    As the opening in Osaka approaches, preparations for a range of events, trade shows or global fairs in other corners of the world are underway. 

    Your guide to securing an ATA Carnet 

    If you are planning to temporarily import professional equipment, samples or exhibition materials for similar happenings, here’s everything you need to know to secure your ATA Carnet, your international customs documents for duty- and tax-free temporary import of goods. 

    Step 1: Planning and inventory check

    Start by making a detailed list of all the items needed for your presence at the World Expo or another global event—display stands, promotional materials, demo equipment and branded merchandise. 

    Check these guidelines to know whether your items are eligible for an ATA Carnet. ATA Carnets cover almost everything (except consumables and giveaways) including:  

    • goods for use at trade fairs, shows, exhibitions  
    • professional equipment  
    • commercial samples  
    • personal effects and goods for sports purposes 

    Step 2: Contacting your national ATA Carnet issuing body  

    • Find your national guaranteeing association, short NGA, through a simple online search. NGAs are authorised by your Customs administration and affiliated with the international guarantee chain managed by the International Chamber of Commerce. 
    • Get your Carnet application form and a list of requirements from your NGA. 
    • Check with your local chamber of commerce if info sessions to clarify the process are available. 

    Tip: If you plan to attend multiple trade fairs before and after the World Expo, confirm if the same Carnet could be used for multiple destinations. 

    Step 3: Submitting the ATA Carnet application  

    • Fill out the application with: 
      • A complete list of goods (with serial numbers, values and descriptions). 
      • Your planned entry and exit dates. 
      • A security (either a deposit, guarantee made by a bank or an insurance company depending on the rules of the issuing body. The security will be discharged upon your return if the temporary admission is regularised correctly). 
    • The issuing body processes your request within a few days and delivers your ATA Carnet to you. 

    Step 4: Shipping and pre-departure logistics  

    • Book a freight forwarder familiar with ATA Carnets to ensure smooth customs clearance. 
    • Add the Carnet document to your shipment paperwork and make multiple copies. 
    • Check the host country’s customs regulations to ensure compliance and avoid last-minute issues. Your freight forwarder might be able to help. 

    Step 5: Using the ATA Carnet at the border 

    • Upon arrival, present the Carnet document to local customs officials. 
    • They stamp the importation counterfoil and detach the importation voucher, allowing your goods to enter duty-free. 
    • After setting up your pavilion or booth, keep the Carnet in a secure place— you will need it again for re-export. 

    Step 6: Re-exporting and refund 

    • After the event, pack all your items and head to customs before leaving Japan. 
    • Present your Carnet to have the exit stamped—this confirms you re-exported everything as required. 
    • Once back home, return the Carnet to your issuing body and receive your security deposit refund. 

    In 2024, 204 224 ATA Carnets were issued worldwide, allowing goods worth $32 billion to pass through customs checkpoints – duty free and tax free for up to one year. Its efficiency was highlighted during the Paris 2024 Summer Olympics, when hundreds of thousands of pieces of equipment were imported for the Games using ATA Carnets.

    WASHINGTON, D.C. – The North Dakota State University (NDSU) Bison returned to Washington, D.C., to celebrate their National Collegiate Athletics Association Division I Football Championship Subdivision (FCS) national title. The Bison beat the Montana State Bobcats 35-32 in January, securing the team’s 10th FCS Championship within 14 years, and the 18th championship in program history. Following the Bison’s win, U.S. Senator Kevin Cramer (R-ND) announced President Donald Trump would host the team at the White House. 

    Cramer and fellow North Dakota U.S. Senator John Hoeven welcomed the team to the U.S. Capitol for lunch and a tour before visiting the White House. North Dakota Congresswoman Julie Fedorchak kicked off the lunch by congratulating the team, and Alabama Senator and former Auburn football coach Tommy Tuberville stopped by to address those gathered at the lunch.

    Watching the Bison football championship game was like nothing I’ve ever seen, except those nine other times,” said Cramer in a post on X. “It never gets old! Great to celebrate them at the Capitol today!”

    “Winning a national championship gets the NDSU football team invited to DC,” Cramer continued. “Being outstanding student athletes and men gets them invited to the White House. Thank you to NDSU for raising American leaders & the honor of hosting them today with President Trump.”

    At the White House, the team met with President Trump in the East Room. NDSU Head Coach Tim Polasek presented President Trump with a custom “Trump 47” jersey. North Dakota Governor Kelly Armstrong, Former North Dakota Governor and Secretary of the Interior Doug Burgum, Former North Dakota First Lady Kathryn Burgum, and Secretary of Homeland Security Kristi Noem were also in attendance. President Trump also welcomed players into the Oval Office, where he gifted a coin and pen to each member of the team.

    To celebrate the Bison’s victory and historic accomplishment, Cramer and Hoeven delivered remarks on the Senate floor and introduced a resolution to congratulate the team.

  • MIL-OSI United Kingdom: Go Walks launched offering free health and wellbeing support to communities

    A series of walks is being created around our City to help families get to know their area, improve their wellbeing and build stronger communities.

    Go Walks is the result of a new partnership between the City Council and The Outdoor Guide – an organisation that strongly believes in the value of enjoying a healthy life outdoors – which has built a national network of walks throughout the UK in both cities and the countryside. 

    All of the walks will be available online and paper copies will also be available to collect from the Family Hubs.

    In Coventry, the walks are based around the City’s Family Hubs that provide welcoming, safe spaces where children, young people and families can access services and help, while enjoying fun activities and build friendships.

    The eight Family Hubs are: Wood Side, Pathways, Park Edge, Mosaic, The Moat, Harmony, Families for All and Aspire.

    There will be a total of nine walks, with two at Wood Side – one is accessible and suitable all year round, the other is suitable for dry weather and people on foot.

    Each walk is around 5,000 steps in length, with the exception of Pathways, which is a little longer. Family hubs are encouraging families to get out in the Spring sunshine this Easter holidays and join staff in going on the walk and then return to the Hub for refreshments and fun activities.

    The aim of the walks is to link the Hubs with the green spaces in their areas. Showing local families the amazing facilities right on their doorstep – from parks and woodland to social supermarkets, food banks, drop in centres, places of worship, medical centres and primary schools.  This initiative delivers on our pledge to children and young people to help them be and feel healthy as part of Child Friendly Cov.

    As well as enabling residents to get to know their area better and see the numerous facilities and support on offer,  the walks will also introduce new arrivals to the City to their neighbourhood and bring people together. Families will be able to connect with their local Family Hub and discover all the free activities and resources available for them.

    Hospitality Employee Relations

    What prompted the idea for the course?

    The idea came from my frustration with traditional methods used to teach hospitality management. As a professor and industry professional, I saw the need to bridge the gap between theoretical knowledge and real-world skills.

    Internships and fieldwork are valuable. But they may not be available to students, especially those in online or hybrid programs. I wanted to offer students an opportunity to gain hands-on learning experiences.

    Using Articulate’s Rise 360 – an e-learning development platform – I created dynamic simulations based on stories from my own experiences, as well as from other industry professionals.

    For example, an interactive lost wallet scenario I created with my instructional design team involves a person who realizes they’ve left their wallet behind after visiting a nursing home. It includes decision points that enhance critical thinking and decision-making through the use of concept art.

    AI-driven prompts aid in transforming industry experiences into online course content. The Pinnacle Golf Resort, a made-up resort I created using Rise 360, engages students with dynamic cause-and-effect decision trees with realistic managerial challenges.

    What does the course explore?

    Students engage with real-world challenges, such as:

    • Managing guest complaints

    • Handling staffing issues

    • Dealing with financial challenges

    • Implementing operational solutions

    • Moral and ethical issues and conflict resolution

    Students are tasked with making decisions that affect the outcome of each scenario, with immediate feedback on their choices. That provides personalized learning experiences tailored to their progress.

    The course focuses on connecting theory to practice, such as application of leadership styles − autocratic, democratic or different types of power − to solve problems and improve guest satisfaction.

    One scene in the Pinnacle Golf Resort simulation involves a restaurant manager handling a disruptive guest during a high-profile event. I realized I needed a decision-rating scale to assess the student’s choices. Generative AI refined decision options and aided in the construction of that decision-rating scale.

    This ensures that choices − such as offering a goodwill gesture or removal of the guest − have realistic consequences. Therefore, the total number of points affixed would determine whether the restaurant manager would be promoted or need more training.

    Why is this course relevant now?

    As the hospitality industry becomes more competitive and complex − with higher turnover rates and shifting workforce expectations − effective decision-making and problem-solving skills become crucial in managing guest experiences.

    Traditional internships and fieldwork are valuable.

    But online and hybrid programs may struggle to provide these opportunities. As hospitality programs shift to online and hybrid formats, the demand for scalable, hands-on learning tools has increased.

    What’s a critical lesson from the course?

    A key lesson is the importance of adaptive decision-making and understanding the consequences of one’s actions. Through simulations created with the help of generative AI, students see firsthand how their decisions impact multiple areas of a hospitality business.

    These scenarios allow students to experience real-world challenges. And this helps them practice making decisions in a dynamic environment.

    By participating in the simulations, students learn that there is no one-size-fits-all approach in hospitality management. They must adapt their leadership style based on the situation and the individuals involved.

    What materials does the course feature?

    The course creates interactive simulations using Articulate 360 and Rise 360.

    These simulations replicate real-world hospitality situations such as managing guest complaints or financial decision-making.

    The class uses stories drawn from the instructor’s own industry experience. This exposes students to the complexities of hospitality management.

    Feedback is generated based on the student’s decisions in the simulations, developed with the help of ChatGPT. This fosters self-reflection and promoting continual improvement in their leadership abilities.

    What will the course prepare students to do?

    Upon completion, students will be able to:

    • Navigate complex guest relations and manage complaints in real time.

    • Make informed operational decisions while balancing guest satisfaction, employee performance and financial considerations.

    • Apply various leadership styles to motivate teams, resolve conflicts and ensure high service standards.

    • Assess their leadership style and adapt it to different situations in hospitality management.

  • MIL-OSI Global: Fill-in-the-blank training primes AI to interpret health data from smartwatches and fitness trackers

    The human body constantly generates a variety of signals that can be measured from outside the body with wearable devices. These bio-signals – ranging from heart rate to sleep state and blood oxygen levels – can indicate whether someone is having mood swings or can be used to diagnose a variety of body or brain disorders.

    It can be relatively cheap to gather a lot of bio-signal data. Researchers can organize a study and ask participants to use a wearable device akin to a smartwatch for a few days. However, to teach a machine learning algorithm to find a relationship between a specific bio-signal and a health disorder, you first need to teach the algorithm to recognize that disorder. That’s where computer engineers like myself come in.

    Many commercial smartwatches, such as ones by Apple, AliveCor, Google and Samsung, currently support atrial fibrillation detection. Atrial fibrillation is a common type of irregular heart rhythm, and leaving it untreated can lead to a stroke. One way to automatically detect atrial fibrillation is to train a machine learning algorithm to recognize what atrial fibrillation looks like in the data.

    This machine learning approach requires large bio-signal datasets in which instances of atrial fibrillation are labeled. The algorithm can use the labeled instances to learn to recognize a relationship between the bio-signal and atrial fibrillation.

    The labeling process can be quite expensive because it requires experts, such as cardiologists, to go through millions of data points and label each instance of atrial fibrillation. The same problem extends to many other bio-signals and disorders.

    To resolve this issue, researchers have been developing new ways to train machine learning algorithms with fewer labels. By first training a machine learning model to fill in the blanks of large-scale unlabeled bio-signal data, the machine learning model is primed to learn the relationship between a bio-signal and a disorder with fewer labels. This is called pretraining. Pretraining even helps a machine learning model learn a relationship between a bio-signal and a disorder when it is pretrained on a completely unrelated bio-signal.

    Bio-signals are found all over the body and provide information about different bodily functions. Each of these is a bio-signal that measures a specific physiological signal in a noninvasive way.

    Challenges of working with bio-signals

    Finding relationships between bio-signals and disorders can be difficult because of noise , or irrelevant data, differences between people’s bio-signals, and because the relationship between a bio-signal and disorder may not be clear.

    First, bio-signals contain a lot of noise. For example, when you’re wearing a smartwatch while running, the watch will move around. This causes the sensor for the bio-signal to record at different locations during the run. Since the locations vary across the run, swings in the bio-signal value may now be due to variations in the recording location instead of due to physiological processes.

    Second, everyone’s bio-signals are unique. The location of veins, for example, often differ between people. This means that even if smartwatches are worn at exactly the same place on everyone’s wrists, the bio-signal related to those veins is recorded differently from one person to the next. The same underlying signal, such as someone’s heart rate, will lead to different bio-signal values.

    The underlying signal itself can also be unique for people or groups of people. The resting heart rate of an average person is around 60-80 beats per minute, but athletes can have resting heart rates as low as 30-40 beats per minute.

    Lastly, the relationship between a bio-signal and a disorder is often complex. This means that the disorder is not immediately obvious from looking at the bio-signal.

    Machine learning algorithms allow researchers to learn from data and account for the complexity, noise and variability of people. By using large bio-signal datasets, machine learning algorithms are able to find clear relationships that apply to everyone.

    Learning to fill in the blanks

    Researchers can use unlabeled bio-signal data as a warmup for the machine learning algorithm. This warmup, or pre-training, primes the machine learning algorithm to find a relationship between the bio-signal and a disorder. This is a bit like walking around a park to get the lay of the land before working out a route to go running.

    There are many ways to pretrain a machine learning algorithm. In my research with Dolby Laboratories researcher Lie Lu and previous research, the machine learning algorithm is taught to fill in the blanks.

    To do this, we take a bio-signal and artificially create gaps of a certain length – for example, one second. We then teach the machine learning algorithm to fill in the missing piece of bio-signal. This is possible because the machine learning algorithm sees what the bio-signal looks like before and after the gap.

    If the heart rate of a person is around 60 beats per minute before the gap, there will likely be a heartbeat in the one-second gap. In this case, we’re training the machine learning algorithm to predict when that heartbeat will occur.

    Once we have trained the machine learning algorithm to do this, it will have found a relationship between someone’s heart rate and when the next beat should occur. We can now train the machine learning algorithm with this relationship between a normal heart rate and bio-signal already learned. This makes it easier for the algorithm to learn the relationship between heart rate and atrial fibrillation. Since atrial fibrillation is characterized by fast and irregular heartbeats, and the algorithm is now good at predicting when a heartbeat will happen, it can quickly learn to detect these irregularities.

    The idea of filling in the blanks can be generalized to other bio-signals as well. Previous research has shown, and our work reconfirmed, that pretraining a model on one bio-signal without any labels allows it to learn clinically useful relationships from other bio-signals with few labels. This shortcut means that researchers can pretrain on bio-signals that are easy to gather and use the machine learning model on ones that are hard to gather and label.

    Faster disorder detection development

    By improving pretraining, researchers can make machine learning algorithms better and more efficient at detecting diseases and disorders. Pretraining improvements reduce cost and time spent by experts labeling.

    A recent example of machine learning algorithms used for early detection is Google’s Loss of Pulse smartwatch feature. The emerging field of bio-signal pretraining can help enable faster development of similar features using a wider range of bio-signals and for a wider range of disorders.

    With increasing types of bio-signals and more data, researchers may be able to discover relationships that dramatically improve early detection of disease and disorders. The earlier many diseases and disorders are found, the better a treatment plan works for patients.

    Fiscal First Quarter 2025 and Recent Operational Highlights

    • Launched Byrna’s first store-within-a-store concept at Sportsman’s Warehouse flagship location in Saratoga Springs, Utah, with 12 additional locations expected to open by early May.

    Fiscal First Quarter 2025 Financial Results
    Results compare Q1 2025 to the 2024 fiscal first quarter ended February 29, 2024 unless otherwise indicated.

    Net revenue for Q1 2025 grew 57% year-over-year to $26.2 million from $16.7 million in the fiscal first quarter of 2024 (“Q1 2024”). The strong year-over-year growth was primarily attributable to continuing sales momentum, channel expansion, and broader brand adoption.

    Gross profit for Q1 2025 increased to $15.9 million (61% of net revenue) from $9.6 million (58% of net revenue) in Q1 2024. The increase in gross profit was driven by a reduction in component costs driven by a mid-2024 initiative focused on “design for manufacturability” and the economies of scale resulting from increased production volumes.

    Operating expenses for Q1 2025 were $14.2 million, compared to $9.8 million for Q1 2024. The increase was primarily due to higher variable selling expenses, payroll costs, and increased discretionary marketing spend.

    Net income for Q1 2025 was $1.7 million, a significant improvement from $17,000 for Q1 2024. This increase was driven by an overall increase in product sales.

    Adjusted EBITDA1, a non-GAAP metric reconciled below, for Q1 2025 totaled $2.8 million, compared to $1.2 million in Q1 2024.

    Cash, cash equivalents and marketable securities at February 28, 2025 totaled $19.3 million compared to $25.7 million at November 30, 2024. The decrease reflects planned increases in inventory ahead of the Compact Launcher release and normal seasonal working capital movements. Inventory at February 28, 2025 totaled $23.2 million compared to $20.0 million at November 30, 2024. The Company has no current or long-term debt.

         Good morning. 
     
         It is a pleasure to join you today at the Citi Hong Kong Macro Investor Conference 2025. Allow me to first express my gratitude to Citi for bringing such a distinguished group of investors, economists, strategists and senior executives from around the world to Hong Kong.
     
         This forum for dialogue and thought-provoking discussions is particularly timely as we face a trade war marked by ruthless imposition of tariffs. Allow me to share with you our position and response to these challenges.
     
    Impact of unilateral tariff measures
     
         Let me make it clear that the so-called “reciprocal tariffs” imposed by the United States on its trading partners are fundamentally wrong – politically, economically, and historically.
     
         These sweeping tariffs are disrupting global supply chains, inflating costs for both businesses and consumers, and creating significant uncertainty for cross-border investments. While “economic nuclear winter” may be an extreme term, we are certainly witnessing challenges to the global trading system unseen in a century.
     
         Most economists agree that the American public, especially those at the grassroots level, will bear the brunt of rising inflation as tariffs increase costs for groceries and daily necessities. Many financial institutions have revised downward their growth forecasts for the US (United States) and the global economy, with some even predicting a recession for both.
     
         China, as a major economy, has wide policy room and a range of tools to mitigate these impacts. Full details of the measures are yet to be seen, but our country has made its stance clear: we are open to resolving trade conflicts through dialogue based on mutual respect, not intimidation.
     
         Ultimately, these developments will reinforce geo-economic fragmentation. We are likely to see three major regional blocs emerge: first, the Asia-Pacific; second, India, the Middle East, and Europe; and third, the Americas.
     
    Resilience of Hong Kong’s financial markets
     
         Now, turning to Hong Kong, I want to highlight that despite the high volatility in the stock market, our financial system has shown strong resilience.
     
         This Monday, when we experienced a significant drop in the stock market, two key points are worth noting. 
     
         First, trading activity was robust, with substantial buying and selling interests. The bid-ask spread stayed very tight, signaling strong underlying liquidity. All margin calls were met on time, with no signs of stress. 
     
         Second, the Hong Kong dollar remained strong, indicating there was no capital flight. Our Linked Exchange Rate System continues to function effectively, and the money market is operating smoothly.
     
         The Hang Seng Index has started to recover since Monday, and overall, Hong Kong’s financial market continues to operate effectively. Rest assured that our financial regulators are conducting real-time, round-the-clock surveillance across markets. No systemic irregularities have been detected. We will remain vigilant and agile, and ready to take appropriate measures, if needed.
     
    Responding with composure
     
         In the short term, we will implement a suite of measures to support our businesses. The Hong Kong Monetary Authority is working closely with the banking sector to ensure that SMEs (small and medium-sized enterprises) have the liquidity they need. In fact, banks have set aside over US$50 billion for this purpose. We are also supporting these businesses in opening up new markets in the Mainland, the Middle East, and ASEAN (Association of Southeast Asian Nations) countries, including funding support for marketing and brand building. Additionally, we will help them embrace digital transformation to enhance their competitiveness and e-commerce capabilities.
     
         While these short-term measures are essential, our long-term strategy focuses on economic diversification. Several key strategies will guide us.
     
         First, we will leverage our strengths as an international trade centre. With geo-economic fragmentation, China will likely drive more outbound investments and strengthen trade ties with regions like ASEAN, the Middle East and even Europe. Economy is the top priority of the Central Government, and foreign businesses and investments are welcome. This was evident in President Xi’s recent meetings with both international business leaders and domestic private entrepreneurs.
     
         Hong Kong’s unique connectivity with both the Mainland and the world positions us as an ideal gateway and platform for foreign businesses entering the Mainland market, and for Mainland enterprises going global. Hong Kong will be the hub where Mainland and global companies can establish their regional or international headquarters, corporate treasury centres and supply chain management centres.
     
         Second, there will be new opportunities for Hong Kong as an IFC (international financial centre). Given the current geopolitical landscape, Hong Kong is naturally becoming the preferred fundraising market for Mainland companies. Currently, there are over 100 major companies waiting to list on the Hong Kong Stock Exchange.
     
         And the DeepSeek moment has prompted international investors to reassess China’s technological capabilities and re-evaluate the values of related companies. We believe that more tech companies from the Mainland will list in Hong Kong, and the liquidity of our stock market will be greatly enhanced.
     
         We are also exploring new sources of capital, particularly from the Middle East. Last year marked a milestone with two ETFs (exchange-traded funds) investing in the Hong Kong market listed on the Saudi Exchange. We will encourage quality issuers from the Middle East and Southeast Asia to consider dual primary or secondary listings in Hong Kong.
     
         Finally, at the heart of our long-term economic transformation is innovation and technology, in particular artificial intelligence (AI).
     
         In my Budget this year, I outlined our vision to develop AI as a core industry for Hong Kong. We are pushing forward on five key fronts: supercomputing capabilities, algorithms, data, capital and talent.
     
         To fast-track our innovation and technology ambition, we need innovative enterprises with cutting-edge technologies. We are targeting four key industries: AI and data science, life and health technology, fintech, and advanced manufacturing and new energy. With the support of the Office for Attracting Strategic Enterprises, we have attracted over 80 such enterprises to Hong Kong, which together will invest around US$60 billion in our city, creating about 20,000 jobs.
     
         We recognise the importance of patient capital in this journey. That’s why we established the Hong Kong Investment Corporation Limited (HKIC). Serving as patient capital, the HKIC invests in and guides market capital to support nascent-stage ventures and sectors of tomorrow. This personal connection reinforced his message that Jainism is not merely historical but deeply relevant, especially in an India that seeks to grow without losing its roots.

    This relevance is embodied in the architectural and cultural fabric of modern India, be it the depiction of Sammed Shikhar at the new Parliament’s entrance or the return of ancient Tirthankara idols from overseas. These are not artifacts of nostalgia; they are living symbols of India’s spiritual continuity.

    Prime Minister Narendra Modi described climate change as today’s biggest crisis, saying its solution is a sustainable lifestyle, which the Jain community has practiced for centuries. The Jain community has been living the principles of simplicity, restraint, and sustainability for centuries. Lord Mahavir’s timeless teachings align beautifully with Mission LiFE (Lifestyle for Environment), a national call for sustainable living.

    Jainism’s emblem, “Parasparopagraho Jivanam”, meaning the mutual interdependence of all life offers a deeply ecological worldview.

    Nine Resolutions for a New India

    In a poetic tribute to the power of “nine” in Indian and Jain traditions, the Prime Minister proposed nine resolutions anchored in the Navkar Mantra, each a commitment to knowledge, action, harmony, and rooted progress. He noted how repeating the mantra nine times, or in its multiples like 27, 54, or 108 represents spiritual completeness and intellectual clarity.

    First Resolution: Water Conservation– Emphasizing the need to value and save every drop of water.

    Second Resolution: Plant a tree in Mother’s Name– Planting of over 100 crore trees in recent months and urging everyone to plant a tree in their mother’s name and nurture it like her blessings.

    Third Resolution: Cleanliness Mission – Understanding the importance and contributing to cleanliness in every street, neighbourhood and city.

    Fourth Resolution: Vocal for Local– Promotion of locally made products, turning them global and supporting items that carry the essence of Indian soil and the sweat of Indian workers.

    Fifth Resolution: Explore India– To explore India’s diverse states, cultures, and regions before traveling abroad, emphasizing the uniqueness and value of every corner of the country.

    Sixth Resolution: Adopting Natural Farming–  The Jain principle of “One living being should not harm another”, and for freeing Mother Earth from chemicals, supporting farmers, and promoting natural farming.

    Seventh Resolution: Healthy Lifestyle–  Following Indian dietary traditions, including millets (Shri Anna), reducing oil consumption by 10%, and maintaining health through moderation and restraint.

    Eighth Resolution: Incorporating Yoga and Sports– Making yoga and sports a part of daily life, whether at home, work, school, or parks, to ensure physical health and mental peace.

    Ninth Resolution: Helping the Poor– Assisting the underprivileged, whether by holding a hand or filling a plate, as the true essence of service.

    These resolutions align with the principles of Jainism and the vision of a sustainable and harmonious future.

    Jain literature, etched in Prakrit and Pali, holds profound treasures of thought. The government’s initiative to grant these languages classical status and digitize Jain manuscripts under the Gyan Bharatam Mission is a tribute to this ancient wisdom.

    In March 2024, the Ministry of Minority Affairs approved projects under Pradhan Mantri Jan Vikas Karyakram (PMJVK) Scheme for the establishment of ‘Centre for Jain Studies’ in Devi Ahilya Vishwavidyalaya (DAVV) in Indore. With financial assistance of ₹25 crore, this centre aims to preserve and promote Jain heritage, foster interdisciplinary research, and enhance global understanding of Jainism as a way of life. It will support digitization of ancient Jain texts, facilitate academic research, and serve as a hub for students and scholars to engage with Jain teachings, traditions, and practices, while also promoting community engagement and awareness.

    The Ministry of Minority Affairs in the past also approved a project focused on preserving Jain culture through digitization of manuscripts, knowledge sharing, and promoting interdisciplinary research on Jain traditions.

    On Mahavir Jayanti in April 2024, a commemorative stamp and coin on the occasion of 2550th Bhagwan Mahaveer Nirvan Mahotsav.

    As India marches on the path of becoming a developed nation, Lord Mahavir’s message of inner conquest, compassion, and truth offers a guiding light. In the harmony of the Navkar Mantra, in the discipline of the Sadhus, and in the interdependence of life itself, not just for individuals, but for the whole world.

    Tan has been immersed for years in the ancient music manuscripts of Dunhuang scores located overseas, and has recreated and produced a number of ancient musical instruments of the Tang dynasty from the murals of Dunhuang. In this programme, Tan, together with his self-founded Dunhuang Ancient Music Consort, will present an immersive and time-transcending production that revives last year’s Paris premiere of “The Vanishing Mogao Caves” through ancient music and dance, vocal performances and mini operas. This edition will also feature ancient Tang music pieces.

    It is both a pleasure and a privilege to join you all for this special occasion, the blessing of the Seagles Outrigger Canoe Club Samoa. Today’s gathering is more than a ceremonial event; it is a celebration of perseverance, culture, and the shared spirit that binds our paddling community together.

    Outrigger canoeing is not just a sport. It is a living expression of our Samoan heritage. For generations, our ancestors mastered the ocean, navigating vast distances with courage, knowledge, and an unbreakable connection to the sea. Canoeing carries that legacy forward. It teaches our people to move with purpose, to work in unity, and to respect the environment that sustains us.

    What makes this sport truly special is its inclusivity. Paddling is for everyone, from our energetic juniors to our experienced masters. It brings together communities, families, and people of all backgrounds. Whether you are new to the sport or a seasoned competitor, there is a place for you in a va’a.

    I acknowledge the hard work and dedication of the Seagles Club and all paddling clubs across Samoa. Your collective effort ensures the survival of this vital sport. I also recognize the challenges many of you face, particularly around access to equipment, resources, and facilities.

    The Ministry of Sports and Recreation (MSR) plays a pivotal role in elevating all sports and recreational activities in Samoa. Our mission is to drive sporting and recreational activities to lift the standards of our athletes as well as the well-being of our people.

    The blessing of the canoes resonates deeply with the goals and objectives of the Government of Samoa through the MSR. It symbolizes our commitment to nurturing talent, fostering unity, and promoting a healthy lifestyle for all Samoans. I want to assure you that the Ministry of Sports and Recreation is committed to supporting the growth and sustainability of paddling in Samoa.

    Today, we gather to celebrate 50 years of collaboration between Samoa and China in the fields of sports, education, agriculture, technology, medical support-a partnership that has strengthened our communities and shaped our shared future.

    Sports play a vital role in shaping our communities. It builds discipline, teamwork, and healthy lifestyles, while also providing opportunities for our athletes to excel at the national and international levels. The Ministry of Sports and Recreation (MSR) is committed to elevate sports in all aspects, from development programs to sports facilities that are fit for purpose and comply with international standards. In terms of recreation, MSR is tasked with providing better facilities for public use and enhance the quality of life for all Samoans.

    Through our long-standing friendship with China, we have seen remarkable developments; better sports facilities, enhanced coaching programs and increased opportunities for our athletes to compete internationally.

    Beyond sports, this collaboration has also advanced education, agricultural innovation, and technological and medical progress, helping Samoa build a more sustainable and prosperous future.   • MIL-OSI Europe: Answer to a written question – Protestant schools in France not allowed to take part in Erasmus+ – E-000871/2025(ASW)

    The Commission confirms that Erasmus+ is designed in order to be inclusive and accessible for any pupil from any school in the EU regardless of their legal status (private or public).

    The rules of the Programme are defined in compliance with Article 165[1] of the Treaty on the Functioning of the European Union, which obliges the Commission to fully respect the responsibility of the Member States for the content of teaching and the organisation of education systems and their cultural and linguistic diversity.

    The implementation of the Erasmus+ programme actions based on indirect management mode is done in cooperation with the relevant National Authorities of the countries participating in the programme.

    Regarding Key Action 1 — Mobility of pupils and staff in school education, the Erasmus+ Programme Guide[2] (as an integral part of the annual call for proposals) states that the definition of eligible organisations in each Member State or third country associated to the Programme will be defined by the competent National Authority and published on the website of the relevant Erasmus+ National Agency. As a result, this information is public.

    The currently applicable text is included in the official bulletin of the French Ministry of Education Youth and Sports dated on 16 January 2025[3], see: ‘Établissements et organismes d’accueil (publics ou privés sous contrat) d’éducation et de formation initiale, depuis la petite enfance et la maternelle jusqu’à la fin du second cycle général et technologique’.

    As a consequence, any private French school not being ‘under contract’ is not eligible for participating in Erasmus+ Key Action 1 in school education.

  • MIL-OSI United Kingdom: Champion line-up of finalists confirmed for 2025 Leeds Sports Awards

    Stars of the Olympics and Paralympics are set to be saluted alongside local coaching stalwarts and a whole host of other unsung heroes at the 2025 Leeds Sports Awards.

    Nominations opened in February for the 22nd edition of the event, held each year to celebrate the achievements of individual athletes – of all ages and levels – as well as community-based teams and volunteers.

    And the chosen finalists in a total of 13 different categories have now been announced as the countdown continues to next month’s awards ceremony.

    Paralympic champions Hannah Cockroft and Kadeena Cox are shortlisted for the Disability Sportsperson Award, while Olympic gold medallists Katy Marchant, Tom Pidcock and Georgie Brayshaw are in contention for the Sportsperson Award.

    Diving coach Adam Smallwood, gymnastics coach Dave Murray, wheelchair racing coach Paul Moseley and triathlon coach Rhys Davey are all finalists in the Performance Coach Award category.

    Taking place on Thursday, May 15, this year’s ceremony will be held for the first time at Leeds’s Carriageworks Theatre and is being hosted by sports broadcaster Tanya Arnold and Leeds Rhinos great Jamie Jones-Buchanan.

    The recipient of 2025’s Sporting Pride of Leeds Award – previously won by legendary names such as Jonny and Alistair Brownlee, Eddie Gray and Rob Burrow – will be announced on the evening.

    The awards are once again being delivered by Sport Leeds with support from Leeds City Council.

    Rob Wadsworth, chair of Sport Leeds, said:

    “The long-awaited finalists announcement has been made and, as you would expect from this great sporting city, we will be celebrating the global success of athletes and their coaches, but equally as important, the unsung heroes of community sport.”

    Councillor Salma Arif, Leeds City Council’s executive member for adult social care, active lifestyles and culture, said:

    “From a very large number of nominations, the judges have produced an exceptional list of finalists representing every level of sport across the city, from inspirational community champions to Olympic and Paralympic gold medal winners.     As part of the 48th Universiade, competitions in sambo and powerlifting were held among students of higher educational institutions of the Novosibirsk Region.

    Unfortunately, both of our teams fell just short of the prize places and ended up fourth. In the individual championship in different weight categories, our students won 6 medals in sambo and 5 medals in powerlifting.

    The winners among sambo wrestlers were:

    Peter the Great St. Petersburg Polytechnic University organized the final of the “Steps” competition, where schoolchildren presented their research papers. The participants of the competition were the private educational institution “Gazprom School”, the private educational institution “Gazprom School Saint Petersburg”, as well as first-year students of the private professional educational institution “Gazprom College Volgograd” named after I. A. Matlashov and “Gazprom Technical School Novy Urengoy”. The theme of the competition was “Energy of Change: New Ideas, New Solutions”. It was divided into several sections: “Digital Economy, Management of Social Technologies”, “Technosphere Environmental Safety in the Oil and Gas Industry”, “Energy Saving and Alternative Energy”, “Chemical Technologies”, “Engineering Solutions in the Oil and Gas Industry”.

    On April 6, the children went on a virtual tour of the university campus and took part in a master class on creating a drilling rig. On April 7, all the attention of the jury and participants was focused on the projects of schoolchildren completed during the year under the guidance of experienced curators from various universities.

    At the grand opening of the final, the head of the department of PAO Gazprom Alexander Shagov noted: “The theme of the competition very accurately characterizes the time in which we live. The modern world is changing quickly, technologies are developing rapidly. What was new yesterday will seem outdated tomorrow. The competition gives you a unique opportunity, while still schoolchildren, to feel like real scientists and students.”

    Several projects supervised by SPbPU specialists won prizes. In the Energy Saving and Alternative Energy section, two teams from GBOU Gymnasium No. 426 received diplomas of the 1st and 3rd degrees. The projects were supervised by students of the Higher School of Nuclear and Thermal Energy of the Institute of Power Engineering Nikita Kondrashov, Mark Mironchuk, Georgy Kondratov, as well as senior lecturer of the Higher School of Power Engineering Arsenty Klyuev.

    I would like to proudly note the victory of our team. Together with Victoria Klyuzheva and Victoria Zueva, we became the best among the students of Gazprom classes in the section “Energy Saving and Alternative Energy”. The project on the use of a sand battery in permafrost conditions turned out to be not only relevant, but also extremely promising. The guys showed a high level of training, a creative approach and real teamwork. I am proud of our students. They did a hundred percent! – said Nikita Kondrashov.

    As part of the cooperation between PJSC Gazprom and the Polytechnic University, students from Gazprom classes in St. Petersburg attended theoretical classes at SPbPU on a weekly basis and were able to apply the knowledge they had gained in preparing projects.

    Working on the engineering project was an interesting experience and a valuable source of knowledge for me. I was especially impressed by the opportunity to apply theory in creating a system that could solve the heating problem in the northern regions in the future. Thanks to teamwork and the help of the curators, I significantly expanded my knowledge. I would like to separately note the invaluable contribution of Nikita Kondrashov and the curators of other teams, whose involvement and willingness to help played a key role in the success of the project. The work required knowledge of thermodynamics, which, naturally, was replenished. Defending the project in front of teachers and the jury, I learned to speak in public, answer questions, and defend my point of view, – shared Victoria Klyuzheva.

    The holders of the third degree diplomas, in the framework of the report “Development of a hydroelectric power station on the Gulf of Finland”, considered the possibilities of using the “Wave Carpet” technology as an idea for the beneficial use of the energy of the waters of the Gulf of Finland.

    In the section “Engineering solutions in the oil and gas industry” under the supervision of the senior lecturer of the Higher School of Power Engineering of the Institute of Economics Arsenty Klyuev, students of Gymnasium No. 330 Dmitry Rodnov and Maxim Pets received third-degree diplomas with their technological project “Improving the cavitation characteristics of an oil centrifugal pump”.

    When you understand that your research and knowledge can help others, it motivates you to work. In addition, it is also a huge experience that will help in the future when studying at the university. This project convinced me that I need to enter the Polytechnic University because it is a place where there are a huge number of opportunities to deal with interesting engineering problems, and young teachers help you to reveal your potential. Last year we also did a project, but it was more theoretical. This year, the project is dedicated to solving a real practical problem. Personally, my skill of quick learning helped me cope with it. Before this project, I had never worked in 3D modeling programs, but thanks to an excellent mentor, I quickly mastered the basics and learned to model, although before it seemed a very difficult task. I also acquired the skill of 3D modeling, now I can do reverse engineering in the field of hydraulic machines and hydropower, – Dmitry Rodnov shared his experience.

    On the last day of the competition, a lecture on “Energy machines as the basis for the generation and conversion of energy” was given by Andrey Shirokih, a student of the Higher School of Power Engineering.

    The competition experts were representatives of PAO Gazprom partner universities. When evaluating the projects, they took into account such aspects as the relevance of the topic, practical significance, the presence and elaboration of the research part, the depth of analysis and conclusions, the degree of personal involvement of the author, as well as confident mastery of the material and the culture of public speaking. The jury members emphasized the high level of the final works and the serious preparation of the participants.

    At the closing ceremony, the participants were congratulated by the rector of the Polytechnic University Andrey Rudskoy: Guys, you have come a long way, you have become finalists of the competition. And I congratulate you on this! Your works demonstrate a creative approach, a deep understanding of the problems and a desire to find solutions that can change our lives for the better.     EIT students helped bring the Mitre 10 MEGA Tough Kid challenge to life last week during two action-packed days.

    The popular annual event at Mitre 10 Park Hawke’s Bay drew thousands of tamariki from across the region to take on a 23-obstacle course focused on fun, participation, and inclusion.

    EIT Bachelor of Sport and Exercise Science student Irina Vlasov encourages students taking part in the Mitre 10 MEGA Tough Kid challenge.

    Dr Sue Scott-Chapman, a Principal Academic Staff Member in the School of Health and Sport Science and long-time event organiser, said this year’s involvement was the biggest yet.

    “We had students from across the Bachelor of Sport and Exercise Science; first, second and third year, as well as students from our Services Pathway, Outdoor Education, Trades Academy, and L4 Certificate in Exercise team in Maraenui. For the first time this year we had our EIT Skills for Living Programme students participating as well.”

    “It’s come a long way since 2014, when we started with just a handful of students doing placements. Now it’s a major part of our calendar and a real highlight for our learners.”

    Fifty EIT students volunteered each day, which Sue said was a fitting coincidence in EIT’s 50th year.

    She said the event offers real-world learning that can’t be replicated in the classroom.

    “They’re not just helping out. They’re learning how to engage with young people, how to motivate, and how to adapt their approach for different ages and abilities.”

    For third-year Bachelor of Sport and Exercise Science student Toni Palermo, the event was a highlight.

    “I think probably the bonus for me is just seeing the smiles on the kids’ faces and seeing them all give it a go.”

    EIT Bachelor of Sport and Exercise Science student Amit Khadka volunteered at the Mitre 10 MEGA Tough Kid challenge.

    Toni’s 17-year-old son, Ethan Palermo, a Trades Academy student, also volunteered.

    “It was nice to see him cheering kids along. He was smiling and laughing, and it was really good.”

    She said experiences like Tough Kid are valuable for everyone involved.

    “I think it’s very beneficial. You’re getting kids out there that probably would never have done half of those obstacles, and I think it just pushes them out of their comfort zone.”

    The course featured bouncy castles, climbing frames, slippery slides, and a finale spray-down from the fire brigade. Students helped guide participants, offered encouragement, and ensured everyone had fun, regardless of speed or ability.

    “It’s not about who finishes first,” said Sue. “It’s about making sure every child feels successful. And our students walk away with just as much as they give.”

    Planning is already underway for next year, and for Sue, it’s a non-negotiable on the calendar.

    “It connects our students with the community, promotes physical activity, and brings joy to so many. It’s a win-win for everyone.”

    The Pet and Livestock Protection Act requires the Secretary of the Interior to reissue the 2020 Department of the Interior final rule that delisted gray wolves in the lower 48 United States. It also ensures this rule cannot be overturned through judicial review, preventing activist judges, like the California judge who vacated the rule in 2022, from relisting the gray wolf by judicial fiat.

    In 2020, the Department of the Interior and the U.S. Fish and Wildlife Service under President Trump delisted the gray wolf in the lower 48 United States through a process that included the best science and data available. At over 6,000 wolves at the time of delisting, the gray wolf has been the latest Endangered Species Act (ESA) success story with significant population recoveries in the Rocky Mountains and western Great Lakes regions.

    Despite clear evidence of recovery, a California judge overturned the rule in 2022, relisting the gray wolf under the ESA. In Colorado, foreign gray wolves have been imported in from Canada despite strong pushback from local stakeholders and confusion about how to fund wolf depredation claims.

  • MIL-OSI Australia: Running on empty: Poor nutrition increases injury risk for female athletes

    Proper nutrition is crucial for enhancing athletic performance, supporting recovery and overall health. Now, a new study from the University of South Australia reveals that proper nutrition is also key to reducing risk of injury, especially for females.

    In a systematic review of nearly 6000 runners, researchers examined the link between diet and exercise-related injury among adult distance runners. The study found that lower energy and fat intakes were strongly associated with a higher risk of injury in female runners.

    The study also found that a low-fibre diet increased the likelihood of bone stress injuries in both female and male runners.

    Specifically, injured female runners consumed 450 fewer calories (~1900kJ) and 20 grams less fat per day than uninjured counterparts. Both injured female and male runners had three grams less fibre in their diet per day, compared to those who remained injury free.

    Interestingly, runners’ intakes of protein, carbohydrates, alcohol, and calcium, did not influence injury risk.

    Sports dietitian and UniSA researcher, Erin Colebatch, says nutrition plays a crucial role in reducing injury risk.

    “Distance running is a popular activity for many people, helping them stay healthy and keep fit. Yet about 50% of adult runners sustain running-related injuries,” Colebatch says.

    “Nutrition is key to optimising athletic performance, providing the energy, recovery support, and injury prevention needed to maintain both endurance and overall health.

    “Many long-distance runners underestimate their energy needs. When they don’t fuel their bodies properly, they increase their injury risk.

    “Recognising the impact of diet on injury risk helps minimise it.”

    Senior researcher, UniSA’s Dr Alison Hill, says clinicians need to support female runners to achieve sufficient energy and fat intakes while guiding all runners to optimise their fibre consumption.

    “When runners don’t consume enough energy, their body’s needs go unmet, which over time can lead to issues like skeletal demineralisation, loss of lean body mass, fatigue, and stress fractures,” Dr Hill says.

    “While this research offers valuable insights for runners of all levels, additional studies are necessary to explore how these findings apply to a broader range of athletic abilities.”

    A neurosurgeon with specialized training is leading a new concussion clinic at UConn Health.

    Dr. Brian Kelley, in the roles of neurosurgeon and neurointensivist, seeks to offer an outpatient setting where those who’ve suffered a traumatic brain injury (TBI) can progress with their recovery following their initial acute care.

    “There are ongoing processes inside your head that are not necessarily surgical problems, but still very much contribute to the overall pathology,” Kelley says. “There are several aspects related to traumatic brain injury that deal not only with surgical issues, but also with what are called secondary mechanisms of injury. These are processes like hypoxia, free radical formation, or pathologic enzyme activity that happen in a delayed fashion.”

    Free radicals are unstable molecules that can harm cells. Hypoxia refers to when the body’s oxygen levels are low.

    Kelley joined UConn Health in 2022, after completing a fellowship in neurocritical care at the University of Pennsylvania that followed his neurosurgical training. In addition to treating brain-injured patients surgically, he’s interested in coordinating services to help patients transition into longer-term care needs.

    “TBI patients often have long-term neurologic issues, be it cognitive or motor function, and they need resources and a place to go where someone with expertise in the field may not be able to necessarily fix everything but can steer them in the proper direction,” Kelley says. “The ultimate goal of the concussion clinic is to integrate neurotrauma care with physical, occupational, and speech therapies, as well as cognitive treatment down the line. That’s in addition to dealing with any potential surgical or postoperative issues.”

    Kelley envisions a comprehensive model for patients to access interdisciplinary care unique to their needs. His concussion clinic opened March 30 at the Brain and Spine Institute at UConn Health, just off its main campus in Farmington at 5 Munson Road.

    “The concussion clinic is born out of building an academic practice focused on head trauma,” he says. “Post-concussive syndrome can be a little bit of a nebulous diagnosis. Not everybody fits nicely into a box, but if you can drill down on a patient’s chief complaint, then at the very least, we can make sure they’re seeing the right groups of people.”

    Of note, Kelley’s clinic is separate and distinct from Neurosport, which is part of UConn Health’s orthopedics and sports medicine practice and provides comprehensive care for athletes who suffer head injuries.

    To start, Kelley expects most of his referrals to come from the UConn John Dempsey Hospital Emergency Department, with an eye toward cultivating the clinic’s reputation as a resource for community physicians to send their patients who may be struggling with the aftereffects of brain injury.

    “There are patients who suffer what you might think is a fairly innocuous event, but they’re left with fairly significant neurologic issues and kind of stuck,” he says. “They’re not sick enough to be in the hospital, but they can’t go back to work or they’re not enjoying the quality of life they want. The idea is to perform a neurologic exam, provide them with a head-to-toe assessment of what’s going on, and give them the resources to help mitigate some of the ongoing TBI effects.”

    Dr. Ketan Bulsara, chair of UConn Health’s Department of Neurosurgery, says, “Dr. Kelley’s training and expertise uniquely position him to provide a great service to help a large group of post-concussive patients. Combined with his research interest in understanding the pathophysiology of brain trauma, he is also uniquely positioned to help advance treatments for this group of patients.”

  • MIL-OSI Global: Universities in Nazi Germany and the Soviet Union thought giving in to government demands would save their independence

    Many American universities, widely seen globally as beacons of academic integrity and free speech, are giving in to demands from the Trump administration, which has been targeting academia since it took office.

    In one of his first acts, President Donald Trump branded diversity, equity and inclusion programs as discriminatory. His administration also launched federal investigations into more than 50 universities, from smaller regional schools such as Grand Valley State University in Michigan and the New England College of Optometry in Massachusetts to elite private universities such as Harvard and Yale.

    Trump ramped up the pressure by threatening university research funding and targeting specific schools. In one example, the Trump administration revoked US$400 million in grants to Columbia University over its alleged failures to curb antisemitic harassment on campus. The school later agreed to most of Trump’s demands, from tightening student protest policies to placing an entire academic department under administrative oversight – though the funding remains frozen.

    Cornell, Northwestern, Princeton, Brown and the University of Pennsylvania have also recently had grants frozen. Harvard was sent a list of demands in order to keep $9 billion in federal funding.

    Now, across the United States, many universities are trying to avoid being Trump’s next target. Administrators are dismantling DEI initiatives – closing and rebranding offices, eliminating positions, revising training programs and sanitizing diversity statements – while professors are preemptively self-censoring.

    Not all institutions are complying. Some schools, such as Wesleyan, have refused to abandon their diversity principles. And organizations including the American Association of University Professors have filed lawsuits challenging Trump’s executive orders, arguing they violate academic freedom and the First Amendment.

    But these remain exceptions, as the broader trend leans toward institutional caution and retreat.

    As a scholar of comparative and international education, I study how academic institutions respond to authoritarian pressure – across political systems, cultural contexts and historical moments. While some universities may believe that compliance with the administration will protect their funding and independence, a few historical parallels suggest otherwise.

    German universities: A lesson

    In the 1975 book “The Abuse of Learning: The Failure of German Universities,” historian Frederic Lilge chronicles how German universities, which entered the 20th century in a golden age of global intellectual influence, did not resist the Nazi regime but instead adapted to it.

    Even before seizing national power in 1933, the Nazi Party was closely monitoring German universities through nationalist student groups and sympathetic faculty, flagging professors deemed politically unreliable – particularly Jews, Marxists, liberals and pacifists.

    After Hitler took office in 1933, his regime moved swiftly to purge academic institutions of Jews and political opponents. The 1933 Law for the Restoration of the Professional Civil Service mandated the firing of Jewish and other “non-Aryan” professors and members of the faculty deemed politically suspect.

    Soon after, professors were required to swear loyalty to Hitler, curricula were overhauled to emphasize “national defense” and “racial science” – a pseudoscientific framework used to justify antisemitism and Aryan supremacy – and entire departments were restructured to serve Nazi ideology.

    Some institutions, such as the Technische Hochschule Stuttgart, even rushed to honor Hitler with an honorary doctorate within weeks of his rise to power. He declined the offer, though the gesture signaled the university’s eagerness to align with the regime. Professional associations, such as the Association of German Universities, stayed silent, ignoring key opportunities to resist before universities lost their autonomy and became subservient to the Nazi state.

    As linguist Max Weinreich wrote in his 1999 book “Hitler’s Professors,” many academics didn’t just comply, they enabled the regime by reshaping their research. This legitimized state doctrine, helping build the intellectual framework of the regime.

    A few academics resisted and were dismissed, exiled or executed. Most did not.

    The transformation of German academia was not a slow drift but a swift and systemic overhaul. But what made Hitler’s orders stick was the eagerness of many academic leaders to comply, justify and normalize the new order. Each decision – each erased name, each revised syllabus, each closed program and department – was framed as necessary, even patriotic. Within a few years, German universities no longer served knowledge – they served power.

    It would take more than a decade after the war, through denazification, reinvestment and international reintegration, for West German universities to begin regaining their intellectual standing and academic credibility.

    USSR and fascist Italy suffer similar fate

    Other countries that have fallen under authoritarian regimes followed similar trajectories.

    In fascist Italy, the shift began not with violence but with a signature. In 1931, the Mussolini regime required all university professors to swear an oath of loyalty to the state. Out of more than 1,200, only 12 refused.

    Many justified their compliance by insisting the oath had no bearing on their teaching or research. But by publicly affirming loyalty and offering no organized resistance, the academic community signaled its willingness to accommodate the regime. This lack of opposition allowed the fascist government to tighten control over universities and use them to advance its ideological agenda.

    In the Soviet Union, this control was not limited to symbolic gestures – it reshaped the entire academic system.

    After the Russian Revolution in 1917, the Bolsheviks oscillated between wanting to abolish universities as “feudal relics” and repurposing them to serve a socialist state, as historians John Connelly and Michael Grüttner explain in their book “Universities Under Dictatorship.” Ultimately, they chose the latter, remaking universities as instruments of ideological education and technical training, tightly aligned with Marxist-Leninist goals.

    Under Josef Stalin, academic survival depended less on scholarly merit than on conformity to official doctrine. Dissenting scholars were purged or exiled, history was rewritten to glorify the Communist Party, and entire disciplines such as genetics were reshaped to fit political orthodoxy.

    This model was exported across Eastern and Central Europe during the Cold War. In East Germany, Czechoslovakia and Poland, ministries dictated curricula, Marxism-Leninism became mandatory across disciplines, and admissions were reengineered to favor students from loyalist backgrounds. In some contexts, adherents to older intellectual traditions pushed back, especially in Poland, where resistance slowed though could not prevent the imposition of ideological control.

    By the early 1950s, universities across the region had become what Connelly calls “captive institutions,” stripped of independence and recast to serve the state.

    A more recent example is Turkey, where, following the failed 2016 coup, more than 6,000 academics were dismissed, universities were shuttered and research deemed “subversive” was banned.

    History’s warning

    The Trump administration’s early and direct intervention into higher education governance echoes historical attempts to bring universities under state influence or control.

    The administration says it is doing so to eradicate “discrimatory” DEI policies and fight what it sees as antisemitism on college campuses. But by withholding federal funding, the administration is also trying to force universities into ideological conformity – by dictating whose knowledge counts but also whose presence and perspectives are permissible on campus.

    Columbia’s reaction to Trump’s demands sent a clear message: Resistance is risky, but compliance may be rewarded – though the $400 million has yet to be restored. The speed and scope of its concessions set a precedent, signaling to other universities that avoiding political fallout now may mean rewriting policies, reshaping departments and retreating from controversy, perhaps before anyone even asks.

    The Trump administration has already moved on to other universities, including the University of Pennsylvania over its transgender policies, Princeton for its climate programs and Harvard over alleged antisemitism. The question is which school is next.

    The Department of Education has launched investigations into over 50 institutions, accusing them of using “racial preferences and stereotypes in education programs and activities.” How these institutions choose to respond may determine whether higher education remains a space for open inquiry.

    The pressure to conform is not just financial – it is also cultural. Faculty at some institutions are being advised not to use “DEI” in emails and public communication, with warnings to not be a target. Academics are removing pronouns from their email signatures and asking their students to comply, too. I’ve been on the receiving end of those warnings, and so have my counterparts at other institutions. And students on visas are being warned not to travel outside the U.S. after several were deported or denied reentry due to alleged involvement in protests.

    Meanwhile, people inside and outside academia are combing websites, syllabi, presentations and public writing in search of what they consider ideological infractions. This type of peer surveillance can reward silence, incentivize erasure and turn institutions against their own.

    When universities start regulating not just what they say but what they teach, support and stand for – driven by fear rather than principle – they are no longer just reacting to political threats, they are internalizing them. And as history has shown, that may mark the beginning of the end of their academic independence.

  • MIL-OSI Security: Former West Covina Resident Pleads Guilty to Selling Fake Memorabilia of Professional Athletes and Other Celebrities

    SANTA ANA, California – A former San Gabriel Valley resident pleaded guilty today to selling hundreds of thousands of dollars’ worth of fake sports and celebrity memorabilia to customers, including a fake “Keeping Up with the Kardashians” photograph containing forged signatures from several of the show’s stars.

    Anthony J. Tremayne, 58, formerly of West Covina but who now lives in Rosarito, Mexico, pleaded guilty to one count of mail fraud.

    According to his plea agreement, from at least 2010 until December 2019, Tremayne was in the business of selling memorabilia containing purportedly genuine signatures of famous athletes, musicians, actors, and other celebrities. Tremayne advertised nationwide the memorabilia with purportedly genuine signatures. 

    Relying on Tremayne’s statements that the signatures were genuine, customers sent Tremayne money to purchase the memorabilia and have it mailed to them. When Tremayne mailed the memorabilia to his customers, he sometimes included a “Certificate of Authenticity” form, certifying that the signatures were real.

    In fact, Tremayne forged the signatures, and the authenticity certificates were bogus.

    Tremayne admitted in his plea agreement to selling more than $250,000 and up to $550,000 of fake memorabilia to his customers.

    For example, in November 2019, Tremayne mailed a “Keeping Up with the Kardashians” photograph containing forged signatures of three of the show’s 22 personalities, which he purported to be genuine signatures. Tremayne sold the fake memorabilia to a buyer – who happened to be an undercover FBI agent – in Anaheim in exchange for $200.

    United States District Judge James V. Selna scheduled an August 11 sentencing hearing, at which time Tremayne will face a statutory maximum sentence of 20 years in federal prison.

    The FBI investigated this matter.

  • MIL-OSI Global: White Lotus hotels target gen Z travellers – but luxury resorts don’t reflect their travel habits

    HBO’s hit television series, The White Lotus, is as renowned for its stunning hotels and filming locations as it is for its mixture of unsettling, hilarious and sultry storylines.

    Set in fictional five-star “White Lotus” resorts, fans quickly learned the true locations of the luxury hotels. Each season has been set in a different destination – Hawaii, Sicily and, most recently, Thailand – and every resort has seen a surge in interest since featuring on the show. This has been labelled the “White Lotus effect”.

    Four Seasons Hotels, the actual brand behind the resorts, said the original White Lotus in Hawaii saw a 386% increase in availability checks after appearing on the show. And Hotels.com reported a 40% spike in booking interest for the filming location in Koh Samui, Thailand, following the release of the season three trailer.

    Four Seasons says the show’s popularity among gen Z and millennials is introducing a new market to their hotels. According to the company’s internal research, 71% of millennials who watch the show and are aware of Four Seasons have expressed a strong likelihood of visiting the featured properties.

    Younger age groups are key targets for Four Seasons, which is keen to attract the next generation of luxury travellers. But do luxury resorts really represent the travel habits of young people?

    According to a 2023 survey by consultancy firm Deloitte, young people have been hit particularly hard by the rising cost of living. Many are losing hope of owning a home and even starting a family. It has been widely reported that younger generations are worse off than their parents.

    With property ownership out of reach, many young people seem more willing to splurge on travel than save for an uncertain future. According to a 2017 poll by Realty Mogul, a real estate crowdfunding platform, almost half of young people aged 18 to 34 would prioritise travelling over buying a home. This compared to just 26% of those aged 45 and over.

    But gen Z generally aren’t as interested in five-star resorts as they are in five-star experiences. Many travellers from this age group opt to spend big on once-in-a-lifetime activities rather than splash out on luxury accommodation. According to a 2022 YouGov poll, over one-third of young people say they’d pick a standard three-star or below hotel, making this the most popular accommodation option.

    However, the European Travel Commission has found that this generation embraces mixing budget and luxury options when they can. For example, they may use budget airlines to reach their destination so they can spend a little more elsewhere. According to the same YouGov poll, luxury hotels and resorts still rank among gen Z’s top three travel accommodations.

    For many gen Z travellers, the journey is also just as important as the destination – and the impact they leave behind matters, too. Research by Booking.com reveals that over half (52%) of gen Z travellers say the environmental impact of tourism on a destination influences their travel choices. Even more (63%) would consider avoiding a destination altogether if they knew it was threatened by overtourism.

    Many of these values may not align with the opulence typically associated with luxury travel. On the Hawaiian island of Maui, the setting for season one of The White Lotus, local opposition towards tourism erupted after deadly wildfires swept across the island in 2023 – the most deadly wildfire event in recent US history.

    While locals faced heavy restrictions due to water scarcity, the island’s hotels and resorts were allowed to maintain vast golf courses, lush gardens and pools and welcomed up to 8,000 tourists a day.

    Thousands signed petitions to delay the return of mass tourism to the islands. And community groups held what was called a 24 hour “fish-in” protest to prevent tourists from using the popular Kāʻanapali Beach, a long stretch of pristine coastline where several high-end resorts are located.

    Protesters said their aim was to bring attention to the displacement of locals made homeless due to the wildfires and unable to find permanent housing due to short-term holiday rentals taking priority.

    Leaders have long worried the islands are losing their culture as the cost of housing fuels an exodus of native Hawaiian residents. The 2022 census revealed that more native Hawaiians live outside of Hawaii than within.

    Luxury travel reimagined

    Gen Z may well be the next generation of luxury travellers. In 2017, millennials and gen Z consumers were responsible for 32% of sales in the global personal luxury goods market. This figure was forecast to increase to 45% by 2025.

    But luxury travel must change to cater to the tastes and interests of younger generations. These people largely crave unique, shareable and story-worthy travel – not just comfort, but connection. For this new generation of luxury travellers, a remote glamping trip under the stars, or an off-grid adventure with experienced locals, may be more attractive than the traditional luxury resort.

    Some brands are already making changes. In 2024, the Hyatt Hotels group introduced its “Be More Here” brand initiative, a collection of bespoke guest activities with a focus on wellness and experience.

    And the latest addition to the Maldives’ luxury resort portfolio, Six Senses, has an ethos centred on sustainability. Its resorts have an onsite environmental learning space, and offer immersive marine conservation experiences and sustainability tours to guests.

    As young people navigate a complex future, their travel choices reflect a deeper desire: not just to see the world, but to engage with it responsibly and thoughtfully, and gain something meaningful from it.

  • MIL-OSI United Kingdom: Changes to Beryl bike Plymouth operation

    Beryl will be consolidating its operation in Plymouth, focussing on more popular locations in the city centre, the south west of the city, including Mutley, Central Park and Keyham.

    The scheme was launched in 2023 as part of Connect Plymouth, a Council initiative funded by the Department of Transport’s Transforming Cities Fund. The scheme was designed to encourage people to take greener, more sustainable ways to travel about the city, with a focus on better connecting with existing public travel including buses, trains, ferries, walking and cycling routes.

    Since its launch there have been 27,773 users of the e-bikes and over 213,000 journeys taken. The data from the bikes show that the average ride is 1.4 miles and 15 minutes long, with the most popular areas, by far, being the city centre and the south west of Plymouth, as well as Derriford and St Budeaux – key transport points.

    The 450 e-bikes in the scheme will now be concentrated into the areas where they are best used, with the docking locations outside this removed.

    Councillor Mark Coker, cabinet member for transport said: “This was a business decision made by Beryl based purely on the amount of use e-bikes have in various areas.

    “In the two years that the e-bikes have been available in Plymouth, it is clear that while they are very popular in some areas, such as the city centre, they are simply not being used as much as we would all like in other areas.

    “It makes sense to concentrate the available e-bikes where they are far more popular and convenient for short, sharp journeys.”

  • MIL-OSI USA: Issa and Calvert Join Riverside Leaders: Keep Galway Downs an Olympic Venue

    Washington: Congressman Darrell Issa (CA-48) today joined Congressman Ken Calvert (CA-41) and a range of Riverside County regional leaders to encourage the Los Angeles City Council, the Los Angeles Organizing Committee for the 2028 Olympic Games, and the International Olympic Committee to extend continued support for Temecula’s Galway Downs Equestrian Center as the idea venue to host the Equestrian events during the 2028 Olympic Games in Los Angeles.

    The official correspondence stated that, “In every way, this international destination for the disciplines of dressage, eventing, and jumping is the ideal location for the equine activities of the 2028 Summer Games, as it combines a SoCal tourist destination with world class state-of-the-art facilities for athletes, horses, their teams, and all spectators to experience and enjoy.”

    Galway Downs equestrian center is a premier multi-use facility spanning 242 acres, 400 permanent stalls, a 1-mile racetrack, 5/8-mile training track, 14 arenas for training and competition, 15 miles of trails, and numerous other amenities. It hosts multiple events year-round, including Hunter/Jumper, Arabian Horse and Dressage.

    The letter concludes: “Temecula, Riverside County and the region have also made the community commitment and long-term investment in Equestrian sports that will truly leave a lasting legacy that honors the Olympic Movement.”

    The letter was also signed by California State Senator Kelly Seyarto, California Assemblywoman Kate Sanchez, Riverside County Supervisor Chuck Washington, and Temecula City Council Member Matt Rahn.

    WASHINGTON, D.C. – U.S. Senators Maria Cantwell (D-WA), ranking member of the Senate Committee on Commerce, Science, and Transportation and senior member of the Finance Committee, and Jerry Moran (R-KS), a member of the Commerce Committee, reintroduced the Transportation Assistance for Olympic and World Cup Cities Act to provide federal funding for local communities to prepare for transportation demands and ensure the successful movement of fans, workers, and goods during the 2026 FIFA Men’s World Cup, the 2028 Summer Olympics, and the 2034 Winter Olympics that will all be held in the United States.

    “With less than 500 days until Seattle hosts its first 2026 World Cup game, we need the Department of Transportation to get in the game and support host cities as they work to showcase the best of American innovation and hospitality,” said Sen. Cantwell. “This bill will help ensure the hundreds of thousands of fans visiting Seattle can get to and from games safely and efficiently by improving coordinated transportation planning across the Pacific Northwest.”

    “It was a tremendous feat to secure a spot as a host city during the 2026 World Cup, and I have no doubt that Kansas City will be a welcoming community for hundreds of thousands of soccer fans from around the world,” said Sen. Moran. “Preparations are already underway for the games, and this legislation will support local community and agency efforts to improve infrastructure to connect fans with businesses, hotels, the airport and other host cities during the World Cup.”

    The United States, Canada, and Mexico were selected to host the 2026 FIFA Men’s World Cup, and 11 U.S. cities are preparing to host World Cup matches, including Kansas City, Seattle, Atlanta, Boston, Dallas, Houston, Los Angeles, Miami, New York/New Jersey, Philadelphia, and the San Francisco Bay Area. Transportation demands will increase greatly as host cities and surrounding communities are expecting hundreds of thousands of additional visitors from across the globe during the games. Los Angeles will host the 2028 Olympics and Salt Lake City was selected to host the 2034 Winter Olympics.

    This legislation would create a grant program administered by the U.S. Department of Transportation (DOT) to provide host cities with funding for projects that improve transportation in the region during World Cup or Olympic games. Grants would support permanent transportation projects – building new roads, expanding light rail, purchasing new buses, creating bike lanes, improving existing roads or highways, or making airport terminal improvements. 

    The Transportation Assistance for Olympic and World Cup Cities Act would:

    • Provide resources to host cities through grant funding for projects that improve transportation in the region during World Cup or Olympic games, which could include acquiring buses, improving airports, or building roads.
    • Allow DOT to provide technical and planning assistance to host cities, states, and tribes within 100 miles of a World Cup or Olympic event to help improve coordination and prepare regional transportation systems for the influx of fans.
    • Allow DOT to facilitate sharing public transportation equipment, such as buses, between host cities and other cities, helping reduce costs while meeting transportation demand.
    • Direct the Department of Commerce to study the economic impact hosting the World Cup and the Olympics has on travel and tourism in the United States
