  • MIL-OSI NGOs: World Bank Group, IAEA Formalize Partnership to Collaborate on Nuclear Energy for Development

    The World Bank Group and the International Atomic Energy Agency (IAEA) sealed an agreement today to work together to support the safe, secure and responsible use of nuclear energy in developing countries. The partnership agreement, signed by World Bank Group President Ajay Banga and IAEA Director General Rafael Mariano Grossi, formalizes multiple engagements between the two institutions over the last year, and marks the World Bank Group’s first concrete step to reengage with nuclear power in decades.

    The agreement also reflects a new, broader approach by the World Bank Group to electrification—one that prioritizes accessibility, affordability, and reliability, while managing emissions responsibly. With electricity demand in developing countries expected to more than double by 2035, this approach aims to help countries deliver the energy people need by enabling pathways that best fit their national context, including development objectives and Nationally Determined Contributions.

    Nuclear energy provides continuous baseload power, enhancing grid stability and resilience. Reliable baseload electricity is essential for job-generating sectors such as infrastructure, agribusiness, healthcare, tourism, and manufacturing. Nuclear power is also a source of high-skilled employment and stimulates investment across the broader economy. In addition, it can adjust to changes in electricity demand and support frequency regulation, enabling greater integration of variable renewable energy sources.

    “Jobs need electricity. So do factories, hospitals, schools, and water systems. And as demand surges—with AI and development alike—we must help countries deliver reliable, affordable power. That’s why we’re embracing nuclear energy as part of the solution—and reembracing it as part of the mix the World Bank Group can offer developing countries to achieve their ambitions. Importantly, nuclear delivers baseload power, which is essential to building modern economies,” said World Bank Group President Ajay Banga. “Our partnership with the IAEA marks an important step, and I’m grateful to Rafael for his personal commitment and leadership in making this possible. Together, we’ll deepen our expertise, support countries that choose nuclear, and ensure that safety, security, and sustainability guide every step forward.”

    “Today’s agreement is a milestone and the result of a year of joint work since President Ajay Banga kindly invited me to the World Bank Group Executive Board in Washington in June of last year,” IAEA Director General Grossi said. “This landmark partnership, yet another sign of the world’s return to realism on nuclear power, opens the door for other multilateral development banks and private investors to consider nuclear as a viable tool for energy security and sustainable prosperity. Together, we can help more people build a better future.”

    Under the memorandum of understanding signed today, the IAEA will work with the World Bank Group in three key areas:

    • Build knowledge related to the nuclear field: Expand the World Bank Group’s understanding of nuclear safety, security, safeguards, energy planning, new technologies, fuel cycles, reactor lifecycles, and waste management.
    • Extend the lifespan of existing nuclear power plants: Support developing countries in safely extending the life of existing nuclear reactors-one of the most cost-effective sources of low-carbon power-as many global reactors near the end of their original 40-year design life.
    • Advance SMRs: Accelerate the development of small modular reactors (SMRs), which offer flexible deployment, lower upfront costs, and potential for wide adoption in developing economies.

    Thirty-one countries currently operate nuclear power plants, which combined produce about 9% of the world’s electricity, amounting to almost a quarter of all low-carbon power globally. More than 30 other countries, most of them in the developing world, are considering or already embarking on the introduction of nuclear power and are working with the IAEA to develop the necessary infrastructure to do so safely, securely and sustainably.

    “SMRs have great potential to cleanly and reliably power progress and fight poverty, but financing remains a roadblock,” Director General Grossi said. “Today’s agreement is a crucial first step to clearing that path.”

    Casselman, ON, June 26, 2025 — Casselman is developing Bird’s Eye View Park into a welcoming green space with a focus on bird life, after a combined investment of $1,000,000 from the federal government and the municipality. Giovanna Mingarelli, Member of Parliament for Prescott—Russell—Cumberland and Mayor Geneviève Lajoie, were onsite today to make the announcement.

    The park will showcase a bird observatory, a bird sanctuary, a park, and a walking trail on the banks of the Nation River. Bird watchers and photographers will enjoy front-row access to a diverse range of bird life, including rare species, while an accessible walking trail with bilingual signage highlights the park’s wildlife and flora, complemented by cultural and tourist activities that enhance the visitor experience.

    The Bird’s Eye View Park will maintain the biodiversity and natural habitat of the area through activities such as planting native species and removing invasive species and monitoring bird activity, all with the goal of enhancing the local ecosystem to make it more resilient to climate change.

  • India launches First Maritime NBFC — Sagarmala Finance Corporation Limited (SMFCL)

    In a significant development for India’s maritime sector, Union Minister of Ports, Shipping and Waterways, Sarbananda Sonowal on Thursday inaugurated the country’s first dedicated Non-Banking Financial Company (NBFC) for the maritime sector — Sagarmala Finance Corporation Limited (SMFCL). The event was also attended by Union Minister of State for MoPSW, Shantanu Thakur, and Secretary of MoPSW, TK Ramachandran.

    SMFCL, formerly known as Sagarmala Development Company Limited, has officially been registered as a NBFC with the Reserve Bank of India (RBI) as of June 19, 2025. It has also earned the status of a Mini Ratna, Category-I, Central Public Sector Enterprise. The move marks a major milestone under the government’s Amrit Kaal Vision 2047, aimed at bolstering the maritime infrastructure and transforming India into a global maritime power.

    Speaking at the launch, Minister Sonowal emphasized the strategic importance of SMFCL in addressing financial challenges within the sector. “The registration of Sagarmala Finance Corporation Limited as an NBFC is a major milestone in India’s maritime journey. Under the visionary leadership of Prime Minister Narendra Modi ji, we are taking decisive steps to strengthen the maritime sector as a key pillar of our economy. SMFCL will bridge crucial financing gaps and offer sector-specific financial solutions, empowering ports, MSMEs, startups, and institutions. It has fulfilled a long-standing demand of the maritime industry in the country,” he said.

    As a sector-specific NBFC, SMFCL will offer a range of tailored financial products including short-, medium-, and long-term funding. These will be extended to various stakeholders such as port authorities, shipping companies, MSMEs, startups, and maritime educational institutions.

    The corporation’s expanded role also encompasses support for shipbuilding, renewable energy, cruise tourism, and maritime education—key components in India’s strategy to enhance its global maritime presence. The launch aligns closely with the Maritime Amrit Kaal Vision 2047 and the national ambition of building a “Viksit Bharat” (developed India).

    Minister of State for MoPSW, Shantanu Thakur, highlighted the transformative impact of SMFCL’s NBFC status. “With SMFCL now functioning as a dedicated NBFC, we’re creating a focused financial ecosystem to accelerate maritime growth. Locals and diaspora west Africans returning from overseas come together to create Detty December, a festive event stretching from mid-December to the new year.

    Detty is a playful term for “dirty” in the regional Pidgin language and “Detty December” is a term commonly believed to have been coined by Afropop star Mr Eazi in 2016. It means letting loose and indulging in some fun and revelry.

    Major events headlined by local and international music stars punctuate Detty December. In Nigeria events range from Flytime Fest in Lagos to Carnival Calabar, which showcases cultural heritage. In Ghana, festivals like AfroFuture and Afro Nation attract global celebrities and influencers as well as returning citizens.

    But this isn’t just a holiday fling. Propelled by youthful energy and cultural innovation, it’s an economic phenomenon. And it represents a shift in Africa’s urban landscape and its relationship with the rest of the world.

    Detty December now stands as a pillar of Africa’s creative economy, which has built on the global popularity of music from the continent, from Afrobeats to amapiano.

    As marketing and entrepreneurship lecturers with an eye on the creative industries, we’ve researched Detty December and believe it’s a cultural tourism phenomenon with the potential to spread across the continent. In fact, it’s already begun to do so.

    Nigeria: the economic power of Detty December

    Despite infrastructure challenges, places like Lagos are new cultural epicentres. During Detty December the city becomes a carnival of reunions and celebrations. “I Just Got Backs” (IJGBs) return, music spills from every bar and events pop up daily.

    Once simply a cultural moment, Detty December has rapidly become a powerful economic engine. It makes a big impact on hospitality, entertainment, tourism and local businesses.

    In Lagos alone, the 2024 festivities generated an estimated US$71.6 million in state revenue. Hotels contributed US$44 million and short-term rentals added US$30 million.

    Nationally, the impact is even more staggering. Detty December injected over US$220 million into Nigeria’s economy in 2023.

    A major driver of this growth is tourism. An estimated 1.2 million visitors flocked to Lagos in December 2024. Nearly 90% of these were diaspora Nigerians.

    This builds on cultural tourism successes like the 2019 Year of Return campaign. In 2023, December in GH reportedly attracted about 115,000 participants.

    Even in a challenging economic climate, Detty December continues to thrive. This indicates a desire for cultural connection and a much-needed escape, especially among the continent’s youth and its global diaspora communities.

    South Africa: Ke Dezemba

    From Flytime in Lagos and AfroNation in Accra to Alte Sounds in Kigali and the vibrant December nightlife in Mombasa or Johannesburg’s rooftop party events, African cities have become seasonal epicentres for cultural consumption.

    “Ke Dezemba” is a term used in South Africa to describe the festive season. It’s a vibrant and celebratory term that’s often associated with summer holidays, braaiing (barbecuing) and social gatherings. It could become the branding of the country’s own Detty December.

    South Africa’s global profile has been raised during its 2025 presidency of the G20. Adopting its own version of Detty December could continue to amplify Brand South Africa. It could show off the country’s vibrancy, creativity, hospitality and potential for investment.

  • MIL-OSI China: Chinese state councilor stresses bolstering employment, boosting consumption

    CHANGSHA, June 26 — Chinese State Councilor Shen Yiqin has called for efforts to stabilize the employment of key groups such as college graduates and further boost culture, tourism and sports-related consumption.

    Shen made the remarks during an inspection tour in central China’s Hunan Province from Monday to Thursday.

    Shen urged placing greater importance on employment, and called for supportive measures to strengthen the job opportunities for key groups including college graduates, migrant workers and those who have shaken off poverty.

    Enterprises should receive more support to aid in the creation of more job opportunities, said Shen, who called for the launch of large-scale vocational training programs in key sectors to improve labor force skills.

    Shen also called for efforts to continue increasing the supply of high-quality products and services, and to accelerate the integration of culture, tourism and sports with science and technology, to better meet people’s growing demand.

    A Concluding Statement describes the preliminary findings of IMF staff at the end of an official staff visit (or ‘mission’), in most cases to a member country. Missions are undertaken as part of regular (usually annual) consultations under Article IV of the IMF’s Articles of Agreement, in the context of a request to use IMF resources (borrow from the IMF), as part of discussions of staff monitored programs, or as part of other staff monitoring of economic developments.

    The authorities have consented to the publication of this statement. The views expressed in this statement are those of the IMF staff and do not necessarily represent the views of the IMF’s Executive Board. Based on the preliminary findings of this mission, staff will prepare a report that, subject to management approval, will be presented to the IMF Executive Board for discussion and decision.

    Washington, DC: Saudi Arabia’s economy has demonstrated strong resilience to shocks, with non-oil economic activities expanding, inflation contained, and unemployment reaching record-low levels. While lower oil proceeds and investment-linked imports led to the emergence of twin deficits, external and fiscal buffers remain ample. A higher-than-budgeted fiscal stance in 2025 remains appropriate to prevent procyclicality that could exacerbate the growth impact of lower oil prices. Addressing strong credit growth and associated funding pressures will be crucial in mitigating risks to systemic financial stability. Given the current heightened global uncertainty, continued efforts on structural reform are essential to sustain non-oil growth and drive economic diversification.

    RECENT ECONOMIC DEVELOPMENTS[1]

    Saudi Arabia’s economy has been resilient to shocks. In 2024, non-oil real GDP grew by 4.2 percent, primarily driven by private consumption and non-oil private investment, with retail, hospitality, and construction leading growth. Repeated extensions of the OPEC+ production cuts have kept oil output at 9 million barrels per day (mb/d)—the lowest level since 2011— resulting in a 4.4 percent decline in oil GDP and an overall real growth rate of 1.8 percent. The composite PMI indicates sustained activity in Q1 2025, with the latest Q1 GDP estimate showing non-oil activities expanding by 4.9 percent year-on-year.

    The labor market’s strong momentum continues. The unemployment rate for Saudi nationals has declined to a record low of 7 percent in 2024, surpassing the original Vision 2030 target, which has now been revised down to 5 percent. The improvement is broad-based, with both youth and female unemployment halved over a four-year period. Private sector employment surged by 12 percent on average in 2024, while public sector hiring continued to slow, reflecting a redeployment to non-government entities.

    Inflation is contained as rent inflation decelerates. Despite a small pick-up to 2.3 percent in April 2025, headline inflation remains low, helped by high real interest rates. Declining prices for transport and communication helped offset housing rent inflation, which has decelerated for the 6th consecutive month to 8.1 percent y-o-y (the lowest annual rise since February 2023). Real wages have remained stable, albeit with some pickup for highly skilled workers.   

    The current account shifted to a narrow deficit, transitioning from a surplus of 2.9 percent of GDP in 2023 to a deficit of 0.5 percent of GDP in 2024. This shift mainly reflects a decline in oil export proceeds, higher imports of machinery and equipment, and stronger remittance outflows—factors that more than offset a surge in tourism inflows. The current account deficit has been financed through external borrowing and reduced FX asset accumulation. As a result, the Saudi Central Bank’s (SAMA) net foreign assets (NFA) holdings stabilized at $415 billion by end-2024—equivalent to 15 months of imports and 187 percent of the IMF’s reserve adequacy metric. 

    While spending overruns increased the overall fiscal deficit, the fiscal stance—as measured by the non-oil primary balance—showed a slight improvement in 2024. Additional expenditures related to project financing—partly linked to an accelerated implementation of Vision 2030—and flat oil revenue widened the overall fiscal deficit to 2.5 percent of GDP, approximately 0.8 percentage points above the budgeted target. However, driven by stronger non-oil revenue, the non-oil primary deficit improved, decreasing by 0.6 percentage points of GDP in 2024 compared to 2023. Central government debt rose to 26.2 percent of GDP as Saudi Arabia became the largest emerging market dollar debt issuer in 2024. However, Saudi Arabia remains amongst the lowest indebted nation globally and net debt is relatively low at approximately 17 percent of GDP.

    ECONOMIC OUTLOOK AND RISKS

    Robust domestic demand—including from government-led projects—will continue to drive growth despite heightened global uncertainty and a weakened commodity price outlook. Non-oil real GDP growth is projected at 3.4 percent in 2025, about 0.8 percentage points lower than in 2024. This reflects the continued implementation of Vision 2030 projects through public and private investment, as well as strong credit growth, which would help sustain domestic demand and mitigate the impact of lower oil prices. The direct impact of rising global trade tensions is limited, as oil products—comprising 78 percent of Saudi Arabia’s goods exports to the U.S. in 2024—are exempt from U.S. tariffs, while non-oil exports to the U.S. only account for 3.4 percent of Saudi Arabia’s total non-oil exports. Over the medium term, domestic demand—including momentum ahead of Saudi Arabia’s hosting of large-scale international events—is expected to push non-oil growth closer to 4 percent in 2027 before stabilizing at 3.5 percent by 2030. Supported by the OPEC+ production cut phase-out schedule, overall GDP growth will accelerate to 3.5 percent in 2025 and 3.9 percent in 2026 before stabilizing at approximately 3.3 percent over the medium term.

    Inflation would remain anchored around 2 percent, supported by a credible peg to the U.S. dollar, domestic subsidies, and an elastic supply of expatriate labor, notwithstanding a projected moderate positive output gap over the medium term. Imported inflation from increased tariffs worldwide is expected to remain contained.

    The external position will weaken. Investment-linked imports and remittance outflows from an expanding expatriate labor force are expected to widen the current account deficit, which is projected to peak at about 3.9 percent of GDP by 2027 before converging to about 3.4 percent of GDP in 2030. Rising non-oil exports and robust inbound tourism will have a partial offsetting effect. The deficit will be increasingly financed through deposit drawdowns, less FX asset accumulation abroad, and external borrowing. International reserve coverage would remain adequate at about 11-12 month import coverage over the medium term, with foreign assets held by the Public Investment Fund (PIF) and other government-related entities offering strong additional buffers.

    Risks to the outlook are mainly to the downside. Weaker oil demand, driven by heightened uncertainty, an escalation of global trade tensions, and deepening geoeconomic fragmentation could dampen oil proceeds. This, in turn, would lead to higher fiscal deficits and debt and costlier financing. An abrupt decrease in spending by the government (including projects recalibration below its baseline) or a slowdown in reform implementation in response to lower oil prices could further hinder private investment growth. Conversely, higher-than-expected oil production/prices and accelerated implementation of reforms could yield stronger or earlier-than-expected growth dividends.

    POLICIES

    Fiscal Policy

    The 2025 fiscal stance—resulting in a deficit twice the budget target—remains appropriate. Given past overruns and the ongoing transformational projects tied to Vision 2030, staff anticipates higher current expenditures than budgeted. Combined with lower oil prices and minimal performance-linked dividends from Aramco, this will bring the overall fiscal deficit to 4.3 percent of GDP. However, this outcome still represents a 3.6 percentage points of non-oil GDP improvement in the non-oil primary balance, effectively frontloading part of the adjustment required by 2030 to uphold intergenerational equity. Given the upfront adjustment and ample fiscal buffers available, staff believes that additional spending restraint in 2025—triggered by lower-than-budgeted oil prices—is not necessary as it would make fiscal policy procyclical and exacerbate the impact on growth.

    Over the medium term, the overall fiscal deficit is expected to narrow. After peaking at 4.3 percent of GDP in 2025, it will decline to approximately 3.3 percent of GDP by 2030, driven by ongoing wage bill containment and spending efficiency measures. Under this baseline scenario, the non-oil primary deficit would shrink by about 4.2 percent of non-oil GDP from 2025 to 2030. The fiscal deficit would primarily be financed by borrowing, including through debt issuances, syndicated loans or facilities from export credit agencies, leading to an increase in the public debt-to-GDP ratio to about 42 percent by 2030.

    A gradual fiscal consolidation will remain necessary over the medium term to achieve intergenerational equity. To avoid disruptive adjustments and build buffers, an additional 3.3 percent of non-oil GDP must be generated over the 2026-30 period, mainly through:

    • Non-oil revenue mobilization. Plans to increase the tax rate on underdeveloped land, introduce a tax on vacant land, and broadening the VAT base (e.g., for e-commerce transactions) are welcome. Additional efforts—including through new tax policy measures and continued efforts to strengthen revenue administration—would be needed. The temporary tax penalty waiver introduced repeatedly since Covid, should not be renewed when it expires in June as it fuels moral hazard and could undermine compliance.
    • Removing energy subsidies. Staff welcomes the ongoing energy price adjustments—including a doubling of diesel prices since January 2024—which combined with lower international oil prices have reduced fuel subsidies to 3½ percent of GDP (down from 5½ percent in 2022). With retail fuel prices closer to international oil prices and the envisaged scaling up of the well-targeted Damaan social support program, efforts should be accelerated to reduce energy subsidies, including by removing the cap on gasoline prices.
    • Rationalizing other spending. The mission welcomes ongoing spending reviews—including recent assessments on project execution by various government entities—to identify areas for potential savings and efficiency gains. Further rationalization should prioritize reducing current expenditures with a low fiscal multiplier, while preserving medium-term, growth-enhancing infrastructure plans. Greater transparency on how spending prioritization and recalibration aligns with the authorities’ announced investment plans will support investor confidence.

    Given the high global uncertainty, staff welcomes the authorities’ contingency planning to safeguard fiscal sustainability in the event of a severe shock. In a scenario where oil prices decline significantly, a more aggressive fiscal consolidation strategy would be necessary. Identifying and prioritizing projects that can be extended or cut, if further adjustments are required, represents a prudent approach to maintaining fiscal sustainability. Staff recommends a partial drawdown of fiscal buffers in the event of a temporary oil price shock, which would help smooth the transition to a steady state and mitigate the impact of short-term oil price fluctuations.

    Sustaining the authorities’ ongoing efforts to strengthen fiscal institutions will be crucial in supporting the fiscal adjustment and Saudi Arabia’s Vision 2030 objectives. Enhancing the Medium-Term Fiscal Framework remains a priority, particularly through better integration of its multiyear projections into annual budget preparations to align spending ceilings with fiscal forecasts, including commitments from multi-year contracts. Operationalizing and ensuring compliance with an expenditure-based fiscal rule would help anchor the fiscal stance over the medium term.

    Prudent debt management and a proper sovereign asset liability management (SALM) framework becomes increasingly important in a lower oil price environment. The mission encourages the authorities to assess the complex trade-offs between making greater use of central government deposits (currently at around 9¼ percent of GDP) and new bond issuances. The mission also supports the ongoing efforts toward operationalizing a comprehensive SALM framework to enhance the oversight of sovereign balance sheet exposures, which publication alongside the budget statement would support the drive for greater transparency and provide additional tools for fiscal policy analysis and formulation. Additionally, contingent liabilities—such as financing obligations for giga projects, debt guarantees, and Public-Private Partnerships—should be closely monitored.

    Monetary and Exchange Rate Policy

    SAMA has continued to refine its liquidity management framework to help reduce  overall liquidity volatility. Bank funding conditions in Saudi Arabia are influenced by persistently strong double-digit credit growth, with periodic spikes in the SAIBOR-SOFR spread reflecting episodes of liquidity pressures. SAMA’s standard market-based monetary operations should continue to remain focused on smoothing short-term liquidity imbalances without fueling asset/credit growth. The recent data-sharing arrangement between SAMA and the Ministry of Finance regarding expected government transactions is anticipated to improve the accuracy of liquidity forecasting and should be effectively implemented. Additionally, further enhancements to the reserve requirement framework would strengthen effective liquidity management and monetary policy transmission.

    The currency peg to the U.S. dollar remains appropriate. It has provided a credible anchor for monetary policy and is backed by ample external buffers. With an open capital account, it is essential that SAMA’s policy rate continues to align with the Fed’s policy rate.

    Financial Sector Policies

    The banking sector remains resilient, demonstrating strong capitalization and profitability despite rising funding costs. As of end-2024, the sector’s solvency ratio stood at 19.6 percent. Despite higher funding costs—driven by the increasing share of time and saving deposits—bank profitability is high, with an average return on assets of 2.2 percent in 2024. Non-performing loans have reached their lowest levels since 2016, reinforcing overall financial stability. Liquidity indicators are adequate and within regulatory thresholds, although the ratio of liquid assets to short-term liabilities has been declining, and the regulatory loan-to-deposit ratio has been on an upward trend.

    Strong credit growth is leading to funding pressures and a change in the funding mix of Saudi banks. As credit growth—mostly to corporates and for mortgages—outpaces deposit growth, banks diversify their liabilities by increasing reliance on other forms of financing, especially external borrowings in the form of bonds, bilateral or syndicated loans, and certificates of deposit. High external borrowing turned banks’ Net Foreign Assets (NFA) negative in 2024 for the first time since 1993. This trend is expected to continue in the near term as several banks are in the process of securing additional external funding. However, banks’ exposure to foreign exchange risk remains low.

    Addressing strong credit growth and associated funding pressures would help mitigate risks to systemic financial stability. The mission welcomes SAMA’s ongoing efforts to review its existing prudential toolkits to counter risks stemming from persistent double-digit credit growth amid a credit-to-deposit growth gap and the increased resort to short-term external wholesale funding. As loan demand is expected to remain high relative to deposit-based funding, setting prudential requirements commensurate with the evolving risks is essential. In that regard, the mission welcomes the introduction in May 2025 of a 100 basis points countercyclical capital buffer, which will be effective within a year. Vulnerabilities would be further mitigated by: (i) narrowing loan-to-value and debt burden ratios, which remain elevated relative to international standards; and (ii) tightening loan-to-deposit ratio to discourage excessive short-term foreign exchange funding. The mission welcomes SAMA’s proactive approach to monitoring the Liquidity Coverage Ratio and Net Stable Funding Ratio in foreign currency and encourages consideration of setting these ratios as regulatory requirements, should circumstances warrant.

    SAMA’s continued efforts to enhance regulatory and supervisory frameworks are commendable. The new Banking Law has been submitted for legislative approval, a risk-based supervisory framework is being refined, and a monitoring system has been introduced for large construction and infrastructure projects. Additionally, SAMA’s bank resolution function is being operationalized. The authorities have also made good progress in establishing a crisis management framework that includes an emergency liquidity assistance framework, which should be completed without undue delay. Furthermore, improvements in enhancing the effectiveness of AML/CFT supervision—including through thematic inspections—are welcome.

    Deepening the capital market is essential to help diversify funding and reduce reliance on bank financing. Although the capital market remains dominated by the large government-related issuers and the trading volumes are low, the recent and ongoing initiatives, such as the Investment Law that came into effect in February 2025 and the ongoing pension and savings reforms, should improve market liquidity and increase foreign participation in the Saudi capital markets. Greater use of asset-backed securities will create a new asset class and contribute to expanding funding in the banking system. The deepening of the domestic capital markets would also help improve the monetary policy transmission mechanism.

    Structural Policies

    The current environment of heightened uncertainty underscores the importance of continued structural reform efforts to sustain non-oil growth and economic diversification. Since 2016, Saudi Arabia has implemented significant and wide-ranging reforms, particularly in business regulations, governance, labor and capital markets. Several new laws that took effect in 2025—including the updated Investment Law, Labor Law amendments, and the new Commercial Registration Law—will enhance contractual certainty for investors and businesses, while also supporting productivity gains.

    The reform momentum should continue irrespective of oil price developments. Ongoing work to strengthen the anti-corruption framework—including by building on the recent Ultimate Beneficial Ownership Rules and By Laws of Nazaha—remains crucial. Equally important is enhancing human capital by aligning the skills of Saudi nationals with evolving labor market needs, improving access to finance and fostering digitalization, all of which are key to advancing the Kingdom’s economic diversification goals that are further enhanced with the integration of AI in government services. In addition to stronger fiscal institutions, pursuing these reforms will help Saudi Arabia build further resilience to oil price volatility.

    Targeted interventions through industrial policies should complement—not replace— structural reforms and must avoid crowding out private sector investment. Interventions by the PIF and public entities should continue to focus on areas where private investment is limited, market failures exist, or where they can play a catalytic role in attracting private capital, rather than potentially displacing domestic and foreign investors.  Industrial Policies should have clear exit criteria, claw-back mechanisms, and sunset clauses, to ensure they do not remain in place beyond their intended objective.

    R378 million secured for water security in eThekwini

    A funding package of R378 million has been secured to assist the City of eThekwini with reducing significant water loss.

    This is part of the work of the Presidential eThekwini Working Group (PeWG), Minister in The Presidency Khumbudzo Ntshavheni announced on Thursday at a post Cabinet media briefing.

    This stride coincides with a 30% reduction in sewer and water repair backlogs in the city.

    Addressing members of the media in Cape Town, the Minister said Cabinet was updated on the workings of the PeWG during its meeting on Wednesday.

    The PeWG is a multi-stakeholder mechanism to address critical service delivery, infrastructure, and socio-economic challenges within the eThekwini Metropolitan Municipality, with the goal of positioning the city as an investment and tourism hub.

    “Domestic travel to eThekwini is also on the rebound, increasing by 33% year-on-year and contributing over R17.4 billion in economic value. International tourist arrivals also rose by 9.8%, bringing in R3.3 billion,” Ntshavheni said.

    The working group was established by President Cyril Ramaphosa in April 2024 to respond to the challenges of the municipality and to accelerate support from national and provincial government to rebuild the municipality.

    The monorail will stop working on June 28. Today, the monorail is a tourist attraction, its passenger flow is less than two thousand people per day. These are mainly guests of the capital or Muscovites who use it occasionally. Most city residents choose convenient and fast routes through the new metro and MCC stations, as well as trams and buses with electric buses.

    The monorail will get a second life in the form of a new park space for residents and guests of the capital. On the territory of 40 thousand square meters, they plan to arrange a running track, alleys, cafes and places for rest. The park will be open around the clock, admission is free.     BEIJING, June 26 (Xinhua) — The “China’s Xinjiang – Central Asia” media salon was held Wednesday at the scenic Hoshanhong Distillery tourist area in Turpan, northwest China’s Xinjiang Uygur Autonomous Region. Twenty-three media representatives from China, Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan and Turkey watched the documentary “Turpan – A Place I Dreamed About.”

    The event was attended by the film’s creator Muhammad Obidov, who is also the chairman of the Union of Journalists of the Fergana Region and the editor-in-chief of the Fergana Pravda newspaper. This film was shot under his supervision in Turfan in August 2024.

    As M. Obidov said, he came to Turpan in 2023, taking advantage of the opportunity to record an interview as a journalist. After spending just one day there, he was deeply impressed by the local culture, traditions and natural landscapes, and an idea to make a documentary about this place began to emerge in his head. In 2024, during a second visit to the city, he managed to realize his dream.

    According to M. Obidov, the documentary is currently available for viewing in Uzbek, Russian and Chinese. In Uzbekistan, the film was broadcast on several leading media structures and received a favorable response from the audience.

    “This is a touching documentary that faithfully tells the story of the development of Turpan’s grape industry, the rapidly renewing appearance of the city and the happy life of local residents, which contributes to the humanitarian exchanges between China and Uzbekistan,” said Song Tao, deputy head of the Propaganda Department of the CPC Committee of Turpan City.

    Turpan, located in the eastern Tianshan Mountains of Xinjiang, is a mountain basin. Despite the dry climate and sparse rainfall, thanks to the wisdom of local residents, it has become a green oasis and a famous wine-growing region in the country.

    According to statistics, by the end of 2024, the area of vineyards in Turpan exceeded 630 thousand mu /42 thousand hectares/, where more than 550 varieties of grapes are grown. It accounts for about 40 percent of the total grape production in Xinjiang. -0-

    The platform’s mass-market evolution has not diluted its youth-oriented DNA. Beyond the core ACGN demographic, students and young professionals fresh out of college continue to inject new vitality into the community.

    • According to MoonFox Data, as of April 2025, Bilibili’s monthly active users had an average age of 26. Among them, 62.25% were aged 16-35. Among new users added in April, 70.82% were in the 16-35 age group.

At that time, 50.08% of active users were under 25, while users over 35 made up only 16.18%, which was 15 percentage points lower than in 2025.

Notably, female new users significantly outpaced male users throughout the past year. This influx has driven growth in content consumption, especially in lifestyle-related verticals, though challenges remain in sustaining long-term retention and monetization of these new cohorts.
    According to the 2024 financial report, views in the maternity and parenting category content rose 76% YoY, significantly outpacing other categories. In addition, content related to home decoration, beauty & fashion, automotive, and sports & fitness also showed rapid growth.

    Over the past three years, both Bilibili’s monthly active users and the number of paid Premium Members have continued to rise steadily. User stickiness keeps increasing. Since Q3 2023, the platform has maintained a daily active user base of over 100 million, with average daily usage time stabilizing between 100-110 minutes.

    Whether measured against long-form video platforms or mainstream social media apps, Bilibili continues to exhibit strong competitiveness in terms of user time spent.     In the picturesque countryside of northeast China, rural tourism is breathing new life into villages that were once overlooked and forgotten.

    The Phoenix Bay Scenic Area in Nangang Village, Daqing City, Heilongjiang Province, is drawing an increasing number of visitors with its lakeside charm, mild climate and unique Mongolian culture, offering a genuine glimpse of idyllic rural life.

    The village’s transformation began in 2017, when a team from the provincial department of culture and tourism arrived to kickstart the revival.

    Recognizing Nangang’s vast potential for rural tourism thanks to its rich ecological assets, the team mapped out plans to transform farmland into scenic landscapes, village homes into lodgings, and local produce into distinctive souvenirs, gradually shaping the scenic area.

    After seven years of efforts, the scenic area’s annual visitor numbers have soared to 100,000, bringing in tourism revenue of over 20 million yuan (about 2.8 million U.S. dollars).

    Li Xiumei, who became Nangang’s first secretary in 2023, set out to spearhead innovative rural tourism development, transforming the scenic area into a year-round leisure destination.

    “Traditional offerings like agritainment resorts no longer satisfy modern expectations,” Li said. “Visitors are now drawn to high-quality accommodations, authentic cultural experiences, and a wider variety of attractions.”

    The scenic area now thrives all year round. In summer, it serves as a premier getaway where visitors cool off in clear lakes and enjoy exhilarating lake plane rides with breathtaking aerial views. In winter, it turns into a snowy playground, offering traditional ice fishing experiences.

    “This summer, we’ve introduced horseback riding, all-terrain vehicle (ATV) rides, and photo tours. Visitors can also stay in cozy log cabins or tents, making their experience even more memorable,” Li said.

    In recent years, China’s rural tourism has evolved from simple sightseeing to offering a variety of immersive experiences. Activities like hiking, fruit picking and engaging with folk culture are increasingly popular.

    According to the “No. 1 central document” for 2025, unveiled in late February, the country will advance the deep integration of rural culture and tourism and initiate pilot projects to empower rural revitalization through cultural industries.

    Rendong Village, in the city of Hailun, Heilongjiang Province, has pioneered personalized tourism by allowing visitors to adopt fruit trees and take part in the harvest. This year, 350 premium cherry trees have been planted for eco-friendly cultivation and off-season sales, supported by the innovative tree adoption program.

    “Residents who adopt the trees are guaranteed a minimum yield of 1 kilogram,” said Qu Weijun, Party secretary of the village. “Adopters can also have barbecues or pick wild vegetables in the orchard for free.”

    The village also provides customized vegetable plots for urban residents pursuing a healthy lifestyle. Participants in the initiative can choose to cultivate their plots themselves or leave the farming to local staff.

    “Watching her first cucumber bloom, my daughter danced with excitement,” said a woman surnamed Chen, who joined the farming initiative. “The countryside reveals nature’s healing power and teaches children valuable, hands-on lessons.”

    Data from the Ministry of Culture and Tourism shows that China’s rural tourism recorded 707 million visits in the first quarter of this year, up 8.9 percent year on year, generating a revenue of 412 billion yuan, reflecting growing urban appetite for pastoral lifestyles.

  • Thai PM, former Cambodian leader visit disputed border as tensions simmer

    Thailand’s prime minister and Cambodia’s influential former premier are visiting different parts of their disputed land border on Thursday as tensions simmer between the two neighbours over a territorial dispute and the Thai government teeters on the brink of collapse.

    The deterioration of relations was sparked by brief armed clashes in a border area late last month that left one Cambodian soldier dead.

    What followed were a series of tit-for-tat measures by both countries including troop mobilisations, Cambodia’s suspension of all fuel and gas imports from its neighbour, and the partial closure of checkpoints by Thailand along the 817 km (508 miles) land border.

    The conflict has added fuel to a crisis facing Thai Prime Minister Paetongtarn Shinawatra, who is battling to revive a faltering economy and scrambling to keep a fragile coalition together in the face of protests as well as a parliamentary no confidence vote.

    As she arrived on Thursday morning at the Thai bordertown of Aranyaprathet in Sa Kaeo province, opposite Cambodia’s Poipet, Paetongtarn was greeted by a crowd of supporters, with several of them holding a large sign saying “Love You Prime Minister Paetongtarn”.

    The Prime Minister said the purpose of her visit was to survey the ongoing crackdown on transnational crime and gauge the impact of border restrictions, which saw Thailand halting all vehicles, tourists and traders from all land border crossings into Cambodia.

    “We want to see the impact from this policy and what the government can do to help, this is our main goal for the visit today,” Paetongtarn said in a meeting with officials.

    The Thai Prime Minister earlier this week linked the proliferation of illegal online scam centres to Cambodia, but Cambodian authorities have denied involvement.

    Human rights group Amnesty International on Thursday accused Cambodia’s government of “deliberately ignoring” abuses by cybercrime gangs who have trafficked people from across the world, including children, into slavery at brutal scam compounds.

    Amnesty said in a report that it had identified 53 scam centres and dozens more suspected sites across the country, including in the capital Phnom Penh.

    A Cambodian government spokesman said the country rejected allegations of inaction.

    CONTROVERSIAL CALL

    At another part of the border, former Cambodian premier Hun Sen on Thursday morning visited troops and officials in Oddar Meanchey province, opposite the Thai province of Surin.

    Local media footage showed Hun Sen, in military fatigues, arriving by helicopter and meeting with officials in the area.

    Hun Sen, the president of the country’s senate and father of incumbent premier Hun Manet, still wields enormous clout in Cambodian politics.

    The veteran Cambodian politician and the Thai premier until recently enjoyed warm personal ties, helped by the close relationship between Hun Sen and Paetongtarn’s influential father, Thailand’s former premier Thaksin Shinawatra.

    But in a leaked phone conversation with Hun Sen, Paetongtarn was heard denigrating a Thai military commander – a red line in a country in which the military holds significant clout – piling political pressure on the Thai government.

    The prime minister has since apologised over the leaked call but the incident was used as a justification by the Bhumjaithai party to leave the government coalition last week.

    Thailand’s prime minister and Cambodia’s influential former premier are visiting different parts of their disputed land border on Thursday as tensions simmer between the two neighbours over a territorial dispute and the Thai government teeters on the brink of collapse.

    The deterioration of relations was sparked by brief armed clashes in a border area late last month that left one Cambodian soldier dead.

    What followed were a series of tit-for-tat measures by both countries including troop mobilisations, Cambodia’s suspension of all fuel and gas imports from its neighbour, and the partial closure of checkpoints by Thailand along the 817 km (508 miles) land border.

    The conflict has added fuel to a crisis facing Thai Prime Minister Paetongtarn Shinawatra, who is battling to revive a faltering economy and scrambling to keep a fragile coalition together in the face of protests as well as a parliamentary no confidence vote.

    As she arrived on Thursday morning at the Thai bordertown of Aranyaprathet in Sa Kaeo province, opposite Cambodia’s Poipet, Paetongtarn was greeted by a crowd of supporters, with several of them holding a large sign saying “Love You Prime Minister Paetongtarn”.

    The Prime Minister said the purpose of her visit was to survey the ongoing crackdown on transnational crime and gauge the impact of border restrictions, which saw Thailand halting all vehicles, tourists and traders from all land border crossings into Cambodia.

    “We want to see the impact from this policy and what the government can do to help, this is our main goal for the visit today,” Paetongtarn said in a meeting with officials.

    The Thai Prime Minister earlier this week linked the proliferation of illegal online scam centres to Cambodia, but Cambodian authorities have denied involvement.

    Human rights group Amnesty International on Thursday accused Cambodia’s government of “deliberately ignoring” abuses by cybercrime gangs who have trafficked people from across the world, including children, into slavery at brutal scam compounds.

    Amnesty said in a report that it had identified 53 scam centres and dozens more suspected sites across the country, including in the capital Phnom Penh.

    A Cambodian government spokesman said the country rejected allegations of inaction.

    CONTROVERSIAL CALL

    At another part of the border, former Cambodian premier Hun Sen on Thursday morning visited troops and officials in Oddar Meanchey province, opposite the Thai province of Surin.

    Local media footage showed Hun Sen, in military fatigues, arriving by helicopter and meeting with officials in the area.

    Hun Sen, the president of the country’s senate and father of incumbent premier Hun Manet, still wields enormous clout in Cambodian politics.

    The veteran Cambodian politician and the Thai premier until recently enjoyed warm personal ties, helped by the close relationship between Hun Sen and Paetongtarn’s influential father, Thailand’s former premier Thaksin Shinawatra.

    But in a leaked phone conversation with Hun Sen, Paetongtarn was heard denigrating a Thai military commander – a red line in a country in which the military holds significant clout – piling political pressure on the Thai government.

    The prime minister has since apologised over the leaked call but the incident was used as a justification by the Bhumjaithai party to leave the government coalition last week.

  • MIL-OSI Africa: President Museveni Welcomes Former Opposition Youth To National Resistance Movement (NRM), Commends Them For The Wise Decision

    The converts from the districts of Mubende, Kassanda and Mityana have been undergoing a two-week ideological training at the National Leadership Institute (NALI) in Kyankwanzi.

    The 2025/2026 cohort of youth converts comprised 145 males and 46 females.  They were introduced to the principles of the NRM, its ideology, and other patriotic values.

    During a meeting held at State House Entebbe, the President commended the youth for making what he called a wise and courageous decision.

    President Museveni also pledged Shs 100m to support their SACCO as a token of encouragement and empowerment.

    He also lauded the converts for abandoning political factions that, according to him, have long misled the youth and discouraged them from engaging in government programs meant to fight poverty and foster economic transformation.

    “Those opposition groups are merciless. They use you for foreign-funded agendas and then tell you to shun government programs,” the President remarked.

    “When we were giving out coffee seedlings under Operation Wealth Creation, they said the seedlings wouldn’t help them, but you have made the right choice, and I congratulate and welcome you.”

    President Museveni further drew on his own political journey, sharing that he too was once an opposition supporter.

    “I was in the Democratic Party from 1960 to 1970. Even though UPC rigged the elections in 1962, I told my fellow DP supporters, Obote may have stolen votes, but he didn’t steal your food. We had to be smart and take full advantage of the government’s programs,” he said.

    He commended the youth instructors for equipping the converts with a strong understanding of NRM’s core principles particularly the third mission: socio-economic transformation.

    “I am happy that your instructors taught you the mission of socio-economic transformation. As Africans, we must move from subsistence living to the money economy,” he said.

    Modernizing African Livelihoods:

    The President illustrated how daily life for most Africans still relies on outdated practices that need urgent modernization.

    “In developed countries, machines fetch water. Here, our girls still carry jerry cans on their heads. We cook with firewood while others use gas or electricity. That’s what the NRM seeks to change,” he said.

    The President also emphasized education as a key driver of transformation, highlighting the role of the government’s Universal Primary and Secondary Education (UPE and USE) programs as well as the Presidential Skilling Hubs.

    “The skilling hub in Kassanda is proof that youth can access quality training for free. If we fully embrace free education, it will play a major role in changing lives.”

    President Museveni further revisited his Four-Acre Model, a strategy he first introduced in the 1996 NRM Manifesto to guide smallholder farmers towards profitable and calculated farming.

    “If you have only two acres and grow cotton or tobacco, you’ll remain poor. But if you plan well, with ekibalo (calculation) you can generate serious income,” he explained.

    For those with four acres, the President advised; One acre for coffee (earning up to Shs15 million per year), one for fruits, one for pasture to support up to eight cows, and one for food crops.

    He added that backyard farming activities like poultry, piggery (for non-Muslims), and fish farming could generate even more income.

    “Fish farming, for instance, can bring in up to Shs 80 million a year from one acre of ponds,” President Museveni revealed.

    Industrialization and ICT as Game Changers:

    He also pointed to Uganda’s manufacturing sector, which now employs over 1.2 million people, more than double the public service sector’s 480,000.

    “From small dairy coolers to big factories, manufacturing has become a major source of jobs and wealth,” he said.

    The President also praised growth in the services sector particularly tourism, transport, professional services, and religious work which employs about four million Ugandans.

    Finally, he underscored the transformative potential of ICT, especially in business Process Outsourcing (BPO).

    “With our strong internet and telecom infrastructure, Ugandans can now work for international companies and earn globally competitive salaries right from here,” President Museveni noted.

    Ms. Hellen Seku, the Commissioner of the National Secretariat for Patriotism Corps (NSPC), expressed gratitude to President Museveni for hosting the youth converts from parishes, villages, and sub-counties in the three districts.

    “We thank Your Excellency for welcoming these young people, many of whom were once leaders in the opposition. This meeting marks a turning point in their journey of transformation,” Ms. Seku said.

    “These youth have been receiving ideological training focused on civic duty, patriotism, and the core principles of the NRM. The goal has been to equip them to become responsible, value-driven citizens who contribute meaningfully to their communities,” she explained.

    Ms. Seku also emphasized that the training covered key themes such as teamwork, peacebuilding, national unity, embracing government programs, and serving the country with loyalty and discipline.

    “We have taught them the pillars of society, how to protect the peace we have, and the importance of working together as one. These young people are now prepared to return home and help drive progress in their areas,” she added.

    She further urged the youth to be responsible citizens and take care of both the environment and their personal health.

    “Go back and plant trees in your communities. Let us care for our environment. Above all, maintain discipline in your health. HIV/AIDS has become rampant in our societies. Guard yourselves. It is spreading like wildfire, and we must stop it,” she advised.

    On his part, Col. Okei Rukogota, the Director of NALI expressed his appreciation to President Museveni for his unwavering efforts in empowering young people through anti-poverty programs.

    “Your Excellency, I thank you for your tireless fight against poverty among the youth. Your leadership continues to create opportunities for transformation,” Col. Rukogota said.

    He also commended the NALI team for their dedication and commitment in organizing and facilitating the ideological training for the youth.

    “To the entire NALI team, thank you. Without your hard work and support, this success would not have been possible,” he added.

    Col. Rukogota further applauded the converts for their commitment to learning and embracing the values and principles taught during the retreat.

    “I also thank the youth converts. Your willingness to learn and change is a sign of true patriotism. Uganda needs you,” he said.

    Speaking on behalf of the group, Mr. Mutumba Byakatonda, a youth representative and councilor from Mubende Municipal Council, said the converts were once affiliated with opposition political parties but have now decided to cross to the NRM.

    “Your Excellency, I personally crossed to the opposition after you commissioned the Mubende Central Market. However, today, I stand before you as a proud convert back to the NRM,” he said.

    “Your Excellency, for a while, many of us were misled by opposition narratives. We were persuaded into ideologies that alienated us from government programs aimed at creating wealth and improving livelihoods,” Mr. Byakatonda explained.

    “We sincerely thank the Director and entire staff at NALI for the training, mentorship, and welfare support. Through lessons on the principles and ideology of the NRM, we have experienced a complete mindset change.”

    He thanked the President for his continued facilitation, time, and attention, saying: “We are deeply grateful for your support and for sparing time out of your busy schedule to meet us today. We do not take it for granted.”

    As part of their next steps, the group expressed interest in registering a Youth Converts SACCO across their districts.

    “We plan to form a SACCO where we can access funds at low interest rates and start small businesses. Your Excellency, we also humbly request coffee seedlings under Operation Wealth Creation to help us kick-start our income-generating activities and contribute to the national development agenda,” Mr. Byakatonda said.

    He concluded by reaffirming their loyalty to the NRM government.

    “We are ready to enroll fully into the NRM and support you in building a transformed and prosperous Uganda,” he added.

    “The admissions campaign has begun in Moscow colleges. Graduates will have to take an important step in life – decide on their future profession. The city continues to develop the system of secondary vocational education, making it more accessible, effective and focused on the needs of the modern economy. This year, we increased the number of budget places in Moscow colleges for Moscow ninth-graders to a record 43 thousand. Moreover, we focused on the most popular areas: IT, medicine, pedagogy, transport, hospitality, law enforcement, fire safety and many other specialties that the city’s economy needs. Applicants can choose from more than 150 professions and specialties in all sectors of the city’s economy.     In a performance reminiscent of West Indies’ fearsome bowling attacks of old, Jayden Seales and Shamar Joseph tore through Australia on Wednesday, toppling them for a meagre 180 on day one of the first test on a lively pitch at Kensington Oval.

    Mitchell Starc, skipper Pat Cummins, and Josh Hazlewood saved Australia’s blushes, taking four wickets between them to send the West Indies in at stumps at 57 for four, trailing the tourists by 123 runs to leave the match delicately poised.

  • SCO members must condemn Pahalgam terror attack unequivocally: Rajnath Singh in China

    Defence Minister Rajnath Singh has called on the Shanghai Cooperation Organisation (SCO) members to unequivocally condemn the evil and dastardly Pahalgam terror attack in India’s Jammu and Kashmir (J&K) and said that any act of terrorism is “criminal and unjustifiable.”

    During his address at the SCO Defence Ministers’ meeting in China’s Qingdao, Defence Minister Singh recalled the April 22 Pahalgam terror attack, in which 26 tourists were killed by ‘The Resistance Front’, an offshoot of the Pakistan-based UN-designated terror group, Lashkar-e-Taiba.

    Defence Minister Singh said the pattern of the attack mirrored previous strikes by LeT in India.

    “In exercising its right to defend against terrorism and pre-empt as well as deter further cross-border terrorist attacks, India on May 7, 2025, successfully launched ‘Operation Sindoor’ to dismantle cross-border terrorist infrastructure,” he said.

    “We reiterate the need to hold the perpetrators, organisers, financiers and sponsors of reprehensible acts of terrorism, including cross-border terrorism, accountable and bring them to justice. Any acts of terrorism are criminal and unjustifiable regardless of their motivation, whenever, wherever and by whomever committed,” he said.

    “SCO members must condemn this evil unequivocally,” the Defence Minister added.

    He also called for united and decisive action against terrorism and the spread of Weapons of Mass Destruction (WMDs) in the possession of non-State actors and terrorist groups.

    He underlined that peace and prosperity cannot co-exist with terror and highlighted radicalisation, extremism and a growing trust deficit as the foremost challenges facing the region.

    “I believe that the biggest challenges that we are facing in our region are related to peace, security and trust deficit. And the root cause of these problems is increasing radicalisation, extremism and terrorism,” he said.

    “Peace and prosperity cannot co-exist with terrorism and proliferation of Weapons of Mass Destruction in the hands of non-State actors and terror groups,” he said, stressing that only a collective and resolute stand can ensure safety and security for all.

    Defence Minister Singh said that it is “imperative that those who sponsor, nurture and utilise terrorism for their narrow and selfish ends must bear the consequences.”

    Defence Minister Singh warned that nations using cross-border terrorism as a tool of State policy must face consequences.

    “Some countries use cross-border terrorism as an instrument of policy and provide shelter to terrorists. There should be no place for such double standards. SCO should not hesitate to criticise such nations,” he asserted.

    Reiterating India’s zero tolerance towards terrorism, he said, “India’s zero tolerance for terrorism is manifest today through its actions. This includes our right to defend ourselves against terrorism. We have shown that epicentres of terrorism are no longer safe, and we will not hesitate to target them.”

    Highlighting the need for global action to prevent the radicalisation of youth, Defence Minister Singh said the SCO’s Regional Anti-Terrorist Structure (RATS) has played a key role in coordinating counter-radicalisation efforts.

    He added that the joint statement issued during India’s chairmanship of the SCO Council of Heads of State on ‘Countering Radicalisation leading to Terrorism, Separatism and Extremism’ reflects the organisation’s shared commitment.

    Defence Minister Singh urged member states to act against the use of modern technology by terrorists, particularly the use of drones for smuggling weapons and narcotics.

    “In our interconnected world, traditional borders are no longer the sole barriers against threats. Instead, we face an intricate web of challenges that range from transnational terrorism and cyber-attacks to hybrid warfare,” he said.

    “These threats do not respect national boundaries, and they demand a unified response rooted in transparency, mutual trust, and collaboration.”

    The Defence Minister underscored the importance of multilateralism, emphasising India’s belief in dialogue and cooperation to prevent conflicts.

    “India believes that reformed multilateralism can help build cooperation to prevent conflict between countries by creating mechanisms for dialogue and collaboration. No country, however large and powerful, can manage alone,” he said, invoking the ancient Indian ethos of ‘Sarve Jana Sukhino Bhavantu (May all people be happy)’.

    He reiterated India’s consistent support for peace and stability in Afghanistan.

    “Our immediate priorities in Afghanistan include providing humanitarian assistance to the Afghan people and contributing to Afghanistan’s overall developmental needs. As Afghanistan’s largest regional development partner, India continues to implement capacity-building initiatives for the Afghan people,” Defence Minister Singh said.

    He concluded with a call for greater cooperation among SCO members, stating that India supports “greater cooperation and mutual trust among SCO members. We should collectively aspire to fulfil the aspirations and expectations of our people as well as tackle today’s challenges. We must all be in lockstep in our endeavour to strengthen stability and security in our neighbourhood.”

    India has strongly rejected what it described as Pakistan’s “nefarious agenda” at the United Nations Security Council (UNSC), accusing Islamabad of attempting to deflect attention from its own human rights violations and state-sponsored cross-border terrorism.

    India’s Permanent Representative to the UN, Ambassador Parvathaneni Harish on Wednesday issued a sharp rebuttal during the UNSC’s open debate on Children and Armed Conflict (CAC), calling out Pakistan for misusing the platform and violating the Council’s agenda.

    “Pakistan is casting unwarranted aspersions over UN processes and also smearing India at various discussions to pursue its nefarious agenda. We reject this attempt by Pakistan to deflect attention from the atrocities committed against children in their country, as highlighted in the Secretary-General’s report, as well as their rampant cross-border terrorism,” said Harish.

    The Indian envoy labelled Pakistan as “one of the grave violators of the CAC agenda,” citing not only the systemic abuse of children within Pakistan’s borders but also the impact of its military operations in Afghanistan’s border areas, where children have suffered casualties due to cross-border shelling and air strikes by Pakistani forces.

    He referred to the April 22 terror attack in Pahalgam, Jammu and Kashmir, in which 26 Indian tourists were killed by Pakistani or Pakistan-trained terrorists.

    “The world has not forgotten the savage targeted attacks by Pakistani and Pakistani-trained terrorists,” the Ambassador said, noting the Security Council’s April 25 press statement that had underscored the “need to hold perpetrators, organisers, financiers, and sponsors of this reprehensible act accountable and bring them to justice.”

    Reaffirming India’s zero-tolerance stance against terrorism, Ambassador Harish pointed to the May 7 retaliatory strikes under Operation Sindoor.

    “India undertook non-escalatory, proportionate, and focused attacks that targeted nine terrorist infrastructure sites,” he said, adding that those killed in the strikes were given state funerals in Pakistan, highlighting the state’s continued patronage of terrorism.

    He also referenced the Secretary-General’s recent CAC report, which detailed grave violations against children in Pakistan, including attacks on girls’ schools and health workers.

    “The Secretary-General has expressed concern at the rise in such grave violations reported, including attacks against schools, particularly girls’ schools, against health workers, and about the incidents in the border areas with Afghanistan, where a series of killing and maiming of Afghan children was directly attributed to cross-border shelling and air strikes by Pakistani armed forces,” Harish noted.

    He further condemned the Pakistani army’s shelling of Indian border villages in May 2025, which resulted in civilian deaths and injuries.

    “To preach at this body after such behaviour is grossly hypocritical,” he said.

    Concluding his remarks, the Indian envoy reiterated India’s firm stance on Jammu and Kashmir, stating, “The entire union territory of Jammu and Kashmir has been, is, and will always be an integral and inalienable part of India, irrespective of the frequent, incessant spate of lies and falsehoods by Pakistan.”

    Festival “Youth Day”

    Youth Day will be celebrated in Moscow on June 28 and 29. At the festival’s flagship venue — Bolotnaya Square — young musical groups and popular artists will perform.
