  • MIL-OSI USA: Volcano Watch — Where does Kīlauea tephra go? The answer is blowin’ in the wind

    Source: US Geological Survey

Volcano Watch is a weekly article and activity update written by U.S. Geological Survey Hawaiian Volcano Observatory scientists and affiliates.

This animated GIF shows a timelapse sequence consisting of one image every several days between December 25, 2024, and June 20, 2025.  The photos were taken from the northern rim of the caldera, near Uēkahuna overlook and the view is south towards the ongoing eruption site in Halemaʻumaʻu. The sequence shows the dramatic development of a tephra cone on the rim of Halema‘uma‘u during the twenty-six episodes of lava fountaining that have occurred between December 23, 2024, and June 20, 2025. USGS images.

Recent Volcano Watches have described the episodic nature of this eruption, with episodes of lava fountains separated by pauses. Other Volcano Watches have described hazards associated with lava fountaining.

The extent and severity of hazards associated with lava fountaining depend on three factors: (1) lava fountain height, (2) wind conditions, and (3) lava fountain angle

Overall, lava fountains during this eruption have been getting higher. This pattern is not guaranteed to continue, but the four most recent episodes have erupted the highest lava fountains—all taller than 1,000 feet (300 meters). Incredibly, these spectacular fountains are still shorter than the record 1,900-foot (580 meter) fountains of the 1959 Kīlauea Iki eruption.

Taller fountains means that more tephra (pieces of the lava fountain, which includes Pele’s hair) can be deposited further away, as the starting point from which tephra starts to fall to the ground is higher up. The ongoing eruption has created a hill of tephra southwest of Halemaʻumaʻu—similar to how tephra fallout from the 1959 Kīlauea Iki fountains formed Puʻupuaʻi. During the last four episodes the hill has grown by as much as 30 feet (10 meters) in a single episode! The growing hill hasn’t posed a hazard to the public as it is within a closed area of Hawaiʻi Volcanoes National Park—but this brings us to wind.

Dominant trade wind conditions generally send tephra and volcanic gas southwest over the remote Kaʻū Desert. Eruption viewing areas within the national park are unaffected, but there can be decreased air quality in communities downwind of Kīlauea due to volcanic gas, vog (“volcanic smog”), and small amounts of Pele’s hair may fall.

Future episodes could occur during less favorable conditions, or during wind patterns affected by hurricanes. This already happened: episodes 15 and 16 occurred during low and variable winds, and Pele’s hair fell on nearby communities—from the Volcano Golf Course to Ohia Estates and beyond. During episode 15, tephra also fell at Uēkahuna and Kīlauea overlooks, resulting in the temporary closure of these popular viewing areas, while during episode 16, tephra fell on Highway 11.

What if an episode occurs during Kona winds (the opposite direction from trade winds)? Recent episodes provide a guide. Episode 23 fountains reached 1,150 feet (350 meters) during strong persistent tradewinds with speeds of 9–14 miles/hour, and episode 24 fountains reached 1,200 feet (365 meters) during tradewinds with speeds of 5–10 miles/hour. Both times, tephra deposits were up to 2 feet thick a mile directly downwind—about the same distance as from the vents to Kīlauea overlook. For both, the tephra deposit was visible in satellite imagery up to 2½ miles away—slightly less than the distance from the vents to Volcano House. This corresponds to an inch or less of tephra.

What about lava fountain angle? Imagine a garden hose blasting water. If the nozzle is pointed straight towards the sky, water will fall back down on the ground nearby—although wind can send the water downwind. This is the default behavior of lava fountains. An “inclined fountain” happens when the nozzle is angled away from the sky (a change in vent geometry) or if there is a partial blockage.

Inclined fountains happened briefly and suddenly in 1959 (Kīlauea Iki) and 1969 (Maunaulu) after the cone partially collapsed into the vent during lava fountaining (a partial blockage). It took up to 20 minutes for the blockages to clear and the fountain to straighten itself. As the nearest viewing areas of the current eruption are over a mile away from the vents, they are not likely to be directly affected in the unlikely event of an inclined fountain.

The USGS Hawaiian Volcano Observatory (HVO) will continue to monitor Kīlauea’s summit eruption and its hazards, working closely with Hawaiʻi Volcanoes National Park and the Hawaiʻi County Civil Defense Agency. The combination of an episodic lava fountain and hurricane season is rare and its good to maintain an awareness of which way the wind is blowing.

These maps show lava flow and tephra accumulation at Kīlauea volcano associated with episodes 23 (left) and 24 (right) of the ongoing eruption in Halemaʻumaʻu that started on December 23, 2024, using data recorded by the Italian Space Agency’s (ASI) COSMO-SkyMed Second Generation satellite constellation. These maps combine cross-polarized radar amplitude images taken on two different dates, along with interferometric coherence from the time between those dates. In the maps, unchanged barren areas are represented in blue/purple, vegetated areas appear in yellow/light green, and new deposits over barren land are shown in either dark or bright green. Large yellow dots show measured tephra deposit thickness, and the dotted circle encompasses distances within 1.3 miles (2.1 kilometers) of the eruptive vents. Public viewing areas within Hawaiʻi Volcanoes National Park are indicated with white squares; these can be temporarily closed for public safety.

    Volcano Activity Updates

Kīlauea has been erupting episodically within the summit caldera since December 23, 2024. Its USGS Volcano Alert level is WATCH.

Episode 26 of the Kīlauea summit eruption in Halemaʻumaʻu crater occurred on June 20, with approximately 9 hours of fountaining from the north and south vents. Summit region inflation since the end of episode 26, along with persistent tremor, suggests that another episode is possible and could start between June 29 and July 3. Sulfur dioxide emission rates are elevated in the summit region during active eruption episodes. No unusual activity has been noted along Kīlauea’s East Rift Zone or Southwest Rift Zone.

Mauna Loa is not erupting. Its USGS Volcano Alert Level is at NORMAL.

No earthquakes were reported felt in the Hawaiian Islands during the past week.

HVO continues to closely monitor Kīlauea and Mauna Loa.

  • MIL-OSI Submissions: Australia – Australia’s set to accept its one millionth refugee – AMES

    Source: AMES

Sometime, probably around October this year, a person will step off aircraft somewhere in Australia in the last stage of their journey way from conflict or persecution.

This person will be the one millionth refugee settled in Australia since the end of World War II.

The Department of Home Affairs says Australia has successfully settled more than 985,000 refugees and humanitarian entrants since the country’s first humanitarian intake occurred in 1947.

With 20,000 refugee places currently allocated for each financial year, the million milestone is due to be reached in the early months of the 2025-26 financial year.

Based on these figures, it is expected the one-millionth arrival to occur sometime between September and November 2025.

The milestone represents a million individual journeys toward refuge and a million stories of people rebuilding their lives in safety with hope for the future.

Since the 1930s, Australia has welcomed refugees fleeing global conflicts — from Jewish refugees before and after World War Two, to Southeast Asians after the Vietnam War.

Following World War Two, Australia entered formal agreements with international bodies to accept displaced people from Europe.

In November 1947, more than 800 people from Estonia, Latvia and Lithuania arrived in Fremantle. They were the first of 170,000 displaced persons resettled in Australia after World War Two.

Later decades saw more structured resettlement, particularly in response to major global conflicts.

Over the past 40 years, Australia has continued to resettle people from conflict-riven regions, including the Southeast Asia the Middle East, Africa and Myanmar.

Today, refugees from Ukraine, Afghanistan, Venezuela, Iraq, Syria, Myanmar and countries in the Horn of Africa continue to arrive under the humanitarian program.

In two recent emergency situations, Australia evacuated 4100 refugees from Afghanistan following the return of the Taliban to power in 2021 and around 4,000 Ukrainians, mostly women and children, who initially arrived on tourist visas after the Russian invasion are new transitioning to permanent protection visas.

CEO of AMES Australia Cath Scarth said the million-refugee mark was a reflection of Australia’s proud history of affording refugee to people fleeing war, conflict or persecution.

“Australia has a generous and sophisticated refugee settlement program that not only offers refuge to people fleeing war or persecution but also equips them to build successful lives and become contributors,” Ms Scarth said.

“We are an example to the world at a time when more than 122 million people are displaced due to war, conflict or persecution,” she said.

Australia is a leading refugee resettlement country, ranking among the top few resettlement countries on a per capita basis.

The United States has historically accepted the greatest number of refugees, but its program has recently been effectively shuttered by the Trump administration, meaning the loss of 100,000 annual resettlement places.

Among refugees who have come to Australia in recent years are:

Iraqi doctor Asseel Yako who, in his homeland, tended to battlefield wounds suffered by soldiers or militia members fighting ISIS or patching up women children horrifically injured in explosions of gunfire.

Ten years later he is still saving lives working a consultant physician, specialising in internal medicine at Warragul Hospital, in Gippsland, Victoria.

The job is the culmination of years of hard work, striving to get his qualifications recognised in Australia.

He had studied and worked as a doctor for almost twenty years before arriving in Australia, but he was forced to jump through extraordinary hoops to be able practice medicine again.

Cambodian refugee Chan Uoy has helped breathe new life into the struggling regional town of Dimboola, in Victoria’s west.

Chan has opened the Dimboola Imaginarium, an eclectic and exotic gift shop and Air BnB recently featured in the high-end magazine Conde Nast Traveller. Chan has also recently become the deputy mayor of the local Hindmarsh Shire.

The Dimboola Imaginarium is a stimulating space with a cornucopia of exotic wares, including an almost life-size giraffe, oversize world globes, and colourfully painted rocking horses. The five Air BB bedrooms have differing but exotic and indulgent décor.

He has also launched the Wimmera Steampunk Festival, which this year is expected to attract 5000 visitors to the town.

Young soccer star Yaya Dukuly is the embodiment of refugee aspiration and success.

The 22-year-old Adelaide United soccer star was born into a refugee family in Guinea. His father is a Liberian and his mother is from Guinea.

Yaya arrived in Australia with his family as a child and grew up in Adelaide. Now a professional footballer and Australian under-23 representative, he is also an emerging community leader and role model.

Yaya brought is powerful and authentic new voice in the multicultural sector, supporting newly arrived refugees and advocating for their communities.

  • MIL-OSI Australia: Beyond the big leagues: Concussion care in community sports

    Source:

    27 June 2025

As sport-related concussions continue to spark global concern, researchers at the University of South Australia (UniSA) are turning their attention to a largely overlooked group – non-professional athletes – calling for more rigorous return-to-play assessments to protect everyday players.

In a new study, researchers suggest that current return-to-play protocols for semi-elite and community sport athletes might not be enough to ensure the safety of players following a concussion.

A sports-related concussion is traumatic brain injury that occurs when a hit to the head, neck or body causes a sudden jolt to the brain. It can lead to a range of symptoms, with or without a loss of consciousness.

Lead author, UniSA’s Dr Hunter Bennett, says repeated concussions have a host of long-term health effects.

“Concussions are one of the most common injuries across all sorts of sports. But while many sporting organisations have guidelines that dictate the minimum time a player must wait before returning to play, they may not always be enough ensure a full recovery,” Dr Hunter says.

“In the short-term, returning to sport before a concussion has properly healed can lead to impaired balance, coordination and reaction time, which can increase the risk of injury during sport.

“In the long-term, the risks are even more serious – from cognitive impairment to neurodegenerative diseases like motor neuron disease, Parkinson’s disease and Alzheimer’s disease, as well as chronic traumatic encephalopathy.

“Community sportspeople, including children, are particularly vulnerable, as they don’t have the same access to medical support as professional athletes.”

Dr Bennett says return-to-play decisions for non-professional players should go beyond symptom checks.

“Instead, they should include symptom-based assessments that test balance, memory, and coordination – key areas affected by concussion – in conjunction with personalised rehabilitation plans to support recovery and reduce the risk of reinjury.”

The Australian Institute of Sport recommends that the earliest a non-professional player can return to play is 21 days after a concussion. For elite players in the AFL or Rugby Australia, the minimum is 12 days.

But even with those timelines, Dr Bennett says, there are still gaps in how concussions may be assessed and managed at community and school sport levels.

“There’s a lot of variation in how potential concussions are handled at local levels. And while the intention is always to support and protect the player, sometimes the necessary precautions are not instigated,” Dr Bennett says.

“Even at professional levels, some research suggests that more than 60% of sports physicians and trainers report feeling pressure from athletes to clear them early, and more than half say they’ve felt pushback from coaches.

“We know all players – whether professional or not – want to return to their sport as soon as possible, but it’s essential that we take a cautious and individualised approach.

“Upskilling team clubs, schools and community sports groups to better recognise the signs of concussion, follow proper protocols, and prioritise player wellbeing is key to creating a safer sporting culture at every level.

“Because when it comes to concussion, it’s not just about getting back on the field – it’s about protecting long-term brain health.”

  • MIL-OSI Russia: Dmitry Chernyshenko: The best practices of the regions in sports development will be scaled up to the whole country

    Translation. Region: Russian Federal

Source: Government of the Russian Federation – An important disclaimer is at the bottom of this article.

Deputy Prime Minister Dmitry Chernyshenko held a meeting of the Government Commission for the implementation of the comprehensive state program of the Russian Federation “Development of physical culture and sports”.

The meeting was attended by the Minister of Sports Mikhail Degtyarev, the head of the Federal Medical and Biological Agency Veronika Skvortsova, the Governor of the Tula Region, Chairman of the State Council Commission on Physical Culture and Sports Dmitry Milyaev, as well as representatives of sports federations and leagues, state corporations, joint-stock companies and regions.

Dmitry Chernyshenko recalled that the key task of the commission is to develop a unified position on the comprehensive development of sports in the country and to pool resources to achieve national goals. To do this, it is important to collect feedback from residents of each region.

“Our task is to identify the drivers that influence the involvement and development of sports in the country. The opinion of Russian citizens is the main indicator in the development of sports in the country. It is important to hear everyone: coaches, mentors, medical workers. This will allow us to make a deeper, more meaningful analysis and understand how to more accurately and effectively move towards fulfilling the instructions of President Vladimir Putin,” the Deputy Prime Minister emphasized.

Dmitry Chernyshenko noted that in order to achieve the state program indicators, it is necessary to assess the contribution of each region to the development of sports, identify best practices and disseminate them throughout the country.

He instructed the Ministry of Sports to develop a rating system based on the fulfillment of the state program’s target indicators, including compliance with the construction deadlines for sports facilities, the involvement of SVO veterans, disabled people, people with disabilities, and all citizens in general in sports.

In addition, on the instructions of the head of state, the Government is developing directives for joint-stock companies with a Russian Federation shareholding of more than 50% on the regular submission of information on extra-budgetary expenditures in the field of sports and the coordination of regions in the construction of sports infrastructure.

Dmitry Chernyshenko also noted the regions where good results are achieved with lower financial costs; there, the share of citizens involved in systematic sports activities is higher than the all-Russian indicator.

These included: the Kabardino-Balkarian Republic, the Karachay-Cherkess Republic, the Republic of Bashkortostan, the Republic of Dagestan, the Republic of Crimea, the Chuvash Republic, Altai Krai, Stavropol Krai, Kirov, Kostroma, Kurgan, Saratov, Tambov, Tula, and Ulyanovsk regions.

In turn, Sports Minister Mikhail Degtyarev emphasized that the implementation of the comprehensive state program “Sports of Russia” is proceeding in full compliance with the approved parameters.

“The implementation of the state program is going according to plan, without critical deviations. Based on the results of last year, all but one of the key indicators were exceeded, which allows us to predict their successful implementation this year,” he noted.

The Minister reported up-to-date data on key indicators of the development of the sports industry.

“As of May 2025, the share of citizens systematically engaged in physical education and sports amounted to 60.8%, the level of provision of citizens with sports facilities was 63.3%,” the minister cited the figures.

Mikhail Degtyarev paid special attention to issues of regional financing and planned budget indicators.

“In 60 regions, budget expenditures on sports reached or exceeded 2%. The planned funding of regional state programs for 2025 is 449 billion rubles. The main expenses are related to the construction and maintenance of sports facilities, as well as sports training within the framework of state assignments,” he emphasized.

At the same time, the minister noted that the high volume of investment in the industry does not always directly correlate with the achievement of planned indicators for the availability of sports infrastructure and citizens’ satisfaction with opportunities for sports.

“However, it is important to understand that there is no direct correlation between the volume of expenditure on sports and the achievement of indicators for citizen engagement and satisfaction. In 15 regions, which do not yet reach the level of 2% of the budget, everything is still going well with the development of sports, but in 19, where, on the contrary, there is a good level of funding, the KPIs have not been achieved. This is a subject for study,” he said.

An important topic of discussion was the use of extra-budgetary sources. The Minister spoke about the volumes of additional funds planned for attraction.

“We have analyzed the main sources of extra-budgetary financing of sports. Events worth a total of 60 billion are potentially ready for inclusion in the comprehensive state program “Sports of Russia”. In particular, 89 all-Russian sports federations plan to spend almost 24 billion rubles of their own and attracted funds this year, sports leagues – 1 billion rubles, expenses have been allocated for two of the seven state corporations, as well as for several of the largest private companies, but this information is still being supplemented,” said Mikhail Degtyarev.

In turn, the Governor of the Tula Region, Chairman of the State Council Commission on Physical Culture and Sports Dmitry Milyaev emphasized that the level of satisfaction of citizens with the conditions for physical culture and sports is one of the key indicators for assessing the effectiveness of the activities of senior officials of the constituent entities of the Russian Federation and executive bodies of state power in the regions, as well as the comprehensive state program. The State Council Commission on Sports believes that it is necessary to conduct surveys with an expanded set of questions within the framework of the comprehensive program.

  • MIL-OSI USA: South and Central Asia Subcommittee Chairman Huizenga Delivers Opening Statement at Hearing on Terror Threat Landscape

Source: US House Committee on Foreign Affairs

    Media Contact 202-321-9747

WASHINGTON, D.C. – Today, House Foreign Affairs South and Central Asia Subcommittee Chairman Bill Huizenga delivered opening remarks at a subcommittee hearing titled, “Assessing the Terror Threat Landscape in South and Central Asia and Examining Opportunities for Cooperation.”

    Watch Here

    -Remarks-

Today we will discuss the current terror threats and the landscape throughout South and Central Asia and potential opportunities for the Trump administration to enhance our regional counterterrorism strategy.

Since the Biden administration’s ill-conceived and executed and withdraw from Afghanistan, the subsequent Taliban takeover, the terror threat landscape in South and Central Asia has changed dramatically. Despite the Taliban’s Doha Agreement commitments, Afghanistan has once again become a hotbed for terrorists looking for safe harbor as they grow their ranks and abilities to project attacks across the region and frankly, the world.

Threats from groups such as ISISK and the TTP, also known as the Pakistan Taliban, are higher than any time in recorded history, and internally, Pakistan has seen the highest rates of terror attacks in many years. And of course, the recent attack in Pahalgam reminded us all that the threat, the militant threat in Kashmir has not subsided.

For decades, the United States has remained the global leader in the fight against terrorism. We’ve engaged our internal international partners through bilateral agreements and multilateral mechanisms that have supplied our allies with training and equipment to ensure that they are able to stop the spread of terrorism from further poisoning our world.

However, the threat has persisted since the 2021 ISIS K bombing at Abbey Gate, which killed 13 American servicemen and 170 Afghan civilians and wounded many others, including one of my constituents from Southwest Michigan.

The Taliban claims to be doing their best to eliminate the ISIS-K threat. However, while the Taliban claimed victory, ISIS-K continues to wreak havoc, conducting attacks that target everyone from innocent civilians to Taliban officials, all while continuing its effort to radicalize and recruit from diaspora communities across and even outside of Central Asia. Last year we saw the growing ISISK threat manifest as hundreds were killed in attacks in both Moscow and Tehran and through the foiled plot to attack the 2024 Summer Olympics in Paris.

Nevertheless, the United States continues to display strong leadership, working closely with our partners such as the Pakistanis who recently arrested a key planner in the Abbey Gate attacks. That individual has since been brought to the United States to stand trial for his crimes. The Pakistanis themselves are no strangers to the terrorist threat that festers within their own borders. 2024 was one of the most violent years in over a decade for Pakistan. Groups such as Tehrik-i-Taliban, Pakistan and the Balochistan Liberation Army threatened civilians and Pakistani security forces alike. Rising violence from such militant groups and others pose a significant threat to Pakistan’s internal security and has been the source of much friction between Pakistan and its neighbors in the region.

Most recently, we saw the devastating attack on the Indian controlled Jammu and Kashmir where the 2026 individuals, primarily tourists, were brutally and deliberately killed in cold blood by militants. The attack led to a military conflict between two major nuclear powers, the first of its kind in years.

I want to be clear; I respect India’s sovereign right to defend itself against rogue actors seeking to sow instability in the volatile region. But I support and encourage both sides to work earnestly to resolve the areas of conflict.

As we discussed the challenges emanating from the region, it’s essential to assess the tools that we have at our disposal to continue the fight against terrorism. The Trump administration is uniquely, has a unique opportunity to find new ways to engage our regional partners and find a new path to stability and security.

So I want to say thank you to our witnesses, Ms. Curtis and Ms. Todd, for being here today and I look forward to a robust conversation.

The signing ceremony was witnessed by the Chief Executive, Mr John Lee, with the Secretary for Culture, Sports and Tourism, Miss Rosanna Law, and the Chief Executive Officer of the HKJC, Mr Winfried Engelbrecht-Bresges, representing the Government and the HKJC, respectively.

Speaking at the signing ceremony, Miss Law emphasised that the successful hosting of the 15th NG, the 12th NGD and the 9th NSOG is a major priority for Hong Kong this year. She highlighted that the staunch support and sponsorship from the HKJC would significantly boost event preparations in Hong Kong, particularly in supporting volunteer service programme, territory-wide community and school promotional activities, and initiatives enabling underprivileged groups and youth to attend the events as spectators. She expressed gratitude for the HKJC’s contribution and reaffirmed Hong Kong’s commitment to co-hosting with Guangdong and Macao a simple, safe and wonderful Games.

Other attending guests included the Chairman of the HKJC, Mr Michael Lee; the Deputy Director-General of the Co-ordination Department for Hong Kong and Macao affairs of the Organising Committee of the 15th NG, Mr Zhang Zhihua; the Permanent Secretary for Culture, Sports and Tourism, Ms Vivian Sum, and the Head of the NGCO, Mr Yeung Tak-keung.

The HKJC has been ardently supporting mega sports events hosted by the country, including the 2008 Beijing Olympics, the 2010 Guangzhou Asian Games and the 2022 Hangzhou Asian Games. For the 15th NG, the 12th NGD and the 9th NSOG to be held this year, in addition to the financial support, the HKJC will deploy around 100 members from its volunteer team to provide voluntary services in various areas of the events to be held in the Hong Kong competition region.

The Hong Kong Special Administrative Region Government looks forward to collaborating with the HKJC to further promote sports development in Hong Kong and the Guangdong-Hong Kong-Macao Greater Bay Area.

    Question for written answer  E-002476/2025
    to the Commission
    Rule 144
François-Xavier Bellamy (PPE), Laurent Castillo (PPE), Céline Imart (PPE), Christophe Gomart (PPE), Nadine Morano (PPE), Isabelle Le Callennec (PPE)

In statements of 19 March 2019 and 26 April 2023, the Forum of European Muslim Youth and Student Organisations (FEMYSO) formally denied all links to the Muslim Brotherhood and announced its intention to ‘take legal action against organisations and individuals’ making these accusations. However, a report published by the French Ministry for Internal Affairs in May 2025, entitled ‘The Muslim Brotherhood and Political Islamism in France’, names FEMYSO as a major player in the Muslim Brotherhood network. Based on the above, as well as the threat that political Islamism poses to the future of the EU and the recent meeting between the Commissioner for Intergenerational Fairness, Youth, Culture and Sport and FEMYSO representatives on 13 June 2025, we ask:

    • 1.Is the Commission privy to new information disproving the serious accusations levelled against FEMYSO in the aforementioned report?
    • 2.If not, will the Commission stop all collaboration with FEMYSO in order to curb the influence of the Muslim Brotherhood, an organisation which appears on an EU Member State’s blacklist of organisations linked to ‘religiously motivated crime’?

PM remarks to the British Chambers of Commerce: 26 June 2025

The Prime Minister gave remarks to the British Chambers of Commerce.

Thank you, Shevaun, and not just for that introduction, but for all of your leadership over four years now. It’s really good to have been working with you. And I know how valuable this chamber network is to UK PLC, representing us around the world. Building your own communities, brick by brick, creating the jobs, the wealth, the tax receipts that means that we have the opportunity to change our country for the better. And I want to begin by thanking you for all of that. Because, look, I fully acknowledge, and I do acknowledge here, that this year, as we’ve had to fix the foundations of our country, deal with the unprecedented mess that we inherited, we’ve asked a lot of you. I understand that and I want to acknowledge that. It has made a huge difference. Because of it, the money has gone into the NHS and waiting lists are coming down. We’ve put investment into the skills of our young people. The new homes, new roads, new infrastructure that we’re building, they are all vital for the long-term growth of our country. But none of that would have been possible without your contribution, and I say thank you. It’s what I mean by partnership. It’s what I spoke about, Shevaun, two years ago when I last came here. Because for me, this is not just dialogue, it’s a partnership of us all, the British nation, facing down the challenges of a volatile world together. It’s a more volatile world than I think many of us have seen in many years, and frankly the more I see the way this world is changing, the more I see the future that we must build, and the more convinced I am about the need for this unity, a sense between us of shared national purpose. And that is, I believe, how we can rise again together and mark my words, we will.

Take the Spending Review. This is a clear shift in the nature of this government, beyond fixing those inherited problems and now investing in the future of our country. We’ve, as it were, wiped the slate clean, we’ve stabilised the economy, and now we can go on to the next phase of government, building on that foundation, building a fairer Britain, change and renewal that you can feel. And that means, of course, that we have to back you to the hilt, because your members are the engines of growth in every community across the United Kingdom. And that’s the responsibility of partnership, and we want to be the best state partner for enterprise anywhere in the world and to give you the best possible conditions to succeed, and I am optimistic about this. And don’t get me wrong, I know that the trading environment is not easy. The challenges that you face are front and centre of my mind. When I’m sitting across the negotiating table with the EU, with the US, with India, whoever it is, trust me, I’m fighting for you, and politics is about who do you have in your mind’s eye. But together I do believe we’ve got to stop doing that British understatement thing. We do it all the time, including me. Because believe you me, this is a great moment to get on the phone to the world and say, take another look at Britain. I was speaking to Jensen Huang the other day, CEO of Nvidia, the largest semiconductor company in the world, and he was saying Britain is in a Goldilocks situation on AI. Ready to take off, a really good place to be investing. You can see it with Amazon this week, a massive 40-billion-pound investment in our country. One of the biggest investments that’s ever gone in. Thousands of jobs created in Hull, in the East Midlands, in Northampton, which means that since July of last year, we’ve attracted over 120 billion pounds into our economy. Now, you will all get this and understand this straight away, but these are companies that can invest anywhere in the world. They don’t have to invest here, but they’re choosing Britain. And that’s a sign of confidence in our plan for change, that we are a stable partner, that we are open for business, that we are putting our money in your customers’ pockets. [Political content redacted]. 380,000 jobs have been created. More demand for your goods and your services. More opportunities to boost your bottom line. Because, this is crucial, as we fix those foundations, we also make choices that will make us a fairer, more prosperous country. For example, as Shevaun mentioned, two years ago at this conference, I set out that bold vision in relation to planning reform, then leader of the opposition – to remove the blockages in the system, to build the labs, the warehouses, the grid connections that all of your businesses need. And two years later, standing here, that vision is written into legislation and we’re pushing it through Parliament. And every day new spades are hitting the ground. Growth revised up because of it. A promise made to you two years ago – a promise delivered.

It’s the same with our industrial strategy announced earlier this week. For far too long, Britain ignored this. We didn’t back businesses, we didn’t invest in projects and technology that are critical to our future. Didn’t have a plan that gave your businesses the certainty that you need. Well, now we have that plan and it’s been drawn up in partnership and it is, quote, ‘a significant step forward for our economy’. That’s not my words, they’re Shevaun words. And as she says, and this to me was the most important part in Shevaun’s response on your behalf, that what you shared with us, what you fed in, has been quote, ‘heard and reflected in our strategy’. Your fingerprints are on that strategy. It came out of the discussions that I and others have had with many people in this room. It wasn’t plucked out of the sky by a government, it was reflecting back what you had told us needed to change. And that is what I mean by partnership, where both partners do different things, bring different things to the table. It’s a statement shared by other leaders. What Shevaun said wasn’t just what Shevaun thought, what you thought, it was the sentiments of the CBI, of Enterprise Nation, the Federation of Small Businesses, Make UK, Small Business Britain, and the Startup Coalition. Backing British business with significant investment in R&D. New technical colleges across the country. Electricity bills slashed for more than 7,000 businesses – that will make a massive difference, so many people in this room and elsewhere have said to me, it’s the energy cost here, they’re not competitive across Europe, we have to find a way to bring them down. That’s what we’ve been able to do to boost our competitiveness. A promise that we made and a promise that we have delivered.

And across the country, it’s the same story. Stripping out regulation that blocks investment. Pushing forward with radical devolution agenda. Investing in skills and making sure that that’s devolved. Unlocking pension wealth to back British business. Building new infrastructure the length and breadth of our country. Carbon capture projects in Merseyside, in Scotland and along the east coast. Nuclear in Nottinghamshire and, of course, at Sizewell. Rail investment in Wales. A new runway at Heathrow. New Metro schemes everywhere from the Northeast to the West Midlands, Manchester, Sheffield and Leeds.

And now today, another step, a new trade strategy that I am proud to launch at this conference, because there’s no better place for that than with Britain’s leading exporters, with you. It builds, as you would have expected, and of course, on the deals we’ve already struck with India, the United States and the European Union. The hat-trick, as I call it. I’ve played defensive midfield all my life as a footballer. The last time I got a hat-trick, I think, was when the kids were about seven and I could just about get the ball past them, so I’m going to take this particular hat-trick. But look, seriously, you don’t need me to stand here and tell you how important these trade deals are. The EU SPS agreement on its own is a huge boost for food exporters and importers, driving down the cost base for retailers, reducing friction for our exports. A huge boost for the food industry and, I think, a sign that partnership is not just empty rhetoric, that we’re prepared to fight for your political case for the growth and jobs that you can deliver. Small businesses, of course, as well as larger firms. And that EU-UK reset is so important on so many strands. There were 10 strands to that agreement. The SPS was one of them. There was the Defence and Security Partnership. Yesterday, I was at the NATO summit, we were increasing spending on defence across all of our allies. And because of the relationships that we’ve built, as people increase their spending, they’re coming to us for discussion. They were doing it in the margins of the meetings yesterday because they know that we have the ability to help them with the defence capability that they need to build. And therefore, the EU-UK reset is about the strands that are in the deal, but it’s also about the relationships that we’re building that absolutely help and enable trade, and you will understand that. But that mindset is true of all the other deals.

The US deal, hugely important for car manufacturing, particularly for companies like Jaguar Land Rover. And before we made the deal, and after we made the deal, I went to Solihull, to JLR, a number of times to speak to the workers there and to look into their eyes, and I know how much it meant to them. Before the deal, they knew that trading at 27.5 per cent tariffs into the North American market was really difficult, and they absolutely appreciated what that meant for them, for their jobs, for their families and their communities. And that’s why when we got the deal done, when we got it over the line eventually last week, that signature, the CEO of JLR, Adrian Mardell, called me and made it crystal clear that thousands of jobs across the West Midlands had been saved. And then think of the supply chains that go with that, in logistics, in engineering, in freight. Think of the demand in the local economy, the cafés, the retailers, the pubs. And that is all true of that deal. It’s why we had to be so focused to achieve that deal. The only country in the world to have got a trade deal with the US, something which we’ve been talking about for a very, very long time, is vital for these sectors that it protects.

And that approach is true also of the India deal, again talked about for a very long time, but an unprecedented opportunity for UK PLC to access the world’s fastest-growing economy. And I’ve spoken to some of our whisky and gin distillers about the India deal and they’ve told me that their concern now is whether they can produce enough to meet the demand. What a great problem to have, what a great problem. It’s a huge win for them. And under the India deal, tariffs for our car manufacturer slashed from over 100 per cent to just 10 per cent, the best terms of any country in the world – a deal which people said could never be done. That actually is true of all three deals. They said it wouldn’t be possible to get a US deal, it wouldn’t be possible to get an EU deal, if you had a US deal, you had to choose between the two, and it certainly wouldn’t be possible to get an India deal. We’ve been able to get them and that is brilliant for Britain and brilliant for you. And we’ll go forward from here, and it’s not just the terms of the trade deal, it’s the signal that it sends about us, a transformation of our global brand.

Because for years the message the previous government was sending to the world was one of chaos, instability, the lack of courage to strike deals. Because when push comes to shove, in my view, they put politics before country. And together we’ve now completely turned the page on that. With these three deals, we’ve rewritten our brand, restored our identity that even in this volatile world, Britain is proudly, unashamedly, defiantly even, open for business. And today’s trade strategy builds on that. We’re going to keep pushing, keep making deals, keep opening up new markets for you. We’re expanding the capacity of our export credit agency by 20 billion pounds, and I know how important that is for everyone in this room. We’re launching a new Ricardo Fund. We will reduce trade friction for professionals in engineering, architecture, accountancy and so much more, opening up five billion pounds worth of export opportunities.

Because trade isn’t just about goods. We’re a services superpower, so we’ll back our exporting services as well, show more flexibility in that approach. And what we want to do is push not just for traditional trade agreements, but also for smaller deals that we can make quicker, at pace. Whether that’s a digital trade agreement with Brazil, Thailand or Kenya, clean energy cooperation with the Philippines and Mexico, professional qualification recognition all around the world. But perhaps, most importantly, in this uncertain and challenging world, we will also give ourselves new powers on trade and defence, make sure that if your businesses are threatened by practices like dumping, that we have the right powers to defend you. And I’m determined that Britain becomes a global champion for free trade. I’m determined that we are the beacon for those values. And frankly, I think our actions already speak louder than any words. But in a world where things can change quickly, as you’ve seen in the recent days, we have seen in sectors like steel that protection measures do need to be put in place, then we have to be ready to back British business. And that is what we’ve done on trade, that is what we will do in the future right across our economy. Businesses creating wealth in every community, and a [political content redacted] government investing in the skills, the infrastructure, the future that we need to build. A partnership in the national interest, driving us forward, delivering change and renewal, putting more money in the pockets of working people. That is the change that we can deliver together, a Britain that is back in business. Thank you very much indeed. Thank you.

  • MIL-OSI USA: Congresswoman Tenney Reintroduces Legislation to Celebrate National Women’s Sports Week

Source: United States House of Representatives – Congresswoman Claudia Tenney (NY-22)

Washington, DC – Congresswoman Claudia Tenney (NY-24) and Senator Joni Ernst (R-IA) today reintroduced a bicameral resolution designating the week of June 23, 2025, as National Women’s Sports Week. The resolution marks the anniversary of the passage of Title IX on June 23, 1972, and celebrates the growth and continued success of female athletics.

Additional co-sponsors of the legislation include Representatives Randy Weber (TX-14), Nancy Mace (SC-1), and Ralph Norman (SC-5).

National Women’s Sports Week celebrates the achievements of female athletes and the coaches and parents who support them. It recognizes the impact of Title IX, which since 1972 has guaranteed equal access to athletic opportunities for women and girls. Since its passage, female participation in high school sports has increased by 990%, and by 545% in college athletics. This resolution reaffirms Congress’s commitment to protecting these opportunities for future generations.

“Women’s sports have empowered generations of female athletes to compete, lead, and break barriers. National Women’s Sports Week is an opportunity to honor that legacy and recommit to protecting equal opportunities for women and girls under Title IX. I am honored to introduce this legislation and to celebrate the progress female athletes have made and reiterate our continued advocacy to ensure that every young woman in America has the chance to compete on a level playing field,” said Congresswoman Tenney.

“Whether it’s growing as a leader, winning a championship, or securing a scholarship to college, sports open doors for young girls,” said Senator Ernst. “I’m proud to lead this resolution to celebrate National Women’s Sports Week. Every girl deserves a level playing field — one based on biology, not ideology — where she has every opportunity to compete and win.”

“I’m so thankful to Senator Ernst and Representative Tenney for leading this important resolution. Women’s Sports Week is a powerful reminder of what we’ve gained and what we must continue to protect. I’m proud to stand with leaders who are boldly defending fairness, safety, and opportunity for every female athlete,” said Payton McNabb, Independent Women’s Voice ambassador.

“President Trump has taken strong action to defend female athletes. But the fight isn’t over. Too many women and girls are still seeing fair competition ripped away as men are allowed to enter and dominate women’s sports. This has to stop. Women’s sports week is a time to recommit to standing up for fairness and common sense in sports. Thank you Senator Ernst and Congresswoman Tenney, for marking this week as the time to celebrate women and girls in sports,” said Carrie Lukas, Vice President of Independent Women’s Voice.

  • MIL-OSI Africa: 500 Days to Dakar 2026: Youth Charter Launches Global Call 2 Action for Sport, Youth and Peace

With 500 days to go until the Dakar 2026 Youth Olympic Games, the Youth Charter (www.YouthCharter.org) has launched a Global Call 2 Action to establish a bold new legacy vision for Africa and the world through sport, education, and community empowerment.

This milestone moment comes as the Olympic Movement celebrates the historic appointment of Kirsty Coventry, the first female and African President of the International Olympic Committee (IOC). The Youth Charter is calling on the IOC, African Union (AU), and global stakeholders to ensure the Dakar Games leave a lasting impact beyond the sporting arena by investing in young people and their communities.

“Dakar 2026 must be more than a celebration, it must be a catalyst for lasting change,” said Youth Charter Founder and Chair, Geoff Thompson. “We are calling on global institutions, governments, and civil society to back a pan-African legacy of safe spaces, opportunity, and hope for our youth.”

    Community Campus Legacy Proposal

At the heart of the Youth Charter’s proposal is the Community Campus model—a place-based, people-led ecosystem of support that integrates education, sport, culture, enterprise and health.

The Youth Charter is proposing the establishment of:

    • 26 Community Campuses across Africa, beginning in Senegal,
    • A continent-wide network of 100 trained Social Coaches
    • A digital engagement platform to link youth voices to decision-makers,
    • A tri-partite legacy partnership between the IOC, AU, and Youth Charter.

The proposal aligns with the IOC’s Olympism365 strategy, the AU’s Agenda 2063, and the UN’s Sustainable Development Goals

    Voices from the Movement

Young people and communities from Cheetham Hill in Manchester to Soweto in South Africa have already begun mobilising through Youth Charter-supported consultations, highlighting an urgent need for action in response to rising violence, inequality and disconnection from opportunity.

The press release follows a formal submission made by the Youth Charter to the IOC and AU, requesting urgent steps to embed youth-led, community-driven legacy planning into Dakar 2026 and future Olympic movements.

“We must move from events to legacies, from promises to places, where young people are engaged, equipped and empowered with hope and social, cultural and economic opportunities,” said Geoff Thompson.

    • Use tools from the casino to help manage your spending. Many good sites have options like deposit limits and self-exclusion to help you stay on budget.

  • MIL-OSI Russia: “Rafting is a sport, a journey, mutual support, motivation”

    Translation. Region: Russian Federal

Source: State University Higher School of Economics – State University Higher School of Economics –

Photo from Nikita Zhuravlev’s personal archive

The first university rafting teams (men’s and women’s) appeared at the National Research University Higher School of Economics, and a graduate of the program became their coach.Media communicationsFaculty of Creative Industries, President of the Moscow Rafting Federation and founder of the rowing club “Akademiya” Nikita Zhuravlev. This season, the team will have six important starts in the amateur league. The coach told “Vyshka.Glavnoe” why this can be considered a unique event.

For a wide range of people

    — We are holding the first amateur rafting competitions in Russia under the auspices of the federation. Until now, during the 25 years of the existence of the Rafting Federation, competitions were held exclusively in the sports variation. These are technically complex competitions with many disciplines and a high entry threshold. People who are currently involved in rafting are students of sports schools or Olympic schools who have dedicated their entire lives to this sport. Despite the fact that the federation has existed and developed for a long time, there is a very small influx of new people here. It is difficult to master a raft on rough water, and in the competition format it becomes almost impossible.

We have completely rewritten the rules of sport rafting, adapted them for people who are not involved in sports. Now we want to attract university teams, as well as participants in the Moscow government project “Moscow Longevity” – older people who have never encountered rowing or active sports in their lives. They have the opportunity to touch our favorite business and compete with each other on equal terms.

    Unique competition venues

    — We will hold all stages of the amateur rafting league at the facilities of the Moscow Sports Committee, the Ministry of Sports, including the Olympic rowing facilities, which are not accessible just like that. For example, on May 24, we held competitions at the Olympic rowing canal, which took 10 years to build, was put into operation only last year and is still a facility exclusively for training and performances of the Russian Olympic teams. We received the unique right to be the first to represent our sport on the rowing canal, after us the facility will be put into full operation for amateur, professional, sports and commercial rafting.

Contribution to the development of sports

    — At the moment, I am the president of the Moscow Rafting Federation and the founder of the rowing club “Academy”. I have been working towards the position of president of the federation for a long time, without even knowing it. And I got it due to my investments in professional sports, performances in the professional arena as a member of the Russian national team and due to social activities – creating conditions and infrastructure for sports. Now my club “Academy” has five branches, and in each of the branches we have created infrastructure opportunities for people to come and do rafting without buying their own equipment, without investing in any special preparation processes, trips, logistics, and so on. That is, we have given people the opportunity to do sports due to the fact that the water areas are currently fully prepared, we have written down all the regulations, formed a coaching staff and a methodological basis for training.

    Rafting for students

    — The first stage of the amateur league was attended by teams from top universities — the Higher School of Economics, RUDN, Bauman University, MGIMO. In the near future, we will organize a separate student amateur league. This is an opportunity to show the results of the university’s activities in comparison with other universities, its achievements and how the university cares for its students, what support it provides them.

At the moment, I am a coach and trustee of the Higher School of Economics rafting team. I have maintained a fairly strong connection with the university, I am grateful to it for the education I received, for its contribution to my development as an individual, as a professional in my field. And I am very close to the attitude of the university, when you are perceived not only as a labor unit, but also as an individual. Therefore, when I had the opportunity to provide support, my choice fell on the student team. In this status, I myself was a member of the Russian national team. And in this status, I looked for sponsorship support, went to organizations, various enterprises. I know from experience how important it is for students to be accompanied by a mentor, to have someone senior, especially if he himself comes to them and offers various options for self-improvement, development, development. And all this is stretched by the red thread of our love for the university.

    HSE Team

    — The HSE team is made up of activists from the XSPORT sports club. Before meeting and interacting with me, the guys had been developing various volunteer activities, organizing sports events at the HSE, mass sports events both at the university’s venues and in the city environment.

At the moment, the team is actively participating in the amateur rafting league. This is a cycle of five stages, which are combined into a general team standings. That is, the team wins the league based on the results of its performances at each of the five stages. During preparation for the league, the participants practice the technical features of raft control, we develop their general physical fitness, teach water safety, rowing techniques, biomechanics, sports physiology and carry out psychological training of rowers. Thus, this year the HSE team will have six official starts, held by the Moscow Rafting Federation. These are five stages of the amateur rafting league and the Moscow championship. If the team is selected for the capital team, we will take them to the Russian championship.

    Workout

    — Our training takes place at the bases of my rowing club, Academy. I conduct regular training for two Vyshka teams — women’s and men’s, 12 athletes. We work with them every Tuesday and Thursday from May 1, regardless of weather conditions, air and water temperature. We prepare with them to participate in the amateur league. And our main goal is the successful preparation of the team to compete in the Moscow Championship. If successful, the athletes will receive a title, ranks, and will be selected for our Moscow team. And this will be the first student crew, entirely formed from students of one university, which, I hope, will represent the interests of our city in the framework of official competitions under the Ministry of Sports.

    Why You Should Try Rafting

    — Rafting is a sport that combines several areas. It is an exclusively sports component, a competitive element. It is a journey, local history, because most of the rafting stages take place in the autonomous regions of our country, in mountainous areas, in places that are impossible to get to on purpose. Most often, these are glaciers, Altai, Karelia, the Caucasus. Areas that are sparsely populated, and it is very difficult to learn about them from any popular sources.

In addition, people learn to work together. This is interaction, mutual support, motivation, sport through the prism of pleasure, when people come not only to row, but also to actively socialize.

    About plans for the future

    — My plan as the president of the Rafting Federation is to make this sport accessible, organize a full-fledged student league, a corporate league, combine student sports with professional sports, create a bridge between these two concepts and smoothly integrate people who have sincerely fallen in love with rowing with all their hearts into high-performance sports. If we talk about specific steps, this is filling our calendar with large, significant events, not just competitions, but sports festivals.

  • MIL-OSI Africa: Rwanda: African Development Bank kickstarts pioneering cable car project in Kigali

Source: Africa Press Organisation – English (2) – Report:

The African Development Bank (www.AfDB.org) has approved a grant of $500,000 to undertake a feasibility study into the first phase of a cable car transport network in Kigali, that will be sub-Saharan Africa’s first aerial urban transit system.

The funds, to be sourced from the Bank Group’s Urban and Municipal Development Fund (https://apo-opa.co/45CiDm9), are expected to help pave the way for the Kigali Urban Cable Car Project, a 5.5 km mobility initiative valued at $100 million and promising to ease the city’s traffic congestion, reduce greenhouse gas emissions, and connect underserved communities to jobs and essential services.

The Urban and Municipal Development Fund (UMDF) is a trust fund hosted by the African Development Bank, which provides direct support to cities, to mobilize funding and technical assistance, develop partnerships, city engagement, project identification and investment.

Phase 1 of the project will comprise two critical transit corridors: Nyabugogo Taxi Park to the Central Business District (CBD) Hub; and the Kigali Convention Center to Kigali Sports City, connecting public landmarks such as Amahoro Stadium, BK Arena, and the newly developed Zaria Court.

The feasibility study is expected to position the project to attract international investment, including through platforms such as the Africa Investment Forum (AIF). The UMDF provided funding for the feasibility of another project in the country, the Kigali Urban Transport Improvement project, to help attract critical investment.

Construction is expected to begin in late 2026, with commissioning scheduled for 2028. Once complete, the cable car will convey over 50,000 passengers a day on a 15-minute end-to-end journey, integrating into the city’s existing transport infrastructure.

African Development Bank Group president Dr. Akinwumi Adesina, said: “This transformative project aligns perfectly with the Bank’s vision for sustainable, green climate-resilient urban mobility infrastructure, and with the Bank’s Ten-Year Strategy, which focuses on urbanization, and the Alliance for Green Infrastructure in Africa (AGIA), a global partnership initiative driven by the African Development Bank Group, Africa50 and the African Union. By financing Rwanda’s urban cable car system, we are investing in a scalable model of low-carbon, inclusive public transport that cities across Africa can emulate.”

The project is anchored in Rwanda’s Green Taxonomy, E-mobility Strategy, and Climate and Nature Finance Strategy (CNFS) and aligns closely with Rwanda’s national climate objectives, which target a 38% reduction in carbon emissions by 2030 and carbon neutrality by 2050.

The project implementation is expected to follow a Public-Private Partnership model, according to  Imena Munyampenda, the Director General of Rwanda Transport Development Agency.

The feasibility study plans to draw lessons from successful cable car systems in La Paz, Bolivia, and Singapore. The system will prioritize access for the disabled, employment opportunities for girls, women and low-income residents; and job creation, capacity building and technology transfer.

“This pioneering feasibility study is a game-changing milestone,” said Solomon Quaynor, African Development Bank’s Vice President for Private Sector, Infrastructure, and Industrialization. “Through the UMDF, AfDB is laying the foundation for an investment-ready green infrastructure asset that offers both impact and returns.”

    Blended Financing

The $100 million funding structure will comprise a strategic mix of grants, concessional loans, blended finance, and technical assistance. The UMDF grant will fund an assessment of the project’s viability gap.

The Rwandan government, the African Development Bank Group, and other development partners, will collaborate to offer blended financing, along with commercial funding from the International Finance Corporation (IFC), Africa50, the Trade and Development Bank (TDB), the Africa Finance Corporation (AFC), as well as private investors and the Alliance for Green Infrastructure in Africa (AGIA).

Building trust in justice: Reflections from the UK Supreme Court

Lord Reed’s address at the Supreme Court’s of Montenegro 80th anniversary and AIRE Centre’s conference

Copyright: Mirko Kuzman for AIRE Centre

Justice, transparency, and public trust – why it matters

Strengthening the independence, efficiency, and transparency of the judiciary is central to Montenegro’s reform process as it advances on its European path. It’s also at the heart of the UK’s partnership with Montenegro and our commitment to the wider Western Balkans.

Judicial independence is not only a legal principle, but it is the foundation of public trust in democratic institutions. The UK continues to support Montenegro’s efforts to strengthen the rule of law as part of a shared vision for a more stable, resilient, and prosperous region.

A shared commitment to the rule of law

On 21 June 2025, the British Embassy was proud to support a major conference hosted by the Supreme Court of Montenegro and the AIRE Centre, with the support of the European Union Delegation, marking the 80th anniversary of the Supreme Court of Montenegro.

The event brought together the judiciary, ministers, officials, Montenegrin and international experts, and partners to reflect on how courts can strengthen public confidence through greater transparency, openness, and effective communication.

The UK was honoured to be represented by Lord Reed of Allermuir, President of the UK Supreme Court, who shared the UK’s experience and reflections on judicial communication, media engagement, and public accessibility.

The UK’s ongoing support for judicial reform in Montenegro

The UK’s partnership with Montenegro’s judiciary builds on a long history of collaboration, supporting training, initiatives for judicial integrity and transparency, and practical cooperation between courts. These efforts complement Montenegro’s reform priorities.

We remain committed to supporting the development of strong, independent, and trusted institutions that are accountable to citizens and essential for democracy and stability.

    Lord Reed’s Speech

I am honoured to have been invited to address you. I know that this year – indeed, this month – is the 80th anniversary of the establishment of the Supreme Court of Montenegro. This is a time to celebrate its success and its achievements, and also a time to reflect on how our society has changed over that period and is continuing to develop, and on how the Montenegrin Supreme Court, and other courts, should respond to those changes. I have very much in mind the efforts being made to strengthen judicial independence, efficiency and public trust which I understand are being undertaken.

I have been asked to speak about transparency and communication. I want to begin with two fundamental questions. First, what do we mean when we talk about transparency in relation to courts? I would suggest that it means that the court and its work are open and visible to the public. In today’s society, that requires more than just allowing public access into court buildings, although that is a part of it. It also means making the work of the court accessible to the public, and having effective means of communication between the court and the public.

My second question is even more fundamental: why does transparency matter? There are a number of reasons, but I would emphasise one in particular. If you ask why the public accept decisions made by the judiciary, the answer, I would suggest, depends on confidence or trust. And trust depends on openness and effective communication with all parts of the community we serve. In the UK, a recent study found that public trust in the Supreme Court is closely connected to knowledge about its work; and public knowledge depends on transparency and communication.

So, considering transparency first, in the UK we normally have oral hearings in all cases, and they normally take place in public. Members of the public are encouraged to step inside the Supreme Court to watch our hearings and tour our court rooms. We are to some extent a visitor attraction. We have around 100,000 visitors a year, and our court rooms are usually busy with visitors. We have an exhibition area, where visitors can learn more about the court and its case law, and a public café. We also hold open days when more of the building is open to the public. We bear in mind that accessibility includes accessibility to children, and to people with special needs. For example, we hold tours for people with hearing problems, using sign language.

In addition, in the Supreme Court and the Court of Appeal, hearings are live streamed online, subject to a short delay in case anything confidential is accidentally mentioned. They are also made available afterwards on the court’s website and on YouTube. The Supreme Court also live streams the delivery of judgments, when the judge who has written the lead judgment gives a short explanation to camera of the court’s decision in accessible language. During the last financial year, around 750,000 viewers watched our cases and judgments on our website, and footage was also used on television and on media websites, under contractual terms set by the court in order to prevent misuse.

This has been a great help in our most controversial cases. For example, in a case concerned with a challenge to the way the government was proceeding with the UK’s withdrawal from the European Union, highlights of the hearing were shown on the television news, and were analysed by experts in much the same way as football matches, with replays of the most important moments. When we gave our judgment recently in a controversial case concerned with issues of gender, footage of the delivery of the judgment was shown on the television news. This helped to improve public understanding of what the court was deciding, and to raise the level of confidence that the judges were focused on issues of law and not on controversial political questions.

Televising hearings requires some thought where jurisdictions have a primarily written procedure. For example, in 2023 the French Cour de Cassation decided there was a need to be more transparent, and started to broadcast its hearings. However, the judges of that court were not accustomed to participating in the hearing and sat in silence during the advocates’ oral arguments. I have been told that the court then came under some criticism as members of the public gained the impression that the judges were not engaged in the issues that were the subject of the hearings. Careful consideration should therefore be given to how oral proceedings might be conducted if they are to be broadcast. One possibility is to follow the approach adopted by the European Court of Human Rights, where Grand Chamber hearings are live streamed. In those proceedings, the advocates present their arguments without interruption from the judges. However, at the end of their oral argument the judges then pose questions, after which the advocates are given time to consult with their legal team before providing responses.

We have also adopted the practice, in some controversial cases, of making the most important case papers available through our website, unless publication should be withheld for reasons such as commercial confidentiality or national security, so that they can be viewed alongside the live stream of the hearing.

Considering communication next, most people draw their knowledge of the judiciary and their opinions about the courts from the media, but media coverage of the judiciary is not always accurate or well-informed. To address that problem, the UK Supreme Court employs an expert communications team and uses a number of means to inform the public about our work. We recognise that the court operates in a media environment in which journalists and bloggers are expected to provide an instant response to our decisions. So members of the communications team work with the journalists who cover our work to help them to report it accurately. Where a judgment is likely to attract media interest, they allow journalists to see the judgment and the press summary an hour before they are made public, on a confidential basis. We do not do this in the most sensitive cases, or where prior knowledge of the judgment could be abused. But the confidentiality of the briefing is enforced by our law of contempt of court, and has never been breached.

The communications team also work with the judges to help them to communicate with the public, especially in the summaries that are delivered in court and live streamed on the internet when decisions are announced, excerpts from which may appear on the television news. They help us to ensure, for example, that the language we use in our summaries is understandable by members of the public and, in cases which will be reported in the media, that there is a short sentence or two in our summary which can be played or quoted in the reports and which explains the essence of our decision. They also maintain our social media accounts, with X, Instagram and LinkedIn, which have about 400,000 followers.

We also try to connect with the general public through our education and outreach work. For example, we have established a scheme which gives pupils at schools across the UK, aged about 16 or 17, the opportunity to take part in a live question and answer session with a judge of the Supreme Court from their classroom, via the internet. This has proved to be very popular with schools, and it enables the court to make direct contact with ordinary young people in a positive way. I also give occasional media interviews, including interviews for social media podcasts, when I try to explain our work in ways that the public can understand. We also organise an online course on the Supreme Court in partnership with one of our universities.  About 5000 members of the public have enrolled.

In the context of the UK, it has also been important for the Supreme Court to try to improve understanding in Parliament and in the government of the constitutional role of the courts. With the support of the Speaker of the House of Commons, the Supreme Court has engaged directly with all new Members of Parliament since our general election last year, providing each of them with materials explaining the rule of law and the constitutional role of the courts, taking part in question and answer sessions with Members of Parliament in private meetings, and encouraging them to visit the court and to meet justices and staff. We regard it as important to help politicians to understand the role of the courts, so that they support judicial independence and understand when we decide cases against the government, as sometimes happens.

In the context of the UK, it is also possible for the court to engage with the government in ways that encourage respect for judicial independence. There is generally a good understanding on both sides of the separation of powers. It has proved to be possible, in a context of mutual respect, to find ways of cooperating on projects of law reform and to encourage a sense that protecting the rule of law is a shared responsibility.

We also have an active programme to demonstrate that we are inclusive to all parts of our population, including ethnic and religious minorities. So we host visits from organisations supporting talented members of minority groups, and we offer internships at the court to young lawyers from disadvantaged backgrounds.

In conclusion, we all need to work to maintain public trust in the administration of justice. I am grateful that we can share ideas and learn from each other as we work to safeguard the rule of law, for the benefit of both our societies.

  • MIL-OSI: Bitget’s Proof of Reserves Highlights 199% Coverage Ratio in June 2025

    Source: GlobeNewswire (MIL-OSI)

VICTORIA, Seychelles, June 26, 2025 (GLOBE NEWSWIRE) — Bitget, the leading cryptocurrency exchange and Web3 company, has released its June 2025 Proof of Reserves (PoR), revealing a total reserve ratio of 199%, an increase from 192% in May. This continued rise shows the platform’s ability to maintain a reserve well above the industry-standard 1:1 ratio, effectively covering all user-held assets with significant overcollateralization.

According to the June audit, the platform holds 28,286.53 BTC against 6,593.8 BTC in user liabilities, marking a 429% reserve ratio. For USDT, Bitget maintains 1.75 billion tokens in reserve versus 1.61 billion in user holdings, yielding a coverage of 108%. ETH assets show a similar trend, with 219,917.71 ETH held against 148,754.3 ETH in user accounts, resulting in a 148% ratio. USDC holdings recorded the highest increase, with 138.88 million USDC backing just over 51.44 million in user assets—a, a 270% reserve ratio. These numbers reflect a consistent strengthening in asset management and surplus reserves across the board since last month.

The reserve data is generated using Merkle tree technology, with the June snapshot reflecting 27 layers and over 40 million individual asset records. This mechanism allows users to independently verify the existence and adequacy of reserves through Bitget’s open-source tool, MerkleValidator, available on GitHub.

Bitget first implemented the Proof of Reserves mechanism in December 2022. Since then, the platform has maintained monthly updates to ensure full transparency and real-time assurance to its user base. Alongside PoR, Bitget also operates a US$600 million Protection Fund, aimed at enhancing user security by offering a safeguard in the event of extreme market conditions or unforeseen asset risks.

“Maintaining reserves well above security, it’s about building infrastructure that can withstand volatility and maintain user trust during periods of uncertainty. Security is a design choice, and our reserve model shows a long-term approach to protecting users at all times,” said Gracy Chen, CEO at Bitget.

With the June update showing stronger reserves across all major assets, Bitget continues to lead among centralized exchanges in publishing independent, verifiable, and surplus-backed Proof of Reserves.

ROCK HILL, South Carolina, June 26, 2025 (GLOBE NEWSWIRE) — Today, 3D Systems (NYSE: DDD) announced that its 3D bioprinting technologies have enabled FDA approval for the regenerative repair of peripheral nerve damage. For the last several years, 3D Systems has partnered with TISSIUM, a French MedTech company that is a pioneer in the development of biomorphic programmable polymers for tissue reconstruction, to develop a bespoke 3D printing solution for the repair of damaged peripheral nerves. Combining TISSIUM’s expertise and proprietary biomorphic programable polymers with 3D Systems’ ground-breaking regenerative medicine bioprinting technologies has resulted in the successful development of a fully bioabsorbable 3D-printed medical device for nerve repair utilizing a unique photopolymer. This device, called COAPTIUM® CONNECT with TISSIUM Light, is a first-of-its-kind, atraumatic, sutureless solution for the repair of peripheral nerves. Earlier this week, TISSIUM announced that the U.S. Food and Drug Administration (FDA) has granted De Novo marketing authorization for this solution. This milestone validates the polymer’s clinical potential and paves the way for its use across a broad spectrum of transformative applications. Its unique polymer characteristics enable the production of high-resolution, elastomeric biodegradable implants that are unique in the industry.

“This is a significant advancement in patient care,” said Scott Turner, vice president, advanced systems, 3D Systems. “It has been tremendously rewarding to work alongside the talented team at TISSIUM to design a complete 3D bioprinted solution that offers the potential for patients to recover from peripheral nerve damage. I truly believe this will redefine treatment paradigms and offer hope to individuals that have suffered from the effects of nerve damage in regaining their quality of life.”

This milestone is yet another proof point of 3D Systems’ nearly decade-long leadership position in bioprinting. In 2017, 3D Systems entered into a joint development program with United Therapeutics Corporation, the goal of which is to establish an unlimited supply of human lungs, requiring no immunosuppression, allowing all patients with end-stage lung disease to receive transplants which will enable them to enjoy long and active lives. 3D Systems has focused primarily on establishing the 3D printing technology to produce scaffolds meeting the extreme precision and resolution requirements for a functional human lung and to do so in a manner that yields the physical, mechanical, and biocompatibility performance to influence cell behavior and reproduction required for extended use in the human body. Its Print to Perfusion™ process enables 3D printing of high-resolution scaffolds, which can be perfused with living cells to create tissues. Through the combination of bioprinting technology, biocompatible 3D printing materials, and a broad range of cell types including patient-derived cells, the Company’s biomedical engineers can construct patient-specific living tissues.

“Over the past several years, we have made phenomenal progress building upon Chuck Hull’s invention of 3D printing, and pushing its capabilities into new frontiers,” said Dr. Jeffrey Graves, president & CEO, 3D Systems. “Whether in our medical device business through the production of patient-specific implants and surgical solutions, or through the work our regenerative medicine team is doing, 3D Systems is making a profound impact not only on how healthcare is delivered, but on the quality of patients’ lives, and continues to solidify what I believe is an unparalleled role we play in advancing medicine with additive manufacturing applications. This latest accomplishment by TISSIUM, enabled by our unique 3D printing technology, is one more example of how 3D Systems is transforming patient care for a better future.”

According to Markets and Markets1, the global 3D bioprinting market was valued at $1.3 billion in 2024, and is expected to reach $2.4 billion in 2029. Nearly 40 years ago, 3D Systems created the innovation of 3D printing and reimagined the approaches and processes for product development, parts manufacturing, and personalized healthcare through additive manufacturing solutions. The Company’s additive manufacturing solutions are transforming how healthcare is delivered. As a pioneer in personalized healthcare solutions, 3D Systems has worked with surgeons for over a decade to plan more than 150,000 patient-specific cases and additively manufacture more than two million implants and instruments for 100+ CE-marked and FDA-cleared devices from its world-class, FDA-registered, ISO 13485-certified facilities in Littleton, Colorado, and Leuven, Belgium. 3D Systems is leveraging this experience to innovate bioprinting technologies to transform patient care. By enabling the fabrication of living tissues, the Company believes its bioprinting technology will unlock the promise and potential — to develop new therapeutics, and to improve patient lives.

  • MIL-OSI United Kingdom: Council awarded share of €7.5m PEACEPLUS funding to deliver community cross border walking programme

Source: Northern Ireland City of Armagh

Armagh City, Banbridge and Craigavon Borough Council is proud to announce it has been awarded funding from PEACEPLUS to help deliver ‘Walking for All’, a participation-based walking programme which will engage over 14,000 people in walking in rural areas in Northern Ireland and the border counties of Ireland.

The funding announcement of €7,536,957 from PEACEPLUS is a programme managed by the Special EU Programmes Body (SEUPB).

Walking for All aims to create healthier rural communities by encouraging participation in walking through organised, volunteer-led walks. These short walks, guided by trained volunteers, will be held in local community spaces and will also aim to bring diverse communities together, fostering acceptance and respect for differences.

Key outcomes of this cross-border cross-community project include the appointment of dedicated Walking for All Officers, who will oversee the recruitment and training of Volunteer Walk Leaders. These leaders will support the creation of nearly 600 walking groups across rural communities, with the aim of engaging thousands of individuals in regular, social walks.

The project involves 19 partners. Outscape, a registered charity and not-for-profit organisation, will co-ordinate and lead the project. Delivery on the ground across Northern Ireland will be undertaken by Armagh City, Banbridge and Craigavon Borough Council, 7 other Northern Ireland Local Authorities and Causeway Coast and Glens Heritage Trust. There will be 6 Local Sports Partnerships (LSPs) in Republic of Ireland who will also be responsible for project delivery including Louth, Cavan, Leitrim, Monaghan, Donegal and Sligo. Sport Ireland, Mountaineering Ireland and the Public Health Agency in Northern Ireland are support partners and were instrumental in the development of the programme.

Lord Mayor Alderman Stephen Moutray said: “We are delighted to be one of the delivery partners for Walking for All and receive this funding from the Special EU Programmes Body to implement Walking for All. Being part of this programme under the mentorship of Outscape, we can take significant steps towards improving the health and wellbeing of rural communities in Armagh, Banbridge and Craigavon.

“We look forward to being part of this collaborative approach which will use walking to address issues associated with people’s health, social exclusion and isolation.”

Gina McIntyre, CEO Special EU Programmes Body commented: “Significant developments have been made in the provision of collaborative cross-border services in recent years, providing equality of access for citizens in rural areas. The EU INTERREG programme enabled much of this work and PEACEPLUS funding now builds – and further expands – these collaborative initiatives into areas of increasing wellbeing and reducing social isolation in rural areas.”

Speaking on the project’s potential impact, Caro-Lynne Ferris, Executive Director at Outscape commented: “This is the most ambitious project Outscape has undertaken to date, and it marks a major milestone for both Northern Ireland and the border counties. We are excited to work with communities across NI and ROI, helping them embrace walking as a means to better health and strengthen social connections. This project will be a powerful catalyst for increased social cohesion and community wellbeing, with impacts that extend far beyond its duration.”

Spanning the next three years, the project represents a significant step towards Armagh City, Banbridge and Craigavon Borough Council achieving its vision of ‘A happy, healthy and connected community, a vibrant and sustainable economy and appealing places for living, working and learning’ by delivering on one of its strategic goals of providing opportunities which improve quality of life and wellbeing for our communities in outdoor activities.  Walking For All also aligns with key government priorities, including the draft Obesity Strategy ‘Healthy Futures’ in Northern Ireland.

  • MIL-OSI China: Volleyball culture thrives in Guangdong’s Taishan

Source: People’s Republic of China – State Council News

In the history of Chinese volleyball, the city of Taishan in southern China’s Guangdong province holds a place of honor. Known today as the “Hometown of Volleyball,” Taishan has spent over a century weaving the sport into its cultural fabric.

The story began in 1914 when overseas Chinese brought volleyball to Taishan. The sport quickly took root and spread across the region, evolving from a foreign novelty into a beloved local tradition. Over time, volleyball transitioned from village courtyards to professional arenas, becoming a symbol of community identity. In 1956, People’s Daily dubbed Taishan the “Hometown of Volleyball” after the local men’s team won a major tournament in Beijing, cementing the city’s reputation in the national spotlight.

In Taishan, volleyball is more than just a game—it’s a cultural emblem. Courts can be found in nearly every village, and during holidays, volleyball tournaments are held throughout the city and countryside.

This passion is matched by a dedication to excellence. Taishan coaches and players have developed unique strategies—such as the famed “short players versus tall opponents” approach—centered on speed, agility, and versatility. Its various techniques have not only delivered impressive victories, but also influenced the evolution of China’s volleyball tactics.

One of Taishan’s most distinctive contributions to the sport is the development of nine-player volleyball. This variation, known for its moderate intensity and flexible playstyle, enjoys widespread popularity among locals. It has also become a cultural bridge, connecting overseas Chinese communities where it was introduced by Taishan’s diaspora.

In 2022, Taishan’s nine-player volleyball was listed as a representative item of Guangdong’s intangible cultural heritage. The city responded by launching a series of books titled “The Story of Taishan Volleyball” and began testing national rules for nine-player competitions to promote standardized development across China.

Today, Taishan continues to nurture the sport’s legacy. The city’s men’s nine-player league has been named a model event in China’s national public sports programs. Schools across Taishan offer volleyball courses, and tournaments of all sizes take place year-round.

  • MIL-OSI: MoonFox | Bilibili: A “Forever Young” Platform with a Long-term Vision

    Source: GlobeNewswire (MIL-OSI)

Shenzhen, June 26, 2025 (GLOBE NEWSWIRE) — Shenzhen, June 26, 2025 (GLOBE NEWSWIRE) — Since Q3 2024, Bilibili has achieved profitability for three consecutive quarters, marking an acceleration in its commercialization efforts.
Over the past few years, the explosive growth of short video has significantly disrupted traditional content production and marketing models. As a leading platform for medium-to-long video, Bilibili bore the brunt of these shifts, and its relatively slow commercialization was frequently questioned. However, it’s clear that Bilibili has consistently sought a balance between community-driven content and commercial monetization — striving to enhance its revenue capabilities while preserving its signature user experience and community atmosphere.
With the release of its Q1 2025 financial reports, Bilibili has successfully initiated a positive feedback loop between commercialization and content innovation. As the internet UV dividend reaches its ceiling, we have to re-evaluate Bilibili’s true marketing value.

    I.         Evolution of User Value: Still Youth-oriented, with Upgraded Consumption Vitality
As one of China’s earliest ACG (Anime, Comics, and Games) communities, Bilibili has long attracted passionate niche enthusiasts, building a culture where users “Powered by Love”. This grassroots, interest-based social environment has continuously drawn waves of young creators. Compared to 2021 (when the average user age was 23 and users under 25 made up 50.08%), the platform’s user base has aged slightly, with an average age of 26 in 2025. However, its core user value remains clear: youthful, highly engaged, and increasingly capable of spending.
The platform’s mass-market evolution has not diluted its youth-oriented DNA. Beyond the core ACGN demographic, students and young professionals fresh out of college continue to inject new vitality into the community.

    • According to MoonFox Data, as of April 2025, Bilibili’s monthly active users had an average age of 26. Among them, 62.25% were aged 16-35. Among new users added in April, 70.82% were in the 16-35 age group.
    • In contrast, back in April 2021, the age structure of users was younger. According to MoonFox Data, as of April 2021, Bilibili’s monthly active users had an average age of 23. At that time, 50.08% of active users were under 25, while users over 35 made up only 16.18%, which was 15 percentage points lower than in 2025.

According to MoonFox Data, Bilibili is also seeing a growing presence of female users. In April 2025, women accounted for 44% of active users, increased by 1 percentage point YoY. Notably, female new users significantly outpaced male users throughout the past year. This influx has driven growth in content consumption, especially in lifestyle-related verticals, though challenges remain in sustaining long-term retention and monetization of these new cohorts.
According to the 2024 financial report, views in the maternity and parenting category content rose 76% YoY, significantly outpacing other categories. In addition, content related to home decoration, beauty & fashion, automotive, and sports & fitness also showed rapid growth.

Over the past three years, both Bilibili’s monthly active users and the number of paid Premium Members have continued to rise steadily. User stickiness keeps increasing. Since Q3 2023, the platform has maintained a daily active user base of over 100 million, with average daily usage time stabilizing between 100-110 minutes.

Whether measured against long-form video platforms or mainstream social media apps, Bilibili continues to exhibit strong competitiveness in terms of user time spent. As the platform expands to reach a broader audience, its user retention and engagement have remained robust. These “high levels of stickiness” reflect Bilibili’s consistent strength in content creation and community value.

II. Evolution of Content Value: “Professional Production + Youthful Expression” as a Strategic Moat
    1.         Deepening OGV Strategy to Build a Robust IP Matrix
In terms of content formats and production models, leading social platforms such as Douyin, Xiaohongshu, and Bilibili all offer broad creative ecosystems. Content ranges from UGC (User-Generated Content), PUGC (Professionally User-Generated Content), PGC (Professionally Generated Content), to OGV (Occupationally Generated Video), delivered via short videos and medium-to-long videos, live streaming, images, and audio, often cross-distributed across platforms. Among these, OGV represents Bilibili’s key strategic lever for deepening content value and building platform differentiation. The continued premiumization and IP-ification of OGV not only enhances Bilibili’s brand but also creates more monetization opportunities for other content creators by expanding content categories and formats.
Bilibili’s OGV ecosystem now follows a clear incubation path: “Premium Content” → “Evergreen IP” → “Cross-platform Phenomenal IP”. Premium Content includes high-quality documentaries, original Chinese animation, music variety shows, and short drama series, giving rise to new breakout titles each year. “Evergreen IPs” emerge from long-tail influence and continued investment in premium content. A select few IPs break through platform boundaries, achieving phenomenal widespread social impact.

    2.         Unique Variety and Documentary Styles: Bilibili’s “Methodology” for Cross-demographic Breakthroughs
Bilibili’s variety and documentary programming stands out for its youth-centric storytelling and emotional resonance, achieving both critical acclaim and commercial success. A standout case is Guarding Jiefang West Road, which debuted in 2019. This documentary-variety hybrid follows real cases from a local police station on the streets of Changsha City, adopting a reality TV style to deliver legal education. In a series of hilarious and absurd real events, legal knowledge is conveyed to the audience. The series was dubbed “a hand-drawn scroll of urban life” by the Bilibili users and went viral, eventually airing on CCTV and regional television networks.
The vivid portrayal of everyday life infused with a lively local atmosphere, the integration of Changsha’s cultural and tourism elements, and the personalized expression shaped by the reality show format have not only inspired organic sharing among young audiences and prompted offline check-ins, but also created opportunities for commercial partnerships in future IP series. The exclusive title sponsorship spans a wide range of industries, including food and beverages, pharmaceuticals, insurance, and automotive. In addition, the program collaborates with professional content creators to interpret legal knowledge and analyze real-life cases, generating secondary dissemination and enabling multi-channel brand integration.
In 2023, Bilibili and Shenzhen Media Group partnered with the same production company of Guarding Jiefang West Road, TVZONE, to launch The Glorious Pediatricians, an innovative medical documentary series. The IP leveraged nearly the same commercialization playbook as Guarding Jiefang West Road, from narrative tone to brand partnerships and cross-channel distribution.
Beyond large IPs, Bilibili has also cultivated a range of niche, small-format shows that deeply explore social issues and Gen Z lifestyles, capturing mindshare within specific subcultures. These titles often go viral thanks to a content strategy combining OGV (full-length programs) + PUGC (expert content) + UGC (cross-industry uploader content). Examples include the 2024 “International Chinese Debating Competition”, the 90’s Dating Agency launched in 2021, and the upcoming 00’s Career Agency and 90’s Rental Agency in 2025.
    3.         Doubling Down on Original Chinese Animation to Strengthen Predictable Revenue Streams
In 2023, Bilibili’s senior leadership revealed that 67% of Bilibili’s ACG users had begun actively consuming original Chinese animation, with users watching an average of 10 series each, totaling over 700 million hours of view time and 5 billion user interactions. Bilibili’s deep understanding and sensitivity to the ACG industry forms a key moat in its original Chinese animation strategy. In turn, this strengthens user stickiness and drives monetization through membership subscriptions, advertising, derivative products, and offline events.
At the end of 2024, Bilibili announced a lineup of 43 upcoming original Chinese animations, backed by a clearer and more strategic release schedule compared to previous years. In 2025, IP sequels, female-centric IPs, and original animation have become core highlights. Among the 12 original series, several are continuations or expansions of existing hit IPs, such as Yao-Chinese Folktales 2 and Link Click: Yingdu Chapter. To Be Hero X, which launched globally in April, marks Bilibili’s first original Chinese animation released simultaneously worldwide. As of May 27, the series was still ongoing, having amassed 97.51 million views on its Mandarin dub and over 6 million views on the Japanese dub, outperforming earlier entries like To Be Hero: BABA and To Be Hero: LEAF.
In addition to originals, adaptations of popular comics and novels remain pillars of the original Chinese category. Notably, in 2025 Bilibili has moved beyond its traditional “male-oriented action drama IPs”, tapping into content that resonates with female viewers. For example, the adaptation of The Legend of Princess Chang-Ge, which premiered in February, and the upcoming animation First Frost, both reflect a shift towards more emotionally driven storytelling. This shift reflects not only the platform’s broader approach to content themes, but also a subtle response to the evolving needs driven by the growth of its female user base. However, The Legend of Princess Chang-Ge failed to meet audience expectations, receiving an average rating of 7.6, significantly lower than its fantasy-genre peers. Viewer criticism cited plot alterations and stiff 3D character modeling as major issues, indicating that female-oriented IP adaptations still pose notable creative challenges for Bilibili’s original Chinese animations.
    4.         The Uploader Ecosystem: Connecting with Users through “Content Quality”
While Bilibili, like other platforms, employs “interest-based” content recommendations, its waterfall-style feed gives users greater control over final content selection. This increases visibility for mid- and long-tail uploaders, making content quality the core driver of user retention. This more decentralized distribution mechanism has fostered a healthy creative environment, enabling UP creators to build lasting relationships with their audience through consistent, high-quality output. According to Jiemian.com, nearly 90% of Bilibili Power Up 100 in 2024 had been publishing content for over 5 years. Over 2 million creators have been active on the Bilibili for 5+ years,
This robust creator(uploader) ecosystem fuels diversified content demand, while Bilibili’s active community feedback loop helps scale content innovation and creator growth.
As of now, Bilibili’s homepage features 36 primary content categories, and official data indicates that more than 2 million subcultural tags exist on the platform. In 2024, its daily video views averaged 4.8 billion. From the annual report data, it is evident that content in emerging sectors such as maternity & childcare, sports & wellness, travel, and AI is also growing rapidly on Bilibili.

In Q1 2025 alone, viewing time for AI-related content increased by 130%. Notable uploads include: A 10,000-Word Deep Dive: What Are AI Agents?, posted in March by @qiuzhi2046, which garnered over 440,000 views. A 2022 upload from @xiao_lin_shuo, titled How Advanced Is AI? Isn’t It Growing Too Fast?, which continues to gain traction, now surpassing 1.55 million views as of late May. These videos combine technical insights with a relaxed, humorous delivery. In addition, Q1 saw a rapid surge in paid courses on AI fundamentals, Python, and practical AI tools, reflecting strong demand. Uploaders, through youthful and accessible communication styles, help demystify complex topics. As a result, new technologies and product innovations can quickly reach and resonate with younger demographics, building early-stage trust and engagement.

III. Evolution of Marketing Value: From “UV Pool” to “Endorsement Pool”
    1.         “Trust Endorsement” Through Cultural Identity
By investing deeply in OGV content, Bilibili has built a rich matrix of cultural IPs, fostering a strong sense of trust and identity among users. When brands participate as title sponsors or co-creators, they are seen as part of the “Powered by Love” community. In recent years, numerous emerging consumer brands have embedded themselves into Bilibili’s ecosystem by “playing” with users, blending in naturally with youth subcultures and communities.
For example, in the automotive sector, Wuling Motors sponsored the popular interview show Wuling Auto, and collaborated with top auto uploaders to showcase product strength. Its official account, @Wuling Silver Mark, has amassed 970,000 followers. In 2024, the game Black Myth: Wukong went viral, driving fans to visit real-life filming locations. This cross-industry linkage was dubbed a “pilgrimage tour” by Bilibili users. The official account @Culture and Tourism Department of Shanxi Province launched a series of culture and tourism video campaign titled “Travel Shanxi with Wukong”, with single episodes surpassing 1.2 million views, effectively promoting local culture and landscapes in multiple aspects.
    2.         Long-term “Companion Marketing”
While 5G online surfing and memes thrive in Gen Z culture, Bilibili’s connection of “Youthful Expression” with young users goes beyond trend-chasing. What really sets the platform apart is its ability to deliver deep emotional value through companionship and shared growth. “Companionship and personal growth” are key themes that enable Bilibili’s content to resonate with younger audiences. The platform’s strength lies in its ability to build long-term user engagement and embed brand perception early in the consumer journey. Popular content IPs span key moments such as college entrance exams, graduation season, summer holidays, and Youth Day, offering brands concrete scenarios to expand their influence and revitalize their image.
In the consumer goods sector, Dreame, Guyu, and Laifen, among other emerging Chinese brands, have all established content matrices on Bilibili to engage young consumers. In the food &beverage industry, Uni-President Group sponsored the Bilibili Graduation Concert for three consecutive years (2022-2025), while also investing in original comedy content and foodie uploaders. These efforts gradually reshaped its brand image, increasing penetration among younger audiences.
    3.         “Authenticity” as a Driver of High Conversion
Bilibili’s highly participatory user base, known for their “real human” feel, raises the bar for brand marketing & endorsement, but it also creates valuable opportunities for small and mid-sized brands. Bilibili’s community atmosphere amplifies the weight of user feedback. Metrics such as the number of danmaku, video completion rate, and the “triple interaction”(likes, coins, and sharing), and favorites serve as concrete indicators of content quality. At the same time, the higher threshold for user engagement makes interactions more meaningful. Because of this high bar for interaction, Bilibili has been seen as harder for advertisers’ endorsement and slower in conversion compared to platforms like Xiaohongshu or Douyin.
However, during the 2023 “618” Shopping Festival, beauty brand PROYA achieved a live streaming ROI of 2.69, among the highest in the industry, challenging traditional perceptions. In e-commerce monetization on Bilibili platform, home & lifestyle uploader @Mr.MiDeng generated over RMB10 billion in GMV in 2023, while fashion uploader @Yingwuli achieved RMB 50 million in a single live session in 2024 and now hosts monthly live sales. A series of best-selling new product categories shows that users on Bilibili still possess strong untapped purchasing power. At the same time, when we look at the sources of these best-selling products, many “niche yet high-quality” brands have successfully generated endorsement and achieved strong conversion rates.
Whether it’s @Mr.MiDeng or @Yingwuli, their sales are driven by long-form videos or live streaming rich in industry insights and in-depth product explanations, covering everything from product colors, materials, and manufacturing processes to after-sales service and issue resolution. Compared to the brand endorsement and marketing premium brought by major labels, smaller brands with reliable quality and durable products are often more likely to gain popularity under the influence of content uploaders.

IV. Conclusion: Bilibili Is Redefining the Future of “Youth Marketing” through a Positive “Content – User – Commerce” Cycle
From a niche ACG vertical community “Powered by Love” to a profitable content platform with three consecutive profitable quarters, Bilibili has preserved its youthful DNA. Yet it has also evolved into a more inclusive space, welcoming diverse interests from female users to lifestyle enthusiasts. Its expansion into OGV content, while maintaining strong creator ecosystems, positions Bilibili as a comprehensive video platform, one that deepens premium content moats, strengthens user stickiness, and broadens commercial possibilities.
For brands, Bilibili’s value extends far beyond being a mere “UV Pool”. It serves as a cultural and emotional companion to multiple youth cohorts, and has become an irreplaceable space for both emerging and mid-tier brands looking to connect authentically with young audiences. As users cast their votes through the triple interaction, their danmaku comments also convey a strong authenticity sense toward the product. The collaboration between brands and creators feels more like an in-depth dialogue rather than a hard-sell ad driven purely by UVs.
For Bilibili, sustained profitability may only be the beginning. By leveraging content to win the hearts of young users, its business model is in turn fueling a virtuous cycle—reinvesting in the very content ecosystem that brought them there. This positive flywheel is laying a long-term foundation for the platform’s future growth.

  • MIL-OSI Russia: The most obedient dogs will compete for the Capital Cup

    Translation. Region: Russian Federal

Source: Moscow Government – Government of Moscow –

The first championship for dog owners will be held as part of the Summer in Moscow project “Capital Cup” in obedience. The competition will be held on June 28 from 10:00 in the canine park on Kolskaya Street (property 16a). They will be part of the all-Russian sports competitions and the Russian Cynological Federation (RKF) championship in obedience. In addition, the championship is included in the program of the series of events “Friend, savior, protector”, aimed at highlighting the role of dogs in the life of modern society.

    Sports discipline “obedience”

Obedience is an international sport discipline in which a dog, under the guidance of a handler, must perform exercises with maximum precision, speed, and initiative. It arose from the basic skills of animal training: calling, moving close, endurance, control at a distance.

Inna Baranova, chief judge of the RKF championship “Cup of the Capital”, RKF judge for working qualities of dogs of national certification competitions, sports judge of the first category, says that at the competitions not only the correctness and technique of completing tasks are assessed, but also the nature of the interaction between a person and a pet during the performance.

Russian athletes remain among the leaders in obedience in the world. In 2016, the Moscow region hosted the World Championship, which brought together participants from 25 countries. The Russian team then took second place, and in 2021, they won gold at the World Championship in Switzerland.

This discipline is currently experiencing a period of growth in our country. Almost every subject of the Russian Federation has a section in which athletes take their first steps under the guidance of experienced instructors. Five or six all-Russian competitions are held annually. Trainers from Russia are in demand in neighboring countries.

The first “Capital Cup” championship in obedience together with the RKF championship in Moscow is aimed at developing and popularizing the culture of systematic dog training based on mutual understanding between the animal and the person. The focus is not only on sports achievements, but also on the social significance of the discipline: it clearly demonstrates the importance of ethical treatment of animals, a careful and thoughtful approach to their training. The higher the level of training, the safer the dog is for both others and the owner.

Such events help to strengthen the culture of responsible dog ownership, reduce the level of conflicts between pet owners and local residents, and also become a good factor in the development of a comfortable urban environment – a priority goal of the “My District” program.

Sergei Sobyanin: Full-fledged canine parks will be created in MoscowA large canine park has appeared in the south of Moscow

    Features of the competition

Sports pairs compete in three difficulty classes: Obedience 1, Obedience 2 and Obedience 3. The latter is the most difficult, and it is in this class that major international competitions and world championships are held under the auspices of the International Cynological Federation (FCI).

“The pair (human and dog) must demonstrate a set of exercises, the number and complexity of which depend on the class in which they perform. Points from five to 10 are awarded for each exercise, where five is the minimum positive assessment, and 10 is the ideal performance of the exercise. The accuracy of command execution, the speed of the dog’s reaction, and its ability to maintain concentration throughout the entire exercise are taken into account. The overall impression of the work during the entire performance is also assessed: contact with the handler, desire to work, and positive mood,” says Inna Baranova.

    Championship program

The championship in the canine park on Kolskaya Street will also be held in the highest difficulty class. Athletes will compete in two parallel rings. 12 sports pairs from Moscow, Moscow, Voronezh, Kostroma and Vladimir regions will compete for the title of RKF champion and the sports title of “Master of Sports of Russia”. The overwhelming majority of participants in the “Obedience-3” class perform with border collie dogs, but this championship will feature a pair that includes a Russian black terrier – the pride of Russian cynology.

After lunch, the program will continue with all-Russian competitions in the Obedience-2 and Obedience-1 classes, where there will be a fight for sports ranks.

The Obedience 2 class will feature 12 sports pairs from Moscow, Moscow, Voronezh and Nizhny Novgorod regions. Spectators will see such breeds as the Labrador Retriever, Russian Hunting Spaniel, Golden Retriever, Miniature Schnauzer, Belgian Shepherd and Australian Kelpie.

The largest class, “Obedience-1,” will bring together newcomers: 20 sports pairs from five regions of Russia with a wide variety of dogs, from a tiny Pomeranian to a giant Great Dane.

Each participant will perform eight exercises, and their performance will be assessed by a panel of judges consisting of two sports judges and two stewards, who work in two parallel rings.

Accessibility of the discipline and requirements for participants

The discipline “obedience” is suitable for dogs of all breeds and sizes, including mongrel animals. The main requirements are the absence of aggression, physical and mental health, readiness to interact with the handler. You can try your hand at the initial level from the age of 10 months.

Most often, border collies participate in such competitions, but animals of other breeds, from small to large, including service and decorative ones, regularly join them. The level of training of the handler plays a significant role. The discipline requires systematic work, a consistent approach and a long training process.

Obedience demonstrates the possibilities of effective interaction between humans and dogs, being one of the most universal and accessible areas in modern sports cynology.

Master classes on training and expert advice

An additional program has been prepared for guests. There will be master classes on training, as well as consultations with specialists – dog handlers, groomers, veterinarians. A separate area will be made for children, where creative activities will be held. Quizzes and a photo zone will be organized for visitors with animals.

The series of events “Friend, Rescuer, Defender” will begin in the capital on May 24

“Pets in Moscow” — a project of the Moscow Mayor’s “My District” program aimed at creating new types of dog walking areas. Today, the capital has 79 such spaces, including two dog parks. They are suitable not only for free walks with pets and effective training, but also for large dog events — competitions and exhibitions.

“My area” — a comprehensive program of the Mayor of Moscow for the development of the urban environment. Its goal is to create comfortable living conditions in all areas of the capital. Convenient courtyards, landscaped parks, modern social infrastructure facilities within walking distance are important components of the program.

Cycle “Friend, savior, protector” — a project covering more than 200 events, is a platform for a full-fledged dialogue between professionals — dog handlers, veterinarians, groomers, zoopsychologists — and dog owners, as well as for anyone who is just thinking about getting a four-legged friend. The series is aimed at popularizing a responsible attitude towards animals and raising the level of knowledge of city residents about the maintenance, upbringing and role of dogs in society. This year, the events are held from May 24 to September 14.

Project “Summer in Moscow”— the main event of the season. It brings together the most vibrant events of the capital. Every day, charity, cultural and sports events are held in all districts of the city, most of which are free. The Summer in Moscow project is being held for the second time, and the new season will be more eventful: new, original and colorful festivals and events will be added to the traditional ones.

CA added that over 16% of the tickets sold so far have been purchased by Indian fan clubs. Notably, the Bharat Army has acquired more than 2,400 tickets, making it one of the most active fan groups. Fans based in India have also shown strong interest, purchasing over 1,400 tickets.

  • MIL-OSI New Zealand: Sixty-seven more police join the blue family

    Source: New Zealand Police

Deputy Commissioner Tania Kura, members of the police executive and wing patron former police officer, Glenda Hughes congratulated the 67 graduating constables from Wing 385 today.

Also attending the graduation and presenting the prize to the top award winner was Minister of Police Hon Mark Mitchell.

Families and friends celebrated the newly attested police officers at Te Rauparaha Arena, Porirua this afternoon acknowledging the successful completion of their initial training course.

There are some likeminded individuals in the wing with 13 of the graduates having family members currently working in the New Zealand police.

Four of those thirteen graduates were inspired by their fathers who are all constabulary working in Waikato District. The four new officers will be working in Waikato alongside their dads.

One proud father is Senior Constable Ross Moratti. “I’m honoured that Jordan decided to follow in my footsteps, he’s worked incredibly hard and will be a really amazing officer.”

Newly attested Constable Jordan Moratti says “Growing up seeing my dad in police gave me some encouragement to do the same. I really want to help people and I needed a job that was inspiring and challenging – like policing is.”

Six wing members have family serving in police services in other parts of the world and twelve recruits were born overseas.

Two of the three award winners have made New Zealand their home.

Top award winner and winner of the Driver Training Award is Australian born Sophie Eskrigge. She put her study skills from university to good use, by capturing the top of wing prize.  Sophie has a diverse education ranging from marine science, and chemistry, to finance and accounting and is now studying for a post graduate degree in property practice. “I am truly honoured to receive this award, and be recognised by my peers and our sergeants, but I humbly take it on behalf of all my wing-mates. The hard work and dedication we’ve all put in to making it to our graduation day shows that everyone is a leader in their own right.”

  • Zimbabwe women set for historic ICC Championship debut with New Zealand tour in 2026

    Source: Government of India

    Source: Government of India (4)

The Zimbabwe women’s cricket team is set to make its long-awaited debut in the ICC Women’s Championship, marking the beginning of their quest to qualify for the Women’s ODI World Cup for the first time in their history.

Their campaign will begin with a white-ball tour of New Zealand in February–March 2026, which includes both ODI and T20I series.

The tour will feature three ODIs — scheduled for March 5, 8, and 11 in Dunedin — officially marking Zimbabwe’s entry into the ICC Women’s Championship. These matches will not only be Zimbabwe’s first-ever Women’s ODIs against New Zealand but also their first appearance in the expanded 2025–29 Championship cycle, which now features 11 teams instead of 10.

The fourth edition of the Championship will serve as the qualification pathway to the 2029 Women’s ODI World Cup.

Ahead of the ODIs, Zimbabwe will also contest a three-match T20I series in Hamilton on February 25, 27, and March 1, marking their debut against New Zealand in Women’s T20Is.

Zimbabwe’s inclusion in the ICC Women’s Championship represents a significant leap forward for the country’s women’s cricket program.

Speaking on the occasion, Zimbabwe Cricket (ZC) Managing Director Givemore Makoni hailed the development as a historic milestone.

“It is a proud and exciting moment for us as Zimbabwe Women prepare to compete at the highest level of the global game,” Makoni said. “This is not only a testament to how far our women’s cricket has come but also a strong endorsement of our vision and investment in developing the women’s game.”

As part of the Championship cycle, Zimbabwe will host four three-match ODI series at home — against South Africa, West Indies, Sri Lanka, and Ireland — and play away series against India, Bangladesh, Pakistan, and now New Zealand. It’s a schedule that promises both exposure and challenge as the team aims to establish itself among the top-tier nations in women’s cricket.

To date, Zimbabwe Women have played ODIs against only six teams, with Full Member fixtures limited to matches against Bangladesh, Ireland, and Pakistan. The tour of New Zealand will open a new chapter in their international journey.

With Zimbabwe’s entry, 11 of the 12 ICC Full Members are now part of the Women’s Championship. Afghanistan remains the sole exception, as its women’s cricket program came to a halt following the Taliban’s return to power in August 2021 and subsequent restrictions on women’s sports in the country.

    Remarks as prepared:

Mr. Speaker, I rise today to honor the life and legacy of Frederick W. Smith. Who left us this past Saturday, June 21, 2025, at the age of 80.

Mr. Speaker, if I were to stand and speak at this podium all day, I would barely be able to scratch the surface of Fred Smith’s extraordinary life, his influence on the country and the world, and his profound impact on the City of Memphis.

To many people, Fred Smith will likely be remembered as a titan of industry and the founder of FedEx. To my constituents, he will be remembered as a champion for the City of Memphis. Personally, I will remember Fred Smith as a man who loved his country and devoted his life to the American dream.

Born in Marks, Mississippi and raised in Memphis, he was very proud of his country. Fred Smith was a true patriot – serving honorably as a Captain in the United States Marine Corps in Vietnam. After that service, he returned home with a bold idea – a company that could deliver packages overnight around the world. Fred Smith turned that idea into a global enterprise: revolutionizing international supply chains, transforming how businesses operate, and changing how people connect.

Fred Smith not only directed and dominated the modern logistics industry, he created it. For more than 50 years after the conception of FedEx, he continued to lead it.

Today, FedEx operates in over 220 countries, but its heart and headquarters remain in Memphis, Tennessee. Through FedEx, Fred Smith turned Memphis into a global logistics hub – driving economic growth across the region, while employing tens of thousands of Tennesseans. Today, the FedEx world hub at Memphis International Airport is one of the busiest and largest cargo airports in the world. FedEx is the largest Fortune 500 company in the state of Tennessee.

Fred Smith’s commitment to Memphis went far beyond business. In fact, upon Fred’s passing on Saturday, former Memphis Mayor Jim Strickland said, “Fred Smith was the most significant Memphian in history. He gave them a fair shot at their American dream and his philanthropic work helped support countless organizations”.

Thanks to Fred Smith, Memphis acquired the NBA’s Grizzlies in 2001 when he committed to purchasing the naming rights for the future home of the basketball team: the FedExForum. Two years ago, when the University of Memphis was ambitiously pursuing stadium upgrades for the football team, Fred Smith and his family committed $50 million to help the school achieve its financial goals.

Fred and Dianne Smith, and the Smith family, have donated to so many worthwhile causes in the Memphis area, including the world-class Memphis Zoo. Memphians can also thank Fred Smith for saving the FedEx St. Jude Golf Championship when it lost its previous title sponsor.

Yesterday, when discussing the life of Fred Smith, I talked with my good friend, Chris Richards. She was the General Counsel at FedEx and a close advisor to Fred Smith. A little over 25 years ago, Fred came to Chris with an idea he told her she would not like. He wanted FedEx to be involved in a major motion picture in which the plot involved crashing a FedEx plane. Fred thought that the script for “Cast Away” was a great read and could be a good movie that benefited the company.

As FedEx’s lead attorney, Chris told Fred there had never been an airline who willingly participated in a movie where they gave permission to crash their plane. Chris advised against all of it, but Fred wanted to think outside the box. He signed off on the idea. He was really impressed with the production staff and the movie star, Tom Hanks. That would be important years later.

At the request of former Senator Bob Dole, Fred became involved in the creation and fundraising of a World War II memorial to honor and remember our nation’s Greatest Generation. Fred would become a major factor in getting that memorial constructed. It would cost a lot of money to raise and build such a monument, but as a result of that movie, Fred turned to his friend, Tom Hanks, for his help and public support to help raise funds for the memorial. Indeed, that movie ended up being good for FedEx, and in turn, good for the World War II memorial and our nation.

With his passing, we honor and celebrate a lifetime of inspiring service and leadership.

We celebrate a Marine, a Memphian, and a really good man.

To Dianne and the entire Smith family, Roberta and I mourn with you.

To our nation, we lost an innovator, a job creator, a trailblazer, and a leader.

We are all better off for the remarkable life that he led.

With that, Mr. Speaker, I yield back.
