  • MIL-OSI Asia-Pac: Special traffic and transport arrangements for football matches and training sessions at Kai Tak Sports Park and Hong Kong Stadium between July 24 and 31

Source: Hong Kong Government special administrative region – 4

The Transport Department (TD) today (July 22) said that, to facilitate the holding of football matches and training sessions on specific dates in designated venues between July 24 and 31, the following special traffic and transport arrangements will be implemented in the vicinity of the Kai Tak Sports Park (KTSP) and the Hong Kong Stadium (HKS) to provide convenience for spectators to travel to and from the venues:

    Open training sessions

Prior to the matches, open training sessions of the football clubs will be held at the KTSP around the evening of July 24, 29 and 30 and the HKS on the evening of July 25.

As the dispersal time of the events will fall within the evening peak hours, the MTR will enhance the service headway of the Tuen Ma Line (TML) and the Island Line on respective days as needed to meet the passenger demand. The Police will implement temporary road closure and traffic diversion measures in the vicinity of the KTSP (depending on actual traffic and crowd conditions) and the HKS. Members of the public should heed advice from on-site police.

    Football matches

Football matches will be held on the evening of July 26 and 31 at the KTSP. As the traffic in the vicinity is expected to be heavy, spectators should opt for public transport and avoid taking private cars (including cross-boundary private cars).

The TD has co-ordinated with local and cross-boundary public transport operators (PTOs) to strengthen their services during dispersal. The MTR will enhance the interval between trains of the TML. Franchised bus companies will provide a total of 11 special bus routes at the Sung Wong Toi Road Pick-up/Drop-off Area (PUDOA) to Lok Ma Chau (San Tin) Public Transport Interchange (PTI), the Hong Kong-Zhuhai-Macao Bridge (HZMB) Hong Kong Port and Airport, and major districts across the territory.

In addition, the KTSP will arrange cross-boundary coach services during dispersal to facilitate travellers’ return to the Mainland via the Lok Ma Chau/Huanggang (LMC/HG) Port, the HZMB and the Shenzhen Bay Port. Passengers should purchase tickets in advance. On-site ticket sales will not be available during dispersal. They should refer to the operators’ website (Eternal East Bus: www.myeebus.com/eebusfans; CTG Bus: m.hkctgbus.com/#/layout/home) for the latest ticket information.

For taxi services, the Kai Tak Stadium Taxi PUDOA will be open for taxi pick-up and drop-off. The Sung Wong Toi Road PUDOA will be open for taxi drop-off only during admission (4pm to 7.30pm) and suspended from taxi pick-up/drop-off during dispersal. The expected waiting time will be longer amid an outflux of spectators and passengers’ patience is appreciated.

Spectators who plan to return to the Mainland on the same day after the matches should pay special attention that, if they use the Lo Wu Control Point, they should catch the last relevant MTR TML train departing from Sung Wong Toi Station at 10.59pm and Kai Tak Station at 11.01pm, followed by interchanging at Tai Wai Station on the East Rail Line (ERL) to Lo Wu Station. Travellers should plan their journeys ahead and arrive at the station platform in advance.

Travellers who opt for LMC/HG Port (operating 24 hours daily) may also take the ERL to Sheung Shui Station and then the KMB route No. 276B or N73, or take the special bus route No. SP12 directly at the Sung Wong Toi Road PUDOA to the Lok Ma Chau (San Tin) PTI, and transfer to the LMC-HG cross-boundary shuttle bus (Yellow Bus) for their journey to the Mainland.

For details of the special traffic and transport arrangements, members of the public may refer to the TD’s website (www.td.gov.hk), the “HKeMobility” mobile application or passenger notices issued by PTOs as well as the latest traffic news through radio and television broadcasts. Spectators at the KTSP are advised to heed the real-time information via the on-site broadcast and the “Easy Leave” platform (easyleave.police.gov.hk).

    Source: City of Portsmouth

It’s back – Portsmouth International Kite Festival is again bringing an explosion of colour to Southsea Common over two days on Saturday and Sunday, 26-27 July 2025.

A huge range of kites of all shapes and sizes will be on display, with the top flyers in action to delight the crowds. The festival takes place from 10am to 5pm on both days, admission is free of charge.

On offer this year is a ‘Live at the Bandstand’ programme of music, along with fairground rides, trade stalls from local sellers, and plenty of refreshments.

The popular kite festival is organised by Portsmouth City Council every year and attracts around 10,000 visitors over the two days.

Council Leader Cllr Steve Pitt said:

“Our International Kite Festival is one of the best-loved events of the year. We bring in high quality kite flyers who show off their tricks and skills, and there’s so much else to entertain families and people of all ages.”

The ongoing Southsea sea defence works means that the event site on the common is slightly smaller than in previous years, so there’s two kite arenas instead of the usual three. Because of this, a model balloon arena has been added for enthusiasts to bring along and exhibit their model balloons.

There’s also extra entertainment and activities from local organisations, including giant puppets from 432 Nomads, a community arts activity from Seekers Creates, and Aspex Portsmouth will also be running activities.

Snows BMW & MINI Portsmouth is a supporting sponsor of the event and will be bringing a selection of electric vehicles from across their range for people to view.

“The two-story sports complex “Maximum” with a total area of 8.75 thousand square meters was built at the expense of the city budget. This is the first district facility with an ice rink and a swimming pool, which was built under the “Sport of Moscow” program in the South-West Administrative District. The arena was equipped with an energy-absorbing hockey board that meets the requirements of the International Ice Hockey Federation. The room for the ice resurfacing machine was equipped with fire gates, a bunker for collecting ice chips and a water treatment system. The sports complex was designed using BIM technologies, and the stages of the project implementation were carried out using modern digital systems,” said Vladimir Efimov.

The first floor of the sports complex houses an ice arena for ice hockey training, district competitions without spectators, and mass skating. There is also an inventory room where spare board glass, removable covers, and protective nets are stored. Four team locker rooms for 25 people with shower blocks are equipped for athletes. In addition, the complex houses medical, technical, and administrative premises.

“The sports complex houses a general fitness room, a large pool for recreational swimming, and a pool for teaching children to swim. Chairman of the capital’s State Construction Supervision Committee Anton Slobodchikov emphasized that during construction, the department’s inspectors checked the quality of the work performed and the materials used. Based on the results of the final inspection, the committee issued a conclusion on the compliance of the facility with the design documentation, and then the developer received permission to put it into operation.

Previously a sports complex “Maximum” opened by Sergei Sobyanin.

The construction of social facilities in Moscow corresponds to the goals and initiatives of the national project “Infrastructure for life”.

enus Williams enjoyed a winning return to tennis after more than a year away from the game as the 45-year-old American teamed up with compatriot Hailey Baptiste to win their round of 16 women’s doubles tie at the Washington Open on Monday.

The seven-times Grand Slam singles champion had not played a competitive match in 16 months, with her last appearance on the WTA Tour coming at the Miami Open in March last year.

Williams and Baptiste beat Eugenie Bouchard and Clervie Ngounoue 6-3 6-1 to reach the quarter-finals in Washington, and the former world number one said if felt “inspiring” to be back on court.

“It wasn’t easy for us but we brought it together quickly as a team. I love this game and still hitting it big,” Williams told Sky Sports.

Williams enjoyed playing with 23-year-old Baptiste so much she joked that she should have teamed up with her years ago instead of playing with her younger sister Serena, who she won 14 Grand Slam doubles titles with.

“I could see that we were going to be a good team. We just should have started playing earlier, years ago, right?” she said. “I think Serena was just in the way.”

  • MIL-OSI China: Making a big impression

Source: People’s Republic of China – State Council News

A sizable asset in the making, or a liability in transition? China’s towering phenom Zhang Ziyu has turned heads at her home Asia Cup, leaving the basketball world wonder how such a unique talent could fit into the fast-paced modern game.

Standing 2.26 meters tall (7-foot-5), with her giant presence a spectacle to behold, China’s 18-year-old center Zhang, dubbed “Baby-face Shaq” by fans, couldn’t hide from the attention at the FIBA Asia Cup in Shenzhen, Guangdong province, where her insurmountable advantage under the rim, as apparent as her weakness in mobility, agility and conditioning, was put on full display.

China’s Zhang Ziyu (C) dwarves two Japanese opponents during a friendly in Hefei, capital of east China’s Anhui Province, June 20, 2025. (Xinhua/Zhou Mu)

Limited by head coach Gong Luming to 14 minutes of court time per game, Zhang finished her international debut at the senior level with a team-high 15.6 points on average across five games, ranking second overall after Lebanon’s Rebecca Akl (16.5).

Despite being triple teamed whenever she played, Zhang proved almost unstoppable near the basket, easily posting defenders up with her bulk to score free points as long as she settled deep enough in the paint.

Her slow legs and lack of athleticism, however, took a heavy toll on her game, significantly limiting her defensive coverage and threat in offensive transition.

As currently the world’s tallest professional female player, Zhang could only contribute 0.4 blocks and 5.6 rebounds per game in Shenzhen, ranking 18th and 14th, respectively, in two key stats that measure a post player’s impact.

A raw talent playing the game, literally, on a level of her own, Zhang’s emergence is sure to pose a huge challenge for opponents as Team China looks to build its future around her.

“She’s an extraordinary talent with an untapped potential, and could be a huge asset for Chinese women’s basketball if developed in the right way,” Gong said of Zhang’s performance after Team China beat South Korea 101-66 in Sunday’s bronze-medal playoff to finish third on the podium.

“She obviously lacks experience at this level, and has so much catching-up to do to get used to the physicality and pace of the senior game.

“Defensively, she has to improve her movement and rebounding, while, offensively, we hope she can develop a more versatile skillset and get more involved in making plays for teammates.

“She has a long career ahead of her and a vast room for improvement. This was just her first test at the senior level, and I feel like we put way too much expectation on her, which didn’t help,” said Gong, who returned to the team just three months ago for a second stint after guiding the women’s squad to the 2001 Asia championship and 2002 Asian Games titles.

Zhang’s current incompatibility with the fast-paced, high-intensity game was exposed in Team China’s disappointing 90-81 semifinal loss to Japan, where the host’s strength in the paint was neutralized by Japan’s run-and-gun game, which featured sharp shooting, spacing and quick transition.

China’s slow-rotating zone defense, with Zhang settled deep down court whenever she’s in the game, allowed Japan’s teen star Kokoro Tanaka too many uncontested shots on the perimeter, where Japan hit 16 three-pointers, 10 more than China did, to upset the host in front of its home fans.

Corey Gaines, Japan’s head coach, attributed the critical win to his team’s perfect execution of a game plan tailored against the host’s “too obvious” advantage, following two warm-up losses to Team China last month.

Still, Zhang’s rise to stardom as a potential game-changer on the international stage will be inevitable, according to Australian legend Lauren Jackson.

The five-time Olympic medalist said she’s been following Zhang’s game as a fan, and feels excited for her future as a star in the making following the NBA Rising Star tournament in Singapore earlier this month.

“She’s starting to learn the women’s game after graduating from age-grade basketball, and I just hope she’s enjoying every minute, because, before too long, she is going to be the center of everybody’s attention and dominating the FIBA game,” Jackson told ESPN.

“Obviously she’s super tall, but the way she plays, she certainly has the ability to completely dominate, purely because of her height,” said the 44-year-old former WNBA star.

“In saying that, she’s got great touch around the ring, she can catch and she’s got a big, strong body, and has the ability to finish under pressure with three or four people hanging off her.

“It’s exciting to think about where she’s going to go in the game, and what she’s going to do,” said Jackson, a dominant 1.98-meter center in her prime, who retired after helping Australia qualify for the Paris 2024 Olympics.

Playing in a major home tournament as a teenager was a perfect start for Zhang, and the next big experience is something Jackson has lived and breathed herself — a potential call from the WNBA.

The high expectations, though, could be a burden that Zhang will need some extra help and support to overcome, said Jackson, who made her major international debut for the Opals at the 1998 world championships and became a big name at the Sydney Olympics.

“The Australian team, our coach and the team manager made an effort of trying to protect me from the media and the external pressures. In our lead-in games to Sydney, they made sure I wasn’t doing much media and things like that,” she recalls.

“It was a very strange, surreal time, and I was ignorant to how much pressure was probably on me. I hope she has the same support as I had to help her out.”

Poland’s middle blocker Aleksandra Gryka has emphasized that the team is well prepared for Wednesday’s game against China in the quarterfinals of the FIVB Women’s Volleyball Nations League (VNL).

Poland beat China 3-1 in a friendly match on home ground in Radom last Saturday. The Chinese team coached by Zhao Yong will have a chance to take revenge in Wednesday’s encounter in Lodz, Poland.

“It’s good we played against China in Radom. The game wasn’t as important as the coming match, but we could feel the atmosphere of the competition. China is a strong opponent,” Gryka told Polish media on Monday.

“In the opening set we made too many mistakes, but then we proved we were able to beat them. On Wednesday we should stay focused from the beginning until the end. We are ready for the challenge. I’m sure the friendly game helped us in our preparations for the encounter in the Volleyball Nations League,” she added.

Poland is preparing for a tough challenge, as it has lost all three matches against China under coach Stefano Lavarini, failing to win a single set. Two years ago, China eliminated Poland in the women’s VNL semifinals.

“Our team has changed from that time. In the past we often fought against our weaknesses on the court. Now we’re a more experienced team. We know what it’s like to compete for high stakes,” Poland’s outside hitter Martyna Czyrnianska explained.

The final phase of the Women’s VNL will be held from July 23 to 27.

This next phase will bring Starlink-powered high-speed internet to Apo Elementary School and the Arts and Design Collective Dumaguete (ADCD), tackling long-standing connectivity challenges in education and the creative sector.

In many parts of Negros Oriental, including remote islands like Apo and urban centers such as Dumaguete, reliable internet access remains elusive. Outdated infrastructure, like microwave radio links, continues to limit bandwidth and reliability, cutting communities off from modern tools and opportunities. This digital divide has sent a ripple effect through key sectors, such as education and creative industries, hindering access to information, digital tools, and, in turn, economic opportunities.

Bitget’s latest deployment brings high-speed Starlink internet to two key communities in Negros Oriental, each facing distinct yet equally urgent digital challenges. After years of limited resources and unreliable internet, Apo Elementary School, the only public school on Apo Island, will finally be connected through Starlink. This new access will unlock digital learning tools, teacher development programs, and broader educational networks, creating new opportunities for academic growth and long-term empowerment in a community that has long relied on fishing.

Bitget Starlink being presented to Arts and Design Collective Dumaguete (ADCD)

Meanwhile, in Dumaguete, Bitget partnered with the Arts and Design Collective Dumaguete (ADCD), a vibrant creative hub preparing to launch a maker’s space for local artists and entrepreneurs. Previously held back by poor internet access, this space will now offer digital tools, fabrication technologies, and pathways to global collaboration, enabling the city’s creative sector to thrive in the digital economy.

“Access to the internet is access to opportunities,” said Vugar Usi Zade, COO of Bitget. “With PayFi Islands, we’re connecting people to education, to the digital economy, to more opportunities. These communities deserve to be part of the future, and we’re here to help make that happen.”

Scheduled for full deployment in July 2025, the project includes hardware installation, subscription support, and community training. The expansion in Negros Oriental is part of Bitget’s second phase in bridging the digital divide in Philippine Island communities. In May 2025, Bitget’s Starlink Program first introduced reliable connectivity to Siargao’s Espoir School of Life and Barangay Pitogo. As Bitget continues its rollout, these initiatives lay the foundation for Bitget’s broader educational and empowerment programs, Blockchain4Youth and Blockchain4Her. These programs will introduce blockchain literacy, financial education, and decentralized technology training to students and women-led cooperatives in the region, ensuring that the new digital infrastructure becomes a platform for sustainable development.

The Blockchain4Youth initiative highlights a powerful message that true crypto adoption begins with access. From the classrooms of Apo Island to the creative studios of Dumaguete, this expansion reflects Bitget’s long-term commitment to inclusion, empowerment, and building a future where no one is left offline.

China added two silver medals to its tally at the 2025 World Aquatics Championships on Monday, with 17-year-old Guo Muye placing second in the men’s solo free routine and twin sisters Lin Yanhan and Lin Yanjun finishing runners-up in the women’s duet technical final.

In the preliminaries, the Lin sisters had ranked second overall with a score of 301.0933 points, securing their place in the 12-pair final.

Performing a routine themed “Warriors of moon shadow”, Lin Yanhan and Lin Yanjun earned 301.4057 points for the silver, finishing behind Austrian sisters Anna-Maria and Eirini-Marina Alexandri. The bronze medal went to neutral athletes Mayya Doroshko and Tatiana Gayday.

“I think both the Austrian team and the neutral athletes delivered performances that are truly worth learning from,” Lin Yanhan said. “We went back and watched their videos after the preliminary round, and it was clear there’s still a significant gap between us. We know we have a lot of room for improvement.”

Earlier on Monday, Guo, who had finished fourth in his men’s solo technical final last Saturday, delivered a strong performance in the men’s solo free routine to secure the silver medal with 220.1926 points. The gold went to Aleksandr Maltsev, who tallied 229.5613 points, while Italy’s Filippo Pelati took bronze with 213.9850.

“I feel quite happy about winning this medal,” Guo said. “But this is not yet a gold, so I still have much to work on. I need to improve the height and lines of my routines, as well as my eye contact and interaction with the judges.”

  • MIL-OSI China: ‘Su Chao’ transforms Wuxi into festival of football and flavor

Source: People’s Republic of China – State Council News

Beneath neon lights and the glow of a towering outdoor screen, a voice rang out – “Goal for Huai’an!” The shout cut through the air, momentarily halting Wuxi local Yuan Yijun mid-bite, her hands suspending a plump crayfish midair.

“Suddenly,” Yuan laughed, “even my beloved crayfish didn’t taste as good.”

On July 20, the 1.38-kilometer-long Hubin Commercial Street in Wuxi’s Binhu District, east China’s Jiangsu Province, turned into a stadium of its own. It was lined not with bleachers, but with steaming night market stalls, rows of folding chairs and hungry, hyped-up fans.

The Sunday night saw Wuxi host Huai’an in a much-anticipated match of the wildly popular Chinese grassroots league known as the Su Super League, or “Su Chao.” Online, fans dubbed the derby the “Honey peach vs. Crayfish,” a playful reference to the two cities’ culinary claims to fame.

“For us, eating crayfish is our own way of cheering for the Wuxi team,” Yuan said, gesturing to the pool of chili oil and glistening carapaces before her.

“Honestly, I’m not even a hardcore fan. My friends and I came here to hang out, snack and soak up the vibe. It’s all about the ambience,” she added.

Inside the stadium, chants rattled the rafters. Outside, every goal lit up the squares and parks. On social media, memes and banter about the quirky faceoff spread like wildfire. With the 2026 FIFA World Cup remaining a distant glimmer on the horizon, “Su Chao” has already ignited a football fever in China.

Since its kickoff in May, the city-based amateur league has drawn staggering attention, with peak single-game attendance surpassing 60,000, over a million fans scrambling for tickets each round and short video platform impressions soaring past 10 billion.

The July 20 match coincided with the opening of Hubin Commercial Street’s summer shopping festival, infusing the street with an almost orchestral tempo. Over 370 renowned eateries lined the street, but none drew more eager crowds than the competing crayfish stands.

“This street is famous for its crayfish-fueled night market,” said Ji Chenjie, deputy general manager of a company running the commercial street. “Tonight, we counted nearly 40,000 visitors. Many merchants took it upon themselves to ride the ‘Su Chao’ wave. Some even set up pop-up stalls in whatever open space was left.”

Even for the vendors, team loyalty was a delicious dilemma. “As someone from Huai’an now doing business in Wuxi, I had mixed feelings,” admitted Sun Wei, a crayfish shop owner originally from Huai’an’s Xuyi County, which is renowned for its crayfish industry.

Wuxi narrowly lost 2-1 in the Sunday clash, but Sun was far from disappointed. “The city may have lost on the pitch, but it has won in business. I’m all smiles.”

Residents and tourists enjoy food while watching a game at Hubin Commercial Street in Binhu District, Wuxi, Jiangsu Province. (Photo by He Leijing)

According to Ji, the commercial complex has been transformed into a vast, pulsing network of viewing points, with three enormous LED screens beamed matches live and over 40 shops streaming the game indoors. “Even if you’re dining inside, just glance up, and you’re still part of the action,” she said. “It’s full immersion.”

The “Su Chao” boom has also inspired a flood of creative merchandising. “We’re blending football with food, local crafts and street cultures. Everything from themed menus to local handicrafts and folk art is popping up,” Ji added. “It’s about sport, but also about storytelling and culture.”

Elsewhere in Jiangsu, similar scenes repeat nightly, as the grassroots league is sparking new life into summer nightlife economies. In Wuxi alone, city authorities have designated 43 public viewing sites for fans to gather, ranging from bustling plazas and parks to neighborhood squares.

For visiting Huai’an fan Chen Hongzhi, watching the match in Wuxi was only part of a longer holiday. “We watched the game, then took the kids to explore the Ling Shan scenic area,” he said. “They even gave out free peaches to our Huai’an fans! We’re staying a few more days to visit some other attractions.”

Statistics show that the Ling Shan scenic area drew 40,000 tourists over the weekend, over 60 percent of whom came from Huai’an.

“Winning or losing in the league doesn’t matter that much,” Chen said. “What matters is that people are part of something – part of a city, part of a story, part of the joy.”

“I’ve been a football fan for years, but I never thought I’d see football become so woven into our everyday life,” he reflected. “It’s something new. It’s almost moving.”

  • MIL-OSI USA: Sullivan Recognizes “Riverboat Discovery” Co-Founder Mary Binkley as “Alaskan of the Week”

    US Senate News:

Source: United States Senator for Alaska Dan Sullivan

    07.21.25

WASHINGTON—U.S. Senator Dan Sullivan (R-Alaska) recognized longtime Fairbanks resident and tourism pioneer Mary Binkley on the Senate floor last week. For 75 years, Mary has been a central figure in Alaska’s visitor industry, co-founding the iconic Riverboat Discovery and helping to showcase the culture, history, and beauty of Interior Alaska to generations of travelers. She was recognized as part of Sen. Sullivan’s series, “Alaskan of the Week.”

Click here or the image above to watch Sen. Sullivan’s remarks.

    Tribute to Mary Binkley

Mr. President, what I really want to do is do something that I think is probably the best highlight of Thursday speeches in the Senate—I think the pages all certainly agree; they are all nodding—for the people watching across America. It is the “Alaskan of the Week.” This is a great tradition. I have been doing it for many, many years. I try to get down here on the Senate floor on Thursday, wrapping up—not every week but a lot of weeks. And I like to talk about an Alaskan who is doing something really important for our State, community, maybe the country, maybe the world, and then talk a little bit about what is going on back home. So I am going to do that.

But we also had another neat tradition today here in the Senate: our Thursday lunch group in the Senate on the Republican side. One Senator hosts lunch for his or her colleagues and talks a little bit about their home State. Today was my opportunity to host. I am not bragging, but I do think when Senator Murkowski and I—and by the way, Senator Collins, with Maine lobster—but when Senator Murkowski and I host, we have good attendance because we have great seafood: fresh halibut, fresh salmon. We did that. I did that again today. It was great. The whole room was decorated with Alaskan perfect peonies. We have great peonies in Alaska too—holy cow. So this is a perfect time for the “Alaskan of the Week.”

First, I want to give a little snapshot of what is going on back home, what life is like in Alaska right now. The midnight sun is out. A few weeks ago, I was in Fairbanks, the home of Mary Binkley, who is our Alaskan of the Week—we are going to talk a lot about Mary—and we had our famous Midnight Sun Baseball Game. Thousands of baseball fans across the world, literally, come to see this game, which started in 1906. Some minors, some military guys came together for a baseball game in 1906. It is going strong more than 100 years later.

This year, the Fairbanks Goldpanners played the Glacier Pilots, an Anchorage baseball team that is part of the Alaska Baseball Summer League. Now, this is one of the premier collegiate summer baseball leagues in the country. It is something a lot of people don’t know about. I was talking a little bit about it at our lunch today. Great college players come to Alaska to play baseball under the midnight sun, and so many of them have gone on to do great things. So many of them have not only gone on to the majors; so many of them have gone on to the Baseball Hall of Fame and have been some of America’s greatest players. Think about it. All these guys came up to Alaska to play summer baseball: Mark McGwire, Barry Bonds, Tom Seaver, Dave Winfield, Randy Johnson, Andy Messersmith. This is hall-of-fame baseball. And we get that in Alaska. It is really a great league. So if you are a baseball fan, make sure you come up to Fairbanks for next year’s game.

We were also in Fairbanks a couple of weeks ago, and I had the opportunity to run the Midnight Sun Run 10K. It is a great run—again, people from all over the world. We had 4,000 runners this year. I do it every year. I am definitely getting slower, but it is one fun 10K. It is great. So come on up if you are a racer. You will love that one too.

So while you are in Fairbanks, if you come up for a game or the 10K, make sure you get out on Fairbanks’ beautiful rivers, the lifeblood of the community. When you do so, on a sunny summer day on the Chena River or the Tanana, chances are you will spot a vintage-style sternwheel paddleboat belonging to Riverboat Discovery gliding along the channel, carrying passengers through one of the most scenic river routes in Alaska—really, in the world. If you are one of those lucky passengers, there is a good chance you will catch sight of a familiar figure waving from the shore, and that is 99-year-old Mary Binkley, cofounder of Riverboat Discovery and our Alaskan of the Week.

So let’s dive into the Alaska institution that is Riverboat Discovery. This year, we will celebrate—the Binkley family will celebrate—the 75th anniversary of this incredible institution. Now, it is made up of three iconic paddleboats: Discovery I, Discovery II, and Discovery III. Riverboat Discovery shows off the best of Alaska’s interior landscape, including a bush plane demonstration, a visit to a recreated Athabascan Native village, and learning about traditional subsistence lifestyles. For tourists, it is a 3-hour snapshot of Alaskan history. For locals, it is a beloved institution and a summer job for many young Fairbanksans, including my sister-in-law Janine, who many, many years ago worked for Riverboat Discovery.

While Riverboat Discovery preserves the history of the interior, the Binkley family, who has owned and operated Riverboat Discovery for 75 years, has its own great history of Alaskan grit and innovation and hospitality and generosity. The center of that history and that great family, the Binkleys, is Mary Binkley, our Alaskan of the Week.

She was born in Vernonia, OR, in 1926—the youngest of six children. You know that is a tough time in our country’s history. Mary’s story began in hardship. Her mother passed away soon after her birth. Her father, a logger, couldn’t raise the children alone. Her siblings were scattered, but they were bonded for life.

Her brothers, who went on to become fishermen off the coast of rugged Kodiak, AK—rugged but beautiful Kodiak, AK—wanted something for their baby sister Mary. They scraped together a college scholarship fund, determined that Mary would be the first in the family to attend college. Isn’t that great—brothers taking care of the little sister?

So Mary, from Oregon, journeyed north to the University of Alaska Fairbanks, where she had a cousin who was a professor there. It was at UAF, as we call it in Alaska, that she met a young, handsome riverboat captain named Jim Binkley, a third-generation steamboater from Wrangell, AK. They married back in Mary’s home State of Oregon in 1946 but quickly returned to Fairbanks that same year.

With nothing more than a $4,000 loan and a dream, Jim and Mary purchased their first vessel, the Godspeed, and began a river cruise business that would become synonymous with Fairbanks tourism and the interior Alaska river culture. Mary greeted every guest personally, often serving as a tour guide, a deckhand, and a hospitality manager all in one. To her, they weren’t just tourists; they were her guests.

She worked alongside her husband Jim, the captain. And the popularity in Alaska—in America—of this riverboat cruise on one of Fairbanks’ great rivers grew and kept growing. By 1955, the Godspeed could no longer keep up with the demand, so Jim built the Discovery I in his backyard with Mary by his side. Jim called her his “lifeline and anchor.”

Mary did it all: first mate, deckhand, ticket taker, mother of four kids—who, by the way, have grown up to be pillars of the Alaska community in so many ways. I could do whole speeches on the Binkley kids. Later, she was a grandmother while watching three generations of Binkleys get involved in this great family business. And they have expanded into other things really important to Alaska. Taking tickets with Mary remains a rite of passage for Binkley grandchildren to this day.

As the tour company expanded, Mary remained its heart—greeting travelers on the riverbanks, hiring Alaska Native guides to share their knowledge and traditions of Native Athabascan life during Chena Village visits, and helping to craft that Alaskan hospitality that guests feel to this day. “My grandma has the ability to make meaningful connections with perfect strangers,” her granddaughter Kai recently said. “She treats them less like tourists and more like family.” That is Mary. Everybody who meets her thinks she is incredible.

So this fleet, the Binkley fleet, would grow and continue to grow to Discovery II, launched in 1971, which was a converted freighter; then Discovery III, in 1987, a grand, 900-passenger vessel, launched fittingly on the Fourth of July in Fairbanks. That day, as the boat pulled away from the dock, generations of Binkleys waved from the deck. Waving from the shore was Mary, and she still is waving from that same Fairbanks riverbank at 99 years young.

So what began in 1950 as a modest river tour on a converted missionary boat has grown into the cornerstone of Fairbanks’ tourism economy, and Mary has been at the center of it all—welcoming guests, sharing the experience, and setting a tone of genuine hospitality that endures to this day. At 99 years young, Mary is still part of the fabric of the business, waving from the riverbank as Discovery III rounds the river bend.

This weekend, the Binkley family will gather together to celebrate 75 years of operation but, more importantly, 75 years of a family legacy with Mary at the front and center. More than 500 family members and friends and guests from across America and from across Alaska will join Mary at Steamboat Landing this Saturday for a nighttime cruise on the Discovery III, which will be a fitting celebration for this incredible woman and incredible family behind an Alaskan institution.

So congratulations, Riverboat Discovery, to 75 years. And to Mary: Congratulations on one of the most prestigious awards you can ever receive—the Alaskan of the Week from the U.S. Senate.

July 21, 2025 | Press ReleasesWASHINGTON — U.S. Representative Greg Steube (R-Fla.) joined with Senator Jim Banks (R-Ind.) today in introducing the Restoring Biological Truth to the Workplace Act. This bill reinforces President Trump’s E.O. 14168, Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government, by protecting Americans from workplace discrimination and retaliation for affirming there are two genders. The Restoring Biological Truth to the Workplace Act is cosponsored by Representatives Barry Moore and Nancy Mace. “Americans should never be punished for saying there are only two genders: male and female,” said Rep. Steube. “Acknowledging reality is not grounds for termination. My bill protects workers from retaliation for refusing to conform with radical gender ideology. I am grateful to partner with Senator Banks to make sure that no American is fired, demoted, or silenced for standing up for truth.”The Restoring Biological Truth to the Workplace Act is the House companion to legislation introduced by U.S. Senator Jim Banks this Congress.“This bill is about protecting common sense,” said Senator Banks. “Americans shouldn’t fear losing their jobs simply for acknowledging the basic reality of biological sex.”Background: The bill strengthens employee protections under Title VII of the Civil Rights Act by making clear that employers cannot punish or retaliate against employees who express the view that there are only two sexes or who use workplace facilities consistent with their biological sex.The legislation affirms:

    The right of employees to state that individuals are biologically male or female, both on and off the job;
    The right to use restrooms, changing rooms, and other sex-specific spaces based on biological sex;

  • MIL-OSI Canada: Another Successful Year for The Veteran Service Club Support Program

Source: Government of Canada regional news

    Released on July 21, 2025

For the second consecutive year, the Saskatchewan Veterans Service Club Support Program has been fully subscribed in one intake.

Introduced in 2019-20, the program provides grants up to $30,000 to organizations such as Legion branches, Army, Navy and Air Force Veterans (ANAVETS) units and more.

“Saskatchewan’s veterans’ service organizations play a vital role – enriching our communities, preserving local history and working tirelessly on behalf of veterans who have faithfully served our province and our country,” Parks, Culture and Sport Minister Alana Ross said. “We cannot thank these organizations enough for their continued efforts and look forward to continuing to support this amazing work.”

For 2025-26, grants up to $30,000 were provided to 67 Legion branches, ANAVETS units, and other registered, non-profit veterans organizations across the province.

Minister Ross was joined in Prince Albert by representatives from Royal Canadian Legion/Saskatchewan Command to see first-hand the improvements at ANAVETS Unit 222 that were funded through the program.

The grant is used to support facility upgrades, operations, events and other activities to advance the work and help strengthen the long-term sustainability of veteran service organizations throughout the province.

Last year, ANAVETS Unit 222, in Prince Albert, received more than $28,400 to help update the plumbing in the lounge. In previous years, Unit 222 received funding to repair electrical and air conditioning, new flooring, replace the furnace, replace the bar counter and upgrade their parking lot lighting.

“For 2025-26, Unit 222 received $23,280 to perform renovations to the downstairs auditorium which includes relocation and repair of the stage, building a storage room, as well as other modifications to create a more functional room layout to host larger events,” ANAVETS Unit 222 President Floyd Lavalee said. “Projects like this, as well as previous years, would not have been possible if not for support from the Government of Saskatchewan through the Veterans Service Club Support Program. On behalf of the ANAVETS Unit 222 board, members and staff, we would like to extend a huge thank you for their commitment to provincial Veterans and their families.”

The program is delivered collaboratively by the Royal Canadian Legion Saskatchewan Command, the Saskatchewan ANAVETS and the Government of Saskatchewan.

More information about the program, guidelines, applications and eligibility are available through the Royal Canadian Legion Saskatchewan Command.

  • MIL-OSI United Kingdom: Football Governance Act becomes law in historic moment for English football

Source: United Kingdom – Government Statements

    Press release

Football Governance Act becomes law in historic moment for English football

Historic Football Governance Act receives Royal Assent, establishing new Independent Football Regulator to safeguard the future of the national sport

    • Plan for Change in action, as government delivers on promise made to fans in the manifesto, addressing existential threats to clubs and putting supporters back at the heart of the game
    • World-first Regulator will work to stop rogue owners, ensure clubs are financially sustainable, with powers to ensure money flows through the pyramid.

Football fans will now have a greater say in how their beloved clubs are run, as the Football Governance Act has today received Royal Assent and passed into law, in a landmark moment for the game.

As promised in this Government’s manifesto, the Act will create the Independent Football Regulator (IFR), which will mark the biggest reform to football governance in a generation – helping to protect clubs across the country.

The Act follows a long journey to law, which began following the attempted breakaway European Super League, and a series of high-profile cases of clubs facing financial ruin.

Over recent years fans from the likes of Bury, Macclesfield Town, Derby County, Reading and many others have been left to suffer the consequences of reckless mismanagement, excessive risk-taking and financial catastrophe at their club.

The new regime is designed to raise standards across the game, supporting the government’s Plan for Change by ensuring English football can continue to deliver huge economic benefits across the country.

It will improve financial sustainability, introducing a set of rules that improves the resilience across the top five men’s leagues, empowers fans and keeps clubs at the centre of their communities.

    Prime Minister Keir Starmer said:

This is a proud and defining moment for English football.

As someone who has loved the game all my life, I know just how deeply it runs through our communities. It’s where memories are made, and generations come together.

Our landmark Football Governance Act delivers on the promise we made to fans. It will protect the clubs they cherish, and the vital role they play in our economy.

Through our Plan for Change, we are ushering in a stronger, fairer future for the game we all love.

Secretary of State for Culture, Media and Sport, Lisa Nandy said:

Football clubs have been built and sustained by fans for generations, but too often they have had nowhere to turn when their clubs have faced crisis. Today that changes as this Act will give hope and assurance to people, with the Regulator working to protect clubs in towns and cities all over the country, where football clubs mean so much, to so many.

From Southend to Blackpool, Portsmouth to Wigan, these reforms have been driven by fans, for fans. I will be forever proud that this Government has delivered on its manifesto pledge to support them by reforming football’s governance, and I pay tribute to all those that have helped us deliver this historic moment for the nation’s game.

The Regulator’s new powers will include:

    • Tough new financial regulation to improve resilience across the football pyramid to ensure clubs are sustainable for the long term
    • Stronger, statutory Owners’ and Directors’ Tests to make sure club custodians are suitable and aren’t using illicit finances with powers to force rogue owners to sell up
    • New standards for fan engagement in club decision-making
    • Bars on clubs joining closed-shop competitions and breakaway leagues
    • Backstop powers to ensure a fair financial distribution between leagues
    • New statutory protections for key club heritage aspects like home shirt colours and club badges and stadium moves

The IFR will be launched later this year and will consult industry on its proposed rules, guidance and approach to licensing clubs before implementing the new regime. A transition team, the Shadow Football Regulator, was established in 2024 to lead this process and is already engaging widely with industry and fan groups. The process of appointing a senior leadership team is ongoing with the announcement of an Interim CEO and Board expected shortly.

Football Supporters’ Association (FSA) chief executive Kevin Miles said:

This is an historic moment for football in this country and we are very proud that the FSA was at the heart of change, helping to bring in laws which can help protect the clubs we love from the worst excesses of owners throughout the professional game.

We look forward to working with the regulator, as well as the FA and leagues it covers, to ensure that the supporter voice continues to be at the forefront of debate as fans are the beating heart of the game. Club owners can no longer mark their own homework.

Sarah Turner, Chair of Supporters Trust at Reading (STAR) said:

As Reading fans, we’ve seen the damage caused by rogue owners and welcome the independent regulator. When football clubs fail due to rogue ownership, it doesn’t just mean a team slides down the table. Jobs are lost, community projects are cut and businesses suffer – be that via unpaid suppliers or under-occupied pubs.

We know that football is a business, but it is a business unlike any other. There are fans, not customers, players are heroes, not assets, and in these fractured times we should be working doubly hard to protect industries that create unity, community and – very occasionally – unparalleled joy.

Kieran Maguire, Associate Professor in Football Finance at University of Liverpool said:

This legislation represents a vital step forward in protecting clubs from exploitation, ensuring they are run more responsibly, and giving supporters a greater voice in how their clubs are managed.

Introducing an independent football regulator is a necessary safeguard to ensure that clubs are not treated solely as assets, but as cultural cornerstones with deep local and national significance.

  • MIL-OSI Canada: Sask Parks Reminds All Residents to Stay Water Safe During Drowning Prevention Week

Source: Government of Canada regional news

    Released on July 21, 2025

The Government of Saskatchewan has proclaimed July 20 to 26, 2025 as Drowning Prevention Week in Saskatchewan. While provincial parks and recreational sites remain popular summer destinations, the Ministry of Parks, Culture and Sport reminds all residents to make water safety a priority wherever they live, work or play.

“Each year, countless families and friends head out to enjoy Saskatchewan’s beautiful lakes, rivers and beaches,” Parks, Culture and Sport Minister Alana Ross said. “But water safety is not just important for park visitors. It is critical for everyone who spends time around water, whether it is boating on the lake, swimming in a backyard pool or fishing on a quiet river.”

A key safety initiative in provincial parks is the Lifejacket Loaner Station program. Launched in 2016 in partnership with the Lifesaving Society, the program has continued to grow and now offers free lifejackets in a range of sizes, from infants to adults, at 24 stations throughout the province.

“Personal flotation devices (PFD) add a level of protection for swimmers and non-swimmers alike, whether they are worn in a boat or while swimming in open water,” Lifesaving Society Saskatchewan CEO Shelby Rushton said. “Donning a PFD from one of the loaner stations is an easy way to stay safe and an added bonus is that the PFDs are free to use; just put them back at the station once you are done.”

Water safety tips recommended by the Lifesaving Society include:

    • Always swim with a buddy.
    • Always keep children within arm’s reach.
    • Avoid alcohol while swimming or boating.
    • Wear a properly fitted life jacket or PFD whenever on or near open water.

“I encourage everyone to have a safe and enjoyable time on the water this summer, creating lasting memories with loved ones,” Minister Ross said.

Sask Parks encourages everyone to learn more about safety practices and how to respond in an emergency. A full list of Lifejacket Loaner Station locations can be found at: saskparks.tourismsaskatchewan.com/beaches?filters=filter-lifejacket_loaner_station

  • MIL-OSI Analysis: Is a ‘nanny state’ a price worth paying to keep the NHS free? The evidence shows it could work

Source: The Conversation – UK – By Renaud Foucart, Senior Lecturer in Economics, Lancaster University Management School, Lancaster University

    Nanny says no. SOK Studio/Shutterstock

The UK government’s new ten-year-plan to transform the NHS includes a focus on preventing ill health rather than treating illness. But to what extent should people depend on the state to help them make healthy decisions?

Some think any kind of nudge in that direction is symptomatic of a “nanny state” overstepping its boundaries. Others might argue that nanny knows best, or that governments should do whatever works best both economically and to keep people healthy.

Either way, if a country like the UK wants to keep providing free (or at least tax-payer funded) and universal healthcare, rather than charging every patient for their specific needs, its choices are limited.

Take obesity for example, which is estimated to cost the NHS around £12.6 billion a year – more than 5% of its total budget.

In 2022, 28.7% of adults in the UK had obesity, compared to 10.9% in France, 14.3% in Denmark and 22% in Belgium. (In the US, it was 42.8%.)

Government analysis claims that if everyone who is overweight reduced their calorie intake by just 216 calories a day – roughly equivalent to a single 500ml bottle of fizzy drink – obesity would be halved, and so would the associated costs. It also estimates that cutting the calorie count of a daily diet by just 50 calories would lift 340,000 children and 2 million adults out of obesity.

But how should it persuade people to cut those calories? Happy to ignore accusations of being a nanny state, the UK government is now working with food retailers and manufacturers to encourage people to make healthier choices.

Under the plan, products will be made with less sugar and fat. And the data that supermarkets own about your shopping habits (through online shopping and loyalty cards) will be used to nudge you towards more fruits and vegetables and fewer bags of crisps. Businesses that fail to induce changes in customer consumption will face financial penalties.

And perhaps this is more effective than personal responsibility. Recent alternative policies which relied on individual action like following diets using the NHS weight loss app have not worked.

The UK has also invested hundred of millions of pounds trying to encourage people to burn calories by walking and cycling more. But the country remains reluctant to reduce its car-dependence, with its cities poorly served by public transport. Walking and cycling are just not that popular.

So perhaps state intervention is the only policy British people are willing to accept. Understandably, they want the freedom to make their own choices when it comes to exercise, eating and drinking, but they also want to keep the NHS free. Only 7% would support charging people for their use of healthcare.

    Fat tax

Another option is to tax the consumption of fat and sugar to pay for the cost it imposes on others. In 2016, the UK was among the first countries to introduce a tax on sugary drinks. Since then, the total amount of sugar in British soft drinks has decreased by 46%, because changing the recipes means the producers pay less tax.

Research shows that the tax also deters younger people from buying too much sugar. However, it does little to reduce consumption among those who have the most sugar-intensive diets, just like alcohol taxes do nothing to convince the most addicted alcoholics to drink less.

There is also a valid argument that taxing sugar and fat is unfair. Unhealthy food is a much larger proportion of the budget of poorer households than it is for wealthier one, making it a regressive tax.

    Love for the NHS.
    John Gomez/Shutterstock

Yet policies nudging people towards healthy choices often have a good track record. A study of food labelling policies which placed warning labels on high sugar and high calorie foods in Chile showed that people bought less of them.

To stay below the threshold, firms then changed their recipes, just like with the tax. In that case, the warnings led to people consuming 11.5% less sugar and 2.8% less fat.

While paternalistic interventions can be annoying or upsetting, pretending obesity is purely an individual choice is misleading. Obesity starts in childhood, and can destroy future choices. Children with obesity are more likely to be bullied, and don’t do as well at school.

The state regularly bans harmful products without controversy. Even if you wanted to, you could not insulate your house with asbestos, and the UK is currently busy banning the sale of tobacco to anyone born after 2009.

With NHS waiting lists remaining at record highs, and a struggling economy, risk of the country becoming a nanny state by trying to encourage healthier food might actually be a pretty minor one.

Renaud Foucart does not work for, consult, own shares in or receive funding from any company or organisation that would benefit from this article, and has disclosed no relevant affiliations beyond their academic appointment.
