  • MIL-OSI Asia-Pac: Chief Executive in Council approves railway scheme of Northern Link Main Line

    The Chief Executive in Council today (April 8) authorised the railway scheme of the Northern Link (NOL) Main Line in accordance with the Railways Ordinance (Cap. 519).

    Taking into account the pace of developments along the NOL, the NOL project is implemented in two phases. Phase 1 involves the construction of the Kwu Tung (KTU) Station above the tunnel structure of the existing Lok Ma Chau Spur Line of the East Rail Line (EAL). The construction works of the KTU Station project commenced in September 2023 with target completion in 2027 to tie in with the intake of major new population of Kwu Tung North New Development Area. Phase 2 is the NOL Main Line, which involves the construction of a 10.7-kilometre railway connecting the existing Kam Sheung Road (KSR) Station of the Tuen Ma Line (TML) and the KTU Station, with three intermediate stations at Au Tau, Ngau Tam Mei and San Tin. The detailed planning and design of the NOL Main Line have been substantially completed, and the advance works have also commenced. The target is to complete the works of the Main Line by 2034.

    A Government spokesperson said, “The NOL Main Line will become the main transportation backbone of the Northern Metropolis, unleashing the development potential of land along the railway. It will also connect the existing TML and the EAL, forming a railway loop linking up the New Territories and the Kowloon urban area, substantially improving the connections of the existing railway network. When the NOL Main Line comes into operation, the expected travel time between KSR Station and KTU Station is expected to be substantially reduced from the current 60 to 80 minutes during peak hours to about 12 minutes.”

    “The Government and the MTR Corporation Limited (MTRCL) have collected public views on the NOL Main Line project through various channels earlier, including consulting the North District Council and the Yuen Long District Council, exchanging views with relevant rural committees and stakeholders and organising various publicity activities in the community. The public is generally supportive of the NOL Main Line project,” the spokesman added.

    The original scheme of the NOL Main Line was gazetted on October 6, 2023, with two subsequent amendments. The first amendment and correction to the scheme was gazetted on May 3, 2024, and the second amendment to the scheme was gazetted on August 30, 2024. In respect of the objections received, the Government together with the MTRCL has carefully studied the grounds of each opinion, and met with the objectors to explain the railway scheme and respond to their concerns. All of the unwithdrawn objections have been submitted to the Executive Council for consideration.

    “During the implementation of the NOL Main Line project, the MTRCL will continue to maintain close communication with relevant stakeholders. Furthermore, the MTRCL is also required to comply with the conditions set out in the environmental permit issued by the Director of Environmental Protection to mitigate the environmental impacts of the works,” the spokesman said.

    Department of Drinking Water and Sanitation (DDWS) under Ministry of Jal Shakti, is actively participating in the 7thedition of Poshan Pakhwada from 8thto 23rdApril 2025. Aligning with the Ministry of Women and Child Development’s Saksham Anganwadi scheme, the department’s campaign is themed “Shuddh Jal aur Swachhta Se SwasthBachpan” (Clean Water and Sanitation for Healthy Childhood), with a tagline “Purn Poshan Ki Shuruwaat, Shuddh Jal aur Swachhta Ke Saath” focusing specifically on clean water practices and sanitation as crucial elements for a child’s nutrition and overall health.

    Poshan Pakhwada aims to combat malnutrition through behaviour changes at individual, family, and community levels, highlighting four key areas:

    • Emphasis on the first 1000 days of human life
    • Popularization of the Beneficiary Module in the Poshan Tracker App
    • Effective management of malnutrition through the CMAM module
    • Promotion of healthy lifestyles to address childhood obesity

    States/ UTs will conduct extensive community-level activities to underline the critical role of safe drinking water and sanitation practices in preventing malnutrition and diseases.

     Planned activities include:

    • Shuddh Jal and Swachhta Drive: Conducting community sessions on safe drinking water, sanitation practices, hand hygiene, composting, and waste management.
    • Capacity Building for Anganwadi Workers: Sensitization sessions and training on safe water consumption and good sanitation practices to aid in better counselling for mothers.
    • Awareness Generation for Lactating Mothers: IEC activities by Anganwadi and ASHA workers on safe drinking water and sanitation to enhance community health.
    • Smart Poshan Anganwadi Certification: Recognizing top-performing Anganwadi Centers for maintaining high hygiene and nutrition standards.
    • Swachh Jal, Sundar Aangan Initiative: Improving sanitation facilities at Anganwadi centers with community and Self-Help Groups (SHGs) involvement, including murals and child-friendly water stations.
    • Awareness Rallies: Community mobilization focusing on preventing waterborne diseases through proper sanitation and hygiene.

    Department will also complement the efforts of WCD by promoting the campaign over social media platforms which is an integral part of the campaign, utilizing hashtags #DDWSJoinsPoshanPakhwada and #PoshanPakhwada to maximize outreach and impact.

    Through these collective efforts, including WASH (Water, Sanitation, and Hygiene) initiatives, the Jal Jeevan Mission, and the Swachh Bharat Mission-Grameen, Poshan Pakhwada aims to create enduring awareness and drive substantial behavioral change in rural communities, enabling improved health, sanitation, and nutrition for every child in India.

  • MIL-OSI Asia-Pac: Department of Financial Services notifies amalgamation of 26 RRBs in fourth phase of amalgamation

    Department of Financial Services (DFS) has notified amalgamation of 26 Regional Rural banks (RRBs) on the principles of “One State One RRB”. This is fourth phase of amalgamation of RRBs.

    Considering the improvement in efficiency of the RRBs due to amalgamations in the past, Ministry of Finance had rolled out an amalgamation plan in November-2024 for consultation with stakeholders. After consultation with stakeholders, amalgamation of 26 RRBs in 10 States and 1 UT  have been carried out with primary focus on improvement in scale efficiency and cost rationalization.

    At present, 43 RRBs are functioning in 26 States and 2 UTs. Post amalgamation, there will be 28 RRBs in 26 states and 2 UTs with more than 22000 branches covering 700 districts. Their predominant area of operation is in rural areas with approx. 92% of branches in rural/semi urban areas.

    This is fourth phase of amalgamation. In previous 3 phases viz. Phase-I (FY 2006 to FY 2010) number of RRBs were reduced from 196 to 82, Phase-2 (FY 2013 – FY 2015) number of RRBs were reduced from 82 to 56 and Phase-3 (FY 2019 to FY 2021) number of RRBs were reduced from 56 to 43.

    Scientists comment on a case of Clade 1b Mpox in an individual with no links to other cases, as confirmed by the UK Health Security Agency (UKHSA). 

    Dr Jonas Albarnaz, Institute Fellow, Capripoxvirus Biology, The Pirbright Institute, said:

    “Mpox presents as a skin rash with lesions (blisters) in any part of the body, including the palms of the hands, soles of the feet, mouth, genitals, and anus. Mpox rash can be confused with chickenpox. The mode of transmission of mpox is via close contact, and sustained human-to-human transmission has driven the current outbreak of clade 1b mpox in DRC and other countries in Central Africa, as well as the cases imported into countries outside Africa. So far, the clade 1b cases in the UK have been in individuals with recent travel history to Africa and their household contacts. The detection of a clade 1b case in a person without travel history or contact with the other clade 1b cases is surprising. Public health authorities should investigate how this recent case was acquired, but it’s likely that it was acquired from another infected person, via direct contact either with skin lesions or with contaminated surfaces or objects.

    “Transmission of mpox from an asymptomatic person has been reported, but there’s limited information about the role of asymptomatic transmission in driving mpox outbreaks. Zoonotic transmission (animal to human) of mpox also occurs in endemic countries in Africa, but this is an extremely unlikely scenario given the absence of an animal reservoir in the UK.

    “Vaccination remains the best strategy to prevent mpox and is recommended to individuals at higher risk of infection, which include contacts of mpox cases, healthcare workers, and people with multiple sexual partners. Two vaccines are approved against mpox: MVA-BN and LC16. These vaccines are based on weakened versions of a related orthopoxvirus (vaccinia) and were developed against smallpox. However, availability of these vaccines is very limited globally, representing a major bottleneck for the control strategies. It’s up to health authorities to decide on the most efficient strategy to deploy the available vaccine stocks. Ring vaccination, vaccination of close contacts of an infected person, is a common strategy to stop the chain of transmission of the pathogen infection.”

    Romford joiner sentenced after using Covid loan for personal spending

    Charles Ling was handed a 15-month suspended sentence after he used part of a £30,000 Covid Bounce Back Loan for a mortgage payment and cash withdrawals

    A Romford man who ran a joinery business in Essex has been handed a 15-month suspended sentence, and 100 hours unpaid work, after he claimed a second Covid Bounce Back Loan and used some of the money for personal spending.  

    Charles Ling, of North Road, Havering-atte-Bower, had already received a £20,000 Bounce Back Loan in May 2020 which was both valid and used legitimately to support Bradcon (Bespoke) Joinery Ltd. 

    But the 57-year-old then successfully applied to a bank for a second Covid loan of £30,000 in June 2020. 

    In the days that followed, he withdrew £9,000 in cash and transferred a £2,500 mortgage payment from the loan.  

    The Insolvency Service investigation found that he had falsely claimed it was his first Bounce Back Loan and none of the £11,500 was used for business purposes.  

    Ling was charged with one count of fraud by false representation and sentenced to 15 months in custody, suspended for 18 months, at Snaresbrook Crown Court on Wednesday 2 April. He was also ordered to carry out 100 hours of unpaid work. He paid back the £30,000 loan after prosecution action began.

    David Snasdell, Chief Investigator at the Insolvency Service, said: 

    Charles Ling stated that this was his first Covid Bounce Back Loan, and that it would be spent wholly on his joinery business, but this was not the case.  

    These loans were designed to help support businesses through the pandemic, not for personal use at the expense of the public purse.  

    We are committed to investigating these cases and bringing those responsible to justice.

    The Insolvency Service investigation did not find any wrongdoing with the use of Ling’s first Covid Bounce Back Loan of £20,000, which he was entitled to and was used entirely for business purposes. 

    The maximum loan under the Bounce Back Loan Scheme was £50,000. Any loan must be paid back over six to 10 years. If the money is not repaid, then the Insolvency Service can investigate a company even if it has been dissolved.

    Honorary Professor of the Polytechnic University Serikbay Bisekeyev held an open lecture for students of the Institute of Industrial Management, Economics and Trade.

    Mr. Bisekeyev is an international entrepreneur. He is the President of Arman Holding, a leading international company in telecommunications, energy and robotics. In addition, Serikbay Zholdybayevich is a co-founder of the Family Development Center in Kazakhstan, a co-founder of the Bolashak Engineer charity project aimed at creating an accessible and high-quality environment for additional education in the field of engineering competencies for schoolchildren in small towns and villages in Kazakhstan, and the author of the books Do It Yourself and Diary of Success. Serikbay Bisekeyev won the Entrepreneur of the Year nomination in Russia according to Ernst Honorary Professor of SPbPU.

    The colossal experience of international entrepreneurship, building and running a business is especially relevant for IPMEiT students, so the open lecture was a sell-out. The event was also attended by teachers and postgraduate students of the institute. The lecture was held in a free discussion format.

    Director of the Higher School of Industrial Management Olga Kalinina briefly presented the events implemented in cooperation with the Arman holding company on educational programs in energy and strategic management:

    creation of a joint course of additional professional education “Cooperation: business competence of a modern professional”; creation of joint educational cases in the disciplines “Management” and “Production Management” based on the results of internships of teachers in the company; participation of an expert from the company in the development of educational courses for the master’s degree “Human Resources Management and Organizational Development”; organization and holding of open guest lectures and excursions by Arman employees.

    After the working meeting, Vladimir Shchepinin, together with the IPMEiT teachers, gave Serikbay Bisekeyev a tour of the institute’s new classrooms and laboratories.

It is very important when the students have the opportunity to communicate in person and ask questions of interest to a representative of international business of the highest level.   • MIL-OSI Russia: Fury, imagery, temperament. How the play “Carmen in my head” was created at the “New Opera” theater

    On March 28, Ballet Moscow, together with the orchestra and choir of the Moscow Theatre Novaya Opera named after E.V. Kolobov, the Moscow Choreographic School named after L.M. Lavrovsky, and the chamber choir of the Moscow Conservatory, presented their own reimagined version of Prosper Mérimée’s novella, which became the basis for Georges Bizet’s famous opera Carmen. The creators of the performance include winners of the Golden Mask award, architectural and music competitions. In a short documentary film especially for Kultura Moskvy, they talked about their work on the production, which shows the story of Don Jose’s all-consuming passion and tormented love for the brilliant Carmen from a new angle.

    “For me, Carmen is, first and foremost, the rage that lies behind all things, and Carmen in this sense is not a woman, but a principle. When I wrote the music for the ballet, I was in my element, because I like to explore rage – I am writing a book of rage for the Chelyabinsk State Philharmonic. This is also a kind of book of rage, but transferred to a plot related to Carmen. I am not talking about a specific plot, because this ballet does not have one – at least, in the usual sense. But there is something important here – Carmen in her symbolic-sublimated form, in the absolute,” says composer Nastasya Khrushcheva.

    Classics in the language of modern dance

    According to Anton Getman, director of the Novaya Opera theater, the idea came to him quite a long time ago, when Ballet Moscow had just become part of the theater. In search of new themes and forms, he turned to Carmen. Then there were discussions with choreographer Tatyana Baganova, who later took on the production. According to her, the most conceptually important theme for her was the theme of the environment: “Jose was placed in Carmen’s environment, where there was absolutely nothing of his. Jose will not survive in it – this was predetermined from the start.”

    Nastasya Khrushcheva also speaks about the clearly expressed masculine and feminine principles in the play, as well as the need to unite them to create a certain alchemy, transmutation: “But they still remain masculine and feminine, and for me this is the goal of music in general, so I was happy to use it here. Both in the costumes and in Tatyana’s production we see masculine and feminine, brought to the limit, symbolically elevated.”

    In the proposed version, the composer deliberately does not focus on Bizet’s opera and distances himself from Spanish, although there are obvious allusions in the costumes and some mise-en-scènes, as there is something in common between the Spanish and Russian cultural codes. But the music really goes to a deeper level, which is not expressed by specific parameters.

    It is noteworthy that the compositions were written during the process of creating the play, and they became a guide, a catalyst for the further assembly of the production. Step by step, thought by thought, a staircase was built, which later twisted into “Carmen in my head”.

    Deep work with archetypes

    Costume designer Galya Solodovnikova emphasizes the importance of the attunement of her work with the architectural scenography of Larisa Lomakina: “This is a geometric structure within which the characters must live. Accordingly, there is an environment – it is formed not only by architecture, but also by music, movement and costumes. We populate the environment with characters. Yes, this is to some extent a story of the confrontation of two genders – we are working with archetypes here, so we specifically tried to get away from everyday costume.”

    Jose is a military man, which is why he is characterized by geometricity, strictness, precision of lines, and a certain rigidity of the image (which cannot be said about the amazing plasticity of the artist, who shows the slightest changes in the face and trembling of the fingertips in micro-details). Carmen is a mobile element, specially enclosed in a pencil dress, as if barely containing her passion. Rehearsal fittings, choosing and reworking samples, tracking the cut in motion – a colossal amount of work. The costumes turned out to be not the most comfortable for dancing, but very recognizable. “And thanks to the fact that we can identify ourselves, it stops being just an abstract ballet, it becomes something that gets into us more,” adds Galya Solodovnikova.

    And who said it had to be Bizet?

    Anton Getman recalls that at some point it was decided to abandon the libretto and not involve the playwright in creating the production. A new rethinking of the idea occurred when Larisa Lomakina came up with the idea of the space.

    “Creating a new ballet performance, especially on such a topic, is quite difficult, because all the authors must have some common basis, a base from which to push off, to fantasize. And the base suddenly appeared when the first sketch, so to speak, appeared in pencil – the idea of endless space, endless movement, stairs up, which in fact lead down, and stairs down, which you can climb up,” says the director of the Novaya Opera theater.

    Larisa Lomakina admits that she always wanted to make ballet not just a plane on which people dance, but a kind of volumetric-spatial element, where almost everything is involved. Among the sources of inspiration are Ricardo Bofill with the La Muralla Roja complex and Maurits Escher with his endless staircases. Infinity reflects the incomprehensible, the struggle between a man and a woman, their characters and emotions. That same hopeless labyrinth in the head, the familiar “thought mixer”, chasing worn-out records in circles and having no chance to stop, except by finally and irrevocably breaking down.

    The color of the mood is rage

    The process of creating the play was synchronous in all respects: Tatyana Baganova would utter themes to Nastasya Khrushcheva, who would clothe them in music. From such an unconventional approach both Carmen’s tenacity and her frenzy were born, Carmen emerged in depression and melancholy, Carmen anxious and triumphant. The music here breathes, sings, whispers and screams out loud.

    “Perhaps, rage for me here is not quite in the direct psychological sense, but rather in the Platonic sense. Plato spoke of three components of the soul: rational, lustful and furious. In my opinion, in music, furious is the most important,” explains Nastasya Khrushcheva, setting the goal of “exploding the banality of everything that can be called musical dust.”

    As the creators of the performance emphasize, it is very important not to see the plot that is familiar to everyone, but to feel the state that is transmitted to the audience. “Carmen is a virus, she never goes anywhere, she always comes back,” Anton Getman quotes Tatyana Baganova. And the principle of “man or woman” is erased, as it were, the language of modern dance scales the story to a certain generalization, philosophically highlighting completely new meanings. And what is difficult to tell can be danced, getting into the music, mood, space, state.

    “Because it’s a relationship. What happens to people when they are happy in a relationship – and when the opposite happens?” – Anton Getman reasons.

    The next performances of the dance performance “Carmen in My Head” will take place on May 27 and 28.

  • MIL-OSI NGOs: Myanmar earthquake: Risk of waterborne disease outbreak amidst devastation compounded by weekend heavy rains

    Heavy rains that struck Mandalay and Sagaing – the epicenter of the recent earthquake in Myanmar – at the weekend have further complicated the humanitarian situation. The existing lack of sanitation and clean water is now increasing the risk of waterborne diseases, said Oxfam today.  

    Rajan Khosla, Oxfam in Myanmar Country Director, said: 

    “The recent heavy rains have added to the challenges faced by the survivors of this earthquake, further affecting those who are already struggling. Hundreds of thousands of people are seeking shelter in temporary accommodations or in open areas, with limited access to clean water and proper sanitation.” 

    The destruction of roads and bridges, together with the disruption in telecommunications have already slowed rescue and relief operations over the past week. Millions of people in hardest-hit areas remain with limited access to electricity, clean water and sanitation, and essential services. 

    The 7.7-magnitude quake – the worst to hit Myanmar in decades – has left a trail of devastation, particularly in the regions of Mandalay, Sagaing, parts of Shan, and Nay Pyi Taw.  

    The UN has estimated that the earthquake has affected more than 17 million people across 57 of the country’s 330 townships. Over 3,400 people have been announced dead and thousands more injured, and the number is still rising. 

    Oxfam’s team was among the first to reach the hardest-hit areas, providing lifesaving supplies to prevent the outbreak of disease, particularly acute watery diarrhea. Together with our partners, Oxfam is providing people in shelters with lifesaving water, sanitation and hygiene kits, blankets, mosquito nets and other essential supplies.  

    The recent heavy rains have added to the challenges faced by the survivors of this earthquake, further affecting those already struggling. Hundreds of thousands of people are seeking shelter in temporary accommodations or in open areas, with limited access to clean water and proper sanitation.

    Oxfam’s Water, Sanitation and Hygiene expert in Mandalay, said:

    “Heavy rains flooded drains, polluting the environment and increasing public health risks including diarrhoea due to flies and insects. Many camps lack proper latrines, forcing people to dispose of human waste without adequate sanitation.” He added, “there are significant hygiene challenges for the camp population, as food is cooked outdoors, making it difficult to prepare meals after rain. This increases the risk of contamination and the spread of diseases.” 

    Myanmar was already reeling from a severe humanitarian crisis, with almost 20 million people – a third of the population –needing humanitarian assistance. The situation is now catastrophic. But despite the scale of need, the country remains one of the world’s most underfunded humanitarian crises. Less than 40 percent of the UN Humanitarian appeal for Myanmar was met last year.   

    Rajan said: “This tragedy underscores the need for a coordinated international response and significant support to help Myanmar recover and rebuild. The road to recovery is long, and every contribution can make a significant difference in the lives of those impacted by this devastating earthquake,”  

    Oxfam is scaling up its response to reach the most vulnerable groups in hardest hit areas, particularly women, children, and people with disability.

    The dependants allowances are based on income support rates which will increased by 1.7 percent on Monday 7 April 2025.

  • MIL-OSI Russia: Total Dictation at the Polytechnic University – “It’s Something Special”

    The Total Dictation, an annual cultural and educational event that grew from an initiative by students of Novosibirsk State University into a global event, was held for the sixth time at the Saint Petersburg Polytechnic University.

    For the first time, Polytechnic became the site of the Total Dictation in 2018. At that time, the text was read by SPbPU teacher Svetlana Ulyanova. The following year, the university’s guest and reader was the Honored Artist of Russia Anastasia Melnikova.

    In 2020, St. Petersburg was declared the capital of the Total Dictation, and although the event was postponed twice due to the pandemic, it still took place, including at the Polytechnic University.

    In 2023, the Total Dictation at SPbPU was attended by A record number of literacy enthusiasts – 222. The head of the SPbPU news portal department, journalist Evgeny Gusev, dictated. That year marked the 150th anniversary of the birth of Far East explorer Vladimir Arsenyev, and it was to him that Vladivostok writer Vasily Avchenko dedicated the text of the dictation.

    And last Saturday, the 22nd Total Dictation took place, with over 1.3 million people around the world joining in. In 57 countries, venues were organized for those wishing to test their literacy, including in 1,134 Russian cities. In St. Petersburg, 7,839 people wrote the dictation, 166 of whom were at the Polytechnic University.

    This year, the guests were received in auditorium #235, the very same one where the history of the Total Dictation at our university began. Each person who came was given gifts: a postcard, a bookmark, a fridge magnet, a branded pen, and a form reminiscent of an exam form. The sight of it evoked a slight excitement, already forgotten by those who had long since graduated from school or university. And there were about a third of such participants.

    The guests were greeted by the host of the event, the head of the SPbPU Public Relations Department Marianna Dyakova. She told about the features of this year’s dictation, reminded them of the rules and introduced the announcer, a popular St. Petersburg actor, TV presenter and blogger. Andrey Zaitsev. By the way, Andrey is reading the dictation text at SPbPU for the second time – in 2020 heshared this role with journalist and TV presenter of the program “Open Studio” Roman Gerasimov.

    The texts for the 2025 dictation were written by Marina Moskvina, a writer, screenwriter, finalist of the Yasnaya Polyana Prize, and laureate of the honorary diploma of the International Hans Christian Andersen Prize.

    After the dictation was over, many stayed to take photos and get an autograph from Andrey Zaitsev, and some participants shared their impressions.

    Olga and Yulia: This is our second time participating in the Total Dictation. The last time we didn’t really like the result – a C for punctuation. We were confident in spelling, but there were problems with punctuation marks. And now it’s the same! But overall, everything is great – we wrote with pleasure, the announcer was good, and Marina Moskvina herself also read her text expressively.

    Egor: My girlfriend and I are writing the dictation for the third time and the second time at the Polytechnic. We like this venue. Last year we got a B. No, we didn’t prepare specifically this year, how can you prepare here – the texts are always different, there are always some new tricks.

    Kirill: It was my first time participating, it was exciting. Writing a dictation at an educational institution is something special, especially with such narrators. The hardest thing was writing by hand, I don’t do it often, now I’ll need to rest for a week! It’s scary to imagine what grade I’ll get, a C, probably. But it doesn’t matter, the main thing is the process itself.

    Daniil: I am writing the Total Dictation for the first time. For me, it is a very interesting experience when people of different ages sit together and write a dictation. Grammar did not raise any questions, but punctuation is a more unpleasant moment. I think it is worth coming here, it is not scary to make a mistake, it is interesting to see the result.

    Kirill Stanovenko: I came to the dictation today for the first time and I am very impressed. I graduated from the Polytechnic University four years ago, spent many hours in this auditorium – we had higher mathematics here. I came – and memories came flooding back, I met the teachers, plus such an event, organized at the highest level, in general, I am delighted. I believe that people who doubt their knowledge of the Russian language are doubly obliged to come here to try their hand and learn something new. I hope for an A.

    More than a decade after first studying at EIT Hawke’s Bay, Kayla Hughes will return to the graduation stage, this time as a Bachelor of Nursing graduate and one of two valedictorians.

    Kayla will deliver her valedictory speech at one of two graduation ceremonies for EIT Hawke’s Bay at the Napier Municipal Theatre on Friday, April 11.

    Being selected as valedictorian came as a pleasant surprise.

    “I felt very honoured to have even been considered. You put a lot of hard work into your degree, so to be acknowledged just through a nomination was nice.”

    Having originally completed a Diploma in Cookery at EIT’s Hawke’s Bay Campus in Taradale in 2013, Kayla spent several years overseas in various kitchens.

    It was during her time working for a healthcare software company in the UK that she realised her passion lay in directly caring for others.

    This prompted her decision to pursue nursing upon returning home in 2020.

    “I’ve always been the person in my family who helps when someone’s sick,” Kayla says. “Pursuing nursing felt like the natural next step.”

    At 31, Kayla found her transition back to tertiary study supported by EIT’s introductory NZ Certificate in Study and Career Preparation (Hauora) programme. Throughout her Bachelor of Nursing, Kayla found strong support networks, both among lecturers and her fellow students, crucial to her success.

    “We had a very supportive cohort,” she says. “The connections we made helped us get through tough times, particularly during Cyclone Gabrielle, when studying became especially challenging.”

    Now employed in the Acute Assessment Unit at Hawke’s Bay Hospital, Kayla is thriving in the fast-paced environment and says she enjoys the dynamic nature of acute care nursing.

    Kayla will celebrate her achievement with family and friends at the graduation ceremony. “I’m proud to represent the Bachelor of Nursing and excited for what’s ahead,” she says.

    Katie Rongonui, Assistant Head of School, School of Nursing, said: “Kayla has not only achieved academic excellence during her time in the Bachelor of Nursing, she has inspired and encouraged others in her journey to becoming a registered nurse with her positive outlook and determination”.

    “Kayla’s outstanding achievements and attributes will no doubt carry her into a successful career in nursing, providing excellence in the delivery of care for patients and their whānau.”

  • MIL-OSI United Nations: In Samarkand UNECE Executive Secretary calls for decisive action and financing for climate adaptation and mitigation

    Attending the recent Samarkand International Climate Forum, UNECE Executive Secretary Tatiana Molcean highlighted the need for strong political will, effective partnerships, and scaled up financing to avoid irreversible climate repercussions. All three traits were evident in Central Asia.  

    This was embodied by the host of the Forum President Shavkat Mirziyoyev of Uzbekistan, the presence of the Presidents of the European Commission, Ursula von der Leyen, and of the European Council, Antonio Costa, the participation of the Presidents of Kazakhstan Kassym-Jomart Tokayev, Kyrgyzstan Sadyr Japarov, Tajikistan Emomali Rahmon, and Turkmenistan Serdar Berdimuhamedow, as well as of multilateral development banks, namely the European Investment Bank (EIB) and European Bank for Reconstruction and Development (EBRD), and of UN high-level officials.  

    “Many of UNECE’s norms, standards and conventions provide practical tools to support Central Asian countries’ climate change mitigation and adaptation efforts, to leverage financing, and to strengthen collaboration. In particular, UNECE’s cross-cutting theme for 2025-2027 – climate action and resilient infrastructure for a sustainable future – supports not only connectivity, infrastructure development, and economic growth, but ensures that they all fit hand in hand with strong, smart, and economically viable climate action,” Ms. Molcean noted.     

    This goal can be achieved across a variety of sectors by harmonizing the existing work of Central Asian countries and UNECE – such as in transportation where the States participating in the UN Special Programme for the Economies of Central Asia (SPECA) adopted the roadmap for digitalization of the Trans-Caspian Corridor, which can be streamlined with the UNECE decarbonization strategy for inland transport to ensure transit time and emissions are simultaneously reduced, the Executive Secretary explained.  

    Likewise, in the field of energy, UNECE’s latest report on Modelling a Resilient and Integrated Energy System for Central Asia demonstrates the savings and decarbonization potential of fully interconnecting the region. The most ambitious scenario provides for annual savings in electricity of up to USD 1.4 billion by 2050, which is a substantial amount for decarbonization efforts.  

    Finally, the UNECE-hosted Aarhus Convention empowers the public to participate in environmental decision-making and access information and justice in environmental matters. The recent accession of Uzbekistan makes all five Central Asian nations party to the treaty. It will help Uzbekistan to strengthen environmental governance, build resilience to disasters, facilitate the transition towards a green, digital and circular economy, and fulfill many other international commitments.  

    Furthermore, this milestone builds on other areas of Uzbekistan’s leadership in the region and beyond, such as the recent co-chairmanship of the Regional Forum on Sustainable Development for the UNECE region (2-3 April 2025). 

    These issues, especially the implementation of regional and national projects, and advancing SPECA initiatives, were in the focus of the Executive Secretary’s meeting with President Mirziyoyev of Uzbekistan, which took place on the margins of the Forum.  

    While in Uzbekistan the Executive Secretary also attended the 150th Inter-Parliamentary Union Assembly in Tashkent, where she stressed UNECE’s policies and partnerships to advance social development and justice, namely inclusive and equitable economic policies, social inclusion, energy transition, and digital transformation.

    Study at EIT gave Elijah Rogers (Te Arawa, Ngāti Whātua, and Ngāpuhi) the chance to rebuild his life.

    Now, just a few years later, he’s graduating with a Bachelor of Arts (Māori) and will do so as one of two EIT Hawke’s Bay valedictorians at the Napier Municipal Theatre on Friday, April 11.

    “I didn’t expect to be named valedictorian,” he says. “But it’s a reflection of how far I’ve come and the people who have helped me get here.”

    Elijah Rogers (Te Arawa, Ngāti Whātua, and Ngāpuhi) will graduate as Valedictorian at one of two EIT Hawke’s Bay ceremonies in April.

    He now teaches level 4 te reo Māori at EIT, having first enrolled as a student there in 2022.

    Originally from the north, 36-year-old Elijah moved to Hawke’s Bay to start fresh. His wife, who was living in Whanganui at the time, sold her home so they could settle in the region and begin the next chapter of their lives.

    “My wife’s support made all the difference—she gave me a solid footing to land on,” he says.

    Although Elijah grew up surrounded by kapa haka and a father who taught tikanga, te reo Māori was not a language he spoke fluently as a child.

    “I could understand bits of it, but I didn’t know how to speak it properly. I grew up around it, but I didn’t have the reo myself.”

    Later in life, during a period of reflection and transition, he made the decision to commit to learning te reo and deepening his understanding of te ao Māori.

    He began by completing a six-month level 2 certificate elsewhere.

    “When I was starting to get a grasp of te reo, I actually saw the benefits, not just of the language, but of how it changed how I saw the world. That’s what grounded me.”

    That self-motivation eventually led him to EIT’s Te Ūranga Waka, where he enrolled in the Bachelor of Arts (Māori) and found the structure, support, and sense of belonging he needed to continue his journey.

    Elijah says he found more than just a place to study.

    “Te Ūranga Waka was a great support for me. They gave me a community away from home. It felt like I’d found a new whānau.”

    He now teaches level 4 te reo Māori at EIT, having first enrolled as a student there in 2022.

    Alongside teaching, Elijah is also a carver. His carvings reflect his heritage and his journey, and carving remains a grounding practice in his day-to-day life.

    “That was always the goal,” he says. “To keep teaching te reo and keep carving.”

    He says EIT gave him the foundation to do both—work that continues to challenge and inspire him.

    “I’m just grateful,” he says. “It gave me the chance to start again. Now I get to give back.”

    Tash Hau, Poutuarā Assistant Head of School, Te Ūranga Waka, congratulated Elijah on his “well-deserved” appointment to valedictorian.

    “We are very proud of Elijah and his achievements. This is yet another example of what is possible when dedication, self-belief and a solid work ethic fuse together. Ko ngā ara tūmanko, ko ngā ara tūmanako e!”

    On the afternoon of March 28, President Lai Ching-te met with British Office Taipei Representative Ruth Bradley-Jones. In remarks, President Lai welcomed Representative Bradley-Jones as she takes up her post in Taiwan, and thanked the United Kingdom government and parliament for demonstrating staunch support for Taiwan. The president indicated that Taiwan and the UK enjoy close economic and trade ties, and our industries complement each other well, with great potential for collaboration in such fields as semiconductors, AI, unmanned vehicles, and medium- and low-orbit satellites. He stated that he looks forward to expanding exchanges with the UK across all domains so as to enhance democratic and economic resilience, jointly advancing the prosperous development of the Indo-Pacific region and economic security around the world. A translation of President Lai’s remarks follows: It is a pleasure to meet Representative Bradley-Jones here at the Presidential Office for this exchange. I understand that she has proactively called at many government agencies since taking up her post last month. On behalf of the people of Taiwan, I extend a warm welcome. Taiwan and the UK are partners that share the values of freedom and democracy. In recent years, our bilateral relations have continued to deepen. With the efforts of Representative Bradley-Jones and our respective governments, I look forward to the expansion of dialogue and cooperation between Taiwan and the UK. This will further elevate our bilateral ties. Especially in the face of expanding authoritarianism, the UK is not only playing an important role in crafting a unified European response; it is also demonstrating staunch support for Taiwan through various channels. She went on to say that she came to Taiwan last August to study Mandarin, and began her post as British Office Taipei representative in February this year, noting that every day she learns more about and gains a deeper understanding of Taiwan. Last year, she said, she visited Tainan and Wanli, and found Tainan’s wetlands and the scenery in Wanli very impressive. She added that she has also tried many different Taiwanese foods, and is looking forward to experiencing even more of Taiwan’s local culture and customs over the next four years. Continuing her remarks in English, Representative Bradley-Jones stated that since taking up her post, she has borne witness to the strength of the relationship between Taiwan and the UK and the potential for it to continue to grow. She said that on trade and investment, there is significant complementarity between Taiwan’s Five Trusted Industry Sectors and the UK’s Industrial Strategy, particularly in areas such as digital technologies, advanced manufacturing, and clean energy. Both governments are also together supporting Taiwan and UK businesses through our Enhanced Trade Partnership and annual trade talks, she said. Representative Bradley-Jones went on to say that on science and technology, Taiwan and the UK can and should do more together. She noted that the UK has the third largest tech sector in the world and is valued at over US$1.1 trillion, while Taiwan is the center of the semiconductor and AI hardware world. Given our complementary strengths, especially in areas such as semiconductors, space, and communications technology, she said, the UK has stepped up its level of activity in Taiwan, including by regularly hosting a UK Pavilion at SEMICON and funding 18 joint R&D programs through our new collaborative R&D fund, and looks forward to doing more together in the future.  In support of Taiwan’s whole-of-society resilience, the representative said, the UK is supporting valuable exchanges, co-hosting GCTF (Global Cooperation and Training Framework) workshops, sharing lessons on financial sector resilience, and reaching out to mayors and community leaders across Taiwan. From financial resilience to cyber resilience, she said, the UK’s public sector and private industries have plenty to share and learn. Representative Bradley-Jones stated that on people-to-people links, parliamentarians, civil society, and academics are continuing to deepen contact, and that she is particularly excited by a new smart parliament partnership agreed upon by the Taiwan Foundation for Democracy and the UK’s Westminster Foundation for Democracy, which aims to facilitate cross-party, cross-society, and cross-border exchanges on issues such as democratic governance, AI, inclusive policy-making, and public safety. The representative indicated that the examples she mentioned just scratch the surface of the full potential of the Taiwan-UK relationship. She said that the UK’s longstanding policy remains unchanged, and fundamentally, that is because we share a common set of values and interests.     President Lai meets Alaska Governor Mike Dunleavy
    On the morning of March 21, President Lai Ching-te met with a delegation led by Alaska Governor Mike Dunleavy. In remarks, President Lai said that Alaska has long been an important trading partner of Taiwan, and that we have built a solid foundation for cooperation in such fields as energy, fisheries, and tourism. The president expressed hope that Taiwan and Alaska will have more frequent engagement and exchanges so that our relations can continue to grow to create prosperous development for both sides. A translation of President Lai’s remarks follows: On behalf of the people of Taiwan, I extend my sincerest welcome to our guests. This is Governor Dunleavy’s first visit to Taiwan, and last night, we both attended the Hsieh Nien Fan (謝年飯) banquet hosted by the American Chamber of Commerce in Taiwan. I am delighted to have this opportunity to meet with Governor Dunleavy today at the Presidential Office for further dialogue. Alaska has long been an important trading partner of Taiwan. Our sister-state relationship was established in 1988, and we have built a solid foundation for cooperation in such fields as energy, fisheries, and tourism. Currently, Taiwan is Alaska’s eighth largest export market and ninth largest source of imports. This goes to show just how close our trade and economic ties are and how much potential there is for further growth. As I said in my remarks at last night’s Hsieh Nien Fan banquet, Taiwan is interested in buying Alaskan natural gas. I am sure that Governor Dunleavy’s visit will help us explore even more opportunities for cooperation and continue to deepen Taiwan-United States relations. In the face of such challenges as expanding authoritarianism, climate change, and pandemics, we look forward to strengthening collaboration between Taiwan and the US. By drawing on our strengths, we can jointly build non-red supply chains to bolster our economic resilience and drive the advancement of global technology. I want to thank the US government for reiterating the importance it attaches to peace and stability across the Taiwan Strait and its opposition to any attempt to change the status quo by force or coercion. Governor Dunleavy said that as the pandemic was raging, the world went from “before COVID” to “after COVID.” Before COVID, he said, the world relied on a number of systems that were in place for decades after World War II involving supply chains, alliances, sources of energy, trading partners, and friends. He went on to say that as we go beyond COVID, we are reestablishing and reevaluating who our friends are, where we are going to get our energy, and who our trading partners are going to be. The governor said that we are creating a new world for the next 50 years with the new administration in Washington, and this is an opportunity for us to reevaluate and reinvest with our friends for the next 50 years in each other, our futures, and our security. Governor Dunleavy stated that one thing is for certain: that Taiwan is a friend of the US and a friend of Alaska, and has been for many, many decades. He said that it is their hope in this trip and subsequent trips to establish an even tighter bond among their friends in Taiwan, the US, and Alaska. The governor also said that we have much in common in that we are members of the Pacific family, are democracies, and believe in freedom, free speech, and capitalism.     President Lai attends AmCham Taiwan 2025 Hsieh Nien Fan
    On the evening of March 20, President Lai Ching-te attended the annual Hsieh Nien Fan (謝年飯) banquet hosted by the American Chamber of Commerce in Taiwan (AmCham Taiwan). In remarks, President Lai pointed out that the United States is now a major source of investment in Taiwan, adding that last year US investment accounted for 11.5 percent of total foreign investment in Taiwan. The president also pointed out that the US has become Taiwan’s largest investment destination, as Taiwan’s direct and indirect investment in the US accounted for more than 40 percent of its total outbound investment last year. President Lai expressed hope that AmCham will continue to offer support in quickly resolving the issue of double taxation, further enhancing the mutually beneficial Taiwan-US economic and trade partnership. He also emphasized that one essential element for our economic prosperity is maintaining security and stability, both regionally and globally. The president expressed his belief that, so long as we coordinate our efforts, we can achieve more in our respective defense industries and build non-red supply chains, advancing peace, stability, and prosperity. A transcript of President Lai’s remarks follows: I’m delighted to be here tonight. I want to wish everyone and their families a happy, healthy, and prosperous year ahead. For many years now, AmCham has acted as a bridge between Taiwan and the US. It not only advocates for Taiwan to various sectors in the US, but also offers advice for the development of Taiwan’s industries. So tonight, I would like to express my deepest gratitude to all our friends from the American business community. The 2025 Business Climate Survey, published by AmCham this January, demonstrates the confidence foreign businesses have in the Taiwan market. We are happy to see that over 80 percent of survey respondents reported stable or increased revenue last year, and around 80 percent expressed confidence in Taiwan’s economic prospects for the coming year. Moreover, 90 percent of businesses surveyed are planning to maintain or expand their investments in Taiwan. The positive developments in Taiwan made by our American friends here tonight, their outlook for the future, and their confidence in Taiwan, are further proof of Taiwan’s ideal environment for investment. The US is now a major source of investment in Taiwan. Last year, US investment accounted for 11.5 percent of total foreign investment in Taiwan. In 2023, Entegris opened a new manufacturing facility in Kaohsiung and Micron launched a new facility in Taichung. Last year, Google further solidified Taiwan as its biggest R&D hub outside of the US by opening a new office here. AMD, Nvidia, and major cloud computing companies from the US have also been choosing Taiwan to expand their presence. Over the past several years, the US has also become Taiwan’s largest investment destination. Taiwan’s direct and indirect investment in the US accounted for more than 40 percent of our total outbound investment last year. Four years ago, TSMC’s [Taiwan Semiconductor Manufacturing Company] investment in facilities in Arizona became the biggest FDI [foreign direct investment] in a greenfield project in US history. And this month, TSMC announced it would expand that investment, breaking another record and highlighting the enduring prosperity shared by Taiwan and the US. In addition to TSMC, Taiwan’s GlobalWafers has built a 12-inch silicon wafer factory in Texas, the biggest in the US. This will be followed by many other industries. These companies are confidently expanding their global presence across the Pacific and eastward into the Americas. The US is moving to reindustrialize its manufacturing industry and consolidate high-tech leadership, as it moves to become a global AI hub. In these efforts, Taiwan is an indispensable partner for the US. While the US is a leader in chip design, Taiwan’s semiconductor manufacturing plays an irreplaceable part in the supply chain. Adapting to the changing geopolitical landscape and the coming era of smart technology, Taiwan will continue to promote its Five Trusted Industry Sectors of semiconductors, AI, military, next-gen communications, and security and surveillance. This will drive the next stage in our economic development. A great time to invest in Taiwan is now. We will continue to better connect relevant government agencies and align with international standards to foster a friendlier investment environment. And I am confident that Taiwanese and American companies can leverage their respective high-tech expertise and invest in each other, boosting growth in industrial innovation and development for both our economies. At the same time, we hope to continue deepening Taiwan-US trade relations. Last year, Taiwan was the seventh largest trading partner of the US, up one spot from the previous year, and bilateral trade grew by 24.2 percent. Taiwan is going to expand procurement from the US of industrial and agricultural products, as well as natural gas. I am very happy to welcome Governor [Mike] Dunleavy of Alaska, who has specially come all the way to Taiwan. Alaska is a source of high-quality natural gas, and its relatively short distance from Taiwan facilitates transportation. So we are very interested in buying Alaskan natural gas because it can meet our needs and ensure our energy security. We hope that AmCham will continue to offer support in quickly resolving the issue of double taxation and removing tax barriers to bilateral investment and trade, further enhancing the mutually beneficial Taiwan-US economic and trade partnership. One essential element for our economic prosperity is maintaining security and stability, both regionally and globally. So we are grateful for the joint leaders’ statement issued by [US] President [Donald] Trump and Japan’s Prime Minister Ishiba Shigeru, in which they expressed their solid support for maintaining peace and stability across the Taiwan Strait. As we face growing authoritarianism, Taiwan will continue to uphold our values of freedom and democracy and will be a responsible actor in regional and global security. Currently, Taiwan’s defense budget stands at about 2.5 percent of GDP. Going forward, the government will prioritize special budget allocations to ensure that our defense budget exceeds 3 percent of GDP. At the same time, we will continue to reform national defense, further enhancing Taiwan’s self-defense capabilities. And we will advance our cooperation with the US and other democracies in upholding regional stability and prosperity. We also welcome continued Taiwan-US cooperation in the defense sector. In remarks, President Lai thanked the guests for gathering here in Taiwan and discussing ways to enhance regional cooperation, demonstrating that our democratic allies and friends are standing together as we take on the challenges of a new world and a new era. The president reiterated that Taiwan will continue to engage with the world, and we welcome the world to come closer to Taiwan. He stated that Taiwan will continue to work with international partners to deepen cooperation, exchanges, and partnership in various domains and resist the expansion of authoritarianism. Together, the president emphasized, we can pursue regional peace and security and realize a new vision for a free and open, stable and prosperous Indo-Pacific. A translation of President Lai’s remarks follows: I would like to begin by thanking Anders Fogh Rasmussen, former prime minister of Denmark and chairman of the Alliance of Democracies Foundation, for inviting then-President Tsai Ing-wen to address the Copenhagen Democracy Summit via video over five consecutive years since 2020, and for inviting myself to give remarks via video last year. Chairman Rasmussen then delivered remarks, saying that it is a great pleasure to be back here in Taipei after meeting with President Lai in 2023. He then thanked President Lai for the Taiwanese hospitality on behalf of the Yushan Forum international visitors and participants, who represent four continents and very different political parties but who are united by one thing – the commitment to democracy. Chairman Rasmussen mentioned that over the past few days, they have met with members of the government, legislature, and civil society in Taiwan. He said that he is more convinced than ever that in a very uncertain world, Taiwan continues to stand as a beacon of democracy, from which people in Europe and in the rest of the world have a lot to learn. Over the past eight years, he has been proud to step up his engagement with Taiwan, he said, as he has always subscribed to the view that freedom must advance everywhere, or else it is in decline everywhere. Chairman Rasmussen noted that they have many interests in making sure Taiwan remains free and that we must always stand up for freedom when it is under assault by a dictator. This is why Ukraine’s fight is also everyone’s fight, he explained. He then praised Taiwan for all of the support it has given to Ukraine since Russia’s invasion and honored the two Taiwanese volunteer soldiers who gave their lives for freedom in Ukraine. Chairman Rasmussen remarked that Taiwan is a strong feature of the Copenhagen Democracy Summit that he convenes each year. His foundation, the Alliance of Democracies, has even been sanctioned by the Chinese government due to its support of Taiwan, he said, which is something he takes as a badge of honor. He added that this year’s Copenhagen Democracy Summit in May will be no different, as they plan to focus on the new world order, urgent measures to strengthen Europe’s military, and the situation in Ukraine. But as the United States pulls back from the transatlantic alliance and Europe focuses more on its own defense, he said, Europe should not retreat from the world. He added that to ensure European security, we need more Europe in the Indo-Pacific, and that is why he has been making the argument for more political and economic cooperation with Taiwan. Chairman Rasmussen praised President Lai’s recent decision to increase Taiwan’s national defense budget to more than 3 percent of GDP, adding that it is important that each nation does what it can for its own defense. The chairman once again thanked President Lai for meeting with them today and for the opportunity to visit Taiwan, a beacon of democracy and liberty in Asia.     President Lai delivers remarks on US tariff policy response
    On April 6, President Lai Ching-te delivered recorded remarks regarding the impact of the 32 percent tariff that the United States government recently imposed on imports from Taiwan in the name of reciprocity. In his remarks, President Lai explained that the government will adopt five response strategies, including making every effort to improve reciprocal tariff rates through negotiations, adopting a support plan for affected domestic industries, adopting medium- and long-term economic development plans, forming new “Taiwan plus the US” arrangements, and launching industry listening tours. The president emphasized that as we face this latest challenge, the government and civil society will work hand in hand, and expressed hope that all parties, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy. A translation of President Lai’s remarks follows: My fellow citizens, good evening. The US government recently announced higher tariffs on countries around the world in the name of reciprocity, including imposing a 32 percent tariff on imports from Taiwan. This is bound to have a major impact on our nation. Various countries have already responded, and some have even adopted retaliatory measures. Tremendous changes in the global economy are expected. Taiwan is an export-led economy, and in facing future challenges there will inevitably be difficulties, so we must proceed carefully to turn danger into safety. During this time, I want to express gratitude to all sectors of society for providing valuable opinions, which the government regards highly, and will use as a reference to make policy decisions.  However, if we calmly and carefully analyze Taiwan’s trade with the US, we find that last year Taiwan’s exports to the US were valued at US$111.4 billion, accounting for 23.4 percent of total export value, with the other 75-plus percent of products sold worldwide to countries other than the US. Of products sold to the US, competitive ICT products and electronic components accounted for 65.4 percent. This shows that Taiwan’s economy does still have considerable resilience. As long as our response strategies are appropriate, and the public and private sectors join forces, we can reduce impacts. Please do not panic. To address the reciprocal tariffs by the US, Taiwan has no plans to adopt retaliatory tariffs. There will be no change in corporate investment commitments to the US, as long as they are consistent with national interests. But we must ensure the US clearly understands Taiwan’s contributions to US economic development. More importantly, we must actively seek to understand changes in the global economic situation, strengthen Taiwan-US industry cooperation, elevate the status of Taiwan industries in global supply chains, and with safeguarding the continued development of Taiwan’s economy as our goal, adopt the following five strategies to respond. Strategy one: Make every effort to improve reciprocal tariff rates through negotiations using the following five methods:  1. Taiwan has already formed a negotiation team led by Vice Premier Cheng Li-chiun (鄭麗君). The team includes members from the National Security Council, the Office of Trade Negotiations, and relevant Executive Yuan ministries and agencies, as well as academia and industry. Like the US-Mexico-Canada free trade agreement, negotiations on tariffs can start from Taiwan-US bilateral zero-tariff treatment. 2. To expand purchases from the US and thereby reduce the trade deficit, the Executive Yuan has already completed an inventory regarding large-scale procurement plans for agricultural, industrial, petroleum, and natural gas products, and the Ministry of National Defense has also proposed a military procurement list. All procurement plans will be actively pursued. 3. Expand investments in the US. Taiwan’s cumulative investment in the US already exceeds US$100 billion, creating approximately 400,000 jobs. In the future, in addition to increased investment in the US by Taiwan Semiconductor Manufacturing Company, other industries such as electronics, ICT, petrochemicals, and natural gas can all increase their US investments, deepening Taiwan-US industry cooperation. Taiwan’s government has helped form a “Taiwan investment in the US” team, and hopes that the US will reciprocate by forming a “US investment in Taiwan” team to bring about closer Taiwan-US trade cooperation, jointly creating a future economic golden age.  4. We must eliminate non-tariff barriers to trade. Non-tariff barriers are an indicator by which the US assesses whether a trading partner is trading fairly with the US. Therefore, we will proactively resolve longstanding non-tariff barriers so that negotiations can proceed more smoothly. 5. We must resolve two issues that have been matters of longstanding concern to the US. One regards high-tech export controls, and the other regards illegal transshipment of dumped goods, otherwise referred to as “origin washing.” Strategy two: We must adopt a plan for supporting our industries. For industries that will be affected by the tariffs, and especially traditional industries as well as micro-, small-, and medium-sized enterprises, we will provide timely and needed support and assistance. Premier Cho Jung-tai (卓榮泰) and his administrative team recently announced a package of 20 specific measures designed to address nine areas. Moving forward, the support we provide to different industries will depend on how they are affected by the tariffs, will take into account the particular features of each industry, and will help each industry innovate, upgrade, and transform. Strategy three: We must adopt medium- and long-term economic development plans. At this point in time, our government must simultaneously adopt new strategies for economic and industrial development. This is also the fundamental path to solutions for future economic challenges. The government will proactively cooperate with friends and allies, develop a diverse range of markets, and achieve closer integration of entities in the upper, middle, and lower reaches of industrial supply chains. This course of action will make Taiwan’s industrial ecosystem more complete, and will help Taiwanese industries upgrade and transform. We must also make good use of the competitive advantages we possess in such areas as semiconductor manufacturing, integrated chip design, ICT, and smart manufacturing to build Taiwan into an AI island, and promote relevant applications for food, clothing, housing, and transportation, as well as military, security and surveillance, next-generation communications, and the medical and health and wellness industries as we advance toward a smarter, more sustainable, and more prosperous new Taiwan. This has been our national economic development strategy, and the most important aspect is maintaining a solid base here in Taiwan. We absolutely must maintain a solid footing, and cannot allow the present strife to cause us to waver. Therefore, our government will incentivize investments, carry out deregulation, and continue to improve Taiwan’s investment climate by actively resolving problems involving access to water, electricity, land, human resources, and professional talent. This will enable corporations to stay in Taiwan and continue investing here. In addition, we must also help the overseas manufacturing facilities of offshore Taiwanese businesses to make necessary adjustments to support our “Taiwan plus one” policy, in that our national economic development strategy will be adjusted as follows: to stay firmly rooted in Taiwan while expanding our global presence, strengthening US ties, and marketing worldwide. The administrative teams led by myself and Premier Cho will hear out industry concerns so that we can quickly resolve problems and make sure policies meet actual needs. My fellow citizens, over the past half-century and more, Taiwan has been through two energy crises, the Asian financial crisis, the global financial crisis, and pandemics. We have been able to not only withstand one test after another, but even turn crises into opportunities. The Taiwanese economy has emerged from these crises stronger and more resilient than ever. As we face this latest challenge, the government and civil society will work hand in hand, and I hope that all parties in the legislature, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy.   • MIL-OSI United Kingdom: Dovecot Day of Dreams promises fun for all the family

    The fantastical dreams and magical memories of a Liverpool community are to be celebrated in unique fashion next month.

    A dreamkeeping HQ is to be set up as part of a free family-friendly day of celebration, art and performances in the heart of the city’s Dovecot area.  

    On Saturday 3 May, Dovecot Dreamkeeping Society – a fictional organisation dedicated to preserving memories and dreams – will transform Hope Wellbeing Hub into Dreamkeeping HQ.

    Dovecot Multi-Activity Centre will be supporting the day and there will be a few surprise pop-ups in local businesses and Dovecot Park.

    Visitors can pop along to Dovecot Parade any time from 2pm-5:30pm to enjoy walkabout performances or to book a free space on one of the performance trails, which start at Hope Wellbeing Hub at 3:30pm or 4:30pm, go to: https://dovecotdayofdreams.eventbrite.co.uk  

    Meet weird and wonderful characters and encounter artworks – including mural by local artist John Culshaw – created in collaboration with over 300 community members of all ages from the Dovecot and Knotty Ash area, inspired by the dreams and memories of local people, gathered over a six-month residency led by artist Izzie Major.

    Izzie and her team of Dreamkeepers have embedded themselves into the community, delivering creative workshops at The Drive, Hope Wellbeing Hub, Dovecot Multi-Activity Centre, Channy’s Youthy at Dovecot Primary Dovecot Primary, Knotty Ash Primary, Nex Gen Academy, Brookside Retirement Home, Deaf Active and Smarties YPAS North Hub.     They have also invited local residents to join the Dreamkeeping Society. Following a series of drama workshops, these residents will be in character on the day. But don’t worry if you missed out because the Dreamkeeping Society still need your help as all is not well in their office in the sky. One of their most forgetful Dreamkeepers left an important file open overnight and some of the dreams have gotten loose! Book a place to join the mission to catch the lost dreams of Dovecot.

    Dovecot Dreamkeeping Society has been commissioned by Liverpool City Council’s Culture Liverpool team as part of its Creative Neighborhoods programme and supported by the UK’s Shared Prosperity Fund (UKSPF). The public art commission delivered by John Culshaw was funded by UK Shared prosperity fund Local Neighbourhood Fund.

    In the run-up to the day, John Culshaw will be holding a mural workshop on 13 April from 11am outside Dovecot Multi-Activity Centre, alongside a family fun day that takes place at Dovecot’s Hope Wellbeing Hub from 11am-3pm.

    “Our project uses the weird and wonderful world of dreams to spark playfulness and creativity. It brings people together of all ages and all walks of life with a simple message: we are all artists and dreamers, we just need time and space away from our busy lives to come together and create, that’s what the Dreamkeeping Society is about. We’ve reached over 300 local residents with our workshops and now we want to make 3 May a fantastic day of celebration that showcases all the creativity and brilliant community initiatives we’ve experienced in the local area, we hope this day will be a building block of things to come.”

    Liverpool City Council’s Cabinet Member for Health, Wellbeing and Culture, Councillor Harry Doyle, said:

    “Over the last six months, Izzie and her team have been visiting community hubs, schools and care homes to creatively capture past memories and future aspirations, which residents can look forward to seeing represented at the finale celebration event. Sharing experiences, hopes and dreams can foster connections with others, creating a sense of unity and belonging and hopefully creating new memories together.”

    “Myself and my children wanted to do something together as a family. My aim was to see my daughter gain more confidence as she is very shy. For my son I wanted him to gain more acting skills in a place he feels comfortable as he is deaf, so being able to join in with him was very beneficial for him as the sessions were visual too and so much fun for all ages. We all mixed in well together.

    To do this as a family was a fun way for us all to bond and to watch each other develop and grow. I have seen my daughter confidently perform in front of a group which she would never do in the past. I have seen my son become more expressive and even perform this eagerly without needing encouragement to take part. This wouldn’t have been possible without Izzy’s support or her wonderful sessions. She is very patient, bubbly and welcoming and has many wonderful skills of making sure people of all ages, backgrounds and disabilities feel welcome and able to express themselves! We have learnt so much and look forward to more sessions.”

    The President of the Council of Ministers, Giorgia Meloni, chaired a meeting at Palazzo Chigi today to discuss in-depth the tariffs imposed by the United States and the possible implications for the Italian economy.

    The meeting was attended by the Vice-Presidents of the Council of Ministers, Antonio Tajani and Matteo Salvini, the Minister of Economy and Finance, Giancarlo Giorgetti, the Minister of Enterprises and Made in Italy, Adolfo Urso, the Minister of Agriculture, Food Sovereignty and Forestry, Francesco Lollobrigida, the Minister for European Affairs, the NRRP and Cohesion Policy, Tommaso Foti, and Undersecretary of State to the Presidency of the Council of Ministers Alfredo Mantovano.

    During the meeting, the Ministers outlined to President Meloni the various proposals under consideration to support production chains and boost the competitiveness of businesses. Said proposals will be the focus of the discussions with production sectors to be held at Palazzo Chigi tomorrow, Tuesday 8 April.

    It was reaffirmed that a ‘trade war’ would not benefit anyone, neither the European Union nor the United States. The meeting highlighted the need to address this issue with determination and pragmatism, as any alarmism risks causing far more damage than that strictly linked to the tariffs.

    The meeting also discussed the necessary business support tools, addressing the Green Deal’s ideological rules that are difficult to agree with, and the need to simplify the regulatory framework.

  • MIL-OSI Security: Four drug dealers convicted for importing nearly 500kg of cocaine

    A group of drug dealers involved in the supply of nearly half a ton of cocaine worth up to £17 million have been convicted, following a detailed investigation by specialist detectives.

    The trio, who brought in cocaine from the Netherlands to distribute throughout London, were caught in the act by officers who had launched a proactive operation.

    Bert De Jong, 59, (03.09.1965), of the Netherlands, Hussain Sakhi, 22, (13.03.2003), of Laughton Road, Northolt and Zaibaa Zahur, 21, (04.06.2003), of Harlington Road, Uxbridge were convicted on Monday, 7 April of conspiracy to evade the prohibition on the importation of cocaine and conspiracy to supply cocaine, following a four-week trial at Kingston Crown Court.

    Sakhi and Zahur were also found guilty of conspiracy to supply cocaine.

    A fourth drug dealer, Justyn Morris, 23, (21.07.2001), of Upper Lees Road, Slough, pleaded guilty on Tuesday, 11 March to conspiracy to evade the prohibition on the importation of cocaine and conspiracy to supply cocaine.

    The court heard that millions of pounds of cocaine were distributed by lorries across London.

    Lorries would stop outside the capital, and the drugs would be collected and then be sent to ‘retail suppliers’ on a weekly basis.

    On Tuesday, 16 July 2024, a holiday let was booked in Marsham, near Norwich. The following day a van was seen outside the address.

    The van, driven by Morris, then drove to an industrial estate in Norwich, where he met De Jong in a lorry. De Jong gave Morris, who then drove back to the holiday let, three cardboard boxes.

    Morris was then intercepted by officers who had seen a suspected handover.

    Met officers then searched the van and the three boxes were found hidden behind black cladding.

    A total of 70kg worth of cocaine was found – worth between £1.75million and £2.45million.

    Sakhi and Zahur went to the holiday let later that day, to ‘view’ it. Raising suspicion, officers arrived and searched the pair.

    A phone showed messages between Sakhi and an unidentified contact, who Morris had also been in contact with.

    All three were arrested by the Met that day.

    They were charged on Thursday, 18 July 2024.

    What followed was an extensive investigation, which proved the defendants had all been involved in the supply of millions of pounds worth of cocaine.

    Drug ledgers they kept as a record of the movement and distribution of the cocaine were examined during the trial and established the group had moved nearly 500kg.

    De Jong would bring the drugs into the country from the Netherlands and Morris would pick them up and pass them to Sakhi and Zahur, who would then distribute them.

    On Wednesday, 23 July 2024 De Jong, when entering the country again, was arrested. He claimed he had no knowledge of what he was bringing into the country, but evidence suggested on his phone that he would send ‘tokens’ to his counterparts, implying the drugs had been delivered.

    He was charged on the same day.

    Detective Constable Leon Ure, of the Met’s Specialist Crime South team who led the investigation, said:

    “This has been a complex and lengthy investigation to dismantle a group supplying drugs across London. It has been part of a wider, proactive drug operation led by the Specialist Crime South team.

    “This investigation shows the breadth of work the specialist crime unit deals with and I’d like to thank every officer who was involved in the case.

    “Drug dealing has a huge impact on Londoners. It fuels further crime and impacts the heart of our communities. This group is an example of how we will investigate and hold offenders to account.”

    They are due to be sentenced on Friday, 11 April at Kingston Crown Court.

    The Environment Agency is warning farmers with private springs, wells and boreholes to check they are taking water legally from the environment.

    A water meter is needed to show how much water is being abstracted

    Farm inspectors are finding a lot of unlicensed abstraction taking place in Devon and Cornwall during routine farm inspections.

    Many farms rely on their own private water supply from springs, wells and boreholes. How much water is being taken is unmonitored – meaning farmers could be unknowingly breaching the allowed limit for abstraction without a licence. 

    Lisa Best, agriculture team leader for the Environment Agency in Devon and Cornwall, said:

    All landowners should know how much water they are abstracting and ensure they have the relevant licence if needed.  

    Abstracting water without the necessary licence or in breach of your licence conditions is an offence and could lead to enforcement action.  

    Taking 20,000 litres of water a day is enough to wash over 100 cars. Taking more water than you are permitted could impact on other users and damage the environment.

    The Environment Agency controls how much, where and when water is abstracted through our licensing system. Anyone taking 20 m3 of water per day or over is required to have an abstraction licence. Environment Agency farm inspectors have issued 70 actions to farmers over the past 2 years to install a meter to monitor how much water is being taken and apply for a licence where it is clear one is needed. 

    Abstraction licences have conditions on them to ensure the environment and the rights of other abstractors are protected. Our powers and duties enable us to regulate the use of water under existing licences and to decide whether to grant new ones. Where abstraction is damaging the environment, we also have the power to amend or revoke existing licences.  

    Climate change and population growth means there will be less available water with a greater demand for it. By 2050, the amount of water available could be down by 10-15%, with some rivers seeing 50-80% less water during the summer months. We all need to protect the environment by reducing the amount of water we use and ensuring greater efficiency in its use and re-use.

    In 2025, the Traffic Management Center (TMC) plans to organize 20 pedestrian crossings in the Troitsky and Novomoskovsky administrative districts of Moscow. For example, two of them will appear on 1st Vatutinskaya Street in the Troitsk district near a residential complex. Thus, pedestrians will be able to safely and comfortably cross the road to the buildings of School No. 1392, the sports complex and the Sports Park.

    “On the instructions of Sergei Sobyanin, we continue to improve the comfort and safety of movement in the capital. Every year, thanks to the projects of the road curators of the TsODD, more than a thousand changes are implemented in the city. Thus, in TiNAO this year, specialists will prepare about 40 projects – according to them, the plans include organizing 20 pedestrian crossings, equipping 10 safety islands, changing the speed limit on two sections and making additional lanes on 10 sections,” said the Deputy Mayor of Moscow for Transport and Industry

    Maxim Liksutov.

    In addition, additional traffic lanes are planned for five sections. One of them will appear at the exit from Centralnaya Street (Vnukovo settlement) to Kievskoye Highway in the direction of the center. Thanks to the changes, the capacity of the exit will increase.

    It is also planned to change the speed limit on two sections of major highways. For example, on the Varshavskoye Shosse section from Molodtsovskiy Proezd to Obvodnaya Doroha, the maximum permitted speed will increase from 60 to 80 kilometers per hour.     In 2024, 52 energy and housing and utilities facilities, including transformer substations, heating stations and drainage pumping stations, were decorated with graffiti. This was reported by the city economy complex.

    Thanks to the cooperation between the single heat supply organization of Moscow, PAO MOEK, and the Russian Football Union, portraits of the participants of the Russian Women’s Football Super Cup were placed at four heating points at once.

    At the request of residents of houses on Aviakonstruktora Mikoyan Street, a portrait of the famous aircraft developer, after whom the street is named, was depicted on the transformer substation of JSC OEK. And the famous military leader, commander of the USSR long-range aviation, was depicted on the heating station on Marshal Golovanov Street.

    Artists are often inspired by biographies and works of famous figures in art, literature and music. Thus, a drawing on a transformer substation on Novoslobodskaya Street was dedicated to the author of the famous “Divine Comedy” Dante Alighieri. A portrait of Muslim Magomayev and lines from his song about the capital “The Best City on Earth” appeared on the walls of another substation on Abramtsevo Street.

    In addition, JSC Ecotechprom, together with students from the College of Architecture, Design and Reengineering No. 26, implemented an art project to create New Year’s graffiti on “bell”-type containers for collecting recyclable materials. At the end of December, students decorated two containers in the People’s Park “Kozhukhovo” (10 Trofimova Street), in Vorontsovsky Park (9 Vorontsovskie Prudy Street, Building 2) and in Yekaterininsky Square (15/1 Sadovaya-Samotechnaya Street).

    It is strictly forbidden to apply graffiti in the capital without permission. To place them, you must obtain the consent of the building owners and a technical report on the condition of the wall, then submit an application toDepartment of Housing and Public Utilities of the City of Moscow, attaching a draft drawing and a render.     allow banks to exchange personal data of clients caught in fraud; create a single database of people abusing loyalty programs; block websites that post information about cashback “earning” schemes; increase liability for Russians caught in fraud with bonus programs.

    “Cashback fraud is currently insignificant, but the existence of such schemes will allow fraudsters to scale up their activities – bank losses could increase many times over,” noted a representative of OTP Bank.

    At the same time, experts, lawyers and individual representatives of the banking industry do not see any prospects for the proposed proposal. It is problematic to distinguish a bona fide client who wants to receive bonuses from a fraudster. Moreover, the implementation of the idea will require significant costs, which may be much greater than the potential costs of abuse within the framework of loyalty programs.

    Paris, France – April 8, 2025 – Atos today announces the integration and deployment of a generative artificial intelligence (AI) feature to all users of the Selartag® cellar management solution, benefiting professionals and consumers, to streamline the creation of wine records for inventories. Designed in six months with Amazon Bedrock, this feature reduces the time required to create a listing by 90%. It also increases the average data completeness rate by 88%, compared to 53% before the introduction of AI. The new feature improves the quality of the Selartag® application database, available on PC or smartphone, by correcting spelling and writing variants that cause inventory errors and eliminating duplicate entries, allowing sommeliers to reduce administrative tasks in favor of their core business.

    This project won the ‘GenAI Challenge’, which was organized by AWS and Atos for their joint customers to drive innovation and real-world integration of generative AI use cases. Selartag® wanted to simplify the process of searching for and entering wine inventory information to improve the accuracy of the cellar catalogues and save time for sommeliers.

    Until now, manual intervention was required to cross-reference a bottle with a wine record in the Selartag® app database. If a wine had not yet been listed, it took users between three and five minutes to complete the mandatory fields of a form detailing the bottle’s characteristics. The optional fields, despite their interest, were almost always left blank.

    Today, thanks to the newly deployed AI feature in Selartag®, the process is fast and easy. With AI image recognition, users can simply take a photo of the bottle label and click to pre-fill the card. It takes seven seconds to list a bottle in the Selartag® app, with all its characteristics, such as: appellation, estate, vintage, color, type of wine, country and region, description, food and wine pairing recommendation, peak date, serving temperature, alcohol content and grape varieties. When needed, users can update the form information, but this now takes an average of just 30 seconds per bottle.

    The generative AI feature was implemented in just six months, from concept to deployment on the Selartag® app. Atos leveraged Amazon Bedrock, an AWS managed service, to build a secure and responsible generative AI solution based on a foundation model designed by leading AI innovators.

In the spring, everything is different: the dense cluster breaks up, and individually the insects become unstable to the spring temperature changes, when the sun is hot during the day and it is frosty at night. In addition, food supplies, as a rule, are coming to an end. In such a situation, the bees are very vulnerable and beekeepers come to the aid of the workers.

    With the start of the warm season, biologists from the eco-centers of the Department of Nature Management and Environmental Protection inspect apiaries in the city’s natural areas, inspect each hive, remove dead bees, clean the flight holes and install landing boards. And most importantly, they feed the bees. Now the task of the bee colonies is to wait for the flowering of pollen-bearing plants. Pollen serves as a valuable protein product for preparing food for the larvae.

    In the Moscow region, the goat willow is the first to start pollinating. As soon as beekeepers notice a bee with golden balls of pollen on its hind legs at the entrance, this will be a sign that the hive will soon have offspring: the queen bee has begun the so-called sowing and lays eggs in prepared cells every day. The number of eggs can reach two thousand per day. In three weeks, each laid egg will go through all stages: it will become a larva, a pupa, and then an adult striped worker.

    By summer, the entire bee colony will be renewed. The next generation will replace the bees that have survived the winter, and a new annual cycle will begin.

    Removing gas pipelines from the boundaries of urban construction projects is part of a comprehensive program for rerouting utility lines. It provides the necessary conditions for the construction of new metro stations, residential buildings, social facilities, and the implementation of other important capital projects. Rerouting gas pipelines allows for the release of territories of new urban construction projects, ensuring safety, and creating space for infrastructure development.

    “Removing gas pipelines from construction zones requires special efforts in dense urban development and numerous underground utilities. The use of trenchless technologies and the latest welding equipment allows us to solve these problems effectively without disrupting the city’s normal life. It is important that all work is carried out without reducing the pressure in the network, and the looped gas pipeline system allows us not to interrupt the gas supply to consumers,” said Pavel Chichikov, Deputy General Director for the Implementation of Investment Projects at Mosgaz JSC.

    The gas pipeline relocation work will affect new metro stations. It is planned to relocate 2.7 kilometers of gas networks, which will contribute to the further development of the capital’s metro. To implement the housing renovation program, it is also planned to remove 6.5 kilometers of gas networks.     On Palm Sunday, which falls on April 13 this year, more than 450 buses will operate on 32 special free routes in the capital. They will help passengers get to city cemeteries from the nearest metro stations and Moscow Central Diameters.

    The special routes will be numbered E, E1, E2 and E3. Like some regular bus routes, they will operate from 09:00 to 19:00.

    On this day, residents will be able to get to 14 city cemeteries for free. Temporary navigation will be placed at the nearest stops and metro stations to make it easier for passengers to navigate.
