         The two giant pandas gifted by the Central Government to the Hong Kong Special Administrative Region (HKSAR) arrived smoothly in Hong Kong today (September 26) from Dujiangyan, Sichuan. The Chief Secretary for Administration, Mr Chan Kwok-ki, officiated at the Welcome Ceremony to greet the two giant pandas.     The two giant pandas left the Dujiangyan Base of the China Conservation and Research Centre for the Giant Panda at 3.05am today. They then left Chengdu Shuangliu International Airport this morning and arrived at the Hong Kong International Airport at 11.05am.     Speaking at the ceremony, Mr Chan said that it doubled the happiness to welcome the two recently matured and energetic giant pandas, which were again gifted to the HKSAR by the Central Government, to join the Hong Kong family in the run-up to the 75th anniversary of the founding of the People’s Republic of China.     He said, “I would like to take this opportunity to express my heartfelt gratitude to the Hong Kong and Macao Affairs Office of the State Council, the National Forestry and Grassland Administration, the China Conservation and Research Centre for the Giant Panda, and the Sichuan Provincial Government for their time and tremendous effort in arranging the transfer of the giant pandas to Hong Kong over the past few months. This fully demonstrates the Central Government’s care and support for the HKSAR and recognises our efforts in conservation, caring and rearing of giant pandas, which is of great significance to Hong Kong.”     Mr Chan also thanked Cathay Cargo for arranging and sponsoring the entire transportation of the giant pandas from Sichuan to the Ocean Park Hong Kong (Ocean Park); and the Hong Kong Jockey Club Charities Trust for their contribution in enhancing the new giant panda facilities at the Ocean Park, as well as their support for the Park’s conservational education work related to giant pandas.     Upon their arrival in Hong Kong, the giant pandas were immediately transported to the Ocean Park. They will undergo a one-month quarantine period, followed by approximately one month to adapt to the new environment. The Culture, Sports and Tourism Bureau (CSTB) will maintain close communication with experts from the Agriculture, Fisheries and Conservation Department and Ocean Park, and subject to the health and adaptation conditions of the giant pandas, arrange them to meet the public as early as possible.     The two giant pandas have already had names in the China Conservation and Research Centre for the Giant Panda. The male giant panda is named “An An” and the female giant panda “Ke Ke”. To welcome these two giant pandas to the Hong Kong family, the CSTB will soon hold a citywide naming competition, inviting all Hong Kong citizens to exercise creativity and suggest meaningful new names for the giant pandas that highlight their characteristics. Besides, the CSTB will organise a large-scale painting competition, inviting all citizens to vividly depict the adorable nature of the giant pandas through their artwork. Details of the two competitions will be announced shortly.     In collaboration with the Ocean Park and Hong Kong Tourism Board (HKTB), the CSTB is also organising various promotional and marketing activities. The Government will seize the opportunity brought by the arrival of the giant pandas to connect different sectors of the society to actively plan and launch related promotional initiatives and create a joyful atmosphere to welcome the giant pandas in Hong Kong, thereby generating business opportunities for different sectors and boosting the economy.           ???To provide citizens and visitors with more information, the HKTB has launched a one-stop “Giant Panda Special Page” on its tourism information platform “Discover Hong Kong”. The Ocean Park has also established a “Hong Kong Giant Panda Fans Page” to provide update on the living condition of the two new giant pandas after their arrival in Hong Kong.

    The trend of increasing tourist flow to the capital continues. In the first six months of this year, Moscow received 12.2 million guests, which is six percent more than in the same period of 2019. This was reported by Sergei Sobyanin in his blog.

    “The absolute majority of tourists are our compatriots from other regions of Russia. Most often, people come to Moscow for vacation or holiday from St. Petersburg, Krasnodar Krai, Vladimir, Rostov, Tula regions,” the Mayor of Moscow noted.

    The average occupancy rate of hotels increased by 75 percent, which is 10 percent higher than the first half of 2023 and three percent higher than the first half of 2019. At the same time, the number of places to accommodate guests is also growing: five hotels with 507 rooms have opened since the beginning of the year.

    The contribution of tourism to the city’s economy is steadily growing. The volume of tourist and excursion consumption reached 650 billion rubles, of which budget revenues are estimated at 89 billion rubles. Both figures are a third higher than similar figures for 2019.

    Tourism growth is the result comprehensive support for the industry and close cooperation between the city and business.

    The majority of tourist traffic occurs during the May holidays and the summer vacation and holiday season.

    In the summer, 7.4 million tourists vacationed in Moscow. The average hotel occupancy rate was 78 percent, which is six percent more than the year before.

    At the same time, domestic tourism figures are also growing. This year, the capital was visited by 6.7 million people, which is 12 percent higher than the peak figures of the summer of 2019.

    Although the majority of travelers are Russians, every fifth guest at Moscow hotels this summer is a foreigner.

    The summer period brought 54.5 billion rubles to the city budget, and the volume of tourist and excursion consumption amounted to 398.1 billion rubles.

    The capital’s guests were especially fond of summer festivals, such as “Territory of the Future. Moscow 2030” and “Summer in Moscow. Everybody out on the streets!”

    The United Arab Emirates Culture Days, which took place this summer on Manezhnaya Square, attracted over 300,000 people in five days. Visitors enjoyed fashion shows accompanied by traditional music, tried popular national dishes, and learned about unusual crafts. At the site, one could become a guest of a wedding show or see oriental landscapes at an open-air photo exhibition.

    The Moscow Estates Festival was held for the third time and became a record-breaker both in duration and scale. The number of visitors exceeded 700 thousand – this is 1.6 times more than in the two previous seasons combined.

    More than three thousand events took place: masquerades, theatrical performances, symphonic music concerts and musicals in the scenery of old estates, historical picnics, outdoor games of gorodki, badminton and serso.

    The festival brought together 40 estates in the capital.

    “We have managed to form a new weekend culture among Muscovites and tourists: the number of visitors to some estates has increased several times compared to the same period last year,” added Sergei Sobyanin.

    Post stations where you could sign a postcard with a quill pen were popular. From there, tourists sent over 65 thousand such messages to different cities in Russia.

    Almost every second guest of the festival visited the pavilions of the “City Dacha”, 255 liters of jam were cooked from seasonal berries.

    This season of “Moscow Tea Party” guests tried and chose the tea blend that is most associated with Moscow. Now golden-amber black tea with the taste of black and red currants, strawberries, with the addition of cornflower petals, safflower, rosebuds and orange slices can be purchased in the capital’s coffee shops.

    The real discovery was the iced Moscow tea. Restaurants and cafes presented more than 800 types of the soft drink, and also offered unique recipes. Muscovites and tourists drank about 50 thousand liters of iced tea.

    More than 500 events took place on Tverskaya Square, the festival’s flagship venue. They were attended by over 400,000 people. The most popular were thematic theatrical performances, musical talks, and interactive lectures related to tea culture, which were accompanied by useful master classes.

  • MIL-OSI China: Foreign tourists flocking to Hainan

    The number of overseas visitors in Hainan province has been increasing thanks to the convenient immigration policies of the Hainan Free Trade Port, local authorities said.

    The entry and exit policies at the province are considered the most favorable in China, said Wang Haixing, director of the Haikou General Station of Exit and Entry Frontier Inspection, at a news conference on Thursday.

    In February, the National Immigration Administration implemented new policies to enhance visa-free entry opportunities for people from 59 countries who want to visit Hainan. In May, a 15-day visa-free entry policy took effect for foreign tour groups arriving in Hainan via cruise ships, and in July, visa-free entry for foreign tour groups entering the island province from Hong Kong or Macao was permitted for up to 144 hours.

    As of Thursday, 1.514 million inbound and outbound personnel have been inspected this year, up 278.5 percent year-on-year, according to the station.

    So far this year, 238,500 foreign tourists have entered Hainan visa-free, a 6.5-fold increase compared to last year, constituting over 80 percent of the total number of overseas visitors to the island.

    Wang said that visa exemptions have become the primary method for foreigners who want to visit Hainan, and they have facilitated the hosting of major international events such as the Boao Forum for Asia Annual Conference and the China International Consumer Products Expo.

    Luo Zhengyu, deputy director of the station, highlighted that the border inspection authorities have implemented a series of effective measures to ensure the smooth implementation of travel policies. For instance, the number of passenger inspection channels at all provincial airports has increased from 39 to 98, with the activation of 44 inbound and outbound express channels.

    “This expansion has significantly reduced passenger waiting times and improved customs clearance efficiency,” he said.

    Additionally, passengers from 59 nations who are eligible for visa-free entry in Hainan, as well as foreign tourist groups entering Hainan from Hong Kong or Macao visa-free for 144 hours, no longer have to fill out entry cards. Furthermore, passengers arriving by cruise ships are no longer required to provide fingerprint information.

    “We will introduce innovative measures to enhance the travel experience for Chinese and foreign individuals, further creating a more convenient and streamlined border inspection atmosphere,” Luo said.

    Two of Hainan’s major airports have launched 58 international passenger routes — 36 at Haikou’s airport and 22 at Sanya’s — connecting 31 cities in 18 countries and regions.

    This week alone, two international routes have been launched, and a third will open this weekend, bringing the total number of international flights to and from the island to 61 by the end of this month, according to Hainan Airport Group.

    On Tuesday, the route linking Taiyuan, Shanxi province, and Singapore via Sanya commenced operations. On Thursday, Haikou Meilan International Airport inaugurated its first route to the United States, offering service to Seattle, Washington. On Saturday morning, Boao International Airport will host the inaugural flight ceremony for the first international route from Qionghai to Kuala Lumpur, Malaysia.

    “For many foreign visitors, a trip to Hainan without plans has become a reality,” said Mai Weiwen, CEO of Hainan Wenhua Tourism Group. “Thanks to the increasing number of international flights being launched in Hainan, local travel agencies are seizing opportunities to expand their market by venturing abroad to overseas tourist source markets.”

    Russian expatriate Andreev Aleksei, a lecturer at Hainan University, is excited about the preferential visa-free policies.

    “I plan to invite my family members to Hainan due to the ease of travel without the need for visa applications,” he said, also highlighting the convenience of direct flights from Moscow to Haikou and Sanya, as well as from other international cities to Hainan, making travel to the tropical island more accessible for foreign visitors.

  • MIL-OSI China: Events announced to celebrate holiday

    A series of intangible cultural heritage events will be hosted around the upcoming National Day holiday, to enrich tourism experience and meet the cultural demands of residents and tourists, according to the third quarter media conference by the Ministry of Culture and Tourism.

    Hu Yan, deputy director of the ministry’s intangible cultural heritage department, said that during the National Day holiday, nearly 1,000 events centered on preserving intangible cultural heritage will be hosted across China, including exhibitions and hands-on experiential activities.

    Among these will be an exhibition and performing arts shows in Guangdong province, featuring intangible cultural heritage exchanges between the province and Shandong province. In Fujian province, an exhibition themed on landscape beauty will showcase intangible cultural heritage works created by 75 national and provincial-level representative inheritors.

    Intangible cultural heritage will also be highlighted in a series of events aimed at boosting tourism. The Xiaoxitian Temple in Xixian county, Shanxi province, a recently popular tourism attraction featured in video game Black Myth: Wukong, will organize inheritors to showcase their crafts at the site.

  • MIL-OSI China: China launches direct flights to Venice

    China’s financial hub, Shanghai, launched the country’s first direct air route to Venice, Italy, in response to growing travel demand, according to Shanghai Airport Authority.

    On early Thursday, flight MU785 departed from Shanghai Pudong International Airport with over 200 passengers, adding to the travel options available for the upcoming National Day holiday.

    Operated by China Eastern Airlines, the new air service utilizes an Airbus A330 aircraft. Flights are scheduled three times a week on Mondays, Thursdays and Saturdays.

    Qin Yun, chairman of Shanghai Airport Authority, said that this direct flight is expected to facilitate personal and economic and trade exchanges between China and Italy.

    Wan Qingchao, vice general manager of China Eastern Airlines, said China’s visa exemption policies have further stimulated these exchanges. By the end of September, the airlines had launched four air routes between the two countries, which are expected to further promote connectivity between China and Italy, and between China and the whole of Europe.

    This year, China is experiencing a faster-than-expected resurgence in both inbound and outbound tourism.

    Shanghai’s Pudong and Hongqiao airports can now reach 112 international airports across 48 countries, collectively handling over 83 million passengers in the first eight months. Notably, the flow of outbound and inbound passengers surged to nearly 23 million, marking a remarkable 119 percent rise year on year.

  • MIL-Evening Report: Australia’s air and tourism industries need government-backed insolvency insurance. Here’s why

    Australia has a long history of domestic airlines collapsing, often affecting thousands of travellers, yet the industry provides little or no recompense.

    Even the federal government’s recently released aviation discussion paper recognised the need for change by recommending important protections for passengers. These included making airlines honour refunds if flights were cancelled or significantly delayed.

    The 2024 Aviation White Paper included the most consumer friendly proposals in 30 years. However, there was one significant omission in the 156-page report.

    There was no mention of insolvency protection for airline passengers. To put it simply, if a domestic or international airline collapses there is little likelihood passengers who paid airfares will receive a refund.

    In most cases, passengers affected by airline collapses receive little or no compensation. Fewer than 20% of Australian domestic passengers pay for domestic travel insurance compared to the 90% of Australians who buy insurance when they fly internationally.

    A history of failed airlines

    Since 1990 we have seen the rise and fall of multiple Australian airlines. This includes Compass Mark 1, Compass Mark 2, Ansett Airlines, Impulse Air and Aussie Air.

    In May, Bonza collapsed after less than a year of operation. And more recently, services operated by REX (Regional Air Express) between capital cities stopped and its regional services are under pressure.

    Virgin and Qantas immediately volunteered to honour the inter-city bookings of some REX ticket holders. However, nearly all affected Bonza passengers lost their money because no other airlines flew the same routes.

    The risk of both domestic and international airline collapses affecting Australian travellers is real. Consumers are as entitled to be protected from that risk as they are from many other travel related risks.

    The UK and European approach

    The UK approach to insolvency insurance has worked well since 1973. The UK scheme is known as “ATOL” or Air Travel Operators Licence. It applies to package tour companies who sell air travel combined with land tours or accommodation

    This user-pays, government-guaranteed insurance cover is compulsory for all British travellers who book a package tour. It costs only A$5 per person. It guarantees a full refund and return flights to the passenger’s point of origin if the tour operator goes out of business.

    A similar scheme has operated in the European Union since 1990, its known as the European Package Travel Directive.

    As part of a 2024 book I co-edited with Bruce Prideaux, I focused on the collapse of the famous British tour operator, Thomas Cook in 2019.

    I also compared insolvency consumer protection in the UK with that of Australia and New Zealand.

    The Thomas Cook experience

    When Thomas Cook collapsed in the United Kingdom and Europe, 600,000 British and European Union passengers were fully refunded the cost of their tours and flown to their port of departure under their regions’ respective schemes. And the cost of their disrupted tours was refunded.

    Funding built into the UK scheme covered full refunds to affected passengers at negligible cost to government which guaranteed the scheme.

    By contrast, a far smaller collapse of two Australian based tour operators, Tempo Holidays and Bentours in September 2019 affected fewer than 1,000 passengers.

    However not all the affected travellers were refunded due to the limitations of the insolvency scheme run by what was then the Australian Federation of Travel Agents.

    Under this scheme travellers only receive insolvency protection if they pay by credit or debit card. There is a reliance on banks to refund if a tour operator becomes insolvent. If the passenger paid for their tour by cheque or cash, no refund applied.

    What Australia needs

    There are three key categories of business insolvency which affect travellers. The collapse of an airline, the collapse of a tour operator and the collapse of a travel agent.

    If the Australian government is genuinely interested in protecting travel consumers at minimal cost to the taxpayer we should be using the UK and European schemes as a model.

    A compulsory user-pays, government guaranteed insolvency protection scheme would cost the consumer very little and would be an ideal safety net for consumers in the event that their travel company goes bust.

  • MIL-OSI Economics: Status of Digital Financial Literacy in Lakshadweep Islands: Bottlenecks and Way Forward

    Today the Reserve Bank of India placed on its website a research study titled “Status of Digital Financial Literacy in Lakshadweep Islands: Bottlenecks and Way Forward” under the Project Research Study1. The study is based on the primary data collected from all the ten inhabited islands in Lakshadweep – Agatti, Amini, Andrott, Bitra, Chetlat, Kadmat, Kalpeni, Kavaratti, Kiltan and Minicoy – to analyse the present status of digital financial literacy and digital financial inclusion. While households were the primary unit of enumeration of the survey, SHG members, bank employees, school authorities, students and business-persons in the islands were also interviewed.

    The major findings of the study are the following:

    • All individual respondents in the surveyed islands reported access to bank deposit accounts. Not just access but the usage of deposit accounts was higher with about 90 per cent of the respondents reporting an operation of their accounts for the purposes of savings.

    • Though there was no gender gap in the access to bank deposit accounts, there was a considerable difference between men and women with regard to banking habits in general, usage of deposit accounts in particular. While about 91 per cent of the men operated their accounts by themselves, the corresponding figure among women was 71 per cent.

    • Not just basic literacy but also digital literacy, assessed in terms of possession as well as competency to use mobile phones and computers, was found to be high among the survey respondents.

    • Automated Teller Machines (ATMs) were the most popularly used means of digital banking in the islands. About 90 per cent of the respondents in the islands had ATM cards, while 80 per cent reported an actual usage of these cards. Internet banking was not widely prevalent in the islands and only about 38 per cent of the respondents used mobile banking.

    • Despite a high degree of financial inclusion and digital literacy, a major barrier towards digital financial inclusion in the islands was the poor Internet connectivity; respondents reported apprehensions about digital transaction failures, which often discouraged them from using Internet and mobile banking.

    • Only about 30 per cent of the survey respondents were familiar with digital hygiene habits assessed in terms of usage of public Internet connections, which can be risky; closing of digital payment apps after transactions; and usage of secure passwords.

    In sum, despite being secluded geographically and with limited economic activity primarily surrounding fisheries and tourism, the financial sector in the Lakshadweep islands is well-entrenched primarily on account of banks. Banks have played an important role in the financial inclusion of the islands. Going forward, strengthening of Internet and mobile network connectivity can be a key to expanding digital financial inclusion in the islands.

    HONOLULU – Attorney General Anne Lopez applauds the Hawaiʻi Supreme Court’s unanimous decision of Rosehill v. State of Hawaiʻi, Land Use Commission, where the court held that farm dwellings in the agricultural district cannot be used as short-term vacation rentals under Hawaiʻi law. In making its decision, the Hawaiʻi Supreme Court further held that courts must generally defer to agencies when interpreting ambiguous laws, expressly disagreeing with a controversial 2024 U.S. Supreme Court case that overruled the 40-year-old case of Chevron U.S.A., Inc. v. Natural Resources Defense Council, Inc.

     

    The County of Hawaiʻi has an ordinance that generally prohibits short-term vacation rentals in the agricultural district. In 2020, both the County of Hawaiʻi and certain owners of land in the agricultural district of the County of Hawaiʻi petitioned the state Land Use Commission (LUC) for declaratory orders regarding the legality of this prohibition under state law. The LUC held that a short-term vacation rental is not a permitted use of a farm dwelling in the agricultural district.

     

    On appeal, the Hawaiʻi Supreme Court agreed with the LUC, holding that a farm dwelling may not be used as short-term vacation rentals because “short-term vacation rentals undermine” agricultural purposes.

     

    In making this decision, the Hawaiʻi Supreme Court expressly deferred to the LUC’s interpretation of ambiguous Hawaiʻi law, stating: “In Hawaiʻi, we defer to those agencies with the naʻauao (knowledge/wisdom) on particular subject matters to get complex issues right.” In making this decision, the court expressly disagreed with the reasoning of the U.S. Supreme Court’s 2024 decision of Loper Bright Enterprises v. Raimondo, which overruled longstanding principles of federal judicial deference to agency interpretation of statutes.

     

    State leaders praised the Hawaiʻi Supreme Court’s decision.

     

    “Using agricultural lands for genuine agricultural purposes and ensuring that housing is allocated for our residents are two of the most crucial issues facing our state today,” said Governor Josh Green, M.D. “I commend that Hawaiʻi Supreme Court for making the right decision for the people of Hawaiʻi.”

     

    “Today’s decision makes clear that deference to administrative agencies is a principle with continued vitality in Hawaiʻi,” said Attorney General Lopez. “This decision reaffirms the importance of agency expertise under Hawaiʻi law.”

     

    “This was a win for preserving agricultural lands in Hawaiʻi. Short-term vacation rentals are transient accommodations effectively for vacation or tourist use and do not belong in the agricultural district. That was the LUC’s finding when a dozen Hawaiʻi island landowners applied to rent out their farm dwellings as short-term vacation rentals,” said Special Deputy Attorney General Doug Chin, a former Attorney General of Hawaiʻi and current partner at Starn O’Toole Marcus & Fisher who argued the case before the Hawaiʻi Supreme Court. “The Hawaiʻi Supreme Court unanimously upheld the LUC’s thoughtful and well-reasoned decision.”

  • MIL-OSI Asia-Pac: Text of Vice-President’s address at the 83rd CSIR Foundation Day Celebrations at the NASC Complex, New Delhi

    Good morning, all of you. 

    It could not have been more delightful for me, everyone present in this room is a role model for me. Your contributions are spinal, your contributions in silence are resonating with the last man in the last row, your efforts are changing Bharat. A great occasion for me to be here, this is a very distinguished premium platinum category that is defining the growth history of Bharat, home to one-sixth of humanity. 

    Professor Ajay K. Sood, rightly honoured with the civilian distinction of Padma Shri, Principal Scientific Advisor to the Government of India, his address though brief on account of constraints of time, was illuminating. He indicated synergetic stance being generated with all stakeholders to ensure sustainability of the rise of Bharat. 

    Dr. K. Radhakrishnan his lecture will be a feast to intellect, team excellence, team itself in hears excellence, team is something which is harmonious. Harmony doesn’t mean keeping your point of view to yourself, harmony means having enough space to voice the other’s point of view. It is heard with respect, not rejected by drop of a hat. Team excellence is the ultimate sublime evolution of it, then, Indian Space Odyssey and your life lessons.

    I have instructed my team to record it, I will have a look at it, as will millions, through our platform in Rajya Sabha and Parliament. 

    Dr. N. Kalaiselvi, Director General, CSIR, normally we say, the man is always in the move, gone are those days, she is always on the move, always in action, with passion, mission, and execution. 

    I very fondly remember the visit I had where she was there, I had the occasion to see for myself how the aviation landscape of skilling will be changed by what her team has created. I had the occasion to visit Dehradun and another institute in her absence, we are proud of her because she sacrificingly gives credit to everyone except herself. I was greatly touched by this reflection of Indian civilisational ethos.

    Dr. G. Mahesh he is a Chairperson of the CSIR Foundation Day Celebration, we are gratified and honoured by the presence of those who laid the firm foundations of CSIR who headed it as DGs Dr. Mashelkar is present here. 

    Dr. Samir Brahmachari  is amongst us but science is all about finding out. Everyone present here, particularly in the front row, is to be respected by us. Because like education, education never ends when you leave an institution, education is life long learning same they may have left legally CSIR but their bond continues. 

    I must mention the Central Electronics Limited chairperson, Mr. Jain, for one reason, the honourable minister, who is very passionate about this sector, he wanted to come, I dissuaded him please won’t, he was preoccupied unavoidably.

    Distinguished scientists, researchers, staff, and esteemed audience, my greetings to the entire scientific community in the country, we are beholden to this category for the contributions they have made to make a Viksit Bharat which is before us today. This day is a special day, not just for CSIR alone. This is a very special day for the nation because if we go into our historical perspective, we will find that ages ago, our Bharat had scientific prowess. We were global leaders, we were the centre of the globe when it came to scientific knowledge, the kind of discoveries and inventions that were made by us made the world proud, we lost our way somewhere, we are regaining that way. 

    It is your foundation day, but it is integrally connected with the firm foundations of Bharat, you are firming up those foundations of the most vibrant, functional democracy on the planet. You are firming up the foundations of a nation that is on the rise as never before, and this rise is unstoppable, the rise is incremental, and the destination of a developed nation by 2047 will be realised, if not earlier.

    What I see here is your activities and activities of your sister’s concerns.  It is an endorsement that we are on the way to regaining our past pristine glory in the world of science. As I said, your contributions are in silence, I am using the word “silos” in a positive sense, your activities are in silos, but they physically, positively, and affirmatively impact the lives of 1.4 billion people.

    CSIR can be defined as a catalyst scientifically and imaginatively for Ras. C for catalyst, S for scientifically, I for imaginatively, and R for rashtra. 

    Distinguished audience, it is my great honour and privilege, and it will forever be etched in my memory, that I am associating with the 83rd Foundation Day of CSIR. This is an occasion to commemorate and commend the past achievements, and also to look ahead, unfold a roadmap to be more significantly involved with the nation’s rise and global rise, because Bharat stands for Vasudev Kutumbakam.

    A journey that started in 1960, when I was in class four, and where we have come, is a recognition of the hard work you all have done. I am fully aware of the headwinds you face, the air pockets you endure, the difficult terrain you negotiate, and, on occasions, the lack of due recognition therefore an ecosystem existed earlier where you were contributing, but recognition was not forthcoming in the right form. Soothing to note that, in the last few years, recognition for the scientific community has increased. It has increased in several ways, including the government’s serious focus on it. The Prime Minister’s heart and soul are deeply connected to the scientific community. His belief in your power, prowess, and capacity to generate, at global level, those aspects of science which matter to humanity is evident. I am sure, therefore, that we are in good times.

    Now, there is an ecosystem in place where our scientists can fully exploit and expand their energy, exploit their talent, and contribute to the nation by unleashing their innovative skills. I was not surprised, because that was my expectation, but I was in disbelief when I went through the thematic exhibition, amazing things are happening. Imagine if, from bamboo, you can have wooden flooring. Imagine if, from bamboo, you can have something which far superior or equivalent to sagon teak wood and sagon teak wood life is 4 decades or so. It helps the farmer, and it creates wealth. I am making a reference only to only one, there were many such things, I was greatly touched. 

    These developments reaffirm my confidence, and the confidence of the nation, that Bharat is a factor to reckon with globally. Your tremendous accomplishments have emboldened me to assert that, in research and development, it is matter of time when we will be having our due share at the moment, we are on way to it., much remains to be done. Several energies have to converge, they have to converge diligently, they have to work togetherness and in tandem, there has to be the right amount of fiscal input.

    I am so glad that the Principal Scientific Advisor that is uppermost in his mind, you may not be aware, and it may not have been covered in the media, but he is your star batsman when it comes to securing everything for your scientific community. 

    Let me make a brief reference to the Union Budget 2024-25. He must have put his foot down, I am sure of it when the budget is formed, there are always too many claimants. He fought for your segment, got the due, and it can only be incremental henceforth. It emphasises the budget. Innovation, Research and Development, and Anusandhan – the National Research Foundation has been started. I leave it at that; you know it when a beginning is made, even by a toddler, it takes shape over the years, unstoppably. My congratulations to him, for being your advocate with the government, you are an able advocate. I am so glad. 

    The growth engine of the nation, any nation in the world, is driven by science and technology and this is fuelled by research and development, this makes the focus on research and development of paramount importance. I call upon you from this platform to come forward and generously invest in research and development. I look forward to the day when our corporates will figure in the top 20 global corporates that invest in research and development at the moment, there is none, that doesn’t mean our corporates are not doing enough, they are doing enough. In automobile and in information technology, much is being done but looking at our nation’s size, its potential, its position, and the growth trajectory on which it is, our corporates need to come forward to engage in research and development.

    The investment in research and development is lasting and this, distinguished audience, please note, has another cutting edge: soft diplomacy, if you get something, nations flock to you. We have that power, research and development is so integrated with security these days therefore, investment is for the nation. Investment is for growth. Investment is for sustainability. 

    I am concerned about one aspect in particular, and that aspect, fortunately for me, was voiced in a survey by CSIR, the sample size was 3,000. We must not do lip service to research and development, our contribution has to be substantial, the result has to be substantial, not cosmetic or superficial. We cannot just take pride in saying so much for research and development. The one doing research or development in academic institutions should not be in pursuit only of academic information. Research is not a simulation. Research is research, and I therefore appeal to everyone concerned to have SOP for it. Invest in that human resource or institution that can authentically engage in research and development. The two are separate, when I went to one of the IITs – all IITs are doing well, I am not naming the IIT for that reason – I was amazed that research and development were excellent, it was being done by professors and students. So, we will have to be on guard that merely because physical resources are committed, we cannot take pride, saying, “Oh, I have spent so much for research and development.”

    Investment in research and development, distinguished audience, has to be correlated to tangible outcomes and there are people in the front row who can evaluate what is a tangible outcome. 

    Friends, there is enough to say, but I will conclude by focusing on the state of the nation, state of the nation today is beyond my dreams. I never imagined it. I did not conceive of the earth as it is today, I did not have that contemplation. I am referring to 1989, when I was elected to the Lok Sabha. In 1990, I was a union minister. I will focus on four aspects. 

    One, we went to Jammu and Kashmir, Srinagar, as a member of the Council of Ministers. We stayed at a hotel near Dal Lake, everything was dull, not even twenty souls could be seen on the road, a state of dejection and hopelessness and it was declared in the Rajya Sabha, which I preside as chairman, that last year, two crore tourists went to Jammu and Kashmir. Where is the figure of twenty? Two crores, article 370, a temporary article of the constitution – the only article labelled as temporary was taken by some people, including those who had taken oath under the constitution to be permanent. It is no longer there.

    Second, I suffered the pain because, as a student, हमें पढ़ाया गया था कि भारत सोने की चिड़िया है। As a minister, I had the occasion to see our gold physically airlifted, to be placed in two Swiss banks to sustain our fiscal credibility, because our foreign exchange was around one billion US dollars. Now it is more than six hundred billion US dollars, mind you. We are getting things back rather than giving. I suffered the pain then when the World Bank and IMF would give us not advisories or advice, but peremptorily direct us: “Do this, otherwise…”  and now the same institutions, IMF says, India is a favourite global destination of investment and opportunity. World Bank says, digitisation of India and its penetration that happened in six years is otherwise not achievable in four decades or more. We are a role model, according to the World Bank, of digitisation, that happened there.

    Another aspect was that we had a system where corruption was rampant in power corridors, nothing could catalyse without a middleman, your pedigree was a password to opportunity and a job or a contract. Now power corridors are fully sanitised, the middleman has disappeared from the one-sixth of humanity, at least. Do we see middlemen around? No. All transactions are taking place digitally, without human interface. That is the change I never imagined. This change I am seeing myself. We were living in an era where there was privilege pedigree.some thought law was not for them, they were immune to law. They were not accountable to law, it was a concept not known to them but now, the privileged pedigree is feeling the heat of law and why not? Equality before the law is an inalienable facet of democracy. How can we call a nation a democratic nation if some people pass away more equal than others? That is the benefit to young minds and as a result of that, our youth are energised.

    The fourth point I wish to make is about the economy. I can’t even tell you the size of the Indian economy in 1990 was smaller than the city of London or Paris. Imagine. A decade ago, we were counted amongst the fragile five nations. A cliff hanging economy, a concern to the global community. Now we are a robust economy, we are amongst the five great economies of the world, we are the fifth largest, on the way to becoming the third, ahead of Japan and Germany, in two years. Our economic rise is like a plateau, affecting everyone. 

    In all this, the contribution of science is there, technology is there, corruption would have been there, Transparent, accountable governance would not have been there unless there was technology. Digitisation and penetration would not have happened but for democracy. People are adept at technology, they may not be very literate, but they know how to use the internet, how to avail themselves of services. This means the Great Marathon March for Viksit Bharat@2047. You are the major stakeholders. You may not be that visible on the screen, but you are the driving force of it. You will have to be contributing 24X7. 

    My best wishes to you, CSIR exemplifies excellence, academic brilliance and cutting-edge research. In the near future, we will doubtlessly see Bharat emerging as a global pioneer in the domains of science and technology that will help us script a new chapter in our growth story.

  • MIL-OSI United Kingdom: New Managing Director appointed for pioneering partnership

    The person tasked with positioning Liverpool as the ultimate global destination has been appointed.  

    Natalie Wyatt has been announced as the new Managing Director of the Local Visitor Economy Partnership (LVEP).

    Natalie, who starts the role at the end of October, will be instrumental in the strategic development and management of LVEP, a newly established body dedicated to enhancing the Liverpool City Region’s thriving visitor economy. The role will focus on destination marketing, stakeholder engagement, and promoting tourism on both a national and international scale. This role is crucial in amplifying the region’s reputation as a premier visitor destination, leveraging the unique cultural and environmental opportunities that the city region offers.

    Although yet to be officially named, the Local Visitor Economy Partnership (LVEP) has been put in place to significantly boost the region’s £5bn-a-year visitor economy, which currently employs around 51,000 people.

    This partnership, supported by local authorities in the city region, will be delivered in collaboration with the Liverpool City Region Combined Authority and Liverpool City Council. Chaired by Tony Hall CBE, Lord Hall of Birkenhead, LVEP aims to position Liverpool City Region as one of Europe’s major events capitals, maximising the economic benefits of its global appeal.

    Natalie brings with her a wealth of experience and expertise having previously served as Head of Marketing and Revenue Growth at Merseyrail. In her previous role, Natalie led the development and delivery of marketing and passenger communication strategies, strategic partnerships, and supporting major events across the Liverpool City Region.

    The rise and fall of the ancient megalodon (Otodus megalodon) is among the stories contained in a major new book by leading Australian palaeontologist, Flinders University Professor John Long.
     
    The Secret History of Sharks, to be launched at a special event hosted by the South Australian Museum, covers the complete, untold story of how sharks emerged as Earth’s ultimate survivors.
     
    Professor Long says: “Sharks have been fighting for their lives for 500 million years and today are under dire threat.
     
    “They are the longest-surviving jawed vertebrate on Earth, outlasting all five major global mass extinction events that decimated life on the planet.
     
    “But how did they thrive for so long? By developing superpower-like abilities that allowed them to ascend to the top of the oceanic food chain.”
     
    As well as the megalodon, the book describes a gigantic shark with a deadly saw blade of jagged teeth and bizarre sharks fossilised while in their mating ritual.
     
    Flinders University Strategic Professor of Palaeontology Long has been studying fossil fishes and sharks all his life, and draws upon his own experiences and adventures in remote localities around the world when he was involved in some of the key discoveries contained in the book.
     
    Over the past 30 years, Professor Long’s own research efforts led to the discovery of the first fossil found in the Kimberley region Gogo fossil field in Western Australia. This demonstrated how early sharks had remnant bone cells in their cartilage. He also named a fossil shark found in Victoria (Maiseyodus).
     
    Among a range of global experts in shark evolution and biology are Flinders University Southern Shark Ecology researchers Professor Charlie Huveneers and Dr Lauren Meyer who study the tourism attraction of White Shark (Carcharodon carcharias) cage diving in South Australia and elsewhere.
     
    Other novel research outlined in the book includes ways sharks contribute to medical advances and how Flinders University Professor Youhong Tang and other experts’ discovered the potential for marine vessels to copy the streamlined pattern of shark skin.

    The Mayor of London, Sadiq Khan, will today visit Times Square to see at first-hand how the iconic New York landmark could provide inspiration for the future regeneration of Oxford Street.

    Times Square and its surrounding areas have been comprehensively regenerated since 2009 to create a series new and enhanced spaces to walk, sit, and cycle, transforming it from one of New York’s most notoriously congested spacesinto a world-class civic space that has boosted economic activity and improved safety.

    Accompanied by Janette Sadik-Khan, a principal with Bloomberg Associates who was New York Transport Commissioner and the driving force behind the Times Square scheme under former Mayor Michael Bloomberg, the Mayor learnt how the project has doubled the amount of pedestrian space and led to improvements in public safety, air quality, and economic output.  As a result, 93 per cent of visitors said that the pedestrian plaza makes Times Square a more pleasant place to be. The number of pedestrians in Times Square soared by nearly a quarter in just five years, to 482,000 people a day in 2013, helping spur a more than doubling in the value of retail space in Times Square as major retailers opened new stores. Within two years of the project being implemented, Times Square was made the list of the 10 most desirable locations to do business, according to Cushman and Wakefield. 

     In total, more than 110,000 square feet of pedestrian space has been created, leading to a 40 per cent reduction in pedestrian injuries and a 15 per cent drop in road traffic casualties. Crime in the area fell by 20 per cent and more than 80 per cent of visitors said that they feel safer. While it comprises only 0.1 per cent of New York City’s land area, Times Square supported nearly 10 per cent of the city’s jobs before the pandemic, generating 15 per cent of its economic output. 

    Last week, Sadiq set out proposals to transform Oxford Street to ensure it can be a catalyst of London’s economic prosperity for decades to come. These proposals include transforming it into a traffic-free pedestrian boulevard and delivering an enhanced experience for shoppers, residents, employees, visitors and tourists.

    Sadiq believes that Times Square can provide inspiration for the future regeneration of Oxford Street, creating new jobs and economic prosperity.

    The Mayor is in New York this week to encourage US businesses to expand and invest in London, and promote the capital as an unrivalled destination for tourists and sporting events.

    The Mayor of London, Sadiq Khan said: “I am delighted to visit Times Square to see how the incredible regeneration here can provide inspiration for our plans for Oxford Street.

    “We have a once-in-a-generation opportunity to transform Oxford Street to deliver a safer, greener part of the capital that creates new jobs and boosts growth for London and other parts of the UK.

    World Tourism Day has been celebrated on September 27 for over 40 years. This international holiday was established to popularize travel, evaluate the industry’s contribution to economic development, and establish and strengthen ties between different cities and countries. This year, Moscow will host excursions, games, and competitions dedicated to World Tourism Day. You can join them in the VDNKh museums, as well as in the tourist information centers located in Zaryadye Park and on the territories of the Southern and Northern River Terminals.   • MIL-OSI Australia: NSW Government delivers funding to support all recreational fishers

    The Minns Labor Government has today announced funding of $1.8 million for grants to improve recreational fishing as part of the 2024/2025 Recreational Fishing Trust grants program.

    The NSW Government is committed to supporting recreational fishing and making it more accessible to everyone across the state.

    This is demonstrated in funding for 21 projects that will contribute to the delivery of the Government’s election commitment to make fishing more welcoming to people with disabilities.

    Some of the newly funded projects enabling better access include:

    • $375,000 in the Shoalhaven to repair, refurbish and upgrade five fishing platforms with improved accessibility
    • $98,300 in Hay to allow better and safer access to a local fishing platform and boat ramp
    • $11,035 in Davistown to replace ageing platform and build a pedestrian bridge with disabled access
    • $26,210 in Tumbulgum to provide local fiish cleaning facilities next to the jetty with disabled access
    • $79,500 in Port Macquarie/Hastings for multiple fish cleaning facilities
    • $10,000 for Fishing4All to introduce people with intellectual impairment to fishing 

    In total, 24 projects from external applicants will receive $1.8 million in funding, as recommended by the Recreational Fishing

    NSW Advisory Council. The areas receiving funding cover the following:

    • $717,612 – fishing access and facilities
    • $85,000 – recreational fishing enhancement
    • $552,000 – recreational fishing education
    • $444,000 – aquatic habitat protection and rehabilitation

    The next funding round for Recreational Fishing Trust Grants will open on 6 November and will open up for applications the Government’s new $2 million recreational fishing small infrastructure grant program.

    This new program will make it easier for fishing clubs, community groups and other organisations to apply for funding for grassroots projects.

    As part of the next round, the Government will boost communications with all fishers and clubs so that they know when and how to apply for grants to improve their local areas.

    Minister for Agriculture and Regional NSW, Tara Moriarty said:

    “Fishing licence fees have been put to work to improve the state’s recreational fishing facilities, fishing habitats and opening up fishing to more people.

    “I am pleased to see some significant new facilities being funded to welcome people with a disability into fishing around our state, both inland or along the coast.

    “There are some big and small projects that will benefit many people, including Morisset High School receiving funding for students with disabilities to engage with fishing, to a fly-fishing day for people who have experienced breast cancer in the New England region.

    “The NSW Government is committed to supporting the recreational fishing community and seeing it contribute to regional tourism where it is creating jobs and generating income.”

  • MIL-OSI Australia: Learmonth Airport benefits from better mobile coverage for regional Western Australians

    The Albanese and Cook Governments have today welcomed a boost to mobile coverage and digital connectivity for travellers through Learmonth airport in Western Australia’s Gascoyne region, following the completion of a new mobile base station.

    The site was built by Telstra under the Commonwealth’s Regional Connectivity Program, with co-funding from the WA Government.

    Learmonth airport, located on a Royal Australian Air Force base, is the primary airport for the Exmouth region, including the World Heritage-listed Ningaloo Marine Park.

    With the 3G network switching off on 28 October, the new 4G and 5G coverage will significantly improve mobile reception for the airport, local residents, tourists and fly-in, fly-out workers.

    The 25-metre-tall tower will cover an area of about 208 square kilometres.

    The State Government has contributed $35.7 million towards 89 projects across Western Australia so far under three rounds of the Regional Connectivity Program, which is delivering better mobile, internet and digital services to regional areas.

  • MIL-OSI China: Shanghai Disneyland to adopt real-name ticketing policy

    Shanghai Disney Resort announced on Tuesday that it will make a significant adjustment before the end of the year by introducing a real-name ticketing policy, requiring visitors to provide the name on their valid government-issued IDs in order to purchase admission tickets.

    Since its grand opening in 2016, a visitor to Shanghai Disney Resort could buy up to five tickets at one time using their own ID card, leading to clear loopholes for ticket scalping. 

    Once this new policy is implemented, each guest will be required to use their own government-issued ID to book an admission ticket, and a valid government-issued ID can only be used to purchase one ticket for the date of visit. When entering Shanghai Disneyland, each guest must bring and provide the valid government-issued ID that was used at the time of ticket purchasing. This policy also applies to guests purchasing the Shanghai Disneyland Annual Pass with each guest required to use their own government-issued ID to purchase their own annual pass. A valid government-issued ID can only be used to purchase a single annual pass.

    The resort further noted that the new real-name ticketing policy will apply to all guests, including those eligible for special tickets such as children, seniors and guests with disabilities. To streamline the process of verification for children, a child’s age will be the only criteria needed once this new ticketing procedure is in effect. Children from the age of 3 to 11 years old are eligible to purchase child tickets on the day of their visit to the park. Children under the age of 3 years old will receive free park admission. 

    Additionally, for Chinese mainland children who have not yet obtained an ID card, an acceptable ID certificate can be used to purchase a ticket and enter the park. Guests under the age of 16 must be accompanied by a guest who is 16 years of age or older in order to enter the park.

    The official launch date and detailed ticket-purchasing guidelines will be announced closer to the policy’s effective date, according to Shanghai Disney Resort’s announcement for this new policy. Tickets or annual passes purchased before this date will not be affected. Shanghai Disney Resort stressed that this new policy aligns with its commitment to enhancing guest experience and supports the resort’s ongoing collaboration with relevant government authorities to combat illegal activities that harm its reputation, business and normal operations.

    In fact, real-name ticket purchasing requirements have been widely implemented and accepted across China for years, particularly in sectors with high visitor traffic such as popular tourist sites, cultural events and transportation, including railways and airlines. For instance, since 2015, the Palace Museum in Beijing has used real-name ticketing to combat ticket scalping. Similarly, 17 well-known tourist attractions in Shanghai as well as venues also require visitors to provide their real name in order to purchase tickets. This includes the Oriental Pearl Radio & TV Tower, the Shanghai Astronomy Museum and the Shanghai Natural History Museum.

    Shanghai Disney Resort in their announcement for this new policy urged guests to only buy its products and services through official and authorized channels, warning that purchases from other sources are likely either counterfeit or fraudulent and could result in financial loss to the buyer.

    Artists from Guangdong Province, southern China, showcased the charm of China’s Lingnan culture to New Zealanders at the National Museum of New Zealand in Wellington on Wednesday evening.

    This cultural promotion event was jointly held by the China International Cultural Association, the Chinese Embassy in New Zealand, the Guangdong Provincial Department of Culture and Tourism, the China Cultural Center in Wellington, and co-organized by the Federation of the Chinese Association of New Zealand. It aims to promote exchanges and mutual learning of civilizations between China and New Zealand.

    At the beginning of the event, five inheritors of intangible cultural heritage from Guangdong presented a unique performance, including the Lingnan school of Guqin art, Chaozhou Kung Fu tea art, Canton Porcelain, and art of Dongguan agarwood incense.

    The performances also featured Chinese folk musical instrument performance, Chinese folk song and dance, attracting more than 200 people. At the final of the show, the audience cheered and applauded in ovation for the artists’ performance.

    A Wellington citizen who named herself only as Barbara told Xinhua that this has been the largest Chinese cultural event ever held in Wellington since COVID-19, and the whole show was “amazing” and “impressive”. The programs about Chinese tea especially broadened her horizon as a tea lover.

    “China is the hometown of tea and the birthplace of the tea culture in the world,” she said, “I truly immersed in the profoundness of Chinese tea culture in this event.”

    Zhang Yimin, deputy director of the Guangdong Provincial Department of Culture and Tourism, said it is exciting to be here to engage in friendly exchanges by enjoying tea and artistic performances.

    He hoped this event will help New Zealanders gain a deeper understanding of Guangdong’s culture and tourism, further promote cultural and tourism exchanges and cooperation between Guangdong and New Zealand, and inject vitality into the long-term friendly exchanges and mutual learning of civilizations between China and New Zealand.

    Guangdong Province is the heart of Lingnan culture, the starting point of the Maritime Silk Road, and a pioneer in China’s reform and opening-up. The province is working together with Hong Kong and Macao to build the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) into a world-class tourism destination, Zhang added.

    New Zealand exporters will welcome the news of a new free trade agreement between New Zealand and the United Arab Emirates signed today, says ExportNZ.
    “The deal between the UAE and NZ looks to be a comprehensive agreement between our two countries, and the immediate tariff reductions will be warmly welcomed by NZ businesses exporting goods and services into the Gulf State,” ExportNZ Executive Director, Josh Tan said.
    “Once enforced, the FTA will eliminate 98 per cent of tariffs on NZ goods entering the UAE, streamline customs entry for goods, and will help to reduce other barriers to trade.”
    NZ’s current main exports to the UAE include dairy, meat, industrial products, horticultural products and tourism.

    WASHINGTON – U.S. Senator Lindsey Graham (R-South Carolina) today introduced a bill that would restrict one of the biggest magnets for illegal immigration into the United States. Graham’s Birthright Citizenship Act of 2024 stops the practice of granting citizenship to both the children of illegal immigrants and the children of non-immigrants in the U.S. on temporary visas.
    The exploitation of birthright citizenship is a major pull factor for illegal immigration and a weakness for our national security. The United States is one of only 33 countries in the world with no restrictions on birthright citizenship. In 2018, Senator Graham supported President Trump’s executive order eliminating birthright citizenship for children born to illegal immigrants on American soil.
    “It is long overdue for the United States to change its policy on birthright citizenship because it is being abused in so many ways,” said Senator Graham. “One example is birth tourism, where wealthy individuals from China and other nations come to the United States simply to have a child who will be an American citizen. When you look at the magnets that draw people to America, birthright citizenship is one of the largest. It is time for the United States to align itself with the rest of the world and restrict this practice once and for all.”

    Recently, two individuals from California were found guilty in a “birth tourism” scheme. Predominantly Chinese clients paid the operators of a “maternity hotel” tens of thousands of dollars to come to the U.S. to give birth. Clients were coached on how to lie during the admissions process.
    A 2022 Senate Homeland Security & Governmental Affairs Committee report found a birthing company catering to the wives of Russian oligarchs, celebrities, athletes, and public figures.
    The Birthright Citizenship Act of 2024:
    Specifies who can receive citizenship by virtue of their birth in the United States, including children born to at least one parent who is either:
    A citizen or national of the U.S.,
    A lawful permanent resident of the U.S., or
    An alien performing active service in the armed forces.
    This bill only applies to children born after the date of enactment.

  • MIL-OSI New Zealand: New Zealand concludes trade agreement with the UAE

    New Zealand and the United Arab Emirates have concluded negotiations on a trade agreement, which will unlock economic opportunities for Kiwi exporters and create stronger supply chains with one of our most important trading partners in the Gulf region.

    This agreement was concluded in just over 4 months following the launch of negotiations on 7 May this year, making this New Zealand’s fastest-ever trade agreement negotiation, and the most trade liberalising of any of the UAE’s CEPAs to date. 

    “This shows the Government’s commitment to opening doors and reducing costs and barriers for Kiwi exporters,” Mr McClay says. 

    The announcement follows formal talks between Trade Minister Todd McClay and his UAE counterpart Minister of State for Foreign Trade Dr Thani bin Ahmed Al Zeyoudi in Wellington.

    “Our Comprehensive Economic Partnership Agreement (CEPA) with the UAE will eliminate duties on 98.5 per cent of New Zealand’s exports immediately on entry into force, rising to 99 per cent within three years. This will create new opportunities for New Zealand businesses in the dynamic UAE market, contributing to our ambitious target of doubling exports by value in ten years,” Mr McClay says. 

    “The UAE is a key export destination and hub in the Gulf region. In the year to June 2024, two-way trade was valued at NZ$1.3 billion. The UAE is one of our largest markets in the Middle East, and a top 20 export market overall.” 

    New Zealand dairy exports to the UAE amounted to $718 million, industrial products $237 million, red meat $46 million, horticulture $44 million, and tourism $31 million. 

    New Zealand imported $152 million of products and services from the UAE over the same period, including plastics, carpets, travel services and glass.

    In addition to removing tariffs, the CEPA includes new commitments which will provide greater certainty for New Zealand services exporters when operating in the UAE. 

    The CEPA’s Investment Facilitation chapter, and a Bilateral Investment Treaty concluded alongside the CEPA, will together provide a framework for broadening and strengthening our investment relationship and help increase two-way investment with the UAE. The agreement does not include Investor-State Dispute Settlement (ISDS).

    Professional services, education services, and the audio-visual and gaming sectors, as well as engineering and environmental services will all benefit from this Agreement.

    The CEPA also includes chapters on intellectual property, sustainable development, labour, sustainable agriculture, climate, and on indigenous trade. We have also secured New Zealand’s Treaty of Waitangi exception to allow us to meet treaty obligations. 

    H.E. Dr Al Zeyoudi says New Zealand is a long-standing and highly valued trade partner of the UAE. 

    “The Comprehensive Economic Partnership Agreement will further strengthen our bilateral relations and boost private-sector opportunity in both nations. The conclusion of our CEPA is also an important step forward in realizing our shared ambition to secure long-term prosperity for our peoples and nations alike.”

    Tourism is Alberta’s number one service export sector, bringing jobs, dollars and prosperity into the province’s economy. The 2023 tourism indicators make it clear: investments made by Alberta’s government in the province’s tourism sector are paying off. According to the latest data from Statistics Canada, in 2023 visitors spent $12.7 billion in Alberta, surpassing 2022’s record-setting $10.7 billion by nearly 20 per cent.

    In addition, international visitor spending surpassed pre-pandemic levels, injecting $2.9 billion into Alberta’s economy in 2023. This is an increase of more than 25 per cent from the previous high of $2.3 billion in 2019.

    “This past February, Alberta’s government launched a long-term tourism strategy, setting the bold and ambitious goal of growing Alberta’s visitor economy from $10 billion in annual visitor expenditure to $25 billion annually by 2035. The strength of Alberta’s tourism industry—as demonstrated by our record-breaking year—show that the strategy is working. We are well on our way to reaching our goal.”

    Alberta’s tourism strategy focuses on the five key pillars of leadership and alignment, competitive product, people and careers, expansion of access and Indigenous tourism to drive the province’s visitor economy to new heights. Travel Alberta, the province’s destination management organization, is key to the tourism strategy.

    Notably, Travel Alberta’s investments in growth projects drove $155 million in total economic impact, creating jobs across the province. The organization also secured more than 300,000 direct airline seats to Alberta from international and transborder target markets, yielding nearly $11 in visitor spending for every dollar invested.

    Good morning, distinguished guests.

    It always is a pleasure to be back at the IFN Asia Forum 2024. A year ago, we discussed the potential of Asia and the potential contributions of Islamic finance in strengthening regional financial intermediation. Well Asia is certainly delivering amidst global headwinds. Asia’s economic growth continues to gain momentum, driven by stronger domestic demand, rebound in tourism, and robust export activity. Undoubtedly there are pockets of weaknesses but the areas of strength offsets these. In 2023, the region recorded 5% growth, exceeding the global growth of 3.3%. Asia also offers many opportunities for the green economy. The market for green businesses in Asia is projected to grow between USD4-5 trillion by 2030, generating over 14.2 million green-related jobs. The region also requires an annual investment of at least USD1.1 trillion to meet climate and mitigation adaptation needs.

    As for Malaysia, our long-term GDP growth from 2011-23 averaged 4.3%. This surpassed the median long-term growth rates of regional and A-rated peer countries of 3.6% and 2.9% respectively. We have a positive outlook for the economy. We’re expecting this year to be around 5% above our long-term average. Unemployment rate is low, households are still spending, and we have a healthy pipeline of new and on-going projects to support investment in Malaysia. National initiatives under the National Energy Transition Roadmap, New Industrialisation Master Plan 2030 and Green Investment Strategy provide strategic direction as to where we hope capital will flow. So notably, Malaysia recorded a 326% y-o-y growth in green investments to USD1.03 billion in 2023, signalling favourable opportunity in this space.

    Malaysia’s economic prospects are indeed quite favourable. The ringgit, along with regional currencies, have been appreciating against the US dollar notably since early July following greater clarity on the interest rate path of developed countries, especially the US Federal Reserve. The narrowing of interest rate differentials with the US would be conducive to favour portfolio inflows, especially given Malaysia’s positive economic prospects. The domestic landscape is also quite positive. Ongoing government structural reforms, subsidy rationalisation and social protection enhancements offer a window of opportunity to pursue meaningful change. Furthermore, the coordinated actions between the Government and BNM, which has already facilitated a better balance for flows, will continue and this will provide sustainable support for the ringgit. Importantly, ongoing structural reforms by the Government coupled with improving economic prospects will continue to sustain global interest for investment in Malaysia.

    The Hon’ble Vice-President of India, Shri Jagdeep Dhankhar today stated that Bharat is now one of the most buoyant economies in the world and a favorite destination for global investment. Delivering the inaugural address at the 2nd edition of the Uttar Pradesh International Trade Show 2024, held in Greater Noida today, Shri Dhankhar highlighted, “Today, Bharat is a near $4 trillion economy that has 8% growth prospects for decades to come. India is now a global happening place and Uttar Pradesh, the state bubbling with activity”.

    Praising the country’s infrastructure development, Shri Dhankhar cited  addition of 8 new airports annually, rapid expansion of metro systems, and the daily construction of 28 kilometres of highway. Shri Dhankhar pointed to the 12 new industrial zones taking shape under Prime Minister Modi’s leadership, which will boost manufacturing and position India to capitalize on emerging technologies like AI, electric mobility, and semiconductors.

    The Vice-President emphasized the significant advancements in India’s infrastructure, stating, “We now have the world’s second-largest metro network, and the number of cities with airports has doubled from 70 to 140. India is the largest connected nation globally, with over 800 million broadband users.” He further highlighted the impact of digital technologies, which have enabled housing for 170 million people, health coverage for 60 million, and loans for 58 million small businesses annually.

    “In terms of digital financial transactions, India records the highest globally, with 13 billion transactions per month. Additionally, we boast the world’s third-largest startup ecosystem, featuring 117 unicorns and the third-largest purchasing power in the world,” he noted.

    Shri Dhankhar also underscored the importance of the semiconductor industry, stating, “This industry, which is critical to our growth, is projected to surpass $55 billion by 2026. I have no doubt this century belongs to Bharat”, he noted.

    Additionally, the Vice-President highlighted Bharat’s remarkable leap from “Make in India” to “Conceptualize, Design, and Make in India.” He noted that India is now engaged in its own concept evolution, with both multinational corporations and Indian companies adopting a synergetic stance.

    This event, Shri Dhankhar remarked, aligns with Prime Minister Modi’s vision of an ‘Atmanirbhar Bharat’ and embraces the motto of ‘Local to Global.’ “First, it was ‘Vocal for Local,’ and now we are taking it to the next level with ‘Local to Global.’ India’s progress is evident in various sectors, and this trade show serves as the right epicentre to propel that growth,” he added.

    Shri Dhankhar lauded Uttar Pradesh’s transformation into Uttam Pradesh under the synergy between Prime Minister Shri Narendra Modi’s vision and Chief Minister Shri Yogi Adityanath’s execution. He highlighted that this same synergy is propelling India’s transformation towards a Viksit Bharat by 2047.

    Commending the Chief Minister of Uttar Pradesh Shri Yogi Adityanath, the Vice President highlighted how Uttar Pradesh, once plagued with challenges, has been transformed into a beacon of progress and development. “Nothing is more important for investment than Law and order. Law and order defines Democracy and the CM of UP Yogi Adityanath defines Law and order!” he noted.

    The Vice-President also highlighted the significance of showcasing Vietnam as the Partner Country at the trade show, describing it as a natural partnership that will foster cultural and economic exchanges between the two nations while strengthening the resolve for a greater role for Global South in international affairs. “Vietnam has impressive GDP of $435 billion, and we look forward to witnessing their exceptional products and innovative manufacturing practices”, VP said.

    Shri Dhankhar said, “In this phenomenal economic upsurge and unprecedented infrastructure growth across the nation, the largest state of Uttar Pradesh is playing a pivotal role, unlike the scenario that existed a few years ago.” The Vice President expressed confidence that under CM Yogi Adityanath’s able leadership, Uttar Pradesh will achieve its target of becoming a $1 trillion economy by 2027, contributing significantly to India’s emergence as a $5 trillion economy.

    With its vast resources, burgeoning population, and strategic location, Uttar Pradesh is emerging as a growth engine propelling India’s economic trajectory. The Vice President stated, “Uttar Pradesh is no longer a sleeping giant; it is now a state in action, leveraging its strengths such as fertile land, a young workforce, religious tourism, and a vibrant ecosystem of Micro, Small, and Medium Enterprises (MSMEs).”

    Recalling the past, the Vice-President noted, “A decade ago, our economy was staggering, and the mood of the nation was shaky. But the last decade has seen unprecedented transformation.

    Finally the Vice-President called for collective effort, stating, “Ladies and gentlemen, as we advance, we are witnessing a new dawn for Uttar Pradesh—a future where our nation stands tall as a global leader in trade, innovation, and cultural heritage.”

    The Vice-President also visited the exhibition on the premises.

    In a comprehensive press conference held today the Union Minister of Ports, Shipping and Waterways Shri Sarbananda Sonowal, presented an extensive overview of the significant milestones achieved by the Ministry during the first 100 days. The conference was aimed at showcasing the Ministry’s contributions toward transforming India’s maritime sector and aligning with the vision of Maritime India Vision 2030 and Maritime Amritkaal Vision 2047.

     

    The event began with a detailed address by the Secretary of the Ministry of Ports, Shipping & Waterways, Shri T.K. Ramachandran, followed by the Minister’s remarks, both of which emphasized the Government’s proactive steps in revolutionizing India’s maritime infrastructure.

    Shri Sarbananda Sonowal commenced his address by acknowledging the unwavering guidance of Prime Minister Shri Narendra Modi, whose vision of ‘Ports for Prosperity and Ports for Progress’ has become the cornerstone of India’s maritime transformation. He highlighted that PM Modi’s focus on holistic development and his mantra of ‘Transformation through Transportation’ are leading to a complete overhaul of India’s maritime landscape.

    “Prime Minister Shri Narendra Modi Ji’s focus on holistic development and his mantra of ‘Transformation through Transportation’ are creating a paradigm shift in India’s maritime sector. This Government’s commitment to strengthening maritime infrastructure is paving the way for unprecedented economic growth and generating significant employment opportunities across the country. Waterways are becoming the new highways of India.”

    He further elaborated on the major initiatives taken by the Ministry under the guidance of PM Modi, highlighting that these are geared toward enhancing port infrastructure, improving ease of doing business, promoting sustainability, and creating employment opportunities.

    “After 25 years since the establishment of Kamarajar Port, the addition of Vadhvan Port marks a significant milestone in India’s maritime journey, alongside the recent notification of Galathea Bay as a major port. In the next five years, MoPSW projects container handling to reach an impressive 40 million TEUs, creating 2 million job opportunities across the country. JNPA alone will scale up its handling capacity from the current 6.6 million TEUs to 10 million.”
     

    “Recognizing the strategic importance of shipbuilding and ship repair, the Ministry is developing dedicated clusters in Maharashtra, Kerala, Andhra Pradesh, Odisha, and Gujarat. We are also allocating more than 3,900 acres in Kandla and VOC Port for the development of hydrogen manufacturing hubs, positioning India as a leader in clean energy. Additionally, we are eagerly looking forward to the upcoming ‘Sagarmanthan: The Great Ocean Conference,’ which will be held in Mumbai this November, further emphasizing focus on ocean sustainability and blue economy growth.”

    The Minister, Shri Sarbananda Sonowal, presented the Ministry’s accomplishments, focusing on flagship projects that will enhance India’s maritime capabilities and contribute to overall sector development. He underscored the foundation of Vadhvan Port, India’s first major port project of the 21st century, poised to become one of the largest all-weather deep-water ports with a capacity of 298 MMTPA.

    This mega port is expected to create 1.2 million employment opportunities and place an Indian port among the top 10 container ports globally, significantly improving international shipping connectivity and reducing transit times and costs.

    Another key project highlighted was the Tuticorin International Container Terminal on the East Coast, which will serve as a major transshipment hub, saving up to USD 200 per container and providing an estimated annual foreign exchange savings of USD 4 million.

    The Ease of Doing Business Initiatives introduced several reforms, including the establishment of the Indian Maritime Centre (IMC) to foster policy and operational synergy, the Indian International Maritime Dispute Resolution Centre (IIMDRC) to streamline maritime dispute resolutions, and the Sagar Aankalan Guidelines to benchmark port performance, enhancing global competitiveness. Additionally, the commencement of operations at Cochin Shipyard’s International Ship Repair Facility (ISRF), equipped with state-of-the-art ship lifts and workstations, positions India as a global leader in the ship repair market.

    The Ministry also successfully executed a landmark Deendayal Port Encroachment Drive, reclaiming 200 acres of encroached land for port-led industrial development. The performance of major ports has improved, with traffic increasing by 4.87% in 2024, and Visakhapatnam Port ranking among the top 20 in the World Bank’s Container Port Performance Index. As part of Greening Initiatives, the Ministry launched the Green Tug Transition Programme and allocated land for green hydrogen projects at Deendayal Port. In cruise tourism, the International Cruise Terminal at Visakhapatnam was operationalized, boosting both domestic and international maritime tourism prospects.

    The Secretary of the Ministry of Ports, Shipping, and Waterways, Shri T.K. Ramachandran, provided a comprehensive overview of the Ministry’s strategic initiatives. He highlighted key reforms aimed at strengthening maritime infrastructure, driving investment, and enhancing ease of doing business.

    “In the first 100 days of this Government, the Ministry has taken bold steps to implement key reforms, such as the establishment of the Indian Maritime Centre and the Indian International Maritime Dispute Resolution Centre, both of which will bolster India’s standing as a global leader in maritime infrastructure and logistics. We are on track to achieve the ambitious goals of the Maritime India Vision 2030 and Maritime Amritkaal Vision 2047, which focus on sustainable growth, enhanced connectivity, and improving the ease of doing business”, mentioned Shri TK Ramachandran, Secretary, MoPSW.

    During the press conference discussions from the 20th Maritime State Development Council Meeting held in September 2024, where the development of mega shipbuilding parks across various states was a focal point was mentioned. Additionally, MoPSW’s sanctioning of the Upgradation of Nagapattinam Port Infrastructure project in August 2024 was noted, which aims to launch a passenger ferry service between Nagapattinam (India) and Kankesanthurai (Sri Lanka), enhancing regional connectivity, trade, tourism, and economic opportunities.

    Shri Sarbananda Sonowal, outlined the Ministry’s upcoming priorities aimed at further enhancing India’s maritime sector. Key initiatives include the commencement of work on the International Container Transshipment Port (ICTP) at Galathea Bay, Great Nicobar Island, which will serve as a major transshipment hub. To strengthen India’s self-reliance in shipbuilding, the Shipbuilding Financial Assistance Policy will be expanded, along with the establishment of a Maritime Development Fund to boost domestic ship ownership. The Ministry is also set to enhance operational efficiency through digitalization with the EBS portal (Port Operating System), which will go live at five major ports, reducing logistics costs and streamlining operations.

    The notification of the Merchant Shipping Bill, incorporating international best practices for vessel safety, marine pollution, and maritime liabilities, was also mentioned, alongside the Coastal Shipping Bill, which seeks to foster a competitive coastal shipping environment, reduce transportation costs, promote Indian vessels, and integrate maritime transport with inland waterways.

    On the sustainability front, the Harit Nauka scheme will promote the transition to green fuels for inland vessels, and hydrogen-powered vessels will be manufactured at Cochin Shipyard. Additionally, the Cruise India Mission will be launched to position India as a premier cruising destination, with the operationalization of the Mormugao Port cruise terminal in Goa to accommodate growing domestic and international cruise tourism.

     “As we continue our journey under the visionary leadership of Hon’ble Prime Minister Narendra Modi Ji, we remain committed to transforming India’s maritime sector. With our focus on enhancing infrastructure, ease of doing business, and sustainability, we are driving the country toward becoming a global maritime powerhouse”, added Shri Sonowal.

    The Ministry of Ports, Shipping & Waterways is resolutely focused on achieving the goals set forth under the Maritime India Vision 2030. The efforts are directed toward ensuring sustainable growth, fostering innovation, and creating employment opportunities that will drive India’s maritime sector to global prominence.

    The press conference concluded with a Q&A session, providing a platform for the media to engage directly with both the Minister and the Secretary.
