    San Marino: Mr. Kenji Okamura, Deputy Managing Director of the International Monetary Fund (IMF), issued the following statement today in San Marino at the end of his visit:

We discussed plans to continue building fiscal buffers by containing spending, advancing income tax reforms and introducing VAT.     “In addition, we discussed the authorities’ efforts to reduce financial sector vulnerabilities, including resolving banking sector legacy issues and addressing nonperforming loans, via securitization and strengthened bank regulations. While banks’ liquidity, capitalization, and profitability have improved, banks will need to improve their cost efficiency to ensure long-term viability. I welcomed the progress in implementing the Anti-Money Laundering / Countering the Financing of Terrorism framework.”

  • MIL-OSI Security: Art dealer charged as part of Met investigation into terrorist financing

    An art dealer from London has become the first person to be charged with a specific offence under section 21A of the Terrorism Act 2000.

    Oghenochuko Ojiri, 53 (05.05.72), of west London, has been charged following an investigation into terrorist financing by officers from the National Terrorist Financial Investigation Unit (NTFIU), part of the Met’s Counter Terrorism Command.

    Following authorisation from the Crown Prosecution Service, he has been charged with eight counts of failing to make a disclosure during the course of business within the regulated sector, contrary to section 21A of the Terrorism Act 2000. The charges relate to a period from October 2020 to December 2021.

    Ojiri is due to appear at Westminster Magistrates’ Court on Friday, 9 May.

    The investigation has been carried out in partnership with the Office of Financial Sanctions Implementation (OFSI) in HM Treasury, HMRC (the organisation that regulates the art sector), and the Met’s Arts & Antiques Unit.

    Good morning and a warm welcome to everyone, it’s a pleasure to be here.

    Let me start by thanking AML Solutions for giving me the opportunity to speak on the 10th anniversary of the AML Summit. 

    I know you have a busy and interesting schedule to look forward to over the next couple of days.  This year’s conference theme is aptly named “The evolution of Risk”.  I understand that the presentations will focus on supporting reporting entities to understand what best-practice compliance looks like under a reformed risk-based and flexible AML/CFT system. 

    This theme is future-focused – and touches on issues I have spent a lot of time thinking about and planning for since becoming responsible for the AML/CFT portfolio in my role as Associate Minister of Justice. 

    You will likely know that last year Cabinet approved my plans for an AML/CFT reform programme.  The objectives of legislative reform are to meet the objectives this government committed to in our coalition agreement: and that is to tackle organised crime and cut red tape.

    How can New Zealand reform AML/CFT regulation to reduce burden on industry and support a common-sense approach to compliance; while still ensuring we are well placed to tackle organised crime and protect our international reputation as a trusted place to do business? 

    How do we equip ourselves to deal with new and emerging challenges and threats in this space?  How can we harness new technologies to help us fight crime more effectively and make it easier and cheaper for businesses to defend themselves against money laundering? 

    How will we ensure that we, as a country, are doing our part in this inherently global fight – in a fractious world where the nexus of organised crime and international conflicts is growing? 

    Over the last year I have taken advice and considered many of the challenges facing the sector in detail.  Many of you in this room, or online, will have been involved in and contributed to this advice.  I am so grateful for your hard work and specialist contributions.  Your expertise is invaluable – it enables robust discussion and informed decision-making. 

    Now is the time to deliver on our coalition commitments.  The Act has now been in force for 11 years and we know the current system is not delivering as well as it could for New Zealanders, businesses, or for law enforcement. 

    This is because the laws and requirements are highly complex and not sufficiently risk based.  As a result, they can be repetitive and unnecessarily burdensome.  I have heard from many New Zealanders that the requirements are confusing, obstructive, and costly.

    Some of the examples they have given me illustrate how absurd these requirements can be. I ’ve heard from mothers who’ve told me they cannot open bank accounts for their child unless they are able to prove where their child lives. I’ve heard from elderly widows, who had relied on their husbands to take care of bills and are now unable to have a bank account in their own name because they have no written proof to say they live in their own home.  These are clear indications of how the system is failing to take a properly risk-based approach.

    Multiple reviews of the current system have also identified deficiencies that make it harder for the system to effectively deter and combat the criminal activity that we know is taking place in New Zealand. 

    At New Zealand’s latest mutual evaluation, the Financial Action Task Force (FATF) reported on several strengths in the New Zealand system but also highlighted that there is room for significant improvement. 

    I know you will be aware that compliance with international standards is incredibly important for New Zealand’s global reputation and financial standing.  We know that FATF recommendations are now tougher, and that there are still many actions from our last evaluation that we need to address.  Regulatory reform is needed to ensure we do well at our next evaluation. 

    But let’s not belabour what we already know about the deficiencies. Let’s instead focus on opportunities for the future and what we can achieve through this reform programme.  To me, reform presents a great opportunity to enhance the strengths of our system, and to address identified concerns. 

    We know, for example, that the wider Financial Crime Group do excellent work, especially relating to asset recovery.  We only need to cast our eyes to very recent news stories – I’m thinking of the announcement last September of the highly successful operation against the Comanchero gang which saw $5.8 million worth of assets restrained – to know law enforcement across the system is working hard and achieving remarkable successes through their work.  A look at the latest Police annual report shows that over $72 million of assets were restrained from organised and financial crime, and 379 money laundering investigations resulted in prosecution.

    We also know there is sound domestic cooperation and coordination on monitoring possible terrorist financing – the FATF told us so, at our latest mutual evaluation. 

    The FATF have also noted that we are known internationally for our high-quality responsiveness to cooperation requests. 

    In other words, New Zealand already does lots of things well.  Our focus is therefore on improving the AML/CFT system to enhance these strengths.  Let’s enable the system and its actors to achieve the intended outcomes: to detect and deter money laundering and terrorism financing.

    This Government is about quality regulation.  We want regulation that achieves intended outcomes, regulation that makes sense and is workable for all.  This means getting rid of unnecessary red-tape– if regulation isn’t providing the results we are after, there is no point to it. 

    In the case of the AML/CFT system, regulation needs to contribute to the fundamental purpose of the system: tackling crime.  To do that effectively, we need an agile, streamlined system that is laser focussed on real risk. 

    A truly risk-based system will better enable law enforcement to crack down on organised crime by providing the financial intelligence needed to go after criminal organisations.  A truly risk-based system is more aligned with international obligations and standards.  A truly risk-based system will provide regulatory relief for lower risk businesses and the public.

    My reform programme, therefore, will be undertaken in three parts.  The first phase is already well-advanced and will deliver immediate regulatory relief via two bills – the first, the Statutes Amendment Bill, has already been reported back from Select Committee to the House of Representatives, and is likely to come into effect in the coming months.  The second, the Anti-Money Laundering and Countering Terrorism Financing Amendment Bill, is currently before select committee. 

    The changes made through these bills include removing both address verification requirements for many customers, and relaxing enhanced customer due diligence requirements for lower-risk trusts.  This will help make it easier for mums and dads to set up bank accounts for their kids, and easier for vulnerable kiwis – including the elderly – to get access to essential financial services. 

    This first set of reforms aims to make immediate changes, to make the AML/CFT system more risk-based and ease the regulatory burden on businesses.

    These changes alone already represent the most significant regulatory relief in the history of the AML/CFT regime.  But we do not intend to stop there.

    The second phase of changes focuses on structural reforms for the regime. Cabinet has agreed that, as part of these structural reforms, we will be implementing a single AML/CFT supervisor structure within the Department of Internal Affairs.  This will replace the current three-supervisor model. 

    This move will create a more efficient, effective, and risk-based supervisory structure – one that reduces unnecessary compliance costs for lower-risk businesses and transactions, removes the need for multi-supervisor coordination efforts – thereby reducing costs – and streamlines decision-making.

    A single supervisor can be more resource responsive to the ever-changing risk environment.  A single supervisor will be better able to deliver consistent and timely guidance to support reporting entities. 

    This will help to ensure that businesses have the confidence to take a more flexible approach to implementing their AML/CFT obligations and lower the barrier to accessing financial services for low-risk customers. 

    A single supervisor with overview of the wider AML/CFT environment will also be better able to look for and realise opportunities as they arise.  For example, I’m sure we all agree that there are opportunities and benefits to be gained in the digital identity and open banking areas.  In addition, the emergence of AI could herald improved, and more cost effective, electronic Know Your Customer (eKYC) functions, risk assessments, and suspicious activity reporting.

    Everyone here will be aware that in a world of increasing demands, the AML/CFT system in New Zealand is currently underfunded.  My phase two structural reforms will also see us work towards introducing a sustainable funding model for the system. 

    The new hybrid funding model will establish an industry-levy.  I will ensure that this levy is designed in a way that distributes the costs in a risk appropriate and equitable way, so that it targets the highest risk sectors – such as large international banks – and does not place an undue burden on small businesses. 

    This hybrid funding model will provide sufficient resourcing for core regulatory functions and deliver substantial savings to the Crown.  This approach is in line with what has been done in other like-minded jurisdictions, like Australia, the United Kingdom and Canada.

    As part of the work on the funding model, a work programme and a National Strategy will be developed in partnership with industry and agreed by Cabinet to ensure that the system is focussed on industry priorities.  Any changes to the levy will also need to be informed by the AML/CFT National Strategy. 

    Now, I know that many of you in this room will have opinions and views on the approach we have taken to these structural reforms.  I look forward to engaging with you and drawing on your sector expertise as we get stuck into the detail of this change process.

    The structural changes in phase two of my reforms will result in an amendment Bill that I aim to have introduced by the middle of this year.  Officials are currently working on the details of developing and implementing the levy, but I expect that the earliest it would be in place is by 2027.

    The third phase of these reforms will deliver wider legislative changes to implement international standards outlined by the FATF.  This Bill will be introduced later in this Parliamentary term.

    Doing this international compliance work will have a natural flow on effect that improves New Zealand entities’ ability to carry on with business and sharpens our law enforcement tools.  Importantly, it includes amendments to provide further flexibility for businesses to take a more risk-based approach to their AML/CFT obligations.

    The work programme was designed to address specific areas that were identified through robust stakeholder consultation during the 2022 Statutory Review of the AML/CFT Act and further targeted engagement has been undertaken since then.

    I am aware there is room for improvement in other areas as well – and some of you may be disappointed that more statutory reforms are not currently being progressed. 

    In arriving at my current statutory reform programme, I have taken a pragmatic approach – the current fiscal environment dictates that we are smart and outcomes-focused with our reforms.  Right now, this means prioritising the changes that will give us the biggest bang for our buck in terms of regulatory relief, while ensuring compliance with international expectations and supporting law enforcement to tackle organised crime and delivering regulatory relief. 

    We need to prioritise this legislative work programme first to ensure that changes to the law are made and the system is properly set up to take a risk-based approach in time for our next mutual evaluation in 2028.  I am excited and proud that this reform programme is on track to deliver the most significant regulatory relief since the Act came into force in 2013.

    But, like you, I want to do more, if I can.  I am committed to look for opportunities to do just that, not only through reforms to legislation, but also through considering potential exemptions and regulations that will support a more risk-based AML/CFT system.

    I look forward to working with you all as we move forward with all the parts of this reform programme.  To me, the key to successfully strengthening the AML/CFT system through these reforms is collaboration and leveraging expertise in the sector. 

    I encourage you all to participate in consultation when these opportunities come up.  We need people with experience and knowledge to get involved – we need you.  I look forward to hearing your views on how we can make the laws work for you.

    NOGALES, Ariz. — At an interagency press event flanked by a large display of seized weapons, senior area leadership from U.S. Immigration and Customs Enforcement, U.S. Customs and Border Protection, Bureau of Alcohol, Tobacco, Firearms and Explosives and the U.S. Attorney for the District of Arizona announced significant achievement in the interdiction of weapons and ammunition, investigation and prosecution of weapons traffickers.

    “Weapon smuggling is not just a serious crime — it fuels violence on both sides of the border and severely undermines our nations laws,” said Deputy Special Agent in Charge for ICE Homeland Security Investigations Arizona Ray Rede. “Only through close coordination with partnered law enforcement agencies sharing intelligence, can we all work together to dismantle the networks behind weapons trafficking to keep our communities safe.”

    “Our frontline CBP officers and agents continue to serve as the tip of the spear and their dedicated efforts through a series of operations such as Desert Lightning contributed to the successful interdiction of a substantial amount of weapons and ammunition this year,” said CBP Director, Field Operations Guadalupe Ramirez, Tucson Field Office. “The designation of the major Mexico drug cartels as foreign terrorist organizations will ensure long, terrorism-enhanced sentences for those arrested and convicted pursuant to these interdiction efforts.”

    Firearm seizures, along with other notable enforcement actions, investigations and prosecutions were announced at a press event held in Nogales, Ariz. with ICE HSI Deputy Special Agent in Charge Ray Rede, SAC Arizona, CBP Director, Field Operations Guadalupe Ramirez, Tucson Field Office, ATF Special Agent in Charge Brendan Iber, Phoenix Field Division, U.S. Attorney, District of Arizona Timothy Courchaine as they flanked a table of seized weapons, grenades and ammunition.

    CBP conducted a series of outbound operations targeting southbound vehicular, pedestrian and commercial traffic at land border ports along the Southwest Border utilizing not only the skills and experience of CBP officers but technology, to include currency sniffing canines and nonintrusive imaging system technology. CBP officers also enlisted the support of Border Patrol agents, state and local law enforcement officers to serve as a force multiplier to augment these operations.

    Such examinations have successfully stopped child abduction, interdicted criminals fleeing prosecution, interdicted illegal contraband such as controlled substances, precursor drugs, and arms, and uncovered myriad other violations involving currency reporting requirements, stolen vehicles, trade, and immigration.

    CBP in collaboration with our federal and international partners during these outbound enforcement operations identified new targets and trafficking trends, concealment methods, and encouraged robust information and intelligence sharing to drive both U.S. and Mexican enforcement operations on the SWB.

    In addition, this cadre representing the agencies who interdict, investigate and prosecute outbound weapons smuggling attempts emphasized that the consequences for such smuggling activity have been greatly enhanced due to a recent designation by President Trump of major cartels as Foreign Terrorist Organizations. These enhancements will result in lengthier prison sentences for those convicted of these crimes.

    On Jan. 20, President Donald J. Trump issued Executive Order 14157, entitled Designating Cartels and Other Organizations as Foreign Terrorist Organizations and Specially Designated Foreign Terrorists under the laws of the U.S., including the Immigration and Nationality Act, 8 USC 1101 et seq. and the International Emergency Economic Powers Act, 50 USC 1701 et seq under which certain international cartels will be designated as foreign terrorist organizations.

    On Feb. 20, the U.S. Department of State announced the designation of Tren de Aragua, Mara Salvatrucha, Cártel de Sinaloa, Cártel de Jalisco Nueva Generación, Cártel del Noreste, La Nueva Familia Michoacana, Cártel de Golfo, and Cárteles Unidos as Foreign Terrorist Organizations and Specially Designated Global Terrorists.

  • MIL-Evening Report: ‘Under no illusions’ about France, says author of new Rainbow Warrior book

    The author of the book Eyes of Fire, one of the countless publications on the Rainbow Warrior bombing almost 40 years ago but the only one by somebody actually on board the bombed ship, says he was under no illusions that France was behind the attack.

    Journalist David Robie was speaking last month at a Greenpeace Aotearoa workship at Mātauri Bay for environmental activists and revealed that he has a forthcoming new book to mark the anniversary of the bombing.

    “I don’t think I had any illusions at the time. For me, I knew it was the French immediately the bombing happened,” he said.

    “You know with the horrible things they were doing at the time with their colonial policies in Kanaky New Caledonia, assassinating independence leaders and so on, and they had a heavy military presence.

    “A sort of clamp down in New Caledonia, so it just fitted in with the pattern — an absolute disregard for the Pacific.”

    He said it was ironic that four decades on, France had trashed the goodwill that had been evolving with the 1988 Matignon and 1998 Nouméa accords towards independence with harsh new policies that led to the riots in May last year.

    Dr Robie’s series of books on the Rainbow Warrior focus on the impact of nuclear testing by both the Americans and the French, in particular, on Pacific peoples and especially the humanitarian voyages to relocate the Rongelap Islanders in the Marshall Islands barely two months before the bombing at Marsden wharf in Auckland on 10 July 1985.

    He was detained by the French military while on assignment in New Caledonia a year after Eyes of Fire: The Last Voyage of the Rainbow Warrior was first published in New Zealand.

    His reporting won the NZ Media Peace Prize in 1985.

    Good afternoon, and thank you to our witnesses for being here today. From the Houthis in Yemen to al-Shabaab in the Sahel to ISIS in Afghanistan, global terrorism remains a persistent and evolving threat to the safety and security of Americans both at home and abroad. Terrorism endangers lives, destabilizes regions, disrupts commerce, and undermines U.S. interests worldwide.

    While countering violent extremism has long required a comprehensive whole-of-government approach, the threat landscape has evolved, yet our counterterrorism strategy has not kept pace. Today, we examine the critical role of the Coordinator for Counterterrorism and the Bureau of Counterterrorism at the U.S. Department of State.

    Established by Congress in 1998, the Coordinator for Counterterrorism was created to serve as a central node for U.S. diplomatic efforts to combat terrorism abroad. Now housed within the Bureau of Counterterrorism, the Coordinator leads a team that advances U.S. counterterrorism policy and coordinates with partner nations globally.

    The Bureau’s work includes diplomatic engagement, designating terrorist entities, implementing targeted assistance programs, and training foreign law enforcement, border control, and judicial officials to identify, disrupt, and prosecute terrorist actors and networks. These overseas investments provide national security benefits at home.

    To succeed in today’s evolving environment, the Bureau must function effectively within the broader interagency framework, coordinating closely with partners such as the Department of the Treasury’s Office of Foreign Assets Control, the Department of Commerce’s Bureau of Industry and Security, and various intelligence and law enforcement agencies. A clearly defined mission and delineated authorities are essential to prevent duplication and conflict.

    Effective coordination is especially critical when confronting state sponsors of terrorism, particularly Iran. In 2024, Iran exported an estimated 587 million barrels of oil, a 10.75% increase from the previous year. These revenues likely support terrorist proxies, including Hamas, Hezbollah, and the Houthis.

    I’m especially interested in how the Bureau disrupts financial and trade networks fueling Iran’s terrorism, and whether our security assistance aligns with counterterrorism priorities. The Bureau can assess partner nation capabilities, but it’s unclear how these assessments influence funding decisions. For instance, Morocco and Lebanon face different threats but receive similar foreign military financing.

    We should consider whether the Bureau should have a more formal role in prioritizing security assistance when counterterrorism is the primary objective. At a time when adversaries like China and Russia seek to undermine U.S. leadership, it’s critical for Congress to strengthen the authority, mission, and effectiveness of the Coordinator for Counterterrorism.

    Through reauthorization, we must ensure every dollar spent and every diplomat deployed supports American safety and security. Under the Trump administration, we now have the opportunity to modernize our counterterrorism approach and chart a stronger path forward.

    Our witnesses today bring valuable experience from leading the Bureau and analyzing U.S. security policy. Their testimony will help identify structural challenges and key reforms needed from Congress.

    Update on counter-terrorism policing operations

    Statement by the Security Minister on recent counter-terrorism policing operations and arrests of 8 Iranian nationals.

    With permission Mr Speaker, I will make a statement on the series of national security related arrests that took place on Saturday 3 May. 

    Protecting our national security is the first duty of government, and it is a testament to our world-leading law enforcement and intelligence services that through their tireless commitment, so many plots against the UK have been thwarted. And I want to pay tribute to them again today for the work they have done not just this weekend but in recent weeks and months on these important operations.

    The 2 operations that took place across multiple locations this weekend were significant and complex. They were some of the largest counter state threats and counter-terrorism actions we have seen in recent times. 

    I am sure the whole House will want to join with me in thanking the police, security services, and other partner agencies across the country who showed their professionalism and expertise in carrying out these operations to keep our country safe.

    Honourable and Right Honourable Members will understand that these are complex investigations. 

    The police and security services need the time and space to be able to pursue those investigations and our first priority must be to protect the integrity of that work, so we do not cut across those investigations and operations at a crucial time.

    However, these are serious matters, and the House will rightly want to remain informed. I will therefore outline as much detail as I am able. I hope that Honourable and Right Honourable Members will understand that there is a strict limit to what I can say at this stage given investigations are now ongoing.

    Mr Speaker, I would first like to outline the facts around the events on Saturday 3 May. Throughout that day Counter Terrorism Police undertook a series of arrests relating to two separate investigations.

    In total eight men were arrested by the Metropolitan Police’s Counter Terrorism Command. Five men were arrested on suspicion of preparation of a terrorist act, contrary to section 5 of the Terrorism Act 2006, as part of a proactive investigation in the areas of West London, Swindon, Rochdale, Stockport and Manchester.

    All 5 men are Iranian nationals. Whilst 4 of the individuals remain in police custody, the fifth individual has now been bailed with strict conditions.

    As part of the investigation, police officers carried out searches at a number of addresses in the Greater Manchester, London and Swindon areas. Investigations continue with searches and activity still underway at multiple addresses across the country.

    The investigation relates to a suspected plot to target specific premises. Police officers have been in contact with the affected site to make them aware and provide relevant security advice and support. However, the police have also been clear that for reasons of operational security and public safety, they are not – and I am not – able to provide further information on the target at this time and I would urge Members not to speculate on the site.

    In a separate police investigation, two men were arrested at two different addresses in north west London and one man was arrested at an address in west London. All 3 were arrested under the National Security Act 2023.

    These 3 men are also Iranian nationals and remain in police custody. I can confirm to the House that these are the first Iranian nationals arrested under the National Security Act.

    The operations to execute these eight arrests under both counter-terror and counter -state threat powers, in different parts of the country, in the space of 24 hours were intensive. They involved a range of different organisations – including different police forces, counter terror police, the National Crime Agency and our security and intelligence services. Those operations were coordinated through the world-leading Counter Terrorism Operations Centre, or CTOC, which brings together and coordinates the UK’s agencies, alongside the agencies of our Five Eyes partners, to detect and tackle national security threats. I welcome the work of the previous government to establish CTOC in 2021, which this government has continued to support and invest in since taking office.

    The significant point about both counter-terrorism and counter-state threats powers is that they allow the police to intervene early to prevent and disrupt threats, not just to respond after events have taken place. That is crucial for public safety, but it also makes the investigations more complex and that is why the police need the time and space to pursue them now. We will not be providing a running commentary on the work that they are doing.

    But what now follows is an incredibly complex set of investigations, involving hundreds more officers carrying out forensic searches, collecting vital evidence across different sites across the country and securing witness statements, backed up by the continued efforts of our security and intelligence agencies. This is careful, painstaking work.

    Mr Speaker, at this stage in the operations and investigations it would not be appropriate for me to speculate on or comment further on the details of these two cases and the motivations behind any of the threats that were posed.

    But the House will be aware that these operations come against a backdrop of complex, interconnected threats to the UK – where state threats and counter-terrorism, as well as serious and organised crime, are intertwined together. 

    For twenty years the greatest focus of our national security work was on terrorism – primarily from Islamist terrorism, with additional threats from Northern Ireland Related Terrorism and other areas – and those threats have not gone away. Fifteen terrorist attacks have taken place since 2017, and there have been 43 late-stage disruptions of terrorism plots. 

    But alongside that we have seen a serious, growing and complex challenge from state threats. Last year, Sir Ken McCallum, Director General of MI5, said MI5 state threats investigations had increased by 48 per cent in the previous 12 months. He added that since January 2022, the police and MI5 had responded to 20 Iran-backed plots presenting potentially lethal threats.

    In March, I told Parliament that the UK is facing a growing and evolving threat from malign activity carried out by a number of states. 

    My statement in March outlined the government’s response to the unacceptable threat we face from the Iranian state, and the steps we are taking to ensure that our intelligence and law enforcement agencies have the tools they need to disrupt and degrade Iran’s malign activity on UK soil. And we have delivered on the commitments made.

    I announced that the whole of the Iranian state – including the IRGC and MOIS – would be placed on the Enhanced Tier of the Foreign Influence Registration Scheme. I laid the regulations to make this happen in the House on the 1 April and committed to bring the scheme into force on 1 July. I trust all Members will vote in favour when those regulations are debated shortly.

    Let me be clear. Anyone in the UK who works for the Iranian state must declare it or they will be committing a serious criminal offence.

    We will also go after the criminal networks and enablers that Iran uses to carry out its work. And the government sanctioned the Foxtrot Network last month, a network involved in violence against Jewish and Israeli targets in Europe on behalf of the Iranian regime.

    Training and guidance on state threats activity is now being offered by Counter Terrorism Policing to all 45 territorial polices across the UK.

    And the Independent Reviewer of Terrorism and State Threats Legislation, Jonathan Hall KC, was asked by the Home Secretary to review the parts of our counter-terrorism framework which could be applied to modern day state threats, such as those from Iran.

    The Home Secretary specifically asked the Reviewer to look at a state threats proscription tool so we are not held back in limitations in applying counter-terrorism legislation to state threats. Jonathan Hall has now completed his review and will publish it shortly. The government will not hesitate to take action in response to Mr Hall’s advice.

    As we continue to support the police and the security services in their investigations, I can also tell the House that the Home Secretary has instigated a series of security assessments which are being done or being refreshed in the light of the cases this weekend and the further information surrounding them. This will ensure that the government can respond robustly and comprehensively to any wider national security issues raised by these cases.

    Mr Speaker, working alongside our international allies in countering state threats is central to our success.

    The Foreign Office are engaging with our closest allies to outline the disruptive action that has taken place and will be considering potential future response options, as the investigation progresses.

    The Home Secretary remains in close contact with my Right Honourable Friend, the Foreign Secretary, who I know is committed to doing everything that is necessary to protect the country from these threats and to bring to bear all the diplomatic tools at our disposal.

    Mr Speaker, the Home Secretary and Ministers will provide an update on the national security position when we are able to do so – both following these operations and investigations and the wider security assessments that are underway.

    The government will not hesitate to act in a robust manner to respond to these plots at the appropriate time. But first, we must allow the investigations to continue.

    Our police, security and intelligence agencies are the best in the world and stand ready at all times to take action to keep our country safe – I am sure they will have the support of this whole House as they continue their vital work.

  • MIL-OSI USA: House Foreign Affairs Committee Ranking Member Meeks, Cherfilus-McCormick Send Letter Responding to FTO Designations on Haitian Gangs, Call on Rubio to Develop a Comprehensive Strategy on Haiti

    Washington, D.C. – Representative Gregory W. Meeks, Ranking Member of the House Foreign Affairs Committee, and Representative Sheila Cherfilus-McCormick, Co-Chair of the House Haiti Caucus, today sent a letter to Secretary of State Marco Rubio expressing concern over the State Department’s decision to designate gangs in Haiti as Foreign Terrorist Organizations (FTOs) without even a concept of a plan for Haiti. The Members expressed their alarm that absent a clear and comprehensive plan to defeat those gangs and their enablers, this designation will unintentionally exacerbate the suffering of innocent Haitians and help gangs consolidate further control. The letter demands answers from the Secretary regarding the administration’s rationale for the designation absent an actual strategy to address the urgent needs of the Haitian people.

    Dear Secretary Rubio,

    We write to express our grave concern with the State Department’s stated intent to designate gangs in Haiti as Foreign Terrorist Organizations (FTOs) without first having a comprehensive strategy to support Haitian authorities’ ability to counter the gangs. We call on you to develop an actual strategy that addresses the urgent needs of the Haitian people, support for stabilizing the security situation, and policies that support greater economic opportunity, including the HOPE/HELP trade preference agreement for Haitians. While we support efforts to target the financial support of violent gangs wreaking havoc on innocent Haitians, we are concerned that an FTO designation, absent a clear, comprehensive U.S. strategy to defeat the gangs and their enablers, is counterproductive and will only exacerbate Haitians’ suffering. 

    An FTO designation imposes broad legal and financial sanctions that deter non-governmental organizations (NGOs) and international agencies from operating due to fear of legal exposure—even when their work is purely humanitarian in nature. Humanitarian aid serves as an essential bulwark against the gangs and their control of local economic activity in Haiti, and an FTO designation risks creating a chilling effect on the delivery of this much needed assistance. The gangs exploit the security vacuum they helped create, recruiting young men and children with false promises of protection and pay. If an FTO designation undermines aid delivery across 85% of Port-au-Prince or in Haiti’s Artibonite department, it’s the Haitian people—not the gangs—who will be punished. As reports of cholera and scabies in Haiti are on the rise, and with your cutting of funds to programs like the Improved Health Service Delivery project, which provided health services for maternal, newborn, child and adolescent health, nutrition, HIV, tuberculosis, and water, sanitation and hygiene to over 3 million people, including 20,000 living with HIVAIDS, further cuts to humanitarian assistance will have devastating results.

    We also believe the Department can make better use of sanctions authorities to levy targeted sanctions against individuals facilitating and benefitting from gang-fueled instability in Haiti. On August 20th, 2024, the Treasury Department sanctioned former President Michel Martelly for perpetuating the ongoing crisis in Haiti. If the State Department seeks more authorities to sanction enablers of Haiti’s crisis, we want to work with you to pass H.R. 2643, the Haiti Criminal Collusion Transparency Act of 2025, a bipartisan bill we have introduced that would levy sanctions on Haitian political and economic elites financing, arming, and benefitting from ongoing violence and the humanitarian crisis in Haiti. This legislation would enable a concerted effort against the gangs while keeping intact humanitarian assistance to Haitians enduring gang violence and instability. Prioritizing an FTO designation before taking full advantage of the other tools available to address the gang violence—like the use of additional unilateral or coordinated sanctions—or developing a strategy to make the Multilateral Support Mission effective is shortsighted. We remain concerned over the situation in Haiti and support a strong—and smart—U.S. response.

    So, we urge you to reconsider any designation that would prove counterproductive in countering the gangs and further increase the suffering of innocent Haitians. Thank you for your attention to this matter.

    Secretary Noem is embracing the Department of Government Efficiency (DOGE) efforts to make sweeping cuts that eliminate government waste, return DHS to its core mission of protecting the homeland, and fulfill the Founders vision of returning power to the states

    The USCG eliminated an ineffective information technology (IT) program, saving nearly $33 million, and is now focusing resources where they’re most needed to protect our homeland

    The Trump Administration stopped aliens on the Terror Watchlist from receiving Medicaid benefits

    ON CENTCOM TARGETING HOUTHIS AS FTO
    TUBERVILLE: “Thank you, Mr. Chairman. Thank you, gentlemen, for [your] willingness to serve. Mr. Zimmerman, since March 15th, CENTCOM forces have conducted a sustained campaign targeting the Houthi terrorist organization in Yemen to restore freedom of navigation and American deterrence. As of April 27th, CENTCOM has struck over 800 targets. These targets have killed hundreds of Houthi fighters and numerous Houthi leaders, including senior Houthi missile and UAV officials. Mr. Zimmerman, in your assessment, have U.S. operations against the Houthis been a success?”
    ZIMMERMAN: “Senator, I support the administration’s forcible approach toward the Houthis beginning in the early days of the administration with the Executive Order that called for the elimination of the threat of the Houthis with allies and designated them as a Foreign Terrorist Organization. I don’t think I have access to the classified information that I would like to have to make an assessment about the efficacy of these strikes, but I support what the administration is trying to do.”
    ON MSIC IN HUNTSVILLE, ALABAMA
    TUBERVILLE: “Thank you. Mr. Overbaugh, one of the organizations you will help oversee if you are confirmed is the Missile and Space Intelligence Center—we call MSIC—which is a component of DIA and located in my state [in] Huntsville, Alabama. MSIC provides a world-class analysis on the performance of foreign weapons systems, which is critical to ensuring our warfighters dominate the battlefield against our adversaries. Mr. Overbaugh, are you familiar with MSIC and MSIC’s analysis, and if so, can you talk a little bit about how important this mission is?”
    OVERBAUGH: “Senator, I am familiar with MSIC and particularly their role in feeding quality intelligence into other entities like DIA to ensure that we have an accurate threat picture. I think even more important is the potential for MSIC to play a key role to ensure we understand the key adversarial threat as it relates to ensuring that our Golden Dome is as effective as it possibly can be.”

    TUBERVILLE: “Mr. Lohmeier, you have an absolutely outstanding unique career path as a military officer. Thank you for your service. You’ve got a breadth of experience in both Air Force and Space Force, which is very uncommon, but none of those experiences are with managing large budgets. Why should you be trusted now with such a heavy responsibility at a time when we are taking [fiscal] responsibility more seriously—thank goodness—than ever before, and while there is a growing demand from the American people that we have a clean audit of the defense department?”
    LOHMEIER: “Thanks, Senator. I’m glad that I get to readdress this. While it’s true that I don’t personally have extensive experience with a large budget in a large organization or acquisition experience, I have sound judgment. I’ve demonstrated it throughout my life. I’m a fast learner. Secretary Meink, if he’s confirmed, has demonstrated that you can pass 16 or 17 clean audits at the National Reconnaissance Office. He’ll be a phenomenal leader to work with on this problem in the Department of the Air Force. What I can say is that we’ve got exceptional professionals who’ve been trying administration after administration to solve our problems—our budget problems, our acquisition problems in the Department of the Air Force—and many of them have had extensive acquisition and budgeting experience, but that doesn’t mean you’re able to solve the problems well. And so, if confirmed, what I can commit to this committee and to the American people is that I’m interested in making data-driven decisions. I’m interested in exercising keen judgement and discernments about these budget decisions, and coming to the right decisions that I believe the American people would be grateful for and trust—and doing that in concert with Secretary Meink and in support of the President’s priorities and in support of the Secretary of Defense’s priorities.”

  • MIL-OSI Security: UPDATED: Three people arrested as part of Counter Terrorism Policing operation

    Three people have been arrested in London as part of a Counter Terrorism Policing investigation.

    Two of the men [A and B] were arrested at separate addresses in north west London and one man [C] was arrested at an address in west London on Saturday, 3 May, as part of the investigation, which is being led by the Met’s Counter Terrorism Command.

    The men, aged 39 [A], 44 [B] and 55 [C], and who are all Iranian nationals were arrested and detained under section 27 of the National Security Act 2023.

    All three men were taken into custody and warrants of further detention have been sought and obtained, meaning they can be detained until Saturday, 10 May.

    This investigation is not connected to the arrest of five people yesterday as part of a separate Met Counter Terrorism operation.

    Enquiries remain ongoing.

  • MIL-OSI Security: Warrants of further detention obtained in terrorism investigation

    A Counter Terrorism Policing investigation, led by the Met’s Counter Terrorism Command, is continuing following the arrest of five Iranian nationals on suspicion of terrorism offences.

    The men, were arrested on Saturday, 3 May, as part of a national pre-planned operation are as follows:

    [A] a 29-year-old man was arrested in the Swindon area

    [B] a 46-year-old man was arrested in west London

    [C] a 29-year-old man was arrested in the Stockport area

    [D] a 40-year-old man was arrested in the Rochdale area

    [E] a 24-year-old man was arrested in the Manchester area

    All five men, who are all Iranian nationals, were arrested on suspicion of preparation of a terrorist act, contrary to section 5 of the Terrorism Act (TACT), 2006. Four of the men [A-D] were detained under TACT.

    Warrants of further detention have today (Monday, 5 May) been secured for those four men, meaning they can be detained and questioned until Saturday, 10 May.

    The fifth man [E] was detained under the Police and Criminal Evidence Act (PACE). He has now been released on bail, with conditions, to a date in May.

    As part of the investigation, officers are also carrying out searches at a number of addresses in the Greater Manchester, London and Swindon areas.

    Commander Dominic Murphy, Head of the Met’s Counter Terrorism Command, said: “Our officers and staff are progressing what is a significant and highly complex investigation, and we still have searches and activity underway at multiple addresses across the country.

    “We are working incredibly hard, with public safety at the forefront of our ongoing efforts.

    “We believe that a specific premises was the target of this suspected plot and Counter Terrorism Policing officers remain in close contact with the affected premises.

    “At this time, we will not be providing further information about the suspected target for reasons of operational security and public safety.

    “I would like to ask people to support my officers in this and not to speculate or share information that has not been confirmed by Counter Terrorism Policing. We have clear and critical reasons not to provide more detail at this time.

    “The investigation is still in its early stages and we are exploring various lines of enquiry to establish any potential motivation as well as to identify whether there may be any further risk to the public linked to this matter.

    “As always, I would ask the public to remain vigilant and if they see or hear anything that concerns them, then to contact us.

    “We are working closely with local officers in the areas where we made arrests on Saturday and I’d like to thank police colleagues around the country for their ongoing support.”

    Operational activity is currently being supported by Greater Manchester Police and Wiltshire Police, as well as colleagues from Counter Terrorism Policing across the country.

    Counter Terrorism Police have arrested five people on suspicion of terrorism offences as part of a proactive investigation, which is being led by the Met’s Counter Terrorism Command.

    The men, who were arrested on Saturday, 3 May, as part of a pre-planned operation are as follows:

    [A] a 29-year-old man was arrested in the Swindon area
    [B] a 46-year-old man was arrested in west London
    [C] a 29-year-old man was arrested in the Stockport area
    [D] a 40-year-old man was arrested in the Rochdale area
    [E] a man (age to be confirmed) was arrested in the Manchester area

    All five men were arrested on suspicion of preparation of a terrorist act, contrary to section 5 of the Terrorism Act (TACT), 2006. Four men [A-D] are Iranian nationals and were detained under TACT. The nationality of the fifth man [E] is still being established and he was detained under the Police and Criminal Evidence Act (PACE). All five men currently remain in police custody.

    As part of the investigation, officers are also carrying out searches at a number of addresses in the Greater Manchester, London and Swindon areas in connection with this investigation.

    The investigation relates to a suspected plot to target a specific premises. Officers have been in contact with the affected site to make them aware and provide relevant advice and support, but for operational reasons, we are not able to provide further information at this time.

    Commander Dominic Murphy, Head of the Met’s Counter Terrorism Command, said: “This is a fast-moving investigation and we are working closely with those at the affected site to keep them updated.

    “In this current moment, there is a crucial opportunity to bring partners together to blunt the influence of Iran and other extremist groups like ISIS and bring stability to the region. I recently led a congressional delegation to the Middle East and saw firsthand that we have partners who are ready and willing to work with us and with Israel to achieve this goal. However, Israel’s current actions in Syria, Gaza, the West Bank and Lebanon run the risk of making these efforts at stability in the region much more difficult to achieve.

    “Israel is blocking the delivery of humanitarian aid into Gaza, enabling rapid settlement expansion and settler violence in the West Bank, and delegitimizing the new governments in Lebanon and Syria with military operations. The only long-term hope is for stable governments to emerge in these places.

It should do far more to stop settler violence in the West Bank, and, crucially, it must work with Arab partners in the region to support Palestinian leadership that can be an alternative to Hamas and give all the Palestinian people some hope for the future. Additionally, Israel’s continued attacks on and occupations of land in Lebanon and Syria threaten to undermine the fragile, fledgling efforts of each to build new peaceful and stable governments.

    On Friday, April 25, 2025, Special Agent in Charge Paul Brown of the Atlanta Field Office presented Dr. John Horgan with the FBI Director’s Community Leadership Award (DCLA) for his dedicated work directing the Violent Extremism Research Group, which has not only impacted Atlanta, Georgia, but has had transformative impact worldwide. Dr. Horgan, who is a distinguished university professor at Georgia State University’s Department of Psychology, accepted the award. Dr. Horgan has shown a strong and enduring commitment to applying his extraordinary abilities and expertise to further the interests of U.S. National Security.

    The FBI established the DCLA in 1990 to publicly acknowledge the achievements of those working to make a difference in their communities through the promotion of education and the prevention of crime and violence. Each year, one person or organization from each of the FBI’s 55 field offices is chosen to receive this prestigious award.

  • MIL-OSI Economics: Public Statement concerning the imposition of a civil penalty on RL360

    1.  Action

    1.1 The Isle of Man Financial Services Authority (the “Authority”) makes this public statement in accordance with powers conferred upon it under each of section 35 of the Insurance Act 2008 (the “IA08”) and regulation 5(7) of the Anti-Money Laundering and Countering the Financing of Terrorism (Civil Penalties) Regulations 2019 (the “Regulations”).

    1.2 The making of such public statement supports the Authority’s regulatory objectives of, among other things, securing an appropriate degree of protection for customers of persons carrying on a regulated activity, reducing financial crime and maintaining confidence in the Isle of Man’s financial services industry.

    1.3 Following an inspection of RL360 by the Authority under section 36 of the IA08 (the “Inspection”), which identified a number of contraventions by RL360 in relation to the Anti-Money Laundering and Countering the Financing of Terrorism Code 2019 (the “Code”), the Authority has deemed it reasonable, appropriate and proportionate, in all the circumstances, that RL360 be required to pay a civil penalty imposed under the Regulations in the sum of £2,785,714, which is discounted by 30% to £1,950,000 (the “Civil Penalty”).

    1.4 RL360 has proactively brought about operational changes across its business to address the issues identified and it has already taken substantial steps to remediate matters. Further, the Authority acknowledges the constructive and pragmatic dialogue between RL360 and the Authority and gives credit for the engagement in this regard.

    1.5 The level of the Civil Penalty reflects the level of co-operation with the Authority and that a settlement was agreed at an early stage as well as RL360’s proactive implementation of operational enhancements to address the issues identified. As with all discretionary civil penalties issued by the Authority, the level of the Civil Penalty is calculated as a percentage of RL360’s relevant income at the time that the contraventions noted within this public statement were identified. The absolute amount of the Civil Penalty relative to other civil penalties that have been issued by the Authority previously is not necessarily indicative of the seriousness of the contraventions and is determined each time on the facts of a particular matter. The level of a civil penalty is determined each time on the facts of a particular matter and regard is had by the Authority to the level and the percentage of civil penalties imposed in other matters. In determining the Civil Penalty, the Authority considered mitigating factors specific to the circumstances of this case.     

    2. Background

    2.1 RL360 at all material times has been authorised with the Authority as an authorised insurer pursuant to Section 8 of the IA08.

    2.2 The Authority conducted the Inspection in February 2023 and identified a number of contraventions of the Code by RL360 (the “Contraventions”).

    2.3 RL360 has engaged positively with the Authority throughout this matter in a timely and constructive manner.

    2.4 RL360 undertook an extensive remediation programme to address the shortcomings identified and continues to enhance its related internal processes and procedures.

    2.5 The RL360 remediation programme has not resulted in the risk profile of the business changing materially.

    3. Key Findings from inspection report

    Contraventions of the Code identified by the Inspection included:

    • The Business Risk Assessment (the “BRA”) did not independently assess Money Laundering/Terrorist Financing (“ML/TF”) risks specific to each entity and failed to adequately incorporate customer risk assessments and relevant risk factors into RL360’s broader risk management framework. (Paragraph 5 of the Code)
    • The Customer Risk Assessment (“CRA”) process lacked sufficient detail, clarity, and a clear methodology. In some instances, high-risk customers were incorrectly classified, or their assessments failed to incorporate all relevant risk factors, including jurisdiction and product risk. (Paragraph 6 of the Code)
    • In some instances, RL360 could not evidence obtaining adequate documentation and sufficient due diligence collected at the point of onboarding. (Paragraph 8 of the Code)
    • RL360 conducted insufficient ongoing monitoring for high-risk customers, and trigger event reviews were often not carried out or were insufficient. This includes neglecting to reassess customer risk profiles when changes occurred. (Paragraph 13 of the Code)
    • For some matters, Customer Due Diligence (“CDD”) and Enhanced Customer Due Diligence (“ECDD”) records were insufficient, especially for high-risk customers such as PEPs. Missing or incomplete information, and a failure to evidence proactive assessment of customers’ source of funds and wealth, resulted in non-compliance with AML obligations. (Paragraph 14 & 15 of the Code)
    • In some instances, RL360 failed to adhere to internal policies, such as annual reviews of high-risk customers, and did not fully follow procedures for ensuring that required CDD/ECDD was obtained, resulting in significant compliance gaps. (Paragraph 4 of the Code)
    • Business relationships with certain high-risk jurisdictions were not properly documented or factored into the CRA process. This impacted RL360’s ability to appropriately risk-rate customers and properly assess and manage risk. (Paragraph 30 of the code)

    4. Key Learning Points for Industry

    4.1 Compliance with the Code is a legal requirement; all firms undertaking business in the regulated sector have an obligation to conduct their affairs in a manner that adequately mitigates the risks faced by it in order to ensure that the Isle of Man retains its reputation as a responsible, and well regulated, international financial centre.

    4.2 It is imperative that firms conduct a comprehensive, independent, and detailed risk assessment for each entity within their group. The CRA must be based on accurate data, consider all relevant risk factors (including customer geography, product type, and business activities), and be updated regularly to reflect any changes. The results of the CRA should directly inform the BRA to ensure that identified risks are fully integrated into the firm’s broader risk management framework (particularly when dealing with higher risk jurisdictions which should be noted in the CRA with appropriate senior management approval). A failure to properly assess and address the specific risks posed by customers will lead to regulatory breaches and inadequate AML controls.

    4.3 Higher risk customers must be subject to ongoing monitoring, with periodic reviews conducted as per the risk rating assigned during onboarding. Ongoing monitoring cannot be neglected or limited to PEPs and sanction-listed individuals; any customer with higher risk indicators must undergo enhanced scrutiny, and trigger event reviews must be conducted in a timely, thorough, and consistent manner. A failure to adequately monitor higher risk customers exposes the firm to significant compliance risk. Sector specific guidance can be found on the Authority’s website that recommends how this ongoing monitoring can occur.

    4.4 Firms are required to take a proactive approach to updating and maintaining accurate and complete customer information, not deferring CDD/ECDD updates until a trigger event occurs. Promptly obtaining and verifying missing or updated information where required ensures that customer profiles remain accurate and compliant with the AML Code[1].

    4.5 If Internal policies, such as conducting annual reassessments of high-risk customers, are in place they must be rigorously followed. Non-compliance with these policies not only breaches internal standards but also undermines the firm’s ability to manage its AML risks effectively. Failing to follow documented procedures, particularly in relation to high-risk customers or jurisdictions, can lead to serious regulatory and reputational consequences.

    **In Senate Armed Services Committee Hearing, Shaheen highlighted how senior military officials have underscored the strategic advantage WPS provides**

    (Washington, DC) – As Defense Secretary Pete Hegseth attempts to “end” implementation of the bipartisan Women, Peace and Security (WPS) law at the U.S. Department of Defense, U.S. Senator Jeanne Shaheen (D-NH), a top member of the U.S. Senate Armed Services Committee (SASC), spoke in a SASC nomination hearing this morning about the operational value WPS provides in countering China and Russia, preventing radicalization by violent extremist organizations and disrupting the smuggling of narcotics, weapons and humans into the United States. Shaheen pressed the nominees on the effectiveness of the program – all of whom reaffirmed its importance. You can watch Senator Shaheen’s remarks and questions here. 

    Key quotes from Senator Shaheen: 

    • “Since that time, WPS has been used by the warfighters to identify victims of human trafficking, in joint exercises on noncombatant evacuations, to provide human intelligence on violent extremist groups like ISIS and Al-Shabaab and to understand the human terrain to improve kinetic and non-kinetic targeting. I’m very concerned that taking away these tools does not make us a stronger or more lethal fighting force, and in fact it takes away some of the options we have to be successful.” 
       
    • “Secretary Hegseth also claimed that warfighters hate it, and yet the newly-confirmed Chairman of the Joint Chiefs not only told this committee about WPS’s operational value, but he was very clear that this is not DEI.” 
       
    • “This is information that’s not new to this committee. Every 4-star combatant commander has told us about the strategic advantage that WPS provides to our forward deployed forces.” 

    During the hearing, Shaheen raised a memo made public in an article last night from the Joint Staff providing their best military advice to Secretary Hegseth. The memo acknowledged that China and Russia have no equivalent of WPS, and that the combatant commands’ engagements with partners over the next two years under the program “counter China by gaining access to a population China largely ignores.” 

    In 2017, Shaheen led the bipartisan Women, Peace and Security law through Congress to prioritize the promotion of women’s participation in foreign policy and national security efforts, such as conflict prevention, peace negotiations and democratic institutions. Women’s participation in peace negotiations increases the probability by 35 percent of agreements lasting at least 15 years.  

    After Shaheen’s bill passed the Republican-led Senate by unanimous consent and was approved by the Republican-led U.S. House of Representatives, President Trump signed the bipartisan legislation into law in October 2017. Members of President Trump’s current cabinet were integral to its passage through Congress – Secretary of Homeland Security Kristi Noem was the sponsor of the bill in the U.S. House of Representatives, Secretary of State Marco Rubio was an original cosponsor in the Senate and National Security Advisor Mike Waltz chaired the House WPS caucus for many years.   

    In a Senate Armed Services Committee hearing earlier this month on Lieutenant General John D. Caine’s nomination to be Chairman of the Joint Chiefs of Staff, General Caine told Shaheen about how WPS is a program that provides operational advantage for the U.S. military – not DEI.

    It is my honor to introduce my good friend Daniel Zimmerman—President Trump’s nominee to be Assistant Secretary of Defense for International Security Affairs.
    Daniel is tailor-made for this role.
    For nearly two decades, Daniel has served with distinction at the Central Intelligence Agency, the White House, and, most recently, in the United States Senate.
    While many of the details of his career remain classified, I can share a few anecdotes that highlight his experience and expertise.
    Daniel has risked his life in warzones, working with special operations forces out of Soviet-era bunkers in Iraq to hunt ISIS and other terrorists.
    He has dealt face-to-face with Russian energy oligarchs and traveled the world—from Europe, to the Middle East, to the Indo-Pacific—on sensitive matters related to energy and trade security.
    And Daniel was one of the first people whom the White House hired to support the historic Abraham Accords, which is one of President Trump’s signature achievements from his first term and is still bearing fruit in the Middle East today.

  • MIL-OSI Security: Las Cruces Couple Charged with Evidence Tampering in Federal Investigation of Suspected Gang Member

    ALBUQUERQUE – A former Doña Ana County Magistrate Judge and his wife are facing federal charges related to alleged evidence tampering in a case involving a suspected member of a Venezuelan criminal organization.

    According to court records, on April 24, 2025, Jose Luis “Joel” Cano, 67, and Nancy Ann Cano, 68, were arrested at their Las Cruces home following a federal investigation into their connection with Cristhian Ortega-Lopez, an undocumented Venezuelan national suspected of being affiliated with the Tren de Aragua gang. Federal authorities allege that the Canos hired Ortega-Lopez for home repairs and later allowed him to reside in their guesthouse.

    On February 28, 2025, Ortega-Lopez was arrested at the Cano residence and charged with being an illegal alien in possession of firearms. Investigators identified evidence, including clothing, tattoos, and social media content, which indicates Ortega-Lopez’s association with Tren de Aragua, a U.S.-designated Foreign Terrorist Organization (FTO).

    Following Ortega-Lopez’s arrest, authorities allege that Jose Cano destroyed a cellphone belonging to Ortega-Lopez by smashing it with a hammer and discarding the remains, believing it contained incriminating photos and videos. Nancy Cano is accused of conspiring to delete Ortega-Lopez’s Facebook account to eliminate evidence.

    “The allegations against Judge Dugan and Judge Cano are serious: no one, least of all a judge, should obstruct law enforcement operations,” said Attorney General Pamela Bondi. “Doing so imperils the safety of our law enforcement officers and undermines the rule of law. The Department of Justice will continue to follow the facts — no one is above the law.”

    “Sanctuary jurisdictions that shield criminal aliens endanger American communities,” said Deputy Attorney General Todd Blanche. “This Justice Department will not stand by as local officials put politics over public safety. Reckless sanctuary city policies create a sanctuary for one class—criminals. Those days are over.”

    Jose Cano is charged with tampering with evidence, while Nancy Cano faces conspiracy to tamper with evidence. Both have been released on $10,000 bond each, are prohibited from contacting Ortega-Lopez, and must restrict tenants and guests at their properties to those who can provide proof of citizenship or legal residency.

    “Judges are responsible for upholding our country’s laws. It is beyond egregious for a former judge and his wife to engage in evidence tampering on behalf of a suspected Tren de Aragua gang member accused of illegally possessing firearms,” said U.S. Attorney Ryan Ellison for the District of New Mexico. “The U.S. Attorney’s Office is committed to dismantling this foreign terrorist organization by disrupting its criminal operations in New Mexico. That starts by prosecuting those who support gang members — including judges.”

    U.S. Attorney Ryan Ellison and Jason T. Stevens, Special Agent in Charge of Homeland Security Investigations (HSI) El Paso, made the announcement today.

    Homeland Security Investigations investigated this case with assistance from FBI, Bureau of Alcohol, Tobacco, Firearms and Explosives and U.S. Customs and Border Protection. Assistant U.S. Attorneys Maria Y. Armijo, Randy Castellano, and Elizabeth Tonkin is prosecuting the case.

    A criminal complaint is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    Lieutenant General MV Suchindra Kumar, relinquished the Command of Indian Army’s Northern Command on 30th April 2025, after completing an illustrious career of four decades in the Indian Army. In a solemn ceremony on his departure, the GOC-in-C paid homage to the Bravehearts for their supreme sacrifice in the line of duty. An alumnus of Sainik School, Bijapur and NDA, Khadakwasla, the General Officer was commissioned into 1 ASSAM Regiment on 8th June 1985. He has a rich and versatile experience of Conventional and Counter Terrorism/ Insurgency operations in Northern and Eastern Command theatres of the country. His command appointments were all in J&K that includes command of a Rashtriya Rifles Battalion, an Infantry Brigade, a Division and a Corps.

    He assumed the appointment of GOC-in-C, Northern Command on 19th February 2024. During his command, he provided Strategic guidance and Operational oversight for planning and execution of sustained operations along the northern and western borders, besides orchestrating the dynamic Counter-Terrorism operations in J&K. He ensured a balanced operational situation on the borders and hinterland. Under his leadership, training was evolved to align with the changing operational dynamics, preparing personnel for both current and futuristic challenges.

    Under his command, efforts were also made to galvanise resources as per Veterans Engagement programs to assist Veterans, ‘Veer-Matas’ and ‘Veer Naris’ within Northern Command Areas. Other key areas of focus under his leadership were facilitating upliftment of the youth, women empowerment and development of the local communities to include ‘Gujjars’ and ‘Bakkerwals’ through Operation Sadhbhavna. Multiple infrastructure projects were undertaken for upliftment of the local communities.

    In his farewell address the General officer complimented all ranks for their selfless service and exhorted them to continue their good work in the finest traditions of the Indian Army. The Indian Army wishes the General Officer and his family very best in their future endeavours.

    WASHINGTON, DC – Today, in the U.S. Senate Commerce Committee, Senator Jacky Rosen (D-NV) helped advance legislation she introduced with Senator Deb Fischer (R-NE) to strengthen American telecommunications against foreign adversaries. The bipartisan Foreign Adversary Communications Transparency (FACT) Act would require the Federal Communications Commission (FCC) to publicly identify entities that hold FCC licenses, authorizations, or other grants of authority that are owned, wholly or partially, by foreign, adversarial governments. It now awaits consideration on the Senate floor.
    “We must protect our nation in every way we can from global adversaries who are trying to hack our systems and access our information,” said Senator Rosen. “I’m glad to see that our bipartisan bill to help protect our telecommunications systems from adversarial nations, including China, Russia, and Iran, passed out of committee today.   • MIL-OSI Security: MS-13 leaders sentenced for January 2022 double murder that resulted in nationwide lockdown of federal prison system

    BEAUMONT, Texas – The last of seven defendants, all members of the violent transnational criminal organization La Mara Salvatrucha, also known as the MS-13, were sentenced in Beaumont for a double murder in 2022, announced Eastern District of Texas Acting U.S. Attorney Abe McGlothin, Jr.

    Juan Carlos Rivas-Moreiera, also known as “Juan Carlos Moriera” and “Stocky,” 45, a national of El Salvador and a high-ranking member and leader of MS-13, was sentenced to an additional term of life in federal prison on April 25, 2025, for his role in orchestrating and leading the violent plot to murder rival gang members.

    On April 29, Hector Ramires, also known as “Cuervo,” 31, a national of Honduras, was sentenced to 360 months in federal prison for his role in the attack.

    In April 2022, seven defendants, including Rivas-Moreiera and Ramires, were indicted with charges relating to the planning and execution of a violent attack orchestrated by members of MS-13 against Mexican Mafia and Sureños associates that resulted in two deaths, two attempted murders, and a nationwide lockdown of all inmates in the Federal Bureau of Prisons (FBOP) for almost a week.

    “This case illustrates the danger posed, both in and out of prison, by MS-13, a foreign terrorist organization,” said Abe McGlothin, Jr., Acting U.S. Attorney for the Eastern District of Texas.  “MS-13 leaders in El Salvador ordered and plotted these heinous murders from thousands of miles away. MS-13 ‘soldiers’ incarcerated in a Texas prison executed that plan, murdering two rival gang members and stabbing two others.  These sentences should serve as a warning for any foreign terrorist organizations that the Eastern District of Texas U.S. Attorney’s office, along with our law enforcement partners, will use all available resources to disrupt and dismantle their terrorist network. Thanks to the outstanding work of the FBI and BOP investigators, the deservedly stiff sentences handed out in this case will likely ensure that these MS-13 defendants never see life beyond the walls of a federal prison.”                 

    “The vicious brutality of MS-13 has no place in our prisons or our society,” said FBOP Director William K. Marshall III. “This heinous attack, which claimed two lives and endangered countless others, demanded a swift and decisive response. The life sentences handed down send an unmistakable message: we will relentlessly pursue and dismantle those who sow chaos and violence within our facilities. The Bureau of Prisons stands united with our law enforcement partners to ensure justice prevails and our communities are protected from these ruthless predators.”

    “In a brutal, calculated act designed to terrorize rival gangs, MS-13 members butchered two men with over 45 stab wounds and left others clinging to life in a Beaumont prison,” said FBI Houston Special Agent in Charge Douglas Williams. “This was no ordinary attack— it was one of the most violent prison executions in Texas history that triggered a nationwide lockdown of federal inmates and exposed the arrogance of MS-13 leaders, who believed they were beyond reach. Today’s sentencing shatters that delusion and sends a clear message: the FBI and our law enforcement partners will stop at nothing to guarantee these violent terrorists face the full consequences of their crimes.”

    MS-13 is a transnational criminal organization composed primarily of immigrants or descendants of immigrants from El Salvador, but also includes members from other countries such as Honduras, Guatemala, and Mexico. Although the gang originated in Los Angeles, California, it quickly spread and is now a national and international criminal organization with an estimated 10,000+ members regularly conducting gang activities in nearly all of the United States, including Texas, California, New York, and in El Salvador, Honduras, Guatemala, and Mexico. On Feb. 20, the U.S. Department of State designated MS-13 as a Foreign Terrorist Organization (FTO) and Specially Designated Global Terrorists (SDGT).

    The Mexican Mafia controls large portions of the Hispanic prison population in California and Texas and the federal prison system. MS-13 has had a symbiotic relationship with both the Mexican Mafia and the Sureños, which is a close association of Hispanic gangs that pay tribute to the Mexican Mafia while incarcerated in federal and state prisons in the United States. That symbiotic relationship recently began to fall apart as MS-13’s leadership in El Salvador, the Ranfla Nacional, sought to exert more control and independence of its own members while incarcerated in prisons within the United States, including using MS-13 command and control structure to enforce their orders, including orders to commit murders, even while in prison.

    According to information presented in court, on January 31, 2022, at the U.S. Penitentiary (USP) in Beaumont, seven MS-13 members converged in a housing unit and attacked multiple Sureños members and one Mexican Mafia associate. Defendant Rivas-Moreiera began the prison attack when he came up behind Guillermo Riojas and stabbed Riojas twice in the chest.  Riojas fell immediately, and other MS-13 defendants stabbed and kicked Riojas while he lay motionless on the prison floor.  The MS-13 defendants then chased, cornered, beat, and repeatedly stabbed Andrew Pineda, and other Sureños members.  The prison attack lasted approximately eight minutes.

    Riojas, 54, died as a result of the attack after suffering three stab wounds to the chest, piercing his heart twice and his lung once.  He also suffered injuries to his head and stomach during the attack.  Pineda, 34, who also died as a result of the attack, was stabbed 20 times on the front of his body and 26 times to the back of his body, for a total of 46 distinct stab wounds.  Two other Sureños members received serious injuries during the attack and were transported to an area hospital with numerous stab and puncture wounds.   

    In addition to Rivas-Moreiera and Ramires, the following defendants have been sentenced for their role in the attack:

    Larry Navarete, 44, a national of Nicaragua, was sentenced to an additional 360 months in federal prison;

    Jorge Parada, 45, a national of El Salvador, was sentenced to an additional 360 months in federal prison;

    Raul Landaverde-Giron, 35, a national of El Salvador, was sentenced to an additional 360 months in federal prison;

    Sergio Sibrian, 32, a national of El Salvador, was sentenced to an additional 420 months in federal prison; and

    Dimas Alfaro-Granados, 42, a national of El Salvador, was sentenced to an additional 360 months in federal prison.

    This prosecution is the result of coordination between the Eastern District of Texas and Joint Task Force Vulcan (JTFV).  JTFV was created in 2019 to eradicate MS-13 and now expanded to target Tren de Aragua (TdA) and is comprised of U.S. Attorney’s Offices across the country. Those include Eastern and Southern Districts of Texas; Southern and Eastern Districts of New York; Northern District of Ohio; Districts of New Jersey, Utah, Massachusetts, Nevada and Alaska; Southern District of Florida; Eastern District of Virginia; Southern District of California; and the District of Columbia, as well as the Department of Justice’s National Security Division and the Criminal Division.  Additionally, the FBI; U.S. Drug Enforcement Administration (DEA); U.S. Immigration and Customs Enforcement Homeland Security Investigations; Bureau of Alcohol, Tobacco, Firearms and Explosives; U.S. Marshals Service; and the FBOP National Gang Unit have been essential law enforcement partners with JTFV.

    This case is also a part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces and Project Safe Neighborhood.

    This case was prosecuted by Assistant U.S. Attorney Joseph R. Batte from the U.S. Attorney’s Office for the Eastern District of Texas, and now-co-directors of JTFV, Christopher A. Eason and Jacob Warren.  The case was investigated by the FBI and the FBOP.

    The Schuman Declaration laid the foundations for the European Union and paved the way for an unprecedented era of prosperity, peace, democracy, solidarity and cooperation in Europe.

    To mark the occasion, many events will take place in EU Member States and around the world, bringing together citizens from all walks of life. The EU institutions will open their doors and invite citizens to visit their premises, discover their work and engage in a wide range of educational and entertaining activities.

    Landmark buildings and monuments across the globe will be illuminated in the EU colours, while a special Europe Day programme is planned for Expo 2025 in Osaka, Japan.

    In times of global uncertainty, Europe remains an anchor of stability – a place of opportunity and protection for its citizens. The EU and its institutions are working towards the common goal of ensuring prosperity and competitiveness, guaranteeing our security and defence, while upholding the fundamental values Europeans care about.

    European Parliament

    On 4 May, citizens of all ages will be able to attend the official Europe Day opening ceremony and take a seat in the hemicycle of the European Parliament in Strasbourg. The ceremony will begin with a video message from President Roberta Metsola, followed by a speech from Vice-President Younous Omarjee, and a musical performance by the Voix de Stras’ ensemble. Through various exhibits and interactive activities, visitors will learn how the Parliament works, how laws are made, and why European politics matters. Visitors will also be able to visit the “Changemakers” exhibition. On 10 May, the public will once again be given the chance to discover European democracy in action at the Parliament’s hemicycle in Brussels, with day-long activities emphasising the importance of citizen participation. In Luxembourg, special activities will mark the first anniversary of the Visitors’ Centre on 9 May, including the recently inaugurated Europa Experience. The following day, a rich cultural programme is planned in the Echternach Abbey courtyard. Full programme and events organised in the 27 EU countries.

    European Council/Council of the European Union

    On 10 May, the Council of the European Union will also open its doors, granting citizens an opportunity to follow in EU leaders’ footsteps. Guided tours throughout the day will offer visitors a rare look at where important European decisions are made. Each of the 27 Member States will host a stand, showcasing their culture, traditions, culinary specialties and more. Younger visitors can also expect tailor-made activities, including a treasure hunt and a “fun fact” quest designed specifically for kids. In honour of the Council’s 50th anniversary, the public will even be able to travel back in time and take a selfie with the leaders of 1974.

    European Commission

    On 10 May, citizens will also have the opportunity to visit the Commission’s iconic Berlaymont building in Brussels. Here, they will have the chance to learn about the Commission’s role and priorities, engage in series of activities, and find out more about initiatives and concrete benefits for their daily lives. Among others, visitors will have an opportunity to learn about the Commission’s efforts to boost European competitiveness both, promote social cohesion, protect democracy and protect fundamental rights, at home and abroad.

    European Central Bank

    As part of its Europe Day celebrations on 10 May, the European Central Bank (ECB) will bring the vibrant spirit of Europe to its hometown, Frankfurt am Main, by participating in the city’s Europa-Fest. Visitors will find the ECB at the “European Marketplace” on the Römerberg plaza, alongside Frankfurt-based European Insurance and Occupational Pensions Authority and the Authority for Anti-Money Laundering and Countering the Financing of Terrorism. In such a special year, celebrating 40 years of Schengen and the 75th anniversary of the Schuman Declaration, many themed activities have been organised, with the ECB even planning a lightshow, to be projected onto the west wing of the city’s Grossmarkthalle. In Brussels, the ECB will also host its own stand at the Commission’s Europe Day event.

    European Investment Bank

    The European Investment Bank (EIB) Group will welcome visitors to its stand at the Council of the European Union’s Justus Lipsius building as part of its Open Day on 10 May in Brussels. EIB Group staff will inform visitors of how its financing and advisory services improve lives and advance EU policy goals. This includes anything from innovation, security and defence to social and territorial cohesion, and the transition towards a net-zero economy. The stand itself will be enhanced by various activities and media, such as quizzes, games and audiovisual material showcasing EIB-financed projects.

    European Court of Auditors

    On 10 May, as part of the Europe Day celebrations in Echternach, EU auditors will host a series of interactive and engaging activities at the European Court of Auditors’ premises. Among other things, visitors will have the chance to partake in an engaging quiz to test their audit skills. Families and people of all ages are welcome to discover how the European Court of Auditors, the guardian of the EU’s finances, helps protect EU citizens’ money.

    European External Action Service

    The European External Action Service (EEAS) will open its doors to the public on 10 May for its “Travel the World in a Day“. Travel the World in a Day” event. Visitors to the EU’s diplomatic headquarters in Brussels will be given an opportunity to learn about the work of the EEAS and its 144 delegations and offices worldwide. Through interactive exhibits and activities, visitors will discover the EU’s role as a global leader and reliable partner for prosperity, peace, security, multilateralism, democracy, and a rules-based order. The event will also include a digital booth to help explore the EU pavilion at Expo 2025 in Japan, as well as live dance performances, workshops and family-friendly activities that celebrate global diversity.

    European Economic and Social Committee

    This year, the European Economic and Social Committee (EESC) will also host a special celebration of the Schuman Declaration’s 75th anniversary. To honour this seminal text, the EESC – the house of European organised civil society – is putting together a range of activities on its premises, through which it will inform and engage with citizens, while offering insights into its various Sections’ and Groups’ advisory work. The day itself will offer entertainment for all, with a real-time voting simulation allowing visitors to step into EESC members’ shoes and discover the process for themselves.

    European Committee of the Regions

    On 10 May, the European Committee of the Regions (CoR) – ideally located between the European Parliament and Council in Brussels – will open its doors to the public as well, showcasing how it represents regions and cities in the EU, and everything that regional and local elected politicians do for citizens. Visitors will learn how their region voices its interests in the EU, and they will have the chance to meet local and regional elected politicians and discuss European issues in a direct, informal atmosphere. The traditional Festival of Regions and Cities will treat visitors to a showcase of their preferred tourist spots, traditional music and dance, and various culinary specialties.

    Background

    Europe Day held on 9 May every year celebrates peace and unity in Europe. The date marks the anniversary of the ‘Schuman declaration’, a historic proposal made by Robert Schuman, French Foreign Minister, in 1950 that laid out the foundation of European cooperation. Schuman’s proposal is considered to be the beginning of what is now the European Union.
