  • MIL-OSI USA: A Fond Farewell: NASA’s C-130 Begins New Mission in California

    NASA’s C-130 Hercules, fondly known as the Herc, went wheels up at 9:45 a.m., Friday, April 18, as it departed from its decade-long home at NASA’s Wallops Flight Facility in Virginia, for the final time. The aircraft is embarking on a new adventure to serve and protect in the state of California where it is now under the ownership of the California Department of Forestry and Fire Protection (CAL FIRE). 
    The transition of the C-130 to CAL FIRE is part of a long-running, NASA-wide aircraft enterprise-management activity to consolidate the aircraft fleet and achieve greater operational efficiencies while reducing the agency’s infrastructure footprint. 

    “Our C-130 and the team behind it has served with great distinction over the past decade,” said David L. Pierce, Wallops Flight Facility director. “While our time with this amazing airframe has come to a close, I’m happy to see it continue serving the nation in this new capacity with CAL FIRE.”  
    The research and cargo aircraft, built in 1986, was acquired by NASA in 2015. Over the past decade, the C-130 supported the agency’s airborne scientific research, provided logistics support and movement of agency cargo, and supported technology demonstration missions. The aircraft logged approximately 1,820 flight hours in support of missions across the world during its time with the agency. 
    Additional aircraft housed at NASA Wallops will be relocated to NASA’s Langley Research Center in Hampton, Virginia, in the coming months.

  • MIL-OSI USA: NASA Glenn to Test Air Quality Monitors Aboard Space Station

    As NASA prepares to return to the Moon, studying astronaut health and safety is a top priority. Scientists monitor and analyze every part of the International Space Station crew’s daily life—down to the air they breathe. These studies are helping NASA prepare for long-term human exploration of the Moon and, eventually, Mars.
    As part of this effort, NASA’s Glenn Research Center in Cleveland is sending three air quality monitors to the space station to test them for potential future use on the Moon. The monitors are slated to launch on Monday, April 21, aboard the 32nd SpaceX commercial resupply services mission for NASA.
    Like our homes here on Earth, the space station gets dusty from skin flakes, clothing fibers, and personal care products like deodorant. Because the station operates in microgravity, particles do not have an opportunity to settle and instead remain floating in the air. Filters aboard the orbiting laboratory collect these particles to ensure the air remains safe and breathable.
    Astronauts will face another air quality risk when they work and live on the Moon—lunar dust.
    “From Apollo, we know lunar dust can cause irritation when breathed into the lungs,” said Claire Fortenberry, principal investigator, Exploration Aerosol Monitors project, NASA Glenn. “Earth has weather to naturally smooth dust particles down, but there is no atmosphere on the Moon, so lunar dust particles are sharper and craggier than Earth dust. Lunar dust could potentially impact crew health and damage hardware.”
    Future space stations and lunar habitats will need monitors capable of measuring lunar dust to ensure air filtration systems are functioning properly. Fortenberry and her team selected commercially available monitors for flight and ground demonstration to evaluate their performance in a spacecraft environment, with the goal of providing a dust monitor for future exploration systems.

    Glenn is sending three commercial monitors to the space station to test onboard air quality for seven months. All three monitors are small: no bigger than a shoe box. Each one measures a specific property that provides a snapshot of the air quality aboard the station. Researchers will analyze the monitors based on weight, functionality, and ability to accurately measure and identify small concentrations of particles in the air.
    The research team will receive data from the space station every two weeks. While those monitors are orbiting Earth, Fortenberry will have three matching monitors at Glenn. Engineers will compare functionality and results from the monitors used in space to those on the ground to verify they are working as expected in microgravity. Additional ground testing will involve dust simulants and smoke.
    Air quality monitors like the ones NASA is testing also have Earth-based applications. The monitors are used to investigate smoke plumes from wildfires, haze from urban pollution, indoor pollution from activities like cooking and cleaning, and how virus-containing droplets spread within an enclosed space.
    Results from the investigation will help NASA evaluate which monitors could accompany astronauts to the Moon and eventually Mars. NASA will allow the manufacturers to review results and ensure the monitors work as efficiently and effectively as possible. Testing aboard the space station could help companies investigate pollution problems here on Earth and pave the way for future missions to the Red Planet.

    “Going to the Moon gives us a chance to monitor for planetary dust and the lunar environment,” Fortenberry said. “We can then apply what we learn from lunar exploration to predict how humans can safely explore Mars.”
    NASA commercial resupply missions to the International Space Station deliver scientific investigations in the areas of biology and biotechnology, Earth and space science, physical sciences, and technology development and demonstrations. Cargo resupply from U.S. companies ensures a national capability to deliver scientific research to the space station, significantly increasing NASA’s ability to conduct new investigations aboard humanity’s laboratory in space.

  • MIL-OSI USA: Kansas City Resident Arrested and Charged in Connection with Tesla Arson

    A Kansas City resident, attending college in Boston, was arrested and made his initial court appearance today in U.S. District Court in Massachusetts, to face federal charges related to an arson at a Tesla business in Kansas City, Missouri.

    According to the criminal complaint, filed in the Western District of Missouri and unsealed today, Owen McIntire, 19, is charged with one count of unlawful possession of an unregistered destructive device and one count of malicious damage by fire of any property used in interstate commerce.

    “Let me be extremely clear to anyone who still wants to firebomb a Tesla property: you will not evade us,” said Attorney General Pamela Bondi. “You will be arrested. You will be prosecuted. You will spend decades behind bars. It is not worth it.”

    “Crimes have consequences. The people behind these violent and dangerous attacks on private property will face decades in prison — we will not make deals and we will not negotiate,” said Deputy Attorney General Todd Blanche. 

    “This is the second arrest this week of a suspect charged with targeting Tesla, more proof that the FBI will not stand for these destructive acts,” said FBI Director Kash Patel. “These actions are dangerous, they are illegal, and we are going to arrest those responsible. We will work with our partners at the Department of Justice to hold accountable anyone who commits such crimes. I commend our FBI teams in Kansas City and Boston for their work.”

    “ATF’s Special Agents and forensic experts recovered and analyzed key evidence—including Molotov cocktails—used in this deliberate and dangerous arson attack,” said Acting Director Dan Driscoll of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF). “This wasn’t vandalism — it was a violent criminal act. Thanks to the relentless work of ATF special agents, and our close coordination with the FBI and local law enforcement, we now have a suspect in custody. I am committed to ensuring ATF continues to stand on the front lines of public safety. ATF will not tolerate those who incite political violence in our communities.”

    According to an affidavit filed in support of the federal criminal complaint, on Thursday, March 17, at approximately 11:16 p.m., an officer with the Kansas City, Missouri, Police Department (KCMOPD) in the vicinity of the Kansas City (KC) Tesla Center observed smoke coming from a grey Cybertruck parked in the KC Tesla Center parking lot. The officer also observed an unbroken suspected incendiary device near the burning Cybertruck. KCMOPD recovered the unbroken incendiary device, also known as a Molotov cocktail. The fire spread from the Cybertruck to a second Cybertruck in the lot. The Kansas City Fire Department responded to the scene to extinguish the fire.

    The Cybertrucks had sale prices of $105,485 and $107,485. Additionally, two charging stations were damaged by the fire, each of which is valued at approximately $550.

    Assistant U.S. Attorneys Sean Foley and Trey Alford for the Western District of Missouri and Trial Attorney Patrick Cashman of the National Security Division’s Counterterrorism Section are prosecuting the case.

    The FBI Kansas City and Boston Field Offices, the Bureau of Alcohol, Tobacco, Firearms and Explosives, and the Kansas City, Missouri, Police Department are investigating the case.

    A criminal complaint is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    SILVER CITY, NM –Today, U.S. Representative Gabe Vasquez (NM-02) joined members of the Wild Gila River Coalition in Silver City to celebrate the re-introduction of the M.H. Dutch Salmon Greater Gila Wild and Scenic River Act—a major milestone in the ongoing effort to permanently protect New Mexico’s last free-flowing river and the communities that depend on it. The legislation is led by U.S. Senator Martin Heinrich (D-N.M.) in the Senate.

    “The Gila River is a symbol of everything we love about New Mexico—wild, beautiful, and full of life,” said Vasquez. “This legislation is about protecting that legacy for future generations, and I’m proud to stand alongside so many New Mexicans who have fought for years to make this legislation possible.”

    The bill would designate approximately 450 miles of the Gila and San Francisco Rivers and their tributaries as Wild and Scenic. This would ensure that the rivers remain free-flowing while maintaining public access and existing water and land uses. U.S. Senator Ben Ray Luján and U.S. Reps. Stansbury and Leger Fernandez are original cosponsors of the legislation.

    Rep. Vasquez gathered with local conservationists, business owners, and outdoor advocates at a community celebration to recognize the grassroots momentum behind the bill. The event was organized in partnership with the Wild Gila River Coalition, a broad alliance of stakeholders working to protect the ecological, cultural, and economic values of the watershed.

    The Gila Wild and Scenic River Act is endorsed by the Wild Gila River Coalition, which includes Gila Resources Information Project (GRIP), Heart of the Gila, Upper Gila Watershed Association, New Mexico Wild, American Rivers, Center for Biological Diversity, Conservation Lands Foundation, the Wilderness Society, the New Mexico Wildlife Federation, the Pew Charitable Trusts, Trout Unlimited, and American Whitewater.

    “The Gila Wild and Scenic designation will pay tribute to our rich natural heritage and boost Grant County’s outdoor recreation economy,” said Grant County Commissioner Nancy Stephens.

    “The free-flowing Gila River is the true cornerstone of the Gila Wilderness Area.  This river remaining free-flowing state, in perpetuity, greatly benefits outdoor recreation-centric businesses like ours in the present, and into the future.  We strongly support a Wild and Scenic Designation for the Gila River,” said Eric Payne, co-owner of Gila Hike & Bike in Silver City. 

    “Wild and Scenic for the Gila River is one of the most important pieces of legislation for my lifetime,” said Brett Myric, a 5th-generation New Mexican who served in Seal Team 5. He continued, “I will go to my grave with a smile on my face knowing the Gila River is protected this way in perpetuity.”

    “A Wild and Scenic designation is important to our area’s preservation. The Gila River is to be left alone. Keeping it for the next generation is important. Not only is recreation one aspect, but is habitat and healing waters for those in need,” said Frances Gonzales, Bayard City Councilor. She added that, “as Steve Erwin once said, ‘If we save our wild places, we will ultimately save ourselves.’”

    “As a 43-year resident of Glenwood, New Mexico, I know that the incredible natural beauty that surrounds us here is what makes this area so unique. Wild, free-flowing rivers are a part of that. Protecting these rivers for future generations is one of the best things we can do for this special place,” said Beth Menzcer, a Catron County resident. 

    “After 45 years of living on the western slope of the Gila Mountains, I have experienced a connection with and concern for our water and air factory reliant on the 5 vegetative zones and natural flowing tributaries,” said Stanley King, Owner Operator at Silver Creek Inn in Mogollon, NM. “Because of the unique Southwest location of this watershed, the fragile environment, and endangered residents, our obligation is to protect this ecosystem from human interference.” 

    “The Gila River has been an inspiration to me and has taught me many things about the heritage and history of New Mexico. Keeping the Gila untamed is important in the conservation of such history,” said Anthony Canari, student at WNMU in Silver City

    “As a student attending WNMU from Oregon, I am all too aware of dams and the harm they can cause,” said WNMU student Aidin Wilson. “That’s why I see protecting the Gila River with great importance. Let’s keep rivers free.”

    “Thanks to the vision and bipartisan leadership of Rep. Vasquez, the Gila is closer than ever to getting the protection it deserves,” said Ángel Peña, Executive Director of the Nuestra Tierra Conservation Project. “The Gila River serves as the lifeblood of our region, sustaining wildlife, recreation, and local economies.     • The proposal has been shaped by more than a decade of local stakeholder input and enjoys widespread support across Grant, Catron, and Hidalgo counties.
    • Designation is expected to boost outdoor recreation and tourism, a key part of the region’s economy.

  • MIL-OSI United Kingdom: Family Drug and Alcohol Court launches in Liverpool

    Yesterday, Liverpool City Council officially launched the city’s Family Drug and Alcohol Court (FDAC).

    Liverpool now joins other areas of the country in implementing an FDAC, which is an alternative family court for care proceedings that takes a problem-solving approach to supporting parents who are dealing with substance misuse and also domestic violence.

    The FDAC service, which is independent of the council, is supported by a team that has a wealth of experience in substance use, mental health, domestic abuse and child protection, ensuring holisitic assistance to families that are under specialist care.

    FDAC’s implementation in Liverpool has been driven by His Honour Judge Steven Parker, the Designated Family Judge for Cheshire and Merseyside.

    HHJ Parker spoke at the official launch event at Liverpool Town Hall which was also attended by:

    • Cllr Liz Parsons, Cabinet member for Children’s Social Services
    • Jenny Turnross, director of Children and Young People’s Services for Liverpool City Council
    • Lord Frederick Ponsonby of Shulbrede, Parliamentary Under-Secretary of State in the Ministry of Justice
    • Sir Andrew McFarlane, President of the Family Division of the High Court
    • Lord Justice Peter Jackson, Judicial Lead on FDAC
    • Mrs Justice Gwynneth Knowles, Family Presiding Judge for the Northern Circuit.

    FDACs were first introduced 18 years ago and national research has shown their effectiveness in keeping families together. Over half of children, 52 per cent, are reunited with a primary carers who are involved in FDAC proceedings compared to 12.5 per cent on non-FDAC cases.

    In 2024, 1,030 families were part of proceedings in Liverpool’s family court with a quarter of them supported by Liverpool City Council.

    Cllr Liz Parsons said: “That we have launched an approach that can address the underlying causes of families at risk and we are providing opportunities to support families to stay together fills me with hope. Hope that together we can change outcomes for children and families where substance misuse is a significant factor.

    “Thank you to His Honour Judge Parker, for many years he’s had the idea to bring the FDAC to the city; his tenacity is to be applauded. And thank you to our director of children’s services Jenny Turnross for choosing Liverpool and joining us on this journey where we have a chance to do things differently. Collectively they are absolutely driving change and we need that to happen for families and children.”

    His Honour Judge Steven Parker, the Designated Family Judge for Cheshire and Merseyside, said: “I love this city and its people and I want good things for it and the launch of Liverpool’s FDAC represents just that. It represents a major achievement for the family justice system in this city and the realisation of a personal ambition as the designated family judge.”

    He added: “We can achieve great things with FDAC here in Liverpool. I have every confidence that the FDAC team will provide outstanding work for the city’s families.”

    Rt. Hon Lord Peter Jackson, the national lead judge for FDAC, said: “I cannot say how pleased I am that FDAC has arrived in Liverpool.   • MIL-OSI United Kingdom: Residents give green light to proposed new cycle lanes on Vauxhall Road

    A public consultation has revealed public support for a new cycle lane on Vauxhall Road, north of Liverpool City Centre.

    Liverpool City Council asked the public for their feedback on the proposed continuous, one-way cycle path on both sides of Vauxhall Road and Commercial Road.

    The proposal is key to the city region’s Active Travel programme and will separate pedestrians, cyclists and motorised traffic from each other using kerbs for most of the route.

    New controlled crossings are also proposed at signalised junctions, with new pedestrian and cycle crossings at various points on the route.

    Residents who replied to the public consultation were in favour of the proposed scheme.

    Responses were received via the online survey, at the in-person events or by direct email to Liverpool City Council. A total of 81% of respondents agreed or strongly agreed that the scheme should be progressed.

    Consultees were asked their views on two potential improvements for the Commercial Road/Sandhills Lane/Lambeth Road junction.

    Most respondents (53%) indicated their preference for the option that realigns Sandhills Lane and Lambeth Road to create an improved junction for pedestrians, cyclists and all motorised traffic.

    Highlights of the Council’s active travel programme since 2020 include the installation of seven active travel routes, an upgraded Liverpool Loop Line corridor, a new learning to ride facility in Everton Park, and the recent adoption of a new Local Cycling and Walking Infrastructure Plan (LCWIP).

    The LCWIP has generated a list of 13 strategic cycling routes and 30 primary routes, for which six have been prioritised as short-term and 11 medium-term.

    For walking, the decade-long strategy has also identified 36 core walking zones, with 15 identified as short-term priorities and 11 identified as medium term. The LCWIP is part of the city’s Transport Plan which aims to address the fact that almost two thirds of all journeys in the city are car journeys. This generates almost half a million tonnes of CO₂ emissions each year and is a core plank of the Council’s ambitions to achieve Net Zero.

    Rep. Levin & Senator Padilla discuss importance of protecting essential VA benefits

    San Diego, CA — Today, U.S. Representative Mike Levin (D-Calif.-49) and U.S. Senator Alex Padilla (D-Calif.) hosted a roundtable in San Diego alongside veterans, Department of Veterans Affairs (VA) service providers, and regional stakeholders to highlight the importance of protecting veterans’ benefits and discuss concerns regarding the Trump Administration’s plan for mass cuts to the VA workforce. The Administration is planning to cut more than 80,000 VA jobs, threatening access to the health care, housing services, educational opportunities, and other essential benefits veterans deserve.

    The demand for VA services is high. The VA delivered a record number of health care appointments and benefits in 2024, including over 127 million appointments. Nearly 800,000 veterans have enrolled in VA health care since the Honoring our Promise to Address Comprehensive Toxics (PACT) Act was signed into law in 2022, expanding VA benefits to those exposed to toxic substances. Padilla promised to continue fighting to defend these essential PACT Act benefits for the hundreds of thousands of now VA-eligible veterans.

    Padilla also highlighted his bipartisan legislation introduced last week, the Housing Unhoused Disabled Veterans Act, to ensure veterans experiencing homelessness and receiving disability payments maintain access to crucial housing support. California has the most veterans in the nation and was home to 28 percent of all veterans experiencing homelessness in the United States last year, according to the Department of Housing and Urban Development’s January 2024 point-in-time count. There are 9,300 homeless veterans across the state, including 865 homeless veterans in San Diego, according to the same count.

    “When Americans enlist, they swear an oath to defend our nation. And in return, we owe it to them to thank them for their sacrifice and take care of them after their service. Is this Elon’s way of saying thank you? With every day that goes by, more and more veterans are at risk of being fired,” said Representative Levin. “I won’t stand for it, and I will fight to ensure it won’t happen anymore. This constant chaos is eroding the public trust and is testing the limits of the American public’s patience. I want to be clear: I support efficiency as much as anyone and I don’t support bureaucracy for bureaucracy’s sake. But what Trump and Musk are doing is not making government work better, and on top of that it is unconstitutional. While the Trump Administration is hell-bent on cutting critical programs for our veterans, Senator Padilla and I are committed to serving them.”

    “Veterans who have dedicated their lives to support our nation deserve our complete, enduring support, but they are facing serious threats as the Trump Administration proposes sweeping cuts to the VA workforce,” said Senator Padilla. “Our veterans earned their benefits through their service in uniform — and it’s offensive that they could now be on the chopping block.     WASHINGTON – U.S. Representative Juan Vargas (D-CA) joined over 70 Democratic lawmakers in demanding that Elon Musk exit from his position in the Trump Administration by May 30th, warning that by law he can only serve in his role as a special government employee for 130 days. 

    “Considering the repeated violations of the law by Musk and your administration, we demand an immediate public statement from your administration making clear that Musk will resign and surrender all decision making authority, as required by law, by May 30th,” the lawmakers wrote in a letter to President Donald Trump. 

    “In his short time in government, Elon Musk has done enormous harm to working Americans. Musk’s reckless destruction of government agencies has led to everything from seniors having challenges accessing Social Security to veterans losing access to care at VA hospitals,” the lawmakers continued. “While millions of Americans are suffering, Musk is continuing to enrich himself and break ethics laws.”

Recently, your administration changed the rules of a broadband program to give even more money to one of Musk’s companies.

    Musk held a car show on the lawn of the White House, where he illegally promoted his company’s vehicles. Musk paid Wisconsin voters to support his preferred candidate in the state supreme court race.     The Government has introduced key policy measures aimed at strengthening the allocation framework for domestic natural gas, in alignment with its vision of promoting cleaner energy access, enhancing urban air quality, and bolstering domestic energy security.

    With a focus on ensuring the sustained availability and affordability of natural gas for key public-facing segments—Compressed Natural Gas (CNG) used in transport and Piped Natural Gas (PNG) used in domestic households for cooking—the Ministry of Petroleum and Natural Gas (MoPNG) has introduced the following important enhancements to the Domestic Gas Allocation Policy:

    1. Advance Quarterly Allocation:

    • From Q1 FY 2025-26, domestic natural gas allocations for CNG (T) and PNG (D) segments will be done on a two-quarter advance basis.
    • Allocation will also now include New Well Gas (NWG) from nomination fields of ONGC and OIL.
    • Estimations by GAIL and ONGC will help ensure supply visibility to CGD entities in advance, enhancing planning and delivery efficiency.

    2. NWG Allocation on Pro-Rata Basis:

    • Auction-based allocation for NWG has been replaced with a quarterly pro-rata allocation to ensure timely and reliable supply.
    • GAIL will allocate NWG to CGD entities in proportion to their requirements, in accordance with prevailing MoPNG guidelines.

    3. Allocation Ratios maintained:

    • Despite increasing demand in the CGD sector, allocation ratios of domestic gas have broadly been maintained:
      • Q3 2024–25: 54.68% of projected demand allocated
      • Q1 2025–26: 55.68% allocation
      • Q2 2025–26 (Projected): 54.74% allocation
    • Broad trajectory in domestic gas allocation reflects the Government’s commitment to prioritize public-facing segments like transport and domestic cooking.

    4. Pricing Linked to Indian Crude Basket:

    • As both APM gas and New Well Gas prices are linked to Indian Crude Basket prices, calculated monthly, with the recent decline in crude prices, this allocation of domestic gas would make natural gas more affordable for CNG (T) and PNG (D) consumers.

    These strategic measures by the Government will lead to enhanced ability of CGD entities to forecast demand and manage supply efficiently, improved supply predictability and better affordability for CGD companies due to crude-linked pricing. These measures will ensure a stable, affordable, and transparent domestic gas supply system for the critical transport and domestic segments under the CGD network, benefitting millions of urban and semi-urban consumers across India.

     At the 15th meeting of BRICS Agriculture Ministers, India reaffirmed its commitment to inclusive, equitable, and sustainable agriculture. Union Agriculture Minister Shri Shivraj Singh Chouhan emphasized the need to place the welfare of small and marginal farmers at the centre of global agricultural strategies and clarified that agriculture, for India, is not merely an economic activity, but a source of livelihood, food, and dignity for millions of families. He underscored that global food security and rural development goals would remain incomplete unless small farmers are protected and empowered.

    Union Minister Shri Shivraj Singh Chouhan highlighted that the world’s 510 million smallholder farmers are the backbone of the global food system and are also the most vulnerable in the face of climate change, price volatility, and resource scarcity. Shri Chouhan stated that we cannot leave smallholders to fight these challenges alone; they need our policy support. He presented cluster-based farming, Farmer Producer Organizations (FPOs), cooperative models, and natural farming as effective approaches for the collective empowerment of small farmers and improving their market access.

    The meeting underlined the need to make agricultural trade fair, control global price volatility, and ensure remunerative prices for small farmers. He reiterated the importance of public food stockholding systems, minimum support prices (MSP), and value chains that connect smallholders directly to consumers. Shri Chouhan cited India’s food storage and distribution capacity during the COVID-19 crisis as a case in point, through which free rations were distributed to over 800 million people.

    Shri Shivraj Singh Chouhan shared its technological initiatives – Digital Agriculture Mission, AgriStack, drone technology, and Climate-Resilient Villages – and explained how these innovations have significantly improved service delivery, transparency and farmer incomes. Union  Minister also mentioned initiatives like Lakhpati Didi and Drone Didi as examples of India’s commitment to the social and economic empowerment of rural women, stating, “For India, empowering women socially, economically, and politically is a mission.”

    During the meeting, He called for deeper collaboration to combat climate change by sharing its key programs – National Mission for Sustainable Agriculture (NMSA), National Innovations on Climate Resilient Agriculture (NICRA), Waste to Wealth, Circular Economy, bio-fertilizers, and traditional farming practices. In this context, the BRICS Agriculture Ministers launched the “BRICS Land Restoration Partnership” to address land degradation, desertification, and soil fertility loss. He supported this initiative, highlighting that it would benefit small farmers, tribal communities, and local cultivators through the convergence of traditional knowledge and scientific innovation.

    In the Joint Declaration, BRICS nations collectively reiterated their resolve to make the global agri-food system fair, inclusive, innovative, and sustainable. The declaration emphasized commitments to food security, climate adaptation, empowerment of women and youth, sustainable fisheries and livestock development, soil and land restoration, digital agriculture certification, and promotion of financial and trade mechanisms for the agricultural economies of the Global South. The formal announcement of the BRICS Land Restoration Partnership further reinforced the group’s collective commitment to halting land degradation and desertification.

    Union Minister Shri Shivraj Singh Chouhan also invited BRICS nations to participate in World Food India 2025 and the World Audio-Visual Entertainment Summit 2025, positioning these platforms as avenues for innovation, partnership, and global collaboration. Concluding his address with India’s ancient Vedic values, the Shri Chouhan offered a universal benediction; May all be happy, may all be healthy, may there be welfare and well-being for all. This vision reflects not only India’s national priorities but also its leadership role on the international stage.

    The Department of Empowerment of Persons with Disabilities (DEPwD), Union Ministry of Social Justice and Empowerment, organised various awareness programmes on the World Haemophilia Day, through its National Institutes and Composite Regional Centres (CRCs) across the country.

    The day is observed annually on April 17 as a global healthcare initiative to create awareness on bleeding disorders. It aims to promote better control and prevention of haemophilia, through collaboration with local policymakers, as well as to ensure improved treatment and care for those affected.

    The theme for World Haemophilia Day 2025 was, ‘Access for All: Women and Girls Bleed Too’. It highlights the need for better diagnosis and treatment for women and girls with bleeding disorders and aims to ensure equal access to care for the female population.

    On 17th April 2025, the Swami Vivekananda National Institute of Rehabilitation Training and Research (SVNIRTAR), Cuttack, organized a special programme to raise awareness among healthcare professionals, students, and the general public on this crucial health issue. Experts discussed haemophilia-related information, prevention, and diagnosis.

     

     

    The National Institute for Locomotor Disabilities (NILD), Kolkata, organized an awareness programme and webinar. The institute’s Rehabilitation Nursing Department conducted a health talk on the symptoms and prevention of haemophilia. Professionals in the field highlighted the importance of this day. Approximately 130 Divyangjan/patients and their caregivers participated in the event.

     

     

    The National Institute of Mental Health Rehabilitation (NIMHR), located in Sehore, Madhya Pradesh, celebrated the day with a series of impactful educational, cultural, and community-based events aimed at increasing awareness about the disorder.

     

    The Composite Regional Centre (CRC), Nellore, conducted awareness sessions for nursing college students about bleeding disorders and also organized a blood donation camp in collaboration with the Indian Red Cross Society. Around 150 participants, including CRC staff, D.Ed trainees, and parents of Divyangjan, took part in the event.

     

     

    CRC Tripura conducted an awareness programme where institute officials and experts shared detailed information about haemophilia. CRC Rajnandgaon organized a blood donation camp, while the regional center of NIEPID, Navi Mumbai, hosted a webinar on the topic ‘Haemophilia: Care and Rehabilitation’.

     

     

    CRC Davangere, CRC Jaipur, and several other National Institutes and CRCs under the DEPwD also conducted a series of awareness programmes to mark the occasion.

    A Kansas City resident, attending college in Boston, was arrested and made his initial court appearance today in U.S. District Court in Massachusetts, to face federal charges related to an arson at a Tesla business in Kansas City, Missouri.

    According to the criminal complaint, filed in the Western District of Missouri and unsealed today, Owen McIntire, 19, is charged with one count of unlawful possession of an unregistered destructive device and one count of malicious damage by fire of any property used in interstate commerce.

    “Let me be extremely clear to anyone who still wants to firebomb a Tesla property: you will not evade us,” said Attorney General Pamela Bondi. “You will be arrested. You will be prosecuted. You will spend decades behind bars. It is not worth it.”

    “Crimes have consequences. The people behind these violent and dangerous attacks on private property will face decades in prison — we will not make deals and we will not negotiate,” said Deputy Attorney General Todd Blanche. 

    “This is the second arrest this week of a suspect charged with targeting Tesla, more proof that the FBI will not stand for these destructive acts,” said FBI Director Kash Patel. “These actions are dangerous, they are illegal, and we are going to arrest those responsible. We will work with our partners at the Department of Justice to hold accountable anyone who commits such crimes. I commend our FBI teams in Kansas City and Boston for their work.”

    “ATF’s Special Agents and forensic experts recovered and analyzed key evidence—including Molotov cocktails—used in this deliberate and dangerous arson attack,” said Acting Director Dan Driscoll of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF). “This wasn’t vandalism — it was a violent criminal act. Thanks to the relentless work of ATF special agents, and our close coordination with the FBI and local law enforcement, we now have a suspect in custody. I am committed to ensuring ATF continues to stand on the front lines of public safety. ATF will not tolerate those who incite political violence in our communities.”

    According to an affidavit filed in support of the federal criminal complaint, on Thursday, March 17, at approximately 11:16 p.m., an officer with the Kansas City, Missouri, Police Department (KCMOPD) in the vicinity of the Kansas City (KC) Tesla Center observed smoke coming from a grey Cybertruck parked in the KC Tesla Center parking lot. The officer also observed an unbroken suspected incendiary device near the burning Cybertruck. KCMOPD recovered the unbroken incendiary device, also known as a Molotov cocktail. The fire spread from the Cybertruck to a second Cybertruck in the lot. The Kansas City Fire Department responded to the scene to extinguish the fire.

    The Cybertrucks had sale prices of $105,485 and $107,485. Additionally, two charging stations were damaged by the fire, each of which is valued at approximately $550.

    Assistant U.S. Attorneys Sean Foley and Trey Alford for the Western District of Missouri and Trial Attorney Patrick Cashman of the National Security Division’s Counterterrorism Section are prosecuting the case.

    The FBI Kansas City and Boston Field Offices, the Bureau of Alcohol, Tobacco, Firearms and Explosives, and the Kansas City, Missouri, Police Department are investigating the case.

    A criminal complaint is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI USA: MS-13 Member Sentenced to Over 12 Years for Kidnapping, Witness Retaliation, and a Firearms Offense

    An MS-13 member and Honduran national, illegally in the United States, was sentenced today to 147 months in prison for kidnapping, retaliating against a federal witness, and unlawful possession of a firearm.

    According to court documents and statements made in court, on Nov. 5, 2023, Bayron Wuifredo Santos-Recarte, 27, of Honduras, together with other associates of La Mara Salvatrucha 13, better known as MS-13, kidnapped a former federal witness at gunpoint in the parking lot of a laundromat in Nashville, Tennessee. The witness was kidnapped because, eight months prior, he had testified during a federal racketeering trial against MS-13 members. Specifically, the witness testified that MS-13 members tried to shoot and murder him on two occasions over a drug dispute.

    During the kidnapping, the victim was held in a truck for hours while being assaulted with a firearm, hammer, and machete. While Santos-Recarte and others assaulted the witness, they also questioned him about why he testified against MS-13 and threatened him with death. After the victim was finally able to escape and call for help, he was treated at a local hospital for serious injuries, which included fractured bones, internal bleeding, and an injury to his kidney.

    “The defendant, an MS-13 member, kidnapped a former federal witness and tortured him with a machete, hammer, and gun. This violence and obstruction of the American legal system is core MS-13 conduct and exemplifies why MS-13 has been designated a foreign terrorist organization,” said Matthew R. Galeotti, Head of the Justice Department’s Criminal Division. “The Department remains focused on eliminating this organization. There is more to come. Thank you to the prosecutors, ATF, and our local law enforcement partners for their relentless pursuit of justice.”

    “We will do whatever it takes to protect witnesses from harm,” said Acting U.S. Attorney Robert E. McGuire for the Middle District of Tennessee. “If a witness is retaliated against, our office will bring the full might of federal law enforcement to bear on holding those responsible accountable for their crimes.”

    “On numerous occasions, individuals are silenced from ‘speaking out’ due to threats, intimidation, or the risks of serious harm,” said Acting Special Agent in Charge Jason Stankiewicz of the Nashville Field Division of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). “In this case, the victim/witness was kidnapped, terrorized, and physically assaulted by relentless, gang-affiliated criminals. Witness intimidation is a serious federal offense and anyone who retaliates against a government witness will be held fully accountable under the law. ATF remains committed to working alongside our state, local, and federal law enforcement partners to reduce violent crime and diminish the presence and influence of these dangerous and deadly criminal organizations in the communities that we serve.”

    When identified as one of the kidnappers and confronted by law enforcement, Santos-Recarte admitted driving the truck used in the kidnapping and knowing that the witness testified against MS-13 members during a trial. Santos-Recarte also admitted helping others force the witness into the truck at gunpoint and being present while others assaulted the victim. When federal agents arrested Santos-Recarte, he was in possession of an assault rifle.

    In December 2024, Santos-Recarte pleaded guilty to kidnapping, retaliation against a federal witness, unlawful possession of a firearm by an illegal alien, and conspiracy charges. After he serves his sentence, he will be deported from the United States.

    The Bureau of Alcohol, Tobacco, Explosives, and Firearms investigated the case with assistance from the Metro Nashville Police Department.

    Trial Attorneys Matthew Hoff and Christopher Matthews of the Criminal Division’s Violent Crime and Racketeering Section and Assistant U.S. Attorney Ahmed Safeeullah of the United States Attorney’s Office for the Middle District of Tennessee prosecuted the case.

  • MIL-OSI Security: Felon Indicted for Illegal Possession of a Firearm Following Traffic Stop Arrest on Constitution Ave

    WASHINGTON – Timothy Clark, 30, of the District, has been indicted on a federal firearms charge as part of the “Make D.C. Safe Again” initiative. The indictment was announced by U.S. Attorney Edward R. Martin Jr., Special Agent in Charge Anthony Spotswood of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), and Chief Pamela Smith of the Metropolitan Police Department (MPD).

                Make D.C. Safe Again is a public safety initiative led by U.S. Attorney Martin that is surging resources to reduce violent crime in the District of Columbia. This initiative was created to address gun violence in the District, prioritize federal firearms violations, pursue tougher penalties for offenders, and seek detention for federal firearms violators.

                Clark is charged in an indictment unsealed in federal court with one count of unlawful possession of a firearm by a felon.

                According to court documents, on May 10, 2024, an individual, identified as Timothy Clark, was arrested following a traffic stop on Constitution Avenue.  A United States Capitol Police (USCP) officer on routine patrol observed a vehicle with a temporary registration that appeared to be expired. A subsequent check revealed no vehicle was found for the plate and no registration was on file. The officer conducted a traffic stop, and the driver was unable to provide a license or registration.   

                Court documents say that Clark was arrested for having no permit and counterfeit tags. During processing, a check revealed Clark had outstanding warrants from Queen Anne’s County Sheriff and a Failure to Appear warrant in D.C.

                An inventory search of the vehicle uncovered a black backpack in the rear cargo area containing an alleged handgun and ammunition.

                Clark is prohibited from possessing a firearm due to previous felony convictions in Superior Court and the Circuit Court for Queen Anne’s County, Maryland.

                This case is being investigated by the ATF Washington Field Office and the Metropolitan Police Department. This case is being prosecuted by Assistant U.S. Attorney Christopher Tortorice.

  • MIL-OSI Security: Federal Grand Jury in Louisville Indicts Honduran National for Illegal Reentry, Social Security Fraud, and Identity Theft Offenses

    Louisville, KY – A federal grand jury in Louisville, Kentucky, returned a superseding indictment this week charging an illegal alien with illegal reentry after deportation or removal, social security number fraud, and aggravated identity theft.   

    U.S. Attorney Michael A. Bennett of the Western District of Kentucky, Special Agent in Charge Rana Saoud of Homeland Security Investigations, Nashville, and Sam Olson, Field Office Director for Enforcement and Removal Operations (ERO) Chicago, U.S. Immigration Customs Enforcement made the announcement.

    According to the original indictment, Vidal Ricardo Murillo-Zuniga, age 34, a citizen of Honduras, was charged with reentry after deportation or removal. On or about January 22, 2025,Murillo-Zuniga was an alien found in the United States after having been denied admission, excluded, deported, and removed from the United States on or about May 29, 2013.

    According to the superseding indictment, on or about June 13, 2024, Murillo-Zuniga committed social security number fraud in Nelson County, Kentucky when he used another person’s social security number to obtain employment at Mammy’s Kitchen. On that same date, he committed aggravated identity theft, which carries a mandatory 2-year prison sentence, when he used another person’s name, date of birth, and social security number during and in relation to the social security number fraud to obtain employment.

    The defendant previously made an initial appearance before a U.S. Magistrate Judge of the U.S. District Court for the Western District of Kentucky on a federal complaint and arrest warrant. The Court ordered the defendant detained pending trial. If convicted, he faces a mandatory minimum sentence of 2 years and a maximum sentence of 9 years in prison. A federal district court judge will determine any sentence after considering the sentencing guidelines and other statutory factors.

    There is no parole in the federal system.

    This case is being investigated by HSI and ICE ERO.

    Assistant U.S. Attorney Joe Ansari is prosecuting the case.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime.     Schumer announced that the Social Security Administration’s Acting Commissioner—Leland Dudek—must resign. Schumer said, Dudek, hand-picked by DOGE, has been dismantling Social Security (SS) from day one, and that he has brainlessly laid off 7,000 staff with plans to lay off even more. Schumer said Dudek is targeting field offices for closure, plans to close 6 out of 10 regional offices, and has granted Elon Musk and DOGE access to Americans’ deeply sensitive personal information. Schumer said these unfit actions have created massive service disruptions (crashed website, jammed phone lines, and multi-hour waits at field offices) and that Dudek has made it clear his priority is pleasing Trump, not ensuring Americans’ get their earned benefits. Schumer called on Dudek to resign as he warns what might happen next with Dudek unchecked at the helm of Social Security.  

    Schumer also explained, Dudek has no executive experience and had previously been put on administrative leave pending an investigation into his sharing sensitive information with DOGE. Schumer reiterated, DOGE’s ability to gain access to Social Security’s data, which contains reams of personal information on hundreds of millions of Americans, has caused real concern among experts and consumer advocates.

    Schumer explained that New Yorkers and Long Islanders, as well as tens-of-millions of Americans, who depend on Social Security are in serious trouble. Schumer vowed to fight the effort to decimate Social Security offices, including locations in New York, with everything he’s got.

    Social Security sends over $126 billion to more than 73 million retired and disabled beneficiaries every month, Schumer explained. At least 7,000 workers were fired with the administration’s chainsaw. Across New York City and Long Island, the Social Security field offices offer a full range of Social Security services, including applying for new or replacement Social Security cards, applying for Social Security and Supplemental Security Income benefits, making changes to your benefits information and more. Now some of those offices could permanently close, and it’s because Leland Dudek would allow it.  

    “Leland Dudek personifies the shoulder shrug,” said Schumer. “This is not a person who is in their job to make things better, or carry the weight. This is a person who just does not care about the people he is supposed to serve—seniors. Dudek cares about two things, and two things only: Donald Trump and Elon Musk. He has got to go.”

    Social Security has been a crucial piece of the social safety net since President Franklin D. Roosevelt signed the law creating it in 1935, and it was designed to be self-sufficient. It has a dedicated revenue source from payroll taxes, which workers split with their employers, the New York Times noted.

    SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) is reminding eligible businesses, nonprofits, and residents in Texas of the May 19, deadline to apply for low interest federal disaster loans to offset physical damage caused by the Welder Complex Fire occurring March 4–9.

    The disaster declaration covers Aransas, Bee, Jim Wells, Live Oak, Nueces, Refugio and San Patricio counties.

    Businesses and nonprofits are eligible to apply for business physical disaster loans and may borrow up to $2 million to repair or replace disaster-damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.

    Homeowners and renters are eligible to apply for home and personal property loans and may borrow up to $100,000 to replace or repair personal property, such as clothing, furniture, cars, and appliances. Homeowners may apply for up to $500,000 to replace or repair their primary residence.

    Applicants may also be eligible for a loan increase of up to 20% of their physical damages, as verified by the SBA, for mitigation purposes. Eligible mitigation improvements include retrofitting structures to protect against high winds, flood, wildfires, or other physical disasters.

    “One distinct advantage of SBA’s disaster loan program is the opportunity to fund upgrades reducing the risk of future damage,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “I encourage businesses and homeowners to work with contractors and mitigation professionals to improve their disaster readiness while taking advantage of SBA’s physical damage loans.”

    SBA’s Economic Injury Disaster Loan (EIDL) program is also available to eligible small businesses, small agricultural cooperatives, nurseries and private nonprofit (PNP) organizations impacted by financial losses directly related to this disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for aquaculture enterprises.

    The loan amount can be up to $2 million with interest rates as low as 4% for businesses, 3.625% for nonprofits and 2.75% for homeowners and renters, with terms up to 30 years. Interest does not begin to accrue, and payments are not due until 12 months from the date of the first loan disbursement.   • MIL-OSI Security: MS-13 Member Sentenced to Over 12 Years for Kidnapping, Witness Retaliation, and a Firearms Offense

    An MS-13 member and Honduran national, illegally in the United States, was sentenced today to 147 months in prison for kidnapping, retaliating against a federal witness, and unlawful possession of a firearm.

    According to court documents and statements made in court, on Nov. 5, 2023, Bayron Wuifredo Santos-Recarte, 27, of Honduras, together with other associates of La Mara Salvatrucha 13, better known as MS-13, kidnapped a former federal witness at gunpoint in the parking lot of a laundromat in Nashville, Tennessee. The witness was kidnapped because, eight months prior, he had testified during a federal racketeering trial against MS-13 members. Specifically, the witness testified that MS-13 members tried to shoot and murder him on two occasions over a drug dispute.

    During the kidnapping, the victim was held in a truck for hours while being assaulted with a firearm, hammer, and machete. While Santos-Recarte and others assaulted the witness, they also questioned him about why he testified against MS-13 and threatened him with death. After the victim was finally able to escape and call for help, he was treated at a local hospital for serious injuries, which included fractured bones, internal bleeding, and an injury to his kidney.

    “The defendant, an MS-13 member, kidnapped a former federal witness and tortured him with a machete, hammer, and gun. This violence and obstruction of the American legal system is core MS-13 conduct and exemplifies why MS-13 has been designated a foreign terrorist organization,” said Matthew R. Galeotti, Head of the Justice Department’s Criminal Division. “The Department remains focused on eliminating this organization. There is more to come. Thank you to the prosecutors, ATF, and our local law enforcement partners for their relentless pursuit of justice.”

    “We will do whatever it takes to protect witnesses from harm,” said Acting U.S. Attorney Robert E. McGuire for the Middle District of Tennessee. “If a witness is retaliated against, our office will bring the full might of federal law enforcement to bear on holding those responsible accountable for their crimes.”

    “On numerous occasions, individuals are silenced from ‘speaking out’ due to threats, intimidation, or the risks of serious harm,” said Acting Special Agent in Charge Jason Stankiewicz of the Nashville Field Division of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). “In this case, the victim/witness was kidnapped, terrorized, and physically assaulted by relentless, gang-affiliated criminals. Witness intimidation is a serious federal offense and anyone who retaliates against a government witness will be held fully accountable under the law. ATF remains committed to working alongside our state, local, and federal law enforcement partners to reduce violent crime and diminish the presence and influence of these dangerous and deadly criminal organizations in the communities that we serve.”

    When identified as one of the kidnappers and confronted by law enforcement, Santos-Recarte admitted driving the truck used in the kidnapping and knowing that the witness testified against MS-13 members during a trial. Santos-Recarte also admitted helping others force the witness into the truck at gunpoint and being present while others assaulted the victim. When federal agents arrested Santos-Recarte, he was in possession of an assault rifle.

    In December 2024, Santos-Recarte pleaded guilty to kidnapping, retaliation against a federal witness, unlawful possession of a firearm by an illegal alien, and conspiracy charges. After he serves his sentence, he will be deported from the United States.

    The Bureau of Alcohol, Tobacco, Explosives, and Firearms investigated the case with assistance from the Metro Nashville Police Department.

    Trial Attorneys Matthew Hoff and Christopher Matthews of the Criminal Division’s Violent Crime and Racketeering Section and Assistant U.S. Attorney Ahmed Safeeullah of the United States Attorney’s Office for the Middle District of Tennessee prosecuted the case.

  • MIL-OSI Security: Previously Convicted Felon Sentenced for Possession of Glock

    WASHINGTON – Damani Lamont Carmon, 31, of the District, was sentenced today in U.S. District Court to 24 months in prison for being in possession of a Glock firearm when he was pulled over by police during an April 2024 traffic stop.

                The sentencing was announced by U.S. Attorney Edward R. Martin Jr., ATF Special Agent in Charge Anthony Spotswood of the Washington Field Division of the Bureau of Alcohol, Tobacco, Firearms, and Explosives, and Chief Pamela Smith of the Metropolitan Police Department.

                Carmon pleaded guilty on Dec. 6, 2024, to unlawful possession of a firearm by a felon. In addition to the prison term, Chief Judge James E. Boasberg ordered Carmon to serve three years of supervised release. 

                According to court papers, on April 30, 2024, uniformed MPD officers were patrolling the 1800 block of Benning Road Northeast when they stopped Carmon’s vehicle for a traffic violation. After observing an open container of tequila in the vehicle, officers searched the car and recovered from its center console a Glock 23 .40 caliber firearm loaded with 14 rounds of ammunition. Subsequent DNA testing and analysis linked the firearm to Carmon.

                Federal law prohibits Carmon from possessing a firearm because he is a previously convicted felon. Specifically, in 2021, Carmon was convicted in Superior Court of assault with intent to kill and carrying a pistol without a license, arising from a 2019 shooting at a gas station in Washington, D.C. Carmon was on supervised release for that offense at the time he possessed the firearm charged in this case.

                Carmon has been held without bond since his Oct. 1, 2024, arrest.

                The case was investigated by ATF and MPD as part of Project Safe Neighborhoods. Valuable assistance was provided by the FBI Laboratory in Quantico, Va.

                The matter is being prosecuted by Assistant U.S. Attorney Rachel Craft with valuable assistance from Assistant U.S. Attorneys Paul V. Courtney and Kyle R. Mirabelli.

  • MIL-OSI Security: 378 Immigration Cases Filed in the Western District of Texas This Week

    SAN ANTONIO – Acting United States Attorney Margaret Leachman for the Western District of Texas announced today, that federal prosecutors in the district filed 378 new immigration and immigration-related criminal cases from April 11 through April 17.

    Among the new cases, a Mexican national named Cristo Jesus De Nasareth was arrested April 14 by U.S. Border Patrol agents from the Horse Patrol Unit along FM 170 near the U.S.-Mexico border. A criminal complaint affidavit alleges that when asked if he had any weapons on his person, Jesus De Nasareth told the agents he had a pistol inside one of his pockets underneath multiple layers of clothing. Jesus De Nasareth made his initial appearance in a federal court in Pecos on April 17, charged with one count of being an illegal alien in possession of a firearm and ammunition and one count of illegal entry.

    Immigration and Customs Enforcement’s Enforcement Removal Operations (ICE ERO) agents in San Antonio received notification that Mexican national Netsai Moreno-Suarez was arrested for a traffic violation on April 11. Moreno-Suarez was transferred into ICE ERO custody, charged with illegal re-entry. She was previously removed from the United States in August 2023 after being convicted for conspiracy to transport illegal aliens and being sentenced to five years of probation. If convicted, Moreno-Suarez faces up to 20 years in federal prison.

    On April 12, Janet Amanda Gonzales, of San Antonio, was arrested in Kinney County for allegedly transporting five illegal aliens further into the United States. A criminal complaint alleges that U.S. Border Patrol agents observed several individuals laying on top of each other on the backseat of Gonzales’s vehicle as she arrived at an immigration checkpoint near Brackettville. Gonzales allegedly admitted that she was conspiring with other subjects to transport the illegal aliens for monetary gain. A convicted felon, Gonzales was sentenced in April 2021 to two years of probation for exploitation of child/elderly/disabled.

    The following day, April 13, a USBP agent observed multiple people running away from the brush and enter a pickup truck on the side of Highway 277 near Texas Loop 79. The agent performed an immigration inspection on the individuals, allegedly discovering four illegal aliens and U.S. Citizen Roberto Hernandez. A criminal complaint alleges that Hernandez was contacted by a co-conspirator and asked to pick up a group of illegal aliens to transport them to a residence in Del Rio.

    USBP agents arrested Mexican national Arturo Mendoza-Yerbafria near Sanderson on April 15 for illegal re-entry. Mendoza-Yerbafria has been thrice deported, most recently on May 15, 2024 through Laredo Columbia Bridge. He was convicted in March 2018 and sentenced to 366 days in prison for one count of bringing in and harboring aliens.

    Honduran national Efrain Antonio Corroto-Herrera was arrested near Eagle Pass after records indicated he had been previously deported twice, the most recent removal being to Honduras on March 12 through Laredo. Corroto-Herrera was convicted in Austin on Feb. 26 for assault causing bodily injury, for which he received a sentence of 180 days confinement.

    Mexican national Zacarias Bautista-Emiliano was arrested by USBP agents for being an alien illegally present in the U.S, having been previously deported as recently as October 2024 through San Ysidro, California. The October removal was Bautista-Emiliano’s fifth deportation and his criminal history includes a felony conviction in 2013 for lewd or lascivious acts with a child under 14. His criminal record also includes two additional felony convictions: illegal re-entry in New Mexico in 2014 and illegal re-entry in Arizona in 2022. Bautista-Emiliano received sentences of 46 months in prison and 40 months in prison, respectively, for those convictions.

    In Austin, Honduran national Elvin Alexis Canelas-Morillo was placed into federal custody April 17. He pleaded guilty to assault causing bodily injury in a 2023 Travis County case and was sentenced to 179 days confinement. Canelas-Morillo has four prior removals, most recently in April 2022, and a lengthy criminal history that includes multiple immigration convictions, burglary of a building, and evading arrest. He now faces a charge of illegal re-entry.

    Mexican national Heber Vivero-Martinez was also transferred to federal custody in Austin on April 17. Along with three prior convictions for illegal entry, Vivero-Martinez was convicted in 2019 for assault causing bodily injury. At the time of his transfer, he was serving 20 days in the Travis County Jail for a DWI charge. Vivero-Martinez’s immigration record includes two removals in 2013 and four voluntary returns between 2007 and 2009.

    In El Paso, Mexican national Adolfo Martinez-Padron was arrested and charged with illegal re-entry. He has been previously removed six times, most recently March 27 through Del Rio. Martinez-Padron’s extensive criminal history includes two felony convictions for possession of a controlled substance, two DWIs, and assault causing bodily injury to a family member.

    Mexican national Santa Cruz Garcia-Morales was arrested in El Paso as well, having been previously removed from the U.S. four times and granted two voluntary removals. In 2023, Garcia-Morales was convicted in Salt Lake, Utah and sentenced to 180 days in jail for domestic violence in the presence of a child. In May 2024, he was sentenced to 18 months of probation in West Jordan, Utah for aggravated assault.

    These cases were referred or supported by federal law enforcement partners, including Homeland Security Investigations (HSI), Immigration and Customs Enforcement’s Enforcement and Removal Operations (ICE ERO), U.S. Border Patrol, the Drug Enforcement Administration (DEA), the Federal Bureau of Investigation (FBI), the U.S. Marshals Service (USMS), and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), with additional assistance from state and local law enforcement partners.

    The U.S. Attorney’s Office for the Western District of Texas comprises 68 counties located in the central and western areas of Texas, encompasses nearly 93,000 square miles and an estimated population of 7.6 million people. The district includes three of the five largest cities in Texas—San Antonio, Austin and El Paso—and shares 660 miles of common border with the Republic of Mexico.

    These cases are part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    Indictments and criminal complaints are merely allegations and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    Cybersecurity is one of the top risks facing businesses. Organizations are struggling to navigate the ever-evolving cyberthreat landscape in which 600 million identity attacks are carried out daily.1 The median time for a cyberattacker to access private data from phishing is 1 hour and 12 minutes, and nation-state cyberattacks are on the rise.2 Organizations also face unprecedented complexity, making security jobs harder—57% of organizations are using more than 40 security tools, which requires significant resourcing and effort to integrate workflows and data.3 These challenges are magnified by the global security talent shortage organizations are facing and there are more than 4 million security jobs unfilled worldwide, rising insider risks, and the rapidly evolving regulatory landscape today.4 These cybersecurity challenges can not only increase significant business disruptions, they can also create devastating economic damages—the cost of cybercrime is expected to grow at 15% year over year, reaching $15.6 trillion by 2029.5

This approach of embedding cybersecurity in digital delivery from the outset is also reflected in the United Kingdom’s Government’s Cyber Security Strategy as well as in the Australian Cyber Security Centre (ACSC)’s “Essential Eight” mitigation strategies to protect against cyberthreats. Throughout this blog post, the term “Secure by Design” encompasses both “secure by design” and “secure by default.”

    Enhancing security with multifactor authentication and default password management

    Phishing-resistant multifactor authentication provides the most robust defense against password-based cyberattacks, including credential stuffing and password theft. This includes promoting multifactor authentication among customers, implementing it as a default requirement for access, and participating in efforts to establish long-term standards in authentication.

    In October 2024, Microsoft implemented mandatory multifactor authentication for the Microsoft Azure portal, Microsoft Entra admin center, and Microsoft Intune admin center. Since then, Microsoft has worked with our customers to reduce extensions and rapidly advance multifactor authentication adoption. A key achievement is our progress in eliminating passwords across products. Microsoft has introduced enhancements to streamline authentication and improve sign-in experiences, emphasizing usability and security. Users can now remove passwords from their accounts and use passkeys instead, addressing vulnerabilities and preventing unauthorized access.

    On March 26, 2025, Microsoft launched a new sign-in experience for more than 1 billion users. By the end of April 2025, most Microsoft account users will see updated sign-in and sign-up user experience flows for web and mobile apps. This new user experience is optimized for a passwordless and passkey-first experience. Microsoft is also updating the account sign-in logic to make passkey the default sign-in choice whenever possible.

    Additional examples of Microsoft improving authentication and how customers can learn from Microsoft’s approach and solutions include:

    • Microsoft recommendations for organizations to get started deploying phishing-resistant passwordless authentication using Microsoft Entra ID.
    • Security defaults make it easier to help protect against identity-related cyberattacks like password spray, replay, and phishing common in today’s environments. Learn more about preconfigured security settings available in Microsoft Entra ID.
    • Microsoft’s Conditional Access uses identity-driven signals as part of access control decisions.
    • To help prevent phishing, Microsoft added additional hardening to Windows Hello, which is the multifactor authentication solution built-in to Windows. Windows Hello has also been extended to support passkeys, which are an industry standard, and which we continue to evolve. With Hello and passkeys, on Windows, it means much of the web can be protected with multifactor authentication, and people no longer need to choose between a simple sign-in and a safe sign-in. 
    • Learn how Microsoft is advancing decentralized identity standards and verifiable credentials.
    • Following GitHub’s April 2024 update on a year of progress in pushing multifactor authentication adoption, further cohorts requiring multifactor authentication enablement have been rolled out in the past year. This effort continues to drive multifactor authentication utilization with almost 50% of contributing GitHub users having multifactor authentication enabled. Of those, more than 38% of users have two or more methods of two-factor authentication enabled and more than 3.6 million users have a passkey enabled on their account. Additionally, GitHub has pushed for best practices in multifactor authentication methods, and in November 2024 shipped enhancements to the management of multifactor authentication settings for organizations and enterprises that allow the restriction of insecure methods of multifactor authentication such as text messaging.

    Reducing entire classes of vulnerabilities

    Most exploited vulnerabilities today stem from types that can often be mitigated on a large scale, such as SQL injection, cross-site scripting, and memory safety language vulnerabilities. Governments aim to reduce these by encouraging companies to adopt practices like eliminating authorization validation logic mistakes, enabling the use of memory-safe languages, creating secure firmware architectures, and implementing secure administrative protections. The goal is to minimize exploitation risks by addressing systemic vulnerabilities at their root.

    Our introduction of mandatory use of the Microsoft Authentication Library (MSAL) across all Microsoft applications helps ensure that advanced identity defenses, such as token binding, continuous access evaluation, and advanced application attack detections, are consistently implemented. This standardizes secure authentication processes, making it significantly harder for attackers to exploit identity-related vulnerabilities. MSAL enables developers to acquire security tokens from the Microsoft identity platform to authenticate users and access secured web APIs.

    Microsoft is also committed to adopting memory-safe languages, such as Rust, for developing new products and transitioning existing ones. This approach addresses common vulnerabilities related to memory safety. Microsoft is investing heavily into safe language to enhance the safety of our code, and we are applying this new approach to our security platform and other key areas like Microsoft Surface and Pluton security firmware.   

    In Windows 11, we’ve applied a secure by design strategy from the very first line of code. We have established a Hardware Security Baseline, which helps to ensure every Windows 11 PC has consistent hardware security forming a secure foundation. Windows 11 has secure by default settings and stronger controls for what apps and drivers are allowed to run. This is important as unverified apps and drivers lead to malware and script attacks. And most malware and ransomware apps are unsigned, which means they can be authored and distributed without being provably safe. For consumers and smaller organizations, Smart App Control is a new feature that uses cloud AI to enable millions of known safe apps to run, regardless of where you got them. For larger organizations, IT admins can layer on App Control for Business policies and deploy them using Intune.  

    With Windows powering business critical solutions across a wide variety of customers, we are committed to helping ensure that Windows remains the most secure and reliable platform. At Microsoft Ignite in 2024, we announced the Windows Resilience Initiative focused on enhancing the security and resilience of the Windows operating system. This involves implementing advanced security features, improving threat detection and response capabilities, and to help ensure that Windows can withstand and recover from cyberattacks. As part of the Windows Resilience Initiative, we are working to protect against common cyberattacks in addition to strengthening identity protection mentioned above.  

    As part of this we are addressing the long-standing challenge of overprivileged users and applications, which create significant risk. Yet many people do not want to give up admin control of their PC. To help strike the balance of admin privileges and security we are introducing Administrator protection (currently in Windows Insiders). Admin protection gives you the protection of standard user permissions by default, and when needed you can securely authorize a just-in-time system change using Windows Hello. Once the process has completed, the temporary admin token is destroyed. This means admin privileges do not persist.  Admin protection will be disruptive to cyberattackers, as they no longer have elevated privileges by default, which will help organizations ensure they remain in control of Windows. 

    We are also collaborating with endpoint security partners to adopt safe deployment practices. This means all security product updates will be gradual, minimizing deployment risks and monitoring to help ensure any negative impact is kept to a minimum. Additionally, we are developing new Windows capabilities that allow security product developers to build their products outside of kernel mode, reducing the impact to Windows in the event of a security product crash. 

    Another key development is our secure by design user experience (UX) toolkit. Human error causes the majority of security breaches. The UX toolkit helps build more secure software and improve user security experiences. This toolkit represents a new way of thinking—where design and security aren’t siloed but are working together from the very beginning. Adopted internally and shared externally, the toolkit helps other software organizations in enhancing their security practices.

    Other activities Microsoft has worked on to eliminate classes of vulnerabilities include:

    • Continued support to enable developers to use the memory safe language Rust on Windows.
    • Taking steps to mitigate Windows NT LAN (NTLM) Relay Attacks by default against Exchange Service, Active Directory Certificate Services and Lightweight Directory Access Protocol (LDAP).
    • Zero Trust Domain Name System (DNS) preview expanded to include Windows 11 enterprise customers. This feature helps lock down devices to only access-approved network destinations.
    • Surface embedded firmware products use of a common firmware architecture.
    • Launch of the Windows 365 Link, which is the first Cloud PC device for Windows 365. Windows 365 Link eliminates local data and apps and has no local admin users and provides employees a way to more securely stream their Windows 365 Cloud PC.
    • GitHub released CodeQL support for GitHub Actions workflow files. This new static analysis capability identifies common continuous integration and continuous delivery (CI/CD) flaws both in existing code bases and before they are introduced to help eliminate this class of vulnerabilities. Using this new feature, the GitHub Security Lab was able to help secure more than 75 GitHub Actions workflows in open source projects, disclosing more than 90 different vulnerabilities.

    Boosting patch application rates

    Timely and effective patch management is necessary for cybersecurity, as this is how we can reduce the window of opportunity for malicious actors to exploit software flaws.

    Microsoft has made measurable increases in the installation of security patches, which we achieved by enabling automatic installation of software patches when possible and enabling this functionality by default, as well as by offering widespread support for these patches.

    Microsoft continues to roll out major security updates on the second Tuesday of each month, known as Patch Tuesday. This regular schedule ensures that all systems receive timely updates to address critical vulnerabilities, thereby reducing the risk of exploitation by cyberattackers.

    Building on this foundation, Microsoft has made significant strides in improving the update process with Windows 11. By reducing the number of required system restarts from 12 to four per year through the use of Hotpatch updates, we have further streamlined operations and encouraged organizations to remain compliant with patching requirements.

    Other examples of our efforts in to boost patch and security update rates include:

    • Windows Hotpatch: Announced at Microsoft Ignite 2024, this provides a 60% reduction in time to adopt security updates, assisted by applying updates seamlessly without system restarts.
    • Microsoft has emphasized the importance of clearly communicating the expected lifespan of products at the time of sale and investing in provisioning capabilities to ease customer transitions to supported versions when products reach the end of their lifecycle. This strategy ensures that customers are well-informed and can smoothly adapt to new technologies.

    Adopting a Vulnerability Disclosure Policy (VDP) and Common Vulnerabilities and Exposures (CVE) 

    Coordinated vulnerability disclosure, a practice Microsoft adopted more than a decade ago, benefits both security researchers and software manufacturers by enabling collaboration to enhance product security. A VDP that authorizes public testing of products, commits to refraining from legal action against those who follow the VDP in good faith, provides a clear channel for reporting vulnerabilities, and permits public disclosure of vulnerabilities according to coordinated vulnerability disclosure best practices and international standards makes a real difference for cybersecurity. Additionally, manufacturers can demonstrate transparency by including accurate Common Weakness Enumeration (CWE) and Common Platform Enumeration (CPE) fields in every CVE record for the manufacturer’s products.

    Our adoption of the CWE and CPE standards in every CVE record for its products is an important achievement. This transparency facilitates accurate and detailed information about vulnerabilities, facilitating timely and effective remediation. By issuing CVEs promptly for all critical or high-impact vulnerabilities, Microsoft demonstrates its commitment to maintaining a secure environment and protecting its customers from potential cyberthreats.

    Another notable highlight is the publication of a machine-readable CSAF files, which provide a clear channel for reporting vulnerabilities and authorizes public testing of Microsoft products. This fosters collaboration between security researchers and software manufacturers, enabling the identification and mitigation of vulnerabilities in a coordinated manner.

    Other activities Microsoft has worked on to adopt VDP and CVE include:

    Empowering customers to detect and document intrusions

    Organizations should do more to detect cybersecurity incidents and understand their impact. To ensure they can do that, manufacturers should provide artifacts and evidence-gathering tools, like audit logs.

    An example of Microsoft’s commitment in this area is our implementation of robust sensors and logs, enhancing detection of cyberthreats. This initiative provides customers with actionable insights into potential intrusions, enabling swift responses and risk mitigation.

    Other activities Microsoft has worked on to empower customers to detect and document inclusions include:

    • Microsoft Purview has expanded its audit logging and retention periods, among other security enhancements, to increase security visibility and incident response capabilities for cloud-based services.
    • Microsoft Security Copilot offers prebuilt promptbooks to automate security-related tasks, such as incident investigations, user analysis, and threat intelligence assessments, enhancing efficiency and accuracy in cybersecurity operations.
    • Microsoft has provided detailed guidance on implementing the United States Department of Defense (DoD) Zero Trust Strategy, with activities categorized into target and advanced phases to achieve full Zero Trust adoption by 2032.
    • Microsoft’s Expanded Cloud Logs Implementation Playbook provides detailed guidance on operationalizing new logging capabilities in Microsoft Purview Audit (Standard).
    • Microsoft has published a whitepaper on lessons learned from red teaming more than 100 generative AI products at Microsoft. The whitepaper highlights the importance of understanding AI systems, breaking them without computing gradients, and the necessity of human involvement in AI red teaming, among other topics.

    GitHub shipped enhanced capabilities to the GitHub audit log to provide customers with increased visibility of API events and features to enable enterprise management, automation, and integration.

    MOLLY WOOD: Today we’re talking with DJ Patil. DJ isn’t just one of the foremost data scientists in the world. He’s literally the co-inventor of the term “data scientist.” After serving as project leader for the Threat Anticipation Project at the Department of Defense, Patil was tapped to be the United States’ first Chief Data Scientist in 2015. He oversaw data-driven initiatives like the Cancer Moonshot. Currently a general partner at Great Point Ventures, he has also held key roles at LinkedIn, Skype, eBay, and PayPal. We were excited to ask Patil for his insights on technological transformation in large organizations, AI’s potential to unleash the power of data, and how the technology can be brought to bear on the world’s thorniest problems. And now my conversation with DJ. Thanks so much for being here.  

    DJ PATIL: Thanks. Glad to be here.  

    MOLLY WOOD: This season, we’ve been hearing repeatedly that curiosity is becoming one of the most essential traits in the age of AI. You have been a strong advocate for fostering a mindset of curiosity, especially among leaders. Why do you think being curious matters so much right now? 

    DJ PATIL: Curiosity to me is the most important thing. Now, people are talking about neuroplasticity, all these different terms that are out there. Fundamentally, I think the way we should think about it is curiosity, passion for learning, passion for understanding, trying things. And with AI, you’ve got this thing, it’s really, in many ways, it’s a chatbot. You’re just like, okay, what do I ask it? What it does is, its ability to go from what is big data, like all this information out there, to big knowledge. You can sort of ask it, you can get curious results out of it, and if you are really a curious person, you can get lost in there for a while, learning and finding creative understanding or ideas that are there. 

    MOLLY WOOD: So, you have steered ambitious technology organizations in government and enterprise and startups. What are the common pitfalls when it comes to adoption and implementation? I mean, I suspect that curiosity is going to be a part of that too, right? But that’s the key, is how, what do you do when you’re faced with that blank screen?  

    DJ PATIL: The greatest lesson I’ve ever learned starts with listening. Curiosity isn’t about pontificating. It’s not about just trying to go out there and do stuff. It’s about learning. It’s about listening. Every job that I’ve been thrown into—it’s very rare that I’ve gotten myself into a job where I actually understand what I’m doing, to be very frank. How do you actually help people with government? It starts by listening to people and trying to understand what their needs are. And then you ask, what can technology do for them? And it’s kind of two directions that you come from, which is the raw science, the raw intellectual research kind of innovations, but then you have to ask, well, what does the instantiation of it need to look like to actually help people? Can I share a story actually about this from the White House?  

    MOLLY WOOD: Always, always share stories from the White House.  

    DJ PATIL: So I’ll tell you, one of the times I got to see the president really, really unhappy with me was when we went into the Oval Office to talk about the Precision Medicine Initiative. It’s the largest database of genomic information, healthcare information, all of this stuff. And so one of the things he was very emphatic on was, you have to do this with the people. I said, well, sir, met with this group that represents this rare disease, represents this group, this cancer, this type of thing. He’s like, I thought I was clear. You can’t do this through proxies of groups or other things. And so, you know, he asked like, what have you done to make sure we know what different communities are thinking about? And then that’s the moment you know your day is not going to go well, because everyone else in the room, in the Oval, everyone else is like just sitting there, very quiet, very stoic. But they’re all thinking like, ooh… 

    MOLLY WOOD: DJ’s in trouble… [Laughter

    DJ PATIL: Like, let’s see where this goes. And he pointed out, he’s like, I thought I was clear. You have to sit down with the people. And so we went out on the road and we met people in communities that we weren’t members of. And I remember being in Pittsburgh and we were in this town meeting with a bunch of people from different parts of the community. And this one elderly woman was in the back corner and she just said, do you really want to hear from me? And she just lit us up. She’s like, have you thought about this, this, this, this? And I remember walking out of the meeting, that was tough. And I was like, can we hire her? Like, she clearly understands a problem in a way we don’t, and we’re never going to understand her completely. We need to just find a way to build with her. We can’t build for her. We have to build with her on these things. And that’s one of the seminal challenges that I think we’ve had. You have to really build it with people to understand how to actually solve concrete problems. People ask, how do we use AI better? And if I had to tell people one thing, go sit with your people you’re going to be impacting. That could be an internal tool, could be an external service, could be, you know, something else. One of the framings that I’ve found really helpful that I like to use is, I like to say, technology is neither radical nor revolutionary unless it benefits every single person. 

    MOLLY WOOD: Let’s put that anecdote actually in the language of data. Like, you’re a company, right? You have data, you have data scientists. You maybe have silos in your data. You maybe have a mess of it because you’ve just collected everything in the hopes that AI was going to come along. What is the role of the data scientist in this moment? How has it changed?   

    DJ PATIL: So I’ll tell you the first thing that has not changed. You’ve got this data that’s broken up in silos all over the place, unstructured, messy, it’s a disaster. And then somebody says, make AI happen. And you’re just like, ta-da, and everyone’s like, well, the AI will just fix it. And you’re seeing this happen at scale where people are just trying to deploy AI and say magic will happen. It doesn’t work that way. The amount of time and energy that goes into building the foundation to allow you to use data effectively, the data scientist is one of the core advocates for what needs to happen there. Data scientists spend 80 percent of their time cleaning data. Doing stupid, boring problems—yucky stuff. What we’re still seeing is all that time and energy doesn’t actually go into being able to do the higher-order functions—the insights, the curiosity. The way the job is changing, and some of the things that I’m really excited about, is you get to use this partner of this AI system, this large language model, to say, well, what are other interesting questions I might want to ask? Then there’s this other side of this, which is to know when to ignore the data. You know, you can be so data-driven that your data’s stupid. That’s a real issue. And so the way to do that is create a hypothesis. You create that hypothesis and then you try to figure out how do you make it testable as a business. And one of the things that’s happened, there’s shocks all the time to businesses, economic situations happen. Natural disasters happen. That’s in a natural experiment. The question is, what do you learn from it? And if you’ve instrumented the data and you’ve got the data in the right place, now you can find interesting insights because of that. And then part of that is then really spending time in that community to get context. And the best data science stories are ones always where the data scientist is tethered tightly with domain experts or is in the field. This could be data scientists working in a city to help the fire department. And this is the same thing that I try to do in the companies that I work with, is embed the technologists, embed the data scientists directly with the people who are on the proverbial front lines, so that then we make it a we problem, not an I problem. 

    MOLLY WOOD: Much like you do not want to silo your data, you don’t want to create an AI team. You don’t want to create a pilot that no one sees except for a tiny group of people in an organization.  

    DJ PATIL: That’s right. The biggest mistake that we see is people treat data and data science as a throw-it-over-the-fence approach. You’re like, look, we got a question. Throw it in there, just like it was some—it’s like, instead of typing it into the LLM, you kind of hand it to some data scientist to go work on. That doesn’t work. You have to be deeply embedded and curious with them to—like at LinkedIn, one of the cultural tenets that we created, and I’ve done this ever since, is we just created a data meeting. No decisions were ever made. You’re there to just ask questions and just try to understand. Somebody might say, well, I see the data this way. Somebody else says, I see the data this way. If you have a decision at that, politics come in. Here, you have the ability to now ask and sort of just get smarter. The goal is to level everybody up. That’s the fundamental goal. And there’s a version of this that happens in the White House. They aren’t decisional meetings. They’re informative information meetings, and there’s an informational memo that goes out. It’s not a decisional. And because the people who need to do the decision—they may be coming from other places, they may be coming from other parts of government or the business. And so there’s a different meeting for that. 

    MOLLY WOOD: I mean, I don’t understand how I’ve spent, uh, an undisclosed number of years on this planet and never worked at an organization that has meetings just for information as opposed to decision, and delineates them that way. Like, that all by itself feels like a huge unlock. And then go back to your thought partner, whoever it is, the decision maker or your LLM and say like, okay, here’s all the data that I have, what are some possible decision trees?  

    DJ PATIL: That’s right. And the number of times where I have personally been in a meeting where, as the data person, have advocated, we should do something that the data doesn’t suggest, is because we’re human learning machines. Then we process that data and we turn it into output. And so we have this idea and frames, gestalts in our mind. What we then have to do is, how do we take new data and update our priors or our way of thinking about it? And that’s an experimental, but because of that, sometimes we have to say, look, the strategic thing can’t be captured in data. But it’s the right thing to do. Maybe it’s a moral thing, maybe it’s an ethical thing, all these other things. But then, and this is why like one of my mentors, the late Secretary of Defense Ash Carter, we had the first memo on this for autonomous weapon systems and AI, [and it] w,as humans have to be in the loop because judgment has to happen. The information may say, do this, but you as a human say, you know what? That’s a catastrophic line that we should not cross. We should not do this. And, you know, we’ve made famous movies about this of, like, where somebody’s single judgment is what saves the day.  

    MOLLY WOOD: So now you are a partner at a venture capital firm. You live in the future in many ways, right? Because you see the newest and best thinking, and I would imagine you are seeing companies that are what we like to call AI-native, that are, you know, creating and forming themselves and thinking about their futures in totally different ways. Are there through-lines that you’re starting to see?  

    DJ PATIL: Yeah, so this is why I call things actually AI native is because, you know, I grew up in a world pre-desktop native, pre-laptop native. And so I would call myself even mobile fluent, you know, like, because the people who are truly mobile native were the people who grew up with phones in college. And so now we’re in a moment where we have this interesting group of population that are really in their freshman, sophomore year of college, I would argue. They’re the ones who are going to be AI native. So AI native is coming. It’s not even here yet. The rest of us are going to be AI fluent. What is starting to show up is a question of, what does an AI-native company look like? What does an AI-fluent company look like? And what is something that just doesn’t understand that it doesn’t need to exist or it doesn’t have the ability to pivot into what it looks like in an AI world? And I would make this a broader statement that is not just about companies, this is about society as well. We think about society like recessions. Do we have a soft landing? Do we have a hard landing? As humans, we’re really bad at two things: We’re bad at exponentials, as we saw with COVID and other things, we’re really bad at understanding exponentials. And we’re really bad at transitions. Well, AI is on an exponential trajectory, and it’s on a rapid transformational arc. So are we going to have a hard landing or a soft landing for society, companies, and all those things? And there’s one hat, which is as an investor, you’re looking at it as, what are the next things that are going to be the disruptive replacements and opportunities to make the world happen? There’s another portion which says, how do we also make sure that there are technologies, companies that aid in this transition and have an opportunity to do things.

    MOLLY WOOD: We’re talking about AI-native companies now, but we don’t even have full implementation of agentic AI. There’s yet another revolution potentially on the table, and I wonder how you think about the adoption of that, the integration of that. Can you even call yourself AI native if AI itself is going to potentially dramatically change in another month?  

    DJ PATIL: Maybe this is the one way I think about it right now. Last calendar year was really spending pennies on AI. If you look at enterprise adoption, true enterprise adoption, it’s still very early. So last year we went from paying pennies; this year we’re kind of shifting to saving pennies. Maybe we’ll get to nickels by mid this year, maybe towards the end of the year, and really hopeful it’ll be in quarters. 2026, 2027 is when we shift to seeing potentially dollars on the balance sheet for those that do it well. And so that’s the way I think of this in the arc. The technology will transform radically. The one way to think of this is, in a typical year for a company, you might get one big product release. You know, they have the big announcement, there’s like one big thing. In startups, maybe you’ll get three product releases in a year. In AI, we’re at 10 iterations of technology releases in a year that are shifts. Could be model size, could be applications, could be stuff like, how does it work with agentic, all those things. We’re on an exponential arc of how to think about the iteration of that tech. And the cultural transformation is operating at a 1x speed. And so the place where I tell people, if you want the leverage, what is going to give you the leverage? It’s not technology. It’s culture, it’s people. It’s helping people know how to use this technology to be more adept. And I got to see this firsthand, at some of the slowest places ever—I was working in national security when Colin Powell was at the State Department, and he gave a memo that said everyone should have a desktop computer. That sounds like crazy now, right? But everyone’s like, oh, the costs, the costs are going to be insane. And like, what are we going to, can we trust people with these computers? And what happens if they take—you know, there was all these questions, and then now you think about it, you’re like, how did you do your work? That was a cultural transformative moment. Those are the versions that we’re going to need to see. It’s like, what does it mean to train people? What does it mean to give access to these technologies? How do we put the safeguards in them to help people make sure they don’t do something that’s going to be potentially harmful to themselves or to the company or the organization. 

    MOLLY WOOD: On that note, I think, I mean, there’s a tendency, as you are well aware, in tech to move fast and break things. I believe you have an alternate phrase.  

    DJ PATIL: We do, it’s from a book that we wrote on data and ethics, AI and ethics. This adage needs to be, move quickly and fix things. And what I think is, and why it resonates with people, is there are types of people out there who run into burning fires—firefighters, first responders, all these. There’s a form of technologist out there that’s a first responder, and they’re eager and excited to actually figure out how to use their skills to help improve situations for everybody. And that doesn’t mean it has to just be a nonprofit or something like that. It’s, how do we be intentional? How do we be thoughtful about what we’re trying to actually do, and actually make sure what we’re building is really what our intention is. I don’t want to make it seem like, you know, someone would say, oh, DJ’s brakes, like, we gotta go all gas, gas, gas, gas versus brakes. I’m very much about gas, but I think it’s a question of like, how can we do it? Because I’ve spent a lot of time with parents of children with rare diseases and kids with rare diseases, and I know there is no time. We cannot be wasting any time for those families with data silos, some of the data protections that are incredibly thoughtful, well-intentioned, but it doesn’t matter for that kid whose life expectancy is so short and could be extended, if not saved. And so, where do we find the right balance of that is being intentional about what problem we’re trying to solve.   

    MOLLY WOOD:  I tell my son all the time, actually about driving, that there is a way to move with haste and not carelessness, which I think is part of what you’re saying. And related to that, we are in a moment of extreme uncertainty. We do not know what’s going to happen. We have these tools that some people say are contributing to that uncertainty. Other people say these tools can help us navigate through it. What do you think is the role of technology in this moment?  

    DJ PATIL: I am incredibly excited about these technologies from the perspective of how they might be able to help people. I think, for example, one of the things is people have deep curiosity when they have an issue and they’re trying to figure out, you know, something, it might be a medical issue, it might be a social issue, like where’s our peer groups, where are our other systems? And a lot of these systems have atrophied. We need to bring those up, but we also can use technology to support on these fronts. I’ve met plenty of people with terminal diseases who are using LLMs to figure out how to advance their care, because when they talk to the physician or the care team, they’re getting insufficient answers. That’s an easy one that we hear about a lot of times. But I also hear about the people who, you know, are just afraid and anxious going into a job interview. One that I just saw the other day firsthand was my son. He is, you know, doing his interviews for the very first time and he is like, what do I do? And I was like, well, let’s just go construct a set of interview questions. This is something we might buy a book for before. Might be something we might have, you know, done a web search for, or something else. But here we’re able to really go, ah, here’s a set of questions. And then he wrote down his answers and we critiqued it. And so in a short span of time, he got really good. And then the follow-on, and this is the key thing, was don’t just settle there, now do this with a real human. Go talk to your roommate, have your roommate ask you them, see what that response is, see how it marries up, and then flip the script and go through it vice versa. I think that’s where we then use this technology to augment us, rather than just sort of as an intervention or a crutch.  

    MOLLY WOOD: You introduced a kind of back-of-the-napkin framework it sounds like at the White House that went a little bit viral. Explain that to us.   

    DJ PATIL: The backstory. Anybody can, if you want the longer version, you can see it on my LinkedIn page of the history of where this came from. But it came during a very tense moment after we’d seen a number of people of color, predominantly Black, who’d been killed in tragic law enforcement situations, along with officers who’d been really hurt in, you know, escalations and other environments. And so we brought people together. It was, what could we do with technology to help in these situations? What could that look like? And so these were a set of principles that I’ve used in building things that are there. And so one of them is you start by prototyping for 1x, building for 10x, and then engineering for 100x. And those X’s are scale. So start with prototyping. Don’t go to the 100x solution right away. Start with something really small, very tangible. See what you can do, and then make it bigger over time. Another one is, you know, how do you plan and work and execute? And so you plan, really the goal is at this—the pithy version of it, to sum it up is ship daily, ship something, everything daily. But you want to plan in years, and planning in years but shipping in days is the key thing. And the final one is, what does it take to double the impact while cutting the timeline in half? And this, for the math nerds out there, they’ve already got it. This is a hack because it no longer puts you on a linear paradigm. It puts you on a log-base-two paradigm, so it starts forcing prioritization exponentially. So only the most important things happen in that way. And when you start thinking about it that way, that’s how you get to solving problems at scale. And that I find is one of the most impactful ways to take something that you’re working small and just make it really big and the best answer for that is, it’s a classic African proverb. If you want to go fast, go alone; if you want to go far, go together.  

    MOLLY WOOD: If your listeners could take away one actionable AI-related insight from you, what would you want it to be?  

    DJ PATIL: Don’t just live in the AI system. Get out of the AI system and get into the real world. And then use that, use the AI system, to help bridge you into the real world and figure out what it’s like. But don’t just be stuck in front of the screen. Get out there, get with real people, talk to them, understand what’s really going on, and use the AI to help augment that.  

    MOLLY WOOD: And then what are some surprising ways that you maybe are using some of these tools at work or even in your personal life? 

    DJ PATIL: If anybody follows me on social media, they know I do a lot of photography, and so one of the things that I do is, actually, I upload my images to the LLM and I ask it to critique it, but I don’t just ask it to critique it. I ask it, say, your judges are these different types of photographers who are historical. I ask them to judge it, and then I ask them to give me suggestions on what I could have done differently on composition or post-processing to improve it. And so it’s kind of acting as this coach. I then take that and I actually do show it to real humans and ask them, like say, okay, this is what I got from the system. What do you think? And they always have some, they’re always like, they give me some additional insight that can’t be fully captured. But I found it to be a really effective, helpful coach in this sort of strange way, and this is like one of those things I was like, I was playing one day and I was just like, I wonder if. And I just did it and I was like, whoa, that was weird. That’s, I didn’t expect that. And so a lot of, I try to spend, carve out a little bit of time for what I would call play and just playing with these things and just trying to do that. And I just want to emphasize, I know that is a statement of privilege that not everyone else has, but finding ways where you can do that a little bit on the edge is something that I would advocate for everyone. 

    MOLLY WOOD: Fast-forward three to five years, what do you think will be the most profound change in the way we work?  

    DJ PATIL: We won’t think about AI. We don’t think about, like, what does the mobile team do if you’re inside a company, like, everyone’s doing mobile. We don’t ask like, oh, when we go, you know, we try to do something or interact with something digitally, we don’t go, oh, did you go to the web version on your desktop? Or did you go do the mobile version? It’s just integrated. And so I think a lot of these interfaces, a lot of the products that will show up over the next five years will be ones that will be so naturally embedded that we don’t think of it as the AI system versus the problem that we’re trying to solve. It kind of sits side by side.

    Washington – Rep. Don Bacon (NE-02) along Reps. Sanford Bishop (D-GA-02), Don Davis (D-NC-01), Monica De La Cruz (R-TX-15), Brian Fitzpatrick (R-PA-01), Mike Lawler (R-NY-17), Doug LaMalfa (R-CA-01), Jimmy Panetta (D-CA-19),  Eric Sorensen (D-IL-17), and David Valadao (R-CA-22) last week introduced the bipartisan Youth Lead Act.

    This bill allows the Secretary of Agriculture to provide grants to support the operations of Future Farmers of America (FFA), 4-H, and the Scouts. These are preeminent youth leadership organizations in the United States with approximately eight million youth taking part. Participation in these organizations helps children make lifelong friendships and learn leadership and life skills. The grant program authorizes $5 million annually from 2024 to 2028. 

    “Every year I meet with youth involved in FFA, 4-H, and Scouts,” said Rep. Bacon. “They are always impressive and possess a strong work ethic, valuable life skills, and a commitment to teamwork. Ensuring our youth can participate in these great organizations helps to secure our country’s future leadership in agriculture and numerous other industries.”

  • MIL-OSI USA: Travel Advisory: New Ramp Opening Tomorrow Morning on Route 1 at Route 138 in North Kingstown

    The Rhode Island Department of Transportation (RIDOT) will need to temporarily close two ramps within the Route 1 and Route 138 interchange in North Kingstown on Friday night, April 18 at 9 p.m. prior to opening a new one on Saturday morning, April 19.

    The ramps from Route 138 West to Route 1 (Tower Hill Road) South, and Route 1 North to Route 138 West, will be closed prior to a traffic shift, Friday night, April 18, starting at 9 p.m. During the closures, motorists are advised to follow the signed detours.

    Upon completion by 6 a.m. Saturday morning, April 19, drivers will access this new permanent ramp from Route 138 West to Route 1 South through a left-hand exit rather than the current right-hand exit, which will be eliminated. This change was made so Route 1 South can operate with less congestion and improved safety by eliminating a short weave caused by ramps that were spaced too closely together at the bridge.

    This new ramp and the upcoming bridge replacements are part of a larger $35.8 million project that included repaving two long sections of Route 1. The first segment was done last year, from Shermantown Road in North Kingstown to the Stedman Government Center in South Kingstown. The second segment will be done after the bridge installation, from Shermantown Road to the Route 4 interchange.

    All construction projects are subject to changes in schedule and scope depending on needs, circumstances, findings, and weather.

    Missouri Secretary of State’s Office Concludes Review of Sora App; Urges Continued Local Engagement on Parental Protections

    JEFFERSON CITY, Mo. – Following a thorough review prompted by parental concerns, the Missouri Secretary of State’s Office has concluded its investigation into the Sora reading app and is satisfied that adequate parental protection resources are currently available for use by Missouri school districts. The investigation is closed.

    The Overdrive Sora app, which supports digital reading access for students, receives $30,000 annually from the Missouri Secretary of State’s Office. A recent quarterly payment was temporarily held as the office investigated concerns regarding the availability of inappropriate material through the app. That payment has now been released.

    “Our office takes seriously any concerns raised by Missouri parents and taxpayers,” said Secretary of State Denny Hoskins. “After working with stakeholders and reviewing the available safeguards, we believe there are sufficient tools in place to empower parents and educators to manage content access. However, there is always room for improvement and increased awareness.”

    The Secretary of State’s Office encourages local libraries and school districts to explore additional training opportunities for staff and families to better understand and use parental protection tools embedded within digital platforms like Sora.

    The Office also reminds the public that Missouri’s libraries and school districts operate under local control. Concerns or questions about the content available through school or public library programs should be directed to local library boards, school boards, or district administrators.

    “We will continue to support transparency and parental involvement in library services,” Secretary Hoskins added. “Missouri families deserve to feel confident in the tools available to safeguard their children’s access to educational materials.”

    If a parent or guardian believes a book or digital resource available through a public library is inappropriate, they may formally request a review through the local library or school district’s challenge process. Each public library and school system in Missouri maintains its own procedures for evaluating such requests, typically involving a review committee and a written decision.   • MIL-OSI USA: $30 Million More Now Available For Electric Vehicles

    overnor Kathy Hochul today announced $30 million is now available for consumers to lease or purchase new electric vehicles (EVs) in New York through the State’s Drive Clean Rebate program, which provides point-of-sale rebates for more than 60 new EVs. In addition, incentives for EV chargers through the Charge Ready NY 2.0 program have been updated to expand consumer access to convenient, easy charging at multifamily buildings and workplaces, including hotels. Today’s announcement helps to make driving electric more affordable, increases the number of chargers available, and reduces pollution from the transportation sector in New York State.

    “New York’s leadership in driving the adoption of electric vehicles is helping consumers stay within their budget when purchasing or leasing a new electric car,” Governor Hochul said. “Along with increased savings, we are building out the infrastructure needed to provide hard-working New Yorkers convenient access to charging, helping to reduce range anxiety and make it easier to drive electric. These investments are key to building a cleaner future, lowering emissions and creating good-paying jobs.”

    The Drive Clean Rebate Program, administered by the New York State Energy Research and Development Authority (NYSERDA), offers a point-of-sale rebate up to $2,000 off the manufacturer’s suggested retail price (MSRP) of an EV at participating car dealerships in New York State. The rebate is available in all 62 counties, with higher rebates available for longer range, all-electric vehicles.

    New York State Energy Research and Development Authority President and CEO Doreen M. Harris said, “Converting to EVs reduces the total cost of vehicle ownership through lower fuel and vehicle maintenance costs and NYSERDA is proud to help provide New Yorkers with more purchasing power through these rebates. And by supporting organizations seeking to install charging stations at their place of business, the State is ensuring that more new and existing drivers have a variety of options to power up their vehicle at easy-to-access locations for longer periods of time.”

    Also announced today to help make EV charging more accessible to New Yorkers, NYSERDA’s Charge Ready NY 2.0 program, which helps reduce equipment installation costs for Level 2 chargers, is increasing the incentive amount available to install EV chargers at multifamily buildings and workplaces, including hotels, from $2,000 to $3,000 per port. For locations in disadvantaged communities as defined by the Climate Justice Working Group, the amount has also increased to $4,000 per port.

    Additionally, $3 million is being dedicated to locations that hold educational “ride and drive” community events, purchase or lease EVs, or offer free charging. The program also accepts new equipment and network eligibility applications from EV charger vendors.

    New York Department of Public Service CEO Rory M. Christian said, “Promoting electric car ownership and use is a win for consumers and a win for the environment. Congratulations to Governor Hochul for supporting the installation of charging stations and helping to ensure drivers have increased options to charge their vehicles.”

    The Drive Clean Rebate program has issued over 190,000 rebates to consumers since 2017, contributing to the more than 280,000 EVs on the road statewide. In the last year alone, Charge Ready NY 2.0 has supported the installation of more than 1,000 Level 2 chargers. There are more than 17,000 public chargers installed statewide – more public chargers than any other state except for California – and more than 4,000 semi-public charging stations at workplaces and multifamily buildings across the state.

    New York Power Authority President and CEO Justin E. Driscoll said, “New York State has made significant progress in developing the infrastructure to enable the electric vehicle transition, promoting cleaner transportation and reducing emissions statewide. Under Governor Hochul’s leadership, this effort is being done with a focus on affordability and reliability. The Power Authority supports this work by aiding in fleet vehicle transitions and expanding the EVolve NY fast charging network, which currently offers 240 charging stations with more to come later this year.”

    Additionally, the New York Power Authority (NYPA) has undertaken significant efforts to build out high-speed chargers along New York State’s major travel corridors through its EVolve NY network, which include:

    • EVolve NY Fast Charging Network. The New York Power Authority’s EVolve NY fast charging network offers 240 chargers at 56 locations along major corridors and routes (I-87, I81, I-384, I-90, I-88, and I-86) and in all 10 economic development regions of the state. NYPA has surpassed the halfway mark of its goal to install 400 EVolve NY fast chargers by 2026. Battery-powered EVs equipped with fast charging capability can power up in as little as 20 minutes at EVolve NY fast chargers. See map here for locations throughout New York State.
    • Fast Chargers Coming to LaGuardia. Construction is beginning this month on NYPA’s largest EVolve NY site – LaGuardia Airport. The station, which will have 12 high-speed chargers, will be in a parking lot between terminals A and B, just off the Grand Central Parkway, and is expected to be completed by August. The site is for use by the public as well as rideshare vehicles. The airport currently has 13 public Level 2 chargers at Terminal B and C.
    • Federal Funding Allows Further Expansion. New York has completed eleven four-charger EVolve NY sites with National Electric Vehicle Infrastructure (NEVI) Formula Program funding with two more to be completed this month. Nine more will be constructed over the next year. NEVI support to states is meant to close gaps between existing stations and the EVolve NY team has been steadily closing those range anxiety gaps.
    • New York City Adds Fast Charging Sites. NYPA is working with the state and city Department of Transportation to install hundreds of fast charging and Level 2 ports in New York City. Five new EVolve NY sites at municipal parking lots are expected to go into construction in 2025 and six more in 2026. The hubs will offer a total of 70 fast chargers and electrical connections for 280 future Level 2 chargers. NYPA is also supporting the construction of five fast charging hubs for the PlugNYC program, with two of these projects currently in construction in the Bronx and Brooklyn.

    Today’s announcement comes as the 2025 New York International Auto Show kicks off in New York City, which runs from April 18 through April 27 at the Javits Center. Visitors can stop by the NYSERDA and NYPA booth, located on level 1, to learn about incentives for purchasing EVs and programs that support charger growth throughout New York.

    In addition, the New York State Office of General Services (OGS), in collaboration with its GreenNY Council partners, is leading the way on converting the state fleet and building out the electric charging infrastructure that will support this transformation. Today, there are nearly 600 charging ports on state owned property, with another 600 in the pipeline.

    New York State Office of General Services Commissioner Jeanette Moy said, “The OGS team is proud to be leading the implementation of Governor Hochul’s mandate to convert the state’s fleet to 100 percent zero-emission vehicles. The investment announced by the Governor today will increase New Yorkers’ access to EVs and EV chargers and contribute to creating a greener, cleaner, and healthier future for our state.”

    New York State is investing nearly $3 billion in electrifying its transportation sector and rapidly advancing measures to ensure that all new passenger cars and trucks sold are zero-emission vehicles, along with all school buses being zero emissions. There are a range of initiatives to grow access to EVs and improve clean transit for all New Yorkers including EV Make Ready, EVolve NY, the New York Truck Voucher Incentive Program (NYTVIP), the New York School Bus Incentive Program, and the Direct Current Fast Charger Program.

    The Drive Clean Rebate and Charge Ready NY 2.0 programs are funded through the Regional Greenhouse Gas Initiative and the State’s Clean Energy Fund.

    New York State’s Climate Agenda
    New York State’s climate agenda calls for an affordable and just transition to a clean energy economy that creates family-sustaining jobs, promotes economic growth through green investments and directs a minimum of 35 percent of the benefits to disadvantaged communities. New York is advancing a suite of efforts to achieve an emissions-free economy by 2050, including in the energy, buildings, transportation, and waste sectors.

  • MIL-OSI Security: Former Keolis Assistant Chief Engineer Sentenced to More Than Five Years in Prison for Defrauding Keolis Computer Services

    BOSTON – The former Assistant Chief Engineer of Facilities for Keolis Commuter Services (Keolis) was sentenced yesterday in federal court in Boston for defrauding Keolis of over $8.5 million and for defrauding the IRS of over $2.6 million.

    John P. Pigsley, 59, was sentenced by U.S. District Court Judge Indira Talwani to 70 months in prison, three months of supervised release, $8,580,311 restitution to Keolis and $2,689,206 to the Internal Revenue Service, forfeiture of three real properties and a $7,687,083.70 money judgment. In January 2025, Pigsley pleaded guilty to five counts of wire fraud, one count of conspiracy to commit wire fraud, six counts of tax evasion, one count of filing a false tax return and four counts of structuring financial transactions to evade reporting requirements. Pigsley and his co-conspirator John Rafferty were charged in April 2023.

    Keolis has operated the MBTA commuter rail system since 2014 under an annual contract of $291–$349 million. Between 2014 and November 2021, Pigsley was employed as Keolis’ Assistant Chief Engineer of Facilities and was responsible for the maintenance of MBTA Commuter Rail Facilities and their engineering operations, including corrective repair and project management for assets and maintenance and ordering and approving his subordinates’ orders of electrical supplies from outside vendors for Keolis. Pigsley also operated a separate construction company called Pigman Group. Rafferty was the general manager of LJ Electric, Inc., an electrical supply vendor to which Keolis paid over $17 million between 2014 through 2021.

    Between July 2014 and November 2021, Pigsley and Rafferty defrauded Keolis of over $4 million through a false LJ Electric invoicing scheme. Specifically, Rafferty purchased vehicles, construction equipment, construction supplies and other items for Pigsley, Pigman Group and others, and Pigsley directed Rafferty to recover the cost of these items by submitting false and fraudulent LJ Electric invoices to Keolis. Rafferty spent more than $3 million on items for Pigsley and others – including: at least nine trucks; construction equipment including at least seven Bobcat machines; at least $1 million in home building supplies and services; and a $54,000 camper– for which Keolis paid Rafferty more than $4 million based on false LJ Electric invoices.  

    In addition to the false invoicing scheme, Pigsley directed Keolis to purchase copper wire which he then stole and sold to scrap metal businesses, keeping the cash proceeds for himself. To conceal the theft, Pigsley personally picked up the copper wire orders from vendors or had the orders delivered to his Beverly home. Pigsley then personally transported the wire to scrap yards where he traded it for thousands of dollars in cash several times a month and sometimes more than once a day. Pigsley obtained more than $4.5 million in cash by stealing and scrapping the copper wire.  

    In addition, Pigsley defrauded the IRS by failing to withhold and pay federal income taxes on income he received from the LJ Electric invoicing scheme and from scrapping copper wire. Pigsley also filed a false tax return for the tax year 2016. Additionally, Pigsley deposited over $1.9 million in cash into his bank accounts between 2014 and 2021 and structured some of those deposits to evade currency transaction reporting requirements applicable to financial institutions.

    In June 2023, Rafferty pleaded guilty to one count of conspiracy to commit wire fraud and is scheduled to be sentenced on May 15, 2025.
