    Press release

September 20, 2024 Vancouver, British Columbia Natural Resources Canada

Investments in critical minerals infrastructure are needed to ensure Canada seizes the unique opportunity presented by the shift to a low-carbon economy and capitalizes on its rich mineral resources. The country is well positioned to be a global leader and leading producer of a wide range of critical minerals that are essential to fueling the clean economy, and in doing so, create good jobs and economic opportunities across the critical minerals value chain – from upstream exploration and extraction to downstream processing, manufacturing and recycling.

The Minister of Energy and Natural Resources, the Honourable Jonathan Wilkinson, together with the Honourable Josie Osborne, British Columbia Minister of Energy, Mines and Low Carbon Innovation, and the Honourable Ranj Pillai, Premier of Yukon, today announced, subject to a final due diligence review by Natural Resources Canada, funding of up to $60 million for two critical minerals infrastructure projects in British Columbia’s Golden Triangle and Yukon. The funding would come from the Critical Minerals Infrastructure Fund (CMIF).

Galore Creek Mining Corporation (Galore Creek) plans to build a 43-kilometre access road to facilitate the development of its copper mine in Tahltan territory in northwestern British Columbia. The Galore Creek deposit contains over 12 billion pounds of copper. Once operational, the mine will significantly increase Canada’s annual supply of the metal. Construction of the access road would connect the mine project to existing road infrastructure, providing overland access to the proposed mill and processing facilities, and creating a transmission corridor for the mine to tap into BC Hydro’s low-emission electricity grid. Road improvements are essential to advancing critical mineral development in northwestern British Columbia, in partnership with First Nations. Subject to final due diligence, Natural Resources Canada has conditionally approved a CMIF investment of up to $20 million for this project.

The Yukon government is seeking to undertake pre-feasibility activities to support a 765-kilometre high-voltage transmission line that would connect the Yukon electricity grid to the North American grid in British Columbia. It includes the development of energy infrastructure in two priority areas for critical mineral development: the Cassiar-Tanana region in Yukon and the Golden Triangle region in British Columbia. The transmission line would support critical mineral production projects such as cobalt, copper, molybdenum, nickel, platinum group metals, tungsten and zinc in Yukon and northern British Columbia. Subject to final due diligence, Natural Resources Canada has conditionally approved an investment of up to $40 million in CMIF funding for this project.

The Critical Minerals Infrastructure Fund is a key program under Canada’s Critical Minerals Strategy that aims to address infrastructure gaps and ensure the sustainable production of critical minerals and the flow of resources to market through transportation, electrification and clean energy infrastructure projects. Further funding decisions on critical minerals infrastructure development projects under the CMIF are expected in the coming months.

These projects, which benefit from close collaboration within the regional tables on energy and resources British Columbia and Yukon, along with the recently announced Northwest British Columbia Highway Corridor Improvement Project, are fundamental initiatives to facilitate the development of critical minerals in the Golden Triangle and Yukon. British Columbia’s Golden Triangle has significant mineral potential and contains approximately 75% of Canada’s known copper reserves. Copper is critical to a variety of industrial processes and is a fundamental component of electrical wires, electronics and renewable energy systems such as solar panels and wind turbines.

Critical minerals are fundamental components of products used in clean energy technologies such as electric vehicles, power transmission lines and batteries. British Columbia and Yukon’s mining sectors provide many of the building blocks for the clean technologies needed to combat climate change and build a clean economy. Across the country, clean energy solutions represent enormous economic opportunities.

    Quotes

“These two projects, delivered through the Canadian Critical Minerals Strategy’s flagship program, will help build the infrastructure needed to access and transport our rich critical mineral resources in northern British Columbia and the Yukon. Projects like these accelerate mine construction and allow us to seize this unique opportunity. We need these investments to support critical mineral development in the region, improve community accessibility and safety, and create good mining jobs in British Columbia and the Yukon.”

    The Honorable Jonathan Wilkinson

Minister of Energy and Natural Resources

“British Columbia is home to the critical minerals Canada and the world need to build a clean economy. We have a unique opportunity to create good jobs not only in northwest British Columbia, but in communities across the province that supply and service our mining sector. That is why we are working with Canada and First Nations to make the infrastructure improvements needed to unlock billions of dollars of investment in new critical mineral mines like Galore Creek, creating new opportunities for people and communities.”

    The Honourable Josie Osborne

British Columbia Minister of Energy, Mines and Low Carbon Innovation

“The Grid Connect project is not just an energy project; it is a transformative initiative for all Yukoners. It will provide clean, affordable and reliable energy that will not only power our homes, but also drive economic and social growth. I thank our partners in British Columbia and the federal government for their collaboration on this important project that will benefit our northern communities. Our government is proud to take this step toward a more sustainable energy future.”

    Honourable Ranj Pillai

    Premier of Yukon

“This project will connect Canada’s two westernmost territories and help integrate Yukon’s electricity grid with North America. It marks an important step in our shared journey to create a more connected and resilient energy landscape for Yukoners, while reducing greenhouse gas emissions. My sincere thanks to all those whose hard work and dedication made this goal a reality. I look forward to seeing how this progress will clean up Yukon’s energy, help protect our incredible natural landscapes, and create opportunities for economic growth.”

    The Honourable John Streicker

Yukon Minister of Energy, Mines and Resources

“We would like to thank Minister Wilkinson and the Government of Canada for their contributions to the development of the Galore Creek Mine and, by extension, Canada’s critical minerals industry. Canada’s support for the Galore Creek Mine demonstrates confidence in our project, our owners, our relationship with the Tahltan Nation, and our commitment to responsibly developing a world-class copper-gold mine.”

    Rob Mean

Managing Director, Galore Creek Mining Corporation

“The Galore Creek mine has the potential to significantly increase Canadian production of the copper needed to support the energy transition and global development, creating jobs and economic activity, which aligns with Teck’s goal as a Canadian metals company enabling the energy transition. This investment by the Government of Canada will support the development of the infrastructure needed to advance critical mineral projects and strengthen the country’s mining sector.”

    Jonathan Price

President and CEO, Teck Resources Limited

“Newmont is an equal partner in the Galore Creek project with Teck Resources. The Galore Creek mine is Canada’s largest non-developed copper project and could play a critical role in the transition to a low-carbon economy. Global demand for copper is exploding, and we are facing a shortage that underscores the importance of the project. The investment in a critical mine road, made through the Government of Canada’s Critical Minerals Infrastructure Fund, will help unlock the project and unleash the significant critical mineral potential of this region of northwest British Columbia.”

    Bernard Wessels

General Manager, North America, Newmont Corporation

    Quick Facts

Canada has developed its own critical minerals strategy with the aim of promoting the development of these resources and related value chains to contribute to the transition to a low-carbon economy and support advanced manufacturing and technologies.

There Canadian Critical Minerals Strategy has five main objectives:

supporting economic growth, competitiveness and job creation; promoting climate action and strong environmental stewardship; strengthening global security and partnerships with allies; advancing reconciliation with Indigenous peoples; and fostering a diverse and inclusive workforce and communities.

Canada’s whole-of-government approach to critical minerals development is collaborative, forward-looking, iterative, adaptive and long-term. The initiatives outlined in the Strategy will be implemented and refined in collaboration with provinces, territories, Indigenous peoples, industry and other partners in Canada and internationally.

The FIMC is a flagship program of the Strategy that supports transportation and clean energy infrastructure projects needed to increase Canada’s supply of critical minerals from responsible sources.

The FIMC supports a variety of strategic priorities, including: decarbonizing mining industry operations, strengthening supply chains through the deployment of transportation infrastructure, and advancing economic reconciliation by supporting the participation of Indigenous peoples in critical infrastructure and mineral projects.

The federal government also supports the development of Canada’s abundant critical mineral resources through regional tables on energy and resources of Natural Resources Canada. These regional tables are joint partnerships established with each provincial and territorial government that, in collaboration with Indigenous partners and with input from key stakeholders, seek to identify and accelerate the achievement of shared economic priorities for a low-carbon future in the energy and resource sectors.

The world is on the verge of eradicating polio, but humanitarian crises, overburdened health systems, and the aftershocks of the COVID-19 pandemic have created new challenges. Canada has played a leading role in the global health response to polio, and we are responding again.

September 20, 2024 – Ottawa, Ontario – Global Affairs Canada

The world is on the verge of eradicating polio, but humanitarian crises, overburdened health systems, and the aftershocks of the COVID-19 pandemic have created new challenges. Canada has played a leading role in the global health response to polio, and we are responding again.

Today, at the Rotary International Conference in Toronto, Ontario, the Honourable Ahmed Hussen, Minister of International Development, announced $151 million in funding as the next phase of Canada’s support for the Global Polio Eradication Initiative (GPEI).

This Canadian investment will enable the GPEI and partners such as UNICEF and the World Health Organization to provide and expand accessible, quality polio health and immunization services around the world. This includes improving access to polio vaccination for the most vulnerable populations, including women and girls, and in conflict-affected areas where access to essential health services is limited or non-existent.

Efforts will focus on ending transmission of all forms of poliovirus by vaccinating more than 370 million children annually against the disease, preventing 600,000 children from becoming paralyzed or dying each year, improving immunization rates and communications to promote polio vaccination, continuing surveillance and disease containment activities, and strengthening health systems.

The funding announced today will make a significant and meaningful difference in polio eradication efforts and in protecting those most affected. It will enable more children to live polio-free and healthy lives. And it will bring us one step closer to eliminating this disease for good.

September 20, 2024 – Toronto, Ontario – Global Affairs Canada

Following their historic meeting in Toronto on September 19-20, 2024, the Co-Chairs, the Minister of Foreign Affairs of Canada, the Honourable Mélanie Joly, and the Minister of Foreign Affairs and International Trade of Jamaica, the Honourable Senator Kamina Johnson Smith, issued the following statement:

“We gathered in Toronto with women foreign ministers from around the world and reiterated our commitment to breaking down barriers and empowering the next generation of women leaders.

“We are encouraged that women’s political representation around the world has doubled over the past 25 years. However, this still represents only about 1 in 4 parliamentary seats held by a woman.

“We are committed to promoting women’s participation in leadership and decision-making, and to fostering inclusive and safe spaces for women in politics and public life. We are also committed to deliberately encouraging young women everywhere to enter politics and participate in public life.

“We are concerned about the growing hateful and misogynistic discourse online that targets women, particularly in civic spaces. Safe online public spaces are a public good for societies and democracies as a whole, and regulations aimed at preserving safety and truth should not be seen as opposed to transparency, freedom of expression or freedom of the press.

“We therefore agreed to counter gender-based violence online, prevent gender-based disinformation and call on online platforms to take measures to strengthen their accountability.

“We discussed strategies to amplify the voices of women and other marginalized groups, both at the local level and at the highest levels of government.

“We have expressed our deepest concerns about the gross violations of human rights suffered by women and girls in Afghanistan, and we call on the Taliban to restore women and girls’ rights to education and meaningful participation in public life, and to end their draconian measures that have erased decades of progress on women’s rights.

“We discussed the issue of gender imbalance within the United Nations system.

“It is time to appoint a woman as Secretary General.

“We strongly encourage Member States considering a nomination for the position of UN Secretary-General to nominate a woman.

“Noting that there have been only 4 women presidents of the United Nations General Assembly in the last 79 years, we believe that now is also the time to aim for gender parity in this position.

“Making these significant changes is within our reach.

“We engaged with various civil society representatives, who stressed the importance of supporting women’s community organizations and human rights activists in policy development. We agreed to foster environments that are conducive to gender equality and recognized that independent members of civil society are essential catalysts for the success and resilience of democracies.

“The year 2025 will mark the 30th anniversary of the Fourth World Conference on Women and the adoption of the Beijing Declaration and Platform for Action, as well as the 25th anniversary of the unanimous adoption of United Nations Security Council Resolution 1325 on women, peace and security. We cannot take this hard-won progress towards gender equality and inclusion for granted. Our collective efforts will be essential to ensure that women are fully involved in building inclusive societies and a peaceful, sustainable and prosperous future.”

  • MIL-OSI Translation: Asylum: sharp decline in the number of applicants from the Maghreb in federal centres

MIL OSI Translation. Government of the Republic of France statements from French to English –

Source: Switzerland – Department of Foreign Affairs in French

    State Secretariat for Migration

Bern-Wabern, 21.09.2024 – Since the introduction of the 24-hour procedure in the Zurich Region in November 2023, the number of asylum seekers from the Maghreb states has fallen by 42% in the federal asylum centres. Thanks to the new procedures, the average time to obtain an asylum decision at first instance has been reduced from 52 days to 17 days. This significantly reduces the pressure on the Confederation’s asylum structures. The number of security incidents in the federal asylum centres has also fallen by 42%.

Since the end of April 2024, the State Secretariat for Migration (SEM) has been processing asylum applications filed by applicants from Algeria, Morocco, Tunisia and Libya under the 24-hour procedure. The main stages of the procedure are completed within 24 hours, with free legal protection remaining guaranteed at all times. This procedure also allows asylum seekers to consult a health professional at very short notice, which makes it possible to quickly identify vulnerable people. Given that the majority of people from these countries have already been registered in other European states, the SEM can request their readmission under the Dublin Agreement much more quickly than before; once this request has been accepted, repatriation can be carried out.

Half of asylum decisions are made within 11 days

Since the 24-hour procedure was introduced on a trial basis in the Zurich Region in mid-November 2023 for asylum seekers from countries with very low asylum grant rates, the number of applicants from Maghreb states has fallen by 42% in the Confederation’s structures. This decline has even reached 64% in the Zurich Region. Since the introduction of the new procedures, it takes an average of 17 days to obtain an asylum decision at first instance, and 50% of procedures are completed within 11 days, compared to an average of 52 days previously. Once the SEM has completed the procedural steps, it still has to wait for a response, within a given period, from the Dublin States concerned.

In parallel with the acceleration of procedures, the average length of stay of Maghrebi asylum seekers in the CFA has decreased from 32 nights between May and August 2023 to 21 nights between May and August 2024, a decrease of 34%. As a result, the SEM has more beds available and supervisory staff at its disposal for asylum seekers from other States who can claim a situation of persecution.

Since the 24-hour procedure was introduced in the Zurich Region in November 2023, the number of security incidents – including altercations of all kinds – has also decreased by 42% in all CFAs. The security situation has therefore improved significantly. In 2023 and 2024, around two thirds of security incidents were mainly attributable to asylum seekers from the Maghreb, even though this group accounted for less than 15% of overnight stays.

Federal Administrative Court supports SEM decisions

The 24-hour procedure is a normal asylum procedure in which the steps follow one another at a fast pace. Free legal protection is guaranteed at all times. To date, the SEM has decided on more than 900 asylum applications under this procedure, and 37 appeals have been filed with the Federal Administrative Court (FAC) against its decisions. In 31 cases, the FAC supported the SEM’s decision; the remaining cases have not yet been decided.

The 24-hour procedure includes registration, fingerprinting, initial medical consultation, absconding hearing or Dublin interview, application to other Dublin states and decision in the Dublin procedure or asylum procedure.

Increase in the number of registered asylum applications

The number of asylum applications filed by persons from the Maghreb States has barely changed compared to the previous year. However, since the introduction of the 24-hour procedure, the SEM has been registering these applications immediately after the persons’ arrival at the CFA, whereas previously it only did so when fingerprints were taken, which was often several days later. However, many of the persons concerned had already left by that time and therefore did not appear as asylum seekers in the asylum statistics.

  • MIL-OSI Translation: ASIA/VIETNAM – Music, an instrument that heals inner wounds and opens hearts

MIL OSI Translation. Region: Italy –

Source: The Holy See in Italian

Ho Chi Minh City (Agenzia Fides) – The orphaned children of the home run by the Missionary Sisters of Charity in the diocese of Phu Cuong, in southern Vietnam, have been able to experience that “music heals the wounds of the heart”, explains to Agenzia Fides Fr. Dominic Nguyen Van Lam, a 40-year-old priest who followed a special musical initiative with orphaned children on the outskirts of Ho Chi Minh City. “They are children marked by suffering and the deprivations of life. Music has given them back confidence and joy in living, which is expressed in the relationships between them, in the human relationship with teachers, in the relationship with the nuns, which is sometimes difficult. Music has been and will be an instrument of human and spiritual growth, capable of regenerating the virtuous circle of love”, explains the priest, who coordinated the “WYO4children” project, within the “Sounds of Brotherhood” initiative, promoted by the World Youth Orchestra Foundation (WYO), which this year arrived in Vietnam thanks to the support of the Italian foundation “Cassa Depositi e Prestiti” and other sponsors. As part of a cultural cooperation initiative focused on elements such as music, theater and art, tested as instruments of dialogue and peace between peoples and cultures, the project offered concrete support to orphaned and abandoned children in Vietnam, “to underline three fundamental words in life: friendship, brotherhood, peace” explained Adolfo Vannucci, president of the World Youth Orchestra Foundation. And so in the “Home of Mother’s Love” in Binh Duong, where about 20 nuns take care of 80 orphaned children and young people who have been abandoned or have difficult family situations, between the ages of 5 and 17 years, the children have attended musical seminars throughout the year, and in recent days gave a final demonstration of their musical skills. Father Dominic today emphasizes “the power of music, which has fostered positive changes in the children’s lives. Since they encountered music and began playing an instrument, they are happier and the results are also visible in their school studies. The atmosphere at home has become more joyful.” “Music,” continues the priest, “builds mutual love: not only has this journey helped the children to be more sensitive, on an internal level and in terms of relationships with others; but it has also helped me, the teachers and the nuns to rediscover the joy of love and care in sharing our time with them.” “The missionaries of charity testify to how the children’s lives have improved, especially because now everyone smiles. Music has been a means to recover the smile and openness to the love of God and neighbor”, he concludesIn the diocese of Phu Cuong, where 165 thousand Catholics live out of over 4 million inhabitants, the Catholic community is very attentive to charitable and social activities, working for disadvantaged or indigent people, and offering scholarships to poor students, an initiative that the local Bishop, Joseph Nguyen Tan Tuoc, wanted to extend to the “Home of Mother’s Love”, thus allowing children to attend school for free. The local Church offers accommodation and care to children of ethnic minorities from remote areas and is committed to improving their material and spiritual life. The “Wyo4children” project was set in this context. The World Youth Orchestra, which has 23 years of musical and social activity, is represented in 75 countries, has 300 international partners, including universities and conservatories, and has involved over 3,500 talented young musicians around the world. Traveler consultation: Have your say on the use of technology at the border

    August 1, 2024

    Ottawa, Ontario

The Canada Border Services Agency (CBSA) is working to make travel easier while keeping our borders secure. We are implementing tools and technologies and updating processes, laws and policies to build the border of the future.

We are modernizing our services to meet the growing number of travellers, economic and migration trends, security threats including terrorism and organized crime, and the needs of travellers who want easier and faster self-service processing. Digital solutions will improve the border experience by reducing wait times for travellers and person-to-person interactions at the border, and allowing officers to focus on more targeted activities.

The CBSA today launched a online survey which allows travelers to report their experiences and give their opinions on the Advance Declaration and future border tools. The survey is available from August 1 to September 26.

The survey results will inform the planning and implementation of new and existing border tools, and identify areas for improvement. In addition to this survey, the Agency has engaged and will continue to engage with civil society groups, Indigenous groups, industry stakeholders, other government departments and its front-line employees.

Source: Government of Canada – in French 1

    September 27, 2024 Ottawa, Ontario

The Canada Border Services Agency (CBSA) has issued a temporary suspension of removals to Lebanon. This measure is being taken given that the situation in Lebanon is volatile and unpredictable due to violence and escalating clashes, including daily rocket and missile attacks, as well as airstrikes.

The temporary suspension, known as an administrative deferral of removals (ADR), is imposed under subsection 230(1)(c) of the Immigration and Refugee Protection Regulations, on countries that are considered unsafe due to conditions such as environmental disasters or acts of violence.

The SAR does not apply to persons who are inadmissible on grounds of criminality, serious criminality, violations of international or human rights laws, organized crime or security.

Once the situation in Lebanon has stabilized and circumstances no longer pose a generalized risk to the entire civilian population, the SAR will be lifted and the CBSA will resume removals for individuals who are inadmissible to Canada and subject to an enforceable removal order.

    Quick Facts

By law, the CBSA has a duty to remove inadmissible persons as soon as possible. Every person subject to a removal order from Canada has the right to due process before the law. Once individuals have exhausted all legal avenues of appeal or due process, they must leave Canada or be removed. There are currently 15 SARs in place for countries around the world. This list is available on the CBSA website:Arrests, Detentions and Removals – Removal from Canada.

Rome (Agenzia Fides) – “After 800 years we bring St. Francis back to the Holy Land to try to be, like him, capable of crossing borders in a wounded place, just as eight centuries ago the Poverello went on a pilgrimage to the holy places in an equally difficult time, because marked by the crusades, with the desire to build bridges and not walls”. Thus, Brother Matteo Brena, Commissioner of the Holy Land of the Friars Minor of Tuscany and coordinator of the Committee for the eight hundredth anniversary of the stigmata of Saint Francis, announces that from September 30 to October 5, together with 10 other people, including friars and lay people, he will bring the relic of the blood of Saint Francis of Assisi to the Holy Land, while war rages and while the people in these troubled territories are suffering, fear, mourning, precarious. “We leave – continues Brother Matteo – with a great desire in our hearts: to be that ‘small remnant’ that can be the bearer, in this new dramatic moment for the Middle East, of a sign of consolation and a word of hope. ‘From the wounds, new life’ was the motto of the eighth centenary of the stigmata of Saint Francis; and we, bringing to Jerusalem and Bethlehem the relic of his blood, which flowed from the signs of the passion on his body, try to tell those brothers and sisters that it is possible to inhabit the wounds with hope and with a desire for the future”. The delegation, composed of four friars and six lay people, including representatives of the Franciscan Youth and the Secular Franciscan Order, will travel between Jerusalem and Bethlehem to bring the relic to the Christian communities of the area, meeting the local people and also visiting some places that are symbols of the commitment that Christians carry out to bring peace to the land where Jesus lived. October 2 will be one of the central moments of the trip: in fact, the twinning between the Basilica of Gethsemane, a place that preserves the memory of the dramatic hours of Christ’s passion, and the Sanctuary of La Verna will be established. The twinning will also establish the bond between the two hermitages. The ceremony will be attended by Fra’ Francesco Patton, Custos of the Holy Land, and Fra’ Livio Crisci, Provincial Minister of the Friars Minor of Tuscany. “This year – adds Fra’ Brena – the Basilica of Gethsemane celebrates a century since it was built, in 1924, together with the Basilica of the Transfiguration, by the Italian architect Antonio Barluzzi, who died in 1960 in Rome in the convent of the Delegation of the Holy Land. We will therefore also include ourselves in the initiatives of this centenary.” “United in prayer, we accompany these brothers of ours on the pilgrimage between Jerusalem and Bethlehem,” affirm the Franciscan fraternities from all over Italy. Eight hundred years ago, in September 1224, Francis of Assisi received the Sacred Stigmata on Mount Verna, in the Arezzo area. On that occasion the friar was conformed to Christ Crucified and a part of his habit, soaked in the blood of the side, became an important relic, as a perpetual testimony of that event, guarded by the Friars Minor. Despite its dramatic nature, the situation of our compatriots, military and civilians present on Lebanese territory does not show profiles different from those of the past few days. Italy confirms, in line with the position held so far, the need for every diplomatic effort in order to restart channels of dialogue between the parties in conflict.

  • MIL-OSI Translation: Statement by the Prime Minister on International Abortion Rights Day

MIL OSI Translation. Canadian French to English –

Source: Prime Minister of Canada – in French

The Prime Minister, Justin Trudeau, today issued the following statement on International Abortion Rights Day:

“Abortion is health care. Family planning is health care. It’s that simple.”

“On this International Abortion Rights Day, we reaffirm unequivocally that every woman has the right to make decisions about her body, her life and her future. We reflect on the freedoms women have won. We renew our commitment to the progress we cannot risk losing. Finally, we fight hard to protect women’s freedom of choice.

“Our government is proudly pro-choice and always will be. That’s why we’re taking action to expand sexual and reproductive health care across the country. With theFund for Sexual and Reproductive Health, we are breaking down barriers, increasing access to these essential services, and supporting community organizations across Canada that help deliver this care. Funding is specifically targeted to projects that aim to improve access to safe abortion for women, youth, Indigenous people, racialized people, and 2SLGBTQI communities.

“Being pro-choice means more than just supporting women’s right to choose. It means increasing the choices available to them. Earlier this year, our government announced Bill C-64, the first phase of our pharmacare plan, which will provide universal coverage for a range of contraceptives. With $1.5 billion in federal investments, we are making medications and contraceptives free – from birth control pills to IUDs, implants and the morning-after pill – so women can decide whether, when and how to start a family. With this coverage, nine million women will benefit from greater choice and, most importantly, more affordable options. This will mean that cost will no longer be a barrier to their reproductive freedom. Earlier this month, we jointly announced with the Government of British Columbia that we intend to expand coverage for birth control and diabetes medications for residents of that province. Following the passage of Bill C-64, we plan to begin formal negotiations. We encourage each province and territory to do the same.

“Our commitment to expanding access to safe sexual and reproductive health services extends beyond our borders. As part of our 10-year commitment to global health and rights, we are making transformative investments to support the sexual and reproductive health and rights of women and girls around the world. From 2022 to 2023, we have increased our global investments in safe abortion and post-abortion care by more than 50%. As part of ourFeminist International Aid Policy, we play a leading role on the world stage in promoting greater gender equality. And through our action and commitment, our message is that sexual and reproductive care is health care.

“As threats to women increase around the world, some people march to celebrate. Others stand down and cut funding for health care. Some say one thing and do another. And others choose to remain silent and are almost ashamed to speak out in support of reproductive health.

“We will not do that. No government or politician should dictate to a woman what she can and cannot do with her body. On this International Abortion Rights Day, as on every other day, we are following through on our commitment to building a safer, fairer and more prosperous future for everyone.”

The Government of Canada recently published onlineresources on topics related to sexual and reproductive health, including abortion, gender-affirming care and other sexual health care information. These resources aim to improve Canadians’ access to accurate sexual and reproductive health information.

  • MIL-OSI Translation: APOSTOLIC JOURNEY – Pope in Belgium: Synodal process should be a return to the Gospel, not a pursuit of “trendy” reforms

MIL OSI Translation. Region: Italy –

    Saturday, September 28, 2024

    Vatican Media

Brussels (Agenzia Fides) – “The synodal process must be a return to the Gospel; it must not have among its priorities some ‘fashionable’ reform, but ask: how can we bring the Gospel to a society that no longer listens to it or has distanced itself from the faith? Let us all ask ourselves this question”. On the penultimate day of the Apostolic Journey to the heart of Europe, Pope Francis meets the Bishops, priests, deacons, consecrated men and women, seminarians and pastoral workers of Belgium in the Basilica of the Sacred Heart of Koekelberg, offering the local Catholic community, and the entire Western Church, a profound reflection on what he himself defines as a “crisis of faith” that the West itself is experiencing. A crisis, the Pontiff underlines, which is pushing the Catholic community “to return to the essential, that is, to the Gospel, so that the good news that Jesus brought into the world may be announced again to everyone, making all its beauty shine”. But Christ, he points out, is not a negative experience, on the contrary it is “a time that is offered to us to shake ourselves, to question ourselves and to change. It is a precious opportunity – in biblical language it is called kairòs – to be awakened from torpor and to rediscover the paths of the Spirit. When we experience desolation, in fact, we must always ask ourselves what message the Lord wants to communicate to us”. This “crisis of faith”, underlines the Bishop of Rome, shows us how the West has passed “from a Christianity placed in a hospitable social framework to a Christianity ‘of minority’, or rather, of testimony”. And this, he continues, “requires the courage of an ecclesial conversion, to start those pastoral transformations that also concern the customs, the models, the languages of faith, so that they are truly at the service of evangelization”. In this perspective, “this courage is also required of priests. To be priests who do not limit themselves to preserving or managing a heritage of the past, but pastors in love with Jesus Christ and attentive to grasping the questions of the Gospel, often implicit, as they walk with the holy People of God, a little in front, a little in the middle and a little at the back”. Hence the reflection on the synodal process, which in a few days will see a further step forward with the celebration of the XVI Ordinary General Assembly in the Vatican. Finally, the Pope recommends to the Church of Belgium to be merciful: “In the face of the experience of evil, we simply apply earthly justice that says: ‘whoever makes a mistake must pay’. However, the justice of God is superior”. And, dwelling on the concept of justice, the Pontiff also speaks of abuse (last night in the Apostolic Nunciature he met 17 victims of abuse by the Belgian clergy, ed.) thanking the Catholic community “for the great work” done “to transform anger and pain into help, closeness and compassion. Abuse generates atrocious suffering and wounds, also undermining the path of faith. And there is a need for so much mercy, so as not to remain with a heart of stone in the face of the suffering of the victims, to make them feel our closeness and offer all the help possible, to learn from them to be a Church that serves all without subjugating anyone”. In greeting those present, Francis recalls a work by Magritte, an illustrious Belgian painter entitled “The Act of Faith”. The canvas represents a door closed from the inside, which however is broken in the center, it is open to the sky: “It is a gash, which invites us to go beyond, to turn our gaze forward and upward, to never close ourselves in. This is an image that I leave you, as a symbol of a Church that never closes its doors, that offers everyone an opening to the infinite, that knows how to look beyond”. “Walk together, you and the Holy Spirit, to be a Church like this. Without the Spirit, nothing Christian happens,” concluded the Pope, who at the end of the meeting went to the royal crypt, beneath the church of Our Lady of Laeken, where the tombs of many members of the Royal House of Belgium are gathered. Welcomed by the King and Queen, the Pope stopped in front of the tomb of King Baudouin in silent prayer. Subsequently, in front of the King and those present, he praised his courage, when he chose to “leave his post as King so as not to sign a murderous law”. In 1992, in fact, the sovereign abdicated for 36 hours so as not to sign the law on the legalization of abortion. Finally, the Pope urged the Belgians to look to him at this time when criminal laws are making their way, hoping that his cause for beatification will proceed. (FB) (Agenzia Fides 28/9/2024) Share:

Canada is extremely concerned about the conflict between Israel and Hezbollah, a terrorist organization, in Lebanon, which has caused a rapid increase in humanitarian needs. More than 90,000 people have been displaced in Lebanon since the beginning of September.

Today, the Honourable Ahmed Hussen, Minister of International Development, announced that Canada will provide $10 million in humanitarian assistance to address the urgent needs of the civilian population in Lebanon. This funding will provide food, water, emergency medical assistance (including sexual and reproductive health services), protection services and other life-saving assistance.

This funding is in addition to the US$10 million already allocated to this crisis by the United Nations Central Emergency Response Fund, to which Canada is a major donor.

Together with our partners, we call for an immediate 21-day ceasefire on the Israeli-Lebanese border to allow diplomacy to work towards a diplomatic settlement consistent with UN Security Council Resolution 1701, and towards the implementation of UN Security Council Resolution 2735 regarding a ceasefire in Gaza.

Canada urges all parties to protect the civilian population from violence, including humanitarian workers, in accordance with international humanitarian law.

Canada continues to monitor the situation and remains in close communication with its humanitarian partners to assess and respond to evolving needs.

MIL OSI Translation. Government of the Republic of France statements from French to English –

Source: Switzerland – Canton Government of Geneva in French

A discovery day of the Drize construction site is organized by the territorial department and the urban operator PAV. The public will have the opportunity to discover the work of restoring the Drize to the open air around the Sicli pavilion. On this occasion, exceptional access to the construction site of this first stage of 450 meters of river will be open to the public.

Construction site focus on two key locations

Launched at the end of 2023, the first stage of the work to restore the Drize to the open air in the Praille Acacias Vernets (PAV) area will allow the renaturation of 450 meters of river on two sections located on either side of the Route des Acacias, one on Rue Boissonnas, the other at the foot of the Pictet Campus in Rochemont currently under construction.

These two sections will be available to visit on October 5 as part of tours organized and accompanied by professionals. Participants will be able to go down and see the structure under the Acacias road that allows the river to cross this major road axis. The installation of this exceptional structure of 15 concrete blocks of 50 to 60 tons was carried out during the coup de poing operation of the Easter weekend 2024.

Another point of interest on the construction site: a 3D view of the Drize brought back into the open air in the future Acacias district from the Boissonnas viewpoint, complete with explanations on the role of water in an urban environment.

    A varied program for everyone

The public is invited to discover the prototype wall of the Drize section. An opportunity to deepen one’s knowledge of the different stones used, ancestral masonry techniques and the benefits of the project in favor of biodiversity.

Workshops for children are organized throughout the day on the theme of the river and water in an urban environment.

Finally, the development project for the future districts of the Praille Acacias Vernets project will be presented around the large model installed in the Sicli pavilion. Professionals will be present to present the project to visitors and answer their questions.

A unique project in Switzerland with a strong impact on the environment

Restores the open air, the Drize will make it possible to secure the future districts built in the PAV perimeter against the risk of flooding and will become a real ecological corridor in the city center with a positive impact on the future districts of the PAV. It will contribute to the development of biodiversity and will bring freshness to the city.

Along its banks, public spaces and a greenway for soft mobility as well as relaxation areas will be developed for the well-being of all. Finally, this renaturation will allow better management of urban water which will return to its natural cycle.

By 2035, the entire original route of the Drize will return to the open air, crossing the future districts over 2.0 km between Grange-Collomb and the Arve.

This open-air restoration of the Drize, eventually completed by that of the Aire, is part of the major regeneration project of the Praille Acacias Vernets area, the objective of which is to create nine new housing and business districts that meet the challenges of the ecological transition.

Source: Republic of France in FrenchThe French Republic has issued the following statement:

The platform “Bank Savings Insurance Info Service” was set up jointly by the Banque de France, the Prudential Supervision and Resolution Authority (ACPR) and the Financial Markets Authority (AMF). Its “Scam Prevention” section has been reorganized to help you better detect scams and have the right reflexes when faced with new techniques used by scammers who want to trap you. Among other things, you have access to a Official Scam Prevention Guide, telling you how to protect yourself against phishing.

Phishing is a fraudulent technique that involves tricking you into sharing your personal data (access codes, passwords, etc.) and/or your bank details with a criminal who pretends to be a trusted third party.

To protect yourself from these scam attempts, it is particularly recommended:

to be attentive to the level of language of the messages you receive (fraudulent messages are now often correctly written, but if you receive a message from a bank or an administration containing typos, spelling mistakes or inappropriate expressions, it is because it is not the work of the indicated establishment); to check the links present in the suspicious emails that you receive (before clicking on a possible link, place your mouse over it so that the full address of the link appears then make sure that this link is coherent and points to a legitimate site); to be wary of requests that seem strange to you (no organization has the right to ask you for your credit card code, or the access codes and passwords of your personal spaces); to use an ad-blocking software, an anti-spam filter, or to activate the warning option against phishing present on most browsers; never click directly on the ad when you see a pop-up window open while browsing the internet, even if a close button appears within the pop-up window itself. Always use the cross (X) in the corner of the window.

If you have serious doubts about a message you have received, there is a good chance that it is not legitimate. It is then recommended not to open attachments and not to respond. You should delete the message and then empty the trash of your mailbox.

If this is your work email account, it is recommended to forward the suspicious email to your company’s IT department and information security officer for verification. Wait for their response before deciding whether or not to delete the email.

    Federal Council

Bern, 27.09.2024 – At its meeting on 27 September 2024, the Federal Council approved the signing of the agreement on the rectification of the border between Switzerland and Italy.

In the high mountains, significant sections of the Italian-Swiss border are determined by the watershed represented by the crest line of glaciers, snowfields and eternal snow. However, with the melting of the glaciers, these natural elements evolve and redefine the national border when it is defined dynamically.

Proposal of the Joint Commission for the maintenance of the Italian-Swiss border

Faced with the mutual desire of Switzerland and Italy to rectify the border in the region of Tête Grise / Plateau Rosa, Cabane Carrel and Dos de Rollin, the joint commission for the maintenance of the Italian-Swiss border agreed, in May 2023, on a draft agreement on the rectification of the border between the two countries, in accordance with the economic interests of both parties.

    Approval of the agreement

Since this is a minor border rectification within the meaning of Art. 24, para. 1 of the Geoinformation Act, the Federal Council is authorised to conclude this agreement alone. It has therefore approved the signing of the agreement between Switzerland and Italy on border rectification.

The process for the approval of the signing of the agreement is underway in Italy. After signature by both parties, the agreement will be published and the rectification will be implemented.

    Federal Council

Bern, 27.09.2024 – At its meeting on 27 September 2024, the Federal Council approved the signing of three draft agreements on the rectification of the border between Switzerland and France.

The canton of Geneva has a common border with France that is 103 kilometres long, 50 of which are located in the middle of waterways. The planning of renaturation works on the Hermance and of renaturation and containment works on the Foron make certain adaptations to the border line necessary. Furthermore, certain developments, such as the laying of tracks for a new cross-border tramway line between the Swiss commune of Perly-Certoux and the French commune of Saint-Julien-en-Genevois, involve a border rectification on the communes of Perly-Certoux and Bardonnex.

Proposal of the Joint Franco-Swiss Commission for the Demarcation and Maintenance of the Border

The Joint Franco-Swiss Commission for the Demarcation and Maintenance of the National Border has drawn up three draft agreements to rectify these three sectors of the national border. In accordance with the principle of surface area compensation, public international law provides for the possibility of an exchange of territory of equivalent surface area in the event of a border modification.

    Approval of conventions

Since these are minor border rectifications within the meaning of Art. 24, para. 1, of the Geoinformation Act, the Federal Council is authorised to conclude these agreements alone. It approved the signing of the three border rectifications between Switzerland and France proposed by the Joint Committee.

The process for approval of the signing of the agreements is underway in France. After signature by both parties, the agreements will be published and the corrections will be implemented.

  • MIL-OSI Translation: Blood donation: free of charge and no discrimination to be included in the law from 2025

    Federal Council

Bern, 27.09.2024 – In Switzerland, it is forbidden to pay for blood donations, and every person must have the right to donate: these are the rules laid down in the Constitution. Parliament has decided to enshrine these principles in law through an amendment. At its meeting on 27 September 2024, the Federal Council decided to bring the corresponding provisions into force in the Therapeutic Products Act on 1 January 2025.

The amendment to the Therapeutic Products Act (TPA) provides that blood donations are not remunerated in Switzerland. The principle of free donation already applies today, in accordance with the Federal Constitution, to human organs, tissues and cells and prohibits the guarantee or acceptance of any advantage in exchange for a blood donation. It is also not permitted to import blood or labile blood products for transfusion purposes if such advantages have been guaranteed or accepted. This amendment thus anchors this constitutional principle in the TPA.

The same applies to the ban on discrimination in blood donation, which is now included in the LPTh. No one may be excluded from donating blood because of, for example, their sexual orientation. The new legal provisions will come into force on 1 January 2025.

By amending the law, the Federal Council is implementing parliamentary initiative 16.504 “Guaranteed blood supply and free blood donation”. In the final vote on 29 September 2023, Parliament unanimously adopted the bill drawn up by the National Council’s Committee on Social Security and Public Health (CSSS-N). The referendum period expired on 18 January 2024 without having been used.

  • MIL-OSI Translation: Olympic Games and other major events: participation in the process

MIL OSI Translation. Government of the Republic of France statements from French to English –

    Federal Council

Bern, 27.09.2024 – In Switzerland, we have the legal basis and the necessary instruments to enable the population to participate in the planning and organisation of the Olympic Games and other major events. This is the conclusion of the report drawn up in response to the postulate of the Committee for Science, Education and Culture NC (21.3022) “Olympic Games and other major events. Participation in the process”. The Federal Council approved the report in question at its meeting on 27 September 2024.

The Swiss population has sufficient opportunities to participate in the planning and organisation of the Olympic Games and other major events. There is therefore no need to adapt the existing legal framework to ensure greater involvement of the population and Parliament. This is the conclusion reached by the Federal Council in its report in response to the postulate of the Committee on Science, Education and Culture CN (21.3022) “Olympic Games and other major events. Participation in the process”. The report in question concerns the participation of the population and Parliament in the Winter Olympic and Paralympic Games only. However, the conclusions reached can also be applied to other major events that are not necessarily in the sporting sphere.

Decisive involvement of the local population

The challenge of planning and organising the Winter Olympic and Paralympic Games is primarily faced by the host regions and localities in Switzerland. It is therefore very important that the local and regional population can be involved in the process.

All cantons already have an effective instrument in place with the financial referendum, which allows the population to express their views. Other tools (such as the consultative vote) ensure the participation of those directly affected in the municipalities and regions.

    Sufficiently solid existing legal bases

At the level of the Confederation, the Federal Assembly makes decisions on expenditure. It is not possible to launch a financial referendum here. However, Parliament could, by means of a decision of principle or planning decision (Art. 28 of the Parliament Act), define general conditions – for example concerning financing, sustainability objectives, etc. – that would have to be taken into account in the future when planning and organising Winter Olympic and Paralympic Games in Switzerland. If Parliament also validates the scope of such a decision, it would then be subject to an optional referendum.

All other essential conditions are already regulated in the existing legal bases, which also apply to the support and organisation of the Olympic Games. The Federal Council therefore concludes in its report that there is no need to establish new legal bases.

  • MIL-OSI Translation: Consolidation of personal exploitation and equality between agricultural holdings

MIL OSI Translation. Government of the Republic of France statements from French to English –

    Federal Council

Bern, 27.09.2024 – The Federal Council intends to consolidate the principle of personal farming, the position of spouses and the entrepreneurial spirit of agricultural holdings. On 27 September 2024, it put out for consultation a draft partial revision of the Federal Act on Rural Land Law (LDFR) along these lines.

Motion 22.4253 of the Economic Affairs and Fees Committee of the Council of States (CER-E) of 10 October 2022, which called for the decoupling of rural land law from the implementation of the Agricultural Policy from 2022 (PA22), instructed the Federal Council to prepare a draft partial revision of the LDFR by the end of 2025 at the latest. The Federal Council’s draft revision pursues three objectives. The first is to consolidate the principle of personal exploitation, for example by the possibility of withdrawing the acquisition permit when the charges are not met. The second objective concerns the improvement of the position of spouses, in particular by granting them a second-rank pre-emption right. Finally, the draft also aims to strengthen the entrepreneurial spirit, for example by increasing the maximum charge.

The Federal Department of Economic Affairs, Education and Research (EAER) set up an external support group to implement motion 22.4253. The cantonal agricultural offices (COSAC), the Swiss Farmers’ Union, the Swiss Farmers’ and Rural Women’s Union, the Young Farmers’ Commission, the Association of Small and Medium-Sized Farmers, the Swiss Association for Mountain Regions, the Swiss Society for Agrarian Law, the Association for the Defence of Rural Property and agricultural trustees were represented. The applicability of the proposed amendments was also checked with the assistance of the competent licensing authorities during the preparation of the consultation documents.

The consultation procedure on amendments to the law runs until 10 January 2025.
