    Washington, D.C. – Today, Congressman Robert Garcia (CA-42) reintroduced the People Over Parking Act to coincide with the first Congressional Yes In My Backyard (YIMBY) Caucus event in the 119th Congress. This legislation would eliminate mandatory parking minimums in local zoning laws and promote the construction of new and affordable residential, retail, industrial, and commercial developments. This bill aims to replicate California’s approach to zoning reform at the federal level.

    (HARTFORD, CT) – Governor Ned Lamont today announced that the State of Connecticut, the City of Hartford, and the Hartford Business Improvement District will host a victory parade and rally in downtown Hartford on Saturday, April 12, 2025, to congratulate the UConn women’s basketball team for winning the 2025 NCAA National Championship.

    The team won its twelfth national title after an 82-59 victory over the South Carolina Gamecocks at Amalie Arena in Tampa, Florida. UConn women’s basketball has now won the NCAA championship in 1995, 2000, 2002, 2003, 2004, 2009, 2010, 2013, 2014, 2015, 2016, and 2025.

    The parade will begin at 11:00 a.m. and will step off at the State Capitol building at the intersection of Trinity Street and Elm Street. From there, it will proceed north on Trinity Street, go through the Soldiers and Sailors Memorial Arch, turn right (east) onto Jewell Street, turn left (north) onto Trumbull Street, and end at the intersection of Asylum Street and Trumbull Street.

    The rally will begin at approximately 11:30 a.m. and will be held outside of the main entrance of the XL Center on Trumbull Street, where the players, coaches, and other guests will be invited to give speeches.

    “The UConn women’s basketball team has proven that they are the best in the nation, and now it’s time for Connecticut to give them the victory celebration they have earned,” Governor Lamont said. “The student athletes on this team have worked very hard and they deserve to know how much we appreciate everything they’ve accomplished.     PALO ALTO, Calif., April 08, 2025 (GLOBE NEWSWIRE) — Mashgin, the AI-powered checkout company, today released data revealing the impact that concession lines at Major League Baseball (MLB) games have on the fan experience, leaving fans frustrated and vendor revenue on the table. Over half (53%) of the MLB fans surveyed estimated that they wait 15 minutes or more in line each time they go to the concession stand, meaning they are missing close to one full inning every time they leave their seat for food and beverage items. The wait time has an impact on fans: 79% say that they’ve missed a crucial or memorable play during a game because they were waiting in a concessions line.

    The new report, Beyond the Bases: The Impact of Concession Lines on the MLB Fan Experience, surveyed over 530 baseball fans who have attended a game in the last two seasons. It illustrates that, while the MLB continues to modernize the on-field experience with in-game technology, there remains a significant opportunity to use in-stadium technologies to expedite and improve aspects of the fan experience that take away from enjoying the game.

    Concession Lines Resulting in Fan FOMO
    Food and drinks are essential aspects of the game-day experience — hot dogs, beers, peanuts, Cracker Jacks, sunflower seeds, and more are all staples found at every MLB stadium. 67% of survey respondents said that enjoying food and beverage is one of their favorite parts of attending a game, second only to socializing with friends and family (78%).

    However, 56% of fans surveyed said they feel rushed when they leave their seat for the concession stand because they’re anxious about missing the game. The fear of missing out is real, with over 80% of fans saying that they have abandoned a concessions purchase because the line was taking too long. This taps into an unfortunate shared experience amongst fans — missing a home run, double play or big hit and hearing the roar of the crowd from afar.

    Concessionaires leaving money on the table
    Fans estimate that they spend an average of $56 per game on concessions. However, that number could be higher — 77% of fans said that they would buy more food and/or beverages if concession wait times were shorter. And these lines are the least favorite part of attending a game, according to 71% of fans. They dislike it even more than parking and transportation (68%), dirty/unpleasant restrooms (61%), and waiting in line to enter the stadium (53%).

    Technology can help solve all of these problems, and fans are reporting that they are starting to use them more often. 46% said they have used automated or self-checkout machines at concessions, 38% have used mobile apps to order ahead for food and beverage, and 29% have used facial ID to gain entry to the park.

  • MIL-OSI USA: A Winning Collaboration: How an Internship Program is Connecting Top Data Science Students to UConn Sports Teams

    Six years ago, UConn Field Hockey head coach Paul Caddy reached out to the head of the Department of Statistics in the College of Liberal Arts and Sciences. He wanted to find an informal way for students learning statistical methods to work with his team, integrating data analytics to gain a competitive edge.

    After a pandemic and various other obstacles, the collaboration never came to fruition.

    Then, in Fall 2023, Alyssa O’Keefe, an academic advisor in the Department of Statistics and Applied Data Analysis, launched a formalized sports analytics internship program and Caddy saw a new opportunity to bring that vision to life.

    For the past two years, the Sports Statistics Experiential Learning Program has provided UConn Athletics with statistical information to improve their performance while allowing students the opportunity to gain practical hands-on experience to prepare them for careers in data.

    O’Keefe says she got the idea for the program after the parent of an incoming student asked if it would be okay for her to leverage her connection with a coach to get her son experience with a team. O’Keefe says she saw an opportunity to expand that access to other students who may not have those personal connections.

    “I’ve had so many students sit across my desk telling me that their dream job would be sports analytics,” O’Keefe says. “We have 18 teams. How could we not have a way to make this connection for them?”

    In the Fall 2024, the program paired Caddy with Julia Mazzola ’25 (CLAS), a statistical data science and economics double major, who analyzed attacking penalty corners, a crucial scoring opportunity that happens when a foul is made in the area around the goal. The data provided real-time insights that Caddy says he’ll use as part of his coaching throughout the seasons.

    “In the couple of seasons leading up to this one, our performance has not been what it needs to be offensively or defensively on corners,” Caddy says. “So, we need to get some data to see what works and what doesn’t.”

    Having previously met Joe Ferriss, former director of Men’s Hockey Operations, O’Keefe reached out with her idea of partnering statistics students with athletic teams. Ferriss was impressed with the concept and became the first to agree to join the program.

    As word spread around the Athletics teams of O’Keefe’s initiative, more teams began to show interest. The program began with just three teams— baseball, men’s hockey and football—but has since expanded to 11 teams including the women’s basketball team which won the 2025 NCAA Division I Women’s Basketball Championship.

    The internship program will be adding the Department of Sports Performance to its list of participating athletics programs in the fall and O’Keefe says she hopes more teams will sign on.

    Unlike traditional coursework, this internship places students in dynamic sports environments where they work on various analytical projects tailored to the needs of the teams they’re paired with. Projects include tracking player positioning and movement through game footage, assessing player performance during various points of the game to refine strategy, providing statistical insights during competitions, and analyzing recruitment data.

    Many interns work directly with coaching staff, integrating data into team meetings and game planning, O’Keefe says.

    Students can earn credits for the internship and can intern for a semester or a full year. The time commitment varies from one placement to another, and O’Keefe says students selected for the program must agree to the conditions before they begin.

    Mazzola interned with Caddy’s team for one semester, and Caddy says she felt like a member of the team.

    “It is a unique experience,” Caddy says. “She’s on the sidelines during games. She’s going to get a championship ring because we won the Big East Championship. We think she’s part of the field hockey family.”

    He says he hopes to continue working with student interns and that Mazzola’s project is something the team “can lean on a little bit, moving through the seasons.”

    For Mazzola, the program is a career stepping stone. She plans to start her career in underwriting at the Cigna Group after she graduates in May and credits the internship with reinforcing her passion for analytics and problem-solving.

    “One thing about underwriting is there’s a lot of moving pieces, and there’s a lot to learn,” she says. “You have to take in many aspects when you make a decision, and the field hockey internship was very helpful in learning how to piece things together, like solving a puzzle.”

    Final preparations are underway for a multinational deployment, led by the Royal Navy flagship HMS Prince of Wales, reaffirming the UK’s commitment to the security of the Mediterranean and Indo-Pacific, while providing an opportunity to promote British trade and industry.

    Aircraft carrier HMS Prince of Wales is scheduled to sail from Portsmouth on 22 April, where it will proceed to join a formation of warships, supply ships, and aircraft off the coast of Cornwall, before departing for the Mediterranean where it will conduct exercises to reinforce European security.

    Around 2,500 personnel from the Royal Navy and 592 from the Royal Air Force will be involved in the eight-month deployment, which will see the group sail through the Indian Ocean to conduct exercises and port visits with partners including the US, India, Singapore, and Malaysia. They will be joined by around 900 personnel from the British Army for exercises during the deployment.

    The deployment, named Operation Highmast, provides an opportunity for the UK’s Armed Forces to conduct a major global deployment and a chance to exercise complex operations alongside partners and allies in the region, with 12 other nations supporting the deployment with ships or personnel.

    The Indo-Pacific is a critical region for UK trade, with imports and exports in the region worth billions of pounds for the UK economy, and the deployment will provide a chance for UK companies to take part in trade events during port visits.

    Trade between the UK and Indo-Pacific accounted for 17% of total trade between the UK and all trading partners in the 12 months to September 2024, with the total amount traded in goods and services between the UK and Indo-Pacific standing at £286 billion in the same period.

    As the biggest class of ship in the Royal Navy, the flight decks of HMS Prince of Wales and her sister ship are roughly the size of three football pitches and defended by advanced weapons. A maritime strike force of this size is composed of multiple types of ship, frigates, destroyers, submarines, and supply ships to support logistics.

    Defence Secretary, John Healey MP, said:

    This is a unique opportunity for the UK to operate in close coordination with our partners and allies in a deployment that not only shows our commitment to security and stability, but also provides an opportunity to bolster our own economy and boost British trade and exports.

    As one of only a handful of countries in the world able to lead a deployment of this scale, the Royal Navy is once again demonstrating its formidable capability while protecting British values and sending a powerful message of deterrence to any adversary.

    Of the 12 other nations supporting the deployment, Norway will provide a warship to support the carrier strike group for the entire duration of the deployment. Canada and Spain are among the other nations providing support to the deployment.

    After its compliment of up to 24 Royal Air Force F-35B Lighting fighter jets is embarked on board HMS Prince of Wales, and the departure for the Mediterranean, the group will initially be placed under NATO command as it joins Exercise Neptune Strike – testing the Alliance’s ability to use high-end maritime strike capabilities, including multiple aircraft carrier and amphibious strike groups.

    The group will transit though the Indian Ocean, conducting exercises and port visits with partners including the US, India, Singapore and Malaysia, before joining 19 partner nations for Exercise Talisman Sabre near Australia, and then training alongside the Japanese Self Defence Forces and conducting a port visit to India.

    Minister for the Armed Forces, Luke Pollard MP, said:

    Through this deployment of our Carrier Strike Group and 4,000 Service Personnel, we will stand firm with our allies against those who challenge the international order. Reminding the world that the security of the Euro Atlantic and Indo-Pacific are fundamentally indivisible.

    This isn’t just about hard power; it’s about building influence and opening new trade opportunities both for defence and other sectors of our economy which will deliver British jobs and growth.

    This deployment follows the Prime Minister’s historic commitment to increase defence spending to 2.5% of GDP, demonstrating this Government’s commitment to keep the UK secure at home and strong abroad.

    Following the inaugural deployment in 2021, the Carrier Strike Group 2025 highlights the strength of the UK’s leadership in seeking to uphold stability in the Indo-Pacific. This has been bolstered by the Royal Navy’s persistent presence in the region through HMS Spey and HMS Tamar, as well as the landmark Global Combat Air Programme collaboration. 

    Keeping the country safe is the Government’s first priority and is the foundation of its Plan for Change.     Since 2016, the city has provided investors with more than 150 hectares of land in all administrative districts of the capital for the construction of sports facilities. This was reported by the Deputy Mayor of Moscow for Urban Development Policy and Construction Vladimir Efimov.

    “Investors and developers are actively involved in the development of the capital’s sports infrastructure. For the construction of facilities, the city regularly puts land up for open auctions and provides it as part of large-scale investment projects. Since 2016, 106 plots of land with an area of about 155 hectares have been allocated for the construction of sports complexes. The area of buildings and associated infrastructure will be about 1.2 million square meters,” said Vladimir Efimov.

    Large-scale investment projects (MaIP) have been implemented in Moscow since 2016. Objects aimed at developing urban infrastructure and creating jobs can receive this status.

    “Since 2016, 58 plots with an area of 121 hectares have been transferred to investors for the construction of sports facilities within the framework of the MAIP. In addition, entrepreneurs can obtain land for the construction of sports and recreation complexes by participating in open auctions. All the necessary information can be found on the capital’s investment portal. Over the same period, the winners of the auctions received 48 plots with a total area of almost 34 hectares,” noted the Minister of the Moscow Government, Head of the Department of City Property

    For example, in the Kurkino district, a large-scale investment project for the construction of an ice arena has already been implemented on a 1.8-hectare site. It is intended for ice hockey and figure skating training, as well as for choreography classes, general physical training, and team games.

    The Ramenki sports complex was built on a 0.3-hectare site within the framework of the MaIP in the district of the same name. The area of more than six thousand square meters houses a pool for recreational swimming and aqua aerobics, a children’s pool for swimming lessons, a multi-purpose games hall for basketball, volleyball, mini-football and tennis training, a gym, halls for martial arts, boxing, choreography, yoga, Pilates, rhythmic and recreational gymnastics.

    In Zelenograd on Zarechnaya Street, an investor leased a 0.6 hectare plot of land for the construction of a sports and recreation complex as a result of an auction. As a result, a private sports complex with a swimming pool and specialized areas for recreational recreation was opened for local residents.

    In Novo-Peredelkino, the investor leased a land plot of 0.28 hectares in the area of the 11th microdistrict near Borovskoye Highway. The entrepreneur is building a multifunctional sports complex on it.

    In the Lomonosovsky district, the sports complex “Gimnast” was opened after major repairs, located at the address: Kravchenko Street, Building 6a. The reconstruction was carried out within the framework of the state program of the capital “Sport of Moscow”.

    The training halls, reception area, cloakroom, waiting room, showers and changing rooms were renovated in accordance with the new standard of sports facilities. The walls of the premises were decorated with images of athletes and motivating quotes.

    The large gymnasium now has modern equipment: gymnastics bars with smooth height adjustment, mushrooms for practicing rotations with a coating of special fibrous leather that improves grip, as well as logs and foam blocks for safe landing, a trampoline, run-up tracks and a carpet with a platform made of spring sections. The small gymnasium has wall bars, choreographic bars and tatami mats.

    In addition, the sports complex has updated its navigation system. Intuitive signs, plaques and information panels make moving around the building more convenient.

    Ramps and tactile signs in Braille are available for visitors with disabilities.

    The renovated sports complex hosts classes in artistic gymnastics at the Sambo-70 Sports and Education Center.     Try Tag Rugby, one of the UK’s leading adult social sports organisations, has launched its Salford Licence, paving the way for the opening of a brand new Salford League run by Cameron Green who previously played in Manchester leagues. 

    A minimal contact seven-a-side format of rugby, Try Tag Rugby runs mixed men’s and women’s leagues and events across the UK. The first seven-week, weekly league starts in Salford on Thursday 29 May at Broughton Cricket and Rugby Club. 

    Residents across Salford will be able to join over 11,000 people who currently play weekly across 31 different locations across the UK and major cities of London, Edinburgh, Leeds, Manchester, Newcastle and Sheffield.

Grassroots sport offers so much more than just the sport being played.   • MIL-OSI Africa: Rwanda’s image abroad: how western countries are beginning to turn their backs

    Rwanda enjoyed good relations with the western world for many years. This was due to systematic and intentional efforts to build its profile as a constructive regional actor, especially through the UN peacekeeping framework.

    It also set out to improve its national brand through sports sponsorships of some of the biggest football clubs in the world. These include Arsenal (England), PSG (France) and Bayern Munich (Germany).

    Since the end of the 1994 genocide, countries such as the UK, the US and France were willing to give Rwanda a less than critical pass when it was accused of destabilising its bigger neighbour, the Democratic Republic of Congo (DRC). They averted their gaze from its domestic heavy handedness, particularly its constraining of democratic space and human rights.

    But there has been a sharp turn in sentiment. For the first time, the western powers, as well as China, have begun to call out Rwanda on its behaviour.

    Western actors have grown exasperated with Rwanda’s impunity and have been forced to change tack. Quiet shuttle diplomacy, notably by the Biden administration and the EU, has failed to achieve Rwandan restraint. And as a humanitarian crisis grew, they saw more forceful and overt actions as necessary.

    Concerned about the rising level of violence and humanitarian catastrophe in the DRC, western powers through the UN general assembly and security council called for restraint, dialogue and de-escalation. France, Belgium, Germany, the US, Canada and the EU also condemned the escalating violence and Rwanda’s role. The growing consensus culminated in firmer and direct sanctions against individual Rwandan actors and entities and suspension of economic and trade cooperation.

    I have been a long time scholar of and commentator on African regime types, political governance and conflict, with a focus on Rwanda. It’s my view that Rwanda’s escapades in eastern DRC have had a detrimental impact on the goodwill long extended to the Kigali regime. What happens next will depend on its response.

    Rwanda’s role in the DRC

    There is little doubt about Rwanda’s involvement in conflict and instability in the eastern DRC. The reports from the security council and UN bodies have provided sufficient evidence of this.

    Since 2012, Rwanda has been accused of being the patron behind the Movement of March 23 (M23) rebel group. The M23 and its associated alliances have been fighting the DRC government, purportedly to protect the rights of Congolese Tutsis.

    For its part, Rwanda has pointed to the danger posed by remnants of security forces involved in the 1994 genocide. The forces fled into the DRC and are still hell bent on causing instability in Rwanda, Kigali claims. The other grievance is that the forces are backed by the DRC regime and have been responsible for persecuting Congolese Tutsis.

    Between 2012 and 2018, the M23 group had a limited level of military success. In 2012 it captured the eastern DRC city of Goma but was forced to relinquish it after just 10 days.

    In the latest escalation of fighting the group has made significant gains, recapturing Goma and capturing the bigger Bukavu and other areas.

    M23’s success has been attributed to the sustained and systematic support Rwanda has given the group, according to the UN report and security council resolution 2773.

    Support has included sophisticated weaponry and boots on the ground, conservatively estimated at over 4,000 soldiers. Faced with demotivated, ill-trained and poorly coordinated DRC military capabilities, the M23 success was almost inevitable.

    The turnaround

    In August 2023 and again on 20 February 2025, the US slapped sanctions on key players in Rwanda and the M23 Alliance. The EU and the UK then paused some economic support for Rwanda. This was a strategic signal from the big powers.

    Germany then froze aid, Belgium’s rebuked the country and the EU called for stronger penalties, among them a ban on Rwanda’s mineral industry. This was to force Rwanda to rein in or rethink its activities in the DRC and be a constructive rather than disruptive partner.

    Belgium has had historical relations with both Rwanda and the DRC, having been the last colonial authority. Rwanda took specific exception to Belgium’s action by cutting diplomatic relations. It also took a more belligerent posture in the UN security council.

    While this is seen as a non-compromising stance, it is against a lesser western power than the US or the UK. This could be taken as Rwanda saving face while working out an exit strategy to avoid escalating tensions with western powers or provoking far reaching coordinated action.

    It is notable that Qatar (and not a western or African power) has taken a lead in chaperoning talks between the conflict parties. This couldn’t have been without the blessing of the US, given the close relationship Qatar enjoys with the US as conflict resolution partners. Qatar is also an investor in Rwanda. This allows Rwanda to avoid being dragged to the negotiating table by critical western powers.

    Next steps

    The intensity of the conflict has slowed down somewhat, with the M23 rebel alliance having announced a ceasefire and unilateral action to “withdraw” from some of the areas they have recently captured.

    Whether this is a strategic compromise in response to the now forceful demand for Rwanda to cease its active support and intervention is unclear. It is notable that Qatar has now directly invited the rebels to the table.

    Once known as the darling of the west, most notable for clean and efficient government, a good business environment and unquestioned security and stability, Rwanda may have reached an inflection point with its flagrant DRC intervention. The change in western attitude may mark a more critical epoch in relations.

    In 2025, the Traffic Management Center (TMC) plans to organize 20 pedestrian crossings in the Troitsky and Novomoskovsky administrative districts of Moscow. For example, two of them will appear on 1st Vatutinskaya Street in the Troitsk district near a residential complex. Thus, pedestrians will be able to safely and comfortably cross the road to the buildings of School No. 1392, the sports complex and the Sports Park.

    “On the instructions of Sergei Sobyanin, we continue to improve the comfort and safety of movement in the capital. Every year, thanks to the projects of the road curators of the TsODD, more than a thousand changes are implemented in the city. Thus, in TiNAO this year, specialists will prepare about 40 projects – according to them, the plans include organizing 20 pedestrian crossings, equipping 10 safety islands, changing the speed limit on two sections and making additional lanes on 10 sections,” said the Deputy Mayor of Moscow for Transport and Industry

    Maxim Liksutov.

    In addition, additional traffic lanes are planned for five sections. One of them will appear at the exit from Centralnaya Street (Vnukovo settlement) to Kievskoye Highway in the direction of the center. Thanks to the changes, the capacity of the exit will increase.

    It is also planned to change the speed limit on two sections of major highways. For example, on the Varshavskoye Shosse section from Molodtsovskiy Proezd to Obvodnaya Doroha, the maximum permitted speed will increase from 60 to 80 kilometers per hour. This will reduce travel time and ensure smooth traffic flow on the section from Kashirskoye Shosse to Obvodnaya Doroha.

    Among other things, it is planned to arrange 10 safety islands. Thus, two of them will appear on Voronovsky Rubezh Street near the LMS settlement. Thanks to the innovations, residents of the Voronovo district will be able to safely cross the road, heading to the forest park zone and public transport stops.

    When developing changes to traffic patterns, the TsODD curators take into account the opinions of the capital’s residents. The wishes of the city residents are passed on to the relevant services, departments and prefectures in order to improve the safety of movement around the city and make it more comfortable. In addition, the curators design changes in those places where the current traffic pattern is outdated or requires revision. For example, additional pedestrian crossings are made on routes to new metro stations, the Moscow Central Circle, Moscow Central Diameters and public transport stops. And when traffic is launched on new roads, traffic patterns on nearby streets are reviewed in order to evenly distribute traffic flows.

    In 2024, 52 energy and housing and utilities facilities, including transformer substations, heating stations and drainage pumping stations, were decorated with graffiti. This was reported by the city economy complex.

    Thanks to the cooperation between the single heat supply organization of Moscow, PAO MOEK, and the Russian Football Union, portraits of the participants of the Russian Women’s Football Super Cup were placed at four heating points at once.

    At the request of residents of houses on Aviakonstruktora Mikoyan Street, a portrait of the famous aircraft developer, after whom the street is named, was depicted on the transformer substation of JSC OEK. And the famous military leader, commander of the USSR long-range aviation, was depicted on the heating station on Marshal Golovanov Street.

    Artists are often inspired by biographies and works of famous figures in art, literature and music. Thus, a drawing on a transformer substation on Novoslobodskaya Street was dedicated to the author of the famous “Divine Comedy” Dante Alighieri. A portrait of Muslim Magomayev and lines from his song about the capital “The Best City on Earth” appeared on the walls of another substation on Abramtsevo Street.

    Many design projects were dedicated to the Year of the Family, which was declared for the past 2024. For example, scenes from the lives of sports and creative families decorated nine transformer substations of JSC OEK in the courtyards of different districts of Moscow.

    A mural dedicated to a significant event in the life of the city also appeared. On Savelyeva Street, near the Sportivnaya metro station, on the transformer substation of PAO Rosseti Moscow Region, graffiti was painted dedicated to the Muscovites’ favorite forum-festival “Territory of the Future. Moscow 2030”, which was held in the Luzhniki Olympic Complex last year. The author of the drawing was a young visitor who won the power engineers’ competition for the best model.

    In 2024, the capital’s drainage facilities were decorated for the first time. Images were applied to 11 drainage pumping stations of the State Unitary Enterprise Mosvodostok, which are necessary for transporting surface wastewater. On Perervinsky Boulevard in the Maryino district, a lighthouse and marine fauna were depicted on the structure, on Samarkandsky Boulevard in the Vykhino-Zhulebino district – flowers, plants and trees, on Volokolamskoye Highway in Pokrovskoe-Streshnevo – birds, and on Kulneva Street in Dorogomilovo – leaves of exotic plants.

    In addition, JSC Ecotechprom, together with students from the College of Architecture, Design and Reengineering No. 26, implemented an art project to create New Year’s graffiti on “bell”-type containers for collecting recyclable materials. At the end of December, students decorated two containers in the People’s Park “Kozhukhovo” (10 Trofimova Street), in Vorontsovsky Park (9 Vorontsovskie Prudy Street, Building 2) and in Yekaterininsky Square (15/1 Sadovaya-Samotechnaya Street).

    It is strictly forbidden to apply graffiti in the capital without permission. To place them, you must obtain the consent of the building owners and a technical report on the condition of the wall, then submit an application toDepartment of Housing and Public Utilities of the City of Moscow, attaching a draft drawing and a render. If a positive decision is made, the project is submitted for discussion to the interdepartmental commission.

    Since the end of the 1994 genocide, countries such as the UK, the US and France were willing to give Rwanda a less than critical pass when it was accused of destabilising its bigger neighbour, the Democratic Republic of Congo (DRC). They averted their gaze from its domestic heavy handedness, particularly its constraining of democratic space and human rights.

    But there has been a sharp turn in sentiment. For the first time, the western powers, as well as China, have begun to call out Rwanda on its behaviour.

    Western actors have grown exasperated with Rwanda’s impunity and have been forced to change tack. Quiet shuttle diplomacy, notably by the Biden administration and the EU, has failed to achieve Rwandan restraint. And as a humanitarian crisis grew, they saw more forceful and overt actions as necessary.

    Concerned about the rising level of violence and humanitarian catastrophe in the DRC, western powers through the UN general assembly and security council called for restraint, dialogue and de-escalation. France, Belgium, Germany, the US, Canada and the EU also condemned the escalating violence and Rwanda’s role. The growing consensus culminated in firmer and direct sanctions against individual Rwandan actors and entities and suspension of economic and trade cooperation.

    I have been a long time scholar of and commentator on African regime types, political governance and conflict, with a focus on Rwanda. It’s my view that Rwanda’s escapades in eastern DRC have had a detrimental impact on the goodwill long extended to the Kigali regime. What happens next will depend on its response.

    Rwanda’s role in the DRC

    There is little doubt about Rwanda’s involvement in conflict and instability in the eastern DRC. The reports from the security council and UN bodies have provided sufficient evidence of this.

    Since 2012, Rwanda has been accused of being the patron behind the Movement of March 23 (M23) rebel group. The M23 and its associated alliances have been fighting the DRC government, purportedly to protect the rights of Congolese Tutsis.

    For its part, Rwanda has pointed to the danger posed by remnants of security forces involved in the 1994 genocide. The forces fled into the DRC and are still hell bent on causing instability in Rwanda, Kigali claims. The other grievance is that the forces are backed by the DRC regime and have been responsible for persecuting Congolese Tutsis.

    Between 2012 and 2018, the M23 group had a limited level of military success. In 2012 it captured the eastern DRC city of Goma but was forced to relinquish it after just 10 days.

    In the latest escalation of fighting the group has made significant gains, recapturing Goma and capturing the bigger Bukavu and other areas.

    M23’s success has been attributed to the sustained and systematic support Rwanda has given the group, according to the UN report and security council resolution 2773.

    Support has included sophisticated weaponry and boots on the ground, conservatively estimated at over 4,000 soldiers. Faced with demotivated, ill-trained and poorly coordinated DRC military capabilities, the M23 success was almost inevitable.

    The turnaround

    In August 2023 and again on 20 February 2025, the US slapped sanctions on key players in Rwanda and the M23 Alliance. The EU and the UK then paused some economic support for Rwanda. This was a strategic signal from the big powers.

    Germany then froze aid, Belgium’s rebuked the country and the EU called for stronger penalties, among them a ban on Rwanda’s mineral industry. This was to force Rwanda to rein in or rethink its activities in the DRC and be a constructive rather than disruptive partner.

    Belgium has had historical relations with both Rwanda and the DRC, having been the last colonial authority. Rwanda took specific exception to Belgium’s action by cutting diplomatic relations. It also took a more belligerent posture in the UN security council.

    While this is seen as a non-compromising stance, it is against a lesser western power than the US or the UK. This could be taken as Rwanda saving face while working out an exit strategy to avoid escalating tensions with western powers or provoking far reaching coordinated action.

    It is notable that Qatar (and not a western or African power) has taken a lead in chaperoning talks between the conflict parties. This couldn’t have been without the blessing of the US, given the close relationship Qatar enjoys with the US as conflict resolution partners. Qatar is also an investor in Rwanda. This allows Rwanda to avoid being dragged to the negotiating table by critical western powers.

    Next steps

    The intensity of the conflict has slowed down somewhat, with the M23 rebel alliance having announced a ceasefire and unilateral action to “withdraw” from some of the areas they have recently captured.

    Whether this is a strategic compromise in response to the now forceful demand for Rwanda to cease its active support and intervention is unclear. It is notable that Qatar has now directly invited the rebels to the table.

    Once known as the darling of the west, most notable for clean and efficient government, a good business environment and unquestioned security and stability, Rwanda may have reached an inflection point with its flagrant DRC intervention. The change in western attitude may mark a more critical epoch in relations.

    Many of us turn to Sudoku, Wordle or brain-training apps to sharpen our minds. But research is increasingly showing one of the best ways to boost memory, focus and brain health is exercise.

    Our new research reviewed data from more than 250,000 participants across 2,700 studies. We found exercise helps boost brain function – whether it’s walking, cycling, yoga, dancing, or even playing active video games such as Pokémon GO.

    Moving your body improves how we think, make decisions, remember things and stay focused – no matter your age.

    What the science says

    Our review adds to a growing body of research that shows regular physical activity improves three key areas of brain function:

    • cognition, which is your overall ability to think clearly, learn and make decisions

    • memory, especially short-term memory and the ability to remember personal experiences

    • executive function, which includes focus, planning, problem-solving and managing emotions.

    We conducted an umbrella review, which means we looked at the results of more than 130 high-quality research reviews that had already combined findings from many exercise studies. These studies usually involved people starting a new, structured exercise program, not just tracking the exercise they were already doing.

    To assess the effects on cognition, memory and executive function, the original studies used a range of brain function tests. These included things like remembering word lists, solving puzzles, or quickly switching between tasks – simple activities designed to reliably measure how well the brain is working.

    The improvements were small to moderate. On average, exercise led to a noticeable boost in cognition, with slightly smaller but still meaningful gains in memory and executive function.

    The benefits showed up across all age groups, though children and teens saw major gains in memory.

    People with attention-deficit hyperactivity disorder (ADHD) showed greater improvements in executive function after physical activity than other population groups.

    The brain started responding fairly quickly – many people experienced improvements after just 12 weeks of starting regular exercise.

    Generally, the greatest benefits were seen in those doing at least 30 minutes of exercise on most days of the week, aiming for a total of about 150 minutes per week.

    What’s happening in the brain?

    Activities such as walking or cycling can increase the size of the hippocampus, the part of the brain responsible for memory and learning.

    In one study, older adults who did aerobic exercise for a year grew their hippocampus by 2%, effectively reversing one to two years of age-related brain shrinkage.

    More intense workouts, such as running or high-intensity interval training, can further boost neuroplasticity – the brain’s ability to adapt and rewire itself. This helps you learn more quickly, think more clearly and stay mentally sharp with age.

    Another reason to get moving

    The world’s population is ageing. By 2030, one in six of people will be aged over 60. With that comes a rising risk of dementia, Alzheimer’s disease and cognitive decline.

    At the same time, many adults aren’t moving enough. One in three adults aren’t meeting the recommended levels of physical activity.

    Adults should aim for at least 150 of moderate exercise – such as brisk walking – each week, or at least 75 minutes of more vigorous activity, like running.

    It’s also important to incorporate muscle-strengthening exercises, such as lifting weights, into workouts at least twice a week.

    Everyday movement counts

    You don’t need to run marathons or lift heavy weights to benefit. Our study showed lower-intensity activities such as yoga, tai chi and “exergames” (active video games) can be just as effective – sometimes even more so.

    These activities engage both the brain and body. Tai chi, for instance, requires focus, coordination and memorising sequences.

    Exergames often include real-time decision-making and rapid response to cues. This trains attention and memory.

    Importantly, these forms of movement are inclusive. They can be done at home, outdoors, or with friends, making them a great option for people of all fitness levels or those with limited mobility.

    Although you may already be doing a lot through daily life – like walking instead of driving or carrying shopping bags home – it’s still important to find time for structured exercise, such as lifting weights at the gym or doing a regular yoga class, to get the full benefits for your brain and body.

    Real-life applications

    If you’re a grandparent, consider playing Wii Sports virtual tennis or bowling with your grandchild. If you’re a teenager with signs of ADHD, try a dance class, and see if it impacts your concentration in class. If you’re a busy parent, you might be more clear-headed if you can squeeze a 20-minute yoga video session between meetings.

    In each of these cases, you’re not just being active, you’re giving your brain a valuable tune-up. And unlike most brain-training apps or supplements, exercise delivers far reaching benefits, including improved sleep and mental health.

    Workplaces and schools are starting to take note. Short movement breaks are being introduced during the workday to improve employee focus.

    Schools that incorporate physical activity into the classroom are seeing improvements in students’ attention and academic performance.

    Exercise is one of the most powerful and accessible tools we have for supporting brain health. Best of all, it’s free, widely available and it’s never too late to start.

    2024–25 ACT Budget snapshot – Gungahlin

    • A new North Gungahlin Health Centre
    • More community facilities for the region

    With the ACT’s population set to reach 500,000 people by the end of 2027, the 2024–25 ACT Budget is funding the services and infrastructure this growing city needs.

    Through this year’s Budget, the ACT Government is delivering more public health services, providing cost of living relief for those who need it most, and improving housing choice, access and affordability.

    Some of the projects funded in Gungahlin include:

    The new North Gungahlin Health Centre

    The 2024–25 ACT Budget will include funding for the design and construction of a new health centre in North Gungahlin.

    The North Gungahlin Health Centre will be built on Kingsland Parade in Casey, conveniently close to the shopping centre and other facilities.

    The centre will provide more free health services closer to where people need them, with easier access to preventative health services and treatment for chronic disease.

    More community facilities

    The ACT Government is currently working through additional community uses for the remaining blocks on the 2.4-hectare site in Casey.

    This includes:

    • an indoor sports facility to provide local residents, sporting groups and organisations with access to better amenities
    • a new ACTAS Ambulance and Fire Station, which will enhance response times to emergency incidents as the Gungahlin community grows.

    The Government has already committed to a study on traffic and transport improvements surrounding the Casey Group Centre.

    The 2024–25 ACT Budget will also support:

    • design and construction of a Gungahlin Community Centre
    • Yerrabi District Park upgrades
    • upgrades to the Joint Emergency Services Centre
    • planning and design for a new combined emergency services site in Casey
    • a new community tennis facility in Gungahlin in partnership with Tennis Australia and Tennis ACT.

    Road upgrades across Gungahlin

    The Government will undertake planning for priority road works in the Gungahlin District identified from the Gungahlin Transport Plan.

    This includes possible road widening and intersection upgrades to deliver more efficient and sustainable transport modes to manage traffic growth and to improve safety and travel times.

    This initiative will be jointly funded through the National Partnership Agreement on Land Transport Infrastructure with the Commonwealth Government.

    Path improvements throughout the region

    Funding received through the 2024–25 ACT Budget will see improvements made to paths across the Gungahlin.

    Walkers, cyclists and those riding scooters can expect to see better line marking, completed missing links and more lighting as they exercise or head to and from work.

    More housing for Gungahlin

    The ACT Government’s Indicative Land Release Program for 2024–25 to 2028–29 will help cater to the ACT’s growing population.

    As part of the program, 3,045 new homes are planned for the Gungahlin region.

    More funding for mowing and horticulture

    The combination of unpredictable weather and a growing city have increased demands on those taking care of Canberra’s grass, trees, weeds and gardens.

    The Budget includes funding for 10 full-time positions and eight additional mowers to deliver an expanded baseline capacity in our mowing teams.

    In the low season, mowing crews will assist with horticultural work across the city, including weeding, road edging and maintenance.

    Support for education

    The region will benefit from a new suite of system-wide literacy and numeracy initiatives, called Strong Foundations, being rolled out across ACT public schools. The program will ensure all students have access to consistent, high-quality literacy and numeracy education.

    The Budget will also include funding to:

    • deliver a second college for Gungahlin
    • expand Margaret Hendry Primary School
    • the development of Agnes Shea High School in Taylor, which will cater to up to 800 students.

    There will also be a range of school upgrades across Canberra as part of the ACT Government’s annual Asset Renewal Program.

  • MIL-OSI New Zealand: Tiny Tara iti travels near and far

    Tara iti/NZ fairy tern is New Zealand’s rarest endemic breeding bird. With fewer than 45 individuals, the tara iti is nationally critical and despite intensive management has teetered on the brink of extinction since the 1980s.

    Senior Biodiversity Ranger Alex Wilson says the tiny Tara iti weighs a mere 70 grams, but the youngster from a “plucky and feisty” species clocked up more than 1700 km during four epic flights in February and March. The bird, part of the DOC-Auckland Zoo Tara iti captive rearing programme is fitted with a small “backpack” transmitter to track its movements.

    Over two days in late February, the little Tara iti covered 508 km on a trip around Northland, leaving from and returning to Kaipara Harbour. Two weeks later, in mid-March, it set off on the first of two visits to Thames in Coromandel, covering more than 600 km in total.

    “Its final effort was the most impressive, leaving Kaipara on 21 March, arriving in New Plymouth late the next day – clocking up 324 km,” Alex says.

    “Over the course of the next three days it returned to Kaipara – with a stop at Kawhia on the way – adding a further 320 km to its journey.”

    Alex says it’s not clear why or whether all juvenile Tara iti travel so far, or whether adults also accompany them.

    “Up until now we have had to rely on incidental reports of juvenile Tara iti outside their known habitats – so the tracking data from this bird gives valuable insight into the capabilities of young birds.

    “A better understanding of their movements and habitat use is a vital development for the programme and the species survival,” she says.

    “We’re encouraging people around the North Island to keep an eye out for Tara iti, and report sightings to taraiti@doc.govt.nz, because they could be popping up in all these places,” Alex says.

    The public can now donate directly to Tara iti recovery project.

    Over the next five years, the NZ Nature Fund in partnership with DOC is seeking to raise $1.57 million for tara iti conservation from public donors and philanthropists. The funds will be used to accelerate DOC’s tara iti recovery programme and ensure the species survives beyond the next 50 years through a number of initiatives such as;

    • Developing between three and five new safe breeding sites within the birds existing habitat range, but outside the four main current nesting sites.
    • Creating new habitats with shell patches at the existing and new breeding sites.
    • Expanding the buffer predator control range so all tara iti breeding have sufficient control to ensure protection.

  • MIL-OSI New Zealand: Employment – When a pay rise is a pay cut – Briscoes and Rebel Sport workers to strike – Workers First Union

    Workers First Union members who work for major retailers Briscoes and Rebel Sport have rejected a deal containing pay ‘increases’ below the rising cost of living and have voted to begin strike action today by making their feelings about the “disappointing” pay offer known publicly (a ‘media strike’).
    Samuel Gilray, a sales assistant at Rebel Sport in Christchurch who has worked for the company for around 18 years, said workers were frustrated with the Briscoe Group’s approach to pay negotiations and were striking for a better future.
    “I like my job, and I like working for the company, but the last two years have been some of the most stressful of my working life and many of us are feeling frustrated after these negotiations,” said Mr Gilray.
    “This is one of the most successful New Zealand companies and they don’t seem to think we deserve an actual pay rise that takes us forwards rather than backwards.”
    “That little extra to take us into positive territory could be the difference between people going to work motivated and happy rather than disappointed and under financial pressure.”
    Nicholas Mayne, Workers First Union organiser, said that the Briscoe Group operated 90 stores in New Zealand (47 Briscoes and 43 Rebel Sport), and despite making over $60m in profit for the year ended January 2025, the company would not offer a pay increase to workers that met the rate of the current rising cost of living ( 3% for the 12 months to December 2024 quarter).
    “It’s a poor wage offer to Briscoes and Rebel Sport workers,” said Mr Mayne. “After another busy year of trading and tens of millions in profit, the company are offering our members an effective pay cut for 2025-26.”
    “Workers want to make their feelings known and expose the fact that one of our most well-known homewares brands doesn’t believe staff are worth a wage that keeps up with increasing household costs.”
    “It’s distasteful and miserly, and the company’s offer to members is well below the current living wage and well below what is tolerable for another year of hard work in the retail sector ahead.”
    Troy Johnston, a storeperson at Briscoes Petone, said that his store was “awesome” to work for, but workers deserved better from the current negotiations.
    “A lot of people have worked for the company for years, even decades – but with no real growth in wages, lately it has been feeling more like a part-time job for students,” said Mr Johnston.
    “You want to do better than just getting by. You want to save, expand your knowledge in the job, and not be held back by the financial pressure.”
    Mr Mayne said the formal strike notice was for “non-compliance with any and all employer requirements to refrain from speaking to news media” and would be continuous until a collective agreement is ratified.

  • MIL-OSI USA: From FIRST Robotics to NASA Rockets: Angel Saenz’s Journey to White Sands

    Long before joining NASA’s Test and Evaluation Support Team contract in October 2024, Angel Saenz was already an engineer at heart.
    A STEM education program at his high school helped unlock that passion, setting him on a path that would eventually lead to NASA’s White Sands Test Facility in Las Cruces, New Mexico.

    The program – FIRST Robotics Competition – is run by global nonprofit, FIRST (For Inspiration and Recognition of Science and Technology). It was the brainchild of prolific inventor Dean Kamen, best known for creating the Segway.
    In what the organization calls “the ultimate sport for the mind,” teams of students spend six weeks working under adult mentors—and strict rules—to design, program, and build industrial-sized robots before facing off in a themed tournament. Teams earn points for accomplishing various engineering feats, launching, grappling, and climbing their way through the obstacles of a game that’s less football and more American Ninja Warrior.
    Competing during the 2013 and 2014 seasons with the White Sands-sponsored Deming Thundercats, Saenz said FIRST was a link between abstract mathematical ideas and real-world applications.
    “Before joining FIRST, equations were just something I was told to solve for a grade, but now I was applying them and seeing how they were actually useful,” he said.
    By turning education into an extracurricular activity as compelling as video games and as competitive as any varsity sport, FIRST completely reshaped Saenz’s approach to learning.
    “There are lots of other things kids can choose to do outside of school, but engineering was always that thing for me,” he said. “I associate it with being a fun activity, I see it more as a hobby.”
    That kind of energy—as any engineer knows—cannot be destroyed. Today Saenz channels it into his work, tackling challenges with White Sand’s Composite Pressure group where he tests and analyzes pressure vessel systems, enabling their safe use in space programs.
    “Having that foundation really helps ground me,” he said. “When I see a problem, I can look back and say, ‘That’s like what happened in FIRST Robotics and here’s how we solved it.’”
    Deming High School teacher and robotics mentor David Wertz recognized Saenz’s aptitude for engineering, even when Saenz could not yet see it in himself.
    “He wasn’t aware that we were using the engineering process as we built our robot,” Wertz said, “but he was always looking for ways to iterate and improve our designs.”
    Saenz credits those early hands-on experiences for giving him a head start.
    “It taught me a lot of concepts that weren’t supposed to be learned until college,” he said.
    Armed with that knowledge, Saenz graduated from New Mexico State University in 2019 with a dual degree in mechanical and aerospace engineering.
    Now 28 years old, Saenz is already an accomplished professional. He adds White Sands to an impressive resume that includes past experiences with Albuquerque-based global manufacturing company Jabil and Kirtland Airforce Base.
    Though only five months into the job, Saenz’s future at White Sands was set into motion more than a decade ago when he took a field trip to the site with Wertz in 2013.
    “The kind invitations to present at White Sands or to take a tour of the facility has inspired many of the students to pursue degrees in engineering and STEM,” Wertz said. “The partnership continues to allow students to see the opportunities that are available for them if they are willing to put in the work.”
    In a full-circle moment, Saenz and Mr. Wertz recently found themselves together at White Sands once again for the 2024 Environmental, Innovation, Safety, and Health Day event. This time not as student and teacher, but as industry colleagues in a reunion that could not have been better engineered.

    FATHERS WITH THEIR CHILDREN

    HONOLULU — The recreation field at Waiawa Correctional Facility (WCF) was abuzz with joy and laughter as fathers reunited with their children for Easter Keiki Day Sunday, April 6, 2025.

     

    WCF hosted the Easter Keiki Day event in collaboration with Keiki O Ka ʻĀina (KOKA) Family Learning Centers for 16 fathers, 23 children, six adult children and 13 caregivers.

     

    During the three-hour event, fathers and their children played activities and games that included soccer, volleyball and tossing a football to one another. Families also decorated egg-and-bunny-shaped sugar cookies and took photos with the Easter Bunny.

     

    Director Tommy Johnson of the Department of Corrections and Rehabilitation greeted fathers, children, staff and KOKA volunteers. “Reuniting fathers with their children on Keiki Day helps remind fathers what’s important which is family,” Director Johnson said.

     

    Executive Director Momi Akana of Keiki O Ka ʻĀina (KOKA) Family Learning Centers said fathers who remain connected with their children and maintain a strong relationship with their keiki before they are released from custody “have a much better chance of being successful once they go home.”

     

    During the event, fathers and their children also enjoyed an ʻono lunch of chili, hot dogs, chicken nuggets, nachos with jalapeño cheese sauce, rice and assorted fresh cut fruits. Strawberry cupcakes, carrot cake cookies with cream cheese frosting, ice cream and popsicles were also served.

     

    Nearly a dozen KOKA volunteers as well as five incarcerated men who helped at the event organized an easter egg hunt where children filled their baskets with pastel-colored eggs. Children also received a gift bag with new toys donated by KOKA and its community partners.

     

    The fun-filled event ended with a water balloon fight where fathers and children erupted with laughter and giggles.

  • MIL-OSI Africa: Tygervalley Home Affairs office opens its doors to the public

    A new state-of-the-art Home Affairs office, located in Tygervalley Shopping Centre in Bellville, Cape Town, served its first clients this morning in the presence of Home Affairs Minister Dr Leon Schreiber.

    The Minister officially opened the office earlier in the day.

    The new office features upgraded technology that integrates a camera at the counter, eliminating the need to queue for photos. It also only accepts prior bookings, ensuring that there are no queues. 

    “We are guided by our vision to deliver ‘Home Affairs @home’. This means that we are gradually bringing services closer to the people, including through our presence in malls. This process will eventually culminate in Home Affairs services also being offered at many more bank branches, and through online devices,” Minister said.

    “The people of Bellville and surrounds will now experience the meaning of our commitment to deliver dignity for all. Every day, we are making progress, together,” the Minister said.

    On Saturday, the Minister also opened a Home Affairs office in Mitchells Plain.

    The new office is modern and spacious, with 250 seats (it previously had 50). It also includes upgraded technology like cameras installed directly at each counter, which eliminates the need to queue to take photos.

    “This new office serves as tangible proof to the people of Mitchells Plain that Home Affairs is delivering dignity for all. The vastly improved facilities and technology will transform their daily interactions with our services.

    “We have brought Home Affairs closer than ever to the people of Mitchells Plain and in the coming months, our plans to expand access to services through many more bank branches will take us closer still to delivering ‘Home Affairs @ home,” Schreiber said.

  • MIL-OSI Australia: Funding boost for new Canberra Convention and Entertainment Centre

    The 2024-25 ACT Budget includes funding for the planning and development of a new Canberra Convention and Entertainment Centre.

    The ACT Government will provide funding in the 2024-25 ACT Budget to continue the planning and development of a new Canberra Convention and Entertainment Centre.

    The centre will form part of an events and entertainment precinct proposed for the south-east section of the CBD that includes the current convention centre site and the Canberra Olympic Pool site.

    Master-planning for the new precinct will see concept designs developed for an integrated convention and entertainment centre for live music, events and performances.

    The ACT Government will invest in site investigations and concept design options for the replacement of the ageing Canberra Olympic Pool to provide aquatic facilities for the city’s growing population in Commonwealth Park.

    The ACT Government will continue to work with the Australian Government under the National Capital Investment Framework and through the Urban Precincts and Partnerships Program to progress infrastructure projects such as the Convention and Entertainment Centre.

    As Canberra’s population nears half a million people, this project is important for the local tourism and business sector, ensuring Canberra is a more attractive tour option for live music and entertainment.

    Bruce Sports, Health, and Education Precinct update

    Further funding will be provided in the 2024-25 ACT Budget to progress development of the Bruce Sports, Health, and Education Precinct.

    The ACT Government intends to partner with the Commonwealth Government to develop a mixed-use urban renewal precinct, which will include housing, commercial, hospitality and retail opportunities to support sport, health and education infrastructure projects.

    Through the 2024-25 Budget, the Government will also progress planning for the new Northside Hospital, a renewed CIT campus and a new stadium.

    This work will complement the Commonwealth Government’s AIS precinct renewal announced in the recent Federal Budget.

    The Government will consider options for the development, including the optimal delivery model and the declaration of an urban renewal site.

    This declaration will help coordinate ACT Government Directorates and agencies to work together on the precinct planning.

    Budget funding will help build Canberra’s international business and trade connections and grow the city’s visitor economy.

    This will continue to diversify the economy through the local tourism industry.

    It will create more local jobs and make it easier for international visitors to come to Canberra.

    More affordable air travel

    One priority is making it easier and cheaper to fly into Canberra.

    The Government will continue to invest in the Aviation Stimulus Fund to attract more direct domestic and international flights to and from the city.

    Investments made through this fund in 2023 gave the ACT economy a significant boost.

    Driving growth in international markets

    The Government is committed to bringing more leisure visitors to Canberra.

    Enhanced marketing, trade links and continued representation in Singapore, South-east Asia and India will help facilitate this.

    The United States is currently the ACT’s strongest international visitor market. This makes it a key growth market for many Canberra businesses.

    Building on last year’s trade mission, Budget investment will target in-market activity to provide growth opportunities in the US for the ACT’s tourism, trade and business sectors.

    Funding will also help promote Canberra tourism in China.

    The 2024–25 Budget will support the many Canberra‑based businesses with existing connections to these international markets, as well as those first entering them.

    Quality events in Canberra

    Canberra continues to attract quality international events.

    Budget funding will bring the British and Irish Lions Tour to Canberra on 9 July 2025, to play the ACT Brumbies.

    The British and Irish Lions Tour is the biggest rugby event outside of the Rugby World Cup.

    Improved signage

    Funding will improve signage around Canberra, including:

    • in ACT’s parks and nature reserves – a key drawcard for tourism
    • entrance signage along the Barton Highway – to improve the experience for those arriving in Canberra
    • wayfinding and other signage for major events like Floriade and the Enlighten Festival.

    Recognising Canberra

    The ACT Government will continue to sponsor the Canberra Region Tourism Awards.

    These allow the local tourism sector to be recognised nationally and elevate Canberra as a tourist destination.

    The Brand Canberra program will also be supported to continue promoting the city as a great place to live work and study.

    All these initiatives will continue to build Canberra’s profile as a tourism, trade and business destination.

    TV star Ben Grylls says he does it for survival – and teaches his reality show contestants to do the same. Mexican boxer Juan Manuel Márquez practised this therapy to train for his 2009 fight with Floyd Mayweather Jr (he lost). Former Indian prime minister Morarji Desai claimed a daily glass of the stuff was a remedy for many diseases and contributed to his longevity.

    What is the therapy these celebrities practice? Urophagia, also known as urine therapy, is the practice of drinking urine.

    Whether the urine is your own, someone else’s or even obtained from an animal, people have been drinking pee as medicine for thousands of years. Most claims about urine therapy are based on anecdotes or ancient texts with no robust scientific evidence to support the benefits of urine therapy. There is evidence to show that drinking urine has a number of health risks, however,

    In Indian Ayurvedic medicine, urine was used to treat asthma, allergies, indigestion, wrinkles and even cancer. The Roman poet Catullus believed urine helped to whiten teeth – possibly due to its ammonia content.

    As a rudimentary test for diabetes, doctors used to taste urine to check how sweet it was. Now, of course, we have urine test strips to check for glucose in the urine.

    In 1945, British naturopath John W. Armstrong published a book called “The Water of Life: A Treatise on Urine Therapy.” He claimed that drinking one’s own urine and massaging it into the skin could cure major illnesses.

    Historically, drinking pee to treat illnesses may have made sense because of a lack of medical alternatives. But, as the urine-sipping celebrities above show, the practice is still followed today.

    There are reported cases of using urine for home remedies to treat seizures in children in Nigeria. The China Urine Therapy Association claims that drinking and washing with urine can cure constipation and skin sores.

    Waste not, want not?

    Urine is made by the body to get rid of waste. It is mostly made up of water (about 95%) and several waste products, including urea (2%), which is made by the liver after breaking down proteins in the body, creatinine, which is left over from energy-releasing processes in the muscles, and salts. If urine is just waste, how could drinking it be beneficial?

    The kidneys act as regulators – not just to get rid of any toxins but to remove anything that it doesn’t need. For example, excess vitamins that aren’t needed by the body are found in urine.

    Drinking urine means these vitamins and minerals are getting recycled instead of being wasted – this also goes for other hormones, proteins and antibodies that can be found in urine. However, the amounts of these substances in a glass of urine are unlikely to be enough to be beneficial and a vitamin supplement may be more effective.

    Some advocates of urine therapy believe it can help prevent allergic reactions and control autoimmune conditions. The antibodies in the urine are supposed to make the immune system stronger.

    Other modern uses also include cleansing and detoxification – some people have claimed that continually drinking recycled urine leads to cleaner urine and blood by removing toxins and leading to better overall health.

    However, there’s no scientific evidence to support any of these claims.

    Some social media influencers claim that urine has healing properties and drinking or applying it to the skin can help skin conditions such as acne and infections. As mentioned, urine does contain urea, which is often added to skin care products as a moisturiser. But the concentration of urea in urine is unlikely to be high enough to have this effect.

    Urine also contains dehydroepiandrosterone, a steroid hormone produced by the body that declines with age, which has been marketed as an anti-ageing ingredient – but there isn’t enough data to demonstrate its efficacy.

    Risky business

    Some advocates of urine therapy believe that urine is sterile. However, research has found that urine naturally contains low levels of bacteria and research shows that bacteria can further contaminate the urine when it leaves the body. Drinking urine, then, can introduce bacteria and toxins into the gut and potentially cause further illness like stomach infections.

    Urine becomes more concentrated when it comes out again – the kidneys may have to work harder to filter out the excess, putting extra strain on them. The kidneys need water to process these salts.

    Drinking urine means you have to pee out more water than you get from it, which speeds up dehydration – it’s similar to drinking seawater. Some drugs, such as penicillin antibiotics or heart medicines, are also excreted in the urine – by drinking urine, it can cause toxic levels of these drugs to build up in the body.

    Mainstream medical communities do not endorse urine therapy as it lacks scientific evidence. Small amounts of urine drinking are unlikely to be harmful. But for tangible health benefits, other therapies with scientific evidence may be the way to go.

    Paula Radcliffe’s Families on Track relay event is returning to Silksworth on Sunday 13 April from 1pm.

    Families are being invited to join in this fun family fitness event at Silksworth Sports Complex on the recently refurbished Silksworth Athletics Track. As a group, families need to complete the 8k (8,000 meters) of continuous running loops of various distances from 200m, 400m and 800m. Families can choose any combination of loops but must run a combined total of 8k. These loops are run individually before running the final stretch to the finish line all together.

    Each team can be between three to five people, of which at least one must be under 16 and at least one over 18.

    The relay event will give the whole family a chance to be active together, no matter their fitness level. This will be the first event to take place on the recently refurbished Silksworth Athletics Track which received £230,000 worth of funding from Everyone Active last November.

    The event takes place on a closed running track and will be a safe and fun event. Everyone who completes the event will receive a medal, t-shirt and goodie bag.

    After the run, families can extend their day of fun and fitness and participate in a range of rugby skills delivered by Active Sunderland and partners. This will take place on the 3G pitches near the athletics track. Anyone can take part no matter your age or ability and even without any experience of rugby. This is part of a Community Rugby programme delivered in the city in advance of Sunderland hosting the opening game of the Women’s Rugby World Cup on Friday 22 August at the Stadium of Light.

    Come along and take part in some rugby themed games and try something new between 2pm and 4pm.

    Councillor Beth Jones, Cabinet Member for Communities, Culture and Tourism at Sunderland City Council, said: “It is fantastic to see this event taking place and bringing families together for a fun day of exercise and sport.

    “Paula Radcliffe’s Families on Track event is always so popular, it’s great to see it come back on our newly refurbished athletics track. And the free rugby skills sessions following are a good opportunity for residents to learn the sport and try something new ahead of the Women’s Rugby World Cup this summer.
