    WASHINGTON — Tuesday afternoon, Speaker Johnson hosted a bipartisan Congressional Gold Medal Ceremony to honor the 6888th Central Postal Directory Battalion, commonly known as the Six Triple Eight. The battalion was the first and only all-Black, all-female unit to serve overseas in Europe during World War II. The Six Triple Eight, under the command of Lieutenant Colonel Charity Adams Earley, was instrumental in clearing the U.S. Army’s backlog of over 17 million pieces of mail in only three months, twice as fast as projected.

    The ceremony was held in Emancipation Hall in the U.S. Capitol and featured remarks from Speaker Johnson, Leader Thune, Leader Schumer, Leader Jeffries, Senator Moran, Senator Rosen, Representative Moore, former Representative LaTurner, and Colonel Edna Cummings. Stanley Earley III and Judith Earley, children of Lieutenant Colonel Charity Adams Earley, accepted the medal on behalf of the 855 women who served in the Six Triple Eight.

    It’s a beautiful spring afternoon. We’re so happy to have you all, and I want to welcome my colleagues in Congress, of course, officials of the United States Army, distinguished guests. We’re so happy to have you at the United States Capitol today. We are honored to be joined by over 300 descendants and family members of the six triple eight.

    What a testament this is to the enduring impact of these remarkable women that we honor today. This ceremony reflects one of the highest and most cherished traditions of our republic, one that’s roots stretch back all the way to General George Washington, Ulysses S Grant and the Wright brothers.

    The Congressional Gold Medal is the highest honor this body can bestow. It’s reserved for those whose courage and service shaped our country and our nation’s story. It’s in this spirit that we gather to award this medal to the 6888, the Central Postal Directory. It’s 6888, but we call it the six triple eight.  

    This battalion was the first and the only unit of African American women to serve overseas during World War II. As tens of thousands of Allied forces made their final push across Europe, the mail system was stretched thin from scarce resources. It was crippling under the weight of wartime logistics.

    Then, just as today, letters of home were very, very important. They were lifelines that grounded the soldiers. They reminded our brave heroes of all they were fighting for, it was actually waiting back at home. Morale reports during the war underscore just how important mail was to the soldiers’ spirit, so much so that the phrase no mail, low morale became widespread. It was later adopted by the army as the official motto of the six triple eight yet for all the importance of mail, millions of undelivered letters piled up in dark warehouses across Europe, and those letters might well have stayed there, were it not for the work of the women that we celebrate today?

    Under the command of Lieutenant Colonel Charity Adams Earley, the battalion – Parenthetically, I just want to note she sounds like a Marvel, hero, that name is so awesome. Charity Adams Earley. The battalion deployed to England and got to work on the on the backlog. They worked in three ships, around the clock, day in and day out, to sort through the literal mountains of mail that had accumulated, all while navigating troop movements that turned on a dime, incomplete addresses, illegible writing, and thousands of soldiers who shared the same names.

    Listen to this. This is just one example. Okay, my name is Mike Johnson. Right, at this time, I know it’s sad. At this time, Michael was the ninth most popular name, and Johnson was one of the top five surnames. So, my staff did the math. They said, Sir, it’s pretty safe to assume that roughly 30,000 Mike Johnson’s served in World War II, and that’s enough to fill Fenway Park.

    Now just imagine the challenge that these ladies have. They were trying to get the right letter to the right soldier, and that’s the kind of that’s the kind of challenge that they faced. With great ingenuity, they maintained a tracking system of 7 million ID cards to solve the issue of soldiers curing names. They didn’t have all the high-tech gadgets that we have today. They had to do it manually.

    Processing roughly 65,000 pieces of mail per shift, they cleared the entire backlog in no less than three months.

    Listen to this. By the war’s end, the Six Triple Eight had sorted over 17 million pieces of mail. They got the job done, even in the face of inadequate supplies and even in the face of discrimination, both for women within the Army and back home. These women were valiant members of our Greatest Generation, artists, academics, athletes, women who wanted went on to pursue higher education, to build families, to buy homes, and shape the very foundation of the American middle class.

    We remember women like Margaret Sales, who enlisted on her 20th birthday. She enlisted on her 20th birthday, and she had dreams of pursuing music and teaching. We remember women like Romay Davis. She used the GI Bill to attend fashion school, and decades later, earned her black belt in her 70s. Tough ladies.

    We also, of course, remember the incomparable Lieutenant Colonel Charity Adams Earley who guided her unit. She faced all those challenges and she guided her unit with unshakable grace and resolve. And even after earning her degree in mathematics, Latin and physics, she returned to her studies after the war, and she said this famously, “After handling 855 women, any course in college would be a cinch.”

    We’re blessed that two members of the Six Triple Eight are still with us today, watching from home. They are, and we want to salute them from here in the chamber. Fannie McClendon, who hails from my home state of Louisiana, all right. She went on to serve her country as a Major in the Air Force. We also have Anna Mae Robertson watching at home. Just last month, she celebrated her 101st birthday. Ms. Anna Mae, you got a big group here.

    Okay, these women and the entire Six Triple Eight, are great American patriots, loyal to a nation that, for far too long, failed to return that favor. And I’m glad to say that that’s changing, and we’re doing that here today.

    This remarkable story has rightly captured imaginations, it has now inspired books and movies, stirred the conscience of millions of Americans who are just now hearing and sharing this incredible story. Today here in the people’s house, we add to that story. So, thank you all for being here. We are honored to host you and to celebrate these exceptional women. God bless you.

  • MIL-OSI Global: No criminal charges over death of ice hockey player during game – what this means for sport and the law

    The Crown Prosecution Service (CPS) has announced that no criminal charges will be brought against Canadian ice hockey player Matt Petgrave in relation to the death of American player Adam Johnson during a British Elite League match in October 2023.

    Petgrave had been arrested in November 2023 on suspicion of manslaughter after his skate blade struck Johnson’s neck during open play in a game between Nottingham Panthers and Sheffield Steelers. Johnson was taken to hospital but later died. Thousands of fans had been watching the match at Sheffield’s Utilita Arena.

    Petgrave was released and bailed seven times over the following 17 months while South Yorkshire Police continued their investigation. He had denied the allegations and called the incident a “tragic accident”.

    The decision ends a case that has gripped the ice hockey community. It has also raised difficult legal questions about violence in sport, degrees of responsibility, and how far criminal law should intervene in such incidents.

    Deaths in professional sport are rare, and criminal investigations following them are even rarer. Johnson’s death occurred in an extremely fast and physical game where players wear blades on their feet and routinely engage in full-contact play.

    Although this was a workplace incident, since both men were employees of their respective clubs, it was not handled by the Health and Safety Executive, as many fatal incidents in other professions would be. Instead, the case was investigated by Sheffield Council and South Yorkshire Police.

    The decision to arrest Petgrave surprised many in the sport. It is understood that all parties voluntarily cooperated with the investigation. What is often overlooked is that an arrest can help protect the rights of the person under investigation, ensuring legal representation and placing time limits on police questioning.

    Still, many questioned the length of the process, particularly the 17-month delay and repeated bail extensions. For the families of both Johnson and Petgrave, the uncertainty has been long and painful.

    What does the law saw about violence in sport?

    Sport enjoys a special relationship with the law, as my research has explored. Players are generally considered to have given “implied consent” to physical contact that would otherwise be unlawful – as long as that contact stays within the normal rules of the game.

    Ice hockey, with its high-speed collisions and culture of on-ice fighting, clearly tests the limits of that consent. But where is the line between a legal part of the game and criminal behaviour?

    To bring a criminal charge, the CPS must be satisfied of two things. First, that there is enough evidence to provide a realistic chance of conviction. And second, that a prosecution would be in the public interest. In this case, neither threshold was met.

    Criminal convictions in sport are extremely rare. In one of the few UK cases, a recreational ice hockey player, Macauley Stones, received a suspended jail sentence for grievous bodily harm during an on-ice brawl in 2017. In the trial, the judge criticised the “legal vacuum” that exists in contact sports such as ice hockey.

    This grey area affects the public interest test, as all criminal cases risk complication by the confused nature of consent. So, it is not surprising that investigations into Johnson’s death took such a long time, or that the decision was ultimately made not to charge Petgrave with a crime.

    Safety reforms

    Johnson’s death has already led to some promising changes to ice hockey player safety. Shortly after the incident, the coroner called for neck protection to be compulsory for players.

    Neck guards, which help prevent skate blade injuries, were immediately enforced by governing body England Ice Hockey, and later adopted by the Elite Ice Hockey League in which Petgrave and Johnson played. They have also been adopted by the International Ice Hockey Federation and the American Hockey League.

    This rapid response was perhaps surprising in a sport that has often been slow to bring in new safety measures. Helmets only became compulsory in North America’s National Hockey League in the late 1970s, and face visors even later.

    The tragedy has also united the ice hockey community globally in raising awareness of, and funds to support, player safety. Campaigns like Adam’s Angels have raised money for player safety initiatives, including providing bleed kits to teams across the UK.

    Although the criminal investigation is now closed, the broader legal questions are far from settled. Without charges being brought, the courts will not have the chance to examine the role of implied consent in this case. So, no new legal precedent will be set. That task will probably fall to the sport’s governing bodies.

    Some may assume that because ice hockey is a minority sport in the UK, this case has few wider effects. But legal precedent doesn’t always stay within its original context. A ruling about consent to violence in ice hockey could have had ripple effects across other high-contact and combat sports, from rugby to boxing and beyond.

    Johnson’s death shocked not only ice hockey fans but the wider sporting public. And while no criminal case will be heard, the conversation about safety in high-risk sport is far from over.

    Convening of the 2025 Annual General Meeting

    The meeting notice (avis de réunion) for the General Meeting scheduled for June 13, 2025, containing the agenda, the draft resolutions, and the participation and voting procedures for this Meeting, will be published in the Official Legal Gazette (Bulletin des Annonces Légales Obligatoires – BALO) on May 5, 2025, and will be available on the Company’s website (https://atos.net/en/investors/annual-general-meeting).

    Evolution of the composition of Atos Board of Directors

    On the recommendation of the Nomination and Governance Committee, chaired by Lead Independent Director Elizabeth Tinkham, Atos’ Board of Directors has endorsed a series of proposed changes to its composition to be submitted for approval at the General Meeting convened for June 13, 2025. The proposed changes reflect the evolving needs identified by the Board and align with the Group’s ongoing transformation.

    It will be proposed to the vote of the shareholders at the Annual General Meeting:

    • to renew the terms of office of Françoise Mercadal-Delasalles and Jean-Jacques Morin as directors, for a duration that will expire at the end of the General Meeting called to approve the financial statements for the fiscal year ending December 31, 2027;
    • to appoint Surojit Chatterjee as new independent director, for a duration that will expire at the end of the General Meeting called to approve the financial statements for the fiscal year ending December 31, 2027; and
    • to ratify the appointment of Mandy Metten as a censor, for a duration of one year expiring at the end of the General Meeting called to approve the financial statements for the fiscal year ending December 31, 2025.

    The Board of Directors has also been informed that Elizabeth Tinkham has decided not to seek renewal of her term of office as director, which will expire at the end of the General Meeting of June 13, 2025.

    Subject to approval of the proposed resolutions by the Annual General Meeting, the Board of Directors will comprise eight members (in addition to the director representing employees) and one censor, including 87.5%1independent members (seven out of eight), 50%2women and six nationalities3represented on the Board.

    Jean-Jacques Morin began his professional career with Deloitte, where he spent five years in auditing and consulting roles in Paris and Montreal. From 1992 to 2005, he held various international positions, notably in the semiconductor sector with Motorola Semiconductors (USA, Switzerland, and France), ON Semiconductor (USA) and Communicant AG, a start-up in Berlin. In June 2023, in addition to his position as Group Deputy CEO, Jean-Jacques Morin took over the Premium, Midscale & Economy Division under his leadership, as CEO of the Division.

  • MIL-OSI Global: How fighters make weight in combat sports – and regain it for the match

    Chris Eubank Jr. missed weight by just 0.05lbs (23 grams) ahead of his highly anticipated clash with Conor Benn last weekend — a tiny margin that cost him a massive £375,000. But why does such a minuscule weight difference (roughly the weight of four sheets of A4 paper) matter so much in combat sports?

    Boxing, like most combat sports, uses weight classes to keep competition fair, strategic and safe. These classes exist to ensure that skill, not brute size, determines the outcome of a fight.

    By grouping fighters based on weight, the sport encourages more balanced match-ups that test a combination of power, speed, reach, endurance and skill.

    Where does weight come from?

    The body has two main “compartments” where weight can be lost from: fat mass and lean body (or fat-free) mass.

    Fat mass is self-explanatory and is influenced by sex, age, activity and other factors. A healthy percentage of body fat is about 25% for men and 30% for women.

    Lean mass includes just about everything else. About 50% is skeletal muscle, with organs, bones and water being the other 50%.

    Naturally, athletes try to lose fat while preserving lean mass – especially muscle, which plays a critical role in performance.

    How weight loss begins

    Preparing for a fight usually starts eight to 12 weeks before the bout, depending on the opponent, previous fights and training history.

    While there’s no universal rule for how much weight a fighter should drop, many aim to lose around 10% of their body weight.

    The primary goal? Cut fat without losing strength – a delicate process that combines nutrition, exercise and timing.

    How is weight lost?

    There are three major routes: reducing energy intake through fasting and dieting while increasing exercise. This is typically undertaken gradually with a long-term plan and a balanced diet that is focused on reducing fat mass and fuelling muscles.

    Within a few days of the weigh-in, more extreme measures are used, aimed at removing excess fluid from the body. These measures include heated activities, such as running or wrestling while wearing specialised suits or extra-layers to increase sweating when exercising.

    Stopping or limiting fluid intake can even go as far as spitting out saliva.

    Finally, in the most brutal category are the things that are advised against because they can cause harm, such as taking laxatives, diuretics or enemas.

    Normal defecation is likely to reduce the body weight by about 100-130g. However, depending on diet, it can be as much as 470g.

    Using laxatives or enemas can clear out the digestive tract, sometimes shedding about a kilogram of weight. Although this is risky and discouraged by health experts.

    By the time the weigh-in comes, everything that can be shed is pretty much gone and the athletes are in a dangerous physiological state.

    Reducing water intake while increasing water loss leads to reductions in body water content which directly reducesblood and plasma volume, extracellular water and haemoglobin mass – all things that are key for health and transporting energy, ions and minerals around the body.

    This fine physiological balancing act can result in a boxer collapsing before or at the weigh-in.

    Low blood sugar levels, dehydration and reduced oxygen delivery put a serious strain on the body. If this progresses too far, the blood can become too thick – increasing the risk of clotting – while the kidneys may begin to fail and the nervous system can start to malfunction.

    After weigh-ins

    Clearly, boxers and other combat athletes cannot fight in this depleted state, so weigh-ins typically happen the day before the fight. In Britain, the British Board of Boxing Control stipulates a weigh-in must happen 24 to 36 hours before a fight.

    Once the weigh-in is done, efforts to replenish those depleted resources are undertaken with fluids and electrolytes, combined with easily digestible carbohydrates to replenish glycogen stores in the body.

    The fluids are an important part of many body systems including muscle. Skeletal muscle is 76% water and dehydration has been shown to reduce muscle strength by 2% and muscle power by 3%.

    Similarly, glycogen stores need to be replenished and this can take up to 24 hours. Glycogen accounts for 1-2% of skeletal muscle volume and is the main energy source for muscle contraction – a key requirement in boxing. Any deficiency is likely to result in poorer performance.

    After the weigh-in, studies show that victorious boxers regain more weight (8%) than losers (6.9%). And for each per cent more weight gained between weigh-in and bout, there was a 13% increase in the likelihood of victory in the fight.

    And after months of sacrifice, relentless training and physical strain, it must feel terrific to regain a bit of weight.

  • MIL-OSI United Kingdom: New boxing ring for Coventry youth thanks to historic charity funds

    Young boxing enthusiasts in Coventry will have the opportunity to go toe-to-toe in a brand-new ring after being awarded the first grant from a six-figure funding pot which will benefit communities.

    Bell Green ABC (Amateur Boxing Club) has been awarded £5,000 by Heart of England Community Foundation after the grant-giving organisation joined together with Coventry City Council to unlock dormant assets to benefit the voluntary and community sector in Coventry.

    The ringfenced charitable funds, which were donated to the council by philanthropists hundreds of years ago for causes not relevant to today’s society, were uncovered by the Foundation in conjunction with the Charity Commission’s revitalising trusts initiative, which highlights dormant charity assets that have been lost in the system over long periods of time.

    The money has been added to the Foundation’s own funds that target improving communities across Coventry, which in-turn create a long-term source of income for the voluntary and community sector in the city.

    Bell Green ABC, based at Bell Green Working Men’s Club, was the very first recipient of a grant from the funds and has used the £5,000 to purchase a new boxing ring as well as paint to revamp the gym, creating a more welcoming space.

    Cllr Kamran Caan, Cabinet Member for Public Health and Sport, added: “It’s fantastic to see the first grant awarded to Bell Green ABC, which will make a real difference to young people across Coventry.

    “This investment not only helps to grow boxing in the city but also provides a safe and positive space for young people who want to take part in a new sport.

    “We are proud to work with the Heart of England Community Foundation to unlock these valuable resources and continue to support initiatives that strengthen our communities.”

    The club was taken over by Damon Croft just last year, and it has since gone from strength to strength, welcoming an increasing number of young people through the door and being a recognised name in the boxing circuit.

    Damon hopes that the new ring will see even more local children take up the sport.

    He said: “I’d like to say a huge thank you to Heart of England Community Foundation and Coventry City Council for this grant.

    “Having a brand-new facility like this will have a massive impact on the club. We’ve been on a really good journey so far, but we do lose some children because they move on to clubs with better facilities. The new ring will change that.

    “I’m extremely passionate about boxing and have worked hard to transform the classes so that they are really fun for children of all ages.

    “Boxing has so many benefits for young people – it not only helps with fitness, but also improves their focus, self-discipline and confidence, and we’ve had so many parents comment on how much their child’s behaviour and manners have improved since being with us.

    “The gym also provides young people with a safe space to come where they feel comfortable and can make new friends, rather than them hanging around on the streets or being in front of screens.

    “I have so many plans for the future – I’ve already started doing voluntary work with young people who aren’t in mainstream schooling, but I’ll also be looking to expand what we offer at the gym including launching some new fitness classes for adults, and the new ring will really support this.”

    On November 5, 2024, 77 million Americans gave Washington, D.C. a mandate to restore common sense, secure our border, make America safe again, get our fiscal house in order, grow our economy, and get our country back on track. President Trump and our Republican majorities in the House and Senate have been laser focused on delivering on that mandate since the start of President Trump’s second term.

    For four years, President Biden and many Congressional Democrats blamed the crisis at our border on President Trump. They argued that the record-level inflation across the country was President Trump’s fault and not their Build Back Broke plan and so-called “Inflation Reduction Act.”

    Yet in just 100 days, the same leader my colleagues on the other side obsessed over and blamed for these Biden setbacks has fixed those same problems and gotten our country back on track. The only way to describe the first 100 days of President Trump’s historic second term is promises made, promises kept.

    President Trump promised to secure the border. While left-leaning news outlets tried to fearmonger and portray the enforcement of our nation’s border laws as an attempt to stop any immigrant from entering the United States, America knew this narrative couldn’t have been further from the truth. 100 days in, our nation’s border is more secure it has been in our nation’s history. 

    In March of this year, apprehensions along the southern border had dropped 95% from the average daily encounters under President Biden. After a year and a half of chaos when President Biden rescinded Title 42, the Los Angeles Times reported that crossings at the California-Mexico border had nearly come to a halt under President Trump. Along our northern border, Customs and Border patrol agents apprehended 54 migrants this past March, down 95% from March 2024.

    House Republicans and President Trump did what many Democrats were afraid to do—actually enforce the law and pass laws like the Laken Riley Act that make it clear there is no place for violent criminals illegally in the United States of America. While President Trump and his administration have worked tirelessly to remove these criminals from our country, it’s been a completely different story on the left. Some of my Democrat colleagues spent the Easter recess begging for an alleged MS-13 member to return to the United States. Meanwhile those same Democrats were silent when the Biden Administration abandoned Americans in Afghanistan after their botched withdrawal. The contrasts in priorities for Democrats and Republicans could not be more clear.

    It turns out the only thing we needed for the past four years was a President who doesn’t run from common sense and isn’t afraid to enforce the law. Promises made, promises kept.

    President Trump promised to revive the American dream and usher in the golden age of America. Over the last 100 days he and his administration announced more than $5 trillion dollars in new foreign and domestic investments, including in my home state of Kansas. Just last week, Fiserv announced they would make a $175 million investment in Kansas that will create good-paying job opportunities for individuals in the eastern part of our state. 

    The consumer price index continues to show that inflation is cooling, and prices are falling. Because of the leadership of Agriculture Secretary Brooke Rollins and President Trump, wholesale egg prices have fallen, and we anticipate that retail prices will soon follow suit. Americans are feeling far less pain at the pump because we have leadership in our nation’s capital that prioritizes an all of the above energy strategy instead of Green New Deal policies that pick winners and losers. President Trump has repealed Biden-era rules that tried to implement an electric vehicle mandate because he knows it won’t work in places like the Big First District, and it only drives up costs for consumers. Promises made, promises kept.

    President Trump made a promise to restore common sense and get our country back on track. I’m grateful we finally have a president who is not afraid to state the obvious. There are two genders, and biological men should not play in women’s sports. One of the first bills President Trump signed during his second term was the Protection of Women and Girls in Sports Act. President Trump has uprooted wasteful, fraudulent and abusive spending and gone line by line through our federal budget to make sure taxpayer dollars are being spent wisely. While the Democrat Leader spent all day Sunday advocating for American families to have the largest tax hike in history, President Trump has spent the last 100 days working tirelessly with Congressional Republicans to extend his 2017 tax cuts. Promises made, promises kept.

    I am so grateful to have real leadership back at 1600 Pennsylvania Avenue that fights for America’s families and a brighter future for our country. Thank you, President Trump, for your leadership and for all you’ve done to ensure our best days are ahead of us. 100 days of winning and I look forward to many, many more.

    On 29 April, representatives from the Ministry of Sports and Youth, local governments, and local youth services gathered in Podgorica for the introductory capacity-building training titled “Networking and Cooperation of the Youth Sector at the Local Level.” The event was organized by the OSCE Mission to Montenegro in collaboration with the Ministry of Sports and Youth.
    Opening the event, Giovanni Gabassi, Deputy Head of the OSCE Mission to Montenegro, emphasized that the goal of these capacity-building trainings is to foster a shared understanding of youth policies among different stakeholders and improve the inclusion of youth in their everyday work. “Networking and cooperation between youth and those who work with and for them is essential for achieving meaningful youth participation in decision-making processes, both at the national and local levels,” Gabassi noted.
    Darko Stojanović, Director of the Directorate for Youth and Cooperation with NGOs at the Ministry of Sports and Youth, highlighted the importance of the training, aimed at strengthening local structures for involving young people in social processes. He reaffirmed the Ministry’s commitment to supporting initiatives that empower young people and amplify their voices in the community, expressing hope that the meeting would lead to new partnerships and positive local changes.
    During the interactive sessions, 40 participants from 23 municipalities explored ways to enhance cooperation between national and local youth policy actors, identifying opportunities for joint action. They also discussed key challenges in communication with various stakeholders and identified capacity gaps that need to be addressed to support effective youth participation in local communities.
    The inputs gathered will be used to design a three-day capacity-building training scheduled for June. During this next phase, youth policy actors will build long-term partnerships with each other and engage young people in processes that concern them, such as the drafting and implementation of local youth action plans.

    Washington, D.C. – Last night, Congresswoman Mariannette Miller-Meeks (R-IA) hosted her second telephone town hall of the 119th Congress, where she was joined by over 6,300 Iowans for a wide-ranging discussion on the work she’s doing in Washington to protect families, lower costs, and defend American values.

    These sports are a great way to stay active while trying something new and exciting.

    Dodging, ducking, and diving – dodgeball will test your endurance, stamina and skill, all while you have a blast!  

    Urban Rec Canberra host two dodgeball leagues. You can get a team together or register as an individual and make new friends along the way.

    It may be low-profile in Australia, but handball is kind of a big deal. One of the most popular team sports in Europe, over 183 countries play handball – and it’s even in the Olympics!

    This isn’t your traditional schoolyard foursquare. Handball is a high paced, full contact indoor sport that resembles a mix of soccer, netball and basketball.

    Canberra Handball have a variety of competitions, including a social competition that runs all year round – perfect for a novice looking to give the sport a try.

    Broomball is a unique sport that blends elements of ice hockey and field hockey. Instead of skating, players run on the ice wearing special broomball shoes.

    In Canberra, ACT Broomball runs a summer and a winter season. The summer season runs from mid-October until early April, and the winter season typically runs from late April/early May until early October.

    Quadball is a fast-paced, full-contact sport played by hundreds of people across Australia (and thousands more worldwide).

    Large and small businesses who have carried out exceptional work in hiring, retaining and supporting disabled people in the workplace have been recognised in the annual Disability Confident Awards in London.

    Large and small businesses who have carried out exceptional work in hiring, retaining and supporting disabled people in the workplace have been recognised in the annual Disability Confident Awards in London.

    Judged by DWP’s Disability Confident team, winners were chosen from a wide selection of strong nominations ranging from tech companies developing accessible equipment to a heritage trust breaking down barriers for disabled people.

    The two winners, chosen for their work in the travel industry and fitness sector, were:

    • Small organisation winner (less than 250 employees) – Seable, a bespoke travel agent who provide experiences for people who are visually impaired. The company hires blind and partially sighted people who share their lived experiences, so holidays reflect the needs of their customers.

    • Big organisation winner (More than 250 employees) – The Gym Group, who run schemes such as the Inclusive Traineeship which helps disabled people in the workplace with dedicated support staff and programmes to help them break into the fitness industry.

    The Disability Confident scheme is a Government initiative designed to encourage employers to recruit, retain, and develop disabled people. It has more than 19,000 members, with more than 12 million employees working in their businesses.

    To become a Disability Confident employer, organisations must provide accessible and inclusive recruitment practices and a public commitment to supporting employees with a disability. These also signal to disabled jobseekers which companies may be suitable for their needs.

    The Deputy Prime Minister assessed the educational infrastructure of the region and spoke with students.

    At the Mariupol State University named after A.I. Kuindzhi (MSU named after A.I. Kuindzhi), Dmitry Chernyshenko talked to the participants of the project “University Shifts”, which allows the younger generation to consciously choose a profession and a university at an early age. Over three years, the project has involved more than 44 thousand children from the regions of Russia. The children told about their personal experience of participating in the project.

    “It’s great that you communicate with your peers, broaden your horizons. At the same time, you have a very clearly structured method of thinking and values. And you can, like Danko with a burning heart, follow your mission, lead and inspire,” the Deputy Prime Minister noted.

    Dmitry Chernyshenko assessed the progress of restoration work and the university infrastructure. In particular, the university has a youth laboratory – the Laboratory of Media Literacy and Media Research. The Deputy Prime Minister handed over a certificate for the purchase of a video studio to its representatives.

    Also, a multifunctional sports ground was opened at Kuindzhi Moscow State University. It was built in six months and, along with other sports grounds of the university, became part of the sports cluster – they are being created on the initiative of the Ministry of Education and Science as part of the program for the socio-economic development of the reunited entities.

    The new site has four locations: a mini-football field, a volleyball and basketball court, an area for passing the standards of the All-Russian physical education and sports complex “Ready for Labor and Defense”, and an area with multifunctional exercise machines.

    The Azov Marine Institute (AMI), a branch of the Sevastopol State University, trains specialists for the maritime industry. Currently, it is the only specialized higher education institution on the shores of the Azov Sea. In the future, it is planned to launch secondary specialized education programs and advanced training courses for already working maritime specialists. To ensure that the training is as practice-oriented as possible, several thematic classrooms were equipped with mock-ups, models, and other training elements during the recently completed repairs.

    The Deputy Prime Minister handed over a certificate for the acquisition of a vehicle to the institute’s management and assessed the university’s infrastructure and equipment, including training and sports simulators – AMI is now one of the most modern training bases for future sailors in Russia. Among the professional simulators are bridge and engine room simulators, a separate large-scale complex for practicing actions in emergency situations on ships.

    During the visit, Dmitry Chernyshenko visited the Mariupol Construction Specialized College, one of the flagships of secondary vocational education in the Donetsk People’s Republic. The educational institution is part of the educational and production cluster “Construction Industry”. As part of the federal project “Professionalism” of the national project “Youth and Children”, students master promising specialties and gain practical experience, which they demonstrated to the Deputy Prime Minister.

    “The most important thing is that the working specialties that you teach are based on the most modern technologies that you actually use in technological processes. For this, you need materials and teachers,” he told the college staff.

    The Prime Minister has appointed Professor Dame Janet Beer, Emma Loxton and Sheena Wagstaff as Trustees of the Imperial War Museum for a four year term from 1 March 2025 to 31 October 2028.

    Professor Dame Janet Beer was the Vice-Chancellor at Oxford Brookes 2007-2015 and at the University of Liverpool 2015-2022. She was President of Universities UK 2017-2019 and was awarded a Damehood in the New Years Honours list 2018 for services to higher education and equality and diversity. She is Chair of the Sport and Recreation Alliance; a Member of the Board of the Baltic Centre for Contemporary Art, Newcastle; an Independent Governor of Northumbria University; a Trustee of the Imperial War Museum; Trustee of the Royal Anniversary Trust and serves on the National Leadership Advisory Board, Cabinet Office. She is also Patron of the Mark Evison Foundation which exists to provide opportunities for young people to undertake personally designed challenges.

    Emma Loxton is a partner at McKinsey & Company where she co-leads McKinsey’s work with defence, transport, and industrial companies in the UK. Emma has over 15 years’ experience advising institutions in the private sector on strategy and transformation. She has provided extensive pro bono support to arts institutions and homelessness charities in the UK on strategy and financial sustainability.

    Sheena Wagstaff is former Chair of Modern and Contemporary Art at The Metropolitan Museum of Art, New York, honored in 2022 as Chair Emerita. Her tenure was distinguished by leading The Met Breuer, establishing a transnational collection of modern and contemporary art, initiating an acclaimed exhibition program plus two series of artist commissions within the context of the museum’s global collections spanning 5,000 years. As Chief Curator of Tate Modern (2001-12), she commissioned artists for the Turbine Hall and devised the exhibition program. Working at leadership level for 30 years for institutions with strong civic values, she was previously Head of Exhibitions & Displays at Tate Britain, and Director of Collections, Exhibitions & Education at the Frick Art Museum, Pittsburgh. Wagstaff has extensive experience collaborating with architects on capital design projects, including David Chipperfield Architects, Herzog & De Meuron, Selldorf Architects, and others. She serves on the Professional Fine Arts Committee of the Foundation for Art & Preservation in Embassies, Washington DC; the International Advisory Committee of Istanbul Modern; the Advisory Board of Delfina Foundation, London.

  • MIL-OSI United Kingdom: Improvement works begin at the Serpentine Lake, Moor Park

    Work has officially commenced on the Serpentine Lake at Moor Park, marking the start of an important project to de-silt and extend the historic lake, as well as the reinstatement of the Serpentine Bridge and improvements to the Loggia alongside wider park enhancements to the play area and football pavilion.

    Funded in part by the Government, this project forms a key element of a wider programme of improvements planned for Preston’s parks as part of the £20m Active Preston: Improving our Community Infrastructure programme.

    The works around the Serpentine Lake will include the de-silting and extension of the water body, a process involving the careful removal of accumulated silt, mud and organic material from the lake bed to enhance water quality and biodiversity.

    The lake will be extended to its original size as proposed by Edward Milner, the original designer of the park. In addition, footpaths and railings surrounding the lake will be upgraded, and the Serpentine Bridge will be reinstated.

    Mark Taylor, Interim Director of Environment and Property at Preston City Council, said:

    “We are pleased that works have commenced at Moor Park and on the Serpentine Lake. These essential measures are part of a significant effort to preserve the lake and protect the surrounding habitats.

    “This important project will revitalise the park, enhancing it as a welcoming space for both the local community and wildlife to enjoy for years to come.”

    Ahead of the de-silting process, a specialist fish rescue will be carried out to safely relocate the lake’s fish population, including species such as three-spined stickleback, roach, and koi carp, into aerated holding tanks for the duration of the works. Koi carp are a non-native invasive species and will not be returned to the lake but will be relocated appropriately.

    Approximately 100 trees have already been removed from Serpentine Lake to allow the expansion of the lake and to restore it to its former glory. Two trees have already been removed at the southeastern entrance as they are causing damage to the stone entrance walls.

    The walls and pillars are to be rebuilt and refurbished as part of the project. To mitigate the loss of tree cover, the multi-million-pound refurbishment includes a tree replacement programme, shrub and wildflower planting which will increase the biodiversity on the park by at least 10%.

    The trees that have been removed were inspected for both bat and bird life. No bat or nesting birds were present however the Council take the removal of trees and its potential impact on the native wildlife very seriously and ecologist specialists have been present on site throughout the duration of the works, inspecting and monitoring for nesting birds in the area every 48 hours.

    As the water level is dropped and the lake drained to enable the next phase of works, any ducks present will also be monitored, however there is no specific plan in place to relocate them as specialists believe that they will naturally find a new local watercourse of their own accord.

    This project is part of the ongoing transformation of Moor Park, Preston’s largest and oldest park, which will also see future improvements to the football changing pavilion, and the main play area. These works are scheduled for completion by 2026.

  • MIL-OSI United Kingdom: Lord Mayor’s charity walk takes sporting theme

    A CHARITY walk with a sporting theme is taking place in Leicester later this week – and it’s open to everyone.

    On Friday 2 May, walkers are invited to set out at 12noon from Leicester City Football Club on a 5 mile fund-raising circular walk that will take in the Leicester Tigers stadium and the home of county cricket at Grace Road before returning the to the football stadium.

    The walk has been organised by United Leicester, a partnership project delivered by local professional sports clubs in Leicester through their official charities – Leicester City in the Community, Leicester Riders Foundation, Leicester Tigers Foundation, Leicestershire County Cricket Club in the Community and Leicester Hockey Club.  Their combined work aims to improve health and wellbeing in the community.

    It costs £6 to take part, which is payable on the day. All the funds raised will go to the Lord Mayor of Leicester’s chosen charity, PASIC Cancer Support for Children and Young People.

    Lord Mayor of Leicester Cllr Bhupen Dave said: “PASIC is a wonderful charity, providing crucial emotional, practical, and financial assistance to families of children and young people with cancer in the East Midlands. This support is offered during their most challenging times of distress and disruption.

    “I am delighted to be able to support them as my chosen charity as Lord Mayor, and I am really looking forward to joining this walk and helping to raise funds for their vital work.”

    Matt Bray from Leicester City in the Community said: “We’re very happy to support this charity and the Lord Mayor. The walk should be great fun and highlights Leicester’s strong sporting history.

    Question:
     
    There are views pointing out that the Government has proposed to construct the second government complex in Tseung Kwan O, a new town with a population of nearly 500 000, while it has no plan to provide any government complex in Tung Chung, even though there will be a population of almost 300 000 in Tung Chung upon completion of the expansion of Tung Chung East and Tung Chung West. In this connection, will the Government inform this Council:
     
    (1) of the criteria for providing government complexes in new towns (e.g. the population in and accessibility of the district, etc); whether it has plans to construct a government complex in Tung Chung Area 1; if so, of the timetable; if not, the reasons for that;
     
    (2) given that the proposed second government complex in Tseung Kwan O will provide medical and health facilities, day care centre for the elderly, government offices, a public vehicle park and other facilities, how the Government determines the services and facilities to be provided in the government complex, so as to realise the land use principle of “single site, multiple use”;
     
    (3) given that some residents of Tung Chung have relayed to me that they need to go to the Immigration Department’s Regional Office in Tuen Mun for registration of persons and travel document applications, whether the Government will consider providing services in relation to registration of persons and travel document applications in Tung Chung; if so, of the implementation timetable;
     
    (4) whether the Government had extensively promoted the use of electronic government services (e-government services) in Tung Chung in the past three years; if so, of the details; whether the Government has formulated any publicity plan for the coming year to promote the use of e-government services by more Tung Chung residents, so as to fill the service gap arising from the Government’s failure to provide a government complex in the district; and
     
    (5) given that the Leisure and Cultural Services Department currently provides different types of leisure and cultural services facilities in Tung Chung (e.g. Tung Chung North Park, Tung Chung Road Soccer Pitch, Tung Chung Man Tung Road Sports Centre, Tung Chung Public Library, etc), whether the Government has plans to extensively cultivate iconic species of plants at such facilities, so as to create a scenic landscape comprising government facilities in Tung Chung; if so, of the details?

    After consultation with the relevant policy bureaux and departments, the reply to the questions is as follows:
     
    (1) When developing New Towns/New Development Areas, the Government reserves sufficient land for “Government, Institution or Community” uses so as to meet the daily needs of the public. In general, the Government will take into account the population density of the relevant area when determining the type and quantity of facilities to be provided. With reference to the actual needs of local users, the supply of land or space, and views from other relevant departments, the departments responsible for providing the relevant services would plan accordingly, including whether developing Joint-user Complexes (JUCs) is the suitable approach to provide the public services needed by the relevant community.
     
    For the site of Tung Chung Area 1, nearby sits the Tung Chung Municipal Services Building, which is around 500 metres away. The building is near the MTR Tung Chung Station, within which there are various facilities such as a community hall, a public library, a sports centre, and elderly care facilities. In fact, within the public housing estates and private developments of the Tung Chung area, many community facilities have been provided, including health centres and post offices, etc, so as to serve the needs of Tung Chung residents. While there are currently no plans to develop JUCs at the site of Tung Chung Area 1, the Government will continue to take note of the view from the community on how this lot can be effectively utilised.
     
    (2) When considering the mix of services and facilities to be provided in a JUC, the Government mainly considers factors including local demand for public services, the space requirements of departments for providing such public services and setting up offices, compatibility of different facilities, and cost effectiveness, etc.
     
    (3) According to the Immigration Department (ImmD), there are currently seven Registration of Persons Offices and seven Immigration Branch Offices throughout Hong Kong Island, Kowloon, and the New Territories, providing registration of persons and document services to members of the public in various districts. These offices are of high accessibility, located near MTR stations and Public Transport Interchanges. Since the ImmD has already set up offices serving the public in areas conveniently accessible to Tung Chung residents, the Government does not have plans to set up additional offices in Tung Chung at the moment. The ImmD will continue to review the service demand in each district to ensure the continuous provision of efficient and high-quality services to the public while making optimal use of resources.
     
    In fact, to facilitate the public and align with the Government’s objective of full digitalisation of services, the ImmD has been proactively promoting electronic services. Members of the public can submit applications for the Hong Kong Special Administrative Region Passport through the Internet or the ImmD Mobile Application. In recent years, the ImmD has also launched various electronic services, obviating the need for residents to visit the offices in person and thus saving queuing and form-filling time. These online services include birth registration, death registration, and application for Certificate of Registered Particulars, where applicants may also choose to receive relevant certificates by mail. Starting from January 2025, applications for certain visas/entry permits and extensions of stay will only be accepted electronically, and applicants will not need to visit ImmD offices in person throughout the entire process.
     
    (4) The Government has been striving to drive the full digitalisation of government services, and whether there is a JUC in a particular district has no bearing on the Government’s effort in this regard. According to the information provided by the Digital Policy Office (DPO), all licences and government services involving application and approval (about 1 480 items in total) and forms (over 3 800) have been digitalised since mid-2024, thereby enabling submission of application, payment and collection of documents by electronic means for relevant licences and services. If in-person submission or collection of documents is required by law or international practices, applicants will only need to visit the relevant government office no more than once.
     
    The DPO will strengthen the promotion of “iAM Smart” and related online services, and work with Care Teams to assist citizens and elderly people in various districts in registering and using “iAM Smart”. Moreover, the DPO has set up community-based help desks in suitable locations across all districts to provide regular and fixed-point training and technical support, teaching elderly people to use various digital government service applications.
     
    (5) The Development Bureau advocates the policy of “Right Plant, Right Place”, which involves taking into account planting space, adaptability, characteristics and matching of species, as well as compatibility with landscape designs and the surrounding environment. In this regard, the Leisure and Cultural Services Department (LCSD) has been planting various conspicuous flowering or foliage plants in its recreational venues to beautify the environment. When pursuing recreational facility projects, the LCSD collaborates with works departments and design teams to select suitable plants based on factors including site condition, etc. When choosing plant species for open spaces in the Tung Chung area, the LCSD will make reference to the Greening Theme, Theme Plants, and Recommended Tree List for the Islands District in the Greening Master Plan drawn up by the Civil Engineering and Development Department (CEDD).
     
    Currently, over 30 Tabebuia chrysantha trees have been planted in Man Tung Road Park in Tung Chung, attracting many residents of the district during their spring blossom. In Tung Chung North Park, various themed trees have been planted, including nearly 50 Liquidambar formosana trees, the leaves colour of which changes through seasons. The red foliage in late autumn is particularly popular among visitors. For the Open Space Development in Tung Chung New Town Extension (East), the works of which will commence shortly, the LCSD plans to plant Pennisetum alopecuroides, Melastoma sanguineum, Cassia bakeriana, and other species, as well as install trellises adorned with distinctive climbers, to create a richly layered and vibrantly coloured landscape and greenery in Tung Chung. In addition to the above plants, in early 2023, the CEDD set up a trial nursery at the seafront of the newly reclaimed land in Tung Chung East to assess the growth performance of different tree species, with a view to selecting more suitable species for the Open Space Development in Tung Chung New Town Extension (East).

  • MIL-OSI Asia-Pac: LCQ16: Promoting the sports atmosphere in schools

         Following is a question by the Hon Vincent Cheng and a written reply by the Secretary for Education, Dr Choi Yuk-lin, in the Legislative Council today (April 30):

         It has been reported that the Schools Sports Federation of Hong Kong, China (HKSSF) has earlier on launched the inaugural HKSSF Finals, featuring a number of Jing Ying tournaments or inter-area competitions held at the Kai Tak Sports Park, which have brought heightened interest and attention to inter-school competitions. In addition, the Chief Executive has proposed in the 2024 Policy Address to include Physical Education (PE) in the primary school internal assessments starting from the 2026/27 school year, so as to encourage student participation in physical activities on a regular basis. Regarding the promotion of the sports atmosphere in schools, will the Government inform this Council:
     
    (1) as it is learnt that about 30 000 inter-school competitions are currently held each year in Hong Kong, and quite a number of new sports or urban sports have emerged in recent years, whether the authorities have plans to allocate additional resources to the HKSSF to enhance the arrangements of inter-school competitions, thus enabling the school sector to organise more varieties of competitions of high quality;
     
    (2) given that at present there are Jing Ying tournaments and all Hong Kong inter-school competitions in nine and eight sports events respectively for secondary schools, whether the authorities have plans to introduce more territory-wide inter-school competitions (especially elite sports that are popular among students, such as fencing and cycling), so as to enable student participation in more high-level competitions, thereby identifying more athletes with potential for training and better dovetailing with the development of elite sports; if so, of the details; if not, the reasons for that;
     
    (3) as it has been reported that there are four major assessment domains (i.e. physical fitness, attitudes, sports skills and knowledge) for the PE subject in the primary school internal assessments, of the criteria based on which schools are required to determine students’ scores in the subject; how the authorities will encourage schools to make use of this opportunity to further cultivate students’ interest in doing sports; and
     
    (4) whether the authorities have plans to assist schools in organising more new or interesting sports events and allowing students to participate on their own terms, thereby promoting the sports atmosphere in schools; if so, of the details; if not, the reasons for that?

         In consultation with the Culture, Sports and Tourism Bureau and the Schools Sports Federation of Hong Kong, China (HKSSF), our consolidated reply to the question raised by the Hon Vincent Cheng is as follows:
     
     (1) and (2) The Government actively supports the development of sports and promotes sports in the community through subsidising various national sports associations (NSAs), including the HKSSF. With the completion of the Kai Tak Sports Park, the Government also provides quality competition venues to host different inter-school sports events, with a view to attracting the participation of more young people and students and enhancing the sports ambience in schools.
     
         The Leisure and Cultural Services Department (LCSD) has allocated around $620 million in 2025-26 as block grant under the Sports Subvention Scheme to various NSAs to promote sports in the community, youth training programmes, community participation, squad training at all levels and overseas exchange programmes and competitions. Over the past six years, the block grant provided by the LCSD to the NSAs has increased from around $300 million per year to over $600 million per year. In approving funding for each NSA (including the HKSSF) each year, the LCSD considers factors including the annual plans submitted by the NSAs, as well as their past performance, expenditure patterns, programme arrangements, and subvention management.
     
         The HKSSF, a recognised NSA of the Sports Federation & Olympic Committee of Hong Kong, China subsidised by government departments including the LCSD and the Education Bureau (EDB), organises and participates in various local and overseas inter-school sports competitions. To better dovetail with the development of elite sports, the HKSSF has established with other NSAs a system of training and selection for elite athletes to provide student athletes with specific sports training of a high standard, thereby feeding potential athletes to relevant NSAs and preparing them for higher-level competitions in future. In the past year, over 1 000 primary and secondary schools across the territory participated in activities organised by the HKSSF, accounting for about 97 per cent of the total number of schools in Hong Kong; around 130 000 students participated in inter-school competitions, covering about 37 sports, approximately 70 per cent of which were elite sports such as fencing, swimming, and athletics. These competitions also involved urban sports such as 3-on-3 basketball and futsal. With dedicated efforts of the Government, there are already a great variety of high quality sports competitions in the school sector, enabling students’ participation in more high-level competitions and facilitating the identification of more athletes with potential.
     
    (3) In October 2024, the EDB announced the optimised arrangement of the weighting of subjects in the Internal Assessments (IA) for the Secondary School Places Allocation. Physical Education (PE) will be included in the IA in the second term of Primary five from the 2026/27 school year, so as to further help students develop a habit of joining sports activities from young age for strengthening their physique as well as provide them with the motivation to understand and improve their physical fitness, thereby achieving the learning goal of “Healthy Lifestyle”. The new measure has received general support from various stakeholders.
     
         Promoting the healthy growth of students is the first and foremost aim of the IA of PE, with an emphasis on foundation skills as well as objective and achievable health ratings. The IA of PE also builds on the domains and standards of PE assessment currently adopted by schools in general, including Physical Fitness, Attitudes, Sports Skills, and Knowledge (abbreviated as F.A.S.K.), and is a regular task of schools. Schools will refer to the relevant curriculum documents published by the EDB, including curriculum guides, the “Physical Education Learning Outcomes Framework”, and the assessment standards for physical fitness specified in the School Physical Fitness Award Scheme (Note 1) in adopting diversified modes of assessment, so as to enhance the effectiveness in learning and teaching through allowing students to demonstrate their learning outcomes in various ways and catering for their diverse potential, abilities and needs. Schools are required to set out clear learning objectives, scope of assessment, focus and format of assessment, and assessment criteria, etc, to enable students and parents to understand the relevant assessment criteria and arrangements. 
     
         The EDB will continue to update curriculum documents, develop learning and teaching resources, and organise professional development programmes for teachers. In addition, the EDB will provide a series of support measures to promote PE development in schools with a life-wide learning approach, including organising briefing sessions for schools and parents, and setting up a professional network of “Primary School PE Assessment Learning Circle”, so as to further assist students in developing an active and healthy lifestyle.
     
    (4) The EDB has included the World Health Organisation’s recommendation that children and adolescents aged five to 17 should accumulate at least an average of 60 minutes daily of moderate- to vigorous-intensity physical activities (MVPA60) across the week as one of the directions of the PE curriculum. It has also introduced the “MVPA60 Award Scheme” with the slogan “Let’s exercise every day, exercise together and exercise with others” to encourage students to exercise regularly with their families, classmates or friends. More than 210 000 students have participated in the Scheme since its inception. In addition, the “Active Students, Active People” Campaign (Note 1) has also been launched since the 2021/22 school year to rally the efforts of schools and parents as well as other stakeholders to promote an optimised sports ambience in schools and in society. The Campaign offers a series of PE activities as well as learning and teaching resources to support schools in mobilising students’ participation in physical activities and further engaging them in developing an active and healthy lifestyle. Demonstrations of different sports and experiences of Olympic and emerging sports are featured in these activities to enhance students’ interest and provide them with opportunities in participating in physical activities, thus promoting the sports ambience in schools. The Campaign has recorded the participation of more than 60 000 students since its launch. The EDB will inject new elements into the Campaign in a timely manner so as to meet the needs of schools.
     
         In addition, the EDB disbursed a one-off grant of $150,000 to schools in March 2024 to support them in organising various activities, subsidising students’ participation in diversified sports activities (e.g. emerging or fun sports), purchasing or upgrading PE/sports equipment in schools, etc., with a view to increasing opportunities for students to participate in sports and promoting the sports ambience in schools on all fronts.
     
         Regarding teacher training, the EDB collaborates with local universities to organise the annual Hong Kong Physical Education Teachers Conference, which brings together various experts in PE to conduct thematic sharing. Teaching workshops on various sports, including urban sports such as 3-on-3 basketball and sport climbing, and such emerging sports as pickleball, tchoukball, floorball and Baseball5, are also held to enrich teachers’ professional knowledge and assist them in organising diversified activities for students within and outside the classroom, with a view to promoting students’ participation in different kinds of sports activities and enriching their sports learning experiences.
     
         Moreover, the EDB has been collaborating with government departments, relevant bodies and organisations to organise various physical activities and sports programmes, such as the School Sports Programme, as well as “Project MuSE” and “Jump Rope Together” Rope Skipping Scheme 2.0 funded by the Hong Kong Jockey Club Charities Trust, to provide students with more opportunities to participate in sports activities during leisure time, foster a sporting culture in schools and identify student athletes with potential for further training.

    Joint Secretary of the Ministry of Minority Affairs, Shri Ram Singh visited Mizoram University to explore support for sports and  academic infrastructure under PMJVK.

    Given the hilly terrain, innovative ideas were discussed to develop a state of the art football stadium and an integrated sports complex despite the limited flat land resource availability in the State.

    PMJVK, a Centrally Sponsored Scheme (CSS), is an area development programme under which community infrastructure and basic amenities are being created in identified areas.

  • MIL-OSI Asia-Pac: LCQ2: Pet-inclusive facilities of the Leisure and Cultural Services Department

         Following is a question by the Hon Chan Hoi-yan and a written reply by the Secretary for Culture, Sports and Tourism, Miss Rosanna Law, in the Legislative Council today (April 30):
     
    Question:

    ​It has been reported that the Leisure and Cultural Services Department (LCSD) has progressively established more pet gardens and Inclusive Parks for Pets in recent years. However, some members of the public have relayed that the hygiene conditions and locations of such facilities are unsatisfactory, and that the ancillary facilities are inadequate with some already damaged. Furthermore, most other recreation and leisure facilities under the LCSD, including public bathing beaches and holiday camps, still prohibit the entry of animals. In this connection, will the Government inform this Council:
     
    (1) of the number of complaints received by the Government in each of the past five years involving the use of pet gardens and Inclusive Parks for Pets, and the three most common types of these complaints together with their respective numbers;
     
    (2) of the respective numbers of pet gardens and Inclusive Parks for Pets that the LCSD (i) has currently established and (ii) plans to establish in the coming three years in the various districts throughout the territory (and their proportions in the total number of LCSD gardens and parks in the respective districts), and the respective land areas of such gardens and parks (and their proportions in the total areas of LCSD gardens and parks in the respective districts), together with a breakdown by the 18 districts across the territory; whether the LCSD will proactively examine the demand for such gardens and parks in the various districts with a view to setting the relevant targets and a timetable for their establishment;
     
    (3) of the conditions and minimum standards set by the LCSD in relation to the size, facilities and management, etc. of pet gardens and Inclusive Parks for Pets when they are established; the guidelines and requirements put in place by the LCSD to govern the management of these gardens and parks by outsourced management companies, such as the daily frequency of emptying dog excreta collection bins and the time taken to repair damaged facilities;
     
    (4) of the number of complaints received by the Government in each of the past five years involving the bringing of pets into the various recreation and leisure facilities (including public bathing beaches and holiday camps) under the LCSD, and the number of enforcement actions taken in this regard;
     
    (5) whether the LCSD will, by drawing on the experience of establishing pet gardens and Inclusive Parks for Pets, consider creating pet-‍friendly spaces in facilities under its management, such as public bathing beaches and holiday camps; if so, of the details and implementation timetable; if not, the factors to be considered; and
     
    (6) given that the arrangement to establish Inclusive Parks for Pets has been regularised for four years, when the LCSD plans to review the effectiveness of implementing the pet-inclusive concept in parks and assess the long-term feasibility of completely lifting the ban on allowing pets to enter parks and gardens?

    My reply to the question raised by the Hon Chan Hoi-yan is as follows:
     
    (1) The number of complaints received by the Leisure and Cultural Services Department (LCSD) involving the use of pet gardens and Inclusive Parks for Pets in the past five years are as follows:

    Among the above complaints, the three most common categories are environmental hygiene (1 348 cases), venue facilities (383 cases), as well as relevant policies and arrangements such as requests for or objections to the establishment of more pet gardens or Inclusive Parks for Pets (352 cases).
     
    (2) As at March 2025, the LCSD has set up a total of 55 pet gardens and 180 Inclusive Parks for Pets in the 18 districts across Hong Kong. Information on the number of LCSD parks and playgrounds, the number of pet gardens and Inclusive Parks for Pets, as well as the proportion of these facilities in the total number and site area of LCSD parks and playgrounds by district are set out at the Annex.
     
    The LCSD keeps an open mind and opens up its venues as pet gardens and Inclusive Parks for Pets proactively, and will duly review public feedback. The LCSD plans to set up a total of over 20 additional pet gardens and Inclusive Parks for Pets in the 18 districts across Hong Kong in the next three years. The proposed addition of pet gardens and Inclusive Parks for Pets is subject to the support of relevant District Councils. Hence, the actual number and site areas are yet to be confirmed. More information will be released by the LCSD in due course when more concrete details of the plan are available.
     
    (3) Pet gardens, which are for exclusive use by pets, are normally equipped with fences and double pet gates at entrances/exits to prevent pets from getting lost. Pets are allowed to move around freely in the venues without leashes. At present, the newly provided pet gardens under the LCSD normally cover an area of no less than 400 square metres, and are equipped with ancillary facilities (e.g. dog excreta collection bins/dog latrines and hand-washing facilities) for owners or their pets. Subject to the actual environment, some pet gardens are even furnished with lawns, drinking fountains and play equipment, etc. for exclusive use by pets. Separate areas for large/small pets are also designated in some of the pet gardens where feasible, with a view to catering to the varying needs of the users and their pets.
     
    Inclusive Parks for Pets are not designed for exclusive use by pets. The concept is to allow members of the public to bring their pets to the parks and share the passive leisure facilities therein with other users. To facilitate the shared use of park facilities among different users, the LCSD will make minimal changes to the existing environment and facilities of the parks, and require owners to keep their pets leashed in the venues. In addition, depending on the actual environment and needs, additional basic ancillary facilities, such as dog excreta collection bins/dog latrines and hand-washing facilities will also be provided in the venues for the convenience of pet owners.
     
    To ensure the cleanliness and hygiene of venues, cleansing service contractors will arrange frontline cleansing staff to conduct regular cleaning in accordance with the contractual requirements and actual operational needs. In general, frontline cleansing staff will empty the dog excreta collection bins daily, and step up the cleansing frequency in view of the actual operational needs. LCSD staff will also carry out regular inspections of various facilities in the pet gardens and Inclusive Parks for Pets. If the facilities are found to be damaged, the LCSD will request the works departments or arrange for contractors to carry out repair works as soon as possible. The time taken to repair damaged facilities depends on individual circumstances and the parts involved, making it difficult to generalise.
     
    (4) The number of complaints received by the LCSD about pets being brought into leisure facilities by members of the public and the number of prosecutions instigated by the LCSD in this regard in the past five years (from 2020 to 2024) are as follows:

    (5) Unlike passive parks or leisure facilities that are generally open for public use, holiday camps mainly provide venues for active recreation and sports activities such as archery ranges, rope courses, and sports climbing walls for campers. Water sports centres are also active recreation facilities, and among which, the water sports training venues comprise various zones for coaching, equipment assembling/disassembling and on-land practice etc. Pet-friendly spaces, if added, may hinder the flow and procedures of training, and even affect the safety of venue users and pets. In addition, the public beaches under the LCSD are mainly for members of the public to engage in recreation activities such as swimming, sand sculpting and sunbathing etc. Allowing pets on beaches will lead to hygiene issues such as the excreta of pets on beaches, which are more difficult to manage and may affect other users. Therefore, the LCSD does not consider the provision of pet-friendly spaces at venues such as public beaches, water sports centres and holiday camps currently.
     
    (6) At present, members of the public have varying views and levels of acceptance regarding whether pets should be allowed in LCSD venues. The LCSD has to consider the actual environment as well as views and needs of members of the public, balance environmental hygiene and public health issues and consult the District Councils concerned before ascertaining whether to open up existing venues to pets or designate newly constructed venues as pet gardens or Inclusive Parks for Pets.

  • MIL-OSI Asia-Pac: LCQ7: Developing the halal market

         Following is a question by the Hon Yung Hoi-yan and a written reply by the Secretary for Commerce and Economic Development, Mr Algernon Yau, in the Legislative Council today (April 30):
     
    Question:
     
         It has been reported that the global Muslim population currently exceeds 2 billion, representing about 25 per cent of the world’s total population. Based on the State of the Global Islamic Economy Report 2022 released by DinarStandard in 2023, Muslims spent US$2.29 trillion in 2022 on, among others, food, pharmaceuticals, cosmetics, fashion and travel, and the global Islamic finance assets are expected to reach US$5.96 trillion by 2026. There are views that Hong Kong should expand its share of the international halal market in the countries along the Belt and Road, and strengthen industrial co-operation with the relevant countries. Regarding the development of the halal market, will the Government inform this Council:
     
    (1) whether it has kept information on the Gross Domestic Product (GDP) contributed to Hong Kong by the halal industry; if so, of the respective GDP generated in Hong Kong in each of the past five years by the products or industries in the halal market (i.e. (i) food and beverages, (ii) pharmaceutical and health products, (iii) cosmetics, (iv) fashion, (v) hotel and tourism, and (vi) financial services); if not, whether it has plans to compile statistics and keep the relevant information from now on;
     
    (2) whether it has kept information on Hong Kong enterprises which have exported goods to Muslim countries; if so, of the number of Hong Kong enterprises which have exported goods to Muslim countries in each of the past five years, the types of their goods and the respective GDP involved; if not, whether it has plans to compile statistics and keep the relevant information from now on;
     
    (3) whether it knows if the products currently re-exported through Hong Kong can be sold in the relevant Muslim countries after being certified by the Incorporated Trustees of the Islamic Community Fund of Hong Kong in accordance with Islamic law and procedures; if so, of the details; if not, what channels are available for such re-exported products to be sold in Muslim countries; and
     
    (4) whether it has plans to introduce a “halal certification system” and conduct mutual recognition of halal certification with major Muslim countries, so as to become a core corridor for certification and trade between related Mainland production enterprises and the halal consumer market, thereby promoting a steady growth in the trading volume of halal products in Hong Kong; if so, of the details; if not, the reasons for that?

         Upon consulting the Culture, Sports and Tourism Bureau and the Financial Services and the Treasury Bureau, the consolidated reply to the Hon Yung Hoi-yan’s question is as follows:
     
         Emerging markets such as the Middle East, the Association of Southeast Asian Nations (ASEAN) and other countries along the Belt and Road (B&R) have been the Government’s valued trade and economic partners. These countries’ economic development is growing rapidly and their markets possess vast potential, alongside enormous population of Muslims. The Government has been actively encouraging various sectors of society to seize business opportunities in these markets, so that they can develop in areas such as trade, tourism and finance and provide products and services tailored to the needs of these emerging markets, including the Muslim population therein.
     
         According to the information provided by the Census and Statistics Department (C&SD), the total value of Hong Kong’s domestic exports to Muslim countries (Note) increased from HK$2.7 billion in 2020 to HK$5.5 billion in 2024 whilst the total value of Hong Kong’s re-exports to Muslim countries increased from HK$178.8 billion in 2020 to HK$215.8 billion in 2024, recording an average annual growth rate of about 19.0 per cent and 4.8 per cent respectively in the past five years. The values of Hong Kong’s domestic exports and re-exports to individual Muslim countries in the past five years are at Appendices 1 and 2 respectively. Amongst others, major commodities of Hong Kong’s domestic exports to Muslim countries include “beverages”, “jewellery, goldsmiths’ and silversmiths’ wares, and other articles of precious or semi-precious materials” and “petroleum, petroleum products and related materials”, whilst major commodities of Hong Kong’s re-exports to Muslim countries include “telecommunications and sound recording and reproducing apparatus and equipment”, “electrical machinery, apparatus and appliances, and electrical parts thereof” and “office machines and automatic data processing machines”. The C&SD does not separately maintain information about the number of companies in Hong Kong exporting products to Muslim countries nor the relevant value of gross domestic product.
     
         Besides, although the “halal industry” does not have standard international industrial classifications like the retail and the catering industries rendering it impossible to draw up corresponding statistical coverage of the “halal industries” for compiling relevant information, the Government has been actively encouraging various sectors of society to seize opportunities in these halal markets, including promoting developments in areas such as trade, tourism and finance.
     
         In terms of trade, meeting the requirements for relevant halal product certifications and understanding the opportunities and challenges within the relevant markets are crucial. In this regard, the Hong Kong Trade Development Council (HKTDC) has been conducting research on individual key halal markets to understand their latest developments, and providing practical information to Hong Kong businesses, including the information on relevant product certification bodies. Furthermore, the HKTDC has also been providing various platforms to promote business opportunities in the halal market. For example, the HKTDC has been promoting different high-quality halal products and food, as well as related trading of products, at its annual Food Expo PRO to help the catering industry to expand its network and businesses. To assist Hong Kong enterprises in grasping the opportunities of the halal food market and facilitate buyers in procurement, the HKTDC introduced the Halal Showcase and added halal food and beverage labels to relevant exhibitors in the 2024 Food Expo PRO. The event also offered different seminars, explaining the requirements of halal food certification and analysing market opportunities and challenges, in order to promote multi-faceted business opportunities relevant to halal food to the businesses.
     
     
         In 2025-26, the HKTDC will arrange for local halal food manufacturers to participate in its Food Expo PRO to strengthen their collaboration with other halal food markets, as well as set up relevant pavilions at the Food Expo PRO to showcase more halal food and products and further explore Islamic business opportunities.
     
         At the same time, the Government strives to assist Hong Kong enterprises in developing more diversified markets and enhancing their competitiveness through various funding schemes and support measures. Among others, the Dedicated Fund on Branding, Upgrading and Domestic Sales provides funding support for enterprises to develop business in 40 economies with which Hong Kong has signed free trade agreements and/or investment promotion and protection agreements (IPPAs), including seven Muslim countries. Also, the SME Export Marketing Fund provides funding support for enterprises to participate in export promotion activities, promoting appropriate products and services to the Muslim population in markets outside Hong Kong.
     
         The Government will continue to actively explore emerging markets, including ASEAN, the Middle East and markets along the B&R, which have large Muslim population. The Government has been actively visiting ASEAN Member States to maintain close communication. For example, from 2022 to 2024, the Chief Executive led delegations to visit seven ASEAN Member States, concluding nearly 90 memoranda of understanding (MOU) and agreements, which helped create business opportunities for Hong Kong and strengthened friendships between the two places. The Government has also been actively reaching out to potential partners in the region, and signed an IPPA with Bahrain in March 2024, which is the third IPPA signed with economies in the Middle East region after the ones with Kuwait and the United Arab Emirates. At the same time, we are exploring the signing of IPPAs with Saudi Arabia, Bangladesh, Egypt and Peru.
     
         In view of the huge economic potential of the countries along the B&R (including those with large Muslin population), Invest Hong Kong (InvestHK) set up consultant offices in Cairo, the capital of Egypt, and Izmir, the third largest city in Türkiye, within 2024-25 according to the 2023 Policy Address and 2024-25 Budget. This will be beneficial to attracting capital and enterprises from these two member states of the Organisation of Islamic Cooperation and seizing relevant business opportunities.
     
         In respect of tourism, the Chief Executive stated in the 2024 Policy Address that the Government would actively develop visitor sources from the Middle East and ASEAN which have large Muslim population to seize opportunities. It is estimated that by 2028, there will be 250 million Muslim visitors worldwide and tourism receipts will reach US$225 billion.
     
         To encourage the travel trade to enhance Muslim-friendly tourism facilities, the Hong Kong Tourism Board (HKTB) has commissioned the internationally recognised halal travel promotion company CrescentRating since 2024 to carry out a series of work to study how Hong Kong can further enhance its “Muslim-friendly” tourism facilities, and assess local hotels, attractions and meetings, incentive travels, conventions and exhibitions (MICE) venues based on categories and standards on par with international benchmarks while taking into account Hong Kong’s actual situation. As at mid-April this year, 61 hotels, and five attractions and MICE venues have successfully applied for and obtained the ratings from CrescentRating.
     
         Besides, to encourage restaurants to obtain halal-related certification, the HKTB works with local halal certification authority, the Incorporated Trustees of the Islamic Community Fund of Hong Kong (Board of Trustees, BOT), to promote existing accreditations in the city and encourage food and beverage establishments to apply for certification. As at mid-April this year, the number of certified restaurants has increased from about 100 at the beginning of 2024 to more than 170, which also include high-end Chinese restaurant, Cantonese restaurant and contemporary Hong Kong-style noodle restaurants. In addition, four brands in the city are now offering halal-certified bakery products to provide more choices of souvenirs for Muslim visitors.
     
         Regarding financial services, the Government amended the laws in 2013 and 2014 to provide a tax structure for sukuk comparable with that for conventional bonds, and to allow for the issuance of sukuk under the Government Bond Programme. Thereafter, the Government issued three sukuk, totalling US$3 billion, under the Government Bond Programme, to demonstrate the viability of Hong Kong’s finance platform and that our legal, regulatory and taxation framework can readily support sukuk issuances of different structures. Besides, an array of Islamic financial products and services have been introduced in Hong Kong, including the listing of global sukuk on the Hong Kong Exchanges and Clearing Limited (HKEX), Shariah-compliant equity indices and Islamic banking windows. Asia’s first exchange-traded fund (ETF) tracking the Saudi Arabia market was also listed on the HKEX in November 2023.
     
         In the area of investment co-operation, the Hong Kong Monetary Authority signed an MOU with the Public Investment Fund of Saudi Arabia (PIF) to jointly anchor a new investment fund of US$1 billion to facilitate companies with nexus to Hong Kong and the Greater Bay Area to develop their business in Saudi Arabia. The Government will continue to expand market development efforts, including promoting the advantages of Hong Kong’s financial system and market, so as to explore further collaboration with Islamic markets in the area of finance.

  • MIL-OSI United Kingdom: Manchester launches annual State of the City Report

    The latest State of the City report, detailing Manchester’s progress in delivering its 10-year strategy, comes at a pivotal moment.

    It is published as the current 2015-25 Our Manchester Strategy period concludes, and the city prepares to launch its new strategy for the next decade. 

    The annual State of the City report provides a snapshot of how the city has progressed and where deep-rooted challenges are being addressed. 

    Bev Craig, Leader of Manchester City Council, said: “This is a significant year for Manchester as we prepare to launch the new Our Manchester Strategy which will guide the city for the next decade, and reflect on the progress we have collectively made in the last 10 years. 

    “Our annual State of the City report enables us to chart that progress as well as the challenges that still remain. 

    “The report demonstrates Manchester’s dynamism as we continue to see strong population and economic growth and begin to see the impact of a raft of initiatives to tackle inequalities and ensure that everyone is included in the city’s success. That includes overseeing the building of more council, social and genuinely affordable homes than at any time in the last 15 years.  

    “We’re also investing in improving neighbourhoods across the city. Progress is being made. But while Manchester is now firmly established among leading European cities, and is one of the fastest growing, we are focused on taking that success to the next level – and taking all Mancunians with us.”  

    The State of the City report assesses progress against the 2015-25 Our Manchester Strategy’s five key themes: 

    A Thriving and Sustainable City  

    In 2024, Manchester’s population continued to grow, driven primarily by international migration and a rise in student numbers. This growth has had a positive impact on the city’s overall development, particularly in the city centre, which remains a central hub for economic growth, benefiting both Manchester itself and the wider region. 

    The demand for office space in Manchester remains robust, with 2024 expected to see record levels of leasing activity for office spaces, marking a significant milestone in the post-pandemic recovery. Additionally, the Oxford Road corridor continues to attract large-scale investments, such as the launch of City Labs 4.0 and new office and research opportunities on Upper Brook Street, alongside the approval of a strategic regeneration framework for Sister – a new innovation district and global science hub. 

    Manchester’s cultural, tourism, and leisure sectors have also seen a surge in visitor numbers throughout 2024. Aviva Studios and Co-op Live have quickly become key venues, drawing in crowds for major music and cultural events. At the same time, investment in the city’s district centres, supported by Government funding secured by the Council has led to noticeable progress, particularly in areas like Wythenshawe, Gorton, Moston and Withington with impetus to expand this to high streets across the city.  

    A Highly Skilled City 

    As Manchester’s population continues to grow, the city’s workforce has also expanded, with 426,000 people in employment.  Most schools in the city are now rated as good or outstanding. Additionally, more young people are pursuing post-16 education, with an increase in capacity at various colleges and schools, although this remains an ongoing challenge. 

    Manchester continues to attract and retain a large number of graduates, which contributes to the city’s thriving workforce. Economic growth has been fueled by the rise of highly skilled jobs in industries such as digital technology, biotechnology, and advanced materials.  

    However, there are still significant levels of economic inactivity, particularly due to poor health. To address this, a variety of programs have been introduced to help individuals access employment opportunities and improve their skills. 

    Targeted initiatives have focused on specific sectors and employers, with local job fairs and customised support programs being backed by various funding schemes. As part of the city’s efforts to achieve UNICEF Child Friendly City status, partnerships between schools and employers have been established.  

    Furthermore, Manchester has earned the designation of a UNESCO City of Lifelong Learning, a step forward in supporting adult education and lifelong learning. In addition to these efforts, significant programs are underway to create green jobs, aligning with the growing demand for sustainable employment in the economy. 

    A Progressive and Equitable City 

    Making Manchester Fairer is the city’s five-year action plan aimed at tackling health inequalities across Manchester. In 2024, key milestones included the delivery of one million meals through the Manchester Food Board Partnership and the continued support of local initiatives via the In Our Nature project, which is designed to help communities across the city. 

    The ongoing cost-of-living crisis has left 100,000 households with less than £30 per month in disposable income. To support these households, Manchester has provided a range of services, including free school meals, digital inclusion initiatives, a dedicated advice line, and direct financial support through a household support fund. 

    Homelessness remains a significant challenge, with a high number of people presenting as homeless each year. However, there has been progress, with the use of B&B accommodation for families all but eradicated, a decrease in rough sleeping, and fewer individuals in temporary accommodation.  

    Alongside this, a new Children and Young People’s Plan for 2024-2027 has been developed, informed by the voices of children and young people. This plan emphasises prevention and early intervention, aiming to help young people stay safe and thrive within their communities. 

    As part of the UNICEF Child Friendly City program, 11,000 children shared their views, and in January 2024, key priorities were established, including ensuring children are safe and secure, have a sense of place, and lead healthy lives. In addition, the city continues to prioritise addressing health inequalities through a variety of public health measures, which remain central to the “Making Manchester Fairer” initiative. 

     A Liveable and Zero Carbon City 

    The Housing Strategy 2022-2032 sets an ambitious target of constructing 36,000 homes, with at least 10,000 of those being affordable.  

    In its first two years, significant progress has already been made. Last year 600 affordable homes were completed with a further 1,500 on site and a further 1,450 in the pipeline – meaning Manchester is on track to meet this target.  

    To further support housing development, Strategic Regeneration Frameworks have been introduced in key areas across the city, including Victoria North, Grey Mare Lane, Strangeways, and Holt Town, which will see large numbers of new homes including affordable homes built. Additionally, a retrofit programme is in place, aiming to improve the energy efficiency of a third of the homes managed by the Manchester Housing Providers Partnership by 2032. 

    Manchester has made progress in reducing its carbon emissions, with a 5% decrease in 2022 (the latest data available). However, more work is needed to meet long-term sustainability targets. To accelerate efforts, a new framework for the period of 2025-2030 is currently under development. 

    Safety remains a top priority for residents, and the Manchester Community Safety Partnership has rolled out several key initiatives to address the city’s main concerns. 

    Meanwhile, Manchester’s parks and green spaces have seen a significant increase in activity, with a 7% rise in the number of events and activities hosted in 2024. 

    The launch of Always, Everywhere: the Manchester Culture Ambition in 2024 followed extensive consultation and marked a significant step forward for the city’s cultural development. The English National Opera (ENO) also announced its move to Manchester, and the completion of HOME Arches provides a new creative workspace for the city’s artists and innovators. 

    In the sporting realm, Manchester hosted 24 major sporting events in 2024, further solidifying its reputation as a sporting hub. Additionally, the city was named the first European Capital of Cycling, showcasing its commitment to sustainable transport and active living. 

    A Connected City 

    In collaboration with Transport for Greater Manchester (TfGM), significant road improvements are currently underway on Whitworth Street West and Deansgate. These upgrades are part of the city’s broader efforts to enhance its infrastructure and transportation network. 

    Manchester has also developed an ambitious plan to expand Electric Vehicle charging across the city, supporting the transition to greener transportation options. This initiative is a key part of the city’s strategy to promote sustainability and reduce carbon emissions. 

    The Bee Network, an integrated public transport system for Greater Manchester, continues to grow and improve. All remaining buses in the city were franchised and brought under local control, further streamlining the public transport experience for residents. 

    Additionally, 14 active travel schemes focused on walking and cycling are either underway or in the planning stages. These initiatives aim to promote healthier, more sustainable travel options, making it easier for residents to choose active modes of transport.

    Samsung, India’s largest consumer electronics brand, unveiled the fourth iteration of its Samsung ‘Solve for Tomorrow’ initiative – a nationwide contest designed to inspire students to create innovative solutions to address some of society’s most pressing challenges by leveraging technology.
     
    Samsung ‘Solve for Tomorrow 2025’ will provide INR 1 crore to the top four winning teams to support the incubation of their projects, along with hands-on prototyping, investor connects, and expert mentorship from Samsung leaders and IIT Delhi faculty.
     
    This recognition highlights the significance of nurturing solutions that not only excel in the competition but also transcend it, ultimately evolving into scalable and sustainable ventures that will play a pivotal role in shaping communities across India.
     
    The programme, spanning six months, invites students aged 14-22 to submit their tech ideas as either individuals or groups. This year, participants are encouraged to create solutions across four key themes: AI for a Safer, Smarter, and Inclusive Bharat; Future of Health, Hygiene, and Well-being in India; Social change through Sports and Tech for Education and Better Futures; and Environmental Sustainability via Technology.

    The fourth iteration of Samsung India’s flagship Corporate Social Responsibility (CSR) initiative aims to involve thousands of participants, offering more than 82,000 hours of extensive training in Design Thinking, Hands-on Prototyping, Go-to-Market Strategies, and Business Planning. In the final phase, teams selected as finalists will benefit from specialized training and mentorship provided by Samsung, IIT Delhi, and industry professionals.
     
    ‘Solve for Tomorrow 2025’ was inaugurated at IIT Delhi in the presence of all partners on Tuesday. Present at the event were Dr Sapna Poti, Senior Director, Office of Principal Scientific Adviser to the Government of India, Shardul Rao, Scientist C, Department of Science & Technology, Government of India and P. S. Madanagopal, CEO, MeitY Startup Hub.
     
    From ideas to impact: Programme stages
    The application window for the initiative will be open from April 29 to June 30, 2025. During this period, Samsung will host immersive design-thinking workshops in schools and colleges across the nation, empowering participants with essential problem solving and ideation skills.
     
    After the initial application phase, the top 100 teams will be chosen, with 25 teams selected from each of the themes. At this stage, participants will undergo online training led by thematic experts, followed by a video pitch round where 40 teams will be shortlisted – 10 teams from each theme.
     
    The top 10 semi-finalist teams from each theme will then progress to an intensive mentorship program guided by Samsung’s industry veterans and subject matter experts. These teams will also participate in curated learning visits to Samsung’s state-of-the-art facilities, including the Samsung R&D Institute India in Bengaluru, Noida, and Delhi, as well as Samsung Design Delhi, offering them first-hand exposure to world-class innovation ecosystems.
     
    This phase will culminate in an experiential, hands-on Prototyping Programme at Delhi’s state-of-the-art labs, in collaboration with ‘Solve for Tomorrow’ alumni. There will also be a Residential Bootcamp focused on refining ideas and preparing for the final pitch. The top 20 teams will be finalized after this phase, with five teams from each theme advancing to the grand finale. These top five teams from each theme will receive exclusive one-on-one mentoring sessions with Samsung experts. They will participate in a Prototyping Day, Pitch Presentation, Investor Meet, and Awards Ceremony, all held over the last three days of the competition.
     
    What is in it for the participants
    The top 100 teams will receive certificates of achievement. The top 40 teams will receive INR 8 lakh and the latest Samsung laptops for every member. The top 20 will receive with INR 20 lakh and the latest Samsung ZFlip smartphones for each member.
     
    In addition, special awards include the Goodwill Award, Young Innovator Award, and Social Media Champion, with a total prize amount of INR 4.5 lakh.
     
    The four winning teams will collectively receive a grant of INR 1 crore for incubation at IIT Delhi, providing substantial resources to accelerate their innovative projects. This funding aims to nurture their ideas into reality.
     
    First launched in the US in 2010, ‘Solve for Tomorrow’ is currently operational in 68 countries globally and has seen over 3 million young people participate worldwide.

  • MIL-Evening Report: Inaccurate 1News reporting on football violence breached broadcasting standards, rules BSA

    New Zealand’s Broadcasting Standards Authority (BSA) has upheld complaints about two 1News reports relating to violence around a football match in Amsterdam between local team Ajax and Israel’s Maccabi Tel Aviv.

    The authority found an item on “antisemitic violence” surrounding the match, and another on heightened security in Paris the following week, breached the accuracy standard.

    In a majority decision, the BSA upheld a complaint from John Minto on behalf of Palestine Solidarity Network Aotearoa (PSNA) about reporting on TVNZ’s 6pm 1News bulletin on 9 November 2024.

    This comprised a trailer reporting “antisemitic violence”, an introduction by the presenter with “disturbing” footage of violence against Israeli fans described by Amsterdam’s mayor as “an explosion of antisemitism”, and a pre-recorded BBC item.

    TVNZ upheld one aspect of this complaint over mischaracterised footage in the trailer and introduction. This was originally reported as showing Israeli fans being attacked, but later corrected by Reuters and other outlets as showing Israeli fans chasing and attacking a Dutch man.

    “The footage contributed to a materially misleading impression created by TVNZ’s framing of the events, with an emphasis on antisemitic violence against Israeli fans without acknowledging the role of the Maccabi fans in the violence – despite that being previously reported elsewhere,” the BSA found.

    A majority of the authority found TVNZ did not make reasonable efforts to ensure accuracy.

    It considered the background to the events was highly sensitive and more care should have been taken to not overstate or adopt, without question, the antisemitic angle.

    The minority considered it was reasonable for TVNZ to rely on Reuters, the BBC and Dutch officials’ description of the violence as “antisemitic”, in a story developing overseas in which not all facts were clear at the time of broadcast.

    The authority considered TVNZ should have issued a correction when it became aware of the error with the footage. It therefore found the action taken was insufficient, but considered publication of the BSA’s decision to be an adequate remedy in the circumstances.

    In a separate decision, the authority upheld two complaints about a brief 1News item on 15 November 2024 reporting on heightened security in Paris in the week following the violence.

    The item reported: “Thousands of police are on the streets of Paris over fears of antisemitic attacks . . . That’s after 60 people were arrested in Amsterdam last week when supporters of a Tel Aviv football team were pursued and beaten by pro-Palestinian protesters.”

    TVNZ upheld both complaints under the accuracy standard on the basis the item “lacked the nuance” of earlier reporting on Amsterdam, by omitting to mention the role of the Maccabi fans in the lead-up to the violence.

    The authority agreed with this finding but determined TVNZ took insufficient action to remedy the breach.

    “The broadcaster accepted more care should have been taken, but did not appear to have taken any action in response, or made any public acknowledgement of the inaccuracy,” the BSA said.

    The authority found the framing and focus careless, noting “the role of both sides in the violence had been extensively reported” by the time of the 15 November broadcast. TVNZ had also aired the mischaracterised footage again, not realising Reuters had issued a correction several days earlier.

    As TVNZ was not monitoring the Reuters fact-check site, the correction only came to light when the complaints were being investigated.

    Other standards raised in the three complaints were not breached or did not apply, the authority found.

    The BSA did not consider an order was warranted over the item on November 15 – deciding publication of the decision was sufficient to publicly acknowledge and correct the breach, censure the broadcaster and give guidance to TVNZ and other broadcasters.

    TVNZ showed film which they claimed was of “anti-semitic violence” by Dutch football fans attacking Israeli football fans on the streets of Amsterdam last November. TVNZ described the scenes as disturbing.

    The film actually showed the opposite – violent attacks on Dutch fans by Israeli hooligans who had engaged in racist “Death to Arabs” chants and attacks on Palestinians and Palestinian flags prior to the game.

    We pointed out the error quickly but TVNZ refused to issue an apology and said it didn’t really matter because the mayor of Amsterdam had said there were anti-semitic attacks so the TVNZ mistake was minor.

    Imagine if the situation had been reversed. TVNZ would have bent over backwards to issue grovelling apologies to the pro-Israel lobby.

    TVNZ’s reporting over the past 18 months has been relentlessly pro-Israel. They have centred Israeli narratives, Israeli excuses, Israeli explanations, Israeli propaganda points and Israeli spokespeople. Palestinian voices have been sidelined and given rudimentary coverage if at all.

  • MIL-OSI USA: Bailey Student-Athlete Success Center Will Transform College Experience for Huskies

    One of the most storied athletic locations at UConn is about to begin a brand-new era.

    Starting this spring, Guyer Gymnasium on Hillside Avenue will be fully overhauled, along with along with renovation of smaller spaces in the connecting Hugh S. Greer Field House and Wolff-Zackin Natatorium. Together, they will be known as the Bailey Student-Athlete Success Center, named in honor of Trisha Bailey ’99 (CLAS), whose lead gift is among the largest from any UConn graduate.

    The project was kicked off with a groundbreaking ceremony on April 23 featuring Bailey, student athletes, coaches, Board of Trustees Chairman Dan Toscano, UConn President Radenka Maric, Director of Athletics David Benedict, and others.

    “Congratulations, coaches. Congratulations, students. Congratulations, alumni,” said Maric. “Congratulations to our staff and everybody who supports our athletics and our university. This is the day that you waited for, for a long time.”

    The project will bring athletics, research, academic support, sports medicine, and other programs together in one facility to build upon each other in support of the student success journey, one of the mainstays of UConn’s Strategic Plan. If all goes as scheduled, the new center will open in Spring 2027.

    “The Bailey Student-Athlete Success Center will transform the college experience for young men and women who wear the Husky uniform,” said David Benedict, director of athletics.

    Bailey, a former track athlete at UConn, founded Bailey’s Medical Equipment and Supplies after her time in Storrs. She quoted her grandmother at the ceremony: “’Dream so big that not even you can believe that these dreams can come true,’” said Bailey. “What does that mean? It means that when you dream, you need to go beyond what the dream looks like.”

    Also on April 23, UConn announced a transformative $15 million commitment from longtime supporters Denis and Britta Nayden that will establish The Nayden Center for Academic Excellence within the Bailey Student-Athlete Success Center. At the core of this transformative project, the 12,000 square foot academic center will become the home for holistic development, academic accomplishment, and well-being for every student-athlete at UConn. This comprehensive space will facilitate learning, testing, meeting, tutoring, and all academic activities.

    The gymnasium will be renovated to house UConn’s Student-Athlete Success Program (SASP), which supports student-athletes with tutoring, study spaces, post-graduation career or academic planning, and other academic services.

    It will also house offices, support spaces, locker rooms, team meeting areas, and other spaces for women’s field hockey, women’s rowing, women’s tennis, women’s swimming & diving, women’s cross country, and men’s and women’s track & field.

    “Thanks to Trisha Bailey’s anchor donation, the vision of a student-athlete success center took hold, and became real,” said Nayden ’76 (BUS) ’77 MBA. “I’ve seen the drawings, and I have no doubt that the new facility will be state of the art, beautiful and impressive. But what attracted us, and what was really impressive, is everything that would occur inside.”

    Other speakers included former field hockey coach Nancy Stevens, men’s tennis coach Glenn Marshall, and student athletes Chioma Okafor ’26 (BUS, ENG) and Travis Roux ’25 (BUS).

    The construction will turn the field house into a LEED-certified building and add an estimated 50 to 60 years of active use to the complex. The improvements help UConn take another step in its Sustainability Action Plan and will help UConn reach carbon neutrality by 2030.

    New space will be created for the UConn Department of Kinesiology, strength and conditioning rooms, rehabilitation and recovery areas and hydrotherapy and biomedical analysis.

    The field house, named for longtime men’s basketball coach and athletic director Hugh Greer, opened in 1954 and was the home of the men’s and women’s basketball teams until Gampel Pavilion opened in 1990.

    “We want everyone to achieve excellence. This will be a learning center, a financial literacy center, a personal development center, a mental health center, a tutoring center, a nutrition center,” said Nayden. “It will be a social center. It will be a hub of life.”
