment. In a truly global professional sport such as football, international competition will always tend to destabilise closed leagues.

    Why do they keep buying these clubs?

    Does this mean that American and other wealthy owners of Premier League clubs seeking to reduce their risks are ultimately fighting a losing battle? And if so, given the potential risks involved in owning a football club – both financial and even personal – why do they keep buying them?

    The motivations are part-financial, part technological and, as has always been the case with sports ownership, part-vanity.

    The American economy has grown far faster than that of the EU or UK in recent years. Consequently, there are many beneficiaries of this growth who have surplus cash, and here football becomes an attractive proposition. In fact, football clubs are more resilient to recessions than other industries, holding their value better as they are effectively monopoly suppliers for their fans who have brand loyalty that exists in few other industries.

    From 1993 to 2018, a period during which the UK economy more than doubled, the total value of Premier League clubs grew 30 times larger. And many fans are tied to supporting one club, helping to make the biggest clubs more resilient to economic changes than other industries. While football, like many parts of the entertainment industry, was hit by lockdown during Covid, no clubs went out of business, despite the challenges of matches being played in empty stadiums.

    Added to this, the exchange rates for US dollars have been very favourable until recently, making US investments in the UK and Europe cheaper for American investors.

    So, while Manchester United fans would argue that the Glazer family have not been good for the club, United has been good for the Glazers. And Fenway Sports Group (FSG), who bought Liverpool for £300 million in 2010, have recouped almost all of that money in smaller share sales while remaining majority owners of Liverpool.

    Despite this, the £2.5 billion price paid for Chelsea by the US Clearlake-Todd Boehly consortium in May 2022 took markets by surprise.

    The sale – which came after the UK government froze the assets of the club’s Russian oligarch owner, Roman Abramovich, following the invasion of Ukraine – went through less than a year after Newcastle United had been sold by Sports Direct founder Mike Ashley to the Saudi Arabian Public Investment Fund for £305 million – approximately twice that club’s annual revenues. Yet Clearlake-Boehly were willing to pay over five times Chelsea’s annual revenues to acquire the club, even though it was in a precarious financial position.

    Clearlake is a private equity group whose main aim is to make profits for their investors. But unlike most such investors, who tend to focus on cost-cutting, the Chelsea ownership came in with a high-spending strategy using new financial structuring ideas, such as offering longer player contracts to avoid falling foul of football’s profitability and sustainability rules (although this loophole has since been closed with Uefa, European football’s governing body, limiting contract lengths for financial regulation purposes to five years).

    Chelsea’s location in the one of the most expensive areas of London, combined with its on-field success under Abramovich, all added to the attraction, of course. But there are other reasons why Clearlake, along with billionaire businessman Boehly, were willing to stump up so much for the club.

    From Hollywood to the metaverse

    While some British football fans may have viewed the Ted Lasso TV show as an enjoyable if slightly twee fictional account of American involvement in English soccer, it has enhanced the attraction of the sport in the US. So too Welcome To Wrexham – the fly-on-the-wall series covering the (to date) two promotions of Wales’s oldest football club under the unlikely Hollywood stewardship of Reynolds and McElhenney.

    The growth in US interest in English football is reflected in the record-breaking Premier League media rights deal in 2022, with NBC Sports reportedly paying $2.7 billion (£2.06bn) for its latest six-year deal.

    But as well as football offering one of increasingly few “live shared TV experiences” that carry lucrative advertising slots, there may also be more opportunity for more behind-the-scenes coverage of the Premier League – as has long been seen in US coverage of NBA games, for example, where players are interviewed in the locker room straight after games.

    According to Manchester United’s latest annual report, the club now has a “global community of 1.1 billion fans and followers”. Such numbers mean its owners, and many others, are bullish about the potential of the metaverse in terms of offering a matchday experience that could be similar to attending a match, without physically travelling to Manchester.

    Their neighbours Manchester City, part-owned by American private equity company Silverlake, broke new (virtual) ground by signing a metaverse deal with Sony in 2022. Virtual reality could give fans around the world the feeling of attending a live match, sitting next to their friends and singing along with the rest of the crowd (for a pay-per-view fee).

    Some investors are even confident that advancements in Abba-style avatar technology could one day allow fans to watch live 3D simulations of Premier League matches in stadiums all over the world. Having first-mover advantage by being in the elite club of owners who can make use of such technology could prove ever more rewarding.

    More immediately, there are some indications that competitive matches involving England’s top men’s football teams could soon take place in US or other venues. Boehly, Chelsea’s co-owner, has already suggested adopting some US sports staples such as an All-Star match to further boost revenues. Indeed, back in 2008, the Premier League tentatively discussed a “39th game” taking place overseas, but that idea was quickly shelved.

    The American owners of Birmingham City were keen to play this season’s EFL League One match against Wrexham in the US, but again this proposal did not get far. Liverpool’s chairman Tom Werner says he is determined to see matches take place overseas, and recent changes to world governing body Fifa’s rulebook could make it easier for this proposal to succeed.

    The potential benefits of hosting games overseas include higher matchday revenues, increased brand awareness, and enhanced broadcast rights. While there is likely to be significant opposition from local fans, at least American owners know they would not face the same hostility about rising matchday prices in the US as they have encountered in England.

    When the Argentinian legend Lionel Messi signed for new MLS franchise Inter Miami in 2023, season ticket prices nearly doubled on his account. And while there is vocal opposition to higher ticket prices in England, this is not borne out in terms of lower attendances for matches against high-calibre opposition – as evidenced by Aston Villa charging up to £97 for last week’s Champions League meeting with Bayern Munich.

    Villa’s director of operations, Chris Heck, defended the prices by saying that difficult decisions had to be made if the club was to be competitive.

    For much of the 2010s, with broadcast revenues increasing rapidly, many Premier League owners made little effort to stoke hostilities with their loyal fan bases by putting up ticket prices. Indeed, Manchester United generated little more from matchday income in the 2021-22 season, as football emerged from the pandemic, than the club had in 2010-11 (see chart above).

    However, this uneasy truce between fans and owners has ceased. The relative flatlining of broadcast revenues since 2017, along with cost control rules that are starting to affect clubs’ ability to spend money on player signings and wages, has changed club appetites for dampened ticket prices. This has resulted in noticeable rises in individual ticket and season ticket prices by some clubs.

    However, season ticket and other local “legacy” fans generate little money compared with the more lucrative overseas and tourist fans. They may only watch their favourite team live once a season, but when they visit, they are far more likely not only to pay higher matchday prices, but to spend more on merchandise, catering and other offerings from the club.

    Today’s breed of commercially aware, profit-seeking US Premier League owners – pioneered by the Glazer family, who saw that “sweating the asset” meant more than watching football players sprinting hard – understand there is a lot more value to come from English football teams. The clubs’ loyal local supporters may not like it, but English football’s American-led revolution is not done yet.

    Atlanta, GA – Today, Governor Brian P. Kemp announced 107 appointments and reappointments to various state boards, authorities, and commissions.

     

    Georgia Maternal and Infant Health Advisory Commission 

    Keisha Callins is an accomplished obstetrician-gynecologist and public health expert with extensive experience in clinical practice, academic leadership, research, and community service. She holds a Doctor of Medicine from Morehouse School of Medicine and a Master of Public Health from the University of Alabama. Currently, she serves as an OB-GYN at Community Health Care Systems in Georgia and holds multiple faculty appointments, including a professorship at Mercer University School of Medicine. Callins has held various leadership roles, including serving as the Chair of the National Advisory Council on the National Health Service Corps. Callins has received numerous awards and recognitions for her contributions, including the 2024 Ruth Hartley Mosely “Pioneer of Community Advancement” Award and the 2024 Macon Volunteer Clinic Healthcare Hero award. She is actively involved in various professional organizations and community initiatives, advocating for maternal and women’s health, rural healthcare, and medical education. Additionally, she has published various research articles and contributed to discussions on healthcare policies, particularly in underserved communities.

    Amanda “Shea” Evans is a board-certified neonatologist. She is a partner in Marietta Neonatology and currently serves as the Wellstar Health System Medical Director of Neonatal Intensive Care Services and the medical director of the Level 3 Neonatal Intensive Care Unit at Wellstar Kennestone Regional Hospital. Evans completed her medical degree at Mercer University School of Medicine and went on to complete her residency in Pediatrics and Fellowship in Neonatal-Perinatal Medicine at Emory University School of Medicine. Throughout her career, Evans has been dedicated to advancing the care of high-risk infants in community-based hospitals. In addition to her clinical work, Evans is actively involved in hospital committees and initiatives. Evans has received several accolades, including the March of Dimes Heroes in Action Award. She is a proud member of the American Academy of Pediatrics and is committed to the advancement of neonatal care.

    Shannon Mayfield is a nurse midwife at Advanced Women’s Care Center, where she provides comprehensive care to women across various socioeconomic backgrounds. She specializes in cost-effective, patient-centered care; emphasizes education on maternal health; and collaborates with perinatology for high-risk cases. Mayfield received her education from Gordon State College, Clayton State College and University, and Frontier Nursing Academy. Previously, she worked as a Registered Nurse at Piedmont Henry. Her earlier roles include serving as a Certified Nurse Midwife at New Beginnings Comprehensive Women’s Healthcare and Life Cycle OB/GYN.

    Monica Newton began her education at Auburn University studying pre-med psychology followed by medical school at Midwestern University in Chicago. While in Family Medicine residency at the University of Alabama at Birmingham, she obtained a Master of Public Health in International Health. After residency, she began teaching at UAB-Selma Family Medicine Residency Program while completing a fellowship in obstetrics. Recognizing the overwhelming needs in her community, she completed a faculty fellowship in underserved medicine through the University of California-San Diego. Moved to action, she started a free clinic called “Family Doc in a Bus” with grant funding from the Alabama Department of Public Health and FEMA. She was elected by the community to serve on the Selma City Council and the Alabama Academy of Family Physicians as a regional vice president. After serving 11 years as an associate professor of family medicine, Newton moved with her family to Gainesville, Georgia, and joined the Northeast Georgia Physicians Group. To meet the current challenges in health care, Newton completed a master’s in population health from Thomas Jefferson University in 2016.

    Marlo Vernon is an associate professor at the Georgia Prevention Institute, with an appointment in the Department of Obstetrics and Gynecology at the Medical College of Georgia, Augusta University, and memberships with the Georgia Cancer Center, the Institute for Public and Preventive Health, and the Georgia Prevention Institute. She is the Principal Investigator and developer of VidaRPM – a remote self-monitoring application for blood pressure and mental health. Additionally, Vernon is the Project Director of Mothers Informed Lactation Knowledge and Support (MILKS) and the Co-Project Director for Access to Services for Pregnant and Postpartum Persons in Northeast Georgia (ASPiriNG).

    Padmashree “Champa” Woodham is a professor in the Division of Maternal-Fetal Medicine, MFM Fellowship Program Director at the Medical College of Georgia, and Director of the Regional Perinatal Center at Wellstar MCG Health. She received her bachelor’s degree from Emory University in 2001. She attended Emory University School of Medicine to complete her MD and remained at Emory to finish her Internship and Residency in the Department of Obstetrics and Gynecology in 2009. Woodham went on to complete a fellowship in Maternal-Fetal Medicine at the University of North Carolina at Chapel Hill. She is board-certified in Obstetrics and Gynecology and Maternal-Fetal Medicine. Woodham joined the faculty of Mercer School of Medicine at the Medical Center Atrium Health Navicent in Macon as the Director of Maternal-Fetal Medicine in August 2012, where she spent the first 10 years of her career. During that time, Woodham served numerous leadership roles, including Director of the Regional Perinatal Center, Chair of the Finance Council, and Vice Chair of the Atrium Health Navicent Leadership Council. Among her various honors and achievements, she received the ACOG/CREOG National Faculty Award. Woodham was the 2022-2023 President of the Georgia OBGYN Society. She provides high-risk obstetric care to patients with a range of complex maternal and fetal conditions. Her research involves predictive markers for preeclampsia and techniques to better predict growth restriction on fetal ultrasound.

     

     

    Georgia Motor Vehicle Crime Prevention Advisory Board 

    Woodrow W. Blue, Jr is the Chief of Police for the City of Forsyth. He has over 44 years of law enforcement experience and over 40 years as a Chief of Police. Blue began his career in law enforcement with the Hahira Police Department, where he was appointed Chief of Police at the age of 26. In September of 2000, he accepted the position of Deputy Police Chief of the City of Milledgeville and, in 2002, he was appointed Police Chief. He has also served as Chief of Police for the City of Eastpoint and for the City of Donaldsonville. Blue graduated from Valdosta State University with a bachelor’s degree in criminal justice and earned a master’s degree in public administration from Columbus State University. He is a 2003 graduate of the Georgia Command College, Class 8, and a 2004 graduate of the Georgia International Law Enforcement Exchange Program. Blue has served as president of the Georgia Association of Chiefs of Police, is a former member of the Board of Private Detectives and Security Agencies, and has served on the Peace Officer Standard and Training Board as the Georgia Association Chief of Police representative. Blue and his wife, Elese, have two kids and three grandchildren.  

    Derick Corbett is the senior vice president of external affairs at Pull-A-Part, where he oversees all government and regulatory affairs, compliance, and community relations work for Pull-A-Part’s 37 facilities in the 16 states it serves. Upon graduating from the University of Georgia with degrees in political science and economics, Corbett began what would become a 20 year career in public service. Corbett served with Congressman John Linder from October 2000 to December 2010, holding various positions on his Congressional staff and campaign staff, including communications director, deputy chief of staff, and chief of staff. In 2010, he served as campaign manager for Rob Woodall and went on to become Congressman Woodall’s chief of staff and campaign manager until 2020. He currently serves as a board member for the Georgia Recycling Association, the State Recycling Association of Alabama, and the Recycling Association of North Carolina. Corbett also serves as Chairman of the Automotive Recycling Committee for the Institute of Scrap Recycling Industries, the largest international recycling trade association in the world. Corbett is a member of the Georgia Chamber of Commerce and serves on the Energy and Natural Resources and Government Affairs Committees.

    John “Herb” Cranford, Jr. is the District Attorney for the Coweta Judicial Circuit, comprised of Carroll, Coweta, Heard, Meriwether, and Troup Counties. Cranford was born and raised in Coweta County and is a third generation prosecutor. He obtained a Bachelor of Arts in Religion from the University of Georgia and a Juris Doctor from Mercer University’s Walter F. George School of Law. During law school, Cranford worked as a judicial clerk for the Honorable W. Homer Drake, Jr. of the United States Bankruptcy Court for the Northern District of Georgia and then as an intern for the Coweta Circuit District Attorney’s Office. Upon graduating law school, he was hired as an Assistant District Attorney in the same office, working in Carroll County and Coweta County. In February 2018, Governor Nathan Deal appointed him as District Attorney to fill the remainder of his predecessor’s term and he has since been re-elected twice. Cranford has received recognition for his focus on prosecuting criminal street gangs, including obtaining the first guilty verdict in a gang trial in the Coweta Judicial Circuit. In 2021, he was appointed by the Supreme Court of Georgia to serve on the State Bar’s Disciplinary Board and he was elected by his fellow Georgia District Attorneys to serve as Treasurer for the District Attorneys’ Association of Georgia and the Georgia representative to the National District Attorneys Association.

    Harshida Davis is the group risk manager-Atlanta for Enterprise Holdings Inc., which does business as Enterprise Rent-A-Car, Alamo Rent-A-Car, National Car Rental, Enterprise Car Sales, Enterprise Truck Rental, and Commute with Enterprise. In her role, she oversees the Risk Management Department. After earning her bachelor’s degree from the State University of New York at Geneseo with a major in sociology and psychology, she started with Enterprise in 2001 as a rental management trainee and was promoted to the risk management department in 2002. Before joining the Atlanta group in 2019, Davis managed risk programs for Enterprise Truck Rental in North Carolina; Enterprise on the southside of Chicago and northwest Indiana; Enterprise, Alamo, and National at O’Hare and Midway; and all divisions in southwest Florida. In addition to her day-to-day responsibilities, Davis is also a member of the Georgia Auto Theft Intelligence Council and most recently spearheaded the addition of the Top Investigator of the Year-Crimes against property and Top Investigator of the Year-Crimes against persons awards at the annual ASIS Law Enforcement Appreciation Day. Dedicated to her community, Davis has sat on the board of the Literacy Council of the Gulf Coast and was a leader on the Go Red for Women Committee for the American Heart Association – Gulf Coast. Davis and her husband, Jon, have two children and reside in Atlanta.  

    Scott Goss is a senior manager of Geico’s Special Investigation Unit. He attended Georgia State University and studied criminal justice. Later, he attended Reinhardt College and studied business administration. He lives in Carnesville with his wife and family.

    Stacey Ellis Hodges takes an active role in Jim Ellis Automotive. Hodges has been working in the dealership in a full-time capacity since graduating with a bachelor’s in marketing from Georgia Southern University in 1999. Initially, her summer jobs involved administrative positions from accounting to cashiering. Once she returned from college in Statesboro, her full-time career began as a service advisor for the Audi and Porsche brands. Hodges soon moved into Audi sales, then transitioned into management. She has been a general manager for Saab, Mazda, and Maserati brands at Jim Ellis, becoming a vice president of Audi Atlanta in 2015. Today, Ellis oversees the automotive group’s directors, keeping her close to the operations as a whole and up to date on technologies and processes for the dealership group. She also serves as a corporate officer over the Company’s associated business entities. Hodges and her husband, Greg, reside in Cumming. She is actively involved in her children’s schools, recreational activities, their local church, and various charities.

    Chip Koplin has over 35 years of experience in the scrap recycling and used auto parts industries. He is the government and public affairs manager for the southeast region of Radius Recycling (formerly Schnitzer Steel Industries), focusing on metals recycling, steel manufacturing, and auto parts recovery. Previously, he served as Vice President of External Affairs at Pull-A-Part, LLC and worked for 23 years at Macon Iron & Paper Stock, a multi-generation family business before its sale to Schnitzer Steel Industries. Koplin has also co-owned General Steel Company and Commercial Doors and Associates. He is deeply involved in trade associations, including the Institute of Scrap Recycling Industries, where he serves as chair of the Material Theft Subcommittee and has held various leadership roles. Koplin is also a past president and founding board member of the Georgia Recyclers Association. His extensive board involvement includes the Georgia Chamber of Commerce, Stonecrest Industrial Council, and various other organizations. He is a 2009 Graduate of Leadership Georgia, a 2012 program chair, and a member of the Georgia Professional Lobbyists Association. Koplin attended Georgia State University where he earned a bachelor’s degree in real estate.  He and his two children reside in Atlanta.  

    Josh Lamb serves as the director of administrative services of the Department of Public Safety. In his role, he oversees the Office of Professional Standards, the Human Resources Division, the Public Information Office, and Legislative Affairs. Previously, he served as the chief of staff. Lamb began his law enforcement career as a Special Agent with the Tri-Circuit Drug Task Force in 1996. In 1999, he joined the Georgia State Patrol after he graduated from the 74th Georgia State Patrol Trooper School. Throughout his career, he has served as Corporal at Post 11 – Hinesville; Sergeant in Post 45 – Statesboro; and Sergeant First Class at Post 45, Post 16 – Helena and Post 18 – Reidsville. Lamb also spent eight years as a member of the State of Georgia SWAT team.  He served as lieutenant in the Planning and Research Unit where he created departmental policy, assisted in planning special events such as the 2018 National College Championship Game and Super Bowl LIII, and worked on legislative affairs such as the distracted driving law. Lamb has been the Director of Training, SWAT Team Commander, Executive Officer to the Deputy Commissioner, and Chief of Staff. Lamb holds a bachelor’s degree in justice studies from Georgia Southern University and a master’s degree in public administration from Columbus State University. He also attended the 259th Session of the FBI National Academy. Lt. Colonel Lamb and his wife, Alison, have two daughters.

    Scott Poole earned his Bachelor of Arts in Political Science from Berry College in 1994 before attending Georgia State University College of Law. While in law school, he completed internships with Superior Court Judge Stanley Gault and Fulton Senior Superior Court Judge William Daniel. After graduating, Scott served as an Assistant District Attorney in Cherokee County from 1997 to 2008, handling a range of cases from theft to murder and successfully prosecuting the county’s first racketeering case under the Georgia RICO statute. In 2008, he joined the Appalachian Judicial Circuit as Senior Assistant District Attorney in Pickens County, managing the office and focusing on severe cases like violent offenses and drug trafficking. Scott built a reputation as an effective litigator and teacher, instructing drug prosecutors through the Prosecuting Attorney’s Council of Georgia and being certified by the Georgia Peace Officer Standards and Training Council. In January 2013, he transitioned to private practice, co-founding Grisham & Poole, P.C. Recognized as a Super Lawyer since 2021, he was appointed Municipal Court Judge for the City of Ball Ground in 2022. He and his wife, Jennifer, have one daughter and reside in Ball Ground.

    Rick Redd has been employed with the National Insurance Crime Bureau (NCIB) as a special agent since 2018, where he covers the State of Georgia. Prior to working for the NICB, Redd retired as Detective Sergeant of the Marietta Police Department after 30 years of service, mostly spent in the Investigative Services Division. He is currently the president of the Georgia Auto Theft Intelligence Council, past president of the International Association of Auto Theft Investigators (southeast chapter), and a board member of the International Association of Special Investigation Units. Redd resides with his wife of 40 years in Canton.

    Matthew Rollins serves on the Superior Court of the Paulding Judicial Circuit, appointed by Governor Kemp in March 2024. He previously served as the District Attorney of the Paulding Judicial Circuit and as an Assistant District Attorney in the same office. Rollins served four years on active duty in the United States Marine Corps. After receiving an Honorable Discharge, he attended Kennesaw State University, where he received his bachelor’s in political science, and Mercer Law School, where he received his J.D. An active member of his community, Rollins is a member of the Dallas Lodge, the Paulding Rotary Club, and the Paulding Bar Association. Rollins and his wife, Minna, have one child and live in Acworth

    Lori Silverman attended Tulane University in New Orleans LA where she majored in Spanish. Upon graduating from Tulane, Silverman received her J.D.  from Emory University. After graduating from Emory, she began working for the Fulton County Public Defender. She then worked in private practice for many years. Silverman volunteered with the Consumer Action Center for five years before becoming the director in 2013.

    Lenn Wood is the Sheriff of Coweta County. He has dedicated over 40 years to law enforcement, starting with the Newnan Police Department before joining the Coweta County Sheriff’s Office. His extensive career includes roles in Patrol, Investigations, School Resource, Training, Jail, and Court Services. His transparency initiatives include working with international broadcast projects like Investigative ID and “On Patrol Live” to build trust with the community. He has also led efforts against human trafficking, improving victim recognition and collaborating with state and federal agencies. His emphasis on comprehensive training—requiring officers to complete at least forty hours of continuing education annually—demonstrates his dedication to maintaining high-performance standards.

     

    State Board of Occupational Therapy 

    Betsy McDaniel is the Chair of the Department of Rehabilitation Science and Fitness at Middle Georgia State University. McDaniel holds a master’s degree in health & human performance from Georgia College and State University, along with dual associate degrees and a bachelor’s degree from Middle Georgia State University. At Middle Georgia State University, she has served as Occupational Therapy Assistant (OTA) Program Director and Academic Fieldwork Coordinator, where she has been instrumental in overseeing curriculum development, faculty management, and maintaining program accreditation. McDaniel has developed and enhanced various OTA courses. She is actively involved in university committees and professional associations, including the American Occupational Therapy Association and the Georgia Occupational Therapy Association. Additionally, McDaniel maintains her clinical skills as a PRN Certified Occupational Therapy Assistant at Southwest Georgia Rehab.

     

    State Workforce Development Board 

    Lindsay Hill serves as the senior vice president of human resources at Georgia Power, where she spearheads initiatives in talent management; diversity, equity and inclusion; labor relations; safety; facilities; and HR delivery. Hill is a member of Georgia Power’s Management Council. Since joining Georgia Power in 2001, she has served as vice president of human resources at Southern Company Gas and HR director at Georgia Power. In addition to her professional responsibilities, Hill is active in the community. She is the president and CEO of the board for Bright Generations Childcare Centers and serves on the boards of the Atlanta Women’s Foundation and the Atlanta Ballet. Hill earned a bachelor’s degree in business administration with a focus on marketing from Valdosta State University and a master’s degree in organizational leadership from Troy University. She was named a 2023 Valdosta State University Distinguished Alumni recipient, and she is a 2024 participant in Leadership Georgia.

    Amy Jordon is the chief nursing officer currently overseeing Advent Health Redmond and the southeast region. In this role, Jordon manages care integration, performance improvement, and nursing education while collaborating on regional and system-wide initiatives. She is focused on clinical workforce planning and academic partnerships to enhance the clinician pipeline and improve care delivery across the network. Since 2005, she has held CNO roles at Advent Health Gordon and Advent Health Murray, showcasing a deep expertise in nursing leadership and patient care. She earned her bachelor’s and master’s in nursing from the University of West Georgia.

    State Commission on Family Violence 

    Michael Moore is the Madison County Sheriff. Moore began his law enforcement career at the Clarke County Jail. In 2003, he graduated from the Northeast Georgia Police Academy as a certified peace officer and began as a deputy sheriff with the Madison County Sheriff’s Office until he was elected sheriff in 2016. Moore has earned more than 1400 total law enforcement training hours throughout his career. He became a member of the Neese Sanford Volunteer Fire Department at age 18 and then transferred to the Colbert Volunteer Fire Department where he worked to the rank of Captain. Moore is a member of the Madison County Rotary Club and the Madison County Board of Education Governance Committee for Madison County Middle School. A Madison County business owner, Moore owned and operated Moore’s Trucking and Moore Tire in Colbert.  He and his wife, Toni, reside in Colbert and have four children.

     

    Board of Directors of the Georgia Emergency Communications Authority 

    Sam Couvillon is the Mayor of Gainesville, Georgia and a partner with Norton Insurance. At Norton, he is the area president of the Benefits Department. Couvillon began his insurance career in 2002 with New England Financial as both a financial planner and employee benefits agent.  Holding true to the values of Norton, he is very involved in the community. In addition to serving as mayor, Couvillon serves on numerous boards in the community. He previously served on the city council serving Ward 1 from 2014-2021. Couvillon received his bachelor’s degree in communication from the University of Georgia. He and his wife, Margie, have two children.  

    Michael Persley is the Chief of Police for the City of Albany. He was promoted to Chief on May 23, 2015. Persley has been employed with the Albany Police Department for 30 years and has held numerous positions within the department. He was previously the gang unit commander, east district police commander, and assistant commander of the Albany-Dougherty Metro SWAT Team where he has served as an entry team member, assistant team leader, team leader, and negotiations commander. His other assignments have included working in narcotics, general, and gang investigations. Persley has a master’s degree in administration/justice and security from the University of Phoenix, and a bachelor’s degree in criminal justice from Troy University. Persley has over 2800 hours of basic and advanced police training. He is a graduate of the IACP Leadership in Police Organization and the Northwestern School of Police Staff and Command. Persely is a member of the Georgia Association Chiefs of Police, where he serves as a district representative, and the International Association of Chiefs of Police, where he serves on the board of directors. He serves on several community boards and committees, including Stop the Violence and the Dougherty County Rotary Club. Persley is retired from the Georgia Army National Guard after serving for over 22 years. He served on deployments to Bosnia-Herzegovina, Iraq, and Afghanistan.

    Mikki Quinones serves as the division commander for Houston County E-911, with a distinguished career spanning over three decades in public safety communications. She began her career in 1991 as one of the first civilian personnel at Houston County E-911 and, by 1994, she had advanced to shift supervisor. In 2000, Quinones became the 911 operations coordinator, where she spearheaded the implementation of a countywide CAD system and an 800MHz radio system. Quinones is a certified peace officer and has led multi-million-dollar projects, including the redesign of the 911 center and the upgrade of the 800MHz system. She was instrumental in achieving CALEA accreditation for Houston County E-911, which has since earned four reaccreditations. In 2021, she was promoted to captain and completed NENA’s Center Manager Certification Program and the Georgia 911 Director’s Academy. She is a certified instructor with Peace Officer Standards and Training and also serves as an emergency medical dispatch instructor. Beyond her professional work, she is a member of the Houston County Department of Family and Children Services Board. She and her husband, Manny, have three children and two grandchildren.

    Andrea Daniel currently serves as the president of Athens Technical College. She has served the College for over 27 years. Daniel began her career working in the office of Senator Sam Nunn and supported the work of the Armed Services Committee. She went on to work as a senior planning analyst for the Atlanta Regional Commission on projects such as the Outer Loop Study, Vision 2020 Education Stakeholder Committee, planning and zoning studies, and Olympic Transportation Planning. Daniel has completed the Executive Leadership Academy of the Technical College System of Georgia and she is a graduate of L.E.A.D. Athens Class of 2008. She has also completed the Georgia Tech Annual Basic Economic Development Course, and the Georgia Regional Academy for Economic Development Essentials of Economic Development course. In January 2020, Daniel was elected and nominated by a group of her peers to serve on the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC) Board of Trustees. For her efforts in demonstrating excellence, creativity and success in business and furthering the goals or other professional women, Daniel was presented the Athena Award in February 2020. In November 2020, she received the Elbert County Native Citizen Award during the annual meeting of the Elbert County Chamber of Commerce. Daniel has a bachelor’s degree in political science from Lander University, a master’s degree in public administration from the University of Georgia, and a PhD in business administration specializing in organizational leadership from Northcentral University. She and her husband, Sterling, have one daughter.

     

    Sexual Offender Risk Review Board

    Elizabeth Bigham has been a special agent with the Georgia Bureau of Investigation for 17 years. Currently, she works in GBI’s Office of Special Investigations in the Cold Case Unit. For most of her career with the GBI, she was assigned to the Child Exploitation and Computer Crimes Unit (CEACC), conducting over 600 criminal investigations involving child exploitation. Bigham received a bachelor’s in criminology from Florida State University and has used her degree to instruct others at conferences in Georgia and around the world. Bingham has also provided expert testimony to General Assembly study committees and Georgia state courts.

    Meghan Thurmond serves as a victim advocate at the Paulding County District Attorney’s Office. In this role, she has supported victims and witnesses, managed crime victim compensation referrals, and worked towards becoming a nationally certified advocate. She is passionate about advocating on behalf of victims, especially those unable to voice their needs. She began her career in 2007 at the Cobb County Solicitor General’s Office as a traffic secretary, where she supported staff in a 100 person office to ensure traffic compliance. In 2017, she became a judicial administrative assistant at the Cobb County District Attorney’s Office, providing her with extensive experience in case management and fostering professional relationships.

    Jessica Cowell is from Columbus, Georgia. She earned her G.E.D. after attending Central High School. She went to Columbus State University to study theatre.

    Dayna Holbel is an educational consultant and member of the Education Transition Team at the Emory Autism Center. In her role, she works closely with students, parents, and school personnel to support successful post-secondary outcomes for autistic students through the Individual Transition to Adulthood (ITAP) project. Holbel received her bachelor’s in English and history from the University of Michigan, and her master’s degree in education in transition specialist and special education from Wayne State University. She also has experience working in Fulton County Schools as a transition services teacher and currently operates a tutoring company called Wonder Tree Tutoring.

    Tais Keyser is a stay-at-home mom and advocate for disability rights and awareness. Two of her children are differently abled. She has worked with Unlock GA, a broad-based coalition whose mission is to expand and enhance home and community-based services to support Georgians with developmental disabilities.

    Brook Kubik is a part-time instructor at the University of North Georgia, teaching primarily chemistry, biology, and environmental science to undergraduate students through the online eCore platform.  Previously, she was an analytical research chemist at the Centers for Disease Control and Prevention (CDC) in Atlanta. She holds a bachelor’s degree in biology from the University of West Georgia, a master’s in chemistry and a C.P.H. in Epidemiology from Georgia State University, and an Ed.S. in Curriculum and Instruction from Lincoln Memorial University. Kubik is a mother of five children ages 18 and under, three of whom are differently abled. After having children with various intellectual, developmental, and physical disabilities, and experiencing first-hand the lack of services and needs that we have in our communities, her passion has turned to providing support and education to disability families within her community and state.  Currently, Kubik is a parent advisory board member at the Marcus Autism Center and works with Georgia Swimming LSC/USA Swimming to bring inclusive competitive and learning opportunities to athletes of all abilities across the State of Georgia.

    Crystal St. Pierre-Stackpole is a dedicated special education teacher and community volunteer in Lafayette, Georgia. St. Pierre-Stackpole is committed to serving her local community, particularly those with special needs. Her career spans a variety of roles in education, including teaching nature-based pre-K, middle school resource classes, and high school vocational instruction. Currently, she works with elementary students with autism. Before she began teaching, St. Pierre-Stackpole worked in Chattanooga, Tennessee with local nonprofits as a volunteer coordinator, event planner, and outdoor educator. She has also worked as a CNA and home health worker while pursuing her education at Dalton State College. Inspired by her personal experiences supporting her brother, who has Down syndrome, she passionately advocates for families navigating special education and state services. St. Pierre-Stackpole actively participates in advocacy events, helping families understand their rights and connect with necessary resources. Her commitment to service and advocacy reflects her belief in the power of every individual’s voice and the need for collective advocacy.

    Jennifer Snyder is an outreach and advocacy coordinator for Living Independence for Everyone (LIFE ). In her role, she works to help people with significant disabilities transition from nursing homes and other institutions to home and community-based residences. She resides in Chatham County.

    Leslie Kate Thornton advocates for the human and civil rights of all people and equality for people with disabilities, especially in employment. She has spent several years working as a social media content developer. Thornton is passionate about community engagement and empowering individuals to make a positive impact. She resides in St. Mary’s, Georgia. 

    Dave Ward is the president & CEO of Tommy Nobis Center, bringing over 30 years of nonprofit experience. He previously served as executive vice president at the Wounded Warrior Project, executive director at Big Brothers Big Sisters, and regional director at Make-A-Wish Foundation. He also held a role at Best Buddies International and was a licensed psychotherapist. Ward is a Leadership Atlanta Class of 2020 graduate and a Governor-appointed member of the Georgia Employment First Council. He served as president of the Georgia Association of Training, Employment and Supports (GATES) from 2019-2023 and was nominated for the Turknett Leadership Group’s 2018 Leadership Character Award. He holds a bachelor’s in sociology and criminal justice and a master’s in rehabilitation counseling. Ward resides in Kennesaw with his family.

    Maria Franklin is a board-certified behavior analyst with a strong educational background and work experience in behavior analysis and support. She earned a graduate certificate in behavior analysis from Florida Institute of Technology in May 2023 and holds a master’s in applied psychology (developmental psychology) and a bachelor’s in psychology from Liberty University. Currently, Franklin works as a board-certified behavior analyst at North Georgia Autism Center, where she develops individualized therapeutic plans and conducts initial client assessments. Her previous roles include registered behavior technician at the same center providing one-on-one ABA therapy and various positions such as behavior support clinician and field trip coordinator. Franklin also served as a motor transport operator in the U.S. Army Reserve.

    Joyce Freeman is the early childhood care and education program chair and a full-time ECCE instructor at West Georgia Technical College(WGTC). In 2016, Freeman began her career at WGTC as an early childhood care and education adjunct instructor. Previously, she was a lead teacher, trainer, and supervisor at Western Arkansas Child Development and served as a lead teacher and assistant director at Early Head Start Child and Family Services. Freeman holds a Master of Arts in teaching early childhood from Arkansas Tech University, a Bachelor of Arts in organizational leadership from the University of Arkansas Fort Smith, and an Associate of Arts in early childhood education from Carl Albert University. Some of her notable accomplishments include serving on a workgroup writing team to revise the workforce knowledge competencies for program administrators and education leaders, implementing the federal work-study program at WGTC, and serving as a certified trainer in first aid/CPR and child protection. She is an active member of the Southern Early Childhood Association.

    Karen Jones has been an educator for 27 years and is currently employed with Houston County School District as a program specialist. A graduate of Georgia Southern University, she holds advanced degrees from Valdosta State University and Columbus State University. She has worked as a preschool teacher, elementary school teacher, and district-level administrator. She worked in New York, Germany, South Carolina, and Nebraska before arriving back home in Georgia. She has a wealth of knowledge in the field of early childhood education, special education, educational leadership, and curriculum. Jones has served as a member on the Middle Georgia Community Action Agency (MGCCA) Health Advisory team, Middle Georgia RESA Preschool Consortium Lead, and an instructor for MGRESA Dyslexia Endorsement Cohort. She is passionate about improving the outcomes of young children and supporting their families with early intervention resources.

    Sylvia Washington is a pediatrician with a background in clinical practice, academia, and community service. Board-certified in general pediatrics since 2011, she completed her Pediatric Residency at Mercer University Medical Center in 2010 and holds a Doctor of Medicine from New Jersey Medical School.  Washington graduated summa cum laude with a bachelor’s degree in biology from Howard University. She has served as a general pediatrician at Atrium Health Floyd Pediatrics since 2013, where she also chaired the Department of Pediatrics and directed the Reach Out and Read Program. Her previous roles include similar positions at East Albany Pediatric and Adolescent Center. Washington contributes to medical education as a preceptor for various institutions and has been involved in significant publications and research. Active in community service, she holds leadership roles with the Georgia Chapter of the American Academy of Pediatrics and engages in medical missions and youth outreach programs.

    Maureen Meyers is a senior archaeologist with New South Associates, Inc. in Stone Mountain. She is an expert on pre-contact Native Americans of the southeast and has researched extensively on Native American settlement, households, ceramics, and fiber production. She is also an expert on archaeological field safety, sexual harassment and assault, and disability in archaeology. She received her bachelor’s from Radford University in Virginia, her master’s from the University of Georgia, and a Ph. D from the University of Kentucky. Meyers has over two dozen publications, many focused on her work on Mississippian period Native American mound sites in southwestern Virginia and north Georgia. She is the past president of the Southeastern Archaeological Conference, where she created partnerships with public outreach groups, scholarships for tribal and HBCU students, instituted organizational policy for addressing sexual harassment, and helped create and pass an image policy regarding Native American burial remains and associated objects.  

    Frank Williams is a full professor with tenure at Georgia State University, specializing in biological anthropology. He received his bachelor’s from the University of Florida and his master’s and Ph.D. from the University of Massachusetts, Amherst. Prior to coming to Georgia State University, he was a postdoctoral research assistant at Pennsylvania State University. Williams teaches courses in forensic anthropology, human paleontology, human osteology, statistical methods, and primate behavioral ecology. In 2020, he was the recipient of the University Faculty Award for Undergraduate Mentored Research in Policy, Entrepreneurship, Education, and Social Sciences. Williams has published extensively on reconstructing Neandertal diets using dental microwear, vertebral osteoarthritis, paleopathology, fossil primates, and dental morphology. He has received two U.S. Fulbright awards, a Fulbright Specialist Award to the University of Calgary, Canada (2014), and a Fulbright Core Scholars Award to the Royal Museum of Central Africa, Belgium (2016). He has previously served as director of undergraduate studies, department chair of anthropology, NAGRA coordinator, and faculty associate for tenure-track faculty development and review for the College of Arts and Sciences at Georgia State University.

Dallas specializes in trauma and attachment issues. In 2019, she served on the Appalachian Regional Commission Substance Abuse Advisory Council and is currently the chair of the Policy Committee for the Georgia Association of Community Service Boards. Dallas holds a bachelor’s in marketing from the University of Kentucky and a master’s in counseling from Georgia State University. She has worked as a military family life consultant with the Department of Defense and helped develop a network of clinicians for the Georgia Army National Guard and Georgia State Defense Force. She has contributed to Georgia co-response programs, is trained in Critical Incident Stress Management (CISM), and leads a CISM team within her agency.

     

    Georgia Film, Music, and Digital Entertainment Advisory Council 

    Walker Dalton is the executive director of the Savannah Regional Film Commission. Previously, he served as the Savannah College of Art and Design’s director of content, where he led a team of creatives that produced art, fashion, and documentary films. Before moving to Savannah, he was a producer for 10 years on Jay Leno’s Garage and, for five years, served in NBC Universal’s digital marketing department. In 2017, Dalton earned an Emmy nomination for Jay Leno’s Garage. His leadership as the film commissioner for the region around Savannah, Georgia is reinforced by his 25 years of entertainment industry experience.

    Maria Guerra-Stoll is the president and CEO of PAM Studios and founder of GSB Architects + Interiors Inc. She began her career in film studio design working at Tyler Perry Studios in 2007 and has since overseen projects for major clients including Netflix and AT&T. Guerra-Stoll’s firm has extensive experience in designing entertainment facilities across the U.S. and internationally. She founded PAM Studios LLC, focused on fostering local talent and providing production facilities in Rome, Georgia. A native of Caracas, Venezuela, she graduated from the University of Tennessee at Knoxville with a Bachelor of Architecture. She has also completed two MBE programs at the Tuck School of Business at Dartmouth College. Guerra-Stoll serves as an executive board member of the Latin American Chamber of Commerce. She served as chairman of the Board of the Georgia Hispanic Chamber of Commerce. Additionally, Guerra-Stoll is a former board member of the Georgia Latino Film Festival, the Georgia Chamber of Commerce, Habitat for Humanity, and the YWCA.

    Pamela Thompson has been the owner-operator of Dillard House Stables since 1989. Along with her crew of experienced trail guides, she strives to keep the horseback riding tradition alive. Thompson’s lifetime of experience with horses and 25 years in the “trail riding” business allows her the opportunity to offer a safe and enjoyable horseback ride for every level rider. Additionally, she serves as president of the Dillard Tourism Association and as a camera-ready liaison for Rabun County to the Georgia film industry.

    Scott Votaw is the Assistant Vice Chancellor of the Georgia Film Academy. With over 25 years of experience working for production companies including Saban, Fox, Lucasfilm Ltd., and others, Votaw has a deep knowledge base of film production, 2D/3D animation, special FX, motion capture, and post-production. With a decade of experience in education, he also holds expertise in current and trending production needs, training educational circular creation, and workforce development. As an international consultant with CSV-Consulting, Votaw worked for studio infrastructure providers, workforce development, and emerging technology companies within the film and entertainment production sectors in the Asia-Pacific region. Prior to this, Votaw supported efforts to grow the film and TV production industry in Georgia by maintaining a highly trained and industry-standard workforce by creating/advising some of the most successful educational programs globally.

    Pam Clayton is the vice president of Quality Advancement & Regulatory Affairs at the Georgia Health Care Association. In her role, Clayton supports members in regulatory compliance and quality improvement, building strong relationships with stakeholders at all levels. She previously held various leadership roles at Ethica Health and Retirement Communities, where she developed and implemented strategic initiatives in skilled nursing and ancillary services. She holds a Bachelor of Science in organizational management from Covenant College and an Associate of Science in nursing from Dalton College. An active member of several professional organizations, Clayton serves on the American Health Care Association’s Quality Cabinet and co-chairs the AHCA/NCAL Quality Committee.

    Belinda Davis is the senior field operations manager of the southeast area at the Georgia Department of Corrections (GDC). Davis began her career with the GDC in 1991 as an accounting technician at Burruss Correctional Training Center (CTC). In 1997, Davis was promoted to business manager of Burruss CTC, and, later that year, she was promoted to deputy warden of administration at Metro State Prison. In 2003, Davis transferred to Georgia Diagnostic & Classification Prison to serve as the deputy warden of administration. In 2005, Davis was promoted to superintendent at McEver Probation Detention Center. In 2008, she was promoted to warden of Dooly State Prison. Before its closure, Davis was the warden of Metro State Prison and subsequently became the warden of Pulaski State Prison. Davis earned her Bachelor of Business Administration from Mercer University and a Master of Public Administration degree from Columbus State University. She has completed basic correctional officer training, basic management training, Corrections Leadership Institute, Warden’s Pre-Command, and Georgia Law Enforcement Command College. Davis is the chair of the Butts County DFACS Board.

    Lesli Reece is a seasoned professional with over 30 years of experience. While she is retired now, she serves as the director of Fostering Together, a part of North Point Ministries that she has been involved in since 2011. She has also owned L & R Real Estate Services since 2009. Prior to her current endeavors, Reece spent 11 years at the Coca-Cola Company where she served in various roles, including corporate business development and director of US & Global Staffing. Based in Alpharetta, she is passionate about making a positive impact in her community and leveraging her extensive background in business and leadership to help people.

    Brandy Locchetta is an Assistant Professor and Applied Behavior Analysis Program Coordinator at the University of West Georgia.     QUÉBEC CITY, October 17, 2024

    Investing in cultural and creative spaces helps enrich our communities by providing them with spaces that bring people together and are accessible to everyone.

    Today, the Honourable Jean-Yves Duclos, Minister of Public Services and Procurement, Quebec Lieutenant and Member of Parliament (Québec), announced $962,105 in financial support for Création Le Pantoum. Minister Duclos made the announcement on behalf of the Honourable Pascale St-Onge, Minister of Canadian Heritage, the Honourable Soraya Martinez Ferrada, Minister of Tourism and Minister responsible for the Economic Development Agency of Canada for the Regions of Quebec, and the Honourable Kamal Khera, Minister of Diversity, Inclusion and Persons with Disabilities.

    Canadian Heritage provided $604,960 through the Canada Cultural Spaces Fund. Part of that funding was used to acquire the building. Canada Economic Development for Quebec Regions (CED) provided a non-repayable contribution of $285,000 under the Canada Community Revitalization Fund. Finally, Employment and Social Development Canada provided $72,145 under the Small Projects Component of the Enabling Accessibility Fund. These contributions will allow Création Le Pantoum to welcome its audiences in accessible and safe spaces and improve the environment for emerging artists to create and share their work.

    Deputy Prime Minister Dmitry Chernyshenko and Sports Minister Mikhail Degtyarev inspected the exposition of the international forum “Russia – a Sports Power” and launched the sports project “The Path of the Future Games Trophy 2.0”. During the inspection, a ceremony was held to transfer the forum symbol and the right to host the event in 2025 to Samara.

    “It is extremely important that the forum “Russia – a Sports Power” will host panel discussions on issues that are relevant to everyone, related to the development and future of international sports. Such sports that are not subject to political circumstances and are not used as a weapon against other countries. The attempts of the unfriendly West to ban everything Russian, including our culture, language and sports, have truly failed. This year we held the largest international, open competitions – the Games of the Future, “Children of Asia”, the BRICS Games. And their number will only increase. Russia is open to the whole world, and this is being stated today from the rostrum of the forum “Russia – a Sports Power”, – the Deputy Prime Minister emphasized.

    Dmitry Chernyshenko drew attention to the symbolism of holding the forum in the year of the 450th anniversary of Ufa and spoke about the region’s achievements in the field of sports development: Bashkortostan has one of the highest levels of provision of sports infrastructure and involvement of residents in regular sports.

    The Deputy Prime Minister noted that in the conditions in which our country finds itself, its unification around President Vladimir Putin is especially noticeable, including in the field of sports. The head of state set the task of increasing the number of people systematically involved in sports to 70% by 2030. According to the Deputy Prime Minister, the Republic of Bashkortostan is an excellent platform and example.

    “We plan that the goal of 70% of citizens regularly involved in sports will be achieved by 2030. Today, about 60% of Russians are actively involved in sports. The components of success here are our coaches, athletes, infrastructure, which, by decision of the President, has been developing at a very rapid pace in recent years. The head of state instructed us to additionally introduce 350 sports facilities per year. Money has been allocated for these purposes,” said Mikhail Degtyarev.

    The Minister of Sports also noted the joint work with the Government: “We take into account all the instructions of the President, federal programs, process events and work with the regions. Plus the comprehensive state program, which President Vladimir Vladimirovich Putin supported at the suggestion of Dmitry Nikolaevich Chernyshenko. We are currently working on it. It will take into account the federal budget, and regional funds that go to sports, and extra-budgetary sources. Large companies spend a lot on sports, we thank them for this. Now these funds will be taken into account when planning expenses.”

    Dmitry Chernyshenko, together with Mikhail Degtyarev and Acting Prime Minister of the Government of the Republic of Bashkortostan Andrey Nazarov, visited the stands of the Ministry of Industry and Trade of Russia, the State Sports Museum, SMP Racing, the Republic of Belarus, the Samara, Sakhalin and Tula regions, and Bashkortostan.

    The Ministry of Industry and Trade of Russia presented developments of domestic manufacturers and showed their products. A unique collection of Olympic torches from different years was presented at the stand of the State Sports Museum.

    At the Samara Region stand, Acting Prime Minister of Bashkortostan Andrey Nazarov solemnly handed over a symbolic baton to the Governor of the Samara Region Vyacheslav Fedorishchev – the right to host the Russia – Sports Power forum in 2025.

    “We are grateful to President Vladimir Putin for the trust he has shown in holding the international forum in the capital of our republic. We approached this issue with special responsibility. We have done truly large-scale work. We are handing over the symbol of the country’s main sporting event to our esteemed neighbors – the Samara Region,” Andrey Nazarov emphasized.

    Also, Dmitry Chernyshenko, together with Mikhail Degtyarev, the President of the Russian Phygital Sports Federation Nikita Nagorny and the head of the Future Games project Igor Stolyarov, launched the sports project “The Path of the Future Games Trophy 2.0” – an international motor rally with the main trophy of the Games.

    The Deputy Prime Minister recalled that in February of this year, at the initiative of President Vladimir Putin, the Games of the Future were held for the first time in human history. They were a huge success: 116 countries, 2,000 athletes, more than 3.5 billion views.

    The International Phygital Sports Federation has already been organized. The next Games will be held in 2025 in the United Arab Emirates, and the third in Kazakhstan.

    “The trophy’s route will pass through eight countries, including the countries that will host the Games of the future. The importance of this journey is difficult to overestimate, as it will popularize the phygital movement – a sports movement that unites science, technology and sports, creating new stars who are equally developed in both the virtual and physical worlds. It is they who are the effective future of our world. We are very pleased that our partners continue to support this format,” the Deputy Prime Minister emphasized.

    Mikhail Degtyarev noted that the Games trophy even went to space, and spoke about the creation of phygital centers: “Also, on the instructions of Dmitry Nikolaevich Chernyshenko, with the support of our President Vladimir Vladimirovich Putin, we will build at least 300 phygital centers across the country by 2030. The funds are included in our budget, and are currently being approved. We have done this work, and this is the future – physical activity plus eSports give a healthy modern person of the future.”

    The international Future Games Trophy Route 2.0 rally aims to take phygital to an even bigger scale. It will run from October 17 to November 22, 2024, through Russia, Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan, Turkmenistan, Iran and Qatar.

  • MIL-OSI Europe: International appeal for humanitarian demining in Ukraine adopted in Lausanne

    Bern, 17.10.2024 – The first day of the Ukraine Mine Action Conference 2024 ended today with the presentation of the Lausanne Call for Action, which reaffirms the support of the majority of the countries present for humanitarian demining in Ukraine and around the world. The appeal calls for the needs of victims and disabled people to be addressed and promoting partnership and innovation to increase effectiveness in mine action. The conference, held in Lausanne at the EHL Hospitality Business School, brings together representatives of states, international organisations and partners in humanitarian demining.

    61 delegations met on 17 and 18 October 2024 in Lausanne for the Ukraine Mine Action Conference 2024 (UMAC2024). At the end of the first high-level day, the Lausanne Call for Action was adopted, calling for concrete action by states on humanitarian demining in Ukraine. This includes, for example, the swift and safe rehabilitation of agricultural areas, the economic and social reintegration of victims with disabilities, the promotion of international cooperation between the various partners active on the ground, and the exchange of experience and knowledge to foster innovative methods and technologies that increase the effectiveness of mine action at a global level. The text was presented by Switzerland and Ukraine, together with Croatia, which hosted the last mine action conference, and Japan, which will host the 2025 edition.

    Civil population, partnerships and innovation at centre of debate

    The event, hosted jointly by Switzerland and Ukraine, features debates and discussions based on three pillars – people, partners and progress – with the aim of highlighting the crucial importance of humanitarian demining as an integral part of the country’s economic and social reconstruction. The conference was opened by the Swiss president, Viola Amherd and the Ukrainian prime minister, Denys Shmyhal. The Swiss president emphasised in her speech that humanitarian demining is a priority for Switzerland: “Humanitarian demining is not only a security issue, but also a prerequisite for recovery, especially for the restoration of agricultural production and children’s education.”

    Also speaking at UMAC2024 will be figures from the scientific community and civil society, such as British photographer Giles Duley, a landmine survivor and UN Global Advocate for persons with disabilities in conflict situations and peacebuilding situations, and philanthropist Howard G. Buffett, chairman and CEO of the Howard G. Buffett foundation.

    Switzerland’s concrete support for humanitarian demining

    During the conference, the head of the FDFA, Ignazio Cassis, reiterated the importance of international cooperation in humanitarian demining and reaffirmed Switzerland’s commitment to the reconstruction of Ukraine, based on the Lugano Principles adopted in 2022. He also pointed out that the Federal Council decided last week to grant an additional CHF 30 million to the Fondation suisse de déminage (FSD) to extend its activities in the Kharkiv and Kherson regions until 2027. “Thanks to partners such as FSD and the International Centre for Humanitarian Demining, Switzerland is providing direct, effective support in Ukraine,” said Cassis. Since February 2022, the Swiss federal government has implemented various measures to support those affected by the war and allocated around CHF 3.7 billion. Last year the Federal Council approved CHF 100 million in support over four years, earmarked exclusively for mine action in Ukraine.

    Switzerland reiterates solidarity with Ukraine

    At the UMAC2024, a delegation from the Federal Council, led by President Viola Amherd, met with Ukrainian Prime Minister Denys Shmyhal. The meeting was dedicated to possible steps towards peace, reconstruction and solidarity with Ukraine in the face of the energy shortage in the upcoming winter months. The Swiss delegation, which included Federal Councillor Ignazio Cassis, emphasised Switzerland’s continued and long-term solidarity with Ukraine.

    Following the Summit on Peace in Ukraine at the Bürgenstock resort in June, the two sides discussed further possible substantive steps towards a lasting and just peace in Ukraine. For Switzerland, it is clear that any solution must respect international law and the UN Charter. Switzerland remains ready to offer its good offices with the aim of supporting firm steps towards the inclusion of both parties. The thematic follow-up conference scheduled to be held in Montreal at the end of October on the human dimension, the fate of prisoners of war, arbitrarily detained civilians and abducted children was also discussed. A further important topic of discussion was Switzerland’s support for Ukraine and the reconstruction effort, to which the Federal Council attaches strategic importance.

    The Vaud cantonal police are implementing the necessary security measures for the UMAC2024, adapted to the assessment of the situation and in close cooperation with the Federal Office of Police (fedpol). The Swiss Armed Forces provide them with support, in particular in the areas of personnel transport, logistics, air surveillance and air transport.

    Shared public spaces such as sports facilities are at the heart of communities. They are important hubs for residents and visitors and contribute to dynamic regions. The pandemic led to a rethinking of how public spaces are organized, and the Government of Canada has a strategic vision to create living environments where everyone can thrive.

    Today, the Honourable Diane Lebouthillier, Member of Parliament for Gaspésie‒Les Îles-de-la-Madeleine and Minister of Fisheries, Oceans and the Canadian Coast Guard, took the opportunity while attending the opening of the athletics track to announce, on behalf of the Honourable Soraya Martinez Ferrada, Minister of Tourism and Minister responsible for CED, a non‑repayable contribution of $551,163 for the municipality’s project through the Canada Community Revitalization Fund (CCRF). This support has enabled the Ville de Grande-Rivière to prepare the site and install an athletics track and lighting system.

    Auburn, Nova Scotia, October 16, 2024 — The West Kings District High School David Morse Memorial Sports Field is being upgraded after a combined investment of $444,399 from the federal and provincial governments, the Annapolis Valley Regional Centre for Education, and the Municipality of the County of Kings.

    Once complete, the sports field will provide more outdoor space for students to play at and near West Kings District High School. The municipality has also invested in paved shoulders and new sidewalks at West Kings to encourage active living and greater use of upgraded facilities.

  • MIL-OSI Global: Canada’s agricultural policies are falling short of health and sustainability goals

    Oct. 16 marks World Food Day, a global initiative drawing attention to the “right to foods for a better life and a better future.” However, Canada’s food and agricultural policies are falling short of this objective.

    Canada’s current agricultural policies are not serving the well-being of the public. Canada’s agricultural program payments and subsidies are not aligned with the government’s dietary guidelines and health goals.

    Very few agriculture investments go to the production of fruits and vegetables, even though Canadians under-consume them. Instead, financial support overwhelmingly goes to feed crops, agricultural export crops and foods high in saturated fat. This is particularly troubling, given the rise of food and lifestyle diseases in Canada, such as diabetes, obesity, coronary heart disease and high cholesterol.

    The health-care costs of diet-related diseases from not meeting the dietary guidelines are at least two per cent of all health-care costs in Canada, with some estimates putting it as high as 19 per cent. Agricultural policy is not just about food; it influences health, the economy and the environment.

    Climate change and agriculture

    Trying to address greenhouse gas emissions without paying attention to agriculture is like heating your home while not ensuring doors and windows are closed. Agriculture is a big contributor to Canada’s greenhouse gas emissions.

    As climate change intensifies, bringing more frequent and severe wildfires, droughts, floods, and heat domes , agriculture is being impacted. Instability in weather patterns threatens regional and global social stability and may require Canada to rethink the dominant role of international trade in shaping its current agricultural policies.

    Government policies that largely support input-intensive crops and animal agriculture contribute significantly to methane and nitrous oxide emissions and global warming.

    Despite these concerns, Canada is not investing strategically or sufficiently in agriculture. Despite $12.5 billion dollars in annual agricultural supports, a surprising portion of Canadian farmers continue to financially struggle to survive. According to the National Farmers Union:

    “Over the last three decades, the agribusiness corporations that supply fertilizers, chemicals, machinery, fuels, technologies, services, credit, and other materials and services have captured 95 per cent of all farm revenues, leaving farmers just five per cent.”

    In 2016, 66 per cent of all farms in Canada were in the revenue class of $10,000 to $249,999. On average, these farms had expenses exceeding their revenue by a large margin.

    While Canada spends a large share of its budget on addressing the negative outcomes of how we produce and consume food, there remain greater opportunities for investing in preventive measures that promote a healthier, more sustainable food system. Canada’s 20th century agriculture policy regime is woefully insufficient for the challenges of the 21st century.

    Solutions to the crisis

    Transforming our food systems will help to avert devastating climate change and ecological devastation. Many Canadian farmers are already leading the way by incorporating principles of sustainability into their practices. And the good news is that healthy diets are also environmentally sustainable.

    Food outlets and school cafeterias can play a role in reducing inefficiencies in the food system, like food waste, and improving sustainability by promoting healthy eating. To make this happen, schools need more resources and autonomy to counter misinformation about food and position Canadians for success by making healthy choices attractive.

    Many Canadians support local, bioregional food systems as an alternative to anonymous, transnational food systems. However, these local initiatives are not enough on their own to meet our health, community vitality and environmental goals.

    To truly make an impact, local food movements must be part of a larger, co-ordinated effort supported by policies that align agricultural production with healthy diets.
    A new approach to food policies that considers them from a holistic perspective, beyond GDP, and respects farmers while creating food systems based on the One Planet and One Health frameworks is needed.

    It’s important to recognize that farmers are not only just business operators; they are our neighbours, and are integral to our communities. Supporting them with better policies and giving everyone equitable access to nourishing and sustainable foods will ensure a healthier, more resilient future for all Canadians.

    Canada needs to provide stronger support for family farms practising agroecologically sound production methods. Government programs that support greater production and purchasing of grains, fruits and vegetables for direct human consumption are also needed. These initiatives would reduce Canada’s reliance on imports of these critical foods.

    In addition, federal and municipal governments should strengthen and broaden Canada’s bioregional food systems while also fostering the growth of small- and medium-sized food businesses. It’s also important to reduce the political and market power of oligopolies in Canada’s food system.

    A call for change

    None of these changes can happen without moving beyond the current, outdated productionist model that views agriculture in isolation and relies on the belief that only global-industrial food systems can feed the world.

    In fact, smaller-scale agroecological farmers operating in bioregional food systems are key. Achieving our broader societal goals means thinking of food through agriculture, human health and environmental sustainability lenses.

    Canada needs a new vision of agriculture that connects health and environment goals with sustainable diets and prosperous family farming. This vision must prioritize nutritious diets, human and environmental health, and the overall well-being of society beyond profits, market share and food exports. Also it must be formed collectively by decision-makers, farmers, food processors, community groups and the public.

    In Canada, governments, organizations and citizens must work together to create a food system vision for Canada, much like Food Secure Canada’s Resetting the Table process previously did.

    Further collaboration among agriculture, environment and health professionals can arise from these efforts, as can be seen with Canada’s National School Food program, which is aligning local farmers and suppliers of local options to meet Canada’s Food Guide. This is also an opportunity for Canada’s Food Policy Advisory Council to gain greater influence in shaping policy.

    Just as calls for health-care reform often focus on improving services, Canadians have the right to expect better outcomes from agricultural subsidies. By prioritizing economic, environmental and public health sustainability, Canada can ensure its agricultural policy is fit for its 21st-century food system.

    The Albanese and Queensland Government funded Gympie Bypass has opened to traffic, a significant improvement for residents with heavy vehicles no longer needing to travel through Gympie.

    The $1.162 billion Bypass cuts travel times, improves motorist safety, access and flood immunity.

    The project has constructed a new 26-kilometres, four-lane divided highway between the existing Bruce Highway interchange at Woondum, just south of Gympie, and Curra.

    It includes three new interchanges – at Flood Road, Gympie Connection Road and Curra. There are also 42 new bridges at 23 locations. 

    Over the next couple of weeks and months, the Gympie community will begin to see the positive impact of fewer heavy vehicles, while freight efficiency will be improved.

    Motorists can still also access Gympie from the Old Bruce Highway via the interchange at Woondum and from Curra in the north.

    The Gympie Bypass is jointly funded, with the Australian Government contributing $929.6 million and the Queensland Government contributing $232.4 million.

    It is the final section of a 62-kilometre Bruce Highway program of works between Cooroy and Curra, totalling $2.549 billion. Construction of the overall Cooroy to Curra program began in September 2009.

    While major construction for the bypass is finished, there will be some intermittent works over the next few weeks while the crew finishes some minor activities on the connections at either end of the new highway.

    (C) International Trade Centre58. The global trade landscape is undergoing constant changes, with parts of the supply chains shifting to the Global South and B&R countries, while many Mainland enterprises are also actively establishing their presence abroad.59. Hong Kong topped the global rankings in international trade and business legislation, according to the World Competitiveness Yearbook 2024. We have been the prime destination for Mainland and overseas enterprises setting up international headquarters to manage offshore trading and supply chain businesses.Build a High Value-added Supply Chain Service Centre60. Hong Kong is home to a deep pool of talents and extensive networks in offshore trading and supply chain management, including production chain management, export credit risk management, trade financing, marketing, testing and certification, accounting and other professional services. We will strengthen the provision of high value‑added supply chain services by:(i) establishing a high value‑added supply chain services mechanism – The Invest Hong Kong (InvestHK) and the Hong Kong Trade Development Council (HKTDC) will set up a mechanism and enhance the interface for attracting Mainland enterprises to establish international or regional headquarters in Hong Kong, providing one‑stop, diversified professional advisory services for enterprises in Hong Kong looking to go global;(ii) providing greater export protection for enterprises – The statutory maximum indemnity percentage of the Hong Kong Export Credit Insurance Corporation (ECIC) will be increased from 90% to 95%. The ECIC will also provide more free buyer credit checks with extended geographical coverage, and enhance financing support for e‑commerce businesses;(iii) providing robust export credit services – We will encourage the China Export & Credit Insurance Corporation to explore setting up businesses in Hong Kong, providing export credit insurance services covering overseas investment with prolonged investment period, offering Mainland enterprises in Hong Kong venturing overseas markets and foreign‑funded companies doing businesses in Mainland market with more comprehensive export credit services;(iv) promoting electronic trade financing – The HKMA is experimenting with tokenised electronic bills of lading through its Project Ensemble Sandbox. The goal is to lower fraud risks through the better use of technology and to facilitate the provision of trade financing by financial institutions. The HKMA will work with other jurisdictions on a pilot basis to develop mechanisms for trade information transmission, promoting cross‑boundary data transfers and the digitalisation of international trade. It will also allow potential stablecoin issuers to test blockchain use cases, including solutions for cross‑boundary payments through the stablecoin issuer sandbox; and(v) enhancing financial services with data – The HKMA expects to connect its Commercial Data Interchange (CDI) with the system of the Land Registry next year to facilitate enhancement of banking services through the better use of data.Expand Our Global Economic and Trade Networks61. In addition to developing the European and American markets, we will continue to expand our economic and trade networks, especially with B&R countries. Relevant measures include:(i) further opening up of trade in services with the Mainland – Under the Second Agreement Concerning Amendment to the Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA) Agreement on Trade in Services (Amendment Agreement II) signed recently, further liberalisation measures have been introduced across several services sectors. These include the construction, testing and certification, financial services, film, and television sectors. In particular, the period requirement of substantive business operations in Hong Kong for three years has been removed in most services sectors. This will attract more Hong Kong start‑ups, overseas enterprises, and talents from around the world to establish their presence in Hong Kong to tap the Mainland market. We will implement the Amendment Agreement II, step up promotion and provide assistance to enterprises as needed;(ii) reinforcing the interface of trade mechanisms – We will continue to seek early accession to the Regional Comprehensive Economic Partnership (RCEP). We are also in investment agreement negotiations with Bangladesh and Saudi Arabia, and plan to begin negotiations with Egypt and Peru. Our free trade agreement (FTA) negotiations with Peru have been concluded and we expect to sign the FTA this year. We will also expand the global network of our Economic and Trade Offices, focusing on establishing economic and trade ties with emerging markets; and(iii) further exploring priority markets – We will continue to pay visits and lead business and professional services delegations to priority markets such as B&R countries. We will also organise the B&R Cross‑professional Forum to promote Hong Kong’s professional services.Promote Development of a Headquarters Economy62. The Government will step up efforts to bring in strategic enterprises from outside the city to set up headquarters or corporate divisions in Hong Kong. The FSTB will submit a bill this year to introduce a company re‑domiciliation mechanism obviating the need for companies intending to re‑domicile in Hong Kong to be wound up in its original domicile overseas and establish a new company in Hong Kong. The companies will be able to preserve their legal identity and business continuity, saving cost as a result of the simplified procedures.63. The validity period of multiple‑entry visas for foreign staff of companies registered in Hong Kong, including non‑permanent residents, will be extended to a maximum of five years to facilitate their visit to the Mainland, and their applications will enjoy priority processing.64. We will strengthen the range of financial services available for Mainland enterprises in Hong Kong wishing to expand overseas, encouraging Mainland financial enterprises to co‑ordinate and manage their overseas business in Hong Kong and facilitating their internationalisation. The HKMA is exploring ways to enable Mainland enterprises looking to go global to enjoy facilitation of cross‑boundary RMB settlement and financing through enhanced offshore RMB liquidity, utilising technology and promoting international collaboration.Foster Trading of Liquor65. At present, Hong Kong imposes a duty of 100% on the import price of liquor (with alcoholic strength of more than 30%). To promote liquor trade and boost the development of high value‑added industries including logistics and storage, tourism as well as high‑end food and beverage consumption, the Government has made reference to the successful experience of driving the wine trade through exemption of wine duty, and will, starting today, reduce the duty rate for liquor with an import price of over $200 from 100% to 10% for the portion above $200, while the duty rate for the portion of $200 and below, as well as liquor with an import price of $200 or below will remain unchanged.(D) International Aviation Hub66. As an international aviation hub, Hong Kong is connected to nearly 200 destinations worldwide. Our city has topped the global ranking for air cargo throughput for more than a decade.67. The Airport Authority Hong Kong (AAHK) will complete the Three‑Runway System by the end of this year. From 2035, the Hong Kong International Airport (HKIA)’s capacity will increase by 50%.Enhance Aviation Development Strategies68. The Government will step up efforts in expanding our aviation network by supporting the HKIA to explore new destinations and flights, particularly enhancing co‑operation with civil aviation counterparts from B&R countries. In parallel, we will combine the strengths of our airport and Zhuhai Airport to improve the Fly‑Via‑Zhuhai‑Hong Kong direct passenger service and jointly develop international air cargo business for greater synergy.Develop a World-leading Airport City69. The Government will plan with the AAHK for expanding the scale of the Airport City by more than double, building a new, world‑leading landmark in the bay area among the Airport Island, the Hong Kong Port Island of the HZMB and Tung Chung East New Town. New projects will be developed to promote high‑end commercial, tourist and leisure activities. These include creating an ecosystem for the arts industry, building the AsiaWorld‑Expo Phase 2, developing a yacht bay with ancillary facilities, opening a food market for imported fresh food and providing more public spaces.Expand Cargo Capacity through the GBA and Enhance Advantages of the Air Cargo Industry70. The AAHK is pressing ahead in full steam with the innovative development of a sea‑air intermodal cargo‑transhipment mode in collaboration with Dongguan. The initial stage of first‑phase construction for the permanent logistics park in Dongguan, the HKIA Dongguan Logistics Park, will be completed by the end of next year, and the cargo‑handling capacity will progressively reach one million tonnes per annum. Advance planning will be made to commence the second‑phase development, introducing more high value‑added logistics, cross‑boundary e‑commerce and courier service facilities.71. The Government will extend arrangements under the Air Transhipment Cargo Exemption Scheme to other intermodal cargo‑transhipment modes to boost competitiveness.(E) Regional Centre for International Legal and Dispute Resolution ServicesCommence Training for International Legal Talents72. The Hong Kong International Legal Talents Training Academy will be officially launched this year, cultivating legal talents to be familiar with international law, common law, civil law, national legal systems and other legal aspects. The dedicated office and expert committee under the Department of Justice (DoJ) are pressing ahead with the related work.Step up Promotion of Mediation Services73. The International Organization for Mediation will have its headquarters set up in Hong Kong upon adoption and entry into force of the relevant international convention. The Government will enhance the system on local accreditation and disciplinary matters of the mediation profession to further strengthen our role as an international mediation centre. We will incorporate mediation clauses in government contracts and encourage private organisations to make reference to and adopt such clauses. We will also launch the Pilot Scheme on Community Mediation to offer more training opportunities for promoting mediation culture.Develop a Sports Dispute Resolution System74. With the development of sports activities and industry, sports disputes have become increasingly complicated. We will explore establishing a sports dispute resolution system and promote sports arbitration, leveraging the institutional advantages of Hong Kong in dispute resolution.(To be continued.)

    VI. Promote Integrated Development of Culture, Sports and Tourism and Foster Economic Diversification

    (A) East‑meets‑West Centre for International Cultural Exchange and Integrated Development of Culture, Sports and Tourism

    121. The current‑term Government set up the Culture, Sports and Tourism Bureau (CSTB) to consolidate the integrated development of culture, the creative industry, sports and tourism. To enhance Hong Kong’s role as the East‑meets‑West centre for international cultural exchange, the Government strives to deepen the institutional reform of our cultural system, improve the cultural and economic policies, and further enhance our cultural confidence.

    Enhance Cultural Soft Power and Promote Development of Cultural and Creative Industries

    122. The CSTB consulted the arts and cultural community last year on the formulation of the Blueprint for Arts and Culture and Creative Industries Development. The blueprint will cover four major development directions: promoting the development of diverse arts and culture with an international perspective, promoting Chinese culture, fostering arts and cultural exchange between China and the rest of the world, and driving industry development. The CSTB will consult the Culture Commission shortly and promulgate the blueprint later this year.

    123. Established in June, the Cultural and Creative Industries Development Agency adopts an industry‑oriented approach to promote the development of the cultural and creative industries. Relevant measures include:

    (i) incubating more cultural and creative projects with potential for industrialisation through the CreateSmart Initiative and strengthening cross‑sectoral collaboration and leveraging market resources, facilitating the industries to explore business opportunities;

    (ii) facilitating more registration of local and non‑local cultural and creative products on the Asia IP Exchange Portal to foster cross‑sectoral exchange, collaboration and business matching, and promoting transactions and transformation of cultural IP; and

    (iii) making the new flagship Hong Kong Fashion Design Week an annual signature event to develop Hong Kong into a fashion design hub in Asia.

    Strengthen Long-term Industry Development in the West Kowloon Cultural District

    124. The West Kowloon Cultural District (WKCD) is one of the largest arts and cultural projects in the world. The WKCD Authority will take a leading role in establishing an industry chain for the arts and culture and creative industries of Hong Kong, driving cultural and creative tourism, and enhancing its financial sustainability through diverse and innovative industrialisation measures, including:

    (i) further building Hong Kong’s strengths in arts trading – Promote the creation of a comprehensive arts trading ecosystem, and build storage, restoration and exhibition facilities for high‑end private art collections;

    (ii) promoting the WKCD as a prime destination for major international cultural, creative and commercial events – With more than 20 venues for different kinds of mega events, the WKCD Authority will step up efforts to host more major international cultural, creative and commercial events, attracting more inbound visitors and stimulating local spending;

    (iii) exporting more arts, cultural and creative projects – Organise and curate performing arts programmes and exhibitions to be staged as long‑run events locally, in the Mainland and overseas on a commercial basis, and expand the sales channels for cultural and creative merchandise; and

    (iv) branding the WKCD as a must‑visit landmark for cultural and creative tourism – Roll out more special experience activities, and step up worldwide promotion in collaboration with the Hong Kong Tourism Board (HKTB) to bring in more tourists.

    Promote Sports Development and Build Hong Kong into a Centre for Mega International Sports Events

    125. In recent years, Hong Kong athletes have achieved outstanding results in international competitions. Hong Kong has abundant resources and support. With our soon‑to‑complete new landmark Kai Tak Sports Park (KTSP), and our co‑hosting of the 15th National Games with Guangdong and Macao late next year, our city has unrivaled advantages for developing itself into a platform for international sports activities. The Government will continue to foster sports development by promoting sports in the community, supporting elite sports, maintaining Hong Kong as a centre for major international sports events, enhancing professionalism, and developing sports as an industry. Relevant measures include:

    (i) enhancing the development of elite athletes and coaches – The Government has invited the Hong Kong Sports Institute to review the mechanism of direct financial support for athletes (including athletes with disabilities) to enhance the training system, and has set up a committee to oversee the development of sports medicine and sports science. The Government will also strengthen training for coaches, and explore the feasibility of establishing a standardised accreditation system for coaches;

    (ii) boosting sports promotion in the community – Provide more sports and recreational facilities, including building a swimming complex suitable for hosting international competitions and a sports arena with fencing training and competition facilities. We will also regularise the Pilot Scheme on Subvention for New Sports;

    (iii) reforming the governance of national sports associations (NSAs) – The Sports Federation and Olympic Committee of Hong Kong, China will conclude its review on the governance and operation of NSAs, and make recommendations, ensuring the NSAs are operating effectively so that athletes (including athletes with disabilities) can realise their potential in a fair and professional environment; and

    (iv) developing a host city economy in the sports industry – The Government will continue to support athletes to participate in different large‑scale international competitions. We will make full use of the KTSP and other existing venues to host large‑scale international competitions so that Hong Kong teams can compete on home soil, building their own audience. These will be conducive to the long‑term development of the sports industry.

    126. The Government will review the redevelopment plan for the Hong Kong Stadium to ensure its synergy with the KTSP.

    Develop Kai Tak Sports Park into a Sports and Mega Event Landmark

    127. Opening in the first quarter of 2025, the KTSP is the largest sports infrastructure project ever commissioned in Hong Kong. It will boost sports development and inject impetus into related industries such as recreation, entertainment and tourism, and also mega‑event economy.

    128. The inter‑departmental Task Force on KTSP, led by the Chief Secretary for Administration, will ramp up efforts in overseeing the smooth completion and commissioning of the KTSP and its publicity work, fostering the synergistic development of major sports events, innovative entertainment, dining, conventions and exhibitions, as well as tourism activities. The task force will also formulate thorough plans and conduct comprehensive drills on security deployment, crowd management, emergency response, and other areas.

    Enhance Cultural Confidence and Revitalise Hong Kong’s Tourism Industry

    129. We will develop Hong Kong into a premier tourism destination through innovative thinking and making better use of our rich and unique resources such as the Victoria Harbour, outlying islands, rural areas, cultures, cuisines, lifestyles and historic buildings. These elements, combined with our edges in technology, animation and comics, the performing arts, film and television culture, and more, will help to instill the concept of “tourism is everywhere in Hong Kong”.

    130. The CSTB will publish the Development Blueprint for Hong Kong’s Tourism Industry 2.0 (Blueprint 2.0) later this year, with the focus on promoting culture, sports, ecology and mega events, covering such areas as:

    (i) developing eco‑tourism – We will explore more itineraries with characteristics related to the countryside and coastal routes, such as island‑hopping tours in Yan Chau Tong, and enhance related amenities; expedite the development of the South Lantau Eco‑recreation Corridor; develop the ex‑Lamma Quarry site into an area for resort and outdoor recreational uses; and develop Tsim Bei Tsui and Pak Nai into eco‑tourism nodes;

    (ii) developing visitor sources from the Middle East and ASEAN – We will actively encourage various sectors of the community to enhance tourism‑support measures for creating a friendly environment for visitors. They include providing information at the airport in Arabic and encouraging taxi fleets to provide fleet service information in Arabic; compiling a list of restaurants offering halal food; encouraging more commercial establishments to provide appropriate facilities, such as worship facilities in hotels; and stepping up staff training to strengthen their knowledge on receiving visitors from different cultural backgrounds;

    (iii) developing tourism products with characteristics – We will promote yacht tourism in the expansion area of Aberdeen Typhoon Shelter, the ex‑Lamma Quarry area and the development of the waterfront site in the vicinity of the Hung Hom Station. We will also promote panda tourism, horse racing tourism, and the like. The CSTB will promote cultural and eco‑tourism itineraries and products at Sha Tau Kok. The Security Bureau (SB) will increase the daily visitor quota under the Sha Tau Kok opening‑up plan to 3 000 by the end of this year. Facial recognition technology will be adopted to enable people living or working at Chung Ying Street to enter and leave the street unimpededly via a “contactless” mode on a pilot basis. The SB will explore the application of relevant technology to complement the future opening up of Chung Ying Street for tourism;

    (iv) developing mega‑event tourism economy – The Mega Events Coordination Group, led by the Deputy Financial Secretary, will continue to take a proactive role in attracting different mega events to Hong Kong with emphasis on quality and quantity, boosting the retail and hotel industries. We will drive the development of the site above the Exhibition Station in Wan Chai North, as well as the waterfront and pier sites in the vicinity of the Hung Hom Station, into new landmarks providing additional event venues;

    (v) strengthening the appeal of traditional tourism – The HKTB will draw up a gourmet guide covering the 18 districts, organise gastronomic events, and promote gourmet food in different districts. The CSTB will publish the action plan on the development of cruise tourism, alongside the Blueprint 2.0, to enhance the Kai Tak Cruise Terminal’s role as a homeport and a venue for conventions, exhibitions and other events; and

    (vi) promoting smart tourism and enhancing service quality of the tourism industry – The HKTB will strengthen its efforts in developing and promoting tourism products with Hong Kong characteristics to both locals and visitors, making use of technologies such as AI to provide one‑stop assistance and attraction recommendations. We will also launch a new outstanding services award scheme to consolidate our hospitable culture.

    Develop New Tourist Hotspots

    131. The Government will set up a Working Group on Developing Tourist Hotspots. Led by the Deputy Chief Secretary for Administration, it will strengthen cross departmental co‑ordination and leverage community efforts, identifying and developing tourist hotspots of high popularity and with strong appeal in various districts.

    Increase Tourist Arrivals

    132. The HKSAR Government has proposed to the Central Government further enhancements on Mainland residents’ tourism visit endorsements to Hong Kong, including resuming the “multiple‑entry” Individual Visit Endorsements for Shenzhen residents and expanding the coverage of pilot cities for implementing policies on the “one trip per week” Individual Visit Endorsements. The Central Government has advised that relevant departments are studying the expedited implementation of the proposal proactively.

    133. To foster closer people ties with ASEAN countries, starting today, the Government will relax the criteria for nationals of Cambodia, Laos and Myanmar applying for multiple‑entry visas for travel and business, and extend the validity period of multiple‑entry visas for these countries from two years to three years. The arrangement also applies to Vietnamese, who have benefitted from the relaxation of the visa policy since last year. Under a fast‑track arrangement, we will expedite the processing of visa applications from group visitors of ASEAN countries submitted via local travel agents. In addition, we will provide self‑service immigration clearance for invited persons participating in business, development and related activities from the 10 ASEAN countries, and provide one‑stop handling of their applications for self‑service immigration clearance and visa through a dedicated desk. Various bureaux will provide assistance in drawing up the list. Effective today, the requirement for visitors to furnish an arrival or departure card is cancelled, facilitating a faster and more convenient immigration clearance.

    (B) Foster Economic Diversification

    Support Small and Medium Enterprises

    134. To address the challenges commonly encountered by small and medium enterprises (SMEs) during economic restructuring, the Government will introduce the following support measures:

    (i) re‑launching the principal moratorium – Borrowing enterprises under the SME Financing Guarantee Scheme (including the existing loans already granted under the 80%, 90% and special 100% guarantee products as well as new loans under the 80% and 90% guarantee products) will be allowed to apply for principal moratorium for up to 12 months. The maximum loan guarantee periods of the 80% and 90% guarantee products will be extended to ten years and eight years respectively, while the partial principal repayment options will be offered to new loans under the two guarantee products. The HKMA is also actively considering to provide flexibility in banks’ capital requirement to facilitate their lending to SMEs;

    (ii) injecting $1 billion into the BUD Fund – Support will be provided for SMEs to upgrade their business operations and develop new markets through the Dedicated Fund on Branding, Upgrading and Domestic Sales (the BUD Fund), including expanding the geographical coverage of E‑commerce Easy to the 10 ASEAN countries, and providing targeted funding support for enterprises to implement green transformation projects;

    (iii) supporting digital transformation of SMEs and capitalising on e‑commerce opportunities – The scope of Cyberport’s Digital Transformation Support Pilot Programme will be expanded to cover the retail and food and beverage sectors, as well as industries such as tourism and personal services, subsidising SMEs for digital transformation on a one‑to‑one matching basis. The Hong Kong Shopping Festival is to be relaunched in the next two years to help SMEs tap into the Mainland e‑commerce sales market, and will be held in the ASEAN market in due course;

    (iv) strengthening brand development of SMEs – The HKTDC will formulate plans for setting up more Hong Kong Pavilions in Mainland and overseas exhibitions to further promote Hong Kong brands. The Trade and Industry Department and the HKTDC will also enhance support for SMEs in developing brands and expanding the sales network of e‑commerce;

    (v) enhancing the services of the Hong Kong Design Centre – The organisation and functions of the Hong Kong Design Centre will be re‑structured, so as to assist SMEs in the design industry to enhance their services in product and brand design, and strengthen collaboration and interface with start‑ups and Mainland enterprises operating in Hong Kong;

    (vi) enhancing incentives for recurrent exhibitions – An additional provision of $500 million will be allocated for launching the Incentive Scheme for Recurrent Exhibitions 2.0, targeting new and international exhibitions of large scale, in order to further promote mega‑event economy and the development of the convention and exhibition industry;

    (vii) supporting participation in government procurement – The HKHA will refine the application procedures for admission to the list of maintenance works contractors, providing more tendering opportunities for contractors; and

    (viii) enhancing security of payment in the construction industry – The Government has introduced the Construction Industry Security of Payment Bill, which prohibits the use of unfair payment terms such as “conditional payment” in contracts and introduces an adjudication mechanism to resolve payment disputes.

    Develop Silver Economy

    135. Given the rapid expansion of the silver market, there is growing demand for products and services catering to the elderly.  Developing new products and services to meet the needs of the elderly will help enhance their quality of life, and also generate business opportunities.

    136. The Government will set up a Working Group on Promoting Silver Economy, led by the Deputy Chief Secretary for Administration. The working group will implement measures in five areas:

    (i) boosting “silver consumption” – We will work with all sectors to foster elderly‑friendly consumption, and encourage incorporation of silver economy elements into their business, for example, by offering discounts to the elderly. Efforts will also be made to safeguard the rights and interests of elderly consumers;

    (ii) developing the “silver industry” – We will promote marketisation and industrialisation of products catering to the elderly by consolidating funding resources to support product provision and market expansion by the business sector;

    (iii) promoting “quality assurance of silver products” – We will promote the certification of products catering to the elderly to enhance their recognition and appeal. Standards adopted will be aligned with those of the Mainland and overseas to facilitate sales network expansion;

    (iv) enhancing “silver financial and security arrangements” – We will assist the elderly in making proper financial arrangements and strengthening their financial security. Relevant measures include promoting retirement financial planning products offered by the Hong Kong Mortgage Corporation Limited, and providing investor education for the elderly; and

    (v) unleashing “silver productivity” – We will help unleash the productivity of the elderly through retraining, re‑employment and other measures.

    Promote Sustainable Development of the Agriculture and Fisheries Industries

    137. The Government will continue to take forward the Blueprint for the Sustainable Development of Agriculture and Fisheries. Relevant work includes developing deep sea mariculture at Wong Chuk Kok Hoi and Mirs Bay new fish culture zones, conducting preparatory work for the Agricultural Park Phase 2 development, implementing urban farming strategy in NDAs, facilitating the livestock sector to construct modernised and environmental‑friendly multi‑storey livestock farms and promoting leisure farming and fisheries.

  • MIL-Evening Report: Charles III will be the first king of Australia to visit our shores. He could also be the last

    King Charles III and Queen Camilla’s upcoming visit to Australia is significant for several reasons. It is Charles’ first visit since ascending to the throne – as well as the first time a British male head of state has visited Australia.

    Some observers are also wondering whether it might be one of the last royal tours, as debates about Australia potentially becoming a republic are reignited.

    As the monarchy tries to “modernise” alongside growing support for republicanism, this visit will be one to watch.

    The curse of the Antipodes?

    As Prince of Wales, Charles had a long and successful track record of royal tours to Australia, having visited 16 times. The visits included a term attending Geelong Grammar School in 1966, as well as the 1983 tour with Princess Diana that saw Australians caught up in Di-mania – and Charles reportedly gripped by jealousy.

    But Charles’ royal predecessors weren’t as lucky in their trips down under. His own grandfather, King George VI, planned to visit Australia in the late 1940s with Queen Elizabeth and Princess Margaret, but the tour was postponed due to his poor health. While he had previously visited as the Duke of York, George VI never made it here as king.

    The very first royal visit to Australia – Prince Alfred’s 1867 tour – had all appearance of being cursed. One of his crew members drowned during the first stop in South Australia. Several more people died in a major fire accident and a Catholic-Protestant skirmish in Melbourne.

    Most memorably – certainly for Alfred – was an assassination attempt on the prince in Sydney. This, interestingly, is an experience King Charles has also had.

    During Charles’ 1994 visit, student protester David Kang fired blanks from a starter pistol in protest of Australia’s treatment of Cambodian refugees. The then Prince of Wales wasn’t harmed and Kang went on to become a barrister.

    For non-British royals, however, Sydney has been a lucky location. King Frederick X’s decidedly modern romance with Tasmania-born Queen Mary famously began when they met at a bar during the Sydney Olympics in 2000.

    Prince or king – does it matter?

    This will be Charles’ seventeenth visit to Australia, but his first as reigning monarch. This means he is visiting not on behalf of the head of state, but as the head of state.

    The royal couple’s planned Australian engagements are as strategic as they are symbolic. They reflect carefully curated and ostensibly “non-political” issues such as environmental sustainability, cancer research and family violence.

    The visit also includes a meeting with Indigenous representatives. Notably, it is the first royal tour to not use the term “walkabout” to describe public meet-and-greets, as this term had been criticised as cultural appropriation.

    It seems Charles’ modernised monarchy is seeking to distance itself from overtly colonial language – as much as a foreign monarchy can, anyway. The king has yet to respond to Indigenous leaders calling for an apology for British colonisers’ genocides of First Nations peoples.

    Although the Australian media has focused on the stops in Canberra and Sydney, the main purpose of the tour is for the king to attend the Commonwealth Heads of Government Meeting in Samoa between October 21 and 26.

    It is the first time the meeting will be hosted by a Pacific Island state. The talks are an important opportunity for the king to highlight issues such as climate change, to which small island states in the Pacific are particularly vulnerable.

    Are people happy about the visit?

    All six state premiers have declined their invitations to meet the king at his welcome reception in Canberra, citing other commitments. Their excuses might be genuine in some cases. For example, Queensland Premier Steven Miles is in the last few weeks of an election campaign.

    However, critics from the monarchist camp have viewed the move as a political response to debates over whether Australia should remain a constitutional monarchy with the king as its head of state.

    A YouGov Australia poll published on the first anniversary of Charles’s ascension showed Australians are divided on republicanism. While 32% want to become a republic “as soon as possible”, 35% preferred to remain a constitutional monarchy and 12% wanted to become a republic after the king’s death. The remaining respondents didn’t know.

    Notably, the poll found republican sentiment had increased since Queen Elizabeth II’s death in September 2022.

    The Albanese government established an assistant minister for the republic upon entering office in 2022 (although the portfolio was abolished with this year’s reshuffle). Upon taking the role, assistant minister Matt Thistlethwaite suggested the “twilight of [Queen Elizabeth’s] reign” presented “a good opportunity for a serious discussion about what comes next for Australia”.

    Charles doesn’t seem to be taking all this too personally. In a letter responding to the Australian Republican Movement in March this year, his private secretary said the king viewed this as “a matter for the Australian public to decide”.

    The royal tour and the meeting in Samoa will be important opportunities for the monarchy to connect with Australia and other Commonwealth nations.

    By presenting itself as a modern institution engaged with contemporary issues such as climate change, the monarchy will also have to engage with the possibility of new political identities for its former colonies.

    PETER MALINAUSKAS, PREMIER OF SOUTH AUSTRALIA: G’day and welcome to the Adelaide Convention Centre for the second day of the Social Media Summit that is being hosted between the New South Wales Government and the South Australian Government.

    I want to take this opportunity to thank Chris Minns for his leadership. Chris suggested the Social Media Summit, and certainly after a successful day yesterday, we now roll it to the second day of the agenda and look forward to hearing from a range of experts throughout the course of the day. One of them is Professor Simon Wilksch, who will be here a bit later on, who has been a keen advocate for change in this area, and has done an extraordinary amount of research through the Flinders University. I want to thank the professor for his presence here at this press conference. Really looking forward to hearing from Mike Burgess, who, of course, is responsible for ASIO here in Australia to hear about the implications of disinformation and social media and the impact on young people in the context of the future of our democracy here within Australia. I look forward to hearing Mike, along with a range of experts this afternoon.

    But I am very, very grateful that we have representation of the Federal Government here who, of course, has displayed great initiative and leadership to pursue reform that will be applied throughout the country. To that end, I express my particular gratitude to Minister Rowland, who is here from Sydney in Adelaide today, and also Minister Aly, who is the Minister for Youth of course.

    Michelle has been a keen advocate to making sure that the Commonwealth is getting ahead of the curve, to make sure we deal with this global challenge emerging, and whether it be through the age verification trial, the work of the eSafety Commissioner, but most recently a commitment to introduce legislation into the Federal Parliament that will put in place an age restriction for young people’s access to social media.

    It is significant work and I want to thank the Albanese Government, but particularly Minister Rowland for leading this charge. I’m very grateful that she’s able to be with us today on the second day of the Summit.

    We have taken this opportunity, though, as a State Government, to make sure that we’re not just focusing on the institution of an age limit for access to social media, but also doing the work around educating young people around what safe online behaviour looks like. Social media represents only one part of a young person’s access to the internet. There, of course, remains other unregulated areas where we know there is work to be done when it comes to educating children on how best to deal with the challenges that they simply will confront.

    No one is suggesting for a moment that we should keep kids off the internet. Yes, we want to put an age limit in place in terms of their access to social media, but if we’re serious about their safety, we’ve got to make sure that they’ve got the skills and the capability to be able to deal with cyber bullying; to be able to understand what healthy messages are around body images; to understand what is illicit content, and really, is it safe for them, to give them the preparedness to know what to do and who to speak to, and if an online predator comes after them, we want to make sure that in South Australia, we’re leading the way in that regard.

    That’s why today we are announcing that there will be a school based program that applies to all schools throughout the state of South Australia, within the curriculum, that gives access to children, to the knowledge and the tools about how to confront the challenges they’ll experience online. We want to make sure that in the South Australian education system, we’re not just keeping kids off their phones while they’re at school. We want to give them the tools about what they can do to protect themselves from the harms of the internet when they get home from school, and otherwise might get access to it. This is a consequence of evidence-based work. The Department of Education, through Minister Blair Boyer, who is with us as well, has been doing this work now for some months and we are now in a position to commit to this roll out starting next year. So from the school year 2025, children in South Australian schools will start learning, with the resources and tools that are required, what they need to do to be able to go online and do it safely. Without it being at the expense of their mental health, and then in turn their futures. I want to thank the Department, and particularly Blair for his hard work in this regard.

    Chris put on a great show in Sydney yesterday. It was a thoroughly worthwhile exercise, and I just want to thank him for his partnership and his leadership to this end, and invite him to say a few words before we hear from Minister Rowland.

    CHRIS MINNS, PREMIER OF NEW SOUTH WALES: Well, thanks a lot, Peter. It’s a real privilege to be here in Adelaide this morning with you, and Anne, and of course, Michelle as well. This is an important breakthrough when it comes to confronting an issue that’s facing parents, not just across Australia, but right around the world – and that is how do you deal with this creeping use of technology, particularly social media, that’s ubiquitous, that’s comprehensive, that every family has to deal with. When you look at the eSafety Commissioner’s report out earlier this week indicating that most young people are on social media, and the evidence that presented at the Social Media Summit yesterday indicated that 16-year-olds are spending three hours a day on social media. How do we as a community, not just a Government, but how do we as a community come together to protect our children, to protect the next generation? I think it’s been our view for a while now that this is a global, unregulated experiment on young people. This is the first generation that’s gone through this kind of access to social media, and as a result of that access to social media, exposure to what is often harmful content, what is often hurtful content, or bullying behaviour within social groups.

    We need to be able to do something about it, and the two-day Summit has given us an opportunity, with South Australia, to get the issues on the table, to talk directly with parents, to arm people with both the latest facts as well as tips and strategies to get the best out of your kids and ensure that they’ve got the best start in life. I think most crucially, to progress legislative change so that we can deal with rapidly changing technology.

    I want to give full credit to the Commonwealth Government for stepping up here and introducing what will be a globally leading change to regulation in the world. We think it will make a difference and spark or ignite a fire when it comes to a recognition amongst communities that social media is doing harm to young people that could sweep right across the world. It’s been resisted at every gate, at every step by Silicon Valley and the billionaires that own these companies. But that’s not a good enough reason to do nothing. At the end of the day, our obligation is to do no harm for young people, and if we get this right, technology can work for us rather than running and dominating all of our community and family life.

    MICHELLE ROWLAND, MINISTER FOR COMMUNICATIONS: Thank you so much, Premiers. The safety of our young people is paramount. Not only their wellbeing, but also their mental health. To that end, the Commonwealth sees the safety of children, especially in the online space, as a collective responsibility. 

    The Premiers will know that their frontline services are being impacted by the harmful implications that can arise from social media. Whilst it can be a positive tool in many respects, there are harms that come with it. The Premiers will also tell you that the mobile phone ban in schools, for example, has seen a definite change in behaviours. At the same time, the consequences of the harms of social media are impacting on their education as well as health systems and mental health systems in particular. It’s for this reason that the Commonwealth takes a collective approach, not only right across the Albanese Government, but also with the states and territories as well. All Australians should know that we are working as one towards the safety of our most vulnerable.

    To that end, the Commonwealth has committed that we will introduce legislation this year to mandate a minimum age for access to social media. This is a commitment from the Prime Minister, and I am pleased that today we are announcing the legislative design principles that will underpin this approach. For example, we see the onus as being on the platforms, not on users or their parents when it comes to safety online. It’s important to incentivise the platforms to create less at risk platforms, less at risk apps, less at risk services. To that end, we look forward to working with industry to help achieve this goal. We know through recent developments that the platforms can, and they should, be doing more in this space. We will also be working with eSafety, who will be overseeing this legislative change. Importantly, we will continue to pursue efforts to make sure that the platforms are held to account, and do more. To that end, there won’t be penalties that will be imposed, as I said, on those children or their parents as users. But we will ensure, through our review of the Online Safety Act, that the penalties regime is fit for purpose. It’s important to note here, as I said, that this is a collective responsibility across Government. As I will outline today, this is one step in many that the Albanese Government is taking to keep young Australians safer online. The normative value of this is immense. So many parents are being overwhelmed by the amount of time their children are spending online, and what they can do as parents to help more effectively manage that – the normative value of this will be immense for those parents. So again, I thank the Premiers for convening this. It’s so important that the Australian people know that as one we have their back when it comes to keeping their children safer online.

    PROFESSOR SIMON WILKSCH: Hi, everybody. I’m absolutely delighted to see the collaboration between the Federal and State governments, the respective leaders and the premiers on this issue. We heard this week that 84 per cent of eight to 12-year-olds are on a social media site in Australia. That is entirely unacceptable. I’m a clinical psychologist working with patients with eating disorders – if we wanted to try to create a way of causing eating disorders, it would be to use these kinds of platforms with children that age. We’ve seen a 200 per cent spike in 10 to 14-year-olds experiencing an eating disorder over the last 12 years. As someone who works in the clinics helping these families through this problem, I see the devastation this causes young people; the families, the toll it takes – and these are just in the area of eating disorders. We know across the board with mental health and other areas there is suffering going on caused by these platforms, so I completely support minimum age. I would like to see it get up to 16.

    I also really welcome the announcement of funding towards school-based programs that will prevent these problems and really assist young people to be equipped to handle their online presence and be safe. I have a particular program, named Media Smart, for schools which has a very strong evidence-base. 

    It’s an eight lesson program designed to help young people be informed about those messages they see; to question how social is their experience on social media; just take steps towards taking care of themselves and others. So I’m really hopeful that that type of program can be made available widely, and thank you.

    JOURNALIST: You talked about the onus not being on the users or the parents, but putting it back on the platforms. We’ve seen platforms be reluctant to make that change to ownership of platforms rather than the user itself. How is the Government going to enforce this? Is there going to be big fines? Or what’s the timeline here for platforms to adopt this change?

    ROWLAND: Well, we are looking at a one-year implementation timeframe. But I think it’s important to note that even as we have seen recently with Meta’s announcement of a new Instagram teen product, that the platforms can do more in this space to create less at-risk services. So we want to encourage that. We want to incentivise those better, less risky services that they can actually produce. But the point is very valid when it comes to penalties for the platforms. Currently in the Online Safety Act, the maximum penalties for offences are less than $1 million, and these are actually not reflective of the sometimes litigious nature of these platforms, but also the amount of revenue that’s generated. So this is one of the specific areas that the independent review of the Online Safety Act is looking at, and I expect to have their findings in the upcoming weeks. But we are very mindful of that. We want to incentivise as well as provide that backstop through penalties, appropriate levels of penalties that make the platforms do better.

    JOURNALIST: Are you expecting resistance from these platforms?

    ROWLAND: Well, so two things there. The first is that the Online Safety Act has been in operation now for some years, and the industry is now accustomed to it. By and large, the social media platforms have a high rate of compliance with it. However, there are always instances where there is non-compliance or it is contested, and the fact that is contested again demonstrates that the Government considers that no company, despite its wealth, despite its multinational status, is beyond our laws. We will always assert Australia’s sovereignty in that regard.

    The second point too goes to the fact that we want those platforms to be accountable, by having not only incentives but proper penalties in place, that ensures that transparency and accountability. We do not wish to punish parents or users in this process. That is something that needs to be made very clear. This is about the platforms doing better. We have an Online Safety Act that was basically designed as a complaint-based system about individuals, not the onus being on the platforms. That’s something that we are looking at changing through our review, but it’s something that we are also committed to in the design principles of this legislative change.

    JOURNALIST: Minister Rowland, as part of this legislation, are you going to be advocating for better psychological support for young people who have suffered as a result of these tech platforms? Because hearing from the young people in there, that’s hand in hand with this legislation.

    ROWLAND: Now, that is certainly valid. The other side of that, of course, too, is that a lot of young people do access support services now through social media. So it’s going to be very important for Governments and departments to work together to ensure that young people can still access those services, even if they are below that minimum mandated age. So those two points are very valid.

    JOURNALIST: We’ve seen recent changes to Instagram. Do you think our Government’s push has led to that?

    ROWLAND: It is pleasing to see that these Instagram changes occurred after our Prime Minister made that commitment. Now, whether or not there is causation in there remains to be seen. But we do know that incentivisation does work in this area, and I can give that example from when Minister Amanda Rishworth and I convened the first roundtable to regulate dating apps services, because the level of tech facilitated abuse and death was simply too high as a result of this occurring. 

    Amazingly, these multinational dating app platforms suddenly discovered new safety features that they were able to roll out. So we welcome any safety features that the platforms may be rolling out, but that does not mitigate the need to legislate in this space.

    JOURNALIST: Premier Minns – the announcement today from the South Australian Government in curriculum and an adjustment there – could we see something similar to New South Wales and maybe even the mobile phone bans, etcetera.?

    MINNS: Yeah, we’ve got a proud history of stealing good ideas from Peter, so why should today be any different? It seems like a good initiative to us. We flat out nicked the mobile phone ban from South Australia which was resisted when we were in Opposition. But I saw it in implementation over here, Peter came over to Sydney to talk to us about the positive benefits, and I have to say it’s a reasonably early stage in our Government’s tenure, but I think it’s the best decision that we’ve made. 

    Interestingly, if you speak to kids and parents and teachers, they’ll tell you that the big difference has happened during recess and lunchtime. Where kids put down their phones, they can actually speak with one another, play games, and interact at a human level rather than online. So it’s great initiative. I think this is a good way for federations to work – see something in operation somewhere else, steal it and put it in your own jurisdiction.

    JOURNALIST: So the current plan to adopt more online safety into the curriculum from next year – is that something that New South Wales might be looking at as well?

    MINNS: Yeah. Look, I don’t have an announcement today, but give us a bit of time. I think part of the process for a summit like this is you get the ideas out on the table, you can learn from them, steal them and implement them and ultimately get the facts on the table. These two- this summit, the two days that we’ve had in both Sydney and Adelaide has been, I think, a breakthrough in both policy change, but also getting the facts out on the table and invaluable. So I’d like to see more of it actually.

    JOURNALIST: Is there the opportunity to take this then to National Cabinet as a joint collective then, if you seem interested in the idea to pursue it further, to maybe make it a bit more of a wider national problem, given that social media can happen anyway?

    MINNS: Look, potentially. We’ve got a lot on our plate when it comes to the National Cabinet agenda, and states have to work and operate independently. Public education, the curriculum is a state based responsibility. We take that very seriously. Obviously, that’s our responsibility, but if we can spot a good initiative that’s working somewhere else, I’m not afraid to steal it.

    JOURNALIST:  I’ve got a question for Premier Malinauskas – what kind of fines would you like to see the federal legislation do for this?

    MALINAUSKAS: Look, the Chief Justice French report, I think, lays it out pretty clearly that whatever the fine regime is needs to have a sufficient economic deterrence to make sure we change the behaviour of these social media companies. Now, economic deterrence is an established legal principle, and basically what it means is that capacity to pay should inform the size of the fine. 

    Now, when it comes to these social media companies, my word, they’ve got the capacity to pay. These companies are making an extraordinary amount of money out of the Australian market, which means if they break the law, the Australian jurisdiction, the fine should reflect that. In other words, it’s got to be billions of dollars. We certainly welcome the Federal Government’s not just interest but for the work that is already underway through the Online Safety Act.

    JOURNALIST: Premier, you’re a father of young kids. How do you see this sort of legislation playing out in real time? Won’t kids find a way to get on social media regardless?

    MINNS: It’s a really important question and it’s one that reflects, I think, a public sentiment. It continuously gets raised. Won’t kids find a way around the social media ban? Probably, but that doesn’t mean that we shouldn’t be establishing the principle in a law that sets the community standard, that arms the parents with the ability to say to their children, no, you can’t do that because it is against the law. No different to drinking underage or smoking before you’re 18. I mean, we say to kids you shouldn’t drink if you’re under the age of 18 – that’s consistent across the country. Do kids drink underage? Of course they do. Do they sneak behind the shed and have a cigarette? Probably. But what we know is that a lot less kids do that as a result of us having a clear standard and a law that can apply throughout the land. Social media is no different. With even the mobile phone ban at schools, we were the first state to do a proper phone ban in schools, bell to bell, not having them at recess and lunch. Are there examples of kids sneaking mobile phones into school post the mobile phone ban? Yeah, of course there are, but they are the exception to the rule because now the rule is clear. No phones in schools. So we establish rules and principles and standards that- in the full knowledge that someone will break them but that doesn’t mean they’re not worthwhile because the majority of people tend to comply.

    JOURNALIST: Premier, will you be taking this idea to National Cabinet? You’ve been very vocal in youth law and social media spaces

    MALINAUSKAS: Look, I think and Blake and [indistinct]… necessary of it. In that education ministers’ forum, there is a constant sharing of ideas between states and also with the Federal Government around various initiatives that are being undertaken. This will be shared in that context. Chris is right. I mean, I think when it comes to National Cabinet, my view is we’ve got to be a little bit careful that we don’t load up a National Cabinet agenda, so we don’t end up focusing on the main structural challenges that we have within our federation. So I don’t think this will be one that goes through National Cabinet, but it’s certainly an idea that’s clearly going to be shared through the appropriate channels and hopefully gets taken up.

    JOURNALIST: Would you like to see it adopted maybe through the Federal Government then maybe not through National Cabinet at all?

    MALINAUSKAS: As Chris said, what we teach our kids in the schools is the responsibility of states. We’ve got a range of discussions on [indistinct] with the Cabinet at the moment around funding school regimes and the like. This is an initiative that we’re applying here in South Australia, but if it’s relevant and appropriate in other jurisdictions, that would be great.

    JOURNALIST: Premier, what age will this new curriculum be rolled out to? Is it high school students and is it being done elsewhere?

    MALINAUSKAS: Well, it starts next year. I might invite Blair to go into a bit of detail on that.

    BOYER: Thank you, Premier. So it starts next year. It will be delivered at different ages or different year levels in high school, and each one will be adapted in a way to make sure that it’s actually age appropriate as you go up from year seven, year eight, year nine. I think Simon spoke really well about the kind of content that’s in there. Simon’s program is one of the ones already that is on the approved list here in South Australia. So the funding that we are announcing today to provide to schools so they can secure the services of Simon and other programs like that and come in and actually sit down with kids and talk through all these issues that we know come about because of the use of social media. So the important thing to do here, I think, though, is that what is taught and the kind of curriculum and detail in there needs to be different as it goes up from year seven all the way into the senior years, because as kids get older, they are dealing with different issues and the nature of their engagement with social media changes as well.

    We need to make sure it’s evidence based, which Simon’s is, and make sure it’s regularly updated because the other thing I think here that is the real challenge that I’ve observed is that we’re on a burning platform here. I mean as we sit here having this press conference, there’s people outside here who seek to take advantage of young people through social media, whether it’s a scam or harassment or predators, they are constantly thinking of ways to get around the protocols and security features that we put in. Every day they are spending their time trying to get around the things that Governments do to keep our kids safe. So that’s why it’s really important that we use programs like Simon’s to make sure the information we’re giving kids is up to date. It also speaks to why we’re upgrading and updating the Keeping Safe: Child Protection Curriculum here in South Australia to make sure that it now includes things like AI, deepfakes and coercive control. We’ve actually done that work with the AFP, with the Australian Centre for Countering Violent Extremism and the eSafety Commissioner to make sure that what’s in our child protection curriculum is fit for the year 2024 and not still based on something that was an issue back in the 1980s.

    JOURNALIST: You mentioned the extra funding to allocate this to bring programs in like Simon, what’s that going to cost? 

    BOYER: I don’t know a specific figure yet because we’ve- we’re going to roll it right out across all schools. That will depend exactly how many sessions that we actually provide. We’ll work with some of the providers like Simon to see that. But we’ll make sure that what we provide is not just age appropriate, but can reach all South Australian students, which I think is important as well. It’s also going to be some work to do there in the future to do that constant updating, because, as I said, those people who are seeking to, you know, get around the things that we are doing to keep kids safe are doing that every, waking minute. So we need to make sure that things that we do are constantly updated. And you know, brought into the year 2024.

    JOURNALIST: So what will it look like in classrooms? Will it be a number of sessions with people and programs like what Simon has? 

    BOYER: So exactly right. So we have an approved provider list for the Department for Education. So there’s a number of providers who offer services like the ones that Simon does and schools are able to choose from that list of those providers and we will be funding them to do that and bring those providers in and sit down with students of all those year levels all the way up to year seven and offer the classes essentially. It’s all one on one basis, talking through all these issues and effective things they can do to protect their own mental health and wellbeing and have all those kind of deeper conversations, which as what we heard from the student panel today is needed, I think. It can’t be kind of a cursory tick and flick kind of part of the curriculum, because what these students are grappling with here is, incredibly complex, really complex stuff and changing all the time. So we need to make sure that the resource materials and support that our schools and teachers get is up to date. What we’re announcing today is making sure they have the financial resources to do exactly that.

    JOURNALIST: What are the indicators here to know that this is starting to get traction and working?

    BOYER: In terms of?

    JOURNALIST: In terms of the application.

    BOYER: Of the program?

    JOURNALIST: Yeah, the program through the school?

    BOYER: Yeah. Yeah. Good question. I mean, I always say that in my job as Education Minister, there’s nothing more powerful than hearing from students and premiers- Premier Malinauskas spoke with you well before I think around why the mobile phone ban was really important, even though it was going to be a very hard thing to do. Although now we’re talking about its success, I remember at the time there were plenty of who thought it was going to be very challenging to put in place. Are there still students who try to get around it? Absolutely they are, but the reason that is starting to drop in terms of the numbers of students we see who are trying to get a way around it, is because as those students this morning said, what they are finding is that when their classroom or the playground is free of mobile phones, they actually like the place more. The most powerful bit of advice I got or feedback I got from- was from a principal out in my way in the north eastern suburbs who said the playground feels like it did in the 1990s. As Kirsty said this morning, it’s kicking the football, playing sport, talking to each other and seeking more activities to do. So I think it’s that kind of feedback that speaks to how the kind of programs that we are funding today actually work and actually succeed and actually make the school and the classroom a place that kids want to be in, a place that kids enjoy.

    JOURNALIST: I suppose just further to Josh’s question, who’s been consulted on these new reforms? Have the kids been part of the discussion?

    BOYER: We’ve done a massive amount of consultation as part of the new Australian curriculum in South Australia, including the adapted South Australian part. I think 12,000 views people have taken into account. It’s the biggest consultation that the education system in South Australia has ever done. Students, classroom teachers, principals, industry groups, the employers, associations like Kirsty is the head of the Principals’ Association about what they want to see. I was fortunate enough to be part of some of the consultation groups that we held here.

    JOURNALIST: Minister Rowland. The flights from Lebanon, how much did they cost? 

    ROWLAND: That’s best directed to the Foreign Affairs Minister. But I will say this, the Australian Government has been saying for some time that Australian citizens need to return to Australia. It is becoming increasingly difficult; the situation is becoming unstable. The Government has made provisions to ensure that Australian citizens are safe but as we have been saying for some time, it’s time to get out.

  • MIL-OSI Asia-Pac: CE says culture to drive development

    Chief Executive John Lee pledged in this morning’s 2024 Policy Address to promote the integrated development of culture, sports and tourism in Hong Kong, and to foster economic diversification in the city.

    Mr Lee shared plans to enhance Hong Kong’s cultural soft power, promote sports development, build Hong Kong into a centre for international sports mega-events, and revitalise the city’s tourism industry. He also outlined initiatives to support small and medium enterprises (SMEs), develop the “silver economy”, and promote the sustainable development of Hong Kong’s agriculture and fisheries industries.

    The Chief Executive said that in order to enhance Hong Kong’s role as the world’s East-meets-West centre for international cultural exchange and boost its cultural confidence, the Government would deepen institutional reforms to the city’s cultural system, and improve its cultural and economic policies.

    Updating the community on the formulation of the Culture, Sports and Tourism Bureau’s (CSTB) Blueprint for Arts and Culture and Creative Industries Development, Mr Lee said the CSTB is due to consult the Culture Commission on it and will promulgate the blueprint later this year.

    He added that the Cultural and Creative Industries Development Agency, established in June, is incubating cultural and creative projects with potential for commercialisation through the CreateSmart Initiative, and facilitating more registration of cultural and creative products on the Asia IP Exchange Portal. It is also turning Hong Kong Fashion Design Week into an annual signature event, with a view to establishing Hong Kong as a fashion design hub. 

    Mr Lee also iterated that the West Kowloon Cultural District (WKCD) Authority is taking the lead on establishing an industry chain for Hong Kong’s arts, cultural and creative industries. He reported that it will promote the creation of a comprehensive arts trading ecosystem; host more major international cultural, creative and commercial events; export more performing arts programmes and exhibitions to the Mainland and overseas on a commercial basis; and brand the WKCD as a must-visit cultural landmark in collaboration with the Hong Kong Tourism Board (HKTB). 

    On sports development, Mr Lee said the Government will continue to promote sports in the community, support elite sports, enhance the professionalism of Hong Kong athletes and sports teams, maintain Hong Kong as a centre for major international sports events, and develop sports as an industry.

    He mentioned that the Hong Kong Sports Institute is reviewing the mechanism for direct financial support of athletes, including those with disabilities, and has set up a committee to oversee the development of sports medicine and sports science. He added that the Government will provide more sports and recreational facilities, including a new swimming complex suitable for hosting international competitions and a new sports arena with fencing facilities.

    In terms of sports governance, the Sports Federation and Olympic Committee of Hong Kong, China will conclude its review of the governance and operation of national sports associations (NSAs). Mr Lee also outlined that the Government aims to develop Hong Kong as a host city economy and will make use of the new Kai Tak Sports Park (KTSP) and other existing venues to host large-scale international competitions so that Hong Kong athletes and teams can compete on home soil.

    He added that the KTSP, due to open in the first quarter of 2025, will boost sports development and foster the synergistic development of major sports events, innovative entertainment, dining, conventions and exhibitions, and tourism activities.

    With regard to tourism, the Chief Executive said the CSTB will publish its Development Blueprint for Hong Kong’s Tourism Industry 2.0 later this year. It will cover areas such as the development of eco-tourism, and the enhancement of tourism-support measures to encourage more visitor arrivals from the Middle East and Southeast Asia. There will also be efforts to create tourism products around specific themes, such as yachting, pandas and horse racing, build the city’s mega-event tourism economy, promote gastronomy tourism and cruise tourism, and develop “smart tourism” through the application of technologies such as AI (artificial intelligence).

    In addition, Mr Lee said the Government will set up a Working Group on Developing Tourist Hotspots to co-ordinate with the community and develop new tourist hotspots in various districts. It has also proposed to the central authorities that the “multiple-entry” Individual Visit Endorsements for Shenzhen residents be resumed and that the “one trip per week” Individual Visit Endorsements pilot scheme be expanded to cover more cities.

    Mr Lee added that starting from today the Government has relaxed the criteria for nationals of Cambodia, Laos and Myanmar in applying for multiple-entry visas for travel or business, and extended the validity period of the visas offered from two years to three.

    The Chief Executive also unveiled a number of support measures to address challenges encountered by SMEs. These include re-launching the principal moratorium, meaning that enterprises that borrow under the SME Financing Guarantee Scheme will be allowed to apply for a principal moratorium for up to 12 months. Existing loans already granted under the 80%, 90% and special 100% guarantee products, as well as new loans under the 80% and 90% guarantee products, will be covered.

    In addition, $1 billion will be injected into the Dedicated Fund on Branding, Upgrading and Domestic Sales to help SMEs upgrade their business operations and develop new markets, and the scope of Cyberport’s Digital Transformation Support Pilot Programme, which offers SMEs funding for digital transformation on a matching basis, will be expanded to cover the retail and food and beverage sectors.

    Mr Lee said the Hong Kong Trade Development Council will formulate plans to set up more Hong Kong Pavilions at Mainland and overseas exhibitions, while an additional provision of $500 million will be allocated for the launch of the Incentive Scheme for Recurrent Exhibitions 2.0, which aims to attract large-scale international exhibitions to Hong Kong.

    In terms of the development of a silver economy, the Chief Executive said new products and services must be developed in response to the rapid expansion of the elderly market. The Government will set up a “Working Group on Promoting Silver Economy”, led by the Deputy Chief Secretary, to implement measures to boost elderly-related consumption and support elderly consumers.

    Mr Lee reported that the Government will also take forward the Blueprint for the Sustainable Development of Agriculture and Fisheries.
