    To echo the National Security Education Day on April 15, the Hong Kong Police Force (HKPF) held the “National Security Education Day cum Police Museum Open Day” today (April 13) to enhance public awareness of national security, foster their sense of national identity and offer an opportunity for the community to learn more about the history and work of the HKPF.

    Addressing at the opening ceremony, the Deputy Financial Secretary, Mr Michael Wong, said that safeguarding national security is everyone’s responsibility. The HKSAR Government has always been committed to promoting national security education to enhance public awareness and foster a sense of responsibility in protecting national security. He praised the HKPF for their crucial role in safeguarding national security. He said that Hong Kong has long been regarded as one of the safest cities in the world. This reassures investors and tourists to visit and should never be taken for granted; rather, it is the result of concerted efforts, with significant contributions from the HKPF.

    The Commissioner of Police, Mr Chow Yat-ming, in his opening remarks, said that national security is the cornerstone of prosperity and stability for a society. He added that the HKPF will continue its unwavering efforts to prevent, suppress, and impose punishment for acts endangering national security. Stressing that community support and participation are essential elements for safeguarding national security, he hoped the public would remain vigilant at all times and work together to safeguard national security.

    At the opening ceremony, the officiating guests were accompanied by children in mini police uniforms to display the 20 key areas of national security, symbolising the Police and the public’s concerted efforts to convey the message of “national security, a mission we share”.

    To commemorate the 5th anniversary of the implementation of the National Security Law, the 5th anniversary of the establishment of the National Security Department of the HKPF, the 1st anniversary of the implementation of the Safeguarding National Security Ordinance, and the 10th anniversary of the National Security Education Day, the open day featured the “National Security Express – Police Museum Station”, which showcased the Force’s efforts in safeguarding national security. The advanced equipment of various units, including the Police Dog Unit, the Explosive Ordnance Disposal Bureau and the Counter Terrorism Response Unit, were also on display, providing the public with an opportunity to learn about the work of the Force.

    In addition, officers dressed in police uniforms from different generations were present to take photos with the public, showcasing the evolution of police uniforms. In addition to the interactive technology elements in the Police Museum’s exhibitions, retired police officers and civilian staff also provided guided tours to the visitors, enabling them to have a better understanding of the history of the Force. The open day also featured a “drone football” experience game, an anti-drug publicity vehicle and a number of check-in spots where the public could take photos and have fun.

    Union Minister of Commerce & Industry, Shri PiyushGoyal addressed the CAPEXIL’s Vibrant Buildcon 2025 here today. He asked industry stakeholders to adopt best practices in sustainability, reduce import dependency, focus on clean and green construction, and work towards earthquake-resistant and modular infrastructure.

    Shri Goyal highlighted India’s growing strength in the construction ecosystem—from Global Capability Centres (GCCs) to domestic manufacturing under Make in India. He underlined the importance of key sectors such as housing, infrastructure, commercial real estate, railways, airports, highways, and energy. “Every element, from cement and electricals to security systems and automation, plays a part in this ecosystem,” he said.

    Shri Goyal said the rapid infrastructure development has happened under the leadership of the Prime Minister. “PM Modi conceptualised world-class convention centres like Bharat Mandapam and Yashobhoomi, both of which were built during the pandemic. These state-of-the-art venues have hosted global events such as the G20 Summit, BharatTex, Bharat Mobility and Startup Mahakumbh,” he pointed out.

    The Minister listed several major government initiatives, including 20 new smart industrial cities, improved tourism infrastructure across 50 destinations, and 100 new industrial plug-and-play hubs. “If we are to move from a $4 trillion economy today to a $30-35 trillion economy by 2047, every citizen must contribute to Viksit Bharat 2047,” he said.

    Commerce and Industry Minister noted that today India is breaking silos, fostering collaboration, and reimagining the future with a convergence of minds. “Vibrant Buildcon is only the beginning of the transformation of our construction ecosystem under one umbrella,” Shri Goyal said.

    Greeting the gathering on the occasion of Baisakhi, the Union Minister talked about the role of farmers during the COVID-19 pandemic. He stated that despite global disruptions, India ensured uninterrupted food distribution, month after month, under the leadership ofPrime Minister Shri Narendra Modi. “Even during the peak of the pandemic, India continued its mission of feeding the poor and bringing millions out of deprivation,” he noted.

    Drawing a connection between India’s food security and infrastructure growth, Shri Goyal said that Vibrant Buildcon exemplifies the country’s ability to support rapid urbanisation, housing for all, and logistics transformation. “This platform showcases our manufacturing and infrastructure strength, which is crucial to attract global investments and reduce logistics cost,” he added.

    In conclusion, Shri Goyalemphasised India’s potential to emerge as a global superpower. “We must aim for audacious goals, ensure our labour force receives fair wages, and innovate continuously. Let there be no doubt—India will lead the world in growth, innovation, and inclusive development,” he said.

  • MIL-OSI China: Xi’s Southeast Asia tour to cement neighborly bond, bolster regional cooperation

    HONG KONG, April 13 — Chinese President Xi Jinping will visit Vietnam, Malaysia and Cambodia from Monday to Friday, marking his first overseas trip of the year. The journey underscores the emphasis China places on its Southeast Asian neighbors — partners bound not only by geographical proximity, but by decades of cooperation and mutual support.

    The visits aim to deepen ties and chart the course for future cooperation. From infrastructure to trade, China and its neighbors are aligning their modernization efforts. At each stop, the two sides will work together to strengthen political trust and expand practical cooperation.

    The trip reflects China’s broader vision of building a community with a shared future with its neighboring countries. In an era of global uncertainty, Asia’s unity, coupled with the promise of common development, presents a model of stability and progress.

    “CAMARADERIE PLUS BROTHERHOOD”

    In October 2024, the China-Vietnam Detian-Ban Gioc Waterfall cross-border tourism cooperation zone was officially launched. Tourists from both sides of the border can now leisurely walk through the streets that seamlessly blend Chinese and Vietnamese architectural styles, while enjoying the magnificent vista of the shared waterfall. This landmark project, China’s first cross-border tourism cooperation zone, stands as a testament to the strengthening of people-to-people ties between the two neighboring countries.

    This year marks the 75th anniversary of China-Vietnam diplomatic relations. From their early revolutionary struggles to their current modernization efforts, the two countries have forged a profound bond featuring “camaraderie plus brotherhood.”

    During Xi’s visit to the country in December 2023, bilateral ties were elevated to a China-Vietnam community with a shared future that carries strategic significance. Xi proposed the six major goals of “greater political mutual trust, more substantive security cooperation, deeper practical cooperation, more solid popular foundation, closer multilateral coordination and collaboration, and more proper management of differences.” That laid the groundwork for the vision of building a China-Vietnam community with a shared future.

    In August 2024, then Vietnamese President To Lam chose China as the destination for his first overseas visit only two weeks after being elected general secretary of the Communist Party of Vietnam Central Committee. During the visit, the two sides reaffirmed the six goals and emphasized joint efforts to advance shared development.

    Trade remains the engine of their relationship. China is Vietnam’s largest trading partner, and infrastructure links from rail to ports are expanding fast. Fruit from Vietnam frequents Chinese tables while Chinese raw materials and machinery fuel Vietnamese industry. The China-proposed Belt and Road Initiative (BRI) and Vietnam’s Two Corridors and One Economic Circle strategy are increasingly aligned.

    Under the strategic guidance of head-of-state diplomacy, Vietnam-China relations have developed rapidly in recent years, said Nguyen Thi Phuong Hoa, deputy director at the Institute of Chinese Studies of Vietnam Academy of Social Sciences. She expressed confidence that the profound friendship between the two countries will be passed down from generation to generation.

    FRIENDSHIP FORGED IN HISTORY

    At the Gombak station site along Malaysia’s East Coast Rail Link, cranes swing vigorously under the scorching sun while Chinese and Malaysian workers assemble steel girders together. This railway, slated for completion in 2027, stands as a prestigious project within the BRI cooperation framework. It will link Malaysia’s east and west coasts for the first time, emerging as a powerful symbol of the deepening partnership between these two nations.

    China-Malaysia ties run deep. From the voyages of renowned Chinese navigator Zheng He (1371-1433) to the establishment of diplomatic relations in 1974, the two countries have long enjoyed cultural affinity and strategic trust. During Xi’s 2013 visit, they upgraded ties to a comprehensive strategic partnership. A decade later, the relationship was elevated again to a China-Malaysia community with a shared future.

    Economic cooperation continues to thrive. China has maintained its position as Malaysia’s leading trading partner for 16 consecutive years. On top of that, bilateral initiatives like the “Two Countries, Twin Parks” program, which pairs industrial zones in Qinzhou and Kuantan, have emerged as a model for regional collaboration. This partnership has spurred the expansion of port collaboration and infrastructure connection. Furthermore, Malaysian fresh durians have been on sale in the Chinese market since last August, witnessing rising popularity among Chinese consumers.

    People-to-people exchanges are also flourishing. From international students to visa-free travel arrangements, cultural exchanges are growing deeper and more meaningful. Collaborative efforts now span a wide range of activities, from panda research to the joint pursuit of getting the lion dance recognized as a UNESCO intangible cultural heritage.

    With Malaysia serving as the 2025 chair of ASEAN and a BRICS partner country, the two countries are working more closely on regional cooperation, with an eye on stability and shared prosperity in a shifting global landscape.

    “The bilateral relationship between Malaysia and China is currently at its best,” said Dato’ Abdul Majid Ahmad Khan, president of the Malaysia-China Friendship Association and former Malaysian ambassador to China.

    IRONCLAD FRIENDSHIP

    Through towering pillars and glass walls, sunlight streams into Techo International Airport, evoking a tranquil ambiance reminiscent of standing beneath the sugar palm trees that dot the Cambodian landscape.

    Scheduled to commence operations in July, the new airport constructed by a Chinese company is expected to significantly enhance the tourism capacity of Cambodian capital Phnom Penh. This project marks yet another notable milestone in China-Cambodia cooperation within the framework of the BRI.

    China and Cambodia are ironclad friends who always support each other and stand together through thick and thin. Under the care of the leaders of both nations, the tree of China-Cambodia friendship has flourished, yielding a bountiful harvest of cooperation and mutual trust.

    The two countries have maintained frequent high-level exchanges and strategic communication. In September 2023, Cambodian Prime Minister Hun Manet visited China on his first official trip abroad after taking office. One month later, Hun Manet was in China again to attend the third Belt and Road Forum for International Cooperation.

    In December 2024, Cambodian People’s Party President and Senate President Samdech Techo Hun Sen visited China. Xi said in a meeting with Hun Sen that the ironclad friendship between China and Cambodia is of high quality, while Hun Sen described China as Cambodia’s most trusted friend.

    Under the strategic guidance of the leaders of the two countries, the building of a China-Cambodia community with a shared future has progressed into a new era characterized by high quality, high level and high standard.

    China has remained Cambodia’s biggest source of foreign investment and biggest trading partner for years. The China-Cambodia free trade agreement, along with the Regional Comprehensive Economic Partnership, has given a substantial boost to trade growth between the two nations.

    The two countries have seen frequent people-to-people exchanges. In 2024, various events were held to celebrate the China-Cambodia people-to-people exchange year, bringing tangible benefits to the two peoples.

    With the collaborative efforts of scholars from both countries, a new Khmer version of The Customs of Cambodia, an ancient Chinese travelogue that serves as a crucial source for studying Cambodia’s history, was released in April last year.

    Over the decades, Chinese experts have been working with their Cambodian peers in preserving and restoring Angkor temples to revive the invaluable treasures of Cambodia.

    Thong Mengdavid, a lecturer at the Institute for International Studies and Public Policy of the Royal University of Phnom Penh, said the deeply rooted Cambodia-China ties are rock-solid and unbreakable, serving as a paragon of South-South cooperation

    Union Home Minister and Minister of Cooperation Shri Amit Shah today addressed a program held at Raigad Fort in Raigad, Maharashtra, on the occasion of the 345th death anniversary of Chhatrapati Shivaji Maharaj. On this occasion, many dignitaries were present, including Maharashtra Chief Minister Shri Devendra Fadnavis, Deputy Chief Ministers Shri Eknath Shinde and Shri Ajit Pawar, and Union Minister of State for Cooperation Shri Murlidhar Mohol.

    Addressing the program, Union Home Minister Shri Amit Shah said that it is a matter of great fortune to visit the historic Raigad Fort, where the golden throne of Hindavi Swaraj was established. He said that Chhatrapati Shivaji Maharaj ignited an immortal spirit across every corner of India and willingness to sacrifice one’s life for one’s religion, language, and Swaraj. Soon, the region of Maharashtra, which was surrounded by the Adilshahi, Mughal, and Nizamshahi powers, transformed into Hindavi Swaraj. In just a few years, the dream of Swaraj began to be realized from Attock to Cuttack, and across the country from Bengal to Tamil Nadu in the south.

    Union Home Minister Shri Amit Shah said that when Shivaji Maharaj was born, the people of the country were engulfed in deep darkness. The environment was such that even imagining the idea of Swaraj seemed impossible. Within just a hundred years after the fall of Devagiri, the decline of Maharashtra and the entire southern region had taken place, and gradually, speaking of one’s own religion and self-rule came to be seen as a crime.

    But in such times, a 12-year-old boy, inspired by his mother Rajmata Jijabai, took a vow to once again raise the saffron flag from the Sindhu River to Kanyakumari. Shri Shah said that he has read the biographies of many great leaders from around the world, but such unshakable willpower, indomitable courage, unimaginable strategy, and the ability to unite every section of society to build an invincible army — no one did it like Chhatrapati Shivaji Maharaj.

    Shri Amit Shah said that Chhatrapati Shivaji Maharaj neither had fortune on his side, nor a powerful legacy, nor wealth or a large army. Yet, at a very young age, through his unbreakable courage and firm resolve, he inspired the entire nation with the mantra of Swaraj. In no time, he played a pivotal role in shattering the Mughal Empire, which had ruled for over 200 years.

    When Shivaji Maharaj’s forces reached Attock, Bengal, Cuttack, and Tamil Nadu, then people across the land began to believe once again — that the nation, its religion, languages, and culture had been saved.

    Union Home Minister said that the vision of making India the best in the world in every field was first laid down by Shivaji Maharaj. He added that today, 75 years after India’s independence, we stand tall before the world with pride, and we resolve that when India completes 100 years of independence, the country will achieve the number one position globally in every domain.

    Shri Amit Shah said that Rajmata Jijabai not only gave birth to Chhatrapati Shivaji Maharaj but also inspired him to revive Swaraj, Swadharma, and Swabhasha. When Shivaji was still very young, it was Jijabai who instilled in him the idea of liberating the entire country and becoming the founder of a Hindavi Empire.

    Shri Shah stated that Rajmata Jijabai imparted values and virtues to the young Shivaji, and Shivaji turned those values into a mighty banyan tree. He further said that after Shivaji, Sambhaji Maharaj, Maharani Tarabai, Santaji, and Tanaji continued to fight against the Mughal emperor Aurangzeb until his death. As a result, the man who called himself “Alamgir” (conqueror of the world) was ultimately defeated in Maharashtra, and his tomb remains here as a testament to that.

    Shri Shah emphasized that it is our duty to ensure every child in India learns about Shivaji’s life and legacy. He said that Shivaji Maharaj should not be limited to Maharashtra — the entire country, and even the world, can draw inspiration from him.

    Union Home Minister said that Swadharma, Swaraj, and Swabhasha are deeply connected to the self-respect of human life. Shivaji Maharaj brought these three core values of self-respect before the nation and the world. He did this at a time when invaders had crushed and defeated us, and a mentality of slavery got rooted in society. But Shivaji Maharaj broke this mindset of subjugation and re-established the Hindavi Empire, reigniting a spirit of pride, resistance, and independence among the people.

    Shri Amit Shah said that the entire history of Shivaji Maharaj — from his birth to his last breath — is tied to this sacred land of Raigad. He also remembered the great freedom fighter Bal Gangadhar Tilak, who envisioned this sacred place as “Shiv Smriti”.

    Shri Shah stated that the British deliberately tried to destroy Raigad Fort, as it was a powerful symbol of Swaraj. Tilak Maharaj recognized this significance and, through his famous slogan “Swaraj is my birthright”, re-established the commitment to Shivaji Maharaj’s vision of Swaraj.

    He added that Tilak Maharaj began the movement to preserve this memorial, although the work couldn’t be completed during his lifetime. However, even during British rule, this site became a symbol — from Shiv Jayanti to Swaraj, marking the beginning of India’s freedom struggle.

    Shri Shah said that the Maharashtra government is now continuing the noble work initiated by Tilak Maharaj to honor and preserve this legacy.

    Union Home Minister said that the Central and Maharashtra governments are committed to transforming the Raigad memorial into not just a tourist destination, but a source of inspiration for the youth of the country by providing it with various modern facilities. He appealed to the Chief Minister of Maharashtra to ensure that every student from classes 7 to 12 visits this sacred site at least once, so they can connect with the legacy and ideals of Chhatrapati Shivaji Maharaj.

    Shri Amit Shah said that Chhatrapati Shivaji Maharaj established numerous principles in the field of administration. His concept of the Ashta Pradhan Mandal (Council of Eight Ministers) has been adopted today in the form of the Cabinet, and the Cabinet is essentially a broader version of the Ashta Pradhan Mandal.

    He also mentioned that Shivaji Maharaj established several principles for justice which was implemented by those in power. Through his actions, Shivaji Maharaj set an example of good governance (Sushasan).

    Union Home Minister said that Shivaji Maharaj’s final message was that the struggle for Swaraj, respect for Swadharma, and the immortality of Swabhasha should never stop. Shri Shah added that under the leadership of Prime Minister Shri Narendra Modi, this struggle is moving forward with pride today. PM Modi has worked to give India a glorious place on the global stage.

    He further stated that Shivaji Maharaj envisioned the restoration of Kashi Vishwanath Temple, the access to all Jyotirlingas, and the revival of the Ram Janmabhoomi. These tasks have been fulfilled during PM Modi’s tenure. The Kashi Vishwanath Temple, which had been destroyed by Aurangzeb, was revitalized through the Kashi Vishwanath Corridor under Prime Minister Shri Narendra Modi rule.

    Shri Shah said that the whole country is committed to completing the remaining tasks to fully realize the message of Shivaji Maharaj. Shri Amit Shah said that Chhatrapati Shivaji Maharaj represents determination, dedication, sacrifice, bravery, self-respect, and the immortal spirit of Swaraj. He mentioned that the Maharashtra government has launched a campaign to bring Chhatrapati Shivaji Maharaj’s legacy to every household.

    He further highlighted that Prime Minister Shri Narendra Modi, by making Shivaji Maharaj’s Royal Seal the symbol of our Navy, has declared to the world that our country and our Swaraj are fully secured.

    Shri Shah also noted that Prime Minister Modi and the Maharashtra government are working towards having 12 historic forts recognized as UNESCO World Heritage Sites.

  • MIL-OSI Global: Humanity depends on the ocean — Here is what we need to prioritize for immediate ocean science research

    Humankind is inextricably dependent on the ocean. Many of our greatest civilizations have thrived on the rim of the ocean. Today, we are more reliant than ever on the ocean for our economic, social and physical well-being.

    Maritime activities, from global trade to tourism, exceed US$3 trillion annually. The “ocean economy” is the fourth largest in the world. Furthermore, our global economic vitality is largely due to the cost-effective nature of ocean transportation, which contributes to the reduced price per ton of shipped goods.

    From submarine cables to shipping, fisheries and aquaculture, we are increasingly reliant on the blue economy. Roughly 20 per cent of the animal protein that we eat comes from marine fish.

    The ocean has changed dramatically in the past century, and we expect more change to come. Collapses of fisheries, coral reefs, shark populations and other species — along with increased dead zones, red tide blooms and invasive species — have followed increased human development, industrial use of the sea, climate change and pollution.

    Humanity is at a social, political, environmental and scientific nexus point.

    We are a group of researchers and experts who served on a committee of the U.S. National Academy of Sciences, Engineering, and Medicine to advise the National Science Foundation on forward-looking approaches to investing in ocean science research, infrastructure and workforce development.

    We considered the question: What vital research must we pursue now, and what investments must we make to achieve ambitious research goals?

    Our scientific efforts must focus on the key gaps in our predictive knowledge, and on the critical pathways and thresholds for ocean change. We should support ocean science to prepare for the future.

    Readying ocean science

    Given limited resources and rapid changes, we need to consider how to set priorities. Our committee offered a distinction between urgent and vital research: urgent research is time-sensitive, with immediate relevance to emerging regional and global issues, while vital research transforms our ability to grapple with rapid changes in the ocean and the Earth system.

    Our ability to observe, model and understand the ocean has greatly increased in recent years.

    For example, Argo — an ocean weather observing system — provides a global view of water properties around the planet. Argo has expanded our understanding of the global ocean and has significantly improved weather forecasts.

    In addition, research on the impact of climate shifts on ocean species is more accurate, helping us to understand the impact of these shifts on carbon sequestration, shoreline protection from storms and tipping points in interconnected ocean systems.

    The growing focus on links between the chemical, physical, geological and biological states of the ocean, and planetary climate states, provides a much-improved structure for forecasting the state of the ocean.

    Healthy oceans, healthy people

    A focus on human well-being and its dependence on ocean processes can provide an important connection that places ocean sciences in key conversations related to human health.

    When it comes to understanding the importance of ocean and climate, we need to determine how the ocean’s ability to absorb heat and carbon dioxide will change. While the ocean presently absorbs 90 per cent of global heat and roughly 30 per cent of carbon dioxide, changes in the physical and biological ocean will likely slow these rates, leading to accelerated atmospheric warming.

    Related to this climate question, how will marine ecosystems respond to changes in the Earth system? Declining ecosystem resilience will likely have strong negative impacts on food supplies and livelihoods.

    Can we develop new understanding that will support model forecasts to determine the effects of warming, acidification and de-oxygenation on marine life?

    Another challenge is to improve our ability to forecast extreme events driven by ocean and seafloor processes. Marine earthquakes, tsunamis, hurricanes and storm surges are natural processes that pose serious risks to human well-being. Societal vulnerability to these extreme events can be profound.

    As our built coastal infrastructure expands, and climate change shifts patterns of such extreme events, it is critical to improve our ability to observe, understand and forecast extreme events.

    Investing in ocean futures

    Ocean research depends on continued funding of basic studies and investment in key ocean science infrastructure. We must integrate emerging technologies, artificial intelligence and expanded use of existing ocean infrastructure such as globally ranging research vessels, global drifters that float on the ocean surface and gather information, underwater communication cables and coastal marine laboratories.

    International co-operation is needed since few of these challenges are truly local. A move towards more collaborative, transdisciplinary research is necessary, alongside an expanded ocean science workforce with training and knowledge well beyond those of traditional disciplines.

    Our assessment of the state of ocean science in the United States identified key infrastructure required to address these challenges.

    For example, while advances in autonomous vehicle technology offer many opportunities, there will remain a need for specialized research ships that can operate in coastal and deep-sea waters and ice-covered regions to drill for** seafloor samples. Globally, there has been a decline in available ships to support ocean research.

    Likewise, nearly 100 marine laboratories dot U.S. coastlines, providing training, access and research for thousands of students each year. The development of this infrastructure offers opportunities for international collaboration and cooperation with private sector partners. It may also be that some of the existing infrastructure, such as the Ocean Observatories Initiative, needs to be reconsidered in light of shifting priorities and developing technologies.

    Collective action

    We differentiate between urgent and vital ocean science research priorities.

    While the urgent will continue to demand our attention — the next coral bleaching event, the latest fisheries collapse — it is our commitment to the vital research priorities identified in the report that will ultimately determine our ability to steward rather than merely react to complex changes in the oceans.

    Our work offers a compass, but navigation requires collective action. Research institutions must transform their approach: restructuring tenure and promotion criteria to reward transdisciplinary investigations, supporting reskilling and upskilling of faculty, and preparing an innovative, adept workforce.

    Policymakers must create frameworks that value long-term investigation. And citizens must advocate for sustained investments in ocean science that transcend political cycles. The ocean’s future — and our own — depends on our willingness to pursue what is vital.

    A sweeping cold front has brought fierce winds across northern China since Friday evening, prompting widespread weather warnings, transport suspensions and emergency response measures.
    The National Meteorological Center (NMC) on Saturday renewed an orange alert for strong gales that are expected to sweep the country’s northern and coastal regions over the weekend, warning that winds of up to force 13 (37.0-41.4 meters per second) on the national wind scale will hit parts of Inner Mongolia, Shanxi, Hebei and Beijing from 8 a.m. Saturday to 8 a.m. Sunday.
    China has a four-tier weather-warning system, with red representing the most severe warning, followed by orange, yellow and blue.
    From 5 p.m. Friday to noon on Saturday, 109 weather stations in Beijing recorded gusts above force 10 (24.5-28.4 meters per second), and 296 stations registered winds at or above force 9 (20.8-24.4 meters per second).
    Gusts exceeding force 10 were recorded in 13 districts of the national capital, including Haidian, Chaoyang and Fengtai, according to municipal meteorological authorities.
    At 8 p.m. Saturday, the Beijing Meteorological Observatory issued a regional orange alert for high winds.
    Forecasts for 8 p.m. Saturday to 8 p.m. Sunday predict winds ranging between force 9 and force 11 (28.5-32.6 meters per second) in most areas in the districts of Yanqing, Huairou, Changping, Mentougou and Fangshan, and parts of the districts of Haidian, Shijingshan, Fengtai and Tongzhou, with mountainous areas potentially experiencing gusts above force 12 (32.7-36.9 meters per second).
    The gale alert has been lowered to yellow in other districts of Beijing.
    To ensure public safety, Beijing has temporarily shut 15 overground railway sections, affecting a total of 106 stations and over 200 kilometers of tracks, including Beijing Subway Capital Airport Express tracks.
    The Beijing-Tianjin intercity high-speed trains, and bullet trains between Beijing and major cities such as Shanghai, Guangzhou and Harbin, as well as some non-high-speed passenger trains running through mountainous areas, will temporarily suspend service on Sunday, given the scope of the gale winds, the China Railway Beijing Group said on Saturday.
    In Beijing, two airports have cancelled hundreds of flights scheduled for Saturday, and a humanoid-robot half marathon that was set to take place on Sunday has been postponed to April 19.
    Numerous parks and museums have been closed, including the Summer Palace, the Temple of Heaven and Beihai Park, and fueling operations at gas stations and oil depots have been suspended. A number of museums, including the National Museum of China, announced on Saturday evening that they would remain closed on Sunday.
    As of 10 a.m. Saturday, a total of 288 trees were toppled across the city due to the strong winds, damaging 19 vehicles, according to Beijing’s emergency management authorities. There have been no reports of damage to ancient trees.
    According to the local administration of financial regulation, as of 11 a.m. Saturday, the property insurance institutions in Beijing had handled 101 insurance claims involving gales, with an estimated loss worth over 1.6 million yuan (about 221,954 U.S. dollars).
    No injuries or fatalities related to the extreme winds have been reported in Beijing.
    In the neighboring Tianjin Municipality, peak gusts of 43.2 meters per second were recorded in Jizhou District’s Panshan area — the strongest winds since records began in 1951.
    In the city’s urban center, record-high winds reached 25.3 meters per second, and authorities have warned that the extreme conditions are expected to persist through Monday.
    Farther northeast, in Liaoning Province’s Dalian, local authorities have issued yellow alerts for strong winds that will affect both land and sea areas.
    In northern Shanxi Province, the State Grid branch has deployed over 3,000 personnel to inspect and reinforce electrical facilities. Emergency repair teams and mobile generators were positioned across the province in advance to ensure rapid power restoration in the event of outages.
    In the Inner Mongolia Autonomous Region, strong winds have disrupted rail, road and air traffic. Beijing-bound high-speed rail services departing from the region’s central and western areas have been temporarily suspended, and airports in cities like Hohhot, Xilinhot and Hulunbuir have canceled dozens of flights due to adverse weather conditions.
    Experts say that as the strong cold air hits northern China, most parts of Inner Mongolia have seen strong winds. Many places in the east have experienced heavy rain and snow, while blizzards swept across some areas, with the temperature dropping by 10 to 20 degrees Celsius.
    The regional meteorological authorities forecast on Saturday that rain and snow will continue in eastern Inner Mongolia over the next two days.
    Meanwhile, in central China’s Henan Province, extreme winds have triggered a Level-III emergency response and prompted the issuance of over 100 meteorological warnings. Multiple tourist attractions, including the Zhengzhou Fantawild Resort, have been temporarily closed as a precautionary measure.

    As of Saturday, the China-Laos Railway has transported 487,000 cross-border passengers from 112 countries and regions since the launch of its international passenger train service two years ago, according to China Railway Kunming Group Co., Ltd.

    The 1,035-km railway, which links Kunming in southwest China’s Yunnan Province and the Laotian capital Vientiane, has played a significant role in boosting regional economic development and enhancing people-to-people exchanges, the railway company said.

    The cross-border passenger service was officially launched on April 13, 2023, further solidifying the railway’s role as a flagship project of the China-proposed Belt and Road Initiative.

    To meet growing passenger demand, railway authorities have taken a series of targeted measures, including increasing the international passenger trains between Xishuangbanna in Yunnan, and Lao’s Luang Prabang — two popular tourist destinations — from four to six days per week, excluding Wednesdays.

    The number of cross-border passenger seats per train has increased from 250 at the outset to 390, while daily inbound and outbound passenger flow has surged from 300 to a peak of 1,300.

    The travel time between Kunming South and Vientiane has been reduced by an hour to approximately 9 hours and 30 minutes, while customs clearance procedures at border checkpoints have also been streamlined, with wait times shortened from 90 minutes to as little as 50 minutes.

    At the Mohan border checkpoint, police officers who speak foreign languages have been deployed to help inbound and outbound travelers with queries on laws and policies, local customs, tourism tips and cuisine.

    The China-Laos Railway began operations in December 2021.

    Cambodia on Saturday inaugurated the China-funded National Road 71C, connecting the eastern Tbong Khmum province with the southeastern Kampong Cham province, for economic boom in the country.

    Speaking at the inauguration ceremony, Cambodian Prime Minister Hun Manet said the 114.9-km road is crucial to facilitating travel and goods transportation and will play an important role in helping boost the local economy and tourism development.

    “The National Road 71C is expected to help boost the efficiency of the exports of agricultural and agro-industrial products, particularly rubber,” he said. “It will also help attract more tourists and investors to areas along the road.”

    Hun Manet said China is an “indispensable friend” of Cambodia for socio-economic development.

    “China is recognized as No. 1 partner, who has been providing a great amount of concessional loans and grants for the development of infrastructure, including roads and bridges in Cambodia,” he said.

    He said that alignment between China’s Belt and Road Initiative and Cambodia’s Pentagonal Strategy has provided “win-win results”.

    Speaking at the event, Chinese Ambassador to Cambodia Wang Wenbin said to date, China has helped construct national roads in a total length of over 4,000 km and more than 10 large-scale bridges.

    “Roads and bridges across the Mekong and Tonle Sap Rivers have not only facilitated the daily travel of the Cambodian people, but also injected vigorous energy into the development of Cambodia,” he said.

    “This is a vivid example of alignment between the Belt and Road Initiative and the Pentagonal Strategy,” he added.

    Cambodian Minister of Public Works and Transport Peng Ponea said the road was built by the Shanghai Construction Group (SCG) in 42 months.

    “The road will facilitate travel, trade, and tourism in both countries and nearby provinces,” he said. “It will also facilitate the transportation of crop seeds and agricultural and agro-industrial products, reducing costs and travel time.”

    Taing Sim, a 52-year-old resident in Kampong Cham province, said that when the road had not been constructed, travel was quite difficult and it took a long time because of mud and bumpy conditions.

    “Now, the road is nice, which will facilitate the fast transportation of goods such as tapioca, cashew nuts, and rubber latex,” she told Xinhua while attending the inauguration ceremony.

    “I would like to thank China for helping develop Cambodia, and the Cambodian people are pleased to see good roads and bridges,” she added.

    Cambodia has a proverb saying, “Where there is a road, there is hope,” Sim said, adding that China has built roads for Cambodia, which means that China has built hope for the Cambodian people.

    Heng Sivleng, a 53-year-old resident in Kampong Cham province, said in the past, traveling on road from Tbong Khmum to Kampong Cham by motorcycle, it took up to three hours because of bad-conditioned road during the rainy season.

    “Now, the road is good and convenient to travel, reducing costs on fuel and shortening travel time,” she told Xinhua.

  • MIL-OSI China: China-funded road connecting two provinces in Cambodia inaugurated

    TBONG KHMUM, Cambodia, April 12 — Cambodia on Saturday inaugurated the China-funded National Road 71C, connecting the eastern Tbong Khmum province with the southeastern Kampong Cham province.

    Cambodian Prime Minister Hun Manet and Chinese Ambassador to Cambodia Wang Wenbin attended the event.

    Hun Manet said the 114.9-km road is crucial to facilitating travel and goods transportation and will play an important role in helping boost the local economy and tourism development.

    Hun Manet said China is an “indispensable friend” of Cambodia for socio-economic development.

    China is recognized as No. 1 partner, who has been providing a great amount of concessional loans and grants for the development of infrastructure, including roads and bridges in Cambodia, he said.

    He said that alignment between China’s Belt and Road Initiative and Cambodia’s Pentagonal Strategy has provided “win-win results”.

    Speaking at the event, Wang said to date, China has helped construct national roads in a total length of over 4,000 km and more than 10 large-scale bridges.

    “Roads and bridges across the Mekong and Tonle Sap River have not only facilitated the daily travel of the Cambodian people, but also injected vigorous energy into the development of Cambodia,” he said.

    “This is a vivid example of alignment between the Belt and Road Initiative and the Pentagonal Strategy,” he added.

  • MIL-OSI China: What to expect from 2025 consumer products expo in China’s Hainan?

    HAIKOU, April 12 — The 5th China International Consumer Products Expo (CICPE) will be held in south China’s island province of Hainan from April 13 to 18.

    As China’s only national-level exhibition focused on consumer goods, this year’s edition emphasizes innovation and global collaboration.

    One of the most noticeable highlights of the expo is its global participation and record scale. An estimated 71 countries and regions are set to participate, showcasing over 4,100 brands, including 65 Fortune Global 500 companies and industry leaders.

    Slovakia will make its debut with a national pavilion, while Brazil’s Sao Paulo State, along with several others, will launch regional pavilions for the first time.

    Britain, this year’s guest country of honor, will occupy over 1,300 square meters to display 53 brands spanning fashion, beauty, and home goods. Beijing, participating as a guest city for the first time, will feature a 400-square-meter themed exhibition zone.

    Some exhibition zones spotlighting cutting-edge technologies and emerging trends are set to become another major highlight of the expo.

    The tech innovation zone in Hall No. 1 features artificial intelligence (AI), smart homes, and low-altitude economy applications. Brands like Huawei, Tesla, and Unitree will demonstrate products such as their latest smartphones, humanoid robots, and AR glasses.

    Live displays of low-altitude tech, such as Xpeng AeroHT’s “flying car” and EHang’s drones for cross-sea transport and tourism, will take center stage.

    In the global lifestyle zone in Hall No. 4, luxury watches, cosmetics, and premium foods will offer visitors an immersive cross-border shopping experience.

    This year’s CICPE will also offer visitors tech-driven experiences, with debut showcases of brain-computer interfaces, exoskeletons, and sleep assistance tech designed for elderly care.

    Chinese provinces and municipalities will showcase their unique cultural heritage through innovative products. Meanwhile, international brands and Chinese time-honored names will unveil flagship products and heritage collections.

    China’s Ministry of Commerce, one of the organizers of the expo, will launch the “Shop in China” campaign, a nationwide initiative promoting shopping, dining, and tourism.

    The eco-friendly theme of the expo will be prominently featured throughout the event. The mascots, “Yuanyuan” and “Xiaoxiao,” inspired by Hainan gibbons, symbolize rainforest conservation. Expo branding seamlessly blends tropical elements with green concepts.

    The “message-in-a-bottle” sculpture at Haikou’s iconic Cloudscape library symbolizes global cultural exchange. Similarly, the 2025 CICPE aims to become Asia-Pacific’s largest consumer goods expo, bridging global brands with China’s market and highlighting Hainan’s role as a key free trade hub.

    Gale-force winds are sweeping across northern China and are expected to persist through Sunday, prompting authorities to implement measures to ensure public safety.
    Raging winds have already lashed regions including Inner Mongolia, Hebei, Beijing and Ningxia, driven by a powerful cold vortex moving southeast from Mongolia.
    The National Meteorological Center (NMC) said in an updated forecast that from 8 p.m. Friday to 8 p.m. Saturday, winds of up to force 13 (37.0-41.4 m/s) on the national wind scale will hit parts of Inner Mongolia, Shanxi, Hebei and Beijing.
    At 5 p.m. Friday, strong winds of 23.3 meters per second struck Yanqing District on the outskirts of Beijing, while scattered showers have already occurred and are expected to continue across most areas of the municipality by this evening, according to the Beijing Meteorological Service.
    The strongest winds will hit on Saturday, with temperature highs dropping to 14 degrees Celsius — a 13-degree-Celsius decrease in temperature within a 24-hour period, the service said.
    On Friday afternoon, gusts reaching a maximum force of level 13 hit northwest China’s Ningxia Hui Autonomous Region, causing severe sandstorms that are expected to impair visibility, according to the region’s meteorological authorities.
    In northeast China’s Liaoning Province, temperatures are expected to drop by as much as 12 degrees Celsius by Saturday. Over the weekend, some areas of the province will experience moderate rain turning to sleet, followed by heavy snowfall and blizzards, with extreme blizzards anticipated in certain mountainous areas, according to the provincial meteorological service.
    NMC also issued alerts for strong gales, snowstorms, sandstorms and rainstorms on Friday, which are expected to impact northern regions and parts of central China.
    The meteorological center has advised the public in affected regions to stay indoors and avoid lingering under tall buildings, billboards, temporary structures and trees when outdoors.
    In response, multiple tourist sites in regions including Beijing and Ningxia have announced temporary closures. High winds have also led to the postponement or cancellation of some performances in Tianjin, as well as the suspension of ferry services.
    Farmers in Liaoning have been advised to spray antifreeze agents to prevent frost damage to their fruit and to reinforce their greenhouses. The province also recommends conducting thorough inspections and maintenance of infrastructure, such as power lines and communication cables, to prevent damage or short circuits caused by severe weather conditions.
    Beijing’s transportation authorities announced the suspension of certain bus routes passing through mountainous areas and some elevated rail services on Saturday.
    Over 14 train services in Beijing and surrounding areas will be temporarily suspended on Friday and Saturday to ensure safe operation, according to the China Railway Beijing Group Co., Ltd.
    The Beijing Capital International Airport has also warned that the strong winds may disrupt normal operations, potentially leading to flight delays or cancellations.
    The Chinese capital has postponed several sporting events, including marathons and football matches scheduled for the weekend, while residents are advised to avoid nonessential travel.

  • MIL-OSI China: Preservation meets progress: China’s geoparks gain world recognition

    BEIJING, April 11 — Two geological wonders from China have been designated UNESCO Global Geoparks, the National Forestry and Grassland Administration announced on Friday. With these additions, China now boasts 49 UNESCO-recognized geoparks, more than any other country in the world.

    The geoparks, one named Kanbula in northwest China’s Qinghai Province, a high-altitude marvel and the other a prehistoric “dinosaur kingdom” named Yunyang in southwest China’s Chongqing Municipality, exemplify China’s commitment to harmonizing geological conservation with cultural and ecological sustainability.

    Nestled on the northeastern edge of the Qinghai-Tibet Plateau, the Kanbula National Geopark spans roughly 3,149 square kilometers with striking fiery-red Danxia landforms, towering jagged peaks, hidden caves and emerald lakes. Beyond its visual splendor, the park’s true value lies beneath the surface, serving as a premier location for geoscientific research and public science education.

    Culturally, Kanbula is the heartland of Tibetan Regong arts and Huangnan Tibetan opera, both UNESCO-listed intangible cultural heritages.

    In recent years, Qinghai forestry and grassland authorities have boosted geoscience education through new museums and public programs to protect geological heritage.

    “At Kanbula geopark, we learned geology beyond textbooks through hands-on specimen collection and observation,” said a student on a research trip.

    Huangnan Tibetan Autonomous Prefecture, home to Kanbula, will leverage the UNESCO Global Geopark status to boost eco-tourism, creating a new Qinghai cultural landmark while balancing ecological, social and economic benefits, according to the local government.

    In stark contrast to Kanbula’s highland grandeur, Yunyang Geopark in Chongqing’s Three Gorges region unveils a prehistoric saga. The 2014 discovery of dinosaur fossils by a local youth initiated years of excavation that uncovered the world’s largest Jurassic fossil wall, measuring 150 meters in length and 6 to 10 meters in height.

    Covering approximately 1,124 square kilometers, Yunyang Geopark is renowned for its rich dinosaur fossils and dramatic karst landforms. The fossils found here are of global scientific importance, as they contribute valuable insights into the evolutionary history of dinosaurs during the Middle Jurassic period, particularly in its early phase.

    With the ongoing development of dinosaur-themed popular science bases and animation parks, Yunyang is bringing dinosaur culture to life through innovative integration of scientific preservation and cultural tourism, using VR and AR to immerse visitors in its 165-million-year-old heritage.

    Local officials said that Yunyang will enhance its nature reserves system focusing on national parks, nature reserves and supplementary nature parks. This initiative aims to enhance geological conservation and ecological restoration, and further raise public awareness of protecting natural resources and the environment.

    For decades, China has been actively working to protect its geological heritage and natural landscapes and develop protection and utilization models that integrate local characteristics. These efforts have garnered international recognition for the country.

    Currently, there are 229 UNESCO Global Geoparks worldwide. The designations align with China’s vision of achieving a “modernization of harmony between humanity and nature,” and both geoparks embody UNESCO’s mandate to foster protection, education and sustainable development.

  • MIL-OSI Asia-Pac: Summits to promote HK to the world

    A series of major cultural and tourism summits is focusing significant international attention on Hong Kong and the World Tourism Cities Federation Fragrant Hills Tourism Summit 2025 marks the first time the event will be held in the city.

     

    This important annual event is anticipated to attract more than 400 representatives from 40-plus countries and regions worldwide. Commissioner for Tourism Angelina Cheung said this equates to a record attendance for the event.

    Apart from announcing that among those attending will be mayors, vice mayors, and officials from various tourism ministries, Mrs Cheung emphasised that the summit will serve as an excellent platform for exchanging ideas and discussing sustainable tourism development.

     

    The event will feature several forums, including a mayors’ forum focusing on innovation and sustainability in tourism development. Additionally, a themed forum on aviation and tourism will be held, along with trade forums that will facilitate business discussions among tourism organisations and travel agencies from Hong Kong, Beijing, and other international cities.

    Mrs Cheung highlighted that the summit presents a significant opportunity for these organisations to explore different tourism resources and products, as well as negotiate business agreements, reinforcing Hong Kong’s role as a “super connector” in the global tourism landscape.

    In addition to the tourism summit, cultural conferences are also making a splash on Hong Kong’s events calendar. The Museum Summit 2025 took place at the Convention & Exhibition Centre at the end of March. It garnered record-high participation from over 7,000 registrants who hailed from 39 countries. One-third of attendees were non-local.

    The forum was organised by the Leisure & Cultural Services Department, in partnership with The Guimet – National Museum of Asian Arts in France. Themed “Going Beyond”, it brought together over 30 experts and leaders in the sector, from 17 countries, to share experiences, research findings, and ideas. Delegates included more than 40 museum practitioners from the Guangdong-Hong Kong-Macao Greater Bay Area Museum Alliance and Association of Southeast Asian Nations member states.

    Furthermore, the 13th Asia Cultural Co-operation Forum is scheduled to take place from April 22 to 23. The event will promote cultural co-operation across the Asian region, allowing attendees to share strategies for promoting culture and the arts. It will also reinforce Hong Kong’s role as an East-meets-West centre for international cultural exchange.

    WASHINGTON—U.S. Senator Dan Sullivan (R-Alaska) recognized Fairbanks native Jay Ramras on the Senate floor yesterday. For decades, Jay has invested in his community through the preservation of historical landmarks and support for his fellow Alaskans, volunteering his time and resources to charitable causes, and fostering a thriving Jewish community in the Last Frontier. Jay was recognized as part of Sen. Sullivan’s series, “Alaskan of the Week.”

    Tribute to Jay Ramras

    Mr. President, it is Thursday here in the U.S. Senate, and it is time for a great tradition—I think one of the greatest traditions in the history of the U.S. Senate. It is called ‘‘The Alaskan of the Week’’ speech, which I try to give most Thursdays. It has been a while. For the pages, this is the highlight of the week. Even our friends in the media like this speech because it usually signals the end of the work week, but not right now. You saw the minority leader’s objection without any explanation on why on confirming the Chairman of the Joint Chiefs, so we might be here for a lot longer.

    So I wanted to highlight what is going on in Alaska, as I usually do during my ‘‘Alaskan of the Week’’ speech and just give a snapshot of what is happening back home.

    It is still pretty cold, still have a fair amount of snow. Anchorage just got a bunch of snow that lasted a couple of days. The 53rd Iditarod just concluded in Nome with a stunning first-time win by Alaskan Jessie Holmes and his 10- dog sled team.

    The Iron Dog Race, that is a snow machine race, longest, toughest snow machine race in the world, was won by—that is done in kind of tandem— Robby Schachle and Bradley George, their second victory of the Iron Dog snow machine race.

    Things are starting to thaw, as I mentioned. It is beginning of the summer tourism season, right around the corner. The first cruise ship will dock in Southeast Alaska in less than 2 weeks, and thousands of tourists from all over the world will come to our great State.

    Anyone watching in the Gallery, we would love to have you. Come to Alaska.

    For many of these tourists, this is going to be the trip of a lifetime. For Alaskans, this is where we live every day. And our Alaskan of the Week does something that is very unusual: He is beloved by Alaskans and tourists—not an easy task—and this person is my friend Jay Ramras.

    Like many Alaskans, Jay is a jack-of-all-trades. He owns restaurants and beautiful hotels. He has had a successful political career. He is a prolific philanthropist. He loves history. And more importantly, he loves Alaska and especially his great hometown of Fairbanks—by the way, my wife’s hometown.

    Now, I love to talk about our Alaskan of the Week. There are so many. We have talked about hundreds over the course of many years here on the Senate floor.

    Senate floor. Jay was born in Fairbanks in 1964. His father Dan moved to Fairbanks from Brooklyn, NY, in 1948. And as Jay says: There has been a Ramras in Interior Alaska going on 80 years.

    And Jay’s entrepreneurial resume, which is legendary in Alaska, began in 1986 at the tender age of 22 years old when he started a chicken wing restaurant, expanding his business footprint to other eateries across Fairbanks and, eventually, purchasing the iconic Fairbanks landmark called Pike’s Landing.

    For anyone going to Fairbanks, you have got to stay at Pike’s Landing.

    It was this purchase that led Jay to uncovering some really incredible chapters of Alaskan history—as I said, Jay is a real history buff—and he credits this to his bachelor of arts degree in American history, but it all started with Pike’s.

    So let’s talk about Pike’s. Pike’s Landing was established after World War II when Lloyd Pike claimed land along the Chena River—the Chena River runs right through Fairbanks— under the Homestead Act.

    In 1959—by the way, the same year Alaska became the 49th State—Pike opened the original Pike’s Landing. Throughout the years, Pike’s Landing cemented itself as a landmark in the Fairbanks community.

    When Jay purchased Pike’s Landing in 2000, he found himself wondering about the history of the property and the man who established the landmark location of Pike’s. The original owner had sort of disappeared from history. So Jay asked around, collecting oral histories from Fairbanks old-timers who had seen the growth of Pike’s Landing over the decades.

    Jay found that Pike’s Landing had long faced congestion at the boat launch due to its prime location right there, as I said, on the Chena River. That was a problem Lloyd Pike solved by building a public launch to clear up some of the demand in terms of getting boats on the river.

    The original boat launch was washed away when the Chena River flooded— huge flood by the way—in 1968. But decades later, Jay found himself building another boat launch, unknowingly, right at the same spot. As he said: If I hadn’t already been born, I would have believed in reincarnation. I would have thought I had been reincarnated as Lloyd Pike because he put his boat launch right where Lloyd Pike lived. Since then, Jay has been working with Fairbanks North Star Borough Historic Preservation Commission to put Pike’s Landing on the National Register of Historic Places. I have no doubt that is going to happen. ‘‘It was so important to me that we rescue Lloyd Pike from obscurity,’’ Jay said.

    But this wasn’t the only historical figure that Jay has connected himself and the community of Fairbanks to. As Jay was in the process of building an aviation-themed extension of his hotel, he felt it needed a real airplane mounted in front to honor the lodge’s proximity to the Fairbanks International Airport. While searching, he stumbled on a refurbished Cessna 140 on Craigslist. After purchasing this plane, Jay discovered it had been owned by none other than Noel Wien.

    The Presiding Officer is a pilot. Maybe he knows who Noel Wien is. For those who don’t, Noel Wien is considered the father of Alaska aviation—the first pilot to successfully fly from Anchorage to Fairbanks in 1924. Wien went on to found Wien Airlines, a commercial airline that operated in Alaska for nearly 60 years.

    As the Presiding Officer knows, these were some intrepid pilots. That was 100 years ago he did that first flight—open-air cockpit, really cold.

    Jay’s interest in history, once again, piqued, and he dug into that period and discovered some great photographs of Noel Wien, Wien Airlines, and had a great celebration last year in July of 2024, celebrating the 100th anniversary of that historic flight in Alaska. Really, that was a historic flight for America. My wife Julie and I were there. Senator MURKOWSKI was there. Our Governor was there. By the way, the Wien family was there, including Leslie Wien Hajdukovich, my former regional director. It was a great classic Jay Ramras event. Hundreds of people came out to celebrate a huge moment in Alaska history, Alaska aviation history—I would say, American aviation history.

    In addition to preserving this incredible chapter in Fairbanks’ history, Jay has invested in Fairbanks’ future. Let me tell you about a few of his other endeavors. Each summer, Jay hosts the Yukon 800 boat race, the longest, toughest, roughest speedboat race in the world. It starts at Pike’s, up to the Chena, gets out on the mighty Yukon— huge race.

    Just as I mentioned, he just recently hosted the fourth Iditarod start at Pike’s. Normally, the Iditarod starts down in Anchorage. That is the toughest, longest, greatest race in the world, the Iditarod. It occasionally starts in Fairbanks, but it did this year at Pike’s. And as I mentioned, he regularly sponsors the Iron Dog snow machine race that, yes, is the toughest, longest, roughest snow machine race in the world.

    he world. Jay also had a successful political career, serving three terms in the Alaska House of Representatives. And he is a great philanthropist in Fairbanks—a key player in Fairbanks Food Bank and doing so many other things in terms of philanthropy.

    On top of all this, Jay says his greatest legacy, he believes, will be something he recently did—which I think is just fantastic—the creation of a new synagogue in Fairbanks, the northernmost Chabad in the United States.

    It began with a call from Rabbi Greenberg in Anchorage. He is a great friend of mine, one of the leaders of our Jewish community throughout the State. He asked Jay if he could host a young orthodox rabbi and his wife for a short visit. Of course, Jay, a very generous man, agreed. ‘‘I think it would be around a two-week summer stay.’’ Then they came again for a second visit, this time in January when it is 45 below zero in Fairbanks. It gets really cold in Fairbanks. And they still returned.

    The young couple, Rabbi Heshy Wolf and his wife Chani have now chosen to make Fairbanks their permanent home.

    Jay, generous as ever, purchased a small church with his own money. The previous congregation at the church had outgrown the place. They refurbished it, transforming it into the Fairbanks Jewish Center. The original congregation stayed on rent-free until they found a new home, a new church. Just a few weeks ago, five rabbis gathered in Fairbanks for the first time in over 120 years and hosted this new synagogue, the northernmost synagogue, I believe, in America, in Fairbanks.

    Jay, thank you. What a life of accomplishment. What a legacy, not just for Fairbanks, but for all of Alaska. For every different community—sports community, Jewish community, historical community—you have done it all. And now, Jay, you have been awarded one of the most prestigious awards anyone can achieve in their life, Alaskan of the Week.

    WASHINGTON, D.C. – U.S. Senators Cindy Hyde-Smith (R-Miss.) and Roger Wicker (R-Miss.) today celebrated Senate passage of their resolution commemorating the bicentennial and historical significance of the City of Vicksburg, Mississippi.

    The resolution celebrates Vicksburg’s rich history and honors its role in the development of Mississippi and the United States since its incorporation on January 29, 1825.  The measure, which was approved by unanimous consent early Friday morning, coincides with the city’s year-long bicentennial celebration.

    “Vicksburg’s bicentennial is a moment to reflect on and celebrate the city’s extraordinary legacy, and I’m happy the U.S. Senate has formally recognized the significance of this anniversary,” Senator Hyde-Smith said.  “From its 19th-century founding to today, Vicksburg has been a beacon of commerce, culture, and faith in Mississippi.  This resolution pays tribute to all who shaped this remarkable city, ensuring future generations will cherish its story and the people who built it.”

    “Vicksburg has played a central role in the story of Mississippi and the United States,” Senator Wicker said.  “As we commemorate the city’s history, it is important to look to the future.  With world-class historic sites, a vibrant downtown, and cutting-edge technology development, Vicksburg will continue to contribute to both the tourism and innovation ecosystem of Mississippi.  The history is rich and the future is bright for this pillar of the Magnolia State.”

    In addition to recounting historical events, the resolution also highlights notable citizens, industries, and cultural events that continue to influence Mississippi and the nation.  S.Res.177 culminates by stating:

    Whereas, during 2025, Vicksburg is holding a year-long bicentennial celebration in honor of the history of Vicksburg and its incorporation on January 29, 1825; and

    Whereas it is important for the people of the State of Mississippi and the United States to remember history in an inclusive way that honors contributions from all backgrounds: Now, therefore, be it

    Resolved, That the Senate—

    (1) designates the year 2025 as the “Vicksburg Bicentennial”;

    (2) honors Vicksburg, Mississippi (referred to in this resolution as “Vicksburg”), and its rich and pivotal contributions to the history of the State of Mississippi and the United States;

    (3) encourages the people of the United States to acknowledge Vicksburg as it commences a year-long celebration of its bicentennial; and

    (4) respectfully requests that the Secretary of the Senate transmit an enrolled copy of this resolution to Vicksburg in recognition of the respect and admiration of the Senate for Vicksburg and its residents.

  • MIL-OSI USA: Huizenga Introduces Bipartisan Legislation to Strengthen Youth Sports, Small Business Economy

    Today, Congressman Bill Huizenga (R-MI) and Congressman Marc Veasey (D-TX) announced the introduction of the bipartisan and bicameral Youth Sports Facilities Act. This bipartisan bill amends Title II of the Public Works and Economic Development Act to add Youth Sports Facilities to the list of eligible uses of Economic Development Assistance grants. This will help build and improve youth sports facilities across the nation, increase tourism, and strengthen small business.

    After introducing this bipartisan legislation, Congressmen Huizenga and Veasey released the following statements:

    “The Youth Sports Facilities Act is a bipartisan solution designed to bring communities together, create economic opportunity, and improve the physical and mental well-being of students across the nation,” said Congressman Bill Huizenga. “For too long, an area code has determined whether students could have access to facilities or resources necessary to participate and compete. I am proud to champion the Youth Sports Facilities Act because it opens the doors for communities across Michigan and around the country to create new opportunities for children to develop critical skills, enhance local tourism, and foster small business growth.”

    “Youth development is about more than academics—it’s about access to safe spaces where kids can play, grow, and thrive,” said Congressman Marc Veasey, Co-chair of the Youth Sports Caucus. “This bill empowers states like Texas to invest in the sports and recreation facilities our communities need. By unlocking EDA funding, the Youth Sports Facilities Act gives underserved areas the tools to build healthier futures and stronger local economies.     The companion bill has been introduced in the U.S. Senate by Senators Jon Ossoff (D-GA) and Todd Young (R-IN).

    Background:

    The COVID-19 pandemic highlighted how physical activity in communities plays a significant role in mental and physical health, especially among children. However, children who could not participate in these activities due to a lack of access to sports facilities had worse outcomes.

    For example, studies show that children playing sports can reduce anxiety and depression, ultimately saving the health system billions. Moreover, participation in youth sports could reduce cases of weight-related diseases such as type 2 diabetes, coronary heart disease, stroke, and cancers in children.

    The Economic Development Administration was created to assist state and local stakeholders with developing the conditions and amenities to grow businesses, create jobs, and expand investment in economically distressed areas. Allowing communities to access federal grants to build youth sports facilities will lead to better health outcomes for future generations of children. Not only do youth sports encourage athletic growth and teamwork, but they also create significant economic impact by attracting events and visitors to the community.

    The Youth Sports Facility Act is supported by the Sports & Fitness Industry Association, the YMCA, the National Federation of High Schools, the American College of Sports Medicine, U.S. Soccer, the NHL, the PWHL, USA Hockey, Pop Warner Little Scholars, the Michigan Sports Commission, and the National Recreation and Parks Association.

     In a media interaction on the theme Themed “Better Infrastructure, Better Technology, Better Trains” held today in Mumbai, Chief Minister of Maharashtra, Shri Devendra Fadnavis and the Union Minister of Railways, Information & Broadcasting and Electronics and IT, Shri Ashwini Vaishnaw jointly addressed the press to highlight the transformative progress in railway infrastructure across Maharashtra. Indian Railways’ commitment to modernization, improved commuter experience, and enhanced regional connectivity, with a special focus on the Mumbai Suburban Railway Network.

    Better Infrastructure:

    Union Minister Shri Vaishnaw emphasized that infrastructure development is the cornerstone for increasing suburban services. Projects worth nearly ₹17,000 crore, covering more than 300 kilometers of new lines, are currently underway at a rapid pace. These initiatives aim to decongest existing lines, improve service frequency, and cater to the ever-growing demand of Mumbai’s suburban commuters.

    Better Technology:

    Shri Vaishnaw announced the upcoming launch of Kavach 5.0, a state-of-the-art safety and signaling system tailored for the suburban section. Kavach 5.0 is expected to significantly reduce the inter-train headway, enabling more trains to run safely and efficiently.

    Better Trains:

    In a major upgrade to passenger comfort, the Union Minister revealed that 238 new Air-Conditioned suburban rakes will soon be introduced. These rakes have been uniquely designed keeping in mind the needs of Mumbai’s commuters, promising a more comfortable and reliable travel experience.

    Maharashtra CM Shri Fadnavis also elaborated that Mumbai One Card, will soon be launched, which is a single and all integrated card set to transform public transport across MMR region for passengers traveling in suburban trains, metro rails, mono-rail, BEST buses, etc.

    Together this infrastructure, technology, and rolling stock advancements are expected to increase the number of suburban services, dramatically improving daily transit for millions of Mumbaikars.

    First Indian Institute of Creative Technology, an institute of National Importance in creative sphere will come up at Mumbai and this will be transformative for Indian Creative industry to make it a world class infrastructure hub.

    Strategic Rail Projects in Maharashtra:

    A major announcement during the interaction was the doubling of the Gondia–Ballarshah railway line, a 240 km strategic corridor with an investment of ₹4,819 crore. This key project connects Vidarbha and Marathwada, easing congestion and enabling faster passenger and freight movement. It will also strengthen Maharashtra’s rail links with Andhra Pradesh and Chhattisgarh, boosting regional trade and integration.
    This major infrastructure push was announced on April 7, 2025, when the Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi, had approved four projects of Ministry of Railways with total cost of Rs. 18,658 crore (approx.).

    Shri Vaishnaw stated today that this transformative project is set to play a pivotal role in enhancing passenger and freight connectivity between northern and southern India. The approved project encompasses comprehensive upgrades along the 240 km of existing track, including modernization of 29 railway stations, construction of 36 major bridges, 338 minor bridges, and 67 Road under-bridges (RUBs) to streamline operations and enhance safety.  

    “With this doubling, connectivity between North and South India will be vastly improved. Aspirational districts in the region will witness rapid development”, stated Shri Vaishnaw. The Union Minister further stated that this will be a game-changer for both passenger commuters and industries dependent on rail logistics. He also said that this upgradation will boost regional economy and tourism.-

    Other notable railway projects include:

    In addition, 132 stations across Maharashtra are being redeveloped under the Amrit Bharat Station Scheme. Of the 1,300 stations nationwide under this initiative, many are nearing completion, with significant progress reported at many others.

    A Vision for the Future:

    These ambitious undertakings—alongside the Mumbai–Ahmedabad Bullet Train, Dedicated Freight Corridors, and large-scale station redevelopment works—are set to revolutionize transportation in Maharashtra.

    The Indian Railways has committed an unprecedented ₹1,73,804 crore of investment in the state, underscoring Maharashtra’s strategic importance in the national rail network and its future growth trajectory.

    Maharashtra CM underlined the importance of WAVES (World Audio Visual and Entertainment Summit (WAVES) preparations in view of inauguration by Hon’ble PM in the month of May this year, importance of a record budget allocation by Indian Railways to Maharashtra, benefits to the region by doubling of railway line between Gondia – Ballarshah stations. He also announced running of Chhatrapati Shivaji Maharaj and the Glorious Maratha Tour train by IRCTC soon. A special curated tour to showcase the glorious history and the grand heritage of Chhatrapati Shivaji Maharaj along with other cultural and pilgrimage destinations of Maharashtra in 10 days journey by Bharat Gaurav Tourist train was also stated by the Maharashtra CM.

    Deputy Prime Minister and Minister of Foreign Affairs & International Cooperation of Italy, H.E. Antonio Tajani today while addressing the ‘Italy-India Business, Science and Technology Forum’ said that this forum is part of the strategic partnership plan signed by both the governments. “India is an important country for stability in the Indo-Pacific region. Stability is crucial to strengthen the trade,” he emphasized.

    Addressing the forum, the Deputy Prime Minister stated that India is an economy with enormous potential, and we want to strengthen this cooperation. “Italy and India are natural economic partners. Together we want to strengthen our cooperation for a partnership that looks at the future through higher education, innovation and research. Today, Italy and India are closer than ever. Our bilateral trade is over $ 14 billion, and we want to invest more in India, export more to India, and attract more Indian investments in Italy,” he added.

    Innovation, AI, super computers, space technology, defence are a few sectors which have potential for joint partnerships and both countries should work to attract investments in these areas, he highlighted.

    Union Minister of Commerce & Industry, Shri Piyush Goyal said there is further scope for expansion in the bilateral trade between India and Italy if we work seamless with each other, encourage investments, promote businesses without roadblocks.

    Shri Goyal further stated that Indian economy is slated to grow from $4 trillion to $30-35 trillion by 2047, our goal of Viksit Bharat makes India a compelled case to deepen the engagement between the European Union and India, particularly Italy and India. There are untapped newer areas like fashion, luxury goods, food processing, pharmaceuticals, tourism, green technology, advanced manufacturing, automobiles,” he emphasized.

    Shri Goyal added that amidst all the global challenges that the world is experiencing, it is very reassuring to see the strength and depth of the Italy-India friendship. “This forum is a very timely platform and a good opportunity for all of us to collectively resolve to implement the Joint Strategic Action plan 2025-29 launched by Prime Minister Narendra Modi and Prime Minister Giorgia Meloni in November of 2024. It is a very forward-looking, ambitious and pragmatic roadmap with a strong focus on trade, investment, innovation,” he added.

    Union Minister of External Affairs, Dr S Jaishankar said that the direction of India’s progress and capabilities of Italian industry make for a good combination. “Make In India, today offers a platform or pathway for that collaboration to unfold,” he added.

    The gritty laneway location was the perfect spot for a bar that embraces the alternative.

    In brief

    • Squeaky Clean is one of many Canberra businesses benefitting from new nightlife reforms.

    Jon Murphy opened his bar Squeaky Clean just last year with support from the ACT Government’s Tourism Product Development Fund.

    And new government reforms are now providing an atmosphere in which the business can thrive.

    The idea for the bar came from a desire to fill what Jon saw as a gap in the market.

    “I was in my thirties when I got to Canberra. I don’t wear suits or RM Williams, I don’t fit into the mould of the APS person. I tried so many places but I just couldn’t find my people,” he said.

    Jon set out to create a place where he could be his genuine self. The first step was to find the right space. A gritty laneway location in Verity Lane ticked many of Jon’s boxes.

    “I saw potential. The timber floors, high ceilings, the location, and the fact that it had character already.”

    The Tourism Product Development Fund

    A grant from the Tourism Product Development Fund allowed Jon to engage local builders.

    “We used the money to stay local and keep the money in town. That was part of our agreement with the builder that we went with, that they weren’t going to subcontract out of town,” he said.

    The principle of supporting local has stuck with Jon. It extends to the Squeaky Clean menu, which showcases local suppliers and producers. The burgers have quickly become a favourite among regulars. They feature beef from Southland’s Quality Meats and buns from Three Mills.

    “They’re local and they look after us. It’s that relationship thing – building relationships with people where we both keep the money in town,” Jon said.

    The Tourism Product Development Fund supports local businesses to provide better visitor experiences. This helps:

    • boost the local economy
    • create jobs
    • enhance Canberra’s reputation as a tourism destination.

    New nightlife reforms

    Squeaky Clean is one of many Canberra businesses that will benefit from a range of reforms designed to boost the city’s nighttime economy.

    This includes the passage of the Liquor (Night-Time Economy) Amendment Bill 2024, providing eligible businesses with:

    • more flexibility around their trading hours
    • a reduction in annual liquor licencing fees for supporting live music and the arts
    • new provisions around celebrations of special events such as the Olympics and Floriade.

    The ACT Government has also introduced new fit-for-purpose Noise Standards in the City Centre Entertainment Precinct. The standards aim to:

    • boost the city’s entertainment and cultural scene
    • support local businesses
    • boost artistic growth
    • elevate the visitor experience
    • consider community wellbeing.

    In a further boost to musicians and the nighttime economy, free parking permits will be available for musicians to access loading zones for 30 minutes to unload their musical equipment. Musicians will be able to apply for a permit via the Access Canberra website.

  • MIL-OSI Africa: International Monetary Fund (IMF) Staff Completes 2025 Article IV Mission to Mauritius

    • The Mauritian economy continues to exhibit resilience with growth at 4.7 percent in 2024 and contained inflation. The growth outlook remains favorable, though risks are to the downside.
    • Mauritius needs to recalibrate the macroeconomic policy mix to rebuild fiscal space. The monetary policy framework needs to be strengthened while continued monitoring of macro-financial risks is essential to maintain financial stability.
    • Advancing key reforms to foster external competitiveness and private sector-led growth while enhancing climate resilience will reduce external imbalances.

    An International Monetary Fund (IMF) mission led by Mariana Colacelli visited Mauritius from March 31 to April 11, 2025, to conduct the 2025 Article IV Consultation.

    At the conclusion of the visit, Ms. Colacelli issued the following statement:

    “Real GDP grew by a robust 4.7 percent in 2024, driven by services, construction, and tourism. The growth outlook is favorable, supported by the services sector. However, real GDP growth is projected to soften to 3.0 percent in 2025 due to weakening external demand, easing tourism activity, and the severe drought.

    “Headline inflation is projected to remain contained in 2025. Inflation eased in 2024 to 3.6 percent from 7.0 percent in 2023. Inflation was 2.5 percent in March, remaining within the Bank of Mauritius’ (BOM) target range of 2-5 percent, driven by declining international food and energy prices, and lower fuel excise duties.

    “The external current account deficit is estimated to have widened in 2024 while foreign reserves increased to US$ 8.4 billion at end-2024.

    “A deterioration in global growth and higher uncertainty in trade and financial markets could dampen growth. Delays in recalibrating the macroeconomic policy mix could lead to a disorderly adjustment. Extreme climate events could damage infrastructure and agriculture, weakening tourism and growth.

    “Policy discussions centered on recalibrating the macroeconomic policy mix to rebuild fiscal space, strengthening the monetary policy framework, and maintaining financial stability.

    “As in fiscal year 2023/24, the fiscal policy stance in fiscal year 2024/25 is expected to be expansionary—with the primary fiscal deficit projected to widen to 6.6 percent of GDP, excluding grants. Public debt is projected to reach almost 90 percent of GDP at end-June 2025. Implementing an ambitious medium-term growth-friendly fiscal consolidation plan, starting in fiscal year 2025/26, is critical to help rebuild fiscal space and support fiscal sustainability. Boosting tax revenue and reducing current spending while protecting the most vulnerable, and strengthening fiscal governance, are needed.

    “Since 2023, the monetary policy stance has become less accommodative, and inflation has decreased to BOM’s target range. The BOM should remain ready to further tighten the monetary policy stance should inflationary pressures revive. The implementation of the monetary policy framework should be strengthened, and BOM independence must be safeguarded. Conserving foreign reserves will enhance the resilience of the economy in the face of external shocks. We support the authorities’ plans to gradually phase out the BOM’s ownership of the Mauritius Investment Corporation.

    “Continued monitoring of macro-financial risks, including those associated with global business companies operating in the Mauritius International Financial Center and the real estate sector, will maintain financial stability.

    “Advancing structural reforms to foster external competitiveness and private sector-led growth while enhancing climate resilience will reduce external imbalances. Key reforms would improve governance, sustain compliance with Anti Money Laundering/Combating the Financing of Terrorism (AML/CFT) standards, boost private sector competitiveness, and enhance labor supply and skills.

    “The IMF team extends its thanks to the Mauritian authorities and people for the constructive and open dialogue and warm hospitality.”

Since 1991, the Recreational Trails Program has provided funding to states to develop and maintain outdoor recreational trails, allowing millions of Americans and their families to enjoy activities such as hiking, bicycling, cross-country skiing, snowmobiling and 4-wheel driving.

    The RTP Full Funding Act—which is supported by recreational groups from snowmobilers to cyclists and hikers to off-highway power sport vehicle users—will ensure that federal funds collected for this program are maximized to support more trail projects in the future. The bipartisan bill signals strong support for bringing the Recreational Trail Program funding in line with the revenue collected from the federal gas tax already paid by off-road recreational vehicle users without impacting funding for other federal transportation programs, including the Transportation Alternatives Program.  
    The RTP Full Funding Act will increase the accuracy and transparency of RTP funding by: 

    Requiring a study to determine the total amount of funds collected; 
    Improving reporting on expenditures from the RTP to improve accountability and oversight; and 
    Streamlining RTP funding distribution to the states by reducing unnecessary paperwork. 

    In addition to Sens. Welch, Klobuchar, Risch, and Budd, the legislation is cosponsored by Senators John Curtis (R-Utah), Thom Tillis (R-N.C.), and Jeff Merkley (D-Ore.).

  • MIL-OSI Security: Batman and Robin arrest two men on Westminster Bridge

    The Metropolitan Police Service is tackling an influx of illegal gambling on Westminster Bridge with new tactics.

    Illegal gambling gangs target tourists with games known as the ‘free cups challenge’ or ‘shell game’. Because the local Met officers have become so well known to these individuals, officers have had to come up with creative plans to deliver ‘vengeance’.

    On Saturday, 15 February Inspector Darren Watson and Police Constable Osman donned their alter ego Batman and Robin costumes and launched their superhero mission.

    Inspector Darren Watson, responsible for local neighbourhood policing in Lambeth North West – (also known as Batman) said:

    “We know that two repeat offenders have been operating on Westminster Bridge and have come to recognise me and my team from our patrols.

    “I knew that if we were going to catch them we would have the think outside the box, and then I remembered that I had Batman and Robin costumes to hand which could come in use.

    “Although dressing up may not be the most conventional policing method, we were thrilled to see that in this case it worked perfectly and the team were able to get some great results, taking these people off the street and protecting tourists and Londoners from being fleeced.”

    Eugen Stocia, age 32 (26.07.1992) of no fixed address and Constica-Gherorghe Barbu, age 53 (28.05.1971) of Herbert Road, Greenwich were arrested on Saturday, 15 February for providing the facilities to gamble.

    Barbu was convicted at Croydon Magistrates’ Court on Monday, 17 February after being remanded by police and fined £925.

    Stocia was convicted in absence at Westminster Magistrates’ Court on Thursday, 10 April after failing to appear in court. A warrant is out for his arrest.

    (NEW YORK, NY) – Congresswoman Nicole Malliotakis released the following statement in response to the helicopter crash in the Hudson River:

     

    “We extend our deepest condolences to the family and pilot who tragically lost their lives in the helicopter crash over the Hudson River. This incident highlights the safety concerns we’ve raised with the FAA and Transportation Secretary Sean Duffy, and previously with the Biden Administration, regarding tour helicopters operating over densely populated and residential communities across New York City.

     

    Staten Island residents remain deeply concerned about the frequent low-flying tour helicopters whose flight paths continue to frequently pass over their neighborhoods at all hours of the day. To prevent another tragedy, these tourist helicopter flights over NYC must be more heavily regulated and restricted, if not come to an end entirely.”
