  • MIL-OSI USA: Senators Demand SDNY Misconduct Records Ahead of Emil Bove’s Nomination Hearing

    WASHINGTON, D.C. –  U.S. Senators Cory Booker (D-NJ), Peter Welch (D-VT), Mazie Hirono (D-HI), Sheldon Whitehouse (D-RI), Richard Blumenthal (D-CT), Adam Schiff (D-CA), and Alex Padilla (D-CA), all members of the Senate Judiciary Committee, wrote a letter to Interim U.S. Attorney for the Southern District of New York (SDNY) Jay Clayton requesting personnel records relevant to Emil Bove III, President Trump’s nominee to the United States Court of Appeals for the Third Circuit.

    From 2012 to 2021, Mr. Bove served as an Assistant U.S. Attorney in the U.S. Attorney’s Office for the Southern District of New York (SDNY). During his tenure at SDNY, Mr. Bove was promoted to Acting Deputy Chief for the Narcotics Unit in 2019 and, later, Co-Chief of the Terrorism and International Narcotics Unit from 2019 to 2021.

    “According to public reporting, Mr. Bove’s unprofessional and unethical conduct and his vindictive and angry temperament with opposing counsel and his own colleagues led to multiple complaints, professional interventions, and the threat of demotion throughout his career at SDNY. In 2018, a group of federal criminal defense attorneys in Manhattan were so alarmed by Mr. Bove’s pattern of unethical conduct that they wrote his supervisors at SDNY to warn them that he was a liability for the office,” the Senators wrote. The Senators’ letter includes the text of that complaint, which described Mr. Bove as the “prosecutor version of a drunk driver — completely reckless and out of control.”

    “Mr. Bove’s record of alleged abuse of power, ethical lapses, dishonesty, and unstable, abusive behavior during his tenure as a federal prosecutor warrants a thorough review of his employment

    history at SDNY by members of the Judiciary Committee. Mr. Bove now seeks a lifetime appointment to a federal appeals court, an office that carries immense power and limited accountability. It is also a role that requires constant collaboration with and deep trust amongst all of the judges on the appeals court. Bove’s documented conduct raises serious concerns about his fitness for such a role,” the Senators continued. 

    The Senators requested the following records by no later than June 23, 2025:

    1. All internal complaints, formal and informal, against Mr. Bove during his tenure at the SDNY.
    2. All external complaints submitted to SDNY, including from opposing counsel, during his tenure at the SDNY.
    3. All records regarding Mr. Bove’s management style and alleged abusive behavior.

    Scottish Greens respond to authoritarian government overreach against Palestine Action

    Following confirmation that the UK Government is intending to proscribe Palestine Action, the Scottish Greens reiterated warnings of the deeply authoritarian implications of using terrorism legislation to silence non-violent protesters. 

    Patrick said: 

    “Today’s confirmation that Labour intends to use terrorism legislation against non-violent protesters should worry us all. 

    “Palestine Action have been accused by Keir Starmer of ‘vandalism’ and by Rachel Reeves today of causing damage to “privately owned assets” – which the RAF said would have no impact on their operations. 

    “It’s obviously absurd that throwing red paint on things could cause a group to be listed alongside Al Qaeda, ISIS and Russia’s Wagner Group, with membership carrying a 14-year prison sentence.

    “This is deeply authoritarian. Human rights groups like Amnesty International have rightly raised significant concerns over this aggressive use of powers that should be reserved for only the most extreme and dangerous organisations.

    “To use Rachel Reeves’ own words – what really is “totally unacceptable” is the UK Government’s ongoing commitment to train, arm and support Israel as it regularly and openly commits war crimes as part of an ongoing genocide.

    “Labour’s priorities are completely backwards – and will have devastating consequences for Palestinians under siege in Gaza and non-violent protesters here in the UK.”

    Premier David Eby has issued the following statement marking National Day of Remembrance for Victims of Terrorism:

    “Forty years ago today, 329 innocent people boarded Air India Flight 182 on Canadian soil but never made it to their final destination. They were entire families, businesspeople and students with their whole lives ahead of them. Tragically, they became victims of the deadliest terrorist attack in Canadian history when a bomb exploded onboard their flight. Two baggage handlers were also killed at Tokyo’s Narita Airport when a bomb intended for another Air India flight exploded.

    “Today, we remember the 331 victims, including 280 Canadians, as well as everyone whose life was cut short or forever altered by a terrorist attack. We mourn with the loved ones left behind and condemn such senseless acts of violent extremism. 

    “Together, we must stand against the hate, intolerance and division that fuel terrorism. On National Day of Remembrance for Victims of Terrorism, we renew our resolve to create a safer society for everyone in honour of those we have lost.”

  • MIL-OSI Security: Buffalo man convicted by a federal jury of murdering a federal informant

    BUFFALO, N.Y.-U.S. Attorney Michael DiGiacomo announced today that a federal jury has found Alphonso Payne, a/k/a Ajay, 29, of Buffalo, NY, guilty of conspiracy to murder a federal informant, murdering a federal informant, conspiring to possess with intent to distribute and distributing cocaine, possessing with intent to distribute and distributing cocaine, conspiring to retaliate against a federal informant, retaliating against a federal informant, discharge of a firearm in furtherance of crimes of violence and a drug trafficking crime, and discharge of a firearm causing death in furtherance of crimes of violence and a drug trafficking crime. The charges carry a mandatory minimum sentence of life in prison.

    Assistant U.S. Attorneys Timothy C. Lynch, Michael J. Adler, and Stacey Jacovetti, who handled the prosecution of the case, stated that between approximately 2016 and August 20, 2019, Payne, co-defendant Gregory Hay and others conspired to sell cocaine, crack cocaine, and heroin. The conspiracy began with Hay selling drugs in the Salamanca, NY, area, before moving his operation to the Olean area, where Payne assisted him with selling drugs. After Gregory Hay’s house was searched on May 7, 2019, by members of the Bureau of Alcohol, Tobacco, Firearms and Explosives and the Buffalo Police Department, and illegal firearms were seized, Hay and Payne suspected Joshua Jalovick was a police informant. In the early evening of July 1, 2019, Payne and Hay lured Jalovick into the backyard of 87 Freund, where Payne used to live. Once Jalovick was in the backyard, Payne shot him multiple times with a semi-automatic pistol, in front of multiple witnesses. Hay then stood over Jalovick and shot him an additional five times with a revolver. Payne and Hay murdered Joshua Jalovick to prevent him from testifying about their alleged drug trafficking crimes and Hay’s firearm crimes. 

    Gregory Hay was previously convicted of narcotics conspiracy, possession of firearms in furtherance of drug trafficking, and discharge of firearm causing death in furtherance of crimes of violence and a drug trafficking crime and is awaiting sentencing. In addition to defendants Payne and Hay, defendants Daeshawn Stevenson, Raejah Blackwell, Eric Brooks, and Roland Eady were also convicted for their roles in obstructing a grand jury’s investigation into Joshua Jalovick’s murder. 

    The verdict is the result of an investigation by the Bureau of Alcohol, Tobacco, Firearms, and Explosives, under the direction of Special Agent-in-Charge Bryan Miller, New York Field Division, and the Buffalo Police Department, under the direction of Commissioner Alphonso Wright. Additional assistance was provided by the Federal Bureau of Investigation, under the direction of Acting Special Agent-in-Charge Mark Grimm, the U.S. Secret Service, under the direction of Acting Special Agent-in-Charge Charles Perras, and the Cattaraugus County Sheriff’s Office, under the direction of Sheriff Eric Butler.

    Sentencing is scheduled for October 27, 2025, at 11:30 a.m. before U.S. District Judge Richard J. Arcara who presided over the trial.

    DAMASCUS, June 22 (Xinhua) — A suicide bomber detonated an explosive device at Mar Elias Church in the Syrian capital Damascus on Sunday during a mass, killing at least 19 people and wounding dozens more, the Syrian Observatory for Human Rights said.

    According to local media, the explosion occurred in the Mar Elias church in the Al-Dueila area.

    Syria’s internal security agency said the attacker belonged to the extremist group Islamic State, also known as Daesh.

    The explosion caused numerous civilian casualties, the Syrian Civil Defense said, without giving exact figures.

    Authorities have called on residents not to gather at the scene of the incident so as not to interfere with the work of emergency services.

    At this time, no one has claimed responsibility for the attack. –0–

    Using terrorism legislation against non-violent protestors is deeply authoritarian

    Following news reports that the UK plans to proscribe Palestine Action, the Scottish Greens warned of the deeply authoritarian implications of using terrorism legislation to go after non-violent protesters.

    Patrick Harvie MSP said:

    “Labour’s use of terrorism legislation against non-violent protesters is deeply authoritarian, and it’s astonishing that a former human rights lawyer is doing this.

    “Palestine Action have been accused by Keir Starmer of ‘vandalism’ – which the RAF said would have no impact on their operations. It’s obviously absurd that throwing red paint on things could cause a group to be listed alongside Al Qaeda, ISIS and Russia’s Wagner Group, with membership carrying a 14-year prison sentence.

    “Human rights groups like Amnesty International have rightly raised significant concerns over this aggressive use of powers that should be reserved for only the most extreme and dangerous organisations.

    “And while Labour pull out all the stops to prosecute these protesters, they continue to train, arm and support Israel as it regularly and openly commits war crimes as part of an ongoing genocide. It’s impossible to overstate how backwards Labour’s priorities are here.”

    Iran’s Foreign Minister, Abbas Araghchi, held talks with France, Germany, and the United Kingdom yesterday in Geneva as Israel’s attacks on Iran entered a second week.

    A US-based Iranian human rights group reports the Israeli attacks have killed at least 639 people. Israeli war planes have repeatedly pummeled Tehran and other parts of Iran. Iran is responded by continuing to launch missile strikes into Israel.

    Hundreds of thousands of Iranians have protested in Iran against Israel. Meanwhile, President Trump continues to give mixed messages on whether the US will join Israel’s attack on Iran.

    On Wednesday, Trump told reporters, “I may do it, I may not do it”. On Thursday, White House Press Secretary Karoline Leavitt delivered a new statement from the President.

    KAROLINE LEAVITT: “Regarding the ongoing situation in Iran, I know there has been a lot of speculation among all of you in the media regarding the president’s decision-making and whether or not the United States will be directly involved.

    “In light of that news, I have a message directly from the president. And I quote, ‘Based on the fact that there’s a substantial chance of negotiations that may or may not take place with Iran in the near future, I will make my decision whether or not to go within the next two weeks.’”

    AMY GOODMAN, The War and Peace Report: President Trump has repeatedly used that term, “two weeks,” when being questioned about decisions in this term and his first term as president. Leavitt delivered the message shortly after President Trump met with his former adviser, Steve Bannon, who has publicly warned against war with Iran.

    Bannon recently said, “We can’t do this again. We’ll tear the country apart. We can’t have another Iraq,” Bannon said.

    This comes as Trump’s reportedly sidelined National Intelligence Director Tulsi Gabbard from key discussions on Iran. In March, Gabbard told lawmakers the intelligence community, “Continues to assess that Iran is not building a nuclear weapon.”

    But on Tuesday, Trump dismissed her statement, saying, “I don’t care what she said.”

    Earlier Thursday, an Iranian missile hit the main hospital in Southern Israel in Beersheba. After the strike, Israeli Defense Minister Israel Katz threatened to assassinate Ayatollah Khamenei, saying Iran’s supreme leader, “Cannot continue to exist.”

    Israeli Prime Minister Benjamin Netanyahu visited the hospital and likened Iran’s attack to the London Blitz. Netanyahu stunned many in Israel by saying, “Each of us bears a personal cost. My family has not been exempt. This is the second time my son Avner has cancelled a wedding due to missile threats.”

    We’re joined now by William Hartung, senior research fellow at the Quincy Institute for Responsible Statecraft. His new article for The National Interest is headlined, “Don’t Get Dragged Into a War with Iran.”

    Can you talk about what’s going on right now, Bill, the whole question of whether the U.S. is going to use a bunker-buster bomb that has to be delivered by a B-2 bomber, which only the US has?

    WILLIAM HARTUNG: Yeah. This is a case of undue trust in technology. The US is always getting in trouble when they think there’s this miracle solution. A lot of experts aren’t sure this would even work, or if it did, it would take multiple bombings.

    And of course, Iran’s not going to sit on its hands. They’ll respond possibly by killing US troops in the region, then we’ll have escalation from there. It’s reminiscent of the beginning of the Iraq War, when they said, “It’s going to be a cakewalk. It’s not going to cost anything.”

    Couple of trillion dollars, hundreds of thousands of casualties, many US veterans coming home with PTSD, a regime that was sectarian that paved the way for ISIS, it couldn’t have gone worse.

    And so, this is a different beginning, but the end is uncertain, and I don’t think we want to go there.

    AMY GOODMAN: So, can you talk about the GBU-57, the bunker-buster bomb, and how is it that this discussion going on within the White House about the use of the bomb — and of course, the US has gone back and forth — I should say President Trump has gone back and forth whether he’s fully involved with this war.

    At first he was saying they knew about it, but Israel was doing it, then saying, “We have total control of the skies over Tehran,” saying we, not Israel, and what exactly it would mean if the US dropped this bomb and the fleet that the US is moving in?

    WILLIAM HARTUNG: Yes, well, the notion is, it’s heavy steel, it’s more explosive power than any conventional bomb. But it only goes so deep, and they don’t actually know how deep this facility is buried. And if it’s going in a straight line, and it’s to one side, it’s just not clear that it’s going to work.

    And of course, if it does, Iran is going to rebuild, they’re going to go straight for a nuclear weapon. They’re not going to trust negotiations anymore.

    So, apparently, the two weeks is partly because Trump’s getting conflicting reports from his own people about this. Now, if he had actual independent military folks, like Mark Milley in the first term, I think we’d be less likely to go in.

    But they made sure to have loyalists. Pete Hegseth is not a profile in courage. He’s not going to stand up to Trump on this. He might not even know the consequences. So, a lot of the press coverage is about this bomb, not about the consequences of an active war.

    AMY GOODMAN: Right, about using it. In your recent piece, you wrote, “Israeli officials suggested their attacks may result in regime change in Iran, despite the devastating destabilising impact such efforts in the region would have.”

    Can you talk about the significance of Israel putting forward and then Trump going back and forth on whether or not Ali Khamenei will be targeted?

    WILLIAM HARTUNG: Yeah, I think my colleague Trita Parsi put it well. There’s been no example of regime change in the region that has come out with a better result. They don’t know what kind of regime would come in.

    Could be to the right of the current one. Could just be chaos that would fuel terrorism, who knows what else.

    So, they’re just talking — they’re winging it. They have no idea what they’re getting into. And I think Trump, he doesn’t want to seem like Netanyahu’s pulling him by the nose, so when he gets out in front of Trump, Trump says, “Oh, that was my idea.”

    But it’s almost as if Benjamin Netanyahu is running US foreign policy, and Trump is kind of following along.

    AMY GOODMAN: You have Netanyahu back in 2002 saying, “Iran is imminently going to have a nuclear bomb.” That was more than two decades ago.

    WILLIAM HARTUNG: Exactly. That’s just a cover for wanting to take out the regime. And he spoke to the US Congress, he’s made presentations all over the world, and his intelligence has been proven wrong over, and over, and over.

    And when we had the Iran deal, he had European allies, he had China, he had Russia. There hadn’t been a deal like that where all these countries were on the same page in living memory, and it was working.

    And Trump trashed it and now has to start over.

    AMY GOODMAN: So, talk about the War Powers Act. The Virginia Senator Kaine has said that — has just put forward a bill around saying it must be — Congress that must vote on this. Where is [Senator] Chuck Schumer [Senate minority leader]? Where is [Hakeem] Jeffries [Congress minoroity leader] on this, the Democratic House and Senate leaders?

    WILLIAM HARTUNG: Well, a lot of the so-called leaders are not leading. When is the moment that you should step forward if we’re possibly going to get into another disastrous war? But I think they’re concerned about being viewed as critical of Israel.

    They don’t want to go out on a limb. So, you’ve got a progressive group that’s saying, “This has to be authorised by Congress.” You’ve got Republicans who are doubtful, but they don’t want to stand up to Trump because they don’t want to lose their jobs.

    “Risk your job. This is a huge thing. Don’t just sort of be a time-server.

    AMY GOODMAN: So, according to a report from IAEA, the International Atomic Energy Agency, released in May, Iran has accumulated roughly 120 kilograms of uranium enriched to 60 percent, which is 30 percent away from weapons-grade level of 90 percent. You have Rafael Grossi, the head of the IAEA, saying this week that they do not have evidence that Iran has the system for a nuclear bomb.

    WILLIAM HARTUNG: Yes, well, a lot of the discussion points out — they don’t talk about, when you’ve got the uranium, you have to build the weapon, you have to make it work on a missile.

    It’s not you get the uranium, you have a weapon overnight, so there’s time to deal with that should they go forward through negotiations. And we had a deal that was working, which Trump threw aside in his first term.

    AMY GOODMAN: Talk about the foreign minister of Iran, Araghchi, in Geneva now speaking with his counterparts from Britain, France, the EU.

    WILLIAM HARTUNG: Well, I don’t think US allies in Europe want to go along with this, and I think he’s looking for some leverage over Trump. And of course, Trump is very hard to read, but even his own base, the majority of Trump supporters, don’t want to go to war.

    You’ve got people like Tucker Carlson, Steve Bannon saying it would be a disaster. But ultimately, it comes down to Trump. He’s unpredictable, he’s transactional, he’ll calculate what he thinks it’ll mean for him.

    AMY GOODMAN: And what impact does protests have around the country, as we wrap up?

    WILLIAM HARTUNG: Well, I think taking the stand is infectious. So many institutions were caving in to Trump. And the more people stand up, 2000 demonstrations around the country, the more the folks sitting on the fence, the millions of people who, they’re against Trump, but they don’t know what to do, the more of us that get involved, the better chance we have of turning this thing around.

    So, we should not let them discourage us. We need to build power to push back against all these horrible things.

    AMY GOODMAN: Finally, if the US were to bomb the nuclear site that it would require the bunker-buster bomb to hit below ground, underground. Are we talking about nuclear fallout here?

    WILLIAM HARTUNG: I think there would certainly be radiation that would of course affect the Iranian people. They’ve already had many civilian deaths. It’s not this kind of precise thing that’s only hitting military targets.

    And that, too, has to affect Iran’s view of this. They were shortly away from another negotiation, and now their country’s being devastated, so can they trust us?

  • MIL-OSI Security: British National Pleads Guilty to Fraud, Money Laundering, and Immigration Charges

    PROVIDENCE –  A British national from Northern Ireland illegally in the United States today admitted to a federal judge that he participated in a multi-state construction and money laundering fraud scheme that netted more than a million dollars, and that he provided false information to gain entry into the United States, announced Acting United States Attorney Sara Miron Bloom.

    In pleading guilty to wire fraud conspiracy, wire fraud, money laundering, and false statement in a document used to gain entry into the United States, Elijah Gavin, 29, admitted to the following:

    • Gavin used a variety of different names when he approached and defrauded property owners in Rhode Island, Pennsylvania, Massachusetts, New Jersey, and New York by, among other things, misrepresenting to property owners’ construction needs or repairs required on their properties.
    • Gavin and his co-conspirators formed multiple construction businesses and falsely represented the business’ status, experience, and quality of work; falsely represented their identities and skills to homeowners; and made false representations to property owners regarding the condition of their properties, work they would perform, and the machinery, materials, and equipment needed to perform work.
    • Between October 2022 and January 2025, Gavin and his co-conspirators defrauded property owners of over one million dollars, including a Rhode Island widow who was defrauded of $850,000, as well as other elderly victims in Rhode Island, Pennsylvania, and New Jersey, and a church in New York.
    • Gavin sent checks to money launderers in New York and California representing funds that were fraudulently obtained from his victims.
    • Gavin is a fugitive from justice in the United Kingdom who entered the United States illegally. Gavin used a false Electronic System for Travel Authorization application to gain entry into the United States without a visa.  Gavin’s ESTA application contained materially false information with respect to Gavin’s criminal history in the United Kingdom.

    According to the FBI’s Terrorist Screening Center, Conmen Travelers are groups of Irish or U.K. nationals who entered the United States on pleasure or tourist visas and overstayed their visits or, more commonly, entered the United States illegally. Once in the United States, they go to different cities and states, soliciting construction work. The members often quote a low price, and then, after further inspection, demand much more money and/or convince the homeowner that their homes or business are in need of major repairs. Conmen Travelers often hire day laborers; do not have work authorization documents or pull permits; and do low quality, unnecessary, or incomplete work, sometimes damaging homeowners’ residences.

    Gavin has been detained in federal custody since his arrest in New Jersey on January 29, 2025. He is scheduled to be sentenced on September 11, 2025. The sentences imposed will be determined by a federal district judge after consideration of the U.S. Sentencing Guidelines and other statutory factors.

    The case is being prosecuted by Assistant United States Attorneys Sandra R. Hebert and Taylor A. Dean.

    The matter was investigated by Homeland Security Investigations, Rhode Island State Police, and U.S Diplomatic Security Service.

    This case is part of Operation Take Back America a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime.   • MIL-OSI USA: SCOTUS Unanimously Upholds Grassley Law to Secure Justice for American Victims of PLO Terrorism

    BUTLER COUNTY, IOWA – Senate Judiciary Committee Chairman Chuck Grassley (R-Iowa) welcomed the Supreme Court’s 9-0 ruling today maintaining the constitutionality of the Promoting Security and Justice for Victims of Terrorism Act of 2019, a law Grassley authored alongside U.S. Sen. James Lankford (R-Okla.). The law ensures American victims of international terrorism, including terrorism perpetrated by the Palestinian Authority (PA) and Palestine Liberation Organization (PLO), can seek justice by bringing civil lawsuits in U.S. courts.

    “For more than 30 years, I’ve advocated in Congress for the rights of victims and their families who are seeking to hold terrorist organizations and their financiers accountable for the evil they’ve inflicted. But along the way, courts have undermined Congress’ intent and the laws we’ve enacted to deter terrorism. At long last, Americans impacted by international terrorism now have a clear path to justice. I hope today’s ruling brings some measure of peace to those who’ve been injured or suffered the loss of a loved one at the hands of Palestinian terrorist organizations,” Grassley said. “This decision sends a resounding message that foreign terrorists who intend to harm our countrymen can expect to feel the full weight of the U.S. justice system upon them.”

    Background:

    Grassley’s Anti-Terrorism Act of 1992 (ATA) established a framework for victims to sue those who were responsible for or assisted in acts of international terrorism that harmed or killed Americans. For decades, American families relied on the ATA to seek damages for attacks perpetrated by the PA and PLO in Israel and elsewhere abroad, until the U.S. Court of Appeals for the Second Circuit in 2016 effectively nullified the jurisdictional authority to hold these Palestinian terrorist groups accountable.

    In response to the Second Circuit’s ruling, Grassley and Lankford authored the Promoting Security and Justice for Victims of Terrorism Act to amend and strengthen the ATA. The PA/PLO challenged the Grassley-Lankford law as an unconstitutional violation of their due process rights. Today, the Supreme Court unanimously rejected that challenge, ruling the Promoting Security and Justice for Victims of Terrorism Act is a proper exercise of Congress’ authority over matters of serious foreign policy concern.

  • MIL-OSI Europe: Text adopted – Macro-financial assistance to Egypt – P10_TA(2025)0125 – Wednesday, 18 June 2025 – Strasbourg

    THE EUROPEAN PARLIAMENT AND THE COUNCIL OF THE EUROPEAN UNION,

    Having regard to the Treaty on the Functioning of the European Union, and in particular Article 212(2) thereof,

    Having regard to the proposal from the European Commission,

    After transmission of the draft legislative act to the national parliaments,

    Acting in accordance with the ordinary legislative procedure(1),

    Whereas:

    (1)  Relations between the Union and the Arab Republic of Egypt (‘Egypt’) are developed within the framework of the Euro-Mediterranean Agreement establishing an Association between the European Communities and their Member States, of the one part, and the Arab Republic of Egypt, of the other part(2) (the ‘Association Agreement’), in force since 2004. The Union and Egypt adopted the latest EU-Egypt Partnership Priorities (2021-2027) at the ninth EU-Egypt Association Council, established by the Association Agreement, on 19 June 2022 (the ‘Partnership Priorities’). The Partnership Priorities reconfirm the joint aim of addressing common challenges facing the Union and Egypt, promoting joint interests and guaranteeing long-term stability and sustainable development on both sides of the Mediterranean. The shared commitment to the universal values of democracy, the rule of law and respect for human rights continues to underpin the Partnership Priorities, as is also reflected in the EU-Egypt Multi-Annual Indicative Programme for the period of 2021-2027 (the ‘EU-Egypt MIP’).

    (2)  The Partnership Priorities reflect the shared commitment of the Union and Egypt to reinforce cooperation in support of Egypt’s ‘Sustainable Development Strategy Vision 2030’ and the Union’s determination to act on a renewed impetus to strengthen the partnership with its Southern Neighbourhood. In particular, in the conclusions of the European Council of 10-11 December 2020, the Union identified a democratic, more stable, greener and more prosperous Southern Neighbourhood as a strategic priority. The EU Agenda for the Mediterranean, and the Economic and Investment Plan for the Southern Neighbours set out in the Joint Communication of the Commission and of the High Representative of the Union for Foreign Affairs and Security Policy of 9 February 2021 entitled ‘Renewed partnership with the Southern Neighbourhood: A new Agenda for the Mediterranean’ present the Union’s objectives of achieving long-term, sustainable socioeconomic recovery and resilience and of advancing the twin green and digital transitions in the region.

    (3)   On 17 March 2024, Egypt and the Union jointly decided to upgrade their relations to a strategic and comprehensive partnership, based on the values of equity and mutual respect and trust in order to strengthen their common stability, peace and prosperity.

    (4)  In line with the Partnership Priorities, the Union and Egypt are committed to ensuring accountability, the rule of law, full respect for human rights and fundamental freedoms, as well as promoting democracy, gender equality and equal opportunities as constitutional rights of all their citizens. Those commitments contribute to the advancement of the partnership and to Egypt’s sustainable social and economic development, good governance and socio-economic stability. The increased and constructive engagement between the Union and Egypt in the last period has opened the path to more meaningful dialogue on human rights-related issues. In the framework of the Association Agreement, the subcommittee on Political Matters, Human Rights and Democracy – International and Regional issues ▌ and the Association Committee provide the institutional platforms to exchange views on an array of human rights issues, which the Union would like to continue and build upon. The steady future improvement of the human rights situation in Egypt in key areas related to civil, political, economic, social rights and fundamental freedoms regularly addressed by both partners in bilateral and international fora will have a positive impact on relations between the Union and Egypt.

    (5)  Assistance to Egypt is funded mainly through the Neighbourhood, Development and International Cooperation Instrument – Global Europe (NDICI-GE), established by Regulation (EU) 2021/947 of the European Parliament and of the Council(3). The Union’s indicative allocation for Egypt under the NDICI-GE for the first period (2021-2024) of the EU-Egypt MIP was EUR 240 million. This is in addition to the ongoing cooperation portfolio of EUR 1,3 billion and other budget support and emergency measures in response to the COVID-19 pandemic and to Russia’s war of aggression against Ukraine amounting to EUR 307 million. The Partnership Priorities for 2021-2027 are reflected in the EU-Egypt MIP, which has been prepared in close consultation with all relevant stakeholders, and cover three broad areas: (i) Sustainable Modern Economy and Social Development; (ii) Partnering in Foreign Policy, and (iii) Enhancing Stability. The NDICI-GE replaces the European Neighbourhood Instrument under which the Union’s bilateral assistance to Egypt for the period 2014-2020 amounted to EUR 756 million.

    (6)  The Union recognises Egypt’s key role for regional security and stability, and has a strong interest in preventing short-term economic instability in Egypt that could have broader consequences and a negative impact on the geopolitical landscape. Terrorism, organised crime, such as human trafficking, irregular migration, disinformation and conflicts, are common threats against common security and the social fabric of nations across both sides of the Mediterranean. The Union acknowledges Egypt’s contribution to addressing such issues. Furthermore, energy security is one of the most pressing challenges facing countries on both sides of the Mediterranean. Energy cooperation between the Union and Egypt could not only offer a source of economic prosperity for the region, but also strengthen energy security by diversifying energy supplies and encouraging regional collaboration. Therefore, the Union and Egypt have a common interest in strengthening cooperation highlighted in the Partnership Priorities, in full compliance with international law, including human rights and international humanitarian law, as well as in promoting joint interests and addressing common challenges.

    (7)  Recalling the global and regional geopolitical challenges, such as the humanitarian crisis in Gaza, resulting from the aftermath of the Hamas terrorist attacks across Israel on 7 October 2023, the escalating tensions in the Horn of Africa and the safety of navigation in the Red Sea, as well as migratory pressure from the conflict in Sudan, uncertainties in Syria, the instability in Libya, Egypt’s role as a host to large numbers of refugees and migrants, and the strategic importance of Egypt as the largest country in the region and a pillar of stability for the whole Middle East, the Union has embarked on a strategic and comprehensive partnership with Egypt as outlined in the Joint Declaration of the Union and Egypt, signed in Cairo on 17 March 2024 (the ‘Joint Declaration’).

    (8)  The objective of the strategic and comprehensive partnership with Egypt is to elevate the political relations of the Union and Egypt to a strategic partnership and to enable Egypt to fulfil its key role of providing stability in the region, the Middle East and North Africa. That partnership aims to contribute to supporting Egypt’s macroeconomic resilience and enabling the implementation of ambitious socio-economic reforms in a manner that complements and reinforces the reform process provided for under the International Monetary Fund (IMF) programme for Egypt. As outlined in the Joint Declaration, the strategic and comprehensive partnership will address a wide set of policy measures clustered across six pillars of intervention, namely political relations, economic stability, investment and trade, migration, security and law enforcement cooperation, demography and human capital. The strategic and comprehensive partnership should be developed in line with initiatives at Union and Member State level.

    (9)  Underpinning the strategic and comprehensive partnership is a financial package of EUR 7,4 billion consisting of short- and longer-term support for the macro-fiscal and socio-economic reform agenda, as well as increased amounts available to support investments in Egypt and targeted support for the implementation of the different strategic priorities, which include renewable energy and migration, amongst others. Part of the support package is the Union’s macro-financial assistance package of up to EUR 5 billion in loans, composed of two macro-financial assistance operations, a short-term operation of a maximum amount of EUR 1 billion and a medium-term operation of a maximum amount of EUR 4 billion. That financial package also includes financial instruments, such as guarantees and blending instruments, aimed to mobilise public and private investments with the objective of generating substantial new investments with positive economic impacts which can benefit all Egyptians. This will be complemented by programmes to support specific priorities under the strategic and comprehensive partnership through individual projects and technical assistance implemented under the NDICI-GE.

    (10)  Egypt’s macro-fiscal situation has faced significant challenges and has deteriorated substantially over recent months, as external pressures have intensified and public debt has increased further, with substantial downside risks to the economic outlook persisting. The repercussions of Russia’s war of aggression against Ukraine and the geopolitical tensions and conflicts in the Middle East have led to protracted capital outflows and lower foreign currency receipts, in particular due to sharply easing income from tourism, Suez Canal proceeds, and gas production amid volatility of confidence among foreign investors. This is particularly challenging in Egypt’s difficult fiscal situation, which is characterised by constant fiscal deficits and high and growing debt-to-GDP ratios. Despite that difficult external context, in 2024 Egypt was able to implement reforms, such as the unification of exchange rates and making progress in tightening monetary policy, to help preserve its macroeconomic stability.

    (11)  Egypt’s economic and financial situation has been supported by several disbursing IMF programmes since 2016. Those are a three-year Extended Fund Facility of USD 12 billion adopted in 2016, emergency financial assistance under the Rapid Financing Instrument of USD 2,8 billion adopted in 2020, a one-year Stand-By Arrangement of USD 5,2 billion adopted in 2020, and a four-year Extended Fund Facility of USD 3 billion adopted in 2022 and augmented to USD 8 billion in 2024. Egypt made considerable reform efforts during the first part of its engagement with the IMF in 2016-2021. Reforms included a significant currency devaluation, accompanied by monetary policy reforms focused on an inflation target corridor. Fuel subsidy reform was coupled with a significant strengthening of a targeted social transfer system. Public finance management was strengthened by developing medium-term revenue and debt management strategies. The Egyptian authorities also began improving the governance of state-owned enterprises.

    (12)  After the adoption of a follow-up IMF programme in December 2022, reform progress was less noticeable, although Egypt has implemented steps to level the playing field between public and private companies through a law to abolish the tax privileges of state-owned enterprises, albeit with exemptions on the basis of national security, and through the adoption of a state ownership policy, aimed to reduce the presence of the State in the economy, which remains large and distorting despite recent limited progress, and clarifying the rationale of continued State involvement in certain strategic sectors. However, Egypt did not implement its commitment to make the currency durably flexible in 2023, leading to a largely stable official exchange rate and a substantial parallel currency market with a significantly depreciated and highly volatile exchange rate. That fragmentation weighed heavily on foreign investment and domestic business activity.

    (13)  Egypt re-engaged with the IMF in early 2024, and reached a staff-level agreement on 6 March 2024 on a revamped extended fund facility programme scaled up to USD 8 billion. The new programme was adopted by a Decision of the IMF Executive Board on 29 March 2024, and it aims to address the areas of: (i) credible exchange rate flexibility; (ii) sustainable tightening of monetary policy; (iii) fiscal consolidation to preserve debt sustainability; (iv) a new framework to rein in infrastructure spending; (v) provision of adequate levels of social spending to protect vulnerable groups, including from rises in the cost of living and energy price; and (vi) implementation of the state ownership policy and reforms to level the playing field with a view to promoting the development of the private sector in the economy. Together with the signature of the staff-level agreement, Egypt also enacted a flexibilisation of the exchange rate, and raised the central bank’s key policy rate by a sizeable 600 basis points, in line with the priorities of the IMF programme. Staff-level agreement on the fourth review of Egypt’s economic reform programme was reached in December 2024, and the IMF Executive Board completed the review in March 2025.

    (14)  In view of a worsening economic situation and outlook clouded by substantial downside risks in relation to ongoing external shocks, Egypt requested complementary macro-financial assistance from the Union on 12 March 2024.

    (15)  Given that Egypt is a country covered by the European Neighbourhood Policy, it should be considered to be eligible to receive macro-financial assistance from the Union.

    (16)  The Union’s macro-financial assistance should be an exceptional instrument of untied and undesignated balance-of-payments support, which aims to address Egypt’s immediate external financing needs, and it should underpin the implementation of a policy programme containing strong immediate adjustment and structural reform measures designed to improve Egypt’s balance-of-payments position.

    (17)  Given that there is still a significant residual external financing gap in Egypt’s balance of payments over and above the resources provided by the IMF and other multilateral institutions and regional partners, the Union’s macro-financial assistance to be provided to Egypt is, under the current exceptional circumstances, considered to be an appropriate response to Egypt’s request to the Union to support Egypt’s economic stabilisation, in conjunction with the IMF programme. The Union’s EUR 5 billion macro-financial assistance package, including the macro-financial assistance of up to EUR 4 billion under this Decision, seeks to support the economic stabilisation and the structural reform agenda of Egypt, supplementing resources made available under the IMF programme. The first part of the package, a macro-financial assistance loan of EUR 1 billion, was disbursed in December 2024 after a positive assessment by the Commission.

    (18)  The Union’s macro-financial assistance should aim to support the restoration of a sustainable external financing situation for Egypt, thereby supporting its economic and social development. By fostering stability and prosperity in its Neighbourhood, the provision of the Union’s macro-financial assistance to Egypt could also contribute to the Union’s growth and economic resilience.

    (19)  The determination of the amount of the Union’s macro-financial assistance should be based on a complete quantitative assessment of Egypt’s residual external financing needs and should take into account Egypt’s capacity to finance itself with its own resources, in particular the international reserves at its disposal. The Union’s macro-financial assistance is part of an international joint effort, effectively complementing the programmes and resources provided by the IMF and the World Bank. The determination of the amount of the assistance should also take into account expected financial contributions from multilateral donors and the need to ensure fair burden sharing between the Union and other donors, as well as the pre-existing deployment of the Union’s other external financing instruments in Egypt and the added value of the Union’s overall involvement in Egypt.

    (20)  The Commission should ensure that the Union’s macro-financial assistance is legally and substantially in accordance with the key principles and objectives of the different areas of external action, with measures taken in respect of those areas, and with other relevant Union policies and Union values, such as democracy, human rights and the rule of law.

    (21)  The Union’s macro-financial assistance should support the Union’s external policy towards Egypt. The Commission and the European External Action Service (EEAS) should work closely together throughout the macro-financial assistance operation in order to coordinate, and ensure the consistency of, the Union’s external policy.

    (22)  The Union’s macro-financial assistance should support Egypt’s commitment to foster values shared with the Union, including democracy, the rule of law, good governance, respect for human rights, sustainable development and poverty reduction, as well as its commitment to the principles of open, rule-based and fair trade.

    (23)  A precondition for granting the Union’s macro-financial assistance to Egypt should be that Egypt continue to make concrete, credible and tangible steps towards respecting effective democratic mechanisms, including a multi-party parliamentary system, and the rule of law, and guaranteeing respect for human rights. In addition, the specific objectives of the Union’s macro-financial assistance should strengthen the efficiency, transparency and accountability of the public finance management systems, the governance and supervision of the financial sector in Egypt, and should promote structural reforms that aim to support sustainable and inclusive growth, decent employment creation and fiscal consolidation. The Commission and the EEAS should regularly monitor the fulfilment of that precondition and the achievement of those specific objectives.

    (24)  The link of the Union’s macro-financial assistance to an on-track disbursing IMF programme, with its strong macro-fiscal framework and rigorous debt sustainability analysis, provides reassurances in relation to Egypt’s repayment capacity. In addition, in order to ensure that the Union’s financial interests linked to the Union’s macro-financial assistance are protected efficiently, Egypt should take appropriate measures relating to the prevention of, and fight against, fraud, corruption and any other irregularities linked to that assistance. The transparent management of funds allocated under the Union’s macro-financial assistance is essential. In addition, a loan agreement to be concluded between the Commission and the Egyptian authorities should contain provisions authorising the European Anti-Fraud Office to carry out investigations, including on-the-spot checks and inspections, in accordance with the provisions and procedures laid down in Regulation (EU, Euratom) No 883/2013 of the European Parliament and of the Council(4) and Council Regulation (Euratom, EC) No 2185/96(5), the Commission and the Court of Auditors to carry out audits and the European Public Prosecutor’s Office to exercise its competences with regard to the provision of the Union’s macro-financial assistance during and after the availability period of that assistance.

    (25)  The release of the Union’s macro-financial assistance is without prejudice to the powers of the European Parliament and the Council as budgetary authority.

    (26)  The amounts of the provision required for macro-financial assistance in the form of loans should be consistent with the budgetary appropriations provided for in the multiannual financial framework.

    (27)  The Union’s macro-financial assistance should be managed by the Commission. In order to ensure that the European Parliament and the Council are able to follow the implementation of this Decision, the Commission should regularly inform them of developments relating to that assistance and provide them with relevant documents.

    (28)  The annual report on the implementation of this Decision should include information on concrete, tangible and credible steps taken by Egypt towards respecting effective democratic mechanisms, including a multi-party parliamentary system, and the rule of law, and guaranteeing respect for human rights.

    (29)  In order to ensure uniform conditions for the implementation of this Decision, implementing powers should be conferred on the Commission. Those powers should be exercised in accordance with Regulation (EU) No 182/2011 of the European Parliament and of the Council(6).

    (30)  The Union’s macro-financial assistance should be subject to economic policy conditions, to be set out in a memorandum of understanding (MoU). In order to ensure uniform conditions of implementation and for reasons of efficiency, the Commission should be empowered to negotiate such conditions with the Egyptian authorities under the supervision of the committee of representatives of the Member States in accordance with Regulation (EU) No 182/2011. Under Regulation (EU) No 182/2011, the advisory procedure should, as a general rule, apply in all cases other than as provided for in that Regulation. Considering the potentially significant impact of assistance of more than EUR 90 million, it is appropriate that the examination procedure as specified in Regulation (EU) No 182/2011 be used for operations above that threshold. Considering the amount of the Union’s macro-financial assistance to Egypt, that examination procedure should apply to the adoption of the MoU, and to any reduction, suspension or cancellation of that assistance.

    (31)  Since the objective of this Decision, namely to address Egypt’s external financing needs cannot be sufficiently achieved by the Member States but can rather be better achieved at Union level, the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union. In accordance with the principle of proportionality, as set out in that Article, this Decision does not go beyond what is necessary to achieve that objective.

    (32)  In order to enable the prompt provision of macro-financial assistance to Egypt, this Decision should enter into force on the day following that of its publication in the Official Journal of the European Union,

    HAVE ADOPTED THIS DECISION:

    Article 1

    1.  The Union shall make macro-financial assistance in the form of loans of a maximum amount of up to EUR 4 billion available to Egypt (the ‘Union’s macro-financial assistance’), with a view to supporting Egypt’s economic stabilisation and a substantive reform agenda. The release of the Union’s macro-financial assistance is subject to the adoption of the Union budget for the relevant year by the European Parliament and the Council. The Union’s macro-financial assistance shall contribute to covering Egypt’s balance-of-payments needs as identified in the IMF programme.

    2.  In order to finance the Union’s macro-financial assistance, the Commission shall be empowered, on behalf of the Union, to borrow the necessary funds on the capital markets or from financial institutions and to on-lend them to Egypt.

    3.  The release of the Union’s macro-financial assistance shall be managed by the Commission in a manner consistent with the agreements or understandings reached between the IMF and Egypt, and with the key principles and objectives of economic reforms set out in the Association Agreement.

    The Commission shall regularly inform the European Parliament and the Council of developments regarding the Union’s macro-financial assistance, including disbursements thereof, and shall provide those institutions with the relevant documents in due time.

    4.  The Union’s macro-financial assistance shall be made available for a period of two and a half years, starting from the first day after the date of entry into force of the MoU referred to in Article 3(1).

    5.  Where the financing needs of Egypt decrease fundamentally during the period of the disbursement of the Union’s macro-financial assistance compared to the initial projections, the Commission, acting in accordance with the examination procedure referred to in Article 7(2), shall reduce the amount of the assistance, suspend or cancel it.

    Article 2

    1.  A precondition for granting the Union’s macro-financial assistance shall be that Egypt continue to make concrete and credible steps towards respecting effective democratic mechanisms, including a multi-party parliamentary system, and the rule of law, and guaranteeing respect for human rights.

    2.  The Commission and the EEAS shall monitor the fulfilment of the precondition set out in paragraph 1 throughout the life-cycle of the Union’s macro-financial assistance.

    3.  Paragraphs 1 and 2 of this Article shall apply in accordance with Council Decision 2010/427/EU(7).

    Article 3

    1.  The Commission, in accordance with the examination procedure referred to in Article 7(2), shall agree with the Egyptian authorities on clearly defined economic policy and financial conditions, focusing on structural reforms and sound public finances, to which the Union’s macro-financial assistance is to be subject. Those economic policy and financial conditions shall be set out in a memorandum of understanding (MoU) which shall include a timeframe for their fulfilment. Those economic policy and financial conditions shall be consistent with the agreements or understandings referred to in Article 1(3), including the macroeconomic adjustment and structural reform programmes implemented by Egypt with the support of the IMF.

    2.  The economic policy and financial conditions referred to in paragraph 1 shall aim, in particular, to enhance the efficiency, transparency and accountability of the public finance management systems in Egypt, including for the use of the Union’s macro-financial assistance. Progress in mutual market opening, including for small and medium-sized enterprises, the development of rule-based and fair trade, sustainable development, good governance and other priorities in the context of the Union’s external policy shall also be duly taken into account when designing the policy measures. The Commission shall regularly monitor Egypt’s progress in attaining those objectives.

    3.  The detailed financial terms of the Union’s macro-financial assistance shall be laid down in a loan agreement to be concluded between the Commission and the Egyptian authorities in accordance with Article 223 of Regulation (EU, Euratom) 2024/2509 of the European Parliament and of the Council(8) (the ‘Financial Regulation’) (the ‘loan agreement’).

    4.  The Commission shall verify, at regular intervals, that the conditions referred to in Article 4(3), first subparagraph, continue to be met, including whether the economic policies of Egypt are in accordance with the objectives of the Union’s macro-financial assistance. For the purposes of that verification, the Commission shall coordinate closely with the IMF and the World Bank, and, where necessary, with the European Parliament and with the Council.

    Article 4

    1.  Subject to the conditions referred to in paragraph 3, first subparagraph, the Union’s macro-financial assistance shall be made available by the Commission in instalments. The size of each of those instalments shall be set out in the MoU. An instalment may be disbursed in one or more tranches.

    2.  The amounts of the Union’s macro-financial assistance provided in the form of loans shall be provisioned, where required, in accordance with Regulation (EU) 2021/947.

    3.  The Commission shall decide on the release of the instalments subject to the fulfilment of the following conditions:

    (a)  the precondition set out in Article 2(1);

    (b)  a continuous satisfactory track record of implementing a policy programme that contains strong adjustment and structural reform measures supported by a non-precautionary IMF credit arrangement; and

    (c)  the satisfactory implementation of the economic policy and financial conditions agreed in the MoU.

    The release of the second instalment shall not, in principle, take place earlier than three months after the release of the first instalment. The release of the third instalment shall not, in principle, take place earlier than three months after the release of the second instalment.

    4.  Where the conditions set out in paragraph 3, first subparagraph, are not met, the Commission shall temporarily suspend or cancel the disbursement of the Union’s macro-financial assistance. In such cases, it shall inform the European Parliament and the Council without delay of the reasons for that suspension or cancellation.

    5.  The Union’s macro-financial assistance shall be disbursed to the Central Bank of Egypt. Subject to the agreed provisions set out in the MoU, including a confirmation of residual budgetary financing needs, the Union funds may be transferred by the Central Bank of Egypt to the Egyptian Ministry of Finance as the final beneficiary.

    Article 5

    1.  In order to finance the Union’s macro-financial assistance in the form of loans, the Commission shall be empowered, on behalf of the Union, to borrow the necessary funds on the capital markets or from financial institutions in accordance with Article 224 of the Financial Regulation.

    2.  The Commission shall enter into a loan agreement referred to in Article 3(3) in respect of the amount referred to in Article 1. The loan agreement shall lay down the availability period and the detailed terms of the Union’s macro-financial assistance, including in relation to the internal control systems. Egypt shall repay the loan, which shall be granted on terms that allow its repayment over a long period, including a possible grace period. The maximum duration of the loan shall be 35 years. ▌

    3.   The Commission shall inform the European Parliament and the Council of developments in the operations referred to in paragraph 2.

    Article 6

    1.  The Unions macro-financial assistance shall be implemented in accordance with the Financial Regulation.

    2.  The Union’s macro-financial assistance shall be implemented under direct management.

    3.  Before the implementation of the Union’s macro-financial assistance, the Commission shall assess, by means of an operational assessment, the soundness of Egypt’s financial arrangements, administrative procedures, and internal and external control mechanisms which are relevant to the assistance.

    Article 7

    1.  The Commission shall be assisted by a committee. That committee shall be a committee within the meaning of Regulation (EU) No 182/2011.

    2.  Where reference is made to this paragraph, Article 5 of Regulation (EU) No 182/2011 shall apply.

    Article 8

    1.  By 30 June of each year, the Commission shall submit to the European Parliament and to the Council a report on the implementation of this Decision in the preceding year, including an evaluation of that implementation. That report shall:

    (a)  examine the progress made in implementing the Union’s macro-financial assistance;

    (b)  assess the economic situation and prospects of Egypt, as well as progress made in implementing the policy measures referred to in Article 3(1);

    (c)  indicate the connection between the economic policy and financial conditions set out in the MoU, Egypt’s on-going economic and fiscal performance and the Commission’s decisions to release the instalments of the Union’s macro-financial assistance, while outlining concrete and credible steps taken towards respecting democratic mechanisms and the rule of law and guaranteeing human rights.

    2.  Not later than two years after the expiry of the availability period referred to in Article 1(4), the Commission shall submit to the European Parliament and to the Council an ex post evaluation report, assessing the results and efficiency of the completed Union’s macro-financial assistance and the extent to which it has contributed to the aims of the assistance.

    Article 9

    This Decision shall enter into force on the day following that of its publication in the Official Journal of the European Union.

  • MIL-OSI Europe: Answer to a written question – Hawala banking – E-001447/2025(ASW)

    Hawala is an informal, trust-based money transfer system often used for money remittances. It operates outside traditional banking, without using authorised financial institutions.

    Under EU legislation, all operators providing payment services[1] must become authorised payment institutions. This mandates such operators to perform customer due diligence[2] and report suspicious transactions to law enforcement authorities[3].

    Enforcement actions have been ongoing since 2019, both at national level and through international monitoring mechanisms. The Commission actively participates in the Financial Action Task Force and MONEYVAL[4] mutual evaluation processes, which assess countries’ compliance with anti-money laundering and countering the financing of terrorism (AML/CFT) standards.

    These evaluations have identified risks associated with informal value transfer systems, including hawala, in both EU Member States and third countries.

    They recommend strengthening supervision and adopting measures, practices and detailed guidelines on effective parallel financial investigations.

    Conducting these types of funds transfers informally and without authorisation already exposes their perpetrators to the risk of being severely sanctioned in all EU Member States. Hence, making a legislative proposal to limit the use of hawala has so far not been considered necessary.

    Instead, the focus remains on practical enforcement and supervision. With the entry into application of the AML/CFT package adopted in 2024[5] and the establishment of the AML Authority (AMLA), the EU and its Member States will further enhance their capacities to supervise illicit financial flows, including when performed through unauthorised hawala activities.

  • MIL-OSI Global: The term ‘lone gunman’ ignores the structures that enable violence

    When shots rang out in Minnesota, targeting state Democratic politicians, the headlines quickly followed a familiar script: a mentally unstable suspect and the well-worn label “lone gunman.”

    According to media reports, the Minnesota gunman, Vance Luther Boelter, was a deeply religious anti-abortion activist and a conservative who supported President Donald Trump.

    The term lone gunman, routinely deployed in the aftermath of mass shootings and political violence – that the suspect was simply acting alone, so there’s no one or nothing else to blame – may offer a comforting explanation, but it’s dangerously simplistic.

    It obscures the conditions that made the violence possible in the first place. It casts the perpetrator as an isolated anomaly – mentally unwell, unpredictable, detached from broader movements or ideologies.

    As a scholar of extremism, I argue that the use of this term ignores the larger symptoms of deeper societal failures such as rising political extremism, systemic hate or the normalization of violent rhetoric.

    The lone gunman myth

    The idea of the lone gunman has long held sway in American public discourse, with perhaps no example more iconic than the assassination of President John F. Kennedy. The Warren Commission that was set up to investigate concluded that Lee Harvey Oswald acted alone, a finding still contested by many.

    But more significant than the historical debate is how the lone gunman label became entrenched in the national psyche. It presents a digestible narrative, one that absolves institutions of responsibility and short-circuits more difficult questions about what conditions produced the attacker in the first place.

    More recent examples reveal how this myth continues to serve as a shield against systemic scrutiny.

    After the 2012 mass shooting that killed 12 people and injured 70 others at a movie theater in Aurora, Colorado, media coverage quickly centered on James Holmes’ mental state, with little emphasis on the culture of gun access, misogyny or disaffection with peers that shaped his actions.

    Similarly, after Dylann Roof murdered nine Black churchgoers in Charleston, South Carolina, in 2015, early coverage emphasized his apparent isolation and mental state. However, he had openly stated his motivations in a racist manifesto and had long-standing connections to white supremacist ideology that motivated and shaped his violence.

    Radicalization is rarely solitary

    In most cases, so-called lone wolves are not as isolated as the term implies. Researchers have increasingly shown that radicalization is a social process.

    Individuals absorb extremist views through online echo chambers, algorithmic recommendation systems, peer validation and reinforcement from political and media figures.

    This is evident in cases like that of Robert Bowers, who killed 11 people at the Tree of Life Synagogue in Pittsburgh in 2018. Bowers’ defense attorneys said in a March 2023 court filing that he had been diagnosed with schizophrenia. Though he acted alone, Bowers was deeply embedded in far-right networks on the social media platform Gab, where he echoed white nationalist and antisemitic conspiracy theories.

    Similarly, Payton Gendron, who killed 10 Black people in a Buffalo supermarket in 2022, cited previous mass shooters as inspiration and plagiarized sections of a white nationalist manifesto. His radicalization was nourished in extremist online forums on platforms such as 4chan and Discord.

    Even attacks without manifestos or explicit ideological tracts often follow recognizable scripts. The El Paso shooter, who killed 23 people in a Walmart in 2019, wrote that he was targeting Hispanics as part of a defense against an “invasion” of immigrants – echoing language used by some conservative analysts, pundits and political figures in mainstream U.S. media and government.

    Again and again, attackers are seen to be acting in ways that align with a broader rationalization or ideology, even if they do not carry official membership in a particular group or organization.

    The politics of the ‘lone gunman’

    Importantly, the lone gunman narrative is applied unevenly, especially along racial lines.

    White perpetrators are frequently described as mentally ill or troubled loners. Their violence is compartmentalized as the result of personal demons. In contrast, as the Sentencing Project – which is working to address racial disparities in the criminal justice system – has shown, Black, Muslim or immigrant suspects are often held up as proof of a broader threat: religious, ethnic or cultural.

    This double standard not only reinforces racial stereotypes but also shapes how law enforcement and the media view violence committed by white actors – as an aberration rather than a pattern.

    The media can play a crucial role in perpetuating the lone gunman myth.
    Consider how swiftly the media and politicians labeled the 2016 Orlando nightclub shooting, perpetrated by Omar Mateen, as an act of Islamist terrorism. Even though Mateen had no meaningful connections to any terrorist groups, his Islamic religious beliefs were used to construct a narrative that he was part of a global threat.

    By contrast, the FBI hesitated to call Dylann Roof’s actions “racial terrorism.” Terrorism is defined as a form of political violence, where the threat or use of physical force by individuals or groups is not only intended to influence or disrupt governmental authority but to instill fear and force political change. The FBI designated Roof’s crime as a hate crime perpetrated by a disturbed young man.

    This distinction between calling Roof’s attack a hate crime rather than racially motivated terrorism sparked significant criticism from scholars, activists and commentators. Many argued that Roof’s white supremacist motives and the symbolic target, a historic Black church, made it a clear case of racial terrorism.

    Moving toward a more honest understanding

    This asymmetry matters.

    I argue that it shapes public perception, policy responses and resource allocation. It allows white supremacist violence to flourish under the radar, often dismissed until it becomes undeniable – usually after multiple lives have been lost.

    At the same time, politicians are frequently reluctant to acknowledge the ideological underpinnings of such violence, particularly when those ideologies overlap with their own rhetoric or voter base.

    After the 2022 mass shooting in Buffalo, where the gunman explicitly cited the “Great Replacement theory” in his manifesto, several Republican politicians who had previously echoed similar anti-immigrant rhetoric condemned the violence but avoided addressing the ideology behind it. The Great Replacement theory is a white supremacist conspiracy theory that falsely claims white populations are being deliberately replaced by nonwhite immigrants, especially Muslims, Latinos or Black people, through immigration, higher birth rates and federal government policy.

    Despite the shooter’s clear ideological motivation, once again many officials focused on mental illness or the violence as an isolated case of extremism. The impact of the messages about immigration and demographic change in contributing to a climate of racial fear and conspiracy were left unacknowledged.

    The Department of Homeland Security has repeatedly identified white supremacist violence as one of the top domestic terrorism threats. Investigations related to domestic terrorism and violence have increased significantly over the past few years. In a 2023 interview with “PBS NewsHour,” Seamus Hughes of the University of Nebraska Omaha’s National Counterterrorism, Innovation, Technology and Education Center said that “the FBI was investigating 850 people three years ago. Now they’re investigating 2,700.”

    Yet meaningful, structural reforms, whether in tech and social media regulation, gun control or public education, have remained elusive. I believe connecting the larger social, political and cultural issues that surround extreme violence is critical to building healthy communities.

    In support of Albania’s National Strategy for the Prevention of Money Laundering and Financing of Terrorism, the OSCE Presence in Albania organized a three-day training programme on sectorial analysis on financial crimes, from 17 to 19 June 2025. This initiative is part of ongoing efforts to enhance the institutional capacity of the Albanian State Police, specifically of the Anti-Money Laundering Sector within the General Directorate.
    Led by two national experts, the training was designed to strengthen the police analytical and operational capabilities in the field of economic and financial crime. It provided 12 officers with the knowledge and skills necessary to conceive and draft sectoral analyses in this field. These skills will support strategic planning, intelligence-led investigations and effective interagency co-ordination in combating money laundering, corruption and related financial offenses.
    By delivering targeted capacity-building support, this training contributes directly to the implementation of the Albania’s National Strategy for the Prevention of Money Laundering and Financing of Terrorism and reinforces the OSCE’s commitment to promoting effective, intelligence-driven policing in Albania.

    NEW YORK, June 19 (Xinhua) — The United States has imposed sanctions on five Mexico-based leaders of the Cartel of Jalisco New Generation (CJNG) as especially dangerous international terrorists.

    In a statement posted on the U.S. State Department website Wednesday, State Department spokesperson Tammy Bruce blamed the CJNG for trafficking fentanyl, methamphetamine, cocaine and other illicit drugs into the United States.

    The sanctions list includes CJNG leader Ruben Oseguera Cervantes, also known as “El Mencho,” as well as Audi Flores Silva, who controls clandestine laboratories used to produce methamphetamine and other illegal drugs shipped to the United States.

    On January 20, US President Donald Trump signed an executive order designating the CJNG as a Foreign Terrorist Organization and Specially Designated Global Terrorist.

    WASHINGTON – U.S. Senator Roger Wicker, R-Miss., Chairman of the Senate Armed Services Committee, today led a hearing to receive testimony from the Pentagon’s senior leaders on the department’s fiscal year 2026 budget.

     

    In his opening remarks, Chairman Wicker praised President Trump’s “peace through strength” leadership and Secretary Hegseth’s achievements in implementing that agenda at the Pentagon. The chairman also noted that maintaining the national defense budget at $893 billion, even with an additive $150 billion from defense reconciliation, would result in United States military spending falling far below 3 percent of GDP by 2029.

    The committee convenes this morning to hear testimony concerning the president’s fiscal year 2026 budget request. I welcome Secretary Hegseth, Chairman Caine, and Acting Comptroller MacDonnell.

     

    As we review the past five months, the president and the Department of Defense have much to be proud of. The administration has largely succeeded in refocusing the Pentagon on warfighting.  Our recruitment numbers have dramatically improved.  That is a very important achievement and one we will continue to celebrate.

     

    The U.S. military has played a significant supporting role in the president’s wholesale success at our southern border.  He has achieved operational control over the situation – a position the vast majority of Americans support.

     

    In Operation Rough Rider, the president imposed costs on the Houthis.  The operation was well executed by our service members, and it appears to have achieved its stated objectives for now.  Similarly, the president has relentlessly struck al-Qaeda and ISIS terrorists.  Those strikes have helped to open up space for diplomatic breakthroughs in Syria, and they have prevented significant external attacks that could have emanated from Somalia.

     

    Unfortunately, the Axis of Aggressors is resilient.  It is hell-bent on challenging American global leadership.

     

    It is clearer than ever that Vladimir Putin is uninterested in President Trump’s and President Zelenskyy’s offers for real peace negotiations.  The Europeans are heeding the president’s call to re-arm, but we are in a tenuous period: A precipitate withdrawal of U.S. forces from Europe could undo all that progress.

     

    In Asia, the Chinese Communist Party continues its campaign of aggression against its neighbors and still displays open ambitions to retake Taiwan.  Secretary Hegseth recently made this crucial point in an important speech in Shangri-La. He said, “China seeks to become a hegemonic power in Asia.”  He is right.  China intends to use military force to achieve Xi Jinping’s goals.

     

    Meanwhile, in the Middle East, the Ayatollah is hiding as his regime crumbles.  He still refusing to negotiate.

     

    In short, this is the most dangerous national security moment since World War II.  Unconstrained, aggressive dictators are on the move.  And, importantly, the character of warfare is rapidly changing.  That is a dangerous combination. We cannot have an American-led Golden Age of peace and prosperity if we fail to navigate these historic security challenges.

     

    President Trump is actively working to protect American interests against four main adversaries: Xi Jinping and his Chinese Communist Party, Vladimir Putin’s militarized Russia, Kim Jong Un’s North Korea, and the Ayatollah’s religious fanatics, including his web of terrorists. Our commander-in-chief deserves a military capable of maintaining deterrence and applying force when necessary to protect U.S. interests – as he has done in Yemen.  I regret to say that this fiscal year 2026 budget request will not deliver that military.

     

    When Secretary Hegseth testified before this committee in his confirmation hearing, he made the correct point that spending less than 3 percent of GDP on defense would be, and I quote, “very dangerous.” What we have in front of us is an inadequate budget request with precious little detail and no follow-on data about fiscal years 2027, 2028, or 2029. We must assume – and, in fact, we have heard – that OMB intends to maintain defense spending at $893 billion across the four years of this administration.  Even with a one-time $150 billion reconciliation infusion, this would leave us at 2.65 percent of GDP by 2029 – below the 3% of GDP, and well below the 5% of GDP that we really really need. Clearly, such a budget plan would allow the military balance to continue – as it has been, to tilt away from the United States and toward Communist China. Communist China has increased its budget by over 7% each year for the past decade.

     

    I know the secretary fought for a stronger fiscal year 2026 discretionary request, but we need to acknowledge that a flat fiscal year 2026 budget is what OMB delivered.  I expect we will spend today reviewing the numerous significant holes in this request – gaps that will make it much more difficult for President Trump to equip our service members and for his advisors to develop credible military options.

     

    Across the budget, we see significant holes: shipbuilding, tactical fighters, basic maintenance money, and more – all insufficient.  The budget seems to be written as if there are many items in the reconciliation package that simply are not in that bill.  This is confusing, because the text of the reconciliation bill has been public for quite some time. Chairman Rogers, of the House, and I worked closely with the executive branch on the contents of the package.  This budget threatens to undermine the good work we have done together on that bill, and it leads me to question whether some officials in the administration plan to ignore congressional intent.

     

    I believe ignoring congressional intent would be a wrong-headed decision for the United States of America. We all work for the American people and share largely identical goals when it comes to deterring Xi Jinping, Vladimir Putin, and other threats.  We need to work much more closely together on investment strategies and actions necessary to rebuild our industrial base.  The president and the Congress want action on reindustrialization.  We want to rebuild the Arsenal of Democracy.  We need action on industrial base integration, streamlined weapons sales, and cooperation with our allies and partners.  We agree on fundamentally changing the way the DOD budgets and handles acquisition.  Now, we need to agree on providing the men and women of the Department of Defense with the resources they need to do their jobs. We have no time to waste, and we must commit to continued collaboration now.

    The Majority Leader of the House of Representatives announces bills that will be considered under suspension of the rules in that chamber. Under suspension, floor debate is limited, all floor amendments are prohibited, points of order against the bill are waived, and final passage requires a two-thirds majority vote.

    At the request of the Majority Leader and the House Committee on the Budget, CBO estimates the effects of those bills on direct spending and revenues. CBO has limited time to review the legislation before consideration.     A “University of Entrepreneurs” will appear in Moscow. It will start working on September 1, 2025. This is a joint project Department of Entrepreneurship and Innovative Development of the City of Moscow, the Agency for Strategic Initiatives (ASI) and the ANO “Human Capital Development”. The key element in it will be workshops of famous Russian businessmen, where they, using scientific developments and the infrastructure of partner universities, will work together with students and research staff to create new business projects.

    During the session “Interaction of Science, Business and the State as the Basis of Russia’s Technological Sovereignty” held on June 18 at the St. Petersburg International Economic Forum, organized by the Moscow Government and ASI, experts discussed how to translate scientific knowledge and university research into working business products and what models of interaction between all parties – the state, the business sector and universities – allow this to be done effectively.

    Leading representatives of business, science and government took part in the dialogue. Among them was the head of the Department of Entrepreneurship and Innovative Development of the City of Moscow Kristina Kostroma, General Director of the ANO “University of Entrepreneurs” Grigory Gorchakov, Rector of the Moscow Institute of Physics and Technology Dmitry Livanov and others.

    “The potential of modern universities allows them to become full-fledged participants in the innovative transformation that our country is actively experiencing today. Thanks to research and high-tech projects, universities are becoming centers for generating ideas and innovative solutions. The University of Entrepreneurs, which is based on the symbiosis of business and science, will allow fundamental projects to quickly find application in the real sector of the economy, creating an opportunity for the formation of start-ups and the commercialization of scientific developments,” noted Kristina Kostroma.

    The experts also discussed the development strategy and the plan for implementing the university’s program for 2025. The main focus was on approaches to overcoming the difficulties of coordination between universities, the scientific community and business when introducing technological products to the market. The participants considered the mechanisms of effective interaction necessary for the successful launch and implementation of projects aimed at achieving technological sovereignty.

    Following the discussion, the Chairman of the Board of Directors of the Aquarius Group of Companies, Alexey Kalinin, presented a manifesto on the interaction of science, business and the state, initiated by the ANO University of Entrepreneurs and the Gorki International Business School. The document emphasizes that the creation and development of a technology business, as well as the achievement of technological sovereignty, should be based not only on commercial and innovative components, but also on the common value guidelines of all participants in the process.

    “This platform is critically important for discussing approaches to coordinating the efforts of universities, science and entrepreneurs. Each of these groups has its own characteristics and interests. Our task is to create conditions under which these interests will be taken into account, which will ensure a high-quality contribution to science and the subsequent transformation of scientific developments into technologies in demand by the market. The presentation of the manifesto is an important step in the formation of this cooperation based on common values,” said Alexander Vaino, Director of the Young Professionals direction of the ASI, member of the Supervisory Board of the University of Entrepreneurs program.

    Twenty entrepreneurs — market leaders — have already confirmed their participation in the project. They include Andrey Krivenko (JSC VkusVill, agrotechnologies), Mikhail Goncharov (JSC Teremok, foodtech), Andrey Davidyuk (co-founder of Motorika) and others. The University of Entrepreneurs will become a place for business where entrepreneurs will have direct access to the best developments of leading Russian universities, scientific infrastructure, laboratories, and intellectual capital.

    The result of the interaction of the “University of Entrepreneurs” with business will be the launch of hundreds of technological startups, the integration of scientific developments into business practice and the formation of a sustainable ecosystem. In this environment, entrepreneurs will gain access to promising ideas, and students will gain invaluable practical experience and opportunities to scale their developments to the level of a market product, contributing to the strengthening of Russia’s technological sovereignty.

    After the session, a ceremonial signing of cooperation agreements took place between the ANO “University of Entrepreneurs” and eight leading universities of the country. Among them are the Moscow Institute of Physics and Technology, the Skolkovo Institute of Science and Technology, the National Research University “Higher School of Economics”, the National Research Nuclear University “Moscow Engineering Physics Institute”, the National University of Science and Technology “MISIS”, the Plekhanov Russian University of Economics, the First Moscow State Medical University named after I.M. Sechenov and the Central University. As part of the signed agreements, a project was created where scientists, business teams and students will develop innovative solutions for key sectors of the Russian economy.

    Hong Kong Customs will set up a booth at the Jewellery & Gem ASIA Hong Kong (JGA), to be held at the Hong Kong Convention and Exhibition Centre (HKCEC), from tomorrow (June 19) for four consecutive days to publicise the Dealers in Precious Metals and Stones Regulatory Regime (Regime), and will provide on-site counter services to assist non-Hong Kong dealers in submitting cash transaction reports during their participation in the exhibition.

         According to the Anti-Money Laundering and Counter-Terrorist Financing Ordinance (Cap. 615), the Regime came into effect on April 1, 2023. Any person who is seeking to carry on a business of dealing in precious metals and stones, and engage in any transaction(s) (whether making or receiving a payment) with a total value at or above HK$120,000 in Hong Kong is required to register with Hong Kong Customs and fulfil his/her anti-money laundering and counter-terrorist financing statutory obligations as appropriate. All dealers in precious metals and stones must successfully obtain a relevant registration before they can carry out any cash or non-cash transaction(s) with a total value at or above HK$120,000.

         For non-Hong Kong dealers fulfilling the prescribed conditions (including those who come to Hong Kong to participate in exhibitions), although they are exempt from registration, they are required to submit to Hong Kong Customs a cash transaction report for any cash transaction(s) (whether making or receiving a payment) with a total value at or above HK$120,000 carried out in Hong Kong within one day after the transaction, or before the dealer or the person acting on behalf of the dealer leaves Hong Kong, whichever is earlier.

         Non-Hong Kong dealers can make an online submission of a cash transaction report via the Regime’s webpage at www.drs.customs.gov.hk by accessing the Dealers in Precious Metals and Stones Registration System. They can also download the related form at www.drs.customs.gov.hk/download/drsform/CED418_Form%208_Cash%20transaction%20report.pdf and then submit the report in person at Hong Kong Customs’ booth at the JGA. 

         The Hong Kong Customs’ booth (Booth 1B330) is located at HKCEC Hall 1B and will be open from 10am to 6pm between June 19 and 21 and from 10am to 5pm on June 22.

  • PM Modi takes part in G7 Summit’s outreach session on energy security

    Prime Minister Narendra Modi on Tuesday participated in the outreach session on energy security at the 51st G7 Summit, where he underscored the need for a sustainable and inclusive approach to global energy access.

    Addressing the gathering, PM Modi emphasised the importance of ensuring energy security for all people through green and sustainable pathways. He highlighted India’s key international initiatives in this area, including the International Solar Alliance, the Coalition for Disaster Resilient Infrastructure (CDRI), and the Global Biofuels Alliance, according to Ministry of External Affairs spokesperson Randhir Jaiswal.

    “Artificial Intelligence itself is an energy-intensive technology. The only sustainable way to meet the energy demands of a technology-driven world is through renewable energy,” the Prime Minister said. “Ensuring affordable, reliable, and sustainable energy remains India’s top priority.”

    He also reiterated India’s belief that technology holds real value only when its benefits reach every person, particularly in the Global South. “No country in the Global South should be left behind,” he said.

    Referring to India’s experience with digital governance, he noted that the country has democratised access to technology through its Digital Public Infrastructure, empowering both the economy and citizens. He also stressed that meaningful and high-quality data is essential for developing inclusive, capable, and responsible AI systems.

    Highlighting the growing relevance of artificial intelligence, PM Modi called for global governance mechanisms to address its associated risks and to promote innovation. He underlined the strategic link between critical minerals and emerging technologies, and called for resilient and secure supply chains. “In the era of AI, close collaboration between critical minerals and technology is essential,” he said.

    He raised concerns over the misuse of AI, particularly the rise of deepfake technology. “Deepfakes are a serious concern. There must be clear watermarks or disclosures on AI-generated content,” he said.

    Reflecting on historical trends, PM Modi noted that while the last century was marked by competition for energy, the current century demands cooperation in the realm of technology. “India is moving ahead on the principles of availability, accessibility, affordability, and acceptability, and has chosen the path of inclusive development,” he said.

    Despite being the world’s fastest-growing major economy, India has already fulfilled its Paris Agreement commitments ahead of schedule, he noted. “We are moving rapidly toward our target of Net Zero by 2070. Currently, renewable energy constitutes about 50 per cent of our total installed capacity,” he added.

    Turning to geopolitical challenges, PM Modi drew attention to the disproportionate impact of crises—such as those related to food, fuel, fertilisers, and finance—on Global South nations. “These countries suffer the most from global uncertainties and conflicts. India considers it its responsibility to bring their concerns to the global stage,” he said.

    On the issue of terrorism, the Prime Minister made a strong statement against double standards. Referring to the April 22 terror attack in Pahalgam, he said, “This was not just an attack on a place; it was an assault on the soul, identity, and dignity of every Indian — and indeed, on humanity itself.”

    “Terrorism is the enemy of humanity and threatens all nations that uphold democratic values. There must be no ambiguity: if a country supports terrorism, it must be held accountable,” he said. “While we are quick to impose sanctions on various issues, the same urgency must be applied to terrorism.”

    The Prime Minister thanked world leaders at the G7 Summit for condemning the Pahalgam attack and urged the international community to take strong action against those who support or sponsor terrorism.

    He concluded by reiterating India’s commitment to promoting a human-centric and inclusive approach to technology, and called for strengthened global cooperation to ensure peace, sustainability, and equitable development.

    Prime Minister Narendra Modi on Tuesday participated in the outreach session on energy security at the 51st G7 Summit, where he underscored the need for a sustainable and inclusive approach to global energy access.

    Addressing the gathering, PM Modi emphasised the importance of ensuring energy security for all people through green and sustainable pathways. He highlighted India’s key international initiatives in this area, including the International Solar Alliance, the Coalition for Disaster Resilient Infrastructure (CDRI), and the Global Biofuels Alliance, according to Ministry of External Affairs spokesperson Randhir Jaiswal.

    “Artificial Intelligence itself is an energy-intensive technology. The only sustainable way to meet the energy demands of a technology-driven world is through renewable energy,” the Prime Minister said. “Ensuring affordable, reliable, and sustainable energy remains India’s top priority.”

    He also reiterated India’s belief that technology holds real value only when its benefits reach every person, particularly in the Global South. “No country in the Global South should be left behind,” he said.

  • MIL-OSI USA: A New Hybrid System Could Enable Spacecraft Attitude Control Systems to Perform Scientific Measurements

    A NASA-sponsored team is creating a new approach to measure magnetic fields by developing a new system that can both take scientific measurements and provide spacecraft attitude control functions. This new system is small, lightweight, and can be accommodated onboard the spacecraft, eliminating the need for the boom structure that is typically required to measure Earth’s magnetic field, thus allowing smaller, lower-cost spacecraft to take these measurements. In fact, this new system could not only enable small spacecraft to measure the magnetic field, it could replace the standard attitude control systems in future spacecraft that orbit Earth, allowing them to provide the important global measurements that enable us to understand how Earth’s magnetic field protects us from dangerous solar particles.

    Solar storms drive space weather that threatens our many assets in space and can also disrupt Earth’s upper atmosphere impacting our communications and power grids. Thankfully, the Earth’s magnetic field protects us and funnels much of that energy into the north and south poles creating aurorae. The aurorae are a beautiful display of the electromagnetic energy and currents that flow throughout the Earth’s space environment. They often have small-scale magnetic features that affect the total energy flowing through the system. Observing these small features requires multiple simultaneous observations over a broad range of spatial and temporal scales, which can be accomplished by constellations of small spacecraft.
    To enable such constellations, NASA is developing an innovative hybrid magnetometer that makes both direct current (DC) and alternating current (AC) magnetic measurements and is embedded in the spacecraft’s attitude determination and control system (ADCS)—the system that enables the satellite to know and control where it is pointing. High-performance, low SWAP+C (low-size, weight and power + cost) instruments are required, as is the ability to manufacture and test large numbers of these instruments within a typical flight build schedule. Future commercial or scientific satellites could use these small, lightweight embedded hybrid magnetometers to take the types of measurements that will expand our understanding of space weather and how Earth’s magnetic field responds to solar storms
    It is typically not possible to take research-quality DC and AC magnetic measurements using sensors within an ADCS since the ADCS is inside the spacecraft and near contaminating sources of magnetic noise such as magnetic torque rods—the electromagnets that generate a magnetic field and push against the Earth’s magnetic field to control the orientation of a spacecraft. Previous missions that have flown both DC and AC magnetometers placed them on long booms pointing in opposite directions from the satellite to keep the sensors as far from the spacecraft and each other as possible. In addition, the typical magnetometer used by an ADCS to measure the orientation of the spacecraft with respect to the geomagnetic field does not sample fast enough to measure the high-frequency signals needed to make magnetic field observations.
    A NASA-sponsored team at the University of Michigan is developing a new hybrid magnetometer and attitude determination and control system (HyMag-ADCS) that is a low-SWAP single package that can be integrated into a spacecraft without booms. HyMag-ADCS consists of a three-axis search coil AC magnetometer and a three-axis Quad-Mag DC magnetometer. The Quad-Mag DC magnetometer uses machine learning to enable boomless DC magnetometery, and the hybrid search-coil AC magnetometer includes attitude determination torque rods to enable the single 1U volume (103 cm) system to perform ADCS functions as well as collect science measurements.

    The HyMag-ADCS team is incorporating the following technologies into the system to ensure success.
    Quad-Mag Hardware: The Quad-Mag DC magnetometer consists of four magneto-inductive magnetometers and a space-qualified micro-controller mounted on a single CubeSat form factor (10 x 10 cm) printed circuit board. These two types of devices are commercially available. Combining multiple sensors on a single board increases the instrument’s sensitivity by a factor of two compared to using a single sensor. In addition, the distributed sensors enable noise identification on small satellites, providing the science-grade magnetometer sensing that is key for both magnetic field measurements and attitude determination. The same type of magnetometer is part of the NASA Artemis Lunar Gateway Heliophysics Environmental and Radiation Measurement Experiment Suite (HERMES) Noisy Environment Magnetometer in a Small Integrated System (NEMISIS) magnetometer scheduled for launch in early 2027.
    Dual-use Electromagnetic Rods: The HyMag-ADCS team is using search coil electronics and torque rod electronics that were developed for other efforts in a new way. Use of these two electronics systems enables the electromagnetic rods in the HyMag-ADCS system to be used in two different ways—as torque rods for attitude determination and as search coils to make scientific measurements. The search coil electronics were designed for ground-based measurements to observe ultra-low frequency signals up to a few kHz that are generated by magnetic beacons for indoor localization. The torque rod electronics were designed for use on CubeSats and have flown on several University of Michigan CubeSats (e.g., CubeSat-investigating Atmospheric Density Response to Extreme driving [CADRE]). The HyMag-ADCS concept is to use the torque rod electronics as needed for attitude control and use the search coil electronics the rest of the time to make scientific AC magnetic field measurements.
    Machine Learning Algorithms for Spacecraft Noise Identification: Applying machine learning to these distributed sensors will autonomously remove noise generated by the spacecraft. The team is developing a powerful Unsupervised Blind Source Separation (UBSS) algorithm and a new method called Wavelet Adaptive Interference Cancellation for Underdetermined Platforms (WAIC-UP) to perform this task, and this method has already been demonstrated in simulation and the lab.
    The HyMag-ADCS system is early in its development stage, and a complete engineering design unit is under development. The project is being completed primarily with undergraduate and graduate students, providing hands-on experiential training for upcoming scientists and engineers.

    Civil Nuclear Constabulary welcomes new PSD team leaders

    The Constabulary welcomes new leadership to its Professional Standards Department bringing, adding decades of experience to promote integrity and accountability

    The Civil Nuclear Constabulary (CNC) welcomes new leadership to our Professional Standards Department (PSD) as two new officers join, bringing a wealth of experience.

    Superintendent Alastair Stenner served for over 30 years with Gloucestershire Constabulary. During his career he has worked both in uniform and as a detective, on Counter Terrorism policing and most recently as the Head of Professional Standards, Vetting, Anti-Corruption and Public Feedback.

    Reflecting on his approach to building standards, Alastair said: “How people treat one another is key to me. It is the foundation to how we build the right environment and culture.  Alongside this, the organisation has to provide the right leadership and support so that all can flourish.

    “I would like our PSD and Vetting work to be as open as possible, and I would ask that if anyone has any questions or needs any advice that they make contact with a member of the team.”

    Chief Inspector Aidan Donohoe first served in the Royal Air Force before beginning his policing career at the City of London Police, then Thames Valley Police (TVP) where the majority of his 31-year career was spent.

    He has served as an Authorised Firearms Officer, Operational Firearms Commander, and as an armed surveillance officer. Aidan joins us from his most recent role as Detective Chief Inspector, Head of Investigations for the force’s Professional Standards Department.

    “My focus at TVP was always to try and support officers who had perhaps made genuine errors in judgement and who showed reflection and a willingness to change.  I know the importance of professional development and I’m a strong advocate of giving opportunities to learn and improve.

    “That said, for that minority who bring disgrace, at a time when trust is already low, I am committed to ensuring they have no place in policing.”

    Thank you Mr President,  

    This statement is on behalf of the Sri Lanka Core Group comprising Canada, Malawi, Montenegro, North Macedonia, and the United Kingdom.   

    High Commissioner,

    We are grateful for your office’s work on Sri Lanka.

    We welcome the holding of local elections in Sri Lanka in May and note the more peaceful approach taken this year towards events commemorating the loss of life at the end of the armed conflict in 2009.

    At the same time, we remain concerned by the Government’s limited progress in fulfilling its commitments on human rights, accountability, reconciliation, good governance and constitutional reform.

    We urge the Government to address longstanding impunity and to ensure that journalists, human rights defenders and civil society organisations can operate freely and safely. It is crucial that an inclusive and comprehensive reconciliation and accountability process has the confidence of affected communities.

    We are concerned with the continued application of the Prevention of Terrorism Act, despite the Government’s stated intention to abolish it.

    Furthermore, we urge the Government to address the many unresolved cases of enforced disappearance by reinvigorating the Office on Missing Persons.

    We reaffirm our willingness to work constructively with the Government on these issues.    Thank you.

  • MIL-OSI Economics: Public Statement Concerning the Imposition of a Civil Penalty on Edwin A Fryer Accountant (‘EAF’)

     1. Action

    1.1 The Isle of Man Financial Services Authority (the “Authority”) makes this public statement in accordance with powers conferred upon it under each of section 27 of the Designated Businesses (Registration and Oversight) Act 2015 (the “Act”) and regulation 5(7) of the Anti-Money Laundering and Countering the Financing of Terrorism (Civil Penalties) Regulations 2019 (the “Regulations”).

    1.2 The making of such public statement supports the Authority’s regulatory objectives of, among other things, securing an appropriate degree of protection for customers of persons carrying on a regulated activity, reducing financial crime and maintaining confidence in the Isle of Man’s financial services industry.

    1.3 Following an inspection of EAF by the Authority under section 14 of the Act (the “Inspection”), which identified a number of contraventions by EAF in relation to the Anti-Money Laundering and Countering the Financing of Terrorism Code 2019 (the “Code”), and the opening of a formal investigation (the “Investigation”), the Authority has deemed it appropriate, necessary and proportionate, in all the circumstances, that EAF be required to pay a civil penalty imposed under the Regulations.

    1.4 The Regulations allow for penalties to be imposed at two levels depending on the seriousness of the contraventions of the Code identified. Penalties imposed equate to a percentage of the relevant person’s income (as such terms are defined in the Regulations). In this instance, the Authority has deemed that the contraventions of the Code identified, in all of the circumstances, merit that a civil penalty be imposed in the higher, Level 2, penalty bracket.

    1.5 The civil penalty imposed on EAF is the sum of £2,640 which is discounted by 10% to £2,376 (the “Civil Penalty”).

    1.6 The level of the Civil Penalty reflects the fact that EAF co-operated with the Authority and agreed settlement at an early stage.

    1.7 As with all discretionary civil penalties issued by the Authority, the level of the Civil Penalty is calculated as a percentage of EAF’s relevant annual income at the time that the contraventions noted within this public statement were identified. The absolute amount of the Civil Penalty relative to other civil penalties that have been issued by the Authority previously is not necessarily indicative of the seriousness of the contraventions and is determined each time on the facts of a particular matter and regard is had by the Authority to the level and the percentage of civil penalties imposed in other matters. In determining the Civil Penalty, the Authority considered mitigating factors specific to the circumstances of this case.  

     

    2. Background

    2.1 EAF is a sole practitioner who at all material times has been registered with the Authority as an External Accountant, Tax Adviser and Payroll Agent under the Designated Business (Registrations and Oversight) Act 2015.

    2.2 The Authority’s on-site Inspection in June 2024 and the subsequent Investigation identified a significant number of contraventions of the Code by EAF (the “contraventions”).

    2.3 The contraventions were systemic and longstanding, reaching back to EAF’s initial registration under the Act in 2019, evidencing that EAF had materially contravened the Code over a significant period.

    2.4 EAF’s failure to establish, record, operate and maintain adequate AML/CFT procedures and controls, as required by the Code, increases the vulnerability of EAF being used for money laundering or terrorist financing (including proliferation financing).

    2.5 EAF has engaged positively with the Authority throughout this matter in a timely and constructive manner.

     

    3. Key Findings from Inspection Report and Investigation

    Contraventions of the Code identified by the Inspection and Investigation included:

    3.1 EAF failed to establish, record, operate or maintain procedures and controls relating to its Business Risk Assessment (“BRA”), Customer Risk Assessment (“CRA”), customer screening, ongoing monitoring, including transaction monitoring, and monitoring and testing compliance with the AML/CFT legislation (paragraph 4 of the Code).

    3.2 EAF failed to carry out a BRA and therefore failed to estimate the risk of ML/FT posed by his business and customers (paragraph 5 of the Code).

    3.3 EAF failed to carry out CRAs for his customers and therefore failed to estimate the risk of ML/FT posed by his customers (paragraph 6 of the Code).

    3.4 EAF failed to carry out a Technology Risk assessment and therefore failed to estimate the risk of ML/FT posed by his customers (paragraph 7 of the Code).

    3.5 EAF failed to establish, record, or maintain Customer Due Dilligence information such as onboarding, photo identification or proof of address documents, in relation to New Business Relationships, therefore failing to take reasonable measures to verify the identity of new customers and not taking reasonable measures to establish the source of funds of new clients (paragraph 8 of the Code).

    3.6 EAF, in relation to his customers who were not a natural person, failed to adequately identify the beneficial owner as required by the Code (paragraph 12 of the Code).

    3.7 EAF, in relation to his customers, failed to perform, record or document Ongoing Monitoring as required by the Code, and undertook no Ongoing Monitoring or screening of customers to check for exposure to sanctions, Politically Exposed Person or adverse information as required by the Code. EAF’s failure to establish Source of Funds (“SOF”) before a business relationship was entered into meant he was not in a position to scrutinise transactions to determine whether or not they were consistent with the expected SOF of a transaction. As no CRAs were undertaken, EAF was unable to determine whether transactions were consistent with the customer’s business and risk profile (paragraph 13 of the Code).

    3.8 EAF did not establish, record, maintain or operate appropriate procedures and controls for the purpose of determining whether any customer (amongst other individuals) was, or subsequently became, a Politically Exposed Person (paragraph 14 of the Code).

    3.9 EAF did not establish and maintain separate registers to record internal disclosures, external disclosures, or any other disclosures to the Financial Intelligence Unit (paragraph 28 of the Code).

    3.10 EAF failed to establish, record, maintain and operate appropriate procedures and controls for monitoring and testing compliance with the AML/CFT legislation. EAF failed to produce reports in accordance with the requirements of paragraph 30(2) of the Code. Such reports are required at least annually and serve as a confirmation of the firm’s adherence to its legal obligations and the robustness of its AML/CFT framework (paragraph 30 of the Code).

    3.11 EAF failed to provide or arrange staff AML/CFT education and training as required by the Code (paragraph 32 of the Code).

    3.12 EAF failed to adequately meet the record keeping and record retention requirements of the Code (paragraphs 33 & 34 of the Code).

    4. Key Learning Points for Industry

    4.1 The Island’s National Risk Assessment currently assesses the accountancy sector’s level of risk for money laundering as medium, with the risk of terrorist financing being assessed as medium Low. The comparative size of the accountancy sector in the Isle of Man, the wide breadth of activities, the range of businesses from sole practitioners up to large international firms and the attractiveness of the sector to criminals are some of the factors that have led to the money laundering risk rating. It is recognised that accountants have knowledge and specific technical abilities which can make them attractive to professional money launderers and that the accounting sector may be used by money launderers to provide additional layers of legitimacy to criminal financial arrangements, especially where large sums may be involved. Whilst accountants and tax advisers do not ordinarily handle funds, they will often see more of a customer’s overall affairs than any other single financial institution or designated business. It is therefore important that all firms in this sector understand the sector specific AML/CFT risks to their businesses, in order to adequately mitigate those risks.

    4.2 Having understood the ML/FT risks they are exposed to, relevant persons must establish procedures and controls to maintain an appropriate risk framework including a BRA, CRA and TRA which must be recorded. The relevant person must operate these procedures and controls, meaning they must undertake the relevant risk assessments according to those procedures. Relevant persons must also maintain their risk assessment procedures to ensure they remain effective and up to date enabling the relevant person to manage and mitigate their ML/FT risks. This involves reviewing their procedures and documenting updates to those procedures as well as capturing the rationale for any variations from it. Such procedures and controls must be risk based meaning they should be tailored and proportionate to the relevant person’s particular circumstances.”

    4.3 Whilst the size, nature and scale of a relevant person’s business are factors that can be taken into consideration in developing its risk framework, compliance with the Code is mandatory. All firms undertaking business in the regulated sector have an obligation to conduct their affairs in a manner that adequately mitigates the risks faced by it in order to ensure that the Isle of Man retains its reputation as a responsible, and well regulated, international financial centre. Compliance with the Code is the cornerstone of mitigating those risks.

    4.4 The Authority has a dedicated AML/CFT section on its website where sector specific guidance for Accountants and Tax Advisers; and Payroll Agents can be found alongside the AML/CFT requirements and links to useful AML/CFT resources.

    4.5 The Authority is committed to taking reasonable, proportionate, and appropriate action to address contraventions of the Code in order to help it achieve its regulatory objectives of protecting consumers, reducing financial crime and maintaining the reputation of the Isle of Man’s finance sector through effective regulation.
