    Patrick Harvie called for the Scottish Government to take serious climate action and deliver a fairer, greener and better budget for Scotland.

    Greens always aim to offer an inspiring and positive vision at election times, because we believe that politics is capable of changing our society for the better.

    Labour, by contrast, spent the whole election campaign trying to lower everyone’s expectations. Maybe they thought it was better to under-promise, rather than under-deliver. And yet somehow, they have managed to do both.

    I don’t think there can be a single voter left in the UK who can honestly say they’ve been inspired by what has happened since. 

    Of course there is reason to be happy about seeing the end of 14 years of Tory austerity, corruption, and downright lies; to be rid of Boris Johnson and his pals partying in Downing street; or the shameless profiteering on the back of Brexit and the pandemic; or the Liz Truss blink-and-you-miss-it catastrophe – it’s no wonder the British public jumped at the opportunity for a change of government. 

    But Labour’s offer to the electorate, after they’d dumped every remnant of a radical programme and purged their progressive candidates, was so insipid that I warned that the UK was likely to get a change of government without a change of politics. And that’s exactly what we’ve seen from Keir Starmer’s Labour since then. 

    We’ve just passed the 100 day mark of this new Labour government. And what have they achieved in that time? 

    Keir Starmer has some lovely new suits, and if you can believe it thousands of pounds worth of quite boring glasses. Some of the cabinet have had some nice free holidays and Taylor Swift tickets.

    But have they lifted the cruel two-child benefit cap which has forced families, and especially women and children into poverty? Perish the thought.

    Have they cut the artificial link between gas and electricity prices, instantly making renewable home heating cheap and affordable for millions? Of course not, instead they’ve removed winter fuel payments from nearly 10 million pensioners, forcing vulnerable older people to choose between heating their home and feeding themselves. 

    It is a decision that is up there with the worst of the Tories; it’s one that will kill people. And unlike so many of their bad policies, this one wasn’t even in the Labour manifesto.

    Our message to Keir Starmer is simple: reverse this cut. Do it now or your first year’s legacy will be a cold and deadly winter.

    This is a Labour Government working for the few, not the many. A Labour government that is defending a broken status quo and standing up for the interests of big business and their corporate donors rather than working people.

    Here in Scotland, Anas Sarwar told us to ‘read his lips’, promising that there would be ‘no austerity under Labour’. 

    Anas was probably hoping that a long Labour honeymoon would let him coast for much of the way to the 2026 election. Instead people have been given an instant reminder of just how underwhelming a Labour government can be.

    Two weeks ago, Scottish Labour had the chance to take a different path, and condemn their London colleagues’ decision to means-test the winter fuel payment in a vote in the Scottish Parliament. 

    Instead, they doubled down, standing up for Starmer’s decision and supporting one of the cruellest cuts for years.

    But perhaps Labour’s most shameful failure has been on the international stage.

    The last 12 months have seen daily horrors and atrocities inflicted on the people of Gaza. So many children, so many whole families, have had their lives destroyed in some of the gravest war crimes in living memory. It has been the collective punishment of millions of people.

    The killing has spread to Lebanon, and missile attacks between Israel and Iran, with Netanyahu deliberately increasing the risk of a wider regional war.

    For the international community this has been one of the most profound moral tests for our age, and it is one that Labour has failed badly.

    When hospitals and homes have been bombed into rubble, and when genocide is being inflicted, we all have a moral duty to stand against it, and to stand on the side of humanity.

    Yet, Keir Starmer can’t even bring himself to end political and military support for Israel or take action against even its most extreme far right politicians.

    Every government is under a moral obligation to do everything possible to oppose the atrocities. That is why we have persistently called on the Scottish Government to block all public contracts for companies who are complicit in the illegal settlements in the West Bank, and why we have called for an end to all public grants and support for the companies who are profiting from the killing.

    Even ending the arms sales and the bombing isn’t enough; peace requires justice, and that means an end to the decades of occupation, and it means statehood for Palestine.

    Conference, it is long past time to end this complicity. It is long past time for a watertight arms embargo and it is long past time for an end to all trade with the illegal settlements in the occupied territories.

    It is long past time for Scotland and the UK to join the call for boycott, disinvestment and sanctions against Israel. Because profiting from atrocities must have no place in a civilised society.

    Conference, the months and years ahead will be crucial for peace, and they will also be crucial for the fate of our planet.

    With global temperatures rising, Governments must take bold and urgent action both here in Scotland and around the world.

    With just 18 months left of this session of the Scottish Parliament, the SNP now face some key tests on an issue they still claim is a priority. 

    The first of those is underway already, as Holyrood considers the Scottish Government’s new Climate bill. 

    The first two Climate Change Acts were statements of high ambition. This third one will be an admission that, as Greens have long argued, Scotland is years behind where we should be. That’s an admission that needs to be made; but making it demands an urgent acceleration of action here and now, not just promise of more plans to come.

    When we last met in April, I said that Scotland has been held back by too many politicians ready to celebrate the supposed ‘world-leading’ targets, while blocking the action needed to actually meet them. 

    We have known for decades how to do it – it’s getting people out of cars and onto clean public transport; replacing fossil fuel for home heating with cheap, abundant renewables; changing the way we manage our land and farm our food, so we lock up more carbon than we produce; and ending the extraction of oil and gas in the north sea for good. 

    But what have we seen in the last six months from the now minority Scottish Government? Instead of accepting that missed targets demand accelerated action, they’ve chosen a sharp u-turn on much of the action that the Greens had been advancing. 

    Cutting the funding for climate projects and net-zero investment; returning to exorbitant prices on our railways; rolling back on new clean standards for home heating – these are not the actions of a Government that is serious about climate action.

    And on some key climate policy areas they are simply stalling. A new energy strategy is long overdue; they said it was ready to publish before the UK election, but we’re still waiting.

    Greens had insisted on a climate assessment of their road building plan for the A96, and it’s been sitting on Ministers’ desks too, unpublished. They need to come clean, publish that assessment, and make a decisive shift in their priorities, from unsustainable road building, to the green, low carbon infrastructure we need.

    While this dithering and inaction continues, experts like Jim Skea of the IPCC are now warning not only could 1.5 degrees of warming be moving out of reach, but that we are potentially headed to more than 3°C of global warming in this century if we carry on with the policies we have at the moment.

    Three degrees plus of warming would be catastrophic for life on this planet. We know what we need to do, yet the Scottish Government is refusing to take some of the most basic steps.

    So the Scottish Greens will not waive the Climate Targets bill through Holyrood as a ‘minor technical amendment’ as the Scottish Government claims. 

    When parliament goes back next week, Mark Ruskell and I will be moving amendments to the bill to try and improve it where we can. 

    We’ll try to keep the interim targets alive, as crucial milestones on our path to net zero; we’ll put forward improvements to the timescales in the bill, because as it stands they risk wasting most of the time left till the next Holyrood election without an agreed climate plan. 

    But the thing is, outside of the text of the Bill, what’s really needed now is an immediate programme of accelerated action to deliver emission cuts that are long overdue.

    A climate plan is only worthwhile if it takes the steps that are necessary, like halting new road building projects, investing in public transport and refusing the plan to expand the gas-fuelled power station at Peterhead. 

    These are just some of the actions that we have put forward as part of our Climate Reset package, published in August. Even these plans aren’t the end of the story, not by a long way, but without these kinds of changes right now, the Scottish Greens cannot vote for the new Climate bill. 

    Our demands for climate action must not end with this legislation however – tackling the climate emergency must be a mission across all parts and all levels of Government. 

    Nowhere is this more pressing than the upcoming Budget. 

    We recognise the challenges that come with the limitations of devolution, as well as the impact of 14 years of Tory cuts and now what looks like continued austerity under Labour. We know our full ambition for a fairer, greener economy can best be delivered with the powers of a normal independent country. 

    However, we’ve also been clear in recent months that we still have a duty to use every last lever available to solve the current crisis in Scotland’s public finances.

    On Wednesday, when the UK Government publishes its budget, we’ll have a better idea of the financial situation Scotland faces. Labour could and should choose to end austerity, and restore Scotland’s budget to workable levels. But given their track record, none of us will be holding our breath for that.

    Even the current rumours of an increase in capital spending won’t take us anywhere near the levels of investment that are needed, and UK Ministers have openly lobbied against the public service cuts they are being told to make.

    There are those in Scottish politics who refuse the responsibility to offer solutions. Instead they demand the impossible, pretending that every tax can be cut and every service funded, and they never need to make the sums add up. That’s dishonest politics, and it’s never been the Green approach.

    The Scottish Greens have been honest about needing to raise more money through fair taxes if we want to support public services. We are proud that we have the most progressive tax system anywhere in the UK. That is because of the work of Green activists and members in this hall and across this country, and our work in Parliament.

    That’s why there’s an extra billion and a half pounds going into public services every year. It’s why councils are now able to raise more tax from second homes, and from the tourism industry.

    We’ll continue to ensure the Scottish Government comes good on the commitments we secured to introduce new local taxes such as on cruise ships and carbon emissions from land, and we’ll hold them to account on the long overdue commitment for wider reform of local government finance – one of the biggest missed opportunities of the first 25 years of the Scottish Parliament, and one where the SNP are still dragging their feet. 

    We’ve shown how we could make big savings by stopping tax breaks to wealthy landowners and enterprise grants to arms companies, and by bringing in more money to support our healthcare system through a public health levy on supermarkets. 

    But these steps are only the start. Extra funds raised through tax or coming from the UK Government must go into reversing the broken promises made by the SNP government since they ended the Bute House Agreement. 

    That includes reinstating the plan to roll out free school meals to all children in Scotland’s primary schools before the next election, restoring the Scottish Green’s Nature Restoration Fund, fully funding an ambitious programme to cut energy bills and emissions from our home heating, and reversing the decision to bring back peak rail fares which punish workers and students.

    But crucially, John Swinney must also address the very real issue of the trust that was broken this year. 

    In the last six months we’ve not only seen Bute House Agreement policies facing the axe, but commitments which were agreed before we even entered Government, as well as commitments that were made to local government. 

    Now, for the first time in four years, we’re being asked to back a Scottish Government budget without a role in overseeing how it’s implemented; to vote on the basis of trust. That is a risk we cannot take lightly.

    Later today, our Finance portfolio lead Ross Greer will open a conference debate calling on the Scottish Government to guarantee no future agreements will be subject to in-year cuts.

    But even with that in place, we still face a challenging few months ahead. As Scottish Green MSPs, we have a responsibility to engage with the process in good faith, and with honesty. But as the only party that ever brought down an SNP budget, as John Swinney knows to his cost, we need to be clear that they cannot take our votes for granted. 

    Conference, this budget marks a turning point, not just because of the difficult circumstances and the challenges facing the country, but also because it’s the last full year budget for this parliamentary session.

    In just 18 months, Scotland will go back to the polls. Voters will make a decision that will be crucial to ensuring a sustainable and livable future for our planet, and for the people of Scotland.

    We’ve made important progress for Green politics in recent years – a string of ‘best ever’ election results at every level, from the 2019 European elections onward. Our first opportunity to enter government, and sustained high polling through turbulent times when the political right threw everything they had at us. 

    And despite the end of the Bute House Agreement, we have a clear role and opportunity to ensure delivery of what we got started, and hold the SNP to account for progressive Green policies they choose to drop, demonstrating to voters the reason why Green votes make a difference.

    But if we want the 2026 election to continue that string of election successes, and turn our potential into a reality, we need to keep learning, developing, and becoming the effective and professional political force we are capable of being.

    As a movement, Greens don’t exist for easy times. We’re here to draw attention to the profound challenges our society faces, from environmental destruction to poverty and inequality, from global threats to democracy, to the abuse of power by those who operate today’s failed economic model for their own short term benefit.

    Lots of politicians talk about “tough choices”, but what they really mean is sticking with the consequences of the status quo. They make brutal choices, but easy ones – hurting the most vulnerable is the path of least resistance, far easier then challenging the powerful. 

    Greens exist to take on the really tough choices – the choice to change our society, our economy and our politics, knowing that it’s not an easy path.

    Our party will do that, and will earn the trust of those who know it needs to be done, if we are united, true to our values, politically disciplined, and honest. And if we work hard – knocking on doors, campaigning in our communities and making green change happen at every level. 

    That’s what we are, that’s why we’re here, to be more than just a party, to be a movement. A movement for people, a movement for planet and a movement for peace. And a movement that is needed more than ever.

    Cathay Pacific marks an important milestone today, celebrating the 50th anniversary of its inaugural direct flights between Sydney and Hong Kong, a journey that has transformed travel to Asia.

    In October 1974, 108 passengers boarded the first Boeing 707 bound for Hong Kong, a direct route that eliminated the need for complicated layovers across Australia and Asia. This milestone not only revolutionised travel but also strengthened ties between two vibrant cities.

    Over the past five decades, Cathay Pacific has evolved into one of the world’s strongest and most connected airlines. The Cathay Group now serves over 90 passenger and cargo destinations globally.

  • MIL-OSI Australia: Upgrades continue on Great Eastern Highway

    Safety upgrades to the Great Eastern Highway are continuing with a $23 million contract awarded for works in the Wheatbelt Region.

    The upgrades form part of the Australian and Western Australian Government’s $250 million Great Eastern Highway Upgrades, delivering improvements to various sections of the highway through the Wheatbelt and Goldfields-Esperance Regions.

    Fulton Hogan received the contract to deliver three sections of road reconstructions, widenings and sealings including:

    • 4.4km between Carrabin and Bodallin
    • 4.6km between Nulla Nulla South Road and approximately 700m west of Liddell Road (west of Moorine Rock)
    • 2.4km between Liddell Road and Granich Road (west of Moorine Rock)

    The project also includes upgrades to the intersections of Great Eastern Highway with Smyth Road, Nulla Nulla North Road, Bin Road and Granich Road and the installation of new safety barriers, kerbs, signs and audible edge and wide centre line road markings.

    The upgrades follow the completion of major works on the highway including:

    • Widening and sealing between Stephen Road and Noongar South Road
    • Realignment through the Bodallin townsite
    • Intersection upgrades at Penton Road, Ivey Road, Blyth Road, Bodallin South Road and Bodallin North Road
    • Construction of an eastbound passing lane between Bodallin and Moorine Rock
    • Construction of a westbound rest area between Bodallin and Moorine Rock

    The works funded under the $23 million contract are expected to be completed in late 2025 with the staged upgrade program continuing along the highway until 2028.

    Crime
    Petty crime such as bag snatching, passport theft and pickpocketingoccurs and is more common in tourist areas, in larger cities and in and around transport hubs, particularly in Bratislava. Thieves often work together, sometimes involving children, and may distract victims and rob them while their attention is diverted. We advise New Zealanders to be alert to their surroundings at all times and take steps to safeguard and secure their personal belongings.

    Car thefts and break-ins also occur. Do not leave belongings in view in your car, make sure it is locked and be wary of others offering help. Criminals sometimes puncture tyres when they are stopped and proceed to follow the vehicle to offer ‘help’ and then rob the target while they are distracted.

    Some clubs and restaurants overcharge. Always ask to see the menu and price list before ordering drinks or food, and check your bill carefully before paying. Avoid disputes about overcharging, as they can lead to violence. 

    There have been incidents of drink spiking followed by robbery and assault reported in the Slovak Republic. Extra care should be taken to ensure your food and drink is never left unattended. We recommend against accepting drinks from strangers or recent acquaintances.

    Civil unrest
    Protests and demonstrations occur on occasion in the Slovak Republic and may disrupt local public services and transport. New Zealanders are advised to avoid all demonstrations, protests and large public gatherings as even those intended as peaceful have the potential to turn violent with little warning. Follow any advice from local authorities.

    General travel advice
    You should carry a photocopy of your passport or another form of identification at all times.

    Penalties for possession, use or trafficking of illegal drugs are severe and can include lengthy imprisonment.

    Same-sex relationships are legal but public displays of affection may be frowned upon or attract unwanted attention.

    New Zealanders travelling or living in the Slovak Republic should have a comprehensive travel insurance policy in place.

    New Zealanders in the Slovak Republic are encouraged to register their details with the Ministry of Foreign Affairs and Trade.

  • MIL-OSI New Zealand: SH2 recovery work at White Pine Bush

    Work has begun on one of the last recovery projects in the White Pine Bush area on State Highway 2 between Napier and Wairoa.

    Transport Rebuild East Coast (TREC) alliance crews, on behalf of NZ Transport Agency Waka Kotahi, have been working to restore access through the area after Cyclone Gabrielle caused extensive damage to the road and numerous sites alongside it.

    Tangoio Falls Reserve Underslip – Active

    Crews have started work just south of White Pine Bush above Tangoio Falls Reserve.

    There, Cyclone Gabrielle damaged two retaining walls on the steep slope: a small timber crib wall and a mortared rock wall. During the next few weeks, crews will be stabilising sections of the retaining walls with ground anchors and shotcrete.

    Much of this work will be done by workers abseiling, using the guardrails to abseil down to the site beneath the road. This site will be down to a single lane under a short stop/go until the work is finished, with the aim to have it back to two lanes for this Christmas.

    White Pine Bush Underslip – Active

    Crews have been working at a large retaining wall job since March this year. This new wall consists of 220 ground anchors and will be sprayed with concrete once testing is completed. This is expected to be finished before Christmas this year.

    White Pine Bush North – Complete

    Two-lane access was recently restored at another site, just north of the White Pine Bush carpark entrance.

    There, Cyclone Gabrielle floodwaters had scoured away the ground under the road shoulder, undermining the outside lane. The repair was a retaining wall and rock rip rap to stabilise the ground.

    With the site down to one lane while the repair was underway, TREC took the opportunity to work at nights to speed up delivery.

    The local contractors all had the capacity and people to work both day and night shifts. From start to finish, the wall was built in a month, halving the expected timeframe.

    TREC Hawke’s Bay Project Manager Chris Mahoney says work through the White Pine Bush section means this stretch of road is still down to one-lane.

  • MIL-OSI Australia: First stage of works completed at Darling Downs Health Museum

    The $4.18 million project to transform the heritage listed Medical Superintendent’s House at Baillie Henderson Hospital into a museum has been completed, and now features medical and healthcare artefacts that tell the rich history of the Darling Downs Health Service.

    The Australian Government committed nearly $1.17 million to the project, with the Toowoomba Hospital Foundation contributing nearly $1.17 million, and the Health Sustaining Capital Program providing almost $1.85 million.

    The Museum of Health project is vital to preserving history of the Darling Downs region, and when fully complete, is estimated to attract 8,000 people annually and will serve as a hub for healthcare history, education, and community engagement.

    The museum’s collection is also arranged to tell the history of mental health developments at Baillie Henderson Hospital and aims to de-stigmatise the public’s understanding of those who suffer from a mental illness.

    Construction works included repairing damage to the heritage listed structure as well as building a new courtyard, amphitheatre and car park.

    Later stages of work will include the construction of a café, gift shop and open plan office space for the Toowoomba Hospital Foundation.

    Today, once again, I have the opportunity to visit Banaras… today the Nakkataiya Fair is also happening in Chetganj … Dhanteras, Diwali, and Chhath festivals are approaching… and today Banaras is witnessing a celebration of development before these festivals.     Today is an auspicious day for Banaras. I have just inaugurated a big eye hospital and then came here, which is why I was a bit late. The Sankara Eye Hospital will be a great help to the elderly and children. With the blessings of Baba Vishwanath, projects worth thousands of crores of rupees have been either inaugurated or their foundation stones laid. These projects will boost the development of the country and UP to new heights. Today, airports in UP, Bihar, West Bengal, Madhya Pradesh, and Chhattisgarh have been inaugurated. This includes not only Babatpur Airport but also airports in Agra and Sarsawa in Saharanpur. In total, projects from education, skill development, sports, health, and tourism sectors have been granted to Banaras. These projects will not only bring convenience but also create numerous employment opportunities for our youth. This land boasts of Sarnath where Lord Buddha gave his teachings. I recently participated in the Abhidhamma Mahotsav. Today, I also had the opportunity to inaugurate development projects worth crores of rupees related to Sarnath, and as you know, we recently recognized some languages as classical languages, including Pali and Prakrit. Both Pali and Prakrit have special connections to Sarnath and Kashi. Their recognition as classical languages is a matter of pride for all of us. I congratulate all my fellow citizens of Kashi and the nation on these development projects.

    When you entrusted me with the responsibility of serving for the third consecutive time, I had promised to work at triple speed. It has not even been 125 days since the government was formed, and in such a short period, projects worth more than 15 lakh crore rupees have been started across the country. Most of this budget has been allocated for the poor, farmers, and youth. Just think, headlines in newspapers were dominated by scams worth lakhs of crores of rupees 10 years ago. The conversation always revolved around corruption worth lakhs of crores of rupees. Today, discussions in every household are about projects worth 15 lakh crore rupees within 125 days. This is the change the country desires. It is our priority that the people’s money is spent on the people, on the development of the country, and spent honestly.

    We have launched a massive infrastructure development campaign in the country in the last 10 years. This infrastructure campaign has two major goals. The first is to increase the convenience of citizens through investments, and the second is to create jobs for the youth through investments. Today, modern highways are being built across the country, new railway tracks are being laid on new routes, and new airports are being built. This is not just about the work of bricks, stones, iron, and iron rods; it is also increasing convenience for people and providing jobs for the country’s youth.

    Look at the Babatpur Airport Highway we built and the modern facilities added to the airport. Did only those travelling to and from the airport benefit from it? No, it provided jobs to many people in Banaras. It boosted agriculture, industry, and tourism. Today, the number of people coming to Banaras has increased rapidly. Some come for tourism, and some come for business, and you are benefiting from it. Therefore, now that the expansion of Babatpur Airport is underway, you will benefit even more. The work on this airport has started today. Once it is completed, more planes will be able to land here.

    In this ‘maha yagna’ of building modern infrastructure, our airports, their magnificent buildings, and the most advanced facilities are being talked about worldwide. In 2014, our country had only 70 airports. And as Naidu ji has explained in detail, today we have more than 150 airports. We are also renovating older airports. Last year, new facilities were built at over a dozen airports across the country—on average, one airport per month. This includes airports in Aligarh, Moradabad, Shravasti, and Chitrakoot. Ayodhya now has a grand international airport, welcoming Ram devotees every day. Remember the time when Uttar Pradesh was mocked for its poor roads. Today, UP is known as the state of expressways. Today, UP is recognized for having the most international airports. A grand international airport is also nearing completion in Noida’s Jewar. I commend Yogi ji, Keshav Prasad Maurya ji, Brajesh Pathak ji, and their entire team for this progress in UP.

    As a Member of Parliament from Banaras, I feel happy when I see the development here. We all have a shared dream of making Kashi a model city for urban development—one where progress is made while heritage is also preserved. Today, Kashi is known for the grand and divine Kashi Vishwanath Dham, the Rudraksh Convention Centre, and infrastructure projects like the Ring Road and Ganjari Stadium. A modern ropeway system is also being built in Kashi. These wide roads, alleys, the beautiful ghats of the Ganga—all are captivating.

    We are making continuous efforts to turn Kashi and the entire Purvanchal region into a major business hub. Just a few days ago, the government approved the construction of a new rail-road bridge over the Ganga. Near the Rajghat Bridge, a grand new bridge will be built. Trains will run underneath, and a six-lane highway will be constructed on top. This will benefit lakhs of people in Banaras and Chandauli.

    Our Kashi is also becoming a major centre for sports. The Sigra Stadium has been renovated and is now in front of you in a new form. The new stadium is equipped for national competitions and for the Olympics as well. Modern sports facilities have been built here. We witnessed the potential of Kashi’s young athletes during the Sansad Khel Pratiyogita. Now, our sons and daughters from Purvanchal have access to excellent facilities for major sports preparations.

    A society develops when its women and youth are empowered. Keeping this in mind, the government has given new strength to ‘Nari Shakti’ (women power). Millions of women have been given Mudra loans to help them start their own businesses. Now we are working to create ‘Lakhpati Didis’ in villages across the country. Today, our sisters from the villages are even becoming drone pilots. And this is Kashi, where even Lord Shiva seeks alms from Mother Annapurna. Kashi teaches us that society prospers when women are empowered. With this belief, we have placed ‘Nari Shakti’ at the centre of every goal for a ‘Viksit Bharat’ (Developed India). The Pradhan Mantri Awas Yojana has gifted millions of women their own homes. Many women in Banaras have also benefited from this scheme. You know the government is now planning to build 3 crore more homes. Women in Banaras who haven’t yet received homes under the PM Awas Yojana will soon get them. We have already provided tap water, Ujjwala gas, and piped water to homes. Now, we are launching a scheme for free electricity and earning income from electricity. The PM Surya Ghar Muft Bijli Yojana will make the lives of our sisters even easier.

    Our Kashi is a vibrant cultural city. It is home to the sacred Jyotirlinga of Lord Shiva, Manikarnika, the holy site of Moksha, and Sarnath, the place of knowledge. After so many decades, so much development work is happening in Banaras simultaneously. Otherwise, Kashi was left as if abandoned. So today, I pose a question to every resident of Kashi: What was the mentality that kept Kashi deprived of development? Think about the situation 10 years ago when Banaras was starved for development. The parties that ruled UP for long periods, and those who enjoyed power in Delhi for decades, never cared about Banaras. The answer lies in the politics of dynasties and appeasement. Be it Congress or Samajwadi Party, Banaras’s development was never a priority for such parties, nor will it ever be in the future. These parties even discriminated in development. But our government works with the mantra of ‘Sabka Saath, Sabka Vikas’. Our government does not discriminate in any plan. What we say, we do loudly and clearly. A grand Ram Temple is being built in Ayodhya. Today, lakhs of people visit Ram Lalla every day. The reservation for women in assemblies and parliament was stalled for years. This historical work has also been achieved by our government. Many families were suffering due to the evil practice of triple talaq. Our government worked to free Muslim daughters from it. It was the BJP government that gave constitutional status to the OBC Commission, and it was the NDA government that gave 10% reservation to the economically weaker sections without taking away anyone’s rights.

    We have done our work. We implemented policies with good intentions and worked honestly to transform the lives of every family in the country. That is why the nation continues to bless us. We saw how the BJP government was re-elected for the third consecutive time in Haryana. The BJP received a record number of votes in Jammu and Kashmir.

    Today, Bharat faces a significant threat from family-based politics. These dynastic politicians cause the most harm to the youth of the country. They never believe in giving opportunities to young people. That is why, I called upon the nation from the Red Fort that I will bring 100,000 such young individuals into politics who have no family ties to politics. This is a campaign that will change the direction of Indian politics. It is a mission to eradicate corruption and the dynastic mentality. I urge the youth of Kashi and Uttar Pradesh to openly become the pillars of this new political movement. As the Member of Parliament from Kashi, I am committed to bringing the youth of this region forward as much as possible.

    The Union Minister of Ports, Shipping & Waterways, Sarbananda Sonowal dedicated key maritime projects to the nation during the 2nd Indian Lighthouse Festival here today. At the valedictory session here, the Union Minister Sarbananda Sonowal also announced that the Ministry of Ports, Shipping & Waterways (MoPSW), Govt of India, would take necessary steps to enable coastal communities around the Lighthouses in order to empower them to preserve & promote the lighthouses – the rich heritage of India’s marine sector. The Union Minister also announced two new lighthouses on Odisha’s coastline – one at Chaumuck at Narayanpur in Balasore district and another at Dhamra in Bhadrak district of the state. The Chief Minister of Odisha, Mohan Charan Majhi joined Sonowal as the second edition of Indian Lighthouse Festival draws a closure here today.

    The Union Minister Sarbananda Sonowal announced that the coastal communities of the country would be developed as societies in order to enable and empower the communities within the vicinity of lighthouses. The effort is aimed at community engagement to take pride in the lighthouses for their preservation, protection, and promotion. A central association of all these societies would be created to give a national momentum to celebrate the lighthouse as national icons as cultural heritage & legacy of India’s rich maritime sector.

    The new Kalwan reef Lighthouse at Jamnagar in Gujarat as well as two projects in Padadip Port, Odisha; i.e., Stacker-cum-Reclaimant & a Flyover bridge, were inaugurated. The Union Minister Sarbananda Sonowal also inaugurated Sand Art Competition, Boat Art Competition, Beach run, Beach Yoga and many other activities at the second day of the 2nd edition of multifaceted Indian Lighthouse Festival. Sonowal also led a Swachata Abhiyan at the Niladri beach where the collective effort led to removal of garbage.

    Speaking on the occasion, the Union Minister, Sarbananda Sonowal, said, “The Indian Lighthouse Festival or Bharatiya Prakash Sthamb Utsav has been receiving laurels from all quarters of the country as we continue our effort to further bolster facilities for the tourists – both domestic and foreign – for a memorable experience at these wonderful monuments. Under the visionary leadership of Prime Minister Shri Narendra Modi ji, the government is taking all steps to realise the full potential of India’s rich cultural heritage as well as its historical legacy in propelling the economic growth of the country. Modiji’s call for an Atmanirbhar Bharat has resonated well with people and we, the Ministry, remain committed to usher in a new chapter of growth in India’s blue economy. Lighthouse Tourism is part of this vision of Modi ji. It gives me immense pleasure to inform you that a rise of more than 400% footfall of tourists in the lighthouses since 2014. From 4 lakhs in 2014, it reached 16 lakhs tourists in the last fiscal. We have already crossed 9 lakhs in the first half of the current fiscal, and it is evident, that the growing trend of lighthouses as tourists hotspots to continue. For years, the guardians of our shores have remained unnoticed, even while they guided vessels and seafarers through the most challenging nights. The ‘Lighthouse Festival’ is our effort to shift this perception. Our goal is to raise awareness, foster involvement, and enlighten people about the significant contribution these iconic structures have made to our country’s maritime legacy.”

    Highlighting the importance of coastal communities in preservation of the Lighthouses, the Union Minister Sarbananda Sonowal announced, “In order to rope in the coastal community, the government is keen to enable and empower them to preserve, conserve, and promote these iconic structures. A national framework is being mooted to ensure that a well thought out system is in place for the coastal communities to preserve, protect & promote the lighthouses as the torchbearers of India’s rich maritime history and legacy.”

    During the festival, the Chief Minister of Odisha, Mohan Charan Majhi and the Union Minister Sarbananda Sonowal felicitated eminent personalities from the fields of education, sports and culture. Among them, Odishi dancer, Mamta Ojha; artist Dr Ramesh Prasad Panigrahi; sand sculptor, Om Prakash Sahu; Mariner Nividita Acharya; Oriya Literary figure & poet, Dr Haldar Nath; footballer Sasmita Malik and social worker Sujit Mahapatra, were felicitated. Eight employees of the Directorate General of Lighthouse & Lightships (DGLL) were also felicitated for their good performance.

    Earlier, the 2nd edition of Indian Lighthouse Festival was inaugurated by the Union Minister Sarbananda Sonowal. The festival, in its second avatar here, aimed at rejuvenating the rich maritime history of India iconic lighthouses in a culturally vibrant atmosphere. The festival showcased rich flavours of coastal cuisine, amusement park, folk dance & music, coastal hut among many other interesting performances.

    On the historic relationship between Assam and Odisha, Sarbananda Sonowal added, “Assam & Odisha have always shared a close spiritual, historical, cultural, commercial ties through the lives of great saint Srimanta Sankardeva, literary genius Lakshminath Bezbarua & visionary trader Bholanath Barooah which has only strengthened over the years. It is heartening to witness cultural show by the artists of both Assam and Odisha here today celebrating the vibrancy of this festival.”

    The Chief Minister of Odisha, Mohan Charan Majhi joined the Union Minister Sarbananda Sonowal at the valedictory session of the festival. The event was also attended by Shantanu Thakur, Union Minister of State, MoPSW; Pravati Parida, the Deputy Chief Minister, Odisha; Suresh Gopi, the Union Minister of State of Tourism & Petroleum and Natural Gas; Sambit Patra, MP as well as TK Ramachandran, IAS, Secretary, MoPSW among others.

    During the first day, the festival witnessed sessions on ‘Lighthouse Tourism & Heritage,’ ‘Preservation and conservation of Lighthouse.’

    The festivities began with the invocation dance, Ganesh Vandana, followed by a captivating medley of traditional Assamese performances, showcasing the rich cultural heritage of Assam. The concluding performance began with the invocation dance, Shiva Stuti, followed folk dance. The festival was enthralled by some electrifying performances by noted singer Papon on the first night of the festival while Sona Mahapatra was slated to perform on the concluding night.

    With an investment of ₹60 crore, 75 iconic lighthouses across 9 coastal states and 1 union territory have been developed under the visionary leadership of the Hon’ble Prime Minister. Each lighthouse has become a beacon of both heritage and recreation, with modern amenities such as museums, amphitheaters, children’s parks, and more. In Odisha, five lighthouses—Gopalpur, Puri, Chandrabhaga, Paradip, and False Point—have been developed as part of this initiative to promote lighthouse tourism.

     

    In the fiscal year 2023-24 alone, the 75 dedicated lighthouses attracted an impressive 16 lakh visitors. As of September 2024, the current fiscal year 2024-25 has already welcomed more than 10 lakh visitors. These developments have also resulted in job creation, with 150 direct and 500 indirect employment opportunities emerging in nearby hotels, restaurants, tour operators, transportation services, and local shops and artisans.

    In 2023, the maiden edition of Indian Lighthouse Festival took place in Goa with a spotlight on 75 historical sites to be developed into tourists destinations. The ‘Bharatiya Prakash Sthamb Utsav’ was conceived with an intent to transform these historical sites into tourist destinations with the help of Public Private Partnerships. The key highlights of India’s First Lighthouse Festival were cultural exhibitions, session highlighting maritime history and culture, classical performances, light and sound shows, melodious evenings with celebrity singers, flavours of the coast and community engagements.

    In Odisha, the Sagarmala Programme encompasses 36 projects with a total value of ₹20,200 Cr. Among these, 15 projects, valued at approximately ₹4,330 Cr., have been successfully completed, while 21 projects, totalling around ₹15,850 Cr., are currently in various stages of implementation. One standout achievement of the Sagarmala Programme is the living example of Paradip Port’s growth Story. This Port today is the number one major port in cargo handling. Paradip Port will transform into a mega port with a formidable cargo handling capacity of over 300 MTPA very soon and will exceed 500 MTPA capacity by Amrit Kaal 2047. The mammoth traffic volume growth at the port in the recent years has been due to the successful implementation of Capacity augmentation projects under the Sagarmala projects. The Sagarmala program also envisions uplifting the fishermen community with the Modernization of Paradip Fishing Harbour project, with a project cost of  ₹108 Crores. The modern fishing harbour will be a strong step towards the coastal community development initiative in Odisha. For upliftment of fishermen community, a fishing harbour at Chandipur in Odisha has also been sanctioned under Sagarmala at a cost of ₹50 Cr. Paradip port is also being developed as a green hydrogen hub in the country.

    Odisha, a principal maritime state situated on the eastern coast of India, has a coastline of about 480 km. Paradip Port (290 MTPA Capacity, Cargo handled in 2023-24 – 145.38 MTPA) is the only Major Port in the State under the control of the Government of India. The Government of Odisha has already identified 14 potential sites for the development of Non – Major Ports, out of which, Dhamra (Adani – 100 MTPA Capacity) and Gopalpur (Shapoorji Pallonji & Odisha Stevedore Ltd. – 25 MTPA capacity) are already functioning.

    The Prime Minister, Shri Narendra Modi laid the foundation stone and inaugurated multiple development projects in Varanasi, Uttar Pradesh today. The projects of today include multiple airport projects worth over Rs 6,100 crore and multiple development initiatives in Varanasi.

    Addressing the gathering, the Prime Minister said that today is a very auspicious occasion for Kashi as he mentioned inaugurating RJ Sankara Eye Hospital earlier today. He said that the Hospital would be very helpful for the elderly and children. Referring to the development projects of today, the Prime Minister mentioned the inauguration of new airport terminals in Uttar Pradesh, Bihar, West Bengal, Madhya Pradesh and Chattisgarh including Babatpur Airport and Sarsawa Airport of Agra and Saharanpur. He emphasized that development projects pertaining to Education, Skill Development, Sports, Healthcare and Tourism among other sectors have been presented to Varanasi today which would not only boost services but also create employment opportunities for the youth. Shri Modi recalled participating in Abhidhamma Diwas a few days ago and mentioned inaugurating multiple development projects worth crores of rupees today related to the development of Sarnath, the land of Lord Buddha’s sermons. The Prime Minister highlighted the association of Sarnath and Varanasi With Pali and Prakrit languages and mentioned granting them the status of classical language recently. He said that it is a matter of great pride that languages used in the scriptures have been granted classical language status. The Prime Minister congratulated the people of Kashi and India for the development projects of today. 

    Recalling his promise to work three times more when he was given the opportunity to serve the people of Varanasi, the Prime Minister remarked that in less than 125 days of the formation of Government, the work on various schemes and projects worth more than Rs. 15 lakh crore had already begun. He added that the maximum budget of these was dedicated to the poor, farmers and the youths. Shri Modi said that today there was a discussion in every household about the work of Rs. 15 lakh crore as against the scams which were being reported in the newspapers a decade ago. He added that the change that the country desired where the money of the people was spent on the people along with the progress of the country with utmost honesty were the top priorities of the Government. 

    The Prime Minister underlined that the government has initiated a huge campaign for infrastructural development in the country in the last 10 years with two main objectives of improving services for the people and creating employment opportunities for the youth through investments. Giving examples of development works of modern highways, laying of railway tracks on new routes and establishment of new airports, the Prime Minister emphasized that it is enhancing convenience for the people and creating employment at the same time. He said that the construction of the highway for Babatpur Airport not only benefited the travelers but also gave a boost to agriculture, industry and tourism. He informed that work is already underway for the expansion of Babatpur Airport to increase its flight handling capacity.  

    Shri Modi highlighted that India’s airports and their magnificent buildings with amazing facilities is a topic of discussion all over the world. Shri Modi said that in 2014, there were only 70 airports, while today, there are more than 150 airports along with the renovation work of the old airports. He added that last year, the construction of new facilities was completed at more than a dozen airports in the country which include Aligarh, Moradabad, Shravasti and Chitrakoot airports. Shri Modi remarked that the grand international airport in Ayodhya was welcoming Ram devotees every day. The Prime Minister highlighted that today UP was known as ‘state of expressways’ as against the past when it was taunted for its dilapidated roads. He added that today UP was also known as a state with the most number of international airports with a grand international airport going to be built soon in Jewar, Noida. Shri Modi lauded the Chief Minister and Deputy Chief Ministers of UP along with the entire team for the progress of UP.

    The Prime Minister expressed satisfaction with the rate of progress as a Member of Parliament from Varanasi and reiterated his dream of making Kashi a model city of urban development where progress and heritage go hand in hand. He said that today Kashi is identified by the grand and divine Dham of Baba Vishwanath, Rudraksh Convention Center, infrastructure projects like Ring Road and Ganjari Stadium and modern facilities like ropeway. “City’s wide roads and beautiful ghats of Ganga ji are captivating everyone today”, he added.

    The Prime Minister said that it is the Government’s constant endeavor to make Kashi and Purvanchal a huge center of trade and business as he mentioned  the construction of a new rail-road bridge over River Ganga a few days ago which would comprise a 6 lane highway and railway lines for several trains. He said that it would hugely benefit the people of Varanasi and Chandauli. 

    “Our Kashi is now becoming a very big center for sports”, said Shri Modi. He added that the revamped Sigra Stadium was in front of the people now and arrangements were made in the new stadium for preparations from national competitions to Olympics along with modern facilities for sports. The Prime Minister highlighted the potential of young players of Kashi, which was evident during the Member of Parliament sports competition and now youngsters of Purvanchal were provided with good facilities for preparing for bigger competitions.

    Underlining that development of society occurs when its women and youth are empowered, the Prime Minister stressed that the government has given new strength to women. He mentioned schemes like Mudra Yojna where crores of women have been facilitated loans to start their own businesses. “Today, efforts are being made to create ‘Lakhpati Didis’ in villages and women are even becoming drone pilots”, PM Modi said. Highlighting the belief in Kashi that even Lord Shiva seeks alms from Goddess Annapurna, the Prime Minister said that this belief has driven the government to place Nari Shakit at the center of every initiative for the goal of Viksit Bharat. He emphasized that under the Pradhan Mantri Awas Yojana, millions of women have been handed out their own homes including women of Varanasi. The Prime Minister also highlighted that the government is set to construct another three crore houses and assured that those women who have yet to receive homes under the PM Awas scheme will be given their houses soon. In addition to providing piped water, Ujjwala gas, and electricity, PM Modi said that the new PM Suryaghar Free Electricity Scheme will further ease the lives of women, allowing them to benefit from free power and even earn from it.

    “Our Kashi is a multi-hued cultural city, with the holy Jyotirlinga of Lord Shankar, a Moksha Tirtha like Manikarnika and also a place of knowledge like Sarnath”, said Shri Modi. He remarked that it was only after decades, that so much work was simultaneously carried out for the development of Banaras. Questioning the previous governments on the poor development and progress of Varanasi, Shri Modi remarked that his Government worked on the mantra of Sabka Saath. Sabka Vikas without any discrimination in any scheme. He added that the Government stuck to its words and cited the example of the grand Ram temple built in Ayodhya, as promised. He also mentioned the historic reservation for women in the Vidhan Sabha and Lok Sabha completed by the government. Shri Modi also mentioned the other achievements of abolition of Triple Talaq, granting constitutional status to the Backward Class Commission and granting 10 percent reservation to the economically backward classes of people.

    “We have done our work with sincerity, implemented policies with good intentions and strive to improve the lives of every family in the country,” said Prime Minister Modi. He emphasized that the nation’s continuous blessings are a result of the government’s efforts as recently seen in Haryana, where the ruling dispensation secured its third consecutive government. He also noted the record number of votes received in Jammu and Kashmir.

    Noting that dynastic politics is a significant danger to the country, especially to the youth, the Prime Minister explained that such form of politics often deprives young people of opportunities. He reiterated his clarion call from the Red Fort to bring one lakh young individuals into politics whose families have no political background. He stressed that this initiative will change the direction of Indian politics eradicating corruption and family-driven mindsets. Encouraging the youth of Kashi and Uttar Pradesh, the Prime Minister said, “I urge the youth to become the pivot of this new political movement. As the Member of Parliament of Kashi, I am committed to bringing forward as many young people as possible.” Concluding the address, the Prime Minister said that Kashi stands as a symbol of new benchmarks of development for the entire nation. He congratulated the states and people of Kashi on the new development programs launched today.

    Governor of Uttar Pradesh, Smt Anandiben Patel, Chief Minister of Uttar Pradesh, Shri Yogi Adityanath and Union Minister for Civil Aviation, Shri Kinjarapu Rammohan Naidu were present on the occasion among others. 

    Background

    In line with his commitment to boost connectivity, the Prime Minister laid the foundation stone for the expansion of the airport runway and construction of a new terminal building and allied works of Lal Bahadur Shastri International Airport, Varanasi worth around Rs 2870 crore. He also laid the foundation stone of New Civil Enclave at Agra Airport worth more than Rs 570 crore, Darbhanga Airport worth around Rs 910 crore and Bagdogra Airport worth around Rs 1550 crore.

    The Prime Minister inaugurated new terminal buildings of Rewa Airport, Maa Mahamaya Airport, Ambikapur and Sarsawa Airport worth over Rs 220 crore. The combined passenger handling capacity of these airports increases to more than 2.3 crore passengers annually. The designs of these airports are influenced and derived from the common elements of heritage structures of the region.

    In line with his vision to provide top-quality infrastructure for sports, the Prime Minister inaugurated Phases 2 and 3 of the redevelopment of Varanasi Sports Complex worth over Rs 210 crore under Khelo India scheme and the Smart City Mission. The project aims to create a state-of-the-art sports complex featuring a National Centre of Excellence, players’ hostels, sports science center, practice fields for various sports, indoor shooting ranges and combat sports arenas among others. He also inaugurated 100-bed girls’ and boys’ hostels and a public pavilion at Dr Bhimrao Ambedkar Sports Stadium, Lalpur.

    The Prime Minister inaugurated tourism development works in Buddhism-related areas in Sarnath. These enhancements include the construction of pedestrian-friendly streets, new sewer lines and upgraded drainage systems and organized vending zones with modern designer vending carts to promote local handicraft vendors, among others. The Prime Minister also inaugurated multiple other initiatives like tourism development works at Banasur Temple and Gurudham Temple along with beautification and redevelopment of parks etc.

    Prime Minister Shri Narendra Modi today inaugurated three airports, developed under the  Regional Connectivity Scheme (RCS) – UDAN (Ude Desh Ka Aam Nagrik), from Varanasi in Uttar Pradesh. These airports are: Rewa in Madhya Pradesh, Ambikapur in Chhatisgarh and Saharanpur in UP. Flights under RCS-UDAN will begin from these airports shortly.

    The RCS- UDAN, a government-backed initiative to improve infrastructure and connectivity in India, especially in remote and underserved regions, completes seven years. It is a vital component of India’s National Civil Aviation Policy (NCAP) 2016, launched by the Ministry of Civil Aviation (MoCA) on October 21, 2016, with a 10-year vision.

    The first RCS-UDAN flight was inaugurated by Prime Minister Shri Narendra Modi on April 27, 2017, connecting Shimla to Delhi. The scheme focuses on improving unserved air routes in underserved regions of the country and fulfilling the aspirations of the common citizens.

    So far, the RCS-UDAN has facilitated travel of more than 144 lakh passengers, demonstrating its success in enhancing air travel accessibility.

    Over the period of 7 years, various versions of UDAN Scheme were launched, as follows:

     

    • UDAN 1.0: Five airlines companies were awarded 128 flight routes to 70 airports (including 36 newly made operational airports)
    • UDAN 2.0: 73 underserved and unserved airports were announced and for the first time, helipads were also connected.
    • UDAN 3.0: In coordination with the Ministry of Tourism, Tourism Routes were included. In addition to Seaplanes for connecting Water Aerodromes, several routes in the North-East Region came under the ambit of the scheme.
    • UDAN 4.0: Gave impetus to North-Eastern Regions, Hilly States, and Islands. The operation of helicopters and seaplanes incorporated.

     

    UDAN Version 5 – 5.0, 5.1, 5.2, 5.3 &5.4

    Following the four successful rounds of bidding, the Ministry of Civil Aviation launched the 5thversion of RCS-UDAN with numerous improvements based on stakeholder feedback.

    UDAN 5.0 where the focus is on Category-2 (20-80 seats) and Category-3 (>80 seats) aircraft. Similarly, the cap of 600 km has been removed and there is no restriction on the distance between the origin and destination of the flight. This round prioritizes the routes that will connect the airports that are ready for operations or will be ready soon, which will lead to quicker operationalization of awarded routes. Consequently, Airlines would now be required to commence operations within 4 months of the award of the route, and they are welcoming this change as this helps them to better plan their operations.

    This was soon followed by UDAN 5.1, This round of RCS-UDAN is designed specifically for helicopter routes by increasing the scope of operations for helicopter operators, enhancing VGF and reducing Airfare Caps. The Scheme will now allow operations on routes provided that at least one origin or destination is in a priority area and at least one origin or destination is a heliport, thereby enhancing the potential range of connectivity. VGF caps have been enhanced to improve viability for operators and airfare caps have been reduced to make flying more affordable for passengers respectively.

    Later, bidding for UDAN 5.2 was launched to further enhance the connectivity to remote and regional areas of the country, achieve last-mile connectivity, and provide impetus to the tourism sector through small aircraft (<20 seats). The Scheme will provide greater operational flexibility to the small aircraft operators, by allowing them to operate a maximum of 40% of annually quoted RCS seats and a minimum of 10% of annually quoted RCS seats in any given quarter.

    The Ministry of Civil Aviation further launched special bidding rounds to operationalize the routes those have been discontinued before completion of tenure or cancelled/terminated due to multiple reasons. In order to further enhance point-to-point air connectivity on such previously identified routes, bids under UDAN 5.3 and UDAN 5.4 were invited from all categories of airline operators. Consequently, UDAN 5.3 was launched in January 2024, while UDAN 5.4 is underway.

    Fueling Growth in the Aviation Industry

    RCS-UDAN is contributing to the growth of the civil aviation industry as many new and successful airlines have come up in the last seven years. The scheme has helped airline operators to start up and develop a sustainable business model. Additionally, it’s providing opportunities to small regional airlines Flybig, Star Air, IndiaOne Air and Fly91 to scale up their businesses and their successful run is evidence of the fact that the scheme is creating an amiable ecosystem conducive to airline business.

    Demand for new aircraft of all sizes

    The scheme’s incremental expansion has generated an escalating demand for new aircraft, concurrently broadening the spectrum of aircraft deployed. This augmentation encompasses a comprehensive range of aircraft and encompasses helicopters, seaplanes, 3-seat propeller planes, and jet planes. Presently, a diversified fleet, including Airbus 320/321, Boeing 737, ATR 42 and 72, DHC Q400, Twin Otter, Embraer 145 and 175, Tecnam P2006T, Cessna 208B Grand Caravan EX, Dornier 228, Airbus H130, and Bell 407 is actively serving on the RCS routes. The heightened demand for aircraft is substantiated by Indian carriers’ orders, which exceed 1,000 aircraft slated for delivery over the next 10-15 years, representing a significant augmentation of India’s existing fleet, which currently comprises approximately 800 planes operated by various airlines.

    Promoting tourism

    RCS-UDAN is not solely dedicated to offering last-mile connectivity to tier-2 and tier-3 cities; it also stands as a prominent contributor to the burgeoning tourism sector. UDAN 3.0 introduced tourism routes connecting several destinations in the Northeast region, while UDAN 5.1 is dedicated to expanding helicopter services in hilly regions to stimulate tourism, hospitality, and local economic growth.

    This initiative has successfully connected destinations such as Khajuraho, Deoghar, Amritsar, and Kishangarh (Ajmer), which have substantial relevance in religious tourism. The entire Northeast region’s tourism industry is experiencing a considerable upsurge due to the introduction of Pasighat, Ziro, Hollongi, and Tezu airports, fostering greater accessibility.The Scheme also achieved another milestone by bringingAgatti Island on the Indian aviation map, further boosting tourism in Lakshadweep.

    Boosting air connectivity

    From Mundra (Gujarat) to Tezu in Arunachal Pradesh andKullu in Himachal Pradesh to Salem in Tamil Nadu, RCS-UDAN hasconnected 34 States/UTs across the length and breadth of the country. A total of 86 aerodromes have been operationalized under UDAN. Ten airports have been operationalized in the Northeast regionin addition to two heliports. Many airports that were operationalized under UDAN such as Darbhanga, Prayagraj, Hubli, Belgaum, Kannur, etc. have or may soon become sustainable with many non-RCS commercial flights operating from these airports.

  • MIL-OSI Russia: IMF Reaches Staff-Level Agreement on an Extended Credit Facility Arrangement with São Tomé and Príncipe

    End-of-Mission press releases include statements of IMF staff teams that convey preliminary findings after a visit to a country. The views expressed in this statement are those of the IMF staff and do not necessarily represent the views of the IMF’s Executive Board. Based on the preliminary findings of this mission, staff will prepare a report that, subject to management approval, will be presented to the IMF’s Executive Board for discussion and decision.

    • IMF staff and the São Toméan authorities have reached staff-level agreement on economic policies and reforms to be supported by a new 40-month arrangement under the Extended Credit Facility (ECF), updating the agreement reached last year. This renewed staff-level agreement is subject to IMF Management approval and IMF Executive Board consideration, contingent on the implementation of the agreed prior actions and the timely confirmation of the necessary financing assurances from the country’s development partners.
    • The authorities’ ambitious reform program aims at restoring macroeconomic stability while laying the foundations for faster and more inclusive growth. This includes a sizable and front-loaded fiscal adjustment while protecting the vulnerable. The program includes decisive near-term reforms in the electricity sector and medium-term structural reforms to facilitate the green energy transition and unleash the country’s growth potential.

    Washington, DC: An International Monetary Fund (IMF) team led by Mr. Slavi Slavov, Mission Chief for São Tomé and Príncipe, visited São Tomé during May 23 – June 5, 2024, and held virtual discussions in the recent months, to discuss with the São Toméan authorities IMF support for their policies and reform plans.

    At the end of the mission, Mr. Slavov issued the following statement:

    “The São Toméan authorities and the IMF team have reached a renewed staff-level agreement to support the authorities’ economic adjustment and reform policies with a new 40-month program supported by an arrangement under the Extended Credit Facility (ECF). The agreement is subject to approval by IMF’s Management and Executive Board in the period ahead, and is contingent on the implementation of prior actions by the authorities and the timely confirmation of the necessary financing assurances from the country’s development partners to cover the external financing gap.

    “São Tomé and Príncipe faced a very challenging 2023 and continues to struggle with high fuel import needs and depleted international reserves. Over the past few years, the country has been hit by multiple shocks, whose impact on the economy continues to reverberate. This includes the massive external shock in early 2023 when a major fuel exporter stopped supplying fuel on credit, opening a large external financing gap.

    “These factors, along with energy shortages, contributed to a slowdown of real GDP growth to 0.2 percent in 2022 and 0.4 percent in 2023. Inflation accelerated to 19.2 percent in April 2024 before declining to 12 percent in August, year-on-year. International reserves fell sharply.

    “The authorities’ program aims to restore macroeconomic stability, improve the living conditions of the population, foster the economic recovery, and promote sustainable and inclusive growth. The necessarily ambitious and front-loaded fiscal adjustment is crucial to lowering the high public debt and rebalancing the economy under a pegged exchange rate, but is designed with care to protect the vulnerable.

    “The authorities have already implemented significant reforms. They launched the Value-Added Tax in June 2023 and implemented a large fiscal adjustment in 2023. Fuel prices were adjusted, and explicit fuel subsidies have been eliminated in the aggregate. The central bank (Banco Central de São Tomé e Príncipe or BCSTP) ended monetary financing of the budget and implemented tightening measures.  

    “The authorities will make further efforts to strengthen tax and customs administration and to rationalize budgetary expenditures. These efforts will create the fiscal space for implementing growth-enhancing development programs that will help put public debt on a downward trajectory. In addition, the authorities will strengthen social safety nets and reinforce the existing targeted cash-transfer program for vulnerable households. Given the country’s high public debt, ensuring that new financing takes the form of highly concessional loans or ideally grants will be vital to ensure sustainability and also meet vital spending needs.

    “Moreover, the program will urgently implement near-term reforms to address the crisis in the electricity sector. This would alleviate pressures on public debt and foreign exchange reserves. To prevent implicit fuel subsidies and contain fiscal risks, the authorities will apply the fuel price adjustment mechanism in a truly automatic way on a monthly basis. The government will strengthen transparency and address governance weaknesses to reduce vulnerabilities to corruption. Finally, the authorities will strengthen the BCSTP, ensuring its autonomy and appropriate governance arrangements.

    “Over the medium term, structural reforms will unleash the country’s growth potential. These include the reform strategy for the energy sector with a focus on shifting towards renewable sources, encouraging domestic food production, fostering the tourism sector, adapting to climate change, and empowering women.

    “During the visit and subsequent virtual discussions, the mission met with President Carlos Vila Nova; Prime Minister Patrice Émery Trovoada; Minister of Planning and Finance Ginésio Valentim Afonso da Mata; Minister of Economy Disney Leite Ramos; Governor of the Central Bank Américo D’Oliveira dos Ramos; President of the Court of Auditors Ricardino Costa Alegre; other government officials; representatives of the private sector including banks; and development partners. The mission expresses its deep appreciation to the authorities for their cooperation and constructive policy dialogue.”

    In a country where the sky often symbolizes hope and aspiration, the dream of flying has remained an elusive luxury for many. This dream began to take shape with the launch of the Regional Connectivity Scheme (RCS) – UDAN, or “Ude Desh ka Aam Nagrik,” on October 21, 2016. Spearheaded by the Ministry of Civil Aviation (MoCA), UDAN aims to enhance regional air connectivity from unserved and underserved airports across India, making air travel affordable for the masses. As it celebrates its seventh anniversary, UDAN stands as a testament to the commitment of the Indian government to improve infrastructure and connectivity, especially in remote regions.

    The Dream Takes Flight

    The story of UDAN is deeply rooted in the vision of Prime Minister Shri Narendra Modi, who in a pivotal meeting before the National Civil Aviation Policy was announced, emphasised the need to democratize air travel. He famously remarked that he wanted to see people wearing slippers boarding planes, a sentiment that ignited the vision for a more inclusive aviation sector. This commitment to the common man’s dreams led to the birth of UDAN.

    The first UDAN flight took off on April 27, 2017, connecting the serene hills of Shimla to the bustling metropolis of Delhi. This inaugural flight marked the beginning of a transformative journey in Indian aviation, one that would open up the skies to countless citizens.

    UDAN operates on a market-driven model, where airlines assess demand on specific routes and submit proposals during bidding rounds. The scheme incentivizes airlines to connect underserved regions by offering them support through Viability Gap Funding (VGF) and various concessions provided by airport operators, the Central Government, and State Governments.

    The government has implemented several supportive measures to attract airlines to operate flights in less lucrative markets:

    • Airport Operators: They waive landing and parking charges for RCS flights, and the

    Airports Authority of India (AAI) does not levy Terminal Navigation Landing Charges (TNLC) on these flights. Moreover, a discounted Route Navigation and Facilitation Charge (RNFC) is applied.

    • Central Government: For the first three years, excise duty on Aviation Turbine Fuel

    (ATF) purchased at RCS airports capped at 2%. Airlines are also encouraged to enter code-sharing agreements to expand their reach.

    • State Governments: States have committed to reducing VAT on ATF to 1% or less for ten years and providing essential services such as security, fire services, and utility services at reduced rates.

    This collaborative framework has fostered an environment where airlines can thrive while serving regions that have long been overlooked.

    The RCS-UDAN scheme has played a pivotal role in revitalising the civil aviation industry in India. Over the past seven years, it has catalysed the emergence of many new and successful airlines. Regional carriers such as Flybig, Star Air, IndiaOne Air, and Fly91 have benefited from the scheme, developing sustainable business models and contributing to a burgeoning ecosystem for regional air travel.

    • Darbhanga Airport (Civil Enclave): Once off the aviation map, Darbhanga celebrated the arrival of its first flight from Delhi on November 9, 2020. This airport now serves as a gateway for 14 districts in North Bihar, connecting to major cities like Delhi, Mumbai, Hyderabad, and Kolkata, and handling over 5 lakh passengers in FY 2023-24.
    • Jharsuguda Airport (AAI Airport): Previously a dilapidated WWII airstrip,

    Jharsuguda became operational in March 2019, serving as the second airport in Odisha. It now connects the region to Delhi, Kolkata, Bengaluru, and Bhubaneswar, with over 2 lakh passengers in FY 2023-24.

    • Pithoragarh Airport: Nestled in the Himalayas, this airport was identified for RCS

    operations in 2018 and began service in January 2019. Currently, it connects to Dehradun and Pantnagar, showcasing its strategic importance.

    • Tezu Airport: Known for its scenic beauty and religious significance, Tezu airport

    commenced RCS operations in August 2021. It connects Guwahati, Jorhat, and Dibrugarh, accommodating approximately 12,000 passengers in FY 2023-24.

    The Indian aviation landscape has undergone a significant transformation under the UDAN scheme. 601 routes, including helicopter routes, have been operationalized, effectively connecting states and Union Territories. Notably, around 28% of these routes serve the remotest locations, enhancing accessibility across challenging terrains.

    The number of operational airports in the country has doubled from 74 in 2014 to 157 in 2024 and the aim is to increase this number to 350-400 by 2047. The domestic air passengers have more than doubled in the past decade, with Indian airlines significantly expanding their fleets.

    A total of 86 aerodromes—comprising 71 airports, 13 heliports, and 2 water aerodromes— have been operationalized, facilitating the travel of over 1.44 crore passengers across more than 2.8 lakh flights. Since its inception, fixed-wing operations have cumulatively covered approximately 112 crore kilometres, roughly equivalent to circumnavigating the globe around 28,000 times.

    UDAN is not just a scheme; it is a movement aimed at empowering every Indian with the gift of flight. Enhancing regional connectivity and ensuring affordability has fulfilled countless citizens’ aspirations while stimulating economic growth and job creation. As UDAN continues to evolve, it holds the promise of transforming India’s aviation landscape, ensuring that the sky truly is everyone’s limit. With its ongoing commitment to connecting underserved regions and promoting tourism, the UDAN scheme remains a game changer for Indian aviation, contributing significantly to India’s vision of a connected and prosperous nation.

    Prime Minister Shri Narendra Modi will visit Varanasi on 20th October. At around 2 PM he will inaugurate RJ Sankara Eye Hospital. Thereafter, at around 4:15 PM, he will inaugurate and lay the foundation stone of multiple development  projects in Varanasi.

    Prime Minister will inaugurate the RJ Sankara Eye Hospital. The hospital will offer comprehensive consultations and treatments for various eye conditions. Prime Minister will also address the gathering on the occasion.

    In line with his commitment to boost connectivity, Prime Minister will lay the foundation stone for expansion of airport runway and construction of a new terminal building and allied works of Lal Bahadur Shastri International Airport, Varanasi worth around Rs 2870 crore. He will also lay the foundation stone of New Civil Enclave at Agra airport worth more than Rs 570 crore, at Darbhanga airport worth around Rs 910 crore and at Bagdogra airport worth around Rs 1550 crore.

    Prime Minister will inaugurate new terminal buildings of Rewa Airport, Maa Mahamaya Airport, Ambikapur and Sarsawa Airport worth over Rs 220 crore. The combined passenger handling capacity of these airports will increase to more than 2.3 crore passengers annually. The designs of these airports are influenced and derived from the common elements of heritage structures of the region.

    In line with his vision to provide top-quality infrastructure for sports, Prime Minister will inaugurate Phases 2 and 3 of redevelopment of Varanasi Sports Complex worth over Rs 210 crore under Khelo India scheme and the Smart City Mission. The project aims to create a state-of-the-art sports complex featuring a National Centre of Excellence, players’ hostels, sports science centre, practice fields for various sports, indoor shooting ranges, combat sports arenas among others. He will also inaugurate 100-bed girls’ and boys’ hostels and a public pavilion at Dr. Bhimrao Ambedkar Sports Stadium, Lalpur.

    Prime Minister will inaugurate tourism development works of Buddhism related areas in Sarnath.These enhancements include the construction of pedestrian-friendly streets, new sewer lines and upgraded drainage system, organised vending zone with modern designer vending carts to promote local handicraft vendors, among others.

    Prime Minister will also inaugurate multiple other initiatives like tourism development works at Banasur Temple and Gurudham Temple,  beautification and redevelopment of parks etc.

    On the day one of 2nd National Lighthouse Festival , Ministry of Ports, Shipping, and Waterways (MoPSW) hosted the Lighthouse Tourism Conclave 2024 today in Puri, with over 100 participants, including government officials, tourism experts, and conservationists, in attendance. The event aimed to explore the vast potential of lighthouse tourism and strategies for preserving these maritime structures, blending tourism development with heritage conservation.

    The conclave was graced by dignitaries, including Shri Sambit Patra, Hon’ble MP from Puri; Shri Suresh Gopi, Hon’ble Minister of State for Petroleum, Natural Gas & Tourism; and Smt. Pravati Parida, Hon’ble Deputy Chief Minister of Odisha. Following the traditional lighting of the ceremonial lamp, the Hon’ble Minister of State for Ports, Shipping & Waterways, Shri Shantanu Thakur, delivered the keynote address, where he emphasized the importance of developing lighthouse tourism as a means to boost local economies and preserve India’s rich maritime heritage.

    ”In line with our vision to unlock the immense potential of India’s maritime heritage, the Ministry of Ports, Shipping, and Waterways has embarked on a transformative journey to revitalize our historic lighthouses. These majestic structures, which have long guided mariners, are now evolving into centres of tourism, culture, and learning. With the development of 75 iconic lighthouses across the nation, we are not only preserving history but also creating vibrant spaces for recreation and community engagement”.

    He warmly invited all visitors to explore these landmarks and experience the unique blend of heritage and modernity they offer.

    A detailed presentation by the Directorate General of Lighthouses and Lightships (DGL) showcased the current status and future prospects of lighthouse tourism in India, highlighting various initiatives underway. With an investment of 60 crore, 75 iconic lighthouses across 9 coastal states and 1 union territory have been developed under the visionary leadership of the Hon’ble Prime Minister. Each lighthouse has become a beacon of both heritage and recreation, with modern amenities such as museums, amphitheaters, children’s parks, and more. In Odisha, five lighthouses—Gopalpur, Puri, Chandrabhaga, Paradip, and False Point—have been developed as part of this initiative to promote lighthouse tourism.

    In the fiscal year 2023-24 alone, the 75 dedicated lighthouses attracted an impressive 16 lakh visitors. As of September 2024, the current fiscal year 2024-25 has already welcomed more than 10 lakh visitors. These developments have also resulted in job creation, with 150 direct and 500 indirect employment opportunities emerging in nearby hotels, restaurants, tour operators, transportation services, and local shops and artisans.

    The presentation was followed by two engaging panel sessions. The first session, moderated by Gaurav Nagar, focused on “Lighthouse Tourism and Heritage.” Speakers, including Kapil Mohan (AIS Retd.), Debasis Mishra, and renowned photographer Dinesh Khanna, discussed the cultural and economic significance of lighthouses and the untapped potential in leveraging them as tourist destinations. The second session, also moderated by Gaurav Nagar, concentrated on “Preservation and Conservation of Lighthouses.” Experts such as Raja Parija, Capt. Devabrat Mishra, and Sangeeta Thakur deliberated on sustainable preservation techniques, balancing heritage conservation with the growing demand for tourism.

    This interactive dialogue encouraged collaboration among key industry players to strengthen lighthouse tourism in India.

    Through this conclave, the Ministry of Ports, Shipping, and Waterways aims to raise awareness about the unique blend of history and tourism that lighthouses represent, and how their preservation is essential for future generations. The event sets the stage for upcoming initiatives and collaboration in the lighthouse tourism sector.

    Note: Later in the evening, the Lighthouse Tourism Festival at Talabania Ground, Puri, will witness a grand cultural celebration. The festivities will begin with the invocation dance, Ganesh Vandana, followed by a captivating medley of traditional Assamese performances, showcasing the rich cultural heritage of Assam. To conclude the evening, renowned singer Papon will enthrall the audience with a special celebrity performance, adding a melodious touch to the celebration of India’s maritime heritage and lighthouse tourism. The event promises to be a blend of tradition, art, and entertainment, bringing people together in a vibrant cultural showcase.

  • MIL-OSI China: Vacation town set to open near Universal Beijing Resort

    A new vacation town, located next to Universal Beijing Resort, is set to open in the second half of 2025. 
    Named “Wanli,” this ambitious commercial and entertainment complex spans nearly 500,000 square meters and represents an investment of over 10 billion yuan. 
    The project aims to introduce a variety of international brands and first stores to Beijing’s sub-center, enhancing the area’s appeal as a destination for leisure and tourism.
    The project includes three major sections: the Wangfujing WellTown outlet shopping center, the Nous Land Hotel, and the Tingyun Micro-Vacation Town. 
    Wangfujing WellTown, covering 190,000 square meters, is slated to become the largest outlet shopping center in Beijing. It will feature over 500 well-known domestic and international brands, with a focus on experiential retail, including art, sports, and entertainment, making up 50% of the space. Additionally, more than 60% of the brands will be debuting in Beijing’s sub-center.
    Tingyun Micro-Vacation Town is set to become a new hotspot for creative and experiential tourism. The town will feature unique elements such as a commercial street, a night market, boutique hotels, Tingyun Park, a live music venue, hot springs, and other themed attractions. The entire town will blend retail, lodging, music, art, and technology to create a distinctive vacation destination for Beijing residents and visitors alike.
    Meanwhile, the Nous Land Hotel promises to attract fashion lovers with its infinity pool and stunning views of the Universal Beijing Resort’s light shows. 
    Major construction work, including Wangfujing WellTown and the Nous Land Hotel, has largely been completed, and the steel structure for Tingyun Town is nearing 90% completion. Once operational, the complex is expected to draw over 40,000 visitors daily, injecting new energy into the local economy and supporting the high-quality development of Beijing’s cultural and tourism sector.

  • MIL-OSI Asia-Pac: SCST reviews preparatory work for test event to be held at Kai Tak Sports Park (with photos)

         The Secretary for Culture, Sports and Tourism, Mr Kevin Yeung, visited the Kai Tak Sports Park (KTSP) today (October 21) to inspect the construction progress of the KTSP and review the preparatory work for the test event to be held there on October 27 (Sunday).
          
         The first test event of the KTSP will take place at the Public Sports Ground on October 27, with around 1 000 invited spectators attending a local football match. With its proximity to the Sung Wong Toi Station of the MTR, it is expected that the majority of the spectators will make use of railway services to access the Public Sports Ground. The MTR Corporation Limited has made preparation for the operation arrangements of the Sung Wong Toi Station and Kai Tak Station earlier.
          
         At the visit today, Mr Yeung also asked the Kai Tak Sports Park Limited (KTSPL) to ensure smooth arrangements for the test event and enhancement measures of the pedestrian facilities and the environment to provide a good experience for visitors.
          
         “The first test event at the Public Sports Ground on October 27 marks a milestone for progressing to the official commissioning of the KTSP. The Government and KTSPL will organise multiple test events and drills. With the concerted efforts of different bureaux and departments, we are confident that the test events and drills will enable us to accumulate invaluable experience for better preparation of the full commissioning of the KTSP,” Mr Yeung said.
          
         As mentioned in “The Chief Executive’s 2024 Policy Address”, the major facilities of the KTSP will be completed by the end of this year. The KTSP, being the largest sports infrastructure project ever commissioned in Hong Kong, will be open in the first quarter of 2025. It will boost sports development and inject impetus into related industries such as recreation, entertainment and tourism, and also mega-event economy.
          
         To ensure smooth operations after its official commissioning, the KTSP will organise a series of test events and drills from end-October to the first quarter of next year. The schedule of test events will dovetail with the construction progress of the facilities in respective venues of the KTSP as well as the readiness of the operator. The test events and drills will begin from the periphery of the KTSP, followed by the testing of facilities within the precinct gradually. The number of participants at the test events and drills will also increase incrementally, from 1 000 as a start to around 50 000 participants eventually. It is expected that a total of around 150 000 to 200 000 participants will take part in the test events and drills before the official commissioning of the KTSP.

  • MIL-OSI Africa: International Monetary Fund (IMF) Reaches Staff-Level Agreement on an Extended Credit Facility Arrangement with São Tomé and Príncipe

    • IMF staff and the São Toméan authorities have reached staff-level agreement on economic policies and reforms to be supported by a new 40-month arrangement under the Extended Credit Facility (ECF), updating the agreement reached last year. This renewed staff-level agreement is subject to IMF Management approval and IMF Executive Board consideration, contingent on the implementation of the agreed prior actions and the timely confirmation of the necessary financing assurances from the country’s development partners.
    • The authorities’ ambitious reform program aims at restoring macroeconomic stability while laying the foundations for faster and more inclusive growth. This includes a sizable and front-loaded fiscal adjustment while protecting the vulnerable. The program includes decisive near-term reforms in the electricity sector and medium-term structural reforms to facilitate the green energy transition and unleash the country’s growth potential.

    An International Monetary Fund (IMF) team led by Mr. Slavi Slavov, Mission Chief for São Tomé and Príncipe, visited São Tomé during May 23 – June 5, 2024, and held virtual discussions in the recent months, to discuss with the São Toméan authorities IMF support for their policies and reform plans.

    At the end of the mission, Mr. Slavov issued the following statement:

    “The São Toméan authorities and the IMF team have reached a renewed staff-level agreement to support the authorities’ economic adjustment and reform policies with a new 40-month program supported by an arrangement under the Extended Credit Facility (ECF). The agreement is subject to approval by IMF’s Management and Executive Board in the period ahead, and is contingent on the implementation of prior actions by the authorities and the timely confirmation of the necessary financing assurances from the country’s development partners to cover the external financing gap.

    “São Tomé and Príncipe faced a very challenging 2023 and continues to struggle with high fuel import needs and depleted international reserves. Over the past few years, the country has been hit by multiple shocks, whose impact on the economy continues to reverberate. This includes the massive external shock in early 2023 when a major fuel exporter stopped supplying fuel on credit, opening a large external financing gap.

    “These factors, along with energy shortages, contributed to a slowdown of real GDP growth to 0.2 percent in 2022 and 0.4 percent in 2023. Inflation accelerated to 19.2 percent in April 2024 before declining to 12 percent in August, year-on-year. International reserves fell sharply.

    “The authorities’ program aims to restore macroeconomic stability, improve the living conditions of the population, foster the economic recovery, and promote sustainable and inclusive growth. The necessarily ambitious and front-loaded fiscal adjustment is crucial to lowering the high public debt and rebalancing the economy under a pegged exchange rate, but is designed with care to protect the vulnerable.

    “The authorities have already implemented significant reforms. They launched the Value-Added Tax in June 2023 and implemented a large fiscal adjustment in 2023. Fuel prices were adjusted, and explicit fuel subsidies have been eliminated in the aggregate. The central bank (Banco Central de São Tomé e Príncipe or BCSTP) ended monetary financing of the budget and implemented tightening measures.  

    “The authorities will make further efforts to strengthen tax and customs administration and to rationalize budgetary expenditures. These efforts will create the fiscal space for implementing growth-enhancing development programs that will help put public debt on a downward trajectory. In addition, the authorities will strengthen social safety nets and reinforce the existing targeted cash-transfer program for vulnerable households. Given the country’s high public debt, ensuring that new financing takes the form of highly concessional loans or ideally grants will be vital to ensure sustainability and also meet vital spending needs.

    “Moreover, the program will urgently implement near-term reforms to address the crisis in the electricity sector. This would alleviate pressures on public debt and foreign exchange reserves. To prevent implicit fuel subsidies and contain fiscal risks, the authorities will apply the fuel price adjustment mechanism in a truly automatic way on a monthly basis. The government will strengthen transparency and address governance weaknesses to reduce vulnerabilities to corruption. Finally, the authorities will strengthen the BCSTP, ensuring its autonomy and appropriate governance arrangements.

    “Over the medium term, structural reforms will unleash the country’s growth potential. These include the reform strategy for the energy sector with a focus on shifting towards renewable sources, encouraging domestic food production, fostering the tourism sector, adapting to climate change, and empowering women.

    “During the visit and subsequent virtual discussions, the mission met with President Carlos Vila Nova; Prime Minister Patrice Émery Trovoada; Minister of Planning and Finance Ginésio Valentim Afonso da Mata; Minister of Economy Disney Leite Ramos; Governor of the Central Bank Américo D’Oliveira dos Ramos; President of the Court of Auditors Ricardino Costa Alegre; other government officials; representatives of the private sector including banks; and development partners. The mission expresses its deep appreciation to the authorities for their cooperation and constructive policy dialogue.”

  • MIL-OSI Security: Defense News: Site for National Museum of the United State Navy formally announced

    The new NMUSN site is just outside of the historic Washington Navy Yard, at Tingey Street and M Street, and will give the public unfettered access to U.S. Navy history and heritage.

    “This ceremony marks a significant step forward in our journey to reimagine the Navy Museum,” said Secretary of the Navy Carlos Del Toro. “This is a testament to our unwavering commitment to preserving and honoring the rich history of our Navy, and to ensuring that its legacy continues to inspire and educate future generations.”

    The new NMUSN will act as an enduring memorial to honor the service of American Sailors, inspire selfless service, and enhance public understanding of the Navy’s history and heritage.

    “The new National Museum of the U.S. Navy will provide a dramatically improved opportunity for the American public to be inspired by the long history of valor and sacrifice of American sailors in the defense of our country, and to learn the vital importance of Seapower to our way of life,” said NHHC Director Samuel J. Cox, U.S. Navy rear admiral (retired). “It will showcase not only the legacy of the past, but also the global operations of the Navy today, upholding the freedom of the seas, upon which our freedom depends.”

    The vision for the new Navy Museum expands the traditional museum concept to a campus layout that combines the Navy Museum, a high-tech conference center, and retail space with dining options. It is intended to be a self-funded tourist destination that aims to intrigue, inform and inspire generations of visitors.

    The Navy has partnered with the Navy Museum Development Foundation (NMDF), a non-profit organization that seeks to help preserve, commemorate and share the history of the U.S. Navy. The Foundation will support the museum construction efforts and, once complete, its ongoing operation.

    During the ceremony, Vice Chief of Naval Operations Adm. James W. Kilby; Congresswoman Eleanor Holmes Norton; former Secretary of the Navy, Kenneth J. Braithwaite; and Deputy Mayor for Planning and Economic Development, DC, Nina Albert provided remarks.

    NHHC, located at the Washington Navy Yard, is responsible for preserving, analyzing, and disseminating U.S. naval history and heritage. It provides the knowledge foundation for the Navy by maintaining historically relevant resources and products that reflect the Navy’s unique and enduring contributions through our nation’s history and supports the fleet by assisting with and delivering professional research, analysis, and interpretive services.     Governments of Canada and Quebec kick off joint public consultations for Saguenay–St. Lawrence Marine Park Expansion Project

    October 21, 2024. – The Governments of Canada and Quebec announce that joint public consultations on the Saguenay–St. Lawrence Marine Park expansion project will be held this fall. Members of the public are invited to participate in these consultations, which are scheduled to take place from October 21 to December 13, 2024.

    These consultations are open to all interested parties. Participants will be able to learn about the project and share their opinions online beginning October 21, 2024. Members of the public will have until December 13, 2024 to express their views on the project by completing a brief online survey. Individuals or organizations who wish to submit a brief may also do so via the website.

    Five participatory events will be held in municipalities adjacent to the proposed expansion area. In each town where a consultation will take place, kiosks staffed by the marine park team will allow participants to discuss the project at their leisure and according to their areas of interest in late afternoon. An information and Q&A session will follow in the evening.

    Since the announcement in March 2023 regarding their shared intention to begin working to expand the boundaries of the marine park, the two levels of government have jointly carried out targeted consultations as well as outreach with Indigenous communities in order to take into consideration scientific and local knowledge as well as the viewpoints and interests of relevant stakeholders.

    The expansion project has been presented to representatives of approximately 230 organizations, including Indigenous communities, RCMs and municipalities, business owners and NGOs on both shores of the St. Lawrence Estuary.

    These discussions have led to a proposal to expand the boundaries of the marine park. Public consultations will provide interested members of the public and organizations an opportunity to express their views on the project, especially regarding the boundaries being proposed for the expansion, the objectives pursued as well as the associated challenges and opportunities. The information gathered will allow the two governments to make a joint and well-informed decision regarding the expansion project in 2025.

    Expanding the marine park would help enhance protection for belugas, rorquals and green costal areas, in particular by including all of the beluga’s critical summer habitat in the park. The project is also an opportunity to promote discovery and educational activities related to the St. Lawrence River as well as to support the maintenance and development of a sustainable tourism offer associated with the St. Lawrence River..

    The Radium Hot Springs Aquacourt, located in Kootenay National Park, hosts more than 200,000 visitors each year. The hot mineral waters that flow from the ground have drawn people to this place since time immemorial. These hot springs were known and used, both recently and historically, by the Ktunaxa and Secwépemc people for their therapeutic properties. They are sacred places of healing and rejuvenation.

    Today, the Honourable Steven Guilbeault, Minister of Environment and Climate Change and Minister responsible for Parks Canada, announced the completion of a federal infrastructure project to update and renew the Radium Hot Springs Aquacourt building of approximately $29 million. Members of the community marked the completion of the renovations at an event that also recognized the 75th anniversary of the start of construction of the Aquacourt. Building the Aquacourt was the first major construction project undertaken in the western national parks following the Second World War. The upgrades means that the Radium Hot Springs Aquacourt now offers a modern, safe, accessible and inclusive experience for visitors and community members alike.

    Investments in the Radium Hot Springs Aquacourt modernized the mechanical and electrical systems, including the installation of energy-efficient technology to leverage geothermal energy from the hot springs. The building was made more resilient to climate change through upgrades to the cold pool that help protect it from flooding and improve visitor safety. The installation of culverts under the building direct water flow to protect the foundation from erosion while safeguarding nearby fish habitats. The renovated restaurant, gift shop, and change rooms will support improved visitor experiences, along with a new rooftop sundeck and upgraded accessibility features including handrails, lifts, and improvements to the site entry and exit.

    Through infrastructure investments, the Government of Canada protects and conserves national treasures, while supporting local economies and contributing to growth in the tourism sector. By investing in the Radium Hot Springs Aquacourt, a Classified Federal Heritage Building, the Government of Canada is ensuring that future generations can continue to connect with nature in Kootenay National Park for years to come. These repairs and improvements ensure public safety and positive visitor experiences, support Parks Canada conservation efforts by incorporating green technologies and safeguarding natural habitats, strengthen climate resilience and protect built heritage in Canada.

    In Goldfield, Senator Cortez Masto visited the Goldfield Historic High School, a site that dates back to the early 1900s and remains an economic driver for the town. Cortez Masto and local small business owners discussed improvements and restoration efforts to preserve this critical piece of the Silver State’s cultural heritage. A champion of the Nevada’s economy, Cortez Masto is pushing legislation to support key tourism and outdoor industries in every corner of Nevada through economic development.
    In Luning, Senator Cortez Masto met with Ormat Technologies and toured a geothermal energy facility to highlight their work creating more good-paying clean energy jobs and bringing 21st century solutions to our climate challenges. Nevada is the second largest producer of geothermal energy in the nation and has one of the largest amounts of untapped geothermal resources in the country. Senator Cortez Masto has worked hard in the Senate to support our renewable energy economy. Her Geothermal Energy Opportunities Act was signed into law to make it easier to develop geothermal resources on some public lands, and she recently introduced bipartisan legislation to accelerate geothermal investments in Nevada.
    Senator Cortez Masto is a champion for Nevada’s rural communities, working across the aisle to deliver for families. In the Bipartisan Infrastructure Law, she secured funding for rural schools and over $460 million for broadband. She also made sure the law included her legislation to help rural counties with internet access at local schools and streamline federal broadband funding to improve internet access for rural areas.

    WASHINGTON – U.S. Senator Bill Cassidy, M.D. (R-LA) announced Louisiana will receive $4,084,100.00 from the Delta Regional Authority (DRA) to boost economic development and improve the quality of life for Louisiana communities and residents thanks to his Infrastructure Investment and Jobs Act (IIJA).
    “This is great news for Louisiana and an investment in our economy and workforce,” said Dr. Cassidy. “Thanks to the Infrastructure Law, which I helped negotiate, we can expect to see even more dollars coming our way.” 
    The 11 new investment projects will improve water and sewer systems, update transportation infrastructure, and bolster electrical reliability for 18,000 residents in communities across Louisiana. 
    Funding for these projects is provided by the States’ Economic Development Assistance Program (SEDAP), which provides direct investment into community-based and regional projects to support basic public infrastructure, transportation infrastructure, workforce training and education, and small businesses development with an emphasis on entrepreneurship, and the Community Infrastructure Fund (CIF), which targets physical infrastructure projects that help build safer, more resilient communities in the Delta region. DRA coordinates directly with the Office of the Governor for the State of Louisiana and its local development districts for program funding implementation.

         Following is a question by the Hon Yiu Pak-leung and a written reply by the Secretary for Culture, Sports and Tourism, Mr Kevin Yeung, in the Legislative Council today (October 23): Question:      The Central Government announced in February and May of this year to optimise the Individual Visa Scheme, expanding the scheme to 10 more cities (the 10 cities), creating a boost to the Hong Kong’s tourism trade. Some members of the tourism trade are of the view that the Hong Kong Special Administrative Region (HKSAR) Government should optimise the use of resources to enhance the promotional works in the aforesaid new source market and set corresponding performance indicators. In this connection, will the Government inform this Council: 1. the total number of inbound visitors from the 10 cities in the third quarter of this year, and its comparison with the third quarters of last year; 2. the items and expenditures involved in the promotional work rolled out by the Government in the 10 cities, as well as the performance indicators for such works; and 3. what are the plans that the Government have in the future to collaborate with the tourism trade to conduct business negotiations and trade visit to the 10 cities, so as to attract more overnight visitors from the Mainland to Hong Kong. Reply: President,      Individual Visa Scheme (IVS) was expanded to Qingdao and Xi’an on March 6, 2024, and further expanded to Taiyuan, Hohhot, Harbin, Lhasa, Lanzhou, Xining, Yinchuan and Urumqi on May 27, 2024. The scheme is currently implemented in 59 cities in the Mainland, covering all provincial capitals in our country, which allows more Mainland residents to explore Hong Kong’s unique appeals as a tourism destination more flexibly and conveniently.           In consultation with the Security Bureau, the consolidated reply to the question raised by the Hon Yiu Pak-leung is as follows:(1) The following table tabulates the total number of inbound visitors from the aforementioned 10 cities in the third quarter of 2023 and 2024, along with a comparison between the third quarters of the two years:

    (2) To attract more residents from the 10 cities to visit Hong Kong, the Culture, Sports and Tourism Bureau (CSTB) and the Hong Kong Tourism Board (HKTB) have rolled out a series of promotional activities including: (i) Promptly after the expansion of IVS to Xi’an and Qingdao, I led a delegation with the HKTB to visit these two cities in mid-March of this year to conduct promotions. This included holding briefing sessions to introduce the latest tourism products of Hong Kong to local travel agencies and other trade representatives. The briefing sessions were attended by more than 100 local media and trade representatives. Additionally, the HKTB launched outdoor advertisements in popular commercial districts of both cities to introduce new travel experiences in Hong Kong, resulting in a total exposure of 23.8 million views; (ii) After the expansion of IVS to all provincial capitals, the HKTB arranged for 20 trade representatives from eight cities, which includes Taiyuan, Hohhot, Harbin, Lhasa, Lanzhou, Xining, Yinchuan and Urumqi to visit various classic and trendy art and cultural attractions in Hong Kong in June of this year. The itinerary covered the Peak, theme parks, M+ and the Hong Kong Palace Museum in the West Kowloon Cultural District, as well as a city walk in Central, allowing an in-depth exploration of Hong Kong’s local culture. On June 16 this year, I also introduced Hong Kong’s latest tourism resources to Mainland media representatives who visited Hong Kong via the inaugural sleeper train of the Guangzhou-Shenzhen-Hong Kong Express Rail Link (XRL), and welcomed visitors from various Mainland cities to explore Hong Kong in depth. Subsequently, the HKTB continued to maintain close cooperation with local travel agents, launching unique products for IVS tours to Hong Kong. The HKTB also exclusively designed in-depth cultural and artistic tours as well as family-friendly travel products to meet the diverse needs of different types of visitors; (iii) Since April this year, the HKTB, has distributed nearly 30 000 sets of discount vouchers, each valued at HK$200, to visitors from the 10 cities through travel agents and airlines, stimulating visitors’ spending in Hong Kong; (iv) From late June to mid-August this year, the HKTB, in collaboration with relevant HKSAR Government Offices in the Mainland, visited Harbin, Lanzhou, and Urumqi to conduct offline activities like exhibitions and online promotions on social media platforms. These activities showcased Hong Kong’s year-round events with characteristic, special programmes and offers during the summer to local residents of those cities, achieving an audience reach of over seven million, generating a total exposure of more than 18 million views; and (v) The HKTB utilised promotions on social media by collaborating with Mainland short video platforms and inviting influential key opinion leaders to create micro-videos about Hong Kong tourism, generating word-of-mouth publicity. Depending on the circumstances of different markets, the HKTB also made use of channels popular among visitors in those cities to promote immersive, in-depth tours themed around “City walks” and activities appealing to the young generation, aiming to “soft sell” Hong Kong with fresh content and attract more visitors. The audience reach of the promotions on social media platforms exceeded 15 million while the number of views of short videos surpassed 42 million.      Based on the nature of the promotional works, the HKTB will continue to set various indicators, such as the number of visitors to the website, the audience reach, and the views of videos on social media, to assess their effectiveness. Since the aforesaid promotional activities have been subsumed under the HKTB’s promotional efforts across various areas, it is difficult to quantify the relevant expenditures separately. (3) The CSTB has been committed to promoting close collaboration within the travel trade, working together to promote Hong Kong tourism in the Mainland and overseas to attract more overnight visitors to Hong Kong, including ongoing participation in Mainland and overseas tourism promotional activities with representatives of the Hong Kong travel trade through the HKTB. For example, in November this year, the HKTB, together with representatives from the Hong Kong’s travel trade, will attend the China International Travel Mart in Shanghai, which is organised by the Ministry of Culture and Tourism. In addition, through provision of funding, the CSTB also supports the Travel Industry Council of Hong Kong (TIC) in organising trade visits. Since the resumption of cross-boundary travel, the TIC has made use of the CSTB’s funding to lead trade delegations to visit the nine Greater Bay Area cities, the Belt and Road cities as well as other Mainland cities respectively with a view to promoting business co-operation between Hong Kong and different cities. We will continue to encourage and support the TIC in organising more trade visits to destinations including the newly added cities applicable under IVS, so as to assist the travel trade in “bringing in, going out” and engaging in business collaborations and exchanges with trade representatives of different cities, thereby exploring business opportunities and promoting two-way tourism exchanges.

         Having consulted the relevant bureaux and departments, the consolidated reply to the question raised by the Hon Chan Yung is as follows:
     
         This year marks the 75th anniversary of the founding of the People’s Republic of China. To celebrate this important day with members of the public, the HKSAR Government has spared no effort in planning and launching a wide array of rich, diverse and creative celebratory activities before and after the National Day featuring the spirit of patriotism, so as to share the joy of the National Day with the public, while at the same time promote patriotism.
     
         Regarding part (1) of the question, the HKSAR Government and various sectors of the community has organised more than 400 celebratory activities before and after the National Day. Details of the events are available on the dedicated website (www.nationalday75.gov.hk). As at October 16, 2024, 38 amongst the 71 highlight celebratory events organised by various policy bureaux and departments had been completed. Please refer to the Annex for details.
     
         Regarding part (2) of the question, the HKSAR Government has organised a number of exhibitions with elements of patriotism, for example, the thematic exhibition “Brothers in Arms: War of Resistance Activities of the East River Column in Shenzhen and Hong Kong” exhibited at the Hong Kong Museum of the War of Resistance and Coastal Defence since September 4, 2024, and the “Glorious Voyage: Splendid Achievements of the People’s Republic of China in Its 75 Years’ Exhibition Series” at the Hong Kong Museum of History and Hong Kong Science Museum since September 27, 2024, etc. Moreover, the covered walkway of Sun Yat Sen Memorial Park is currently hosting the “Trendsetting Travel in China” display to showcase national achievements, whereas the thematic book exhibition “The Glorious and Momentous Days – Celebrating the 75th Anniversary of the Founding of the People’s Republic of China” is being held at various public libraries and the Hong Kong Museum of History. These exhibitions cover various themes across different areas, presenting a comprehensive display of the country’s development. Overall speaking, the exhibitions are effective and the response of the public is overwhelming. As at October 15, the exhibitions organised by the Leisure and Cultural Services Department (LCSD) have recorded over 300 000 visitors. The LCSD will continue to promote the exhibitions through various channels including online media, and organise related education and extension programmes to attract more locals and visitors.
     
         In addition, the National Security Exhibition Gallery, located at the Hong Kong Museum of History, is the first dedicated exhibition in Hong Kong to systematically introduce national security. It has been opened to the public for visits with free admission since August 7 this year and has already welcomed 100 000 visitors in just two months. This shows that the community attaches great importance to and is supportive for national security education. Visitors have given very positive feedback about the exhibition hall, and consider the exhibition contents rich, diverse, and educational. In order to attract more locals and visitors, the National Security Exhibition Gallery will roll out thematic exhibitions in mid-2025 for the 10th National Security Education Day and the 5th anniversary of the promulgation of the Hong Kong National Security Law.
     
         The HKSAR Government is truly grateful for the staunch support received from various sectors of the community and the general public, without such, these many celebratory events would not have completed so successfully. This fully reflects the passion and love from all Hong Kong citizens for our country. The HKSAR Government will continue to press ahead with perseverance and determination, bring together the community forces, and take on the responsibility to lead Hong Kong to a brighter future.

         Following is a question by the Hon Chan Yuet-ming and a reply by the Secretary for Culture, Sports and Tourism, Mr Kevin Yeung, in the Legislative Council today (October 23): Question:      It has been reported that the number of cruise ships arriving in Hong Kong this year is far lower than that in Singapore, and a related association has also withdrawn from Hong Kong. On the other hand, the Government mentioned in the Policy Address delivered last year that it would review the development of cruise tourism economy and announce an action plan in the first half of 2024. In this connection, will the Government inform this Council: (1) of the number of ship calls in Hong Kong in each of the past five years, as well as the numbers of inbound and outbound cruise passenger trips, and the age distribution and per capita spending of passengers; (2) whether further plans in the short, medium and long terms are in place to attract cruise ships to visit Hong Kong and consider Hong Kong as homeport; and (3) of the positioning of and division of functions between the Kai Tak Cruise Terminal (KTCT) and the Ocean Terminal, and how the occupancy rates of the commercial floor space of the two terminals compare with each other; as there are views that when compared with the Ocean Terminal, there is much room for improvement in respect of transport connectivity between the KTCT and the shopping malls nearby as well as the luxury goods and commercial contents of such shopping malls, how the Government will enhance the transport connectivity between the KTCT and the surrounding scenic spots and key shopping malls in the short term? Reply: President,      After the pandemic, the Government has been making all-out efforts in promoting the recovery of the tourism industry, amongst which Hong Kong’s cruise tourism is actually one of the work priorities. With the concerted efforts of the industry and the Government, a total of 30 cruise lines are scheduled to visit Hong Kong in 2024, representing an increase of 12 over 2023 and comparable to pre-pandemic levels. It is estimated that the non-local cruise passenger throughput this year will increase to about 330 000, representing an increase of 50 per cent compared with 220 000 the year before. Moreover, attributable to the efforts we have made, several new cruise lines will have their first ship calls in Hong Kong in the coming year, and new itineraries will also be launched by cruise lines to attract a more diverse sources of customers.           We sought views extensively from relevant local and international stakeholders of the cruise industry earlier on the development of cruise tourism in Hong Kong, and formulated an action plan for further promoting cruise visits to Hong Kong. It will be published together with the Development Blueprint for Hong Kong’s Tourism Industry 2.0 by the end of this year.           Having consulted the Development Bureau and the Transport and Logistics Bureau, below is the reply to the question raised by the Hon Chan Yuet-ming: (1) The total numbers of ship calls and cruise passenger throughputs in Hong Kong in the past five years are at Annex. Separately, according to a survey conducted by the Hong Kong Tourism Board (HKTB) in 2023, the onshore per capita spending of inbound cruise passengers embarking or disembarking in Hong Kong was about $3,000. Nevertheless, the contribution of cruise tourism to Hong Kong’s economy is not restricted to the spending by passengers, but also includes the expenses incurred in Hong Kong by the cruises (such as the expenses of arranging shore excursions or transport for passengers, reprovisioning for the cruises, berthing at terminals and hiring of ground crew members), as well as the onshore spending of crew members on leave.  We do not maintain statistics on the age distribution of cruise passengers. (2) The Tourism Commission (TC) and HKTB will continue to promote the development of Hong Kong’s cruise tourism through various measures, attracting cruises to visit Hong Kong, and leveraging Hong Kong as the homeport for passengers to start or complete their cruise voyages. Those measures include: (a) developing new cruise itineraries and visitor source markets. For instance, introducing cruise itineraries departing from the Mainland, Japan, Korea, Malaysia, the Philippines, Taiwan and Thailand to Hong Kong in the coming months; and stepping up the promotion and publicity of fly-cruise and rail-cruise packages; (b) facilitating cruise lines in making proper planning for cruises visiting Hong Kong, and providing them with various support and concessions, with a view to encouraging cruise lines to increase the number of ship calls, make overnight calls and leverage Hong Kong as the homeport; (c) supporting the tourism trade in fully leveraging Hong Kong’s unique tourism elements to design different featured shore excursions. Cruise passengers visiting Hong Kong this week will be arranged to join the Hong Kong Wine & Dine Festival, thereby creating synergy between cruise tourism and mega events. In addition, a night time itinerary of Hong Kong classic tram tour has recently been selected by a cruise line as one of its top 10 shore excursions in the world; (d) providing facilitation for inbound passengers who start their cruise voyage in Hong Kong, such as baggage delivery services for debarking cruise passengers to enable them to explore the city hassle-free. TC also co-ordinates ship calls with a large number of Mainland visitors, streamlining the boundary crossing arrangements, and arranging coaches for them to travel direct to the Kai Tak Cruise Terminal (KTCT) in just 40 minutes; (e) seizing the new opportunities brought about by cruise-related policies in the Mainland, such as the policy of allowing visa-free entry of foreign tourist groups aboard cruise ships at provinces along the country’s coastline, and the measures allowing Mainland visitors to travel to Hong Kong in transit to join international cruise itineraries involving port-of-call in Mainland cruise ports, thereby attracting international cruise lines to develop more cruise itineraries covering Hong Kong and Mainland ports; and (f) proactively participating in major industry events in the Mainland and overseas, and collaborating with ports in the Mainland and the Asian region to jointly promote Asia’s cruise tourism in these events. (3) Though complementing each other, the development and functions of the KTCT and the Ocean Terminal (OT) in Tsim Sha Tsui are not entirely the same and a direct comparison cannot be made between them. The OT was completed in 1966. Due to limitations in respect of water depth and clearance facilities etc, it can only accommodate small to medium-sized cruise ships with a gross tonnage of fewer than 90 000 tons and a smaller passenger capacity. Its floor area is primarily used for commercial purposes. As Tsim Sha Tsui has developed into one of Hong Kong’s premier shopping and sightseeing hot spots, passengers joining cruise voyages there can also be benefited. As for the KTCT, it is an infrastructure specifically built for the berthing of mega-size cruise ships and is able to accommodate simultaneously two mega-size cruise ships with a gross tonnage of up to 220 000. The terminal provides sufficient space and facilities for handling a large number of inbound and outbound passengers as well as their embarkation and disembarkation within a short period of time, but only has a small ancillary commercial area. The KTCT commenced operation in phases from mid-2013, and since 2015 and 2017 respectively, it has already surpassed the OT in terms of annual passenger throughput and the number of ship calls.      Upon getting onshore, cruise passengers may either join shore excursions with connecting transport arrangements provided by cruise lines or local travel agents, or travel to destinations by public transport. The KTCT is being part of the Kai Tak Development (KTD). With the gradual completion of the traffic network and commercial facilities within the KTD, cruise passengers will be provided with greater convenience and more options for shopping and sightseeing. Those options include the major retail facility adjacent to Kai Tak MTR Station opened in September last year and another commercial project comprising a large department store scheduled for opening in November this year. In addition, the Kai Tak Sports Park, to be opened in the first quarter of next year, will not only provide over 700 thousand square feet of retail and catering facilities, but also venues for hosting various types of mega sports, cultural and recreational events, thereby creating synergy effects with the KTCT.           There are currently four regular franchised bus routes serving the KTCT, with three of them connecting Kai Tak Station. Subject to demand, an additional special bus route directly connecting the station will also be provided by public transport operator during the berthing of cruise ships. The Transport Department has also planned to provide two additional franchised bus routes, one of them providing connecting services to Kai Tak Station via Sung Wong Toi Station, while another providing express services to Hung Hom and Tsim Sha Tsui direct.      Thank you, President.

         Following is a question by the Hon Benson Luk and a written reply by the Secretary for Culture, Sports and Tourism, Mr Kevin Yeung, in the Legislative Council today (October 23): Question:      The Kai Tak Sports Park (KTSP) will be officially open early next year, and the government departments concerned have currently commenced the preparatory work for the commissioning of the KTSP. In this connection, will the Government inform this Council: (1) whether the authorities have finalised the leasing arrangements and charge levels for the KTSP’s Main Stadium, Indoor Sports Centre, Public Sports Ground and the rest of precinct for reference by members of the industry and the public; if so, of the details; if not, the reasons for that; (2) given that Kai Tak Sports Park Limited (KTSPL) has undertaken to implement a Sports Events Support Scheme, which aims to waive venue hiring charges for sports events held in the KTSP or make direct financial contribution to sports events, whether the authorities have grasped the implementation of the Scheme at this stage; if so, of the details, including the number of local and overseas events involved; if not, the reasons for that; (3) as it has been learnt that at present catering and a variety of entertainment facilities are provided in the vicinity of venues where mega events are held (such as the Hong Kong Stadium), enabling spectators to get warmed up for the mega events and the vibrant atmosphere to continue before and after the matches, whether the authorities have formulated any short-term and long-term plans to increase the provision of similar facilities in the vicinity of the KTSP; if so, of the details (including the specific development plans); if not, the reasons for that; (4) whether the authorities will draw up guidelines to require KTSPL to make public announcements about an event certain days before the date of the event, so as to facilitate the stakeholders concerned to take forward as early as possible the related publicity work to attract inbound tour groups and visitors coming to Hong Kong under the Individual Visit Scheme; if so, of the details; if not, the reasons for that; and (5) whether the authorities have any idea of formulating an integrated development plan for the KTSP and the adjacent Kai Tak Cruise Terminal, so as to shape them into a core tourist landmark of Kai Tak and Kowloon City, thereby enhancing their synergy as a tourist attraction; if so, of the details; if not, the reasons for that? Reply:President,      Being the largest sports infrastructure project in Hong Kong’s history, the Kai Tak Sports Park (KTSP) is crucial to the Government’s implementation of sports policies of promoting sports in the community, supporting elite sports, developing Hong Kong into a centre for major international sports events, enhancing professionalism and developing sports as an industry. The KTSP will provide modern and multi-purpose sports and recreation facilities upon completion, including a 50 000-seat Main Stadium, a 10 000-seat Indoor Sports Centre, a 5 000-seat Public Sports Ground and about 14-hectare landscaped open space and other ancillary facilities.            Currently, the construction works of the KTSP has entered into the final phase and the KTSP will be open in the first quarter of 2025. The Government has established the inter-departmental Task Force on KTSP, led by the Chief Secretary for Administration, to oversee the smooth completion and commissioning of the KTSP and its publicity work, fostering the synergistic development of major sports events, innovative entertainment, dining, conventions and exhibitions, as well as tourism activities. The Task Force will also formulate thorough plans and conduct comprehensive drills on security deployment, crowd management, emergency response, and other areas. The Culture, Sports and Tourism Bureau (CSTB), Kai Tak Sports Park Limited (KTSPL) together with relevant bureaux/departments are planning various drills and test events to be conducted from October this year to February next year, with a view to fine-tuning and enhancing the operation model as well as various arrangements such as crowd dispersal and transportation when staging large-scale events. We will also adjust strategies as necessary to fully prepare for the commissioning of the KTSP.      My consolidated reply to the questions raised by the Hon Benson Luk is as follows:     (1) According to the contract between the Government and the operator, the hiring charges in respect of sports events and community casual hire of the KTSP (including the Main Stadium, Indoor Sports Centre and Public Sports Ground) shall be comparable to those of similar facilities provided by the Leisure and Cultural Services Department, educational institutions and other non-profit making organisations. The operator has to obtain approval from the CSTB for the hiring charges, so as to ensure that the sports sector and citizens can enjoy the facilities of the KTSP to promote sports development.      KTSPL has already provided organisers, who express interest in hiring facilities in the KTSP for staging large-scale events, with the relevant information with respect of their hiring proposals. As for the hiring charges for the general public in using individual facilities in Indoor Sports Centre and Public Sports Ground, the KTSPL will make the announcement later.(2) KTSPL undertakes to implement a Sports Events Support Scheme (the Scheme) to support sports events. Its financial commitment under the SESS is $1.583 billion in total, which is to be disbursed over a period of around 20 years. Commitment under the Scheme will be met either by waiving venue hiring charges for sports events held in the KTSP or by making direct financial contribution to any sports events. The above arrangements will encourage the operator to proactively promote the KTSP as “the destination” for local and international large-scale sports events. It is expected that the Scheme will be implemented next year. KTSPL is refining the details of the Scheme and will announce the application arrangement later.      The implementation of the Scheme will be monitored by the CSTB. If KTSPL does not fully utilise the estimated expenditure under the Scheme in a particular year, an amount equivalent to the outstanding commitment shall be paid to an entity (e.g. “national sports associations”) nominated by the CSTB for supporting sports.(3) The KTSP will provide a one-stop sports, leisure, catering and shopping experience for citizens and tourists. With respect of the catering services, the 57 executive suites in the Main Stadium are supported by catering service providers offering various kinds of upscale dining options. There are also some 30 bars and catering outlets in the Main Stadium which should be able to meet the catering needs as compared to other facilities of similar scale in the world. In addition, the KTSP will, with reference to the scale and needs of different events and matches as well as at the requests of organisers, arrange 10 to 20 mobile catering booths during the staging of large-scale events. The number of catering booths will be flexibly increased based on actual situation. Besides, there are over 700 thousand feet of retail, catering as well as leisure and entertainment facilities in the KTSP. Catering facilities include some 70 outlets of international cuisines and nine diversified concept restaurants at the Dining Cove where citizens and tourists can choose to dine in the indoor or outdoor areas and enjoy the breath-taking views of the Victoria Harbour. As regards leisure and entertainment facilities, the KTSP will provide facilities including a health and wellness centre, a bowling centre, an outdoor rock climbing area, beach volleyball courts, tennis courts, a covered 5-a-side football pitch and multi-purpose activity space for the public to enjoy.      The neighbouring districts of Kowloon City and To Kwa Wan which are in close proximity of the KTSP also provide an array of dining options. Citizens and tourists who visit the KTSP for matches or large-scale events can walk to the two districts for a taste of our local culinary delights, similar to walking from the Hong Kong Stadium to Causeway Bay or Tin Hau. The Government will continue to work closely with KTSPL to further enhance visitors’ experience as well as liaise with relevant departments and the Hong Kong Tourism Board to promote the leisure and catering options in the vicinity of the KTSP so as to create a synergy effect for bringing about local economic development.(4) KTSPL has been actively making contact and having commercial negotiations with local and international sports and non-sports events’ promotion bodies, organisations and agencies. Generally speaking, the promotion strategy of events is led by organisers whereas KTSPL, being the venue provider, has to act in concert with the plans of the event organisers. KTSPL cannot disclose details of the events before the organisers do so. Nevertheless, KTSPL will maintain close communication with event organisers and coordinate with their overall publicity plan and share more details of their events with the public in due course.(5) The KTSP and the Kai Tak Cruise Terminal (KTCT) are both located within the Kai Tak Development Area. The KTSP, upon completion, will provide retail and catering facilities as well as host different types of large-scale sports, culture or entertainment events, thereby providing cruise passengers with more options for onshore activities. The hotels in the vicinity of the KTSP will also offer an additional choice of accommodation for travellers.     On the other hand, the KTSP will drive the flow of people in the district and attract tourists to spend in Hong Kong during various large-scale sports, culture or entertainment events, promoting the economic transformation and development of Kowloon East. The Government will continue to enhance the KTCT’s function as a venue for conventions, exhibitions and other events. In preparing the work plans for the KTSP and KTCT, the CSTB will consider how the two major infrastructures could complement each other, with a view to creating synergies by fully leveraging the respective facilities.

    The Maritime Silk Road Cultural and Tourism Week launched in Guangzhou’s Yuexiu district on Oct. 16, offering residents and tourists an array of cultural activities.

    The event showcased Guangzhou’s 2,000-year history of cultural and commercial development through Maritime Silk Road-themed performances, exhibitions and trade activities. Visitors experienced traditional dances, opera performances, magic shows and cultural displays at various exhibitions and unique stalls.

    A digital exhibition on Guangzhou’s history featured modern technology, including foldable LED screens, AI photography and 3D cabinets for digital cultural artifacts, creating an immersive experience for visitors.

    The LXXVII National Scientific and Practical Conference of Students, Postgraduates and Young Scientists “Current Issues of Modern Construction” was held at the Saint Petersburg State University of Architecture and Civil Engineering from October 15 to 18. The conference brought together more than 1,000 participants and listeners not only from SPbGASU, but also from Moscow State University of Geodesy and Cartography, National Research Moscow State University of Civil Engineering, Chuvash State University named after I.N. Ulyanov, Saint Petersburg State University of Railway Engineering named after Emperor Alexander I, Novosibirsk State University of Architecture and Civil Engineering, Donbass National Academy of Civil Engineering and Architecture and other universities, giving them the opportunity to exchange ideas and test scientific results.

    The topics of the reports covered a wide range of issues in modern construction, including those related to computer science, information systems and technologies, technosphere safety, economic security, legal regulation of urban development and transport, and many others. The work was organized within 31 sections.

    Several reports at the architectural design section were devoted to the topic of Arctic development. Nikita Milov, a second-year master’s student at the SPbGASU Faculty of Architecture, presented a report entitled “Functional Zoning of a Site and Planning Structure of a Marine Terminal in the Northern Conditions (the City of Kandalaksha)” (supervised by Aleksey Mikhalychev, Associate Professor of the Department of Architectural Design).

    According to the author of the report, Kandalaksha can become a cultural and tourist hub for water routes of river and sea cruise transport. Nikita proposed breathing new life into this city by creating a new sea passenger terminal in it. It could include hotels, exhibition transformable spaces, and office centers.

    Museum complexes are necessary in the cities of the Far North, says Artem Martynenko, a second-year master’s student at the Faculty of Architecture of our university (his academic supervisor is Associate Professor of the Department of Architectural Design Sergey Ivanov). According to Artem, the development of territories located in the Arctic zone is one of the main tasks of the Russian Federation. To do this, it is necessary to create a pleasant, well-maintained environment, including for cultural leisure. It is also worth considering the modern policy aimed at patriotic education of youth and awakening interest in studying the history and culture of our country. Given these factors, the design and construction of museum complexes is becoming an urgent task for architects. Artem formulated the principles of designing museum complexes beyond the Arctic Circle: multifunctionality, which allows the complex to gather the maximum number of consumers and remain in demand all year round, taking into account climatic features when choosing design solutions, etc.

    Anzhelika Ivanikhina, a fourth-year bachelor’s student at the Faculty of Architecture (supervised by Milena Zolotareva, Deputy Dean for Research, Associate Professor of the Department of History and Theory of Architecture), spoke about the algorithm for using generative neural networks to form an architectural concept using the example of creating a glamping site at the section on the history and theory of architecture. The audience learned how work on one of the projects was carried out in the workshop where the student works. According to Anzhelika, there is nothing wrong with using generative neural networks. You need to start with analyzing the territory and the initial data; then you should develop a functional plan and functional zoning, determine the concept of a specific part of the general plan and develop sketches. After that, you can start creating a prototype for the neural network, then analyze and adjust it. The final stage will be color correction of the result, post-processing in editing programs.

    The architectural and spatial features of Omsk, using the central part of the city as an example, became the topic of the report by the second-year undergraduate student of the Faculty of Architecture Arina Peteshova (supervised by Milena Zolotareva). Arina believes that the central part of Omsk has unique architectural and spatial characteristics that can be successfully used for the further development of the city. It is necessary to optimize the planning of the urban environment, pay attention to the development of integration solutions for historical and modern buildings, and study the impact of new architectural projects on the existing urban structure.

    The creation of tools for processing data on the working hours of the organization’s employees is being carried out by a second-year master’s student of the Faculty of Engineering Ecology and Urban Economy Egor Abramov under the supervision of the acting head of the Department of Information Systems and Technologies Olga Yarkova. Egor gave a report on the topic of his research at the section of information systems and technologies. The student analyzed the information environment of the enterprise, formulated the requirements for the developed tools, and determined the methods and technologies for implementation. The researcher plans to develop an application for solving work tasks and performing additional functions.

    The conference “Current Problems of Modern Construction” was held within the framework of a subsidy from the federal budget to educational institutions of higher education for the implementation of events aimed at supporting student scientific communities No. 075-15-2024-854. Scientific materials of the conference will be published in a collection of materials indexed in the Russian Science Citation Index.
