  • MIL-OSI United Kingdom: Get in a spin for Compton Care at WV Active

    WV Active Aldersley and WV Active Bilston-Bert Williams are hosting an epic two-hour spin-a-thon on Saturday 10 May from 9.30am-11.30am in support of the Cycle for Compton appeal.

    The charity is asking people to cycle 50, 100, 250 or 500 miles throughout May to enable it to continue its work supporting patients and their families.

    To get involved at WV Active costs just £10 per bike, with all proceeds going to Compton Care. Every participant will also get a WV Active and Compton goodie bag. It is open to members and non-members and places can be booked via the WV Active app or by visiting one of the centres.

    Councillor Jasbir Jaspal, the City of Wolverhampton Council’s Cabinet Member for Adults and Wellbeing, said: “We’re delighted to be supporting Compton Care’s Cycle for Compton appeal with this spin-a-thon next weekend, so please take up this opportunity to spin, sweat and support this vital good cause.”

    The Leader of Liverpool City Council, Councillor Liam Robinson, has invited Liverpool Football Club to parade the city’s streets to officially celebrate securing their 20th English league title.

    After Arne Slot’s team triumphed against Tottenham Hotspur yesterday, the City Council has hit the green light on initiating its complex parade protocol, with plans for the Premier League trophy parade to take place on Bank Holiday Monday, 26 May, from 2.30pm.

    The major logistical challenges in arranging a parade of this scale, which is expected to be witnessed by hundreds of thousands of people, means months of planning has already been taking place behind the scenes with stakeholders across the city. Given the magnitude of the event, organisers are keen for the date to be publicised in advance so residents and businesses in the city can prepare.

    The victory parade route will start at Allerton Maze and will travel north bound on Queens Drive towards the Fiveways roundabout and Rocket flyover. From there it will journey along:

    • Queens Drive

    • Mill Bank

    • West Derby Road

    • Islington

    • Leeds Street

    • The Strand

    • Route finishes at Blundell Street

    It is expected the 15km-long parade will last anywhere between 3 to 5 hours, but this is subject to change.

    As in 2019 and in 2022, the key advice to supporters to line the entire route, plan travel in advance and supporters are reminded that bringing their own pyrotechnics/flares is prohibited in order to protect the safety of all in attendance.

    Those planning to line the route and cheer the team on should expect the city to be extremely busy, not only on the Monday, but also in the days beforehand as Liverpool is hosting the major music event, Radio 1 Big Weekend.  Cunard’s Queen Anne will also be sailing into the city on Monday 26 May, which is expected to also attract crowds.

    More information and advice will be issued by the City Council and partner agencies (Liverpool Football Club, Merseyside Police and Merseytravel) in the run up to the date.

    The full costs of the parade will be met by Liverpool Football Club.

    The parade is being organised by Liverpool City Council’s award-winning Culture Liverpool team, which has been praised for its work on the previous victory parades, and is also responsible for bringing other major events to the city, such as Eurovision 2023 and this year’s Radio 1 Big Weekend.

    “A huge amount of work goes on behind the scenes in preparation for an event of this size and scale, and there has already been months of careful planning taking place as the Team Liverpool approach – which we saw work so well throughout Eurovision – comes to the fore again.

    “It’s set to be an unforgettable Bank Holiday Weekend as we give the team the celebration they deserve.”

    Chief Inspector Chris Barnes, the Silver Commander for the event, said:

    “We have been working with Liverpool City Council, who are organising the event, and will be supporting them with the running and policing of the Victory Parade Monday, 26 May, to ensure the event goes ahead safely and disruption to regular road users and people living and visiting the city is minimal.

    “Officers will be providing a reassuring presence  along the route to ensure that that day is not only one to remember, but also an enjoyable and safe event for all those attending the parade.

    “Rolling road closures will be put in place to accommodate the parade and although we will work with Liverpool City Council to keep disruption to a minimum, some traffic disruption is inevitable and we would ask motorists to be patient, or avoid the area of parade route where possible.

    “If you have plans already for Monday (26th May) or are going to be driving in and out of the area, I would ask you to familiarise yourself with the route so you can fully prepare, make alternative travel arrangements in advance, or use available public transport wherever possible.

    “We would like to take this opportunity to congratulate Liverpool Football Club on their success. The parade on Monday, 26 May, will be a fantastic event for the players, the club, the city, and all the fans who will turn out to cheer their team on through the streets of Liverpool.”

    Secretary for Culture, Sports & Tourism Rosanna Law yesterday met Emirati officials and attended Arabian Travel Market 2025, a trade show, as she began a visit to Dubai, the United Arab Emirates.

    In the morning, Miss Law met the UAE’s Minister of Sports HE Ahmad Belhoul Al Falasi. The two discussed the development of Hong Kong and the UAE as global hubs for major international sporting events, professionalising the sports industry in both places, leveraging sports as a key economic driver, and fostering unity in society through sports participation.

    Miss Law spoke of Hong Kong’s commitment to nurturing elite sports talent by providing comprehensive support and professional training. She also highlighted the city’s vibrant horse racing culture. HE Al Falasi outlined the policies being implemented to develop sports in the UAE.

    Miss Law also extended an invitation to the minister to visit Hong Kong to explore further opportunities for sports co-operation.

    After the meeting, Miss Law paid a courtesy call on Consul-General of the People’s Republic of China in Dubai Ou Boqian. She reported on the Culture, Sports & Tourism Bureau’s recent work and outlined plans to foster collaboration between Hong Kong and the Middle East.

    In the afternoon, Miss Law attended Arabian Travel Market 2025, a leading international event for the Middle East’s hospitality industry.

    At the expo, she witnessed the signing of two memoranda of understanding at the Hong Kong Pavilion between the Hong Kong Tourism Board and two major travel agents in the Middle East, aimed at establishing a framework for future co-operation.

    Additionally, she met senior management from two airlines, Qatar Airways and Emirates, to discuss strengthening partnerships to promote Hong Kong as a premier travel destination for Middle East markets.

    In the evening, a dinner reception was co-hosted by the bureau, the Hong Kong Tourism Board and the Hong Kong Economic & Trade Office in Dubai, with around 70 guests attending.

    In her opening remarks, Miss Law described Hong Kong’s multifaceted tourism offerings, which she said can cater to visitors of all ages and interests. She also pointed to the new Kai Tak Sports Park as an exciting development that will host world-class sports and entertainment events.

    In addition, Miss Law underscored Hong Kong’s commitment to becoming a Muslim-friendly destination, and reiterated the city’s eagerness to deepen ties with the Middle East, not only by welcoming visitors from the region but also by encouraging more Hong Kong people to explore the Middle East for both leisure and business purposes.

    New York, NY– Congressman Dan Goldman (NY10) held a press conference to announce the reintroduction of his bill, the ‘Prioritizing Resources for Outreach, Safety, Violence Prevention, Youth Empowerment and Resilience’ (PROSPER) Act. This legislation invests in community-based organizations that focus on gun violence intervention and prevention. The bill is intended to ensure these organizations have the support and resources they need to curb gun violence in their local communities.

    Last week, the Trump Administration abruptly canceled hundreds of Department of Justice Grants for gun violence prevention, addiction prevention, and victim advocacy across the country. While Trump and the GOP claim crime prevention and public safety are among their chief concerns, they are kneecapping the very organizations responsible for improving both.

    “As gun violence continues to ravage our communities every year, it’s critical we address this epidemic with a comprehensive, multi-faceted approach,” Congressman Dan Goldman said. “This means not only common-sense gun safety legislation but also investing in community-based intervention and prevention programs that tackle the demand for guns. We have proof of what works, and it’s imperative that we continue to support and strengthen these effective programs.     Gun violence is the leading cause of death for American youth. More than 17,000 children are shot each year, resulting in over 4,000 tragic and preventable deaths. Gun violence also has a disproportionate impact on communities of color, with Black children and teens being 20 times more likely to die in a gun-related homicide than their White peers. 

    Young people exposed to gun violence often suffer long-lasting physical, psychological, and emotional trauma. These experiences increase the risk of substance abuse, mental health disorders, and even the perpetuation of violent behavior—creating a tragic cycle of violence that affects future generations. The economic toll of these cycles is staggering, with youth violence costing an estimated $122 billion each year in medical expenses, lost employment opportunities, and diminished quality of life due to injury.

    Evidence-based, community-driven programs have had great success in curbing violence at the local level. For example, Chicago’s Youth Violence Prevention Center reduced local homicides by 17% in one year, even as the city’s overall homicide rate increased. The PROSPER Act will address the demand for guns by reducing the conditions that lead young people into cycles of violence in the first place. This legislation is intended to empower young people, not punish them.

    To address the gun violence epidemic, the  PROSPER Act:

    • Authorizes a new Youth Gun Violence Prevention Program under the Department of Justice’s (DOJ’s) Office of Juvenile Justice and Delinquency Prevention (OJJDP). 

    • This dedicated program would invest in locally tailored and evidence-based violence prevention initiatives by awarding grants to community-based organizations, local, state, and tribal governments.    

    • Provides $100 million in funding for each of the following five fiscal years for Title V Incentive Grants for Local Delinquency Prevention. 

    • This includes $25 million in funding per year for the new Youth Gun Violence Prevention Program. The remaining funding would be allocated for other juvenile justice programs carried out by the DOJ such as gang prevention, opioid affected youth, children exposed to violence, trafficking prevention, etc. 

    Congressman Goldman has made gun violence prevention a centerpiece of his time in office. 

    In March, the Congressman joined colleagues in sending a letter to Meta CEO Mark Zuckerberg highlighting Meta’s failure to adequately regulate advertisements for gun silencers on its platform and requesting clarification around the platform’s ad moderation process.  
    In February, the Congressman joined Rep. DeLauro in introducing ‘Ethan’s Law’, which would set federal standards for safe gun storage and establish incentives for states to create and implement safe gun storage laws. 
    In January, the Congressman joined Reps. Blumenthal, Dean, Raskin, Thompson, and Johnson in leading 43 of his colleagues in an amicus brief to the Supreme Court in Smith & Wesson Brands, Inc. et al., v. Estados Unidos Mexicanos, to hold American gun manufacturers responsible for aiding and abetting illegal arms trafficking to Mexican drug cartels and fueling gun violence across Mexico.

  • MIL-OSI USA: Sen. Greg Dolezal Applauds Signing of ‘Riley Gaines Act of 2025’ into Law

    ATLANTA (April 28, 2025) — Today, Governor Brian P. Kemp signed Senate Bill 1, the “Riley Gaines Act of 2025,” into law. This measure, sponsored by Sen. Greg Dolezal (R–Cumming), requires all public schools, participating private schools and public colleges in Georgia to designate sports teams as male, female or coed based on biological sex. It also prohibits biological males from competing on female teams and restricts access to restrooms, changing areas and overnight accommodations based on biological sex.

    “This is a proud and decisive moment for Georgia,” said Sen. Dolezal. “This legislation restores fairness and preserves the integrity of women’s athletics. These principles should never be sacrificed at the altar of radical, woke ideology. I’m proud to have chaired the Senate’s Special Committee on the Protection of Women’s Sports and to stand with the many athletes, parents and advocates, like Riley Gaines, who refused to stay silent. Their courage helped shape this bill and push it over the finish line. Georgia is now one of over two dozen states unapologetically saying that fairness in women’s sports is worth fighting for.”

    “Just like President Trump is delivering on promises made in D.C., here in Georgia we are keeping our promises and fulfilling our commitments to the people of Georgia – specifically our female athletes,” said Lt.     • 50% reduction in risk of security breach.

    Cost savings and business benefits enabled by Azure Arc

    Azure Arc addresses key challenges organizations face in centrally managing their diverse and vast IT infrastructure, such as gaining visibility across infrastructure, increased administrative costs with multiple tools, difficulty in enforcing security standards, and costly extended security update processes.

    The on-premises licensing model is now like cloud utilization. For example, we can turn down SQL servers that we are not needing on weekends or after hours, and don’t get charged for that time period.

    In our security operations center, instead of getting three different workspaces each with all these different signals, now all the telemetry is flowing into one. And so, it allows us to better do threat hunting to recognize threats when they’re occurring on the network.

  • MIL-OSI United Kingdom: Nature Restoration Fund benefits for Highland projects highlighted ahead of Green Health Week

    In celebration of the upcoming Green Health Week (3 – 11 May 2025), The Highland Council is showcasing the impressive achievements of the Highland Nature Restoration Fund.

    Chair of the Economy and Infrastructure Committee, Councillor Ken Gowans said: “The 67 projects supported by the fund have made significant contributions to enhancing biodiversity through a variety of projects including wildflower planting, woodland and wetland creation, and removal of invasive species.”

    The Scottish Government established the Nature Restoration Fund as a capital fund to support projects aimed at restoring nature, protecting wildlife, and addressing biodiversity loss caused by climate change. Over three years, Highland Council managed the fund, with most of the allocation distributed by Nature Scot.

    In total, £633,061.09 was allocated over the three years, supporting 67 projects across the Highlands. These projects achieved the following:

    • Planted 24,283 trees
    • Planted 8.97 hectares of wildflowers, equivalent to 12 football pitches
    • Planted 1,635 meters of hedgerows
    • Removed 34 hectares of non-native or invasive species
    • Created 2.5 hectares of wetlands/ponds, equivalent to 19 Olympic swimming pools
    • Installed 35 wildlife boxes
    • Engaged 1,709 volunteers

    Councillor Gowans added: “The theme and key focus of Green Health Week 2025 is that nature is for everyone. It’s about taking the opportunity to celebrate diversity and promote equality of access by breaking down the barriers to participation. As we prepare to mark the week, I think it’s very fitting for us to highlight the successful projects funded by the Nature Restoration Fund, that are making a difference across our communities. “

    “Our Community Regeneration Team is currently developing a Nature Restoration Fund brochure to highlight these remarkable projects and their impact on the Highlands so stay tuned for details.”

    The Highland Council is a member of the Highland Green Health Partnership, a programme which aims to encourage more use of the outdoors to tackle physical inactivity, mental health issues and health inequalities.     Thank you, Glenn (Emcee of the dinner reception). I hope that you agree with me that the best part of Hong Kong is about the people. And we brought quite a number of people from Hong Kong tonight so that we will be in for a joyful and enjoyable evening. And again, I would like to really express our sincere gratitude. As Glenn has said, we personally were at the ATM (Arabian Travel Market) this afternoon. We saw how busy and how vibrant it was. We understand fully that each and everyone of you here at this dinner have a lot of important initiatives tonight but you choose to honour us with your presence and that makes it even more important and special for us all. From the bottom of my heart and from the bottom of the hearts of our delegation, a big, big thank you very much. Here comes the official opening statement but again it is also from the bottom of my heart.
     
    Good evening, distinguished guests, friends from the trade, ladies and gentlemen,
     
    It is my great pleasure to welcome you all to this special evening where I could meet key partners from the Middle East’s tourism industry, alongside distinguished travel trade leaders, industry representatives from Hong Kong, and of course, the Executive Director and Deputy Executive Director of the Hong Kong Tourism Board and their team.
     
    I am the Secretary for Culture, Sports and Tourism of the Hong Kong Special Administrative Region Government. And I took office about five months ago. This visit marks my debut overseas visit outside of China and I am glad to have picked the Middle East as the first destination of this tour. I am truly honoured to be able to play an important role in forging stronger tourism ties between the Middle East and Hong Kong, and I indeed look forward to exchanging views with you on how we can collaborate to bring more visitors to Hong Kong. 
     
    Let me start by saying how keen we are to receive friends from the Middle East. Last year, the Chief Executive of the Hong Kong Special Administrative Region outlined the vision in his Policy Address to establish Hong Kong as a welcoming destination for the Middle East travellers. Following this, my Bureau promulgated the Development Blueprint for Hong Kong’s Tourism Industry 2.0 which sets out the roadmap for the development of Hong Kong’s tourism industry from 2025 to 2030. A key focus in this Blueprint is expanding our visitor base with the Middle East at the forefront. The Middle East is one of the fastest-growing markets globally. By 2028, it is estimated that there will be 250 million Muslim visitors worldwide, generating US$225 billion in tourism revenues. That’s why I am here to share with you that Hong Kong, as the Pearl of the Orient, and a unique fusion of the East and the West, is more than ready and happy to welcome you from the Middle East to enjoy the all-in-one experiences in the city. 
     
    But that is not all. It is not about business. It is not just about business. It is about establishing friendship between us in Hong Kong and you all in the Middle East and for those who come from Dubai locally, I enjoy the city very much and I hope that in the rest of my journey, I will be enjoying the other cities that I will be visiting as much as I do here.
     
    Hong Kong also has its unique appeal in a wide spectrum, offering multifaceted tourism products and experiences that fit for visitors of all ages and with different interests. First, we offer a myriad of possibilities and experiences by presenting world-class tourist attractions such as the Hong Kong Disneyland Resort, which will be celebrating its 20th anniversary this year, the Ocean Park which is home for six adorable pandas, among others, the very iconic Peak Tram which brings you to the Victoria Peak to enjoy the magnificent panoramic views of Victoria Harbour and the heart of Hong Kong, or the Ngong Ping 360 cable car that takes you to the tranquil Po Lin Monastery and the famous Big Buddha. For arts and culture lovers, we have unmissable experiences at world-class landmarks like the M+ and the Hong Kong Palace Museum, which carry an exciting array of exhibitions on East and West cultural themes. Apart from attractions, we are also promoting mega events tourism, island tourism and horse-racing tourism which offer tourists unforgettable and unique experiences. Last month, we commissioned the largest state-of-the-art sports infrastructure in Hong Kong, the Kai Tak Sports Park, which marked a thrilling new era and would see lots of great sports and entertainment events being held in Hong Kong. In addition to staging our signature Hong Kong Sevens rugby matches for the first time in end March this year, the new venue, the Kai Tak Sports Park, will play host to the Hong Kong Football Festival featuring four world-renowned football clubs, including Liverpool which just secured its champion on the English Premier League for the 20th time. And also we will have Arsenal, AC Milan and Tottenham Hotspur this July. Horse racing has a history of 140 years in Hong Kong and our racecourses are well-known tourist hotspots. The new racing season of Hong Kong usually starts in September, climaxing on the Hong Kong International Races in early December with world-class jockeys and horses competing fiercely for the world championships. The magnificent green and blue from our green landscape, the beautiful beaches and outlying islands are also the hidden gems of the city awaiting you to explore.
     
    We are indeed dedicated to making Hong Kong a welcoming home for Middle East visitors. Our 60 hotels and 170 restaurants in Hong Kong are halal-certified, and many attractions and venues provide prayer facilities and cultural training for their staff. Not only do we have strong and keen enthusiasm in joining the Arabian Travel Market and setting up a Hong Kong pavilion again to showcase the city’s novel experiences like what we did this afternoon and the coming days, we have also arranged familiarisation visits for trade partners from the Middle East to go to Hong Kong to experience our various offerings, and we also partnered with major Middle East airline and online travel agents to promote Hong Kong as an ideal tourism destination across the region.  
     
    Looking ahead, we are eager to build even closer ties with the Middle East – not just welcoming you as visitors to Hong Kong but also inspiring more Hong Kong people to explore the incredible destinations for both business and leisure in the Middle East.

  • MIL-OSI USA: Gov. Kemp Signs Bills Strengthening Education and School Safety

    ATLANTA – Governor Brian P. Kemp, accompanied by First Lady Marty Kemp, Speaker Jon Burns, members of the General Assembly, educators, and students, signed multiple bills into law today that ensure fairness in school sports, further safeguard students and teachers, and improve the quality of education in Georgia.

    “As the parents of three daughters, Marty and I know just how important it is to keep our children safe and to give them the best possible start in life,” said Governor Brian Kemp. “That’s why I’m proud to sign these bills that will further safeguard our classrooms, both from those with violent intentions and from out-of-touch political agendas. Girls should not have to share a playing field, a restroom, or a locker room with boys and vice versa, and the commonsense legislation I signed today is about what is fair and safe for our children. I want to thank the members of the General Assembly for putting the well-being of our students over politics. Like Marty and me, they want to protect their daughters and sons, they want them to grow up and compete in a fair environment, and they want their children to know that political agendas won’t dictate their lives.”

    “I want to thank Governor Brian Kemp, Speaker Burns, and all of the elected officials who worked tirelessly to ensure that these two priorities received final passage,” said Lt. Governor Burt Jones. “As the father of two school-aged children, there is nothing more important than their safety and the protection of their rights. A secure and safe school environment fosters improved student academic performance, along with their overall well-being. Additionally, Senate Bill 1 becoming law ensures the protection of women’s sports and I am proud that the Senate led the way for this bill to become law. Today’s bill signing ceremony solidifies that in Georgia, we are prioritizing our children, teachers, school personnel, and the protection of women’s sports over politics.” 

    “Today, the General Assembly affirmed our longstanding and ongoing commitment to the safety, success, and well-being of Georgia’s children,” said Speaker of the House Jon Burns. “Our children are our future, and their future begins in our education system. That’s why securing our classrooms, strengthening school safety, and increasing access to mental healthcare for our students was a top priority for the House this session, and that’s exactly what HB 268 accomplishes. The House also took a stand to restore common sense and fairness for female athletes by championing the Riley Gaines Act. Thanks to the protections set forth by this legislation, female athletes here in Georgia will never be forced to face a biological male on the court, on the field, or in the locker room.” 

     

    Governor Kemp signed seven pieces of legislation included below:

    SB 1, sponsored by Senator Greg Dolezal and carried in the House by Representative Josh Bonner, was a legislative priority for both Speaker Burns and Lt. Governor Jones. It prohibits both males and females from competing on teams designated for the opposite gender and requires multiple occupancy restrooms, changing areas, and sleeping quarters be designated for use exclusively by one gender.

    HB 81, sponsored by Representative Bethany Ballard and carried by Senator Larry Walker in the Senate, establishes an interstate compact for school psychologists, helping ease the burden on these essential employees in our schools.

    HB 307, sponsored by Representative Bethany Ballard and carried by Senator Billy Hickman in the Senate, builds on the work of the Georgia Early Literacy Act by consolidating existing statutory requirements on dyslexia screening so that we can reach students earlier and get them the assistance they need.

    HB 235, sponsored by Representative Rick Townsend and carried in the Senate by Mike Hodges, entitles public school employees and postsecondary education employees to receive a leave of absence for donation of bone marrow or organs.

    SB 82, sponsored by Senator Clint Dixon and carried by Representative Scott Hilton in the House, incentivizes local boards of education to approve charter school petitions while preventing school systems from unfairly attempting to shutter these school options.

    SB 123, sponsored by President Pro Tem John Kennedy and carried by Representative Matt Dubnik in the House, requires school systems with chronic absenteeism rates of 10 percent or more to establish an attendance review team to determine the underlying causes of that issue.

    HB 268, sponsored by Representative Holt Persinger and carried by Senator Bill Cowsert in the Senate, was also a top priority of Lieutenant Governor Jones, Speaker Burns, and many others in the General Assembly as we built on the work we’ve done in recent years on this issue. This bill requires schools to have up-to-date mapping and mobile panic alert systems, requires student records be transferred within five school business days so potential dangers can be addressed quickly, provides for a Student Advocacy Specialist grant program to reimburse districts for hiring said position, requires local boards to offer an anonymous reporting program, and creates the offenses of “terroristic threat of a school” and “terroristic act upon a school.”

    These measures are in addition to the multiple rounds of school safety grants provided for in prior years, annualized funding for school safety grants, and legislation requiring schools conduct safety audits.

    Governor Kemp extends his appreciation to all of those whose diligent work and efforts led to him being able to sign these bills today.

  • MIL-OSI Global: As Police Scotland bring in body-worn video, our research shows little is known about its effectiveness

    By autumn 2026, all frontline officers of the UK’s second largest police force will be expected to wear a camera while on duty, at a cost of over £13 million.

    Police Scotland is one of the last forces in the UK to employ this technology nationally. It has been a requirement for armed officers in Scotland since it hosted the UN climate conference, Cop26, in 2021. Devon and Cornwall Police ran the first body-worn trial in Plymouth some 20 years ago.

    The use of this technology was recommended by Lady Elish Angiolini (currently lord clerk register of Scotland) who led a 2020 independent review of complaints and misconduct in Scottish policing. The report argued that body-worn cameras have the potential to significantly reduce complaints against the police.

    In theory, being late to the party means Police Scotland is in a position of strength. They can adopt recognised best practice from other police forces in the UK, while steering clear of mistakes. But our review of the evidence reveals how little is really known about the effectiveness of this technology.

    Body-worn video promises to aid in evidence gathering, which can be used to support investigations and prosecutions. It is also seen to provide a level of personal protection for police officers, and increased transparency and accountability when it comes to police behaviour or misconduct.

    But there are still uncertainties about its actual impact on society. The evidence base is relatively mixed and ambiguous, with mostly small-scale studies and anecdotal evidence.

    Survey research shows there is significant public support for police using body-worn video, but this is mainly shaped by the technology’s perceived benefits.

    Does body-worn video work?

    Body-worn video is now commonplace in policing around the world. It is also seen to be critical equipment for security guards, traffic wardens and prison officers. It is even used by football referees, ticket inspectors, delivery drivers and healthcare and retail workers.

    While it is now commonplace, there is a notable lack of robust evidence about the consequences of its use. A lot rests on the assumptions about what the technology will do.

    There are no reliable measures capturing any reduction in violent incidents or levels of complaints about police behaviour.

    An argument for the use of body-worn video is that it creates “objective” recorded accounts of interactions between police and citizens. In theory, the recordings can provide irrefutable proof about what happened, which in turn will enhance confidence in policing.

    The Scottish Police Authority notes that video recordings can streamline the process of resolving complaints against officers. It also can enhance the quality of evidence and “reduces the number of officers required to attend court” in investigations.

    However, the issue remains that officers may use their discretion to turn the cameras on or off. In 2023, a BBC investigation revealed more than 150 reports of camera misuse by officers in England and Wales. Forces need processes in place to prevent this and to hold officers accountable, or the digital account of an interaction will always be determined by the police.

    There is some evidence that body-worn video can exacerbate existing racial tensions. Research from North America suggests minority groups do not believe that police body-worn video will make the police more accountable or transparent, and that they instead reinforce existing power structures in society. This can fracture already strained relations with the police.

    Surveillance concerns

    There are technical, legal and ethical challenges emerging from the capture and processing of personal data.

    New body-worn video units, including those purchased by Police Scotland, also have the technical capability to integrate facial recognition software. If deployed, this would mean that the technology is no longer about a retrospective account of events, but a tool for live identity matching. This would significantly change the purpose and scope of the technology and how the police interact with citizens.

    Live facial recognition divides opinion and is seen to discriminate against women and minority ethnic groups. There are also concerns about its effectiveness.

    As we found in our research, police forces across the UK have different procedures for using this technology, and for holding officers accountable.

    A few UK forces have set up technology-specific oversight mechanisms, for example independent scrutiny panels that include members of the public. But these mechanisms are the exception, not the norm. In Scotland, scrutiny will take place via the Scottish Police Authority using existing arrangements.

    While we commend Police Scotland for the due caution they have exercised in delaying the national roll-out of this technology, our view is that technology-specific protocols and oversight mechanisms need to be in place at the earliest possible opportunity.

    Police need to be trained properly in the operation of cameras or they risk capturing inappropriate personal data and encroaching on citizens’ privacy expectations.

    Netball is extremely popular in Canberra. Over 12,000 people play it, and this number is increasing.

    Courts suitable for both training and competition

    The Jacka courts have been designed in accordance with the Netball Australia Technical Standards.

    A second stage is planned, including:

    • an additional eight netball courts
    • LED lighting for night play
    • a pavilion.

    A city-wide program of upgrades

    The Jacka courts are part of an ongoing ACT Government investment into netball in ACT.

    All five district netball facilities are being upgraded. Work at each site includes court replacement and drainage improvements.

    Upgrades have already been completed at the:

    • Arawang Netball Association facility in Stirling
    • Canberra Netball Association facility in Lyneham.

    The next stage of upgrades began last month at the:

    • South Canberra Netball Association facility in Deakin
    • Tuggeranong Netball Association facility in Calwell
    • Belconnen Netball Association facility in Charnwood.

    These are expected to be finished in March 2025 – in time for the start of the winter netball season.

    Ready for community use

    The Jacka courts can be hired for training and play through the ACT Government Sportsground Booking System.

    The courts are not locked. This allows the community to use them when they are not booked.

  • MIL-OSI Global: Granular systems, such as sandpiles or rockslides, are all around you − new research will help scientists describe how they work

    Did you eat cereal this morning? Or have you walked on a gravel path? Maybe you had a headache and had to take a pill? If you answered any of these questions with a yes, you interacted with a granular system today.

    Scientists classify any collection of small, hard particles – such as puffed rice, sand grains or pills – as a granular system.

    Even though everyone has interacted with these kinds of systems, describing the physics of how the particles collectively act when they are close together is surprisingly hard.

    Granular systems sometimes move like a fluid. Think of an hourglass where sand, a very typical granular material, flows from one half of the glass to the other. But if you’ve run on a beach, you know that sand can also act like a solid. You can move over it without sinking through the sand.

    As a geologist, I’m interested in understanding when a granular system flows and when it has strength and behaves like a solid. This line of research is very important for many agricultural and industrial applications, such as moving corn kernels or pills in a pipeline or shoot.

    Understanding when a granular system might flow is also essential for geologic hazard assessments. For example, geologists would like to know whether the various boulders making up the slope of a mountain are stable or whether they will move as a rockslide.

    Transferring forces between grains

    To understand the behavior of a granular system, scientists can zoom in and look at the interactions between individual grains. When two particles are in contact with each other, they can transfer forces between each other.

    Imagine this scenario: You have three tennis balls – the grains in this experiment. You place the tennis balls in a row and squeeze the three balls between your hand and a wall, so that your hand presses against the first ball. The last ball is in contact with a wall, but the middle ball is free floating and touches only the other two balls.

    Tennis balls can act as grains in this simple granular system experiment. When you push against the tennis ball on the end, you exert a force, which acts upon the other two balls and eventually the wall.

    By pushing against the first ball, you have successfully transferred the force from your hand through the row of three tennis balls onto the wall, even though you’ve touched only the first ball.

    Now imagine you have many grains, like in a pile of sand, and all the sand grains are in contact with some neighboring grains. Grains that touch transfer forces between each other. How the forces are distributed in this granular system dictates whether the system is stable and unmoving or if it will move – such as a rockslide or the sand in an hourglass.

    Tracking forces in the lab

    This is where my research team comes in. Together with my students, I study how grains interact with each other in the laboratory.

    In our experiments, we can visualize the forces between individual grains in a granular system. While all granular systems have these forces present, we cannot see their distribution because force is invisible in most grains, such as sand or pills. We can see the forces only in some transparent materials.

    To make the forces visible, we made grains using a material that is transparent and has a special property called photoelasticity. When photoelastic materials are illuminated and experience force, they split light into two rays that travel at different speeds.

    This property forms bright, colorful bands in the otherwise transparent material that make the force visible. The brightness of the grains depends on how much force a grain is experiencing, so we can see how the forces are distributed in the granular system. The particles themselves do not emit light, but they change how fast light rays travel through them when they experience force – which makes them appear brighter.

    On side A is a three-dimensional photoelastic grain without force applied, while on side B is the same grain once force is applied. In this case, we just squish the grain from the top and bottom. The brighter green bands start at the top and bottom of the grain where the force is applied and are the result of the photoelastic property.

    Scientists before us have used photoelasticity to visualize force in granular materials. These previous experiments, however, have examined only a single layer of grains. We developed a method to see the forces in not just a single layer of grains but throughout a whole heap.

    Observing the forces on the outside of the heap of grains is pretty easy, but seeing how the forces are distributed in the middle of the pile is a lot harder. To see into the middle of the granular system and to illuminate grains there, we used a laser light sheet.

    To generate a laser light sheet, we manipulated a laser beam so that the light spread out into a very narrow sheet.

    With this light sheet, we illuminated one slice throughout the granular system. On this illuminated slice, we could see which grains were transferring forces, similarly to the previous two-dimensional experiments, without having to worry about the third dimension.

    We then collected information from many slices across different parts of the grain heap. We used the information from the individual slices to reconstruct the three-dimensional granular system.

    This technique is similar to how doctors reconstruct three-dimensional shapes of the brain and other organs from the two-dimensional images obtained by a medical CT scanner.

    In 3D photoelastic experiments, the cart system shown at the top left is used to obtain regularly spaced laser light slices of the experiments, with the middle being sliced. The bottom left shows a schematic on how multiple slices can recreate a 3D object. The right shows three consecutive photos that are 0.7 cm apart – roughly one grain’s radius.     In our current experiments, we’ve been using only a small number of grains – 107. This way we can keep track of every individual grain and test whether this method works to see the force distribution in three dimensions. These 107 grains fill a cube-shaped box that is about 4 inches (10 centimeters) wide, tall and deep.

    So far, the experimental method is working well, and we’ve been able to see how the force is distributed between the 107 grains. Next, we plan to expand the experimental setup to include more grains and explore how the force changes when we agitate the granular system – for example, by bumping it.

    This new experimental approach opens the door for many more experiments that will help us to better understand granular systems. These systems are all around you, and while they seem so simple, researchers still don’t truly understand how they behave.

    A major seizure of counterfeit t-shirts and uniforms bound for a high-profile football event was carried out in Spain on Friday, 25 April, thanks to crucial intelligence provided by OLAF. The operation is part of a wider effort led by OLAF, in close cooperation with the Spanish National Police and EU customs authorities, to combat a surge in counterfeit sportswear. 

    This coordinated initiative aims to block the entry of fake and substandard products into the EU market, thereby protecting consumers, safeguarding public health, and defending legitimate businesses across Europe. As counterfeit goods often bypass safety regulations, they can pose significant risks, particularly during high-demand periods surrounding major international sporting events.

    The operation on Friday resulted in the seizure of 59 boxes containing goods with a market value of approximately €570,000. It is believed that the sportswear was intended to be sold in connection with the Copa del Rey final taking place in Spain on 26 April.

    OLAF is currently coordinating ongoing activities across several Member States, providing relevant intelligence and information to support enforcement actions. This approach has already resulted in multiple successful seizures of counterfeit sportswear, with Spain recording the majority of recent interceptions.

    OLAF Director-General Ville Itälä said: “Counterfeit products not only harm the EU economy and legitimate businesses but can also pose health and safety risks to consumers. The upcoming sporting season has drawn the attention of criminal networks eager to exploit the market.   • MIL-OSI Russia: Rosneft held corporate competitions to pass GTO standards

    Rosneft held a large-scale competition for its employees in the Moscow region city of Shchyolkovo to pass the standards of the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO). The company dedicated the competition to the 80th anniversary of Victory in the Great Patriotic War.

    The event was attended by about 700 amateur athletes from 66 of the Company’s enterprises from all over the country, as well as from the central management office.

    Over the course of two days, participants had to demonstrate their strength, endurance, and flexibility. Athletes could pass GTO standards in 13 disciplines, including short and long-distance running, long jumps, bends, pull-ups, push-ups, kettlebell snatches, and shooting.

    Participants in the GTO standards were divided into age groups and difficulty levels. Many employees did not limit themselves to the minimum requirements for passing the standards when performing exercises – they set personal records and also tried to show the best result among all athletes. Thus, the record for the number of push-ups among women this year was 140 times, among men – 166 times.

    The event also included functional all-round competitions, which have become especially popular among employees this year. The number of teams has almost doubled compared to last year’s competitions – up to 73 teams versus 40 in 2024. The total number of participants was 213 people.

    On the first day of the competition, teams of three completed six events: rowing, kettlebell push, medicine ball throw, team pull-up, rope jumping, and farmer’s walk. On the second day, athletes competed for victory in the game “Sniper” and a mixed running relay of different distances.

    The teams were divided into four age categories: 18-29, 30-39, 40-49 and 50-59. Seven teams applied for the last one. The best in the all-around were the teams RN-BashNIPIneft (18-29), Udmurtneft (categories 30-39 and 40-49) and RN-Uvatneftegaz (50-59).

    The winners of the competition were awarded diplomas, cups and certificates. Sergei Fedorov, a three-time world hockey champion, silver and bronze medalist of the Olympic Games, three-time USSR champion, three-time Stanley Cup winner and two-time Gagarin Cup winner as the head coach of CSKA, took part in the award ceremony.

    Support for mass sports is one of Rosneft’s key priorities. The Company’s athletes take part in all major mass sports competitions, winning prizes.     The Polytechnic University hosted the tenth seminar on artificial intelligence. Participants discussed the prospects and problems associated with the implementation of AI technologies.

    The invited guest of the event was Denis Pegansky, the head of a company from Omsk that creates and promotes products using AI technologies in medicine, sports and physical rehabilitation. He spoke about the results achieved and the development prospects of this area.

    Denis Pegansky also heads the Agency of Sports Technologies, where specialists develop methodologies and tools for using neural networks and deep learning to solve problems. Among them are the identification and monitoring of various patterns (biomechanics of movements, stereotypes of habitual poses, etc.), forecasting trends, as well as adaptive management in healthcare, physical rehabilitation and sports.

    For example, in hockey, proprietary algorithms are used to identify players, game moments and exercise types, to calculate exercise performance indicators, analyze the training process and build a movement standard. In figure skating, a pressing task is to calculate the angles of an athlete’s turn when performing a jump, which will help the jury evaluate the correctness and quality of the elements, and the performers – to improve their skills. In Russia and abroad, there are already similar systems based on computer vision, but so far they are very expensive and have a high percentage of error. To improve the quality of such neural network technologies, large datasets and new technical developments are needed. Denis Pegansky’s company is working to ensure that only one video camera is used to assess a person’s physical condition and calculate his movements.

    Another area of work is the creation of an original method for assessing the parameters of movements of patients with neurological diseases and diseases of the musculoskeletal system. Based on certain parameters, the neural network draws conclusions about the patient’s condition and assesses the effectiveness of his treatment and rehabilitation. Based on the data, the doctor develops personalized recommendations.

    The seminar participants asked the expert questions related to the formation of databases, the use of verified sources, and the promotion of technologies. Vice-Rector for Research at SPbPU Yuri Fomin noted that the Polytechnic University has similar projects that have commercialization potential, and they need to be developed, including by joining forces with companies already operating in the market.

    Professor of the Higher School of Service and Trade of SPbPU Sergey Barykin also spoke at the seminar. He spoke about his experience of studying AI technologies in China and about the prospects for the development of hypernetworks of financial and material flows in the platform hybrid metauniverse of logistics and service.

  • MIL-Evening Report: Pokies line the coffers of governments and venues – but there are ways to tame this gambling gorilla

    Recently, much public attention has been given to the way online wagering and its incessant promotion has infiltrated sport and our TV screens.

    Despite a 2023 parliamentary inquiry that recommended new restrictions on online (especially sport) gambling advertising, the federal government neglected to implement any of the 31 recommendations.

    This seems to have resulted from a furious and well resourced campaign by gambling’s ecosystem: wagering companies, broadcasters, sporting leagues, and others who currently drink from the fountain of gambling revenue.

    Naturally, this issue garnered a great deal of attention, as it should.

    But there’s another even bigger gambling gorilla that has steadily rebuilt its profits post-pandemic. You’ll probably find some at a hotel or social club near you.

    This is, of course, pokies: Australia’s version of slot machines.

    Australia’s major source of gambling problems

    Australians lost A$15.8 billion on pokies in 2022–23, over half of that ($8.1 billion) in New South Wales. That’s an increase of 7.6% from 2018–19 (before pandemic restrictions closed many venues or restricted operations).

    Wagering (sports and race betting) losses grew a hefty 45% over the same period, to around $8.4 billion. Even so, it remains way behind the pokies as Australia’s biggest source of gambling losses and problems.

    Casino losses dropped by 35.5%. Casinos are also poke venues, but also offer other forms of gambling. Pokies in casinos are counted as “casino” gambling in national gambling statistics, while pokies in clubs and pubs continue to be counted separately.

    A recent study found pokies responsible for between 52% and 57% of gambling problems in Australia. Wagering was estimated at 20%.

    Recent growth may have altered these a little but pokies are still responsible for half of Australia’s gambling losses.

    The gambling industry is fond of pointing out only a modest proportion of the population have serious gambling problems. That’s true, according to most prevalence studies.

    But what also has to be remembered is, most people never use pokies. In 2024, the latest population study for NSW found only 14.3% of adults used pokies at all.

    But around 18.5% of pokie users are either high or moderate risk gamblers: 35% of gamblers who use pokies at least once a month are classified as either high or moderate risk gamblers.

    And in 2010 the Productivity Commission estimated 41% of the money lost on pokies came from the most seriously addicted, with another 20% coming from those with more moderate issues. Overall, well over half of the losses.

    It’s little wonder pokie operators resist reforms.

    Why are pokies so profitable?

    The first and obvious answer to this is that there are a lot of them: they are widely accessible across Australia (apart from Western Australia, where they’re only in a single casino).

    NSW alone has about 87,500. Queensland has about half that number, and Victoria about 26,000.

    All of these are located in pubs or clubs, and in NSW they collect (on average) $93,000 per machine per year.

    Second, they’re overwhelmingly concentrated in areas where people are doing it tough. Stress and strain are common where there are pokies.

    Some people start to use them thinking they might alleviate financial woes. They don’t, of course. But they do provide an escape from the vicissitudes of daily life.

    Once sampled, that can become addictive.

    People who use pokies a lot call this escape from reality “the zone” – once you’re there, nothing matters, except staying there.

    The zone is also known as “immersion”, or “loss of executive control”: people using pokies find it very difficult, if not impossible, to stop. Once the money’s gone, reality crashes in.

    Pokies are also extremely addictive. Along with online casino games (which includes virtual pokies or slot machines), they are generally regarded as the most addictive and harmful gambling products.

    They have a host of features engineered into them, including “losses disguised as wins”, “near misses” and many others.

    They are engineered with 10 million or more possible outcomes and it is not possible for anyone to predict what outcome will come next.

    Crucially, the house always wins. In a machine where the “return to player ratio” is set at 87% (a common, completely lawful setting), the machine would retain 13% of all wagers.

    Unfortunately, few pokie users understand these characteristics.

    Can’t we rein in the pokies?

    So why do politicians resist reform?

    One reason for this is the pokie revenue that flows into government coffers.

    In 2022–23, state governments received a total of more than $9 billion in gambling taxes – 7.8% of all state tax revenue. Of this, $5.3 billion came from pokies. NSW alone got $2.23 billion from pokies, Victoria $1.3 billion, and Queensland $1.1 billion.

    The venues, of course, receive a great deal more. One of the consequences of all that money flowing into the coffers of pubs and clubs is political access and influence.

    We can, however, tame the pokies if we want to.

    Various solutions are available, including pre-commitment, generally believed to be the most likely candidate.

    This involves pokie users being required to set a limit prior to using the machines, which is now common in many countries in Europe, and has been proposed (but delayed or scuttled) in Australia for Tasmania, Victoria, and New South Wales.

    More broadly however, this has been strongly resisted by the gambling ecosystem, including parties such as ClubsNSW and the Tasmanian Hospitality Association. Their influence appears profound.

    Change is needed, urgently

    Australia’s reputation as the world’s biggest gambling losers is unenviable: we lose $32 billion on gambling products every year.

    Clearly, prohibition of gambling ads, and the termination of sports sponsorships that tie football, cricket and other major sports to gambling is needed urgently.

    But if we really want to reduce gambling problems and their extraordinary catalogue of harm, reining in the pokies is a must.

    That may take some serious effort.

    Charles Livingstone has received funding from the Victorian Responsible Gambling Foundation, the (former) Victorian Gambling Research Panel, and the South Australian Independent Gambling Authority (the funds for which were derived from hypothecation of gambling tax revenue to research purposes), from the Australian and New Zealand School of Government and the Foundation for Alcohol Research and Education, and from non-government organisations for research into multiple aspects of poker machine gambling, including regulatory reform, existing harm minimisation practices, and technical characteristics of gambling forms. He has received travel and co-operation grants from the Alberta Problem Gambling Research Institute, the Finnish Institute for Public Health, the Finnish Alcohol Research Foundation, the Ontario Problem Gambling Research Committee, the Turkish Red Crescent Society, and the Problem Gambling Foundation of New Zealand. He was a Chief Investigator on an Australian Research Council funded project researching mechanisms of influence on government by the tobacco, alcohol and gambling industries. He has undertaken consultancy research for local governments and non-government organisations in Australia and the UK seeking to restrict or reduce the concentration of poker machines and gambling impacts, and was a member of the Australian government’s Ministerial Expert Advisory Group on Gambling in 2010-11. He is a member of the Lancet Public Health Commission into gambling, and of the World Health Organisation expert group on gambling and gambling harm. He made a submission to and appeared before the HoR Standing Committee on Social Policy and Legal Affairs inquiry into online gambling and its impacts on those experiencing gambling harm.

  • MIL-OSI Asia-Pac: Basketball test event concludes

    The 15th National Games Basketball (Men’s U22) test event held at the Hong Kong Coliseum today and yesterday concluded successfully, the National Games Coordination Office (Hong Kong) (NGCO) said.

    The test event was organised by the NGCO and co-organised by the Basketball Association of Hong Kong, China and the Eastern Sports Club, with the Chinese Basketball Association as advisor.

    The test event featured four basketball teams – Hong Kong A1 Division Championship basketball teams Hong Kong Eastern, Winling and Tycoon, as well as the Hong Kong Men’s U22 representative team. The four teams played in the group stage and then vied for first place, with the Hong Kong representative team ultimately claiming the championship title.

    The test event covered a wide array of areas, including event operations and procedures, competition organisation, venue setup, sports and prize presentations, information systems, security, medical services, volunteer services and broadcast arrangements.

    NGCO Head Yeung Tak-keung said that to ensure full preparation for the eight competition events to be staged in the city in November, Hong Kong has completed test events for seven sports, with the final test event of fencing scheduled for the end of May at Kai Tak Arena in Kai Tak Sports Park.

    The Study Subsidy Scheme for Designated Professions/Sectors (SSSDP) will subsidise a total of 2 330 places under 32 sub-degree programmes offered by eight post-secondary institutions, including Caritas Bianchi College of Careers, HKCT Institute of Higher Education, HKU SPACE Po Leung Kuk Stanley Ho Community College, Hong Kong College of Technology, Hong Kong Metropolitan University (including Li Ka Shing School of Professional and Continuing Education), Saint Francis University, Tung Wah College and YMCA College of Careers, for the cohort to be admitted in the 2024/25 academic year. The programmes and number of subsidised places, which fall under six disciplines with keen manpower demand, namely Architecture and Engineering, Computer Science, Creative Industries, Health Care, Sports and Recreation, and Tourism and Hospitality, are determined by the Education Bureau in consultation with relevant policy bureaux and departments.

    In the 2024/25 academic year, the annual subsidy amounts for non-laboratory-based programmes and laboratory-based programmes are up to about $22,000 and $39,000 respectively. The subsidy amounts are applicable to both new and continuing eligible students. The subsidy is tenable for the normal duration of the programmes concerned. Subsidised students will pay a tuition fee with the subsidy applied. Students in need may still apply for student financial assistance from the Student Finance Office of the Working Family and Student Financial Assistance Agency in respect of the actual amount of tuition fee payable.

    The subsidised places are allocated according to existing admission arrangement of the self-financing sub-degree programmes, i.e., through direct admission by institutions. Students can apply for admission to the designated sub-degree programmes directly through the institutions concerned. Local students who have attained (a) Level 2 or above in five subjects, including English Language and Chinese Language, in the HKDSE Examination; (b) Diploma of Applied Education / Diploma Yi Jin; or (c) Diploma of Foundation Studies awarded by the Vocational Training Council are eligible for the subsidy for sub-degree programmes under SSSDP. The participating institutions are allowed to admit local students with other relevant qualifications, subject to a ceiling of 50% of the subsidised places of the designated programmes.
