    DLIR Announces 2024 Workforce Development Heroes

    HONOLULU — The Hawaiʻi State Department of Labor and Industrial Relations (DLIR) today announced the recipients of the second annual Workforce Development Hero Awards, which recognize outstanding individuals and organizations. September is Workforce Development Month, a time to honor workforce development leaders and staff across Hawaiʻi, as well as draw attention to the resources available to those looking for work, wanting to prepare for in-demand employment or exploring their career options.

    “Ensuring that businesses have access to skilled workers, while helping job seekers find meaningful employment, is essential to equipping both local businesses and workers with the talent and expertise needed to thrive as Hawaiʻi’s economy evolves,” said DLIR Director Jade T. Butay.

    The Workforce Development Hero Awards honor key contributors to workforce excellence across the islands, acknowledging their dedication and innovation in advancing employment opportunities and skill development in Hawaiʻi. The awards drew nominations from across the state, showcasing the vast range of individuals and institutions working toward strengthening Hawaiʻi’s workforce.

    Lifetime Achievement Award

    A special Lifetime Achievement Award will be presented to David Lassner, President of the University of Hawaiʻi, for his 46 years of distinguished service at UH. Under his leadership, the UH system has become a driving force in meeting Hawaiʻi’s workforce needs, setting records in research, graduation rates and inclusion of underrepresented populations. His dedication to affordable education and workforce advancement, combined with a recent $1 million donation to support graduate students in technology fields, reflects his deep commitment to creating opportunities for future generations.

    Legislator of the Year

    Sen. Donovan M. Dela Cruz is being recognized as Legislator of the Year for his commitment to advancing workforce development across the state. As Chair of the Senate Ways and Means Committee, Dela Cruz has championed workforce development as a critical component in retaining local talent and meeting the needs of Hawaiʻi’s employers. Facing a state workforce vacancy rate averaging 30%, Dela Cruz spearheaded efforts to create the Hele Imua Internship Program.

    In 2022, the program was allocated $5.3 million, creating 330 interns with the state Executive Branch and four scholarships though the Ho‘oilina Scholarship program. The Ho‘oilina Scholarship is a partnership between the DLIR, Hawai‘i Lodging & Tourism Association (HLTA) and the University of Hawai‘i at Mānoa Shidler College of Business, School of Travel Industry Management that provides support to Hawai‘i public high school graduates pursuing careers in the hospitality, the tourism or the transportation industries.

  • MIL-OSI Canada: Parks Canada and Alberta unveil new plaques commemorating the Alberta section of the North Saskatchewan River as a Canadian Heritage River

    Heritage places reflect the rich and varied stories of Canada and provide an opportunity to learn more about our diverse history.

    Yesterday, a celebration was held at the Victoria District National Historic Site to unveil new Canadian Heritage Rivers System plaques to commemorate the official designation of the Alberta section of the North Saskatchewan River as a Canadian Heritage River. Flags of Treaty 6 and the Otipemisiwak Métis Nation in Alberta were also installed and raised to commemorate the occasion. 

    The North Saskatchewan River is a traditional gathering place, travel route, and home to Indigenous peoples including the nêhiyawak (Cree), Niitsitapi (Blackfoot), Ktunaxa, Métis, Nakota Sioux, Iroquois, Dene, Ojibwe, Saulteaux, Anishinaabe, Inuit, and Assiniboine. For centuries, the river was a transportation and trade route, first for Indigenous peoples, then settlers and explorers coming from the east to the Rocky Mountains and to the west coast. It played a pivotal role in the fur trade, early scientific expeditions, human settlement patterns and agriculture. Today, the river continues to provide an important source of drinking water, habitat for plant and animal species, and support for the tourism and recreation industries. 

    A 49-kilometer segment of North Saskatchewan River within Banff National Park was designated as a Canadian Heritage River in 1989. The final remaining 718 km section of the North Saskatchewan River within Alberta was initially nominated by Smoky Lake County in 2019 for its outstanding cultural and recreational values. The designation was accepted and officially announced on March 22, 2024 (World Water Day).

    This initiative was made possible by many partners working together. The designation document identifies ongoing calls to action related to air and water quality, land use planning, and inter-sectoral/jurisdictional collaboration.

    Quick facts

    • The North Saskatchewan River flows within the North Saskatchewan watershed across central Alberta and into Saskatchewan. The river travels 1,287 km from its origin in the Columbia Icefield in the Rocky Mountains of western Alberta to the ‘Forks’ within the province of Saskatchewan. This route transects four of Alberta’s six natural regions: Rocky Mountains, Foothills, Boreal Forest, and Parkland.

    • Besides the Clearwater/Christina rivers near Fort McMurray (designated in 2003), the North Saskatchewan is the second river in Alberta outside of a national park to be recognized in the Canadian Heritage Rivers System.

    • The Canadian Heritage Rivers System is a collaboration between the federal, provincial, and territorial governments. It gives national recognition to Canada’s outstanding rivers and encourages long-term stewardship of their natural, cultural, and recreational values for the benefit and enjoyment of Canadians, now and in the future.

    • There are currently 42 rivers or river segments designated under the Canadian Heritage Rivers System, totalling just over 10,000 kilometers across the country.

    • Parks Canada represents the Government of Canada on the Canadian Heritage Rivers Board and provides secretariat services, policy guidance, and financial support for the designation and commemoration of Canadian Heritage Rivers.

  • MIL-OSI Australia: Trade talks in Adelaide with India’s Minister of Commerce and Industry

    Today, I will welcome India’s Minister of Commerce and Industry, Shri Piyush Goyal to Adelaide for the 19th Australia-India Joint Ministerial Commission.

    Australia and India are close partners, and our trade, investment and economic relationship is growing faster than ever.

    Minister Goyal’s visit to Australia this week is the first since the Albanese Labor Government was elected and reinforces our shared commitment to expand two-way trade and investment.

    India is the world’s fastest growing major economy and is on track to become the world’s third largest economy by 2030.

    Our first trade agreement with India has strengthened our economies – creating more jobs and opportunities for businesses and exporters, while reducing prices at the checkout.

    Since this trade deal entered into force in November 2022, around $30 billion worth of Australian exports have entered India tariff-free, and Australians have saved around $225 million on goods from India.

    Building on this success, we are continuing negotiations on our next trade agreement with India, an ambitious Comprehensive Economic Cooperation Agreement.

    Our government has also finished consultations on a new roadmap for Australia’s economic engagement with India – which presents enormous growth opportunities for Australian business in clean energy, agribusiness, education and skills, and tourism.

    I look forward to meeting with Minister Goyal and discussing how we can continue to advance the Australia-India economic relationship.

  • MIL-OSI Australia: Nambucca River oyster leases upgraded

    For the first time since 1983, Nambucca River oyster growers can harvest and directly sell their shellfish after the NSW Department of Primary Industries and Regional Development (DPIRD) rezoned sections of the river.

    NSW DPIRD Shellfish Program manager, Anthony Zammit, said two out of three Nambucca River harvest zones now have direct harvest approval.

    “This means locally grown shellfish can be sold directly from the waterway,” Mr Zammit said.

    “We’ve worked with industry to deliver this positive outcome, which gives Nambucca region oyster farmers the confidence to bring their shellfish to market.

    “Growers are now providing quality local seafood for the community to enjoy, as the NSW oyster industry continue to deliver valuable results to the economy, regional employment and tourism.”

    The rezoning of leases along the Nambucca River was achieved thanks to a year-long project to improve water quality, led by the NSW Environment Protection Authority (EPA).

    NSW EPA Executive Director of Operations, Jason Gordon, said the EPA had ramped up its work with Nambucca Valley Council over the past five years to prevent sewage overflows impacting the river.

    “Since 2019, we have placed seven pollution reduction programs on the local sewage plant’s Environment Protection Licence, requiring a range of upgrades to improve infrastructure, prevent overflows and enhance their response to pollution incidents,” Mr Gordon said.

    “We held regular meetings with the council and the local oyster industry to hear and address their concerns and helped with the cost of monthly water monitoring within the catchment.

    “This is a great example of collaboration across government, and we thank oyster growers, Nambucca Valley Council, DPIRD, the NSW Food Authority and the Department of Climate Change, Energy Environment and Water for working together to find a solution for a local problem.”

    The NSW Food Authority operates the NSW Shellfish Program in partnership with the NSW oyster industry to ensure the safety of shellfish harvested from NSW waters.

    The NSW EPA is continuing to work closely with local oyster growers and the council to monitor and improve water quality in the region.

    Work on the once-in-a-generation New Dubbo Bridge continues to progress with one third of the concrete deck, which will eventually support traffic crossing, now in place.

    The Australian and NSW governments are investing $263.2 million to deliver this region-shaping piece of infrastructure on the Newell Highway in Dubbo.

    The Australian Government has committed $210.6 million towards the project, with the NSW Government committing the remaining $52.6 million.

    The decking along the 660-metre bridge structure is being built in sections, with each section involving the pouring of about 105 cubic metres of concrete to provide a deck slab of up to 25 centimetres in depth.

    The deck pours will be carried out progressively while the rest of the bridge takes shape, with the final deck pour expected in mid-2025.

    Once the concrete deck is completed, the final step in building the bridge surface will be to add an eight-centimetre thick layer of asphalt.

    Pile driving was recently completed along the entire length of the new structure which crosses the Macquarie River and a section of the floodplain east of the river.

    Construction is also underway for the network of roads that will link the bridge to the Dubbo road network, including road widening work at the intersections of Whylandra and Thompson streets and River and Bourke streets.

    The New Dubbo Bridge project is due to be completed in late 2026, weather permitting.

  • MIL-OSI Australia: Training programs to plug jobs gap in the visitor economy

    The Minns Labor Government is boosting NSW’s visitor economy workforce, delivering subsidised training programs for a sector that is expected to need up to 150,000 more workers over the next decade.

    TAFE NSW is partnering with Destination NSW to develop and deliver training programs jointly funded by the Federal Government’s NSW Choose Tourism Program.

    The subsidised courses are designed to address industry workforce shortages by encouraging Australians to pursue a career in the visitor economy, helping operators to attract, retain and upskill staff. 

    A key recommendation of the Visitor Economy Strategy 2030 Review, to be released in coming weeks, is to encourage school leavers and other jobseekers into the tourism workforce, with the aim of growing the sector in NSW to 450,000 workers. 

    The Review finds that currently school leavers are spurning visitor economy careers, with leakage of workers into mining, agriculture and trades due to “perceived better career paths, industry confidence and better pay”. 

    Having reached a record $52.9 billion of annual visitor expenditure in the year to June, the NSW visitor economy is Australia’s biggest. 

    The growth in the NSW visitor economy over the coming decade will coincide with the opening of the Western Sydney Airport in 2026 and a new emphasis on visitor experiences that show off the best of our food and wine, coastal and aquatic environments, nature-based, cultural, heritage, arts, First Nations, adventure and wellness experiences. 

    The new training programs include:

    • An ‘Introduction to the Visitor Economy’ microskill: a short self-directed online course, designed to provide foundational knowledge and explore careers in the visitor economy industry. The microskill will be offered free to the public for the first six weeks of release, with fully subsidised access available for NSW high school students.
    • Five one-hour video masterclasses: fully subsidised pre-recorded masterclasses will be available on the TAFE NSW website, featuring industry experts such as Scenic World, Cupitt’s Estate, Merlin Entertainments, Sydney Opera House, and W Hotels.  
    • Modernised Certificate III in Tourism: set for delivery in 2025, this updated qualification will include new visitor economy skills. Updates will also incorporate contemporary case studies and assessments based on industry feedback to ensure the qualification meets the current needs of the sector.

    “These exciting new training opportunities will be available online, so people across the state can access the skills and expertise needed to excel in the visitor economy, helping regional businesses attract and retain talent.”

    MANILA, PHILIPPINES (25 September 2024) — The Asian Development Bank (ADB) has raised its economic growth forecast for developing Asia and the Pacific this year, amid solid domestic demand and continued strength in exports. ADB has also lowered its forecast for regional inflation.

    The region is forecast to grow by 5.0% this year, compared with a projection of 4.9% in April, according to Asian Development Outlook (ADO) September 2024, released today. The forecast for next year is maintained at 4.9%. Inflation in developing Asia and the Pacific is expected to ease further to 2.8% in 2024, compared with a previous forecast of 3.2%.

    The improved economic outlook reflects stronger-than-expected expansions in East Asia, Caucasus and Central Asia, and the Pacific. Rising global demand for semiconductors, driven in part by the artificial intelligence boom, is boosting exports, while easing global food prices and the lagged effects of monetary policy tightening have brought inflation down to near pre-pandemic levels.

    “Strong economic fundamentals will continue to underpin expansion this year and next,” said ADB Chief Economist Albert Park. “Financial conditions are expected to improve as inflation moderates further and the US eases its monetary policy, and this will support the positive outlook for the region.”

    Risks to the outlook include a worsening of trade tensions between the United States (US) and the People’s Republic of China (PRC); further deterioration in the PRC property market; worsening geopolitical tensions; and the effects of climate change and adverse weather on commodity prices and food and energy security.

    The growth forecast for the PRC, the largest economy in developing Asia and the Pacific, remains at 4.8% this year and 4.5% next year. Lingering weakness in the PRC’s property sector has negatively affected household spending during 2024. This has been partially offset by higher investment, underpinned by stimulatory monetary and fiscal policies, and higher exports.

    India’s economy—the region’s second largest—is forecast to grow 7.0% in 2024, unchanged from April, amid strong domestic demand including an increase in government spending.

    The growth forecast for the Caucasus and Central Asia has been raised to 4.7% this year, compared with a 4.3% projection in April, thanks to improved domestic demand bolstered by remittances in some economies. The growth forecast for the Pacific is revised upward to 3.4%, from 3.3% in April, driven by the increase in tourist arrivals. The forecast for Southeast Asia has been lowered by 0.1 percentage points to 4.5%, due to a decline in public investments and slower-than-expected export recovery.

    PHNOM PENH, CAMBODIA (25 September 2024) —The Asian Development Bank (ADB) has maintained its growth forecast for Cambodia at 5.8% for 2024 and 6.0% for 2025. It has revised down its earlier inflation projection for 2024 from 2.0% to 0.5%, reflecting the slow increase in food prices and decline in fuel prices in the first half of 2024, according to the Asian Development Outlook (ADO) September 2024.

    “The rebound in the manufacturing sector— especially garments, footwear, and travel goods (GFT) — is powering the country’s economic growth,” said ADB Country Director for Cambodia Jyotsana Varma. “Agriculture and tourism are steadily gaining ground, while continued inflows of foreign direct investment are fueling the country’s economic momentum. Together, these forces are setting the stage for a promising 2024 and positioning Cambodia for robust growth in 2025 and beyond.”

    The lowering of inflation forecasts reflects reduced prices of fuel-related goods and services, along with decreased costs of fertilizers, providing support to agricultural production. This will provide much-needed relief for people, especially the most vulnerable, who have faced challenges in recent years due to rising food and fuel prices.

    The report highlighted that GFT exports rose by 16.9% year on year in the first half of 2024, rebounding from an 18.6% decline during the same period the previous year. Meanwhile, growth in exports of non-GFT products slowed to 1.3% year on year from 21.2%. Imports of construction materials and equipment surged by 23.3% year on year in the first half of 2024, driven by public infrastructure investment.

    Agriculture is projected to grow by 1.2% in 2024 and 1.3% in 2025. Services are forecast to grow by 5.4% in 2024 before tapering to 5.2% in 2025. This forecast is supported by a 22.7% year on year increase in tourist arrivals in the first half of 2024, reaching 94.8% of the pre-pandemic levels in the first half of 2019.

    Foreign investment inflows continued although they decelerated somewhat to $2 billion by mid-2024, from $2.1 billion during the same period last year. This was supported by growth in nonfinancial sectors. However, investment in the financial sector slowed appreciably due to lower banking profits.

    Potential risks to Cambodia’s economic outlook include weaker growth in major economies like the People’s Republic of China, Europe, and the United States, high private debt, volatile global fuel prices, and severe impact from extreme weather events.

    DILI, TIMOR-LESTE (25 September 2024) — Timor-Leste’s economic growth momentum will continue in 2024–2025, though at a more modest pace than forecast in April 2024 due to lower government expenditure and weaker investment spending than previously expected, according to a report by the Asian Development Bank (ADB).  

    The Asian Development Outlook (ADO) September 2024 reports that robust private consumption, fueled by consumer credits, government transfers, personal remittances, and tourist arrivals should drive growth. However, the forecast has been revised down to 3.1% for 2024 and 3.9% for 2025 from the 3.4% and 4.1% projected in ADO April 2024, respectively, due to slower-than-expected budget spending.

    “Ensuring investment project readiness, improving public procurement practices, and strengthening institutional capacity are essential for maximizing the positive impact of public capital investments on economic growth,” said ADB Country Director for Timor-Leste Stefania Dina. “To sustain robust economic growth beyond 2024, we must embrace public financial management reforms and strategic policy shifts. By optimizing development finance opportunities and protecting government resources, such as the Petroleum Fund, we can build a brighter future for Timor-Leste.”

    Due to lower inflation in staple products and consumer durables and persistently low inflation in nontradables, average inflation will moderate to 3.4% in 2024, revised down slightly from the previous 3.5% forecast. The report’s  2.9% inflation forecast for 2025 remains unchanged from ADO April 2024. The current account deficits will remain large but slightly less than the previous forecasts due to lower imports of goods and services in line with slower budget spending.

    Risks to Timor-Leste’s growth outlook stem from lower public capital spending, climate-related disasters, and the impact of external shocks and spillovers mainly associated with prolonged global geopolitical tensions on trade conditions and inflation.

  • MIL-OSI China: China to enrich cultural, tourism offering during National Day holiday

    BEIJING, Sept. 24 — China will supply more cultural activities and tourism products around the week-long National Day holiday starting on Oct. 1, the Ministry of Culture and Tourism (MCT) announced on Tuesday.

    The move aims to meet people’s growing demand for cultural and tourism products during the upcoming holiday, according to a press conference held by the MCT.

    Nearly 1,000 cultural activities themed on intangible cultural heritage are expected to be held nationwide, said Hu Yan, an MCT official.

    Tourist attractions will also showcase the glamour of intangible cultural heritage. For example, several items related to intangible cultural heritage are set to be exhibited in Xiaoxitian Temple, a scenic spot in north China’s Shanxi Province, Hu added.

    More routes featuring rural and ecological tourism will also be accessible to the public, according to the ministry.

    The 35th Guan Gong Cultural Tourism Festival kicked off on Monday in Guan Gong’s hometown of Yuncheng city, Shanxi province, attracting over 1,000 domestic and international devotees.

    The three-day event aims to pass on the culture of Guan Gong and promote national spirit.

    In Chinese folklore, Guan Yu, a general from the late Eastern Han Dynasty (25-220), also known as Guan Gong or Guan Di, stands as a revered figure and a superhero in the eyes of the Chinese people.

    Around 30,000 Guan Gong temples are spread across approximately 168 countries and regions worldwide.

    “Yuncheng will take the festival as a new starting point to promote the integrated development of culture and tourism,” Wang Ligang, the city’s deputy Party secretary, said at the opening ceremony. “We will continue to optimize cultural services and the supply mechanism of cultural products, aiming to develop the cultural tourism industry into a strategic pillar industry and a source of happiness for residents.”

    After the opening ceremony, devotees paid tribute at the Guan Gong Temple in Haizhou township, which has a history of over 1,400 years.

    “I have been influenced by the culture of Guan Gong since I was young, and I come to worship the ancestral temple at least twice a year,” said Wu Dongdong, a devotee from Quanzhou city, Fujian province. “The qualities of loyalty and integrity displayed by Guan Gong have had a major impact on my life.”

    A Guan Gong culture-themed symposium was held on Monday afternoon.

    “Guan Gong embodies various excellent moral qualities,” said Wang Juan, a professor from the Chinese Department of Peking University. “The devotees, domestic and abroad, who advocate Guan Gong’s beliefs provide possibilities for dialogue, exchange and integration among various social strata.”

    Fu Wenyuan, director of the Haizhou Guandi Temple Cultural Relics Protection Institute said: “We will collaborate with relevant departments to accelerate the application for the declaration of Guan Sheng Cultural Sites as World Intangible Cultural Heritage.”

    “Furthermore, we are striving to develop Yuncheng into a research center for Guan Gong culture, a pilgrimage site for the spirit of Guan Gong and a cultural tourism destination for the loyalty and righteousness of Guan Gong,” said Fu.

  • MIL-OSI China: China invests heavily in large-scale equipment renewals amid green drive

    The technological transformation driven by China’s large-scale equipment renewals will enable businesses to make significant strides in areas such as smart manufacturing, new energy and green technologies, further bolstering the country’s economic momentum, said government officials on Tuesday.

    China aims to increase its investment in equipment for manufacturing, agriculture, construction, transportation, education, culture, tourism and medical care by at least 25 percent by 2027, compared with 2023, according to an action plan released by the State Council, China’s Cabinet, in March.

    Complementing these efforts, the government allocated approximately 150 billion yuan ($21.31 billion) in ultra-long special treasury bonds in July to support large-scale equipment renewals, including updating old elevators.

    Speaking at a news conference in Beijing, Liu Dechun, director of the department of resource conservation and environmental protection at the National Development and Reform Commission, China’s top economic regulator, said as new industrialization and urbanization continue to advance, the demand for upgrading various types of equipment is surging.

    Liu said that accelerating the implementation of equipment renewal initiatives will effectively promote China’s industrial upgrading and foster the growth of new quality productive forces.

    To drive the upgrading and renewal of energy-consuming equipment, the government will prioritize key sectors such as manufacturing, construction, transportation and energy. It will provide strong support for the modernization of high energy-consuming equipment, including boilers, motors, turbines, transformers, heat exchangers, pumps, compressors and lighting systems.

    Projects that result in annual electricity savings of over 500,000 kilowatt-hours or energy savings of more than 150 metric tons of coal will qualify for support, extending benefits to more small and medium-sized enterprises, he added.

    Large-scale equipment upgrade policies have notably supported investment growth. Investment in the purchase of industrial equipment and tools soared by 16.8 percent year-on-year in the first eight months of 2024, data from the NDRC showed.

    This is 13.4 percentage points higher than the growth of total investment in China, accounting for 64.2 percent of the contribution to the nation’s overall investment growth, according to the commission.

    Zhang Jianhua, deputy director of the department of planning at the Ministry of Industry and Information Technology, said that equipment renewal and technological transformation in the industrial sector are beneficial for expanding effective investment and increasing the proportion of advanced production capacity, offering both short- and long-term advantages.

    The MIIT will encourage industrial companies to seize the opportunity provided by national policies supporting large-scale equipment renewals to carry out initiatives including upgrading advanced equipment, promoting digital transformation and advancing green equipment.

    This will accelerate the renewal and transformation of production equipment and speed up industrial upgrading, said Zhang.

    China’s centrally administered State-owned enterprises will also invest over 3 trillion yuan for large-scale equipment upgrades over the next five years, aiming to stay at the forefront of the latest technological and industrial advancements, the State-owned Assets Supervision and Administration Commission of the State Council announced in late July.

    Chen Jianwei, a researcher at the Beijing-based University of International Business and Economics’ Academy of China Open Economy Studies, said these moves will help attract both multinational corporations and domestic companies from the private sector to increase their investments in these fields in China.

    “They are likely to increase spending on promoting technological innovation, green and sustainable development, digital transformation and the circular economy within the country,” said Chen.

    “We are confident of our development in China, which is the world’s largest elevator equipment market. We remain committed to supporting urbanization, smart cities, large-scale equipment renewals and sustainable development in the country,” said Sally Loh, president for China at Otis Worldwide Corp, a United States-based elevator manufacturer.

The Senate passed this bill in July, and it now goes to the President’s desk to be signed into law.

    The Council of Ministers met at the Government Palace in Dili and approved the draft Government Resolution, presented by the Minister of the Presidency of the Council of Ministers in office, Adérito Hugo da Costa, and by the President of the Civil Service Commission, Agostinho Letêncio de Deus, which sets the vacancies for the promotion of personnel integrated in the General Regime of Public Administration Careers for the year 2024.

    Of the total of 817 vacancies for promotion established by this Government Resolution, 47 are for the category of Senior Technician – Grade A, 122 for Senior Technician – Grade B, 188 for Professional Technician – Grade C, 234 for Professional Technician – Grade D, 149 for Administrative Technician – Grade E and 77 for Assistant – Grade F.

    Vacancies for promotion are set annually by the Government, based on a proposal from the Civil Service Commission, up to a limit of ten percent of the total staff in each category or professional group.

    An initial assessment was made of the initiative to create a seniority-based promotion system for civil servants, also presented by the Presidency of the Council of Ministers and the Civil Service Commission, concerning. This initiative aims to ensure career progression for those who, for various reasons, have not been able to obtain merit-based promotions in recent years, based on criteria such as seniority, performance, age, professional training, work in remote areas, good behaviour and attendance.

    The Secretary of State for Equality, Elvina de Sousa Carvalho, made a presentation to the Council of Ministers on the implementation of the gender equality policy and the recommendations of the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW). The Third Phase of the Maubisse Declaration (2023-2028) was also presented, which follows on from the previous phases, focusing on the economic empowerment of rural women and people with disabilities. This phase is aligned with the priorities of the IX Constitutional Government and the recommendations of the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW).

    The main commitments of this phase are organised into three areas: Social Capital, which covers social protection, inclusive education and health care, with a focus on preventing gender-based violence and improving maternal health care; Infrastructure, which promotes access to safe and accessible markets, the development of roads, sanitation and adapted public buildings, with a focus on inclusive public transport; and Economy, which prioritises agricultural development, female entrepreneurship and access to credit for rural women, strengthening their participation in sectors such as tourism and agriculture. Monitoring mechanisms are also being strengthened to ensure the implementation of these commitments. Implementation is led by several key government institutions, including relevant ministries and the National Bank of Commerce of Timor-Leste (BNCTL), which ensure the effective implementation of the planned measures.

    In order to resolve the payment of existing debts to hospitals abroad and ensure the continuity of health services, the Council of Ministers decided to instruct the Minister of Health to carry out a detailed survey of debts and payment deadlines, as well as the funds available to meet these commitments. The Minister of Health must establish prioritization criteria for payments, based on the urgency of the services, risks to public health and impact on hospital operations.

    Among other measures, the Council of Ministers also instructed the Minister of Health to start negotiations with hospitals for debt restructuring and to propose to the Ministry of Finance a budgetary reinforcement for the health sector. The implementation of these measures will be monitored by a working group created specifically for this purpose, which will be required to report regularly to the Council of Ministers on the progress made in regularizing hospital debts.     Acting President Paul Mashatile has urged the South Africans to seize the opportunity to highlight heritage sites as key tourist destinations, contributing to socio-economic development, fostering people-to-people connections, and promoting social cohesion.

    Mashatile was delivering the keynote address during the Heritage Day commemoration at Meqheleng Stadium, Ficksburg, on Tuesday. 

    “As we celebrate Heritage Month, which coincides with Tourism Month, we should use this opportunity to showcase to the nation the significance of our heritage sites across the country as tourist destinations of choice that have the potential to contribute to socio-economic development, promote people-to-people relations and enhance social cohesion.

    “On this day, we should also celebrate our cultural diversity, our inherited sense of family identity, our traditions, cultural wealth, and artefacts passed down through the generations, particularly since the dawn of democracy,” he said. 

    The Acting President told South Africans to reflect on 30 years of democracy, which in itself is a milestone that underlines the nation’s diversity and heritage. 

    He noted that it is also critical that the country recognise and remember the courageous individuals such as JB Marks and Moses Kotane and many others who gave their all for the great gift of our freedom. 

    The 2024 Heritage Day is celebrated under the theme: “Celebrating the Lives of Our Heroes and Heroines Who Laid Down Their Lives for Our Freedom. 

    Mashatile said the theme is fitting because it allows the country to honour the lives of those who confronted adversity with unflinching bravery, and stood up against injustice and oppression. 

    “The commemoration of our heritage is a result of the sacrifices and efforts of those who came before us, fighting against apartheid and championing social justice and human rights.

    “It is therefore important that we, as a nation, preserve the memory of those who fought for our freedom. They have dedicated and sacrificed their lives to the defence of our country, as well as the assertion of the values and principles that must be upheld. It is because of their bravery, resilience, and resolute commitment that we have a brighter future for generations to come,” he said. 

    Mashatile emphasised the importance of honouring struggle heroes and educating future generations about their sacrifices.

    As part of this process, and in honour of the freedom fighters who have made the ultimate sacrifice, Mashatile highlighted that the country will be honouring those who have fallen outside of the borders. 

    A homecoming ceremony will take place this Friday in which President Ramaphosa will officially receive the repatriated remains from Zambia and Zimbabwe. 

    As South Africa marks three decades of democracy, the nation reflects on its rich heritage while acknowledging ongoing challenges such as unemployment, poverty, and inequality. 

    Acting President also urged citizens to unite and celebrate diversity in the pursuit of a more equal society where opportunities are not dictated by colour, gender, class, or religion.

    “To tackle these ongoing challenges, we must unite and celebrate our diversity while striving to create a more equal society where opportunities are not determined by colour, gender, class, or religion.

    “This would entail increasing people’s skills through access to equal education opportunities, quality health care for all, and provision of basic amenities, as well as facilitating work opportunities and shifting economic ownership patterns,” he said. 

    Furthermore, Mahsatile said government, interfaith, civil society formations and traditional leaders must work together to eliminate persisting inequalities and Gender-Based Violence and Femicide (GBVF) which is prevalent in our communities. He added that all acts of criminality, and GBVF undermine government efforts to foster the culture of social cohesion and moral regeneration.

    “We must not let anybody conceal evil acts of abuse under the guise of one’s belief system and culture. It has to be said that no nation can condone any form of abuse against women, children and those most vulnerable within society, including the LGBTQIA+ community. To demonstrate our commitment to the fight against GBVF, the government has introduced new laws protecting women and children,” he said. 

    He highlighted that on 24 May 2024, the President signed the National Council on Gender-Based Violence and Femicide Bill into law.

    This new legislation is a significant step towards protecting women and children from abuse and violence, by way of establishing a council to provide strategic leadership in the fight against Gender-Based Violence and Femicide.

    Mashatile called for the confrontation of issues related to heritage resources in public spaces, which continue to pose a challenge in defining a collective cultural identity and building a nation united in its diversity.

    “In our country, the impact of apartheid remains visible, and the wounds of past divisions and inequalities remain unresolved. Therefore, we need to continue to build on that which unites us and deal with issues that seek to divide us as a nation. 

    “It is through understanding and celebrating our shared heritage that we can begin to bridge the gaps that divide us and move forward as a united and inclusive society,” he said. 

    He added that the reality of the nation’s political climate under the Government of National Unity, also gives an opportunity to collectively re-imagine what the heritage of good governance in South Africa can look like. 

    “Our ability to look beyond our differences and converge on the shared agenda to bring about inclusive growth, job creation and poverty reduction is one of the examples that the government is showing its commitment to uniting through diversity,” he said. 

    Mashatile further called on different sectors of society to collaborate with the South African Heritage Resource Agency to develop community abilities and capacities to help identify and protect heritage resources.

    “We have to guard and protect our heritage from forms of neglect and threats such as natural disasters, urbanisation, globalisation and developments that pose challenges to the preservation of our most treasured landmarks, artefacts, and traditions. 

    “All communities from the Free State Province, including Ficksburg, have the responsibility to protect and preserve historical sites like the Old Prison Cells and the General Fick Museum. We must educate young people about the significance of such sites because they are an important part of who we are and where we come from,” he said. 

    He also called for a renewed commitment to heritage conservation, emphasising its importance not only in preserving the past but also in shaping South Africa’s future. 

    “Our heritage is more than a collection of artefacts; it defines who we are and where we are headed as a nation,” he said. 

    Mashatile stressed the need to protect both tangible and intangible heritage, highlighting the connections among diverse communities through shared living heritage, including oral histories, belief systems, cultural practices, and indigenous knowledge. 

    He noted that these elements are foundational to the nation’s identity, saying, “Preserving intangible cultural heritage is vital to maintaining our integrity, values, and mutual respect.”

    He urged all stakeholders – families, NGOs, traditional and interfaith leaders, educational institutions, businesses, and media to engage in promoting and protecting intangible cultural heritage

    Mashatile encouraged pride in native languages and urged South Africans to learn each other’s dialects to foster mutual understanding and respect.

    The Acting President called on intellectuals and language practitioners, along with organisations like the Pan South African Language Board, to implement programmes aimed at preventing linguistic knowledge extinction, especially among younger generations.

    “As South Africa continues to develop, it is crucial to preserve our heritage for generations to come. We must cherish, protect, and celebrate the monuments, sites, and traditions that define our unique identities, ensuring that they are passed on to future generations.

    “Most importantly, while we celebrate our rich past and unique culture, we must remember the sacrifices made by those who fought for our independence. May we never forget the price paid for our freedom, and may we always remember the lives of our heroes and heroines who sacrificed everything for our country,” he said.

  • MIL-OSI USA: Congressman Langworthy Announces More Than $860,000 in Federal Funding to Expand Newtown Battlefield Preservation

    WASHINGTON, D.C. – Today, Congressman Langworthy (NY-23) announced that the Town of Ashland in Chemung County has been awarded $860,278 by the National Park Service (NPS) for the acquisition of 322.09 acres at the Newtown Battlefield. This grant, awarded through the American Battlefield Protection Program, will protect and preserve the historical site of the Revolutionary War’s pivotal Battle of Newtown. 

    “The Newtown Battlefield is a treasured and historic gem in Chemung County,” said Congressman Langworthy. “This investment will allow the Town of Ashland to preserve this important part of our nation’s history for future generations while promoting local tourism and education. Preserving our historic battlefields also honors the sacrifice of those who gave their lives and ensures that their heroism is never forgotten.” 

    According to the National Park Service, the American Battlefield Protection Program aims to invest in the long-term safeguarding of significant battlefields across the country. By investing in these preservation efforts, the program ensures that historic sites are protected from development and remain accessible for public education and commemoration.

  • MIL-OSI Asia-Pac: Keynote speech by SJ at networking dinner of forum titled Hong Kong: The Common Law Gateway for Vietnamese Businesses to China and Beyond in Ho Chi Minh City, Vietnam (English only) (with photos)

         Following is the keynote speech by the Secretary for Justice, Mr Paul Lam, SC, at the networking dinner of the forum titled Hong Kong: The Common Law Gateway for Vietnamese Businesses to China and Beyond in Ho Chi Minh City, Vietnam, on September 24:
     
    Ladies and gentlemen,
     
         Good evening, xin chào buổi tối. Frankly speaking, I do not think I can do a better job than all the eminent speakers who have spoken before me. So I am not going to say something new. Instead, I wish to do a very quick recap to sum up the key and essential points made by various speakers so that you can have a few takeaways after today’s event.

         I prefer to do it by once again referring to the theme of our forum, “The Common Law Gateway for Vietnamese Businesses to China and Beyond”, but I wish to focus on a few key phrases and do it in the reverse order. So I would like to focus on China and beyond first.

         We are lawyers coming from Hong Kong. As I said in my opening remarks, obviously there have been very close relationships between Hong Kong and Vietnam. But the reason why we are here is not simply because of Hong Kong, it is about something much bigger than Hong Kong. That is our country, China, and beyond.

         A number of speakers have referred to a very important concept known as the Guangdong-Hong Kong-Macao Greater Bay Area. And I wish to emphasise again the importance of the Greater Bay Area. You have been told that the Greater Bay Area consists of the Guangdong Province, in particular the nine cities in Guangdong Province, plus Hong Kong and Macao. To give you some ideas, the size of Greater Bay Area is almost like Croatia, a mid-size European country, with population around 86 million, similar to the population of Germany. If you look at what cities are situated within the Greater Bay Area, we have three very important cities: Guangzhou, of course, which is the capital of the province of Guangdong, a very important city in the southern part of China. And then you have Shenzhen, I think some of our speakers have mentioned Shenzhen, which is the innovation and high-tech hub, where you have the headquarters of Tencent, the factories of BYD and Huawei. All the advanced technology or high-tech innovative things are happening in Shenzhen, which is just across the border. And then of course you have Hong Kong, which is the international financial and trade centre.

         Although there are different bay areas in the world, we have the Tokyo Bay area, the San Francisco Bay Area, but I venture to say that they cannot be compared to Hong Kong because in the Greater Bay Area, you have one country but three different jurisdictions, including Mainland China, Hong Kong, and also Macao which used to be ruled by the Portuguese. So it is a very special place with huge potential. Hong Kong may well be your final destination for your business and business venture. But it also may not be your final destination. Maybe you will find much more opportunities in the Greater Bay Area in China. And then in China, very often there would be investments and other business ventures with other countries. So it is really “China and beyond”.

         Now moving to “Gateway”. I just mentioned that perhaps you will be more interested not just about opportunities for business investment in Hong Kong, but also those offered in Mainland China. And of course you would agree with me that legal service would be important. But you may wonder, if I wish to invest in Mainland China or co-operate with a Mainland partner, why shouldn’t I simply instruct a Mainland lawyer? Why shouldn’t I simply engage the legal service offered by Mainland China? And why should I do it via Hong Kong, which seems to be a little bit indirect or a bit convoluted. And of course, all the speakers who have spoken this afternoon have provided some very good answers. One of the key characteristics of this particular gateway, or using Hong Kong as a gateway, is our common law character, our common law tradition. But again, as pointed out by one of the participants who raised a question at the end of the first session, Hong Kong is definitely not the only common law jurisdiction in this world which can play the role as a gateway for the provision of legal service. I think my friend mentioned Singapore. Why not Singapore? Singapore is definitely a common law jurisdiction. Even in ASEAN, within the Southeast Asia, we have Malaysia which is also a common law jurisdiction. So it is our duty to explain to you a little further.

         What is so special about Hong Kong? I hate to compare Hong Kong with Singapore, but because this question has been raised, I think I have to answer that question as if I were being asked to answer that question by a judge in the court. So I have to give a direct answer. But as a government official, I have to be as diplomatic as possible. The way I put it is that we can and we will offer something that only Hong Kong can offer. We can offer something that Singapore will not be able to do. It is because of six factors, as the sum total of these six factors that make Hong Kong truly unique and peculiar, unparalleled. So what are these six factors? Now, here comes my summary of what you have heard this afternoon.

         First, Hong Kong provides a very stable legal environment. Stable in the sense that Hong Kong is the only common law jurisdiction within China. It is the only common law jurisdiction in China, and it will remain to be the only common law jurisdiction within China. The reason is that the common law system practiced in Hong Kong has been guaranteed by a constitutional document, which is our Basic Law. You can describe it as a mini-constitution. Now, there have been some queries in the past on certain wordings in our constitutional document. Some people questioned whether the principle of “one country, two systems” or the common law system practiced in Hong Kong will continue after 2047, which is the 50th anniversary of the resumption of sovereignty by China of Hong Kong. But that uncertainty has been removed very clearly by the leaders of China, in particular President Xi Jinping. Back in 2022, on July 1 when he came to Hong Kong, he made a very important speech, a very short speech. What is most telling is that in his very short speech, he mentioned the common law system in Hong Kong twice. He said that the common law system is a core element of the “one country, two systems” principle, which is a very good policy that is going to last basically forever. So there should be no doubt whatsoever that not only the principle of “one country, two systems”, but also our common law system will continue. So the first point “stability” – it is very stable.

         The second point is that our system is also very reliable. Now, that goes to the question of the existence of a very reputable and respected judiciary. When it comes to a judicial or legal system, two factors will be of crucial importance. First, quality, quality of justice, whether judges are smart enough to deliver true justice. Second, integrity, whether judges are seen to be able to discharge their duty fairly and impartially. Now, I think the Judiciary in Hong Kong fulfills these two very important essential criteria.

         In terms of quality, as my friends said this afternoon, all the judges, they enjoy very high standing in the world. Our Court of Final Appeal, I should mention that the judgments delivered by the judges of the Court of Final Appeal, they were cited in other common jurisdictions from time to time. And we have foreign judges sitting as part-time judges in Hong Kong. I also remember that one of the speakers mentioned the World Justice Project Rule of Law Index, Hong Kong ranked the 23rd out of 142 jurisdictions in the world. And I think we ranked the sixth in East Asia and the Pacific region. Ahead of the United States, and if I recall correctly, Spain, another major economy in the world.

         When it comes to integrity, once again my friends have informed you that how judges in Hong Kong are appointed. They are appointed completely independently by an independent statutory body. It is not possible for the executive to interfere with the performance of the judges. It is not possible for the executive to fire or sack any judges. And in fact, I have to tell you a very embarrassing piece of information which nobody dares mention, that is the Government lost cases before the court quite often. So I think that is a very good indication that judges in Hong Kong do exercise the judicial function very impartially.

         But for your interest, I am sure you would be concerned whether Mainland parties, in particular state-owned enterprises, or very important, powerful business entities in Mainland China, would they enjoy any undue advantage when they engage in litigation against foreign parties in Hong Kong? Once again I am very sure that if you look at records, if you look at judgments, we have open judgments, you will see many cases which are decided entirely on merits. Sometimes state-owned enterprises or Mainland parties win, sometimes they lose. But there is not a single piece of evidence suggesting that in deciding these cases, the court in Hong Kong has taken into account any consideration other than the law and the evidence. And the best evidence is contained in our judgments, which you can inspect and you can read for yourself. So this is the second factor: very reliable.

         Third factor: very business friendly. You have to remember that we have a bilingual legal system. So both English and Chinese are official languages. It is not just a working language, it is the official language by which we write our statute. We also use English in court proceedings, and very often in arbitration proceedings. This is an international language that is familiar to people outside Hong Kong, just like I am using English to communicate with you, hoping that you would be able to understand what I am trying to say.

         The second point as to why business friendly is about the content of the law, the content of our substantive law, in particular when it comes to international commercial law, investment law. They are all very international in the sense that its content is substantially similar to the law that you find in other developed countries, for example, the United Kingdom, Australia, and New Zealand. So the principles of substantive law would be very familiar to the international business community, so it is business friendly.

         The third point is that the Hong Kong Government has been very proactive to make Hong Kong a more attractive place for investment and doing business. I can give you some examples. For example, we are very active in promoting the establishment of family office in Hong Kong to encourage people to invest money to set up family office, in particular, for very resourceful families. In order to make this initiative attractive, we have amended our revenue law, our tax law, to lower our tax rate if you wish to set up family offices in Hong Kong. Another example is that our listing rules, IPO initial public offerings, if you wish to raise finance by getting your company publicly listed, the Hong Kong Stock Exchange has introduced a new scheme, it’s called SPAC (Special Purpose Acquisition Companies). The idea is very simple. It enables a company without any track record but so long as it fulfills some sorts of requirement to ensure that the investors’ interest will be protected, it will get the chance to be listed in Hong Kong. So I mean we are very proactive in making it more convenient. One of the speakers have mentioned about the difficulty of entering into Hong Kong because of the visa requirement. But as I said in my welcoming remarks, we are relaxing the restrictions or the requirement gradually. So starting from October last year, for the talents, they will be able to come to Hong Kong very easily. And for business travellers and for tourists, you will be able to obtain multiple visas very conveniently. And lastly, when it comes to arbitration, we have actually introduced a pilot scheme. At the moment, the arrangement is that if you are engaged and involved in the arbitration, no matter in what capacity, say, as arbitrator, as counsel, appearing for either party as a witness or even a party, you will be exempted from the need to obtain any visa if you come to Hong Kong for such purposes. So I would say that the difficulty is more apparent than real. So that is the third factor, business friendly.

         The fourth factor: it is very safe and secure to use Hong Kong as a platform for doing business and investment. You must be concerned whether your money, your property can go into Hong Kong and leave Hong Kong easily and freely, and what happens when your property and money is in Hong Kong. Under our constitutional document Basic Law, we guarantee freedom of movement of funds, money and goods. So you can come anytime and your money can leave anytime. There is no exchange control, there is no improper expropriation, and when your money and your property is in Hong Kong, it is completely safeguarded by a stringent set of regulations, not just by statutes, but by other important statutory bodies like the Hong Kong Monetary Authority, the Securities and Futures Commission. There are very strict regulations to ensure that your investment and your property will be protected. And of course, the quality and integrity of the law enforcement agencies will be important. One strength of Hong Kong is that there is no question, no issue or any concern about corruption at all. Hong Kong is the cleanest place, one of the cleanest places in the world that you can find. If you look at the figures, I think Hong Kong ranks among the top five when it comes to the absence of corruption.

         I wish to share a piece of information just to substantiate my confidence in the integrity of the financial market. A piece of latest news is that a British think tank just announced the Global Financial Centres Index. And Hong Kong had climbed back to the third place after New York and London. And this time we are ahead of Singapore. In 2022 up to last year, Hong Kong ranked the fourth for different reasons, but this year we managed to overtake Singapore to reclaim the third place, which I think is a very pertinent place. It served as a very good evidence of the competence of the people in Hong Kong’s financial market. So this is the fourth factor.

         The fifth factor is that Hong Kong provides dual connectivity. It allows you to connect to the world on the one hand, and also connect to the Mainland at the same time. My friend already said that Hong Kong has important legal connections with the rest of the world, for example, arbitral awards can be enforced and recognised because of the New York Convention. We have entered into a lot of arrangements with other international organisations. Important legal bodies would have their headquarters and offices in Hong Kong. Now this is where Singapore cannot be compared to Hong Kong – we have very special mutual legal assistance arrangements with Mainland China, which is made possible purely because Hong Kong is a part of China, though we practice different legal systems.

         I simply wish to refresh your memory by highlighting one example, which is the arrangement concerning the possibility of granting interim injunction in arbitral proceedings. As business people, it is no use at all to you to spend a lot of money on arbitration if at the end of the day, what you get is a piece of paper. What is the most important is that you will be able to enjoy the fruit in case you succeed in arbitration. That means pending the conclusion of the arbitration proceedings, you need to have sufficient safeguard to ensure that the asset at stake will be protected. In addition, sometimes it would require the preservation of evidence to ensure that the merit of case can be fully reflected in the course of the proceedings. The special arrangement is that if you start arbitral proceedings in Hong Kong by using one of the designated arbitration institutions, then the Mainland court will be very willing to provide you with the assistance by giving you the interim injunction, which is very useful. I don’t remember the figure, but the success rate is over 90 per cent. So this is the connectivity factor.

         The last factor which is most important, and is evident by the quality of the speakers who have spoken before me, that is Hong Kong has an abundant supply of truly international legal talent. If you are using our legal service, if you instruct a Hong Kong lawyer, you are not simply enjoying Hong Kong legal service. You are engaging a global counsel. You are engaging and instructing a truly international lawyer. And again, I wish to repeat or perhaps add some figures to substantiate my point. You were told that we have a divided legal profession consisting of barristers and solicitors. I give you the numbers again. I would stand to be corrected. At the moment, I think there are around 1 600 barristers in Hong Kong, and among them 108 are Senior Counsel. We have three Senior Counsel here with us today. So in a small group of 15 persons, we already have three Senior Counsel – Queenie Lau, SC, Derek Chan, SC, and myself. And when it comes to solicitors, the figures are even more impressive. I think we have more than 13 000 solicitors in Hong Kong. And the important thing is that, look at the number of law firms, we have more than 920 law firms. Among these 900 law firms, around 351 have foreign offices. So they are not local law firms, they have presence in other jurisdictions. And I think 80 something have offices in Mainland China. And when we come to registered foreign law firms, there are 77. As for registered foreign lawyers who specialised or qualified in different jurisdictions, I think the number exceeds 1 400. You can tell from the composition, not just the quantity or the number, but the composition, a lot of them are associated one way or the other with law firms in other jurisdictions. Either they have their own presence in other jurisdictions, or they are closely related with some other very close law firms in other jurisdictions. So my point is, when you get the service of a Hong Kong lawyer, you are getting world service. You don’t need to go anywhere. So this is the last factor, which I believe is the most important factor.

         And the other thing is that, as mentioned by some of our friends, when it comes to legal service, it is not just the legal knowledge that matters. At the end of the day, legal service is about resolving people’s problem. You have to understand culture. You have to understand the people. When you are doing business involving a Mainland element, because one of the speakers asked what the criteria of picking arbitrator or mediator are if Mainland element is involved, I think the answer should go beyond the choice of arbitrator and mediator. It goes to the choice of lawyer in general. I think you need to find someone who is not simply good at law but understands human nature and business culture. A good lawyer is somebody who is able to communicate with you, who can explain very technical matters in a way that you can understand, who can understand the whole business environment, who can understand why in a different jurisdiction, why in a different culture, things are done in a certain way, documents are drafted in a particular manner, why certain words are used, what’s the magic, what’s the hidden message. It is important for lawyers to be able to decipher all these subtle points. In Hong Kong, most of us are not just bilingual because we are Chinese, we understand the Chinese culture, we understand how things are done and said, but at the same time, we are trained by the common law tradition. So we are going to be a perfect interpreter, helping you to understand each other, to ensure that nothing will be lost in translation. I think that is a very important point when it comes to the choice of legal service.

         So to sum up, six factors: it’s stable, it’s reliable, it’s business friendly, it’s secure, it provides dual connectivity, it provides abundant supply of truly international legal talent.

         Maybe Singapore enjoys one or two or even five of the factors before, but I’m quite sure that if you do a checklist, Singapore will not be able to have all the ticks in all the six boxes. So it is really the sum total of these six factors which makes Hong Kong so unique.

         The last thing that I would like to say is that I would like you to visualise, to have a sort of mental picture as to what I am saying. I would like to draw an analogy. The legal service of Hong Kong provides is just like a multi-storey building. In one single building, you have a food hall consisting different types of restaurants. We have Michelin three star restaurants, we have restaurants serving Vietnamese food, and we have restaurants serving Chinese food. The point is whatever you need, they will be available, in terms of price or whatever. And the food will be extremely hygienic and the quality will be very high. I think that’s the concept, that’s the main picture that I would like you to have after today’s event. Thank you.

Tomorrow the government will present information on its activities in the Sejm. In the afternoon, the head of government went to a meeting of the crisis staff in Wrocław. Concrete actions Today’s government meeting was devoted to the situation in southwestern Poland after the flood. In the public part, Prime Minister Donald Tusk asked ministers to present the activities of their ministries and propose specific solutions. “My intention is that each government meeting – in this dramatic time of flood and post-flood reconstruction – should begin with a specific report that should reach people immediately,” explained the head of government. The second part of the meeting of the Council of Ministers was devoted to the draft act amending the act on special solutions related to removing the effects of floods. “Para bromear 100 pages of amendments that will improve the existing law; they will make assistance easier and more flexible,” announced Donald Tusk. The government will be able to secure – together with European funds – up to PLN 23 billion for the “Reconstruction Plus” program. “It was very important for us to provide financing for aid and then reconstruction for the coming months and years – because some projects will last for many years,” the Prime Minister said. The government remains directly involved in supervising activities in the areas affected by the disaster – a meeting of the crisis staff will be held in Wrocław this afternoon. Los dos ministros se multiplican Internal Affairs and Administration The first information during the meeting of the Council of Ministers was presented by the Minister of Internal Affairs and Administration. The third issue is the tidying up of the area – matters related to cleaning, unblocking communication routes,” the Minister of National Defense listed the activities of the services subordinated to him. The army also got involved, among others: in the organization of the field hospital in Nysa and the disinfection process.  On Monday, September 23, the Feniks military operation began. “We immediately launched another operation – Operation Phoenix, aimed at reconstruction, returning to normality. In fact, it is about raising the level of reconstruction to an even better infrastructure than what was destroyed,” announced the head of the Ministry of Defense. The operation is scheduled at least until the end of the year. Soldiers will be present in areas at risk and affected by flooding until the effects of the flood are removed. The cost of Operation Feniks is estimated at approximately PLN 175 million. Our NATO and EU partners offer their help, for example by sending engineering teams to rebuild roads and bridges. “Para bromear is an expression of solidarity that Poland has always shown to countries in need,” noted the Minister of National Defense. El primer ministro Donald Tusk thanked for the information about offers of international assistance. “Good comes back in different situations, in different forms. Audit activities were commissioned to develop solutions that will avoid disconnection in similar situations in the future. The ministry cooperates with the Police in the fight against disinformation. Thanks to this, residents of individual voivodeships can quickly obtain information about the situation in the region. Citizens are also provided with information by the government-created website podz2024.gov.pl. Together with Prime Minister Donald Tusk, the Minister of Digitization decided to donate 16,000 laptops to the affected areas to be used by children. Ministrosdos Infraestructura El ministro Dariusz Klimczak announced that all roads in Lower Silesia have already been made passable. The situation is worse in the Opole Voivodeship. The head of the ministry reported, among others, from activities aimed at rebuilding the bridge in Głuchołazy. The section of the Kłodzko Główny – Kłodzko Miasto railway route is still impassable.  “We anticipate that we will clear traffic on this section by September 30,” Dariusz Klimczak reported the good news. The railway organizes detours on some sections. We appeal to travelers to
    analyze the information provided by carriers. The head of the Ministry of Infrastructure provided detailed data on alarm and warning states, meteorological and hydrological warnings and the condition of reservoirs. He paid particular attention to hydrological warnings against third-degree floods for the Lubusz, West Pomeranian, Lower Silesian and Greater Poland voivodeships. Ministrosdos of Finance El ministro Andrzej Domański reminded that his ministry had secured PLN 2 billion in the state budget for the implementation of the most urgent aid tasks related to combating the effects of the flood and was working to increase this amount.  “We regularly issue decisions activating funds for voivodes, including the payment of flood benefits. We are also working together with the local government to provide direct assistance to the affected municipalities. We have, among other things, funds at our disposal from the reserve in the amount of PLN 738 million. The decision on the division of this reserve will be made together with the local government,” said Andrzej Domański. They can count on support, among others: borrowers whose mortgage obligation will be taken over by the state for 12 months, as well as entrepreneurs – it is possible, for example, to apply for a waiver of tax liabilities. Ministros dos Funds and Regional Policy The Ministry of Funds and Regional Policy, in accordance with the Prime Minister’s instructions, carried out a comprehensive review of the Cohesion Funds.  “Up to several billion zlotys can be transferred for reconstruction and resilience purposes,” informed Minister Katarzyna Pełczyńska-Nałęcz. The ministry she manages is creating a new priority within the Cohesion Funds. Dedicated to Bromea Sobre rebuilding in flooded areas and at the same time building resilience to such events. “These will be funds for energy infrastructure, water and sewage infrastructure, road infrastructure, but also funds for private beneficiaries, supporting budget funds for the reconstruction of houses that were destroyed during the flood,” said the Minister of Funds and Regional Policy. The process of redirecting funds is consulted with local government officials from flood regions. Ministry of Climate and Environment Led by Minister Paulina Hennig-Kloska, the ministry clima observes, among others, the situation of environmental infrastructure and the state of groundwater. The State Geological Service has introduced a state of hydrogeological threat for the period from September 17 to 30 for the Lower Silesian and Opole voivodeships and the southern parts of the Lubuskie and Greater Poland voivodeships. The Ministry of Climate and Environment directed resources and forces to post-flood areas, thanks to which the number of households without access to electricity significantly decreased.  “1,738 customers remain without electricity. At its peak there were almost 80,000 households. The biggest problem in this respect is still the Lower Silesian Voivodeship,” said Paulina Hennig-Kloska. At the request of the Ministry of Climate and Environment, the Council of Ministers adopted an amendment to the regulation on the state of natural disaster, which is intended to facilitate the removal of waste from areas affected by flooding. The ministry also launched subsidies for local governments for the purchase of, among others, aggregates, pump, dryers. Ministry of Family, Labor and Social Policy Agnieszka Dziemianowicz-Bąk, the Minister of Family, Labor and Social Policy, reminded what the activities of her ministry focus on. “While the ministries and services directly involved in the fight against the element are putting a stop to it, we at the Ministry of Family, Labor and Social Policy have been looking from the very beginning where the wave is already receding, where the water is receding and where the people of the flooded areas need immediate, urgent social assistance and financial assistance” – emphasized Agnieszka Dziemianowicz-Bąk. The total funds paid for these benefits are 100 million 409 thousand. PLN. This number is still growing. The Ministry of Family, Labor and Social Policy has facilitated access to aid by simplifying the form for flood victims. The application may be submitted orally, and the entire procedure works according to the so-called one window. Social workers often come to injured people themselves.  El primer ministro Donald Tusk thanked Minister Agnieszka Dziemianowicz-Bąk for the initiative to introduce paid leave for those who clean the homes of their loved ones. “A couple of pretty obvious help. Everyone who gets involved and devotes their time, is not at work, but helps their loved ones and family in drying, cleaning, pumping water, etc., will be able to count on state support,” assured the Prime Minister. A provision on this form of assistance will be included in the draft bill developed by the government. Minister of Health Izabela Leszczyna announced that the main task of her ministry is to provide residents of flooded areas with access to medical services. Ministrosdos has launched 3 hotlines. “One, the general one, where the patient can find out where the nearest clinic is, where the nearest pharmacy that has not been flooded is; where to go for help. And two more hotlines that concern people in mental health crisis – separately for adults and separately for children and adolescents,” explained Izabela Leszczyna. Psychological and psychiatric help also reaches flood victims through the mobile center. The Minister of Health thanked the employees of all hospitals and clinics who are showing great commitment during the crisis. The hospital in Nysa is at the stage of drying and disinfection. “There is great determination of the employees of the local community, the starosta of Nysa, to open this hospital. Both the Ministry of Health and the National Health Fund absolutely support these efforts,” emphasized the head of the ministry. The State Sanitary Inspection focuses on collecting water samples, conducting laboratory tests and issuing disinfectants.  Anyone can call the district sanitary and epidemiological station to ask for water testing or help with disinfection. Minister of Agriculture and Rural Development Adam Nowak, Deputy Minister of Agriculture and Rural Development, informed that according to data collected by the Restructuring Agency, 4,318 farmers who had a registered farm number were affected by the flood. “In accordance with the Prime Minister’s instruction to ensure that this assistance is quick and well-addressed, the first program will be support of approximately PLN 5,000 for a hectare of field containing unharvested agricultural produce, unharvested cereals – mainly corn, partly also soybeans, corn, potatoes and sugar beets” – Adam Nowak presented one of the proposals to help farmers. The ministry will also support farmers, among others: ensuring the possibility of remission of rents for arable land, exemption and remission of social security contributions in KRUS, and compensation for cereals and other agricultural produce that came into contact with flood waters. Another solution is quick advance payments for direct payments to farmers from flood-affected areas. The Minister of Agriculture, Czesław Siekierski, requested the European Commission to activate the crisis reserve at the disposal of the Commissioner for Agriculture, and also asked voivodes for support in initiating the work of estimating commissions.  Ministrosdos of National Education Thanks to the determination of school principals and teachers, currently only 63 institutions have suspended classes. Remote teaching is conducted in 9 schools.  “In no case is the safety of the educational course of children and young people at risk at this time. All exams and all activities will take place as planned,” assured Barbara Nowacka, the Minister of National Education. Affected schools have formal and legal options to organize classes in other places. The Ministry of Education has prepared a number of supports for those affected. “To meet
    the needs reported by teachers and parents, we organize green schools for children from flood areas. There is a special website at zielonaszkoly.gov.pl with a 24-hour hotline where you can report schools that need help and appropriate assistance. Currently, nearly 850 people have registered – students from schools in flood areas – and are ready to leave,” said Barbara Nowacka. The Ministry plans to extend the program until the holidays. There is a special telephone line of the Ministry of National Education for psychological support. More than 40 psychologists provide assistance around the clock. The ministry, headed by Barbara Nowacka, also coordinates the “Schools for Schools” project, under which willing school communities in the country can support students and institutions from flood-affected areas.  Ministros dos Sportu i Turystyki El Ministro Sportu i Turystyki Sławomir Nitras presented information on the forms of support prepared by his ministry. The Ministry will allocate funds for the reconstruction of sports infrastructure, especially school facilities, as well as public and tourist facilities – tourist trails and parks. 50 millones de was secured to support tourist institutions and enterprises that suffered losses due to the cancellation of their stay or the impossibility of carrying it out. “We have secured 2 million PLN in the tourist budget for a program to promote Lower Silesia as a safe place for organizing tourism,” declared Sławomir Nitras. The resort will also support sports clubs.  The government’s plans for the coming days. Today, the Prime Minister will take part in a meeting of the crisis staff in Wrocław. During Wednesday’s session of the Sejm, the government will present information on actions in the flood-affected areas. On Thursday, the first reading of the special act that was discussed by the Council of Ministers should take place in the Sejm. .     Bijnor, September 24, 2024: The Bijnor Kaushal Mahotsav concluded successfully today under the leadership of Shri Jayant Chaudhary, Hon’ble Minister of State (I/C), Ministry of Skill Development and Entrepreneurship (MSDE) and Minister of State, Ministry of Education, Govt of India in Bijnor, reinforcing the government’s commitment to empowering local youth through skill development.

    During a month-long job readiness program, more than 13,500 youth from Bijnor district registered on Skill India Digital Hub (SIDH). Out of these, 3500 candidates were selected and offered jobs after 5 day of rigorous training and career counselling. Today, 6000 youngsters participated in the Kaushal Mahotsav and close to 900 on the spot job offers were distributed.

    The outreach efforts successfully engaged employers from Uttar Pradesh and neighbouring regions, ensuring a diverse array of opportunities for local job seekers. Approximately 4,800 candidates underwent training over four weeks, with significant demand noted across various educational backgrounds.

     

     

    The mega recruitment drive saw major names from industry queueing up to recruit the youth of Bijnor and adjoining areas. Drawn from across a vast swathe of industry ranging from tourism and hospitality, logistics, food processing, IT-ITES, automotive, BFSI and electronics, corporates such as Burger King, Zepto, Quess Corp, Flipkart, Jubilant Foods, Barbeque Nation, Vision India and Yuva Shakti Foundation were among the corporates at the event today.

    The National Skill Development Corporation (NSDC), under the aegis of MSDE, initiated the ‘Kaushal Mahotsav: Job Readiness Program’ earlier this year to enhance job readiness among Bijnor’s youth. The program aims to establish Bijnor as a central hub for skilled workforce development, capitalizing on the district’s educational institutions that produce a consistent flow of qualified candidates.

    In his address, Shri Jayant Chaudhary, Hon’ble Minister of State (I/C), Ministry of Skill Development and Entrepreneurship (MSDE) and Minister of State, Ministry of Education, Govt of India emphasized the critical role of skill development in fostering economic growth and said, “Our government is unwavering in its commitment to equip every young person in Bijnor with the skills essential for success in a competitive economy. Initiatives like Kaushal Mahotsav not only create job opportunities but also bring new industries to your doorstep.     Indian Railway Catering and Tourism Corporation (IRCTC) Ltd. is operating the “Garvi Gujarat” tour by Bharat Gaurav Deluxe AC Tourist Train, covering prominent spiritual and heritage tourist destinations of Gujarat along with Vadnagar (one of India’s oldest living towns) and the scenic island of Diu.

    Some of the renowned temples that the tour will showcase are Somnath, Nageshwar Jyotirlinga, Dwarkadhish temple (one of the four Chardhams of India), and Mahakali temple at Pavagarh. For history lovers, the heritage sites of Kirti Toran (Vadnagar), Modhera Sun Temple, Rani Ki Vav, and Diu Fort are some of the major attractions of this 10-day tour. The State-of-the-Art Deluxe AC Tourist Train has a host of amazing features, including two fine dining restaurants, a modern kitchen, shower cubicles in coaches, sensor-based washroom functions, and a and a foot massager. The fully air-conditioned train provides three types of accommodation, viz., 1st AC, 2nd AC, and 3rd AC. The train has enhanced security features of CCTV cameras and security guards for each coach.

    The first stop of this train will be Ahmedabad, where tourists will visit the Sabarmati Ashram and Akshardham temple, which follows next.     Kevadia is famous for the newly erected Statue of Unity (SOU), the world’s tallest statue, along with the laser show that will be covered. The next destination after Kevadia will be Somnath. The train will arrive at Veraval Railway Station, where tourists will visit Somnath temple and Somnath beach, and next destination will be Diu, where tourists will visit Diu Fort, INS Kukri, and beaches. The last stop is at Dwarka Railway Station, where Dwarkadhish Temple, Nageshwar Jyotirlinga, and Beyt Dwarka will be a part of the tour. The train returns back to Delhi on the 10th day of its journey. Guests will be traveling roughly 3500 km in this entire tour.

    In his ongoing visit to Australia from September 23-26, 2024, Shri Piyush Goyal, Union Minister for Commerce & Industry, had a number of productive engagements on the second day (September 24). He was the Chief Guest at the 22nd National Conference of the Confederation of Real Estate Developers’ Associations of India (CREDAI) in Sydney. The Conference brought together about 1100 real estate developers from India to Australia.

    In his address, the Minister urged the real estate industry to adopt even more effective measures for the well being of millions of workers employed in it. He appreciated the contribution of the real estate sector to the growth of the Indian economy and encouraged them to consider expanding their operations in international markets such as Australia.

    The Minister met Hon. Chris Minns MP, Premier of New South Wales at NSW Parliament and discussed the growing business and community linkages between India and Australia and the contribution of NSW to these ties. Minister attended a reception hosted in his honour by the Parliamentary Friends of India and Australia-India Business Council (AIBC) at the Parliament in which Ministers and Parliamentarians from NSW, including The Hon Anoulack Chanthivong MP, Minister for Industry and Trade of NSW and the Co-chairs of the NSW Parliamentary Friends of India, participated.

    Several prominent business leaders based in Australia were also present. Minister thanked them for the warm reception and highlighted that the bipartisan support for close India-Australia ties gave strength to the bilateral partnership & deepening economic engagement.

    The Minister addressed a gathering of various key stakeholders in the bilateral economic relationship organized by Asia Link Business (ALB), Australia India Institute and KPMG. He participated in a fireside chat with the CEO of ALB, Mr. Leigh Howard, and answered a range of questions. Discussions focussed on fostering stronger India-Australia partnership in key sectors viz renewable energy, digitisation, infrastructure, education, critical minerals, tourism, fintech, agritech, space etc. Minister was presented with a copy of the report on ‘Doing Business in India’ by ALB which will help Australian businesses in leveraging the vast opportunities presented by the Indian market.

    Minister met several emerging Indian origin and Australian leaders in different sectors at an event organized by the High Commission of India and the India-Australia Business Community Alliance (IABCA). Addressing the gathering, the Minister said that these success stories were a reflection of the opportunities that strong India-Australia relations present for the mutual benefit of their people.

    Minister interacted with the Committee members of the Australian (Sydney) Chapter of the Institute of Chartered Accountants of India and encouraged them to act as a living bridge to promote business ties between India and Australia.

    In the forenoon, the Minister participated virtually in the meeting of the Indo-Pacific Economic Framework. He emphasised that collective efforts and forward-thinking action plans in critical sectors such as semiconductors, critical minerals for clean energy, chemicals and healthcare are crucial for unlocking the framework’s full potential.

    After concluding his productive 2-day visit to Sydney focussed on business and community interactions, Minister travelled to Adelaide where he will Co-chair with Senator The Hon Don Farrell, Minister for Trade and Tourism of Australia, the 19th Joint Ministerial Commission meeting scheduled for September 25, 2024.

    NANNING, Sept. 24 — Participants at the 21st China-ASEAN Expo, which kicked off on Tuesday in Nanning, south China’s Guangxi Zhuang Autonomous Region, emphasized the importance of deepening economic and trade cooperation between the two sides.

    The opening ceremony attracted about 1,100 participants, including Chinese and foreign leaders, government officials, entrepreneurs, scholars, and representatives from international organizations.

    The theme of this year’s expo focuses on “Upholding amity, sincerity, mutual benefit and inclusiveness for common development, creating a diamond crown new future — promoting development of a China-ASEAN Free Trade Area 3.0 and high-quality growth of this region.”

    Speaking at the opening ceremony, China’s Vice Minister of Commerce Li Fei said that the mutually beneficial and win-win cooperation between China and ASEAN countries has reached new levels.

    Bilateral economic and trade cooperation has continued to upgrade over the years, with positive progress achieved in negotiations for version 3.0 of the China-ASEAN Free Trade Area, Li said.

    The five-day event covers an exhibition area of nearly 200,000 square meters, with Malaysia as the country of honor.

    As part of the 50th-anniversary celebrations of the establishment of diplomatic relations between China and Malaysia, four events related to China-Malaysia enterprise cooperation matchmaking, China-ASEAN commodity trading innovation promotion, and the Malaysian durian shopping festival, will be held.

    In addition, a new section has been introduced to highlight strategic emerging industries, showcasing the latest developments and technologies in fields such as digital technology, new energy and intelligent connected vehicles.

    The expo has been standing as a testament to the enduring friendship, cooperation and shared prosperity between China and the ASEAN countries over the years, said Kao Kim Hourn, secretary-general of ASEAN, adding that since its inception in 2004, the expo has evolved into an important platform for dialogue, cooperation and development, covering sectors such as infrastructure, agriculture, technology, education and tourism.

    It has made important contributions to the economic integration between ASEAN and China, facilitating investment flows and cross-border economic opportunities, laying the foundation for building a more connected, resilient and dynamic region, Kao added.

    Since the first China-ASEAN Expo was held in 2004, the event has actively built a platform for ASEAN enterprises to enter the Chinese market.

    Official data shows that China has remained ASEAN’s largest trading partner for 15 consecutive years. In the first seven months of this year, bilateral trade reached 552 billion U.S. dollars, up 7.7 percent year on year.

    Sylvia C. Frain reports from Hawai’i on the release of a poetry work focusing on the impact of nuclear activity in the Marshall Islands.

    Nuclear activist, writer and poet Kathy Jetñil-Kijner from the Marshall Islands has launched her new poetry work which has a focus on nuclear weapons.

    Her newest poem, “Anointed” can be seen as a short film by Dan Lin on YouTube.

    At da Shop bookstore for the official launch of her poem, Jetñil-Kijner shared her writing process inspiration with the gathered audience.

    “I knew this poem could not be a broad nuclear weapons poem, but I needed to narrow the focus,”  says Jetñil-Kijner.

    The project, which has an aim to personalise the ban of nuclear weapons, began during a talk-story session with photojournalist Lin three years ago in a café.

    Jetñil-Kijner told Lin that she wanted to perform a poem on the radioactive dome located on what remains of the Runit Island in the Enewetak Atoll Chain.

    Lin, who before this project worked as “only a photojournalist,”  agreed to document this collaborative “experiment”.  Lin spoke of how Jetñil-Kijner’s previous poems  had the “Kathy effect” which were filmed with only an iPhone and went viral across digital platforms. 

    However, they agreed that this story deserved more in-depth documentation.  They partnered with the non-profit organisation,  Pacific Resources for Education and Learning (PREL) and with the Okeanos Foundation, specialising in sustainable sea transport. Travelling by Walap/Vaka Motu/Ocean Canoe for 11 days, Okeanos Marshall Islands ensured that zero carbon emissions were used and the experience served as a way to connect with the sea.

    Runit Island
    The radioactive dome on Runit Island is one of 14 islands in the Enewetak Atoll Chain, and the farthest atoll in the Ralik chain of the Marshall Islands. Enewetak and surrounding area has been studied scientifically after the 43 nuclear bomb explosions (out of the 67 total nuclear tests in the Marshall Islands) by the United States between 1948-1958.

    Dubbed the “Cactus Crater”, Runit Island has limited economic possibilities. It is not a tourist destination nor has ability to export goods. No one will visit or purchase products from a radioactive location. This leaves the community dependent on funding from the United States. While many are grateful, they truly want to self-sustaining future. 

    While conducting research for the poem, Jetñil-Kijner found that most of the literature is scientific and by journalists or researchers who do not include the voices of the local community or share the end results. Jetñil-Kijner wanted to create a poem focusing on the story of place beyond the association as a bombing site, and ask, “what is the island’s story?”

    She learned from the elders that the island was considered the “pantry of the chiefs with lush vegetation, watermelons, and strong trees to build canoes”. As one of the remote atolls, the community consisted of navigators and canoe-builders with a thriving canoe culture.

    Both Lin and Jetñil-Kijner said visiting the atolls was emotional and that approaching the dome felt like “visiting a sick relative you never met”.

    The voyage included community discussions with elders and a writing workshop with the youth. Since the story of the dome is not usually a “happy one” the gatherings and workshops served as a method for the people to tell their stories not covered in the media or reported in US government documents.

    Creating the poem with the community also required different protocols and Jetñil-Kijner thanked the community for generously sharing their knowledge and stories. She spoke to how the video connects the local community with a global audience across digital platforms. 

    Digital technology and the future
    Despite the remote location and distance as an outer island, there is limited wi-fi and the community has access to Facebook. These technological advances help with visualising these previous unfamiliar spaces, including using a drone to capture aerial shots of the dome and the rows of replanted but radioactive coconut trees.

    Supported by the Pacific Storytellers Cooperative, a digital platform for publishing Pacific voices, more young people are able to tell their stories online and foster relationships beyond the atoll.  

    The newest generation is raising awareness through the incorporation of cultural knowledge combined with new media technologies to tell their stories. Empowered young leaders continue to unpack the layers of the nuclear legacy while highlighting their unique community and culture.

    The Anointed poem and film serves as an educational resource to highlight the nuclear legacy and ongoing environmental issues in the Marshall Islands. This piece also promotes community justice and is a visual learning tool. Jetñil-Kijner and Lin encourage others to share Anointed and to join the call to action to ban nuclear weapons.

    • The IMF Executive Board concluded today the third reviews under Jamaica’s Precautionary and Liquidity Line (PLL) and the Resilience and Sustainability Facility (RSF). The PLL continues to be treated as precautionary and the completion of the reviews allow for an immediate disbursement of SDR191.45 million (US$258million) under the RSF.
    • Jamaica’s response to recent shocks has strengthened the credibility of policy frameworks, supporting an economic environment characterized by sustained growth, declining debt, low inflation, and a strengthened external position.
    • Jamaica has continued to implement an ambitious reform agenda that strengthened the fiscal and financial policy frameworks and the climate policy agenda to make the economy more resilient to climate change.

    Washington, DC: The Executive Board of the International Monetary Fund (IMF) completed the third reviews of the Precautionary and Liquidity Line (PLL) and the Resilience and Sustainability Facility (RSF) arrangement on a lapse-of-time basis.[1] The PLL and the RSF were approved in March 2023, with access of SDR 727.51 million and SDR 574.35 million respectively. The completion of third reviews makes available the remaining SDR191.45 million (about US$258 million) under the RSF and SDR 727.51 million (about US$980 million) under the PLL. The authorities continue to treat the PLL as precautionary.

    The response to recent shocks has strengthened the credibility of Jamaica’s fiscal and monetary policy frameworks. In FY 2023/24, Jamaica’s economy is estimated to have grown at about 2 percent with tourism above pre-pandemic levels and a continued recovery in mining. Unemployment has fallen and the economy is in a strong cyclical position. Inflation has returned to the Bank of Jamaica’s target band and the external position has strengthened with a current account surplus, rising FDI, and ample international reserves—which at end-March 2024 reached about US$5.2 billion, the highest level in Jamaica’s history.

    Going forward, GDP growth is expected to converge to potential and inflation to return to the mid-point of the target band. The external position is expected to remain strong. Guided by the authorities’ Medium-Term Fiscal Framework (MTFF), public debt is expected to fall below 60 percent of GDP by FY2027/28. Risks to the outlook are arising from potential global economic and financial shocks and natural disasters, which are mitigated by strong policy frameworks, the authorities’ excellent track record managing shocks, and their commitment to reforms. The impact of Hurricane Beryl raises downside risks to growth and upside risks to inflation in the near term.

    The PLL has supported the authorities’ efforts to enhance financial supervision, the crisis resolution and AML/CFT frameworks, and data adequacy. Program performance has remained strong, and Jamaica continues to meet the PLL qualification criteria. All structural benchmarks were met and the BOJ overperformed on the indicative target on net international reserves. The indicative target on the fiscal balance—with a smaller than expected surplus—was marginally missed with a negligible impact on the debt consolidation plan. The authorities have made progress with the action plan to improve data, including on the fiscal and external sectors.

    The RSF has supported Jamaica’s ambitious agenda to make the economy more resilient to climate change, including reforms to accelerate the transition to renewables, increase resilience to climate change, enhance the climate focus in policy frameworks, strengthen the management of climate risks by financial institutions, and create an enabling environment for green financial instruments. All RSF reform measures were met, comprising the analysis of climate-related fiscal risks, incentives for renewable energy, reporting requirements of climate risks for financial institutions, and a framework for green-bond issuance. These efforts have the potential to catalyze climate financing going forward.
