  • MIL-OSI Russia: Moscow schoolchildren win awards at the International Geographical Olympiad

    Students from the capital won four gold and two silver medals as part of the Russian team at the first Open International Geographical Olympiad. Representatives from more than 20 countries took part in it. This was reported by the press service of the capital Department of Education and Science.

    “The competition opened a new season of international Olympiads, in which the Russian national team officially participates. By the end of 2025, the national team will participate in seven more intellectual competitions. The capital’s schoolchildren received four gold and two silver medals. The high results of the children at international Olympiads testify to the comprehensive system of training talented children, which is provided by Moscow education,” the press service of the department said.

    In total, the Russian team received six awards. It included six Moscow students: Alexey Gorlov from the School of the Center for Pedagogical Excellence, Dina Islyamutdinova from School No. 2054, Elizaveta Kiseleva from the V.F. Ovchinnikov Secondary School, Tikhon Pulyayev from Yury V. Zavelsky Gymnasium No. 1543, Nikita Rusakov from the University Gymnasium of the Moscow State University (MSU) named after M.V. Lomonosov, and Christian Rymarchuk from A.S. Chufistov School No. 1794.

    WASHINGTON, D.C. – Today, U.S. Senator Marsha Blackburn (R-Tenn.) released the following statement after the Senate Commerce Committee advanced her bipartisan Restoring Confidence in the World Anti-Doping Agency Act, which would permanently provide the Office of National Drug Control Policy (ONDCP) the authority to withhold membership dues to the World Anti-Doping Agency (WADA) if the organization fails to ensure athletes are competing in drug-free Olympic and Paralympic Games.
    Last week, Senator Blackburn led a hearing to hold WADA accountable for its refusal to investigate Chinese swimmers who tested positive for performance-enhancing drugs before the Tokyo Olympics.
    “Since the Chinese doping scandal came to light, WADA has done everything it can to intimidate advocates for fair play and stonewall Congress,” said Senator Blackburn. “With the Commerce Committee passing my bipartisan Restoring Confidence in the World Anti-Doping Agency Act, we have sent a message to WADA that accountability and oversight are coming. We won’t be silenced by WADA or any international organization that tries to strong arm the United States in our mission to promote fair play in sports.”
    RESTORING CONFIDENCE IN THE WORLD ANTI-DOPING AGENCY ACT
    Last year, reporting revealed that more than two dozen Chinese swimmers tested positive for performance enhancing drugs one month before the 2021 Tokyo Olympics. The Chinese Anti-Doping Agency secretly cleared the swimmers of the doping.
    When WADA learned of these positive tests, the agency chose not to intervene or require China to follow WADA rules. Over a dozen of these swimmers competed in the 2021 Olympic Games, winning several medals, including gold.
    Last summer, new reporting revealed two additional Chinese swimmers – including one who competed in the 2024 Paris Olympics – tested positive in 2022 for a banned drug but were secretly cleared of doping by Chinese authorities.
    The Restoring Confidence in the World Anti-Doping Agency Act would: 
    Allow the ONDCP to withhold up to the full amount of membership dues to WADA. The U.S. is the WADA’s greatest contributor, which makes this a powerful tool.
    Authorize ONDCP to use all available tools to ensure that WADA fully implements all governance reforms, including a proper conflict-of-interest policy, and that independent athletes from the United States and other democratic countries, or representatives of such athletes, have a decision-making role on WADA’s Executive Committee and governing bodies.
    The Restoring Confidence in the World Anti-Doping Agency Act is co-sponsored by U.S. Senators Chris Van Hollen (D-Md.), Shelley Moore Capito (R-W.Va.), Richard Blumenthal (D-Conn.), Roger Wicker (R-Miss.), Lisa Blunt Rochester (D-Del.), and Ben Ray Luján (D-N.M.). It was introduced in the House by Representatives John Moolenar (R-Mich.) and Raja Krishnamoorthi (D-Ill.).

    LINCOLN, NE – Governor Jim Pillen announced that Matt Rhule, head football coach for the University of Nebraska-Lincoln, will keynote the Governor’s Summit the morning of August 14 in Kearney.

    “Coach Rhule loves Nebraska because — it’s the people! He is Nebraska and he brings positive energy, grit, determination and passion to leading young men,” said Gov. Pillen. “It’s exciting for us to have him at this year’s Summit to inspire all of us to be more than we believe we can be.”

    Rhule is entering his third season as the Nebraska’s head coach in 2025, having led the Huskers to victory in the Pinstripe Bowl to close out the 2024 season. He has 12 years of experience as a head coach, including nine years in the college ranks and three seasons as the head coach of the NFL’s Carolina Panthers. Highly regarded as a program builder and player developer, Rhule led successful turnarounds of the programs at Baylor and Temple and has improved Nebraska’s record in each of his first two seasons in Lincoln. A native of New York City, Rhule earned his bachelor’s degree in political science from Penn State and his master’s degree in educational psychology from Buffalo. He and his wife Julie have three children, Bryant, Vivienne and Leona.

    The 2025 Governor’s Summit officially kicks off on Wednesday night, Aug. 13, with a reception and banquet hosted by the Nebraska Diplomats. Thursday, Aug. 14, is the primary day of the Governor’s Summit. It features remarks from Gov. Pillen, a keynote from Husker Coach Rhule, a full slate of breakout sessions, and the inaugural Governor’s Youth Summit.

  • MIL-OSI New Zealand: Asset Recovery Unit seizes vehicles and cash in Gisborne

    Police have seized four motorbikes, two vehicles, and over $80,000 in cash following a number of search warrants in Gisborne.

    Earlier this week, Gisborne Police with the assistance of Hasting’s Police Asset Recovery Unit, executed three search warrants in the area for property believed to be obtained through illicit funds, connected to the methamphetamine supply chain in the region.

    During the search, Police located around $81,000 in cash, a Holden ClubSport, a Ford Ranger, and multiple Harley Davidson and Honda motorcycles.

    Central Asset Recovery Unit Detective Senior Sergeant Mike Fischer says by targeting illicit benefits obtained by drug offending, denies offenders the success of their offending and removes their ability to expand their offending.

    Gisborne Police will continue to hold people to account for supplying drugs as we see first-hand the harm it causes to our community.

    Detective Sergeant Eric Hunter says this operation will have a direct impact on the local methamphetamine supply chain.

    “Our partnership with the Asset Recovery Unit is proving very beneficial for the community and we will continue to work with them to target organised crime in Gisborne.”

    Benfica secured top spot in Group C at the FIFA Club World Cup with a 1-0 win over Bayern Munich on Tuesday, as Chelsea advanced from Group D and Auckland City stunned Boca Juniors with a 1-1 draw. Flamengo, already assured of a place in the last 16, drew 1-1 with Los Angeles FC in Orlando.

    In Charlotte, an early goal from Norway international forward Andreas Schjelderup inflicted Bayern’s first blemish of the tournament.

    Schjelderup timed his run to perfection to sweep home a first-time effort from 12 yards after compatriot Fredrik Aursnes crossed from the right wing.

    Bayern enjoyed almost three quarters of the total possession but rarely threatened against a disciplined and compact Benfica defense.

    The result left the Lisbon-based club a point ahead of the Bundesliga champions, who also advanced to the tournament’s next stage.

    “I think this was a very fair and important win, historic really,” Benfica manager Bruno Lage said. “We were as straightforward and assertive as we should be and I think we were very effective in delivering our strategy.”

    Benfica will meet Chelsea in Charlotte on Saturday while Bayern Munich faces Flamengo in Miami the next day.

    In Nashville, Christian Gray struck a second-half equalizer as Auckland City clinched its first point of the tournament against Boca Juniors.

    The Argentine outfit went ahead when Lautaro Di Lollo’s header from a corner hit the left post before ricochetting in off goalkeeper Nathan Garrow.

    But Gray equalized by latching onto a Jerson Lagos corner with a low header beyond Agustin Marchesin.

    Garrow repeatedly denied Boca with a series of sharp saves as the semi-professional team from New Zealand bowed out on an encouraging note.

    Boca finished third in Group C, joining fourth-placed Auckland City in exiting the competition.

    “I’m from a small town, a long way from here and a lot different to this environment. So it is somewhat of a dream,” Gray said after the match, explaining that he would go back to his job as a school teacher upon returning to New Zealand.

    “We’ve had some tough results, but I’m just happy for the team and the boys. I think we deserve it,” the 28 year-old added.

    In Philadelphia, Chelsea secured its passage to the knockout phase with a 3-0 victory over Tunisia’s Esperance in Group D.

    Tosin Adarabioyo opened the scoring with a looping header into the far corner after Enzo Fernandez’s floating free-kick.

    Argentina international midfielder Fernandez was again the provider as his lofted pass released Liam Delap, who shook off two defenders before calmly slotting a low finish past goalkeeper Bechir Ben Said.

    The Premier League side made it 3-0 in second-half stoppage time when Tyrique George’s long-range shot slipped through Ben Said’s gloves and rolled into the back of the net.

    The result meant Chelsea finished second in Group D with six points, three ahead of the eliminated Esperance.

    In Wednesday’s other fixture, a late Wallace Yan strike earned Flamengo a 1-1 draw with Los Angeles FC in Orlando.

    Denis Bouanga broke the deadlock against the run of play when he ran onto Timothy Tillman’s long free-kick before nutmegging goalkeeper Agustin Rossi with a composed finish.

    Wallace leveled two minutes later for the Brazilian club as he bulldozed his way into the box after Jorginho’s pass and lashed low past Hugo Lloris.

    Despite the result, Flamengo topped Group D with seven points while Los Angeles – which entered the match without hope of progressing – finished last, six points further back.

    The 2025 Jiangsu Football City League, dubbed with “Su Super League,” — made up of 13 city teams competing in the east China’s Jiangsu province — has become the most igniting sporting phenomenon in the country this summer. With no big name players and coaches, an amateur soccer league has captured the nation’s imagination largely through the fierce passion from local participants and fans.

    According to the statistics, only 29 out of the 500 participants were professional players, while the rest are amateurs from various industries.

    Lu Zhiyong, 32-year-old, a PE teacher at Xinhong Experimental School of Changzhou and also a midfielder of Changzhou Team, has become a campus star due to his performance in the past rounds of competitions at the league.

    Lu received systematic football training in his teenage years. After graduating from the college, he served as a PE teacher of Xinhong Experimental School and the coach of the school football coach. He leads the school team in training every day after school, coaching the young players football techniques and teamwork patiently. What’s more, he aims to impart the spirit of football to his students– get back after falling down and never give up while lagging behind.

    As the competition progresses, more and more students at school have been following the “Su Super League”. Whenever they see Lu Zhiyong, children cheer him on warmly.

    The “Su Super League” provides a shining stage for ordinary people like Lu Zhiyong. “As long as you have passion and delicate your all, each one can take the field and shine their own light,” Lu firmly believes.

    When tennis legend Serena Williams
    retired in 2022, she stated:

    If I were a guy, I wouldn’t be writing this because I’d be out there playing and winning while my wife was doing the physical labour of expanding our family.

    Many elite athletes end their sporting careers prematurely to have children, with the physical burden of pregnancy one of many barriers.

    Despite these barriers, a growing number of elite athletes are proving motherhood and elite sport are compatible and even complementary – but they need better support.

    Responding to this need, the Australian Institute of Sport (AIS) today announced new recommendations in this space, which are the most comprehensive of their kind globally.

    Just seven years out from Brisbane 2032 Olympics and Paralympics, this clearer new policy could give confidence to countless Australian athletes who are determined to become parents as well as striving for the podium.

    The push for more support

    Women can train safely during and after pregnancy but it is often practical challenges – like a lack of contract security, ranking and categorisation protection and limited access to parenting facilities – that prevent them from continuing in their sport.

    In Australia, Olympic sprint kayaker Alyce Wood, marathon runner Genevieve Gregson and water polo player Keesja Gofers have gone on to reach personal bests and career-highs after having children. These athletes have highlighted the challenges and gaps they faced along the way, despite organisational support for athlete mums improving in recent years.

    Alongside others athlete mums, they are now advocating for better support systems.

    This call to action has become increasingly urgent as women’s sport experiences unprecedented growth through increased visibility, investment and professionalisation.

    Research driving change

    Our CQUniversity research team partnered with the AIS and the Queensland Academy of Sport to develop national evidence-based recommendations to guide sporting organisations in how to support pregnant and parenting athletes.

    Underpinning these recommendations was a comprehensive series of studies spanning four years.

    The project began by exploring global findings to understand the barriers and enablers faced by elite athletes during preconception, pregnancy, postpartum and parenting.

    Our research found elite athletes encounter more than 30 unique barriers during these critical windows, including:

    • challenges planning pregnancy around sporting competitions
    • the physical impacts of pregnancy and childbirth
    • training considerations
    • the logistics and cost of caring for an infant while travelling.

    Central to these findings was sporting organisations’ lack of pregnancy and parenting policies.

    A subsequent review found only 22 out of 104 (21%) national sporting organisations had at least one policy detailing support for pregnant and parenting athletes.

    Listening to athletes and staff

    To better understand the gaps, our research team met with more than 60 elite women athletes, support staff (like coaches and health professionals) and organisational staff across 25 sports.

    We investigated the experiences and needs of elite athlete mothers and those planning children.

    We discovered the vast majority were unhappy with the level of pregnancy and parenting support provided by sporting organisations.

    They cited a lack of clear frameworks and women’s health education, prevailing stigma, discrimination and limited access to parenting facilities as key barriers.

    As one athlete shared:

    No one ever talks about it [starting a family] in my environment. It feels like a taboo topic because it’s kind of expected that it’s something you think about after sport. Like, your priority should be training and performing.

    Another athlete described:

    I’ve got a lot of friends who have also tried [returning after children] and have just not wanted to return because of the environment and lack of [organisational] support […] you have to go back to club level and then work your way back up to state and national level without any help or support.

    This input helped shape the AIS recommendations, which are the most comprehensive of their kind globally.

    They comprise of 19 policy recommendations and 89 practice recommendations (practical, actionable steps for sporting organisations to follow).

    The guide is also the first to include a suite of resources including pregnancy and return-to-sport plan templates, checklists, frameworks and helpful resources to support implementation.

    With the adoption of these recommendations, athletes will be able to:

    • disclose pregnancy on their own terms (excluding required medical clearances and safety precautions)
    • develop and regularly review a comprehensive, individualised plan guiding them through preconception, pregnancy, postpartum and parenting, in collaboration with relevant staff
    • take time away from their sport during preconception, pregnancy and postpartum without facing financial or ranking/categorisation implications
    • have continued access to facilities, services and relevant professionals during preconception, pregnancy and postpartum
    • maintain their preferred level of engagement with the sporting organisation while taking parenting leave.

    Sporting organisations adopting the recommendations should:

    • implement accessible pregnancy policies
    • educate athletes and staff on reproductive health
    • provide essential parenting facilities like designated breastfeeding and childcare spaces.

    The recommendations mark a significant step forward for women’s sport, directly addressing longstanding barriers. They will ensure women athletes receive the same basic rights and privileges standard for parents in most Australian workplaces.

  • MIL-OSI USA: NASA’s Perseverance Rover Scours Mars for Science

    In addition to drilling rock core samples, the science team has been grinding its way into rocks to make sense of the scientific evidence hiding just below the surface.

    On June 3, NASA’s Perseverance Mars rover ground down a portion of a rock surface, blew away the resulting debris, and then went to work studying its pristine interior with a suite of instruments designed to determine its mineralogic makeup and geologic origin. “Kenmore,” as nicknamed by the rover science team, is the 30th Martian rock that Perseverance has subjected to such in-depth scrutiny, beginning with drilling a two-inch-wide (5-centimeter-wide) abrasion patch.  
    “Kenmore was a weird, uncooperative rock,” said Perseverance’s deputy project scientist, Ken Farley from Caltech in Pasadena, California. “Visually, it looked fine — the sort of rock we could get a good abrasion on and perhaps, if the science was right, perform a sample collection. But during abrasion, it vibrated all over the place and small chunks broke off. Fortunately, we managed to get just far enough below the surface to move forward with an analysis.”
    The science team wants to get below the weathered, dusty surface of Mars rocks to see important details about a rock’s composition and history. Grinding away an abrasion patch also creates a flat surface that enables Perseverance’s science instruments to get up close and personal with the rock.

    Time to Grind
    NASA’s Mars Exploration Rovers, Spirit and Opportunity, each carried a diamond-dust-tipped grinder called the Rock Abrasion Tool (RAT) that spun at 3,000 revolutions per minute as the rover’s robotic arm pushed it deeper into the rock. Two wire brushes then swept the resulting debris, or tailings, out of the way. The agency’s Curiosity rover carries a Dust Removal Tool, whose wire bristles sweep dust from the rock’s surface before the rover drills into the rock. Perseverance, meanwhile, relies on a purpose-built abrading bit, and it clears the tailings with a device that surpasses wire brushes: the gaseous Dust Removal Tool, or gDRT.
    “We use Perseverance’s gDRT to fire a 12-pounds-per-square-inch (about 83 kilopascals) puff of nitrogen at the tailings and dust that cover a freshly abraded rock,” said Kyle Kaplan, a robotic engineer at NASA’s Jet Propulsion Laboratory in Southern California. “Five puffs per abrasion — one to vent the tanks and four to clear the abrasion. And gDRT has a long way to go. Since landing at Jezero Crater over four years ago, we’ve puffed 169 times. There are roughly 800 puffs remaining in the tank.” The gDRT offers a key advantage over a brushing approach: It avoids any terrestrial contaminants that might be on a brush from getting on the Martian rock being studied.

    Having collected data on abraded surfaces more than 30 times, the rover team has in-situ science (studying something in its original place or position) collection pretty much down. After gDRT blows the tailings away, the rover’s WATSON (Wide Angle Topographic Sensor for Operations and eNgineering) imager (which, like gDRT, is at the end of the rover’s arm) swoops in for close-up photos. Then, from its vantage point high on the rover’s mast, SuperCam fires thousands of individual pulses from its laser, each time using a spectrometer to determine the makeup of the plume of microscopic material liberated after every zap. SuperCam also employs a different spectrometer to analyze the visible and infrared light that bounces off the materials in the abraded area.
    “SuperCam made observations in the abrasion patch and of the powdered tailings next to the patch,” said SuperCam team member and “Crater Rim” campaign science lead, Cathy Quantin-Nataf of the University of Lyon in France. “The tailings showed us that this rock contains clay minerals, which contain water as hydroxide molecules bound with iron and magnesium — relatively typical of ancient Mars clay minerals. The abrasion spectra gave us the chemical composition of the rock, showing enhancements in iron and magnesium.”
    Later, the SHERLOC (Scanning Habitable Environments with Raman & Luminescence for Organics & Chemicals) and PIXL (Planetary Instrument for X-ray Lithochemistry) instruments took a crack at Kenmore, too. Along with supporting SuperCam’s discoveries that the rock contained clay, they detected feldspar (the mineral that makes much of the Moon brilliantly bright in sunlight). The PIXL instrument also detected a manganese hydroxide mineral in the abrasion — the first time this type of material has been identified during the mission.  
    With Kenmore data collection complete, the rover headed off to new territories to explore rocks — both cooperative and uncooperative — along the rim of Jezero Crater.
    “One thing you learn early working on Mars rover missions is that not all Mars rocks are created equal,” said Farley. “The data we obtain now from rocks like Kenmore will help future missions so they don’t have to think about weird, uncooperative rocks. Instead, they’ll have a much better idea whether you can easily drive over it, sample it, separate the hydrogen and oxygen contained inside for fuel, or if it would be suitable to use as construction material for a habitat.”
    Long-Haul Roving
    On June 19 (the 1,540th Martian day, or sol, of the mission), Perseverance bested its previous record for distance traveled in a single autonomous drive, trekking 1,348 feet (411 meters). That’s about 210 feet (64 meters) more than its previous record, set on April 3, 2023 (Sol 753). While planners map out the rover’s general routes, Perseverance can cut down driving time between areas of scientific interest by using its self-driving system, AutoNav.
    “Perseverance drove 4½ football fields and could have gone even farther, but that was where the science team wanted us to stop,” said Camden Miller, a rover driver for Perseverance at JPL. “And we absolutely nailed our stop target location. Every day operating on Mars, we learn more on how to get the most out of our rover. And what we learn today future Mars missions won’t have to learn tomorrow.”

    Cantwell Statement on Continued Lee Efforts to Sell Off America’s Public Lands: “The Latest Lee Proposal Is Just One More Attempt To See If Congress Blinks”

    WASHINGTON, D.C. – Today, U.S. Senator Maria Cantwell (D-WA), senior member of the Senate Committee on Energy and Natural Resources, released the following statement in response to the latest proposal from U.S. Senator Mike Lee (R-UT) to sell off America’s public lands to the highest bidder.

    Lee’s most recent draft comes after the Senate Parliamentarian rejected his opening gambit because it fails to meet strict Senate rules governing the budget process that Senate Republicans are relying on to circumvent the Senate filibuster, which normally curtails divisive partisan proposals. It is expected that Lee will continue to modify his controversial land sales proposal to pass muster with the parliamentarian until right up to the Senate votes on the measure later this week as part of the larger reconciliation bill.  After the Senate Parliamentarian rejected Lee’s opening gambit — deeming the proposal ineligible under budget reconciliation process rules — Lee responded, “I’m doing everything I can to support President Trump and move this forward.” He promised, “We’re just getting started.”

    “Republicans seem hell bent on trying to sell public lands. Members need to stand up and stop this giveaway of our natural heritage. The latest Lee proposal is just one more attempt to see if Congress blinks. A massive change to our public land policy should not be included in a budget bill. We need climbers, hikers, hunters, gateway communities, and everyone who loves the outdoors to call their elected representatives right away to say our public lands are not for sale,” Sen. Cantwell said.

    Lee’s revised language would require the Secretary of Interior to sell between 0.25 percent and 0.50 percent of Bureau of Land Management (BLM) land in the 11 Western states, minus Montana. It would also allow for the nominations of BLM land to be sold. The land would have to be in a 5-mile radius of the border of a population center.

    Yesterday, Sen. Cantwell hosted a virtual press conference to push back on Lee’s proposal. She was joined by Boise Mayor Lauren McLean, professional athletes and outdoorsmen Tommy Caldwell and Graham Zimmerman, REI leader Susan Viscon, and Backcountry Hunters & Anglers spokesperson Kaden McArthur.

    The Special Representative of the Secretary-General and Head of the United Nations Office for West Africa and the Sahel (UNOWAS), Leonardo Santos Simão, concluded yesterday a four-day visit to Burkina Faso.

    Following his visit to Niger, this trip was also part of UNOWAS ongoing commitment to support the people of Burkina Faso in their efforts to consolidate peace, security, and development.

    In Ouagadougou, Mr. Simão held a series of meetings with the authorities. He was received in audience by the Prime Minister, Jean Emmanuel Ouédraogo. He also held discussions with the Minister of Foreign Affairs, Regional Cooperation and Burkinabè Abroad, Karamoko Jean Marie Traoré; the President of the Transitional Legislative Assembly, Ousmane Bougouma; the Commander and Minister of Humanitarian Action and National Solidarity, Ms. Passowendé Pélagie Kabre Kabore; and the Minister of Sports, Youth and Employment, Anuuyirtole Roland Somda. He also met with representatives of civil society, the United Nations country team, and the diplomatic corps.

    The discussions covered various topics related to the national and regional situation, particularly the security situation in the sub-region and the need to coordinate efforts to effectively combat terrorism, which is using more sophisticated weapons and children.

    In this regard, the Special Representative welcomed the successful meeting held in Bamako on May 22 between the Confederation of Sahel States (AES) and the Economic Community of West African States (ECOWAS), and called for regional and international cooperation in the fight against terrorism, which threatens all states in the region.

    The Special Representative reiterated the United Nations’ commitment, in coordination with its partners, to continue supporting the people of Burkina Faso in their quest for peace and prosperity, including in the area of food self-sufficiency.

    BOISE — Attorney General Raúl Labrador filed a supplemental brief urging the U.S. Supreme Court to grant immediate review of Idaho’s Fairness in Women’s Sports Act rather than sending the case back to a lower court. The brief argues that vital constitutional questions about sex-based classifications and women’s athletic opportunities require the Court’s urgent attention.
    “While we’ve been fighting for fair and equal athletic competition, activists have been pushing an agenda that would ultimately sideline women and girls in their own sports,” said Attorney General Labrador. “Many athletic associations around the world have recognized the obvious truth that men and women are biologically different, and allowing men in women’s sports would create a dangerous, unfair environment for women to showcase their incredible talent. We’re asking the U.S. Supreme Court to uphold our law and ensure that women and girls get the opportunities they deserve.”
    The supplemental brief in Little v. Hecox was filed after the Court held the case pending its decision in United States v. Skrmetti. However, that recent decision did not resolve the fundamental constitutional questions at stake in Idaho’s case. The brief argues that critical circuit splits remain unresolved, including whether biological sex should be defined objectively or subjectively in equal protection cases, and whether transgender identity qualifies as a quasi-suspect classification.
    Idaho’s brief emphasizes that 27 states have now enacted laws protecting women’s sports, and both the NCAA and federal government have announced policies excluding biological males from female competitions. Despite this momentum, women and girls continue losing medals, podium spots, and athletic opportunities in jurisdictions where courts have blocked these protections.
    The brief warns that sending the case back to a lower court would only delay the inevitable resolution of these issues while continuing to harm female athletes. It notes that the Ninth Circuit’s current ruling places schools in an impossible position, requiring athletic divisions based on testosterone levels while risking federal funding loss for non-compliance with federal directives protecting women’s sports. Attorney General Labrador continues defending Idaho’s Fairness in Women’s Sports Act in federal court. The case represents a critical opportunity for the Supreme Court to resolve nationwide confusion and protect the integrity of women’s sports across America.

    Union Sports and Youth Affairs Minister Dr. Mansukh Mandaviya on Wednesday announced that Rajasthan will host the fifth edition of the Khelo India University Games (KIUG) 2025 in November. The Games will be jointly organised by Poornima University and Rajasthan University in Jaipur.

    More than 4,000 athletes from over 200 universities across India are expected to take part in the Under-25 multi-sport event, which has become one of the flagship initiatives under the Khelo India program since its inception in 2020.

    “I am extremely happy to announce that the Khelo India University Games will take place in Rajasthan in November 2025,” Dr. Mandaviya said. “These Games provide a national platform for our university athletes to showcase their talent in front of scouts and sports federations. This is a stepping stone for many young players aspiring to make it to the national and international level.”

    The upcoming edition of KIUG will feature competitions in at least 20 sporting disciplines, continuing the tradition of previous editions. The announcement comes just months after the successful hosting of the Khelo India Youth Games (Under-18) in Bihar in May 2025.

    Reflecting on the previous edition held in the Northeast, Dr. Mandaviya highlighted the Games’ growing impact on university-level sports in India. “Worldwide, university students dominate multi-sport events. In Rajasthan, we expect high-quality performances as the athletes will be at their competitive peak,” he added.

    Recap of KIUG 2024

    The KIUG 2024, hosted across seven northeastern states — Assam, Arunachal Pradesh, Meghalaya, Mizoram, Sikkim, Nagaland, and Tripura — saw around 4,500 athletes compete in 20 sports. A total of 770 medals were awarded over 11 days, including 240 gold, 240 silver, and 290 bronze.

    Chandigarh University clinched the overall team championship, continuing its strong presence in university sports. Lovely Professional University finished second with 20 gold, 14 silver, and 8 bronze (42 total), while Guru Nanak Dev University, Amritsar, came third with 12 gold, 20 silver, and 19 bronze (51 total).

    Individual highlights from KIUG 2024 included swimmer Pratyasa Ray of Utkal University, who emerged as the most successful female athlete with four gold, one silver, and one bronze. The top male athlete was Xavier Michael Dsouza of Jain University, who bagged four gold medals in swimming.

    Eight new records were set in athletics during KIUG 2024, five of them by male athletes, underlining the growing competitiveness and standard of university sports in India.

    As the focus now shifts to Rajasthan, anticipation builds for another edition of intense competition, rising stars, and record-breaking performances at the Khelo India University Games 2025.

    Climate Innovation Forum 2025: keynote speech by Ed Miliband

    Secretary of State for Energy Security and Net Zero, Ed Miliband, speaks at the Climate Innovation Forum during London Climate Action Week.

    Thank you, Mark so much for that introduction. 

    And I want to thank Climate Action for hosting us here. 

    And I’m really excited to be part of London Climate Action Week this year – this is the biggest yet.  

    700 events. 

    Nearly 50,000 attendees. 

    Governments, cities, civil society, businesses, investors and trade unions from all around the world, particularly those from overseas you are so welcome to be here.  

    And the Climate Innovation Forum, I’m told is the headline event of the week – the Superbowl of LCAW – and I’m delighted to follow the star-studded cast of speakers you’ve heard from this morning. 

    And I know you have many more ahead of you this afternoon, which I think makes me the half-time show – they tried for Beyonce but they couldn’t get her so they ended up with me. 

    The argument I want to make today is this: 

    First, in the UK we are doubling down on climate action because it is the right choice for today’s generations as well as those of the future. 

    Climate action is how we protect our way of life and make people better off today with energy security, lower bills, good jobs and economic growth.   

    Second, despite the challenges, we should be determined not defeatist about the future.  

    Many countries are acting on this crisis because they recognise the opportunities it presents, as well as the gravity of the threat. 

    Third, to keep making progress on the road to COP30 and beyond we need to build the global coalition for climate action. 

    That means the actions and voices of the people in this room – the people delivering this transition – really really matter.  

    This is a fight for the future involving civil society, trade unions, businesses, and the public at large. 

    And we intend to win it. 

    So first, just to say something about the UK, the starting point for our government here is our mission to make Britain a clean energy superpower by delivering clean power, a clean energy system, by 2030 and accelerating to net zero across the economy.  

    Our Prime Minister Sir Keir Starmer says this mission is in our government’s DNA. 

    And why does he say that? 

    Because we know the urgency of the threat to our way of life. 

    In the last decade we’ve had the 10 hottest years on record globally. 

    We should be clear what this means here and around the world: 

    Floods, heatwaves, droughts, and wildfires. 

    Over the last week in this country, we’ve seen much hotter weather than was normal a few decades ago as many of you will have experienced.  

    Communities across the UK are already facing the consequences of flooding, including last year.  

    And we have seen thousands of heat-related deaths in recent summers. 

    So the urgency of the climate imperative is clearer than ever. 

    But that urgency is not the only reason to act. 

    It has now been matched by the urgency of an energy security and bills imperative. 

    Here in the UK, family finances, business finances and the public finances were hit after Russia invaded Ukraine and fossil fuel prices rocketed. And we’ve seen in recent weeks that instability globally breeds instability in the energy markets here at home.  

    So ours as a government is a hard-headed determination to get off the rollercoaster of fossil fuel markets with cheaper, clean, homegrown energy that we control. This is an essential part of the argument to make for climate action and energy security that’s not just true for Britain, it’s true for many countries around the world.  

    And that’s not the only argument you can make.  

    There is also a once in a generation opportunity to create a new generation of good, well-paid jobs with strong trade unions and give existing industries a long-term future. 

    And in the UK if you’ll allow me again, it is an incredibly exciting time – we recently had our Spending Review which set spending budgets for the coming three years. Our Chancellor Rachel Reeves showed her commitment with the most significant investment in homegrown clean energy in the UK’s history. 

    We’ve got the biggest nuclear building programme in a generation. 

    With Sizewell C on the Suffolk coast. 

    Small Modular Reactors with Rolls Royce. 

    On the site of an old coal-fired power station, a new prototype nuclear fusion plant at West Burton in Nottinghamshire.   

    Britain’s carbon capture industry, I know there’ll be people here from the carbon capture industry, in Scotland and Humberside, alongside Teesside and the North West. 

    A new regional hydrogen network for transport, storage, industry and power.  

    Our new publicly owned energy company Great British Energy supporting clean energy supply chains from offshore wind to cable manufacturing.  

    A Warm Homes Plan upgrading millions of homes across Britain – delivering jobs as we cut bills and emissions. 

    And investing in tree planting, peatlands and nature recovery across our countryside and towns. 

    And the reason I say this is that this is relevant not just to the UK but also to people here from other parts of the world.  

    Place by place. 

    Town by town. 

    City by city. 

    This is the sound of the jobs of the future arriving. 

    This is how we as a government intend to win the argument for the clean energy revolution. 

    And together with you we will make it happen. 

    The second point I want to make is that, while our ambition is to lead at home it is also in our national interest to lead globally. 

    The UK is less than 1% of annual emissions. 

    But for this government, this is not an excuse for inaction but an imperative to work with other countries.  

    The UK passed the world leading Climate Change Act in 2008 when I was last Energy Secretary and now nearly 60 countries across the world have similar legislation. 

    That is the power, I believe, of example.  

    And I say to everyone in this room it’s time, if I can say this gently, to talk about the progress we have made together as a world as well as how far we have to travel. 

    Of course, we should be deeply alarmed about the scale of the climate crisis. 

    And we must acknowledge that we are way off track from where we need to be as a world. 

    But we should not be defeatist because look at the progress we have already made. 

    And the reason I say this, and I’ll talk about the progress in a minute, is because the challenge we face is no longer just responding to people who deny the problem of the climate crisis or the people wanting to delay action, but also those who say:  

    “There’s no point in acting because people have been talking about this for decades and nothing ever seems to change.” 

    We have a duty to explain the reasons for hope not despair. 

    And let me just give you some examples of why I think we can do that. Ahead of the Paris Agreement in 2015, the projections were for up to 4 degrees of warming. Actually, in 2010, up to 5 degrees.  

    Today, these estimates are no longer credible because the world has moved. 

    In 2015 when the Paris Agreement was negotiated no major economy had a net zero target, now 80% of global GDP is covered by net zero commitments. 

    At the time of Paris the majority of energy investment was in fossil fuels, last year over $2 trillion was invested in clean energy – twice as much as fossil fuels.  

    That is the progress we have made. 

    And I say this very directly, if we don’t talk about that progress, nobody else is going to – we have a duty to do so. 

    But we know how much further we have to travel. So as a country, the UK is determined to lead with the power of example again.  

    COP30 is now less than five months away and we haven’t got a moment to waste.  

    Every organisation represented in this room has a role to play. 

    Governments in providing direction and leadership. 

    Businesses in driving action in the real economy. 

    Investors in helping unlock the finance we need. 

    Trade unions and civil society in holding us all to account. And that’s a really important role.  

    A whole economy effort. 

    Working together across borders. 

    Global North and Global South. 

    And I pledge the UK will play our part. 

    That is why the Prime Minister announced an ambitious, 1.5 aligned NDC of 81% reductions by 2035 at COP29 last year. 

    That is why we are helping to scale climate finance, including through our Global Clean Power Alliance. 

    And today here at the Guildhall I can announce another step forward. 

    We will take the next steps on implementing our manifesto commitment on mandatory 1.5 degrees-aligned transition plans for major companies and financial institutions.  

    Today we are launching consultations on how transition planning and sustainability reporting can ensure public and private investors drive our country and the world towards climate and clean energy. For those of you who don’t work in this space, this is incredibly important. If we can get private finance driving in the right direction, not just in the UK, across the world including the Global South, we can make a real difference.  

    And I believe, speaking from the City of London, it is time to mobilise the City of London, secure its place, which it already has, as the sustainable finance capital of the world and drive private investment into clean energy. 

    The right thing for Britain and the right thing to do for the world. 

    Let me just end with this: 

    We obviously live in uncertain and unstable times. 

    All of us in this room are very aware of the challenge to the agenda we are talking about today. 

    But I want to end by saying to everyone here today, every one of whom can make a difference, we don’t just have a choice we have a duty to choose hope over despair. 

    There are many people in our country and our world who see the climate and nature crisis affecting their lives but have no power in their hands to make a difference. All of us in this building have the power in our different ways to make a difference.  

    Pessimism is a luxury we cannot afford.  

    To despair, to step back, to lose confidence would be to let down the people who depend on us—today and in future generations. 

    Despair and defeatism will not create a single job or protect a single person from the effects of the climate crisis. 

    And turning our back on action would not only be a betrayal of future generations but today’s generations too. 

    Now there are those in Britain who would turn their backs on the opportunities of the clean energy transition and what it can do for energy security, good jobs and doing the right thing by future generations. 

    The UK government, I pledge to you, will face down these defenders of a failed status quo in our country and merchants of misinformation. 

    And the way we will do this is show how together we can ensure better lives for people today and protect future generations. 

    Governments, civil society, businesses, trade unions. 

    This is the coalition, all of you, that gives me the greatest cause for hope about the future. 

    I thank you so much for being in London. And I look forward to working with you in the months and years ahead to do great things for our country and great things for the world.

  • MIL-OSI: Lucidworks Study: 83% of Ecommerce AI Leaders Report “Major” or “Extreme” Concern; Bot Shows Only 35% of Companies Meet Minimum Requirements for Agentic AI

    SAN FRANCISCO, June 25, 2025 (GLOBE NEWSWIRE) — Lucidworks, the leading AI-powered search and product discovery provider, released its third annual Generative AI Global Benchmark Study today. For the first time, the study includes data from Lucidworks’ proprietary agentic AI “Guydbot,” which autonomously explored and evaluated the digital experiences of more than 1,100 companies across 48 industry segments.

    Combining Guydbot’s findings with survey data, the report paints a picture of widespread anxiety around AI initiatives, which are failing to fully materialize because many companies still don’t have the required capabilities in place. Guydbot data reveals that 65% of companies do not have a solid foundation to build meaningful AI into their platforms.

    “If you think of Agentic AI – AI that performs tasks – as a car, then you can imagine Generative AI as the engine, and data as the fuel. Our report finds that too many ecommerce companies are trying to build Formula One racers around go-kart engines – and they might not even have enough gas to fill their tanks,” explained Mike Sinoway, CEO of Lucidworks.

    In the 2025 survey of more than 1,600 CEOs, CTOs, and other AI strategy decision-makers, 83% reported feeling “Major” or “Extreme” concern over their AI progress. In contrast, 10.2% reported similar anxieties in Lucidworks’ 2023 study – an 8X jump in just two years.

    “To put it another way: companies have been trying to run before they can walk because of top-down pressure. Now panic is setting in,” Sinoway added. “Many are reluctant to admit how far behind they really are, but we have the receipts to prove it thanks to Guydbot.”

    Guydbot autonomously evaluated over 1,100 companies by interacting directly with their digital experiences, as any human visitor could do, but at scale. On each site, it verified the presence and effectiveness of 24 capabilities including AI Summarization, Guided Selling, Interactive Q&A, and Dynamic Personalization. The assessment found that 71% of companies have adopted some Generative AI capabilities. However, only 6% have managed to fully deploy an Agentic AI solution.

    The report also introduces the “Capability Cohorts” framework, breaking organizations into four categories based on ecommerce and AI progress. Guydbot found that 35% of the companies evaluated fell into the “Achievers” category – those that have “built solid ecommerce foundations while also making progress on Generative AI.”

    The remaining 65% were made up of “Builders” (14%) – ”Strong in essential capabilities but limited AI implementation,” “Climbers” (10%) – “Making AI progress but still have gaps in ecommerce essential capabilities,” and “Spectators” (41%) – those that are just getting started and have room for growth across all capabilities. The study reveals stark implementation gaps that directly impact business performance.

    “Agentic AI functionality is the future, but fundamental ecommerce capabilities are essential to delivering the greatest performance boost. Those gaps must be closed,” added Sinoway. “Many companies have massive potential for progress in just delivering the basics. Hopefully, they can leverage the funding for AI to simultaneously invest in the fundamentals.”

    Based on the Capability Cohorts framework, the study includes industry-specific analyses across retail, manufacturing, software, pharmaceuticals, and travel sectors, ranking AI performers within these industries. Many top-ranked companies come as expected: Tesla and Amazon lead in “Automotive” and “Department Stores & Mass Merchants,” respectively. But there are some surprises: 122-year-old motorcycle brand Harley Davidson, and Qurate—best known for its start as ‘QVC’ on cable television—come in at #3 in these categories.

    Other key findings include:

    • Agentic AI Adoption Low: Only 6% of companies have implemented more than 1 Agentic AI solution, and most of those are all in the technology industry sector.
    • Conversion Gap Widens: Companies with balanced implementation of essential and advanced capabilities outperform those with limited implementation by up to 62% in potential conversion rates.
    • ROI Concerns Skyrocket: AI deployment cost concerns have increased 18X since 2023, data security has tripled, and anxiety about response accuracy has grown 8X.
    • Language Fundamentals Overlooked: Only 37.5% of companies support multiple languages, the most overlooked essential capability, despite serving global markets.

    About Major Taylor

    Taylor, the son of a veteran who fought in the Civil War, was born in 1878. Despite racial tension, Taylor was educated and viewed as an adopted son by an affluent white family from Indianapolis, Indiana, who also employed his father, Gilbert Taylor. Due to his relationship with the family, Taylor received gifts, including his first bicycle. Upon receiving the bicycle, Taylor displayed natural talent. 

    Taylor received the nickname “Major” as a child while performing bicycle tricks outside of his workplace at Hay & Willits Manufacturing, Indiana Bicycle Co., in Indianapolis. His employer was so impressed with his abilities that the company enrolled him in his first race, which he won at the age of eleven. Taylor moved to Worcester, Massachusetts, with his employer, mentor, and racing manager, Louis D. “Birdie” Munger, in 1895, because Munger was forced out of his Indianapolis-based firm due to his mentorship of Taylor. 

    In 1896, at the age of eighteen, Taylor received a professional racing license from the League of American Wheelmen, despite the league’s 1894 “white only” rule for amateur membership. This membership led to his eventual professional debut.  

    Later that year, Taylor gained notoriety in his first professional contest by competing in the “Six Day Race” at Madison Square Garden in New York City. This race was considered a test of endurance, where cyclists would test both their mental and physical ability in front of a packed house at the Garden. At the conclusion of day six, Taylor finished eighth out of twenty-six and cycled roughly 1,732 miles. 

    In 1899, Taylor would win the world one-mile sprint championship in Montréal, becoming the first Black American and the second Black athlete to win a world title. Taylor would go on to set seven cycling records and become the first Black world champion, which led to his being considered the first international superstar. Taylor would even revolutionize the sport by creating an innovative adjustable handlebar stem, which to date is called the “Major Taylor Stem.”

    While experiencing racial prejudice throughout his career, Taylor became one of the first Black athletes to secure corporate sponsorships. He represented bicycle brands such as Iver Johnson, Sager, Stearns, and Orient, eventually becoming one of the wealthiest Black men in America. Due to his devout commitment to his faith, Taylor refused to race on Sundays, which led to him turning down a significant number of lucrative offers to race in Europe. However, once he achieved international superstardom, Taylor was able to negotiate “no Sundays” provisions in his European racing contracts. 

    Taylor retired from racing in 1910 and started many business ventures. In 1928, he published his autobiography “The Fastest Bicycle Rider in the World” with the intent of impacting justice, equal rights, and the ‘square deal’ for African Americans in sports.

  • MIL-OSI USA: Athletic Trainer Employment in High Schools Associated with Fewer Fatalities and Injuries

    One of the scariest moments in sports is when an athlete experiences a health emergency like heat stroke or cardiac arrest on the field.

    Athletic trainers are medical professionals specially trained to identify and treat these kinds of emergencies quickly and with lifesaving results.

    A growing body of research demonstrates the importance of having athletic trainers employed in high schools, including two new papers by researchers from the Korey Stringer Institute (KSI), housed in the College of Agriculture, Health and Natural Resources.

    “Athletic trainers are unique in that they’re trained in recognition, prevention, and response to emergency, potentially catastrophic injuries in sport,” says Rebecca Stearns, associate professor-in-residence of kinesiology and KSI’s chief operating officer.

    Aleksis Grace, a PhD candidate at UConn and director of sports safety at KSI, is the lead author on a paper highlighting that among schools that employed athletic trainers, there was more survival in cases where athletes experienced an exertional heat stroke event.

    This work will be presented at the National Athletic Trainers’ Association (NATA) Conference in Florida in this week.

    Grace and the other researchers looked at data from 2015-2021, which included 21 events.

    Of the 13 cases in which an athletic trainer was employed, only five cases were fatal. In the six cases where an athletic trainer was not employed at the school, all six were fatal.

    In the other two cases, the researchers could not confirm if an athletic trainer was employed at the time of the incident.

    The study of exertional heat stroke in student athletes is becoming even more important as climate change is making summers, when football players are in preseason training, hotter. This time and this sport, which requires heavy padding, has the greatest risk for exertional heat stroke.

    Despite the known risks and benefits, more than one third of U.S. high schools do not employ athletic trainers.

    “Ensuring the athletic trainer is employed and that there is appropriate healthcare when there is the highest risk is a good way for schools to avoid liability and for there to be better outcomes from the prevention aspect, or if the event occurs, [the athlete] is potentially less likely to die,” Grace says.

    The researchers also found that more socially disadvantaged schools were less likely to employ an athletic trainer.

    The researchers defined socially disadvantaged schools as those that are further from a level 1 trauma center, have a higher proportion of students receiving free or reduced lunch, and a higher social deprivation index score.

    “There was a trend where we can say there was more survival in the schools that had athletic trainers,” Grace says. “But when you look at markers of social disadvantage, the lower socioeconomic status schools were the ones less likely to have an athletic trainer.”

    Another paper, led by Erin Shore, a PhD candidate at the University of North Carolina (UNC) at Chapel Hill who is affiliated with the National Center for Catastrophic Sport Injury Research (NCCSIR) program, demonstrates an association between employment of an athletic trainer and lower rates of fatalities or permanent disability following a catastrophic injury. KSI is a member of the NCCSIR network.

    This paper was presented at the SAVIR 2025 Annual Conference in New York in April and NATA Conference earlier this week.

    The researchers used a national database of catastrophic injuries, which included non-concussion brain injuries, spinal injuries, or cardiac arrest, from 2013 to 2021 and compared that with a database of athletic trainer employment.

    In general, among schools that employed an athletic trainer, there were fewer disabling or fatal injuries among athletes who experienced a catastrophic injury.

    They found that this trend was true, regardless of race and ethnicity.

    “Racially and ethnically minoritized individuals in the U.S. have less access to healthcare and worse health outcomes in general,” Shore says. “So, I was just curious to see if those disparities panned out in the athletic injury world as well.”

    Among schools that employed an athletic trainer, 40% of catastrophic incidents led to fatalities or permanent disabilities among white students and 48% among non-white students.

    There were much more significant differences in outcomes for both groups when there was no athletic trainer employed.

    For non-white students, 67% of these catastrophic injuries were fatal or disabling. This rate was only 54% for white students.

    While the researchers cannot say definitively from this study why this association exists, it points toward future avenues for continued research.

    “Surveillance, in the realm of study design, can point out things we need to look at further,” Kristen Kucera, UNC professor of exercise and sport science and NCCSIR director, says. “I think this is a good example of how important this information is to be able to investigate these kinds of questions.”

    Primary 7 pupils heading to Greenfield Academy have taken part in a special transition day at the Regional Performance Centre for Sport. 

    With Greenfield Academy set to open in August for the new school year, pupils from the feeder primary schools have gathered at the Regional Performance Centre (RPC) to mark this important step in their journey. 

    Over 300 new s1 pupils took part in a range of indoor and outdoor activities and had the opportunity to meet their new classmates and teachers. The activities were organised by the school in partnership with Dundee Active Schools, Community Learning and Development East Youth Team, and the Dundee Battalion Army Cadet Force. 

    Greenfield Academy is part of the new £100 million Drumgeith Community Campus, which is the largest investment in education, sport and community provision in the city and will deliver state-of-the-art facilities and services to the area.

    The Transport Department (TD) today (June 25) said that, to facilitate the holding of concerts at the Kai Tak Sports Park (KTSP) on the evenings of June 27 to 29, special traffic and transport arrangements will be implemented to provide convenience for spectators to travel to and from the KTSP. Concertgoers from the Mainland are urged to purchase tickets in advance, plan their journeys early and use the MTR or cross-boundary coach services. During the event period, as the traffic in the vicinity of the KTSP is expected to be heavy, concertgoers should opt for public transport, avoid driving or taking private cars (including cross-boundary private cars). The TD has co-ordinated with local and cross-boundary public transport operators to strengthen their services during dispersal. The MTR will enhance the interval between trains of the Tuen Ma Line (TML). Franchised bus companies will provide a total of 11 special bus routes at the Sung Wong Toi Road Pick-up/Drop-off Area (PUDOA) to Lok Ma Chau (San Tin) Public Transport Interchange (PTI), the Hong Kong-Zhuhai-Macao Bridge (HZMB) Hong Kong Port and Airport, and major districts across the territory.     (3) whether it will consider exploring with the organisers of CBMP courses to refine the curriculum by incorporating more knowledge in areas such as e-commerce, community services, and public relations, and consolidating related courses for inclusion into the Qualifications Register, as well as providing more flexible funding arrangements, with a view to elevating women’s workplace skills and overall competitiveness; if so, of the details; if not, the reasons for that?

    The Capacity Building Mileage Programme (CBMP) was launched by the Women’s Commission (WoC) in 2004 with the aim of encouraging women of different backgrounds and education levels to pursue self-development and lifelong learning by offering courses under different domains.

    My consolidated reply, in consultation with the Education Bureau, to the question raised by Professor the Hon Chow Man-kong is as follows:

    (1) In the past three programme years (i.e. 2021/22, 2022/23 and 2023/24), the number of participants of the CBMP were approximately 4 000, 5 000, and 6 000 respectively. The amounts of bursary approved in each of the three programme years were approximately $120,000, $140,000 and $260,000 respectively. Detailed figures are at Annex.

    Regarding the five learning domains, since participants could enrol in more than one course within the same programme year, we are unable to provide the number of participants and the approved bursary amounts for each learning domain. In this regard, the breakdown of enrolment by the five learning domains of CBMP (i.e., Personal Development, Health and Care, Applied Science and Technology, Wisdom of Life and Arts and Culture) over the past 3 programme years are at Annex.

    (2) & (3) The Government attaches great importance to women’s contribution to the community and the work of supporting women. Through various initiatives, we aim to empower women and help them to excel in different arenas, including the workplace.

    At its inception, the CBMP was designed, in respond to the societal learning and employment landscape at that time, to enable women to enhance their personal capabilities by enroling in various types of courses during their spare time. The CBMP has been implemented for over 20 years and several developments have emerged across society, economy, workplace, education, technology, etc, such as artificial intelligence and mobile payments. As such, the Home and Youth Affairs Bureau (HYAB) and the WoC launched the Women Empowerment Fund (WEF) in June 2023. With an annual funding of $20 million, WEF subsidises women’s groups and non-governmental organisations for implementing projects that promote women’s development. To date, the WEF approved over 280 projects, involving over $43 million in funding and engaging more than 170 organisations. Apart from courses, projects funded under WEF also include workshops, placement opportunities and community serving projects. This allows the funded organisations to flexibly utilise the funding and implement suitable activities based on social needs for women from different backgrounds and social strata. Since its establishment, the WEF has also supported projects related to workplace skills, e-commerce and communication skills. These include, for example, training programmes on job seeking skills for women looking for employment, courses on digital marketing and personal image enhancement. The WEF also runs the Programme on Women’s Participation in Community Services, which encourages women to plan and implement community service projects based on actual societal needs, such as preparing soft meals for the elderly, visiting residential care homes for persons with disabilities, and organising day camps for children with special educational needs, thereby promoting community care and inclusion.

    On the other hand, to promote women’s workplace development, we also launched the “She Inspires” Mentorship Programme this year. Under the programme, local female university students who aspire to pursue a career in the professional or business sectors will be matched with women leader mentors, and provided with relevant training and activities to help young women enhance their workplace skills and prepare them for entering the workforce, thereby improving women’s overall competitiveness in the long term.

    To better utilise government resources in promoting women’s development and training, the HYAB and the WoC are reviewing the future direction of the CBMP and related arrangements. This is to ensure the effective use of the Government’s financial resources and keep up with the times in promoting women’s development in all aspects. During the review, our principle is to maintain the usage of the existing resources while enhancing the synergy between various projects and societal sectors. We will announce the review results in due course.

    Qualifications Framework (QF) is a clear and well-defined seven-level hierarchy that serves to define clear and objective standards applicable to qualifications in the academic, vocational and professional as well as continuing education sectors; assure the quality of qualifications and the associated learning programmes available to learners; and assure relevancy of learning to industry needs. The Qualifications Register (QR) under the QF is a free-of-charge, open, centralised online database of quality assured qualifications recognised under the QF to facilitate the public search of the relevant qualifications. The Government welcomes course providers to register their accredited courses or qualifications on the QR in accordance with the Accreditation of Academic and Vocational Qualifications Ordinance (Cap. 592) and related quality assurance mechanism. Currently, there are 17 courses under the CBMP listed at Level 2 of the QF.

    The HYAB will continue to review various measures aimed at women’s development and, through collaboration with different stakeholders, flexibly utilise resources to continue promoting women’s development in all aspects.
