    ​On the occasion of the 61st annual meeting of the offices of the parliaments of French-speaking Switzerland, Bern and Ticino, delegations bringing together around seventy people were received in Neuchâtel on 20 and 21 September 2024 for a reception, visits and a working seminar. The discussions focused in particular on the theme of artificial intelligence and its impact on parliamentary activity.

    As a reminder, the offices constitute the executive committees of the parliaments. Bringing together representatives of the different political groups as well as the functions of presidency and vice-presidency, these bodies ensure the administrative management of the Grand Councils as well as various missions set by law such as the allocation of objects to the committees, the setting of the agenda of the sessions, or the representations.

    Every year, the offices of the Latin cantons meet for two days. This year, it was the turn of the Neuchâtel parliament to host the event. On Friday, September 20, the delegations were received at a friendly reception in the city of Neuchâtel during which Neuchâtel’s heritage and local products were honored. On this occasion, Mr. Jonathan Gretillat, municipal councilor, sent a message on behalf of the municipal authorities. On Saturday, September 21, the participants were received at the Château de Neuchâtel by the President of the Grand Council, Ms. Mary-Claude Fallet, and by the President of the Council of State, Ms. Florence Nater. With the contribution of experts in the field, the parliamentarians discussed the impact of artificial intelligence on parliamentary activity.

    The President of the Grand Council of Neuchâtel noted in her introduction to what extent “parliaments, pillars of democracy, are faced with immense challenges in the face of rapid technological developments”, while exploring existing solutions to assert “their role as regulatory bodies, capable of protecting citizens while promoting positive and democratic innovation”. The way in which AI could facilitate parliamentary work by automating certain administrative tasks, synthesizing information or allowing better promotion of parliamentary debates among citizens was also discussed.

    As in previous editions, this visit allowed for rich and useful exchanges on the practices and realities of cantonal parliaments, in a fine spirit of intercantonal understanding.

    Colombo (Agenzia Fides) — Anura Kumara Dissanayake is the new president of Sri Lanka, as announced yesterday by the Electoral Commission, after the vote on Saturday 21 September.     Kinshasa (Agenzia Fides) – The important interreligious meeting for peace held on September 21 in Bukavu, capital of South Kivu, one of the three provinces in the east of the Democratic Republic of Congo, which have been tormented for decades by violence committed by dozens of armed groups, ended on a note of hope. The meeting was held at the archbishopric of the city and saw the participation of representatives of various religious denominations of the entire ecclesiastical province of Bukavu (Catholics, Kimbanguists, Muslims, Orthodox Christians, revival churches, Anglicans, Protestants, Salvation Army, Union of Independent Churches), as well as those of the diocese of Cyangugu, in Rwanda. The participation of Rwandan representatives is particularly significant and important. The government of Rwanda is accused by the Congolese government of providing support to guerrilla groups operating in the DRC, in particular to the M23, active especially in North Kivu. Kigali, in turn, accuses Kinshasa of tolerating the presence on its territory of the Democratic Forces for the Liberation of Rwanda (FDLR) for decades, considered an emanation of the old Rwandan regime responsible for the genocide of 1994. The effort of dialogue of all religious confessions was praised by the governor of South Kivu, who stressed the importance of collaboration between civil authorities and religious faiths to establish an exemplary system of government. Joining his voice with that of religious leaders, the governor recalled that building peace and good governance requires the involvement of all, beyond political or spiritual differences. During the meeting, the other emergency that this area of the DRC is experiencing, the Mpox epidemic (the so-called “monkeypox”), was also addressed. Dr. Deogratias Cigwerhe, a specialist in the field, provided a detailed anamnesis of the disease, determining its origin, the methods of transmission and the preventive measures to be adopted to limit its spread.     The Commissioner, appointed pursuant to Article 4-bis of Legislative Decree No. 92 of 4 July 2024, converted, with amendments, by Law No. 112 of 8 August 2024, shall be responsible for carrying out the works necessary to address the serious overcrowding situation in penitentiary institutions. He or she will remain in office until 31 December 2025 and may avail himself or herself, in carrying out his or her duties, of a support structure composed of a maximum of five experts.

The Ministry of Internal Affairs, in consultation with the German equivalent of the Ministry of Interior and Administration, has determined that the services of both countries will do everything to ensure that the border controls reintroduced by our neighbors do not cause congestion due to the flood risk. “We worked to ensure that at the moment of the peak wave there were no threats related to, for example, a traffic jam on the border bridge or border control,” said Tomasz Siemoniak. Donald Tusk thanked the Minister of Interior and Administration for efficient operation. “I asked the Minister for European Union Affairs and the Ministry of Internal Affairs and Administration to make the German side aware as quickly as possible that their decision on border control cannot interfere with our flood protection operations. I will want to know whether it has had an effect, whether the movement at the border is faster, so that we can intervene again, if necessary,” the head of government noted. The Prime Minister reminded that Poland is critical of Germany’s decision to restore control at the border. Preparations for major reconstruction In connection with the decision to appoint Marcin Kierwiński as the government plenipotentiary for the reconstruction of flood-affected areas, the Prime Minister announced accelerated actions. “Our ambition should be to turn this dramatic crisis into an opportunity; to make things better in these places than before the flood. Smarter, more modern. I believe we are able to ensure this,” declared the Prime Minister. The head of government announced that a preliminary assessment of actual damage and losses is needed. The moment the first large city – Opole – canceled the flood alarm, you can start thinking more boldly about your next steps. However, sometimes the problem is that the procedure for granting them is too long. “I know it’s difficult, but you have to put so much pressure on the officials that they really put their heart into it. Because if people with a flooded apartment or house found time to come to the office, it means that they really need this money urgently,” the Prime Minister asked local government officials. Officials should keep bureaucracy and procedural requirements to a minimum. Quick action against criminals preying on human tragedies. The Chief Commander of the Police informed during the staff meeting that officers had organized mobile posts to be able to respond more effectively to the needs of citizens. “Thank you very much for this ambitious intention to create mobile police stations in places where necessary, i.e. police officers who are on site – in a car, but in direct and constant contact with residents when necessary” – The Prime Minister commented on this initiative. Information was also provided about quick police interventions against people who, taking advantage of a dramatic situation, commit crimes. “Thank you for the good cooperation of all law enforcement and justice agencies. Although recently there have been days without evacuation of the population, without the use of helicopters for evacuation or other equipment, saving lives is still ongoing. The hospital in Nysa has already achieved full readiness a few days ago and is accepting patients. (…) This shows how important this immediate decision was to create a field hospital, right next to the hospital, which was flooded. In addition, the army is cleaning and drying the hospital in Nysa so that it can be opened as soon as possible. Para bromear a large hospital of significant importance. Now, another line of the barrier against the water is being laid there – informed the deputy prime minister. As the head of the Ministry of National Defense pointed out, soldiers of the Polish Army are helping in many directions. Where the flood wave has passed, the areas need to be cleaned up. The areas approaching the flood wave must be monitored, and where necessary, the flood embankments must be reinforced. We have dispatched more dehumidifiers, which are needed in places affected by the flood. Providing the dehumidifiers is one of the main tasks. Pumps are still needed. Soldiers are directly involved in flood control operations today. Para bromear evacuation, protection of life and health, strengthening the embankments, tidying up the area, clearing communication routes. There is also great cooperation between the army and the Ministry of Infrastructure related to the construction and repair of road and rail connections. Reconstruction also means strengthening the embankments. For example, yesterday, the embankments were reinforced using Police helicopters in Lewin Brzeski – Deputy Prime Minister Kosiniak-Kamysz noted. The Minister of National Defense informed about attempts to extort money on the Internet. So far, over 80 false collections have been identified and blocked by the services appointed for this purpose. The fight against disinformation is also ongoing. There are many collections in cyberspace that are dishonest. We have also engaged in the fight against this those troops related to the protection of cyberspace. The component of the Cyberspace Protection Troops is involved in the process of fighting fraudsters on the Internet. During the team, the Prime Minister appealed to Polish women and men not to cancel the trips they had planned to the south of Poland. “Green schools” The flood that passed through the south of Poland also affected children who now need psychological care and a safe shelter. “Everywhere we are, we see a problem with children, especially where schools and kindergartens are flooded. There are large numbers of them. Parents want to dry, clean up, and hence the idea of ​​the “Green school”” – said the Prime Minister during the team. “Green schools” are free trips for children from flood-affected areas. Safe transport, educational activities, food and psychological care are provided. It is also support for parents who now need to focus on removing the effects of the flood. “The first organized group is leaving today. Here, a big thank you to the city of Sopot, which you can always count on – 60 children are leaving from Kłodzko right now and will be there for two weeks” – Minister of National Education Barbara Nowacka said. She also addressed thanks to ministries, local governments, schools and entrepreneurs who support the organization of trips. “Special thanks to the Ministry of Infrastructure for the quick support from PKP. All children who will go to “Green Schools” will be provided with free travel” – thanked the head of the Ministry of Education. The Ministry of Sport provides places in central sports centers. A couple of facilities with very good infrastructure, where additional sports activities are provided for children. “2.5 thousand children will spend their stay in six central sports centers. This is not just about the needs for urgent cleaning, but in the long run – what will be needed. Schools can support other schools,” Barbara Nowacka noted. The Minister of National Education assured that all children from all primary schools will be provided with the school textbooks they need. Tourism in southern Poland Only some places in southern Poland were flooded. The tourism and catering industry in this region now needs support from tourists. The Ministry of Sport and Tourism is preparing a social campaign so that tourists do not cancel their reservations. “We warmly invite you to take advantage of places that are tourist attractions, but which were not destroyed in the flood. We are waiting for their delivery from European countries that have declared assistance under the population protection mechanisms” – informed the head of government. The Prime Minister announced that a staff meeting will be held in Warsaw, during which the necessary changes to regulations and laws will be prepared. On Tuesday, the Council of Ministers will deal with them.

    Investments in post-flood reconstruction

    Bern, 23.09.2024 – Federal Councillor Beat Jans took part in the meeting of justice ministers of German-speaking countries in Luxembourg on 22 and 23 September 2024. The traditional meeting covered current issues such as the digitalisation of justice, the challenges of juvenile criminal law and experiences with the recognition of a third gender. On this occasion, Federal Councillor Beat Jans emphasised the importance of an efficient and accessible justice system that is in line with societal developments.

    The justice ministers noted that all participating countries are currently working on digitalising their judicial systems in order to improve access to courts, but also to reduce the administrative burden.

    Legislative work is also underway in Switzerland to modernise justice and make it even more efficient. This digital transition will also facilitate access to the courts, in particular through the electronic communication of judicial documents. The digitalisation of justice also represents a societal challenge: not all citizens have the necessary tools to benefit from the advantages of digital technology. Justice must therefore remain accessible through ordinary channels for these people.

    Juvenile criminal law and youth protection were also on the agenda for discussion. Swiss juvenile criminal law is an example of effectiveness: in Switzerland, the adult recidivism rate of previously convicted minors is 31%, a relatively low figure in international comparison. Discussions also focused on guardianship law, more specifically in connection with the implementation of the Convention on the Rights of Persons with Disabilities. One of the issues to be resolved in the context of the work currently underway in Switzerland concerns the repeal of general guardianship.

    The justice ministers also discussed the recognition of a third gender. Germany and Austria have already adopted regulations to this effect. In Switzerland, various measures are being considered to improve the situation of non-binary people. A reform in force since 2022 also allows transgender people to change their gender indication in the civil status register simply and free of charge.

    The traditional meeting of German-speaking justice ministers took place this year in Luxembourg at the invitation of Luxembourg’s Minister of Justice Elisabeth Margue. In the 6th century, the king of Himyar (in present-day Yemen), Dhu Nuwas, began a systematic persecution of Christians in southern Arabia, burning churches, forcing people to convert and putting to death those who refused to renounce their faith in Christ. Priests, deacons, nuns and entire families – men, women and children – were burned alive. According to tradition, the relics of Saint Aretas and her fellow martyrs of Najran were deposited in a cube-shaped shrine which became a popular pilgrimage center for Arab Christians during late antiquity. The sanctuary was destroyed in the 7th century when Christians were expelled from southern Arabia. The relics of Saint Aretas eventually found their way to Mount Athos in Greece. Their return to the Arabian Peninsula after almost fourteen centuries was experienced as an extraordinary blessing for the current Christian communities in the Gulf. On 29 August 2023, Pope Francis issued the Decree announcing the Jubilee of Saint Aretas and Companions in the Arabian Peninsula. The Decree granted a Plenary Indulgence to the faithful who at any time undertake a pilgrimage to the Cathedral of Our Lady of Arabia in Awali, Bahrain, to the Cathedral of St. Joseph in Abu Dhabi, United Arab Emirates, or to the Parish of St. Areta.For the end of the Jubilee, Bishop Martinelli also wrote the Pastoral Letter “Gioia e Giubileo” (“Joy and Jubilee”) published yesterday, Sunday 22 September. In the Letter, the Apostolic Vicar of southern Arabia retraces the Jubilee Year of Saint Aretas, describing the spiritual fruits she brought to the Vicariate, and invites prayer following Pope Francis’ appeal in view of the Jubilee 2025. In the Letter , Bishop Paul announces that the feast of Saint Aretas will now be celebrated every year on October 24, to ask that the memory of the Arab martyrs continue to inspire and accompany the path of the Catholic communities vitally present in the Arabian Peninsula. «They are a deep root of the tree in which we find ourselves today. We are called to inhabit this land with faith.” After having celebrated the holy martyrs of Arabia for an entire year, now “It is easier to recognize that «being Christian in the Gulf means belonging to this Church of the Gulf. We are not just faithful from different churches: here we all form the Catholic Church of Arabia together”, writes the Bishop. Looking to the next Jubilee 2025, the Bishop invites everyone “to prepare well for the Holy Year 2025 by entering into the spirit of prayer” , and summarizes the gestures and practices that unite prayer, the Sacraments and the reading of the Word in the spiritual life of the people of God. A summary in which he refers to the Our Father prayer, the Liturgy of the Hours, personal prayer, the Rosary, Eucharistic Adoration. The Jubilee has reunited the entire Church of the Arabian Peninsula at its ancient sources. “Individuals, families, groups, young people, associations and movements, children and elderly: they all came to celebrate the victory of these holy martyrs of Arabia through their pilgrimage to the Holy Door” – During the Jubilee year, every parish in the Emirates United Arab Emirates and the Sultanate of Oman had the opportunity to host the relics of Saint Aretas. They agreed on the importance of defining a path towards lasting peace between Israelis and Palestinians, and recalled the importance of upholding international humanitarian law, ensuring that humanitarian assistance reaches conflict-affected areas and protecting civilians.

    Prime Minister Trudeau and Secretary-General Guterres discussed the situation in Haiti and agreed on the need for continued and sustained support to the transitional government and the United Nations-authorized Multinational Security Support Mission.

    Prime Minister Trudeau underscored Canada’s unwavering support for Ukraine and our commitment to working with our international partners to mitigate the global impact of Russia’s illegal and unjustifiable invasion.

    Secretary-General Guterres thanked Prime Minister Trudeau for Canada’s continued support for the United Nations. The two leaders agreed to stay in touch and continue working together, including in advance of Canada’s G7 presidency next year.

    At the meeting, Minister Ng and ASEAN partners discussed the trade and economic cooperation that has grown since the launch of the Canada-ASEAN Strategic Partnership a year ago, including advancing initiatives under Canada’s Indo-Pacific Strategy in key areas such as inclusive trade, digital trade, agriculture and agri-food, and sustainability.

    The Minister also welcomed the participation of the Canada-ASEAN Business Council in the consultations and acknowledged its support for Canada’s commitment to creating new opportunities for Canadian businesses and investors.

    On the sidelines of the consultations, Minister Ng also met with several international partners to advance discussions on trade priorities of mutual interest.

    Heart disease and stroke are associated with unique symptoms and risk factors in women that are understudied and poorly understood. This is a significant gap, which is why the government is investing new funding in women’s heart and brain health to ensure women have access to the quality care they need.

    Today, the Honourable Mark Holland, Minister of Health, announced a $10 million investment from the Government of Canada and its partners, the Heart and Stroke Foundation of Canada and Brain Canada, to establish two national research networks in women’s heart and brain health.

    One network will be led by Dr. Rohan D’Souza of McMaster University, whose team will foster collaboration across Canada to reduce death and serious illness associated with heart conditions during and between pregnancies, and the other by Dr. Amy Yu of Sunnybrook Research Institute, whose team will work to improve stroke assessment, diagnosis and outcomes for women across the country.

    Each network will receive $5 million over five years to elucidate risk factors for heart and brain disorders in women and improve the diagnosis and treatment of conditions that affect women more than men or that are understudied.

    This type of research is essential because some risk factors associated with brain and heart disorders in women are poorly understood, not only by women themselves, but also by health professionals and the general population. Risk factors that deserve further study include those related to the use of oral contraceptives, gestational diabetes, pregnancy-related disorders, preterm birth, premature menopause, hormone replacement therapy and polycystic ovary syndrome.

    There is a persistent lack of knowledge and understanding regarding the heart and brain health of women, transgender, non-binary, intersex, two-spirited and gender-marginalized people, as most research has traditionally focused on the heart and brain of men.

    “Women’s health” is an evolving concept that broadly considers the multidimensional aspects of sex and gender.     Did you know that every year, thousands of Canadians are diagnosed with a concussion, making it the most common form of brain trauma?

    Furthermore, many concussions will never be detected or diagnosed, leaving Canadians exposed to their long-term effects. These injuries include impacts to the head, neck, face or body, and have both short- and long-term effects on brain health. We must do everything we can to prevent these injuries and ensure that sports, recreational and physical activities are as safe and welcoming as possible.

    The Government of Canada has made safety in sport a top priority. We have partnered with Parachute Canada to update the Canadian Guidelines on Concussions in Sport and to create awareness, prevention and detection tools. These resources will help reduce absences from school, play and work for those who have suffered a concussion.

    In addition, all national sport organizations receiving federal funding are required to have a concussion policy in place to receive their funding. The Government of Canada will continue to work with its partners, including provinces and territories, to further advance our efforts in concussion prevention and management.

    The Government of Canada also funds leading-edge concussion research through the Canadian Institutes of Health Research (CIHR). In the last 2 years alone, CIHR has funded 30 studies on concussions and post-concussion syndrome. This research helps us improve how we diagnose and treat concussions, particularly in young athletes, and informs national and international concussion protocols.

    During Concussion Awareness Week, let’s learn the facts, discover available resources, and work to make sport experiences safer for everyone in Canada.

    For this first research network in Canada officially dedicated to the study of stroke in women, the team has designed a research program aimed at understanding why women are more likely than men to live with the consequences of stroke and why they are affected differently. Answering these questions is critical to determining the most effective treatments and therapies to help women recover and regain function after stroke. Five hospitals in four provinces will participate in the studies, which will focus on the following objectives:

    To determine whether women and men with suspected mild stroke receive the same tests and treatments, and whether they have the same long-term risk of having a more severe stroke. To assess whether women and men hospitalized for stroke recover differently across all aspects of health, including quality of life, mental health, sleep quality, memory, and isolation. To examine whether care and outcomes for First Nations patients hospitalized for stroke differ between women and men. To analyze whether men and women have different access to and use of rehabilitation services, whether they are required to pay for treatment themselves, and whether they have the same ability to return to work. To test strategies to improve the representation of women in stroke research.

    Heart disease is a leading cause of death and serious illness among pregnant women in most countries. At least 50% of these deaths and illnesses are preventable. Dr. D’Souza’s team will build a broad network of clinicians, researchers, social scientists, economists and people with lived experience from across Canada to focus on reducing death and serious illness from heart disease during and after pregnancy. Their goals are to:

    Review all serious cardiovascular events related to pregnancy in Canada by collecting and sharing data, with care and respect, to determine how to better prevent deaths in the future. Assess women with heart problems after pregnancy to ensure they recover fully and avoid future complications as much as possible.
