    ​Following is a question by the Hon Mrs Regina Ip and a written reply by the Secretary for Home and Youth Affairs, Miss Alice Mak, in the Legislative Council today (June 25):
     
    Question:

    There are views that the current practice of the Government repeatedly appointing the same group of individuals to its advisory and statutory bodies (ASBs) has failed to engage new members, including foreign nationals who are Hong Kong permanent residents. This approach runs counter to the principle stated by the State President in 2022 at the meeting to celebrate the 25th anniversary of Hong Kong’s return to the motherland and the inaugural ceremony of the sixth-term Government of the Hong Kong Special Administrative Region that everyone in Hong Kong who genuinely supports the principle of “one country, two systems”, loves Hong Kong, and abides by the Basic Law and the laws of the special administrative region, can do his or her bit for the region’s development. In this connection, will the Government inform this Council:

    (1) of the respective numbers of non-official members serving on various government ASBs in each of the past 10 years, together with a breakdown by ASB;
     
    (2) of (i) the number of non-official members appointed by the Government in each of the past 10 years and, among them, the respective numbers of those who were (ii) re-appointed and (iii) appointed for the first time;

    (3) of the respective numbers of (i) foreign nationals being Hong Kong permanent residents, (ii) ethnic minorities holding Chinese nationality, and (iii) other foreign nationals being non-Hong Kong permanent residents who were appointed by the Government as non-official members of ASBs in each of the past 10 years, together with a breakdown by the ASB to which they belonged;
     
    (4) as there are views that foreign nationals who are Hong Kong permanent residents have unique advantages (e.g. enhancing the Government’s understanding of the Islamic culture so as to attract Islamic tourists to visit Hong Kong, etc.) in assisting the Government in taking forward policy initiatives under specific portfolios, but such persons are often excluded from the lists of candidates for non-official members due to their illiteracy in Chinese, what specific measures the Government has put in place to enhance the participation of such persons in ASBs;

    (5) given that the Government has all along been adopting the “six-year rule” (i.e. a non-official member should not serve on the same ASB in the same capacity for more than six consecutive or cumulative years) and the “six-board rule” (i.e. a non-official member should not serve on more than six ASBs at any one time), so as to ensure a reasonable turnover of members and distribution of work, yet as at June 30 last year, 12 non-official members have been appointed to more than six ASBs and 227 non-official members have served in the same capacity of an ASB for over six years, of (i) the average number of ASBs to which such persons have been appointed as non-official members, (ii) the highest number of appointment as non-official members made to such persons, (iii) the average duration of such persons serving in the same capacity in an ASB, and (iv) the maximum duration of such persons serving in the same capacity in an ASB; whether the Government has assessed if the appointments concerned have violated the six-year rule; and
     
    (6) given that in its reply to a question raised by a Member of this Council on 3 July, 2024, the Government indicated that some non-official members also possessed experiences in other professional areas and these diverse experiences enhanced and broadened the discussion at ASBs, but there were views that these diverse experiences might constitute potential conflicts of interest, how the Government ensures that the business undertaken by such persons in their professional areas does not constitute a direct conflict of interest with the duties of the relevant ASBs when appointing non-official members to ASBs?

    Advisory and statutory bodies (ASBs), being an integral part of public administration, play a significant role in assisting the Government in the consultation with stakeholders, formulation of policy objectives and performance of functions. There are currently 525 ASBs in Hong Kong, including advisory boards and committees, appeal boards, public bodies and regulatory bodies, etc.
     
    In response to the question raised by the Hon Mrs Regina Ip, the reply is as follows:
     
    (1) From 2015 to 2024, the number of non-official members appointed by the Government to ASBs is as follows:

    ​Given that the functions or work of individual ASBs may be dissolved, merged or reorganised in response to the development needs of different policy areas, the number of ASBs varies each year. Besides, the scope of functions of some ASBs may be adjusted, making it difficult to ensure that long-term comparisons based on individual ASBs could accurately reflect the overall changes in the Government’s appointment of non-official members. In light of the above, the number of non-official members by ASBs since the current term of the Government from 2022 to 2024 is provided (at Annexes 1 to 3) for more timely reference.

    (2)  Furthermore, as the composition and appointment of members of individual ASBs are taken care of by the respective bureaux and departments (B/Ds), we do not compile and maintain breakdown figures for non-official members reappointed and those newly appointed.
     
    (3) The Central Personality Index maintained by the Home and Youth Affairs Bureau (HYAB) contains personal information of most members of ASBs. Since personal information is voluntarily provided by individual members and we do not mandatorily require them to provide nationality details, the HYAB is unable to provide figures on the nationality and ethnicity of non-official members of ASBs.

    (4) The basic principle of the appointments of individuals by the Government as non-official members to ASBs is “merits”, so as to ensure that the appointed members are the most suitable candidates who are capable of meeting the specific requirements of the ASBs and will actively participate in their work. When making an appointment, the relevant B/Ds will take into account the candidate’s ability, expertise, experience, integrity and commitment to public service, with due regard to the functions and nature of the business of the ASB concerned. For statutory bodies, it is also necessary to take into account the relevant statutory requirements. Since the objectives, functions and nature of individual ASBs are different, the respective B/Ds are responsible for taking care of the composition, operation and appointment of members of respective ASBs. In addition to taking into account the operational needs of the ASBs under their purview, B/Ds will also consider appointing individuals with diverse backgrounds and experiences, including Hong Kong permanent residents of foreign nationalities, ethnic minorities, or those familiar with Islamic culture, to ensure that the ASBs can effectively fulfil their duties while providing opportunities for individuals from different sectors of the community to participate in public service.

    (5) According to relevant government guidelines, under the principle of appointment based on “merits”, B/Ds should, as far as possible, avoid non-official members to serve on more than six ASBs at any one time, or to serve in the same ASB for more than six years whether continuously or cumulatively in the same capacity, so as to ensure a reasonable distribution of workload and turnover of membership. Generally, B/Ds will adhere to these guidelines as far as possible when making appointments. However, there are instances where, based on actual needs, individuals may serve on more than six committees or have their terms extended beyond six years. As at June 30, 2024, 12 non-official members who were appointed to more than six ASBs served in approximately seven ASBs on average, with the highest number of appointments being eight ASBs. As for 227 non-official members who had served in the same capacity in ASBs for more than six years, the average tenure in the same capacity is 8.5 years, with the longest tenure being 37 years. It is worth noting that the appointment arrangement is based on the background of the establishment of relevant statutory body, which is related to commemorating the late husband of the member, representing a special exception.
     
    (6) The Government has established a mechanism for handling situations involving conflicts of interest which may be faced by members of ASBs. While some statutory bodies have a declaration of interest system which is specified in their enabling legislation, two different systems for declaring interests, namely a “one-tier reporting system” and a “two-tier reporting system” are in place for ASBs. Under the “one-tier reporting system”, it is the responsibility of each member to judge and decide whether he/she should declare his/her interests, and members should declare interests in the meetings of the boards or committees during which the matters concerned are discussed and determined. For the “two-tier reporting system”, members should declare their interests on appointment to those boards and committees, in addition to the declaration of interests in meetings. Such declarations should be recorded. The B/Ds concerned should decide which system of declaration of interests is to be adopted having regard to the terms of reference of the ASBs concerned.
     
    The HYAB has issued guidelines on declaration of interests on the recommendation of the Independent Commission Against Corruption for adoption by ASBs, and reminds B/Ds now and then that it is necessary to introduce a system of declaration of interests for each of the ASBs under their purview and to review from time to time the systems of declaration of interests adopted by the bodies concerned, in order to ensure that the systems meet their needs.
     
    Appointing individuals of different professional areas to various ASBs under the principle of merits has, over the years, provided the Government with valuable insights in formulating various policies and measures, which have proven effective in practice. We believe that the aforementioned mechanism can effectively address actual or potential conflict of interest.

    LCQ14: Public toilet projects in Hong Kong 
    Question:
     
         It has been learnt that, in recent years, the Government has been actively promoting construction of public toilets (including refurbishment or facelifting) projects in Hong Kong, with the aim of improving the quality of public sanitary facilities. According to the information provided by the Government in reply to a question raised by a Member of this Council on the Estimates of Expenditure for the financial year 2025-2026, the Enhanced Public Toilet Refurbishment Programme for that financial year covers 110 public toilets and involves a total project estimate of about $460 million. According to the Government’s paper submitted to the Panel on Development of this Council regarding funding for the Capital Works Reserve Fund for 2025-2026, the total budget for the four public toilet projects in Lei Yue Mun (Ling Nam Sun Tsuen) in Kwun Tong, Ha Ma Tseuk Leng in North District, Ha Tsuen Shi Vegetable Market Office in Yuen Long, and Fraser Village in Yuen Long, is as high as about $87 million. In particular, the reprovisioning of Lei Yue Mun (Ling Nam San Tsuen) public toilet in Kwun Tong has been budgeted at about $38 million. In this connection, will the Government inform this Council:
     
    (1) of the reasons why the project estimates of the above four public toilets are higher than those of public toilets in general;
     
    (2) of the overall planning for public toilet projects in Hong Kong; the factors considered by the authorities when deciding to commence the public toilet projects (including the requirements for male-to-female toilet compartment ratio, site selection criteria, pedestrian flow density and district distribution ratios);
     
    (3) it has been learnt that at the end of 2023, the proportion of female population in Hong Kong is about 54.5 per cent, which is nine per cent higher than the male population, but the existing supply of female toilets often falls short of demand, resulting in females often having to wait for a long time for their turn to use them, whether the authorities will consider adjusting the male-to-female toilet compartment ratio and increasing the number of female toilet compartments in planning for public toilet projects; if so, of the details; if not, the reasons for that;
     
    (4) whether the authorities have compiled statistics and assessed the demand for the use of public toilets, the actual utilisation rates and the public satisfaction levels, etc, at various tourist attractions and border control points; if it has compiled such statistics, of the details;
     
    (5) of the distribution of the proportions of the various expenditures (e.g. design, salaries of works personnel and construction costs) in the project estimates for all public toilet projects in Hong Kong at present; and
     
    (6) whether the authorities have a dedicated department responsible for monitoring and managing the progress of public toilet projects, as well as providing temporary public toilet services while the works are in progress; if so, whether they will announce the details of the progress of the relevant works in a timely manner?
     
    Reply:

         Government departments including the Food and Environmental Hygiene Department (FEHD), the Leisure and Cultural Services Department (LCSD), the Agriculture, Fisheries and Conservation Department (AFCD) and the Home Affairs Department, respectively plan and manage toilets facilities provided for public use (public toilet) under their purview. The Architectural Services Department (ArchSD) carries out the design, construction and refurbishment of public toilets in accordance with the public service standards for public toilets as specified by the client departments.
     
         Having consulted the Development Bureau (DEVB), the Culture, Sports and Tourism Bureau, the Home and Youth Affairs Bureau and the Security Bureau, our reply to the question raised by the Hon Maggie Chan is as follows:
     
    (1) When the ArchSD designs and constructs new public toilets, as well as reprovisions and refurbishes existing public toilets, it will devise project details by taking into account factors including relevant departments’ requirements, design standards of existing public toilets, conditions of facilities, utilisation rates, legal requirements, sewage facilities and provision of barrier-free facilities; and ensures the project complies with the “no-frills” principle. In compiling the project estimates, the ArchSD will make reference to the costs of projects of similar scale in the past and the prevailing returned tender prices; with provisions for consultants’ fees and contingencies.
     
         Regarding the four public toilet works project mentioned in the question, the ArchSD stated that the construction floor area of the Reprovisioning of Lei Yue Mun (Ling Nam Sun Tsuen) Public Toilet is the largest among projects on public toilets in recent years. Besides, given that public toilet is highly utilised and locates at a tourist spot, the design of the reprovisioning works focused on enhancing the quality of the facilities and the user experience of the tourists, including the provision of additional universal toilets, the adoption of a people-oriented design with the provision of more spacious interior than other common public toilets, and the implementation of smart toilet system to enhance hygiene and management. In addition, the congested underground pipelines and high groundwater level in the vicinity have made the construction much more complex and hence increased the costs. The ArchSD has adopted a number of design enhancement and works solutions to minimise construction costs and risks as far as practicable, such as relocating the underground equipment to above ground to reduce the extent of excavation.
     
         As for the proposed Improvement to Ha Ma Tseuk Leng Public Toilet in North District, Improvement to Ha Tsuen Shi Vegetable Market Office Public Toilet in Yuen Long and Improvement to Fraser Village Public Toilet in Yuen Long, given they are located in rural areas with no public drainage system in the proximity and lack of proper roads for delivery of construction materials, the project costs are expected to be higher. The ArchSD is still reviewing the estimates of these three proposed projects, and will evaluate their cost effectiveness, endeavours to seek feasible options to lower construction cost.
     
    (2) When planning for the provision of public toilets, the Government will consider various factors, including the number of existing nearby public toilets (including public toilets managed by government departments and public toilet facilities in private premises like shopping arcades), utilisation rates, land requirements, feasibility (for example water and electricity supply, and sewage treatment, etc), as well as the opinions and requests of nearby residents, local community and District Councils.
     
    (3) Building (Standards of Sanitary Fitments, Plumbing, Drainage Works and Latrines) Regulations (Cap. 123I) provides for the statutory standard for ratio of male to female (1:1.5) in the provision of sanitary fitments in newly introduced public places (for example sports stadia, shopping arcades and department stores) in private buildings.
     
         As for public toilets managed by government departments, relevant departments will consider actual conditions of individual public toilets, including the location and size of the public toilet, as well as users’ needs and stakeholders’ views, and increases the female ratio of sanitary fitments when needed.
     
    (4) Public toilets at tourists attractions and boundary control points (BCPs) are individually or jointly managed by different government departments (including the FEHD, the LCSD, the AFCD, the Government Property Agency, and departments relevant to the BCPs), or delegated third parties (for example the MTR Corporation Limited). Government departments respectively monitors the usage of public toilets under their management, and will suitably follow up as necessary, including adjusting the inspection and cleaning frequencies. Departments have not maintained relevant statistics.
     
    (5) The DEVB stated that the scope of works, site location, site constraints and construction methods vary for each public toilet improvement, refurbishment, enhancement or reprovisioning project. The design and construction of each project will be appropriately adjusted to suit its unique characteristics. As such, construction cost and proportion of expenses such as labour, machinery, materials and consultancy fees, vary. The ArchSD generally will reserve approximately 10 per cent of the cost in the budget of each project as contingency, so to address needs for unforeseen adjustments.
     
    (6) When the ArchSD constructs, refurbishes or enhances public toilets for government departments, it carries out regular inspections, manages the progress of projects, and also provides temporary toilet facilities for public toilets affected by the construction works having considered relevant departments’ requirements.

  • MIL-OSI Asia-Pac: LCQ6: Improve the accessibility of West Kowloon Cultural District

    ​Following is a question by the Hon Yiu Pak-leung and a written reply by the Secretary for Culture, Sports and Tourism, Miss Rosanna Law, in the Legislative Council today (June 25):
     
    Question:

    There are views that the road ancillary facilities and experience of walking to the West Kowloon Cultural District (WKCD) are not satisfactory at present, and during festivals, holidays and large-scale activities, congestion often occurs on the roads in the vicinity. On improving the accessibility of the WKCD, will the Government inform this Council:

    (1) as it has been reported that the southern landing facility of the WKCD is expected to come into operation in the fourth quarter of this year, of the specific timetable; of the specific measures in place to expedite the development of waterborne transport there, and whether it has studied developing the area into one of the distribution points for marine tours;

    (2) as some members of the public and tourists have reflected that the current experience of walking from the Xiqu Centre along Austin Road West to the area around the M+ is not satisfactory, whether the authorities will consider prioritising the creation of a pleasant harbourfront promenade from the Xiqu Centre to the WKCD to facilitate access of members of the public and tourists to the area; and

    (3) as there are views that the existing road design of Museum Drive outside the Hong Kong Palace Museum is unsatisfactory and prone to causing traffic congestion, and the authorities are conducting a road network study in the vicinity of Museum Drive, including a study on the construction of additional slip road exits to the West Kowloon Expressway, of the details of the study and whether the relevant works can commence as soon as possible?

    The West Kowloon Cultural District (WKCD or the District) is an important strategic cultural infrastructure investment of the Hong Kong Special Administrative Region Government. The WKCD is not only a popular choice for local residents to participate in cultural activities, but also one of the must-visit cultural and creative attractions welcomed by tourists.
     
    The Government and the West Kowloon Cultural District Authority (WKCDA) have always attached great importance to the accessibility of West Kowloon. Currently, there are many public transport services and routes to the WKCD, including the MTR, seven franchised bus routes, five green minibus (GMB) routes as well as Water Taxis.
     
    When large-scale activities such as fireworks displays are held at the WKCD or in its vicinity, the WKCDA will closely liaise with the Police and Transport Department (TD). The Police will implement temporary traffic management measures, including road closures, as needed within the WKCD and its vicinity whereas the TD will co-ordinate with public transport services providers to increase their services. Visitors can walk to the two MTR stations (i.e. Kowloon Station and Austin Station) or nearby places to access public transports when roads in the vicinity are still closed after the activities. During major festivals in the past two years, the said arrangements have been working smoothly.
     
    Having consulted the Transport and Logistics Bureau and the WKCDA, my reply to the question raised by the Hon Yiu Pak-leung is set out below:
     
    (1) The Southern Landing Facility (SLF) located opposite to M+ is expected to complete and open in quarter four of this year (2025). By then, the existing berthing point of Water Taxi at the New Yau Ma Tei Typhoon Shelter will be relocated to this new landing facility. The WKCDA is also liaisng with the TD in actively exploring the introduction of a new ferry route between the WKCD and Central, so as to fully utilise the new landing facility for further improving waterborne transport to and from the WKCD.
     
    The SLF is a public landing facility. The WKCDA is currently formulating the future arrangements for the use of the SLF, including reservation arrangements for berthing public vessels other than Water Taxi, and will maintain close communication with the tourism industry and relevant Government departments to explore ways to maximise the utilisation of the SLF.
     
    (2) The WKCD is situated on a 40-hectare site next to the High Speed Rail Hong Kong West Kowloon Station, the MTR Tuen Ma Line Austin Station as well as the Tung Chung Line Kowloon Station. Citizens and visitors can choose to use the nearest MTR station according to the different arts and cultural facilities in the District they want to visit.
     
    Taking M+ as an example, visitors can use the MTR Kowloon Station and walk about 10 minutes via Elements Shopping Mall and the Art Square Bridge to reach it. As for the Hong Kong Palace Museum (HKPM), visitors can go for Exit E of the MTR Kowloon Station, walk via Nga Cheung Road and the pedestrian footbridge of the former toll plaza of the Western Harbour Crossing to enter the WKCD West Gate, and then walk along the District’s roads to reach the HKPM in 15 minutes. Visitors going to the Xiqu Centre can use the Austin Road Pedestrian Linkage System at Exit E of the MTR Austin Station to reach the destination within 5 minutes on foot.
     
    The development of the WKCD has always adopted the “City Park” design concept. The planning fundamental of the WKCD is pedestrian-oriented with emphasis on its connectivity, encouraging visitors to walk to and from different arts and cultural facilities within the District. For instance, from M+ to the HKPM, visitors can walk for about 10 minutes through the Art Park or along the WKCD Promenade, both of which are places where citizens and tourists love to linger. As for going from Xiqu Centre to M+, since there are still works in progress in the relevant waterfront and Austin Road West section, we recommend citizens to take about 15 to 20 minutes to walk via Austin Station, High Speed Rail Hong Kong West Kowloon Station, Elements, and the Artist Square Bridge at this stage.
     
    If visitors choose to travel between the WKCD and the High Speed Rail Hong Kong West Kowloon Station and MTR Austin Station by public transport, they can take the GMB Route CX1, or take the Kowloon Motor Bus Route W4 on Saturdays, Sundays and public holidays.
     
    (3) The Government and the WKCDA have been exploring various options for improving the road network of the WKCD, including the addition of an exit from Museum Drive to the West Kowloon Highway to improve vehicular accessibility of the northern part of the WKCD. The Government will continue to study with the WKCDA in this regard to meet the development needs of the WKCD.

    It is learnt that, due to the shortage of lifeguard manpower, some gazetted beaches managed by the Leisure and Cultural Services Department (LCSD) have been unable to provide lifeguard services during the swimming season. This includes Cheung Sha Beach on Lantau Island (comprising Upper Cheung Sha Beach and Lower Cheung Sha Beach), which the Hong Kong Tourism Board (HKTB) recommends on its website as an ideal location for water sports. In this connection, will the Government inform this Council:
     
    (1) which gazetted beaches under the LCSD’s management were unable to provide lifesaving services for the entire swimming season over the past three years due to a shortage of lifeguard manpower, together with a tabulated breakdown by the 18 districts in Hong Kong;
     
    (2) given that the LCSD provides lifesaving services at its gazetted beaches daily from 9am to 6pm during the swimming season (i.e. from April to October), which of these beaches were unexpectedly closed for half a day or longer last year due to insufficient lifeguard manpower, together with the total number of closure days for each of such beaches;
     
    (3) given that, in the face of the lifeguard manpower shortage, the LCSD has been outsourcing lifesaving and first aid services at public swimming pools on a trial basis since September 2024, whether the Government has studied the possibility of outsourcing the operation of beaches with greater potential for water sports development to private organisations, including the provision of water sports facilities, beach umbrellas for hire, as well as life-saving and first-aid services; if such studies have been conducted, of the details; if not, the reasons for that; and
     
    (4) whether the authorities will co-ordinate their efforts more effectively to prevent the temporary closure of beaches recommended by the HKTB due to a shortage of lifeguard manpower (for example, Cheung Sha Beach has been unable to provide lifeguard services for the past two swimming seasons), so as to avoid an adverse impact on visitors’ experiences?

    The Leisure and Cultural Services Department (LCSD) has all along adopted a multi-pronged approach to increase and stabilise the manpower supply of lifeguards, including implementing various measures proactively such as increasing the salaries of seasonal lifeguards and enhancing the flexibility of recruitment process. During the swimming season (i.e. from April to October every year), in addition to civil service lifeguards, the LCSD will employ seasonal lifeguards to assist in providing lifesaving services as well as deploy serving lifeguards and other resources flexibly to maintain services at the 42 gazetted beaches as far as practicable.
     
    My reply to the Hon Chan Hok-fung’s questions are set out below:
     
    (1) During the period from 2022 to 2024, the gazetted beaches where lifesaving services were not available for the entire swimming season due to a shortage of lifeguards are listed at Annex. Members of the public, however, can still enjoy sunbathing and use other facilities at these gazetted beaches.
     
    (2) In 2024, no gazetted beaches were temporarily closed for half day or more due to a shortage of lifeguards.
     
    (3) In September 2024, the LCSD launched a two-year programme of outsourcing the lifesaving and first aid services at six public swimming pools on a trial basis. This is one of the measures to increase and stabilise the supply of lifeguards. The programme has run for around nine months, during which the service contractor has been providing stable services. The LCSD will continue to review and evaluate the implementation of the programme.
     
    At present, over half of the 42 gazetted beaches managed by the LCSD are already equipped with facilities operated commercially by enterprises or organisations, including light refreshment kiosks, fast food kiosks, restaurants and canoe training centres. These operators currently provide sale or rental services (including rental of sun umbrellas, beach chairs and lifebuoys) for the convenience of swimmers. As for the feasibility of outsourcing the lifesaving and first aid services, the LCSD will take into account a basket of factors, including the outcome and experience of the outsourced lifesaving and first aid services mentioned above, the usage patterns of the public at beaches and the safety of swimmers. The LCSD will continue to actively engage with all stakeholders to jointly provide leisure experiences of better quality for the general public.
     
    (4) When deciding which gazetted beaches to be provided with full lifesaving services, the LCSD will consider multiple factors, including the number of swimmers, the ancillary facilities in the vicinity of beaches as well as the views and demand of the District Councils and local communities.
     
    As for those beaches where full lifesaving services are yet to be provided temporarily, members of the public and tourists can still enjoy a variety of leisure activities there, such as strolling, sand-sculpting and sunbathing. They can also use facilities such as light refreshment kiosks, barbecue pits, playgrounds and beach volleyball courts.
     
    The LCSD will continue to monitor the situation of the beaches, and maintain close communication and co-ordination with relevant stakeholders (including the Hong Kong Tourism Board) to make appropriate arrangements for the general public and tourists.

    Edinburgh’s visitor information centre at 249 High Street has been secured for the next 25 years.

    Councillors on the Finance and Resources Committee have unanimously agreed to lease the prominent location for £150,000 a year to the Cobbs group, a family-run hospitality business with 35 sites across Scotland.

    The decision follows the departure of Visit Scotland from the building in March, as it closes all of its in-person tourism hubs in Scotland.

    With Living Wage employer Cobbs at the helm, up to 15 jobs are expected to be created at the visitor information centre. It will feature stalls promoting Edinburgh attractions and Scottish tour operators, a Cobbs café selling traditional Scottish baking and a ‘Made in Scotland’ showcase as part of the centre’s retail offering.

    Councillor Mandy Watt, Finance and Resources Convener, said:

    While more and more visitors are planning their trips to Edinburgh online, you can’t beat a warm Scottish welcome face to face.

    We believe there remains an appetite for this type of in-person experience for visitors, particularly with the draw of a shop and a café, so I’m pleased that we’ve been able to secure the visitor information centre’s future.

    This will prove invaluable as we encourage tourists to visit all parts of the city in all seasons as part of the city’s tourism strategy, and as we introduce Edinburgh’s Visitor Levy next summer. The lease will also support us to raise income worth £3.5 million over the next 25 years.

    Cobbs is well established throughout Scotland with the family nearing 40 years of tourism experience and we’re looking forward to welcoming them into the space.

    Leeds is set to come out to bat as a global sporting city as it prepares to host the ICC Women’s T20 World Cup next year.

    Following on from hosting England men’s triumph against India in the first Test this week, Headingley stadium will once again be placed firmly on the worldwide cricket stage as it welcomes the landmark women’s tournament in 2026.

    The iconic venue is scheduled to host five nail-biting showdowns as the likes of Australia, India, West Indies, Pakistan and England battle it out for the prestigious trophy, currently held by New Zealand.

    The action initially kicks off on Friday June 12, 2026, marking the start of a whirlwind month of world-class cricket, with fixtures in Headingley set for:

    • June 17 (Australia Women vs Qualifier at 10.30am and India Women vs Qualifier at 2.30pm);
    • June 18 (West Indies Women vs Qualifier at 6.30pm);
    • June 20 (England Women vs Qualifier at 6.30pm); and
    • June 23 (Australia Women vs Pakistan Women at 6.30pm)

    And from today (Wednesday June 25) for the next 12 days, people in Leeds and beyond will have the opportunity to gain exclusive, priority tickets via an online link.

The result is a selection of places that are especially loved by young people.     More than 200 people took part in the survey — students, active participants of the project “Youth of Moscow”. Each of them was asked to tell about the places where they especially like to walk in company, where they most often go for solitude, about what spaces are associated with study, what is important when choosing a place to relax in Moscow and what kind of leisure is closer to them.

    The selection of favorite venues of the capital’s youth opens with Gorky Park – one of the symbols of Moscow, a popular recreation area and a unique complex that unites the architecture of different eras on its territory. It opened in 1928 and became the world’s first park of a new type, which combined the functions of a space for leisure, sports and cultural events. Almost 30 years later, in 1957, it hosted participants of the VI World Festival of Youth and Students from 131 countries. Today, Gorky Park hosts large-scale city events, festivals, exhibitions and concerts, attracting millions of Muscovites and tourists. This place is often mentioned by lovers of walking and cycling.

    The selection also includes VDNKh. This place is especially popular with those who prefer to relax in the fresh air. In 1935, the All-Union Agricultural Exhibition began to grow on the territory of the city suburbs, the main goal of which was to demonstrate not only the accomplished successes of various branches of the economy, but also to show the prospects of the bright future of all Soviet citizens planned by the government. Over the decades of its existence, the exhibition changed its appearance, name, and purpose. Now it is a complex with an area of 325 hectares with historical pavilions, arches, museums, ponds, parks, alleys, fountains, flower beds and sculptures.

    In addition, the selection included the GES-2 Culture Center. Many respondents called it one of the most memorable places they had visited recently. The central electric station of the city tram (GES-2) is a unique example of industrial architecture of the early 20th century, transformed into a modern cultural space. The station was conceived as a real industrial giant of its time with a design capacity of at least 15 thousand kilowatts, designed to provide energy to city trams.     After nearly three decades relying on the National Visitor Survey, Tourism Research Australia is adopting a new, higher quality and innovative way of measuring domestic travel, with the rollout of the quarterly Domestic Tourism Statistics (DoTS) from today.

    Australia is the best country in the world, and we want to do all we can to encourage people to holiday at home. DoTS will provide an improved snapshot of domestic travel, which will help governments, industry and businesses to better understand and respond to trends.

    The first of these releases, covering the March quarter 2025, demonstrated the strength of the Aussie summer holiday, with nearly 29 million overnight trips and more than $27 billion spent across the country.

    The new methodology combines mobile phone data and survey information, for a more cost-effective, and world-leading approach to measuring tourism. DoTS has also been designed to adapt to include new data sources in the future.

    Hop aboard, grip the handrail, press the gas, and it’s time for an exhilarating adventure across the vast, rolling sand dunes on a four-wheeled quad bike.

    This thrilling experience is just one of many adventures visitors can enjoy at the N39 scenic area in Makit County of Xinjiang’s Kashgar Prefecture. Located on the southwestern edge of the Taklimakan, China’s largest and the world’s second-largest drifting desert — often referred to as the “Sea of Death” — this once-remote and seldom-visited wilderness has become a captivating destination.

    “The ride was so much fun and so intense, we enjoyed it a lot,” said Li Wei, who brought her 18-year-old son for a post-graduation trip from Wuhu in east China’s Anhui Province, a city some 4,000 km from Kashgar. “Playing in the desert should be a great way for the kid to relax after the college entrance exam,” she added.

    Launched in 2016, the tourist site is attracting a growing number of visitors. The annual tourist visits have reached 500,000, with a consistent year-on-year growth rate of 7 to 15 percent, according to Dong Mingjiang, general manager of the tourism development company of the scenic area.

    “Many of our visitors come from afar, such as Beijing, Shanghai and Guangdong, and we have also received many foreign visitors from countries such as the United States, Britain, Singapore and Thailand,” he said.

    Besides the four-wheelers, the site offers a wide choice of desert-based activities such as off-roaders, sand surfing, camel riding and desert camping.

    At the camel trekking area, Chen Wenbai mounted a camel and, under the guidance of staff, set off to explore the rolling sand dunes. The rhythmic chime of camel bells and the ethereal whistling of the camel herders echoed across the wilderness, creating a scene reminiscent of the ancient Silk Road.

    “It is my first time to see the big desert, it’s a once-in-a-lifetime experience,” said Chen, who traveled all the way from Zhuhai in south China’s Guangdong Province to Xinjiang. Accompanying him were a dozen “travel buddies” he met online, who had discovered this scenic spot through Xiaohongshu, the Chinese lifestyle online platform known overseas as “rednote.”

    The name of the tourist site N39 means the 39 degrees north latitude, a line popular with adventurers and off-road enthusiasts to cross the Taklimakan Desert. The history of the N39 dates back to 1895 when Swedish explorer Sven Anders Hedin led his team along this line to cross the Taklimakan in vain.

    Today, witnessing an evolving landscape, the once-feared “Sea of Death” is transforming into a sea of life and hope.

    Over the years, against the background of China’s fight against desertification, people in Xinjiang have been cultivating drought-resistant plants such as populus euphratica, saxaul and red willow at the edge of the Taklimakan to fix the sand and improve the environment. In November 2024, a sand-blocking green belt stretching 3,046 km was completed to encircle the Taklimakan.

    In Makit, a total of 78,400 hectares of sand prevention and control projects, including 30,666 hectares of protective forests, have been completed. At the same time, the county has been tapping into the economic potential of the desert. Besides the N39 scenic area, it also established a tourist site featuring the Daolang (swordsman) culture and paintings created by local farmers.

    According to Pan Guoping, deputy director of the local culture, broadcasting and tourism bureau, in the first five months of 2025, the county received over 1.78 million tourist visits, a growth of 55.05 percent year-on-year. Tourism revenue during the period reached 732 million yuan (102 million U.S. dollars), up 61.58 percent.

    The tourist boom is evident around the Taklimakan.

    At the northern edge of the desert, Xayar County, Aksu Prefecture, boasts the world’s largest and best-preserved pristine populus euphratica forest stretching along the Tarim River.

    Thanks to the ecological restoration efforts such as ecological water conveyance and replanting, the county has created a wetland scenic area in the desert, integrating populus euphratica forests, lakes, wetlands and waterfowl habitats. In autumn, when the forests turn into a sea of golden yellow, this once-isolated area emerges as a popular destination, drawing visitors and photographers from near and far.

    At the southern margin of the desert, Yutian County in Hotan Prefecture has a long history of rose cultivation. As part of the sand control efforts, local communities have successfully cultivated drought-resistant and highly adaptable rose varieties suitable to their local desert conditions.

    The region now hosts a rose culture tourism festival annually, featuring an array of activities including song and dance performances, cultural exhibitions, rose-themed experiences, gourmet food tasting, agricultural product fairs, and sports events.

    The booming tourism industry is offering immense opportunities for locals.

    Four years ago, after graduating from Shanghai Normal University, Aynur Emer returned to her hometown of Makit and became a tour guide at the N39 scenic area. Now, at just 25 years old, she is the scenic spot’s deputy general manager.

    Growing up in a farming family, Aynur Emer often found herself reflecting on the desert that dominated her childhood memories — a place of hardship she hoped to leave.

    “The back door of our house opened directly onto the desert,” she recalled. “During sandstorms, the roads would disappear entirely. Coming back from the market, I frequently struggled to find my way home.”

    As a little girl, she never imagined that the desert could become a tourist destination. Yet today, thanks to environmental improvements and a burgeoning tourism industry, the desert has transformed in her eyes from a source of struggle to one of beauty and prosperity.

    “When I was young, I dreamed of traveling to see stunning landscapes far from home,” Aynur Emer said. “But now, the best view is right at my doorstep.” ■

    In the heartland of China, near a 4,500-year-old farmland, a team of agricultural scientists is modernizing an ancient practice. They are using big data analytics and AI modeling to study and improve the yield of a specific plot of land.

    At the experimental field near the Baodun Site, where evidence of ancient rice cultivation was found, researchers from Sichuan Agricultural University are using AI-powered models to simulate the result of different hybrid rice varieties.

    The modern research method has greatly saved time, unlike the conventional approach, which would require waiting until the harvesting season of a certain rice hybrid, researchers said.

    Chinese archaeologists have unearthed carbonized rice, millet, and foxtail millet at the Baodun site, a walled enclosure dating from 4,500 to 4,200 years back. This late Neolithic culture emerging on the Chengdu Plain in southwestern China, bears witness to the agricultural dawn of ancient Chinese civilization. Today, the site’s agricultural values, and also archaeological and economic values are being explored and expanded through technological means.

    In a nearby lab, researchers are constructing a 3D image of the site to study the impact of ancient floods and to understand how the walled structures may have contributed to the prosperity of the plain. Not far from the site, the Tianfu Agricultural Expo Park, sprawling 96 square km, accommodates eco-farming, expo and innovative farming practices.

    The park with integrated platforms blending culture, commerce, agriculture, and tourism has transformed muddy fields into vibrant cultural spaces, said Yuan Zhouping, director of agricultural industry department of the Sichuan Tianfu Agricultural Expo Park Investment Co., Ltd.

    In addition to rice cultivation, silk-weaving, another ancient invention that originated at the Chengdu Plain, has received a modern technological boost.

    At the Jinmen Creative Park showcasing the silk culture, the application of AI in Shu Brocade bridges tradition and innovation. Clients submit AI-generated photos for machines to weave into brocade bases before artisans embroider.

    “AI-assisted brocade slashes design time and ensures uniqueness,” said Zhong Ming, director of Sichuan Shujing Cultural Communication Co., Ltd., “It turns consumers into co-creators, revitalizing intangible heritage.”

    Juxtaposing the modern brocade is a six-meter-tall Tang Dynasty (618-907) loom, with its warp and weft threads labeled “1” and “0” revealing a binary code. The centuries-old brocade patterns are also being digitized and analyzed to foster innovation, Zhong said.

    China has more than 7,000 officially registered museums which attracted 1.49 billion visits last year. Across the country, the increasingly wide use of AI, VR and AR now facilitates the preservation, utilization and exhibition of cultural relics and heritage.

    In Chengdu, ancient paper money, or jiaozi from the 10th century, inspires creative works now exhibited at the city’s art museum. Digital docents offer immersive tours and answer questions instantly for interested museum-goers. Kiln museums market tea sets based on golden masks freshly unearthed from the Sanxingdui Site, a rich and mysterious city.     A China Eastern Airlines flight carrying over 200 passengers touched down at Istanbul Airport at around 7 a.m. local time (0400 GMT) on Tuesday, marking the launch of the airline’s new direct route between Xi’an in southwestern China and Türkiye’s Istanbul.

    It is the airline’s second direct route connecting China and Türkiye, following its Shanghai-Istanbul service. Operated with Airbus A330 wide-body aircraft, the new route offers three round-trip flights per week on Tuesdays, Fridays, and Sundays, according to the Shanghai-headquartered airline.

    At the launch ceremony for the inaugural return flight from Istanbul at the airport on Tuesday morning, Wu Jian, China’s deputy consul general in Istanbul, hailed the opening of the new route as a significant step in building a convenient “air Silk Road” between the two historic cities.

    The new route will undoubtedly inject new momentum into the promotion of China-Türkiye economic cooperation, cultural exchange, and the joint advancement of the Belt and Road Initiative, Wu said.

    overnor Kathy Hochul today announced the opening of Wood and Brooks the Lofts in the Town of Tonawanda. The $23 million mixed-use project transformed 98,370 square feet of space inside a former piano key factory into 55 apartments, and a commercial hub anchored by The Plan Room — a first of its kind, coworking space in Western New York that caters to businesses and individuals in the construction industry.

    “We are working to address the housing crisis with each project we support, by creating the types of modern and sustainable homes that uplift communities and allow families to grow all over the state, including in Erie County,” Governor Hochul said. “We as a state need to build more housing in order to drive down housing affordability, and revitalizing and rehabilitating long-vacant buildings for housing and workforce development is one way we can get that done. This is another great example of what’s possible when municipalities and the state work in true partnership with nonprofits and private developers.”

    This historic renovation project is located within an industrial neighborhood in the Town of Tonawanda bordering the City of Buffalo. The Wood and Brooks piano key factory at 2075 Kenmore Avenue opened in the early 1910s and was renowned for its production of ivory keys. It also played a pivotal role in manufacturing Higgins boat landing crafts during World War II. The location, which is listed in the State and National Registers of Historic Places, has been revitalized by the Wopperer family and their extended relatives, who have held ownership of the property since 1972. The building was once known for a since-removed giant elephant head on the roof, a reference to the ivory used to make the keys.

    Wood and Brooks the Lofts offers a range of high-end amenities including a fitness center, on-site café, dog park and wash station, co-working and lounge areas, and 24/7 maintenance services — all designed to enhance the quality of life for residents and commercial tenants. In addition, the project promotes sustainability and preservation through participation in the New York State Brownfield Cleanup Program and utilization of federal and state historic tax credits.

    Empire State Development is assisting the Wood and Brooks project with a $1 million Western New York Regional Economic Development Council capital grant towards the commercial portion of the project.     The Wood and Brooks project complements Governor Hochul’s economic development vision by making strategic investments in communities across the State which revitalize the economy and create more opportunities for New Yorkers. The FY26 Budget invests $100 million for the Downtown Revitalization Initiative and $100 million for NY Forward. These programs help municipalities promote quality of life, foster socio-economic development and create walkable, livable and safer neighborhoods in every corner of the state. The Budget also includes funding for the state’s Regional Economic Development Council initiative; new this year, the 10 councils will compete, in part, for $150 million in funding as part of the new ACHIEVE initiative to advance catalytic economic development projects backed by enhanced implementation funding to jump-start regional growth.

    11 regions of the Far East and federal ministries will present their key projects at the exhibition “Far East Street”, which will be held as part of the Eastern Economic Forum – 2025. The exhibition is organized by the Roscongress Foundation with the support of the Office of the Plenipotentiary Representative of the President of Russia in the Far Eastern Federal District.

    “The exhibition “Far East Street” shows participants and guests of the Eastern Economic Forum qualitative changes in the economy and social sphere. This is a unique opportunity to introduce thousands of guests from dozens of countries of the world to the cultural features and unique traditions of various peoples, to attract investors and tourists to these territories. Everyone who comes to the EEF will be able to not only learn about the technological achievements of the Far Eastern regions, but also watch performances by creative groups, learn about the features of Kamchatka, Chukotka, Buryatia, Yakutia and other regions. Each region talks about its features, what it is proud of, presents plans for the future.     “The Far East Street exhibition is a vivid embodiment of the dynamic development of the macro-region, its economic potential and rich cultural heritage. The EEF is becoming a platform where the successes of the implementation of state policy to strengthen the Far East as a strategic center of national development are demonstrated. New opportunities for investment, tourism and international cooperation are created here, which is fully consistent with the course for sustainable growth and prosperity of Russia in the Asia-Pacific region. This will traditionally be reflected in the expositions of the regions,” said Anton Kobyakov, Advisor to the President of Russia, Executive Secretary of the Organizing Committee for the Preparation and Holding of the Eastern Economic Forum.

    The Kuril landing operation on Shumshu, which took place in August-September 1945, was the last major episode of the Soviet-Japanese War and the end of World War II. The operation was aimed at liberating the Kuril Islands, which at that time were under the control of Japan. An installation dedicated to the 80th anniversary of Victory in the Great Patriotic War will be placed inside the Sakhalin Region pavilion. The exhibition “Roads of Victory” will tell about the Yuzhno-Sakhalinsk operation and the landing on Shumshu. It is planned to show a film about the expedition to the island, videos about the reconstruction of battles in the Kholmsky and Smirnykhovsky districts. The Tourism zone will present new programs: military-historical tours “Battle for Shumshu” and “Liberation of the South of Sakhalin”, seasonal offers for winter and summer recreation, as well as gastronomic tours and the project “Far East – Land of Adventures”. In a separate zone “UAV and BEK” data on the implementation of unmanned aircraft systems will be presented. This topic will be dedicated to a separate exposition aimed at promoting Sakhalin’s achievements in this area.

    In the Khabarovsk Krai pavilion, the combined zone “Everything for Victory” and “Aircraft and Shipbuilding” will tell about the industrial potential of the region, about the parade dedicated to the victory over militarist Japan and the end of World War II, on September 3. It is planned to use models of aircraft and ships as exhibition samples, and samples of products for the needs of the SVO will be demonstrated in holographic niches.

    A special place in the Magadan Region exposition will be given to the historical heritage – the role of Kolyma in the Victory in the Great Patriotic War, as well as its contribution to ensuring the country’s success during the special military operation. The small pavilion of the Magadan Region will house the “Kolyma – from Victory to Victory” zone, which will introduce visitors to facts about the contribution of Kolyma residents to the Victory in the Great Patriotic War and support for the SVO.

    An interactive stand in honor of the 80th anniversary of the Victory in the Great Patriotic War will be installed next to the Amur Region pavilion. Here visitors will be able to see unique historical materials, photographs, and veterans’ memories. Interactive elements will be presented that will allow you to delve deeper into the events of those years.

    The “Air Defense, Civil Defense and Emergencies” zone of the Primorsky Krai pavilion will be represented by a stand in the form of three vertical screens and will tell about the region’s contribution to the military-industrial complex of Russia, ensuring information and security of the population and participation in a special military operation. The stand can be controlled using a joystick. The section will show animated videos telling about Primorye residents – heroes of the Great Patriotic War. About 200 thousand residents of Primorsky Krai took part in the military operations of the Great Patriotic War – both on the European fronts and in China and the Korean Peninsula, where they fought against the Kwantung Army of Japan. Their feat became an integral part of the overall victory. It will also tell about modern fighters participating in the Air Defense. The format of the materials varies – from documentary biographies to artistic sketches reflecting the strength of spirit, courage and dedication of the people.

    The exploits of Yakutians in the Great Patriotic War and the special military operation will also be presented at the exhibition “Far East Street”. Snipers from Yakutia, such as Fyodor Okhlopkov and Ivan Kulbertinov, were known for their outstanding results and received wide recognition. In honor of Fyodor Okhlopkov, the All-Russian Long-Range Shooting Tournament is being held in Yakutia. In addition, the entire country knows the crew of the “Alyosha” tank, which performed a heroic feat during the SVO. Yakut enterprises supply electric enduro motorcycles, all-terrain vehicles and other equipment to the front lines. In particular, for their active civic position and assistance in the special military operation, the companies “Timir AT” and “Yakt-Sokol” were awarded the public and business prize “Star of the Far East” in the nomination “Everything for Victory”.

    The “80 Years of Victory” zone in the Zabaikalsky Krai pavilion will be dedicated to the achievements of the Great Patriotic War, as well as the heroes of the special military operation. The exposition will use augmented reality technologies with biographical materials about the participants of these events.

    The Buryatia exposition will be presented in two pavilions. An outdoor exhibition area, an area for holding master classes, and a new space will appear – a spiritual cleansing area. A Buryat yurt will be installed here, inside which the Center for Eastern Medicine will operate. As part of the exposition, those wishing to will be able to compete in national sports and take part in the games of the peoples of Buryatia. A separate exposition will be placed demonstrating Buryatia’s contribution to the Victory in the Great Patriotic War and support for a special military operation.

    The attention of visitors to the exhibition “Far East Street” will be attracted by the interactive museum of Kamchatka military glory, installed in the “Will of Man” zone of the regional pavilion. Guests will be able to learn about the exploits of the heroes of the Great Patriotic War and the special military operation.

    The Jewish Autonomous Region will dedicate a “living newspaper” to the 80th anniversary of the Victory in the Great Patriotic War and the exploits of the heroes of the special military operation. The structure with built-in screens and texts in the style of a printed spread will tell about fellow countrymen – participants of the Great Patriotic War and the Special Military Operation.

    The Chukotka exposition is dedicated to three significant dates: 95 years of the Chukotka Autonomous Okrug, 80 years of the Great Victory, and 10 years of the Eastern Economic Forum. The exposition will include a “Chukotka for Victory” zone, which will show video materials about Chukotka’s contribution to the victory during the Great Patriotic War. There will also be an interactive wall with images of defenders of the Fatherland: a pilot, a reindeer herder, and a soldier. The central element of the zone will be an art object dedicated to the participants of the special military operation.

    The unified exposition of the Ministry for the Development of the Far East and Arctic and the Far East and Arctic Development Corporation “Developing the Far” will be dedicated to the mechanisms of state investment support operating in the macroregion, as well as socially significant programs implemented on the instructions of Russian President Vladimir Putin, aimed at improving the quality of life of people. Thematic multimedia expositions “Travel”, “Study”, “Work” and “Live” will tell about the dynamics of the development of the economy of Far Eastern cities, opportunities for obtaining higher and professional education, tourist routes and hospitality facilities for recreation and new experiences. Each thematic zone will be equipped with multimedia equipment and filled with text and video content.

    Participants of the All-Russian travel competition “The Far East – Land of Adventures” will share their personal experiences of traveling around the Far East with the guests of the exhibition – in the pavilion you can see their video diaries, study the routes they have taken and get inspired for new trips.

    Traditionally, the Ministry of Sports will present its expositions on the “Far East Street”. The “Sport is the Norm of Life” pavilion will become a platform for discussing current topics in the industry, and sports activities can be enjoyed in the “GTO Arena” pavilion.

    The exhibition will open the “House of the Falcon” pavilion. It is also planned to expand the “Arab Village” exposition, which won recognition from participants last year and was timed to coincide with the international forum “Day of the Falcon”.

    The central venue will traditionally host cultural program events with the participation of representatives from all Far Eastern regions.

    The 10th anniversary Eastern Economic Forum will be held from September 3 to 6 on the campus of the Far Eastern Federal University in Vladivostok. The organizer of the EEF is the Roscongress Foundation.

    With summer tourism season underway across Upstate NY, U.S. Senator Chuck Schumer revealed new data showing how Trump’s reckless tariff war continues to plummet at border crossings at all major land ports of entry in New York. As Canadians cancel trips to the United States because of Trump’s mistreatment of our closest ally and trading partner, new data shows nearly 400,000 fewer travelers crossed the Upstate NY-Canadian border via land in May 2025 compared to May 2024 according to CBP, a whopping nearly 25% decrease, which Schumer said threatens our regions’ Main Street businesses and tourism economy that rely on a summer boost.
    “As summer sizzles, Upstate NY tourism fizzles thanks to Trump’s reckless and damaging tariff war with Canada. Summer tourism season should be in full swing, but instead our small businesses and Main Streets are left sweating as reservations get cancelled & tourism from Canada continues to plummet,” said Senator Schumer. “This new data shows again how it is Upstate NY families paying the price for Trump’s tariff war and his insults hurled at our top-trading partner, Canada. From Buffalo to Watertown to Plattsburgh, our shops, hotels, restaurants, and thousands of good-paying jobs rely on summer tourism for success. NY House Republicans know Trump’s tariff war with Canada is hurting our communities, but even as the numbers show how badly this is hurting our businesses and jobs they refuse to act. House Republicans need to pass the bipartisan resolution the Senate has already acted on to end Trump’s destructive trade war with Canada, helping to restore our cherished friendly relationship with our next-door neighbor and major economic partner.”
    According to new data from CBP, Upstate NY & Canada saw approximately 1,144,524 border crossings in May, compared to 1,520,424 during the same month in 2024, a nearly 25% decrease across land (both road and bridge) crossings frequented by tourists. This is an even further from April 2025 which saw almost 290,000 fewer travelers, a nearly 22% decrease across ports of entry in NY.

    Since taking office in January, Trump has damaged the United States’ relationship with Canada by threatening to annex Canada and levying 25% tariffs on Canadian goods. Schumer said this new data on major reductions in border crossings for the second month in a row shows Trump’s threats to annex Canada and tariff Canadian goods are directly impacting commerce between the two countries, including Canadian tourism across New York State.
    Schumer said he is fighting to end this unnecessary, damaging trade war with Canada and protect tourism, small businesses, and local jobs. Earlier this year, the Senate passed a bipartisan resolution to end tariffs on Canada, and Schumer said this new shocking data shows the urgency for House Republicans to take up and pass it as well. Senate Democrats are also pushing for tariff exemptions for small businesses and putting an end to Trump’s across-the-board tariffs. Schumer said ending this costly trade war is key to protecting American families from price increases and job losses as a result of tariffs on Canada.

    The European water resilience strategy proposes an overall improvement in water efficiency of 10 % by 2030, but does not set binding targets for individual sectors (e.g. agriculture, industry, tourism or energy).

    • 1.How will the Commission ensure that the most water-intensive sectors effectively reduce their abstractions – especially in water-stressed regions – if clear and mandatory sectoral targets are not set, in line with the prevention principle and the Water Framework Directive (2000/60/EC)?
    • 2.Some 81 % of the water consumed in the EU goes to users who abstract water directly at the source using private systems, and many of these are not properly registered or controlled by the national authorities. In view of this, why has the Commission not announced in its European water resilience strategy specific legislative measures to improve the control and monitoring of these abstractions, in line with the requirements laid down in Article 11(3) of the Water Framework Directive?

    Tbilisi, June 24 (Xinhua) — Mariam Kvrivishvili has been appointed Minister of Economy and Sustainable Development of Georgia. This was announced by Georgian Prime Minister Irakli Kobakhidze at a briefing at the government administration.

    The appointment follows the resignation of Levan Davitashvili, who previously held the post.

    Since May 2021, M. Kvrivishvili has held the position of Deputy Minister of Economy and Sustainable Development and oversaw key areas, including the development of tourism and aviation.

    In 2019-2020, she headed the Georgian National Tourism Administration.

    M. Kvrivishvili is also a member of the political council of the ruling Georgian Dream party.

    L. Davitashvili has been appointed to a new position — Chief Advisor to the Prime Minister on Economic Issues, as well as Secretary of the Economic Council. He has headed the Ministry of Economy and Sustainable Development since February 2022, while simultaneously serving as Deputy Prime Minister and then First Deputy Prime Minister of Georgia. –0–

    With less than one year to go before Vancouver welcomes the FIFA World Cup 26, the Province, City of Vancouver and BC Pavilion Corporation (PavCo) have released updated estimates on costs and revenues.

    “Hosting FIFA World Cup 26 is an extraordinary opportunity to showcase our province to the world, and we are determined to do it in a way that reflects who we are and what we value,” said Spencer Chandra Herbert, Minister of Tourism, Arts, Culture and Sport. “Working with Musqueam, Squamish and Tsleil Waututh peoples helps us deliver an even better FIFA World Cup reflective of where we are, and who we are.”

    The economic benefits of hosting seven matches are estimated by the Province to include more than one million additional out-of-province visitors between 2026 and 2031, generating more than $1 billion in additional visitor spending. Over this same period, more than 18,000 jobs could be generated. Tourism is one of B.C.’s biggest industries and the FIFA World Cup 26 is a premier opportunity to promote B.C. on the world stage. Studies show that first-time visitors to B.C. are likely to return four times during their lifetime.

    “The City of Vancouver’s direct costs, including security, transportation, the FIFA Fan Festival and upcoming milestones remain on track, with no major changes from 2024’s budget projections,” said Ken Sim, mayor of Vancouver. “With less than a year to go until the world’s biggest sporting event arrives in Vancouver, we’re working hard to deliver a safe, memorable experience for residents, fans and visitors.     FIFA’s own economic impact assessment covers the period June 2023 to August 2026 and estimates that preparing for and hosting the tournament could contribute $1.7 billion in economic benefits for B.C. That includes a $980-million increase to GDP and $610 million in labour income.

  • MIL-OSI Global: Is your cat vocal or quiet? The explanation could be in their genes

    If you’ve ever shared your home with more than one cat, you’ll know how different their personalities can be. One might chirp for food, purr loudly on your lap and greet visitors at the door. Another might prefer quiet observation from a distance.

    So why do some cats become chatty companions while others seem more reserved?

    A recent study led by wildlife researcher Yume Okamoto and their colleagues at Kyoto University suggests that part of the answer may lie in cat genes.

    Cat owners from across Japan were asked to complete a questionnaire about their cat (the Feline Behavioural Assessment and Research Questionnaire), and to take a cheek swab from their pet to provide a DNA sample. The survey included questions about a range of cat behaviour, including purring and vocalisations directed at people.

    The researchers in the recent Japanese study focused on the cats’ androgen receptor (AR) gene, located on the X chromosome. This gene helps regulate the body’s response to hormones such as testosterone and contains a section where a DNA sequence is repeated. AR is an essential part of vertebrate biology.

    The most ancient form of AR appeared in the common ancestor of all jawed vertebrates, over 450 million years ago. AR controls the formation of male reproductive organs, secondary sexual characteristics and reproductive behaviour. The number of these sequences alters how responsive the gene is. Shorter repeats make the receptor more sensitive to androgens. In other species, including humans and dogs, shorter repeats in the AR gene have been linked with increased aggression and extraversion.

    Among 280 spayed or neutered cats, those with the short AR gene variant purred more often. Males with the variant also scored higher for directed vocalisations such as meowing to be fed or let out. Females with the same genotype, however, were more aggressive towards strangers. Meanwhile, cats with the longer, less active version of the gene tended to be quieter. This variant was more common in pedigree breeds, which are typically bred for docility.

    Domestication is generally thought to have increased vocal behaviour in cats, so it may seem odd that the version of the gene linked to increased communication and assertiveness is the one also found in wild species such as lynx.

    But this study doesn’t tell a straightforward narrative about how cat domestication selects for sociable traits. Instead, it points to a more complex picture. One where certain ancestral traits like aggression may still be useful, especially in high-stress or resource-scarce domestic environments.

    Some animals spend a lot of time around humans because they are attracted by our resources rather than bred as companion animals or farmed. Urban gulls offer an interesting example of how close proximity to humans doesn’t always make animals more docile. In cities, herring and lesser black-backed gulls (both often referred to as seagulls) have become bolder and more aggressive.

    Researchers at Liverpool John Moores University found that urban gulls were less fearful of humans and more prone to squabbling compared to their rural counterparts. In urban areas, where food is highly contested, being assertive gets results. Gulls are often vilified in the UK press during breeding season as urban villains, swooping down to snatch your lunch or chase pedestrians. This suggests that life alongside humans can sometimes favour more confrontational behaviour.

    The parallels with cats raise broader questions about how environment and genes shape behaviour. Okamoto and colleagues’ findings may reflect a trade-off. Traits linked to the short AR variant, such as greater vocalisation or assertiveness, might offer advantages in gaining human attention in uncertain or competitive settings. But these same traits may also manifest as aggression, suggesting that domestication can produce a mix of desirable and challenging traits.

    It’s worth bearing in mind that this kind of variation between individuals is fundamental to the evolution of species. Without variation in behaviour, species would struggle to adapt to changing environments. For cats, this means there may be no single ideal temperament, but rather a range of traits that prove useful under different domestic conditions.

    From cats to gulls, life alongside humans doesn’t always produce gentler animals. Sometimes, a little pushiness pays off.

  • MIL-OSI Canada: New ferry terminal in Victoria’s inner harbour begins major construction this summer

    Construction will begin this summer for the new ferry terminal in downtown Victoria, following the awarding of a design-build contract to Pomerleau Inc.

    Early work will begin by the end of June with major construction of the new landmark terminal to begin later in the summer. Once complete, the new terminal will provide a more comfortable and seamless experience for those travelling to and from downtown Victoria by ferry.

    “The new Belleville terminal will provide a smoother and more secure travel experience for tourists coming to Victoria and the south Island, supporting local jobs, businesses and our region’s economy,” said Mike Farnworth, Minister of Transportation and Transit. “A modern ferry terminal has been a goal of the community and all levels of government for over two decades. This major milestone brings us another step closer to offering improved ferry services and more convenient travel for decades to come.”

    Construction of the new facility will involve demolishing existing Clipper terminal infrastructure and building a new pre-clearance terminal building with modern border-security standards. It also includes replacing aging wharf facilities and building a new commercial goods processing facility.

    “As an international gateway for goods, services and tourism, enhancing safety, security and trade between Vancouver Island and Washington state is integral to Canada’s economy,” said Will Greaves, MP for Victoria. “Our government looks forward to the construction of the pre-clearance terminal and commercial goods processing facility, which will strengthen our commitment to a sustainable economy and support local tourism in Greater Victoria.”

    The new pre-clearance terminal will comply with the Canada-U.S. Land, Rail, Marine and Air Transport Preclearance Agreement, and will make travel faster and easier by allowing passengers to complete the customs and immigration process in Victoria prior to disembarking in the U.S.

    Through competitive request-for-qualifications and request-for-proposal processes, Pomerleau Inc. was awarded a $304-million design-build contract. The overall project cost has increased from the $331 million budget that was approved in 2024, due to complex geotechnical and seismic conditions, site constraints and significant soil contamination that will require extensive remediation. Other factors include inflation and safeguarding against economic uncertainty related to tariffs on steel and other products. The federal government has confirmed it will increase its contribution to more than $45 million for the project. The new cost of the project is $416 million.

    The Belleville Terminal Redevelopment Project is taking place within the territories of the lək̓wəŋən (Lekwungen) people, represented by the Esquimalt Nation and Songhees Nation. The project team is working collaboratively and respectfully with both Nations.

    The project is expected to be completed in 2028.

  • MIL-OSI Global: Turkey is stepping up its influence in west Africa – what’s behind its bid for soft power

    Turkey is stepping up its influence in west Africa as the geopolitical and economic landscape in the region shifts. In Senegal, the state-owned Turkish Petroleum Corporation has entered a key partnership in the oil and gas sector. Meanwhile, Karpowership, a company providing electricity via floating power plants, now supplies energy to eight African countries. But Turkey’s not stopping there. As part of its soft power strategy, it is also winning hearts and minds through education and culture while deepening trade and security ties.

    Historian Issouf Binaté, who has studied Turkey’s growing presence in west Africa, breaks down how Ankara is positioning itself as an alternative to both former colonial powers and newer global players competing for influence on the continent.

    What drives Turkey’s growing influence in west Africa?

    Turkey’s foreign policy in west Africa leans on two main pillars.

    One is institutional power, driven by state-backed agencies (embassies, the religious affairs directorate Diyanet, and the economic cooperation agency (TIKA) .

    The other is more grassroots, led by non-state actors such as religious foundations and NGOs.

    These groups laid the groundwork for Turkey’s African expansion long before Ankara officially stepped in.

    A key player in Turkey’s earlier outreach was the Gülen movement, named after preacher Fethullah Gülen (1941–2024). The Gülen movement pioneered Turkey’s soft power approach with “Turkish schools”, starting with the Yavuz Sultan Selim and Yavuz Selim-Bosphore high schools in Dakar in 1997.

    Also at the end of the 1990s a network composed of Turkish business leaders and social activists under the Turkish Confederation of Businessmen and Industrialists, which claimed over 100,000 member companies, expanded Turkey’s influence across Africa. At that time, Turkey had only three diplomatic representations for the whole of sub-Saharan Africa.

    The more recent contact with Africa comes at a time when western hegemony faces growing criticism from a new generation of Africans engaged in decolonial movements. Gülen-affiliated institutions now number 113, alongside religious and secular schools run by other groups like Mahmud Hudayi Vakfi and Hayrat Vakfi. Since the 2016 political rift between Gülen and President Recep Tayyip Erdoğan, these schools were gradually transferred to Maarif Foundation, Turkey’s state-run overseas education arm.

    Back in 2003, Turkey had only 12 diplomatic missions across Africa. Today, that number has grown to 44, bolstered by Turkish religious foundations (like Mahmud Hudayi Vakfi and Hayrat Vakfi), NGOs, and entrepreneurs who have filled the gap left by the Gülen movement.

    Another powerful player in Turkey’s Africa strategy is Turkish Airlines, now one of the top carriers on the continent. It is now flying to 62 airports in 41 African countries.

    What role do west African students trained in Turkey play?

    By investing in education, Turkey didn’t just open its doors to African students. It also planted the seeds for a long-term influence strategy. These students, and more broadly young African migrants trained in Turkey, are now among the key messengers of “Turkishness” back home.

    In doing so, Ankara is following a familiar path once used by colonial powers. They used student mobility as a powerful tool for their diplomacy.

    This policy of openness took several forms. As early as 1960, it welcomed students from non-self-governing territories in accordance with UN General Assembly resolutions.

    Then, in the 1990s, Turkey continued this effort through a scholarship programme for African students, supported by the Islamic Development Bank. During this period, Turkey launched the Büyük Öğrenci Projesi (Great Student Project), which provided scholarships to international students.

    Starting in 2012, this programme was re-branded as YTB (Yurtdışı Türkler ve Akraba Topluluklar Başkanlığı, or Directorate for Turks Abroad and Related Communities). It introduced reforms, including a digital application process for scholarships via an app on the YTB website. This shift caused a dramatic spike in interest. Applications soared from 10,000 to 155,000 between 2012 and 2020.

    For non-scholarship students, Turkey simplified visa processes, reduced tuition fees, and offered other incentives. These measures contributed to a significant increase in the number of applicants to study in Turkey. As the number of universities in Turkey jumped from 76 to 193 between 2003 and 2015, the country became increasingly attractive.

    By 2017, Turkey had become the 13th most popular destination for students from sub-Saharan Africa, according to Campus France (a platform that supports international students studying in France). By 2019, there were an estimated 61,000 African students studying in Turkey.

In Senegal, the state-owned Turkish Petroleum Corporation has entered a key partnership in the oil and gas sector. Meanwhile, Karpowership, a company providing electricity via floating power plants, now supplies energy to eight African countries. But Turkey’s not stopping there. As part of its soft power strategy, it is also winning hearts and minds through education and culture while deepening trade and security ties.

    Historian Issouf Binaté, who has studied Turkey’s growing presence in west Africa, breaks down how Ankara is positioning itself as an alternative to both former colonial powers and newer global players competing for influence on the continent.

    A key player in Turkey’s earlier outreach was the Gülen movement, named after preacher Fethullah Gülen (1941–2024). The Gülen movement pioneered Turkey’s soft power approach with “Turkish schools”, starting with the Yavuz Sultan Selim and Yavuz Selim-Bosphore high schools in Dakar in 1997.

    Also at the end of the 1990s a network composed of Turkish business leaders and social activists under the Turkish Confederation of Businessmen and Industrialists, which claimed over 100,000 member companies, expanded Turkey’s influence across Africa. At that time, Turkey had only three diplomatic representations for the whole of sub-Saharan Africa.

    The more recent contact with Africa comes at a time when western hegemony faces growing criticism from a new generation of Africans engaged in decolonial movements. Gülen-affiliated institutions now number 113, alongside religious and secular schools run by other groups like Mahmud Hudayi Vakfi and Hayrat Vakfi. Since the 2016 political rift between Gülen and President Recep Tayyip Erdoğan, these schools were gradually transferred to Maarif Foundation, Turkey’s state-run overseas education arm.

    Back in 2003, Turkey had only 12 diplomatic missions across Africa. Today, that number has grown to 44, bolstered by Turkish religious foundations (like Mahmud Hudayi Vakfi and Hayrat Vakfi), NGOs, and entrepreneurs who have filled the gap left by the Gülen movement.

    Another powerful player in Turkey’s Africa strategy is Turkish Airlines, now one of the top carriers on the continent. It is now flying to 62 airports in 41 African countries.

    What role do west African students trained in Turkey play?

    By investing in education, Turkey didn’t just open its doors to African students. It also planted the seeds for a long-term influence strategy. These students, and more broadly young African migrants trained in Turkey, are now among the key messengers of “Turkishness” back home.

    In doing so, Ankara is following a familiar path once used by colonial powers. They used student mobility as a powerful tool for their diplomacy.

    This policy of openness took several forms. As early as 1960, it welcomed students from non-self-governing territories in accordance with UN General Assembly resolutions.

Applications soared from 10,000 to 155,000 between 2012 and 2020.

    An indigenous elder suffering chronic health conditions in a remote village needs help traveling to receive medical care. A single mother in in a crowded city loses her job and seeks unemployment and childcare benefits. A young worker in a multilingual country cannot access housing assistance because he doesn’t speak the official language. 

    These are just a few of the incredibly broad range of scenarios in which people around the world look to government social services entities for help and support. In fact, more than half the world’s population (52.4%) are covered by at least one social protection benefit.1 As these services expand, dedicated public organizations and agencies strive to administer benefits programs, enhance access to healthcare, and protect vulnerable populations—even as they face growing pressure to do more with less.

    How generative AI is opening new avenues of impact 

    Fueled by a convergence of modern challenges, AI has quickly emerged as a uniquely transformative solution in delivering social services. Budgetary and workforce pressures, the proliferation of data, and constituents’ demands for services that mirror private sector offerings all add to the pressure. And that’s not to mention escalating cyberthreats and the complexity of business and technology.  

    Generative AI—with its unique abilities to synthesize data, understand natural language, retain contextual information, summarize content, and write documents and code—is uniquely suited to help answer these challenges. With powerful solutions like Microsoft 365 Copilot, custom-developed agents and chatbots, and other innovations that integrate AI into regular workflows and processes, governments have the opportunity to not just fix the old but invent the new.  

    Around the world, agencies and organizations have had remarkable success in early AI use cases designed to help improve efficiency, streamline service delivery, and gain powerful insights from data and predictive analytics. Here are three examples of critical impact we’ve seen in the past year:  

    1. Enhance constituent experiences with easier access to information 

    As expectations for fast, personalized digital services grow, many governments are seeing immediate impact with AI-powered chatbots or other virtual assistants to handle ranges of inquiries and assistance.  

    These innovations are available at any hour of the day and are well equipped to handle large volumes of requests for help with things like licensing, transit, taxation, and more. They let people engage on the channel of their choice—such as phone calls, digital chat, and social media—and use different languages to rapidly get the right information, apply for benefits, receive updates, and report incidents. 

    A great example is a chatbot called Boti, which the government of the City of Buenos Aires recently revamped using Microsoft Azure OpenAI services to revolutionize public interactions. Trained on an extensive government database, the chatbot uses natural language interaction to handle 2 million queries per month, helping citizens find services—everything from basic services like driver’s license renewals to public health information and personalized information for tourists. Along the way, it has lowered the operational burden by 50%. 

    The beauty of these kinds of solutions is that they ease the burden of finding and getting the best possible service, even when people have little idea of who or what agency to contact. AI makes it easier for a constituent to explore their options. And then, when they do engage, they only need to provide their critical information one time.

    Not forcing someone to continually supply the same information as they move through the system is a huge consideration in cases where people have experienced traumatic, emotional, or embarrassing events. Participation is strained when a person is forced to re-explain and re-live unpleasant experiences. So, AI’s ability to retain essential details through a case management process and retain context from queries helps ensure an experience that is not only more efficient but also more dignified.  

    AI also plays a role in helping constituents when they are unhappy with their services. An AI-powered contact center, like Microsoft Dynamics 365 Contact Center, can provide new levels of support that can enhance human decision-making. For example, an AI-powered contact center can trigger an escalation to a customer service representative when sentiment analysis detects a person getting frustrated or upset. Using intelligent routing, it can connect the constituent to the best representative based on context and need, and assist the representative by summarizing the person’s situation, suggesting optimal solutions, and even drafting response recommendations. 

    2. Boost the efficiency and effectiveness of staff 

    One of the most vital advances in the digital evolution of government is the shift away from cumbersome tasks involving antiquated websites, electronic forms, even paper-based processes, to automated, intelligent systems that not only ease data collection but also interpret data, learn from it, and even act on it.  

    With AI acting as an intelligent, ever-present assistant, social services case workers and caregivers are able to focus more on helping people and spend less time on tedious tasks than before. These new tools give workers instant access to relevant information from across data silos—including unstructured data such as content in PDFs, files, websites, and even digitized hand-written documents—all of which had largely been unavailable to analysis before. 

    For example, the Torfaen County Borough Council in Wales, United Kingdom, saw gains in productivity after they adopted Microsoft 365 Copilot, which integrates generative AI into everyday applications including Word, Excel, and Outlook. The process of taking and recording notes, for example, has been dramatically simplified, which is freeing workers to spend more time engaging with residents and providing personalized services. 

    With the help of AI assistance, a case worker can serve constituents far more effectively. Client meetings, for example, can be completely transformed. Meeting preparation can be done faster and far more comprehensively, with insights and recommendations gleaned from information across the enterprise, including from files that were previously inaccessible, restricted, or difficult to extract meaningful insights from. The meeting can be recorded and automatically transcribed, which enables the case worker to focus on their client versus note-taking. Afterwords, Microsoft Teams can transcribe and summarize the meeting, with details and action items imported directly into case management systems. 

    3. Enhance processes and outcomes with advanced analytics 

    Perhaps the most transformative aspect of AI is the power of advanced analytics. This refers to AI’s unique ability to turn raw data into actionable insights by identifying patterns, making connections, and even predicting outcomes. In health and social services, this can translate into a variety of useful benefits. 

    For instance, AI can help turn the often-cumbersome process of evaluating applications for benefits or other social services into a faster, more precise, and user-friendly process. It can analyze information against policy rules, interpret regulations to help ensure criteria are met, and cross-check submitted data with official records. This means fewer errors that might lead to incorrect approvals or denials, and greater client satisfaction. 

    Collectively, these abilities can transform important social services initiatives. For example, they play a crucial role in a new digital platform built by the Department of Human Services (DHS) in South Australia to modernize how high-risk domestic violence cases are managed. Previously, agencies relied on physical documents and semi-structured Excel spreadsheets to track cases, which hindered information sharing, decision making, and coordination across agencies. The new Family Safety Portal, integrating AI with Microsoft Power BI, transformed DHS’s domestic violence response into a proactive, highly adaptive, and evidence-based system. Referrals that once took days are now done in real-time, and 10 agencies now share data in a centralized system that is highly secure.  

    In terms of improving public health and wellbeing, AI and analytic tools can collect, analyze, and report on public health or program data to gain a holistic view of individuals receiving services to improve care. A case worker, for example, can use AI to see beyond isolated data points and gain a far more complete view of a person’s situation, needs, and history. With less administrative burden, this provides critical context to ensure that the constituent receives precisely the right support and enhance care coordination and interventions.

    How generative AI is opening new avenues of impact 

    Fueled by a convergence of modern challenges, AI has quickly emerged as a uniquely transformative solution in delivering social services. Budgetary and workforce pressures, the proliferation of data, and constituents’ demands for services that mirror private sector offerings all add to the pressure. And that’s not to mention escalating cyberthreats and the complexity of business and technology.  

    Generative AI—with its unique abilities to synthesize data, understand natural language, retain contextual information, summarize content, and write documents and code—is uniquely suited to help answer these challenges. With powerful solutions like Microsoft 365 Copilot, custom-developed agents and chatbots, and other innovations that integrate AI into regular workflows and processes, governments have the opportunity to not just fix the old but invent the new.  

    Around the world, agencies and organizations have had remarkable success in early AI use cases designed to help improve efficiency, streamline service delivery, and gain powerful insights from data and predictive analytics. Here are three examples of critical impact we’ve seen in the past year:  

    1. Enhance constituent experiences with easier access to information 

    As expectations for fast, personalized digital services grow, many governments are seeing immediate impact with AI-powered chatbots or other virtual assistants to handle ranges of inquiries and assistance.  

    These innovations are available at any hour of the day and are well equipped to handle large volumes of requests for help with things like licensing, transit, taxation, and more. They let people engage on the channel of their choice—such as phone calls, digital chat, and social media—and use different languages to rapidly get the right information, apply for benefits, receive updates, and report incidents. 

    A great example is a chatbot called Boti, which the government of the City of Buenos Aires recently revamped using Microsoft Azure OpenAI services to revolutionize public interactions. Trained on an extensive government database, the chatbot uses natural language interaction to handle 2 million queries per month, helping citizens find services—everything from basic services like driver’s license renewals to public health information and personalized information for tourists. Along the way, it has lowered the operational burden by 50%. 

    The beauty of these kinds of solutions is that they ease the burden of finding and getting the best possible service, even when people have little idea of who or what agency to contact. AI makes it easier for a constituent to explore their options. And then, when they do engage, they only need to provide their critical information one time.

    Not forcing someone to continually supply the same information as they move through the system is a huge consideration in cases where people have experienced traumatic, emotional, or embarrassing events. Participation is strained when a person is forced to re-explain and re-live unpleasant experiences. So, AI’s ability to retain essential details through a case management process and retain context from queries helps ensure an experience that is not only more efficient but also more dignified.  

    AI also plays a role in helping constituents when they are unhappy with their services. An AI-powered contact center, like Microsoft Dynamics 365 Contact Center, can provide new levels of support that can enhance human decision-making. For example, an AI-powered contact center can trigger an escalation to a customer service representative when sentiment analysis detects a person getting frustrated or upset. Using intelligent routing, it can connect the constituent to the best representative based on context and need, and assist the representative by summarizing the person’s situation, suggesting optimal solutions, and even drafting response recommendations. 

    2. Boost the efficiency and effectiveness of staff 

    One of the most vital advances in the digital evolution of government is the shift away from cumbersome tasks involving antiquated websites, electronic forms, even paper-based processes, to automated, intelligent systems that not only ease data collection but also interpret data, learn from it, and even act on it.  

    With AI acting as an intelligent, ever-present assistant, social services case workers and caregivers are able to focus more on helping people and spend less time on tedious tasks than before. These new tools give workers instant access to relevant information from across data silos—including unstructured data such as content in PDFs, files, websites, and even digitized hand-written documents—all of which had largely been unavailable to analysis before. 

    For example, the Torfaen County Borough Council in Wales, United Kingdom, saw gains in productivity after they adopted Microsoft 365 Copilot, which integrates generative AI into everyday applications including Word, Excel, and Outlook. The process of taking and recording notes, for example, has been dramatically simplified, which is freeing workers to spend more time engaging with residents and providing personalized services. 

    With the help of AI assistance, a case worker can serve constituents far more effectively. Client meetings, for example, can be completely transformed. Meeting preparation can be done faster and far more comprehensively, with insights and recommendations gleaned from information across the enterprise, including from files that were previously inaccessible, restricted, or difficult to extract meaningful insights from. The meeting can be recorded and automatically transcribed, which enables the case worker to focus on their client versus note-taking. Afterwords, Microsoft Teams can transcribe and summarize the meeting, with details and action items imported directly into case management systems. 

    3. Enhance processes and outcomes with advanced analytics 

    Perhaps the most transformative aspect of AI is the power of advanced analytics. This refers to AI’s unique ability to turn raw data into actionable insights by identifying patterns, making connections, and even predicting outcomes. In health and social services, this can translate into a variety of useful benefits. 

    For instance, AI can help turn the often-cumbersome process of evaluating applications for benefits or other social services into a faster, more precise, and user-friendly process. It can analyze information against policy rules, interpret regulations to help ensure criteria are met, and cross-check submitted data with official records. This means fewer errors that might lead to incorrect approvals or denials, and greater client satisfaction. 

    Collectively, these abilities can transform important social services initiatives. For example, they play a crucial role in a new digital platform built by the Department of Human Services (DHS) in South Australia to modernize how high-risk domestic violence cases are managed. Previously, agencies relied on physical documents and semi-structured Excel spreadsheets to track cases, which hindered information sharing, decision making, and coordination across agencies. The new Family Safety Portal, integrating AI with Microsoft Power BI, transformed DHS’s domestic violence response into a proactive, highly adaptive, and evidence-based system. Referrals that once took days are now done in real-time, and 10 agencies now share data in a centralized system that is highly secure.  

    In terms of improving public health and wellbeing, AI and analytic tools can collect, analyze, and report on public health or program data to gain a holistic view of individuals receiving services to improve care. A case worker, for example, can use AI to see beyond isolated data points and gain a far more complete view of a person’s situation, needs, and history. With less administrative burden, this provides critical context to ensure that the constituent receives precisely the right support and enhance care coordination and interventions.

    Battambang (Agenzia Fides) – The government of Cambodia has confirmed that the Thai army unilaterally closed all border crossings with Cambodia on the night of June 23. According to the Thai army, border crossings in six Thai provinces bordering Cambodia have been closed, with few exceptions for students or people receiving medical treatment. All other human or vehicle traffic is currently prohibited. The closure is the latest in a series of reprisals that have intensified since the border incident on May 28, in which a Cambodian soldier was killed in gunfire in the so-called “Emerald Triangle,” a small green area on the border between Thailand, Cambodia, and Laos.It is one of several disputed regions that both Thailand and Cambodia claim as part of their territory. The two armies accused each other of firing first. On June 7, the Thai army temporarily closed the border and then reduced its opening hours. On June 12, Cambodia announced the suspension of electricity imports and closed the international border at Daung, in Battambang province, for “security reasons.”Thailand and Cambodia are separated by a border approximately 820 kilometers long, which runs through several disputed territories. “This dispute has existed for more than a century and dates back to the time of the French colonial empire,” explains Bishop Enrique Figaredo, Apostolic Prefect of Battambang (Cambodia), in an interview with Fides.”The parties involved are basing their decision on a map from 1907, which France, which occupied Cambodia as a colonial power until 1953, first used to draw the border between the two countries. Thailand argues that the map is not binding. Cambodia has appealed to the International Court of Justice to determine the territorial ownership of four disputed territories.   • MIL-OSI China: Chinese premier meets PM of Vietnam

    TIANJIN, June 24 — Chinese Premier Li Qiang on Tuesday met with Prime Minister of Vietnam Pham Minh Chinh, who is in north China’s Tianjin Municipality for the 2025 Summer Davos.

    Noting that this year marks the 75th anniversary of the establishment of diplomatic relations between China and Vietnam, Li said the deep friendship of “comrades and brothers” has remained firm and fresh over time. Since the successful visit of Xi Jinping, general secretary of the Communist Party of China Central Committee and Chinese president, to Vietnam in April, the comprehensive strategic cooperation between China and Vietnam has been further advanced.

    China is willing to continue to implement the outcomes of President Xi’s visit with Vietnam to bring more benefits to the two peoples, Li said.

    Li pointed out that the unstable and uncertain factors in the current international situation are still increasing. China and Vietnam should unite more closely, enhance strategic communication and mutually beneficial cooperation. This is not only beneficial to both sides, but also to the region and the world.

    He noted that China is willing to accelerate the alignment of development strategies with Vietnam, implement the cooperation plan on synergizing the Belt and Road Initiative and the Two Corridors and One Economic Circle strategy, expand cooperation in areas such as artificial intelligence, digital economy and green development, and jointly foster new economic drivers.

    Both sides should enhance exchanges and cooperation in areas such as culture, tourism, education and media, and successfully hold a series of activities for the China-Vietnam Year of People-to-People Exchange, Li said.

    China welcomes Vietnam to become a BRICS partner country and is willing to work with Vietnam to safeguard free trade and the multilateral trading system, promote an equal and orderly multi-polar world and a universally beneficial and inclusive economic globalization, and inject more stability and positive energy into world peace and development, Li said.

    Pham Minh Chinh said that Vietnam is willing to work with China to implement the important consensus reached by the top leaders of the two parties, further enhance high-level exchanges, improve political mutual trust, strengthen strategic communication, promote practical cooperation, and deepen people-to-people and cultural exchanges.

    Vietnam firmly supports the three major global initiatives proposed by President Xi and looks forward to strengthening multilateral cooperation with China, defending multilateralism and safeguarding common interests, he noted.

    Dmitry Patrushev: Environmental issues have no boundaries, no age, no political views.

    Dmitry Patrushev answered questions about environmental protection. What has been achieved this year? What still needs to be done? He spoke about this and much more in an exclusive interview with Komsomolskaya Pravda.

    I. Ostanin: In 2025, the implementation of new national projects began. One of the areas is the environmental situation related to water bodies. I cannot help but touch on the topic related to the great Russian river Volga. This topic attracts a lot of attention, Komsomolskaya Pravda conducted a large investigation on this topic: previously built treatment facilities are working at only 5%… Dmitry Nikolaevich, what do you think about ways to solve the problem? How to keep the Volga clean?

    D. Patrushev: Environmental improvement of the Volga over the past six years has involved more than just the construction of treatment facilities. In addition, landfills have been eliminated and measures have been taken to increase the river’s capacity. This allows people to be provided with water during dry periods, including for irrigation.

    Regarding the treatment facilities, I will say that problems were indeed identified in this block of activities. At the finish line of the previous national project, when I was given this direction under my supervision, it became clear that a number of facilities were not completed.

    Moreover, not the most positive results were obtained as a result of inspections of the quality of wastewater treatment at already commissioned facilities.

    Throughout the past year, we have been systematically changing our approach to work. A headquarters was set up at the government site, where each facility was literally analyzed “under a magnifying glass.” Based on the results, a schedule was created for completing construction and reaching standard cleaning indicators. Monitoring of plan execution is carried out through digital tools. Therefore, any deviations are visible to both us and regional leaders. There were many other transformations. As a result, the dynamics of construction have increased significantly.

    For the future, within the framework of the new national project “Ecological Well-Being”, we have completely restructured the approach to project implementation. For example, now an object cannot be considered commissioned until Rosprirodnadzor confirms the required quality of wastewater treatment.

    I am convinced that responsibility for the implementation of projects should be increased, including at the local level. After all, it is there that one can see better what has been built and how it affects the environmental situation. The involvement of subjects should be not only organizational, but also financial. We have also taken this into account in the new national project.

    Let me emphasize that all objects will be completed and brought up to standard indicators!

    I. Ostanin: You said that the approaches changed when working within the framework of the new national project, but the geography of the work has also significantly expanded. As far as I know, now it is planned to include other reservoirs and rivers in addition to the Volga and Baikal.

    D. Patrushev: Indeed, through the federal project “Water of Russia” the improvement, one way or another, will affect almost all major waterways of our country. This will not only be new treatment facilities, but also the cleaning of more than 1000 kilometers of rivers, which will create comfortable conditions for millions of people living near water bodies. In addition, measures are planned to improve the condition of lakes and reservoirs.

    We pay special attention to events within the boundaries of cultural heritage sites, specially protected natural areas, historical tourist centers. As an example, I will cite the restoration of the rivers and lakes of the Gatchina Park in the Leningrad Region.

    I would like to note that we will continue to monitor all work on improving the health of water bodies at the government level.

    By the way, this year funds have already been allocated for the Krasnogorsk Irtysh hydroelectric complex in the Omsk region and the Elizavetinsky reservoir hydroelectric complex, the most important source of drinking water for residents of the Lugansk People’s Republic.

    I. Ostanin: Let’s continue by talking about the ecology of Lake Baikal. Many spears have been broken around this topic. How is it planned to build the development of the Baikal region?

    D. Patrushev: We must certainly do everything to preserve Baikal, our unique natural site.

    However, the territory needs to be developed, providing the local population with quality living conditions. Developing a policy on how to regulate this is a long-standing issue. The Ministry of Natural Resources is developing a corresponding bill.

    It was adopted in the first reading last year. However, some of its provisions required adjustments. Now the government’s amendments are ready. I will not make premature statements, but I expect a balanced decision to be made that will take into account the possibility of preserving the incredible nature of Baikal and economically developing the territories. I hope that the reasonable balance found will become a prerequisite for the sustainable development of these territories for many years.

    I. Ostanin: Development of ecotourism is another important part of the national project “Ecological Well-being”. The holiday season has arrived. Tell us how the authorities are going to develop ecotourism? What routes, directions, maybe even new resorts will appear?

    D. Patrushev: Domestic tourism is currently experiencing a rapid rise. In 2024, Russia broke its own record for the number of domestic tourist trips, exceeding 90 million. But the President has ordered that this figure reach 140 million by 2030.

    I have no doubt that our national parks can become an excellent point of attraction for tourists. Over the past six years, the tourist flow to them has grown from 6 to 17 million people. As part of the national project “Ecological Well-Being”, we continue to create conditions for popularizing this type of recreation for people.

    To this end, among other things, we will remove unreasonable restrictions that hinder the development of tourism infrastructure in specially protected natural areas.

    By the way, the Ministry of Natural Resources is also developing cruise tourism. For example, today those who wish can visit national parks in the Far East and see natural attractions that are inaccessible to “land” tours in Khabarovsk, Primorsky and Kamchatka Krais, Magadan and Sakhalin Oblasts, as well as Chukotka.

    National parks and reserves also develop excursion programs – for example, for weekend routes, they equip walking trails, open visitor centers, and arrange the necessary infrastructure. For example, Sochi National Park offers tourists updated eco-trails this season. We aim to make national parks interesting and comfortable in terms of improvement.

    I. Ostanin: Preservation and increase of our pride, Russian forests, is one of the tasks of the national project “Ecological Well-being”. What is being done to restore forests?

    D. Patrushev: Russia is home to a fifth of the world’s forest reserves. Understanding this, we take on increased obligations to preserve and increase them. Over the past 6 years, the area of new plantings has reached almost 8 million hectares.

    And, contrary to the global trend, more forests appear in our country than disappear. We have maintained this dynamic for several years in a row.

    People, our caring citizens, make a significant contribution to forest restoration. This deserves special gratitude. The country annually holds the “Garden of Memory” and “Save the Forest” campaigns. Over the years, more than 350 million trees have been planted, and public figures, politicians, and guests from foreign countries have taken part.

    However, wildfires remain a serious challenge for many countries — and for us too. The areas annually engulfed in flames, despite all preventive measures, are still quite significant. The government, for its part, is doing a lot of work to reduce them. In 2025, regions have been allocated almost 20 billion rubles. Including more than 5 billion additionally allocated to the most “burning” subjects — Yakutia, Transbaikalia and Krasnoyarsk Krai. The regions, for their part, are also increasing funding.

    And, of course, forest conservation requires full control over the movement of timber. In 2020, the President set the task of creating a system that would make the process completely transparent. Much has already been done for this. Strengthening supervision and introducing digital technologies in the industry have made it possible to reduce the number of violations by 2.5 times in 5 years. We can now track the movement of timber from harvesting to final products and export. But the improvement of control mechanisms in this area continues.

    From January 1, 2025, data on the forestry complex must be entered into the new state information system (FGIS Forestry Complex). And from this year, all timber trucks must be equipped with the GLONASS system.

    This will allow us to more effectively suppress “gray schemes”, because in real time we can see every logging site and all special equipment. Monitoring of the execution of the President’s order will be constant.

    I. Ostanin: The so-called “garbage reform” is being implemented in the country. At what point are we? And what will be done to achieve the indicators outlined by the President?

    D. Patrushev: On the instructions of the President, we are developing a closed-loop economy. What does this mean? Firstly, by 2030, waste sorting should be 100%, secondly, we need to reduce the volume of landfill disposal by 50%, and thirdly, which is very important, a quarter of the waste should be recycled. Currently, approximately 55% of waste is sorted, and only 14% is recycled.

    Over the past six years, almost 300 facilities for sorting, recycling and placing solid municipal waste have appeared in the country. In order to achieve the required indicators, it is planned to build another 400 facilities by 2030. So that we can monitor how the subjects cope with this task at the federal level, a special headquarters is working on the government platform. And we will continue to work in this format.

    But we must understand that waste management reform is not only about large enterprises. It starts in our yards and will always be in the public eye. Everything matters here: how involved local authorities are, whether the containers are clean, whether there are enough garbage trucks in the region, how financially stable the regional operators are, whether everything is taken into account in the regulatory framework. We are consistently working on all these areas in dialogue with regional leaders, senators and deputies.

    I. Ostanin: Dmitry Nikolaevich, as is known, the activities of enterprises in the agro-industrial complex can also affect the environment. How can we find a balance between the development of our agriculture and a caring attitude towards nature?

    D. Patrushev: Companies in the agro-industrial complex are no different from other industries in this regard. In particular, those that have the most significant impact on the environment must obtain comprehensive environmental permits. These are documents that indicate the compliance of production with certain environmental requirements and standards or confirm the existence of modernization plans.

    In general, agriculture is now one of the most advanced areas of the Russian economy. But at the same time, we strive for the industry to develop in harmony with nature and “be friends” with it. Much is being done for this in modern production facilities.

    Another example: since 2023, work has been underway to improve the efficiency of involving livestock by-products in production, including for the restoration of agricultural land fertility.

    I. Ostanin: Let’s move from ecology to issues of ensuring our food security. The production of agricultural products, in general, is growing; in recent years we have set records for the harvest of grain, rice, fruit and berry crops, etc. What do you think helped us not only maintain production volumes under sanctions, but also increase them?

    D. Patrushev: Today the industry can rightfully be proud of its status as a guarantor of our food security. The state has created all the conditions for this.

    The turning point in many ways was 2014, when the food embargo was introduced. Our president’s decision in the sphere of geopolitics created completely new opportunities for the economy. I have already spoken about this: Crimea is now ours, and – in relation to the agricultural industry – the food shelf. At the start, there were many concerns: skeptics predicted that we could be left without food.

    But the move towards domestic production allowed the agro-industrial complex to become the driver of the economy. Entire areas made a sharp leap. For example, we essentially rebuilt greenhouse vegetable growing. New super-intensive gardens were planted, which gave us their own fruits. We now have more than 9 thousand types of Russian-made cheese, and its production volumes have doubled.

    So the fears were not justified.

    It must be said that our farmers are a colossal growth point. The state, for its part, has provided them with the necessary support.

    In general, there are now tools for all categories of agricultural business – for large players and for the smallest farms. Last year, the government allocated 682 billion rubles to the agro-industrial and fisheries complexes!

    Today we are on the path to achieving technological sovereignty. A new national project has been created for this purpose (“Technological Support for Food Security”). It covers those areas of the agro-industrial complex and related industries where deficit positions still remain. This concerns selection and genetics, agricultural machinery and equipment. It is necessary to increase the share of domestic veterinary drugs and vaccines on the market, and develop biotechnology.

    And, of course, there are people behind any success. Therefore, we strive to ensure that the training of personnel keeps pace with the development of the high-tech and advanced industry that our agricultural industry is. At the same time, it is necessary to start educating effective farmers as early as possible, for which purpose agro-technological classes are created. In addition to general education subjects, children learn about farm animal breeding technologies, learn how to operate unmanned aerial vehicles and work with modern agricultural machinery. Children will be able to get their first profession in agriculture already at school. There should be 18 thousand such classes by 2030. We are waiting for young and motivated specialists.

    I. Ostanin: An alarming trend that we are seeing is that last year the prices of dairy products were rising, for example, butter. Now everyone is talking about potato prices. Why do we see sharp price increases for certain products from time to time? And what can be done to avoid this?

    D. Patrushev: It is important to understand several points here. The food market is sensitive to fluctuations in supply and demand. Last year, the demand for dairy products grew significantly. And not only from buyers, but also from the food industry.

    Our confectionery and cheese industries have increased their output. But this requires a large amount of dairy raw materials.

    And although farmers are steadily increasing the production of raw milk, at the moment the current volumes were insufficient. This caused a temporary imbalance in the market.

    The situation was stabilized, including due to the opening of supplies from friendly countries. A similar mechanism is used for some vegetables of the “borscht set”, potatoes and apples. But here too there is a fork. After all, the price directly depends on the harvest, especially if we are talking about products with a limited shelf life.

    For a certain period of time, potatoes have been rising in price. However, if you look at the statistics, you will see that the prices were not much different from the cost of a couple of years ago. The growth is due to the fact that in 2023 we received a record potato harvest – 8.6 million tons. Inevitably, prices for it fell. And the 2024 harvest is comparable to what was two years before. The cost is “recouping” its fall, because farmers cannot work at a loss. Now the new harvest is already beginning. At the same time, the sowing area for potatoes has increased this year. And at the moment, we see that the growth in prices for it has stopped.

    Therefore, we apply regulatory measures selectively and carefully. The main task is to systematically increase our own production, which the Russian agro-industrial complex copes with quite successfully.

    I. Ostanin: Dmitry Nikolaevich, it has been a year since you took the position of Deputy Prime Minister. What conclusions have you drawn for yourself and what would you call the most difficult thing about working in this position?

    D. Patrushev: One of the important conclusions is that environmental issues have no borders, no age, no political views. This is not just my opinion. The Nevsky International Ecological Congress was recently held, which brought together more than 70 countries, as well as representatives of specialized international organizations.

    We talked about the harmony of man and nature. All participants agreed that with such rapid economic development as today, man’s responsibility to the surrounding world is constantly increasing. The issue of ensuring a balance between the economy and ecology is very relevant. And this is what I am now constantly working with.

    Russia is fully aware of its responsibility to the world for preserving natural resources. Therefore, we take on increased obligations in relation to the environment. And we will maintain this vector.

    As for the difficulties, I think it is not timely to talk about them. Our country is solving problems of historical scale today. Everyone in their place must do everything and even more to meet this level.

    Basically, overcoming obstacles is a motivator that allows you to achieve more.
