A man has been charged with a terrorism offence following an incident at the Embassy of Israel on Monday, 28 April.
Abdullah Sabah Albadri, 33 (28.12.1991) of no fixed abode was charged on Wednesday, 30 April with the following offences:
Preparation of terrorist acts, contrary to Section 5(1)(a) of the Terrorism Act 2006.
Two counts of possession of a pointed or bladed article, contrary to Section 139(1) and (6) of the Criminal Justice Act 1988.
He has been remanded in custody and is due to appear at Westminster Magistrates’ Court later today (30 April).
Commander Dominic Murphy, Head of the Met’s Counter Terrorism Commandsaid: “We remain in close contact with those based at the Embassy of Israel and we appreciate that these charges will be concerning to them.
“I would like to reassure the public, however, that from our enquiries so far, we are not seeking anyone else in connection with this matter and we do not believe there is any wider threat to the public.
“Although the man has now been charged, we continue with our investigation and would urge the public not to speculate further at this time.”
Background:
Shortly before 18:00hrs on Monday, 28 April, officers from the Met’s Parliamentary and Diplomatic Protection Command became aware of a man attempting to gain unauthorised access to the grounds of the Embassy of Israel in Kensington, W8.
Officers prevented the man from entering and arrested him on suspicion of a public order offence, trespassing on a designated site and possession of an offensive weapon.
He was taken to a London police station and after further enquiries were carried out he was further arrested on suspicion of an offence contrary to Section 5 of the Terrorism Act 2006.
Due to this, the investigation is being led by detectives from the Met’s Counter Terrorism Command.

Through various exhibits and interactive activities, visitors will learn how the Parliament works, how laws are made, and why European politics matters. Visitors will also be able to visit the “Changemakers” exhibition. On 10 May, the public will once again be given the chance to discover European democracy in action at the Parliament’s hemicycle in Brussels, with day-long activities emphasising the importance of citizen participation. In Luxembourg, special activities will mark the first anniversary of the Visitors’ Centre on 9 May, including the recently inaugurated Europa Experience. On 10 May, the Council of the European Union will also open its doors, granting citizens an opportunity to follow in EU leaders’ footsteps. Guided tours throughout the day will offer visitors a rare look at where important European decisions are made. Each of the 27 Member States will host a stand, showcasing their culture, traditions, culinary specialties and more. Younger visitors can also expect tailor-made activities, including a treasure hunt and a “fun fact” quest designed specifically for kids. In honour of the Council’s 50th anniversary, the public will even be able to travel back in time and take a selfie with the leaders of 1974.
European Commission
On 10 May, citizens will also have the opportunity to visit the Commission’s iconic Berlaymont building in Brussels. Here, they will have the chance to learn about the Commission’s role and priorities, engage in series of activities, and find out more about initiatives and concrete benefits for their daily lives. Among others, visitors will have an opportunity to learn about the Commission’s efforts to boost European competitiveness both, promote social cohesion, protect democracy and protect fundamental rights, at home and abroad.
European Central Bank
As part of its Europe Day celebrations on 10 May, the European Central Bank (ECB) will bring the vibrant spirit of Europe to its hometown, Frankfurt am Main, by participating in the city’s Europa-Fest. Visitors will find the ECB at the “European Marketplace” on the Römerberg plaza, alongside Frankfurt-based European Insurance and Occupational Pensions Authority and the Authority for Anti-Money Laundering and Countering the Financing of Terrorism. In such a special year, celebrating 40 years of Schengen and the 75th anniversary of the Schuman Declaration, many themed activities have been organised, with the ECB even planning a lightshow, to be projected onto the west wing of the city’s Grossmarkthalle. In Brussels, the ECB will also host its own stand at the Commission’s Europe Day event.
European Investment Bank
The European Investment Bank (EIB) Group will welcome visitors to its stand at the Council of the European Union’s Justus Lipsius building as part of its Open Day on 10 May in Brussels. EIB Group staff will inform visitors of how its financing and advisory services improve lives and advance EU policy goals. This includes anything from innovation, security and defence to social and territorial cohesion, and the transition towards a net-zero economy. The stand itself will be enhanced by various activities and media, such as quizzes, games and audiovisual material showcasing EIB-financed projects.
European Court of Auditors
On 10 May, as part of the Europe Day celebrations in Echternach, EU auditors will host a series of interactive and engaging activities at the European Court of Auditors’ premises. Among other things, visitors will have the chance to partake in an engaging quiz to test their audit skills. Families and people of all ages are welcome to discover how the European Court of Auditors, the guardian of the EU’s finances, helps protect EU citizens’ money.
European External Action Service
The European External Action Service (EEAS) will open its doors to the public on 10 May for its “Travel the World in a Day“. Travel the World in a Day” event. Visitors to the EU’s diplomatic headquarters in Brussels will be given an opportunity to learn about the work of the EEAS and its 144 delegations and offices worldwide. Through interactive exhibits and activities, visitors will discover the EU’s role as a global leader and reliable partner for prosperity, peace, security, multilateralism, democracy, and a rules-based order. The event will also include a digital booth to help explore the EU pavilion at Expo 2025 in Japan, as well as live dance performances, workshops and family-friendly activities that celebrate global diversity.
European Economic and Social Committee
This year, the European Economic and Social Committee (EESC) will also host a special celebration of the Schuman Declaration’s 75th anniversary. To honour this seminal text, the EESC – the house of European organised civil society – is putting together a range of activities on its premises, through which it will inform and engage with citizens, while offering insights into its various Sections’ and Groups’ advisory work. The day itself will offer entertainment for all, with a real-time voting simulation allowing visitors to step into EESC members’ shoes and discover the process for themselves.
European Committee of the Regions
On 10 May, the European Committee of the Regions (CoR) – ideally located between the European Parliament and Council in Brussels – will open its doors to the public as well, showcasing how it represents regions and cities in the EU, and everything that regional and local elected politicians do for citizens. Visitors will learn how their region voices its interests in the EU, and they will have the chance to meet local and regional elected politicians and discuss European issues in a direct, informal atmosphere. The traditional Festival of Regions and Cities will treat visitors to a showcase of their preferred tourist spots, traditional music and dance, and various culinary specialties.

Europe Day held on 9 May every year celebrates peace and unity in Europe. The date marks the anniversary of the ‘Schuman declaration’, a historic proposal made by Robert Schuman, French Foreign Minister, in 1950 that laid out the foundation of European cooperation. Schuman’s proposal is considered to be the beginning of what is now the European Union.

World leaders are well aware of the conditions that are associated with the onset of such atrocities, from the studies of previous genocides in Bosnia, Rwanda, Cambodia, the Holocaust, and the list goes on.
Despite the warnings, the world watched in August 2014 as thousands of ISIS members, including many of our neighbours, brutally attacked Yazidis, village by village, murdering thousands of innocent men and elderly women, including six of my brothers and my mother.
Young women, including myself, my sisters, my nieces, and my cousins, along with over 6,000 women and children, were forced into sexual slavery. ISIS imposed brutal policies on Yazadi women, viewing them as spoils of war.
Nadia Murad
After her captivity, she became a powerful voice for survivors of genocide and sexual violence. In 2016, she was appointed as a United Nations Goodwill Ambassador for the Dignity of Survivors of Human Trafficking.
In 2018, Nadia Murad was co-awarded the Nobel Peace Prize, along with Congolese doctor Denis Mukwege, as she is a leading advocate for ending the use of sexual violence as a weapon of war and armed conflict. The same year, she published her memoir The Last Girl: My Story of Captivity, and My Fight Against the Islamic State (Virago) and launched a survivor-led NGO, Nadia’s Initiative.

LOS ANGELES – Serbian law enforcement authorities have arrested two foreign nationals, Cui Guanghai, 43, of China, and John Miller, 63, of the United Kingdom, at the request of the United States, the Justice Department announced today.
The United States today unsealed its criminal complaint alleging that Cui and Miller coordinated and directed a conspiracy to harass, intimidate, and threaten a Los Angeles resident (the victim) who had been publicly critical of Chinese President Xi Jinping.
According to court documents, beginning in October 2023, Cui and Miller enlisted two individuals (Individual 1 and Individual 2) inside the United States to carry out a plot to prevent the victim from protesting President Xi’s appearance at the Asia Pacific Economic Cooperation (APEC) summit in November 2023. The victim had previously made public statements in opposition to the policies and actions of the PRC government and President Xi.
Unbeknownst to Cui and Miller, Individual 1 and Individual 2 were affiliated with and acting at the direction of the FBI.
In the weeks leading up to the APEC summit, Cui and Miller directed and coordinated an interstate scheme to surveil the victim, to install a tracking device on the victim’s car, to slash the tires on the victim’s car, and to purchase and destroy a pair of artistic statutes created by the victim depicting President Xi and President Xi’s wife.
A similar scheme took place in the spring of 2025, after the victim announced that he planned to make public an online video feed depicting two new artistic statutes of President Xi and his wife. In connection with these plots, Cui and Miller paid two other individuals (Individual 3 and Individual 4), approximately $36,500 to convince the victim to desist from the online display of the statues. Unbeknownst to Cui and Miller, Individual 3 and Individual 4 were also affiliated with and acting at the direction of the FBI.
A criminal complaint is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
If convicted, Cui and Miller face the following maximum penalties: five years in federal prison for conspiracy and five years in federal prison for interstate stalking.
The FBI is investigating the case. The United States thanks the Ministry of Justice of Serbia, the Ministry of Interior of Serbia, and the Republic Public Prosecutor’s Office of Serbia for the assistance in this matter. The United States will seek extradition of Cui and Miller and looks forward to working in partnership with the Republic of Serbia’s Prosecutor’s Office and the Ministry of Justice.

FINANCING FOR DEVELOPMENT
This morning, the Secretary-General, as you heard, spoke at the Economic and Social Council Forum on Financing for Development.
He said that, as we prepare for the Fourth International Conference on Financing for Development in Sevilla in July, we are facing some harsh truths: donors are pulling the plug on aid commitments, the Sustainable Development Goals are dramatically off track and high borrowing costs are draining away public investments.
But, the more dangerous truth is that collaboration is being questioned with the ongoing trade wars. The Secretary-General said trade is a prime example of the benefits of international cooperation, and trade barriers are a clear and present danger to the global economy and sustainable development.
These are tough times, he said, but it is in difficult periods that the imperative for responsible, sustainable investment is even more critical.
DEPUTY SECRETARY-GENERAL
The Deputy Secretary-General, Amina Mohammed is in Montevideo, Uruguay. Today, she met with the President of Uruguay, Yamandú Orsi, to discuss the country’s development priorities and their alignment with the Sustainable Development Goals.
Later today, she will meet with several Government Ministers to discuss the partnership between the United Nations and Uruguay. She is also meeting youth groups, civil society, and of course the country team of the United Nations.

VICTIMS OF TERRORISM ASSOCIATIONS’ NETWORK

Jay Clayton, the United States Attorney for the Southern District of New York, and Christopher G. Raia, the Assistant Director in Charge of the New York Field Office of the Federal Bureau of Investigation (“FBI”), announced today that HAJI NAJIBULLAH, a/k/a “Najibullah Naim,” a/k/a “Abu Tayeb,” a/k/a “Atiqullah,” a/k/a “Nesar Ahmad Mohammad,” pled guilty to hostage taking and providing material support for acts of terrorism resulting in death in connection with NAJIBULLAH’s role in the hostage taking of an American journalist and two Afghan nationals in Afghanistan and Pakistan in 2008 and 2009, and his leadership of Taliban fighters who carried out attacks on U.S. servicemembers in Afghanistan between 2007 and 2009, resulting in the deaths of American soldiers. NAJIBULLAH pled guilty today before U.S. District Judge Katherine Polk Failla.
U.S. Attorney Jay Clayton said: “Haji Najibullah was a Taliban commander who committed acts of terrorism against U.S. servicemembers and civilians in Afghanistan. His vicious acts of terrorism included taking hostage multiple civilians and providing material support for attacks that resulted in the deaths of brave Americans. Najibullah committed his crimes in Afghanistan over 15 years ago, and now faces justice in an American courtroom. As alleged in the charging instruments, court filings, and statements in the public record:
Between approximately 1996 and 2001, the Taliban controlled Afghanistan and harbored and supported terrorists, including terrorists involved in perpetrating the September 11, 2001, terrorist attacks on the U.S. After losing power in approximately October 2001 as a result of the U.S. and NATO-led invasion of Afghanistan, the Taliban engaged in a deadly insurgency campaign to regain control of the country. Beginning in the early 2000s, as part of that campaign of violence, the Taliban conducted numerous suicide bombings, targeted killings, assassinations, improvised explosive device (“IED”) attacks, paramilitary ambushes, and hostage takings against the then-government of Afghanistan, U.S. military forces and their NATO and Afghan partners, and American civilians in Afghanistan.
Between in or around 2007 and 2009, NAJIBULLAH served as a Taliban commander in Afghanistan’s Wardak Province, which borders Kabul. During that time, Taliban fighters under NAJIBULLAH’s command carried out deadly attacks against American and NATO troops and their Afghan allies, using, among other things, suicide bombers, automatic weapons, IEDs, and rocket-propelled grenades (“RPGs”) and other anti-tank weapons and explosives, including against U.S. military helicopters.
For example, on or about June 26, 2008, Taliban fighters under NAJIBULLAH’s command ambushed and attacked a U.S. military convoy in the vicinity of Wardak Province, Afghanistan, with IEDs, RPGs, and automatic weapons, killing three U.S. Army servicemembers: Sergeants First Class Matthew L. Hilton and Joseph A. McKay, and Sergeant Mark Palmateer, and their Afghan interpreter. Several other servicemembers were also injured in the attack.
In or about November 2007 and September 2008, NAJIBULLAH participated in two videorecorded interviews with a French reporter in Afghanistan. NAJIBULLAH and fighters under his command discussed how they targeted American and French troops—including a specific attack they conducted against French troops in or around August 2008. They also identified a particular location where they had used IEDs and anti-tank weaponry to destroy American military vehicles. During the interview, NAJIBULLAH further demonstrated how to operate a rocket-propelled grenade launcher to shoot troops guarding checkpoints and boasted that fighters under his command were ready to fight the “holy war,” including that they were “ready to be suicide bombers” and “put on a belt and blow themselves up if we ask them.” In September 2008, in the French reporter’s presence, NAJIBULLAH and fighters under his command attacked and destroyed an Afghan National Police outpost using automatic weapons and rockets.
On or about November 10, 2008, NAJIBULLAH and other Taliban fighters took hostage an American journalist (“U.S. Hostage-1”) and two Afghan nationals who were assisting U.S. Hostage-1 (together with U.S. Hostage-1, the “Hostages”) at gunpoint in Afghanistan. Shortly thereafter, NAJIBULLAH and his co-conspirators forced the Hostages to hike across the border from Afghanistan to Pakistan, where NAJIBULLAH and his co-conspirators detained the Hostages. For the next approximately seven months, NAJIBULLAH and his co-conspirators held the Hostages captive in Pakistan. NAJIBULLAH and his co-conspirators forced the Hostages to make numerous calls and videos seeking help, in an attempt to compel ransom payments and the release of Taliban prisoners by the U.S. Government.

NAJIBULLAH, 49, pled guilty to providing material support for acts of terrorism resulting in death, which carries a maximum sentence of life in prison, and to hostage taking, which also carries a maximum sentence of life in prison.
The statutory maximum penalties are prescribed by Congress and are provided here for informational purposes only, as any sentencing of the defendant will be determined by the judge.
Mr. Clayton praised the outstanding efforts of the FBI’s New York Joint Terrorism Task Force, which principally consists of agents from the FBI and detectives from the New York City Police Department. He also thanked the New York and New Jersey Port Authority Police, the Department of Defense, and the Counterterrorism Section of the Department of Justice’s National Security Division for their assistance with this investigation, as well as the Ukrainian authorities and the Justice Department’s Office of International Affairs for their assistance in the arrest and extradition of the defendant.
This prosecution is being handled by the Office’s National Security and International Narcotics Unit. Assistant U.S. Attorneys Sam Adelsberg, Jacob H. Gutwillig, and David J. Robles are in charge of the prosecution, with assistance from Trial Attorney Jennifer Burke of the Counterterrorism Section.

In the last two weeks of February, humanitarian agencies reported 895 cases of conflict-related rape as M23 rebels advanced through the eastern Democratic Republic of Congo (DRC). According to a United Nations High Commissioner for Refugees official, this was an average of more than 60 rapes a day.
UNICEF officials reported similarly grim figures. Between Jan. 27 and Feb. 2, 2025, the number of rape cases treated across 42 health facilities in DRC jumped five-fold, with 30 per cent of these cases being children.
While immediate responses are needed to stop the violence, provide health care to the survivors and assist the displaced, the pursuit of justice also plays a critical role.
Investigative bodies, including the International Criminal Court (ICC), are increasingly using technology to investigate conflict-related sexual violence. In a recent research project, my team interviewed experts who specialize in conflict-related sexual violence investigations around the world. The research was supported by XCEPT, a conflict research program funded by the United Kingdom’s Department for International Development.
Investigating sexual violence
The ICC’s chief prosecutor, Karim Khan, visited DRC at the end of February and met with sexual violence survivors. The ICC has the mandate to investigate rape, sexual slavery and other gender-based violence amounting to genocide, crimes against humanity and war crimes. The office had reactivated investigations in October 2024.
In our research, we found that survivors of conflict-related sexual violence are connecting with investigators through various technologies, such as directly using encrypted apps like Signal. Survivors also go through civil society organizations equipped to take video or electronic statements — Yazda, for example, which works with Yazidi survivors of ISIS crimes in northern Iraq — or via portals like the ICC’s OTPLink. The UN’s Commissions of Inquiry also encourage and receive email submissions.
International courts and investigative bodies are also analyzing open-source information on conflict-related sexual violence, such as videos, photos and statements posted on online platforms. Guided by the Berkeley Protocol on Digital Open Source Investigations, this information can be useful to support witness statements, place alleged perpetrators at the scene of the violations and link incidents into a pattern of similar violence.
In Ukraine, our study found that the main technology-related concern in open-source data gathering is identifying AI-created and other artificially generated images, specifically designed and planted in the public domain as a form of disinformation or to compromise investigations.
Face and voice recognition
Conflict-related sexual violence is often perpetrated indoors which makes certain technologies like satellite or drone imagery less useful. However, other forms of technology have proven to be beneficial in Ukraine’s investigations. In particular, face and voice recognition software have supported efforts to identify alleged perpetrators.
While Ukraine’s experience points to some successes, investigations into sexual violence committed by ISIS in northern Iraq have been hampered. This is partly due to the lack of automated translation software in the Yazidi language to facilitate the transcription and translation of testimonies.
This speaks to the importance of developing software to translate minority languages spoken in armed conflict zones.
Survivor concerns
Survivors have expressed concerns about the turn to the digital. They fear that their identities and experiences may be revealed through hacking or poor data handling, which could put them at risk of reprisals from perpetrators or their accomplices. It could also lead to stigmatization and ostracization in some communities, undoing survivors’ efforts to rebuild their lives.
To address these concerns, international courts and investigative bodies have adopted data protection protocols. However, the lack of a standardized framework for the use of technology in the investigation of conflict-related sexual violence remains a significant concern for the investigators we interviewed.
Such a framework would incorporate best practices in supporting survivors providing evidence, tracking and preserving open source information and developing new technological applications.
If there is to be justice for survivors of conflict-related rape in DRC and elsewhere, technology — provided it is used with great sensitivity — will likely be an important and timely aid.

At 10.00 this morning, on the parvis of the Patriarchal Vatican Basilica, the Exequial Holy Mass for the late Roman Pontiff Francis took place.
The Exequial Liturgy was concelebrated by the Cardinals and the Patriarchs of the Eastern Churches. The Dean of the College of Cardinals, His Eminence Cardinal Giovanni Battista Re, presided over the Concelebration.
At the end of the solemn Eucharistic Celebration, the Ultima Commendatio (last recommendation) and the Valedictio (farewell) took place. The Cardinal Vicar for the diocese of Rome led the supplication of the Church of Rome. The Patriarchs, Major Archbishops and Metropolitans of the “sui iuris” Eastern Churches then proceeded in front of the coffin for the supplication of the Eastern Churches. The Cardinal Dean then sprinkled the coffin of the late Pontiff with holy water and incensed it.
The coffin of the Holy Father Francis was transferred to the Basilica of Saint Mary Major for interment.

In this majestic Saint Peter’s Square, where Pope Francis celebrated the Eucharist so many times and presided over great gatherings over the past twelve years, we are gathered with sad hearts in prayer around his mortal remains. Yet, we are sustained by the certainty of faith, which assures us that human existence does not end in the tomb, but in the Father’s house, in a life of happiness that will know no end.
On behalf of the College of Cardinals, I cordially thank all of you for your presence. With deep emotion, I extend respectful greetings and heartfelt thanks to the Heads of State, Heads of Government and Official Delegations who have come from many countries to express their affection, veneration and esteem for our late Holy Father.
The outpouring of affection that we have witnessed in recent days following his passing from this earth into eternity tells us how much the profound pontificate of Pope Francis touched minds and hearts.
The final image we have of him, which will remain etched in our memory, is that of last Sunday, Easter Sunday, when Pope Francis, despite his serious health problems, wanted to give us his blessing from the balcony of Saint Peter’s Basilica. He then came down to this Square to greet the large crowd gathered for the Easter Mass while riding in the open-top Popemobile.
With our prayers, we now entrust the soul of our beloved Pontiff to God, that he may grant him eternal happiness in the bright and glorious gaze of his immense love.
We are enlightened and guided by the passage of the Gospel, in which the very voice of Christ resounded, asking the first of the Apostles: “Peter, do you love me more than these?” Peter’s answer was prompt and sincere: “Lord, you know everything; you know that I love you!” Jesus then entrusted him with the great mission: “Feed my sheep.” This will be the constant task of Peter and his successors, a service of love in the footsteps of Christ, our Master and Lord, who “came not to be served but to serve, and to give his life a ransom for many” (Mk 10:45).
Despite his frailty and suffering towards the end, Pope Francis chose to follow this path of self-giving until the last day of his earthly life. He followed in the footsteps of his Lord, the Good Shepherd, who loved his sheep to the point of giving his life for them. And he did so with strength and serenity, close to his flock, the Church of God, mindful of the words of Jesus quoted by the Apostle Paul: “It is more blessed to give than to receive” (Acts 20:35).
When Cardinal Bergoglio was elected by the Conclave on 13 March 2013 to succeed Pope Benedict XVI, he already had many years of experience in religious life in the Society of Jesus and, above all, was enriched by twenty-one years of pastoral ministry in the Archdiocese of Buenos Aires, first as Auxiliary, then as Coadjutor and, above all, as Archbishop.
The decision to take the name Francis immediately appeared to indicate the pastoral plan and style on which he wanted to base his pontificate, seeking inspiration from the spirit of Saint Francis of Assisi.
He maintained his temperament and form of pastoral leadership, and through his resolute personality, immediately made his mark on the governance of the Church. He established direct contact with individuals and peoples, eager to be close to everyone, with a marked attention to those in difficulty, giving himself without measure, especially to the marginalised, the least among us. He was a Pope among the people, with an open heart towards everyone. He was also a Pope attentive to the signs of the times and what the Holy Spirit was awakening in the Church.
With his characteristic vocabulary and language, rich in images and metaphors, he always sought to shed light on the problems of our time with the wisdom of the Gospel. He did so by offering a response guided by the light of faith and encouraging us to live as Christians amid the challenges and contradictions in recent years, which he loved to describe as an “epochal change.”
He had great spontaneity and an informal way of addressing everyone, even those far from the Church.
Rich in human warmth and deeply sensitive to today’s challenges, Pope Francis truly shared the anxieties, sufferings and hopes of this time of globalisation. He gave of himself by comforting and encouraging us with a message capable of reaching people’s hearts in a direct and immediate way.
His charisma of welcome and listening, combined with a manner of behaviour in keeping with today’s sensitivities, touched hearts and sought to reawaken moral and spiritual sensibilities.
Evangelisation was the guiding principle of his pontificate. With a clear missionary vision, he spread the joy of the Gospel, which was the title of his first Apostolic Exhortation, Evangelii gaudium. It is a joy that fills the hearts of all those who entrust themselves to God with confidence and hope.
The guiding thread of his mission was also the conviction that the Church is a home for all, a home with its doors always open. He often used the image of the Church as a “field hospital” after a battle in which many were wounded; a Church determined to take care of the problems of people and the great anxieties that tear the contemporary world apart; a Church capable of bending down to every person, regardless of their beliefs or condition, and healing their wounds.
His gestures and exhortations in favour of refugees and displaced persons are countless. His insistence on working on behalf of the poor was constant.
It is significant that Pope Francis’ first journey was to Lampedusa, an island that symbolises the tragedy of emigration, with thousands of people drowning at sea. In the same vein was his trip to Lesbos, together with the Ecumenical Patriarch and the Archbishop of Athens, as well as the celebration of a Mass on the border between Mexico and the United States during his journey to Mexico.
Of his 47 arduous Apostolic Journeys, the one to Iraq in 2021, defying every risk, will remain particularly memorable. That difficult Apostolic Journey was a balm on the open wounds of the Iraqi people, who had suffered so much from the inhuman actions of ISIS. It was also an important trip for interreligious dialogue, another significant dimension of his pastoral work. With his 2024 Apostolic Journey to four countries in Asia-Oceania, the Pope reached “the most peripheral periphery of the world.”
Pope Francis always placed the Gospel of mercy at the centre, repeatedly emphasising that God never tires of forgiving us. He always forgives, whatever the situation might be of the person who asks for forgiveness and returns to the right path.
He called for the Extraordinary Jubilee of Mercy in order to highlight that mercy is “the heart of the Gospel.”
Mercy and the joy of the Gospel are two key words for Pope Francis.
In contrast to what he called “the culture of waste,” he spoke of the culture of encounter and solidarity. The theme of fraternity ran through his entire pontificate with vibrant tones. In his Encyclical Letter Fratelli tutti, he wanted to revive a worldwide aspiration to fraternity, because we are all children of the same Father who is in heaven. He often forcefully reminded us that we all belong to the same human family.
In 2019, during his trip to the United Arab Emirates, Pope Francis signed A Document on Human Fraternity for World Peace and Living Together, recalling the common fatherhood of God.
Addressing men and women throughout the world, in his Encyclical Letter Laudato si’ he drew attention to our duties and shared responsibility for our common home, stating, “No one is saved alone.”
Faced with the raging wars of recent years, with their inhuman horrors and countless deaths and destruction, Pope Francis incessantly raised his voice imploring peace and calling for reason and honest negotiation to find possible solutions. War, he said, results in the death of people and the destruction of homes, hospitals and schools. War always leaves the world worse than it was before: it is always a painful and tragic defeat for everyone.
“Build bridges, not walls” was an exhortation he repeated many times, and his service of faith as Successor of the Apostle Peter always was linked to the service of humanity in all its dimensions.
Spiritually united with all of Christianity, we are here in large numbers to pray for Pope Francis, that God may welcome him into the immensity of his love.
Pope Francis used to conclude his speeches and meetings by saying, “Do not forget to pray for me.”
Dear Pope Francis, we now ask you to pray for us. May you bless the Church, bless Rome, and bless the whole world from heaven as you did last Sunday from the balcony of this Basilica in a final embrace with all the people of God, but also embrace humanity that seeks the truth with a sincere heart and holds high the torch of hope.
Ex-Judge of Dona Ana County Charged with Evidence Tampering and Milwaukee County Circuit Court Judge Charged with Unlawful Obstruction and Concealment
The Justice Department today announced federal criminal charges in two separate cases involving the alleged obstruction of federal law enforcement operations and unlawful concealment of individuals residing illegally in the United States.
“The allegations against Judge Dugan and Judge Cano are serious: no one, least of all a judge, should obstruct law enforcement operations,” said Attorney General Pamela Bondi. “Doing so imperils the safety of our law enforcement officers and undermines the rule of law. The Department of Justice will continue to follow the facts — no one is above the law.”
“Sanctuary jurisdictions that shield criminal aliens endanger American communities,” said Deputy Attorney General Todd Blanche. “This Justice Department will not stand by as local officials put politics over public safety. Nancy Ann Cano, 68, and Jose Luis Cano, 67, were arrested yesterday for evidence tampering offenses related to the federal investigation and prosecution against Cristhian Ortega-Lopez, a Venezuelan national residing unlawfully within the United States and with alleged ties to transnational criminal organization Tren de Aragua, a U.S.-designated Foreign Terrorist Organization (FTO).
“Judges are responsible for upholding our country’s laws. It is beyond egregious for a former judge and his wife to engage in evidence tampering on behalf of a suspected Tren de Aragua gang member accused of illegally possessing firearms,” said U.S. Attorney Ryan Ellison for the District of New Mexico. “The U.S. Attorney’s Office is committed to dismantling this foreign terrorist organization by disrupting its criminal operations in New Mexico. That starts by prosecuting those who support gang members — including judges.”
According to court documents, Homeland Security Investigations (HSI) initiated the investigation into Ortega-Lopez after receiving an anonymous tip that the individual was unlawfully present in the United States and in possession of firearms. Subsequent investigation confirmed that the defendant illegally entered the country on Dec. 15, 2023, near Eagle Pass, Texas, and was released shortly thereafter due to overcrowding at the Border Patrol facility.
Evidence uncovered by federal agents revealed the defendant had posted multiple photos and videos on social media showing him and other illegal aliens handling firearms at a shooting range in Las Cruces, New Mexico. Among the weapons allegedly pictured were a Sig Sauer P365 handgun, an AR-15 rifle equipped with a suppressor, and other high-powered firearms and ammunition. Distinctive tattoos confirmed Ortega-Lopez’s identity in the photos and videos. Further review of his social media activity revealed content suggesting affiliation with Tren de Aragua, including gang-related tattoos, hand gestures, and clothing.
According to court documents, in January 2025, HSI received a tip that Ortega-Lopez was unlawfully residing with other illegal aliens at a property in Las Cruces owned by Nancy and Jose Cano. Prior to his resignation in March 2025, Jose Cano served as a judge of the Dona Ana County Magistrate Court.
On Feb. 28, 2025, HSI executed two federal search warrants in connection with the investigation, resulting in the arrest of the Ortega-Lopez and multiple associates, and the seizure of four firearms.
Ortega-Lopez was arrested for illegal possession of firearms and ammunition. Four firearms believed to be in Ortega-Lopez’s possession, along with three of his cell phones, were seized during the operation. During the search, Ortega-Lopez was permitted to make a phone call before being taken to the Doña Ana County Detention Center (DACDC). He informed agents that a particular phone he wished to use was not among the devices recovered. Video calls from DACDC later showed Nancy Cano holding a black iPhone believed to be Ortega’s fourth phone.
In a March 7 call with Ortega-Lopez, Nancy Cano used the device to contact a person named “Michelle” via WhatsApp, then facilitated a FaceTime conversation between Michelle and Ortega-Lopez using her personal phone. Additionally, in an April 20 call, Nancy Cano and Ortega-Lopez discussed deleting his Facebook account – a platform where he had previously shared incriminating content, including gang affiliations and images with firearms.
On April 24, HSI agents executed a subsequent search warrant at the Cano residence to locate the missing cellphone. During questioning, Jose Cano admitted to destroying Ortega’s cellphone by smashing it with a hammer approximately five weeks prior, believing it contained incriminating photos and videos of Ortega with firearms.
Forensic analysis of the recovered phones revealed messages linked to Ortega’s criminal activities, including affiliations with the Tren de Aragua gang and images of Ortega with firearms.
Jose Cano is charged with one count of tampering with evidence and Nancy Cano is charged with one count of conspiracy to tamper with evidence. If convicted, the defendants face a maximum penalty of 20 years in prison, three years of supervised released, and up to a $250,000 fine. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.
Ortega-Lopez is charged with being an unlawful alien in possession of firearms and ammunition, which carries a maximum penalty of 15 years in prison. Despite strong evidence and pre-trial services’ assessment that the defendant poses a serious risk of flight and danger to the community, a U.S. Magistrate Judge ordered the defendant released on conditions. The government has since filed a notice of appeal challenging that decision, citing the defendant’s unlawful status, gang affiliations, disregard for previous release conditions, and risk to public safety.
HSI is investigating the cases, with valuable assistance from the FBI, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and U.S. Customs and Border Protection (CBP).

United States v. Hannah C. Dugan, Eastern District of Wisconsin
The Justice Department today announced the filing of a federal criminal complaint against Milwaukee County Circuit Court Judge Hannah C. Dugan, 65, for her alleged interference with a federal law enforcement operation and unlawful concealment of an individual subject to arrest.
According to court documents, the charges stem from events occurring on April 18, when members of the Milwaukee office of U.S. Immigration and Customs Enforcement, Enforcement and Removal Operations (ICE ERO), along with federal partners from the FBI, DEA, and U.S. Customs and Border Protection, attempted to execute a lawful arrest warrant for Eduardo Flores-Ruiz, a Mexican national previously removed from the United States and recently charged in Milwaukee County with multiple counts of domestic abuse-related battery.
According to court documents, federal agents arrived at the Milwaukee County Courthouse intending to arrest Flores-Ruiz in a public hallway following his court appearance before Judge Dugan. Upon learning of the agents’ presence in the hallway, Judge Dugan allegedly confronted and ordered federal agents to leave the courthouse. After being made aware of a valid immigration arrest warrant, Judge Dugan told agents that they needed a judicial warrant and demanded that they go to the Chief Judge’s office. Once the agents were no longer in the vicinity of her courtroom, Judge Dugan allegedly elected not to conduct a hearing on Flores-Ruiz’s criminal case, despite the fact that victims of his offense were present, and instead personally escorted Flores-Ruiz and his attorney through a restricted “jury door” exit not typically used by defendants or attorneys. This doorway led to a non-public hallway through which Flores-Ruiz and his attorney exited her courtroom. According to the affidavit, Judge Dugan’s actions directly resulted in Flores-Ruiz temporarily avoiding federal custody. He was ultimately arrested outside the courthouse, following a brief foot pursuit.
Dugan is charged with obstruction of proceedings before a department or agency of the United States, which carries a maximum penalty of five years in prison and concealing a person to prevent arrest, which carries a maximum penalty of one year in prison.
Flores-Ruiz was previously deported in 2013 and had reentered the United States unlawfully. He was subject to arrest based on an administrative warrant issued by ICE for immigration violations following his recent criminal charges in Milwaukee County.
A criminal complaint is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
Ex-Judge of Dona Ana County Charged with Evidence Tampering and Milwaukee County Circuit Court Judge Charged with Unlawful Obstruction and Concealment
The Justice Department today announced federal criminal charges in two separate cases involving the alleged obstruction of federal law enforcement operations and unlawful concealment of individuals residing illegally in the United States.
“The allegations against Judge Dugan and Judge Cano are serious: no one, least of all a judge, should obstruct law enforcement operations,” said Attorney General Pamela Bondi. “Doing so imperils the safety of our law enforcement officers and undermines the rule of law. The Department of Justice will continue to follow the facts — no one is above the law.”
“Sanctuary jurisdictions that shield criminal aliens endanger American communities,” said Deputy Attorney General Todd Blanche. “This Justice Department will not stand by as local officials put politics over public safety. Reckless sanctuary city policies create a sanctuary for one class—criminals. Those days are over.”

LOS ANGELES – Serbian law enforcement authorities have arrested two foreign nationals, Cui Guanghai, 43, of China, and John Miller, 63, of the United Kingdom, at the request of the United States, the Justice Department announced today.
The United States today unsealed its criminal complaint alleging that Cui and Miller coordinated and directed a conspiracy to harass, intimidate, and threaten a Los Angeles resident (the victim) who had been publicly critical of Chinese President Xi Jinping.
According to court documents, beginning in October 2023, Cui and Miller enlisted two individuals (Individual 1 and Individual 2) inside the United States to carry out a plot to prevent the victim from protesting President Xi’s appearance at the Asia Pacific Economic Cooperation (APEC) summit in November 2023. The victim had previously made public statements in opposition to the policies and actions of the PRC government and President Xi.
Unbeknownst to Cui and Miller, Individual 1 and Individual 2 were affiliated with and acting at the direction of the FBI.
In the weeks leading up to the APEC summit, Cui and Miller directed and coordinated an interstate scheme to surveil the victim, to install a tracking device on the victim’s car, to slash the tires on the victim’s car, and to purchase and destroy a pair of artistic statutes created by the victim depicting President Xi and President Xi’s wife.
A similar scheme took place in the spring of 2025, after the victim announced that he planned to make public an online video feed depicting two new artistic statutes of President Xi and his wife. In connection with these plots, Cui and Miller paid two other individuals (Individual 3 and Individual 4), approximately $36,500 to convince the victim to desist from the online display of the statues. Unbeknownst to Cui and Miller, Individual 3 and Individual 4 were also affiliated with and acting at the direction of the FBI.
A criminal complaint is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
If convicted, Cui and Miller face the following maximum penalties: five years in federal prison for conspiracy and five years in federal prison for interstate stalking.
The FBI is investigating the case. The United States thanks the Ministry of Justice of Serbia, the Ministry of Interior of Serbia, and the Republic Public Prosecutor’s Office of Serbia for the assistance in this matter. The United States will seek extradition of Cui and Miller and looks forward to working in partnership with the Republic of Serbia’s Prosecutor’s Office and the Ministry of Justice.

PITTSBURGH, Pa. – Ten individuals from Arizona, Ohio, Washington, and Mexico—including a member of the Foreign Terrorist Organization (FTO) Cártel de Sinaloa and one person illegally residing in the United States—pleaded guilty in federal court this week to charges of violating federal narcotics and money laundering laws in relation to an international drug trafficking organization (DTO), Acting United States Attorney Troy Rivetti announced today. The defendants were among 35 individuals charged through a Second Superseding Indictment unsealed in January 2024 for their participation in a domestic and international narcotics and money laundering conspiracy involving substantial quantities of fentanyl, methamphetamine, and cocaine (read the Second Superseding Indictment news release here).

In connection with the guilty pleas, the Court was advised that, on various dates from in and around August 2021 to in and around June 2023, in the Western District of Pennsylvania and elsewhere, the defendants conspired to possess with intent to distribute and distribute large quantities of cocaine, fentanyl, and/or methamphetamine. Specifically, Arredondo-Soto, Ledesma (who was residing in Phoenix illegally), Ortiz, Aguirre, Lopez, Rivera, and Monarrez each conspired to distribute 400 grams or more of fentanyl and 500 grams or more of methamphetamine, with all except Monarrez also having conspired to distribute five kilograms or more of cocaine. Similarly, from in and around August 2021 to in and around March 2023, Collins and Fentanes conspired to distribute 400 grams or more of fentanyl and 500 grams or more of cocaine, with Collins also having possessed with intent to distribute 500 grams or more of cocaine on March 2, 2023, while Kariye conspired to distribute 40 grams or more of fentanyl. The defendants were intercepted on a federal wiretap obtaining quantities of the drugs that they distributed to others. Further, from in and around April 2022 to in and around March 2023, Aguirre conspired to commit money laundering, packaging drug proceeds and delivering large amounts of U.S. currency to couriers to smuggle into Mexico to pay for re-supplies of drugs.
Arredondo-Soto, a Mexican national with ties to the Sinaloa Cartel, was the source of supply for the DTO and was responsible for trafficking millions of fentanyl pills and hundreds of pounds of methamphetamine that the DTO distributed. Numerous military-grade firearms were trafficked into Mexico for Arredondo-Soto as payment from members of the DTO for the drugs. In coordination with Homeland Security Investigations, Arredondo-Soto was arrested in Mexico in November 2023 by Mexican law enforcement authorities and extradited to the United States in February 2024.
Judge Ranjan scheduled sentencings for November 3-5, 2025. The law provides for a maximum total sentence of not less than 10 years and up to life in prison, a fine of up to $10 million, or both, or, for Kariye, not less than five years and up to 40 years in prison, a fine of up to $5 million, or both. Under the federal Sentencing Guidelines, the actual sentence imposed would be based upon the seriousness of the offense(s) and the prior criminal history, if any, of each defendant.
With this week’s 10 guilty pleas, 19 of the 35 defendants charged in the Second Superseding Indictment have now pleaded guilty in the case, with six defendants having been sentenced thus far. Included among those sentencings is Mark Camacho, 26, of Phoenix, Arizona, who Judge Ranjan sentenced this week to 57 months in prison for his role in the conspiracy.
Assistant United States Attorneys Arnold P. Bernard Jr. and Tonya S. Goodman are prosecuting this case on behalf of the government.
The Federal Bureau of Investigation’s Laurel Highlands Resident Agency and Homeland Security Investigations conducted the investigation that led to the prosecution of the defendants. Additional agencies participating in this investigation include the Internal Revenue Service – Criminal Investigation, United States Postal Inspection Service, and other local law enforcement agencies.
The Justice Department’s Office of International Affairs worked with law enforcement partners in Mexico to secure the arrest and extradition from Mexico of Arredondo-Soto.

The Telecommunication Engineering Centre (TEC), the technical arm of the Department of Telecommunications (DoT), in collaboration with the Centre for Development of Telematics (C-DOT), hosted the Third International Quantum Communication Conclave today in New Delhi. This high-level gathering brought together national and international experts, researchers, and policymakers to deliberate on the future of quantum communication, with a strong focus on standardization, research, and secure digital transformation.
Shri Jyotiraditya M. Scindia, Minister of Communications and Development of North Eastern Region; Dr. Chandra Sekhar Pemmasani, Minister of State for Communications inaugurated the conclave. Professor Ajay Kumar Sood, Principal Scientific advisor; Dr. Neeraj Mittal, Chairman DCC & Secretary (Telecom) and Smt. Tripti Saxena, Sr. DDG & Head, TEC shared the dais.
The conclave was organised as part of India’s definite steps in taking lead in the areas of quantum communication technologies, especially in light of the National Quantum Mission launched in 2023 with an outlay of ₹6003.65 Crore. The mission, a key initiative under the Prime Minister’s Science and Technology Innovation Advisory Council, aims to seed and scale up R&D in quantum technologies while fostering a vibrant and innovative ecosystem across academia, industry, and start-ups.
As part of the event, three significant documents were unveiled to support and promote the deployment of quantum secure technologies: the Standard on Generic Requirements for Quantum Random Number Generators (QRNG), a Technical Report on Migration to Post-Quantum Cryptography (PQC), and a Technical Report on Quantum Secure 5G/ Beyond 5G Core using PQC.
The Standard on QRNG provides a framework that can be used by the organizations for the evaluation of Quantum Random Number Generators. The purpose of Technical Report on Migration to Post-Quantum Cryptography (PQC) is to sensitize the organizations to identify their critical digital infrastructures including data and applications and be ready for a smooth transition to quantum safe cryptography.The Technical Report on Quantum Secure 5G/ Beyond 5G Core using PQC delves into the vulnerabilities of current cryptographic protocols within the evolving 5G core from the emergence of quantum computers and identifies key areas within the 5G Core architecture where post-quantum cryptography (PQC) can be implemented to achieve quantum security.
Delivering the Inaugural Address at the Opening Plenary of the Conclave, Shri Jyotiraditya M. Scindia, Minister of Communications and Development of North Eastern Region, spoke about the revolutionary impact of Quantum Technoloy. He pointed out that “quantum computing isn’t just another step forward, it is a giant leap that will define innovation, accelerate scientific discovery and unlock multiple solutions to human problems that were hitherto always thought of as insurmountable”. Shri Scindia added that “the future now is no longer just digital, the future now is quantum. And the ripple effects of quantum computing are already touching not only scientific discovery but also our lives”. He concluded by saying “let’s step into the quantum age with boldness, brilliance, and a clear sense of purpose.”
Minister Scindia also led the Conclave’s participants to observe one minute silence as a mark of respect to pay homage to those killed in the Terrorist attack in Pahalgam, J & K on April 22, 2025. He condemned the terror attack what he termed as the “cowardly, heinous attack by inhuman elements that claimed innocent lives”. He added, “My heart goes out to all those who have lost their loved ones and each one of us extend our heartiest, from the bottom of our hearts, our deepest condolences to every single family member.”
Dr. Chandra Sekhar Pemmasani, Minister of State for Communications, in his Special Address said that under the transformative leadership of Honerable Prime Minister, India is committed to leading the Quantum technology transformation. He informed that “Through the national quantum mission, we are investing deeply in quantum computing, quantum communications, quantum sensing, and quantum materials. Our vibrant startup ecosystem, our world-class research institutions, and our industry pioneers are already delivering indigenous quantum solutions ready for deployment”. The Minister exhorted all researchers, engineers, and visionary entrepreneurs, to ignite their curiosity, expand horizons, and challenge conventional thought.
The Principal Scientific Adviser to the Government of India , Prof. Ajay Kumar Sood, in his address highlighted that the conclave is taking place in the year 2025 which has been declared as the Year of Quantum by the United Nations General Assembly. Prof. Sood dwelt on the evolution of Quantum Technologies over the last 100 years stating that “today we are in the second revolution of Quantum Mechanics of the newest technology frontier where we now have the tools to controlling the quantum systems.”
Dr. Neeraj Mittal, Chairman DCC & Secretary (Telecom) expressed the hope, “this Quantum Conclave will help us redefine boundaries, foster collaboration—especially since this is an interdisciplinary field—and develop recommendations so that the government is able to take note of them and adapt our policies accordingly.”
This conclave aimed to create greater awareness about R&D, standardization and testing of quantum-safe technologies, and promote collaboration among stakeholders.
The technical sessions featured thought-provoking talks and presentations by leading experts and organizations from India and abroad, including Dr. Rajkumar Upadhyay, CEO C-DOT; Dr. Anandaraman Sankaran – Senior Manager, QKD Technical Marketing, Japan; Dr. Ray Harishankar – IBM Quantum Safe, USA; Dr. Kaveh Delfanazari –Senior Lecturer (Electronic & Nanoscale Engineering) University of Glasgow, UK; Mr. Rowan Högman (Advanced technology Director) M/s Ericsson, Sweden; Dr. Urbasi Sinha, Raman Research institute, Bengaluru; Prof. Anil Prabhakar, IIT Madras; and several others.
The conclave also featured exhibition from R&D institutions [C-DOT, CR Rao Advanced Institute of Mathematics, Statistics and Computer Science] and industries/start-ups [QuNu Labs, QpiAI, Qutess Labs & New Age Instruments & Materials Pvt. Ltd.] offering a glimpse into the cutting-edge advancements in quantum communication and related technologies taking place in India.
The conclave sought to mobilize contributions in international standard organizations. Additionally, it provided a platform to identify existing standardization gaps and foster contributions to Intellectual Property Rights (IPR) creation in quantum communication technologies.

The Vice-President of India, Shri Jagdeep Dhankhar today lauded the Governor of Tamil Nadu at Vice-Chancellors conference saying, “The Hon’ble Governor is doing this conference because it is his constitutional ordainment. He has taken oath under the Indian Constitution under Article 159. His oath, as that of the Hon’ble President, is very significant. The oath he has taken as Governor is to preserve, protect, and defend the Constitution and the law. By his oath, he is further enjoined to devote to the service and well-being of people of Tamil Nadu. By organizing such events, which are extremely relevant to the field of education, Governor Ravi is vindicating his oath. I must commend him for this very thoughtful initiative taken by him in 2022 to have conference of Vice-Chancellors. The present one is one in such series.”

Addressing the gathering as Chief Guest at the Inaugural Session of the Conference of Vice-Chancellors of State, Central and Private Universities of Tamil Nadu in Udhagamandalam today, Shri Dhankhar said, “At the heart of India’s great institutions in the past, we had visionary leaders, what we call modern Vice-Chancellors. The Vice-Chancellors of today are enormously talented. They are no less visionaries. They are giving everything which they can. They might face a big task, difficult terrain or air pockets, but I believe in their power to transform. They are worthy academicians who have capacity to bring about result. They represent and epitomize the ‘Kulapatis’ we had once. I urge everyone in governance at the Center and at the state level to believe in the institution of Vice Chancellor and ensure they have played the joints and can perform undeterred by ordinary situations.”
He further underscored the importance of changing academic landscape saying, “Today, not only Bharat but the entire world is faced with formidable challenges, rapid technological disruption. It is far more severe than industrial revolutions we had. A paradigm shift is taking place every moment. It is difficult to keep pace. The global order, on this count, is becoming increasingly complex. Every facet of life is being affected and it is therefore, in the lap of universities ably led on the front foot by Vice-Chancellors, to act as the stewards of India’s academic landscape. More the challenges, more the formidability of challenges, we must rise as impregnable, not only to overcome them, but to deliver results for the nation and the world. One challenge which the vice-chancellors must be facing is faculty. Faculty availability, faculty retention, and sometimes faculty addition. I would appeal to all of you to engage in sharing with one another. Use technology, don’t be an island in yourselves. It is not a time to be standalone because this challenge has to be fixed. We have no time.”

Shri Dhankhar expressed deep sorrow over the recent terror attack in Pahalgam, saying, “Today I join the Nation in expressing profound grief and outrage at the heinous terrorist attack in Pahalgam that claimed innocent lives. It is a grim reminder that terrorism is a global menace to be addressed by humanity in unison. Bharat is the world’s most peace-loving nation and our civilisational ethos reflects Vasudhaiva Kutumbakam.”
He further added, “Our visionary leadership in the shape of the Prime Minister who is in his third term is our greatest assurance that the nation’s rise cannot be handicapped by any situation internal or external. But we all have to bear in mind that national interest is supreme. This was echoed by Dr. B.R. Ambedkar while imparting his final address to the Constituent Assembly. We therefore have to take a resolve to always keep nation first, national interests cannot be intertwined with partisan interest, it has to be uppermost. This cannot be subservient to any interest political, personal or for a group.” Touching upon the transformative National Education Policy, the Vice-President said, “After three decades, taking into consideration inputs from the widest spectrum of stakeholders, there was the evolution of the National Education Policy. This policy aligns with our civilization ethos. It encourages multidisciplinary learning. It gives priority to Indian languages. It envisions education as the development of the person, not just employability.”
He further stated, “The most significant aspect of the National Education Policy is that it allows students to learn in their mother tongue. It has got us out of the colonial regime. Even medicine and engineering in local languages, which could not be entertained at one point of time, even in dreams, It is getting shape on the ground.”
From this platform, I wish to indicate that the National Education Policy is not a government policy. It is a policy for the nation. Therefore, I appeal, it is time for us all to adopt it, understand it, execute it, and to reap the fruits.
Calling upon institutions to study and adopt the policy in full spirit, he urged, “I beseech you all and the faculty and directors wherever they are to please do a thorough study of National Education Policy to realise its real intent and purpose so that we reap the harvest of it. From this platform, I wish to indicate National Education Policy is a government policy. It is a policy for the nation. And therefore I appeal, it is time for us all to adopt it, understand it, execute it, and to reap the fruits.”
He further emphasized that the future of Indian higher education lies in moving beyond traditional silos, “We are well past the era of standalone institutions. It can’t be just IIMs, IITs etc. Standalone era for institutions is already behind us. There is now need of convergence for various verticals to give institutions cutting edge. Multi-disciplinary approach across academic pursuits is the only answer. Share your faculty talent virtually, technologically and otherwise also. That will have twofold purpose. While giving it, you will be receiving also. The winds of innovation and change must have free passage in educational institutions. Evolve a mechanism. There must be tolerance for varying ideas. Intolerance to a thought defines democracy the wrong way. The nectar of university is that a solo voice that has an opinion different than that of the majority is heard with deference by engaging in dialogue and discourse, not by being judgmental.”
Highlighting Tamil Nadu’s historical role in India’s academic evolution, the Vice-President said, “Tamil Nadu is a land of vibrant learning centers, those learning centers must be our North Star now. Tamil Nadu has been home to such widely accoladed learning centers like Kanchipuram and Ennayiram. Ennayiram attracted thousands of students from all over Bharat. I see in these conferences emergence of crucibles of ideation that will rekindle the spirit of Kanchipuram and bring back glory of Ennayiram. We must take pride that it was in Tamil Nadu, Madras University was established in 1857. Modern education was exemplified in this land.”

He concluded with a stirring reflection on India’s rich linguistic heritage, especially Tamil’s historic recognition, saying, “Our languages, their richness and depth are our pride and legacy. This aspect amplifies the fullness and uniqueness of our culture. Go to any country, and you will not find what we have here. Our treasure is unfathomable. Sanskrit, Tamil, Telugu, Kannada, Hindi, Bangla, and other languages are a goldmine of literature and knowledge. These have national and global footprints. Educational institutions have to nurture with deep focus this treasure.”

This well-deserved recognition was imparted in 2004, which means things started changing in regimes. Today, there are 11 languages that are classical languages and Classical languages are those that have rich culture, knowledge, literature, depth. Let me just indicate the 11 languages because I had the occasion, as Chairman, Rajya Sabha, to declare to the Rajya Sabha that Marathi, Pali, Prakrit, Assamese, and Bengali were recently given the status of classical languages, but earlier we had, as I said Tamil, Sanskrit, Kannada, Telugu, Malayalam, and Odia. Go all over the world, we are matchless. We have to realise our power, our potential. We should not be carried away by insignificant aspects.”

The Council of Scientific and Industrial Research (CSIR), through its premier minerals research institute CSIR-IMMT, has signed two Joint Declarations of Intent (JDIs) with leading Russian institutions—the State Research and Design Institute of the Rare Metal Industry (JSC Giredmet), a premier research and design institute under the Russian State Atomic Energy Corporation, Rosatom, Moscow and the National University of Science and Technology MISIS, Moscow (NUST MISIS)—to strengthen cooperation in critical mineral processing and sustainable resource development.
Two separate Joint Declarations of Intent were signed by Dr. Ramanuj Narayan (Director, CSIR-IMMT)—one with Dr. Andrei I. Golinei (Director, Chemical Technology Unit, JSC Rosatom Science) and another with Dr. Michael R. Filonov (Vice-Rector, NUST MISIS).The collaborations are coordinated by Dr. Kali Sanjay, Chief Scientist and Head of Business Development from CSIR-IMMT, and Dr Konstantin V. A man who admitted possessing extreme right-wing terrorism documents, including a bomb-making guide, has been jailed, after an investigation by the Met’s Counter Terrorism Command.
As part of an investigation into indecent images of children being posted online, police raided the home address of Vitor Dias, 21 (04.03.2003) of Willesden, on 17 May 2022.
Dias was not arrested but two mobile phones were seized and the contents were downloaded and analysed.
A large amount of extreme right-wing terrorist material was recovered, including guides on how to make explosives, firearms and ammunition.
Commander Dominic Murphy, head of the Met’s Counter Terrorism Command, said: “This case demonstrates that we will arrest and prosecute anyone accessing terrorist material.
“I am grateful to the work of colleagues in the Wembley Online Child Sexual Abuse and Exploitation unit who uncovered Dias’s offending after his phones were seized.
“This case was also a successful example of the use of risk management software installed on the devices of those convicted of sexual offences.
“This case demonstrates that units from across the Met are committed to safeguarding vulnerable victims and specialist resources from counter terrorism will support the excellent work of officers and staff. Their excellent work allowed my officers to uncover the threat Dias posed.”
Dias was arrested on 8 September 2022 and subsequently charged on 3 October 2023 with four counts of possessing a document containing information useful for a terrorist purposes, contrary to section 58(1)(b) of the Terrorism Act 2000.
He pleaded guilty to these charges at the Old Bailey on 5 August 2024.
PC Merima Salkovic of North West BCU JIGSAW team ran a parallel investigation in to Dias leading to him being charged with two counts of possessing an extreme pornographic image, one count of making an indecent photograph of a child, category B and one count of making an indecent photograph of a child category C.
Dias appeared at Willesden Magistrates’ Court on 17 December 2024 and pleaded guilty to the first three charges. The making indecent images of a child, category C, will remain on file.
He was sentenced at the Old Bailey on 24 April to a total of three years in jail. He was also made subject of a 10-year Sexual Harm Prevention Order.
Dias was convicted on 31 March 2023 for the making of indecent images of children, and possession of prohibited images of children. He was placed on the Sex Offenders Register for five years and was managed by Wembley Jigsaw Unit.
As part of his conviction he was also given a Sexual Harm Prevention Order lasting for five years, which meant he had various prohibitions placed upon him, including risk management software to be installed on his electronic devices.
Hamas has been listed on the EU terror list since 2001 and continues to be so. Following the brutal and indiscriminate terrorist attack against Israel on 7 October 2023, a new dedicated sanctions regime against Hamas and the Palestinian Islamic Jihad was set up in January 2024[1]. Since then, two packages of listings have been adopted.
The EU has also made use of the CP931[2]/EU Terrorist List to designate leading figures of Hamas as terrorists[3]. The EU also adopted sanctions under the Global Human Rights sanctions regime in response to sexual violence committed by Hamas[4].
The EU has been clear that there must be no future role for Hamas in the future governance of Gaza, and that Hamas should no longer be a threat to Israel.
The EU will continue its political and financial support to the Palestinian Authority and its reform programme to help it prepare for its return to govern Gaza[5].

The Federal Bureau of Investigation is marking the 45th anniversary of the creation of its first Joint Terrorism Task Force. Formed in New York in 1980, the first JTTF became a model for law enforcement cooperation across the nation. The FBI New Orleans JTTF is the group responsible for the ongoing investigation into the New Year’s Day terrorist attack on Bourbon Street.
The FBI New Orleans Field Office organized its JTTF 25 years ago in April of 2000, with Louisiana State Police representing the only full-time local law enforcement partner working with the FBI, Department of Defense, and what is now the Department of Homeland Security. The JTTF allowed for a concentration of dedicated FBI manpower and resources. This new JTTF supplemented work already being done by regional task forces and working groups.

JTTFs can be found at each of the FBI’s 55 field offices and many of their smaller offices—around 280 locations in all.
JTTFs gather trained investigators, intelligence analysts, linguists, and tactical experts from federal, state, local, territorial, and Tribal law enforcement and intelligence agencies. Task force members share intelligence and investigative leads and respond to threats and incidents.
“We rely on our law enforcement partners to help keep our communities safe,” said Jonathan Tapp, special agent in charge of FBI New Orleans. “All of our partners bring their special skills and expertise to these teams, making us all that much stronger.”
The FBI’s JTTF model dates to 1979, when the New York Police Department and the FBI’s New York Field Office created a joint task force to tackle violent bank robberies. They imitated the model in 1980, when terrorist bombings, bomb threats, and other violence plagued the city, and announced the formation of the first JTTF in April 1980.
After the 9/11 attacks, FBI leadership directed all FBI field offices to establish a JTTF. In addition, the FBI established its National Joint Terrorism Task Force to support the local task forces in June of 2002. The NJTTF, at FBI Headquarters, enhances communication, coordination, and cooperation from partner agencies.
JTTFs have disrupted dozens of plots in the past four decades. The FBI New Orleans JTTF is dedicated to identifying and targeting for prosecution terrorist organizations planning or carrying out terrorist acts occurring in or affecting the State of Louisiana and apprehend individuals committing such violations.

The Federal Bureau of Investigation (FBI) is marking the 45th anniversary of the creation of its first Joint Terrorism Task Force (JTTF). Formed in 1980, the first JTTF became a model for law enforcement cooperation across the nation. The Boston Division of the FBI organized its first JTTF in April 1986.
Jackson, TN – Five people have been indicted in the Western District of Tennessee and are facing federal charges for their involvement in an organized drug trafficking scheme in the Western District of Tennessee according to recently unsealed indictments. The charges are the culmination of a two-year long investigation by FBI’s Transnational Organized Crime Task Force and the Drug Enforcement Administration in conjunction with the Selmer Police Department, McNairy County Sheriff’s Office, Adamsville Police Department, Bolivar Police Department, and Jackson Police Department. Joseph C. Murphy, Jr., Interim United States Attorney for the Western District of Tennessee, announced the unsealing of the indictments today.
According to court documents, between April 2023 and March 2025, the defendants worked together and with others to distribute fentanyl, methamphetamine, and marijuana throughout West Tennessee. The investigation revealed the drug trafficking organization is linked to and worked in conjunction with the Sinaloa cartel in furtherance of the distribution efforts within McNairy County and Memphis, Tennessee. The Sinaloa cartel, also known as Cártel de Sinaloa, is a transnational organization based in Sinaloa, Mexico and was designated on February 20, 2025 as a foreign terrorist organization (FTO) and a Specially Designated Global Terrorist. Cártel de Sinaloa is one of the world’s most powerful drug cartels and is one of the largest producers and traffickers of fentanyl, methamphetamine, and cocaine into the United States.
During the investigation, agents seized 10 kilograms of cocaine, over 16 pounds of methamphetamine, 30,000 fentanyl pills, approximately 40 pounds of marijuana, approximately $21,000 in cash, and a firearm. The indictment is in conjunction with the initiative “Operation Take Back America.”
On March 20, 2025, a federal grand jury returned an indictment charging all five individuals with Conspiracy to distribute and possess with the intent to distribute five kilograms of cocaine; four of the individuals with Conspiracy to distribute more than 50 grams of actual methamphetamine; and three of the individuals with conspiracy to distribute over 100 kilograms of marijuana. Two of the defendants were charged with multiple individual counts of distribution of cocaine, methamphetamine, and fentanyl. One defendant was charged with being an illegal alien and unlawfully in the United States and knowing possession of a firearm.

Carrico of the FBI Nashville Field Office. “The FBI and our law enforcement partners remain committed to identifying, disrupting, and dismantling any criminal enterprise that risks the wellbeing of our citizens.”

This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).
This case is being prosecuted by Assistant United States Attorneys Christie Hopper and Greg Allen. It was investigated by FBI’s Transnational Organized Crime Task Force, the Drug Enforcement Administration, the Selmer Police Department, the McNairy County Sheriff’s Office, the Adamsville Police Department, the Bolivar Police Department, and the Jackson Police Department. The investigation was furthered by assistance from the FBI – Denver Division.
The charges and allegations contained in the indictment are merely accusations of criminal conduct, not evidence. The defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt and convicted through due process of law.

The Ministry of Science and Higher Education of the Russian Federation, together with Peter the Great St. Petersburg Polytechnic University, launched a new information and educational website video project “Vice-Rector”, which is being implemented in the SPbPU television studio. Its presentation took place on April 23 at the forum-exhibition “GOSZAKAZ” at the stand of the Ministry of Education and Science of Russia. The event was attended by vice-rectors of leading universities and representatives of student media. The broadcast took place on the information resources of the educational department.
The discussion was moderated by the Head of the SPbPU Public Relations Department Marianna Dyakova. The experts were Maxim Pasholikov, Vice-Rector for Youth Policy and Communication Technologies at SPbPU, Anna Gureeva, First Vice-Rector of the Pushkin State Institute of the Russian Language, Mikhail Filonov, Vice-Rector for Science and Innovation at the MISIS University of Science and Technology, and Ruslan Baryshev, Vice-Rector for Research at the Siberian Federal University. The participants discussed the relevance of the project, the most important topics, challenges for the higher education system, and other issues. The presentation sparked a lively discussion and received a wide response. Activists from the student media center invited representatives of youth media to join the project.
The “Vice-Rector” project will unite the vice-rector community to talk about the life of the country’s leading universities, exchange best practices and popularize them, and identify and reward the most effective managers in the field of higher education.
“Teams from leading universities play an important role in improving the national model of higher education and achieving technological leadership. The “Vice-Rector” project will tell about how their work is structured from the inside. It is designed to highlight the most outstanding representatives of the vice-rectors’ corps and popularize the best scientific and educational practices,” said Deputy Minister of Education and Science of Russia Konstantin Mogilevsky.
“I am confident that the information and educational project “Vice-Rector” will become an effective platform for discussing the most pressing issues, exchanging practices and successful examples of implementing state policy in the field of science and higher education. Such a dialogue is very important today, when we are moving along the path of forming technological leadership and updating the national education system. The project is all-Russian, its participants will be experts from among the vice-rectors of all universities in our country. I am glad that we are implementing such an initiative together with the Ministry of Science and Higher Education, which, of course, contributes to the actualization of the most necessary topics for focusing. I invite all colleagues to participate in the project,” commented SPbPU Rector Andrey Rudskoy.
As part of the new project, experts from among the vice-rectors of Russian universities will explain innovations and changes in the scientific and educational sphere to a wide audience consisting of employees, teachers, students and applicants. During filming, the speaker can be directly in the SPbPU television studio or connect remotely. Editing and post-production of the project are also carried out at the Polytechnic University.
Each episode will cover different topics such as:
changes in the higher education system; updating the national higher education system; implementation of the technology leadership strategy; implementation of federal programs and projects; youth policy and others.
The premiere of the first issue dedicated to technological leadership has already taken place. Its hero was the Vice-Rector for Digital Transformation of SPbPU Alexey Borovkov.
“The Polytechnic University has a modern television studio and media resources, which allows us to take the initiative and use the available opportunities to popularize and explain new guidelines of state policy in the formation of the domestic system of higher education,” said Marianna Dyakova, Head of the SPbPU Public Relations Department. “It is important that experts from different universities in our country share their understanding of these processes with the general public. At the moment, we have presented a pilot issue on technological leadership. Of course, we will continue to improve our work to bring the project to perfection. The Prime Minister Shri Narendra Modi inaugurated, laid the foundation stone and dedicated to the nation multiple development projects worth over Rs 13,480 crore in Madhubani, Bihar today on the occasion of National Panchayati Raj Day. The Prime Minister appealed to everyone at the event to observe silence and pray for the departed souls in the Pahalgam attacks on 22 April 2025. Addressing the gathering on the occasion, he said that on the occasion of Panchayati Raj Day, the entire nation is connected with Mithila and Bihar. He remarked that projects worth thousands of crores of rupees, aimed at Bihar’s development, have been inaugurated and foundations laid for, emphasising that these initiatives in electricity, railways, and infrastructure will create new employment opportunities in Bihar. He paid tributes to the great poet and national icon, Ramdhari Singh Dinkar Ji, on his death anniversary.
Remarking that Bihar is the land where Mahatma Gandhi expanded the mantra of Satyagraha, Shri Modi highlighted Mahatma Gandhi’s firm belief that India’s rapid development is only possible when its villages are strong. He emphasized that the concept of Panchayati Raj was rooted in this sentiment. “Over the past decade, continuous steps have been taken to empower Panchayats. Technology has played a significant role in strengthening Panchayats, with over 2 lakh Gram Panchayats connected to the internet in the last decade”, he added. Shri Modi pointed out that more than 5.5 lakh Common Service Centers have been established in villages, underlining that the digitalization of Panchayats has brought additional benefits, such as easy access to documents like birth and death certificates, and landholding certificates. He remarked that while the nation received a new Parliament building after decades of independence, 30,000 new Panchayat Bhawans have also been constructed across the country. He also highlighted that ensuring adequate funds for Panchayats has been a priority for the government. “Over the past decade, Panchayats have received more than ₹2 lakh crore, all of which has been utilized for the development of villages”, he said.
Highlighting that one of the major issues faced by Gram Panchayats has been related to land disputes, the Prime Minister mentioned the frequent disagreements over which land is residential, agricultural, Panchayat-owned, or government-owned. He emphasized that to address this issue, the digitization of land records is being undertaken, which has helped resolve unnecessary disputes effectively.
Shri Modi underscored that Panchayats have strengthened social participation, remarking that Bihar was the first state in the country to provide 50% reservation for women in Panchayats. He emphasized that today, a significant number of women from economically weaker sections, Dalits, Mahadalits, backward, and extremely backward communities are serving as public representatives in Bihar, describing it as true social justice and genuine social participation. He underlined that democracy thrives and becomes stronger with greater participation. Reflecting this vision, Shri Modi noted that a law providing 33% reservation for women in the Lok Sabha and State Assemblies has also been enacted. He remarked that this will benefit women across all states, giving our sisters and daughters greater representation.
Emphasising that the government is working in mission mode to increase women’s income and create new opportunities for employment and self-employment, Shri Modi highlighted the transformative impact of the ‘Jeevika Didi’ program in Bihar, which has changed the lives of many women. He remarked that today, self-help groups of women in Bihar have been provided financial assistance of approximately ₹1,000 crore, noting that this will further strengthen the economic empowerment of women and contribute to the goal of creating 3 crore Lakhpati Didis across the country. He highlighted that the rural economy has gained new momentum over the past decade. He pointed out that villages have seen the construction of houses for the poor, roads, gas connections, water connections, and toilets, bringing lakhs of crores of rupees to rural areas. The Prime Minister remarked that new employment opportunities have been created, benefiting laborers, farmers, vehicle operators, and shopkeepers, providing them with new avenues for income. He emphasized that this has particularly benefited communities that have been deprived for generations. He cited the example of the PM Awas Yojana, which aims to ensure that no family in the country remains homeless and that everyone has a permanent roof over their heads. He noted that over the past decade, more than 4 crore permanent houses have been constructed under this scheme. He highlighted that in Bihar alone, 57 lakh poor families have received permanent houses. He remarked that these houses have been provided to families from economically weaker sections, Dalits, and backward and extremely backward communities like Pasmanda families. Shri Modi announced that in the coming years, 3 crore more permanent houses will be provided to the poor. He noted that today, approximately 1.5 lakh families in Bihar are moving into their new permanent homes. He said that across the country, 15 lakh poor families have been issued approval letters for the construction of new houses, including 3.5 lakh beneficiaries from Bihar. He highlighted that today, financial assistance has been sent to approximately 10 lakh poor families for their permanent houses, including 80,000 rural families and 1 lakh urban families from Bihar.
“The past decade has been a decade of infrastructure development for India”, said the Prime Minister, highlighting that this modern infrastructure is strengthening the foundation of a developed India. He noted that for the first time, over 12 crore rural families have received tap water connections in their homes, underlining that more than 2.5 crore households have been electrified, and those who never imagined cooking on gas stoves have now received gas cylinders. “Even in challenging regions like Ladakh and Siachen, where providing basic facilities is difficult, 4G and 5G mobile connections have now been established, reflecting the nation’s current priorities”, he pointed out. The Prime Minister highlighted advancements in healthcare, noting that institutions like AIIMS were once limited to major cities like Delhi. He announced that AIIMS is now being established in Darbhanga, and the number of medical colleges in the country has nearly doubled in the past decade and mentioned the construction of a new medical college in Jhanjharpur. He emphasized that to ensure quality healthcare in villages, over 1.5 lakh Ayushman Arogya Mandirs have been established across the country, including more than 10,000 in Bihar. He remarked that Jan Aushadhi Kendras have become a significant relief for the poor and middle class, offering medicines at an 80% discount. He noted that Bihar now has over 800 Jan Aushadhi Kendras, saving its people ₹2,000 crore in medical expenses. The Prime Minister highlighted that under the Ayushman Bharat scheme, lakhs of families in Bihar have received free treatment, resulting in savings of thousands of crores of rupees for these families.
“India is rapidly advancing its connectivity through infrastructure like railways, roads, and airports”, highlighted Shri Modi, noting that metro projects are underway in Patna, and over two dozen cities across the country are now connected with metro facilities. He announced the launch of the ‘Namo Bharat Rapid Rail’ service between Patna and Jaynagar, which will significantly reduce travel time between the two locations, and emphasized that this development will benefit lakhs of people from Samastipur, Darbhanga, Madhubani, and Begusarai.
The Prime Minister also mentioned the inauguration and launch of multiple new railway lines in Bihar, highlighting the commencement of the modern Amrit Bharat train service between Saharsa and Mumbai, which will greatly benefit the labor families. He remarked that the government is modernizing several railway stations in Bihar, including Madhubani and Jhanjharpur. He emphasized that air connectivity in Mithila and Bihar has improved significantly with Darbhanga Airport, and the expansion of Patna Airport is underway. “These development projects are creating new employment opportunities in Bihar”, he added.
“Farmers are the backbone of the rural economy, the stronger this backbone, the stronger the villages, and consequently, the nation”, said Shri Modi. He highlighted the persistent challenges of floods in the Mithila and Kosi regions, noting that the government is set to invest ₹11,000 crore to mitigate the impact of floods in Bihar. He said that this investment will facilitate the construction of dams on rivers such as Bagmati, Dhar, Budhi Gandak, and Kosi, adding that canals will be developed, ensuring irrigation arrangements through river water. “This initiative will not only reduce flood-related issues but will also ensure adequate water supply reaches every farmer’s field”, he added.
“Makhana, a cultural staple of Mithila, has now gained global recognition as a superfood”, highlighted Shri Modi, mentioning that makhana has been granted a GI tag, officially certifying it as a product of this region. He added that the Makhana Research Centre has been accorded national status. He also highlighted the Budget announcement of the Makhana Board, which is expected to transform the fortunes of makhana farmers, emphasising that Bihar’s makhana will now reach international markets as a superfood. He noted that the National Institute of Food Technology and Management is being established in Bihar, which will support the youth in setting up small enterprises related to food processing. He further emphasized that Bihar is making consistent progress in fisheries along with agriculture, highlighting that fishermen now have access to the benefits of the Kisan Credit Card, providing advantages to numerous families involved in fisheries. He remarked that under the PM Matsya Sampada Yojana, projects worth hundreds of crores have been executed in Bihar.
Expressing deep sorrow over the brutal killing of innocent civilians by terrorists in Pahalgam, Jammu and Kashmir, on April 22, Shri Modi remarked that the entire nation is distressed and stands in solidarity with the grieving families. He assured that every effort is being made by the government to ensure the speedy recovery of those undergoing treatment. He highlighted the profound loss suffered by families, where some lost their sons, brothers, or life partners, noting that the victims came from diverse linguistic and regional backgrounds—some spoke Bengali, Kannada, Marathi, Odia, Gujarati, and some were from Bihar. Underlining that from Kargil to Kanyakumari, the grief and outrage over this attack are shared equally across the nation, Shri Modi remarked that this attack was not just on unarmed tourists but was a brazen assault on the soul of India. “The terrorists responsible for this attack, along with those who conspired it, will face punishment beyond their imagination”, he declared in unequivocal terms, asserting that the time has come to eliminate the remaining strongholds of terrorism. “The willpower of 140 crore Indians will now break the backbone of the perpetrators of terror”, he stressed.
The Prime Minister declared from the soil of Bihar that India will identify, track, and punish every terrorist, their handlers, and their backers, emphasising that India will pursue them to the ends of the earth. “India’s spirit will never be broken by terrorism and terrorism will not go unpunished. Every effort will be made to ensure justice is served and the entire nation is firm in this resolve against terrorism”, he stressed. He further stated that everyone who believes in humanity stands with India during these times. He expressed his gratitude to the people and leaders of various countries who have supported India in these moments.
“Peace and security are the most critical prerequisites for rapid development”, said Shri Modi, remarking that a developed Bihar is essential for a developed India. He concluded by highlighting that efforts are being made to ensure development in Bihar and to extend the benefits of progress to every section and every region of the state. He expressed gratitude to everyone for joining the program on the occasion of Panchayati Raj Day.

In line with his commitment to boost rail connectivity across the nation, Prime Minister flagged off Amrit Bharat express between Saharsa and Mumbai, Namo Bharat Rapid rail between Jaynagar and Patna and trains between Pipra and Saharsa and Saharsa and Samastipur. He also inaugurated the Supaul Pipra rail line, Hasanpur Bithan Rail line and two 2-lane Rail over bridges at Chapra and Bagaha. He dedicated to the nation the Khagaria-Alauli Rail line. These projects will improve connectivity and lead to overall socio-economic development of the region.
Prime Minister distributed benefits of around Rs 930 crore under Community Investment Fund to over 2 lakh SHGs from Bihar under Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY- NRLM).

One of the most common and devastating forms of lone-actor violence involves driving into crowds. In 2016, Mohamed Lahouaiej-Bouhlel used this method to kill 86 people in Nice. In 2011, Anders Breivik detonated a bomb in central Oslo before carrying out a mass shooting on the island of Utøya, leaving 77 dead. Not all lone-actor attacks are as deadly or indiscriminate as these. Some target specific people, as seen in the assassinations of German politician Walter Lübcke in 2019 and British MP David Amess in 2021.
Lone-actor terrorism – also known as lone-wolf terrorism – poses a unique challenge for European states. Traditional counterterrorism tools designed for organised groups like al-Qaeda, Islamic State, or Eta are far less effective against people acting alone. While lone-actor plots are typically less complex, they can still cause significant harm.
We’ve also seen that lone-actor attacks can trigger far-reaching ripple effects. The resulting public outrage can intensify debates on contentious issues like immigration, and ultimately boost support for extremist parties.
Copycat or reactionary attacks are another consequence of lone-actor terrorism. A striking example is the mass shootings carried out by Brenton Tarrant in New Zealand in 2019. He cited the actions of Breivik and others as direct inspiration. According to Tarrant’s own manifesto, a key trigger for his radicalisation was the 2017 Islamist attack in Stockholm, where Rakhmat Akilov, an asylum seeker from Uzbekistan, drove a truck into a crowd, killing five people, including an 11-year-old child.
Why lone-actor attacks are so difficult to prevent
Because lone actors operate independently and rarely communicate their intentions, their identities often remain unknown until after an attack. Their goals and ideologies are frequently ambiguous, making it hard to predict behaviour or select likely targets. Even correctly identifying an incident as lone-actor terrorism can be challenging.
The case of Axel Rudakubana illustrates this difficulty. Rudakubana killed three young girls in Southport, northern England, in 2024 after breaking into their Taylor Swift-themed dance workshop. Despite the discovery of an Al-Qaeda training manual in his possession, prosecutors found no substantial evidence of political motivation and labelled the incident a “mass killing” rather than terrorism.
It is very difficult – if not impossible – to determine the exact number of lone-actor terrorist attacks that have taken place in Europe with certainty. The absence of a universally accepted definition of terrorism is part of the problem. It’s also possible that acts of mass violence are being classified as terrorism when they are actually ideologically neutral. Equally, it can be difficult to determine whether an actor truly acted alone, especially in an age of internet radicalisation.
What is clear is that independent terrorist attacks became more frequent in the early 2010s. By 2013, such incidents spiked, with Europe seeing six to seven Islamist and far-right attacks per year (up from fewer than one annually before 2010). These figures refer strictly to cases where perpetrators acted independently, excluding those with evidence of external support. For example, Anis Amri’s 2016 truck attack in Berlin and Taimour al-Abdaly’s 2010 suicide attempt in Stockholm were initially seen as lone-actor events, but later investigations revealed ties to Islamist cells.
Lone-actor terrorism appears less common among far-left and ethno-nationalist groups, though exceptions do exist.

This shift towards lone-actor attacks is likely a result of evolving counterterrorism strategies implemented after major attacks like the 2004 Madrid train bombings and the 2005 London bombings. It became harder to carry out large-scale plots so groups like Al-Qaeda and later Islamic State switched to encouraging or organising attacks by loosely affiliated individuals acting independently but on their behalf.
The struggle between terrorist groups and governments is one of constant adaptation. By 2018, Europol data indicated that all the Islamist attacks that had been seen through to completion in Europe during that year had been carried out by lone actors.
Lone-actor attacks have an even longer history within far-right terrorism. The term “lone-wolf terrorist” was first popularised in American white supremacist propaganda in the early 1990s – well before the more neutral term “lone-actor terrorist” was adopted by researchers. As counterterrorism efforts increasingly targeted white supremacist groups, many within the movement came to see independent action as the most effective way to evade detection and maintain operational secrecy.
Addressing the threat
Fortunately, we now understand more about lone-actor crimes. We’ve come to understand that these attacks stem from complex psychological and environmental factors.
While perpetrators shouldn’t be dismissed as simply “crazy,” mental health can play a role in radicalisation, especially when combined with personal grievances, failed aspirations, and perceived injustices. Influences from family, peers and online spaces also shape this process. While no two radicalisation pathways are identical, certain patterns can be observed – and recognising them early may help reduce the threat.
The idea of “self-radicalisation” also merits caution. Lone actors rarely radicalise in isolation; their manifestos often echo broader ideological themes, shaped by conspiracy theories or charismatic figures. These actors often assign symbolic meaning to their actions. Raising awareness of the impact of violent public discourse is key – though this must be done without infringing on free speech. History shows that providing “pressure valves” for controversial ideas is more constructive than censorship.
Lone-actor attacks are, in part, difficult to prevent precisely because they are not a systemic threat in the way that coordinated, group-based terrorism can be. Its danger lies in isolated bursts of violence rather than in sustained campaigns. But there are patterns worth following that could help prevent future incidents.

A five-count superseding indictment has been unsealed today charging a Venezuelan national and alleged high-ranking member of the designated foreign terrorist organization Tren de Aragua (TdA).
Jose Enrique Martinez Flores also known as “Chuqui,” 24, is charged in the Southern District of Texas (SDTX) with conspiring to provide and providing material support to a designated foreign terrorist organization as well as conspiracy and distribution of cocaine in Colombia intended for distribution in the United States.
“TdA is not a street gang – it is a highly structured terrorist organization that put down roots in our country during the prior administration,” said Attorney General Pamela Bondi. “Today’s charges represent an inflection point in how this Department of Justice will prosecute and ultimately dismantle this evil organization, which has destroyed American families and poisoned our communities.”
“For the past few years, foreign gangs like TdA have more or less been able to enter the country with impunity, coming here to distribute deadly drugs and terrorize American citizens,” said U.S. Attorney Nicholas J. Ganjei for the SDTX. “That ends now. This Department of Justice is committed to uprooting this terrorist gang, dismantling its criminal operations, and either imprisoning its members or removing them from the country. SDTX is proud to lead this fight.”
“TdA is a direct threat to our national security, to our communities, and to Americans,” said FBI Director Kash Patel. “Together with our law enforcement partners, the FBI continues in our pursuit to eliminate this violent terrorist organization from our streets, and today’s announcement makes it clear that these criminals, especially the leaders of these cartels, have no place in our country.”
“This joint Drug Enforcement Administration (DEA)-FBI operation — alongside partners in the United States and Colombia — is further evidence that we must continue to focus our efforts on members of TdA who continue to pump poison into our communities,” said DEA Acting Administrator Derek Maltz. “This is another example of DEA’s tenacity to hunt these networks down, wherever they operate, and crush their evil grip on American lives.”
Colombian authorities arrested Flores in Colombia March 31 pursuant to a provisional arrest warrant the United States had requested. He remains in custody in Colombia pending further proceedings.
A federal grand jury in Houston returned the superseding indictment April 8.
According to the allegations, Flores is charged with one count of conspiring to provide material support to TdA in the form of personnel (including himself) and services and one count of providing material support to TdA. The indictment also alleges one count of international drug distribution conspiracy based on his involvement in the distribution of five kilograms of cocaine or more, and two substantive counts of international drug distribution.
The Department of State designated TdA as a foreign terrorist organization and Specially Designated Global Terrorist Feb. 20.
According to information presented to the court, Flores is a high-ranking TdA leader in Bogota, Colombia, and is part of the inner circle of senior TdA leadership.
Flores also allegedly caused the delivery of approximately five kilograms or more of cocaine for international distribution, proceeds that were used to further TdA’s criminal goals.
If convicted, he faces a maximum penalty of life in prison and a $10 million fine.
The FBI Houston Field Office and DEA conducted the investigation with the assistance of the Houston Police Department, the Harris County Sheriff’s Office, Colombian National Police and the Colombian Attorney General’s Office (Fiscalía General de la Nación). The Justice Department’s Office of International Affairs and the Criminal Division’s Narcotic and Dangerous Drug Section’s Office of Judicial Attaché in Bogotá, Colombia, provided significant assistance.
Assistant U.S. Attorneys Casey N. MacDonald and Anibal J. Alaniz of the SDTX are prosecuting the case along with Deputy Director David C. Smith from the Department of Justice’s Joint Task Force Vulcan (JTFV).
JTFV was created in 2019 to eradicate MS-13 and now expanded to target TdA and is comprised of U.S. Attorney’s Offices across the country. Those include SDTX; Southern and Eastern Districts of New York; Northern District of Ohio; Districts of New Jersey, Utah, Massachusetts, Nevada and Alaska; Eastern District of Texas; Southern District of Florida; Eastern District of Virginia; Southern District of California; and the District of Columbia, as well as the Department of Justice’s National Security Division and the Criminal Division. Additionally, the FBI; DEA; U.S. Immigration and Customs Enforcement Homeland Security Investigations; Bureau of Alcohol, Tobacco, Forearms and Explosives; U.S. Marshals Service; and the Federal Bureau of Prisons have been essential law enforcement partners with JTFV.
This case is also a part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces and Project Safe Neighborhood.

A five-count superseding indictment has been unsealed today charging a Venezuelan national and alleged high-ranking member of the designated foreign terrorist organization Tren de Aragua (TdA).
Jose Enrique Martinez Flores also known as “Chuqui,” 24, is charged in the Southern District of Texas (SDTX) with conspiring to provide and providing material support to a designated foreign terrorist organization as well as conspiracy and distribution of cocaine in Colombia intended for distribution in the United States.
“TdA is not a street gang – it is a highly structured terrorist organization that put down roots in our country during the prior administration,” said Attorney General Pamela Bondi. “Today’s charges represent an inflection point in how this Department of Justice will prosecute and ultimately dismantle this evil organization, which has destroyed American families and poisoned our communities.”
“For the past few years, foreign gangs like TdA have more or less been able to enter the country with impunity, coming here to distribute deadly drugs and terrorize American citizens,” said U.S. Attorney Nicholas J. Ganjei for the SDTX. “That ends now. This Department of Justice is committed to uprooting this terrorist gang, dismantling its criminal operations, and either imprisoning its members or removing them from the country. SDTX is proud to lead this fight.”

Colombian authorities arrested Flores in Colombia March 31 pursuant to a provisional arrest warrant the United States had requested. He remains in custody in Colombia pending further proceedings.
