Forgotten assets to help families and young people thrive

First ever Dormant Assets Scheme Strategy unlocks £440 million funding

    • First ever Dormant Assets Scheme Strategy unlocks £440 million funding for people and communities who need it most – redirecting money from long-unused accounts to important social causes
    • Money will get young people involved in music, drama and sport, plus give thousands of vulnerable households access to affordable loans, delivering opportunity through Plan for Change
    • Financial institutions including JP Morgan and AON welcomed to No11 today, as Chancellor and Culture Secretary encourage them to participate in the Scheme and support local communities

Families struggling with sudden costs and young people in deprived areas will get vital help, as £440 million from forgotten assets is put to work in communities across England through the first-ever Dormant Assets Scheme Strategy.

This includes £132.5 million to give young people in disadvantaged neighbourhoods new chances to take part in music, sport and drama to build skills for the future, improve their employment opportunities and ensure access is no longer the preserve of a privileged few.

A further £132.5 million will benefit those in financially vulnerable circumstances, providing them with the affordable credit and support they need to manage their money well. This will mean that people facing money worries will have a safety net for when things go wrong – from a broken fridge to an unexpected car repair – instead of leaving them at the mercy of loan sharks.

Local charities and community groups will also get extra funding, so they can run projects like food banks, youth clubs, and community events. This support will help bring people together, tackle loneliness, and make neighbourhoods safer and friendlier for everyone.

Chancellor of the Exchequer Rachel Reeves and Culture Secretary Lisa Nandy welcomed major financial institutions including JP Morgan, Schroders, AON, Jupiter Asset Management, Aberdeen Group and other industry champions into No11 Downing Street today, highlighting the tangible difference this money can make to local communities and encouraging future participation to support these important causes.

Secretary of State for Culture, Media and Sport, Lisa Nandy said:

“From supporting young people and enhancing financial inclusion to driving social investment, this transformational funding will reach some of the most disadvantaged areas across the country and have a real impact on people’s lives as we deliver our Plan for Change.

“Made possible thanks to the ongoing support of our industry partners, I’ve been delighted to speak to financial institutions today as we look to bring in new sectors to support growth and drive opportunity across England.”

Chancellor of the Exchequer Rachel Reeves said:

“We’re turning forgotten assets into fresh opportunities by unlocking £440 million that would otherwise be sitting idle to help young people realise their potential, and ensure vulnerable families aren’t excluded from the financial products they need. Through our Plan for Change, we’re backing communities and boosting opportunities to deliver growth and put more money in people’s pockets.”

Chris Cummings, CEO of the Investment Association said:

“We look forward to the further expansion of the Dormant Assets Scheme to the investment and wealth management sector. The Scheme has the potential to deliver real positive change to communities across the UK and our industry both warmly supports the initiative and is committed to exploring participating at the earliest opportunity.

“The Dormant Assets Scheme is an important opportunity for our industry to come together with government and deliver a positive, measurable social and environmental impact.”

The Dormant Assets Scheme has successfully released £1 billion to date to support thousands of frontline organisations and individuals in some of the most disadvantaged communities across the country. Funding has been channelled into a range of initiatives including tackling youth homelessness, supporting charities with the cost of living and breaking down barriers to financial inclusion to help vulnerable groups.

The £440 million package announced today represents a significant uplift with an estimated £90 million over previously announced figures set to become available through the Scheme in England by 2028.

Allocations set out in the Strategy will drive forward the growth and opportunity missions in the government’s Plan for Change, with full distributions to include:

    • £132.5 million for young people with funding going to services, facilities and opportunities to provide them with the skills and resources needed to succeed
    • £132.5 million for financial inclusion and education, equipping individuals with the tools and knowledge to build financial security
    • £87.5 million for social investment to strengthen the financial resilience of the voluntary sector, including £12.5 million reaching organisations that support youth outcomes
    • £87.5 million for community wealth funds, which will empower local people to make decisions about their communities, creating stronger neighbourhoods.

    Notes to editors:

    • The Dormant Assets scheme redirects money from long-unused financial accounts to social causes, while preserving the original owners’ right to reclaim their funds.
    • The Dormant Assets Strategy sets out this government’s bold vision for the pioneering Dormant Assets Scheme, unlocking funds to support the communities who need it most and is available to view here
    • The Strategy for the Scheme is centered around three long-term objectives:
      • Achieving long-term systems change through innovative programmes.
      • Protecting the integrity of the Scheme and its funding.
      • Becoming the best practice standard mechanism to deal with dormancy.
    • The Strategy reaffirms the importance of the collaboration between government and the financial services sector to make a success of the Dormant Assets Scheme
    • Last year, the government committed between the four named causes of the Scheme – financial inclusion, youth, social investment and community wealth funds – to break down barriers and drive growth as part of the Government’s Plan for Change.

    • Participants in today’s roundtable included representatives from JP Morgan, Schroders, AON, Jupiter Asset Management, Aberdeen Group, alongside industry champions from across banking, investment, wealth management, insurance and pensions sectors.

Headline: OSCE continues to promote green mobility through VI Cycling Marathon in Djizak

The OSCE Project Co-ordinator in Uzbekistan (PCUz) organized the VI Cycling Marathon for preschool children on 30 May 2025 in Djizak, marking another step in its ongoing efforts to promote environmental awareness, sustainable mobility and healthy lifestyles.
This annual initiative brought together 100 children and their families, highlighting the importance of early environmental education and active living.
“The Cycling Marathon takes place on the eve of International Children’s Day. This reminds us that we have to work against climate change now. We must not steal the right to a clean and safe environment from our children,” said Ambassador Antti Karttunen, Head of Office of PCUz.
Earlier this year, the PCUz donated 500 balance bicycles to preschool educational institutions in the Djizak region. In addition, instructors and educators were coached to provide cycling training in accordance with international practices, ensuring children develop essential motor and co-ordination skills through fun and safe eco-friendly activities.
By encouraging the use of green transport and raising awareness about environmental protection, the PCUz supports Uzbekistan’s transition to a green economy and promotes sustainable development values from an early age. This sixth edition of the cycling marathon follows successful events held in Tashkent, Samarkand, Khiva, Nukus and Namangan.
The marathon was opened jointly by Ambassador Karttunen; Sherzod Karimov, Deputy Minister of Preschool and School Education; and Akmal Savurbaev, Deputy Governor of the Djizak region.

  • MIL-Evening Report: Pasifika recipients say King’s Birthday honours not just theirs alone

By Teuila Fuatai, RNZ Pacific senior journalist, Iliesa Tora, and Christina Persico

A New Zealand-born Niuean educator says being recognised in the King’s Birthday honours list reflects the importance of connecting young tagata Niue in Aotearoa to their roots.

Mele Ikiua, who hails from the village of Hakupu Atua in Niue, has been named a member of the New Zealand Order of Merit for services to vagahau Niue language and education.

She told RNZ Pacific the most significant achievement in her career to date had been the promotion of vagahau Niue in the NCEA system.

The change in 2023 enabled vagahau Niue learners to earn literacy credits in the subject, and receive recognition beyond “achieved” in the NCEA system. That, Ikiua said, was about continuing to increase learning opportunities for young Niue people in Aotearoa.

“Because if you look at it, the work that we do — and I say ‘we’ because there’s a lot of people other than myself — we’re here to try and maintain, and try and hold onto, our language because they say our language is very, very endangered.

“The bigger picture for young Niue learners who haven’t connected, or haven’t been able to learn about their vagahau or where they come from [is that] it’s a safe place for them to come and learn . . . There’s no judgement, and they learn the basic foundations before they can delve deeper.”

Her work and advocacy for Niuean culture and vagahau Niue has also extended beyond the formal education system.

    Niue stage at Polyfest
Since 2014, Ikiua had been the co-ordinator of the Niue stage at Polyfest, a role she took up after being involved in the festival as a tutor. She also established Three Star Nation, a network which provides leadership, educational and cultural programmes for young people.

Last year, Ikiua also set up the Tokiofa Arts Academy, the world’s first Niue Performing Arts Academy. And in February this year, Three Star Nation held Hologa Niue — the first ever Niuean arts and culture festival in Auckland.

She said being recognised in the King’s Birthday honours list was a shared achievement.

“This award is not only mine. It belongs to the family. It belongs to the village. And my colleagues have been amazing too. It’s for us all.”

She is one of several Pasifika honoured in this weekend’s list.

Others include long-serving Auckland councillor and former National MP Anae Arthur Anae; Air Rarotonga chief executive officer and owner Ewan Francis Smith; Okesene Galo; Ngatepaeru Marsters and Viliami Teumohenga.

    Lifted breast screening rates
She has been instrumental in lifting the coverage rates of breast and cervical screening for Pacific women in Hawke’s Bay.

“When you grow up in the islands, you’re not for yourself – you’re for everybody,” she said.

“You’re for the village, for your island.”

She said when she moved to Napier there were very few Pasifika in the city — there were more in Hastings, the nearby city to the south.

“I did things because I knew there was a need for our people, and I’d just go out and do it without having to be asked.”

Berry Rangi also co-founded Tiare Ahuriri, the Napier branch of the national Pacific women’s organisation, PACIFICA.

She has been a Meals on Wheels volunteer with the Red Cross in Napier since 1990 and has been recognised for her 34 years of service in this role.

    Maintaining a heritage craft
She also contributes to maintaining the heritage craft of tivaevae (quilting) by delivering workshops to people of all ages and communities across Hawke’s Bay.

Another honours recipient is Uili Galo, who has been made a Member of the New Zealand Order of Merit for services to the Tokelau community.

Galo, of the Tokelau Aotearoa Leaders Council, said it is very gratifying to see his community’s efforts acknolwedged at the highest level.

“I’ve got a lot of people behind me, my elders that I need to acknowledge and thank . . .  my kainga,” he said.

“While the award has been given against my name, it’s them that have been doing all the hard work.”

He said his community came to Aotearoa in the 1970s.

“Right through they’ve been trying to capture their culture and who they are as a people. But obviously as new generations are born here, they assimilate into the pa’alangi world, and somehow lose a sense of who they are.

“A lot of our youth are not quite sure who they are. They know obviously the pa’alangi world they live in, but the challenge of them is to know their identity, that’s really important.”

Pasifika sports duo say recognition is for everyone
Two sporting recipients named as Members of the New Zealand Order of Merit in the King’s Birthday Honours say the honour is for all those who have worked with them.

Pauline-Jean Henrietta Luyten, who is of Tongan heritage, has been involved with rugby at different levels over the years, and is currently a co-chair of New Zealand Rugby’s Pacific Advisory Group.

Annie Burma Teina Tangata Esita Scoon, of Cook Islands heritage, has been involved with softball since she played the sport in school years ago.

While they have been “committed” to their sports loves, their contribution to the different Pasifika communities they serve is being recognised.

Luyten told RNZ Pacific she was humbled and shocked that people took the time to actually put a nomination through.

“You know, all the work we do, it’s in service of all of our communities and our families, and you don’t really look for recognition,” she said.

“The family, the community, everyone who have worked with me and encouraged me they all deserve this recognition.”

Luyten, who has links in Ha’apai, Tonga, said she has loved being involved in rugby, starting off as a junior player and went through the school competition.

    Community and provincial rugby
After moving down to Timaru, she was involved with community and provincial rugby, before she got pulled into New Zealand Rugby Pacific Advisory Group.

Luyten made New Zealand rugby history as the first woman of Pacific Island descent to be appointed to a provincial union board in 2019.

She was a board member of the South Canterbury Rugby Football Union and played fullback at Timaru Girls’ High School back in 1997, when rugby competition was first introduced .

Her mother Ailine was one of the first Tongan women to take up residence in Timaru. That was back in the early 1970s.

As well as a law degree at Otago University Luyten completed a Bachelor of Science in 2005 and then went on to complete post-graduate studies in sports medicine in 2009.

She is also a founding member of the Tongan Society South Canterbury which was established in 2016.

    Opportunities for Pasifika families
On her rugby involvement, she said the game provides opportunities for Pasifika families and she is happy to be contributing as an administrator.

“Where I know I can contribute has been in that non-playing space and sort of understanding the rugby system, because it’s so big, so complex and kind of challenging.”

Fighting the stereotypes that “Pasifika can’t be directors” has been a major one.

“Some people think there’s not enough of us out there. But for me, I’m like, nah we’ve got people,” she stated.

“We’ve got heaps of people all over the show that can actually step into these roles.

“They may be experienced in different sectors, like the health sector, social sector, financial, but maybe haven’t quite crossed hard enough into the rugby space. So I feel it’s my duty to to do everything I can to create those spaces for our kids, for the future.”

    Call for two rugby votes
Earlier this month the group registered the New Zealand Pasifika Rugby Council, which moved a motion, with the support of some local unions, that Pasifika be given two votes within New Zealand Rugby.

“So this was an opportunity too for us to actually be fully embedded into the New Zealand Rugby system.

“But unfortunately, the magic number was 61.3 [percent] and we literally got 61, so it was 0.3 percent less voting, and that was disappointing.”

Luyten said she and the Pacific advisory team will keep working and fighting to get what they have set their mind on.

For Scoon, the acknowledgement was recognition of everyone else who are behind the scenes, doing the work.

Annie Scoon, of Cook Islands heritage, has been involved with softball since she played the sport in school years ago. Image: RNZ Pacific

She said the award was for the Pasifika people in her community in the Palmerston North area.

    Voice is for ‘them’
“To me what stands out is that our Pasifika people will be recognized that they’ve had a voice out there,” she said.

“So, it’s for them really; it’s not me, it’s them. They get the recognition that’s due to them. I love my Pacific people down here.”

Scoon is a name well known among the Palmerston North Pasifika and softball communities.

The 78-year-old has played, officiated, coached and now administers the game of softball.

She was born in the Cook Islands and moved with her family to New Zealand in 1948. Her first involvement with softball was in school, as a nine-year-old in Auckland.

Then she helped her children as a coach.

“And then that sort of lead on to learning how to score the game, then coaching the game, yes, and then to just being an administrator of the game,” she said.

    Passion for the game
“I’ve gone through softball – I’ve been the chief scorer at national tournaments, I’ve selected at tournaments, and it’s been good because I’d like to think that what I taught my children is a passion for the game, because a lot of them are still involved.”

A car accident years ago has left her wheelchair-bound.

She has also competed as at the Paraplegic Games where she said she proved that “although disabled, there were things that we could do if you just manipulate your body a wee bit and try and think it may not pan out as much as possible, but it does work”.

“All you need to do is just try get out there, but also encourage other people to come out.”

She has kept passing on her softball knowledge to school children.

In her community work, Scoon said she just keeps encouraging people to keep working on what they want to achieve and not to shy away from speaking their mind.

    Setting a goal
“I told everybody that they set a goal and work on achieving that goal,” she said.

“And also encouraged alot of them to not be shy and don’t back off if you want something.”

She said one of the challenging experiences, in working with the Pasifika community, is the belief by some that they may not be good enough.

Her advice to many is to learn what they can and try to improve, so that they can get better in life.

“I wasn’t born like this,” she said, referring to her disability.

“You pick out what suits you but because our island people — we’re very shy people and we’re proud. We’re very proud people. Rather than make a fuss, we’d rather step back.

“They shouldn’t and they need to stand up and they want to be recognised.”

  • MIL-OSI USA: Aderholt Hosts Education Secretary McMahon, Calls for Return to Core Learning and End to Classroom Indoctrination

Source: United States House of Representatives – Congressman Robert Aderholt (AL-04)

Washington, D.C. — Today, Congressman Robert Aderholt (AL-04), Chairman of the House Appropriations Subcommittee on Labor, Health and Human Services, Education, and Related Agencies, welcomed newly appointed Secretary of Education Linda McMahon to testify on the Department of Education’s Fiscal Year 2026 budget request.

In his opening remarks, Congressman Aderholt commended Secretary McMahon for swiftly implementing President Trump’s bold education agenda, noting her strong start in reshaping federal education policy and reaffirming the Department’s commitment to restoring education to state and local control.

“Secretary McMahon has wasted no time getting to work,” said Aderholt. “She understands that despite record levels of federal spending, student outcomes have declined, and it’s time to reassess our approach to education. I applaud her for hitting the ground running.”

Aderholt addressed the alarming decline in student performance, citing data from the National Assessment of Educational Progress indicating that one-third of eighth graders read below the basic level. He emphasized the failure of increased federal spending to yield academic gains and reiterated his call for focusing on foundational skills such as reading, writing, and mathematics.

“Students deserve better. More spending has only led to worse results,” Aderholt said. “It’s time we return the focus of our classrooms to core subjects rather than divisive social advocacy.”

A key topic of the hearing was school choice, particularly the expansion of public charter schools. Aderholt pointed to Department data showing that charter school enrollment has more than doubled in the past decade while traditional public school enrollment has declined.

He also discussed the Department’s efforts to address the ongoing crisis in the federal student loan system, which has left millions of borrowers in default or at risk of default.

“The student loan program is in disarray, and Secretary McMahon has inherited a broken system,” said Aderholt. “I am hopeful that she can bring clarity and responsibility back to this vital area of higher education.”

Congressman Aderholt also praised Secretary McMahon and the Department for reaffirming protections for students on college campuses and restoring the original intent of Title IX, ensuring equal opportunities for women and girls in sports.

“Thank you to Secretary McMahon and President Trump for defending the rights of female athletes and ensuring our campuses are safe and welcoming environments for all students,” Aderholt added.

The hearing marked Secretary McMahon’s first appearance before the Subcommittee since her confirmation and provided a forum for Congressional oversight of the Department’s spending and priorities under the new administration.

  • MIL-Evening Report: As the NRL edges into Darwin, does the AFL need to be more proactive in the NT?

Source: The Conversation (Au and NZ) – By Tim Harcourt, Industry Professor and Chief Economist, University of Technology Sydney

The Northern Territory government recently announced the Dolphins, the NRL’s newest team that entered the league in 2023, would play a home game at TIO Stadium in Darwin every year from 2026 to 2028.

The Dolphins deal replaces a 12-year partnership between the NT and the Parramatta Eels, which ran from 2014 to 2025.

The NRL announcement came soon after the AFL’s Gold Coast played two “home” games at TIO Stadium during Sir Doug Nicholls Round, which is dedicated to Indigenous players, cultures and communities.

Looking ahead, Darwin will be the only capital city in Australia without an AFL or NRL team when the Tasmania Devils join the AFL in 2028 as its 19th team. The NT is, however, pushing hard to join as the AFL’s 20th club.

So, as the NRL dips its toes into the NT, will the AFL look to defend its territory?

The case for an AFL team in the NT

The “footy case” for a standalone NT team is strong: the Territory has produced rich reservoirs of football talent from Alice Springs to the Arafura Sea, with stars such as Michael Long, the Rioli family (Maurice Snr, Cyril, Dean, Daniel, Willie and Maurice Jnr) and Andrew McLeod dominating games and delighting fans.

According to James Coventry’s book Footballistics, the NT shines in terms of participation rates. Only about 250,000 people live in the Top End, but more than 13% participate in Aussie rules programs compared to 8% in Western Australia, 6% in South Australia and 2% in Victoria. In terms of girls and women, the Territory boasts the highest Aussie rules participation rate in the country.

The NT has traditionally been a strong source of AFL draftees, producing more per capita than any other state or territory except for Victoria and South Australia. Around 10% of AFL players are Indigenous, with many emanating from the NT.

But in recent years, Indigenous numbers have declined. In 2024, 70 men and 21 women players identified as Aboriginal and/or Torres Strait Islander – a decrease of 17% since 2020.

    Read more:
It’s clear footy has an Indigenous participation problem, and the AFL draft is only part of the solution

An NT team would surely be a boon for Indigenous players who want to stay local.

In the NRL, about 12% of players identify as Indigenous, although only a handful come from the NT.

How would an AFL team look?

The Territory AFL Team Taskforce, in its strategic business case for the 20th licence, has examined a number of options.

These include current AFL clubs playing more matches in Darwin and Alice Springs, a relocated club, or a Darwin-based standalone NT team that also plays in Alice Springs.

The taskforce has also considered a northern Australia team (Darwin based but also playing in Cairns), although that is a less likely option at this stage given it would be hard to have two home grounds so far apart, along with the need to play some games in Alice Springs.

The NT plan also includes an AFLW team and possibly a reserves team in second tier competitions such as the Victorian Football League (VFL) or maybe even the South Australian National Football League (SANFL) or West Australian Football League (WAFL).

Of course, that’s the footy case. The economic case is much more complex.

    Dollars and cents

A standalone NT team would need significant financial assistance from the AFL and governments to be successful.

The AFL distributes its profits among its clubs, with smaller teams receiving a greater share as part of its equalisation aims.

Even with a significant AFL contribution of A$7.83 million per year, the taskforce forecasted an NT club would need the federal and NT government to fund an operation funding gap of $18.89 million annually.

This would include a new or upgraded stadium, which would “anchor the opportunity to bid for a 20th licence,” according to AFL NT chairman Sean Bowden.

    The taskforce noted:

The economic benefit to the NT could be as much as $559 million if the new club was provided with a new stadium. An AFL team would create 160 full-time jobs, bring game day activation of the economy and add $116 million a year in economic output to the Territory economy.

    Other considerations

Hand in hand with the economic benefits come the social impacts.

The NT has serious problems with diabetes and associated health problems, education and imprisonment.

The taskforce has committed to develop pathways for elite AFL and AFLW footballers and also create a safety net of social programs for all Territorians under the umbrella of the NT AFL team.

The taskforce stated having elite pro sports teams could inspire Indigenous children, particularly in remote communities.

    A big decision to make

As the NRL continues to make its presence felt in the NT, the AFL faces a big decision as the Territory pushes for a standalone team.

The prospect of Australia’s only indigenous game boasting teams from Tasmania to the Top End, and from the east coast to the west coast in every capital city, would no doubt warm the hearts of all football supporters.

It might also be too much for the AFL, as custodians of the great Australian game, to resist.

Tim Harcourt does not work for, consult, own shares in or receive funding from any company or organisation that would benefit from this article, and has disclosed no relevant affiliations beyond their academic appointment.

At the “Movement of the First” festival at VDNKh, Deputy Prime Minister Dmitry Chernyshenko congratulated the participants on Children’s Day, discussed their projects with schoolchildren, greeted the “Eaglets of Russia” and assessed the work of the sports zone.

A presentation of four socially significant projects by Russian high school students took place in the lecture hall of the Znanie Society. The discussion was also attended by the general director of the Znanie Society, Maxim Dreval.

“Friends, you have a huge number of paths, but even more opportunities, because President Vladimir Vladimirovich Putin gave us an order – this is a whole national goal: to create conditions for the realization of opportunities, the disclosure of your talents. Today we have gathered here to consider some of the projects that you are doing. All of them are very interesting and deserve that we listen to them together. We will definitely think about how to support the most successful projects,” said Dmitry Chernyshenko.

A student of Lyceum No. 1 of the Krasnoarmeysky District of Volgograd, finalist of the All-Russian competition “Knowledge. Lecturer” Alesya Zhuk presented the project “Made with Care in Russia”. Its mission is to promote the preservation and popularization of traditional folk crafts and trades. The idea is aimed at creating an all-Russian database of artisans and an interactive map of the origin of crafts.

Dmitry Chernyshenko said that it is important to decide within the framework of what large event to hold such a festival of traditional crafts, to think through the mechanics and program.

A student of Bauman Engineering School No. 1580 in Shatura, Alexandra Zhelnova, and a student of Moscow School No. 727, Margarita Starostina, presented the project “Pro podderzhki” – a service for supporting teenagers and their parents. The high school students want to create a tool that will distract children from the negative influence of the Internet, direct them to development and creativity, and help parents improve their relationships with their children.

The Deputy Prime Minister drew attention to the importance of ensuring the protection of personal data, the anonymity of users, and also recommended adding functionality with the ability to find activities to one’s liking.

Muscovite Daniil Makatrov, a student at the Classical Boarding School of Moscow State University named after M.V. Lomonosov, spoke about smart sensors for sports analytics using artificial intelligence – YouChip. The product significantly increases the efficiency of players and coaches, reduces the number of errors and speeds up decision-making by members of a sports club. The creator of the project is confident that the solution is applicable in any game sport, and the technology will be useful in industry, logistics, and other areas.

Dmitry Chernyshenko gave recommendations on the commercialization of the project and noted that he would instruct the Ministry of Sports to consider the possibility of subsidizing in order to make the technology accessible to schools.

Maria Aleksandrova, a student of the V. M. Komarov School with Advanced Study of English in Zvezdny Gorodok, Moscow Region, a finalist of the All-Russian competition “Knowledge. Lecturer”, presented the “Promkod” project. This is a new tourist platform for schoolchildren, parents and teachers, where enterprises from 13 industrial sectors will be presented, available for school excursions.

The Deputy Prime Minister spoke about the federal project “Professionality” and announced plans to give its partner companies the opportunity to become familiar with the “Promcode”.

The Deputy Prime Minister emphasized the depth and professional level of the projects’ preparation: “It turned out that you are helping to implement the President’s order, for which a separate national project “Youth and Children” was created. Thank you very much!”

In addition, at the “Movement of the First” festival, Dmitry Chernyshenko congratulated the “Orlyat Rossii” on Children’s Day and joining the “Movement of the First”:

“Now you will always be first! Thanks to our President, you have a huge number of opportunities to realize your talents. And we will try to make it happen for you.”

  • MIL-OSI Africa: Collaboration a key cog to solving societal challenges

    Source: South Africa News Agency

The church remains a key ally in helping government to tackle challenges such as poverty, gender-based violence, and social fragmentation, said Deputy President Paul Mashatile.

“Government alone cannot address the multitude of challenges confronting our communities today. From unemployment and substance abuse to crime, poverty, and social fragmentation, these issues require a collective societal response,” he said on Friday.

Speaking at the gala dinner marking the 150th anniversary of the Evangelical Presbyterian Church of South Africa (EPCSA) held at Euphoria Golf Estate in Limpopo, the Deputy President called on faith leaders to strengthen their role in combating gender-based violence and to support vulnerable members of society.

“The church has a profound moral responsibility to speak out against domestic violence and to promote a culture of mutual respect, dignity, and family cohesion. Through sermons, community outreach, and family counselling, the church can instil values of compassion, responsibility, and peace,” said.

He also commended the EPCSA for its 150 years of unwavering commitment to faith, social cohesion, nation building and community upliftment.

In his remarks, he praised the church for its historic and ongoing role in promoting love, justice, and integrity in South Africa.
“This sesquicentennial celebration is not merely a reflection of the passage of time but a testament to unwavering faith, resilience, and a steadfast commitment to serving both God and the people of South Africa,” the Deputy President said.

Founded in 1875 by the Swiss Mission in South Africa, the EPCSA began its journey in Valdezia, Limpopo. Over the years, it has expanded across ethnic and cultural lines, playing a vital role in education, healthcare, and community development.
Previously known as the Swiss Mission Church and Tsonga Presbyterian Church, the EPCSA has since transcended ethnic boundaries, serving all communities with equal compassion and dedication.

“The EPCSA’s dedication to education, healthcare, and social justice has left an indelible mark on our nation’s history. By establishing mission stations, schools, and clinics, the church has played a pivotal role in uplifting marginalised communities and fostering social cohesion,” Mashatile said.

The Deputy President also highlighted the church’s recent reunification in October 2024 after over three decades of division, calling it “a powerful reminder that, through faith and humility, divisions can be healed, and communities can be strengthened.”

The Deputy President drew attention to the EPCSA’s ongoing outreach work.

“The EPCSA’s commitment to addressing societal challenges such as poverty, inequality, and social injustice aligns with our national objectives. Your outreach programs, including food distribution, educational initiatives, and substance abuse counselling, exemplify the church’s proactive approach to community development.”

The Deputy President also called for ongoing collaboration between government and the faith sector.

“Let us continue to work together, government, church, and civil society to build a South Africa that is inclusive, just, and prosperous.

“Once again, I extend my heartfelt congratulations to the Evangelical Presbyterian Church of South Africa on this momentous occasion. May your legacy of faith and service continue to inspire generations to come”. – SAnews.gov.za

    Press release

UK-Morocco Joint Communiqué: Strategic Dialogue 2025

The Kingdom of Morocco and the United Kingdom enter an Enhanced Strategic Partnership and sign a series of agreements driving mutual growth and security.

The Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, Mr. Nasser Bourita received the Secretary of State for Foreign, Commonwealth and Development Affairs of the United Kingdom of Great Britain and Northern Ireland, The Rt Hon David Lammy MP, in Rabat on 1st June 2025. Mr. Bourita and The Rt Hon David Lammy co-chaired, on this occasion, the 5th session of the Morocco-UK Strategic Dialogue. Following productive talks between the two Ministers, the Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland have secured a historic agreement to enhance their bilateral relationship.

A historic partnership between two Kingdoms rooted in shared values

    1. The Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland are bound by one of the world’s oldest diplomatic relationships, dating back over 800 years. From the first recorded contact between both Crowns, in the early 13th century, to present day exchanges, the longstanding and enduring ties between Moroccan and British Sovereigns have formed the bedrock of this unique alliance.

    2. Their Majesties King Mohammed VI and King Charles III continue to anchor Moroccan-United Kingdom ties. Their leadership has continuously fostered the stability and high-level commitment necessary to develop an ambitious, forward-looking strategic partnership.

    3. The privileged ties between both Kingdoms rest on a solid foundation of shared values and converging interests. From the Treaty of Peace and Commerce, signed over 300 years ago, to the UK-Morocco Association Agreement, which passed into effect in 2021, trade and economic cooperation continue to grow from strength to strength. People-to-people connections and flourishing cross-cultural exchanges nurture the bonds of friendship and mutual respect that ensure the resilience and growth of this relationship.

    4. Both countries reaffirmed the paramount importance of a rules-based international order and the fundamental principles of the Charter of the United Nations, and their constant position on respect for the territorial integrity and sovereignty of countries, the non-use of force for the settlement of conflicts and their support for the principle of respect for self-determination.

Securing a Historic Agreement: Ushering in a New Era of Bilateral Relations

    1. Building upon this exceptional shared history and its many bilateral achievements, the Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland seek to usher in a new era of comprehensive and genuine strategic partnership. To this effect, both Ministers reaffirmed their mutual commitment to deepening collaboration across all dimensions: political, diplomatic, security, economic, cultural and people-to-people exchanges.

    2. Marking a significant step towards a pioneering partnership fit for the future, the Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland reaffirm their shared objectives in the realms of security, conflict resolution, green growth and socio-economic development, for the mutual benefit of their peoples.

    3. The Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland pledge to act as partners to jointly address regional and global challenges, and to uphold the principles of peace, security, tolerance, and human rights. In this spirit, the two countries intend to optimize existing bilateral frameworks and adopt an ambitious, enduring roadmap across issues of common interest.

Western Sahara: Supporting Morocco’s Autonomy Plan

    1. The UK recognises the importance of the question of Western Sahara for the Kingdom of Morocco and follows closely the current positive dynamic on this issue under the leadership of His Majesty King Mohammed VI.

    2. As a Permanent Member of the UN Security Council, the United Kingdom agrees with Morocco on the urgent need to find a resolution to this long-held dispute, which would be in the interest of the parties. The stalled nature of the political process and ongoing conflict prevents the region from realising its full social and economic potential and hampers regional integration, security and development. The time for a resolution and to move this issue forwards is long-overdue, and would strengthen the stability of North Africa and the relaunch of the bilateral dynamic and regional integration.

    3. Both countries support, and consider vital, the central role of the UN-led process to bring the parties together and move the issue forward to achieve a just, lasting and mutually acceptable political solution and reaffirm their full support for the efforts of the UN Secretary-General’s Personal Envoy, Mr. Staffan de Mistura. To this end the UK is ready, willing and committed to lend its active support and engagement to the Personal Envoy and the parties to reach such a solution to this dispute.

    4. In that context the UK, in encouraging the relevant parties to engage, urgently and positively, with the UN-led political process, considers Morocco’s autonomy proposal, submitted in 2007 as the most credible, viable and pragmatic basis for a lasting resolution of the dispute.

    5. The UK and the Kingdom of Morocco expressed their shared conviction that renewed efforts were urgently needed to support the PESG in the search for a solution, underlying that the only viable and durable solution will be one that is mutually acceptable to the relevant parties, and is arrived at through compromise. They committed themselves to this goal, in the belief that, with goodwill on all sides, a solution could be found very soon. To that end, the UK will continue to act bilaterally, including economically, regionally and internationally in line with this position to support resolution of the conflict.

    6. The two Ministers discussed how to move the question forward, and, in that context, the UK welcomed Morocco’s willingness to engage in good faith with all relevant parties, to expand on details of what autonomy within the Moroccan State could entail for the region, with a view to restarting serious negotiations on terms acceptable to the parties.

Enhancing bilateral cooperation: strengthening collective security, advancing green growth and deepening people-to-people bonds

    1. The Kingdom of Morocco and the UK agree to strengthen their bilateral cooperation mechanisms, including the Strategic Dialogue, the Association Council, the Security Dialogue and the informal Human Rights Dialogue.

    2. In the field of security, the Kingdom of Morocco and the UK commit to enhanced efforts to address national security concerns. Both parties committed to increased collaboration on counter-terrorism and its root causes, including the return and rehabilitation of foreign terrorist fighters, tackling online radicalisation, counter-unmanned aerial systems (drones), cybersecurity and risks posed by Artificial Intelligence and emerging technologies in particular their potential malicious use, security of critical infrastructure and major international events. Ministers agree that strengthened security cooperation in counterterrorism, illegal migration and serious organised crime will enhance mutual resilience from these threats and that this will be underpinned by an agreed information and intelligence exchange. In this regard, the UK welcomes Morocco’s election as Interpol Vice-President for Africa, reinforcing its role as a key player in both regional and international security efforts.

    3. In the field of Defence, the Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland will continue to work together to strengthen their defence cooperation, built upon the foundations of a dynamic programme of activity, agreed at the annual Joint Military Commission.  With both the Kingdom of Morocco and the UK being Atlantic maritime nations, the two countries agreed to look for opportunities to strengthen maritime collaboration. Both sides agreed to deepen Defence industry cooperation and partnership, including investments in industrial projects, leveraging UK Defence industry expertise and resources to deliver cutting-edge capabilities.

    4. On bilateral trade, the Ministers applauded the expansion of economic ties, which reached £4.2 billion in 2024, doubling since the entry into force of the UK-Morocco Association Agreement in 2021. Building on this positive momentum, both parties expect this new partnership to drive further trade growth, create quality jobs and reduce costs for consumers.

    5. The Parties reaffirmed their shared commitment to maintaining and expanding economic ties, paving the way for deeper collaboration and continuity of trade. The UK especially welcomes the support to strengthen public procurement co-operation between the parties.

    6. They acknowledged the importance of intellectual property to the UK’s export economy, and expressed support of efforts to safeguard the Moroccan market from counterfeit and low-quality imitation goods.  In this regard, the two sides agreed to examine the registration of a list of UK geographical indications in Morocco, ensuring the protection of emblematic quality products.

    7. Both parties welcomed the efforts to reach a decision on rules of origin and the progress made on the agricultural review, aimed at improving market access and enhancing trade. Their finalization will mark a major step in strengthening the UK-Morocco Agreement and deepening a fair and mutually beneficial partnership.

    8. Both Ministers recognise the untapped investment potential between the Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland, and agree to work together to unlock new investment opportunities. In this context, they commit to establishing a Morocco Business Alliance, driven by the private sector.

    9. Morocco also welcomes UK Export Finance’s £5bn commitment to support new business across the country. The UK and Morocco discussed the coverage of UK Export Finance. The UK can consider supporting projects in Western Sahara subject to meeting UKEF’s due diligence requirements. The UK recognises Morocco as a key gateway to Africa’s socio-economic development and reaffirms its commitment to deepening engagement with Morocco as a partner for growth across the continent.

    10. Regarding the 2030 FIFA World Cup, the UK reiterates its congratulations to Morocco on its successful bid to co-host the tournament. Morocco welcomes the UK Government’s technical support and efforts to promote associated commercial opportunities for UK businesses across the value chain. Both Ministers expressed their commitment to collaborate on priority infrastructure projects ahead of the tournament, including by utilising support from the UK Government, where relevant and jointly agreed, as well as expertise from the UK supply chain.

    11. In the field of water, climate and energy transition, both parties will enhance efforts to unlock green growth projects, remove barriers to clean energy deployment and connectivity, and mobilise climate and sustainable finance, including through the Energy Transition Council, the Breakthrough Agenda, and the Powering Past Coal Alliance. The United Kingdom of Great Britain and Northern Ireland recognises Morocco’s pioneering leadership in renewable energy and sustainable development, and its strategic efforts to become a regional energy and sustainable mining and fuels hub. Both sides commit to work closely on sustainable water management, building on Morocco’s national strategy for water resilience, and jointly encourage broader international financing and political backing for water security and climate action ahead of COP30. The UK welcomes Morocco’s support for, and participation in, the UK-led Clean Power Alliance. Both countries welcome the new collaboration of the UK Met office and Morocco’s Direction Generale de la Meteorologie as a positive example of collaboration on climate and related environmental services.

    12. In the healthcare sector, the Ministers discussed Morocco’s ambitious plans to expand its national capacity and to achieve universal health insurance. Morocco welcomes the UK’s support in advancing this goal, noting agreements between public and private bodies to strengthen partnership across hospital  building, medical equipment supply, and teaching links.

    13. Both parties commit to further deepening their cooperation in education, scientific research, and innovation, including through the promotion of mobility for students, researchers, and faculty, the establishment of co-financing mechanisms for joint research, and the expansion of British university campuses in Morocco. The UK welcomed Morocco’s announcement of automatic recognition of UK higher education qualifications for Moroccan students studying in the UK, as well as its intention to facilitate the establishment of UK higher education institutions and recognise UK degrees delivered in Morocco. Morocco recognises the UK as a partner of choice in its efforts to expand English language education and will match-fund the UK’s current annual investment in British Council pre-service training programmes for English language secondary school teachers and inspectors.

    14. They welcomed the Agreements and Memoranda of Understanding (MOUs) which will give new impetus to the bilateral partnership and deepen collaboration in several areas of common interest including healthcare, water, energy, transport, defence and procurement.

    15. The United Kingdom of Great Britain and Northern Ireland welcomes and is supporting the major reforms undertaken by Morocco, under the leadership of His Majesty King Mohammed VI, for a more open and dynamic society and economy. Both countries note the constructive cooperation between the Bank of England and Bank Al-Maghrib in areas such as cyber security, regulatory alignment, and Central Bank Digital Currency. Both parties will continue to collaborate – alongside relevant multilateral institutions – by sharing expertise and advancing cooperation in financial policy reforms, climate risk, financial stability, and economic diplomacy.

    16. Furthermore, the UK commends the progress achieved by Morocco in the field of human rights under the leadership of His Majesty King Mohammed VI, both at the national level and on the international stage. The UK congratulated Morocco on its successful presidency of the United Nation’s Human Rights Council in 2024, and both Ministers welcomed Morocco’s participation at the UK’s Wilton Park Conference on Women’s Political Empowerment in January 2025. They also welcomed the second UK-Morocco Informal Dialogue on Human Rights, held in Rabat on 30 April 2024, during which the two countries discussed areas of mutual interest, including freedom of expression, empowerment of women, media freedom, and judicial reforms. Both parties reaffirmed their commitment to empowering women and girls across all areas of bilateral cooperation and confirmed their intention to hold a third session of the dialogue before the end of 2025 in London.

    17. Both parties welcome the burgeoning cultural and sport exchange, and the people-to-people ties that underpin this partnership. Both nations will support emerging cultural spaces and festivals, youth and community engagement, and friendly matches between their national football teams.

    18. The two Ministers celebrated the increase in people-to-people contacts between the two kingdoms. Given the record number of Moroccan and British visitors in both directions, and in line with the strengthening of bilateral relations, they agreed to build on existing visa processes and to make meaningful improvement for visitors from both countries.

Both parties expressed their concern about security threats in the Sahel region, the proliferation of non-state actors, and reports of multiple human rights violations. Both parties agreed to explore cooperation on these issues in this regard.

    3. With regard to the Middle East, the UK commends the key role played by His Majesty King Mohammed VI as Chairman of the Al-Quds Committee. Both countries reaffirm their shared commitment to advance a comprehensive peace in the region, including by building on our close cooperation to support regional stability. This as the Minister on Wednesday announced the success conclusion and appointment of Sizekhaya Holdings (RF) (Pty) Ltd (“Sizekhaya”) as the fourth national lottery and sports pools operator. However, Sizekhaya’s appointment takes effect on 1 June 2026.

“Sizekhaya’s appointment takes effect on 1 June 2026 and requires that there be transition from the third national lottery and sports pools operations to the fourth national lottery and sports pool licence operations.
“On advice of the National Lotteries Commission, I also authorised that a temporary licensee must be appointed in terms of section 13B of the Lotteries Act, 1997.

“I am pleased to report that I have concluded, on advice of the Commission, successful negotiations with Ithuba Holdings (RF) (Pty) Ltd and have signed a temporary licence Agreement for them to operate the National Lottery and Sports Pool for a period of 12 months with effect 1 June 2025,” said the Minister in a statement on Saturday.

The temporary licence will ensure the continuation of the lottery operations in the period that transition is required from the third to the fourth licence operations.

In addition, the Minister said he takes issue with the judgement of the High Court of 21 May 2025 which found that the Temporary Licence Request for Proposal (RFP) was not valid and has appealed this judgment.

“However, in its judgment of 21 May 2025, the court accepted that it is in the public interest that the National Lottery should continue to operate to raise revenues to fund worthy causes notwithstanding that the court was not satisfied with the RFP process. Additionally, another court affirmed my power to appoint a temporary licensee in its judgement of 30 May 2025,” said Minister Tau.

It is in the context of both the 21 and 30 May 2025 judgments that the Minister received and accepted the advice from the Commission that he appoint a temporary licence operator on an urgent basis.

“I am pleased that the National Lottery operations will not be interrupted during transition from the third to [the] fourth licence operations and that worthy causes will continue to receive support,” said the Minister. –SAnews.gov.za

BEIJING, June 1 (Xinhua) — On a warm weekend in early summer, thousands of muddy, out of breath but determined children ran, crawled and climbed during the Spartan Kids obstacle race in Beijing.

The race, which was held on May 24-25 at the Universal Beijing Resort theme park, namely the Universal CityWalk, involved children aged 4 to 14, who covered distances of 3 to 5 km with 18 to 26 obstacles. The children jumped over walls, climbed nets and clung to bars, while their parents applauded wildly from the sidelines.

“There are definitely times when my kids feel exhausted and want to give up, but that’s part of growing up,” six-time Olympic champion Ma Long said after jogging alongside his sons.

The growing popularity of events like the Spartan Kids obstacle race reflects a growing interest in children’s fitness in China, as well as a national push to get more children physically active, especially at a time when childhood obesity is becoming a major public health issue.

Nearly 19 percent of children in China aged 6 to 17 are overweight or obese, according to the National Health Commission (NHC). Research suggests that the overweight and obesity rate among Chinese children could reach 31.8 percent by 2030.

In response, China is stepping up efforts to reverse this trend. Notably, a three-year national weight-loss campaign was launched in 2024, while the government is also calling for stricter weight control measures among infants, children and adolescents.

In April 2025, the NHC issued a notice calling on relevant hospitals, including children’s hospitals and traditional Chinese medicine hospitals, to establish specialized weight loss clinics.

The country is also placing greater emphasis on physical education in schools. In Beijing, new guidelines call for more intensive physical education classes designed to make students “work up a sweat.”

Liang Jiaqi, a 12-year-old fifth-grader in Beijing, is one of many students embracing the breaks. His school now offers daily physical education classes, as well as regular long breaks that provide plenty of time for active recreation.

He said running is his favourite way to stay active, and he has also recently taken up table tennis, playing the sport daily with his younger brother and his neighbouring friends.

“Sports makes me feel relaxed and happy,” he said. “I have made new friends and I eat better after training.”

On International Children’s Day this year, Liang Jiaqi is putting her passion into practice by competing in orienteering. “It sounds fun and creative! I hope I can do it!” -0-

On a warm weekend in early summer, thousands of muddy, panting and determined children sprinted, crawled and climbed their way through the obstacle-packed Spartan Kids race in Beijing.

The race, held May 24-25 at Beijing’s Universal CityWalk, drew children aged 4 to 14 to tackle 3-to-5-kilometer courses featuring 18 to 26 obstacles. Kids vaulted over walls, scaled nets and grappled with monkey bars, while parents cheered wildly from the sidelines.

“There are definitely moments when my children feel exhausted and want to give up, but that’s how they grow,” said six-time Olympic gold medalist Ma Long, after running alongside his sons.

The rising popularity of events like the Spartan Kids race reflects a growing interest in children’s fitness in China, alongside a national push to get more kids moving — especially at a time when childhood obesity is becoming a serious public health concern.

According to the National Health Commission (NHC), nearly 19 percent of Chinese children aged 6 to 17 are classified as overweight or obese. Research predicts that overweight and obesity rates among Chinese children could reach 31.8 percent by 2030.

In response, China is stepping up efforts to alter this trend. Notably, a three-year national weight management campaign was launched in 2024, while the government is also calling for stronger weight control measures among infants, children and adolescents.

In April 2025, the NHC issued a notice encouraging eligible hospitals, including children’s hospitals and traditional Chinese medicine hospitals, to establish specialized weight management clinics.

The country is also placing greater emphasis on physical education (PE) in schools. In Beijing, new guidelines call for more intense PE classes, designed to make students “work up a sweat.”

George Liang, aged 12 and a fifth grader in Beijing, is one of many students embracing the change. His school now has a PE class every day, along with regular long recess sessions that ensure plenty of time for outdoor activities.

Liang revealed that running is his favorite way to stay active, while more recently he has also developed a love for table tennis, playing this sport daily with his younger brother and neighborhood friends.

“Sports make me feel relaxed and happy,” he said. “I’ve made new friends, and I eat better after exercising.”

This Children’s Day, Liang is putting his passion into action by competing in an orienteering race. “It sounds fun and creative! I hope I can do a great job!”

Meanwhile, Hunan Province in central China has invited local sports clubs to co-teach school lessons, including swimming classes led by professional coaches. Shenzhen, located in south China’s Guangdong Province, began requiring one PE class per day at schools in early 2024, a decision which has seen the percentage of students earning “good” or “excellent” marks in national fitness tests increasing by over six percent in this city.

Many families have shown enthusiasm for this shift in their own ways. In the case of Keke, who traveled from nearby Tianjin Municipality in north China to compete in Beijing, the Spartan race has become more than a sporting event for her family — instead becoming a way of life.

“This is our sixth Spartan race,” said Keke’s mother. “We join whenever there’s a race in the Beijing-Tianjin-Hebei region, if we are free. This time, we also visited Universal Studios in Beijing. It has become our family tradition — fitness, travel and quality time all rolled into one.”

At the finish line of the Spartan Kids race in the Chinese capital, kids could be seen sharing high-fives in celebration while parents snapped muddy selfies, prompting multiple Olympic champion Ma to exclaim: “I just hope they keep loving sports. And to all the parents out there — keep cheering and keep believing, your kids will go further than we ever did.”

  • Doue dazzles as PSG humble Inter 5-0 to win first European Cup

    Source: Government of India

    Source: Government of India (4)

Teenager Desire Doue scored twice to inspire Paris St Germain to their first European Cup triumph with a crushing 5-0 victory over Inter Milan on Saturday, the biggest winning margin in the final of the continent’s premier club competition.

After losing the 2020 final to Bayern Munich, Luis Enrique’s PSG side, who teetered on the brink of elimination in the league phase, finally claimed the trophy their Qatari owners have craved since taking over the French capital club in 2011.

PSG’s young team achieved what the likes of Lionel Messi, Neymar and Kylian Mbappe could not do in their colours as they became only the second French side to win the trophy after Olympique de Marseille in 1993.

“Making history was a goal from the start of last season,” Luis Enrique said.

“I really felt a connection with the players and the fans, a very strong connection that we saw throughout the season. We were able to handle the tension and excitement in the best possible way.”

PSG put on a masterclass which the more experienced Inter team had no answer to, scoring twice in the opening 20 minutes through former Inter defender Achraf Hakimi and Doue.

The 19-year-old Doue was on target again in the 63rd minute, Khvicha Kvaratskhelia scored 10 minutes later and substitute Senny Mayulu netted three minutes from time to complete the rout in Munich.

Before kickoff the Italian fans sang “There’s Only Inter”, the club’s anthem, but on the pitch their side went missing and PSG ran riot to secure a richly deserved win.

PSG bossed the game from the start, maintaining possession with their slick passing, every player constantly searching for an opening, which they found in the 12th minute when Vitinha played a pass into Doue in the box.

Inter defenders appealed for offside but Federico Dimarco played the PSG man onside and the youngster kept his cool to roll the ball across goal and hand Hakimi the simplest of tap-ins.

“We have made history, we have written our names in the history of this club,” Hakimi said.

“For a long time this club deserved it, we are very happy. We have created a great family.”

The second came eight minutes later from a quick PSG counter which found Ousmane Dembele on the left wing.

Dembele drove forward before floating the ball to the far side and Doue had time to control the ball on his chest and his shot took a deflection off Dimarco to beat the wrong-footed Yann Sommer.

    GAME OVER

Inter had to try to attack in the second half but PSG killed off the game with a third goal when Vitinha slid the ball through to Doue in the area and the 19-year-old coolly slipped the ball past Sommer.

Inter were shell-shocked but things only got worse.

Dembele’s defence-splitting pass from his own half sent Kvaratskhelia haring away before beating Sommer at his near post, a goal which brought the PSG bench, including Luis Enrqiue, onto the pitch.

Luis Enrique became the second manager, after his former Barcelona teammate Pep Guardiola, to win the continental treble of League, Cup and Champions League in one season twice, both winning their first with Barca and their second by beating Inter.

“He is the man who has changed everything at PSG. Since he came here, he has changed the way football is seen. He is a loyal man, he deserves it more than anyone else,” Hakimi said.

PSG still had time for a fifth as Mayulu fired past Sommer from close range after a pass from substitute Bradley Barcola and the final whistle was greeted with huge roars from the French fans who had been singing loudly all game.

Inter had high hopes of making up for their defeat two years ago by Manchester City in Istanbul but finished the season trophyless.

“It absolutely didn’t feel like my Inter out there, and the players are the first to know it, but I’m proud of the journey we’ve taken,” Inter manager Simone Inzaghi said.

Luis Enrique, visibly emotional after the final whistle and wearing a T-shirt with a tribute to his daughter Xana who died in 2019, has turned PSG from a side of superstars into a group of humble players finally playing as a team.

  • MIL-OSI China: Top amateur golfer Zhou wins third CLPG Tour title in Xiamen

Source: People’s Republic of China – State Council News

Zhou Shiyuan, China’s top female amateur, captured her third CLPG Tour title against a pro field on Saturday, when the Chongqing teenager carded a four-under 68 to win the Zhu Chun Strait Cup Women’s Open by two strokes in Fujian Province.

After starting the third round with a one-stroke lead at Orient (Xiamen) Golf and Country Club, the 15-year-old, 43rd in the World Amateur Golf Ranking, closed with a bogey-free round featuring four birdies to finish on 10-under 206.

At 15 years, five months and 14 days old, Zhou becomes the youngest person to win three times on the CLPG Tour. She broke the previous record set by Yin Xiaowen who was 16 years, five months and 15 days old when she won the Wuhuanxing Women’s Challenge on May 22, 2021.

“Many people have congratulated me, saying that winning three times is incredible and that I have a bright future. But I feel like I’m still the same person. Nothing has changed,” reasoned a humble Zhou.

“Even though I broke Yin Xiaowen’s record, I don’t think much of it. Yin is an outstanding player who’s already competing on the US LPGA. Though I don’t know her well, I respect her greatly.”

Jeong Seulgi claimed the RMB 75,000 winner’s purse as the South Korean veteran carded her fifth birdie of the day at the last hole to finish with a 67, one shot ahead of Chinese amateur Wang Xinyu (65).

Thai veteran Sherman Santiwiwatthanaphong (70) was fourth, four shots back, at the tournament featuring a field made up of CLPG Tour and TLPGA Tour players in an event created to promote “friendship” across the Taiwan Strait.

Zhou, who last year won in Chongqing and Jiangsu Province, opened with consecutive birdies to quickly get to eight-under. She picked up another stroke at the 405-yard sixth before making her last birdie at the 375-yard 10th hole. She would then par the final eight holes.

She called this victory “harder” than her previous two wins.

“This time, I felt tense throughout. My form in the first half of the year wasn’t great, especially in handling small details. The pressure was real in this event because the Thai players were chasing me hard,” said Zhou, who is considering turning pro at the end of the year.

“But I’ll assess my form first. I also hope to play in the Augusta National Women’s Amateur again. This year’s tournament left me with regrets. I missed the cut. Next time, I want to make it to the weekend and compete alongside the world’s top amateurs. I want to learn from them.”

Jeong, who won a Monday qualifier for a second time this year to get into the tournament, started the final round three shots off the lead and came out firing with birdies on the first three holes. She then picked up another shot at the 372-yard ninth hole before sinking a 25-foot birdie putt at the last to secure the runner-up finish.

“I felt I had a chance to win. Lots of great shots today, but I need more birdies,” said the former KLPGA Tour regular. “But it’s great for me. It’s a good finish. I’m not disappointed. I gave it my best efforts today.”

Guangdong-based Wang secured a top-five finish for the third consecutive tournament with a scorching final round featuring an eagle three at the 488-yard second hole where her approach shot from 114 yards out found the cup followed by five birdies.

“I’m certainly very pleased with this finish, especially since I played the final 36 holes without a single bogey. My game was solid overall today. Both my iron play and putting were on point,” said the 17-year-old Hunan native, who matched her personal best lowest score.

“My goal is to earn my professional status by year’s end. For the second half of the season, I’m aiming for a tournament victory, that way I can bypass the qualifying school process altogether.”

Rookie pro Wu Chun-wei crashed out in her CLPG Tour debut as the 2024 Asia-Pacific Women’s Amateur champion was never in contention this week, closing with 79 to finish 58th.

The monocular’s alignment with your smartphone camera adds further functionality — turning your phone into a zoom lens for pictures and video.

Common Starscope Problems & How to Fix Them
Even high-quality devices like the Starscope Monocular can encounter minor issues. Here are some common problems users have reported — and how to resolve them quickly:

    Problem: Blurry or Out-of-Focus Image

    Fix:

    • Rotate the focus ring slowly while looking through the eyepiece.
    • Make sure the lens is clean and free of fingerprints or smudges.
    • If using with a smartphone, ensure the adapter is properly aligned.

Problem: Smartphone Adapter Doesn’t Fit Properly

    Fix:

    • Loosen and adjust the clamp arms carefully — most adapters are universal but may require repositioning for multi-lens phones.
    • Try removing your phone case to improve alignment.

Problem: Double Vision or Image Distortion

    Fix:

    • Clean both lenses with a microfiber cloth.
    • Make sure the monocular isn’t fogged up (especially when moving between temperature zones).
    • Check if the internal lens is misaligned due to a drop — in rare cases, customer support may need to assist.

Problem: View Is Too Dark or Dim

    Fix:

    • Ensure you are not using it in complete darkness — Starscope is optimized for daylight and low-light, but not for nighttime use.
    • Wipe off any moisture or condensation from the lens.

Problem: Can’t See Anything Through the Eyepiece

    Fix:

    • Remove all lens caps.
    • Adjust your eye position — the exit pupil must align with your eye.
    • Twist the eyecup if you’re wearing glasses.

    Problem: Scratched or Smudged Lens

    Fix:

    • Use only soft, non-abrasive cloths (preferably microfiber).

  • MIL-OSI Economics: Jana Merunková receives the CNB Governor’s Award

    Source: Czech National Bank

Jana Merunková is the winner of the third round of the CNB Governor’s Award for Outstanding Contribution to the Advancement of Financial and Economic Literacy. The Governor of the Czech National Bank Aleš Michl presented the award to her on Saturday, 31 May, during a ceremony held at the CNB’s Visitor Centre in Prague.

The aim of the award is to highlight the importance of financial and economic literacy across all age groups. In this way, the CNB annually recognises and supports individuals who, with exceptional commitment, have long been engaged in raising awareness in this area and whose projects help promote greater financial responsibility among the public.

“Financial literacy is not a theory – it’s a life skill. It helps people avoid debt, navigate contracts and plan for the future. At the CNB, we want money to be explained in plain language. A big thank you to those who put in the time and energy to do this. That’s one of the reasons this award was created,” said CNB Governor Aleš Michl.

As in previous years, the public was involved in selecting the winner and could nominate candidates using an online form on the CNB website until 28 March. A total of 30 individuals received public support in this way. The final decision on the award was made by the Governor of the CNB at the recommendation of an advisory team.

Jana Merunková has worked in the field of financial and economic literacy for more than fifteen years. After a successful business career, in 2009 she became the expert guarantor of the projects run by non-profit organisation yourchance o.p.s., which focuses on teaching financial literacy and fostering entrepreneurship among children, young people and socially disadvantaged groups. She has also been an active member of expert working groups at the Ministry of Finance and the Ministry of Education, Youth and Sports since 2013.

“This award from the Governor is a strong affirmation that my work is meaningful. At the same time, I see it as an incentive to keep going, as there is still much to be done – whether we are talking about improving the practical grasp of financial literacy in schools or nurturing such skills across generations and other target groups,” added Jana Merunková upon receiving the award.

The award ceremony for the CNB Governor’s Award for Outstanding Contribution to the Advancement of Financial and Economic Literacy took place on 31 May 2025 at the CNB Visitor Centre, which plays a key role in the central bank’s educational activities. The centre offers free exhibitions and programmes focusing on the world of money, the economy and monetary policy. Tens of thousands of people visit the centre every year, with primary and secondary school pupils making up roughly half of all visitors.

Announcement of the fourth round of the CNB Governor’s Award for Outstanding Contribution to the Advancement of Financial and Economic Literacy

The third round of the CNB Governor’s Award has its winner. Who will become the winner of the fourth round in 2026? Once again, the public can actively take part in the selection process by using the nomination form on the CNB’s website to highlight individuals who have long been dedicated to advancing financial and economic literacy. Nominations may be submitted until 28 March 2026. The winner will be selected by the CNB Governor at the recommendation of his advisory team.

  • MIL-OSI USA: Rep. Panetta Reintroduces Bipartisan, Bicameral Legislation to Spur Plant Biostimulant Research and Development

Source: United States House of Representatives – Congressman Jimmy Panetta (D-Calif)

Monterey, CA – United States Representatives Jimmy Panetta (CA-19) and Jim Baird (IN-04) reintroduced the Plant Biostimulant Act.  This legislation would create a uniform federal definition for plant biostimulants, establish a consistent regulatory pathway to market, and promote additional research into the benefits of biostimulant products on soil health and crop production.  Currently, there is no clear or consistent federal framework to govern the use and approval of plant biostimulants, which creates uncertainty for producers and limits the adoption of these innovative tools.  The updated legislation would address this gap through federal guidance from the U.S. Environmental Protection Agency (EPA) and the U.S. Department of Agriculture (USDA).  Companion legislation was introduced in the Senate by Senators Alex Padilla (D-CA) and Roger Marshall (R-KS).

Plant biostimulants are substances or microorganisms applied to plants or soils to enhance natural processes, improve nutrient uptake, increase tolerance to environmental stress, and boost overall plant health and crop yield.  These products also show promise for improving sustainability through practices like carbon sequestration and water quality improvement.

“The lack of a standard regulatory definition or pathway to market for plant biostimulants makes it harder for producers to access this sustainable and effective technology,” said Rep. Panetta.  “By reintroducing this bipartisan bill, we’re pushing for the clarity and federal coordination needed to encourage the adoption of biostimulants.  Increasing access to these products helps our farmers improve crop yields, protect our environment, and maintain U.S. leadership in sustainable agriculture.”

“Our farmers and ranchers deserve a regulatory process that provides a clear path for their products to go to market, especially as new technologies become available for famers and producers to improve the efficiency, productivity, and sustainability of our agriculture industry,” said Rep. Baird.  “Biostimulants have the significant potential benefits for producers and their sustainability footprint.  Defining these products and creating a consistent process is an important step in giving farmers better access to plant biostimulants and other new technologies to ensure our agriculture sector can thrive.”

“California’s agriculture industry is essential to our national economy and puts food on the table for families across the country,” said Senator Padilla.  “As we make our agriculture sector more sustainable, our evolving practices must be properly implemented to ensure their efficacy and safety.  Oversight and regulatory standards for plant biostimulants, which could replace or reduce the use of synthetic pesticides and fertilizers, are critical to maintain California’s leadership at the forefront of this bio-based agricultural technology.”

“Innovation is the cornerstone of American agriculture. By creating pathways to approve new agronomic tools like plant biostimulants, our nation’s farmers are able to produce more food with less crop protection tools and fertilizers,” said Senator Marshall.  “I am proud to lead this bipartisan effort with Senator Padilla and Representatives Baird and Panetta to help make the world cleaner, safer, and healthier than we found it.”

    The Plant Biostimulant Act would:

    • Amend the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) to define plant biostimulants;
    • Direct the EPA to revise the Code of Federal Regulations to reflect the new definition;
    • Require the USDA to study the contributions of plant biostimulants to soil health and sustainability.

The Plant Biostimulant Act is endorsed by; Agriculture Retailers Association (ARA), American Seed Trade Association (ASTA), Biological Products Industry Alliance (BPIA), Biotechnology Innovation Organization (BIO), Council of Producers and Distributors of Agrotechnology (CPDA), CropLife America (CLA), The Fertilizer Institute Biostimulant Council, Golf Course Superintendents Association of America (GCSAA), Humic Products Trade Association (HPTA), International Fresh Produce Association (IFPA), National Association of Landscape Professionals (NALP), RISE (Responsible Industry for a Sound Environment), Southern Crop Production Association (SCPA), and Western Growers.

“Reintroducing the Plant Biostimulant Act is a vital step forward, and we applaud Representatives Jimmy Panetta and Jim Baird for their leadership,” said Keith Jones, Executive Director of the Biological Products Industry Alliance (BPIA).  “This bipartisan bill is critically important to the future of the biostimulant industry, as it will codify a federal definition for plant biostimulants and clarify the path to market for these innovative products.  By establishing a clear regulatory framework, the legislation will drive investment in U.S.-led agricultural innovation and enhance American competitiveness in the global biological marketplace.  BPIA looks forward to working with Congress to see this bill signed into law.”

“The Biotechnology Innovation Organization (BIO) strongly supports the reintroduction of the Plant Biostimulants Act, and we thank Reps. Panetta and Baird for their continued bipartisan leadership on this important issue.  This crucial legislation will provide a clear regulatory pathway for innovative agricultural technologies, enhancing efficiency and productivity in American agriculture and ensuring food security for our nation.  By promoting plant biostimulants, we can improve soil health, water quality, and crop resilience, while also reducing farmers’ reliance on costly pesticides and fertilizers.  BIO is committed to advancing cutting-edge bio-based solutions for our farmers and plant producers, securing a productive yet sustainable future for our agricultural community and our planet,” said Sylvia Wulf, Interim Head of the Biotechnology Innovation Organization (BIO) Ag & Environment Center of Excellence

“The Fertilizer Institute (TFI) thanks Reps. Panetta and Baird for reintroducing this important legislation. This bill provides a critical definition for plant biostimulants which will help states establish a clear path to market for these important products and technologies, critical to a variety of growers,” said Corey Rosenbusch, President and CEO of the Fertilizer Institute.

“CropLife America (CLA) appreciates Representatives Jimmy Panetta (D-CA) and Jim Baird (R-IN) for reintroducing the Plant Biostimulant Act.  By establishing a federal definition for plant biostimulants and clarifying their pathway to market, this legislation will facilitate farmers’ access to these innovative products and drive further research and development. CLA looks forward to working with Congress on this important legislation,” said Alexandra Dunn, President and CEO of CLA.

“I’d like to thank Congressmen Panetta and Baird for reintroducing the “Plant Biostimulant Act,” said Megan Provost, President of RISE (Responsible Industry for a Sound Environment). “Plant biostimulants help homeowners, landscape professionals and golf course superintendents provide healthy greenspaces that benefit us all. This legislation will help to clarify how they are defined and ensure access to these valuable products.”

“The Humic Products Trade Association sincerely thanks Representatives Panetta and Baird for reintroducing the Plant Biostimulant Act,” said Russell Taylor, President, Humic Products Trade Association.  “This legislation updates FIFRA to match today’s reality: farmers need crop inputs that help build soil resilience, optimize nutrient use, and safeguard water. By defining plant biostimulants outside the pesticide framework, Congress will give states—and innovators—the regulatory clarity needed to foster this growing product category. HPTA supports this bill because it equips growers with modern, science-backed tools, which ultimately help deliver safe, sustainable food to consumers.”

“I’d like to thank Congressmen Panetta and Baird for reintroducing the “Plant Biostimulant Act,” said Rhett Evans, CEO of the Golf Courses Superintendents Association of America.  “Plant biostimulants help golf course superintendents provide healthy greenspaces that benefit everyone.  This legislation will help ensure golf’s access to this valuable product.”

Padilla, Marshall Introduce Bipartisan, Bicameral Legislation to Spur Plant Biostimulant Research and Development

LOS ANGELES, CA — U.S. Senators Alex Padilla (D-Calif.) and Roger Marshall (R-Kan.) introduced the Plant Biostimulant Act to create a uniform federal definition for plant biostimulants, establish a consistent regulatory pathway to market, and promote additional research into the benefits of biostimulant products on soil health and crop production. Plant biostimulants are substances or microorganisms applied to plants or soils to enhance natural processes, improve nutrient uptake, increase tolerance to environmental stress, and boost overall plant health and crop yield. U.S. Representatives Jimmy Panetta (D-Calif.-19) and Jim Baird (R-Ind.-04) introduced companion legislation in the House of Representatives.
“California’s agriculture industry is essential to our national economy and puts food on the table for families across the country,” said Senator Padilla. “As we leverage innovation to make our agriculture sector more sustainable, our evolving practices must be properly implemented to ensure their efficacy and safety. “Our farmers and ranchers deserve a regulatory process that provides a clear path for their products to go to market, especially as new technologies become available for famers and producers to improve the efficiency, productivity, and sustainability of our agriculture industry,” said Representative Baird. “Biostimulants have the significant potential benefits for producers and their sustainability footprint. Defining these products and creating a consistent process is an important step in giving farmers better access to plant biostimulants and other new technologies to ensure our agriculture sector can thrive.”
“The reintroduction of the Plant Biostimulant Act in the Senate is a pivotal step forward, and we commend Senators Roger Marshall and Alex Padilla for their leadership,” said Keith Jones, Executive Director of the Biological Products Industry Alliance (BPIA). “This bipartisan legislation provides much-needed regulatory clarity for plant biostimulants—ensuring a consistent federal definition and a predictable path to market for these innovative tools. By enabling greater investment in U.S. agricultural innovation, it strengthens our global competitiveness and supports long-term sustainability. BPIA stands ready to work with Congress, growers, and partners across the agricultural community to get this bill passed and deliver the solutions our farmers deserve.”
Specifically, the Plant Biostimulant Act would:
    Amend the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) to define plant biostimulants;
    Direct EPA to revise the Code of Federal Regulations to reflect the new definition;
Require USDA to study the contributions of plant biostimulants to soil health and sustainability.
Plant biostimulants are similar to probiotics or vitamins for plants which stimulate a plant’s natural processes to increase growth and optimize plant health, thereby reducing abiotic stress such as heat, salinity, floods, and drought. • MIL-OSI USA: Senators Marshall and Padilla Introduce Bipartisan Plant Biostimulant Act to Advance Agricultural Innovation

    US Senate News:

Source: United States Senator for Kansas Roger Marshall
Washington – U.S. Senator Roger Marshall, M.D. (R-Kansas) joined U.S. Senator Alex Padilla (D-California) to introduce the Plant Biostimulant Act to establish a standardized process for approving the commercial use of plant biostimulants as alternatives to synthetic pesticides and fertilizers. Plant biostimulants have demonstrated potential in advancing sustainable practices, including carbon sequestration and water quality enhancement. The legislation would also support research into the benefits of these technologies for soil health.
“Innovation is the cornerstone of American agriculture, and creating pathways for new agronomic tools like plant biostimulants to be approved for use allows our nation’s farmers to produce more food with fewer crop protection tools and fertilizers,” said Senator Marshall. “I am proud to lead this bipartisan legislation alongside Senator Padilla as we work together to improve soil health.”
Representatives Jim Baird (R-Indiana-4) and Jimmy Panetta (D-California-20) introduced the House companion bill.
“Our farmers and ranchers deserve a regulatory process that provides a clear path for their products to go to market, especially as new technologies become available for farmers and producers to improve the efficiency, productivity, and sustainability of our agriculture industry,” said Representative Baird. “Biostimulants have significant potential benefits for producers and their sustainability footprint. Defining these products and creating a consistent process is an important step in giving farmers better access to plant biostimulants and other new technologies to ensure our agriculture sector can thrive.”
“The lack of a standard regulatory definition or pathway to market for plant biostimulants makes it harder for producers to access this sustainable and effective technology,” said Representative Panetta.” By reintroducing this bipartisan bill, we’re pushing for the clarity and federal coordination needed to encourage the adoption of biostimulants. Increasing access to these products helps our farmers improve crop yields, protect our environment, and maintain U.S. leadership in sustainable agriculture.”
The Plant Biostimulant Act is endorsed by Agriculture Retailers Association (ARA), American Seed Trade Association (ASTA), Biological Products Industry Alliance (BPIA), Biotechnology Innovation Organization (BIO), Council of Producers and Distributors of Agrotechnology (CPDA), CropLife America (CLA), The Fertilizer Institute Biostimulant Council, Golf Course Superintendents Association of America (GCSAA), Humic Products Trade Association (HPTA), International Fresh Produce Association (IFPA), National Association of Landscape Professionals (NALP), RISE (Responsible Industry for a Sound Environment), Southern Crop Production Association (SCPA), and Western Growers.
“We thank Senators Marshall and Padilla for championing the Plant Biostimulant Act,” said Russell Taylor, President, Humic Products Trade Association. “This essential bill provides a clear regulatory path for innovative products, including humic substances, that build soil resilience and optimize nutrient use. It delivers the certainty needed to advance science-backed tools for a more sustainable American food supply.
“I’d like to thank Senators Marshall and Padilla for reintroducing the Plant Biostimulant Act,” said Megan Provost, President of Responsible Industry for a Sound Environment. “Plant biostimulants help homeowners, landscape professionals, and golf course superintendents provide healthy greenspaces that benefit us all. This legislation will help to clarify how they are defined and ensure access to these valuable products. We are excited to see bipartisan, bicameral legislation now gaining traction and hope for its inclusion in the upcoming Farm Bill.”
“I’d like to thank Senators Marshall and Padilla for reintroducing the Plant Biostimulant Act,” said Rhett Evans, CEO of the Golf Courses Superintendents Association of America. ”Plant biostimulants help golf course superintendents provide healthy green spaces that benefit everyone.  This legislation will help ensure golf’s access to this valuable product.”
“The Fertilizer Institute (TFI) thanks Senators Marshall and Padilla for reintroducing this important legislation. This bill provides a critical definition for plant biostimulants, which will help states establish a clear path to market for these important products and technologies, critical to a variety of growers,” said Corey Rosenbusch, President and CEO of the Fertilizer Institute.
“The reintroduction of the Plant Biostimulant Act in the Senate is a pivotal step forward, and we commend Senators Roger Marshall and Alex Padilla for their leadership,” said Keith Jones, Executive Director of the Biological Products Industry Alliance. “This bipartisan legislation provides much-needed regulatory clarity for plant biostimulants – ensuring a consistent federal definition and a predictable path to market for these innovative tools. By enabling greater investment in U.S. agricultural innovation, it strengthens our global competitiveness and supports long-term sustainability. BPIA stands ready to work with Congress, growers, and partners across the agricultural community to get this bill passed and deliver the solutions our farmers deserve.”

Headline: Gliding to victory: How Special Olympics is using Copilot to empower its organization and athletes

    Leaving it on the ice

One by one, the athletes skated their routines to boisterous applause. And, one by one, the medal results rolled in.

    Beth Allen: Silver medal!
    Cody Wheatley: Gold medal!
    Deeb Habchi: Gold medal!
    Cori Piels: Bronze medal!

As soon as she hit the ice, Cori instinctively felt she was going to crush it. “Right away, I knew that this was it—my dream coming true,” she says. Cori’s mom, Karalee, also felt the full-circle significance of it all. “To see her work for 20 years and achieve everything she wanted—from perfecting her routine to designing her dress—I don’t think I’ve ever been so emotional in my life.”

By giving it their all, Beth, Cody, Deeb, and Cori proved what’s possible when everyone gets a fair shot. That with hard work, ambition, and the right support, no dream is too big. Heidi believes tools like Copilot will continue to amplify this potential. As she puts it: “I believe the partnership between Microsoft and Special Olympics has really married two worlds that will enrich and enhance any athlete’s life, from everyday activities to training in their specific sports. Copilot is for everyone.”

  • MIL-OSI Canada: Province strengthens response to combat downtown street crime, disorder

Source: Government of Canada regional news

Businesses in British Columbia will be better protected against property crimes with the launch of a new public-safety initiative focused on addressing street disorder and non-violent offences.

The new Community Safety and Targeted Enforcement (C-STEP) program will boost police efforts tackling public-safety challenges that are affecting businesses and communities. Through C-STEP, police can strengthen operations that address street crimes, such as robbery, shoplifting, theft and property damage, and the associated impacts on public safety, community well-being and the growth of B.C.’s economy.

“Businesses that have been the victims of theft rings and shoplifting are understandably frustrated by the losses they have suffered,” said Terry Yung, Minister of State for Community Safety and Integrated Services. “Building on the proven success of other public-safety initiatives, we are implementing C-STEP to further strengthen these efforts that support safer downtown cores, so people can build a good life in a safe community.”

The Province is allocating as much as $5 million in new funding for the initiative, which will provide police with enhanced tools, technology and investigative resources to curb property crimes.

In addition to enforcement, C-STEP will also support police initiatives to develop co-ordinated operational plans that unite law enforcement, businesses, outreach teams and social services to deliver a strategic, preventive approach to tackling street disorder.

“Our downtown communities are more than just economic hubs. They are the heartbeat of our cities, bringing people together to work, explore, create and connect with culture,” said Spencer Chandra Herbert, Minister of Tourism, Arts, Culture and Sport. “Our downtowns reflect the energy and diversity that makes our Province unique, and the new C-STEP program is laying the groundwork for safer, more dynamic downtowns, ensuring they remain vibrant spaces for everyone.”

Funding provided through C-STEP can also support proactive patrols and increased police presence to improve physical and social conditions of public spaces by addressing disruptive or unlawful behaviours, such as open drug use or trafficking, disturbances, obstruction, indecent acts and/or public intoxication.

Additionally, the initiative will enhance police capacity to effectively work alongside front-line social-service providers, ensuring individuals in crisis are connected to the appropriate and available services.

“The B.C. Association of Chiefs of Police supports the C-STEP initiative and funding directed toward addressing street disorder across our province,” said Chief Supt. Wendy Mehat, president of the B.C. Associations of Chiefs of Police. “Police leaders continue to raise concerns about repeat offending and the impacts of chronic street-level crime on public safety and community well-being. We recognize that a co-ordinated, multi-agency response is essential, and we are committed to working alongside government and community partners to develop long-term, sustainable solutions. Our shared goal is safer, healthier communities for all British Columbians.”

C-STEP builds on the existing Specialized Investigation and Targeted Enforcement (SITE) program, with the B.C. RCMP administering the funding to police on behalf of government. Together, these programs will help police agencies implement comprehensive public-safety strategies to tackle violent and non-violent crime, adapt to emerging policing needs and stay responsive to evolving crime trends.

    Quotes:

Garry Begg, Minister of Public Safety and Solicitor General –

“B.C. businesses are the backbone of our province, and it’s essential that they’re supported to deal with public-safety challenges such as theft, vandalism and shoplifting, which threaten their prosperity. C-STEP will prioritize high-incident hot spots, including major shopping corridors and areas where public-safety concerns exist, so law enforcement agencies have the resources they need to address crime and help to build safer, more vibrant downtowns for everyone.”

Diana Gibson, Minister of Jobs, Economic Development and Innovation –

“Small businesses are the foundation of B.C.’s economy, and ensuring people and businesses can thrive in safe, welcoming downtown areas is a priority for our government. This new program is a great step forward in the Province’s ongoing commitment to building safer communities, while helping our local businesses to prosper.”

Deputy Chief Const. Howard Chow, Vancouver Police Department –

“Open drug use, street disorder and criminal activity has negatively impacted the health of our downtown core and surrounding neighbourhoods, making people feel less safe. Addressing these challenges requires support from all levels of government, and we welcome any new initiative that will help our officers prevent crime, arrest offenders and make Vancouver a safer city.”

Jane Talbot, president and CEO, Downtown Vancouver Business Improvement Association –

“This initiative reflects a clear recognition of the urgent public-safety challenges facing downtown cores, including the growing impact of non-violent and repeat offenders on small businesses. Any step forward is important, and we see this as a significant and encouraging move in the right direction. Downtown Van is committed to continued collaboration with the province and all partners to build a safer, more vibrant city for everyone.”

Tony Hunt, general manager of loss prevention, London Drugs –

“We welcome the C-STEP initiative as a meaningful step forward, supporting local projects that address prolific and repeat offenders. Across British Columbia, communities and businesses are facing rising levels of violence, organized retail crime and abuse targeting workers. This growing disorder is eroding safety and public confidence — especially in our downtowns, which are vital to our economy. It’s essential that we track its impact, and we look forward to seeing and celebrating the positive outcomes this program can deliver.”

    Quick Facts:

    • Budget 2025 invests $235 million in new funding over the next three years to help improve community safety through various public-safety and justice programs.
    • The SITE program introduced under the B.C. government’s Safer Communities Action Plan provides operational funding for police departments to enhance proactive enforcement and investigative techniques to target repeat violent offending.
    • The Vancouver Police Department reported that between October 2024 and January 2025, the SITE initiative led to a 27% drop in violent crime in Hastings Crossing and a 45% drop in weapon-related assaults in Gastown, with January 2025 recording the lowest violent- and property-crime rates in Hastings Crossing in over two years.
