    Deputy Prime Minister and Presidential Plenipotentiary Representative in the Far Eastern Federal District Yuri Trutnev announced this at the National Center “Russia” during the award ceremony for the winners of the second season of the All-Russian travel competition “Far East – Land of Adventure”. The order to expand the competition to Arctic territories was given by Russian President Vladimir Putin.

    “I congratulate the winners and everyone who took part in the competition. Thank you for traveling, because it makes the world a better place, it makes your life better. You convey love for Russia, you convey love for our Far East. I am sure that the competition will continue. We will see many more wonderful films. The competition began with applications from two hundred people, this year the number of participants has tripled and amounted to more than six hundred people. At first glance, it seems that it is up to the person himself to decide where he will go to travel. But this is not so. With each route that travelers took through the Far East of our country, which they talked about and about which they made a film, people increasingly discover the beautiful Far Eastern territories,” Yuri Trutnev opened the ceremony.

    At the end of December, the application period for participation in the second season of the All-Russian competition for the best trip “The Far East – Land of Adventures” ended. In total, the organizing committee received 664 films, which is three times more than in 2022. Most often, participants went on a trip to the Sakhalin Region, where 142 films about active travel were shot. In addition, 112 films about adventures in the Khabarovsk Territory, 110 in the Kamchatka Territory, 70 in the Primorsky Territory, 57 in the Amur Region, 46 in the Sakha Republic (Yakutia), 42 films in the Republic of Buryatia, 26 in the Trans-Baikal Territory, 21 in the Jewish Autonomous Region, 20 and 18 films each in the Chukotka Autonomous Okrug and Magadan Region were admitted to the jury’s evaluation.

    The best video materials were selected by the jury members, including: TV journalist, author and host of the TV show “Neputevye Zametki” Dmitry Krylov, Arctic traveler, video blogger Bogdan Bulychev, TV host Valdis Pelsh, head of the project “More than a Journey” Olesya Teterina, State Duma deputy, author and host of the TV show “How the World Works” Timofey Bazhenov, producer of the VK project “Places” Nikita Afinogenov and other experienced travelers. The chairman of the jury was the editor-in-chief of the TV channel “My Planet” Nikolay Tabashnikov. In addition, the winners of the first season of the competition took part in the evaluation of the works: Elena Poddubnaya, Ernest Leonidov, Alisa Slyshchenko.

    The Grand Prix (the best trip to the Far East) was awarded to Moscow resident Ilya Bolshakov, a senior research fellow at the Geological Faculty of Moscow State University named after M.V. Lomonosov, for a trip to the Sakhalin Region. On the Kuril Island of Onekotan, the traveler visited the extinct Krenitsyn volcano, which is also called a “volcano within a volcano” and is considered one of the most beautiful in the world. “As a child, I did not dream of becoming a traveler. I did not dream of mountains or tents. I grew up as an ordinary child. It is even more amazing now to realize that I have become a geologist. And together with my friends, I spent 26 days last summer on an uninhabited island in the Pacific Ocean. During this time, we walked more than 200 km, covered 15 km by water and conquered one of the most unusual mountains on Earth,” the traveler said.

    In the nomination “Best Hiking Trip”, the first and third places were awarded to trips around the Sakhalin Region. Both travelers are residents of Moscow. The first place was taken by Anastasia Kolonskaya for her trip around the Sakhalin Region. The contestant covered 100 km in ten days, inspired by the picturesque expanses of Kunashir Island. During her trip, she saw the Tyatya volcano, the columnar rock (kekur) Monakh, or, as it is also called, the Devil’s Finger, Cape Stolbchaty and many other places. The film was shot in the format of reading hiking notes and supplemented with the author’s sketches. Third place went to Grigory Gorchakov, who traveled to the northern Kuril Islands and delighted the jury with views of untouched, wild nature. Second place was awarded to Nikita Bulanov, a resident of Buryatia, for a trip around his region. An eight-minute video about the filming of the movie “Along the Taiga, Lake and Steppe” about a journey through the picturesque places of the republic and the difficult history of one family was submitted to the competition.

    First place in the nomination “Best Water Journey” was awarded to Viktor Kitsan. He submitted an eight-minute film “Home” about family, love, strength and a journey across the Sea of Japan. Second place in the nomination was awarded to Valery Reitenberg, a resident of Khabarovsk Krai, for a journey to the Kuril Islands. Third place was awarded to a journey across Kamchatka Krai. Vyacheslav Borisovsky, a resident of Petropavlovsk-Kamchatsky, presented the film “Kamchatka. On Distant Shores”. The route of the journey on a sailing yacht ran from Petropavlovsk-Kamchatsky through Vilyuchinsky Bay, where the author took photographs of the volcano of the same name, to Cape Kekurny to photograph the life of walruses and listen to the bay.

    Two places in the nomination “Best Winter Trip” – the second and third – were taken by trips around Buryatia. The awards were received by residents of the region. Buda Tsydypov, who took second place, is engaged in organizing hiking tourism with a focus on mountaineering, helps in organizing ecological trails in the Eastern Sayan Mountains. He presented a route for climbing the highest peak of the Sayan Mountains, Munku-Sardyk. Third place was received by Elihan Batotsyrenov. He sent to the competition the film “Nukhen Daban – The Path of Discoveries” about the journey of a group of ten brave explorers through the majestic mountains. First place in the nomination was awarded to Mikhail Nepogodin, a resident of the Khabarovsk Territory, for a trip through the Badzhalsky Range – a mountain range located in the Verkhnebureinsky District.

    The winner in the category “Unlimited Possibilities” was Elena Zinovieva, who traveled around Kamchatka with her son. “My son has been blind since birth, but this does not stop us from traveling around Kamchatka. The most desired moment was when we crossed the Sea of Okhotsk by plane. The joyful emotions of the child when I tell him where we are flying are worth a lot. I am the child’s eyes and am always next to him,” says the traveler.

    12-year-old Diana Abazova won in the nomination “Best Children’s Travel”. The young resident of Khabarovsk Krai traveled to the place of power of her native region – Mount Magloy, considered sacred by the Nanai people.

    In the nomination “Best Journey with Marine Life” the winner was Muscovite Valentin Morozov for his trip to see bowhead whales in Wrangel Bay in Khabarovsk Krai.

    “A lot has been said about the unique nature of the Far Eastern regions. But I want to emphasize how incredible the people of the Far East are. In the ocean, in the mountains, in the harsh taiga, it is impossible to lie or dissemble. The feeling of elbow, support both in one’s own strength and in those who are nearby – this is what distinguishes the Far East and helps the region to develop rapidly. And of course, only such people, with a powerful character and a huge soul, can be allowed close to the mysterious inhabitants of the sea depths,” noted the Minister for the Development of the Far East and the Arctic Alexey Chekunkov.

    The winner of the special nomination “Best Trip to Chukotka” was Nikita Bereznyakov. He presented the film “On Foot in Chukotka. In the Footsteps of Ancient Eskimos”.

    “Chukotka is a special region in the Far East: a new day begins astronomically here, the sun rises. We have magnificent, unforgettable nature, one of the largest nature reserves “Beringia”, along the shores of which whales migrate. You can come and take pictures with them. When we established this nomination, we really wanted many films to be made. It is impossible to make a good film if you do not love the place you are talking about, if you do not love Chukotka. And love is very easily transmitted. And it really worked out. Many thanks to those who did it,” emphasized the Governor of the Chukotka Autonomous Okrug Vladislav Kuznetsov.

    The non-competitive prize for “Best Nature Film” was awarded to the full-length film “Fire Fox”.

    DBEDT REDUCES HAWAI‘I ECONOMIC GROWTH RATE TO 1.7 PERCENT FOR 2025

    The Department of Business, Economic Development and Tourism (DBEDT) released its first quarter 2025 Statistical and Economic Report today. In the report, DBEDT adjusted its economic growth projections for 2025 to 1.7 percent, lower than the 2.0 percent projected in the previous quarter. The downward adjustment was mainly due to the expected slowdown in tourism growth, higher projected consumer inflation and increasing policy uncertainty at the national and international levels. Economic growth is expected to reach 2.0 percent in 2026 and to continue steady growth to 1.8 percent in 2028. The labor market is expected to remain stable, with low unemployment.

     

    The resilience of Hawaiʻi’s economic growth in the next few years will rely on the strong performance of construction, real estate, health care, professional services, and the continued recovery of tourism.

    Economic Recovery Status

    As measured by real gross domestic product (GDP), Hawai‘i’s economy rebounded to exceed pre-pandemic (first three quarters of 2019) levels by 1.5 percent during the first three quarters of 2024. Hawai‘i’s overall economy was fully recovered to pre-pandemic levels by the third quarter of 2023. By comparison, the U.S. economy has been fully recovered since the first quarter of 2021. Hawaiʻi was the second-slowest state in terms of economic recovery from the 2019 COVID recession. The U.S. economy was 12.6 percent higher than the 2019 level for the same indicator during the same period.

    While tourism-related sectors (Accommodation, Transportation, Retail Trade, Recreation, and Food Services) have only recovered to 94.5 percent of pre-pandemic levels as of the third quarter of 2024, non-tourism sectors have shown firm growth. Compared to real GDP in the last quarter of 2019, the Information sector has grown by 35.1 percent; the Professional, Scientific, and Technical Services sector by 25.0 percent; the Agricultural sector by 14.9 percent, and the Health Care and Social Assistance sector by 12.9 percent. The Wholesale Trade, Utilities, Accommodation and Food Services, and Other Services sectors are still below real GDP levels for the first three quarters of 2019.

    Compared to 2019, statewide non-agriculture annual average payroll jobs were still short by 20,900 jobs in 2024. However, Construction annual average payroll jobs were above 2019 levels by 4,000 jobs, Health Care and Social Assistance by 2,900, and Private Educational Services by 700. Job counts in all other sectors were still lower than the levels in 2019. Retail Trade lost the most jobs at 6,900, followed by Financial Activities at 3,200, and Accommodations at 3,000.

    During 2024, total visitor arrivals recovered 93.3 percent from the levels of 2019. Visitors from the U.S. increased by 6.7 percent, while international visitor recovery was 64.9 percent. The recovery rate of Japanese visitors was 45.7 percent and for Canadian visitors, the recovery rate was 80.2 percent.

    Visitor arrivals to the island of Maui during 2024 were 76.6 percent of the level in 2019. Arrivals to O‘ahu were at 94.5 percent and arrivals to Hawai‘i Island were at 98.0 percent of the same period 2019 levels. Visitor arrivals to Kaua‘i were flat between the two periods.

    Construction Industry Continues Booming

     

    Statistics in the construction industry were great in 2024 and will have positive impacts on activities in 2025 and beyond. DBEDT estimates that construction activity in 2025 will be stronger than previously expected for several reasons:

    1. The value of all building permits approved in 2024 increased by 27.1 percent from 2023 and most of these projects will be under construction in 2025.
    2. The number of residential housing units authorized in 2024 increased by 78.1 percent as compared with 2023, and it was the highest in the past 17 years.
    3. Construction completed as measured by the state contracting tax base increased 20.3 percent during the first 10 months of 2024 from the same period in 2023. DBEDT estimated that total construction value in 2024 could be over $14 billion.
    4. Based on preliminary estimates, construction industry payroll jobs increased 9.2 percent in 2024 as compared with 2023.
    5. A significant number of government construction projects are either ongoing or in the pipeline to be started.
    6. More than 1,000 hotel units are either under construction or will start construction, with plans to open in 2025 and 2026.

     

     

    Home Sales and Prices Continue Increasing

     

    After declining 26 percent in 2023, Hawai‘i home sales as recorded at the Bureau of Conveyances increased 15.1 percent during 2024. Sales of single-family homes increased 14.3 percent and sales of condominium homes increased 15.9 percent. The average sale price of single-family homes was $1,093,445 during 2024, representing an 8.1 percent increase compared to 2023. The average sale price for condominium homes was $797,674, representing an increase of 5.7 percent from the year before.

     

     

    Tourism Industry Growth is Likely to Slow Down

     

    According to the airline schedules, total air seats to the state will decrease by 1.1 percent during the first 10 months of 2025. The decrease is mainly due to the decrease in flights from international locations, especially from Japan. The number of air seats on international flights is expected to decrease by 5.5 percent during the first 10 months of 2025 as compared with the same period in 2024. Air seats will decrease 5.5 percent from Japan, decrease 5.1 percent from Canada, and decline 3.2 percent from the Other Asia market, but will increase 1.7 percent from the Oceania market (Australia and New Zealand).

    The number of scheduled air seats from the continental U.S. is flat during the first 10 months of 2025, an increase of a mere of 0.1 percent. While air seats from the U.S. East will increase 2.7 percent, seats will decrease by 0.2 percent from the U.S. West market. Part of the decrease in the air seats from the U.S. West market is the result of flight consolidations between Alaska and Hawaiian Airlines after their merger.

     

     

    Labor Market Remains Stable

     

    In 2024, the unemployment rate decreased 0.1 percentage point from the previous year’s 3.0 percent, to reach 2.9 percent. According to the Bureau of Labor Statistics, Hawai‘i was among the 17 U.S. states without statistically significant unemployment rate changes from December 2023 to December 2024 (seasonally adjusted). Hawai‘i’s unemployment rate was the 10th lowest in the U.S. during 2024.

    In the fourth quarter of 2024, Hawai‘i’s non-agricultural wage and salary jobs averaged 645,800 jobs, an increase of 10,400 jobs or 1.6 percent from the same quarter of 2023.  In 2024, average non-agricultural wage and salary jobs increased 0.9 percent or 5,500 jobs from the previous year. The job increase in the fourth quarter of 2024 was due to job increases in both the private sector and the government sector. In that quarter, the private sector added about 8,600 non-agricultural jobs compared to the fourth quarter of 2023. The number of jobs increased the most in Construction, which added 3,400 jobs or 8.9%, followed by Health Care and Social Assistance, which added 2,100 jobs or 2.8 percent, Food Services and Drinking Places, which added 1,900 jobs or 2.9 percent, Professional and Business Services, which added 1,400 jobs or 2.0 percent, and Accommodations, which added 700 jobs or 1.8 percent in the quarter.

    The average number of weekly initial unemployment claims was 1,090 during 2024, lower than the weekly average experienced in 2019 at 1,200. All counties have seen decreased and stable unemployment claims, but the average weekly unemployment claims for Maui County numbered 204 during 2024, 42 percent higher than the 2019 level of 144.

    DBEDT expects that the labor market conditions will remain stable and that the unemployment rate will improve slightly in 2025.

    Consumer Inflation Remains High

    Honolulu consumer inflation, as measured by the Honolulu Consumer Price Index for Urban Consumers (CPI-U), was 4.4 percent in 2024, 1.4 percentage points higher than the state’s inflation rate in 2023. This measurement was 1.5 percentage points above the 2.9 percent U.S. inflation rate.

    In 2024, Honolulu consumer inflation was mainly driven up by Housing which increased 7.1 percent compared to 2023, and Food and Beverages (3.8 percent). Housing normally accounts for 50 percent of Honolulu consumer inflation.

    In January 2025, the Honolulu consumer inflation rate was at 4.1 percent, still higher than the U.S. consumer inflation at 3.0 percent. Honolulu consumer inflation in January 2025 was mainly in transportation (+6.8 percent), housing (+4.4 percent), and food and beverages (+4.4 percent).

    National and International Economic Conditions

    U.S. real GDP increased at an annual rate of 2.5 percent in the fourth quarter of 2024 compared to the fourth quarter a year ago, according to the latest estimate released by the U.S. Bureau of Economic Analysis. Real GDP increased 2.8 percent in 2024 from the 2023 annual level.

    Policy uncertainty with respect to the imposition of tariffs and potential trade wars have negatively impacted the U.S. and global outlook for growth and inflation.

    According to the most recent (February 2025) economic projections by the top 50 economic forecasting organizations published in Blue Chip Economic Indicators, U.S. economic growth is expected to be 2.2 percent in 2025 and 2.0 percent in 2026.

    In February 2025, compared to January 2025, the Blue Chip International Consensus Forecasts for economic growth have been revised downward for 2025 in Canada and for the European countries. It was revised upward (0.1 percentage point) for Japan. The projected Japanese exchange rate was maintained at around 148.1 yen per dollar in 2025.

    The Federal Reserve kept its fed funds rate (FFR) target unchanged at its January 28-29 FOMC meeting. The Federal Reserve cut its key interest rates twice last year, reducing the Federal Funds rate by 75 basis points to a range of 4.5 percent to 4.75 percent. The market expectations of the future number and magnitude of cuts by the Federal Reserve have been reduced in recent surveys. Inflation expectations have also been revised upward.

    Forecasting Results

     

    In the newly released report, DBEDT predicts that the economic growth rate for Hawai‘i, as measured by the year-over-year percentage change in real GDP, to slow down to 1.7 percent in 2025, reflecting policy uncertainty at the national and international levels. Economic growth is expected to reach 2.0 percent in 2026 and will show steady growth to around 1.8 percent in 2028.

     

    Visitor arrivals are projected to increase by 1.0 percent in 2025 and will grow at a stable pace of around 2 percent each year between 2026 and 2028. Full recovery in arrivals will not happen until 2028 when 10.4 million visitors will come to the state. Visitor spending is projected to be $21.3 billion in 2025 and is expected to increase to $23.7 billion by 2028.

     

    Non-agriculture payroll jobs are expected to grow by 1.2 percent in 2025, with growth of 1.1 percent, 1.0 percent and 0.9 percent in 2026, 2027, and 2028, respectively. A full recovery of non-agriculture payroll jobs is expected to occur in 2027, when the total will reach 658,800 jobs, surpassing the 2019 total of 658,600.

     

    The state unemployment rate is expected to be 2.9 percent in 2025 and will improve to 2.7 percent in 2026, and 2.6 percent in 2027 and 2028. Personal income is expected to grow at 4.9 percent in 2025, 4.8 percent in 2026, 4.6 percent in 2027 and 4.5 percent in 2028.

     

    As measured by the Honolulu Consumer Price Index for Urban Consumers, inflation is expected to be at 3.9 percent in 2025, which is higher than the projected U.S. consumer inflation rate of 2.7 percent for the same year. Hawai‘i consumer inflation is expected to decrease to 2.9 percent by 2028.

     

    Hawai‘i’s population is expected to increase by 0.2 percent each year for 2025 and 2026 and at 0.3 percent each year for 2027 and 2028.

    While the domestic and international economic outlook has become more uncertain, we expect Hawai‘i’s economy to demonstrate resiliency. In addition to firm performance in the construction industry, we will continue to see growth in other industries including professional services and healthcare. We expect that the tourism industry will continue to recover in the next few years, even if at a slower pace than previously anticipated.

     

    With the income tax reform and the increase in the supply of affordable housing, we expect that living in our state will be more affordable and support our state’s workforce formation and retention.

    Prime Minister of India, Shri Narendra Modi addressed the Post-Budget Webinar on employment via video conferencing, today. The theme of the webinarwas “Investing in People, Economy, and Innovation,”which was attended by 29 Ministries of the Government of India, 100 panelists and more than 25,000 participants to discuss 43 articles of the recent Union Budget 2025-26.

    Addressing the gathering, Prime Minister underlined that “the theme of the webinar, ‘Investing in People’, defines the roadmap of Viksit Bharat and the impact of this theme can be seen at a large level on the budget.” He underlined that “the budget has emerged to be the ‘blueprint of India’s future’ where investing in people, economy and innovation has been given equal priority to investment in infrastructure and industry.”

    Prime Minister emphasized that “capacity-building and talent-nurturing will prove to be the foundation stones of the country’s progress, therefore in the next stage of development, we need to increase investment in these sectors. For which, all the stakeholders need to come forward as it is not only necessary for the economic success of the country but also for the success of all organizations.”

    Prime Minister highlighted that “the vision of Investment in People is based on 3 pillars: Education, Skill and Healthcare” and urged all the stakeholders “to increase investment in these sectors” and contribute to the government’s vision for these sectors to actualize the dream of Viksit Bharat.

    Highlighting the government’s efforts and the budget’s provisions, the Prime Minister stated that “in the budget, 10,000 additional medical seats have been announced and the government is working with the target of adding 75,000 seats in medical education in the next 5 years.”

    Highlighting the developments in the healthcare landscape, the Prime Minister stated that “tele-medicine facility is being expanded to all the Primary Health Centres.ThroughDay Care Cancer Centres and digital healthcare infrastructure, we want to take quality healthcare to the last mile that will ensure significant transformation in people’s lives.”

    Highlighting the importance and potential of the tourism sector, the Prime Minister stated that initiatives like “Heal in India” are attracting medical tourists from around the world” and “efforts are being made in the direction of making India a global-level tourism and wellness hub.” He urged all the stakeholders in the healthcare sector “to grab this opportunity and invest to promote health tourism” and emphasized on “utilizing the potential of Yoga and wellness tourism.”

    The Prime Minister also called for a detailed discussion and an extended roadmap for increasing the scope of medical tourism and urged all the stakeholders to work in the direction of making the budget announcements a reality so that their benefits can be taken to the people.

    Addressing the gathering, Union Minister for Health & Family, Shri Jagat Prakash Nadda stated that “the biggest investment is the investment in people”. He underlined that the government is working with a “holistic approach” that focuses not only at the curative aspect but also on the preventive, palliative, and rehabilitative approach. He added that “we are also trying to include the AYUSH and other medical systems to ensure the availability and access to heathcare for the people.”

    Shri Nadda stated that “since the cancer treatment is a lengthy process with long cycle of chemotherapy, the government is focusing on engaging with Day Care Cancer Centres rather than big hospitals to ensure engagement of patients, post-chemotherapy sessions. The government will establish Day Care Cancer Centres (DCCCs) in all district hospitals over the next three years, with establishing 200 this year itself.”

    Underlining the importance of strengthening the medical health system, the UnionHealthMinister reiterated the budget announcements of additional medical seats. He also highlighted the government’s efforts to ensure the availability and accessibility of quality healthcare to the people through more than 1.75 lakh Ayushman Aarogya Mandirs and facility of voluntary screenings for individuals aged 30 years and above at Ayushman Arogya Mandirs for oral, breast and cervical cancers along with the screening for hypertension and diabetes.

    Shri Nadda highlighted the government’s efforts for facilitating self-assessment of healthcare facilities and ensure the adherence of all the Ayushman Aarogya Mandirs with the National Quality Assurance Standards. He also added that “since 2014, the number of medical colleges has surged from 387 to 780 today, He emphasized the remarkable increase in both undergraduate and postgraduate medical seats, with an increase of 130% and 135% respectively.”

    Shri Nadda also underlined the key challenges identified and suggestions made during the webinar, including faculty development, periodic assessment of faculty gaps and timely recruitment after assessment to avoid any hindrances before running education and ensure smooth functioning in medical colleges. He also supported the suggestions like faculty pooling among medical institutes, hiring retired teachers as visiting faculties for making the unviable institutions viable; incorporation of competency-based medical education, early clinical exposure for students, and enhanced communication skills for both students and faculty.

    Additionally, he also advocated for including latest developments in technology, Artificial Intelligence, tele-medicine, digital healthcare in the revised curriculum of medical education. In his concluding remarks, he urged “for creating a curriculum that is more vibrant, meaningful and fit to current challenges” and “optimum utilization of existing infrastructure and medical faculty. He also emphasised the need to add soft skills to increase the empathy, ethics and communication skills of the medical students.”

    Shri Nadda highlighted the developments made in medical infrastructure for ensuring cancer care in the country like the establishment ofNational Cancer Institute (NCI) of AIIMS, Jhajjar, upgradation of Chittaranjan National Cancer Institute (CNCI), Kolkata, establishment of Oncology departments in all 22 AIIMS. Citing a recent LANCET study, he underlined that “timely cancer treatment initiation has improved significantly because of the Ayushman Bharat Jan Aarogya Yojna. Patients enrolled under AB-PMJAY saw 90% rise in access to cancer treatment within 30 days.”

    In his concluding remarks, the Union Health Minister stated that “the Government will continue its efforts through the holistic approach to ensure healthcare for allwhile working in the direction of strengthening the base of the medical educationpyramid through ensuring the training and recruitment of nursing, paramedics and assistive staff.”

    In his address during the inaugural session of the Webinar, Dr. V. K. Paul, Member (Health), NITI Aayog, focused on strengthening key aspects of the health sector. Highlighting significant advancements in India’s healthcare and medical education sectors, he stated that “the number of medical colleges in India has surged by an impressive 102% over the past decade, increasing from 387 to 780, resulting in a greater number of government medical colleges than private institutions, thereby enhancing affordability for aspiring medical students”. Dr. Paul emphasized the remarkable increase in both undergraduate and postgraduate medical seats, with undergraduate seats.He also discussed the key initiatives that include a special scheme aimed at upgrading district and referral hospitals into medical colleges; the introduction of the District Residence Program links public healthcare with medical education, allowing postgraduate residents to gain real-life experience in district hospitals.

    Addressing the rising burden of cancer, Dr. Paul underscored the urgent need for early detection, with a nationwide screening initiative reaching 26 crore people for oral cancer, 18crorefor breast cancer, and 9 crore for cervical cancer.He outlined the strategic roadmap for rolling out DCCCs nationwide, which includes the target of establishing one Day Care Cancer Centre in every district.Hereiterated the government’s commitment towards establishing cancer institutes and tertiary cancer care systems while ensuring financial coverage for cancer care through Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY) that offers multiple care packages, while affordable medications through Jan AushadhiKendras. He concluded his remarks with a vision for a healthcare system that meets the standards of developed nations by 2047, describing the budget announcements as “aspirational and game-changing.”

    Ms Punya Salila Srivastava, Secretary of the Ministry of Health & Family Welfare, underscored the importance of collaboration between the central and state governments. She pointed out that the immediate priority is to identify high-burden districts for the first phase of implementation. She noted that India sees approximately 50% of cancer patients seeking treatment in tertiary hospitals, often leading to overcrowding and delays. The government aims to significantly reduce this burden by enabling district-level chemotherapy and immunotherapy services. She also emphasised the need for timely infrastructure development and the establishment of strong referral pathways linking DCCCs to State Cancer Institutes and tertiary hospitals.

     

    The Secretary also addressed the importance of workforce capacity-building. While oncologists are essential for specialised care, training general physicians, nurses, and pharmacists to manage chemotherapy administration and supportive care at DCCCs will be a game-changer. She called for increased partnerships with medical colleges, cancer research institutes, and nursing training centres to create a steady pipeline of skilled healthcare workers for these centres.

    A breakout session on strengthening cancer care in the country, was also organized during the webinar, focusing on expanding Day Care Cancer Centres (DCCCs). The session highlighted the government’s commitment to making cancer treatment more accessible and decentralised, in line with the Union Budget 2025-26 announcement of establishing 200 new DCCCs in district hospitals.Several experts shared insights on different aspects of the initiative that included: the need for structured training programs to equip medical professionals with the skills required to deliver quality treatment at DCCCs; importance of standardising chemotherapy protocols across all centres to maintain uniformity in treatment; challenges of drug procurement and the need for efficient supply chain management, particularly for life-saving oncology drugs that are often expensive and require specialised handling. Tamil Nadu and Odisha officials presented their successful models of decentralised cancer care, offering practical solutions for other states. These models demonstrated how strategic investments in district-level cancer care have resulted in earlier diagnosis, better treatment outcomes, and reduced patient migration to metropolitan hospitals.

    The session concluded with a call to action for all stakeholders. State governments were urged to fast-track the establishment of DCCCs by allocating necessary resources and ensuring trained personnel are available. Healthcare institutions were encouraged to support research, training, and service delivery. The private sector was invited to contribute through funding and infrastructure support. At the same time, civil society organisations were encouraged to promote awareness, early detection, and patient support programs.

    The Post-Budget Webinar on Budget Announcement also included a breakout session on“Expansion of Medical Education”. The panelists provided their insights and suggestions for the implementation of this ambitious initiative of expanding medical education in the countrywhich aligns with the broader objective of enhancing the accessibility, quality and sustainability of medical education in the country.

    The webinar was attended by officers from Ministry of Health & Family Welfare along withrepresentatives from NMC, ICMR, State Health Ministries, renowned doctors, medical professionals and faculty from renowned medical institutions.

You can see its impact on a very large scale in this year’s budget. Therefore, this budget has emerged as a blueprint for India’s future. We have given as much priority to infrastructure and industries in investment as we have given to People, Economy and Innovation. You all know that capacity building and talent nurturing work as the foundation stone for the country’s progress. Therefore, now in the next phase of development, we have to invest more in these areas. For this, all the stakeholders will have to come forward. Because, this is necessary for the economic success of the country. And at the same time, it is also the basis for the success of every organization.

    Friends, 

    The vision of Investment in people is standing on three pillars – education, skill and healthcare! Today you are seeing how India’s education system is going through a huge transformation after several decades. Big steps like the National Education Policy, expansion of IITs, integration of technology in the education system, use of the full potential of AI, digitization of textbooks, work of providing learning materials in 22 Indian languages, many such efforts are going on in mission mode. Due to these, today India’s education system is matching the needs and parameters of the 21st century world. 

    Friends, 

    The government has provided skill training to more than 3 crore youth since 2014. We have announced plans to upgrade 1,000 ITI institutes and create 5 centres of excellence. Our aim is that the training of the youth should be such that they can meet the needs of our industry. In this, we are taking help from global experts and ensuring that our youth can compete at the world level. Our industry and academia have the biggest role in all these efforts. Industry and educational institutes should understand each other’s needs and fulfill them. The youth should get a chance to keep up with the rapidly changing world, they should get exposure, they should get a platform for practical learning. For this, all stakeholders will have to come together. We have started  the PM-internship scheme to provide new opportunities and practical skills to the youth. We have to ensure that the maximum number of industries participate in this scheme at every scale.

    We have announced 10 thousand additional medical seats in this budget. We are keeping the target of adding 75 thousand seats in the medical line in the next 5 years. Tele-medicine facilities are being expanded in all Primary Health Centres and in all these areas. Through day-care cancer centres and digital healthcare infrastructure, we want to take quality healthcare to the last mile. You can imagine how big a change this will bring in people’s lives. This will also create many new employment opportunities for the youth. You have to work equally fast to bring these on the ground. Only then will we be able to make the benefits of the budget announcements reach more and more people.

    In the last 10 years we have also looked at investment in the economy with a futuristic approach. As you know, India’s urban population is estimated to reach 90 crores by 2047. Such a large population requires planned urbanization. For this, we have taken the initiative to create an Urban Challenge Fund of Rs 1 lakh crore. This will focus on governance, infrastructure and financial sustainability, and will also increase private investment. Our cities will be known for sustainable urban mobility, digital integration and Climate Resilience Plan. Our private sector, especially real estate and industry, should focus on planned urbanization and take it forward. Everyone has to work together to take forward campaigns like Amrit 2.0 and Jal Jeevan Mission.

    Today, when we are talking about investment in the economy, we need to pay special attention to the possibilities of tourism. The tourism sector is expected to contribute up to 10% to our GDP. This sector has the potential to provide employment to crores of youth. Therefore, many decisions have been taken in this budget to promote domestic and international tourism. 50 destinations across the country will be developed with a focus on tourism. Giving infrastructure status to hotels in these destinations will increase the ease of tourism and will also boost local employment. The scope of the Mudra scheme for home-stays has also been expanded. Tourists from all over the world are being attracted through the campaigns ‘Heal in India’ and ‘Land of the Buddha’. Efforts are being made to make India a global level tourism and wellness hub.

    When we talk about tourism, apart from the hotel industry and transport sector, there are new opportunities for other sectors in tourism as well. Therefore, I would say that our health sector stakeholders should invest in promoting health tourism, grab this opportunity. We should also use the full potential of yoga and wellness tourism. We also have a lot of scope in education tourism. I would like that there should be detailed discussions in this direction and we should move forward in this direction with a strong roadmap.

    The country’s future is determined by the investment being made in innovation. Artificial Intelligence can give growth of several lakh crores of rupees to the Indian economy. Therefore, we have to move fast in this direction. In this budget, 500 crores have been allocated for AI-driven education and research. India will also establish the National Large Language Model to develop the capabilities of AI. In this direction, our private sector also needs to be one step ahead of the world. The world is waiting for a reliable, safe and democratic country that can provide economical solutions in AI. The more you will invest in this sector now, the more advantage you will get in the future.

    Now India is the third largest startup ecosystem in the world. The government has taken several steps in this budget to promote startups. A corpus fund of Rs 1 lakh crore has been passed to promote research and innovation. This will increase investment in emerging sectors along with the Deep Tech Fund of funds. A provision of 10 thousand research fellowships has been made in IIT and IISc. This will promote research and provide opportunities to talented youth. Innovation will gain momentum through the National Geo-spatial Mission and National Research Foundation. We will have to work together at every level to take India to new heights in the field of research and innovation.

    Gyan Bharatam Mission, and I hope you all come forward in this word, the announcement of preserving the rich manuscript heritage of India through Gyan Bharatam Mission is very important. More than one crore manuscripts will be converted into digital form through this mission. After which a national digital repository will be created so that scholars and researchers from all over the world can know about India’s historical and traditional knowledge and wisdom. The government is setting up a National Gene Bank to preserve India’s plant genetic resources. The aim of this initiative of ours is to ensure genetic resources and food security for the coming generations. We have to expand the scope of such efforts. Our different institutes and sectors should become partners in these efforts.

    In February itself, we all have the great observations of the IMF about the Indian economy. According to this report, between 2015 and 2025… between 2015 and 2025, in these 10 years, the Indian economy has registered a growth of sixty six percent, i.e., 66 percent. India has now become a 3.8 trillion-dollar economy. This growth is more than many big economies. That day is not far when India will become a 5 trillion-dollar economy. We have to move ahead in the right direction, by making the right investments, and expand our economy in this way. And implementation of budget announcements also plays a big role in this, all of you have an important role. 

    My best wishes to all of you. And I am confident that by announcing the budget for the last few years, we have broken the tradition of, you do your part and we do ours. We sit with you before making the budget, even after making the budget, even after announcing it, we sit with you to implement the things that come up. Perhaps this model of public participation is very rare.     NOAA’s National Ocean Service (NOS) has a unique mission that includes some of the most interesting parts of government! NOS is America’s leader in coastal and ocean science, technology, and management. We balance economic and environmental needs and deliver tools and services that directly support national security and the public. Dive in to learn more about how NOS works for you each and every day.
    We make using GPS more accurate. Our science improves GPS data by providing positioning information that is accurate to a fraction of an inch. This ensures ships navigate safely under bridges; farmers efficiently apply fertilizer to crops; and construction occurs in exactly the right place and with precise engineering.
    We help to get ships — and their cargo — safely and efficiently across oceans and into ports. Our science plays a key role in ensuring that shipments move swiftly along our marine highways. Who doesn’t like a new pair of sneakers? How about fresh bananas? Almost everything we use, wear, and eat relies upon our ports operating safely and efficiently.

    We make nautical charts, the roadmaps of the ocean, so those on the water can avoid dangers and arrive safely at their destination. We’ve been doing this since President Thomas Jefferson first commissioned a survey of U.S. coasts in 1807!

    We provide real-time water level, current, and wind conditions along shipping routes, helping mariners navigate busy, narrow channels, and ensuring successful delivery of cargo. Our “air gap” sensors also tell vessel operators if their ships can safely fit under bridges.

    We respond when disasters strike. From extreme weather events to oil spills, our emergency response teams spring into action to assess impacts and aid in recovery.

    Following hurricanes and natural disasters, our scientists take flight aboard NOAA planes that collect aerial images of damage. The imagery is critical to understanding impacts sustained to both property and the environment and supports safe navigation during maritime recovery efforts. We also work to survey for dangers to navigation and remove marine debris to reopen ports and waterways.

    Every year we respond to over 150 oil and chemical spills in U.S. waters — which can threaten life, property, and substantially disrupt marine transportation with widespread economic impacts. Following a spill, our teams provide scientific support to estimate where the spill may go; analyze potential hazards; and to assess the risks and evaluate damages to people, habitats, and other species.

    We forecast future ocean conditions and hazardous events. Our online tools help the public protect their health, safety, and wellbeing while at home and on the water, and our rip current forecasts keep swimmers safe while enjoying the ocean.

    We help to protect critical coastal infrastructure from hazardous events, like high tide flooding and tsunamis. We also maintain a national network of tide gauges, and gather and connect thousands of coastal and ocean data sources from around the country that inform NOAA forecasting tools for public safety and grow the ocean economy by improving public access to foundational data and information.

    Did you know that harmful algal blooms can occur in every U.S. coastal and Great Lakes state and can affect the health of people, animals, and even contaminate drinking water? We produce forecasts in the Gulf of America, the Gulf of Maine, and Lake Erie so beach-goers can adjust their plans; health officials and water treatment facility operators can focus their testing procedures; and seafood and tourism industries can minimize impacts to their businesses; and the public can remain healthy and well.

These protected places provide opportunities for recreation and tourism — like fishing, diving, and whale watching — attracting visitors from all over the world and fueling local economies. As world-class destinations, these places also help raise public awareness about research and conservation.

    More than 6.7 thousand people joined the annual “Night at the Skating Rink” event in Moscow. At sites in different parts of the city, it was possible to skate for free and take part in master classes.

    “The campaign united 17 capital locations. The leader in attendance was Gorky Park, in second place was Sokolniki Park, in third place was Mitino Landscape Park,” said

    Natalia Sergunina, Deputy Mayor of Moscow.

    In 2025, the main theme of the “Night at the Skating Rink” was Maslenitsa and its traditions. For example, guests of the Tsaritsyno Museum-Reserve were invited to listen to Russian folk music, and visitors to the N.E. Bauman Garden were offered to make kokoshniks with their own hands. Relay races and games were held for city residents and tourists at the skating rink in Perovsky Park.

    This year, the “Night at the Skating Rink” was held as part of a large-scale project “Winter in Moscow”. He united about 53 thousand seasonal events in the open air, in cultural and sports institutions. Almost 30 million people took part in them, for whom concerts, master classes, immersive shows, quests, excursions, lectures, film screenings, fairs and much more were organized.

    The weather conditions were perfect for the walking enthusiasts of all ages and abilities that participated in the recent Sperrins Killeter Walking Festival. This weekend was part of the Sperrin Walking programme, which continues across councils throughout March.
    The festival, which was led by outdoor experts at Far and Wild in collaboration with Derry City and Strabane District Council, not only showcased the stunning scenery and diverse walking routes of the picturesque Sperrins Mountains but featured a range of diverse activities including guided walks and evening entertainment to showcase the region’s hospitality and tourism appeal.
    Ashleigh Devine, Events Coordinator with Derry City and Strabane District Council, said the event was a huge success for everyone involved. “The festival not only provided a fantastic opportunity for outdoor enthusiasts to explore the beauty of the Sperrins but also boosted the local economy by attracting visitors to the area and showcasing the region’s hospitality. Over the weekend it was great to see so many people taking part. A special thanks goes out to the local community for making everyone feel so welcome and to the wonderful guides from Far and Wild for all their knowledge and expertise.”
    Among the highlights of the weekend was the 8km walk, ‘The Moat at the Heart of Glenelly,’ and the ‘Myths & Stories from the Edge of Time’, that saw walkers trekking from Lettercran in Co Donegal to Killeter village in Co Tyrone via the scenic Carrickaholten Forest, retracing the footsteps of emigrants, market-goers, smugglers, and travellers who have crossed the border area throughout history.
    Those taking part in the weekend festival also enjoyed refreshments and entertainment at the Killeter Heritage Centre where there was an opportunity to meet for a chat, a coffee and to exchange stories.
    The Mayor of Derry City and Strabane District Council, Cllr Lilian Seenoi Barr, extended a huge thank you to everyone involved in making the festival such a success.

    The Cabinet Committee on Economic Affairs (CCEA), chaired by the Prime Minister Shri Narendra Modi, has approved the construction of 12.4 km ropeway project from Govindghat to Hemkund Sahib Ji. The project will be developed on Design, Build, Finance, Operate and Transfer (DBFOT) mode at a total capital cost of Rs. 2,730.13 crore.

    Currently, the journey to the Hemkund Sahib Ji is a challenging 21-km uphill trek from Govindghat and is covered on foot or by ponies or palanquins. The proposed ropeway is planned to provide convenience to pilgrims and visiting the Hemkund Sahib Ji and the tourists visiting the Valley of Flowers and will ensure all-weather last mile connectivity between Govindghat and Hemkund Sahib Ji.

    The ropeway is planned to be developed in public-private partnership and will be based on Monocable Detachable Gondola (MDG) from Govindghat to Ghangaria (10.55 km), seamlessly integrated with the most advanced Tricable Detachable Gondola (3S) technology from Ghangaria to Hemkund Sahib Ji (1.85 km) with a design capacity of 1,100 passengers per hour per direction (PPHPD) carrying 11,000 passengers per day.

    The ropeway project will also generate substantial employment opportunities during construction and operations as well as in allied tourism industries like hospitality, travel, foods & beverages (F&B) and tourism throughout the year.

    The development of ropeway project is a significant step towards fostering balanced socio-economic development, enhancing last mile connectivity for pilgrims and fostering rapid economic growth of the region.

    Hemkund Sahib Ji is a highly revered pilgrimage site situated at an elevation of 15,000 ft in Chamoli district of the State of Uttarakhand. The Gurudwara established at the holy site is open for about 5 months in a year between May and September and is visited by about 1.5 to 2 lakh pilgrims annually. The trek to Hemkund Sahib Ji also serves as the gateway to the famous Valley of Flowers, a national park recognized as the UNESCO World Heritage site, located in the pristine Garhwal Himalayas.

    PM to offer Prayers at the Winter Seat of Maa Ganga in Mukhwa

    Prime Minister Shri Narendra Modi will visit Uttarakhand on 6th March. At around 9:30 AM, he will perform pooja and darshan at the winter seat of Maa Ganga in Mukhwa. At around 10:40 AM, he will flag off a trek and bike rally and also address the gathering at a public function in Harsil.

    The Uttarakhand government has initiated a Winter Tourism programme this year. Thousands of devotees have already visited the winter seats of Gangotri, Yamunotri, Kedarnath, and Badrinath. The programme is aimed to promote religious tourism and boost the local economy, homestays, tourism businesses, among others.

    Modernization of the road network is one of the fundamental tasks for ensuring the dynamic development of the entire country. For this purpose, bypasses of cities are being built. In particular, the Adler bypass project is being implemented, within the framework of which the overpass at the 6th km of the A-149 Adler – Krasnaya Polyana highway is being reconstructed. Today, the readiness of this artificial structure is 50%, Deputy Prime Minister Marat Khusnullin reported.

    “Today, domestic tourism is actively developing in the country, including car travel, so it is important that the southern regions of the country and coastal areas are easily accessible. We are adding a new facility to the road framework in the Krasnodar Territory – the Adler bypass is under construction. It will increase the tourism potential of the region, and with the commissioning of this road, drivers will be able to get to the Sochi airport and Krasnaya Polyana faster. In addition, the new route will ensure the withdrawal of transit transport outside the resort area of Adler, which will help create comfortable conditions for local residents and tourists. The environmental situation in the coastal area of the Black Sea will also improve. Now, as part of this project, specialists are reconstructing the overpass at the 6th km of the A-149 Adler – Krasnaya Polyana highway, which previously had only one direction of traffic. After completion, the overpass will be expanded to two lanes. The overall readiness of the overpass has reached 50%, “said Marat Khusnullin.

    According to the Deputy Prime Minister, the builders are currently gradually transferring sections of the overpass to temporary supports. Metal consoles are attached to them, which will increase the dimensions of the structure. 24 out of 34 consoles have already been secured. At the moment, the site has gained good momentum. Traffic on the updated artificial structure is planned to be launched at the beginning of the resort season this year. Residents and guests of Sochi will be able to move along the overpass in both directions. And in the future, the overpass will become part of a large interchange at the Eastern Portal of the Adler Bypass.

    Chairman of the Board of the state company Avtodor Vyacheslav Petushenko added that work to expand the dimensions of the overpass began in November last year, and in the second quarter of this year, the installation of road surface layers will begin at the site.

    “We will use a comprehensive technology for manufacturing asphalt concrete using the Superpave method on the overpass. With the help of this advanced system for designing the composition of the asphalt concrete mixture, the road surface on the overpass will be more resistant to cracking due to low temperatures, deformation and fatigue failure. The key advantage of this technology is the ability to predict the condition of the road surface over time, taking into account the influence of climatic factors in a particular region, as well as traffic intensity,” said Vyacheslav Petushenko.

    The Cabinet Committee on Economic Affairs (CCEA), chaired by the Prime Minister Shri Narendra Modi, has approved the construction of 12.4 km ropeway project from Govindghat to Hemkund Sahib Ji in Uttarakhand. The project will be developed on Design, Build, Finance, Operate and Transfer (DBFOT) mode at a total capital cost of Rs. 2,730.13 crore.

    Currently, the journey to the Hemkund Sahib Ji is a challenging 21-km uphill trek from Govindghat and is covered on foot or by ponies or palanquins. The proposed ropeway is planned to provide convenience to pilgrims and visiting the Hemkund Sahib Ji and the tourists visiting the Valley of Flowers and will ensure all-weather last mile connectivity between Govindghat and Hemkund Sahib Ji.

    The ropeway is planned to be developed in public-private partnership and will be based on Monocable Detachable Gondola (MDG) from Govindghat to Ghangaria (10.55 km), seamlessly integrated with the most advanced Tricable Detachable Gondola (3S) technology from Ghangaria to Hemkund Sahib Ji (1.85 km) with a design capacity of 1,100 passengers per hour per direction (PPHPD) carrying 11,000 passengers per day.

    The ropeway project will also generate substantial employment opportunities during construction and operations as well as in allied tourism industries like hospitality, travel, foods & beverages (F&B) and tourism throughout the year.

    The development of ropeway project is a significant step towards fostering balanced socio-economic development, enhancing last mile connectivity for pilgrims and fostering rapid economic growth of the region.

    Hemkund Sahib Ji is a highly revered pilgrimage site situated at an elevation of 15,000 ft in Chamoli district of the State of Uttarakhand. The Gurudwara established at the holy site is open for about 5 months in a year between May and September and is visited by about 1.5 to 2 lakh pilgrims annually. The trek to Hemkund Sahib Ji also serves as the gateway to the famous Valley of Flowers, a national park recognized as the UNESCO World Heritage site, located in the pristine Garhwal Himalayas.

    The Prime Minister Shri Narendra Modi addressed the Post-Budget Webinar on Employment via video conferencing today. Addressing the gathering on the occasion, he highlighted the importance of the theme of the webinar, “Investing in People, Economy, and Innovation,” which defines the roadmap for Viksit Bharat. He remarked that this year’s budget reflects this theme on a large scale and serves as a blueprint for India’s future. He emphasized that investments have been prioritized equally across infrastructure, industries, people, economy, and innovation. Underlining that capacity building and talent nurturing are foundational for the nation’s progress, Shri Modi urged all stakeholders to step forward and invest more in these areas as the next phase of development requires it. He stressed that this is essential for the country’s economic success and forms the basis of every organization’s success.

    “The vision of investing in people stands on three pillars: education, skill, and healthcare”, said Shri Modi, remarking that India’s education system is undergoing a significant transformation after several decades. He emphasized key initiatives such as the National Education Policy, the expansion of IITs, the integration of technology into the education system, and the utilization of AI’s full potential. Underlying the efforts like the digitization of textbooks and the availability of learning materials in 22 Indian languages, the PM said, “these mission-mode efforts have enabled India’s education system to align with the needs and parameters of the 21st-century world”.

    Highlighting that since 2014, the government has provided skill training to over 3 crore youth, the Prime Minister mentioned the upgrade of 1,000 ITIs and the establishment of 5 Centers of Excellence. He emphasized the goal of equipping youth with training that meets the needs of industries. He remarked that with the help of global experts, efforts are being made to ensure that Indian youth can compete at the world level. Shri Modi underlined the critical role of industry and academia in these initiatives and urged industries and educational institutions to understand and fulfill each other’s needs, providing youth with opportunities to adapt to the rapidly changing world, gain exposure, and access platforms for practical learning. Highlighting the launch of the PM-Internship Scheme to provide youth with new opportunities and practical skills, he stressed the importance of ensuring maximum industry participation at every level in this initiative.

    Touching upon the medical field, Shri Modi mentioned the addition of 10,000 new medical seats in this budget and a target of adding 75,000 seats in the medical field over the next five years has been set. He highlighted the expansion of telemedicine facilities across all Primary Health Centres. He also emphasized the establishment of daycare cancer centers and the development of digital healthcare infrastructure to ensure quality healthcare reaches the last mile. He said that these initiatives will have a transformative impact on people’s lives. The Prime Minister said that these efforts will create numerous new employment opportunities for youth and urged stakeholders to work swiftly to implement these initiatives, ensuring the benefits of budget announcements reach the maximum number of people.

    Pointing out that over the past decade, investments in the economy have been guided by a futuristic vision, the Prime Minister remarked that by 2047, India’s urban population is projected to reach approximately 90 crore, necessitating planned urbanization. He announced the initiative to establish a ₹1 lakh crore Urban Challenge Fund, focusing on governance, infrastructure, and financial sustainability, while also boosting private investment. “Indian cities will be recognized for sustainable urban mobility, digital integration, and climate resilience plans”, emphasized the Prime Minister. He urged the private sector, particularly the real estate and industrial sectors, to prioritize and advance planned urbanization. He also stressed the importance of collaborative efforts to further initiatives like AMRUT 2.0 and the Jal Jeevan Mission.

    Emphasising the need to focus on the potential of the tourism sector while discussing investments in the economy, Shri Modi highlighted that the tourism sector has the potential to contribute up to 10% of India’s GDP and create employment opportunities for crores of youth. He mentioned several measures in the budget to promote domestic and international tourism. “50 destinations across the country will be developed with a focus on tourism”, said the Prime Minister adding  that granting infrastructure status to hotels in these destinations will enhance ease of tourism and boost local employment. Highlighting the expansion of the Mudra Yojana to support homestays, Shri Modi also stressed that initiatives like ‘Heal in India’ and ‘Land of the Buddha’ to attract global tourists. “Efforts are being made to establish India as a global tourism and wellness hub”, he added.

    Underscoring that tourism offers opportunities beyond the hotel and transport industries, extending to other sectors as well, the Prime Minister urged stakeholders in the health sector to invest in promoting health tourism. He stressed the need to fully utilize the potential of yoga and wellness tourism, remarking on the significant scope for growth in education tourism. He expressed his desire for detailed discussions in this direction and called for the development of a strong roadmap to advance these initiatives.

    “The future of the nation is determined by investments in innovation”, exclaimed Shri Modi, highlighting that artificial intelligence has the potential to contribute several lakh crore rupees to India’s economy, underscoring the need for rapid progress in this direction. He mentioned the allocation of ₹500 crore in the budget for AI-driven education and research. Mentioning the plans to establish a National Large Language Model to develop AI capabilities in India, the Prime Minister urged the private sector to stay ahead of the global curve in this field. “The world awaits a reliable, safe, and democratic nation that can provide economical AI solutions”, he added, emphasising that investments made in this sector today will yield significant advantages in the future.

    “India has become the third-largest startup ecosystem in the world”, said the Prime Minister, adding that several measures have been introduced in this budget to promote startups. He mentioned the approval of a ₹1 lakh crore corpus fund to boost research and innovation. The Prime Minister emphasized that this will increase investments in emerging sectors through the ‘Deep Tech Fund of Funds’. He noted the provision of 10,000 research fellowships at IITs and IISc, which will foster research and provide opportunities for talented youth. The Prime Minister also highlighted the role of the National Geo-spatial Mission and the National Research Foundation in accelerating innovation. He stressed the need for collective efforts at all levels to elevate India to new heights in research and innovation.

    Underlining the significance of the Gyan Bharatam Mission in preserving India’s rich manuscript heritage, Shri Modi announced that over one crore manuscripts will be digitized under this mission, leading to the creation of a National Digital Repository. This repository will enable scholars and researchers worldwide to access India’s historical, traditional knowledge and wisdom, he added. The Prime Minister also mentioned the establishment of a National Gene Bank to preserve India’s plant genetic resources. He emphasized that this initiative aims to ensure genetic resources and food security for future generations. He urged for the expansion of such efforts and called on various institutes and sectors to actively participate in these initiatives.

    Citing the remarkable observations made by the IMF regarding India’s economy in February 2025, Shri Modi noted that between 2015 and 2025, India’s economy has recorded a 66% growth, making it a $3.8 trillion economy. He emphasized that this growth surpasses that of several major economies, and that the day is not far when India will become a $5 trillion economy. He stressed the importance of making the right investments in the right direction to continue expanding the economy. He underlined the critical role of implementing budget announcements in achieving this vision and acknowledged the significant contributions of all stakeholders. He mentioned that the tradition of working in silos was broken and now the Government has both pre-budget consultations as well as post-budget discussions for better implementation of the schemes and initiatives with the stakeholders, highlighting the ‘Jan-Bhagidari’ model. He concluded by expressing hope that the fruitful discussions of the webinar will play a remarkable role in fulfilling the aspirations of 140 crore Indians.

    “Higher School of Economics” –

    A team of scientists from 17 countries, including physicists from the National Research University Higher School of Economics, has analyzed new photometric and spectroscopic data of the brightest gamma-ray burst in the history of observations – GRB 221009A. They were obtained at the Sayan Observatory 1 hour and 15 minutes after its registration. The researchers recorded photons with an energy of 18 teraelectronvolts. Theoretically, such high-energy particles should not reach the Earth, but analysis of the data showed that it is possible. The findings call into question theories of gamma ray absorption and may point to unknown physical processes. The study is published in the journal Astronomy & Astrophysics.

    3. From childhood to career: how the project “Educational Verticals” helps schoolchildren to decide on a profession.

    In Moscow, there are kids who have been conducting scientific research, creating smart equipment and speaking at conferences since the age of 13.   • MIL-OSI China: Liverpool’s historic Chinatown set for major facelift

    Liverpool’s historic Chinatown, the oldest in Europe, is set for a major revitalization, the city council announced on Monday.

    The initiative is part of broader plans to rejuvenate the area with new homes and businesses. Supported by local community groups and the University of Liverpool’s School of Architecture, the council has designed a new square within Chinatown, which dates back to the early 1800s.

    The project will feature two ceremonial stone lions, a red maple wishing tree, and a garden, with completion expected in 2026. The stone lions will mark the 25th anniversary of the Liverpool-Shanghai sister city relationship.

    Wang Ming, secretary general of the Merseyside Chinese Association Joint Action Group, emphasized Chinatown’s deep-rooted significance. “Chinatown has been home to the local community for more than 200 years. It holds a very special place in our hearts,” Wang told Xinhua.

    The Chinese community is looking forward to the revitalization, hoping it will bring in more visitors, attract investment, and welcome tourists from around the world, Wang added.

    “Our goal is to transform Chinatown into a space that residents and the community can take pride in while also creating a welcoming destination for tourists,” city council spokesman Nick Small said.

    The Victoria Park and Wanneroo Councils have teamed up to hit back at the Labor government’s election commitment to build a race track at Burswood Park.

    Wanneroo Mayor Linda Aitken has backed Victoria Park Mayor Karen Vernon’s calls to scrap a motorsport circuit at Burswood Park, calling on the State Government to save beautiful parklands by supporting upgrades to the existing Wanneroo Raceway.

    Already one of Western Australia’s premier motorsport destinations, government funding for the Council-endorsed Wanneroo Raceway Master Plan could transform the raceway into a world-class facility and tourist hotspot, with a drift track, 4WD training and mountain biking, as well as other family friendly attractions.    

    “Burswood Park is not the right location for a street circuit,” Mayor Aitken said.

    “Why destroy lakes and wetlands that are home to birds and wildlife, when we already have an established, fully functioning raceway in Neerabup?

    “Our master plan will take the Wanneroo Raceway to the next level, and it’s directly aligned with the State Government’s motorsport vision.

    Mayor Karen Vernon emphasised the importance of working to the Burswood Park 20 Year Vision, which aims to transform Burswood Park into a place of the highest quality for residents and a destination of international repute.

    “The Burswood Park 20 Year Vision does not include a motorsport street circuit,” Mayor Vernon stated. “The Town and Burswood Park Board have worked to develop a vision that prioritises green spaces and connection to the river. Introducing a motorsport circuit would be a significant departure from this vision.”

  • MIL-OSI China: China’s inbound cruise tourism sets sail in 2025

    Tianjin and Qingdao, two major port cities in China, kicked off the new year with their first inbound international cruise ship of 2025 — the Malta-registered Europa 2, a clear signal of the steady revival of China’s cruise tourism industry.

    The luxury liner, carrying hundreds of passengers from countries including Germany, Austria and Switzerland is on a global voyage. During its China leg, the tour group headed to major destinations including Xiamen, Shanghai and Tianjin.

    After a brief stop in Qingdao in Shandong Province, east China, on March 1, the ship would head to Japan and the Republic of Korea, according to Kristina Jurgawka, a crew member aboard the ship.

    An avid history enthusiast, she was deeply impressed by the Great Wall, a UNESCO World Heritage Site, and enchanted by the skyline of Shanghai. “I’m truly grateful for this once-in-a-lifetime experience,” she said.

    For German tourist Joachin Dopp, the ease of entry into China left the strongest impression. “It’s simple to enter, no need for a visa or all those formalities. It’s great that you can just enter the country and enjoy it [your trip],” he told Xinhua.

    His experience reflects well on China’s effort to rejuvenate the cruise tourism sector. In May last year, a policy was rolled out allowing visa-free entry for foreign tourist groups arriving on cruise ships at any of the country’s cruise ports along the coastline.

    With a coastline stretching 18,000 km, China has seen steady improvements in its port infrastructure. The country boasts abundant tourism resources and is experiencing rapid growth in the service industry, making it a major destination for international cruise liners.

    Wang Hong, president of China Europe International Business School, said in a media interview that the visa-free entry policy for cruise passengers will bring unprecedented development opportunities to China’s tourism and cruise industries. It is expected to attract more foreign visitors to choose cruises as a means of traveling to China, thereby boosting inbound tourism.

    Industry leaders predict a strong rebound in international cruise tourism in China this year.

    On Jan. 3, an international cruise ship carrying 456 passengers docked at Phoenix Island International Cruise Port in Sanya, a popular tropical destination. From 2006 to the end of 2024, the port handled over 1,600 cruise ship voyages and over 2 million passenger trips.

    Days later, the Silver Dawn became the first international cruise ship to arrive in Shanghai this year, bringing over 400 tourists from more than 20 countries, including the United States, Britain, and Australia. During the eight-day Spring Festival holiday, the border inspection authorities in Shanghai reported 22 cruise ship entries and exits, with 72,000 cruise passenger trips.

    Tang Ming, head of a Shanghai-based travel agency, noted that since February 2024, the market has steadily recovered. “We expect to see a 20 to 30 percent increase in international cruise tourists this year,” he said.

    Cruise ports in Qingdao are expected to receive over 40 cruise ship visits in 2025, twice the number recorded in 2024, according to the city’s culture and tourism bureau. Meanwhile, Tianjin International Cruise Home Port is preparing for increased activities, with more than 40 inbound and outbound cruise ship visits anticipated at Dongjiang Port in the first quarter alone.

    Globally, the Cruise Lines International Association estimates that the number of ocean-going cruise passengers will reach 39.5 million by 2027, reflecting sustained demand for cruise voyages.

    By 2035, China’s cruise market is expected to welcome 4.2 million inbound foreign tourist trips annually, with total economic output projected to reach 531.7 billion yuan (about 74.12 billion U.S. dollars), according to a report by the Shanghai Academy of Social Sciences, as cited by Liao Minsheng, a marine tourism expert from Hainan Tropical Ocean University.

    China’s market, Liao said in a media interview, presents unprecedented opportunities for the global cruise and yacht economy.

    “China’s vast market size and growing demand for cruise tourism provide international cruise and yacht companies with ample room for expansion,” he added. “The sector’s growth is expected to drive the development in areas such as ship design and manufacturing, foreign trade, tourism services, port construction and modern maritime services.”

    China’s Hebei Province promoted cultural tourism in New Zealand’s South Island on Monday, showing local audience acrobatics, Hebei bangzi, a genre of Chinese opera, and other folk culture performances.

    Traditional Chinese instruments such as Suona and Erhu performances were also displayed to the local people, organized by the delegation of the Hebei Provincial Department of Culture and Tourism.

    The “Encounter Hebei” photo exhibition and the “Yanzhao Craftsmanship” intangible cultural heritage exhibition were also held as part of the promotion activities.

  • MIL-OSI Security: Irish And U.K. Nationals Charged With Multi-State Construction Fraud That Targeted Vulnerable Homeowners

    Matthew Podolsky, the Acting United States Attorney for the Southern District of New York, and Leslie R. Backschies, the Acting Assistant Director in Charge of the New York Field Office of the Federal Bureau of Investigation (“FBI”), announced today the unsealing of a Complaint in Manhattan federal court charging JAMES DINNIGAN, a/k/a “Charlie Ward,” and MARTIN MAUGHAN, a/k/a “Lawrence Rogers,” with conspiracy to commit wire fraud for their participation in a multi-year, multi-state organized construction fraud scheme that targeted at least 24 victims, including numerous elderly and vulnerable victims. MAUGHAN was transferred from state custody to federal custody this afternoon and will be presented today before U.S. Magistrate Robyn Tarnofsky.  DINNIGAN is in federal immigration custody and will be transferred to the Southern District of New York.  

    Acting U.S. Attorney Matthew Podolsky said: “As alleged, these defendants and their co-conspirators carried out a brazen scheme to defraud vulnerable members of our community by posing as legitimate home repair contractors and tricking homeowners into paying for thousands of dollars in unnecessary and unwanted home repairs.  Today’s charges should serve as a reminder that this Office and its law enforcement partners are committed to investigating and bringing to justice those who seek to enrich themselves by victimizing vulnerable members of our community.”

    Acting Assistant Director in Charge Leslie R. Backschies said: “James Dinnigan and Martin Maughan allegedly enticed prospective consumers with illegitimate home improvement advertisements before intentionally destroying their property to extort unanticipated additional costs. These illegal foreign nationals allegedly laid the foundation to prey upon a vulnerable population across the northeast, ultimately stealing a significant sum from elderly victims. The FBI remains committed to protecting our citizens from any fraudulent company attempting to cement false promises to garner illicit profits.”

    As alleged in the Complaint unsealed today in Manhattan federal court:[1]

    Between at least in or around October 2023 through at least in or about February 2025, DINNIGAN and MAUGHAN participated in a construction fraud scheme involving dozens of victims in New York, New Jersey, Connecticut, Pennsylvania, and several other states.  Participants in the scheme were usually foreign nationals from Ireland and the United Kingdom who were illegally in the U.S. and falsely posed as legitimate home repair contractors.

    The scheme generally proceeded as follows: To get hired by the victims, members of the scheme made false statements to victims about their operation of legitimate home repair businesses, their occupation as contractors or engineers, and about home improvement and construction projects the victims needed to obtain. After being hired, members of the scheme tricked victims into paying for additional unwanted or unnecessary home repairs and other construction, including by purposefully damaging or destroying the victims’ property. The perpetrators of the scheme then forced victims, including through threats, into paying them tens or even hundreds of thousands of dollars. 

    DINNIGAN, MAUGHAN, and other perpetrators of the scheme communicated with victims using cellphones and email.  The victims frequently wrote checks and transferred money to bank accounts controlled by members of the scheme, including into an account at a particular financial institution in Manhattan, New York.  The perpetrators of the scheme also operated websites in the names of at least two purported construction companies:  Local Masonry and Construction and Pine Valley Home Improvements, Inc.  Below are screenshots from websites that the perpetrators used to lure victims into the scheme:

    The FBI has identified more than two dozen victims—many who are elderly individuals—who have lost at least $1 million as a result of this scheme. 

    DINNIGAN entered the U.S. on or about April 4, 2023, using a tourist visa.  A review of relevant records has revealed no known documentation showing that DINNIGAN departed the U.S. as required, or that DINNIGAN applied for and received authorization to legally remain in the U.S.  On or about February 25, 2025, DINNIGAN was encountered by U.S. Customs and Border Protection (“CBP”) in Champlain, New York.

    On or about August 9, 2023, MAUGHAN was encountered by CBP officers in the vicinity of Laredo, Texas.  MAUGHAN was subsequently ordered removed from the U.S. to the United Kingdom on or about October 30, 2023.  According to MAUGHAN’s order of removal, he was prohibited from reentering or attempting to reenter the U.S. for a period of five years.  On or about February 7, 2025, MAUGHAN was found inside the U.S. when he was arrested at the Boston Logan International Airport moments before departing on a flight to Dublin, Ireland.

    DINNIGAN, 27, of Ireland, and MAUGHAN, 31, of the United Kingdom, are each charged with one count of conspiracy to commit wire fraud, which carries a maximum term of 20 years in prison. 

    The maximum potential sentences in this case are prescribed by Congress and provided here for informational purposes only, as any sentencing of the defendants will be determined by a judge. 

    Mr. Podolsky praised the outstanding investigative work of the FBI’s New York and Philadelphia field offices.  Mr. Podolsky also thanked CBP; U.S. Immigration and Customs Enforcement, Enforcement and Removal Operations; Lower Merion Police Department; Cheltenham Police Department; Bernards Township Police Department; and Lambertville Police Department for their assistance in the investigation. 

    The case is being prosecuted by the Office’s Violent and Organized Crime Unit. Assistant U.S. Attorney Brandon D. Harper is in charge of the prosecution, with assistance from paralegal specialist William A. Coleman IV.

    The charges contained in the Complaint are merely accusations, and the defendants are presumed innocent unless and until proven guilty.

  • MIL-OSI New Zealand: New population of critically endangered kākāriki established

    The taonga were released on the predator-free island in Fiordland’s Tamatea/Dusky Sound on Friday, after two days in acclimatisation aviaries on the island.

    The manu were bred and raised at The Isaac Conservation and Wildlife Trust and Orana Wildlife Park in Christchurch before being flown to Invercargill, where they were met by representatives from Ōraka-Aparima Rūnaka on behalf of Kaitiaki Rōpū Ki Murihiku.

    Joshua Kingipotiki and Alex Taurima from Ōraka-Aparima Rūnaka accompanied the manu on their helicopter journey to the island, welcoming them with karakia and waiata.

    “Being part of this release was a big learning experience and rather humbling, as it was the first time that I have been in the presence of kākāriki karaka,” Joshua Kingipotiki says.

    Te Rūnanga o Ngāi Tahu Kākāriki Karaka Species Representative Yvette Couch-Lewis says it is exciting to have mana whenua representatives from Ōraka-Aparima leading the tikanga and kawa of welcoming the kākāriki karaka onto the motu, with assistance from a kaitiaki ranger.

    “Ngāi Tahu is definitely on a journey with this manu,” Yvette Couch-Lewis says.

    “Kākāriki karaka are our smallest parrots, but they have a great deal of mana and are proof that the best things can come in small packages.”

    “For me it is a very emotional process seeing these manu, which have been born and raised in captivity, being released into the wild. There is a sense of amnesia associated with engaging with this manu because we haven’t had the opportunity in generations to observe them in their natural environment.

    “Translocations such as this are important because they build the population up so that one day we can engage with kakariki karaka again.”

    DOC Kākāriki Karaka Operations Manager Wayne Beggs says setting up a secure new wild site is a huge step forward for the recovery of the species.

    “Kākāriki karaka are extremely vulnerable to introduced predators, so finding safe places for them to live and breed in the wild is vitally important for the species’ survival.

    “The predator-free beech and rimu forest on Pukenui/Anchor Island should be a great site for kākāriki karaka to flourish.”

    Isaac Conservation and Wildlife Trust (ICWT) CEO Rob Kinney says the last six months of intensive husbandry by staff at ICWT is a testament to their dedication and expertise in caring for this critically endangered bird species.

    “We are proud of our partnership with DOC and our involvement in this important conservation project.”

    The vision of the recently released kākāriki karaka recovery strategy, Te Ara Mōrehu, is that kākāriki karaka will be thriving independently in the wild, with ten self-sustaining populations in the Ngāi Tahu takiwā in the next 20 years.

    The recovery programme thanks tourism operator RealNZ and specialist insole company Formthotics for their significant donations which made the translocation and follow-up monitoring possible.

    “RealNZ’s purpose is to help the world fall in love with conservation, and one of our flagship events aligned to this purpose is our annual Conservation Ball, aligning with the Department of Conservation to identify key projects that would benefit from our support,” says RealNZ CEO Dave Beeche.

    “It’s incredible to see the funds raised from the 2023 Conservation Ball in action, assisting with the translocation of these critically endangered manu to Pukenui Anchor Island.”

    Wayne says a lot of planning, effort, and cost goes into a translocation like this, and its success relies on a range of people and groups working together.

    “We plan to do more translocations in the future. The NZ Nature Fund is raising money for this work and the public can contribute through their website.”

    The kākāriki karaka recovery programme is supported by The Isaac Conservation and Wildlife Trust, Orana Wildlife Park, Canterbury University, Mainpower, and the NZ Nature Fund.

    Kaitiaki Rōpū Ki Murihiku represent the four southern Ngāi Tahu Papatipu Rūnanga: Te Rūnanga o Hokonui, Ōraka-Aparima Rūnaka, Waihōpai Rūnaka, and Te Rūnaka o Awarua.

    With about 450 left in the wild, kākāriki karaka are the rarest mainland forest bird in Aotearoa. The population naturally fluctuates based on environmental conditions.

    They were once plentiful across the country but proved an easy meal for introduced predators and were affected by habitat loss, which saw their numbers dwindle.

    Because they nest and roost in holes in trees, kākāriki karaka are extremely vulnerable to rats, stoats and cats.

    The species was twice declared extinct in the past (in 1919 and 1965) before being rediscovered in the late 1980s.

    Anchor Island/Pukenui is already home to a range of threatened bird species including kākāpō.

  • MIL-OSI Security: Middle District Of Florida U.S. Attorney’s Office Collects More Than $47 Million In Civil And Criminal Actions In Fiscal Year 2024

    Tampa, FL ― Acting U.S. Attorney Sara C. Sweeney announced today that the Middle District of Florida (MDFL) collected $47,486,214 related to local criminal and civil matters in the fiscal year ending September 30, 2024 (FY 2024). Of this amount, $16,429,786 was collected in criminal cases and $31,056,428was collected in civil actions. 

    The MDFL’s Civil Division, led by Civil Chief Randy Harwell, recovered a total of $104,533,923 on behalf of federal agencies and programs in affirmative civil enforcement cases during the last fiscal year. This amount has two components. In addition to its recoveries in local civil cases noted above, the District’s Civil Division also joins forces with other U.S. Attorney’s Offices and with the Department of Justice Civil Frauds Section to address fraud schemes and illegal practices extending beyond district boundaries. The MDFL’s Civil Division recovered an additional $73,477,495 in FY24 in these jointly handled cases.

    “These strong recovery figures show a continued commitment by our office in the critical areas of criminal and civil enforcement,” said Acting United States Attorney Sara Sweeney. “Safeguarding the interests of crime victims, the American taxpayers, and vital public programs will always be a part of our district’s core mission.”

    U.S. Attorneys’ Offices, along with the Department’s litigation divisions, are responsible for enforcing and collecting civil and criminal debts owed to the U.S. and criminal debts owed to federal crime victims. The law requires defendants to pay restitution to victims of certain federal crimes who have suffered a physical injury or financial loss. While restitution is paid to the victim, criminal fines and felony assessments are paid to the Department’s Crime Victims Fund, which distributes the funds collected to federal and state victim compensation and victim assistance programs.

    The MDFL’s Asset Recovery Division, led by Chief Laura Taylor, recovered a total of $16,456,189. This amount has two components―criminal monetary penalties and forfeiture. First, in addition to the $16,429,786 in criminal monetary penalties collected in cases prosecuted by the District, the Asset Recovery Division worked with other U.S. Attorney’s Offices and components of the Department of Justice to collect an additional $26,403 in criminal monetary penalties pursued jointly by these offices. 

    Additionally, the District’s Asset Recovery Division, working with partner agencies, forfeited $35,981,653 from criminal and civil asset forfeiture actions in FY 2024. For instance, in FY 2024, $10,604,039 million forfeited in the MDFL was returned to victims of the criminal offenses, and more than $4 million was shared with federal, state, and local law enforcement agencies. Forfeited assets deposited into the Department of Justice Assets Forfeiture Fund are used to restore funds to crime victims and for a variety of law enforcement purposes.

    Significant Affirmative Civil Enforcement Cases

    United States ex rel. Jacob v. Walgreens Boots Alliance, Case no. 8:20-cv-858 (M.D. Fla.). This qui tam case alleged that between 2009 and 2020, Walgreens submitted false claims for payment to Medicare, Medicaid and other federal health care programs for prescriptions that it processed but that were never picked up by beneficiaries. Through this practice, Walgreens received tens of millions of dollars for prescriptions that it never actually provided to health care beneficiaries. Collaborating with the Dept. of Justice Civil Frauds Section and the United States Attorneys’ Offices for the District of New Mexico and Eastern District of Texas, we resolved all of the allegations in the qui tam case for $106.8 million.

    United States v. Lubin, Case no. 8:21-cv-2231 (M.D. Fla.). This False Claims Act complaint was filed against Dr. Edward Lubin, who was an outlier prescriber of a powerful opioid medication called Subsys which is prescribed primarily for treatment of various oncology conditions. We alleged that Dr. Edward Lubin received kickbacks from the manufacturer of Subsys, Insys, Inc., through a bogus speaker program sponsored by Insys that paid Lubin hundreds of thousands of dollars to incentivize him to prescribe the potent medication. In October 2023, we settled with Dr. Lubin for $1.5 million.

    U.S. ex rel. Loscalzo v. Bluestone Physician Services, et al., Case No. 2:20-cv-295 (M.D. Fla.).  This qui tam case alleged that Bluestone, a geriatric health care provider for residents of assisted living facilities in Florida, Minnesota and Wisconsin, submitted false claims to the government by billing monthly medical visits that are either unnecessary or upcoded. In collaboration with the Department of Justice Civil Frauds section and the United States Attorney’s Office in Minneapolis, Minnesota, we corroborated the allegations and on June 5, 2024, resolved the claims in the qui tam complaint for $14.9 million, on an ability to pay basis.

    Dan Hurt.  Daniel Hurt owned and operated Fountain Health Services LLC, Verify Health, Landmark Diagnostics LLC, First Choice Laboratory LLC and Sonoran Desert Pathology Associates LLC, that we alleged submitted false claims to Medicare for cancer genomic (CGx) tests that were not medically necessary and that were procured through illegal kickbacks. From January 2019 to November 2021, Hurt allegedly conspired with telemarketing agents to solicit Medicare beneficiaries for “free” CGx tests; with telemedicine providers to “prescribe” CGx tests that were not medically necessary; with reference laboratories to conduct the CGx tests, and with billing laboratories and a hospital to submit claims for payment to Medicare.  Mr. Hurt pled guilty to criminal healthcare fraud offenses and agreed on an ability to pay basis to settle the civil fraud claims for approximately $27 million.

    United States v. Robert J. Remington, et al., Case no. 8:24-cv-511 (M.D. Fla.). This False Claims Act case was initiated by a referral from the Veterans Administration Inspector General concerning Jacksonville and Orlando franchises of New Horizons Computer Learning Center.  These schools provide federally subsidized educational programs for veterans.  The complaint alleged that both franchises violated subsidy program requirements concerning the percentage of student population that were entitled to receive the subsidies. We filed a complaint against the two schools in February 2024, and on July 10, 2024 reached an agreement that resolved all claims in return for $1,350,000.

    United States ex rel. GNGH2, Inc. v. Miles Partnership, LLC, Case No. 8:23-cv-649 (M.D. Fla.).  In this qui tam, the relator alleged that Miles Partnership, LLC (“Miles Partnership”) obtained a $2 million second draw Paycheck Protection Program (“PPP”) loan by failing to disclose that it was required to register under the Foreign Agent Registration Act (“FARA”), 22 U.S.C. § 611 et seq .  Any entity required to register under FARA was ineligible for a second draw PPP loan.  Based on various contracts it had with foreign tourism boards, including the Bermuda Tourism Authority, the relator alleged that Miles Partnership was required to register under FARA. On Sept. 17, 2024, we settled these claims for $2,281,950.

    H. Lee Moffitt Cancer and Research Center.  A leading Tampa, Florida cancer research center disclosed issues to the Health and Human Services Inspector General concerning its bills to Medicare associated with clinical oncology trials. Specifically, Moffitt disclosed that it had billed federal healthcare programs for items and services provided as part of clinical trial research that should have been billed to non-government trial sponsors. The research center cooperated extensively with the United States Attorney’s Office, Department of Justice Civil Frauds section, and HHS OIG, ultimately agreeing in January 2024, to pay $19,564,743 to resolve all of the billing issues that it had disclosed.

    Baptist Health System A Jacksonville, Florida area hospital network voluntarily disclosed conduct to the Health and Human Services Inspector General that may have violated the federal Anti-Kickback statute. Specifically, Baptist Health disclosed that it had offered discounts to patients as an inducement to purchase or refer Baptist Health services that are reimbursed by federal health programs. Baptist Health cooperated with the government’s investigation into these issues and agreed to resolve them in exchange for $1.5 million.

  • MIL-OSI United Kingdom: Consultation on Chinatown improvements under way

    A consultation on proposed public realm improvements in the Chinatown area of Liverpool city centre is under way.

    Liverpool City Council, with support from local community groups and the University of Liverpool Architecture School, has developed outline plans for Great George’s Square at the junction of Upper Pitt Street and Nelson Street.

    The aim is to attract more visitors and investment, and create a neighbourhood to be proud of.

    The centrepiece of the project will be the installation of two stone lions, which have been donated by the Chinese Consulate General in Manchester and were formally handed over to Liverpool in January to celebrate the 25th anniversary of the Liverpool-Shanghai sister cities relationship.

    The scheme will also see:

    • Better pedestrian access between Upper Pitt Street/Nelson Street and Great George’s Square
    • Installation of a red maple ‘wishing tree’ and ‘flower mat’ near the lions
    • Improvements to the children’s playground
    • The creation of a commemorative memorial garden

    People are being asked their views on the proposed changes to the junction, the playground improvements and the Commemorative Memorial Garden.

    It is hoped the work will be completed in early 2026.

    Local people will also be able to find out more and comment at the City Centre South Neighbourhood community information event being held at the Black-e on Great George Street on Tuesday 4 March between 10.30am – 3pm.

    The scheme will complement wider plans for a revitalised Chinatown which includes new homes and businesses on a previously stalled site at Great George Street. The Council recently succeeded in securing the site under its own unified ownership, with support from Liverpool City Region Combined Authority and the Government.

    Chinatown is also close to the thriving Baltic Triangle, where the new Liverpool Baltic Merseyrail station is due to open in 2027.

    Cabinet Member for Economy and Growth, Cllr Nick Small, said: “We are hugely proud of the city’s Chinatown, which is the oldest in Europe, and has huge potential.

    “We want to revitalise it so it is somewhere that the local community and Liverpool residents are equally proud of, as well as being somewhere tourists can spend time.

    “We’re asking local people and businesses to have their say on the ideas that have been developed and input into the design process, so that we can create something that is really special.

    “When combined with our ambitions for the previously stalled site at Great George Street and the work on the new Baltic Station, this is a really exciting time for this part of the city centre.”

    Chinese Consul General in Manchester, Tang Rui, said: “The stone lions in Chinese culture are actually a symbol of prosperity, so we hope that these pair of lions will bring good luck and showcases a new start for this beautiful, historic Chinatown.”

    Battambang (Agenzia Fides) – The Thai government has announced that it will study the feasibility of building a wall along the border with Cambodia to prevent illegal border crossings. According to the Bangkok government, the wall is intended to combat the human trafficking network that supplies the so-called “scam centers” in Thailand, i.e. the “fraudulent call centers” located both in Thailand (for example on the border with Myanmar) and in Cambodia, just across the border with Thailand.The Thai government intends to step up its efforts against criminal organizations involved in human trafficking, forced slavery, large-scale financial fraud, but also in drug trafficking and the smuggling of goods. According to the United Nations, in recent years hundreds of thousands of people, lured by job advertisements, have been kidnapped by these criminal gangs and held in slavery in “scam cities”.”The problem exists and it is serious,” says Jesuit Father Enrique Figaredo Alvargonzález, who has lived and worked in Cambodia for 40 years as a Spanish missionary and is Apostolic Prefect of Battambang, the province on the border between Cambodia and Thailand, in an interview with Fides. “Human trafficking is a scourge that must be fought with all available means, and this is also done through the cooperation and network of civil society.” “However,” continues the Apostolic Prefect, “the project of a wall seems rather unrealistic, considering the permeability of the border and the thousands of Cambodian workers, especially young people, who have emigrated to Thailand from the province of Battambang.” “Today, there are many villages in our province that are unfortunately empty because young people migrate to Thailand to do the menial jobs that Thai workers do not want to do,” he says. “But a wall is certainly not the right solution: such problems are addressed through dialogue and cooperation between governments at all levels and also through fruitful cooperation with non-governmental organizations and associations,” he notes. “Caritas in Cambodia is committed to the victims of human trafficking and strives to raise awareness among the population, in full agreement with the civil authorities,” stresses the Prefect. Thailand and Cambodia share a 817-kilometer border. In autumn 2024, the two neighboring countries opened a new border crossing in Sa Kaeo province, the so-called “Thai-Cambodian Friendship Bridge,” near the city of Poipet. They also extended the times for border crossings at the Chong Sa-ngam border (in Si Sa Ket province) to promote trade and tourism between the two nations, facilitate the cross-border transport of goods and intensify the exchange of people. These metrics also create opportunities to attract investments that jointly support fiscal sustainability, sustainable development, and long-term economic resilience by underscoring the economic benefits of nature.

    Understanding the value of natural capital aids in assessing the economic viability of investments and enhancing ecosystem management. In the Cook Islands, the valuation of the benefits provided by the Muri Lagoon can guide investment decisions for proposed wastewater treatment plants. In the People’s Republic of China, efforts to estimate the value of the ecosystem services of the South Dongting Lake’s wetlands, a critical resource that supports tourism and livelihoods of millions, helped prioritize key interventions. Moreover, pilot ecosystem service accounts are being developed in many Asia Pacific countries such the Philippines, Armenia, and Sri Lanka to enhance watershed management planning.

    A spokesperson for the upcoming 2025 session of the Chinese People’s Political Consultative Conference (CPPCC) National Committee reaffirmed China’s commitment to open wider to the world at a press conference Monday.

    “Economic globalization is an objective requirement for the development of social productive forces, a natural outcome of technological progress and a crucial path for the advancement of human society,” spokesperson Liu Jieyi told reporters. “It is an irreversible trend of our times. China firmly stands on the right side of history, and its doors will only open wider to the world.”
    According to Liu, over the past year, China has continued to serve as the largest engine of global economic growth, accelerating the development of a new system for a higher-level open economy. It has maintained its position as the world’s largest trader in goods and second-largest import market. Significant progress has been made in the high-quality joint development of the Belt and Road Initiative (BRI), while international events such as the China International Import Expo have provided a broad platform for promoting global economic cooperation.
    “We have focused on advancing inclusive and equitable economic globalization, championing the spirit of ‘shared responsibility and mutual benefit’ and ‘harmonious coexistence,’ actively participated in global economic governance, and demonstrated the responsibility of a major country in driving global development,” he said.
    Liu stressed that China will continue to improve high-level opening up mechanisms, expand institutional openness, deepen reforms in foreign investment and outbound investment systems, optimize regional opening up layouts, refine BRI joint development mechanisms, and implement broader, wider and deeper opening up. He also stated that China will promote implementation of the Global Development Initiative and advance economic globalization toward a more open, inclusive, balanced and universally beneficial direction.
    The spokesperson then introduced the CPPCC’s work over the past year, including a focus on expanding institutional openness, optimizing regional opening up layouts, and promoting high-quality BRI development through extensive consultations. It organized thematic and biweekly forums on high-level opening up and free trade zone upgrades, conducted BRI core area inspections, and provided insights to advance opening up. The CPPCC also oversaw the implementation of key opening up measures in the 14th Five-Year Plan, offering targeted recommendations. 
    Members proposed valuable suggestions on improving free trade zone business environments, risk control, leveraging the role of Hong Kong and Macao in building a new system for a higher-level open economy, and advancing service trade innovation and cross-border data flows. Recommendations such as easing foreign investment restrictions in medical institutions and expanding pilot programs for opening up value-added telecommunications services were adopted by relevant government departments and translated into specific policies and measures, he revealed.
    “We will, as always, firmly support and participate in economic globalization, unwaveringly expand opening up, and work with countries around the world to share opportunities, create prosperity and jointly promote the building of an open world economy,” Liu said. 
    The spokesperson also hailed China’s cultural charm, which attracted global audiences and tourists during the recent Spring Festival. He noted examples such as record-breaking box office earnings and movie attendance, the cross-border integration of traditional culture and high-tech leading to a series of hit products, and the visa-free transit policy fueling a surge in travel to China, with inbound tourists increasing by 150% year on year and reaching a historic high.
    “Following the Spring Festival’s inclusion on UNESCO’s Intangible Cultural Heritage list, China now has 44 UNESCO-listed heritage projects, the most globally, showcasing the immense charm of its outstanding traditional culture,” he said, adding that this culture embodies the deepest spiritual pursuits and unique identity of the Chinese nation, serving as invaluable nourishment for its continuous growth and development.
    He added that the CPPCC, deeply focused on China’s outstanding traditional culture, has promoted its creative transformation and innovative development. Last year, CPPCC members visited Shandong, Shanxi, Henan and other provinces, conducting research at museums, heritage sites and institutions, engaging with cultural workers, and proposing suggestions to revitalize cultural heritage. They also held consultations on cultural heritage protection and modern cultural industry development, with proposals adopted by relevant departments.
    The annual session of China’s top political advisory body opened on March 4 in Beijing and will run until March 10. During the session, national political advisors will hear and deliberate reports, sit in on the third session of the 14th National People’s Congress, discuss key documents including the government work report, and participate in plenary meetings and group consultations.
