MIL-OSI NGOs: Statement by IAEA Director General Rafael Mariano Grossi on the Occasion of the International Conference on Nuclear Security 2024

When we met the last time, at ICONS 2020, many of us could not have imagined the momentous change we would experience between then and today, change that would affect billions of people, international peace and security, and nuclear security. A global pandemic was in the making and a war – in Ukraine – for first time soon would be fought among the facilities of one of Europe’s biggest nuclear power programmes.

Meanwhile, profound technological advances have been made. Assessing their impact on nuclear security is a crucial task. Artificial Intelligence, and unmanned vehicles pose both a threat to nuclear security and offer new tools with which to enhance it. In the nuclear field itself, Small Modular Reactors promise new opportunities for applications such as desalination and power brought to remote communities via barge, but also require us to consider new security elements.

The use of nuclear science and technology, often facilitated by the IAEA, has come on in leaps and bounds. Climate change and the drive for energy security are fuelling a desire for nuclear power. At this past Conference of the Parties to the UN Framework Convention on Climate Change, COP28, world leaders – those whose states use nuclear power and those whose do not – for the first time in nearly 30 years of COP meetings agreed nuclear power must be part of the transition to net zero. More than 20 countries have signed a pledge towards tripling nuclear power capacity and at the IAEA’s Nuclear Energy Summit in March heads of state agreed on the urgent need for conducive financial conditions.

Nuclear security is relevant throughout all the steps of the nuclear fuel cycle and is part of the social contract that underpins the existence and growth of nuclear power. Nuclear power programmes require national nuclear security threat assessments and “security by design”. Nurturing relevant research and a strong security culture are key, not only in countries with NPPs.

The use of life-saving and life-affirming applications of nuclear science and technology is growing, from cancer patients gaining access to radiotherapy to farmers benefiting from new crop varieties developed with the help of irradiation. IAEA initiative such as Rays of Hope: Cancer care for all; Nutec Plastics; Zoonotic Disease Integrated Action (ZODIAC); and Atoms4Food are key vehicles facilitating wider access.

All these opportunities to use nuclear and radioactive material depend on a strong and adaptive global nuclear security regime. For countries new to using nuclear and radioactive material, this means building up legal infrastructure, practices and culture that bolster nuclear security. Nationally and across borders, collaboration and laser-focused vigilance are key to preventing groups with malicious intent from using nuclear and radioactive material to cause panic and harm.

The threats to nuclear and other radioactive material and associated facilities are real and varied. The international nuclear security threat landscape keeps evolving. Today, anyone can type a few words into a computer and generative AI can create images of nuclear Armageddon, meaning it is now possible to spread panic about radiation fallout without a nuclear device. Risk scenarios include theft of nuclear and other radioactive material for use in improvised devices and sabotage at nuclear installations or during transport of nuclear and radioactive material. The risk of cyber-attacks requires the implementation of computer security programmes by those who use nuclear power and those who don’t. Risks come from outsiders and from those within the fold who are disgruntled or have been corrupted.

Nuclear security is the national responsibility of individual states, but it also benefits enormously from close collaboration and the enabling role of the IAEA. ICONS, which started in 2013, has been the place for ministers, policymakers, senior officials, and experts to gather to assesses current priorities, prepare for new challenges, and engage in scenario-based policy discussions. ICONS 2024, presided over by the co-presidents, HE Tim Watts, Assistant Minister for Foreign Affairs of Australia and HE Sungat Yessimkhanov, Vice-Minister of Energy of the Republic of Kazakhstan, covers the themes of policy, law and regulation; technology and infrastructure for prevention, detection and response; capacity building; and cross-cutting areas, such as the interface between nuclear security and nuclear safety. ICONS is the most important high-level international meeting on nuclear security. At this time of heightened tensions, it is imperative that there remains a unity of purpose and that nuclear security does not become a political football.

This year marks the 10-year anniversary of the IAEA’s Division of Nuclear Security. The IAEA is at the forefront of adapting nuclear security to new challenges, including war. The seven indispensable pillars for ensuring nuclear safety and security have broad international support. They have brought crucial clarity at a time of war and are testament to the adaptiveness of the IAEA and the security regime.

Those seven pillars are backed up by an enormous ongoing effort by the IAEA to support Ukraine, including through the continuous presence of IAEA experts at all of Ukraine’s nuclear power plants, including Zaporizhzhya NPP on the front lines of the war. When there were allegations of nuclear security breaches, the IAEA was there to investigate with impartiality and science. We set the facts straight that no nuclear material had been diverted, cutting through the fog of war, and diffusing a tense situation.

Not all our efforts require quite as much courage as our experts have shown in Ukraine, nor do they make international headlines. But every day, the IAEA – the Secretariat and the Member States – work together fastidiously to underpin nuclear security, never resting, always learning.

Radioactive sources are extensively used in many domains, including medicine, industry, agriculture and research. An incident in one State can have far-reaching consequences for others, so security for one is security for all. That means supporting States with no, or less developed nuclear security infrastructure makes everyone safer. That support, which often comes via the IAEA, includes making lawmakers aware of their responsibilities.

Nuclear Security requires the implementation of appropriate and robust legislative regulatory frameworks. In 2022, the first Conference of the Parties to the Amendment to the Convention on the Physical Protection of Nuclear Material (A/CPPNM) was held under the auspices of the IAEA. Reflecting the global importance of the legal framework and of nuclear security, parties managed to agree an outcome document and for the IAEA convene a subsequent conference. Since 2020, 14 new parties have joined the A/CPPNM bringing the total to 136. Five new Parties joined the CPPNM, bringing that total to 164. In addition to the A/CPPNM, political commitment to legally non-binding instruments, like the Code of Conduct on the Safety and Security of Radioactive Sources and its supplementary guidance, is a strong indication of radiation safety and nuclear security culture.

But legal frameworks are just the beginning. They must be implemented. The IAEA plays a central role in assisting its Members States so they are able to do that. Last year we inaugurated the most visible symbol of our collaboration: the Nuclear Security Training and Demonstration Centre (NSTDC). This first-of-its-kind space, made possible by 15 donors, is a cornerstone for capacity building amid the growing need for sophisticated hands-on nuclear security training using advanced, specialized equipment. The NSTDC is part of a wide range of services offered by the IAEA, including peer reviews, such as the International Physical Protection Advisory Service (IPPAS), of which there have now been more than 100, and Advisory Missions on Regulatory Infrastructure for Radiation Safety and Nuclear Security (RISS), a service we launched in 2022. Our Incident and Trafficking Database (ITDB) now has 145 members and has enabled the reporting of more than 600 incidents in which nuclear or radioactive material went out of regulatory control. Almost 8,000 people have benefited from our training in nuclear security, and we continue to work very hard to remove barriers that prevent talent from entering the field. In March 2021, we launched the Women in Nuclear Security Initiative (WINSI) to support the achievement of gender equality in nuclear security. Meanwhile, the IAEA’s Marie Sklodowska Curie Fellowship Programme financially supports women pursuing a master’s degree in nuclear subjects and offers them internships, while our Lise Meitner offers women in the early and middle part of their career enriching opportunities within the field.

As the use of nuclear and other radioactive material around the world increases, more and more States are needing to increase their level of nuclear security. Nuclear security is as important as nuclear safety – we must put it on equal footing in terms of reliability of funding and the robustness of implementation.

At ICONS 2024 we are – as the name of the conference indicates – “shaping the future”, not only of nuclear security, but of the world our children will inherit. That is because nuclear security is about more than preventing nuclear terrorism. It is an enabler to providing, through nuclear science and technology, the clean energy; cutting-edge medicine; nutritious food and hope for a better tomorrow.

MIL-OSI Asia-Pac: LCQ1: Enhancing Leisure and Cultural Services Department’s SmartPLAY system

â€‹Following is a question by the Hon Carmen Kan and a reply by the Acting Secretary for Culture, Sports and Tourism, Mr Raistlin Lau, in the Legislative Council today (June 18):

Question:

The Leisure and Cultural Services Department (LCSD)’s intelligent sports and recreation services booking and information system, SmartPLAY, which was developed at a cost of $500 million, was launched in 2023. In this connection, will the Government inform this Council:

(1) of the number of complaints it has received and investigated since the launch of SmartPLAY in relation to hirers profiting from touting their booked sessions for use of recreation and sports facilities (touting activities); among these cases, of the respective numbers of those being punished according to the LCSD’s penalties, prosecuted according to the law, and convicted; whether it has examined the effectiveness of SmartPLAY in combating touting activities, including whether its anti-bot solution can effectively block plug-in programmes from snatching up booking sessions;

(2) as some members of the public have reflected that the e-payment method for the LCSD venues allows non-hirers to pay venue hire charges, making it possible for touting agents to book the venues on others’ behalf, whether there are any countermeasures in place; if so, of the details; if not, the reasons for that; apart from the fact that minors may have their parents book recreation and sports facilities on their behalf, whether there are any other exceptional circumstances where third-party bookings are permitted; and

(3) as there are views that the current approach to allocation of venues (e.g. grass soccer pitches) by ballot is more effective than the first-come, first-served approach in combating touting activities, whether the authorities will consider allocating all recreational and sports facilities by ballot; if so, of the details; if not, the reasons for that?

The Leisure and Cultural Services Department (LCSD) launched a brand new intelligent sports and recreation services booking information system named SmartPLAY in November 2023 to replace the old Leisure Link Computer Booking System. The SmartPLAY system is an integrated one-stop electronic service platform designed to facilitate the public in searching for and booking the sports and recreation facilities of the LCSD, as well as enrolling in various kinds of sports and recreation activities or competitions through the internet or mobile application. At present, the SmartPLAY system has 1.07 million registered users with 28 000 daily booking transactions on average.

My reply to the the Hon Carmen Kan’s question is set out below:

(1) The LCSD has always paid close attention to unauthorised transfer or touting activities in relation to sports and recreation facilities, and adopted a multi-pronged approach to combat touting activities, including enhancing the booking system on an ongoing basis, imposing penalty arrangements, and stepping up inspections. At present, the SmartPLAY system includes the following functions to combat touting activities:

(i) adopting real-name registration;
(ii) allocating popular sports and recreation facilities by ballot in addition to the first-come, first-served allocation mechanism;
(iii) requiring hirers to declare and undertake that they will be present during the use of relevant facilities and that the user permit will not be transferred by any means when booking and signing for facilities via the SmartPLAY system. Offenders may have committed an offence of fraud under the Theft Ordinance (Cap. 210) and be liable to imprisonment of up to 14 years upon conviction; and
(iv) imposing restrictions to prohibit the booking of overlapping sessions of fee-charging or non-fee charging sports and recreation facilities.

In addition to enhancing the SmartPLAY system, the LCSD closely monitors information on touting and inspects venues from time to time, including conducting surprise inspections and requiring hirers to present identification documents to facilitate investigation and follow-up immediately as necessary. If a hirer is not present during the booked session, it will be counted as a breach. A hirer who has accumulated two breaches within 60 days will result in a 90-day ban on booking fee-charging sports and recreation facilities under the LCSD. Since the commissioning of the SmartPLAY system until May 2025, the LCSD has conducted over 890 000 random inspections, with more than 13 000 hirers being penalised for breaches, i.e. being suspended from booking the LCSD fee-charging sports and recreation facilities for 90 days. From November 2023 to May this year, the LCSD received a total of 435 complaints relating to touting activities. Upon investigation, the LCSD imposed penalties for 50 cases of breaches. The LCSD will continue to monitor the situation and consider imposing heavier penalties on repeated offenders.

Furthermore, the LCSD launched a joint operation with law enforcement agencies in July 2024 at tennis courts in Wan Chai District to combat touting and other illegal activities. Several individuals were arrested successfully. Some of the individuals had been prosecuted and convicted, and were sentenced to imprisonment of four months and six months respectively. Other cases are still under trial or being processed.

To effectively combat the abuse of computer programmes for booking sports and recreation facilities, a new generation of Web Application Firewall and anti-bot technology have been introduced in the SmartPLAY system to closely monitor users’ log-in activities. SmartPLAY also employs artificial intelligence (AI) to oversee users’ behaviour and network usage for auto-defence, ensuring smooth operation of the system. When AI detects any abnormal operation (such as unusual log-in), the system will automatically intercept suspicious access. Moreover, the LCSD, in collaboration with the contractor, has been closely monitoring the operation of the system and adjusting its settings from time to time. More than five million log-in attempts by suspected bots were intercepted by the system during peak periods in early 2025. The LCSD and the contractor will continue to follow up and actively explore more solutions to prevent bot booking of sports and recreation facilities, thereby enhancing the booking experience of normal users.

(2) SmartPLAY is a one-stop electronic service platform that requires real-name registration. It enables the public to enquire about the sports and recreation facilities of the LCSD and make bookings anytime via the internet or mobile application with e-payment options. Owing to various circumstances (such as a lack of electronic payment tools or insufficient balances therein), individual users may not be able to use e-payment when booking facilities and require the assistance of others who are not hirers to make the payment and complete the process. Besides, parents of minors (aged under 18) may need to help manage their children’s accounts for booking and payment. Therefore, the SmartPLAY system does not require the hirer and the payer to be the same person. That said, real-name registration of the hirer is required and the hirer must personally check in and be present to use the facilities.

(3) Currently, the LCSD allocates its sports and recreation facilities using two methods, namely on a first-come, first-served basis and balloting. To facilitate members of the public in planning their exercise schedule, the SmartPLAY system allows users to make seven-day advance bookings or on-the-spot hires of most of the sports and recreation facilities on a first-come, first-served basis. As for balloting, although it is a fair mechanism, it requires users to make advance planning by submitting balloting applications within 14 to 20 days before the usage date. Applicants must also pay attention to the balloting results and payment deadlines. Since both allocation methods have their own merits and drawbacks, the LCSD has conducted a questionnaire survey to collect public views on the mechanisms for booking and allocating various sports and recreation facilities under its purview.

After considering the feedback from different users as well as reviewing the actual usage carefully, the LCSD currently only allocates sessions of popular turf soccer pitches by balloting, while other sports and recreation facilities continue to be allocated on a first-come, first-served basis. The LCSD will continue to pay close attention to the usage of its various facilities and review relevant booking arrangements with a view to encouraging the general public to engage in regular exercise.

Following is a question by the Hon Dominic Lee and a reply by the Acting Secretary for Culture, Sports and Tourism, Mr Raistlin Lau, in the Legislative Council today (June 18):

Question:

It has been reported that the Dapeng Peninsula of Shenzhen, which is adjacent to Yan Chau Tong of Hong Kong, possesses rich ecological resources, and both Shenzhen and Hong Kong have expressed intentions in recent years to strengthen cooperation in eco-tourism and marine conservation. In this connection, will the Government inform this Council:

(1) of the details of cooperation projects commenced and co-operation agreements reached between the SAR (Special Administrative Region) Government and the relevant government departments of Dapeng New District, Shenzhen in terms of, among others, eco-tourism, green economy, and marine conservation; whether it has compiled statistics on the specific data and effectiveness of such co-operation projects over the past five years;

(2) whether it has plans to promote cross-boundary eco-tourism from Kat O and Tung Ping Chau to the Dapeng Peninsula and devise related sea routes, including the construction of piers for “co-location arrangement” in such areas; if so, of the details and progress of the ongoing negotiations with Shenzhen authorities, including technical feasibility, estimated timetable, and related ancillary facilities; if not, the reasons for that; and

(3) whether the Government has assessed the expected benefits of the aforementioned cross-boundary eco-tourism routes for Hong Kong’s tourism industry and local economy, as well as the potential risks involved in environmental conservation; if so, of the assessment results, and the policy directions determined in response to such results?

According to the Northern Metropolis (NM) Action Agenda announced in 2023, the Blue and Green Recreation, Tourism and Conservation Circle situated in the easternmost part of the NM comprises Robin’s Nest, Lin Ma Hang, Sha Tau Kok, Yan Chau Tong as well as coastal villages and the outlying islands. With abundant blue and green resources including country parks, marine parks and geopark as well as a number of traditional rural townships, this zone has the potential for recreation and tourism development.

As set out in the Development Blueprint for Hong Kong’s Tourism Industry 2.0, the Culture, Sports and Tourism Bureau (CSTB) promotes in-depth integration of Hong Kong’s unique world-class resources with tourism, and crafts tourism products and projects with distinctive features and strong appeal, with “Ecology+Tourism” being one of the development strategies. On the premises of respecting the nature and protecting the environment, we will appropriately unveil Hong Kong’s precious ecological resources to visitors, and at the same time minimise the potential environmental impact due to too many visitors as far as practicable, thereby balancing the needs for conservation and tourism development.

The Agriculture, Fisheries and Conservation Department (AFCD) under the Environment and Ecology Bureau (EEB) has designated places of high ecological value in Yan Chau Tong as country park, marine park and geopark, for conservation and eco-education and recreation purposes.

In taking forth the above work, the wish of some local communities for maintaining a quiet countryside environment should also be considered.

Having consulted the EEB, the Development Bureau, the Security Bureau and the Transport and Logistics Bureau, a consolidated reply in response to the questions raised by the Hon Dominic Lee is as follows:

(1) The HKSAR (Hong Kong Special Administrative Region) Government has established mechanisms with the Shenzhen authorities for the cooperation in individual areas. On ecological conservation and environmental protection, following the establishment of the Robin’s Nest Country Park last year, the AFCD and the Planning and Natural Resources Bureau of Shenzhen Municipality signed the Cooperation Agreement last year on the establishment of the ecological corridor between Shenzhen Wutong Mountain and Hong Kong Robin’s Nest, including jointly removing invasive species, conducting ecological surveys, examining enhancement of animal corridors and enhancing publicity and education. The Hong Kong UNESCO Global Geopark also collaborated with the Shenzhen Dapeng Peninsula National Geological Natural Park to hold science lectures and exhibitions in both locations last year and this year, enabling citizens of both sides to have better understanding of the geological history, landforms, and geoparks of the two places.

On marine conservation, the Environmental Protection Department and the Ecology and Environment Bureau of Shenzhen Municipality have been improving sewage collection and treatment through the Mirs Bay and Deep Bay (Shenzhen Bay) Areas Environmental Management Special Panel. With the concerted efforts of both sides, the water quality of Mirs Bay has been kept at a good level, and it is conducive to the conservation of marine ecology, especially the hard corals in the northeast waters of Hong Kong.

The CSTB has been strengthening co-operation with the Shenzhen authorities in the tourism aspect under the principle of mutual benefits, including encouraging the trade to design eco-tourism products and itineraries on the premise of striking a balance between ecological conservation and tourism development. The travel trade of the Shenzhen and Hong Kong will also organise relevant familiarisation visits to help with the promotion work.

(2) and (3) Yan Chau Tong in the northeastern part of Hong Kong possesses unique geological landscape, rich ecology and village culture with long history. The AFCD has, in collaboration with stakeholders and the local community, established visitor centers, cultural trails, land tour routes, island-hopping itineraries, and maritime tour routes, providing tourists an in-depth green tour experience. In addition, the Countryside Conservation Office under the EEB is dedicated to revitalising villages, and held the Countryside Harvest Festival: Kuk Po ‘Sound, Sight, Taste Fusion’ Tour at Kuk Po in Sha Tau Kok from January to February 2025. The event blended local natural ecology, historical architecture and countryside culture, allowing the public to experience the unique charm of Hong Kong’s countryside.

Through the Working Group for Sha Tau Kok Co-operation Zone set up under the Task Force for Collaboration on the Northern Metropolis Development Strategy under the Guangdong-Hong Kong and Hong Kong-Shenzhen co-operation mechanism, the CSTB collaborates with Shenzhen to promote the tourism development in Sha Tau Kok and nearby areas (including Kat O) under the overall principle of “low density, high quality” and through enriching its historical and cultural elements. The CSTB has also been encouraging the business sector to develop diversified tourism products. At present, Mainland visitors can conveniently enter Hong Kong through various boundary control points to join local tours, including eco-tourism itineraries in Hong Kong. Earlier on, in collaboration with the Travel Industry Council of Hong Kong, the CSTB actively engaged with the trade in Hong Kong and Shenzhen. For instance, the CSTB organised the Sha Tau Kok island-hopping familiarisation tour for the travel trade from Yantian District of Shenzhen in December last year, which included visits to Lai Chi Wo, Kat O and Ap Chau, etc, for designing Sha Tau Kok island-hopping tours after crossing the boundary from the Liantang/Heung Yuen Wai Boundary Control Point.

As regards the construction of piers for “co-location arrangement” for developing cross-boundary ferry routes between the eastern waters of Shenzhen and the NM area of Hong Kong as mentioned in part two of the question, it will indeed involve a number of complex considerations as mentioned in part three of the question, including the long-term market demand for the ferry routes concerned and the carrying capacity of the region; the infrastructure facilities that are required, the consequential change of planning as well as the economic and cost-effectiveness of the infrastructure investment; the security challenges that will have to be faced; and the potential impacts on the ecological environment, etc. which require long-term consideration by both sides of the governments.

Question:

It is learnt that a number of large-scale concerts have been held recently at the Kai Tak Sports Park (KTSP), the AsiaWorld-Expo, the Hong Kong Coliseum and the Queen Elizabeth Stadium respectively, attracting tens of thousands of local and overseas “fans”, and large-scale music events will also be held at the KTSP’s Main Stadium one after another. Some commercial tenants in Kai Tak have pointed out that their sales volume surged by three times on the days of the aforesaid concerts, while the business of some catering establishments in Kowloon City District also increased by more than 30 per cent. On the other hand, there were cases in which a large number of Mainland fans had to wait for a long time before they could cross the border via the Huanggang Port after the aforesaid concerts. In this connection, will the authorities concerned inform this Council:

(1) in view of the successive holding of large-scale music events and concerts as mega events, whether the Government has established a regular inter-departmental collaboration mechanism to assess and make preparations before the holding of each of the large-scale activities concerned, as well as to make a summary afterwards and announce the situation in a timely manner; if so, of the details; if not, the reasons for that;

(2) given that large-scale concerts were held at the AsiaWorld-Expo and various sports venues before and after the opening of the KTSP, whether the Government has compiled statistics on the attendances of such concerts and, among them, the respective ratios of local, overseas and Mainland audiences; and

(3) whether the Government has assessed the economic benefits in promoting the growth of the hotel, catering, retail and transportation industries, etc, as well as creating job opportunities and so on during the aforesaid large-scale concerts; if so, of the details; if not, the reasons for that?

Pop concerts brings substantial economic benefits and employment opportunities, creates a positive atmosphere in society and stimulates local consumption. The Government welcomes commercial organisations to hold concerts of singers and groups of Hong Kong and other places in the city. With its official commissioning in March, the Kai Tak Sports Park (KTSP) provides Hong Kong with the largest and state-of-the-art venues, and quickly becomes a new hub for hosting major international sports and entertainment events.

In consultation with the Transport and Logistics Bureau and the Security Bureau, my reply to the question raised by Dr the Hon Kennedy Wong is as follows:

(1) To offer a pleasant experience to residents and tourists participating in large-scale pop concerts, relevant departments and organisations, for example the Leisure and Cultural Services Department, the Hong Kong Police Force, the Transport Department (TD), event organisers, venue management, public transport operators, maintains close liaison to discuss the detailed arrangements for every large-scale pop concert. Those arrangements include conducting risk assessments, deploying manpower, formulating and implementing comprehensive plans for crowd control, information dissemination, traffic diversion and control point arrangements, with a view to ensuring that the events will take place in a safe and orderly manner with well-prepared contingency plans for any unforeseen circumstances.

For the KTSP, the Culture, Sports and Tourism Bureau monitors and guides the Kai Tak Sports Park Limited (the operator) in the communication and collaboration with various government departments, event organisers, and public transport providers to implement different preparatory work. Based on factors such as the number of attendees, the nature, ending times, and ticketing situations of the concerts, we make corresponding arrangements as needed, such as arranging special bus routes, increasing frequency of the Mass Transit Railway services, and notifying border control points. The operator also issues press releases and publicises the latest event arrangements and venue rules on social media prior to large-scale pop concerts. After the concerts conclude, relevant departments and the operator consolidate their experience with a view to further optimising the operation of events and concerts in the future.

To facilitate the flow of passengers travelling through various boundary control points (BCPs) after large-scale events, relevant departments closely monitor the real-time situation of BCPs, make flexible deployment of manpower and operate additional counters and channels as necessary with a view to facilitating passenger and vehicular movements. Relevant departments also maintain close liaison with their Mainland counterparts to ensure smooth operations at BCPs.

Taking the traffic arrangements after the three concerts held at the KTSP, the AsiaWorld-Expo (AWE) and the Hong Kong Coliseum (HKC) on the evening of May 24 this year as an example, as it was expected that a considerable number of passengers would return to the Mainland via the Lok Ma Chau/Huanggang Control Point after the concerts, the TD co-ordinated with the operators of cross-boundary coaches and Lok Ma Chau-Huanggang cross-boundary shuttle bus (Yellow Bus) in advance to increase the frequency of services to divert passengers. For the traffic arrangements at the KTSP, the number of cross-boundary coaches in service that night was double that of normal days, and about 3 300 passengers who had purchased tickets in advance were diverted within one hour after the concert ended; and after increasing the frequency of the Yellow Bus, it basically completed the transportation of all passengers from San Tin Terminus to Lok Ma Chau Control Point within one hour (from 00.00 to around 01.00).

(2) and (3) According to our estimates, more than 285 performance sessions of pop concerts with over 10 000 spectators would be held throughout 2024 and first half of 2025. As a ballpark, these concerts would attract over 3.9 million spectators, including over 1.4 million tourists, whose spending is estimated to be about HK$3.4 billion, bringing a value add of about HK$1.9 billion to the Hong Kong economy.

Fast bowler Jasprit Bumrah said he told India’s cricket board (BCCI) that he did not want to be considered for the test captaincy as his workload has to be carefully managed due to his back problems.

The BCCI picked top-order batter Shubman Gill as captain following Rohit Sharma’s decision to quit the test format last month, with chief selector Ajit Agarkar saying they could not risk burdening Bumrah with a leadership role.

Gill will lead the side in a five-test series against England starting in Leeds on Friday.

“I have discussed about my workloads going forward in a five-test match series, I’ve spoken to the people who have managed my back, I’ve spoken to the surgeon as well,” Bumrah told Sky Sports on Tuesday.

“I came to the conclusion that I have to be a little more smart, so I called the BCCI and said I don’t want to be looked at in a leadership role.”

Bumrah had captained the side in Rohit’s absence in the first two matches of a five-test series in Australia at the end of last year.

But the 31-year-old was then sidelined for three months after sustaining a stress-related back injury during the series finale in Sydney in January.

Bumrah, who was named the ICC men’s cricketer of the year in 2024, has suffered multiple back injuries throughout his career, including one that forced him to have surgery in 2023.

He said the captaincy should not fall to someone who has to manage their workload in a five-test series.

“I had to say no as it’s not fair for the team as well,” he added. “It’s not fair to the team if in a five-test series, three matches somebody else is leading and two matches somebody else is leading.

“I always wanted to put the team first.”

MIL-OSI Africa: Mashatile arrives in Moscow to boost SA-Russia trade relations

Deputy President Paul Mashatile has arrived in Moscow for a working visit aimed at strengthening economic and trade ties between South Africa and Russia.

The Deputy President was received at the airport by the Deputy Head of State Protocol, Andrei Milyaev, the Deputy Director of the African Department, Andrei Stolyarov, and South Africa’s Deputy Minister of International Relations and Cooperation, Alvin Botes.

According to the Deputy President’s Office, the visit will focus on enhancing economic cooperation between the two countries in sectors such as agriculture, automotive, energy, and mining industries, as well as cooperation in science and technology.

“It will take place in two cities, namely Moscow and St. Petersburg, for high-level engagements as well as economic diplomacy activities,“ the Deputy President’s Office said in a statement.

In Moscow, Mashatile will meet with the Prime Minister of Russia, Mikhail Mishutin, and lay a wreath at the memorial site dedicated to South Africa’s liberation stalwarts, John Beaver (JB) Marks and Moses Kotane.

Following this, he will participate in the 28th St. Petersburg International Economic Forum (SPIEF2025). This year’s forum will be held from 19 – 21 June under the theme: “Shared Values: The Foundation of Growth in a Multipolar World”.

The Deputy President will participate in the plenary session of SPIEF2025 and has also received an invitation to speak at the Russia-Africa Business Dialogue.

In addition, he is scheduled to deliver a public lecture at St. Petersburg State University on the topic: “South Africa’s G20 Presidency in a Rapidly Changing Geopolitical Environment”.

He will also address attendees at the opening of the South African Trade and Investment Seminar.

The St. Petersburg leg of the visit aims to enhance South Africa’s trade relationships and establish the country as a prime investment destination.

According to the Deputy President’s Office, this trip is Mashatile’s first visit to Russia since he took office under the seventh administration.

Fans from over 130 countries have purchased nearly 1.5 million tickets for the Club World Cup that kicked off last weekend in its newly expanded format across the United States, FIFA said on Tuesday.

A crowd of more than 60,000 turned up for the opener at Miami’s Hard Rock Stadium on Saturday, which featured Inter Miami’s Lionel Messi, while some 80,000 were in the Rose Bowl stands as Paris St Germain beat Atletico Madrid 4-0 on Sunday.

Yet some matches have also been sparsely attended, as a 0-0 draw between Borussia Dortmund and Fluminense that kicked off midday on Tuesday played out to a half-empty MetLife Stadium in New Jersey.

While Chelsea manager Enzo Maresca described the atmosphere at his team’s game against Los Angeles FC as “a bit strange”, as a little over 22,000 spectators came to watch at the 71,000 capacity Mercedes-Benz Stadium in Atlanta on Monday.

“This is exactly what the FIFA Club World Cup was created for: a world-class stage where new stories are told, new heroes emerge, and club football fans feel part of something bigger,” FIFA President Gianni Infantino said in a statement.

Designed as a glittering curtain-raiser for the 2026 World Cup, FIFA hopes to build enthusiasm for the quadrennial spectacle among often soccer-ambivalent fans in the U.S., which will co-host the tournament next year with Canada and Mexico.

Concerns had been rampant, however, after a lacklustre Copa America in 2024 that played out on sub-par pitches to half-empty stadiums and ended with a fan security fiasco at the final in Miami.

In New Jersey, Brazil’s Fluminense was left to rue its profligacy in a goalless draw with Germany’s Borussia Dortmund.

The Rio de Janeiro outfit looked more likely to score at MetLife Stadium but could not find a way past Swiss goalkeeper Gregor Kobel, who made a series of fine saves.

Hilton has signed Hampton by Hilton Accra Airport with Amani International Hospitality Limited – bringing Hampton by Hilton’s award-winning hospitality to Ghana’s Kotoka International Airport. Opening in 2026, Hampton by Hilton Accra Airport will include 170 guest rooms, a fully equipped fitness centre, an outdoor pool, and meeting spaces. The hotel will also offer a dynamic open-concept social space and a round-the-clock snacks shop. Union Minister of Commerce and Industry Piyush Goyal is on a two-day official visit to the United Kingdom from June 18 to 19, aimed at strengthening India–UK economic relations and expediting the implementation of the bilateral Free Trade Agreement (FTA).

The visit follows the announcement of the successful conclusion of the India–UK FTA by Prime Minister Narendra Modi and UK Prime Minister Keir Starmer on May 6.

“Goyal’s visit aims to accelerate bilateral engagements, harness emerging opportunities, and lay a robust foundation for a forward-looking, resilient, and mutually beneficial economic relationship,” the Commerce Ministry said in a statement.

During the visit, Goyal will hold key meetings with UK Secretary of State for Business and Trade Jonathan Reynolds to review ongoing FTA negotiations and outline a time-bound roadmap for its conclusion. He will also meet UK Chancellor of the Exchequer Rachel Reeves to discuss financial cooperation and investment promotion.

Additionally, the Minister will engage with UK Secretary of State for Culture, Media and Sport Lisa Nandy to explore partnerships in creative and innovation-driven sectors.

Last year, the Northern Administrative District of Moscow was improved two parks and two squares. In the new season, 10 more projects for the creation of high-quality public space will be implemented here. They were described in his blog Sergei Sobyanin.

Two projects are being implemented at once in the Begovaya area.

Along the pedestrian zone from Leningradsky Prospekt to 2nd Botkinsky Proezd, there will be park gazebos, swings with canopies and sun loungers. Near the building of the Polytechnic College in 1st Botanichesky Proezd, a training area for pets will be equipped.

The area near the Church of the Life-Giving Trinity on Leningradsky Prospekt (16, building 1) will also be improved. Nearby is an arts school, whose teachers have suggested creating a sports ground for children nearby. This summer, they will be able to play basketball and football, do pull-ups on horizontal bars, and develop agility on a mini-climbing wall.

Molzhaninovsky district

UEFA Champions League finalists Inter Milan were held 1-1 by Mexican side Monterrey in their opening Group E game at the Club World Cup in Pasadena on Tuesday.

Inter dominated possession at the outset but underdogs Monterrey struck first, grabbing the lead when 39-year-old defender Sergio Ramos leaped above two defenders to power home a header from a corner in the 25th minute.

The Italians drew level three minutes before halftime when Kristjan Asllani’s floated free-kick into the box was played across the face of goal by Carlos Augusto to give Lautaro Martinez the easy tap-in.

Nelson Deossa had a golden opportunity to win it for Monterrey in stoppage time but his shot ended up in the side netting on a hot day at the Rose Bowl, where plenty of empty seats were visible.

“I think we could have scored a second goal, which we didn’t unfortunately,” said Inter’s Henrikh Mkhitaryan.

“But this is football, we have to work hard, we have to do our best to win the next games because it’s a new competition and the teams are very motivated to get out of the group stage.

“I think we have to be more aggressive in front of goal, we need to score more goals. Even today we had chances which we didn’t score, unfortunately.”

Last academic year, over 108 thousand schoolchildren took part in the project “School Day at the Museum”. Young Muscovites attended over 4.2 thousand educational classes. This was reported by the press service of the capital’s Department of Education and Science.

“The “School Day at the Museum” project allows students in grades 1-11 to attend educational lessons at cultural institutions, where they study school subjects and complete various assignments. This format helps to better absorb the material and practice research skills. The project unites more than 40 different sites in city, federal, departmental and private museums. Among the most popular in the past academic year were the Cosmonautics Museum, the Moscow Zoo, the Tsaritsyno Museum-Reserve, the State Sports Museum and the State Museum of the Defense of Moscow,” the department’s press service reported.

More than 250 interactive lessons in all subjects have been developed for students in grades 1–11. More than 110 of them can be used online. For example, in a math lesson at the Cosmonautics Museum, fourth-graders learn how Yuri Gagarin landed, down to the mileage and time. They determine at what altitude and for how long the cosmonauts can find themselves in zero gravity on board the laboratory aircraft. Young researchers also analyze infographics from the Soyuz-Apollo program to build a chronology of the crews’ flights. And in a chemistry lesson at the State Sports Museum, eighth-ninth-graders study the properties of metals and alloys from which sports awards from different years are made.

Each school day has three to five lessons taught by school subject teachers. They use materials developed by museum staff and specialists from the Institute for the Development of Specialized Education at the Moscow City Pedagogical University.

Elizaveta Illarionova, a sixth-grader at School No. 2087 Otkrytie, said that this year she attended study days at the Timiryazev State Biological Museum and the Cosmonautics Museum. She liked the biological museum the most because she loves biology and wants to become an anesthesiologist in the future. Elizaveta noted that there was a large exposition with plants and animals, and they also carried out interesting tasks. The children compared the characteristics of various fungi and bacteria, looked for answers to questions in the halls, redrew tree bark and found out what it was needed for. According to the schoolgirl, it was as dark as space in the Cosmonautics Museum. She remembered the models of asteroids and rockets, as well as the story of the launch of the first artificial satellite and animal flights.

New sites regularly join the project. This year, its participants included the Borodino Battle Panorama Museum, the State Archives of the Russian Federation, the Alfred Mirek Museum of Russian Accordion, and the Radio and Television Museum of the Interactive Polytechnic Museum Dedushkin Attic.

“The “School Day at the Museum” project allows schoolchildren to leave the formal environment for an informal one, learn to work in a team and expand their horizons with the help of the educational opportunities of Moscow museums. Every year, new sites join the project, which are able to give children an interesting experience in studying school subjects. This format allows for the best use of the museum exposition opportunities to achieve subject results, familiarize themselves with the rich history and culture of our country, and effectively use the socio-cultural space of the capital in the educational activities of schoolchildren,” the press service noted.

Expectations are high ahead of Real Madrid’s debut at the 2025 FIFA Club World Cup, as they face Al Hilal at Hard Rock Stadium in Miami on Wednesday.

The match marks Xabi Alonso’s first official game as Real Madrid head coach. Although the former Madrid midfielder and ex-Bayer Leverkusen boss has had just over a week with the squad, all eyes will be on what early changes he has implemented.

Under former coach Carlo Ancelotti, Real Madrid covered among the least distance on the pitch and rarely applied a high press, instead relying on the pace of Kylian Mbappe, Vinicius Jr. and Rodrygo to hit on the break.

Alonso favored a high-pressing style at Leverkusen, with his players disrupting opponents’ buildup from the back. Whether he can instill that mentality in Madrid after only a few sessions, particularly in Miami’s heat, remains to be seen.

At Leverkusen, Alonso frequently deployed a back three with attacking full-backs. It is unclear if he will adopt a similar system with Madrid.

The arrival of Trent Alexander-Arnold from Liverpool supports the use of wing-backs, and the England international appears poised to make his Real Madrid debut, along with Dean Huijsen, who signed from Bournemouth.

Huijsen impressed during the recent international break. His height and composure on the ball offer Madrid added flexibility, and it’s easy to envision Mbappe and Vinicius exploiting gaps behind Al Hilal’s defense as Huijsen delivers long passes from deep.

Premier League club Brighton and Hove Albion has signed Italian international central defender Diego Coppola from Hellas Verona for an undisclosed fee.

Coppola has agreed a five-year contract with ‘the Seagulls’ and will help cover for the loss of Spain international Dean Huijsen, who signed for Madrid earlier in the summer for 50 million pounds (68 million U.S. dollars).

Coppola, who is currently with the Italian U-21 side at the European Championships in Slovakia, made his debut for Hellas Verona in 2021 and made 81 first team appearances for the club.

“Diego is an exciting addition for the club. Although he is still young, he is tall, strong and mobile, and he will give us a real physical presence,” commented Brighton head coach Fabian Hurzeler on the club website.

Hurzeler highlighted the “impressive progress” the defender has made, adding he “deserved his call-up to the Italian national team.”

Coppola is Brighton’s second signing of the summer, with striker Charalampos Kostoulas also arriving from Greek outfit Olympiakos.

Launching new study abroad and research collaboration partnerships with top Chinese universities and research institutes is the focus of Te Herenga Waka—Victoria University of Wellington’s involvement in the Prime Minister’s trade delegation to China.

Vice-Chancellor Professor Nic Smith is delighted to be participating in this visit to China to formalise these arrangements which offer exciting opportunities to future students interested in coming to study in Aotearoa New Zealand, as well as forge new research collaborations.

These partnerships include a major research partnership with Shanghai’s prestigious Fudan University, focused on public health, biotechnology, and climate science, as well as articulation and study abroad agreements with one of China’s largest universities, Zhengzhou University.

The University first signed an agreement with Xiamen University in the 1980s, and its Confucius Institute was opened by Chinese President Xi Jinping during his visit to New Zealand in 2010. It is a founding partner of the New Zealand Centre at Peking University and hosts the pre-eminent New Zealand Contemporary Chinese Research Centre.

In 2023, Victoria University of Wellington welcomed its first cohort of students enrolled at a Joint Institute through a partnership with China’s largest university—Zhengzhou University, a globally ranked university with around 73,000 students. 

Professor Smith says universities play a crucial role in international dialogue as the world faces increasingly complex challenges.

MIL-OSI New Zealand: Positive year for tara iti – but the fight for survival continues

Thanks to intensive management of wild nests and a growing hand-rearing programme with Auckland Zoo, this season saw 19 fledglings take to the skies. This is a significant improvement from last year’s nine, and just three the year before.

With fewer than 45 adult birds (over a year old) remaining, every chick is precious. DNA sexing results also revealed a higher-than-normal percentage of females, which could prove a vital boost for a species whose future depends on strong female survival.

DOC’s monitoring and tracking programme provided fascinating insights into the movements of young tara iti. Juveniles fitted with satellite tags, hand reared at Auckland Zoo, surprised the team with their adventurous flights – some completing roundtrips from the Hauraki Gulf to the Far North, and one even travelling as far as New Plymouth and back.

Alex Wilson, DOC Senior Ranger, says one of the birds spotted during post-season monitoring was a zoo-reared juvenile from the 2023–24 season.

“She survived the winter months, making her the first hand-reared bird known to have done so,” says Alex. “These are exciting developments and show our new tools like satellite tagging and hand rearing are working.

“Each fledgling is a step forward, and the information we’re collecting helps us understand how to get the best outcomes from our recovery efforts.”

Post-breeding season monitoring recorded 50 individual tara iti (up from 33 individuals last season), including 28 adults, nine sub-adults and 13 fledglings. DOC’s intensive habitat management, predator control, and head-starting approach proves that when we change how we interact with nature, it has a real impact.

Still, tara iti remain in a precarious position. The population is small, and the birds face ongoing threats from habitat loss, predation, disturbance from human activities, and climate change. Ongoing intensive conservation efforts will be required for many years to secure their survival, and DOC can’t do it alone.

DOC works closely with iwi partners including Patuharakeke Te Iwi Trust Board, Te Uri o Hau Settlement Trust, Nga Maungawhakahii O Kaipara Development Trust, Ngāti Wai Trust Board, and Ngāti Manuhiri Settlement Trust, strategic partner Auckland Zoo and key supporters and partners including, Auckland Council, the Shorebirds Trust, NZ Fairy Tern Charitable Trust, About Tern, Birds NZ, Tara Iti Golf Club, NZ Nature Fund, and local trapping groups.

Generous support has also been provided by the Endangered Species Foundation, Pākiri Beach Holiday Park, Manāki Whitebait, Tongariro National Trout Centre, and New Zealand King Salmon.

Aotearoa has one of the highest rates of threatened species in the world, and every New Zealander has a role to play in turning this around. Whether it’s supporting conservation efforts, reducing threats in your own backyard, or simply learning more about our native species, what we do makes a difference.

How you can help protect tara iti
- Stay out of fenced nesting areas and use designated walkways.
- Keep dogs on leads and out of reserves.
- Avoid nests and chicks when on beaches and estuaries.
- Don’t drive or cycle on beaches.
- Dispose of rubbish, bait and fish scraps properly to deter predators.
- If a bird swoops at you or appears injured, move away quickly – you’re likely near a nest.
Donate to the tara iti recovery programme

The public can now donate directly to DOC’s Tara iti recovery programme through the New Zealand Nature Fund. Donations will be used to accelerate DOC initiatives, including:
- Developing three to five new safe breeding sites within the bird’s range.
- Creating shell patch habitats at existing and new breeding sites.
- Expanding predator control buffers to better protect all nesting areas.
- Growing the hand-rearing and release programme to boost productivity.
There’s no such thing as too small an action; every donation helps nature, and brings us closer to securing a future for these rare and remarkable birds.

MIL-OSI Canada: Update 5: Alberta wildfire update (June 17, 3 p.m.)

Current situation (as of 3 p.m., June 17)
- There are 57 wildfires currently burning across Alberta in the Forest Protection Area, and three mutual aid fires.
  
  22 are classified as out of control, nine are being held and 26 are under control.
  
  There have been nine new wildfires since yesterday.
- Since Jan. 1, there have been 567 wildfires in the Forest Protection Area, burning more than 660,000 hectares.
- More than 1,500 Alberta firefighters, contract firefighters and imported firefighters are currently battling wildfires across the province.
- Resources currently being used include heavy equipment, air tankers, helicopters and night vision helicopters.
- Alberta has imported firefighters and aircraft from Yukon, British Columbia, Quebec, Nova Scotia, New Brunswick, Newfoundland and Labrador, Australia, Washington State, Oregon, Idaho, Hawaii and the United States Forest Service.

Orders and alerts
- Updates on evacuation orders are available on www.alberta.ca/emergency.
- On June 17, Dene Tha’ First Nation lifted its evacuation order for the community of Chateh, allowing all residents to return home. Residents of Chateh must remain prepared to evacuate again if conditions change.
- On June 16, the Town of Swan Hills lifted its evacuation alert.
- On June 13, the County of Grande Prairie No. 1 lifted its evacuation order, allowing all residents to return home. An evacuation alert remains in place for everyone north of Township Road 710 to 740, east of the provincial border with British Columbia to Range Road 132.
- On June 13, Saddle Hills County updated its evacuation order, which now includes everyone located between Township Road 794 and Highway 680 (Township Road 802), and Range Road 95 and Highway 725, as well as the Crown Land north of Township Road 800 and south of the Blueberry Mountain Grazing Reserve. The surrounding areas remain on evacuation alert.
- On June 13, Lac La Biche County lifted its evacuation alert for southern Winefred Lake and Grist Lake.
- The Kee Tas Kee Now Tribal Council’s evacuation orders for Loon Lake 235, Peerless Lake and Trout Lake remain in effect.
  
  Registration centre at 10451 170 Street, Edmonton.
- The Municipal District of Opportunity No. 17’s evacuation order for Red Earth Creek remains in effect.
  
  Reception centre at the Baytex Energy Centre, 9810 73 Avenue, Peace River.
- The Municipal District of Opportunity No. 17’s evacuation order for Chipewyan Lake also remains in effect.
  
  Reception centre at Lakeview Sports Centre, 102 Opportunity Drive, Wabasca-Desmarais.

Fire bans

- Please confirm advisories, restrictions or bans for your area at alberta.ca/fire-bans.
- Fire bans outside the Forest Protection Area are the responsibility of municipalities and counties.

Roads and highways
- Highway 686 between Red Earth Creek and Trout Lake is currently closed due to a wildfire.

- Alberta highways that are affected by the wildfires will open and close frequently depending on safety and weather conditions. Be patient and respect the staff at the closure/detour sites – they are there with your safety in mind.
Health
- As of June 16, following the end of the community’s four-hour evacuation order, Alberta Health Services is actively working to restore acute care services at Swan Hills Healthcare Centre.

WASHINGTON – Today, U.S. Senator Tommy Tuberville (R-AL) introduced the Restoring Lethality Act, which eliminates the existence of DEI-related requirements within the U.S. Department of Defense (DOD). Senator Tuberville has been leading the charge to eliminate Biden-era woke policies from the Pentagon and ensure the military is solely focused on lethality and readiness. Last year, Senator Tuberville successfully killed all DEI funding from the National Defense Authorization Act (NDAA), and this bill would ensure it stays dead.

“Joe Biden and Kamala Harris treated the Pentagon like a trial run for their latest DEI initiatives,” said Senator Tuberville.“Thankfully, President Trump and Secretary Hegseth are working around the clock to eradicate this poisonous ideology from the military, but there’s still more to be done. MIL-OSI USA: IAM Midwest Territory Sporting Clay Shoot, Rides for Guides Raises More Than $19,000 for Guide Dogs of America

The IAM Midwest Territory recently hosted two successful fundraising events, collectively raising more than $19,000 for the IAM’s favorite charity, Guide Dogs of America | Tender Loving Canines.

The Sporting Clays Shoot, held at Nilo Farms in Brighton, Ill., welcomed 20 teams with a total of 100 participants. The event brought together IAM members and supporters for a day of friendly competition and camaraderie in support of a great cause. The event showcased impressive marksmanship, with the top three shooters receiving special recognition. Matt Malone took first place honors, followed by Don Ballard II in second, and Levi Craig in third.

The next day the Spirit of the Midwest “Rides for Guides” Classic Auto Show took place at IAM District 837 in Hazelwood, Mo. The event drew 73 vehicles, with 58 participants competing for awards and 16 proudly showcasing their rides. Trophies were awarded to the top three vehicles in each class, as well as Best of Show that went to Clay Erickson and the coveted People’s Choice award proudly going to Michael Barbeau.

Sir Tim Barrow GCMG LVO MBE

Sir Tim Barrow served as National Security Adviser from 2022 to 2024. Prior to this he was the Second Permanent Secretary and Political Director at the Foreign, Commonwealth and Development Office (FCDO). As Political Director, he worked on the biggest foreign policy issues facing the country, including playing a leading role in the UK’s diplomatic response to Putin’s illegal war in Ukraine.

Sir Tim was the Permanent Representative of the United Kingdom to the European Union from 2017 to 2020 and the British Ambassador to the European Union from 2020 to 2021 and played an important role in the United Kingdom’s Brexit negotiations with the EU.

Sir Tim’s civil service career began at the Foreign and Commonwealth Office (FCO) in 1986. He served in London, Kyiv, Moscow and Brussels before his appointment as the British Ambassador to Ukraine in 2006. In 2008, he became the Ambassador to the Western European Union and the UK Representative to the Political and Security Committee. From 2011 to 2016, he served as the British Ambassador to Russia before returning to London as the Foreign, Commonwealth and Development Office’s Political Director.

Dr Simon Case CVO

Dr Simon Case was Cabinet Secretary and Head of the Civil Service from September 2020 to December 2024. As Cabinet Secretary he supported four Prime Ministers in responding to the Covid-19 pandemic, the war in Ukraine and the delivery of the funeral arrangements for Queen Elizabeth II. Before this he was appointed Permanent Secretary at No.10.

Simon has had a long and varied career as a senior public servant. He served as Private Secretary to HRH Prince William, Duke of Cambridge and as Principal Private Secretary to the Prime Minister from 2016 to 2017. He has also served as Director General for Northern Ireland and Ireland and Director General for the UK-EU relationship, both at the Department for Exiting the European Union, and Director of Strategy at GCHQ.

Since leaving Government, he has been appointed as the independent Chair of the Barrow Delivery Board Barrow Transformation Fund, a £200m government package to deepen and develop Barrow’s crucial role at the heart of UK national security and nuclear submarine-building, overseen by the Defence Nuclear Enterprise. He is also a Non-Executive Director at the Ministry of Defence. Simon holds a PhD in political history from Queen Mary’s University of London.

Dame Katherine Grainger DBE

Dame Katherine Grainger is Britain’s most decorated female rower and the only female athlete – in any sport – to gain medals in five consecutive Olympic Games. Following her completion of two terms as Chair of UK Sport, Dame Katherine was appointed as Chair of the British Olympic Association.

Born in Glasgow, Dame Katherine read law at the University of Edinburgh and then obtained a Masters in law from the University of Glasgow and a PhD from King’s College London. Dame Katherine began rowing in 1993, winning a silver medal at the Sydney, Athens and Beijing Olympics, before winning a gold medal in London, and a further silver medal in Rio de Janeiro, as well as eight World Championship medals, including six gold medals.

Dame Katherine is on the board of the Youth Sport Trust and is patron of Netball Scotland, Winning Scotland and the National Coastwatch Institution. She was appointed a DBE in 2017, following previous awards of MBE and CBE. Katherine was previously Chancellor of Oxford Brookes University and is currently the Chancellor of the University of Glasgow and Honorary Colonel of the 215 (Scottish) Multirole Medical Regiment of the British Army. She is also the Honorary President of Scottish Rowing.

Dame Sharon White DBE

Dame Sharon White has spent much of her career in public service, holding a number of the most senior positions in the Civil Service. She was the first black person and second woman to be a Permanent Secretary at HM Treasury, serving as the Second Permanent Secretary between 2013 and 2015, after which she was CEO of Ofcom from March 2015 to November 2019.

Dame Sharon joined the Civil Service in 1998, working at HM Treasury, the British Embassy in Washington, the 10 Downing Street Policy Unit and the World Bank, before becoming a Director General in the Department for International Development, followed by the MoJ, DWP and HMT. Dame Sharon was appointed DBE in 2020 for Public Service. Dame Sharon is an honorary fellow at Nuffield College, University of Oxford, and was a Non-Executive Director for Barratt Developments.

Since leaving the Civil Service, Dame Sharon has become the Managing Director and Head of Europe for Caisse de dépôt et placement du Québec (the Quebec Deposition and Investment Fund), having previously been the Chair of the John Lewis Partnership from February 2020 until September 2024.
