    “We need to work together to oppose Trump’s divide-and-rule tactics. In the first instance, that means standing with partners like the EU and Canada who share our commitment to trade agreements rather than trade coercion. It’s a fantasy to believe that our long-term economic prosperity can be left in the hands of whether or not we are in Trump’s favour on any one given day. As such, we must prioritise securing a Customs Union agreement with the EU so that we regain the strength of being part of a larger bloc.”

    Overspeeding incident at Grantham South Junction

    Preliminary examination into an overspeeding incident at Grantham South Junction, 25 February 2025.

    At around 08:25 on 25 February 2025, train reporting number 1A12, the 0700 Hull to London Kings Cross service, operated by LNER, was involved in an overspeeding incident at Grantham South Junction.

    The train departed after a planned stop at Grantham station with the signal indicating that the train was to diverge from the main line onto a parallel slow line at Grantham South Junction. This divergence has a permanent speed restriction of 25 mph (40 km/h). However, train 1A12 was travelling at around 55 mph (87 km/h) when it traversed the junction. Staff on board reported receiving minor injuries due to the overspeed, although there were no reported passenger injuries. The permissible speed in this area for a train which remains on the main line is 115 mph (184 km/h).

    RAIB was notified of the incident soon after it occurred. We have since gathered evidence from the railway industry and carried out a preliminary examination into the circumstances surrounding the incident.

    Our preliminary examination found that there is a strong likelihood that factors were present in this incident that were similar to those identified during RAIB’s investigations into a train overspeeding at Spital Junction, Peterborough, 17 April 2022, (report 06/2023) and a similar event at the same location on 4 May 2023 (report 10/2024).  Some of the recommendations from these investigations remain open and we have concluded it is unlikely that further investigation will lead to new recommendations for the improvement of railway safety. Consequently, RAIB will not investigate further or produce an investigation report.

    However, this incident again illustrates the issues associated with relying completely on train drivers reacting appropriately to a junction or route indicator to control the risks presented by trains taking diverging low-speed turnouts on high-speed through routes. This risk may be increased by the introduction of higher performing train fleets, and possibly by routing patterns on an ever busier railway.

    RAIB has written to the Office of Rail and Road, to draw its attention to this incident when considering industry responses to the recommendations made in the Spital Junction reports and the wider questions within the industry around protection against overspeeding.

    We have copied the letter to Network Rail, LNER and the Rail Safety and Standards Board so that they are aware of the contents.

    The Government Legal Department (GLD) marks its 10th anniversary on 1st April 2025 celebrating a decade of transforming legal service that has strengthened government operations and public service delivery across the United Kingdom.

    Established in 2015, GLD built on the success of the Treasury Solicitor’s Department by bringing together previously separate legal teams in a unified model, creating a modern and efficient legal services provider across government. The department has now grown to over 3000 employees as further departmental legal teams have joined, delivering better value for taxpayers and creating meaningful career opportunities for government lawyers.

    The department delivers consistent, high-quality legal support whether that is litigating on behalf of the government in court or through the development of policy and subsequent legislation. Implementing the priorities of the government of the day for fellow citizens up and down the country.  

    Over the past decade, GLD has continued to grow and develop its specialisms to meet the legal needs of government, for example seeking out the international trade skills needed in a post-Brexit UK, we have built a specialist employment law group and centralised our commercial expertise to ensure we continue to build the capability to deal with large-scale commercial contracts and disputes.

    The department also aims to lead the sector and improve access to the law, championing alternative routes into the legal profession. Whether that be through early talent, including the solicitor apprenticeship scheme and Summer Diversity Scheme, or our supportive approach to flexible working.

    Our flexible working policies offer carers, parents and those returning to the profession the ability to pick up their legal career at any point and at any level. We strive to build a workforce that represents the society we serve and encourage diversity of thought and leadership. Over the last 10 years this has resulted in 80% of the Executive team being women, as are over 60% of the department. 

    GLD has been central in enabling the government to respond to the biggest issues of our time, including:

    • Developing the Coronavirus Act 2020 which enabled the UK government to take swift action in response to the Covid-19 pandemic
    • Preparing the Withdrawal Agreement to enable the UK’s to withdraw from the European Union 
    • Delivering Free-Trade Agreements following the UK’s withdrawal from the European Union
    • Supporting the design and launch of the Homes for Ukraine Scheme, housing over 100,000 Ukrainians fleeing the war
    • Playing a central role in the UK’s legislative commitment to net zero greenhouse gas emissions
    • Advising the Department for Transport on the Space Industry Bill which prepared the way for the first commercial spaceflight from UK soil
    • Supporting the Employment Rights Bill which aims to abolish exploitative zero-hours contracts and legislate for other employment rights

    GLD’s Permanent Secretary and Treasury Solicitor, Susanna McGibbon KC (Hon), said:

  • MIL-OSI United Nations: Call for Applications: World Heritage Young Professionals Forum 2025

    UNESCO Headquarters in Paris, 1-8 July 2025 – “World Heritage in an interconnected world: Leveraging digital technologies and innovative approaches”

    As an integral part of the 47th session of the World Heritage Committee, in the framework of the UNESCO World Heritage Education Programme, and with the support of the Republic of Bulgaria, the World Heritage Young Professionals Forum 2025 will take place from 1 to 8 July 2025 at UNESCO Headquarters in Paris, under the theme of World Heritage in an interconnected world: Leveraging digital technologies and innovative approaches.

    The Forum will enhance the expertise and capacities of young professionals in protecting, preserving, and promoting our natural and cultural World Heritage. Participants will discuss and gain a comprehensive understanding of global concepts related to World Heritage in a rapidly changing and increasingly connected world. They will explore how emerging technologies such as artificial intelligence (AI), immersive tools (AR and VR), digital mapping, drones, and 3D modeling can revolutionize the preservation of World Heritage and enhance public awareness. Additionally, they will examine innovative approaches to World Heritage aimed at fostering sustainable heritage management for future generations. At the end of the Forum, the young professionals will present their Declaration to the 47th session of the World Heritage Committee.

  • MIL-OSI Asia-Pac: Tribal Entrepreneurs in Tourism Sector

    The Government of India has approved the initiative to develop tribal homestays under Swadesh Darshan Scheme of the Ministry of Tourism as part of ‘Pradhan Mantri Janjatiya Unnat Gram Abhiyan”. The said intervention includes development of 1000 homestays with support of upto Rs.5.00 Lakh per unit for new construction, up to Rs.3.00 Lakh for renovation and Rs.5.00 Lakh for village community requirements.

    Ministry of Tourism has no specific scheme for Tribal Entrepreneurs. However, Ministry extends financial support to State Governments and Union Territories for development of tourism under its schemes of ‘Swadesh Darshan’ and ‘National Mission on Pilgrimage Rejuvenation and Spiritual, Heritage Augmentation Drive (PRASHAD)’ for Tourism Infrastructure Development. Tribal-circuit was identified as one of the themes for development under the Swadesh Darshan Scheme and the details of the projects sanctioned under Tribal Circuit of Swadesh Darshan is at Annexure-I.

    Ministry has revamped Swadesh Darshan Scheme as Swadesh Darshan 2.0 (SD2.0) with the objective to develop sustainable and responsible destinations following a destination centric approach and has sanctioned 34 projects for Rs.791.25 Crore, including tribal experience. The details of projects sanctioned under SD2.0 scheme is at Annexure-II.

    The responsibility of obtaining land for undertaking projects in Swadesh Darshan and PRASHAD schemes is that of the concerned State Governments/UT Administrations.

    This information was given by Union Minister for Tourism and Culture Shri Gajendra Singh Shekhawat in a written reply in Rajya Sabha today.

  • MIL-OSI Asia-Pac: Wellness Tourism in the Country

    Development and promotion of tourist destinations and products, including wellness tourism is undertaken by the respective State Government/Union Territory (UT) Administration. The Ministry of Tourism complements the efforts of States/UTs by promoting various tourism products of the country through various initiatives.

    The Ministry of Tourism through its central sector schemes of ‘Swadesh Darshan’, ‘Pilgrimage Rejuvenation and Spiritual, Heritage Augmentation Drive (PRASHAD)’ and ‘Assistance to Central Agencies for Tourism Infrastructure Development’ extends financial assistance to the State Governments/UT Administrations for tourism infrastructure development in the country.

    The details of projects sanctioned under Swadesh Darshan and PRASHAD schemes are given at Annexure.

        Police will implement special traffic arrangements in Central and Wan Chai from this Friday to Sunday (April 4 to 6) to facilitate the holding of a triathlon event.

    A.    Road closure

        The following roads will be closed:

    (1) From 10am on April 4 to 6pm on April 6:

        Expo Drive between Legislative Council Road and Expo Drive Central.

    (2) From 1am to 2pm on April 5 and from 1am to 6pm on April 6:

    – Yiu Sing Street;
    – Eastbound Lung Wo Road between Man Yiu Street and Fleming Road, including the slip road of eastbound Central – Wan Chai Bypass tunnel from Wan Chai to North Point;
    – Westbound Lung Wo Road between southbound Lung Tat Path and southbound Tim Wa Avenue;
    – Northbound Lung Tat Path;
    – Lung Hop Street;
    – Legislative Council Road between Legislative Council Complex Car Park exit and Lung Wo Road;

    – Part of the traffic lanes of southbound Man Yiu Street between Man Kwong Street and westbound Yiu Sing Street;
    – Part of the traffic lane of southbound Man Yiu Street near Lung Wo Road;
    – Part of the traffic lanes of westbound Lung Wo Road between Tim Wa Avenue and Man Yiu Street;
    – Part of the traffic lanes of northbound Fleming Road between westbound Convention Avenue and eastbound Lung Wo Road;

    B.    Traffic diversions

        In connection with the road closure as mentioned above, the following traffic diversions will be implemented:

    (1) From 10am on April 4 to 0.59am on April 5 and 2.01pm on April 5 to 0.59am on April 6:

        Traffic along eastbound Expo Drive heading to Hong Kong Convention and Exhibition Centre will be diverted via eastbound Lung Wo Road and northbound Expo Drive East.

    (2) From 1am to 2pm on April 5 and from 1am to 6pm on April 6:

    – Traffic along westbound Man Kwong Street heading to eastbound Lung Wo Road via southbound Man Yiu Street will be diverted via southbound Man Yiu Street, eastbound Connaught Place, southbound Connaught Place, eastbound Connaught Road Central, eastbound Harcourt Road, eastbound Gloucester Road and northbound Fleming Road;
    – Traffic along eastbound Man Po Street heading to Admiralty or Mid-levels via eastbound Lung Wo Road will be diverted via the slip road of eastbound Man Po Street heading to westbound Finance Street, westbound Finance Street, temporary exit connecting Finance Street and Central – Wan Chai Bypass Tunnel, the slip road of westbound Central – Wan Chai Bypass Tunnel heading to eastbound Man Kat Street, eastbound Man Kat Street, eastbound Connaught Road Central and eastbound Harcourt Road;
    – Traffic along eastbound Man Po Street heading to eastbound Lung Wo Road via eastbound Yiu Sing Street will be diverted via southbound Man Yiu Street, eastbound Connaught Place, southbound Connaught Place, eastbound Connaught Road Central, eastbound Harcourt Road, eastbound Gloucester Road and northbound Fleming Road;

    via Fenwick Pier Street, flyover, westbound Harcourt Road, westbound Connaught Road Central and northbound Connaught Place;
    – Traffic along westbound Convention Avenue heading to westbound Lung Wo Road via northbound Lung Tat Path will be diverted via Convention Avenue, Fenwick Pier Street roundabout, westbound Fenwick Pier Street, flyover, westbound Harcourt Road, westbound Connaught Road Central and northbound Connaught Place;
    – Traffic along southbound Expo Drive East heading to westbound Lung Wo Road will be diverted via southbound Lung Tat Path, Convention Avenue, Fenwick Pier Street roundabout, westbound Fenwick Pier Street, flyover, westbound Harcourt Road, westbound Connaught Road Central and northbound Connaught Place;
    – Traffic along westbound Hung Hing Road heading to westbound Lung Wo Road will be diverted to southbound Lung Tat Path, Convention Avenue, Fenwick Pier Street roundabout, westbound Fenwick Pier Street, flyover, westbound Harcourt Road, westbound Connaught Road Central and northbound Connaught Place; and
    – Traffic along westbound Lung Wo Road heading to Central Pier or Finance Street via Yiu Sing Street will be diverted via westbound Lung Wo Road and northbound Man Yiu Street.

    C.    Suspension of parking spaces and pick-up/drop-off areas

        All parking spaces and pick-up/drop-off areas on the following roads will be suspended:

    (1) From 10am on April 4 to 6pm on April 6:

        All metered parking spaces and pick-up/drop-off areas on Expo Drive.

    (2) From 10pm on April 4 to 2pm on April 5 and from 10pm on April 5 to 6pm on April 6:

    – All metered parking spaces on Yiu Sing Street and Lung Hop Street;
    – Lay-bys on westbound Lung Wo Road near City Hall and near Central Barracks; and
    – Lay-by on Edinburgh Place near City Hall.

         All vehicles parked illegally during the implementation of the above special traffic arrangements will be towed away without prior warning, and may be subject to multiple ticketing.  

         The Police will implement the special arrangements depending on the prevailing traffic and crowd conditions. Motorists should exercise patience, and take heed of instructions of the Police on site.

    NHAI to Develop Guwahati Ring Road on BOT (Toll) Mode at a total Cost of Rs 5,729 Crore

    Signs Concession Agreement with M/s Dinesh Chandra R Agrawal Infracon Pvt. Ltd. for Implementation

    Contributing towards the development of the North-East region of the country, NHAI has signed concession agreement with M/s Dineshchandra R Agrawal Infracon Pvt. Ltd in presence of NHAI Chairman, Shri Santosh Kumar Yadav and senior officials of NHAI. The 121 km long Guwahati Ring Road shall be developed at a total cost of Rs. 5,729 Crore on Build Operate Toll (BOT) Mode with zero grant. The concession period of the contract is 30 years, including construction period of four years.  Providing impetus to the project, the State Government of Assam will bear 50% of land cost, provide exemption from royalty on aggregates and state portion of GST contributing about Rs. 1,270 crore.  Thus, the gross project cost is about Rs. 7,000 crore.

    The Guwahati Ring Road project will have three sections which include 56 km long 4-lane Access-Controlled Northern Guwahati Bypass, widening of the existing 8 km bypass on NH 27 from four lanes to six lanes, and improvement of existing 58 km long bypass on NH 27. Notably, a 3 km long major bridge over river Brahmaputra will be also constructed as a part of the project.

    The Guwahati Ring Road will provide seamless connectivity to long-distance traffic plying on the East-West Corridor of NH-27, which is the gateway to North-East Region of the country. The development of the Ring Road will help to decongest Guwahati City and neighboring North- Eastern states by bypassing major traffic coming from West Bengal/Bihar to Silchar, Nagaland and Tripura. The project will also provide seamless connectivity to major towns in the region including Siliguri, Silchar, Shillong, Jorhat, Tezpur, Jogigopha, and Barpeta.

    Upgradation of Existing NH   

    Proposed Greenfiedl Bypass  

     

    The Government of India has been encouraging Public Private Partnership for Build-Operate-Transfer (BOT) projects. To encourage adoption of projects on BOT mode, various modifications in the Modal Concession Agreement (MCA) of BOT(Toll) and provisional BOT(Toll) have been affected in recent past.  This is the first contract signed on the basis of modified Modal Concession Agreement which will pave way for more such contracts.

    As a part of Government of India’s ‘Vision 2047’, a large number of high-speed corridors are envisaged to be developed. Robust Public Private Partnership in development of road sector will play a pivotal role in realizing this vision and will greatly contribute towards the development as well as Operations and Maintenance of the world class National Highway Network in the country.

    Introduction

    What is Waqf

    The concept of ‘Waqf’ is rooted in Islamic laws and traditions. It refers to an endowment made by a Muslim for charitable or religious purposes, such as building mosques, schools, hospitals, or other public institutions. Another defining feature of a Waqf is that it’s inalienable- which means it cannot be sold, gifted, inherited or encumbered. Therefore, once a property is divested from the waqif, i.e., the creator of a waqf, it vests in God and as per Islamic belief since God is ever lasting, so is the ‘waqf property’.

    Addressing Longstanding Issues

    The Waqf (Amendment) Bill aims to address issues such as –

     

    1. Lack of transparency in Waqf property management
    2. Incomplete surveys and mutation of Waqf land records
    3. Insufficient provisions for women’s inheritance rights
    4. Large number of prolonged litigations including encroachment. In 2013, there were 10,381 pending cases which have now increased to 21,618 cases.
    5. Irrational power of the Waqf Boards in declaring any property as waqf land based on their own inquiry.
    6. Large number of disputes related to government land declared as aqf.
    7. Lack of proper accounting and auditing of Waqf properties.
    8. Administrative inefficiencies in waqf management. ‘
    9. Improper treatment to Trust properties.
    10. Inadequate representation of stakeholders in Central Waqf Council and State Waqf Boards.        

     

    Modernizing the Waqf Bill

    The Waqf (Amendment) Bill, 2025 aims to streamline the management of Waqf properties, with provisions to safeguard heritage sites and promote social welfare.

    1. Non-Muslim properties declared as Waqf The Waqf (Amendment) Bill 2025 aims to streamline Waqf property management while safeguarding heritage sites and individual property rights. Various states have seen disputes over Waqf property claims, leading to legal battles and community concerns. As of data from September 2024, across 25 States/ UTs Waqf Boards, a total of 5973 government properties have been declared as Waqf properties. Some examples of the same:

     

    • Tamil Nadu: A farmer in Thiruchenthurai village was unable to sell his land due to the Waqf Board’s claim over the entire village. This unexpected requirement prevented him from selling his land to repay a loan for his daughter’s wedding.
    • Govindpur Village, Bihar: In August 2024, The Bihar Sunni Waqf Board’s claim over an entire village in August 2024 affected seven families, leading to a case in the Patna High Court. The case is sub-judice.
    • Kerala: In September 2024, around 600 Christian families in Ernakulam district are contesting the Waqf Board’s claim over their ancestral land. They have appealed to the Joint Parliamentary Committee.
    • Karnataka: In 2024, Farmers protested after the Waqf Board designated 15,000 acres in Vijayapura as Waqf land. Disputes also arose in Ballari, Chitradurga, Yadgir, and Dharwad. The government, however, assured that no evictions would take place.
    • Uttar Pradesh: Complaints have been raised against alleged corruption and mismanagement by the State Waqf Board.

    Further, the Joint Committee on the Waqf (Amendment) Bill (JCWAB) had also received some communications regarding unlawful claim of properties by Waqf Boards, some of which are as under:

    • Karnataka (1975 & 2020): 40 Waqf properties were notified, including farmlands, public spaces, government lands, graveyards, lakes, and temples.
    • The Punjab Waqf Board has claimed land belonging to the Education Department in Patiala.

    Additionally, MoHUA (Ministry of Housing and Urban Affairs) informed the JPC during their presentation in September 2024, that 108 properties under control of Land and Development Office, 130 properties under control of Delhi Development Authority and 123 properties in the public domain were declared as Waqf properties and brought into litigation.

    1. Rights of Muslim Women and Legal Heirs The Bill also seeks to improve the economic and social status of Muslim women, particularly widows and divorced women, by promoting self-help groups (SHGs) and financial independence programs.

    Additionally, the Bill aims at achieving the following for the benefit for Muslim women-

    • Transparency in Waqf Management – Digitizing waqf records to curb corruption.
    • Legal Aid & Social Welfare – Establishing legal support centers for family disputes and inheritance rights.
    • Cultural & Religious Identity – Strengthening cultural preservation and interfaith dialogue.

    Women’s involvement ensures transparency and directs Waqf resources towards:

    • Scholarships for Muslim girls
    • Healthcare and maternity welfare
    • Skill development and microfinance support for women entrepreneurs
    • Vocational training in fields like fashion design, healthcare, and entrepreneurship
    • Establishing legal aid centers for inheritance disputes and domestic violence cases
    • Pension schemes for widows

     

    1. Upliftment of the Poor

    Waqf plays a crucial role in serving religious, charitable, and social welfare needs, especially for the underprivileged. However, its impact has often been reduced due to mismanagement, encroachment, and lack of transparency. Some key benefits of Waqf for the Poor:

     

    1. Digitization for Transparency and Accountability
    • A centralized digital portal will track Waqf properties, ensuring better identification, monitoring, and management.
    • Auditing and accounting measures will prevent financial mismanagement and ensure funds are used only for welfare purposes.
    1. Increased Revenue for Welfare and Development
    • Preventing misuse and illegal occupation of Waqf lands will boost revenue for Waqf Boards, allowing them to expand welfare programs.
    • Funds will be allocated to healthcare, education, housing, and livelihood support, directly benefiting the economically weaker sections.
    • Regular audits and inspections will promote financial discipline and strengthen public confidence in Waqf management.

     

    1. Addressing Administrative Challenges

    The Waqf (Amendment) Bill 2025 aims to improve governance by:

    • Enhancing transparency in property management.
    • Streamlining coordination between Waqf Boards and local authorities.
    • Ensuring stakeholder rights are protected.

     

    1. Empowerment of Backward classes & other sects of Muslim communities: The Bill aims at making the Waqf Board more inclusive having representation from different Muslim sects for better Waqf governance and decision-making-
    • The Bill mandates inclusion of one member each from Bohra and Aghakhani communities in State/UT Waqf Boards, if they have functional Auqaf.
    • Also, the Board will have representation from Muslims belonging to backward classes apart from Shia and Sunni members.
    • Includes two or more elected members from municipalities or Panchayats, strengthening local governance in waqf affairs.
    • The Board/CWC will have two non-Muslim members excluding the ex-officio members.

    Conclusion:

    The Waqf (Amendment) Bill 2025 establishes a secular, transparent, and accountable system for Waqf administration. While Waqf properties serve religious and charitable purposes, their management involves legal, financial, and administrative responsibilities that require structured governance. The role of Waqf Boards and the Central Waqf Council (CWC) is not religious but regulatory, ensuring legal compliance and safeguarding public interest. By introducing checks and balances, empowering stakeholders, and improving governance, the Bill sets a progressive and fair framework for Waqf administration in India.

    Waqf has always been meant to help the community by providing education, healthcare, housing, and support for the poor. However, problems like mismanagement, corruption, and inefficiency have often prevented Waqf properties from benefiting those who need them most. The Waqf (Amendment) Bill, 2025, aims to fix this by making the system more transparent, efficient, and focused on reducing poverty.

    One big problem in Waqf management has been a lack of transparency, leading to corruption and misuse of funds. The new bill introduces a digital portal to record all Waqf properties, making it easier to track and audit them. This ensures that funds are not misused and are spent on helping the poor. With mandatory financial audits and digital records, this change will reduce corruption and make Waqf management more accountable to the people.

    The bill ensures that Waqf properties and funds are used to improve healthcare services for the poor. This includes:

    • Setting up clinics and hospitals on Waqf lands to provide free or low-cost healthcare.
    • Partnering with charities to fund medical aid programs.
    • Making medicines and essential treatments more available in poor areas.

    With better management, more people will get access to healthcare, reducing medical costs and improving public health.

    Education is a key way to fight poverty. The bill ensures that Waqf funds are used for:

    • Building and maintaining schools and madrassas.
    • Providing scholarships and financial aid to poor students.
    • Supporting vocational training centers to teach job skills.

    By focusing on education, the bill helps people from poor backgrounds get better jobs and improve their lives.

    Many poor people struggle with housing. The bill allows Waqf Boards to use properties for affordable housing. Section 32(4) permits:

    • Building low-cost housing for the poor.
    • Providing shelters for homeless people.
    • Creating subsidized rental programs for low-income families.

    This ensures that Waqf properties are used to help people instead of being left unused or taken over illegally.

    Helping people become financially independent is important for reducing poverty. The bill supports:

    • Setting up training centers for skills like carpentry, tailoring, and digital literacy.
    • Providing small loans to help people start businesses.
    • Connecting trained workers with jobs.

    This approach helps people earn a living rather than relying only on charity.

    A major issue with Waqf properties is illegal occupation. According to the WAMSI portal, nearly 58,898 Waqf properties have been taken over unlawfully. The bill introduces stronger legal measures to:

    • Reclaim illegally occupied Waqf lands for social welfare projects.
    • Give district collectors more power to protect Waqf properties.
    • Prevent unauthorized claims that take away resources meant for the poor.

    These steps will ensure that Waqf properties are used properly to help those in need.

    The bill also ensures fairness and inclusivity, making sure aid reaches all communities in need. It prioritizes poor people and uses data to make better decisions about Waqf resources. Additionally, the bill includes measures to prevent disputes over land belonging to non-Muslims, so that welfare efforts are not disrupted.

    The Waqf (Amendment) Bill, 2025, is not just about managing properties—it is about making Waqf a strong tool for helping the poor. By increasing transparency, stopping corruption, improving healthcare and education, providing affordable housing, and supporting employment, the bill ensures that Waqf serves its true purpose. These reforms will help Waqf fulfill its original mission—supporting the underprivileged and creating a fairer and more just society.

    Department of Telecommunications (DoT) has undertaken following steps to prevent misuse of telecom resources for cybercrimes and financial frauds:

    1. Development of citizen centric Sanchar Saathi portal and mobile App with various facilities including reporting of suspected fraud communications.
    2. Development of online secure Digital Intelligence Platform (DIP) for sharing of information related to misuse of telecom resources among the stakeholders.
    3. Development of a system in collaboration with Telecom Service Providers (TSPs) to identify and block incoming international spoofed calls displaying Indian mobile numbers that appear to be originating within India.

    DoT has undertaken following measures to act against the issue of misuse of mobile connections:

    1. Development of AI based tool to identify the suspected mobile connections taken on fake documents. 78 lakh such mobile connections have been disconnected after reverification.
    2. Policy instructions for re-verification of existing mobile connections identified by DoT/ TSPs/ Law Enforcement Agencies (LEAs).
    3. Mandated telecom licensees to register their Point of Sale (PoS) {Franchisee, Distributors & Agents}, who enroll customers and issue SIMs on their behalf.
    4. Biometric verification, physical verification of address of place of business & local residence of PoS. Further, police verification of PoS in J&K, Assam & North East License Service Areas (LSAs).
    5. Blacklisting of PoS across all the TSPs if documents/ information given by PoS is false/ forged & on the directions of Law Enforcement Agencies (LEAs)/ Licensed Service Areas (LSAs).
    6. Robust Know Your Customer (KYC) process for SIM Swap/ replacement.
    7. Discontinuation of paper based KYC process.
    8. Monthly audit on sample basis for the SIM cards issued by TSPs for compliance of guidelines.

    This information was given by Dr. Pemmasani Chandra Sekhar, Minister of State for Communications & Rural Development, in a written reply in the Rajya Sabha today.

         The Immigration Department (ImmD) mounted a series of territory-wide anti-illegal worker operations codenamed “Fastrack”, “Greenlane”, “Lightshadow” and “Twilight”, for three consecutive days from March 31 to yesterday (April 2). A total of 14 suspected illegal workers and two suspected employers were arrested.
     
         During the anti-illegal worker operations, ImmD Task Force officers raided 55 target locations, including commercial buildings, massage parlours, residential buildings and restaurants. Fourteen suspected illegal workers and two suspected employers were arrested. The arrested suspected illegal workers comprised four men and 10 women, aged 34 to 59. Among them, three women were suspected of using and being in possession of a forged Hong Kong identity card. Two men, aged 35 and 67, were suspected of employing the illegal workers and were also arrested.

         An ImmD spokesman said, “Any person who contravenes a condition of stay in force in respect of him or her shall be guilty of an offence. Also, visitors are not allowed to take employment in Hong Kong, whether paid or unpaid, without the permission of the Director of Immigration. Offenders are liable to prosecution and upon conviction face a maximum fine of $50,000 and up to two years’ imprisonment. Aiders and abettors are also liable to prosecution and penalties.”
     
         The spokesman warned, “As stipulated in section 38AA of the Immigration Ordinance, an illegal immigrant, a person who is the subject of a removal order or a deportation order, an overstayer or a person who was refused permission to land is prohibited from taking any employment, whether paid or unpaid, or establishing or joining any business. Offenders are liable upon conviction to a maximum fine of $50,000 and up to three years’ imprisonment. As stipulated in section 20(1)(a) of the Immigration Ordinance, the Chief Executive may make a deportation order against an immigrant, prohibiting the immigrant from being in Hong Kong at any time thereafter if the immigrant has been found guilty in Hong Kong of an offence punishable by imprisonment for not less than two years. Under the prevailing laws, it is an offence to use or possess a forged Hong Kong identity card or a Hong Kong identity card related to another person. Offenders are liable to prosecution and upon conviction face a maximum fine of $100,000 and up to 10 years’ imprisonment.”
     
         The spokesman reiterated that it is a serious offence to employ people who are not lawfully employable. Under the Immigration Ordinance, the maximum penalty for an employer employing a person who is not lawfully employable, i.e. an illegal immigrant, a person who is the subject of a removal order or a deportation order, an overstayer or a person who was refused permission to land, has been significantly increased from a fine of $350,000 and three years’ imprisonment to a fine of $500,000 and 10 years’ imprisonment to reflect the gravity of such offences. The director, manager, secretary, partner, etc, of the company concerned may also bear criminal liability. The High Court has laid down sentencing guidelines that the employer of an illegal worker should be given an immediate custodial sentence.
     
         According to the court sentencing, employers must take all practicable steps to determine whether a person is lawfully employable prior to employment. Apart from inspecting a prospective employee’s identity card, the employer has the explicit duty to make enquiries regarding the person and ensure that the answers would not cast any reasonable doubt concerning the lawful employability of the person. The court will not accept failure to do so as a defence in proceedings. It is also an offence if an employer fails to inspect the job seeker’s valid travel document if the job seeker does not have a Hong Kong permanent identity card. Offenders are liable upon conviction to a maximum fine of $150,000 and to imprisonment for one year. In that connection, the spokesman reminded all employers not to defy the law by employing illegal workers. The ImmD will continue to take resolute enforcement action to combat such offences.
     
         Under the existing mechanism, the ImmD will, as a standard procedure, conduct an initial screening of vulnerable persons, including illegal workers, illegal immigrants, sex workers and foreign domestic helpers, who are arrested during any operation with a view to ascertaining whether they are trafficking in persons (TIP) victims. When any TIP indicator is revealed in the initial screening, the ImmD officers will conduct a full debriefing and identification by using a standardised checklist to ascertain the presence of TIP elements, such as threats and coercion in the recruitment phase and the nature of exploitation. Identified TIP victims will be provided with various forms of support and assistance, including urgent intervention, medical services, counselling, shelter or temporary accommodation and other supporting services. The ImmD calls on TIP victims to report crimes to the relevant departments immediately.

    The US President issued an Executive Order on Reciprocal Tariffs imposing additional ad-valorem duties ranging from 10% to 50% on imports from all trading partners. The baseline duty of 10% will be effective from April 05, 2025 and the remaining country specific additional ad-valorem duty will be effective from April 09, 2025. The additional duty on India as per the Annex I of the Executive Order is 27%.  

    The Department of Commerce is carefully examining the implications of the various measures / announcements made by the President of the USA. Keeping in view the vision of Viksit Bharat, the Department is engaged with all stakeholders, including Indian industry and exporters, taking feedback of their assessment of the tariffs and assessing the situation. The Department is also studying the opportunities that may arise due to this new development in the US trade policy.

    The Hon Prime Minister of India, Shri Narendra Modi, and the Hon President of USA, Mr. Donald Trump have announced on 13 February 2025 ‘Mission 500’ – aiming to more than double the bilateral trade to US $500 Billion by 2030. Accordingly, discussions are ongoing between Indian and US trade teams for the expeditious conclusion of a mutually beneficial, multi-sectoral Bilateral Trade Agreement. These cover a wide range of issues of mutual interest including deepening supply chain integration. The ongoing talks are focused on enabling both nations to grow trade, investments and technology transfers. We remain in touch with the Trump Administration on these issues and expect to take them forward in the coming days.

    The Government gazetted today (April 3) the Gas Safety (Amendment) Bill 2025 to regulate the safe use of hydrogen used or intended to be used as fuel.
     
    The Bill aims to amend the Gas Safety Ordinance (Cap. 51) to establish a regulatory framework governing the importation, manufacture, storage, transport, supply and use of hydrogen that is used or intended to be used as fuel.
     
    A Government spokesperson said, “The Government has been actively promoting the development of hydrogen energy in Hong Kong. Establishing a comprehensive and holistic regulatory framework to regulate the use of hydrogen as fuel can enhance public confidence in hydrogen safety and create an environment conducive to the local development of hydrogen energy in Hong Kong. The framework covers a range of safety aspects, including gas quality, safety of installations and facilities, personnel and emergency handling, etc.
     
    “The Government promulgated the Strategy of Hydrogen Development in Hong Kong in June 2024, setting out the four major strategies of improving legislation, establishing standards, aligning with the market, and advancing with prudence to create an environment conducive to the development of hydrogen energy in Hong Kong, so that Hong Kong would be able to capitalise on the environmental and economic opportunities brought about by the recent development of hydrogen energy in different parts of the world, and in our country in particular. The Bill will provide a clear legal framework and stable regulatory environment for the local hydrogen energy industry, enabling both local and international investors to develop hydrogen-related businesses in Hong Kong with greater confidence,” the spokesperson supplemented.
     
    The Bill will be introduced into the Legislative Council for the First Reading and the Second Reading on April 16.

    The Department of Health (DH) today (April 3) summarised the situation of Human Immunodeficiency Virus (HIV) infection and released the findings of a survey on HIV and sexually transmitted infections (STIs) among female sex workers (FSWs) in Hong Kong in 2024. The decline in the number of new cases of HIV infection in Hong Kong for the ninth consecutive year and a prevalence rate well below the global average reflected the success of Hong Kong’s prevention and control efforts. However, due to the high proportion of late presentation, the DH encouraged the public to undergo HIV antibody testing, and to use condoms regularly and correctly to minimise the risk of HIV infection.

    “In the year of 2024, the DH received 365 new HIV cases, including 297 males and 68 females aged between 14 and 89. Among the cases with a reported route of transmission, 312 cases (99 per cent) acquired the infection through sexual contact, including 216 through homosexual or bisexual contact and 96 through heterosexual contact. Almost half of the cases (44 per cent) were reported by public hospitals, clinics, and laboratories, followed by Acquired Immuodeficiency Syndrome (AIDS) service organisations. The cumulative total of locally reported HIV infections since 1984 is 12 403. The prevalence of HIV infection among the general public in Hong Kong remained at 0.1 per cent, well below the global average, demonstrating the effectiveness of AIDS control and prevention in Hong Kong,” said the Consultant (Special Preventive Programme) of the Public Health Services Branch of the Centre for Health Protection of the DH, Dr Bonnie Wong.

    “A total of 74 new AIDS cases, including 63 males and 11 females, were reported during the same period. Since 1985, a cumulative total of 2 557 confirmed AIDS cases has been reported in Hong Kong. The most common AIDS-defining illness was Pneumocystis pneumonia,” she added.

    Although the number of new HIV infection has declined for nine consecutive years since 2015, the proportion of late presenters among newly reported cases in Hong Kong has been as high as 40 to 50 per cent, with a higher proportion of late presenters among those not belonging to high-risk populations, such as men who have sex with men, people who inject drugs and sex workers.

    Late presenters refer to individuals with a very low CD4 cells (one kind of immune cell) count (less than 200 cells/mm3) or those who have already progressed to AIDS at the time of HIV diagnosis. Late presentation indicates that these individuals were not diagnosed and put on treatment in a timely manner at an earlier stage of infection, resulting in a weakened immune system. Late presentation can lead to an increased risk of opportunistic infections and malignancies, leading to a higher mortality rate. In addition, as a result of an unsuppressed viral load, late presenters contribute to an increased risk of HIV transmission in the community.

    In addition, the DH has recently completed a community survey related to transmission risk of HIV and STIs, titled “HIV/AIDS Response Indicator Survey 2024 for Female Sex Workers” (HARiS 2024 for FSWs).

    “The survey is a public health surveillance programme conducted by the DH to regularly monitor the situation of HIV infection and the related risk behaviours among female sex workers to guide the implementation of the Recommended HIV/AIDS Strategies for Hong Kong (2022-2027). The survey revealed that the proportion of respondents who had their last HIV test in the preceding year increased from 37 per cent in a similar survey in 2022 to 55 per cent, reflecting the effectiveness of HIV prevention interventions. Since the Strategies’ target of 80 per cent has not been achieved, prevention efforts should continue. The survey also revealed that condom use among respondents was generally satisfactory, with 99 per cent of respondents using condoms when having sex with non-regular clients. However, condom use when having sex with regular clients was less consistent among some respondents, indicating the need to strengthen the condom promotion programme,” Dr Wong said.

    She reminded members of the public to use condoms consistently and properly to reduce the risk of acquiring HIV and STIs. In addition, vulnerable populations at higher risk of contracting HIV and STIs (including men who have sex with men, FSWs and their clients and injecting drug users) should undergo HIV and STI testing regularly, at least once a year. People with HIV should seek specialist care and HIV treatment as soon as possible for viral suppression and health restoration. The DH will continue to collaborate with various non-governmental organisations (NGOs) to raise awareness and knowledge among FSWs on HIV and STI prevention.

    There are community resources available that enable members of the public to undergo HIV antibody testing. Members of the public can reserve a free, anonymous and confidential HIV antibody test by visiting the HIV Testing Service website or calling the AIDS Hotline (2780 2211). They can also order HIV self-test kits (oral fluid-based and blood-based (finger prick) testing kits) on the HIV Testing Service website, and collect the self-test kits at various pick-up locations in Hong Kong.

    ​Dr Wong stressed that HIV infection is a manageable chronic disease. Early HIV treatment with antiretroviral drugs can effectively prevent the progression to AIDS and other complications. Lifelong antiretroviral treatment is indicated for all people with HIV, and the treatment remarkably improves their health and possibility of survival. Moreover, those who achieve sustained viral suppression to an undetectable level with treatment will not transmit the virus through sex, i.e. Undetectable = Untransmittable (U=U).

    When two entrepreneurial brothers, Khalid and Amine Bennani, started a business to export Moroccan products, they quickly realised they needed to adopt more processing steps to increase sales and profit.

    For example, rather than just selling plants and seeds like rosemary and thyme, the brothers invested in technologies to extract essential oils and active plant ingredients, and then sell the extracts globally at a higher price. They developed state-of-the-art processing facilities at their company, Santis, and created hundreds of jobs in rural areas, initially focusing on natural ingredients for the cosmetics and nutraceutical industries.

    In 2021, Santis received a loan worth about €4.7 million from CIH Bank in Morocco to expand its business, especially the production of carob, whose gum is used in cosmetics, pharmaceuticals and food products. The European Investment Bank signed a €60 million loan with CIH Bank in 2021 to help businesses hurt by the global health crisis.

    “We had neither the expertise nor the resources initially to carry out our plans for the carob market, but we had an idea to create more value from this product and this matched the company’s philosophy perfectly,” says Othman Bennani, Santis’s business development manager. “These EIB funds were pivotal to the success of our entire venture around the carob.”

    Bernd LANGE (S&D, DE), Chairman of the European Parliament’s International Trade Committee, reacts to the 20% tariff announced by US President Donald Trump tonight.

    “While President Trump might call today ‘Liberation Day’, from an ordinary citizen’s point of view this is ‘Inflation Day’. These unjustified, illegal and disproportionate measures can only lead to further tariff escalation and a downward economic spiral for the US and the world as a whole. Because of this decision, US consumers will be forced to carry the heaviest burden in a trade war. These tariffs will only make processes and manufacturing more inefficient. They have prompted damaging uncertainty in the investment climate. Stock markets could hardly be clearer in their reactions.

    The EU will respond. We will do so through legal, legitimate, proportionate and decisive measures. As the EU we will consider which of the tools at our disposal are best suited for our response. We are not backing down. We will defend our sovereignty and we will not change legislation that we have shaped democratically and in the interest of EU citizens, even if this displeases some US billionaires. The countries that have been targeted by these measures must respond with a united front and send a clear message to the US to end this tariff madness.

    I do hope this administration is genuinely interested in engaging with the EU, but I am not confident. I hope that our arguments and the firmness of our response will provide sufficient incentives to bring the US to the negotiating table. The EU’s door will always remain open to finding a solution.”

    Former leader of the Labour party Neil Kinnock, Lord Kinnock, is the latest guest on Lord Speaker’s Corner.

    ‘I guess that’s what gave me my politics basically. The idea that many people working together could produce and provide at the level of quality that would’ve been absolutely impossible for the individual or the family.’

    Lord Kinnock speaks about growing up in south Wales and what drew him to politics, his early years as an MP and the Labour party of the late 80s and early 90s. He also speaks about his regrets from his time as leader, plus how politics and public discourse has changed today:

    ‘I don’t want deference. Deference is not part of my makeup and I don’t want anybody else to show it. But respect, accommodation, compassion, those instincts are fundamental to human beings, and they’re too often being discarded or suppressed.’

    Lord Kinnock also explains that he wished he had challenged the President of the National Union of Mineworkers (NUM), Arthur Scargill, more forcefully about the need to ballot its members: 

    ‘I told Scargill at the beginning of April 1984 that without a ballot, the strike would not succeed. And I said it publicly, I just wish that I’d said it more publicly (even), and repeatedly over the subsequent months as a way of simply telling the truth to men and their families who were showing superhuman loyalty to the cause and whose loyalty was being abused by someone who had a very peculiar, very odd interpretation of what he thought of as his socialist mission, which was misplaced and misleading and assisted in tragedy. I’ve said before that Scargill and Thatcher deserved each other. Nobody else did.’

    BEIJING, April 3 — Chinese President Xi Jinping on Wednesday sent a message to Lao President Thongloun Sisoulith, extending his deep condolences over the passing of Khamtay Siphandone, former president of Laos and former chairman of the Lao People’s Revolutionary Party (LPRP).

    Xi, also general secretary of the Communist Party of China (CPC) Central Committee, extended profound condolences to the LPRP, the Lao government and people over the passing of Khamtay Siphandone, and expressed sincere sympathies to his family on behalf of the CPC, the Chinese government and people, and in his own name.

    In the message to Thongloun, also General Secretary of the LPRP Central Committee, Xi hailed Comrade Khamtay as a steadfast communist, outstanding leader of the older generation of the Lao party and state, and close comrade and friend of the CPC and the Chinese people.

    Xi also said Khamtay had devoted his life to Laos’ reform and socialist development, making significant contributions to the development of relations between the two parties and two countries, adding that the Chinese people will always cherish his memory.

    Noting that China and Laos are socialist neighbors linked by the same mountains and rivers, Xi said the two countries are not only good neighbors, but also good friends, good comrades and good partners.

    He noted that China attaches great importance to consolidating and carrying forward the traditional friendship between the two parties and two countries, and stands ready to work with Laos to promote the building of a China-Laos community with a shared future and the continuous progress of their respective socialist causes.

    Xi also expressed the hope that under the strong leadership of the Central Committee of the LPRP headed by General Secretary Thongloun, Laos would continue to make new and greater achievements in the cause of building the party and the country.

    Good morning, everyone. It’s really great to be here!

    Thank you, Tristram, for hosting us today. And Hughie, what a privilege it is to speak alongside you. Thank you so much for everything you said.

    Your bravery and determination, raising hundreds of thousands of pounds for Royal Manchester Children’s Hospital, all while going through that treatment yourself – you are such an inspiration.

    I’m so glad to hear about your full recovery too, and everything you’re doing to make children’s voices heard, and it’s great to see you here today continuing to lead and inspire with your journalism.

    I was interviewed back in September by your colleague Scarlett at Sky FYI – and she definitely put me through my paces! One of the toughest interviews I’ve ever had.

    And it was great to see her again at World Book Day last month.

    It’s lovely to look round this room and see so many familiar faces this morning. Rylie and Sofia – it was great to meet you at the Women in Westminster event last year.

    And Sofia – I’ve heard more and more about everything you’ve achieved, about leaving your home in Ukraine and coming to England.

    About joining school in year 11 and passing your GCSEs – despite English being your third language.

    What an amazing achievement!

    There are just so many inspiring young people here today.

    And I’d like to thank Dame Rachel for bringing together all the Youth Ambassadors. And all your amazing work making young voices heard.

    It’s their job, the job of the youth ambassadors, to make sure politicians like me listen to children and young people – and act to make their lives better.

    And that’s exactly right.

    Because as Secretary of State – children and young people are my priority.

    I want to see them, I want to see you, back at the forefront of national life, back at the centre of our national conversation.

    I want all children to have the opportunity to succeed.

    So we are on a mission as a government – to break down the barriers to opportunity for every child.

    And I mean it when I say that it has to be every child.

    Because all children deserve the chance to get on and succeed.

    It’s tempting to think that the path to opportunity begins on the first day of school.

    Nervous little girls and boys, lined up outside the school gates clinging on for dear life to their mums and dads.

    When stories of success are told, that’s often where we start.

    But that’s jumping ahead.

    Like expecting a tree to grow strong and tall without first putting down deep roots that are deep and lasting.

    Because opportunity starts early, it starts much earlier than that.

    I’d just like us to think of two babies, born in the same hospital on the same day.

    Think of all that happens before they reach those school gates a number of years later.

    One baby goes back to an anxious home.

    Her parents work hard – two, maybe even three jobs to make ends meet.

    There’s mould on the wall in their bedroom because the landlord won’t fix it – and now that’s where that baby has to sleep too.

    There’s never enough time in the day, never quite enough food in the fridge, no help from extended family.

    The council baby group her brothers went to now gone; nursery or childminders have been completely out of reach – too few spaces, too far to go, too expensive.

    So she stays at home, simply watching as her family struggle around her.

    Missing out on so much: playing with other children, sharing and taking turns, learning about her emotions, about those of others, about taking the first steps into learning.

    Now think of the other baby from the hospital. Her parents drive her back to a warm and stable home.

    Right from that first night, her needs are all that matter.

    Parents who read to her, talk to her.

    And whose first thought in the baby food aisle, isn’t can we afford it, isn’t where’s the money – it’s about buying her first coat.

    When her parents go back to work, she spends her mornings in a great nursery at the end of the road – the best early years teachers introduce her to letters and numbers, she begins to explore the world around her.

    There are afternoons in the park with grandma, bedtime stories with grandad.

    A whole network of support, with just one goal: giving her the very best start in life.

    Step by step, year by year, she grows and develops, and she leaps forward.

    So, on that first day of school, those two children, born in the same hospital, on the same day, they arrive wearing the same uniform, they might even stand together in the playground, and when the teacher asks that they walk into the classroom in pairs, they hold hands, bouncing inside towards the rest of their lives, with no idea how different their paths are likely to be.

    Because that’s where opportunity can be lost or found, those early forks in the road, where those gaps start to open up.

    And with each year that goes by, those gaps grow and grow. And closing them becomes harder and harder as the years pass.

    That’s why, when I speak to school leaders and university vice chancellors, they urge me to invest in the early years.

    And as we begin to see the generation of children born during the Covid pandemic arriving at school, many already far behind where they would normally be, the importance of early years is more clear-cut than ever.

    I’m in politics because I believe that every child deserves every opportunity to succeed.

    I’m here to make a difference in their lives.

    And because early years is where the biggest difference can be made, and it’s where my biggest priority lies.

    Giving every child the best start in life is my number one goal.

    That’s where I want to be judged, that’s where my legacy will lie.

    It’s not simply my priority.

    Children are central to the Prime Minister’s Plan for Change. It sets the target of a record share of children arriving at primary school ready to learn.

    Because we know that our success as a country begins in the earliest years of children’s lives.

    The Prime Minister gets it, I get it, and the Chancellor gets it too. That’s why, despite the toughest fiscal inheritance in a generation, she chose to invest over £8bn in early years – £2bn more than last year. 

    But we’re just getting started.

    This is the beginning of a wave of reform to lift up the life chances of all children, to give parents power and choice and freedom – and to put money back in their pockets too.

    And that means great childcare and early years education.

    There is a rich diversity of early education and childcare of all shapes and sizes right across the country that is already working hard to give children the best start in life.

    And I can’t thank them enough.

    But now is the time to go further.

    So yesterday I announced funding for 300 primary schools to expand their nurseries and set up new ones.

    Up to £150,000 each to convert unused classrooms into new nurseries for our children.

    6,000 new childcare places – most of them ready to go by September.

    It’s 300 steps on the road to 3,000 new and expanded school-based nurseries.

    An important part of how we’re delivering the childcare entitlements parents were promised.

    Giving them the power to choose the jobs and the hours that they want.

    Support for parents is so important too, saving them money as well.

    But, deep down, early education and childcare is all about children’s futures.

    And what an impact high-quality early education can have on their futures. Analysis shows that children who go to a higher-quality pre-school earn about £17,000 more over the course of their lives.

    Across 6,000 high-quality new places, it could mean a boost of over £100m in lifetime earnings.

    Now given the prize on offer, we’re still going further, to make the most of that precious time, when horizons still stretch out ahead.

    Because if those early chances are missed, they won’t come again. The lives of our children march on, so those early brushes with education are just so precious.

    That’s why we’re twinning the childcare rollout with the biggest ever uplift in the early years pupil premium for disadvantaged children.

    Because this is how we can narrow the attainment gap, and give every child, no matter their background, every opportunity to succeed.

    Children are there to learn. And the adults in the room are at heart early educators.

    So we’re fully funding initial teacher training for early years teachers and supporting them to become early years experts too.

    And we’re doubling our Maths Champions programme – to reach 800 early years classrooms.

    A really big step change.

    Helping children to feel comfortable with numbers from their youngest years, building numeracy skills early, so that by the time they reach school, maths is already a familiar friend.

    But I said before that we’re just getting started – and I meant it.

    So later this year, I’ll launch a new strategy to revitalise early years education.

    Rooted in creating positive early childhood experiences for all of our children.

    Our new nurseries in primary schools will create a positive journey of learning for all children.

    Children, beginning in nursery at 2 or 3 years old – then moving along the corridor at 4 or 5 to start primary school.

    The same faces, the same friends, the same buildings.

    Parents can build relationships with teachers, teachers can spot issues early, and when children reach school, they already feel at home in the classroom.

    And so we’re backing parents too – supporting them with joined up family services as they guide their children through those early years.

    That’s where the journey starts, with those positive, supportive early experiences.

    And that must continue through school.

    Because this is a government that puts children first.

    I want all children to love learning.

    But I should say right now exactly what I mean when I say that.

    It’s building knowledge, growing skills, reaching into a variety of topics.

    High and rising standards, exams that can capture our progress.

    I want to grow a love of learning with deep roots, that is lasting, that shapes lives.

    The type that sustains join, that builds confidence, that fosters resilience, that doesn’t come from doing what feels easy.

    Putting children first isn’t soft. It’s not a sugar-rush, ice-cream-for-dinner approach to schooling.

    It requires exposing children to a wide range of ideas.

    So that they can find what inspires them.

    It requires supporting children to persist with subjects that might feel hard, when they don’t immediately like what is in front of them, to keep going when it’s hard, not to give up at the first sign of struggle.

    So that they can discover for themselves the quiet satisfaction, the happy resilience that comes from the pursuit of learning.

    That’s how we wake children up to their own power. It’s how we plant within them a sense of purpose as they leave school and move into the wider world.

    And it’s how we raise a generation of children who can think critically and act thoughtfully. A generation ready not just for work but ready for the rest of their lives too.

    Confident, creative, kind.

    At home in our country and in the world.

    And that matters more now than ever before.

    At a time when uncertainty is rising, and trust is falling, a time when disinformation can slip quietly into the pockets of our children, and young boys can fall under the spell of toxic role models online, men who preach misogyny, who cook up resentment, who feed on hatred.

    And sadly so much of that flows through smartphones.

    They have no place in the classroom, they’re disruptive, distracting, they’re bad for behaviour.

    So we’re backing schools to rid our classrooms, corridors and playgrounds of phones.

    It’s clear the behaviour of boys, their influences, and the young men they become, is a defining issue of our time.

    That’s why this week the Prime Minister convened a roundtable on rethinking adolescent safety – to listen to the experiences of children today and to prevent young boys being dragged into misogyny and hatred.

    We need to raise a generation of boys with the strength to reject that hatred – curiosity, compassion, kindness, resilience, hope, and respect.

    But hard skills as well as soft skills.

    Because to reject disinformation, children need critical thinking skills, maths too, a proper understanding of science, history, geography, economics.

    To think analytically, children need that foundation in English – to explore different points of view, to weigh up the arguments, to consider the facts, and to come down on the side of reason.

    And above all, to become active, engaged, curious about the world – children need knowledge and skills.

    And through our review of the relationships, sex and health education curriculum we will ensure young people learn about healthy relationships, boundaries and consent right from the start.

    With toxic online influences on the rise, our boys need strong, positive male role models to look up to. At home, of course, but also at school too.

    Schools can’t solve these problems alone, and responsibility does start at home with parents.

    But only one in four of the teachers in our schools are men.

    Just one in seven in nursery and primary school.

    One in 33 in early years.

    And since 2010 the number of teachers in our schools has increased by 28,000 – but just 533 of those are men.

    That is extraordinary – over the last 15 years, for every 50 women who’ve taken up teaching – they’ve been joined at the front of our classrooms by just one man.

    Now I want more male teachers – teaching, guiding, leading the boys in our classrooms.

    But in truth I want more teachers across the board as well.

    Because if today we’re here to talk about positive early childhood experiences, about the role of education in creating and sustaining joy and confidence, about the routes for giving children a sense of purpose, about setting children up for success, then it is all about our teachers. 

    Great teachers, inspiring teachers, teachers who believe in the power of their pupils.

    That’s why we’re working to recruit 6,500 more expert teachers across our schools and colleges.

    More teachers in shortage subjects, keeping the great teachers that we already have, restoring teaching as the profession of choice for our very best graduates.

    Now a couple of weeks ago I visited Cardinal Heenan School in Liverpool.

    And the first thing I did was sit down for a chat with an amazing group of students, the same age as many of you here today.

    And they were so excited to tell me all the things they wanted to do when they left school.

    I could see them light up; I could feel their joy.

    That’s the joy of learning.

    Now up on the walls of that school were pictures of all the ex-pupils who had gone on to do amazing things.

    One of them was Steven Gerrard.

    But there was another ex-pupil who wasn’t up on the wall. And I met him outside at the end of the day as he was helping all the students on their way home. 

    He was Mr Backhouse, now the school’s assistant headteacher.

    He said he’d been given every opportunity to succeed at that school. So he became a teacher to pass that on to the next generation of kids in his community.

    He understood the power of his job – it’s about unleashing the power in all of our children.

    That’s why my job is the best job in government – because I get to work with and empower you, the young people here today and across the country.

    From those earliest years, those babies leaving hospital, the nurseries, the childcare, through school, and then on into college, university and beyond.

    It’s my job, it’s the job of childminders, teachers, support staff, lecturers and leaders, together with your parents and carers, to shape your journey, to guide you on, to spur you, to give you every opportunity to succeed. That is what you deserve.

    But it’s your job to rise to the challenge, to give it your all and to grab those opportunities with both hands.

    Looking around this room, looking at all of your faces, I have no doubt you’re up to the task.

    I think our future is in very safe hands.

    Half a million appointments and operations saved by ending resident doctor strikes

    Ending doctor strikes saved 500,000 appointments and operations, and cut waiting lists by 193,000

    An estimated half a million appointments and operations avoided being cancelled in the second half of last year thanks to swift action from the Government to end resident doctor strikes within four weeks of office.  

    Data shows a total of 507,000 appointments and operations were cancelled and rescheduled between July 2023 and February 2024 during periods of disruptive strike action, causing pain and misery to patients across the country, and hitting an already broken NHS with more damage. This put huge pressure on hardworking staff, with NHS England analysis showing that this added 140,000 more to the waiting lists this government inherited.

    On his very first day in government, the Health and Social Care Secretary got round the table with resident doctors, securing a fair deal for patients and staff after four weeks, getting doctors back on the frontline treating patients.

    The progress the Government has made in starting to fix the NHS after 14 years of decline shows the transformatory effect of the Plan for Change.

    Since July, over two million extra appointments have been delivered – seven months early – and the waiting list slashed by 193,000, with patients up and down the country beginning to feel a real difference after a decade of neglect – and in some cases after waiting years to get the care they need.

    Cutting waiting lists is one of the government’s top priorities through its Plan for Change which is driving forward reform of the health service to put patients first, rebuild our NHS and improve living standards, which are growing at their fastest rate in two years.

    Making up around 50% of the medical workforce, resident doctors play a pivotal role for patients. When staff stood on the picket lines, waiting lists soared, leaving people in pain and out of work as a result of not being able to get the care they need. By bringing to an end months of devastating strikes, patients have significantly felt the benefits, getting the care they need without disruption.

    Since July, the government has made it a priority to get 92% of patients seen within 18 weeks by the end of this Parliament. Through the recently published Elective Reform Plan, patients will begin to have more control over their care, to end the needless suffering of those stuck on a waiting list.

    The plan also makes it easier for patients to access the appointments they need, through the opening of more Community Diagnostic Centres and surgical hubs, in more convenient locations closer to their homes, keeping them out of hospital. And through bringing the NHS app into the digital era, individuals will be able to take control of their personal health plans, by accessing key documentation and appointment data online, in a timeline that works around their lives.

    With over two million extra NHS appointments including for chemotherapy, radiotherapy, endoscopy, and diagnostic tests already being delivered seven months early, and through its Plan for Change, the government is on its way to ending the misery felt by millions of patients up and down the country who are waiting for the appointments they need.

    Wes Streeting, Health and Social Care Secretary, said:

    Half a million operations stopped because of strike action weren’t just an inconvenience. They meant hundreds of thousands of patients living through more pain, more stress and more disappointment.

    That’s exactly why within days of coming into office, I got round the table with resident doctors and put an end to these crippling strikes.

    It was a tough negotiation, but we came out with a fair offer, and patients immediately started seeing the benefit.

    Thanks to this government putting doctors back on the frontline, we’ve cut waiting lists by 193,000. We are fixing the broken foundations of our NHS through our Plan for Change so patients can get back to work and doing what they love.

  • MIL-Evening Report: New modelling reveals full impact of Trump’s ‘Liberation Day’ tariffs – with US hit hardest

    We now have a clearer picture of Donald Trump’s “Liberation Day” tariffs and how they will affect other trading nations, including the United States itself.

    The US administration claims these tariffs on imports will reduce the US trade deficit and address what it views as unfair and non-reciprocal trade practices. Trump said this would

    forever be remembered as the day American industry was reborn, the day America’s destiny was reclaimed.

    The “reciprocal” tariffs are designed to impose charges on other countries equivalent to half the costs they supposedly inflict on US exporters through tariffs, currency manipulation and non-tariff barriers levied on US goods.

    Each nation received a tariff number that will apply to most goods. Notable sectors exempt include steel, aluminium and motor vehicles, which are already subject to new tariffs.

    The minimum baseline tariff for each country is 10 percent. But many countries received higher numbers, including Vietnam (46 percent), Thailand (36 percent), China (34 percent), Indonesia (32 percent), Taiwan (32 percent) and Switzerland (31 percent).

    The tariff number for China is in addition to an existing 20 percent tariff, so the total tariff applied to Chinese imports is 54 percent. Countries assigned 10 percent tariffs include Australia, New Zealand and the United Kingdom.

    Canada and Mexico are exempt from the reciprocal tariffs, for now, but goods from those nations are subject to a 25 percent tariff under a separate executive order.

    Although some countries do charge higher tariffs on US goods than the US imposes on their exports, and the “Liberation Day” tariffs are allegedly only half the full reciprocal rate, the calculations behind them are open to challenge.

    For example, non-tariff measures are notoriously difficult to estimate and “subject to much uncertainty”, according to one recent study.

    GDP impacts with retaliation
    Other countries are now likely to respond with retaliatory tariffs on US imports. Canada (the largest destination for US exports), the EU and China have all said they will respond in kind.

    To estimate the impacts of this tit-for-tat trade standoff, I use a global model of the production, trade and consumption of goods and services. Similar simulation tools — known as “computable general equilibrium models” — are widely used by governments, academics and consultancies to evaluate policy changes.

    The first model simulates a scenario in which the US imposes reciprocal and other new tariffs, and other countries respond with equivalent tariffs on US goods. Estimated changes in GDP due to US reciprocal tariffs and retaliatory tariffs by other nations are shown in the table below.



    The tariffs decrease US GDP by US$438.4 billion (1.45 percent). Divided among the nation’s 126 million households, GDP per household decreases by $3,487 per year. That is larger than the corresponding decreases in any other country. (All figures are in US dollars.)

    Proportional GDP decreases are largest in Mexico (2.24 percent) and Canada (1.65 percent) as these nations ship more than 75 percent of their exports to the US. Mexican households are worse off by $1,192 per year and Canadian households by $2,467.

    Other nations that experience relatively large decreases in GDP include Vietnam (0.99 percent) and Switzerland (0.32 percent).

    Some nations gain from the trade war. Typically, these face relatively low US tariffs (and consequently also impose relatively low tariffs on US goods). New Zealand (0.29 percent) and Brazil (0.28 percent) experience the largest increases in GDP. New Zealand households are better off by $397 per year.

    Aggregate GDP for the rest of the world (all nations except the US) decreases by $62 billion.

    At the global level, GDP decreases by $500 billion (0.43 percent). This result confirms the well-known rule that trade wars shrink the global economy.

    GDP impacts without retaliation
    In the second scenario, the modelling depicts what happens if other nations do not react to the US tariffs. The changes in the GDP of selected countries are presented in the table below.



    Countries that face relatively high US tariffs and ship a large proportion of their exports to the US experience the largest proportional decreases in GDP. These include Canada, Mexico, Vietnam, Thailand, Taiwan, Switzerland, South Korea and China.

    Countries that face relatively low new tariffs gain, with the UK experiencing the largest GDP increase.

    The tariffs decrease US GDP by $149 billion (0.49 percent) because the tariffs increase production costs and consumer prices in the US.

    Aggregate GDP for the rest of the world decreases by $155 billion, more than twice the corresponding decrease when there was retaliation. This indicates that the rest of the world can reduce losses by retaliating. At the same time, retaliation leads to a worse outcome for the US.

    Previous tariff announcements by the Trump administration dropped sand into the cogs of international trade. The reciprocal tariffs throw a spanner into the works. Ultimately, the US may face the largest damages.

    UK and Australia launch new partnership in weapons development

    The Defence Science and Technology Laboratory (Dstl) and Defence Science and Technology (DST) Group Australia have announced a ground-breaking partnership.

    Early Concept for Testbed

    The Defence Science and Technology Laboratory (Dstl) and Defence Science and Technology (DST) Group Australia have announced a ground-breaking partnership to develop next-generation sub-systems for low-cost weapons systems, bringing together cutting-edge technologies from both nations.

    The partnership will combine the UK’s Modular Weapons Testbed and Australia’s SHARKTOOTH programme, which features innovative ‘plug-and-launch’ modular technology, aimed at accelerating the employment of advanced, yet affordable weapons technologies. This integration represents a significant advancement in complex weapons development and will help accelerate and de-risk industry’s development of guided weapon sub-systems.

    Under this collaboration both nations will develop new approaches and new technologies enhancing future weapon systems capability, including low-cost seekers (sensors which are responsible for detecting and tracking targets), additively manufactured engines (created by 3D printing or similar), modular warheads and fuses, algorithms to improve guidance, navigation and control and other novel weapons technologies.

    The partnership will deliver several key advantages:

    • reduced development costs and risks through shared expertise
    • accelerated deployment of new capabilities
    • enhanced interoperability between UK and Australian forces
    • develop and demonstrate innovation ideas from both nations, helping to invest in sovereign defence ecosystems
    • flexible, modular design allowing rapid adaptation to emerging threats.

    The collaboration enables both nations to access a wider pool of innovative ideas, co-operate on technology development and deliver faster against a broader range of operational use cases. For both the UK and Australia this will strengthen defence primes, small to medium-sized enterprises (SMEs) and academia in support of Defence Equipment and Support (DE&S) and the UK Ministry of Defence’s Complex Weapons Pipeline and Australia’s Guided Weapons and Explosive Ordnance (GWEO) Enterprise.

    Each nation is developing a concept demonstrator equivalent to a concept car to enable us to prove future technologies before they go into sovereign industrial and military capabilities.

    SHARKTOOTH is Australia’s developmental weapon system, a small missile which will enable rapid integration of various components including sensors, warheads, guidance systems and propulsion units.

    A spokesperson for Dstl said:

    This collaboration represents a step-change in how we develop and deploy complex weapons systems.

    By combining Australia’s modular approach with the UK’s missiles know-how, we’re creating more versatile and capable systems for our armed forces.

  • MIL-OSI Russia: Differences in alphabets make it difficult for bilinguals to switch quickly between languages

    Scientists Center of Language and Brain HSE used eye tracking to study how bilinguals switch from one language to another when the context changes. It turned out that the difference in alphabets slows down this process. If the letters look unusual – for example, Latin in a Russian-language text – the brain does not immediately switch to another language, even if the person knows that he is in a bilingual situation. Article published in the journal “Bilingualism: Language and Cognition”.

    Bilinguals can be divided into target and non-target languages depending on the language situation they find themselves in. If a person who knows Russian and English is in an environment where everyone communicates with him in Russian, then his English is suppressed. In this situation, Russian will be his target language, and English will be non-target.

    The scientists decided to study how switching between target and non-target languages occurs when the language context changes, and to test the proactive control hypothesis in bilinguals. This hypothesis suggests that with increasing exposure to a non-target language, bilinguals activate its vocabulary so that they can start using it faster. Importantly, control is carried out in advance, and not in response to information already received. This avoids delays in processing.

    To test the hypothesis, the scientists conducted an experiment involving 50 adult Russian-English bilinguals. They were asked to read several sentences on different topics on a computer screen and answer questions. Initially, the target language for the participants was Russian, but the researchers created conditions so that the environment gradually became more English-speaking. At first, they were only spoken to in Russian and all tasks were in Russian. At the second stage, in addition to Russian, sentences in English appeared. At the third stage, English sentences were removed, but an English-speaking instructor came. At the last stage, English sentences also appeared, and the leader communicated only in English.

    While performing the tasks, the participants’ eye movements were tracked, recording such indicators as the duration of fixation on a word, the number of returns to previous words (regressions), and word omissions. It is known that the longer the fixation, the more difficult it is to process the word, and regressions indicate the need to look at the word again to understand the meaning.

    “To test access to the non-target language, we used the ‘invisible boundary’ method. When a person read a sentence in Russian, the English translation of that word appeared briefly before the target words,” the study’s authors say.

    For example, in the sentence “You will need to undergo certain training to obtain a permit,” the Russian word “obuchenie” was preceded by the English word “training.”

    The scientists assumed that if access to English was activated, then the fixation time on a Russian word after its English translation appeared should have decreased. However, this hypothesis was not confirmed. Despite the gradual addition of English elements in the experiment, changes in the language context did not affect early access to vocabulary.

    “It is likely that the different alphabets – Cyrillic and Latin – are too different, so the brain immediately “sees” that it is a different alphabet and automatically suppresses it. In addition, it is possible that the immersion in the non-target language was not long enough, so it did not have time to activate,” the researchers explain.

    Thus, the results of the study confirmed the key assumptions of the Multilink and BIA models that vocabulary processing in a bilingual environment is regulated by both bottom-up and top-down factors, but the former dominates in the context of different alphabetic systems.

    The lower level is automatic information processing. So, the brain first recognizes letters, then words, and then their meanings. In the case of different alphabets (for example, Cyrillic and Latin), the brain may have difficulty recognizing the letters of another alphabet. These differences greatly affect how quickly and effectively a person can switch between languages.

    The top level is conscious processing of information, which depends on context and experience. For example, if a person knows that he or she is in a bilingual environment, this may activate the brain’s “expectation” of encountering a word in the second language. However, this process requires more time and resources.

    The researchers plan to conduct experiments with deeper immersion in the non-target language. “We believe that at a certain point we will record an increase in the speed of switching from language to language,” the authors suggest.

    The findings of this and future studies may be useful for developing foreign language learning strategies, especially reading skills, taking into account the cognitive load associated with native language suppression, alphabet differences, and duration of language immersion.

    An extended meeting of the heads of the participants of the Association of Educational Organizations “Consortium for the Development of School Engineering and Technology Education” was held in the Public Chamber of the Russian Federation on the topic “Development of Talents. Effective Management Practices for Creating Conditions for Self-Realization of Children and Young People in the Engineering and Technology Sphere.”

    The Consortium for the Development of School Engineering and Technology Education is an association of leading educational organizations of various levels: schools, universities, enterprises of high-tech industries, centers for additional education of children, colleges of Russia and Belarus. Polytechnic University has been a member of the consortium since 2023.

    The moderators of the meeting were the Chairperson of the Commission of the Public Chamber of the Russian Federation on Education and Upbringing Natalia Kravchenko and the Director of the Engineering and Technology School No. 777 of St. Petersburg of the Russian Federation Vera Knyazeva. Natalia Vasilyevna noted the importance of engineering education in technical universities and engineering schools for the development of the country’s economy and industry, as well as for the implementation of the tasks set by the President of the country.

    The main topic of the meeting was important proposals aimed at training personnel in technical and engineering professions, systematizing career guidance and strengthening cooperation between schools, universities and companies. The speakers emphasized the importance of developing engineering classes, early career guidance programs and introducing new educational approaches to training future specialists.

    First Deputy Chairman of the State Duma Committee on Economic Policy Denis Kravchenko noted in his speech: The unified plan for achieving national development goals for Russia until 2030 and for the long term until 2036 states the need to develop engineering education in Russia, create conditions for strengthening technological sovereignty and developing technological leadership. In this regard, it is extremely necessary to create a personnel reserve of engineering and technical specialties for the development of industry and the country’s economy.

    At the meeting, the Polytechnic University was represented by the Vice-Rector for Continuing and Pre-University Education of SPbPU, Dmitry Tikhonov.

    Dmitry Vladimirovich gave a presentation on the diversity of engineering Olympiads and the specifics of the Polytechnic Olympiad held by the university. In his report, he emphasized the importance of engineering sciences, which served as an incentive to change the format of the Olympiad.

    The main concept of the new Polytechnic Olympiad is to test not so much the theoretical knowledge of the participants, but their ability to find and apply the necessary information. This meets modern requirements for engineers, who need to be able to quickly navigate a large volume of data and use it effectively. The tasks were designed in such a way as to exclude the possibility of simple cheating, focusing on a creative approach and practical skills.

    Participants went through various tests that simulated real-life situations that engineers encounter in their work. For example, they had to study the properties of modern alloys and composite materials, analyze complex electrical circuits and propose optimal solutions, and develop robotics projects by calculating the trajectory of the mechanisms.

    Dmitry Vladimirovich separately noted the importance of referring to additional literature, emphasizing that a successful engineer is not someone who remembers all the standards and norms, but someone who knows how to search, process and correctly interpret information.

    The Vice-Rector emphasized that the new concept of the Polytechnic Olympiad promotes the development of engineering thinking and the quality of technical education among schoolchildren. Thanks to its innovative format, it helps students master practical skills in searching and analyzing information, which are necessary for a successful career in the field of engineering sciences.

    Discussion of issues of development of engineering education at the highest level is of key importance for the formation of a competitive economy and provision of a sustainable personnel reserve. Educational organizations of different levels participate in the consortium, this allows us to create effective mechanisms for training highly qualified personnel capable of making a significant contribution to achieving technological leadership of Russia. Engineering classes are one of the best practices of such interaction.     Rosneft has been systematically working to replenish the country’s aquatic bioresources for over 10 years. In 2024, 28 subsidiaries of the Company released more than 21.7 million young fish into Russian waters.

    Responsible attitude to the environment is an integral part of the corporate culture and one of the key principles of Rosneft. The company is committed to achieving the UN Sustainable Development Goals and is implementing a comprehensive water conservation program, including the introduction of advanced technological solutions.

    In 2024, the Syzran Oil Refinery released about a million individuals of valuable and commercial species into the Volga, including 40 thousand sterlet fry and 72.5 thousand carp in 2024. Over the past five years, Orenburgneft has sent over 425 thousand fry to the Ural and Volga basins. RN-Vankor has released over 2 million endangered fish species into the Yenisei River in three years. Employees of the Saratov Oil Refinery are participating in the environmental campaign “Algae are finished!” The plastic caps collected during the event are exchanged for fry of herbivorous fish, which clean the Volga from excess vegetation.

    In addition, thanks to environmental campaigns of Samotlorneftegaz in Yugra over the past year, more than 2 million juveniles of valuable fish species have been released into rivers. As part of initiatives to preserve ecosystems and maintain biodiversity in the regions of presence, Bashneft employees released more than 160 thousand juveniles of sterlet, muksun and salmon into the water bodies of Bashkortostan, the Khanty-Mansiysk and Nenets Autonomous Okrugs.

    In addition, in support of scientific research of practical importance for the Taimyr Dolgano-Nenets District of Krasnoyarsk Krai and its indigenous population, oil workers supported projects to assess the state of the populations of the main commercial fish of the Taimyr reservoirs, as well as to study the fish of the Yenisei Bay of the Kara Sea.

    Employees of the Company’s subsidiaries actively participate in environmental campaigns, promote the development of a culture of rational and responsible consumption of natural resources.
